The Daily Times recalls that there was a recent fight of superiority between Governor Ortom and the Senator representing zone B Senatorial District of Benue State, George Akume, where it was reported that Akume accused Governor Ortom of not paying civil servants in the state out of his fraudulent intentions after making him Governor to redeem the state from the wrongs committed by the previous PDP rule in the state. Governor Ortom had on Monday told journalists in Makurdi, the state capital, that he was given ‘red card’ by the party in the state and now standing outside the field as a freeman. Ortom, who was at the national secretariat of the APC in Abuja on Thursday to meet with party leaders, spoke to journalists in the presence of the National Chairman of the APC, Comrade Adams Oshiomhole, saying that it was the Benue State APC that actually gave me ‘redcard’ and he decided to make himself available out of the pitch. He said, “It was the Benue APC that gave me a red card not the National APC and I thought that it was enough to make myself available out of the pitch, but the leadership of the party told me that the decision of the party leadership at the national level is superior to that of any individual or group of people and I think that is good enough. “They have spoken to him (Akume), they have also spoken to me and the state stakeholders are going to be spoken to and that’s where
are; we have not concluded the matter, it’s an ongoing process. I always stand for peace, and I always want peace to prevail, that’s what I stand for. I appreciate the intervention of the party’s leadership and I hope that we will be able to resolve the matter of differences”. The Governor emphasised that as a member of the party, he was at the national secretariat as he is still the flag bearer of the party in Benue State. “I’m here at the APC Secretariat as a member of the party and still flying the flag of APC in the State, I only said I was given ‘red card’ but, have been corrected by the national secretariat”, he added. Responding to the development, Oshiomhole said the APC did not have ‘red- cards’ in its cupboard and can’t give what it doesn’t have. He noted that there could however be legitimate legal issues and disagreements in some state’s chapters of the party, saying that these were evidence of the fact that the APC was a free democratic party, adding that it was the responsibility of the party leadership to help aggrieved members to find a common ground. He pointed out that the issues in the Benue State chapter of the party were not too fundamental that it could not be resolved, expressing confidence that the issues between Senator Akume, also a former former Governor of the state and Governor Ortom would be resolved by the party’s National Leadership. He said: “Senator Akume is a very respected leader of the
party, a former governor and as a current Senator, he will recognise the need for peace and we have what it takes to make peace. “In Benue, we are going for a win-win solution; Governor Ortom is not going anywhere, he is a very prominent member of our party, and we appreciate his leadership in Benue. We will do everything possible to help those who have issues to have those issues resolved. “The Peoples Democratic Party (PDP) that is hovering round must know that it is only people without honour will vomit in the morning and convert it to lunch in the afternoon. People like Ortom can’t leave PDP three and half years ago with his eyes open and two three years later because of some tension, is thinking of returning. “He is a man of honour and he knows that once you move one step forward, you will want to take the second step to consolidate the first step, that’s the way to go. Be assured that the PDP can go and do whatever they want to do, but it won’t change the situation and the minds of those who are convinced in building the future. “And in Benue, I am sure that Governor Ortom and Senator Akume will be happy, much more importantly the great people of Benue will be happy not just our party members because they want to consolidate what works and not to return to a broken vehicle”. Oshiomhole added that the APC leadership would do everything possible to address crisis within its states chapters and ensure that its committed members remain in its fold.
Reps probe N8trn gold tax revenue from illegal mining Henry Omunu, Abuja The House of Representatives on Thursday, resolved to investigate the loss of revenue from leakages estimated at about N8 trillion from the illegal mining of gold and other solid mineral resources that abound in the country. The probe is to be carried out by an ad hoc committee looking at irregularities in the nation’s mining sector in the last five years, including the efforts of the Ministry of Mines and Steel Development in curtailing and tracking the movement of minerals within, and outside the country. This resolution by the House is sequel to the adoption of the motion sponsored by Hon Ehiozuwa Agbonayinma (APC, Edo) on the need to diversify
from reliance on oil revenue to alternative sources of revenue to cushion the effects of dwindling oil revenue. In his lead debate on the motion, Hon Agbonayinma described the mining sector as a key driver in national economic development as Nigeria has the fourth largest reserve of bitumen globally as well as having the second largest iron ore deposits in Africa, apart from its abundant coal resources. He lamented that the nation’s mining industry is under - utilized, leading to the importation of minerals that could be locally produced. According to the House member from Edo State, reports by Signal One International, a United States based firm in 2016, the nation lost $50 billion in gold revenue tax over the last two
years through illegal mining and exports of unprocessed gold. The lawmaker added that the former Minister of Mines and Steel Development, Dr Kayode Fayemi, identified inadequate tracking as the key challenge to effectively monitor revenue leakages in the mining sector. Agbonayinma expressed worry that reports from the “Nigeria Extractive Industries Transparency Initiative (NEITI) indicated that between 2014 and 2015, the country lost an estimated $9billion to illegal mining operations and through gold exports. The current average price of gold at the international market is $1, 200 per ounce, he added, meaning that the nation lost $4, 233. 400 per day and $1, 544, 826. 000 per annum since a kilogram of gold is equal to 35. 27 ounces.

AMCON rakes N94.2bn from 5 major banks Motolani Oseni, Lagos
The Assets Management Corporation of Nigeria (AMCON) collected a whopping N94.2 billion from five DomesticSystematic Important Banks (D-SIBs) operating in the country in 2017, The Daily Times can authoritatively report. The five financial institutions levy to the AMCON grew by 14 per cent from N82.1 billion in 2016 despite shareholders call for closing of operations.
It means that the 17.5 per cent proportion of the five Central Bank of Nigeria’s (CBN) D-SIBs profit was paid to AMCON as levy in 2017. The five financial institutions are FBN Holdings Plc, Zenith Bank Plc, Access Bank Plc, United Bank for Africa Plc and Guaranty Trust Bank Plc. All deposit money banks in operating in Nigeria are required to contribute 0.5 per cent of total assets as at the preceding year end to AMCON’s sinking fund in line with existing guidelines.
The fund is non-refundable and does not represent any ownership interest nor does it confer any rights or obligations on the contributor. According to The DailyTimes findings, FBN Holdings’ with N5.2 trillion in total assets last year paid regulatory cost of about N31.5 billion, 9.3 per cent increase over N28.8billion in preceding year. Closely following FBN Holdings is Zenith Bank with N21.42 billion AMCON levy in 2017 from N18.75 billion in 2016, an increase of 14 per cent.

Urges states to review cases of condemned criminal cases
Mathew Dadiya, Abuja Contrary to recent reports in the media that the federal government has spent $1billion from the Excess Crude Account (ECA), the National Economic Council (NEC) has disclosed that the money has not been expended to fight insecurity. Anambra State Governor Willy Obiano disclosed this on Thursday after the meeting of NEC presided over by Vice President Yemi Osinbajo at the President Villa. The Daily Times recalls that the National Assembly had insisted that the president could not spend the money without the approval of the legislature. Answering question on why killings have not stopped despite the fact that NEC approved $1billion to fight insurgency, insecurity and buy arms, Governor Obiano hinted that the money has not been spent by the federal goverment. Obiano said, “It was not deliberated at NEC with respect to the $1 billion to be spent on saving lives and property across the nation. However I have been properly informed that the money has not be expended yet. “There is a growing concern including at the council and elsewhere that issue of killing must stop. I believe that all the appropriate agencies are aware that concern is growing and I am confident that they listen to the pleas of people and do something more drastic than they have done so far. Meanwhile, Bauchi State Governor Mohammed Abubakar, has said during the media briefing that the Attorney General of the Federation (AGF) and Minister of Justice, Mr Abubakar Malami (SAN) made a presentation on the vexed issue of prison decongestion. The governor noted that the problems bedeviling prisons in Nigeria was a matter
of common knowledge, saying that the presentation have special consideration to condemned prisoners. He also disclosed that as at July 18, the country has 2,359 condemned convicts nationwide, lamenting that the threats posed by the convicts to the prison system is very serious. He also disclosed that the AGF proffered the following recommendations to the council: “That state governors may wish to carry out a review of the cases of condemned convicts within their jurisdiction as enshrined in Section 212 of the 1999 Constitution”. “That the Nigerian Prisons Service to review it’s policy on inter-state transfer of prisoners to reduce incidences of prisoners being held outside their states of conviction; “Cases of convicts outside the state of conviction maybe forwarded to the governor of the state where they were sentenced for consideration. Governor Abubakar also told State House correspondents that the NEC noted the recommendations and welcomed actions by governors, saying that most of the actions are to be taken by governors because they have the responsibility of signing the warrant of execution of the condemned prisoners. On his part, Oyo State Deputy Governor, Moses Alake Adeyemo, said that the Minister of Finance, Mrs Kemi Adeosun, also reported the following balances in the federation accounts: Excess Crude Account $1,918,509,918.86, Stabilization Fund Account N18,882,864,216.56 and Natural Resources N133,715,427,387.37. Earlier in his briefing, Governor Obiano said that the minister of environment made a lengthy presentation on flooding and erosion disasters across the nation. He said, “He talked about the collaborative partnership between the federal government and the state governments with the presidential committee on flood relief and
rehabilitation to immediate intervention of flooding prevention and mitigation and preparedness in the country. “He adduced many reasons why we have flood challenges including nondistilling areas, poor urban planning, mismanagement of the forest through burning and what have you. “At the end, the following prayers were arrived at: Short time and sustainable way to distilling major tributaries, canals ahead of the flooding session. This is relatively inexpensive and executable within a very short period of time.” He said that the council also agreed to set up a federal monitoring unit comprising officers of the collaborating entities, federal states and presidential committee on flood relief respond to be headed by a director. According to him, this is to identify locations of crucial actions on realistic cost estimates and implementing flood prevention, mitigation and preparedness programme. He also disclosed that the NEC also approved a project cost sharing ratio of federal government 30 percent, states 30 percent, presidential committee on flood 40 percent on identified projects.

