Justice Nnamdi Dimgba of the Federal High Court Abuja division gave the award while delivering judgment in a fundamental human rights suit instituted by Tinuola Ashiri, Ayodele Ibitoye, Afolabi Adeboye, Marvelous Eyoh Effiong and James Akingbade Olagoke. The applicants had sued Sen. Ikechukwu Obiorah, Inspector- General of Police and Deputy Inspector - General of Police, H.M. Dagala, following their unlawful arrest on 19th January 2018 in Lagos and their subsequent detention in Abuja from 19 to 26 January 2018. Delivering the judgment, Justice Dimgba held that the police are empowered constitutionally to maintain law and order. However, the exercise of power by the police must be within the confine of the law. Where it goes beyond the law, it is the duty of the court to put it on track. He held that all the search and arrest warrants that were tendered and admitted as exhibits in the case nowhere was the names of applicants mentioned. The police officers went after different persons. He said that magistrate court subsequent discharge of the applicants show that the police had realised their arrest was in error. The Court agreed with the Police that it has a duty to arrest suspects and investigate them but disagreed that it can keep them in their custody more than 48 hours as provided by law. He held that keeping them beyond 48 hours was unlawful. “I grant relief 1 and 2 as prayed. I award N5 million damage against the 2nd and 3rd respondents in favour of the applicants. And N200,000 as a cost of the suit. Earlier in the in judgment, Justice Dimgba had dismissed the preliminary objection raised by the Inspector General of Police and

the Deputy Inspector General of Police on the jurisdiction. “It is not in doubt that they were arrested and detained by order of the officers. Therefore they cannot turn around and deny the consequence of their action”, he ruled. It would be recalled that the owners of The Daily Times on 20th March, 2018 filed a suit at a Federal Capital Territory (FCT) High Court against Sen. Ikechukwu Obiorah, Chairman of DSTV, Adewumi Ogunsanya, the Inspector General of Police and the Deputy Inspector General of Police Force Criminal Investigation and Intelligence Division (FCIID), Hyacinth M. Dagala (now retired). In the suit, Chairman of Folio Communications Plc and Publisher of Daily Times of Nigeria, Fidelis Anosike and the Group Managing Director, Barrister Noel Anosike, are demanding the sum of N2 billion as damages over their illegal arrest and detention by the Police acting in collusion with Sen. Obiorah, the same period the Police raided their Abuja and Lagos offices and carted away some vital documents as well as properties worth millions of Naira. Following the development, the court presided over by the Hon. Justice Y. Halilu on 27th March ordered that a substituted service be served on Ikechukwu Obiorah after hearing the application contained in SUIT NO: CV/1030/18 and Motion No: M/4102/18 at the Jabi Judicial Division of the FCT High Court. “Leave is hereby granted to the Applicants to serve the Originating Motion and all other court processes in this suit on the 1st Respondent via substituted means; by pasting same on his last known address; No.3 William Tolbert Close, Asokoro, Abuja,” the Judge ruled. The substantive matter is pending in the court.

2019 election, a referendum on insecurity, hunger – Dogara Henry Omunu, Abuja

Speaker of the House of Representatives, Yakubu Dogara, has declared that the 2019 elections would be a referendum on the state of security and hunger in Nigeria. Dogara was speaking in Katungo, Gombe State at an empowerment programme organised by Rep. Binta Bello where he challenged Nigerians to do an introspection and decide if they have made progress in the last three and half years or have witnessed a decline in their living standards on a general basis. While lamenting the current state of situations in the country, Dogara said: “2019 elections is about insecurity, whether we can be secured. Then look at your own lives, even if nobody loves or likes you, advise yourself, hold a consultation with yourself, sit down and argue with yourself, ask yourself what progress you’ve made in the last three and a half years? “Don’t even ask any other person, in case that person

may give you a biased opinion about yourself, but you know yourself very well, just sit down and if you want assistance, sit down close to a mirror so that you can see yourself. “Compare yourself the way you look now and the way you looked some three years ago and then you’ll know, and then decide for yourself whether you want to continue looking like this, that is if it doesn’t get worse in the next four more years. By the time you’ve finished having that conversation with yourself, make a decision”. “If this is the kind of life that you want us to live, if this is the kind of insecurity you want us to perpetrate for Nigeria. “Today, in Nigeria 13 million of our children are out of school, 1.3 million of those children are from my home state of Bauchi. If we continue like this, the numbers are bound to increase, and the crisis we will face in the future will be more than this Boko Haram crisis that we are witnessing. “This is because by refusing to give free and compulsory

education to our children, we are raising an army for insurgency that will come and consume us as a people. “So the vote in 2019 is not about anything, but about you, about you and about you. Do not make it about any other thing, but about what progress do you want to make? “What kind of country do you want to raise your children in? What kind of country do you want to live in? What kind of education do you want to be giving to your children? “All these are what we have in the 2019 ballot. And we trust as educated and enlightened opinionated people, that you’ll make the right choices.” He lamented that “Boko Haram insurgency is still fresh. In fact, in PDP there was never a time when in one day when more than 100 soldiers were killed. In any other country, that would have made their security forces to declare a national emergency, but here it didn’t happen. “God forbid, is that the Nigeria that we want going forward? Expectations are high as President Muhammadu Buhari will today lay before a joint sitting of both chambers of the National Assembly a budget estimate of N8.7 trillion proposed for the 2019 fiscal year. The laying of the 2019 budget at a joint sitting of the National Assembly today by President Buhari is irrespective of the ongoing four day strike action embarked upon by the National Assembly workers. The Senate on Tuesday at a very brief plenary resolved to host President Buhari alongside lawmakers in the lower legislative chamber. The House of Representatives also on Tuesday passed a resolution to allow President Buhari to address the joint sitting of the National Assembly by 10am today (Wednesday) for the presentation of the 2019 appropriation bill. Motion for the approval of the presidential request was moved by the Senate Leader, Senator Ahmed Lawan

(APC Yobe North) and seconded by the Senate Deputy Minority Whip, Senator Emmanuel Paulker (PDP Bayelsa Central). The motion got overwhelmingly approved by the entire house when put to voice vote presided by Senate President, Bukola Saraki. President Buhari had on Thursday last week in separate letters addressed to the Senate President, Bukola Saraki and Speaker of the House of Representatives, Hon Yakubu Dogara, requested the federal lawmakers to grant him the hours of 11am today (Wednesday), December 19, 2018 for 2019 budget presentation. The resolution by the House of Representatives to allow President Buhari to address the joint sitting of the National Assembly by 10am today (Wednesday) for the presentation of the 2019 appropriation bill followed the unanimous adoption of the motion moved by the House Leader, Rep. Femi Gbajabiamila at plenary held in the wake of the strike embarked upon by National Assembly staff. Deputy Speaker of the House of Representatives, Yussuff Lasun

presided over Tuesday’s sitting attended by just 45 lawmakers as against the 120 needed to form a quorum. According to the constitution, the House must form a quorum - which is one-third of the 360 members - before plenary can hold according to Section 54(3) of the constitution. The House sat amidst a partial shutdown of the National Assembly by protesting staff. The staff, who were prevented entry into the chambers, are protesting their withheld entitlements, including consolidated salary increments and allowances said to be owed them since 2010. As at when plenary eventually came to an end, only 45 lawmakers were in attendance at the plenary, still far less than the required number to form the required quorum. Meanwhile, the ongoing strike action of members of Parliamentary Staff Association of Nigeria (PASAN) over non-payment of 28% increment on their salaries since 2010, has been described as inconsequential to today’s Budget presentation to be made by

Tunde Opalana, Abuja President Muhammadu Buhari has accused the National Assembly of inflating an Executive request of N487.852 billion for Promissory Note with N890.5 million. The president had in a letter dated 10th December, 2018, alleged that the National Assembly added N890.537 million to the N487.852 billion promissory note he sent to them for approval. President Buhari in the letter read on the floor of the Senate on Tuesday said the changes made by the National Assembly in the request are not implementable due to provisions of the Public Procurement Act 2007. The President explained that the request was meant for settlement of inherited local debts and contractual obligations on refund to state governments for projects executed on behalf of the Federal Government. He also said the federal lawmakers also reduced the number of beneficiary states from 25 to 21 despite the N890.537 million added to the N487.852 billion request. Consequently, he added that though the Federal Government would not release money to any of the states removed from beneficiary list by the National Assembly but the exact monies approved by Federal Executive Council (FEC) for the 21 other states would be paid to them regardless of whether such approvals have been tampered with or not by the National Assembly in its own approval. The letter titled: “Promissory Note Programme and a Bond Issuance to settle inherited local

debts and contractual obligations on refund to State Governments for Projects Executed on behalf of the Federal Government” reads in part: “While the Federal Executive Council approved a total sum of N487,852,988,574.74 as reimbursement to State Governments, the National Assembly approved N488,743,526,204.77 implying that the amount approved by National Assembly was N890,537,630.03 higher than the amount approved by FEC; “While Federal Executive Council approved reimbursement to 25 States, National Assembly approved reimbursement to only 21 States; “National Assembly did not approve any reimbursement for four States (Bauchi, Delta, Kogi and Taraba) whereas Federal Executive Council had approved reimbursements for them and note that, the amounts approved by the National Assembly for reimbursement to 21 states are higher than the amounts approved by Federal Executive Council for reimbursement to 25 states. “The amount approved by National Assembly for reimbursement to each of the 21 States is higher than the amount approved by FEC for each of these States except for Adamawa, Jigawa, Kano and Niger. “The Senate may kindly note the provisions of the Public Procurement Act, 2007, which empowers the Bureau of Public Procurement (BPP) to approve vendors and contract sums. The amounts presented to National Assembly for approval were duly certified for reimbursement by the BPP, before they were approved

by the Federal Executive Council. This was after the projects had been inspected through a programme under the chairmanship of the honourable Minister, Federal Ministry of Power, Works and Housing. “Since the BPP is charged with the responsibility of approving contract sums, and there is a need for compliance with the Public Procurement Act, 2007, I wish to request that you forward to us details relating to the amounts approved by National Assembly for the 17 States in excess of what was certified by BPP for necessary certification and approval. Furthermore, I wish to request for review of the reimbursements earlier submitted in favour of Bauchi, Delta, Kogi and Taraba states. “Meanwhile, the Federal Government shall proceed with implementation on the basis of where the amount approved by the National Assembly is the same as the amount approved by the Federal Executive Council: The jointly approved amount would be reimbursed. The States are: Adamawa, Jigawa, Kano and Niger; “Where the amount approved by the National Assembly is higher than the amount approved by Federal Executive Council, the amount approved by FEC would be reimbursed. The States are: Akwa lbom, Anambra, Benue, Ebonyi, Edo, Ekiti, Enugu, Gombe, lmo, Kwara, Lagos, Ondo, Ogun, Osun, Oyo, Plateau and Zamfara. “Finally, where no amount was approved by National Assembly, no reimbursement will be made: The affected States are: Bauchi, Delta, Kogi and Taraba”.

