Gov Tambuwal loses 252 aides over defection to PDP No, they were sacked - Gov’s spokesman

In what appears like a political earthquake, 252 Special advisers and Special assistants appointed by Sokoto State Governor Aminu Tambuwal have resigned their appointments and returned to the All Progressives Congress (APC) instead of working under a Peoples Democratic Party (PDP) government. Alhaji Ibrahim Haske, a special adviser to the governor and spokesman for all the aides, stated this at a news conference in Sokoto on Sunday. He added that their decision followed Governor Tambuwal’s defection from the APC to the opposition PDP. He said, “Our appointment is based on the position that the APC is the political party governing the state and now that the government belongs to the PDP, we have no option other than to resign. “We are bonafide members of the APC and our position

has always remained same; we therefore resign voluntarily from the PDP government. Haske, who was a former Sokoto South Local Government Chairman, further explained the decision was based on their desire to support APC to deliver on its mandate after the 2019 general election. Alhaji Abdullahi Sokoto, also a special adviser to Tambuwal, restated the former aides’ commitment and dedication toward ensuring the success of the APC across the state. “We will continue to remain in our party APC and as such we sacrifice our political appointments to clarify people’s doubt and show our stand on party supremacy.” He restated the group’s loyalty and support to the policies and programme of the Federal Government under President Muhammadu Buhari and the leadership of APC. PDP wins bye-election in Taraba Okerafor Athanatius, Jalingo Ajiya Samson Garba of the Peoples Democratic Party (PDP) has won the Takum 1 State Constituency By-Election conducted on Saturday by the Independent National Electoral Commission INEC) in Taraba State. Our Correspondent gathered that the by-election was to fill the vacuum created at the State Assembly owing to the death of Barrister Hosea Ibi, who was kidnapped in December, 2017 and later killed by his kidnappers in January, 2018.

Announcing the Result at the Local Government Secretariat, Takum, the INEC Returning Officer, Dr. Daniel Ayuba Kwada, said Ajiya won five out of the six Wards of the Constituency by scoring a total number of 10,725 votes. According to him, Atem Ansho of the All Progressives Congress (APC) polled 3,268 votes to emerge second position while of the social Democratic Party (SDP) got the 3rd position with 203 votes. The Returning Officer, who disclosed that the Election was held under a peaceful atmosphere, added that Nine Political Parties participated in

the exercise. Reacting to the Result shortly, Governor Darius Ishaku, thanked the people of Takum 1 State Constituency for coming out en-masse to vote massively for PDP. While describing the result as a litmus test to 2019 general elections, Governor Ishaku charged the electorates to collect their Permanent Voter’s Cards PVCs) saying, the margin between APC and PDP could have been much. Banking sector records N32.90trn e-payment in Q2 Motolani Oseni, Lagos

The National Bureau of Statistics (NBS) has disclosed that total value of Electronic payment channels in the Nigeria banking sector has increased to N32.90 trillion in second quarter of 2018. The statistics office in its ‘Selected Banking Sector Data: Sectoral Breakdown of Credit, Electronic payment Channels and Staff Strength,’ also said that Automated Teller Machine (ATM) dominated the volume of transactions recorded. According to the NBS, banking sector credit to private sector stood at N15.34 trillion as at second quarter of 2018, Oil & Gas and manufacturing sectors record the highest credit allocation as at the period under review. The report stated that, “A total volume of 509,668,433 transactions valued at N32.90 trillion were

recorded in Q2 2018 as data on Electronic Payment Channels in the Nigeria Banking Sector revealed. “ATM transactions dominated the volume of transactions recorded. 217,417,961 volume of ATM transactions valued at N1, 603 billion were recorded in second quarter of 2018”. The Central Bank of Nigeria (CBN) in its 2017 annual report disclosed that the volume and value of payment on different channels (comprising ATM, PoS, Mobile and Internet) rose by 43.2 and 37.6 per cent to 1,023.6 million and N9, 134.0 billion, respectively, compared with 715.1 million and N6, 636.4 billion recorded in the preceding year. “A breakdown of e-payment transactions for 2017 indicated that the ATM remained the most patronised, accounting for 78.2 per cent, followed by PoS terminals and mobile payments with 14.3 and 4.7 per cent, respectively. “The web (internet) was the least

patronised, accounting for 2.8 per cent of the total. In terms of value, the ATM accounted for 70.5 per cent, PoS, 15.4 per cent; mobile channels, 12.1 per cent; and web (internet), 2.0 per cent.” The CBN had attributed rise in e-payment transactions to increased consumer confidence and awareness in the use of the e-payment channels. However, on the NBS report for second quarter, the report stated that credit to private sector by the bank stood at N15.34 trillion as at second quarter of 2018. According to NBS, “Oil & Gas and Manufacturing sectors got credit allocation of N3.45 trillion and N2.02 trillion to record the highest credit allocation as at the period under review. “As at second quarter of 2018, the total number of banks’ staff increased by 13.67per cent Quarter on Quarter from 89,608 in first quarter of 2018 to 101,861 in second quarter of 2018.”

This man stands as Nigeria’s Number three citizen. Clothed is he in ample power and influence. If he saw areas where government and the nation needed help, he could have easily applied his energies to these areas. He could have drafted legislation and easily got laws passed. “However, no progressive enactment bears his name for he cared not for progress. He has been more focused on changing the rules of the Senate to favour himself and changing the order of elections so as to coincide with his selfish designs.” The statement reads further: “The defections of some people from the APC have generated sensational headlines and exaggerated talk as to what their departures foretell for the APC, the party to which I belong. Some have predicted the demise of the APC. Those who hope for our decline will be disappointed by the inaccuracy of their desires. The days, months and years ahead will bury such errant forecasts for these predictions are born more of bitterness than of objective analysis. “Much of the attention has centered on which party now controls this or that state and which party maintains a majority in the National Assembly. These considerations are important to members of the political class and the electoral calculations of the political parties. But these calculations cannot be all there is. We must be careful not to reduce our horizon to a mere accounting of elected officials moving from one party to another,” he added. But the Chairman, Senate Committee on Navy, Senator Isah Misau and his counterpart in the Committee on Banking, Finance and Other Financial

Insitutions, Senator Rafiu Ibrahim, have advised the APC and its leaders to desist from looking for scapegoats for the failure to fulfill their promises to the electorate by constantly blaming Saraki. Misau and Rafiu in a statement, on Sunday, stated that the APC leaders have continued to whine about what Saraki did or did not do to ensure the Buhari government failed without caring whether it was reasonable to believe that one single individual who had been continuously assailed by the government would at the same time be in a position to ground the government. The senators said, “APC leaders are being clever by half. They have spent most of the last 38 months harassing Saraki and sponsoring media attacks against him. Now that the man has been vindicated by the courts and he has decided to leave their party, they have devised another propaganda stunt to start heaping the blames of their failure to bring positive change to Nigeria on Saraki. “For three years of the APC administration, former President Goodluck Jonathan was the scapegoat they blamed. Now that it dawned on them that nobody is listening to that tale by moonlight again, their propaganda machinery has shifted focus to Saraki as the new man to blame. These are characters who cannot take responsibility for their inability to provide good governance as they promised. “Must these people blame somebody all the time? Were they elected to bring in positive change or to shift blames? It is irresponsible for people invested with popular mandate to always look for somebody to be held responsible for their failure to fulfill their promises and give expression to the mandate they were given. “Instead of concentrating on how to use the next six months before the general elections to hasten the completion of infrastructure projects, enunciation of policies and initiation of programmes which can improve the standard of living of the people and ameliorate the consistent failure

of the last three years, the APC is now led by demagogues who seem not to care if they bring the entire country down. “The new leadership of the APC have continued to advertise the inability of the party to manage victory, their penchant for violence as a way of saving their faces and their lack of the much needed temperament to wield together a country with diverse culture, ethnicity and religion like Nigeria. “When they continue to blame Saraki for their failure, was the man responsible for their failure to appoint ministers for the first five months of the administration when the economy was just straying without direction? “Is he responsible for the constant demarketing of the economy in international circles by the President of the country? Is Saraki responsible for the refusal of the government to prosecute its members indicted of corrupt practices, thereby destroying its anticorruption campaign? Is he responsible for the high level incompetence and lack of capacity which sign-post the activities of the government? “Is Saraki responsible for condoning the inability of the security agencies to appropriately respond to the security challenges which are now pervasive across the country? Did Saraki set up the ‘government within government’ which has continued to ground the administration? “We can go on and on to query the logic of this APC blame game. However, we need to warn them to stop this cheap antics and face the real task of governance. Nigerians did not elect them to be giving excuses. Very soon, they will have to give account to the people and nobody will listen to the constant thrash about Saraki this, Saraki that. “If the best strategy the APC ideas team can come up with on how to preoccupy Saraki and prevent him from rallying his fellow party members in the PDP for victory in next year’s general election as well as prevent him from pursuing his legitimate ambition in the 2019 elections, then they need to return to the drawing board. Saraki is unfazed and he is not even bothered”.

