‘Buhari stops police from inviting Sen Adeleke’ Continued from page 1 criminal conspiracy and impersonation against Senator Adeleke and four others. The accomplices charged with Adeleke at the Federal High Court in Abuja are Mr. Sikiru Adeleke, Alhaji Aregbesola Mufutau (Principal of Ojo-Aro Community Grammar School, Egbedore LGA, Osun State), Mr. Gbadamosi Thomas Ojo (School Staff responsible for the registration of candidates for NECO) and Mr. Dare Olutope (School Teacher who facilitated the commission of the crime). Besides examination malpractice, criminal conspiracy, impersonation, the accomplices were also charged with breach of duty, aiding and abetting. The Force Public Relations Officer, DCP Jimoh Moshood, who disclosed this on Wednesday at a press conference in Abuja, stated that on 21st July 2017, the Osun State Police Intelligence Bureau (SIB) acted on an actionable intelligence that unraveled the crime of examination malpractice committed by Senator Adeleke and Sikiru Adeleke at Ojo/Aro Community Grammar School in Osun State. He said, “When the Police operative arrived at the school, only Sikiru Adeleke was found seated for the
examination while Senator Ademola Adeleke seat was vacant and was suspected to have escaped before the arrival of the Police operatives.” Further investigation, police stated “revealed that both Senator Ademola Adeleke and his brother, Sikiru Adeleke registered and were sitting for the National Examination Council (NECO) 2017 as internal candidates, impersonating students of the school at the ages of 57 years and 42 years respectively. “This crime was facilitated by the principal of the school and two other members of staff of the school for which they are under investigation and being charged to court. “The Principal of the school, Alhaji Aregbesola Mufutau, the staff responsible for registration, Mr. Gbadamosi Thomas Ojo and a teacher, Mr. Dare Olutope were arrested on July 21, 2017. Senator Ademola Adeleke was arrested on July 27, 2017 and Sikiru Adeleke was arrested on August 8, 2017 over the crime. “Senator Adeleke made cautionary statement and admitted that he registered for the 2017 NECO examinations as an internal student in the said school but he didn’t sit for the examination. “However, Police investigation revealed that the suspects were culpable of the alleged crime.” According to the Police,
“Senator Adeleke therefore made cautionary statement and admitted that he registered for the 2017 NECO examinations as an internal student in the said school and did not sit for the examination but has a result from NECO with Seven (7) Credit and One (1) Pass. “The Ojo/Aro 2017 NECO, SSCE school photo album (School’s copy), with Senator Ademola Adeleke and Sikiru Adeleke photographs in school uniform in the said album. Senator Adeleke in the NECO 2017 Result he obtained, claimed that he was born on 12th June 1997 but in his statement to the Police, Senator Adeleke wrote 13th May 1960 as his date of birth. The school album also showed the photographs of both Senator Ademola Adeleke and Sikiru Adeleke appearing side by side in the photo album with no NECO stamps on them.” Moshood said that Senator Adeleke and four others were consequently arrested, investigated, granted bail but now have being charged to court. He advised Adeleke and four other suspects to in their own interest report to the Special Investigation Panel, Force Headquarters, Abuja immediately for arraignment in court. Reacting swiftly to the invitation of Senator Adeleke,

Confusion as FG suspends proposed Nigeria Air Chukwuemeke Iwelunmo Project Nigeria Air has hit a stumbling block months after the unveiling of the national carrier’s project logo at the Farnborough Air Show in London, as the Federal Government at the Federal Executive Council (FEC) meeting on Wednesday suspended the project. Disclosing this to newsmen in Abuja, Minister of State for Aviation, Senator Hadi Sirika, noted that the decision to suspend the project was strategic and had nothing to do with politics or pressure from stakeholders. The project had generated major controversies over the months with a lot of unresolved issues from the payment of former workers of the liquidated Nigeria Airways to the fact that the airline had not started processing its certification from the Nigeria Civil Aviation Authority (NCAA). Sirika had disclosed that the airline would take off in December 2018 after the airline’s unveiling in July 18, 2018 even without the commencement of any certification for the project to be legal entity. Meanwhile, a fortnight ago, Director General of the Nigeria Civil Aviation Authority (NCAA), Captain Muktar Usman, said the Nigeria Air Project was on track, stating that as far as the regulatory agency was concerned, the two major certificates, the Air Transport Licence (ATL) and
the Aircraft Operators Certificate (AOC), to be issued by it can be done within 90 days all things being equal. In a swift response, Secretary General of Association of Nigeria Aviation Professionals (ANAP), Comrade Razaq Saidu, said he has been vindicated, saying that the Minister has no moral justification to forge ahead with Nigeria Air. Saidu said the unveiling of the airlines logo in Farnborough was done in secrecy. Saidu said: “Nobody does not want National Carrier, it is the way they are going about it. How can you launch an airline when nothing is on ground? Where is the base; is it going to be Abuja, Lagos or Kano. What type of aircraft are they using? If you want to manufacture, has it been ordered or will it be manufactured before December or produced down? These are the questions I have been asking without answers till date”. The ANAP scribe posited that it is wrong to launch a new aircraft with billions of Naira when the old workers of old Nigeria Airways have not been paid their severance allowances. He explained that the Minister of State (Aviation), Hadi Sirika, got it wrong from the onset without calling for public biddings from interested technical partners for the rest 95% stake since he claimed that 5% stake would be owned by the Federal Government. Saidu urged the minister to go back to the drawing board by first settling
Sirika the former workers of the defunct Nigeria Airways before embarking on any other aviation projects. He described as a waste the £8 million purportedly used to unveil the logo of Nigeria Air in far away Farnborough, London and not allowed the supposed technical partners who are to own majority shares decide on the logo and the name. He further noted that barely three months to the supposed takeoff of the airline, technical crew, cabin crew, administrative staff, office accommodation cum office complex, aircraft and other supportive requirements are not on ground.
Zainab no longer Minister of State Budget and National Planning – Presidency Mathew Dadiya, Abuja The Presidency has said that the supervising minister of finance, Mrs Zainab Ahmed has left her role as Minister of State for Budget and National Planning to focus fully on overseeing the Ministry of Finance. This was disclosed during the weekly Federal Executive Council (FEC) meeting on Wednesday at the Aso Villa, Abuja. Special Adviser to the President on Media and
Publicity, Mr Femi Adesina, told journalists after the FEC meeting that “She is no longer Minister of State for Budget and National Planning for now until anything contrary happens. For now, she is in charge of the Ministry of Finance.” President Muhammadu Buhari had directed Mrs Ahmed to oversee the Finance Ministry on Friday after accepting the resignation of the former Minister of Finance, Mrs Kemi Adeosun. Adeosun had resigned her appointment, followed her involvement in National Youth
Service Corps (NYSC) discharge certificate scandal. Mrs Ahmad had, upon assuming office at the Finance Ministry on Monday, warned that the country was facing serious revenue challenges, saying that, “it is up to us to make sure we shore up the revenue base of the country.” According to the supervising minister, “the President has a lot of confidence that we can do this if we work together. You are working for the President and at the end of the day, you’re working for the benefit of the citizens.”
Amazon to open 3,000 cashierless stores by 2021 Mathew Dadiya, Abuja
World’s leading online shop, Amazon.com Inc is considering a plan to open as many as 3,000 new ‘Amazon Go cashierless stores’ in the next few years. Bloomberg reported on Wednesday that shares of U.S. supermarket chains Kroger Co (KR.N) and Target Corp
(TGT.N) fell between 1 and 2 percent following the news. Amazon shares were down about 1 percent. The company currently has three Amazon Go stores in Seattle, and plans to expand in Chicago, San Francisco and New York. The Amazon Go store, which has no cashiers and allows shoppers to buy things with
the help of a smartphone app, is widely seen as a concept that can alter brick-and-mortar retail. Customers have to scan a smartphone app to enter the store. Once inside, cameras and sensors track what they pick up from the shelves and what they put back. Amazon then bills shoppers’ credit cards on file after they leave.

‘Buhari stops police from inviting Sen Adeleke’ Continued from page 3 the PDP has cautioned the Police to desist from acting the script of the All Progressives Congress (APC) against its governorship candidate. The party described the latest twist in the Adeleke Certificate Circus, leading to laughable trumped-up charges by the Police, as “horrible, nauseating and displeasing”. The party said the sudden realisation of allegations that Adeleke was involved in a National Examination Council (NECO) exam malpractice in 2017, as well as his subsequent invitation by the police, barely two days before the governorship election, is a ploy by the APC to distract the PDP candidate and if possible, put him out of circulation before and during the election. It said, “While the PDP is in no way against any legitimate effort by any security agency in the discharge of its duties, we totally reject this unrelenting attempt to use trumped up charges to take down our candidate, simply because the APC has realised that he is coasting to victory. “Perhaps, the police needs to be educated that the West African Examinations Council (WAEC) has already confirmed that Senator Adeleke wrote his WAEC examination in 1981, thus ending the earlier unnecessary controversy about his WAEC status. “Moreover, this is the same police that have not been able to invite the disgraced erstwhile Minister of Finance, Kemi Adeosun, who confessed to having a forged NYSC Exemption Certificate or the Special Assistant to the President on Prosecution and Chairman of the Special Investigative Panel for the Recovery of Public Property, Chief Okoi Obono-Obla, whose certificate, WAEC openly told the National Assembly, is fake. “More so, there are several leaders in APC, whose certificates have been questioned and which the Police have not considered it needful to conduct the littlest investigation”, said PDP spokesperson, Kola Ologbondiyan. The PDP called on the Inspector General of Police to protect the integrity of the Force by immediately calling his officers hounding Senator Adeleke to order. Also, the PDP alleged that the APC-led Federal Government as well as Osun State are paying policemen deployed for election assignment in Osun State between N50,000 to N250,000, as inducement, to assist the APC in its plot to suppress a free, fair and credible governorship election on Saturday. The party warned that any policeman or security officer that allows the ruling APC to pitch him or her against the people in the September 22, 2018 Osun Governorship election would have him or herself to blame. “Nigerians, particularly, the people of Osun State, can easily see through the attempt to use the subterfuge of a huge election duty allowance to entangle our security officers and use them against the people. “The Osun people are already in the know of how the policemen are being instructed to aid the APC in its bid
to manipulate the electoral process and to be harsh to PDP supporters and voters in PDP strongholds across the state”, alleged the party in a statement by Ologbondiyan. The party said though it has nothing against any effort to effectively mobilise security officials for the election, it totally rejects the plot by the APC to use the payment as inducement to manipulate the election. The party added that “it is instructive to let the APC and the compromised security and INEC officials to know that the Osun people are already at alert; they are very anxious about this election and are fully rallied to use all legitimate means allowed in the defence of their mandate against violent assaults. “Osun is a stronghold of the PDP and our candidate, Ademola Adeleke, remains the most popular candidate in this election. The PDP will therefore not accept anything short of a free, fair and credible election where the people are allowed to chose their leader, unhindered and where all votes count. “The Osun people are ready to vote and to protect their votes to the very end irrespective of the machinations of the APC”. The PDP cautioned police officials to be on the side of the people, fairness and credible process and to learn from past experiences, where security officials who allowed themselves to be pitched against the people in elections, faced very dire consequences. In a related development, the West African Examination Councils (WAEC) has cleared Senator Adeleke of certificate forgery filed against him by two plaintiffs at the Federal Capital Territory High Court, Abuja. Adeleke is one of the four top contestants in Saturday, September 22, 2018 Osun State governorship election. WAEC in an affidavit deposed to by one Osindeinde Henry Sunday Adewunmi and filed at the registry of the Federal Capital Territory High Court, confirmed that the PDP gubernatorial candidate sat for the Senior Secondary Certificate Examination in May/June 1981. In the four-paragraph affidavit filed in compliance with the order of Justice Othman Musa directing the examination body to supply the court with particulars of the said Adeleke in the 1981 examinations, WAEC confirmed that Adeleke sat for the examination at Ede Muslim High School situate at Yidi Road, Ede, Osun State with centre number 19645. The deponent, the Deputy Registrar/ Head of School Examination Department, also attached the ledger containing the names and results of all the candidates from number 001 to 221 who sat for the secondary school certificate examination in the said school. The certified true copy of the ledger, however, indicated that Senator Adeleke, who currently represents Osun West senatorial district in the Senate, sat for only English Language in the examination. Two plaintiffs: Wahab Adekunle Raheem and Adam Omosalewa Habeeb, had dragged the PDP