Buhari holds closed-door meeting with Osinbajo, Saraki, Dogara, APC governors Mathew Dadiya, Abuja President Muhammadu Buhari Thursday, met behind closed doors with the Senate President, Bukola Saraki, Vice President Yemi Osinbajo, Speaker of the House of Representatives Yakubu Dogara and some state governors on the platform of the ruling All Progressives Congress (APC) at the Presidential Villa, Abuja. Saraki was said to have arrived at the Presidential Villa at about 4:18 p.m. The APC governors at the meeting
were – Ibikunle Amosun (Ogun), Atiku Bagudu (Kebbi), Abdulaziz Yari (Zamfara) and Aminu Bello Masari (Katsina). Vice President Yemi Osinbajo and the Ekiti State Governor-Elect, Kayode Fayemi, were also at the meeting. But Saraki declined comments after the meeting when he was approached by State House correspondents. Fayemi, on his part, said the governors and others met with the president to celebrate his victory at the Ekiti Guber election adding that the ruling party will win the Osun Guber election coming up
later this year. Yari, who was also part of the meeting, is the chairman of the APC gubernatorial primaries which is expected to hold today. The Daily Times further gathered that the meeting might not be unconnected to rumoured defection of Saraki to the PDP The nPDP faction of the APC which Saraki belongs to have already joined camp with the PDP. It is expected that in the coming days, more APC members may defect to the opposition PDP due to internal crises in the ruling APC.
Zenith Bank total assets thus reported 18 per cent increase in total assets to N5.59 trillion from N4.74 trillion in 2016. With about N4.1 trillion in total assets, Access Bank paid AMCON levy of N15.47 billion in 2017, 28.3 per cent increase over N12.1 billion in 2016 while GTBank paid AMCON sinking funds of about N13.1 billion in 2017 from N11.4 billion in 2016. AMCON levy contributed 14.9 per cent to GTBank’s total operating expenses in 2017. In addition, UBA’s AMCON levy hits N12.7 billion in 2017, 14.6 per cent increase over N11.08 billion recorded in 2016. As earlier stated, the five D-SIBs paid 17.5 per cent of their total profit in 2017 to AMCON, which implies that an accumulative N536.8 billion was generated as profit in 2017 from N422.8 billion reported in 2016. Highest gainers by percentage include FBN Holdings, Zenith Bank and GTBank while Access Bank recorded drop in profit. FBN Holdings reported 178.8 per cent increase in profit to N47.8billion from N17 billion in 2016 while Zenith Bank’s profit also rose by 37 per cent in 2017 to N177.9 billion as against N129.65 billion in 2016. For Access Bank, its profit dropped by 13 per cent to N61.99 billion from N71.4 billion in 2016 while GTBank report grew by 29 per cent to N170 billion from N132
billion in 2016. Also, UBA’s profit increased marginally by nine per cent to N78.59 billion in 2017 as against N72.26 billion reported in 2016. But shareholders over the years had called on the Federal Government to shutdown the operations of AMCON, stating that hike in AMCON levy is denying them of their dividends. Specifically, the shareholders of GTBank at this year’s Annual General Meeting (AGM) had frowned at the rising level of the AMCON levy that hit N13 billion in 2017. The National Coordinator Emeritus, Independent Shareholders Association of Nigeria (ISAN) and President, Nigeria Shareholders Solidarity, had expressed displeasure of shareholders over the AMCON levies. According to them, the levy increases the companies’ expenses and erodes the dividend to be accrued to shareholders in terms of dividend at the end of the year. Responding, the Managing Director of GTBank, Mr. Segun Agbaje, said AMCON contributions are to run for 10 years. Agbaje explained that if the contributions exceeded 10 years, then it is by act of legislation. According to him, the AMCON levy was imposed on institutions in the country via a bill signed into law in 2010 as a sinking fund which initially represents 0.03 per cent of these institution’s total assets, but was increased to 0.05 per cent.
Ekiti guber poll: PDP threatens to boycott 2019 polls if… Tunde Opalana, Abuja The National Chairman of the Peoples Democratic Party (PDP), Prince Uche Secondus, has disclosed that the party is considering not participating in the 2019 general polls on the grounds of what it said took place in last Saturday’s governorship election in Ekiti State which was won by the All Progressives Congress (APC). Secondus made the boycott threat on Thursday when he received a joint international election observation mission by two main American international civil agencies, the National Democratic Institute, (NDI) and the International Republican Institute (IRI) at the party’s headquarters in Abuja. A statement signed by the Media Adviser to the PDP national chairman, Ike Abonyi, also quoted Secondus as saying that what happened in Ekiti State was not just electoral fraud but an outright robbery in connivance with the Independent National Electoral Commission (INEC) and security agencies. The PDP national chairman said that the party is consulting with the party’s relevant organs in reviewing the Ekiti guber election to reconsider their position on the 2019 general elections. He said, “In Ekiti State governorship election last Saturday, we did not contest with the APC. We contested with INEC and security agencies. “Ekiti election is strategic to the general elections in 2019 and from what happened we are consulting with our people to see whether we would participate in the elections or not. According Secondus, a situation where bodies that should be neutral in a contest are brazenly helping to manipulate the electoral process in favour of one party is antithetical to democracy and portends a
dangerous signal. He said that there were clear indications that the ruling APC is scheming to engineer more crisis in the land to enable them manipulate the electorate process in their favour in connivance with security agencies. “For us as an opposition party, we have lost confidence in INEC and the security agencies,” he added. The PDP National Organizing Secretary, Col. Austin Akobundu, who also briefed the visiting international agencies on the conduct and outcome of the Ekiti governorship poll, said the election involved various electoral frauds perpetuated through intimidation and ballot snatching. Akobundu said that the fraud committed by the electoral umpire was so transparent that it produced conflicting figures of the election results on its website and consequently, had to pull it down from its website. Senate in rowdy session over alleged lopsidedness in Buhari’s appointments Tunde Opalana, Abuja The Senate on Thursday witnessed another rowdy session as senators went at each other’s throats over President Muhammadu Buhari’s alleged lopsidedness in recent appointments. Angry senators mainly of Southern extraction accused Buhari of bias and favouring mostly northerners, particularly persons from Katsina, his home state and the North East in general. But the accusation was disputed by Northern senators who insisted that Buhari was fair to all Nigerians, irrespective of tribe and tongue. To end the verbal exchange, the Senate resolved to refer all recent appointments made by the president awaiting its confirmation to the Senate Committee on Federal Character and Inter-Governmental Affairs for scrutiny to ensure they conform to the principle of federal character. Trouble started when the Deputy Senate President, Senator Ike Ekweremadu (PDP, Enugu), reacted to a letter read by the Senate President, Bukola Saraki in which Buhari was seeking Senate’s confirmation of the appointment of a former Deputy Governor of the Central Bank of Nigeria (CBN), Tunde Lemo , as the chairman of the Federal Emergency Road Maintenance Agency (FERMA) as well as six others. The letter from the President reads: “In accordance with the provision of Section 2 of the
Federal Roads Maintenance Agency (Amendment) Act 2007, I forward herewith the nominations of a chairman, a managing director and six representatives drawn from each of the six geo - political zones as members of the governing board of the Federal Roads Maintenance Agency for confirmation by the Senate”. Saraki had barely finished reading the letter when Ekweremadu raised Senate Order 14 to challenge the appointments, pointing out that most of the appointments of the current administration were not in line with the federal character principle. Ekweremadu read Section 14(3) of the 1999 Constitution to back his argument. That section stipulates that “the composition of the government of the federation or any of its agencies and the conduct of its affairs shall be carried out in such a manner as to reflect the federal character of Nigeria and the need to promote national unity, and also to command national loyalty, thereby ensuring that there shall be no predominance of persons from a few state or from a few ethnic or other sectional groups in that government or in any of its agencies”. He therefore prayed the Senate to stand down the confirmation process while calling for an investigation into the alleged lopsided appointments. Senate Leader, Senator Ahmed Lawan (APC, Yobe), who also relied on a point of order, countered Ekweremadu’s allegation, insisting that the deputy senate
president did not look at the bigger picture before jumping into his conclusions, insisting that government appointments were balanced. He said, “Whenever government sends in any request for confirmation of appointment, government does its homework very well. What the deputy senate president raised is not a complete picture. He has restricted his conclusion to a very few. “If you go to the larger picture, that issue is not supposed to be raised in the first place. I’m not from the South West part of Nigeria; let me be blunt. The issue raised is predominance but if we can have a larger picture, I’m sure we will see a balanced spread of appointments. “So, I don’t want us to devote so much time looking at the very narrow picture of what government is doing in regards to appointments”. The disagreement was further aggravated by another request from the president for confirmation of appointment of Dr. Bello Tukur Ingawa from Katsina State as chairman of the Federal Civil Service Commission alongside 12 federal commissioners. Toeing Ekweremadu’s line, Senator Chukwuka Utazi (PDP, Enugu North) said the appointments made by the current administration had been so lopsided and favoured a particular region of the country. Sen. Utazi submitted that the request should go the way of FERMA, but he was shouted down by Northern senators. Sen. Mao Ohuabunwa (PDP, Abia), also raised a point of order when the Senate further moved to begin the confirmation
of the appointments of the chairman and commissioners of the Federal Civil Service Commission, insisting that the Senate should suspend the consideration. Sen. Obinna Ogba (PDP, Ebonyi), in his point of order during the rowdy session, pointed out that his state, Ebonyi was short - changed in appointments made so far by Buhari, adding that “Mr. President, distinguished colleagues, we cannot continue on this nomination. If you look at this, Ebonyi State slot is completely missing”. The Senate President Saraki, while trying to calm the frayed nerves, pointed out that observations by senators could only be considered as the personal opinion of those raising them. Saraki then said, “We are just speculating, we are on the same page. Let us first get a document from the federal character then we can take action. If the federal character report suggests that the deputy president of the senate is right, then we suspend the consideration”. He however upheld that the screening of the Federal Civil Service Commission’s appointees be continued and directed the Senate Committee on Federal Character chaired by Sen. Tijani Kaura to conclude it investigation and report back to the Senate next Tuesday. He added that when the committee submits its report, then the senators would have a basis to make allegations if it is established that there was need to. He said, “We have always been interested that our people lived a decent life, a life without hunger, with social support and that is why we were paying social security benefits to the elderly, we provided the youth graduate scheme for the recent graduates, provided support for the communities. For us, we never saw stomach infrastructure from any pedestrian manner that the current administration has lived it up to. For us, it is about total development of our people, human capital development in education, health care, in social services and infrastructure development. It is to tal services we focused in. “We increased salaries three times so that people could put food on their table in four years. That was why we provided range of allowances for the workers . There was
a huge difference between what we did and the present administration with lack of salaries, heartless, despair and despondency. We are restoring the values and reclaiming our mandate.” The Ekiti Governor-elect has also vowed to beam searchlight into the activities of outgoing Governor Ayodele Fayose’s administration. Fayemi said that it would be irresponsible of him not to examine the records of Governor Fayose’s administration. According to the governorelect, he would be interested to know what the state earned in the past four years and how the money was spent. He said, “Well l think we need to remove this election from personalities. This was an election that we fought on issues and it will be irresponsible on my part to come here and say that we will not examine what transpired in the last four years in the manner of government. What was received in Ekiti State and the expenditures in that period. “Why were we not able to pay salaries in the state. These issues should be examined in the interest of good governance. It is not about probing Fayose, probing Eleka etc, it is about not repeating the mistakes of the past and giving our people good government and how to do so will also involve looking at what transpired in the last four years. Similarly, Kebbi State Governor Abubakar Bagudu commended the APC party leaders and Ekiti people for their roles in delivering the state to APC, adding that the people had spoken and that their wish should be respected.
Buhari, Saraki, others mourn as former IGP Coomassie passes on A former Inspector General of Police (IGP), Ibrahim Coomassie, has died. Coomassie died on Thursday after battling with a protracted ailment. His brother, Ahmad Muntaqa Coomasie, confirmed the passage of the former IGP, saying that his elder brother died at about 7pm at the Orthopaedic Hospital in Katsina. The Force Public Relations Officer (PRO), Jimoh Moshood, who also confirmed Coomassie’s death, said the former IGP is a dedicated officer who contributed immensely to
the Force. Moshood also conveyed the condolences of the IGP Ibrahim Idris to the family of the deceased. The ex-Police boss was born in Katsina in 1946 and rose through the ranks to become the IGP in 1993, taking over from Aliyu Attah. The late Coomassie was a classmate of President Muhammadu Buhari at the old Katsina College. He retired from service at the end of military dispensation in 1999 and thereafter engaged in various community services.