Addressing journalists after the session, the majority leader in the House of Representatives, Hon Femi Gbajabiamila and Hon Yusuf Tajudeen from Kogi State said PASAN strike cannot in any way disrupt plenary at both chambers let alone, joint session for 2019 budget presentation. The House Leader in particular said no strike action can disrupt the workings of the National Assembly. He said: “The federal lawmakers are not employers of PASAN, the same way PASAN are not employees of the Federal lawmakers, so the question of

their strike action affecting our plenary sitting is not there. “Though penultimate Tuesday when they first carried out the protest, we granted them the honour of hearing from them by not sitting that day. That does not mean that they have the right to shut down the chamber. “The Legislative Privileges Act is even against anybody or group of persons carrying out any action to disrupt legislative sessions, by making provision for six months imprisonment for such an offence which I know every member of PASAN is aware of. “PASAN members may continue with their strike action but as far as we are concerned as federal lawmakers, their action will not stop us from sitting and hosting the President tomorrow (today)”, he said. Hon Yusuf Tajudeen in his own reaction to PASAN strike action, said it was wrong for the parliamentary workers to continue with the strike action despite intervention made by the leadership of the National Assembly in getting their demands met by the management of the federal parliament. “The money they are requesting for is already captured in the 2018 budget but yet to be cash backed the same way, many of the budgetary provisions appropriated for the federal lawmakers in the 2018 budget are yet to cash backed”, he said.

N1.4bn fraud: NBA President, Paul Usoro, granted N250m bail Peter Fowoyo, Lagos

Justice Muslim Sule Hassan of the Federal High Court, Ikoyi, Lagos, on Tuesday, admitted the President of the Nigerian Bar Association (NBA), Mr. Paul Usoro (SAN), to bail in the sum of N250 million with one surety who must not be below the rank of a Director in the public service in like sum. This followed his arraignment on Tuesday by the Economic and Financial Crimes Commission (EFCC) on a 10-count charge bordering on N1.4 billion fraud. Justice Hassan also ordered the NBA president to deposit his international passport with the court and subsequently adjourned further hearing in the matter to 5th February, 2019. Usoro, who arrived the court at exactly 8:35am was docked before Justice Hassan on a 10-count charge bordering on N1.4 billion fraud, however, pleaded not guilty to all the counts. Usoro’s lawyer, Chief Wole Olanipekun (SAN), had earlier expressed his opposition to his client’s arraignment over the criminal charge. He drew the judge’s attention to a letter written by the NBA president to the Chief Judge of the Federal High Court, Justice Abdul-Kafarati, seeking the transfer of the case from the court. “I owe a duty to advise the court that the defendant made available to his lawyers, a copy of a letter dated 17th December, 2018, addressed to the Chief Judge of the Federal High Court praying for the transfer of the case to any judicial Division between Uyo and Abuja or if in Lagos to any other judge apart from my lord presiding.

“The application is very innocuous and was written by virtue of the legal right of the defendant. “We understand that a copy of the letter has been served on the court and since the letter is before the Chief Judge, the proper thing is to await his decision as a mark of respect for him”, the silk said. But, EFCC’s lawyer, Rotimi Oyedepo, urged the court to discountenance Olanipekun’s submissions. He said the ruling of the court fixing Tuesday for the arraignment of the defendant has not been set aside. He said that the defence can only raise any objection after the plea of the defendant has been taken. “It was not the contention of the defence that the ingredient of the alleged offence did not take place in Lagos. The events that will lead to the transfer of the case to either Uyo or Abuja Division are not available”, he said. However, the judge held that arraigning the defendant will not preclude the Chief Judge from taking decision on the letter. He, thereafter, ordered that the charge be read to the defendant. Afterwards, Usoro’s lawyer, Chief Wole Olanipekun (SAN) moved his bail application. He urged the court to admit his client to bail on self-recognisance. In the absence of any opposition from the EFCC, the judge admitted Usoro to bail in the sum of N250 million with one surety who must not be below the rank of a Director in the public service in like sum. Justice Hassan also ordered the NBA president to deposit his international passport with the court and subsequently adjourned further hearing in the matter to 5th February, 2019.

71% deaths caused by non-communicable diseases globally – Health minister

Says NCDs accounts for 29% deaths in Nigeria

Doosuur Iwambe, Abuja Seventy one percent of all deaths globally are caused by NonCommunicable Diseases (NCDs) which account for losses of about $7 trillion dollars, the Minister of Health, Professor Isaac Adewole, has said. Professor Adewole also said that NCDs is higher in low middle income countries like Nigeria with an estimate of 20% deaths caused by NCDs. The Minister made this disclosure during a high level meeting on Non-Communicable Diseases Multi-Sectoral Action Plan with stakeholders in Abuja on Tuesday. While reiterating Federal Government commitment to combat the major NCDs in the country, Professor Adewole gave an overview of the NCDs Multi-Sectoral Action Plan for 2019-2023 to include “a healthy Nigerian population with reduced burden of NCDs, enhanced quality of life for socio-economic development; To promote healthy lifestyle in Nigeria and provide a framework for strengthening the health care system using a multi-sectoral approach for the prevention and control of NCDs;

To significantly reduce the burden of Non-Communicable diseases in Nigeria in line with the targets of the third sustainable development goal”. On the Budget breakdown by Strategic Objectives, the Minister revealed that a grand total of $90,082,511,431.00 / $295,352,496.50 is required to achieve the objective. He listed part of the objectives to include strengthening governance & stewardship for NCD prevention and control as well as to promote healthy lifestyle and implement interventions to reduce modifiable risk amongst others. While calling for collaborative efforts from all Nigerians to reduce the burden of NCDs in Nigeria, Adewole added that “NCDs have overtaken CDs as the leading cause of death globally and locally. They are a major cause of poverty/ inequality in Nigeria. Earlier, representative of the World Health Organisation, (WHO) Dr. Rex Mpazanje, commended the NCDs Technical Working Group for developing a Multi-sectoral Action Plan for the country burden. On WHO response, Dr. Mpazanje said that the UN has recognised the rising prevalence, morbidity and mortality of

NCDs worldwide, adding that it can be prevented and controlled through collective and multisectoral action by all Member states and other relevant stakeholders at local, national, regional and global levels. “The 2013-2020 Global Action Plan therefore, provides Member States, international partners and WHO with a road map and menu of policy options which, when implemented, will contribute to progress on 9 global NCD targets to be attained in 2025, including a 25% relative reduction in premature mortality

from NCDs by 2025. “Control of NCDs was also included into the 2030 Agenda, with specific targets towards reaching the sustainable development goals. “We therefore wish to identify with the notable steps being taken of the multi-sectoral plan and this high level forum which is in line with whole-of-government, whole-of-society multi-sectoral approach advocated by WHO so that public health in general and NCD control in particular are mainstreamed in all sectoral policies,” he added.

Reps committee begins probe of PenCom N9trn assets Henry Omunu, Abuja

The House of Representatives ad hoc committee set up to investigate the National Pension Commission has begun its activities. The committee which was set up on Tuesday last week was mandated to investigate the net assets value of the

contributory pension fund valued at N9 trillion. Setting up the committee, the House had accused PenCom of violating all known laws establishing and regulating it activities. The House therefore mandated the committee to dig deep into all the activities of PenCom from April 2017 till date. It had also mandated the

committee to investigate the commission’s compliance with the Procurement Act. Members of the committee headed by Rep. Ehiozuwa Agbonnayima from Edo State include Reps. Badru Dolapo, Gobi Bukar, Munir Dan’Agundi, Obinna Onwubuariri, Emmanuel Ekon and Zakari Angulu. Others are Reps. Aminu Tukur, Gabriel Kolawole,

Iboro Ekanem, Nkeiruka Onyejeocha, Edward Pwajok and Benjamin Wayo. When contacted, Rep. Agbonnayima said the committee is committed to investigating the commission’s alleged irregularities. “We will leave no stone unturned in carrying out our investigations,” the Edo lawmaker said.

Ex-Chief of Defence Staff, Alex Badeh ambushed, killed Doosuur Iwambe, Abuja

Alex Badeh, former chief of defence staff, has been shot to death. Ibikunle Daramola, spokesman of the Nigerian Air Force, who announced this in a statement, said that Badeh died from gunshot wounds sustained in an attack while returning from his farm.

He said the sad incident happened along AbujaKeffi road. He said: “It is with a heavy heart that I regretfully announce the unfortunate demise of former Chief of Defence Staff, Air Chief Marshal Alex Sabundu Badeh, who died today, 18 Dec 18, from gunshot wounds sustained when his vehicle was attacked while returning

from his farm along AbujaKeffi Road. “On behalf officers, airmen and airwomen of the Nigerian Air Force, the Chief of the Air Staff, Air Marshal Sadique Abubakar, commiserates with the family of the late former Chief of Defence Staff over this irreparable loss. We pray that the Almighty God grants his soul eternal rest”.

Citing the case of the killing of more than a hundred soldiers in a day by Boko Haram insurgents, which he said ought to have led to a national emergency on security, coupled with the hunger and deprivation in the country, Dogara said if the APC administration is allowed to continue in power with the way it is handling security, it would only be a matter of time before more insurgents rise up to unleash terror on innocent Nigerians.

cattle route, where are they now? This is because the government is not serious about the reserves. “We are saying that if these ranches are in place, farmers and herders’ crisis would have been resolved most significantly,” he said. Badejo alleged that recently the National Economic Council gave the Kaduna State government N5 billion to build ranches, which he said was yet to be seen. On politics, the Fulani leader said the group has not endorsed any presidential candidate, because none of them has unveiled any agenda for herders. He said while the federal government has many intervention packages for farmers, including soft loans and distribution of fertilizer, nothing is done for the cattle herders. “Endorsing any candidate is a very difficult position for the association to make, noting that President Muhammadu Buhari is Fulani and his main rival, Atiku Abubakar, is also Fulani. “What we want is just a solution to national problems, so that peace reigns,” he said. Badejo accused the media of being biased in their reporting of the crisis involving farmers and Fulani herdsmen in the country.

