week. For instance, some senior lawyers who spoke exclusively to The Daily Times on Sunday disagreed over INEC breach of the Electoral Act. First to fire the shot is the human rights activist, Mr. Femi Falana, SAN, who said: “INEC which has shifted the general election by 7 days is alleged to have turned round to ban political parties and their candidates from further campaigning for votes. With respect, INEC has not paid attention to Section 99 of the Electoral Act which provides that the period of campaigning in public by political parties shall end 24 hours before polling day. Since elections have been shifted, the period of campaign has also shifted and will end 24 hours to the new polling day. “Therefore, the limitation of campaign imposed by INEC should be reversed without any delay. Furthermore, INEC should comply with all valid and subsisting court orders with respect to the candidates sponsored by political parties for the general elections. Otherwise, the courts may annul some of the elections conducted by INEC on grounds of exclusion of qualified candidates.” Another constitutional lawyer based in Ibadan, Oyo State capital, Mr. Afolabi Olatunde, SAN, said: “We all heard what the Chairman of INEC said yesterday (Saturday) that as far as INEC is concerned that there won’t be any room for campaign as campaign exercise has closed. With all respect to him, I don’t think he was on the right path in making that statement. “Technically speaking as it were, election will be conducted in Nigeria on 23rd of February and by intervening circumstance, INEC couldn’t conduct the elections on 16th February again prior to the 16th February. To me, campaign exercise ended on 15th
February or midnight of February 14th which is 24 hours to the elections but, by reason of circumstance we found ourselves, I believe that political parties should be afforded the opportunity to resume their campaign up till 24 hours before when election has been shifted to. With all respect, I believe he was wrong in his position.” Corroborating Mr. Afolabi, SAN, is the former governorship candidate of the Peoples Democratic Party in Ondo State, Eyitayo Jegede, SAN, who also agreed that: “It is whatever the law says that should happen. Secondly, is that people should not be discouraged, everybody should come out to vote on the rescheduled date of elections unhindered with freedom to make up one’s mind as to who you want to elect as our president, as our senator or as House of Representative member and all PDP supporters and sympathisers are urged to come out and vote this coming week.” However, a professor of law and chairman, Presidential Advisory Committee Against Corruption (PACAC), Itsejuwa Sagay, SAN, disagreed with the trio of Falana, Olatunde and Jegede. He said: “We really have to bring down tension, there’s too much tension in this election. The date of the election was yesterday (Saturday) and so all the political activities stopped on Thursday. This extension by one week is an accident due to the misfortune that has happened and frankly, I support the chairman in saying that nobody should campaign anymore and that nobody should come and collect Permanent Voters Card anymore so that they can concentrate in putting things right. I think it will give us a period to cool down before the elections.” Also, Hameed Jimoh, an Abuja based legal practitioner, said that by that provision of the Electoral Act left INEC with the discretion whether or
not to extend campaign beyond 90 days allowed by law. He said the political parties have spent their campaign period and the time has elapsed. He said that by shifting the time for voting to commence by one week does not mean the political parties could continue campaign beyond the 90 days allowed by the law. “Since INEC has closed the campaign period, it will remain so in the eyes of law because it merely exercised its discretion. The political parties can not compel the Commission to exercise that discretion in their favour, at most they can only plead for more time. “But, INEC in its wisdom had asked the political parties to suspend campaigns, they should comply with the directive,” Jimoh added. On his part, Mr. Pius Ofulue, also an Abuja based lawyer, said though it is the position of our law that campaigns shall end 24 hours to the date of election, peculiar circumstances like the situation we found ourselves requires wisdom to handle not necessarily according to the letters of the laws. According to him, inciting pronouncements from Governor el-Rufia of Kaduna State which has the potent of fueling crisis such as the announcement of alleged killing of 16 Fulani in Kaduna state on 16 February, would heighten the ethnic, religious and political tensions which the reopening of campaigns and rallies would aggravate. He said it is unfortunate that the two leading political parties have vowed to proceed with their campaigns despite the directive by the Independent National Electoral Commission (INEC). Despite several odds facing Nigeria’s economy ahead of the 2019 general elections, President, Association of Bureaux De Change Operators of Nigeria (ABCON), Alhaji (Dr.) Aminu Gwadabe, has said the nation’s currency, naira, has in over 18 months remained stable at both the official and parallel markets. This is even as he commended the Central Bank of Nigeria (CBN) financial sector reforms and the contributions of the Bureau de Change (BDC) operators to the current exchange rate stability, while the total Foreign Exchange (FX) market turnover in January 2019 stood at $14.91billion, representing a 35.36 per cent ($3.89bn) Month on Month (MoM) increase from the turnover recorded in December 2018 ($11.01bn). Speaking on Sunday to financial journalists in Lagos, the ABCON boss said this development, is against the common practice of currency devaluations and depreciations across the world at election times. For instance, the naira exchanges at N306/$1 in the official market and N358/$ in the parallel market despite the election fears. Gwadabe said that the absence of foreign exchange spikes and volatility before and during the 2019 elections year is a major achievement by the CBN and Federal Government. He said: “The dexterity of the government policies in ensuring that Naira remained stable in an election year is commendable. Election years,
as witnessed during the 2015 general elections, are marred by exchange rate volatility and spikes in the market”. He disclosed that financial pundits had in early 2016, speculated that the naira will depreciate to as low as N1000/$. The election period of 2015, he added, witnessed over $100 billion capital flight outside the country. The activities of currency hoarders, speculators and rent seekers reached its peak in 2015. He disclosed that ironically, the trend in the foreign exchange market during this year’s election showed hope for the economy, sustained exchange rate stability, adequate dollar liquidity, increasing foreign capital inflows and most importantly, a unified and convergent exchange rate of the BDCs and the parallel market. These feats, he said, are commendable by all standards. On deepening capacity/skills of industry operators, Gwadabe appealed to the CBN to issue Letter of Consent to ABCON proposed training institute. This, he added, is going to boost the current ABCON Management commitment to capacity building for its members to stimulate competency in the sector and make room for better foreign exchange management. Continuing, Gwadabe also listed factors that led to the current successes in the foreign exchange market. He said: “First, I want to congratulate the leadership of the CBN for a wellcoordinated, proactive exchange rate management strategies which include creation of several foreign exchange windows to deepen liquidity and price discovery, restriction of foreign exchange
on 42 items that can be produced locally, self-sufficiency in rice production and continuous partnerships between the apex bank and BDCs, all led to the current exchange rate stability enjoyed in the country”. According to Gwadabe, the contribution of the security agents in the effective surveillance of Nigeria’s borders/ airports to checkmate illegal foreign currency evacuation have in no small measure strengthened exchange rate and promoted economic growth. He also praised the BDC operators under the ABCON leadership for staying in the business despite lower margins and risk of operations they face on daily basis. The ABCON boss said the BDCs have remained resolute in ensuring sustainable and stable exchange rate, price discovery and uniformity in the market pricing for the dollar against the naira. He said the current one per cent transaction margin that operators take is not sufficient for BDCs’ sustained operation, and totally falls below the global standard of 10 per cent. Gwadabe said the BDCs under the ABCON leadership have demonstrated patriotism in the business by staying and sustaining it despite several challenges facing the sector. He said the CBN-licenced BDCs under the aegis of ABCON is not in business solely to make a profit but to protect the local currency and ensure that the economy thrives through its contribution to job creation and improved dollar liquidity in the economy. The Socio-Economic Rights and Accountability Project (SERAP) said on Sunday it would take legal action against the Federal Government and National Assembly leadership over Constitutional breaches after the elections. Nigerians, SERAP said must “hold successive governments since the return of democracy in 1999 and the leadership of the National Assembly responsible for the patently unlawful postponement of the 2019 general elections scheduled to hold yesterday but now to hold on Saturday”. The organisation said: “Given the increasing tendency to postpone elections and the cumulative failures and corruption over the years, SERAP would, after the elections, pursue appropriate legal action against the government in power and the National Assembly leadership for the catalogue of breaches of constitutional and international obligations, and seek effective remedies for the citizens.” In a statement today signed by SERAP deputy director, Kolawole Oluwadare, the organisation said: “The postponement of Nigeria’s elections since 2007 shows a systemic failure of leadership at the highest level of government, and
suggests that our electoral process is deliberately skewed in favour of politicians’ interests, who continue to profit from the corruption and impunity that have characterised the process since 1999, and against those of the citizens.” According to the organisation: “Calling for the resignation of the Independent National Electoral Commission (INEC) Chairman, Professor Mahmood Yakubu rather than addressing the root causes of persistent postponement of elections is a blatant attempt by politicians to scapegoat the electoral commission.” The statement read in part: “While the INEC leadership ought to proactively push for reform of the electoral system, successive governments and leadership of the National Assembly that have the legal responsibility but have remained largely impervious to revolutionary change of the electoral system, should be held to account for this fundamental breach of public trust.” “Foisting outdated electoral system on Nigerians, and spending huge public funds to sustain it, seems in uneasy tension with constitutional provisions and Nigeria’s international obligations including under the International Covenant on Civil and Political Rights, African Charter on Human and Peoples’ Rights, and African
Charter on Democracy, Elections and Governance to which Nigeria is a state party.” “Rather than prioritising genuine and comprehensive reforms of the electoral system that would upgrade and modernize our voting processes, successive governments and leadership of the National Assembly would seem to prefer the status quo, presumably to undermine citizens’ right to participation and to continue to profit from the corruption and impunity that the current system and processes breed.” “It is clear that the current electoral process is vulnerable to corruption but politicians would seem to have little incentive to comprehensively reform, upgrade and modernise it. It is unlikely that either the federal government or the National Assembly would take the steps necessary to sort out our electoral system, and improve transparency, accountability and integrity of the electoral process.” “We urge Nigerians to take more active role in the fight against corruption, including by putting pressure on the authorities at the federal and state levels and the National Assembly to comprehensively reform, upgrade and modernize our electoral system and processes. He also commended the role played by the media is sustaining ongoing stability in the foreign exchange market, adding that the media has not only remained as the watchdog of the society but key stakeholder in economic growth and development. Consequently, investors in the equities market of the Nigerian Stock Exchange (NSE) gained N45 billion in one-week trading amid pressure building to the postponed presidential and national assembly elections. The equities market capitalisation, a parameter used in measuring the value of all companies traded, from N11.758 trillion when it opened for trading previous week as against N12.20 trillion it closed. Also, the NSE All-Share Index (ASI) closed higher at 32,715.20 basis points from a low 31,529.92 basis points it opened for trading last week, an increase of 1,185.28 basis points or 3.8 per cent following investors keen interest in low capitalised stocks listed on NSE. Thus, the Month-till-Date and Yeartill-Date gains increased to 7.06 per cent and 4.09per cent respectively. On sectoral breakdown, all the five sectors recorded gains week-on-week as Oil & Gas appreciated by six per cent, Consumer goods Index added 5.4 per cent, Banking Index gained 1.6 per cent, Industrial Goods Index appreciated by 1.6 per cent, and Insurance Index adding 1.5 per cent. According to NSE weekly market report, the total turnover of 2.83 billion shares worth N28.14 billion in 28,733 deals was traded this week by investors on the floor of the Nigerian exchange in contrast to a total of 1.89 billion shares valued at N26.88 billion that exchanged hands last week in 19,210 deals. The Exchange revealed that 56 equities appreciated in price during the week, higher than 42 equities in the preceding week. 13 equities depreciated in price, lower than 22 equities in the preceding week, while 101 equities remained unchanged, lower than 106 equities
recorded in the preceding week. “With election risk now out of the picture, as we anticipate a peaceful exercise, together with the still supportive macroeconomic picture, we guide investors to cherry pick fundamentally sound stocks in a bid to ride the wave of the market rally, post-polls”, analysts at Cordros Capital said. Also, analysts at APT securities said, “the election rally seems to have an ample effect on the stock market against all odds. We can only be optimistic going forward as last Thursday marked the end of election rally.” Meanwhile, the latest FMDQ OTC monthly report has shown that increase in the FX turnover in January can be attributed to the 150.61 per cent and 0.61per cent rise in Member-Clients and Inter-Member trades which was only marginally offset by the 27.55 per cent decrease in Member-CBN3 trades. Contrastingly, turnover at the Investors & Exporters (I&E) FX Window in January 2019 recorded 22.42 per cent or $1.11 billion and 26.86 per cent or $1.41 billion MoM and Year on Year (YoY) decreases respectively to close at $3.84 billion from the $4.95 billion and $5.25 billion recorded in December and January 2018 respectively. However, analysis of FX turnover by product type showed that FX Spot was the main driver of the overall increase in FX turnover, with a MoM increase of 462.93 per cent or $7.84billion. The increase in FX Spot can be attributed to FX inflow for investments in the higher yielding FGN5 fixed income securities. Conversely, FX Derivatives recorded a MoM decrease of 42.34 per cent ($3.95bn), driven mainly by a 44.89 per cent decline in Member-CBN FX Swaps turnover, while turnover in FX Futures also declined by 35.66 per cent. In January, the 31st, Naira-settled OTC FX Futures Contract (NGUS Jan 30 2019) with total open contract of $515.09mm matured and was settled on FMDQ, while a new 12-month Futures contract (NGUS JAN 29 2020) with a notional principal of $1.00bn and futures price of $/N364.65 was listed on the OTC Exchange. During the month under review, the Nigerian Naira appreciated against the US Dollar at the I&E FX Window, gaining 97 kobo to close the month at $/N363.03 (from $/N364.00 recorded in December 2018.