Eid-el-Kabir: IGP orders massive deployment of police personnel nationwide Andrew Orolua, Abuja

The Nigeria Police on Sunday unfolded security measures to ensure a hitch free Eid-elKabir celebration just as it orders a massive deployment of personnel nationwide. The Inspector General of Police (IGP), Ibrahim Idris, who gave the directive also placed commissioners of police and their personnel in the North East and other flash points states to be on red alert. He also directed the implementation of robust and elaborate security arrangement throughout the country by the assistant inspectors general of police and commissioners of police in zonal and state commands nationwide. According to a statement signed by Force Public Relations Officer, acting DCP, Jimoh Moshood, the assistant inspector generals and state commissioners of police “are to be on ground to beef up security, carryout massive deployment of police personnel on police visibility patrols, crowd controls, and adequate protection and safety at all Eid praying grounds and other venues of celebration in their areas of responsibilities. The statement reads in part, “The deployment of additional personnel and crime prevention and detection equipments will be carried out to cover identified and perceived

criminal black spots, flash points, abandoned and uncompleted projects sites being used as hideouts by criminal elements to commit crime. “The ongoing raids operations and removal of suspected criminals will continue throughout the Sallah period and beyond. “The deployment will also cover recreation centres, public places and critical infrastructure and public utilities.” The police also assured travellers and motorists that federal highway patrol teams, the safer highway patrol units, and anti-crime patrols have been deployed along highways and major roads throughout the country for the protection and safety of travellers, commuters and other road users during the period and beyond. Moshood also disclosed that that the “police officers are under strict instructions to be civil, polite, compassionate and firm in carryout their duties. “Intense surveillance/ Intelligence gathering will be maintained, special deployment and stop and search duties will be emplaced at all flash/vulnerable points in every state of the country.” The police implored members of the public, most especially travellers and other roads users to cooperate with police personnel deployed on the highways and other duty posts.

As Muslim faithful across Nigeria make last minute purchase of rams for the Eid-el-Kabir celebration, sellers of rams have lamented low patronage, blaming the current economic situation for the poor sales. A check at Kugbo, an Abuja suburb on Sunday indicated large number of the rams may wait for next year’s Sallah as the sellers and buyers are failing to reach a consensus on prices. According to Idris Hakuri, a popular rams seller at Kugbo cattle market, a ram which sold for N130,000 last year, is being priced for N80,000.00, while that of N50,000.00 last year is being priced for N30,000.00. Mr. James Oche observed that big rams at the price of N120-N130,000 can only be

afforded by top politicians, adding that “ Allah did not make it mandatory that will warrant any one to steal or beg rather they can wait till the economy is better again”. According to reports nationwide, some cattle dealers in Kano who had stocked domestic animals such as goats, rams and cows for sale ahead of Sallah, are complaining of low patronage. NAN reports that sellers in Kano State lamented that their hopes for brisk business had been dashed as a result of the poor state of the nation’s economy. Ali Sani, a dealer at Yanawaki‎ market in Kumbotso Local Government Area, said they had been forced by the situation to be selling some of the rams on credit due to slow pace of business. Ali, however, said that the prices of the animals had increased by an average of 40 to 80 per cent compared with what obtained last year, adding that the same size of ram, which now sells for N100,000, was sold for about N70,000 last year. SERAP accuses Ajimobi of executive rascality over demolition of Fresh FM The Socio-Economic Rights and Accountability Project (SERAP) has accused the Governor of Oyo state, Senator Abiola Ajimobi of executive rascality and strongly condemned the unlawful demolition of Fresh FM building owned by Yinka Ayefele. It described the forced evictions of residents by the Oyo state government, as a grave violation of fundamental human rights of the affected residents. The state government early on Sunday morning stormed the Music House belonging to artiste, Yinka Ayefele. Government bulldozers arrived the Challenge Area of Ibadan where the building is located

and pulled it down, despite a pending court action to stop the demolition. SERAP in a statement signed by its Deputy Director, Timothy Adewale said that “this is a gross abuse of powers by the Oyo state government and Governor Ajimobi against a radio station simply doing its job. The action is politically motivated, patently arbitrary and entirely inconsistent with international human rights standards and national laws. “The action amounts to executive rascality and seriously undermines the integrity and authority of our courts. This kind of action has no place in a democratic society that is based on the rule of law.” “The destruction of a radio

station on the grounds that the Oyo state government dislikes their work is a textbook case of repression of media freedom and violation of the right to adequate housing. The authorities must immediately stop the demolition, ensure appropriate repairs of the building and adequate compensation, and guarantee of non-repetition”. SERAP added it will challenge this violent and reckless destruction of Ayefele’s Fresh FM in court, adding that Nigeria is party to the international covenant on economic, social and cultural rights which requires the state government to refrain from arbitrary forced evictions and arbitrary destruction of resources that individuals and families have invested in building their homes.

No fewer than 20 passengers were stranded at the Murtala Muhammad International Airport Lagos on Sunday as Asky Airline with flight number KP 25 scheduled for Accra by 1110 hours disappointed its passengers. The disappointment was ascribed to the operational fraud tagged “overbooking.” Trouble erupted when the airline officials ignored the helpless passengers as all efforts towards seeking the attention of the senior manager simply known as Bolaji failed. I am here today prepared to see that I get one,” he said. Another buyer, Garba Dauda, expressed hope that the prices would fall when more rams flooded the markets between today and tomorrow. He said that medium and big rams now sold at higher prices when compared to last year.

Meanwhile, prices of chicken, fruits, beans, cooking oil, rice and perishable items did not record any significant increase. NAN observed also that chicken sellers were, however, making brisk sales as many people now go for it. Several rams were seen being dragged about in Kano metropolis by sellers, who were also seeking potential buyers. Eid- el-Kabir is a festival celebrated annually by Muslims worldwide, with the offering of rams as sacrifice.

Lagos to shut 3rd Mainland Bridge for 4 days

The Lagos State government has said that the 3rd Mainland Bridge will be temporarily shut down for four days starting from the midnight of August 23 to midnight of August 26, 2018, for investigative maintenance test to be carried out. The state Commissioner for Works and Infrastructure, Mr. Ade Akinsanya, who disclosed this in a statement, said the decision was taken after due consultation with the Federal Ministry of Power, Works and Housing. The four-day closure, according to Akinsanya, will enable the contractors assess the true state of the bridge after which work would commence by the end of the year or early 2019. The Daily Times recalls that

the federal government had earlier announced plans to shut the bridge in July, but this had to be shelved after due consultation with the state government and other stakeholders, who expressed concern about the indiscriminate parking of articulated vehicles on other alternative routes which would have adversely affected traffic. Subsequently, the joint task force set up to remove the articulated vehicles from the affected alternative routes was able to achieve some measure of success. Justifying the need for the closure, the commissioner said that “the 3rd Mainland Bridge which was opened about 30 years ago has had haphazard maintenance

and repairs in the past which the present government is committed to correct by carrying out proper and continuous maintenance and repairs on it”. Consequently, the state government appealed for the cooperation, support and understanding of all motorists and residents, advising them to minimize non-essential travel and movements during the fourday closure. Besides, Akinsanya said all traffic management agencies, including the Lagos state Traffic Management Authority (LASTMA), the Federal Road Safety Corps (FRSC) and the police, among others, have been mandated to ensure the smooth flow of traffic on all the other alternative roads and traffic corridor across the metropolis.

