Gov Ortom dumps APC Continued from page 1 plans on Monday in Makurdi shortly after swearing in a new Special Adviser on Bureau for Local Government and Chieftaincy Affairs, Mr Jerome Shimbe who replaced Mr Titus Zam, sacked on July 8. According to him, the red card from APC would enable him to join any political party that has an ideology worthy of being adopted by his administration. The governor stated that the strained relationship between him and the party under which he contested the 2015 governorship election in the state has left him without a party. The governor partially dissolved his cabinet last week, retaining four out
of the 16 commissioners and seven out of 19 Special Advisers. Alhough, he gave no reason for the sacking of the members of the expanded cabinet members, it was reliably gathered that the sudden cabinet reshuffle might not be unconnected with the friction between him and the APC leader in the state, Sen. George Akume. Ortom also said that the appointment of Shimbe was based on his impeccable character and proven track record of service. He advised the new adviser to strive to justify the confidence reposed in him and open his doors to all indigenes seeking for assistance from him regardless of their political affiliation. Responding, Shimbe
thanked the governor for finding him worthy of the appointment while pledging to ensure that the governor succeeds in all his endeavours. But Oshiomhole while speaking to newsmen on Monday at the party secretariat in Abuja after rising from the National Working Committee (NWC) meeting said: “I know that Governor Ortom is a very senior member of the party and he has said so repeatedly in print and has said to me one on one that he will not leave the APC unless he was pushed out. “I have since assumed chairmanship of this party along with my colleagues in the NWC and I know of a fact that we have not shut out any governor and certainly not governor Ortom”, he maintained.

The Chairman of the Joint Tax Board (JTB), Mr. Tunde Fowler has commended Enugu State Governor Ifeanyi Ugwuanyi for putting in place a proficient and “unparalleled” tax regime, which has ensured that the state exceeded the 15 percent tax revenue to GDP benchmark suggested by the United Nations for the funding of budgets. The JTB Chairman, who is also the Chairman of Federal Inland Revenue Service (FIRS) also applauded Gov. Ugwuanyi for the unprecedented growth in the Internally Generated Revenue (IGR) of Enugu State as well as the judicious utilization of the said funds for the rapid development of the state. Fowler, who spoke during the 141st meeting of the board holding in Enugu, which had in attendance chairmen of the Board of Internal Revenue from the 36 states of the federation, also lauded the governor for his quality leadership, giant development strides in the state and “excellent” hospitality. He, therefore, called on other governors to emulate Gov. Ugwuanyi’s measures in enhancing the efficiency and productivity of his state’s Board of Internal Service for improved revenue profile in their various states. The chairman stated that the objective of the meeting, themed: “Leveraging on ICT for Efficient Tax Administration and Revenue Enhancements, Focusing on States IRS”, was to discuss tax matters and how to provide
better services as well as “look at contracts executed with tax payers’ money”. While further appreciating Gov. Ugwuanyi for his effective utilization of tax payers’ money for the rapid development of the state, Fowler advised the visiting Chairmen of BIR to share the experience with their governors, accordingly. He said: “As you come to Enugu, you can see how tax monies were used. Following the testimony given by the Chairman of Board of Internal Revenue of Enugu State, Mr. Emeka Odo, as a good friend, all the Chairmen are supposed to have the copies of advance sheets to their Governors for them to see what was going on in Enugu State and how things are supposed to be done”. He maintained that tax revenue is “no doubt the only means to ensure sustainable economic and social development”, emphasizing their role “as tax administrators to carry out our duties diligently to ensure that all the current tax revenue is collected as at when due”. According to him, “looking at the figures of Enugu State, I would like to congratulate you (Ugwuanyi) that the Enugu State Internal Revenue Service is living up to its responsibilities in the area of increasing the state’s revenue base. It has exceeded this figure (UN 15% benchmark) already. “The measures you have taken to enhance the efficiency of your Board in Enugu State are unparalleled. At this point, I call on other governors to do what is being done in Enugu State and if within six months
we cannot see any difference, we will say something is wrong. “But, I am sure these measures taken by the Enugu State Revenue Service if taken by other state governors, our revenue profile will improve tremendously”. Declaring open the event, Gov. Ugwuanyi, who welcomed the participants to the state, disclosed that his administration, in realizing the need to reduce its dependence on the then dwindling statutory receipts from the Federation Account, “immediately embarked on the reform of public finances in the state to align with our developmental priorities and realities”. The governor added that the state government also repositioned the state’s Internal Revenue Service through the appointment of a board of seasoned professionals; establishment of new Revenue Courts; enactment of the Land Use Assessment Appeal Tribunal Law; reorganization of the board to meet the required standards to deliver the desired results, etc. “We are glad to report that these measures have made a tremendous impact on our revenue streams, enabling our IGR to peak at N22 billion last year in contrast to the N14 billion we collected in the whole of the 2016 fiscal year”, he added. Intra-African trade: Afreximbank targets $3.3trn market size Says IATF 2018 to generate $55bn
Ibrahim Mohammed and Mathew Dadiya Worried by huge informal and uncaptured trade deals going on in various parts of Africa, the African Export-Import Bank (Afreximbank) has said it is working on a panAfrican payment platform that will see payments made through e-mobile transactions across different continental blocks, which will spike a $3.3 trillion market in the continent. This platform would also promote a lowly rated 12% intra-African trade, which many experts have described as abysmal. The pan-African payment platform would also see various African countries trade deals inter-connecting various buyers and sellers in their local currencies with their respective banks in hitch-free mobile transactions with their phones, while spiking the $3.3
trillion size market. President and Chairman of the Afreximbank Board, Dr. Benedict Oramah, disclosed this on Monday during the panel discussion session on the “Strategy to Deepen NiogeriaAfrica Trade,” in Abuja. Oramah said: “This forum affords us the opportunity to diversify our economies. But the biggest problem confronting the Intra-African trade is trade information. There is need for more information on opportunities on investments and promotion in the continent”. He also revealed that the IntraAfrican Trade Fair (IATF) will take place in Cairo Egypt between December 11 and 17, 2018. Meanwhile, Managing Director of Intra-African Trade Initiative, Kanayo Awani, at a news conference organised by Folio Communications in collaboration with the Nigerian Export Promotion Council on Monday

