increment/harmonisation, amounting to N34 billion for the last 19 years. But PenCom Acting Director-General, Mrs. Aisha Dahir-Umar, who disclosed this on Monday in Lagos, said the commission paid a whopping N86.7 billion for the settlement of 275,172 disengaged workers. She said the figure represented the total paid from 2004, when the CPS came into effect, to June 2018. Dahir-Umar also said the amount was about one per cent of the N8.23 trillion pension assets. The acting director-general noted that loss of jobs in both public and private sectors have been on the rise since recession because employers controlled expenses.
She said in order to fulfill its promise, the commission had allowed the sacked workers access 25 per cent of their pension contributions, especially if they were unable to get new jobs. She said, “The lean prospect of finding a new job after the loss of an earlier job was responsible for increase in demand to access 25 per cent of pension contributions. “The PRA 2014 allows contributors, under the age of 50 years, who were disengaged from work and were unable to secure another job within four months of disengagement, to access 25 per cent of their respective Retirement Savings Accounts (RSAs) “The commission also recently reduced the assessment time after disengagement to four months from six months.”
Meanwhile, the NPA Pensioners Welfare Association, Delta Ports, Warri, said that its members in Warri, Owerri, Port Harcourt and Lagos State were going through hell and dying in numbers due to lack of payment of their entitlement by the NPA. According to a statement which was signed by the group’s Secretary, Mr. John Deine, the pensioner’s pleaded for Federal Government’s intervention. He said they were aware N34 billion had been earmarked in this year’s budget for the payment, adding that the quick intervention of the Federal Government, National Assembly would make the management of the Nigerian Ports Authority (NPA) release the fund.

CJ stops judges from granting ex-parte order on political matters Orders conclusion of all pending political cases before October 31 Andrew Orolua, Abuja The Chief Judge of the Federal High Court, Justice Adamu Abudul- Kafarati, has directed judges of the court to stop granting interim ex-parte order in any political case brought before their courts. He said that the directive is part of efforts to ensure that the court is not used by politicians to scuttle the political process and disrupt the peace of the country. Justice Abdul-Kafarati disclosed this on Monday in Abuja during a special court session to mark the commencement of the 2018/2019 Legal Year of the Federal High Court. He said, “In an attempt to forestall any hiccups and the blame on the court by the political gladiators, I have during this vacation issued a circular that interim orders ex-parte shall not be granted in political case brought before the court. I believe that controversies especially in political cases can be reduced when the court takes a decision after hearing all the parties in the case. “It is also extremely important that all political cases that may affect any of the parties which are still pending in any of our courts be concluded without further waste of time to afford all candidates the opportunity to pursue their political ambitions.
“Honourable Judges whom such cases are still pending must endeavour to conclude them before end of October 2018”, Abdul-Kafarati in addition urged the judges to be guided in their decision by the rule of law and the constitution, so as to remain the hope of all citizens and exonerate the court from blames of any sort by the political class during the forthcoming 2019 general elections. He urged the judges to ensure that the court is not used by politicians to scuttle the political process and disrupt the peace of the country. While appreciating the judges and staff of the Federal High Court for the dedication and hard work, he emphasized that the judges must be wary in their handling of all cases and “especially cases concerning political parties and the upcoming general elections. He said the judges should use the court and the constitution to regulate the society for the good of the future generation and the society, adding that as Chief Judge of the Federal High Court, he would continue to give priority to their welfare. Abdul-Kafarati, while noting that the court will be starting the new legal year with about 191,766 cases from the previous legal year, urged litigants to take advantage of the Alternative
Dispute Resolution Centre soon to be opened in the Federal High Court. He said, “It is my advice that the advantages of the centre be exploited by all to help us reduce the dockets of the courts and for quicker resolution of disputes devoid of the usual legal technicalities”, he added. Minister of Justice and Attorney General of the Federation, Abubakar Malami SAN, in acknowledging the constitutional mandate of the court, however, urged the court to take urgent steps to facilitate the speedy dispensation of justice, which according to him, will engender greater public respect and confidence. The Minister who was represented by the Solicitor General of the Federation and Permanent Secretary of the Ministry of Justice, Dayo Apata, also suggested that the court in the discharge of its duties must always strike the appropriate balance between the personal rights of litigants and the overall good of society. Hope rises for 2019 polls as NASS begins correction of Electoral Act Tunde Opalana, Abuja In an apparent move not to be castigated for holding the nation to ransom over the proper conduct of the 2019 general elections, the National Assembly is set to tinker for the fourth time with the Electoral Amendment Act. The joint committee of the Senate and House of Representatives on INEC and Electoral Matters on Monday met to consider lapses identified by President Muhammadu Buhari as reasons for withholding assent to the bill. Briefing journalists before the committee went into an executive session, its chairman, Senator Suleiman Nazif (PDP, Bauchi), said the committee is considering the bill for the
fourth time in the interest of the nation. He promised that the committee will make decisions of its meeting and further recommendation on the bill known today (Tuesday). The Daily Times recalls that President Muhammadu Buhari had on September 3, 2018 for a third time declined assent to the Electoral (Amendment) Bill, 2018, adducing drafting issues to the rejection of the bill. Giving reasons for withholding assent, the Senior Special Assistant to the President on National Assembly Matters (Senate), Senator Ita Enang, said “Mr. President is declining assent to the Electoral Amendment Bill due to some drafting issues that remain unaddressed following the prior revisions to the Bill.’’
The presidential aide specifically mentioned few outstanding issues surrounding Buhari’s declining assent to the bill. He said, ‘’There is a cross referencing error in the proposed amendment to Section 18 of the Bill. The appropriate amendment is to substitute the existing subsection (2) with the proposed subsection (1A), while the proposed sub-section (1B) is the new sub-section (2A). ‘’The proposed amendment to include a new Section 87 (14) which stipulates a specific period within which political party primaries are required to be held has the unintended consequence of leaving INEC with only 9 days to collate and compile lists of candidates and political parties as well manage the primaries of 91

Enang, who made this clarification, said the card reader provision addressed by section 49 of the Principal Act was completely and unequivocally excluded. He said, “It is not in anywise, part of the provisions of the bill forwarded to the President on August 3, 2018, and could therefore not form part of the consideration of the President.” He though agreed that there
was card reader provision in the two previous amendments of the Bill, it was never mentioned as a subject of disagreement between the president and the National Assembly. He said: “For further clarity, the Bill of February 20 had 43 clauses, and the revised Bill of June 27 had 41 clauses. “The current further revised Bill of August 3, which now excludes the card reader, has just 15 clauses in the absolute wisdom of the National Assembly. “And the President has no constitutional or legal authority to add or remove any provision to or from what the National Assembly has transmitted to him.’’ The president’s aide noted that by withholding assent to latest transmission that excluded the card reader provision, Buhari had actually preserved the card reader. This, he explained, was an opportunity for the lawmakers to restore the card reader provision when reconsidering the Bill “in its absolute legislative discretion’’.

More Nigerians have access to phones than proper sanitation – UNICEF
Says Nigeria loses N455bn annually due to poor sanitation
Doosuur Iwambe, Abuja The United Nations Children Fund (UNICEF) has said that with about 150 million mobile subscribers in Nigeria, 97.2 million internet users and 81℅ penetration, only 97 million Nigerians have access to improved sanitation. According to Mr. Zaid Jurji, Chief of Water, Sanitation and Hygiene (WASH) department of UNICEF, Nigeria losses N455 billion annually due to poor sanitation practised around the country. Speaking during a media dialogue on WASH organised by the Federal Ministry of Information, in collaboration with the European Union (EU) and UNICEF on Monday in Port- Harcourt, the Rivers State capital, Jurji said that the real cost that Nigeria losses annually amounts to N455 billion due to poor sanitation which results in deaths, low productivity and ill-health suffered by Nigerians. He said, “Nigeria losses N455 billion every year as a result of poor sanitation which escalates to deaths, stunting, malnutrition, loss of dignity, insecurity, low productivity and loss of GDP”. Jurji explained that access to basic water and sanitation services in the Nigeria facilities such as communities, school, Hospitals, and markets/parks are 20.4 percent, 17 percent, 22.7 percent and 12.4percent respectively, adding that 47 million Nigerians still practise open dedication. He lamented that sanitation sector in Nigeria is severely under resourced, with only 19% of WASH budget annually, adding that it would be very difficult to meet the Sustainable development goals in 2020.
He said “Only 20.1% of households have a fixed place for unleashing facility with soap and water. 10.4% households have suffered diarrhea in the past 6 weeks, 75% are children under 5 years. Only 6.4% of households at likely to practice proper handwashing (with water and soap), at critical times. “The key issues of the sanitation sector in Nigeria includes low political and financial commitment, low private sector participation, weak institutional arrangement and limited technical know-how, lack of technology to meet geographical condition “Nigeria has a population of 198 million and 93 million children. 1 million Nigerians under the age of 5 die annually as a result no proper sanitation. 20.4% of the population have access to basic water and sanitation services. That is those using improved sanitation Facilities. “17.0% of schools have access to basic supply and sanitation services that is schools with functional and improved toilets and latrines available at all times. 22.7% of health facilities have basic water supply and sanitation services. 12.4% of markets and motor parks have basic water supply and sanitation services,” Jurji added. While stressing that only 11% of the systems meet the minimum requirements for WASHCOM, frequency and tariff, the UNICEF chief added that about 130 million people in Nigeria are without proper access to sanitation. “34.6% (66million) have improved latrines. 4. 4% (8.4 million Nigerians have improved latrines, private, functional and accessible to the people. 20.4% (39 million) unimproved latrines, Hygienic separation of human faeces from human
contact. “5.5% schools have basic gender sensitive WASH services, functional water facilities and durable improved toilets with separate blocks for males and females available. 49.3% schools have at least one improved toilets and latrines. 33.6% health facilities have hand washing facilities with soap and water. 43.2% health facilities have functional improved water supply in the premises,” he added. Earlier, Engineer Emmanuel Amatemeso, Acting Permanent Secretary, Ministry of Water Resources, Rivers State, who represented the Commissioner for Resources, Kaniye Ebeku, commended UNICEF and partners for what they are doing in the state but urged them to increase funding in the state because of the peculiar nature of the state. He said Rivers State has a peculiar area that makes it very expensive to transport materials to project sites and added that there is need for UNICEF and partners to beef up their activities in the state. On her part, Eliana Drakopoulos, Chief of communication, UNICEF, in her remarks, said that the WASH programme aims at improving feeding, hygiene and sanitation to reduce stunted growth and malnutrition in Nigeria, adding that UNICEF will focus more in ensuring early education for children and reduce violence against children. She added that 130 million of the Nigerian total population lacks access to proper sanitation, with 93 million children where 1 million children under age 5 die annually and 1 out of every 4 routinely vaccinated.