Airports operated 24 hours on Feb 15 to distribute INEC materials – NAMA The Nigerian Airspace Management Agency (NAMA) on Sunday said that it ensured a 24hour operation at all Nigerian airports on February 15 to facilitate the transportation of Independent National Electoral Commission (INEC) materials nationwide. The General Manager, Public Affairs of NAMA, Khalid Emele, disclosed this in a statement he signed and made available to journalists in Lagos. Recall that the Independent National Electoral Commission (INEC) had announced the rescheduling of the Presidential and National Assembly Elections from February 16 to February 23 due to logistics
reasons. Emele said the provision of the 24-hour navigation services was based on the directive from the Minister of State for Aviation, Hadi Sirika. He added that there was no disruption in the provision of air traffic services on February 16. According to him, this was in keeping with the agency’s mandate of providing uninterrupted safe, effective, efficient, and economic air navigation services in the country. “NAMA wishes to reassure all airspace users and the general public that the Nigerian airspace shall remain open for all airspace users before, during and after the rescheduled general elections. “The agency has put

Polls postponement: PDP to reopen campaigns Says INEC erred in its prohibition directives
Tunde Opalana, Abuja Contrary to declaration by the Independent National Electoral Commission (INEC) that campaigns and collection of PVCs remain closed in spite of the one week rescheduling of elections, the Peoples Democratic Party (PDP) has said it will continue campaign during the open window days. It said that after due consideration of
the provision of the Electoral Act, the party is set to reopen its open campaigns. The party rejected the wrongful administrative prohibition of open campaigns by INEC, holding that such administrative pronouncement was erroneous, directly in conflict with the provision of the Electoral Act and is not backed by any other law in our country. The PDP position,
according to its National Publicity Secretary, Kola Ologbondiyan, is predicated on the clear provision of section 99 (1) of the Electoral Act which stipulated that “for the purposes of this Act, the period of campaigning in public by every political party shall commence 90 days before polling day and end 24 hours prior to that day”. He said “the clear import of this provision, in the current situation, is that given the postponement
of the election to February 23, 2019, the 24 hours requirement for closure of all public campaigning falls at midnight of February 21”. The PDP reminded INEC that whenever its administrative pronouncement conflicts with the Electoral Act, such administrative pronouncement must bow before the law. The party charged INEC to be appropriately guided while directing its members to await further directives ahead of its reopening of campaigns.
Pandemonium in Ogun as Customs gun down man over N5000 bribe Temitope Adebayo There was chaos in Shagamu area of Ogun State on Sunday when bullets from the rifle of an alleged Customs officer, ASC1 Destiny Onebamho, killed one Godwin (unconfirmed) during an argument between Customs officers and passengers of a bus over checking of some suspicious items in the Hiace bus. In a video that went viral on social media on Sunday, the young man was lying lifeless in a pool of blood while passengers of the Hiace bus were seen manhandling a Customs officer, accusing him of killing the young man over his refusal to
part with N5000. In the video, the passengers of the Hiace bus were seen claiming that the deceased was on the bus with them from Lagos. In a swift response to the incident, the Nigerian Customs Service (NCS) spokesman, DC Joseph Attah, stated that the deceased was not a passenger of the bus but a friend of the Service. The Customs National spokesman said: “The attention of the Nigeria Customs Service has been drawn to a disturbing video going viral with conflicting narratives. “While it is painful and totally unnecessary to lose life in antismuggling operations,

While speaking on INEC’s announcement, the National Chairman of the APC, Adams Oshiomhole, said it is impossible for his party to stop campaigns a week before the election. He said election guidelines clearly state that all campaigns be suspended 24 hours to an election. He said everyone is aware of the law, hence, his party will continue campaigning on Sunday. “INEC cannot go contrary to what the law says. He advised INEC to ensure the elections are not postponed again. “All the stakeholders including INEC and the international observers are not happy with the postponement, for whatever reason they have postponed the election, and I hope that they will not do that again,” Kwankwaso said. “From now to one week, there is no reason we will suspend the campaign because the law clearly states that campaigns should be suspended 24 hours to an election. “Nobody ordered them to postpone the election. Now that they postponed the election, we will have the chance to go and campaign,” the Kano PDP senator said.

The African Union, Economic, Social and Cultural Council (AU-ECOSOCC), Nigeria chapter has appealed to Nigerians to be calm, exercise restraint and support the electoral umpire in discharging the enormous responsibility of conducting free, fair and credible elections. The council in a statement signed Sunday in Abuja by its Nigeria representative, Mr. Oba Olasunkanmi John, said rather than castigating INEC on the postponement of the elections, the commission should rather be supported to ensure the conduct of elections that will send serious democratic lessons for other member states of the AU to emulate. “The world is hoping that Nigeria would through this election set a standard, hence we need to encourage and support the commission so that the world through this election will know that democracy in Nigeria has come of
age,” he asserted. It commended the INEC Chairman, Prof. Mahmood Yakubu, for taking a proactive step to avert staggered elections that may have given room for suspicion and legal logjams and assured the commission of its constant support. The council also encouraged INEC to ensure that necessary arrangements are perfected and finalised to avoid further postponement, saying the commission must continue to prioritise voters’ awareness, prompt release of information so as not to allow the propagators of fake news take advantage of the situation to confuse the electorate. “We have read with concerns several insinuations and blame game in the media on the postponement and wish to caution that all stakeholders should exercise restraint and rather channel their efforts at assisting the commission to organize credible polls. “We must all understand that our words at this time will go a long way
to either make or mar the process and endanger the peace of Nigeria and Africa at large. Stakeholders must therefore watch against comments that may hamper the process. “Also on behalf of the AUECOSOCC Nigeria, the People Centre Assembly of the African Union, we want to commend so far, the roles being played by international and domestic observers, especially in mobilization and financial supports toward credible, free and fair general elections. “We want to use this opportunity to appeal that we should not get tired due to the postponement and the shortcomings of the commission; we have confidence that they will still make Africa proud. “We also commend President Muhammad Buhari’s support and understanding with the commission and commend his stand to ensure that under his administration nothing short of credible elections are organized,” it added.
Former Governor James Ibori of Delta state and the incumbent Governor on the platform of the Peoples Democratic Party (PDP), Dr. Ifeanyi Okowa, who is seeking re-election in the March 6 elections, have affirmed that the electorate in the state will not be provoked or intimidated during the polls They both made their positions known at Ughelli while addressing members of the Delta Central Equity Group who endorsed the candidature of Okowa as their governorship candidate. Ibori said that “some people would say Ibori is not doing enough, but I am not afraid of anybody. Time has passed when those who don’t know dictate to those who know, but when people who know dictate to those who know, l am not afraid of saying it, Delta is PDP. “We will not be provoked, induced and intimidated but we will vote peacefully and use our PVCs to speak and as you rightly said, the next governor is Dr. Ifeanyi Okowa.” Warning against being cheated out during the polls, Okowa, in his remarks, said that “we would not allow anybody to come and cheat us or scatter our votes because we need peace. “You have not made a wrong choice in me because with Ibori on my side, victory is sure.” Speaking earlier, convener of the group, Morrison Idiovwa, stated that the group, made up of different youth bodies across party lines, had agreed that Okowa be reelected.
Happy trigger custom officer kills overseas returnee Doosuur Iwambe, Abuja
A trigger happy officer of the Nigeria Custom Service on Sunday allegedly shot dead a man simply identified as “a returnee from overseas” along the Benin Expressway. According to some eyewitness account who confirmed the development to the Daily Times, the custom officer demanded for a bribe of N5, 000, a request which was turned down by the overseas returnee. Angered by his refusal to give him the N5, 000 bribe, an argument ensued between the two which attracted the attention of other passengers who tried to intervene but before they could douse the tension, the custom officer had already shot the passenger right in the head. “The passenger died at the spot,” the source added. The custom officer sensing danger attempted to flee the scene of the shooting, but was restricted by the angry onlookers who resulted to violence thereby, physically attacking the entire custom team at the scene. In the voice of an eyewitness, “the victim now lying lifeless on his own pool of blood was just returning from overseas when the tragic scenario happened.” The eyewitness who described the scenario as the height of criminality, urged the authorities to immediately arrive the scene to arrest the custom officer.

