The party said it got wind of attempts by the Buhari Presidency and APC since the rescheduling of polls to coerce the Chairman of INEC, Prof. Mahmood Yakubu, into submitting to fresh bids the APC-led government to control the operations of the commission and execute its rigging plot. Buhari’s rigging plans in the February 23 Presidential election. “Also our party has full details of how the Department of State Services (DSS) has been interfering with operations of critical departments of INEC, including the ICT department, to do APC bidding. “The PDP also has details of the meeting last night (Tuesday) by President Buhari, some APC northern governor and Service Chiefs, whereupon pressure was mounted on the Service Chiefs in connection with the APC rigging plans”, claimed the party. The PDP alerted that the INEC Chairman “has been intimidated with threat of ‘Onnoghen’s treatment’ to accept a list of APC members and agents and post them to serve as EOs in various states including Kano, Kaduna, Rivers, Bauchi, AkwaIbom, Zamfara, Benue, Sokoto, Lagos, Plateau, Taraba, Borno, Adamawa, Kogi, Delta, Ebonyi among others. “These APC EOs have been briefed to ensure the diversion of sensitive electoral materials from designated polling centers, delay the accreditation process, so as to frustrate voters’ enthusiasm, compromise the collation process to allocate and announce fictitious results for President Buhari and muddle up the process to pave

way for result cancellation where it becomes impossible to rig for President Buhari”. The PDP rejected this latest arm-twisting of security agencies as well as the nefarious plots to use APC members as INEC Election Officers. The party further said it became clearer that the Election Day killing order issued by President Buhari is designed to clampdown and even kill patriotic Nigerians who will want to confront and stop the APC from executing their rigging plots on the day of election. To foist every rigging plans, the party has placed Nigerians in their millions, across the 176,000 polling units and voting points on readiness for this election. “Let it be known that there is no way APC members will be allowed to act as INEC or fake security officers in this election. The vehement public resistance that greeted INEC’s attempt to replace already trained ad-hoc staff with APC agents in some states last Friday is a direct warning to INEC”. The PDP therefore cautioned INEC to immediately end its back channel links and disentangle itself from the Buhari Presidency or risk being on collision course with the Nigerian people”, said Ologbondiyan.

Polls: FG orders payment of workers’ salaries, declares Friday work-free day The Federal Government has directed the immediate payment of February salaries to enable workers wishing to travel for Saturday’s Presidential and National Assembly election to do so without much difficulties. Minister of Information and Culture, Alhaji Lai Mohammed, made this known when he briefed State House correspondents on the outcome of the meeting of the Federal Executive Council. The meeting was presided over by President Muhammadu Buhari at the Council Chamber of the Presidential Villa, Abuja, on Wednesday. The News Agency of Nigeria (NAN) observed that federal workers usually received their salaries between 25th and 30th of each month. But, the minister disclosed that already the relevant authorities had been directed to commence the payment of the salaries to the federal workers from February 19. According to him, this is to enable the civil servants planning to travel for the elections to do so before Saturday. “On the part of the Federal Government also, we decided that to make it easy for those who will want to go back to vote, salary payment started yesterday (Tuesday) as opposed to the normal 25th of every month. “This is just to ease the burden of people who want to go back and cast their vote,’’ he said. The minister added that the council deliberated and reviewed some of the palliatives put in place to help people return to cast their votes.

He said the Independent Petroleum Marketers Association of Nigeria (IPMAN), with a membership of about 50,000 had agreed to cushion the effect of the postponement by reducing the price of pump price of petrol from N145 to 140 from February 21 to 25. The minister said the National Union of Road Transport Workers (NURTW) with about two million members and operates motor parks in all the 774 local government areas across the country had offered to provide discount to travellers. “This discount is also to encourage voters who would have normally been disenfranchised as a result of INEC’s postponement. This discount is also valid between February 21 and 25. “Arik and Aero airlines have also thrown in their own incentives. Aero contractors have offered 50 percent discount to all travelers who present their Permanent Voters Card (PVC) at the purchasing point. “Arik will be selling their one way ticket at N16,000 to any destination across the country. This is to support Nigerians looking to travel to cast their vote. The discount is valid between the 18th of February and the 11th of March. “All these are aimed at encouraging voters who might have been disenfranchised by the postponement,” he said. NAN reports many who travelled to their voting destinations were forced to return to their bases following the postponement of the general elections. The Independent National Electoral Commission (INEC),