Magistrates’ Court In Wuse, Abuja, on Monday struck out a suit filed against a journalist, Jones Abiri, for lack of jurisdiction. The magistrate, Chukwuma -Machukwu Nweke, stated at the resumed trial that the offence for which the journalist was arraigned before the court amounted to criminal intimidation under the Criminal Code and the court could not entertain the trial because the offences were allegedly committed outside its jurisdiction. The ruling followed an application brought by Abiri’s lawyer, Samuel Ogala, that the court should transfer his trial to Bayelsa State, since that was where he was arrested. Abiri, the publisher and Editor-inChief of Weekly Source newspaper, was being tried by State Security Service (SSS) for alleged links to armed militancy in the Niger Delta. The journalist, who spent two years in custody without trial was awarded N10.5m damages last week by the Federal High Court in Abuja over his unlawful detention. Nweke said the offence Abiri is accused of criminal intimidation under the Criminal Code Act allegedly committed in Bayelsa State which falls outside the territorial jurisdiction of a
Wuse Chief Magistrate Court. He said, “That no element of the alleged offence of criminal intimidation took place within the Federal Capital Territory. I uphold in this honourable court the jurisdiction to hear the first information, which was filed against the applicants. “That the court has the duty to uphold doctrine of fair hearing, which guarantees that an accused is charged within the territorial jurisdiction. “That the first information report as presently presented is an abuse of process of this honourable court. Section 36(1) of the 1999 Constitution as amended reads: “In the determination of his civil rights and obligations, including any question or determination by or against any government or authority, a person shall be entitled to a fair hearing within a reasonable time by a court or other tribunal established by law and constituted in such manner as to secure its independence and impartiality. Lawyer to the 2nd defendant, Collins Truman, had in a preliminary objection filed a two paragraph affidavit and a written address, that the court lacks the power to transfer the matter to Bayelsa State. Truman added that he had filed a reply of point of law, that it is only after the motion that the court would form an opinion whether it has the jurisdiction to try an offence or not. Nweke said that it is under the
jurisdiction of the court to look at the offence before it and have found that none of the alleged offences was within the territorial jurisdiction of the court. The magistrate said, “It is therefore deemed that the prosecution is not disputing the facts that all elements of the alleged offence occurred in Bayelsa State. “This court lacks the jurisdiction to entertain this matter and I hereby strike out this case.”

Eleka v. Fayemi: Tribunal begins sitting, relocates venue for security concerns Gbenga Sodeinde, Ado Ekiti
The Election Petitions Tribunal sitting in Ado-Ekiti, Ekiti State, which began sitting on Monday has been relocated to another venue, following complaints and cases of insecurity around the Ekiti State High Court in AdoEkiti by lawyers. Through the venue to be used is unknown, strong indications have emerged that the tribunal’s sitting may be relocated to Abuja. The relocation was sequel to the oral application by one of the lead lawyers to the Peoples Democratic Party (PDP) governorship candidate, Prof Olushola Eleka, Mr Adebayo Adelodun Adelodun (SAN), who cited cases of insecurity and threat to lives encountered in the hands of the crowd that massed at the court’s gate before the commencement of the sitting. The request was supported by the lawyers to the Independent National Electoral Commission (INEC), Chief Charles Edosomwan (SAN) , that of the All Progressives Congress (APC), Chief Akin Olujinmi (SAN) and the lawyer to the party’s candidate, Dr Kayode Fayemi. The lawyers claimed that they were nearly mobbed by those suspected to be party goons on their way to the court in the morning, which constituted serious security threat to their lives and the course of justice and that the crowd were not discriminatory in their attacks. The Tribunal, which rose for about an hour, later reconvened to deliver its ruling through its Chairman, Justice Suleiman Belgore. Other members of the panel are Justices Aliyu Usman Baba and Ebiyerin Omukoro respectively. In his ruling, Justice Belgore said: “Following the issue of insecurity raised by the lawyers that there was threat to human lives around the court. He predicated this on his encounter with unruly crowd on his way to the court this morning and he said the venue should be relocated in view of this. And this view was not opposed by the respondents. “Lawyers to the respondents expressed similar inclinations that the venue should be relocated to another city citing cases of insecurity to lives. “We are critically mindful of the consequences of the applications made by the counsel to the petitioner, which was not opposed by the counsel to the respondents. “We have rubbed minds together and came to the conclusion that this fear is real and apparent that the situation is becoming insecure and tense and we can’t trivialise such . “We hereby grant the application because of the consequences the insecurity could have on this Tribunal and the new venue shall be communicated through our Secretary to all parties within 48 hours”, he said. Early in the morning, there was heavy security beef up around Ado-Ekiti High Court , where the Governorship Election Petitions Tribunal was located , on Monday , as the 3-man panel of Tribunal judges set up to hear the petition trailing the outcome of the July 14 election began sitting. The Ekiti State Police command deployed an Armoured Personnel Carrier (APC) and several police
vans which were strategically positioned in front of the court to ward off hooligans and trouble makers. Those entering the premises, including journalists and judicial officers were thoroughly frisked before being allowed entry. The armoured tank, Patrol Vans and the personnel were strategicallynstationed while performing their duties. The PDP candidate and outgoing Deputy Governor of Ekiti State, Prof Kolapo Olusola Eleka is challenging the declaration of Dr Kayode Fayemi of the All Progressives a Congress (APC) as the duly elected Governor of the state. Eleka also described the governorship election as a sham, alleging that the election was rigged in favour of the APC Fayemi polled a total of 197,459 to defeat Eleka , who garnered an aggregate of 178, 122 votes. The Chairman of the Tribunal, Justice Suleiman Belgore, in his inaugural speech, promised that the tribunal members would act truly as unbiased umpire and won’t betray the confidence reposed in them by the President of the Court of Appeal (PCA), Justice Zainab Bulkachuwa . Belgore added that the Tribunal would comply strictly with the provisions of the 1999 Constitution, Electoral Act 2010 (as amended), Federal High Court Civil Procedure Rule and the Practice Directive as issued by the President of the Court of Appeal. Flood: NEMA declares national Short News FG approves rail infrastructure for ports to boost economic activities disaster in 4 states Mathew Dadiya, Abuja
The Director General of the National Emergency Management Agency (NEMA), Mustapha Maihaja, has declared flooding a national disaster in four states of Kogi, Niger, Delta and Anambra, placing eight others on the watch list. The agency made the declaration on Monday, days after the President ordered it to declare the situation a national disaster.
Following the order, Maihaja had earlier inaugurated five Emergency Operation Centres (EOC) to facilitate prompt search and rescue operations as well as humanitarian support in the 12 states worst affected by flooding. The Emergency Response Centres would be responsible for planning, organising, directing and supervising deployment of resources with the affected state governments and local authorities and communities. The primary objective was to localize the responses and expedite intervention to save lives and facilitate
quick recovery. At the command centre in Abuja, the NEMA DG and other chief executives would be responsible for the formulation of policy and operational guidelines for the conduct of emergency operations in all the worst affected states. The Nigeria Hydrological Services Agency (NIHSA) had earlier warned that the steady rise in water levels and weather forecast in the coming weeks have put Nigeria at risk of witnessing a recurrence of the catastrophic flooding similar to what it witnessed in 2012.
President Muhammadu Buhari on Monday gave a directive for the provision of rail infrastructure at all the ports in the country to boost socio-economic activities nationwide. Buhari announced this when he declared open the International Association of Ports and Harbour’s Africa Regional Conference in Abuja. The President expressed the Federal Government’s commitment to rebuilding infrastructure that would complement the means of transportation from the ports to the hinterland. He said, “We understand that this inter-connectivity will improve the country’s economic competitiveness as targeted under the Economic Recovery and Growth Plan. “So for starters, I have directed that every port must have the complement of rail infrastructure. “Our projection is that by the end of year 2021, we will have standard gauge railway across the main North-South trading route. “The same level of serious attention is being given to the improvement of road infrastructure.’’
Lassa fever: Delta confirms death, says no cause for alarm The Delta Ministry of Health has confirmed the death of a woman who allegedly manifested symptoms of Lassa fever virus. Chairman of the State’s Primary Health Development Agency, Dr (Mrs.) Isioma Okoba, made the disclosure at a media briefing on Monday in Asaba. “The woman, who is now deceased, is from Umolu community in Ndokwa East Local Government Area; she reportedly took ill on Aug. 18, 2018 and was admitted at the Kwale General Hospital. “Her condition deteriorated and she was transferred to the Federal Medical Centre, Asaba, the following day. “When she was not getting better, we took her samples and sent to the laboratory in Irrua, Edo, for analysis but before the result could come out, she passed away,” Okoba said.

