Ugwuanyi: Lending a strong voice to rural-centric development

It has long become fashionable for political leaders at the grassroots to merely make appearances at their rural constituencies at official work hours but retire to their homes in cities often located many kilometres away. Although it was always difficult rationalizing this, yet no one – especially senior elected politicians – ever dared to condemn the absurd practice because, apparently, pretty much everyone else was just as guilty. So speaking this inconvenient truth to local leaders required someone who could, more or less, come to equity with clean hands. This was exactly what Governor Ifeanyi Ugwuanyi did last week when he met with council chairmen, their deputies, councilors, supervisors and members of development centres at the Government House, Enugu. “How often do you see me travel abroad or to Abuja?” he asked the utterly chastened officials, and explained to them in lucid details how the multiplier effect of spendings made by their household can benefit the community in a social and economic sense. “If you don’t reside in your constituencies, how do we ensure that the doctors deployed to our rural health facilities report for duty? If you only spend time with your constituents like visitors, how would you know if the teachers are actually devoting time to instruct our pupils in the rural areas?” he asked further. For Ugwuanyi, the push to have elected public officials reside in the same community as their constituents is not for the sheer symbolism it represents. He is convinced that doing so will infuse in them a greater commitment to develop their constituencies, especially rural ones, to such a level where the impelling need to dash off to cities at the flimsiest excuse no longer exists. It could, as well, stem the perennial influx of rural

dwellers to cities which has over the years been the bane of structured urban development and the reason for the proliferation of unplanned suburban squatter settlements. The governor’s admonition was not mere lip service. Indeed, his strong belief in rural-centric development had always been underscored by the attention he has paid to the upgrade of living conditions in rural communities. That commitment could further be gleaned from the fact it was a focal point of his inaugural speech both at his first and second term swearing in ceremonies. As he has often pointed out, “we will continue to pay special attention to rural development because majority of our people live in rural areas”. It is this conviction that underpins his administration’s inclusive philosophy which offers an equal opportunity for all to thrive, regardless of political affiliation, creed and clan. The expansion of infrastructural development to long neglected communities some of which had never hosted a government project also stems from that. For instance, the construction of the Amurri road in Nkanu West Local Government Area is a testimony to that drive to enthrone a better living condition for rural communities. This unpaved dusty four-kilometre stretch and only access road into Amurri was for decades an ugly reminder of the abandonment which residents of community have had to live with. Indeed, the highly successful “One Community, One Project” initiative is a product of that grassroots development philosophy. It’s instructive the governor had equally voiced his commitment in the second term inauguration speech to further deploy massive resources to spur development in rural areas, pledging to “review the programme to make it even better”.

This programme gives each of the 540 autonomous communities in Enugu State the latitude to choose and implement a development project they consider expedient, with a N5m grant from the state government. Nothing feeds the democratic culture better than inclusive governance that offers citizens a participatory experience. The absence of these breeds resentment, cynicism and a mercantilist attitude in the people, even in relation to civic engagements. But when political leaders at the grassroots live among the people over whose affairs they are supposed to preside, such feelings are mitigated. Besides, probity becomes enriched because a sense of accountability is usually directly proportional to the distance between the leaders and the governed. It is this severed bond that Ugwuanyi hopes to recreate through his open denunciation of leaders who would rather embrace the fripperies of their executive office but frown at the sacrifice that comes with it, such as living alongside the constituents whose votes elevated them in the first place. Consistent with that pursuit is the goal to create more cities and open up rural areas by constructing new roads and rehabilitating existing ones in poor condition. Ugwuanyi doesn’t however consider road rehabilitation as an end in itself; he sees them as a significant part of an integrated socio-economic mix that includes agricultural development. Such vision and sustained investment had resulted in the construction of six Pivot Irrigation systems in communities where rice is grown. That effort helped boost rice output to 1,800,000mt and enabled the cultivation of the crop twice a year. It also led to the launch of the Agricultural Feeder Roads projects totaling over 46.9 kilometres in 12 rice-growing communities

across the three senatorial zones, which has substantially eased the burden farmers once had to contend with in evacuating their crops from farms to the market. Transforming the rural areas will also serve as an incentive for essential public sector workers like teachers, doctors and nurses deployed to those communities to continue to work or reside comfortably there. The measures so far introduced by the Ugwuanyi administration have successfully brought the studentteacher ratio in Enugu State public schools, including rural-based ones, to an optimal level. Those measures include sustained investment in expanding the state’s Free Maternal and Child Health programme, which has significantly reduced maternal and child mortality rate. This is so because pregnant women in rural communities who might ordinarily have stayed at home to deliver – despite the grave risk involved – due to lack of funds now come to clinics knowing that they don’t have to pay. So, beyond the emotive desire to see political leaders live among their people, there is no doubt that political leaders’ relocation to rural communities can help strengthen governance structures at the grassroots and inspire better service delivery in critical sectors such as health and education. It really makes sense then that rural development got a huge slice of the Enugu State 2019 budget. The lesson inherent in all this is plain: rural communities should not be places politicians visit only to solicit votes; those who live there are as entitled to the good life as everyone else because their stake in democracy is no less important to urban dwellers’ sense of entitlement. This is the paradigm shift Gov. Ugwuanyi has enthroned in Enugu and the values he seeks to inculcate in the political class.

On EU’s report on the presidential election

The European Union Election Observation Mission, in its final report which was publicly released on the 15th of June, says the 2019 elections won by President Muhammadu Buhari and his All Progressives Congress weren’t transparent and were marred with violence, intimidation and voter harassment. The observers concluded that this damaged the integrity of the 2019 election. These strong statements from the EU Election Observation Mission are different from what it said about the 2015 elections, where it gave Nigeria’s independent electoral commission a pass mark. ‘‘Procedural shortcomings were evident, in particular during collation and from analysis of polling unit results, however no

centralized systemic fraud was observed,” EU observers wrote in the executive summary of its 58page report on the 2015 elections. Similar statements from other observers in 2015 and President Jonathan’s historic phone call made President Buhari the bride of the international community in 2015. But this doesn’t seem to be the case anymore. To make matters worse, President Buhari did not receive the kind of embrace he received from the international community after the 2015 general elections in 2019. Meanwhile, Atiku Abubakar, President Buhari’s main opponent in the last election, is challenging the results of the last elections at the tribunal. And at the inaugural sitting of the tribunal, its former chairman, Zainab Bulkachuwa,

warned against analysing court proceedings on social media and making a verdict while the court has not made a pronouncement. But this kind of threat does not really matter to the international community – who are keenly following events in Nigeria. It didn’t deter the release of EU’s final report on the just concluded election. Comments from past Nigerian leaders on the last elections and their visible absence at the last Democracy Day celebration do not project Nigeria’s democracy in a good light. It could also have significant impact on foreign investments into the country. At the moment, Nigeria needs all the branding it can get. This kind of democratic retrogression will not

help the country no matter how much we try to deny it. The UN has just reported that foreign direct investment in Nigeria plunged to $2bn in 2018 from $3.5bn in 2017. While foreign investments plummeted in Nigeria, it rose by 13 percent in Sub-Saharan Africa to $32bn in 2018. Countries like Ghana, Kenya and Tanzania experienced increased FDI and are now the new destination for foreign capital in Africa. HSBC and UBS have since closed their offices in Nigeria. To achieve the kind of speedy growth Nigeria desires, the country needs to repair its battered democratic credentials. One way to achieve this is by implementing the recommendations of the 2019 EU report on our election.

