While Prof. Ango Abdullahi spoke on the need to let Nigerians into the debate on restructuring, a representative of the Emir of Kano, Sanusi Lamido Sanusi, commended the gathering for taking the initiative on the need to move the country forward. Noting with sadness the high level of insecurity in the country as well as the disregard for the rule of law, among others, Soyinka asserted that the country needed to be reconfigured. According to him, for a country blessed with abundant natural resources to realise its full potentials, states must be allowed to have maximum control of their resources, saying doing this would allow them to set their priorities right as to what their focus should be contending that the effects of playing religious card by the country’s leaders was grievous. On the theme of the parley, Soyinka described it as symbolic, saying: “The handshake is symbolic, it is a gesture of solidarity. The handshake brings the best in us, that we are all one, it is handshake of forgiveness.” He, however, charged the Nigerian youths to mobilise themselves in order to transform governance in the country, saying it was time to do so collectively as they could not do it individually, even as he also charged them not to belly ache, but hold on to what could bring developmental stride.
“It is time, you can’t do it individually, you have to come together and choose a representative. The change has to be authentic and sloganeering. So what we are looking at is not just handshake across the nation, but a handshake across history,” Soyinka said. Chief Adebanjo, in his remarks, insisted that restructuring was the best for the country to realise its full potentials, asserting that there was nothing confusing about it as it is being made in some quarters. The Afenifere chieftain, who went down memory lane to the 1954 Constitutional Conference attended by the country’s founding fathers, including the sage, Chief Obafemi Awolowo, stated that it was based on its outcome that regions were allowed to run and take possession of resources in their areas under a true Federal System. He said this led to the developmental strides recorded in the then Western Region and Awolowo could run Free Education Programme and other things without borrowing a penny from anywhere. “Chief Awolowo had free education because the resources was in the region. Don’t let anybody confuse you, if the President cannot understand restructuring because of his educational deficiency, it is going back to what we were practising before 1966,” the elder statesman said. Also speaking, former Minister of Information, Nwodo, argued that the restructuring being demanded must be one that would give sovereignty to states on education, health, mineral resources, among others, adding: “Our model of sharing must go for a growth model, we must transfer more responsibilities and powers to states.” Also speaking, Dr. Awolowo-Dosunmu, who is
former Nigerian ambassador to The Netherlands, said that the leadership that modern day Nigeria requires was one that understands and appreciates the problems and challenges of a future of the country beyond oil as global demand for fossil fuel continues to drop. While noting that what was being discussed was clearly the future “of our children, and our grand-children and great grand-children” Awolowo-Dosunmu, affirmed that there was no way the kind of development that was expected could be realised under the current system. The country, she said, would have to devolve powers to allow the states have control over their resources the way they wanted it. “What we are talking about clearly is the future of our children, and our grandchildren and great grandchildren. In our usual manner, we pray that it will be better for our children than it has been for us. “We have been told here today that the future without oil is likely to be fraught with all sorts of difficulties if we don’t start planning now. We have been told that only the countries that developed their human capital do well economically. “And we have been told that the future will belong to those who train their children, who teach their children to be innovative. The future is going to belong to technology,” she said. While the YPP presidential candidate, Moghalu, who is former Central Bank deputy governor, said the best form of restructuring would be to allow Federal and regions operate as the only two levels of government, Fagbenro, who is contesting the 2019 presidential poll on the platform of KOWA Party, said the reason why Nigeria had not worked as a country as expected was powers were concentrated at the centre to the detriment of the others.
Minimum Wage: Buhari, Governors’ meeting end in deadlock Mathew Dadiya, Abuja
The meeting between President Muhammadu Buhari and the Nigerian Governor’s Forum (NGF) aimed at resolving the dispute over the proposed N30,000 National Minimum Wage ended in a deadlock on Monday in Abuja. The meeting which took place at the Presidential Villa, had the Chairman of the NGF, and Governor of Zamfara State, Abdulazeez Yari, leading a smaller team of governors to the meeting to speak for the Forum.
Governors at the meeting included Lagos State Governor, Akinwumi Ambode; Kebbi State Governor, Atiku Bagudu; and the Enugu State Governor, Ifeanyi Ugwuanyi. The Minister of Labour and Employment, Senator Chris Ngige, was also at the meeting. It would be recall that majority of the 36 state governors had maintained that they could only afford to pay N22,500 as the new minimum wage. They had also stated that the other options were for them to reduce their
workforce or the Federal Government would have to review the revenue sharing formula to make more money available to the states. Signs of a deadlock at the meeting was noticed when the governors emerged wearing long faces and refused to formally address State House correspondents. One after another, the NGF chairman and his colleagues declined to talk. Similarly, the President’s Media Office, which earlier promised to brief reporters on the outcome of the meeting, also kept mum after the meeting.

In what can be referred to as definite response to President Muhammadu Buhari’s launch of his campaign document for 2019 presidential election tagged Next Level, on Sunday, former Vice President and the presidential candidate of the Peoples Democratic Party (PDP), Alhaji Atiku Abubakar, on Monday, unveiled the policy thrust of his administration tagged ‘Peoples Policy’ which he promised to involve every Nigerian. Presenting himself not just as presidential candidate of the PDP, but of the hopes and aspirations of all Nigerians, he promised that every Nigerian is going to be involved in the process. His words: “I am not here to tell you how I will get Nigeria working again. Instead, I would like to tell you how we will get Nigeria working again together. I am strongly of the view that i am just one Nigerian and one Nigerian cannot be as wise as all Nigerians. That is why I will offer an inclusive leadership. Atiku Abubakar is 100% for 100% of Nigerians, 100% of the time”. He said he was compelled to offer himself to rework the nation because too many people are not working and are living in poverty and insecurity while the very fabric of the society is breaking down and the country has never been so divided as a nation. His policies include plan to create jobs, restructure the polity, and get Nigeria working again. The presidential candidate said over the last 18 months, he worked with the best experts Nigeria has to offer to come up with policies and plans that when implemented will get Nigeria going in the right direction again. If elected president, Atiku’s promised
to “be pro-active in attracting investments and supporting the 50 million small and medium-scale enterprises across Nigeria for the purpose of doubling the size of our GDP to 900 billion dollars by 2025. “These investments will create a minimum of 2.5 million jobs annually and lift at least 50 million people from poverty in the first 2 years. “My team and I will also help create jobs by innovating flagship programmes such as the national open apprenticeship programme through which we shall enhance the capacity of master-craftsmen and women to train one-million new apprentices every year. “Our national innovation fund and SME venture capital fund initiatives will provide stable and sustainable long-term support to aspiring entrepreneurs. “My plan to restructure Nigeria will lead to a vast increase in the internally generated revenue, both for the Federal Government and the states via the matching grants that we will provide to state governments that increase their own revenue. “Let me be clear, no state will receive less funding than they get today – in fact, all will receive more and the harder a state works, the more they will get. “This is my plan to get Nigeria working again. A plan that will give Nigerian workers a living wage. A plan that will give Nigeria’s youth a world-class education. A plan that will empower Nigerian women, reduce maternal mortality and increase their financial stability. A plan that will cater for the elderly, so our people are not afraid of growing old. A plan that will invest in our failing infrastructure. “But above all, this is a plan that will help create jobs because in my many travels across our great nation, the one thing I constantly hear, is that our people need jobs,” he said.
Determined to deliver on every promise made to Nigerians, he said: “Too often, Nigerians have been promised better governance by those seeking their votes. Such individuals have preyed on the legitimate desires of our people for their conditions to be improved, that they make all sorts of promises. But it is one thing to promise and another thing to deliver. I am not one for making grandiose promises. Rather than promises, I believe in policies. A promise is an indication to do a future action. A policy is a plan to achieve future goals”. Meanwhile, the Peoples Democratic Party (PDP) said the policy document embodies the collective mindset, yearnings and aspirations of Nigerians in their quest for a new leadership and a better life in our country. The Atiku Abubakar policy document, said the party, is a product of very wide, painstaking and productive consultations with Nigerians from all walks of life, critical stakeholders and development partners in key sectors, in the overall determination to chart a new course for our nation. The PDP added that policy document foretells a new dawn as it articulates practical solutions and answers to the myriad of economic, social and political challenges facing the nation and sets out all-inclusive templates for national rejuvenation, cohesion, protection of human rights and democratic tenets, wealth creation, transparency and elimination of corruption in governance. “In line with PDP’s people-based manifesto, the Atiku Abubakar policy document places utmost priority on the people by focusing chiefly on their yearnings for job creation, infrastructural development, poverty eradication, human capital development, inclusiveness and national unity”, said the party in a statement on Monday by its spokesperson,

