These appointments are effective October 30, 2018. Oluwatoyin F. Sanni was Group Chief Executive Officer at United Capital Plc, a position she retired from in June 2018. She has over 25 years of experience in investor services, law and finance. Mrs. Sanni holds a Bachelor of Law degree from the University of Ife, an LLM (Hons) from the University of Lagos as well as a professional qualification of the I.C.S.A. UK and the Chartered Institute of Stockbrokers (C.I.S) Nigeria. Obi Ibekwe was an Executive Director at United Bank for Africa Plc, a position she retired from in May 2016. She holds a Bachelor of Arts degree in International Relations from Tufts University, Medford, Massachusetts, U.S.A., a Bachelor of Law degree from the University of Lagos and an MBA degree from the Ross School of Business, University of Michigan, U.S.A. She has over two decades experience in banking, holding senior executive and senior management positions spanning credit and marketing, credit risk management, human resources and customer service.

Also, Owen Omogiafo has been appointed as the MD/CEO of Transcorp Hotels Plc effective from January 1, 2019. She has over 18 years’ corporate experience in organisational development strategy, human capital management, banking, change and business management. Senators in near fisticuffs over sitting arrangements Tunde Opalana, and Henry Omunu, Abuja

Wednesday’s plenary session of the Senate nearly came to an abrupt end as senators almost came to fisticuffs over sitting arrangements of senators especially on party border. Senators of the Peoples Democratic Party (PDP) and All Progressives Congress (APC) engaged in a verbal war but later sheath their swords in the interest of peace and national development. An attempt by former Minority Leader, Senator Godswill Akpabio, to react to an allegation raised by Senator Bassey Akpan (PDP, Akwa Ibom North-East) in a point of order on how the 2019 elections might be threatened in Akwa Ibom State by the violence that engulfed the state after the recent APC primaries later led to rowdy session. Akpabio later went ahead to threaten not to speak until the Senate is reconstituted but was cautioned by Senate President, Bukola Saraki, who pointed out that Akpabio could only speak on the seat allocated to him. Trouble started when Senator Akpan said the PDP, in an advert on Wednesday signed by the state Publicity Secretary, Comrade Ini Ememobong, alleged that APC, in an attempt to fulfil its threat of ‘Warsaw Saw War’ had released its murderous goons, who unleashed violence in the capital city of Akwa Ibom State. Raising Order 43, Senator Emmanuel Paulker noted that self explanation does not require contribution from any Senator, adding that Senator Apkabio cannot talk on the submission of Senator Akpan as “we cannot allow that to happen.” He also faulted Akpabio’s sitting position, having gone to Senator Ali Ndume (APC, Borno’s) side to make his submission. Angered by this development, the Majority Leader, Senator Ahmad Lawan (APC, Borno), protested, insisting that Akpabio could speak from any seat within the chamber. Lawan said: “As it stands today, there is no sitting arrangement here”. Other APC senators also raised

their voices in support of Lawan’s position that Akpabio, who recently defected from the PDP to the APC, could speak from anywhere. Insisting that the sitting arrangements should be organised as lawmakers have been sitting indiscriminately, the Senate Leader said even though the present National Assembly only has seven months to go, “we should do what is right.” When Saraki asked the Deputy President of the Senate, Ike Ekweremadu to comment on the matter, the leader of the Senator Lawan wanted to prevent Ekweremadu from speaking by saying, “this is unfair, you can’t discriminate against us”. Saraki made spirited efforts to calm the lawmakers as the atmosphere in the chamber was already charged with Senator Dino Melaye (PDP, Kogi) and Akpabio already in a shouting match while other lawmakers, who had taken positions, according to their political affiliation, joined in the shouting bout. Saraki, who insisted that Akpabio cannot speak from the seat he was sitting, added that the Clerk has been directed to provide a seat for the former Minority Leader. Responding to Sen. Lawan allegation of discrimination, Saraki explained that he told Akpabio to go to a place where there is a microphone as the seat he was occupying had no microphone. Saraki said: “Leader you are not been fair, all I said is that Akpabio should go to a place where there is a microphone. “What we agreed is that Senator Akpabio should go to a seat where there is a microphone and not that he should not speak simple! That is what I said, he should go to a place where there is a microphone”. Explaining further, Saraki said: “I asked the Clerk if he has allocated a seat to you (Akpabio), the Clerk is here, let him respond.” Clarifying the development, the Clerk of the Senate, Nelson Ayewoh, said “he (Akpabio) said he will sit here and I told him there is no microphone there, but he still said he

Saraki wants to sit there.” Akpabio, who eventually relocated to the seat beside Senator Ndume, demanded an apology from Saraki for allegedly being embarrassed by him while the presiding officer denied. Akpabio said: “All I expected here today is an apology to me. All I am asking for is for every Senator to be given equal right.” But Akpabio later apologised to his colleagues for raising his voice while the rowdy session lasted, threatening that he would not say anything until the Senate is reconstituted. A search by our correspondent revealed that the only way the Senate can be reconstituted is when new leadership takes over. However, during the disruption that lasted several minutes, Senator Melaye was seen going about, engaging APC senators in a warof-words. Senator Kabiru Marafa and some APC senators also rose to engage Melaye. Efforts by the Deputy President of the Senate, Ike Ekweremadu, to intervene in the matter failed as the chamber became noisy. Citing Order 11 (1 and 2), Ekweremadu defended Saraki, insisting that he was right for not allowing Akpabio not speak from another seat.

No fewer than five Internally Displaced Persons (IDPs) in Igbogene camp, Yenagoa Local Government Area, the Bayelsa State capital, have given birth within the last four weeks since the ravaging flood rendered many homeless in the state. The IDPs numbering over 2000 are currently taking refuge in Igbogene main camp, which has six camp extensions in the LGA. Mrs. Abbey Eloho, a Deltan, who resides in Yenagoa, and one of the mothers, said: “I gave birth to a female child here in the camp on the 23rd of September, and life hasn’t been easy for us”. “We appreciate all those who have donated relief materials, monies and other items to us, you can’t get all

the comfort when you are outside your home but we still need more. “I thank God for the gift of life, my baby is healthy despite the environment. We also commend the message from the former Governor of the state, Chief Timipre Sylva, for the money. Mrs. Amaka James, a mother from Imo State, who gave birth just this Monday, complained about the poor condition of the camp and unavailability of food for the refugees, adding that as a breastfeeding mother, she hasn’t eaten till noon on Wednesday. She said: “Look at where we are sleeping, no mattresses and foam or even pillow to lay our heads. We see government, individuals and corporate organisations bring relief materials but we don’t get to eat or benefit from them”. Meanwhile, Director of Information, Bayelsa State

Emergency Management Agency, Mr. Aziowei Ayii, denied their claims, noting that “when we share relief materials to them, they collect and hide them, and pretend that they never got anything. “We are doing all to ensure every material received is shared amongst all the camps effectively. We have a profiling list of every material brought and the number of IDPs in the camp. “They have coordinators who are in-charge of the different groups. Like you can see people bringing monies, I direct that the monies are given to the nursing mothers directly in order to avoid controversies. “The state government is doing so much to ensure that their stay here is safe. We have the medical team around who attend to them all. We also commend other donors for their support in coming to the aid of the flood victims.

