trial on the six count charge before the Code of Conduct Tribunal (CCT). The prosecution team who opened his case on Monday with its 1st witness, James Akpalla, a Senior Investigative Officer with the Code of Conduct Bureau (CCB), told the tribunal that the report of the investigation team was submitted at 2.45 pm on 11 January 2019 after the charge had been filed by the Federal Government. He tendered six separate exhibits including Justice Onnoghen’s 2014 and 2016 assets declaration forms. The tribunal admitted the six exhibits including Justice Onnoghen confessional statement, Onnoghen’s Standard Chartered Bank opening account, the petition written by Anti -Corruption and Research Data Initiative owned by Dennis Gannya, the two asset declaration forms and a document from the Standard Chartered Bank. However, when the documents were shown to the defendant, Onnoghen through his counsel, Chief Adegboyega Awomolo (SAN) after a careful look at the documents he observed that they have been tampered with.

According to him, the 2014 form has become “loose, part of it mutilated and has become blue in a way.” Awomolo made a similar observation on Justice Onnoghen 2016 asset declaration form which he said have some duplications and omission of some pages. “We have some reservation on the documents, we will not object in the interest of justice but we have reservations that would be addressed at the end of the day”, the senior lawyer stated. However, Awomolo (SAN) at a point objected to the admissibility of the documents from the bank on the ground that the witness was not the maker of the exhibits. The tribunal in its ruling admitted the six exhibits and marked accordingly after the Chairman of the tribunal overruled the objection in the interest of justice. In his testimony, and led in evidence in chief, by Aliyu Umar (SAN), the witness, Mr. Akpalla, stated that upon the receipt of a petition, the Code of Conduct Tribunal constitute a three- man team to investigate the petition.

The team visited Justice Onnoghen at his office at the Supreme Court on January 10, 2019 and obtained a written statement from him. It also wrote the Standard Chartered bank where it obtained the bank opening documents and bank statement. According to the witness in 2014, Justice Onnoghen had declared two bank accounts but when he was made the Chief Justice of Nigeria in 2016, he declared two Union Bank accounts and left his five standard Chartered Bank accounts undeclared. Under cross examination by Awomolo, SAN, the witness, Akpalla admitted that the investigation team submitted its report at about 2.45pm when the Federal Government had filed the charge against CJN Onnoghen at the tribunal. “My lord I cannot answer the question whether am surprised that the charge was filed before we submitted our report,” the witness told the tribunal. Meanwhile, the tribunal has issued a summon to the Standard Chartered Bank Limited to produce Onnoghen’s account officer, Ifeoma Ukagbue, at the tribunal on Thursday, March 21 to give evidence on behalf of prosecution.

US flays FG, state agents over unlawful killings Doosuur Iwambe, Abuja The United States has accused the Federal Government of Nigeria and it agents of committing “arbitrary and unlawful killings.” The US in its “2018 Country Reports on Human Rights Practices”, available on the Department of State website, alleged that the government had breached some human rights laws. The report which took a look at Nigeria’s human rights record listed the human rights issues to include unlawful and arbitrary killings by both government and non-state actors; forced disappearances by both government and non-state actors; torture by both government and nonstate actors and prolonged arbitrary detention in lifethreatening conditions particularly in government detention facilities. Other issues listed by the report include harsh and life-

threatening prison conditions including civilian detentions in military facilities, often based on flimsy or no evidence; infringement on citizens’ privacy rights; criminal libel; substantial interference with the rights of peaceful assembly and freedom of association. The report also revealed several reports where the government or its agents committed arbitrary and unlawful killings. “The national police, army, and other security services used lethal and excessive force to disperse protesters and apprehend criminals and suspects and committed other extrajudicial killings. Authorities generally did not hold police, military, or other security force personnel accountable for the use of excessive or deadly force or for the deaths of persons in custody. State and federal panels of inquiry investigating suspicious deaths generally did not make their findings

public. “In August 2017, the acting president convened a civilianled presidential investigative panel to review compliance of the armed forces with human rights obligations and rules of engagement, and the panel submitted its findings in February. As of November, no portions of the report had been made public,” the report stated. The report, however, added that the government took steps to “Investigate alleged abuses but fewer steps to prosecute officials who committed violations, whether in the security forces or elsewhere in the government. Impunity remained widespread at all levels of government. The government did not adequately investigate or prosecute most of the major outstanding allegations of human rights violations by the security forces or the majority of cases of police or military extortion or other abuse of power.”

Presidential poll result: PDP, Atiku drag Buhari to tribunal Andrew Orolua, Abuja

The Peoples Democratic Party (PDP) and its presidential candidate, Alhaji Atiku Abubakar, on Monday, filed an election petition at the Presidential Election Petition Tribunal Abuja, praying it to declare Atiku as the winner of the February 23, 2019 presidential election. The petitioners also prayed the tribunal to disqualify the All Progressives Congress presidential candidate, Muhammadu Buhari, the declare winner of the election as unqualified. Joined as respondents to the petition are the All Progressives Congress (APC), President Muhammadu Buhari and the Independent National Electoral Commission (INEC) who are the 1st, 2nd and 3rd respondent respectively.

Speaking after the petition was filed at the Court of Appeal registrar on Monday, at about 7pm, the National Legal Adviser of the PDP, Emmanuel Enoidem, said that the petitioners have asked for two major reliefs. One, a declaration that Alhaji Atiku Abubakar, the Presidential Candidate of the PDP for the February 23, 2019 presidential election was the winner of that poll. Second, and alternatively, a declaratory reliefs that the February 23, 2019 presidential election was marred by wide spread irregularities therefore it should be cancelled. The party also prayed the tribunal for declaration that President Buhari who the Independent National Electoral Commission (INEC) declared the winner of the said election was not qualified. Enoidem said that the

party has assembled over 400 witnesses to testify in favour of the petition during the trial. He said that despite the denial of access by the Independent National Electoral Commission (INEC) to the election materials the party had gathered all relevant materials from agents across the country for the trial. Also speaking on the same issue, Chief Mike Ozekhome (SAN), confirmed they have filed the petition although they have up till tomorrow as the deadline. “We have been having challenges accessing the materials the Tribunal approved for the party to inspect at the Electoral Commission. “Our petition is strong, solid and unassailable, we believe that the true owner of the people’s mandate will be returned by the tribunal,” the senior lawyer added.

Buhari doesn’t need NJC’s approval to appoint me - Ag. CJN The acting Chief Justice of Nigeria (CJN), Justice Tanko Muhammad, has insisted that President Muhammadu Buhari does not need the permission of the National Judicial Council (NJC) to appoint him as the acting CJN. Muhammad made the claim in response to a query given to him by the NJC, the body constitutionally empowered to recommend the appointment of chief justices and heads of courts. A group, Centre for Justice and Peace Initiative, had written a petition to the NJC, asking the council to remove Muhammad as a justice of the Supreme Court for allowing himself to be sworn in by the President without recourse to the NJC. In his response to the query, Justice Muhammad said the NJC ought to be consulted only when a substantive CJN is being appointed or reappointed, adding that Justice Walter Onnoghen remained the substantive CJN but was only suspended. The acting CJN said if the Appeal Court or the Code of Conduct Tribunal (CCT) reversed Onnoghen’s suspension, he would immediately step aside and return to his former position as a justice of the Supreme Court. “In my respectful view, the

National Judicial Council has no role to play in the appointment of an acting Chief Justice of Nigeria in the first instance, that is to say on first appointment. The council comes in where the appointment as the acting CJN is to be renewed or extended. I humbly refer to Section 231(4) of the 1999 Constitution,” he said. “It was for the larger interest of the judiciary and the constitutionality that I accepted to be sworn in as acting CJN with the conviction that if the order of January 23, 2019 is eventually set aside, the status quo would be restored. “But before it is set aside, there should be no vacuum in the office of the CJN and the chairman of the NJC,” he added. Recalling how he was sworn in by the President, Muhammad said he was summoned to the Presidential Villa by Buhari and shown the certified true copy of a motion ex parte granted by the CCT and signed by its Chairman, Danladi Umar. He said: “On January 25, 2019, I was summoned to the Aso Villa at the instance of the President. Prior to the summons, I was not aware of the fact that the Code of Conduct Tribunal made any order on January 23, 2019. “Furthermore, beyond what I read in the newspapers and watched on the television just

like any other Nigerian, I was not privileged to see any of the processes filed by the parties before the tribunal. Hence, I could not really appreciate the merit or demerit of divergent positions. “On the 25th day of January, the President swore me in as the acing CJN and not as the substantive CJN. Justice Walter Onnoghen remains the CJN until he is removed from office in accordance with the provision of the constitution. He is only suspended.” He, however, said he had nothing to do with the speech delivered by the President wherein the latter accused Onnoghen of frustrating his anticorruption war. Muhammad also admitted that he was a member of the NJC panel that removed Justice Obisike Orji of the Abia State High Court for accepting to be sworn in as chief judge by the Abia State Government without a recommendation of the NJC but said his own case was different because he was only appointed as an acting CJN. Muhammad further stated that the substantive head of the judiciary had been suspended by a valid court order which made it right for him to take over in acting capacity and therefore appealed to the NJC to dismiss the petition written against him.

FIRS arraigns Coys, 3 others over tax evasion, assault on revenue staff Joseph Inokotong, Abuja

The Federal Inland Revenue Service (FIRS), on Monday, arraigned Fortless Global Concept Limited and Everyday Wine Shop and their representatives at the Federal High Court, Abuja on alleged tax evasion, obstruction of official duty and attack on staff of the FIRS on duty among other charges. In the Charge No: FHC/ABJ/ CR/48/2019, between the Federal Government of Nigeria (Complainant) and Fortless Global Concept Limited (also known as Fortless Supermarket and Stores and Chukwu Ejike (Defendants), the FIRS preferred a six-count charge bordering on tax evasion and assault on FIRS staff on duty on the defendants pursuant to Section 174 (1) of the Constitution of the Federal Republic of Nigeria 1999 (As Amended) and Section 47 of the FIRS Establishment Act No: 13, 2007. Similarly, in the Charge No: FHC/ ABJ/CR/47/2019, between the Federal Government of Nigeria (Complainant) and Everyday Wine Shop (also known as Everyday Wine Shop &Bar), Mbah Sunday and Epkeha Peter (Defendants), the FIRS preferred a six-count charge also bordering on tax evasion and assault on FIRS staff on duty on the defendants pursuant to Section 174 (1) of the Constitution of the Federal Republic of Nigeria 1999 (As Amended) and Section 47 of the FIRS Establishment Act No: 13, 2007. Representatives of the two companies who are currently on administrative bail: Mbah Sunday and Epkeha Peter for Everyday Wine Shop and Chukwu Ejike for Fortless Global Concept, pleaded not guilty to the charges. Justice Taiwo O. Taiwo of the Federal High Court 10, Abuja granted the application of the leader of FIRS prosecution counsel, James Binang and scheduled March 21, 2019 for the FIRS to prove the charges against the defendants. Following undertaking by the counsels of the defendants (Sanya Amos for Everyday Wine Shop and M. A Ejeh

for Fortless Global Concept Limited), the Court also granted that the counsels should to bring the defendants to Court on March 21st, 2019 for further hearing. Binang said FIRS took the measures to prosecute the defendants to serve as a deterrent for other people who would want to evade taxes or tow the ignoble route of preventing tax officers from carrying out their official responsibilities. “We cannot allow this to continue. Our staff were assaulted and their dresses torn. The FIRS wants to prosecute these cases to their logical conclusions to send signals to other people who would want to commit similar offences”, Binang told the Court. Charges against Everyday Wine Shop are similar with the charges against Fortless Global Concept Limited. Some of the charges against Everyday Wine Shop are: “That you, Everyday Wine Shop (aka Everyday Wine Shop and Bar) 2. Mbah Sunday and 3. Epkeha Peter on or about the 24th day of January 2019 at the Federal Housing Estate, Lugbe, Abuja, within the Jurisdiction of this Honourable Court, being obliged to deduct and remit Value Added Tax (VAT) in the course of your business, conspired amongst yourselves to participate in Tax Evasion; and you thereby committed an offence punishable under Section 49(1) and (2) of the Federal Inland Revenue Service (Establishment) Act, No: 13, 2007. “That you, Everyday Wine Shop (aka Everyday Wine Shop and Bar) 2. Mbah Sunday and 3. Epkeha Peter on or about the 24th day of January 2019 at the Federal Housing Estate, Lugbe, Abuja, within the Jurisdiction of this Honourable Court, being taxable persons conspired amongst yourselves to obstruct and assault authorised officers of the Federal Inland Revenue Service (FIRS) in the course of the performance of their official functions; of pasting Value Added Tax (VAT) Non-Compliance Notice on business premises of persons and individuals adjudged by the Service to be Non Tax Compliant; and you thereby committed an offence contrary to Section 49(1) and (2) of the Federal Inland Revenue Service (Establishment) Act, No: 13, 2007.