United States backs ECOWAS, foreign observers on polls postponement Don’t shift elections again, it warns Doosuur Iwambe, Abuja The United States embassy in Nigeria has said that its home government fully supports the joint statement by the heads of the ECOWAS and other international election observation missions on the postponement of the February 16 and March 6 general elections. In a statement made available to newsmen on Sunday, the US stated that “we join in encouraging all Nigerians to ensure free, fair, peaceful and credible elections by supporting the Independent National Electoral Commission while it finalises electoral preparations this week and by voting in peace together on February 23.” In a joint statement on Saturday, international election observers
urged the INEC to adhere to the new dates it fixed for the polls conduct and ensure free and fair elections. Meanwhile, foreign observers have called on the INEC to adhere to the new dates it fixed for the conduct of the general elections. The Transition Monitoring Group, Human and Environmental Development Agenda and the Election Observation Platform have said elections postponement constitute a threat to the integrity of the nation’s electoral system. The observers in their joint statement on the postponement also called on the electoral commission to inform Nigerians regularly about the preparations for the elections. The statement said: “We, the heads of the international
election observation missions and the United Nations present in Nigeria, have taken note of the decision of the Independent National Electoral Commission to postpone the 2019 general elections due to logistical and operational challenges. “While we note that this decision has caused disappointment for many, we call on all Nigerians to continue to remain calm and supportive of the electoral process as INEC works to implement its new timeline. “We urge INEC to use this time to finalise all preparations and ensure that the new election dates are strictly adhere to.” In a statement, CISLAC criticised INEC for the logistical problems that marred the distribution of electoral materials before the postponement.
The Coalition of United Political Parties (CUPP) on Sunday asked member parties to shun the directive by the Independent National Electoral Commission (INEC) and resume campaigns ahead of Saturday’s rescheduled Presidential and National Assembly elections. Chairman of INEC, Prof Mahmood Yakubu, had during an interactive session with stakeholders in Abuja last Saturday, said political parties could not resume campaigns despite the postponement of the electio earlier scheduled for February 16. Answering a question raised by a former Minister of Aviation, Osita Chidoka, who represented the PDP national chairman at the session, Prof. Yakubu had said since campaigns for the election ended last Thursday, parties could not resume campaigns again. However, CUPP in a statement by its national spokesman, Imo Ugochinyere, on Sunday said Yakubu’s position was unconstitutional. Ugochinyere said the Electoral Act stipulates that campaigns shall end 24 hours prior to the day of election, arguing that since the elections had been shifted to Saturday, political parties are at liberty to resume campaigns till midnight on Thursday. He therefore, asked member parties to resume campaigns from Sunday and mobilise voters for the PDP presidential candidate, Alhaji Atiku Abubakar.
8 die, pregnant woman, others sustain injuries in Ogun road crash At least eight people have been confirmed dead, while a pregnant woman and a child sustained injuries in an accident involving a blue Toyota Corolla sport car around Ewekoro area of Ogun state, on the Lagos/Abeokuta Expressway. Spokesperson, Traffic Compliance and Enforcement Corps, Babatunde Akinbiyi, who confirmed the incident to newsmen in Abeokuta on Sunday, explained that the accident, which occurred around 12. 50 p.m. on Sunday was caused by excessive speeding and loss of control by the driver. He said that 10 persons made up of four males, four females and two children were involved in the accident that killed eight persons, leaving a pregnant woman and another person injured. “We learnt that the Toyota Corolla sport vehicle was in-bound Abeokuta on the Lagos/ Abeokuta Expressway when the accident happened. The driver of the Toyota marked AKD 649 FP, who was drunk and on excessive speed, lost control of the vehicle and rammed into a stationery trailer parked on the road. “Though the driver of the trailer was not in the vehicle when the accident happened, he reported and is presently at Ewekoro Divisional Police Station with the vehicles involved,’’ Akinbiyi said. He added that the remains of the deceased persons had been deposited at the General Hospital Morgue in Ifo Local Government Area of the state, disclosing that the injured pregnant woman and a boy were presently receiving medical treatment at the Federal Medical Centre, Idi-Aba in Abeokuta.

The cost of postponing the elections

I woke up on Saturday morning and my wife told me the elections had been postponed. I replied her by saying that must be another piece of fake new because we have too many misleading and false stories in circulation these days. After I checked several news outlets, it turned out my wife was right. And I asked myself a very simple question: what’s going on here? Clearly, the postponement looked like a joke taken too far; the kind of stunt you pull on April Fool’s Day. To start with, the Independent National Electoral Commission (INEC) has put our lives on hold even if the electoral umpire had good grounds to postpone the elections – the same announcement at the eleventh hour could have been made last week; at least one week before the elections. It is now evident that INEC was not prepared to conduct these elections or they were just deceiving Nigerians and other stakeholders. Unfortunately, what INEC has done has become a familiar pattern; an egregious culture of impunity at all levels and we are supposed to just accept what has happened as normal and move on with our lives. But it is not that simple. The economy has been practically shut down because of the elections – movements are usually restricted. This is actually strange in the age of information technology and social media opportunities; so many degree programmes are now run online without students seeing the four walls of a classroom. We can now also run virtual meetings without the participants physically coming together. February 23 is a special day in the Rotary calendar because that was the day
in 1905 that Rotary, a global humanitarian service organisation, was founded by Paul Harris, a Chicago attorney. The Rotary family worldwide marks the day with different activities. Here in District 9110 Nigeria, a public lecture had been planned for February 23 – venue booked; chairman, guest speaker, discussants confirmed and invitation cards printed.When we received news of the postponement, the planning committee of the event immediately reached out to all our guests to confirm a new date that was not agreeable to some of them for obvious reasons. In fact, our guest speaker and chair of the occasion have scheduled trips outside Nigeria but we had to appeal to them to accommodate the new date. Please begin to count the cost of the postponement – economic activities that are grounded at a time the economy is coming out of recession; lost time, anger, frustration, disappointment and so on. Next Saturday, we are required to just vote and sit at home; no economic activity will take place. Each time the economy is shut down, commercial activities cannot take place and the country bleeds. I have friends who travelled so they could vote where they registered and you can imagine their sense of frustration and negative reactions to the postponement. The same thing can be said of election monitors/observers and journalists on assignment around the country and wedding ceremonies and other events shifted from February 16 to February 23 because of the elections. I have checked with family and friends in different places, it is the same story of woes and disappointment everywhere. What will be the impact of
the postponement on the elections now scheduled for February 23? Your guess is as good as mine. I watched Prof Mahmood Yakubu, INEC chair, on television announcing the postponement of the elections and I was not impressed. I could tell from his body language that he was not sure whether he was doing the right thing – he did not appear convinced; he looked disengaged, distracted and worried. The INEC chair said the postponement was a very difficult but inevitable decision for them to take but the last minute decision is very suspicious. Prof Yakubu, the postponement at the time is was announced damages the credibility of the entire electoral process and makes us look very bad on the world stage. How do you plan for an election that has a cycle of four years and issues of postponement would arise in this day and age? I thought it would be different this time because Prof Yakubu and his colleagues ought to know the implications of the postponement in a country where we are highly suspicious of each other. This is the same man who said many times over that there would be no postponement because INEC was fully ready to conduct the elections. So, what do we believe? As a friend noted, this is Nigeria and anything can happen. This is precisely why we should begin to ask ourselves very hard questions about building strong institutions that can stand the test of time and protect the integrity of our democracy as well as the future of our children. The good news is that Nigerians – both at home and abroad – are becoming more aware of the roles we all have to play in the
task of building a better country. The stakes in this election and in every subsequent election would be high because of the increased awareness – we need redemption to change the culture of engagement that would lead to progress and a better society. It has never happened before in the history of this country that you will find several young presidential aspirants seeking to make a difference in the way the affairs of this country is run; it’s a new culture taking root and I can predict that in the foreseeable future, the scale will tilt in favour of these ‘angry young men and women’ with winning mindsets who are determined to chart a new course for Nigeria. More of their tribe would change the narrative that ‘politics is a dirty game’; instead of staying away from politics, this new generation who live on ideas day and night would go into politics and take control of the destiny of our country because the world runs on ideas. Their mandate would be to tackle key issues such as unemployment, poverty and a stagnating economy. Their number one goal, in my view, would be to dismantle the so called ‘vested interests’ holding the rest of us captive and this characteristic was demonstrated by some of the young presidential aspirants during their campaigns and media interviews – you could feel their energy, sense of purpose and vision for a better Nigeria. The answer to Nigeria’s numerous problems will come from Nigerians – and that would be very soon. It might take some time to build a critical mass required but it will surely happen. May God bless Nigeria.
INEC and unending poll postponement