He said: “I want to put it on record that Order 11 (1&2) in our rules said the president of the Senate shall allocate a seat to each Senator. A Senator may only speak from the seat allocated to him provided that the President of the Senate may change the allocation from time to time. “Again, it noted that the job of the presiding officer is to ensure that every Senator has opportunity to speak while every senator is recognized”, adding that “it is not that the Senate President is refusing you to speak but there is an Order that governs where we should speak from.....” Clarifying what he meant by reconstituting the Senate while speaking with newsmen after the plenary session, Akpabio said that minority cannot rule over majority, adding that 10 cannot rule over 80. Akpabio, who said that he defected for national interest, added that those who also defected should emulate him by resigning their seats. The Daily Times recalls that Saraki and the Speaker of the House of Representatives, Hon Yakubu Dogara, had defected to the PDP recently and still remain the leaders of the National Assembly. Meanwhile, the House of Representatives on Wednesday commenced the consideration of the Electoral Act amendment bill 2010 even as lawmakers expressed opposing views on the possible use of the card reader or any other technological device in the event a card reader fails or malfunctions during the accreditation of voters. The National Assembly’s joint committee on electoral matters had in its recommendation, which the House began considering on Wednesday, in clause 16(2) given a proviso that where the electronic smart card reader repeatedly fails, or malfunctions, an alternative technological device as may be prescribed by the Independent National Electoral Commission (INEC) be deployed for the purpose of voter accreditation. But in opposing the recommendation, the Chairman, House Committee on Ethics and Privileges, Rep. Nicholas Osai, said that the proviso as proposed may be open to manipulation and as such should be deleted to prevent the use of an unknown technological device. But his submission was countered by the Majority Leader, Hon Femi Gbajabiamila, who argued that laws have to be made with some level of flexibility, adding that the card reader of today may be phased out for another technological device tomorrow. Several other House members also expressed discomfort with the provision, citing inconsistency with Clause 16(1), which recommended the use of card reader, with a condition that election in any polling unit shall be cancelled where the card reader fails up to three hours to the end of an election while a repeat election must be held within 24 hours. The session became rowdy when Gbajabiamila insisted that the provision should be retained, declaring that “if it is there or not, INEC has been given the constitutional power to organise elections and so there is nothing we can do, even if it introduces another device”. This submission was greeted with

a thunderous shout of “no” by some members. Deputy Speaker, Hon Yussuff Lasun, who presided over the report consideration at the committee of the whole, following the resultant uproar was in a fix when after subjecting the matter to a voice vote could not determine whether it was the “ayes” or the “nays” that had the majority. Lasun, after more contributions from mostly House members who are lawyers, appealed for calm, adding that “this is a serious matter that will shape our lives”. He subsequently put the question again when calm had returned and thereafter, ruled in favour of the “ayes”, a development that momentarily put proceeding on hold following the protest by some members. The consideration of the other recommendations contained in the report continues today.

Why I dumped PDP for APC - Sen Akpabio

Former Senate Minority Leader, Senator Godswill Akpabio, has said that his defection from the Peoples Democratic Party (PDP) to All Progressives Congress (APC) has been a jolly movement which was made in the interest of the nation rather than selfish interest. The former governor of Akwa Ibom State said his changing party has to do largely with his conviction to contribute his own quota to the Muhammadu Buhari administration. Akpabio said he saw a need to fraternise with the APC government because the administration has done more to the people of the South South than any the sixteen years of the PDP administration in the country. As a leader, he stressed that he had to take the decision of dumping PDP to APC in interest of his people, having seen that the Buhari government has brought infrastructural development to Akwa Ibom State and the South South region. He said these while clarifying his demand for a reorganisation of sitting arrangement in the Senate chamber. Akpabio said: “I am excited by my jolly movement from the opposition to the ruling party. Now, I will be heard from the side of the Federal Government and not from partisan view. Whatever I say will be viewed from patriotic point of view. “I move in the interest of the nation. I saw the plight where many of many colleagues see defection as a weapon to disrupt the Buhari administration. “I moved to stabilise the polity. The PDP government in 16 years did not give a serious appointment to people from my state. This government has given a number of appointments to people of Akwa Ibom State. Today, we have the minister of National Planning, Senior Special Assistant to President on National Assembly Matters (Senate), the Managing Director of Niger Delta Development Commission and so on”. In terms of infrastructural development, he said the APC administration has embarked on many roads in the South South including the Ikot Ekpene- Calabar road. He said he had to join such a government to facilitate more development to his people, adding “to whom much is given, much is expected”.

2019: APC appeal panel upholds Sen Shehu Sani as Kaduna Central candidate Tom Okpe, Abuja

The All Progressives Congress (APC) Appeal Committee Panel set up by the National Working Committee (NWC) of the party has upheld the decision of the party to return Senator Shehu Sani as the candidate of the party for the Kaduna Central Senatorial District. In the copy of the panel report sighted by The Daily Times last night, the committee stated that the primary conducted by the electoral panel set up by Kaduna APC was done in contempt of a court order, saying that the only

aspirant cleared by the APC to contest the election was Senator Shehu Sani. Five aspirants contested the position including Senator Mohammed Sani Saleh, Usman Ibrahim, Samsuddeen Lawal Giwa, Mallam Ubah Sani and Senator Shehu Sani with Saleh, Ibrahim and Giwa questioning the decision to disqualify them and give automatic ticket to one of them and demanded fresh primaries. The fifth aspirant, Mallam Ubah Sani did not file any report to the committee on why Shehu Sani was declared winner of the primary by the committee as he

was appointed Political Adviser to Governor Nasir el-Rufai. The panel also dismissed the two petitions against the party candidate in Kaduna North Senatorial District, Senator Aliyu Mohammed Lawal and Dr. Abba Ibrahim against Suleiman Abdu Kwari’s candidacy. It also dismissed all petitions against the conduct of the House of Representatives seat and declared Ahmed Mohammed Munir Lere as the candidate of the party for Lere Federal Constituency, stressing that the candidate that was declared winner was indicted by a court of competent jurisdiction in 2008.

The panel also dismissed the petition by the former Inspector General of Police, Suleiman Abba against the conduct of the party primary for Jigawa South Senatorial District that his name was removed from the ballot paper, adding that he actually participated in the primary. The panel asked the National Working Committee (NWC) to take an appropriate decision on the petition by Abdullahi Gomel who is a sitting Senator, while the case of Yusuf Shittu Galanbi for Jigawa Central has been overtaken by the Independent National Electoral Commission (INEC) guideline.

Mathew Dadiya, Abuja The Federal Government has approved the issuance of $2.9 billion and other securities in Eurobonds from the international capital market. The approval was given on Wednesday at the Federal Executive Council (FEC) meeting at the Aso Villa, Abuja. Briefing State House Correspondents after the FEC meeting, Minister of Finance, Mrs. Zainab Ahmed, said “the focus of this approval is to enable us implement the borrowing external plan of N849.67 billion equivalent of $2.786 billion which is provided for in the 2018 Appropriation Act and this is to fund capital projects in 2018 Budget.” The council also gave the Federal Ministry of Finance the approval to raise the sum

of $82.54 million to bridge the shortfall of the 500 million Eurobond that matured on the July 12, 2018. According to Ahmed, in addition to this approval for the issuance of Eurobond, “we also got the approval for payment to transaction parties and their respective fees like settling bills and expenses”. “We have as parties for the transactions, two joint league managers, a combination of Citibank group as well as Standard Chartered Bank as joint league managers and FSB Merchant Bank as financial advisers; the White and Case LIP as legal managers and Ighodalo as legal advisers for Nigeria. The total cost for this advisory group is N374.618, 889,” the minister said. In addition to this approval of Eurobond, the Federal Executive Council also gave approval for livelihood of family improvement project

It is in the sum of $60 million (N21.839 billion) that will be a combination of loans and grants. The projects will be implemented in the Niger Delta states of Abia, Akwa Ibom, Bayelsa, Cross River, Delta, Edo, Imo, Ondo and Rivers. “However, when we reviewed the project in the nine states, we found that six of the states met their own requirements while three did not. So, the three will be assisted to enable them improve and join the team in 2019,” the minister said. Meanwhile, Minister of Finance said “in respect of the Paris Club, Mr. President has given approval for the payment of the last Paris Club refund to the states but the approval came with some conditions which we are trying to work out together with the states to meet.

“Those conditions that Mr. President gave is that we must show that the states have used the previous refund for payment of salaries and they will use this one also for payment of salaries. “The states that were not paid were Akwa Ibom, Rivers and Imo State because they had some deficiencies and the agency that is handling it is working to bridge the gap.” On the 2018 capital expenditure, Mrs. Ahmed said that the Federal Government has released N460 billion for capital budget, about two weeks ago. The minister noted that the approval given for payment of entitlements to the ex-staff of Nigeria Airways was N45 billion and because of paucity of funds, Mr. President gave approval for the payment of 50 per cent of N22.6 billion. “We hope in 2019, to pay the balance,” the minister added.

