He explained that the agency has been able to stabilise the system after meeting with other stakeholders in the payment systems value chain. He said: “In 2018, we had 285 million POS transactions and that was the highest ever recorded in the country. “We are expecting that the figure will double in 2019 because 2018’s figure doubled the figure recorded in 2017 and that was why we embarked on an upgrade of our systems. “A system glitch happened in course of trying to upgrade capacity and
unfortunately for us, other players in value chain had issues around that period and that compounded the problem. “We started noticing the issues around December. The failure rate, which was previously at 13 per cent climbed to around 16 per cent.” “Effective from March 22, POS transaction time-out period would be increased to 45 seconds from the present 15 seconds to reduce the failure rate significantly. “Banks have also agreed to dedicate a particular period of the day to treating reversal complaints to clear the backlog. “We hear the complaints of Nigerians and we assure them that it would be resolved with the next few
days.” In recent times, there had been complaints about increased failure rates of POS transactions and the increased time in reversing failed transactions. He added that whenever there is a transaction decline, the system is supposed to reverse the transaction such that a debited cardholder would receive a reversal credit. According to the NIBSS boss, the delays on reversal could be caused by platform downtime; Network issues at Processor level and delayed responses and Issuer/Switch Inoperative – Processor or bank is not available to receive the reversal even when it’s transmitted by NIBSS.

Doosuur Iwambe, Abuja Former United States Ambassador to Nigeria, John Campbell, has said the Peoples Democratic Party (PDP) presidential candidate in the February 23 election, Alhaji Atiku Abubakar, is unlikely to win his electoral dispute in court. Campbell made the assertion in his election post-mortem for the Council on Foreign Relations in Washington, DC, titled: ‘Nigeria’s Election Disappoints’ He said: “Buhari’s margin of victory—some four million votes—is so large that it is unlikely courts will overturn the result”. Campbell, who also served as US Department of State Foreign Service officer from 1975 to 2007, described Nigeria’s 2019 presidential election as bad news for democracy, noting that the poll was “marred by historically low turnout and credible allegations of rigging”. He stated that the ruling All Progressives Congress (APC) and the opposition Peoples Democratic Party (PDP) are undemocratic in spirit and function primarily to contest elections rather than to promote legislation or policy. The ex-US envoy also said that the elections were a step back from the 2015 presidential election, quoting Situation Room’s report on the election. Below is the article is reproduced below: “Nigeria’s latest presidential election cycle has been bad news for democracy in Africa’s most populous country and across the continent. Though President Muhammadu Buhari won the election, it was marred by historically low turnout and credible allegations of rigging.
The Old Guard Buhari and his main challenger, former Vice President Atiku Abubakar, both Muslims from the Fulani ethnic group in the country’s north, are part of the political class that has dominated Nigeria since independence in 1960. Their contest meant there would be no generational leadership change in a country where the average age is eighteen and half of registered voters are under thirty-five. Buhari, who spent much of his last term abroad for medical treatment, hardly campaigned at all. Buhari and Abubakar are the standard-bearers for two political parties descended from the military regime of General Ibrahim Babangida: the All Progressives Congress (APC) and the People’s Democratic Party (PDP), respectively. Both parties are undemocratic in spirit and function primarily to contest elections rather than to promote legislation or policy. During their campaigns, the candidates and their parties offered little that was new to address security breakdowns caused by Boko Haram in the country’s northeast; conflict over land use, ethnicity, and religion in the Middle Belt; and the division of oil revenue in the Delta. Moreover, they were mute on climate change, urbanization, and a population boom that is expected to push Nigeria past 450 million people by the middle of the century. A step in the wrong direction The Situation Room, an umbrella organization of Nigerian civil society groups, wrote that [PDF] the vote marked “a step back from the 2015 general election and actions should be taken to identify what has gone wrong and what can be corrected.” Just hours before polls were set to open on February 16, the
election commission delayed the vote by a week. This was particularly disruptive for the many Nigerians who had travelled from one part of the country to another to vote. When voting finally took place, there were numerous irregularities, and many polling stations opened several hours late. There is also evidence that the security services at some stations prevented voters from casting ballots, particularly in opposition strongholds, and intimidated election commission staff. Of the more than eighty million Nigerians registered to vote this year, just thirty-five million actually voted. In the north, where Buhari is popular among the poor, turnout was around 50 percent. But in the predominantly Christian south and east, where Abubakar was favored, turnout stood around 20 percent, a continuation of a long decline in voter participation. The Nigerian Example Nigeria’s influence across sub-Saharan Africa is outsized. Its population and economy are Africa’s largest; its cultural influence, symbolized by the Nollywood film industry, is far-reaching; and its traditional diplomatic activism, through participation in peacekeeping missions and the regional economic bloc ECOWAS, is consequential. When Nigeria transitioned from military to civilian rule in 1999, the effects on West Africa were palpable: coups lost their legitimacy, and the region has pursued a positive democratic trajectory ever since. But the latest presidential election is far from an example for those African countries consolidating their democracies or emerging from quasi-authoritarian regimes to emulate. Bauchi gov’ship poll: Court stops INEC from collation, announcing result Andrew Orolua & Tunde Opalana, Abuja
The Federal High Court in Abuja on Tuesday ordered the Independent National Electoral Commission (INEC) to stop forthwith from proceeding with the collation, concluding and announcing the result of the governorship election in Bauchi State conducted on March 9, 2019 by the electoral body. Justice Inyang Ekwo issued the order after he heard an ex-parte application filed by the All Progressive Congress (APC) and the incumbent Governor of Bauchi State, Mohamed Abubakar. The order, however, will last till the determination of the suit brought before the court by the two plaintiffs challenging the decision of the electoral body reversing itself to proceed with the collation of results in some dispute areas. In the ex-parte motion, the APC and Abubakar had prayed the court for an order of Interim Injunction restraining INEC from resuming, concluding or announcing the result of the Tafawa Balewa Local Government Area of Bauchi State in respect of the election to the office of Governor of Bauchi State. Justice Ekwo had on Monday after listening to applicant’s lawyer, Ahmed Raji (SAN), who argued the ex-parte motion, ordered INEC to appear before him on Tuesday to show cause why the order sought by the two plaintiffs should not be granted. Instead of complying with the order of the court, INEC represented by Tanimu Inuwa (SAN), on Tuesday, approached the court with a motion challenging its jurisdiction. Counsel to the plaintiffs, Ahmed Raji (SAN), however objected to the application of INEC, informing the court that the order issued on Monday asking the electoral body to show cause why the requests of the plaintiffs should not be
granted had not been obeyed. Raji told the court that the business before the court was to determine whether the earlier order had been complied with. He drew the attention of the court to a press statement issued by one Festus Okoye, INEC National Commissioner and Chairman Information and Voter Education Committee, dated March 15, 2019, announcing that the electoral body will resume collation of the Bauchi governorship election, adding that except the court grants the interim order the subject matter of the substantive suit would be destroyed. Responding, Inuwa admitted that the order had not been complied with and requested to address the court orally on the issue, however his request was refused by the judge. Justice Ekwo held that since the exparte application was in writing and duly served on INEC, it behooves on the defendant to appear before the court with a written or formal response. In his bench ruling, the judge granted the interim injunction restraining INEC from resuming, concluding and announcing the governorship election result in Bauchi State pending the determination of all issues raised by the plaintiffs in their originating summons. Justice Ekwo also granted accelerated hearing in the matter and ordered parties to appear before him today (Wednesday, March 20, 2019) to present their positions in the substantive matter. The plaintiffs in their originating summons are challenging the decision of INEC to resume collation of results of the election that was earlier declared inconclusive. They prayed the court to compel the electoral body to go ahead with a rescheduled election slated for Saturday, Match 23 instead of reversing itself on the earlier announcement. Meanwhile, the Peoples Democratic Party (PDP) has rejected an ex-parte order of a Federal High Court stopping the expected collation of result in
Tafawa Balewa State Constituency of Bauchi State. It described the Federal High Court, Abuja ruling as arm-twisting of the judiciary and the court by the All Progressives Congress (APC) to unconstitutionally halt the conclusion of collation of already declared results in the Bauchi State Governorship election, which has been won by the PDP. The party alerted that such development, which is akin to the infamous order that derailed the 1993 democratic process, is part of the plot by the APC and certain compromised elements in the Independent National Electoral Commission (INEC) to escalate crisis and derail our electoral process. The party insisted that “the power to collate, suspend collation and or to reverse such decision based on obvious circumstances as the case in Bauchi is clearly within the domain of INEC. Until Collation is completed and results declared, no one can question the constitutional powers of the electoral body, INEC, in that regard”. The PDP in a statement by its spokesperson, Kola Ologbondiyan, cautioned that if this desperate underhand measure by the APC to halt electoral processes is not checked, Nigeria’s hard earned democracy will fail us and our nation thrown into anarchy. “Our party should not be constrained into a situation in which we will have no option than to allow our members to seek similar ex-parte orders to halt statutory processes including the swearing-in of APC candidates at various levels, particularly President Muhammadu Buhari. “It is clear that collation of result is part of the electoral process and that INEC cannot act on a purported exparte order to jettison its independence and halt the collation of results, which is a key component of its statutory electoral duty. “Section 87 (10) of the Electoral Act

Tunde Opalana, Abuja The Senate has aligned with the House of Representatives’ decision to pass N30, 000 as new minimum wage for the nation’s workforce. This came eight weeks after the passage of the bill by the House of Representatives. Resolutions of both chambers of the National Assembly differs from the N27,000 minimum wage recommended by the executive in a bill forwarded to that effect in January this year. However, to make the payment realistic, the Red Chamber urged the Federal Government to forward to the parliament supplementary budget on personnel cost component of the 2019 budget for implementation of the approved N30, 000 new minimum wage. This Senate as well called for immediate review of the present revenue sharing formula among the federal, state and local governments
for effective implementation of the new minimum wage at the state and local government levels. The revenue sharing formula as it is presently, gives the Federal Government 56% of whatever money to be shared from the consolidated revenue fund on monthly basis while the 36 states take 24% and the remaining 20% shared by the 774 local government councils. Senate decision was sequel to report presented to that effect by the Deputy Whip of the Senate, Francis Alimikhena (APC Edo North). Alimikhena in the presentation of the 18 - Clause report of the Ad- hoc committee, informed the Senate that N5, 000 fine stipulated in clause 3(1) of the bill against any employer who fails to keep records of employees was jerked up by the committee to N75,000 to ensure compliance. Though Senator Tayo Alasoadura (APC Ondo Central), in his contribution on the bill, suggested that the fine should be further jerked up to N500,000 for strict compliance by all employers of
labour, but the Senate at the committee of the whole adopted the N75,000 fine recommended by the Ad-hoc committee. Earlier in their separate contributions, senators one after the other, concurred to the N30,000 minimum wage but insisted that the existing revenue sharing formula must be reviewed to enhance its implementation by the both the State and local government. Senate Minority Leader, Abiodun Olujimi (PDP Ekiti South), said without review of the existing revenue sharing formula, states and local government may not have the required financial capacity to pay the new minimum wage. “The essence of formulating any policy or passing a bill, is to see to its implementation for the required results. If revenue sharing formula is not reviewed in a way that will make the states and local government to get more from the monthly allocations, implementing the new minimum wage

Meanwhile, the Independent National Electoral Commission said it has to obey the court order even if does not agree with the judgment. He said INEC has sent notice to the court to that effect but it has not been taken. However, the Independent National Electoral Commission (INEC) in Bauchi State has halted the collation of results for the governorship election held March 9, 2019 for Tafawa-Balewa local government area of the state. The state Resident Electoral Commissioner, Ibrahim Abdullahi, told newsmen in Bauchi on Tuesday that the
decision was as a result of a court order received by the commission retraining it from collation and subsequent announcement of Tafawa Balewa Local Government governorship results. “The Independent National Electoral Commission (INEC) is in receipt of a court order restraining it from proceeding with the collation and announcement of results in respect of Tafawa Balewa governorship only. “I must also add that the order which was sought and granted by the court does not include the Tafawa Balewa state constituency. “For this reason, we are going to make arrangement to continue with the state constituency collation and subsequently announce the result,” said the commissioner. Abdullahi said “what is also going to continue is the scheduled 23rd March election that affects the canceled election in other local government areas.” The REC called on the people to remain calm and law abiding, adding that INEC would do the right thing by announcing the true winner of the race. INEC, on March 15 approved the resumption of collation and conclusion of results of Tafawa-Balewa Local Government Area in relation to governorship election using available existing duplicate and original results from Registration Areas.