Adeosun: Stop parading as ‘Mr Integrity’, PDP tells Buhari Tunde Opalana, Abuja
The Peoples Democratic Party (PDP) has told President Muhammodu Buhari to stop parading himself as ‘Mr. Integrity”, following revelations that the Federal Government smuggled the disgraced erstwhile minister of finance, Mrs. Kemi Adeosun, out of the country to prevent her from exposing how the Presidency cabal, including close relations and associates of Mr. President, fleeced the nation of trillions of naira. The PDP further noted that the All Progressives Congress (APC), in congratulating Adeosun, even after she had admitted her culpability on issues of forgery and corrupt practices, has further showcased APC as a party of corruption; an iniquitous fold, where thieves receive medals instead of condemnation. The party in a statement Monday by its spokesman, Kola Ologbondiyan,
said there are clear evidences that Adeosun could not have circumvented the Department of State Services (DSS), Nigeria Intelligence Agency (NIA), National Security Adviser (NSA) the Police and even the Secretary to the Government of the Federation (SGF) without the tacit approval of the Buhari Presidency. The party queried how Adeosun evaded checks by the Force Criminal Investigation Department (FCID) in Abeokuta and the Ogun State House of Assembly for clearance as commissioner, with her status as a dual citizen, if not armed with inherent tendencies for fraud? “It is clear that the Buhari Presidency exploited this factor to swindle the nation, in the finance ministry,” said PDP. Osun 2018: INEC, IG assure Nigerians of credible election The Chairman of the Independent National Electoral Commission (INEC), Prof. Mahooud Yakubu, and the InspectorGeneral of Police (IG), Ibrahim Idris have assured Nigerians and political stakeholders that the Osun Sept. 22 Governorship election would be credible based on efforts put in place. The INEC chairman and IG both gave the assurance while speaking at the “Election Stakeholders Forum on the 2018 Governorship Election”, organised by INEC on Monday in Osogbo. Yakubu in his address said the commission had improved on the functionality of the commission’s technological innovations to safeguard the integrity and credibility of elections. Beyond illegal search of Edwin Clark’s house

The three Police inspectors who searched Chief Edwin Clark’s house in Abuja a fortnight ago have been dismissed from the Nigeria Police Force with ignominy for the gross abuse of police powers. Since the search was carried out pursuant to the search warrant issued by a magistrate in the Federal Capital Territory, some lawyers have questioned the legality of the sanction imposed on the three police officers. With respect to my colleagues, it is pertinent to point out that a search warrant per se cannot legalise the unlawful infringement of the fundamental right of a citizen to privacy, guaranteed by section 37 of the Constitution. More so, that the warrant in question was found to have been issued by a Magistrate in error or on the basis of the misrepresentation of facts or outright falsehood adduced by the Police. Not a few other lawyers have also argued that were it not for the status of Chief Edwin Clark in the country, the Police would not have sanctioned its officers who conducted the search. While this argument cannot be faulted, it has to be realised that the law in a class society like Nigeria is essentially
designed to protect the rights and interests of the bourgeoisie and other Very Important Personalities. Bit since the Constitution has formally decreed that every citizen shall have equality of rights, obligations and opportunities before the law, the advantage of the case of Chief Clark is that it can always be cited and relied upon by human rights defenders to challenge the incessant searches of the homes of poor citizens, which are usually carried out without search warrants. In justifying the dismissal of the three police officers, the inspector-general of Police, Mr. Ibrahim Idris said that the search of Chief Edwin Clark’s house was carried out without authorisation. That statement has given the misleading impression that no offence would have been committed if the search had been authorised. It is however submitted that the authorisation of the inspector-general of Police would not have legalised the search once it was conducted in breach of the human right of the owner or occupant to privacy. It is pertinent to point out that the violation of any of the fundamental rights guaranteed and protected by the Constitution is illegal, unless it is reasonably justified in a
democratic society. Having regard to the facts and circumstances of this case, it cannot be said that the information gathered from someone in a taxi cab to the effect that Chief Clark had stored weapons in his house, without any preliminary investigation, was sufficient to have created reasonable suspicion to justify rushing to a Magistrate Court to obtain the search warrant. No doubt, the policemen who carried out the search of Chief Clark’s house were reckless in the exercise of their discretion. But in a country where the homes of judges and principal officers of the National Assembly had been subjected to nocturnal raids, the police officers might have reasonably believed that the search of Chief Clark’s house could not have raised any eye brow. For instance, the official residence of the Honourable Justice Nnamdi Dimgba of the federal high court was subjected to an illegal search on October 8, 2016, when the homes of judges were raided on the basis of allegations of corruption. The federal government ignored my demand that a public apology be tendered to the judge, even though it was confirmed that his lordship’s house was not raided for corrupt practices but
because he had ordered the release of a detainee from the illegal custody of the State Security Service! In a country where no security officer has ever been sanctioned for invading and searching the home of any citizen, the dismissal of the three Police inspectors ought to be revisited and reviewed by the Police Service Commission, the only body constitutionally empowered to dismiss and exercise disciplinary control over all serving police officers, except the inspector-general of Police. Since Chief Clark has graciously accepted the public apology tendered by the Police authorities, the dismissal of the policemen should be converted to suspension. However, in the interest of national security, information concerning the importation and keeping of weapons in the homes of citizens should not be handled lackaidasically or flippantly by police officers for fear of dismissal from the service. To prevent the violation of the right of citizens to the privacy of their homes by police officers and other security personnel, the federal government should proceed to acquire the radar that has the capacity to detect weapons hidden in private houses or public buildings.
Nigerian political godfathers at war (1)

The typical Nigerian campaign circle revolves around the influence or formidable reach of the persons who parade around as the political king makers or what is generally termed as political godfathers. Looking at it from another perspective, one can assert that the single issue that has come to define and dominate the typical electioneering or campaign periods in Nigeria right from post-independence period has up until 2018 has always been the conversations around the influences and powers of political godfathers to successfully hand pick their stooges who would be anointed to run for one political office or the other. Politics is obviously the biggest business in Nigeria because the wieldets of political powers at the centre determines who gets what because the redistribution of national wealth is skewed in favour of the less than two percent of the populace that constitute the power making elite. These persons hold courts in their magnificent private mansions erected from the resources of the entire federation whilst they were actively controlling the topmost echelons of political power. In retirement out of political offices these persons ate still regarded as king makers of political godfathers. Some have regional control of their spheres of influences whilst others are in charge all around the country. The self centred interest of these tiny political cabal have unfortunately become the center of attraction during political campaigns. These godfathers with national influences are usually visited by persons seeking the tickets of the two dominant political parties of PDP and APC. These godfathers sometimes combine their positions as traditional and religious leaders and essentially most of them have linkages to former powerful military Generals. The military called the shots in Nigeria’s politics for nearly three decades. In other words, what is conventional
about campaigns in civilized societies like the United Kingdom, Germany, much of continental Europe and United States of America is not what worries aspirants to political offices in Nigeria. In those Western civilized entities, those who seek for elective offices, have it at the back of their minds and indeed within their subconsciousness that the welfare and wellbeing of the people of their respective nations define the Kernels of their campaigns. Even in the United States of America whereby there are popular voters and the electoral college which can be likened to an exclusive class of political elites or elitist constituents, the people and what will make them generally happy and to live meaningful lives is at the core of their campaign messages. In our contemporary times, we can speak about certain influential families in the United States of America for instance that can be likened to members of political dynasties by virtue of their remarkable successes recorded in such families in terms of the caliber of office holders from such families but by and large there is an absence of political godfathers. There are such families like the Kennedy, the Bush; the Clintons. John McCain Who recently died from brain cancer was an institution politically. For instance, if political dynasties or godfathers were to be instrumental to who picks the tickets of the two major parties of Republican and Democrats, then a rookie and total outsider like Donald Trump could not have succeeded in becoming the candidate of the Republican party who proceeded to win the election by trouncing/defeating the democratic party that presented Mrs. Hilary Clinton who can be considered as a member of one of America’s illustrious political dynasties. Hilary became both a Senator representing New York and the Secretary of state during the Barack Obama’s Presidency. Obama was an
unknown quantity when he emerged the first ever black American President which tells you that the voters are the real owners of the sovereignty of the USA. In Nigeria, you need the backing and supports of political godfathers to stand a fighting chance of standing for elective positions of all categories even for such a lowly rated political position such as that of local councillorship. Development economists as well as political analysts, have come to reckon that the over bearing influences of these godfathers are to be blamed for the sorry state of our politics. Political godfatherism has stiffled democracy at the local government level even as godfathers in the 36 states who are governors violate the constitution with impunity by hand picking their errand boys and mistresses as council officials even as the revenue from the federation account that should go directly to the local government ends up in what is called joint accounts which are stolen by most governors. Nigeria’s politics suffer from the suffocating forces of lack of good governance, lack of transparent recruitment processes and the emergence in key positions of persons not sufficiently equipped and trained to control the different levers/platforms of political power configurations. Rights from the pre-independence epoch to this contemporary time, the Nigerian political environment has been populated by crass opportunists and persons who at best can be described as belonging to the third eleven, that is if we are to assume that the political leadership map is like that of a football team. The issues of corruption, collapsing infrastructures and poor governance records characterized by political instability, economic challenges and general state of insecurity that confront Nigeria as I write, can be traced to the
overwhelming dominance of political godfathers who determine the fate of all political aspirants rights from the local councils up to the office of the president which is the highest in terms of control of the executive arm of government. These godfathers corner all the juicy contracts to fix the infrastructures and can as well deliver poor jobs or no jobs at all even as their stooges holding political offices lack the will power to demand accountability. The people are made to behave like mere spectators even whilst their commonwealth are shared by these opportunists and predators. For instance, in 1999, Northern born military generals such as Ibrahim Babangida, Abdulsalami Alhaji Abubakar, and many others were instrumental to the anointing of the erstwhile military head of state in the 1970’s General Olusegun Obasanjo who was freed from an illegal imprisonment to become the presidential candidate of the Peoples Democratic Party (PDP) and for delivering him as the winner of the election that heralded the transition from military to civilian era. The former military general, who served two terms between 1999 to 2007, then chose his successor in the person of the younger brother of the military General who was his military Chief of General Staff when he (Obasanjo) was military head of state in the mid 1970’s. Umaru Musa Yar’adua died before the end of his tenure making room for his vice Dr. Goodluck Jonathan to succeed him with the backing of the traditionally known political godfathers including the general Obasanjo who had initially picked him to become the vice president to the then governor of Katsina state Umaru Musa Yar’adua who was railroaded into office as president. Jonathan then proceeded to win a fresh term as president in 2011. To be continued