Bauchi State governor, Mohammed Abubakar, has said that he would sue the Independent National Electoral Commission (INEC) for its decision to resume collation of results in Tafawa Balewa Local Government Area of the state having declared the poll inconclusive initially. Governor Abubakar, apparently uncertain of what might be the outcome of the electoral umpire as collation of results resume today (Tuesday), has however threatened to initiate legal actions against the Commission. Speaking with State House correspondents on Monday after a brief meeting with President Muhammadu Buhari at the Presidential Villa, Abuja, Governor Abubakar described INEC’s decision as illegal. The embattled governor was at the Villa on Friday, last week where he met with Vice President, Yemi Osinbajo behind closed doors. While criticising INEC, he alleged that it was an attempt to reverse itself having previously taken a decision to hold supplementary elections in the state. Recall that the All Progressives Congress (APC) had rejected INEC’s decision to resume collation of results in Rivers and Bauchi states ahead of supplementary elections declared in six states. INEC had fixed March 23 for supplementary elections after declaring the governorship elections in

six states “inconclusive”. The states are Bauchi, Benue, Kano, Sokoto, Adamawa and Plateau. The governorship and House of Assembly elections in Rivers State were suspended due to violence. However, INEC later said it would allow the collation of results in contentious Tafawa Balewa Local Government Area of Bauchi State instead of conducting a fresh election. It also resolved to resume collation of results in Rivers State. But fielding questions from State House Correspondents after meeting with the President, Abubakar said: “I came to brief Mr. President about the situation in my state. “I briefed him on the issues surrounding the inconclusive elections. The Returning Officer for Bauchi State at the end of collation rejected the result of Tafawa Balewa local government and then 36 other units spread around 15 local governments of Bauchi State and ordered a rerun. “Surprisingly, we woke up one morning and INEC came up with a procedure that is not known to law. Because, where a Returning Officer has declared the result, only an election petition tribunal can reverse the result. “But INEC is attempting to reverse itself in the case of Bauchi. And when one juxtaposes that of Bauchi and other states with inconclusive elections, one wonders why that is happening only in Bauchi State. “So, for that reason there is a need for me to come and briefed Mr. President

Gov Abubakar because that has the potential of touching on the security of the state and it is our paramount duty to secure the state.” When asked if INEC’s decision was extra-legal, the Bauchi governor responded: “of course, it is definitely extralegal. It is a straight forward matter. The returning officer is the final arbiter even with respect to scores and declaration of result. “And once he makes a declaration, no power can reverse that declaration except duly constituted court of the land.” When asked what was his mission to the presidency, considering the fact that INEC was an independent institution, the governor, said, “No, no, no. I said I came to brief Mr President, I am not seeking any action of Mr President. We all know Mr President, he is a stickler for procedure. “What I pointedly told him was that I am not here to seek for you to interfere on our behalf, Sir, but to brief you on what is happening and what actions I have

taken. “One of which is that I am a lawyer and I am pursuing the legal angle. I briefed him and he emphasised on that legal angle, that it is the best way to go.” Also asked if Vice President Osinbajo’s handling of the matter when he visited last week, did not go down well with him, hence his decision to seek audience with the President, he responded, saying, “No, no, no. There are procedures in these matters and levels of authority. I am a stickler for procedure, I started at the right place and I have also ended up at the right place.” On the security of the state, the governor said: “We are on top of the situation, thank God. We have since ordered the ban on processions in the metropolis and things are very very calm.” Asked if he was prepared for the supplementary elections, Abubakar said: “If they are going to do it now, we are ready. I don’t know who is afraid of anyone in Tafawa Balewa.”

ILO partners Mastercard to create new, improved youth labour database Ukpono Ukpong, Abuja

In a bid to create an inclusive set of indicators on the labour market situation for people in the 15-29 age group, the International Labour Organisation (ILO) in partnership with Mastercard Foundation have unveiled a project that will provide a comprehensive national-level data on youth in the sector, including indicators on the transition from school to work. In a statement made available to The Daily Times, the project which is to last for a one-year period, will serve as a central repository of international youth labour statistics. According to the statement, during the one-year project,

Mastercard Foundation will support the ILO in creating a new, regularly updated database, called YouthSTATS. The database was first produced by the ILO as part of its partnership with the Mastercard Foundation ‘Work4Youth‘ Project that concluded in 2014. The ILO houses the world’s largest stock of labour force survey microdatasets, which include individual and household level information that is used to produce official national statistics. The statement noted that in recent years, the ILO’s Department of Statistics has invested considerable resources to collect more than 9,000 national labour force survey microdatasets from more than 140 countries worldwide.

It also disclosed that ILO experts systematically process these national microdatasets to obtain new, harmonized datasets that are then added to the ILO’s Harmonized Microdata collection. The ILO’s Data Production and Analysis Unit, Steven Kapsos, in his opinion said the process will ensure that consistent definitions and international statistical standards are applied throughout the collection, thereby enhancing international comparability and facilitating cross-country analysis. “A key advantage of basing YouthSTATS indicators on the ILO’s microdata collection is that this will facilitate the sustainable production of disaggregated data – by age, sex, economic

industry, formal and informal sectors, occupation, level of educational attainment, and other pertinent variables. The disaggregated data, in turn, will provide insights on challenges faced by specific population groups” said Steven Kapsos. Similarly, the Director of Strategy and Learning at the Mastercard Foundation, Lindsay Wallace, said “The pioneering School-toWork Transition surveys showed the importance of understanding, in detail, what this pivotal period looks like for young people around the world. “We are pleased that the ILO will be able to make this information available on an ongoing basis for global, regional, and national decision-makers.”

recall that ahead of the Presidential and National Assembly elections, President Buhari had promised to allow for a free, fair, transparent and credible process, only for his Presidency and party, the APC, to engage in downright manipulations at INEC, deployment of military and thugs to intimidate and suppress voters, as well as outright alteration of results delivered from the polling units. “President Buhari cannot exonerate himself of the harm inflicted on our polity by the deployment of soldiers in the 2019 general elections, as nobody deploys the military except the President and Commander-in-Chief. “Now that President Buhari, in his official capacity, has come out to state that he will not intervene in the March 23 Supplementary election, we ask, is Mr. President assuring Nigerians that any ‘soldier’ seen directly involving in the rerun election is fake and should be treated as such?”, he said. The PDP charged the military to note the import of the statement by the Presidency and steer clear of the supplementary elections. The party also cautioned INEC officials to note that Nigerians are very eager about the outcome of the governorship supplementary elections, given that the PDP is already leading in these states. “Nigerians are not ready to accept any results that do not reflect the reality of our victory, which is already known to all,” the PDP stated.

Court grants EFCC leave to amend Short News APC members accuse guber candidate charges against Babachir of alleged fraud, anti-party activities Doosuur Iwambe, Abuja

Justice Jude Okeke of the High Court of the Federal Capital Territory sitting in Maitama on Monday granted leave to the Economic and Financial Crimes Commission (EFCC) to amend the charge in the trial of former Secretary to the Government of the Federation (SGF), Babachir Lawal and three others, over alleged N544 million fraud. The court granted the leave after an application was made by EFCC counsel, Mr. Ufom Uket to add the company, Josmon Technologies Limited, in count 6, 9 and 10. The former SGF was arraigned on Feb. 12 alongside Hamidu Lawal, a director in his company, Sulaiman Abubakar, staff in the company and Apeh Monday, managing director Josmon Technologies Limited and Rholavision Engineering Limited. Also, the judge granted the prayers of the defense counsel and ordered that the defendants continue in the existing bail conditions. In addition, he said since the defense counsel complained of the effects of the prosecution amending the charge he

would grant an adjournment. Justice Okeke further adjourned until April 11 for commencement of trial. Earlier, Chief Akin Olujimi (SAN) counsel for Lawal, said he was not opposing the application. He said the prosecution ought to have filed a fresh charge and further said that the amendment would affect the commencement of trial. Mr. D.N Idoko, counsel for the second and third defendants, and Mr. Ocholi Okutekpa for the fourth and sixth defendants as well as Mr.

Mercel Oru for the fifth defendant all aligned with Olujimi. All the defense counsel also prayed the court to allow the defendants continue to enjoy the existing bail conditions after they took their plea on the amended charge. Our reporter recalls that the EFCC dragged the accused persons to court on a 10-count charge bordering on conspiracy and unlawful award of contract to companies Lawal had interest in at the sum of N544 million.

PSC denies screening of applicants for police recruitment The Police Service Commission (PSC) says it has yet to commence the screening of applicants who applied for recruitment into the police force. The commission received 315, 032 applications at the close of the portal on Jan. 11 for an advertised 10, 000 vacancies. President Muhammadu Buhari recently approved the recruitment of police constables to beef-up the strength of the force. A statement by the commission’s Head, Press and Public Relations,

Mr. Ikechukwu Ani, on Monday in Abuja, disclosed that the commission has not invited applicants for screening. He added that the commission was surprised to note that some applicants besieged the state commands of the police for screening. “The commission will soon notify shortlisted applicants of a date for the commencement of the exercise. Applicants are hereby advised to ignore any statement on this as it did not originate from the commission,” he said.

Court sacks Delta APC exco, voids Ogboru, Omo-Agege candidacy The electoral victory of Senator Ovie Omo -Agege in the February 23 Presidential and National Assembly elections might be short lived as the Federal High Court sitting in Asaba on Monday sacked the Jones Erue-led executive committee of the All Progressive Congress (APC) in Delta state. By the pronouncement of the court, Chief Great Ogboru also has his candidacy as the state governorship candidate of the APC in the March 9 governorship election voided. Senator Omo- Agege was re-elected as Senator representing Delta Central Senatorial District. Justice Toyin Adegoke, who presided over the court session in a two-hour judgment, upheld the Cyril Ogodo-led Delta APC faction in the state, declaring the executive committee as duly elected. Justice Adegoke further held that all actions purportedly taken by the Erue-led executive were null and void, thereby nullifying the candidacy of the candidates who emerged from the primaries conducted by the Erue-led executives. According to Rowland Ekpe, the counsel to the

Cyril Ogodo executive committee, the re-election of Senator Omo-Agege, representing Delta Central and other candidates in the just-concluded elections, is now null and void following the judgment since they all emerged from the primaries conducted by the Erue-led executives. “The primaries conducted by Mefor Progress, those names are the authentic names,” Mr Ekpe stressed. Other candidates affected by the judgment, include the senatorial candidate for Delta South Senatorial District and immediate past Governor of the state, Dr. Emmanuel Uduaghan among others. Meanwhile, Mr. Okubo Nwachukwu, counsel to the Erue-led executive said they would review the court’s judgment, noting that they would appeal the verdict as passed by Justice Adegoke. “We will look at the judgment and see what we are going to do. But hopefully, we are going to appeal against the judgment. I am very certain that the appeal will be favourable,” Nwachukwu stated.