Bandits well equipped than Nigerian military - Gov Yari Possess over 500 AK47 in Zamfara Says government’s team took pictures with bandits
Mathew Dadiya, Abuja Zamfara State Governor, Abdulaziz Yari, has lamented that the armed bandits terrorising the state and some of the surrounding states in the North West have more sophisticated weapons than the Nigerian military. The governor said this on Tuesday while briefing State House correspondents after meeting behind closed doors with President Muhammadu Buhari at the Presidential Villa, Abuja. Yari disclosed that in a meeting the state government team and the military had with the bandits, it was discovered that the bandits had over 500 AK 47 assault rifles in their possession. According to Yari, who is Chairman of the Nigeria’s Governors Forum, NGF, the meeting was to dialogue with the bandits for them to lay down their arms, but regretted that no meaningful achievement was recorded. He also said that the government team including the security agents took pictures with the bandits inside their armory, adding that the only solution to flush the bandits out was the provision of adequate equipment to the military and a show of force. Governor Yari welcomed the suggestion by his Katsina State counterpart, Aminu Bello Masari for collaborations between Katsina, Zamfara, and part of Niger Republic to curb the issue of banditry in the North West. He said: “Well, I think it is not just state by state matter but a regional problem. Because, we are surrounded by forests. We have Kuyambana to Rugu down to Maradi Republic. “The bandits are taking advantage of the fact that we are living like an Island because we are surrounded by forests from Sokoto we have Basuguma around, in Kaduna, Birnin Gwari, Niger, we have Kuyambana Dansado forest there, in Katsina, we have Rugu and at South East of Zamfara where we have Maradi, we have forest there. “So as the governor of Katsina said, we have to collaborate.
I know our security chiefs meet quarterly to review their performance, the gain and the loss, the same thing goes for our brothers in Maladi. “I think the operations need to be carried out simultaneously because the issue is we are surrounded by a forest. The point is, when Katsina puts pressure on the bandits they will run into the forest in Zamfara, if Zamfara puts pressure on them, then they will move to Minna or Birnin Gwari. So this is the issue, so there is need for collaboration. “So the soldiers need to be equipped with the equipment that can stand the test of time. Yesterday (Monday), when we were having our security meeting, we could understand the constraints of the security personnel that are on ground there. “We are definitely going to collaborate, especially since I am running on the last lap of my full tenure, I will ensure that in these months that are left, we will leave behind a peaceful state for the new administration that is coming in.” On whether there was the likelihood of having new equipment delivered to the army to confront the bandits, he stated that the Federal Government had already given procurement contracts for the supply of military equipment. He said: “The Federal Government has already given procurement contracts, intergovernment transaction to the United States, China and other European countries. Recall that in 2018, the Nigeria Governors Forum, approved $1 billion to support the federal government’s effort in equipping the security agencies. “We believe the equipment will soon come into the country and it is our hope that the equipment will be used so that this worrisome situation that we are will become history.” Ruling out the possibility of having dialogues with the group terrorising the state, he said that previous attempts made to dialogue with the bandits did not produce any positive results. He said: “Well, I have told my people that that will no longer take

I know that in any war, eventually you have to come to the table and dialogue but the situation we are right now sincerely speaking, dialogue is not needed at this point in time.” Also speaking to journalists after meeting with Vice President Yemi Osinbajo at the State House, the Zamfara State governor, Aminu Bello Masari, said that he had met with the security chiefs on the menace of bandits in his
state and that he was going to meet with the Director-General of the Department of State Services, DSS, and the Inspector-General of Police. Masari, who is the governor of President Muhammadu Buhari’s state, said that the problem in Zamfara and the North West zone had passed the level of deployment of troops, rather, it requires a new strategy to tackle it headlong. Asked on what he was doing to rid the state of banditry and kidnapping, he said: “Part of what we are doing is that, I have seen some security chiefs; before I leave Abuja, I will see the IGP and the DG DSS to further discuss and develop on what we are doing with the military and the people that are on ground presently. “It is not only about deployment; it is about strategy.” On why he was at the State House, he said, “I am here to congratulate him (Osinbajo), nothing more, nothing less.” Governor Masari said that his next level in Katsina State was to continue to fulfill his campaign promises to the people. “We made promises to the people of Kastina in 2015; they voted us on the basis of those promises and we are happy to say that we have done more than 70 per cent of what we promised the people of Kastina. “We promised them that we will continue the agenda on education; health; agriculture, infrastructure, security and because what we have done in the last four years, they believed us and massively voted for us,” the Katsina governor added.

All Progressives Congress National Leader, Asiwaju Bola Tinubu, has put a lie to the rumour going round that he is at present in Kano and meddling in the Kano elections. In a statement on Tuesday night, Tunde Rahman, the Media Adviser to the former Lagos State Governor, said: “Asiwaju is not in Kano and has not been in Kano at any point during the conduct of these elections. The picture that these liars are circulating of Asiwaju and Governor Ganduje is one that was taken last year when the governor visited Lagos”. He said those peddling the rumour know the picture is not true, but “they still use it because their relationship to the truth is an adversarial one.” According to him, Asiwaju has nothing but utmost admiration and respect to the people of Kano and Kano brand of progressives’ politics provided the impetus for the formation of the APC. The statement reads: “Weak and mean politicians turn to rumor and fear mongering because their true appeal to the people is limited and uncertain. These desperate operatives stir resentment of others as a way to get the support of the people. Politicians of this ilk are afraid to stand before the people on their own two feet. They use lies and deception as their crutch. Such is the case with the false stories of Asiwaju Bola Tinubu being in Kano, casting him as some type of one-man political invasion intending to unduly influence the governorship election. “For the record, Asiwaju is not in Kano and has not been in Kano at any point during the conduct of these elections. Instead, they urged Atiku and others to undertake this misadventure.
The All Progressives Congress did not cry and lament that Atiku came to Lagos to swing an election that did not concern him. Instead, we rose to the occasion and relied on our organic and positive relationship to the people. With regard to the impact these PDP operatives had in the Lagos election, let it be said that they came, they saw, they lost and they left with nothing in hand but another defeat. “Regarding the people of Kano, Asiwaju has nothing but the utmost respect and admiration. Kano has historically stood as a bastion of progressive politics. Its brand of politics helped inspire the establishment of the APC. Kano has an enlightened electorate that will vote as they believe. Asiwaju hopes that they will disregard the lies and rumors about him and remain faithful to their progressive tradition. If the people do so, then they would have voted in their best interests and that is for the APC, the party of President Muhammadu Buhari. “Let us all join in making an important observation. It is curious that these fear-mongers devote so much attention trying to disparage one man who is not even a candidate, holds no public office and who has not even set foot on Kano’s soil during this election. These politicians are so shameless that they must demonize Asiwaju Tinubu to attract support. Theirs is but a blatant attempt to stoke regional and ethnic resentment and division to accomplish their selfish aims. Such tactics are harmful to the democracy Nigeria seeks to enshrine and goes against the progressive tradition that describes Kano’s politics and that has made Kano a beacon of hope and advancement in our nation. “It is expected that a party leader of Asiwaju Tinubu’s standing will encourage his party’s candidates. PDP’s attempt to make something nefarious of this normal pattern is disingenuous. If they truly believed what they were saying they would discourage PDP members from other states from visiting Kano or offering any form of support. Of course, they do no such thing. But what is proper for the PDP to do, they say it is a dangerous affront for the APC’s Tinubu to do. We believe their attack against Tinubu is not so much that they fear what he might do but that they fear they lack the support of the people. Thus, they try to portray Tinubu as an interloper as the best way to gain support.

APC North Central Reps caucus demands post of speaker Henry Omunu, Abuja
The North Central caucus of the All Progressives Congress (APC) in the House of Representatives on Tuesday demanded that the zone be rewarded with the exalted position of Speaker of the House by the national leadership of the APC. The caucus appealed to the party’s leadership and Nigerians to consider the zone in the spirit of equity and fair play, declaring that the zone was most qualified for the position. Addressing the media in Abuja, the caucus led by Rep. John Dyegh (APC/Benue) said that zoning the position of speaker to the North
Central will satisfy and advance the cause of equity and justice and it would be in line with federal character principle. They noted that since the NorthWest and South West already have the President and vice President respectively, and with other zones in the North already top heavy with political positions, it behoves for equity sake that the zone gets the position of speaker. The caucus argued that apart from the North West and North East, the North Central zone also delivered votes to the party and the President during the general elections and as such, the zone needs to be rewarded for the hard work and loyalty.
The caucus members while expressing commitment to the supremacy of the party, added that “in addressing the issue of zoning of positions, it should be equitable, just and fair such that it will foster unity and cordial relationship among members of our party and our colleague from the other political divide. “We are confident of the ability and capability of the national leadership of the APC to do right to all in order to advance national cohesion, balance of power and federal character.” However, the caucus hinted that they were working with their colleagues in the House to garner support for their demand.
Short News Senate passes N8.83tn 2019 budget for second reading Tunde Opalana, Abuja Exactly three months after its presentation to the joint session of the National Assembly by President Muhammadu Buhari, the Senate yesterday passed for second reading the N8.83 trillion 2019 budget proposals. The Senate as well urged its committee on appropriations to work on the details of the budget and report back on April 2 for a possible third reading of the bill. Senate President, Bukola Saraki gave this indication at plenary in his remarks while deliberating on the budget, saying that “we shall be here on April 2 to receive the report of the appropriation committee on this budget, consider and possibly pass it for third reading. “In keeping to the date, chairmen of the various standing committees should ensure that they tidy up budget defence sessions with heads of Ministries, Departments and Agencies (MDAs) under their purview within the next two weeks. “The best way out of the situation at hand as far as the passage of the 2019 budget is concerned, is for the various committees to push to the appropriation committee, budget proposals of any MDAs whose management refuses to appear as originally proposed by the President.”
FG may jerk VAT to 7.5% to fund minimum wage Tunde Opalana, Abuja Nigerians have been notified of paying more into the Value Added Tax purse of the nation’s treasury as the federal government considers raising the tax from its present five per cent to 7.5 per cent to finance payment of the N30, 000 minimum wage. This was as the government finds it expedient to consider other options outside borrowing to pay the much touted minimum wage. Both the Minister of Budget and National Planning, Senator Udo Udoma and the Chairman of the Federal Inland Revenue Service, Mr. Babatunde Fowler, on Tuesday gave this indication when they appeared before the Senate Committee on Finance during discussions on the Medium Term Expenditure Framework (MTEF). The two officials were among the heads of federal government’s revenue generating agencies who were in the Senate to explain details of the 2019-2021 Medium-Term Expenditure Framework and Fiscal Strategy Paper, which is expected to be the benchmark for the 2019 budget. Fowler, chairman of FIRS said that government is considering an upward review of the Value Added Tax up to 50 per cent. The proposed increment on payable VAT by Nigerians, he said would actually be between 35 per cent (6.75%) and 50 per cent (7.25%).

and for PDP successfully nurturing democracy for 16 years and conducting one of the most credible elections it lost and seamlessly handed over power to the opposition. Obi finally called on all democrats to remain prayerful and remain focused, knowing that victory is sure to come the way of those who seek justice and fairness.
The Peoples Democratic Party (PDP) has assured Nigerians that the votes they freely gave to its candidates in the 2019 general elections will never be in vain. The party said it will surely recover the Presidential mandate given to its candidate, Atiku Abubakar and ensure that none of the states where it is in the lead ahead of the March 23 supplementary elections will be hijacked by the All Progressives Congress (APC). National Chairman of the PDP, Prince Uche Secondus, stated the position of the party during a solidarity visit by the leadership of the party on Sokoto state Governor, Aminu Waziri Tambuwal on Tuesday, ahead of Saturday’s supplementary election. Prince Secondus stated that Nigerians are extremely hurting over the rigging of the Presidential and other elections by the APC as well as the schemes to forcefully take over states already won by the PDP. “Elections are about the will of the people. When you force yourself on the people; that is not democracy. Today, Nigerians are unhappy with the way elections were rigged without allowing the will of the people to prevail,” Secondus said. In his response, Gov. Tambuwal said that the PDP and the people of Sokoto state are upbeat and fully mobilized to ensure that their will is not subverted. “We are upbeat as Sokoto state has never been this mobilized. People are praying and fasting by themselves and they are ready once again to ensure that their will is not subverted.
Buhari is reason for APC still being intact - Minister Tom Okpe, Abuja Minister of Niger Delta Affairs, Usani Uguru Usani has said that the presence of President Muhammadu Buhari in the All Progressives Congress (APC) is the reason why the party is still together. He also said the National Chairman of the party, Comrade Adams Oshiomhole cannot suspend him from the party, lamenting the way the party affairs are presently run, adding that it will lead to its disintegration. Speaking with journalists at his office on Tuesday in Abuja, the minister said where the managers of the system violate their own rules, anarchy is on the loose. “When the managers of the system violate their own rules, then it means the anarchy does not allow the institution to stand and then you can see what the APC is today. “The President’s image is what keeps the party standing as if there is a form of party, otherwise by conduct, we have lost every value of the fabrication of the initial concept which brought honour to our party. “I have the privilege of speaking out because further silence in the face of falsehood in the market would suggest that I am guilty,” he stated. Reacting to allegations of anti-party activities and his reported suspension from the party by its national leadership, Usani said: “I am not on suspension. My ward chairman said I am his member. My ward secretary said my membership is intact. Did I register here in Abuja? So, how could they have suspended me in Abuja?”, The minister who was flanked by the state chairman of the party, Etim John and other officials said the allegations against him were not new.