The Federal Government has noted that the Executive Order Number 6, recently signed by President Muhammadu Buhari, is the present administration’s most potent weapon against corruption. The Minister of Information and Culture, Alhaji Lai Mohammed, stated this while addressing a press conference in Lagos on Sunday He also defended the constitutionality of the Executive Order, saying those opposed to it should go to court. Executive Order No. 6 of 2018 aims to, among others, restrict dealings in suspicious assets subject to investigation or inquiry bordering on corruption in order to preserve such assets from dissipation, and to deprive alleged criminals of the proceeds of their illicit activities which can otherwise be employed to allure, pervert and/or intimidate the investigative and judicial processes. Lai Mohammed said, ‘’The truth is that, having realized the potency of the Order in giving muscle to the fight against corruption - which by the way is one of the three cardinal programs of our Administration, the corrupt and their cohorts have become jittery. They have every reason to be. Henceforth, it won’t be business as usual ‘’For those who claim that the Executive Order Number 6 is dictatorial, it is clear they have not even read it. Section. 3 (i) of the Order states that any Person who alleges that his rights have been violated, are being or are likely to be contravened by any of the provision of this Executive Order may apply to a competent Court in his jurisdiction for redress.’’ He said President Buhari is the not the first democratically-elected Nigerian President to sign Executive Orders, adding: ‘’In 1980, then President Shehu Shagari issued an Executive Order to modify the Public Order Act. This was
unsuccessfully challenged in court by then Governors of Ogun and Borno States. In 1999, then President Obasanjo issued Executive Orders to abolish the Petroleum Trust Fund (PTF) and to proclaim May 29 as Democracy Day.’’ On the constitutionality of Executive Order Number 6, Mohammed said the President has the power, under Section 5 of the 1999 Constitution (as amended) which extends to the execution and maintenance of the Constitution, all Laws made by the National Assembly (including but not limited to Section 15(5) of the Constitution) - to abolish all corrupt practices and abuse of power. He said the war against corruption is a must-win for Nigeria in order to free national resources for the nation’s development, and noted that the new measure became necessary to ‘’re-kit and re-tool’’ the Administration’s arsenal to effectively tackle corruption. The Minister said in the United States, after which Nigeria’s presidential system of government was fashioned, Presidents, starting from George Washington to Donal Trump, have used Executive Orders to shape policies. He said, ‘’George Washington, who was President of the US from 1789 to 1797, issued 8 Executive Orders. Franklin Roosevelt (1933-1945) issued 3,522 Executive Orders; Barack Obama (2009-2017) issued 275 in eight years; Bill Clinton (1993-2001) 364 and current President Donald Trump 80 so far. Recently, the US Supreme Court upheld, 5-4, President Trump’s indefinite ban on travel from several predominantly Muslim countries, That ban was the result of an Executive Order,’’. Mohammed also hailed President Buhari, the African Union’s Champion on Anti-Corruption, for showing uncommon courage and leadership by unveiling Nigeria’s most potent tool against corruption, and appealed to Nigerians to support the Administration’s efforts to tackle the cankerworm of corruption.

The team is also probing the Saturday, July 14th, Sabon Gida Ora’s ambush, in Edo State, which four Policemen were killed and their police patrol vehicle set ablaze. WFP provides food assistance to 1.2m people in 3 North East states The World Food Programme (WFP) says it has spent $126 million on food assistance, in various forms, to 1.2 million persons in 3 North East states, since 2017. Head of Communications, WFP Nigeria, Ms. Ingermarie Vennize, who said this in an interview with journalists in Abuja, identified the states as Taraba, Borno, and Adamawa. Vennize, however, said that the programme was working toward meeting its target of providing aid for the most food-insecure and vulnerable persons in the Northeast geopolitical zone of Nigeria. “At the moment, WFP is providing food and cash assistance to more than 1.2 million persons in the region,’’ she said.

N4.2bn debt: NBC to shutdown broadcasting stations for non-payment of licences fees Moses Oyediran, Enugu The National Broadcasting Commission has threatened to close down broadcast stations in the country that have not paid their broadcasting licences fees to the commission. The Director General of National Broadcasting Commission (NBC), Mr Is’haq Kawu, disclosed this in Enugu during the 2018 summit of the commission on Monday. Kawu expressed dismay over the huge debt of N4.2 billion that broadcasting stations across country are owing the Commission He also warned that stations that were not adhering to NBC broadcasting code would be shutdown as the country prepares for the 2019 general elections.
While stressing that the summit was aimed at deepening democratic culture in the country, Kawu added that it was gratifying that the country had made steady progress since it returned to democratic rule. “Down the line, Nigeria has made steady progress in spite of daunting challenges,” he said. He said that the NBC had been in the vanguard of ensuring that content providers created programmes that would deepen awareness on socioeconomic and political life of the country. Speaking earlier, Chairman of the Independent National Electoral Commission, (INEC), Prof. Mahmoud Yakubu, said that commission remains resolute in its drive at ensuring that the 2019 general elections are credible, free and fair. The electoral umpire also appealed
to media content providers to ensure that they were not entangled with partisanship preparatory to the elections. Represented at the event by the INEC Resident Electoral Commissioner in Enugu, Mr Emeka Ononammadu, the INEC boss disclosed that all is set for the 2019 polls which was manifest in the release of the polls time table in March. “We are 214 days away from the presidential election. That timetable remains intact barring any constitutional change,” he said. He said that the electoral body had a well planned programme to ensure that the coming general elections helped in deepening the country’s democracy. “A well planned election can help deepen our democracy and that is what we are doing,” he said.
INEC urges Lagosians to expose staff demanding money for CVR, PVCs The Independent National Electoral Commission (INEC) in Lagos State on Monday urged eligible voters to expose any staff or tout demanding money for the ongoing Continuous Voter Registration (CVR) in the state. The spokesman of the commission, Mr Femi Akinbiyi, made the appeal in a statement in Lagos. “The attention of the Independent National Electoral Commission, Lagos State office has been drawn to messages going round that some registration officers in the state are demanding for money before they either register new registrants or issue out PVCs to the rightful owners. “The Commission further solicits the support of the public in giving useful and timely information concerning any negative activities in the ongoing CVR in the state,” he said.
Obaseki condemns killings of policemen in Edo The Governor of Edo State, Mr. Godwin Obaseki, has condemned the ambush and killing of four policemen by assailants, while on routine patrol in Sabon-gida Ora, Owan West Local Government Area of the state, at the weekend. Obaseki said the ugly incident is being investigated to ascertain the motive of the killers while assuring that efforts to arrest them were ongoing. “I commiserate with the Inspector-General of Police, the Edo State Police Command, and the families of the dead. Our administration will work with the security agencies to apprehend the criminals and bring them to justice,” he said.