Sanwo-Olu promises to end building collapse in Lagos Mathew Dadiya, Abuja Lagos state Govrrnor-elect, Babajide Sanwo-Olu, has vowed to implement urban renewal programmes that would put a stop to the frequent collapse of buildings in the state. While admitting that urban renewal policy has always posed a challenge for successive governments in the state, the governor-elect said that he would approach the programme with a human face, by earning the trust of the people, rather than clamping down on their properties. Sanwo-Olu said this on Monday after paying a congratulatory visit to President Muhammadu Buhari at the State House, Abuja, in company of his deputy, Dr. Femi Hamzat. While reacting to the recent school building collapsed on Lagos Island, the governor -elect acknowledged that many of the buildings in the state were now obsolete, especially as most of them were constructed when the state was a British colony. He noted that his first approach to tackling the

problem would be to do proper enumeration of buildings in the state, while entering into agreement with the property owners. The governor-elect said: “The recent building collapse is an unfortunate incident; even when I was serving in government, I used to be the vice chairman on issues that had to do with building collapse. It was about 10 years ago, which is what led to us creating an agency called Lagos state Building Control Agency (LASBCA). It was meant to begin to identify structures well ahead before issues like this begin to happen. “But, it’s an unfortunate thing, extremely very unfortunate and it also means that we expect it would happen again. So imagine if the current government had started very quickly the integrity testing of the properties in the state. You know Lagos is a part of the old colony of Lagos, so you will expect to see houses that are over a century old and in those numbers, we need to be sincere to ourselves and we need to be real. “Lagos truly really needs regeneration, especially Lagos Island and that was part of the things we promised on the campaign train.

Charles Onyekwere, Abakaliki Candidates of the All Progressives Congress (APC) in the just conducted 2019 general elections have called on the national leadership of the party to probe the Ebonyi state governorship candidate of the party, Senator Sonni Ogbuoji over alleged diversion of campaign funds and for anti-party activities. Mazi Ogbonnia Onu, a House of Representatives candidate for Ohaozara/ Onicha/Ivo Federal Constituency who spoke on behalf of others, described Senator Ogbuoji as the “killer of APC” in Ebonyi due to his alleged nonchalant attitude and failure to mobilize members of the party for the elections in the state. According to him, the diversion of funds made it difficult for the mobilization of APC members in the state that caused the cataclysmic defeat of the party in the state. They alleged that the failure of APC in the state during the presidential and other elections was because Ogbuoji never mobilized or campaigned sufficiently for votes as he abandoned his campaign and supporters before the elections. The aggrieved candidates noted that the senator only stayed in Abuja and appeared around 6:30pm on the eve of the governorship election, claiming that the Presidency had directed INEC to declare him winner. Onu accused Ogbuoji for substituting validly elected candidates with his cronies who later defected to the PDP on the eve of the governorship election which indicated his romance with the PDP in the state. “During the primaries, Ogbuoji was not a popular candidate for the governorship seat, but he circumvented the process which caused infractions between party leaders and other aspirants. Ogbuoji also shortchanged all popular candidates that won their primaries in the state. “Most worrisome is the fact that some of his cronies that he used to replace the validly elected candidates of the party decamped to the PDP on the eve of the governorship election. This posits that Ogbuoji is a mole in our great party, the APC,” he added.

Target points for Buhari’s second term

“TO whom much is given, much is expected” is a universal maxim. The Bible in the third of the four canonical gospels; Luke 12:48 affirmed it. By Section 130 (1) and (2) of the 1999 Constitution of the Federal Republic of Nigeria as amended, which established the office of President, the first mandate given to President Muhammadu Buhari in 2015 expires on 29 May, 2019. Since Section 135 (1); “Subject to the provisions of this Constitution, a person shall hold the office of President until – (a) when his successor in office takes the oath of that office”, forbids a vacuum, President Buhari having been declared the winner of the 23 February - presidential poll will on May 29, once again take the oath of office for the next political dispensation lapsing in 2023. Amidst his campaign, President Buhari launched the ‘Next level’ with litany of stunning packages, principally, consolidation of his groundbreaking policies for evaluation. From the policy directions, ‘Change’ is deductively, necessarily a strategic precursor to Next level. Hence, by the umpire’s verdict, the deal is impliedly sealed. All things being equal, the people should be reveling Buhari with accolades at the end of his second term. Therefore, not only will improvements be perceptively made, they should manifestly, be felt by the masses. Above all, the nation’s supposed status as the ‘giant of Africa’ must observably be actualized. And this time; not just by numerical strength but economic empowerment, developments and significant attainments. Categorically, Buhari’s manifesto unambiguously, expansively captioned economy, education, infrastructure, health and social investment programmes,

hence, their facelifts in terms of service delivery - nonnegotiable. Essentially, the Executive Order 7 of 2019 recently signed for unparalleled strides in infrastructural developments should gather momentum after inauguration. Possibly, the merged ministries positioned under a minister during the economic recession may have to be unbundled having prudently exited the economic crisis to enable more capable hands come on board. This will also reduce workloads on the minister sensing that the innovative policy will likely stimulate economic and government activities making it burdensome for a minister to effectively coordinate multiple ministries synchronously. By the strategic policy remarkably unveiled by Buhari’s administration, numerous projects foreseeingly, will simultaneously be in progress across the nation unlike the existing ‘slowmotion’ system. Before I forget, amongst major tasks that demand taking the bull by the horns is slashing of outrageous allowances in the National Assembly. It is unreasonable, imprudent and exploitative for a lawmaker to collect a monthly running cost of N13.5million amidst agonizing unemployment ratio and hardships in the society. Sensibly, there’s no basis for a legislator to earn more remunerations than professors, Permanent secretaries or ministers let alone the inexplicably additional monthly-running costs. All the electoral malpractices and violence leading to scores of deaths of citizens are traceable to excessively attractive financial benefits attached to political offices. Unconsciously, it has gotten to the point that not one person enthusiastically wants to return to primary vocation after partaking in

the outrageous packages. Again, Section 14(2)(b) supra emphatically provides that “Security and welfare of the people shall be the primary purpose of government”. Unfortunately, the masses interests clearly, have never been a priority in the country. Instead, masses are usually more or less like abandoned properties but only treasured during elections by the political class either for lawful franchise or thuggery. Hence, in orchestrating the ‘Next level’ programmes, federal government should encouragingly create meaningful pragmatic schemes for economic empowerment of the masses especially youths visà-vis nation’s revenue generation on booster dose through its commendably proactive policies. For securitization, in fact, any poll that must necessarily gather the public at designated locations without adequate security personnel for safety of the vulnerable population is not only antediluvian but a threat to security of lives. As preventive measures on hostility and violence during general elections which is on the increase, the government should plan to migrate to digital voting system in conventionality with other countries. If not, the ugly situation may worsen in the next general elections in 2023 due to increased political interests, conceivably for pecuniary interests. To put it another way, the population is grossly excessive for manual ballot system in relation to security and financial implications. For example, INEC recorded 82,344,107 registered voters for the 2019 presidential election. Abysmally, only 29,364,209 of the voters representing 35.66% showed up for accreditation. Imagine what would have been the situation if about 82 million

registered voters had shown up to participate in the election. Sensibly, the nation cannot effectively manage the scenario vis-à-vis the available workforces. Thus, the practicable remedy remains digital electoral system where registered voters can vote from anywhere without fear of attacks, intimidations or manipulations. With that in place, the ethnic crisis that has repeatedly ensued particularly in Lagos between Yorubas and Igbos will robotically be averted as people can still be resident outside their home state and effectively participate in their home elections except desired otherwise. On socioeconomic goals, Section 16(2)(b) of the Constitution unequivocally provides “the State shall direct its policy towards ensuring - that the material resources of the nation are harnessed and distributed as best as possible to serve the common good”. The subsection 2(d) crowns it “that suitable and adequate shelter, suitable and adequate food, reasonable national minimum living wage, old age care and pensions, and unemployment, sick benefits and welfare of the disabled are provided for all citizens”. Regrettably, Fundamental Objectives and Directive Principles of State Policy in Chapter 2 which extensively contains striking socioeconomic rights are non-justiciable pursuant to Section 6(6)(c) supra. Nonetheless, they profoundly and justifiably remain yardsticks for measuring progress in the court of public opinion. Convincingly, if the viable foundations spiritedly laid by Buhari’s present administration will be tenaciously consolidated to the latter, without doubt, the masses in no distant time will eventually feel a sense of belonging in the nation’s abundant resources.

Could we reform the retail end of the Power sector?

Of the many housekeeping arrangements I must make every weekend, none is more unpleasant, and yet as necessary, as having to make provision for the forthcoming week’s supply of fuel for the generating set. Part of the problem is that the supply of electricity from the mains is so unpredictable that a fair bet involves buying fuel as if the house will run all day (and night) on the generator. Then, there’s the problem of freighting the fuel. Petrol, in any quantity, leaves your car reeking like a leaking refinery for days. Even when storage is properly taken care of, decanting fuel into the generating set, just before it comes on, is a no less icky process. Finally, one must factor in the myriad externalities, largely all negative, especially the smoke from the exhaust and the noise as the machine chugs along. Does it matter, therefore, the rumours making the rounds that it is proposed as one of the first reforms of the second term of the Buhari administration to address the ills of the nation’s power sector? There is no question but that the process by which the current crop of managers of electricity distribution companies in the country got to own these companies was flawed. A paucity of means meant that without exception, none has the wherewithal to drive the

much-needed investment in capacity needed to push up productivity improvements in the sector. And because nearly all the current investors in the electric power distribution subsector had to resort to high levels of leverage to fund their acquisitions, the poor returns on these investments (one consequence of the decrepit infrastructure they inherited) means that they are now one of the financial services industries’ main credit risks. It would matter a lot what financial engineering schemes would be included in the reforms to address this problem — short of declaring the distribution companies bankrupt and inviting new bids for their asset. But by far the most important aspect of any reform to the sector, given its impact on consumers, is the possible effects of alterations to electricity tariffs. Electricity distribution companies have long argued that the current tariff structure is too low to support the levels of investment in new capacity needed to return the power sector to sustainable growth. The rumours being bruited about suggest that the government is finally sold on this argument. Along, therefore, with the planned increase in the rate of the value added tax (VAT), and expected reduction, this year, of the subsidy on the pump-station price of petrol, would

an increase in electricity tariffs not drive the consumer price index up? Of course, we all are aware now that rising prices do not just hurt the poor in relative terms. It hurts them any which way that garment is divvied up. Besides, would the incidence of higher electricity charges not fall disproportionately on the “poor and vulnerable”? A qualified “No” and “Yes” answer both these questions. First the “No”. True, both the increase in petrol prices and VAT rate should nudge domestic prices up a smidgen. But because most businesses are already decoupled from the national grid, an electricity tariff hike is unlikely to hurt as much, i.e. in the extent to which it pushes prices up generally. Indeed, it is a fair wager that the per unit cost of electricity that will result from any such hike will still deliver electricity far cheaper than the battery of diesel generators on which our businesses run and would be way better than the cost structure imposed on households by the 1.1 kva generators most Nigerian homes and small businesses run on. By the way, quite a lot of households in gated communities in parts of the country already pay a premium on current electricity tariffs to private providers of electricity. For these households, a slightly more

expensive supply of electricity from the distribution companies would be still lower than their current outlay on power. This does not, though, help explain the incidence of higher tariffs on the poorer sections of our society. And this is the “Yes” to the earlier set of questions. Yet, a large part of power consumed in the country at the bottom of the pyramid is “non-revenue” electricity. That is the consequence of sundry non-legal connections to the mains in most marginal communities. It would matter over the mediumterm that better revenue streams to the distribution companies will see them invest in metering platforms that make “non-revenue” electricity that less feasible. But even this possibility only means that there is enough time to design supports for the poor and vulnerable that will make the incidence of higher tariffs that much easier to bear. One option is to set a base consumption rate above which tariffs kick-in. These should accommodate the poorer section of our economy’s need for power, mitigate the burden from higher tariffs, and dampen incentives to filch power. The means, in other words, of bringing about a sea-change in the power sector are available. What has been missing to date, has been the will to bring this change about.

