In the first half year of this year, commercial banks reported drop in loans and advances to customers despite increase in Deposits from customers. Findings, however, revealed that all Tier1 banks listed on The Nigerian Stock Exchange (NSE) reported drop in loans and advances to customers, leading to shrink in loans to deposits ratio in the period under review. For instance, Guaranty Trust Bank Plc (GTBank) reported 54.53 per cent loan-to-deposit ratio in H1 2018 as against 73.73 per cent in H1 2017 while Access Bank loan-todeposit moved from 74.3 per cent in H1 2017 to 58.7 per cent in H1 2018. The lender’s gross Loans and Advances dipped by
6.8 per cent to N1.4 trillion as at June 30, 2018 from NN1.52 trillion reported in 2017 financial year. The management of GTBank had announced plans to use some of its cash deposits to help grow its loan book by 10 per cent by the end of the year after credit declined in the first half. The bank expects to boost loans to compensate for a drop in yields from treasury investments. The Chief Executive Officer, Mr. Segun Agbaje, during the investors/ analysts presentation last month, said the bank could earn a yield of about 7-9 per cent on loans compared with cash deposits in foreign banks earning two per cent. Agbaje said the bank would take $700 million to $800 million out of its placements with foreign banks and deploy that into loans. “We will still see some
growth in our upstream (oil and gas) book,” Agbaje said. Loans fell 11 per cent in the six months to June following a 9 per cent decline last year, the bank said on a call with analysts. Agbaje said interest income declined as yields on treasury bills fell but the bank would push fees and commissions to boost growth United Bank for Africa however reported 57 per cent loan-to-deposit in H1 2018 against 64 per cent in H1 2017 while Zenith Bank loan-to-deposit moved to 53.5 per cent in H1 2018 from 60.5 per cent in H1 2017. In addition, Ecobank Nigeria reported 78 per cent loan-to-deposit in H1 2018 from 96.6 per cent in H1 2017 while FBN Holdings’s loan-to-deposit dropped to 67 per cent in H1 2018 from 74.5 per cent reported in H1 2017.
EFCC denies freezing Sen Adeleke, Davido’s accounts, writes Customs to put Fayose on watchlist Mathew Dadiya, Abuja The Economic and Financial Crimes Commission (EFCC) has refuted news making the rounds that it has frozen the bank accounts of the governorship candidate of the Peoples Democratic Party (PDP) for Osun State, Senator Ademola Adeleke and that of his nephew, David Adeleke, a popular musician known as Davido. Debunking the story on Sunday, the EFCC spokesman, Mr Wilson Uwujaren, described the allegations as false. The commission also called on members of the public to disregard the allegations, saying that the claim “ is patently false and contrived to dress the agency with a partisan garb in the unfolding political contest in Osun State. Uwujaren said, “For the avoidance of doubt, at no time did the EFCC place a freeze order on any account belonging to members of the Adeleke family. “The purported
freeze order which has unfortunately been amplified by pliable sections of the media without any attempt at confirmation, is alien to the commission and another example of fake news. “The EFCC frowns at the seeming attempts by faceless forces to drag it into the political fray.” The commission reiterated its neutrality as a law enforcement organisation sworn to uphold the rule of law at all times, “irrespective whose interest is at stake.” Meanwhile, the EFCC has placed outgoing Ekiti State Governor Ayo Fayose on a watchlist to prevent him from fleeing the country after the expiration of his tenure in October. The Commission stated this in a letter to the Nigeria Customs Service (NCS), dated September 13, 2018. The letter entitled, “Request for Watch Listing of Persons, Case of Conspiracy, Abuse of Office, Official Corruption, Theft and Money Laundering”, was signed by the
Commission’s acting chairman, Ibrahim Magu and addressed to the Comptroller General of Customs. The letter reads in part: “The underlisted suspect is under investigation for abovelisted offences and there is reasonable suspicion suggesting that he may likely leave the country either through the land borders, Airports or Seaports in order to evade investigations. Hence, you are kindly requested to watch list and arrest him.” But Governor Fayose in a swift reaction to EFCC on Sunday via his twitter handle, reassured the Commission of his readiness to surrender himself for interrogation on October 16, as contained in his letter to the EFCC last week. Fayose tweeted thus: “@officialEFCC, when a woman is being brought to you as a wife, you don’t have to peep through the window to see her. As I said in my letter, Insha Allah, I will be in your office on October 16, a day after the handing-over.”

Intense lobby for Adeosun’s replacement begins Motolani Oseni, Lagos Following the resignation of former Minister of Finance, Mrs. Kemi Adeosun, from the administration of President Muhammadu Buhari on Friday, The Daily Times can authoritatively report that moves to replace her is currently in top gear as intense lobby from likely candidates has begun in earnest. For instance, the next International Monetary Fund (IMF/ World Bank meeting is coming up in early next month and there are other critical decisions and engagements that has been lined up for the former Minister of Finance before her eventual resignation. In view of these developments, concerned stakeholders in Ogun State have started approaching the power that be in the state as findings by The Daily Timesshowed that Vice President Yemi Osinbajo, Governor Ibikunle Amosun and other few stakeholders have been receiving Curriculum Vitae (CVs) of likely replacement candidates for Adeosun. It is instructive to note that after accepting Adeosun’s resignation, Buhari directed the Minister of State for Budget and National Planning, Mrs. Zainab Ahmed, to oversee the Ministry of Finance with effect from Friday 14, September, 2018. But economists and finance experts believe that the Ministry is critical to the implementation of financial reforms and the current administration’s anticorruption fight. Therefore, for any measure of success to be recorded, the occupant of the Ministry of Finance office must be free from moral burden. According to Uche Joe Uwaleke, an Associate Professor, Nasarawa State University, the resignation of Mrs. Kemi Adeosun over allegations of NYSC certificate forgery bodes well for the image of the country and so will be positive for the Nigerian economy. He said, “Coming shortly before the period President Buhari is expected to address the UN General Assembly,
her decision to step aside will send the right signals to the International community. It goes without saying that the Ministry over which she superintends is critical to the implementation of financial reforms and this administration’s anticorruption fight. “Therefore, for any measure of success to be recorded, the occupant of that office must be free from moral burden. Possibly, some state governors with excessive debts might feel a bit relieved. She was not very supportive of states running high debt levels. “I believe the financial markets might have already internalised her possible exit as the Finance Minister. However, markets might be more interested in who emerges as her replacement”, he added. The United Nations Population Fund (UNFPA) has said that if Nigeria succeeds in harnessing Demographic Dividend (DD), Africa as a continent will succeed. Dr Mabingue Ngom, the UNFPA’s Regional Director for West and Central Africa Regional Office, stated this while fielding questions at the News Agency of Nigeria (NAN) Forum in Abuja. Ngom said that Nigeria being the giant of Africa had an important role to play in the continent because of its unique strength in terms of population and resources. He said that Nigeria was the
most populous nation in Africa and the seventh most populous in the world. “Nigeria is so important to us because we believe if Nigeria succeeds, Africa will succeed and if Africa has succeeded, there is no doubt, we will have a better world. “Nigeria has a great and important role to play and I am happy we are enjoying strong partnership with the people of this country. “And we can build on it to make sure whatever we do here is replicated in Western and Central African countries,” Ngom said. On harnessing DD, the
UNFPA regional director said that Nigeria was on track, but advised the country to do more. “We need to do more, we need to go faster and there is need for us to do it together because of the significance of this issue,” the official said. Ngom also underscored the need for the private sector to play an aggressive role to make accelerated progress in this important project of global growth. He charged media to be major players in sensitising stakeholders in harnessing DD in the country and indeed Africa.

President Buhari is an action of honour, strength, character and integrity. The APC acting National Publicity Secretary, Mr Yekini Nabena, stated this in a statement made available to The Daily Times on Sunday in Abuja. Reacting to the development, Nabena said that like all responsive and responsible governments concerned about the truth and due process, the APC-led Federal Government undertook diligent investigation of the allegation. He said, “Now that the report of the investigation is out, the right thing has been done, the honourable Minister has taken the path of honour and resigned.” Nabena also congratulated Adeosun for her action and wished her success in her future endeavours, and joined the president in appreciating her immense contributions to the stability of the economy. on infrastructural investment, revenue mobilisation and value for money in public expenditure will deliver growth, wealth and opportunity for all Nigerians”. Meanwhile, it is worthy of note that since the ex-minister of Finance assumed office in November, 2015, she had focused her attention on the initiation, development and aggressive implementation of innovative fiscal operations management policies and initiatives aimed at redressing the economic fortunes of the country. She also facilitated the realisation of the Administration’s cardinal principles of transparency and accountability, curtailed wastages in governance and reduced fiscal leakages, thereby achieving savings for the federal government. In keeping with that focus, the former Minister played leading roles in the development of various cost cutting initiatives through the pursuit of carefully thought out policies aimed at promoting transparency in the payment process, drastic reviews of the procurement process, the sanitisation of the public-sector payroll system, leading to the elimination of huge number of ghost workers, amongst other objectives. Aguma family. In the sermon at the thanksgiving service, Archbishop of Anglican Province of Niger Delta, Most Rev. Tunde Adeleye, urged all Nigerians to work towards living according to the desires of God in order to inherit eternal life. Archbishop Adeleye prayed God to comfort the leaders of Rivers State, the family of Aguma and forestall such a painful untimely death. In a funeral oration, Governor Wike noted that the late Rivers AG was instrumental to the massive infrastructural development in the state Judiciary and the Bar. He announced that the Rivers State Government will re-name the Judges Quarters after the late Aguma when the facility is completed.
Governor Wike also thanked the Aguma family for giving the late Rivers AG to the state for unparalleled service. He stated that the State Government would not forget the Aguma family. Governor Wike also disclosed that to cement the relationship, the wife of the late RIvers AG will be drafted into the Rivers State Executive Council. He said: “The late Attorney-General of Rivers State was strong willed and he was loyal to the core. He was a man with character. “His death is very painful. His service to the state will never be in vain. Having made sacrifices, the State will continue to honour him.” Earlier on Saturday, the corpse of the late Rivers AG was taken to the hall of Orogbum Community,

