Meanwhile, a group known as Plateau Initiative for Development and Advancement of the Native (PIDAN), on Sunday, threatened to drag the Federal Government to the International Criminal Court (ICC) if the attacks persisted. “About 97% of attacks usually remained unrepelled and in 96% of cases no arrest is made,” PIDAN President, Dr. Aboi Madaki, said during a press conference in Jos on Saturday.

The Central Bank of Nigeria (CBN) has disclosed that the nation’s earnings from non-oil and electricity exports increased by 12.3 per cent to $967.08 million in first quarter of 2018. The balance of payments statistics by CBN noted that earnings from crude oil and gas accounted for 93.3 per cent of total export earnings during the review period, increased by 10.1 per cent to $13,426.53 million in Q1 2018 when compared with the preceding quarter. The report that was released at the weekend stated that “Available data showed that payments for import of goods (fob) to the economy in the review period grew by 13.9 per cent to $8,641.60 million above the level recorded in the preceding period. This was largely as a result of 99.5 per cent increase in the imports of petroleum products. “The surplus in the Goods Account increased to $5,752.01 million in Q1 2018 from a surplus of $5,472.74 million in the preceding quarter and US$2,271.18 million recorded in the corresponding period of 2017. “Export earnings rose by 10.2 per cent to $14,393.61 million in Q1 2018 when

compared with Q4 2017. It also indicated an increase of about 44.4 per cent when compared to Q1 2017,” the balance of payments statistics by CBN added. The apex bank also disclosed that direct investment inflow into the country declined by 15.7 per cent in Q1 to $808.56 million. The CBN noted that portfolio Investments inflow to the economy increased to $5,141.95 million in Q1 2018 from $3,787.16 million and $438.47 million when compared with the preceding quarter and corresponding period of 2017, respectively. “Also, other investment liabilities increased to $6,637.92 million when compared with the level in the preceding quarter of $23.71 million,” the report explained. The report explained that stock of external reserves as at end March 2018 stood at $46,730.54 million, indicating an accretion of 18.7 per cent when compared with the preceding quarter. “When compared with the corresponding period of 2017, it recorded a higher accretion of 55.8 per cent. The reserves could finance approximately 16.2 months of imports, compared with 15.6 and 11.7 months

of imports cover for the preceding quarter and corresponding period of 2017, respectively. These were however above the WAMZ and global benchmarks of six and three months, respectively,” the report stated. On services, income and current transfers, the report revealed that, “Net out-payments for services during the review period decreased by 5.1 per cent to a deficit of $4,445.49 million when compared with the level recorded in Q4 2017. “However, when compared with the level in the corresponding period of 2017, it indicated a significantly increase of about 201.2 per cent. Income account (net) worsened to a debit of $3,272.17 million in the review period from $2,983.45 million recorded in the preceding period. This is significantly different from $2,278.33 million recorded in the corresponding period of 2017. “Current transfers (net) increased by 9.9 and 31.3 per cents to a surplus of US$6,434.25 million in Q1 2018 when compared with the levels in the preceding quarter of 2017 and corresponding period of 2017, respectively,” the report added.

Exclusive: Teleology beats deadline over 9mobile acquisition Excitements as operators laud exercise

Ladesope Ladelokun, Lagos Teleology Holdings Limited, the preferred bidder for the acquisition of one of the leading telecommunication firms, 9mobile, has beaten deadline for ownership of the firm with the payment of $251million into Central Bank of Nigeria (CBN) escrow account, pending receipt of ‘‘no objection from the Nigerian Communications Commission (NCC).’’ A source close to Teleology disclosed this development to The Daily Times on Sunday night. The source added that the buyer is committed to playing its part in the telecoms industry. He said, ‘‘I can confirm to you that the money ($251m) has been paid into CBN escrow account pending the regulatory body’s response to the payment. “What Teleology has raised offshore exceeds the initial acquisition cost. It is inclusive of the

amount needed for an audacious network expansion project for 9mobile. “I can confirm this will change the telecoms landscape significantly. The money coming will include the cost of over 5,000 additional base stations and a bullish acquisition of other fringe players in the telecoms sector to add to the 9mobile brand household. ‘‘This feat by Teleology is a highly commendable feat that will add a great deal of value to the Nigerian telecoms industry. Teleology had earlier communicated its commitment to the payment of the final bid price to the apex bank days ahead of the expiration of the 90-day payment timeline, which elapsed on Saturday, June 30. Besides, it requested a 20 working days’ extension from the CBN “to enable it perfect the process for the final payout in consonance with the provision of the acquisition agreement.” In this vein, the NCC granted

the request by Teleology for the extension but with a proviso that it must pay additional non-refundable $50million to further strengthen its stake in the acquisition bid for 9mobile. The Daily Times recalls that Teleology had on March 21 paid the initial $50 million non-refundable deposit as a demonstration of its commitment to acquire 9mobile and was given a 90-day timeline to pay the balance having emerged the preferred bidder following the evaluation of the technical and financial bids for the telecom company. The process for the acquisition of 9mobile commenced in October 2017, and Smile Communications emerged as the reserved bidder. 9mobile is currently being supervised by Barclays Africa, the transaction adviser appointed by CBN, NCC and a consortium of 13 banks with a view to getting new investors inject fresh capital into the telecom firm. We’ve paid June salaries without Federal Allocation, says Ugwuanyi Moses Oyediran, Enugu Enugu State Governor Ifeanyi Ugwuanyi has disclosed that his administration has paid the salaries of workers for the month of June without receiving the federal allocation. Ugwuanyi added that despite the fact that he assumed office at the time the nation’s economy was in severe recession; his administration has been regular in payment of workers’ salaries, even when 27 states could not pay. Speaking during an endorsement rally for his re-election in 2019 by the people of the “Ancient Opi N’Ato Kingdom” in Opi, Nsukka Local Government Area at the weekend, Governor Ugwuanyi attributed the successes recorded by his administration, in spite of the nation’s economic challenges, to God’s grace and

Joseph Makoju, has said that the investments of the foremost cement company and its expansion drive across African countries were very strategic to boosting the continents economy and make its products the most preferred by consumers. Makoju stated this at the weekend during a partnership visit and plant facility tour by top officials of the Standard Organisation of Nigeria (SON) to the company’s Ibese Cement Plant in Ogun State. He also said that the Dangote Cement is way ahead of competition in quality, volume production size and production automation, saying that these development are parts of the results of continuous investments by the management. The GMD, who was represented by the Dangote Cement National Sales and Distribution Director, Adeyemi Fajobi, stated that besides the investments in expansion to ramp up volume, such investments have added value to the economies of the African countries where the company has presence. In his presentation, the General Manager, Production, Ibese Cement, Engr. Sunday Adondua, explained that Dangote Cement has gone far in its quest to lead in cement manufacturing in Africa, disclosing that the company now exports Klinker, a major cement production component, to some African countries to the tune of about 2 million per annum and that these constitute a boost to the Nigerian economy. For his part, the Director-General of SON, Osita Anthony Akpoloma, represented by Joseph Ugbaja, Group Head, Building and Civil, said the partnership with the Dangote Cement was for the good of the industry and that so far Dangote cement has been a leading light in the cement sector of the built industry. Akpoloma explained that SON relationship with Dangote dates back to the inception of Dangote cement manufacturing in Nigeria and that the SON has always visited the company’s plant on routine quarterly inspections. He stated the organisation has also certified Dangote Cement products on the Mandatory Conformity Assessment Programme which is an attestation to its goods product quality and the capacity to conduct in-process test and in-house test on its finished products in conformity with the standards. “It may interest you to note that the revised standards for cement has been approved by the Standard Council of Nigeria and ready for implementation in response to your call for review”, he added. Special anti-corruption courts deliver 324 judgements in 6 months Doosuur Iwambe, Abuja The Special Anti-Corruption Courts constituted by the Chief Justice of Nigeria (CJN), Justice Walter Onnoghen, in November 2017 to handle corruption and financial crimes cases in the country have delivered 324 judgements. The Special courts also struck out 12 cases and reserved 62 cases for judgement in the last six months. The Director, Information of the National Judicial Council (NJC), Mr Soji Oye, disclosed this development in a statement made available on Sunday in Abuja. He added that the special courts were established to assist the traditional courts in the speedy trial of corruption and financial crimes cases. According to Oye, the figure formed parts of the report card of the Corruption and Financial Crime Cases Trials Monitoring Committee, (COTRIMCO) made available to the council. He said that the committee, headed by Suleiman Galadima, a retired Justice of the Supreme Court, has, in the last six months crisscrossed the country to monitor and ensure compliance with the directive of the CJN to ensure speedy dispensation of the cases. Prior to the formation of the committee, the CJN had directed the heads of court, at a Special Session of the Supreme Court to mark the commencement of the 2017/2018 Legal Year, to designate special courts solely for the purpose of hearing