Court sentences 3 internet fraudsters Andrew Orolua, Abuja A Federal Capital Territory High Court in Jabi on Tuesday sentenced three internet fraudsters to various jail terms for obtaining money from their victim through pretence. Justice Danladi Senchi convicted Emeka Anyanechi Ekene, 27; Anthony Oghuma, 26, and Onokebhagbe Okouromi Franklin, 25 on various offences after each of them pleaded guilty to the charge against them. The Economic and Financial Crimes Commission (EFCC) had arraigned the defendants fondly referred to as “yahoo-yahoo boys”, on December 18, 2018. Ekene was arraigned on a four-count charge bordering on cheating, and for specializing in inducing his victims through a Facebook account, to part with their hard earned money. The offence contravenes Section 95 of the Penal Code, Laws of the Federation of Nigeria (Abuja) 1990. Oghuma, on his part, was arraigned on a one-count charge, bordering on obtaining by false pretence. He allegedly induced a Canadian who goes simply by the name, David, to transfer N2 million to him. The offence contravenes Section 320 (a) of the Penal Code, Laws of the Federation of Nigeria (Abuja) 1990 and punishable under Section 322 of the same Law. Franklin was arraigned on a four-count charge, bordering on obtaining by false pretence, for inducing a New York-based divorcee who goes by the name, Mary, posing as Peter Mark, a Contractor based in Malaysia. He swindled Mary of $10,000 (about N3.6million) and lured her to send him several expensive gadgets including: Apple Macbook Laptop, Apple Iphone X, Apple Iphone 7, amongst others. Ogun 2019: Kashamu loses in Appeal Court

The Court of Appeal in Ibadan on Tuesday set aside a court order which directed the Independent National Electoral Commission (INEC) to recognise the list of candidates submitted for the 2019 general elections by a faction of Ogun PDP loyal to Buruji Kashamu. Justice Shittu Abubakar of the Federal High Court Abeokuta had on October 2 ordered INEC to recognise the list of candidates submitted by the Bayo Dayo executives loyal to Kashamu. The applicants in the appeal are the Peoples Democratic Party (PDP), its National Chairman, Uche Secondus, and Secretary, Ibrahim Tsauri. The respondents are the Mr. Dayo-led Ogun PDP executives loyal to Kashamu and INEC. The three-member appeal panel led by Justice Haruna Tsammani unanimously agreed that the lower court was wrong

in its decision and consequently set aside the order, saying it was null and void. Tsammani, however, said the applicants were not properly served the originating summons at the lower court which would notify them that there existed a case before the judge assumed jurisdiction. The judge said service of the originating summons was fundamental and a precondition which would affect and determine the validity of the court’s proceedings. “Non-service of the originating summons on the applicants at the lower court rendered all the order given at the lower court against the applicants a nullity and this is an indication that the applicants were not given a fair hearing. “In the interest of justice, the order of the lower court is set aside, null and void and an

academic exercise,’’ the judge said. Tsammani ordered that the case be returned to the chief judge for reassignment to another judge other than Justice Abubakar. Speaking to journalists after the judgment, the counsel to the Dayo-led executive, Ifeoma Esom, expressed dissatisfaction with the judgment of the court. She said her client had directed her to proceed to the Supreme Court. But counsel to the PDP, Emeka Etiaba, said he was satisfied with the judgment and commended the judges. The PDP had earlier submitted the list of candidates which had Oladipupo Adebutu as the governorship candidate of the party in Ogun to INEC before the October 2 order of the lower court recognising Kahamu’s list.

Youths are misguided to forment trouble - STF boss Kingsley Chukwuka, Jos Commander, Special Task Force (STF), Maj. Gen. Augustine Agundu, code named Operation Safe Haven (OPSH), has said that youths are misguided to forment trouble in Plateau. Agundu made the disclosure on Tuesday in Jos at a youth summit organised by OPSH and Civil Military Relief Initiative to foster unity and peaceful coexistence. He said within his five months as OPSH commander, he was able to interact with different groups (ordinary/elite) and he understood the true situation of things. “My deduction here on the Plateau is that the youth have been manipulated and misguided into violence. “Some mischief makers are exploiting the vulnerability of the youth population to unleash mayhem on law abiding citizens,” he stated. Agundu stated that according to UNICEF figures, 45.8 per cent of Plateau population are youth under the age of 30 years. The commander said that with almost half of the population being youth, it therefore means that the youths should be prepared to take up leadership responsibilities and not indulge in the act of violence.

Whistleblowing policy and war against corruption

It gives me great pleasure to be in your midst today and I am very delighted to associate with the African Centre for Media and Information Literacy, AFRICMIL. When I got this invitation to be a special guest at today’s event, I had no hesitation in honouring it. The AFRICMIL has been a part and parcel of the anti-corruption campaign of the Economic and Financial Crimes Commission, EFCC and this specific Summit coming at a time when we are inching closer to the next general elections, could not have come at a better time. The organizers of this Summit have deemed it fit to bring us together to evaluate the two years of implementing the whistle-blowers policy of the President Muhammadu Buhari administration. This is a very commendable effort on the part of AFRICMIL. We need to know where we are coming from in order for us to know if we are indeed making advancement towards the intended goal. This thus makes this Summit a very important one, which will no doubt help in advancing the whistle-blower policy and making it more effective. While the administration of President Buhari has implemented the whistle-blower policy as part of

an elaborate strategy in combating corruption, the EFCC has had it incorporated in one form or the other in the EFCC Establishment Act 2004. Information is key to the successful investigation of any crime – be it financial or otherwise. It is the propeller in any investigation, and it is what aids the efforts of any law enforcement agency. As a law enforcement agency, we value information because without it, you will hit brickwall in carrying out your security duties. In our experience at the EFCC the whistle-blower has made a tremendous impact our operations. Places, houses, hidden holes that you will never have thought that stolen money will be hidden, the policy has helped us locate and return them back to the Commonwealth. The various discoveries that we have made in our recovery efforts are out there all over the place. The truth is that the whistle-blower policy has been of great help. There is the case of a former Group Managing Director of the Nigerian National Petroleum Corporation, NNPC, who stashed money in a recluse property of his in a rustic community in Kaduna. No one in his or her sane mind will have thought that $9,772,000 and £74,000

cash will be chilling enjoying the coziness of air conditioner, all in such a recluse environment in the midst of poor people and bad roads. Definitely there is a sinister motive behind such. But through the whistle-blower policy, this money laundering activity was uncovered. Even our operatives wondered out loud how someone will hide money in such a place. It is shocking how Of course, you will all remember the humongous $43,449,947, £27,800 and N23,218,000 cash stashed in the coziness of air conditioners at Flat 7B Osborne Towers, Ikoyi. The Ikoyi discovery left mouths gaping in shock and bewilderment. Such are the magnitude of discoveries that the whistle-blower policy have exposed. In fact, a substantial part of the over N500 billion recovered by the EFCC has been as a result of the whistle-blower policy. Invariably, it is fair to say that if the Federal Government had not come up with the policy, incorporating the reward component to it, these are monies that would not have been uncovered, and such would have been used to engage in money laundering, bribery and votebuying. The reward component of the for whistle-blower in which the

whistle-blower gets between two and five per cent payable by the Ministry of Finance is no doubt a legitimate way of making wealth. And of course, the Ikoyi cash whistleblower is obviously a millionaire now. So the whistleblower policy of the Federal Government is an avenue of earning legitimate income. Indeed, the whistle-blower policy has come to stay and I am using this opportunity to call on Nigerians to full embrace the policy and see it as their own little way of contributing to the anti-corruption fight. We are also taking the policy a step further by engaging with Nigerians in the Diaspora. On a lighter note, I want to encourage Nigerians not only to blow their whistles against corruption, but they should go the extra mile to blow their trumpets if need be against corruption. I assure you that at the EFCC we will remain unrelenting in our efforts and will ensure the safety and security of the whistle-blower and the family, because this for them is tantamount to a national assignment. I therefore wish you a fruitful deliberation at this Summit, as you brainstorm on ways to further move the whistle-blower policy. Be assured of our support.

Presidential debate and way forward

Let a hundred flowers bloom, and a hundred schools of thought contend. — Mao Tse-tung (1893-1976) founder of modern China. Organising a presidential election debate to prepare us for informed choice in Nigeria’s polls in 2019 without the face of tomorrow is a failed enterprise from the takeoff point. Two of those capturing that future, ‘Tope Fasua of Abundant Nigeria Renewal Party (ANRP) and Omoyele Sowore of the African Action Congress (AAC) are among those being shut out of the debate. That amounts to denying the future a say in our affairs. That’s disastrous, because a loss of those who stand for the next generation and a vote for the jaded geriatric age is a dirge for democracy and society. The Nigeria Election Debate Group (NEDG) and its electronic media partners, Broadcasting Organisations of Nigeria (BON), are shortchanging the people by aligning with the establishment forces to disallow these renaissance politicians a voice. By restricting the debate, largely, to the old school of Muhammadu Buhari of All Progressives Congress (APC) and Atiku Abubakar of Peoples Democratic Party (PDP), NEDG/BON are limiting the capacity for a critical gauge and robust intellectual combat necessary to arrive at the right material for leadership and governance.

