Speaking in his sermon at the occasion, the grand Mukadam of Ilorin Emirate, Sheikh Sulaiman Dan Borno, called on believers to be steadfast and perform good deeds at all times, saying that whatever one does in
this life has its rewards. The cleric, who, particularly, directed his sermon to women, urged them to be virtuous and submissive to their husbands for their children to be responsible and successful in life. “God bestows successful children on virtuous wives and mothers. Virtuous woman bear responsible children. Every man with a good wife is blessed with all blessings of Allah,” he said, adding that the late Hajia Baraje was a dutiful, responsible and glorious mother and wife. “Women who inflict pain, trouble, lack of rest of mind on their husbands may not attract blessings of Allah. Also, all those people who are not good to children of other people should know that their own children may suffer,” he added.

As the August 17 suspension of voters registration date approaches, the Independent National Electoral Commission (INEC) has registered a total of 10.29million voters as at close of work on Friday, July 14, 2018. The INEC Chairman, Prof. Mahmood Yakubu, stared this on Wednesday while meeting with Resident Electoral Commissioners (RECs) at INEC Secretariat, Abuja Yakubu restated that the August 17 deadline for suspension of voters registration remains sacrosanct and will remain suspended until after the 2019 general elections. He further reassured all registered voters that their permanent voters cards (PVCs) will be available for collection before the 2019 general elections. The chairman also said
the commission is set to conduct bye-elections to fill vacancies in four constituencies, namely; Bauchi South Senatorial District, Katsina North Senatorial District, Lokoja/ Koton Large Federal Constituency of Kogi State and Obudu 1 State Constituency of Cross River State House of Assembly before the end of the year. He added that the commission has received official declaration of vacancies from the concerned legislative bodies and prepared to conduct elections in the four constituencies “which have a total of over two million voters spread across 3,355 polling units in 234 wards and 22 local government areas”. The INEC boss also disclosed that the four bye-elections are to be conducted on the same day, considering the requirement of the law that such elections shall be conducted
within 30 days following the declaration of vacancy. He said, “These byeelections will offer the commission yet another opportunity to fine-tune our processes in preparation for the Osun State governorship election and ultimately the 2019 general elections” Yakubu reassured Nigerians that the commission “will continue to improve the quality of our elections drawing from the lessons learnt from the collective experience of having conducted elections into 181 constituencies since the 2015 general elections made up of 6 governorship elections, 11 senatorial districts, 23 federal constituencies, 73 state constituencies and 68 area council constituencies in the Federal Capital Territory”. The meeting among other things reviewed the recently conducted Ekiti governorship election, the CRVs and the pending byeelections.

Buhari, Saraki, others mourn as ex-CJN Katsina-Alu dies at 77 Andrew Orolua, Tom Okpe, Tunde Opalana and Mathew Dadiya, Abuja President Muhammadu Buhari, Senate President Bukola Saraki, former Vice Preasident Atiku Abubakar, the All Progressives Congress (APC) and other prominent Nigerians on Wednesday, mourned the death of a former Chief Justice of Nigeria (CJN), Justice Aloysius Iyorgyer Katsina-Alu, who died at the age of 77.
The death of the late CJN, who hailed from Benue State was confirmed on Wednesday morning by the office of the CJN. In his condolence message made available on Wednesday by the Senior Special Assistant to the President on Media and Publicity, Mr Garba Shehu, Buhari condoled with the government and people of Benue State, the Nigerian Bar Association (NBA) and National Judicial Council over the passage of the erudite jurist, who he said contributed immensely to the structuring
of Nigeria’s jurisprudence. According to the President, the late Justice Katsina-Alu’s knowledge, experience and diligence impacted greatly on governance in Nigeria as he featured prominently in landmark cases. Knocks, kudos as FG unveils new national carrier, Nigeria Air Chukwuemeke Iwelunmo, Motolani Oseni, Lagos, and Idu Jude, Abuja The Federal Government on Wednesday unveiled the name and livery for the national carrier with the name “Nigeria Air” after series of researches and consultations with Nigerians. But the unveiling of the name and logo of the new National carrier has attracted comments from aviation stakeholders who see the new move from different views. The new national carrier is scheduled to begin operations by December and will replace the defunct Nigerian Airways which was liquidated in 2003 by former President Olusegun Obasanjo administration. Speaking at the unveiling at the ongoing Farnborough Airshow in London, Minister of State for Aviation, Senator Hadi Sirika, said the
government equity of the organisation will not be more than 5 per cent. Informing that the airline has already selected 81 routes; 40 for domestic, regional, sub-regional routes and 41 for International routes, Sirika said: “It is true that 80% of carriers in Africa are non-African. Nigeria has not been a player for a very long time. We used to be a dominant carrier in the continent of Africa through Nigeria Airways. Sadly, Nigeria Airways is no more. Government has been quite liberal by liberalising the sector at the tail end of 70s and early 80s to allow private sector to participate in creating a robust airlines that would serve the market, and that would transform the economy of that region”. Reacting to the development, Aircraft engineer and former President of National Association of Aircraft Pilots and Engineers (NAAPE), Engr. Isaac Balami, commended Senator Hadi Sirika over the development,
saying that the actualisation will make domestic airlines to come together as a team. Engr. Balami, who described the unveiling as long overdue, stated that he is also happy that the the government listened to their advice of not giving the Federal Government many stakes in the airline. Raising hope for private domestic airlines, Balami said: “The minister promised that he does not want to destroy the local carriers. We also know that it is not so easy for an individual to bring 10 or 20 aircraft to compete with the likes of Ethiopian airline. So it is more realistic because Federal Government took our recommendations not to give government many percentage of the shares”. Emphasising that, if government got too many shares, there would be a lot of interference, Balami stated that with the small share the government

Subsidy: Senate okays N348bn outstanding claims to 74 oil marketers Tunde Opalana, Abuja The Senate on Wednesday approved a total sum of N348billion as outstanding claims to 74 petroleum marketers on petroleum subsidy. Adopting the interim report of its Committee on Petroleum Downstream on the Promissory Note Programme and a Bond Issuance to Settle Inherited Local Debts and Contractual Obligations to Petroleum Marketers, the Senate approved N275, 750,415,108 for 55 oil marketers while 19 others will get N73, 452,639,866. The committee recommended that the 55 oil marketers be paid 100 percent of their claims, while it called for the payment of 65 percent claims to other marketers due to contentions in their figures. The Senate as well mandated the committee to continue its engagement with the Ministry of Finance, oil marketing companies, Petroleum Products Pricing Regulatory Agency (PPPRA) and other stakeholders in order to update all the outstanding liabilities and clear all outstanding debts, interest accrued and forex differential once and for all. Chairman of the committee, Kabir Marafa (APC, Zamfara State), noted that
although marketers made claims to the tune of N670,497,543,15, as of June 30, 2017, the PPPRA verified and approved the sum of N429,054,203,228 to the Federal Ministry of Finance. He explained that while the verified figure was approved by the Federal Executive Council, further verification by the Presidential Initiative on Continuous Audit (PICA) reduced the amount to N407, 255,263,288. The panel observed that continuous delay of the approval of the promissory note request will affect the liquidity of the Oil Marketing Companies and undermine their crucial role in the development of the economy. The report states in part: “This issue including the determination of the terminal date of the subsidy programme amount paid to the OMCs and the interest accrued from 30th June, 2017 to date will be taken up and resolved in the final report. This committee will be submitting to the Senate in due course. This submission should be able to reconcile and bring to the conclusion all issues in respect of petroleum subsidy programme implementation and payments; “Further verification needs to be made to ascertain the discrepancies between the OMCs and the recommendations for payment made
by FMoF (PICA); “In this respect, the Committee is of the opinion that interim payments should be effected to the OMCs pending full verification of PICA recommendaTions and updating on the full implication of interest accruals from 30th June 2017 to date. “The Government’s inability to pay the OMCs as at 30th June, 2017 has further increased its liability since the interest continued running till date, hence, the need for further work by the Committee to compile and update the level of indebtedness and its interest accruals; “However, in view of the fact that the service of the OMCs is very important to the economic development of the country and closely tied to National security, paying the marketers would stem the threat of fuel scarcity, increase economic activities and promote a more harmonious working relationship between the Government and OMCs”. Notable among the oil marketers and the amount approved for them are: Aiteo - N4,988,199,360; Conoil - N5,588,285,132; Forte Oil - N15,480,445,907; Bovas - N5,953,684,258; Capital Oil N8,339,052,402; Mobil - N8,282,363,478; MRS Oil and Gas - N20,948,270,002; Oando - N14,972,585,600; and Total N21,569,996,843 among others.