and speedy determination of corruption and financial crime cases. Upon receipt of the lists, the committee divided itself into three sub-committees to cater for the easy monitoring and evaluation of the said cases in the different zones of the country as follows: Zone A: Abuja and the Federal Capital Territory (FCT), Zone B: Northern Zone. Zone C: Southern Zone. It is instructive to note that in the total number of 324 judgements delivered, the Supreme Court, in Zone A, delivered 52 judgements and reserved seven cases for judgement from the list of 125 cases pending before it, leaving an outstanding number of 73 cases. The Court of Appeal, Abuja Division, within the period, also disposed off 74 appeals and reserved 11 for judgement from the list of 137 cases in its docket. The Federal High Court delivered two judgements from the 91 pending cases before it, while the High Court of the Federal Capital Territory likewise delivered three judgements and reserve one case for judgement, thereby leaving an outstanding number of 178 cases pending. In Zone B, Northern Zone, 62 judgements were delivered by the six Court of Appeal Divisions, 19 Federal High Court Divisions and 19 High Courts of various Northern States from the total number of 425 cases pending in the Zone, while 12 cases were struck out. From the 12 cases struck out, five are from the Court of Appeal and seven from High Courts of three states. The designated courts in Zone

C (Southern Zone), have delivered judgements in 131 out of the 952 corruption and financial crime cases ongoing at the various courts and reserved 43 cases for judgements. From the total number of judgements delivered in the zone, the Federal High Court delivered seven judgements out of a total of 304 cases pending before it; while the High Courts of 17 states delivered 124 cases from the 524 on-going in their various courts. The Court of Appeal in the zone has reserved 31 out of 121 appeals pending in the court for judgement. The Federal High Court, on its part, reserved three cases for judgement while the various State High Courts in the zone have reserved nine cases for judgement. The statement added that the committee will continue the exercise after the courts’ vacation.

The leader of the group which has Senate President, Dr Bukola Saraki, the Speaker, House of Representatives, Yakubu Dogara and Sokoto state governor, Aminu Tambuwal as members, Alhaji Abubakar Kawu Baraje made this know in a statement from his media office in Ilorin, Kwara state yesterday. Baraje disclosed that before the end of this week, members of the group would have concluded their consultations and come out with their stand on all what they stand for. Army inaugurates cenotaph in memory of fallen heroes in N’East The Chief of Army Staff, Lt.-Gen Tukur Buratai has inaugurated a cenotaph at Gudumbali, Guzamala Local Government Area of Borno in memory of troops, who died in the course of battle. Buratai said that the town was one of the strongholds of Boko Haram terrorists in Borno North during the heat of the insurgency. He also admitted that the army suffered heavy casualty and loss of equipment in the battle to liberate the town in 2015. Gudumbali is about 125kms to Maiduguri, the state capital, but 15kms to neighbouring Niger Republic. Buratai inaugurated the memorial arcade shortly after he flagged-off sanitation to clean up the town as part of activities to mark the 2018 Nigerian Army Day Celebration (NADCEL).

Sultan tasks journalists on professionalism, patriotism The Sultan of Sokoto, Alhaji Sa’ad Abubakar III, has admonished journalists to exhibit professionalism and patriotism in their duties to save the country from collapse and the ills of bad journalism. The Sultan made the call on Saturday in Sokoto when national officials of the Nigeria Union of Journalists (NUJ) paid him a courtesy visit in his palace. He said the peaceful coexistence of the nation had continued to dwindle largely due to bad reports largely as a result of the work of evil journalists. “We have always tried to discuss better ways to maintain the peace and progress of this country but these are issues that we do not have to go public,’’ he said. The National President of the NUJ, Mr Abdulwaheed Odusile, who led a delegation of the National Executive Council (NEC) of the union, had earlier said they were at the palace to seek the blessing of his eminence to the meeting and journalism practice in the country.

The matter was appealed to Supreme Court and the apex court subsequently ruled that the Federal High Court has jurisdiction to hear the case, besides ordering for an accelerated hearing on the matter.

Steer clear of Taraba, Delta, PDP cautions Oshiomhole Tunde Opalana, Abuja

The Peoples Democratic Party (PDP), has told the National Chairman of the All Progressives Congress (APC), Adams Oshiomhole, not to nurse the dream of forcefully taking over Taraba and Delta States in 2019. The party said Oshiomhole should concentrate his energies on saving his APC from imminent collapse rather than attempting to bully and override the people of Delta and Taraba states ahead of 2019 elections. Oshiomhole was advised not to mistake Delta and Taraba states 2019 elections for the APC 2018 national convention where President Muhammadu Buhari bullied and intimidated delegates to foist him as National Chairman, without proper election. The party’s spokesperson, Kola Ologbondiyan, in a statement said it was obvious that Delta and Taraba states are major strongholds of the PDP, which it clearly won the 2015 governorship and presidential elections in the states. According to him, the PDP, in 2015,

enjoyed overwhelming followership which has now tripled in the last three years, signposting its inevitable victory in 2019, particularly due to the sterling performance of Governors Ifeanyi Okowa and Darius Ishaku in delivering good governance and development to the people. “Furthermore, it is an unpardonable assault on the sensibilities of the people of these states for Oshiomhole to mute that they will vote for the same APC, which has failed to protect their lives and has continued to play helpless while marauders slaughter their brothers and sisters and ravage their communities. “We are however not unaware of Oshiomhole’s pattern of deploying false assertions, propaganda and instigating confusion, but we assure him that such cannot work in Delta and Taraba states, no matter the machination, as the people are solidly behind the PDP in our quest with majority of Nigerians to rescue our nation from the clutches of the APC. “Instead of wasting his time fixating on PDP states, we advice Oshiomhole to direct his energy on how to save his crumbling party from the misfortune

of being stuck with an unpopular candidate in President Buhari, who has become the fixed omen of inescapable electoral humiliation of the APC in 2019. “Even Oshiomhole, who by now ought to have surrendered himself to the Economic and Financial Crimes Commission (EFCC) over allegations of humongous corruption and stealing of public funds hanging on his neck, knows that he is a derelict salesman of a very bad product, but had to believably take up the job to save himself from prosecution. “We know that Oshiomhole, in the excitement of his prosecution cover, would do everything to please his benefactor, but rather than seeking to distract our governors, who are busy delivering and commissioning projects, he should direct attention to President Buhari and APC governors who cannot boast of any serious achievement upon which they can campaign in 2019”, he said. The PDP cautioned the APC to perish the thoughts of muzzling the electoral process at any level in 2019, as such will be stiffly resisted by Nigerians across the country.

Ilorin based Islamic Orphanage Foundation, has expressed worries over the spate of killings going on in most parts of the country which has increased the number of orphans. The Foundation chairman, Arch Safullahi Allege said this on Sunday in Ilorin during the annual Orphanage Day of the foundation. He lamented the increasing spate of terror attacks in some parts of the country, saying that the trend is adding to the growing number of orphans in various Internally Displaced Persons Camps (lDP) across the country Allege also expressed worries about the safety of those in IDPS camps amidst persistent insecurity and killings in some parts of the country. The foundation which was established 13 years ago currently has 276 orphans under its care.

