Condemning the Act as frustrating contracts awards and execution, Lawan said “the Public Procurement in Nigeria as far as I can see is not the best in the world. The Public Procurement must be reviewed and amended; we must see how we can make it more practical and holistic within the shortest possible time.

“From the stage of bidding to mobilisation, the costing of any government contracts must be uniform in order to avoid imbalances and embarrassment in the processes.

“So, we are going to insist that the Public procurement particularly is considered

better than before. If there should be a purchase of buses by ten or twenty Ministries, the cost must be uniform so that we don’t drag into crisis on what we buy.

“The Procurement Committee when in place, will make sure we work towards achieving this set agenda in order to avoid putting the public at disadvantaged position”, he explained.

Commenting earlier, Mustapha said the Nigerian project is of great importance to the present administration, urging members of the parliament to continue to strengthen the ties with other arms of government in order to achieve the set agenda of the Buhari’s administration in good time.

The SGF charged lawmakers to always put the nation first, promising that the executive arm is determined to ensure a successful tenure of office for the leadership of the National Assembly and its members.

Court orders final forfeiture of N9.2bn, $8.4m linked to Jonathan’s wife Peter Fowoyo, Lagos A Federal High Court, Ikoyi, Lagos, on Monday, ordered the final forfeiture of N9.2 million and $8.4 million dollars belonging to Patience Jonathan, wife of former President Goodluck Jonathan.

Justice Mojisola Olatoregun made the order on Monday while delivering judgment in a suit brought by the Economic and Financial Crimes Commission (EFCC) seeking final forfeiture of the funds to the Federal Government.

Sued alongside Patience Jonathan are: Esther Oba, Globus Integrated Services Limited, Finchley Top Homes Limited, Am - Pm Global Network Limited, Pagmat Oil and Gas Limited and Magel Resort Limited.

The funds were said to be in the custody of Skye Bank Plc, Diamond Bank Plc, Stanbic IBTC Bank and First Bank Plc. After granting the interim order, Justice Olatoregun directed parties to give oral evidences in the case, saying right of parties cannot be determined by affidavit evidence unless oral testimonies are called with cross-examination.

Upon the conclusion of oral evidences, parties adopted their written addresses while Monday was fixed for judgement.

In her judgement, Justice Olatoregun agreed with the anti-graft agency

that the funds warehoused in accounts of the respondents’ companies were proceeds of unlawful activities.

The court also examined oral evidences presented by the applicant and respondents’ witnesses as well as their affidavits.

On this, the court held that the evidences given by the respondents’ witnesses failed to dispel EFCC’s suspicion that the funds were proceeds of crime.

Justice Olatoregun however dismissed claims by the EFCC that the former first lady had a pet programme known as ‘Women for Change’ which was used to receive and conceal proceeds of crime.

She said: “A lot of heavy weather has been made out of the money belonging to ‘Women for Change’ by both parties but no single account of the non-governmental organisation is before the court.

“From the affidavit evidence, it can be said that the suspicion raised by the EFCC has nothing to do with the corporate existence of the respondents’ companies.

It relates to the funds found in the account of the companies.

“The oral testimonies of the three witnesses who gave evidences for the 3rd to 6th respondents could not explain the source of income of the companies.

“The third to sixth respondents failed to show

cause why the money should not be forfeited to the Federal Government.”

Justice Olatoregun held that she has no doubt that the monies were proceeds of unlawful activities, adding there were no explanations as to why the funds were paid into the companies’ accounts.

“Taking into consideration the overwhelming evidences provided by the applicant, I cannot come to conclusion with any reasonable sense that the funds were not proceeds of unlawful activities.

“I am satisfied that the respective sums upon which the application for final forfeiture is sought are liable to be forfeited,” the judge added.

The judge ordered that the N9.2 billion should be paid into an account at the Central Bank of Nigeria (CBN) marked 002008996115 C24 while the $8.4 million should be paid into a Federal Government account designated for such purposes.

In her defence, Mrs. Jonathan through her counsel had informed the court that the monies the EFCC sought to be forfeited were proceeds of goodwill donations from Nigerians, which she enjoyed as the wife of a deputy governor, governor and President, and also proceeds of funds raised when she launched her Women 4 Change and Development Initiative in 2010.

Plateau State Governor, Simon Lalong, has clarified that the controversial ‘Ruga’ settlements planned in some states of the country by the Federal Government, saying that it is the same as the ranching that was approved by the National Economic Council (NEC).

Lalong, who is the Chairman of Northern Governors Forum, said that the NEC had raised a National Food Security committee chaired by Ebonyi State Governor, Dave Umahi, which approved the National Livestock Transformation Plan as part of efforts to curb incessant clashes between herders and farmers across the country.

The governor gave the explanation on Monday after a meeting with President Muhammadu Buhari at the State House, Abuja.

Lalong told journalists that the controversy over the issue was unnecessary as the all governors at NEC agreed on the policy of ranching and the furore was just about the particular name been given to the policy.

But this has caused uproar with some states backing out on the grounds that it could cause further alienation of the indigenes if their lands are taken away for the projects.

Lalong said: “The Ruga thing should not be anything that should bring controversy with the level of sensitisation we’ve already made.

“I am a member of the food security committee, I am a member of the herdsmen/farmers committee, we’ve gone a long way

on this issue and we’ve said that the only solution that can address some of these insecurity issues between herdsmen and farmers is the ranching policy.

“You remember that one time we have gone far when some people called it colony and called it this and that, and it created controversy.

“Again, we have gone far under the leadership of Mr. VicePresident and then we are hearing other terms, what they are talking about is the same thing that we are talking about.

“But I think when they mention Ruga, it may be particular to a particular tribe but what we are doing is all encompassing, it’s for the benefit of Nigeria.

“I have said particularly in my state that animal husbandry, livestock rearing is not a prerogative of one tribe, everybody must get involved in it and that is what we have done in our state when we registered for it.

“We said we are going to put these structures to enable us to encourage youth, train youth. Right now we are training Permanent Secretaries, retired civil servants who would also get involved in it so that we can address some of the insecurity that we have in the nation.

“So, when somebody mentioned another word, people would not wait to question and find out who and who are bringing those words, that is just the simple fact.

“Mr. President has not imposed that on any state, it is voluntary.

So some of the states applied and we are at the level of the pilot scheme and some mischief makers

would start bringing terms to cause confusion in the country.

“I am a member of the committee, by the time we addressed that issue some people said yes we would prefer to do open grazing in our state, some said we would prefer to do ranching in our state and some said in our state we would call it Ruga model.

“So, different states with different approaches, but the Ruga term is not general to everybody.

In my state we call it livestock ‘something’. It’s not Ruga and we have explained it to people.”

The governor added that donor agencies are coming from all over world to support the programme, stressing that “it is not a Federal

Government project, the World Bank is involved and the African Development Bank is involved.

“So, if you have a scheme like this that can take poverty, bring revenue and also address insecurity, you will need to go into it but with due consultation from your state.

“We did a lot of sensitization; in my state it took me three months to do sensitisation and we all agreed that we should bring this concept to empower people. It is not meant to empower one tribe, it is for everybody and that would address the issue of insecurity because we don’t want people moving from one place to another looking for grasses.”

Presidential poll: Atiku opens case Friday, to call 400 witnesses Andrew Orolua, Abuja

The Presidential Election Petition Tribunal may ask Atiku Abubakar and Peoples Democratic Party (PDP) to open their case on Friday as it plans to conclude the pre -hearing session of the petition on Thursday.

Indication to this effect emerged on Monday as it fixed Wednesday for ruling on an application that may or not drag the pre- hearing further depending on its decision.

Chairman of the tribunal, Justice Mohammed Garba said on Monday that Wednesday ruling will determine whether the tribunal will ask the petitioners to open their case this week or not.

He was not specific on the request made by Chief Wole Olanipekun (SAN) for the petitioners to open their case on Thursday. Olanipekun wanted to know the specific date for the hearing proper to enable them prepare.

Meanwhile, the parties have agreed on the schedule and timing that will guide each of the parties during the hearing. The tribunal is expected on Wednesday to give its approval or modify it.

According to the schedule, the PDP will present its case in 10 days while the three respondents, the Independent National Electoral Commission (INEC), President Muhammadu Buhari and the All Progressive Congress (APC) will present their defence in six days each.

Evidence in- chief for ordinary witnesses is allotted five minutes each while cross -examination will take 10 minutes, the petitioner will be allowed 10 minutes to present star/ key/ expert witnesses while their cross -examination by respondents will take 20 minutes.

It was agreed that all agreed documents should be tendered from the bar while foundation is required for the tendering of contentious documents. However,

objection to them will be presented in separate addresses.

Also, parties are required to list the documents they intend to tender and exchange them with other parties to the petition.

In respect of the final addresses, respondents shall file their addresses seven days after the close of evidence while petitioners have five days to present addresses, just as the reply on point of law is three days for the parties.

The parties also made a request for one hour break between the hours of 1pm and 2pm.

Further hearing has been adjourned to July 4.

Meanwhile, the PDP has insisted that it would call over 400 witnesses to prove its petition against the re-election of Buhari.

PDP lead counsel, Dr. Levi Uzoukwu (SAN), said however, that he hopes the time will permit them to call at least 300 witnesses in responding to a question posed

to him by the tribunal Chairman, Justice Mohammed Garba.

He said that if they were able to present 300 witnesses before the close of time allowed for the petitioners to prove their case, they would review their position.

Dr. Uzoukwu (SAN) was responding to a question intended to help the tribunal arrange the time table for the hearing of the substantive application.

The counsel was asked by Justice Garba to disclose the number of witnesses they intend to call so that the court would decide on the duration of time to be allowed for each party to cross examine the witnesses.

“We have over 400 witnesses.

But, if we are able to present up to 300 we will review our case,” Dr. Uzoukwu said.

According to paragraph 16 (3) of first schedule to the Electoral Act, a petitioner is only allowed a period of 14 days to present its case.

I’m not obstructing EFCC probe, Saraki replies anti-graft agency Tunde Opalana, Abuja Former Senate President, Bukola Saraki, has denied engaging in any media war with the Economic and Financial Crimes Commission (EFCC) or trying to circumvent investigations into his past deeds as public officer by the Agency.

The former governor of Kwara State maintained his innocence of fresh allegations against him by the EFCC. Saraki’s media adviser, Yusuph Olaniyonu, in a statement on Monday, said his principal has been drawn to the public glare at through the media by the anticorruption body while he has maintained silence.

Olaniyonu, however, said it is imperative to react to the latest allegations against the former chairman of the National Assembly.

“The attention of the Media Office of Dr. Abubakar Bukola Saraki, has been drawn to the claims contained in the Press Statement issued yesterday (June 30, 2019) by the Economic and Financial Crimes Commission (EFCC) and we believe we should make some clarifications for members of the public to have a better understanding of the issues raised therein.

“Saraki has not engaged in any media war. Rather, Dr. Saraki has been the one at the receiving end of the media onslaught sponsored from the office of the EFCC. Various documents and court processes from the agency have been given to a particular newspaper for publication. In fact, while the EFCC distributed copies of its letter to the Chief Judge of the Federal High Court immediately it was submitted, we are still surprised how Dr. Saraki’s response written early May found its way into a newspaper last Sunday.

“It should be known that if we were interested in leaking the letter, we would not wait for seven weeks to do that. Dr. Saraki believes he is on firm ground on the points of law and has nothing to be afraid of. He is innocent of the charges.

“We need to reiterate that Dr. Saraki is not interested in obstructing any investigation by the EFCC or any security agency. While the EFCC claims that it is investigating the Office of the Senate President between 2015 and 2019, we make bold to say that it is just on a wild goose chase.

“That Office has nothing to do with contract awards and handling of the finances of the National Assembly. These are functions of the bureaucracy of the National Assembly, otherwise known as the National Assembly management,” he said.

On its persistent probe of the tenure of Dr. Saraki as Governor of Kwara State between 2003 and 2011, he maintained that all the issues the EFCC are presently raising were the same issues that are contained in four of the charges filed before the Code of Conduct Tribunal (CCT) and taken before the Court of Appeal and the Supreme Court.

