and their integration into the credit reporting system. “Analysis of the wholesale funding by PFIs indicated that financial cooperatives accessed N62.0 million (1.5 per cent); commercial banks, N0.37 billion (8.8 per cent); microfinance banks, N1.6 billion (38.5 per cent); non-bank microfinance institutions or Non-Governmental Organisation-Microfinance Institutions (NGO-MFIs), N7.5 million (0.2 per cent); and state governments, N2.1 billion (51.0 per cent),” the CBN report added.

EFCC, Interpol parley on human trafficking, migrant smuggling Andrew Orolua, Abuja The Acting Chairman of the Economic and Financial Crimes Commission (EFCC), Ibrahim Magu, has pledged the Commission’s support towards successful hosting of the 6th global conference on human trafficking and migrant smuggling scheduled to hold between September 24 and 25, 2018 in Abuja. A statement signed by the EFCC’s Head, Media & Publicity, Wilson Uwujaren, quoted Magu as making the pledge on Thursday while playing host to the Local Organising Committee of the conference, at the EFCC head office in Abuja. Mathew Dadiya, Abuja The increasing spate of insecurity in Nigeria has necessitated the National Economic Council (NEC) to set up a committee to decentralize police operations in the country to ensure effective policing and adequate protection of lives and property. This was disclosed by the National Security Adviser (NSA), Babagana Mungono, after the NEC meeting presided over by Acting President Yemi Osinbajo at the Presidential Villa on Thursday in Abuja. He explained that decentralizing police operations would aid security agencies to greater access information while the handling of security situations will be easier. He added that the committee would be chaired by the Inspector General of Police, Ibrahim Idris. According to the NSA, he briefed the council on behalf of the security agencies both operational and intelligence, saying he gave a general overview of the security situation in the country, current situation, trends and also the challenges that they are confronted with. Stating that these threats are increasingly asymmetric in nature, Mongunu stressed the need to deal with these problems in a more collective manner. He admitted that it is the responsibility of the security agencies to deal with the threats, stating that the complexities of insecurity in the 21st century are such that you need a whole of government and society approach in dealing with these issues. He said that “I emphasized to the council the need for the state to collaborate with and support the federal government in dealing with each individual threat, and these threats differ from one zone
to another and find a way of linking with security agencies so that we can find a lasting solution. “These things cannot be overcome within a short period that is the hard truth. What we have decided to do is to work on certain methods. “For example, the council decided that a committee would be set up with representation from each of the geo-political zones to be chaired the inspector general, so that we find ways of decentralizing police operations so that there will be greater access to information and handling this situation will be easier rather than a centralized and cumbersome approach. “We also reviewed the resolutions and recommendations of the 2017 security summit after which the state governors agreed to work with the security agencies on all the issues that were raised and all the recommendations will be revisited. “The federal government is also looking at other issues in dealing with problems coming from outside the shores of this country. These problems are being collated by the security agencies and a team would be set up under the supervision of the office of the national security adviser to deal with these threats”. When asked on reports of interagency rivalry among security agencies vis-a-vis the invasion of the Benue State House of Assembly by policemen, and the invasion of the National Assembly by the DSS, the NSA stated that it is difficult to coordinate the agencies. He said, “On lack of coordination, it is not easy to coordinate. Yes, all security agencies are supposed to be centrally coordinated but sometimes we have issues. But these issues are being addressed right now and that is probably why we are beginning to see some improvements. “The truth is that we are dealing with a situation that is asymmetric, that is not normal, not conventional. In dealing with these problems
there will be issues, inter-service issues, inter-agencies issues, my office has been trying to address in the last couple of weeks, hopefully we should be able to see some improvements.” The NSA also denied insinuations that improvement in security situation is linked to coming elections. He stated that “not really; what happened is that there has been continuous review of the activities of the various security agencies, successes and failures and so on and so forth. “There has been deliberate attempt to try and take care of those areas that are most difficult. The fact that we have started making a breakthrough it is just coincidental with the fact that elections are approaching. “Several new operations have been launched, these operations are being reviewed in a more coordinated manner with other agencies that are not directly within the military component but with other MDAs; and that have resulted in improvement and it has nothing to do with elections approaching. On reports by the Red Cross that 17, 000 Nigerians are reportedly missing, the NSA said “19, 000 Nigerians missing; that report is being looked at by different agencies of government and we are awaiting their report before we can comment on that”. Responding to a question on the recent investigation of security votes of some of the governors by the Economic and Financial Crimes Commission (EFCC), Jigawa State Governor Abubakar Badaru said that it was discussed at the governors’ forum “and the position is that we will have our lawyers see the legality of doing that. After giving us the report then we will see the next line of action to take”.