Nigerians, according to the PDP, are particularly happy with the Atiku Abubakar policy document as it seeks to implement pro-poor policies that grant all citizens, irrespective of financial and social status, unhindered opportunity to participate in economic activities to achieve self-reliance and become active contributors to national development. In a bid to demand increased funding for education in Nigeria, the National Association of Nigerian Students (NANS), on Monday, embarked on a protest to press home its demand. Addressing journalists during the protest which was titled “Save education rally,” NANS President, Bamidele Akpan, who led the students in the protest, lamented the apathy displayed by the Federal Government towards education in the country as can be seen in the dwindling allocation of funding in the sector. The students in the protest which was supported by the Nigeria Labour Congress (NLC) accused government of insincerity on issues that concern education, which has resulted to periodic industrial action that had disrupted academic calendar and affected quality of education. They said they have had enough of excuses about poor educational and infrastructural facilities in the university and they would no longer fold their hands and watch the political class to ruin the academic lives of Nigerians via corruption and poor administration. According to the students, budgetary provisions over the years has not shown the seriousness that education sector requires. They called on President Muhammadu Buhari to withdraw the 2018 budget and increase the education budget to 26 percent as
requested by UNESCO. The students in addition to their request suggested a disbandment of Dr. Wale Babalakin-led Federal Government renegotiation committee on 2009 ASUU/Government agreement, alleging that the committee was interpreting a written script. “We have lost confidence in the Babalakin-led committee. We suggested its disbandment and assemblage of people with credibility and integrity to renegotiate the agreement. “And we must insist that students are well represented in the new team. We believe that it is only way that we could discuss issues of education in Nigeria and achieve great results”, Akpan said. On his part, the NLC Director of International Relations and Nation Assembly Liaison Officer, Uche Ekwe, who led other NLC officials, said the support has become imperative following the need to rescue Nigeria’s education system. Meanwhile, the Director, General Services in the Federal Ministry of Education, Arthur Onyeachu, while addressing the protesting students on behalf of the Minister of Education, Malam Adamu Adamu, assured them that their grievances will be addressed. The protest which started at about 9:30am at the Unity Fountain in Abuja disrupted movement of motorists and commuters whose offices are around the locations were forced to take alternative routes to connect to their offices. Also, the National Association
of Nigeria Students (NANS) Zone B, on Monday, took to the streets in Umuahia protesting Federal Government inactions in education sector, stating that they will use their Permanent Voters Card to react should the government ignore them. The students, who also went to Abia State House of Assembly to drive home their demand, while brandishing placards, some which read “Nigeria students say no to school fees increment”, “Don’t mortgage our futures”, “Government, don’t commercialise education”, and “save education, save the future”. Addressing newsmen at the Nigeria Union of Journalists (NUJ) secretariat, Umuahia, the Abia State capital, the students led by Comrade Cookey Nwachukwu, the Zonal Representative of NANS Zone B, lamented that the Federal Government is neglecting UNESCO 40% budgetary provision for education, regretting that in Nigeria, the Federal Government is not adhering to that. He noted also that “soon they will tell us that they are going to do election and that they have given money to INEC, whereas they have no budgetary allocation to education sector”. “The UNESCO recommended 40% allocation to education sector, but in Nigeria, it is only 3%, while at the same time, education is bastardised, our educational infrastructure are decayed and no attention is being given to our schools. “So, what we are telling the Federal Government is that they are telling us that we are the leaders of tomorrow, but we have not seen anything on that.
If we are the leaders of tomorrow, what they will do is that our paramount interest, our plight is being sorted out, but currently, they don’t do so. “How can we go to school when they don’t pay our lecturers; how can we go to school when school infrastructures are not there? “At the same time, we want the Federal Government as a matter of urgency to please, address this issue of insecurity in Nigeria. Most of our fellow students in the north are not in school because of Boko Haram. “We want to ask the Federal Government to please address the security challenges because it is affecting students. It is only in this state that you can see us doing this kind of thing because of fear of the unknown and they cannot gather or look for their rights. “Nigerian students are not happy about what is happening because, they will push us to the wall and we will have no option than to issue a press release where there will be no election in 2019 until there is freedom in education sector, until infrastructure decay in education is ratified, until Nigerian students enjoy the benefit of education and education goes back to the way it was in 1960s. Fire service successfully curtails fire in EFCC Men of the Federal Fire Service (FFS), Wuse Zonal office today, Monday, successfully subdued inferno that almost razed down the Wuse 2 Zonal office of the Economic and Financial Crimes Commission (EFCC). A statement issued by Ag. Head, Media & Publicity, Tony Orilade said the fire fighters led by the Sector Commander, Melone Onyekachi, arrived the Wuse 2 office of the Commission when the Service was alerted of the Fire by the Incident Duty Officer of the Commission, Kayode Oyetunde at 1910 hours. “The fire started at the former newsroom which now serves as storage for ICT equipments that were retrieved from the Commission former offices scattered across the Capital City. “The former newsroom is domiciled in the two Storey Costa Hall which was commissioned by Dr. Antonio Maria Costa on 13th November 2007. The building currently houses the Data Centre and the Combined Inter Agency Task Force,” said the statement. When asked what could have cursed the fire, Mr. Onyekachi said, “Our duty is to put off the fire; that we have successfully done. There is another department that will come and ascertain the cause of the fire”, he explained. Two officers attached to the Combined Inter-Agency Task force who were trapped on the second floor of the building were successfully rescued before the fire was eventually subdued. The extent of the damage would be ascertained after stock taking. The Commission’s Chief Security Officer, CSO, Nasir Abdullahi, DSP immediately after the fire was curtailed, went to the Maitama Police Station to incident the fire outbreak. Policemen from the Station who followed him to the Commission, however, promised to return for further enquiry. Management and officers of the Commission who were on ground to concertedly subdue the fire were: the Supervisory Secretary, Mr. Chile Okoroma; Director, Finance and Accounts, Jubril Manigi; Zonal Head of Operation, Mohammed Rabo; DD, Admin, N.T Ibrahim; Head of Legal, Kabir Latona; Head of ICT, Isah J. N6.9bn fraud: EFCC begins trial of ex- Gov. Fayose 10 states, FCT may face telecoms Peter Fowoyo
The criminal trial of former Ekiti State Governor, Mr. Ayodele Fayose, on Monday, commenced before a Federal High Court, Ikoyi, Lagos. The erstwhile Governor is being prosecuted by the Economic and Financial Crimes Commission (EFCC), following his alleged involvement in N6.9 billion fraud. Fayose was arraigned by the EFCC on October 22 alongside his company — Spotless Investment Ltd on 11 counts. But Fayose pleaded not guilty to the charge while the court granted him bail in the sum of N50 million with one surety in like sum. When the trial commenced on Monday, Mr. Rotimi Jacobs (SAN) appeared for the EFCC, while Mr. Kanu Agabi (SAN) and Olalekan Ojo (SAN) represented the first and second accused respectively. Jacobs then called on the first prosecution witness, Mr. Lawrence Akande, a banker in a commercial bank in-charge of South West 1, comprising Ogun, Oyo and Osun states. Led by the prosecutor, the witness told the court that in June 2014, he was called by one Abiodun Agbele, who informed him that he had about N1.2 billion cash lodgement to make in Akure. He told the court that afterwards, he also received a call from Fayose on the same issue, adding that since the lodgement was in Akure, he placed a call across to his colleague in Akure to follow up same. When asked if he knew the second accused, (Spotless Ltd), he replied that the company is a customer of his bank with account at Dugbe branch. The prosecutor then showed the witness some account opening document of Spotless Nig. Ltd, De Privateer Ltd, Still Earth Ltd as well as account document of Fayose. The witness confirmed the document and they were admitted by the court and marked exhibit A. When asked where the account of Fayose was domiciled, the witness replied: ”It is not domiciled within my domain but from the document before me here I can see Apapa,” Prosecutor: ”Tell the court if the Peoples Democratic Party (PDP) maintained an account with your bank”. Witness: ”Not only PDP, but so many other political parties”. During cross-examination, the witness told the court that he made statements to the EFCC on June 6, 2016, and confirmed that he made no mention of the first accused in his earlier statement. In the cross-examination by the lawyer to Fayose, Agabi, the witness said that he only made mention of Fayose in his subsequent statements. Agabi then asked: ”You said your colleagues handled the transactions, so it means your narration here is based on what you were told.” The witness replied: ”I was told how the cash was processed.” Agabi: ”You had solicited for the defendant’s patronage before he came in as Governor.” Witness: “We solicited for patronage on the opening of
government account with bank, because part of my business is to look for deposits.” Agabi: “Until invited by the EFCC, you did not observe any abnormalities with this account,” Witness: ”No”. During cross-examination by the lawyer to the second accused, Ojo, the witness told the court that he had worked in banking sector for 28 years. He confirmed to the court that a person who is not a signatory to an account cannot make withdrawals from such account. According to the witness, there are withdrawal limits in every account and where withdrawals are to be made above the stipulated limits, it is reported to the Nigeria Financial Intelligence Unit (NFIU) to investigate such transaction. Ojo: “With respect to cash lodgments into these companies, your bank never lodged any report of suspicious transaction”. The witness replied: “We had no reason to do so”. Ojo: “Do you confirm stating to the EFCC that before the account opening of De Privateer, the sums of N200 million was lodged in the account”. Witness: “Yes”. Defence: ”You agree that before June 2014, huge sums of money had been lodged in the account of De Privateer,” Witness “Yes”. Ojo then asked ” Are you aware that the PDP before elections, organised fund raising, and do you know that political parties organise fund raising”? Witness” It is not impossible but I don’t know”. Ojo: ”I put it to you that you have never had any dealing with the account of the second defendant”. The witness replied: “You are correct”. Ojo then asked: “Your CCTV camera captures customers making lodgements in the bank?” Witness: ”If it is not faulty, it should .” EFCC then called its second witness, Mr. Abiodun Oshordi. The witness introduced himself as the Zonal head of the bank, covering South West 2 which includes Ondo, Kwara and Ekiti states, adding that he also supervises all branches in the three localities. Prosecutor: “Cast your mind to 2014 and tell the court what you know in relation to this case,” The witness told the court that he received a call from his colleague (Akande) that Agbele will be coming to make some lodgments and that he should organise a bullion van. He said that he waited for Agbele who arrived with one Sadiku and some escorts, adding that Sen. Musiliu Obanikoro, the then Minister of State for Defence, and his aide, also accompanied them. According to him, as soon as the aircraft arrived, he moved with the bullion van towards the plane to evacuate the money. Cites tax disputes between Kogi Govt and mobile operators as reason