had on Saturday, shifted the Presidential and National Assembly elections to February 23. The Minister of Budget and National Planning, Senator Udoma Udo Udoma, who also spoke on the outcome of the meeting, said he briefed the council on latest economic statistics released by the National Bureau of Statistics. Udoma explained that the economic indices released by the National Bureau of Statistics “are very positive and reassuring by the growth numbers.’’ The Head of the Civil Service of the Federation, Mrs. Winfred Oyo-Eta, who spoke on the eight new permanent secretaries sworn in by President Buhari, said their postings would be made public later. Meanwhile, the Federal Government has declared tomorrow, Friday, February 22, 2019, as a public holiday, in preparation for the February 23 Presidential and National Assembly elections. The Ministry of Interior in a statement on Wednesday, however, excluded bankers and those offering essential services across the nation. “Federal Government declares Friday 22, February 2019 as work-free day. Those providing essential duties and bankers are excluded. “The work-free day is to enable citizens return to their poling units for the rescheduled Presidential & National Assembly elections. “Security agencies have been directed to ensure safety of lives and property before, during and after the general election,” the statement read.

Ballot snatching: Buratai backs Buhari on shoot-at-sight order Andrew Orolua & Tunde Opalana, Abuja The Chief of Army Staff, Lt. Gen. Tukur Buratai, has ordered the General Officers Commanding and Commanders to fully obey the order of President Muhammadu Buhari to deal ruthlessly with ballot snatchers and electoral criminals during Saturday Presidential and National Assembly as well as March 9 governorship and State Houses of Assembly elections. General Buratai also ordered the Commanders to “deal decisively with any electoral crime or action that would be inimical to National Security.” The Chief of Army Staff gave the order on Wednesday in a meeting at the Army Headquarters Abuja with principal staff officers, General officers commanding, directors and selected field commanders. The Wednesday operational meeting was a follow-up to an earlier one held two weeks ago to strategise on the Nigerian Army’s roles during the 2019 General Elections and it came following the shift in the elections and the directive of Mr. President on Monday to put the lives of ballot box snatchers at risk. Justifying the directive, General Buratai said that “those who seek to undermine our democracy by interfering in our electoral process must be seen as enemies of Nigeria and dealt with appropriately.” Consequently, he ordered that commanders to ensure that they and their personnel do not hobnob with politicians at any level. “In this regard, there will be no military escort for any politician and all NA personnel are to stay clear of retired military officers especially those who are now politicians until after the elections.” “Commanders are to conduct extensive patrols within their (Area of Responsibilities) AORs. They must ensure that all flash points within their area are dominated,” he stated. “Commanders must in conjunction with the Nigeria Police Force enforce the restriction on movement within their AORs. All vehicles must be searched and suspicious persons or vehicles arrested/impounded and later handed over to the NPF.

Buratai “Commanders must ensure they key into the NA Elections Security Monitoring Situation Room to send and receive near real-time information on events, as they occur in their AOR,” the COAS stated. He explained that these are proactive measures. General Buratai recalled that the election was earlier planned to commence from February 16. Unfortunately, the election did not hold as planned and has been postponed to hold on February 23 and March 9. “This shift in date has necessitated a need to review some of the decisions taken at the last conference and also to reiterate some of the directives passed to you in light of the postponement of the elections”, he stated. Part of his remark read thus: “I wish to first remind all of you that the unity of Nigeria is not negotiable. Hence those who seek to undermine our democracy by interfering in our electoral process must be seen as enemies of Nigeria and dealt with appropriately. Our role is aptly captured in the 1999 Constitution of the Federal Republic of Nigeria (as amended) and we must defend Nigeria’s territorial integrity as well as act in aid of civil authority when called upon to do so. Therefore, commanders must work with all stakeholders, interest groups and agencies to avert any act by any individual, groups or entities that seek to undermine our democratic