INARGUABLY, February 16, 2019 has become a date Nigerians may never forget in their calendars. It was indeed an exceptionally ‘inactive’ Saturday in history; without any wedding ceremonies, launching, burial or any events across the nation. Nigeria’s electoral umpire; the Independent National Electoral Commission (INEC) had scheduled the Presidential and National Assembly elections on the date, but at eleventh hour dashed the high hopes of the population who had waited earnestly to either renew or reassign mandates to candidates of their choices, as they woke up with a shocking breaking news pinpointing to postponement of the polls. It was like a mirage as all ardent electorates had travelled to their respective domain for electoral franchise including President Muhammadu Buhari to Daura. Buhari retired at home for the election after APC mega rally in Katsina on Thursday 14 February. Amidst the quandary, INEC’s chairman, Professor Mahmood Yakubu confirmed the rumour alluding logistic reasons for the postponements. However, prior to the episode, INEC had consistently assured the nation of readiness to conduct a credible election. The Presidency at a point mounted pressure on the National Assembly for approval of INEC’s budget for the general elections which after some hitches was finally approved. Subsequent to the approval, citizens ecstatically expected that funding of the election would take care of all the necessaries and looked forward to having a successful election as repeatedly guaranteed by the authorities. Regrettably, in a space of two week
close to the schedule, repulsive news of infernos on the commission’s offices at Abia, Anambra and plateau states which reportedly destroyed scores of election materials were broken. These acts are barbaric, senselessness and above all, criminal acts that should be condemned by all well-meaning Nigerians. It rather epitomized lack of decorum and sportsmanship as witnessed at Ogun rally recently, and boils down to needfulness of orientation in the society. Politics should be friendly played as a game as done in other countries without bitterness or taken too far. INEC’s records equally showed other odds in few other states, yet the commission determinedly, reiterated its position to deliver as scheduled. Objectively, could these ugly developments sufficiently lead to sudden postponement of the election scheduled some months ago? To start with, it is essentially important to note that any failure to hold a Presidential election across all the thirty-six states of the federation alongside federal capital territory on the same day will render the poll inconclusive which will not be accepted by all let alone its concomitant repercussions. Again, it wouldn’t augur well for any losing side to know its fate prior to the conclusion of all voting. Logically, if essential materials were destroyed few days to the date and cannot be reproduced accordingly within time, a short postponement though timely is germane. Should INEC equally be damned over unforeseen circumstances spearheaded by disgruntled elements? The answer is emphatically not affirmative. However, the Police should take the incident as a call for sober reflection. INEC offices nationwide should be
maximally protected during election periods towards circumventing such predicaments in future. The cost implications alone are enormous as most electorates travelled long distances only to suddenly meet the unexpected gaffe. Conversely, that’s where patriotism and nation-building play out as no sacrifice is too much for one’s nation. No doubt, the postponement was painful; nonetheless, one good message it clearly passed is the indisputable independence of the umpire from the executive as President Buhari too was a victim. The paramount factor as INEC reiterated is a glaringly credible, free and fair election that will make winners and losers convincingly know their true sociopolitical worth. Thus, INEC deserves fair judgment particularly with objectivity. Ultimately, Nigeria as the professed giant of Africa cannot remain anachronistic but should critically plan to embrace full digitalized electoral system, against the existing analogue method that compulsorily involves physical, paper and printing materials. In advanced countries, nothing can ever interfere with a scheduled election as citizens freely vote online even while on bed or other places. Hence, there is nothing to set ablaze or anyone to accuse of vote buying or selling. Again, the volume of public funds budgeted for manual elections every quadrennial season could be prudently channeled to other areas that will maximally improve the standard of living of people. INEC should be thinking critically towards migrating to online voting in few years time, though the great challenge is the high population that are not digital compliant and may
be disenfranchised in online voting. Probably, a special scheme could be earmarked for the class. Nigeria cannot continue with the same inadequate system all over especially movement of electoral materials in trucks across metropolis. Above all, embracing full digital system will remedy the systematic disenfranchisement of large populations that usually change residential locations and unable to move to their locations of registration, sometimes in another state as human being is dynamic in nature. Such remedy will enable all registered voters to vote irrespective of locations of registration instead of the present scenario that requires compulsory physical presence at registered polling unit. To conclude, President Buhari exceptionally enjoined citizens in his recent nationwide broadcast to participate freely in the elections. The speech was indeed remarkable and symptomatic of a statesman not minding his participation in the race. In any democracy alongside elections, obviously, there will always be two sides; winners and losers. Whilst the former will always have their way, the latter - their say. Hence, a political equilibrium attained as everyone is a stakeholder. But to take politics too personal by destroying election materials acquired with tax payers’ money and other vices, the law will certainly take its course one day as everyday they say is for the thief, but one day; the owner. Nigeria is indeed at a strategic junction either to move forward or backward. Nevertheless, synchronizing Mr. President’s appeal and guidance, say NO to violence!

Editorial Commentary My #NigeriaDecides2019 Diary: And They Came Like Thieves At Night

I dash off to the petrol station to fill up my tank for the assignment of the much awaited presidential election of February 16. On my way home, I get a call from my dear wife reminding me about buying stuff she needs to make small chops, which I had elected to share with my fellow voters, irrespective of which side of the divide they may stand, on the D-Day. I make a detour for Area 3 Shopping Plaza to purchase the items including bread, butter, sausage, sardine, eggs and fruits, among others. My phone rings and I get a tip off (I am a journalist on sabbatical and my sources are still active and not lifeless) about the prospects of postponing the FailBuhari elections. Hell no, I mutter to myself, can’t return what is already paid for. Moreover there is no way to confirm if indeed the elections will be postponed. I return home to drop my shopping. And on learning from a journalist that a meeting of INEC and some “stakeholders” is ongoing at the headquarters of the commission, I take my leave from home. We meet at a rendezvous, park my car (and to imagine that the passenger’s car window was open for the over 6 hours I kept the vigil) and mingle with journalists (those brave men and women who keep the vigil to ensure that our destiny as a nation is not mortgaged by the “witches” and “wizard” in some quarters who hold sway while you slumber). I exchange banters with the journalists around, oblivious of the surreal drama playing out, as top management of INEC, like thieves in the wee hours of the night; attempt to break into our national home to subvert our destiny as a nation. At about midnight, some vehicles depart from the INEC premises. I try to find out who the occupants of those cars may be. “Those are conference papers”, one of the journalist close by volunteers. “Conference papers, what are those?” I ask out of ignorance. “Editor, you have been a way for too long”, another comrade of the night adds. Not wearing socks, mosquitoes have a field day feasting on me, but the jokes and hearty laughs from this confraternity of pen pushers is the antidote to moments of gloom. I try to stave off dozing off. Truly, I have been away for long from the rigours and challenges of hunting for, and breaking into the news when there’s a news break such as what was unfolding while the rest of Nigeria slumbers. I have the camaraderie of this group, for whom sleep has been murdered for the night, to be grateful for. They keep me energized as we await the outcome of this extraordinary meeting that is bound to have a marked effect on the 2019 electoral process. At about 1 am, Yemi Oyekanmi, spokesman of INEC Chairman, Prof Yakubu Mahmood walks out to announce to the anxious horde of journalists: “A decision has been reached, but you have to hear it from the horse’s mouth”. It takes nearly an hour for the journalists to be ushered into the INEC conference room and the best part of half an hour for the ‘horse’ (Mahmood) to make it to the ‘stable’ (conference room).
At 2.40am, yes 2.40am when prospective voters were either snoring (as I am wont to do) or dreaming of casting their votes in the morning, Prof. Mahmood drops the bomb: elections postponed by one week. The presidential and National Assembly elections will now hold on 23 February while the Governorship and State House of Assembly is rescheduled for 9 March. And as soon as Prof Mahmood drops his microphone, journalists race to file their stories while the INEC Commissioners race to their cars. It only reminds me of what happens when someone releases rotten egg-like flatulence (gas) in an enclosed room and everyone sprints for their dear lives. Perhaps the INEC Chairman’s announcement was noxious and even those who had invented the toxic gas did not want to inhale of it. In the ensuing flight out of the INEC headquarters, one of the National Commissioners walking side by side with Amina Zakari (a pharmacist versed in the science of mixing chemicals) falls flat on the ground. And as he lay prostrate face down, I was, for a fleeting moment, scared that the man is injured from the fall. I discontinue the tweet I am perfecting, tuck my phone and power bank into my pockets; hands him my two hands (with the five fingers intact and not the leprous four fingers) and pulls him to his feet. He dusts himself while Amina Zakari sympathises with him. He mutters a thank you to me and races for his car. Is this fall ominous of the fall of Buhari at the presidential election on 23 February notwithstanding the orchestrations, or nemesis playing out before me, I reflect. Like many Nigerians, I am outraged at such tardiness and impunity that is symptomatic of the Gen. Buhari administration. I was still livid when I stepped into the church Sunday morning. And behold the answers to my concerns came via the word of God in Galatians 6: 9: “And let us not grow weary while doing good, for in due season we shall reap if we do not lose heart”. I am aware that across this great nation, men and women made incalculable sacrifices to present themselves at their polling units to cast their votes. I am aware that this sacrifice has even resulted in the loss of life of some of our dear friends and loved ones like Jeremiah Kyuni Shuki who died in an auto accident on his way to Akwanga, Nasarawa State. He was burnt beyond recognition. It is disappointing that despite all these, the elections were postponed at the last minute and without any warning by the Buhari administration. We all have good and justifiable reasons to be angry, but my counsel is that we direct our anger and energy at staying the course in our commitment to retrieve our country from the hands of the men the wife of president, Aisha Buhari had alluded to in her alert to the nation. Dear compatriots, no matter how pained you may be, I have good news for you: “weeping may endure for a night, but joy cometh in the morning.”
OUR POSITION How FG can restore trust in Nigeria’s electoral system
T
hat the much expected presidential and national assembly elections slated for last Saturday and the governorship and state assembly elections have been rescheduled is no more news. What is important however is how Nigeria can quickly take some measures to restore confidence of its citizens and the international community on the nation’s electoral system and processes, especially as the new dates for the elections approach? It is true that what happened last Saturday is not the first time Nigeria had to postpone its general elections. It also happened during the 2015 election when this same Independent National Electoral Commission (INEC) under the leadership of Prof. Attahiru Jega postponed the presidential and national assembly elections by one week. That is therefore the reason why this latest action taken by the Mamood Yakubu led INEC should not be overlooked or swept under the carpet. It is most likely that the malaise of postponement of general elections in Nigeria would have been mitigated or completely eradicated years ago if previous actions have been addressed squarely and appropriate sanctions, if necessary, handed out to those responsible for them. In the case of last week, shifting the goal post few hours before the opening of the 2019 polls by INEC was no doubt the worst embarrassment a nation could get from an institution that have received all necessary support it needed in terms of financial allocations and other executive and legislative mandate to deliver quality result after four years of preparations. One can only but imagine the humongous loses that stakeholders have incurred from the postponement of the elections in terms of finance and other investments into the project including Nigeria as a nation, political parties and international observer missions. This is made worse when added to the trauma experienced by potential voters, some of who had travelled hundreds of kilometres to make sure they exercise their rights to contribute in deciding who governs them; but who ended up with the taste of ash in their mouths. Even though the 2015 elections conducted by Jega were adjudged to be somehow fair, expectations were high that the Commission under Prof. Yakubu could correct some of the many ills of Nigeria’s electoral system and therefore deepen democracy in the country. This is another reasons why the last minute postponement of Saturday’s election and others cannot be explained and therefore have to be dealt with, and decisively too. The disappointment was heightened by the fact that the nation gave financial muscle to INEC to prepare and conduct the 2019 polls even at the expense of setting the executive and legislative arms of government on collision course. Prof. Yakubu even attested to this by ruling out paucity of fund as reason for the Commission’s inability to conduct timely elections. It is on that note that we at Daily Times totally reject the excuse offered by INEC that it was confronted with myriad of challenges and had to resort to postponing the elections. Prof. Yakubu’s lame statement that “As Chairman of INEC, and on behalf of the Commission, we take full responsibility for what happened and we regret any inconvenience our decision might have caused,” is to say the least, dodgy, as he rather chose the evasive word ‘we’ instead of ‘I’ in a sneaky admission of responsibility for the national show of shame he presided upon. In aligning with the mood of Nigerians, President Buhari has expressed his disappointment in INEC and faulted its chairman for failing to fulfil his earlier promises that the Commission is completely ready for the election. Both the ruling All Progressive Congress (APC), the main opposition Peoples Democratic Party (PDP) and others have joined the rest of the world in condemning what happened last Saturday. But those
are not enough. We think the Federal Government should take further steps to put an end to this act of shame by probing the infractions and ensuring that it never happens in our country again. We at Daily Times therefore recommend that President Muhammadu Buhari quickly convene a meeting of the National Council of State where decisions should be taken to suspend the INEC chairman, the commissioner in charge of logistics and other relevant persons that were saddled with strategic roles to deliver quality elections for the nation but who turned out to be total failures and therefore have plunged the nation into unimaginable losses; and in the process made Nigeria a laughing stock in the comity of nations. In addition to suspension, these persons should be handed over to the Economic and Financial Crimes Commission (EFCC) and other regulatory/enforcement agencies to explain what happened to the billions of Naira, tax payers money, appropriated to INEC for the election as well as what each of them know about the postponement. The Council of State should go further and appoint acting chairman of INEC and other officials to replace Prof. Yakubu and others that may be affected by the purge so that Nigeria can have conclusive and credible elections as rescheduled. Whether it be Amina Zakari or whomever the Council would zero on, it does not matter to us nor do we care from which part of the country as long as they have the requisite experience and character to give Nigeria free, fair and credible elections that would satisfy the yearning and aspirations of Nigerians. And where did Nigeria copy the idea that only professors can head the nation’s electoral body from? The opportunity to shake things up must once again not be lost on primordial sentiments. What Nigeria needs to succeed are strong institutions to begin a national revival.