They are also saying we must always pick our leaders from among those who have been ruling us. But these have failed us repeatedly and can’t be trusted to reinvent themselves. If a person has ruined you a thousand and one times in the past in joint business ventures, and returns with the same bag of tricks asking for a chance to run another deal with you, what are the odds in your favour that you would be alive to tell the story of the raw deal you would get from him? What is the guarantee he won’t move you to the next level of fatal perfidy and knavery? There is the disingenuous argument that the new face of Nigerian politics is noticeably represented by Kingsley Moghalu (Young Progressive Party), Obiageli Ezekwesili (Allied Congress Party of Nigeria) and Fela Durotoye (Alliance for New Nigeria). That can’t be the case when the radical components of the new breed of the dialogue, in the likes of Sowore and Fasua, are out of the circle. If we are presenting the best of the system for a debate to prepare us for next year, we need also, for the sake of sake, to offer the pre-eminent of the resurgent class. There must be a level playing field, as the politicians are wont to say themselves. Otherwise, the debate would be flawed and its outcome painfully unrepresentative of the democracy we claim to be practicing. How can the option

we settle for at the poll in 2019 not be blurred if the process is so full of disfigurement, bias and predetermined options? That was the point Ezekwesili was making when she called on NEDG/BON to review their position and bring in Sowore. She said: “As a country, with huge contingent of parties fielding candidates for election, it does make sense to at least allow more than five such (new parties) in the most influential of Presidential Debates…I especially want to see a candidate like…Sowore… He has been diligent in crisscrossing Universities to awaken our young to engage in politics… He is doing the country a great service because we must have that generation of Nigerians fully understand and embrace Plato’s counsel: ‘those who think that politics is beneath them shall be ruled by their inferiors’.” It’s the same with Fasua. Nigerians want him to stand along the other candidates to proclaim and defend his reformist theories on development economy. He doesn’t believe we can survive on the regnant policy of tying our fate to a system that has stagnated us because of visionless leadership. He is known for his shock antidotes to our problems. One such is his postulation that “Nigeria is better off selling palm oil, not crude oil.” This is his discovery: “The last time I bought palm oil around Owo,

Ondo State, I recall it sold for something like N2,500 for a four-litre jerry can. That is like N625 per litre. At peak, palm oil sold in global markets for up to $1,500 a tonne, or $1.50 (N450) a litre. The highest price of crude oil is approximately N280… So perhaps, we are better off propping up palm oil as our chief export product… We would not need to depend so much on foreign ‘investors’. It will be less injurious to our environment.” Let our presidential debate organisers bring in the new breed players with their revolutionary ideas on rebuilding Nigeria. We need their speed and new thinking in addressing the problems created by a succession of self-serving establishment rulers. Let’s take a cue from ancient Athens. Her citizens never welcomed anyone who wouldn’t bring in new ideas to this historical city that had been home to the great trio of Socrates, Plato and Aristotle, the founders of Western philosophy. It was said of the Athenians: “…all the Athenians and strangers which were there spent their time in nothing else, but either to tell, or to hear some new thing.” In the poll of 2019, we should accommodate only politicians who will offer us fresh and untried ideas to furiously drive development strategies. The journey starts with the current debate.

Editorial Commentary A country without “rubber bullets”

Many years ago, I was in Abuja to attend an international workshop on one of those human development issues that used to engage a lot of attention in those days: sustainable development goals, maternal mortality, maternal morbidity, adolescent sexuality, women’s political representation, the Beijing declaration, HIV/AIDS reporting… Those were hot topics in those days as Nigeria tried to grapple with the challenges of the return to civilian rule and seek the consolidation of democracy and its ethos. I don’t remember what the topic was on that particular trip, but Nigeria owes many of the international agencies which at the time helped to mobilise civil society beyond elections to realise that every country needed to focus on both human development and human rights issues and mainstream same into the current of prevailing thought. But after such conferences and workshops, often attended by persons from other African countries and visiting technical experts we usually found a way of unwinding by exploring the cultural delicacies that Abuja had on offer. Abuja was much safer, much cleaner, far more innocent and politically saner then than it is now. Night life in the city was also busy. Obasanjo was President. So, this night in question, we ended up in one of those bubbling night clubs in Abuja. I don’t remember the name of the club anymore, but I know the location. The year was 1999. The month was either November or December. Glitzing lights, heavy-pounding music, generously made women and girls with heavenly features whose presence alone was an overdose of aphrodisiac, cigarette smoke wafting skywards, a mixture of scents: perfume and body sweat producing a peculiar smell you can only find in a night club, so much fun in the air, every one appearing to be happy even if the world outside by dawn would confront every dancing, smoking, drinking acolyte at the shrine of Bacchus, with sober realities. I didn’t mind. Somehow, I got drafted to the VIP section. Most night clubs have a quiet corner, where the big boys relax, away from the din, in the company of all the best things on offer. I was dragged there by a guy who said he had recognized me, and he had been looking for me. He turned out to be a military officer, a Captain or something close to that. I detached myself from the group and joined him. He was in the company of other soldiers, also out in the evening to enjoy a break from the hard task of soldiering for Nigeria. Abati”, the guy called out as soon as we took our seats and a bottle of chilled Star Lager beer was presented before me. “Well done, my brother. Nice meeting you”, I said, with my eyes and mouth focussed on the sweating bottle before me. As the bottle struggled to free itself from the imprisonment of a cruel refrigerator, my throat waited in anticipation. “Abati. Why is it that you civilians can’t understand us, the Nigerian military? You don’t seem to get the point. I read this your article on the Odi massacre and you were blaming the Nigerian Army.” However, the Nigerian Army’s response has been stereotypical. First, we were told the Shi’ites had to be killed because they threw stones at soldiers and the military had to act in self-defence. It is curious that in response to alleged stone-throwing, our soldiers responded with live ammunition! The additional defence is that even the United States acts in the same manner – a subtle response to the killing of Mexicans throwing stones across the border in the Southern parts of the United States. US Border guards this year alone have killed about 93 Mexicans, but the difference is that the case of 16-year old Jose Antonio Rodriguez is back in court and it may trigger a re-assessment of the rights of persons killed across the border, and the rights of the families of such persons to seek justice and be heard. The primary job of the military is properly spelled out under Section 217 (2) of the Nigerian Constitution: “(a) defending Nigeria from territorial aggression; (b)

maintaining its territorial integrity and securing its borders from violation on borders from violation on land, sea, or air”. Section 217 (2) (c) further says the Armed Forces of Nigeria can be called in to supress insurrection and “act in aid of civil authorities to restore order when called upon to do so by the president, but subject to such conditions as may be prescribed by an Act of the National Assembly ..” Section 218 provides a caveat by stating expressly that “the powers of the Commander-in-Chief of the Armed Forces of the Federation shall include power to determine the operational use of the armed forces of the Federation”. Was the National Assembly involved in the recent declaration of war against the Shi’ites by the Nigeria Army? Is or was Nigeria facing the threat of war from the Shi’ites? Could the “orders from above” have come from the highest levels? Was it right to invoke Section 217 (2) (c )? I will argue that whereas Nigeria is meant to be under a democratic dispensation, the presence of the military, pointing to a covert re-miliitarization has been pervasive. Whereas Nigerians fought for civilian rule, the soldiers have remained in their face: in politics, at police checkpoints, virtually everywhere, even on election days. They don’t help to keep the peace internally. They shoot to kill. The police whose responsibility it is to protect lives and property in Nigeria are helpless: they are under-staffed, under-equipped, and demoralized. It is a tragedy that they are now beginning to sound like soldiers. The position of the law is that Nigerians have the right under Section 40 of the !999 Constitution to assemble and associate freely and peacefully. They don’t even need a police permit to do so as proclaimed in All Nigeria People’s Party vs. Inspector General of Police (2008), 12 WRN 65.Nonetheless, the Nigerian government continues to defy this law, “orders are continually issued from above” to frustrate not just Section 40 of the Constitution, but also Section 33 on right to life, Section 38 on right to freedom of thought, conscience and religion, Section 39 dealing with the right to freedom of expression and the press, Section 42 on the right to freedom from discrimination, and Section 44 on the right to dignity of the human person. The rights of members of the Shi’ite movement in Nigeria have been violated on all of these counts. The vengeful use of live ammunitions against them is condemnable and barbaric. This was how Boko Haram began. Shi’ites crave martyrdom. It is a fundamental precept of their faith. Live bullets can only strengthen their resolve. The sustained attack on them in Nigeria has obvious implications: Nigeria must not on any account become a playfield for the global, sectarian war between Sunnis and Shi’ites or a theatre of live bullets against every little protest by ordinary citizens. All things considered, Nigeria is in a sad place. The citizens of a country that has no rubber bullets are endangered. It is a country under the weight of selfimposed terror, misrule and poor governance, indeed, a country against its people. In the last three years, Nigerians have been targets of live bullets in every aspect of their lives. Each time they complain, they get shot in the head. Poverty is widespread. Salaries are not being paid. Foreign investors are fleeing. Local investors are groaning. Workers are going on strike. The great art of living is dying. When the people groan, they are reminded that this government has no rubber bullets! A country where a bullet is valued more than human lives is sick. I panic. The Nigerian Army and the Nigerian Police are scheduled to provide security during the 2019 general elections in Nigeria. Will this translate into more casualties in 2019? The international community should advise the incumbent Nigerian government not to give “orders from above” for indiscriminate killings and the use of live bullets during the 2019 Nigeria elections. On that may well rest the future stability of Nigeria.

he Nigerian political space since 1999 has experienced a tremendous improvement especially with the level of interest it has generated, that is if the number of persons jostling for the various political offices is anything to go by. As at the last count, the number of political parties in the country has risen to over 90 from the three that heralded the nation into the present democratic space in 1999. But one worrisome trend about it is the declining rate of women participation in the political life of the country, as the womenfolk seems to be facing serious challenge in their ability to break into political limelight. This is even more evident from the recent primaries of the various political parties in the country where the number of women elected to contest for the various offices was very negligible. or example, since 1999 and in fact in the history of Nigeria’s political life, there has not been any elected woman governor, the closest that a woman came to being governor, was when then governor of Anambra State, Mr. Peter Obi, was impeached by the state Assembly and his deputy, Dame Virgy Etiaba, was sworn-in as governor and she held that position for a few months until Obi got the court to reverse the impeachment. Though the activism in women was further awakened in the country since after the Beijing conference and declaration in 1991, which gave birth to the much talked about affirmative action that prompted the United Nations (UN) to subsequently concede 35 percent of all positions to women, nothing much has been done in the country to meet that target of women participation in politics. In the early days of this dispensation, it must be said that President Olusegun Obasanjo made significant progress towards fulfilling that quota, while the administration of Goodluck Jonathan, also appointed more women into key positions, while there were equally a significant number in elective positions. But that progress made in recent years seem to have been short-lived, perhaps due to the ever increasing complexities in the political system and high monetisation of the politics which has become a major challenge militating against women participation. Presently, out of 109 senators, we have seven women senators and out of 360 members of the House of Representatives, we have about 17 women; we had far more women from 1999-2015; there were also lots of woman in parastatals and ministries in the country. Also, an attempt recently to get a bill on affirmative action, sponsored by Senator Oluremi Tinubu through the National Assembly failed because it could not get enough support on the floor of the Senate. At an ECOWAS Female Parliamentarians Association (ECOFEPA) meeting earlier in the year, the President, and Nigerian Senator Stella Oduah said that Nigeria has the lowest female representation in elective positions in West Africa. Senator Oduah called attention at the 15-member states of the sub-region to the dwindling number of women’s participation in politics in Nigeria to 7 per cent since the 2015 election. She said women have only 6.1 per cent representation in State Houses of Assembly, 3.9

