Daily Times, said that Akume had threatened to expose the governor’s massive looting and as well set the Economic and Financial Crimes Commission (EFCC) after his accomplices that had earlier been interrogated for alleged stealing by the anti-graft agency.

The source, who spoke in confidence, said: “The climax of the rivalry was the impeachment plot allegedly planned against the governor and the Speaker of the state House of Assembly, Terkimbi Ikyange, by supporters of both aggrieved factions.

“Following the impeachment threat, the governor, in a swift move announced the sack of the many commissioners and other appointees, nearly 80 percent of them believed to be the senator’s ‘men’ who he single-handedly nominated for appointments at the inception of the administration in 2015.

“Following his overbearing nature, Ortom could no longer tolerate all the public insults which Akume had been ravaging on him”.

The Daily Times recalls that the Secretary to the State Government, Prof Anthony Ijoho, had in a statement, revealed that the governor retained four commissioners out of 13 and seven special advisers with their portfolios intact out of 20.

The source also claimed that Governor Ortom and Senator Akume had at the peace meeting

initiated by a former permanent secretary (Establishment), Mr. Akange Audu, at the Presidential Lodge of the Benue State Government House in Makurdi to broker peace between them, exchanged hot words and displayed power superiority.

Ortom, who was to have been visibly angry at the meeting, said that he could no longer tolerate all the public insults which he said Akume had been giving to him since the issue of salary crisis started.

On his part, Akume, who reportedly referred to the governor as an ingrate, accused him of alleged misappropriation of N22 billion meant for the payment of salaries in the state.

But Ortom in a swift response, was said to have disclosed that he spent the monies on Akume and his family.

Meanwhile, Governor Ortom had on Monday, announced his defection from the ruling All Progressives Congress (APC).

Ortom, who announced his defection shortly after swearing in his Special Adviser on Local Government and Chieftaincy Affairs, Jerome Torshimbe, said that he had been red-carded out of APC and was now standing outside the football pitch “as a free man”.

Ortom is yet to announce his defection to any other political party in the country, but said he had started consulting with some relevant stakeholders and may soon announce his next move to the Social Democratic Party (SDP).

The governor said, “Many people have been asking that

after dedicating the state to God we are still facing challenges, but I know that the God that saw the Israelites pass through the wilderness, and took them to the Promised Land will also see us through our difficult times.

“I know one thing, all these challenges that we see today, we shall see them no more. All that we are required to do is not to begin to be wayward in our conduct but to move to the righteous side of God. Once we do that, things will work out for our good.

“Looking at what is happening to us, sometimes I’m tempted to think that we are dying like people who do not have God. But we must choose the path of working with God, obeying and serving him. If we do that and ensure that his values get into our hearts and we work with him, development will be inevitable. Let us work and encourage those things that can develop us.

“As for party, I have been given red card and I’m outside the pitch. So, if I have been given red card and I’m standing outside, I’m a free man. So I don’t know what will happen next but I’m waiting. If others approach me, then I will tell the Benue people that I’m joining another football club. I’m a child of destiny and it’s only God that will decide what I will be.”

But efforts to get the reaction of Senator Akume proved abortive on Tuesday as there was no response to several calls and text messages sent to his phone at press time.

The protest, which brought vehicular and human movements to standstill, saw workers abandoning their vehicles to walk long distances to their places of work.

Also, traders were not spared the agony as major streets such as Wetheral, Okigwe Road, Assumpta Avenue, Tetlow Road and other adjoining streets were shut down as a result of the surging crowd.

Speaking to journalists, the leaders of the group, Barr Chidiebere Nworgu, lamented that Imo State is sliding to a one man business where an individual now treats others with levity, saying that the time is now to resist such undemocratic tendencies coming from Okorocha.

He said; “Where has Madumere derailed? This is a man who has been discharging his duties conscientiously coupled with infectious humility.

does not give him stress, which made him pronounce in various fora that the “Prince Madumere as his son in whom he is well pleased”, and wondered what has changed between now and then.

He further attributed the love lost between the Governor and the Deputy to Madumere’s insistence in taking his destiny in his hand by making himself available to contest the governorship of the state against Okorocha’s resolve to foist sonin-law on the citizenry.

Protesters shut down Owerri over impeachment plot against Madumere Val Okara, Owerri Hundreds of protesters took over the major streets of Owerri to register their grievances over what they perceived as injustice against the Imo State Deputy Governor, Prince Eze Madumere, by the State House of Assembly through trumped up charges aimed at impeaching him.

The protesters stormed the streets of Owerri as early as 6am chanting various songs in protest, accusing Governor Rochas Okorocha of masterminding the plot and described the charges against Madumere as kangaroo.

Supplementary Budget: Buhari, NASS head for showdown over N228.8bn request Tunde Opalana, and Henry Omunu, Abuja and Motolani Oseni, Lagos Controversies have continued to trail the 2018 budget as President Muhammad Buhari on Tuesday requested the National Assembly to approve through virement and supplementary, a total sum of N 228,854,008,215 to be deducted from the N578, 319,951,904 allocated for 1,403 projects by the National Assembly in the budget.

Apparently drawing another round of face-off, the president requested the Senate to fund the N164,104,792,065.00 2018 supplementary budget for the conduct of the 2019 election which is part of the total N228, 854, 008, 215, from money he alleged was inserted in the 2018 budget by the legislature.

This request, no doubt, is a considered means of getting back to the National Assembly for infringing on the appropriation bill as proposed by the executive and subsequently making provisions for 1,403 projects at a total cost of N578, 319,951,904.

Apparently exposing the National Assembly to the Nigerian public, the president in a letter read at plenary, asked the Senate to consider, “in the national interest, reallocating some of the funds appropriated for the new projects which were inserted into the 2018 Budget proposal totaling N578,319,951,904 to cover the sum of N228,854,008,215 required as noted above. A schedule setting out a comprehensive list of these inserted projects is attached to this letter for ease of your consideration”.

Justifying his request, Buhari said, “implementing a budget of N9.12 trillion for 2018 will be extremely challenging and therefore, I do not consider it expedient to propose a further increase to the size of the 2018 Expenditure Framework to fund these very important and critical expenditure items”.

The president said: “In the light

of prevailing fiscal constraints, I am proposing that the sum of N164, 104,792,065.00 be provided for through virement or supplementation of the 2018 budget. I propose that the balance of N78, 340,530.535.00 mostly related to personnel allowances, fueling and other costs not required until the election proper, be provided in their 2019 budget”.

A summary of the N242,445,322,900 proposal for the 2019 General Elections indicated that the INEC gets a total N143,512,529,455 from 2018 supplementary and N45,695,015,438 from 2019 budget; Office of National Security Adviser gets N3,855,500,000 from 2018 supplementary and N426,000,000 from 2019 budget; Department of State Security gets N2,903,638,000 from 2018 supplementary and N9,309,644,455 from 2019 budget; Nigeria Security and Civil Defence Corps gets N1,845,597,000 from 2018 supplementary and N1,727,937,500 from 2019 budget; Nigeria Police Force gets N11,457,417,432 from 2018 supplementary and N19,083,900,000 from 2019 budget and Nigerian Immigration Service gets N530,110,178 from 2018 supplement and N2,098,033,142 from 2019 budget.

He said the allocation became imperative to ensure that adequate arrangements are made for free and fair elections as it has become necessary to appropriate funds to enable the relevant agencies to commence preparations.

President Buhari also requested the reinstatement of money cut from the initial proposal.

He said: “You will also recall that when I signed the 2018 Appropriation Act, I indicated the need to request the reinstatement of certain cuts made to certain critical projects provided in the original Executive Bili. I am therefore submitting for your consideration the reinstatement of the most critical of such cuts totaling N164, 749,216,150, which are summarized in page 1.

“The total amount required to be

provided for in the 2018 budget for the 2019 General Elections and to restore the identified critical projects to the amount earlier proposed is therefore N228,854,008,215”.

The Daily Times recalls that the President recently raised certain issues while appending his signature to the N9.12trillion 2018 budget which was jerked by N578, 319,951,904 from the initial N8.6trillion proposed by the executive.

Meanwhile, Speaker, House of Representatives, Hon Yakubu Dogara, has bemoaned the confusion, lack of transparency and mystery surrounding recovered looted public funds estimated at over $2 trillion and other assets by the Federal Government.

He said that the National Assembly will not continue to look on as confusion trails the recovery of looted funds and assets.

The speaker said this on Tuesday at a public hearing held by the House Joint Committee on Public Accounts and Finance on the need to ascertain the status of recovered public funds and assets from 1999 to date.

He said, “It is common knowledge that there are a lot of conflicting reports and claims from various agencies of government concerning the status of the funds and assets recovered from some citizens and corporate entities by law enforcement agencies.

“As a parliament, we cannot fold our arms and allow the confusion trailing the whereabouts of the recovered funds and assets to continue.

“This is why the House of Representatives resolved to mandate this joint committee to investigate the issue in the interest of accountability and transparency.