MAN urges FG to relax conditions on textile fund The Director-General, Manufacturers Association of Nigeria (MAN), Mr Segun Ajayi-Kadri, has appealed to the Federal Government to relax the tough conditions attached to disbursement of the Textile Intervention Fund. He said that the appeal became necessary due to the bureaucracy and strict conditions surrounding the allocation of the fund, saying that there was need to revitalise the textile industry. “The textile industry had suffered a lot of bashing, especially as a result of smuggling and other infrastructure deficiencies. Ajayi-Kadri said that manufacturers were finding it difficult to benefit from the fund due to some bottlenecks and strict conditions attached to it.

Herdsmen Killings: Senator loses hope on 2019 polls Isaac Job, Uyo As killings of Nigerians by suspected Fulani herdsmen continue in some parts of the country, a chieftain of the Peoples Democratic Party (PDP), Senator Anietie Okon has expressed fear that the 2019 general elections might not hold in the affected areas. Okon in an interaction with Daily Times in Uyo at the weekend also said unless the security situation in Benue and Plateau states and other crisisridden areas were contained, it would not be possible for the Independent National Electoral Commission (INEC), to conduct elections there. The PDP stalwart opined that the All Progressives Congress (APC)led federal government lacked the

sincerity and political will to conduct credible polls. “The APC has made it very clear that it is not a party that can conduct free and fair elections because the ruling party will not allow the reign of transparency in the elections processes. “Also going by the bloodletting we are witnessing in the country today and the feeble and unimaginative response and the obvious partiality exhibited by those who are supposed to manage and contain do you think we can have an election in Plateau or Benue states? “It is part of their grand design so that they would declare a state of emergency when the situation gets out of hand. But somehow if they manage to hold the election the people’s power will reign”, he said.

While asking President Muhammadu Buhari to resign over his inability to stop the incessant bloodshed in the country, Okon said it was obvious that the President lacked the capacity to secure the lives and property of Nigerians. He said, “The primary duty and responsibility of any government is to provide security and protection for lives and property of the citizenry. So with his sick and completely indefensible security architecture and structure which he has put the country into it is not reasonable for him to continue giving all kinds of excuses. “What is far more condemnable is his obvious recalcitrance in condemning out rightly the carnage that is being perpetrated by terrorists in the guise of Fulani herdsmen”.

Economy: PDP to engender single digit lending, boosts local content Tunde Opalana, Abuja The Peoples Democratic Party (PDP) has promised Nigerians a productive and investors friendly economy that will guarantee single-digit commercial lending rate across all productive sectors, immediately it is re-elected into office. The party said its blueprint for economic recovery will make a turnaround of the prevailing double digit permitted by the All Progressives Congress (APC). PDP National Publicity Secretary, Kola Ologbondiyan, who stated this when a delegation from a coalition of small and medium enterprise owners paid him a visit in his office in Abuja, at the weekend, also disclosed that the party plans to push policies that engender increased local content in all critical sectors. The party’s spokesman said this initiative is targeted at providing the much needed interventions in key sectors including power, agriculture, manufacturing, construction, real estate, transport, solid mineral mining, oil and gas, education, retailing, among others, without which the economy cannot rebound.

According to Ologbondiyan, there is no way economic activities can rebound unless we put our people back to work. Over 20 million Nigerians have been put out of work by the APC and many more are underemployed. Families are under stress and citizens have been subjected to abject poverty by the Buhari administration. “Our recovery plan involves a concerted effort to reopen the market and encourage economic environment that will grant our investors and entrepreneurs affordable credit facilities to favourably compete and thrive. “Our blueprint includes the formulation and implementation of policies that will guarantee single digit commercial lending rates as well as increased local content in all critical sectors. These will be targeted at boosting economic activities, revamping our industries and reopening the space for massive investment and employment opportunities for millions of Nigerians across all sectors. “This will involve an immediate review of all tight monetary policies of the APC, including obnoxious foreign exchange and import regulations, multiple taxation, exorbitant tariffs on essential services, particularly

in power and communication, as well as other unnecessary economic bottlenecks that are currently stifling small scale entrepreneurship, industrial activities and general economic growth. “Unlike the APC’s exclusionist style, the PDP will run an all-inclusive economic system that guarantees an open market operation and return a people-focused pricing regime. This was part of the policy thrust with which the PDP grew our economy to become one of the fastest growing in the world before the unfortunate incursion of the APC.

Effects of drug abuse among youths

F

ollowing a codeine-propelled high drug addiction problem, the Federal Government in a swift reaction, banned the production and importation of codeine containing cough syrup. The syrup usually taken by millions of youths who mix it with soft drinks, alcohol or illegal drugs, leads to physical and mental reliance on the drug and can be fatal. It would be recalled that the Minister of Health, Prof. Isaac Adewole, had on May 1, 2018 directed the National Agency for Food, Drug Administration and Control (NAFDAC) to ban with immediate effect further issuance of permits for the importation of codeine as active pharmaceutical ingredient for cough syrup preparations. The documentary which went viral showed some Nigerian youths who were addicted to codeine displaying symptoms of mental illness and confined to an ill equipped rehabilitation centre. The development however elicited a wide range of reactions from the public as well as stakeholders in the health sector. It is worthy of note that many individuals and groups had raised alarm over the rising incidence of drug abuse in Nigeria especially among the youths. This problem is made worse by the chaotic drug distribution system in Nigeria

which has left distribution of drugs largely in the hands of merchants who are usually not trained to handle such. The fact that the Federal Government waited for a foreign media outfit to broadcast a documentary on this problem before taking such an action leaves a lot to be desired. The ability of this move to solve the drug abuse problem in Nigeria has been queried by many industry watchers bearing in mind that a more wholistic approach remains the best option. Its worthy of note that codeine is not the only frequently abused drug as tramadol abuse is also rampant. It is also noteworthy that codeine is not only used for preparation of cough syrups as such it might not be appropriate to have a complete ban on codeine bearing in mind that this drug is needed for other conditions. This makes it imperative that a more effective approach is one that ensures that only qualified persons get to handle these drugs. The Pharmaceutical Society of Nigeria (PSN) which is the umbrella body of practising Pharmacists through her President, Pharmacist Ahmed Yakasai, has again drawn attention of the Federal Government to the continued delay in the implementation of the new national drug

distribution guidelines which has been shifted on several occasions. According to Yakassai, the new directive would be better implemented under the new drug distribution guildeline. The implementation of the new drug distribution guildelines is expected to ensure that drug distribution is always done under the watchful eyes of Pharmacists and that the drug supply chain can be tracked from the manufacturer or importer to the final consumer. The truth is that this ban is definitely going to decrease the amount of codeine containing cough syrups in circulation but does little neither to bring any sanity to the drug distribution system in Nigeria nor to curtail this public health threat posed by drug abuse. It is gratifying to note that there has been increased advocacy on the dangers of drug abuse. We believe that there is the need for holistic approach to tackle the menace of drugs abuse while groups such as the Young Pharmacists group, Pharmaguide Nigeria and a host of non-governmental organisations have been quite instrumental in this direction. We are of the opinion that relevant health authorities should wake up to the challenge by creating more awareness especially among youths on the long effects of codeine.