process. “As expected, Nigerians have expressed general disappointment with the postponement of the elections. The postponement has also increased apprehension in the populace and the international community with regards to safety of voters and the electoral materials. It is therefore vital that the NA alongside other security agencies rise up to the challenge of ensuring a peaceful outcome to this general election so as to give confidence to Nigerian citizens and to reassure the international community about our electoral process. “In light of this, I am pleased with the smooth activation of Op SAFE CONDUCT and the success of Op EGWU EKE III. In addition, the recent launching of the NA Situation Room for Elections Security Monitoring, will also ensure we have real time feedback from the field. “As we engage in these operations, we must remember that the army remains apolitical to ensure that no negative aspersion is cast on the NA before, during or after the elections. “It is unfortunate to hear persons who are aspiring to rule this country again inciting the army to disobedience. We have consistently stated our position in the political dispensation to remain neutral and apolitical. “However, direct and public incitement of the Nigerian Military against democracy and constituted

civil authority will not be tolerated. I request such persons to withdraw this inciting statement. Let me reemphasize loud and clear, that the Nigerian Army is a professional army. The foundation of military professionalism is discipline and without discipline an army cannot stand. One of our core values is loyalty to constituted authority. Loyalty must be hundred per cent. I shall leave you in no doubt as to our resolve to bequeath a professionally responsive army to Nigeria and Nigerians. Should any officer or soldier have doubts as to his loyalty to the Nigerian State as presently constituted, such a person has up to 22 February 2019 to resign. There is no room for indiscipline or disobedience to lawful orders in the NA today. “I want to remind all here present that the act of electoral thuggery, snatching of ballot boxes, illegal possession of elections materials and similar crimes are intended to mar an election and create deliberate avenues for post-election violence and mayhem. Such actions can also become more damaging when they are widespread, leading to destruction of lives and properties. Incidences of this nature in previous elections are often planned and orchestrated by politicians and the NA has hitherto been very cautious in its approach. However, this time around the NA will adopt a proactive posture that ensures that similar incidences do not even arise.” General Buratai said that he has laid emphasis on these few points to remind everyone that these are delicate times and the Nigerian Army must support Nigeria’s march towards enduring democracy. Meanwhile, the Peoples Democratic Party (PDP) has cautioned the Chief of Army Staff, Lt. Gen. Tukur Buratai, to refrain himself from acts or actions that will suggest in any way that the military has become an arm of a political party. The PDP said Gen. Buratai’s allusion to its presidential candidate, Atiku Abubakar, as well as his threats to officers and ranks to execute the order by President Muhammadu Buhari to participate in the electoral process is an aberration of our laws and a recipe for crisis. Gunmen hijack vehicle with 10 passengers in Rivers Memoye Oghu, Port Harcourt Again, unknown gunmen on Wednesday hijacked a white Toyota Sienna bus along the East/West Road in Rivers State, kidnapping ten passengers and the driver of the vehicle. The Sienna commercial vehicle, our correspondent gathered, was headed for Port Harcourt from Abua Central, headquarters of Abua/Odual Local Government Area of Rivers State but was unfortunately hijacked at the Rumuekpe Junction along the

East/West Road in Emohua LGA in the early hours of Wednesday morning. It would be recalled that an interstate transport company bus was hijacked at the same point three weeks ago, killing the driver and kidnapping the passengers. An eyewitness told The Daily Times that the gunmen came from a nearby bush, shot sporadically into the air before abducting the vehicle and all passengers, including the driver into the bush. “Some young men early this morning came out of the bush with guns at Rumuekpe junction,

along the East-West road, Emohua LGA and blocked a Toyota Sienna carrying 10 passengers released some gun shots in the air before kidnapping all passengers that were in the vehicle as well as the driver making them 11, into the bush and abandoned the vehicle there,” the eyewitness said. A driver, who ply the East-West road, said the vehicle that conveyed the kidnapped victims is still at the high way. “The white Toyota Sienna which carried the kidnapped persons is still abandoned along the road there. I saw it first around 9am and around

11am when I passed there again. I still saw it. “I know the driver, we call him Star. After we heard about the incident, we have been running around calling his people as well as others who can help. I am praying that God ensure his freedom and that of the passengers too,” he stated. When contacted, the Rivers State Police Public Relations Officer, DSP Nnamdi Omoni, said he was yet to be briefed about the incident. He said: “I have not yet gotten that information about this incident, but once I get the details, I will get back to you.”