Claiming that the CCT case went beyond the subject matter of asset declaration, he said: “They raised issues about the assets, how and when they were acquired, the sources of their funding and the banking transactions of Dr. Saraki. That is why we maintain that since the issues have been determined by the courts up to the Supreme Court, the EFCC is just on a persecution and smear campaigns with its current investigations.

“At the time the CCT charges were filed, it was generally believed some of the charges should not have been lumped up with the asset declaration issues. However, in their desperation to nail Dr. Saraki, some of the charges that contained insinuations that Kwara State funds were paid into accounts owned by him and companies in which he has interests were filed. And twice, the charges went before the highest court in the land and he was discharged and acquitted.

“It is also the reason that Dr. Saraki believes that the current investigation constitutes an infringement on his fundamental human rights. And in the exercise of his belief in the judiciary, he filed a case seeking the court’s intervention for the protection and enforcement of the rights”.

Absence of bond report stalls N2.5bn digital switch over trial Andrew Orolua, Abuja

Failure of prosecution to file report of verification on the bail bond granted to the respondents to the alleged N2.5 billion digital switch over fraud on Monday stalled trial.

The Director-General of National Broadcasting Commission (NBC), Ishaq Kawu Modibbo, Pinnacle Communications Ltd and two others are facing the trial at the Federal High Court Abuja.

They are currently on bail but the prosecution counsel, Mr. Henry Emore, has failed to file the bail bond verification of the defendants’ months after the bail was granted.

Other defendants are Sir Lucky Omoluwa, Chairman of Pinnacle Communications Ltd, and Dipo Onifade.

At Monday’s sitting, meant for the delivery of a ruling on application by the defendants for the release of their international passports, it was discovered that the prosecution had not filed the bail bond verification process before the court.

Piqued by the development, Justice Folashade Ogunbanjo Giwa stood the matter down for over an hour to enable the prosecution file the bail bond verification process.

At the resumed trial,

the prosecution lawyer tendered an apology over the development and prayed the court to make an oral undertaking to file the necessary papers with the week.

Not satisfied, Justice Ogunbanjo-Giwa said: “You (the prosecution) are in default of the court order and therefore you cannot be heard. You were given five clear days within which to verify the bail bond of these defendants, but you failed.

“Therefore, the ruling on the defendants’ application for the release of their international passports cannot be delivered. Until you file the required process before the court properly, the suit is adjourned to Thursday, July 4, 2019, for ruling and continuation of trial.”

Earlier, the defendants took a fresh plea following the court’s granting of an application by the prosecution to amend the charges against the defendants due to some typographical errors.

They were granted bail based on the subsisting conditions.

It would be recalled that the immediate past Minister of Information, Alhaji Lai Mohammed, had at the last adjourned date, June 26, failed to appear before the court.

The former Information

Modibbo Minister was among the persons listed by the prosecution counsel, Henry Emore in ICPC’s list of additional witnesses and was expected to be in court to give testimony being the Minister who approved the payment of N2.5bn to Pinnacle.

However, after calling two witnesses, the prosecution counsel informed the court that he was to call the former Information Minister but for his absence.

Umore said Mr. Mohammed had travelled out of the country but is being expected back into the country on or before July 31.

In addition, the court was told that Mohammed had finally made statement before ICPC, as a former Minister. The prosecution also informed the court that

the other witness he wished to call, was still in Saudi Arabia.

However, Alex Izinyon SAN, counsel to Onifade Oladipupo (2nd defendant) and Sir Lucky Omoluwa (3rd defendant), told the court that he had already filed an application to oppose the list of additional witness filed by the prosecution counsel.

Izinyon said the defence team had already joined issues with the prosecution on the failure of ICPC to call the Information Minister who approved the payment of N2.5bn to Pinnacle as well as join him as a defendant in the case.

At Monday’s proceedings, the former Information Minister was not in court.

Subsequently, the suit was adjourned till Thursday, July 4, 2019 for ruling and trial.

Our expectations as 9th Assembly resumes - Reps

Ahead of today’s resumption of lawmakers at the National Assembly, some members of the House of Representatives have expressed their expectations for the 9th parliament.

A cross-section of members who spoke to the News Agency of Nigeria (NAN), on Monday in Abuja, were optimistic that the present assembly would make a positive difference in the nation’s history.

NAN recalls that the National Assembly had, on June 13, adjourned the plenary for a two-week break after the elections of its presiding officers by the lawmakers, to reconvene on July 2.

Speaking, Rep. Bamidele Salam (PDP-Osun) said he expected the 9th House of Representatives to be a house of reforms just as the Speaker, Mr Femi Gbajabiamila, had said in his inaugural speech. ”The House that will be the pivotal of the needed

restructuring that we desire for in Nigeria economically, politically and socially. ”The House that will also earn greater respect from members of the public,” he said.

He noted that the way for the house to earn respect was to do things differently ”and in a manner that will earn the respect of Nigerians.”

Salam, who represents Ede North/Ede South/Egbedore/ Ejigbo Federal Constituency, said he looked forward to a house that would start of early with very important legislations, especially on the issue of Electoral Act reform.

He said: “We commence work on reforming our Electoral Act and the constitution very late and too close to the elections when so many interests would have come in and people would become suspicious of every move to amend one clause or the other. ”But the earlier we do this, the better for us as a people. ”So I am looking forward

to a House that will start of early to make laws and amend laws that will make sure that we have more credible electoral system. ”A House that will allow for the processes of elections to attain greater acceptability, even in the eyes of international partners. ”So, I am looking forward to a more dynamic House, a more progressive House, a House that will be more responsible and more responsive to the public interests,” Rep. Yusuf Yakub (APCAdamawa), corroborated Salam’s statement, saying his expectation was for the 9th assembly to deliver the dividends of democracy to Nigerians. ”We should make sure that wherever we see any challenge, we quickly bring it to the floor of the House in form of motion and where necessary, we make laws that are friendly to the people of Nigeria,” he said.

Yakub, who aspired to the position of speaker, said the legislature would not hesitate to carry out its oversight functions on the activities of the executive for the betterment of the country.

On his part, Rep Garba Chede (APC-Taraba), who said with the new leadership of National Assembly, he hoped that the executive-legislative relationship would help to enhance the delivery of good governance that Nigerians yearned for.

He described the parliament as ”the most important component of democracy that helps to put the executive on its toes in ensuring that appropriated funds are judiciously used for the good of the people.”

He said he was hopeful that the present assembly would work towards actualising the “Next Level Agenda” of the President Muhammadu Buhari-led government.

Flood submerge vehicles, tricycles, motorcycles in heavy rain in Lagos Many vehicles, tricycles and motorcycles were on Monday morning submerged in flood at Mushin, Agege Motor Road, Lagos, following an early morning downpour.

The News Agency of Nigeria (NAN) reports that the heavy flood stretched from the popular Ojuwoye Market to Idi-Oro and to Moshalashi bus-stop.

NAN reports that due to the downpour, several vehicles, commercial buses, tricycles and motorcycles broke down in the flood.

Consequently, there was gridlock as drivers and riders diverted and faced one-way route.

Mr. Isaac Adekunle, a commercial bus driver plying the Mushin-Ojuelegba route, who barely made it out of the flood, said the flood was aggravated by residents who used the rains as an avenue to dispose refuse.

“The rain was not so heavy to create this much flood. This is my route, and I know that people around here used the opportunity to dispose their refuse on the road when it rains.

“All the drainage systems are blocked; the water cannot flow well; and that is why we are

experiencing this,” he said.

Atinuke Ojo, a pedestrian, narrated how a popular commercial motorcyclist “Gokada’’ with a passenger fell into the gutter because the flood had concealed the gutter, making it difficult for people to notice the demarcation.

“I was not able to cross the road because the water reached the far above knee length and I couldn’t differentiate the gutter from the road.

“Unfortunately for the motorcyclist, he fell inside the gutter with his bike and his passenger,” Ojo said.

Mrs. Adesola Adedoyin, a petty trader whose shop was affected, urged the Lagos State Government to intervene by ensuring the drains are properly evacuated.

“Our drainage systems are blocked with refuse and that is why even with little rain, we always experience flood.

“We are pleading with Gov. Babajide Sanwo-Olu to do something quickly so that our lives and property will be safe,” Adedoyin said.

The rain which started at 7 a.m. was still torrential as at 2 p.m. in some parts of the Lagos metropolis.

RMAFC to improve federation revenues — chairman

The Revenue Mobilisation Allocation and Fiscal Commission (RMAFC), has pledged to increase the size of revenue shared by the three tiers of government in the next five years.

The reappointed RMAFC Chairman, Mr Elias Mbam, made the pledge in Abuja on Monday at an inaugural meeting with the new Commissioners representing the 36 states and the FCT. Mbam said that his focus during his second tenure would be to ensure the diversification of the economy and as well as ensure that all sectors contribute more to the growth of the nation’s economy.

The RMAFC boss said that the Commission would also review the remuneration of political office holders in the country to reflect the current economic realities.

“We are not going to leave any of the items in our mandate. We are going to address all issues in the mandate.

“And that is why we are going to be more concerned with increasing the size of the different sources of revenue rather than fight and dissipate energy over sharing of revenue that is getting smaller,’’ he said.

Mbam said that the nation’s revenue sharing formula, which determines how much of the revenue

generated goes to the federal, state and local governments, would be revisited.

He recalled that in 2015, the Commission conducted a nationwide consultation with key stakeholders and came up with a new revenue sharing formula which was presented to the President.

“However, nothing has been heard of it. The then President did not present it to the National Assembly to be passed as law,” he said.

Mbam said that the issue would be revisited and the new commissioners would be further briefed so they could advise on the best possible way forward.

According to the RMAFC boss, the revenue formula has not been rejected. It is inconclusive.

The News Agency of Nigeria (NAN) reports that President Muhammadu Buhari had on Thursday inaugurated board of the Revenue Mobilisation, Allocation and Fiscal Commission.

Thirty commissioners were inaugurated by the President, with Mr Elias Mbam reappointed chairman for a second term.

Some of the Commissioners include the former Acting Chairman, Federal Inland Revenue Service, Mr Kabir Mash, Mr Rilwan Abarchi, Chris Akomas, Ayang Okon, Chima Okafor, Prof. Isa Mohammed, and Patrick Mgbebu among others.

Probe Buhari for treasury looting, insecurity, PDP charges NASS Tunde Opalana, Abuja The Peoples Democratic Party (PDP) has asked the 9th National Assembly to investigate the widespread insecurity, economic depression, treasury looting, abuse of office and other violations that have characterised the President Muhammadu Buhari administration since May 2015.

It charged the National Assembly to protect the interest of millions of suffering Nigerians by invoking its powers under Sections 88 and 89 of the 1999 Constitution (as amended) to recover the over N14 trillion allegedly stolen by government officials and leaders of the All Progressives Congress (APC) in the last four years.

The party insisted that the legislative action has become imperative as the Buhari Presidency has failed to give cogent explanations on the alleged looting of over N9 trillion through sleazy oil contracts as detailed in the leaked NNPC memo which points to official culpability.

National Publicity Secretary of the party, Kola Ologbondiyan in a statement Monday said that “Nigerians also want the National Assembly to investigate the issues surrounding the reported stealing of N1.1 trillion worth of crude oil using 18 unregistered companies, as well as the alleged looting of over N2.6 trillion in shady oil subsidy regime.

“The PDP urges the National Assembly to also investigate the alleged siphoning of $322m repatriated funds as well as the

trillions of naira stolen under shady projects such as the ‘tradermoni’ project, among others.

“The party notes that only recently, the wife of Mr. President, Aisha Buhari, raised the alarm that over N500 billion meant for poverty alleviation under the APCled government did not get to the designated beneficiaries.

“The PDP holds that the humongous looting under the Buhari administration is directly responsible for the economic hardship Nigerians have been subjected to in the last four years. Our party therefore urges the National Assembly to save the nation by recovering and channelling the stolen funds towards the welfare of Nigerians, while the culprits face the law.”