The reality of life of integrity in Nigeria (I)

The reality of a life of integrity is a mirage in any country where the majority of the people have been sentenced to a life of poverty. To ensure that the people of Nigeria live happily, honestly and decently the Government shall harness the resources and promote national prosperity by controlling the national economy. Accordingly, the economic system is not operated in such a manner as to permit the concentration of the national wealth or the means of production in the hands of a few people or a group. Since the primary purpose of government is to guarantee the welfare and security of the people the State shall direct its policy towards ensuring that suitable and adequate shelter, suitable and adequate food, reasonable national minimum living wage, old age care and pension and unemployment and sick benefits as well as the welfare of the physically challenged people are provided. The Constitution has imposed a duty on the Government to eradicate corruption and abuse of office. To this effect the mass media shall promote public accountability and transparency in the affairs of the government. All citizens are required

to assist the law enforcement agencies in the performance of their duties. In Dododo v. Economic and Financial Crimes Commission (2013) 1 NWLR (PT 1336) 468 the Court of Appeal held that every citizen is under a legal obligation to report allegations of corruption to the anti graft bodies. Once corrupt public officers are exposed while public funds are channeled towards infrastructural and human capital development the Nigerian people will be in a position to live a life of integrity. But if citizens are poor, frustrated and disenchanted they will engage in criminality to the detriment of law and order in the society. The aforementioned duties of the government and the rights of citizens to live in prosperity and happiness have been outlined in Chapter 2 of the Constitution. However, successive governments have failed to carry out their constitutional responsibilities to the people due to alleged lack of resources. It is our submission that the resources of the nation have been concentrated in the hands of a few people and groups by the government. Mr. Bill Gates, the co-chair of Bill and Melinda Gates Foundation was a guest of the federal government at the recently concluded expanded meeting of the National Economic Council in Abuja. In his well-publicised address at the forum Mr. Gates criticised the neo-liberal foundation of the economic programme of the Government of Nigeria. While reeling out facts and figures on the state of underdevelopment of the nation the special guest made a strong case for increased investment in the welfare of the Nigerian people by all the chief executives of the federal and state governments. In particular, he urged the governments to

make the people the corner stone of its economic programme by investing in education, health and other social services. Not a few people including some former public officers have commended Mr. Gates for speaking truth to power! But far from it, the speech was a friendly admonition to the members of the ruling class in Nigeria. Having invested $1.6 billion in promoting the health of the most vulnerable segment of the population since 2006 the locus standi of Mr. Gates to challenge the economic programme of the Government cannot be questioned. Gates has put his money where is mouth is, as they say. His solidarity message was a critical commentary on the economic programmes of the previous and current governments which have abandoned the welfare policies enshrined in the Fundamental Objectives and Directive Principles of State Policy embodied in the Chapter II of the Constitution of the Republic. Therefore, Mr. Gates’ criticism of the economic programme of the Buhari administration is valid for all the economic programmes of the previous governments, which have handed over the national economy to market forces at least in the last 35 years. It is, therefore, the lack of proper appreciation of the ideological thrust of the message that has led some commentators to conclude that Mr. Gates has merely criticised the Economic Recovery and Growth Plan (ERGP) of the current administration. But contrary to such reductionist distortion, Mr. Gates’ speech is a summary of the struggle, which has been relentlessly waged by progressive forces against the anti people’s policies of successive governments in Nigeria since the Structural Adjustment Programme (SAP) was imposed on the nation by the

Ibrahim Babangida military junta. Even the World Bank and the International Monetary Fund (IMF) which didn’t emphasise the social costs of adjustment in the 1980s are now subtly drawing the attention of government to burgeoning poverty, which is a consequence of their socially ruinous policies. It is unfortunate that some of those involved in economic management are still enamoured with neo-liberalism, which callously discounts human welfare policy mix. But when the IMF and World Bank caution against poverty, our market forces fundamentalists in policy chambers should at least be worried over their policies which do not make education and healthcare as priorities. It was on account of the struggle of the Nigerian people that the federal government has been compelled to enact some welfare laws for the actualisation of the socio-economic rights of the Nigerian people. Some of the laws include the People’s Bank Act, Nigerian Education Bank Act, Pension Reform Act, Free, Compulsory Universal Basic Education Act, Child’s Rights Act, National Health insurance Act, National Health Act, and Immunisation Act etc. But, sadly, the federal government has consistently breached the provisions of these welfare laws. As if that is not enough, the several court judgments delivered in cases filed by human rights activists which have directed the federal government to implement the provisions of such laws have been treated with disdain. Indeed, the crisis of underdevelopment of the country has been compounded by the anti-welfarist policies of majority of the state governments.

Lead poison to mining city: As Niger State set to blaze a trail

Although acclaimed as a land with huge endowments in mineral resources, Nigeria seemed unsure of what premium to place on the wealth buried underground. While South Africa and Ghana, among others, are making huge fortunes from mines and minerals, this country is still grappling with establishing appropriate regulatory framework to instill best practice methods. All that may have become history as the Buhari Administration is paying more than a casual glance in the direction of the country’s vast and varied deposits across the country. Indeed, Nigeria has four minerals adjudged to be world class, namely Bitumen, Coal, Gold and Barite. These four industrial minerals have a combined reserve estimate of over one billion tons. Other minerals of value in several states include kaolin, lead, zinc, tantalite, iron ore, limestone, dolomite, marble and feldspar. As the national economy grapples with the exigencies of volatility in global economic fortunes, it has become a notorious fact that the government must embrace diversification and aggressively elevate both agriculture and solid minerals sectors. These two sectors, no doubt, hold great potentials for job creation, wealth generation and the quest for a resilient economy. Three years running, the Ministry of Mines and Steel Development has worked to evolve adequate regulatory frameworks and investment friendly policies. It is imperative that states and local governments pick up the gauntlet to explore avenues to create jobs and

enhance wealth through the creation of special purpose vehicles or engage in joint ventures in exploiting the vast mineral deposits in their domain. Indeed, state and local government administrations must become smarter, no thanks to competing demands worsened by emergent environmental, social and security challenges. Although virtually all the 19 states in Northern Nigeria are generously endowed with solid minerals, many are also sleeping over their potential money-spinning natural resources. One outstanding example is Niger State, where the government is finalizing plans to establish a mining city, described by the governor, Alhaji Abubakar Sani Bello as the first of its kind in Nigeria. Alhaji Bello unveiled the plans at the second International Conference on Lead Poisoning in Abuja. The two-day parley was co-hosted by the Ministry of Mines and Steel Development and Medicines San Frontiers, MSF, to scale-up in developing a preventive governance framework for lead poisoning, especially the one associated with artisanal gold mining in Nigeria. “The city will be a comprehensive turnkey solution that will include a processing center, on site laboratory, trade and investment center, training centre and mining supply store. It will also be equipped to carry out exploratory services, including geo-physics services, geochemical sampling, resource estimation, reserve calculations, data interpretation and target generation,” the governor disclosed. The Niger State Mining city will also

have a data room on the state’s mineral deposits, a ready market for processed minerals even as it seeks to promote safer mining methods to prevent hazards to man and environment. “We have also ensured the training and retraining of miners and staff from the ministries of mineral resources, environment and health on safer mining practices; and we have strengthened our resolve to always take steps that will check the threats to human life while maximizing the potentials of this strategic sector”, the governor told the gathering which attracted the Vice President, Prof. Yemi Oshibajo; the Minister of State for Mines and Steel Development, Hon. Bawa Bwari; the Head of Mission, MSF, Mr. Philip Aruna; Chairman, Senate Health Committee, Dr. Lanre Tejuosho, royal fathers, development partners and policy makers. Niger State may have taken the lead in proactive steps to mitigate environmental damages associated with unsafe mining practices that are rampant all over the country. Indeed, attention has been on Nigeria since 2010 when lead poisoning killed no fewer than 400 children at Yargalma Village in Bukkuyum Council, Zamfara State. Five years later, a similar calamity visited Niger State where 30 children were prematurely killed at Shikira community in Rafi Council. “Since then we have been working with partners to ensure there is no recurrence of such ugly tide. As a state richly endowed with an array of solid mineral deposits, we are aware of an exponentially increased risks associated with artisanal mining and

processing of mineral resources”, Alhaji Bello volunteered. While the government cannot stop artisanal mining completely, the governor said steps were taken to enthrone safer mining methods, train staff on laboratory analysis and management of lead poisoning, deploy more staff at Magiro Health Post and upgrade Kagara General Hospital to treat lead poisoning cases. The government is also cooperating with partners as MSF, the United States Centre for Disease Control and Prevention, World Health Organization, the Nigeria Centre for Disease Control, the Nigeria Field Epidemiology and Laboratory Training Program among others. While calling for vigilance at all times, Hon. Bwari said despite remediation efforts, “there will always be some recontamination” owing to slow response to treatment and defiance by local miners using unsafe and crude methods. “The effective, long–term solution in ending further lead exposure is through behavioural change and the use of appropriate and economically feasible technologies”, the minister noted Hon. Bwari also emphasized the need for continuous enlightenment on the use of safer mining and processing methods and listed steps taken by his ministry as quick remediation of contaminated areas; grouping of artisanal miners into cooperatives and supporting them with tools and training; continuous monitoring of miners’ activities to prevent contamination of the environment and encouraging the establishment of gold processing zones far from residential areas.