Editorial Commentary Civil servants, agriculture and source of income

No doubt, the civil service is a veritable tool for the implementation of government programmes and policies. The civil servants are one of the very low paid employees in the workforce in the country especially with the dwindling economic fortune. This is more so at a time when the purchasing power of the naira is non-the less low. The civil servants knowing full well that his pay package is not enough to take him home needs an alternative source of income to augment his meagre resources in order to add value to his monthly stipends. Agriculture has been identified as the answer because of its multiple source of income in a diversified economy and the only business civil servants can venture into while in service. The agricultural sector is an incentive for personal growth and developments. The government itself has seen the need to diversify its economic base and it has recognised agriculture as one of the key areas it needs to diversify the base of the economy. Therefore, there is the urgent need for all civil servants to also replicate what the government has done by also keying into the area of diversification to improve on their personal income. If agriculture is the mainstay of the economic of many countries in the world, then it can also lead to the economic stability and enhancement of the fortunes of many civil servants. Boosting individuals economic fortune through personal entrepreneural involvements in agriculture should be the top priority of the civil servants. The era when civil servants depend on their monthly stipends for their survival is gone. The agricultural sector which involves farming is the easiest enhancer of an individuals personal fortune in an ever competitive difficult economic environment. The civil servant can also easily diversify into farming with members of their family by engaging in sustenance farming. The civil servants are advised to be involved in subsistence agriculture because their involvement in commercial agriculture will have maximal impact on their primary responsibilities as civil servants. We have various types of agriculture which lack of time and the day to day responsibilities of the civil servants on their primary assignments cannot allow
them to venture into. The best option therefore is for civil servants to engage in small scale farming. One of the main worries of the civil servants is the inability to feed the family because of the competing demands attached to the workers salaries. Demands such as accommodation, feeding, transport, school fees for children and dependants among other demands call for a holistic overview for civil servants to engage in subsistence agriculture. It is generally believe that once the issue of family feedings our are settled, then the strength of our salaries and allowances will be enhanced. The government on its part must help the civil servants augment their income by deliberately providing the enabling environment for them to succeed in the area of subsistence agriculture. The government should use the instrumentality of the Bank of Agriculture to give soft loans with low collateral requirements to enhance the smooth involvements of civil servants into Agriculture. The government knows that the salaries and wages paid to its workforce are not adequate to cater for the needs of certain categories of staff, it is therefore expedient that government supports the efforts of civil servants by coming up with deliberate policies that will encourage the average civil servants enroll in farming activities. By the involvement of civil servants in farming and other skill acquisition programmes meagre, their inclinations towards corrupt practices will be reduced drastically. It will also boost the economy economy as food will be available to feed the citizens with reserved sold abroad to beef up the country’s revenue base. The civil servants are one of the well informed sectors of the economy but the government should prioritise the provision of agricultural extention programmes for them to make them well equipped for new agricultural methodology and access to funding to boost their farming activities. While calling for a deliberate policy to spur the growth of the agricultural involvements of civil servants, government at all levels are advised to intervene for the civil servants so as loans in agricultural accredited banks should be reduced to one single digit, preferably as low as 4-5 percent rate.

2019 polls, incumbency and surprises As Nigerians look forward to 2019, the year that the nation will go to the polls to either elect a new set of political leaders or re-elect those currently holding the office, the year promises to really be interesting, as current political development already gives a pointer to what to expect in the election year. While many political watchers are looking at the development and the accompanying intrigues, wondering what it portends for the country, many others are already looking at the development from a positive outlook. While it is not a surprise to many that politicians are showing their usual colour in this era, some are wondering what some of the developments holds for the people, as they fear it could lead to crisis and possible confrontation between political groups whose leaders seem to be towing opposition political views and incumbents. As it stands today, the Nigerian political landscape promises a shift from the usual development, as incumbents who are always almost sure of their ability to turn the arm of the clock whichever way they desire now seem to be losing out as their seems to be a new zeal to stand against ‘orders from above’. Looking at the development from Lagos to Adamawa, Imo to Ogun or other parts of the country, the situation seem the same, as there seem to be a new boldness to stand up to the boss. In Lagos State for instance, it is no longer news that the incumbent governor, Akinwunmi Ambode’s second term bid is seriously threatened, as there seem to be a grand plan to make him the first governor in the state since 1999 not to have a second term, as the structure in the state seem to have left him and pitched tent with another person, Mr. Babajide Sanwoolu, who has declared his intention to replace him on the platform of the All Progressives Congress (APC), his party. This is just as the Lagos East Senatorial slot seems to be slipping from the incumbent, Senator Gbenga Ashafa, as the strongman of Lagos Assembly, Hon. Adebayo Osinowo, popularly called Peperito, has declared at a carnival-like event his intention to replace him and it seems it will only be a matter of time before Ashafa loses out. In Ogun State, the governor, Ibikunle Amosun, has declared that he is returning to the Senate where he had served before becoming governor, with the intention to replace Dr. Lanre Tejuosho, the incumbent. He also declared that he will be handing over to a preferred candidate that he has already announced, but in a surprise move, he is receiving very stiff opposition to both positions, as the party members are bent on ensuring that the governor does not have his way, and they are pressing to ensure that rather than the indirect primary for the party primary election, that will help incumbents manipulate the delegates, they are rooting for a direct primary that will ensure equal opportunity for everyone. The story in Adamawa State is not different as there is stiff opposition to the second term bid of the governor, Alhaji Mohammed Jibrilla Bindow, who has insisted that he wants the party to have an indirect primary, but majority of the stakeholders seem opposed to that and will rather opt for direct primary, where they are sure they can floor the
governor and truncate his second term ambition. The story in Imo State is also not too different as the opposition to the governor’s choice of a replacement is coming from within, his estranged deputy. Governor Rochas Okorocha has declared that he plans to hand over the governorship seat of the state to his Chief of Staff, who happens to be his son-in-law, because as he said, he trust his competence to do the right things, but his deputy, Prince Eze Madumere will not have any of that, as he has vowed to ensure it does not happen. Madumere is not alone, as many other frontline members of the party have already lined up behind him and as a sign of their seriousness, they moved against the governor during the congresses and took the party structure from him. It took the intervention of the national leadership of the party to help Okorocha regain control and they have declared that the battle is not over. Though some people see the development as worrisome, many political commentators are however elated by the development, as they say that for once since the return of this political dispensation, the people seem to be regaining their voices. We are of the opinion that the emerging scenario is a welcome development for the Nigerian political system. This is because going forward, it will help in throwing up the right leadership that the people desire as political office holders will now be more conscious of what they do in office as they will need the people to come to their aid when the chips are down.

Govt not sincere to end Zamfara killings –MACBAN Mathew Dadiya, Abuja
A leader of the Miyetti Allah Cattle Breeders Association of Nigeria (MACBAN), Arch Ibrahim Agege has said that Zamfara State government is not sincere in its attempt to end the incessant killings of people in the state, adding that the government must create a level-playing field for all Nigerians, including herders. He called for sincerity of purpose in the approach saying “both the government and the people know the way out.” The MACBAN leader said this during a town hall meeting with members of Interfaith Dialogue Forum (IDFP). He said that the only way out of the current Zamfara killings that have led to the death of over 3,000 persons is for actors in the conflict and the state government to adopt sincerity in resolving the problem. A representative of the Hope Foundation, a non-governmental organisation, Mallam Abubakar G, said both government and the traditional the institution should work together to find lasting peace. “For peace to be restored in the state, the government and our monarchs must work together in sincerity in order to stave off further killings. Our religious leaders must preach peace and teach their followers on
the need t embrace dialogue in resolving conflict,” he said. A representative of a group, Taimakon Foundation, Mallam Husseini Abubakar, said the crisis will only end when people resolve to end it. “We all know those killing our people in Zamfara state. They live with us and carry weapons. We see them in our markets. It’s not true that those killing our people are from foreign countries,” he declared. 2019: I stepped out of presidential race for Buhari - Ribadu Tom Okpe, Abuja Former Chairman, Economic and Financial Crimes Commission (EFCC), Mallam Nuhu Ribadu has said that he stepped out of the Presidential race of the All Progressives Congress (APC) for the 2019 general elections to allow President Muhammadu Buhari vie for a second term because of the good work he is doing. Speaking in an interview with newsmen Monday in Abuja, Ribadu also revealed that he throws his weight behind the President for allowing the Acting Chairman of the EFCC, Ibrahim Magu to continue to head the agency despite opposition from the National Assembly, saying that fighting corruption is the most difficult job to do. Ribadu who is contesting the governorship primary of the APC in Adamawa State said: “You can say part of it. Of course, that is a good reason. When you agree with a leadership, it is okay that you step aside and allow good things
to happen and I am comfortable with that. “Today, President Buhari is our President and I agree with him totally; I am comfortable with the leadership he is giving this country. Short News Agency threatens to remove illegal billboards of politicians in Kwara Kehinde Akinpelu, Ilorin The Kwara Signage and Advertisement Agency has threatened to remove billboards of any political office seekers erected in various parts of the state without payment of prescribed fees as approved by the Agency. The General Manager and Chief Executive Officer of the Agency, Alhaji Ahmed Olufadi, gave the warning in an interview with the Daily Times, in llorin on Monday. According to him, over 90 per cent of billboards in the state are guilty of the offence. “Most of those seeking political office in the 2019 dispensation in the state erected their billboards and posters illegally. “We always wake up and find billboards and posters in major streets, especially in the state capital without approval to that effect, this is lawlessness, most of the billboards and posters are done in the night,” Olufadi said.