in fake subsidy claims, discoveries of financial misconduct in the Pension Transitional Arrangement Directorate (PTAD), recovery of salaries paid to ex-Diplomats, among many others. The former Minister also introduced a landmark Whistle– blower Policy, as a way of encouraging public participation in the fight against corruption, which was launched in December, 2016. Working through PICA, the Ministry had received 8,373 communications as a result of the Whistleblower Policy on contract inflation, ghost workers, illegal recruitment and misappropriation of funds. Out of the total communications, 1,231 are whistleblowing tips. The Ministry has undertaken 791 investigations and completed 534 of those investigations. Ten are presently under prosecution and four convictions have been secured. Under the Whistleblower Policy, the Federal Government
has recovered directly, as a result of tips received from whistleblowers, the sum of N7.8 billion, US$378 million and GBP27, 800. In May 2018, the Government paid N439, 276,099.86 to about 14 whistleblowers who gave specific tips on tax evasion. From the specific information provided on companies which underpaid their taxes, the Government was able to recover the sum of N13.8 billion as a result of those specific tips. The Whistle–blower policy has helped tremendously in facilitating recoveries of ill-gotten funds and assets. Similarly, the Federal Government on June 29, 2017 launched a revolutionary and bold reform initiative – the Voluntary Assets and Income Declaration Scheme (VAIDS), through which citizens (tax payers) are offered a window of opportunity to regularise their tax status relating to previous tax periods, without incurring penalties. Prior to the introduction of the policy, Nigeria’s tax compliance record was very poor with only
about 14 million out of an estimated 70 million economically active Nigerians paying their taxes. This has become more compelling, given Nigeria’s TaxRevenue-to– GDP ratio of 6 per cent, which has remained one of the lowest in the world in comparison with countries in Nigeria’s peer group. During her time as Finance minister, Adeosun remained innovative in churning out reform policies and initiatives that have helped, in no small measure, to stabilising the Nigerian economy, and putting it on the path of sustained growth. Such innovations include: Creation of Efficiency Unit; Clearing of Inherited Pension Arrears; Completion of the Establishment of Development Bank of Nigeria; Addressing the Huge cost of Government’s Borrowing; Asset Tracking and Management Project; Fiscal Sustainability Plans and Budget Support Facility for States of the Federation; Establishment of Road Trust Fund (RTF), among other achievements.

2019: Adamawa APC stakeholders reject indirect primaries Tom Okpe, Abuja The All Progressives Congress (APC) stakeholders in Adamawa State have rejected the indirect primary election opted for by the State Government to pick candidates that will fly the party’s flag in the 2019 general election. The stakeholders led by a former Secretary to the Government of the Federation (SGF), Mr Babachir Lawal also said that the group was marginalized from all meetings in the state and were not carried along saying that the ruling party’s congresses in the state earlier in the year, were hijacked by the Adamawa state government. The stakeholders comprising aspirants, statutory delegates and other major stakeholders lamented that respectable stakeholders in the party have been increasingly marginalized and party activities and processes carried out in secrecy to exclude legitimate interests. In a world press conference on Saturday in Abuja, Babachir Lawal said that this policy of exclusion was as a result of purported
meeting of the state executives committee held at the Government House on Monday, September 3rd, where indirect primaries was allegedly adopted as mode of electing party flag bearers in the 2019 general elections. “That meeting was convened secretly and thus, we the undersigned aspirants, statutory delegates and critical stakeholders were kept in the dark and were not invited. “We, as aspirants, statutory delegates and stakeholders want to unequivocally dissociate ourselves from the purported resolution which was done in bad faith and is bound to affect the image and chances of our great party in the forthcoming elections”, Babachir said. The stakeholders aligned with the national headquarters of the APC, commending the party leadership which adopted the direct primary option, stressing that a larger majority of APC members in the state were in support of the decision. “Our members are pleased that they are going to help the party in nominating credible, acceptable and marketable candidates to fly the party’s flag. We, therefore, cannot allow unpopular persons who are afraid of voters to
change the rule of the game. “The focus of the APC government on integrity exemplified by transparency, accountability and total eradication of corrupt practices should have no room for indirect primaries. It is in his commitment to the culture of probity and accountability that President Muhammadu Buhari opted for direct primaries. As we stated in our letter to our dear national chairman and National Executive Committee (NEC), we affirm support for direct primaries based on our firm belief that encapsulates the following among other merits”. Gov Sani-Bello bans heavy duty vehicles from plying Suleja township roads Saka Bolaji, Minna Henceforth, tankers and other heavy duty trailers have been banned from plying inside Suleja township roads in order to avoid disasters caused by these vehicles. This directive was handed down by the Niger State Governor, Alhaji Abubakar Sanni - Bello, at the weekend when he visited the scene of an accident caused by a Petrol Tanker that claimed the lives of two persons with three others seriously injured at Suleja. The governor has also called for a national legislation that will regulate the maximum weight fuel tankers and articulated vehicles plying our roads. According him, this should be carried out in order to reduce carnage on highways and to preserve the life span of the roads.

The Chairman, All Progressives Congress (APC), Adamawa state, Alhaji Ibrahim Bilal reiterated their unanimous endorsement of Senator Muhammadu Umaru Jibrilla Bindow for the party’s ticket in 2019. The state executive of the party, including the 21 local government chairpersons of the party, led by Bilal made the declaration Saturday, at the party’s secretariat, in Yola, Adamawa state. Federal Character Principle and matters arising

The federal character principle in the Nigerian Constitution is intuitively appealing. Its primary goal is “…to ensure that appointments to public service institutions fairly reflect the linguistic, ethnic, religious, and geographic diversity of the country” (Adamolekun, Erero, and Oshionebo, 1991:75 in Publius: The Journal of Federalism). It is difficult to contest this. Some people have argued that the federal character principle helps to keep Nigeria in check and balance. Without it, they argue, a few people from the same kindred, if not the same family, could rule Nigeria and or occupy ‘juicy’ government positions for eternity. According to this line of argument, this is nepotism and should be avoided. For such people, diversity and representation across peoples and regions is a virtue worth protecting and safeguarding through the Constitution. In this case, diversity becomes a valuable object of consumption in itself, and the only way to achieve it effectively in Nigeria is through regulation. In other words, such diversity would not be easily achieved in Nigeria, if it is not embedded in the Constitution of the country. This presents two fundamental but similar problems. First, Nigerians are incapable of voluntarily making decent choices. Second, compulsion is the most effective way of getting Nigerians to act decently. In either case, the reasonableness of the average Nigerian is questioned. But to what extent is this line of thinking reasonable? Is regulation the only way for a meaningful inclusive society? Obviously not! Meritocracy can also be useful, given that we all bring different
competences and abilities on board the one Nigeria project. In other words, meritocracy is not against diversity and inclusion, as it is often misconstrued. Based on the view that meritocracy matters, there are significant voices against the federal character principle; pointing to the atrocious manner in which the federal character principle has decimated and impoverished Nigeria instead. According to this line of thinking, the country has invariably sacrificed meritocracy on the altar of a seemingly spurious principle, as if the latter mattered that much. To appreciate this, all we need, as a case study, is our public service institutions. Do they attract the best hands in the land? Are they the pride of the nation? Are they as efficient and effective as we would want them to be? If not for anything, we can at least learn from other emerging economies like China. It is not a perfect country, but it has managed to create enormous economic development and lift millions out of poverty in the last few decades. It did not do this accidentally or on a federal character principle, as emphasised in Nigeria. The China story is obviously different. There are about 56 ethnic groups in China. You hardly hear or read a single word about anything akin to the federal character principle there. It does not matter as much as prioritising the interest of the country. It also does not matter if all the key people in government come from one village, as long as they are capable of meeting the national goals. Competition appears to be the key word in China. The best and brightest candidates go into public service – your religion and region do not make any
significant difference, and they make no apologies for it. Does that work for China? I do not think it takes anything less to power the Chinese economy and society. Serious countries and societies prioritise their talents, irrespective of where they come from. Arguably, the current implementation of the federal character principle in Nigeria seems ineffective. It is difficult to find any empirical evidence that supports it. As such, one wonders why it is still vigorously pursued in Nigeria. The use of the federating States of Nigeria, as the unit of analysis, is even more preposterous. First, the States are not of equal size. Second, some geopolitical zones have more States than others – which means that using the States as the unit of analysis may run against the fundamental goal of ethnic, linguistic, and religious diversity of the federal character principle. The problem of the odd practice of the federal character principle in Nigeria is trying to satisfy every ethnic group, state, and religion but no one. We have found a way to deify the federal character principle. It has become a sacred space everyone needs to behold with awe and reverence. It is in this apparent deification of the federal character principle that one finds its ability to silence any opposing voice. It has become a cheap way of antagonising anyone who opposes it as a saboteur of the One Nigeria project. In effect, it has inadvertently become a tool to oppress and marginalise – the exact opposite of what it aims to achieve. Therein lies the paradox of the federal character principle. Many successful countries and societies often prioritise merit. One would like to think that public service
jobs in Nigeria used to be for our best and brightest. Where, when, why, and how did we lose it? This question will continue to haunt us until we find the courage to reconcile our desired goals with commensurate policies. Anything short of that is likely to be unproductive. In the end, we become poorer for our very incoherent choices. The federal character principle should be deleted from our Constitution. If at all we need it, it should have a timeframe and deadline. It should not exist in perpetuity. The proverbial and omnibus problem it targets should be specific and time bound. Leaving it, as it is, only creates room for abuse, corruption, patrimonialism, and division in a country where unity, efficiency, and productivity are very rare commodities. Let us retrace our steps and find creative ways to treat this national malaise called the federal character principle. Nigeria needs the best irrespective of their ethnicity and religion. The best should think and work for Nigeria. No ifs, no buts. That is how countries and societies develop. It is folly to think and act otherwise. As long as we continue to push a system that undermines meritocracy and enthrones patrimonial patronage, we shall always reap the rewards of underdevelopment, a disunited society, and poor governance. Perhaps, it is time for us to be brave enough to dismantle the colossal edifice of the federal character principle and wait for the often-argued Armageddon, as the outcome of this iconoclasm! There are better ways of creating an inclusive society. Obviously, an outdated federal character principle implemented in perpetuity is not one of those.
Oncoming floods and fury of nature