Special anti-corruption courts deliver 324 judgements in 6 months Doosuur Iwambe, Abuja The Special Anti-Corruption Courts constituted by the Chief Justice of Nigeria (CJN), Justice Walter Onnoghen, in November 2017 to handle corruption and financial crimes cases in the country have delivered 324 judgements. The Special courts also struck out 12 cases and reserved 62 cases for judgement in the last six months. The Director, Information of the National Judicial Council (NJC), Mr Soji Oye, disclosed this development in a statement made available on Sunday in Abuja. He added that the special courts were established to assist the traditional courts in the speedy trial of corruption and financial crimes cases. According to Oye, the figure formed parts of the report card of the Corruption and Financial Crime Cases Trials Monitoring Committee, (COTRIMCO) made available to the council. He said that the committee, headed by Suleiman Galadima, a retired Justice of the Supreme Court, has, in the last six months crisscrossed the country to monitor and ensure compliance with the directive of the CJN to ensure speedy dispensation of the cases. Prior to the formation of the committee, the CJN had directed the heads of court, at a Special Session of the Supreme Court to mark the commencement of the 2017/2018 Legal Year, to designate special courts solely for the purpose of hearing

and speedy determination of corruption and financial crime cases. Upon receipt of the lists, the committee divided itself into three sub-committees to cater for the easy monitoring and evaluation of the said cases in the different zones of the country as follows: Zone A: Abuja and the Federal Capital Territory (FCT), Zone B: Northern Zone. Zone C: Southern Zone. It is instructive to note that in the total number of 324 judgements delivered, the Supreme Court, in Zone A, delivered 52 judgements and reserved seven cases for judgement from the list of 125 cases pending before it, leaving an outstanding number of 73 cases. The Court of Appeal, Abuja Division, within the period, also disposed off 74 appeals and reserved 11 for judgement from the list of 137 cases in its docket. The Federal High Court delivered two judgements from the 91 pending cases before it, while the High Court of the Federal Capital Territory likewise delivered three judgements and reserve one case for judgement, thereby leaving an outstanding number of 178 cases pending. In Zone B, Northern Zone, 62 judgements were delivered by the six Court of Appeal Divisions, 19 Federal High Court Divisions and 19 High Courts of various Northern States from the total number of 425 cases pending in the Zone, while 12 cases were struck out. From the 12 cases struck out, five are from the Court of Appeal and seven from High Courts of three states. The designated courts in Zone

C (Southern Zone), have delivered judgements in 131 out of the 952 corruption and financial crime cases ongoing at the various courts and reserved 43 cases for judgements. From the total number of judgements delivered in the zone, the Federal High Court delivered seven judgements out of a total of 304 cases pending before it; while the High Courts of 17 states delivered 124 cases from the 524 on-going in their various courts. The Court of Appeal in the zone has reserved 31 out of 121 appeals pending in the court for judgement. The Federal High Court, on its part, reserved three cases for judgement while the various State High Courts in the zone have reserved nine cases for judgement. The statement added that the committee will continue the exercise after the courts’ vacation.

Army inaugurates cenotaph in memory of fallen heroes in N’East The Chief of Army Staff, Lt.-Gen Tukur Buratai has inaugurated a cenotaph at Gudumbali, Guzamala Local Government Area of Borno in memory of troops, who died in the course of battle. Buratai said that the town was one of the strongholds of Boko Haram terrorists in Borno North during the heat of the insurgency. He also admitted that the army suffered heavy casualty and loss of equipment in the battle to liberate the town in 2015. Gudumbali is about 125kms to Maiduguri, the state capital, but 15kms to neighbouring Niger Republic. Buratai inaugurated the memorial arcade shortly after he flagged-off sanitation to clean up the town as part of activities to mark the 2018 Nigerian Army Day Celebration (NADCEL).

Sultan tasks journalists on professionalism, patriotism The Sultan of Sokoto, Alhaji Sa’ad Abubakar III, has admonished journalists to exhibit professionalism and patriotism in their duties to save the country from collapse and the ills of bad journalism. The Sultan made the call on Saturday in Sokoto when national officials of the Nigeria Union of Journalists (NUJ) paid him a courtesy visit in his palace. He said the peaceful coexistence of the nation had continued to dwindle largely due to bad reports largely as a result of the work of evil journalists. “We have always tried to discuss better ways to maintain the peace and progress of this country but these are issues that we do not have to go public,’’ he said. Ade- Ajayi Auditorium of the University of Lagos. The event which was “Living Through The Leaves 2018,” outlined programme for which include a stage presentation of Wole Oguntokun’s “Anatomy of a Woman” by members of the club. There were also stage performances

by students of the Creative Arts department of the University of Lagos and A & T School, Agege. At the event, participants were meant to understand that a reading culture will help Nigerians understand their society better and enhance its development. Some of the themes of the performances touched on issues including the the inability of the Nigerian voters to hold government accountable, the dynamics

of a typical Nigerian home and the pressure on women to conform to society’s ‘standard.’ One of the plays, “Echoes of Voiceless”, performed by A & T School students, is based on a book listed in the curriculum of Lagos State Junior Secondary School for the 2018/2019 sessions. The performance shed light on government’s negligence as well as the ‘silence of the elders’. Both

themes, the organisers said, challenge the Nigerian youth to take charge in the present dispensation. The second book enacted on stage was “The Sisters” written by Ahmed Yerima and performed by the Creative Arts Students of University of Lagos. It tells the story of four sisters faced with secrets, rage and confrontation; revealing relationships in most homes.

Central Bank of Nigeria (CBN) has showed. The expansion in June 2018 translates to 15th consecutive month growth in PMI, monitored by the statistics department of the apex bank. CBN noted that the PMI index

however grew at a faster rate when compared to the index in the previous month that closed at 56.6 index points. The PMI report of CBN measures non manufacturing and manufacturing sector. The manufacturing sector comprises of production level, new orders, supplier delivery time,

employment level and raw material inventories. According to CBN, “of the 14 subsectors surveyed, 10 reported growth in the review month in the following order: paper products; furniture & related products; printing & related support activities; food, beverage & tobacco products; plastics & rubber products; electrical equipment; textile, apparel, leather & footwear; chemical & pharmaceutical products; petroleum & coal products and nonmetallic mineral products. “The transportation equipment; fabricated metal products; primary metal; and cement subsectors declined in the review month.” On production level, the survey conducted by CBN revealed that “At

59.2 points, the production level index for the manufacturing sector grew for the 16th consecutive month in June 2018. The index indicated a faster growth in the current month, when compared to its level in the preceding month. 10 of the 14 manufacturing subsectors recorded increase in production level, one remained unchanged, while the remaining three recorded declines in production level during the review month.” New orders according to CBN grew to 56.2 points, 15th consecutive month increase that indicated growth in new orders in June 2018. The survey by CBN stated that “Eight subsectors reported growth, two remained unchanged while four contracted in the review month.”

Effective intermodal connectivity vital to port efficiency – Dakuku The Director General of the Nigerian Maritime Administration and Safety Agency NIMASA, Dr. Dakuku Peterside has stressed the importance of effective intermodal connectivity to port efficiency stating that good Port- city linkage systems would facilitate seamless transport and create immeasurable positive effect on the economy. Dr. Dakuku who made this known while speaking at the CRANS MONTANA FORUM CLUB OF PORTS which held in Brussels Belgium, also noted that the quality of the rail and road transport connection to a port has an impact on the cargo throughput of the port.