Fayemi abolishes Fayose’s tax in schools, declares free education in Ekiti Gbenga Sodeinde, Ado Ekiti

Ekiti State Governor Kayode Fayemi, on Wednesday, abolished the education tax introduced by the government of former Governor Ayo Fayose in all primary and secondary schools in the state. Fayemi said education would henceforth be free in all public primary and secondary schools across the state, saying it was an aberration for school children to pay tax. Fayose had in 2015 introduced payment of education tax in all private and public schools across the state, whereby children at primary and secondary cadres were mandated to pay N500 and N1,000 per term respectively. Senate orders CBN to halt ATM excessive charges Approves $2.8bn Eurobond to finance 2018 budget As credit to private sector hits N22.47trn

Tunde Opalana, Abuja and Motolani Oseni, Lagos Senate on Wednesday ordered the Central Bank of Nigeria (CBN) to suspend the Automated Teller Machine (ATM) card maintenance charges being deducted by commercial banks from customers account. The lawmakers, also, approved President Buhari’s request for raising of the new external capital of $2.786 billion from International Capital Market which was approved in the 2018 Appropriation Act. The suspension, however, will be pending the outcome of the investigation by the Senate Committees on Banking, Insurance & other Financial Institutions and that of Finance to look into the propriety of ATM card maintenance charges in comparison with international best practices and report back to the Senate. The Senate also proposed that banks ATM should be able to dispense up to N40, 000 at once to reduce the incidence of charges on withdrawal To further protect ordinary Nigerians, the upper chamber urged the Consumer Protection Council to be up and doing in taking up to the plight of the people by looking into the various complaints of excess and unnecessary charges by Nigerian banks. The CBN was as well mandated to appear before the two committees to explain why the official charges as approved by the CBN are skewed in favour of the banks. These decisions were consequent upon a motion on Illicit and Excessive charges by Nigerian banks on customers account with a particular focus on ATM maintenance and withdrawal charges. The motion,which was moved by Senator Gbenga Ashafa, APC Lagos East. The Senate noted with concern that there have been several complaints from Nigerians generally and on social media. The Senate was aware that the CBN in 2017 increased the maintenance fees charged by banks on debit and credit card maintenance from N10 to N50 per month (N600 a year) as contained in “Guide to Charge by Banks and other Financial Institutions.” The upper chamber was concerned that in a viral campaign that began on social media on Monday, 3rd September, 2018 many Nigerians called for reforms of the banks. It said that campaign tagged #Reform9jabanks began on twitter when a U.K based Nigerian medical doctor, Harvey Olufunmilayo lamented about the state of banks in Nigeria compared to those abroad. The lawmakers, also, approved the raising of External Capital of $82.54 million to refinance the balance of $500 million matured eurobond in the International capital market. The approval followed consideration of the report of the Committee on Loan and Foreign Debts on the two loans. Meanwhile, the Central Bank of Nigeria (CBN) has disclosed that credit to the private sector increased to N22.47 trillion in August as against N22.62 trillion in July 2018. The apex bank in its Money and Credit statistics obtained by our correspondent stated that credit to

the private sector opened January at N21.99 trillion, the lowest amount reported this year. According to CBN, the amount recorded in August is the highest credit to the private sector this year. The CBN governor, Mr. Godwin Emefiele at the last Monetary Committee Meeting (MPC) said, “Conversely, credit to the private sector grew marginally by 0.81 per cent in August 2018 from a contraction of 0.13 per cent in July 2018, annualized to 1.21 per cent, against the annual benchmark of 5.64 per cent.” To consolidate and sustain the nation’s economic recovery, the apex bank had underscored its intention to increase the flow of credit to the real sector. The apex bank hoped to achieve the flow of credit to the real sector of the economy as Deposit Money Banks (DMBs) would henceforth be incentivized to direct affordable, long-term bank credit to the manufacturing, agriculture, as well as other sectors considered by the Bank as employment and growth stimulating. CBN’s Director of Corporate Communications, Mr. Isaac Okorafor, recently, revealed that the Bank had put in place a programme under the Differentiated Cash Reserves Requirement (DCRR) Regime whereby DMBs interested in providing Credit Financing to greenfield (new) and brownfield (expansion) projects in the real sector (Agriculture and Manufacturing) could request for the release of funds from their CRR to finance the projects; subject to DMBs providing verifiable evidence that the funds shall be directed at the approved projects by the CBN. However, the Money and Credit statistics disclosed that broad Money (M2) drops to N24.86 trillion in August from N24.97 trillion in July while Narrow Money (M1) also dropped to N10.45 trillion in July. The committee members noted that Broad Money grew by 2.98 per cent in August 2018, annualised to 4.47 per cent, but below the provisional benchmark of 10.48 per cent for 2018. “The growth in M2 was driven by growth in Net Foreign Assets (NFA) of 18.63 per cent in August 2018, annualised to 27.94 per cent and above the provisional growth benchmark of 18.15 per cent for the year,” the communiqué signed by CBN had stated. Findings by our correspondent revealed that NFA grew to N18.4 trillion in August from N17.78 trillion in July. Net Domestic Credit (NDC), however, contracted by 4.18 per cent to N24.85 trillion in August from N25.65 trillion reported by the apex bank in July. According to the CBN governor, “The contraction in NDC was attributed to the 34.68 per cent contraction in net credit to the Government in August 2018.” The committee had expressed concern over the weak intermediation by Deposit Money Banks and its adverse impact on credit expansion and investment growth by the private sector. Analysts at the Financial Derivatives Company Limited had said, there was a growing level of risk aversion by the banks towards lending to the private sector. They said the availability of credit to the real sector would spur increased production and boost aggregate output, adding, “In the long run, the impact is lower prices and inflation.”

Missing General: Army parades 13 suspects in Jos The Nigeria Army on Wednesday presented 13 suspects arrested in connection with missing Major-General Idris Alkali (retd) to newsmen in Jos. Brig.-General Umar Muhammed, Garrison Commander, 3 Division, Nigeria Army, Rukuba, near Jos, told newsmen that the suspects would be handed over to the police for full investigation. Muhammed said that the people were arrested in the area where the general’s missing car was found. Alkali, the immediate past Chief of Administration, Army Headquarters, Abuja, was declared missing on Sept. 3. He was said to have gone missing on his way to Bauchi, where he left Abuja to in the morning of that day. Consequently, the Chief of Army Staff (COAS), Lt.-Gen. Tukur Buratai, set up a search operation for the missing general. The army authorities said that after a

thorough investigation, they narrowed the search to a mining pond in DuraDu in Jos South Local Government of Plateau. After two weeks of draining water from pond, Alkali’s car and two others were recovered from the pond. Muhammed stated that a “cordon and search’’ operation was conducted in the community and some people were apprehended. He said “They were moved to the barracks where they were screened, profiled and interrogated. “These suspects will be handed over to the Nigeria Police for further investigation and prosecution. “The persons to be handed over to police include those who were in possession of fire arms without license. “Those who heard and saw the criminals that stopped the retired senior officer and those that pushed his vehicle

into the pond but failed to report these criminal acts to the security agencies will also be handed over.” Muhammed added that the troops conducting the search exhibited high level professionalism and best practices according to the rules of engagement in arresting suspects. He also stated that the actors involved in the criminal act and were still at large were known to the army. According to him, efforts are being intensified to arrest them as their photographs and personal details are with relevant security agencies. He urged members of the community who had deserted the area and had nothing to do with the disappearance of the general to return to their homes. Muhammed assured that no harm would come to them, but vowed that those who had anything to do with the incident would be brought to book.

The Police said the suspects who are also engaged in exhuming the remains of buried dead bodies from graves in Ilorin and environs had 11 human skulls in their possession at the time of arrest. The suspects are: Azeez Yakub a.k.a Baba Muri –principal suspect, Abdulrasaq Babamale, Aishat Yunisa, Lukman Saka, Ahmed Yahaya a.k.a Eko, Abdulfatai Kadri a.k.a (Adedoyin) – Vigilante Commander, Adeta Zone, Ilorin,Soliu Ayinde a.k.a Baba Fawasi and Abdulganiyu Bamidele. A statement signed by the force spokesman, DCP Jimoh Moshood said that other items found in their possession were human bones, powder suspected to be pounded human bones, human Hair and charms.

Moshood also said the arrest of the suspects followed several complaints received at the ‘D’ Divisional Police Headquarters, Adewole, Ilorin Kwara State on cases of missing persons, kidnapping, murder, killings for rituals, and exhuming of dead bodies. According to him, a search conducted on one Azeez Yakub’s house located at No. 20 Ile Opa Adeta Compound, Ilorin lead to the discovery 11 human skulls, some pieces of human bones, human hairs, and powder suspected to be grinded human bones and charms. Further investigations by the Special Team of the IGP Monitoring Unit led to the arrest of seven other suspects, namely: Azeez Yakub, Abdulrasaq Babamale, Aishat Yunisa, Lukman Saka, Ahmed Yahaya, Abdulfatai Kadri a.k.a (Adedoyin) – Vigilante Commander, Adeta Zone, Ilorin, Soliu Ayinde a.k.a Baba Fawasi, Abdulganiyu Bamidele. According to the police the suspects have in their voluntary statements confessed to have sold 31 human heads to some personalities in Ilorin and other

towns in Kwara State as well as their customers from contiguous states to Kwara State. Moshood noted that Azeez Yakub a.k.a Baba Muri who is the principal suspect is a notorious armed robber who has served several jail terms in prison. The principal suspect confessed that Abdulfatai Kadri has brought to him human skulls that he exhumed from the Ilorin Community Central Burial ground situated after Id-praying ground in Ilorin, Kwara State. He further admitted that Abdulfatai Kadri a.k.a (Adedoyin) usually brings in the human heads to him in batches of Four, six , Eight for safe keeping and usually collect them within a day or two, and also informed him of the personalities in Ilorin and other he usually supply the heads to. Abdulrasaq Babamole was equally mentioned by the Principal suspect, Azeez Yakub to have bought one human skull from him. All the suspects would soon be charged to court.