Fayose of Fayose while some cash were taken to Ado-Ekiti. When asked to look at the deposits in the account of Spotless Ltd from June 17 to August 4, 2014, he told the court that there was a lodgment of N100 million on June 17. He said that on June 23, there was a cash lodgement of N49 milion, on June 24, a cash lodgement of N200 million while on August 4, there was a cash lodgement of N40 million. According to him, on same August 4, there were also cash lodgements in the sums of N35 million, N35 million, N24 million, N20 million and N14 million respectively. The witness told the court that Agbele made the deposit of June 17, while from the statement before him, he could see that it is written Ayo as depositor of the funds on August 4. Justice Mojisola Olatoregun has adjourned until January 21 and 28 for continuation of trial. According to the charge, on June 17, 2014, Fayose and Agbele were said to have taken possession of the sum of N1.2 billion, for purposes of funding his gubernatorial election campaign in Ekiti State, which sum they reasonably ought to have known formed part of crime proceeds. Fayose was alleged to have received a cash payment of the sum of $5 million (about N1.8 billion) from the then Minister of State for Defence, Sen. Musiliu Obanikoro, without going through any financial institution and which sum exceeded the amount allowed by law. He was also alleged to have retained the sum of N300 million in his bank account and took control of the aggregate sums of about N622 million which sum he ought to have known formed part of crime proceeds. Fayose was alleged to have procured De Privateer Ltd and Still Earth Ltd, to retain in their two bank accounts, the aggregate sums of N851 million which they reasonably ought to have known formed part of crime proceeds. Besides, the accused was alleged to have used the aggregate sums of about N1.6 billion to acquire properties in Lagos and Abuja, which sums he reasonably ought to have known formed part of crime proceeds. The accused was also alleged to have used the sum of N200 million to acquire a property in Abuja, in the name of his elder sister, Moji Oladeji, which sum he ought to know also forms crime proceeds. The offences contravened the provisions of sections 15(1), 15 (2), 15 (3), 16(2)(b), 16 (d), and 18 (c) of the Money Laundering Prohibition Act 2011.
Ten states and parts of Federal Capital Territory (FCT) may soon face telecommunications services blackout following tax disputes between Kogi State Government and mobile network operators. Chairman, Association of Licensed Telecommunication Operators (ALTON), Gbenga Adebayo, made this known on Monday in Lagos while briefing journalists on issues affecting the nation’s telecommunications industry. The ALTON chief said Kogi State Government had allegedly shut down 150 telecoms base transceiver stations belonging to mobile telecoms operators as a result of disputes arising from taxes and levies. “The operators, comprising MTN, Globacom, Airtel, 9Mobile and Ntel, said that 150 base stations have been shut by the state’s revenue agency, warning that if nothing is done, the effect would lead to blackout in nine other neighbouring states to Kogi and parts of Abuja. “The states to be affected include, Nassarawa, Benue, Enugu, Anambra, Edo, Ondo, Ekiti, Kwara and Niger,” he said. Adebayo said that the tax and levies being demanded by Kogi State was ‘unusual’ as they had nothing to do with
telecommunications services. “As a result of these actions by Kogi State Government, our members are unable to refuel power generators in these sites, a situation which has led to the outage of over 150 sites including hub sites across parts of Kogi State. “This will definitely affect nine states surrounding Kogi namely - Nasarawa, Benue, Enugu, Anambra, Edo, Ondo, Ekiti, Kwara, Niger states. These are states sharing borders with Kogi State, and Abuja, the FCT inclusive. “ALTON is worried that the action by Kogi will jeopardise communication services provided by us to security agencies such as the Nigeria Police Force, the Armed Forces in addition and to other emergency and social services in Kogi and other neighbouring states. “This will include affecting communication links to bank automated teller machines (ATM) across those states. “The outage currently being experienced is already affecting the ability of our members to provide uninterrupted service delivery to commercial banks, Central Bank of Nigeria, the Nigerian National Petroleum Corporation and other critical agencies of government in the aforementioned locations,” he said. The ALTON boss said that
telecommunications sites were Critical National Infrastructure (CNI) which should be safeguarded against any form of disruption. He said that the action followed an ex-parte court order obtained by the Kogi State Internal Revenue Service (KIRS) over unsubstantiated allegations that the telecom operators were in default of tax payments to the state government. According to him, ALTON members had settled all statutory levies and taxes due to the Kogi State Government and have taken the necessary steps to comply with local laws that govern business activities within Kogi State. He said that state governments were encouraged to explore other means of resolving tax-related disputes rather than sealing telecommunications sites. Adebayo noted that operators had made several overtures to Kogi State Internal Revenue Service (KIRS) in the past months in a bid to resolve the disputed issues amicably but the agency had remained adamant. He added that rather than resort to the Tax Arbitration Tribunal for intervention as is expected of a government agency, KIRS resorted to subtle intimidation by getting the sites shut down in a bid to coerce the operators into accepting the “illegal” taxes and levies.
Sack of 5 lawmakers: A’Ibom Assembly splits as factional speaker emerges Isaac Job, Uyo The crisis in the Akwa Ibom State House of Assembly worsened last night following the emergence of a factional speaker in the person of the member representing Essien Udim state constituency, Mr. Nse Ntuen. The factional speaker is among the five lawmakers whose seats were declared vacant by the state house of assembly led by the speaker, Barrister Onofiok Luke. The affected legislators it could be recalled has defected from the Peoples Democratic Party (PDP) to the All Progressives Congress (APC). They are Idongesit Ituen (Itu), Gabriel Tobby (Etim Ekpo/Ika), Victor Udofia (Ikono), Otobong Ndem (Mkpat Enin), and Nse Ntuen (Essien Udim). The Speaker of the AKHA cited section 109 sub. 1G of the 1999 constitution as amended, as basis for declaring the seats of the five lawmakers vacant. However, the action of the assembly was not without stiff resistance by the APC lawmakers as thugs suspected to be working for them invaded the premises of the assembly complex to stop the sitting of the House. The hoodlums numbering over a hundred arrived the assembly complex situated at Udo Udoma road, Uyo in the early hours of yesterday and blocked the main entrance to the complex. The thugs blocked the main entrance of assembly complex and also disrupted vehicular
and human traffic in and out of the complex. They made bonfires and shot sporadically into the air. But for the intervention of the security operatives, the thugs would have gained entrance to the Hallowed Chamber of the House. However, the hoodlums succeeded in smashing some doors and windows of the assembly complex. The House also passed a motion urging Governor Udom Emmanuel to name either the Akwa Ibom state University or the Ibom International Airport after a former Governor of the state, Obong Victor Attah in commemoration of his 80th birthday today. Speaking with journalists in Uyo last night, the factional speaker said that, their decision to change the Speaker followed members’ lack of confidence on the ability of Mr. Luke to lead the Assembly. He described the process that led to their purported sack as illegal, null and void as there were subsisting court orders even as the House rules and procedures were not duly and legally followed. “In the first place no such action as declaring our seat vacant took place because there was no mace, the former Speaker did not follow due legislative procedure of being announced into the chamber by the Sergeant at Arms rather he came in through the back door. “What happened in the House today was a normal legislative thing. We were supposed to sit on Tuesday, but yesterday (Sunday) we got notices that the sitting had been rescheduled
for today because of the public holiday on Tuesday and nobody objected to that. Unfortunately this morning when I came to the house, the gate was barricaded and we were not allowed to go into the premises. “Moreover, the purported action was not in the order paper for today’s plenary. The two items in the order paper were the consideration of the appropriation bill sent to the House by Governor Udom Emmanuel and a commemorative sitting for former Governor Victor Attah. “So in the light of these anomalies, members sat and elected me as the new Speaker. We will reconvene on Wednesday when other positions will be filled. “This will not be the first time a minority member will be elected a head of a legislature. The Senate President of the Nigerian Senate is a minority member.” He explained. Ntuen wondered why Mr. Luke would unilaterally declare their seat vacant when that of a member who defected to the PDP from APC last year was not given the same treatment. “So we elected a new Speaker because Luke is not good enough to be Speaker. EFCC arraigns Kano GPN guber candidate, Short News FUNAAB to honour Prof 1 other for alleged $1.3m fraud Andrew Orolua, Abuja The Economic and Financial Crimes Commission (EFCC) Monday arraigned Abdulsalam Saleh Abdulkareem, a governorship candidate of the Green Party of Nigeria, GPN, and one Ebere Nzekwe, before Justice Lewis Allagoa of the Federal High Court, Kano. A statement by Ag. Head, Media & Publicity EFCC, Tony Orilade stated that Abdulkareem and Nzekwe were docked on a nine-count charge of criminal conspiracy and obtaining money by false pretence to the tune of $1,320,000.00. The petitioner alleged that sometimes in 2014, the defendants connived to fraudulently obtained the said sum from him in the belief that it would be used for business investment which eventually turned out to be false. Abdulsalam also allegedly met with his Personal Assistant, one Muhannat in a
hotel in Republic of Kuwait for a talk on the said dealings. The meeting led to his (Abdulsalam’s) invitation to Nigeria via a company, Seit Nigeria Limited. It was during this meeting that the total sum of One Million Five hundred USD (1,500, 000USD) was displayed to him as the sum belonging to the alleged partner in the acclaimed investment. One of the counts reads: ‘’That you Abdulkareem Saleh Abdulsalam, Ebere Nzechukwu (aka General Aria), Michael Edosa (at Large), sometime in August 2014, at Kano within the Kano Judicial Division of the High Court, with intent to defraud, conspired to obtain the total sum of one million, three hundred and twenty thousand dollars ($1,320,000.00) from Dr. Jamman Al-Azmi when you represented that you have the capacity to partner with him for joint venture business, which representation you knew to be false, thereby committing an offence contrary to Section 1(1)(a) of the Advance Fee Fraud and Other Fraud Related Offences Act, 2006, and punishable under Section 1(3) of
the same Act.’’ Both defendants pleaded “not guilty” when the charges were read to them. Prosecuting Counsel, Johnson Ojogbane, asked the court for a date for hearing sequel to the plea of the accused persons. The defence counsel, Dr. K.M. Liman, SAN and Chris Asekome, however, moved their bail and prayed the judge to grant the defendants bail as “they have already been enjoying an administrative bail given by EFCC”. Ojogbane did not oppose the application for bail but stated that “if his lordship is inclined to grant their bail, he should do so with the knowledge that the first accused person jumped bail and did not show up the last time the matter was fixed which made it to be adjourned for today”. Justice Allagoa, thereafter, granted the accused persons bail in the sum of N100 million and one surety in like sum; the surety, the judge said must have a landed property in Kano. The case has been adjourned to January 29 and 30, 2019 for hearing.

Also no fewer than 3, 548 students of the FUNAAB will on Thursday be graduating with Bachelor’s degrees during the 26th Convocation ceremony of the institution. Of these, a total of 113 will be graduating with first class honours degrees, 1,327 in the Second Class Upper Division, 1,533 in the Second\ Class Lower Division, 502 had third Class, while 30 has pass degrees. FG committed to reducing NOMA disease Doosuur Iwambe, Abuja The Minister of State for Health, Dr. Osagie Ehanire has reiterated federal government’s commitment to reducing the cases of Noma disease in Nigeria. Speaking while delivering his welcome address to commemorate the 2018 National NOMA Day on Monday in Abuja, the Minister noted that even though the epidemiological data on Noma is still scarce, current estimate of the global incidence shows about 30,000 – 40,000 cases every year with mortality rate of 85 percent. He informed that Noma is derived from the Greek word the Devour or Cancrum Oris, adding that it is a devastating infectious disease that destroys the soft and hard tissues of the oral and para- oral structure. Attributing the disease to poor oral hygiene and predisposing serious illness, Dr. Ehanire however disclosed that government has given high priority to early detection of the disease
to reduce incidence and improve the chances of those in contract with the disease. “Noma can be prevented by a combination of common measures like creating more national awareness of the disease, reducing poverty, improving hygiene, sanitation and nutrition, promoting exclusive breastfeeding in the first six months of life, improving prenatal care, vaccination against common childhood diseases and, above all, early detection and treatment of ulcerative gingivitis and stomatitis. “Noma was declared a priority disease of the African region by the World Health Organisation (WHO) Regional Committee in 1998 and is one of 41 priority diseases of the Integrated Disease Surveillance and Response (IDSR) that are targeted for elimination in Nigeria. “The Federal Ministry of Health has been working with partners like the World Health Organisation African Region (WHO Afro), Medecins Sans Frontieres (MSF-H), Hilfsaktion Noma, Oral Health Advocacy Initiative (OHAI) and other stakeholders on the best strategy to tackle the Noma scourge
in Nigeria. “A triennial action plan for Noma control was developed at the maiden edition of the Noma Day with support from WHO. Training of Healthcare workers, National Orientation Agency Officers as well as Community Volunteers on Noma and other oral health conditions, is currently ongoing, to facilitate awareness creation and encourage the afflicted to seek early care,” he said. He urged all health stakeholders, development partners, and other NGO to deliberate exhaustively during the stakeholders meeting to develop a robust triennial plan and roadmap that would actualise the control and eradication of the disease in Nigeria and African sub region in general. In his goodwill message, the WHO country representative in Nigeria, Dr Wondi Alemu who spoke through Dr Rex Mpazanje said that Noma could be prevented by providing good nutrition, sanitation facilities, vaccination and maintaining good personal and environmental hygiene.

Adamawa trains women, youths on skills acquisition Dan Garba, Yola About 10,700 women and youths of Adamawa state have been trained in various skills acquisition from 2015 to date. The State Coordinator and Senior Special Assistant (SSA) to the Governor on Poverty Alleviation and Wealth Coordination (PAWECO), Alhaji Ayuba Audu, made this known to journalists on Sunday in Yola. Audu said that the core objective of the training programme was to eradicate poverty and create wealth among women and youths across the state. “In line with the Federal Government’s efforts towards human empowerment programme in the North East, the Adamawa government has trained about 10,700 women and youths in various skills. “The training programme was in collaboration with Federal Government agencies, UNDP and some Non-Governmental organisations,” Audu said. He said some of the beneficiaries were sent to Republic of Mali to study how to mould mud blocks with machines.