The Federal Capital Territory (FCT), Administration has commenced one month free train ride to Nnamdi Azikiwe International Airport for commuters. Some of the passengers have who took the ride have commended the operation of Abuja Light Rail metro project. They expressed their feelings during Monday’s free train ride with journalist on tour of the facilities, which was commissioned last week by President Mohamadu Buhari. Some of the commuters who spoke to journalists during the tour of the metro project noted that there is need for improvement, especially on Security and other facilities. Alhaji Galadima Biu, who was on his way to the Nnamdi Azikiwe Airport, disclosed that the advent of the metro rail is a good thing that has happened to residents of the FCT.
Flood: Lagos allays fears, says maintenance of drainage channels on course
In the wake of torrential rainfall experienced in some neighbouring States, the Lagos State Government on Monday allayed fears of residents, assuring that the on-going flood abatement and ocean shore protection measures will keep them out of harm’s way during the rainy season. Commissioner for Information and Strategy, Mr. Kehinde Bamigbetan, in a statement, said the Government had already commenced the maintenance of all primary, secondary and tertiary drainage channels under the Cleaner Lagos Initiative. “Governor Akinwunmi Ambode’s administration is mindful of the terrain and geographical location of Lagos State being very close to the coast which makes it relatively prone to flooding and as such has come up with the global best practices through the engagement of reputable and competent contractors for all year schedule maintenance of all primary, secondary and tertiary drainage channels in the five divisions of the State,” Bamigbetan said.

In the name of law and disorder

The Peoples’ Democratic Party (PDP) in Ekiti State on Wednesday held a pre-election march in Ado- Ekiti, the state capital. This was within the rights guaranteed by the constitution and allowed under the electoral law. But the party apparently did not take into cognizance, a deity called the police . Failure to appease the police, make propitiation and beg permission to hold such a march, made the police feel its authority was being challenged and undermined. So even with Governor Ayodele Fayose and Deputy Governor, Olusola Eleka in the rally, it was teargassed and gun shots fired. The Police justified its actions on the basis that the rally, even where it was peaceful and carnival-like, could lead to the breakdown of law and order. In order to be preemptive or preventive, the police did what it had to do; transform the peaceful rally into a riotous one with people scampering and being injured. The police as is wont to, initially denied that its men fired tear gas, not to talk of live rounds. Assistant Inspector General (AIG) Hoseah Karma was quoted in the media as saying with a straight face: “ There was no violent incident here” Later, the police said its action, which it promised to ‘investigate’ was meant to abort the rally. The rally was already in full swing, so how do you abort a baby that had already being born? I guess it is the Nigeria Police that can perform such feat. While the police was displaying its prowess against unarmed citizens in Ekiti State, it left its planks in states like Sokoto and Zamfara open to bandits who
were having a field day sending more Nigerians to early graves. I am not saying that the police could have prevented the massacres in those states, because it is not known to take on armed groups. It prefers soft targets like those at peaceful rallies or commuters on the road. Deputy Inspector General of Police (DIG) Habila Joshak who led the patriotic attack in Ekiti State, said the primary reason was that the PDP did not obtain permission before holding the march. On why riot policemen were unleashed on the rally, he said: “As a law enforcement agency, we must be proactive and take actions that can prevent crisis rather than trying to quell it after it might have broken out.” Very true in deed! My experience as a student activist, pro-democracy campaigner in the military era and labour leader in the post-military period, showed that most rallies and marches do not become disorderly or violent until police intervention. I do not identify with Fayose, but I could not but be amazed by jubilation on the social media that as a sitting governor with constitutional immunity, he was teargassed and humiliated by the police. They claimed it was retributive justice; that he is experiencing what was done to my friend, Dr. Kayode Fayemi in 2014 when he was governor and the police was under the control of the PDP at the national level. I was tempted to respond that I thought the All Progressives Congress (APC) which now controls the police and Armed forces, came to right the wrongs of the past, not perpetuate illegality, unconstitutionality and brigandage. But I restrained myself for fear of being branded unpatriotic and
a wailer like the opposition. I am also careful to be on the side of the law, which in Nigeria, means being on the side of the police, an agency that has forced Nigerians to imbibe its golden line: “The police is your friend” Indeed, who would not want to have such a powerful friend who can turn innocence into guilt and guilt into innocence? The Nigeria Police reminds me of the ape who insist on being your son- in-law even if you had not given it your daughter in marriage. For the Ekiti elections, the police deployed 30,000 led by DIG, Habila Joshak supervised by AIG Hoseah Karma, and assisted by three Commissioners of Police; Ali Janga , J.B. Kokumo and G.B. Umar. These excluded the army, State Security agents, Civil Defence and other security personnel. This goes to show that in Nigeria, election is war, not a civil responsibility; it is a military action, not a civil engagement. With the police and security men crawling everywhere and electoral areas under siege, it will always require a level of bravery to go out on election days, even to vote. In emphasizing that elections are war, DIG Joshak did not say the police would arrest electoral offenders and charge them to court in accordance with the law. Rather, he boasted: “ if you snatch the ballot, we will cut off your hands, if you run with it, we will stop your legs.” From my little reading of policing, it is not so much the number of policemen that matters, but more about the purpose or objectives. For instance in the Ekiti case, less than one third of the 30,000 policemen, backed by intelligence would have been more effective. But since the Nigeria Police
believes most in what it terms ‘Show of Force’ the more the number of policemen, the better the attainment of of its noble objectives. These include showing the citizenry its available numbers, the physical fitness of its personnel and the array of weaponry at its command including armoured personnel carriers. In Nigeria, the people are not the masters of the police, it is the police that are masters of the people. Where the constitution guarantees the people the right to peaceful assembly, the police vitiates it by verbally decreeing that any assembly whatsoever, peaceful or violent, must be with its permission. Where the constitution guarantees the right to freedom of movement, the police decrees such movement must be done with its consent. For the Nigeria Police Force (Yes, it is a force)where two or more are gathered in whatever name, it is not enough for God to be present, such gathering must additionally be authorized by it. While there is a universal saying that the fear of God is the beginning of wisdom, in Nigeria, the fear of the police is the beginning of wisdom. If you fear God, but not the police, the latter can dispatch you very quickly to heaven or hell depending on your ultimate destination. Any disrespect for the Nigeria Police whether by acts of omission, commission or confusion, can have dire consequences. The grave is full of people who dare disrespect the police. The story of the police in the Ekiti elections may be its story in the 2019 general elections. Whether the police swings the country towards order or disorder, it can always count on my patriotic support.
In Ekiti, stomach infrastructure has changed hands