Expose your girls to technology early, Glo charges parents Telecoms service provider and technology innovation leader, Globacom Limited, has called on parents to give their children early exposure to technology, and tech-related subjects to enable them compete favourably in the innovation space, as the world becomes more digitally oriented. The company urged greater interest by girl-children in subjects like mathematics, physics, engineering and computing. Globacom’s Account Manager, Public Sector, Lagos Zone, Mrs. Justina Abdulateef, made the assertions at this year’s commemoration of the International Girls in ICT Day by eBusinessLife magazine. She also implored school girls across the country to take active interest in science subjects that could help them play prominent roles in the technology world in the future. OUR POSITION Autonomy: The challenge before the legislature, judiciary The Fourth Alteration to the 1999 Nigerian Constitution of the Federal Republic of Nigeria, (as amended) gave autonomy to the state legislature and Judiciary in a bill signed by President Muhammadu Buhari in June 2018. The amendment specifically meant the granting of financial autonomy and independence to Houses of Assembly and judiciary in the states. Hitherto, the funds allocated to them from the Federation Account go through the State Governments most of whom don’t transmit same to them. The law in essence, permits the funds due to the judiciary to be paid directly to the judiciary of those states, no more through the governors . “And the funds standing in the credit of the Houses of Assembly in the states are now to be paid directly to the Houses of Assembly of the states for the benefit of the legislators and the management of the Houses of Assembly.” It is unfortunate that since June last year when the bill was assented to, the law was not allowed to operate in the spirit and wordings it was meant to serve, due mainly to the awesome influences of State executive governors. While commending the State governors’ pledge last week to implement full autonomy for state legislatures and the judiciary, it is essential to observe that it will strengthen democracy in the states. It will also promote accountability and transparency in governance. Needless, however, to state that we abhor the roles played by the State governors in the last one year when this

law was put in abeyance. Now, that the new law will be made to operate with the support of State governors, we expect the State’s Legislature and Judiciary to demonstrate sense of maturity, prudence and accountability in the management of funds that will be allotted to them. Nothing short of this will be justified in the eye of the members of the public who have in the last decade craved for the independence of Judiciary and State Houses of Assembly. It is important to sound note of warning that the electorate who are distressed by the unjustifiable bogus salaries and allowances of national lawmakers will not welcome such unwholesome practices at the state level. On the part of the States’ Judiciary, it is an opportunity for the heads of Court in the States, indeed the judges to allay the fears of State governors that even without a string of financial control over them attached, they can deliver justice. Financial autonomy to the States Judiciary should therefore not be harmed by reckless spending and fraudulent financial malpractices by the judiciary officials. Attempt to engage on such reckless spending would further put the Judiciary into public disrepute and loss of confidence. In conclusion, we plead with the states governors to stand by their words of promise and to allow the autonomy granted by the Fourth Alteration to the Constitution to the State Legislatures and Judiciary to operate. After all, they have sworn to uphold the Constitution.

FG debunks re-emergence of Ebola in Nigeria Doosuur Iwambe, Abuja

The federal government has described as false, the message circulating in the social media purporting a positive case of the Ebola virus in the country. Permanent Secretary, Federal Ministry of Health, Abdullaziz Abdullahi, who made the denial of the presence of the virus in Nigeria, urged members of the public to disregard the news, advising them to discourage the circulation of any unverified information capable of causing harm and panic among citizens. He assured that since the reports of the Ebola outbreak in the Democratic Republic of Congo, heightened surveillance have been on-going at the various entry points into the nation by officials of the port health services division of the ministry to prevent the importation of the virus into Nigeria. “To this effect, every sick passenger has been properly screened and I can say categorically, that none of the patients screened has tested positive for Ebola or any deadly disease,’’ he assured. The permanent secretary noted that in line with the World Health Organization (WHO) guidelines, a recent preliminary risk assessment conducted by the Nigeria Ebola preparedness team, coordinated by the Nigeria Centre for Disease Control (NCDC) indicated that the overall risk of

importation of the virus into Nigeria from the Democratic Republic of Congo (DRC) and Uganda is low. Abdullahi however, added that the ministry is not resting on its oars in view of the trading activities of Nigerians, declaring that the federal government remains

committed and is working closely with the WHO, state ministries of health, global and local partners, and all other stakeholders to protect the health of all Nigerians. ‘’However, necessary protocols are being followed in line with international Health Regulations, ’he added.

Tussle for House minority leader heightens among PDP Reps Henry Omunu, Abuja The tussle for the position of House minority leader among the Peoples Democratic Party (PDP) House of Representatives members has heightened with no less than six aspirants are eyeing the post. So far, House members who have indicated interest in the post and are known to be lobbying the PDP caucus are mainly from the South South and South East geo-political zones of the country with one contender emerging from the North Central. While three aspirants, Rep. Nkem Abonta, Rep. Pat Asadu and Rep. Chukwuma Onyeama are from Abia and Enugu states respectively in the South East, Rep. Ossai Ossai, Rep. Tony Elumelu and Rep. Kingsley Chinda are from Delta and Rivers states respectively in the South South. Rep. Tajudeen Yusuf is the only House member aspiring for the minority leader’s position from Kogi state in the North Central. In the quest to sway members of the House PDP caucus to back their aspiration,

the lawmakers are flouting their legislative credentials and ranking status as positives that should earn them the plum position. Presently, in terms of ranking, the oldest PDP House member is Rep. Nicholas Mutu from Delta state, but sources have confirmed his lack of interest in becoming leader of the opposition caucus. He has been in the House since 1999. However, if the post is to remain in the South South zone since the Minority Leader in the 8th House, Rep. Leo Ogor hails from Delta state, then the struggle for the position can be narrowed down to the four contenders from the zone. Among the four aspirants from the South South, Rep. Elumelu is the most ranking member having been elected to the House in 2007 as against his two opponents, Rep. Kingsley Chinda (2011) and Rep. Ossai Ossai who was elected to the House in 2011. PDP House members from the South South and South East zones in separate interactions explained that the issue at stake is not necessarily who should get it from amongst the aspirants, but which aspirant is capable of leading the opposition in the House.

