Minister of Finance, Zainab Shamsuna Ahmed, at the official launch of the project by the Vice President, Prof. Yemi Osinbajo, on Thursday, at the Presidential Villa in Abuja, said there was no doubt that the project would transform economic landscape of the country. According to the minister, the project will be implemented with a total loan package of US$1.1 billion majorly from the Brazilian government which will be disbursed in four tranches over a period of two years. She maintained that nothing will deter President Muhammadu Buhari from continuing with the diversification drive that is already yielding positive results within three years, especially through the agricultural sector. Ahmed also commended the Vice President’s commitment towards securing the loan from Brazil following his personally held meetings with Team of Experts from Brazil and his strong support for the project which has made the launching of it a reality including the resilience demonstrated by the Minister of Agriculture and Rural Development, Chief Audu Ogbe, who had personally led Nigerian delegations to Brazil to
initiate and develop the project with the Brazilian ’think tank’ and relevant stakeholders. According to her, the ‘Green imperative’ was designed to promote agricultural mechanisation, create employment opportunities for the energetic youth and help achieve food selfsufficiency and added that more details about the project will be explained by the Minister of Agriculture and Rural Development. The minister said: “l have no doubt that this project will help to ensure food self - sufficiency, create more employment opportunities for our teeming population and also help transform the economic landscape of Nigeria. “It is pertinent to state here that greater percentage of the loan will be provided in kind through the supply of agricultural machineries and implements in form of Completely Knocked Down (CKD) parts. “This arrangement is expected to reduce fiduciary risks and create more employment opportunities for our teeming youth and those that will be involved in assembling the machineries and implements. “Another important benefit of the project is that its implementation will be purely private sector led in all its operations including the assembling of the machineries/ implements, operation of the service centres
and the agro-processing centres. “The project will be implemented in all the 774 Local Government Areas of the country in phases. Let me use this opportunity to sensitize the Nigerian private sector, youth and women to get ready for business. The selection of the participants in this project will be done on merit as our concern is nothing but the success of the project. We will ensure that participation is devoid of politics and any form of nepotism.” The Minister also commended the Brazilian government’s support and commitment to the project. “Let me at this point thank the Government and people of Brazil for their support and commitment to this project. Nigeria and Brazil have similar climatic and soil conditions that make Brazilian agricultural implements easily adaptable in Nigeria. I understand that a tractor manufactured in Brazil in 1946 is still in use till today. “This is the kind of technology that we will need in this country. I do hope such rugged tractors are what you will deploy for this project. I will like to express my appreciation to other partners like the Deutche Bank and Islamic Corporation for the Insurance of Investment and Export Credit (ICIEC) for their support in this project”, she said.
Nigeria to attract N2trn yearly as NEC approves livestock plan Mathew Dadiya, Abuja The Federal Government has disclosed that it will earn a whopping N2 trillion annually from National Livestock Transformation Plan (NLTP) approved on Thursday by the National Economic Council (NEC). According to the council, the NLTP would also curtail the recurring crisis between farmers and herders in the country.
Speaking to State House Correspondents, on Thursday, at the end of the meeting, Kebbi State Governor, Atiku Bagudu, said the development plan would attracts N2 trillion into the country’s livestock sector annually. The approval was contained in a memo presented by the Minister of Agriculture, Audu Ogbeh, during the NEC, presided over by Vice President, Yemi Osinbajo,
at the Presidential Villa, Abuja. Bagudu said the council approved the plan in recognition of the importance of livestock, as an economic activity. The prolonged brouhaha over the new National Minimum Wage is far from conclusion as the National Economic Council (NEC) failed to come up with a final decision as to the exact amount that will be paid. Speaking to State House correspondents on Thursday at the end of the meeting, in Abuja, the Minister of Labour and Productivity, Chris Ngige, disclosed that NEC resolved to take consultation on the new N30,000 minimum wage being demanded by the organised labour to the Council of State. This is even as governors have insisted that payment of the new minimum wage will not be possible without a review of the present revenue-sharing formula in the country. A source at the NEC meeting said that the governors’ stance prompted the NEC to decide to take the governors’ request to the Council of State scheduled for next week Tuesday. “We are making progress. We will be meeting with the Council of States. The Advisory Committee is looking into the revenue sharing formula,” the source said.
Ngige said: “Well, there is no outcome as such; it’s work in progress. The Information Minister told you the other day after the Federal Executive Council meeting that we are taking our deliberations to the National Economic Council and then we close up on the 22nd at the National Council of State. After that, we will be able to say where we are going. “Figures, the frequency of review, those that have the exemption and everything about the bill will be dealt with so that people will know. Because by then, we will be ready to transmit it to the National Assembly in consonance with our agreement with labour that we will transmit the new bill on or before the 23rd of January.” On governors insistence that N30,000 minimum wage was beyond what they can pay, the minister said: “Well, it’s not a question that the governors are saying that they can’t pay N30,000; discussions are still ongoing and will terminate on January 22 when we meet with the National Council of State.” Asked if the governors are shifting ground, Ngige said: “Governors are part of Nigeria and they are part of the government‘s public sector,
so don’t disengage them or disarticulate them from the Federal Government, the public is the Federal Government and the state government and even the local government.” The emergency Federal Executive Council (FEC) meeting presided over by President Muhammadu Buhari on Tuesday had resolved to take the issue to NEC for further deliberations; but could not come up with a resolution. The Daily Times recalls that week Tuesday, Federal Government agreed with organised labour to forward the executive bill on new minimum wage on or before January 23 to the National Assembly to avert the planned strike by labour. Labour had threatened to shut down the economy on January 28, and even vote against any candidates in the forthcoming elections that refuses to implement the new minimum wage of N30,000. While the Federal Government had proposed N24,000 as the new minimum wage, the governors insisted on N22,500 but labour is also adamant on N30,000 which was agreed upon during the Minimum Wage Tripartite Committee meeting whose report was submitted to

General Officer Commanding (GOC), 82 Division, Nigerian Army, Major-General Abubakar Maikobi, gave the explanation in Umuahia when he visited Abia State Governor, Dr. Okezie Ikpeazu. livestock asset by size, locations, water and insecurity. “The approach is to invest in the livestock sector to provide ranches, mitigating the escalating crisis between pastoralists and farmers. “The strategy would be supported by the development of an implementation plan which Mr. President had already approved, that provides a guiding framework to states for implementing NLTP which will be implemented in phases.” On the federation’s account, the governor said that the Minister of Finance, Mrs. Zainab Ahmed, informed the NEC that the balance of funds in the accounts as at December 31, 2018 is: Excess Crude Account stood at $497,626 million; Stabilization Account N29,672,829.47 billion while the Natural Resources Development Fund stood at N135,476,046,912.57.

Emmanuel, Ekere shun BBC governorship debate Isaac Job, Uyo The governorship candidates of the Peoples Democratic Party (PDP), Governor Udom Emmanuel and the All Progressives Congress (APC), Obong Nsima Ekere, in Akwa Ibom State on Thursday, were absent in a live audience participation platform organised by the British Broadcasting Corporation(BBC). Tagged, ‘Governorship debate with BBC News Pidgin’, the exercise took place at the permanent site of the University of Uyo (UNIUYO). However, four out of the six governorship candidates invited to the programme attended. There were Iboro Otu of the Abundant Nigeria Renewal Party (ANRP), the Peoples Progressive Party, Ekong Eyo, the Young Democratic Party (YDP), Ezekiel Nya Etok and the Young People Party (YPP), Nature Udoh. Governor Udom Emmanuel through a statement from the Commissioner for Information and Strategy, Mr. Charles Udoh, said he could not attend the debate due to an official engagement outside the state. Police nab man for alleged stealing of female pant for ritual in Anambra As fraudster bags 12 months jail term over love scam
Nkiru Nwagbo, Awka and Andrew Orolua, Abuja Anambra State Police Command has arrested and paraded a 19-year-old man for allegedly stealing of a female pant for ritual purpose. The suspect, Mr. Chinonye Okorie from Ogbaru in Mbaitolu Local Government Area of Imo State was arrested on the 11th January 2019 by police detectives attached to Central Police Station (CPS) Onitsha. According to the Command’s Public Relations Officer, SP Haruna Mohammed, the “suspect stole a female pant washed and spread on a rope at No. 21 Umuna Street Odoakpu, Onitsha in Anambra State with intent to sale for it to yet to be identified persons at the rate of Eighty thousand Naira (#80,000) for alleged ritual purpose. “Meanwhile, the pant was recovered from the suspect as exhibit and effort is being intensified to apprehend other fleeing accomplices in order to bring
them to Justice. “The Command implores the general public to be vigilant and report to the nearest Police Station any suspicious person or persons roaming around their vicinity for prompt action in order to avert this new trend of crime in the society”, he added. Meanwhile, the Federal High Court sitting in Benin City, Edo State, on Wednesday, convicted one Onovo Osita Malachy and sentenced him to 12 months imprison for obtaining the sum of $140,000 Dollars from a foreigner by false pretence. The Economic and Financial Crimes Commission (EFCC), Benin Zonal Office had arraigned the convict on a one-count charge bordering on obtaining by false pretence before Justice A. A. Demi-Ajayi. He was said to have fraudulently obtained the sum of $140,000 (One Hundred and Forty Thousand Dollars) from a foreigner through a love scam. Upon arraignment, the defendant pleaded “guilty” to the charge.
The charge reads: “That you Onovo Osita Malachy on or about 4th day of July 2017 in Benin Edo State within the jurisdiction of this honourable court, did by means of fraudulent trick to wit: love scam on a dating site obtained the sum of $140,000 only from Helen Wang and thereby committed an offence punishable under Section 421 of the Criminal Code Act CAP C38 Laws of the Federation of Nigeria, 2004.” Based on his plea, the prosecuting counsel, Larry Aso Peters, prayed the court to convict and sentence the defendant accordingly. The defence counsel, I. U. Uchechukwu pleaded with the court to temper justice with mercy as the defendant “has become remorseful”. Justice Demi-Ajayi sentenced the defendant to 12 months imprisonment and ordered that all assets traced to him including an uncompleted building and a Toyota Camry 2007 model be forfeited to the Federal Government of Nigeria.