The chairman also said that the 23 parties have automatically become members of the Inter-Party Advisory Council (IPAC) and that they are eligible to participate in every activities organised by INEC. He charged all 91 political parties in the country to ensure quality representation, while urging them to conduct seamless, free and credible primaries, congresses and conventions, ahead of next year’s polls. He, however, said the commission will put in measures to guide against vote buying starting with the Osun governorship election. “We have also contacted the security agencies to help us on this,” Yakubu said, while commenting on measures the electoral umpire has put in place to curb vote buying by candidates and political parties. Yakubu said the commission will reorganise polling booths to prevent voters from showing ballot papers to their sponsors after casting votes. The INEC chairman, who urged the new parties to obey the Electoral Act, the constitution of their political parties, added that political platforms must ensure a peaceful primary elections ahead of the 2019 general election. Speaking on behalf of the new parties, the national chairman of African Action Congress (AAC), Omoyele Sowore, said the registration of the new parties came at a time when the country needs urgent political reordering. He expressed optimism that
one of the new parties will take over from the President Muhammadu Buhari-led All Progressives Congress (APC) government. The Inter-Party Advisory Council (IPAC) chairman, Mohammed Nalado, while speaking, said that political parties must respect the nation’s laws and promote order, and peace. He thanked the INEC for registering more political parties which he said has opened political space for the electorate to choose who represents them at whatever level. While welcoming the new political parties into IPAC, Nalado said that they are free to contest the forthcoming IPAC executive election. The newly registered political parties are Advanced Alliance Party (AAP), Advanced Nigeria Democratic Party (ANDP), African Action Congress (AAC), Alliance for a United Nigeria (AUN), Alliance of Social Democrats (ASD), Alliance National Party (ANP), Allied People’s Movement (APM), Alternative Party of Nigeria (APN), Change Nigeria Party (CNP) and Congress of Patriots (COP). Minimum Wage: We were not elected to pay salaries alone – Govs Idu Jude, Abuja Governors under the auspices of the Nigerian Governors Forum (NGF) on Thursday, stated that they were not voted into power to pay salaries alone but also to provide good infrastructures such as roads, electricity, education, etc. The governors stated this in response to the contentious issue of minimum wage implementation. The governors also called for the examination of the national income in the last 14 years to enable them reach a middle ground minimum wage. The chairman of the NGF and Zamfara State Governor Abdulaziz Yari, stated this during a press briefing after its meeting in Abuja. He added that the development was part of the discussion they had at a meeting on Wednesday night. The committee working on the minimum wage is concluding negotiations on the matter while the federal government has fixed September for rolling out a new minimum wage for workers. But the governors said they cannot perform any magic as funds are needed “for these things”.
The governors are insisting on the staggering of the implementation of the new wage if approved while the Nigeria Labour Congress (NLC) is proposing a minimum wage of N65,000 for workers. Yari said it is regrettable that states governments have been limited to only paying of salaries while other sectors such as health, electricity, education, among others, are not given the same attention as salaries. He said, “We have a committee of six which represented us in discussions in the committee headed by labour minister. “The committee is yet to give us the final report. When they give us the final report, for which they have our mandate to present our position, and the position most likely is to look at the record of up to 14 years. “For instance, in global practice, in your income, how much are you spending as salary, so that we can start from there. They have given us interim report, that at the federal government level, over 82 percent is being spent on overhead which cannot move the country forward in terms of infrastructure development and development that we need now. “So, on our own part, we are saying we are going to look at how our incomes are trimmed from our final account from 14 years ago so that we can come up and stay
in the middle. “I don’t think you people voted us for only to pay salaries. You are looking for good roads, electricity, education and others. So, we can’t do magic. It’s only when we have the funds do all those things.” Yari said the governors also deliberated on the way the anti-graft agencies have been handling the fight against corruption and resolved that the agencies must follow due process. Speaking on the reported freezing of Akwa Ibom and Benue states government accounts by the Economic and Financial Crimes Commission (EFCC), Yari told reporters that even President Muhammadu Buhari will not support the action. He said, “We believe strongly that the government of President Muhammadu Buhari will not sit down and supervise this illegality in the system. “What we are saying is that we all support the government to fight corruption because it is endemic and has suffered the nation for over six decades. Definitely, it was part of what we discussed. “What we are saying now is that we are going to support the government in terms of what it is doing to fight corruption, but due process must be respected in whatever action the agencies are going to take in the name of fighting corruption.”