On Friday, September 7, 2018, during an emergency stakeholders’ meeting, the director of Engineering Hydrology, Nigeria Hydrological Services Agency (NIHSA), Mr. Clem Nze, warned that flood is imminent and specifically noted that all the indices that played out before the 2012 flooding have all manifested. He said the decision to raise the alarm was to ensure preparedness among stakeholders and residents of flood-prone communities. 12 states in Nigeria have been listed to experience flooding this year due to torrential rainfalls. It will be recalled that in 2012, the year of the flood fury, about 360 lives were lost, with over two million people displaced. 30 States were said to have been affected by the floods, with Adamawa, Taraba, Plateau and Benue being the worst hit by the disaster. It was estimated, according to National Emergency Management Agency (NEMA), that Nigeria lost N2.6 trillion to the 2012 flood disaster. The numbers of the displaced and lost lives and properties were those documented and recorded. The exact and specific numbers might be difficult to estimate, as some cases might not have made it into the news. Would the 2012 flood disaster be said to be of a disaster foretold but ignored? Fastforward to 2018, two government agencies, NIHSA and NEMA have again raised the alarm that there are impending floods as the downpours increase in the days ahead. Mr. Eze of NIHSA revealed that as at Friday, September 7, 2018, the height of River Niger in Lokoja was 10.1 meters as
against the 9.7 meters in 2012, adding that it has continued to rise on an hourly basis. He said further, “as at today, our hydrological measuring station downstream the confluence in Lokoja recorded a stage height of 10.1 m and a discharge value of 21,236 cubic meters per second. As against lower values of 9.74m and 19,762 cubic meters per sec recorded on the corresponding date of 2012 when the flood occurred.” He also added that the northern part of the country should expect more rains in the next three weeks. A day after the timely flood alert and warning was issued by NIHSA and NEMA, we heard that in Jigawa, six people were feared dead and several others displaced due to flood. Also in Kogi, Kwara and Edo, farmlands and personal effects have been destroyed. Earlier this month, Niger State recorded 14 deaths due to floods since the rain began this year. The days ahead would tell how these States and others would fare in the battle for escape from nature’s fury. It is against this backdrop of recent floods in the country that we remind ourselves of the need to be ready for the peak of the rainy season. Put simply, flood is having too much water in the wrong place. The causes are clear. Sewage system blockages and the rise in the ground water level have been cited by some environmental experts as the main causes of flooding in Nigeria. The director general of NEMA, Engr. Mustapha Maihaja, said, “We are causing much of the adverse weather as we fell
trees in multiples but fail to replace any, and you know that trees use up our carbondioxide and give up oxygen to breathe. The felling of trees without replacement leaves more carbondioxide in the atmosphere which causes Ozone depletion. This simply means that the iceberg separating the sun from having direct impact on the earth causes rapid melting of the ice from above, while excess carbodioxide from the earth also enhances rapid melting of the ice from under. Thus, there is need for tree planting by everyone to checkmate the continuous heavy rainfall.” He warned against refuse dumping in the drainage system and also walking or driving during heavy rainfall, especially near drainage channels. The DG said, “It’s a United Nations call that people and governments should prevent hazards from developing into disasters, which is more cost effective than reacting to disaster effects. Thus, there is need for everyone to be empowered through capacity building against disaster effects.” The peak of the rainy season in Nigeria is here and from experience, it comes with attendant flooding. NIHSA, NEMA and Nigeria Metrological Agency (NiMet) have all raised red flag warnings for everyone to brace for the serious consequences ahead, while advising residents to vacate flood-prone areas. With just a few days of downpour in this peak period of the rainy season, shortly after the August break, houses have been submerged, farmlands inundated and lives already lost to
floods in some states like Jigawa and Niger. Kogi, Kwara and Edo have also been tormented by the flood menace with its sorrowful lot. The federal government, in collaboration with relevant state agencies, especially states along the coastal regions should, as a matter of urgency, evacuate residents of floodprone areas and other danger zones to avert any flood devastation. Equally, the Nigerian Red Cross Society (NRCS), humanitarian organisations and other relevant agencies are to be on standby to render necessary assistance to evacuated residents. Also, the various camps where these flood-sacked victims would be staying temporarily should be well-equipped with relief materials. As a panacea for flooding in urban areas, government may consider building more water channels like canals, dikes and levees. Our preparedness for the peak of rainy season, effective natural disaster management and emergency response can, to a large extent, reduce the risk of flood disasters. We may not be able to prevent rains from unleashing floods, but we can mitigate their adverse humanitarian effects. National Orientation Agency (NOA) and NEMA are duty-bound to sensitise Nigerians on how to manage disasters and flood, and be disaster-resilient. Other government agencies saddled with disaster management are urged to double up in ensuring the safety of lives during emergency. Proactive measures taken by everyone now will go a long way in getting us ready for the predicted floods.

Oil prices edged up this week on lost supply from Iran and Venezuela, although those supply concerns are somewhat offset by worries over demand. OPEC downgraded demand while the IEA said in a report that supply outages are “tightening up” the oil market. With Iran sanctions less than two months away, “we are entering a very crucial period for the oil market,” the IEA said. Oil market remains “fragile,” Russian energy minister says. Russia’s energy minister Alexander Novak said that the global oil market remains “fragile” because of production declines and geopolitical unrest. “This is huge uncertainty on the market – how the countries, which buy almost 2 million barrels per day of Iranian oil will act. Those are Europe, Asia Pacific region ... There is a lot of uncertainty. The situation should be closely watched, the right decisions should be taken,” Novak said. He said Russia could step in if the market needs more supply. “Russia has potential to raise production by 300,000 barrels (per day) mid-term.” U.S. shale companies increased hedging for 2020. U.S. shale companies took advantage of relatively high oil prices in the second quarter to lock in hedges beyond 2019, according to the Houston Chronicle and Wood Mackenzie. Permian shale drillers increased 2020 hedging by 431 percent in the second quarter of this year, an indication that E&Ps are worried about pipeline bottlenecks stretching beyond 2019. WoodMac says the hedging activity that far out is unusual. The risk of hedging is that some companies could eliminate upside exposure if pipelines are completed on time and oil prices rise. OPEC cut its 2019 oil demand forecast because of economic headwinds. The 1.41 mb/d demand growth forecast is 20,000 bpd lower than last month’s figure. “Rising challenges in some emerging and developing economies are skewing the current global economic growth risk forecast to the downside,” OPEC said in the report. Hurricane Florence is battering the coast of North and South Carolina, but there is very little fallout expected for the oil market since no oil refineries or upstream production facilities are located in those states. But if the Hurricane travels further inland into the Appalachian region, it could curtail shale gas production. Platts Analytics says that there is potential for the disruption of 2 billion cubic feet per day of supply over the next several days. The protests and riots in Iraq’s oilrich southern region are flaring up again, potentially posing a threat to the country’s record oil export levels. “We’ve seen protests around facilities and threats being made against oil companies. Some companies have taken their foreign workers out,” Helima Croft, global head of commodity strategy at RBC Capital Markets, told CNBC. “Production hasn’t been hit yet, but if you
were to have one facility go down, you could lose upwards of 700,000 to 800,000 barrels of production, so it’s a big story to watch.” She went on to note that the lack of spare capacity makes such an outage especially worrying. “The problem with the market right now is we don’t have a lot of shock absorbers,” Croft said. “So we really do have a problem where if we have one more country experience a supply outage, this market will be very tight and prices will go materially higher.” An estimated $60 billion of new LNG projects may not go forward if China goes forward with tariffs on American gas imports, according to Morgan Stanley. The LNG market is tightening faster than many thought, and a new wave of prospective LNG projects are getting a lot of attention. But the U.S.-China trade war could significantly damage the outlook for projects in the U.S. Iran is storing oil on tankers in the Persian Gulf as buyers begin to walk away. Between 2012 and 2016, Iran stored millions of barrels of oil on supertankers because it could not export enough. That practice is making a comeback, according to Bloomberg. “Iranian exports are falling fast,” Amrita Sen, chief oil analyst at Energy Aspects Ltd., said in a note to clients. Shipments are “set to average as little as 1.5 million barrels a day in September according to the preliminary loading program, compared to around 2.8 million barrels a day of oil exports in April and May,” she said. Indian refiners will reportedly cut oil imports from Iran in September and October, reducing purchases by half relative to levels from earlier this year, according to Reuters. India imported around 658,000 bpd between April and August, and Reuters estimates that imports will fall to 360,000-370,000 bpd over the course of this month and next month. The cuts are significant, but Indian officials have also told Washington that they cannot take imports down to zero, as requested by the Trump administration. A new report from Wood Mackenzie finds that artificial intelligence, software and other digital technologies could save oil refiners around $15 billion a year. ExxonMobil (NYSE: XOM) is planning on spending 500 million pounds to upgrade the UK’s largest oil refinery. The investment would allow the Fawley refinery on England’s south coast to produce more diesel. The U.S. likely surpassed Russia this year to become the world’s top oil producer, the EIA said. As China continues its war on pollution, the government is considering plans to replace about 20 percent of the nation’s heavy duty trucks that run on diesel, according to Reuters. The plans would consist of either using more modern trucks that use a higher grade of diesel, or electric trucks, or trucks that can use LNG. Details have not been finalized but the plan is slated to take effect in 2020.