For many members and loyalists of the Peoples Democratic Party (PDP), the next few days are the season of whys. In matters of public interest, the post-mortem culture in Nigeria is notoriously weak. Not so for partisan politics, where the interest is more pecuniary than public. Both in terms of protecting their future selfish interests, and in terms of explaining their predictable resort to litigation, PDP will be asking itself how the same Ayodele Fayose, who returned from relative political obscurity in 2014 to unseat incumbent Kayode Fayemi, could not re-enact his old magic to ensure Olusola Eleka took over from him as the Ekiti State governor. But it’s an academic exercise, fueled more by self-denial than a genuine intention to unravel any political masterstroke ahead of the 2019 elections. In the lead-up to Saturday’s election, both the PDP and the All Progressives Congress (APC) acted/spoke in manners suggesting they already knew how and where the election would be won and lost. It was not for fun that Adams Oshiomhole, the national chairman of APC who, being a two-time governor, should know a thing or two about winning or losing elections, said only three weeks ago: “…in 2019, those manipulation instruments will not be at their (PDP’s) disposal.” It wasn’t just for comedy that Fayose, a 57-year-old, already or potentially a grandfather, the selfstyled ‘Peter the Rock’, went on national TV to cry like a baby, claiming
he was “slapped, beaten, shot at” by the Police and alleging that Ekiti was “under siege”. For all the hugely impressive academic talent residual in Ekiti, the election was never going to be about issues. The two leading candidates skipped the main debate, organised by Television Continental in partnership with Enough is Enough (EiE) Nigeria, ahead of the election. The three candidates in attendance — Abiodun Aluko of Accord Party, Akinloye Aiyebusi of Socialist Democratic Party (SDP) and Segun Adewale of the Advanced Democratic Party (ADP), even journalists, much less the rest of the public, would struggle to place their positions after results were declared at the end of the race. Those who mattered most shunned the debate because they had clear knowledge that this was a non-issues election. Fayose knew all these; he understood this was a battle of pretence against deceit, of APC the deceiver claiming a moral high horse it hadn’t earned, and of PDP playing the victim. As the journalists involved in the firsthand coverage of the election would testify, that was exactly what happened. The “manipulation instruments” spoken of by Oshiomhole were fully deployed by the ruling party. In specific locations in the state considered to be PDP strongholds, a generous deployment of soldiers – many of them ditching the army camouflage – took pleasure in intimidating the electorate. So many potential PDP voters were scared
away by the thoughts and sights of menacing soldiers. By the way, there was nothing spectacular about this strategy; Fayose and the PDP employed it to devilishly spot-on advantage in 2014 when federal power was in their grip, but now they have been given a taste of their own medicine. APC thugs were in action as well. In some opposition locations, they set ballot boxes ablaze. In others, the boxes were forcefully retrieved. In one example, a video ostensibly recorded undercover by Pulse captures some women screaming at a location in Ilejemeje Local Government after a ballot box was “snatched by the APC”. Again, there is nothing ingenious about this; ballot-box theft was one of the multi-level shenanigans upon which Fayose rode to power in 2014. It is interesting to note that the cases of ballot-box snatching and burning, and voter intimidation, were not the biggest deciders of the election. Worryingly, it was stomach infrastructure, the very election malpractice that Fayose is thought to be the master of. As shown in a video by SaharaReporters, PDP did not wait till election day before starting to induce voters; the APC was no different. A simple YouTube search will reveal a number of videos showing the pervasiveness of cash for votes on Friday and Saturday. With a minimum of N3,000 to N5,000, each of the two leading parties attempted to buy its way to victory. As expected, APC, with its federal spending power,
outspent the PDP and therefore bought over the bulk of the electorate. In all, this election was a voterinducement, rather than popularity, contest. While the Ekiti election offers very little to any post-mortem exercise, it conversely offers tremendous use for any serious pre-mortem of the depth of politicking and electorate behaviour to expect in 2019. We now know very clearly that in 2019, APC will duplicate the very anti-democratic antics with which PDP held on to power in the three election cycles post-1999. We should know by now, just in case anyone had any doubts, that APC and PDP are birds of a feather. For all the exaggerated praise of Fayemi’s supposedly elitist perspective to politicking and the maligning of Fayose as an unrepentant apostle of stomach infrastructure, the lesson from Saturday is that neither one party nor one of these individuals can claim superiority of political ideas over the other. And just as both men traded places at the two ends of victory, after the 2014 and 2018 elections, stomach infrastructure has only just changed hands. The only difference is that while Fayose counted on stomach infrastructure to regain power in 2014 and was blithe about it, Fayemi and his party structured their campaign in like manner but were two-faced about it. In the end, the people are the biggest losers — because no one can in all conscience expect a government enthroned by stomach infrastructure to then be driven by ideas.