An Abuja High Court on Wednesday joined Uche Nwosu, the In-law of Imo state governor, Rochas Okorocha and delegates of Owerri zone of the All Progressives Congress (APC) as defendants in the suit filed by a factional Governorship candidate of the APC, Senator Hope Uzodinma. Uzodinma had last week sought an order of the court directing the APC to forward his name (Uzodimma) to INEC as the Gubernatorial Candidate for Imo State Governorship Election for 2019. He also prayed the court for another order restraining INEC from continuing to process or publish any other person’s name except the name Senator Uzodimma as governorship candidate of the APC in the 2019 election. Initial defendants in the suit are the independent national electoral commission INEC and the All Progressives Congress APC. However delivering ruling on the exparte motion, trial judge, Justice Oathman Musa, who adjourned the matter to October 17, ordered the APC and INEC to show cause why Uzodinma’s prayers should not be granted by the court. When the matter was called yesterday, three applicants informed the court of their applications before the court seeking to be joined as parties in the suit.

EFCC arraigns businessman over N160m fraud The Economic and Financial Crimes Commission (EFCC) on Wednesday charged a businessman, Malik Kayode, and his company MIKA Resources Nig. Ltd. before a Federal High Court Lagos, over alleged N160 million fraud. The accused is being prosecuted by the EFCC on a four-count charge bordering on obtaining money by false pretence, retention of proceeds of crime and impersonation. He pleaded not guilty to the charges before Justice Chuka Obiozor. After his plea, the prosecutor, Mrs Zainab Ettu, urged the court to remand the accused in prison custody, and issue a trial date. However, the defense counsel, Mr Chris Ibe, informed the court of a pending application for bail of the accused, but the prosecutor told the court that the commission was yet to file a counter affidavit to the bail application. She urged the court to adjourn the matter for the prosecution to respond appropriately.

Senate probes pipeline explosion in Abia The Senate has mandated its committees on Petroleum Downstream and Police Affairs to probe alleged role of security operatives in the pipeline explosion in Abia State, where 150 villagers were allegedly killed. This followed a motion by Sen. Theodore Orji (PDP-Abia) at plenary on Wednesday. Orji lamented that the carnage and avoidable loss of human lives in Osisioma Local Government of the state was worrisome. He further expressed concern over alleged inaction of the Nigeria National Petroleum Corporation (NNPC) over the incident. Orji alleged that the corporation did not wade into the pipe leak that led to explosion and death of many people early enough to avoid the disaster.

APC and reality of Atiku challenge

Intifada is Arab word for uprising. It perhaps best describes the emerging battle formation in Nigeria’s expanding coliseum ahead of the 2019 polls. Indeed, today, only the utterly naive will still need an interpreter to decode the dire signal from the nation’s fraternity of restive generals. Other than in the heyday of the coup in the ’70s and ’80s, never have we seen a gang-up of old soldiers this massive, with the sole objective to wrestle down a comrade (President Muhammadu Buhari) from whom they now appear irreconcilably estranged. While they would readily cite “national interest” as their only motivation, not a few Nigerians will contend that the generals’ uprising is actually fueled either by bruised egos or loss of class privileges and business concessions. So, increasingly, the nation is left to witness the adaptation of martial tactics by vengeful old warriors for a purely civil outcome, in what may signal the terminal battle within the oldest cadre of the once powerful military oligarchy. The insurgency intensified during the past weekend with former President Olusegun Obasanjo (OBJ) opening heavy artillery fire from faraway Indonesia on Buhari. In what would have been considered high treason under military rule, he motioned the international audience to await a new leader that would sign a pending treaty to ease global trade, not President Muhammadu Buhari (PMB) whose “hands are too weak.” It was a daring follow-up to a declaration a few days earlier in Abeokuta in which OBJ dramatically recanted his old political fatwa on Atiku Abubakar, proclaiming him “president-to-be”. The fireworks would appear to have been ignited the previous weekend with the electoral abracadabra in the Garden City bearing the military hallmark: numbing stealth. Like the ominous owl, Aliyu Gusau suddenly materialised at the crunch hour during the Peoples Democratic Party (PDP) convention. He it was, according to reports, that whispered a coded message to the influencers of the night to tilt the scale so overwhelmingly in Atiku’s favour, so much that the votes garnered by the second runnerup was only half of his. The dollar was no problem. Dazed by the forceful hijack of what he probably had considered his show all along, Governor Nyesom Wike of Rivers States, the generous host who barely concealed an affinity for Aminu Tambuwal, was soon sighted retreating hastily to his lair before the votes were counted. The young turk from Obi Akpor must have realised by now that battlehardened generals tackle differently. Expectedly, the coy Maradona of Minna is ever too timid to openly show his hands.

But wherever Gusau goes, we can see his distinct shadow. Ditto the white-bearded Abdulasalami Abubakar. Only the uninitiated would remain unmoved when, suddenly, no word is heard anymore from spectral Theophilus Danjuma, the one with a dark scowl. While the old generals gear up for the final supremacy battle ahead, there can be no dispute that Atiku, otherwise considered a “lesser” retired officer on account of being of a paramilitary progeny, is the ultimate beneficiary. How pleasurable it must be for the man from Jada to sit back and watch his ancient foes now joining the battle to advance his interest. Apart from the sigh of relief from OBJ suddenly agreeing to make “peace” with him, Atiku must also feel a sense of closure on General Ibrahim Badamosi Babangida (IBB), who could perhaps be classified as the first to teach him the true meaning of political adversity some twenty-five years ago. Who would imagine that the man, who in 1992 had mindlessly axed his political hero and mentor, Shehu Yar’Adua, when the latter appeared set to clinch the presidency on the Social Democratic Party (SDP) platform at the height of the phony transition programme conducted by the shifty general, would today voluntarily be in his corner? Taken together, the generals’ onslaught against PMB could only mean one thing: A boost to the Atiku momentum. In squaring off to the new challenge, therefore, it will be fool-hardy for Buhari not to re-appraise his strategy and frame a new message that truly connects with the populace with a view to restoking flagging hope. If muck-raking or scare-mongering becomes the only agenda – as it increasingly appears, the cacophony so generated is likely to completely drown whatever positive message there might be. Indeed, there is a growing drudgery – if not danger – of a one-plot narrative. There are few things commonsense teaches. When a vinyl is overplayed, for instance, no one needs any reminding of the inevitability of a crack, mangling the melody intended into a grating offence to the eardrums. The strategy of recycling old tales of corruption against Atiku may soon become counter-productive, especially as a seemingly resurgent PDP begins to catalogue APC’s own contradictions in the otherwise noble war against graft. True, few ghosts are unlikely to go away in the times ahead, notably the herdsmen violence and lopsidedness in PMB’s appointments. But it will be most unfair to say Buhari failed completely. What then has been a big puzzle is why Buhari and his people seem incapable of crowing more now about their own miracles. People readily connect with the issue of bread and butter.