Buhari/Osinbajo group cautions NASS against truncating Nigeria’s democracy Doosuur Iwambe, Abuja Buhari-Osinbajo Strategic Solidarity Movement (BOSSM), on Thursday, warned the National Assembly to desist from acts capable of truncating the country’s fledgling democracy. The service said that Afunanya also holds a Masters degree in Peace and Strategic
Studies from the University of Ilorin. Court adjourns INEC chairman’s trial indefinitely Andrew Orolua, Abuja Special Federal High Court sitting in Abuja on Thursday adjourned indefinitely the trial of chairman of the Independent National Electoral Commission (INEC), Prof. Mahmood Yakubu who is facing contempt charge. Justice Stephen Pam adjourned the trial to a date to be communicated to parties in the suit by the authorities of the Federal High Court. An order of the Special Federal High Court for the arrest of Yakubu for failure to appear in court on three consecutive sittings had been put on hold by Court of Appeal, Abuja Division, as well as the entire trial following an appeal lodged by Yakubu. Yakubu’s lawyer Samuel Omale informed Justice Pam yesterday that the ruling of the
Court of Appeal which stayed the execution of the bench warrant issued against Yakubu was ready for service on parties. He subsequently served the appellate court ruling on Emmanuel Okoye, who stood for the applicants in the contempt suit. In a short ruling, Justice Pam adjourned the trial pending the hearing of the appeal slated for September 17 at the Court of Appeal Abuja. The judge overruled the submission of the applicants’ counsel that a specific date for the hearing of the matter was necessary in view of Section 306 of the Administration of Criminal Justice Act (ACJA) that prohibits a stay of proceedings in a criminal matter. He ruled that a date for continuation of the trial shall be communicated to them, when the court resumes from its annual vacation in September.
Justice Pam had on August 1, issued a bench warrant against the INEC chief, following his failure to appear before the court on three occasions to defend himself in the contempt charge brought against him by Ejike Oguebego and Chuks Okoye, Chairman and Legal Adviser of the Peoples Democratic Party (PDP), Anambra State respectively. Based on the first order, the Inspector General of Police was suppose to arrest and produce Yakubu in court on August 8, however, the INEC Chairman was not in court on the said date, forcing the court to adjourn to August 14 with the court affirming its earlier order of August 1. Surprisingly, on the adjourned date, neither Yakubu nor his counsel was in court to explain why he should not be committed to prison over the alleged disobedience to the order.

Daura and the conundrum of authority

It is no longer news that the chickens finally came home to roost for Lawal Daura last week when Acting President Yemi Osinbajo terminated his appointment as head of the Department for State Services (DSS). The move was a shock, just like many of Daura’s own stunts in his time as the head of the country’s secret service. Daura was said to have been sacked, then whisked away through a back exit, while his security details waited in vain at the administration gate of the Villa. It was a fitting departure for the controversial spy chief as he finally met his waterloo after yet another controversy regarding a blockade of the National Assembly complex by his men. Daura’s record as the head of the secret service was marred by lawlessness and disregard for authority, including that of his principal, President Muhammadu Buhari. In an administration that has been markedly liberal in its attitude towards exercise of power by its appointees, Daura reached new heights in the excessive use of authority and cast unwarranted publicity on his agency’s activities, often in contravention of extant laws and superior directives. Unfortunately, Daura’s official impudence was not an isolated case. Most appointees in the Buhari administration seem to be working on their own clock, carrying on as if their connection to the centre has been severed by their selfimportance. The most visible example of this has been in the case of security chiefs who seem to be going beyond the line of their duty in the pursuit of unclear agendas. Daura, for instance, went toe to toe with the Presidency on the issue of the appointment of Ibrahim Magu as head of the Economic and Financial Crimes Commission (EFCC). While the independence of certain institutions is necessary to properly run a democracy, one expects that there should be a meeting of minds on many matters, especially when the acts of government agencies always reflect on the president. The ultra-liberal approach to the delegation of authority by the Buhari administration has been
more disruptive than it has been productive. It is in the nature of appointees overseeing government agencies to follow directives, and where no direction is forthcoming from the appropriate quarters, there is a danger of control of the agency being hijacked by others, who may not have the best interests of the administration at heart. Time after time, we have seen the Presidency dissociate itself from the acts of its appointees in one agency or another. The public has to contemplate whether the Presidency has been feigning ignorance of its own orders or is really out of touch with its appointees. It could be this disconnect in the line of communication between the centre and its agents that led to the recent commotion at the gates of the National Assembly. The errant head of the secret service enjoyed the advantage of a very long leash from the Presidency, which may have opened up the DSS to influence from forces that were opposed to the smooth running of government in this administration. Bukola Saraki, the Senate president, has been fingered as a possible mastermind behind the reckless show by the DSS last Tuesday. If there is any truth to this, it casts more aspersions on the ability of the president to manage his appointees and run a tight ship than it does on the Senate president for being a cheap opportunist. Either way, the outrage expressed by the Presidency, and by the vice president in particular, shows that Daura may have become uncontrollable and had to be served his walking papers. The question then remains, that how many more of Buhari’s appointees need the same treatment? Daura’s sin of storming the National Assembly without proper authorisation is equal to the excesses of others like Ibrahim Idris, the inspector general of Police, who has himself laid siege to the Benue State House of Assembly in a shambolic impeachment proceeding, or Ibrahim Magu who has been accused of freezing state accounts or carrying out selective prosecutions against interests