FG to generate N6bn from concession of 20 silos Mathew Dadiya, Abuja The Federal Government has approved the concessioning of 20 out of the 33 silos in the country which would make it earn a whopping N6billion in the 10-year period of the first instance. But the government said that it would remain the owner of the silos and at the end of 10 year it can neither renew, revoke or takeover the silos and “operate them ourselves.” The Minister of Agriculture and Rural Development, Chief Audu Ogbeh, disclosed this on Wednesday after the Federal Executive Council (FEC) meeting presided over by President Muhammadu
Buhari at the Presidential Villa, Abuja. Ogbeh explained that each of the silos had not less than 100000 metric tons capacity, adding that arrangement had been perfected to ensure that the concessioning is terminated in the event that any investor failed to perform. He said, “The advantages of the concessioning include, private sector groups with these silos in their possession will drive the production of grains where these things grow more suitably. We have request for grains from different parts of the world, soy beans, sesame, sorghum and millet. The minister also noted that the development would boost production of grains across the country, saying
that there was high demand for grains export from the country. He said “Today we presented a memo to council seeking to concession the silos which have been built in different parts of the country. A total of 33 silos exit with a capacity of 1,360,000 metric tons of grains and there are spread almost evenly through the geo-political zones of the country. “In 2014, government decided to concession some of these silos, so that the private sector can help use them and pay a fee to the federal government. “The process was carried out by the World Bank, the concession committee of government, NGOs, private sector and the ministry of
agriculture. It has taken this long to arrive at this because the processes are very slow, we wanted absolute accountability. Speaking also at the briefing, the Minister of Water Resources, Suleman Adamu, who said he briefed FEC on the current flooding in parts of the country, noted that the prediction on intense rainfall and attendant flooding had come through. He said government was still observing the flow of River Niger and the water level which had only reached 11.91 metres, away from the 12.4 metres that caused tremendous disister in 2012. Adamu dispelled the rumour that the flooding in Nigeria was a consequence
Phone addiction: Nigerians blame trend for rising immorality Nigerians resident in some North-Central States have decried youths addiction to phone usage and blamed the trend for rising cases of fraud and immorality in the society. In separate interviews with the News Agency of Nigeria (NAN), some respondents in Plateau, Nasarawa, Benue, Niger and Kogi States also blamed the trend for most road accidents, especially in urban areas. They further blamed the declining reading culture and poor academic performance of youths on the addiction to their phones. Mr Abdullahi Sanusi, a father of three residing in Nassarawa Gbong, Jos North Local Government Area of Plateau, claimed that youths spend “more than 60 per cent’’ of their time on their phones. “Sometimes, they converge on specific junctions and even dance to music from their phones. “It is worse in the evenings when they gather to `compare notes’ of their phones’ explorations and I suspect they use their phones to make love advances to girls on social media,’’ he said. Sanusi said that boys in the area usually wear earplugs and get easily carried away. “They are always at some specific meeting points. They hardly go home to help their parents with house chores or look for a source of livelihood for themselves,’’ he said. Mr Abiodun Idowu, a telecommunication Engineer, who also spoke with NAN, said that males were more addicted to phone compared to females. “The boys are much smarter and can explore all the uses and applications, especially in android phones.
“From my observations, I think the females use phones mostly because of the social media. They spend several hours chatting with friends and get abreast with trending styles, but the males play online games, get abreast with political and sports events and expand their business and professional circles. “Very often, accidents have occurred when drivers got distracted using the phones, while some marriages are broken because partners are more addicted to chatting with people or surfing the internet instead of having family conversations,’’ he said. Mrs Phoebe Musa, a marriage counsellor, said that women had often reported cases of infidelity with evidence found in their husbands’ phones, saying that the social media had offered access to varieties of women for advances. On the health implications of phone addiction, Dr Juliette Ango, a Public Health specialist, said that long time exposure to electro-magnetic waves could be hazardous for fertile men, especially the adolescent men. She said that repetitive movements of the fingers, while texting, could lead to musculoskeletal disorders which are soft issue injuries typically caused by sustained exposure to repetitive motion, force, vibration and awkward positions. Residents of Lafia, the Nasarawa State capital, have also said that phone addiction was largely a youth affair with elderly residents having lesser interest outside making calls. Mr Adamu Samaila, an estate agent, said that the youths were more engaged with phone gadgets because
the innovations in such phones could easily be understood, mastered and manipulated, misused and abused. “Clearly, the youths know how to master some of the innovations in these phones more than the elderly ones. That is why they are more addicted to phones than any other group in the society. “Sometimes, if you see the way a teenager will use and manipulate the applications on a phone, you will wonder if he was there when the gadget was being made. So, because they have a better understanding of phones, they are prone to getting addicted to it,’’ he said. Miss Ajoke Simon, another resident, agreed that phone addiction was largely a youth affair because “elderly people hardly do more than just making calls’’. “The youths perform all manners of tasks on the phones. This is why they get totally addicted to them. “The phones of today have the imprint of youth on them because the youths do more than just call. They download, upload, take pictures, browse the internet and use it for so many other things unlike the older ones who only make calls and dump the facility until there is the need for another call,’’ she said. Mr Kabiru Yunusa, an elderly trader in Lafia, said that many elderly people had little interest on phones because they cannot meet up with the constant new innovations introduced by phone companies in a bid to outsmart each other and gain more customers. “Everyday, there is something new. So it is not easy for us to catch up. Besides, a lot of us are very busy and have very little time to spend
on a phone. “We have to work hard to meet ends meet so as to provide for our families. Only youths can afford to remain addicted to phones,” he said. But in spite of the addiction to phone usage and its attendant consequences, the Benue Sector o the Federal Road Safety Corp (FRSC) says it has not recorded any road accident linked to drivers’ use of phone while driving. Mr David Mendie, the Sector Commander, told NAN in Makurdi that the command had carried out adequate sensitisation to educate road users on the danger of using a phone while driving. “Drivers usually guilty of using telephones while driving are mostly young people, but we have not recorded any accident because of that,’’ he said. Mendie said that it was “very wrong’’ to use telephone while driving, noting that it can cause distraction to the driver and other road users that can lead to a crash. He further disclosed that the FRSC was already collaborating with telecommunication network service providers on ways to address the abuse. Mrs Vera Obe, the Manager, MTN Makurdi Connect, said that the use of cell phones while driving was an individual problem. “It has to do with individual mindsets, but the company will find ways of looking into the matter for possible intervention,’’ she said. Obe said that it was wrong for telephone users to make use of cell phones while driving and appealed to those on the wheels to always park before making calls, sending text messages or chatting.