As part of its sensitisation efforts to enlighten the public against vote buying and inducements, the Kaduna Zonal Office of the Economic and Financial Crimes Commission, EFCC, held a rally at the Murtala Square Kaduna on January 17, 2019. The rally which began with a road walk from the venue of the event enroute Ali Akilu Road as early as 8.30am, was organised by the EFCC in collaboration with Grassroots Corruption Fighters, Independent National Electoral Commission (INEC) and the National Orientation Agency (NOA). Several messages displayed at the rally include “My Vote is Not for Sale”, “Kuri ata yan ci na”, “Kuri ata ba sayarwa ba ce”, “Don’t Sell Your Vote”, among others. According to the acting Chairman of EFCC, Ibrahim Magu, the issue of vote-buying
had become a serious issue, especially as it relates to money laundering activities. Speaking through Osita Nwajah, Director, EFCC’s Public Affairs, Magu urged the electorate not to sell their votes, stressing that “your vote is your right, and your Permanent Voters Card, PVC, is your future”. In his address, Director General, National Orientaion Agency (NOA), Dr. Garba Abari, who was represented by Rhoda Rajah, encouraged the electorate not to be induced by politicians and not to sell their votes. “Selling your vote has negative consequences, which includes poor service delivery and mortgaging the future of our children”, he said. In his remark, the national coordinator, Grassroots Corruption Fighters, Mubarak Umar, cautioned the electorate not to be induced by selfish politicians.
NEMSA commissions surveillance equipment to monitor meter testing stations The Nigerian Electricity Management Services Agency (NEMSA), on Thursday, commissioned a Security Surveillance Equipment to monitor real time online 24 hours operations in its national meter testing stations. The agency also presented its maiden Conditions of Service to improve the operations of the agency in the discharge of its statutory role in electrical testing and inspection at the nation’s power sector. The News Agency of Nigeria (NAN) reports that one of NEMSA’s core responsibilities is the testing and confirmation of the functionality of meters proposed to be installed in the premises of consumers. The Managing Director of NEMSA, Mr Peter Ewesor said the surveillance equipment stationed at NEMSA’s headquarters was designed to monitor activities of its meter testing stations located in Lagos, Kaduna and Port Harcourt. Ewesor, however, did not give the monetary cost of the equipment, but said that the surveillance system had inbuilt data storage, recording memory and provides multiple operational functions. He said the equipment also had an inbuilt mechanism of real time tracking of activities of the meter stations, a live viewing mechanism, video playback, download, alarm viewing and query logs for future retrieval of data and use. The managing director also assured that the equipment would enhance the performance of national meter test stations and generate proper security management of the facilities. NAN reports that the equipment would in the future be linked to NEMSA’s other meter testing stations in Benin, Kano, Enugu and the chemical
and engineering laboratory in Lagos. According to Ewesor, the surveillance equipment will enhance improved security and efficient monitoring of its power infrastructure assets nationwide, beginning from the Abuja office. On presentation of conditions of service, he said it was a unique milestone in the fouryear history of the agency, adding that the conditions of service define the relationship between the agency and its staff in all areas. He said the conditions of service were designed to guarantee commitment, dedication, remuneration, training, retraining and enviable retirement benefits for its work force. Ewesor, who is also the Chief Electrical Inspector of the Federation, said the conditions of service were for the benefit of all in the agency and would be judiciously applied. The Minister of State, Power, Works and Housing, Alhaji Mustapha Shehuri said the success recorded by the management of the agency in its four years of existence was commendable. According to him, the surveillance equipment will enable NEMSA monitor online activities of its operations across the country. Shehuri said the presentation of new conditions of service by the agency was a reinforcement of President Muhammadu Buhari’s commitment on the welfare of workers. The minister expressed the belief that NEMSA would continue to deliver on its mandate, given the importance of the power sector to the economy. He also thanked the Office of the Head of Service of the Federation for giving approval for provision of the conditions of service for NEMSA.

House of Representatives Speaker, Yakubu Dogara on Thursday expressed fears that the loopholes in the 2010 Electoral Act might be exploited by unscrupulous persons to undermine the conduct of free, fair and credible general elections by the Independent National Electoral Commission (INEC). The Speaker declared that well - meaning Nigerians and the international community are worried about the possibility of undemocratic forces working to manipulate the forthcoming elections by exploiting the inherent loopholes in the current Electoral Act, unless proactive steps are taken by critical stakeholders to ensure the outcome of the polls are acceptable and credible. In a speech to mark the resumption of the House from the Christmas and New Year break, Dogara absolved the National Assembly of any blame in the event this scenario becomes a reality, saying that the National Assembly did its possible best to deepen the nation’s democratic process by providing mechanisms in the Electoral Act Amendment bill that would have guaranteed successful and rancour-free elections. He however, expressed regrets that thrice President Muhammadu Buhari declined assent to the amendment bill, asserting that the general elections will consequently not benefit from the innovative mechanisms crafted the legislature in collaboration with international and development partners.

Adewumi, representing Ekiti West constituency I, in the Assembly was elected on June 6, 2015 as number two man in the Assembly before being removed in 2017 by pro-Ayodele Fayose lawmakers for alleged disloyalty. When Governor Kayode Fayemi took over in October 16 2018, he was reinstated to his former position following suspension of the then Speaker, Hon. Kola Oluwawole, his Deputy, Sina Animasaun and 12 other Peoples Democratic Party (PDP) members . 2019: ‘INEC needs 10,603 support staff for elections’ Tunde Opalana, Abuja
Chairman of the Independent National Electoral Commission (INEC), Prof Mahmood Yakubu has declared that the Commission would require 10,603 staff to support the various collation and declaration processes of the 2019 elections. He also acknowledged that Nigerian universities have contributed immensely to pool of ad- hoc human resources during elections in the past. He said the Commission needs the support of the universities to source the requisite number of interested academic staff on the understanding that this is essentially a national service. He said this while meeting with Committee of Vice Chancellors of Nigerian universities in Abuja on Thursday. Yakubu appreciated the National Universities Commission for supporting the electoral processes, stressing that without the involvement of tertiary institutions, especially the Universities, the INEC will find it extremely difficult
to conduct credible elections. Speaking of the enormity of electioneering assignment, the chairman said “Collation of results will take place in 8,809 Registration Areas or Wards, 774 Local Government Areas and 36 States and the FCT. In addition, we require Returning Officers for the elections” He added that the Commission always appreciates the support of the Vice Chancellors and the collaboration with the universities often under strenuous circumstances, promising to continue to work together in collective effort to consolidate the country’s democracy. “At the polling unit level, the critical segment of election duty staff is drawn from products of our Universities and polytechnics involved in the mandatory National Youth Service Corps (NYSC) scheme. “For the various collation and declaration centres, the Commission draws the required Collation and Returning Officers from the academic staff of our Universities, including
the Vice Chancellors who serve as Returning Officers for Governorship elections and Collation Officers for the Presidential elections. “It has been a happy collaboration which has further enhanced the transparency and credibility of the elections in Nigeria as well as public confidence in the process. The Commission wishes to sustain and deepen this collaboration. “As in previous elections, we have requested each University for a specified number of academic staff as contained in my letter to the Vice Chancellors. Staff who are card carrying members or have participated in partisan politics should not be nominated. Similarly, those who may not be involved in partisan political activities but are known to have obvious political leanings should not be nominated”, he said.. Yakubu promised to that the Commission will carefully scrutinise the list which must be submitted confidentially in the manner prescribed by Commission in my letter to the Vice Chancellors.
Isaac Job, Uyo A youth political support group known as Ibom National Youth Support Network has threatened to withdraw its support for Governor Udom Emmanuel if he could not refund expenses it incurred during the 2015 governorship campaigns. The group also threatened to lead thousands of its members on a mass defection from the Peoples Democratic Party (PDP) to the All Progressives Congress (APC) if the governor fails to refund the sum of five million, three hundred and sixty thousand naira (N5,360,000.00). In a letter dated 12th September, 2017, signed by its Director Media/Publicity, Mfon Eyo Okon and addressed to Governor Udom Emmanuel, the group claimed that the governor has not redeemed other promises he made to it during the 2015 campaigns. The letter is titled ‘’Appeal for Assistance in the Refund of N5,360,000.00 (Five Million Three Hundred and Sixty Thousand Naira) Expended During the 2015 Governorship Election Campaign of Deacon Udom Emmanuel’. In the letter which was made available to our correspondent in Uyo yesterday, the INYSN said it spent the money on radio jingles, newspaper advertisements, printing of campaign materials, hiring of buses, mobilization/empowerment of youths across the state among others subheads.