The party further implored the federal legislators to stand on the side of suppressed Nigerians by immediately investigating the roles played by the APC-led administration on issues related to the clashes and bloodletting in various parts of the country as well as the reported cases of widespread human rights violations, including illegal arrests, detention, torture and alleged disappearances as detailed in the reports by the United States Department of State and other international bodies.

“The PDP insists that the National Assembly, as the only legitimate representative of the people at the national level today, should ensure that the cabal in the Buhari Presidency and the APC do not succeed in their prolonged effort to sweep these humongous looting and violations under the carpet,” the statement added.

I did my best to address security challenges in Zamfara - Yari

Former Zamfara state Governor, Abdul’aziz Yari on Monday defended his handling of the security situation in the state, saying he did his best to tackle the problem.

The ex-governor made the remarks in Talata-Mafara at a meeting of All Progressives Congress (APC) leaders from Gusau, Maradun and Tsafe Local Government Areas.

“I am using this opportunity on behalf of the entire APC members in Zamfara state to condole people of Maradun and Tsafe Local Government Areas over recent bandits’ attacks in their communities.

“We pray to almighty Allah to grant the deceased Aljannatul Firdausi and give their families the fortitude to bear the loss.

“You know, during my administration I tried my best to tackle the problem though some people were accusing us thinking that we have not done well to address the problem.

“We are not saying this because we are happy with what is happening, but people should avoid judgement based on personal or political interests. As I always say, the issue of security is beyond political or personal interest, we should support President Buhari in fighting banditry in the state,” the former governor said.

Yari also appealed to people of the state to continue to pray and seek for Allah’s intervention to end the insecurity problem.

In his remarks at the meeting, the Chairman of Maradun Local Government, Alhaji Ahmad Abubakar said the security challenges in the area has escalated, adding that several communities have been attacked in the last one month with the attacks occurring daily throughout last week.

His counterpart from Tsafe Local Government Area, Alhaji Aminu Mudi thanked the former governor over his concern for the people of the state.

Drug Abuse and the Circle of Casualties

I have for a very long time lived with a notion that views drug abuse-related conversations as not just a familiar music hall act but a dangerous fiction erroneously directed to non drug abusers. But that belief fizzled out recently at the Social Centre, St. Agnes Catholic Church, Maryland, Lagos, after my participation in a symposium on combating drug abuse in Nigeria organised by the Justice Development and Peace Centre (JDPC).

On that day, I was welcomed to the venue by an imposing banner conspicuously positioned with screaming but familiar inscriptions such as; say no to drug and illicit trafficking; drugs can destroy our goals; drugs can destroy our homes; drugs can destroy our nation; drug is addictive, escaping is hard, so don’t get involved, drug abuse can never be the solution.

Essentially, after listening with rapt attention to the keynote speaker’s use of carefully prepared power points, properly framed arguments, vivid evidence and emotional match with the audience, to demonstrate how uncensored intake of junks in the name of food, has placed us at a higher health hazard than the conventional health risks associated with drug abuse, it became clear to me that what made the gathering crucial was not its focus on drug abuse in Nigeria but how well this new awareness on the danger of unhealthy eating will serve the interest of the participants made up of youths(students), members of the civil society groups, the media, law enforcement agents and fatebased groups. while stating that a drug is

any substance other than food or water which when taken into the body affect the way the system functions, the speaker noted that drug consumption in quantity or methods not authorized by medical professionals have in the past led to mental disorder, disrupted the abuser’s education and future, poor attitude to work, health problems such as lung disease, heart disease and deaths among others.

The speaker however warned the bewildered crowd that a grave problem we must solve if we are to live a healthy life is the intakes of junks and other unhealthy lifestylesas evidence abounds that it claims more lives than drug abuse.

It was also revealed that living with an active drug abuser –for example, a husband automatically makes the wife a passive substance abuser, of which the adverse effect resulting from such an arrangement in most cases appear more pronounced on the passive abuser.

In view of the above reality, we have all, like J.P Clark, a literary giant noted in his poem; ‘the casualty’, become casualties of drug-related abuses.

Further supporting this assertion are reports from the United Nations Office on Drugs and Crimes (UNODC), made available to the participants that explained how drug dependency is both physical and psychological.

In physical dependence, the person using a drug over a period time would have developed an intense reliance on drugs, often to avoid difficult withdrawal symptoms.

The person will often crave (strong desire) to use the drugs despite the

damaging consequences to their physical, mental and social wellbeing.

Drug users can also experience psychological dependence in which they believe it is necessary to use a drug to function sometimes just at social gatherings or all the time.

However, despite these scary pictures, participants were unanimous in hope and agreed without any shadow of the doubt that winning the war against illicit drugs in the country is achievable.

Of course, there were grains of truth in their optimism. But, I hold an opinion that it’s going to be difficult.

These are my reasons.

Aside from drug abuse being a major influencing factor for all forms of crimes, youth’s involvement in drug abuse has brought about an unprecedented breakdown in society and family values, increase in school drop out, and low productivitydamage that will make it very difficult to curb.

This challenge from what experts are saying is further nourished by our not being ready as a nation to confront the underlying cause(s) of drug dependency and other associated behaviours. Our unwillingness to collectively assist the abusers to focus on un-learning such negative behaviours and in its place develop the required skills and positive attitudes to achieve a drugfree society as currently preached the world over.

Very regrettably, in abandoning this responsibility, one fact we fail to remember is that drug dependence is not based on a personal weakness or lack of morals on the part of the abuser but a chronic relapsing medical condition- a reality that, in

my opinion, qualifies these people for our love and not vilification or abandonment.

For a better understanding of the plights of the abusers, we must begin to imagine what it would look like if those drug abusers were to be from our families. We can imagine ourselves participating in the funerals of our dear ones that passed on, no thanks to substance abuse.

Sincerely, our failure to love and care for these drug addicts in our society, make us more socially sick than the real victims.

In all, for us to win this war, all hands must be on decks. We must learn to be good role models and empower young people to deal with life challenges and stay away from substance abuse. We can achieve this by forming drug-free clubs in our schools and also making drug education part of the curricula of primary and secondary schools in Nigeria. Teenagers need to get accurate and detailed information about substance use from trusted and reliable adults, be it a parent or a teacher.

While this is ongoing, we need a renewed emphasis on feeding habits and style.

To conclude, there are but two important sets of information. First, with current poor funding, poor personnel in number and training, this war against drug abuse may continue to be a difficult one unless something drastic is done by the government at all levels to reverse the trend. Finally, the abuser must recognize that drug abuse has both short and long term effects, but unfortunately, both lead to one destination- death.

Nigeria’s purported ‘Islamization’ agenda

Nigeria has two dominant religions; Christianity and Islam. In their respective doctrines, peace and unity are copiously emphasized, same with the nation’s motto.

Under the 1999 Constitution of the Federal Republic of Nigeria, Section 38 (1) provides “Every person shall be entitled to freedom of thought, conscience and religion, including freedom to change his religion or belief, and freedom (either alone or in community with others, and in public or in private) to manifest and propagate his religion or belief in worship, teaching, practice and observance”. By this provision, choice of religion is sacrosanct, and sealed as a fundamental right to all citizens. By implications, it is lawful for any citizen to freely adopt a religion or change it without any compulsion, and therefore unlawful to forcefully convert or impose any religion on anyone.

It is on this premise that political parties notwithstanding their non provision in the Electoral Act often balance and nominate presidential candidates and running-mates considerately from the two major religions except in 1993 Social Democratic Party (SDP) presented a Muslims-Muslim ticket; Bashorun MKO Abiola and Babagana Kingibe as presidential candidate and running-mate respectively without squabbles.

Possibly, Nigerians were elated with their gregariousness or objectively made service-delivery their priorities, and

consequently, prudently aligned with Peter F. Drucker, an Austrianborn American renowned author; celebrated as the father of Modern Management Theory. Drucker affirmed that “Effective leadership is not about making speeches or being liked; leadership is defined by results, not attributes”.

It therefore implies that religion has not critically shown up in the litany of problems facing the country but lack of visionary and committed leadership. Interestingly, President Buhari nominated Professor Yemi Osinbajo (SAN); a pastor in one of the leading churches with presences virtually in all local government areas in Nigeria and beyond, as his running mate in 2015 and yet again for 2019 reelection bid. Prof Osinbajo until his assumption of office as Vice President of Nigeria was a pastor of a Redeemed Christian Church of God (RCCG) at Lagos. Then, during President Buhari’s medical vacation in London, the RCCG General Overseer, Pastor Enoch Adeboye was the only religious leader that had access to the president abroad which showed there is no religious cacophony amongst the elites or at the centre except the few extremists causing commotions in the society.

For instance, the national leader of All Progressives Congress (APC), Asiwaju Bola Ahmed Tinubu, though a devout Muslim, yet his wife, Senator Oluremi Tinubu is an ordained assistant pastor in RCCG in Lagos. Similarly, the Minister

of Power, Works and Housing, Babatunde Fashola (SAN) is a Muslim, while his wife and children are Christians, yet everyone retains dignity despite differing religious beliefs.

Furthermore, the present Director-General of the Budget Office of the Federation, Ben Akabueze is a pastor in RCCG parish in Lagos. These records clearly attest to one indisputable fact; that people bringing ‘Islamization’ or ‘Christianization’ into politics; instilling fears and doubts in the polity are simply detractors and enemies of peace. It is immaterial where the missiles come from; be it from churches or mosques.

The golden truth is; nobody can forcefully impose any religion on the nation, and nobody has manifestly mulled over it or even contemplating to do it but mere handiworks of mischief makers.

Hence, the fears are uncalled for and should be despised, as the finger pointing is groundless, tenuous or politically-motivated.

To buttress it further, it is on record that the same leader that people are accusing of planning to foist his religion over the nation had earlier nominated and paired with Pastor Tunde Bakare as his running mate under the platform of Congress for Progressives Change (CPC) which didn’t materialize. Pastor Bakare is incontrovertibly a voice in the Christendom. Candidly, audiences should be wary of information they

are fed with, be it in the name of prophesies or ‘visions’ as humans are unpredictable by nature.

Despite all odds, the country has gone a long way and shouldn’t be taken aback with gauche religious crisis. Leadership must essentially be measured by policies and issues, and not by deceits or hostilities.

To sum, it doesn’t only amount to acts capable of causing breaches of the public peace but tantamount to hate speech, to subtly, inanely mislead a population with grievous allegations by mere assumptions.

Thus, anybody promoting such vices should be made to face the full wrath of the law irrespective of titles.

Issues that affect religion should be left for the religious bodies without mixing them with election of national leaders. The masses crucial interest in government is their individual and collective wellbeing.

No doubt, politics globally accommodates gimmicks but objectivity alongside decorum is principal factor. For example, US President Donald Trump’s body language during his then election campaign displayed gimmickry; whitewash promises to Nigerians to the extent that on the date of his inauguration, a hardnosed protests in solidarity which sadly led to loss of scores of lives absurdly took place all the way in Port Harcourt, Nigeria. Hence, politesse is fundamental in politicking particularly prioritizing the interest of the nation.

Editorial Commentary NEWS Sen. Ndume weeps, urges IDPs in Maiduguri to return home Sen. Ali Ndume (APC-Borno) has urged all Internally Displaced Persons (IDPs) from Gwazo taking refuge in Maiduguri, to return home, assuring them of their safety.

Ndume made the call on Monday while addressing the IDPs in Bakassi and Gubio camps in Maiduguri.

The lawmaker, who was intermittently wiping tears with handkerchief, expressed disappointment that the IDPs from Gwoza had yet to be resettled even when normalcy had returned to the town.

He said that insurgency had reduced many people in Gwoza to almost beggars and they had to wait to be given handouts in the camp before they could feed.

“The Palestinian IDPs camp has been existing for 60 years; in Kenya, it existed for about 30 years.

“So, insecurity cannot be completely eliminated.

We must therefore defy fears, summon courage and be resilient in order to achieve permanent solution to our problems.