Editorial Commentary Remembering the ‘real’ MKO Abiola (4) Times Guest Colunmist Yemi Ogunbiyi As Bashorun Abiola himself recalled later, “it was the best school in the world… Education at that school was what we called education-plus.” Against many odds, Moshood Abiola plodded on. Not even a bad stammer as a child deterred him. What was to become a lifelong love with journalism started with his editorship of the school magazine, The Trumpeter, in his final year. Olusegun Obasanjo was deputy editor. Although a day student, he took more than a passing interest in sporting activities. It is also just probable that the seeds of what was to blossom into a lifelong romance with sports were sewn during these years. It is also important to point out that the social setting in which his adolescent character matured was the Abeokuta of the World War II years and a little after. The period just before 1945 and after, were interesting years to be growing up in Abeokuta. The nature of the political, social and cultural ferment that was taking place in Abeokuta at the end of World War II is hardly duplicated anywhere else in Nigerian history. Abeokuta was one huge flurry of activity. There was, for instance, the political activism of the Women’s Movement led by the irrepressible Mrs Ransome-Kuti, alias Beere; there was the presence of Nigerian and foreign troops in several locations in Abeokuta; there also the activities of several Christian groups with their experimental forms of African worship. There was, opposed to this latter group, the Egba Ogboni, that symbol of the ancient repository of Egba history, regal in the splendour of their colourful round-rimmed hats, shawls, fans and all, and fearsome in the enormity of their intriguing prescience. Every school boy growing up in and around Abeokuta at that time had to have known of these developments and activities. Moshood Abiola must have come to manhood believing that such essential ideals as freedom, justice and fair play were quite desirable and attainable. A rebellious spirit typified those years. Many years after, Abiola was to recall: “You see, if I hadn’t rebelled, I would have been virtually a nobody by now. There was no way I could have paid my school fees. What is rebellion? Rebellion is looking for the most unusual way out of a very sticky point.” And find a way, he did. After brief working stints at the then Barclays Bank (now Union Bank), Ibadan, and the Western Regional Finance Corporation, a western Nigerian Government scholarship took him to Glasgow University in Scotland, in 1961, to study Management Accountancy. The Glasgow years are important for us now, not only because he distinguished himself academically (first prizes in Political Economy, Commercial Law and Management Accountancy) but essentially because it also marked, ironically, the beginning of his serious encounter with Pan-Africanism. Apart from active participation in endless debates on the best options open to African peoples, Abiola undertook a trip, in the company of other west African students based in Glasgow, to the newly independent state of Ghana, in 1963, to brainstorm with Kwame
Nkrumah, supposedly, on a programme of action for African and the Black race. Although he came back to Scotland from the Accra trip disillusioned because Dr Nkrumah was far too impatient to give adequate attention to a group of young idealistic African students, Abiola’s mind seemed made up now about Pan-Africanism. Many of the events that were to take centre stage in his life in subsequent years were the results of several encounters with other African students at Glasgow between 1961 and 1965. Glasgow also looms large in his life because there he got married to his first wife, the late Alhaja Simbiat Abiola, and there they had their first two children, Kola and Deji. Literally weeks after his final examinations in Glasgow, he returned home in March 1966 to a country torn apart by an imminent civil war. His first job was with the University of Lagos Teaching Hospital and subsequently he worked for Pfizer. In August of 1968, he joined the International Telephones and Telecommunications (ITT) as its Finance Controller. That decision was to change the course of his life. Since this phase of Abiola’s life has been over-romanticised in tales that take on an air of folkloric myth, the facts of the matter should be restated for the record. Fortunately, Chief Abiola has been forthcoming with details in this regard. While admitting to support from a myriad of people, both at home and abroad, in his rise to financial prominence, he identifies the ITT link as the source of his first breakthrough. Basically what happened was that he used his connections with friends in government, among them the late General Murtala Muhammed, to win key business concessions for ITT. But instead of settling for the usual fixed salary, he opted for shares of the business. Let us listen to Abiola tell the story himself: The ITT Story I proceeded immediately to London with the cheque to report on the affairs in the office and I insisted that I could only carry on in the company if I became the Managing Director and at the same time be given no less than 50 per cent of the shareholding of the business. The Managing Director aspect of the request was granted immediately, but the shareholding part of it, I was told required top policy consideration which would be resolved within six months… The bottom line, in fact, was that I was requesting that at the determination of the profit for any year, half of that profit should be left behind in recognition of my contributions for making the whole profit. No more, no less. Eventually, ITT acceded. Abioal ended up controlling a bulk of the business in Nigeria. Barely nine months after he joined ITT as Controller, he rose to become Managing Director. That year – 1969 – his salary jumped from £9,400 per annum to £114,380 per annum, a phenomenal rise of over 1,000 per cent! By December 1970, he became Chairman and Chief Executive of ITT (Nigeria) Limited. The rest, of course, is now history. Not surprisingly, this period coincides with his sponsorship of sporting activities on a large scale and his first wave of support for philanthropic activities. His entry into mainstream Nigerian politics seemed a matter of time.