Short News Police arrest man for stealing grandma’s underwear in Ekiti Gbenga Sodeinde, Ado Ekiti The police in Ado Ekiti, capital of Ekiti state have arrested a 21-yearold man, identified as Efoghae Friday, who has confessed to stealing the underwear belonging to a grandmother, Modupe Adekoya The grandmother lives in a three- bedroom flat on 15 Olorunsogo Street, Basiri, Ado Ekiti, from where the suspect allegedly stole the underwear. Policemen attached to the Irewolede Police Station apprehended the suspect on Tuesday afternoon after a report was made by a relative of the old woman whose underwear was stolen. The suspect and three others arrested in connection with the crime were later transferred to the New Iyin Police Station on Bank Road, Ado Ekiti same day. The motive for stealing the underwear has not been disclosed, but it will not be unconnected to money ritual purposes. However, the suspect according to a police source confessed to committing the crime, revealing that he removed the underwear from the spot it was hung in the sun to dry. Mama Adekoya, while explaining her ordeal to newsmen said that “I know Friday very well as he usually comes to assist me in doing some domestic chores at home. To appreciate him, I use to give him meals, but I never thought he could do this. “I had washed my pants and put two of them out to dry at about 3am on June 10 at the corridor in my house. But, when I went to remove it the next morning, I found out that one was missing and then I raised the alarm. “After series of investigations, a relative who suspected Friday called him and urged him to confess promising not to be angry with him. He did eventually, confess to stealing the underwear and that was when we invited the police to arrest him. “When he was arrested, he took the police to the house of some three other boys whom he claimed one of them had asked him to fetch the underwear and promised to give him N2, 000.” The family of Madam Adekoya have since hired a lawyer, Layi Obisesan, to ensure that the matter is pursued to a logical conclusion.

The Federal Road Safety Corps (FRSC) has advised applicants seeking to renew their drivers’ licence to use the by-pass capture scheme, instead of flooding drivers’ licence data capturing centres. Corps Public Education Officer, Bisi Kazeem, who gave the advice, explained that the FRSC introduced the by-pass capture option on the national drivers’ license to improve the ease of obtaining the license and save applicants time on waiting for capture. According to Kazeem, an applicant for by-pass capture should simply pay online and visit the nearest collection centre to pick up the permanent license when it is ready. “There is no need to visit any drivers’ license centre to recapture your biometric information again. An applicant who is either renewing or applying for a re-issue can use the by-pass capture feature. “The by-pass capture is only available to applicants who have existing biometric information on the national drivers’ licence system. Such an applicant must have gone

through the FRSC driver’s license process and have their biometric captured at any of the FRSC licence centres,” Kazeem stated. He added that an applicant can only apply for a by-pass capture for the first license renewal which is after three or five years while the second renewal which is a minimum of six years will require an applicant to recapture his biometrics. Kazeem further explained that the first license which is regarded as a fresh application will require an applicant to capture his/her biometric at any of the licence centres. “For the second license which is a renewal or reissue, the applicant can choose to by-pass capture since his record is already existing on the on the national drivers’ licence database and the third license renewal will require applicant to recapture his biometric information as it is expected that there should be some changes to the applicant’s physical appearance at this period. Subsequent renewal will follow the same cycle,” he added. Also, Kazeem explained that the

first step to begin the by-pass capture process is for the “applicant to visit the drivers’ licence portalwww. nigeriadriverslicence.org, select the type of application (renewal or reissue) then provide the licence number and date of birth. “The applicant thereafter, reviews his existing demographic information to be sure all is correct, scroll to the bottom of the page and select which licence centre to pick up the permanent licence when it is ready for collection. “The applicant also selects no where the page requests if an applicant wants to recapture his biometric information, submit the application, makes payment either online or at the bank and prints out the payment acknowledgement slip together with the application form to collect the permanent licence.” Lastly, the FRSC said the corps will notify the applicant when the permanent licence is printed and ready for collection to enable the applicant submit the application form and payment slip at the point of collection to collect the permanent licence.

Ahead of the November 16 governorship poll in Bayelsa state, the Independent National Electoral Commission (INEC) has organised a one-day post-election review workshop on the 2019 general elections in the state. Participants that attended the review workshop include electoral officers, heads of departments and ad hoc staff of the commission in the state. INEC National Commissioner in-charge of Rivers and Bayelsa states, Mrs. May Agbamuche-Mbu, said at the workshop held in Yenagoa the state capital that the review was to examine the commission’s performance during the general elections. Agbamuche-Mbu said that the workshop was in line with the electoral body’s mandate in promoting better electoral processes in the future. She said the programme would focus on planning, organisation, general state of preparedness, impact of voter education and publicity and the overall impact of the legal framework in the successful conduct of the polls among others. “We therefore, call on you to identify flaws, weaknesses and strengths observed during the 2019 general elections and provide the electoral body with vital information on these flaws and consolidate on strengths towards preparations for other elections.

NSCDC bursts fake currency syndicate in Bauchi The Nigerian Security and Civil Defence Corps (NSCDC) command in Bauchi, state has disclosed that the agency has arrested two members of a fake currency syndicate. State Commandant of NSCDC, Haliru Adamu, named the suspects during a news conference as Yaya Abaji, 35, of Kirfi Town and Abubakar Usman alias ‘Alaramma’, 33, of Bauchi Town. Adamu said that operatives of the Kirfi division of the command on June 12 arrested the suspects following intelligence reports. He alleged that the suspects specialised in defrauding unsuspecting members of the public under the false pretence of doubling their investments. The commandant explained that the suspects conspired and collected N380, 000 from Kingsley Izuchukwu and Abubakar Dahiru, both residents of Dukku Town, Gombe state. He said that the suspects had promised their victims that “they would produce N500, 000 using a local bulb called Bakin Gadali,” but that when the voodoo failed the suspects allegedly attempted to murder the victims and in the process injured Izuchukwu. One of the suspects, Abaji, who however, claimed to be a traditional healer, showed journalists a certificate issued to him by the Nigerian Traditional Medicine Practitioners, Bauchi state chapter.

Local content board trains 5,000 youths on oil, gas in Delta Nosa Akenzua, Asaba No fewer than 5, 000 youth from the local government areas in across Delta state has been trained on oil gas prospects. Facilitator of the training, the Nigeria Content Development and Monitoring Board (NCDMB) on Wednesday in Asaba, said the training is designed to intimate young Nigerians on how to be actively involved in the oil and gas industry. Executive Secretary, NCDMB, Simbi Wabote, who spoke to journalists, said that before the establishment of the board, the level of participation among Nigerians

The crisis rocking the Edo state House of Assembly over the midnight inauguration of the assembly, may have worsened as yet to be identified thugs allegedly attacked Seidu Oshiomhole, the younger brother to the National Chairman of the All Progressives Congress (APC), Adams Oshiomhole in Benin. The thugs were said to have attacked Oshiomhole, who is also a member-elect on Tuesday while in the company of 14 other lawmakers-elect. The lawmakers were reportedly holding a meeting at an undisclosed location when they were allegedly attacked by thugs. According to sources, the meeting was necessitated by Monday’s midnight inauguration of nine members of the new parliament and the subsequent election of Frank Okiye as speaker. Our correspondent reports that nine members-elect out of the 24-man assembly had met at the state assembly complex and elected the incumbent speaker sparking off the current crisis. The ongoing crisis in the state assembly may not be unconnected with the misunderstanding between Governor Godwin Obaseki and his predecessor, Adams Oshiomhole.