CJN’s CCT trial: Matters arising

Those who prophesied that 2019 would be a very interesting year seem to have hit the bull’s eye with the news of the trial of the Chief Justice of Nigeria (CJN), Justice Walter Onnoghen before the Code of Conduct Tribunal. Going by the stature and strategic position of office of the CJN, this is no doubt big news any day. It was therefore not surprising that the media had been feasting on the news since it broke out few days ago. Even lawyers and political parties, especially the All Progressives Congress (APC) and the Peoples Democratic Party (PDP) have taken different positions on the matter. Ordinarily, this should not be surprising as the lawyers and the political parties represent different interests as far as the issue is concerned. Onnoghen who is from Cross River State is accused of false declaration of assets, but is been strongly supported by the governors of the south-south region dominated by the PDP. The Nigerian Bar Association (NBA) specifically issued a strong-worded statement that Onnoghen’s trial would not stand almost as soon as the news broke out. It premised its position on the fact that the CJN had not been previously investigated and indicted by the National Judicial Council (NJC) This is also the position of the PDP and a few other lawyers who have taken a stance on the development. They premised their position on the decision of the Court of Appeal in Lagos which said that NJC must first sanction a serving judge before arraignment in court. Although the court judgment which
was delivered against the Economic and Financial Crimes Commission (EFCC) has since been appealed by the anti-graft agency at the Supreme Court, no verdict has been reached on the matter. Justice Onnoghen’s case no doubt has generated so much interest with critics accusing the Buhari administration of trying to oust the 17th CJN out shortly before the presidential election to ensure the government faces no risk of unfavourable court decision in case the poll is disputed. Some, especially former Minister of Transport, Mr. Femi Fani-Kayode even took the matter to a curious level, accusing the EFCC of carrying out a raid on the CJN’s residence. Thankfully, Onnoghen has denied FaniKayode’s claim by issuing a disclaimer about the alleged EFCC raid through his media aide. FFK, we should not forget is facing corruption charges in court over alleged diversion of monies running into hundreds of millions of naira courtesy of this administration. Consequently, his position is not unexpected as he has always used every means to attack every move of the PMB administration as a way of taking his own pound of flesh. Ordinarily, one would not have showed concern were the former Minister speaking the truth instead of the hate speech intended or how could a lawyer and a man of FFK’s standing write in the media that president Buhari had surrounded the CJN’s house with his ‘dogs’ when there is no truth in the allegation? The former Minister has an ally in the spokesman of Afenifere, Mr. Yinka Odumakin who has been using his position for self-advantage by attacking the
Buhari administration on all fronts, thinking that we are still in the era of ”stealing is not corruption”. He must however be living in self-delusion as that era when corruption assumed a larger than life image and critics enjoyed unbridled government patronage is gone for good. Meanwhile, if Fani-Kayode was been true to type, how does one perceive the statement credited to the President of the NBA, Mr. Usoro Usoro, SAN? As the head of the nation’s body of lawyers, one would not have expected the NBA to keep mute over perceived injustice. However, it is rather shameful that the NBA president would portray the NBA shamelessly like a body in the mould of the National Union of Road Transport Workers (NURTW) going by his tirade against the government. At least some other eminent lawyers have spoken against the development, but the difference is that they spoke in a dignifying manner which is the hall mark of the legal profession. The impression Usoro has succeeded in creating is that he is trying to use the NBA to score a cheap political point against the government. No doubt this is understandable in view of the case instituted against him recently by the EFCC in respect of Akwa Ibom State finances. Even if this were not so, one would have expected him to separate himself from his office by presenting the position of the NBA in a glorified manner, not his combative stance. More so, the CJN had warned judges shortly after he came on board that the judiciary under him would not allow anything or anyone to soil its image.
He has even made other statements after to show that he was averse to any form of corruption under his watch and he has been well applauded for this. Therefore, that he is being made to face trial should not be seen in the negative by anybody who wants this country to move forward, especially since he is innocent until proven guilty. Fortunately, the same CJN accepted wrong doing in the declaration of his assets in his response on the matter. This no doubt is admission of guilt by the person involved, though this was before he was charged before a court of competent jurisdiction. For those whipping up all manner of sentiments, especially the timing of the exercise, it is rather strange that this is being thrown up now as if there is a particular period for such. What it therefore means is that all hands should be on deck to make sure this country gets it right once and for all, no matter whose ox is gored. The best way to achieve this is by ensuring that all stakeholders rally round the government to achieve desired results in the fight against this monster called corruption. In particular, we should remember that it is corruption that brought us to the level we find ourselves today, so any attempt to remedy the situation must be applauded. The good news is that the Buhari administration, has demonstrated that it has the political will and capacity to do that which is right at all times. This is a clear departure from the past and the tonic needed to energize Nigeria to reclaim its lost glory and should therefore be supported by all who truly love this country.
Managing perceptions of the 2019 elections