Methodist Church priest arrested over murder of Enugu monarch Moses Oyediran, Enugu The crisis rocking Ogbozinne-Akpugo community, Nkanu West Council, Enugu state over the death of its traditional ruler, Igwe Stephen Nwatu, took another dimension with the arrest of the Parish Priest of Emmanuel Methodist Church, Ogbozinne, Rev Kenneth Azikiwe Okafor. Okafor, billed to appear before the judicial panel of Inquiry set up by the state government over the crisis rocking the community on Monday was allegedly picked at the Church premises around 12.45 pm by three heavily armed security operatives and whisked to an unknown destination. The unidentified operatives who were said to be accompanied by one of the leaders of the community had on grabbing the Priest, seized his mobile phone and dragged him into their waiting van to the chagrin of few church members at the scene who took to their heels.
The Bishop of the Methodist Church, Agbani Diocese, Rt Rev Meregini, who confirmed the incident, told reporters that the whereabouts of the priest had remained unknown. “I got a call from the Presbyter in charge of the circuit this afternoon that Rev Okafor had been arrested by some persons with police inscription. The people that arrested him did not state the reason why they were arresting him. They took him away like a common criminal in the church premises and took off. “We have called his phone severally and it’s been off. We don’t know where they have taken him to. But I have serious suspicion that it must have a link with the crisis in the community. I have sent my Priests to the Divisional Police headquarters in Agbani; they came back and reported that the station said they know nothing about the arrest. I have sent them to the Area Command, but they are yet to come back. The truth is that we are still searching for him and making inquiries at various police stations to see if we can track him and also to know why
they arrested him”, he said. He appealed to “whoever that is holding the Priest of God should please release him”, stressing that, “he is not a native of Ogbozinne but a missionary” Contacted, the Police Public Relations Officer in the state, Ebere Amaraizu said he was yet to be briefed on the development. “Please, let me inquire and know who carried out the arrest and why he was arrested. As at now, I am yet to be briefed on the development”, he said. The Community had on Thursday raised the alarm over indiscriminate arrests of natives by the police, alleging that it was impeding the work of the judicial panel of Inquiry hearing the crisis as its people have gone into hiding for fear of arrest. Igwe Stephen Nwatu was allegedly mobbed to death on June 11, this year, while attempting to prevent community members from responding to an invitation from Governor Ifeanyi Ugwuanyi on the crisis rocking the community.
A presidential aspirant in the 2019 general elections on the platform of the Labour Party, Placid Emmanuel, has described President Muhammadu Buhari’s ascendancy to power as divine and a product of prayer. He said the president was brought into power by God as an answer to several years of prayer by Nigerians. Addressing a press conference yesterday in Awka, Emmanuel explained that God allowed Buhari to become the President of the country to unearth the sponsors of Boko Haram. He said that his victory came to him (Buhari) as a surprise, saying he never believed he would become the President as a former head of state.

Lulu-Briggs Foundation marked its 17th anniversary with a Health Awareness Campaign seminar on diabetes. The awareness campaign seminar which took place at the LA Sien Event Pavilion, old GRA in Port Harcourt, capital of Rivers state on Monday had renowned diabetic and medical professionals talked to participants on the causes and management of diabetes and its related diseases. The Foundation also administered free medical checks and treatments and screened over 600 indigent patients that turned out to benefit from the medical largesse of the foundation which is renowned for its free medical programmes. In her welcome address, chairman, Board of Trustees of the Foundation, Dr (Mrs) Seinye O. B. Why hotels keep Bible in their rooms Bonaventure Melah
For years, it has been a big headache for me any time I check into hotel and find the Bible placed either on the bed, bed-side drawer or reading table inside the room. From personal experience, over 98 percent of hotels I have stayed in have bible in their rooms. This is not peculiar to Nigeria but almost all over the world. I have tried to ask some hotel managers in Nigeria why Bibles are kept in their rooms but most of them have no idea. For example, Mr. Clement Ezeh (real name), duty manager of Osaz Hotel in Karu site, Abuja said Bibles in hotels may be to help lodgers overcome boredom “I think it is meant to give the lodgers what to read especially if they are Christians,” he said adding that it is only Christian hotel owners that keep Bible in their hotel rooms. It was the same answers that almost all the hotels I visited in Abuja gave, totally far from what the reality. They are also totally unaware of the origin of Bibles in Hotel rooms. But according to a publication by “Today I Find Out” hotel Bibles are also called “Gideon Bibles,” a name given after Gideon International, a group of male missionaries and Christian businessmen who took it upon themselves to provide this Bibles to hotels across the United Kingdom. The publication said that in 1898 when John H. Nicholson stayed at the crowded Central Hotel in Boscobel, Wisconsin, the place was so crowded that he had to share a room with another person named Samuel E. Hill. “They got to talking, as you might do if you were sharing a room with a stranger, and discovered that they were both Christians. That evening, they prayed together and talked about creating an association of traveling Christian businessmen. “In 1899, they put the idea to practice. Adding another to their number—William J. Knights—the men headed a meeting at a YMCA with the purpose to create an association of men who wished to achieve “mutual recognition, personal evangelism, and united service for the Lord.” “Initially, the three men mentioned above were the only people in the association because they were the only people who actually attended the meeting. Mr. Hills was named President, Knights Vice President, and Nicholson took on the roles of both treasurer and secretary. With that done, the men decided their new organization needed a name, and what better way to come up with one than to pray to God to lead them to the best one? The prayer apparently worked, or Knights simply had an epiphany, because not long after the prayer he directed the

other two men to the Old Testament story about Gideon and declared, “We shall be called Gideon.” Continuing, it said that Gideon’s story is recorded in the Hebrew Bible’s Book of Judges, chapters 6-8. He isn’t the most obvious of namesakes for a band of Christian men—one translation of his name is “destroyer.” However, Gideon was a man who was charged by God to lead a relatively small number of men (300) against a drastically larger army, and he was able to beat them. Gideon was a fitting namesake for the tiny organization who had big dreams. Gideon International says that the organization tries to keep with Gideon’s mindset… No, not hunting down and killing a massive army of Midianites, but willing to do God’s work at any time and in any way He intends it to be done. “Over the next few years, the Gideon Association gained more members, almost all of whom were travelling Christian businessmen who spent a lot of time in hotel rooms. The project was proposed by one of the association’s trustees who believed that the Gideons should make it their goal to put a Bible in every hotel room in the United States because it “would be a gracious act, wholly in keeping with the divine mission of the Gideon Association.” “Though the Bible Project was adopted in Louisville, Kentucky, the first Gideon Bible was actually placed in a hotel in Superior, Montana in 1908. Since then, more than 1.8 billion Bibles have been placed in hotels throughout the United States and in over 190 other countries, written in over 90 different languages. But how do all of these Bibles get into the hotel rooms, and who pays for them all? According to the publication, the Bibles are paid for entirely by donations to the group, and donations likely stem from individuals or churches who support the Gideons’ cause. As for how the Bibles end up in the hotel rooms, the Gideons will ceremoniously present a Bible to a
hotel manager upon the opening of a new hotel. They then provide more than enough Bibles for each hotel room, to be distributed by the hotel staff. The Gideons will also provide replacements for Bibles that are worn or “missing”—the Gideons don’t believe that any of their Bibles have ever been stolen from hotel rooms; they are simply taken by those in need, and that’s counted as a success in their mission to spread the word of the Lord. “Supposedly, it is estimated that about 25% of people who stay in hotel rooms actually read the Gideon Bible provided to them. As Gideon International estimates that each Bible has a lifespan of roughly six years, that means that each one is read by roughly 2300 people during its hotel room stay. The numbers are based on research conducted by Gideon through the hotel industry. The Bible Project has done so well that a number of other religions have started providing literature to hotels. As such, you may find a Koran or the Book of Mormon next to your Gideon Bible at your next hotel stay.”