On domestic airlines, Balami said: “The future could be bright. Of course, it is bright. From what the minister said, there is hope. Again, somebody will be there in the National carrier to tell the government what the airlines are going through. The Warri and Kaduna refinery could produce aviation fuel to about N50 to N70 per litre as against N20 per litre paid. “The cost of airlines operations could be cut down. For example, an airline like Arik that buys about N1 billion cost of aviation fuel every month could cut it down. Other issues such as lack of maintenance facility can be solved by the government partnering with serious organisations to maintain aircraft by way of C-checks in the country. There will also be the possibility of a world class catering service providers available. I commend the minister for the bold step”. The President, Air Transport Services Senior Staff Association of Nigeria (ATSSSAN), Mr. Illitrus Ahmadu, also said the move showed that the federal government was committed to the national carrier project. Ahmadu said that Nigeria needed a carrier since no Nigerian airline was flying more than four to six hours. He said, “As we speak, no airline is going to South Africa, North Africa, East Africa, not to talk of Europe and North America. There is none since Arik Air and Medview suspended their
international operations”. But the Secretary General of the Association of Nigeria Aviation Professionals (ANAP), Comrade Saidu Abdul Rasaq, has said that he does not support the way government is going about the new national carrier. Saidu said: “Nobody does not want National Carrier, it is the way they are going about it. How can you launch an airline when nothing is on ground? Where is the base; is it going to be Abuja, Lagos or Kano. What type of aircraft are they using? If you want to manufacture, has it been ordered or will it be manufactured before December or produced down. These are the questions”. The ANAP scribe posited that it is wrong to launch a new aircraft with billions of Naira when the old workers of old Nigerian Airways have not been paid their severance allowances. Commenting on the issue, President, Aviation Round Table (ART), Mr. Gbenga Olowo, in a statement, said that there was need to know the procedures and processes being used in bringing back the new national carrier. According to him, ART has given its recommendations to the government on the way forward since September 2015. He said, “Nonetheless, we have passed that stage now since Transaction Advisers have been appointed. The TA should now roll out the details for implementation. “I wonder whose decision it is on choice of aircraft types, lease/purchase aircraft acquisition, partnership, etc, without a Board and Management.” The Daily Times recalls that the defunct Nigeria Airways, which was the country’s original national airline, operated for 45 years until 2003 while the Air Nigeria, its successor, ran from 2005 to 2012.
Police arrest 22 suspected Boko Haram insurgents, Chibok schoolgirls abductors Joy Anyim, Lagos Operatives of the Inspector General of Police (IGP) Intelligence Response Team (IRT) have arrested 22 suspected members of the dreaded Boko Haram Terrorist responsible for the kidnapping of Chibok schoolgirls. The suspects, who were paraded at the Borno State Police Command on Wednesday were said to have been responsible for over 50 suicide bombings within Maiduguri, Borno State and Adamawa State, Invasion of Bama and Gwoza. Parading the suspects, CP Damian Chukwu said the arrest of the suspects was made on the directive of the IGP Ibrahim Idris who was concerned about the numerous attacks by the sect in the North-East. According to Chukwu, “ Irked and worried by the persistent suicide bombings and killing of innocent citizens in the North East by the dreaded Boko Haram terrorist group, IGP Ibrahim Idris equipped and deployed the special operatives of IRT. “They were equipped with enough credible, technical Intelligence to Maiduguri Borno State to trace and arrest all the terrorist responsible for the suicide bombings and other terrorist attacks in the North East after a lot of Planning and use of advance technology, between July 4 and July 9, 2018, IRT with support from
SARS/CRACK team of Borno State Command Swung into action and eventually succeeded in arresting 22 confirmed Boko Haram Terrorists. “The 22 suspects confessed to several suicide bomb explosions within Borno and Adamawa States, Kidnapping of the Chibok School Girls, Invasions Of Bama/Gwoza among many other crimes. “Amongst them are the Commanders and Coordinators of Suicide Bombings in Borno State, Coordinator and members of the Chibok School Girls Kidnapping, Ambushes on Security agents, Logistics Suppliers and their receivers of gold, international currencies, cows etc. “Also recovered in their possession were 11 AK-47 rifles and other weapons.” The state police chief further stated that the suspects were arrested in different locations within Borno and Yobe States. Some of the suspects were identified as: Mayinta Modu AKA Abor 23 years, Adam Mohammed 20 years, Jidda 21 years , Mamman Wardi 25 years , Alhaji Modu Jidda 29 years Ajiri Bulama Dungus 22 years, Mohammed Abba 20 years, Fannami Mustapha 22 years Adam Mustapha (AKA Ba’Adam) amongst others. The suspects are said to be helping the operatives with useful informations to arrest the other fleeing members and commanders.

We’ll impose higher sanction on Ekiti Broadcasting Service if … – NBC The National Broadcasting Commission (NBC) says it will impose a higher sanction on the Ekiti State Broadcasting Service (EBS) if it fails to pay N500,000 fine within the stipulated period. The NBC Head of Public Affairs, Mrs Maimuna Jimada, made the disclosure in a telephone interview with the News Agency of Nigeria (NAN).
“Time frame to pay up a national broadcasting fine is 14 days. If they don’t pay within that time, they will get a higher sanction. “Meanwhile, the station remains closed till further notice,” she said. According to the official, EBS on July 11 breached Sections 5.2.7 and 5.2.8 of the Nigeria Broadcasting Code and was
reprimanded and fined N500,000 by the commission. NAN reports that NBC also shut down the station on Sunday for infractions on the code and the Electoral Act. The commission said on its website that it shut down the station following unauthorised declaration of Saturday’s Ekiti governorship election results by Gov. Ayodele Fayose on
the station. The commission added that Fayose made malicious and unsubstantiated claims against the Independent National Electoral Commission, the police and the Department of Security Services. The NBC said that it had, on June 5, queried the station’s Acting Director-General, Mr Lere Olayinka, over breach of Section 5.2.18 of the code, and the query ignored. It said that all broadcasters must adhere strictly to the ethics of the profession in conducting all programmes on their stations in respect to the code, the National Broadcasting Act, 2004, and the Electoral Act. According to the NBC, social
media is not an official source for release of election results. It said that broadcasting stations must ensure proper gatekeeping and professionalism in all programmes transmitted on their stations, warning that the commission would impose severe sanctions for any breach of the code. NAN reports that Section 5.2.15 states that a broadcaster shall broadcast election results or declaration of the winner only as announced by the authorised electoral officer for the election. Section 3.1.2 of the code states that materials likely to incite or encourage commission of a crime or lead to public disorder shall not be broadcast.

In a related development, the Senate President, Dr Olusola Saraki, has expressed deep sorrow over the demise of the former CJN. In a statement by his Special Adviser on Media and Publicity, Yusuph Olaniyonu, Saraki described the late CJN as a patriotic and diligent public servant whose many well considered judgements enriched the nation’s jurisprudence and contributed immensely to national development. He commiserated with the family of the deceased, the Tiv nation, the judiciary, the government and people of Benue State over the sad incident. Saraki said: “We have lost a worthy and exemplary Nigerian. We have lost a legal luminary whose numerous contributions to the development of the nation’s judiciary cannot be quantified. “It is regrettable that he left us at a time his experience and wise counsel would have been invaluable in tackling critical national challenges confronting the country.” Saraki also prayed to God to grant the soul of the late CJN peaceful rest and his family and loved ones the fortitude to bear the irreparable loss. Also, former Vice President
Atiku Abubakar while mourning the death of Justice Katsina-Alu, described the news of his death as shocking and saddening. Atiku noted that the late CJN was a remarkable patriot who served the country well both as a soldier and later on, as member of the bench where he rose to the pinnacle of his career. Atiku said, “No doubt Nigeria has lost a remarkable patriot in Justice Aloysius KatsinaAlu. My condolences go to the Katsina-Alu family, the people and government of Benue State and the Supreme Court of Nigeria over the demise.” The All Progressives Congress (APC) also in a press statement signed by the party’s spokesman, Mallam Bolaji Abdullahi on the death of the late jurist, commiserated with his immediate family, the people and government of Benue State, and indeed all Nigerians, over the sad and irreparable loss of the great statesman whom the party described as a legal luminary and patriot. The APC said, “We recall that Katsina-Alu, who served as CJN from December 30, 2009, to August 28, 2011, was an impartial and thorough justice. As a jurist, his contributions to the development of the Nigerian legal system cannot be quantified. He delivered numerous landmark judgments, wrote many legal papers
and mentored several young lawyers. “As a statesman, the late Katsina-Alu often put national interest above self and other considerations. We have indeed lost a good man who was nonpartisan, honest and frank that will be sorely missed, especially now that the country needs his wise counsel and stabilizing voice.” The late Justice Katsina-Alu was born on August 28, 1941 and hailed from Ushongo in Benue State. He began his legal career in his home state and gradually rose through the Bench of the Benue State High Court from where he was named Justice of the Court of Appeal (JCA). He was thereafter, appointed a Justice of the Supreme Court (JSC) in 1998. Justice Katsina- Alu was appointed as the 12th CJN on December 30, 2009 and retired on August 28, 2011. At the time of filing this report, a tribute was being expected from the Chief Justice of Nigeria, Justice Walter Onnoghen, who along with other justices are attending an international conference in Montreal, Canada, organized by the International Society for the Reform of Criminal Law. In a tribute by Sebastine Hon (SAN), the senior lawyer expressed shock at the sudden demise of the former CJN.
While commending his enormous contributions to justice administration in Nigeria, Hon described the late CJN as “a very upright man; his lordship was the first Tivspeaking Attorney-General of Benue State, the first Tiv-speaking Judge of the Benue State High Court, the first Tiv-speaking Justice of the Court of Appeal and the Supreme Court, and the first Tiv-speaking CJN who left indelible landmarks”. He recalled that late Justice Katsina-Alu was trained in the British legal tradition of brevity, laced with deepness, adding that his lordship’ s judgements on the Bench “were brief, incisive and straight to the point, thereby rendering justice without much stress. Ekiti State Governor-elect, Dr Kayode Fayemi, has promised Ekiti people good government, assuring that he will not to disappoint Ekiti people who gave him the mandate. Fayemi gave the assurance on Wednesday shortly after he was presented with the Certificate of Return as the governor-elect by the Independent National Electoral Commission (INEC). The National Commissioner in charge of Oyo, Ekiti and Osun states, Prince Adedeji Soyebi, presented Fayemi with the Certificate of Return at a ceremony held at state INEC office, Ado-Ekiti, the state capital. The Deputy Governor-elect, Otunba Bisi Egbeyemi, also received his Certificate of Return at the event. Speaking after he was presented with the certificate, Fayemi said the people of Ekiti State will enjoy the benefit of good governance as from October 16 when he takes over the reins of power. The governor-elect commended the electoral body for doing what he described as an “excellent job” of conducting the governorship poll. Contrary to the claim of the ruling Peoples Democratic Party (PDP), Fayemi contended that the election which returned him as winner was “seamless, free, fair, credible and violence-free.” The governor-elect noted that INEC should be commended for conducting a process of 14 steps which climaxed with the presentation of the Certificate of Return. Fayemi stressed that INEC did a good job in delivering the election in a credible and professional manner despite fears
being expressed in the build-up to the poll. He also commended the security agencies for providing security back-up which gave the electorate confidence to come out and exercise their franchise. Fayemi also hailed the APC National Working Committee (NWC) led by the National Chairman, Mr. Adams Oshiomhole and the State Executive Committee led by the State Chairman, Chief Olajide Awe. He said: “For INEC, the work has just ended and for us, the work has just started. We have a responsibility not to disappoint our people. “Ekiti people will see the benefit of good governance by the grace of God as from October 16.” The Resident Electoral Commissioner (REC), Prof. AbdulGaniy Raji, expressed delight that the election was held despite the tension that preceded it. Raji commended the people of Ekiti State for the maturity displayed before during and after the election which he was successful. According to him, Ekiti is moving higher with the conduct of the election, expressing hope that futures elections to be conducted in the state will be successful. In his remarks, INEC National Commissioner, Soyebi noted that the presentation of Certificate of Return marked the end of the process of the Ekiti governorship election. Soyebi who described Ekiti as a homogenous state, urged the people of the state to continue being one another’s brother’s keepers. Why Nigeria should open embassy in Jerusalem -Envoy Bonaventure Melah, Abuja Israel has called on Nigeria and other countries of the world to open their embassies in Jerusalem as a mark of respect to its choice of state capital. Barnea Hassid, Director, Africa Department 2, West and Central Africa of Israeli Ministry of Foreign Affairs made the call Wednesday during the programme of first Journalists’ Roundtable hosted by the Embassy of Israel in Abuja. The roundtable was organised by the embassy to brief the media on the various initiatives by the Israeli government aimed at contributing to development in Africa. “They should respect our choice. Tel Aviv is not the capital of Israel. Our choice of capital is Jerusalem. We call on our friends including Nigeria to come to Jerusalem. It will be very much appreciated,” the envoy stated. According him, Israel has the capacity and is able and willing to collaborate with Nigeria in the areas of agriculture, military and technology among other fields where the country has comparative advantage, adding that Nigeria is very important in world affairs and therefore the need for enhanced relationship between the two