Combatting corruption and illicit financial flows in Nigeria: Measures taken by the EFCC (2)

The Money Laundering Act 2011 (As Amended), provides for the total forfeiture of funds that are not declared to the Nigerian Customs at the entry and exit points of the country. The EFCC has therefore confiscated large sums of money at our airports and land borders and several offenders have been arrested, prosecuted, convicted and the cash forfeited to federal government of Nigeria. The Commission has also recorded significant convictions from 2015 to date. While conviction records stand at 703 over the same period, about 35 was in respect of cross border cash movement involving forfeiture of about $28.5 million USD to the Federal Government of Nigeria. The success recorded is as a result of cooperation and synergy that exist between the EFCC and sister agencies such as the Nigerian Customs Service and the National Drug Law Enforcement Agency. The Commission is also prosecuting an international bribery case involving Malabu oil and gas, Shell and Nigeria AGIP oil bothering on bribery of Nigeria officials for allocation of oil well in the Niger Delta. The recently introduced whistle blower policy which provides for monetary reward for whistle blowers is a wonderful tool that has assisted the commission in recording successes. Examples are: $43.8 m USD discovered in Ikoyi, Lagos,N40 million abandoned at Kaduna international airport 250m discovered in ware House in Balogun Market in Lagos and $9.8 million discovered in Kaduna at a building belonging to a former GMD NNPC. The Commission has effectively utilised legislations on conviction and non-conviction based asset recovery to recover billions of Naira in cash and assets linked to military generals and other politically exposed persons domestically and abroad. Currently the Commission is prosecuting not less than 16 former governors and ex-top government officials for money laundering and related offences with convictions recorded this year in the cases of former governors Jolly Nyame and Joshua Dariye (both former governors) for procurement and money laundering offences. Between 2015 to November 2018, the commission recovered over N794 billion made up of interim and final recoveries for third parties, corporate organizations, government agencies and individuals.
Recoveries have also been made in real estates, vessels, automobiles, machinery/ equipment, shops, petroleum products and other perishables. Our desire to curb illicit financial flows further led to the establishment of a dedicated special tax investigation team to work closely with officials of the FIRS and the Revenue Mobilization and Fiscal Commission in identifying and prosecuting culprits who have evaded tax. The synergy between the Commission and these agencies have led to recovery of N27,712,334,455.64 between January to December 2017 alone. However, a lot still has to be done by countries in the area of asset tracing, recovery and return by putting in place the necessary legal and institutional framework for repatriation of stolen assets. More resources have to be dedicated to the legal and technical expertise to handle complex and costly cases involving developing countries. On the Continental stage, the need for African anti-corruption agencies to collaborate and synergize more than ever to ensure maximum cooperation devoid of complex technical policy and legal intricacies, cannot be overemphasized. There must create a robust international legal framework for combating illicit financial flows and enduring assets recovery regime in Africa. Traditional challenges militating against effective international cooperation must be surmounted. Such barriers include a lack of effective legal basis for cooperation in some countries, differences in legal and procedural frameworks, language barriers, resource issues, dual criminality issues and jurisdictional issues. There must be concerted efforts to check these challenges and the first step is to develop a guideline on how governments and law enforcement agencies can work together to recover stolen assets so that these traditional challenges that hinder international cooperation would be reduced. We should build informal networks and relationships to ensure sharing of intelligence among our law enforcement organizations. There must be spontaneous exchanges of information even in absence of a formal request. Periodic bilateral meetings to discuss international cooperation issues bothering on corruption and other cross boarder crimes. The need for an effective domestic legislation is also imperative. We must take
measures to strengthen assets forfeiture and recovery legal frame work in our countries. There must be synergy between law enforcement institutions, tax authorities etc in Nigeria. Exchange of information is also very crucial. Civil forfeiture regime otherwise known as (Non conviction Based) assets confiscation must be enhanced by creating a legal framework for the regime. In Nigeria, Proceeds of Crimes Bill incorporating (Non conviction Based) assets confiscation regime is already before the National Assembly for enactment. The passage of the Bill will eventually encourage multilateral treaties between Nigeria and other countries especially in respect of return of stolen assets. We must implement comprehensive, strategic policies and best practices for rapid tracing, freezing and repatriating stolen assets. While Nigeria has made some progress as regards anti-corruptions laws such as the Money Laundering (amendment) Bill, Whistle Blowers Bill and Witness Protection Bill which are also before the National Assembly, it is critical for other African countries to enact such similar laws. Africa must therefore unite to fight the scourge of IFF from the Continent by seeking practical measures that will strengthen domestic legal frameworks and international cooperation mechanisms through global and continental instruments of UNCAC and AUCPCC respectively. We must ensure fiscal and public contracting transparency. We must strengthen our procurement process to ensure transparency and accountability. Our President recently signed two executive orders one of which is to improve the business environment with Bureau for Public Procurement publishing bids for all public procurement as well as winners of the bids. This policy was designed to ensure public trust in the procurement process. It is also desirable for African countries to establish public central registers of companies’ where beneficial ownership information on all legal entities and banks to reveal true beneficial owners of accounts in Bank accounts and financial institutions can be sourced. We propose that our various Companies and Allied Matters laws should be strengthened to ensure disclosure by companies of any substantial share holdings. Also, we must implement the principles of
Open Government Partnership and open data standards as platform for implementation of beneficial ownership. Other measures will include providing Comprehensive legal framework for implementation, effective International collaboration, capacity building, strict enforcement of sanctions, and sustained engagement with organized private sector in various countries to curb illicit financial flows. Above all the Civil Society Organizations must be recognized as watchdog. We must embrace enhanced investigation techniques for gathering intelligence and tracing stolen assets. In addition we must train our investigators on asset forfeiture and recovery management techniques. There must be cooperation and collaboration between law enforcement Agencies of our countries especially in respect of exchange information on illicit financial flows. We must insist that recovered stolen assets should be returned to the country of origin, in line with Article 51 of UNCAC without any precondition. Furthermore, both returning and receiving countries should agree to apply the highest possible standards of transparency at all stages of the recovery and return process. We should also commit to apply the highest possible standards of accountability in the management and disposal of recovered and returned stolen assets by applying the returned stolen assets to remedy the harm their theft caused to the society. Africa must seek to address the salient regulatory issues involving value chain to effectively curb Illicit Financial Flows. The use of settlements as well as any other form of victims’ compensation should be transparent. We should strengthen institutions and systems to prevent and prosecute tax evasion. The admonition of President Buhari to fellow African leaders to ratify the AUCPCC should be acted on as a matter of urgency, and sign the instrument. There is also the urgent need for African countries to develop a common position on Asset recovery and repatriation. All Member African States should implement the 8 - point recommendation of the 2015 High Level Panel report on IFF. This, in my opinion is the panacea for curbing the scourge of illicit financial flows in Nigeria and indeed all of Africa. Concluded

In the next few months, Nigerians will face the challenge of another round of elections, following the expiration of the four years of the President Muhammadu Buhari’s Administration. Though this is a four years ritual, the next general election is instructive as it has implications for our future. This is in view of where we were before the Buhari Presidency and where we intend to be from 2019. As usual, the political field has been alive with different political gladiators promising to fix one thing or the other to make Nigeria better. In a democracy, this is surely a good idea as it offers the electorate the benefit of choice, because democracy is a market place of ideas. And luckily too, some of those offering themselves to lead the nation are people we all know their antecedents. This no doubt offers an idea of their pedigree even before being given the privilege of leading Nigeria in 2019. We must however not fail to remember the need to ‘shine our eyes’ before we are fooled by some of these political gladiators, using their actions and inactions in the offices they occupy or used to occupy as parameters. Just before the PDP presidential primary, some suddenly became emergency marketers of restructuring, all in a bid to pull wool over our eyes.
These were the same characters who played significant roles either as vice president, speaker, governors, senators etc during the 16 years that the Peoples Democratic Party (PDP) was at the helm of affairs of the nation. That period was undoubtedly an era where Nigeria made stupendous wealth from oil as oil was sold in the international marker for over 100 dollars for years and our resources were looted like never before. Take your mind back to this era, and ask yourself what impact these people made with the resources at their disposal at their levels in government. In contrast, though Nigeria is making far less than the PDP era in revenue, Nigeria has made far much progress under the Buhari presidency in the last three years than PDP’s 16 years. All over the nation, life transforming projects are being executed like never before. Though, those who made life difficult for Nigerians have feigned ignorance, the results are there for all to see. That was why one was very happy when Information and Culture Minister, Alhaji Lai Mohammed laid it bare when he was challenged to name some of the hundreds of projects government claimed to have done and is doing in the South–East. Not only did he name the projects, he equally listed their locations, cost and completion dates.
This was the same zone where President Buhari got the least number of votes in the 2015 Presidential election, the same south–east that cried marginalization throughout, the 16 years of the PDP misrule. Today, even the world knows that there is a new sheriff in town and this has shored up our profile positively on the global arena. World leaders are now saying that Nigeria has a president that they are proud to associate with. This in turn has rubbed off on Nigerians, as we are now treated with respect when we travel abroad. In addition, there is no hiding the fact that the present administration has drummed it into the consciousness of Nigerians that it will no longer be business as usual in government business. Gone are those days when public official dipped their hands into the cookie jar without being challenged because the times have changed. Though, it is not yet all Uhuru in the fight against corruption, the fact that Nigerians know that they will face the music, if they fail the integrity test is a plus for this administration. We must also not forget that if past administrations had diversified our economy, Nigeria would have fared better today. Because of the sweet aroma
of Petro dollars, the PDP lived like the prodigal son up till the end of the Jonathan administration in 2015. That was why it did not take long for Nigeria to slide into a recession, which thankfully the Buhari administration has taken us out of by putting on its thinking cap. Today, this administration is doing a lot in the area of diversification through agriculture, mineral resources, tourism and more. The gains recorded in agriculture and mineral resources are unprecedented in our national history, as these sectors are now money spinners for our country. Across all sectors, the success stories keep increasing by the day, to the admiration of Nigerians at home and in the Diaspora. Will Nigerians forget in a hurry how Boko Haram and other acts of terrorism almost killed the Nigerian project? Though this administration may not have met all our expectations, the good news is that President Buhari whose candidature has been ratified by APC for 2019 has left no one in doubt that he has the capacity to deliver. That is key. We must not allow anyone or anything to reverse the gains we all laboured to achieve by voting for another four years of Buhari administration in 2019. The process starts now.