not aligned with that of his principal. The outrage at Daura’s act of ‘betrayal’ is somewhat an endorsement of the excesses of these other officials and many more like them who have remained untouched despite compromising the ethos of their office. There is so much activity in the political and public space and one cannot distinguish between issues propelled by self-interest and those driven by public good. Many government agents find themselves serving multiple masters in the conundrum that government authority has become. This is aided by the supremacy battle between the legislature and executive, which has produced a Senate president who is ready to dismiss all practical legislative conventions in order to win one over the ruling party and the president. Whether the Senate president was behind the DSS siege on the National Assembly or not, he has proven to be a chronic opportunist and master of deflection. The evidence in his case regarding the Offa robbers suggests that there may be a sinister side to the man who wants us to believe he is being unfairly hounded by the president’s men. A Senate president who thinks it is good and practical politics not to resign after defecting to the opposition, despite leaving the ruling party, must be deeply immoral. Politics, like the one he practices, is what has led us into the recent political commotion we are experiencing, and the commotion in-turn fuels confusion and abuse of authority by agents of the government. Now that the country has seen what a lack of cohesion in government can do, it is time the Presidency starts setting the tone for its administration by strengthening its chain of command and outlining the bounds of the exercise of power by its appointees in the different agencies of government. It is not enough to appoint a person into authority, there needs to be a synergising of objectives and the activities of the government as a whole. If this is achieved, the united front on the executive side may inspire cooperation from the legislature, within its ranks and in
collaboration with the executive arm, to carry on the business of governance. Also, the timing of executive actions like that which the vice president performed last week ought to be right; there had already been foot-dragging about insubordination within the government fold in the past three years. The deterrent value of the sack of Daura may not be immediately seen, but it has sent a clear message to others to sit up and establish a clear line of authority before taking sensitive actions. This is one reason why the Presidency ought to take decisive and timely actions, where it has been exposed. The feud between Daura and Magu is public knowledge. Already, Daura has reportedly had his passport seized, while the EFCC has been called in to investigate his involvement in the controversy surrounding about N80 billion linked to the DSS. The Presidency should monitor the investigation to ensure that it does not become a mission of vendetta by Magu who may have a personal axe to grind with Daura. The country needs the true resolution of issues at this point and not scapegoats for a collective problem. If indeed, there was an unauthorised request for the DSS to act in the manner it did at the National Assembly, the truth must be unearthed and appropriate actions taken swiftly against anyone who is found complicit. It should also be noted that this is not the first time the government has distanced itself from the acts of its agents. Other cases should be investigated too and those found complicit need to be punished. In the boiling political landscape right now, there is a likelihood that the DSS siege and Daura’s dismissal could be shaded in certain ways to suit the aims of people in or out of government. It is imperative that this episode does not become a case of sacrifice of the scapegoat. Instead, it is an opportunity to tighten ship and do things through normal channels, for the benefit of Nigerians.
Cast the first stone

It’s no longer news that the LGBT (Lesbian, Gay, Bisexual and Transgender) communities go through severe persecution in Nigeria; this is backed by the law and in many cases by local militias and the mob. Yes, the mob beat, maim and kill people suspected to be LGBTs, no confirmation required. Jungle justice delivered based on mere suspicions. Recently, the British Prime Minister, Theresa May joined in the call for the Nigerian government to stop discriminatory laws against the LGBT community. I will add that in addition to stopping discrimination, attacks on people of LGBT orientation should be punishable by law. This was met with fierce rebuttal
from leaders of thought in Nigeria including religious leaders. Who died and made them judges? The same religious leaders who sanction and sometimes practice underage marriages, polygamy, child abuse, domestic violence against women, rob their congregation blind, think they can judge LGBT folks. Get off your high horse. Even if religious leaders make the argument that the LGBT lifestyle is sinful, he who is without sin should cast the first stone. Again, who died and made you judge? Even if your religion believes that the LGBT are all sinners, I strongly believe that God is big enough to judge and he won’t need to consult with religious leaders. I am also appealing to the Nigeria
leadership to reconsider and repeal this law that seeks to punish people for their sexual orientation; these are consensual relationships between adults which should be respected. What consenting adults choose to do with their sexual life shouldn’t be subject of government restrictions. In a country where it’s still legal to marry a minor who cannot make an informed decision, where young girls are given off in marriage, I don’t think the priority should be on what consenting adults choose to do. You do not have to agree with me to know that LGBT= Human, therefore LGBT right = human right. Do we deny polygamists their fundamental human rights to exist? Do we lynch religious leaders who
openly defraud people? Since every religion known to man condemns stealing, should we ostracize and kill professional decorated thieves who sit in offices and rob the government coffers? If you think LGBT people should be killed, then what about the demons that walk among us whose actions directly impact our lives and futures. Nigeria has a lot of socioeconomic problems, but you better believe that what consenting adults do behind closed doors is not one of them. All men are born equal... This opinion focus on discriminatory laws and injustice towards LGBT in Africa and Nigeria.