candidate before an Abuja High Court praying the court for an order to disqualify him from participating in the September 22 governorship election in Osun State on the grounds that he was not having requisite education qualification. The plaintiffs in an ex-parte application argued by their counsel, Mr. Bankole Joel Akomolafe, on September 11 had claimed that the PDP candidate did not sit for the WAEC examination in 1981 because the Senior Secondary School Certificate Examination had not been introduced in the country as of 1981. They further alleged that the National Examination Council (NECO) examination which Adeleke claimed he sat for was not genuine because NECO had not been established at the time Adeleke claimed to have sat for the examination. The Plaintiffs therefore prayed the court to restrain Adeleke from parading himself as the governorship candidate of PDP in the coming Saturday’s gubernatorial election. They also prayed the court to restrain the Independent National Electoral Commission (INEC) from recognising Adeleke as a candidate in the governorship election. Justice Musa had in his ruling on the ex-parte application on September 11 refused to bar Adeleke and also refused to make any order against INEC but however, ordered Adeleke to appear before the court on Wednesday, September 19, 2018 to show cause on why he should not be disqualified from participating in Saturday’s gubernatorial election. The judge also ordered WAEC to swear to affidavit to confirm or deny participation of Adeleke in the 1981 WAEC examination and to also make available to the court the ledger containing names and results of candidates for 1981 WAEC examination. In response to the court order, WAEC admitted that the PDP candidate actually sat for the SSCE in 1981. The case, however, was not heard on Wednesday because Justice Musa was absent in court, thus forcing the counsel to pick next week Tuesday for hearing. However, counsel to Adeleke, Mr. Nathaniel Oke (SAN), while reacting to the
findings of WAEC at the court premises, told newsmen that the case of the plaintiffs had died. He further said that he was happy with the finding as it will enable his client to comfortably participate in Saturday’s governorship election in Osun State. Counsel to the plaintiffs, Mr. Bankole Joel Akomolafe, also reacting, confirmed that WAEC has served his clients with its response. In related development, the Force headquarters on Wednesday clarified the N50, 000 paid to constables on election duty in Osun State, saying it is their duty tour allowance (DTA) for 10’days. A statement signed by Force Public Relations Officer, DCP Jimoh Moshood, categorically refuted the media story on the N50, 000 allowance as “absolutely misleading and an outright misinformation.” Though it stated that the Federal Government did not pay such an amount as claimed in the report, Moshood maintained that payment “is statutory and transparent in line with the Financial Regulations and Public Service Rules as it has to do with Duty Tour Allowance.” “To further disabuse the minds of members of the public who must have read the report and correct the mischief by the writers of the story, the following is the breakdown of the Duty Tour Allowance (DTA) entitlements paid to Police Officers and Men deployed for election duty in Osun State and other previous Gubernatorial elections held in Edo, Ondo, Anambra and Ekiti states.” “i. Ranks and File (Constable to Sergeant) – N5, 000 DTA per Day X 10 Days = N50, 000 ii. Inspector to Chief Superintendent of Police – N12, 000 DTA per Day X 10 Days = N120,000 iii. Assistant Commissioner of Police – Assistant Inspector General of Police – N16, 000 DTA per Day X 10 Days = N160,000 iv. Deputy Inspector General of Police – N20,000 DTA per Day X 10 Days = N200,000”, he stated. He advised the public to “check what the Public Service Rules and Financial Regulations provide for every police personnel deployed for special duty, Election Duty and other ad-hoc duties as Duty Tour Allowance (DTA).”

Peace mediation: Lagos recovers N829m in 8 months Benjamin Omoike, Lagos The Lagos state government says in brokering peace as it relates to civil disputes among residents of the state, a total of N829.110 million was recovered for parties through mediation between January and August this year. The Attorney General and Commissioner for Justice, Mr. Adeniji Kazeem, disclosed this on Wednesday, at a news conference to commemorate this year’s United Nations International Day of Peace, observed on September 21 annually. The theme for this year’s event is, “Right to Peace: The Universal Declaration of Human Rights at 70”. Kazeem, represented by the Solicitor-General, Mrs. Funlola Odunlami, said issues which dominated the mediation were that of landlords and tenants. He said the Citizens Mediation Centre (CMC), registered 33, 670 matters in the period under
review, adding that out of this, 18, 982 matters were mediated and resolved, while 4,701 matters were adjourned and referred to other government agencies for further processing. He said the CMC was an initiative of the state government to serve as a non adversarial dispute resolution centre through the use of mediation mechanism in dispensing justice fairly, speedily and without discrimination, fear or favour between disputing residents. According to him, the Centre has 18 units spread across the state and it is the thrust of the government to ensure that a unit is established in all councils. He said this was to bring mediation services closer to the people, especially the indigent at no cost to them. Kazeem said the existence of peace in any society was germane to democracy and a panacea to socioeconomic development and growth. He said the forthcoming International Day of Peace coincided with the 70th anniversary of the
establishment of the UN, and that it aims to highlight the importance of all segments of society to work together to strive for peace and respect for human rights. Kazeem noted that the sustenance of human rights would eradicate acrimony and entrench self love and mutual respect among citizens, which in the end contributes to global peace. He said that the government had put in place mechanisms that would foster development and promote economic activities by instituting agencies that will provide free service modelled at protecting fundamental rights of residents. According to him, mediation is a process that has become globally accepted and conforms to the constitutional responsibility of government to promote peace within the state. He, however, encouraged residents to avail themselves of the free legal services offered by the CMC in amicably resolving all disputes as they may arise.

Short News China sets retaliatory tariffs on $60bn US goods Adebisi Oyindamola, with Agency Report China on Tuesday announced tariffs on US goods worth $60 billion in retaliation for President Donald Tump’s decision to slap duties on $200 billion in Chinese products next week. Tariffs of between five and 10 percent will take effect on some 5,200 US products on Monday, on the same day as the new US duties, the finance ministry said. The two sides already traded tariff salvos on $50 billion in goods from each country earlier this year. “If the United States insists on raising tariffs, even more, China will respond accordingly,” the finance ministry said in a statement. China had previously warned that it would target $60 billion in US goods if Trump made good on his threat to impose the new tariffs.

mode to nominate the flag bearer of the party in the 2019 Presidential election. This postponement arose after the National Working Committee (NWC) of the party on Wednesday, approved the review of the table-table for the conduct of the 2018 Primary Elections. The APC National Organizing Secretary, Emma Ibediro, who conveyed the decision of NWC in a statement made available to journalists at the party secretariat on Wednesday
The Shell Petroleum Development Company (SPDC) says no fewer than 610,000 people in Niger Delta have so far benefitted from its free health interventions in the past eight years. General Manager, External Relations at SPDC, Mr Igo Weli, stated this at the opening ceremony of a Community Healthcare Programme at Onopa in Yenagoa, Bayelsa on Wednesday. Weli, who was represented by Mr Wakil Layiwola, a Manager at the External Relations Department of SPDC, noted that the oil firm believed that a healthy population was critical to a productive workforce. He said that the programme took quality free healthcare services to the doorsteps of benefitting communities where it operated. “The Community Care Programme was introduced over a decade ago in the Niger Delta and has since reached thousands of people across Nigeria with its free medical health component tagged ‘Healthin-Motion’ he said.