per cent in the House of Representatives, 7.34 per cent in the Senate and almost zero per cent in the executive arm of government. In West Africa, Nigeria ranks even lower than Ghana which has as at 2016 about 10.7 per cent female representation in the parliament and 27 per cent female as cabinet ministers. Togo comes up second with about 17.60 per cent women representation in its national parliament as at 2017, and 18.4 per cent in ministerial positions. Senegal has the highest representation of women in elective positions, ranking 12th in the globe for the number of women in elective position - that is 3 per cent down from its initial ranking. Considering the role of women in nation building across the world and the increasing relevance of women even in the African continent, with the recent election of a woman as the new President of Ethiopia after the end of a Woman president’s tenure in Liberia, it is our considered opinion that it is high time Nigeria gave women more opportunity to express themselves in the political space. We are also of Opinion that with the lack of positive development in the Nigerian political space, the entrance of more women into it may bring a breath of fresh air that may turn the fortunes of the nation around for good and help revive some key sectors of the nation’s economy. The role of women like Queen Amina, Mrs. Ransome Kuti, Margaret Ekpo among many others in the positive development of the Nigeria must not be so quickly forgotten as to shut other women out of the space. Rather, it should be a motivation to encourage more women into the space especially in this critical time of the nation’s history.

Short News Yuletide: FG opens Lagos-Ibadan Expressway, Sagamu road to traffic EFCC arraigns fake farmer

Ahead of the Yuletide and to ensure smooth travelling experience for motorists, the Federal Government on Tuesday opened the Lagos-Ibadan Expressway to traffic. The government also inspected the progress of repair works on the Ikorodu/ Sagamu road. Opening the Lagos-Ibadan Expressway, the Federal Controller of Works in Lagos, Adedamola Kuti, said the highway was “special and very dear to the Federal Government.” He explained that it was important because the road began from Apapa ports and terminates in the northern part of the country. Kuti added that it took traffic from the 36 states of the federation, hence, the speedy completion of repairs around the construction zones and opening the highway to traffic. “A lot of people are coming out of Lagos going home for the celebration and some are also coming in from all the states of the federation into Lagos. “What we are doing today is to open up all the construction areas and open up the entire highway to traffic for the period of the season, we will resume our work in January,’’ he said. He said the ministry was going to use the dry season to speed up reconstruction of the highway, adding that all hands were on deck with the contractors working tirelessly to achieve speedy completion. Kuti said the section one of the project which spans from Ojota in Lagos State to

the Sagamu Interchange was awarded at an initial cost of N70 billion but the sum was reviewed upward to N134 billion after additional works were added to the project. He said increase in the volume of work on the site meant an extension of completion time for the project. “For now we are opening up this road for the use of the motoring public and I want to also seize this opportunity to, on behalf of the Minister of Power, Works and Housing, to appeal to motorists and commuters using this road to drive safely with caution, observe all traffic rules and regulations, including speed. “On our on part, in the meantime, we are handing over to the Federal Roads Safety (FRSC) so that they take control of traffic on the road,’’ he said. The Sector Commander of the FRSC, Ogun State, Clement Oladele, said the FRSC were going to be on 24 hours surveillance of the highway to prevent gridlock and accidents. He said in 2017 the Lagos to Ogun end of the highway recorded 1.8 million travellers and about two million travellers had used the highway from January to date. He said a special operations unit had been set up by the FRSC for the Yuletide to manage traffic on the highway from December 15 to January 15 in 2019. He explained that 210 deaths due to road crashes were recorded on the Ogun side of the highway in 2017 but efforts were on to stop road crashes across the federation. “We are estimating that minimum of 350,000 vehicles will move on this road this

season. “I want to assure the motoring public that FRSC is here, we have commenced 24 hours operations since December 1, just to ensure people travel in safety with minimal discomfort,’’ he said. NAN reports that after the highway was opened, road users who spoke to journalists expressed joy and thanked the federal government for being sensitive to the plight of road users. They said the opening would reduce stress caused by gridlock and accidents on the highway. NAN also reports that the controller inspected the 34 kilometers Ikorodu Sagamu Road where construction was going on at various sections. Kuti said the highway was important because it was linking the Ikorodu Division in Lagos to the Sagamu Division in Ogun and took as well as dispersed huge traffic from the Lagos-Ibadan expressway. “The project is actually starting from Lagos and terminating in Sagamu and the method the contractor is adopting is to work at the critical sections and then later we link them up,’’ he said. He said various construction methods were being deployed on the road taking into cognisance the traffic demand of each section. He added that government was passionate about completing repairs of the highways which serves as alternative route to the Lagos-Ibadan expressway.

The Kaduna Zonal Office of the Economic and Financial Crimes Commission (EFCC), on Tuesday arraigned one Shunom Adinga before Justice Muhammed Muazu of the Kaduna State High Court on a two-count charge bordering on criminal breach of trust and obtaining N4,050,000 by false pretence. Adinga had deceived his victim into parting with N4,050,000 in instalments in the belief that it was being invested in a ginger farming business, which turned out to be false. One of the counts reads: “That you, Shonum Adinga, sometimes in 2016 in Kaduna within the Kaduna Judicial Division of the High Court with intent to defraud, did obtain the sum of N3,830,000 (Three Million Eight Hundred and Thirty Thousand Naira) by way of instalment payment from one Peter Onyeka Sunday also called Peter Eze through your wife’s account Margret Shunom, domiciled with Diamond Bank under the false pretence that the said money will be invested for ginger business, which will generate profits on the said amount, a pretence you knew was false and you there by committed an offence contrary to Section 1(1) (a) of the Advance Fee Fraud and Other Fraud Related Offences Act, 2006 and punishable under Section 1(3) of the same Act”. He pleaded “not guilty” when the charges were read to him. Prosecuting counsel, Onyeka Eze, asked the court for a date for trial to commence. Defence counsel, Y. Makarfi, however, urged the court to grant his client bail. While adjourning to January 29, 2019, Justice Muazu, granted the defendant bail in the sum of N1million with one surety in like sum who must be a public servant not below grade level 16 with a landed property within the jurisdiction of the court covered by a Certificate of Occupancy.

2019: APC, PDP candidates disagree over LG autonomy in A’Ibom Isaac Job, Uyo

The All Progressives Congress (APC) and the Peoples’ Democratic Party (PDP) governorship candidates in next general election in Akwa Ibom state have continued to trade words over autonomy of local government councils as contained in the manifesto of the APC in the state. The governorship candidate of APC, Obong Nsima Ekere, had while presenting his blueprint promised to enforce financial autonomy to local government councils if voted into power. But the PDP had faulted the claim arguing that it is not possible “unless there is constitutional amendment”. Speaking at a media briefing yesterday, the chairman of Obong Nsima Ekere Publicity Campaign, Hon Eseme Eyiboh, described the position of PDP on the matter as an attempt to discredit the new vision of development being

envisaged by the APC governorship candidate. He said, “A lot of people in the Peoples Democratic party (PDP) and the rest of other diseased minded people have argued that enforcement of local government autonomy is not possible unless there is constitutional amendment. “They are clearly trying to discredit our principal, Obong Nsima Ekere, who is going to introduce rural development’. He argued that making local governments the focal point of constitutional democracy as Ekere has promised is possible but required courage, understanding and appreciation of the requirements of the law and that it also required a man who has the capacity to differentiate between politics and governance. “What our principal is saying is that because of his pedigree in public service career-he has been a Deputy Governor, the Chairman of Akwa Ibom Investment Promotion Council and now the Managing Director of the Niger Delta Development Commission. “He has promised to make the local

government the focal of constitutional democracy, it requires courage, understanding and appreciation of the requirement of the law and of course it requires a man who has the capacity to differentiate between politics and governance” Eyiboh said. Eyiboh, who is also the Chairman of Cross Basin Development Authorities said the argument by the PDP and other people doubting the possibility of triggering development in the local government is a mirage. He further argued that if the 3 per cent of the internally generated Revenue is remitted to the local government councils as stated in the constitution of the federal republic of Nigeria there would be healthy completion for development in the councils. However, the People Democratic Party (PDP) has described the APC as desperate group who need to study the constitution to know that there is autonomy in the local council except in the area of finance which must be amended by the National Assembly.

Short News Viable economic opportunities in developing countries will ease global migration crisis – Gov Obaseki The Edo State Governor, Mr. Godwin Obaseki, has said that one of the ways to ease the global migration crisis is for global actors to join forces in creating viable economic opportunities in developing countries. The governor said that such an effort would benefit from the input of multilateral organisations, corporate bodies, Non-Governmental Organisations (NGOs) and public-spirited individuals in building capacity of youths, in developing countries for global competitiveness. The governor made the submission in commemoration of the International Migrants Day, marked by the United Nations every year, on December 18. Governor Obaseki argued that in the long-run, it is cost- effective to invest in solutions that create an army of productive youths, especially in the age of digitalisation, which has opened a window of opportunities for value creation regardless of the inhibition of space and time. He said, “Our position on migration has remained that any youth who seeks opportunities overseas should do so through the regular route. We vehemently discourage people from embarking on illegal migration which exposes them to risks across the Mediterranean and the Sahara Desert. “As a government, we have continued to assist our youths to gain skills that will make them globally competitive and migrate, if they so wish, legally.”

