the Public Hearing on the Factoring Bill, the Chairman of the House of Representatives on Banking and Currency Committee, Hon Jones Onyereri said that the introduction of factoring in the financial sector would serve as complementary financing to conventional financing and will largely target micro, small and medium enterprises (MSMEs). “This will facilitate the provision of cash flows to MSMES, especially those that have quality receivables and may not be in the position to obtain
adequate conventional bank finance due to high interest rate, collateral or credit profile constraints,” Onyereri said. The public hearing, which was organised in collaboration with Afreximbank, also attracted the participation of representatives of the House of Representatives Banking and Currency Committee, NEXIM, FCI, the Central Bank of Nigeria, the Debt Management Office, the Nigeria Deposit Insurance Corporation, the Financial System Strategy 2020, and several other stakeholders.

THE National Working Committee (NWC) of the All Progressives Congress (APC) has approved the appointment of Mr. Yekini Nabena as Acting National Publicity Secretary of the party. Nabena, the Deputy National Publicity Secretary was appointed, following the resignation of the National Publicity Secretary, Mallam Bolaji Abdullahi, who rdefected to the Peoples Democratic Party (PDP) on Wednesday. In a letter of appointment signed by the National Secretary of the APC,Mai Mala Buni, and addressed to Nabena after rising from its National Working Committee (NWC) on Wednesday at the party Secretariat, the APC said: “I write to convey the resolution of the National Working Committee reached at its 34th Regular Meeting of 1st August, 2018, mandating you to resume duty as the Acting National Publicity Secretary with immediate effect. This development is sequel to the resignation from the party by Mallam Bolaji Abdullahi as the National Publicity Secretary. “While wishing you success in your services to the party, please accept the assurances of our highest regards”. Meanwhile, the party’s NWC has cancelled the earlier conducted Cross River State Congress, saying the conduct was not in conformity with the party’s guidance and constitution. The party however upheld the conduct of the ward and Local Government Area
Congresses in the state which was observed by the Independent National Electoral Commission (INEC). In a resolution signed by the National Chairman of the party, Comrade Adams Oshiomhole and the National Secretary, Mai Mala Buni, shortly after a meeting of the NWC on Wednesday in Abuja, the APC said: “The National Working Committee at its meeting of 1st August, 2018 has reviewed the conduct of the congresses in Cross River State, consequently, the National Working Committee (NWC) has approved and upheld the conduct of the ward and Local Government Area Congresses as observed by INEC. “However, the National Working Committee (NWC) has found that the conduct of the state congress was not in conformity with the party’s constitution and guidelines. Accordingly, the National Working Committee (NWC) has voided the state congress earlier conducted and has ordered for the conduct of fresh state congress in Cross River State immediately”.