While it is true that hunger remains, it bears restating that the situation could have been worse today without a more scrupulous management of the nation’s earnings since 2015. And if the economic indicators now suggest the nation has navigated its way out of perhaps the worst recession in more than three decades, inflicted undoubtedly by the profligacy of the preceding PDP administration, how come the people are not being reminded the more that the redemption is largely due, not to a sudden oil windfall, but Buhari’s frugality and insistence on value for money? Again, while Boko Haram may not have fizzled out completely, let no one however distort the memory. Unlike 2015 when the murderous sect controlled no fewer than 23 councils across states in the North-East and would hoist their sepulchral flag audaciously, a more tenacious commander-in-chief has since inspired the military to recover most of the lost grounds, thereby restoring national pride. These are verifiable facts. But for Buhari, beyond the immediate challenge of mobilising resources to tell his own success story more forcefully in the times ahead, what would also seem prudent now is to summon the humility to undertake a selfevaluation of sorts, resisting the temptation of complacency and being carried away by the glory of past electoral exploits. True, over the years, the myth of a captive 12 million following in the north has been woven around Buhari on account of his showing in the 2003 and 2011 polls. (As for 2007, so mindless was the rigging inflicted by PDP under OBJ’s watch that Buhari’s All Nigeria Peoples Party (ANPP) was “allocated” 6,607,419 against his fellow Katsina townsman Umar Yar’Adua’ unbelievable 24,784,227). But let it not be forgotten that a partnership with the dominant progressive forces in the South-West was still needed to finally muster the knockout punch that PMB had so craved direly over a decade to tilt the pendulum decisively in his favour in 2015. Against this backcloth, a counter-factual argument could then be made that the 12 million-man myth of 2003 and 2011 is in the context of a Muslim Buhari of the North vying against a Christian contender from the South. Today, with Atiku hailing from the North-East, the North-Central largely hurting from the herdsmen crisis, there is no denying that the fabled 12 million-man hypothesis is about to face the stiffest test yet. The PDP optimists are, therefore, wont to speculate on an entirely different outcome in 2019 in the context of Buhari running against a fellow Fulani and Muslim of Atiku’s clout. Of course, PMB’s base remains largely the Talakawa and other courtesans of the underclass in the fanatic worship of the ascetic spirit he easily evokes, with the feudal class and other elites

likely to cast their lot for luxuriant Atiku out of enlightened self-interest. With the Arewaland likely to be divided between Buhari and the anointed of the old order, it is now certain that victory in 2019 will be decided on the Southern soil. As for South-South, besides a few token gestures here and there, it is doubtful if any other strong argument could be made that PMB has made any appreciable offering in the Niger Delta in the past three-and-ahalf years to cause a tectonic shift in public sentiments and significantly alter voter behaviour, which saw the zone voting PDP overwhelmingly in 2015. As for South-East, with frugal, holycommunion-taking Peter Obi as runningmate, Atiku is already guaranteed not only bloc Igbo vote but also potentially a buy-in of the significant Catholic community across the country. By the way, less weight should be attached to the reported grumblings at the weekend of the Igbo governors and a few leaders who rose from the Enugu meeting to say they were not consulted before Atiku made the Obi choice public. Taking a second look at the line-up at that meeting, you would find that at least three of those present were earlier speculated among those being considered. What else is expected of political rivals in his native Anambra, like Governor Willy Obiano and “godfather” Chris Uba? A case of sour grapes, no doubt. In any case, with Atiku promising to do one term, usually hard-nosed Igbo are likely to view the PDP option as the shortest cut to Igbo presidency and, therefore, less likely to listen to any governor to vote otherwise. So, the South-West invariably becomes the fierce battleground. Now, the hard questions: what will Buhari flaunt as dividends to the Yoruba who voted him in 2015 to justify renewing his mandate? Could the national policy options pursued in the last 42 months be said to be enough to win more support in Yorubaland this time? For APC, the ready good news is that considerable energy and resources will be conserved in Osun, Ekiti and Ondo States where no governorship poll will hold except in the state assemblies. Their combined arsenal can then be mobilised to reinforce the defence of the party interest in Oyo, Ogun and Lagos. But in specific terms, APC will have to really dig deep into its creative reserve for a coherent message to counter the Atiku’s gospel of restructuring, which undeniably resonates well with the largely progressive values of the zone, beyond the ready excuse that having a Yorubaman as Buhari’s runningmate is an assurance of the return of Yoruba presidency by 2023. By and large, the time ahead will be interesting indeed.

Embracing dialogue to promote stable democracy

In all modern societies, more especially in modern democracies, dialogue as depicted by the parliament, the town hall or village square meetings, is the essence of give and take when there are contending issues, views and opinions. The essence of dialogue is that when people of diverse persuasions, age, culture or religion congregate as in a country, a club or association, they must accept that individuals have the right to ventilate such views, opinions or preferences within the ambit of the law. In a democracy as ours, there are laws, codes and guidelines to moderate our different preferences, opinions and actions. The strict observance of these laws is also germane to national stability and national security. When there are differences or contentious issues, it is better to embrace dialogue than resort to extreme actions as manifest of recent in hate speeches, provocative utterances and recourse to violence. Indeed history has taught us that

all disagreements, wars and conflicts do not resolve any disagreement. Disagreements are ultimately resolved on the round table. In all cases, it is always wiser to jaw-jaw than to warwar. As we prepare for major elections come 2019, security challenges and the survival of democracy have raised a major concern among all patriots. The Alumni Association of the National Institute, as a major think tank in the pursuit of good governance, has deemed it proper to lend its voice in articulating this concern with a view to creating awareness and identifying the critical success factors in promoting national security and the stability of our young democracy, especially as we prepare for major elections coming up soon. While democracy is becoming stable, its fabrics are being undermined by the seeming failure of national security. Indeed, the security of all citizens is the primary duty of any government. There is

therefore no gainsaying the fact that national security is the platform for democracy and its values among the citizens. There is no better ingredient that provides meaning and legitimacy to democratic rule than security; it is the protective umbrella of all other sectors of the democratic system. It is also the pillar of political order. Democracy and security correlate because both are people- centered. When democracy loses its security, it has lost its core values. That is why AANI has committed itself to promoting national dialogue in the search for peaceful co-existence among the diverse peoples and communities across the country. Earlier this year, it hosted a stakeholders’ forum on the Eradication of Farmers-Herders Conflicts. The association has lent a voice in decrying the killings in Benue and Plateau states as well as the bickering among politicians, especially the rancor in the National Assembly. Next week, we will mount a national

dialogue session to discuss issues critical to achieving democratic stability without jeopardizing national security. Specifically, the one-day forum will examine the challenges posed by the coming elections and national security. It will also dissect issues around civil- military relations under democratic governance. Key participants expected include the Secretary to the Government of the Federation, Mr. Boss Mustapha; the National Security Adviser, Mohammed Babagana Monguno; the Sultan of Sokoto, Muhammad Sa’ad Abubakar 111, ministers and members of the National Assembly. The association is best described as the national reservoir of knowledge, skills and expertise. That indeed may be a modest characterization. It parades Nigeria’s finest crop of the trained and tested, under one umbrella, who are obligated to contribute to the search for good governance, peace and progress at all times.

Time to stop medical brain drain

T

he recent report of about 5,405 Nigeriantrained doctors and nurses working in the United Kingdom hospitals represents a frightening dimension of brain drain in the country. Incidentally, the health sector has witnessed increasing migration of the best brain including many medical personnel trooping out of the country in search of greener pastures. This brain-drain in the health sector, which has always existed at some level, has in recent years taken on an alarming turn with the changes in the state of the Nigerian economy. Investigations revealed that Nigerian doctors have been migrating to the United States, Canada, Saudi Arabia, the UK and many other nations across the globe. Relevant medical agencies in Nigeria could not provide official data on emigrant doctors, but figures released in February 2018 by the British government indicate that no fewer than 5,405 Nigerian-trained doctors and nurses are currently working with the British National Health Service (NHS) in the United Kingdom UK. From the statistics, Nigeria has 80,000 registered doctors; more than 50,000 are practicing abroad. 92 percent of Nigerian doctors in Nigeria are considering finding a job abroad and 70 percent of them are making plans to leave for foreign lands and are taking exams to that effect. What this mean is that Nigerian medics constitute 3.9 per cent of the 137,000 foreign staff of 202 nationalities working alongside British doctors and nurses. Nigerians in the diaspora sent home $22 billion in 2017, a 6.4% increase from the amount repatriated in 2016. This makes Nigeria the highest in the SubSaharan region in terms of diaspora remittances and fifth in the world, thus echoing the positive contribution of Nigerians in the diaspora to the Nigerian economy. This trend has been having negative effects on Nigeria’s health sector. As a result of this, experts say that Nigeria is experiencing a shortage of doctors in most of its hospitals. The ratio of medical practitioners to patients in the country is very low. Official records reveal that Nigeria currently has one doctor to attend to 3, 500 patients in the country, which is a far cry to the World Health Organisation (WHO) recommendation of one doctor to 600 patients. Already it takes an old patient two hours and three hours for new patients to see a doctor on the average. It will not be far from the truth to state that the lapses are due to decades of harsh economic policies, which had led to chronically under-funded health systems. There is no gainsaying that the effects of brain drain syndrome in Nigeria’s health sector are devastating. Today, Nigeria’s health system wobbles and the future bleaks even the more, no thanks to the huge challenges this single problem of human capital flight. Nigeria’s health industry is already left in a state of quagmire. The health institutions/facilities have continued to beg for an overall cleansing; this is a necessary antidote without which health care delivery will remain in total disarray. The flight of medical personnel from Nigeria is not unconnected with the prevailing severe economic recession and hyper-inflation, among many others, which has reduced the purchasing power. Many other glaring and remote factors are culpable for the braindrain conundrum. Despite the dearth of personnel in the well-being sector, it is laughable that only less than one-third of the registered Nigerian doctors practice in the country while over two-thirds of the professionals are migrating abroad, solely to earn better wages and