Reps to investigate award of marginal oil fields licences, proceeds Henry Omunu, Abuja The House of Representatives on Thursday, resolved to investigate the processes of marginal oil fields license acquisition and the financial proceeds from successful bids, remittances and non - remittances of revenue by the licensed oil exploration operators into the federation accounts. Also, the House resolved to investigate the strategic alliance agreement between international oil companies’ investors and the Nigerian Petroleum Development Company (NPDC) in the operations of marginal oil fields. This followed the adoption of motion sponsored by Rep. Diri Douye from Bayelsa state. Moving the motion, Rep. Douye stated that the management of Nigeria’s marginal fields which has a reserve of over 1, 000 underdeveloped oil and gas fields beginning from the 2001 - 2013 licensing rounds has witnessed over 30 marginal fields operators whose performance currently puts the prospects of the 2017 -
2018 licensing rounds of the in a precarious position. According to him, the operational performance of the marginal oil fields operators is hinged on what he classified as external and internal factors. He expressed regrets that even though majority of the marginal oil and gas fields are economically viable, 116 of these identified fields with over 30 of such fields, being farmed out to over 40 operators, the development of these marginal fields have remained unexplored and unsuccessful. This, the lawmaker asserted is in spite of the policy initiatives by the federal government aimed at encouraging the operators to operate such fields, adding that most operators are battling with funding, social, political, environmental and technical issues. “More that a decade after the award of the first marginal fields oil mining leases, the combined production volume of the marginal field operators are yet to make any significant impact in the Nigerian oil and gas industry and currently account for less than four per cent of the country’s crude oil output according to the Nigerian
National Petroleum Corporation (NNPC),” he said. Rep. Douye declared that many major international oil companies have either abandoned or divested from the marginal oil fields which prompted the NNPC to retain oil fields divested from major foreign oil firms in the past with little or no impact on oil output. “With the existence of the Nigerian Oil and Gas Local Content Development Act, 2010, the Freedom of Information Act, 2011 and other relevant extant laws, the material dynamics of the licensing and bidding rounds on one hand is not legitimately transparent and the professionalism of the respective marginal field operators do not meet with our national aspirations and targets after over a decade of our experimentation with marginal fields operations,” he added. The House in its resolution referred the matter to the ad hoc committee investigating the huge debts owed indigenous contractors by the international oil companies and report back to the House for further legislative action.

Short News Reps to probe pipeline surveillance contracts in Bayelsa The House of Representatives on Wednesday resolved to constitute an ad hoc committee to investigate pipeline surveillance contract and payment of contractors by Nigerian Agip Oil Company (NOAC) in Bayelsa. The resolution followed the adoption of a motion by Rep. Frederick Agbedi (PDP-Bayelsa) and four other lawmakers at the plenary on Wednesday. The committee is expected to ascertain the beneficiaries of the contracts, employment, the impact on the oil-producing communities and the country. The committee is also expected to determine the effect of the contracts on the net national revenue derivable from Nigerian National Petroleum Corporation (NNPC) and the NAOC joint venture operations. The green chamber said that NOAC should suspend all pipeline surveillance contracts pending the outcome of the investigation.
NPHCDA to establish academy – Faisal The National Primary Health Care Development Agency (NPHCDA) says it will establish a Leadership Development Academy to be affiliated to world-class universities. The Executive Director of NPHCDA, Dr Faisal Shuaib, made this known during the inauguration of its Technical Support Programme (TSP) on Tuesday in Abuja. According to him, the fellowship was completely different from the fellowship that was awarded by the National Postgraduate College of Public Health. “This is a three to four months programme, but at the end of three or six months programme the participants are fellows in public health. “What we are looking for is the collaboration between the agency and academic institutions; we want to deepen such collaborations.

National Healthcare Act, key in improving healthcare system Adebisi Oyindamola, Abuja A call has been made to government and relevant stakeholders in health sector to push for full implementation of the National healthcare Act which is instrumental in improving the poor health indices in Nigeria. Recent statistics have confirmed what every Nigerian knows that Nigeria’s health indices is bad, and as a matter of urgency intensified efforts is needed to revamp that critical sector of the country. Speaking on Thursday in Abuja, during the annual General meeting of Nigerian Medical Association Abuja chapter, the chairman of Health Sector Reform Coalition, Dr Benjamin Anyene described the Nigerian situation as embarrassing, citing instances of doctors fleeing the country to seek greener pastures and fatigue from international donors organizations because the situation is not improving.

Anyene reassured that the National Healthcare act will go a long way in solving most of the financial inadequacies in the system. “The federal government in particular and state governments should strive towards the full implementation of the National Healthcare act of 2014 as it provides very low hanging fruits to pluck towards improving health care delivery”. He stated that the implementation of the act will serve as a scorecard in assessing progress, identifying lapses and minor slips before it metamorphose into national disasters. He shares a different view about the plan to pilot the act in some selected states, he described it as pumping money into dark holes.