The Military Task Force in Jos, Plateau State otherwise known as Operation Safe Haven (OPSH), has paraded seven suspects in connection with the recent killings in the local communities of Barkin Ladi Local Government Area of the state. Parading the suspects on Tuesday at the OPHS Headquaters in Jos, the Director of Defence Information (DDI), Brigadier General John Agim, said the suspects were arrested due to intelligence gathering and that investigation will be conducted and those found wanting would be handed over to the police for prosecution.
He said, “in continuation of our intelligence gathering and investigation of the violence that occurred last month, our troops are still arresting those who were involved in the attacks. “Two of the suspects which our intelligence gathering led us to have been arrested and after this parade we will hand them over to the police for further investigation and prosecution. “Ibrahim Joji and Madu Ibrahim, were part of those who attacked Jeregum village on June 23: we also have three others who are Shuaibu Suleiman, Buhari Shuaibu and Zakarmin Abdulkadir, who attacked Josho village in Bokkos local government area on July 14.
“All seven of them have just been arrested and we shall be handing them over to the police; our intelligence are working round the clock to ensure that all those involved in the attacks of all the villages are arrested and treated according to the law,” he added. Brigadier Agim said the suspects were not arrested with any weapon, but that intelligence gathering revealed that they were part of the people attacking the villages, adding that they will go after the others wherever they are hiding. He also disclosed that the suspects will be tried in Jos, explaining that all seven of them will be tried alongside the 11 suspects that were paraded last week.
The Cross River State Branch of the Miyetti Allah Cattle Breeders Association of Nigeria has debunked rumours that Fulani herdsmen were planning to attack residents of Obanliku Local Government Area of Cross River. The Chairman of the association, Alhaji Hassan Abo, who spoke with the News men on Wednesday in Calabar, described the rumour as “devilish and wicked’’. Abo said that cattle breeders in Obanliku had been living peacefully with residents of the local government over the years, adding that the unity should not be destroyed with fake rumour. “It is not true that Fulani herdsmen are planning to attack any community in Obanliku Local Government or any other area in the state. “As an umbrella body of the breeders association, we want to state clearly that we are peace loving people, residing here in Cross River State”, he saids.
Minna jailbreak: 51 inmates recaptured
The Nigeria Prisons Service in Niger says 51 inmates out of the 210 inmates that escaped from the Minna Medium Security Prison on June 3, had had been recaptured. The Controller of Prisons in the state, Mr Mustapha Iliyasu, made this known in an interview with journalists in Minna on Wednesday. Iliyasu said that the inmates were recaptured through the combined efforts of security agencies in the state. According to him, prison officials and other security operatives are making concerted efforts to recapture the remaining inmates. He appealed to the public to assist the service with useful information that would aid the recapturing of the fleeing inmates.

‘Nigeria firmly committed to sanctity of fundamental freedom’

As we know, the International Criminal Court (ICC) was established 20 years ago as a global court, inspired by the Nuremberg trials of World War II war criminals, to hold people accountable for crimes against humanity, war crimes, crimes of genocide and aggression. In addition to preventing impunity, promoting adherence and respect for the rule of law and fundamental freedoms worldwide and to punishing those in leadership positions responsible for the most appalling crimes and atrocities, the ICC has given hope for justice to so many, by demanding strict adherence to the rules of international humanitarian law. With the alarming proliferation of the most serious crimes around the world, the ICC, and all that it stands for, is now needed more than ever, in ways that were unforeseeable to its founders. The ICC may have been created at a time of optimism that it would not need to be utilised frequently, but unfortunately, the increase in international crimes has only increased the Court’s relevance. Indeed, while limits on the ICC’s jurisdiction mean that it cannot presently act with regard to some of the dire crises of the day in states that are not parties, by acting where it can, the ICC reinforces the demand for justice far beyond its own cases. A strong and effective ICC has the potential to send a powerful message
about the international community’s commitment to accountability, a message that will be heard by both victims and perpetrators. Equally, a strong and effective ICC demonstrates the international community’s commitment to the rule of law. A strong and effective ICC can also act as a catalyst for other justice efforts, expanding the reach of accountability. These could include serious cases of corruption by state actors that severely compromise the development efforts of countries and throw citizens into greater poverty. These could also include cases of illicit financial flows, whereby countries are complicit and obstruct repatriation of stolen asset. As the African Union Champion on Anti-corruption, these are issues dear to my heart. The Rome Statute created more than a court; it created the outline for a system of justice for horrific crimes rooted, first, in national courts doing their job, and where they fail to do so, the ICC stepping in only as “the court of the last resort” The ICC also needs increased cooperation and financial resources from its member states. State parties should express their commitment to increasing efforts in these areas, including pledging concrete assistance. The 20 years of the Court’s existence have witnessed several challenges, some of which had threatened the
very existence of the Court itself. Most notable were the withdrawals and threats of withdrawals of membership of the Court by some states, as well as accusations of bias in the exercise of the jurisdiction of the Court. Thankfully, the Court has addressed these challenges in a dignified and commendable way. Nonetheless, the Court needs to take on board all constructive criticisms and allay lingering fears and concerns through targeted messaging, awareness raising and possible modification of some legal provisions. If properly articulated, communication and awareness raising would surely engender trust and encourage greater cooperation of member states with the Court and even encourage non–Member States to decide to become Members. It must avoid even a hint of bias or political motivation. The goals and responsibilities of the Court are no doubt very challenging and daunting but with the cooperation of all, coupled with the high calibre of Judges and staff of the Court, the challenges are not insurmountable. I, therefore, urge all states not to politicise the decisions of the Court but to always bear in mind the rationale for the establishment of the Court in the first place. I urge all states that have not yet done so to, as a matter of deliberate state policy, accede to the Rome Statute of the
International Criminal Court so that it can become a universal treaty. Nigeria has cooperated with, and supported the Court at all times. This, we have demonstrated by our full and transparent cooperation on matters on which we are being investigated and also in our several country statements at the sessions of the Court. Our cooperation with the Court is borne out of our strong belief in the respect for the rule of law and human rights, and in our firm commitment to the sanctity of fundamental freedoms at international and domestic levels, as ingrained in the objectives for establishing the Court. In conclusion, let me intimate you that Nigeria is preparing to conduct general elections in 2019. Contrary to the tragic incidents that characterised the 2011 general elections in Nigeria which necessitated preliminary investigations by the International Criminal Court, I assure you that all hands are on deck to prevent any recurrence of such tragic incidents. We shall do everything possible to ensure that Nigeria witnesses the conduct of free, fair and peaceful elections in 2019. Again, I congratulate the Court on its 20th Anniversary and wish it continued growth, relevance and success in the years to come in its vital role as a bulwark against man’s inhumanity to man.
Ekiti: The triumph of stomach infrastructure