career development. It is simply stating the obvious that the ugly trend has also reduced the number of dynamic and innovative people in the health care sector, which the stakeholders and keen observers believe to be responsible for the medical quackery in the length and breadth of Nigeria. The dilapidated equipment in hospitals and the mismanagement of the little resources, especially in government hospitals is also not helping matters. Most doctors after graduation do not have the basic framework to allow them to do their job properly. There are rare or no opportunity for professional career development and training. Every health worker, other than a doctor, wants medical research and up-to-date clinical knowledge, which are not accessible in Nigeria. We are of the opinion that the Federal Government must do something quickly to stop this brain drain. It is long overdue for Nigeria to develop robust nationalistic policies and programmes that would promote the common good of doctors and prevent brain drain. By doing so, it will create a healthcare system that delivers good outcomes such that no one needs to travel out as the health of the nation is expected to be paramount to the government and the general citizenry. We also submit that real solutions lie in the courage of Federal Government intervention and legislative actions towards developing a holistic package of measures and conducive environment with upgrade of existing medical facilities nationwide. We must change the narrative with maximum opportunities for local training for all medical graduates under satisfactory, attractive terms and conditions of service that will stop the unhealthy and devastating emigration of the best brains in the country.

Family seeks independent probe, prosecution of policeman over Akapson’s murder Adebisi Oyindamola, Abuja The family of late Miss Anita Akapson who was allegedly murdered by a Police officer on Saturday, has demanded an independent prosecutor to prosecute the four police officers involved in the killing of their daughter. The family expressed their distrust in the police force to handle the matter without sentiments. Addressing the press in Abuja on Tuesday, the Lawyer representing the family, Kayode Ajulo said they needed to give clarity to the mischief and lies being peddled by the Nigerian police and to demand justice, also call for a reform of the police force in our country. Mr Ajulo who spoke on behalf of the family of former Minister of Finance, Nenadi Usman, said “While we appreciate that the Inspector-General has ordered the detention of the officer in question, we however demand to know the identity of the officers for transparency of the judicial

process”. “We also demand for an independent prosecutor to handle the prosecution of the officers. “History has shown that the police can go to any length to protect their own and this may not be different”, he added. He said the autopsy carried on the body of the deceased showed that the late Anita was shot at close range as the bullet ruptured some organs around her abdomen, and existed from the back. Adding that it wasn’t a case of mistaking the deceased’s car for armed robbers’ as being peddled by the Police,Mr Ajulo said the family wondered if the ordinary Nigerian citizen was safe. He said “when those paid to protect the populace kill and murder them at any perceived altercation, which was not the case in the event that led to the killing of the late Miss Akpason, it is worrisome and tragic”. “The spotlight should be centred on how it has become a near norm by those paid to protect Nigerians to kill them at the

slightest opportunity. “What this means is that we are not all safe because the officers of the police force can murder us at the slightest pretence that there was an altercation, even as there was none as in the case of Miss Anita Akapson”. “It’s is high time the police has a template for the engagement of its officer with the civil populace”, he stated. The family said they are ready to go to any length to get justice for their daughter while also appealing that the matter should not be swept under the carpet. They also await conclusion from police investigations, before the next necessary action would be taken. Late Anita Akapson 31, the daughter of Former Minister of Finance, Nenadi Usman, recently returned from the United Kingdom, upon completion of her studies, worked with National Emergency Management Agency, NEMA. She died at a hospital in Gwarinpa after being shot by a superintendent of police in the company of 3 other officers, last Saturday.

5 killed in Ebonyi, Benue clash Charles Onyekwere, Abakaliki Ebonyi State Governor, David Umahi yesterday expressed dismay over the death of five Ngbo indigenes in Ohaukwu Local government Area of the state, allegedly caused by their Agila neighbours of Benue state. The State Commissioner of Police, Musa Kimo who visited the scene, said everything has been brought under control and called on the people of the area to remain calm and go about their lawful business.

The Governor who was represented by his Deputy, Dr Kelechi Igwe made his feelings known when he visited families of the affected persons at Ekwashi and Ukwagba communities. The Governor expressed dismay over what he called flagrant disregard to agreement by the Agila people. He observed that Ebonyi people had suffered incessant attacks from their neighbours in recent times and appealed to the federal government to intervene before the people would resort to self defence. He appealed to the people to remain calm and law abiding,

assuring that government would ensure permanent resolution of the crisis. The chairman of Ohaukwu local government Council Barr Clement Odaah told the Governor that Benue people invaded Ngbo area despite peace agreement signed with Ado local government council few weeks ago. He condemned the incessant attack and called on Benue state government to call Agila people to order. The Governor was accompanied by Security Chiefs including CP Musa Kimo and representative of the Cantonment Commander, Major S Milla.

Governor Ifeanyi Okowa of Delta on Wednesday presented a budget estimate of N367.09 billion for the 2019 fiscal year to the State House of Assembly for approval. Presenting the budget christened, “Budget of Sustainable Growth,” Okowa said it was made up of N157.09 billion and N209.99 billion Recurrent and Capital Expenditures respectively. The proposed budget is N58.20 billion higher than the 2018 budget of N308.88. According to the governor, the 2019 recurrent expenditure is higher than that of 2018 by N9.823 billion “The proposed capital estimate for 2019 is N209 billion is N48.3 billion or 29.9 per cent higher than that of 2018 capital budget of N161.6 billion,” he stated. He said that in order to achieve the proposed target, government would intensify enforcement of appropriate tax legislation to increase the tax base to N73.4 billion annually.

Voting for Buhari, shortest distance to Igbo presidency, says group Igbo leaders in Lagos APC said on Wednesday that voting for President Muhammadu Buhari in the upcoming presidential elections would hasten the chances of the Igbo, clinching the presidency in the near future. Supreme Court appointment: NJC reaffirms Jus Abba-Aji’s nomination as civil society kicks Andrew Orolua, Abuja The National Judicial Council (NJC) has affirmed its nomination of Hon. Justice Uwani Abba-Aji to President Muhammad Buhari for appointment to the Supreme Court bench even as ‘Civil Society Network Against Corruption’ kicks against his elevation. The Council said in a statement signed by the director of information, Soji Oye Esq. that its attention has drawn to a publication by the ‘Civic Society Network Against Corruption’ urging President Muhammadu Buhari not to forward the name of Justice Uwani Abba-Aji to the Senate for confirmation as a justice of the Supreme Court over corruption allegations. It said the group had premised its objection to the appointment of Justice Abba-Aji to the Apex Court

on the report of an online newspaper of 16th October, 2016, which featured his name as one of the Judicial Officers under investigation for corruption by Security Agencies for accepting bribe from a Senior Lawyer who is currently facing trial at the Law Court. NJC said that the allegations of corruption levelled against the nominee were unfounded. It recalled that “sequel to the request of the Attorney-General of the Federation, in 2016, Hon. Mr Justice Abba-Aji and seven (7) other Judicial Officers were directed by the Council to recuse themselves from performing their judicial functions pending their investigation by Security Agency. “Only three out of the Judicial Officers who were then under investigations were arraigned in Court” , so it recalled those not charged to work. Justice Abba-Aji was among those recalled to work as he was

not arraigned. “He has since been sitting in Court and no Investigation Agency has filed any new allegation against His Lordship, in fact, his international passport had been returned to him and he had been travelling outside the country without any hindrance, signalling that the investigation agencies have nothing new against His Lordship.” The council said that the allegation of corruption against Justice AbbaAji was not established, so he cannot be denied the appointment for an offence he did not commit. According to the Council, “the law of the land remains that no one is to be punished except for an offence established by due process of law.” The National Judicial Council also re-affirmed its commitment to zero tolerance for corruption which it said is the stand of the Chief Justice of Nigeria and Chairman of the Council, Justice Walter Samuel Nkanu Onnoghen.