He added that the investigation has become necessary in order to ascertain how the recovered resources are being appropriated, and that it is in line with the duties of the National Assembly as stated in the constitution.

Saraki said, “As the 2019 general elections draw nearer, it is my hope that we will not only replicate the success story of 2015 but in fact, surpass our previous achievements.

“Thus, we should consider 2015 as a minimum standard and work to deepen our democratic culture as we emerge as a vanguard for other emerging democracies not only in the continent but globally.”

Earlier in her opening remark at the occasion, the Director General of NILDS, Prof Ladi Hamalai, said the need for greater citizens’ engagement in elections observation for credibility of the entire process, necesitated the summit.

He also urged stakeholders present at the hearing to be patriotic, truthful and honourable in their submissions, just as he charged the joint committee to handle the investigation with utmost seriousness as it is capable of eroding the credibility of the present administration.

The total value of recovered funds and assets is estimated at $2 trillion and the House has also mandated its Committee on Financial Crimes to investigate whether any crimes have been committed in the course of the management and disbursement of funds recovered by the federal government in the last 12 years.

In a related development, the Nigeria Employers Consultative Association (NECA) has raised concerns over the high debt service provision of N2.2 trillion, which represented the third largest component of the 2018 expenditure framework.

In his presidential address delivered at the 61st Annual General Meeting (AGM) of NECA in Lagos on Tuesday, the NECA President, Mr Larry Ettah, said the recently passed national Budget showed that the debt service provision N2.2 trillion, represented 24.17 per cent or approximately a quarter of the entire budget of N9.12 trillion.

He explained that the N2.2 trillion cost of debt servicing is about 30.76 per cent of total expected revenue of N7.1 trillion, indicating that debt service may soon be back to the pre-debt relief period.

According to him, the capital vote (inclusive of transfers) of N2.87 trillion is just a little higher (31.50%) than debt service.

He said, “We are very worried that for the third consecutive year, the rising cost of debt servicing is in the top three allocations in the national budget. In the last three years, the government has had a budget of about N18.012 trillion (2015:4.493 trillion, 2016: 6.077 trillion and 2017: 7.441 trillion); of which debt service alone took an average of 23.71 per cent, more than one-fifth – N18.012trillion, leaving N13.741 trillion for recurrent and capital expenditures.”

He added that the national budget as recently passed showed that recurrent expenditure as a percentage of total

Buhari Federal Government expenditure stands at a staggering 68.50 per cent, an increase from 68.27 per cent in 2017.

He stated that the expenditure pattern is not healthy as it shows a clear indication that the government is yet to accord the issue of infrastructure improvement it deserves through adequate fiscal support.

The NECA boss emphasised that the debt service provision, including a sinking fund of N2.2 trillion, is the third largest component of the 2018 expenditure framework representing 24.17 per cent.

He said it represents a quarter of the entire budget (N9.12 trillion) indicating that debt servicing may soon be back to the pre-debt relief period.

Ettah reiterated that the debt level as a percentage of the GDP seems in order but considering the debt to revenue ratio, it is unhealthy and not sustainable.

He advised the government to tame its appetite for more leverage as the World Bank in its recent Global Economic Prospects Report had noted with dismay that the current optimism over the country economic is tempered by concerns over huge debt servicing obligations and continuous foreign exchange controls.

Ettah disclosed that the cost of serving the country debt on both the domestic and external fronts has risen in contrast to the revenue earned by the government and the bigger concern is the possible unsustainable debt servicing, adding that ”while the debt servicing costs in other economies remain sustainable, that of Nigeria is being dragged down

by Naira depreciation and increased recourse to non-concessional borrowing for infrastructure development ” He urged the government to improve its non-oil revenue generation, as it is the most realistic way to reduce the debt service as articulated in the Economic Recovery and Growth Plan (ERGP).

The NECA boss also cautioned the government not to raise revenue by increasing the tax rate for organised businesses and the working class but alternatively expand the tax net by bringing more people into it.

Nigeria to take country pavilion at IATF in Cairo Mathew Dadiya, Abuja

Nigeria has become the second country to announce plans to take a country pavilion at the Intra-African Trade Fair (IATF) being organised by the African ExportImport Bank (Afreximbank) in Cairo from December 11 to 17, 2018.

Vice President Yemi Osinbajo made the announcement Monday during an engagement session on the IATF co-organised by Afreximbank and the Nigerian Export Promotion Council (NEPC).

Osinbajo said that Nigeria would participate effectively in the Trade Fair and would use it as an opportunity to showcase its trade and investment opportunities.

In June, South Africa announced that it would take a country pavilion.

Osinbajo, who was represented by Raymon Adeola Ipaye, Deputy Chief of Staff in the Nigerian Presidency, said, “We believe that the Trade Fair will provide an

opportunity for Nigeria to engage with other countries and investors who are interested in partnering with Nigeria to support the “Zero Oil Policy” to reposition the Nigerian economy,” He urged Nigerian companies and states to book space at the trade fair in order to showcase their unique goods and services, asking them to spread word about the trade fair to their networks so as to ensure that Nigeria was properly represented.

Also speaking, Jigawa State Governor Mohammed Badaru said that there was need to reinforce the collective belief that African economic liberation could only be realized by and within the African continent.

Represented by Ibrahim Hassan, Deputy Governor of the state, Abubakar, who is also Chairman National Committee on Export Promotion of the National Economic Council, said that Nigeria was committed to leveraging on the opportunities to be created by the trade fair to expand its continental trade.

Nama: Bracing the odds of seamless air navigation services

Barely a year and half after Captain Fola Akinkuotu assumed office as the Chief Executive Officer of the Nigerian Airspace Management Agency (NAMA), a critical agency of government, saddled with the responsibility of promoting safer skies, the efforts of the present Management to keep NAMA abreast with the dynamism in the aviation world and at par with other providers around the globe has continued to yield fruits.

The optimism that greeted the appointment of Capt.

Akinkuotu on January 2017 by the federal government in which case he was charged to continue and fast track the services of NAMA, one year down the line, he has continued to soar given the calm that pervades in the airspace across the country.

It also implies that the saying that air transport is the safest and the fastest means of transportation will continue to resonate and expectedly put all service providers which NAMA is one of them on their toes, all in a bid to promote passenger safety and comforts ultimately.

This is evident not just in

the improvement of working conditions which the present Management is vigorously pursuing but also in the areas of communication between pilots and air Traffic controllers who appears to be the Chief corner stone.

The process of realizing Controller-Pilot Data Link communication (CPDLC), system which is on-going and a digital communication mechanism, between the cockpit and the Control Tower with emphasis also in the areas of aeronautical information management system (AIMS), targeted to make operations worthwhile and easier for airlines points to the fact that, better days are ahead in NAMA. Earlier, as part of its facility improvement and upgrade, NAMA had before now installed category 111AInstrument landing System (ILS) at both Lagos and Abuja international airports.

For clarity, a category 111A approach is a precision instrument approach and landing aids with no decision height lower than 100ft (30m) and a runway visual range of not less than 700ft (200m).

NAMA’s operation is key

not just for the growth of the Nigeria aviation industry but essentially too, on the overall imput the agency is expected to make now that Africa is gearing towards the establishment of Single African Air Transport Market. When that is fully realized, Nigeria certainly will be expected to play leading role, whether in the areas of movement of persons and goods or in the areas of policy formulation that may engender growth for the common good of all stake-holders.

Nigeria’s passenger traffic if the projection made in the past is anything to go bye, is expected to rise above 20million annually from the present 14million passengers already recorded. This is saying that with the emergence of open skies, backed by various Heads of governments in Africa, there is likelihood that more aircraft movements would be witnessed on the continent, with Nigeria being the utmost beneficiary due to her population.

While the clamour of making Nigeria the aviation hub of West Africa continues, it is expected that NAMA would continue to create and provide improved comfort and convenience for

passengers flying in and out of the country.

The installation of vital navaids to facilitate and enhance smooth aircraft operations by all standards is a welcome development and also efforts that should be sustained by the authority. Also equipping personnel through training and proper remuneration which the present Management promised to pursue upon assumption of office for all intent apart from cementing the relationship between the management and the workers but will equally promote industrial harmony in the system.

The aviation industry apart from being innovative in every front points to the fact that its practice at the moment is evolving and will always. An agency like NAMA whose services under the leadership of Captain Akinkuotu is upbeat should therefore leave no stone unturned in making sure that the agency does not suffer from infrastructure upgrade, that way NAMA would compete effectively and ultimately benefit from the Aviation System Block Upgrade (ASBU) that promotes efficiency in air navigation services globally.

NELMCO’s example in public assets disposal

Nigeria is a country witnessing many developments.

In an era of many controversies, a positive aspect still appears in an obscure corner. Disposal of public assets can conform to due process and extant laws. An agency is walking the talk.

As civil society activists, we pry over many agencies of government, advocating for due process and anti-corruption as spearheaded by the present federal administration.