Editorial Commentary Why Idris is mad about the letter
Times Guest Columnist Azu Ishiekwene It might appear strange that of all the problems that the Inspector General of Police, Ibrahim Idris, has on his table his biggest concernis how to squeeze a journalist to disclose the source of a leak.But there’s a reason for his obsession. One week ago, Samuel Ogundipe, a reporter with Premium Times,wrote a story from a leaked letter by IGP Idris to Acting President Yemi Osinbajo, which was supposed to be aninterim report on the invasion of the National Assembly by the State Security Service. The letter was not published by Premium Times alone. Other newspapers feasted on it. The social media was awash with it as well. So, why has Idris made Ogundipe and Premium Times his scapegoat? The suspicion of the management of Premium Times is partly correct. But there’s more to it. The IGP’s high-handed response may not be unconnected with a series of critical stories published by the online newspaper about the Force. In other words, Idris thinks it’s his job to teach Premium Times what to report and how to report it, if not for the public, at least for Idris Times published and edited by the editor-in-chief in Edet House, Abuja. My guess is that there’s something deeper, much deeper, about this particular scoop that wraps the multiple private and public miseries of the Idris years into a single, devasting blow for the man. After two years of trying to figure out what his job is about and punchingabove his weight in spite of his best efforts, the heat is getting to him and Premium Times just happened to be his nearest target. But how can he forget that Ogundipe, arguably one of the best investigative journalists along with Nicholas Ibekwe (also of Premium Times), did not draw “the first blood?” How can Idris forget that the press is only a messenger, a witness to truth bound by constitutional obligation to hold government accountable? It was Senator Isah Misau, not Premium Times, that first accused IGP Idris of being one of the worst to reach the top in recent times. Misau, a retired police officer familiar with where the dead bodies in the Force are buried, said, on the floor of the Senate Chamber last year, that bribes-for-promotions and postings had worsened under Idris. He said the IGP made things worse by even trying to bribe First Lady Aisha Buhari with two SUVs that should have been out chasing criminals and dared the Force to deny his allegations. Of course, the Force denied it, but the growing reports of violent crimes across the country on Idris’ watch and the seeming helplessness of the Force did not help matters. Everyone except thosein Idris Times,began to question the competence of this graduate of Agriculture and Law. But the worst was yet to come. Sometime in May, Idris was in Kano to launch the Police Technical Intel unit. In an address which could hardly have been missed had he decided to give an off-the-cuff pep talk instead, the IGP got stuck mid-speech. The video of his embarrassing “transmission” encore went viral and some of his aides, after enjoying the man’s misery privately, decided to
issue amuddled public statement several days later that the video was “doctored.” They said mischief makers had tampered with the tape to portray the police chief as a moron incapable of addressing his men at a forum that was essentially an in-house event. Idris may not have the eloquence of a fowl with a broken beak, they said, but he has come too far in his career not to be able to pronounce “transmission” after half a dozen attempts or to stumble and falter through a speech of less than 1800 words.Some even recalled his outstanding tour of duty on foreign mission in Liberia and elsewhere and dismissed any suggestion of incompetence as unfair and unwarranted. If the “transmission meltdown” was a painfully hilarious chapter in the controversial tenure of Idris as IGP, his cameo appearance in Benue a few months before that nailed his image as a tardy, if not irredeemably incompetent, cop. A presidential directive was issued for him to relocate to Benue and rally his men in response to the horrific killings by herdsmen, which left at least 100 dead. Idris was in Benue, all right; but it was not until tree months later when President Muhammadu Buhari paid a belated condolence visit that he knew that the man he sent on a rescue mission did not wait in Benue till sunset of the first day before he left the bleeding state to its own fate. This story, widely reported in the press after Buhari himself admitted publicly that he did not know the IGP made a cameo appearance in Benue, sparked public outrage and widespread calls for the IGP’s removal. But Buhari, being Buhari, just let the matter slide. If that was the moment when public confidence in the IGP reached an all-time low, it was also the moment when Idris thought that the press, with Premium Times as arrowhead,had finally set him up against the big man in Aso Rock and will not rest until he falls. The leaked letter to Osinbajo was the last straw and Premium Times the relentless nemesis he could find. I don’t know how Idris Times would have reported the story, but Ogundipe was doing his job for Premium Times the way Tony Momoh did his job for Daily Times in 1980 when the Senate under Joseph Wayas summoned Momoh to disclose the source of his information over a so-called injurious article he wrote about the Senate. In that case, the court of appeal ruled that Momoh was within his rights not to disclose the source of his information, the reason being that if journalists had to disclose their source of information the inevitable chill would make it practically impossible for them to discharge their constitutional obligation of holding government to account. As Femi Falana (SAN), has eloquently said, tolerance of dissenting views is inconvenient not for Idris or for this governmentalone, but for virtually all previous ones going back to Buhari’s first incarnation as military head of state when Nduka Irabor and Tunde Thompson were jailed under Decree 4, which made independent thought and opinion a crime.