“It is understood that some of them are traumatised because of what happened to them and they are scared they may be attacked again while some are thinking of what to do when they go back home.

“We have people of Izge and Limakara who lived inside the deep mountains, but have consistently defeated Boko Haram because they are resilient, focused, vigilant and always at alert.

“Because of their resilience, they are now expanding their territories; we can also do the same in Gwoza,” he said.

Ndume said that government had already made efforts to rehabilitate and reconstruct many

residential homes, schools, clinics, palace and other social ammenities to enhance civic authority.

“The Federal Government is also focusing on rehabilitation and resetlement of IDPs through the North East Development Commission (NEDC) with an approved take-off sum of N95 billion,” he said.

Ndume recalled that the European Union recently committed about N8 billion to support Post Insurgency Response, Recovery and Resilience for the IDPs in the education sector.

The senator said Gwoza was among the nine local government areas to benefit from the intervention.

In the area of security, he lauded the Nigerian armed forces for adopting proactive modalities to secure returnees in their farmlands, homes and markets places.

Ndume expressed optimism that many farmers would record bumper harvests this cropping season, in view of improvement on security of lives and property.

“Improved security situation and support from humanitarian organisations have encouraged many farmers from Firgi, Pulka, Warabe and Kirawa communities in Gwoza to go back to their farms this year,” he said.

NAN recalled that in August 2014, Boko Haram captured Gwoza town with a population of 275,000 people and declared it the headquarters of its “caliphate.

It was later liberated by the Nigerian military.

The Boko Haram insurgency had allegedly killed more than 27,000 people and displaced 1.8 million others in the North-East. (NAN)

COZA: Comedian, Alibaba slams pastors for keeping silent over rape allegations Veteran comedian and social commentator, Alibaba has called out prominent pastors for keeping mute over the rape allegations levied against Biodun Fatoyinbo, pastor of the Commonwealth of Zion Assembly (COZA).

News Agency of Nigeria (NAN) reports that Fatoyinbo, who has stepped down as leader of the church, was accused by Busola Dakolo of raping her as a teenager causing wild outrage on and off social media.

He noted that despite the various comments on the issue, pastors of prominent Nigerian churches are yet to speak.

Alibaba noted that the case would have been different if it was about members of the church and

not a fellow pastor.

He wrote @alibabacfr on Instagram, “When it comes to preaching against what members of the congregations are doing wrong, its in Vol 1, 2 and 3.

“Fornication, smoking, indecent dressing, drinking, night clubbing, polygamy, divorce, robbery, domestic violence, terrorism, being stingy, racism, corruption, greed, homosexuality, adultery, mixing with bad gang.

“But touch, not the Lord’s anointed and do my profits no harm,” Alibaba said.

Alleged homicide: Court remands 2 friends in prison custody Abuja, July 1, 2019 (NAN)An FCT High Court on Monday ordered that two friends, be remanded in prison custody over alleged culpable homicide.

The Commissioner of Police, FCT, charged Chekube Okonkwo,26, and Ifeanyi Eze,32, on two counts of conspiracy and culpable homicide.

Justice Silvanus Oriji, who gave the order, adjourned the case until Sept. 26 for hearing.

Earlier, the Prosecution Counsel, Chinyere Moneme, told the court that the alleged offence was

committed on June 21, 2016.

Moneme, alleged that the defendants on the said date conspired and killed one Obinna Nwakpo of Apo village.

She alleged that the defendants inflicted grievous injuries on the deceased with an axe and a cutlass.

The offemce, she said,contravened the provisions of sections 97 and 221 of the Penal Code.

The defendants, however, pleaded not guilty to the charges. (NAN)

Reviewed Hajj fare: Kaduna Board refunds N148m to intending pilgrims Kaduna, July 1, 2019 (NAN)The Kaduna State Muslim Pilgrims Welfare Board has refunded over N148 million to about 3,000 intending pilgrims due to the downward review of Hajj fare by the National Hajj Commission of Nigeria (NAHCON) for 2019.

The Board’s Spokesman, Malam Yunusa Abdullahi, made this known in a statement in Kaduna on Monday.

He said that those who got refund were those who had completed payment of their Hajj fare before it was reviewed by NAHCON. Abdullahi explained that the pilgrims were refunded N51, 170.50k after the downward review

of the fare to N1, 498,126.50 from N1, 549,297.09.

“NAHCON on June 22, announced the downward review of Hajj fare for all intending pilgrims in the country and ordered states to refund the excess to affected pilgrims,’’ he said in a statement.

Abdullahi said that a total of 3,200 intending pilgrims had been registered by the board and urged others who had the intention to go on this year’s Hajj to do so before the closure of registration on July 15.

OUR POSITION Autonomy: The challenge before the legislature, Judiciary The Fourth Alteration to the 1999 Nigerian Constitution of the Federal Republic of Nigeria, (as amended) gave autonomy to the state legislature and Judiciary in a bill signed

by President Muhammadu Buhari.

The amendment specifically meant the granting of financial autonomy and independence to Houses of Assembly and judiciary in the states. Hitherto, the funds allocated to them from the Federation Account go through the State Governments most of whom don’t transmit same to them. The law in essence, permits the funds due to the judiciary to be paid directly to the judiciary of those states, no more through the governors .

“And the funds standing in the credit of the Houses of Assembly in the states are now to be paid directly to the Houses of Assembly of the states for the benefit of the legislators and the management of the Houses of Assembly.”

It is unfortunate that since June last year when the bill was assented to, the law was not allowed to operate in the spirit and wordings it was meant to serve, due mainly to the awesome influences of State executive governors.

While commending the State governors’ pledge last week to implement full autonomy for state legislatures and the judiciary, it is essential to observe that it will strengthen democracy in the states. It will also promote accountability and transparency in governance.

Needless, however, to state that we abhor the roles played by the State governors in the last one year when this

law was put in abeyance.

Now, that the new law will be made to operate with the support of State governors, we expect the State’s Legislature and Judiciary to demonstrate sense of maturity, prudence and accountability in the management of funds that will be allotted to them.

Nothing short of this will be justified in the eye of the members of the public who have in the last decade craved for the independence of Judiciary and State Houses of Assembly.

It is important to sound note of warning that the electorate who are distressed by the unjustifiable bogus salaries and allowances of national lawmakers will not welcome such unwholesome practices at the state level.

On the part of the States’ Judiciary, it is an opportunity for the heads of Court in the States, indeed the judges to allay the fears of State governors that even without a string of financial control over them attached, they can deliver justice.

Financial autonomy to the States Judiciary should therefore not be harmed by reckless spending and fraudulent financial malpractices by the judiciary officials. Attempt to engage on such reckless spending would further put the Judiciary into public disrepute and loss of confidence.

In conclusion, we plead with the states governors to stand by their words of promise and to allow the autonomy granted by the Fourth Alteration to the Constitution to the State Legislatures and Judiciary to operate. After all, they have sworn to uphold the Constitution.

Nigerians living in Kano are indigenes, says Kano emir Ahmad Sorondinki, Kano The Emir of Kano, Muhammadu Sanusi 11 has declared that all Nigerians residing in the state remain bonafide indigenes, irrespective of their ethnic, cultural and religious backgrounds.

Sanusi, who spoke during the 10th anniversary/Ofala 2019 festival of Eze Ndigbo Kano, Chief Boniface Ibekwe, held at Ado Bayero Square, Sabon Gari, explained that “the wealth and prosperity of Kano is based on its ability as a cosmopolitan city.

“For us in Kano, whether you are Nupe, Yoruba, Igbo, Kanuri, Muslim, Christian, if you identify yourself as a son of Kano, you are from Kano.

“Islam expressly prohibits tribalism. The Qu’aran is very clear on this issue. Allah says all mankind were created from one man and one woman (Adam and Eve). We made you as a people from different tribes so that you can recognize each other. The best of all among you is he who fears God. “I thank Almighty God that since I assumed

the throne as the emir of Kano, there has not been any ethnic clash. l want us to pray that the peace we are enjoying today shall continue and in other parts of the country where we are experiencing ethnic clashes and other problems of insecurity should also have peace,” he said.

Emir Sanusi maintained that Nigeria is designed by God to have unity in diversity, adding that “I urge everyone of you to build friendship across ethnic and religious divides and also maintain that friendship.

“It is the wish of Allah that Nigeria has many ethnic and religious groups. We should maintain peace and live in peace. Many of you here today, were born in Kano, your parents were also born here in Kano. So, who can come and tell you that you are not an indigene? We are all one and we should live together as brothers and sisters.”

Emir Sanusi also used the occasion to appeal to Igbo leaders in Kano state to file themselves behind one leader, pointing out that “once a leader is recognized, you are obliged to accept his leadership.

“The leader is a father of everybody and the leader should in turn accept everyone and be a

father to everyone.”

Also speaking, Kano state Governor, Dr. Abdullahi Umar Ganduje, promised to ensure that the Sabon Gari community enjoys more democratic dividends within the next four years.

Ganduje, who was represented by the Head of Service, Dr. Kabiru Shehu recalled that his administration engaged in massive investigating development and healthcare delivery in Sabon Gari during his first tenure and promised to continue with the kind gesture.

He commended the Igbos and other ethnic nationalities resident in Kano for living in harmony with their host community and promised to use every available apparatus at his disposal to maintain the peace and harmony being enjoyed in the state since his administration came into office.

Eze Ndigbo in Kano, Chief Ibekwe commended Gov. Ganduje and the emir of Kano for ensuring peaceful co-existence in Kano and promised to use his good office to appeal to Igbos and other ethnic nationalities resident in Kano to maintain the peace.

Short News Ruga settlement will end farmers/herdsmen clashes, says Niger govt Saka Bolaji, Minna The Niger state government has stated that the expansion of 45, 000 hectares Bobi Grazing Reserve in Mariga Local Government Area of the state would doubt avert the farmers/herdsmen clashes in the state.

This assertion was made by the Secretary to the State government (SSG), Alhaji Ahmed Ibrahim Matane when he paid an unscheduled visit to the grazing reserve.

He also revealed that the expansion was in line with the government’s policy of establishing grazing reserve in some parts of the state with a view to putting an end to the lingering farmers/herdsmen clashes.

Matane said the present administration led by Governor Abubakar Sani -Bello would expedite action towards promoting pasture development for pastoralists at the grazing reserve.

He explained that the settlement of pastoralists at the grazing reserve would turn nomadic pastoralists into mixed farmers who will take up crop farming to supplement livestock farming.

The SSG however, said that government has already provided social amenities such as schools, roads, hospitals, veterinary clinic, security and milk collection centres among others at the grazing reserve.

...Ruga policy is divisive, NGO declares Olaniyi Ajibola, Osogbo

A non-governmental organisation, Advocacy for Advancement of Peace and Harmony in Africa Initiative (ADAPHAI) has slammed President Muhammadu Buhari over the proposed ‘Ruga’ for herders, saying the move is divisive.

It said such agenda would not only trigger suspicion among the different ethnic nationalities in Nigeria, but divide them the more along ethnic lines.

The group made this known in a press statement signed by its National Coordinator, Comrade Sulaimon Suberu, issued on Monday.

The statement noted that cattle rearing remain a private business of some individuals and wondered why the Presidency is showing so much interest in the economic pursuit of certain ethnic nationality over others.

It recalled how farming activities in Plateau state were seriously affected by the incursion of cattle herders who disrupted the means of livelihood of millions of people without any solace from the government.

According to the statement, the move to foist the business interest of the Fulanis on other Nigerians would be counter -productive and a recipe for chaos, adding that “it is indeed necessary for the Presidency to thread softly at this time and listen to the preponderant position of the Nigerian people, who have widely condemned the proposed ‘Ruga’ for herdsmen across Nigeria.

INEC indicts parties for breaching regulations on finances Tunde Opalana, Abuja Few months after the 2019 general elections, majority of the registered 91 political parties have failed to comply with the provisions of extant laws regulating political finances.