The gale of defection plaguing the All Progressives Congress (APC) continued on Wednesday as Sokoto State Governor Aminu Tambuwal finally dumped the ruling party for the opposition Peoples Democratic Party (PDP). This is even as the National Publicity Secretary of the APC, Mallam Bolaji Abdullahi, on Wednesday, resigned his position and defected to the PDP, Also, 23 members of the 24-member Kwara House of Assembly, including all principal officers on Wednesday defected from the APC to the PDP. Governor Tambuwal in announcing his decision to leave the APC, said that after wide consultations, he has come to the realisation that no nation can thrive in an environment of inequity and bad governance that has characterised the President Muhammadu Buhariled administration. The governor explained that he is returning to the PDP with a clear conscience because the opposition party has learnt bitter lessons from mistakes it made in the past and is now a repositioned and forward looking political party. He, however, expressed sadness that lethargy, incompetence and sustained denial of obvious leadership missteps have become the major raw materials with which the nation is being run under the APC. Had said, “Now, almost four years into what ought to be a new order as desired and elected by Nigerians, the nation is unfortunately going through the most difficult and precarious times, since the civil war with ethnoreligious and regional distrust at its highest ebb. “This development had often been blamed on political opponents. Meanwhile, there are issues of brazen inequity and capacity and questionable distribution of appointments/projects. This is in addition to lack of statesmanship in responding to national issues, among other things that are for aggravating the anomaly.” The Sokoto governor added that he is unwilling to be part of the frightful conspiracy against the cohesion of the Nigerian state, the youth and Nigerians in general. He further declared that “I am unable to feel at ease in the face of a progressively divided nation and, above all, because I am totally unable to reconcile myself to a national leadership that offers no redeeming moral beacons that I announce my withdrawal of my membership of the All Progressives Congress and return to the Peoples Democratic Party”. Tambuwal said he joined forces in 2014 with like minded patriots who desirous of genuine change gravitated and by 2015, merged to form the APC with the objective of ensuring a transition of power that would herald a new democratic order under an atmosphere of justice, peace, equity and the rule of law. “The leaders of that coalition
represented and symbolised the aspiration of Nigerians for progress and prosperity under one united, indivisible nation. I did not expect that the APC which promised so much when the PDP stood under the sway of impunity, could not maintain or manage whatever good it inherited. “It has also not broken new grounds in any positive sense, but has instead reached historically unprecedented heights of impunity in all manner of vices far above and beyond the challenges which made some of us to leave the PDP about four years ago to join others to form the APC. “The party has brazenly turned itself into a sanctuary for the corrupt and a machine for rigging and for the rape of democracy,” he said. According to him, all attempts to discuss the electoral promises of the APC-led government, including the restructuring of the country as promised Nigerians and as contained in the APC manifesto proved abortive. Moreover, the governor asserted that his state had been neglected in terms of federal appointments and projects by the APC government. “Like most states of the north and indeed the entire federation, elders and traditional institutions have come under measured disrespect. “The recent attack in Tabinnii in Rabah Local Government Area of Sokoto State, the routine invasion of Zamfara State by armed bandits, the now-regular killing of policemen by unknown gunmen all over the country, the regular massacre of innocent people in the North East axis and many similar daily incidents, do not attract much attention any more. “Good governance, viz-a-viz economic wellbeing of our people, remains the major reason for my action of today. Nine million jobs have been lost in the last three years since the APC government came into office. While youth unemployment rate was 11.70 per cent during the fourth quarter of 2014, it rose to 33.10 per cent in third quarter of 2017 under the APC government. “The economy is not showing any real signs of improvement. Our educational and health institutions are in retreat. Poverty is on rampage and still ravages the land. It is unacceptable that majority of those who voted for APC in 2015 should have nothing good to show for it,” Tambuwal added. Also announcing the defection of the 23 members of the 24-member Kwara House of Assembly, including all principal officers on Wednesday, to the PDP, Speaker of the Kwara Assembly, Dr. Ali Ahmad, said the plenary was conveyed in a letter written to the House by the Majority Leader, Mr. Hassan Oyeleke, on behalf of concerned members. All the defected members were in the APC and the only member remaining in the party is Saheed Popoola, representing OjomuBalogun Constituency in Offa Local Government Area. Each of the 23 members, including the speaker, signed the letter of the defection. In his remarks, Ahmad said that
the movement to the PDP by the 23 lawmakers became imperative “since the APC has failed to meet the aspirations of Nigerians”. He alleged that the APC-led Federal Government was harassing and intimidating top government functionaries instead of tackling the problem confronting the nation. “In 2014, l was terribly sad leaving PDP reluctantly with 36 members of the then House of the Representatives. Today, l am the happiest man leaving APC for good. “l wish l was never a member of that party,’’ the speaker said. He directed all the defectors to urgently consult the electorate in their various constituencies of the development. The speaker announced the removal of Popoola, the only APC member in the House as Chairman, House Committee on information, Youth and Sports. The members replaced Popoola with Abdulrahman Abdulrafiu, representing llorin North West constituency. Meanwhile, members of the PDP in Kwara State led by the state Chairman, Mr. Iyiola Oyedepo, on Wednesday, announced their defection to the APC. Chief Rex Olawoye, the erstwhile Publicity Secretary of the party, made this known to the News Agency of Nigeria (NAN) in Ilorin. “I hereby officially announce the exit of our members from PDP to APC,” he said. Olawoye, who described Senate President, Bukola Saraki, as an “anathema,” said PDP members in the state could not work with him. The Daily Times recalls that Saraki formally announced his exit from the APC on Tuesday. Olawoye said with the defection, all political structures of the PDP at the ward, local government and state levels had moved to the APC. The spokesman appealed to all party members to maintain peace and orderliness in their conduct and behaviour. “Unity is the primary ingredient that can make those of us coming from the PDP and leftover of APC members to live in harmony,” he added. He said Oyedepo had met with the leadership of the PDP in Abuja and explained the resolve of party members not to work with Saraki. Olawoye also said the chairman met with the national leadership of APC, including the National Chairman, Adams Oshiomhole, Minister of Information and Culture, Alhaji Lai Mohammed, as well as other chieftains of the APC. He added that the defecting PDP members were warmly welcomed into the APC by the party’s leadership. “Saraki and his cronies have been in the saddle of leadership of the state in the past 15 years with nothing to show for it,’’ he said. Olawoye called on all registered political parties in the state to team up with the APC to ensure the total liberation of the state. But the APC has said it is neither disturbed nor surprised by the defection of Saraki, Governors Abdulfatah Ahmed and Aminu Tambuwal of Kwara and Sokoto states, National Publicity Secretary,
Tambuwal Mallam Bolaji Abdullahi and others from the ruling party. Reacting in a statement signed by the acting National Publicity Secretary, Yekini Nabena, at the party secretariat in Abuja on Monday, the party said the defectors had the right and freedom to pursue their political ambitions wherever they so desired. Nabena, who saluted the courage of the defectors to come openly and declare where they belonged, also advised Saraki, Ahmed, Tambuwal, Abdullahi and the other defectors to maintain and enjoy the spirit and atmosphere of freedom. “The defection of Senate President Bukola Saraki; Governors Abdulfatah Ahmed and Aminu Tambuwal, National Publicity Secretary, Mallam Bolaji Abdullahi; and others, to the opposition Peoples Democratic Party (PDP) neither surprises nor distracts the All Progressives Congress (APC). Every follower of events in recent times could decipher the signs that foretold the exit of the defectors from our great party. “We thank them for their contributions to the APC for the period they were with us. We also salute their courage to openly declare where they belong, as we had always advised. “APC is a party founded and run on the principles of freedom, sincerity, and forthrightness. Saraki and the other decamped leaders have the freedom of association and the right to pursue their political ambitions wherever they deem fit. “Our advice and hope is that those who have left would also have the courage to inspire in their respective political environments the atmosphere of unencumbered freedom created by the APC, which enabled them to leave without let or hindrance. “As a party, our attention is on the matter in hand, the 2019 general election. We are united and focused, with an eye to continuation of our winning streak in all elections this year, next year, and beyond. And we will win! The party urged its members in Kwara, Sokoto and the 34 states of the federation including the Federal Capital Territory (FCT) to remain steadfast and courageous, encourage one another in one spirit of unity and nation building to render to the populace the
dividends of democracy. In a related development, Kano state Governor Abdullahi Umar Ganduje, has counseled his deputy, Prof Hafiz Abubakar, to refrain from raising false alarm over the alleged threat to his life, adding that the deputy Governor if dissatisfied could resign his position from the state Government. He further cautioned Prof Hafiz to concentrate on his duties, noting that he, Ganduje, since the inception of their administration has accorded him the required uttermost cooperation to enable him discharge his functions as Deputy Governor. The Governor in a statement issued by the state Commissioner for Information, Youths and Culture, Comrade Mohammed Garba, in reaction to the petition filed to the police by the Deputy Governor, claiming that his life is under threat, dismissed the allegations that those behind the supposed threat are politicians loyal to the political camp of Ganduje. Ganduje said the office of the Deputy Governor under Hafiz has enjoyed envious cooperation, exclusively, the chairing of the State Executive Council meeting, on a countless sessions without undue interference. Also reacting to the allegations raised by the Deputy Governor, Special Assistant, on Media Matters to Governor Abdullahi Umar Ganduje, Faizal Alfindinki, accused the Deputy Governor of rabble rousing and sabotaging the efforts of Governor Ganduje. He said information gathered by the state Government, allegedly indicted the Deputy Governor of suspiciously conspiring and conniving with perceived political opponents of Governor Ganduje to frustrate the efforts of the Governor to deliver the dividends of democracy to Kano people. led APC senators to a meeting with Buhari at the Presidential Villa that the APC is still the majority party in the Senate. The Senate leader challenged PDP to come out with the names of their lawmakers, saying their number stands at 48. Appeal Court upholds NASS power to legislate on elections reordering Andrew Orolua, Abuja The Court of Appeal on Wednesday restored the powers of the National Assembly to make laws in respect of the sequence of elections to be conducted by the Independent National Electoral Commission (INEC). In a judgment delivered in Abuja in the appeal filed by the National Assembly, the appellate court set aside the judgment of the Federal High Court in Abuja which prohibited the National Assembly from legislating on sequence of election for the Commission. In the unanimous judgment of the full court delivered by President of the Court (PCA) , Justice Zainab Bulkachuwa, the appellate court held that the case of the Accord Party which led to the judgment of the Federal High Court was premature at the time it was filed. According to the judgment, the decision of the
trial court in entertaining the suit amounted to a breach of the Doctrine of Separation of Powers. The Court of Appeal consequently nullified the judgment of the lower court. Justice Bulkachuwa further held that the suit filed by Accord Party, one of the registered political parties on the legality of the powers of the National Assembly on election reordering was an academic exercise on the grounds that the party lacked the locus standi to file the action in the first instance. Specifically, the President of the Court of Appeal held that the Accord Party failed to established how its rights and obligations were adversely affected by the election reordering bill other than that of the general interest. The Court of Appeal further held that a bill has no legal effect to expose it to being challenged on the basis of the violation of the 1999 Constitution until it has been passed by the two chambers of the National
Assembly and assented to by the appropriate authority. The PCA said, “The Constitution does not envisaged that a suit would be filed to challenge a bill at the embryonic stage of legislation because it has no binding effect until it has been assented to”. Although, the Attorney General of the Federation (AGF) and the Minister of Justice, Mr Abubakar Malami (SAN) had written a letter to the Court of Appeal informing it that the controversial election reordering provision had been deleted by the National Assembly and thus the appeal overtaken by the deletion of the provision, the Court of Appeal disagreed that the matter was overtaken by event because the appeal case has life in itself. Justice Bulkachuwa therefore upheld the powers of the National Assembly to legislate on election reordering and dismissed the suit of the Accord Party, AGF and the Independent
National Electoral Commission. The Daily Times recalls that the Accord Party through its lawyer , Chief Wole Olanipekun (SAN) had dragged the National Assembly before the Federal High Court in Abuja, challenging the legality of the powers of the two chambers to legislate on election reordering for INEC. Justice Ahmed Mohammed had in his judgment delivered on April 25, prohibited the National Assembly from legislating on election sequence for INEC. The trial court held that INEC having been established by law, has powers to decide on sequence in which election in the country are to be conducted. But the National Assembly had through its lawyer, Mr Joseph Daudu (SAN), challenged the verdict of the lower court which was upheld by the the appellate court on Wednesday.