The road-map of a nation: 20 years on!
Wole Soyinka
Following an increasingly commonplace epic journey between Lagos and Abeokuta this last weekend – 5 hours 10 minutes outwards (Lagos-Ibadan Expressway, Saturday September 15) and 4 hours 25 minutes return journey the following day via Otta – I feel compelled to offer this article in recognition of a national commitment to the predictable, and a passion for time travel – backwards! It formed part of a recent publication – The RoadMap of a Nation for the 30th anniversary of the Federal Road Safety Commission (FRSC). It did, however, appear in the dailies over two decades ago. Hopefully it will contribute to the general debate on the existence or not, of what is known as a‘national character’. The four-lane Expressway that links Lagos with the interior – two inwards and two outwards from Lagos – advertises the most conspicuous characteristics of the educated elite, albeit with keen competition from the commercial driver. Let us however concentrate on the nature of what example is set for the ‘illiterate’ classes by the presumably better educated, and often more traveled car owner – businessman, lecturer, technocrat, senior bureaucrat, banker, medical doctor, etc. Less sanguinary in the main, the manoeuvres executed along these ill-maintained ‘Express’ motorways, differ in routine from the junior, interior dual carriageway spectacle, where the ‘luxurious buses’ exercise their unique, undisputed laws. The provocation is, shall we say, a normal back-up from a toll-gate – now dismantled – or a mild hiccup caused by any of the arrogant conduct of those religious camps that now infest both sides of the Expressway, presumably on the divine authority of whatever deity they claim to worship. One moment, the traffic is sanity itself. The next moment, whatever the cause of the temporary delay, at the first break in the otherwise solid barrier of concrete blocks erected to keep the permanently warring troops apart, or drains dug abnormally deep to serve the same purpose – that is, keeping inbound and outbound lanes separate – our educated, sophisticated,
‘been-to’ motorist decides that, rather than suffer a delay of a few minutes, he or she must encroach on the lane assigned to oncoming traffic. Each commences the process of slithering down, then clambering up those trenches, wheels churning mud and often becoming firmly held. Does it serve as a warning to others? No, that warning is translated in the brains of his fellow sophisticates, not as a signal to desist altogether, but to try “a little to the left or a little to the right” of the pioneering voyager, now firmly held prisoner by the mud! Sometimes, motorists even make a U-Turn on their own lane, attempting to return to starting point, thus confronting other traffic going in the legitimate, outbound direction, especially if they are still not too distant from Lagos. Retain that scenario as Look me, I look you. I no fit go, you no fit pass! Next, Rain! The effect of rain on most of the living species is tranquilising. Rain slows down motion, cools the brain, and soothes the viscera. Rain on the Naijaman/woman motorist is however the harbinger of a collective, infectious dementia, and most especially in the heart of Lagos. An imaginative entrepreneur would make a fortune with helicopter tours just after a downpour, although, of course, the moment to begin would be with the very commencement of rain. Still, one cannot have everything, and the spectacle that is unveiled the moment a puddle has formed on the streets beats any stampede of rhinos, elephants, giraffes or warthogs in a National park. Even an aerial still photo would reveal the trademark spectacle of these variegated objects in steel and wooden frames caught in the final throes of motion. Animate that photo just a little and you will observe the last illusions of motion, a succession of still frames as these strange objects in total frenzy head for the same space as if they would clamber over one another. The initial appropriation is always the hesitant stage. After that, attitudes harden – if one lane, why not both? A newly aggressive column comes up from behind the first marauder to reinforce that challenge and expand the front, eating
voraciously into the second Lagos-bound lane. There is no more nibbling, no more prospecting, the headlamps are ablaze, the hazard lights have gone demonic, and the throttle foot has found its resting place. Motorists on the Lagos bound lanes – suffering from varying degrees of cardiac arrest – although of course many have become inured to it – swerve madly onto their own fast lane shoulder, and begin to scrape along as best as they can, bouncing over discarded tyres and tyre rims, wood blocks, rusted hubs, rocks and logs abandoned by broken down trailers. Yet even this inhospitable territory becomes contested by outward bound interlopers from across the barrier as reinforcements are brought up from the rearguard of the invading force until…again the inevitable! An absolute immobility, a snarling, frustrated bunch of directionless ants in the midst of whose columns a little stone has been thrown, corrupting the scent of orientation that was laid by the head of the advance – not yet defeated, not yet conceding self-defeat, simply incapable of confronting their total loss of both rational and moral compass. The sight of any unoccupied patch of space – sidewise, forward, backing up in a futile endeavour to gain an inch of advantage over the neighbouring vehicle – each niggardly opening is the signal for a new round of multidirectional manoeuvering, a starting pistol for a new race towards individual salvation. Yes, a mirage of individual salvation that guarantees collective perdition – get in there quickly, get in there, occupy that space – never mind that it is only a cul-de-sac barricaded by other contenders, and that the maximum span of motion before a final shutdown is perhaps no more than the circulation of a car wheel. It would be kind to imagine a populace in flight from some man-made or nature disaster – a volcanic eruption, an expanding Chernobyl bubble, an invasion by aliens from outer space or by pitiless, hostage-eating rebels swooping down from hidden redoubts. Or maybe to imagine a people caught in a gold-rush – in short, to see them merely as deluded human beings whose
rush for wealth or salvation comes up against and reinforces a solid, implacable grid that holds them firmly, sometimes till the early hours of the following morning. No, that would be much too unkind to genuinely menaced humanity, terrified by the unknown, or the maddened sand-elves of Fagunwa’s Ogboju Ode. Much more truthful an image is the progression of woodworms scampering from rotted wood under a fire, or maggots scrambling from a freezer after the notorious NEPA – the Nigeria Electric Power Authority – has inflicted a blackout on a household blissfully away on vacation for over a month. Or perhaps, most apposite of all: A pack of rats fleeing a flooded edifice. And the scene repeats itself again and again, day after day and week upon week, its participants incapable of grasping that the unchecked ego of one is the guaranteed ruin of any community. With a mind-numbing predictability, these drivers and passengers are left staring into space, maybe into the fading apparition of a magic carpet that keeps floating just beyond the ridge of the nose of each individual motorist, promising an escape from the remorseless logic of gravity, of the delimitations of space and occupancy, selfmade prisoners of an epidemic of plain, collective stupidity! The foregoing, we might point out, is the benign, mostly non-lethal scenario, usually of limited catastrophe. Any damage is mostly incidental – stress, the unnoticed attrition of stability, missed engagements, missed flights, missed opportunities, and the unpublicised lives lost as an ambulance finds its spinning lights and sirens helpless against the final erosion of a people’s collective common sense. On the main highways, the exaction is instant and brutal. I have joined in cleaning up after the mess at many such scenes, but it is always a different experience altogether to witness an impact, to see it coming and watch it happen. Before all else, before pity or empathy, the emotion is one of rage, for such a moment is hardly ever inevitable.
Nigeria’s GDP growth and matters arising
Tope Fasua
Let us first examine where this economy should be presently. In answering the question we need to situate the economy properly in the trajectory of the development of economies. I would wager that we are a toddler economy, not only because we only started managing our own economy handson a mere 58 years ago, but also because this system of economic management is largely alien to us – it was imposed and there’s nothing we could/can do about it. Everything here is new to us. We had to strap ourselves up and get used to a new global economy that emphasised exports and import, interestearning banks, technology, competition, capital accumulation, globalisation and everything in between, just like every other colonised country around the world. Everybody was basically jackbooted to wake up and smell the coffee. The ancient history is that the cowrie/ manilla economy, trade-by-barter, or even trade with raw gold as medium of exchange had to disappear and we had to get used to fiat money. Our traditional economies – just as the economies of others in our category – were manipulated by those who are much smarter than us. We were even taken advantage of, because many resources were taken from here (for free or next to nothing) and sold in global markets which, even though were then developing, was far more sophisticated than what we had. But on the flipside, this new economy offers a totally new vista compared to what we may have been used to. The problem is that we are still dizzy from the rapid changes and most of our leaders have not been able to properly define where we lie, where we belong, what our innate and real capacities are. Perhaps in some cases they know, but are somehow incapacitated. But today, we are playing a globalisation game in which we had/have relatively no competence and training, in comparison to the masters of the game. By and large, ours is a toddler economy. But what toddlers do, is grow. So, the underdevelopment of an economy is itself an opportunity for growth. It is therefore frightening that an economy like the United States is growing at 4 per cent, with less than 1 per cent annual population growth to match, and a toddler economy like Nigeria can only manage 1.5 per cent growth in GDP for the last quarter (Q2 ,2018). In fact we are told to be happy to have barely exited an
unwarranted, unnecessary and recklesslyfoisted deep recession; a total unforced error if you ask me. Then there are those who say double-digit GDP growth year-on-year is impossible, perhaps because no economy has reported such in recent times. I take strength from the words of George Bernard Shaw: “Some see things that exist and ask why. I imagine things that don’t exist and ask why not?” I think it’s a total paradigmatic shift that we need in our society and economy, no less. Einstein said, “Education is what remains after you have forgotten what you were taught in school”. I say we shouldn’t play from rules written in some expired textbooks. Our economists, just as our engineers, should think deeply and fashion out ideas that never existed but which can shock our system into massive action. That no one has achieved a feat before is the very reason we must aspire to achieve such feat. We should position Nigeria for greatness, not revel in overall mediocrity. The failure to think of new possibilities and believe in the embedded great potentials of our economy also stems from the miseducation of the Nigerian – or indeed most colonised peoples. We were taught to obtain certificates but never to be original. In fact the farther you go in conventional education in these parts, the more your inadequacy complex is likely to rise. People bandy PhDs which are only good enough to show why some long-dead theoretician said you cannot think in a certain way or the other. The Indian Experience I recently gave a brief about my ideas to a group of gentlemen recently. A PhD holder in Economics challenged my assertion that India is the fastest growing economy in the world in the past few years. This caused me to go back and do the research. And I was right. Indeed the Indian economy is growing so rapidly for a population of 1.3 billion people, that countries like Nigeria ought to be very embarrassed and ashamed. I now see that corruption is not our main problem but deliberate mediocrity. I believe that one of the unstated or underestimated catalysts of the ongoing Indian economic revolution is the ‘Swaach Barat’ – Clean India – programme that has revolutionised many rural areas in what Bill Gates called, “The largest behavioural change programme in modern history’. When I researched how fast the
Indian economy was growing, I came across headlines from reputable organisations such as the World Economic Forum, such as “India’s Remarkable and Robust Growth Story”, “India Reclaims ‘World’s Fastest Growing Economy’ Tag from China”, “World Bank forecasts 7% Growth Rate for India for 2018-19” and so on. I was overawed. If I use the same analogy of the stage of growth of an economy, India would probably be a teenager of a country – great potentials, effervescent, but not quite matured. To that extent, India is showing the required growth for its stage of development. Yet as fast as a teenager will grow, she cannot grow faster than a toddler. So I believe this justifies my analogy. But why do global economic agencies usually predict circa 2 per cent annual growth for the subregion. That is the equivalent of stating categorically that ‘you guys are not thinking and we don’t believe you will be able to think in the next 5 years at least’. Or worse, that we are not dreaming and are incapable of doing so. To make matters worse, many people who run economies in sub-Saharan Africa simply hinge their projections and thinking on what the World Bank or IMF or some other global bodies say. I am here standing today, to say, out with the old, in with the new! We can grow at double digit. Indeed we should be growing at double digits! And we shall grow at double digits if we had a thinking, independent, quickminded government such as I intend to offer Nigeria. Let me close by quoting extensively some of the narrative on the Indian economy presently so that readers can pick up some serious learning points. Please compare this with the sad projections for the Nigerian economy: “The World Bank on Wednesday said while India’s GDP growth rate will return to 7.5% in two years’ time, to sustain an 8% GDP growth rate, India requires a decisive structural reform momentum that succeeds in stimulating investment and export growth while maintaining macroeconomic stability….The Indian economy regained its momentum in the December quarter, recovering from disruptions caused by demonetisation and implementation of the goods and services tax (GST), to expand at 7.2%, the fastest in five quarters… The World Bank has projected economic growth
to accelerate to 7.3% in 2018-19 and 7.5% in 2019-20… However, it said oil price is less of a risk for now, as it expects oil prices to remain range-bound and average $58 per barrel in 2018… There have been six episodes in the last five decades when growth rates exceeded 8%, about once in each decade. The only durable episode of growth sustaining at levels above 8% for five continuous years is the one which lasted from 2004 to 2008, with the average growth rate reaching an unprecedented high of 8.8% a year… The acceleration of growth is evident not just for aggregate GDP, but even more strongly for per capita GDP. The average pace of per capita growth was 5.5 percent a year in the last decade. Interestingly, when compared with some of the world’s largest emerging economies, this steady acceleration of growth stands out as being unique to India… Over the long run, growth has also seen increased productivity – both in labour and total factor productivity. Finally, growth has been broadly resilient to shocks, both domestic and external. The resilience of India’s growth can be attributed to the country’s large and spatially diversified economy, as well as to its diversified production structure that is not dependent on a few products, commodities, or natural resources. It can also be attributed to India’s diversified trade basket and broad range of trading partners, wherein a slowdown in any one part of the world will not result in a large impact on India.” Learning Points The learning points here are crystal: 8 per cent growth rate, tax reforms, the targeting and eradication of ‘black money’ through currency re-issuance, the experience of the Indian economy growing at 8 per cent even with oil prices exceeding IMF-predicted $58. But for us, high oil prices has achieved only a dismal 1.5 per cent growth in GDP. The Indian economic growth is consistent and resilient. Per capita GDP in India is particularly on the rise and the growth has led to increased labour and otherfactor productivity. The Indian economy is properly diversified – spatially and across many products. Go figure. I believe we should set a 20 per cent growth target if we were serious, and see how far we can go. Like they say, those who aim for the moon, sometimes find themselves among the stars.