According to him “The efficiency of a port is measured by the average quantity of import and export cargoes it is able to handle in a single day. A port with bad road and rail facilities will have low cargo throughput, all other factors remaining equal. While ships start and end their journey in a port, the cargoes in most cases originate and end up far from the ports. This in effect implies that without the connection of other modes of transport to a seaport especially rail and road transport, the port becomes crippled and the sea transport becomes inefficient” While noting that some Port Managements, particularly in developing countries do not still

CBN orders banks to resolve USSD disputes in 3 days Stories: Motolani Oseni The Central Bank of Nigeria (CBN) over the weekend ordered all money deposit banks to resolve disputes arising from use of Unstructured Supplementary Service Data (USSD) channel within three days. Speaking at the ‘Meet The Executive’ forum organised by Finance Correspondents Association of Nigeria (FICAN) in Lagos, CBN Director, Banking & Payment Systems Department, ‘Dipo Fatokun, said such resolution will help build more confidence in the payment system and bring more people into the financial services net. He said some provisions of the regulatory framework for USSD such

as the authentication measures for transactions, International Mobile Subscriber Identity (IMSI), Date of SIM Swap, Date of Device change, International Mobile Equipment Identity (IMEI) among others were meant to make the channel more effective. Fatokun, who was represented by Assistant Director, Banking & Payments System Department, Taiwo Oladimeji, said maximum USSD transaction limit remains N100, 000 per customer per day adding that any amount above that requires customer to execute indemnity at the bank. Speaking on the theme: HalfYear Review of Developments in the E-Payment Industry and Customer Protection, Fatokun said: “USSD transactions above N20,000 require two-factor authentication (2FA). No

USSD financial service should be activated for customer unless the deactivation mechanism is put in place with effect from October, 2018. In addition, the CBN is currently working to properly structure and formalize the sandbox arrangement in Nigeria by collaborating with some infrastructure providers like the Nigeria Interbank Settlement System (NIBSS) to interact with FinTechs.” Fatokun dded that the financial system is undergoing transformation through technology, adding that it is not only peculiar to the financial services sector, but all sectors of human endeavours. “We are seeing new operators with technology savvy, more efficient models, and collaborations among new entrants as well as established participants in payments systems

in ways that exhibit regulatory challenges. To meet up with the challenges, some countries have adopted regulatory sandbox approach which is not totally novel to the CBN. We are however working to properly structure and formalize the sandbox arrangement in Nigeria by collaborating with some infrastructure providers to interact with FinTechs,” he said. He said a well-functioning National Payments System (NPS) is crucial to the financial sector development as it increases confidence in the financial sector by ensuring a credible, reliable and efficient payment system. We’re worried over deverstating effects of oil exploration in N’Delta – Omare With the continued oil production and its devastating effect on the Niger-delta region, the President of Ijaw Youths Congress (IYC) worldwide, Barr. Eric Omare, has queried the continuous neglect of the people by the Federal Government and oil multinationals, in this exclusive interview with our correspondent AKAM JAMES, he described as unfortunate the position of the region. As President of the Ijaw Youth Congress (IYC), Worldwide, tell us about the journey so far? The journey has been challenging, but not a strange one, because I have been part of the system, of course you all know that before I became President, I was the immediate past spokesperson of the Udenz Eradiri led Exco from 2014 to the earlier part of 2017. IYC is a pressure group to a large extent and our primary responsibility is to provide leadership for Ijaw youths all over Nigeria and other parts of the world, and also to galvanise other ethic nationalities or organisations to collectively fight for resource control and self-determination. In 1998, when IYC was founded, one of the mandate by the founding fathers is to collaborate with other ethnic nationalities and fight for resource control and selfdetermination. We realised that the problems in the Ijaw nation is not the ethnic groups within but caused by external factors through the instrumentality of the Federal Government, so one of the thing I have always emphasised is to collaborate with other ethnic nationalities and work collectively for the progress of the region. One of such is what we have done in the Delta houses, the IYC is currently working effectively with the executive council to see that the dredging of the Warri excravoes and the significant of that project is that the Warri port which has the capacity to sustain the economy of the area will be very busy. Generally, it’s a very challenging time for the Niger-Delta region because at the initial stage the Federal Government was very hostile towards the region, but it has gradually changed even when there are no physical steps at addressing our issues, but above all it hasn’t been too bad for the region. Is the ideology behind the formation of IYC being followed? The IYC was formed during the military era, and the mode of operations of a pressure group during the military era is totally different from what is obtainable in the civilian era of now. In the

military era, the pressure groups regarded government as an enemy that must be fought, but in a democratic setting like now, most of the founding fathers of IYC are the people in government and there’s always a relationship. The ideology of IYC is to demand for resource control and selfdetermination by any means necessary. Where as in the military era it was more of antagonistic position, but now we act as the middlemen between members of the group and government. Yes, there may be challenges in some areas where people tend to use it in promoting their personal aggrandisement, but the IYC for the ordinary man on the street is the struggle platform to agitate for resource control. We are moving towards the general elections, and the call for restructuring seem to have gradually faded away, what’s your view? The issue of restructuring and resource control is one of our primary mandate as the IYC, but for the IYC there are two paramount things, the resource control and self determination. What restructuring means to the man from South-West or South-East may be different to what it means to an Ijaw man. Restructuring means first and foremost, giving us a right to self-determination, a political state and control over our resources, because without a political state you can’t control your resources from a distance. Presently, we have 36 states in the country, and out of the 36 states we have Ijaw people in 6 states and out of the 6 states we have just one homogenous Ijaw state. In a state like Ondo, Edo, Delta and Akwa-Ibom the Ijaws just form a fraction of those states. Let us use Edo State as an example, the highest political position for an Ijaw man is just councilor, and we based the resource control in the existing 36 states, so how will the Ijaw man in Edo State control his resources, also in Akwa-Ibom, Ondo and Delta state. I think it’s an idea that will happen and nothing on earth will stop it.

As a Niger-Deltan, IOCs operating from outside the region, does it border you at all? The call for multinationals to relocate their headquarters to the region has been on for some time now, interestingly the Vice President Yemi Osibanjo as Acting President gave a presidential order, but we now realise it was just a political statement. The argument for them to relocate is very compelling, because you must have your headquarters close to the area of operation for ease of business and also it will have a multiplying effect on the environment economic wise. Example, Exxon Mobil has its headquarters in Eket, all major contractors have their activities in that environment and also other businesses are booming too. If Chevron was operating in Warri it will be the same case, but unfortunately we are operating in a country where some sections have added advantage and they wouldn’t want to give it up. Today most headquarters are in Lagos and all taxes are paid to Lagos, so they wouldn’t want to lose those taxes, so they’ll use all the power at their disposal to maintain the fight. The IOCs must relocate to the region, which is the only way they can contribute to the region and develop the people.

Government must remove its hand completely in the business of oil exploration and only collects royalties. The involvement of government in the business of oil exploration and exploitation is the reason why we have issues of oil spillage.

There are agitations for the legalising of local refinery, will it contribute positively or otherwise? The problem of local refinery, what some persons call illegal refinery is embedded in the Niger-Delta region today and what I mean by that is this; our hostility in the region is that the host communities are not involved in the ownership and management of the oil activities. Now in the present Nigeria crude oil acts stipulates that anything under the soil is owned by the Federal Government, so what that implies is that if I want to explore I go to the Ministry of Petroleum to request for a license and the minister or the President approves and the highest I do for the community is to pay for the use of land. It makes the community not involve in the exploration of that oil, it’s the reason of that deprivation over the years and for those fishing can’t fish anymore, farm produces are destroyed, so the people are now in desperation to survive. The Niger-Delta region is polluted till today, the Ogoni clean-up is still pending, what’s your view? The problem of pollution is very unfortunate and pathetic. In the past the issue was taken very seriously when we were yet to get a democratic government. Oil pollution is rampant in Nigeria because there is no corresponding law. I remember the explosion in Koluama by one of this oil platform years back, under President Goodluck Jonathan and nothing was done to pay compensation. Just recently, the court has asked Shell to pay compensation on the Bonga oil spill and I know they’ll still use their position and influence

There’s a factional President claiming you are impersonating, what do you have to say? To start with, the IYC has a constitution and that is what binds us, and we had the first in 2006 and recently amended, so therefore the running of the IYC primarily is regulated by the constitution. On the 1st day of March, 2017, we had an election, on the expiry date of the formal Excos, and I won the election and was inaugurated on the 2nd day of March 2017, it’s so ridiculous to see that after a sitting President has done an election and handed over to his successor, some former leaders of IYC reportedly said they have voted in another leadership. My position is not to do anything that will result to break down of law and order, because our grievances has been submitted to the court. In any case this was not the first time, when Comrade Udenz Eradiri was the president and I served as the spokesman, some persons gathered and said they have removed us but the court said no, and I believe the court in the same manner will resolve the issue. The IYC is the largest youth organization, so the challenges are not unusual especially for a youth organisation, but I believe when we come out of this challenge the precedent will guide others. One of the challenge is that IYC was formed on the streets of protest so you don’t expect everyone to adhere to lay down laws and principles, people are used to a particular way of doing things, so its becomes difficult to adjust to another way, so once we have this one corrected such things will never repeat itself again.