If history is classified as truly the prerogative of the victor, then one concept likely to be revisited in the times ahead will be the vexatious “stomach infrastructure”. Ordinarily, the imagery evoked would perhaps not be more than the entrails of oesophagus, kidneys, intestines down to the rectum in human skeleton commonly displayed in the biology lab. But not until after Ayo Fayose’s dramatic reincarnation in Ekiti in 2014. To rout then incumbent Kayode Fayemi (JKF) so resoundingly, the magic formula was easily narrowed down to the “empowerment” of prospective voters with edibles like rice, chicken enhanced with a few bank notes. An improvement on the tankers of water Fayose had dispensed arduously to thirsty neighbourhoods for months preceding the 2003 polls where he similarly secured an upset victory over incumbent Niyi Adebayo. Given its demonstrable efficacy over two election seasons, that illicit tactic, for want of a more elegant camouflage, soon became known simply as “stomach infrastructure”, patented as Fayose’s own unique contribution to Nigeria’s political evolution. Officially, a government department would even be designated in Ado-Ekiti for such transaction. But the supreme irony is that, today, not many would remember that the etymology of “stomach infrastructure” is actually traceable to the very denunciation of what it came to symbolize and the enunciator, its first notable casualty. To begin with, the sophisticate in JKF could not understand why his clansmen in his own native Isan would prefer his modest convoy still blare the siren, even in the dead of night, when returning from the state capital. Perhaps, just to remind those in neighboring communities that their illustrious son was now the “gomina” (as the locals
pronounce governor). Again, while pontificating much earlier on the challenge of public service as Ekiti governor, JKF would express great difficulty in managing the expectations of party leaders. When the chips were down at party caucus, no one, he revealed with a tinge of frustration, ever disputed the government’s claims that public funds were being deployed with a view to meeting the deficits in social infrastructure. Rather, often audible at such party fellowship was a grumble that similar effort was not being made “to develop our own stomach infrastructure” as stakeholders. Put starkly, the party barons were sneering in the manner of buccaneers, “Is it road or hospital that will fill our own bellies?” For stomachs now distended from years of addiction to gobbling both the proverbial yam and seedlings, prohibitive is the cost of sustainance indeed. So, really, “stomach infrastructure” was meant to be despicable as against the populism now associated with it; a preference for self-interest against the common good. It is perhaps a measure of the debasement of politics that it became glorified under Fayose. Having said that, let it also be stated that no comfort was provided nor hope offered with the widespread reports that JKF’s camp too resorted to massive deployment of the same “stomach infrastructure” to overrun Fayose (aka Oshoko) and Kolapo Olusola-Eleka last Saturday. Going by reports, it was a big bazaar in which the highest bidder eventually prevailed. For once, Fayose was beaten at his own game. Civil servants received a curious N3,000 bank credit alert on the election eve for starters. Those able to show proof of “performance” on the D-Day got further N4,000 from PDP. With the aid
of technology, that was not too difficult to ascertain. Snapshot of thumbprinted ballot taken with the camera device of the cellphone handset was all required to cash the money from the paymaster lurking around the corner. The process was known as “see and buy”. But not to worry, APC had the answer. Perhaps to exert the fabled “federal might”, the JKF canvassers outspent the main opposition by shelling out N10,000. In an economy where civil servants and pensioners had not received wages and pension for months, the bait was simply too irresistible. So, in a way, the most appetizing “stomach infrastructure” carried the day in Ekiti on July 14. All said, for Fayemi, this must be a tempting moment indeed. In the topsyturvy of politics, staging a comeback is not always an easy feat, much less an opportunity to make up for yesterday’s failing. With hitherto blustering Fayose now left to clear the debris of the routing of last weekend, it will – let us face it – require uncommon self-restrant on JKF’s part to resist being triumphalist, even vengeful. Sweet must be the victory in which providence puts you in a position to exact from an old foe a pound of flesh, an eye for an eye. If Fayose trounced him in all the 16 councils in 2014 including the sitting governor’s own ward, APC pulled not only 12 councils but capped Oshoko’s humiliation by also flooring him in his own council this time. More, the memory many will probably clutch for a long time is the grotesque glimpse of a weeping Fayose in a makeshift neck brace lamenting police assault on the election eve. (To say nothing about the countless videos by mischiefmakers currently trending in the social media making a caricature of those rare gubernatorial tears.) Of course, now easily forgotten is the no less pathetic picture of a
Fayemi looking dazed in his first public appearance with Fayose after the shock defeat of 2014. For JKF, besides Oshoko, there must be a temptation to also stomp over Iroko in neighboring Ondo State. The bitterness against Olusegun Mimiko is undoubtedly fed by the feeling of betrayal in 2014. As Ondo governor then, the latter furnished the launching pad for PDP to annexe Ekiti and humble Fayemi. Intoxicated by the company of new political friends, Iroko had forgotten so suddenly the brotherhood they both shared during their epic battle in the court between 2007 and 2010 to recover their stolen mandates. Then, 2016 presented a chance to pay Mimiko back in his own crooked coin. Iroko was made to watch, with his own eyes, his bid to foist his surrogate as successor in Akure White House thwarted by APC forces coordinated by Fayemi as federal minister. The operation was most savagely clinical. Perhaps, that should be expected of a man whose doctorate was on War Strategies. So, as Mimiko retreated to his native native Ondo town later in February 2017 with tail gathered between his legs, Fayemi’s throaty, gap-toothed laughter surely echoed through the surrounding Ore forest. Now, as the Ekiti Governor-elect contemplates his second coming, vengeance would be seductive. But from experience, witchhunt often ends up a costly distraction, sapping the energies that could have been put to more productive use. If nothing at all, the results of last Saturday’s exercise surely call for worry. Whereas voters’ turnout may suggest increased participation relative to 2014, the margin however portrays a population sharply polarized. In 2014, total votes cast was 360,455 compared to last Saturday’s 403,451.

Editorial Commentary The color of party ideology (ii)

Our POSITION
Mohammed Adamu Political ideology is not always as intrinsically virtuous as political scientists would want us to believe. Politicians are ideologues only of the political beliefs or values that they have elected to be motivated or guided by. To partisan idealists ‘right’ and ‘wrong’ or ‘good’ and ‘bad’ are not always the same. They differ according to how political actors themselves differ in their chosen political beliefs or values. Thus political ideology can sometimes be as bitchy and double-faced as ‘political man’ himself can be inherently or potentially Janusfaced. To most of our politicians shifting always in the direction of the greenest pasture, or seeking only where the political bread gets the most butter, has now almost become the ‘ideal’ political ideology. It is now the ideology above all ideologies. It is in fact the new ‘political correctness’. And as ‘beauty lies in the eye of the beholder’, so is political ideology now –especially in our own clime- altruistic only in the perception of the perceiver. Our politicians claim to be different even though they tend always to be the same. Whether they profess to be on the ‘left’, ‘right’ or ‘center’; or whether they subscribe to being ‘a little to the left’ or ‘a little to the right’ of the ‘center’, most of them are motivated by the same instincts and animated by the same stimuli –to feather their nests even if, in the process, they have to move from one nest to another. Said H.L. Mencken “An idealist is one who, on noticing that a rose smells better than a cabbage, concludes that it will also make better soup”. And this is not helped by the fact –theoretically- that any set of political beliefs that govern the affairs of man, no matter how strange or how heretical; no matter how outmoded or how avant-garde; no matter how sacred, or how profane, still bears the toga of idealism. So much that it has become politically ideological nowadays even to profess no known political ideology at all. Or to contrive one’s own political ideology –no matter how un-altruisticand to stick dogmatically to it. The Peruvian writer Mario Vargas Llosa said “Real politics…has little to do with ideas… and everything to do with maneuvers, intrigues, plots, paranoias… and every kind of con game”. Our politicians especially are now only as credible as their most recent ideological leaning. Now they are here, now they are not! Like so called ‘women of easy virtue’, they are only as committed as their most recent commitment. Political ideologies unfortunately are not necessarily grounded in moral considerations; because the question will then be asked whose or what moral yardstick’ must we use to determine the right moral consideration? Nor are political ideologies to be justified or legitimized on the premise of logic; because again, ideology, like religion, often lends itself more to faith and belief than it does to reason and common sense. Nowadays even the most propagated political ideas seem in fact often the less provident ones. And the most bizarre ones, ironically, often hold the profoundest promise. When Fela announced his ‘You-Chop-I-Chop’ political party, it had sounded, in the circumstances, more ludicrous than it was serious. It was nonetheless an espousal of already existing universal adages of fairness which our so called political parties appear sworn never to imbibe -such as ‘live and let live’, or the more equitable ‘let the eagle perch and let the kite perch too’, or the Justinian ‘to each according to its desert’. This is the ultimate political ideology – seeking to make life worth living for all. And not just for some, or for a few, or worst even strictly only for ‘self’. A character contesting for political
office in one of Kanny Wood’s dramatic satires provides practical demonstration of that ‘self-only’ ideology in the campaign song: ‘ku taru ku tara, in kwashe’; -meaning ‘let the people toil and moil, and I will rock and roll’. Which is the same as saying: ‘let the monkey work, and let the baboon eat. And although it is worse than Fayose’s propagandized ‘stomach infrastructure’, the people ‘toiling and moiling’ while the politician ‘rocks and rolls’, is no less decadent than PDP’s idea of ‘conquering and despoiling’ as the veritable political ideal. And isn’t it amazing, by the way, that most PDP faithful are now no longer ashamed to even ask that we give them back their ‘corruption’? Or isn’t that now how heady and recalcitrant the goblin of corruption has finally gotten? –so much that it can now jostle for place no longer in the museum of the ignoble but right in the hall of ideological fame? Or isn’t ‘corruption’ now the veritable political ideology, so that every rotten political rogue is now an anointed angel? –not to be touched but rather to be tolerated. Or is every loot not now merely manna from heaven? –not to be recovered but to be made holy and permissible for the looters? Or is every ‘stealing’ and ‘thieving’ now not any more criminal? –not to be punished but to be commended and rewarded? Or has not the shedding of innocent blood not now been elevated to the height of partisan opposition? –so that life is no longer as sacred as the pursuit of political office? And if, as the U.S. novelist Henry Miller said that “One has to be a lowbrow, a bit of a murderer to be a politician, ready and willing to see people sacrificed, slaughtered for the sake of an idea, whether a good or a bad one”, then political ideology remains a nonstarter. Some say that members of the ‘nPDP’ who now go by the puritanical acronym the ‘Reformed-APC’ have no political ideology –having once disavowed the retrogressive policy of the PDP in favor of the progressivism of the APC, and having now threatened to return to their old vomit. Observers say that this crop of colorless politicians have no political ideology. But I dare to say that, that is not necessarily indicative of the absence of political ideology. On the contrary, that in itself is the political ideology –roving across ideological boundaries and political time lines in search of where the political grass is the greenest; or where the political bread gets the most butter –no matter whose ox is gored in the process. That is the new political ideology. Unfortunately. POSTSCRIPT In his ‘The Hohenzollerns in America’, the British-born Canadian writer and economist Stephen Leacock, lampoons ideological double standard when he said “I am a Liberal Conservative, or, if you will, a Conservative Liberal with a strong dash of sympathy with the socialist idea, a friend of Labor and a believer in Progressive Radicalism. I… would take a seat in the Canadian Senate at five minutes’ notice”. By the way, the Canadian Senate is usually an unelected chamber comprising appointed legislators (by the Prime Minister) and whose job principally is to dot the ‘I’s and to cross the ‘t’s of bills initiated and passed by the House of Commons. The Canadian parliament is generally considered as a constitutional chamber of “sober, second thought”; but which critics say is hardly sober enough to afford a ‘second thought’. Financial autonomy and matters arising
n Nigeria, the principle of separation of powers has to an extent been effective at the federal level as the National Assembly has in various circumstances, served as a check on the executive in accordance with its constitutional responsibilities. But the reverse has been the case in the states where the legislature has always pandered to the whims of the governor. That the State House of Assembly has been the puppet or stooge of the governor was clearly expressed in the rejection of the financial autonomy earlier offered them as contained in constitutional amendments carried out by the sixth National Assembly. With President Muhammadu Buhari’s assent recently, to the Fourth Alteration Bill to the 1999 Constitution which gave total financial autonomy to Houses of Assembly and the Judiciary in 36 states of the federation, these organs of government now have the platforms to perform optimally. Specifically, with this amendment, the state Houses of Assembly will no longer depend on the state governments for their financing as they can now draw their funds straight from the first line charge. This implies that like the National Assembly, the Federal Ministry of Finance will henceforth transfer their budgetary allocations to their independent accounts. We welcome this development and hope that these two arms of government in the states will make the best use of the opportunity. Indeed, it is victory at last for the state legislature, an organ of government which has been oppressed and suppressed for several years by the executive. The operations of the Houses of Assembly in various states of the federation since 1999 are best exemplified in how not to be legislatures as theirs had been a sheer opposite of the application of the principle of separation of powers. What that implied was that the state legislatures did not exist to serve the public interest in accordance with their constitutional responsibilities but rather to serve as an appendage of governors. Besides, with very little excuse and sometimes for pecuniary reasons, legislators had no qualms about impeaching their speakers. Yet behind most of the impeachments is the overbearing disposition of the executive in these states where the governors lord themselves over the legislative arm of government which they seek to emasculate. Thus, any speaker who tries to be inquisitive on the activities of the executive is quickly impeached under the supervision of the governor and replaced with a favourite one who will be ready to take orders. It is therefore little wonder that it is never heard that a legislature has exposed
corrupt acts by the executive in any state as provided in the constitution neither is it ever heard that a state budget has been subjected to any thorough scrutiny. Rather, executive bills and nominees in all the 36 states usually pass through the legislatures and returned as proposed. Various studies carried out by the National Institute for Legislative Studies (NILS) on the activities of the state legislatures recently showed that the lawmakers were mere rubber stamps of the governors. To the extent that the legislature financial autonomy is meant to guarantee their freedom from the overbearing influence of governors, we welcome this cheery development. We hope the Houses of Assembly will summon courage to discharge their constitutional responsibilities in the interests of the people who elected them. It is also the same trend with the judicial arm of government in the states. State governments hardly lose any case they institute or that is instituted against them in the various high courts of their states and it is believed that a major cause of this is lack of financial autonomy. We are of the opinion that with the President’s assent to this bill, judges like legislators will henceforth have no reason to draw their funds from the state governments and hence, begin to uphold the dictates of their conscience by dispensing justice without fear or favour.