Election is defined as a formal and organised way of choosing people for a political office or other positions. In Nigeria, elective democracy was introduced in May 1919, when the Township Ordinance gave right to vote for three members of Lagos Town Council to some men. The first election to the council was held on 29 March 1920. The first national election to be held in Nigeria was in 1959, and in 1965. Elections were held in the southern region of Nigeria. After a long period of military rule, the 1983 general election took place. This was however cut short by the December 1983 coup that brought Muhammadu Buhari as Head of State. In 1993, the country witnessed another general election that was adjudged as the most free, fair and credible elections by both local and international observers. The said election was presumably won by Chief MKO Abiola, but sadly the results were annulled by the then Military President General Ibrahim Babangida. From 1999 till date, the country has enjoyed uninterrupted democratic dispensation witnessing four successive elections and the fifth coming up in February 2019. Election makes a fundamental contribution to democratic governance as it enables voters and citizens to choose leaders and representatives and to hold them responsible and accountable for their actions in office as they are only elected to serve the people for a defined period of time as allowed by the country’s constitution. In a developed democracy, because those in elective positions are conscious of the fact that they are required to submit themselves for periodic elections, they tend to put in their best to serve the people knowing full well that their performance will be the determining factor for their re-election. This is why we have high rate of fulfilling election campaign promises; it also go beyond individual candidates vying for various elective positions to the general political ideology. Moreover, where the electoral processes is competitive and forces parties and candidates to expose their records and future performances to proper scrutiny, election serves as a platform for the discussions and debates on public issues and policies. It also serves as facilitator of public expressions. Election thus provides political education for citizens and ensures the responsiveness of democratic governments to the yearnings of the people. It also serves as acts to legitimise the acts of those who wields power. Elections seem to facilitate social and political integrations and it is also a tool to actualize a self-actualising purpose by confirming the worth and dignity of individual citizens as human beings. Whatever other needs, participations in an elections serves to reinforce the worth and self esteem of individual voters. As 2019 general elections draw nearer, voting gives the citizenry an opportunity to have a say in issues pertaining to their lives and through expressing partisanship, to satisfy their needs to have a sense of belonging. Seeing the importance of elections and the powers of the electorate, it is therefore important for the electorate to know those characteristics an individual possess before casting their votes. In that case, the electorate can be glad with the choice of the candidate he or she made to
represent them at all level since the aim is to bring development to their communities. Whether held under authoritarian or democratic regimes, election has ritualistic aspects. Campaigns that precede elections are dramatic events occasioned by rallies, posters, banners, and television coverage, all of which draw attention to the importance of participations on the events. Candidates, groups and political parties and others representing diverse opinions and objectives combine to invoke the spirit of nationalism. Whatever the peculiar national or regional or local variations, elections are events that arouse emotions, and channelling these emotions and passions into collective symbols help in breaking the monotony of national life and focus attentions on the common fate. Most elections do not determine public policies but instead confer on a small group of officials the authority to determine public policies through the instrumentality of laws and other devices on behalf of the whole. Political parties are central to the elections of public officers, the selections and nominations of candidates, a central and vital first stage in the electoral processes, generally lies in the hands of political parties:, an election only serves as the final process in the recruitments of public officials. The party systems can thus be regarded as an extension of the electoral processes. In Nigeria today, we have repeated cases of vote buying which has made the electorate to deprive themselves of the right to question the performance of their elected representatives. This is so because the officials believe they bought the conscious of the people they are representing hence making them act as lords when in the real sense reverse should have been the case. For instance, an average Briton see himself as very busy, that is why he will tell you boldly that the Prime Minister is there to serve and they can hold her accountable for any slightest wrong committed and ultimately remove her from office if need be. This is why you have all elected officers performing based on their campaign promises. It is no longer news that in developed democracies politicians are removed from office for failure to account for just £1,000 or he can be made to explain why the state funds was used to pay for his utility bills. What do we have in Africa? Leaders feeding fat on our commonwealth and at the same time depriving us from questioning their actions because they believe with the state resources in their disposal they can have their way during any election period. This could have been avoided if credible individuals were voted in from the onset of the current democratic dispensation. However, it is not late to remedy the situation if we can collectively look at individual track records and vote wisely and not along party lines, but based on what we think they can offer and reject whatever the obviously morally bankrupt politicians are offering which will continue to make our collective development a mirage . Voting for the right candidates give us the latitude to call them to order whenever we feel they are not representing us well. This will no doubt lead to appreciable development of our country and we will all be glad to have lived a good legacy for the future generations.
OUR POSITION Need to overhaul nation’s security architecture The need to overhaul the nation’s security architecture has been over emphasised in the last one year. It is instructive to note that the main reason for the persistence calls for a thorough overhaul of the security network by almost all the segments of the society is not far fetched. It is principally to ensure peace, cohesion and to rejuvenate the national security . The overhaul of the national security architecture has become imperative as the country faces political campaigns and election year. If the experiences of political party primaries are to be a guide as to what we should expect from campaigns that will begin today, then the public definitely need assurances and confidence of the security agencies that they would guarantee credible, free and fair elections. While we commend the heads of the key security agencies that have put in their best in the last three years for degrading the insurgents, we strongly believe that the emerging challenges such as the circumstance leading to the killings of Major General Idris Alkali (rtd) , the kidnapping and the eventual killing of the Paramount Chief of the Adara Chiefdom in Kaduna State , His Royal Highness , the Agom Adara , Dr . Maiwada Raphael Galadima amplified the call for an overhaul. Like the Chief of the Army Staff (COAS), Lieutenant General Tukur Buratai stated recently when the Governor of Plateau State , Mr. Simon Lalong paid him a condolence visit on the death of General Alkali, “ the security architecture of the country must be reviewed to ensure that current killings are stopped.” According to him, the death of Major General Idris Alkali, who was killed by yet to be arrested persons in Dura Du community in Jos South Local Government Area of Plateau State on September 3, 2018 should be “ a wake up call for all including the military to be decisive on the issues of insecurity in the country.” General Alkali and Galadima cases are just one among many instances of killing of innocent people. Several Nigerians have been killed in communities whose cases are not investigated and even where investigations are caused to commence have remained inconclusive and suspects are not prosecuted. Even at that, security remains
fundamentally the focus of good governance. When authorities renegade it, so many things goes wrong and peace suffered. Presently, we have a very big gap between arrests and prosecution in our hands while the security and prosecution agencies must bridge the gap. Going forward, we believe that the time has come for the government to invest heavily on intelligence gathering to reduce social evils in the society. It is taking us as a country too long to realise the need for peace despite our bitter experiences of civil war, several unrests that arose from communal clashes, political unrest and the ongoing Boko Haram insurgency that has taken us about 10 years to bring the infamous action to an end. We therefore lend our voice to the persistence calls for a total overhaul of the security system with a view to replacing security chiefs who have overstayed their welcome. We are of the opinion that decisive action on the country’s architecture will restore public confidence on nation’s security agencies. We submit that the way forward is to ensure harmony and cohesion between the larger society and security forces for positive development.

Short News 2019: APC candidate alleges plot to substitute candidature ...Petitions INEC, Oshiomhole Tom Okpe, Abuja A Lagos State House of Assembly candidate of the All Progressives Congress, Olawale Rauf Age Sulaiman, has cried out over an attempt to substitute his candidacy for Amuwo Odofin ‘2’ constituency ahead of the 2019 general elections declaring that he did not, at any time sign any letter, withdrawing his candidacy. Raising the alarm through a letter written by his lawyer, Gbadeyan & co, to the party National Chairman, Adams Oshiomhole, dated 15th November, 2019, the candidate cautioned the party on what he termed “unrelenting efforts by some persons within the Lagos state chapter of the party to substitute his name with that of Hon. Akeem Bello as candidate for Amuwo Odofin ‘2’ constituency of Lagos state House of Assembly”. Nigeria, India relations mutually beneficial - Buhari Mathew Dadiya, Abuja President Muhammadu Buhari has said that the relations between Nigeria and India is a worthy one, and mutually beneficial. Receiving the outgoing Indian High Commissioner to Nigeria, His Excellency B.N Reddy, at a farewell audience in State House on Monday, in Abuja, the President recalled that he had his military staff college training in India in the early 1970s, and commended the country for managing its multi-party democracy quite well. “In spite of the huge population, you have also managed your security and economy efficiently. There is steadfast improvement,” Buhari said. The High Commissioner, who spent two-and-a-half years in Nigeria, said it was a pleasurable experience for him and his family, adding: “We depart with heavy hearts. We had a rewarding time. You are a country of great diversity, and we enjoyed our stay here.”

2019: APC threatens aggrieved failed aspirants with disciplinary actions ...Saraki humiliated in Kwara - Oshiomhole
Tom Okpe, Abuja The National Working Committee (NWC) of the All Progressives Congress (APC) has threatened aggrieved members of the party to either sheathe their swords or face disciplinary actions from the party. Their grievances arose from the result of the party primary election held in October where some notable members of the party claimed to be deprived of their intentions thereby headed for the law court for redress. Some members of the party already in court against the Party includes; Minister of Communications Adebayo Shittu, Minister of Niger Delta Usain Uguru, Governor Rochas Okorocha’s son-law, Uche Nwosu, Senator Magnus Abbey and other aggrieved Senatorial and governorship aspirants. In a statement signed on Monday in Abuja by
the party’s National Publicity Secretary, Mallam Lanre Issa-Onilu said the NWC frowned on the actions of some party members who have resorted to litigation as a way of addressing their perceived grievances and disputations without exhausting the party’s dispute resolution mechanism. This growing trend, he said; “is viewed by the party as a manifest indiscipline which is considered as anti-party as it goes against our party’s constitution. “We therefore advise such members to take this warning very seriously as failure to comply with the party’s dispute resolution procedures would be met with the stipulated disciplinary actions. “We hereby strongly advise such members to withdraw all court cases, while approaching the appropriate party organs with a view to resolving any outstanding disputes. In addition to this, aggrieved members are urged to take full advantage of the reconciliation committees the party has just put in place”.
The party advised members to understand that as a progressive party that operates on the principle of change, “it is not a matter of choice to keep to the rules”. Meanwhile, the national chairman of the party, Comrade Adams Oshiomhole has mocked the Senate president, Bukola saraki in what he described as the ‘humiliating defeat’ he suffered in the hands of Kwara people in the last Saturday re-run national assembly election in the state. Speaking to journalists at the party secretariat in Abuja after rising from NWC meeting on Monday, Oshiomhole said that Kwara people is ready to dismantle the Saraki failed attempt to install his own variance of a political culture which he is the only constant decimal. He said. “In his own case what the people of Kwara have done to him is that they are going to politically bury him come February next year and he has seen the first warning”.
The Kwara Chapter of the All Progressives Congress (APC) has condoled with the families of its members who died in a road crash along Omu-Aran-Oro road on Sunday In a statement issued in Ilorin, Kwara State, on Monday, the Chairman of Kwara APC, Hon Bashir Bolarinwa, expressed shock and sadness at the death of four members and the injuries suffered by others in the crash. The Chairman prayed that God will grant the families of the deceased the strength to bear their losses and also grant repose to the souls of the departed. ‘’We urge all our members and supporters across the state to keep the families of our deceased members and those who were injured in the accident in their prayers,’’ Hon Bolarinwa said.
Zamfara twins released after paying N15m ransom Umar Faruk, Gusau The twins girls kidnapped about a month ago in Zamfara state have regained their freedom after allegedly paying ransom of N15 million to their abductors. Our reporter who visited the family of the twin sisters gathered that well wishers and sympathisers have been trooping to their resident to console with the victims. A family Source told our reporter that the abducted twin sisters were release on Saturday after series of negotiations. According to him, the money (ransom) was raised from donations made by some politicians, families, friends and some wealthy individuals within and outside the state.

EFCC loses bid to transfer Shekarau’s case Yakubu Salisu, Kano
A Federal High Court sitting in Kano on Monday, presided over by Justice Luis has dismissed a motion on notice seeking the transfer of a case involving the former Governor of Kano state, Ibrahim Shekarau and two others over alleged N950 million suit boarding on money Laundering over fear of insecurity. The Prosecuting Counsel to EFCC, J A. Ojogbane argues that, the rationale behind the move to transfer the case is connected to the breakdown of law and order resulting to a face-off between the supporters of Shekarau and security personnel at the court premises on the first arraignment day. According to Ojogbane, the EFCC operatives of the EFCC narrowly escaped lynching by the rampaging supporters who beseeched the court causing stampede and were later held hostage at their head office
till 8pm on that fateful day, till Shekarau was released on bail after fulfilling the bail conditions. Furthermore, he told the court that the lives of his witnesses as well as himself was being threatened, this, he said would prevent his witnesses from testifying hence, the need for an urgent transfer of the case to a more secured location within the country. “Considering the traumatic experience we went through during the first arraignment, and the series of threat we have received so far, the prosecution is very apprehensive. The 3 witnesses are also afraid to testify as they are being threatened by unknown persons. Adding that, only one of them agreed that his name should be used on the affidavit submitted before the court” The Defense Counsel, Sam Ologunorisa, SAN, in his argument, countered the motion that it was just a ploy by the EFCC to stall the trial as it appeared they were not
ready to continue the case. According to him, the motion which was hurriedly filed before the court on the 13th of of October 2018 and which he received a copy on Friday 16th October should not be granted as the court has no jurisdiction for such. Ologunorisa pointed out that, in a criminal case, it is not right, fair and proper for the prosecution to dictate, chose a venue or judge to preside over a case. He noted that, the affidavit filed is self contradictory as the first 3 witnesses on record are all EFCC’s operatives arguing that the current motion has the name of a one Aliyu Da’u Aliyu as a witness whom he said was never a witness in the case that his alleged fear cannot inform the decision to transfer the case. However, the presiding Judge, Luis dismissed the motion seeking for case transfer and adjourned the case till 3rd and 4th December for trial.