Karma and the parable of ‘Filadefia’

So, after the mammoth burnt offering at the altar of greed, Rochas Okorocha will still end up with the bread of political sorrow? The Imo West senatorial seat meant to be a “consolation prize” after the defeat of his stooge in the governorship polls of March 9 has been withdrawn by the Independent National Electoral Commission (INEC) over allegation that it was secured at gunpoint on February 23. Now, not only is the humbled Imo emperor left to mourn the defenestration of his son-in-law (Uche) and his daughter’s inability to succeed her mother as Imo First Lady in a failed aspiration at monarchy, he also has to endure the taunts of a gloating victor through his remaining days in Douglas House. From the camp of the governor-elect, the cosmopolitan Emeka Ihedioha, came a raft of disturbing accusations. Suggesting Okorocha may have decided to help himself for the two months left of his tenure, the victorious Peoples Democratic Party (PDP) candidate has alleged a lastminute looting of Imo. Specifically, massive cash withdrawal amounting to N17 billion was allegedly made from Access Bank, Zenith Bank, Unity Bank and Skye Bank (Polaris Bank Limited). Added PDP: “In the last two days alone, Governor Okorocha and his cronies have transferred ownership and reregistered over 150 government vehicles to individuals. Government properties including furniture and electronics in Government House, Owerri are being moved out to Ogboko, Ideato South, the
governor’s country home.” Expectedly, the official response to these grave allegations has not only been denial but a counter-accusation that Ihedioha is a busybody too impatient to grab power. Well, this is a political season when facts get twisted willfully and lies are dressed as truth or a little grain of truth is magnified beyond the boundaries of logic. So, it might be very imprudent yet to crucify Okorocha or applaud Ihedioha here. But nonetheless, it is impossible to deny the shadow of Karma now engulfing Okorocha. Some eight years ago, he too barely waited for then Governor Ikedi Ohakim to write his hand-over notes before bombarding banks with letters from the “Office of the Governor-Elect” to dishonour cheques presented by the Government House then. So pathetic did the situation become that the State’s accountant general reportedly absconded from work, obviously to ingratiate himself to the incoming governor. Throughout his imperial’s reign of eight years, Okorocha relentlessly pursued a policy of vendetta against his predecessor, even refusing to pay him his statutory entitlements. Alas, the wheel of retribution has turned full cycle. It is now Okorocha’s turn to taste the bitter portion generously administered on Ohakim with malicious pleasure. Seeking to rationalise Uche’s drubbing on a surrogate platform, Okorocha’s cited a gang-up by those who “traded away the people’s mandate in Imo”.
In the final analysis, let it however be admitted that Okorocha is no guiltier than the fawning hypocrites who, for the love of dollars, mortgaged the All Progressives Congress (APC)’s interest away in Imo, thereby making the party forfeit its only foothold in Igboland. Were Action Alliance’s 195,364 votes added to APC’s 96,458, the aggregate would have dwarfed PDP’s 277,002. Instead, the visiting scavengers from Abuja were busy counting dollars while poor, unsuspecting party women sang and danced barefoot around Owerri streets. It is alleged that Okorocha also made a dollar bid for the party’s ticket, but apparently lost out to “market forces”, as the highest bidder carried the day. So, during the party primaries, the air literally stank of the aroma of dollars (or “Aromadollars” as the episode is now commonly remembered). Of course, everyone within the family knows the dark truth, but they have been keeping a sepulchral silence, perhaps only awaiting the swish of President Buhari’s acclaimed moral sword in a redemptive rite of propitiation. The head of Okorocha’s serpent may indeed have been dealt a savage axe blow by Imo voters, but the reptile’s lips are still managing to twish, as he now lays boastful claims to the senatorial seat withheld by INEC, even while lamenting “the wickedness of man”. But elsewhere in the South-West, the story is different. It is a case of a funereal quiet in Abeokuta, as the hitherto loquacious Ibikunle Amosun still appears
unable to comprehend what hit him. What we now see are furtive glances of the subdued, too shy to make eye-contact. By audaciously seeking to enthrone his anointed (Akinlade) as successor on the surrogate platform of the Allied People’s Movement (APM), even while sitting as APC governor, Amosun undoubtedly wanted to prove some political omnipotence. But that dream was cut short on March 9 as Dapo Abiodun trounced Akinlade. It is not only Amosun’s claim to invincibility that was thus invalidate, the stock of the fashion item he glamourised has also fallen. The usually impish social media has lately been agog with the shaming of Amosun’s trademark flamboyant, sky-high cap. “Fila” is the Yoruba word for cap. To capture Amosun’s humbling, mischievous folks now whisper around “Filadefia” – a corruption of the popular Philadelphia city in the United States. It is the new onomatopoeia of mischief. Of course, Amosun’s now rumpled hat would henceforth be designated as a monument to hubris and selfdemystification. Outside the governor’s family circle, it is doubtful how many would continue to proudly wear the Amosun cap once his tenancy expires on May 29. It is not unlikely therefore that many a perceptive tailor in Abeokuta would, in fact, have started offloading their huge stock of “Filadefia” at giveaway price to cut their losses. All said, the supreme lesson should not be missed: power is transient. The message: humility.
Post 2019 elections: Time for politics of inclusion

After all the apprehension, permutations and predictions by local and foreign actors, the Presidential election in Nigeria has come and gone with a winner, and many losers. President Muhammadu Buhari who has been re-elected for another term of four years, in a very uncommon show of grace, called on his supporters be graceful to the losing side and that anything less at this period when the nation is bitterly divided and fractured will only heat up the polity, and allow wounds of defeat to linger and possibly fester. Post-election, it is healing time, and focus should be on nation building. President Buhari must lead the charge by trying to unite through both words and action. He should start by using the remaining three months of his first term to bind the country together. The foreboding sense of neglect by a section of the country should be assuaged with assurances that the second term will be more equitable, inclusive, and sensitive to the needs of the people. It is a fact that the current administration is ramping up investments in critical infrastructure across the country, with the last few weeks leading up to the start of the new term on May 29th seeing an increase in the pace of work on these projects especially road construction in order to give a new lease of life to Nigerians who commute daily and businesses that spend so much on distribution logistics. It is impossible to grow the economy to create much needed jobs the country urgently needs without critical infrastructure. While the President winds down his first term, he should begin to expand his horizon to assemble a team of credible and competent Nigerians that will help him deliver greater value in his second term. Granted that the first term was used to deal with a lot of inherited problems
that slowed progress, no such excuses can be made during the second term and as such government must deliver in a timely and impactful manner. The most pressing challenge facing the government is unemployment and the resultant effect of poverty and it must be solved as a matter of urgency. Nigeria needs a Marshall Plan and a team of committed managers that are really motivated to make the highly impactful changes necessary to deliver next level growth and development. President Buhari cannot afford to wait another six months to form his next cabinet. In fact, it is expected he will submit the list of his Ministers to the 9th Senate on June 9th when the new National Assembly will be inaugurated. The time to search for credible men and women, who Nigeria has in abundance, is now. While the Presidential and National Assembly elections was largely peaceful across the country, save for few skirmishes in about four states, it is important to note that the Gubernatorial and States House of Assembly election, due to its localized nature, had more reported problems especially in Lagos, the commercial nerve centre of Nigeria. Lagos is the most cosmopolitan state in Nigeria and its strength as the 5th largest economy in Africa is foregrounded in its diversity and assorted amalgamation of different ethnic and religious groups. The pulsating energy and creative vitality of Lagos as the cultural, sports and entertainment capital of not only Nigeria but also West Africa mirrors its plurality. This is a major reason why elections in Lagos should be peaceful and orderly and politicians must do their parts to eschew any politicking that will unsettle the social harmony and cohesion in the state. Lagos as the business capital and eyes through
which the rest of the world looks at our country cannot afford any ethnic conflagration. It is time for the leaders of the two major parties All Progressives Congress and Peoples Democratic Party, faith leaders, traditional rulers, leaders of Socio-Cultural organizations and other leaders of thought should rally round and maintain the peace. Lagosians of whatever political persuasion should feel free to exercise their voting rights in electing their choice of leaders. Our politics since 1999 has matured to the point of politics without bitterness of any kind which was exemplified by the Late Alhaji Ibrahim Maziri of the defunct Great Nigeria Peoples Party (GNPP). Alhaji Waziri was an embodiment of political tolerance in a period when politicians exhibited naked power and use any means, however evil, to attain and retain political power. He showed us not by an example of his power, but by the power of his example that decent men and women can play politics when the objective is about service to the people. Until recently when some politicians in Lagos retreated to ethnic cleavages political brinksmanship has been devoid of ethnic tension and for this, credit must be given to the political class in the state. Lagos politics has been less of thuggery and the brigandage that is common in other states in Nigeria. We must try to continue to maintain that standard. The outcome of election in Lagos can actually reflect its demographics, a pattern that emerged in last election where Lagos has members of the State Assembly and House of Representatives that are Igbos. These are Igbo politicians who won their elections in Igbo dominated areas of Lagos. It shows the character of the state and it also helps the political parties to now begin to design winning
strategies for the Igbo dominated areas of Lagos. Such strategy will factor in their political interests and aspirations. APC, PDP and other smaller parties can begin to consider Igbo candidates for these areas in future elections. That is blueprint to driving inclusiveness and political participation. The Asiwaju, Bola Tinubu’s administration blazed the trail in Lagos in 2005 when he appointed Mr. Ben Akabueze, then a top banker into a senior Cabinet position as the Commissioner for Budget and Economic Planning. Mr. Joe Igbokwe has been the Publicity Secretary of the ruling party in the state for more than 16 years which I think is good for the political health of the state. Now is the time to sustain this tradition and deepen it to give the wider population more opportunity for political participation. When Lagos continues to drive this change in our political evolution, the fire will catch on in other States like Kano, Kaduna and Rivers State States, for example, where we have sizeable population of Igbos and Yorubas who have lived for decades and even a generation in those states. States like Kano, Anambra and Kaduna, I am aware, have Special Advisers who are non-indigenes for inter-ethnic affairs. These are good steps at achieving harmonious and peaceful co-existence. There cannot be investments and economic development in a state or country where there is strife and political instability. The poverty index in Nigeria is caused due to lack of investments by businesses that can create job for our young people. Ethnic and identity politics that create instability must never be part of the political equation in Lagos. Lagos is too cosmopolitan and too matured as the economic powerhouse of Nigeria to be enmeshed in politics of hate and division.