We stumbled on an agency largely unmentioned in the past, the Nigeria Electricity Liability Management Ltd/Gte (NELMCO), a parastatal under the Federal Ministry of Power, Works and Housing that is saddled with the responsibility of disposal of the Non-core properties of the defunct PHCN. This body has set a new standard in public assets disposal in Nigeria.

Our interest in the activities of the agency was triggered by the echo created by the recent “Expression of Interest” published by the agency in most national dailies and the current Federal Tenders Journal requesting reputable organisations to serve as Valuers, Sales Agents and to provide comprehensive inventory for the

Non-core Assets of the defunct PHCN. We gathered that the Bureau of Public Enterprises (BPE) has previously valued the PHCN Non-core Assets listed by the agency in the recent publication, in 2015. However, due to unfavorable public perception about the processes leading to the selection of the Valuer and also doubts about the amounts quoted as values of the properties which were believed to have been compromised.

Our checks also indicated that for any sale of public property to be deemed successful, that property must have been valued within twelve months from the date of the sales. This we believe has necessitated the revaluation that is being carried out by NELMCO. Many of the bidders reported shock by some of the requirements put up by NELMCO as a prerequisite for participation in either Valuers or Sales Agent for the disposal of the PHCN Non-core Assets. They stated that some of the stringent conditions adopted by NELMCO has never been seen in the history of Nigeria, not even during the widely acclaimed monetization sales processes.

Some of the conditions

listed by the agency includes strict adherence to the BPP Guideline for the disposal of public assets. We also gathered that the bidders must also meet up with requirements such as BPP Registration, CAC, Tax Clearance, Company Audited Account, Company Profile with CV of Staff, Experience of Firm as well as PenCom, ITF, NSITF, Esvarbon, NIEVES Registrations amongst others.

To our amazement, this will be the first time that government agencies such as Esvarbon and NIEVES who have the mandate to certify and regulate estate surveyors in Nigeria will play an active role in public assets disposal in Nigeria. In addition to the requirements mentioned above, the inclusion of the two bodies by NELMCO has come to dwarf all the previous sales regimes of public asset disposals in Nigeria.

A further look and we were also delightedly informed that both EFCC and ICPC will also serve as observers of the entire pre-qualification process and will also be present at all the meetings.

We also gathered that the Comprehensive Audit was routed

by NELMCO after the agency discovered the existence of certain stranded PHCN properties

during the preliminary audit of PHCN Assets Nationwide carried out in the six geo-political zones sometime in 2017. During the exercise, it was learned that NELMCO recorded many stranded PHCN Properties that were unknown at that time that were not sold during the monetization exercise as well as during other sales regimes undertaking by the PHCN Management and whose records were lost to the fire incident at the PHCN Headquarters in 1991.

So in a bid to recover these assets, NELMCO published an “Expression of Interest” for the procurement of services of reputable consultants that will carry out a Comprehensive Audit of all PHCN properties dating back to the era of Niger Dam, ECN, NEPA and PHCN. This we also discovered to be the first time an agency of government is going out at such monumental scale to recover stranded public assets in Nigeria.

As the sale process continues ,it is important to task the management of the agency to keep the high standard it has set not just now but even after the sale.That an agency is prepared to abide and even raise the bar of public asset disposal is a commendable development.

Editorial Commentary Hadi Sirika and the return of Nigeria Airways

Times Guest Colunmist Reuben Abati One of the usual features on Nigerian social media is the nostalgic passion with which Nigerians often distribute pictures of the old Nigeria Airways and how that company once considered one of the best in Africa was mismanaged and made to fail. Established in 1958, it was liquidated in 2003. I have seen pictures of old tickets, images of Nigeria Airways pilots and crew, and for anyone who travelled with Nigeria Airways, you cannot but be moved to pity. Pity yes, because while Nigeria, the most populated country in Africa can no longer manage an airline of its own, the African skies are dominated by such airlines as Ethiopian airlines, Air Maroc, Kenya Airways, and South African airlines. Rwanda has a functional airline too. There is also Air Namibia.

The assets of the Nigeria Airways of old have not only been liquidated; most of its former staffs are wasting away. In the aviation sector, Nigeria has the biggest market in Africa, and has signed Bilateral Air Service Agreements with over 70 countries, but it lacks the capacity to compete. Even the few private airlines operating within the country are barely struggling to survive. The agony of the Nigerian air traveller is not something to be imagined: we all face a daily grind of disappointment from airlines that cancel flights at will and offer no explanation. When you complain, the airlines simply tell you that things are very hard. So, if things are hard, are they supposed to be so shabby? The other month, the door of an aircraft on the domestic route flew off as the plane landed. That has not stopped Nigerians from patronizing that same airline. Most of the country’s airports are also poorly equipped and poorly maintained. The air-conditioning rarely works; the toilets are a nightmare. Aviation is big business but more than that, it is a major catalyst for economic growth and development. If there is any sector that is in urgent need of rescue, the Nigerian aviation sector is that sector.

It is therefore a thing of interest that the Federal Government says it is now determined to revitalize the aviation sector and bring back Nigeria Airways or Air Nigeria as it has been referred to. This much was disclosed when the Minister of State for Aviation, Hadi Sirika received a certificate of no objection, an Outline Business Case certificate of compliance it is called, from the Infrastructure Concession and Regulatory Commission (ICRC).

TomorrowJuly 18, in London, Minister Sirika is launching a Road Show to attract investors, and formally unveil the name, the logo, the colour scheme and the structure of the national carrier. It all sounds so exciting and I am sure many Nigerians who agonise daily over how other African countries seem to succeed where we keep failing would like to see Nigeria run its own national airline and create opportunities for the business sector. The only problem that I see is that there is so much that is opaque in the proposals that have been put forward so far by Mr. Sirika. Being a former pilot, the Minister is definitely not a tyro in the business, but as he engages both the local and international audience, there are many questions that must be addressed. I intend to raise a few of these in this preliminary comment.

The Ministry of Transportation and ICRC,

the regulatory body, do not seem to be on the same page. The ICRC and similar institutions involved may face challenges with their own reputation. The Outline Business Case Certificate by the ICRC seems to agree only in principle that a national carrier can be established. It goes further to give specific conditions under which this may be done, and the Minister himself has quoted some of these conditions which the Ministry under his watch seems to be breaching already. Having noted that the business case and market study submitted to it are “in substantial compliance with the ICRC Act, 2005 and the National Policy on Public Private Partnership”, the ICRC avers: “This certificate is granted on the condition that the Federal Government demonstrates her commitment to leverage private sector capital and expertise towards the establishment of the National Carrier through the provision of an upfront grant/Viability Gap Funding (VGF) to fund aircraft acquisition/start-up capital.

The FGN also agrees to zero contribution to airline management decisions and zero management control by the government. Any attempt to impose government control over the management of the Airline invalidates this certificate and the entire process”.

It goes further: “In view of the fact that the mitigating conditions for the project may change over time, this Certificate is valid for 12 months from the date indicated below.

This certificate is therefore issued to enable the Ministry commence an international open competitive bidding process to procure a world-class strategic investor to manage, operate, maintain, and invest in the National Carrier.”

The ICRC provides further information on its website with regard to other aviation sector projects including the development of an aerotropolis, the establishment of a maintenance, repair and overhaul centre (MRO) and the development of cargo/agro-allied airport terminals.

Except the role of the infrastructure concession regulatory body is a mere formality, I do not see any evidence that the Federal Government of Nigeria, through the Ministry of Transportation (Aviation) is keen about compliance with the strict provisions outlined in the Certificate of No Objection.

The Road Show scheduled for Farnborough, London, tomorrow, does not sound like “an open competitive bidding”; it is a launch. Do you do a roadshow for a transaction that does not yet exist, or for a company that is not yet in existence? Minister Sirika and whoever his transaction advisers may be have already determined that the proposed airline would cost the Nigeria government $8.8 million. How was that arrived at? He has also talked about a take-off grant of $300 million to purchase 5 aircraft to be delivered by December 19? There certainly must be some known best practices in the setting up of a national carrier. Whatever business model, that we are following does not look like the very best. Who starts an airline by first buying aircraft at full cost? Hadi Sirika reportedly met with officials of Boeing, the aircraft maker in May. Would it not be better to lease the proposed five aircraft from Boeing and enter into a partnership agreement with them, with a private investor in charge of the new airline?

Nigerians and effects of drug abuse

F

ollowing a codeine-propelled high drug addiction problem, the Federal Government in a swift reaction, banned the production and importation of codeine containing cough syrup. The syrup usually taken by millions of youths who mix it with soft drinks, alcohol or illegal drugs, leads to physical and mental reliance on the drug and can be fatal.

It would be recalled that the Minister of Health, Prof. Isaac Adewole, had on May 1, 2018 directed the National Agency for Food, Drug Administration and Control (NAFDAC) to ban with immediate effect further issuance of permits for the importation of codeine as active pharmaceutical ingredient for cough syrup preparations.