Need to cherish our treasures in years ahead

I saw an article by Mr. Emeka Obasi in the Vanguard, titled “Forget it, Nigeria Can’t Work”. I wanted to share the article because of the first part which was some sort of brief anthropological study on the different components of Nigeria, but I refrained due to its conclusion. Mr. Obasi reminded us of how many languages in Nigeria are similar, denoting the fact that the different tribes, which are now labouring so hard to show the world ‘how different we are’ have been interacting, intermixing, inter-trading and inter-marrying and, of course, warring for ages. It’s just quite interesting that in this information epoch that we have communications gadgets aplenty, we aren’t hearing each other like our ancestors often did. Mr. Obasi’s title and conclusions were surprising, given his many examples of our similarity. I also disagreed with the usual manner of dumping every blame on the doorsteps of the British. In my view, we were a conquered territory, but there was nothing the British did to us that we hadn’t done to ourselves (well almost), or that they (the white people) hadn’t done to themselves. Ireland suffered even more in the hands of the English. Imagine being colonised since the 16th century, and only getting partial independence (attainment of Republic of Ireland/Southern Ireland) in 1922. For as long as we still talk of why the British merged us without our consent, we are still mentally conquered. We have to move on. Emeka Obasi observed start realities in our languages that shows clearly that every culture takes a little from its eastern, western, northern and southern neighbours and that no culture is absolutely distinct in Nigeria. He observed that Abeokuta is called Ebeokute in Igbo, that the Oba of Lagos does not dispute his Bini heritage and that ‘Eko’ is a Bini word (also ‘Idumota’, ‘Idumagbo’, ‘Iduganran’ – my addition), and that any new Obi of Iselle-Uku has to travel to Benin as part of the installation rites (I believe there are many royal fathers around Benin who do that too). I have other additions. The idea of ‘money’ is almost universal to southern Nigeria. ‘Owo’ in modern and mainstream Yoruba up to Oyo, means money, but watch what happens next. As you move up north in Yoruba land, in Ondo and Ekiti States, it becomes ‘Eho’, or just ‘Eo’. Then it becomes ‘Igho’ in Edo and most of Delta State, only to transform to ‘Ego’ in Igboland. Mr’ Obasi mentioned the similarity between monkey (Enwe) in Igbo, which is called Eme in Bini language. I actually read from Nnamdi Azikiwe’s autobiography that his Onitsha people migrated from Benin after a disagreement, hence the presence of Onicha Ugbo, Onicha Olona, Onicha Ukwu and other similar sounding settlements and towns along that axis. I also discovered upon interactions with Igala friends that several of their words are the same with Yoruba. Even up to Nupe. At least six out of 10 numbers are pronounced the same between Yoruba and the Igala/Nupe language. I could go on and on. There is something I picked up from playing Scrabble back in the day when we used to check the meaning of words from Chambers Dictionary. After each word, there would be an etymology describing, shortly, the origin of that word. What was remarkable for me then was the fact that almost every English word originates from outside England. Most of the words have Latin, Greek, French, German or other origins in a way that shows how interlinked the histories of the European people are. The unwritten lesson is the mutual respect that the European people have for each other till date. At the end, they know they are brothers, despite fighting two extremely costly world wars, and hundreds of civil wars and conflicts, some of which still simmer today. The Europeans know that unity is the way forward for their people. This they have achieved today. I believe within Nigeria, and even bleeding into our neighbouring countries, we have exactly the same type of sociology. Indeed, I learnt from Mr. Obasi’s article that the Angles (a Germanic tribe) conquered southern Britain in the 5th Century (hence the name England), and that the Gauls (now called French) gave the name Germanus (neighbours) to Germany. This is how the world has evolved. We should stick to honest analysis. It is when we insert tribal superiorities, and begin our Hausa/ Yoruba/Fulani/Igbo brickbats that every logical analysis breaks down. We do have treasures though. Look at the language that those young Fulani boys speak to the cows? I have watched as they command cows. I then realised that they have a deep, inexplicable relationship with the cows that go beyond commercial interests. Each cow has a name and understands instructions from the herder. Again this priceless culture is being hoarded like we black people hoard everything. The example of the white man is that it is better to be open with information, and to document properly. We can only increase knowledge, understanding and our humanity that way. But what our ancestors did was to document little or nothing and that is what we are doing

today. That is even why it was easy to colonise us, steal everything we had and usurp our ability for independent thought. In matters of science – medicine especially – our ancestors passed down the codes to select people and many times, we lost trail of a lot of our treasures. Now we have to purchase the same medicines after some refining and at much higher costs, from abroad. Another great treasure of ours is the Yoruba culture of cognomens (orikis). As our older ones are dying, only those who stayed back in the villages now understand the idea behind orikis. Yet these orikis tell eloquent histories of tribes, clans and families. As I have suggested elsewhere, there is a lot of work for our university students to do, in documenting relevant aspects of our cultures and also adding value to society. Imagine if a massive project is initiated to collate our people’s histories all over Nigeria, and we can develop a Nigerian Google that incorporates all information that anyone could seek about Nigeria – historical and contemporary. Imagine if we could find the orikis of any Yoruba family and create genealogical trees for everyone in Nigeria. Imagine how that feeds into a larger national identity programme, and the pride of a people. It took a white man to speak on TEDX about a phenomenal programme that is indigenous to Nigeria – the Igbo apprenticeship system – for us to take it serious. I have been speaking about this to my usually self-critical friends from East of the Niger without much success over time. This is an indigenous system which has positioned the Igbos in good stead all over the world. With little education, many Igbo men have become persons of substance. I believe this is also behind the educational excellence of Igbos in Nigeria today, because good education is now being financed for the new generation. This apprenticeship system, which emanated from a sense of self-responsibility and solidarity created by the civil war, is the reason why Igbo businesses are all over the world – because there is a limit to how much they could expand within Nigeria. There is however a slowdown of late, because there have been some breaches of the unwritten contracts. Some ‘masters’ renege and refuse to ‘settle’ their apprentices. Some apprentices also betray the trust of their masters. This is natural for such a system. However, I am not sure many local researches have been carried out to at least document this phenomenon; for example to estimate how much wealth this system has created or the estimated future value of the wealth that has been unleashed. That is the approach white people will take, given the same opportunity. There are many interesting phenomena in Nigeria that makes us an interesting people – even beyond their tourism value. There is a village/small town in this country where the language of all the males differ from that of all the females. There are matrilineal cultures where women rule and dominate all over Nigeria (feminists may study that). There are places where they never kill but worship some animals, like snakes, monkeys, and this has shaped the behavioural pattern of those animals among friendly humans. There are animals that are peculiar to parts of Nigeria. There are peculiar histories and peculiar behaviours – again I will not admit Dalung’s naked dance as a thing of repute. Nakedness is everybody’s first costume. Tribes and clans that still go naked may not fit into today’s modern society. There has to be something more they bring to the table. In all of Nigeria’s uniqueness and beauty, we have continued to wreak injustice on one another. Nigeria is a land of cheating; a class society. Those who lead Nigeria in the main are feudalists who believe in racial, tribal, religious and personal superiority. The mismanagement of Nigeria’s resources, the wanton wastage, the cavalier nepotism, inefficiencies and mediocrity that is collapsing Nigeria today, stems from this ill-luck we have had with leadership. Every country naturally chooses its leaders from among its people. Leaders therefore come with biases and belief systems which may unfortunately hold a people down, or much worse, destroy them. Nigeria’s leadership selection and trajectory has almost achieved its annihilation. Yet there is cause to cheer. The opportunities are thinning out rapidly but we can still see some chinks of hope, and we know that achieving a turnaround will be swift if we should get lucky and torpedo this present crop of leaders. How that will happen, no one is sure but some of us are striving daily to barrage the system in the hope that something will give. On the day this happens, we will see how easy it is to unite the people of this country, to get those who are enjoying undue largesse to back down some, to unleash the wealth of this country, to get our youth to be extremely productive, to build Nigeria, a country laying waste presently, and receding to an inglorious dark age.

OUR POSITION Out-of-school children and future leaders

N

igeria with the current figure of 13.2million out-of-school children occupies first position on the table of countries with the highest number of out-of-school children in the world certainly calls for sober reflection. More worrisome is the fact that the figure instead of decreasing in the last few years is rather increasing. This statistics which represent approximately 20 per cent of the world’s population of such children is an alarming and ticking time bomb that will spell doom for the country if urgent steps are not taken by relevant authorities to address the situation. We observe that governance in Nigeria has become a circle of family business where politicians secure the future of their children to the detriment of poor Nigerians. Also, inadequacy of funding, lack of teaching tools and modern classrooms, poor numerations and the acute shortage of qualified teachers are some of the factors leading to the fall in the standard of education in Nigeria. Recently, the Multiple Indication Cluster Survey report for 2016 (MICS 2016) revealed that out of the 11.5 million of out-of-school children in Nigeria, Northern states have the highest rate with an average of 69%. The latest data MICS 2016 showed that out of the 11.5 million out-of-school children in Nigeria, 7.5.million (69%) are from the Northern part of the country while the North East has the largest number of out-of-school children followed by the North West. With this number, Nigeria accounts for more than 1 in 5 number of out-of-school children globally and 45% of this number are from West Africa. Within the huge number of the out-ofschool children, girls are the majority especially in Northern Nigeria. Education indicators for Northern Nigeria are however different from the Southern part of the country. Nigeria’s future prosperity depends on producing children who are well prepared to take their right place in the society but unfortunately, a large number of Nigerian children are at risk of deprivations of the basic social amenities. Most of these children are situated in the rural areas and hard to reach communities. Majority of them are living in conflict and communities under emergencies, and it has been difficult taking basic amenities to them. All children have the right to better life, an opportunity to survive, develop and reach their full potentials without discrimination, bias or favouritism which cannot be over emphasised. We also observe that the rising number of children engaged in street trading in our major cities is becoming a worsening menace. The problem is further exacerbated by rising poverty and general insecurity in the country. In the North, the ravaging insurgency has added to the problem. If drastic measures are not taken to correct the situation, things would only get worse. Let us learn from France, Britain, Canada and other advanced countries which built the foundation of their countries and rapid technological advancement on good and quality education. It must be pointed out also that in these countries, teachers are amongst

the best paid workers. Unfortunately, the reverse is the case in Nigeria. Having failed to fund public education, the children of the poor are roaming the streets, hawking goods while the rich are educating their children in private schools at home and abroad. But to the detriment of the society, the abandoned children of the poor are being recruited to criminality by terrorists, kidnappers and other criminal gangs. The irony of the crisis is that a government, which claims that it lacks money to fund education is spending several billions of naira to fight insurgency, kidnapping, armed robbery and banditry. We believe that an uneducated population will be locked in a cycle of poverty for their entire lives. Additionally, these children could constitute the next generation of suicide bombers and militants. We are of the opinion that it is high time the government and relevant stakeholders address the problem frontally. It is sad that government’s free education for all pupils up to the first nine years of schooling has not been fully implemented. There is the need to increase the percentage of the annual national budget that goes to education. Schools should be adequately funded and the enabling environment provided for teachers and support staff to deliver functional and effective education to the children. We submit that the improvement of the classroom environment is key to lowering the growing figures of out-of-school children in the country. We also wish to state that teachers must not only be well trained, their welfare must be prioritised while the Federal Government should muster the political will to adequately fund education.