They accused the federal government and the ruling party of trying to placate INEC to conduct staggered polls in 20 states with incomplete election materials in order to perfect plans in place to rig the election for President Muhammadu Buhari. As part of the grand plot to perpetrate the reinstatement of President Buhari in power, it was alleged that the INEC chairman, Prof. Mahmood Yakubu will be edged out and be replaced by a senior serving National Commissioner, Mrs. Amina Zakari, who they claim is related to the President . The PDP alerted Nigerians that contrary to simulated stance by the Buhari Presidency and APC National Chairman, Adams Oshiomhole, fresh facts have confirmed that elements of the federal government and the APC have been sabotaging the INEC in a well-orchestrated plot to engineer a staggered presidential election. The party said it was reliably informed
that Mrs. Amina Zakari and another high-ranking INEC commissioner played a pivotal role in assisting the APC and the Buhari Presidency in sabotaging the operations of INEC and scuttling the February16 elections. Director of Media, PDP Presidential Campaign Organization, Kola Ologbondiyan said this was premised on premeditated plans by President Buhari to have a staggered election where he can use security agencies to subvert the will of the people at the polls. The party alleged that the APC elements in INEC engineered actions that affected the distribution and delivery of INEC sensitive materials to designated locations, thereby frustrating the electoral process. “We also have details of how a hired team of data hackers corrupted the voters register, with a view to cause mass confusion and voters’ suppression on the election day. “Nigerians would have been shocked that many registered voters in possession of their Permanent Voter’s Cards (PVCs) would have arrived their polling centres on election day, only to discover to their amazement that their names have disappeared from the register in their units. “Intelligence available to us further details how agents of the Buhari Presidency infiltrated the distribution system and ensured that sensitive election materials do not arrive at the designated locations, with
the views to stall elections in several states and pave way for a staggered election. “This is in addition to deliberate swapping of sensitive election materials between different states and local governments so as to muddle up the process and stall election in affected areas. In some states like Edo, sensitive election materials did not arrive at their designated points on APC interruption,” said Ologbondiyan. The PDP called on President Buhari to save himself from further disgrace, by ensuring that his cabal and their ilk in the APC cease forthwith from tampering with the electoral process. Similarly, the CUPP has raised the alarm over alleged moves by President Buhari to suspend the INEC chairman and appoint Amina Zakari as acting chairman under the guise of INEC’s inability to conduct elections last Saturday. It said the consequence of this is that the entire electoral process would be thrown into confusion and the country thrown into an unwanted constitutional crisis. The coalition further alleged that President Buhari wants to sack the INEC chairman for refusing to conduct staggered elections as planned to create room for electoral fraud without minding the recommendations of Section 157 of the constitution which requires two-third majority of the Senate for the removal of the INEC chairman.

The campaign team for the re-election of Governor Udom Emmanuel in Akwa Ibom state has alerted the international community and other civil right agencies on violence allegedly perpetrated by suspected thugs of the All Progressives Congress (APC) in the killing of two persons and the burning of 15 buses hired by the Independent National Electoral Commission (INEC) to ferry ad hoc staff for the postponed Presidential and National Assembly polls in the state In a statement issued in Uyo Sunday and signed by the Director of Communication of Divine Mandate, Atuekong Emmanuel Ibiok, the group condemned in strong terms the attack on INEC hired buses for the postponed elections and that on persons from Obot Akara council area where the two persons were killed. The group stated that the incident confirmed their earlier claims that the APC planned to truncate the smooth conduct of the polls and ignite crisis to justify their inordinate plans. “Let us sound it loud and clear that Obot Akara a PDP enclave, is home of the former deputy governor and senatorial candidate of the Peoples Democratic Party, Chris Ekpenyong, the commissioner for youth and sports, Monday Ebong Uko, as well as the Dean of the College of Personal Aides of the Governor, Elder Ufot Ebong among others. “This, in addition to the new roads and bridges built by the current administration of Udom Emmanuel to reconnect the area with other parts of the state, cement the area as a stronghold of the PDP,” the statement stated. The group maintained that despite the repeated outcry against the threats to instigate violence by leaders of the opposition, no significant action has been seen to be taken against such threats. They cited the instance where the leader of the APC in Akwa Ibom state on three different occasions between August and September last year, threatened to unleash war in Akwa Ibom in a manner akin to the invasion of Poland by notorious German despot, Adolf Hitler. The Divine Mandate group confirmed that the APC caucus leader made those boasts in a church, the town square and at his residence respectively, and the video clips are still available.
APGA alleges plans by PDP to rig elections in Abia Condemn INEC over election shift
Sunday Nwakanma, Umuahia The All Progressive Grand Alliance (APGA) says, it has uncovered a grand design by Peoples Democratic Party (PDP) in Abia state to rig elections in the state. Addressing newsmen Sunday, the party’s state Chairman, Rev. Augustine Ehiemere, whose signed address was read by the state Deputy Chairman, Chima Onyekwere said the PDP plans is executed are capable of denying Abia people the opportunity to exercise their rights and may also trigger a chain of violent events. The party alleged that a certain man identified as Gaius was arrested somewhere in Umuahia by the police for being in possession of INEC sensitive documents and already completed result sheets that gave PDP victory ahead of Saturday’s aborted elections. “Upon interrogation by the police, the suspect claimed. that the documents, which included prepared result sheets and Gov. APGA added that it learnt from very reliable sources within the Abia government that the plot which involves high profile government officials is intended to be executed through the following strategies; use of fake military uniforms already procured and stockpiled at a secret place, use of army-branded Hilux vans for thugs in military uniforms, invasion of strategic election centres, and plot to attack INEC officials who may refuse to compromise. Other allegations include, bribing officials with not less than N1billion to secure original critical sensitive INEC result sheets, selecting all INEC collation officers from University of Agriculture Umudike to announce the fake results, burning of INEC offices and inducement of electoral officers. The party reasoned that the popularity of APGA governorship candidate, Dr. Alex Otti and Ikpeazu’s rejection by Abia people was why PDP wants to rig the election and called on Abians to be more vigilant. They urged INEC to reorganize its offices in the state, while calling on the military as well as other security agencies in the state to be on red alert.