The documentary which went viral showed some Nigerian youths who were addicted to codeine displaying symptoms of mental illness and confined to an ill equipped rehabilitation centre.

The development however elicited a wide range of reactions from the public as well as stakeholders in the health sector.

It is worthy of note that many individuals and groups had raised alarm over the rising incidence of drug abuse in Nigeria especially among the youths.

This problem is made worse by the chaotic drug distribution system in Nigeria which has left distribution of drugs largely in the hands of merchants who are usually not trained to handle such.

The fact that the Federal Government waited for a foreign media outfit to broadcast a documentary on this problem before taking such an action leaves a lot to be desired.

The ability of this move to solve the drug abuse problem in Nigeria has been queried by many industry watchers bearing in mind that a more wholistic approach remains the best option.

Its worthy of note that codeine is not the only frequently abused drug as tramadol abuse is also rampant.

It is also noteworthy that codeine is not only used for preparation of cough syrups as such it might not be appropriate to have a complete ban on codeine bearing in mind that this drug is needed for other conditions.

This makes it imperative that a more effective approach is one that ensures that only qualified persons get to handle these drugs.

The Pharmaceutical Society of Nigeria (PSN) which is the umbrella body of practising Pharmacists through her President, Pharmacist Ahmed Yakasai, has again drawn attention of the Federal Government to the continued delay in the implementation of the new national drug distribution guidelines which has been

shifted on several occasions.

According to Yakassai, the new directive would be better implemented under the new drug distribution guildeline.

The implementation of the new drug distribution guildelines is expected to ensure that drug distribution is always done under the watchful eyes of Pharmacists and that the drug supply chain can be tracked from the manufacturer or importer to the final consumer.

The truth is that this ban is definitely going to decrease the amount of codeine containing cough syrups in circulation but does little neither to bring any sanity to the drug distribution system in Nigeria nor to curtail this public health threat posed by drug abuse.

It is gratifying to note that there has been increased advocacy on the dangers of drug abuse. We believe that there is the need for holistic approach to tackle the menace of drugs abuse while groups such as the Young Pharmacists group, Pharmaguide Nigeria and a host of nongovernmental organisations have been quite instrumental in this direction.

We are of the opinion that relevant health authorities should wake up to the challenge by creating more awareness especially among youths on the long effects of codeine.

SERAP to INEC: Prosecute perpetrators of vote buying in Ekiti Peter Fowoyo, Lagos Four days after the Ekiti state gubernatorial elections, a non governmental organisation, the Socio-Economic Rights and Accountability Project (SERAP), has urged Professor Mahmood Yakubu, Chairman Independent National Electoral Commission (INEC), to investigate allegations of vote buying by both the All Progressives Congress (APC) and the Peoples Democratic Party (PDP) during last Saturday’s governorship election in the state with a view to bring perpetrators to book.

The group asked the electoral umpire to collaborate with the Independent Corrupt Practices and Other Related Offences Commission (ICPC) and the Economic and Financial Crimes Commission (EFCC) in any such investigation.

SERAP also urged INEC to “prosecute anyone suspected to be involved and/or complicit in the alleged vote buying, if there is relevant and sufficient admissible evidence of electoral bribery and abuse of the electoral and democratic process against them.”

The organisation requested Professor Yakubu to “take steps within 14 days of the receipt and/or publication of this letter, failing which SERAP will institute legal proceedings to compel you and the Independent National Electoral Commission (INEC) to discharge your constitutional and statutory responsibilities in the public interest.”

In the letter dated 17 July 2018 and signed by SERAP executive director Adetokunbo Mumuni, the organisation said, “It is the responsibility of INEC as an independent body to take meaningful steps and action to minimise electoral bribery by politicians, ensure political equality and prevent unfair electoral competition.

No body politic worthy of being called a democracy entrusts the selection of leaders to a process of auction or barter.”

The letter copied to both the ICPC and the EFCC read in part: “Investigating the allegations and prosecuting all those suspected to be involved would indicate your agencies’ willingness to exert your authorities and act as a deterrent against breaches of the electoral process, Nigeria’s anti-corruption legislation and international standards.”

“SERAP therefore urges you to carry

out investigation and prosecution of vote buying in Ekiti election but also in the elections in Anambra State, Edo State and Ondo State.

“Specifically, the alleged giving of N3,000 or N5,000 to voters during the Ekiti election or payment into the bank accounts of voters is corruptly intended, and clearly aimed to influence their choice of candidates and voting intention.

“Further, vote buying gives wealthy politicians an advantage in election campaigns and outcome greater than what they already possess, and it biases political decisions in favour of the wealthy. When politicians buy votes from the poor, political equality will suffer. Thus, economic disparities will translate into political disparities in the election of candidates.”

“SERAP is seriously concerned that vote buying undermines the ability of INEC to discharge its responsibilities under Section 153 of the 1999 Constitution (as amended) and paragraph 15(a) of the third schedule of the Constitution, the Electoral Act 2010 (as amended) and under the UN Convention against Corruption to which Nigeria is a state party.”

Short News Bayelsa APC petitions Buhari to restrain Dickson Akam James, Yenagoa The leadership of the All Progressive Congress (APC), in Bayelsa state, yesterday, called on President Muhammadu Buhari, to wade into the harassment and intimidation meted on its members by the current governor of the state, Governor Seriake Dickson.

They also maintained that the governor is putting undue pressure on the management of the Nigerian Agip Oil Company (NAOC) to withdraw contracts awarded to members of the party, noting that Dickson’s action is to deliberately create crisis in the state.

In a petition, signed and issued in Yenagoa, by the state APC Chairman, Mr. Jothan Amos and Secretary Alabo Martins, the party said “Only last week, the state Assembly invited one of our members whose company works for AGIP, to appear before it on allegations of breeching peace in Southern Ijaw Local Government Area of the state”.

Navy confiscates 828 bags of contraband rice, other items Isaac Job, Uyo Officers of the Forward Operating Base of the Nigerian Navy Ibaka in Mbo local government area of Akwa Ibom state have seized 828 bags of contraband rice worth millions of naira while the suspected smugglers escaped as they sighted a naval gunboat.

Other items confiscated include seize navy operatives two horsepower outboard engines, a pumping machine and a wooden boat of 55ft long and 6.8ft deep used in ferrying the contraband rice said to be from Cameroon.

The Commanding Officer, FOB, Captain Yusuf Idris, said in Ibaka on Tuesday that the bags of rice were transported into the country from the Republic of Cameroon.

The Customs Assistant Comptroller, Eastern Marine Command, Garko, thanked the Nigerian Navy for its unwavering support in fighting smuggling within the Nigerian maritime territory.

Stop distracting Sen Orji, aide cautions APC chieftain Sunday Nwakanma, Umuahia

A warning has gone out to a chieftain of All Progressives Congress (APC) and one-time House of Representatives member, who represented the Abia Central Constituency, Hon Iheanacho Obioma, to stop distracting the current senator representing Abia Central at the red chamber, Senator Theodore Ahamefula Orji.

This warning came from the senator’s media aide, Eddie Onuzuruike, in a press release made available to The Daily Times in Umuahia, stating that his reaction was to put “the facts straight in Abia Central”.

According to Onuzuruike, this was in reaction to a press interview Hon. Obioma granted to a national newspaper, (not The Daily Times) last July 15, 2018, stating though “I do not hold brief for Abia State government as to address and debunk his baseless and feckless claims of APC’s looming superiority.

“In the same vein, I would not have bothered joining issues but for the high mendacity employed, especially the nonexistent claims which may misinform innocent citizens who may take him seriously.

“Facts are sacred and one shouldn’t relent when facts are twisted in Abia Central, an equitable senatorial District.

“Obioma was the Representative for Ikwuano\Umuahia Federal constituency for four years from 1999 to 2003 and in the same 2003, he vaunted for the Senate against Dr. Adighije and failed.

“A few years later, he tried the House of Representatives again to no avail. Since then he has been constant in all the elections and kept having the same negative results.

“Has he asked himself why these spate of failures? Can any right thinking person continue on a trend without introspection?

The constituents know why and have spoken with their votes on many times.

“Senator Orji overwhelmingly won the

2015 election in Abia Central Senatorial district giving Hon. Obioma a yawning margin. Ochendo has carried out his legislative tasks assiduously resulting in 14 bills among other motions. Coupled with these are multiple constituency projects equitably distributed within the six Local government structure.

“Under two and half years, he (Se. Orji) published his score card in a booklet circulated in Abia and he (Hon. Obioma) is yet to tell us what he achieved with his four-year mandate in the House of Reps in 1999-2003”.

Onuzurike further stated “The Daily Trust Newspaper in 2016 picked Senator Orji as a senator to watch for his unprecedented performance unusual for a first time senator. In hot pursuit, the Verbatim News magazine awarded him the beacon of democracy for 2017.