Financial autonomy and matters arising
I
n Nigeria, the principle of separation of powers has to an extent been effective at the federal level as the National Assembly has in various circumstances, served as a check on the executive in accordance with its constitutional responsibilities. But the reverse has been the case in the states where the legislature has always pandered to the whims of the governor. That the State House of Assembly has been the puppet or stooge of the governor was clearly expressed in the rejection of the financial autonomy earlier offered them as contained in constitutional amendments carried out by the sixth National Assembly. With President Muhammadu Buhari’s assent recently, to the Fourth Alteration Bill to the 1999 Constitution which gave total financial autonomy to Houses of Assembly and the Judiciary in 36 states of the federation, these organs of government now have the platforms to perform optimally. Specifically, with this amendment, the state Houses of Assembly will no longer depend on the state governments for their financing as they can now draw their funds straight from the first line charge. This implies that like the National Assembly, the Federal Ministry of Finance will henceforth transfer their budgetary allocations to their independent accounts. We welcome this development and hope that these two arms of government in the states will make the best use of the opportunity. Indeed, it is victory at last for the state legislature, an organ of government which has been oppressed and suppressed for several years by the executive. The operations of the Houses of Assembly in various states of the federation since 1999 are best exemplified in how not to be legislatures as theirs had been a sheer opposite of the application of the principle of separation of powers. What that implied was that the state legislatures did not exist to serve the public interest in accordance with their constitutional responsibilities but rather to serve as an appendage of governors. Besides, with very little excuse and sometimes for pecuniary reasons, legislators had no qualms about impeaching their speakers. Yet behind most of the impeachments is the overbearing disposition of the executive in these states where the governors lord themselves over the legislative arm of government which they seek to emasculate. Thus, any speaker who tries to be inquisitive on the activities of the executive is quickly impeached under the supervision of the governor and replaced with a favourite one who will be ready to take orders. It is therefore little wonder that it is never heard that a legislature has exposed corrupt acts by the executive in any state as provided in the constitution neither
is it ever heard that a state budget has been subjected to any thorough scrutiny. Rather, executive bills and nominees in all the 36 states usually pass through the legislatures and returned as proposed. Various studies carried out by the National Institute for Legislative Studies (NILS) on the activities of the state legislatures recently showed that the lawmakers were mere rubber stamps of the governors. To the extent that the legislature financial autonomy is meant to guarantee their freedom from the overbearing influence of governors, we welcome this cheery development. We hope the Houses of Assembly will summon courage to discharge their constitutional responsibilities in the interests of the people who elected them. It is also the same trend with the judicial arm of government in the states. State governments hardly lose any case they institute or that is instituted against them in the various high courts of their states and it is believed that a major cause of this is lack of financial autonomy. We are of the opinion that with the President’s assent to this bill, judges like legislators will henceforth have no reason to draw their funds from the state governments and hence, begin to uphold the dictates of their conscience by dispensing justice without fear or favour.

Saraki: Kwara APC replies Nabena Short News Kehinde Akinpelu, Ilorin The All Progressives Congress (APC), in Kwara state has blasted the Deputy National Publicity Secretary of the party, Yekini Nabena for attacking the Senate President, Dr Bukola Saraki. The party in a statement by its state publicity secretary, Sulyman Buhari warned Nabena to stay within the mandate of his new position, and stop his campaign of uninformed comments against Saraki. The local chapter of APC was reacting to a statement credited to Nabena calling on Saraki to declare his stand on the R-APC. It asked the national deputy publicity secretary to clarify if he was speaking on behalf of his superiors in the APC National Working Committee (NWC) or he was running errand for some faceless mischievous elements who are his paymasters. The statement partly reads: “The Kwara APC has taken note of the immature display of lack of decorum by one Yekinni Nabena in a statement he issued today calling the Senate President names. Nabena needs to first clarify if he was speaking on behalf of the National Working Committee of the APC or representing some faceless mischievous
elements who are his paymasters. “Instead of embarrassing himself with his meaningless diatribe that demonstrates his lack of decorum and immaturity for the position he has accidentally found himself to be occupying, Nabena should focus on understanding what his current position entails. This is necessary because his preparedness and capacity have definitely been called into question by his antics. He definitely cannot use Saraki’s name to get cheap popularity and buy relevance. “At the right time, our leader, the Senate President, who remains one of the founding fathers of the APC and a deciding factor in our national politics today, will make his decision known to the whole world when he is ready. “As a grassroots politician who believes in carrying everyone along and works in the best interest of the people at the State and national levels, Saraki does not owe an unknown factor like Nabena any response or explanation. Fake lawyer arrested for theft, impersonation in Lagos Joy Anyim, Lagos Operatives of the federal Special Anti-Robbery Squad of the Lagos State Police Command, have arrested a 27 –y ear old man, Destiny Otubanbo for defrauding business owner through fake bank alerts. It was gathered that the suspect, had bought exotic cars, phones and other valuables with his fake bank alerts. The state police commissioner, CP Imohimi Edgal while parading the suspect at the police command headquarters on Monday said Otubanbo met his waterloo when he had approached a phone selling outlet located at Ikota Shopping Complex Lekki, Ajah Lagos. He had bought three Techno Camon X-pro phone all valued at N377,500 paying with the fake bank alert. Asked how he generated the fake alerts, the suspect said “I have false Zenith bank account. Oil Palm-biodiesel project, NNPC engages C/River communities Idu Jude, Abuja The Nigerian National Petroleum Corporation (NNPC), has commenced comprehensive community integration and stakeholders’ engagement to sensitize dwellers of Iwure, Ojor and Osomba/Akin communities of Cross River State ahead of planned oil palm-based biodiesel project in that part of the state. A release by Corporation’s Group General Manager, Group Public Affairs Division, Ndu Ughamadu, said the 26, 000 hectares facility was designed to accommodate an oil palm plantation co-located with bio-diesel, crude palm oil co-generation plants and other facilities. Already, officials of the corporation’s Renewable Energy Division (RED) have embarked on the sensitisation campaign across affected communities, providing information on the rationale and projected benefits of the bio-fuels projects in the state.