Adamawa assembly constitutes committees to probe Bindow

The Adamawa state House of Assembly has constituted three committees to investigate some activities of the immediate past administration of Governor Muhammadu Bindow. Speaker of the Assembly, Alhaji Aminu Iya-Abbas, announced the setting up of the committees during plenary. The constitution of the committees followed the adoption of a motion sponsored by Bathiya Wesley (PDP/Hong) and seconded by Alhaji Abdulllahi Yapak (APC/Verre) regarding payment of workers’ salaries and employment. Announcing the committee’s membership, Iya-Abbas said the committee is to investigate the lingering non-payment of salary, employment and transfer of service would be chaired by HammanTukur Yettisuri (PDP/Jada/Mbulo). The committee to investigate the financial status of Adamawa state would be headed by Kate Raymond (PDP/Demsa). The speaker said that Simon Isa (PDP/Song) would be the chairman of the committee to investigate the activities of the Adamawa state Christian and Muslimwelfare boards. Already, the new government under Governor Ahmadu Fintiri has constituted a visitation panel to investigate employment and other activities in the state owned tertiary institutions.

Bala disclosed this at the flagging off of the second cycle of 20, 416 beneficiaries of public work fare component of the Youth Employment and Social Support Operation, a World Bank assisted project held at the Multi-purpose Indoor Sports Hall in Bauchi. He said the state government has keyed into the World Bank project due to the positive impact it has on

the youth and women empowerment initiative, adding that for his administration to eliminate the involvement of youth in social vices, he would further focus attention towards ensuring their engagement in useful ventures. The governor, who observed that no nation can develop if its citizens are living in poor conditions, assured that programmes geared at poverty reduction would be initiated by the state government. He however, challenged the beneficiaries to make good use of the opportunity by providing services in their respective communities in exchange for the stipends that would be paid to them in line with the guidelines for the implementation of the public work fare component. Speaking earlier, the Coordinator

of the Programme, Alhaji Yahuza Adamu, disclosed that the public work fare beneficiaries were selected from 14 local government areas of the state. According to him, approval has also been given to capture the remaining of the six local governments under the programme, explaining that the initiative was designed to support poor families to have access to job opportunities through providing social services to their communities. Daily Times reports that the beneficiaries were selected from a social register that was generated through an extensive community based targeting process carried out by the state coordinating unit of the youth employment and social support programme.

Oil producing communities in Edo state under the aegis of Host Community of Nigeria Producing Oil and Gas (HOSCOM) have hailed the Governor Godwin Obaseki led-administration for providing clear-cut direction for economic development in the state. Oodua group issues ultimatum to herdsmen in Kwara Kehinde Akinpelu, Ilorin The Oodua Progressives Care Initiative (OPCI) in Kwara state has given the Fulani herdsmen living in the state a one-week ultimatum to fish out their members responsible for the insecurity in the state in the interest of peace. While expressing readiness to use everything within its power to tackle the security challenges facing the state, the OPCI President, Alhaji Moruff Olarewaju, gave the ultimatum during a peace meeting held with the leaders of the Development Association of Nigeria and Miyetti Allah Castle Breeders Association in Ilorin. Olarewaju, who also sounded a notice of warning to Fulani herders allegedly engaging in criminal activities such as kidnapping , banditry , robbery among others to

vacate the state immediately or be made to face the full wrath of law. Expressing worry about the spate of kidnapping and other forms of criminalities in the state, the OPCI leader said that one of the major objectives of the OPCI since its creation in 2017 is to protect the lives and property of Yorubas. He said: “We called for this peace meeting in order to find a lasting solution to the issue of security breakdown such as kidnapping, armed robbery and all sort of criminal activities in the state. “Over the years, Kwara had been adjudged to be the most peaceful state in Nigeria not until recently, when the so called Fulani herders invaded our land and started kidnapping our people. “It is quite unfortunate that some unscrupulous elements tried to find their way to the state through their collaborators to launch attacks

on innocent citizens along some highways and we would not allow them to destroy our state “We would use everything within our reach to ensure that those bad eggs among the Fulani herders are flushed out of the state. We are a law -abiding group. We are working in collaboration with the police, Department of State Services, civil defence and all other paramilitary agencies to make sure we curb the menace of insecurity in the state. “We want to sound a notice of warning to these Fulani herders to desist from terrorising our people and the need for the good ones among them to fish out the bad eggs among them within one week in the interest of peace.” He therefore, urged his men to act within the armpit of law, urging them to comport themselves orderly while on duty, saying security issue is very sensitive.

The Reading Culture Advocacy Initiative (RCAI) has called on students to imbibe the culture of reading as it remains the key to success in academics. Executive Director of RCAI, Dr. Okoro Chukwudum, made the call yesterday in Abuja at an event to commemorate this year’s World Book and Copyright Day which is always celebrated on April 23. While addressing the students of GSS Tudun Wada, Wuse Zone 4, Abuja, he noted that the importance of reading can never be overemphasized, thus the need for students to read not only to pass their exams, but to secure their future by gaining knowledge and skills to succeed in every sphere of life. “The world today is knowledge-based and books are among the sources from which knowledge is derived. It is only in reading that we can derive the knowledge and skills in them. “Therefore, reading is most important in knowledge and skill acquisition which we need to succeed in life and in the world. As students, to succeed in academics, you must read,” he advised. CCT fixes July 4 for arraignment of ex-Bayelsa speaker, 4 others The Code of Conduct Tribunal (CCT) has fixed July 4 for the arraignment of the former the Speaker of Bayelsa state House of Assembly, Kombowei Benson and four others over alleged abuse of office. Those to be charged alongside the speaker are the former Clerk of the assembly, Aaron Timiye and a former accountant, Thomas Tamaraodubo. Others are Owudogu Edward serving clerk of the assembly and Koroye Stephen, serving accountant of the assembly. The arraignment of the suspects which was supposed to hold on Tuesday, was stalled due to the ill- health of the CCT Chairman, Justice Danladi Umar The federal government had filed a four –count charge bordering on allegations of abuse of office against the defendants. The charge was brought to the tribunal pursuant to Section 24 of the Code of Conduct Bureau and Tribunal Act. According to the charge, the alleged actions of the defendants are contrary to paragraph 9 of the fifth schedule, part 1 of the 1999 Constitution. The offence is punishable under paragraph 18 (1) and (2) of the same constitution, and Sections 13 and 23 of the Code of Conduct Bureau and Tribunal Act 2004.

the governor to verify the legal status of the university at Ogboko. Verify the true ownership of the university at Ogboko. Verify the actual financial involvement and investment made by the Imo state government. “Also, the governor should verify whether any third party contributed to the university’s establishment and building and to recover the university for Imo state government if it is established that it was actually built with Imo state funds.” The Speaker, Chiji Collins, who put the motion to a voice vote, ruled that the motion was unanimously adopted by lawmakers.