ActionAid Nigeria approves $2.5m for community engagements in Kogi, Nasarawa Idris Ahmed, Lokoja

Action Aid Nigeria has approved $2.5 million for a three-year community engagements in Kogi and Nasarawa states as from 2019. Country Director, ActionAid Nigeria, Mrs Ene Obi, on Tuesday said the Global Community Engagement and Resilience Fund (GCERF) has approved the amount. Obi who disclosed this in Lokoja at the end of Project Dissemination of the System and Structure Strengthening Approach Against Radicalisation to Violent Extremism (SARVE) Project in Kogi State. Obi who was represented by Mrs Tasalla Chibok, Director Programmes said that the approval from GCERF would enable the extension of the project in Kogi after its 30 months engagement in six communities of the State. According to her, the “ambitious” project aimed to address the intrinsic issues of extreme

violence spilling across communities in Kogi making the state an unsafe corridor for about 11 states as a result of the spill over effect on adjoining states. “It was against this backdrop that the SARVE project tagged, ‘Building Bridges; Creating Alternatives’ was launched in Kogi State”, she said. She added that the project was aimed at supporting communities to build resilience against violent extremism. It also aimed to establish and enhance structures to utilise available resources in preventing radicalisation and as well, respond to, withstand and overcome impact of adverse violent extremism should it occur. Obi said that the SARVE project had contributed greatly in reducing violent extremism and youth restiveness and as well, improved the economic status of women and youths in the project communities through its Livelihood Support Programmes. She held that the project had evidently impacted over 20,000 youths, women and men across Okpakpata, Osaragada/Aku, Osara,

Ofuloko and Fulani communities in Adavi and Igalamela-Odolu Local Government Areas of the state. The project, she said, within the last 30 months, had sensitised about one-third of the 1.8 million youths in the state through its radio jingles, peace walks and capacity development programmes. She thanked women, youths and members of the various communities for their cooperation and the willingness to make changes in the economies of their families, the communities, the state and the nation. The state governor, Alhaji Yahaya Bello represented by his Chief of Staff, Chief Edward Onoja, commended ActionAid for the interventions especially the livelihood support programmes. He said that the security situation in the state had greatly improved with government proactive and quick response to the situation making it possible for the state to be secured for the projects to succeed.

The Independent National Electoral Commission (INEC) in Adamawa has fixed Thursday Dec. 20 for governorship candidates peace accord in the state. The INEC Resident Electoral Commissioner (REC) Mr Kasim Gaidam, in the state, made this disclosure to newsmen on Tuesday in Yola. He said the signing of the peace accord was part of the commission’s preparation for credible and acceptable 2019 general elections. “Governorship candidates in the state will sign the peace accord on Dec. 20, 2018. “The peace accord is for peaceful conduct of the 2019 poll under the leadership of the Adamawa Commissioner of Police,” Gaidam said. On the security situation in the northern parts of the state and Madagali Local Government Area in particular, he said the commission had recently conducted registration of Permanent Voter Cards and it was hitch free. He called on eligible voters, who were recently captured in the registration to go to their Local Government INEC offices and collect their PVCs.

Yuletide: Gov Jibrilla orders payment of LGAs staff before Christmas Dan Garba, Yola

Governor Muhammad Umaru Jibirilla has ordered the Adamawa State Ministry for Local Government and Chieftaincy Affairs to pay salaries to Local Government, Primary Health Care and Local Education Authority Staff before Christmas. In a statement by the Commissioner, Adamawa State Ministry for Local Government and Chieftaincy Affairs, Alhaji Mustapha Barkindo Aliyu indicates that the directive by the Governor is in the spirit of Christmas celebration. According to the statement the Governor has also ordered for the immediate payment of the outstanding salaries inherited by the present administration from the previous government of all the sectors in the local government system. He said already the Ministry for Local Government and Chieftancy Affairs have put all necessary measures in place to ensure to ensure strict compliance with the directives of the Governor in offsetting the salary arrears. Alhaji Mustapha Barkindo Aliyu said Primary Health Care Staff are to receive six months arrears of their salaries, while Local Government Staff have four months and workers from the Local Education Authority are to receive one month arrears of their salaries. The Commissioner while wishing the people of the State Happy Christmas in advance also called on Christian to use the period for sober reflection and to pray for the peaceful coexistence in Adamawa to enable government at all levels to continue providing more dividends of democracy to the people.

Order compelling INEC to register PUP still subsists, Court insists Andrew Orolua, Abuja

The Federal High Court sitting in Abuja on Tuesday insisted that its order made on November 8, that compelled the Independent National Electoral Commission (INEC), to register People Unity Party (PUP) still subsists. Justice Binta Nyako affirmed his decision yesterday when INEC came to the Court seeking to set aside the same judgement. PUP had earlier approached the court on September 14 with a motion on notice against INEC as the sole respondent. The grouse of the party was that INEC refused to register it, even after; it has fulfilled all the conditions. In the suit, the political association prayed the court to declare that it has been registered by operation of law. The party also prayed for a declaration that as a registered political party, it is competent to participate in the 2019 general elections. In addition, the plaintiff prayed the court for an order of mandamus compelling INEC to document its registration and that its name should bring included as participating political party in 2019 general elections. When the matter came up in November, INEC was not represented; neither did it send in legal representation.

Gridlock: Lagos Assembly calls for intensive traffic control by LASTMA Alade Tasma, Lagos Following constant gridlock on Lagos State roads, the State House of Assembly has directed Governor Akinwunmi Ambode of the state to order the officials of the Lagos State Traffic Management Authority (LASTMA) and Vehicle Inspection Service (VIS) to intensify traffic control in the state. The Speaker, who raised the matter on the floor of the House at plenary on Tuesday, explained that it was the responsibility and duty of the state government to ensure free flow of traffic in the state. “This is one of the duties of LASTMA. We should call on Governor Akinwunmi Ambode to order the leaders of LASTMA to ensure free flow of traffic in the state. “LASTMA officials should stop the actions of folding arms, while motorists and okada riders do whatever they like on the roads. Any official that fails to perform his or her duty should be sanctioned. We need to take adequate steps on this,” he stated. While sympathizing with the family of a LASMA official who was killed by an officer of the Federal Special Anti-Robbery Squad (FSARS), Joseph Oki at Iyana Ipaja area of the state in November 2018, the Speaker directed the Clerk of the House, Mr. Azeez Sanni to write a condolence letter to the family on behalf of the House. He further directed the House Committee on Transportation to pay a courtesy call on the family of the deceased.

Etim advised all his supporters to embark on voters’ relationship sensitisation which is billed to commence from 19th - 21st December, 2018 with the aim of building voters’ relationship. Etim who empowered about 500 youths at the event will head the training team as well as declare the camps open. He urged voters not to engage in PVC trafficking. He commended the initiatives of BESG particularly the DG, Mike George and Director of Training, Dr Emmanuel Akpan. He assured them of total victory for APC. AIB boss emphasises manpower development Chukwuemeke Iwelunmo The Commissioner in charge of Accident Investigation Bureau AIB Akin Olateru has stressed the need for adequate training of personnel to achieve positive results. Olateru, who spoke to reporters the Oriental Hotels Lagos shortly after winning the aviation best Chief executive of the year at NIGAV 2018, noted that when he came on board barely two years ago, some of the inspectors employed in 2013 were not trained, adding that he ensured that they were trained. I have trained all of them. In processes and procedure, we have done a lot and by next year, we are reviewing regulation, it is ongoing. We have written to the airlines and we will get that done by next year. A lot is coming next year”. On the award as the best Aviation chief executive 2018, Olateru said it was a tough period but he was strong all through. “I thank God for being the first aviation CEO to win this award. It is a landmark achievement for me. It is a very wonderful experience. It has been a tough and 24 months. I have been on this for 23, 24 months but I thank God. Speaking on the forum’s theme ‘Taking cooperation to the digital age’, the Vice President noted in a statement signed by the Senior Special Assistant to the President on Media and Publicity, Office of the Vice President, Laolu Akande, that investments in digital technology can make a significant contribution to growth and development by fostering productivity gains from continuous

innovation. He said, “Given our fast-growing population in Africa, we are, of course, keen to work together to boost the job creation potential of new technologies rather than concentrating on jobs destined to disappear in the digital age. Faster growth, sustainable development, and job creation are also vital for reducing irregular migration from Africa to Europe. In our globalized world, people can see disparities in standards of living across regions quite easily. “We’ll be deploying digital methods and tools on a larger scale to expand learning opportunities for younger Nigerians, as conventional education through brick and mortar institution can no longer be viable given the huge numbers and limited resources. Already, 200,000 out of our 500,000 young graduates in our N-Power scheme have tablet devices, which we use for on-the-job training and further skills acquisition. This experience will guide our efforts as we seek to expand digital literacy at earlier stages of education. “Similarly, our education curriculum is being reworked to emphasize Science, Technology, Engineering, Arts, and Mathematics. The Arts have been included because of the growing recognition of the strengths of our country, especially in the arts, music, film, and literature.” Prof. Osinbajo also highlighted the growth in e-commerce in Nigeria, with references to leading e-commerce platforms that have leveraged on technology to grow their businesses.

Kigali to host IATF 2020 as 1st fair ends in Cairo Mathew Dadiya, Abuja The inaugural Intra-African Trade Fair (IATF 2018) ended in Cairo Tuesday with the Rwandese capital of Kigali being announced as the host of the 2020 event. Former Nigeria President Chief Olusegun Obasanjo, who is also Chairman of the IATF Advisory Council, announced during the closing ceremony in Cairo, Egypt. Obasanjo said that Kigali was selected following a competitive bidding process that took into account a set of criteria and guidelines outlined for IATF hosts. In an acceptance speech, Sheikh Saleh Habimana, the Rwandese Ambassador to Egypt, said that the

selection of Kigali was an honour and privilege for Rwanda. Habiman noted that it was coming after the historic signing of the African Continental Free Trade Area Agreement (AfCFTA) in that city in March. The envoy said, “Rwanda is a country that was reduced to ashes during the genocide 25 years ago,” he said. “Twenty-five years down the road, we are getting ready to receive the continent. It has been said that the trademark of Africa is Ebola, but very soon, the trademark of Africa will be tolerance, peace, and the opening of doors to whoever is in need. The people and Government of Rwanda will ensure that IATF2020 is a stepping stone to assist in intra-African trade. Rwanda will do its best.”

Earlier in his closing remarks, Chief Obasanjo said that the IATF had been a tremendous success and had succeeded in making market information available so that investors, buyers, and sellers know what is available, where and when. He described the AfCFTA as a robust framework that will enhance intra-African trade and remove trade barriers, adding, “This trade fair will also play a huge role in establishing contacts and driving trade development”. Chief Obasanjo urged Africans to believe in Africa and in what Africans can achieve, stating, “There will be challenges, but while standing at a crossroads, we have identified the right road to growing African economies, actualize potential and

fulfil our destiny. Meanwhile, President of Afreximbank, Prof. Benedict Oramah said rather than being an ending, the day marked the beginning of a movement to move Africa forward. He expressed satisfaction at the many successes recorded during the fair, saying, “We’ve shared trade, investment, and marketing information; introduced buyers to sellers and investors to investees; signed trade deals, and exhibitors showed their goods and services.” Oramah commended the African Union for its support to the trade fair and said that it was a reflection of the transformation of that institution from a political organisation into an engine for economic progress in Africa.