NASS, INEC Budget and 2019 polls
For the past two weeks, uncertainty has trailed the prospect of the Independent National Electoral Commission (INEC) to adequately prepare for the smooth and hitch-free conduct of the 2019 general election based on the warof-words and brick-bats between the executive and the National Assembly on the one hand, and between the ruling All Progressives Congress (APC) and leadership of the legislature over the fate of the supplementary budget and virement request from President Muhammadu Buhari. Both the Presidency and the hierarchy of the APC had bared their fangs when the National Assembly adjourned to proceed on its annual recess, following the dramatic gale of defections that swept through the Senate and House of Representatives, with the leadership of the Senate, specifically Senate President Bukola Saraki being accused of sabotage and putting the conduct of the 2019 polls in jeopardy for failing to consider and approve the budget for INEC. While the mutual suspicion reigned among the contending parties, over whether the strident calls for the reconvening of the National Assembly wasn’t a ploy to perfect the impeachment of Saraki as championed by the APC leadership, the National Assembly insisted there were procedures to be complied with before the annual recess can be cut short. Observers of the political tussle were skeptical about an early resolve of the impasse in the national interest beyond and above political calculations by the gladiators ahead of the general elections But a ray of light emerged on Tuesday, when in a joint statement, the Senate President, Bukola Saraki and House of Representatives Speaker, Yakubu Dogara, said that irrespective of when the National Assembly would reconvene, they had mandated the joint committees of both chambers to interface with INEC to ensure how quickly the budget for the electoral umpire can be passed. While the argument by the National Assembly leadership blaming the executive for not being proactive in the early submission of the INEC budget proposal for consideration and passage holds water, we must equally point accusing fingers at the National Assembly for allowing political considerations and calculations cloud their sense of patriotism, and avoiding the unnecessary over-heating of the
polity as has been witnessed since the adjournment of plenary. However, we commend the National Assembly for commencing the process of considering the INEC budget on Wednesday, and hearkening to the voice of reason because it’s our belief that early preparations by the electoral umpire and other key stakeholders such as the security agencies is key to the successful conduct of credible, transparent and hitch-free polls that would be acceptable to all. But we must caution here that while the latest action by the National Assembly is heart-warming and portrays the legislature as a listening body, care must be taken to go through the election budget with a fine tooth comb by the lawmakers, considering the humongous figures emerging from the budget defence by the management of INEC at the National Assembly to curtail fraud in the haste to pass the budget and ultimately, douse tension in the country. We are of the opinion that this altruistic step will reduce avoidable political tension in the land as we prepare for the 2019 polls.

Queen of soul, Aretha Franklin, dies at 76 Short News By Idu Jude with agency United States of America’s queen of soul, Aretha Franklin, has died at the age of 76, surrendering to chronic cancer. The iconic singer and trailblazer on Thursday, died from advanced pancreatic cancer at her home in Detroit, Michigan, USA. Franklin was responsible for many evergreen classics such as: “I say a little prayer”; “A rose is still a rose”; “Natural woman”; Chain of fools”; “Respect” and “Think”. Gwendolyn Quinn, her publicist, announced Franklin’s death via a statement put together by her family. The statement reads: “Franklin’s official cause of death was due to advanced pancreatic cancer of the neuro-endocrine type, which was confirmed by Franklin’s oncologist, Dr. Philip Phillips of Karmanos Cancer Institute in Detroit. “In one of the darkest moments of our lives, we are not able to find the appropriate words to express the pain in our heart. We have lost the matriarch and rock of our family. The love she had for her children,
grandchildren, nieces, nephews, and cousins knew no bounds. “We have been deeply touched by the incredible outpouring of love and support we have received from close friends, supporters and fans all around the world. Thank you for your compassion and prayers. “We have felt your love for Aretha and it brings us comfort to know that her legacy will live on. As we grieve, we ask that you respect our privacy during this difficult time.” Franklin, an accomplished pianist who took the world by storm in her mid-20s, is arguably the greatest vocalist of her time. She sold millions of records around the world, won 18 Grammy awards and in 1987 she became the first woman to be inducted into the Rock and Roll Hall of Fame. Franklin held the record for the most entries by a female artiste on the Billboard Hot 100 chart for nearly 40 years. Nicki Minaj took the record from her in 2017. In January 2009, Franklin sang the powerful song: “My country ’tis of thee” at Barack Obama’s inauguration as US president.