He said: “In fact, they have stayed little bit longer than we thought. Last week, the Kwara State Governor was alluded to have said he was leaving but he didn’t say when. So, we are not surprised at all. “But these are what I might call temping moments because I had faced similar situations in my state, when people were leaving. But the beauty of democracy is that whether big or small, it is one man one vote, on Election Day, no difference between a senator, a president, a journalist and any other person.”

Secondus said what Nigeria has is a government of denial, a government that encourages impunity, lawlessness and total disregard for rule of law, principle of power separation but fold its arms

Court orders arrest of INEC Chairman, Mahmood Andrew Orolua, Abuja Justice Stephen Pam of the Federal High Court sitting in Abuja has ordered the arrest of Chairman of Independent National Electoral Commission (INEC), Yakubu Mahmood for disobeying valid court orders to appear before it. The judge made the order while ruling on a preliminary objection by INEC and its Chairman in a contempt proceeding filed by Ejike Oguebego and Chuks Okoye, Chairman and Legal Adviser of the Peoples Democratic Party (PDP), Anambra State respectively. Justice Pam, on Wednesday issued Mohmood’s warrant of arrest following INEC boss absence in court for three consecutive times after an order was served on him to appear. The INEC boss had on July 5 , 10 and August 1, 2018 failed to honour the court order after the judge had ordered him to appear to show cause why he should not be sent to prison for contempt of court. When the matter resumed on Wednesday, Justice Pam said the court has exhausted its patience in the face of Mahmood’s disobedience to the order of court. The judge said from the way and manner the matter was being conducted, “It appears that the INEC Chairman and his counsel are working hard to frustrate the matter from going on”.
The court held that the excuse for not being in court via a letter by Adegboyega Awomolo, SAN, counsel to the INEC boss was not acceptable due to discrepancies on the dates noticed by the court. “Secondly, there is no affidavit deposed to by the INEC Chairman, Prof Mahmood showing that he had travelled for official engagement to Mali; therefore the letter is not acceptable, the court held. According to Justice Pam, “It is sad to note that senior counsel for that matter and the 2nd contemnor (Mahmood) have chosen the path of not obeying the order of this court”. “It is not Justice Pam who insists that the INEC Chairman appear in court but the law. Consequently: “A bench warrant is hereby issued against Prof Yakubu Mahmood, Chairman of Independent National Electoral Commission,” Justice Pam ordered. “These repeated acts of disobedience to court order to show cause can no longer be accepted by this court as this is a deliberate attempt by the contemnor to flagrantly disobey order of the court”. Against this backdrop, Justice Pam held that “This situation cannot and should not be tolerated and allowed to fester on. “This court cannot sit docile and allow a party who, being a Professor of Law, who ought to know better and with the encouragement of a counsel, a senior counsel, who more than anyone else,
ought to know better, render this court toothless and of no moment. In view of this, “Both Prof Yakubu Mahmood and his counsel have exhausted the patience of this court,” Pam stated. “It is hereby ordered that a bench warrant be issued against Prof Mahmood and the INEC compelling each of them to appear before this court to show cause pursuant to Form 49 served on them on why they should not be committed to to prison for their contempt of court in respect of this matter” Justice Pam ordered. He then adjourned the matter to August 8. Earlier, the court had struck out a motion on notice filed by Mahmood and INEC seeking stay of proceedings on the grounds that they had entered a notice of appeal.

The seminar, which would be hosted by the first lady of Burkina Faso, Mrs Sika Kabore, is in collaboration with the Organisation of Islamic Cooperation (OIC) in Ouagadougou. The Director of Information to Mrs Buhari, Mr Suleiman Haruna, made this known in Abuja. Haruna said that the event was a follow-up to the Special Session on the First Ladies Leadership Conference on Cancer Control earlier held in Istanbul, Turkey in 2016. Bayelsa govt accuses NNPC of shady deals Akam James, Yenagoa The Bayelsa State government has accused the Nigerian National Petroleum Corporation (NNPC), of defrauding the country and causing shortfalls in the monthly Federal allocations to states despite increased quantity and crude oil price. Speaking during the Bayelsa state’s monthly transparency briefing for June and July at the government house office, the deputy governor, Rear Admiral, John Jonah (rtd), said till date the question hasn’t been answered by NNPC on the continued shortfalls. NECA says criminal to pay remunerations below minimum wage The Nigeria Employers Consultative Association (NECA) warned employers of labour on Wednesday that it was criminal to pay their workers wages below the minimum wage approved by the Federal Government. The warning comes against the backdrop of the expected announcement of a new minimum wage by the Federal Government later this month. The Director-General of NECA, Mr Olusegun Oshinowo, gave the warning while speaking in an interview with news men in Ikeja. Oshinowo said that private sector employers should take a cue from the government by paying remunerations not below the government-approved minimum wage. “We should take note that once the government approves wages, any payment that is less than the national minimum wage is illegal. “This is because the national minimum wage is backed by an Act of parliament.”

In Lome, Buhari seeks regional security architecture for West and Central Africa

President Muhammadu Buhari in Lome, Togo strongly pitched for the setting up of a regional security architecture in the West and Central African sub-regions, giving clear indication that there is a convergence of strategic interests among the countries of the two sub-regions on security. In his address at the three summits that took place between Sunday and Tuesday in Lome, these being the ECOWAS (Economic Community of West African States) and the ECCAS (Economic Community Of Central African States); implementation of Single Currency throughout West Africa by 2020; and the 53rd Ordinary Session of ECOWAS Authority of Heads of State and Government, President Buhari talked about the need for a united approach to contain terrorism and radicalisation in the sub-regions; asserted Nigeria’s leading role in political, social and economic matters; and reaffirmed the need for close collaboration in
dealing with problems affecting their countries. In a major speech at the ECOWAS-ECCAS summit, the President made clear Nigeria’s readiness in playing a major role in broader regional security framework along with all the countries in the sub-regions, in the hope of replicating the successful pentagonal security coalition in the Lake Chad area which led to the setting up of a Multinational Joint Task Force (MNJTF) by Nigeria, Niger, Chad, Cameroon and Benin. According to him, “Nigeria wishes to encourage other Member States to intensify inter-regional collaboration on maritime security, fight against terrorism and other crimes through effective border control. Respect for rule of law, democracy and promotion of human rights are also vital as they are attributes of good governance, which would enhance the socio-economic development of the two regions. “As you are all aware, the African Union (AU) has
designated this year as the Anti-Corruption Year under the theme “Winning the Fight against Corruption: the Sustainable Path to Africa’s Transformation”. As Champion of the theme for the year, I call upon you to join hands in this campaign against corruption, as one of the root causes of conflict and other societal ills. “Finally, let me reiterate that Nigeria will continue to support any effort directed towards peace building, security and stability, as well as the fight against terrorism and violent extremism in our two subregions and the world.” The discussions focused on steps to further strengthen the comprehensive strategic partnership by expanding cooperation across all sectors, including, but not limited to: Ø The promotion of peace and stability throughout the subregions;Ø The setting up of national and sub-regional early warning response mechanisms to avert conflicts; Ø The setting up of Eminent Persons Group
to undertake preventive diplomacy, crisis management and mediation;Ø Zero tolerance for corruption, coups, and the institution of free, fair and credible elections; Ø Inclusive political participation; Ø Empowering women and youths; and Ø The institution of fair mechanisms of sharing resources. The leaders of the subregions also agreed to security cooperation against transnational crimes such as terrorism, illicit trafficking in arms and drugs and ensuring the security of the water ways in the Gulf of Guinea. They also agreed to the formation up of Mutual Legal Assistance Treaties in pursuit of judicial assistance to one another and to promote cooperation by their police. Defection, political prostitutes and the soul of Nigeria