The ongoing banditry in Zamfara State has claimed over 3,000 lives with the State Government spending some N17 billion in the past seven years on fighting the problem. The Secretary to the Government of Zamfara, Prof. Abdullahi Shinkafi, made the disclosure on Sunday in Gusau at a town hall meeting, organised by the Nigerian Bar Association (NBA). The News Agency of Nigeria (NAN) reports that the meeting was called to find a lasting solution to the worsening insecurity in the state. According to Shinkafi, the banditry has resulted to the death of over 3,000 people, destruction of over 2,000 homes, burning of over 500 cars and kidnapping of over 500 people for ransom. He said that the money was spent from 2011 to date, to procure vehicles for security agencies, pay allowances to security operatives, provide accommodation for soldiers of the 232 Battalion and other logistics. “When you hear N17 billion, it sounds huge but when you break it down to the various components in tackling insecurity, you will see that it is not even enough. “In 2011, we provided 457 vehicles for security agencies, in 2012, we provided 2,250 vehicles, in 2014, 77 vehicles and 50 vehicles each in 2015, 2016, 2017 and 2018. “We also have to give funds to those affected by these attacks to

at least help them in some way.” According to Shinkafi, the state has been sitting on a time bomb for long, and there is need for citizens, the state and Federal Government to be more concerned and find ways to stop the bomb from exploding. He recalled that the crisis which started as a minor clash between herders and farmers had been taken over by armed bandits, who had carried out about 40 attacks. Calling on parents in the state to take proper care of their children, the SSG implored men not to marry more than one wife where it was clear they didn’t have the means. “When as parents you do not attend to your children, the bandits hijack them and recruit them to work for them and as a man, you don’t have to marry four wives if you know you don’t have the means.” He attributed the banditry to shortage of manpower in the state, stressing the need for more indigenes to show interest in joining the security services to protect the state. The National President of the NBA, Mr Abubakar Mahmoud (SAN), wondered why the Federal Government would allow the state to spend so much of its funds on security. He argued that the sum would have been used to build infrastructure and grow the state’s economy, adding that security operations should be funded by the Federal Government and not

the states. He, however, noted the need for the Zamfara Government to show leadership in the fight against insecurity. According to him, providing funds without being present to monitor how the funds are spent cannot not yield the desired results. Mahmoud said the visit by the NBA was not political but a move, aimed at promoting peace, resolving the conflict and upholding the Nigerian Constitution. He assured that the association would dialogue with Gov. Abdulaziz Yari on various allegations against him, particularly that he was never present in the state to attend to state matters. Some of the participants, who spoke at the meeting, accused Yari of running the administration in absentia and called on the Federal Government to declare a state of emergency in the state. Sen. Saidu Dansadau, a former senator said that management of security was capital intensive and that the leadership must be on ground to monitor how such money was spent. Dansadau also argued that the only solution to the crisis in Zamfara was to declare a state of emergency in the state. “For Zamfara to be peaceful again, a state of emergency must be declared. It is no longer an issue of getting adequate arms and ammunition or security personnel.”

Rivers bye-election: Police has declared war on Rivers, Wike alleges As INEC cancels Saturday’s bye-election

Nyesom Ezenwo Wike, has alleged that the consistency with which the Police sabotaged the electoral process in Rivers State amounted to a declaration of war on the people. In a state broadcast on Sunday on the cancelled bye-election for Port Harcourt State Constituency, which was disrupted by sporadic shooting and ballot box snatching, Governor Wike charged Rivers people not to succumb to what he described as the antics of the police, lest they became slaves in their fatherland. The governor said: “The consistent sabotage of the electoral process by the Police amounts to a declaration of war against the people of Rivers State and their solemn rights to freely and fairly choose their leaders and representatives. “Clearly there are dangerous times ahead but we must not give in to intimidation lest we lose our liberties and become slaves in our own land.

“Against the backdrop it is up to the people of Rivers State to choose the option that will serve their interest,” he said. Governor Wike said despite assurances from the Rivers State Commissioner of Police during the last State Security Council meeting that the police would remain neutral and act professionally, the police on Saturday August 18, allegedly joined forces with APC thugs to disrupt the election. Wike continued: “As we had feared, the Police failed us completely once again and negated all that they promised. Instead of providing security for voters and INEC officials, the Police brazenly colluded with political thugs of the All Progressives Congress (APC) to subvert the democratic process and denied the people of Port Harcourt Constituency III their rights to free, fair and credible elections. “Confirmed reports from the field indicated that INEC promptly and rightly distributed elections materials to all the polling units within a recorded time. “However, while voting was underway,

armed thugs from the APC led by the State’s factional Chairman, Mr. Flag Ojukaye Amachree, moved freely from one polling unit to the other, violently assaulted voters and INEC officials and carted away election materials, including smart card readers and ballot boxes,” the governor alleged. He noted that during the June 16, 2018 Local Government Elections where APC refused to participate, the polls were conducted peacefully without rancour. While the Rivers State Governor commended INEC for acting professionally, he berated the police for allegedly taking sides and offering illegal aid to APC to undermine electoral process in the state. Meanwhile INEC in Rivers state has suspended the bye-election of Port Harcourt constituency 3. In a statement signed by the state electoral commissioner, Mr Obo Effanga, INEC said that the decision followed the destruction and carting away of election materials including ballot papers and card readers by gunmen.

CD demands improved infrastructure in Onitsha

The Campaign for Democracy (CD) has called on Gov. Willie Obiano of Anambra to improve the state of public infrastructure in Onitsha, the state’s commercial hub. A’Ibom sues EFCC over freezing account, demands N50bn damages Isaac job, Uyo The Akwa Ibom state government has sued the Economic and Financial Crimes Commission (EFCC) claiming N50 billion as damages for illegal freezing of its account recently. The claim is contained in a lawsuit filed by the state government against the anti-graft agency in response to the alleged unlawful freezing of its account. According to the suit No:FHe/uy/cs/137/18 between the state Attorney-general as Claimant, and Economic and Financial Crimes Commission, Attorney General of the Federal, Zenith Bank PLC, Skye Bank PLC and United Bank for Africa PLC as defendants, the Claimant queried why its account should be unlawfully frozen for over 72 hours.

Sen Akpabio hails Gov Ugwuanyi over peace, good governance in Enugu Moses Oyediran, Enugu The immediate past governor of Awka Ibom State and the Senator representing Ikot Ekpene Senatorial District in the National Assembly, Senator Godswill Akpabio has expressed delight with the relationship between Governor Ifeanyi Ugwuanyi of Enugu State and his predecessor Sullivan Chime. Sen. Akpabio, who spoke during the funeral ceremony of his grand motherin-law, Madam Mercy Uduoku Neife Igwenagu in Ezeagu Local Government Area of Enugu State, which was attended by Gov. Ugwuanyi and ex-Governor Chime, among other dignitaries, told Chime that “it is not easy to see to a

successor giving you this respect; keeping up with your projects; maintaining the projects; improving on them and ensuring the peace of the state”. The Senator commended Gov. American, Richard Russell, 29, was what you could call a normal guy. Married with a son, he was a Horizon Air ground control staff, directing aircrafts and handling baggage. He might have watched the pilots with their pips and swag, and concluded there was no big deal in flying an aircraft. To make his dream come true, last Friday, August 10, he entered an empty Q400, a Bombardier turboprop 76seat passenger plane at the SeattleTacoma International Airport. He tried the controls; they yielded, taxied on the runway and took off! Once in the air, he carried out some acrobatic displays which indicated that although he was not a pilot, he had some flight skills. It seemed his act was instinctive; he apologised to air traffic controllers and suggested he might have a few screws loose. He said he admired the sunset but was also apprehensive of going to jail. He might also have calculated the cost of the two fighter jets scrambled into the air to shadow him. Then after one hour of his fancy flight, he crashed the aircraft. I am not sure it was a straight forward case of theft because he knew an aircraft is not a car he could hide or park in his garage or sell off. For his motive; he said he was just a broken man. Yet, there are millions of people who would stake their lives just to live on American soil like him, even if it means being cut off from their families and friends. For instance, that Friday Russel was piloting himself to a crash, the Aquarius rescue ship jointly run by Doctors Without Borders (MSF) and SOS Mediterranee, plucked 141 migrants from the grasp of the furious Mediterranean Sea. Twenty five of

them were rescued from a wooden boat, and the remaining 116, who were mainly children, were rescued from another migrant vessel which had run out of water and food. The Aquarius was stranded in the sea as no country was willing to take in its human cargo. This included Italy, Spain and Malta and the African country of Tunisia. For the Europeans, the Aquarius, which in June plucked 630 migrants from the hungry sea, has become notorious. On that occasion, it was stranded before Spain allowed it in. This time, Italy said the United Kingdom should take in the vessel because it was sailing under the Gibraltar flag; this the British rejected. Two days ago, Spain brokered a deal with some European countries under which it agreed to take in sixty of the migrants, Portugal agreed to receive thirty, while the remainder will be shared amongst Germany, France and Luxemburg. There seems to be no end to this desperate journey in which migrants are ready to commit suicide and sacrifice their underage children just to reach Europe. The rescued migrants are the lucky ones, as annually thousands perish at sea. Between January and May, 2017, Nigerian authorities said over 10,000 Nigerians died in the desert and the Mediterranean Sea in an effort to reach Europe. While we can argue that Russel’s flight to death and death of migrants are not unexpected outcomes, not so for a group of Yemeni school children aged between 6 and 11, who packed themselves into a bus on a field study during their holidays. It was on Thursday, August 9. Schoolboy Osama Zeid Al Homran videoed his mates playing, and reciting verses