Editorial Commentary Ain’t the ‘rule of law’ a bitch? (II)
Times Guest Columnist Mohammed Adamu
I have attempted to use the rules of ‘International Humanitarian Law’ and those of ‘Diplomatic And Consular Law’ to illustrate the fragility of that all-important principle called the ‘rule of law’ -especially when weighed against the exigencies of ‘national security’, or the less hideous term ‘public interest’, or even the more omnibus one, ‘national interest’. Unlike the aesthetic art which exists solely for its appreciation, the ‘law’ does not exist merely for its own glorification. Aesthetic art does no more than just exist to enchant and to sooth the senses – which is why it is described as ‘art-for-art’s-sake’. But law must do more than just exist, enthrall or fascinate the senses of man. It must demonstrate a utilitarian value. The law must work justice. It must establish order; else the law cannot be said to effectively rule, as the term ‘rule of law’ implies. And which raises the ‘chicken and egg’ question: ‘which should come first, between ‘national security and the ‘rule of law’? The latter is the means by which to achieve a just and ordered society. But there cannot be a just and ordered society except that it is also secure. Thus ‘national security’, is about the most fundamental object of law. It is what the law must strive always to achieve. In that guarantee alone lies the terra-juris or the environment that the ‘rule of law’ itself requires to thrive. But the object of ‘national security’ although it is also to establish order among others things, it is not necessarily to enforce the ‘rule of law’ –even though doing so may be incidental to it. If ‘national security’ is in jeopardy in spite -or because- of the ‘rule of law’, then the ‘rule of law’ is of no consequence. The debate about whether or not ‘national security’ should be superior to the ‘rule of law’ is a needless one. Because, in actual fact, it is not so much about the superiority of one over the other as it is about the exigency inherent in ‘national security’ in relation to the abject tardiness of the rule of law. Said the British Prime Minister, Benjamin Disraeli “Protection is not a principle, (as the ‘rule of law’ is) but an expedient”. Yes, the rules of war are imposed on combatants by law, but expediency alone governs when to shoot and how to avoid being shot. The concept of ‘national security’ supersedes the principle of ‘rule of law’ to the extent that the demands of ‘national security’ often cannot brook the lethargy of the ‘rule of law’. It is incumbent on ‘national security’ sometimes to assert itself outside of the due process of law in much the same way that in war situations, the laws are ‘silent amidst the rumblings of arms’. National security is a veritable sanctuary for all –including for the ‘rule of law’. Everything including the ‘rule of law’ bleeds when the security of a nation is put in harm’s way. But the ‘rule of law’ itself can afford to bleed without occasioning harm to ‘national security’. And so, for all that jurists care, let the ‘rule of law’ forever remain supreme, but let the ‘rule of law’ –the way that in war situations it has accepted to be ‘silent amidst the rumblings of arms- even so, let the ‘rule of law’ keep its reverent peace in the heat of every executive fury to secure the nation. If the exigencies of ‘national security’ must wait on the tardiness of the ‘rule of law’, then it is the law that is served by man and not the other way round. If the ‘law’ had been allowed to take precedence over the exigency of ‘security’, masterminds of the abduction, in 1984, of fugitive Umaru Dikko, would successfully have brought the former Shagari Minister to Nigeria concealed in a ‘crate’ under the ‘inviolable’ cover of ‘diplomatic immunity’. But the British Police at the Stansted Airport in London, did not, in deference to the due process of law, go first to the courts to secure an order permitting the revocation of ‘immunity’ from the diplomatic ‘crate’, before opening it
to expose a most unusual ‘diplomatic item’, in an abduction gambit never contemplated by the wildest stretch of the imagination of those who conceived the laws of immunities and privileges in international law. Yes, the courts are to determine what should constitute threat to ‘national security’; but the executive arm, upon which the duty to secure the nation rests, cannot afford to be in court always, seeking judicial leave to deal even with existential threats to national security that require expedient action. Nor are those affected by executive actions denied the right to challenge them in court. But on-duty British police officer Yvonne Fletcher was not that lucky. She was, in 1984, murdered in London, by a person shooting from inside the Libyan embassy on St. James’s Square, during a protest mostly by anti-Gaddafi Libyans resident in London. And even as the Libyan sniper had a field day shooting, the British Police, in strict compliance with the Vienna Conventions on Diplomatic and Consular relations, restrained itself from violating the diplomatic sanctity of the Libyan building. Meaning that if the sniper had had enough rounds of ammunition to shoot all day, the premises of the embassy would still have remained inviolable and the British Police would be acting contrary to ‘rule of law’ if they had rushed in to stop him. Besides, even the person of the shooter too, was immune from arrest, detention or prosecution. And so, two weeks after the incident all personnel of the Libyan embassy were safely escorted by the British Police to the airport and allowed to leave London, with all their belongings, including the weapon used in the shooting. Said Lord Denning, in his book ‘Landmarks In The Law’: “All the ordinary people in England were astonished. Why, why were these murderers allowed to go free?” Denning before the House of Lords on 16 May 1984 cited several grounds upon which he thought that the ‘rule of law’ should have taken the back seat in favor of national security or public interest. He argued that although the Vienna Convention makes ‘inviolable’ the premises of the Embassy and the person of the diplomatic agent, such inviolability cannot be without exception, because Article 41 of the Convention stipulates that “the premises of the mission must not be used in any manner incompatible with the functions of a mission”. The use of the Libyan mission to shoot and kill was not only ‘incompatible with the functions of a mission’, the British Police would’ve been justified to enter the premises to restrain the sniper. He also cited Article 29 of the Convention on the inviolability of the person of the diplomatic agent, arguing that since the host state is obligated to ‘take all appropriate steps to prevent any attack on his person, freedom or dignity’, there has to exist inherent in that law a corresponding “correlative” to the effect that “If we are to protect him from any attack, surely he (too) is not allowed to attack us; (or) our personal freedom or dignity by firing weapons and guns from the embassy”. Denning also cited the exception of emergency (exigency), asking rhetorically whether a “drunken diplomat with a loaded gun in a public square” is to be left to harm society because not letting him be offends the ego of the law. Again Denning wondered, hypothetically ‘if the premises of the embassy is inviolable, should it retain that inviolability even in the event that it is on fire and that the fire was “likely to spread to adjoining premises unless firemen and or police go in to the embassy and tackle the source of the inferno? By this implying that a gun man shooting sporadically from within a diplomatic building is as dangerous as a fire outbreak and that if it has to take violating the law to restrain him, so be it! To be continued
OUR POSITION
Democracy and recruitment of leaders
T
he Nigeria political space is daily evolving with new ideas, development and initiative by key players aimed at making things better, yet daily people have reasons to complain about things in the practice of politics in the country that gives them concern. Why many believe that things will get better with time, it is a surprise that many people who should know how things are done in other climes where things seem to be working are among those who will fight such innovations being introduced in the country, especially when they suspects that such innovation will not benefit them personally on the long run. One such case is the recent introduction of the direct primary in electing party flag bearers as recently used by the Adams Oshiomhole led executive committee of the All Progressives Congress (APC) in the governorship primary for the Osun State election. However, though many people complained about the direct primary, alleging all manner of fraudulent activities in the process, there is no gain saying that the boldness of the party leadership to introduce direct primary in the selection of party flag bearers is an idea whose time has come and rather than fight it all lovers of democracy should join hands in ensuring that it not work within the APC, but that other political parties including the main opposition, the Peoples Democratic Party (PDP) embrace it. Before talking about the gains that direct primary will bring into the Nigeria political space, it is important to first look at the shortcomings of the indirect primary, otherwise known as the delegate system. It will not be farfetched to say that the direct primary has created a system in the political space where money is the order of the day. It is a system where people are picked from the ward, local government and states, depending on the position being contested, to go into an agreed place to elect the party flag bearer. It is common knowledge that people fight to be elected delegates, not necessarily because they love the candidates or the party so much, but because they know the benefits of being delegates and it is also public knowledge that political office seekers have accused either party leadership or other contestants of hijacking delegates and preventing others access to them to campaign. But in reality, when politicians talk about not having access to delegates it is actually talking about not having opportunity to buy them over to their side with cash, so indirect primary has become a case of the highest bidder and the higher the position sought the higher the benefit that accrues to the delegates. Indirect primary also encourages the godfather syndrome, where a powerful power broker in the particular party in the area seeks to control political activities in his zone and ensure all political office seekers in his area of influence differ to him and nobody can become anything unless he sanctions it. The direct primary as practiced in other developed political climes like the United States of America, from where Nigeria borrowed its democratic system, sees to it that every candidate
standing election is selected through the direct primary option by voting from state to state, which is why an African/American like Barack Obama and lately a non establishment businessman, without serious political affiliation like Donald Trump could emerge as American Presidents. Besides reducing the cost of prosecuting an election, which would mean that people with ideas but without deep pocket can successfully stand election, as the chances of buying all voters at the primary is seriously reduced, the direct primary also ensures that members of the party takes ownership of it and have a say in who bears the party ticket. Direct primary will also help to grow the party as more persons who ordinarily will not want to register as party members because they believe they cannot have a say in the system will be more confident to register as members of the party, knowing that they too will participate in electing party flag bearers. The direct primary option in picking party flag bearers remains one option which will help develop the political space in Nigeria and create room for an all inclusive system that will on the long run give the people not only a sense of belonging in the party, but a sense of co-owner of the party, knowing that their input counts within the system. Therefore, the direct primary option in the selection of party flag bearers is an idea whose time has come.