he recent speech of President Muhammadu Buhari that his government would continue to place the nation’s security and national interests above the rule of law has continued to receive mixed reactions from Nigerians. Since the 1999 Constitution (as amended) also describes and defines the national interest, then the national interest is necessarily protected and promoted by observing the constitution which is, the rule of law. And so it is that in a constitutional democracy, the national interest is inextricably linked to the rule of law, whereas in a dictatorship, the national interest is linked to the opinion of the maximum ruler. When it comes to ruling, there are basically two options: the rule of law or the rule of man. President Buhari, who recently spoke while declaring open the 2018 Annual General Conference of the Nigerian Bar Association (NBA) in Abuja said that his government adopted the stance on the basis of subsisting decisions of the Supreme Court. He maintained that individual rights of alleged offenders would not be spared when national security and public interest were threatened. But many public analysts including the civil societies and opposition parties have kicked against the idea that the national interest can exist outside the ultimate law, the constitution. Incidentally, the concept of national security remains ambiguous, having evolved from simpler definitions which emphasised freedom from military threat and from political coercion. Conversely, the rule of law has been defined as the “authority and influence of law in society, especially when viewed as a constraint on individual and institutional behaviour; (hence) the principle whereby all members of a society (including those in government) are considered equally. Interestingly, the NBA in a communique it issued at the end of its 58th Annual General Conference, tackled the President over his declaration and insisted that issues of national security must be managed within the perimeters and parameters of the rule of law. The NBA also frowned at what it described as a growing penchant by Buhari’s administration to disobey court orders. It is refreshing to note that after the criticism from the NBA, members of the public and other relevant stakeholders, President Buhari made a U-turn from his previous stance on rule of law, saying that his administration would always uphold the sanctity of the rule of law in governing the country. Speaking during a bilateral meeting he had with visiting German Chancellor, Angela Merkel, at the Presidential Villa, Abuja, Buhari said that the unity and harmony in every society could only be preserved by observing the rule of law. We are of the opinion that the president missed the point by trying to place national interest above the rule of law. We wish to remind the President that even though he was not wrong as it is the global practice since the
emergence of cyber crimes and terrorism altered the traditional balance between civil liberties and the tools used in maintaining the imperatives of national security/national interest, it was not within his power to declare that national interest is supreme to rule of law. We believe that the rule of law is the way to go and the pronouncement on the rights of individuals vis-a- vis the national interest is the exclusive preserve of the judiciary which is constitutionally empowered to deliver verdicts over any contestation between individuals and corporate entities. In the Western world, libertarian streams of thoughts which support the supremacy of individual rights and personal freedoms over any kind of authority have been bemoaning the rapid erosion of civil liberties in the name of fighting terrorism or perceived new security threats. We are of the opinion that there is a mix - up on issues such as tension between the ‘rule of law’, “national interest” and “national security” rather than as a tension between national security/ national interest and civil rights. They are not quite the same. This is because even when a government decides to abridge people’s civil liberties freedom of religion, freedom of speech, freedom of the press, freedom of assembly, etc, such abridgements are backed by extant laws.

Police announce special security Short News Man sues SSS for unlawful detention, arrangement for Osun election incapacitation, demands N5bn Andrew Orolua, Abuja The Nigeria Police has announced a special police security arrangement for Osun State Governorship election scheduled to hold this weekend, September 22nd, stating that a Deputy Inspector General of police DIG -DOPS has been deployed to coordinate it. According to a statement released yesterday in Abuja by the force public relations officer, Ag DCP Jimoh Moshood, the Deputy Inspector General of Police in charge of the Department of Operations who is already on ground in Osun state will be assisted by an Assistant Inspector General of Police and Eight (8) Commissioners of Police and other senior Officers. He said that each of the eight Police area commands in Osun State will be manned by a Commissioner of Police.
Besides coordinating the security the DIG, will deploy all personnel of other security agencies under the Inter Agency Consultative Committee on Election Security (ICCES) for the election throughout the 3,764 Polling units/voting points in the 332 Wards and the 30 LGAs of the State. Personnel of certain special units of the police trained for election duties, security and electoral act such the Police Mobile Force (PMF) Units, Counter Terrorism Unit (CTU), the Special Protection Unit (SPU), the Anti Bomb Squad (EOD), Conventional Policemen, the Armament Unit, personnel of FCIID, IGP Monitoring, IGP IRT teams, the Sniffer dogs section and the Mounted Troop are also being moved to Osun State. Four unarmed Policemen and two others from other security agencies will be on duty at each voting point throughout the State. The Police Mobile
Force (PMF) headed by the very Senior Officer will provide security at the RAC, Super RAC and Collation centres. Two police patrol surveillance helicopters, 30 armoured personnel carriers, Ten armoured personnel vehicles and 300 police patrol vehicles are already deployed to cover the entire State including difficult terrains. Other security and safety agencies who are members of Inter-Agency Consultative Committee on Election Security (ICCES) in the State have also been posted to complement the Nigeria police force during the election. Moshood said that the elaborate security arrangement to ensure that secured environment is guaranteed for a peaceful and credible election. The police are also concern about adequate security for safety of life and property before, during and after the election, he stated.

The community was said to have clamped down on Faith not just for his activities with the agitators for the independent state of Biafra, but for allegedly being a homosexual, a sexual orientation considered to be taboo among his kinsmen. One of the community elders, Chief Chikezie Anyanwu, told our correspondent that agitation for Biafra was not a solution to the problems of Igbos or other ethnic groups that were allegedly being marginalized and discriminated against in Nigeria. He said “the youths agitating for an independent state of Biafra are misguided. Anybody who witnessed the 30-month civil war in Nigeria will not be stoking the embers for a repeat performance. The push for secession cannot be in the interest of Igbos who are scattered all over Nigeria doing business.” A youth leader in the community who pleaded anonymity accused Prince Faith of being a deviant who was not only involved with a violent group but was committing abomination by having amoral
relationship with a fellow man. He said “He is a disgrace to our community. Our elders repeatedly cautioned him to change his ways because it is a crime in our country, as Nigerian laws prohibits same sex relationships. In spite of this, he continued and never gave up, bringing shame to our community. “Prince Faith was caught red handed in his room with his homosexual partner identified as Samuel and they were beaten in the King’s square after which they were locked up. Prince Faith was arrested on May 1, 2017 and he disappeared on May 2 2017 and we have since been searching for him. “We reported his escape to the Nigeria police who promptly declared him wanted for committing a crime and for belonging to IPOB which engages in violent agitations. To demonstrate the seriousness the police attached to arresting the IPOB members, they have also put a bounty on their heads to encourage members of the public to expose the fugitives “. A youth group in Imo State, “Oganiru Imo”, had consistently taken a hard line against members of IPOB, led by Nnamdi Kanu. The President of the group, Comrade Bath Azunna said “We will not allow anyone to toy with the sovereignty of the Nigerian nation because our strength lies in the unity of the country. Anybody agitating for Biafra or supporting secession must be chased out of Imo State.
Andrew Orolua, Abuja Salihu Enesi who has been in the custody of the State Security Service (SSS) since 2015 without arraignment has sued the agency demanding for N5 billion aggravated damages for unlawful detention and incapacitation. Enesi, who filed the suit marked No. FHC/ABJ/05/974/18 through his counsel, Bala Dakum of Dakum & Co at the Federal High Court, Abuja, Division last Wednesday, is also asking for an unconditional release from custody. Besides, the applicant who is now incapacitated following wound from the shootings he suffered has asked the court for a declaration that the arrest and continued detention since the 28th October 2015 by the respondent, its privies, agents officers or representatives is illegal, unlawful null and void and amounts to gross violation of his fundamental rights as enshrined in sections 34, 35 and 36 of the 1999 Constitution of the Federal Republic of Nigeria (as amended).
25-year-old man commits suicide in Awka Nkiru Nwagbo, Awka A 25-year- old man, Shola Abisola, at the weekend, committed suicide in his room in Awka, the Anambra State capital. The deceased, a native of Ikogbo in Ododo Ota local government area of Ogun State, was reportedly found lying unconscious in his room after taking a poisonous substance. A resident of the area said the deceased was rushed to Amaku Teaching Hospital where he was certified dead while receiving treatment. Confirming the incident, the Police Public Relations Officer in the state, Haruna Mohammed, said the corpse was deposited at the mortuary for autopsy.