The political talk of the town now is the “defection” of politicians from the All Progressives Congress (APC) to the Peoples Democratic Party (PDP). It began last week with fourteen senators and thirtyseven representatives, but Senate President Bukola Saraki and his protégé, Governor Abdulfatah Ahmed of Kwara State, among a few others, have joined the throng. Indeed, to my good friend, Olisa Agbakoba — founding president and former colleague at the Civil Liberties Organisation (CLO), now co-convener of the Nigeria Intervention Movement (NIM) — what transpired last week in the National Assembly is nothing short of the warning waves of a political tsunami of mass desertion from APC. And the next wave that will signal the tsunami’s landfall, so to speak, is the imminent defection of seven governors. I shall return to Agbakoba’s interventionist vision presently, especially as I find nothing but sheer opportunism in the 2018 version of pre-election defections. Yes, I’m mindful of the fact that a similar event marked the abrupt termination of PDP’s delusion of three decades of uninterrupted misrule, making it all the more tempting to see visions of APC’s similar fall from power in just a quarter of the time it took the vaunted greatest party in Africa to perfect its demolition work. While I would not be so brash as to dismiss as inconsequential the exit of fifty-one legislators from any party, in or out of power, I have no misgivings in describing their action as political prostitution. Whatever parallels might be drawn between the exodus of the New PDP group of governors and legislators in 2015
and that of the so-called Reformed APC in 2018, one distinction is clear: n-PDP left for a new party hatched from the merger of three opposition parties and a fraction of a fourth. In bourgeois or liberal democratic politics, differences between the major parties can be minor, though not insignificant for that reason alone. Still, the manifesto of the fledgling APC was different in several significant respects from that of the party they had belonged to for sixteen years and on which they had found compelling reason to turn their backs. Moreover, it was clear then that their desertion was motivated more by the inescapable need for change than by self-serving demands for automatic tickets, or to be shielded from prosecution for corruption in the dawning dispensation. So if it is true that history repeats itself, the second time as farce, then the return of former PDP landlords to the house they had cursed a mere three years ago speaks more of their lack of core values, any value at all, than purported rebellion spurred by betrayal of the people. Though fully complicit in creating the mammoth mess that suffocates the nation, they have done precious little to clear it, devoted as they are to serving themselves in their do-nothing parliament. If truly they be newly minted fatherland-ordeath patriots, they would form or join a revolutionary vanguard for people’s power. Certainly, rationalisations such as this from Governor Ortom of Benue State, perhaps the only one with a smidgen of justification on account of the undeniable terror his people have faced at the hands of land-grabbing Islamic fundamentalist terrorists, is not
the stuff of revolutionary change or political conviction. Hear him: “I was in PDP and I discovered that my interest and that of my people was not protected and I left the party. Now, I am in APC and I discovered to my dismay that my interest and that of my people are not being protected in APC… But now that the PDP is rebranded and a lot of reforms are going on to ensure that the true tenets of democracy are observed, I feel if I return to the party I will be able to add value to my people.” And that’s it: The insufferable party that he fled has been “rebranded,” but do note what came first in the phrase “my interest and that of my people!” As for the reforms, they must be a top secret of the party which has not even been renamed, something that NIM’s Agbakoba craves as a sign of remorse. It’s all about rebranding, the whitewashing of sepulchres for the illusion of change, or rather “changing the change,” that tautological nonsense slogan now spouted by those who do not know the meaning of the word in a highly fraught sociopolitical context. I cited Agbakoba earlier simply because he is one of a few among the motley crew of anti-Buhari politicians that has credibility, one I might be in the same trenches with as we once were in the seminal human rights and June 12 days Yet, even he seems either overwhelmed by the enormity of the task of changing a change process painfully slowed by the lingering effects of the catastrophic reign of the PDP in power, or is driven by the sort of despair we all feel sometimes, or by plain old atavistic fears, to seek hope at the hands of the destroyers-in-chief since
our return to civil rule. I do not say this lightly. For, although he avows NIM’s “neutrality and independence,” its nonpolitical party status, and avers a willingness to “work with everybody, whether it is APC, Obasanjo or anyone,” yet he thinks all that PDP needs to be an ally for a better Nigeria is a change of name! Even then, while announcing that “PDP is resisting that change.” But if they won’t change their name and ask “critical leaders of the party [to] step aside,” then NIM would “brand” itself “in such a way that [it] can sell the name PDP.” Branding as change. Clearly NIM loves its neighbour PDP more than PDP loves itself! I shudder to think that there is any morality of the reformed prostitute that can make a party so vilified and loathed, even by its own, that it was renamed by the victims of its profligacy and moral decadence as the People Destruction Party. Change has been slow in coming, as indeed real social change anywhere, bar a revolution which is often cataclysmic and ultimately regressive. But this has been due in large part to the obstructionist and self-protectionist stance of a legislature led by the rear-guard of corruption and irresponsibility dedicated to stopping any forward movement. As they return to the house they cursed with their own mouth, maybe the right word for the action of the prodigal sons is not defection from, but disinfection of, the party they opportunistically infiltrated in order to cling to power and privilege. APC as the avowed party of change should welcome this chance for renewal and rededication to the burning task of fighting for the soul of Nigeria.