Perception – also known as optics- is a belief or opinion held by people on the basis of how things seem. Our perception of any event is our reality and our truth, which is why people say that perception is everything. The American essayist, poet and philosopher Henry David Thoreau put it even more graphically: “It is not what you look at that matters, it’s what you see.” Others’ perceptions of our intentions and actions frame the way they engage with us. Of course those perceptions may be completely at variance with our intentions. But our good intentions, however noble or altruistic, will count very little in the way people engage with us because the road to hell was after all initially paved with the best of intentions. As we approach the February 16 2016 presidential election, there are understandable anxieties in the air. There are fears of localized violence – before, during and after the election. How do we douse the tension? This invariably brings us to the question of managing perceptions. Let me mention that elections are bound to be contentious in our type of society because the stakes are simply too high. Not just that political power is the major means of wealth accumulation, there is the pervasive fear that the group that captures power will use it to privilege its in-group and by extension disadvantage the out-groups. There is also the fear that the victors will use state machinery to eviscerate their former contenders, victimize old foes (actual and imagined) and neutralize future rivals. In this sense, the struggle for state power is bound to be anarchic, and electoral outcomes are bound to be contentious. This is why our type of societies is often called ‘democratizing’ or ‘illiberal democracies’. Not only are such societies low-trust, critical institutions of state such as the electoral umpire, the security agencies and anti-corruption contraptions (such as the EFCC in Nigeria) whose officials are appointed by
the government, are essentially distrusted by the opposition – sometimes with good reasons, other times merely crying wolf. Until January 15 2018, there had been concerns in opposition camps on whether Buhari would extend the tenure of Idris Kpotun, (who turned 60 on that day) as the Inspector General of Police. Opposition groups never hid their suspicions of Kpotun’s partisanship and Senate President Dr Bukola Saraki once accused him of being the most partisan Inspector General of Police the country ever had. That might be an exaggeration but it was of course the way many opposition groups perceived him, which constituted their reality. As a public officer, (and not a political appointee), Kpotun was subject to Federal Public Service Rules 2009, which states in 020810 (ii) that “the compulsory retirement age for all grades in the Service shall be 60 years or 35 years of pensionable service whichever is earlier” and “no officer shall be allowed to remain in service after attaining the retirement age of 60 years or 35 years of pensionable service whichever is earlier.” If Buhari had extended the tenure of Kpotun, he would have followed the bad precedents set by both Obasanjo and Yar’Adua who respectively illegally extended the tenures of Sunday Ehindero and Mike Okiro: while Ehindero served until his 61st birthday in 2007, Okiro retired on 24 July, 2009, his 60th birthday (but after more than 35 years of service). I think Buhari did the right thing by not renewing the tenure of Kpotun. Being sensitive to public opinion is not the same as being cowed by public opinion. There is a fine line between the two: while leadership is, and ought not be a popularity contest, a leader should be sensitive to public opinion and know when public opinion embodies genuine fears or superior wisdom. While I am happy that Buhari showed some sensitivity to public opinion in not extending the tenure of Idris Kpotun, (now retired), I am rather disappointed
that he failed to utilize the opportunity of appointing a new Inspector General of Police to further demonstrate sensitivity to public concerns – this time the complaint from the Southern part of the country that the country’s security architecture is overwhelmingly dominated by people from the North. Let us be clear about one thing: ethnic politics may be an elite game, a mask over the intra class feud among the various ethnic factions and fractions of the same social class over access and distribution of critical national resources, but it has, over time, become ideological, a filter through which most Nigerians filter the reality around them. Every individual embodies a mosaic of identities, including ethnic identity. Anyone who tells you he/she is ethnic or religious blind or does not care about the ethnic/religious identities of those in power is telling bare-faced lies for, as Amartya Sen, the 1998 Nobel Prize winner in Economic sciences would tell us, identities that are perceived to be under threat are those most vociferously defended. Even the most patriotic Nigerian, once he/she feels that his ethnic or religious identity is under siege or being humiliated turns into an ethnic/ religious warrior. It is of course possible that the President had no ethnic, regional or economic considerations in his appointment of heads of the country’s security agencies. However as we noted above, people’s perceptions constitute their reality, and this reality, frames their modes of responses to situations. And for a President that needs votes from across the country, in less than one month’s time, I believe this ought to have been handled differently. Related to the handling of the now retired Idris Kpotun’s case are current controversies surrounding the arraignment of Justice Walter Onnoghen, the Chief Justice of Nigeria, before the Code of Conduct Tribunal. There had been suspicions and conspiracy
theories of why his appointment as Acting Chief Judge was never confirmed until Osinbajo became Acting President when Buhari was on medical treatment in the UK. There were also suspicions about the unusual efficiency with which the petition against him, by an NGO fronted by someone who is linked to the presidency, was acted upon. There were equally concerns about whether due process was followed in the arraignment. Amina Zakari’s case in INEC is similar. Opposition groups had raised issues from the time Buhari appointed her as Acting Chair Person of INEC – before the appointment was reversed. She was accused of being a relative of Buhari – an allegation she denies. As INEC’s head of operations and logistics, she was fingered by some opposition groups for what they called the ‘electoral coup’ during the recent Osun governorship election where they alleged that an election that produced a winner was reversed. She was subsequently redeployed to the department of health and welfare at INEC. It is therefore understandable that the same opposition groups will see her appointment as head of collation centre during the election as a red flag. I feel that being a relative of someone in power should not, on its own, be enough ground to demand that someone should step aside from certain appointments as that may set a dangerous precedent of people remotely related to political or party leaders being forced to quit their public offices. I believe it is possible to be objective without necessarily being neutral. The test is whether one’s political sympathy intrudes into one’s official work. In any case most public functionaries have their own political sympathies. However since controversy has dogged Amina Zakari since Buhari appointed her Acting Chair person of INEC, I believe that, for the sake of managing the perception of INEC, she should step aside from that position – whatever her role as head of election collation centre entails.

Editorial Commentary Onnoghen misery’s and the Nigerian dilemma

The first sign of chaos is the number of senior advocates of Nigeria who offered to take up the matter free of charge. Often, when you find that many senior lawyers falling over themselves to represent a client – usually a high-profile client – you can be sure that more than anything else, they’re in it for spite, drama and self-interest. Any claim of public interest must be taken with a healthy pinch of salt. Until over 130 top lawyers and senior advocates offered to represent the Chief Justice of Nigeria, Walter Onnoghen, at his trial for false declaration of assets this week, Senate President Bukola Saraki had the record for the largest contingent of senior lawyers in a court case. Saraki lined up over 90 lawyers, including senior advocates, for a case that a pair of law interns might have got him off the hook given the theatrics by the bench and the shambolic performance by the prosecution. In the end, the prosecution won the case for Saraki. This time, the drama exceeds anything we have seen in recent history. The Executive Director of Anti-Corruption and Research Based Data Initiative, Mr. Dennis Aghanya, petitioned the Code of Conduct Bureau, that the Chief Justice, a public officer, had not fully declared his assets, contrary to the provisions of the law. Public officers are supposed to declare their assets once every four years. The petitioner alleged that there is material difference between what Onnoghen declared in 2005 when he was sworn in as a justice of the Supreme Court and 2016 when he became Chief Justice. He alleged that Onnoghen appeared “to have suppressed or otherwise concealed the existence of multiple domiciliary accounts owned by him as well as the substantial cash balances in them”, which in five Standard Chartered Bank accounts totalled $164,804.83; €55,254.56; £108,352.02; and in two Union Bank accounts came to N49.3m. Onnoghen had allegedly declared only two of seven accounts in his first form. In a response attributed to him, Onnoghen allegedly said it was only in 2016, after he became Chief Justice that he realised that he had not updated his assets declaration form. But Onnoghen’s embarrassing and potentially consequential admission has been swept under the rug; it is no longer his problem. It is the problem of President Muhammadu Buhari, the hydra-headed monster who has crowned his multiple-dimensional election-rigging plan with yet another despicable plan to drag the Chief Justice, and indeed the entire judiciary, in the mud. It doesn’t end there. What better evidence of Buhari’s disdain for the rule of law is required than sidestepping the National Judicial Council (NJC) statutorily charged with dealing with such matters and railroading Onnoghen’s trial, at lightning speed, before the Code of Conduct Tribunal (CCT)? To put their ducks in a row, those who insist on the persecutory argument say there can be only two motives for it: 1) to crown Buhari’s Arewa-lisation of appointments by paving the way for Justice Ibrahim Tanko Muhammad, the next-in-line, and 2) to create a favourable judicial climate not just for the 2019 election, but specifically for the ruling party’s grim prospects in Zamfara and Rivers States. If you have to go back to the top of this article to find out how we got to this point, then that’s a measure of how the elite, particularly lawyers and politicians with vested interests, has led us adrift. The matter has been so badly muffled and the moral burden central to it so conveniently and maliciously blurred, twisted and damaged that it has been steered away from the doorstep of Onnoghen, the man at the heart of it all. It is distressing that Onnoghen, the essential symbol of judicial propriety and the moral conscience of the law, allowed the matter to get to this level. But no one is talking about that. If it is correct that he admitted not fully disclosing his assets as required by law, he should have spared the judiciary this embarrassment. He should have apologised and promptly stepped down. Whatever the plot of his “enemies”, he should have risen above the fray by taking the moral high ground. That is the right thing – and the surest safeguard of judicial independence and integrity, which ought to matter more to him than his political survival. There’s of course the new jurisprudence of technicalities and grandstanding – jurisprudence Nigeriana – which is fast gaining ground, and which, to be sure, is not without its basis
in law. I get it; how the shadow can sometimes not only be more important than the substance but can, in fact, become the substance. In jurisprudence Nigeriana, it’s politics uber alles; expediency trumps propriety. It’s been said that the petition should have gone to the NJC and processed through the backdoor channel of quasi-judicial immunity created by the scandalous judgment of the Court of Appeal in Nganjiwa vs FRN (2017). That’s the law. The process should have been followed, however disagreeable, and perhaps, too, the petition filed at a less combustible time. What’s the hurry about and who does not know that had the matter been referred to the NJC, the Chief Justice, who is the chairman of the panel, would have happily recused himself? That sounds sensible. But consider, for example, that less than 24 hours after the matter was referred to the CCT, Onnoghen ordered indefinite postponement of the 88th meeting of the NJC, which was due to commence on Monday? In whose interest was the meeting postponed and why now? In a judgment which Onnoghen delivered on July 12, 2013, (SC.279/2012) he ruled that the CCT had exclusive jurisdiction to handle all violations of the provisions of the Code of Conduct Bureau, which of course, would cover false declaration of assets – the matter over which he is now being tried. There are not a few legal authorities who argue that the NJC may be considered “an ordinary, regular court” and in the matter at hand, the unilateral decision of the Chief Justice to postpone its meeting exposes the Council’s vulnerability. Yet, South South governors have taken sides with Onnoghen as have leading PDP politicians and militants in the Niger Delta, who have threatened to resume blowing up pipelines if the Chief Justice’s trial were to continue. There are, of course, those that have a genuine concern about possible encroachment on the rule of law and executive highhandedness. There’s also merit in the criticisms of the government’s embarrassing foot-dragging on corruption allegations, especially those involving a few of its valuable, high profile friends. Abdulrasheed Maina and Babachir Lawal are just two shameful examples. However, at the height of the travail of the former Finance Minister, Kemi Adeosun, over claims that she forged her NYSC discharge certificate some of those egging on the Chief Justice today called for Adeosun’s removal on moral grounds, even though she had not been indicted. The evidence against Adeosun was so overwhelming, they argued, she had to go. Have the rules changed so fast and so soon? Whatever the motive or persuasion of Onnoghen’s supporters, I doubt if the honourable Chief Justice would consider this his finest moment. He is neither a politician nor a social mobiliser. He must feel extremely awkward and hard pressed to find himself warmly embraced by politicians of dubious stripes, with not a few offering him advice unbecoming of his office and others vowing to take up arms for his cause. In August, Kenya was in something of a similar situation. Deputy Chief Justice Philomena Mwilu was facing 13 counts of abuse of office, tax evasion and fraudulent recovery of loan securities. Even though Mwilu argued that her trial was the price she had to pay in a 4-3 ruling by the Supreme Court for the repeat of Kenya’s presidential election, she did not incite public sympathy to prevent the law from taking its course. Nor did she hide from prosecution under the byzantine technicalities of the law. In an eloquent address last year, in which he reminded judges and Kadis that corruption in the judiciary is not only bribe-taking, Onnoghen also said, “The prestige of the Judiciary is indeed essential in a system of government such as ours in which the judiciary functions independently. The behaviour of judges is, in the circumstance, closely scrutinised to guarantee continued confidence in the integrity of the courts.” It would be interesting to know, if in the opinion of his Lordship, his own role in the events of the last one week would guarantee continued confidence in the integrity of the courts and the judiciary as a whole. He cannot leave the answer to politicians, militants or the mob.