Chairman of the Independent National Electoral Commission (INEC), Prof. Mahmood Yakubu, who made this disclosure on Monday said parties have failed to abide by regulations of the Electoral Act 2010 on the submission of two election expenses report to the commission after elections.

The parties, he said have failed to give comprehensive reports on campaign donations and expenditure while individual candidates also failed to report contributions and spending.

Yakubu made the disclosure while meeting with leaders of political parties in Abuja, as part of INEC’s plan to sensitise stakeholders ahead of its proposed national discourse on electoral reforms.

The chairman said that “it is important to remind us that as we review the 2019 general elections in

order to identify successes, challenges and the way forward, we should also ask ourselves the extent to which we have complied with the extant laws. I wish to remind you that the Electoral Act 2010 (as amended) requires each political party to submit two election expenses report to the commission.

“First, is the disclosure of material contributions received from individuals and corporate bodies three months after the announcement of the results of the general elections as provided for in Section 93 (4) of the Electoral Act. “So far, no political party is in compliance. Secondly, parties are required to submit audited returns of their election expenses within six months after an election as provided for in Section 92 (3)[a] of the Electoral Act. Although, we are still within the time frame provided by law, so far only one party has filed its returns.

“Similarly, the commission notes that only one presidential candidate has submitted financial expenses report.

We wish to remind leaders of political parties of their obligations under the law.”

Yakubu’s disclosure is in line with the observation of the European Union

Election Observation Mission in its report on the 2019 election in which it noted the ineffective and unenforced campaign finance rules and insufficient accountability.

The commission has promised the nation that it will undertake a major national conversation on the future of the electoral process, adding that “having concluded our in-house review, today marks the beginning of our consultation with stakeholders.

“This is therefore, an auspicious occasion to, first of all hear from those who actually fielded candidates for 1, 558 constituencies in which elections were held in 2019 and deployed agents to 119, 973 polling units as well as the various levels of collation of results and declaration of winners nationwide.”

Meanwhile, the umbrella body of political parties in the country, the Inter-Party Advisory Council of Nigeria (IPAC) has charged INEC to apply more stringent measures in registering new political parties.

Chairman of IPAC, Chief Peter Ameh in his presentation at the meeting, emphasised the need to regulate party registration to avoid multiplicity of moribund and ineffective parties.

The Transmission Company of Nigeria (TCN) has said that the system collapse experienced on the national grid yesterday morning was as a result of high voltage following massive drop of load by the electricity distribution companies.

In a statement signed by the Manager Public Affairs, Mrs. Ndidi Mbah, she said that the high voltage also caused a fire incident in the 75MXreactor in the Benin sub-station, along Sapele Road in Benin City, Edo state.

She disclosed that immediately after the incident efforts to restore the restoration of the grid commenced and as at 1.30 pm bulk power supply to most parts of the nation had been restored.

“The massive load drop led to high voltage in the system which shattered the lightning arrester in close proximity to the 75MX reactor in Benin substation. The shattered lightning arrester porcelain hit the reactor bushing causing further explosion on the reactor resulting in the fire outbreak,” the TCN stated.

She also commended the efforts and support of the government of Edo state and the Benin Electricity Distribution Company as well as the fire service in putting out the fire and restoring normal power supply.

Furthermore, Mbah announced that the TCN has commenced the movement of another reactor to Benin City to replace the burnt reactor and ensure voltage stability in the city as well as prevent a re-occurrence.

As a means of forestalling future re-occurrence, she revealed that the agency would soon embark on a review of the entire protection and earthen system nationwide, in addition to the overall upgrading of the system through financing being provided by multilateral donors.

A lecturer of the University of Uyo, Prof. Emmanuel Onwiuduokit has identified the implementation of fiscal federalism and restructuring as the major ways Nigeria can make progress in development and unity.

Onwiuduokit gave the assertion while delivering the 70th inaugural lecture of the university tagged: “Fiscal federalism and development hysteresis in Nigeria: Demystifying the nuances,” at the university’s 1, 000 capacity auditorium in Uyo. Prof. Onwiuduokit also suggested the amendment of the 1999 Constitution to devolve more powers to the states, saying such would lift the country out of the challenges bedevilling it’s progress and enthrone justice and equity.

He traced the problems facing Nigeria to a faulty foundation where all the political and economic powers are vested on the federal government which incidentally cannot exist without the states.

Citizens key to combating insurgency, criminality - CDS Chioma Joseph, Abuja

Chief of Defence Staff, General Abayomi Olonisakin has said to combat the menace of insurgency and other forms of criminality in the country, patriotic citizens also have a role to play.

Gen. Olonisakin, who was speaking at the opening ceremony of the/Nigerian Army Day celebration (NADCEL)/Combat Support Arms Training (COSAT) Week 2019, said this was necessary because counter- insurgency takes a collective effort as every Nigerian has a right to a safe and secured environment.

In his remarks at the event which held on Monday at the Nigerian Army Ordnance Corps auditorium, Abalti Barracks in Ojuelegba, Lagos, the defence chief noted that efforts at combating insecurity in the nation is a continuous engagement that require a lot of sacrifices to which the Nigerian Army and other security agencies are committed to.

Declaring the event open, he said the combat training will further enhance soldiers with skills to deal with security challenges in the country, adding that “I wish to assure you that we are better positioned to totally end the insurgency in the North East and other criminal activities across the nation. This can only be achieved through synergy and the cooperation of all the services, security agencies as well as other

stakeholders.

“The right to live in a peaceful, safe and secure environment is an inalienable right of every citizen of this country. Thus, there is an urgent need for all citizens in the spirit of patriotism, to contribute to the efforts of combating the menace of insecurity in the society.

“Our effort at combating insecurity in our dear nation is a continuous engagement that requires a lot of sacrifices and to which we are ultimately committed.”

Speaking on the theme: “Enhancing the efficiency of the combat support arms in tackling contemporary security challenges,” Gen. Olonisakin said that “the army has continued to demonstrate its resolve to secure the territorial integrity of our dear country from both internal and external threats.

“The combat support arms, consisting of the artillery, engineers, signals and intelligence will always have a role to play in support of the combat arms of the army towards achieving this mandate.

“The COSAT week is therefore, an avenue to boost professionalism as participants brainstorm and strategize to better support the combat arms in combating emerging security challenges in Nigeria.

“Hence, the theme of this year’s COSAT is very appropriate. Our discourse today,

comes at a time when the armed forces are reorganising to better tackle current challenges and curb future threats in line with our roles as enshrined in the constitution.

“Our contemporary security challenges are characterised by non-state actors who exhibit deep intolerance for peaceful coexistence with other members of the society based on narrow ideologies, radicalism and in some instances outright criminal intents. These individuals and groups have resorted to attacking innocent citizens, creating an atmosphere of fear and panic through acts of terror as well as insurgent activities against Nigeria’s territorial integrity.”

He noted that to consolidate on the successes against the insurgents, peace building efforts must continually concentrate on addressing the drivers of the challenges in the first place and appreciated the support, and encouragement the army and other security agencies have enjoyed from President Mohammadu Buhari.

Earlier in his remarks, the Chief of Army Staff, Lt. -Gen. Tukur Buratai said the security challenges facing the country today, require more agility, flexibility, ingenuity and an uncanny ability to think outside the box.

He said NADCEL 2019 which marks the 156th year of existence of the army is a constant reminder of the sacrifices made by troops most of whom laid down their lives to ensure the nation remains united.

Short News Lawan commiserates with NGE over deputy president’s death Tunde Opalana, Abuja President of the Senate, Ahmad Lawan has commiserated with the Nigerian Guild of Editors (NGE) over the death of its Deputy President, Umar Sa’idu Tudun-Wada.

Tudun-Wada died on Sunday in a ghastly motor accident along the Kano-Abuja Expressway.

Lawan, in a statement by his Special Assistant on Media and Publicity, Mohammed Isa said the sudden death of Tudun-Wada has robbed the journalism profession of one of its finest.

He described the deceased as a core professional, an attribute, Lawan noted, that propelled him to the enviable position of deputy president of the Nigerian Guild of Editors.

“Late Tudun-Wada was known for his humility, patriotism, professionalism, and inspiration to practicing and upcoming journalists,” the Senate President said.

While extending his condolence to the NGE, Kano state government and his immediate family, Lawan prayed Allah to grant the deceased Aljannah Firdausi.

IGP orders manhunt for attackers of police station Doosuur Iwambe, Abuja Following the attack on Agudama Ekpetiama Police Station in Yenagoa, Bayelsa state by unknown gunmen in the early hours of Monday, the Inspector General of Police, Mohammed Adamu has ordered a massive manhunt for the perpetrators of the attack.

In a statement by the Force Public Relations Officer, Frank Mba, the inspector general condemned the attack which resulted in the death of the Divisional Police Officer, Ola Rosanla alongside three other police officers leaving at least two others injured.

The inspector general pledged that no stone will be left unturned towards apprehending the perpetrators and bringing them to book.

He subsequently, ordered the immediate deployment of crack detectives from the IGP-Intelligence Response Unit, the forensic and homicide sections of the FCID and special operatives of the Marine Police Department to Yenagoa to complement the efforts of the Bayelsa state Police Command in carrying out discrete investigations into the unfortunate incident.

The inspector general while paying tribute to the dead police officers, condoled with the families, describing the incident as the classic example of the risks and sacrifices the police are exposed to in their daily task of protecting Nigerians.

He enjoined the Agudama Ekpetiama Community and the entire people of Bayelsa state to remain calm and to avail the police with credible information that will help law enforcement agencies toward apprehending the criminals.

Lagos taskforce arrests 77 cultists, prostitutes during raid Chioma Joseph, Lagos Operatives of the Lagos state task force during a midnight raid in some parts of the state arrested 77 suspected criminals, including prostitutes.

Chairman of the agency, Olayinka Egbeyemi disclosed that the midnight raid was carried out due to the incessant complaints by residents around Akowonjo, Egbeda, Shasha, IyanaIpaja, Ayobo and Abule-Oki in continuation of the total eradication of criminal hideouts across the state.

Egbeyemi disclosed further that the enforcement raid was carried out on the directives of both the government and that of Lagos state Commissioner of Police, Zubairu Muazu.

He stated that the commissioner of police is poised at tackling current challenges and

making sure that criminal elements were no longer allowed any free reign and will not be given freedom of space to practice any of their criminal acts.

“The agency conducted a thorough screening of all those raided, only 12 males and 26 prostitutes without proper means of identifications were left to be prosecuted.

“We want to assure members of the public that there is a synergy amongst all security agencies across the state and that we will not renege in fulfilling our primary responsibility of protecting lives and properties,” he stated.

In a related development, the state government over has taken over the Alluminium Village at Dopemu area of Agege following persisitent cases of security breaches.

Egbeyemi hinted that the enforcement team of the agency demolished all illegal shanties where criminal elements (Awawa cult gang) hibernate to perpetrate their nefarious activities

on innocent members of the public.

“A lot of criminal activities like rape, robbery and harbouring of criminals take place at Alluminium Village on a daily basis. We receive daily complaints about criminal activities in the area from residents/victims and therefore, mobilised to dislodge the entire area to flush out all the criminals,” he stated.

He confirmed that six notorious members of the dreaded ‘Awawa cult gang’ were arrested while their ring leader, Tobi Akinsanya (a.k.a.

Scorpion), who was just released from prison is at large.

“While we are still on the trail of these two prime suspect (Tobi Akinsanya) and his second in command (a.k.a. Body), we want to assure members of the public that this cult gang have murdered sleep and they shall see no sleep anymore; we shall make sure that all of them are rooted out and they face the full wrath of the law,” Egbeyemi boasted.

Following Saturday night boat mishap, the Lagos state Emergency Management Agency (LASEMA) has reiterated the need for passengers and boat operators to desist from night travelling and ensure all safety measures including proper use of life jackets are strictly adhered to so as to prevent unnecessary loss of life on the state’s water-ways.

Speaking on the unfortunate boat mishap that occurred in Egbin, Ijede Local Council Development Area, Ikorodu, at 9:30pm last Saturday, the Chief Executive Officer, LASEMA, Dr. Oluwafem Oke-Osanyintolu explained the boat was said to be en route Egbin Ijede (Ikorodu) from Badore, Aja area.