The NLC said that the recent suicide bomb attack at a viewing centre in Manadarari community in Konduga Local Government area of Borno state, wanton killings of innocent Nigerians by bandits in Shiroro community in Niger state as well as communities in Zamfara and Katsina states are clear indications that the battle against violent crime is far from being won. Acting President of the NLC, Comrade Najeem Yasin, said that these upsurges in the killing of defenceless Nigerians, obviously raises serious security challenges beyond the imagination of government. He said that with Boko Haram and bandit attacks increasing across the country, it requires quite urgent security agencies’ review with increased surveillance and prompt apprehension of suspects and their heinous plans.

WHO welcomes Egypt’s support to assist 14 African countries tackle Hepatitis C Doosuur Iwambe, Abuja Egypt has announced that it would be providing hepatitis C testing and treatment for one million people in 14 African countries. Speaking at the opening of the African hepatitis summit 2019, currently underway in Kampala, Uganda, the Egyptian Minister of Health and Population, Dr. Hala Zaid, stated that the initiative would be implemented with the support of the World Health Organization (WHO). The initiative will be undertaken in countries that bear a high hepatitis burden such as Burundi, Chad, the Democratic Republic of Congo, Djibouti, Equatorial Guinea, Eritrea, Ethiopia, Kenya, Mali, Somalia, South Sudan, Sudan, Tanzania and Uganda. The minister said that “Egypt has pledged to provide technical support, expertise and screening software, as well as free treatment for one million of our African sisters and brothers with hepatitis C for 3 months as part of our role on the continent. We are following the WHO screening and treatment guidelines.” Meanwhile, the WHO Regional Director for Africa, Dr. Matshidiso Moeti has welcomed the move he described as welcome the south-south cooperation and support. “Viral hepatitis C is a growing health challenge in the region that for too long has been largely ignored. With the generous support of Egypt we can turn this epidemic around,’’ he said. In addition, WHO Regional Director for the Eastern Mediterranean, Dr. Ahmed AlMandhari, said that he is delighted to see Egypt expanding its successful initiative in eliminating hepatitis C to its continent.

Firm threatens to sue Rivers over Paris Club refund Andrew Orolua, Abuja A legal firm has threatened to sue the Rivers state government over the non -payment of commission on the N100 billion recovered from the excess deduction of state loans by the federal government. The said amount is part of the $462. 593 million said to be excess deductions from the Paris Club by the federal government. The firm, Messrs J. O. Atunbi and Company is claiming that it was engaged since 2014 by the Rivers state government to recover the said $426.593 bn from the federal government. The firm had pressed for the loan refund during the tenure of former Minister of Finance, Ngozi Okonjo Iweala under former President Goodluck Jonathan until Buhari started to pay the state in trances It further claimed that the state has received not less N100 billion refund as at July 17, 2017 based on the submissions it made to the Federal Ministry of Finance and Debt Management Office, adding that since the said recovery, the state has allegedly refused to pay the firm its

consulting commission on the refund. According to Atunbi, the decision to sue the Rivers state government stems from the incorporative attitude of the state government and its refusal to pay the firm its commission “after helping the state to track, reconcile and recover over N100 billion out of the $462. 593 million said to be excess deductions from the state’s loans by the federal government. Atunbi added that he wrote several reminders to the state government demanding the payment of its commission without success, asserting that “several reminders to the state were ignored. For instance, one of the letters, dated July 18, 2017, reminded the state government of execution of the contractual agreement with the firm. “We diligently executed the contract per the letter of engagement, finalized the reconciliation and submitted both the interim reports, progress reports and final report on the completion of the work. “A demand of $462,593,183.07 was made on behalf of Rivers the minister finance, director general DMO and the office of the accountant general of the federation.”

Meanwhile, the letter of engagement written by the Rivers state government to the law firm dated March 1, 2014 and titled: “Re: Back duty reconciliation and recovery of excess deductions on foreign loans on behalf of Rivers state government letter of engagement,” was signed by Chamberlain Peterside, then commissioner of finance in the state. The letter reads in part: “With reference to your proposal for recovery of excess deductions in respect of foreign loans, we are pleased to offer you consultancy appointment under the following terms and conditions; that Messrs J. O. Atunbi and Company (chartered accountants) is authorized to review all foreign loans contracted by Rivers state for the purpose of recovering excess deductions on behalf of Rivers state government. “That such report of such recoveries will be made available to the Ministry of Finance (hereinafter referred to as government), that all recoveries made in respect of this assignment will be paid into an account designated by the accountant general, Rivers state and that an 18 percent commission charge on reconciled and recovered amount will be paid to the consultant.”

A raging inferno has consumed a section of the main market in Markurdi, Benue state with many shops and goods worth millions of naira destroyed, officials said Tuesday night. There were no immediate reports of casualties, but first responders were said to have been mobilised to the scene. Spokesperson to Governor Samuel Ortom, Terver Akase, said the fire only touched a section of the market along George Akume Road at about 6:30 p.m. The market containing rows of lock-up shops was built by former Governor Gabriel Suswam to unclog the Makurdi city centre and easy trading. The market served as a temporary shelter for victims of the devastating flood in 2017 and residents who fled their villages at the height of violence by herdsmen between late 2017 and early 2018.