Short News 1, 714 NYSC members take oath of allegiance in Kwara Kehinde Akinpelu, Ilorin A total of 1,714 members of the National Youth Service Corps (NYSC) on Monday took oath of allegiance in the Batch C (Stream II) orientation course in Kwara. The NYSC Coordinator in the state, Mrs Ikupolati Esther Tosin, said during the oath-taking that the NYSC members were made up of 878 females and 837 males. The swearing in took place at the NYSC Permanent Orientation Camp in Yikpata, Edu Local Government Area of Kwara, administered by the state’s Chief Judge, represented by Justice S.A. Oyinloye. Ikupolati said the orientation marked the beginning of the induction, training and development of Nigerian Youths, who have successfully passed through the four-walls of their various higher institution of learning. “It also marks the beginning of yet another phase in their lives. Therefore, I sincerely congratulate you all for your laudable achievement,” she added, The State Coordinator told the corps members that there would be strict observance of regimentation in all activities during the three weeks orientation course.

We must bring perpetrators of violence to justice - Senator Abe Amaka Agbu, Port Harcourt The Senator representing Rivers SouthEast Senatorial District in the National Assembly, Senator Magnus Ngei Abe, has called on all sons and daughters of Rivers State to support the security agencies and insist that all perpetrators of the current violence in the state must be brought to justice. Senator Abe, in a statement issued yesterday and signed by his Spokesperson, Mr. Parry Saroh Benson condemned the recent spate of violence which, he said, was taking on an alarming dimension, as the 2019 elections drew near. The Senator while reacting to the kidnap and killing of an APC chieftain in Ikwerre Local Government Area of the State, Mr. Samuel Nwanjoku, described his demise as shocking, and a great tragedy.
He said: “The news of the brutal murder of a frontline politician in Ikwerre Local Government Area, Mr. Samuel Nwanjoku, has come to me as a shock, it is indeed a great tragedy. The senseless murder of this fine and patriotic Rivers man is a clear pointer to the fact that our state is heading for another orgy of violence and mayhem if we do not act now to bring it to an end.” The statement read in part: “It is unfortunate that violence has continued to escalate in Rivers State, I call on all rightthinking Rivers sons and daughters to join hands, let us together raise our voices as one and say, it is enough. We must support the security agencies and insist that the perpetrators of this dastardly act must be named, shamed and dealt with according to law.” He condoled the family and all the members of the All Progressives Congress (APC) in Rivers State for their loss.
The Senator who is the Chairman, Senate Committee on FERMA, also condemned in its entirety the recent attack on Architect Tonye Cole and his team in Bakana, Degema Local Government Area in the State, describing it as barbaric, cowardly and childish, capable of plunging the state into an undeserved chaos. He said, “People must be allowed to freely canvass their preferences, market themselves and their ideas without intimidation, violence or hindrance.” He then called on all political leaders in the State not to simply condemn violence but to also create a forum where all could work together to see that violent actions were dealt with according to law. “It must never be allowed to repeat itself, whoever the perpetrators are, wherever they are, they must be brought to justice. The price of inaction will be too high for us to bear,” he cried out.
A former gubernatorial aspirant under the New Nigeria Peoples Party, ANPP Dr Samaila Dahuwa has dumped the party for the All Progressives Congress (APC) citing lack of internal democracy and injustice as some of his reasons. Dr Dahuwa who promised to remain in active politics said, “I will never again join mushroom party that is been manipulated by some people. I decided that if at all I will join any party, that party must be APC or PDP. So I and my supporters decided that we all should go to the APC”. He said his decision to join the APC was taken after series of discussions with various stakeholders of both the APC and the PDP and considering some of the factors such as quality and purposeful leadership the APC was discovered to be the best in terms of leadership and character. Dahuwa while pledging to abide by the rules and regulations governing the APC pointed out that the party has the best candidates aspiring for various positions across the country, saying, “We will work towards the success of the All Progressives Congress (APC) in 2019 and beyond.
Maulud: Dogara calls on Muslims to replicate virtues of tolerance, piety, honesty
As Muslim faithful in Nigeria join their counterparts the world over to commemorate the Eid Maulud, the birthday of Prophet Muhammad, Speaker of the House of Representatives, Hon. Yakubu Dogara has called on the Ummah to replicate in their lives, the virtues of righteousness, honestly, charity and peaceful coexistence as exemplified by the prophet. Britain cautions Nigerian security agencies ahead of 2019, urges NASS to enact people - oriented laws Tunde Opalana, Abuja The British government has cautioned the Nigerian security agencies and their operatives to guide against unprofessional conduct while discharging election duties during next year’s general polls in the country. This is coming twenty four hours after issuing a joint statement with other leading countries of the world on the need for relevant stakeholders in Nigeria to get things right in the 2019 general elections. Apparently interested in the successful conduct of the 2019 polls, the country charged all stakeholders involved in election process to be mindful of conducting free, fair and credible elections which will be acceptable to average Nigerians and I he international community. Britain further warned that the choice of Nigerians must be allowed to prevail in the elections by all bodies participating in the process. The Acting British High Commissioner to Nigeria, Harriet Thompson made this position known in an interview with journalists after paying a courtesy visit to the leadership of the Nigerian Senate at the office of the Senate President, Bukola Saraki on Monday. Thompson in the interview said issues surrounding the conduct of the elections and legislative interventions inform of required bills needed for improvement of
welfare of Nigerians were discussed . According to her, aside the electoral body, the Independent National Electoral Commission (INEC), that is expected to be impartial, the security agencies should also be seen to be impartial as well. “As far as we are concern, intimidation, vote-buying, that we saw in the recent governorship elections and the violence that we saw around party primaries are worrisome and we are urging all parties to refrain from that. “We call again on the security agencies to remain impartial and to not interfere in the electoral process “We recall the important roles of INEC and they should ensure that these elections are generally fair and will lead to the outcome that the Nigerian people chose,” she stressed. “We are here at the National Assembly to draw attention to the statement released yesterday ( Sunday) by the international community including the UK on the occasion of the beginning of formal campaign season. “We drew attention to the fact that that as friends of Nigerians and maintaining our resolutely, objective position, we do not support any particular candidate or political party. “We are strongly in support of a process that will be free, fair and credible, and that leads to the right outcome for Nigeria. “We look forward to seeing the electoral parties set out their campaign issues and leading to transparent play so that the people of Nigeria can choose the candidates
that will be best to them”, she added . Speaking further on her meeting with Saraki and the Senate Leader, Ahmed Lawan, she said “We met with the Senate President and the Majority Leader of the Senate in order to talk about very important legislative business that the National Assembly should undertake even before the elections and with the start of the official campaign period at the weekend. “We are very pleased to hear from both the leader of the majority and the senate president that there is a great commitment to continue their important work. The bills that we particularly mentioned were the Petroleum Industry Governance Bill, the Police Reform Bill, The Company and Allied Matters Act, the Gender Equality Bill and the Disability Bill. “These are all bills that we believe would make things better for Nigerians, for their rights, for their opportunities and for economic development. So, we are really pleased that they will continue with their works. Earlier at the meeting, Saraki assured the British envoy of National Assembly’ commitment to passing priority bills despite political campaigns that have started. He said, “It is very important to emphasise that as far as we are concerned, we will follow through on the key Bills. We will continue to work on these Bills, because they are priorities to the 8th National Assembly — these are Bills that were initiated by the legislative arm of government.
Short News Senate Committee demands 100% release of health Budget Angela Chukwuma, Lagos The Senate Committee on Health has called on the executive to ensure 100 percent release of all budgetary allocations to the health ministry to enable tertiary health institutions in the country perform better. Chairman of the committee, Senator Lanre Tejuosho, who disclosed this when he led members of the committee on oversight visit to five Federal Government owned tertiary health institutions in Lagos, said health institutions in the country required adequate funding to be able to reverse medical tourism among Nigerians. The committee visited on-going projects at the Lagos University Teaching Hospital (LUTH), Idi-Araba, National Agency for Food and Drug Administration and Control (NAFDAC), Federal Medical Centre, Ebute Meta, Federal Neuro-Psychiatrist Hospital, Yaba and the National Orthopaedic Hospital, Igbobi. Tejuosho said they were visiting the five institutions to see how far they have gone with the 2018 budget before appropriating for 2019. Registering his observations on the performance of the five institutions at the end of the exercise, Tejuosho, said: “The institutions are having similar challenges of release of fund which are not coming at the right time. For most of them, they have only received 10 percent of their 2018 capital budget which makes it difficult for us to blame them for lack of performance. You cannot expect them to do much with 10 percent release.”
Police releases security arrangements for political rallies, campaigns Andrew Orolua, Abuja The Nigeria Police has released its own arrangement to ensure a hitch free security during campaigns and rallies of political parties and called on the parties to shun violence, intimidation and hate speeches. A statement issued by Force Public Relations Officer, Ag DCP Jimoh Moshood in Abuja yesterday stated that police arrangement is sequel to the Time Table and Schedule of activities for 2019 General Elections released by the Independent National Electoral Commission (INEC). He said that the security arrangement will guide campaigns by Political Parties for the Presidential & National Assembly Elections which began November 18, and Governorship & State Houses of Assembly Elections starting on December 1, 2018. Under the arrangement the Commissioners of Police in the 36 State Commands and the Federal Capital Territory (FCT) and their supervisory Assistant Inspectors General of Police in the 12 Zonal Commands are to ensure that police protect and safeguard all venues of campaigns, rallies and other INEC approved electioneering activities of all Political Parties throughout the country from now on till the end of the stipulated campaign period for the 2019 General Elections.

UNICEF urges FG to make children’s agenda top priority Doosuur Iwambe, Abuja The United Nations Children’s Fund (UNICEF), has called on the Federal Government and other world leaders, to respect the rights of children by recommitting to child survival and development. In a statement to mark the International World Children’s Day, UNICEF’s Representative in Nigeria, Mohamed Fall stated that the world would be a better place when every child is safe from harm and is educated. While calling on Nigeria to honour the global request seeking individuals as signatories to the global online petition asking for children to be put back on the agenda, Fall stressed the need to reach out to the vulnerable children who according to him have been left behind. He said, “We want to build a world where every child is in school, safe from
harm and can fulfil their potential and nowhere is this more true than in Nigeria. A lot has been achieved but there is still much to do to ensure that Nigerian children benefit from advances in child rights. At the moment, too many children are being left behind, and we need to reach them. “Nigeria has the world’s highest number of out-of-school children, and one of its highest rates of maternal, child and infant mortality. More than four million children are unimmunized and tens of millions of Nigerians still do not have access to clean water and proper sanitation, putting children’s health at risk. “Diseases like pneumonia, diarrhoea, and malaria combined with underlying malnutrition are responsible for most of the deaths among infants and children in Nigeria. Nigeria’s burden of stunted growth among children is the second highest in the world, with 16.5 million affected, and the burden of severe acute malnutrition is high, with an estimated 2.6 million children severely acutely malnourished. “No matter where a child is born
whether into wealth or poverty they and their parents have the same hopes and dreams for their future. And we owe it to all children to give them a fair chance to survive and fulfil those dreams,” he said. Fall further noted that UNICEF’s partnership with the Nigerian Government was primarily to ensure stronger investment that will yield progress for all children in the education and health sectors including routine immunization for all, nutrition and child protection. According to him, “Nigerian children experience a wide range of abuses and harmful practices. An estimated 3 in 5 children have suffered one or more forms of violence before reaching 18, with over 70 per cent experiencing multiple incidents of violence. “This World Children’s Day, we must recommit to children knowing that for Nigeria to achieve the Sustainable Development Goals by 2030, we must invest in long-lasting institutional and communitybased systems and policies for children’s survival, growth and development.