IATF 2018 records $32.6bn trade deals Mathew Dadiya, Abuja The inaugural Intra-African Trade Fair (IATF) which ended in Cairo Tuesday has recorded trade deals valued at $32.6 billion. Preliminary figures released on Tuesday by the African Export-Import Bank (Afreximbank) revealed. Afreximbank, which organized the trade fair in collaboration with the African Union and had it hosted by the Government of Egypt, said that the amount represented the value of 100 deals concluded during the fair. According to the bank, the figures might rise as it did not include some bilateral

deals among exhibitors which had not been recorded. The Bank said that the majority of the deals were in sectors of industrialization/ export manufacturing ($6.2 billion); power ($6billion); and financial services ($1.86 billion). Other key sectors included oil and gas; transport and logistics; heavy industry; mining; infrastructure; healthcare; and SME promotion. The preliminary report also showed that there was a total of 1,086 exhibitors at the fair, with 45 countries having country pavilions. Five hundred and eighty-four companies were accommodated in country pavilions while 375 were in private sector

stands. The creative industries had 36 participating exhibitors. In addition to operating country pavilions, Egypt and Nigeria also had special country days which allowed them to enjoy a dedicated day during which they organized special programmes to showcase the business and investment opportunities in their countries. The IATF2018 Conference, which ran alongside the trade fair, featured 42 sessions with 152 speakers. The Virtual Trade Fair platform, which operated during the fair, attracted 700 total registrations, with the rooms being accessed more than 7,000 times and product

information and market resources on the platform accessed or downloaded about 2,000 times. About 300 booths have been built on the platform, which will remain active after the IATF. The creative industries component of IATF2018 featured six workshops and also attracted six mural artists. It also featured eight mini runway shows and an event called “Fashionable Loud” which was a major attraction attended by many visitors. The IATF2018, which ran from 11 to 17 December, was aimed at promoting trade among African countries and at supporting the implementation of the African Continental Free Trade Agreement.

ALTON accuses state governments in telcos failure Ladesope Ladelokun Chairman of the Association of Licensed Telecommunications Companies of Nigeria, (ALTON), Mr. Gbenga Adebayo has accused state governments in Nigeria of deliberately creating a harsh business environment that threatens the survival of telecommunications companies. He said state governments sometimes make laws that will focus only on telecoms companies in form of multiple taxation and multiple regulations, adding that the challenges were so enormous that the number of companies that go down every year was enough to elicit shock. Adebayo disclosed this at the quarterly forum of the Nigeria Information Technology

Reporters Association(NITRA) in Lagos recently with the theme: Achieving Lastmile Connectivity Through Affordable Broadband. Citing Kogi State as an example, Adebayo, who was represented at the event by the Chairman, Technical Committee of ALTON, Mr. Aremu Olajide, said ALTON had to threaten to shut down its operation recently in the state because of somebnoxious laws that target only telecoms companies. Adebayo, however, called for the continuous support of the Nigerian Communication Commission (NCC) to make telecoms companies stay afloat. Joblessness is causing frustration and laziness amongst Nigerian youths – SHUN Unemployment Joy Obakeye The convener of a nongovernmental initiative SHUN UNEMPLOYMENT foundation, Mr. Mayowa Ajibodu has said the rising figures of unemployed Nigerian youths which is at 18.8 per cent, has led to youths become lazy, frustrated and dejected. Ajibodu, in a chat with The Daily Times correspondent, revealed that the foundation has partnered with the Lagos State Ministry of Wealth Creation and Employment to organize a six weeks free vocational training for youths and the unemployed in Lagos state. He also said that within the past 24 months, the foundation has been able to reach out to more than 3000 youths across Nigeria Universities and empowered about 208 youths with some level of vocational training. “The foundation has been able to empower about 208 youths with free vocational skills and give support system to entrepreneurs for startup. Just recently we launched our training center, where youths and graduate can receive free vocational skill. We have also published a book on unemployment. In its December preliminary report, the Office of the Prosecutor of the ICC announced that it would continue to assess the admissibility of the eight potential crimes it had previously identified as having been allegedly committed in Nigeria.” The CACOL boss also said, “Considering our history under the various military regimes in the country and the role International human rights organisations played in curbing abuses and the role they still play till date in ensuring that the military, anywhere in the world, adheres strictly to the rules of engagement even in the heightened state of terror and casualty dealt to our gallant fighting men and women, we advise that military authorities should duly embrace those conventional rules while they must cultivate a good working relationship with cognate organisations, both operational in the country and at the international for a for better understanding of whatever challenges that may crop up in the course of securing the nation against terror or any other threats to nationhood. “This becomes imperative as Nigeria cannot operate in isolation of the global best practices and expect the entire world to continue to play the ostrich under the pretext of ‘territorial integrity,” he said.

Even when I contested for three times and I was denied the ticket I did not leave the party. “I did not get the party ticket because the leadership felt that it was not my time. He continued: “I did not see any problem in the party, there will always be an issue in the house, we have been solving it. I condemned the idea of leaving the party to join another party for any reason.” He noted that there will always be an opportunity to serve, adding that the desire to serve the people must be the driving force in governance and not monetary gain. “Money is not deciding factor in our system. Babajide Sawo-Olu, the gubernatorial candidate of APC, Lagos State was thrown up by the system and we will constantly put our best foot forward for the development of the state,” he said.

Group urges Senate to enact law to take care of the elderly The Asabe Shehu Yar’Adua Foundation (ASYARF) has called on the Nigerian Senate to initiate and pass into law a Bill that will compel the Federal Government to formulate and implement a social trust fund that will take care of aged citizens in the country. The Founder and National President of the Foundation, Dr. (Amb.) Asabe Shehu Yar’Adua made the call in Abuja in a statement she personally signed and which was made available to newsmen on Tuesday. According to the ASYARF President, enacting such a law has become very necessary because “at the moment in the country, elderly people are left uncatered for,

especially when they are not from rich background or have no well-todo children in the society. “The Bill should also make it as a priority to periodically collate and update a database of the aged to take into account the number of elderly people in the country. This can be possible when such Bill is also adopted at the state level. “When passed and signed into law, it will help to reduce the trauma associated with old people,” Asabe Shehu Yar’Adua stated. The foundation has been involved in women and youth’s empowerment, girl child education campaign and enlightenment, particularly at the grassroots levels in Nigeria and other parts of West Africa.

Christmas: Ooni fetes over 1000 indigent pupils in Lagos

UNILAG Medical Centre educates public on causes of sudden death, proffers solution Stories: Esther Taiwo The University of Lagos (UNILAG) Akoka Medical Centre recently educated the institution’s community on the need to have regular check-up in order to detect any ailment or disease early to avoid sudden death. The programme which was the annual health week of the university was aimed at creating awareness among students, lecturers and immediate communities of the institution on the common causes of sudden death. Welcoming participants to the event, the Medical Director of the university, Mrs. Ramota Apampa, said the theme of the health week, ‘Sudden Death: Way Out’ was chosen because the year witnessed a few incidents of sudden death among staff and students and some of these could have been prevented if the victims and people around them were aware of the tell-tale signs. “The medical centre is of the opinion that empowering the community with the knowledge of how to recognise the warning signs will help in averting future occurrences of sudden death in the

community,” she stated. Pointing out other efforts by the centre to stem death in the institution, Apampa said the management of the university approved Basic Emergency Response Training (BERT) for fifty non-medical staff across various departments in the university. The training, according to her, if continued at least quarterly over the next few years will provide a core of first responders to handle emergencies in the various departments thereby saving lives. On drug testing for fresh students in the university, the medical director said in response to management directive and the university’s zero tolerance to drug abuse, the medical centre commenced compulsory drug screening for all fresh university students. “It is hoped that the penalty imposed on students found positive will act as deterrent to drug abuse among students on the University of Lagos campus,” she added. Delivering the lead paper titled: ‘Sudden Death: Way out’, Professor of Cardiology from College of Medicine, University of Lagos (CMUL), Prof. Jane Ajuluchukwu, said education is the only vaccine against sudden death.

She added that knowledge is power for the care giver and the cared for, hence the need to educate and empower people irrespective of their status on basic resuscitation during emergencies. Listing underlying risks such as stress, hypertension, cholesterol, and overweight which leads to sudden death, the expert said though sudden death can affect anybody, it is common among people with age range of 45 and 75 years. On the way forward, Ajuluchukwu said most sudden deaths are totally unexplained or unexpected, hence the need to sought medical care for symptoms that are disregarded or misinterpreted. Also speaking on the topic, ‘Sudden Death and psychiatry’, a consultant psychiatrist, Dr. Emeka Ogbolu, disclosed at the event that drug abuse can be predispose to sudden death especially cocaine, heavy alcohol and stimulants. He therefore urged the university community to join the fight against drug abuse, which according to him, has claimed many lives. “The university management decision on drug testing on students is right but there is the need for people to join the campaign to reduce global suicide caused by wrong use of drug,” he added.

At OBBTI graduation, FG, states urged to pay attention to beauty sector Sam Nzeh

Foremost Beautician, Chief (Dr.) Opral Mason Benson, has called on the federal, states and local governments to pay greater attention to the beauty sector as part of efforts to diversify the nation’s economy. Chief (Dr.) Opral Benson made the call at the 33rd graduation ceremony of the Opral Benson Beauty Training Institute (OBBTI) in Lagos recently. According to her, the beauty sector of the economy has great potentials to create millions of jobs if well harnessed, adding that statistics has shown that by 2021, the beauty industry will be worth over N35 billion. Chief (Dr.) Benson, who is the Honorary Consul, Republic of Liberia and proprietress of OBBTI, stressed that government attention will help reposition the beauty industry for enhanced benefits. Hear her: “I wish to call on Local, state and federal governments to pay attention to the beauty industry as part of their economic diversification.