Short News Enugu APC caucus, aspirants, vows to harness solid mineral others endorse indirect primaries Aspirant potential of Nasarawa Moses Oyediran, Enugu Members of the caucus of the All Progressive Congress (APC) have endorsed the indirect primaries earlier adopted by the State Working Committee (SWC) of the party. The body which is one of the highest decision making organ of the party in line with its constitution took the decision yesterday at the Nike Lake hotel, Enugu during her meeting with aspirants, leaders and other stakeholders of the party in the state. In attendance were, immediate past governor of Enugu state, Barr. Sullivan Chime, ex- military Governor of Gombe state and House of Reps aspirant, Group Captain Joe Oji, new entrant, Senator Ayogu Eze, Director - General of Voice of Nigeria VON, Mr. Osita Okechukwu, a member of APC board of trustee, General Josef Okoloagu, (Rtd), major financial of
the party nationwide, Emperor Chris Baywood Ibe, former member of federal House representatives, KGB Oguakwa, business mogul, Everest Nnaji among others. The SWC led by Dr. Ben Nwoye had few weeks ago adopted the indirect or consensus mode after its meeting at the party secretariat, a decision that was countered by the Minister of Foreign Affairs, Mr. Goeffery Onyeama, during a selected stakeholders meeting he convened in Enugu where they advocated for direct primaries. Onyeama’s position generated mixed reactions as majority of the stakeholders aligned themselves with the SWC’s position, even as the state chairman, Dr. Nwoye insisted that the Minister do not have the constitutional power to convene such meeting, or take decision on any critical issue affecting the party on behalf of members. Dr Nwoye, while briefing the caucus
and aspirants on the guideline and preparations for the forthcoming primaries as well as reason why the SWC settled for indirect or consensus, described those against their decision as people who do not have the interest of the party at heart. He explained that the direct primaries as being advocated by the Minister was capital intensive and cumbersome insisting that the state do not have the financial capacity to go for direct primaries, according to him, “It would gulp the party about 400 million naira to conduct direct primaries”. I did not steal N14.1m SURE-P funds, ex-Perm Sec tells court Former Permanent Secretary, Mr. Clement Illoh, on Wednesday told an Ikeja Special Offences Court that he did not steal N14.1 million from the defunct Subsidy Reinvestment and Empowerment Programme (SURE-P). The Economic and Financial Crimes Commission (EFCC) arraigned Illoh of the Ministry of Labour and Productivity, on Oct. 16, 2017 on a three-count charge bordering on stealing by conversion of property to the tune of N14.1 million. The commission closed its case against the defendant on May 16, after fielding four prosecution witnesses. Illoh, who opened his defence on Wednesday, claimed the alleged stolen funds were legally sourced from the Nigerian Maritime Administration and Safety Agency (NIMASA). Led in evidence by Mr U. Onwukwe, his counsel, the former permanent secretary said he did not steal the N14.1million neither did he divert N7 million to Mrs Theresa Braimoh. “It is not true that I hid or disguised the source of the funds of N14.1 million. “My Lord, the said N14.1 million was not a proceed of contract neither was it an advance given to the Ministry of Labour. “It was a grant given by the Maritime Legal Department of NIMASA to the Ministry of Labour,” he said. The ex-permanent secretary said the money, which was allegedly paid
into his personal bank account called Clement and Bob Associates, was for organising meetings of two departments of NIMASA and Ministry of Labour. “We made a request for fund which NIMASA and Ministry of Labour collaborate annually. “The funds came about from a request given to the Maritime Labour Department of NIMASA, an application for an advance was made and the funds were released. “The N14.1 million was meant to organise a meeting of the Maritime Labour Section, it could not be used to organise a meeting of the Labour Advisory Council as it was not enough. “N30 million was initially requested for organising the Labour Advisory Council meeting but N14.1million was approved and that was what we used for the meetings at the grassroots level. “The N14.1million was split into two halves of N7 million each for the meeting of the NIMASA section in Lagos and that of Labour in Abuja,” he said. Illoh told the court that the N14.1million paid into Clement and Bob Associates, his personal bank account was for logistic reasons. “The money was a non personal advance granted to the Maritime Labour Department of NIMASA; we were not given cash because of the associated risks. “We gave them an account for safety
and monitoring and it was paid into Clement and Bob Associates Accounts. “A non-personal advance cannot be paid into the Ministry’s account because it was not budgeted for and could not be accessed because of the cashless policy. “That is why we paid it into the Clement and Bob Associates account. “We have been doing this for years, we cannot pay such funds into the account of officers, it is an issue of disbursement and not approval because the money was already approved,” he said. Illoh said that N3.5 million, which was the funds leftover from the N14.1million budgeted for the meetings was expended on logistics, honorarium, stationeries and transport. “The N3.5 million was disbursed by Mr John Tsonwa, my late Special Assistant,” the ex-Permanent Secretary said. Illoh was responsible for supervising numerous programmes, including SURE-P and allegedly awarded fictitious contracts to himself via his company and friends. The alleged diverted SURE-P funds were said to be sourced from NIMASA. The offences contravened Sections 279 (1), (b) and 285 (6) of the Criminal Law of Lagos State 2011. He, however, denies the charges. Justice Oluwatoyin Taiwo adjourned the case until Oct. 25 and Oct. 26 for continuation of defence.

Group kicks as BPE says privatisation of Mint Coy’ll bring N17bn to government coffers Mathew Dadiya, Abuja A Civil Society Group, PROBITAS has kicked against the sales of the National Security Printing and Minting Company (NSPMC) to the Central Bank of Nigeria (CBN), asking the Federal Government of Nigeria to provide detailed explanations regarding the recent transfer of the government’s 20.1 percent shares in This is just as the Director General of the Bureau of Public Enterprises (BPE), Mr. Alex A. Okoh said that the sale of 21 percent shares of the Federal Government in the Nigerian Security Printing and Minting (NSPM) Plc to the Central Bank of Nigeria (CBN) would contribute over N17 billion to the national treasury. PROBITAS said that the NSPMC operates in a sensitive industry that is critical to the security architecture of the country and all information regarding the transfer of shares must be provided to the Nigerian public. Amaka Nwankwo, Communications Director of PROBITAS on Wednesday, told the Daily Times that some of the issues that were of concern to them include: the modalities the Federal Government used to arrive at a valuation of its shares asking if an independent firm was involved in the appraisal of the value of the company. Nwankwo said, “Was this process
properly advertised and monitored or was there a deliberate attempt to favour certain interested parties and vested interests? “What is the exact role of De La Rue in this transaction? While the CBN says that De La Rue Systems is its technical partner in this transaction, the Federal Government must provide proof that this sale is not part of a plan to transfer FULL ownership of the NSPMC to De La Rue which already owns 25 per cent of the Mint and has been trying to purchase the rest of the NSPMC since 2002.” The civil society group therefore, called for full transparency in all transactions involving the Federal Government and private sector especially in matters of procurement and transfer of equity shareholding. Meanwhile, Okoh, had explained that the sale of the Federal Government’s 12.4 billion shares in the NSPM to the Central Bank of Nigeria (CBN) at the Presidential Villa, Abuja. Head, Public Communications of BPE, Amina Tukur Othman on Wednesday stated that Okoh said that the conclusion of the transaction represents another success in the implementation of the Federal Government’s privatisation and commercialisation programme. According to the Bureau, the Federal Government was handing over to the CBN; a company with tremendous potentials to
achieve significant growth. The DG said this could be attested to by the following: The global market for security printing was estimated to be worth $27.2 billion in 2017 and is estimated to grow at about 4.8% annually to $34.3 billion by 2022; Africa is a fast growing market for security printing. The industry is projected to grow at an average annual rate of 9.6% over the next 5 years. This growth is fuelled by high population growth and increased mobility across the region as well as increased spending on identity programs. The global market for passports and ID cards is valued at around $3.7 billion and is growing at 6% per annum; and He added that in the area of its core operation which is currency printing, the total amount of cash in circulation is growing at 4% per annum globally and is expected to increase at a similar rate in future. The BPE boss recalled that the earlier effort to privatise the Mint between 2002 and 2004;pursuant to section 1 (3) of the Public Enterprises (Privatisation and Commercialisation) Act were unsuccessful necessitating the National Council on Privatisation (NCP) to formulate a different transaction strategy and approved the strategic investment by the CBN in the company. “The purpose of the strategic investment was for CBN to manage, restructure and
restore the company to profitability within a period not exceeding 5 years, following which it would be privatised by the Bureau. “In compliance with NCP’s directive, the Bureau warehoused 12.69 billion shares of the Federal Government’s holding in the Mint with the CBN at a par value of 0.50k per share amounting to N6, 344,900,000. It was further agreed that this consideration would be refunded to the CBN from the proceeds of sale realized from the eventual privatization of the company.” He said the CBN’s strategic investment in the company was a success, achieving its objective of turning around the fortunes of the company and returning it to profitability. Following the expiration of the strategic investment period, the Director General added “the CBN indicated its strong intention to acquire the company on an arm’s length basis, noting the sensitive and strategic nature of the security printing and minting services rendered by the company which include immigration and electoral materials”. He added that after a careful consideration of the pertinent issues, the Bureau submitted a proposal to the NCP to formalise the sale of 21% of the Federal Government’s interest in the company to the CBN whilst Government would retain an equity holding of 10.1%. This proposal was duly approved by the Council.

The Naira, at the official inter-bank market forex market traded at N306.3 against the Dollar and at N362 at the parallel segment of the market The CBN on Tuesday had announced injecting $210 million into Inter-Bank Foreign Exchange Market. Consequently, we had to set uncommon goals for ourselves to successfully navigate the uncharted waters of the Nigerian economy.” He said, the management of Sterling Bank resolved early in the life of the bank to articulate the direction they wanted the bank to follow and took steps to ensure that people could understand and take the vision to the next level. Speaking on the theme, Nsarkoh listed strategies that business leaders should adopt to deal with the challenges and opportunities of
How TraderMoni lifting market men, women in Nigeria Motolani Oseni TraderMoni, a Federal Government initiative has been supporting market men and women by providing collateral-free loan of N10,000 to petty traders and artisans across the country. Again, Vice President, Prof. Yemi Osibanjo, Wednesday launched the scheme in Nyanya market, ensuring the soft loan gets t the targeted Nigerians, in order to support such microbusinesses and improving the welfare of their owners. Osinbajo said the programme is self sustaining and progressive as once the initial N10,000 is paid back within a six-month period, the beneficiaries qualify for higher sums of N15,000, N20,000, N50,000 and N100,000. The Vice President during his tour of Nyanya market witnessed the TraderMoni activation from the point of enumeration by agents to the confirmation of loan by implementation partner, Bank of Industry received via mobile phone and subsequently, the disbursement of funds via bank transfer or cash out. He reiterated the commitment of the President Muhammadu Buhari-led administration in supporting the petty traders noting with delight that their hard work and contributions to the economy has not gone unnoticed by the government. Chairman, Nyanya Market, Mr Ahmed Shehu commended the Federal Government for
the initiative. He said that the loan will help to improve the livelihood of the market men and women and was pleased that the Vice President made time to visit the market. A crayfish seller at Nyanya Market, Godwin Oko said registering for the TraderMoni loan “was easy and fast. They took my account number, name, phone number, picture and address. I did not have to leave my business because they came to meet us.” When asked about he would be using the funds, he said, “I will expand my business to stock fish or dry fish because it goes well with crayfish. It is more expensive to buy stock fish and dry fish so we will start from small quantity. The gain is more on stock fish and dry fish. With N10,000 loan, my profit can be N2000 per market.” On repayment, the crayfish seller said he aims to meet up with the payments even before the six months to enable him access the higher amount of N15,000 which will further help in expanding his business. TraderMoni is a key pillar in the government’s financial inclusion agenda as it targets those at the grassroots: food sellers, petty traders, artisans and tricycle riders among others who hitherto have been turned back by commercial banks due to their lack of collateral and documentation. The scheme has been launched across several states including Lagos, Abia, Kano, Akwa Ibom, Osun, Katsina, Cross River, Kogi and the Federal Capital Territory.
operating in a Volatile, Uncertain, Complex and Ambiguous (VUCA) environment. Nsarkoh said the first thing business leaders should do in a VUCA environment is to face the reality of the environment and map out ways to deal with it. According to him, by facing the reality, they will be able to build resilient models that can cope with shocks and thrive in highly volatile circumstances. He said companies should build organisations that are equipped to interpret the risks surrounding them. They should also design backup plans and possible changes in the short term such as having multiple vendors for a particular service. So, when shocks surface, they can easily move from one supplier to the other or spread their needs among several suppliers. Nsarkoh said the economic cycle and evaluation criteria of what is right in a volatile business environment must be viewed through a long-term lens and planning cycles should be shorter because things could change every month or every quarter.