Students protest 3 years bursary delay, Short News accuse Ondo govt of insensitivity Forum organises mega rally for Adewale Momoh, Akure Students from the riverine area of Ondo State under the aegis of Ilaje and Ese Odo Students Union have accused the state government of insensitivity due to non payment of their bursary. It was gathered that the students are protesting the continued delay in the payment of the Ondo State Oil Producing Areas Development Commission (OSOPADEC), bursary of 2015/2016, 2016/2017 and 2017/2018 sessions. The students who were armed with placards stormed the commission’s office in Oba-Ile, Akure North Local Government area of Ondo State accused the state government of playing politics with the issue which has been on since 2016. Some of the placards inscriptions read: “It is our money, it is our oil money.” “Please Mr. Governor pay our bursary.” According to the President
, National Association of Ilaje Students, Balogun Adeola, the N40,000.00 (Forty thousand naira) annual bursary which is their entitlement as students of the Niger-Delta axis of the state has not been paid since 2016, adding that the issue has affected both the indigent students and their parents. “We normally collect our bursary every year, but for the past six months, we’ve been waiting and pressurizing the state government and OSOPADEC on this issue. We were assured that within six months all the outstanding disbursements would have been met. This is the 8th month and nothing is being done. “This is the 3rd year of non payment. We want Mr. Governor to tell us the true position of things as regards our money. “As a result of this, we now have a lot of drop outs from school. Our parents are in the riverine area, they could not even get fish to sponsor us to school. The water is not good any more. We are suffering over there, even the token we do get from
government, we are not even getting it. How do they want us to survive,” he said. Also, Tina Tinatei who is the president of the Federation of Ese Odo Local Government Students maintained that their patience is being over stretched. “You can see that the governor is playing politics with the payment of our bursary which is our constitutional rights. How can he approve bursary payment without cash backing? “This is what we survive on. Most of us are yet to pay our school fees. We are suffering. The Governor should act fast and pay us our money,” Tina said. The protest which lasted two hours temporarily paralysed activities in the Commission with security agents on ground to forestall breakdown of law and order. Meanwhile, efforts to speak with the Chairman of the Commission, Gbenga Edema proved abortive as he was said to be out of the country.

An average of 1.2 million children are immunized every six month in Ogun State, as part of efforts to ensure effective health care delivery to the citizenry, the State Commissioner for Health, Dr. Babatunde Ipaye has disclosed. Making the disclosure at a community health outreach, organized by The Collective Club in Sagamu, Dr. Ipaye said the immunization included the use of vitamin A supplementation, to prevent complications of conditions, thereby reducing unnecessary spending by parents. The Commissioner, through his Media Aide, Miss. Omolola Awolana, said the State has been able to put cholera at bay through investment in primary healthcare, adding that massive health education and nutritional supplementation were some of the preventive interventions put in place, to prevent the outbreak of the disease.

Obiano inaugurates Anambra Health Insurance Agency Stories by John Ndu, Awka The Anambra State Government has vowed it will continue to prioritise the welfare of citizens by offering them affordable health services. Governor Willie Obiano stated this in Awka, while inaugurating the Anambra State Health Insurance Agency (ASHIA). The Health Insurance Agency was established through the Anambra State Health Insurance Scheme Law 2016 with the mandate of giving every citizen access to quality healthcare. Inaugurating the scheme, Governor Willie Obiano said the Anambra State
Health Insurance Agency was initiated as a robust plan to offer quality medical services to the people at a reduced cost. Governor Obiano described the plan as a visionary policy tailored towards transforming the health sector in the area. He disclosed that government had paid for the policies of 10,000 people in the area, while 10% counterpart funding for the coverage of civil servants in the state would also be settled. The Executive Secretary of the National Health Insurance Scheme (NHIS), Professor Usman Yusuf, noted that the agency was working towards the establishment of the scheme by all state governments, assuring that the funds would be managed judiciously.
The State Commissioner for Health, Dr. Joe Akabuike, noted that the programme would promote easy access to health care among citizens in the area. Contributing, Executive Secretary, Anambra State Health Insurance Agency, Dr. Simeon Onyemaechi, stressed that the scheme would help the government achieving universal health coverage. Its biggest business by far remains selling a gadget – the iPhone – and the latter’s numbers inevitably capture the most attention when it reports. For the record, the doomsayers’ fears were not realised this time around with 52.2 million sold (up 3 per cent) in a record beating three months to 31 March that saw the unveiling of plans for a staggering $100bn (£73bn) share buy-back. But while Apple boss Tim Cook would appear to be sitting pretty, he is alive to the danger of being a one trick pony in a fickle market and the push his company has made into selling services is yielding impressive results. That division recorded a 31 per cent year on year increase in revenues to $9.2bn. It includes contributions from digital content, such as music, Apple Pay, the AppleCare insurance product, licensing and other bits and bobs. While the pace of growth slowed to 8 per cent compared to the final three months of 2017, service sales are still poised to overtake the combined revenues drawn from the iPad and the Mac this year, and Apple clearly has the appetite to further buttress the division with new additions. Back in March it bought Texture, which charges users $9.99 a month for access to more than 200 magazines via an app, including the likes of Vanity Fair, GQ and Good Housekeeping. It is also planning to add
more original content; TV and movies, to tempt people to subscribe to Apple Music, similar to the way Amazon offers a basket of services to Prime customers. Down the road you would imagine it perhaps offering an array of packages as Amazon does. Prime, for example, has a limited selection of music. If you want the full menu you have to pay more. Because his services are paid for, Mr Cook can declare that “privacy is a human right” on his conference calls and use it as a selling point. In so doing this time around. he was obviously taking another shot at the rabble down the road led by Mark Zuckerberg, and seeking to cement the contrast between the two in customers’ minds. Mr Zuckerberg’s Facebook is still floundering in the wake of the data scan-
dal that has gripped the company. This hasn’t yet affected its revenues. The vast majority of Facebook users seem less concerned about what it has been doing than are we in the media, and advertisers are still flocking to its doors to reach those users with the assistance of the data it scrapes. But that might simply be because regulators and lawmakers haven’t really caught up yet. The announcement of a “clear history” function and the promise to work with them and “privacy advocates” in its construction is the latest attempt to get some control over the negative narrative surrounding the company. It remains to be seen whether that can buy off its critics. Like Apple, Facebook has a number of different divi-
sions: Instagram, WhatsApp etc. Unlike Apple, it is a true one trick pony in terms of its model with 98 per cent of its revenues being derived from advertisers. The data scraping that Facebook uses to make itself so alluring to them may be part of the reason why the founders of the formerly subscription funded WhatsApp have both now left, with Jan Koum earlier this week following Brian Acton out the door. You may remember that the latter said “it’s time” as #deletefacebook app bounced around the web, and he has invested some of the billions he made through Facebook’s buyout of his company into the Signal Foundation. Its mission is to develop open source privacy tech. In looking at Apple and
Facebook, it’s true that we are not exactly comparing like with like. They are very different beasts. What they offer is very different. Apple is a relative minnow compared to Facebook when it comes to service provision. There are also grounds for criticism of Apple’s business model. Value, for example, is not a part of its proposition. Once in its partially closed eco system it can be hard to imagine getting out, which arguably leaves its customers susceptible to gouging. But the point is that with a little effort, and perhaps a little external help, they should hopefully be able to get out with their privacy more or less intact. As such, in a boxing match between the two I’d want to be in Tim Cook’s corner, and I say that as a customer of both.