Editorial Commentary Oshiomhole’s pleasant heresies (I)
Times Guest Columnist Mohammed Adamu “He that will not apply new remedies must expect new evils”. – Francis Bacon Most Nigerian politicians are more readily ‘conservative’ and or ‘reactionary’ about politics than they are prepared to admit. Quite few are ever prepared to be ‘liberal’ and or ‘progressive’ about it. And yes, although the few liberal-minded ones that we have may also lay claim to ‘progressive’ disposition, yet quite fewer even are practically expressive or demonstrative of their vaunted claim to progressivism. Until the advent of the new Chairman of the All Progressive Congress, APC, Adams Aliu Oshiomhole, one would’ve thought that to be ‘radical’ and ‘progressive’ at the same time is an ideological combination completely alien to our debauched kind of democratic clime. But then came Oshiomhole, a radicalprogressive fermented, like the amberhued cognac, by the processes of distillation in labor activism and aging in the oak-cask of party politics. How radically-progressive he was as Governor of his home State, Edo for eight years, is not the subject of this piece. But here he is, at last, presiding over the affairs of a ‘progressive’ party, the ruling APC -which many believe has been stuck, these past almost four years, in the mud of reactionary intra-party politics and is now in dire search of a messiah. And the question may be asked: is Oshiomhole’s progressive activism not far in advance of the progressive inclination of his ‘progressive’ party, the APC? Or just how much of the corrective democratic knight errantry of this petit, impatient new party helmsman, does the APC have capacity -or enthusiasmto accommodate? Since this former Governor of Edo State replaced what many party members said was a lackluster, kill-joy predecessor, Odigie Oyegun, he has hit the ground running in a manner that many within and outside the party do not know whether to worry about his ‘haste’ or to bother about his ‘heresies’. Or both. “It is the customary fate of new truths” the British biologist T.H. Huxley said “to begin as heresies and to end as superstition”. But whether Oshiomhole’s new political innovations will “end as superstition”, only time will tell. But paradoxically, the APC, in spite of its promise for ‘swift change’ has never hidden its penchant for ‘gradualism’ –the ‘rock-change’ theory that political change, like the time-honored changing forms of fossils- takes place gradually rather than swiftly. President Buhari himself, often in reply to the partisan harangues of mischievous opposition elements for the tardiness of administration, has always ennobled the virtue in the paradox of ‘making haste slowly’, insisting –like America’s Benjamin Franklin had always said- that “great haste makes great waste”. Or like Charles Stoddard would say, that “Rapidity does not always mean progress”. No sooner than Oshiomhole came in as the new Sherriff of a determinedly renaissant APC than both his ‘hastes’ and his ‘heresies’ stormily begins to overwhelm the party’s old ways of doing
things. Oshiomhole has not only radically proposed direct primaries to give a truly fresh breath of democratic air to a suffocated internal party democracy, but even as his rudely-shocked conservativeprogressive members were spoiling for a debate over a newfangled political idea, Oshiomhole was already in Osun State implementing it as a ‘done deal’. By the way, nothing can be more radically reformative of our captive internal party democracy than the idea of direct primaries which seems like an excellent remedy against the familiar vice of a few opportunistic politicians, against the interest of the many, hijacking political parties and -like Ian Smith of a colonial Rhodesia would say- ‘messing up our democracy’. Henceforth it will truly be the sole prerogative of members of the APC to decide who their party throws up for contest –instead of governors, in the guise of indirect primaries, selecting political stooges to be ‘elected’ delegates who in turn ‘elect’ selected stooges as candidates. Nor can other political parties afford not to imbibe this change. When Italy’s fascist leader Benito Mussolini did the needful in 1929 by restoring the sovereignty of Roman Catholic’s Vatican City, it was widely celebrated that he had ‘returned Italy to God and God to Italy’. This in fact is what APC’s Oshiomhole has done to ‘party’ and ‘people’: he has returned the ruling party to the people, and the people to the ruling party. Because this almost singular effort in bringing about a more democrat method of electing party candidates is like bringing about, by default, the system of ‘independent candidature’ which, ironically, state assemblies in the last constitutional amendment proposals, had foolishly voted down. As they have the attempts even to liberate themselves by putting state assemblies on first line charge, or the series of attempts also to liberate local governments from the stranglehold of thieving governors. All these democratic efforts have failed because we have persistently handed our political affairs into the profligate and extravagant hands of unconscionable conservative-reactionaries masquerading as radical-progressives. They are evidently incapable of nursing the democratic will to bring about true and genuine progressive change in the polity. And you wonder why the French Poet and philosopher, Paul Valery said “Liberty is the hardest test that one can inflict on the people”. Because to “know how to be free” he said “is not given equally to all men and all nations”. Any electoral system of internal party democracy that equally subjugates all contestants to the mercy of the ordinary members of the party, is virtually as good as allowing independents to stand alone as candidates without the endorsement of a political party. Said America’s William Harrison “… the only legitimate right to govern is an EXPRESS grant of power from the governed”. And if it makes sense to suggest that ‘what concerns everyone should be resolved by everyone’, it makes even better sense to insist that all members of a political party –and not just it’s so called self-anointed ‘stakeholders’should determine who the party throws up for contest.

Our POSITION NASS, states and financial autonomy
he principle of separation of powers in Nigeria has to an extent been effective at the federal level as the National Assembly has in various circumstances, served as a check on the executive in accordance with its constitutional responsibilities. But the reverse has been the case in the states where the legislature has always pandered to the whims of the governor. That the State House of Assembly has been the puppet or stooge of the governor was clearly expressed in the rejection of the financial autonomy earlier offered them as contained in constitutional amendments carried out by the sixth National Assembly. With President Muhammadu Buhari’s assent recently, to the Fourth Alteration Bill to the 1999 Constitution which gave total financial autonomy to Houses of Assembly and the Judiciary in 36 states of the federation, these organs of government now have the platforms to perform optimally. Specifically, with this amendment, the state Houses of Assembly will no longer depend on the state governments for their financing as they can now draw their funds straight from the first line charge. This implies that like the National Assembly, the Federal Ministry of Finance will henceforth transfer their budgetary allocations to their independent accounts. We welcome this development and hope that these two arms of government in the states will make the best use of the opportunity. Indeed, it is victory at last for the state legislature, an organ of government which has been oppressed and suppressed for several years by the executive. The operations of the Houses of Assembly in various states of the federation since 1999 are best exemplified in how not to be legislatures as theirs had been a sheer opposite of the application of the principle of separation of powers. What that implied was that the state legislatures did not exist to serve the public interest in accordance with their constitutional responsibilities but rather to serve as an appendage of governors. Besides, with very little excuse and sometimes for pecuniary reasons, legislators had no qualms about impeaching their speakers. Yet behind most of the impeachments is the overbearing disposition of the executive in these states where the governors lord themselves over the legislative arm of government which they seek to emasculate. Thus, any speaker who tries to be inquisitive on the activities of the executive is quickly impeached under the supervision of the governor and replaced with a favourite one who will be ready to take orders. It is therefore little wonder that it is never heard that a legislature has exposed corrupt acts by the executive in any state
as provided in the constitution neither is it ever heard that a state budget has been subjected to any thorough scrutiny. Rather, executive bills and nominees in all the 36 states usually pass through the legislatures and returned as proposed. Various studies carried out by the National Institute for Legislative Studies (NILS) on the activities of the state legislatures recently showed that the lawmakers were mere rubber stamps of the governors. To the extent that the legislature financial autonomy is meant to guarantee their freedom from the overbearing influence of governors, we welcome this cheery development. We hope the Houses of Assembly will summon courage to discharge their constitutional responsibilities in the interests of the people who elected them. It is also the same trend with the judicial arm of government in the states. State governments hardly lose any case they institute or that is instituted against them in the various high courts of their states and it is believed that a major cause of this is lack of financial autonomy. We are of the opinion that with the President’s assent to this bill, judges like legislators will henceforth have no reason to draw their funds from the state governments and hence, begin to uphold the dictates of their conscience by dispensing justice without fear or favour.