Bafarawa supports call for restructuring
Franklin “Amazing grace,” her 1972 record, became one of the best-selling gospel albums ever released. Before her death, Franklin was said to have been working on a final album which was being produced by Stevie Wonder.
A presidential aspirant under the platform of Peoples Democratic Party (PDP) Alhaji (Dr.) Attahiru Dalhatu Bafarawa says there was nothing wrong in the ongoing agitation for restructuring of the country as doing so would enhance Nigeria’s unity and progress. A statement by the director media & publicity, Bafarawa Campaign organisation, Yusuf Abubakar said Bafarawa expressed his support shortly after a stakeholders’ meeting in Niger State on his presidential aspirations. It said the agitation for restructuring, was largely as a result of injustice, adding that this must be reversed in the interest of the country at large. Bafarawa recalled that former President Olusegun Obasanjo was able to succeed as president because of his decision to embrace everybody in his cabinet, including a number of members of the opposition parties for everyone to have a sense of belonging in his government. “I support the call for restructuring in totality; a lot of Nigerians are divided by the way the country is being run by the present administration; we need to be more united than divided,” he said. Speaking on his presidential aspiration, the former governor believes he was the most qualified person to fly the PDP’s flag in the 2019 presidential elections given his political credentials having been in politics for well over 40 years.
Niger PDP threatens State Assembly with litigation Saka Bolaji, Minna The Peoples Democratic Party (PDP) has told the Niger state house of assembly to immediately reverse its decision declaring the seat of the member representing Tafa constituency Alhaji Danladi Iyah vacant. The party said in a statement signed by its chairman, Alhaji Tanko Beji that if the decision was not positively changed within two weeks it would have no option than to seek redress in the courts. Following a letter from the state chairman of the All Progressives Congress (APC), Alhaji Jibrin Imam the assembly at its sitting on Wednesday unanimously declared the seat of Danladi Iyah vacant after he (Iyah) had written to the APC resigning his membership of the party.

NASS invasion: Senators demand judicial probe Tunde Opalana, Abuja Chairman, Senate Committee on Navy, Senator Isa Hamma Misau and his counterpart in Banking, Insurance and Other Financial Institutions, Senator Rafiu Ibrahim, have insisted that they would sponsor a motion on the floor urging the Federal Government to immediately set up a Judicial Commission of Enquiry to probe the recent invasion of the National Assembly Complex by masked operatives of the Department of State Services (DSS). Misau and Ibrahim, in a joint statement in Abuja on Thursday, stated that an open enquiry would enable Nigerians know what led to the siege and those behind the plot to illegally take over the National Assembly. The senators stated that one of the priority assignments of the Senate on resumption would be a motion on the floor in which the National Assembly siege and the rape on democracy would be debated and appropriate resolutions taken on how to redress the situation.
They said: “Is it not curious that the Federal Government has not deemed it necessary to constitute a judicial panel to conduct an impartial and public enquiry into the recent siege on the National Assembly which amounted to a coup against democracy in the country? “The Federal Government cannot afford to sweep this treasonable act under the carpet nor commit it to a secret in-house committee that may fail to do justice to the matter by treating the heist like business as usual. Sacking the former Director General of the DSS, Mr. Lawal Daura, does not end this. That is just a knee-jack, spontaneous reaction. We now need to understand how to cut off the cancer. “The National Assembly must insist on getting to the root of the case. We must understand the causes of the invasion, unravel the brains behind the anti-democratic action in order to bring the perpetrators to book and prevent future re-occurrence. The inquiry must not be subjected to executive manipulation and cover up. We must
ensure transparency and that is why an open judicial inquiry is what is needed now. A judicial commission of enquiry, holding its investigation in an open environment will help. “This we believe would serve as a deterrent to any person or group of persons that may want to contemplate such condemnable action in future,” they stated. They warned security forces against been used to derail the nation’s democracy, and as well called on Nigerians and members of the international community to remain alert in order to frustrate further attempts to truncate the nation’s democracy through illegal deployment of security forces to intimidate, harass and arrest political opponents. “Any attempt to sweep this siege under the carpet by not setting up a judicial panel to determine the role and level of involvement of those who masterminded the shameful act will be resisted by the National Assembly, and by extension, Nigerians,” Misau and Ibrahim said.
The Department of State Services (DSS), has released the Bayelsabased journalist and publisher of the Weekly Source Magazine, Mr. Jones Abiri, who had been in detention since July 21, 2016. Abiri was arrested at his office in Yenagoa, Bayelsa State on July 21, 2016, over an alleged link to armed militancy in the Niger Delta region. He was charged to court on July 27, 2018, precisely two years, six days after he was arrested . Although, he denied the allegation, the court granted him bail in the sum of N2million and two sureties who must be civil servants with level grade 12.