NLC: New minimum wage under way, reaffirms pact with NECA Idu Jude, Abuja The Nigeria Labour Congress (NLC), has said that it would continue to offer every needed comradeship to ensure that federal government implements new minimum wage before the end of the year. This is contained in speech delivered by the NLC Secretary General Professor peter Ezon. He said in order to make the organised labour a strong body in pursuant of its cause, both bodies should continue to have bond. He noted that an African proverb instructs, “you cannot clap with one hand”, stressing that the NLC recognises the critical role that NECA plays in fostering and facilitating industrial harmony in Nigeria.
“NECA as the representative body of employers in Nigeria’s private sector has always shown demonstrable understanding of the imperatives of respecting workers’ rights as a necessary condition for sustained productivity and wealth creation. NECA has also over the years demonstrated strong empathy with the welfare of Nigerian workers especially with regards to meeting basic conditions for decent work” “As organised labour, we appreciate the role and contributions of NECA in the ongoing negotiations for a new national minimum wage. Even while negotiations are still ongoing, NECA has identified with workers’ demand for a new national minimum wage which as far as we are concerned is already long overdue. NECA has promised to pay the new national minimum wage as soon as it is agreed
upon and passed into law”. He observed that this proactive posture by NECA on a new national minimum wage speaks volumes of the pro-labour and patriotic disposition of employers in Nigeria to workers. He stated that the two of the tripods of social partnership – labour and employers are already in agreement over the national minimum wage. “We urge the last remaining leg of the tripod which is the government to do the needful and give Nigerian workers a deserving new national minimum wage before the end of August 2018. Yes, NECA has a strong bond with Nigerian workers but it is not all Uhuru! There are still a few employers who have refused to be on the same page with the rest of employers in taking the issue of workers’ rights and entitlements serious”.

Forgery allegation against Finance Minister, affront on Yoruba race - ODI Mathew Dadiya, Abuja The Oduduwa Development Initiatives (ODI), has risen its voice in defence of the Minister of Finance, Mrs Kemi Adeosun, lamenting that the alleged forgery allegation was an affront on the Yoruba race. ODI further condemned the allegation, describing it as a sinister move to ridicule Adeosun. NPHCDA gulps 64% of health funds – Health Minister Doosuur Iwambe, Abuja The Minister of Health, Prof. Isaac Adewole has disclosed that 64 percent of funds in the health sector go to National Primary Health Care Development Agency (NPHCDA). Speaking during the launch of Technical Support Programme (TSP) for the NPHCDA, the Minister said that it was crucial to focus on the primary health care sub-sector, following the challenges of the country. “We need to turn things around to focus on primary health care where our people go to and that is the facility closest to our people. “So investing in PHC is the right way to go. Over the last two years, we have changed the funding structure and the ED will testify to the fact that the agency is gulping the largest chunk of our allocation. “When we started, it was from 18 percent and the last continue to move to 64 percent. So the ED, you are the prime
centre of attraction and I pray that you continue to deliver.” While challenging states primary healthcare agencies to take advantage of the TSP to get needed support that would enhance the delivery of healthcare services to their people, Adewole called it a “structured and more responsive platform” for technical support to end years of the agency’s inability to effectively deliver support to states. The TSP signals continuing shift of government to invest in primary health care as a “prime centre of our attention”, away from teaching hospitals at the start of the administration. “We will be wasting our time and energy if we decide to go that route. We have done that already and we have not really achieved the desired result, and so we have to turn things around and focus of primary health care,” Adewole said. On his part, the NPHCDA Executive Director, Dr. Faisal Mohammad, in his remarks, said that poor coordination of technical assistance healthcare delivery informed the concept of the programme.
He was hopeful that it will facilitate the effective delivery of technical support services to State Primary Health Care Boards (SPHCBs). Also, an official of the Bill and Medlinda Gates Foundation, Jenny Segueira, also tasked government to improve its tracking mechanism in the implementation of PHC programmes.

NEMA sympathises with victims of Katsina flood, assesses communities Joseph Inokotong In a swift response to the flood disaster in Jibia Local Government Area of Katsina State, the National Emergency Management Agency (NEMA), has delivered relief assistance to provide immediate succour to the affected victims. 2018 Hajj: FCT permanent transit camp set to receive pilgrims The Federal Capital Territory (FCT), Muslim Pilgrims’ Welfare Board has concluded necessary arrangements to host intending pilgrims from the zone. The Director of the Board, Malam Muhammad Bashir, gave the assurance at a meeting with stakeholders, officials of National Hajj Commission of Nigeria (NAHCON), and the states of Nasarawa, Kogi and Benue. Nigerians urged to go for regular diabetes screening Stories: Angela Onwuzoo To reduce the burden of diabetes in the country, Nigerians have been urged to know their diabetes status by going for regular screening. The Federal government has been enjoined also to make diabetes screening routine in hospitals across the country. The Medical Director, Rainbow Hospital, Lagos, Dr. Afoke Isiavwe who made this call, said diabetes is almost becoming an epidemic in Nigeria . Isiavwe reiterating the need for Nigerians to undergo blood sugar tests regularly , warned that deaths and morbidity recorded as a result of diabetes would continue to rise if those affected were not diagnosed and treated early. She however, noted that making
diabetes screening routine like high blood pressure would help detect large number of people living with the disease without knowing it. Isiawe who is also the Coordinator, Diabetes Podiatry Initiative Nigeria & Medical Director Rainbow Specialist Hospital, regretted that millions of Nigerians do not know their diabetes status. According to the President, Diabetes Association of Nigeria, DAN, Dr. Alkali Mohammed , more than half of the individuals that are diabetic in Nigeria are not aware of the fact that they have the disease . She further urged Nigerians already living with the disease to guide against diabetic foot. Warning them against walking bare-footed, she stressed the need for people with diabetes to inspect their feet
daily to prevent amputation and other complications of the diseases. According to her, for diabetes a sore on the leg is an emergency and should be taken to a hospital for proper management because 85 percent of diabetic amputation are preceded by a sore on the leg. “Worldwide over one million amputations occur with people with diabetes every year and every second a limb is lost to diabetes. Patients with diabetes are at 15 – 40 folds higher risk of a lower limb amputation than nondiabetic patients. She said “People living with diabetes should take extra care of their feet and check their feet everyday for colour changes, red spots, cuts, swelling, blisters, and numbness and also choose their footwear appropriately, and avoid walking around without shoes.”
Isiavwe posited that early detection would help avoid poor outcome and reduce amputation from diabetes. On her part, the Strategic Accounts Manager for Diabetes care, Roche Diabetes Care, Mrs. Folashade OlufemiAjayi appealed to government to make a policy that would mandate checking of blood glucose as routine just like blood pressure is checked. She said if made compulsory in the hospitals, “we will be able to detect early those people in their pre-diabetes stage or down with diabetes and this will reduce further progression into complications.” She also called out to diabetic patients to always carry out structured self monitoring of blood glucose so as to enable them achieve appropriate metabolic control and avoid the risk of hypoglycemia and hyperglycemia.
Gender based violence: WARIF receives USAID grant to strengthen response in Nigeria The Women at Risk International Foundation (WARIF organisation, have been named one of the recipients to be awarded a grant by the United States Agency for International Development (USAID) in Nigeria. This grant will be awarded through the Pathfinder platform, a global non-profit organisation that focuses on reproductive health, family planning, HIV/AIDS prevention and care, and maternal health. The WARIF Centre, a sexual assault referral centre (SARC) run by the organisation, is the only private NGO SARC selected amongst the list that has been recognized and provided this
grant to cater for sexual abuse related cases in Lagos. This grant will be implemented, through the WARIF SARC, as well as the other initiatives implemented by organization -the WARIF Educational School Programme and the WARIF Know Your Community initiative. The objective of this grantor alliance by the USAID is to ensure that improved medical services, psychosocial counseling, associated services, and referrals to survivors of sexual assault are provided by the SARCs. It also aims to Increase awareness of sexual and gender based violence through community-based intervention,
contribute to breaking the culture of silence, and reduce the overall incidence of sexual assault in the country. Dr. Kemi DaSilva- Ibru, Founder of WARIF, commenting on this recognition, said, “We are very proud to receive this grant from the USAID in recognition of our work in making a positive impact in the lives of the many brave survivors we have been able to reach. This funding will ensure that we continue the good work so that more survivors of rape and sexual violence are able to have access to first respondent services, which we provide at the Centre. In addition, we will be better equipped in managing cases of sexual assault, create greater
awareness and train and educate more individuals on these issues and improve the reporting rate of gender based violence in Lagos State.” WARIF began its operations in 2016 and have since inception, executed several initiatives some of which include; the WARIF Educational School program, WARIF through the Arts, the WARIF Gatekeepers initiatives amongst others. Through the Pathfinder platform, the USAID grant will be implemented by WARIF through July to October 2018. The execution of this grant is expected to deliver primary healthcare assistance to victims of gender and sexual based violence in Nigeria.