Nigerians will vote out Buhari on February 23, says Wike

Rivers state Governor, Nyesom Ezenwo Wike has declared that despite the postponement of the February 16 elections masterminded by the APC-led federal government, Nigerians were determined to vote out President Muhammadu Buhari. Speaking during a special anointing service at the Living Faith Church, in Port Harcourt on Sunday, Governor Wike said the postponement should re-energise Nigerians to use their votes to insist that Nigeria must be better. The Independent National Electoral Commission (INEC) in Anambra state says it has started taking custody of materials deployed for Saturday’s postponed elections to ensure their safety. Head Voter Education and Publicity, INEC state headquarters in Awka, Leo Nkedife stated this in a telephone interview. Nkedife explained that all ballot papers and result sheets were being returned to the Central Bank of Nigeria, Awka from where they would be subsequently distributed to various polling units. He also announced that the smart card readers were being delivered to the state INEC headquarters for adequate protection, but however, could not confirm the number of local governments that have returned electoral materials. Similarly, the Enugu state Resident Electoral Commissioner of the Independent National Commission (INEC), Dr. Emeka Ononamadu disclosed that it has began the process of retrieving all sensitive already distributed materials across the 17 council areas of the state.

Abia state Chapter of the Inter Party Advisory Council (IPAC) says it feels highly disappointed by the national leadership of INEC in postponing the Presidential and National Assembly elections scheduled for last weekend. In a telephone chat with our reporter in Umuahia, the state Chairman of IPAC, Pastor Augustine Ehiemere lamented that candidates all over the country wasted their funds on campaigns only for the election in a twinkle of the eye to be suspended. “It is not in the best interest of Nigeria,” he said, pointing out that in Abia state, the INEC resident electoral commissioner wanted to conduct a free, fair and credible elections, even though his efforts and that of the security agencies are being sabotaged by desperate politicians. “Already, before that election date, PVCs were flying here and there. People were arrested and some with written results. “It is not the best; Abia desperate politicians should allow INEC and the people to choose who they want,” Ehiemere said and urged INEC not to allow those found with electoral materials to go scot free but they must be made to face the full wrath of the law.

Security agencies confirm killings in Kaduna By our reporter Security agencies in Kaduna state on Sunday confirmed mass killings in villages in Kajuru Local Government Area of the state. This is coming two days after Governor Nasir el-Rufai, announced that at least 66 people were killed in Maro Gida and Iri axis of Kajuru Local Government. While some people said the state government is not the proper body to announce such an incident, others questioned the government on why it delayed the announcement till Friday evening when the killings started late the previous Sunday. Meanwhile, the police in state did not state a casualty figure but said at least six people have been arrested in connection with the violence. Also, the Christian Association of Nigeria (CAN) has criticised the state government over the timing of its announcement of the
killings. In a statement on Sunday, the state chapter of the association described the announcement as intentional and raising a false alarm. “The press statement by the spokesman to the Kaduna state governor, Samuel Aruwan, suggests that the killings in Kajuru Local Government were carried out on February 15. This is false in its entirety,” CAN said. Similarly, the Southern Kaduna Peoples Union (SOKAPU) called on the inspectorgeneral of police and the director of the Department of State Services (DSS) to carry out an independent investigation into the killings. In a statement signed by its National Public Relations Officer, Yakubu Kuzamani, the group said it was startled that it was the governor himself and not the police that announced the alleged killings in Kajuru. On his part, the Senator representing Kaduna Central, Shehu Sani, said the el-

Lawyer slams Falana over comment on foreigners’ Green Card fee Ukpono Ukpong An Abuja based Lawyer, Dr. Adewole Adebayo yesterday faulted Mr. Femi Falana SAN, over his allegations of criminal diversion of public fund arising from the upward review of the Combined Expatriate Residence Permits and Alien Cards, CERPAC, also known as foreigners’ green card fee from $1000 to $2000 approved by the federal government through the Ministry of Interior in December 2018. Addressing reporters in Abuja, on behalf of his client: Continental Transfert Technique Limited, CTTL, Adebayo who challenged Falana for a debate over his spurious allegations, averred that all the allegations raised by Falana are deliberate false in its entirety. He said: Not only is there no single diversion of funds, the possibility is too remote to be rationally considered. Not only is there no foreigner involved in the running of the CERPAC project, there has been and there is no single consultant involved in the project since it started in 1999.” According to him, the company, operating on PPP scheme has not violated the CBN Act or the Presidential Executive Order or the Federal Government Policy of the Single Treasury Account, TSA, as according to him, no private company including CTTL is authorized under the CERPAC contract to collect any fee or money on behalf of government, adding that collection of revenue for government is not of his CTTL.

BMO demands INEC chairman’s resignation Tom Okpe, Abuja The Buhari Media Organisation (BMO) has accused the Chairman of the Independent National Electoral Commission (INEC), Professor Mahmud Yakubu of dereliction of duty and has demand that he resigns from office. The demand for the INEC boss to resign, the group said is based on the tardiness displayed by the electoral commission that led to the eventual postponement of the presidential and National Assembly elections in collusion with the Peoples Democratic Party (PDP). In a statement signed by its Chairman, Niyi Akinsiju and Secretary, Cassidy Madueke respectively on Sunday, the body said it was disappointed that the INEC chairman allowed opposition elements to infiltrate the commission. “The INEC chairman did not give indications of any problem before now and is known to have consistently said the commission was prepared and that was

And why would materials meant for some states be sent to other states? “The obvious sabotage could also be seen in the way members of the National Youth Service Corps who were recruited as ad hoc electoral staff were abandoned to their fate in many states of the federation. “So the question is what happened to funds made available for the welfare of the corps members?,” the group demanded. As for opposition elements blaming the Presidency for INEC’s tardiness, the BMO maintained that the postponement hurts President Buhari more than his main challenger in the election. “It is absolutely ludicrous for Atiku Abubakar to hold the President responsible for this unacceptable act when it is clear that he and his party may now have the opportunity to cover about 15 states that he was unable to visit before last Thursday’s deadline for political campaigns.
The Women’s Situation Room Nigeria (WSRN) has expressed concern over the timing of the decision by the Independent National Electoral Commission (INEC) to shift the elections few hours to the commencement of voting. National Coordinator of WSRN, Dr. Joy Onyesoh on Sunday, stated that the last-minute decision by INEC comes at great human and financial costs not only to the national economy, but individual voters. Onyesoh highlighted the ripple effects that the postponement has on the nation, noting that most observer groups had already deployed staff to the field, citizens had travelled to exercise their rights, and schools had been shut down because of the process. She stated further that the shift has a disproportionate impact on women candidates, who typically have fewer resources than their male counterparts, and on women voters, who often bear the responsibility for childcare and may find it difficult to travel a second time to exercise their franchise.

Anambra State Government has urged fire fighters to be at alert as it has initiated security measures to stem fire incidents in the state, especially during the General Election. Governor Willie Obiano gave the charge after a brief meeting with Security Service
Commanders in the state at the Governor’s Lodge, Amawbia. The INEC Headquarters, Awka, was recently gutted by fire that destroyed valuable property including smart card readers for the February 16 presidential election. Obiano also directed fire servicemen to be combat ready to attend any urgent calls in all INEC offices and locations.
The governor noted that the state government was working harmoniously with the Police to ensure protection of lives and election materials. ``We have deployed Policemen to INEC offices to guard election materials. ``Law enforcement agencies are ready for the exercise. Anyone trying to foment trouble will be seriously dealt
with. ``Anambra has been peaceful and will remain peaceful in this election,’’ the Governor assured. He urged the people of the state to come out en masse to exercise their civic responsibility, warning those who do not have voters card to go away from polling units to avoid fomenting trouble.

Senator representing Anambra Central, Sen Victor Umeh, has charged the Independent National Electoral Commission (INEC) to review the list of its adhoc staff to ensure no relation of candidates is listed. Sen Umeh, who is also the senatorial candidate, Anambra Central, for All Progressive Grand Alliance (APGA), expressed worry that some candidates may smuggle the names of their relations in sensitive positions to manipulate figures in their favour. Umeh was speaking while addressing journalists shortly after the postponement of the elections by INEC, at his house, Aguluizigbo in Anaocha Local Government Area, Anambra State. Sen Umeh while stating the economic loss Nigeria recorded last Saturday said INEC should increase its financial strength to meet the demands of credible elections. He said: ”The postponement has exposed the nefarious plans of our opponents, those who when they saw that the election was already out of their hands, they mobilised cultists and thugs in various locations of Anambra Central Senatorial District. “Having mobilised the thugs and criminals across the local governments in the senatorial district, they were disappointed that the election was postponed after they had moved into their various locations to wreak havoc during the election.” “So out of frustration, they destroyed my billboards across the zone. I have promptly alerted the Commissioner of Police Anambra State, Mustapha dan Daura, of this development, ” Umeh noted. INEC in Anambra confirms return of sensitive materials to CBN
The Independent National Electoral Commission (INEC) in Anambra State says it has started taking custody of materials deployed for last Saturday’s postponed elections to ensure their safety. The Head, Voter Education and Publicity, INEC State Headquarters Awka, Mr. Leo Nkedife, stated this in a telephone interview. Nkedife explained that all ballot papers and result sheets were being returned to the Central Bank of Nigeria, Awka from where they were distributed. He also announced that the Smart Card Readers were being delivered to the State INEC headquarters for adequate protection. Nkedife however could not confirm the Local Government Areas that had completely returned their electoral materials.
Election must be conducted, says South East youths
Youths under the aegis of South East Youths Assembly staged a protest against the clamour by some quarters for Ndigbo to boycott the upcoming General elections. The youths from five South East states namely Anambra, Imo, Enugu, Abia and Ebonyi who protested all round Upper Iweka, Onitsha, also during the exercise, shared handbills and chanted pro-election songs and sensitised the people on why they must come out and exercise their franchise. Speaking to newsmen, Coordinator of the Assembly, Engr. Nnaemeka Onyemaechi, said the exercise was to sensitise the people on the negative implications of not voting, adding that it is only by voting that they can achieve the clamour for relevance which Ndigbo seek. Another member of the protesting group, Pastor Anthony Ogbu while noting that the South East zone has suffered so much neglect in the past, explained that they chose Onitsha for the rally because of its strategic position as the gateway to the South East. Others who spoke said Igbo youths have resolved to be civil and support peaceful conduct of the general election in the zone. It would be recalled that the Indigenous People of Biafra (IPOB) had called on Ndigbo to boycott the upcoming elections in demand for referendum.