The All Progressives Congress (APC), Scandinavia Countries Chapter, says Dr Kayode Fayemi’s second coming would usher in people-oriented programmes in Ekiti. The group made the declaration at a news conference in Lagos. The Chairman of the chapter, Mr Ayoola Lawal congratulated Fayemi on his victory in the July 14, gubernatorial election. “It is no brainer that the governor-elect second coming is to continue the APC people centered policies and a mission he embarked upon during his first term. “If there is anyone in doubt of the Ekiti people`s trust and confidence in Fayemi and the APC-led Federal Government, theSaturday’s election victory was the plain answer,” he said. Niger Govt pledges commitment to sports devt
The Niger State Government has pledged its commitment towards development of sports, so as to engage the teeming youths in the state. The state’s Commissioner of Sports, Mr Emmanuel Babur, made this known in an interview with news men on Wednesday in Minna. “The state government has commenced construction of Bahago sports complex in Minna and very soon rehabilitation of 123 indoor sports hall in Minna will start. “Also other sports facilities in Bida and Kontagora will be given priority attention in order to promote sports development and engage our teeming youths meaningfully,’’ he said. Babur said the ministry was also collaborating with the ministry of education to organise school sports toward grassroots sports development known as catch them young.

Pmb at icc: Proud to be Nigerian

I’ve seen him address the Economic Community of West African States (ECOWAS). Seen him speak at AU (African Union) summits. Seen him address the European Parliament at Salzburg, France. Watched him speak to the world a number of times at the United Nations General Assembly (UNGA). And on Tuesday, January 17, 2018, he stood ramrod straight to address the International Criminal Court (ICC) in The Hague, Netherlands. It was a time one felt tremendously proud to be Nigerian. I have been on the entourage of President Muhammadu Buhari to scores of countries round the world, I have seen how he is well respected by global leaders, and how that reverence rubs off on Nigeria. I tell you, despite all the challenges our country currently faces, we have a leader the world adulates. His honesty, integrity, transparency, love for his country, personal discipline, and many others, are stuff that fairy tales are made of. At 9.35 am Tuesday,
President Buhari was ushered into the main hall of the ICC. He stood straight, in a way that belies his age of 75. Before taking his seat, he bowed reverently to the 17 judges, resplendent in their blue robes and white mufflers. The judges were picked from all regions of the world, and four of them were Blacks. Out of those four, the President, Judge Chile Eboe-Osuji, is Nigerian. All hail our own dear native land! Judge Eboe-Osuji gave the opening remarks, which dwelt on the history of ICC, its successes, and how it could do a lot better in the immediate future. Turning 20 was a landmark, he stressed, and that was why the Nigerian leader had been invited to present a Keynote Address. President Buhari was invited to the podium. Another bow, and those brisk strides again! A man they said, had died, and had been secretly buried this time last year! God is awesome. That familiar voice came, and one never felt prouder to be Nigerian. The Fulani man, whom some people have tried (and still keep trying)
to demonize, demean, and de-market, was addressing the world again. He was addressing a global audience, and people who mattered on this terra firma, were all ears, catching his every word. Again, really proud to be Nigerian. What did the keynote speaker say? He first commended Judge Chile Eboe-Osuji, saying Nigeria was proud of him. He then delved into the history of the ICC, saying it was inspired by the Nuremberg trials after World War 2, which held people accountable for crimes against humanity, war crimes, crimes of genocide, and aggression. Such court, President Buhari noted, signposts hope for justice to many, and the world surely needs it. A strong ICC, the keynote speaker added, is a catalyst for other justice efforts, expanding the reach of accountability. And then his prescriptions, going forward: Let the court make room for hearing serious cases of corruption by state actors that severely compromise the development efforts of countries and throw citizens
into greater poverty. Also, the court could include cases of illicit financial flows where countries are complicit and obstruct repatriation of stolen assets. “As AU Champion of Anticorruption, these are issues dear to my heart,” President Buhari stressed. Before concluding his address, the Nigerian President urged the ICC to avoid bias or political motivations in its dealings, and also challenged more states to accede to the Rome Statute, the 20th Anniversary of which was being marked. He ended on a bright and cheery note. As Nigeria prepares for general elections next year, the process would be free and fair. There would be no repeat of the 2011 postelection riots and loss of lives, which led the ICC to commence preliminary investigations against Nigeria. The applause was thunderous, as a man of integrity, Mai Gaskiya (the honest man) concluded his address. It was a day of glory for Nigeria, and all Nigerians .
Pains of widowhood in Nigeria

In every society, there are women of all age categories whose husbands are late. They constitute a significant component of every country’s population. Widows’ welfare, conditions of living and treatment vary from one society to another. Available statistics indicate that Nigeria has over eight million disadvantaged widows with over 21 million children. This statistics appear to be on the increase due to prevalence of crisis, terminal ailments, crimes, religion and politics. On the African continent, particularly Nigeria, widows face seemingly insurmountable challenges. In some Nigerian cultures, shaving of the widows’ hairs opens the door for more troubles for the unfortunate woman as soon as the death of her husband is announced. In most parts, widows are deprived from benefiting from inheritance of their late husbands, especially with the absence of a will. There have been sufficient instances of deprivation attempts and fights, even when the husbands left a will. Other sundry challenges widows face in our society range from traditional, economic, emotional and mental to spiritual problems. They also have difficulties engaging in social interaction, and poor housing, to mention a few. These travails, in most cases, make it practically impossible for the widows to have
good life. More so, in certain societies, sanctions are placed on the widows, which make it difficult for them to express their opinions on issues, including on the issues affecting them directly or their children. Having almost nothing left to themselves, many widows find solace in petty trading due to inability to obtain sufficient capital to venture into reasonably lucrative businesses that would be sufficiently take care of themselves and their children, who usually suffer malnutrition, are prone to diseases, and in most cases, unable to go to school. It is therefore incumbent on governments at all levels, nongovernmental organizations, institutions and individuals to stand up in order to tame these challenges and make life worthliving for widows in Africa, in general and Nigeria, in particular. Worried by plight of the Nigerian widow, Helpline Foundation Abuja, an Abuja based Non-Governmental Organization (NGO) has tailored its activities and programmes with a view to, not only catering for the needy, but most importantly, ameliorating widows’ sufferings. Fondly called Helpline, the NGO’s major activities involve issuance of micro credits, facilitation and provision of health care and education services, as well
as operation of charity shop and food bank, its latest inclusion. Since inception in 2003, Helpline has positively touched lives of numerous needy, including widows and orphans in Nigeria through empowerment measures. Not less than 310 widows received assorted food items and about 100 orphans were given support and assistance ahead of last Christmas celebration. Some of the orphans were also given scholarships to secondary schools. In addition to the foundation’s reach-out programmes, it also embarked on capacity building of the needy in various vocational skills such as tailoring, hair dressing and sop-making, among others. By 2013, Helpline Foundation Abuja had award scholarships to about 500 pupils, renovated a dilapidated block of classrooms in Ofante Local Government Area of Kogi state in 2010, distributed food and gifts items to orphanages from 2003-2014. It also opened a charity shop in Kuje Area Council to raise funds for children orphaned by HIV/ AIDS, and vulnerable children in the society in 2011, organizes annual charity funfair for children to attend to their needs, and hosted first ever Child Ambassador Contest in Abuja. Considering the fact that, owing to the enormity of the challenges facing the needy, particularly the
needy in Nigeria, it is incumbent on governments at all levels, corporate organizations, international organizations, religious bodies and well-meaning individuals to cooperate in efforts to tackle the plight of widows and needy in Nigeria. Such collaborations and efforts could be channelled into constitution of relevant legal instruments, empowerment of widows and needy through issuance of more low interest loan schemes, interest free micro finance schemes, farming ventures and setting apart of special fund for health intervention for the needy. Other sundry ways Nigerian widows’ hardships could be tackled include encouragement of female education, enhancement of women, economic empowerment, improving availability and effective utilization of family planning services and encouraging men to write their wills early in marriage. Lastly, there could be advocacy and public health awareness campaigns, to enlighten the masses about the plight of the widows, in order to eliminate the dehumanizing traditional practices to which Nigerian widows are often subjected. Widows on their own should also keep their heads high, engage in meaningful ventures, be they little with the hope that God will never leave them alone.