The Commissioner of Police in Enugu State, Mr Mohammed Danmallam, on Wednesday urged journalists to always protect national security and peace in their reports. NSA paid me $40m to fight oil bunkers, militancy in Niger Delta - Jonathan’s cousin Andrew Orolua, Abuja Former President Goodluck Jonathan’s cousin, Mr. Robert Aziboala who is facing two count charge for laundering $40 million on Wednesday told the Court that the sum was paid to his company, Darkata -One-Plus limited by former National Security Adviser (NSA) to fight Oil bunkering and militancy in the Niger Delta. He said that the amount came from $1 billion released by the Federal government through the Nigerian National Petroleum Commission (NNPC) to address the conflict and crises in the Niger Delta that resulted in the losses of 300,000 barrels of crude oil on daily bases. He said he was approached by former NSA Col Sambo Dasuki for a fraction of the contract to minimize the losses while two other foreign companies handed projects that would

provide long term solutions. He said he was specifically asked to go the creeks and meet with the militants and pay off (Kpofire) owners operators of illegal refineries. Aziboala further told the Court that the firm executed the contract as specified and had vouchers of all payments he made in the creek. That Rony Dueke a foreign firm is building a command and control in centre Abuja, a project that monitors the entire Niger Delta while another foreign firm Liver Yubel is handle another radar project. “While the Israelis are building the command centre based on a substitutive contract, Dasuki asked me to take resources and assist in the interim by going to the Niger Delta to water the grounds. “We requested and got a letter to that effect, as well as demanded for 10 percent total amount for the assignment, which was given. “We did the assignment diligently and in all honesty, from our interventions, Nigeria saved 300,000

barrels of oil per day. “We have payment vouchers and documents used in executing the assignment by paying those involved in the nefarious activities and urging them to desist from such unpatriotic act. According to the defendant, the assignment was to last for 6 months and he could not present the report to Dasuki by because he was too busy trying to confront the challenges posed by Boko Haram and the 2015 general elections He said that when the assignment was given to him, he opened an account with his two companies, Darkata -One-Plus Reserved account, were the $40million was released by the NNPC on the directive of the former NSA. “If the 40million Dollars was not meant for an assignment, I would have returned it back because I have ample of integrity in me” he told the Court. The matter has been adjourned to 4th, 5th, 6th and 7th December for continuation.

Mama Taraba, APC in war-of-words over ex-minister’s removal of computers, furniture from party Former Minister of Women Affairs, Aisha Alhassan, who recently resigned her appointment and dumped the All Progressives Congress (APC), has retrieved computers and furniture she donated to the party’s state secretariat in Jalingo, the Taraba State capital. But the Taraba APC has condemned the action of the former minister, saying her action is shameful. Speaking on the issue, the APC Publicity Secretary in the state, Mr. Aaron Artimas, also disclosed that Alhassan removed rugs, air-conditioning sets and tables she had bought for the political party when she was a member. “We find this development shameful, unfortunately it is true. The former minister has emptied the office she furnished when she was a member of the APC,” Artimas told the News Agency of Nigeria (NAN), on Wednesday in Jalingo. Artimas said that the party leadership obliged her request and watched as she removed everything from the party

secretariat, and expressed surprise that the former minister stooped so low to recover even minor items she had donated to the party. “It is amazing to us because Aisha Alhassan was the highest beneficiary of the party in the state,” he claimed. Artimas said that Alhassan had embarrassed herself with that action because she was still keeping the benefits that accrued to her as minister under the APC-led Federal Government. “It is a very shameful action, but we shall leave her to conscience,” he said. Reacting, however, Alhassan said that she did not order the removal of the items, but supported it because of the injustice the party meted to her. “I bought the items with my money; when my boys told me they were removing them from the party secretariat, I gave them the go ahead because the APC does not deserve anything of mine,” she told NAN in an interview from Abuja. She dismissed the claims that the items

were moved from Jalingo to Abuja. “I could not have moved the items to Abuja. I merely gave my boys the nod to move them out because the APC was wicked to me. If I had left the party on my own, I would not have bothered about the items, but you know the circumstances that pushed me out. “I bought the items to furnish the party secretariat, but since I have moved to the UDP, I did not see anything wrong with moving with all my belongings. They should buy their own furniture for the offices,” she said. It would be recalled that Alhassan, who was screened out of the gubernatorial race by the party, resigned as minister of women affairs and also withdrew her membership of the party before joining the UDP to pursue her governorship ambition. Alhassan had contested for the seat in 2015, on the platform of the APC, but lost to the incumbent, Darius Ishaku, of the PDP.

Water consumers in Bauchi have described as inimical to public health the level at which residents are being exposed to contaminated water in the state. The consumers who also complained bitterly over high bills and muddy water supplied to them by the State Water and Sewerage Corporation (BSCWSC) lamented that their lives may be in great danger. The complains came to light at a sensitization exercise conducted in Gwallaga, Wunti and Yan-Tifa communities of Bauchi Local Government Area (LGA) by Rahama Women Development Programme in partnership with USAID funded WASH coordination project (WCP). We don’t have $3.5bn subsidy fund in our custody – NNPC Idu Jude, Abuja The Nigerian National Petroleum Corporation (NNPC) has disclaimed the insinuation that it has in its custody $3.5billion subsidy fund. NNPC Group General Manager, Group Public Affairs Division, Mr. Ndu Ughamadu, in Abuja, on Wednesday, explained that at the hit of the shortage of products supply at the close of last

year, the National Assembly asked the NNPC to do everything possible to stem the hiccups. Ughamadu revealed that accordingly, NNPC initiated the move to raise a revolving fund of $1.05billion, since the corporation was, and still is, the sole importer and supplier of white products in the country. The NNPC spokesman said ever since, the fund had been domiciled in the Central Bank of Nigeria, saying

at no time was it in the custody of the NNPC. Ughamadu said the fund, dubbed the National Fuel Support Fund, had been jointly managed by the NNPC, the Central Bank of Nigeria (CBN), the Federal Ministry of Finance, the Petroleum Products Pricing Regulatory Agency (PPPRA), Office of the Accountant General of the Federation (OGF), the Department of Petroleum Resources (DPR) and the Petroleum

Equalization Fund (PEF). Mr. Ughamadu clarified in the release that NNPC did not independently spend a dime of the fund which he said was to ensure stability in the petroleum products supply in the country. The NNPC spokesperson said, for the avoidance of doubt, the corporation was fully aware that it is only the National Assembly that has the statutory responsibility to appropriate on petroleum subsidy matters.

GTbank reports N142.2bn PAT in Q3 Motolani Oseni Guaranty Trust Bank (GTBank) has recorded a Profit After Tax (PAT) of N142.224 billion for the nine-month operating period in 2018, representing growth of 13.26 per cent compared to N125.578 billion recorded in the same period of 2017. The lender, in its financial result released on Wednesday, also, grew its Profit Before Tax (PBT) by 15.48 per cent from N142.224 billion recorded in the period in 2017 to N164.246 billion recorded in the third quarter of 2018. The commercial lender succeeded in improving the profit it amassed from investments which led to 101.89 per cent growth from N9.939 billion of 2017 third quarter to N20.066 billion recorded in

the same period in 2018. Its other income also grew exponentially by 119.21 per cent to N39.311 billion recorded in 2018 from N17.933 billion recorded in the third quarter of 2017. The bank improved its spending on its staff personnel by 14.18 per cent which came to N28.121 billion in the period in 2018 from N24.629 billion recorded in the third quarter of 2017. Its other operating expenses similarly grew by 11.16 per cent from N53.022 billion recorded in the period in 2017 to N58.939 billion recorded in the third quarter of 2018. Its equity fund, however, declined by 14.54 per cent from N625.167 billion recorded in the quarter in 2017 to N534.296 billion recorded in the third quarter of 2018. Its Total assets between the third quarter of 2017 and that of 2018 grew

marginally by 2.45 per cent to N3.433 trillion, as against N3.351 trillion recorded in the corresponding period in 2017, while total liabilities also grew marginally by 6.35 percent from N2.725 trillion recorded in the third quarter, 2017 to N2.899 trillion recorded in the sam3 period in 2018. Its earnings per share grew by 13.29 percent from N4.44 recorded in the third quarter of 2017 to N5.03 recorded in the third quarter in 2018. Further analysis showed that the bank’s Price Earnings ratio stood at 7.36 percent, Earnings yield stood at 13.59 percent with its stock being exchanged for N37 in the day when the report was made public. Between the third quarter of 2017 and that of 2018, the stock of the bank has moved between N31.95 which it recorded September 10, 2018, and N57 which it recorded January 19, 2018

Meanwhile, First City Monument Bank (FCMB) has announced that it will submit its 2018 third quarter financial report on or before 29 November 2018. The commercial bank in a statement signed by its secretary, Funmi Adedibu, stated that it will not be filing its nine months unaudited financial results for the period ended 30 September 2018 by the due date which is 31 October 2018. “This due to the commencement of the interim audit of the company’s commercial banking subsidiary, First City Monument Bank Limited for the period ended 30 September 2018,” the bank said in the statement. “The consolidated third quarter 2018 results of FCMB Group Plc will be released on the Nigerian stock exchange on or before 29 November 2018” the bank further stated.