from the Quran. As the children were returning home, a Saudi Arabian jet fighter targeted the bus and bombed it, tearing many of the children, limb by limb. Hussein Hussein Tayeb, was one of the first medics to arrive at the scene said: “As soon as I arrived with others wanting to help out, we figured we had to quickly nurse the wounded because there was chaos… people were running over bodies and shouting. As I was nursing people, I lifted a body and found that it was Ahmed’s face. I carried him and hugged him – he was my son.” Out of the 51 lives snuffed out by the deadly neigbour’s strike, 40 were children, and of the 79 injured, 56 were children. The children had no hand in politics or the Gulf conflict in which Saudi Arabia assumes it has the right to bomb any site, including markets, funerals, schools, hospitals and marriages. The Yemeni children lived in a world they did not understand, and if the dead can look back and reflect, the children would wonder what their crime or sin was that warranted their little limbs being blown to shreds by their powerful Saudi neigbour. Except, of course, that they were Yemenis. As their small caskets were being conveyed for burial, there were banners like: “America killed the children of Yemen.” Of course, the Yemenis knew it was not America that bombed the children. Rather, the reference is to the fact that the Saudis are flying jets supplied by the Americans. On its part, America made the usual noise. Its defence secretary, James Mattis asked Saudi Arabia and their coalition partners to “investigate” the attack. But as in the past, Saudi Arabia has immunity because no country,

especially the United States and in Europe, is willing to risk the displeasure of the Saudis by calling them to order and asking that they put a stop to the genocide they are perpetrating in Yemen. Saudi airstrikes has since 2015, claimed over 10,000 Yemeni civilian lives and injured over 40,000. This month, Canada picked up courage to criticise Saudi Arabia, not for its atrocities in Yemen, but for the detention of human rights activist, Ms. Samar Badawi. The Saudis were furious. They expelled the Canadian ambassador, suspended a $12 billion arms deal, stopped flights to Toronto and ordered the relocation of 7,000 Saudi students on scholarship to other countries. Ironically, in the face of the Saudi diplomatic and economic onslaught, Canada was like an orphan. Other countries refused to raise their voice; not their American neigbour; foster parent, Britain; or allies in Europe. They all seem to be telling Canada to mind its business when it affects the freespending Saudi Arabians. But while Russel was blasting into the sky with an empty plane, migrants were stranded in the seas, Yemeni children were being massacred and Canada and Saudi Arabia were engaged in a spat on human rights, America began humanity’s first attempt to reach the sun. Its Parker Solar Probe whose take off was delayed Saturday, blasted off this Sunday from Florida. It is expected that within six weeks, the probe will encounter the Venus orbit which will assist it to orbit around the sun. So, beyond the confusion and darkness enveloping our world, the sun is shining.

Religions and need for proper education (1)

Two weeks ago, 32 of us met in Zaria to commemorate our first coming together that cold day of January 5, 1968 as the new intake of Barewa College Zaria. There were 132 of us in the set of 1968. So far, 35 of us have transitioned to the next world. In our conversations on the departed ones, it turned out that most of them died in road accidents over the 50-year period. Surviving in Nigeria is a lottery and so many of us die early due to completely avoidable accidents. We reflected on changing times. In 1968, we were in the middle of one of the most bloody civil wars in Nigerian history. Nonetheless, most of us were simply directed to the motor park without any escort and took lorries and buses from our provinces to Zaria and on to the school. Fifty years later, many of us were apprehensive about going to Zaria due to the multiple conflicts in our provinces. Those from Adamawa, Sardauna and Bornu provinces spoke of the persistence of the insurgency in the North-East. Friends from Plateau and Benue provinces were concerned about inter-communal conflicts and the pastoral challenge they face. The members from Sokoto, Zaria and Katsina provinces recounted stories of their communities being sucked into rural banditry, while

travellers from Kano, Kabba, Ilorin and Niger provinces said they too are no longer safe. The last hurdle was, of course, the Abuja-Kaduna crossing, where everyone had the fear of kidnappers on their minds. I had not seen some of my class mates since we went our various ways after the WAEC exams in 1972 and some of them looked very old. Maybe that was my brain telling me that I am getting old myself. We used the Golden Jubilee celebration to launch improvements to the school facilities sponsored by the Class of 1968, as we had been agonising for a long time on how dilapidated the school had become. One thing that surprised me was when some of my mates told the principal that they never came back for their school certificates. Within ten minutes, the principal was able to give all of them their certificates. It was good to see that all our files were still intact. One of the greatest influences in our lives has been the broad introduction we had to comparative religious education in Barewa College. This was through daily readings in the assembly from: A Book of Prayers and Readings. In 1958, the Northern Nigerian

Government published the book for use in mixed assemblies of Muslim and Christian students. In his “Forward” to the book, Minister of Education Aliyu Makama made the important point that: “Both Muslims and Christians are…and it is my earnest prayer and hope that from this book of Prayers and Readings the younger generation in particular may learn the vital truth that the things which unite us are far more important than the things that divide us.” The daily readings created in us the realisation that our religions have the same values and that everyone that respects their religion must also respect other religions that draw from the same belief and value pool. It is this education about comparative religion that is missing in Nigeria today and we have so many young people who lack education in their own religion, and their ignorance pushes them into the belief that the other religion is the enemy whose adherents must be killed. Editorial Commentary Kofi Annan and matters arising

Times Guest Columnist Aham Nwankwo The world was hot and absolutely flabbergasted to receive the news of the death of former United Nations Secretary- General, Koffi Annan, on Saturday, August 19, 2018. His full name was Kofi Atta Annan. Atta in in Ghana means ‘Twins’’, and he had a twin sister, who died in 1991. His parents were Mr. & Mrs. Henry Reginald Victoria Annan. His father was a provincial governor in Ghana. Late Kofi Annan maried Titi Alakija from 1965 to 1983, before he divorced her and married Nane Lagergren in 1984, still alive today. He had three children, Kojo, Ama and Nina. He graduated from University of Science and Technology, Kumasi, Ghana, before he continued with Macalester College for his B.A in Economics in 1961, continued and finished from Intitut Universitaire des Hautes Etudes Internationales, Geneva, Switzerland (1961 to 1962). He equally passed through Massachusetts Institute of Technology, Sloan Fellow, for his M.Sc in Management (1971-1972). Kofi Annan spoke French language, English language and several African languages. He joined the United Nations (UN), then United Nations Organisation (UNO) in 1962 as a budget officer with the World Health Organisation (WHO). Between 1962 and 1980, he had served in various UN agencies, including Economic Commissioner for Africa, UN Emergency Force and High Commissioner for Refugees. Between 1987 and 1995, he served UN as Assistant Secretary General for Human Resources Management, Security Coordinator, Secretary-General for Programme Planning, Budget and Finance and Control, Assistant Secretary-General for Peace Keeping Operations (which he was a recipient of UN Noble Peace Prize in December 10, 2001), and Under-Secretary-General. In December 1996, Kofi Annan was appointed Secretary-General of United Nations (UN). From January 1, 1997 to December 31, 2006, he served as the seventh Secretary-General of UN. His second term as secretary-general began in January 2002, after he was appointed June 29, 2001. He was a founder of a non-profitable organisation known as Kofi Annan Foundation in 2007, same year he was a chairman of the tenmember group of the African Progress Panel. Same 2007, he was appointed

a member of the Board of Trustees of the Carnegie Corporation, which looked for resolution of global issues. In January 13, 2008, he mediated in an election dispute in Kenya, as sent by the Ghanian President then, John Kufuor, which he was able to get Kenyan President Mwai Kibaki and opposition leader Raila Odinga to agree on a power-sharing government by March 1, same year. Kofi Annan became the Chancellor of the University of Ghana in August 11, 2008. Koifi Annan was a member of a humanitarian group of dozen leaders and activists of worldwide stature, formed by Nelson Mandela in 2008, to foster peace in world conflicts, former president of US, Jimmy Carter and Grace Machel Mandela, Nelson Mandela’s wife, were among the members of that humanitarian organisation, and they came out with a report for change of leadership in Zimbabwe. February 23, 2012, Kofi Annan was appointed a member of Joint Special Envoy of the United Nations and the League of Arab States on the Syrian Crisis. By March 16, 2012, Kofi Annan briefed UN Security Council, which by May 28, same year, he arrived Damascus demanding accountability for the massacre of Houla and the implementation of the six-point peace plan worked out in March. His memoir, ‘’Interventions’’: A life War and Peace book, was published in September 4, 2012, a book written with Nader Mousavizadeh. Two years ago, precisely August 2016, he chaired an Advisory Commission on the Humanitarian Crisis in Rakhine, Myanmar, which was set up by his foundation along with the Government of Mynmar. Though, Kofi Atta Annan is dead now, at the age of 80 years old, his legacies and footprints in both Africa and the world can never be forgotten in a hurry. He was a true strong man and peace maker, an indefatigable leader, a writer, serious and zealous man, focused and objective, etc. No doubt, the world is going to miss him so much. Already, the Ghanian government has declared a week mourning for him. Like Nelson Mandela left a lot of footprints cum legacies in not only Africa, but also the world, Koffi Annan just did too. We wish other African leaders and politicians will do same, if not more.