Akpabio heads to tribunal to reclaim mandate Short News Isaac Job, Uyo The senator representing Akwa Ibom North West Senatorial District, Sen. Godswill Akpabio, said on Monday that he has submitted his petition to the election petitions tribunal sitting in Uyo, the state capital to seek the validation of the senatorial results. This is coming days after the withdrawal of the case he earlier filed at the Federal High Court in Abuja, which sought to challenge the said senatorial results for the Akwa Ibom North West Senatorial District in the February 23 National Assembly election. Sen. Akpabio’ media aide, Anietie Ekong, who disclosed this to newsmen in Uyo, said S. Ahmed (SAN) counsel to Akpabio submitted the petition on Saturday to the panel sitting at the state High Court complex, Metro Road, Uyo. Senator Akpabio, who was the senatorial candidate for the district under the platform of the All Progressives Congress is seeking an order of the tribunal to upturn the victory of the Peoples Democratic Party candidate, Christopher Ekpenyong, following alleged electoral irregularities which he claimed characterized the said election. The former Senate minority leader had while the election was ongoing, stormed the office of the Independent National Electoral Commission in Uyo, with complaints of alleged infractions and deliberate violations of the electoral laws and guidelines during the said senatorial election. The INEC had while announcing the results declared Ekpeyong and his party, the

PDP winner of the poll, having scored 118, 215 votes as against Akpabio, who secured only 83, 158 votes. But, Sen. Akpabio claimed however, that “incontrovertible result sheets from the Independent National Electoral Commission office in Uyo, Akwa Ibo state showed different figures that I secured 138,

256 votes as against Ekpeyong’s 123, 843 votes. “We are not satisfied with the result and outcome of that election, that is why the former governor and the party approached the election petition tribunal to ventilate their grievances as well as reclaim their stolen mandate,” Anietie said.

JAMB introduces strategic innovations for 2019 UTME Says biometric verification compulsory for candidates Doosuur Iwambe, Abuja Ahead of the Unified Tertiary Matriculation Examination in April, the Joint Admission and Matriculations Board (JAMB) has said the board has introduced new innovations for the successful conduct of 2019 UTME. JAMB Registrar, Prof. Ishaq Oloyede said, the 14 strategic innovations, include the integrated brochure and syllabus system which will enable candidates check their eligibility for institutions and courses. Oloyede, who made this known in Abuja on Monday, during a meeting of critical stakeholders on strategic planning and preparations for supervision and evaluation of administration of 2019 UTME slated to hold between April 11 and April 15 called on the 1.99 million registered candidates for the 2019 UTME to ensure compliance with the rules and regulations guiding the examinations. He also disclosed that a separate indicator had been created for the deaf to differentiate them for special attention at examination centres. “Efforts are on to provide the option of special centres or mainstreaming for the blind. We now

have live report on centres that registered any candidate, the time the candidate was registered, who registered the candidate, computer system used and the location of registration. “All these are done through our enhanced monitoring system. I want to warn candidates expected to sit for this examination to ensure their biometrics were taken and verified for the examination,’’ the registrar said. While calling on candidates to comply with the rules of engagement governing the registration and examination of the UTME, he said that biometric verification will be the only mode for admittance of candidates into the examination centres. He added that increasing threat of identity fraud during the UTME before the advent of BVM necessitated its introduction for capturing the biometrics of candidates to counter fraud. “Any candidate that cannot be verified by the Biometric Verification Mode must not be allowed to take the examination under any guise. “All candidates whose fingerprints could not be captured during registration from centres across the country were brought to JAMB headquarters and were registered appropriately.

Buhari building a legacy of political correctness -BMO Tom Okpe, Abuja President Muhammadu Buhari’s non-partisan stance on the forthcoming supplementary elections in some states is a clear departure from what Nigerians had experienced between 1999 - 2014. The Buhari Media Organisation (BMO) said in a statement signed by its Chairman, Niyi Akinsiju and Secretary, Cassidy Madueke respectively, that this is unprecedented and yet another reminder of the President’s vow to leave a legacy of a robust and credible electoral process. “It is unthinkable that a sitting President would issue a public warning to members of his own political party that they should not expect him to arm-twist the Independent National Electoral Commission (INEC) to favour the ruling party in the March 23 supplementary election. “Ironically, the Peoples Democratic Party (PDP) had been vocal in accusing President Buhari of interfering with the commission’s independence with a view to conferring undue advantage on the All Progressives Congress (APC). “This is because the political class is used to the PDP-era situation where one man sits in the comfort of the Presidential Villa and determines the fate of politicians across the divide with the active support of the INEC leadership. “Only recently, a former vice President who flew the party’s flag in the 2019 presidential election boasted on national television how he used his privileged position to stop the re-election bid of former Anambra state Governor, Chinwoke Mbadinuju, regardless of the wishes of the electorate,” the statement said. No single person can handpick Rivers governor, says Sen. Abe The senator representing Rivers South-East Senatorial District in the National Assembly, Sen. Magnus Abe has said that no one can handpick a governor for Rivers state. The right to do so, Sen. Abe said rests squarely on the shoulders of the Rivers people to freely choose who will lead them. Abe, made the statement at the funeral service of late Pa Macdonald Graham Harry, father of the Federal Commissioner, National Population Commission (NPC), Dr. Ipalibo Harry, held at Saint Alban’s Anglican Church, Obuama, Degema Local Government Area of the state. the senator condemned the violence that characterized the March 9 governorship and state House of Assembly elections in the state, describing it as a shame. Furthermore, Sen. NMetS says hot weather would persist until sufficient rains

The President, Nigeria Meteorological Society (NMetS), Prof. Clement Akoshile, said on Monday that the extreme hot weather being experienced now would continue until the soil absorbs enough rain water. Akoshile, who said this in an interview in Lagos on Monday, noted that more or less moisture in the atmosphere would affect the temperature and determine whether it would be cool or hot. “Hot air constantly takes its energy from the earth’s surface and is cooling it. If there is more evaporation, the temperature will drop. If there is less evaporation, the temperature will rise. Then, when it rains, it pulls it back because the situation has changed. The rain that falls on the earth’s surface will still want to evaporate and cause heat. “What happens is that when there is a hot blanket of cloud, it can result into heat and there will be higher temperatures,’’ he said.

The United Nations International Children’s Emergency Fund (UNICEF) says that 6, 000 newborns in Kaduna state are at risk of contracting HIV in 2019 if elimination of Mother-To-Child Transmission of HIV interventions are not implemented. Chief of Field Office, UNICEF Kaduna, Dr. Zakari Adam, made the assertion at a one-day meeting organized for the wives of local government chairmen in the state to give feedback on the level of implementation of 2018 strategies to end transmission of the HIV virus from mother-to-child in Kaduna on Monday. Adam said that Kaduna state was one of the four states in the country being supported by UNICEF to pilot the elimination of Mother-To-Child Transmission of HIV by 2020 and end adolescent AIDS epidemic by 2030. He said that though the state had recorded an increase in the coverage from 16 per cent in 2012 to 66 per cent in 2017, it was still challenged by low ante-natal care attendance and hospital delivery. Equally, he also said the state was battling with low awareness about the benefits of eMTCT and inadequate human resources for quality health services, insisting that “currently, there are 6, 000 babies at a risk of getting HIV infection in 2019 if appropriate and innovative eMTCT interventions are not fully implemented.

Edo assembly condemns murder of 4 policemen in Afuze

The Edo state House of Assembly on Monday condemned the gruesome murder of four policemen in Afuze, Owan East Local Government Area of the state. The four deceased policemen are Mr. Ojo Kosemani (DPO), Insp. Isaac Sadoh, Sgt Justina Aghomon and Glory David. A legislator, Foly Ogedengbe, (APC/Owan East), who brought up the incident under matters of urgent public importance, called on members of the National Assembly to prevail on President Buhari to adequately fund the police. The motion was seconded by Henry Okhurabo, (APC/ Ikpoba-Okha). Moving the motion, Ogedengbe said it is the duty of government to protect the lives and property of the citizens, adding that the constitution guarantees the right to life of all persons in Nigeria. “It will be recalled that in July 2018, four police officers were gruesomely killed and burnt in their official Hilux van in Oke-Ora in Owan West Local Government Area of the state.

Daniel leads supporters to join APC, dump PDP

Former Ogun state Governor, Otunba Gbenga Daniel may have agreed to lead his supporters to join the ruling All Progressives Congress (APC), according to multiple reports on a meeting he held in Sagamu today. In a letter dated March 14 and addressed to the PDP National Chairman, Uche Secondus, Daniel resigned from the party and also quit partisan politics. But, in dramatic twist on Sunday, Daniel addressed his supporters and

loyalists at his Asoludero residence in Sagamu on why he decided to quit partisan politics. Hundreds of his supporters roared and rejected Daniel’s position, saying “he must lead them in to APC,” having worked for the victory of the ruling party’s governorship candidate, Dapo Abiodun in the March 9 election. Reports said Daniel did not give a categorical response to the demands of his supporters, but in an interview with newsmen, he gave hints about

his next political move. He informed newsmen that “basically, they (supporters) said I could resign from PDP. They said I must lead them to APC. And they also said I cannot retire from politics that is the summary of what I heard. Now we have to take a look at it.” Asked on what his position is regarding the demands of his supporters and whether he was leading them into the APC, he answered by saying that “what else can I say? My people have spoken.”

Monarch strips chief of title in Delta Nosa Akenzua, Asaba The Ovie of Uvwie Kingdom in Delta state, Emmanuel Ekemejewa Sideso, on Monday declared the highest traditional chieftaincy title of Unuevworo (traditional mouth piece) of Etche Ekpan vacant just as he appointed an acting spokesman for the community. The action by the monarch is sequel to the upholding of the death sentence passed on the erstwhile Unuevworo, High Chief Newton Agbodofodoh by the Court of Appeal in Benin City last Monday. Addressing journalists, the traditional ruler traced the genesis of the travail of the estranged Uvwie high chief to a protest letter written by a group known as Ekpan Integrity Group addressed to the Ovie of Uvwie in council alleging series of atrocities, including murder against the deposed High Chief Agbodofodoh. According to him, the litigation that led to the conviction of Chief Agbodofodoh was initiated by families of those who were allegedly murdered by the erstwhile Unuevworo, explaining that he waited this long before declaring the stool of vacant because Chief Agbodofodoh appealed against his earlier conviction. He warned that it is a sacrilege for an Uvwie chief to be involved in any criminal offence or be convicted by a law court, adding that took the final decision since the law has taken its course.

Forget second term, complete Gelegele port, group admonishes Obaseki The Concerned Edo Youth for Good Governance have admonished Governor Godwin Obaseki to concentrate on concluding the Gelegele seaport and industrial park projects he promised the people of the state instead of focusing on campaigning for a second term. While faulting the ongoing celebration by the state government over the 24 House of Assembly seats won by the All Progressives Congress (APC) in Edo state which according to the state government was the first time such feat was achieved in the state, the group asserted it was an indication that neither the governor nor his handlers are conversant with the political history of the state. The group in a statement signed by its Director of Publicity, Dr. Calistus Osamoyi, reminded Obaseki that during the administration of former Governor Lucky Igbinedion, the PDP

won the entire 24-member House of Assembly. “And that was why Patrick Obahiagbon, was referred as leader of the House then, instead of majority leader since the minority party then which was the All Nigeria Peoples Party (ANPP) did not have a member in the House. “This was during the second term of Gov. Igbinedion from 2003-2007. So the state government should stop celebrating 24/24 as if it was the first time it happened. We urge the governor to stop this campaign for a second term and focus on completing the Gelegele sea port project which he promised. “Because we are worried that up till now, nothing has happened in the site, the same way weed has taken over the proposed industrial park site after over 20 communities donated their lands for the project.

“We want to remind the governor that Comrade Oshiomhole, who made him governor was able to win 18/18 in his second term due to the work he did in Edo state and not through social media propaganda,” Osamoy. As concerned citizens of the state, the group urged the governor to focus on his job and stay away from sycophants who will tomorrow abandon him, adding that “all these noise about 24/24 is unnecessary because everybody knows that if not for the doggedness of Oshiomhole and his person, APC would have died in Edo state. “The members of the atate assembly won their elections due to their connections with their constituents and not because of Obaseki because Edo people are yet to see any meaningful achievement so far apart from what we saw during the administration of Oshiomhole,” it stated.