CBN enhances e-payment, directs banks to resolve issues within 3days Motolani Oseni The Central Bank of Nigeria (CBN) has directed all Deposit Money Banks, Micro Finance banks, key stakeholders in the mobile money sector to resolve all Electronic Fund Transactions issues within three- working days or face sanctions. The new directive by CBN also directed DMBs, others to report within five working days any aggrieved entity of the failure to resolve the dispute so as to minimize customer pain. The circular signed by Director, Banking and Payment System
Department, Mr. Dipo Fatokun, stated, “Where the Sending and Receiving entities fail to agree, the aggrieved entity shall report to the Director, Consumer Protection Department, CBN within five working days of the failure to resolve the dispute so as to minimize customer pain.” The circular stated further that the CBN in furtherance of its mandate for the development of electronic payments system in Nigeria, hereby issues the Regulation on Instant (inter-Bank) Electronic Funds Transfer Services in Nigeria.” It added that effective date of the regulation is October 2, 2018.
According to the circular, the CBN’s regulation covers Instant Electronic Funds Transfer Services in Nigeria on various payment channels and any payment platform that seeks to provide Instant Electronic Funds Transfer Services in Nigeria. Explaining on wrong transfer due to bank error, the newly circular by CBN stated that, “Where a Sending Entity erroneously sends value contrary to customer’s instructions due to wrong account number, wrong amount, duplication, etc to a Receiving Entity and requests the reversal in writing within 14 working days of the transaction, the Receiving Entity shall oblige within one
business day without recourse to the customer (beneficiary) of the Receiving Entity provided funds are available. “An automatic indemnity shall be inferred against the Sending Entity making the reversal request. “Where funds are not available, the Receiving Entity shall immediately notify its customer that the account was wrongly credited and provide proof of such notification to the Sending Entity. “The Receiving Entity shall notify the customer the consequences of not funding the account within 24 hours, which includes watch-listing in the banking industry, Credit Bureau and reporting to law enforcement agencies.”
Nigeria needs more borrowing to fund infrastructure, says Agusto & Co The Federal Government is expected to take more loans if its plan to fund infrastructure is to be realized, Senior Analyst at Agusto & Co, Jimi Ogbobine has said. Speaking at training for financial journalists during the Finance Correspondents Association of Nigeria (FICAN) 2018 Annual Workshop held in Lagos at the weekend, he said government is expected to deploy about N1.6 trillion to fund infrastructure this year. He said, the training, titled: ‘Analysis of the Macroeconomic Environment’ and sponsored by Rand Merchant Bank, was meant to deepen the knowledge of journalists on the economy and financial industry developments. Ogbobine said the bulk of financing for infrastructure will come from borrowing with a larger share being domestic debts. He added that funding the capital budget will require higher than planned borrowing with adverse implications for interest rates and interest costs for the
economy. “The Federal Government borrowing to fund infrastructure is likely to be between N1.2 to N1.6 trillion. The implementation is unlikely to start before the second quarter and revenue is likely to be lower than planned. Actual funding from asset restructuring, recoveries and “other” may be substantially lower than the planned level of N2 trillion. Therefore, fully funding the capital budget will mean higher than planned borrowing with adverse implications for interest rates and interest costs,” he said. He added that obligatory spending of the Federal Government is still more than 100 per cent of revenues, hence, there is no free cash flow for investment in infrastructure. “Every kobo of infrastructure spending is financed by debt constrains ability to fully fund budgeted amounts. Debt as percentage of revenue is significantly higher than the median, of 200 per cent, for countries in Middle East & Africa. Federal

Speaking on inflation, he said a hyperinflationary environment is one where prices double at least every three years. “This means inflation rate of about 25 per cent per annum. In such environments, investors hold savings in low inflation currencies in dollars, Pounds Sterling and Euros and business persons price products (particularly those with a high import content) in these low inflation currencies, usually the dollar. In effect, such environments are “dual currency environments”. “Real Gross Domestic Product per capita should grow in 2018. The Standards Organisation of Nigeria (SON) has sealed up four warehouses in Idu market out of a total of seven examined for dealing in substandard aluminium roofing sheets valued at N30 million. The action followed a plethora of consumer complaints by residents of the Federal Capital Territory (FCT) Abuja and confirmatory market surveillance activities carried out by the agency’s officials. According to the SON FCT Coordinator, Mr. Gambo Dimka who led the standards enforcement activity, the raid was targeted at warehouses and shops suspected to be in possession of roofing sheets whose thickness diameters were lower than 0.4mm specified in the Nigerian Industrial Standard (NIS 488:2010) for profiled aluminium roofing sheets for roofing. Dimka stated that about 59coils of aluminium roofing sheets of between 0.26mm and 0.3mm gauges were found in the shut warehouses, stressing that the exercise was aimed at ensuring compliance with the Nigeria Industrial Standard for the product and mitigating the economic losses occasioned by the patronage and use of substandard aluminium roofing sheets by unsuspecting consumers within the FCT. He explained that the agency has been reinvigorated by the SON Act of 2015 to remove all non- conforming products from the nation’s markets, as part of measures to enhance capacity utilization of Nigeria’s manufacturing industry and provide a level playing field for conforming products. The coordinator noted that the SON Act mandates the agency to ensure that only quality materials are traded within the Nigerian market space and gives SON the power to prosecute and impose fines on anyone found dealing in substandard products, seize such products, rectify where possible and destroy if found to be life-endangering after due laboratory tests and analysis. He commended those found dealing in only conforming aluminium roofing sheets within the Idu Market, urging them to continue to remain quality ambassadors. Dimka enjoined residents of the FCT to always demand for quality products and endeavour to complain to SON and other regulatory agencies for redress, whenever they do not get value for their hard-earned money from purchases. Speaking to newsmen after the exercise, the Chairman of the Idumarket union, Mr. Pascal Innocent expressed support for the standard compliance activity by SON. He pleaded for collaboration in putting the suspected substandard aluminium roofing sheets to other uses and urged SON to organize more sensitization forums for the traders. The SON FCT Coordinator estimated the value of the suspected substandard aluminium roofing sheets at about N30million and emphasized that the products will not be allowed to be used as roofing sheets as they will not give value for money. “They will be subjected to further tests and deployed to other appropriate uses where possible, in collaboration with the market leaders”, he said.

FX reserves to shore up, amid rising oil prices As Naira stables at parallel market
Motolani Oseni Following rising global oil prices to $80 per barrel and increasing oil production revenues, the nation’s foreign reserves is expected to shore up, Analysts at Cordros Capital revealed. The nation’s external reserves, as at Thursday 13, September, 2018, stood at $45.228 billion, which the analysts believed if persist to hike due to increase in oil prices, would enable the Central Bank of Nigeria (CBN) continues its interventions in the foreign exchange market. The Organization Petroleum Export Countries (OPEC) daily basket price stood at $76.46 a barrel as at Thursday last week. A total turnover in the I& E FX rose by 77.73per cent to $2 billion, with a significant proportion (99.91per cent) of trades consummated within the N360-N369/
USD band, while others traded within N340-N359/Dollar bracket. However, the foreign reserves declined further, by $193.23 million to $45.23 billion as at September 13, despite absence of the CBN’s conventional weekly interventions in the foreign exchange market. The overnight lending rate surged 858 basis points to 12 per cent last week, as system liquidity contracted, in comparison to the previous week. In addition to outflows for the retail foreign exchange auction, the CBN conducted Open Market Operation (OMO) auctions in three out of five trading sessions, selling a total of N103.70 billion worth of bills. Inflows include N268.33 worth of OMO bills. However, analysts at Cordros Capital added that, “Activities in the treasury bills market were bearish as market players sold off aggressively on the back of (1) a hike in the rate of the longest tenored bill (324DTM) on offer at the OMO auction to 13.20per cent (from 12.50per cent previously), (2) a 45bps uptick in the stop rate of the 364DTM at the primary auction, and (3) anticipation of further rate hikes at the OMO auctions.
“As a result, yields rose 208bps on average, w/w, to close at 14.43 per cent Sell pressure was spread across the curve (short: +281 bps; mid:146 bps; long: 144 bps), amid selloffs of the 13DTM (+761 bps), 111DTM (+201 bps), and 307DTM (+179 bps) bills, respectively. “At last’s week’s NTB auction, the CBN fully allotted N136.31 billion worth of bills – N6.22 billion of the 91-day, NGN4.00 billion of the 182-day, and N126.09.00 billion of the 364-day – at respective stop rates of 11.00per cent (same as previous auction%), 12.30% (same as previous auction), and 13.50per cent (previously 13.05%). Demand was stronger compared to the previous auction, with total bid-cover of 1.57x vs. 1.00x previously.” They expressed that yields on Treasury bills are to rise this week, on the back of the expected squeeze on liquidity as discussed above. “At the NTB auction scheduled for next week, the CBN will offer N182.14 billion – N5.40 billion of the 91-day, NGN8.39 billion of the 182-day, and N168.36 billion of the 364-day – worth of bills to the market,” they added.