Removal of public officials and due process

T

he recent impeachment of the Imo State Deputy Governor, Prince Eze Madumere, by the state House of Assembly was not only condemnable but illegal and unconstitutional. Madumere, for a long time now, has been having a running battle with Governor Rochas Okorocha, his boss, over succession bid in 2019 election. Okorocha had favoured his son-in-law and Chief of Staff, Mr. Uche Nwosu, to succeed him. Despite an interim injunction by a court of competent jurisdiction in Owerri, restraining the seven–man panel of enquiry from sitting until matter before the court is determined, the state House of Assembly lawmakers who were elected by their constituents to make laws, have turned to be a rubber stamp to the Executive and the Judiciary without following the due process. The Chief Judge of the state, Justice Paschal Nnadi, had last week, set up a seven-man panel of enquiry to investigate allegations of gross misconduct leveled against Madumere. But Madumere through his lawyer, Ken Njemanze (SAN), earlier filed a motion on the constitutional breaches by the panel and the state lawmakers. It is instructive to note that the deputy governor has a right of reply while any such statement in reply to the allegations must be served on each member of the House of Assembly. To put the record straight, the speaker of the House of Assembly must within seven days serve the deputy-Governor and each member of the House with a copy of the notice of allegation. But until his impeachment two days ago, Madumere claimed that he was never served with any notice. Also, the panel breached processes in which it was constituted by failing to report its findings within three months as enshrined in the constitution. Finally, the process of impeaching Madumere did not follow due process, thereby necessitating the calls for his reinstatement as the deputy governor. Similarly, in Benue State, eight members of the state House of Assmebly have served Governor Samuel Ortom an impeachment notice. The process of impeaching a sitting Governor of a state in Nigeria is clearly spelt out in section 188 of the 1999 Constitution (as amended) and there have been a number of unsuccessful impeachments of the state Governors

since 1999. The process of impeaching a governor as contained in the 1999 Constitutionincludes: notice of any allegation in writing alleging gross misconduct on the part of the Governor. The notice must be signed by not less than one-third of the members of the House of Assembly before it is presented to the speaker. As the impeachment drama continued in Benue by eight out of 30 state House of Assembly members, we are of the opinion that the infamous action should be condemned by all and sundry. The eight legislators, belonging to the All Progressives Congress (APC) who took over the chambers without the mace (symbol of Authority of the House) and the clerk, were protected by heavily armed policemen and operatives of the Department of the State Services (DSS) preventing the 22 other members, belonging to the Peoples Democratic Party (PDP), from entering the chambers. We wish to finally state that eight out of 30 lawmakers is not enough to impeach a sitting Governor while the state Assembly should follow due process and stop the mockery on both legislature and judiciary in the interest of our nascent democracy.

1 Policeman dead as JTF rescues kidnapped INEC official, 8 others in A’Ibom Isaac Job, Uyo One police sergeant has been confirmed dead in Akwa Ibom during operation to rid Etim Ekpo and Ukanafun council areas of militants who are causing deaths and destruction of properties worth millions of Naira for over a year now. The state commissioner of police, Mr. Adeyemi Ogunjemilusi who disclosed this in a press conference at the weekend said “We lost one Sergeant in the operation and recovered some riffles including Police and Military uniforms, charms and other materials”. He said the police action became necessary following the refusal of the hoodlums to heed the offer of amnesty extended to them by Governor Udom Emmanuel. Ogunjemilusi disclosed that the police rescued one Otobong Sylvester Ukpong, a staff of the Ukanafun area office of the Independent National Electoral Commission (INEC), along

with eight others including seven women seized at Ikot Inyang Abia community in Ukanafun by the hoodlums. The rescued INEC staff seized on June 5 said he was blindfolded and taken by two gunmen on motorbikes into an untended bush in Ikot Akpan Ayara in Ukanafun Local Government where he was fed only once a day with garri and soup, beans and rice. “There is no farming activity around the bush that we were kept and they (the criminals) erected a canopy in the bush and always cooked the meal there and served us. Throughout my stay there for about two months, I was not allowed to talk to anyone and that is why I find it difficult to talk because my throat is not clear. “They only removed the veils from our eyes in the night where you cannot understand the geography of the area. I have not taken my bath, nor shave or trim my hair since I was taken and this is the only cloth that I

put since I was captured. “Each time the kidnappers left for operation, they would ensure two heavily armed men were left to guard the den, but on the day, Saturday, August 18, when the JFT stormed the place, the one that guarded the camp got the signal and went to see what was coming. “The Soldier fired first and killed him, before he could rearrange himself, (the militants went flat on the ground, consulted his charms and amulet and disappeared before the JTF came to rescue us”, he said. The Chairman of Ukanafun Local Government, Mr. Uko Idiong and his Etim Ekpo counterpart, Mr. Udeme Eduo, who were on hand to identify the freed captives, commended the gallantry of the JTF operatives in their efforts to restore peace to their troubled council areas. Idiong, said the seven rescued women were all seized from his village, Ikot Inyang Abia, by the gang leader simply identified by his operational name, ‘Englishman’.

315,000 PVCs not collected in Kwara Kehinde Akinpelu, Ilorin No fewer than 315,000 permanent voters cards (PVC) are yet to be claimed by registered voters since 2015 till date in Kwara state. Speaking during a courtesy visit to the Correspondents’ Chapel of the state council of the Nigeria Union of Journalists (NUJ) at the weekend, the state Resident Electoral Commissioner of the Independent National Electoral Commission (INEC), Alhaji Garba Madami, said that only 160,000 eligible voters had so far registered since commencement of the voters registration exercise in the state up till date. The INEC commissioner, who said that 1.2 million eligible voters are expected from the state for the 2019 general elections, added that strategy had been mapped out to address poor registration of voters.

OML 83 & 85: Bayelsa, NNPC, First Global sign MoU Akam James, Yenagoa The KEFFES host communities have signed a memorandum of Understanding (MoU) with the First Global Exploration and Petroleum Development Company Ltd, Nigeria National Petroleum Corporation (NNPC) and First E and P on OMLs 83 and 85. KEFFES is an acronym for Koluama I & II, Ekeni, Fish Town, Foropa, Ezetu I &II and Sangana located on the Atlantic fringe of Southern Ijaw and Brass local government areas of Bayelsa State. The agreement, according to the signatories to the MoU signed in Bayelsa, will promote mutual understanding and coordinated empowerment and training of indigenes of the host communities in Southern Ijaw and Brass Areas of the State. The General Manager, Corporate Services, First Global Exploration and Petroleum Development Company Ltd, Mr. Emmanuel Etomi, announced that as part of the benefits of the MoU, the companyhas concluded plans to send at least 50 teachers in the state on capacity building at the

Etomi explained that First Exploration and Petroleum Development Company recognizes the fact that oil producing communities in the Niger Delta region are critical stakeholders in development. According to him, the company in the past three years have been briefing various communities in the state on how development can be actualized with the support of stakeholders in the oil producing communities. Igbousa – ODUO X, admonished the oil companies to regularly engage host communities in their activities to avoid crisis. The Bayelsa State Commissioner for Mineral Resources, Mr. Markson Fefegha challenged multinational oil companies operating in the state to go beyond signing MoU with host communities and genuinely develop the areas to check restiveness in the state. Mr. Fefegha said it has become necessary for oil producing communities in the state to be actively involved in the development of the communities so that agitations and oppression will be minimized. He explained that the Niger Delta Communities with the signing of the MoU will continue to remain peaceful so that the Internally Generated Revenue (IGR) of the state and federal governments will grow. OML 83 and OML 85 are in shallow waters 40 km offshore in the Niger Delta. The Anyala and Madu fields are discoveries with a combined STOIIP of more than 450 million bbl and GIIP of more than 800 Bscf. First E&P holds a 40 percent interest in the licenses and is the operator of the asset, while NNPC holds the remaining 60 percent.