The Peoples Democratic Party (PDP) yesterday charged President Muhammadu Buhari to use his attendance of the 20th anniversary of the adoption of the International Criminal Court (ICC) Rome Statute to report his administration to the court over documented human right abuses, crime against humanity and killings in Nigeria under his watch.

The party said the fact that President Buhari is the only head of state invited to the event shows that the world is particularly alarmed by the spate of bloodletting, extra-judicial executions, illegal arrests, arbitrary detention, torture and reported disappearances, as captured in the reports by the United States Department of State, Amnesty International (AI) and Transparency International (TI).

PDP, Saraki condole with victims of Katsina windstorm, Ogun flood Tunde Opalana, Abuja

The Peoples Democratic Party (PDP) has commiserated with the government and people of Katsina state over the devastating rainstorm that ravaged communities leading to death of 44 innocent citizens and large-scale destruction of property in the state.

The party in a statement by its spokesperson, Kola Ologbondiyan, said it is painful that such disaster reoccurred in the state barely a month after a similar tragic incident resulted in deaths and destruction of property in various communities in the state.

The PDP particularly commiserated with the families of the victims of the flood especially in Tundun Takari, Dan Tudu, Unguwar kwakwa and Unguwar Mai Kwari communities, which were worse hit by the Sunday tragedy.

“Indeed, our hearts and prayers go out to the bereaved, the wounded, the displaced as well all those who encountered various losses in this traumatic incident”, he said..

The party urged the Federal Government as well as the Katsina state government to take urgent steps to assist the victims of this disaster.

It as well prayed for the repose of the souls of the victims while urging publicspirited individuals, organizations and groups to also support the government of Katsina state in assisting the victims of the rainstorm.

In the same vein, President of the Senate, Dr. Abubakar Bukola Saraki, on Monday, expressed heartfelt condolences with the people and government of Katsina and Ogun States over the death, injuries and loss of property occasioned by flood in the respective states.

Saraki, in a statement by his Special Adviser on Media and Publicity, Yusuph Olaniyonu, in Abuja, called on the security agencies and emergency response teams to do all in their power to mitigate the pains and sufferings of the people as a result of the incidents.

While calling on town planning agencies to take their job more seriously, he called on Nigerians in flood prone

localities to heed the warnings of the Nigerian Metrological Agency (NIMET) to prevent further loss of lives and property.

He pledged the readiness of the National Assembly to work with all relevant agencies to stem the tide of flooding across the country, ensure that injured victims are given prompt medical attention and the affected communities rehabilitated.

“My heart goes out to families who lost loved ones in these unfortunate incidents. I wish those receiving medical attention quick recovery,” Saraki said.

“What happened in Katsina and Ogun states was a nightmare. We have a duty to play our role to ensure that this avoidable loss of precious lives does not repeat itself both in the affected communities and elsewhere in the country.”

He called on the authorities of the National Emergency Management Agency (NEMA) to support the efforts already being made by relevant agencies of the Katsina and Ogun State Government to provide immediate succour for the injured and displaced persons.

Short News UNILAG sex scandal: Allegation yet to be substantiated, says VC Esther Taiwo, Lagos Authorities of the University of Lagos (UNILAG) have appealed to blogger Linda Ikeji and the former student of the institution, Joy Nwanna, to appear before the panel of enquiry into the alleged sexual harassment levelled against a lecturer at the university.

Addressing newsmen on Monday at the hallowed chamber of the university, the Vice Chancellor, Prof Oluwatoyin Ogundipe, disclosed that the report submitted by the fact-finding panel indicated that the allegation is yet to be substantiated by the alleged victim or any other person.

According to Prof. Ogundipe, attempts by the five-man panel made up of three females and two males professors to contact the former student, Nwanna and Linda Ikeji that blew the lid of the alleged scandal open to come forward have failed.

‘No political coalition can unseat APC in 2019’ Isaac Job, Uyo Ahead of the 2019 general election, a stalwart of the All Progressives Congress (APC) in Akwa Ibom, Mr. Godwin Orton has said that the ruling party cannot be dislodged from power at the centre by any coalition of political parties.

Orton, a frontline aspirant for the Eket Federal Constituency seat, made the declaration on Tuesday in Eket during a media chat in response to the purported amalgamation of political parties to wrestle power from the federal government led APC. EFCC had, on May 7, preferred a 12-count charge bordering on alleged corruption and misappropriation against Jang.

It alleged that Jang, who served as Plateau governor between 2007 and 2015, misappropriated N6 billion, two months to the end of his tenure as governor.

According to the charges, the former governor allegedly embezzled N4 billion from the state coffers through Mr Pam Yusuf, then a cashier in the office of the Secretary to the State Government.

The court, on May 24, adjourned the matter to July 17, 18 and 19 for definite and accelerated hearing.

At the resumed hearing of the matter before Justice Daniel Longji

of Plateau High Court IV, its counsel, Mr Henry Ejiga, stated that the commission could not bring the witnesses “due to the security situation in Plateau”.

Ejiga prayed the court to adjourn the matter to another date to enable him bring the witnesses to court.

Counsel to Jang, Mr Robert Clarke (SAN), while responding, stated that criminal trials were expected to be “fast and speedy”, adding that justice delayed was justice denied.

He said that the reason given by the prosecution was very surprising.

“The reason given by the prosecution is very surprising.

Security cannot be a good reason for not bringing the witnesses.

“If people like us that do not have security guards can come all the way from Lagos without problems, then it is wrong for the EFCC to use security as an excuse not to bring the witnesses to court.

“EFCC has the control of arms and ammunition; they say the red eagle will always catch up with you, how comes the eagle has stopped flying?

“It is appalling that the custodian

of security is afraid of coming to court because of security issues. The court should not accept this flimsy excuse.

“We should have an affirmation statement by the prosecution that they would be ready at the next adjourned date,” he stated.

Responding, the prosecuting counsel said that the EFCC was not the Ministry of Defence, saying that its personnel were as vulnerable as any other Nigerian.

“We have good reasons to be afraid and careful because there were instances where witnesses have been gunned down while being conveyed to courts,” he claimed.

Ejiga said that the protection of witnesses was very paramount to the EFCC, and declared that the development was not a tactic to delay justice.

The Judge, however, noted that the counsel to the defendant had not asked the court to strike out the matter and could not, therefore, do that.

He adjourned the matter to Oct. 30, 31 and Nov. 1, for definite continuation of hearing.

EU is partnering with Independent National Electoral Commission (INEC) and the Police to train legal officers on prosecution of electoral offences.

The European Centre for Electoral Support (ECES), made this known during the training of INEC legal officers on “Global Best Practices” organised by the EU in Benin on Tuesday.

The project coordinator of the ECES, Nigeria, Mr Rudolf Elbling, represented at the occasion by Maria-Teresa Mauro, Senior Election Expert (Legal) of the centre, said a similar training on legal framework on elections would also be organised for political parties.

He said that under the arrangement, there would be a roundtable with judges of Supreme Court, Court of Appeal and Federal High Courts and those of Election Petitions Tribunal.

EFCC re-arraigns ex-Abia Gov Kalu, raises charges to 39 counts A former Governor of Abia, Orji Uzor Kalu, was on Tuesday re-arraigned at a Federal High Court in Lagos on an amended 39-count bordering on fraud.

Kalu, who is now a member of the ruling All Progressives Congress (APC) is being prosecuted by the Economic and Financial Crimes Commission (EFCC).

The anti-graft agency is prosecuting Kalu together with his former Commissioner for Finance, Ude Udeogo, and a company, Slok Nigeria Ltd., said to be owned by Kalu.

The EFCC had on Oct. 31, 2016, preferred 34 count charges, including a N3.2 billion fraud charge.

Kalu and Udeogo had however, pleaded not guilty to the charges and were granted bail.

Secretary General of AARDO visits Nigeria Adebisi Oyindamola, Abuja The African-Asian Rural Development Organisation (AARDO), has appealed for the establishment of another agricultural training institute in Nigeria, to improve on the successes recorded in the area of rural and agricultural development.

The Secretary General of AARDO, Wassfi El -Sreihin made the appeal during an official visit to the federal Ministry of Agriculture and Rural development, in Abuja.

WAEC extends registration date for private candidates Esther Taiwo Following the poor performance recorded in the May/June 2018 West African Senior School Certificate Examination (WASSCE) for school candidates where over 786,380 candidates failed to obtain five Credits in both English and Mathematics which is the prerequisite for gaining university admission, the West African Examination Council (WAEC) has extended normal entry period for private candidates to July 27, 2018.

By this extension, intending candidates especially those that failed to obtain credits in both English and Mathematics in the May/June examination for school candidates can obtain the Registration PIN from WAEC Zonal offices and accredited agents nationwide till Friday July, 27, 2018.

It would be recalled that the West Africa Examination Council (WAEC0 recently announced that out of

1,572,396 candidates that sat the 2018 West African Senior School Certificate Examination May/June (WASSCE) for school candidates, only 786,016 candidates representing 49.98 percent obtained credits and above in minimum of five subjects including English and Mathematics.