One of my early teachable moments was the realization that you are required to dress like the people whose votes you are looking for, and operate at that level, be like them, connect with them. When the 2019 political struggle began, I used to attend meetings wearing suits. Party members looked at me suspiciously. I couldn’t miss the glances, the whispers, the murmurs but I couldn’t quite figure out what was amiss until one Sunday afternoon, I arrived at a scheduled meeting all suited up. As soon as I stepped in, I thought I overheard someone saying quietly: “Even on Sunday evening!” I didn’t think that comment was meant for me. Whoever said that was probably talking to someone else. The pieces soon fell in place when one of our apex leaders accosted me: “Deputy, e ma de ku asiko yi o. E ku igbiyanju. Oro kan ma ni mo ma fe ba yin so.” “Go ahead sir.” “N se ni mo kan de ti e n wo kini na. O dabi e ni pe, you don’t like to dress like us. I see you don’t wear Sokoto and Buba, or any traditional attires. You just like these white man’s suits” “Of course, I have caftans. But I prefer to wear suits for work and formal meetings,” I responded. I also tried to explain that I was just coming from a television programme. ‘Ha ha. Okay. But e joor sir., for this our campaign, you have to take it easy with these your suits oh. In politics, you must always look like the people you want to lead and speak like them. That is the only way they can feel comfortable with you. E joor sir oh. Si so okun mo orun ni igba gbobo yi fe po ju. Please do something about it. In this part of the country, a politician cannot go about wearing ties. Lai kii se aja!” Of course, my wardrobe went through a quick transformation. I no longer heard any complaints or whispers, or murmurs. I had adjusted. I made friends very quickly. But that was not all. Our principal, Senator Buruji Kashamu operated mostly during the campaigns, from his Lagos office and his office in Ijebu Igbo. The latter is the Omo Ilu Foundation headquarters, a sprawling multi-purpose complex, sitting on about three acres, complete with a hall large enough for over 5, 000 persons, in addition to an open pavilion, offices and a row of chalets with about 20 rooms. Omo Ilu Foundation, founded in 2010, is Senator Kashamu’s philanthropic organization and political structure through which he provides help for orphans, widows and the indigent. We either met in Lagos or in Ijebu-Igbo, and given my position as his running mate, I was constantly present at meetings and activities. It didn’t take a while before the Senator noticed that I always came alone. I didn’t travel in a convoy. I didn’t have a retinue of hangers-on. One day, he called me aside and told me: “Dokita, why are you always walking alone? A politician does not walk alone. In politics, you must have your own team. You must have your own followers. You must have your own structure. I am going to help you set up your own structure and you can recruit your own followers over time. That is how to play politics. You can’t be going about alone. Politics is about people, strategy, hardwork.” In no time, I had my own team and till the campaign ended, I never walked alone. Bouncers, security men, campaign vehicles, a team of drivers and assistants, party associates, advisers, supporters, family friends, consultants etc. My house became a beehive of activities. In Nigeria, a politician is not expected to close his doors. Men, women trooped in. People I had not seen in the last three years showed up. They sat in the compound, some came into the house and took over the sitting rooms. The house of a politician must have a ready supply of food and drinks. The house was soon flooded with cartons of assorted drinks. Dry gin. Schnapps, Brandy. Beer. Whatever. Some politicians insist that politics is better when it is fueled with the engine oil of alcohol. I had an inner crowd of regulars, male and female. At certain times of the day, someone will raise his hand and say: “De-pu-ty, e fun wa ni amala! Maa-anu n – fa-gi.” Time to eat! I never got a chance to meet this everhungry Maaa-nu, the apocryphal carpenter of the stomach! I got a rude shock however, in December, when one of my new friends started pestering me to give him money to buy a ram. “Ram? Se iyawo yin sese bi mo, e fe se ikomo ni?,” Has your wife just put to bed and you need support for the naming ceremony?, I asked. “No. Rah – rah o, deputy, a fe fi se etutu ni. We want to use the ram to make sacrifice of protection for you. You need some protection.” What sacrifice? I couldn’t figure out what the man was driving at. But he was persistent. “It won’t cost you a lot of money. Just the money for the
ram and something on top. You are our own Governor in Ogun Central as far as we are concerned. Many people have seen you. They are talking about you. We also have enemies within the party. There are cases in court. The party people in Abuja don’t like us. As your own people, we have to protect you. Nothing must happen to you. You can be sure the Ijebus will also protect their own son.” “Do you know what all those other people you sit down with have under their clothes? Deputy, Oju lasan ko se politics ni Nigeria yi oh. You must fortify yourself. You need ayeta (local bullet-proof charm), okigbe (protection against machete cuts) gbetugbetu (all-purpose Yoruba charm), awise afogbohun,, ma-y-e-hun (charms for commanding persons), eyonu, atewogba (charms for popularity and acceptance)… after the waist-band, we still have a lot to do. Agan ni kini yi, ko se da gbe! A jo ma gbe ni. We are in this thing together. Anybody whose friend is disgraced is the one who has been disgraced.” I was not scared, but I was worried that 21stcentury Nigerian politics was beginning to sound like a return to the inter-tribal wars of the 14thCentury. I wasn’t going to part with a penny for any amulet or sacrifice. I was left alone for a while. We organized political activities: visited key stakeholders, communities, arranged consultation meetings, we stormed the town and other parts of our Constituency. The women and my wife had their own group. They focused on markets and house-tohouse campaigns. The only thing that worried me was that each time we went to some places, some members of the opposition will later call me to complain that they heard I was spending money and giving people gifts. I would deny of course but they would then proceed to mention the exact place, the person visited and what exactly happened. I became worried. I concluded that there was need to be very watchful. On more than one occasion, persons came to me to show me lists of voters, numbers of Permanent Voters Cards and the phone numbers of their owners. They claimed the voters were under their direct control and they could deliver entire wards and local governments. They needed money to mobilize the owners of the voters’ cards. It sounded strange to me. I didn’t play ball. Before long, one of my self-appointed protectors came and said he would like me to go to a church somewhere in Abeokuta. According to him, every politician had already visited the church and whatever the man of God pronounced would come to pass. I refused. If the man of God had already promised every Gubernatorial candidate, victory, why bother? The battle for the protection of my soul and life in politics later reached a peak when one of the initial protectors returned to say that even if we did not do anything, we needed to send Eshu on errand, and he had identified the Eshu in the Igbein quarters of Abeokuta as the most potent agent that will ensure our victory in the 2019 Gubernatorial polls. I tried to fence him off by showing off my knowledge of the Yoriuba belief system and traditions. I even chanted the panegyric of Eshu, the trickster-god, the two faced, Janus member of the Yoruba pantheon. “Eshu Laalu, onile orita, ogirimoko okunrin, a ba ni wa oran bi a ri da, elekun n sun ekun, Laaroye n sun eje…” Eshu is usually regarded as the equivalent of the Devil, but Yoruba Traditional Thought identifies him as an oxymoronic agent for both good and evil, an attribute translated as drama, form, antonym, and performance in Femi Osofisan’sEshu and the Vagabond Minstrels. The man was not interested in my anthropological, hermeneutic analysis. I even told him that in actual fact, the most potent Eshu in Egbaland is in Imo, not Igbein and I told him… I was trying to pass a message across. The man flared up. “Eshu Igbein is very strong. If you give it what it wants. It will stand up and go out and deal with our enemies. It will bring us all the votes in Ogun State! It will go to every polling unit and vote.” Olawale Folorunso and Bode Sowunmi who were with me and who had been listening to the argument over the proposed recruitment of Eshu as a polling agent eventually intervened. Bode Sowunmi wanted to know if the Eshu could survive in a compound with interlocking tiles and air conditioners and whether he would occupy one of our rooms. Wale thought the whole proposal was bizarre. Bode asked: “Okay, Egbon, if you believe so much in this Eshu, why don’t you go and do the ritual and send Eshu on errand on behalf of Dr Abati and Senator Kashamu. You are a politician yourself and you are all in this campaign together. Dr says he doesn’t want Eshu in this matter.” “I am not the one running for Governor. I can’t spend my own money. Anybody that wants to be Governor must be ready to give Eshu his due,” the man insisted. I refused.
OUR POSITION
FG, welfare and medical doctors The ongoing brain drain in the medical sector where many medical doctors are leaving Nigeria on a daily basis for greener pastures abroad certainly calls for concern among the stakeholders. Incidentally, Nigerian doctors have been migrating to the United States, United Kingdom, Canada, Saudi Arabia and many other nations across the globe. Though relevant medical agencies in Nigeria could not provide official data on emigrant doctors, statistics from General Medical Council (GMC) UK, as at July 2017 showed that over 4,765 Nigerian doctors are working in the UK. This is 1.7 per cent of the total of the UK’s medical workforce. The Association also revealed on Monday that over 80,000 registered medical doctors in its database but, regrettably, less than 50 percent of them currently practice in Nigeria. It also confirmed that no fewer than 12 Nigerian medical doctors leave Nigeria weekly for greener pastures in US, UK, Canada and other developed countries including African countries, due poor working conditions and other unhealthy labour practices in Nigeria. This trend has been having negative effects on the nation’s health sector. The major factors responsible for the unhealthy development are; poor remuneration, poor facilities and working condition, and job satisfaction. Many of our health professionals are over worked. A doctor is supposed to see a maximum of 20 patients a day but they are seeing about 150 in a day. Certainly by the time he gets to 50 patients, he is already exhausted. Even a nurse that is supposed to see about four patients has to take care of 50 patients in a ward. Certainly, he/she will get tired. The truth is that in Nigeria, the working environment for many doctors is very hostile. Many doctors see patients that they can treat or intervene on their issues die before them because the hospitals they are working in do not have the necessary equipment to take care of them. Also, the remuneration of doctors is very poor. If you go to other climes, what we are paying in Nigeria is just 10 per cent of what they collect and they respect doctors. It is instructive to note that we don’t have good funding maintenance for hospitals in the country. The few doctors that we have are over worked and are not appreciated. These reasons and others might not be unconnected to the ongoing brain drain in the country. We must know that relocation of one medical doctor from Nigeria affects over 5,000 citizens that could have benefitted from his or her medical expertise. The relocation automatically deny thousands of patients access to quality health care from a trusted medical practitioner. There are also indications that Africa loses $2 billion annually to medical tourism and medical brain drain while Nigeria contributes the larger percentage of the medical tourists. Nigeria is using her resources to train doctors and professionals that will leave to work in foreign countries. What are those things attracting these professionals outside? Can we duplicate them here?” We are of the opinion that government should provide adequate remuneration for our medical doctors. Though we are not saying they should pay them so much, government should pay them for the
job they are doing as and when due. We are also of the opinion that the Federal Government should make the National Insurance Scheme (NHIS) compulsory for all citizens. We believe that the development would provide enough funds to improve the conditions of service and working environment for health professionals. It is unfortunate that our medical doctors are leaving Nigeria because of poor conditions of service, working environment and after service package. The development indicates that the physician-patient ratio has worsened, maybe from 1:3,000 to 1:5,000. When you compare, those countries that have better physician-patient ratio have better treatment environment. If the the doctors know they will have a house after 20 years of training, the lure to leave Nigeria would be reduced. What are the benefits attached to the job? What are the provisions for the doctor’s family? What are the long-term prospects for the staff? We submit that government must improve the work environment in terms of financing, make it work-friendly and not crowding of 10 persons in one office. We must ensure electricity supply and avoid a situation where doctors come to work and scheduled to do a surgery but there is no electricity. We are of the opinion that there is the need for the country to be more dynamic and re-organise the funding of health service. The government must adopt a more holistic approach to halt the dangerous trend of medical brain drain.