Editorial Commentary Okotie as God’s political missionary
Times Guest Columnist Azu Ishiekwene The pastor of the Household of God International Ministries, Reverend Chris Okotie, has asked the 68 political parties, especially the two major ones, to roll over and adopt him as their consensus candidate in next year’s presidential election. It is not a joke or a suggestion. It is a divine instruction, which the parties will do well to accept “within the confines of conventional propriety,” to quote Okotie. When a man – and not just any man but a reverend gentleman – says God says, you cannot ask for proof. You take it or leave it. Negotiating compliance is out of the question. In this instance, Okotie is not even leaving us with a cryptic, indecipherable writing on the wall. He’s laying it on, straight from the holy mountain. His statement, received from the cherubs and seraphs, contained sufficient terrestrial context to convince any doubting Thomas that the message can only be ignored at our collective peril. Knowing that we’re a forgetful nation, Okotie reminded us of the bright promise of nationhood at independence. The hopes and aspirations of our founding fathers that Nigeria had all the potential to be great and nothing would impede the realisation of that dream. Sadly, Okotie said, that dream has been betrayed by politicians whose god is their stomach. “Times like this require the recruitment of patriotic gladiators who must now take up the gauntlet to defend the Nigerian dream.” But who, from the rotten deck, can champion this new dream? Okotie leaves us in no doubt that he is the anointed one. His words: “I am fully persuaded that Nigeria needs a man who is credible, dependable and trustworthy; a God-fearing man who will be readily embroidered with compassion and love for country, who will be readily accepted as a symbol of national unity. “I believe that the benevolent grace of God has telescoped these virtues into my person, to prepare me for such a time as this.” It was in furtherance of this divine political mission that Okotie wrote, “as directed by God”, to the chairmen of the parties to save themselves and their parties from any further meaningless search and adopt him as their consensus candidate. Regrettably, the major parties have not received this message with the excitement, gratitude and relief that one had expected. After reading Okotie’s letter, I asked the All Progressives Congress (APC) and the People’s Democratic Party (PDP) on Monday, if they had received the letter and what they were planning to do with it. APC responded with three laughing memes and said they hoped I got the message. Such blasphemy! PDP advised the reverend gentleman to go and join the party in his ward first, get a membership card, pick the nomination form and contest at the convention, adding, “PDP has no ticket to dash.” I have since asked for forgiveness for both parties, because it’s quite clear that they do not know what they’re doing. Not since former military head of state, General Sani Abacha, tried to whip political parties in line for his presidential ambition have we seen any politician so audaciously demand the crown without a contest. Abacha didn’t claim any divine mandate of course. He created the parties, famously described by Bola Ige as the five fingers of a leprous hand and gave them a script to adopt him as the sole presidential candidate. The plan collapsed. When Abacha died suddenly, the remains of the parties were buried with him, freeing up the space for another round of political experiment. But this is a different dispensation. Okotie’s
current undertaking is not man’s idea or the product of any worldly political engineering. It is a script from the celestial realm. It is important to keep in mind too, that not once in his last three previous attempts at the Presidency did he say that God asked the other parties to adopt him or that other contestants should roll over for him. Okotie was the candidate of the Justice Party, a party that he formed after he was schemed out of the National Democratic Party primaries in 2003. He contested against former President Olusegun Obasanjo and lost, while the NDP won only one seat in the House of Representatives. In 2006, he formed the FRESH Party, contested against former President Umaru Yar’Adua, and lost again. He not only lost the election, a few years later, he almost lost his party when the Independent National Electoral Commission tried to scrap FRESH and 27 other parties, which were mocked as owner-occupier cottages. FRESH was saved by the courts and in 2011, Okotie ran for a third time against former President Goodluck Jonathan and lost a third time. It’s obvious that God has thought the matter over, very carefully, and has decided to give Nigeria a fourth and final chance at redemption: Okotie’s emergence from hibernation is our last chance to be saved from a shipwreck. Politicians, being politicians, haven’t changed much from the stubbornness and conceit for which they were destroyed in the Great Flood in the biblical story of Noah’s Ark. In case they are tempted to deride Okotie’s prophetic call as inconsequential, they should remember that Okotie’s public letter will stand as a witness in the day of the coming apocalyptic inferno. Since none of the parties has so far chosen a candidate, there’s no better time than now for the parties and their candidates to cut their losses and take their chance on this divinely anointed consensus candidate. Since the APC fancies itself as the party to beat in the next poll, it bears the greater burden of taking the lead in this matter. If President Muhammadu Buhari is finding it difficult to step down, it should not be difficult for his Vice President Yemi Osinbajo to get him to see the point. Osinbajo is a pastor. If anyone in the inner circle of government understands the importance of a divine directive, then he’s the one. The retribution for treating Okotie’s demand with levity will be compounded for APC if the party’s resident pastor neglects to play his role in ensuring that God’s will is done through Okotie’s adoption. Should the need arise for compensation (of course, I mean compensation of the pecuniary kind), I’m sure Okotie will be happy to dispense with a small part of his estimated $10 million personal fortune to sort out any candidate who may suffer financial loss and who may be dissatisfied with spiritual blessings alone. And if more money is still a problem, I’m prepared to launch a crowd-funding effort among the faithful to settle the matter once and for all. Also, as my modest contribution to Okotie’s campaign, I have taken it upon myself to contact Patrick Obahiagbon, otherwise called Igodomigodo, to co-ordinate his campaign and bring to bear that chemistry in extraordinary use of language (or linguistic reverberation), which Okotie and Obahiagbon both share and which is so vital for the success of this type of endeavour. In a country famous for religion without virtue, wealth without labour, and pleasure without happiness, only very few can still hear God, much less hear him as clearly as Reverend Christopher OghenebrorieOkotie. We must be careful not to treat his revelation as anything other than the ultimate divine intervention to turn the country around. Those who have ears, let them hear.

ne of the greatest shortcomings of political parties in Nigeria is their inability to evolve robust system for leadership recruitment. The tendency among chieftains of political parties is the infamous action of imposing their candidates at the expense of due process The recent congresses of the All Progressives Congress (APC) readily comes to mind as the gladiators explore more suitable means of getting hold of the party structures at their wards. The party is also facing some contestations ahead the 2019 general election as a result of election fallout emerging from several states. The just concluded Ward, Local and State congresses of the party tells it all as the crisis ridden party was accused of election manipulations, thereby giving birth to disaffection and alienation among party faithful. This however, portends danger, as many party members have withdrawn their loyalty to the party while others are threatening to pull out and join the opposition for 2019. The National Publicity secretary of the party, Mallam Bolaji Abdullahi said before the commencement of the congresses that the party will not settle for parallel congress, saying, ‘APC rejects parallel congresses, The only congress recognised by our party is the one organised by the committee that our party had set up”. Abdullahi further said that any other congress than this is an exercise in futility. Despite the party’s rejection of the parallel congresses, some states still went ahead to hold it going against the party’s directives. States like Oyo, Lagos and others got involved with the gladiators flexing muscles. The state congresses of the party ended in predictable confusion in many states with crisis rocking the party, prompting parallel state executives in many states in largely peaceful gatherings. Governor Rochas Okorocha of Imo State was, however, not as lucky as stakeholders opposed to his ascendancy ignored a last-minute court order to elect a new executive for the state chapter of the party. Okorocha, who ignored the congress to inspect projects in Okigwe, termed the stakeholders, led by his deputy, Prince Eze Madumere, as ‘cowards’. The Olorogun Otega Emerhor led tendency in Delta was outfoxed after his one-time protégée, Prophet Jones Erue, was returned as Chairman in a congress staged by the Great Ogboru/Ovie Omo-Agege tendency despite announcements that the congress had been postponed. Parallel executives emerged in Lagos, Oyo, Ondo, Zamfara, Enugu, Ebonyi, Kwara, among others. Election in Lagos State was however different with the Uche Ekwunife committee appointed by the APC NWC, endorsing the outcome of the election organised by other party big- wigs like the Vice President Yemi Osinbajo, National Leader of the party, Asiwaju Bola Ahmed Tinubu, Governor Akinwunmi Ambode and all National Assembly and state legislators elected on the party platform to elect a new state executive with Alhaji Babatunde Balogun emerging as Chairman. The gathering of the prominent members nonetheless, a group, under the aegis of “Right to Choose Coalition”, and other amalgamated groups, convened at the Airport Hotel, Lagos where a parallel state executive with erstwhile Vice Chairman, Central, Fouad Oki, emerging as Chairman. Kwara State, which like Lagos had not recorded a division in the ward and local government area congresses, also witnessed a division after some stakeholders, led by the Minister of Information and Culture, Alhaji Lai Mohammed, conducted a parallel congress.
However, the mainstream of the party converged with Senate President, Bukola Saraki, Governor Abdulfatah Ahmed, National Publicity Secretary, Bolaji Abdullahi, all members of the National and State Assembly and major stakeholders at the Congress at the Banquet Hall, opposite Government House, Ilorin. The congress returned Alhaji Isola Balogun Fulani as Chairman and all the other 34 members of the former executive. In Ondo State, the atmosphere was not different as hell was let loose when thugs invaded the venue of the congress held at the BTO Event Centre, Akure. The thugs, numbering no fewer than 25, chased the delegates out of the hall, destroyed the ballot papers, and upturned the tables, chairs and electronic equipment in the venue. Senator Ajayi Boroffice and a former deputy governor of the state, Alhaji Alli Olanusi, who belong to the faction and were on their way to the congress, made a quick u-turn following the disruption of the state congress. Plans by the NWC for a unified fresh ward and local government congresses in Rivers State were unsuccessful after allies of the Senator Magnus Abeled tendency boycotted the fresh ward congresses. It however, resorted to seek court intervention and to stop another election. Those aligned with Senator Abe said they kept away based on the fact that the matter is subjudice and that it will suspend participation in any congresses pending the court hearing on the dispute coming up in June. It is recognised that the impunity of the yesteryears is been revisited by the ruling All Progressives Congress, and if the party is to win the 2019 election, it really needs to put itself together as a united and one indivisible solid party. Nigeria is tired of hearing excuses, so, the party must act fast as the parallel Congresses has become a concern over victory chances come 2019.