As President of IYC, what are your plans for the youths of the region? Beyond the advocacy, one of the areas we have covered is changing their orientation of relying on government without working. Our people must imbibe the spirit of hard work, the free money is not obtainable because one of the things we must improve upon is to enlighten their orientation, and for those not opportune for higher education must be skillful. Hard work is key to the survival of the Ijaw nation. Ijaw nation is not predicated on the oil wells, but predicated on the strength of the people to earn a living outside government’s free money.

As preparations ahead of the 2019 general elections heats up, the epic battle for the soul of Ebonyi central senatorial seat of Ebonyi State has commenced as seven aspirants have so far declared their interest to contest. Features Advocating for women’s rights in Nigeria: The Mrs Ikpeazu example Newman Ubani, Abia

A right is defined as a power, privilege or immunity guaranteed under a constitution, statute or case law or claimed as a result of long usage. In moral vocabulary, respect for rights is seen as a matter of justice. Rights can be asserted, demanded or stood upon. Women’s rights are entitlements, recognitions and positions the female folks demand and advocate for themselves in the society. In some countries, these rights are institutionalised or supported by law, whereas in others, they are ignored and suppressed.

In Nigeria, the rights of women are clearly spelt out in the nation’s Constitution. These rights are in tandem with the ideals of humanism. Unfortunately, the rights and ideals seem to have remained paper tigers and mere theoretical postulations. Issues associated with the women’s rights are many. They include the right to be free from sexual violence, to hold public

office; to enter into legal contracts; to have equal rights in family to own property, etc. Today, the issue of women’s rights has become a reverbrating word world over. It is a great concern to many that women are deprived of their human rights. It has been a burning issue in different parts of the world, yet some think it is all a propaganda blown out of proportion usually because of religious or cultural inclination. The international law provisions on the rights of women are clear. Some of these international legislations, protocols and declarations include Article 1 of the Declaration of Human Rights which states that “all human beings are born free and equal.” Also Article 5 of the Convention on the Elimination of all forms of Discrimination Against Women (CEDAW), adopted by the United Nations General Assembly in 1979 and ratified by Nigeria in 1984, encourages nations to modify the social and cultural patterns of conduct of men and women with the view to eliminating inferiority and superiority of either sexes or stereotype roles of men and women. The Solemn Declaration on Gender Equality in Africa reaffirms the principle of gender equality as enshrined in Article 4(1) of the Constitutive Act of the African Union. The African Charter on Human and Peoples Rights (ACHPR) was domesticated in Nigeria in form of the African Charter on Human and Peoples Rights. According to the Article, the State shall ensure the elimination of every discrimination against women and also ensure the protection of the rights of women. In Nigeria, the rights of women are clearly spelt out in the nation’s Constitution. These rights are in tandem with the ideals of humanism. Unfortunately, the rights and ideals seem to have

remained paper tigers and mere theoretical postulations. Rather what one sees is that Nigerian women are systematically relegated to inferior positions and suffer many things including; violence in the home, sexual harassment at school and work places, sexual violence in conflict situations and during armed robbery attacks, rape and defilement, harsh and punitive widowhood rites, Female Genital Mutilation, forced childhood marriages in some places, disinheritance of wives and daughters, discrimination against the girl-child and other harmful traditional practices. Notwithstanding these challenges, Nigerian government needs to be commended for some positive actions taken

taken so far to arrest some of the problems the female folks are suffering from. These steps taken include establishment of women development centres in the 36 states of Nigeria, establishment of a National Agency for the Prohibition of Trafficking in Persons, adoption of the Trafficking in Person’s (Prohibition) Law Enforcement and Administration Act, adoption of a National Policy on HIV/AIDS, reproductive health and Female Genital Mutilation among others. In spite of these actions taken, the women still have challenges as there are some aspects of their rights that are yet to be covered by law. For instance, the patriarchal structure of the Nigerian society, given the women equal opportunity in occupying both the elective and appointed political positions in Nigeria and various discriminations meted against the women. However, in Abia State, efforts are in top gear to ensure the rights of women and girls in the state are protected. Recently, the Vicar Hope Foundation, a non governmental organisation, which, among other things advocates for the rights, protection and provision for the women, girl-child and vulnerable persons took the campaign for the women’s rights to the State House of Assembly, Abia State Police Command, and Abia State Judiciary respectively. In the campaign, the organisation led by its founder, the wife of the State Governor, Mrs. Nkechi Ikpeazu, called for greater impetus to gender issues to be heard and prioritised as it affects women, to promote the bill for equal rights and opportunity with men. She also advocated for legislation against teenage pregnancy, child labour, child

trafficking, baby factory and rape as well as other ills meted against women. The good news about this movement is that the State House of Assembly, Abia State Police Command, and Abia State Judiciary together assured the women of assistance in the protection of the rights of women and the girl-child. Just on Thursday, June 28, 2018, the wife of the Governor stepped up her game by leading an array of women in a courtesy visit to her husband, the Governor of Abia State, soliciting his support for her advocacy on right of women and the girl child. This tactical move of Mrs. Ikpeazu was not without fruition. It is, therefore, pertinent to note that what the Nigeria women are looking for is not to wrestle power with their male counterparts or to become family heads, no, not at all. The women are trying to be recognised as a people whose duties and responsibilities are not restricted to kitchen and household chore but whose intellect could be brought to bear in policy making, policy formation and administration of the country at different levels. The women posses the Midas touch to make positive differences in governance in Nigeria. In the forthcoming 2019 general election, all political parties should consider given women equal opportunity to be elected, after all the bulk of the votes are cast by the women and their children. Why should these women who mobilise for votes and active participation in elections and campaigns be regarded as not fit for greater roles and assignments? Time has come for the women to take the bull by the horn and stand to be recognised and given proper positions in the society.

As the royals visit queen of the heart at 54 Many years after her death, Princess Diana who would have truned 54 Sunday, is still dear to the hearts of millions of people from around the world. So on Sunday, her princely sons, William and Harry were joined by Catherine at the White Garden at Kensington Palace which was recently planted to mark 20 years since her death. Diana died in a car accident in Paris on August 31, 1997, leaving behind her sons then aged 15 and 12 years old, as well as a philanthropic legacy that won her admirers the world over. She divorced her husband Charles, Prince of Wales, in 1996 and would have been 54 years by now. According to a report filed by CNN, the White Garden is the result of a transformation that features several of the late princess’s favourite plants and was

inspired by her work, image and style, including her famous white “Elvis” Catherine Walker dress. Open since spring this year, the garden contains white roses, lilies, gladioli and cosmos flowers. The transformed garden will continue into September. The princes toured the garden, alongside the head gardener and another gardener who knew the Princess of Wales, before meeting representatives from several of the organizations Diana supported in the final years of her life as well several charities that she had a close relationship with. Those attending the engagement in the White Garden included people from the UK’s homeless charity Centrepoint, the National AIDS Trust, Great Ormond Street Hospital, the Leprosy Mission and the Landmine Survivors Network.