Stanbic IBTC profit jumps to N43.08bn, pay N1 interim dividend Motolani Oseni Stanbic IBTC Holdings Plc has announced 78.6 per cent increase in profit in its half year (H1) ended June 30, 2018 audited results that was posted on Nigerian Stock Exchange (NSE) on Thursday. The group profit hits N43.08 billion in H1 2018 from N24.1 billion reported in H1 2017. Amid impressive profit, the management announced interim payment of N1.00 per ordinary share of 50 kobo each, totaling N10.1 billion. The group gross earnings rose by 17.5 per cent to N114.2 billion in H1 2018 from N97.2 billion in H1 2017. Stanbic IBTC Holdings gross earnings in 2017 full year performance surged to N212.4 billion while profit after tax increased to N48.4 billion. On the other hand, profit after tax grew by 70 per cent as against the prior year’s N28.5 billion. Similarly, profit before tax went up by 64 per cent to N61.2 billion in 2017 as against N37.2 billion recorded in the corresponding period of 2016. The Chief Executive, Stanbic IBTC Holdings, Yinka Sanni, had stated that the strong performance was evidence of the positive outcome of the group’s strategy of growing the client base across target and key market segments while maintaining a principled credit process. He noted that the various business divisions achieved strong operating results as well as retained market leadership across the various businesses such as global markets, investment banking, pension, stockbroking, asset management, and custodial services, with several accolades received during the year. “Furthermore, Fitch retained our AAA national ratings, which reaffirms our strong fundamentals, stability, creditworthiness and low relative risk in the Nigerian financial markets,” he added. Moving forward, Sanni said the Group remains optimistic that it will sustain the improved financial performance in 2018 and beyond. “While we are encouraged by the impressive results, we remain focused on improving risk asset quality, managing our cost base, maintaining our capital strength and increasing our returns to shareholders. We are positive that the Group will benefit from a more stable macroeconomic environment to drive growth in lending and other business activities.”

Nigeria have dropped to the 49th spot in the August Fifa ranking. The Super Eagles went to the 2018 Fifa World Cup placed as the 48th best footballing nation in the world but a poor showing in Russia has seen them drop by a spot for the second consecutive month. At the quadrennial event, the three-time African champions
managed a win and two defeats in three games which was not enough to have them progess to the knockout stage. Gernot Rohr’s men began their campaign with a 2-0 defeat to Croatia, followed by a 2-0 win over Iceland before their Round of 16 chances was dealt a huge blow after a 2-1 loss to Argentina in their final Group D game. First half goals from Aitana Bonmati and Patri Guijarro gave Spain victory in the quarter-final match. On an overcast afternoon at the Stade GuyPiriou in Concarneau, it was Spain that made their early advantage count by breaking the deadlock before the quarter-hour mark through captain Bonmati. Her fine left-footed shot from the edge of the Nigeria box gave goalkeeper Chiamaka Nnadozie little chance of preventing them falling behind. Bonmati nearly had a second with a freekick that struck the underside of the Nigerian crossbar and bounced away to safety, while Eva Navarro forced a point-blank save from Nnadozie moments later.

William Troost-Ekong quits Bursaspor amid Udinese links William Troost-Ekong has parted ways with Turkish outfit Bursaspor, with Udinese thought to be his likely destination. The Nigeria international released a statement on his social media accounts, informing of his decision while appreciating his now-former team. This comes in the wake of several reports from Italy claiming the former Gent defender has agreed on a deal with Udinese, who recently lost veteran centre-back and captain Danilo to Bologna. “I want to say a big thank you to everyone in Bursa and Bursaspor especially my teammates and staff for everything,” Troost-Ekong posted on Instagram. “I will always have great memories of my time in Turkey as a player but also as a man. “However, the time has come for a new step in my career. Minister Amaechi to lead Cycling Lagos celebrity race Minister of Transportation, Rotimi Amaechi, will lead other cycling enthusiasts in the Celebrity Race of the Cycling Lagos event on August 25. Media Officer of the tournament, Bamidele Adeleye, told the News Agency of Nigeria on Thursday in Lagos that the minister would be in company of other dignitaries. Adeleye said: “The minister confirmed his participation in the 2.5km race between Teslim Balogun Stadium and the National Theatre in Iganmu, Lagos. “We are excited to receive the news about the participation of Amaechi in the Cycling Lagos’s Celebrity Race. “It is one of the various race categories that include Corporate Race, Professional Race, Children/Youth Race, Amateur Race and the Club/Veteran Race. “On June 3, Amaechi joined other cyclists on a ride in Abuja to mark the World Bicycle Day, declared by the UN.” Bamidele said that the wife of the Governor of Lagos, Bolanle Ambode, would also grace the occasion where she would also mentor children. She said: “The children’s edition of the event will have Ambode, who will present awards to winners at the Teslim Balogun Stadium on August 18.” The competition is expected to attract