Militants kill soldier, 7 others in A’Ibom as Army razes community Issac Job, Uyo A soldier and 7 persons were killed while houses and property estimated at N52 million were destroyed weekend in Iwukem community following a midnightattack on residents by militants in Etim Ekpo Council Area of Akwa Ibom state. Eye witness account said the attack which took residents unawares started at 12 midnight when the hoodlums numbering 30 invaded the community with sophisticated weapons and shoot sporadically killing seven members of the community while scores were wounded. One of the victims Mrs. Helen Fidelis Udoka told Daily Times in Iwukem that while she was fast asleep, the militants set fire on her house before she could wake up, the whole building was engulfed in fire and burnt her two legs as she could not walk. When Daily Times visited the community, ruins of burnt houses and shops were found around the Iwukem junction where corpses of people who
escaped with bullets were recovered and deposited in mortuary while those wounded were admitted at General Hospital, Etim Ekpo for treatment. In an interview with the village head of Iwukem, Chief Linus Friday Uyo who conducted Daily Times around the scene of the mayhem said property destroyed include, residential houses, electric poles, motorcycles, generating sets, hairdressing salons and palm kernel warehouse. Others were, Akwa Ibom State Water Board Office at Iwukem junction, Yamaha engines, flat screen television sets, District Court Building and all the motorcycles kept at Okada Park. At the motor park, spent bullets shells were found littering the whole area. However, the community has accused the JTF Operatives of compounding their problems as the soldiers vent anger on innocent villagers and burnt their properties. A Community Leader Obong Idongesit Udoka told Daily Times in Iwukem that after the militants had unleashed terror on the community killing a soldier, the JTF Operatives
returned to the area on Sunday in reprisal and destroyed property owned by the villagers. He further accused the soldiers of rape, stealing and torture describing them as army of occupation that holds the village to ransom in the guise of securing the area. In a telephone interview, the Army Public Relations Officer, Major Bashir Jajira of 2 Brigade Uyo told Daily Times that he was aware of the claims in Iwukem community. He said “I am not aware. All of us are here at Ibagwa for three days training; your colleagues have made a similar call; I will investigate it”. But Obong Udoka disagreed with the Army Public Relation Unit maintaining that the army authorities only feigned ignorance just to wave away the massive destruction of property belonging to Iwukem people. He said a soldier who perpetrated the act used phone numbers 07056471454 and 07085874271 respectively to call him and apologized for the atrocities committed against the good people of Iwukem.

63rd NCE: Adamu admits failure to meet UN’s 26% benchmark on education funding Doosuur Iwambe, Abuja The Minister of Education, Adamu Adamu has said that despite the United Nation’s benchmark of 26 percent budgetary allocations to education, Nigeria is yet to meet up with the bench mark. Speaking while declaring open the 63rd stakeholders meeting of the National Council on Education in Abuja on Wednesday, Adamu said that Nigeria had in the 2017 budget committed an average of 6percent to education which according to him represented a far cry from the stipulated benchmark. The minister said that emerging challenges in the country, especially those posed by insecurity, poor teacher-student output, including ever increasing out-of- school population, carrying capacity of public institutions have thrown up greater need for funding.
According to him, stakeholders cannot continue to live under the illusion that government was ever capable and totally responsible to man the sector effectively. He warned that with a staggering population of about 170 million, out of which 45 percent are below 15 years, the burden on education has become overwhelming on the three tiers of government as resources are spread more thinly translating into creating challenges in ensuring quality education. “The bane of of our educational growth and development at all levels is premised on funding and it is believed to be an exclusive preserve of the three tiers of government. This impression however, is an erroneous one hence, the call for a collaborative effort of all stakeholders, cooperate and private organisations. “It is not rare to see cases where there are 100 pupils for one teacher as against UNESCO benchmark of 35 students per teacher, or where
students learn under trees for lack of classrooms as it is the case in North Eastern Nigeria where the scourge of insurgency has deprived many children access to education”. “With a population of over 170million, 45%of which are below 15years (UNICEF 2017), the burden of education has become overwhelming on the three tiers of government and resources are spread more thinly translating into creating challenges in ensuring quality education” he stated. Adamu explained that if the fortunes of education must transform for the better, stakeholders must begin to work and align policies that would see to the expansion of access to all levels of education, curtailing the out of school syndrome, expose ways of better security and safety of educational institutions, boosting technical and vocational education and training, restoring the quality of Nigerian teachers among other interventions.

The app is available for download on both Google Play Store and Apple Store respectively. A farmer simply identified as Bashiru Aliu (50) was Tuesday reportedly attacked by armed men suspected to be herdsmen in his farm at UbunekeIvbiaro, in Owan East local government area of Edo state. It was reliably gathered that the herdsmen numbering about four attacked the farmer with a machete and inflicted deep cut on his head. It will be recalled that suspected herdsmen numbering about six had, on May 14, raped a married woman and beat her husband to pulp at a farm in the same community. The victim, who is currently receiving medical treatment in an undisclosed hospital in Auchi, in a telephone interview with newsmen in Benin-City said the incident happened between 9 am and 10 am.

There are startling statistics from the Nigerian Optometric Association (NOA) that say that no fewer than 20 million Nigerians are totally blind even as experts are worried that the unfortunate situation is getting worse. Nigeria is among the countries in the world with the highest number of blind people even when experts say that 80 per cent of the blindness could be prevented if necessary measures were taken to prevent the situation from getting worse. Glaucoma is the leading cause of irreversible blindness in the world and second cause of blindness after cataract. According to the American Academy of Ophthalmology, glaucoma is a disease that damages your eye’s optic nerve. It usually happens when fluid builds up in the front part of your eye. That extra fluid increases the pressure in your eye, damaging the optic nerve. Lack of early detection of the disease has been attributed as one of the reasons why most glaucoma patients in Nigeria lost their sight to the disease. An ophthalmologist, Fatimah Kyari, said it is sad that most patients with glaucoma do not present their cases to the hospital until too late. She said most of the patients present their cases after they had lost an eye and are gradually losing the other. According to Kyari, another reason most people lose their sight to the disease is that they do not visit the right specialists who were trained to diagnose rare eye problems. “Glaucoma if early diagnosed can be managed and prevent total blindness. We need to make people know that blindness from glaucoma can be prevented if presented early”, she said. Studies show that glaucoma
treatment cannot restore vision that is lost. But treatment can reduce the likelihood of additional vision loss. That is why screening and early detection of glaucoma are so important. However, there are scientifically proven steps that Nigerians could take to escape blindness from glaucoma by going through the below answers provided by experts on frequently asked questions about glaucoma. Is there any way to prevent glaucoma? There is nothing that will prevent glaucoma, but you can slow down its development with early treatment. Therefore, it is very important that you have regular eye exams. Your doctor will perform a series of painless tests -- eye pressure measurements, dilated eye exams , and sometimes visual field testing and other tests -- to check for any changes in your eye or in your vision . High fruit, vegetable intake reduces risk of breast cancer – Study Consumption of high fruits and vegetables according to a study has said it may reduce the risk of breast cancer. According to the study, women who consume high amount of fruits and vegetables each day may have a lower risk of getting breast cancer than those who eat less amount. The new study which was led by researchers from Harvard T.H. Chan School of Public Health discovered that cruciferous vegetables such as broccoli, yellow and orange vegetables, had a particularly significant association with lower breast cancer risk. “Although prior studies have suggested an association, they have been limited in power, particularly for specific fruits and vegetables and aggressive subtypes of breast cancer,” said first author Maryam Farvid, research scientist in the Department of Nutrition. “This research provides the most complete picture of the importance of consuming high amounts of fruit and vegetables for breast cancer prevention.” The study was published recently in the International Journal of Cancer. The researchers analyzed diet questionnaires submitted every four years by participants in the Nurses’ Health Study (88,301 women, starting in 1980) and the Nurses’ Health Study II (93,844 women, starting in 1991). Data on other potential breast cancer risk factors such as age, weight, smoking status, and family cancer history were taken from biennial questionnaires. They found that women who ate more than 5.5 servings of fruits and vegetables each day had an 11% lower risk of breast cancer than those who ate 2.5 or fewer servings. (A serving is defined as one cup of raw leafy vegetables, half a cup of raw or cooked vegetables, or half a cup of chopped or cooked fruits.) To find out whether the benefits of fruit and vegetable consumption differed among various types of breast cancers, the researchers conducted an analysis by tumor hormone receptor status and molecular subtype. They found that higher consumption of fruits and vegetables was particularly associated with lower risk of more aggressive tumors including ER-negative, HER2-enriched, and basal-like tumors. Previous work by this research group linked reduced breast cancer risk with higher fiber intake, but the benefits of fruits and vegetables found in this study appear to be independent of their fiber content, according to the researchers. This suggests that constituents of these foods, such as antioxidants and other micronutrients, may also be important in reducing breast cancer risk. “While a diet with lots of fruits and vegetables is associated with many other health benefits, our results may provide further impetus for women to increase their intake of fruits and vegetables,” said senior author Heather Eliassen, associate professor at Harvard Medical School and Harvard Chan School and associate epidemiologist at Brigham and Women’s Hospital. Other Harvard Chan authors included Bernard Rosner, Rulla Tamimi, and Walter Willett.