The LASEMA boss said the boat had 21 passengers onboard when it suddenly developed mechanical problem, throwing all the passengers onboard into the water.

“Three persons were rescued immediately, while eight lifeless bodies, including seven males and one female have been recovered.

The search and rescue is still ongoing on the other missing persons yet to be found by officials of the Lagos state Waterways Authority (LASWA) and marine police with support from the local divers,” he stated.

IPAC calls for conduct of LG polls in Bauchi The Inter-party Advisory Committee (IPAC) in Bauchi state has called for the early conduct of local government election to bring government closer to the people at the grassroots.

IPAC Chairman in the state, Alhaji Abdullahi Ibn-Mohammed, who made this call in an interview in Bauchi on Monday, declared that the council areas are created with the ultimate goal of bringing government closer to the people at the grassroots.

“That is the more reason why we are calling on the new Governor, Bala Mohammed to conduct the council election soon,” he said.

He said apart from bringing government closer to the people, the administration at the grassroots would also accelerate development and boost local population participation in governance.

According to him, the local government election can hold those people in power accountable for their roles in governance.

Also, he urged the governor to embark on the completion of ongoing projects, as part of the continuity in governance in order to avoid abandoned projects or waste of resources in the state.

IFAD, IITA, AfricaRice partner ABUAD Short News Sanwo-Olu extols virtues of late Abibatu Mogaji to train 1, 000 on agribusiness Gbenga Sodeinde, Ado Ekiti

The International Fund for Agriculture Development (IFAD), the International Institute for Tropical Agriculture (IITA) and AfricaRice have entered into a three- year partnership with the Afe Babalola University, Ado Ekiti (ABUAD) to train 1, 000 youth in agricultural techniques.

The partnering agencies said the essence of the programme is to tackle youth unemployment in Nigeria and encourage the youth to perceive farming as a profitable business.

This disclosure was made at a session to unveil the partnership in ABUAD on Monday during the flag off of the IFAD project inception workshop tagged: “Youth empowerment in agribusiness and sustainable agriculture” held in the university.

IFAD Technical Specialist and leader of the team, Dr. Malu Muia Ndavi, said the agencies are partnering the institution because of their deep concerns for job creation in Nigeria and Africa, having realised that youth unemployment is Africa’s major challenge .

He said with the trend of joblessness in Africa and its attending consequences, all hands must be on the deck to tackle the phenomenon

“When white men introduced the civil service, the civil servants then lived like gods, so were trained wrongly. They never emphasized that farming was a good profession.

“But, somebody must correct this wrong impression and IFAD and ABUAD must be ready to do this. We must research and bring new innovations to agriculture and modernise farming,” he said.

Babalola stated that for a university to be great, it has to be a training ground for all categories of people, especially farmers, adding that “apart from that, it has to be secured and

must be fully residential because the students must be good in learning and character “And if they go away, how do you know their characters? If a student is taking cannabis, how do you monitor him? How do you monitor his punctuality? This is the advantage of a university like ours.

“Here in ABUAD, we learn even at night, no university does that in Nigeria.

Education without functionality is nothing.

Some lecturers are still using the note they used 35 years ago. Lecturers in ABUAD adopt the newest system of teaching methodology and that is why our students are doing well.”

To underscore the value he places on farming, Babalola said if he has the second chance of coming to this world that he will embrace farming as a profession.

He stated further that “this is because I was born in the farm by a farmer and where I learnt everything that gave me these achievements today. In the olden days, people were committed to farming because nobody was coming to kill or kidnap you on the farm.

“There was no reason for them to go to hospital; I myself have never gone to any hospital for treatment because we were with nature and once you are with nature you will be healthy.”

Delta tasks oil bearing communities on attracting investors Nosa Akenzua, Asaba Delta state government on Sunday called on oil bearing communities to create the enabling environment for Chevron and other potential investors to operate optimally.

The state Deputy Governor, Kingsley Otuaro, who made this known at the 9th annual general meeting of Egbema Gbaramatu Community Development Foundation (EGCDF) in Gbaramatu, urged the youth to acquire relevant trades useful to the oil companies.

“Chevron should increase its corporate social responsibility to the communities, train and empower the people and the communities should be steadfast, and allow the companies to operate in line with government’s aspirations,” Otuaro said.

BEDC appeals to customers over inferno at Benin sub-station Titus Akhigbe, Benin

The management of the Benin Electricity Distribution Company (BEDC) has appealed to customers in Edo, parts of Delta and Ondo states over the present power disruption to their areas due to the fire incident which occurred at the Transmission Company of Nigeria (TCN) sub-station along Sapele Road in Benin City.

Presently, all areas connected to the burnt Benin sub-station are experiencing a blackout due to a partial system collapse arising from the fire incident as the sub -station is interconnected to other locations across the country.

According to a statement signed by the Head, Corporate Affairs BEDC, Tayo Adekunle, assured that every effort is being put in place by stakeholders to restore power to the affected areas as soon as the fire is contained.

“The specific locations affected by the fire are yet to be known, but major parts of Edo state are affected by the outage. We appeal for customer understanding and cooperation over the situation,” Adekunle said.

Vigilante group rescues 5 kidnap victims in Edo Titus Akhigbe, Benin

A local vigilante group in Esan West Local Government Area of Edo state at the weekend rescued five kidnap victims from Egoro Na Oka community who were kidnapped on their way from a burial ceremony.

The victims who attended the burial ceremony in Egoro Na Oka were said to be returning back to Ekpoma when their car was blocked by five gun wielding men suspected to be Fulani herdsmen.

A victim of the kidnap while narrating how they were abducted stated that “there were sporadic shooting by the armed men, who ordered us out of the car and marched us into the bush.

The kidnappers immediately collected our phones and ordered that we move ahead into the forest.

“After their sporadic shooting, we were whisked into the forest and abandoning our vehicle on the highway.”

It was gathered that when information reached the village, the

vigilante group quickly mobilised and cordoned off the forest between Egoro Na Oka, Urohi, Opoji, Ebudin and Ekpoma.

“The operation took the whole night as we combed the forest. After much effort, the five victims were rescued by our men though two of the victims sustained bullet wounds from the exchange of gunfire between the vigilante and the kidnappers and they are now receiving treatment in one of the government hospitals,” said Anuge Henry, a member of the vigilante.

Kingsley Chukwuka, Jos A group under the aegis of Buhari Diaspora Support Organisation (BDSO) has urged President Muhammadu Buhari to reappoint his current Chief of Staff, Abba Kyari to the same position in his new cabinet.

No social justice without decent work - ILO Ukpono Ukpong, Abuja

The Director-General, International Labour Organisational (ILO), Guy Ryder has said social protection systems play enormous role in countering inequality amongst the workers globally.

In a speech at the G20 leaders’ summit in Tokyo, Ryder said that to tackle inequality amongst the workers, appropriate regulations are necessary for the provision of decent work.

He said that clearly, the current efforts have not delivered convergent rising incomes among the world’s workforce commensurate with the objective of balanced and sustainable growth.

While pointing to significant distributive failures such as increasing concentrated wealth, widening gap between the richest and poorest within countries, falling share of labour’s income in developed countries as well below global average in developing countries, persistent gender inequalities, accumulating intergenerational inequalities, and a large portion of the world’s workforce experiencing real wage stagnation, Ryder stressed the need to achieve decent work for all.

“Decent work is a powerful distributive force that delivers both greater equity and social justice. We need to pay attention to labour markets, because while they are the primary source of income opportunities around the world left unregulated, they often instigate and exacerbate inequalities.

“For example, the risk of unemployment is higher for women

and low income workers. Similarly, low-wage jobs are more often correlated with irregular hours, hazardous work and lack of social protection. This is why appropriate regulation is so important in providing decent work.

“In addition, universal social protection systems play an enormous role in countering inequality. Therefore to counter income inequality, we need to invest in the institutions that achieve redistribution, through sound industrial relations systems and tax and transfer systems that support sustainable social protection systems.” Said Ryder Speaking further, the DirectorGeneral frowned at the current economic and labour market structures explaining that is not conducive to gender equality.

“We need targeted actions on multiple fronts to close the gender gaps in labour force participation and pay. This starts with rebalancing the distribution of unpaid care work between men and women, because gender equality truly does begin at home.

And we need to continue to fight discrimination and eliminate stereotypes.

“Last week delegates to the ILO’s Centenary International Labour Conference adopted a Convention to address violence and harassment in the world of work, a ground-breaking instrument that provides another important tool in the fight for women’s equal status. I conclude by urging G20 countries to lead the way in ratifying and implementing this new Convention.” Said Ryder.

Following the expiration of the 14-days ultimatum, issued by the Maritime Workers Union of Nigeria (MWUN) June 13 over non-payment of stevedoring contractors, the union has announced plans to embark on a nationwide strike on Wednesday, July 3.

According to the President-General of MWUN, Mr Abdul-Waheed Adeyanju, in a statement issued to Journalist, he disclosed that the leadership of the union has ordered its members to withdraw services throughout the nation’s seaports effective from 06.00 hours on Wednesday, July 3, 2019.

Adeyamju said the order became imperative due to failure on the part of International Oil Companies (IOCs) to address the issue despite giving a two-week ultimatum.

Recall that the union had given a two-week ultimatum on June 13, calling on the Federal Government to prevail on IOCs to pay government-appointed stevedoring contractor monies being owed.

Adeyanju had urged the Permanent Secretary in the Federal Ministry of Transport to look into the issue so that dockworkers could be paid their salaries and wages.

He said that failure to pay government-appointed stevedoring contractors for jobs done had made it impossible for their workers to be paid salaries, a situation which has led to the untimely death of some of its members.

MWUN President explained that in line with Section 27 of NIMASA Act, 2007, the Nigerian Ports Authority (NPA) had on June 1, 2018, appointed stevedoring contractors to provide stevedoring services at various off-shore jetties and on-shore locations to the International Oil Companies and other operators.

He disclosed that the IOCs have refused to comply with NPA’s directive one year after the stevedoring contractors were appointed, wondering why they have turned down every effort to make them cooperate with the newlyappointed stevedoring contractors since the modus operandi remained the same.

“Dear stakeholders, we want to use this medium to intimate you and the Federal Government of the non-payment of the stevedoring wages to dockworkers by the International Oil Companies (IOCs) operating in Nigeria.

“On June 1, 2018, the Nigerian Ports Authority (NPA) appointed stevedoring contractors to provide stevedoring services at various off-shore jetties and on-shore locations to the International Oil Companies and other operators.

“It will be necessary to inform you that NPA had held several meetings with these operators to grant access to the government-appointed stevedoring contractors, process their invoices, and effect payment,’’ Adeyanju said.

“We commend the managing director and management of NPA for the efforts they had made to compel the IOCs to engage the services of appointed stevedores and registered dockworkers in their stevedoring operations.

“A stakeholders’ meeting was held on February 28, 2018 organised by NPA in Lagos to sensitise IOCs, jetty owners, and terminal owners,’’ Adeyanju said.

The NPA management had made it clear that in line with Section 27 OF NIMASA Act, 2007 only government-appointed stevedores and registered dockworkers are empowered by law to solely handle, discharge and embark on loading operations at the ports, jetties and oil platforms.

Adeyanju wondered why the IOCs refused to cooperate with the newlyappointed stevedoring contractors since the modus operandi remained the same.

The union boss said that while dockworkers were awaiting the payment of their wages, they could no longer meet their family obligations like payment of house rents, children’s school fees and hospital bills, among others.

Adeyanju said, “We can no longer continue to watch our members die prematurely because of the attitude of the IOCs.’’

TUC elects Comrade Quadri Olaleye as President The National President of Food, Beverage and Tobacco Senior Staff Association (FOBTOB), Comrade Quadri Olaleye, at the weekend emerged the President of Trade Union Congress of Nigeria (TUC).