This is against 2017 May/June WASSCE results where about 923, 486 candidates representing 59.22 percent obtained minimum of credits in five subjects and above including English language and Mathematics.

Also, it has been observed that the Council has been witnessing unsteady performance by candidates as the results for May/June WASSCE for school candidates in 2015 and 2016 showed 38.68 percent and 52.97 percent respectively.

Announcing the results for the 2018 WASSCE for school candidates last week, the Head of National Office, Mr. Olu Adenipekun, told journalists at a press briefing held at the WAEC Training and Testing Centre (WTTC) in Ogba-Lagos that 102,058 candidates representing 6.49

percent have a few of their results still being processed due to errors traceable to the candidates in the course of registration or writing the examination.

Adenipekun said a total of 1,578,846 candidates registered for the examination from 17,886 recognised secondary schools in Nigeria while 1,572,396 candidates sat the examination.

Of the total number of candidates that sat the examination, 1,328 candidates with varying degrees of special needs registered for the examination.

Out of this number, 251 were visually challenged, 783 had impaired hearing, 123 had low vision, 88 were spastic cum mentally challenged and 83 were physically challenged.

The Head of National Office said further that of the total number that sat the examination in Nigeria, 1,470,338 candidates representing 93.51 percent have their results fully processed.

Of the total candidates that sat the examination, 823,424 representing 52.35 percent were male while 748,972 presenting 47.63 percent were female.

Buhari promises to complete abandoned projects in AE-FUNAI Moses Oyediran, Enugu President Muhammadu Buhari has pledged to complete all abandoned Federal Government funded projects in Alex Ekwueme Federal University Ndufu-Alike (AE-FUNAI), Ebonyi State.

The President made this known when he commissioned some ecological challenges projects initiated and completed by his administration in the university.

Keffi/ Nyanya traffic gridlock worries Yamawo

FCT proposes N271bn for 2018 fiscal year Stories: Idu Jude, Abuja The Federal Capital Territory Administration has proposed an expenditure framework of N271.532 Billion for the 2018 fiscal year. The FCT Minister, Malam Muhammad Musa Bello, made this disclosure in a Budget session with the Senate Committee on FCT, today, July 17, 2018. According to the Minister, the figure showed an increase of N49.171 Billion over the appropriation for 2017 which was at N222. 360 Billion.

During his presentation, the Minister gave a breakdown of the sectoral allocations which showed priority being given to Capital Expenditure, which got N154.232 Billion representing 56.8 percent of the estimate. Overhead cost came second with N61billion or 22.5 percent, while Personnel was estimated to cost N56 billion representing 20.68 percent of the total.

The increase, Bello indicated, is based on the expected higher revenue generation by the FCT in view of the take-off of the FCT Internal Revenue Service (IRS) and expected increased funds from the federation account.

The Minister revealed that the Administration would pay important attention to the completion of ongoing infrastructure projects to make the city more liveable. Consequently, N70Billion has been earmarked for this purpose.

In the same vein, N4.7Billion will go to on-going critical new infrastructure projects, while N21.1Billion is proposed for ongoing as well as new infrastructure projects in satellite towns.

The amount of N37.96Billion has been set aside for the Education Sector while the Health Sector received a whopping N22.8Billion. Other major expenditure areas include Resettlement & Compensation – N8.9Billion and Transportation Sector - N20.5Billion. Of this amount, the Abuja Light Rail Project

would gulp N12.3Billion. Environment, Water and Agriculture sectors together have been allocated approximately N16.3Billion among others.

The Budget which has been described as a balanced budget would be funded from the 1 percent of the 52.68 percent Statutory Allocation to the Federal Government from the Federation Account, Internally Generated Revenue (IGR) and other sources as contained in the Fiscal Framework of the Federal Government.

In his brief remark at the occasion, the Chairman, Senate Committee on FCT, Senator Dino Melaye, expressed delight at the remarkable improvement recorded in the Budget performance for the 2017 Fiscal year which showed a 62 percent level of accomplishment. He congratulated the FCT Administration for the successful commissioning of the Abuja Rail Mass Transit System, while harping on the necessity for honesty, prudence and transparency in the management of government resources.

Farmers,Herders clashes: FCT holds sensitisation seminar In its efforts to check incessant clashes between farmers and herdsmen, the Federal Capital Territory Administration (FCTA) has taken a pro-active step to sensitise both farmers and herdsmen across the all six area councils.

The objective is avoid likelihood of breakdown of law and order as the new farming season sets in and to avoid usual experienced in other parts of the country.

The quick intervention of the government in this issue is not unconnected with current security crises involving farmers and pastoralists across sections of the country.

She said that the purpose of the workshop was to educate and enlighten stakeholders on government policy concerning grazing reserve centres in the Federal Capital Territory, adding that “today’s meeting will ensure peace, security and rapid

development of agriculture in the Federal Capital Territory.’’

Chairman, Gwagwalada Area Council, Hon. Adamu Mustapha Danze, represented by the Vice Chairman, Hon. After several years of failed attempt to find an anti-dote for the seemingly unending traffic gridlock that has bedeviled the ever busy keffi, Nyanya highway and apparently disturbed by the plight of commuters on the Federal Capital Territory Administration (FCTA) has again declared its determination to hasten completion of the ongoing Apo-Wasa-Karshi road.

This is not the first time the administration has attempted ending the gridlock, which has taken a swipe on the individual per capital income of every residents of Nyanya and Mararaba a neighboring town to the FCT. Daily Times, recall that the Minister of FCT Mallam Mohammed Bello, on assumption of office, has set up committee on decongestion of the road as a temporary measure to enable civil servants and business men and women have access to work on time.

In like manner, the Administration again, has specifically reiterated it’s resolute in permanently tackling the perennial traffic congestion commuters suffer daily on the Nyanya axis.

The Coordinator, Satellite Towns Development Department (STDD), Isiyaku Tanko Yamawo gave this assurance during a recent chat with some journalists, on the state of the road.

He said: “The FCT Minister, Malam Muhammad Musa Bello “has given us (Federal Capital Development Authority, Satellite Towns Development Department and others) marching orders to complete the Apo-Wasa-Karshi road, what others call ApoKarshi road.

“A very essential portion of the road, connecting Apo and Wasa, which was not initially conceptualized in the project, has now been awarded by the current administration and work is on.

“Without this portion of the road, it was actually a road terminating somewhere in the bush without access to the city.”

FCT mobile court: Lawyer berates AEPB over abuse Mr. Udoji Okpalaibekwe, a lawyer and civil rights activist, has berated the activities of the FCT Environmental Protection Board, AEPB, which recently has commenced arrests and prosecution of street Hawkers in FCT without proper judicial process, thereby describing it as an act targeted at intimidating the less privileged in the society.

The lawyer, who specializes in public prosecution held the opinion while addressing the issue as unlawful approach adopted by unlawful government agency.

According to Barrister Okpalaibekwe, the FCT administration and its subsidiaries, has forgotten that the Federal capital territory is meant for every Nigerians both the rich and the poor. He said that the approach of open prosecution and confinement into prison will with no defense lawyer, at no level will address the menace of street hawking which is a byproduct of youths unemployment, poverty and out of school children problem which has become systemic in Nigeria.

“I think that the approach is wrong legally, and these children also have rights to sue the FCT authority for jailing them without option for defense. How can a judge do that besides government has failed to provide for its

citizens and the people have no option at all”.

Also pointing out some abnormalities in the operating of the Abuja environmental protection board activities, he said that a look at the activities of the AEPB indicates lack of due service provision. Just take a look at their services; have they been able to provide the best of conducive environment? So what is left of them is to arrest and jail without allowing the accused to provide defense and I can tell you that thousands of these people are languishing in prison without their relatives knowing where they are. Some of them have been declared missing or kidnapped by bad people just because of mobile court. I can tell you that when people bare declared missing that such people can be seen in FCT prison because of the act and it is bad”.

For example, while delivering Judgment on one of the matters at a sitting in Dei-Dei Mobile Court, Chief Magistrate of the Mobile Court, Akani Olande noted that over fifty Hawkers have been convicted according to the AEPB act.

Police retirees in A’Ibom protest underpayment of gratuities, pensions Isaac Job, Uyo Retired police officers of the rank of Assistant Superintendent of Police (ASP) in Akwa Ibom state have protested the underpayment of their pensions and gratuities by the authourities, describing it as an act of fraud.

In an interaction with newsmen in Uyo on Tuesday, the former police officers, numbering over 200, disclosed that as ASPs, they are entitled to nothing less than N10 million with corresponding monthly pension payments after 35 years in service.

Spokesman of the group, Philip Akpan, ASP (rtd.) however, said they are being tricked to accept a paltry N1.2 million against the terms they signed before their enlistment into the police.

Akpan further accused the police authorities, especially officials of police pension fund of fowl-play and lack of transparency, revealing that they were issued with multi fund structure consent form instead of consent form.