Housing loan: Presidential Panel to recover N87bn for FMBN Mathew Dadiya, Abuja The Chairman Special Presidential Investigation Panel for the Recovery of Public Property, Chief Okoi Obono-Obla recently disclosed that the Panel has commenced investigations into bad debts arising from loans obtained by Estate Developers and Primary Mortgage Institutions from the Federal Mortgage Bank of Nigeria (FMBN) between 2009 and 2016, with a view to recovering about N87
billion for the bank. The Chairman made this disclosure when he paid a courtesy call on the Managing Director of the FMBN, Arc. Ahmed Musa Dangiwa. Obono-Obla further disclosed that preliminary investigations had revealed that some of these loans were not used for the purposes they were purported to have been obtained for, and were not being serviced, while others remained unserviceable because of the Bank’s failure to
enforce due processes and procedures. The Investigation Panel Chairman called on the Management of the FMBN to cooperate with the Panel by according it all the necessary assistance that would facilitate the quick recovery of the bad debts. He also told the FMBN boss and his management team that the Panel was set up by the President in August 2017 pursuant to the Recovery of Public Property Special Provisions Act 2004. He enumerated some of its achievements,
highlighting a similar recovery for NEXIM Bank, Lucie-Ann Laha, Head, Media and Communication of the Panel, on Wednesday, stated that the recovery would enhance the financial base of the bank and reposition it to better achieve its mandate of facilitating home ownership by all Nigerians by creating mortgage markets with sustainable financing systems. The Managing Director of the Federal Mortgage Bank of Nigeria, Dangiwa expressed delight at the

Substandard goods: Nigeria, China to blacklist 7 importers of life endangering products Ladesope Ladelokun Seven companies importing substandard and life-endangering products into Nigeria from China are set to be blacklisted and their promoters prosecuted in both countries as the fight against dumping into Nigeria takes a new dimension. The exercise, according to the Director General, Standards Organisation of Nigeria (SON), Mr. Osita Aboloma would be a continuous one. The companies are among those identified to have persistently circumvented Nigeria’s import regime by their deliberate and consistent refusal to comply with theStandards Organisation of Nigeria off-shore Conformity A s s e s s m e n t Programme (SONCAP). In a letter to the Chinese Ambassador to Nigeria, the Director General, Standards Organisation of Nigeria, Mr Osita Aboloma stated that the activities of the companies have impacted negatively on the perception of the Nigerian people on
the quality of goods and services from the Peoples Republic of China. According to him, “unless immediate steps are taken to arrest the situation, incurable reputational damage would be done to the Government and People of China. We are of the view that every step necessary should be taken to prevent them from jeopardising the excellent trade and cultural relationship between the Government and Peoples of China and Nigeria”. The SON Chief Executive named the companies, against which court orders have been procured as including; Awulu Investment Nigeria Limited; Doncas Associate Nigeria Limited; Britto International Commercial Industrial Limited; GNCSP Global Services; Ike and Sons Enterprises; Kumara Global Limited and Chudon Global Impex Limited. He stated further that Nigeria has had cause to apprehend and prosecute some Chinese nationals involved in the importation of
substandard and lifeendangering products and has also destroyed several substandard products seized from some of the listed Chinese Companies worth several millions of Naira. Mr. Aboloma observed however, that the measures appear not enough to deter the non-compliant persons and has therefore sought the Chinese Government’s collaboration in
ensuring that these companies are equally blacklisted in China and prevented from exporting to Nigeria. The SON helmsman insisted that security agencies should treat the identified companies as economic saboteurs and recommended prosecuting them as such under the Miscellaneous Offences Act, and the Standards Organisation of Nigeria Act No. 14 of 2015.

The Bayelsa international cargo airport will commence operations this August to develop and boost the economic activities of State. The Managing Director of the Bayelsa Airlines limited Capt Henry Ungbuku who made this known at the Airport Business Summit and Expo in Abuja said, the project was at its final stage of completion and will be commissioned by the end of August. Ungbuku said the airport was being constructed to guarantee security for the people of the state especially for oil workers adding that working was ongoing round the clock to meet the date. According to him, airports are not built for passengers’ facilitation alone but also for the movement of cargo in order to attract business Ungbuku said the Bayelsa airline was created by the government of the state in order to make get it right in the state. Group tasks APC members on collection of PVCs, membership card Benjamin Omoike An Independent Campaign Group, Itesiwaju Ipinle Eko Vanguard, has stressed the need for members of the All Progressives Congress (APC), to obtain their membership cards in case the party decides to adopt direct Primary Election in the state. The state coordinator of the group, Seyi Bamigbade, who said this while on sensitisation campaign at Itire Ikate and Coker Aguda Local Council Development Areas of Lagos State, noted that the group has successfully sensitised Lagosians on the importance of obtaining their PVCs and All Progressives Congress membership card in case of direct primaries. According to him, the group embarked on the sensitisation campaign, and had taken the process to all the 20 LGs and 37 LCDAs of Lagos.
He thanked Lagosians for their support towards the continuity of Governor Akinwunmi Ambode in office and urged them to partake in the ongoing exercise, which will enable them to reelect him in 2019. Court remands 3 INEC staff in prison over N177.3m fraud Peter Fowoyo, Lagos The Economic and Financial Crimes Commission (EFCC), on Wednesday, arraigned three officials of the Independent National Electoral Commission (INEC), before Justice Chuka Obiozor of a Federal High Court, Ikoyi, Lagos. Gbadegun Isaiah Abiodun, Oladipo Oladapo and Afolabi Peter Albert, were arraigned on a five-count charge bordering on conspiracy and money laundering to the tune of N177, 300,000(One Hundred and Seventy-seven Million, Three Hundred Thousand Naira). The defendants, who are staff of the Independent National Electoral Commission, INEC, Osun State, were alleged to have conspired amongst themselves to receive a
cash payment of a sum of N177, 300,000 from a former Minister of Petroleum Resources, Diezani AllisonMadueke, on the eve of the 2015 general election, without going through a financial institution. One of the counts reads: “That you, Gbadegun Isaiah Abiodun, Oladipo Oladapo and Afolabi Peter Albert and others at large, on or about the 30th day of March 2015 in Nigeria, within the jurisdiction of this Honourable Court, conspired amongst yourselves to accept a cash payment of the sum of N177,300,000 (One Hundred and Seventy- seven Million, Three Hundred Thousand Naira Only), which exceeded the N5,000,000.00( Five Million Naira) Limit, without going through a financial institution, contrary to Section 18 and punishable under Section 16(2) of the Money Laundering