Why I want to be president of Nigeria on PDP platform – Osifo Stories by Patrick Okohue A presidential aspirant on the platform of the Peoples Democratic Party (PDP), Mr. Stanley Osifo has promised to eradicate poverty in Nigeria if he is elected as the President of the country. Osifo stated this, while declaring for the Presidency under the PDP on Tuesday September 18, 2018 at the party secretariat in Shogunle, Lagos State. Osifo, who revealed that he has lived all his life in Lagos State, said that as a Nigerian one can be anywhere and go for whatever he wants once the person has the determination and what it takes. “We have a network that we have set up for the youths to bring them up and sponsor them for elections. “I am seeking for the post of the President of Nigeria from Lagos State. A lot of people have asked me questions
why I want to be president and I told them that I am a passionate person. “We have seen in the last three years that we are moving downward as a nation as everything has gone down to the nearest minimum. “The British Prime Minister, Theresa May said, when she came to Nigeria, that Nigeria has more poor people in the world. “A nation that is being ruled by a sick person is sick. We need a young person that has the knowledge of the country and who can solve the problems of the country. We have tried so many people. I may not be a millionaire, but I know what to do to solve the problem of the country,” he said. The aspirant stated that there is massive poverty in Nigeria and that a lot of killings are going on in the country. He promised to locate, where the problem is coming from, adding that if someone has been there and he could not do it, he should leave the stage for
others. According to him, “Corruption has gone to a high level in Nigeria since the last three years. I am coming out to make things work for the country and make things better. “What we need is sincerity. I want to encourage us to convince other delegates that I am sincere and that I am ready to put Nigeria on the path of greatness. I will be a leader by example,” he said. A chieftain of the party, Chief Taiwo Kuye, who spoke at the event, said that he was surprised when Osifo told him that he wanted to become the President of Nigeria and sought his support. Kuye stated that he got another surprise, when he saw Osifo at Wadata Plaza in Abuja, when he went to buy the presidential form at the Secretariat. “With that courage, I decided to follow him everywhere he goes. He promised to move round the South West this week and I was surprised that he could be so bold. Please, let us
Group commends Buhari on ecological projects nationwide A group, the Buhari Media Organisation (BMO) has commended the Ecological Fund Office, a department in the office of the Secretary to the Government of the Federation, for embarking on the commissioning of about 70 ecological intervention projects in communities across the six geo-political zones of the country. In a statement signed by its Chairman, Niyi Akinsiju and Secretary, Cassidy Madueke, the group said the projects, worth billions of Naira, were approved for implementation by President Muhammadu Buhari in order to end the devastation and subsequent suffering caused by desertification, gully erosion and flooding in specific locations and communities across the country. “There is no doubt that the interventions by the Ecological Fund Office in the affected communities have solved problems that have given sleepless nights to citizens whose means of livelihood and property, including farms, houses and other valuables were threatened by or lost to desertification, flooding and disastrous gully erosion. “In some of the benefiting communities, whole towns and villages, where hundreds of people live, were saved from devastation by the interventions, thereby safeguarding the well-being of the residents. “Already some projects have been commissioned in Nasarawa and Akwa Ibom states. The locations of the projects reflect the diversity and spread of the interventions. In Nasarawa town
of Nasarawa State, a 2.5-kilometre drainage to control gully erosion and road improvement projects were executed. Both were commissioned by the Attorney-General of the Federation and Minister of Justice, Alhaji Abubakar Malami on behalf of President Muhammadu Buhari. “In riverine Akwa Ibom State, four roads and drainage networks to check flooding in Eket Ekpene were commissioned on behalf of President Muhammadu Buhari by the Minister of Industry, Trade and Investment, Dr. Okechukwu Enelamah on 13th September, 2018. Additionally, the Minister commissioned a channelisation project which diverted a stream that was causing flooding in the
sleepless nights.” The Federal Government awarded contracts for the projects in June 2017 for N451 million. They were completed within schedule in January 2018. The Minister said at the commissioning ceremony that the administration of President Buhari does not consider political partisanship in serving Nigerians and the provision of amenities that have positive impact on the well-being of the citizenry. The Akwa Ibom State Commissioner for Environment, who represented the state governor during the commissioning ceremony, expressed delight for the gully erosion, roads and flood control projects. He praised President Buhari for providing the
community. With these projects, leaders of the community said that they were saved from t h e perennial flooding and gully erosion that Buhari g a v e them

support him,” Kuye stated. The Chairman of the PDP in AmuwoOdofin, Hon. Jelili spoke on behalf of others and expressed support for Stanley Osifo, and urged other delegates to support him, saying that he will do well when he gets to Aso Rock as President. Dignitaries at the event included a former Deputy State Chairman of the PDP in the state, Hon. Shakiru Ola Apena, Women Leader, Mrs Sola Oladegbo, former Treasurer in the
state, Mrs. Adewunmi Williams, Lagos East Senatorial Leader, Hon. Benedict Tai, Legal Adviser of the party, Hon. Tejumade Muyideen, among others. Also in attendance were LGA chairmen of the party from the 20 Local Governments in the state, Hon. Segun Onileere, State Treasurer, Hon. Samsideen Arobieke, youths, women and their leaders. There were also representative of the state chairman and State Secretary of the party, Prince Muiz Shodipe.
Ambode
Ambode’s aide denies alleged suspension of second term bid by governor Benjamin Omoike A top aide to Governor Akinwunmi Ambode of Lagos State on Wednesday described the alleged suspension of the governor’s second term ambition as a hoax. The aide, who pleaded anonymity for obvious reasons, debunked the news making the rounds that Ambode had shelved his ambition of his bid for a second term return to office. According to reports being circulated, the governor has decided after due consideration and consultations to suspend campaign for second term as the executive governor of Lagos State. In the same report, the governor was quoted to have said, “I hereby endorse Jide Sanwolu to represent our party for the office of the Executive Governor of Lagos State.” However, the source who debunked the report, said it was a hoax, untrue and a totally false and fabricated report. “The governor is still very much interested to continue his good works in the state. He means well for the state and he believes there is still a lot to be achieved. “This, he hopes to consolidate upon if he is re-elected,” the source said.
The top government functionary said Ambode still remained the most credible candidate for the state’s number one seat, who cannot be compared to any other candidate hoping to vie for his office. It will be recalled that the state’s political scene has been embroiled in controversy, which has heated up the polity as the incumbent governor appears to have fallen out of favour with the National leader of the All Progressives Congress (APC), Asiwaju Bola Ahmed Tinubu, and chieftains of the party. Events emanating from the seeming unhealthy relationship have resulted in some sort of media war and division among groups and supporters of Ambode and the party leader. Making the scenario more interesting, is the declaration to run for office of governor on the stable of APC by Mr Jide Sanwo-Olu, the General Manager, Lagos State Development Property Corporation (LSDPC), and a former Commissioner for Works in the state, Mr Femi Hamzat. Also, the declaration by former gubernatorial candidate, Jimi Agbaje, to run for the same office on the stable of the Peoples Democratic Party (PDP), in the state come 2019 election has added yet another twist to the emerging scenario. With APC’s primaries coming up in earnest, it makes the situation even more dicey for the incumbent governor.

Odili, Amaechi: Second public handshake in 8 years
L-R: Wife of former Rivers State Governor and Justice of Supreme Court, Justice Mary Odili; her husband, Dr. Peter Odili; Minister of Transportation, Mr. Rotimi Amaechi and others during the funeral service in honour of the former Rivers State Attoney General and Commissioner for Justice, the late Emmanuel Aguma (SAN) at the Saint Paul’s Anglican Cathedral in Port Harcourt, Rivers State.
Memoye Oghu, Port Harcourt Once again, the funeral service of the junior Aguma of Ogbunabali in Port Harcourt Local Government Area of Rivers State provided the platform for former Governor Chibuike Rotimi Amaechi and current Transportation Minister to have the second public handshake with his former estranged boss and political mentor, Dr. Peter Odili, a former governor of the state. The first time both estranged political godfather and son shook hands together was in February 2010, eight years ago, during the funeral service of the senior Aguma and father of the deceased Attorney General. They indeed embraced themselves after the handshake in the presence of former Vice President, the late Chief Alex Ekwueme, who was also in attendance at the funeral service to pay his last respect to his friend and political associate, late Chief Emmanuel Aguma, a former Minister in the Defunct Eastern region. Incidentally, both handshakes took place at the same venue and platform - the venue was the St. Paul Anglican Cathedral Church, Diobu, and the platform again was the burial of another Aguma. Again, the political godmother and wife of former Governor Odili, Justice Mary Peter Odili, JSC, was an onlooker in both handshakes. In fact, this second time around,
the Transportation Minister was indeed lucky to have a golden handshake from Her Lordship, Justice of the Supreme Court of Nigeria. Although, Amaechi, during the first handshake eight years ago at same venue also shook hands with his cousin, former Governor Celestine Omehia, whom he booted out of office in 2007 via the apex court of the land and Hon Austin Opara, former House of Representatives Deputy Speaker, this second time, he shook hands only with his mentor. This second time also, just like the first, Amaechi, on arrival at the funeral service of the junior Aguma, the late Attorney General and Commissioner for Justice of Rivers State, Hon Emmanuel Chinwewo Aguma (SAN), last Saturday at the same venue, walked straight to his former boss and mentor, shook hands with him and his wife before taking his seat. Loud ovation rocked the Church auditorium as worshippers watched in admiration the pleasantries that followed the handshakes between the trio. A press statement circulated in Port Harcourt in 2010 by Blessing Wikina, then Acting Chief Press Secretary to Governor Amaechi, stated that the funeral rites for the late Chief Aguma provided the platform for the public meeting between the governor and his political mentor. The statement also stated that “the late Aguma funeral event also saw Amaechi,
for first time since he assumed the mantle of leadership in the state shook hands with his cousin, Mr. Celestine Omehia and Austin Opara, at a public function in Port Harcourt since October 2007.” Eight years after, the death of another Aguma has again provided the platform for both estranged godfather and godson to meet and exchange pleasantries. Indeed, the Agumas must have a soft spot on the two political gladiators who have since fallen apart due to political differences. It also means that the spirits of the Agumas also yearn for a true reconciliation between the both of them. However, many in the state then were very pleased with that first handshake because it signalled the beginning of peace between both gladiators. That was at the height of their political feud. But no one can say if that first handshake actually enhanced the smooth sail of Amaechi for a second tenure. Former Governor Peter Odili, having fallen out with his political son, was reviving his New Restoration Movement to kick Amaechi out of the Brick House. Although, an Odili loyalist at the time averred that the handshake would not save Governor Amaechi from being pushed out by the awesome political machinery of the former governor, Governor Amaechi somehow managed to pull through to his second tenure. Many, who witnessed this second handshake last Saturday heaved a sigh of
relief and echoed similar sentiments. “It is a good sign that the future will be bright in the state because Odili is a key factor in any poltical peace in the state. He is the political father to most of the politicians in the state now,” Ben Ego, a worshipper told The Daily Times shortly after the second handshake. An Amaechi loyalist, who sought anonymity, also told our correspondent at the venue that Amaechi still has so much respect for his former boss. “The Amaechi I know will never see Odili in any public function and spurn him. Once a Master, always a master,” he said. It is difficult to predict what magic this second handshake with his benighted master will have on Amaechi in 2019 general election. Most analysts in the state see a convergence of interests in the near future which can lead to a peaceful resolution of their intractable feuds, not only between Amaechi and his master but also between him and Governor Nyesom Wike, the incumbent governor of the state. However, according to the Shakespearian classical drama series, Macbeth, “no one can read the construction of the mind on the faces of people,” nobody can actually fathom out what is behind those pleasantries and smiles on their faces. Only time will tell if this second handshake will prove beneficial or disastrous to both Amaechi and Rivers State.