So we need to turn things around to focus on primary health care where our people go to and that is the facility closest to our people,” he said. Adewole said the TSP, which was approved at the last National Council of
Health meeting, was meant to strengthen coordination of technical supports to states so as to ensure one health plan across Nigeria. He noted that the initiative would also help address the various challenges in the health sector and also ensure the realisation of the goal of one framework, one implementation plan and one evaluation plan for the Nigeria health sector. In his welcome remarks, the Executive Director, NPHCDA, Faisal Shuaib, noted that states still struggle with challenges in the area of primary healthcare, which underlines the need for technical assistance from the centre. He said the TSP was designed to facilitate effective delivery of support to State Primary HealthCare Boards. “Today, states continue to struggle with cold chain maintenance, delivery of vaccines in the right quantity, to the right place and at the right time, shortage of human resources for health, just to
mention a few. “The persistence of these challenges clearly highlights the need for the NPHCDA to improve on the delivery of its mandate to provide policy direction, technical and logistics support to states and local government areas (LGAs to implement PHC services across the 36 states and FCT),” he said.

Babies fed with solids early sleep longer, wake less frequently A study published in the journal JAMA Pediatrics has found that babies who were introduced to solid foods early slept longer, woke less frequently at night than those exclusively breastfed for around the first six months of life. Researchers from King’s College London and St George’s University of London studied 1,303 exclusively breastfed three-month-olds from England and Wales and divided them into two groups. One group were encouraged to exclusively breastfeed for around six months. The second group, while continuing to breastfeed, were asked to introduce solid foods to their infants’ diet from the age of three months. Parents completed online questionnaires every month until their baby was 12 months, and then every three months up to three years of age. The questionnaires recorded the frequency of food consumption and included questions about breastfeeding frequency and duration, as well as questions about sleep duration. A total of 94 per cent (1,225) of them completed the threeyear questionnaire, among which 608 from the exclusive breastfeeding group, and 607 from the early introduction of food group. The study found that infants in the group which had solids introduced early slept longer and woke less frequently than those infants that exclusively breastfeed to around six months of age. Differences between the two groups peaked at six months, with the early introduction group sleeping for aquarter of an hour (16.6 minutes) longer per night and their night waking frequency decreased from just over twice per night to 1.74. Feedback about maternal wellbeing showed that sleep problems were reported less frequently in the group introducing solids before six months. The results of this research support the widely held parental view that early introduction of solids improves sleep, said the paper’s lead author Gideon Lack with King’s College London.

What you should know about high blood pressure Angela Onwuzoo High blood pressure according to experts remains a silent killer which, if not properly managed, could lead to heart attack , stroke , heart diseases and chronic kidney disease , among other health problems . Hypertension or high blood pressure is a long -term medical condition in which the blood pressure in the arteries is persistently elevated .It remains a major factor for stroke, heart failure , peripheral vascular disease , chronic kidney disease , dementia and sudden death of both young and old people, experts say. However, there are certain things you can do to help reduce your risk of developing high blood pressure. These include eating right, getting the right amount of exercise, and controlling salt intake. But first, what is high blood pressure? Blood pressure is the measurement of the pressure or force of blood pushing against blood vessel walls. In hypertension (high blood pressure), the pressure against the blood vessel walls is consistently too high. High blood pressure is often called the “silent killer” because you may not be aware that anything is wrong, but the damage is occurring within your body. The only way to know if you have high blood pressure is to have your blood pressure taken. It is best to know your numbers and make the changes that can help prevent or limit damage. Understanding BP readings Having blood pressure numbers that are within the normal (optimal) range of less than 120/80 mm Hg remains the best. It could be backed up by keeping to good heart-healthy habits like following a balanced diet and getting regular exercise. Again, knowing how and when to put blood pressure under check is very important. Hence the need to consider the following: Elevated blood pressure Elevated blood pressure is when readings are consistently ranging from 120-129 systolic and less than 80 mm Hg diastolic. People with elevated blood pressure are likely to develop high blood pressure unless steps are taken to control it. Hypertension Stage 1 Hypertension Stage 1 is when blood pressure is consistently ranging from 130-139 systolic or 80-89 mm Hg diastolic. At this stage of high blood pressure, doctors are likely to prescribe lifestyle changes and may consider adding blood pressure medication based on your risk of atherosclerotic cardiovascular disease (ASCVD) such as heart attack or stroke. Hypertension Stage 2
Hypertension Stage 2 is when blood pressure is consistently ranging at levels of 140/90 mm Hg or higher. At this stage of high blood pressure, doctors are likely to prescribe a combination of blood pressure medications along with lifestyle changes. Hypertensive crisis This is when high blood pressure requires medical attention. If your blood pressure readings suddenly exceed 180/120 mm Hg, wait five minutes and test again. If your readings are still unusually high, contact your doctor immediately. You could be experiencing a hypertensive crisis . If your blood pressure is higher than 180/120 mm Hg and you are experiencing signs of possible organ damage such as chest pain, shortness of breath, back pain, numbness/weakness, change in vision, difficulty speaking, do not wait to see if your pressure comes down on its own. Remember,your blood pressure numbers and what they mean. Your blood pressure is recorded as two numbers: First is Systolic blood pressure (the upper number) which indicates how much pressure your blood is exerting against your artery walls when the heart beats. Second is Diastolic blood pressure (the lower number) which indicates how much pressure your blood is exerting against your artery walls while the heart is resting between beats. But which number is more important? Typically, more attention is given to systolic blood pressure (the top number) as a major risk factor for cardiovascular disease for people over 50. In most people, systolic blood pressure rises steadily with age due to the increasing stiffness of
large arteries, long-term build-up of plaque and an increased incidence of cardiac and vascular disease. Those more likely to have high blood pressure are people with family members who have high blood pressure, cardiovascular disease, or diabetes. Others are those who are overweight, people who are not active,people who drink a lot of alcohol, people who eat too many fatty foods or foods with too much salt and people who smoke. How to reduce your risk of high blood pressure Fortunately, there are certain things you can do to help reduce your risk of developing high blood pressure. These include the following:
Eat right : A healthy diet is an important step in keeping your blood pressure normal. The DASH diet (Dietary Approaches to Stop Hypertension) emphasizes adding fruits, vegetables, and whole grains to your diet while reducing the amount of sodium. Since it is rich in fruits and vegetables, which are naturally lower in sodium than many other foods, the DASH diet makes it easier to eat less salt and sodium. Keep a healthy weight : Going hand-in-hand with a proper diet is keeping a healthy weight. Since being overweight increases your blood pressure, losing excess weight with diet and exercise will help lower your blood pressure to
healthier levels. Cut down on salt: The recommendation for salt in your diet is to have less than 2,400 milligrams of sodium a day (equal to about one teaspoon). To prevent hypertension, you should keep your salt intake below this level. Use herbs and spices that do not contain salt in recipes to flavour your food; do not add salt at the table. (Salt substitutes usually have some salt in them.) Keep active : Even simple physical activities , such as walking, can lower your blood pressure (and your weight). Drink alcohol in moderation : Having more than one drink a day (for women) and two drinks a day (for men) can raise blood pressure.
NAFDAC intensifies efforts to check artificial fruit ripening Angela Onwuzoo The National Agency for Food and Drug Administration and Control (NAFDAC),says it will commence immediate nationwide monitoring of fruit markets to check activities of some traders involved in artificial ripening of fruits. The Director -General of NAFDAC , Prof. Moji Adeyeye, said this in a statement in Abuja on Tuesday . Adeyeye stated that the agency decided to take the measure because it had become common practice among some desperate traders and farmers to hasten the process of fruit ripening using hazardous chemicals like calcium carbide. She noted that “ NAFDAC has
noticed the dangerous practice of sale and consumption of fruits artificially ripened with calcium carbide . “As part of our mandate, NAFDAC is on high alert to respond to any practice or process that will jeopardise the health of the population. “Fruits provide the body with micro- nutrients that improve immunity and prevent diseases among other benefits. “Fruit ripening is a unique aspect of plant development, which makes the fruit edible , softer , sweeter , more palatable , nutritious and attractive. “However, the consumption of fruits such as mango , banana , plantain , guava , orange, grape , etc or any other fruits ripened with calcium
carbide is dangerous to health .” According to her , the effect of artificial ripening on fruit quality , including properties such as colour, taste and feel are lost considerably and does not give the natural aroma and flavour to the fruits . The NAFDAC boss stated that these fruits, although possess uniform colour , were less juicy than when ripened naturally and have comparatively shorter shelf life. Adeyeye added that artificially ripened fruits may be ripe on the skin but unripe inside . She noted that calcium carbide , when sprayed with water , react chemically to produce acetylene, which act
like ethylene and ripen fruits by a similar process. She stated that calcium carbide generally contain impurities such as arsenic , lead particles and phosphorus , which pose a number of serious health hazards. She added that “these impurities may cause serious health problems when consumed. “The consumption of such fruits containing these impurities may cause cancer, heart, kidney and liver failure .” Adeyeye, therefore , warned farmers, traders and the public that ripening fruits with calcium carbide was dangerous to health and a criminal offence , and perpetrators would be prosecuted.