Oni’s suit against Gov Fayemi suffers setback, transferred to Ado Ekiti Andrew Orolua, Abuja The legal action instituted by former Ekiti State governor, Engineer Segun Oni, challenging the eligibility of Kayode Fayemi in the last governorship election suffered a setback in Abuja yesterday. Justice Babatunde Quadiri of the Federal High Court, who has presided over the case since June, suddenly on Monday afternoon ordered that the case be transferred from Abuja to Ado Ekiti. His reason was that he would not be able to hear and write judgment on the matter within the stipulated time. He however pledged to facilitate the transfer of the case file by the registry to Ekiti State because of its urgent nature. The suit no. FCH/ABJ/CS/663/2018, was filed on June 22 by the former Governor to challenge the primary election that produced Fayemi as the candidate of All Progressives Congress (APC). Among other reasons, Oni prayed the court to disqualify Fayemi on the ground that he had a criminal matter against him in Ado Ekiti and that he did not resign his Ministerial appointment as required by law before standing for the primary. At the resumed hearing yesterday, Justice Quadiri opted to move the case to Ekiti State for determination by the Ekiti Division of the Federal High Court.

60 years since masterpiece, Things Fall Apart, ACHEBE Lives on Chido Nwangwu Chinua Achebe, prophet and great writer, who was born on November 16, 1930, will be remembered forever for what he did in 1958. In 1958, Achebe’s first novel, Things Fall Apart, was released and he told the conflicted story of Okonkwo, communal life, clash of faiths, dynamics of the clash of cultures and more, set in pre-colonial and colonial Umuofia, of the Igbo nation. In the assessment of U.S former President Barack Obama, it is “A true classic of world literature… a masterpiece that has inspired generations of writers in Nigeria, across Africa, and around the world.” Since 1958, with the masterpiece work, Things Fall Apart, five important historical benchmarks became evident: First, Achebe laid the foundation for the modern African literature. Whereby the stories and narratives about Africa and Africans hold our perspectives and values amidst the realities of a global market. Princeton University’s professor of philosophy, Kwame Anthony Appiah, hit the proverbial nail on its head when he said that “In every English and non-English speaking country on the planet, if you ask a student to name just one African novel, it is most likely to be Things Fall Apart by Achebe. It is the beginning of the African canon. it is difficult to think of anything else without it.” Like him, I believe Achebe’s works are rich fountains of knowledge for credible and engaging understanding of African pre-colonial, colonial and post-colonial history and realities. On February 18, 2002, a distinguished jury of scholars and critics (from 13 countries of African life and literature) selected Achebe as the writer of the Best book, ‘Things Fall Apart.’ Second, he firmed up the prologue for taking on the litany of Euro-Caucasian racist “scholars” who “objectified” Africa and African lives. In Achebe’s Things Fall Apart and other works, the centrality of Chi (God) attains an additional clarity in the Igbo cosmology. I’ve studied, lived and tried to better understand, essentially, the towering moral certainties which Achebe have employed in most of his works. Also, it is a world which prefers a quasi-capitalistic business attitude to life while taking due cognizance of the usefulness of the whole, the community. Bottomline: in the Achebe accurate and contextual depiction of pre-colonial Igbo life, the rewards for hardwork/farming are wealth and family! Third, in an era of grammatical overload, obscurantism and verbosity, he entered the arena with what I commend as the yet unmatched, uniquely Achebesque style and structure of simplicity, clarity, accessibility and

organic lucidity. Achebe is good! Prof. Achebe, Africa’s most acclaimed and fluent writer of the English Language, our pathfinder, the intellectual godfather of millions of Africans and lovers of the fine art of good writing, was only 28 years when he wrote the classic, Things Fall Apart, in 1958, long before I was born. Fourth, between 1958 and 2013, amidst a body of first rate works, he will be remembered as one of history’s great witnesses and chroniclers. Other than ‘Things Fall Apart’ (1958), some of Achebe’s other major books are ‘No Longer at Ease’ (1960), ‘Arrow of God’ (1964; rev. 1974); In 1983, Achebe wrote the often quoted pamphlet, ‘The Trouble with Nigeria.’ In the latter, he cited the litany of failures of the leaders and pointed the way forward; ‘Anthills of the Savannah’ (1987) and his notes and memoir on Biafra titled ‘There Was a Country’ (2012). Those works and his civic, moral conscience placed him on a pedestal which I characterize as the power and permanence of Chinua Achebe! Consequently, he lives in our hearts and minds as an immortal writer! Fifth, on the critical questions regarding why Achebe become a writer; and why he wrote Things Fall Apart? He revealed: “In the end, I began to understand there is such a thing as absolute power over narrative. Those who secure this privilege for themselves can arrange stories about others pretty much where, and as, they like.”
For him, there’s an organic relationship between writing as education and the building of a better society. Recall that the prolific Achebe wrote in 1975 in his work ‘Morning Yet on Creation Day’ that “The writer cannot be excused from the task of re-education and regeneration that must be done.” I recall flying back to the U.S. (from South Africa to New York) to attend Prof. Achebe’s 70th birthday at the historic Bard College (November 3-4, 2000) and its related conference titled, ‘Home and Exile: Achebe at 70″. Achebe was in the midst of his friends and some of the best writers in the world. He mentioned “how everyone has spoken so nicely of me, this evening….” Then, came his one sentence punchline commentary on the gross grandiosity of African leaders: “If I were a military dictator, these two days of November would have been declared national holidays!” He burst into laughter. That’s vintage Achebean sarcasm. By the year 2020, USAfrica projects Achebe’s magnum opus, Things Fall Apart, would have been translated into 75 languages, and sold almost 25 million copies and listed among the world’s best 50 novels. In the full, honest context of the litany of calamities, catastrophes and crimes across Nigeria, Cameroon, Democratic Republic of Congo and many communities, may I conclude with the poem written in 1919 titled The Second Coming by William Butler Yeats (1865-

Investment in nutrition builds human capital, boosts prosperity, others - Budget Minister The Minister of Budget and National Planning, Senator Udoma Udo Udoma, has said investment in nutrition prevents undernutrition, builds human capital, boosts shared prosperity and improves health outcomes. Udoma disclosed this on Monday when he flagged off the 2018 Nutrition Week aimed at increasing awareness of the dangers posed by malnutrition and serve as a platform for mobilizing stakeholders towards addressing the scourge in the country. Udoma who was represented
at the event by the Permanent Secretary in the Ministry, Mr. Olajide S. Odewale FCA, expressed concern over the increasing rate of malnutrition calling for concerted efforts to address it. He explained that the state of Nigeria’s food and nutrition is of utmost interest to the Government at all levels because if the situation is not attended to, malnutrition which is sometimes referred to as “the Silent Killer”, could lead to the death of young children. Experts, he pointed out, say an estimated 2.5 million children under
the age of five years might be in danger of being afflicted by severe acute malnutrition in Nigeria, a development he noted, is quite worrisome and calls for emergency measures to arrest the trend. He said this year’s theme: “Nutrition: An Emergency”, was chosen to draw attention to the urgent measures that need to be taken by all relevant stakeholders in combating malnutrition. “It is important to combat Malnutrition because as I indicated earlier, it can cause death in young children, particularly those under five years
of age,” he added. According to him, even those who survive could end up with lower Intelligence Quotient (IQ) and impaired cognitive ability with resultant adverse effects on their performance in school and productivity in later life. The annual observation of the Nutrition Week, he noted, has been helping to create awareness regarding the importance of food and nutrition on child survival and its impact on development, productivity, economic growth, and national development.
DStv subscribers want MultiChoice compelled to introduce ‘pay-as-you-view billing’ system Motolani Oseni, Lagos Digital Satellite Television (DStv) service subscribers in Nigeria have charged the federal government of Nigeria to compel MultiChoice, the major distance-to-home service provider in Nigeria to introduce ‘payas-you-view billing’ system. Over the time, Nigeria subscribers of the DStv have in different ways showed their grievances over the continued payment for services not rendered by MultiChoice. This degenerated in Lagos on Monday, when DStv subscribers pleaded with the Federal Government to enact a law to compel MultiChoice to introduce “pay-as-you-view billing’’ system. The subscribers said that there was a need for such billing system, as it would ensure value for the subscription. Many of the subscribers complained of paying for what they did not get services for, saying that after several complaints, MultiChoice did not listen.
Mr. Uzochukwu Nwafor, a businessman said that MultiChoice was not considerate on how it was handling the issue of pay-as-you-view. “There is a need to put a regulation in place to help subscribers enjoy the money they paid to view the programmes. “With that (pay-as-you-view billing), we can save some money. I see subscribing to DStv programmes as a waste of money; it does not happen abroad or even in South Africa,‘’ he said. Mr. Silvanus Nwankwo, a civil servant, said that the National Assembly (NASS) was supposed to look into the operations of MultiChoice. “Many companies come to Nigeria and rip us off because our policies are not being implemented. “Again, DStv does not have severe competitors and that is why the company is behaving as it pleases. “The Pay-As-You-Go billing that telecommunications operators offer is supposed to apply to DStv,’’ he said. Nwankwo, however, said that the
National Assembly should focus on the number of Nigerians that subscribed to the company’s service and insist on reducing prices of its bouquets. A Hip Hop Artiste, Ishmael Lawal, popularly known as ‘King Songo’ complained about the decoder of MultiChoice. Lawal said that after subscription, he hardly watched the programmes because the signal was weak. He also said: “The company cuts off subscriptions two days before expiration, without warning. “Again, they keep repeating programmes, when one had paid to get new and trending programmes.’’ A source at the Consumer Protection Council (CPC), who pleaded anonymity, said that the council had already taken MultiChoice to court over the issue. The source said that CPC received complaints from consumers against MultiChoice, among which was the refusal of the company to offer payas-you-view billing on both DStv and GOtv.
The complaints included failure to receive signal after subscription paid; subscription disconnection before the end of billing cycle with no credit applied for paid time lost; and lack of clarity in terms and conditions. Other complaints were: nonactivation of free to air channels except when a consumer complains; and confusing toll-free customer care telephone channels. Also, were: arbitrary charges; confusing billing; blocking some channels already subscribed; poor picture or signal quality with excessive and uncompensated downtime during both inclement and clear weather conditions; and lack of responsiveness. Martin Maputo, the General Manager, Sales and Marketing, MultiChoice, said that for two months, the company would reduce prices of its bouquets. Maputo said that MultiChoice wanted subscribers to enjoy the 2018 Christmas with their families, while enjoying music, food, movies, among others.
The proposed increment for the Passengers Service Charge (PSC) by Federal Airports Authority of Nigeria (FAAN) has received an endorsement from three aviation unions in the country. FAAN has proposed an upward review of the current PSC which was last done eight years ago. The new PSC regime is expected to take effect from January 2019. The general secretary of National Union of Pensioners (NUP) have FAAN Branch, Comrade Emeka Njoku told journalists in his office in Lagos that the review was overdue because of the various projects being executed by the agency. Comrade Njoku stated that acquisition and maintenance of current infrastructure at airports across the country were becoming increasingly difficulty stressing that the only way to survive was for FAAN to adjust upwards its charges to reflect the current value and cost of operation. Comrade Njoku called for the full commercialisation of FAAN to increase revenue points without any interference from any quarters to enable it to render better service to the public. He disclosed that lack of funds was slowing down activities of the organisation saying that there were a lot of wage bills, maintenance of Airports and pensions. “Equipment is becoming obsolete and they need replacement, this can only be done with funds which are not readily available” He remarked that airport concession was not the solution in FAAN but that the organisation should be allowed to get a loan from the bank to develop airports across the country for better service. The National Secretary of Association of Nigerian Aviation Professionals (ANAP) Comrade Abdulrasaq Saidu, said the running cost has increased and there was nothing wrong in moving with the trend of events as it will enable FAAN to meet up with their quest of providing quality service.