Adeosun’s legacies as finance minister News Analysis
Mathew Dadiya, Abuja The resignation of Adeosun came as a surprise to the Buhari’s administration considering her wealth of experience and prudency in the way she managed the Nigerian economy. On Friday September 15, 2018 unknown to the Finance Ministers of the ECOEWAS subregion that Adeosun was going to resign from her position as minister of the federal republic of Nigeria, she was elected at the just concluded West African Monetary Zone conference hosted by Nigeria. The immediate past minister of finance, Mrs Kemi Adeosun, was supposed to speak at the IMF/World Bank Conference coming up in Indonesia in October 2018. Though, Adeosun has resigned, but her policies and legacies will stand the test of Time. While serving in the past three years, has succeeded in developing and implementing numerous fiscal policies that curtail wastages in governance, reducing fiscal leakages and boosting government’s non-oil revenue. Adeosun assumed office in November, 2015 and played a leading role in setting up the Presidential Initiative on Continuous Audit (PICA), which oversees the utilisation of public funds under the present administration. She also introduced the Efficiency Unit, which succeeded in bringing down overhead costs in many Federal Government’s Ministries Department and Agencies (MDAs). Implementation of the Treasury Single Account, which was conceived by the previous administration, but implemented by the present, had made it easier to effectively track government’s revenues. As part of effort to recover stolen funds and assets, Adeosun introduced the Whistle-blower Policy launched in
December, 2016 to encourage public participation in the fight against corruption. Under the Whistle-blower Policy, the Federal Government has recovered N7.8 billion, 378 million dollars and 27,800 Pounds Sterling. In May 2018, the government paid about N439.27 million to 14 whistleblowers who gave specific tips on tax evasion. In June 29, 2017, the Federal Government launched the Voluntary Assets and Income Declaration Scheme (VAIDS) to improve tax compliance in the country; through which, tax payers were offered a window of opportunity to regularise their tax status relating to previous tax periods, without incurring penalties. The robust implementation of VAIDS has seen an increase in the number of tax payers from 13 million before the assumption of Office by the incumbent Administration to 14 million in 2016 and 19.3 million in 2018. It is instructive to note that some local and foreign companies are now disposed to the VAIDS initiative, and have started to regularise their tax status. Mrs Adeosun also succeeded in clearing some of the pension liabilities it inherited from the previous administration. N41.5 billion was released by the Federal Ministry of Finance to pay off outstanding pensions arrears of 2014, 2015 and 2016, while N12.5 billion was paid out to clear pension claims for up to March, 2017, bringing the total payment of outstanding pension arrears by the current administration to over N54 billion; an unprecedented feat, which has been commended by the various workers’ unions. Another milestone of the Mrs Kemi Adeosun was the establishment of the N396.5 billion Development Bank of Nigeria (DBN) was part of Adeosun’s achievements. The DBN has a N5 billion line of credit to be accessed by MSMEs through its partner institutions.
Emirates airline airlifts over 4.3m passengers in 14 years Chukwuemeke Iwelunmo Over 4.3m passengers have been airlifted by Emirates airline since 2004 till date and just as it returns to Abuja route with Boeing 777-300 classic, . The airline also hinted on plans to interline with domestic carriers in order to help distribute its passengers seamlessly. He disclosed further that the B777-300ER is a three class cabin with 310 seats in Economy Class, 42

2019: APC coasting to victory in Edo North, Nigeria, says Sen Alimikhena Stories by Patrick Okohue The Senate Deputy Whip, Senator Francis Alimikhena has expressed confidence that the coast is clear for the All Progressives Congress (APC) and the party is coasting to victory in the 2019 general election. He said the defeat that awaits the Peoples Democratic Party (PDP) in the election will be more shocking than the 2015 era as Nigerians are now more enlightened and exposed to political values than mere gimmick that was the hallmark of the previous dispensation. Senator Alimikhena who represents Edo North Senatorial District in the National Assembly spoke when he picked and submitted his expression of interest and 2nd term nomination form at the APC headquarters in Abuja, noted that he is not distracted by the activities of the opposition party in discrediting his well established reputation in Edo North. Hon (Dr.) Patrick Oziokoja Asadu: A legislator per excellence Edafe Obaroighoror Hon (Dr.) Patrick Oziokoja Asadu is a man of great accomplishments and integrity who is very passionate about the need to satisfy the yearnings and aspirations of the less privileged in the society. The compassionate patriot, who is always out to alleviate the suffering of the down-trodden, was born in Ovoko community on August 23, 1964 to the family of Pa David Eze nwa Asadu and Mrs. Mary Oriefi Asadu (nee Eze Okwechi) both of blessed memory. Asadu, who hails from Igbo-Eze South Local Government Area of Enugu State, attended Central and Community primary schools in his hometown. Showing early but outstanding traces of academic brilliance, the young Patrick graduated with a Distinction in the First School Leaving Certificate in 1977. Without doubt, this was an academic feat at the time and only highlighted Asadu’s imminent greatness as predicted by his uncle and a foremost traditional title holder in Ovoko, the late Ozioko Obetta nwa Okwor in whose house Patrick was born. He, indeed, named the baby boy Oziokoja, meaning Ozioko Junior. History is replete with men of outstanding personage like Asadu who, in spite of their humble beginnings and circumstances of birth, rose to the pinnacle of their chosen careers. The young Asadu was admitted into the famous Zixton High School, Ozubulu in the present Anambra State from where he transferred his studies to Boys Secondary School, Ovoko in the same year. Despite being part of the foundation students in this rather newly-established rural secondary school, with little to no facilities at all, Oziokoja Asadu left five years after with yet another Distinction Certificate after his WASC examinations. Simultaneously, he gained admission to the Medical School of the University of Nigeria. All these jaw-dropping performances were achieved despite missing large chunks of school days due to financial constraints that threatened his education at certain periods. At others, he missed classes so as assist his peasant parents eke out livings from all forms of odd and menial jobs while other luckier students were in school. Patrick Oziokoja Asadu’s journey through the Medical School of the University of Nigeria is a sure testimony to the triumph of determination over adversities. Till this day, Patrick Asadu remains grateful and indebted to a few publicspirited individuals who helped financially or in other ways to see him through school. And to the glory of God, Oziokoja graduated as one of the stars of his 1988 Class of the Medical College. Evidently not one to succumb to life’s daunting challenges, he carried on his stellar and divinelypropelled successes to his chain of Clinics that spanned Anambra, Enugu and Kogi states onto a public service and a political life of distinction. Appointed into the Executive Council of Enugu State as Commissioner for Lands in the year 2000 by a senior colleague in the Medical School and then Governor of Enugu State, Dr. Chimaroke Nnamani, Hon Patrick has not looked back ever since.
Asadu
As presciently predicted by his long departed big uncle, Ozioko Obetta nwa Okwor, Dr. Pat Asadu’s life journey has been all about successes and landmark achievements in private life, public service and politics anchored on total faith in God. As the Commissioner for Lands and Housing, he developed both the Ebeano and Golf Course Housing Estates in Enugu and opened up several other previously unknown layouts into sprawling estates. Thanks to his excellence in the ministry, he was later deployed to several other key ministries and also served as a Caretaker Chairman of his IgboEze South Local Government Area when the need arose. The proof of his loyalty and efficiency was such that Governor Nnamani retained his services for the entirety of the life of that Government that elapsed in 2007. Ozokioja was subsequently elected into the Federal House of Representatives in 2007 and also nominated into the ECOWAS Parliament same year. Hon. Dr. Patrick Oziokoja Asadu served for two terms of 4- years each as First Rapporteur of the ECOWAS Parliamentary Committee on Human Rights and Child Protection. His training as a Medical Doctor and his avid and continuous post graduate studies in Public Health in the University of Nigeria, his exposure to the problems of the poor, the needy and the vulnerable across the whole of West Africa combined with his experiences early in life of schooling under excruciating poverty, may have informed Hon.
Dr Asadu’s attachment to issues of poverty and poverty alleviation and standing up for the weak and the vulnerable at all times. He sponsored many key bills and motions in the House with a distinction of having never had any of his individual bills or motions ever defeated or rejected. Hon. Dr Asadu has grown to become a much respected voice in the Nigeria’s Parliamentary Democracy. In the field of education, learning and research alone, Dr. Pat Asadu sponsored the Bill for an Act to amend the University of Nigeria Nsukka Establishment Act to bring it to the international best standards. Also, the Bill for an Act to Establish the Federal University of Vocational Technical Education and Technology Enugu from the present I.M.T and Bill for an Act to establish the Forensic DNA Database in Nigeria. Another Bill for an Act to Establish the National Council of Radiology and Radiation Medicine and Bill for an Act to Establish the Federal College of Dental Technology as well Therapy Act which was recently signed into Law by President Muhammadu Buhari. Apart from so many other bills in other areas, Hon (Dr.) Asadu also sponsored such key motions as the Motion on the Urgent need to investigate the non-implementation of the 2015 Capital budget by the Executive which eventually made the executive to execute that budget from near zero level of implementation at the date of the
motion to about the highest percentage of capital budget implementation under the President Muhammadu Buhari administration so far. His Community, Constituency and Philanthropic and infrastructural achievements include but are not limited to widowhood support for poor widows in his Constituency and beyond, as well providing for all the most elderly men and women in all the almost 2000 villages of his constituency. He is sponsoring football tournaments for all 36 wards in his constituency, and providing completely free medical and surgical services at regular intervals to all those in need of treatment in his constituency from 2007 to date; sponsoring regular training and empowerment of his constituents with completely free grants as startup capitals after each training and/or the provision of necessary tools like sewing machines, hair barbing and salon equipment, provision of food items and basic household goods to thousands of his constituents. Dr. Patrick Ozokioja Asadu, a practising Christian, a man of impeccable integrity, a foremost lawmaker, a compelling promoter of education, a tireless servant of his people, and above all, an exemplary personality who is more interested to save more souls than win votes has many awards given to him from recogined professional organisations and different groups. He is happily married and has a wonderful family.