FCTA close campaign offices: an attack on democracy, opposition Stories: Idu Jude, Abuja As 2019 general election is draws close, the opposition parties has described the All progressive party APC as party seeking powers at all cost with the intimidation oppositions to retain office. The recent announcement by the FCT administration under the control of the ruling party is said to have added to the public perception on the APC as a party seeking to retain power by force. No fewer than 35 of the 68 registered parties are affected by the directive. The FCTA claimed that the location of the party and campaign offices undermine
public safety and jeopardies comfort and conveniences. The affected aspirants and parties have up till August 9 to vacate the offices or have the buildings sealed off. Speaking to Daily Times as part of his reaction to the recent development, Mr. Ibrahim Maizhin, a senatorial aspirant, called the act laughable and an a move by a desperadoes who exploit all options to dislodge opponents. According to Ibrahim, who is not surprise about the out come or the recent development, “part of the APC winning strategy is clamping down on opponents through intimidation, physical adults and seizure of properties and political frame up all of this has been noticed since the party

2018 HAJJ: FCT chapter ready to camp, orientate intending pilgrims The Federal Capital Territory Muslim Pilgrims’ Welfare Board has concluded necessary arrangements to host intending pilgrims from the zone. The Director of the Board, Malam Muhammad Bashir, gave the assurance at a meeting with stakeholders and officials of National Hajj Commission of Nigeria (NAHCON) as well as the states of Nasarawa, Kogi and Benue. Malam Bashir stressed that the board has already mapped out strategies to ensure the security of all intending pilgrims at the permanent hajj camp during their camping exercise. He emphasized that the board would take the welfare of the intending pilgrims with paramount importance and ensures that the camp maintains good hygiene by keeping the premises clean at all times. He assured the commitment of the Administration to provide necessary support for the operation and warned that only intending pilgrims with valid Identification Card shall have access to the camp while visitors who have no business with the camp should to stay away from it to ensure hitch free camping exercise. The Director called for the
cooperation of all stakeholders to ensure a hitch free exercise He reaffirmed the readiness of the Administration to improve from its last year’s experience to record more successes in this year’s hajj operation. About 1500 intending pilgrims from the FCT are expected to perform the hajj through the Board this year.
The meeting was attended by officials from Nasarawa, Kogi, Benue and FCT as well as National Hajj Commission of Nigeria and other stakeholders. All the stakeholders expressed their readiness for the commencement of airlift of intending pilgrims from the zone to Saudi Arabia. It would be recalled that the National
Hajj Commission of Nigeria has fixed for the Inaugural Flight with Intending Pilgrims from Kogi state. Intending Pilgrims from Nasarawa, Kogi and Benue states are expected to be camped at the FCT permanent hajj transit camp on their way to Saudi Arabia from Friday next week.

Semenya, Africa’s fastest man with 9.85 secs Olusoji Fasuba and Tosin Oke, who set the current U.K. junior indoor record were also 14 others honoured. Also, Nigeria’s quartet team of the 4x200m inducted into IAAF World relays champion in 2015 Christy Udoh, Regina George, Dominique and Okagabre-Ighoteguonor, were CAA Hall of Duncan inducted. Ethiopia’s Tirunesh Dibaba, a 5,000m Fame outdoor record holder, well as compatriot Mesert Defar, a three-time record holder in
5000m event and Genzebe Dibaba, world record holder in the 2000m indoor event were among the honourees. The current world and Olympic record holder in both the 5,000m and 10,000m events Kenenisa Bekele, and Almaz Ayana, who broke the women’s 10,000m world record at the Rio Olympic Games, both of Ethiopia, received recognition. Two-time world champion in the 800m race, Kenya’s David Rudisha and winner of the 3,000m steeplechase at the 2004 Summer Olympics Ezekiel Kemboi also of Kenya made the induction. NFF crisis: Court adjourns Amaju Pinnick, Chris Giwa case A Federal High Court sitting in Jos on Wednesday adjourned the case between Amaju Pinnick and Chris Giwa for the leadership of the Nigeria Football Federation (NFF) till September 25. The case was slated to hold on July 23, but it suffered a setback due to the absence of the presiding judge. The judge’s absence prompted the adjournment of the case till Wednesday. Both Pinnick and Giwa have been in and out of courts in the last four years on who is the authentic NFF president. Lawyers to the NFF President, Amaju Pinnick had filed a motion for the court to vacate the judgment
that nullified the September 30, 2014 election in Warri. The election brought Pinnick to office as President of the NFF. While Giwa’s case was dismissed at the Court of Arbitration for Sports (CAS), and even slammed with worldwide ban from football matters by FIFA, the Jos football club proprietor is taking solace in the Jos High Court ruling that upheld his August 26 election in Abuja. At the resumption of hearing on Wednesday, Festus Keyamo representing the 3rd defendant, Amaju Pinnick filed a motion with a letter from the FIFA indicating that Nigeria was risking a ban if he is not allowed to run the NFF.
But the counsel to the plaintiffs and 2nd defendants, Habila Ardzard and Shangyula respectively, argued that they were in court for the hearing of the motion raised by Festus Keyamo (SAN), counsel representing Amaju Pinnick that was challenging the court’s ex-parte order granted to Chris Giwa by the court. They added that they were not served with the motion of notice filed by Keyamo, therefore they can’t respond to it. The presiding judge, Justice Musa Kurya then advised Keyamo to serve the motion of notice to both plaintiffs and other defendants in the case to enable them to respond. Giwa
FIBA World Cup: D’Tigress coach admits selection dilemma Assistant coach of Nigerian senior women basketball team (D’Tigress), Peter Ahmedu, has admitted that they are in dilemma in selecting the final 12 among the 22 players presently in camp for the fast approaching 2018 FIBA World Cup in Spain. Speaking from their Atlanta, USA camp as preparations intensify, he said the mood has been at an all-time high with players on the same page with the technical crew. “It has been a difficult one for us here because of the level of competition between the new and the old fighting to pick up shirts to the world championship in Spain. Ahmedu said the recall of 10 players out of the 12 that won the 2017 Afrobasket Championship in Mali had impacted greatly on the continued development of the team. Football Devt: Okowa urges NFF to partner private sector Nosa Akenzua, Asaba Delta State Governor, Senator Dr Ifeanyi Okowa has advocated strong synergy between the Nigerian Football Federation (NFF) and the private sector to boost the development of the game from the grassroots level. The governor made the call on Wednesday when the President of NFF, Mr Amaju Pinnick led members of the football body to pay him a courtesy visit at Asaba. According to the governor, “we believe that we have to develop football right from the beginning so that talents will not be wasted and I urge the NFF to develop a synergy with the private sector to encourage the discovery of local talents and sponsor football activitues from the local to international levels.” While urging members of NFF and sports loving Nigerians to “support Mr Pinnick to help Nigeria progress in sports,” Governor Okowa disclosed that his administration in partnership with the private sector has encouraged the development of Sports in the state by resuscitation the Principals Cup and of recent, Headmaster’s Cup football tournaments for Secondary and Primary Schools in the state. “Sports help the youths to be healthy and strong,” the governor asserted, and thanked the NFF for coming to witness the 21st African

Governor Okowa observed that while most countries were given period of time to prepare for such championships, Delta State had only one year to reconstruct the Stephen Keshi Stadium, put necessary facilities in place and organise the event. He commended the local organising committee for the championship for the successes recorded so far, disclosing that those athletes who were stranded at the Murtala Mohammed Airtport, Lagos were as a result of increase in number of participating countries for the championship. “All the athletes as at this morning (yesterday) have been airlifted to Asaba, initially, 46 countries enlisted to participate in the game, but, few days ago the number of countries increased to 52, we are excited that 52 countries
are participating, we are a sports loving state and will be excited to host more world tournaments,” the governor said.