Youth rally to celebrate Ihedioha’s Short News Labour commends Senate over minimum victory in Imo wage approval Prince Nwankwo, Owerri
The Association of All Youth Leaders of the Peoples Democratic Party (PDP), Imo state chapter, staged a peaceful two-hour rally round major streets and roads in Owerri, the state capital to celebrate the victory of Governor-elect, Emeka Ihedioha. The youth comprising of all the youth leaders in the 305 electoral wards in Imo state in their thousands began their march from the PDP state secretariat at Okigwe Road in Owerri through Ama J.K junction, Douglas Road, Mbaise Road, Tetlow Road, Ihugba Street, Fire Service junction, Wetheral Road and back to Okigwe Road where the state PDP youth leader received them. The state PDP Youth Leader, Williams Ahanonu, thanked the youth for coming out en masse to participate in the victory rally and bringing joy to the faces of citizens of the state who joined in the celebration
march. Ahanonu said that “what we did today is called victory march to celebrate the wonderful winning of Emeka Ihedioha, who won other 69 governorship candidates, including the son in-law of the incumbent Governor, Uche Nwosu, who contested under the Action Alliance (AA) and other political juggernauts. “We matched round Owerri capital city to celebrate with the Governor -elect, Emeka Ihedioha.” It will be recalled that last week, the youths in Owerri and people of Imo state, especially those around the demolished Eke Ukwu Owerri Market, started the jubilation when Ihedioha was announced as the winner of the March 9, gubernatorial election in the state. In a related development, a former two –time Secretary to the State Government, Chris Okewulonu has expressed his happiness that the people of Obowo Local
Government Area, voted for Ihedioha in the just concluded gubernatorial election. Okewulonu, who is also the PDP leader in Obowo council area, said that out of the six local governments in Okigwe zone, Ihedioha won in Obowo, declaring that he had sleepless nights making sure Ihedioha did not lose. “I was his campaign director general the last time he contested for the same position. Both of us have gone a long way as friends and in politics; if he could not win in my local government, my sleepless nights would have been in vain. “I am so happy my people listened to my plea to vote for him, despite having two governorship candidates from Obowo local government,” Okewulonu said. He declared that Ihedioha winning the gubernatorial election was paramount because Imo state needs to be rebuilt and recovered from the hands of Rochas Okorocha.
Ukpono Ukpong, Abuja The Nigeria Labour Congress (NLC) yesterday commended the Senate for passing into law the new Minimum Wage Bill of N30, 000 for Nigerian workers. In a telephone conversation with our correspondent, NLC Deputy President, Amechi Asugwuni called on President Mohammadu Buhari to follow the part of honour and immediately sign into law the new pay rise document, saying it will help to restore workers’ trust in the present administration. The labour leader while applauding the Senate for the hike in the amount to be charged for defaulters, challenged state governments to brace up to accommodate the new salary increase once it is signed into law by the President Labour is however, indifferent with the Senate calls for a review of the revenue sharing formula in which the federal government rakes 56 per cent, states 24 per cent and local governments 20 per cent, arguing that the minimum wage bill is an independent bill which should not be subjected to adjustments in sharing formula by the Revenue Mobilization, Allocation and Fiscal Commission. Asugwuni stressed that such calls could further slowdown the already overdue implementation of the new minimum wage.
Gov. Sani-Bello orders arrest of hard drugs sellers
Niger state Governor, Alhaji Abubakar Sani-Bello has ordered the immediate closure of any shop found engaging in the sale of hard drugs and the prosecution of promoters. He gave the directive when he played host to members of Niger state Council of Traditional Rulers led by Etsu Nupe, Alhaji Yahaya Abubakar in his office at the Government House in Minna, the state capital. The governor who expressed concern over the effect the abuse of hard drugs has on the socio-cultural fabric of the state, said his administration would deploy new strategies to address the menace. He stressed that the fight against drug abuse will require the support of all stakeholders and relevant bodies to work on blocking all supply channels. “We will consolidate more on addressing security challenges in the state. We will give drug abuse priority because we noticed that most of the criminal activities are carried out under the influence of drugs. “Having identified hard drugs as a major factor of criminal activities, we have to come up with strategies of blocking all supply channels and also follow up to ensure that black marketing does not flourish as a result of this,” the governor added.

Reps probe deployment of soldiers in elections Henry Omunu, Abuja Following allegations of misuse of soldiers during the general elections in River state and other parts of the country, the House of Representatives on Tuesday passed a resolution to set up a special panel to investigate the alleged abuses committed by the soldiers. Passing a resolution yesterday after debating a motion of urgent public importance, the House resolved as a matter of urgency, to set up an ad hoc committee to carry out a holistic, detailed, comprehensive and far reaching investigation of the deployment, use, misuse and abuses of the soldiers in the 2019 elections and other elections. The special panel is expected to make appropriate recommendations to the House within four weeks. Debating the motion, Rep. Patrick Asada, expressed concern at the heavy militarization of the polity during the just concluded general polls and previous elections in Ekiti,
Osun states. He explained that the 1999 Constitution as amended and the Armed Forces Act were clear on the structure, management and operations of the military and wondered why the military authorities were adamant in abusing not only its own laws, but the constitution. Rep. Asada listed three separate court judgements which ruled against the deployment of soldiers during elections without recourse to the National Assembly while also, drawing attention to the Court of Appeal rulings on the same subject matter. He faulted the Chief of Army Staff, Lt Gen. Yusuf Buratai’s position that the army was obeying the order of the President and commander –in- chief to shoot and kill ballot box snatchers, without recourse to existing laws and court rulings against the deployment of soldiers. According him, while INEC has indicted the army over their conduct in the Rivers governorship election, the claims by the army that it was fake soldiers that were on rampage
across the country was untenable and an indictment on their capacity to perform their statutory responsibilities He warned that it was dangerous to drag the military into partisan politics on purely civilian contests as such action and inactions were dangerous to democracy. Meanwhile, President Muhammed Buhari has declined assent to two bills, the Chartered Institute of Development and Training as well as the Nigerian Aeronautics Research and Rescue Bill. In declining, the President explained that the institute do not have the capacity for the responsibilities contained in the legislation. On the Aeronautics Research and Rescue Bill, Buhari declined his assent on the grounds that the agency will duplicate NEMA and other existing regulatory agencies in the aviation sector Thereafter, the House suspended plenary to concentrate on the engagement of ministries, departments and government agencies in the defense of their 2019 budget estimates.
The Senate has called on the federal government to ensure safety of air travellers within the nation’s airspace It also tasked regulatory agencies in the aviation sector; especially the Nigerian Civil Aviation Authority and the Federal Ministry of Aviation to ensure that aircrafts operating in the country are airworthy. The Senate however, commended the Ministry of Aviation and NCAA “for moving swiftly in mitigating the operations of the Boeing 737 Max 8 and 9 series aircraft within the Nigerian airspace in order to ensure the safety of all Nigerians”. This resolution was sequel to a motion by Senator Gbenga Ashafa (APC/ Lagos East) at plenary Tuesday on the need for Nigeria to protect its airspace from the Boeing 737 series pending the determination of its air worthiness. Presenting the motion, Sen. Ashafa noted that the two Nigerians who lost their lives in the ill-fated flight ET-302 “are individuals who have distinguished themselves in their fields and till their deaths remained worthy ambassadors of the country in the Diaspora.” He recalled that sometimes in October 2018, a brand new Lion Air Boeing 737 Max 8 went down over the Java Sea killing 189 people, adding that the Ethiopian Airlines flight that killed 157 people, including two illustrious Nigerians was equally a Boeing 737 Max 8 series.
Lagos: Police repel attack on station, arrest 3 Operatives of the Lagos State Police Command have arrested three suspects following a raid on cultists and ritualists’ hideout. The Command’s Spokesperson, DSP Bala Elkana, disclosed this in a statement on Tuesday. He also said that the raid, which took place on Monday almost led to a serious attack on Imota Police Station in Ikorodu, during which two policemen were injured. “On March 18, at about 5:30pm, following a tip-off, a team of policemen on surveillance at Adama community, Ikorodu, raided a den of cultists who specialise in ritual murder and kidnapping for ritual purposes. “On sighting the police, they opened fire and equally used some of their hostages as human shields. “During the operation that lasted for about one hour, two police officers were injured and three suspects were arrested namely, Ahmed Hassan, Daniel Enyin and Olaniran Alium. “One Hadiyat Sikiru an SS1 student was hit by a stray bullet. Attempt by other members of the deadly gang to attack our police station at Imota was met with stiff resistance by the gallant officers on duty. “The Commissioner of Police, Lagos State, CP Zubairu Muazu mni, has directed the Deputy Commissioner of Police in Charge of Criminal Investigation, Panti, to take over the case for further investigation,” he said.

A high level United Nations and European Union delegation on a visit to the headquarters of the Multinational Joint Task Force in N’Djamena, Chad, has stressed the need to address the socioeconomic underpinnings of the Boko Haram crisis. The delegation comprising the Special Representative of the United Nations Secretary General to Central Africa, Francois Fall; the Special Representative of the United Nations Secretary General to West Africa and Sahel, Mohammed Ibn Chambas and the Special Representative of the European Union to the Sahel, Angel Losada made the call when they visited the headquarters of the Multinational Joint Task Force in N’Djamena, Chad. A statement by the Chief of Military Public Information (MNJTF), Col. Timothy Antigha, stated that during the visit Special Representative
Francois Fall thanked the Force Commander, Major General Chikezie Ude for the successes recorded in the ongoing Operation Yancin Tafki, noting that the progress made so far is encouraging. Fall observed that the Boko Haram problem requires more than a military solution, stressing that there is the need to also examine and address the socio-economic underpinnings of the crisis. Also speaking, Mr. Angel Losada conveyed the support and solidarity of the European Union to the MNJTF, noting that the Union will remain in partnership with the MNJTF, particularly, in the areas of political strategy and intelligence sharing. In his contribution, Mr. Mohammed Ibn Chambas, noted the serious disruption of economic activities among countries of the Lake Chad area by the Boko Haram insurgency, observing that a lot of efforts will be required to deal with the attendant challenges. Responding, the Force Commander Maj. Gen. Ude commended members of the delegation for
the visit, remarking that the fight against Boko Haram would not have been possible without the support of the international community. He assured the delegation that the MNJTF in conjunction with national forces will maintain its current posture in the Lake Chad Basin. Other members of the delegation were the UN Resident Coordinator in Chad, Mr. Stephen Tull and the Executive Manager of the Committee against Terrorism, Michelle Coninsk. In a related development, a delegation from the UN Security Council has also visited the MNJTF Tactical Headquarters in Diffa, Niger Republic. Briefing the team, the Deputy Force Commander, Brigadier General Seydou Badjie updated them on the current situation and the challenges facing the MNJTF. In response, the leader of the delegation, Mr. Abdel Mahjid said their mission is to assess the MNJTF area of operation with a view to making recommendations on how the UN can support African led missions.

Prosecution and defence witnesses who testify in court will henceforth, be remunerated for expenses under the witness claims scheme as provided by the Delta state Administration of Crime Justice law 2017, the State Chief Judge, Justice Mashall Umukoro has said. Justice Umukoro, who spoke to Journalists in Asaba, disclosed that Section 251 of the law provides that “where a person attends court as a state witness, the witness shall be entitled to payment of such reasonable expenses as may be prescribed. “Section 252 states that where a person attends court as a witness to give evidence for the defence, the court may in its discretion on application, order payment by the registrar to such witness of court such sum of money as it may seem reasonable and sufficient to compensate the witness for expenses he reasonably incurred in attending the court.” He asserted that the witness claims scheme was discontinued due to abuse by magistrates and registrars in the past, disclosing that the state judiciary, ministry of justice and other relevant stakeholders were synergizing to reactive the facility in line with the administration of criminal justice law, but however, cautioned state counsels abusing the scheme when it comes on stream.
42-yr-old man kills in-law over N30, 000 debt in Ondo Adewale Momoh, Akure A 42-year-old man, Segun Oni has reportedly killed his brother in-law, Sunday Oluwadare, 36, in Akure, the Ondo state capital over a N30, 000 debt. It was gathered that the incident which happened at Adebowale area of Akure, the state capital was as a result of a disagreement over debt owed by the suspected killer. According to an eyewitness who craved anonymity, the deceased had a disagreement with Segun for not paying his N30, 000 debt, adding that “the disagreement led to a fisticuff and while Sunday was having an upper hand, the suspect went for a log and hit the deceased on the head. “Before Sunday, who married the daughter of the suspect’s elder brother could be taken to the State Specialist Hospital, Akure, he had given up the ghost.” It was also gathered that the suspect who fled after committing the crime, later submitted himself to the police in Akure following the arrest of his wife. Reps indict security agencies over Kaduna killings, launch probe Henry Omunu, Abuja The House of Representatives on Tuesday indicted security agencies for making no significant efforts in curtailing the continued massacre in communities in Kaduna state and has launched a probe into the killings following public p outcry. The investigation, the House resolved is to unearth the immediate and remote causes of the crises This is sequel to the adoption of a motion of urgent public importance sponsored by House Minority Whip, Rep. Yakubu Umar Barde, representing, Chinkun/ Kajuru Federal Constituency of Kaduna state. Approving the motion, the House expressed concern over the incessant killings in the state by armed bandits in communities in Kajuru Local Government Area of Kaduna state, wondering that in spite of the public outcry over the killings, the government and security agencies haven’t made significant efforts to
bring the situation under control. “Pockets of killings are still going on in the area. It will surprise you to know that up to this moment as I speak, no arrest of these killers has been made by the security agents, rather over 50 unarmed youth and opinion leaders of Adara extraction are being reminded in prison without due process of the law for over a month,” Rep. Bards stated in his lead debate. He disclosed that the area had become a killing field and a theatre of war to the extent that there is no day a soul is not lost. Barde added that “these attacks and killings have become a daily activity. On February 10, Ungwan Village was attacked leaving 11 people dead. “On February 26, Karamai Village was attacked and 40 people killed with over 100 houses burnt. Again between March 10-13 in Ugwan Barde, Inkirimi, Dogon Norman, Ugwqn Gora and Kyamara villages, over 90 people were also killed with several others injured and their houses burnt.” According to him, the unwarranted killings have become the trend until the state
government imposed a dusk- to- dawn curfew. Barde said that the activities of the killers have become worrisome and a major concern to the villagers and therefore, called on the federal government and security agencies to intensify efforts in stemming the tide and ensuring that peace and normalcy returns to the area. He regretted that previous attempts by the House to draw attention to the activities of bandits in Kajuru and the killing of the Adom Adara, led to the arrest of the suspects, disclosing however, that nothing has been heard about the prosecution of the suspects. The minority whip nonetheless, appealed to the National Emergency Management Agency (NEMA) to quickly move to the affected communities with relief materials in order to alleviate the sufferings of the displaced families. In addition, the House mandated its relevant committees to carry out a thorough investigation on the various communal crises with a view to unravelling the fundamental issues responsible for the unrests and proffer solutions for lasting peace.
The Bayelsa state government, has embarked on the enforcement of sealing illegal buildings in Yenagoa metropolis for contravening building regulations of the state, adding that about 100 buildings may be forfeited to the state government. It was learnt from the Bayelsa state Physical Planning and Development Board that affected buildings without the requisite approvals, such as building permit, building plan approval and no building submission before development were built would be confiscated by the state. Acting on a court order issued by the Physical Planning and Development Tribunal of the state, the Chairman of the Board, Ebi Waribigha, said the landlords of the affected properties also failed to subject them to technical, safety and integrity tests. According to him, the move is also part of government’s effort to prevent buildings from collapsing in the state. Waribigha said in a few weeks, an additional 80 unapproved buildings would be sealed as part of government’s plan to ensure controlled, planned and enhanced physical development of infrastructures across the state.
Infrastructure deficit hindering aviation dev in Africa – Sirika
Minister of state for Aviation, Sen. Hadi Sirika, has stated that deficit in aviation infrastructure had been a major setback for the development of an efficient air transport sector in Africa. Sirika stated this at the opening of a two-day workshop on Aviation Infrastructure for Africa Gap Analysis organised by the International Civil Aviation Organisation (ICAO) on Tuesday in Abuja. He said that Africa had become one of the fastest growing air transport markets in the world due to an emerging industrial sector and increasing population. According to him, these amongst many other reasons creates tremendous opportunity for progress as aviation already supports almost seven million jobs and $72.5 billion in Gross Domestic Product (GDP). “However, in terms of infrastructure requirements to support future capacity, aviation in Africa and other regions face some serious constraints due to inadequate airport capacity, air traffic management technologies and dearth of aviation personnel. “Africa aviation requires significant upgrade and expansion to meet the requirements of the projected growth, but has to overcome insufficient access to financial resources for aviation development and modernization.