He said the multi fund structure form does not state how much a retired police officer was entitled against the normal practice of issuing out consent form which stipulates categories of payment structure.

His words, “The problem we have

now is that we got a text message that we should come to the police headquarters Ikot Akpan Abia in Uyo to sign a consent form. On arrival they issued us with multi form structure consent form.

“When we checked through we did not see a stipulated amount to be paid.

All that we know is that in consent form we are used to the amount to be paid is usually stipulated.

“For now, the multi form structure has not stated the categories of payment rather they said that they have already signed the form for us in Abuja. I am not a novice; I cannot take that and it is unacceptable”.

In the same vein, Effiong Umoren, ASP (rtd) disclosed that the police authorities have also seized the money they contributed to the contributory pension scheme for which 2.5 percent of their salary was deducted since 2014.

His words, “In 2014 they said it should be contributory pension and we started contributions with different pension fund administrators. I belong to Trustfund and before retirement I had contributed N2.6 million to the fund. And the police took over. Now the police is coming to pay less than what I contributed which I don’t accept it. If they don’t want to add anything to my contribution let them give me the N2.6 million that I contributed and I will go with it.

“We belonged to different pension

funds administrators before the police authorities decided to transfer us to police pension fund. As ASP upwards, we should not take less than N10 million, giving me N1.2 million is unacceptable and we will not take it.

“Our demand right now is that if they want transparency the consent form abandoned in April should be reintroduced. They stopped giving consent form to the police. They only give you the amount not the consent form and they should reverse it to how it was when they took over from over former pension administrators “.

“We want the IGP and whoever is in charge of pension administration to reverse it to the former regime and give us the consent form to sign before our money is given to us”, he said.

“As ASP upwards, we should not take less than N10 million, giving me N1.2 million is unacceptable and we will not take it”.

FG begins construction of dykes to prevent flooding The Federal Government has commenced the construction of dykes to protect the nation’s river bodies and minimise risks that could arise from flooding.

Director, Irrigation and Drainage, Federal Ministry of Water Resources, Dr Elijah Aderibigbe, made this known in an interview with journalists in Abuja on Tuesday.

He said that this became necessary to curtail water levels so as to prevent them from overshooting their boundaries.

River dykes are artificial slopes or walls erected to regulate water levels to reduce the risk of flooding by getting water away from an area facing the risk of flooding as quickly as possible.

The overall goal is to prevent a build-up of water that could wreak havoc on the environment.

No fewer than three children have died in Sara Village in Gwaram LGA of Jigawa, following a cooking gas cylinder explosion.

The Spokesman for the Jigawa Police Command, ASP Abdu Jinjiri, who confirmed the incident, added that two others were injured by the explosion.

“They were rushed to the Federal Medical Centre Birninkudu in Birninkudu LGA for medical attention. The incident was as a result of explosion from a cooking gas cylinder,” said Jinjiri.

He said Fati, Zainab and Abdulrahman, aged three, two and four years, respectively, later died at the Aminu Kano Teaching Hospital, Kano, where they were further taken.

Receiving the award on Tuesday, Ari who was among 15 persons honoured at the 2018 Blueprint Impact Series and Awards in Abuja, said the award would further motivate him to deliver on ITF mandate of reducing unemployment

and creating wealth in line with the agenda of the present administration.

He disclosed that the Fund Model Skills Centre would be upgraded to degree awarding institution, to further boost youth and women empowerment across the country.

The ITF boss, while calling for more support and collaboration of stakeholders ITF programmes, however advised unemployed youth to take

advantage of ITF skills and vocational training initiatives, so as to become self-reliant and contribute to national economic growth and development.

Earlier, Chairman, Blueprint Newspapers Ltd, Alhaji Mohammed Idris, explained that various categories of awards given to the ITF boss and other awardees, were in recognition of their outstanding contributions to the growth of the society.

The Police in Zamfara said on Tuesday it averted an attempt by gunmen to attack Tangaram community in Anka Local Government Area of the state.

The Police Public Relations Officer of the Command, SP Muhammad Shehu said in a statement made it available to newsmen in Gusau that one of the suspects was killed by the police.

“There was attempt by the bandits at the early hours of Saturday, July 14, to attack Tangaram community which was frustrated by the police.

“The command which mobilised a team of policemen to the scene, engaged the bandits in gun battle, after which one was shot dead while others escaped with various degrees of bullet wounds,” he said.

Naira gains as CBN injects fresh $210m into forex market Motolani Oseni The Nigerian currency, Naira on Tuesday gained against the US Dollar at the Investors and Exporters FX (FX) window, as the Central Bank of Nigeria (CBN) injected the sum of $210 million into the inter-bank foreign exchange (forex) market.

The local currency ended yesterday trading activities in the I&E FX window at N361.70 to the dollar as against N361.80 sold on Monday.

The special Forex window, also, recorded an appreciable transactions turnover of $123.93 million, compared to $77.11 million the previous day.

But the naira continued to exchange at an average of N360/$1 in the Bureau De Change (BDC) segment of the market on Tuesday, July 17, 2018

The apex Bank, however, in a statement by the Acting Director of Corporate Communications Department, M.r Isaac Okorafor confirmed that a total sum of $100million was offered to authorised dealers in the wholesale segment of the market, while the Small and Medium Enterprises (SMEs) segment got the sum of $55 million, just as $55 million was also allocated for Invisibles such as tuition fees, medical payments and Basic Travel allowance (BTA).

He, also restated that the apex bank has resolve to continue to intervene in the interbank foreign exchange market, in line with its pledge to sustain liquidity in the market and maintain stability.

Mr Okorafor maintained that the continued forex intervention is to ensure that the Bank meets genuine customers’ requests in various segments of the market.

It will be recalled that last Tuesday, July 10, 2018, the CBN intervened to the tune of $210 million, to cater for requests in the wholesale segment of the market.

Meanwhile, the Nigeria’s currency, Naira in circulation has as at end of June stood at N1.9 trillion, lower than N1.93 trillion recorded in May and N1.95 trillion in April.

The CBN on its official website said currency in circulation hits N2.04 trillion in March, the highest this year, and between February and January it was N1.94 trillion and N1.94 trillion respectively.

According to CBN, Currency issued to deposit money banks through the branches of the CBN, and old notes retrieved through the same channel.

“Currency deposited in the CBN by the banks are processed and sorted to

fit and unfit notes in line with the clean note policy. The clean notes are re-issued while the dirty notes are destroyed,” the CBN said on its website.

The apex bank had reported that N2.15 trillion was in circulation in December 2017 ending.

The CBN’s economic report for fourth quarter of 2017 had disclosed that, “at N2.15 trillion, currency-in-circulation rose by 21.1 per cent, above the level in the third quarter of 2017. The development reflected the growth in currency outside banks.

The apex bank in 2002 introduced the cashless policy to eliminate the amount of physical cash (coins and notes) circulating in the economy, and encouraging more electronic-based transactions (payments for goods, services, transfers, among others.

NDDC expresses dismay over blockage of office The Niger Delta Development Commission, NDDC, has expressed dismay over the disruption of activities at its headquarters in Port Harcourt on Tuesday by officials of the Rivers State Internal Revenue Service, RIRS. Speaking on behalf of the NDDC Managing Director, Dr. Nsima Ekere, the Special Assistant on Media, Chijioke Amu-Nnadi, said the Commission was surprised by the development, “because the Commission had already begun paying the Revenue Service the arrears under question.”

Amu-Nnadi explained: “About two weeks ago, the Commission met with the tax enforcement team and started negotiations to resolve all outstanding issues. We understand that there is a court order. But it’s important for us to state that the Commission, as a responsible corporate organisation, had begun to attend to all obligations as agreed.

“Last week, the Commission paid the first tranche. They will receive the next tranche this week. This is a sign of goodwill and commitment on the side of the Commission to meet these obligations.”

The exercise which began on Monday, 16th July 2018 with the Federal Ministry of Information, Health, Office of the Secretary to the Government of the Federation (OSGF) and Ministry of Defence (MOD) is scheduled to run for two weeks.

From July 23 to 27, it would be the turn of the Office of the Auditor-General of the Federation, Accountant-General of the Federation, State House, Federal Ministry of Environment, Power Works and Housing and others.

The verification would end on August 3, when officers would visit the Federal Technical College, Orozo, FCT.

The Lagos headquarters of ExxonMobil has been shut down by the company’s workers’ unions over the sacking of 860 spy police without entitlement.

The workers besieged the office of the oil company, protesting the sacking of workers, mainly Nigerians, on Tuesday in Lagos.

The protesters accused the company of sacking the 860 Nigerian workers most of whom had worked with the company for over 22 years without regards for the rule of law.

Mr Rasak Obe, the Chairman of ExxonMobil Branch of the Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN), said that the protest was to express the disaffection of the workers with the management.

Obe said the leadership and members of the union were shocked by the mass sack of security personnel who had faithfully served the company for many years.