The royals invited them so they could hear about the impact of their mother’s work, according to the official Kensington Palace Twitter account. The White Garden is the fourth memorial to the popular princess since her death. The others are the Diana Memorial Playground, also at Kensington Palace, Hyde Park’s Diana Memorial Fountain and the Diana Memorial Walk at St. James’s Park. Diana lived a life in the public eye, with every move photographed and scrutinized, and was beloved by many. Upon her death in 1997, a sea of flowers, cards and gifts were left by mourners at the gates of Kensington Palace. Her legacy still resonates with the public, with well-wishers returning once again to leave messages of support and love.

10 family members found hanged in India

Eleven members of the same family have been found dead in a house in India’s capital, Delhi - 10 of them hanging from the ceiling, police say. At least two of the dead were children. A 77-year-old woman was the only one found lying on the floor. Most were blindfolded, gagged and with their hands tied behind the back. Police say handwritten notes suggested some “mystical practice”.

However, they have not ruled out murder as the motive. Only a pet dog was found alive in the family house in northern Delhi’s Burari area. Post-mortem examinations have begun. BBC correspondents have reported a sense of panic in the area. The Bhatia family, originally from Rajasthan in north-western India, had lived in Delhi for over 20 years. They ran two shops on the ground

floor of the three-storey building. Gurcharan Singh, a neighbour, discovered the bodies when he went to buy milk on Sunday morning. “When I entered the shop, all the doors were open and the bodies of all the people were hanging from the ceiling with their hands tied,” Mr Singh told BBC Hindi. A police statement said there were “definite spiritual or mystical practices by the family,” Indian broadcaster NDTV reports.

Gangster escapees from Paris prison by helicopter A notorious gangster, Redoine Faid has escaped by helicopter from a prison in the Paris region, the French authorities say. Faid was helped by several heavily armed men who created a diversion at the prison entrance while the helicopter landed in the courtyard. The helicopter flew to the nearby Gonesse area, where it was found by local police. Faid, 46, has been serving a 25year sentence for a failed robbery during which a police officer was killed. This is his second prison break: in 2013, he escaped after seizing four guards as human shields and blowing several doors off with dynamite. He staged that escape less than half an hour after arriving at a prison in northern France. In 2009 gangster wrote a book about his experiences of growing up in Paris’s crime-ridden suburbs and graduating into a life of lawbreaking. Faid is nicknamed “L’Écrivain” - “the writer” - by French police. He claimed to have turned his back on criminality, but a year later was involved in the failed robbery for which he was serving a sentence at the prison in Réau in the Seine-et-Marne region. Faid and his accomplices escaped from the prison courtyard – which was not protected by a net

D’Tigers crush Uganda in opening game

Ike Diogu, team captain, Senior National Men’s Basketball team, D’Tigers led his team mates to an emphatic 109-66 win against Uganda in their opening game of the FIBA Africa World Basketball qualifiers on Friday in Lagos. The competition which started on June 29 will end on July 1, at the Indoor Sports Hall in Surulere, Lagos. All the D’Tigers needed was back to back three pointers from captain, Diogu to settle their nerves in front of a boisterous home crowd. Diogu’s three points shots kept home fans in ecstasy all through the final buzzer to coast home with the win. He led the floor with 24 points, seven rebounds and three assists for the team’s quest to make the FIBA Basketball World championship coming up in China in 2019. Apart from bench points, Nigeria outscored Uganda 16-10 on fast break points, 15-9 on second chance points and 19-10 on points turnovers. Obi Emegano added 15 points

and another 12 points each from debutants, Tosin Mehinti and Jordan Nwora helped Nigeria to a comfortable sail through. Head coach Alex Nwora told newsmen after the victory that he had eight debutantes that gave good account of themselves and was switching players based on what Uganda had on the floor. “I tried to give everyone a run and I am glad they all did well in the end in spite a shaky start,” Nwora said after the game. Stephen Omony, the team’s captain, in his reaction, said that the D’Tigers were superior and t hat it was tough catching up. “I give credit to the D’Tigers, they played well and were better coordinated, we look forward to other games and hope to get some good results at the end,” Omony said. Super Eagles to resume AFCON Cristiano Ronaldo rejects new Real Madrid contract qualifiers in September The Super Eagles of Nigeria will return to action when tyey face Seychelles in a 2019 Africa Cup of Nations qualifying fixture on September 7 in Victoria. Cristiano Ronaldo has allegedly rejected a big-money offer to stay at Real Madrid. The Portugal international has turned down a contract worth £26.7m from Los Blancos, according to Tuttosport. Saudi club make £40 million offer for World Cup hero Ahmed Musa A top club from Saudi Arabia have offered a staggering £40 million for Ahmed Musa after his heroics at the World Cup in Russia. The club have already contacted the Leicester City forward’s agent, William D’Avila, who was in Saint Petersburg for the Super Eagles final World Cup Group D match against Argentina. Top sources report the Saudi club are now expected to make a formal offer for the Nigeria star. “It’s a tempting offer as the player

now has to consider securing his financial future after playing at two World Cups and also playing in the Premier League,” a source who is familiar with this interest said. The 36-year-old played her first Grand Slam for over a year at the French Open last month, reaching the fourth round before a shoulder injury forced her to quit ahead of her clash with Maria Sharapova. Williams is ranked 181 after her maternity leave and French Open chiefs decided against seeding her. However, Wimbledon officials felt the former world number one’s record on grass was so superior to her rivals that they seeded her 25th to ensure a balanced draw. Slovakian world number 32 Dominika Cibulkova was bumped from the seeding group as a result and complained bitterly in advance of the decision. Other female stars are reported to be unhappy with Williams’ seeding, but some, including two-time Wimbledon winner Petra Kvitova, insist they have no problem with the move. Serena wasn’t sure she would be seeded for Wimbledon, which

starts on Monday, and the 23-time major winner admitted she could have no complaints. “I think I would be very ungrateful if I sat here and said it was too low, to be honest. So not at all,” Williams told a press conference at Wimbledon on Sunday. “I don’t at all feel that way. In fact, I was pleasantly surprised. I came in here expecting that maybe I wouldn’t get a seed. “I do know Wimbledon tends to kind of beat to their own drum. That’s kind of one thing that’s been able to set them apart. “It was a little bit in the back of my mind, that I would have a chance, but I didn’t put that on it. “You know, I’m here to do the best that I can do. I thought it was very, very noble and honest and cool.” Williams’ return to Wimbledon carries extra significance as it is 20 years since she made her debut, reaching the third round as a raw teenager. She admitted it was emotional to be at a Grand Slam with her husband and daughter for the first time. “Was it 20 years ago? Wow, 20 years ago I can’t say I thought I’ll be here 20 years later,” she said. “I can’t say I remember my first match. I’m definitely going to try to YouTube that!

“It’s crazy. It’s just such great memories that I have here, which is why I wanted to bring Olympia here. Andy Murray is fighting to be fit for Wimbledon, but the former champion admits he could still be forced to pull out. Murray is scheduled to play in his first round tie against France’s Benoit Paire on Tuesday. But the former world number one, who was crowned Wimbledon champion in 2013 and 2016, is making slow progress in his return from hip surgery in January. Murray has played just three matches since last year’s Wimbledon, winning one of his three matches on grass at Queen’s and Eastbourne over the last two weeks. The 31-year-old is encouraged by his improving performances and has been practicing at Wimbledon for the last few days. But he is still experiencing some discomfort on court and is far from the form that made him a threetime major winner. Asked if he could withdraw from Wimbledon, Murray told BBC Radio Five on Sunday: “Yes, it is still possible. I am taking it literally each day. Some days I feel better than others. “I have played three matches, which was great, the last couple of weeks against some top players and did well. “Some days I wake up and don’t feel quite as good as others. It is a bit of stiffness, a bit of soreness, which is kind of normal based on

the intensity I am practising at, compared to where I was even three or four weeks ago. “I only started hitting balls two weeks before Queen’s, which is not particularly a long time, and quite soon into that you are competing at the highest level. “You need to be very patient and literally take it day by day just now, and see where you are at. “I need to kind of see how I feel every day, but in terms of winning this event, I have no belief or thoughts that that is going to happen, really.”