Memoye Oghu, Port Harcourt A coalition of Non -Governmental Organizations in Rivers state want the Chairman of the Independent National Electoral Commission (INEC), Prof Mahmood Yakubu to redeploy the state Resident Electoral Commissioner, Mr. Obo Effanga and the Administrative Secretary, Elder Etim Umoh, for compromising their positions as unbiased umpires in the suspended governorship and House of Assembly elections in the state. They not only want the two men replaced with persons of integrity and sound reputation, but that the Economic and Financial Crimes Commission (EFCC) and other agencies should investigate, arrest them and their collaborators. In a communiqué issued in Port Harcourt, the Rivers state capital on Monday shortly after their meeting, the coalition said that “the Rivers state Resident Electoral Commissioner, Obo Effanga and the Administrative Secretary, Elder Etim Umoh be redeployed with immediate effect to forestall any foul play that will lead to making our dear state a theatre of war. “We call on the INEC chairman to replace them with people of integrity and sound reputation that can’t be bought over by tyrant Governor Nyesom Wike and his blood sucking thugs; we also call on the EFCC and other agencies to as a matter of urgency investigate and arrest Obo Effanga, Elder Etim Umoh and their partners in crime.” The NGOs accused the two officials of colluding with the state governor to subvert the will of the people in the suspended governorship and House of Assembly polls in the state. “That the suspension of the election process was a well-orchestrated move by Gov. Nyesom Wike and his co-conspirators, Obo Effanga and Elder Etim Umoh,” the communiqué stated, alleging that “since the suspension of the collation of results in the state on March 10, Gov. Wike and the Rivers state electoral commissioner have been re-writing and doctoring unit results already collated at the Government House to favour Wike,” they alleged. They also stated that INEC’s refusal to name the 17 local governments in which they claimed that results have been fully collated and the outstanding six council areas was an act of deceit and treachery and a vindication of their suspicion that all was not well with the current INEC team in the state.

FG charges CJN Onnoghen before investigation team submits report Andrew Orolua, Abuja

The prosecution team finally opened its case at the Code of Conduct Tribunal sitting in Abuja on Monday against Justice Walter Onnoghen who is currently on suspension as the Chief Justice of Nigeria(CJN). Led by Aliyu Umar (SAN) the prosecution called its first witness, Mr. James Akpalla an official of the Code of Conduct Tribunal who in the last six years had worked as investigator with Bureau, the witness said that a petition written by a non- governmental organization the Anti Corruption and Research Data Initiative own by Dennis Agamanya led to their investigation of Justice Onnoghen asset declaration. He said that on 10 January 2019 one of his senior told him that his office the Code of Conduct Bureau has received a petition and that he is a member of the three man investigative team to examine and investigate the petition. The team immediately visited the office of the Chief Justice of Nigeria , Justice walter Onnoghen and met his clerk Jane Usu who ushered them into the CJN office. According to Akpalla ,after their mission was introduced to the Justice Onnoghen , the CJN offered an oral explanation but they insisted that he put his explanation in writing in form of a statement. The witness said that he was cautioned before he made the statement in the presence of his secretary. He said the team left CJN office at about 12.30 pm and submitted its report at about 2.45 pm to the deputy director investigation and monitoring. Defendant lawyer Chief Adegboyaga Awomolo SAN then asked whether he will be surprise to hear that the Federal government filed charge against Onnoghen at about 12 noon same 11 January when the report of the investigation were being compiled. The witness said that he has nothing say about it. The tribunal however, admitted the six exhibits including Justice Onnoghen confessional statement, Onnoghen’s Standard Chartered Bank opening account, the petition written by Anti Corruption and Research Data Initiative own by Dennis Gannya, the two asset declaration forms and a document from

the Standard Chartered Bank as exhibits. The tribunal chairman Danladi Umar overruled Awomolo (SAN) objection to the admissibility of bank documents in the interest of justice. Onnoghen had complained that the asset declaration forms he submitted to the Code of Conduct Bureau in 2014 and 2016 were tampered with as it now have loose pages while some are omitted. Onnoghen who is serving an indefinite suspension urged the tribunal to note that his assets declaration Form 001 which the Code of Conduct Bureau (CCB) tendered as exhibits in his ongoing trial have been tampered with as is now in loose form with some pages mutilated. Onnoghen made the observation as the prosecution tendered his 2014 and 2016 assets

declaration forms at the tribunal at the resumed trial on the six count charge before the Code of Conduct Tribunal (CCT). The prosecution witness tendered six separate exhibits including justice Onnoghen’s 2014 and 2016 assets declaration forms. The tribunal admitted the six exhibits including Justice Onnoghen confessional statement, Onnoghen’s Standard Chartered Bank opening account, the petition written by Anti Corruption and Research Data Initiative own by Dennis Gannya, the two asset declaration forms and a document from the Standard Chartered Bank. However when the documents were shown to the defendant, Onnoghen through his counsel, Chief Adegboyega Awomolo (SAN) after a careful look at the documents he observed that they have been tampered with. According to him, the 2014 form has become “loose, part of it mutilated and has become blue in a way.” Awomolo made a similar observation on Justice Onnoghen 2016 asset declaration form which he said have some duplications and omission of some pages. “We have some reservation on the documents, we will not object in the interest of justice but we have reservations that would be addressed at the end of the day”, the senior lawyer stated. However, Awomolo (SAN) at a point objected to the admissibility of the documents from the bank on the ground that the witness was not the maker of the exhibits. The tribunal in it ruling admitted the six exhibits and marked accordingly after the Chairman of the tribunal overruled the objection in the interest of justice. According to the witness in 2014 Justice Onnoghen had declared two bank accounts and but when he was made the Chief Justice of Nigeria in 2016 he declared two Union ban bank accounts and left his five standard Chartered Bank accounts undeclared. Under cross examination , by Awomolo SAN the witness Akpalla admitted that the investigation team submitted its report at about 2.45pm when the federal government had filed the charge against CJN

Onnoghen at the tribunal. “My lord I can not answer the question whether am surprise that the charge was filed before we submitted our report, the witness told the tribunal. Meanwhile, the tribunal had issued a summon to the Standard Chartered Bank limited to produce Onnoghen account officer Ifeoma Ukagbue at the tribunal on Thursday 21 March to give evidence on behalf of prosecution. Chairman of the Code of Conduct Tribunal, CCT, Danladi Umar, Monday summoned the standard chartered bank account officer, Ifeoma Okagbue, to the suspended Chief Justice of Nigeria, Walter Onnoghen for questioning over account opening. The account officer, according to the chairman would appear on the next adjournment date scheduled for Thursday March 21. This development followed the objection raised by the defence counsel, Adegboyega Awomolo, SAN, saying the prosecution Witness, PW1, James Akpalla was not the right person for cross examination on the bank documents tendered before the tribunal. Awomolo affirmed that Akpalla was neither the maker or signatory to the bank documents and, therefore not qualified to be cross examined but the account officer. However, Awomolo further cross examined Akpalla on other contentious issues bordering on dates of the petition, lists of Witness, exhibits, charges, completion of investigations and summon by the tribunal to Onnoghen. Under cross examination, Akpalla admitted that the separate list of witnesses, exhibits and six-count charges preferred against Onnoghen were all dated January 10. Also, it was admitted that investigation was completed on January 11, the same day CCB investigation team obtained Onnoghen’s statement from his office at the Supreme court of Nigeria, Abuja. It was on this premise that Awomolo asked the Witness, “ Are you not surprised that within 24 hrs, you completed investigation, obtained defendant’s statement and six-count charges were simultaneously filed against him at the tribunal.

Seeking for divorce under the law for a mere cohabitation (Part 1) Dinne Israel Chukwuemeka There are several needs and reasons that have lured many people into marriage and a resolve to live with their life partners. Even as it comes with its attendant rights, privileges, expectations and responsibilities, most people have ended up not being married in their marriages, innocently cohabiting without knowing same after a very much flamboyant and expensive ‘’celebration’’. The two principal legislations (the Marriage Act and the Matrimonial Causes Act) that govern and regulate marriage in Nigeria remain resolute on what makes a marriage valid and recognised before the law, not forgetting that a customary marriage is as valid as a statutory marriage. To be recognised as such, a marriage qua marriage under the law must be one that complies with the provisions of the law ranging from the place where the marriage is being celebrated, the officiating Minister, the nature of the certificate issued, the age of the persons involved, the duration of their stay in the area where the marriage

is to be celebrated, having no impediment or affinity and without any record of previous marriage among others. Only upon the satisfaction of the above and others as may be necessary that the blessing of Section 34 of the Marriage Act which provides that ‘’all marriages celebrated under this Act shall be good and valid in law to all intents and purposes’’ attend such marriage. Prior to the above, Section 33 of the Marriage Act had provided the conditions that will vitiate a marriage no matter how well celebrated. A visit to few of our courtrooms will present you with a handful experience of how ‘’married’’ people are so eager to dissolve their marriage of weeks, months and few years old (giving credence to the relevance of the Solomon Grundy nursery rhymes in our society today). However, and unfortunately too, the process of getting a dissolution decree from the court being the most sought relief is not that easy as a Petitioner has to go all out to satisfy the court of one or more of the facts set out is Section 15 (2) (a) – (h) in proofing that the MARRIAGE HAS BROKEN DOWN IRRETRIEVABLY. Eventually when this is done or near done, and the ‘’learned Bench’’ in its

wisdom decides to make enquiry or as the affidavits would have shown, and it becomes glaring that both the Petitioner and the Respondent have only successfully cohabited for the given period in question due to non-compliance with the law, I guess one of the paragraphs in the judgment will read ‘’If an act is void, then it is in law a nullity. It is not only bad, but incurably bad. There is no need for an order of the court to set it aside. It is automatically null and void without more ado, .... You cannot put something on nothing and expect it to stay there. It will collapse.’’ As rightly said by Lord Denning in MacFoy V. United Africa Company Ltd There is indeed a duty for prospective couples to carry out ‘’due diligence’’ even in the presence of the pressures to get married soon and to celebrate it in XYZ place of worship. Most of the places some marriages are conducted are not genuine, some certificates issued are certificates of acknowledgment and attendance which cannot be good and valid in law for any intent and purpose whatsoever even as most of them have no duplicate anywhere. Unless it is for ‘’a joke or rehearsal’’

(which is condemned by the law) every marriage should be one that is legal so as to procure the persons involved the benefits that comes with it either for next of kinship or benefiting from the Will of the other partner among others. Where there is indeed a valid, legal and subsisting marriage, almost all the issues and difficulties arising from or incidental to it has a remedy in law and our laws, despite the delays (which sometimes are occasioned by the parties) will surely redeem such situations. When next you hear a friend is itching to have his/her marriage dissolved, let them first confirm and determine if they have been married for the number of weeks, months or years they have been living together or merely cohabiting as the case may be. Our courts are not Father Christmas to dole out unexpected and unsolicited reliefs, they will also not do the impossible by trying to ‘’resurrect Lazarus that was buried two thousand years ago when we know that Jesus Christ is no longer on earth’’ for even the law CANNOT give what it does not have - Nemo dat quod non habet.