Out-of-school children and matters arising
N
igeria with the current figure of 13.2million out-of-school children occupies first position on the table of countries with the highest number of out-of-school children in the world. More worrisome is the fact that the figure instead of decreasing in the last few years is rather increasing. This statistics which represent approximately 20 per cent of the world’s population of such children is an alarming and ticking time bomb that will spell doom for the country if urgent steps are taken by relevant authorities to address the situation. We observe that governance in Nigeria has become a circle of family business where politicians secure the future of their children to the detriment of poor Nigerians. Also, inadequacy of funding, lack of teaching tools and modern classrooms, poor numerations and the acute shortage of qualified teachers are some of the factors leading to the fall in the standard of education in Nigeria. Recently, the Multiple Indication Cluster Survey report for 2016 (MICS 2016) revealed that out of the 11.5 million of out-of-school children in Nigeria, Northern states have the highest rate with an average of 69%. The latest data MICS 2016 showed that out of the 11.5 million out-of-school children in Nigeria, 7.5.million (69%) are from the Northern part of the country. North east has the largest number of out-ofschool children followed by the North West. With this number, Nigeria accounts for more than 1 in 5 number of out-of-school children globally and 45% of this number are from West Africa. Within the huge number of the out-of-school children, girls are the majority especially in Northern Nigeria. Education indicators for Northern Nigeria are however different from the Southern part of the country. Nigeria’s future prosperity depends on producing children who are well prepared to take their right place in the society but unfortunately, a large number of Nigerian children are at risk of deprivations of the basic social amenities. Most of these children are situated in the rural and hard to reach communities. Majority of them are living in conflict and communities under emergencies, and it has been difficult taking basic amenities to them. All children have the right to better life, an opportunity to survive, develop and reach their full potentials without discrimination, bias or favouritism which cannot be over emphasised. We also observe that the rising number of children engaged in street trading in our major cities is becoming a worsening the menace. The problem is further exacerbated by rising poverty and general insecurity in the country. In the North, the ravaging insurgency has added to the problem. If drastic measures are not taken to correct the situation, things would only get worse. Let us learn from France, Britain, Canada and other advanced countries which built the foundation of their countries and rapid technological advancement on good and quality education. It must be pointed out also that in these countries, teachers are amongst the best paid workers. Unfortunately, the reverse is the case in Nigeria. Having failed to fund public education, the children of the poor are roaming the streets,
hawking goods while the rich are educating their children in private schools at home and abroad. But to the detriment of the society, the abandoned children of the poor are being recruited to criminality by terrorists, kidnappers and other criminal gangs. The irony of the crisis is that a government, which claims that it lacks money to fund education is spending several billions of naira to fight insurgency, kidnapping, armed robbery and banditry. We believe that an uneducated population will be locked in a cycle of poverty for their entire lives. Additionally, these children could constitute the next generation of suicide bombers and militants. We are of the opinion that it is high time the government and relevant stakeholders address the problem frontally. It is sad that government’s free education for all pupils up to the first nine years of schooling has not been fully implemented. There is the need to increase the percentage of the annual national budget that goes to education. Schools should be adequately funded and the enabling environment provided for teachers and support staff to deliver functional and effective education to the children.The out-of-school children phenomenon should be squarely tackled in all its ramifications. We submit that the improvement of the classroom environment is key to lowering the growing figures of out-of-school children in the country. We also wish to state that teachers must not only be well trained, their welfare must be prioritised while the Federal Government should muster the political will to adequately fund education.

Court refuses to withdraw certificate Short News of return from Enugu APC chairman Insurgency: Oba of Benin commends Moses Oyediran, Enugu The Federal High Court presided over by Justice A. M Liman in Enugu on Thursday refused to grant an order for the withdrawal of Certificate of Return from Dr. Ben Nwoye. The court in an elaborate judgement agreed with the plaintiff, the factional chairman of the party in the State, Deacon Okey Ogbodo that Nwoye did not comply with Article 31 of the APC Constitution, which deals with waiver. He, however, said the Court will not rely on that to order for a withdrawal of Nwoye’s certificate of return. It resolved five reliefs in favour of the plaintiff and five others in favour of the defendants. Ogbodo had told the court that Nwoye did not resign his position 30 days to the State Congress, adding that he did not also apply for a waiver in his ward as provided for in the party’s constitution. He equally averred that he was duly elected during the Congress held on May 19, 2018 at the Nnamdi Azikiwe Stadium, Enugu. However, Nwoye challenged the originating summons, arguing that the court lacked jurisdiction He said further that the case is defective having commenced by way of originating summon and that it was also not justifiable as it bothers on internal affairs of the
party. Nwoye had also told the court that Ogbodo was not even a member of the party, and as such lacks the locu standi on the matter. But in his judgement, the court resolved the issue of jurisdiction on behalf of the plaintiff, Ogbodo. Justice Liman held that Section 85 of the Electoral Act makes provision for congresses and that it mandates political parties to conduct their activities in a democratic manner. “At the event the party fails to do so, the aggrieved has right to approach the court to ventilate his anger. It thus makes it justiciable. I hereby rule that this suit is justiciable,” he held. On whether the case was an abuse of court processes, wherein the defendants had told the court that similar cases were pending in other Federal High Courts, and an Enugu State High Court, the court held that the plaintiff provided clear evidence that the other matters before the Federal High Court had since been struck out. On the case before an Enugu High Court, he said it was different from the instant case in a number of ways. “It is my view that the first defendant failed to prove that this is an abuse of court process,” Justice Liman ruled. While ruling on the issue of waiver, the
Court held that according to Article 31 of the APC Constitution, the person seeking waiver would write to his ward, adding that the said power of NEC to grant waiver was not automatic but must be based on fulfilment of certain conditions listed in article 31. “The Constitution of the party makes personal application a mandatory requirement,” he held, stating further that the first defendant admitted that he did not apply for waiver, but relied on the pronouncement made by the NEC. According to the court, by virtue of Articles 13 and 31 of the APC constitution, Nwoye was required to leave office 30 days to the May 19 congress, otherwise obtain a waiver. “It is also clear that by virtue of APC Constitution, the 1st defendant was ineligible to contest,” held. He, however, said the relief 4, whereby Ogbodo was asking to be declared the authentic chairman of the party in the State could not be granted as the plaintiff abandoned it in his written address. The 4th relief is hereby refused and dismissed having been abandoned by the plaintiff,” he ruled. On the relief praying the court to set aside the certificate of return given to Nwoye, it declined, maintaining that the guidelines used in electing Nwoye had already been concluded.

The Independent National Electoral Commission (INEC) has blamed politicians for vote buying during elections and not INEC staff. The Resident Electoral Commissioner (REC) in Ekiti State, Prof. Abdulganiy Raji, who said INEC staff should not be blamed for the malfeasance but politicians, however warned its staff against conniving with politicians to promote the culture of vote buying that has crept into the conduct of elections in the 2019 polls. The REC said these in Ado Ekiti on Thursday while delivering a lecture entitled: ‘Women Participation in Electronic Process in Ekiti State: What exists, Challenges and Benefits’, at a workshop organised by New Initiative for Social Development (NISD) with support from Nigeria Civil Society Situation Room. The REC said that many of the commission’s staff do compromise to perpetrate the offence through polling booths arrangement that could aid the unwholesome practice, saying this does not make INEC culpable in the offence.