By constitution, Comrade Olaleye will head a 14-member National Administrative Council (NAC), of TUC, who were also elected to pilot the affairs of the Labour Centre for the next three years.

In his acceptance speech, Comrade Olaleye thanked God for a successful Conference and equally appreciated delegates for finding him worthy to lead the Centre at this time.

He sought the co-operation of workers and Nigerians to achieve a country the workers shall be proud of.

Oil market stability: Nigeria restates support for extension of oil production cut Micheal Ajayi Nigeria has confirmed the validity of his stand on the nine-month extension in the oil production cut under the “Declaration of Cooperation’’ which seeks to improve global oil market stability among OPEC members.

This was made known on Monday by the Head of the Nigerian Delegation to the 176th Meeting of OPEC Dr Fokashade Yemi-Esan at a press conference in Vienna while welcoming the commitment by Saudi Arabia and Russia on the proposed extension.

She said that the nation recognised the transformational impact which the ‘’ declaration of Cooperation’’ has had on the global oil market with 24 oil producing countries working together and contributing to improved market stability.

“Nigeria strongly endorses this commendable commitment and support this position, we believe that an extension of nine months is preferable to six months, as it offers greater certainty to the market, thereby reducing market volatility’’ Yemi-Esan who is the Permanent Secretary of the Petroleum Resources ministry noted that the development had benefited consumers and producers as well as the impact positively on the health of the global economy.

She also expressed the nation’s commitment to the declaration saying that ‘’we will work to stabilise production by improving security in oil-producing regions through continued engagement with local communities’’.

IGR in 36 states, FCT grew by 46.1% to N1.1trn in 2018, says Fowler Motolani Oseni The Chairman, Joint Tax Board (JTB), Mr. Tunde Fowler, on Monday, said that the Internally Generated Revenue (IGR) of the 36 states and FCT grew by more than 46.1 per cent to N1.16 trillion in 2018.

Fowler made this known at the Go-Live Ceremony for the New National Tax Identification Number (TIN) Registration System in Abuja.

He further disclosed that the tax base expanded and rose from 10 million taxpayers to 20 million taxpayers and still had the potential to increase up to 45 million before the end of the third quarter of 2019.

According to him, a growth of Federal Inland Revenue Service (FIRS) collections increased by 53 per cent.

He said that revenue collected

by FIRS rose from N3.30 trillion in 2016 to N5.32 trillion in 2018

and added that the increase was the highest in the history of the service.

The chairman said the non-oil revenue of about N2.85 trillion was realised in 2018 which accounted for about 54 per cent of the revenue collected.

Fowler explained that the newly inaugurated TIN registration system would be reinforcing the laudable efforts of the present government towards building a robust tax-revenue administration.

The Executive Secretary of the Board, Mr Oseni Elamah, said the new TIN the system would reduce the burden of multiple registrations of taxpayers.

Elamah emphasised that the new TIN which could be registered and verified online was friendly, convenient and promoted transparency.

He commended Fowler for his effort, commitment and support in the realisation of the new TIN system.

Nigerian Customs seizes 7, 524 imported table-water worth N1.7m Temitope Adebayo The Seme Command of the Nigerian Customs Service (NCS) has revealed that its officers intercepted 7,524 table water valued at N1, 726,644.00 with a Duty Paid Value of N3, 043,364.00.

Addressing journalists on Monday in Seme, the Customs Area Controller, Comptroller Mohammed Uba Garba charged his officers to ensure that the illegal importations of Contrabands through the Command is curtailed.

Accordingly, the CAC stressed that the efforts of the enforcement unit of the Command with regards to suppression of smuggling have

been unprecedented in recent times; in the past week alone, nine vehicles were arrested carrying: 83 cartons of Amira/ Makoko soap with DPV of N1,816,424.00; 1,718x50bags of Foreign parboiled rice with DPV of N655,250.00; 26 bales of used clothes with DPV of N918,918.00; 14 cartons of Nitro feminine soap with DPV of N169,855.00; 13 bags of expired rice with DPV of N54,860.00; 8 sacks of used shoes with DPV of N98,090.00; 65×6 yards of textile with DPV of N63,759.00; 11 cartons of insecticide with DPV of N13,035.00; 864×30 litre jerry cans of Sulphuric acid with DPV of N3,542,400.00; 2 sacks of rubber slippers with DPV of N38,228.00 and 2 cartons

of lemon cream with DPV N77,382.00.

He explained further that one of the vehicles used for conveying the contrabanded goods is a Toyota Hilux van (masked in official regalia), intercepted conveying 16 bags of rice at Gbaji axis. DPV for the means of conveyance seized stood at N8, 716,663.00.

While highlighting the gains that the country will benefit from the inter-connectivity between Nigeria and the Republic of Benin as launched by the CGC Col. Hameed Ibrahim Ali (Rtd) late in June, the Comptroller added that the Command has been surpassing its revenue the target for the last three months running. The total revenue

generated for the first half of the year stands at N4,185,782,397, representing about 64 per cent of the annual allotted target.

Also speaking, the Coordinator, Seme Border of the National Agency for Food Drug Administration Control (NAFDAC), Dr Nurudeen Usman said the agency has banned importation or exportation of table water.

Usman who was curious that with the abundant bottle water factories in Nigeria someone could import bottle water into Nigeria added that “It is curious but the explanation of the clearing agent is that the importer wants to supply the products to Chinese workers in Nigeria.

DisCos refute TCN claims on system collapse Micheal Ajayi Following the Transmission Company of Nigeria (TCN) report on system collapse, Electricity Distribution Companies (DisCos) has denied the allegation of it dropping load allocation.

The Abuja Electricity Distribution Company (AEDC) General Manager, Corporate Affairs, Mr Oyebode Fadipe, on Monday, debunked the development is “We didn’t drop any load.”

He said that power allocation to the AEDC as at Monday had increased to nearly 500mega watts. The company gets 13 per cent of the total power

generation from the national grid on daily basis. This shows that Monday power generation was about 3,692mw after the Benin inferno led to the system collapse Meanwhile the release by the General Manager Public Affairs, Mrs Ndidi Mbah, on Sunday, the high voltage also caused a fire incident in the 75MXreactor in the Benin Substation, Sapele Road in Benin City, Edo State.

The massive load drop led to high voltage in the system, which shattered the lightning arrester in close proximity to the 75MX Reactor in Benin Substation. The shattered lightning arrester porcelain hit the reactor bushing

causing further explosion on the reactor resulting in the fire outbreak.

Restoration of the Grid commenced immediately and as at 1.30pm, bulk power supply to most parts of the nation had been restored.

The Management of TCN commends the efforts and support of the Government of Edo State and Benin Electricity Distribution Company as well as the Fire Service in putting out the fire and restoring normal power supply.

Meanwhile, the Management has commenced the movement of another reactor to Benin City to replace the burnt reactor and ensure voltage stability in the City as well as prevent a re-

occurrence.

Management would also ensure a review of the entire protection and earthing system nationwide. This is done in addition to the overall upgrading of the system through the TREP program being financed by multi-lateral donors.

The installation of 3no reactors on the Ikot- Ekpene- Ugwuaji –Jos line has reached an advanced stage. It is expected that once these three reactors are installed and commissioned, the grid would be further stabilized.

TCN Management wishes to assure Nigerians that it is doing everything possible to modernize, upgrade and stabilize the National Grid.

He made the commendation over the weekend in Lagos at the Capital Market Correspondents Association of Nigeria (CAMCAN) Quarterly Forum themed, “Deepening insurance penetration through effective broker engagement”.

Ogbodu disclosed that insurance brokers would have more creative roles to play towards harnessing the benefits of the new capital base requirement.

Ogbodu, in his address, said the Nigerian insurance sector if wellpositioned would take its rightful place in the country’s economy, maintain that insurance companies at the end of the recapitalisation programme would be able to take up opportunities hitherto taken by foreign companies.

He also said NAICOM needed to implement the compulsory housing and transport insurance policies to deepen insurance penetration in the country.

He noted that NAICOM was well-positioned to drive the implementation of the compulsory housing policy, which was valued at over N1trillion.

“If you look at some estates in Lekki, Ikoyi and Victoria Island alone, securing policies for them would amount to over N500billon, and when you consider houses across the country, it will be over N1 trillion,” Ogbodu stated.

He said the various efforts aimed at boosting the insurance sector contribution to the Gross Domestic Product (GDP) to surpass its present 0.1 per cent level would be accelerated with the

implementation of the new capital base.

Ogbodu was optimistic that insurance penetration in the country would surpass one per cent with proper implementation of the capital raising exercise as players would be forced to harness new grounds.

Stressing the role of brokers in the sector, Ogbodu said the sector’s earnings were mainly due to the contributions of the brokers that stood at 80 per cent.

“Without the brokers, there won’t be insurance; they contribute about 80 per cent of the earnings.

We place a very high premium on brokers,” he said.

He also commended the efforts of brokers in the industry in strengthening insurance penetration.

Ogbodu said that brokers helped in product development, maintenance of the high vast network, enhanced negotiation, helped towards risk mitigation and help clients to stay updated on policy and regulatory developments, among others.

He said both the retail brokers

and commercial Insurance brokers were rightly positioned to take up the fresh challenges the new capital requirement would throw up, for the utilisation of new opportunities to expand insurance penetration in Nigeria.

Ogbodu assured shareholders and stakeholders that Sunu Assurances Nigeria would surpass the new capital base of N10 billion.

TCN may expel Discos over collapse of power grid Stories by Mathew Dadiya Nigeria’s power grid recorded its eighth total collapse this year on Sunday, plunging consumers across the country into blackout for some hours.

The Transmission Company of Nigeria, which manages the grid, blamed electricity distribution companies for the system failure, which it said occurred at 9.10 am.

Total generation stood at 3,825 megawatts as of 6.00 am on Sunday, compared to 3,260.9MW on Saturday, the data obtained from the Nigeria Electricity System Operator, an arm of the TCN, showed.

The grid suffered four total collapses in January and one each in February, April and May, according to the system operator.

Enugu Electricity Distribution Plc had announced on its Twitter handle on Sunday afternoon that “the present loss of supply in the entire South-East is as a result of a system collapse which occurred at 09.21 am of today, 30th June, 2019.”

“This is as a result of a fire outbreak on Benin 330KV transmission line reactor. As a result of this unfortunate development, there is zero supply to all customers in our

franchise areas as all our injection substations are affected,” it added.

Another Disco, Kaduna Electricity Distribution Plc, also informed its customers about the system failure from the national grid.

“We are currently experiencing a system collapse from the national grid, hence the power outage in our franchise states. Normal supply to our customers will resume as soon as the national grid is back up and stable,” it said on Twitter.

The TCN, in a statement made available to our correspondent around 6.28 pm, said the national grid experienced a system collapse today at 9.10 am due to high voltage following a massive drop of load by the electricity distribution companies.

It said the high voltage also caused a fire incident in the 75MX reactor in the Benin Substation, Sapele Road in Benin City, Edo State.

“The massive load drop led to high voltage in the system, which shattered the lightning arrester in close proximity to the 75MX reactor in Benin Substation. The shattered lightning arrester porcelain hit the reactor bushing, causing a further explosion on the reactor and resulting in a fire outbreak.”

On May 3, the NNPC had announced a list of 132 local and international business partners, and potential off-takers and suppliers that submitted bids for the 2019 Direct Sale-Direct Purchase (DSDP) of crude oil contract.

During the opening exercise, the outgoing Group Managing Director of the NNPC, Maikanti Baru, said the exercise was to ensure that qualified companies were engaged, shortlisted and awarded the lucrative contracts.

Prospective awardees, he said, would be expected to possess the capacity to transport about 14 billion litres of products under the DSDP scheme.

The Group General Manager, (GGM) Crude Oil Marketing Division, NNPC, Mele Kyari, had said each of the companies that would emerge as winners of the contract would be allocated some of the 445,000 barrels per day of Nigeria’s crude oil usually allocated for domestic refining.

Mr Kyari, who will take over as NNPC chief next month, said only companies with the capacity to utilise the allocated crude oil to supply petroleum products to the country would be considered for the contract award.