NYSC camp unfit for human habitation, says AbdulRazaq Kehinde Akinpelu, Ilorin Kwara state Governor AbdulRahman AbdulRazaq on Wednesday lamented the condition of the state’s orientation camp for the Nation Youth Service Corps (NYSC) members, describing it as a “penitentiary hat is not fit for human living.” He said the administration would do something to quickly rehabilitate the camp, beginning with the fixing of the water and health facilities. “I apologise for the state of your living accommodation. After seeing them, it is like a penitentiary. It is not fit for human living,” AbdulRazaq said at the official opening and swearing in of the NYSC 2019 batch ‘B’ (stream 1) at Yikpata Orientation Camp in Edu Local Government Area of the state. “The people in charge before should have done better. By saying that, I have thrown a challenge to myself and my administration to make things better,” he said. The governor said he would look at the quick-fixes to make things easier for the corps members such as water and health facilities while others would be considered in the next fiscal years. AbdulRazaq challenged the varsity graduates to come up with brilliant ideas that can transform the state, saying he would accommodate anyone with better ideas on how to create wealth irrespective of their backgrounds. “I hope some of you will remain in Kwara to create jobs and take employment. Our philosophy is to create employment and to create services through entrepreneurship. “And those of you that have ideas in businesses and wealth creation, our doors are always open to you. We don’t care which state you come from; all we care about is what you can contribute to our society. “So, whatever idea you have to improve these facilities, pass it to the top; it will get to me and we will listen. We are cautious of carbon emissions at airports, says FAAN Chukwuemeke Iwelunmo Managing Director, Federal Airports Authority of Nigeria (FAAN), Capt. Rabiu Hamisu Yadudu has reiterated the Authority’s commitment to keeping the airport environment clean at all times, saying they have not relented in measuring and monitoring the amount of emissions in the environment. Capt. Yadudu who was represented by the FAAN General Manager, Environment, Mrs Omere Janet made the observation yesterday, during the commemoration of World Environment Day (WED) organised by FAAN in collaboration with Nigerian Environmental Society (NES). According to Yadudu, last year knowledge garnered 20018 WED has equipped the agency to be able to manage the issue of plastic solution at the airports. Yadudu said “Last year which is 2018, the theme of World Environment Day was “Beat Plastic Pollution”. In our own part in the airport, we have tried to stop the use of pure water and also to discourage water bottles and plastic containers. A lot of things have been put in place to reduce plastic usage at the airports. Within our environment, we are also encouraging paper bags instead of plastic and nylon littering in the whole environment. “Year ago, our present Managing Director who was the Director of Airports Operations has started that initiative of a cleaner environment. In Murtala Mohammed Airport (MMA), we are taking a study of carbon emissions and we found out that there are 4 levels in reducing carbon emissions. We are almost through with the first level which is mapping. We have also taken statistics and got data of emission that has to do with electricity, generating sets and all that. We are keying into that in MMA; we have also completed that of Abuja”, Yadudu added. Yadudu said that FAAN is complying with environmental requirements in line with the International Civil Aviation Organisation (ICAO), adding that the Authority’s environment the department is doing something to control carbon emissions into the environment. The FAAN boss also pointed out that recent environmental audit is done shows that the amount of emissions into the environment is in line with the limits recommended by both World Bank and Airports Council International (ACI). In his goodwill message the Director General of the Nigerian Civil Aviation Authority (NCAA), Capt Muktar Usman expressed appreciation to FAAN for organising the programme, urging them to continue with the laudable initiative. Capt Usman who was represented by General Manager, Air Transport Regulation, Rotimi Arogunjo said “I want to also say that NCAA is already in collaboration with FAAN on emissions reduction. It is a good thing that we are moving forward”, Usman said. In his message on World Environment Day, Secretary-General of United Nations, António Guterres said air pollution kills and causes long term health problems such as asthma and reduces children’s cognitive development. Guterres who was represented by the Director of United Nations Information Centre (UNIC) in Lagos, Ronald Kayanja said “today, we face an equally urgent crisis. It is time to act decisively. My message to government is clear; tax pollution; end fossil fuels subsidies; and stop building new coal plants. We need a green economy, not a grey economy.”

Life support to FG: CBN denies borrowing FG N8.12trn Says news report on its finances mischievous Mathew Dadiya, Abuja The Central Bank of Nigeria (CBN) has denied a news report published by a national daily (not The Daily Times) that the CBN’s life support to FG rises 780 per cent to N8.12 trillion in four years. While reacting to the news report on Wednesday, Director of Corporate Communications of the central bank, Isaac Okorafor, described it as “not only false but an attempt,

through sheer mischief, to distort and misrepresent CBN’s financial operations and also to misinform the investing public on the financial health of our country.” Okorafor said that in order to arrive at their plot, the authors of the story had “conveniently restricted their report” only to CBN’s claims on the Federal Government while ignoring other numerous deposits of the Federal Government, including those of the Treasury Single Account (TSA), with the CBN.

He said, “As can be clearly deduced by any unbiased and informed analyst, when the claims of the FG on CBN are netted against the claims of the CBN on the FG, the resulting net positions indicate that the FG was actually the net creditor to CBN in 2014, 2015 and 2017 to the tune of N2.14 trillion, N1.65 trillion and N0.36 trillion, respectively.” On the other hand, he stated that CBN was the net creditor to the FG in 2016 and 2018 to the tune of N0.11 trillion and N0.34 trillion,

respectively. Clarifying further, the apex bank spokesman said that from the foregoing and the detailed database, it is clearly inappropriate to compare the position as at end-2018 with the position as at end-2014, ignoring the movements within the period. The CBN, however, reassured the investing community and the general public that it remains faithful to its statutory mandate as a banker and financial adviser to the Federal Government.

Emirates has announced plans to operate additional flights to help facilitate travel for Nigerian pilgrims heading to and from the Kingdom of Saudi Arabia for this year’s Hajj pilgrimage. What Buhari must do to win war against insecurity - Yusuf Hon. Bisi Yusuf is a third term member of the Lagos State House of Assembly, having been recently sworn in for his third term in the House. He represents Alimosho Constituency 1. In this interview with some journalists, he speaks on what the government should do if it intends to win the war against insecurity in the country. PATRICK OKOHUE reports. In recent times the issue of insecurity is becoming disturbing, just like 30 people were killed in Zamfara recently, what do you think the President should do about it? It is a fundamental issue that should not be taken with levity. It should not be about politicking, it should be an issue that should be tackled seriously. One, I will appeal to the National Assembly to give the President the power of emergency to tackle insecurity and appoint experts that know how to tackle the issue of security. The President should ensure that whoever is behind insecurity must be dealt with without any special treatment. Beyond that, what I have seen is that people have introduced politics into it. We should look beyond herdsmen and Boko Haram. At Ife-Ibadan Road and other places where Yorubas are predominant, how will you say Fulanis are coming from Sokoto to terrorise them there. There are certain people that are being sponsored and disguise like Fulanis. Whenever the people are arrested you would see that they have no trademark of Fulanis. When they are apprehended you would see that they are not Fulani’s. State Police, local government police are very important. Vigilante groups should be empowered and monitored to tackle insecurity. When there is no security then the government is not in existence and there can never be any peace for progress. I believe that when there is insecurity in the country there are powerful barons behind it.

That is why we have come; I will build on the legacies of my late father,” he insisted.