Need to sustain continuity for accelerated development of Osun Jide Oke It is interesting to note that Alhaji Adegboyega Oyetola of the All Progressives Congress (APC) is the only candidate in the forthcoming September 22 governorship election in Osun State that is committed to continue with the laudable legacy of Governor Rauf Aregbesola. The fact remains that none of the candidates of all the contesting political parties have been able to convincingly fault the projects and programme embarked upon by the Aregbesola-led administration in the now close to eight years in office. Aregbesola came along with his Chief of Staff, Adegboyega Oyetola, with the mind to work and transform Osun State from a sleepy state to a state in haste to get all round development. Therefore, in his determination to press home his Six-Point integral Action Plan to Banish Hunger, Banish Poverty, Banish unemployment, Restore Healthy Living, Promote Functional Education and Enhance Communal Peace and Progress, Aregbesola formed a formidable team that has Oyetola as the engine room of governance. This pact with the people of Osun State informed his announcement of an unusual government by Aregbesola on the eve of his inauguration. When he told the people that he wanted to run an unusual government, a government totally committed to unlock the latent potentials in the people of Osun, many people didn’t really know what his desires were, but when events started unfolding, even his critics could but praise his courage for steadily embarking on projects and programmes that touch every homes in the state. For example, when he said he would employ 20,000 qualified youths within his first hundred days in office, I don’t think, his party knew that such was possible especially in a state with meager resources. But when the recruitment took off and within the twinkle of eyes, 20,000 youths got recruited into the Osun Youth Empowerment Scheme, trained and deployed to various departments where their services were required, people were surprised at what looked like a magic, but it was not magic but a reality. The Aregbesola administration has since sustained the scheme that has benefitted all households in Osun and it is worth mentioning that today, apart from being acclaimed worldwide, the Federal Government has adopted it all in an attempt to banish unemployment. In his determination to provide
functional education, Aregbesola convened an education summit under the chairmanship of Prof. Wole Soyinka, and the outcome of the summit brought complete transformation to the education sector in Osun State. Among the products of the summit was the reclassification of schools to Basic, Middle and High schools, while pupils in Basic schools across the state enjoys free meals everyday, students in High schools were relieved of heavy load of books through the introduction of tablets of knowledge know as (Opon imo). It is again worthy to note that the school free feeding programme that provide nourishment to the pupils has not only been adopted by the Federal Government of Nigeria but has attracted Laurels to the initiator worldwide. The summit also called for a conducive learning environment that informed the building of worldclass-schools that accommodates the chunk of students across the state while existing ones were renovated. To bridge the gap between the rich and the poor thereby restoring confidence in the less privileged pupils, Aregbesola distributed school uniforms to all students in Basic, Middle, and High schools in the state free of charge. In his determination to restore healthy living, the Aregbesola-led administration employed hands along with some O’YES cadet to clean all urban cities across the state and also bought waste disposal trucks that are deployed to dispose waste across the state. But for the O’Ambulance programme of Aregbesola’s administration many lives would have been lost due to lack of standby vehicles to carry accident victims to hospitals. Immediately there is accident anywhere in the state all that is required is to call the operatives of the health facility and the accident victim gets attended to free of charge. Besides, all the health institutions are equipped with human and material resources required for optimal performance, while some categories of patients receive free medical treatment, those categories that are not free are heavily subsidised. Before Aregbesola became the governor of Osun State, flooding was the order of the day in some urban cities such as Osogbo, Ilesa, Ile-Ife, Ikire to mention but few, but with the dredging of water ways in the affected areas across the state, flooding that used to lead to loss of lives and properties have become a thing of the past in the state. Osun State did not emerge as the most peaceful state in Nigeria if not because of measures put in place by the Aregbesola’s administration. He
equipped the police in his domain by providing working tools such as police patrol vans of varying capacity and other incentive that ease their performance. In the area of economy, before Aregbesola came to the saddle of governance in the state, Osun used to be referred to as Civil Service state, Commerce was at its lowest ebb. Aregbesola introduced the standard weight measure to curb cheating and measure up with world standard. Aregbesola planned to make Osun the hub of Commerce in Southwest with establishment of Ayegbaju market, Dagbolu farm produce market, expansion Orisunbare market among others. He ensured that there were road networks in the state. He had boasted when he came to power that he would transform Osogbo, the state capital, from glorified local government status to a state capital. While Osogbo is for all, the indigenes of Osogbo will ever remained grateful to Aregbesola for the total transformation of the town under his urban renewal programme. He changed the den of criminals along the railway line in Osogbo to the magnificent Mandela Freedom Park that is generating revenue into the covers of government today. The Osogbo East bye-pass that has drastically reduced traffic gridlock in the state capital is nearing completion while paucity of fund did not discourage him from embarking on Osun airport that has been securely handed over to a company that would complete it under mutual understanding. In its attempt to make Osun State the food basket of Nigeria,
the Aregbesola-led administration embarked upon all encompassing programmes and projects that include O’Bee, O’Ram, O’Reap, all these are consolidated by the World Bank-assisted Osun State Rural Access and Mobility Project (RAMP). On Social Services, since Aregbesola became governor of Osun State, citizens of the state that reside in Lagos, Ibadan and environment have had to enjoy free train services provided by Aregbesola’s administration during major religious festivals of Christmas, Eid-el-fitri, Easter, and Eid-el-kabir celebrations. The Agba Osun allowance is a monthly stipend enjoyed by the aged in the state while the less privileged especially the physically challenged individuals also get assistance from government. It was Aregbesola government that beside paying salaries to workers and emoluments of pensioners promptly introduced thirteenth month salary to the earnings of his workers until the global recession that shook the entire nation. The resuscitation of Calisthenics brought excitement not only to the pupils involved but the aged who have had to watch their children and wards perform what could ordinarily believed to be an exclusive prerogative of foreigners. Aregbesola in one of his statements said: “The credo of our administration is the Action Group credo: Freedom for all, life more abundant. “For as long as we live and have the opportunity of leading our
people, we are going to ensure that their tomorrow would be more better than there today, that is the promise we have made. “The promise is, we would continue to do those things that would make life interesting, enjoyable, and stimulating to our people”. These statement of Aregbesola informed the reason why Alhaji Gboyega Oyetola should be allowed to continue with the good works Aregbesola has started. Oyetola was the engine room of Aregbesola administration, in actual fact, there is no programme embarked upon by the Aregbesola’s administration that is alien to him. During his electioneering campaign across the state, Oyetola restated his commitment not to only continue with the legacy of Aregbesola but improve upon it. His aspiration was buttressed by the call on electorate of Osun to vote for Oyetola by the Vice President Yemi Osinbajo, the governors of Kano - Abdullah Ganduje; Ondo - Arakunrin Akeredolu; Ogun Ibikunle Amosun; Oyo - Abiola Ajimobi and Ekiti governorelect - Kayode Fayemi and other chieftains of the All Progressives Congress during the flag off of his electioneering campaign. One good turn, they used to say, deserves another. For the continuity of the above mentioned programmes and many space cannot permit, the good people of Osun State should be wise and vote for Alhaji Adegboyega Oyetola come September 22, to take over the mantle of leadership of Osun come November, 27, 2018 insha Allah.

Croatia beat US to set up Davis Cup final with France
Croatia will meet France in the Davis Cup final after defeating the United States 3-2 as Borna Coric triumphed in the decisive match in Zadar on Sunday. Coric defeated Davis Cup debutant Frances Tiafoe 6-7 (0/7), 6-1, 6-7 (11/13), 6-1, 6-3 to end a thrilling fightback by the Americans over the weekend. Croatia will play in their third final in November, after winning the 2005 title and
losing in 2016 to Argentina. Croatia have now beaten the US in all five of their Davis Cup meetings. They also faced France in the final of this summer’s football World Cup, with Les Bleus winning 4-2. Coric’s victory followed Sam Querrey’s surprise win over world number six Marin Cilic 6-7 (2/7), 7-6 (7/6), 6-3, 6-4 in Sunday’s first match which hauled the visitors level at 2-2.

Delta wins 4th National Youth Games, makes history As a mark of superiority, Team Delta on Sunday made history, winning the 4th National Youth Games in Ilorin to make it four wins out of four editions of the competition. They won the multi-sports youth development Games for the third time in 2017, after garnering 61 medals, made up of 22 gold, 16 silver and 23 bronze. The News Agency of Nigeria (NAN) reports that Team Delta emerged winners of the 4th edition, and building on last year’s collections. The state finished with a total of 67 medals, made up of 27 gold, 24 silver and 16 bronze, to win the 2018 Games. Lagos, which did not participate in the second and third editions returned in a big way, emerging
second after securing a total of 60 medals — 23 gold, 15 silver and 22 bronze. Team Bayelsa and Ogun were joint third, winning 34 medals — 11 gold, 7 silver and 16 bronze each. Akwa-Ibom and Abia came fourth and fifth in that order. Hosts Kwara had a decline in their performance, finishing ninth, with five gold, nine silver and four bronze medals. They came fourth in the 2017 edition. Twenty-nine states recorded medals, with Team Adamawa coming last among the states with medals, as they got only one bronze. Alashade, said that the Ministry was achieving its objective of using the Games to discover young athletes. The National Youth Games was introduced in 2013, as a youth development initiative when the National Sports Festival was opened. It was designed to hold annually, but that was only achieved three years after the first edition. The 17-years age bar was reduced to 15 after the third edition in 2017, to ensure that the youth development target was sustained. The fifth edition in 2019 will also hold at the University of Ilorin, as the Better by Far University has a five-year hosting right for the Games starting from the 2018 edition.