The DSDP scheme was introduced in 2016 with efficient and cost-effective systems and processes.

Mr Kyari said since the inception of the DSDP scheme in 2016 until March 2019, about 29.5 million metric tons (39.6 billion litres) of petroleum products have been supplied under the scheme representing over 90 per cent of the national requirement.

He said, “scheme has over the years ensured about 84 per cent reduction in product demurrage cost and cost savings of about $2.2 billion.”

Last week, the Market Operator, an arm of the TCN, ordered the suspension of Enugu Electricity Distribution Company, Ikeja Electricity Distribution Company and Eko Electricity Distribution Company from

the MO-administered markets for failing to renew their security cover.

According to the TCN, security cover when so required of an amount established

by Market Operator to serve as a form of guarantee of payment for all amounts due from the participant to the MO. The Managing Director, TCN, Mr Usman Mohammed, in a telephone interview with our correspondent on Sunday, said Enugu Disco was given a disconnection notice while Ikeja and Eko Discos only got a notice of suspension from the market.

He said if they don’t make good within a certain period of time, the next thing that will happen is that they will be expelled, and when they are expelled, it means that the Nigerian Electricity Regulatory Commission will be notified that those people are incapable of meeting their responsibilities in the market, so NERC should invoke its business continuity regulation to ensure that they are replaced.

“We did not disconnect Eko and Ikeja Discos because the gravity of their offence did not warrant that. But in Enugu, we disconnected some lines. When they (Enugu Disco) make good, they will be restored to the market. But if they don’t, they will go to the next level, which is expulsion.”

Saudi, Russia not feeling OPEC’s market share pain Chief commodities analyst at SEB AB, Bjarne Schieldrop, has said that OPEC may be losing its share of the global oil market, but not all losses are spread equally.

Schieldrop said that Saudi Arabia was only producing marginally below its average level for the previous four years, while Russia is higher than that, according to Schieldrop.

Though the producer group’s portion of the market is now its lowest in almost 30 years, nearly all the pain is being inflicted on Venezuela and Iran.

The Latin American country’s output is in free-fall under the Maduro government, while Iran’s supplies are being hit by U.S. sanctions.

That makes it easy to see why the major producers have been relaxed about keeping production cuts as OPEC and its allies meet in Vienna this week. While Iran’s output has fallen by about 40% since the start of last year, Saudi Arabia’s is down just 2% over the same period.

“The only price they have to pay is to hold back supply slightly and refrain from growing their production along with global oil demand growth while harvesting an oil price of $60-$70/bbl,” Schieldrop said.

Norwegian firm secures Nigerian extension for FPSO with Agip Norwegian floating production player BW Offshore has won a contract extension for its Abo FPSO unit for continued service at the Nigerian Agip-operated Abo field offshore Nigeria.

The deal prolongs the current contract which expired on June 30 until the end of 2019, with extension options running through the fourth quarter of 2020.

The floater has been in service at

Abo for the Eni subsidiary since production started in 2003.

BW Offshore said in its firstquarter report in May that a contract extension was on the cards.

Youths march in protest against corruption in NFF

Hundreds of youths today staged a peaceful march in Abuja to protest against the alleged corruption at the Nigeria Football Federation (NFF).

The protest was by the sidelines of the corruption case at the Federal High Court sitting in Abuja, where Justice Ifeoma Ojukwu issued a bench warrant for the arrest of top of NFF officials after they again failed to appear before her today.

The protesters displayed placards and banners at the

corridors of the Aso Rock Presidential Villa, the Federal High Court as well as the Federal Ministry of Justice.

Some of the inscriptions on the placards read: ‘Corrupt NFF Must Go!’, ’Please President Buhari Save Our Football & Youths’, ’ NFF House of Corruption Buhari Must Act’ and ‘Nigeria Football Under Chains Under Pinnick’.

“This march is in the main to create awareness of the looting and stealing at the NFF by a gang of top officials,” said one of the

protesters, Charles Amoebi.

“We want the whole world to know that these people have mortgaged our future by their greed and selfishness.

“They are criminals and they must answer to their crimes.”

He alleged that in five years Pinnick and his top officials have siphoned over $16.5 million meant for the development of football in the country to their own pockets, citing various instances of this embezzlement.

The protest was covered by various media outlets.

The officials of the federal ministry of sports may face serious sanction as President Buhari expressed surprise over the inability of the Nigeria Football Federation (NFF) to pay the Super Eagles their match allowances in the ongoing African Cup of Nations tournament in Egypt, after he approved the release of he funds.

Plateau State Governor, Simon Lalong, who was one of the members of the Federal Government delegation to the tournament disclosed this to State House correspondents after he briefed the

“Because football is a unifying factor in Nigeria, we shouldn’t joke with it, if they bring back the Cup, it will cement our relationship and that is one of it.

“Many of the concerns raised were that their allowances were not paid and Mr. President expressed

surprise that he signed these allowance and wondered why they are not paid to them.

“I was a footballer, it’s not like before when you play football out of patriotism, now it’s combined with the economic aspect. When you bring people, definitely from the Ministry, you must ensure that their allowances are paid.

“We went there for the joy of it and the day we were there they won their match but when we left yesterday, I understand they lost to Madagascar. Defeating Guinea and allowing Madagascar to defeat us is a surprise, but I think with good motivation, these boys would bring back the Cup.”

As things have turned out, Festus Adedayo’s appointment as Special Adviser, Media and Publicity to Senate President Ahmed Lawan became the latter’s first major test. An APC mob crawled out of the woods to demand that this was an unacceptable choice. Adedayo was accused of having written a series of anti-Buhari, anti-Lawan, and anti-APC articles in the Nigerian Tribune where he runs a column titled “Flickers” and also works as an editorial board member. Social media herdsmen pursuing this line of argument created a #sackFestusAdedayo handle online and within 24 hours they were in everyone’s face urging that Festus Adedayo does not deserve to get such a high office in a government that he had consistently disparaged and under a President for whom he seems to have no respect. Passages from Festus Adedayo’s writings were copied, pasted and distributed.

He was accused of trying to reap where he did not sow. Those who claimed they worked to ensure APC’s victory and Ahmed Lawan’s emergence as Senate President protested that they had been insulted and marginalized.

They talked about the soup that they had prepared and now that the food was ready, it would be most unfair to invite an enemy to the table. Festus Adedayo was accused of having no shame, to have done so much damage condemning a party and a government, and to have the temerity to attend an interview for a job under the same government and believe that he could be allowed to take the job.

He was labelled an enemy and an unprincipled person. He was asked to go and get a job from the PDP. “You can’t eat where you did not help to prepare the food”, they told him! The way the APC mob was talking about “soup”, “food”, and “juicy positions”, an outsider following the entire saga would think the Nigerian political arena is one big kitchen where Nigerians fight over food, soup and fruit juice, rather than a democracy. There was so much talk about whose stomach should consume the food that the APC had prepared in Ahmed Lawan’s kitchen. We were even told that the APC has seasoned media managers who have worked and suffered and now that it is dinner-

time, outsiders should be kept out.

In less than 48 hours, there was a press statement relieving Festus Adedayo of his appointment.

This must be one of the shortestlived appointments in Nigeria since 1999. Senator Lawan acted too prematurely and cowardly.

He succumbed to blackmail. He may have been intimidated by the fact that the wife of the President, Aisha Buhari also waded into the matter with a widely circulated tweet, but he should have restrained himself from rushing to judgment. He interviewed Festus Adedayo. He didn’t just appoint him without a prior check. To sack him so hurriedly just because of the harassment of the APC mob shows cowardice, lack of principles, and an abject moral stature. He says he will not be a rubber stamp Senate President.

He has just rubber stamped the wish of the APC herdsmen on social media. So, if tomorrow an opposition candidate opposes an Executive motion on the floor of the Senate, and we have the APC Senate gang screaming, what he would he do? A man who cannot stand by his own choice and principles is a weakling whose politics cannot be trusted.

Senator Ahmed Lawan, who was brought to office on a bipartisan basis must show greater confidence going forward. He must be the Senate President of all Nigerians not a Senate President that shakes and dithers when either the wife of the President or a frustrated APC mob sneezes. I have been told by a guest on The Morning Show – which I co-anchor on Arise News, Channel 416 on DSTV – (I will not mention the guest’s name because we intend to invite him again) that it would have been better if Festus Adedayo did not accept the appointment in the first place, and that persons in the public place should always stand by their own beliefs and not seek to benefit wherever there is food to be served. Festus Adedayo has already defended himself in characteristically sturdy and lyrical prose. But I told the fellow I hope the professional political class will also abide by the moral code that he prescribes. He merely repeated his position.

It seems to me, overall, that the ruling APC is mismanaging its success by adopting in most cases a winner-takes-it-all attitude, sheer intolerance, post-election and the

needless dictatorship of the APC Headquarters. The only exception to this rule is probably the Dapo Abiodun administration in Ogun State where after the election, all stakeholders have been invited to be part of an inclusive process instituted by Governor Abiodun.

I am told, however, that he is also under pressure from the APC to keep “enemies” away from the “kitchen.” The situation is worse in Edo and Bauchi states where infantile politics, and egoconflict are on full display over the inauguration of the State Houses of Assembly and the election of principal officers. The APC must be reminded that Nigeria belongs to all of us whatever creed we subscribe to. The prevalent Manichean interpretation of power: them vs. us; winners vs. losers belongs to the age of Thomas Hobbes. There was a time after the 2019 general elections that President Muhammadu Buhari talked about inclusion – but there has been nothing inclusive so far since he assumed office for a second time. It is dangerous that other levels of government are beginning to emulate and mutate the arrogance of the APC. When there is inclusion, the advantage is a no-brainer: when a so-called enemy is brought into the fold, he automatically becomes a friend, because clearly, there is no way a Festus Adedayo as spokesperson for Ahmed Lawan would have continued to criticize and condemn either Lawan’s Senate Presidency or the Federal Government. Nobody saw that or they thought it didn’t matter.

Alimentary politics blocks vision and reason. Perhaps seeing how Adedayo has been treated, Olu Onemola, who used to work for Saraki, has rejected his reappointment by Lawan. This is not a good sign- Lawan should note that. I urge Senator Ahmed Lawan to avoid this kind of situation in the future. Critics are not destroyers. They are also part of the national common project.

Nobody should be subjected to an apartheid treatment or the politics of segregation just because they express a different opinion.

Central to all of this is the failure to understand the difference between the job of a journalist and the job description of a spokesperson. I reserve the commentary on that subject for another occasion.

AFCON: Super Eagles miss N162m windfall following Madagascar loss What would have been a massive payday for the Super Eagles was bungled following the team’s shocking loss to Madagascar in a final Group B game of the 2019 Africa Cup of Nations played yesterday.

Madagascar loss it was gathered that the Nigeria Football Federation (NFF) chieftains handed a mouth watering sum of $450,000 (N162m) to the Eagles’ secretary, Dayo Enebi, before yesterday’s game to take care of the team’s bonus payouts, had

they beaten Madagascar.

After the team lost and failed to fulfil their own part of the bargain, the money has clearly been returned to the NFF pending when the Eagles take to pitch on July 7 for their next round fixture.

Last Friday, the NFF met the deadline agreed with the players by depositing money in their individual accounts to cover allowances and bonuses for the two victories in Egypt.

Mikel Obi joins Turkish club Trabzonspor Super Eagles captain John Mikel Obi has officially joined Turkish club Trabzonspor.

The 32-year-old midfielder, who is presently in Egypt with the Nigeria national team at the 2019 Africa Cup of Nations, has signed a contract for two years with an option for an additional year.

Mikel became free after his loan spell at English Championship club Middlesbrough ended last season.

He made 19 appearances for Middlesbrough and scored one goal.

“A 2 + 1-year agreement was signed with the free captain of the Nigerian National Team, Professional Footballer John Mikel Obi, with oneyear option to transfer to our club,” a statement on Trabzonspor’s official website read Mikel is now the third Nigerian at Trabzonspor with Ogenyi Onazi and