Would you support state police? There is nothing wrong with state police; it would give you an effective monitoring of what is happening. We are just making a mountain of a mole hill. Look at the Lagos State Neighborhood Watch that we established in Lagos State, if you know the level of monitoring, surveillance, information gathering and intelligence network they are doing you will marvel. You cannot bring somebody from Zamfara State and you think he would operate effectively in Ayobo, so we must introduce state police, it is very important and our security agents must be subjected to more trainings. There are insinuations that politicians would use state police to victimise their opponents, do you agree? That is not true, why can’t the Federal

Government use federal police to victimise the people in the states. Why are we afraid of a policy that we have not introduced? You must introduce a policy and when anything is wrong you can go back to the drawing board. But it seems most of these youths are jobless which is why they take to crime What is the purpose of education. Education is a path finder, it must tell you what you can do to get to somewhere. What are our graduates doing, graduates of agriculture, computer engineers, what are they doing. What matters is for the government to create an enabling environment for businesses to thrive. I am talking from experience; I have never worked for anybody. I was a radical when I was in school and I came out and I decided not to work in any government establishment. I am the Chief Executive Officer of my company, whether it is working or not, I am doing it. I take decisions on my own and I use my resources to sponsor my children. I don’t depend on anybody to survive; I invested a lot on agriculture. God has given us arable land for agriculture, and we depend on agriculture. What role should the legislature play on the issue of security? That is for the National Assembly to decide, in Lagos State we created the LNSC and Lagos State Security Trust Fund (LSSTF).

2023 presidency: Group urges Obi to slam Okorocha or apologise to Amaechi now Stories by Patrick Okohue A socio-cultural organisation in Rivers State, the Ikwerre Youth Movement (IYM), has called on the 2019 vice presidential candidate of the Peoples Democratic Party (PDP), Mr. Peter Obi, to apologise to former Minister of Transportation, Rt. Hon. Rotimi Amaechi. The youths pointed out that if Obi could not condemn former Imo State governor, Rochas Okorocha’s statement that Igbo presidency does not exist, then he should apologise for attacking Amaechi over a similar comment. The former Minister had said that for Igbo to be successful in their quest for 2023 presidency, they must play national politics.

Obi Reacting, Obi said Amaechi lacked political relevance in Rivers, adding that the former Rivers State governor cannot determine the fortune of the

South-East in the 2023 presidential race. However, Okorocha had, after his inauguration into the National Assembly, advised leaders of SouthEast to reach out to other regions if they must produce a President in 2023. In their reaction to the development, Chairman of IYM in Emohua, Sir Lucky Worlu, urged Obi to condemn Okorocha on the statement or apologise to their son, Amaechi, immediately. Worlu maintained that what Amaechi said was the true position on how the South-Eastern region would produce a President in the next four years, urging Ohanaeze Ndigbo to commence consultations early if indeed the region was interested in the 2023 presidency.

Mali attack: Forces deployed as survivors recall killings The attackers behind the latest attack to have hit central Mali identified victims one by one before executing then, survivors have said. Monday’s attack on the Gangafani and Yoro villages in the Mopti region was the last in a cycle of apparent titfor-tat violence between the Dogon and Fulani communities. At least 38 people were killed in the villages where survivors and officials say Fulani gunmen arrived by motorbike before attacking villagers in “revenge” for suspicions that they had collaborated with the Malian army. Abdoulaye Goro, a security guard, had been travelling by truck to his father’s funeral near the two villages, when about 40 armed men intercepted the vehicle and forced the passengers into the bush.

“They did identity checks and they only looked for the people from Yoro and Gangafani, and all those who were from those two villages were set apart,” Goro said. “They killed them in front of us, with rifles, and released us afterwards.” The raids followed a massacre of dozens of people earlier this month in another Dogon village, Sobane Da. That attack came months after suspected Dogon militiamen in late March killed more than 150 Fulani in two villages in central Mali, one of the worst acts of bloodshed in the country’s recent history. Mali’s government said on Wednesday the army had dispatched a contingent to reinforce security and protect property in the Gangafani and Yoro villages, near the border

with Burkina Faso. The International Committee of the Red Cross (ICRC) called for restraint in order to end the “vicious circle of violence”. “As our teams prepare to provide emergency assistance to the survivors of Sobane Da, we have learned that other villages in the Mopti region also suffered attacks, causing a large number of casualties,” Jean-Nicolas Marti, the ICRC head of delegation for Mali, said in a statement to Al Jazeera. “We’ve now seen four major attacks since the beginning of the year, on top of daily violence. Our colleagues on the ground see an overwhelming amount of need and remain determined to support the victims of the violence, first and foremost through the provision of medical care.” Ethnic tensions in central Mali surged after an armed group led by preacher Amadou Koufa emerged in 2015 and recruited mainly

from among the Fulanis. Clashes increased with Dogons and Bambaras who formed their own self-defence militias. President Ibrahim Boubacar Keita appealed for an end to revenge attacks after he visited the site of the Sobane Da massacre. But despite military help from France and the United Nations, Mali’s government is struggling to calm violence that began in the north of the country in 2012, sparked by rebel fighters and Tuareg militias, while groups linked to al-Qaeda and the Islamic State of Iraq and the Levant (ISIL or ISIS) have used central and northern Mali as a launch pad for attacks across the Sahel region and stoke tensions among different communities. During Monday’s attack, witness Goro said, the gunmen blamed inhabitants for having “cooperated” with the Malian and Burkinabe military about 15 days ago in a raid in the neighbouring town of Dinagourou. At the local level, “there is a dispute between the people of Gangafani and Yoro against the Fulani,” Goro said. “Our kidnappers were taking

revenge,” the security guard said. Local officials said the situation has calmed down, but residents were shocked how the gunmen were able to arrive en masse by motorbike even after the government imposed a ban on the vehicles as a way to tighten security. “We need to strengthen security,” said Amidou Maiga, a local retired civil servant. “People are frightened.” The UN peacekeeping mission in Mali, MINUSMA, said in May it had recorded nearly 500 deaths in attacks on Fulanis in the central regions of Mopti and Segou since January 2018. Armed Fulanis caused 63 deaths among civilians in the Mopti region over the same period, it said. The Fulanis are primarily cattle breeders and traders, while the Dogons and Bambara are traditionally sedentary farmers. Caster Semenya: IAAF made me a human guinea pig

South Africa’s double Olympic 800m champion Caster Semenya on Tuesday accused world athletics’ governing body the IAAF of using her as a “human guinea pig”. “The IAAF used me in the past as a human guinea pig to experiment with how the medication they required me to take would affect my testosterone levels,” said Caster Semenya. The South African is locked in a bitter dispute with the IAAF over the federation’s rule requiring women

with higher than normal male hormone levels, a condition known as hyperandrogenism, to artificially lower their testosterone to compete in races at distances of 400m to the mile. “Even though the hormonal drugs made me feel constantly sick, the IAAF now wants to enforce even stricter thresholds with unknown health consequences,” Semenya said in a statement. “I will not allow the IAAF to use me and my body again. But I am

concerned that other female athletes will feel compelled to let the IAAF drug them and test the effectiveness and negative health effects of different hormonal drugs. This cannot be allowed to happen.” The athlete, who won the women’s 800 metres at the 2012 and 2016 Olympics, unknowingly underwent a gender test shortly before she won gold at the 2009 Berlin world championships which allegedly showed she had both male and female characteristics.