ANAP calls on NIMET to reverse transfer of union members Opposes airport concession plan Chukwuemeke Iwelunmo Association of Nigerian Aviation Professionals (ANAP) has called on the Director General of Nigerian Meteorological Agency (NIMET), Prof Abubakar Mashi to reverse the mass transfer of ANAP-NIMET Branch National officers out of Abuja, stressing that such step is victimisation and anti-Trade Union. ANAP therefore called on the Ministers of State, Aviation, Senator Hadi Sirika and Minister of Labour and Productivity, Senator Chris Ngige to call the NIMET DG and management to order forthwith. The call is part of the resolution reached by ANAP’s Pre-Conference National Executive (NEC) meeting, held on the 7th February 2019 at Bezer Hotel, Sango Ota in Ogun State. Emphasising on their laid down plans against the transfer, ANAP in a communique issued to journalists at the weekend stated that, “The ANAP National Secretariat was mandated to immediately give a 7-day ultimatum to NIMET management to reverse these transfers, in view of series of pleading attempts by National Administrative Council (NAC) officials prevailing on NIMET to reverse the transfers but to no avail. If NIMET management is still adamant, ANAP members should withdraw their services nationwide immediately after the expiration of the 7-day ultimatum during which solidarity support by other members in the aviation agencies shall be given.” In the document, ANAP expressed its strong opposition to the concession of airports as being canvassed by the Hon Minister of Aviation, adding that it would apply option B to protest against concession, just as the union informed that, the NEC had already mandated NAC and National Secretariat to engage the services of Femi Falana Chambers for legal services against concession. On the conditions of Service (CoS) of aviation agencies, ANAP stated that it has been reviewed, signed and passed through due processes to the National Income, Salaries and Wages Commission about 7 years ago but that it is still being withheld by the Salaries and Wages Commission for an “unacceptable reason”. The NEC, therefore, called on the aviation Ministry, CEOs of agencies and Chairman, Salaries and Wage Commission to approve and release all the Agencies CoS now in custody of Salaries and Wages Commission within 14 days from 7th February 2019; a failure which all aviation workers shall embark on industrial strike action. The NEC in session also resolved that the current NAC as constituted should be expanded to include NIMET and other relevant agencies to a maximum of 11 members. Subject to the ratification by the Delegates Conference, the NEC in session resolved to set up the Employment Committee at the conference to handle all recruitments of ANAP and report back to the next NEC meeting for ratification.

NDIC clarifies liquidation of Fortis Microfinance Bank Motolani Oseni Following an alleged hasty liquidation of Fortis Micro-Finance Bank (MFB), the Nigeria Deposit Insurance Corporation (NDIC) has clarified that operators in the banking industry are aware that the liquidation of ailing banks is always the last option adopted by the corporation after other cost-effective resolution options have failed. NDIC in a statement signed by its Head, Communications & Public Affairs, Mohammed Kudu Ibrahim, stated that in all instances, the safety of depositor’s funds is the primary concern of the Corporation. The corporation noted that ordinarily, it would have ignored both erroneous claims in a report in the Daily Trust Newspaper, which alleged a hasty liquidation of Fortis MicroFinance Bank (MFB), stressing that the report relied on statements credited to Mallam Garba Kurfi, Managing Director of APT Securities and Fund to the effect that the CBN and NDIC should have managed the affairs of Fortis MFB
rather than embark on its outright liquidation, but for the need to correct the wrong impression which may be created in the minds of the public, thereby undermining public confidence in the banking system. The NDIC noted that the report also stated that managing affairs of the bank, its resale or the appointment of new management would have been better for its depositors and other banks that had a business relationship with Fortis as well as the economy at large. According to NDIC, the report also quoted Mr Boniface Okezie, National Coordinator of Progressive Shareholders Association of Nigeria (PSAN) as expressing the view that instead of regulators aggravating the problems in the financial industry through liquidation, they should devise other means of solving them. He also alleged that Nigerian shareholders, in general, were ultimate victims of the liquidation of banks without any hope of compensation. “It is pertinent to state that both allegations are false and misleading in every material particular. Depositors of banks always come first in the order of settlement of claims in the liquidation
process. On the other hand, the shareholders of failed banks are always the last to be paid after the settlement of their depositors and creditors. “It is, however, common knowledge that shareholders are part of the governance structure of the affected banks, through the control they exercise over the Board and Management of their banks during the Annual General Meetings and Extra Ordinary General Meetings, as well as through appointment of Directors and Auditors of their banks. Accordingly, they cannot be absolved from the misdeeds of their Boards”, the corporation explained. The NDIC further clarified that with particular reference to the liquidation of the Fortis MFB, that it is worthy of note that Fortis MFB was licensed by the Central Bank of Nigeria (CBN) in 2007 and listed on the Nigerian Stock Exchange (NSE). However, in 2018, the shares of the bank was suspended due to failure to submit its 2016 audited accounts. “It should be noted that the various examinations and supervisory interventions of CBN and NDIC revealed that the bank was being run in an unsafe and unsound manner
leading to huge non-performing loans, high cost of funds (foreign and domestic borrowings, and fixed/term deposits), exorbitant administrative and personnel costs (especially high emoluments to successive CEOs), and poor corporate governance practices, all of which impacted negatively on its financial condition. As a consequence, the bank was illiquid, could not honour its obligations to its depositors, and became insolvent. “The unhealthy condition of the bank degenerated to the extent that the CBN removed the Management of Fortis MFB Plc in February 2018 and appointed a four (4) person Interim Management Committee (IMC) to take over the control and management of the bank. The IMC which comprised of officers drawn from the CBN and NDIC, as well as an independent Chairman, were mandated to steer the bank back to sustainability. The IMC managed the affairs of Fortis MFB Plc for a period 10 months during which it did all it could to resuscitate the bank and began reimbursing depositors, using funds advanced by CBN for that purpose”, the corporation further clarified.

Foreign capital investments into Nigeria hit $34.4bn in 3 years Mathew Dadiya, Abuja Capital investments into Nigeria’s economy in the last three years stood at $34.364 billion, latest statistics from the National Bureau of Statistics’ (NBS’) website over the weekend has revealed. This development is an indication that efforts by the Federal Government to improve the business environment through Ease of Doing Business policy measures are yielding desired results. The figures from the statistics office showed that in 2016 the value of capital importation stood at $5.124 billion, rising to $12.238 billion in 2017 before reaching a whopping $16.812 billion in 2018. A breakdown of the category by
category basis showed that Portfolio investment accounted for the largest chunk of the capital imported to the country during the three-year period. Specifically, Portfolio investment accounted for $1.812 billion in 2016, increasing to $7.329 billion in 2017 and $11.802 billion in 2018. Further analysis of the composition of the Portfolio investment showed that in 2016, capital importation in form of Equity stood at $859.06 million, Bonds $395.9 million and Money Market Instruments accounted for $557.9 million of the imported capital. During the year, the FDI grew to $981.7 million, comprising Equity of $979.44 million while Other Capital value stood at $2.32 million. Nigeria’s capital importation from Other Investments in 2017 grew to $3.917 billion, comprising Trade Credits, $10.0 million; Loans, $3.164 billion; and Other Claims, $739.6 million.
In 2018, Portfolio investments attracted to the nation’s economy rose significantly to $11.802 billion, up from the $7.329 billion recorded in the preceding year. During the year in review, the imported FDI value rose marginally to $1.194 billion, from the $981.75 million recorded in 2017. StarTimes drops decoder, antenna price by 30% Joy Obakeye StarTimes has dropped the prices of its decoder and antenna by over 30% until March 31 for new subscribers. The Pay TV company announced the price reduction from N10, 500 to N7,500 for its DTT(Antenna) and N9,500

This year’s figure represents a 27.2 per
cent increase over the 44,000 participants recorded in 2018. Out of these numbers, the best 108 will proceed to the next stage of the competition, which is the TV Quiz Show proper. Jumia, Konga set for $4.7bn IPOs in 2019 Temitope Adebayo The two major e-commerce companies in Nigeria, Jumia and Konga are reportedly set for an eye-catching listing of their shares on the international market. Jumia is planning an Initial Public Offering (IPO) in New York this year which will reportedly see the business valued at $1.5 billion, and Konga is also set for a major listing on either the London Stock Exchange or New York Stock Exchange (NYSE) by the last quarter of 2020 worth $3.2 billion. In fact, Jumia had in 2018 disclosed that it is planning an IPO in Frankfurt or London as its mother investment company, Rocket internet was seeking an exit, a report that was neither denied or confirmed. Feelers from confidential sources within the New York bourse have it that the Konga Group is set for an initial public offering that will see the e-Commerce giant valued at about $3.2b, further shoring up the potential of the e-Commerce industry in Nigeria, Africa’s biggest market. Investigations also revealed that Mark Jessey, a prominent stock analyst on NYSE had hinted of the strong possibility of a Konga IPO before the end of next year, a move which, according to him, is a much sought-after one by investors, many of whom have followed within the last 8 months the huge strides and trajectory of the business which came under new ownership after the exit of previous majority investors, Naspers and AB Kinnevik. While Jumia’s successful listing could help MTN reduce its debt which unconfirmed reports indicate to have increased to over five billion dollars in June from about $4.1b at the end of 2017, Konga’s imminent IPO is one that should see the business excite a horde of potential investors, going by the current standing of the company. When contacted on the likely listing of Konga, Chris Uwaje, a tech enthusiast and Africa Chair for IEEE World Internet of Things (WIoT), noted that the company has added huge value to the e-commerce landscape which should see its value gross over $3.5billion. “Within the last seven months, I am aware that the new owners of Konga have repositioned the company strategically and upped the overall value of the business. Konga could claim to be unarguably the most structured e-Commerce company in Africa, with huge infrastructure and technology backbone which is rare in Africa and which is the strength of global players such as Amazon and Alibaba. “In valuing Konga, you must consider its strategic 360 degrees Omni-channel strategy, their Central Bank of Nigerialicensed mini bank - KongaPay which I am sure cannot be valued anything less than $750millon and best in Africa digital logistics division known as Express with a nationwide network. Why I dumped APC for ADP – Omooba Babayemi He was one of the strong members of the All Progressives Congress (APC) in Osun State, but recently Omooba Dotun Babayemi dumped the party he helped to nurture to the Action Democratic Party (ADP). We sought his opinion on why he changed camp and he opened up to JIDE OKE that there were so many wrong doings in the APC which forced him out of the party, and other sundry issues. What background prepared you for what you do now? I was born in Gbongan in Ayedaade Local Government Area of Osun State to the Family of late Oba (Dr) Solomon and Ajoke Babayemi. My late father is the immediate past Olufi of Gbongan. He played pivotal role in the creation of what is known today as Osun State. I qualified as Barrister and Solicitor of the Supreme Court of Nigeria in 1990. I practiced in Nigeria for some years before I traveled to the United Kingdom and the USA. While abroad, I was vicepresident of a Global Company before I returned home to set up my own company You were a strong member of the APC in Osun State before the September 22, 2018 governorship election. What informed your decision to decamp to ADP? Thank you for that question, because it would afford one the
opportunity to give the reason that motivated my changing camp from the All Progressives Congress (APC) to the Action Democratic Party (ADP). First of all, I have been actively involved in politics nationally and in Osun State for over 10years, as an active member of the APC till August 2018. What forced me and my group out of APC then was as a result of observation we made that the old men that were in control of party affair were not ready for primaries, what they wanted to do, which they did and they are regretting today is that they handpicked candidates for the elective offices in the state. So we felt this is injustice. And in the spirit of finding equity and justice more importantly for Osun West Senatorial District, which has been continuously marginalised in the opportunity for governance in Osun State, we packed our bags and baggages and left the party. Despite