South African court says marijuana use in private is legal South Africa’s top court says adults can use marijuana in private. The Constitutional Court on Tuesday upheld a provincial court’s ruling in a
case involving Gareth Prince, who advocates the decriminalization of the drug. Prince says cannabis should be
regulated in the same way as alcohol and tobacco. Government authorities have said cannabis is harmful and should be illegal.
The top court says an adult can cultivate cannabis in “a private place” as long as it is for personal consumption in private. It says
UK warns dual nationals over travel to Iran, as France holds on envoy nomination Britain on Wednesday advised British-Iranian dual nationals against all but essential travel to Iran, tightening up its existing travel advice and warning it has only limited powers to support them if detained. The advisory came in tandem with France’s decision to hold off on appointing a new ambassador to Iran, as it seeks clarification over an attempt to bomb an Iranian opposition rally in Paris in June “The Foreign Secretary (Jeremy Hunt) has taken the decision to advise against all but essential travel by UK-Iranian dual nationals to Iran,” a foreign office spokeswoman said in an emailed statement. “British citizens who also hold Iranian nationality face risks if they travel to Iran, as we have seen all too sadly in a number of cases. The Iranian government does not recognize dual nationality, so if a dual national is detained our ability to provide support is extremely limited.” Earlier this month Britain’s Middle East minister Alistair Burt used a visit to Iran to discuss cases of detained dual nationals, alongside other diplomatic issues. Britain is seeking the release of Nazanin Zaghari-Ratcliffe, a project manager with the Thomson Reuters Foundation who was arrested in April 2016 at a Tehran airport as she headed back to Britain with her daughter, now aged four, after a family visit. She was convicted of plotting to overthrow Iran’s clerical establishment, a charge denied by her family and the Foundation, a charity organization that is independent of Thomson Reuters and operates independently of Reuters News.

Olajide Omotayo hopes to sustain momentum from Mauritius
After making the semifinal stage of the men’s singles at the last ITTF African Championships in Mauritius as an unseeded player, Olajide Omotayo believes he is yet to fulfil his potential. On his way to the last four, Omotayo humbled tournament’s number three seed – Egypt’s Mohammed El-Beiali 4-1 but the former national junior champion admitted that he would not be carried away by the feat but continue to work hard to measure up with the standard set by Aruna Quadri and Segun Toriola at a global level. “I am satisfied with my performance in Mauritius
because it has erased the poor outing at the ITTF Nigeria Open. This will also help me to push myself more and work harder now because eyes will now be on me across the world. “However, I will remain grateful to the Nigeria Table Tennis Federation (NTTF) for believing and giving me the opportunity despite my early exit at Nigeria Open,” he said. Omotayo who now trains in Germany admitted that playing against Aruna Quadri in the semifinal has also boosted his confidence going into any tournament. “Apart from the crucial wins I had in Mauritius, I think I have learnt that believing in yourself means a lot because this helped me a lot when I played against the Egyptians and for the first time I had the opportunity to face Aruna Quadri and this will surely help me a lot in boosting my confidence,” he added. Being his second appearance at the senior African championships, Omotayo said the feat has really motivated him to aim higher in his career. “Being my second time participating in the
African Championship and getting to the semifinal is really a big motivation. I will use this result to push myself, work harder and continue to believe in myself,” said Omotayo. The African championships semifinalist will be competing at the 2018 Belgium Open later in the year is, however, hoping for sponsors that will help him to attend more competitions. He stated further: “My next competition is the Belgium Open and now I have the privilege to practice in Germany with a Bundesliga team and I strongly believe this will help me a lot as they have top ranked players in the team. I am sure with the help of the coach and players; I will improve in as much as I continue to work hard.” “For now I’m not getting any support from any corporate body but I am only getting assistance from the former President of NTTF, Wahid Oshodi and may God continue to bless and enrich him more. In the last two years, kits support from Gewo and Mr. Oshodi, I have been able to add some money too from my pocket to attend some tournaments this year but I must admit it has not easy but God has

been good to me.” For 2018, Omotayo is dreaming big as his target is to improve more so as to win more matches.
Aminu Maigari: ‘Provisional clearance’ unacceptable, appeals electoral committee decision Front runner for the NFF presidency Aminu Maigari has described as “unacceptable” the decision of the electoral committee to issue him “provisional clearance” after they had earlier cleared him for the polls. “The decision of the electoral committee is unacceptable
after I was cleared to run for this elections,” the former NFF boss said. “I believe that there is a deadline for the hearing of petitions, not just few hours to the elections.” He further said he will appeal the decision of the electoral committee. Maigari also said the
original copies of his school certificates are intact and are readily available for any examination. “I have my original certificates fully supported by all the necessary documentations and they are available for anyone who cares to examine them,” he maintained.
South Africa host Super Eagles in Johannesburg for 2019 AFCON showdown Bafana Bafana of South Africa have announced they will host the Super Eagles in a crucial 2019 AFCON qualifier on November 17 at the FNB Stadium in Johannesburg. Bafana’s recent matches have been staged in Durban. However, SAFA announced that the country’s team will now play their next two
AFCON qualifiers at the 80,000-capacity FNB Stadium – vs The Pirates of Seychelles on October 13 and vs Nigeria on November 7. South Africa are second in Group E with four points, same as leaders Libya after two rounds of matches. In June 2017, they beat Nigeria 2-0 in Uyo to record their first-ever win over the Eagles in an official game.
2019 AFCON: Golden Eaglets on break – Coach Nduka Ugbade, Assistant Coach of the Golden Eaglets, on Wednesday said that the players had embarked on some days rest after qualifying for the 2019 AFCON in Tanzania. Ugbade told the News Agency of Nigeria (NAN) on telephone in Ibadan that the players needed some rest to calm their nerves. “They need a break off the pitch after the whole playoffs in Niamey, Niger Republic, during the qualifiers for the 2019 African Cup of Nations (AFCON). “Their bodies need to rest so as to avoid
unpleasant situations,’’ he said. The former captain of the 1985 Golden Eaglets that won the maiden U-17 trophy in China, said that once they had rested, then they would start to think about the preparation for Tanzania. “The plan is to have a formidable team at the competition that can match any team. We still have a whole lot of work to do on the players. “The lapses we observed at the qualifiers must all be worked on, they must also be ready emotionally, physiologically and some other situations that we will look into,’’ he said.
CAF fine Gor Mahia after crowd trouble Kenyan champions Gor Mahia have been fined by the Confederation of African Football following fan trouble at the Moi International Sports Center Kasarani during a CAF Confederation Cup group-stage match on August 19. Fans threw bottles and other objects on the pitch shortly after Rwanda’s Rayon Sports took a 2-1 lead after the break, and Gor have been punished with a fine of $5,000 (approximately Ksh. 500,000) according to a statement on the club’s website. “The CAF Disciplinary Board decided to impose upon [Gor Mahia] a financial sanction of 5,000 dollars for unsporting and offensive behaviours of your supporters,” the statement read. Gor have three days to appeal against the ban, and club chairman Ambrose Rachier says they are examining CAF’s decision before deciding on their next course of action. “We will examine the decision and weigh our options well then decide if we will announce our intention to appeal,” he told the club’s official website. Rachier also warned club supporters against any further action that would result to the club getting sanctioned. “lt’s quite unfortunate, and we
appeal to our fans to always refrain from such behaviour, even in the face of provocation,”
he added, “because the consequences are always heavy like in this case.”
North, South Korea agree to pursue joint 2032 Olympic Games bid The two Koreans have agreed to pursue a bid to cohost the 2032 Olympic Games, they said in a joint statement on Wednesday. The decision was made following a summit between the North Korean leader Kim Jong-Un and his South Korean counterpart Moon Jae-in. The statement also said they had agreed to “participate jointly” at international
competitions including the 2020 Olympic Games in Tokyo. The idea of a joint bid to host the Summer Games in 2032 was floated last week by Seoul’s Sports Minister Do Jong-hwan. Do said that co-hosting the Games would build on the success of this year’s Winter Olympics in Pyeongchang, where North Korea’s participation helped ease tensions on the peninsula.