N19m scam: Court grants 4 fake customs agents bail Andrew Orolua, Abuja
A Federal High Court sitting in Sokoto, has granted bail to four suspected fake customs agents facing trial on a nine-count charge bordering on conspiracy and obtaining N19, 000,000 through false pretenses. The Economic and Financial Crimes Commission (EFCC), Sokoto zonal office had on March15, 2019, arraigned the defendants, Jabir Ladan Sani, Alhaji Sani Musa, Kabiru Musa and Aliyu Muhammad and others now at large before Justice Saleh Idrissa, on the nine-count charge. The defendants got into trouble when they allegedly collected N19 million from one Abdulrazak Murtala under the pretext of facilitating the release of his goods seized by the
Nigerian Customs Service (NCS) and upon the payment of the money by Abdulrazak, his goods were neither released nor his money returned. According to the prosecution, the defendants conspired among themselves to commit the unlawful act, contrary to Section 8 (a) and 1 (3) of the Advance Fee Fraud and other Fraud Related Offences Act 2006. The defendants pleaded not guilty to the charges when it was read to them. At the resumed hearing, counsel to the defendants, Nasiru Shehu Na’ige, told the court that he had earlier filed a bail application on behalf of his clients since the alleged offences were bailable and urged the court to grant his prayers. However, the prosecution counsel, Muhammad Gambo did not oppose his prayers.
Delivering his ruling on the bail application, Justice Idrissa, granted the defendants bail in the sum of N3, 000.000 each with two sureties in like sum. The judge ruled that the sureties must be resident within the jurisdiction of the court, adding that one of the sureties must be a civil servant not below grade level 14 at the federal or state civil service, while the second surety must have a landed property worth N3 million within the jurisdiction of the court. He also stated that the two sureties must depose to an affidavit of means with their recent passport photographs and those sureties must be verified by the prosecution and the court registrar. The judge adjourned the matter to April 9 and 10 for trial and ordered that the defendants be remanded in prison custody.

Short News Fire outbreak renders 35 families homeless in Delta
At least six people have been reportedly injured while 35 families were rendered homeless following a fire outbreak in a residential area comprising makeshift buildings at Opi Street in Ugboroke Community in Uvwie Local Government Area of Delta state. According to reports, the fire which broke out at 11.55am on Sunday destroyed properties worth millions of naira and personal belongings of the affected families. Some of the victims, who claimed they had nowhere to go and have decided to hang around the razed buildings, alleged that the fire emanated from power upsurge in one of the apartments on Sunday morning. Eyewitnesses told our correspondent that many of the affected persons were in church when they were informed that fire had gutted their homes and that before they got home, the damage had been done. Pleading with the state Governor, Ifeanyi Okowa, to assist them with relief materials, the victims said that all their life savings, including their children’s certificates were consumed in the inferno. One of the victims, Madam Victoria Boyi, said the clothes she wore to church were the only things she had left, saying that every other thing was destroyed before she and her children could rush home to save their belongings. “I have been managing with my children in this one room before this fire came to double our pains. All our savings and my little market are all gone. Not even a shirt or plates were we able to save from the fire outbreak. We lost everything. As I speak to you, I have no money with which to eat or feed my children. “I appeal to Governor Okowa to have mercy us and come to our aid. We slept outside yesterday (Sunday) because we have nowhere to go. I am a widow. I don’t know where to start. Governor Okowa, please, in the spirit of your victory, help us.’’.

Ojukwu’s family disowns late Sylvester Ojukwu Nkiru Nwagbo, Awka
The family of late Dim Chukwuemeka Odumegwu Ojukwu has insisted that late Sylvester Ojukwu who will be buried this week is not a son of their patriach. It would be recalled that since the death of Ikemba Nnewi there has been controversy over who the first son is between the now late Sylvester and the former Commissioner for Special Duties in Anambra state, Chukwuemeka Odumegwu Ojukwu (Jr ). According to the spokesman of the Ojukwu dynasty, Mr. Ifeukwu Ojukwu, who spoke with reporters in Nnewi, the man in question is Sylvester Udeh, who later changed his name to Sylvester Ojukwu. He contended that the funeral of Sylvester is entirely the affairs of his family and not that of the Ojukwu family as it is being peddled in
some quarters, insisting that the dead man was born Sylvester Udeh before later changing his name to Ojukwu at the age of 21. The Ojukwu family spokesman added that the late Ikemba never accepted Sylvester as his child and that his name is not contained in his will. “Members of the Ojukwu family have not been notified of his death and they are not aware of the burial. Ikemba never accepted him even in his death. He said it is the father that knows the son not the other way round. “If Ikemba was a poor man, will Sylvester be coming out to claim him? He was just trying to force himself on him. He was answering Sylvester Udeh in the secondary school at Federal Government College Umuahia. How can you change your name and the document you went to school with? People that went to school with him know him
as Sylvester Udeh. That is why he can’t bring his birth certificate,” he added. Ifeukwu stated that based on Nnewi culture, when somebody dies, his kinsmen are informed and that kolanuts and drinks are brought before the announcement of the burial rites is made public, but that in the case of Sylvester nothing of such happened, so the Ojukwu family has nothing to do with his burial. Furthermore, he disclosed that Sylvester after the burial of Ikemba, sued the family, but eventually lost the case, adding that “Justice Abba told him that the onus is on him to prove his paternity through DNA. “Ikemba brought Emeka to Nnewi and introduced him to his umunna as his first son. He did it when he was alive. When somebody writes his will and lists all his children, and says anybody that is not here is not my child; it should be taken that way.”
The Lagos State government on Tuesday set up a five-man panel to investigate the immediate and remote causes of the collapsed three-storey building which occurred at Ita-Faaji area of Lagos Island leaving several injured and many dead. Inaugurating the panel, comprising specialised professionals from the private sector and the built environment, Commissioner for Physical Planning and Urban Development, Prince Rotimi Ogunleye, disclosed that the terms of reference of the panel included to proffer remedial measures to stem further building collapse in the future, adding that the panel was also to determine the level of negligence on the part of the developer or owner and the role of the state Government. Ogunleye added that the panel was also to make recommendations for future efficient service delivery that would halt the collapse of buildings across the state. The Commissioner said the recommendation of the panel will be acted upon as government was determined to stem the tide of collapsed buildings in Lagos. He further disclosed that the panel had two weeks to submit its report to the state government for prompt action. Chairman of the panel, a retired Permanent Secretary in Lagos, Engr. Wasiu Olokunola, said the panel will ensure it does a thorough job as the members were capable and possessed the wealth of experience in the built industry. Other members of the panel include Architect Fitzgerald Umar, Builder Barr. Bayo Owojori, Town planner. Ayo Adediran and Builder Kunle Awobodu.
2 to die for robbing night club in Ekiti Gbenga Sodeinde, Ado Ekiti An Ado Ekiti High Court has sentenced two persons, Adedayo Oluwayemi (27) and Daramola Seyi (23) to death for robbing a night club in the city. Justice John Adeyeye, who handed down the sentence held that the duo were guilty of the two-count charge of armed robbery and conspiracy preferred against them. The judge found them guilty of violating Section 516 of the Criminal Code of Ekiti state 2012 and Section 1(2) (b) of the Robbery and Firearms (Special Provision) Act 2014. Justice Adeyeye however, discharged and acquitted the third accused person, Ogunleye Ige on grounds that evidence before the court showed that there was no nexus between him and the robbery. The accused persons reportedly invaded Club 15 Dynamic Lounge, Irewumi, opposite Bawa Estate, Ado Ekiti on August 4, 2018 with guns and robbed their victims of their properties. Some of the properties they robbed their victims of at gunpoint include, laptops, phones and cash. They were arrested at the point of selling the stolen items, particularly, the laptops and phones when they could not provide the passwords. The accused persons were first arraigned in court on October 16, 2017, when the charges were read to them to which they pleaded not guilty. Prosecution counsel, Felix Awoniyi, called six witnesses and tendered exhibits, including the two laptops while defence counsel, Toyin Oluwole, did not call any witness in the course of trial.

Finance Minister urges govts to create economic opportunities for women Mathew Dadiya, Abuja The Minister of Finance, Mrs Zainab Shamsuna Ahmed has called on governments at the various levels to put measures in place for strategic approach towards establishing gender parity in the society by providing more economic opportunities to women. The Minister said this on Tuesday in her keynote address during the Central Bank of Nigeria (CBN) 2019 International Women’s Day with the theme “Investing for Equality,” in Abuja. She noted that economically empowered women will guarantee stronger economies. Mrs Ahmed said, “given the challenges we are facing, it is critical that we take a long term and strategic approach to establishing gender parity, and ensuring that women are economically empowered, resulting in stronger economies overall.” The Daily Times recalls that the 2019 International Women’s Day was themed “Balance for Better.” She said, “It is my distinct pleasure to be here with you today to celebrate the achievements of women and to engage in an important dialogue regarding what we must do to ensure continued investment in and support of gender equality in Nigeria. “It is well established that the economic empowerment of women and girls is a key driver of economic growth and improved development outcomes, ultimately leading to improved economic resiliency. It is therefore imperative that we prioritize the advancement of women in all spheres of society, and specifically in areas relating to their socio-economic empowerment. “Today’s event provides a unique opportunity for us to reflect individual and collectively about our own respective journeys as women (and men), and decide what we can and must do to ensure that we reach our gender parity goals. Gender equality is critical to ensuring inclusive and sustainable development, and achieving our goals under the Economic Recovery and Growth Plan (ERGP) and the UN 2030 Agenda for Sustainable Development.” While appreciating the efforts of the CBN governor, Mr Godwin Emefiele in improving the place of women in the bank, where 29 per cent staff are women, 29 per cent are in top management and 27 per cent women are in the board as it stands currently, she task the governor and his deputies to scale it up to 50 per cent. Speaking further on the challenges and progress made so far in empowering women she said, “While significant progress has been made in addressing gender inequality issue both globally and domestically, and across different subject matter areas, there is still more work to be done. Research shows that, despite their contributions, many women remain economically disempowered. “Women account for a disproportionate percentage of the world’s population living in poverty (estimated at 70%), and are more likely to be affected by poor service delivery and instability. A 2018 Global Gender Gap Report produced by the World Economic Forum indicates that at the current rate, it will take an astounding 108 years to close the global gender gap, with the economic and political empowerment gender gaps needing 202 and 107 years to close respectively.” The Minister also stated that, “In the Nigeria context, the factors inhibiting gender equality mirror what is happening on the global scene. Women face challenges when it comes to accessing resources, including financial services, property, and other assets. Additionally, women are less likely to receive critical education, skills and training opportunities, particularly in traditionally male-dominated fields. These challenges are compounded by issues of worklife balance, with many women opting out of leadership tracks due to home commitments and inadequate support at work. For these and other reasons, we are seeing fewer women in leadership positions than we should. “It is important that Government continues to develop and implement policies, regulatory frameworks, and programmes that are inclusive and gender-sensitive, to remove the socio-economic and cultural barriers that prevent women from participating fully in society and from reaping the economic benefits of their participation.”