Abubakar spoke on the side of the law and wishes of Nigerians and cannot be intimidated by anybody no matter how highly placed. PDP spokesperson, Kola Ologbondiyan, in a statement counselled Gen. Buratai to note that the loyalty of the military is to the state and that the President lacks the powers, under our laws, to deploy soldiers for the conduct of elections. He said: “Our party urges Gen Buratai to concentrate on his very demanding assignment of protecting the territorial integrity of our nation and ending insurgency rather than dabbling into partisan politics at the risk of our national cohesion. “It is imperative to state that by trying to drag the military to participate in the February 23 Presidential elections, President Buhari plots to suspend our constitution, assume the position of an emperor, trigger unrest, subvert our electoral process and derail our democracy”. The party directed President Buhari to the judgment of the Federal High Court, Lagos on March 23, 2015, wherein the court, presided over by Justice Ibrahim Buba, directly outlawed the deployment of troops in the conduct of elections in our country. The PDP asked the President to also avail himself of the subsisting judgment of the Court of Appeal, which on February 15, 2015, held that the President has no powers to deploy soldiers in the conduct of elections. It further counselled President Buhari and Gen. Buratai to end their rationalising of military option, as the courts have summarily dismissed their arguments that soldiers are needed to guarantee peaceful elections. “It may interest President Buhari to know that the judgment was sequel to a suit filed by the APC Leader in the House of Representatives, Femi Gbajabiamila, seeking a declaration that deployment of soldiers during elections is illegal and unconstitutional. “In case, President Buhari is not aware, as usual, the court directly held that “the Armed Forces have no role in elections” and if soldiers must vote, they must do so in their barracks. “According to the court, “the time has come for us to establish the culture of democratic rule in the country and to start to do the right thing particularly when it has to do with dealing with the electoral process, which is one of the pillars of democracy. “In spite of the behaviour of the political class, we should by all means try to keep armed personnel and military from being a part and parcel of the electoral process. “The state is obligated to confine the military to their very demanding assignment, especially in this time of insurgencies by keeping them out of elections”, the court held. “The priming of the military ahead of the election, therefore, heightens the fear of plots by the APC to plunge our nation into crisis and use security forces to subjugate Nigerians, seeing that President Buhari has no chance of winning the February 23 Presidential Election”, he stated.

2 days to polls: INEC achieves 100% card readers’ configuration Makes adequate provisions for corps members, ad-hoc staff

Tunde Opalana, Abuja Two days to Saturday’s Presidential and National Assembly elections, the Independent National Electoral Commission (INEC) has assured Nigerians and the international community that it has achieved a 100 percent configuration of smart card readers to be used on Saturday. Briefing newsmen on the Commission’s preparation on Wednesday, INEC chairman, Prof. Mahmood Yakubu, reiterated that the card readers cannot be corrupted or manipulated. He promised to announce at today’s briefing, numbers of Permanent Voters Cards (PVCs) collected ahead of the 2019 polls. He stated: “At yesterday’s (Tuesday’s) briefing, we reported that we achieved 95% configuration of the Smart Card Readers (SCR) nationwide. The Card Readers were introduced in the 2015 general elections to facilitate the accreditation of

voters using the PVCs. They are configured to specific polling units and only open for use at 8am on Election Day. They automatically shut down by 10 pm in order to forestall any illegal use before the appointed time of elections. I am pleased to report that we have now achieved 100% completion of the configuration. We are good to go on this score. “Similarly, I briefed you yesterday (Tuesday) that our State offices had commenced the process of inviting stakeholders to the Central Bank of Nigeria to examine the retrieved materials deployed last week and to witness the batching of materials according to Local Government Areas (LGAs). Reports from the States indicate full compliance. “Similarly, I briefed you yesterday (Tuesday) that having moved the sensitive materials to the 36 States and the Federal Capital Territory (FCT), the forward deployment to the 774 LGAs nationwide will commence today, Wednesday, 20th February 2019 and be

National President, Independent Petroleum Marketers Association of Nigeria (IPMAN), Alhaji Sanusi Sari, has denied claims that it has reduced the pump price of petroleum product (fuel) from N145 to N140 per litre as a palliative to the suffering of Nigerians as regards the postponement of recent general elections by the Independent National Electoral Commission (INEC). The President stated this in a statement signed by the Association’s National Public Relations Officer,

Chief Ukadike Chinedu, and issued to Journalist on Wednesday. Alhaji Sari in the statement emphatically stressed that it has not and has no intention of taking any such decision without proper and adequate consultations with the regulatory government agencies. “IPMAN has not received any correspondence from Petroleum Product Marketing Company (PPMC), the Department of Petroleum Resources, (DPR) and the Petroleum Product Pricing Regulatory Agency (PPRA) that pump price has been reduced or is to be reduced accordingly.