Alex Iwobi: Eagles won’t rely on star players against Burundi Alex Iwobi has revealed that working together as a team can prove to be the greatest asset for the Super Eagles going to the 2019 Africa Cup of Nations which begins on Friday in Egypt. Iwobi said in an interview that not relying on one player has helped the squad since Gernot Rohr took charge of the team, a situation which saw Nigeria qualify for the Russia 2018 World Cup as well as the 2019 AFCON. ”Even though we have stars we do work hard as a team, we don’t rely on one person. We have so many players, we attack as a team

and defend as a whole team. ”Collective performance, that’s what we focus on and that’s what brought us where we are and why we’ve been doing well recently.” Iwobi also suggested that the captain of the team, Mikel Obi will likely be deployed as a central midfielder at Africa’s flagship tournament. Rohr has been trying out different formations in the training sessions and gave a hint at what his starting line-up against Burundi could be in the friendly matches against Zimbabwe and Senegal. Both Iwobi and Mikel lined up in

midfield in both matches with the Gunners’ star deployed in a more advanced position and the Super Eagles’ captain playing centrally. ”It’s great to have Mikel back, with so much experience and what he has done for the country, what he did for Chelsea, especially to have him in the base of midfield,” Iwobi disclosed in the interview with Eagles Media team. ”To have him there, he’s always talking to me, tries to help me with my game because the conditions in Europe and Africa are different. He is always there to help me and guide me when I’m playing.”

The referee also issued a yellow card to goalkeeper Chiamaka Nnadozie for not keeping a foot on the line. Asiwaju Adegboyega Awomolo, SAN The two recent decisions of the Supreme Court in the cases of intra party disputes of the All Progressives Congress(APC) in Rivers State and Zamfara State have again brought the Supreme Court into the spot light and have attracted diverse commentaries. Indeed the public statement of Professor Itse Sagay, a Senior Advocate of Nigeria (SAN) and the Chairman of the Presidential Advisory Committee on Corruption, a creation of the Executive arm of government, published in the Nation newspaper or Tuesday 4th June 2019 is seen in many quarters as a clear reflection of the inner caucus of the Executive arm of Government The learned Senior Counsel believed that in the case of Rivers State, “the Supreme court effectively returned unopposed The Peoples Democratic Party (PDP) and that the APC electorates in Rivers State were deprived of their rights to vote.” For Zamfara state, “the Supreme Court transferred all the victories of the APC to the PDP”. He regarded the decision of the Supreme Court “bizarre” in Nigeria Democratic practice. The fulcrum of the learned professor’s criticism of the judgment is reflected in the few questions he posed. He asked: I. “if the APC primaries were defective, should the electorate be deprived of their democratic and constitutional rights to vote? II. Is the electorate to be punished for the transgressions of party officials? III. Should the Judiciary place the electorate’s decision and install losers in office? IV. Could the Judiciary not have drawn on the deep recesses of its intellectual capacity, authority and its inexorable commitment to justice, to prevent this undemocratic calamity? V. Can the APC officials not be punished, for their lapses without denying the electorate their democratic rights? VI. Should the Judiciary take over the electoral rights of the

electorate? VII. Is this not a clear case of technical Law completely overthrowing justice? VIII. Have the members of the Supreme Court not achieved a level of creativity and authority to provide a solution without burying democracy and taking over from registered voters as the judicial electorate.” He concluded his thought on the decision of the Supreme Court in these words “if this judgment had been an international one, it could have been described as “shocking the conscience of humanity” in this case, it shocks the conscience of Nigerian humanity.” For the education of many Nigerians who read the deep opinion of the respected teacher of law but not the judgment of the court, I will in this rejoinder make a copious reproduction of the relevant parts of the judgment. For the avoidance of doubt, the judgment of the supreme Court was in Appeal No. SC/344/2019 between All Progressives Congress (APC), Inuwa Abdulkadir 1st National Vice Chairman of North West Zone of APC as appellants Vs. Senator Kabir Garba Marafa and 180 others as respondents delivered on 24th May 2019. The learned Justices who delivered the judgment were Hon. Justice Ibrahim Tanko Mohammad, the Acting Chief Justice of Nigeria, Hon. Justice Olukayode Ariwoola, John Inyang Okoro, Paul Adamu Galumje and Uwani Musa Abba Aji. The fact of the case as captured in the certified true copy of the judgment are as follows. “As part of its preparation towards the conduct of 2019 general elections, INEC prepared a time table in which it set out schedule of activities leading to the general elections. One of the activities was a directive to all the political parties to conduct their primary elections and submit the names of their candidates

for the general elections to it between 18th August and 7th October, 2018. In obedience to the directive of INEC, the National Working Committee of the first Appellant in line with paragraph 20 (a)(b) and (c) of the All Progressives Congress (APC) guidelines for the nomination of candidates for the 2019 general elections, set up a 7 member election committee headed by Engineer Abubakar Fari to conduction its primary elections in Zamfara State on the 3rd of October, 2018. On the 3rd of October, 2018 the primary elections which started and continued successfully in some areas was later halted and suspended by the committee due to escalation of violence and protests The National Working Committee of the 1st Appellant rescheduled the primary elections to the 7th of October, 2018 and appointed a different committee, this time under the leadership of Major General Abubakar Mustapha Gana Rtd to conduct the primary elections. Due to tension and the shortage of time, the election could not hold. The committee suspended the election. The 7th of October, 2018 was the closing date for party primaries and submission of names of candidates. This being so the State Government directed the State Party Executives to conduct the primaries at all levels before 12.00 midnight of 7th October, 2018. This was purportedly done within the short period and the list of those elected were submitted to INEC. A letter from the Acting Secretary of INEC to the 1st Appellant stated clearly that for its failure to conduct primary elections in Zamfara State and submit list of candidates for the general elections within the stipulated period it has barred itself from fielding candidates for the Governorship, National Assembly and State Assembly Elections in Zamfara State for the 2019 General Elections. AFCON: Super Eagles debunks ‘unknown sickness’ report Nigeria’s Super Eagles has debunked reports on ‘unknown sickness’ that allegedly hit the camp ahead the commencement 2019 Africa Cup of Nations in Egypt. The team coordinator Pascal Patrick, who spoke to newsmen on phone from the team based camp in Egypt, said that all the players are in good condition. “All the players are in good condition as I speak with you, some just experience flu and cold, which the team doctors has given them medication and they have started training,” he said. Pascal also lamented the reports of the unknown sickness’ while calling on media to always confirm their stories before publishing report that