Order stopping Onnoghen’s trial subsists as AGF, IGP, CCT absent in Court Andrew Orolua, Abuja Six out of the seven defendants to the two separate suits challenging the trial of Chief Justice of Nigeria (CJN), Justice Walter Onnoghen at the Code of Conduct Tribunal were conspicuously absent on Thursday at the Federal High Court, Abuja when the cases was called except the National Judicial Council represented by a Senior Advocate of Nigeria. The Incorporated Trustees of the Centre for Justice and Peace Initiative and the Incorporated Trustees of International Association of Students instituted the suits challenging the six charges of misconduct against Justice Onnoghen. The respondents to suits are the Attorney General of the Federation (AGF), Chairman Code of Conduct Tribunal, the Code of Conduct Bureau (CCB), National Judicial Council, Federal Judicial Services Commission,
the Inspector General of Police (IGP) and Senate President. Their absence in court however has nothing to do with the subsisting interim order of the Court directing the parties to maintain status quo pending the determination of the substantive suits. The judge, Justice Evelyn Maha of the Federal High Court on Thursday adjourned the two separate suits seeking to stop the trial of Chief Justice of Nigeria (CJN), Justice Walter Onnoghen to January 28. The Court had on January 14, while ruling on ex-parte applications ordered the parties to maintain the status quo pending the determination of the substantive suits, fixed for yesterdayThursday January 17 for hearing. When the case filed by the Incorporated Trustees of the Centre for Justice and Peace Initiative was called, plaintiff counsel, Rafiu LawalRabana (SAN) informed the court that
the business of the date was the motion on notice. He said all the respondents to the suit have been served with the processes filed by the plaintiff and the enrolled order of the court, except the Senate President. In the circumstances, the plaintiff counsel prayed the Court for a short adjournment to ensure that the Senate President is served in the interest of justice. The judge then asked Dr. Garba Tetengi (SAN), who announced appearance for the 4th respondent the National Judicial Council and the only respondent who was in court whether he was served. The counsel confirmed has been served with the processes. He also said he had no objection to the request for a short adjournment. In her ruling, Justice Maha held that the proof of service was not accompanied with certificate itemising each of the processes served on each of the respondents.
Short News 2019 Elections: Group accuses Kano CP of partisanship, demands removal Yakubu Salisu, Kano A Kano based Non Governmental Organization, under the auspices of Centre for Awareness on Justice and Accountability (CAJA), has accused the Kano state Commissioner of Police, CP. Rabi’u Yusuf of compromising neutrality and demands his immediate redeployment from the state for security reasons. The group made the call on Thursday in Kano during a press conference with news men at their head office, Nasarawa GRA. According to the Executive Director, Kabiru Saidu Dakata, the group, after careful observation of recent events in the political circle of the state, the group is troubled over what he described “unequal treatment given to different political parties by the commissioner of police in the state”. He said the call became pertinent in view of privileges enjoyed by the ruling party (APC) in the state, which the police fold their arms and watch the party and its supporters brandish dangerous weapons despite the band by the command. To buttress their point, Dakata cited an APC rally at Kwanar Dandora on the 30th of January 2018, where Governor Ganduje, the Chief Whip of the Federal House of Representatives, Ado Doguwa, some state government officials and hundreds of APC’s followers were seeing holding dangerous weapons at a rally ahead of the state local government election which held in February 2018, the trend which he said, is still ongoing at their rallies.

N233m SURE-P scam: Court adjourns further trial to March 4 Doosuur Iwambe, Abuja
Mr. Babatunde Yakubu, second prosecution witness in the on-going trial of a United Kingdom-based Professor of Neurology, Reuben Obaro, and his wife, Mrs. Ayodele Obaro, a practising nurse, also in the UK, yesterday gave vivid account of how money were moved from a commercial bank into Steven James Healthcare Limited. The witness while testifying before Justice A. O. Ebong of the High Court of the Federal Capital Territory sitting in Zuba however told the court that he does not know what the money was used for. But another witness, Adenike Akinola, 66, business woman, told the court that the organization bought a parcel of land at Gudu District of Abuja, at about the time the transactions were made. Earlier in the trial, the court had been told that the land in Gudu is supposed to serve as the place where the permanent structure of the National Stroke Centre will
be built which will be managed by Steven James Healthcare Limited. The National Stroke Centre partnered the defunct SURE-P programme of the federal government in the management of the rising incidence of stroke among Nigerians in order to reduce the numbers of Nigerians travelling abroad to seek medical help. Led in evidence by the prosecution counsel, Osuoseni Akpos, Akinola said the land was sold for a total sum of N185,000,000. She told the court that the money for the purchase of the land was paid in several instalments through cash, cheques and inter-bank transactions. “Negotiation for the land started in 2013 after the land valued by a qualified estate agent. The initial price was N250m but after negotiation, both parties agreed on N185m. I did not collect more than N185m”, she said. The case has been further adjourned
to 4th and 5th, 2019. At the last adjourned date, the failure of the Independent Corrupt Practices and Other Related Offences Commission (ICPC), to produce their witness stalled the trial. They were arraigned before the court by the operatives of Independent Corrupt Practice Commission, ICPC, on eight count charges of misappropriation of funds meant for the establishment of a stroke centre in Nigeria being funded through the defunct Subsidy Re-investment Empowerment Programme. Both Professor Obaro and his wife had denied the allegation against them. The ICPC was supposed to further present a witness in the court after the ruling on the admissibility of a document in the case, but counsel to the commission told the court that his witness is not available in court. Following the submission of ICPC counsel, the court adjourned the case to January 17th, 2019.

Reps eulogise late Shagari, urge FG to immortalise him Henry Omunu, Abuja
The House of Representatives on Tuesday paid glowing tributes to late President Shehu Shagari and urged the federal government to immortalize him, describing the former first executive President as a patriotic Nigerian who served the nation at the highest level without blemish. Also, the lawmakers eulogized the former president for his integrity and public service credentials, saying that incoming generation of Nigerian leaders should emulate him for his selfless service to the nation. In a motion sponsored by the House Leader Rep. Femi Gbajabiamilla and 35 other lawmakers, the House urged the federal government of Nigeria to immortalize the former president. Gbajabiamilla in his lead debate said that the nation woke up to hear the news of the demise of former pPesident on December 28,
2018 at the age of 93. He said that the former President was survived by two wives, children, grand children and great grand children prominent among which is Rep. Aminu Shagari representing Yabo/Shagari Federal Constituency of Sokoto state in the House of Representatives. The House Leader said that late Shagari was born on February 25, 1925 at Shagari village Sokoto state, adding that he was the sixth child of his father, Aliyu Shagari, who was a farmer, trader and herder. He further declared that the late President graduated from Teachers Training College, Zaria, Kaduna state and began a teaching career, a profession he loved so much at Sokoto Province between 1953-1958. Shagari, he added started his political career as Secretary of Northern Peoples Congress in Sokoto between 1951 - 1956 and was elected as member of the Federal House of Representatives representing Sokoto West
in 1954 and in 1958. He added that he was the presidential candidate of the National Party of Nigeria (NPN) and in 1978 was elected President of the Nigeria and was re-elected in 1981 for a second term his overthrown in a military coup on December 31, 1983. The lawmaker said that Alhaji Shagari was a father to all Nigerians and will be greatly missed but still be remembered as a patriotic Nigerian, bridge builder and astute politician. Other lawmakers also spoke in like manner, eulogizing the ex-President for his outstanding leadership qualities and forthrightness during his time in office. Consequently, the House presided over by the Speaker Yakubu Dogara adopted the motion with a voice vote asking the federal government to immortalize his name. The Speaker equally condoled the government and people of Sokoto State, the Shagari family and government and people of Nigeria over the death of the former President.

Atiku said President Muhammadu Buhari is fighting key people who are in opposition to his government on the pretence of fighting corruption. Making reference to President Buhari’s response to a question on allegation of bribery levelled against Kano State governor, Umar Ganduje, he described as disappointing such a response from a self acclaimed anti- corruption crusader. Media Adviser to Atiku, Paul Ibe, said it was appealing that President Buhari had defended himself by saying that he was bound by law to maintain his silence on the issue when confronted with the fact that he has not spoken to condemn the obvious
corruption of the Kano State Governor, Umar Ganduje during a town hall meeting hosted by Kadaria Ahmed and broadcast on the Nigerian Television Authority. The president was quoted to have said “The State Assembly is investigating and they have the mandate to deal with it and they have also gone to court, so I decided not to talk about it.” Atiku found this excuse untenable because the President has not shown this level of restraint when condemning the alleged corruption of others who happen not to be members of his party, the APC. The PDP presidential candidate said President Buhari had on many occasions pre-judicially commented on the cases of non -APC members and even acted as judge and jury by convicting them with his utterances in Nigeria and abroad. “These cases are too numerous to mention but include his utterances on Sambo Dasuki, former Governor Ayo Fayose and a former head of state, whom he said ‘did not steal’
despite several court convictions that established that he did. “This partiality of the President is most disturbing, as it is proof positive that he is fighting the opposition and not corruption. Perhaps this is why Transparency International’s latest Corruption Perception Index has established that Nigeria is more corrupt today, under President Buhari, than before he was sworn in on May 29, 2015 (and not May 19, 2015, as he claimed in Kogi). “Quite strangely, President Buhari, however, did not allow Ganduje’s pending court case stop him from praising his crony, the Kano Governor when he went to Paris in November of last year. “Even further damaging was the President’s defence of another of his cronies, Babachir Lawal, whom he said cannot be charged because of a lack of evidence. We are embarrassed for the President that he could make such a public faux pas”.