“Although IPMAN feels the pains of millions of Nigerians who felt disappointed and many who may end up being disenfranchised by the INEC sudden decision to reschedule the general election, we however have not reached any conclusion on pump price reduction recently and the proponents of such information want to cause artificial scarcity of petroleum product.” Alhaji Sari said. While commending the Federal Government and the NNPC for making petroleum products available all through the election period, he also wished Nigerians well

in their individual and collective efforts to perform their civic responsibility of voting on Saturday, February 23, to choose their leaders, and however insisted that the information making the rounds is unfounded, null and void. Recall that on Wednesday morning, the IPMAN National Controller, Operations, Mike Osatuyi, in a radio programme “Fact File” on RayPower FM, announced the Association’s decision to sell pump price of petrol at N140 per litre from February 20th to 25th to ease the pains of Nigerians over election postponement inconveniences.

Saturday poll: Rise up and defend democracy, NPC charges Nigerians The National Peace Committee has called on Nigerians to defend the nation’s democracy by going out to vote on Saturday. The call was made in a statement on Wednesday jointly signed by Abdulsalami Abubakar, former head of state, and Mathew Kukah, bishop of the Catholic diocese of Sokoto. The committee urged the electorate to put aside the disappointment of the postponement and “respond to the call to patriotism”. “We understand your right to feel disappointed by

INEC. However, we appeal to you all to see this as a watershed in the life of our fledgling Democracy. The only way we can ensure a steady Democracy is for us to learn the lessons from these sad developments,” the committee said. “Therefore, we appeal to you not to count the cost of the setback, but respond to the call to patriotism. Do not relent, go out and fulfill your duty to your family and country on Election Day. We will soon turn the corner in hope. Rather than despair, rise up to defend our Democracy.

“There is enough blame to pass around. The real challenge now is for us as a nation, to reach out to the deepest instincts of faith in God and our country. We must put everything aside and see this as a battle that all of us must win. The challenge is not who to sacrifice, but what sacrifice to make.” The committee called on politicians to look beyond the struggle for power and work with the INEC “to inspire our people to new heights”. It also charged the electoral body to work

towards reclaiming its integrity, advising it to “patiently continue to focus on attaining internal cohesion and coordination”. “The challenge before you goes beyond the narrowness of political opportunities. This is not time to trade blames or to incite your supporters. Be temperate in your language so that we do not inadvertently set up our people for violence. “Do not give room to external enemies to infiltrate and destroy the confidence and trust that your organisation has earned,” the NPC said.

The Tinubu media office in a statement signed by Tunde Rahman noted that the said ‘leaked’ audio tape of at a crowded public meeting of APC supporters in Lagos on 14 February, 2019, is a desperate attempt to paint Asiwaju in a poor light, as the reports grossly mistranslates his statements to imply corruption and election malpractice. According to Rahman, “This is beyond the pale. Even the description of the audio as “leaked” is desperately illogical. Asiwaju addressed a meeting attended by hundreds of people. The meeting was open to the public at large. Moreover, the media was present and visible. “There can be no leak involved when a statement is publicly made and the media present there. This misrepresentation of the audio as a “leak” is again part of a larger attempt to distort a normal speech to rally supporters prior to an election into something nefarious. As bad as this misleading description is, it is the least of the wrongs contained in these counterfeit reports. “The reports claim that Asiwaju boasted that he stole money. The merchants of this outlandishness use the fact of Asiwaju speaking Yoruba at the meeting as the basis for their falsehood. Thus, non-Yoruba speakers are left to accept their translation of Asiwaju’s words. Had Asiwaju spoken in English they would not have a story to sell for his words clearly do not say what they claim of him. Their allegations are untrue, but they figured their lies would still fly because many if not most of their audience cannot understand Yoruba. “If the carriers of this defamation hired someone to translate Asiwaju’s words, they should demand their money back. The only way the translator could have innocently misinterpreted Asiwaju’s words so badly is that the poor translator only started to learn Yoruba half an hour before landing the job to make this translation. Give an accurate rendition of what Asiwaju said to 1000 average Yoruba speakers. Each one of them would refute the mistranslation now floating about. “Asiwaju never said, in Yoruba or any other language for that matter, that he stole money. Numerous media houses sent reporters fluent in Yoruba to this gathering and their reporters. The reports of these more legitimate journalistic sources did not register the same untrue claims as these mercenaries. “Asiwaju said he would not go to Alausa, but would use his own funds for the present effort. Thus, for the manufacturers of