Nigeria has no alternative to unity, IBB insists Patrick Okohue Former Nigeria’s military President, General Ibrahim Babangida has charged Nigerians to do everything possible at all times to keep the unity of the country, arguing that Nigerians have no option but to keep the unity of the country. Babangida who stated this while responding to remarks made by a frontline Peoples Democratic Party (PDP), presidential aspirant, Kabiru Tanimu Turaki, SAN who visited him at his residence in Minna, Niger State as part of consultations with former leaders and elders in the country, stressed that no progress can be made without unity. He commended Turaki for pursuing the vision of Nigeria’s founding fathers, noting that the aspirant’s vision as encapsulated in his remarks have identified areas critical to the wellbeing of the country. General Babangida said he endorsed Turaki’s idea about how Nigeria should move forward. “You have the experience, vigour and drive to get this country moving. We will guide and advise you when necessary as you continue to pursue your goal. I wish you well,” the former President said. The presidential aspirant in a release signed by, Sola Atere, Director, Media and Publicity, Kabiru Tanimu Turaki Presidential Campaign Organisation, had accused the All Progressives Congress (APC) government of fueling hatred and disunity among Nigerians, especially through its open discrimination in dealing with critical existential issues.
He said: “Today, Nigeria has been so battered that the people are losing confidence in the Nigerian Project. Today, people are losing hope and the actions of government have propelled increased agitations for self-determination by constituent units.” The government, he said further, has failed to meet the irreducible minimum of providing security for the protection of lives and property of the people. Besides, he said, the security agencies are working at cross-purposes, with the leadership not mustering the necessary political will to call them to order. The Senior Advocate of Nigeria pointed out that that the Executive had also been overreaching its powers in its relationships with the Legislature and the Judiciary. All these unsavoury developments have been creating unnecessary tension in the country, he said. Earlier, during a visit to Lafia, Nasarawa State as part of the consultation to the PDP secretariat, Turaki assured Nigerians that he would provide a more effective and efficient security architecture than what APC provides currently, to protect lives and property. The aspirant who was the chairman, Presidential Committee on Dialogue and Peaceful Resolution of the Security Challenges in the North East under President Goodluck Jonathan, noted that the 2015 general elections were held in the three frontline states of Borno, Yobe and Adamawa affected by Boko Haram insurgence because the government then was able to push the insurgents to the fringes of the country. Osun: Tinubu commends Oshiomhole, says direct primaries will deepen internal democracy Former Lagos governor and All Progressives Congress (APC) National Leader, Asiwaju Bola Ahmed Tinubu, has said that the decision of the party’s National Working Committee approving a direct primary for electing its governorship candidate in Osun State will deepen internal democracy in the party. Reacting to the decision of the party’s NWC to pick the governorship candidate of the party through direct primaries Tinubu said, “When the history of this moment is written, those looking back on this decision will say that it was an inevitable natural consequence of party evolution.” The APC Constitution provides for both direct and indirect primaries, but the direct option is more democratic and it is more participatory. Contrary to the Peoples Democratic Party (PDP) position on the July 14, governorship election in Ekiti State that produced the All Progressives Congress (APC) candidate, Dr Kayode Fayemi as governor-elect, a chieftain of the PDP in the state, Hon. Opeyemi Falegan has described the outcome of the poll as a reflection of Ekiti people’s will to restore the value of nobility, honesty, and integrity. The PDP chieftain also commended the major stakeholders especially the Independent National Electoral Commission (INEC), Police, security agencies and electorates over what he described as the peaceful conduct of the election in the state. According to him, “The peaceful, transparent, credible and hitch-free nature of the poll was as a result of patriotic conduct of all stakeholders that participated before, during and after the exercise.” Falegan gave the commendation shortly after the announcement of the winner of the poll, Dr Kayode Fayemi of APC in a release made available to newsmen in Ado Ekiti. Oil licences renewal: Senate probes $10bn revenue loss by NNPC
• Summons Kachikwu, DPR over role in anomalies Tunde Opalana, Abuja The Senate on Wednesday accused the Nigerian National Petroleum Corporation (NNPC) of being complicit in the loss of over $10 billion revenue that would have accrued to the federal government from the renewal of oil and gas licences. According to the senate, the revenue loss was perpetuated under the guise of illegal discounts and rebates granted oil and gas prospecting firms by the NNPC without due process. Making this disclosure yesterday,
the senate said that the Minister of State for Petroleum, Dr. Ibe Kachikwu and the Department of Petroleum Resources (DPR) have questions to answer relating to the renewal of oil and gas leases. Accordingly, the senate has mandated its committee on petroleum resources (upstream) to investigate all issues relating to the ongoing lease renewal being undertaken by the minister and the DPR. The committee is to report to the senate the anomalies in the ongoing lease renewal process and identify appropriate measures to correct
identified anomalies. This resolution followed the adoption of a motion complaining about irregularities in the ongoing oil and gas lease renewal and massive loss of government revenue sponsored by Sen. Omotayo Alasoadura and three others. Senator Alasoadura in his motion accused both the minister and DPR of renewing the leases of companies that have brazenly and illegally refused to pay royalties to the government from oil and gas lifted by the said companies in contravention of extant laws.
He observed that “the minister of state for petroleum resources and the DPR have deliberately, willfully and brazenly decided to depart from the subsisting legal framework and due process mandated by extant laws for the renewal of all leases”. According to him, the minister is granting all manner of illegal discounts and rebates in the process of the ongoing renewal of the leases, adding that the action of the minister is capable of short-changing the country and denying the federation the appropriate revenue accruable from the renewal of the said leases”.

ALTON decries sealing of 9mobile office in Rivers The Association of Licensed Telecommunication Operators of Nigeria (ALTON), has decried the unilateral closure of 9mobile Port Harcourt Regional Office by officials of Rivers State Internal Revenue Service (RIRS). A petition addressed to the Executive Chairman, RSIRS jointly endorsed by Engr. Gbenga Adebayo and Kazeem Oladepo, ALTON chairman and executive secretary, respectively, lamented that the sealing of EMTS premises is to compel the collection of alleged tax liability of N107,958,536.96, which represents its disputed outstanding tax liability arising from Pay-As-You-Earn (PAYE) of expatriates,
erroneously believed by the revenue agency to be subject to tax within the Rivers State. “As you know PAYE obligations are to states in which the employees reside, therefore, since EMTS did not have any expatriate(s) on its payroll who were residing in Rivers State within the assessment period, EMTS is clearly not indebted to the government of Rivers State for the alleged tax. EMTS had, at several meetings and by various correspondence explained and maintained that it is not indebted to the government of Rivers State as alleged by the RIRS, as it has never had expatriate employees working or residing in the state, and provided