Factoring a panacea to SMEs financing in Africa – Afreximbank Mathew Dadiya, Abuja The African Export-Import Bank (Afreximbank) has made the case for factoring as a viable and sustainable solution to address the challenge of access to financing, which is hindering the growth of Africa’s Small and Medium Scale Enterprises (SMEs) in Africa. The Managing Director of the IntraAfrican Trade Initiative at Afreximbank, Kanayo Awani, said factoring, a form of trade finance provided a solution to address the SME financing gap and would help innovative SMEs to grow and support Africa’s structural transformation and trade development. Afreximbank Global Director of Communication and Marketing, Mr Obi Emekekwue on Monday, stated that Ms Awani spoke at a conference on factoring in Gabon recently. Awani noted that access to appropriate and affordable finance had been frequently cited as a major obstacle for SMEs. She explained that factoring was an important alternative to other trade financing sources, such as bank loans. Despite its huge opportunities, however, factoring had not yet taken off fully in Africa, with the region accounting for less than 1 per cent of global factoring volumes in 2017, stated Ms Awani. Notwithstanding that, the region had demonstrated strong growth in recent years, with factoring volumes growing from Euro 14.9 billion in 2009 to approximately Euro 22.3 billion in 2017, although most of those volumes were concentrated in South Africa, Tunisia, Morocco, Egypt, Mauritius and Kenya. She said that Africa’s factoring volumes were projected to reach about Euro 200 billion by 2021, resulting mostly from new market entrants supported by the sustained economic growth; rapid rise of Africa’s middle class; emergence of innovative industries supported by technological advancements; rapidly expanding trade and economic relations between Africa and major economies in the South; and increasing focus on regional integration and intra-regional trade under the African Continental Free Trade Agreement. Afreximbank had been playing a leading role in facilitating the growth of factoring in Africa through various interventions, including supporting the creation of a facilitative legal and regulatory environment for factoring; provision of finance and guarantees to factoring companies; provision of technical assistance; and formation of strategic partnerships to promote the development of factoring. The two-day Factoring Promotion Conference held under the theme “Domestic and International Factoring: Alternative tools for SME financing in Africa” on 12 and 13 March, was organized by Afreximbank and FCI, the global representative body for factoring and financing of open account domestic and international trade receivables.

CBN lays out rescue plan to end oil palm importation Mathew Dadiya, Abuja The Central Bank of Nigeria (CBN) Governor, Mr. Godwin Emefiele, on Monday, laid out another rescue plan for oil palm production, and end the importation of the product into the country. This is even as the CBN Governor lamented the loss of an estimated $10 billion annual foreign exchange earnings that would have accrued from the value chain. Currently, Nigeria expends over $ 500 million annually for its import. But in a bid to change this narrative, and return Nigeria to her hitherto position in the 50s and 60s, as world’s leading producer of palm oil, the apex bank, Monday, held a strategic meeting with the South-South governors in palm oil production belt zone. Lamenting the back position Nigeria now assumes in the production of palm oil, a commodity she once dictated its pace, Emefiele regretted that Nigeria is now a net importer of palm oil, importing between 400,000 to 600,000 MT of palm oil in order to meet local demand for

a commodity it had once commanded its control. “As some of you may recall, in the late 50s and 60s, Nigeria was not only the worlds leading producer of palm oil, it was also the largest exporter of palm oil, with close to 40% of the global market share. Today we are a distant 5th among leading producers of palm oil; we barely produce up to 3 per cent of the global supply of palm oil, with estimated production of 800,000 MT of palm oil, while countries like Malaysia and Indonesia produce 25million and 41 million tonnes of palm oil respectively”, said CBN governor. Lamenting declining position of Nigeria in Palm oil production, the central bank governor said that Nigeria had become a net importer of the product, importing between 400,000 600,000 MT of palm oil in order to meet local demand for this commodity. Emefiele regretted that despite the availability of over three million hectares of farmland for palm oil cultivation, production remains low at close to 2 tonnes per hectare, relative to a global benchmark of 25 tonnes per hectare. “This is as a result of the maturation of

existing palm trees, as some of these trees were planted in the 50s, as well as low investment in replanting high yielding palm oil seeds. As some of you may know, the usual life cycle for optimum palm production is 25 years” “If we had kept pace with our peers in supporting improved cultivation of palm oil, at the current global market price of $600 per tonne, and an assumed production level of 16m tonnes, Nigeria could have generated close to $10bn worth of foreign exchange for the country. This analysis does not take into consideration the number of jobs that could have been created in our rural communities from large scale smallholder developments”, he added. On why he chose to bring Executive Governors from the oil Palm producing states to the meeting, Emefiele said the bank was keen on securing their buy-in to set a partnership model that would, with immediate effect, stimulate investments in the palm oil plantations, such that within the next 3-5 years, the global share of the country’s oil palm production would more than double. The CBN, Emefiele added has designed intervention package to resuscitate Palm oil

production. This includes using part of CBN’s Anchor Borrower Program (ABP), granting loan at 9 per cent and working with off-takers. “On our part, the ABP and our Commercial Agriculture Credit Scheme (CACS), the CBN will work with large corporate stakeholders and smallholder farmers to ensure availability of quality seeds for this year’s planting season and agro-chemicals in order to enable improved cultivation of palm oil. We will also work to encourage viable off-taker agreements between farmers and large-scale palm producing companies. Loans will be granted through our ABP and CACS programs at no more than 9 per cent p.a to identified core borrowers. Some of the targeted large scale farmers are in our midst today and we shall use the opportunity of this engagement to achieve concrete results”, Emefiele promised. The meeting had in attendance, other key players across the palm oil value chain. Three governors from the south- south; Akwa- Ibom state governor, Mr Emmanuel Udom, his counterpart from Edo state Governor Godwin Obaseki and Abia state governor, Okezie Ikpeazu were in attendance.

Elections: NASS tribunal receives 10 petitions in Enugu Stories by Patrick Okohue No fewer than 10 petitions have been filed before the National Assembly Election Petition Tribunal sitting in Enugu, the News Agency of Nigeria (NAN) reports. A NAN check at the tribunal’s secretariat in Enugu revealed that the petitions arising from the outcome of the Feb. 23 National Assembly elections were challenging three senatorial results and seven House of Representatives results. A further breakdown of the

petitions revealed that out of the 10 petitions, nine were filed by candidates of the All Progressives Congress (APC) while one was filed by a candidate of African People’s Alliance (APA). In her petition, Mrs Juliet Ibekaku-Nwagwu of the APC, is challenging the re-election of Sen. Ike Ekweremadu for Enugu West Senatorial Zone. According to the information made available to NAN, APC’s Mr Eugene Odo is also challenging Sen. Chuka Utazi, who was declared winner for Enugu North Senatorial Zone. Still at the senatorial level, another

APC candidate, Mr Lawrence Eze filed a petition challenging the declaration of former governor of the state, Dr. Chimaroke Nnamani as winner of Enugu East Senatorial zone. The House of Representatives seats being challenged are those of Enugu North and South, Ezeagu/Udi, Nsukka/ Igboeze South and Aninri/ Awgu/Oji River. Others are Nkanu East/Nkanu West, Igbo-Etiti/Uzo Uwani, and Udenu/ Igboeze North. NAN reports that the 21 days required by law for the filing of petitions arising from elections had lapsed.

Cross River: APC accuses Niger Delta Minister of working with PDP against them As party chieftain seeks probe of INEC in Ebonyi for same offence The All Progressives Congress (APC) has accused the Minister of Niger Delta Affairs, Usani Usani of working with the Peoples Democratic Party (PDP) and the Independent National Electoral Commission (INEC) to rob the party of victory in the just- concluded elections in Cross River State. This is even as a chieftain of the APC in Ebonyi State, Dr Paul Okorie has called for the probe of INEC over the just concluded general elections in Ebonyi State. The party also rejected the outcome of the governorship and State Houses of Assembly election in Cross River state, saying its candidates were denied participation by INEC, which allegedly delisted their names on the eve of the election despite an order of stay of execution by the Court of Appeal. APC National Vice Chairman South South , Ntufam Hilliard Eta, its governorship candidate , Senator John Owa-Enoh and Cross River chairman Sir John Ochala, said their agents were sent away from the polling units on the excuse that the party was not part of the election. They explained that party supporters were left confused as to the participation of the party in the election, only for the Resident Electoral Commission to call the party governorship candidate at about 2.00pm on Election Day on the restoration of his name to the ballot paper. Eta explained that the Minister for Niger Delta Affairs did not hide the fact that he was in support of the PDP candidate, stressing that he has always worked hand in hand with the PDP led government in the state. He said: “The National Assembly and Governorship/State Assembly elections organized by the Independent National Electoral Commission (INEC) in Cross River State on Saturday February 23 and Saturday March 9, 2019, respectively, were, at its best, a sham that cannot stand the test of time. “The contest was not just

between the All Progressives Congress (APC) candidates on one hand and the candidates of other parties that participated in the exercise on the other hand, but between the APC candidates on one hand and the ruling party in the state, the Peoples Democratic Party, the INEC, the Security forces and Gov Ben Ayade’s organised thugs on the other. “The Etim John-led faction of the party was the one INEC collected list of party agents from instead of collecting from the authentic party exco led by Sir John Ochala. “These anti-party agents (Etim John and co) colluded with PDP to subvert the will of the people. “There is nothing more devastating and compromising than the attitude of the state INEC REC Dr. Frankland Briyai who on the eve of the Presidential/National Assembly elections on February 22, addressed the press and unilaterally announced the delisting of our candidates purportedly on the orders of a High Court whereas the matter was already in the domain of the Appeal Court from where a stay of execution order was secured. INEC indeed, did the bidding of Gov. Ben Ayade,” they alleged. Also in Ebonyi, Okorie in an interview with the News Agency of Nigeria (NAN) in Abakaliki accused the electoral umpire of performing far below expectations in the conduct of the general elections in the state. He also alleged that the commission colluded with politicians to rig the elections in favour of the ruling PDP in the state. Okorie, who called for urgent probe of the activities of INEC’s adhoc staff and other levels of electoral officers involved in the election, added that those found culpable should be prosecuted. He also alleged widespread irregularities including multiple thumbs printing of ballot papers, intimidation, harassment of opposition, manipulation of election results and other malpractices.

“The elections may have come and gone, but the sad lessons learnt is that INEC failed to live up to the promise it made to conduct credible, seamless, free and fair elections. “There was widespread irregularities ranging from multiple thumb printing, vote buying to under-aged voting, harassment and intimidation of the opposition members by armed political thugs and security operatives. “There is an urgent need for radical electoral reforms that will purge the system and make our elections not only credible but also allow the outcome of election meet international best standard. “A situation where people bear arms and ammunition during elections as if they are going to war is completely unacceptable and does not comment well about our electoral process,” he said. Okorie, former Commissioner for Works and Transportation in the state, alleged that the commission`s officials deployed for the election were part of the rigging that characterised the election in Ebonyi. “The permanent staff, the adhoc staff and the electoral officers are all culpable because you can’t rig an election without their active connivance. “The Resident Electoral Commissioner and his top officials, they all know what happened and if God comes down today, can any of them boldly stand and say I did not compromise,” he said. He called for a change of orientation among political stakeholders, discontinuation of political desperation and win-atall cost mentality by political office seekers. Reacting to the allegations, Prof. Godswill Obioma, INEC Resident Electoral Commissioner (REC) in Ebonyi, dismissed the allegation of staff of the commission colluding with politicians to rig the election, he urged aggrieved politicians to channel their grievances to the appropriate quarters.

Ogun guber: Grant Amosun last-minute loans at your own risk, APC warns banks, others The All Progressives Congress (APC), in Ogun State, has warned banks and other financial institutions not to yield to threats and pressures from Governor Ibikunle Amosun to issue last-minute loans, overdrafts and other financial instruments. This was contained in a statement issued in Abeokuta, the state’s capital, on Monday by the APC publicity secretary, Tunde Oladunjoye. The APC warned that any institution that grants such requests “does so at its own risk”. The statement added, “It has come to our notice that the outgoing governor has been exerting pressures on banks and financial institutions to grant frivolous loans, overdrafts and other instruments immediately Prince Dapo Abiodun was declared Governor-Elect. “We are equally aware that files and other sensitive governments’ documents are being moved out of government offices on the order of the outgoing governor, His Excellency, Senator Ibikunle Amosun. “It is therefore important to let it be known to the concerned public officers that it is part of

their duties to protect public properties, including files, documents and information at their disposal, as anything contrary to this will be running foul of the laws and their oath of office. The allegiance of the civil servants is to Ogun State and not to any individual, no matter who. “As for the banks, we want to state categorically that the incoming administration believes so much in the rule of law and due process. Therefore, the administration will not honour any obligation that did not follow due process or any loans that did not receive the prior approval of the State House of Assembly. “According to the Federal Bureau of Statistics, Ogun State’s Internally Generated Revenue has increased by 590 per cent in eight years, totaling N74, 835, 979, 000.51 (seventy four billion, eight hundred and thirty five million, nine hundred seventy nine thousand naira and fifty one kobo). “Why the outgoing administration still wants ‘injury-time’ loans despite those already incurred, beats one’s imagination and leaves much to be desired. The incoming administration will not honour such shady loans.”