The Federal Government has extended the ongoing verification exercise of former workers of Nigeria Airways Limited and assured that the exercise would not end until everybody is captured. Minister of Finance, Mrs. Zainab Shamsuna Ahmed, stated this on Wednesday during her on the spot assessment visit of the exercise across the three centres in the country, Ahmed said that additional desk has been made available to address all complaints. The centers are located in Kano, Enugu, and Lagos. The Minister, who was represented by the Secretary, Presidential Initiative on Continuous Audit (PICA), Dr. Mohammed Dikwa, appealed to all participants to be patient with the officials until they are all verified. According to the minister, over 6000 former staff of the defunct Airways spread across the three centres will be attended to during the period of the exercise. She added that 40 percent will be attended to in Kano centre while 50 percent and 10 percent will be attended to in Lagos and Enugu centres respectively. We are here based on the directive of His Excellency President Muhammadu Buhari, to release the entitlements of ex-workers of Nigeria Airways Limited (liquidation). “We are very much aware at the federal level of the suffering you have undergone over the years. It is as a result of this that the Mr. President directed for immediate release of funds to offset your all your entitlement and benefits. “Now the funds are ready, what is left for us to do here is to conduct that verification exercise, which started on Monday. Let me inform you that the verification exercise will continue until such a time that each and everyone that is entitled is captured. I want you to be patient and orderly so that you get verified and get your entitlements latest by next week. “Also for many of you who were omitted, we will address it squarely and make sure that all those who are entitled and admitted are verified and paid their entitlements. on the Reduction of Greenhouse emission from ships, which is a policy commitment, targeted at completely phasing-out the Greenhouse Gas emissions from ships, in line with the goals of the Park Agreement. Reps summon Cornerstone Insurance, 8 others over shareholders’ fund infractions Henry Omunu, Abuja The House of Representatives on Wednesday summoned nine insurance companies operating in the country for failing to respond to queries over series of infractions involving shareholders funds leveled against them. The insurance summoned are Niger Insurance, International Energy Insurance, Guinea Insurance, Universal Insurance Company Plc, Law Union & Rock Insurance, Real Exchange Plc, Continental Re-Insurance, Cornerstone Insurance, and Sovereign Trust Insurance Company. Deputy Chairman, House Committee on Capital Market, Rep. Tony Nwulu, who disclosed this during a meeting said that

committee issued the summons during the investigative public hearing on the “level of compliance with operational and regulatory requirements.” The lawmaker lamented that the intervention of the leadership of the House became necessary because the “insurance industry is ailing seriously, considering the recent call for recapitalization and the need to protect shareholders funds, among other issues”. He stated that the committee mandated all the Insurance companies operating in the country to submit their management reports or face the wrath of the law. However, for disregarding the committee’s invitation the lawmaker disclosed that the committee will no longer grant any form of reprieve for any erring insurance company, adding that “none of you should make any

attempt to reach me, I will not listen to you. Everything about the insurance sector will be done publicly. “Those that are unfit to remain in business, we should know; shareholders should understand what has happened and move forward”. According to him, some managing directors of the insurance firms and consultants engaged by the committee had raised concerns over various operational challenges endemic in the industry. He said that most of the insurance companies that fail to make available the management report will be handled according to the extant regulations and laws of the land. Rep. Nwulu added that the committee has the constitutional responsibility to ensure the safety of shareholders funds in the industry as well as the capital market.

Lagos 2019: PDP faces another crisis over imposition of candidates Stories by Patrick Okohue Ahead of the 2019 general elections, the Lagos State chapter of the Peoples Democratic Party (PDP), seem set to be embroiled in a major crisis over the method adopted by the party in the selection of candidates for the 2019 general elections. The PDP in the state had promised all aspirants who obtained the nomination and expression of interest forms that it would conduct primaries to select candidates for various elective positions in the state. However, several of the party aspirants who spoke are now

lamenting about the method adopted by the party in selecting candidates, stressing that the party refused to conduct primaries for aspirants for the various elective positions in the state, except the governorship position even when there was an agreement. An aspirant for the House of Representatives in Ikorodu Local Government Area of the state who did not want his name in print, accused the party of choosing candidates through a consensus arrangement which was organised to favour some particular aspirants, vowing to dump the party and work against its interest in next year’s election if the issue was not resolved.

2019: Obasanjo, others endorsement of Atiku will count for nothing, says Buhari group A pro-Buhari group, Reelect Buhari Movement (RBM), has described former President Olusegun Obasanjo’s endorsement of former Vice President Atiku Abubakar for President in 2019 as meaningless and of no effect. This is even as the group frowned at the presence of top clergy men, including Bishop David Oyedepo, Bishop Matthew Hassan Kukah, Sheik Ahmed Gumi and others at the event last week, noting that, “the endorsement will count for nothing in the next general election.” The RBM stressed in a statement by its convener, Mr. Emmanuel Umohinyang that “this is in view of the fact that the decision as to who emerges the next president resides with the Nigerian electorate.” The statement read: “If endorsement wins votes, former President Goodluck Jonathan would have won the 2015 general election because under that era, we saw how humongous resources were expended to buy endorsement. “Today, Nigerians are not only wiser, they are properly informed on the right they have on the election day, so the endorsement of Atiku is neither here nor there, and nobody should take Obasanjo seriously on it. “Ex-President Obasanjo is one man who plays to the gallery. He speaks from both sides of his mouth as he has shown again. In one breath, Atiku is a thief, and God will not forgive him if he supports Atiku. The next week you saw him telling you that Atiku has shown remorse. “I do not think Nigerians should take the ex–President serious. He is also one man who likes to control any government in power. “Ever since he left government,

he has tried to bring in people and control them. When he endorsed this President (Buhari) before the 2015 election, some of us didn’t take it as anything because what electoral value does he have? Has he ever won his local government for any presidential candidate? Group tackles PDP, Atiku over reaction to Executive Order 6 The outbursts of the Peoples Democratic Party (PDP) and its presidential candidate Atiku Abubakar over the executive order 6, has been described as an understandable reaction. East Libya forces reopen probe into Abdel Fattah Younes killing Eastern Libyan authorities have resumed an investigation into the unexplained killing of a rebel commander in the 2011 uprising that toppled Muammar Gaddafi, a case that could re-open old wounds. The killing of Abdel Fattah Younes by suspected fellow fighters caused deep rifts within the rebel camp of the kind that have marked the turmoil and violence gripping Libya ever since. The investigation risks stirring new tensions between eastern Libya, controlled by the forces of General Khalifa Haftar, and a UN-backed administration in the capital Tripoli. Haftar ordered the eastern military prosecutor to “immediately and urgently reopen the investigation” of the killing of Younes and two others, according to a decree posted on Monday. AC Milan suffer record €126 million annual losses

AC Milan have announced record losses of €126 million (£111m/$146m) for the 2017-18 financial year. The club’s latest statement shows a €53m (£46m/$61m) drop on the previous year and brings the club’s consolidated losses over the last 14 years to over €730m (£639m/$845m), with €460m (£403m/$533m) of that total accounted for in the last five years. Milan published half-year accounts earlier this year which showed a six-month loss of only €22.3m (£19.5m/$25.8m) against €39.3m (£34.4m/$45.5m) for the same period 12 months earlier.

Since then, however, Milan have undergone a change in ownership, with US hedge fund Elliot assuming control of the club after Li Yonghong missed deadlines to repay the company loan fees he had taken to complete his takeover of the club from Silvio Berlusconi in 2016. The loan taken out by Li carried a doubledigit interest rate, while figures show that expenses rose 22.3 per cent during the first and only full year of the Chinese businessman’s ownership.