SGF urges China to set up more industries in Nigeria Adebisi Oyindamola, Abuja

Secretary to the Government of the Federation, Boss Mustapha has described the current bilateral partnership between Nigeria and China as one skewed in favour of China. He stressed the need for a change in the trade agreements to allow for the establishments of Chinese industries in Nigeria. He said doing so will improve the trade imbalances between both countries, move Nigeria up the value chain of production and provide job opportunities. Mustapha who was represented by the permanent secretary political and economic affairs, office of the SGF, Gabriel Aduda, made this assertion at the China-Nigeria production capacity and investment cooperation forum, in Abuja.

He suggested a shift from the infrastructural development projects of the Chinese companies to the establishment of industries that will add value to the raw materials exported abroad. “Economically, there is no gainsaying that China has done very well for Nigeria, however we can have better forum of cooperation with China that will improve balance of trade between Nigeria and China. “One of the various ways of doing that is to go up the value chain. No country ever grows by just exporting raw materials. We need to be able to add values; it is in the value addition that you are able to get money for yourself. “We can work with China especially using forums like this to look at capacity building, because they are everywhere in mining and agriculture in Nigeria. The contribution is still at the raw materials level.

Mr. Yusuf said the reconstruction of the road has now reduced travelling time from Ilorin to Jebba from four days to about two hours. In his remarks, the Minister said until the present administration came into office, the Ilorin-Jebba road was a total failure, adding: “Work commenced in 2014 and by the time this administration came it was only 15.9% completed. As of today, it’s 100% completed. I think this is very significant.”

Anambra State Governor, Chef Willie Obiano, has commissioned a multimillion naira water project at Unubi, Nnewi South Local Government Area of the state. ANSG cautions market leaders against Illegal revenue collection Anambra State Government has warned market leaders and tax collectors against illegal revenue collections and diversion of government funds into private pockets, as anyone caught will be decisively dealt with. The state Commissioner for Trade, Commerce and Industry, Dr. Christian Madubuko, gave the warning recently during a meeting with Heads and some members of the Bridge Head Market Onitsha over allegations leveled against the Market Chairman by some members. The allegations which include producing of fake tickets and receipts, inability to work with the Financial Secretary for accountability, and autocratic form of leadership, among others, where during the meeting debunked by the Chairman with the support of the majority of members around. Addressing the meeting, Madubuko said that his Ministry will thoroughly investigate the issues of fake tickets and multiple taxation among others warning that anyone found guilty will face the full wrath of the law, adding that the present administration

will not spear anyone that indulges in such dubious acts, no matter the personality involved. Madubuko while emphasising the need for love and unity amongst the traders, ordered the withdrawal of any existing court suit filed by the traders against each other, assuring them that his office will settle outstanding cases. ANSG moves to reposition transport sector Stories: John Ndu, Awka

Anambra Sstate Government has initiated measures to reform and reposition the state Transport sector. The Commissioner for Transport, Mr. Uchenna Okafor, who announced this during a stakeholder’s forum at the Transport Company of Anambra State, Headquarters, Awka, said the reorganisation would commence with the state Transport Company and its drivers. Mr. Okafor represented by the Permanent Secretary of the Ministry, Dr. Dan Ezeanwu, said the drivers would be issued certificate of clearance at the end of the exercise and after two months, any driver without the

certificate will be sanctioned. He explained that the new innovation will also give the drivers access to benefit from the state government empowerment programmes. In her speech, the Managing Director and Chief Executive Officer of TRACAS, Dr. (Mrs.) Ifeoma Madukasi, said the new innovations will include branding uniformity in the vehicles colour, drivers dressing and yearly revalidation of the fleets. Dr. (Mrs.) Madukasi explained that apart from this year general revalidation exercise, subsequent exercise will be done together with renewal of driver’s license and vehicle documents with capacity building of drivers on road worthiness, usage, safety and road management to keep the drivers in tune with global best practices on road safety norms.

She explained that this year’s revalidation commenced on July 11 and will last till September 11 which would include speed limiter installation and urged the stakeholders to strive to be role models to achieve Governor Willie Obiano’s vision of making the transport Company first choice in the Sector. Also speaking, the Managing Director of Anambra Traffic Management Agency, Mr. Chris Uzoechina, urged the drivers to always obey traffic light, observe traffic sign and park only at the designated places as well as avoid driving against the traffic. In his speech, the Supervisor of the Vehicle Inspection Office, Mr. Ralph Okoye, enjoined them to key into the state policy of proper testing of vehicles and verification of documents to reduce rate of accident.

Secure your PVCs, Obiano’s aide urges Anambra electorate Residents of Anambra State have been called upon to secure their Permanent Voter cards (PVCs), in order to be eligible to vote in the 2019 general election. The Special Adviser to the Governor on Special Duties and Continuous Voter Registration, Dr. Amaka Akaudo, made the call during a press conference in her office at the Government House Awka. Dr. Akaudo harped on the need for the unregistered eligible voters in the state to endeavour to register in this second quarter of the registration exercise which ends this week Friday, saying that though the exercise has four quarters, it is advisable for the people to register in this second quarter in order to be able to collect their PVCs before the forthcoming elections, as those that will register in the third and fourth quarters may get theirs after the elections. Describing PVC as the only weapon with which Igbos would choose the leaders of their choice and make a name at the federal level, Dr. Akaudo emphasized the need for the masses especially Ndi Anambra to secure theirs in preparation for the 2019 general elections.

Dr. Akaudo, who revealed that the state has recorded over two million registered voters as at the end of May this year, regretted that many PVCs are yet to be collected by the owners from the Independent National Electoral Commission, INEC, office, asking such people to visit INEC office in their Local Government Areas to collect them, as according to her, without the PVCs an individual is void of political power and right to exercise his franchise during elections. The Special Adviser said that her office as part of its responsibility of sensitising the public on the importance and power of PVC, has been liaising with stakeholders and community leaders to ensure that more eligible voters are registered, and called on Journalists to help in the voter education campaign using their various platforms. She also used the opportunity to commend Governor Willie Obiano for dimming it fit to create office for Voter education in his government, which she noted distinguishes the administration from others in the South East zone, and would help in making people of the state more involved in political affairs.

Managing Director, Anambra State Waste Management Authority (ASWAMA), Mr. Amechi Akorah, has urged the general public to desist from dumping refuse indiscriminately on roads. Akorah, who gave the charge while speaking with newsmen at Awka recently, said they would soon create sanitation marshals to check the menace. ``We are creating sanitation marshals in neighbourhoods of the student communities on Ifite as well as Ziks Avenue and Obi Okoli axis. ``The marshals will work with the agency’s sanitation compliance/

monitoring team in the areas to ensure that cleanliness will be maintained,’’ he said. The ASWAMA boss said the agency would work in partnership with Eke Awka traders to stop dumping of refuse on the median and ensure that cleanliness would be maintained in the area. He added that he had held

discussions with some community stakeholders on locations to place waste bins to make it easier for people to dispose their wastes properly. Akorah also said that dumping refuse on the road would not only make the environment dirty but would also block the drainage channels which the government constructed to stem flood disasters. The ASWAMA chief enjoined Ndi Anambra to bag their refuse and dispose in ASWAMA waste bins for onward evacuation by the agency’s officials in order to maintain clean and healthy environment.