An Indigenous security firm, Darlon Security and Guards (DSG), has dismissed a resolution passed by the Bayelsa State House of Assembly accusing it of criminal acts in its operations at the creeks and swampy areas of the state, describing the allegation as “ill-conceived, malicious, unfounded and politically motivated”. The Assembly on July 11, 2018, passed a resolution after deliberating on a motion sponsored by a member representing Sagbama constituency 2, Col. Bernard Kenebai (rtd) alleging that the company was involved in criminal acts at the creeks. The resolution which followed a motion under matters of urgent public importance also called on the governor of the state to urgently intervene to stop the alleged killing of innocent citizens in Southern Ijaw Local Government Area of the state.

Cleric rapes 29-years-old woman in Lagos Joy Anyim, Lagos A 23- year old Muslim cleric, Mustapha Hammed was on Monday paraded by the Lagos State Police Command for allegedly defiling a 29 year old student of College of Education Akoka, simply identified as Rukayat. Investigations revealed that the cleric who defiled Rukayat in the name of spiritual cleansing from untimely death had also wiped the blood from her private part with a white handkerchief which resulted in a mental disorder. The Lagos State Police Commissioner, Edgal who paraded the suspect before Journalists at the command Headquarters in Ikeja stated that the case of sexual assault by penetration was first reported at the Bariga Police Station before it was transferred to the Gender Section of the command on his instruction. Edgal said the suspect was arrested on July 12th, 2018. “The suspect in the case is one Mustapha Hammed who claims to be an Alfa. The said Alfa was introduced to the survivor through a mutual friend. “The Alfa deceived the 29-year-old student saying he saw in a vision that she was going to die within 24 hours.
He took the girl to Ikorodu, Lagos for cleansing so that she would not die. “At Ikorodu, he forcefully had canal knowledge of the girl said to be a virgin as at then. He thereafter allegedly wiped off her blood with a white handkerchief and since then, her father alleged that the girl has been behaving abnormally because she was completely devastated and traumatized by the incident.” Justifying his action, Hammed said his act was out of love. He claimed he had loved the survivor for long and didn’t know how to tell her. He said the alleged vision, spiritual and sexual cleansing was all a strategy to get in between Rukayat’s legs. He said, “It all happened on April 7th, 2018 when I called Rukayaat, a friend to my lover to come to my mum’s house in Bariga. I told her I had seen a vision for her while I was praying that she had a spiritual husband. “I told her the solution is to bath three times with a soap I will give to her, and that I would take her to my house in Ikorodu for the bath, which she agreed. We went there and she went to bath the first time and while I was praying for the water to do the second bathing, I quickly put a dead frog in the water. When she got to the bathroom and saw the frog, she was afraid and ran out to inform me.
“This I said was bad omen that the only solution is to immediately do some prayers and then do a sexual cleansing which entails having sexual intercourse with a man. She was scared and said she would do all it takes to be free. So I asked her to call her boyfriend. She said her boyfriend was far away, she pleaded I help her. “She didn’t know that I had put the frog because I have been looking for a way to tell her I loved her and have a sexual relationship with her. I didn’t wipe her private part with any white handkerchief”, he said. The cleric expressed surprised that over a month after the incident, the police had come to arrest him for allegedly using Rukayat for ritual.

Short News 70% prisons inmates awaiting trial, says Dambazau Edward Nnachi, Abakaliki The Minister of Interior, Lt. Gen. Abdulrahman Dambazau, Monday said over 70 percent of inmates in Nigerian prisons are awaiting trials. Dambazau who disclosed this in Abakaliki while inspecting the new prisons being constructed by the Ebonyi state government, said the Nigerian Prisons Service (NPS), was working hard to ensuring that prisons are decongested across the country. He however, noted that the task of decongesting the prisons did not rest squarely on NPS as the Nigeria Police and the Judiciary have enormous role to play. On rehabilitation of prisoners, the Interior Minister said the Nigeria was still below United Nations standard but efforts were being made to meet up with the UN requirement.

The rank of Senior Advocate of Nigeria is an award given to a lawyer and an applicant who possess sufficient experience in legal practice. The rank of Senior Advocate of Nigeria is the Nigerian equivalent of Queen’s Counsel (QC), in England where we copied our law practice. It is a very important award meant to reward lawyers of excellence for their past contributions to the development of the legal profession. The 31 successful applicants will on Monday September 24, 2018 take oath of office and will be conferred with the rank of Senior Advocate of Nigeria . This will bring to a total of 511 the number of Senior Advocates of Nigeria since inception of the award in 1975 when two Nigerians distinguished lawyers Chief F.R.A. Williams and Dr. N. B. number of lawyers who applied for the rank are on the increase yearly. This year, out of 106 applicants, 83 of them were found to have qualified but only 31 applicants far below 50 percent of those qualified were finally chosen. The average number of new wigs into the legal practice in the last three years was put at 2000 lawyers . A good number of Senior Advocates could be of great help with their papillae, more so when other Superior Court of records are likely to adopt Supreme Court’s Practice Direction that restrict a senior advocate to announce his appearance with not more than five juniors. Though, it has been argued by some judges that the directive did not bar lawyers from watching proceedings of the courts, it denied them appearance that would count to their advantage in future. Criteria for the award of Senior Advocate of includes ten years of active legal practice, minimum number of cases successfully conducted at the Courts of superior records, which was reduced three years ago from five to three cases at the Supreme Court while the cases at the High Court was increased to 20 due to the upsurge in the number of appeal cases filed by prospective applicants at the apex court.
These criteria and the division among lawyers arising from the award of the rank of Senior Advocate of Nigeria will continue to widening and heighten genuine fear among prospective applicants and junior lawyers that perhaps the rank of Senior Advocate of Nigeria are meant for certain families. These critics often point to names of children, wife and staff of some foremost successful lawyers who earned the title of a Senior Advocate of Nigeria, to buttress their argument. Most often, some of the critics forgot that some of the children of the famous legal luminaries who made the list yearly earned it on merit. However, this complain goes to the issue of transparency in the selection process of, for instance the 31 successful applicants out of 85 qualified applicants. The criteria for final selection should be made open in order to pass the test of transparency or in future all who qualified should be awarded the rank. After all, Helen Pitcher OBE, Chairman of QC Selection Panel in England in 2016 when she was confronted with similar selection problems made it clear that: “the sole test is excellence in all the competences which go up to make excellence as an advocate, not personal background.”