relevant documents in support of its position,” the petition read. ALTON said based on its findings, it wishes to categorically reiterate that EMTS is not indebted to the government of Rivers State and that the sealing of EMTS’ premises is illegal, especially as it was carried out without a court order and without adherence to the due process of law. “The conduct of the RIRS in this regard, apart from being a clear contravention of the law, goes against the efforts of government at improving Nigeria’s position on the global Ease of Doing Business index, to encourage foreign investment. Also by applying self-
help remedies especially in a situation where the claim is erroneous, the RIRS has portrayed the state in very bad light as unfriendly and not welcoming of investors. “We also wish to draw your attention to the Office of the National Security Adviser (ONSA) directive that no government agency should seal any BTS site as they are designated Critical National Infrastructure. In this instance the directive has clearly been contravened by RIRS in sealing 9Mobile premises where a critical site is also situated, which has become inaccessible with the attendant security implications,” ALTON said.
Wema Bank declares 29.69% growth in PAT to N1.58bn Motolani Oseni Wema Bank Plc has announced 29.69 per cent increase in profit after tax to N1.58 billion in unaudited financial report of half year ended (H1) June 30, 2018. The lender had reported N1.22 billion profit after tax in prior half year unaudited results that was released to Nigerian Stock Exchange (NSE). Wema Bank’s profit before tax also increased by 26.60per cent to N1.81 billion in H1’2018 from N1.43 billion in H1’2017 over increased gross earnings and total assets. Gross earnings increased by 5.12per cent (Y-o-Y) to N31.93 billion in H1’2018 from N30.37billion in H1’2017, driven by 0.12per cent and 30.45per cent growth in interest and non-interest income respectively. NEXIM Bank boss seeks speedy passage of Factoring Bill Motolani Oseni The Managing Director/ Chief Executive, Nigerian Export -Import Bank (NEXIM), Mr. Abba Bello has said the expedited passage of the Factoring Assignments (Establishment) Bill by the National Assembly will present better financing alternative for cashstrapped micro, small and medium scale enterprises (MSMEs) in the country. While commending the lawmakers on the progress made on the draft bill which had passed through first and second readings in the House of Representatives, as well as the public hearing stage, he expressed confidence that the legislation will soon see the light of the day. Essentially, factoring simply
involves a business selling it’s accounts receivables to a third party called a factor at a discount to solve an immediate cash needs. Bello said factoring “will be one of the financing options that will mitigate the traditional challenges of SMEs in meeting the eligibility criteria for accessing credit from the traditional banking institutions.” During the public hearing, all stakeholders including the Central Bank of Nigeria (CBN), the Nigeria Deposit Insurance Corporation (NDIC), the Financial System Strategy 2020, the Debt Management Office (DMO) as well as the Afreximbank supported the factoring initiative which NEXIM will be the primary implementing agency. The NEXIM Bank Boss said he was concerned about the high level of informal trade in Africa, with informal non-oil exports recently
estimated at a minimum of $12 billion annually in Nigeria as against recorded non-oil export trade averaging about $3 billion annually in recent times. According to him, “While this challenge is a reflection of the large informal economy, estimated at 41.43 per cent of Nigeria’s GDP in 2015 by the Nigerian Bureau of Statistics (NBS), it is also symptomatic of the dearth/poor access to export credit, particularly among the SMEs who are the principal players in cross border trade. “Empirical data released by the Central Bank of Nigeria indicates that less than 1 percent of the total loans and advances disbursed annually were allocated to the non-oil export sector over the years.” Later at a roundtable with stakeholders, he said it was against the background of the credit
constraints to SMEs that NEXIM saw the need to partner with trade facilitating institutions namely Afreximbank and FCI and other Stakeholders, under the auspices of the CBN FSS 2020, to develop and promote factoring as an alternative trade finance instrument and an SME financial inclusion strategy. While expressing optimism that the bill will be quickly passed into law, he underscored the need for continued sensitisation, constructive engagement and capacity building to stimulate necessary investment interests and sustain the momentum towards rapid development of Factoring in the country. He said this will ultimately contribute towards improving Africa’s share in the global Factoring volume and support the current efforts to boost Intra-African Trade, while also formalising informal trade.

PSRP robust enough to manage power sector liquidity problem – BPE Mathew Dadiya, Abuja The Director General, Bureau of Public Enterprises (BPE), Alex A. Okoh, has said that the Power Sector Recovery Programme (PSRP) is robust enough to ensure viability of the power sector and manage the liquidity issues militating against the sector. Okoh said that a holistic approach alone would set the pace for an enduring solution to resolve the challenges. Okoh stated this at a meeting with the House of Representative
Committee on Privatisation and Commercialisation, on Tuesday in Abuja. The PBE boss added however that optimising the potentials of the PSRP would be largely reliant on a simultaneous effort from all parties involved in the privatisation process as well as regulatory bodies. Amina Tukur, Head of Communications stated that the meeting centred on proffering solutions to the challenges affecting the performance of the Electricity Generation and Distribution Companies (DisCos and GenCos).
Okoh noted that the Nigerian power privatisation transaction is the biggest of its kind in the entire continent and that post transaction challenges were inevitable. He however, expressed optimism that the challenges are not insurmountable. Categorising the challenges under three bands as; transaction frame work, operational issues and policy and regulatory concerns, the Director General of the Bureau explained that solutions proffered without a thorough diagnosis of the issues would fall through in the course
of time. He reaffirmed the Bureau’s dedication to the success of the sector towards ensuring improved electricity supply to the nation. The Deputy Chairman of the Committee, Hon Shadimu Alao Mutiu gave an assurance of the Committee’s support towards the success of the sector, adding that only a joint effort can bring about the much needed progress sought by all parties involved. Present at the meeting were representatives of GenCos, DisCos as well as Nigerian Bulk Electricity Trading Plc. (NBET).
In furtherance to the ongoing effort to sanitise the Apapa area of the state, the Lagos State Government, Nigeria Union of Petroleum and Natural Gas Workers (NUPENG), the Apapa Ports Authority and other stakeholders have vowed to work together to sustain a clean environment in the area. This synergy was achieved during a meeting in Apapa on Wednesday by the Lagos State Ministry of the Environment (MOE), Port Authorities, NUPENG, Tank Farm Owners, National Association of Road Transport Owners (NARTO), Community Development Associations (CDAs) and Apapa Local Government. The Meeting, chaired by the Special Adviser to the Governor on the Environment, Mr. Babatunde Hunpe, was held to foster ownership of the sanitation initiatives in the area. Following the pervasive disorder and attendant environmental infractions in the Apapa area of the State, the Lagos State Government, through the Ministry of the Environment, had intervened to restore sanity in the environment. The Special Adviser said that the cooperation of all stakeholders was necessary to achieve a clean environment and restore the beauty of the area. Hunpe said that the concerned associations within the port authority should come together to form a strong team that would own and sustain the ongoing efforts of the government. To address indiscriminate waste disposed along the road, he stated that government had decided to add two additional Waste Collection Operators to mop up waste from the road, in addition to the placement of refuse bins at strategic locations. He noted that several environmental infractions such as littering and open defecation were outcomes of the undue presence of trailers on the road.

Nigeria to host 2021 WAFU Cup of Nations
Nigeria has been confirmed as the host of the 2021 West African Football Union (WAFU) Cup of Nations. According to reports on Fox Sports Africa’s website, sponsors of the tournament, on Tuesday, Nigeria will host the third edition of the competition in September 2021. The News Agency of
Nigeria (NAN) reports that Senegal will stage the second edition of the competition in September 2019. The first WAFU tournament, hosted by Fox Sports, was held in September 2017 and saw the host nation, Ghana, crowned champions in what was a successful event. The Black Stars defeated Nigeria 4-1 in the final.

The West African Union is made up of 16 countries who are divided into two zones. Cape Verde, The Gambia, Guinea, Guinea-Bissau, Liberia, Mali, Mauritania, Senegal and Sierra Leone are in Zone A. Benin, Burkina Faso, Ivory Coast, Ghana, Niger, Nigeria and Togo are in Zone B.
Golf will never be drug-free – Gary Player Golf will never be completely drug-free according to retired South African golfer, Gary Player, who has also questioned why it took so long for the British Open to implement blood testing as part of its anti-doping regulations. The tournament, in its 147th edition, will introduce blood testing this week. The PGA Tour announced drug-testing changes last year, which introduced blood screening and revised the list of banned substances. “Why so late? We are the last of all
sports to do it,” Player, a nine-time major winner and three-time British Open champion, is quoted as saying by The Times. “We have had players who have used performance-enhancing drugs. Are we ever going to be able to stop it? No. There’s too much involved. That’s the world we live in.” The 82-year-old said while golf and tennis are probably among the cleanest sports there were benefits of doping for a professional golfer. “It makes you stronger,” Player
added. “You don’t get injured so quickly, you can hit more balls and you can practise harder.” Four-time major winner Rory McIlroy had also expressed drugtesting concerns earlier and backed the PGA Tour’s announcement last year. Canadian Brad Fritsch was the most recent player to be banned for violating the PGA Tour’s anti-doping policy, with the 40-year-old being handed a three-month suspension in January for taking a prohibited weight-loss drug.
Boxing: Joshua to defend world titles against Povetkin at Wembley Britain’s Anthony Joshua will defend his WBA, IBF, WBO and IBO heavyweight titles against Russian Alexander Povetkin at Wembley on September 22, Joshua’s promoter, Eddie Hearn announced on Monday. The 28-year-old Joshua takes on his WBA mandatory challenger Povetkin as he returns to Wembley for the first time since his victory over Wladimir Klitschko in front of 90,000 fans in 2017. Joshua’s last two world title bouts had been at the Principality Stadium in Cardiff. There, he overcame Carlos Takam before adding the WBO belt in a points win over New Zealander Joseph Parker in March. “I can’t wait to get back in the ring. The end of March feels a long time ago now,” Joshua, who boasts an unbeaten 21-0 record, told British media. “Povetkin is a serious challenge that I will prepare meticulously for, he has serious pedigree, and only a fool would underestimate what he brings to the table. “Training hasn’t stopped for me, but the next 10 weeks ahead will be intense both mentally and physically. “I will push myself to breaking point to make sure I am in peak condition for another huge night for British boxing at Wembley Stadium.”
Povetkin, who knocked out David Price on the Joshua-Parke undercard, expects a memorable fight with a fellow Olympic medalist. “The battle for the World title has always been my goal,” Povetkin said. “I fought for the moment to face the strongest in the World and on September 22 I get my opportunity.”
Okagbare, Fasuba set to be inducted into CAA Hall of Fame Nigeria’s queen of the track, Blessing Okagbare, and other members of Team Nigeria’s 4×200 quartet that won gold at the 2016 IAAF World Relay in the Bahamas will be inducted into the Confederation of African Athletics (CAA) Hall of Fame. This accolade will be bestowed at the Welcome Dinner for athletes and officials participating at the 21st African Athletics Championships, Asaba 2018. The event, organised by CAA and Delta State Capital Territory Development Agency, is slated for 5 p.m. on July 31 at the Event Center, Asaba. The Delta State Governor, Ifeanyi Okowa; IAAF President, Sebastian Coe; CAA president and members of his executive committee, top government officials at federal and state level, diplomats and the local organising committee, led by its chairman, Solomon Ogba, will grace the occasion. Other Ethiopians on the list include Genzebe Dibaba, a world record holder and
champion; Almaz Ayana, an Olympics and World Champion; and Kenenisa Bekele, a legend in long distance, road races and marathon and world record holder. South African duo of Caster Semenya and Wayde van Niekerk, both Olympics and World Champions, will also be inducted. Also on the list are Kenyan trio of Vivian Cheruiyot, David Rudisha and Ezekiel Kemboi.