Various governments should exploit the beauty sector as it has the potential for job creation and revenue generation”. Noting that Nigerians spend a lot on beauty products and service, Chief (Dr.) Opral Benson urged federal and state governments to assist the industry through provision of loans and grants to practitioners to enable them expand their businesses by buying state-of-the-art equipment and other facilities. Turning to beauty entrepreneurs in the country, Chief (Dr.) Opral Benson called on them to come together as a united force at a time the Federal Government is focusing on the non-oil sector to get more revenue, adding that government can do this through collaboration with beauty professionals to bring out an agenda that would reposition the sector. Speaking on the 33rd graduation ceremony of OBBTI, Chief (Dr.) Opral Benson said the institute was established in 1985 to empower youths for professionalism, self-employment, job creation and career development. She disclosed that in its continuous efforts and determination to be the best beauty training institute in the country, the institute which is approved by the

federal and Lagos State governments and accredited as a centre for City & Guilds London for professional examinations in cosmetology and other allied professions, has introduced a new curriculum called MILADY, which is the modern teaching methods for Cosmetology, Esthestics and Hairdressing courses. Chief (Dr.) Opral Benson while pledging that the institute will continue to contribute its quota to national development, disclosed plans to extend the school frontiers beyond Lagos and ensure that more persons are benefit from the trainings offered by the school. She stated that in no distant future, the institute plans to embark on exchange programmes with other overseas beauty institutes and also plan for its students to take overseas tours for interactions with their foreign counterparts. No less than 40 students graduated at the ceremony which saw several dignitaries in attendance including two royal fathers who represented His Imperial Majesty, Oba Adeyeye Babatunde Enitan Ogunwusi, Ojaja II, the Ooni of Ife, and Mrs. Omolara Erogbogbo, Executive Secretary, Lagos State Technical Vocational Education (LASTVEB) among others.

His Imperial Majesty, the Ooni of Ife, Oba Adeyeye Enitan Ogunwusi, has once again demonstrated his commitment to put smiles on the faces of less privileged children in the society as he organised Christmas party for over 1000 of them in Lagos. The monarch through his Pet project, Hopes Alive Initiatives (HAI), which commenced operation in December 2017 as a social advocacy platform to alleviate the economic, cultural and environmental challenges of reducing the impact on the global society has put smiles on the faces of many indigent children in this year alone. It would be recalled that Ooni recently visited the largest Internally Displaced Persons (IDP) in Wassa, Abuja which hosts over 5,000 persons where he donated drugs and erected football pitch to promote social activities among the refugees displaced by Boko Haram insurgency. This was shortly after he donated a vocational centre to some destitute in Umuahia, Abia State barely two weeks after his donation of a new home to an orphanage in Ibadan, Oyo State. Speaking at the Christmas programme which had over 1000 children present from across 20 schools in Lagos, the Deputy Convener and Chief Executive of HAI, Princess Temitope Adesegun, said it is the role of the initiative to put permanent smiles on the faces of these set of people especially at this season of love. “That is what we stand for, that is what gives his Imperial Majesty joy, to give them a new beginning, a sense of belonging, not temporarily but a long lasting memory that will change their entire sense of bearing, that will change their orientation, that will change their true essence and they will believe indeed and in truth they can actually live a well and beautiful life,” Adesegun said. Saying in the one year of existence of the initiative they have done incredibly well, she stressed the organisation’s visit to the IDP camp in Abuja, orphanage homes and several other programmes within the year. “I can site example here and that was when we went to Olakemi Orphanage Home. She practically had her kids in a slum and so what we did was to give them a new beginning. “We relocated them from that slum to a new well-furnished and equipped apartment and with this we put a permanent smile on their faces and all the days of their lives they will remember what God and his imperial majesty has done for them,” she disclosed. Thanking the convener, the Ooni of Ife, Oba Adeyeye Enitan Ogunwusi, Adedegun said it is overwhelming what the convener is doing because “for someone to be selfless that all what he thinks of was to make people happy. “It’s indeed a huge sacrifice. The great Ooni of Ife, Oba Adeyeye, Ojaja the second, I salute you and I say thank you so much for your tremendous love. It’s unique, the kind of love you have is likened to the love of God for the church and God will continue to bless you”. On feedback in the last one year, the Deputy Convener said people they have supported are doing well and calling to say they love the convener and “of course, we have people supporting him and that is why we are calling on corporate bodies and individuals to support us. “The reason why God created you as privileged person is not just for you to be relax and excited, it’s for you to be impactful, it’s for you to bless people out there,” she added. On message for the season, she said the season is all about love and there is no way you love anyone without given because “the Bible says for God so love the world that he gave us His beloved son, so we should extend our hand of love to fellow human.” The Head Operations of the organisation, Mr. Chidi Amos, explained that the ultimate aim of Hopes Alive Initiative is to give hope to the hopeless and “of course we support good intention most especially ones that have to do with children”. The cross section of the children at the fanfare thanked the organisation for organising the programme especially during this season of love.

NFF emergency committee says ‘Super 8’ must hold

The Nigeria Football Federation Emergency Committee has announced that the Super 8 Tournament of the NNL to produce four teams that will join the twenty NPFL teams for the 2018/2019 Season must go on after a lengthy meeting over the weekend. The meeting was attended by of all the stakeholders of the NFF, the LMC, the NPFL Clubs, the NNL and NNL Clubs and it’s believed that the NNL was directed to stage its statutory Super 8 to produce the four teams for NPFL. “I am imploring the various Club Owners and other investors, promoters and facilitators, as well as the administrators of the two Leagues, to see the current situation as a consequence of the special circumstances that we found ourselves and consider the

best interest of Nigerian Football. “Nobody foresaw these special circumstances. Yet, it is only by obeying the rules and regulations, and being guided by global best practice, that we can move forward. Nigerian Football is operating within the international football community, and not an oasis in any desert. The NFF Emergency Committee endorses the resolution of the expanded meeting that the best eight teams in the NNL should contest the Super 8 Tournament, from which the best four teams will be promoted to the Nigeria Professional Football League for the 2018/2019 Season.” Pinnick said. Pinnick stressed further that the decision to accept the NPFL proposal of 30th August 2018 to bring an end to the League with fourteen matches remaining, is to allowed

Gernot Rohr: Super Eagles AFCON program already with NFF Super Eagles manager Gernot Rohr has revealed that a lot has changed from the 2019 AFCON preparation program he submitted to the NFF due to CAF’s decision to strip Cameroon off the hosting right. Nigeria qualified for the tournament for the first time in three editions after playing out a 1-1 draw with South Africa in Johannesburg back in November. But the Confederation of African Football (CAF) has already decided to seek a new host nation for the 24 team tournament which slated for June/July next year,although bid from Egypt and South Africa was confirmed over the weekend. However, the Franco-German Coach has disclosed that his program for the tournament has been affected by the

decision, as he has to wait for the African football governing body to announce the new host to determine where the Super Eagles will be camping. “Our program has been submitted like I told you. Waiting also for the CAF decision about the host country of African Cup of Nations.” The former Gabon gaffer confirmed that program for the tournament has been submitted since the qualifications for the tournament was confirmed in November. “I have already submitted the match reports for the Eagles’ last two matches against South Africa and Uganda. They are very important going forward in Eagles preparation for next year’s AFCON”, Rohr added.

Super Falcons face Belgium, Austria, Slovakia in Cyprus Cup Manchester United appoint new World Cup-bound Super Falcons Manager after Mourinho’s sack have been drawn against Belgium, Austria and Slovakia in the Cyprus Cup in February. The tournament will be played between February 25 and March 7. The Falcons will use the competition to prepare for the 2019 FIFA Women’s World Cup, where they are drawn against hosts France, Norway and Korea Republic. Belgium are ranked 25th in the world by FIFA, Austria are 23rd, while Slovakia are 45th and six places behind nine-time African champions. The Red Flames of Belgium will be the Falcons biggest threat after they finished fifth in the annual Cyprus Cup.

Solomon Dalung: Why we gave Edo hosting right of 2020 national sports festival

The Minister of Youth and Sports Development Barrister Solomon Dalung has explained why the Ministry gave the hosting right for the next National Sports Festival to Edo state. Dalung, who gave the explanation in an exclusive interview, said he did not want a repetition of what happened after the hosting of the 2012 festival in Lagos. “The hosting right was given to Cross River state when they were going into the 2015 election year. The Governor of the state acquired the hosting right which he handed over to a new governor who didn’t consider the right to be as important as the man who got it. “I needed to ensure that what happened to the 19th edition whereby it was postponed for 6 years didn’t happen again. I decided that the

next National Sports Festival will go to a state where there will be no elections in 2019. “If you give the hosting rights to a governor who will hold elections in 2019, he will collect it and go to campaign, so nothing will happen until after the election. If he wins or loses, the process of inspection, infrastructural update and regular meetings by the Council of Sports will be put on hold until after elections. Barrister Dalung also debunked allegations that the hosting right was given to Edo State based on sentiments. “If the selection was based on political sentiments, I would have given it to Gov. El Rufai of Kaduna state but he has elections in 2019 just like Gov. Okowa. If it was an APC agenda, I would have given it to Gov Rochas Okorocha but he is a terminal governor. He may collect the hosting rights and the in-

coming governor may not be interested in it so I decided that the state that will get the rights will have no election in 2019 so that he can concentrate on the National Sports Festival including budgeting for it”, Dalung said. Meanwhil, Edo State governor, Mr Godwin Nogheghase Obaseki, has assured Nigerian sportsmen and women of his state commitment of hosting a world class National Sports Festival comparable to any of its type in the world in 2020. The governor assurance while accepting the hosting right granted to Edo State to organised the 20th National sports Festival (NSF) by the federal government through the Ministry of Youth and Sports. He said his administration will work closely with the Ministry of Youth and Sports to ensure a successful hosting of the events in 2020.

Former Manchester United midfielder, Michael Carrick has been appointed to takeover as caretaker boss at the club. This is following the sack of Jose Mourinho on Tuesday. The club slumped to a 3-1 defeat at arch-rivals Liverpool on Sunday and left them a whopping 19 points adrift of the Premier League table toppers. Reports emerging from Old Trafford said that the club has appointed Carrick as caretaker boss until a permanent replacement is made. The 37-year-old former England international resigned from playing football last summer, and despite being just a matter of months into his new role at United, has

made himself popular with the club’s players, who enjoy a good rapport with their former teammate. A former Real Madrid boss Zinedine Zidane and Mauricio Pochettino are leading candidates to take the position permanently. United would to pay Mourinho, who was sacked on Tuesday after a 3-1 loss to Liverpool, a staggering £24million in compensation. A source at Old Trafford told Sky Sport, “Michael Carrick will be acting as interim manager of Manchester United until a new temporary manager is appointed – an external appointment is expected within 48 hours. Carrick and Kieran McKenna will continue to take training in the meantime. “