Elections postponement: Adams urges Nigerians to be calm, says postponement a big slap As Nigerians continue to react to the last minute postponement of the general elections by the Independent National Electoral Commission (INEC), the Aare Onakakanfo of Yorubaland, Iba Gani Adams, has urged Nigerians to remain calm, saying the peace and unity of Nigeria is far beyond personal interests. He said the decision to postpone the election at the last minute has a huge implication on the integrity of Nigeria, both in Africa and across the world, even as it affects the economy of the entire nation. Adams, however, flayed INEC, saying the shift has raised questions about its level of preparedness. “Report of the non availability of sensitive and non sensitive election materials in about 15 states has raised questions on the credibility and level of preparedness of the electoral body, and the leadership of INEC should remember the inglorious story of the June 12 annulment that eventually drew the nation backward. “I want to say that the one week window occasioned by the postponement will determine a lot of things about the Nigerian future, and there should be no inconclusive election, no excuse, either head or tail election must hold.” Aare Adams continue, “Every plan is as good as its implementation. Ordinarily, the
timing for the postponement is wrong, it should have come at least, two weeks before the election, not two hours to the day of election. And like every other Nigerian that have been reacting, I want to say it categorically, that it is sad that the electoral umpire had to shift the date of the election barely a few hours into the election. “The biggest corruption is to rig an election. It is also frustrating that Nigerians gave up their livelihood. Businesses are put on hold across the country and Nigerians had to go through the same pain stocking assorted food stuffs, and staying at home just for them to cast their votes. But as a Nigerian who believe in peace and the unity of the country, I urge the INEC to prepare well and put its house in order for it to succeed in its duty to conduct free, fair and credible elections,” he said. Chairman of INEC, Prof. Mahmood Yakubu, in a late night broadcast, cited logistic issues as some of the reasons for the postponement. He said, though, the decision was difficult; the new date will help to address all the relevant issues. The Presidential and the National Assembly elections have been rescheduled to hold on Saturday, February 23 while the governorship and state House of Assembly will hold on Saturday March 9.

From what you have said, your involvement in the mainstream of Osun politics is to give qualitative representation to your district. How do you intend to do that? To be frank with you, my going into the mainstream politics for now is to contribute my quota to the development of my Senatorial district, socially, economically and politically and also in a manner
which you and I can say that yes, this is the dream that our forefathers had about our district, about Osun and about all of us, that is why I am seeking the mandate of the people to represent them at the Senate of the Federal Republic of Nigeria on the platform of the ADP. If I get the people’s mandate, I will use all within my disposal to provide quality representation to them irrespective of their political affiliations and religion. Over the last six years in Isokan, Irewole and Ayedaade Federal Constituency, I have provided an annual free mobile hospital tagged “Alafia Dotun” with full body mass index, diagnostic review and doctors with free medication focused on diabetes management, malaria and typhoid treatment, high blood management, urinary tract infections remedies, eye checks and surgeries for over 200,000 residents in the three local governments. What credentials do they have that will intimidate me. Let them come out and tell the whole world what they have done to the people of the Senatorial district with their hard earned money. These two men have served in the government employment in one way or the other and as such have benefitted from the government. Even if they have done anything for the people in the district, it is the money they made while in service that they spent. As for me, I have never served in the government employment and all the money I have been spending to execute my philanthropic projects throughout 110 wards in the senatorial district is my hard earned money, so I cannot in anyway be intimidated by any of the contestants who are in the race with me. If you eventually emerge winner of the contest, what are your agenda for the Senatorial district? First and foremost I will ensure quality representation by presenting bills that will focus on improvement of the quality of life of Osun West residents. Secondly, I will sponsor the citing of a minimum of two tertiary institutions in Osun West and attract federal investment in the area of road infrastructure. Aside from this, attention will be given to the attraction of agro allied supply chain investments to support food and cash crops, such as cocoa, cashew and oil palm in Osun West. I will also focus on youths and women empowerment across the 110 wards and drive the employment and job placements in the federal civil service for Osun West indigenes on a ward by ward basis, including driving the Yoruba Agenda.

Europe must take in hundreds of ISIL fighters captured in Syria or else the United States may be forced to release them, US President Donald Trump warned. He made the comments in a series of tweets on Saturday demanding that Britain, France, Germany and other European allies put more than 800 detained cadres from Islamic State of Iraq and the Levant (ISIL, ISIS) with their citizenship on trial. The president issued the warning as a US-backed militia battles the last remaining ISIL combatants in a tiny sliver of territory in eastern Syria. “The caliphate is ready to fall. The alternative is not a good one in that we will be forced to release them,” Trump said of the war prisoners. Trump caused widespread concern among US allies in December when he suddenly announced the US would withdraw about 2,000 troops from Syria and that ISIL had already been defeated. Critics warned the armed group remains a threat and a pullout could lead to its resurgence, with US allies in the region not equipped to handle it alone. James Jeffrey, the US special representative on Syria, said on Sunday at a security conference in Germany the troop drawdown will not be an “abrupt or a rapid withdrawal”. “It’s going to be an orderly, step-by-step withdrawal and at each point … we are looking at our underlying goals. Our general principle is, particularly with ground forces, not to keep them on when other people can be doing the job,” said Jeffrey. The Syrian Democratic Forces (SDF), a US-backed Kurdish-led force, launched an offensive last week to dislodge ISIL from the village of Baghouz - the only area still under its control in eastern MADU REUBEN
Syria near the Iraqi border. Several hundred ISIL soldiers remain in a one-square kilometre area, with the expectation most will fight to the death. As the SDF advanced under heavy US air attacks in recent days, thousands of civilians have fled the area, along with defeated fighters trying to escape unnoticed. SDF spokesman Mustafa Bali said on Sunday the fighting for Baghouz continues and he accused ISIL of holding about 1,000 civilians hostage after retreating into tunnels underneath the village. Turkey, which regards the SDF’s strongest component the Kurdish YPG as “terrorists”, has threatened to march deeper into northern Syria to drive the armed group back. Hulusi Akar, Turkey’s defence minister, said his country’s internal security from Kurdish armed groups was at stake. “We have respect for the territorial and political integrity of Syria but the main issue ... is the security and safety of the Turkish border and Turkish people,” Akar said at the Munich conference. Syrian President Bashar al-Assad warned on Sunday the United States would not protect those depending on it, in reference to the Kurdish fighters who control much of the north. “We say to those groups who are betting on the Americans the Americans will not protect you. The Americans will put you in their pockets so you can be tools in the barter... Nobody will protect you except your state,” said Assad. Family, friends, supporters and former teammates paid tribute to striker Emiliano Sala in his small Argentine hometown overnight, almost four weeks after he died when the plane he was in crashed into the English Channel. The 28-year-old Sala’s body received a hero’s welcome in Progreso where much of the grieving population paid their last respects to their soccer idol before the body was taken away for
cremation. “It is something that I still cannot understand or accept because it hurts so much,” Progreso resident Lucia Torres, who was in tears said. Sala was the best-known figure from Progreso, a town of several thousand inhabitants in Argentina’s Santa Fe province, and was adored by many. He had been known since childhood here as “Emi.” A post-mortem found that Sala
died from injuries to his head and torso when his plane crashed in the channel. The single-engine aircraft was flying from the French city of Nantes to Cardiff where Sala was due to start a new career playing for the Welsh capital’s Premier League club. Among those in attendance at Saturday’s funeral were Cardiff City’s manager Neil Warnock and his Nantes teammate Nicolas Pallois.
Cardiff City considering legal action against Nantes over Emiliano Sala ‘negligence’
Cardiff City could launch a negligence claim against Nantes as soon as next week if an official report finds Emiliano Sala was flown to his death by a pilot who did not have the correct licence, according to Britain’s Sunday Telegraph. Premier League side Cardiff already find themselves involved in a legal dispute with French side Nantes over whether they are contractually obliged to pay a transfer fee for the Argentinian striker, who died without playing a game for the Welsh side. Sala had signed for Cardiff for a club record £15 million ($19 million) and was flying to his new team from former side Nantes in France when his plane went missing over the Channel on January 21. The wreckage was located on the seabed. Sala’s body was recovered but pilot David Ibbotson is still missing. The aircraft remains under the sea. Details of how Sala died, and who was responsible, could be clarified in the coming days by Britain’s Air Accidents
Investigations Bureau, which had previously said it intended to publish an interim report into the crash within a month of it occurring. The Telegraph said an internal Cardiff inquiry had found no evidence that Ibbotson held the licence necessary to carry passengers on a commercial basis. If the AAIB report upholds this view, it may constitute the basis for a claim of negligence against whoever recruited Ibbotson as the pilot for Sala’s flight. Agents Willie and Mark McKay have said they arranged Sala’s flight but did not select the plane or pilot.