Osinbajo attributes progress in economy to effective public-private partnership Motolani Oseni The Vice President, Professor Yemi Osinbajo, has attributed the progress recorded in the Nigeria’s economy to the effective public-private partnership implored by the current administration, led by President Muhammodu Buhari. Osinbajo made this disclosure at the 8th edition of the Presidential Business Forum, hosted quarterly by the Buhari administration, which also witnessed notable endorsement of the country’s economic policies and direction from private sector chieftains, offering commendation and praise for ongoing Federal Government reforms. The Vice President, in a statement issued by his explained that the current government has dedicated groups looking at a variety of issues important to the nation’s export strategies. According to him, “Our trade policy motives are to use the appropriate
tools and instruments to strengthen the export potential within the economy and exporters who add value to goods; and apply incentives that promote and support investments and exporters who add value to goods.” On Nigeria’s negotiations regarding the African Continental Free Trade Agreement the Vice President noted that here are clearly huge gains for the country, adding that the rest of Africa also naturally see the enormous advantage of Nigeria’s participation. Afreximbank, Aenergy partner to leverage climate finance for Africa Mathew Dadiya, Abuja The African Export-Import Bank (Afreximbank) has entered into a cooperation with Aenergy to develop a low carbon sustainable economy and a climate finance strategy to support projects and national initiatives in the sector across Africa. The cooperation agreement, signed on the sidelines of the Afreximbank Annual Meetings and 25th Anniversary celebrations on Saturday, will support trade and promote low carbon technologies by attracting financing and specialized resources for energy generation, mainly for the renewable, and transportation sectors; develop investment funds, such as the African Innovation Climate Fund; and enable Afreximbank to be the first multilateral bank in Africa to issue green bonds in
partnership with top tier stock exchange platforms. Speaking during the signing ceremony, Amr Kamel, Executive Vice President, Business Development and Corporate Banking, at Afreximbank, said that the facility was a huge opportunity for climate finance for African countries. “It will create value from environmental assets and promote emissions of green bonds to support African governments and African companies in their pursuit of infrastructure investments and will sustain their social and economic development”. The NNPC Research and Development Division (R&D) is also
being engaged for the conduct of Environmental and Social Impact Assessment (ESIA) for the projects. The release said that the plant was projected to generated about 14 megawatts of electricity from empty fruit bunches and the residue from oil palms. Under the arrangement, the oil palm would be processed into fuel grade Biodiesel and industrial crude palm oil as by-products. The Biodiesel will be blended with diesel in a mix of 20 per cent biodiesel and 80 P0pĺper cent diesel and sold as B20 in the domestic market. Any utilized biodiesel quantity would be exported to the international market. The NNPC Cross River biofuel project is in tandem with renewed drive by the corporation to develop biofuels in Nigeria through partnership with core investors to create a low carbon economy and link oil and gas sector to the agricultural sector. This is also to mitigate the adverse effect of climate change and the transformation of NNPC into an integrated energy company with diverse portfolio.
PTAD pays N1.7bn pension arrears to 5,382 new enrollees The Pension Transitional Arrangement Directorate (PTAD) has paid a total sum of N1.7bn outstanding pension arrears to 5,382 Civil Service Pensioners in the country. These pensioners were among the 7,969 Civil Service Pensioners who were enrolled on PTAD monthly payroll in March 2018 with a total payment of N71.5m for the month. PTAD, on Monday stated that it has also adjusted the monthly pension payments for 10,522 pensioners to reflect their correctly computed monthly pension based on their employment records.
From the adjustment, 4,292 pensioners had their monthly pension payments adjusted downward, while 6,230 were adjusted upwards. The directorate assured all pensioners under the Defined Benefit Scheme who have outstanding pension arrears that payments would be made as soon as the Federal Government allocates and disburses funds. The agency further assured its pensioners that President Muhammadu Buhari’s administration’s is committed to the welfare of Nigerian pensioners.

DStv subscribers decry planned rates’ hike Many Nigerians on Monday decried the announcement by Multichoice that it would increase its subscription rates for DStv packages from August 1. Multichoice in a message to its subscribers, said that it would reduce its rates for Gotv on its satellite platform but proposed an increment in its rate for the Dstv Premium package, which would be from N14, 700 to N15; 800; the Compact Plus would be increased to N10, 650 from N9, 900. It added that the Compact package would be from N6,300 to N6,800; Family package would be increased from N3,800 to N4,000, and Access package would be from would

A 2019 presidential aspirant and founder of Sahara Reporters, Omoyele Sowore, has said that the true winners of the just concluded Ekiti State governorship election are those who demonstrated that they will continue to reject the lie that they have no options than to select either of the two major political parties, the All Progressives Party (APC) or Peoples Democratic Party (PDP).