SAHCO commissions N1b state of the art equipment Chukwuemeke Iwelunmo Skyway Aviation Handling Company (SAHCO) Plc has enhanced its operations with the acquisition of state-ofthe-art ground handling equipment. The over N1billion equipment, was unveiled at its Engineering and Maintenance Workshop in the Air Force Base at the Murtala Muhammed Airport (MMA), Lagos. With the acquisition and use of the equipment, the Ground Handling company, which recently enlisted on the floor of the Nigerian Stock Exchange (NSE), has further cemented its position as the leading ground handling company in West and Central African Regions. Speaking at the commissioning of the event, the Managing Director of SAHCO, Mr. Basil Agboarumi, said that apart from the machines unveiled, some other equipment were currently at Onne Port in Port Harcourt awaiting final clearance. Some of the equipment commissioned by SAHCO included Ground Power Units (GPU), Load Banks, Tow bars, Tyre Removal Machines and 10 new engines for ground operations. Agboarumi emphasized that SAHCO was already changing the face of aviation Ground Handling services in Nigeria with its latest acquisition, stressing that the company would consistently offer its clients the best of services anywhere in the country. He added that with the regularly upgrade and investment on equipment, SAHCO would be a force to reckon with in global aviation industry. Agboarumi said: “As a Ground Handling company, we want to ensure that we do ground handling to the highest industry standards. We understand we need to deploy equipment that will make our clients happy and we also know that we have to partner with our clients. “Apart from these that are commissioned today, some of our other equipment are still coming to Lagos from Port Harcourt. They are presently awaiting clearance from the port. SAHCO is moving towards making the right impacts in the industry. We always want to operate safe and efficient ground handling operations for our clients.” Also commenting at the event, Assistant General Manager, Maintenance and Engineering, Mr. Toyin Oriowo, said that the equipment acquired were some of the major machines in the global aviation industry. He insisted that the equipment came with safety devices that prevent damages to the machines or aircraft, stressing that the GPU had a capacity of 140KVA, while a major aircraft highest capacity was 90KVA. “What we are commissioning today is the latest technology in town with lots of safety devices to prevent damages to either the equipment or the aircraft”, he said.

Nigeria targets 80% financial inclusion by 2020-CBN As e-transactions hit 1.4bn
Mathew Dadiya, Abuja The Central Bank of Nigeria (CBN) has said that it would attain the eighty percent financial inclusion target by the year 2020. This is even as the nation’s apex bank stated that the e-commerce in the country, has been growing at a geometric level with a record of 1.4 billion electronic transactions valued at N97.4 trillion were processed in 2017, as against 869 million transactions valued at N69.1 trillion recorded in 2016. CBN governor, Godwin Emefiele said this on Thursday in Abuja at the National Financial Literacy Stakeholders conference tagged, “Implementing Financial Literacy and Consumer Protection to advance Financial Inclusion in Nigeria”. Emefiele, represented at the event by the Deputy Governor, Financial Systems Strategy, Aisha Ahmad, pointed out that improving
financial literacy in Nigeria was very key considering the revolution currently witnessed in the payment system. He however, identified low financial awareness, low literacy levels and other stumbling blocks that must be dismantled in order to realize set goals. The central bank governor said: “Today, the financial system is probably the most affected by technological advancement. New digital products and services have emerged and the internet greatly influences consumers’ purchasing decisions as they continue to adopt e-commerce. “Whilst these developments are no doubt good for the financial system and are expected to aid our financial inclusion efforts, they are accompanied by a myriad of challenges, some of which are privacy and security concerns, requiring enhanced privacy and data protection for consumers; exposure to new and more inventive fraudulent practices which requires stakeholders to double their combat efforts. “Others are that consumers are now confronted
with multiplicity of information which may lead to information processing errors. As such, concerns around accuracy, reliability of information as well as transparency continue to grow. “The industry is also faced with an increasing complexity of financial products and services accompanied by consumers’ lack of information or capacity to understand such products and/ or their associated risks. Thus enhanced disclosure has therefore, become very essential”, he explained. The CBN Governor said the benefits of a financially literate population were immense. “Consumers are better equipped to make optimal choices in the use of financial products, pose lower credit and default risk, constitute a market for sustainable financial services and products, reinforce competitive pressure on financial institutions for better products and services, and promote financial system stability by increasing market demand and responsible use of financial services. He, however, called for a strengthened collaboration among all stakeholders, if the pursuit
of the nation’s financial inclusion programme is to be successful. He noted that building inclusive financial systems has become an important objective for policymakers around the world, given the positive effects that financial inclusion has on poverty reduction and enhancing economic prosperity. “In 2012, Nigeria launched a National Financial Inclusion Strategy and adopted a target to achieve 20 per cent exclusion rate by 2020. The latest Access to Financial Services Survey by EFInA indicates that about 36.8 per cent of eligible Nigerian adults do not have access to financial services. “This is down from 41.6 per cent recorded in 2016. Whilst the improvement is encouraging, there is still considerable work to be done to achieve the overall 20 per cent target exclusion rate by 2020. And the Revised National Financial Inclusion Strategy rightly identifies Consumer Protection and its constituent pillar of Consumer Education as critical to the attainment of its objectives. We also need to implement various policy frameworks”, he added.
World Bank unveils $50bn Climate Change funding Motolani Oseni The World Bank Group has unveiled its Action Plan on Climate Change Adaptation and Resilience covering a period of five years. Under the plan which was approved on Thursday, the World Bank Group will ramp up direct adaptation climate finance to reach $50 billion over FY21–25. According to the Bank, this financing level, an average of $10 billion a year is more than double what was achieved during FY15-18. The World Bank Group will also pilot new approaches to increasing private finance for adaptation and resilience. Chief Executive Officer of World Bank,
Kristalina Georgieva, “Our new plan will put climate resilience on an equal footing with our investment in a low carbon future for the first time. We do this because, simply put, the climate is changing so we must mitigate and adapt at the same time. “We will ramp up our funding to help people build a more resilient future, especially the poorest and most vulnerable who are most affected.” The increase in adaptation financing will support activities that include: delivering higher quality forecasts, early warning systems and climate information services to better prepare 250 million people in at least 30 countries for climate risks; supporting 100 river basins with climate-informed management plans and/or improved river basin management governance; building more climate-responsive social protection
systems; and supporting efforts in at least 20 countries to respond early to, and recover faster from, climate and disaster shocks through additional financial protection instruments. In addition to boosting finance, the Plan will also support countries to mainstream approaches to systematically manage climate risks at every phase of policy planning, investment design, and implementation. Ban Ki-moon, former Secretary-General of the United Nations and co-chair of the Global Commission on Adaptation, said, “This Action Plan is a welcome step from the World Bank. The world’s poorest and most climate vulnerable countries stand to benefit from its increased finance and support for longer term policy change.” The Action Plan builds on the link
between adaptation and development by promoting effective and early actions that also provide positive development outcomes. For example, investing in mangrove replanting may protect a local community against sea level rise and storm surges, while also creating new opportunities for eco-tourism and fisheries. Early and proactive adaptation and resilience-building actions are more costeffective than addressing impacts after they occur. The Action Plan also includes the development of a new rating system to create incentives for, and improve the tracking of, global progress on adaptation and resilience. The new system will be piloted by the World Bank in FY19-20 and rolled out to projects in relevant sectors by FY21.