Court Injunction: We did not receive summons - Kwara PDP Chairman Kehinde Akinpelu, Ilorin Chairman of the Peoples Democratic Party (PDP) in Kwara State, Chief Iyiola Oyedepo has said an order of injunction of the State High Court restraining him and his executive as officers of the party is improper because he was not served with any court process. Speaking in a statement signed by Dr Rex Olawoye, the party’s Publicity Secretary, Oyedepo said “we heard as a rumour that an ex-parte order of injunction has just been issued against the State Executive of the Kwara Chapter of PDP by an Ilorin High Court. “The injunction may be to stop the Chairman and perhaps other members of the Executive from parading themselves as the authentic
Kwara State Executive of the PDP. This injunction if true, must have been issued by the honorable court in error. This is because we have never been issued and served with any court process in respect of any case,”. According to him, there was a case of litigation in respect of PDP congress conducted on November 13, 2017 which was filed at the Federal High Court, Ilorin by Prince Sunday Adeniran Fagbemi and others since December, 2017. The case, he said, was thrown out by that court on May 31, 2018 saying; “instead of the Plaintiff, Prince Fagbemi and company to go on appeal, they decided to take the same case to a State High Court. “The court has never served us court process so that the matter can be heard on merit; as there is no urgency to warrant an ex parte application in
a matter that was instituted more than eight months ago. The party chairman therefore appealed to PDP members and supporters to be calm promising legal process will be set in motion to vacate the order of injunction forthwith.

Umaru Ebenya, State Chairman of NAPTAN, spoke on Wednesday in his presentation to the state Traditional Council in Lafia. According to him, the standard of education in the state public schools kept falling everyday to the extent that most secondary school leavers can hardly make a good sentence. “Most primary six pupils and graduates of secondary schools in the state cannot speak English fluently, which calls for serious concern,” he said. Ebenya said that if the traditional council do not intervene urgently, the situation would get out of control.
Bill to ensure revenue accruals, disbursement monitoring passes second reading A Bill for an Act to amend the Revenue Mobilization, Allocation and Fiscal Commission Act for effective monitoring of revenue accruals and disbursement has passed second reading at the House of Representatives. The bill, which was sponsored by Rep. Uzoma Nkem-Abonta (PDPAbia), seeks to aid the commission in performing its statutory functions optimally. Leading debate on the bill on Wednesday, Nkem-Abonta said that when passed, it would empower the commission and put revenue generation in proper perspective in line with relevant sections of the Constitution. He pointed out that one of the major functions of the commission was monitoring revenue accruals, adding that it was a field work. According to him, as it is, the commission is not funded well enough to carry out its duties effectively. In his remarks, the Speaker of the house, Mr Yakubu Dogara, referred the bill to the Committee on Finance for further legislative action.

N500m fraud: Ondo PDP chairman, other get N50m bail Peter Fowoyo, Lagos Respite, on Thursday came the way of the Chairman, the Peoples Democratic Party (PDP) in Ondo State, Mr. Clement Faboyede, as a Federal High Court, Ikoyi, Lagos admitted him to bail. Mr. Faboyede, who was docked by the Economic and Financial Crimes Commission (EFCC) over alleged N500 million fraud was admitted to bail by Justice Muslim Hassan. The other co-accused, Modupe Adetokunbo, the Director General of PDP Campaign Organisation in Ondo state during the 2015 general election, was also admitted to bail by the court. Justice Hassan, in a short ruling on Thursday said he is in agreement with their lawyer’s submission that the offences upon which the duo was arraigned are bail able. The judge listed factors to be considered in deciding the bail application to include the nature of the charge, the severity of the punishment and the likelihood of the repetition of the offence. “The sole issue for determination is whether or not the defendants are entitled to bail pending trial bearing in mind that the essence of bail is to ensure the attendance of the defendants for their trial. “The defendants were arraigned before this court on a 3-count charge
of conspiracy and money laundering. According to the provisions of the Money Laundering Act, the punishment for the offence is a jail term not less than 2 years or an option of fine. I am in agreement with the defence lawyer that the alleged offence is bail able”, he said. Justice Hassan also faulted the grounds upon which the prosecution is opposing the bail application. The judge said: “The prosecution cannot oppose bail merely on routine procedure. There must be a cogent reason for opposing bail. The allegations against the defendants remain mere allegations until it is decided one way or the other by the court. “In arriving at the decision whether to grant or refuse bail, it is my duty as a judicial officer to balance the interests of the state, defendants and that of the general public in coming to a judicious conclusion. In doing this, I am of the view that the judicious discretion in the circumstance of this case is to grant bail to the defendants applicants. “More so, the defendants applicants were earlier granted bail by the prosecution prior to their arraignment and there was no evidence to show that they jumped the bail. Having regard to the foregoing, the defendants applicants application for bail succeeds and bail is hereby granted”. The judge consequently admitted the defendants to bail in the sum of
N50 million with one surety each in like sum. The sureties, according to the judge, must either be federal or state civil servants, not below the rank of level 15 or landed property owners within the court’s jurisdiction. The sureties were directed to deposit the title documents of the property and two passport size photographs each at the court’s registry and same must be verified by the Department’s Head. The defendants were also ordered to deposit their international passport at the court’s registry while the prosecution was given a week to authenticate the documents submitted by the sureties. Shortly after the ruling, defence lawyer, Eyitayo Jegede (SAN) urged the court to release the defendants to him pending the time their bail conditions will be perfected. He said: “In giving effect to the bail, I urge the court to consider allowing the applicants deposit their international passports immediately pending the satisfaction of the other bail conditions. I also on my honour as a senior counsel confirm that they will be around to meet the other conditions. The defendants should be released temporarily to me pending the fulfilment of the conditions”. Justice Hassan granted the request and adjourned further hearing in the matter to September 17 for commencement of trial.

Short News Lagos NYSC assures corps members of adequate preparation during orientation The National Youth Service Corp (NYSC) in Lagos State has assured the incoming 2018 Batch “B” corps members of its preparedness for their orientation which would start on July 24. The State Coordinator of the NYSC, Mr Muhammed Momoh, gave the assurance in an interview with the journalists on Wednesday in Lagos. Momoh said that the NYSC secretariat and the state government were ready to receive and orientate about 2,700 corps members that would be posted to the state for the exercise. “We are expecting 2,700 corps members, and we have made adequate preparations for their welfare. “The camp has been fully prepared to receive them as renovation of camp facilities by the Lagos State Government (LASG) had been completed. “The contractor handed over the project to the state government on Monday,” he said.

6 European countries deport 29 Nigerians Chukwuemeke Iwelunmo, Lagos The governments of six European countries on Thursday deported 29 Nigerian men for committing various offences. Spokesperson for the Lagos Airport Police Command, DSP Joseph Alabi, confirmed the development to newsmen in Lagos. Alabi said the Nigerians were deported
from Austria, Switzerland, Belgium, Germany, Norway, Lithuania and Denmark. He said the deportees arrived at the Murtala Muhammed International Airport (MMlA), Lagos, at about 7.35 am aboard a chartered Titan Airways aircraft with registration number G-POWD. Alabi said that “this morning, we received 29 Nigerians who were brought back from Europe. They were all males. 28 of the deportees were alleged to have committed immigration-related offences while one of them was allegedly involved
in a police case.” He added that the deportees were received by officers of the Nigerian Immigration Service, the National Agency for the Prohibition of Trafficking in Persons (NAPTIP) and the police. Also on ground to receive them, the police spokesman said, were officials of the Federal Airports Authority of Nigeria (FAAN) and the National Drug Law Enforcement Agency (NDLEA). The deportees were profiled by immigration authorities and were allowed to depart to their various destinations.
The Chief Executive Officer, Nigeria Centre for Disease Control (NCDC), Dr Chikwe Ihekweazu, on Wednesday called for improved information sharing and data management in the country. Ihekweazu made the call on the sideline of a conference with the Centre on Global Health Security, Chatham House, on Wednesday in Abuja. He said that the aim of the conference was to develop guidelines on how to create the right environment and achieve good practice for sharing public health surveillance data and benefits. The chief executive officer underscored the need for national public health institutions across the African continent to collaborate on sharing important information. He added that sharing information would make citizens to take public action, especially in situations of disease outbreaks, seriously.
Plateau Assembly quizzes commissioner over refuse heaps in Jos The Plateau House of Assembly on Wednesday invited environment commissioner, Abdullahi Abbas to explain why heaps of refuse should take over Jos and Bukuru streets,. The lawmakers, at their plenary on Thursdays, directed the standing committee on environment to investigate why the refuse heaps had not been cleared. Mr Gideon Dashe, chairman of the committee, who presented the lawmakers’ concerns to the commissioner, wondered why the refuse dumps had not been collected and expressed fear of a possible epidemic if the situation persisted. “This ugly trend is particularly worrisome because of its health implications. Practically every corner has been taken over by un-cleared refuse. We cannot continue like this. Responding, Abbas said that the state contracted waste collection to private waste operators in 2016.

Armed robbers kill police officer in Nasarawa State A police officer serving with the Police Command in Nasarawa State has been shot dead by suspected armed robbers along Akwanga-Wamba road in the state. The Police Public Relations Officer (PPRO), ASP Samaila Usman, confirmed the incident to the News Agency of Nigeria (NAN) on Wednesday in Lafia. “The police patrol along the axis on July 15 ran into a road block mounted by the suspected criminals and a gun battle ensued. “One of our officers sustained injury as a result of the incident and later died at the hospital while receiving treatment. “A member of the gang was also killed while others escaped with bullet wounds and are currently being trailed by the police,” Usman said. He said an AK47 riffle and several rounds of live ammunition were recovered from the scene of the incident.