FG adjusts fiscal strategy for growth-enhancing sectors Mathew Dadiya, Abuja The Minister of Budget and National Planning, Senator Udoma Udo Udoma has said that some slight adjustments had been effected on the 2019 Medium Term Fiscal Framework and Fiscal Strategy Paper (MTEF/FSP) between when it was approved by the Federal Executive Council and the finalization of the 2019 Budget Proposals. The Minister disclosed this on Tuesday while briefing Senate Committee on Finance on the 2019 Revenue and Expenditure Projections said the adjustment only affected the expenditure levels as it was done to reflect some unanticipated expenditure items and the consequences of those
adjustments. The key assumptions and macro-framework of the 2019 Budget targets 2.3mbpd of oil production at an oil benchmark price of $60 per barrel; exchange rate of N305 per Dollar, Inflation rate at 9.98 per cent, Nominal consumption of N119.28 trillion, Nominal GDP at N139.65 trillion and GDP growth rate of 3.01 per cent. The Minister briefed the Committee on the 2018 expenditure outturns. He stated that of the total appropriation of N9.12 trillion, N7.24 trillion had been spent as at December 31, 2018; representing 79 per cent performance. Udoma indicated that Debt Service and the implementation of Non-debt Recurrent Expenditure, including payment of workers’
salaries and pensions, were on track. He explained that Capital releases only commenced after the signing of the 2018 Budget on June 20, 2018; and as at January 11, 2019, a total of N1.226 trillion had been released for capital projects. Spending on Capital, he explained further, was prioritised in favour of critical ongoing infrastructural projects in the power, roads, rail and agriculture sectors. “Implementation of the 2018 Capital Budget will continue into 2019 until the 2019 Budget is passed into law,” he pointed out. The Minister said Government will continue its fiscal strategy of directing resources to most productive and growth-enhancing sectors while efforts will be intensified to increase revenue.
“Government will also leverage private capital to supplement capital allocations from the Budget. Highlights of Government’s fiscal strategy, he enumerated to include enhancing economic growth and ensuring inclusiveness; promoting economic diversification; maintaining macroeconomic stability; increasing revenue generation; rebalancing the distribution of Government spending; improving quality of spending; and, ensuring sustainable deficit levels. To achieve these objectives, the Minister said fiscal, monetary and trade policies will continue to be aligned and implemented in a very coordinated manner. “The strategy recognizes the need to deliberately cushion the effects of adjustments on the poor and vulnerable members in the society.”
Nigeria set for methanol fuel production Joy Obakeye Nigeria is set to commence the production of methanol, to be blended with gasoline for the generation of electrical power, if the report of the Technical Committee (TC) on Methanol Fuel Technology Implementation programme set up by the federal government August 10, 2018 is anything to go by. The programme targets a15 per cent of methanol to 85 per cent of fossil fuel blend in the production of petroleum motor spirit (PMS) and its utilization in the generation of electric power in Nigeria. Presenting the committee’s report at the Federal Institute of Industrial Research Oshodi (FIIRO) in Lagos, the minister of science and technology, Dr. Ogbonnaya Onu disclosed
that the report will serve as a technical guide for further inputs from stakeholders towards implementing methanol fuel technology in the transportation and energy sectors in the country before the end of the second quarter of 2019. Onu stated that the federal government in the next few weeks expects members of the TC working in collaboration with the stakeholders to make it a reality, the implementation of methanol and gasoline alternative blends starting with blends of up to 15% methanol which requires virtually no modification to the existing car infrastructure. “In the next few weeks, I expect members of the technical committee working in collaboration with the stakeholders to make it a reality, the implementation of methanol and gasoline alternative blends starting with blends of up to 15per cent methanol which requires virtually no

According the minister, government expects the committee to see to the construction of a local methanol production facility to encourage the development of a natural gas-based industry, and ensure consultation with various technology owners and providers based on the Executive Order No.5. This is in addition to ensuring the use of methanol as a blend with gasoline in order to reduce cost that is more environmentally friendly than the use of either gasoline or diesel fuel for transportation. Government expects that this will help
reduce gas flaring in the country as the natural gas will be used for methanol production and not overlooking the fact methanol is equally a feedstock in the production of many important industrial chemicals. “As we all know, Nigeria holds the largest natural gas reserves on the African continent, ranked as 9th in the world in 2016 and is among the world’s top five exporters of liquefied natural gas. The country’s oil and natural gas industry typically accounts for 75 per cent of government revenue and 90 per cent of total export earnings. “It is important to point out that the methanol fuel technology implementation programme would eliminate the problem of gas flaring. This technology will help add value to the huge natural gas resources of the nation”, Onu assured.
Influx of fake phones, other substandard devices to Nigeria disturbing - CPC DG Ladesope Ladelokun Following the alarm raised by the Nigerian Communications Commission (NCC) over the threat the influx of fake phones pose to the health of consumers and its devastating effect on the economy and security of the nation, the Consumer Protection Council (CPC)has expressed worry and readiness to buck the ugly trend. The Director General of the agency, Barr. Tunde Irukera, in an interview with The Daily
Times yesterday, said the development was disturbing, saying the council had always taken the position that there were disputed signs about the safety or potential adverse effect on health of certain devices regardless of the fact that they are fake or original. Irukera says the Federal Competition and Consumer Protection Commission is working with the NCC and Standards Organisation of Nigeria (SON) to ensure that all prevailing standards take into consideration the disputed signs and put in place an enforcement mechanism involving the customs in order to
check the entry of fake phones and any device that fall short of the prevailing standards into the Nigerian market. “We at the Federal Competition and Consumer Protection Commission have been engaging with the NCC and SON to be sure that all prevailing standards take into consideration the disputed signs and to make sure that there is an enforcement mechanism, including with the Customs that prevents the entry into our market of not just second hand goods but any device that does not comply with this prevailing standard. “The World Consumer Rights Day of this
year which occurred last Friday had the theme “Trusted Smart Product” and the CPC’s approach to commemorating that day had components of what the issue is: security and safety. Other components were support and sustainability. But with respect to the safety aspect, what we are concerned about is that the hardware itself are physical devices that are trusted in the sense that they are not controversial. So, yes, we are very concerned and we are taking this very seriously and engaging with other regulators and law enforcement to fashion the best way to prevent such devices from building a market”, he said.

Analysts commend CBN policies to contain Nigeria’s inflation Motolani Oseni Analysts at Financial Derivates Company Limited (FDC) has said that continuous slowdown in Nigeria’s inflation means that some of the Central Bank of Nigeria (CBN) policies to contain inflation can be considered to be successful.
The National Bureau of Statistics (NBS) for the third time since December 2018 has reported a drop in the inflation rate. According to FDC latest report, “Contrary to FDC projection for an increase in headline inflation in February, the data released today by the NBS showed a slight decline to 11.31 per cent. “This is the third time inflation has declined in the last 6 months. The moderation in inflation will be cheery news to the doves in the monetary
policy committee at their meeting in March. Because it means that some of the CBN’s policies to contain inflation can be considered to be successful.” The report by FDC stated that “The NBS data also shows that monthly inflation fell in line with the annual headline inflation. “The month-on-month inflation fell to 0.73per cent (9.12per cent annualized) in February from 0.74per cent (9.19per cent annualized) in the
previous month. Sub-Saharan Africa (SSA) – Ghana’s inflation up after touching a 6-year low in January.” On inflation outlook for this year, the report said, “The commencement of the planting season in the second quarter would reduce output. “This in addition to the implementation of the minimum wage could mount pressure on commodity prices, thus, heightening inflationary pressures.”
Five firms bid to acquire Yola DisCo, Afam power plant Mathew Dadiya, Abuja The Bureau of Public Enterprises has disclosed that a total of five companies submitted technical and financial proposals for the acquisition of the Yola Electricity Distribution Company (YEDC) and Afam Electricity Generation Company (Afam Power Plc & Afam Three Fast Power Limited) by prospective coreinvestors. Head of Public Communications of BPE, Amina Tukur Othman on Monday, stated that as at Friday, February 15 - being the dateline for submission of interest, two firms- Quest Electricity Nigeria Limited and Sandstream Nigeria, submitted proposals to acquire the Yola Disco while DiamondStripes Consortium,
Unicorn Power Generation Consortium and Transcorp Power, sought to acquire the Afam Genco. According to BPE, Sandstream submission was however found to be nonresponsive as it failed to include a bank guarantee in line with the requirements in the Requests for Proposal (RfPs). Accordingly; the representative of the firm took the bid back. She stated that the Director General of BPE, Mr Alex A. Okoh assured the bidders that the evaluation of their bids would be subjected to the highest level of integrity culminating into the financial bids opening of the successful bidders. Okoh said the Evaluation Committee would meet immediately to discuss and finalise the scoring criteria before commencing the evaluation process on Monday, March 18, 2019, and end on
Thursday, March 21, 2109. The Daily Times recalls that19 firms had indicated interest to acquire the Afam Power Company and the Yola Distribution Company (YDC) put up for sale by the Federal Government at the close of the submission of bids for the Expression of Interest (EOIs) at 1: PM on Tuesday, September 26, 2018. The request for expression of interest in the two companies was published by the BPE in national newspapers on August 16, 2018 and after evaluation of the EOIs, 11 firms qualified for the next stage but only the five were successful. The Daily Times further recalls that although Yola Distribution Company was successfully privatised and handed over to the core investor in 2013, a force majeure was declared in 2015 by the core investor citing insecurity in the North-
East region of the country. Following this, the company was duly repossessed by the Federal Government. The transaction for Afam Power Generation Company, on the other hand, fell through due to the delay in signing the Gas Supply Agreement (GSAA) and the Gas Transportation Agreement (GTA). In 2017 the National Council on Privatisation (NCP) gave approval for a fresh transaction to privatise the two power companies. It is expected that the successful bidders will be responsible for operating the generation and distribution companies, making the necessary investments to improve the generation and distribution networks and customer service in line with the objectives of the Federal Government of Nigeria set out in the National Electric Power Policy (NEPP).

NB pioneers first solarpowered brewery in Africa Joy Obakeye Nigerian Breweries Plc (NB) and CrossBoundary Energy have announced the signing of Heineken’s first solar project in Africa. CrossBoundary Energy will be installing and operating a 650 kW solar plant located at NB’s Ibadan Brewery and the solar energy plant will become operational in 2019. According to a statement signed by Sade Morgan, Corporate Affairs Director, Nigerian Breweries, the landmark project is the first of its kind for Nigeria – a fully-financed solar Power Purchase Agreement for a major Nigerian business customer. CrossBoundary Energy will operate the rooftop facility on behalf of Nigerian Breweries as part of a 15year solar services agreement. Under the agreement, NB will only pay for solar power produced, receiving a single monthly bill that incorporates all maintenance, monitoring, insurance and financing costs. The solar plant will supply 1GWh annually to the Ibadan brewery at a significant discount to their current cost of power while reducing the site’s CO2 emissions by over 10,000 tonnes over the lifespan of the plant. In his remark, Jordi Borrut Bel, Managing Director of Nigerian Breweries Plc, said: “We are delighted to be a pioneer in the adoption of solar energy in Nigeria. The solar plant will help power our world-class brewery in Ibadan, enabling us to deliver on commitments under our ‘Brewing a Better World’ initiatives and supporting Heineken’s global ‘Drop the C’ programme for renewable energy.” Heineken’s Drop the C programme for renewable energy aims to grow its share of production related energy sourced from renewables from the current level of 14% to 70% by 2030. “NB’s Brewing a Better World initiative has further targeted a 40% reduction in CO2 emissions by 2030”, according to Martin Kochl, Supply Chain Director, Nigerian Breweries Plc. Femi Fadugba, Head of Business Development for CrossBoundary Energy, said: “We’re excited to be helping Nigerian Breweries go solar and to be providing the site with cleaner, cheaper power with no upfront investment or technical risk. I’m also proud that this flagship project – the first of its kind in Nigeria – will be launched in my family’s hometown of Ibadan.” CrossBoundary Energy has commissioned TPN to design and build the plant as well as performing operations and maintenance immediately after commissioning. Ruud van Milligen, General Manager for TPN said: “We are grateful that we, as an Energy Solutions partner for Nigerian Breweries, and CrossBoundary Energy can contribute to the renewable goals of Nigerian Breweries with our custom-made energy solutions and best-inclass operations and maintenance operations.” The plant will support the local employment of at least a dozen engineering, construction and maintenance professionals during installation and the 25+ year lifetime of the system while supporting the Nigerian Electricity Regulatory Commission’s (NERC) target of having 2,000MW of power capacity from renewables by 2020.