Anambra State Government has said it is ready to assist the Anambra State Fire Service in enlightening the public on fire safety measures. Commissioner for Information and Public Enlightenment, Mr. C. Don Adinuba, stated this while receiving officers and men of state fire service that paid him a courtesy call at his office at the Jerome Udoji Secretariat, Awka recently. According to him, all markets in the state must have access roads that are motorable, to allow easy access to fire fighting vans in and out of them during fire outbreaks. The Commissioner said through enlightenment, the government would instill the habit of fire fighting in the people, using the tools of information dissemination to train the public. CBN’s total assets hike by 35% to N29.6trn in 2017 Motolani Oseni

The Central Bank of Nigeria (CBN) has reported 35 per cent increase in total assets to N29.6 trillion in 2017 from N21.9 trillion reported in 2016. But it is worthy of note that growth in external reserves and loans & receivables aided CBN’s growth in total assets in the year under review. For instance, external reserves rose by 74.6 per cent to N14.58 trillion in 2017 from N8.35 trillion in 2016, loans & receivables added 28.3 per cent to N10.3 trillion from N8.02 trillion reported in 2016. For the 2017 report, the CBN reported 11 per cent increase in total liabilities to N12.5 trillion from N21.2 trillion in 2016, driven by 11.03 per cent increase in deposits to N12.5 trillion in 2017 as against N11.23 trillion reported in 2016. The released audited financial statements for the year ended December 31, 2017 showed net income for the Group depreciated by 13.7 per cent from N124.47 billion recorded in the same period of

Don’t bribe anybody, PenCom warns pensioners, contributors Mathew Dadiya, Abuja

National Pension Commission (PenCom) has advised pensioners and pension contributors not to give any inducement to facilitate the payment of their retirement benefits and issuance of Compliance Certificates. The Acting Director-General of PenCom, Mrs Aisha Dahir-Umar stated this at the weekend in Abuja adding that the warning was to prevent pensioners and pension contributors from being duped. Mrs Dahiru-Umar stated that pensioners and pension contributors should report anyone who demands a bribe or any form of inducement in whatever guise from them. The commission said that it was dedicated to safeguarding the rights of pensioners and pension contributions and the payment of retirement benefits as and when due. The PenCom boss said: “PenCom, as the regulator of all pension matters in Nigeria, has entrenched good corporate governance practices, high ethical standards and zero tolerance to any form of malpractice in the conduct of its staff and the PFAs

that manage the pension assets. “In this regard, the management and staff of the commission do not receive money or any other gratification to facilitate the payment of retirement benefits, issuance of Compliance Certificates and engagement of vendors and service providers. “The commission does not also accept kickbacks from any individual or organisation in the discharge its responsibilities.’’ The commission maintained that upon its establishment, it introduced a robust institutional framework and reforms for the administration of pension in the country. The reform, according to the acting DG, has instituted transparent processes in the operations of PenCom and the Pension Fund Administrators (PFAs) in retirement benefits payments. She emphasized that the enforcement of compliance with the provisions of the Pension Reform Act (PRA), 2014 as well as other operations of the industry. result of the parent manufacturer’s insistence on visiting Nigeria to take stock of the products before giving approval for the declaration to SON. Naira closes at N306.1/$1 at inter-bank market Motolani Oseni The Naira against Dollar at the interbank market hits N306.1 on last week amid Central Bank of Nigeria (CBN) sustained intervention in the foreign exchange market. The Naira for the first time this year hits N306.1 against the Dollar on Thursday from N306.05 on Wednesday. The Daily Times checks during the year, however, showed that that the Nigerian local currency has been hovering around N305 and N306 since the beginning of 2018. Although, the CBN has been continuously injecting liquidity into the foreign exchange market,

In the foreign exchange forwards market, the Naira against the Dollar depreciated across all major dated contracts -- 1-month (-0.20per cent), 3-month (-0.20per cent), 6-month (-0.47per cent), and 1-year (-1.00per cent) -- closing at N365.43, N371.69, N383.64, and N404.26, respectively. Analysts at Cordros Capital said, “Despite continued decline in the foreign reserves, our outlook for the foreign exchange market remains stability, as oil prices remain at comfortable levels and production remains stable, aiding inflow of oil revenues, which provide the apex bank sufficient legroom to sustain its interventions in the currency space.” The overnight lending rate shed 92 basis points week on week to

8.33per cent, against prior week’s close of 9.25 per cent. System liquidity was tight for the major part of the week, on the back of outflows for retail FX funding ($210 million) by banks. The CBN conducted its usual Open Market Operation (OMO) auction, mopping up only N153.54 billion from the system. “We expect current buoyant liquidity to be sustained in the three-sessions of trading next week (due to public holidays on Tuesday and Wednesday), supported by maturing OMO bills, valued at N364.33 billion, and bond coupon payments worth N15.03 billion. In effect, a contraction in the overnight lending rate is likely,” analysts at Cordros Capital stated.

The KEFFES host communities, an acronym for Koluama I & II, Ekeni, Fish Town, Foropa, Ezetu I &II and Sangana located on the Atlantic fringe of Southern Ijaw and Brass local government areas of Bayelsa State have signed a memorandum of Understanding withthe First Global Memorandum of Understanding (MOU) between the Nigeria National Petroleum Company (NNPC) and First E and P of OMLs 83 and 85. OML 83 and OML 85 are in shallow waters 40 km offshore in the Niger Delta. The Anyala and Madu fields are discoveries with a combined STOIIP of more than 450 million bbl and GIIP of more than 800 Bscf. First E&P holds a 40% interest in the licenses and is the operator of the asset; NNPC holds the remaining 60%. The MoU, according to the signatories to the MoU signed in Bayelsa, Will promote mutual understanding and coordinated empowerment and training of indigenes of the host communities in Southern Ijaw and Brass Areas of the State. The General Manager, Corporate Services, First Global Exploration and Petroleum Development Company Ltd, Mr. Emmanuel Etomi, announced that as part of the benefits of the MoU, the First Exploration and Petroleum has concluded plans to send at least fifty teachers in the state on capacity building at the University of Lagos. Etomi explained that First Exploration and Petroleum Development Company, which incidentally is a young company, recognizes the fact that oil producing communities in the Niger Delta region are critical stakeholders in development. According to him, First Exploration and Petroleum in the past three years have been briefing various communities in the state on how development can be actualized with the support of every stakeholders in the oil producing communities. In his remarks, Secretary of the Board of Trustees of KEFFES communities, HRM. King Israel N. Igbousa – ODUO X, admonished the oil companies to regularly engage host communities in their activities to avoid crisis. My governorship ambition in interest of Taraba people -Omar You are practically a diplomat, with little knowledge of Taraba politics, why do you think you should be the governor of the state? First, some set of people came to me and said everything has now been decided that a new brand of people should come into the governance of the state, that it will be out of the box thinking to get somebody who has not come in before to come and be governor, I was very reluctant, but ultimately when I thought of the people, my friends told me it was not for me but for my people. In the past, late Governor Danbaba Suntai had tried severally to get me into politics, but I politely declined. The same way some top politicians approached me to run for a political office, but I also declined that. All the people who know me also know my aversion to politics. I am in the race this time because of where Taraba State and Tarabians found themselves presently. I know it is normal for every politician to say he was called to serve, but you should wonder why I never joined politics during Governor Danbaba’s time, when it would have been ‘easy picking’ for me , and decided to run at this time. Again, you would have noticed that it took quite some time before I confirmed my candidature, even though some people went to the extent of putting up my banners. I am in the race because of the widening divide between our two great religions. I remember one time when I met one of the top four guys in the present government of Taraba State, I told him, look you are the leaders of the state at this point in time and look at the divisions we are having and they are going wider and wider, why don’t you do something about it. He looked me in the face and said that the divisions were too far gone, and it would be impossible to get the state back to where it was. This could be the defeatist view of the government right there. A leader saying he had given up on trying to unite his people. I was very disappointed and started saying that one of the next candidates for governor would focus on the unity of Tarabians. So when the people approached me and said they had decided it had to be a technocrat who had never run for office before, I took some time to think about it and was finally persuaded. They said there should be a new face that will appeal to both Muslims and Christians; young and old. So, they decided I was one of those who fitted the bill. I at first told them, why don’t you get and appoint a body made up of concerned Tarabians from all sides of the divide, and get about three of us from APC, debate and finally come up with one name. If that body chooses me, I would go for it, but would also support anyone that body chooses. That would mean APC will have a consensus right from the beginning. Unfortunately, it did not work out that way. I came in

You could also see the kind of bond that was between late Governor Danbaba and I. It might interest you to know that Governor Danbaba also attended a Federal Government college. We therefore grew up that way. Another reason is that like I mentioned in my declaration speech, many Christian children that came from all over former Muri Division to attend schools in Jalingo Town because they wanted better education, stayed not in Christian homes, but with Muslim families, and many of Taraba’s big men and women