FG seeks private sectors’ partnership towards labour-friendly policies Stories: Ukpono Ukpong, Abuja The Permanent Secretary, Federal Ministry of Labour and Employment, William Nwankwo Alo, has called for synergy between government and the private sector in promoting Labour-friendly policies. Alo made the call in Abuja when the Director General of Nigeria Employers’ Consultative Association (NECA), Timothy Olawale, and his entourage paid him a courtesy visit in his office. While describing NECA as a

critical and dependable partner in maintaining industrial harmony in Nigeria, he urged them not to relent on their good work of joining hands with the government to move the country forward. He also appreciated the Association’s outstanding performance in providing the platform for private sector employers to interact with the government. Speaking further, the Permanent Secretary pledged government’s continued support to NECA, explaining that Muhamadu Buhari’s led-administration places

high premium on the private sector, and as well appreciates its support. He further expressed optimism that both government and NECA would continue to have a robust relationship, which would bring peace and tranquillity in the work environment. Earlier, the Director General, Nigeria Employers’ Consultative Association, Timothy Olawale, said the association under his leadership will not relent on its commitment to partner with government to deepen the nation’s industrial relations system, and ensure industrial harmony.

Half of global population lacks social security, health care - ILO report

Despite widespread progress recorded in the development of national social security systems, there are still gaps that needs to be promptly addressed, this is even as the International Labour Organization’s (ILO) new report has disclosed that more than half of the world’s population lacks access to essential health care and just 29 per cent have comprehensive social security coverage. According to the ILO report on the implementation of social protection in more than 100 countries, globally, only 68 per cent of persons of retirement age receive some form of pension, and in many low-income countries this drops to just 20 per cent. Fewer than 60 per cent of countries reported that they had schemes or benefits to ensure income security for children. The findings come in the General Survey 2019 , compiled by the ILO Committee of Experts on the Application of Conventions and Recommendations (CEACR). The Survey (published under the title Universal social protection for human dignity, social justice and sustainable development) focuses on the ILO’s Social Protection

Floors Recommendation, 2012 (No. 202) , which calls for basic income security and essential healthcare guarantees from childhood to old age. It also aims to encourage greater levels of protection for as many people as possible, as soon as possible. The Legal Specialist at the ILO’s International Labour Standards Department, Emmanuelle StPierre Guilbault, in the report said “Social protection is proven to be good for societies and economies. This human right clearly has strong buy-in from countries, employers and workers across the world. “This is a ‘must’ to tackle the broad and rising inequality we see today and foster stability. “Social protection is proven to be good for societies and economies. The ILO stands ready to help countries address any remaining obstaclesincluding the major issue of financing, on the road to achieving sufficient social protection for all.” she added. The report stated that important gaps also remain in establishing basic income security. The report recommends that countries set clear objectives, with precise time frames, to extend adequate social

protection for all, covering basic needs. It also added that such policies should be shaped through inclusive and effective dialogue with workers’ and employers’ organisations, as well as other stakeholders. “The issue of universal social protection coverage is also key for achieving the Sustainable Development Goals , notably those targets covering the ending of poverty and inequality, health and well-being, decent work, economic growth, peace, justice and strong institutions. Social protection is expected to be on the agenda of the 2020 International Labour Conference. General Surveys are prepared annually by CEACR, the supervisory body in charge of monitoring ILO member States’ compliance with international labour standards. Each edition focuses on a subject chosen by the ILO’s Governing Body and takes an in-depth look at member States’ national law and practice in relation to it. The General Survey 2019 is based on responses by 114 governments and observations submitted by employers’ and workers’ organizations.

The Permanent Secretary, Federal Ministry of Labour and Employment, William Nwankwo Alo, has called for a more comprehensive identification of risks associated with the Labour sector, for inclusion in the National Risk Register. He stated this in Abuja at the flagoff of a workshop on the Development of National Risk Register (NRR) for Nigeria, organized for the staff of the Ministry. Describing as narrow, the risk proposed by the Risk Assessment Working Group (RAWG) for ownership by the Ministry (Industrial Action Affecting Key Industries and Government-run Services), the permanent secretary said it was necessary to develop in-house capacities on the subject for more comprehensive identification of risks associated with the Labour sector”. Represented by Director, Human Resources and Management, Mr Ajibola Ibrahim, the Permanent Secretary explained that the National Risk Register is developed and maintained by countries to serve as information and planning tool on risk identification and management, and Nigeria is adopting the process as a best practice. “Any unidentified risk in this sector would not appear on the Risk

Register, and would not be taken into cognizance while planning for avoidance of occurrence or reduction of impact on the nation’s economy.” He said Earlier, in a welcome address, Director, Special Duties/Projects, Dr M. E. Nwordu, said the training was aimed at building in-house staff capacity “to enable optimal contribution to the development of the NRR, with the labour sector adequately covered; and to acquire sufficient knowledge to develop Local Risk Register (LRR) for the Ministry at various level.” The resource persons from the Office of the National Security Adviser (ONSA), Ahmed Abba and JohnBosco Ekeocha, discussed the guiding principles of the National Risks Assessment, which require all relevant Ministries, Departments and Agencies (MDAs) to work together to produce a consistent and coherent assessment of risks that affect Nigeria over the next five years using an agreed process. The ONSA oversees the National Risks Assessment on behalf of the President and the National Security Council, and organizes a Risks Assessment Working Group (RAWG) made up of representatives from the key MDAs.

Textile: Aremu commends CBN over ban on sale of forex The General Secretary of National Union of Textile Garment and Tailoring Workers of Nigeria (NUTGTWN), Comrade Issa Aremu, has commended the Central Bank of Nigeria (CBN) for the recent ban on sale of forex to importers of textiles in the Country. The labour leader in a statement observed that more than ever, the CBN has commendably financed development in Nigeria under the leadership of Mr. Godwin Emefiele citing anchor rice borrowers scheme that has improved rice sufficiency in the country as one of the examples. He observed that smuggling and wholesale importation of textiles has contributed to the closure of many textile industries in the past. Equating smuggling to what he termed “economic terrorism” he noted that the new initiative by the CBN governor would boost local production, create jobs and lessen pressure on forex if fully implemented. While commending the CBN for all the creative measures it has introduced to stimulate domestic production in the country, Comrade Aremu stressed that Nigeria needs as a developing economy is creative monetary policies and development financing that could boost industrialization. He called on the Federal government to complement the development financing of the CBN through fiscal, industrial and labour market policies that will reinvent Nigerian economy and ensure sustainable decent jobs for the youths. It could be recalled that in the 1970’s and early 1980’s, Nigeria was home to

Africa’s largest textile industry, with over 180 textile mills in operations, which employed close to over 450,000 people. It was the largest employer of labour after the public sector, contributing over 25 per cent of the workforce in the manufacturing sector. In recent times, many of the textile employers have laid off their employees while most factories have stopped operations, leaving only 25 textile factories in operation presently and operating below 20 per cent of their production capacities with total workforce of less than 20,000 people. Recall, the CBN on Tuesday March 5, at its meeting with stakeholders in the Cotton, Textile, Garment value chain in Abuja listed all forms of textile materials among items prohibited from foreign exchange in the official windows. The CBN also promised a financial intervention to textile manufacturers with the provision of funds at “single digits’ rate, to refit, retool and upgrade their factories to enable them produce high quality textile materials for the local and export market. Godwin Emefiele had said the decision was aimed at reviving the moribund sector thus, creating jobs for Nigerians. The apex bank governor also disclosed that the country currently spends over $4 billion annually on imported textiles and ready-made clothing which is unacceptable. He warned all FX dealers in the country to desist from granting any importer of textile material access to foreign currency in the Nigerian foreign exchange market.

…But now millions of Nigerians are unemployed Sixty Six years ago today, on 19th March, 1953, Nigeria as a nation complained that it had over 1,000 vacant top positions in the civil service without having people with the requisite qualifications to take up the posts. According to a report published on the front cover of Daily Times newspaper, the Chief Secretary of the Nigerian government Mr. A.E.T Benson had announced the previous day to the Committee on Supply, of the House of Representatives that government cannot get people who were qualified to occupy the positions, adding that those that applied for the jobs were far below the standards required for the positions. “The vacancies remained unfilled because government refused to lower the standard,” the Chief Secretary told the House Committee. From the above report by Daily Times 66 years ago, one can deduce the following: a. There was a time in this country when job vacancies existed without people that were qualified to take them. b. That Nigeria has not always been a country with millions of unemployed people. c. That there was a time in this country, in Nigeria, when standards were set and maintained for school admissions, for jobs, for other things. d. That Nigeria has not always been a rogue country as it is today, where vacancies for government jobs are hidden and not made public for citizens to apply and face competitions for the best hands to be selected and hired. Today’s Nigeria is a country with 23 percent of its nearly 190 million people unemployed, according to statistics from NBS, a government agency. It is now a rogue country where everything is rigged; from elections, (both presidential and others) to admission into the so called unity colleges and universities to job placements. Today’s Nigeria has no place for standards. No wonder graduates of geography are accountants in Nigerian banks while those that studied accounting are drivers of commercial buses and operators of ‘keke napep.’ In the Daily Times report of 19th March, 1953, the Chief Secretary of the Federal Government knew how many vacancies that were open for the people. But in today’s Nigeria, jobs in critical government institutions with good monthly take-home are hidden from the government and the people. That way, vacancies for jobs in NNPC, PTDT, CBN, FIRS, Customs, INEC, PENCOM, DMO and others are reserved exclusively for children of the rich and the well-connected; and are never advertised. Wasn’t there a country?

Why should Buhari reward Amaechi, Akpabio, Oshiomhole, Ngige, others? Before the presidential, national assembly, governorship and state assembly elections took place February 23rd and March 9th this year, many so called APC political juggernauts boasted in Abuja that they would deliver millions of votes for President Muhammadu Buhari and his All Progressives Congress (APC). Adams Oshiomhole, the national chairman of the APC who had earlier planted a stooge as governor of his home Edo State boasted to high heavens that APC will take Edo state with ease. After the elections, Buhari lost the presidential election to former vice president, Alhaji Atiku Abubakar of the Peoples Democratic Party (PDP) and Oshiomhole is going about as if nothing happened. Chibuike Rotimi, the Director General of the APC presidential campaign council both in 2015 and 2019 lost the presidential election in River State in spite of the hundreds of soldiers allegedly deployed to the state to help him deliver. He was humiliated. Today, he is said to be holding the state to ransom in futile efforts to foist a state governor of his choice as a bargaining consideration for Abuja job. Godswill Akpabio who was commissioner and

governor in Akwa Ibom State under the blessings of the PDP for 16 years before moving to the senate where he became a minority leader as a first termer, had boasted that he will take the state and deliver it to Buhari in the manner Adolf Hitler conquered Poland, was roundly defeated in all the elections. He could not deliver for Buhari and was trashed into the dustbin of political history by Governor Emmanuel Udom. Next is Chris Nwabueze Ngige, a spent political horse pretending to be a prominent figure in Anambra state politics. In spite of his boasts, Ngige was defeated in his village during the presidential election. He could not deliver for Buhari and failed to deliver for the national assembly seekers. The same goes for Ogbonnaya Onu, Ayogu Ezeh, the loudmouth at the Voice of Nigeria, Osita Okechukwu who could not even get a senate ticket and was later defeated at his polling unit during the presidential election. The question is, why should Buhari reappoint or appoint any of these men that were alleged to have received billions of Naira with promises to market Buhari and make him win in the South East and South-South states but failed woefully to deliver?