Amendment sought to overreach, can’t be granted – S’Court This is an appeal on a judgment of the Court of Appeal , Port-Harcourt Division ,Coram Omage , Fabiyi and Dongban- Mensem. JCA. affirming the ruling of the trial High Court, per Goodhead J. sitting at Isiokpo High Court River state on 12th, December, 1997. The Appellant,as Defendants in the trial Court ,had sought a further amendment of their statement of defence at a point in the trial when plaintiff had closed its case and the amendments sought ,in the opinion of the learned trial judge would “overreach” and “work injustice” on the plaintiff, since it had sought to introduce fresh facts which in the opinion of the learned trial court and affirmed by the Court below, were not in existence at the point in time when the suit was commenced. Specifically, the defendants had sought to introduce facts relating to a “Camp Boss” with the objective that the person so designated at all material times to the suit, would be called as defence witness No. 1. The plaintiff, (respondent) objected to the motion for amendment by filing a counter affidavit and deposed that there was no office of “ Camp Boss” at the material times to the suit and that the person defendant seeks to introduce into the proceedings as the holder of such office at the material times was a junior staff, newly recruited into the 1st defendant’s employment as a “ Radio Assistant “. The learned judge found that the material averments in the counter affidavit were controverted. In the circumstances the application was refused. Being dissatisfied with the decision, the defendant appealed to the Court of Appeal which held that,” the amendment sought is intended to put the appellant in a position to defeat the plaintiff’s action, and further that the real issue is if the position of a “Camp Boss” existed at the beginning of the proceedings, it was not included in the statement of defence.......It is an attempt to alter the nature of the defence of the defendant/appellant’s case and it should not be allowed .” Further dissatisfied, the Defendant/ Appellant appealed to Supreme Court. ISSUE “Whether the Court below was correct in affirming the decision of the trial court refusing the amendment sought by the Appellants herein (as defendants) on the basis that the amendment sought was immaterial, sought to introduce fresh facts and was intended to overreach.” ARGUMENTS Learned counsel for the appellants stated that the circumstances for granting an application for amendment are enunciated in a deluge of authorities flowing from Chief Ojah & Ors V Chief Eyo Ogboni &Ors ( 1976)4 SC 69 & U.B.N.Plc V Sparkling Breweries Ltd(1997)NWLR (pt. 491)29. Appellant contended that whether or not the issue of camp boss existed at the beginning of an action is a substantive question for proof which can only be done if the amendment is granted and hearing on the issue taken. That the fact that the
issue of camp boss altered the nature of the defence is not a legal ground for refusing an amendment application. He referred to Orji V Zaria Ind.Ltd (1992)1NWLR (pt. 216)124; FBN NIg PLC V M.O.KANU Sons &Co.(1999) 9 NWLR (pt.619)48. On his part, the respondent contended that as a general rule , an amendment is hardly refused by the Court unless having regard to the circumstances of the case, the Court consider the proposed amendment fraudulent, intended to overreach, cause avoidable delay, take the plaintiff by surprise introduce new materials and generally work injustice. The respondent stated that before the appellant can move the apex court to interfere with the concurrent decision of two courts below they must show special circumstances to justified such intervention. He cited Ogoejiofo V Ogoejiofo (2006) 3 NWLR (pt. 966) 206 at 226; Abimbola V. Abatan (2001)9 NWLR (pt. 717 ) 66 at 77.he DECISION, ......Having said that and getting back on track, what is being contested here and now are the concurrent findings of the Court below which the Appellants are calling upon this court to disturb or interfere with. The position of the law with regard to the attitude of an appellate court such as the Supreme Court to concurrent findings is now well settled or trite. That is to say that unless those findings are found to be perverse or not supported by evidence or were decisions reached from a wrong approach to the evidence or as a result of a wrong application of a principle of substantive or procedural law, then this Court would not interfere with those findings even if wearing the shoes of the Court below, it would have come to a different conclusion. See Lasisi Adegbesan Abimbola V Saka Abatan (2001) 9 NWLR (pt. 717)66; Ifeanyiwa Ogoejeofo V Daniel Chiejina Ogoejeofo (2006) 3 NWLR (pt. 966) page 205 at 226. In coming to the findings which tallied with those of the Court of trial, the Court of Appeal had identified
...The issue is not the stage of the amendment sought ... the capacity of the amendment being an ambush on the plaintiff/ respondent which the law has not permitted.”
the findings that it made along the same findings as the Court of trial. The error or mistake in that judgment of the Court below is noted. The question that follows, therefore is whether that mistake is such as to change the course of events or occasion the setting aside the judgment of the Court of Appeal. In answering that question ,it is to be noted it is not every mistake or error in a judgment that will result in the appeal being allowed since it is only that error which is substantial in such a way that it has occasioned a miscarriage of justice that would warrant the appellate Court interference such as this Court is being court upon to do. I rely on Abimbola V Abatan (2001) 9 NWLR (pt.717)66 at 77.

TIMES LAW REPORT that the issue at stake is that the Appellants were seeking to introduce into proceedings the evidence as to the existence of a Camp Boss allegedly occupied by T.Briggs who the plaintiff had in his pleadings referred to as a radio assistant, the amendment sought at the stage when the plaintiff had closed his case and the defendant is to commence his defence. The Court below felt that as did the trial Court that it was a fresh issue which did not exist at the commencement of the action and cannot be waved off as a mere omission , a blunder or an error. Taking those facts in view and alongside the fact that an amendment relates back to the date of the original pleading therefore this fact of a “Camp Boss” which was not in existence at the inception of the action is definitely a hard nut to crack. Therefore the stance of the appellants that the Court has the power to amend pleadings is not situated properly with the facts of the case in hand
where the particular issue sought to be introduced was not in existence at the time of the initiation of the action and would clearly change not only the face of the pleadings and proceedings but would lift the carpet off the feet of the plaintiff unprepared. I refer to the cases of Mobil Oil V Coker (1971) NWLR 56, Rotimi V Macgregor (1974) 11 SC 133 at 153. The Appellant had raised concerns that the Court of Appeal had fallen into the error of referring to a reply by plaintiff / respondent to a second amendment statement of defence when there was no such second amended Statement of defence rather what existed was the court term affidavit controverting the motion on notice to which the purported 2nd Amended statement or defence (i.e.proposed ) was attached as annexure The conclusion of the appellants therefore is that having utilized and referred to this nonexistence reply ,the decision of the court below qualifies for this Court setting it aside and in effect disturb
Other way of putting is that even where some of the mistakes or errors are substantial, to push the hand of the appellate Court to interfere with that concurrent findings that error must be one way or the other occasioned a miscarriage of justice. With that in mind in the context of the case in mind ,while admitting that reference to the reply of the 2nd Amendment Statement of defence was a reference to a document that was not in existence, it did not affect in the main the flow of the findings of the Court nor did it occasion a miscarriage of justice, therefore no basis for upsetting those findings. See Balogun V Adejobi&An or(1995) 2 NWLR (pt. 375)131at 157; Pan Atlantic Shipping Transport Agencies Ltd V Rhein Mass Und sec. Schiffants Kontor GMBH (1997)3 NWLR (pt. 493)248 at 256. The facts of this case clearly evidence that the two Courts below were on the right part when they refused the amendment sought seeing a lack of good faith with the attendant result of overreaching the plaintiff which attitude of the Appellants cannot be condoned by this Court either. The point being made is that , the issue is not the stage of the amendment sought which in this instance was after the close of plaintiff’s case but the fact of the capacity of the amendment being an ambush on the plaintiff/ respondent which the law has not permitted. See Ojah & Ors V. Ogboni & Ors (1976) 4 SC. 69; George & Ors V Dominion Flour Mill Ltd(1963) 1 All NLR 71. In conclusion therefore, there is no basis for a contrary finding by this Court from what the two Courts below made and I have no difficulty in upholding those concurrent findings and so I dismiss this appeal as lacking in merit . I affirm the judgment and orders of the Court of Appeal which uphold the decision of the trial High Court. This case is accordingly remitted back the trial Court for continuation with out the amendment sought. I award the sum of N250,000 cost to the respondent to be paid by the appellants. Nigeria’s economic stability tops supervising minister’s agenda Mathew Dadiya, Abuja The Supervising Minister of Finance, Mrs. Zainab Ahmed has vowed to work hard to ensure that the country attains greater economic stability. The Minister said this on Monday after she assumed duties in the Ministry following the resignation of the former Minister Mrs Kemi Adeosun. Ahmed was received at the Ministry by the Permanent Secretary, Dr. Mahmoud Isa-Dutse accompanied by other management staff of the Ministry. At a meeting with the Permanent
Secretary and Directors in the ministry, the Minister noted that the country was currently facing very serious revenue challenges, and it is the responsibility of the Ministry to do everything possible to shore up the revenue base of the country. She said, “We have very serious revenue challenges and it is up to us to make sure we shore up the revenue base of the country.” Mrs. Ahmed charged the management staff of the Ministry to do all within their powers to justify the confidence of the President in their ability to achieve much needed
economic turnaround in the country. “The President has a lot of confidence that we can do this if we work together. You are working for the President and at the end of the day, you’re working for the benefit of the citizens” she opined. Lack of innovations may consume banks’ market share to FinTechs – David-West Motolani Oseni Faculty member, Lagos Business School (LBS), Dr. Olayinka David-West, has said that banks that fail to innovate will lose their market share to the Financial Technology (FinTech) She spoke at the 2018 Finance Correspondents Association of Nigeria (FICAN) Annual Workshop held in Lagos. David-West, who was represented by Faculty Member, LBS, Prof. Olawale Ajayi, spoke on the theme: ‘Banks, FinTechs and Nigeria’s Financial Inclusion Journey’, said FinTechs companies will not displace banks in their competition for market share and provision of financial services to customers but must be innovative. She said that banks needed to embrace innovation if they want to succeed. David-West said that 40 per cent of adult Nigerians have bank account while 9.2 per cent used informal financial
services as at 2017. According to her, three per cent of the account holders used mobile money services. She described FinTechs as small and innovative startup companies that develop financial technology and related products. “In practice, Financial Technology is not the exclusive domain of the FinTechs as more traditional banks, microfinance institutions and development organizations make use of financial technology. Banks and other financial services providers are important actors in scaling up FinTech solutions. Scale is important, both financially and digitally, to include the vast amount of people and companies at the bottom of the pyramid,” she said. She said the financial services sector has witnessed digital entrepreneurship in the form of FinTech majorly because they are highly innovative, inexpensive startup skillset, very entrepreneurial and passionate and have no defined
guidelines/regulations. She said FinTechs can work with banks as facilitators to deliver financial services to the under-banked and the unbanked. She said there are more Nigerians without bank accounts than those that have and it is important and a crying necessity to move more people into the financial ecosystem. This is a national economic emergency. It is important done about it urgently. “All over the world, particularly in developing countries, technology can only go so far if you look deeply at the issue of access not translating to inclusion. Obviously, you want to increase the reach and the innovation that technology can provide, we will still have these issues.” “FinTechs have provided useful services, not only in point of view of complementarities with the formal financial services. In terms of helping the sector delivers its traditional services more efficiently. Even in terms of innovations that allows for partnerships or greater
interface between various players. “They have introduced a budding platform for innovation for the banking and financial services by their disruptive effect on the industry. It is going to be a challenge to the banks not by way of being driven off of rendering banking services. They are not going to displace bankers, but they are going to displace some banks definitely”, she stated. Also speaking, Managing Director, Proshare, Femi Awoyemi, said banks see FinTechs more as partners than threats. He said that FinTechs are supposed to provide digital financial services to the unbanked. According to him, financial inclusion has been declining since 2014 and has widened about 20 basis points. Central Bank of Nigeria (CBN) Deputy Director, Taiwo Oladimeji said regulation for the FinTech is done by the department adding that Nigeria’s payment system remains one of the best in the continent.
Founder and Chairman of Zenith Bank, Jim Ovia, has been applauded by the Lagos state governor, Akinwunmi Ambode, on Monday for his sterling contributions to the accountancy and banking professions. He also called on leading entrepreneurs in Africa to take time to expose the younger generations to their inspiring story with the view to showing them how to become successful business owners. Governor Ambode, who spoke at the public presentation of ‘Africa Arise and Shine’, a book written by Ovia, said it was important for successful entrepreneurs like the author of the book, to tell the story of how they were able to navigate the business climate to inspire others who look forward to be like them. Extolling Ovia’s virtues, the governor said: “Obviously, the truth is there is no person that has actually gone through the profession of accountancy that would not have had something to do with Jim Ovia. “If you are a professional banker, a professional accountant and you have actually lived your life in Lagos, you will know that brand called Zenith and one way or the other, it would have actually permeated your story,” he said. According to Ambode, “There is nobody that will read this kind of book and will not be inspired and I want to recommend it to everyone. “It is always very good when people who have been successful in their careers or profession decide to say something about how they really toiled to get to where they are. “Some people just think people get to be successful without knowing that they actually toiled to become successful and this kind of book inspires our younger ones to become more resourceful and then more inspiring,” governor Ambode said. While urging Ovia to write more of such book, the Governor said such was necessary to properly guide and inspire the younger generation and aspiring entrepreneurs. The governor specifically commended the author for taking out time to write the book, saying Ovia’s contributions to the banking and accountancy professions could not be downplayed. Governor Ambode, who is a former Accountant General in the state, said it was on record that Ovia contributed significantly to the successes he recorded in office at the time. The book, launched at Eko Hotels and Suites, Lagos, is essentially about the story of how Zenith Bank commenced operation in the 80s with N20million and now worth $16billion. OAuGF remains Nigeria’s FBNQuest Merchant supreme audit institution Bank partners NSE in fight against cancer – Auditor-General Mathew Dadiya, Abuja The Auditor-General for the Federation (AuGF), Anthony Mkpe Ayine has said that the Office of the Auditor-General for the Federation (OAuGF) remains the Supreme Audit Institution (SAI) to carryout audits of Ministries, Departments and Agencies (MDAs) as well as on all government Parastatals, Commissions amongst others in the country. Ayine made the affirmation when he paid a courtesy visit to the Director-General and Chief Executive Officer of the National Identity Management Commission (NIMC), Aliyu Aziz Abubakar, in Abuja. While acknowledging that some other institutions were assigned to carry out
inspections and oversight functions, the Auditor-General added that his office had the exclusive duty of auditing all statutory corporations, including all persons and bodies as enshrined in section 85 of the 1999 constitution (As amended). Ayine further assured his host that the OAuGF would be willing to support and collaborate with the Commission to help it deliver on its mandate. He said that he was convinced NIMC remains a strategic institution in the country. “We are keen about value addition, as we believe that our work should impact positively on the auditing organization, thereby helping it to function optimally. So, if there are issues on audit that are not clear, or areas where you feel the Office of the AuditorGeneral for the Federation can provide any
form of assistance, our doors are wide open,” he said. The Auditor-General for the Federation said the purpose of his visit was to enable him familiarise himself with key institutions and agencies, adding that “it is important for us that we know who our clients are, for effective auditing”. Earlier, the DG of NIMC, Aliyu Abubakar told the Auditor General the Commission has received up to seven letters from various organizations requesting it to submit its books for auditing with the aim of creating fear, and as such needed clarification on the role of the OAuG. Abubakar also explained what he was doing to drive the vision of NIMC in ensuring that it creates an identity management system where every single Nigerian is accounted.