Subscriber slams N250m suit on MTN over arrest, illegal detention Peter Fowoyo A subscriber to MTN Nigeria Communications Limited, Chidi Johnson had slammed N250 million suit on the telecommunications company before the Federal High Court, Ikoyi, Lagos over his alleged harassment, arrest and illegal detention without a reasonable cause. Johnson is claiming the sum as compensation for the public harassment, inconvenience and loss of business he suffered as a result of his arrest and detention by the police which was allegedly instigated by MTN. According to the claimant, in a 30 paragraphs affidavit he deposed to and filed on his behalf by his lawyer, Onu Uche, his arrest and detention was instigated by the telecommunications firm on July 17, 2018 when he visited the Defendant’s Call Centre at No 60, Akowonjo Road, Egbeda, within Lagos metropolis to retrieve his lost MTN line. He averred that a female customer care representative of the Defendant, Ms Monica Umukoro instead of taking his complaints as was being done with the people who had earlier been attended to, directed him to take a seat at the back of the office. Johnson also stated that he was thereafter surrounded by the Defendant’s security officials who in the company of Ms. Umukoro, informed him that his picture in the Defendant’s computer system bore an all four resemblance to one of the Defendant’s subscribers whom the Defendant had been staking on its watch list to apprehend. The Claimant further alleged that he was after that led to the security post of one commercial bank near the Defendant’s call centre, where he was detained for several hours, before he was handed over to the officers of the Gowon Estate Divisional Police Station. He stated that at the police station he was harassed, abused, demeaned and detained till the next day without food, medical care, and reasonable cause, and was later asked to make a statement. The claimant further maintained that after the police conducted the investigation, it was discovered that the picture on the Defendant’s computer system was not his but that of some other person that purportedly bore an all four resemblance to him. He claimed that he was then reluctantly released on bail to one Akajiaku, who acted as his surety. Johnson also stated that after his released, he wrote a petition against the Defendant through his lawyer to the Human Rights Department of the Lagos State Police Command but due to the inconclusive investigation, his solicitors caused a letter of demand to be written to MTN. But MTN in its reply absolved itself entirely from the incident of his unlawful arrest, detention, and harassment which was instigated by it. The claimant is, therefore, seeking a declaration that his arrest, detention and public harassment by the police instigated by Ms. Umukoro, an employee of MTN is illegal, unlawful, wrongful, and amounts to an infringement of his Right to personal liberty.
NSE: Consumer goods sector top gainers’ table as trading up by 0.51% Motolani Oseni Activities resumed on the Nigerian Stock Exchange (NSE) for the week on a positive trend with the market indices growing by 0.51 per cent, higher at 32,201.9 points on consumer goods blue chip companies bullish performance. For instance, Nestle recorded the highest price gain to lead the gainers’ table, appreciating by N20 to close at N1,500 per share, while Nigerian Breweries came second with a gain of N2.20 to close at N85, while GlaxosmithKline gained N1.20 to close at N13.25 per share. Flour Mills added 80k to close at N18, while Total rose by 40k to close at N199.50 per share. Consequently, the All-Share Index which opened at 32,058.28 inched by 163.96 points or 0.51 per cent to close at 32,222.24. Also, the market capitalisation rose by N60 billion or 0.51 per cent to close at N11.763 trillion compared with N11.703 trillion on Friday. On the other hand, Forte Oil recorded the highest loss, dropping by N1.60 to close at N19 per share. Union Diagnostic trailed with a loss of 2k to close at 23k, while Mutual Benefits Assurance also lost 2k to close at 23k per share. Wapic Insurance lost 2k to close at 40k, while Diamond Bank declined by 1k to close at 85k per share. However, the volume of shares transacted dropped 10 per cent, while value depreciated by 35.84 per cent. Specifically, investors bought and sold 148.10 million shares valued at N1.79 billion traded in 2,853 deals. This was a turnover of 164.56 million shares worth N2.79 billion exchanged in 2,272 deals on Friday. Oando was the most active stock, accounting for 30.30 million shares worth N154.24 million. It was followed by Diamond Bank with 16.35 million shares valued at N14.47 million, while United Bank for Africa traded 12.85 million shares worth N100.19 million. Fidelity Bank sold 11.47 million shares valued at N22.69 million, while Guaranty Trust Bank exchanged 9.16 million shares worth N338.58 million.

NAFDAC, Customs to tackle counterfeit drugs, substandard products Chukwuemeke Iwelunmo The National Agency for Food Drug Administration and Control (NAFDAC) in conjunction with the Nigerian Customs Service (NCS) has established a joint committee to strengthen and tackle the influx of counterfeit drugs and substandard regulated products into the country. Speaking at the setting up of an eight man joint committee the Director General of NAFDAC, Professor Moji Christianah Adeyeye, said the forming
of the joint committee was a fall out of her courtesy visit to the Comptoller General of Customs, Retired Colonel Hameed Ali. Prof Adeyeye disclosed that the newly established joint Committee will come up with an action plan on intensive education, training, and exchange of programmes between the personnel of both agencies as well as joint enforcement operations. The NAFDAC Boss commended the initiatives and eagerness of the Comptroller General to support NAFDAC’s concerted efforts to rid the country of counterfeit drugs and substandard regulated products.
In his remarks, retired Colonel Ali emphasized the need for the two government agencies to close ranks and work together in the interest of Nigerians, particularly the youth and the housewives who have been exposed to devastating effects of abuse of codeine in the name of cough syrups and tramadol illegally shipped into the country. He stressed the urgent need for NAFDAC and the Customs to put in place necessary measures to prevent Nigerian politicians from taking undue advantage of “our vulnerable youths and getting them hooked to drugs to be used as thugs during electioneering campaign.”

Lagos Assembly frowns at police interference in legislative activities Alade Tasma, Lagos Worried by the spates of interference of the Nigeria Police in the activities of the State Houses of Assembly, the Lagos State House of Assembly has urged President Muhammadu Buhari to direct the Inspector General of Police, Ibrahim Idris to call his men to order. The House however, commended the Chief Judge of Benue State, Justice Aondover Ka’kaan for having the courage to give what it described as a landmark judgment on the sanctity of the legislative body. The House resolution followed a motion moved by the Chief Whip of the House, Hon. Rotimi Abiru under Matters of Urgent Public Importance. Abiru had lamented the desecration of the legislature by the police and executive arm across the country. “Some people are interfering with the proceedings of the Houses of Assembly. The constitution of Nigeria is clear on the interdependent of the three arms of governments. “We see the involvement of security forces. What happened in Benue is commendable. The Speaker was impeached but there was crisis, but the Chief Judge of the state has ruled that the judiciary has no power to interfere in the business of legislature. “The role of Nigeria police is to maintain peace and not to shut down the parliament. The police are very quick in taking sides,” Abiru submitted. Supporting the issue as raised by the Chief Whip, the Speaker, Rt. Hon. Mudashiru Obasa, said “I also join you to commend the Chief Judge who made the pronouncement. Since 1999, we have seen shutting down of parliaments. We should remind the police that no arm of government is
above the other. The police have no power to close down parliament. “The developed world had also passed through such process, but they had the citizens that rose to defend the parliaments. When any House is being shut down, we should have people in such states that would sue the commissioners,” the Speaker stated. He however, cautioned his colleagues to take legislative business very serious, adding “though anyone could emerge the Speaker among members but it should be in accordance with the rule.” Also commending the Benue Chief Judge, Hon. Segun Olulade reiterated that it is wrong for any arm of government to impede on the other. “When you shut down legislature, you have shut down the people. Members of parliaments should be allowed to resolve their differences,” Olulade stated. “What is happening in Benue and Anambra states is executive recklessness. We are not in military autocracy. When you shut down an arm of government, it is ultra vires. We need to write the IG to put a stop to this,” Hon. Rotimi Olowo representing Shomolu constituency 01 submitted. On his part, Hon. Abiodun Tobun maintained that sovereignty belongs to the people, adding that “the people have willingly surrendered their sovereignty to the lawmakers, but what we have witnessed is that they try to intimidate the parliamentarians; when police are coming into the chambers that is the work of the fifth columnists.” In her submission, Hon. Jibrilla Bindow felicitates with Super Eagles

Dalung: Nigeria risks being delisted by World Anti-Doping Agency Solomon Dalung, the Minister of Youths and Sports Development, on Monday in Abuja warned that Nigeria risked being delisted by the World Anti-Doping Agency (WADA) if urgent action was not taken. Dalung, who briefed State House correspondents after a meeting with President Muhammadu Buhari at the Presidential Villa, said Nigeria needed to immediately establish a National Anti-Doping Agency (NADA). He said WADA had since given Nigeria a 21-day notice to that effect. The minister said he had therefore sought the President’s assistance in getting the NADA Bill, which had been in the National Assembly for long, speedily passed into law. “We are aware that Nigeria has been given a 21-day notice by WADA, that we will be delisted for non-compliance, and Nigerians will wonder why Nigeria is facing this risk for non-compliance. “By the provisions of the WADA statutes, member-nations are expected to establish independent national anti-
doping agencies or organisations. “In Nigeria, the struggle for the passage of the NADA Bill has been in the National Assembly for a very long time. It has advanced to the concluding stages but, unfortunately, it has remained there. “We have been pushing, and we have been visiting. We have been mounting pressure, and much has not been done. “Smaller countries (in comparison with Nigeria) which subscribed to WADA after Nigeria have already established their own agencies. “Even though we have not been found wanting in terms of testing and performances of our athletes, because we have been performing regular tests of athletes and we have not run risks during competitions, but it is important that we should be compliant in the area of establishing a NADA.’’ Dalung pointed out that NADA’s independence ensures responsibilities of not only tests but random tests — where athletes would be tested any time, whether in competition or out of
competition. He said the training, education, capacity, among others were also the responsibilities of the agency. The minister said WADA had been writing to the ministry while it (the ministry) had also been replying, as it had hoped to get the legislation passed. “But it is regretable that the Bill is yet to be passed. So, I drew the attention of the President to this and invited him to intervene because, after 21 days, Nigeria will be banned. “And a ban from WADA will mean that sports completely in Nigeria will be grounded because none of the national federations will participate in any competition. “We are all aware that the antidoping issue has to do with the credibility of a participating country. “Even this piece of news that has been released has sent some panic signals to most of our fans, partners and those we have been collaborating with. “So, there is a need for Nigeria to
move and have this legislation passed so that we can avoid this risk.’’ Dalung said he also briefed the President on the development, progress and some of the challenges the Ministry of Youths and Sports Development was facing. He said this briefing was particular on the ministry’s preparations for the 19th National Sports Festival billed for next month in Abuja. “The National Sports Festival comes up from Dec. 6 to Dec. 16 and it is coming after six years. Therefore, the preparations are in top gear. “The torch of unity has been moving round the country, and it is in the South-West of the country currently.’’ Dalung said, however, that the ministry was having challenges with funding. “This is because we initially signed a Memorandum of Understanding (MoU) with a sponsor who was going to contribute one-third of the needed funds. But, unfortunately, the sponsor can not make it. “I need the support of the President

First Bank Deputy Director, Gbenga Shobo, told newsmen in Lagos that apart from the golf championship that bank has also been sponsoring other sports for several years in Nigeria. According to him, First bank has remained consistent in sports sponsoring in Nigeria for over 100 years. He said that the championships had created an enabling environment for young golfers and upcoming to continually improve on their skills. “We are glad to partner with the Lagos Amateur Open Golf championships running for years now, it’s way of contributing our quota to the development and career of the elites. “There has been a remarkable increase in the turnout of athletes taking part in this championship in every edition and the performance is so impressive which keeps us going,” he said. According to him, the tournament has produced professional golfers in the likes of Georgia Oboh, Oche Odoh, number 1 golfer in the country, Sunday Okpe, Samuel Amadi, Willy Gift, and others.