He said dialogue and engagement are just as crucial as law enforcement in conflict resolution, and the non cohesive conflict prevention and resolution mechanisms embodied by the traditional institutions cannot be replaced. He emphasised that “Demonstrable hard work and diligence as the only qualification for honour or reward, the principle of corporate and personal integrity and abhorrence of corruption, respect for laws and duly constituted authority” are principles the monarchs must strive to protect in their communities. He reiterated the commitment of this administration to continue to deepen

Also at the summit, the Ovie of Uvwie Kingdom HRM Emmanuel Sideso Abe1, who doubles as the Chairman Governing Summit Council, wants traditional rulers to be involved in sensitising subjects about their civic responsibilities. “We have to admit that traditional rulers have not done their best in giving civic education to their communities. “We must enlighten our subjects to vote responsibly during elections, we need leaders that will promote peace not chaos,” he said. He added that it is disheartening that resolutions from all recent national conferences have not been adopted, albeit the huge finance that was expended on them.
The Nigerian Maritime Administration and Safety Agency (NIMASA) on Wednesday donated relief materials to Internally Displaced Persons (IDPs) in Ekpiri Effiom/Obutong, Bakassi Local Government Area of Cross River. The items donated included detergents, rice, noodles, cans of water, buckets, condiments and toiletries. Speaking at the occasion, Dr Dakuku Peterside Director General of NIMASA, said the gesture was part of its social responsibility. “This is part of our social responsibility. We have done a similar thing in other IDP camps in Bayelsa, Rivers, Borno, Admawa and Taraba. “It is our own way of supporting the IDPs to live better lives,” he said. He lamented that unlike first generation states such as Kano, Rivers and Lagos, which had advanced in roads, health, education developments, security and public welfare, Kwara had in recent years been poorly governed. This he said had been through “exclusive and unaccountable governance” adding that time had therefore come for the people of Kwara to enthrone organised and inclusive governance for a mass prosperity for all. The Labour leader said the “wellhavings” who are the few ruling elites had denied “the well- being” of many citizens and residents of Kwara state. He recalled that at creation, Kwara was the “fastest growing” state with bold Development Plans which laid solid foundations for accelerated economic
growth, increased productivity in agriculture, industrial development and improved quality of life of the people through the provision of necessary infrastructures adding that “Kwara must return to development planning.” He lamented that Kwara state ranks 28th on the ranking list of states by states GDP “beaten to it by newest states like, Imo, Edo, Ogun and Oyo promising that his government if elected would bring back productivities through aggressive reindustrialization schemes”. The declaration of comrade Aremu was preceded by an interactive session on the “State of Kwara State” during which discussants were unanimous that most of the industries in the state have closed down with mass loss of thousands of jobs of youths and able bodied men. Short News IOM seeks media collaboration to curb irregular migration The International Organisation for Migration (IOM) on Wednesday called for the support of the Nigerian media to curb irregular migration in the country. The Public Information Officer, IOM Nigeria, Mr Jorge Galindo, made the call at a three-day Media Workshop on Migration in Benin. Galindo said that effective reporting and coverage of migration issues by journalists would help to create the much needed awareness on the danger associated with irregular migration. He said that since 2001, IOM had assisted over 15,000 stranded Nigerian migrants to return home safely from more than 20 countries across Europe, the Middle East and North Africa through its Assisted Voluntary Return and Reintegration (AVRR) Programme.
Ex-militants appeal to FG over unpaid allowances Some ex-militants from Ondo State on Wednesday appealed to the Federal Government to pay them their nine months’ amnesty allowances. The leader of the group, Mr Ibori Ogailo, told journalists in Igbokoda that the non-payment of the allowances had subjected them and their families to untold hardships. He said that the government had reneged on its promise after they (the militants) were lured into surrendering their arms and ammunition as the criterion for the payment of the allowances. He said that they had sent several appeals to the Ondo State Government on the issue and had to resort to a protest at the governor’s office on Monday in Akure as a follow-up. “About 100 of us protested to the governor’s office but we were dispersed with guns and teargas while some of our members sustained several injuries.

Katsina flood: Corpse of missing bride recovered in Niger Republic The remains of Hindatu Yahaya, a young girl who got married three days before the flood in Jibia town in Katsina, which eventually swept her away, have been recovered in Niger Republic. Husband of the deceased, Malam Sani Yahaya, told journalists on Wednesday in Jibia. “The Corpse of my missing wife was retrieved at Girka village in Mada-Rumfa town of Niger Republic,” he said, with emotions flowing in his voice.
Yahaya said that the flood occurred on Monday night at about 2:00am, cleared his house and took away his wife. “We searched in the river and rubles of the collapse walls of my house and the houses of our neighbours but could not locate her. “As we are searching, we got a phone call from people that are helping us in Mada-Rumfa town of Niger Republic, that the corpse of a young woman has been retrieved from the river that pass through
their town. “We rushed to the town and discovered that it was the remains of my wife that was fished out of the river. “We collected her dead body and brought her back to Jibia town, where we buried her in accordance with Islamic injunctions” he said. Yahaya said that for past three days, he had not been able to eat because of the trauma of missing his new wife that was with him for only three days.
The Ondo State Government said on Wednesday that it would adopt strict measures to rid the health sector of quacks to safeguard the lives of its residents. The Commissioner for Health, Dr Wahab Adegbenro, made this known in Akure, after a briefing by the monitoring team of the Hospital Services Department of the ministry. Adegbenro, who expressed concern about activities of quacks, promised to bring perpetrators to book. He said that the state government would push for maximum punishment for offenders as deterrent to those who had no value for life. The commissioner said that the state had zero tolerance for quackery; hence the ministry would make monitoring a more regular exercise. He appealed to residents to beware of where they go to seek medical attention as government had provided qualitative health care for the people.
Sales rep in court for allegedly stealing employer’s N2.1m A sales man, Samuel Adewale, 33, who allegedly stole his employer’s N2.1 million was on Wednesday docked at an Ikeja Chief Magistrates’ Court. The accused sales representative, who resides at 118, Muyibi St., Apapa, Lagos, is being tried for stealing. The prosecutor, Insp. Raji Akeem, told the court that the accused committed the offence between April and June, 2018 at the University Press PLC., Surulere, Lagos. Akeem said the accused supplied books to some of his employer’s clients, collected the money but did not remit it into the company’s account. The accused, however, pleaded not guilty to the charge.

Lagos Govt seeks FG intervention on Apapa gridlock Motolani Oseni The Lagos State Government on Thursday sought the intervention of the Federal Government in enforcing the rule that all haulage operators must have designated parks immediately. The Commissioner for Information and Strategy, Mr Kehinde Bamigbetan, made the assertion in Lagos on the chaotic traffic situation in the state. Bamigbetan sympathised with the commuters and residents of Apapa and other parts of the state over the lingering gridlock created by trucks and articulated vehicles. He expressed sadness over the difficulties faced by motorists and
commuters seeking the use of the Apapa-Oshodi Highway and other routes leading to the ports. The commissioner assured residents that the state government had directed security agencies to deploy their officers to the areas to further control traffic and bring immediate succour to the people. Bamigbetan said President Muhammadu Buhari had assured Lagos State that the Federal Government would tackle the matter decisively, noting that the latest hardship made the much needed intervention extremely imperative. He blamed the renewed congestion on the recalcitrance of owners and drivers of tankers and trucks to fully comply with the subsisting directive
that restricts their movement within the state. Bamigbetan also attributed the worsened situation to the ongoing industrial action by a section of workers at the Apapa ports. According to him, this has slowed down the pace of goods clearance as well as the slow pace of repair works on the roads leading to the ports, most of which are federal roads. Bamigbetan said the recent rehabilitation of the truck park at Orile Iganmu, with capacity to take 3,000 trucks, showed the commitment of the state government to address the enormous traffic challenge. He urged the haulage stakeholders to save residents from the threat of
carnage on the highways by adhering to the directive and also invest in truck terminals themselves. The commissioner regretted that the ongoing rehabilitation of roads in Apapa and its environs and the efforts toward sanitising truck entry procedures had pushed the trucks to other parts of the city. He said this was all because the haulage operators had continued to illegally turn major roads to parks, thereby using public facilities to increase their private profit. Bamigbetan said that the state government would not allow its highways to be turned to death traps, calling for speedy delivery of the roads under reconstruction within the axis.