2019: Saraki visits Lagos PDP, promises gradual restructuring of Nigeria if elected President Stories by Patrick Okohue Ahead of the Peoples Democratic Party (PDP) National Convention to pick the party’s presidential flag bearer for the 2019 general election, the Senate President and a presidential aspirant on the PDP platform, Dr. Bukola Saraki has received a tacit endorsement from the Lagos State chapter of the party, as he visited to seek the support of their delegates and party leadership at the election. Saraki who stormed the PDP secretariat in Ikeja yesterday with his entourage and were attended to by leaders of the party in the state, including; former state chairmen, Captain Olatunji Shelle, Hon. Setonji Koshoedo; former gubernatorial aspirant of the party in the 2011 general election, Hon. Shamsideen Ade Dosunmu; senatorial aspirant for Lagos East senatorial district, Hon. Nike Shobajo, former deputy governor of Lagos State under the platform of the Alliance for Democracy, Senator Kofoworola Akerele-Bucknor, former presidential spokesman to former Presidents Olusegun Obasanjo and Goodluck Jonathan and chairman of the Media Council of the Bukola Saraki Campaign Organisation, Dr Doyin Okupe, was described as the man for the job.
Giving Saraki a tacit backing, Shelle said Saraki is “brilliant, bold, great, confident, competent, indefatigable,” adding that despite all he enjoys, he has decided to save the Nigerian masses from the quagmire that the incumbent All Progressives Congress (APC), administration has put them. Addressing the national delegates and leaders of the PDP in the state, Saraki said that he was very happy to finally be amongst them, pledging that the governorship position of the state which the party has been fighting for, for many years will be attainable in 2019. Saraki said that the desire to rescue the country from its current precarious position and give hope to the younger generation informed his decision to contest the presidential ticket of the PDP. Saraki who recently defected from the ruling All Progressives Congress (APC) on whose platform he was elected the Senate President, to the PDP, stated that he would focus on creating jobs for the youths and providing infrastructures for small scale enterprise to strive if elected President. While lamented the incessant killing of Nigerians across the country without any proactive response from government, saraki said that the country was at a cross road and needed urgent intervention.
“It is time to turn around the country; this is the time to elect a president who has the capacity to do that, a president who can create jobs for our youths and provide infrastructure for small businesses to grow. “Today, Nigeria is at a cross road; we have to save the soul of this country, it is the responsibility of all of us, the country has not been this bad, imagine the killings across the states and no one have been brought to book. “I am the only aspirant who has the vision to lead the country; this is the time to turn around the country. This is the time to elect president who have the capacity. We need a young President and across the world that is the trend, I appeal to you to make it happen,” Saraki appealed. Promising to restructure the country, Saraki warned that restructuring the country was a gradual process. “I would restructure the country, I have the capacity to do that, but in doing this you need someone who understands the system, don’t mind those promising instant restructuring; restructuring cannot just happen without the appropriate laws being changed. While pledging to support Lagos PDP towards their electoral success in next year’s general election, Saraki said, “Lagos is like my second home; my primary and secondary schools were here, my wife is from here and my
father has his hospital and house here. “My mother is from Ondo; I was in Ondo the other day and I told them your son wants to contest, you don’t have alternative than to support me. This Lagos is for us, that is why one of my promises is to work and deliver the state for PDP, I want to appeal for your support,” Saraki added. Responding, the acting PDP chairman in the state, Waliu Hassan, said that the country would benefit immensely from the leadership experience of the Senate President if elected President, stressing that the state chapter of the party would support his Presidential ambition. Speaking earlier, Dr. Okupe, said that the overwhelming acceptance of Saraki across the country was an indication of
his popularity and selfless service to the masses despite his comfort. Okupe added that the 2019 presidential election would be focused on competence to deliver the country from its current woes, rather than physical exercise. I’m financially okay as farmer, sacked SGF Lawal Tom Okpe, Abuja Sacked former Secretary to the Government of the Federation (SGF) Engr. Babachir Lawal, has declared that he is financially healthy and in all ramifications better off now as a farmer than when he was in office. He also said that his removal from office has given him opportunity to know that those he was paying their children’s school fees and others he helped were actually planning for his downfall. Recall that Babachir Lawal was sacked following an alleged grass cutting contract scandal in an Internally Displaced Persons (IDPs) camp in the North East that he was involved in 2017. At least 23 die in weekend of Ethiopia ethnic violence At least 23 people were killed in a weekend of violence targeting minorities in the ethnic Oromo heartland near the Ethiopian capital Addis Ababa, a police source said. The unrest followed a mass rally last week marking the return to Ethiopia of the leadership of the exiled Oromo Liberation Front (OLF) group, which had fought an
insurgency for self-determination for Oromos, Ethiopia’s largest ethnic group. The incidents are the latest in a spate of attacks carried out along ethnic lines since reformist Prime Minister Abiy Ahmed Ali came to power in April, the first Oromo leader in the ethnically diverse country’s modern history.