Bayelsa Dep. Governor denies absolving Army of blame in election crisis Stories by Patrick Okohue The Bayelsa State Deputy governor, Rear Admiral Gboribiogha John Jonah (rtd), has denied reports quoting him as saying the Army should not be blamed for its involvement in elections, as published by a leading national newspaper. The deputy governor said that though he will not condemn the entire Army authority for the actions of some of its officers during the election, but that his position is that some over-zealous officers of the Army over-stepped their bounds while discharging their functions during the elections, contrary to the roles in support of civil authority. According to Rear Admiral John Jonah (rtd), the assertion by the newspaper following the commissioning of projects at the 16 Brigade Headquarters , Nigerian Army, Yenagoa last weekend are wrong and there was a need to correct

Lagos collapse Building: Sanwo-Olu woman leader supports victims with gift items, cash One of the Woman Leaders in Lagos State chapter of the All Progressives Congress (APC), Mrs Ola Williams, has commiserated with victims of the collapsed building at Itafaaji area of Lagos Island, which claimed the lives of at least 20 people including school children, with many injured. Williams, who visited hospitals with her group, Asiwaju for Life/ Sanwoolu Babes, where some of the survivors are receiving treatments, distributed funds and food items to the patients, while praying for their quick recovery. The Woman Leader described the incident as “very sad and unfortunate”, lamenting that it was most pathetic that pupils in the course of their statutory primary education met such a tragic end. “As a mother I feel the pains and I’m very sad that little pupils during their primary education died so untimely as a result of this incident,” Williams lamented. She called on the government to bring to book any individual linked to the collapse of the building, adding that appropriate measures must be taken to forestall further occurrence. Hospital, Island Health Centre, amongst others. Also, the Woman Leader, who was a guest with her group at an event to commemorate the role of women in the reelection of President Muhammadu Buhari, shortly after her visits to the hospitals, commended the wife of the President, Mrs Aisha Buhari, for her response and gesture towards the victims. Aisha Buhari had with wife of the Vice President, Mrs Dolapo Osinbajo, who were in Lagos at the weekend to celebrate the significant contributions of women towards President Buhari’s reelection victory at the polls and also visited hospitals where the victims are on admission to sympathise and encourage them as well as their relatives. Williams appreciated Mrs Buhari for being responsive to the plight of women and children, just as she commended her for recognising the roles played at various levels by the women folks in the reelection of the president. “She is a true First Lady, a mother and a wife for being supportive to the victims of the collapsed building, especially the children,” Williams told our correspondent. “I also give it to her for acknowledging the roles played
by women in the just concluded polls which saw the reelection of President Muhammadu Buhari and Vice President Prof Yemi Osinbajo. This is a victory for all.” Williams further called on political leaders to honour women in their administrations by giving them prominence in various capacities. Muslim Folami to impose an Oba on the community, saying “o to ge” The protesters were armed with placards with different inscriptions such as; “Hon Folami, stop bribing our kings, no room for imposition,” “Hon Muslim Folami betrayed APC,” “Accord Party Leader cannot install a king in Lagos State,” “Folami, stop bastardizing our traditional institution. Others were, “Folami, do not make our kingship do or die,” “Folami must go, O to ge,” “Folami commissionership is a curse rather blessing,” “LASG/LAHA & Concerned authorities call Folami to order” and ”Folami do not make our community a war zone.” Speaking to the Assembly Correspondents, the leader of the protesters, Mr. Issa Olayinka, who spoke on their behalf, accused the Commissioner of attempting to impose one Ibrahim Akodu as the Oba of the community through the backdoor. “We are from Orimedu in Ibeju Lekki. We are here concerning the attempt of the State Commissioner for Local Government and Community Affairs, Hon. Muslim Folami to impose a king on Orimedu community. “The Onimedu of Orimedu died about four months ago and we have about seven months to perform traditional rites before a successor could be installed. This, according to tradition has procedures and protocols that has to be followed. “There is a declaration that it is now the turn of Oke Oshodi Quarters out of the six quarters in the area to produce the next king. “The issue now is that the people in Oke Oshodi quarters would have to come together and discuss with the ‘afobaje’ kingmakers,”
he said. Olayinka disclosed that though, the commissioner is from Orimedu but he is not from Oke Oshodi quarters. He explained that the elders of Oke Oshodi quarters have asked each of the 11 families in the quarters to bring one candidate each including the family of Ibrahim Akodu, who is the present Chief Akinrogun of the community and Folami’s candidate. “By tradition, Akodu supposed to relinquish his present position if he wants to contest for the kingship, but the commissioner is saying that he should retain the seat. “We were told that Folami had the approval of the Governor to do this, which was why we wrote a letter to the Governor. “There are about 14 candidates for the kingship, but Folami’s candidate had not been coming for the meetings that others have been attending. “Though Ibrahim Akodu is from the quarters, he is yet to obtain form for the Kingship and has not been meeting with us all because of his closeness to the commissioner,” Oluyinka alleged. The spokesperson further revealed that they had met with the commissioner and invited him for meetings several times, stressing that they had written letters to the State Governor, the Speaker of the State House of Assembly, Rt. Hon. Mudashiru Obasa, the lawmaker representing Ibeju Lekki Constituency 2, Hon. Raheem Kazeem and the lawmaker representing Ibeju Lekki Constituency 1, Hon. Fatai Mojeed on the issue. The letters, according to him, were dated 7th January, 2019. Addressing the protesters on behalf of the House, the lawmaker representing Oshodi/ Isolo Constituency 2, Hon. Jude Idimogu thanked them for the peaceful manner at which they have conducted themselves, assuring them that the House will look into their complaints and get back to them.

UNN generates own electricity using organic waste Moses Oyediran, Enugu
The Vice-chancellor, University of Nigeria Nsukka, Prof. Benjamin Ozumba, has expressed happiness on the installation of 100KVA Refuse Drived Fuel (RDF) gasification plant for generation of electricity in the institution. Ozumba stated this on Tuesday during the inauguration of the conversion of organic waste to electricity generation. He said the University would produce more of the plants to generate its own electricity, stressing that it would no longer have the need for the services of Enugu Electricity Distribution Company (EEDC). “I am happy that the university under my watch has witnessed innovations and transformation as today another feather has been added to the achievements of my administration. “This is the first of its kind in the country, using of waste to generate electricity. “By the time more of the plants are produced that will cover every part of the university, millions of naira will be saved
every month, as UNN will longer pay monthly electricity bill to EEDC,” he said. The VC commended Prof. Emenike Ejiogu-led research team that produced the RDF gas plant that used organic waste as fuel, that would save the university billions of naira in future both in paying electricity bill and buying of diesel to power generating sets in the university yearly. In a remark, Prof. Ejiogu from the Department of Electrical Engineering, applauded the vice- chancellor on his believe in innovation as way of transforming UNN, saying “that was why the VC did not hesitate to sponsor the RDF project we are celebrating today”. “The administration of Ozumba is administration of innovations. For instance, UNN Science Park that has attracted science and technology scholars from different part of the world. “The 100 KVA RDF project is designed and fabricated by laboratory of industrial power devices and energy system under special grant by Ozumba. “The aim is to enable UNN to generate its own electricity with organic waste that will serve as fuel,” he added. The Japan trained engineer before coming back to Nigeria said his research
team was set to produce 250KVA plants, which if twelve of them were stationed at various locations in UNN will supply the energy needs of the university. “UNN power demand now is 3mgwats so with twelve 250KVA of RDF plants it will meet electricity supply need of the university,” he said. The former head of department Electrical in UNN, said on request his research team would install the RDF plant that uses organic waste to generate electricity to any individual, company or office that needed it. “It’s cheaper and can carry more loads than solar energy installation. “With RDF plant in your house or office, it will carry your air-condition, deep freezers, pressing iron and other things in your house, office or company,” he said. Ejiogu listed some of the organic waste that could be used as waste materials to power the plant to include corn husks, wood chips among others. “You can see that this plant that uses waste to generate power would create employments to people as many would get money through supplying of waste to UNN or other people who would be using the plant,” he said.

The Provost gave this assertion at the matriculation of full-time National Certificate in Education (NCE) students for the 2018/2019 session. According to her, this underscores the absolute commitment of the College to quality teacher education service delivery. “We parade well trained teaching and non-teaching staff and implement adequate curricula for socially responsive teacher education. In addition we link technologies across fields as we embark
on an upgrade of facilities to make them fit for purpose”, she said. The Provost disclosed further that the College has remained a prominent source of idea generation to other colleges of education in the country. She said AOCOED has become leadership model not only because it takes the lead in the process of the National Commission for Colleges of Education (NCCE) curriculum development but more so because it is active in the process of curriculum implementation. “The role of the College in the development of the current national minimum standard for the pre-NCE curriculum in the country remains a feat in the teaching industry till this moment”, she said. Dr. (Mrs.) Aina told the gathering that in the 2018 accreditation, the College and all its 31 programmes were fully accredited by the superintendent body, NCCE.
She expressed gratitude to the Lagos State government for providing the fund for the accreditation and for the support over the years. Nigeria has never been a united country, truth be told Because you love Nigeria, you are right when you speak with passion and vehemence in favour or, in defense of Nigeria. Many of us have had causes or reasons in the past to speak out in praise of Nigeria, our beloved country. And there are many reasons to sing praises of Nigeria, to proudly say, ‘I am a Nigerian.’ We will continue to be proud of Nigeria; and to say so, loudly. But if we keep sentiments apart; if we keep blind patriotism somewhere and face the truth, the reality; then we would not be wrong also, if we say that, Nigeria, our beloved country, is a huge disappointment to its citizens, to Africans and to the black race in general. With a population of nearly 190 million, Nigeria is the most populous nation in black Africa, making her one big family; and that’s something to really be proud of. Nigeria has invested so much in terms of human and material resources to save other African countries when they were faced with internal strife and outright war, making Nigeria earn the ‘big brother’ status in the continent. Nigeria is home to hundreds of thousands of people that have positively impacted on the world and humanity in critical areas of life like nursing, medicine, science, technology, journalism, law, sports, literature, and the art, among others. In spite of the many factors that when combined should make Nigeria a great nation, our country is still a laughing object among other nations of the world for so many reasons. Regrettably, Nigeria is also a huge disappointment to many of its citizens, many of who are treated as foreigners in their own country; and this has lingered, for many years. Although Nigeria has over the years invested so much to achieve national unity and cohesion, citizens of the country are treated like strangers when they leave the places they ‘call state of origin’ to another part of the country for school or to work; and this is official. In Nigeria, you have to fill forms to indicate the state you were born, the local government, your sex and your religion if you are seeking admission in school, primary, secondary or university; when you are seeking employment, when you want to travel through Nigeria’s airports and before you are admitted or treated in any hospital in the country. That was why on March 20, 1962, Alhaji Shehu Cigari, Northern Peoples’ Congress (NPC) member for Sokoto South West in the Northern House of Assembly called on the Northern Nigeria government to terminate the appointment of all non northerners in the public service of the region. According to a report by Daily Times, Alhaji Cigari, a House of Assembly member said that every effort should be made to encourage northern youths to take up available
job opportunities. And so has it been, in almost all the states of Nigeria. People are segregated upon because of the tribe they come from, their religion and political affiliations; for many useless reasons.
In my country Nigeria, it is almost impossible to access job opportunities in the state you reside, if you are not an indigene by birth, even if you have lived there for decades and paid all taxes and levies to the appropriate authorities.
It does not matter whether you were born in the state or not. And that is why Nigeria is a disunited nation, 105 years after amalgamation by the British of all the ethnic nationalities that make up the disunited nation.