He said the management should immediately reinstate the employees of the security department sacked and pay all entitlements due to them.

The union leader also urged the management to immediately reinstate the 16 employees purportedly sacked in Dec. 2016 in a similar fashion.

Osinbajo commissions 1.5m metric tonnes BUA cement plant Vice President, Yemi Osinbajo on Tuesday in Sokoto commissioned the 1.5 million metric tonnes per annum (N126bn) BUA Kalambaina cement plant.

Osinbajo who divulged that the significance of the company cannot be over emphasised, added that, it’s an important milestone not only for BUA Group of companies but Nigerians at large, hence the country produces 40 million metric tonnes of cement annually for now.

While stressing that the nation’s investment level is simply 35 per cent of the total GDP, Osinbajo advised

that working with the private sector is the only way to go towards boosting the economy.

According to him, the president Muhammadu Buhari led government has come up with numerous business friendly policies towards achieving the aim of ensuring that every state in Nigeria can compete with every country in Africa in terms of investment opportunities.

The vice president, while advocating for the use of cement in constructing roads on grounds that it’s cheaper and better, further pleaded with both BUA Group and

Dangote Groups of companies to see the possibility of reducing the price of cement, hence according to him Nigeria at the moment has housing deficit of about 17 million.

Speaking earlier, the Executive Chairman/CEO BUA Group, Abdul Samad Rabiu said the 350 million dollar BUA 1.5 metric tonnes Kalambaina cement plant remained the single largest investment in North Western part of Nigeria as it will provide direct jobs for 2000 people and indirect jobs for another 10, 000 people.

The Nigerian Shippers’ Council (NSC) has called on terminal operators to embrace automation system for cargo clearance, even as it is set to audit operators of the nation’s seaports both manually and electronically.

According to a statement made available to journalists on Tuesday in Lagos, the Executive Secretary/Ceo of the Council, Mr Hassan Bello made the call when he led his management team on a visit to Port & Cargo Handling Services (P&CHS), Five Star Logistics Limited and APM Terminals.

According to Mr Hassan Bello, “the adoption of automation will improve cargo clearance, minimise the current gridlock being experienced in Apapa and reduce human traffic at the terminals.”

Bello added that the Ease of Doing Business Executive Order is realisable when there is synergy among various players in the transport and logistics chain.

He emphasised the need for all terminal operators to register with the Council, in addition to maintaining functional websites and proper records of daily transactions, which would help regulators and government in policy formulation.

The Executive Secretary reiterated that the Nigerian Shippers’ Council, as Port Economic Regulator, is interested in ensuring international best practice, adding that if other countries could attain the minimum operating standards at their ports, Nigeria should strive to achieve it.

He said the Council is determined to embark on a periodic audit of all terminal operators, both manually and electronically.

Responding, Abayomi Obadare, Wolfgang Schneider and Chris Ulliet, General Managers of Port & Cargo Handling Services, Five Star Logistics and APM Terminals respectively, expressed optimism that the visit by officials of the ports economic regulator had given them an assurance that their present operational challenges would soon become history.

Oshiomhole lacks patience, tactical wisdom to manage APC crises – Anike Charles Anike, is National President, Eastern Union, in this interview with PATRICK OKHUE, he speaks on the state of the nation, election of former Edo State governor, Adams Oshiomhole as the new chairman of the All Progressives Congress (APC) among other issues.

With the conclusion of the APC National Convention and the emergence of Adams Oshiomhole as the National Chairman, what can you say is the future of the party?

It was commendable that the leadership of the APC was able to stage manage the charade they called National Convention. The so called National Convention has finally let the cat out of the bag.

The long awaited disintegration and of course the end of the party is confirmed with the exit of the Reformed APC. The APC has not done anything differently from what we see in other parties. It was indeed an excise in futility because it clearly exposed the APC more as a party without internal democracy and you can notice court suits here and there. But let me go straight to answer your question, the APC have no future because the man Adams Oshiomhole lack the patience and tactical wisdom required to manage fragile situations. He is a man like Buhari, believes he know it all.

And the APC we must remember is congregate of die-hard and over ambitious individuals. People that lacked and still lacking the spirit of sportsmanship, so the disgraceful outings of the party come 2019 shall mark its final end. The emergence of Adams Oshiomhole as the national chairman of the party is the final straw because he seriously lacks capacity to manage crisis, you can hear him now spitting fire instead of mending fences. He is a man that does not believe in fair play and the required political ethics of compromise.

An international watch group has labeled Nigeria as a country with the highest growth rate of poor people, overtaking India in the process, what is your view on this?

The situation we find ourselves presently is very unfortunate; considering that under the previous administration, Nigeria ranked the biggest and the fastest growing economy in Africa and with Aliko Dangote as the richest man in the whole continent of Africa.

But just in a space of three years or so, Nigeria overtook India as the poverty capital of the world.

You can imagine from the fastest growing economy to the highest growth rate of poor people, what a shame? From the onset, we saw that the present government was not ready to work, when it chose blamegame and excuses. Any responsible government will continue to adjust and employ many hands, but not this Buhari government. No matter how much the people are crying of hardship, and insecurity, the government has remained adamant

and unperturbed. Nigeria is one of the countries in the world that is so blessed with abundant human resources, but this government will never give opportunity for the citizens to proffer solutions to the challenges. It is a government that is soaked and drenched with ethnic and religious bias. A government that rely basically on lying and propaganda, the government that is very impotent, lack foresight and very slow to take decisions.

The Federal Government has said they will distribute the recently recovered Abacha loot to the poorest Nigerians, what is your take on this?

We have heard this over and over, so we want actions and not empty promises. When they start the distribution, we know the parameter by which they are using to determine the poorest Nigerians so to say. We believe it is another 2019 campaign gimmicks, but Nigerians are getting wiser by the day. How can they be talking of distributing five thousand naira when the agents of this government are stealing the money, and other relief materials sent to those in IDP Camps? What can be worse than stealing from the very poor?

And why is it that any government that come to power since this Forth Republic would always talk about Abacha loot, because Gen. Abacha died. Using that to score cheap political points? What about Abdulsalam Abubakar’s loots, Obasanjo’s loot? Jonathan’s loots?

Tinubu’s loots? Fashola’s Loots?, Rotimi Ameachi’s loots and even Buhari’s loots? Please they should spare us all those nonsense, because we are sick and tired of all that.

What we are interested in is that as they are looting; let them develop infrastructure for us to continue our struggle for survival.

The security situation in the country has taken a new dimension, that on the average at least ten people are killed on daily basis and nothing seem to be done to assure Nigerians that the situation can be controlled, do you have suggestions as to what can be done?

Talking about the security situation in the country, the truth is that killing will continue unabated until the leaders see reason to do the right thing. As far as we are concerned, Nigeria as a nation is under a curse and that is the reason the killing will continue. While we join the rest of the world to condemn the killings by the evil Fulani Herdsmen, Boko Haram and other forms of killings going on across the country, we demand that Nigeria should make restitution

for the Boko Haram’s atrocities in the North East and the present Fulani Herdsmen havoc in the Middle Belt, so also there was no Justifiable reason or whatsoever, for the genocidal war declared against the Igbo and even the present day discriminations, intimidation and harassment of Ndigbo across the Country. However, if we keep pretending and continue to harden our hearts, these killings will continue unabated.

Amnesty International came out with an alarming report that the recent killings in Plateau State lasted for as long as seven hours, do you think this is an indication of security comprised?

Of course, do you still need to be told that? There was even a report from one that escaped the killers, that after that long hours of killing operations by the killer herdsmen, they informed each other that security agents are about to arrive, and no sooner that they left the security agents actually appeared.

The truth is that our security in this recent time have been seriously politicised.

Well our points however is that what goes round turns round; because an injustice to one is an injustice to all.

Calls for the security architecture to be overhauled have been on, what is your take on this?

The truth is that the security agents are made up of men and women from the same Nigeria society, so the same Nigeria blood flowing in their vein, therefore the only remedy to all our problems is true repentance which can only be possible by this restitution and reparation we are calling for.

Otherwise no matter what you overhaul, the sabotage will continue because there is a curse on our land and the men that committed the evil are moving freely unrepented.

Some innocent bloods are crying out for vengeance and God is angry believe it or not. This is why everybody knows the problems, but nobody seem to have any solution.

Any comment on the advertised cloning and sale of Permanent Voter’s Card on internet?

As far as we are concerned, this present INEC cannot be trusted, otherwise why can’t they device different strategies to counter any form of fraudulent plots? If we truly and sincerely believe that the June 12, 1993 Presidential election was the freest and fairest as we claim, why can’t this INEC adopt the option A4 method? The only thing you change is something that does not work well. If the option A4 worked well then, why can’t we continue with it? Why can’t this INEC adopt it and then make some improvement on it? Since the card reader and its attendant networking challenges has become our nightmare; always subject to controversies. Anyway we don’t even have faith in this INEC, since it is clear that the piper is dictating the tune ever since.