Court confirms Congolese ex-VP sentence for witness bribes The International Criminal Court on Monday confirmed a oneyear sentence against Congolese ex-vice president Jean-Pierre Bemba for bribing witnesses during an earlier trial, which saw him being excluded from running for president. The decision came despite the fact that judges at the court in The Hague had previously ruled the original sentences were too low, and that prosecutors had asked for a maximum of five years. “The chamber sentences Mr.Bemba to a total of 12 months of imprisonment. After deduction of time he previously spent in detention the chamber considers his time of imprisonment as served,” judge Bertram Schmitt said, and re-imposed a 300,000-euro fine on Bemba. The ICC acquitted 55-year-old
businessman-turned-rebel leader Bemba on appeal for war crimes and crimes against humanity three months ago. However, Bemba and five coaccused were also found guilty on appeal in March of bribery, corruption and of coaching 14 defense witnesses during the main trial. Bemba at the time was handed a year-long prison term and a 300,000 euro ($350,000) fine. ICC appeals judges, however, then ruled that the sentences of up to twoand-half years were too low and sent the case back for re-sentencing. Prosecutors called for a maximum five years to be imposed on Bemba, his lawyer Aime Kilolo and his legal case manager Jean-Jacques Mangenda. But on Monday, judge Schmitt said:
“Maximum prison sentences are not necessary” in this case. “The chamber considers that the penalties it imposes during resentencing are proportionate, relative to the seriousness of the offenses in this case,” the judge said. Despite Bemba being acquitted on the main charges of war crimes and crimes against humanity — committed by his troops in the Central African Republic in 2002-2003 — the bribery charges stuck. It has become a major obstacle to Bemba’s political ambitions in the Democratic Republic of Congo. In response to the corruption conviction, the Congolese Constitutional Court ruled that Bemba was ineligible to run in presidential polls on December 23 in the vast central African country.
Russia: Missile that shot down flight MH17 was Ukrainian The Russian military said on Monday that the missile that shot down Malaysia Airlines Flight 17, killing all 298 people on board, came from the arsenals of the Ukrainian army, not from Russia. The jet was shot down by a Sovietmade missile over rebel-held eastern Ukraine in July 2014, about 40 kilometers (25 miles) from the Russian border, where fighting had been raging for months between Ukrainian forces and Russian-backed separatists. The Netherlands and Australia announced in May that they believe the missile was transported to Ukraine from a military unit in the Russian city of Kursk. Russia has vehemently denied involvement and has over the years come up with various theories as to the cause of the crash, generally laying the blame on the Ukrainian side. Lt. Gen. Nikolai Parshin, chief of the Missile and Artillery Directorate at the Russian Defense Ministry, told reporters on Monday that the military had studied and declassified archives at the research center outside Moscow that produced the Buk missiles after the Dutch investigators
displayed parts of the missile and their serial numbers. Parshin said the Russian archives show that the missile that was made of these parts was transported to a military unit in western Ukraine in 1986, and to Russia’s knowledge never left Ukraine. Asked about the possibility that the separatists may have seized the missile system during fighting in 2014, Defense Ministry spokesman Maj. Gen. Igor Konashenkov conceded that Russia does not have any documents proving otherwise but pointed to the statements of Ukrainian officials who have denied that separatists seized any of their Buks. The Joint Investigation Team, set up by nations that lost citizens in the MH17 crash, said in a statement that it has “taken note” of the information that the Russian military made public on Monday. The investigators said they had asked Russia for information regarding the serial numbers before but had not received a reply. The separatists in the weeks prior to the plane crash bragged on social media about shooting down Ukrainian military aircraft. On the day that MH17 crashed, a
rebel commander posted that his troops had shot down a Ukrainian military plane. He later said his account has been hacked and that the rebels did not shoot down any aircraft that day. A highly placed rebel, speaking to the AP shortly after the crash, admitted that rebels were responsible. The rebels believed they were targeting a Ukrainian military plane, the person said. He did not speculate, however, on a possible role of the Russian military in the attack. The Russian military did provide material assistance to the rebels, and journalists sighted sophisticated weapons in the separatist-controlled areas that were never in Ukraine’s arsenals. British Prime Minister Theresa May has warned rebels in her party that the alternative to her potential Brexit deal with the EU is no deal. The UK is due to leave the EU on March 29 and yet little is clear: There is, so far, no full exit agreement and some rebels in May’s Conservative Party have threatened to vote down a deal if she clinches one. “I think that the alternative to that will be having no deal,” May told BBC TV. The main sticking point to agreeing a deal between Britain and the EU is the issue of ensuring there will be no hard border between Northern Ireland and the Irish Republic after Brexit. The Times newspaper reported that the EU’s chief negotiator, Michel Barnier, is working on a new protocol text outlining how to use technology to minimize checks on the border.
Under the EU plan, goods could be tracked using barcodes on shipping containers under “trusted-trader” schemes administered by registered companies, the Times reported. Reuters reported on September 12 that EU officials were working on a sensitive Irish protocol to the draft Brexit treaty with Britain, as part of what Barnier has called efforts to “de-dramatize” the issue and get a deal. The proposals are to be circulated to European governments after the Conservative Party conference which starts on September 30, according to the Times. The “revised draft of the Northern Ireland protocol,” according to a diplomatic note of talks between EU ambassadors, will propose that most new checks would not happen at any border, the Times said.
Libya authorities close Tripoli’s only airport over safety Libyan authorities have closed the capitol Tripoli’s only functioning airport, diverting traffic to another one at the nearby militia-controlled city of Misrata. The Monday move came after the UN-backed Tripoli government handed control of the facility from one militia to another, prompting the Transport Ministry to order its closure on security concerns. Deputy Transport Minister Hisham Boushkiwat called the closing of Mitiga airport “unfortunate” but said that in the past “some things inside the airport have threatened traveler safety.” He underlined ongoing nearby militia conflict in the capital as another reason behind the closure, but added that he hoped the
airport would be reopened soon. The airport has been closed in the past, including last week when it was attacked by missiles of an unknown provenance.

More Ghana referees banned after corruption probe
The Referees Association of Ghana on Monday said it had banned more of its members as a result of an undercover bribery and corruption investigation. The Confederation of African Football (CAF) governing body last month handed life bans to one Ghanaian official and 10-year bans to seven others. That followed the broadcast of hidden camera footage in June that showed officials taking bribes, including the then-head of the Ghana Football Association. RAG general secretary Joseph Ayita Mensah said in a statement that a disciplinary committee set up in the wake of the allegations met on Saturday and confirmed the CAF rulings. But it also said the number of referees and

assistant referees banned for life was now eight while 53 officials were subject to 10year bans. Those sanctioned have 14 days to appeal. Fourteen officials were exonerated, said Mensah. The revelations rocked Ghana, where football is the national sport and which prides itself as being a stable democracy in an often turbulent region. GFA president Kwesi Nyantakyi stepped down and apologised after he was shown asking for kickbacks while the government shut down the federation. World governing body FIFA was against the GFA being wound up entirely and has since set up a normalisation committee to implement reforms.

Obi told NAN that the tournament was a tough experience but an opportunity where he brought his wealth of coaching knowledge to bear on the national junior team that led to their successful outing. He said: “Words are not enough for me to express my happiness, but I feel great, fulfilled and thanking God for using me as the head coach to quality Nigeria for the World Cup. “It was a tasking tournament because the World Cup qualification ticket was tied to it; we took up the challenge, fortified training and God crowned the efforts with success.” He said the boys were wonderful, committed and objective players passionate about bringing honour to the nation and delivering the World Cup ticket. The coach said that in spite of the dreaded
countries in their group, the players believed in their abilities, team spirit and remained focused which boosted his confidence. He said: “The boys are my source of inspiration, they are just too much and I am impressed with their commitment and general conduct all through the matches and stay in Morocco. “My assistant, coach Shittu Agboola, impressed me so much with his technical input, always gingering the players, kudos to him and our medical officers that lived up to expectations.” Obi applauded the Ministry of Youth and Sports Development and Sam Ocheho-led board HFN for their tremendous support that made its participation in the championship a reality. Meanwhile, the HFN President, Ocheho, applauded the national junior male team for a successful outing and for clinching the World Cup ticket and proving the supremacy of Nigerian handball in the continent. Ochho said: “The handball family are happy with the performance of the boys, qualifying for World Cup of any sport requires total commitment and hard work which they exhibited.” NAN reports that the 14 players, two coaches and a medical personnel comprised the contingent that departed the country September 6 for the competition, arrived on Sunday aboard Maroc Airline after the eightday continental handball championship.
“They showed a lot of good sportsmanship that makes us proud, for this, we are grateful for the way they played to qualify Nigeria. “Most importantly, I am grateful to the team captain, Ike Diogu, for his leadership qualities and being able to carry the team along,’’ Nwora said. The coach added that the team was not yet a finished product in spite of qualifying for the World Cup. “We cannot relax now as we are not satisfied yet with our accomplishments, we have to keep preparing ahead of the World Cup. “We want to go to the World Cup with quality players and do the nation proud,’’ Nwora said. Nigeria, Tunisia, Greece, Germany and host China have all booked their tickets to the upcoming World Cup.
FIBA Women’s World Cup: Dalung charges D’Tigress to go for gold! The Minister of Youth and Sports, Barrister Solomon Dalung, has charged the D’Tigress to go for gold and compete clean when hostilities commence at the FIBA Women’s Basketball World Cup on Saturday, September 22, in Tenerife, Spain. Dalung gave the charge on behalf of the President of the Federal Republic of Nigeria, President Muhammadu Buhari, in his office in Abuja during a brief sent-forth party organized for the team. “It is the belief of this government that for every competition, you should compete clean and fair. The country is standing solidly behind you. We are looking out for you with hope that with hard work, you can bring the trophy home,” he began. Dalung said that the Ministry under his watch is giving equal opportunities to all sportsmen and women to excel at the grassroots and international stage. “We are deliberately looking towards the development of female sport, and we believe that once we are able to equitably tackle the imbalance between the men’s football, women’s football, men’s basketball and women’s basketball, our women will do us proud, because they have less of the controversies compared to the men,” he observed. The Minister thanked the players for their dedication and willingness to heed the clarion call to represent Nigeria in Spain. “I want to thank you sincerely for honouring the invitation to come to camp, for considering service to your country as a priority. You are a team that is very compact, driven by common interest and also determined. I believe that the sky will be the limit of this team,” Dalung continued. In her response, the team’s captain, Adaora Elonu, promised that D’Tigress will do their best to give a good representation of the country, which will be playing at the
competition as African Champions. Elonu thanked the Nigeria Basketball Federation (NBBF) President, Engineer Musa Kida, for ensuring the team’s early call to camp and early preparations to stand a chance of competing seriously at the World Cup. The NBBF boss, who was represented by the Vice President, Babatunde Ogunade, thanked the minister for his support to the Board, so far. “We cannot thank you enough for your level of support to the Board. You have shown yourself to be a good and dependable father. Like Oliver Twist, we still ask for more,” he said. At the ceremony were the Permanent Secretary of the Ministry of Youth and Sports, Mr. Olusade Adesola, the President, Nigeria Olympic Committee, Engr. Habu Gumel, and other staff of the Federal Ministry of Youth and Sports Development.