Buhari group says President can’t rig election Patrick Okohue President Muhammadu Buhari has no reason whatsoever to rig next month’s Presidential election and any fear by the opposition elements that President Buhari is preparing grounds to rig the election is a mere conjecture and completely false. This according to the Buhari Media Organisation(BMO), is because the All Progressives Congress (APC) has all it takes to win the coming election fairly and creditably, with a landslide. This is even as the BMO it has unearthed plans by the Peoples Democratic Party (PDP) and its Presidential Candidate Atiku Abubakar to rig the February 16 Presidential election. In a statement signed by its Chairman Niyi Akinsiju and Secretary Cassidy Madueke, BMO said President Buhari’s unmatchable and verifiable achievements have
gladdened millions of Nigerian voters who are going to vote for him massively. BMO asserted that the Peoples Democratic Party (PDP) was raising false alarm because it foresaw its failure in the election as its campaign “has been wobbly, inconsistent and incoherent, principally du e to the fact that it has nothing positive to campaign with and attract votes. “President Muhammadu Buhari on the other hand has multitudes of consistent followers and ordinary Nigerians whose lives he has impacted positively; these include the 500,000 N-Power beneficiaries, parents of over 10,000,000 children being fed under the Home Grown School Feeding Programme, the 200,000 cooks and local farmers involved in the school feeding programme. Others are the 12,000,000 farmers and fishermen who actually donated money to his campaign, a majority of the 22,000,000 students of tertiary institutions in the country.”

Elections: Lagos monarch charges INEC to double security Patrick Okohue Traditional Rulers in Lagos State on Thursday advised the Independent National Election Commission (INEC) to double the strength and size of security personnel to be deployed for general elections in the state. The traditional rulers made the appeal at the INEC interactive session with traditional rulers on the commission’s preparation for the general elections in Lagos. The meeting, which had several royal majesties in attendance, was held at the Lagos State Ministry of Local Government and Community Affairs, Alausa, Secretariat. According to royal fathers, though the traditional institutions have commenced mobilisations and prayers for peaceful elections, security must be doubled to meet up with the challenge of whopping number of political parties and voters. The Oba of Lagos and Chairman, Lagos State Council of Traditional Rulers, Oba Rilwan Akiolu, said that security was critical in electoral process as well as logistics for the distribution of electoral officers and materials. Akiolu, who was represented by Oba Mohammed Adio, the Onisiwo of Tomoro and Abagboland, EtiOsa said that the royal fathers had been supporting the commission and would continue. “We have worked enough to create the environment for people to really come out; we have done
our best as royal fathers close to the grassroots; but this is not enough, we need security. Sometimes, it is amazing that police will say they are sending for instance 10, 000 policemen for over 4,000 polling units. If we have enough policemen, it will help in the conduct of peaceful elections. “We need to look at the area of security. Sometimes, most crises are as a result of the late arrival of materials and personnel. We have been asking for the cooperation of our subjects and we will continue to do that. Lagos has been a very peaceful state, we will maintain that and remain law abiding,’’ Akiolu said He added that number of security personnel must match the number of polling units and voting points, calling on the government to provide speed boats to access riverine communities and checkmate threats. The traditional ruler, who frowned at late arrival of electoral officers and materials to polling units, said traditional institutions had been assisting in providing logistics especially at riverine areas. Also speaking, the Osolo of Isolo, Oba Kabiru Agbabiaka said: “As royal fathers, it is our duty to complement the effort of INEC and government of Nigeria during the election. However, INEC must work on mobility and security at polling units and wards.’’ Agbabaika urged the commission to engage traditional and local security outfits alongside the conventional security agencies,
saying landlords and CDAs had been helping in past elections on logistics with their personal vehicles. “INEC must make sure there is enough mobility from polling units to collation centres. INEC must use all forms of securitygovernment and local, to ensure adequate protection of voters and their votes. It consequently advised the Commission to be cautious in its recruitment plan for the general election. “We want to place Nigerians on notice that they should be at alert and not allow PDP elements at all levels to subvert the will of the electorate. “There is also a need for the election management body to properly scrutinise ad-hoc staff to be recruited for Election Day duty as well as pay more than a passing attention to its officials in the run up to the February 16 election. “This is because PDP, a party that is known for electoral manipulation, and which has a lot of dirty schemes in its kitty to rig the process in favour of its Presidential candidate, needs to be put under close surveillance”, BMO concluded.

Tokyo Olympics: Odunayo Adekuoroye, Aminat Adeniyi, Blessing Oborududu to compete at UWW in Bulgaria
Nigeria Wrestling Federation has stepped up efforts for Tokyo 2020 Olympics as Odunayo Adekuoroye, Aminat Adeniyi, and Blessing Oborududu will compete at two United World Wrestling (UWW)ranking tournaments in Bulgaria and Germany next month. Adekuoroye has decided to shun money spinning Indian Super League which has no has world rating to compete in Bulgaria and Germany because of the world ranking. Meanwhile, Nigeria Wrestling Federation coach, Purity Akin has called on the government to
support the federation with funds as the wrestlers’ participation in the tournaments are threatened by lack of funds. Akuh, also added that the athletes decided to compete in the Germany and Bulgaria ranking championships with the aim of gaining points for the Tokyo 2020 Olympic Games in Japan. “We have decided to forfeit our participation in the Indian Super League because we realized that India is our major opponent in the world and for us competing in the league, we will surely expose ourselves to them.

“We believe money is not everything as the athletes are also thinking of making it big at the Olympic Games which is the highest for any athlete in the world. “Attending world ranking events will surely rub off on their fortunes globally and that was what affected their rating this year because none of them took part in any ranking event in 2018 aside the continental and world championships. “This year we have decided to task ourselves and ensure that they compete in ranking events,” Akuh said.
Abuja court suspends arrest warrant against NFF chiefs, summons presidential panel
The Chief Magistrate District Court II in Abuja has suspended the warrant of arrest issued previously to the Special Presidential Investigative Panel (SPIP) headed by Chief Okoi Obono-Obla against five top officials of Nigeria Football Federation (NFF). The officials are NFF President, Amaju Pinnick his two vice-presidents; Seyi Akinwunmi and Shehu Dikko, as well as Ahmed Yusuf and the General Secretary, Dr. Sanusi Mohammed. A statement from the NFF’s lawyers, Mamman Nasir & Co, was made available by the Communications Department of the Nigerian football ruling body stating that the court ordered that status quo be maintained while a notice was served to the (SPIP) to answer to other fundamental and substantial issues of law put forward by our clients in the matter. “The Chief Magistrate District Court II, sitting at Wuse Zone 2, Abuja has through its order put in abeyance the warrant of arrest it had issued previously to the Special Presidential Investigative Panel (SPIP) headed by Chief Okoi Obono-Obla against some elected officials of Nigeria Football Federation (NFF), namely; Amaju Melvin Pinnick (NFF President), Seyi Akinwunmi, Shehu Dikko,
Ahmed Yusuf and Dr.Sanusi Mohammed, its General Secretary. (“our clients”),” the letter reads. “Our clients maintain that the warrant was obtained by SPIP erroneously as it is ultra vires the enabling law establishing SPIP. “The order for the maintenance of status quo thereby suspending the execution of the warrant of arrest was made on 14th day of January, 2019 under the hand of the presiding judge of the Court (Chief District Judge II). The Court made the order after hearing our clients’ application No. MN/04/2019 challenging the jurisdiction of the court, among others. “By the same order, the SPIP has now been put on notice to appear before the Court to answer to other fundamental and substantial issues of law put forward by our clients in the matter, including the fact that there is no basis whatsoever for a warrant of arrest to be issued against them under the law. “Notwithstanding this positive and deserved outcome, expected by our clients, we hold onto their firm instructions to pursue with utmost diligence and determination Suit No. FC/ABJ/ CS/17/2019 pending separately at the Federal
High Court, Abuja Division, which our clients have instituted against Chief Obono-Obla and SPIP for violating our clients’ rights under the law and, acting outside and contrary to the enabling law setting up SPIP. “For the avoidance of any doubt, our clients reiterate most categorically that there are no charges against them existing anywhere, as they have not committed any crimes under the law, whatsoever. “They maintain that this whole lamentable matter is nothing more than the machination of some persons who are adverse to competing fairly for the leadership of NFF, but desperately wish to be foisted on the Federation (NFF) by external forces, who are apparently misled. Our clients are, therefore, confident that this conspiracy will surely be defeated in time.” “Accordingly, it is our clients’ instructions to use this medium to express NFF’s appreciation to all its sponsors, partners and other stakeholders for their steadfast loyalty and support. They should rest assured that NFF remains committed to the orderly, transparent and accountable management of its affairs at all times, in keeping with best global standards.”

Nigeria’s male basketball national team, D’Tigers’ captain Ike Diogu says the squad is focused on a good outing at the World and will make the country proud ahead of the forthcoming FIBA World Cup qualifiers in Dakar, Senegal. D’Tigers had already booked their place in the global showpiece which mean the game against Senegal is a dead rubber tie, but Diogu said he and his teammates will play the game like a cup final. “We are already thinking of what we are going to do at the World Championship, and we want to work hard to achieve a lot. “We have already qualified from out group, so the main target is the world championship when we want to ruffle some feathers. “We are all getting ready for when real work will start in our build-up, but we are looking beyond that as well. Diogu added that the country is blessed with talents that will make the country proud in the year to come. “The target is to do well in the national team for years to come. We do have the right talents that can make Nigeria proud over the years,” he told the media.