France to boosts Lagos public transport with N83.7bn French government has said it will extend support to Lagos State government in its mega city agenda through the commitment of €200 million (83.7 billion) to set up an efficient public transportation system in the state. Speaking at France-Nigeria Business Forum held in Lagos as part of President Emmanuel Macron’s visit to Nigeria, Delphine Geny-Stephann, France’s secretary of state to the ministry of economy and finance, said that the building of sustainable cities remain a major challenge in many cities across Africa of which Lagos is one. “Lagos happened to be one the most populated city on the continent
and embodies the challenges, the difficulties but also the huge opportunities of African cities. €200 million will soon come to help setting up an efficient public transportation system in Lagos. But this will not be enough, so we need the help of the private sector, and our companies are ready to offer their help and expertise.” Geny-Stephann said that the relationship between France and Nigeria are nowhere near what it should be, given the importance of Nigeria as an emerging power. “The variations in the price of oil are not a sufficient explanation. NNPC gas supply to power sector hits two-year high The Nigerian National Petroleum Corporation (NNPC) has announced the attainment of a two-year record spike in gas supply to power generation, which hits 854.40million Standard Cubic Feet of gas per day (mmscfd) for March 2018, translating to an equivalent power generation of 3,492MW. Details of the March 2018 National Gas Production figures contained in the Monthly NNPC Financial and Operations Report for the period indicated a total national gas production of 253.06 Billion Cubic Feet (bcf), averaging 8,163.58mmscfd. Period to date Production from Joint Ventures (JVs), Production Sharing Contracts (PSCs) and Nigerian Petroleum Development Company (NPDC) amounted to about 69.82 per cent, 21.95 per cent and 8.23 per cent respectively. A breakdown of natural gas off-take, commercialisation and utilisation showed that out of the volume of gas supplied in March 2018, a total of 152.60 bcf of gas was
commercialised, comprising 40.52 bcf and 112.08bcf for the domestic and export market respectively. This, the report says, translates to a total supply of 1,307.09mmscfd of gas to the domestic market and 3,615.62mmscfd of gas supplied to the export market for the month.
The report said 59.92 per cent of the average daily gas produced was commercialised while the balance of 40.08 per cent was reinjected, used as upstream fuel gas or flared. “Gas flare rate was 10.55 per cent for the month of March 2018,
that is, 867.10mmscfd compared with average Gas flare rate of 10.24 per cent or 804.14mmscfd for the period March 2017 to March 2018”, the report said. The rise in flare rate being a function of the spike in gas production during the month.”

The DMO, on Wednesday stated that the publication by ThisDay was absolutely false and the claim that they obtained a confirmation from the Director-General of the Debt Management Office to the effect that the DMO was “working on it” is also very wrong. The enquiry from Obinna Chima of ThisDay Newspapers was on the DMO’s Strategic Plan (an institutional plan) and not the Public Debt Management Strategy. This action amounts to deception and manipulation of information. In the event that the writer of the misleading report is not conversant with the difference between the Debt Management Strategy and the DMO’s Strategic Plan, he should note that the Strategic Plan is a statement of the institution’s Goals and Objectives as well as, the activities that will enable their achievements. It covers issues such as Human Resources, Technology, and Market Development amongst others. This contrasts very sharply with the Public Debt Management Strategy which is entirely about the strategies for managing the public debt to ensure that borrowing is prudent and the public debt is sustainable. The public is advised to disregard the publication and be assured that Nigeria has a duly approved subsisting Debt Strategy which runs till December 2019. Furthermore, the public should be assured that the Strategy is being implemented in full. Preparation of a new Strategic Plan that will deliver a new, robust and all encompassing strategy is at the final stage. A robust Strategic Plan became necessary due to developments in the macroeconomy, the Economic Recovery and Growth Plan and the need to come up with creative ways to fund the Government in the face of lower Revenues. Thus, a new Strategic Plan for the DMO had to be prepared in a holistic manner to incorporate these developments and expectations. The old pattern of preparing the Strategic Plan would have been grossly inadequate.
Shoprite to remove waste in communities of 9 countries Godwin Anyebe The Shoprite Group has concluded plans to stage Africa’s biggest clean-up at which over 6000 people in 9 countries are expected to participate in almost 500 events from 14-18 July to remove waste from communities. In Nigeria the retail giant is partnering with Nigeria’s pioneer recycling outfit, Wecyclers to execute this huge initiative. Head, Business Development of Wecyclers, Ms. Omobolanle Olowu,
an environmentalist and recycling champion explains: “The hope is to launch a movement of active citizens who act for change by cleaning and keeping clean public areas. Plastic waste is putting the environment under considerable pressure with the equivalent of a garbage truck of plastic being dumped into our oceans every minute.” She further adds, “Recycling is central to this initiative, hence Wecyclers’ decision to partner with Shoprite Nigeria on some of the 45 clean-ups planned in the country. Those organising clean-ups are
encouraged to partner with local recyclers to ensure that most of what is collected gets recycled.” With this focus Shoprite aims to highlight the business opportunities available through the recycling of paper, glass, plastic and other material. The retailer also launched a mobile community in which anybody can join via a dedicated website. The site was developed in partnership with volunteerism organisation Brownie Points. This digital platform enables users to create their own clean-ups or join an existing one in their area. It also contains information about
the nearest recycler or waste management company. On the platform clean-up organisers are given guidelines on what their duties are as hosts, how to market their event and what to do on the day and after the cleanup. Participants are to share their experience on social media. In the words of former UN secretary-general Kofi Annan: “All of us have to share the earth’s fragile ecosystems and precious resources, and each of us has a role to play in preserving them. If we are to go on living together on this earth, we must all be responsible for it.”

Donald Trump says he is looking forward to second Putin meeting President Donald Trump and Russian President Vladimir Putin blamed forces within the United States on Thursday for marring what they called the success of their first summit, with Trump saying he looked forward to their second meeting. Trump, who has struggled to quiet a political uproar over his failure at Monday’s summit in Helsinki to confront Putin over Russia’s meddling in the 2016 US election, renewed his fierce criticism of one of his favorite targets, the news media. The Republican president accused the media of distorting comments in which he gave credence to Putin’s denials of election interference despite the conclusions of the
American intelligence community about Moscow’s conduct. “The Summit with Russia was a great success, except with the real enemy of the people, the Fake News Media,” Trump wrote on Twitter. “I look forward to our second meeting so that we can start implementing some of the many things discussed, including stopping terrorism, security for Israel, nuclear proliferation, cyberattacks, trade, Ukraine, Middle East peace, North Korea and more,” Trump said. Trump drew a barrage of criticism in the United States, including from lawmakers in both parties, after he refused to blame Putin for the election meddling. Putin has denied such interference.
The Republican president later said he had misspoken and accused “some people” of hating the fact that he got along with Putin. In Moscow, Putin accused forces in the United States of trying to undermine the success of his meeting with Trump, but said the two leaders had begun to improve US-Russia ties anyway. Putin, speaking to Russian diplomats from around the world, said the Helsinki summit had been successful. “It was successful overall and led to some useful agreements. Of course, let’s see how events will develop further,” he said, without disclosing the nature of the agreements he referred to.
European Commission calls on members to step up Brexit preparations The European Commission on Thursday called on EU countries to increase preparations for all outcomes in Brexit negotiations, saying Britain’s withdrawal from the bloc was likely to cause disruptions. “Today’s text calls on member states and private parties to step up preparations and follows a request by the European Council last month to intensify preparedness at all levels and for all outcomes,” the EU executive said in a
statement. “While the EU is working day and night for a deal ensuring an orderly withdrawal, the UK’s withdrawal will undoubtedly cause disruption – for example in business supply chains – whether or not there is a deal,” the Commission added. A Commission spokeswoman said the EU executive wanted to be ready for all outcomes but did not say which is the more likely scenario.
Judge in Spain drops extradition bids for 6 Catalan fugitives A Spanish Supreme Court judge on Thursday dropped extradition requests for six politicians wanted on rebellion charges for their roles in promoting independence for Spain’s Catalonia region, including former regional president Carles Puigdemont. The decision was a major setback for Spain’s legal efforts to crack down on the wealthy Catalan region’s secessionist movement and keeps alive an issue that last year brought Spain’s worst political crisis in four decades. Puigdemont fled to Belgium to avoid arrest after the Spanish government removed him and his Cabinet from office at the end of October. He was arrested in Germany in March as he was traveling from Finland to Brussels and is believed to be living in Hamburg. The Spanish judge withdrew his extradition requests after a German court ruled last week that Puigdemont could not be sent back to Spain for rebellion, only for the lesser charge of embezzlement connected to the alleged misuse of public funds for holding a referendum on secession that a judge had disallowed. Puigdemont said the decision exposed “huge shortcomings” in the Supreme Court’s legal case against the separatists, including nine who are in Spanish jails awaiting possible trial and whom the separatist movement regards as victims of political persecution. “Today is a day to demand, with greater fervor than ever, freedom for the political prisoners,” Puigdemont tweeted after Llarena’s decision.
Judge Pablo Llarena was scathing in his assessment of the German court’s decision, describing it as “a lack of commitment” in pursuing the fugitives. Llarena wants Puigdemont and his separatist allies to face charges of rebellion and sedition, as well as misuse of public funds. If Puigdemont and the others were extradited solely for alleged embezzlement, Spanish prosecutors would be able to put them on trial just on that charge. Rebellion carries a maximum prison sentence of 30 years in Spain, while misuse of public funds is punishable by up to 12 years. Llarena said in a decision published Thursday that he was revoking the international arrest warrants for the six fugitive former officials, a development the Catalan separatist movement took as a victory against Spain’s central authorities.

FC Porto have completed the signing of Super Eagles forward Kelechi Nwakali on a season-long loan deal from Arsenal. The 20-year-old attacking midfielder who was part of the 2015 FIFA U17 World Cup winner joined Arsenal in 2016 on a five-year deal. He made his debut for