This kind of unity is something that existed before, and can be brought back again, with the will and determination from leaders. Our leaders now are making the people to concentrate on the things that divide us, which are religion, tribe and region, instead of the many more things that unite us like the yearning for fair and just governance, the need for peace and unity, potable water, good roads, good hospitals, and so many other things. This should stop. Number two is my very deep passion for Taraba State and Tarabians. When Governor Danbaba was in power, I was always in touch on developments in my state. I loved the way he governed by bringing peace and unity to the Taraba people, and I thought being his friend, and seeing how he did it, I could make an impact and unite the people of Taraba, and make the state how it should be. Look at all the resources we have in Taraba. If you take out any one of them, it is enough to sustain the state. Take out timber, our several solid minerals, tomatoes, farm produce, anything you want but we are not concentrating on all those things, instead we are just relying solely on federal grant which is not very good. Tomorrow if the oil dries up, where are we going to. How then do you intend to focus on achieving these goals if elected? I believe it is high time somebody did something about all these things, bring the people together. Once you bring the people together and they are all one, believe me there won’t be anything like kidnapping, killing of one another, because when a bad person enters your community, you will show him that he is not wanted. I know at this point it is going to be a very difficult task because of what our leaders have fed the people, but I believe we can do it. Once people have someone that they can trust and who is just. Injustice by leaders is what has brought wars and discord all over the world. Once the leaders are just and fair to everyone, peace will reign, and development will follow closely behind. This is what Danbaba did. He was just and treated everyone the same, he kept peace and brought unity. Let there just be one leader to show this example of fairness, treating everybody the same, that is all we need. It will also make the people have one voice, and be able to question their leaders to account for their stewardship. That way, nobody can steal your money and you keep quiet because he is from your religion or tribe. That will be the beginning of

development, after that we could come together and exploit all these natural resources that Taraba has. You are mostly seen in some quarters as a core loyalist of the Late Danbaba Suntai, will this not affect your chances, looking at the different political ideology in the state? Yes, I am a Danbaba loyalist, but I think everybody in the end is an individual. Of course, Danbaba has influenced me greatly, and this happens when you stay with somebody, whoever you stay with will rub off some of his traits on you. You could just choose the best of him, observe his shortfalls, and learn how to avoid them. Danbaba is indisputably the best governor Taraba State has had so far, so yes I am his loyalist to the core, but I will try and improve on his achievements. The only thing is that when you say someone is your friend, then it means that you like a lot of what he does. Majorly now, what is on the lips of everybody in Taraba State is peace, how do you achieve this if elected? Like I said before, you rule people justly and fairly, believe me peace will follow immediately. Wherever you see a crisis by the people, there is some kind of injustice. Some people feel short changed that is why there is crisis. There is no way you will please everybody but when you treat the bulk and everybody right, then in the end there will be peace. So, I think that is the first step, but definitely that is not all. You must also go ahead to mobilise the security agencies and bring in the traditional rulers, strengthen the Christian-Muslim bodies and get them to be in constant dialogue, and encourage inter-religious activities among others. As you know again, I was born in the Northern Zone of Taraba, served as the Zonal Lands Officer in both the Southern and Central Zones for at least four years in each zone. and the like. With that you are pushing for a healthy population in the state. People living with High Blood Pressure don’t even know they have it most of the time, they keep moving thinking they are well, until they fall or have a stroke. Same thing with mortality with pregnant women when they do not have hospital close to them, they cannot give birth in an healthy environment and in the end they die. Having mobile clinics even if you cannot have fully equipped hospitals. In those days we do have dispensaries all over the place and they use to be stocked with medicines. Some of the medicines you give free, while some the patient pay little depending on the area you are operating.

Tanker accident: FRSC cautions motorists on Lagos-Ibadan expressway The Federal Road Safety Commission (FRSC) has advised motorists travelling on the LagosIbadan expressway to be cautious following an accident on the long bridge inward Lagos State. The Lagos State Sector Commander of FRSC, Mr Hyginus Omeje, told newsmen that the accident occurred at 5:56 am on Sunday. He said: “The vehicular movement on Lagos -Ibadan Expressway inward Ibadan is currently diverted at Opic to share

the road with vehicles moving inward Lagos due to a crash involving a petrol tanker which split its content on the road. “All emergency response agencies are on the ground. An empty tanker is also on the ground now for trans-loading of the product.” According to him, the tanker loaded with the petroleum product lost control and rammed into another vehicle, injuring three people. The FRSC boss said that the

vehicles involved were a white Mack Tanker and white Iveco truck with Registration number LSR460XG and LND 818XN respectively. He said that efforts were in place by the commission and other agencies to remove obstructions while advising the motorists to exercise patience along the corridor. The Corps’ Public Education Officer, Mr Bisi Kazeem, also advised motorists to be cautious as another leaking tanker owned by MRS Oil has been reported at a

Sallah: FRSC deploys 250 personnel, to impound drivers without license The Kaduna Sector Command of Federal Road Safety Corps (FRSC), said on Sunday that it has deployed 250 personnel on major highways in the state to ensure accident-free Sallah celebration. The Sector Commander, Umar Ibrahim told newsmen in Kaduna that the command would also impound the vehicle of any driver found without driver’s license to ensure sanity on roads. Golf: Thompson penalized for rules breach at Indy Championship

Lexi Thompson received a one-stroke penalty for a rules violation at the LPGA’s Indy Championship on Saturday in her first event back after taking a short break from the tour. Thompson made headlines for another rules violation at last year’s ANA Inspiration where she received a penalty for replacing her ball in the wrong spot to lose the major tournament in a playoff. On Saturday, the American fell foul of a preferred lies local rule in

Indiana. The LPGA Tour is allowing preferred lies due to the wet nature of the Brickyard Crossing course but players are only allowed to do so when their ball is in the fairway of the hole they are playing. “During the play of hole 10, Thompson’s tee shot came to rest in the fairway of hole six. “As Thompson’s ball lay on the fairway of hole six, she was not entitled to prefer her lie. “She preferred her lie in breach of

the local Rule but prior to playing her stroke from a wrong place (Rule 20-7) she was questioned by a rules official regarding her actions. “As she had not played her stroke from the preferred spot, she did not receive the general penalty of two strokes under the local rule,” the LPGA said in a statement. Thompson put the penalty behind her to shoot 64 and end the third round in fourth place, five strokes behind leader Lizette Salas. (Reuters/NAN)

Kennedy Boboye eyeing successful NPFL title defence with Plateau United Plateau United head coach Kennedy Boboye says he is on a mission at the Jos-based club. Boboye is bidding to guide Plateau United to become only the second club to win the Nigeria Professional Football League (NPFL) back to back in the new era under the League Management Company (LMC) after Kano Pillars achieved the feat in 2013 and 2014. “We are not there yet but we have made a lot of progress fitness wise and hopefully, everyone should be up to par before the league commences,” Boboye told the league’s official website. “We have been working hard since the break and we are planning that by our

next game (away at MFM in Lagos) and with all we have been doing here for the past two or three weeks, it should get us a result in Lagos. “Playing friendly games without official matches isn’t the most ideal but we have to make the best of it so as to be ready when the league resumes.” Plateau United’s ouster from Africa drew a lot of flak from fans of the club but Boboye insists his team will make up for their continental woes when the league resumes. Chisom Chikatara excited to get Federer to meet Djokovic in Cincinnati final career back on track in Egypt Chisom Chikatara has said he is delighted to join Egyptian team El Gouna after a troubled stint at African champions Wydad Casablanca of Morocco. Novak Djokovic overcame a battling Marin Cilic 6-4 3-6 6-3 to reach his sixth Cincinnati Masters final on Saturday while Roger Federer enjoyed a less-taxing route to the title match. Croatia defender Strinic ordered to rest over heart condition diagnosis Croatia’s 2018 FIFA World Cup left-back Ivan Strinic has been ordered to avoid any sporting activity after being diagnosed with a heart condition, his club AC Milan said on Saturday. The 31-year-old Strinic played in six of Croatia’s seven games at the World Cup in Russia, including the final match where they lost 2-4 to France. He joined Milan from Sampdoria on a free transfer in the close season and has yet to play for his new club.

Milan said the heart condition, which the club named as cardiac hypertrophy, was discovered during routines tests. The club said the exams were “worthy of further study to be carried out after a period of rest. “For this reason, the player must temporarily suspend sporting activity until the completion of the exams”. Italian Serie A splashed €1.14 bn in transfer window Serie A clubs spent €1.14bn on the transfer market this summer, second only to the Premier League. The 2018-19 season kicked off yesterday with Chievo-Juventus and Lazio-Napoli, so the transfer deadline was last night. Panorama calculate that Italian top flight clubs spent €1.14bn this term, considerably more than the €907m from a year ago. These sides increased their overall spending by 25 per cent, putting them second behind only the Premier League, who spent €1.42bn.