this fake report to claim Asiwaju said he would take government money is to hear some say “day” and claim he said “night” or have him say ‘up” but claim he said “down.” Such an utter mistranslation is unlikely to be an innocent gaffe. It is more likely willful slander. “One of the issues Asiwaju dwelt on in his address is the reward system for loyal party members and ardent supporters. He told party members the APC has now devised a plan to compensate them for their hard work after they delivered victory to the party at the polls. “In short, Asiwaju promised the party faithful, APC supporters and members a reward for their efforts to secure victory in the 2019 elections. He has previously stated the goal of getting 3 million people in Lagos to sufficiently believe in the vision of the APC that they will vote for President Buhari and Vice President Osinbajo. This objective was again the crux of his Valentine’s Day statement. “Take Asiwaju’s statement for what was truly said. He said he would not steal money nor ask for government funds. Instead, he said he would recognise the successful efforts of APC members using only his personal funds. As such, his statement should not be held up to scorn or criticism, but should be welcomed as the manner how things should proceed.” The media office insisted that, “the falsifiers seek to paint his statement as improper. However, it is common practice to give tokens of gratitude to party members for their work. It is feeble to suggest that such a practice somehow amounts to vote-buying. No one was directed to give money to potential voters. Asiwaju made it clear that the token rewards would only take place after the election. As far as any reasonable person can discern, it is somewhat impossible to purchase a vote after an election has already taken place. “Asiwaju will not be cowed by these ugly attacks. He is a progressive politician used to the bite and venom of those who would hold Nigeria back. They attack him as they do because they fear his appeal to the people. For his popular goodwill is something they do not have and can never get. He earned it through serving the people. His enemies can only try to buy it for they seek not to serve anyone, but themselves. Thus, Asiwaju shall continue to fight to keep Nigeria from the clutches those who would run the country not as a nation but as if it were their private country club. “The defamers will lurk in the dark, obscure crevices plotting the next attack. By now you should know their ambushes are not of the truth but of deception. They aim not to spread democracy but to diminish it. The lies they make are tall tales indeed. But the democratic and positive governance we seek is so much bigger than what they do. In the end, when everything that needs to be said is said and all that needs to be done is done, progress and hope shall defeat deceit and the unjust privilege that is deceit’s master,” the statement said.

Tinubu who spoke in Lagos during a stakeholders meeting of party supporters at the Acme Road, Ikeja secretariat of the party, stated that the PDP lacked the support across the country to win the general elections. The APC National Leader further urged party members to mobilise residents towards the victory of President Muhammadu Buhari and all APC National Assembly

candidates, stressing that the party was not bothered about the Independent National Electoral Commission (INEC) an its antics, but was only interested in the PDP which is its main opponent in the general elections. According to him, “Muhammadu Buhari is our President, we must mobilise from house to house for his victory. INEC is not our opponent it is PDP, that is our opponent and we would join hands and beat them at the polls. They don’t have our strength in North-West, North-East, in South West and North-Central, where are they going to pass, we are going to win. “All of you that have problems go and see the leaders in your wards; you must have the membership register of people in the wards, tonight there must be meeting of your wards and you must give instruction to all members in the wards, we know how many polling booths are in your areas you must deliver them.” Tinubu said.

The APC leader also used the opportunity to appeal to Igbo indigenes resident in Lagos State to vote for candidates of the APC in the general elections, unlike what most of them did in 2015, stressing that he had also helped to block action against them in the state in recent years. “We appeal to our Igbo brothers, this is the state where you are doing business, working, your children are in our schools, we don’t discriminate against them. “We don’t discriminate against them in WAEC fees in our school, we don’t discriminate against them in NECO exams, we don’t discriminate against them in JAMB, they are in our university we don’t discriminate against them, now this is the time we say help us, vote for APC. “I was the one who saved ASPAMDA from demolition, if you are now doing this rubbing insult on injury, we know how to behave,” Tinubu added.

Charles Onyekwere, Abakaliki Following the incessant attacks and violent activities in some parts of Ebonyi State, Governor David Umahi has ordered security agencies in the state to shoot any person caught terrorizing the state with illegal firearms. Addressing victims of the pre-election violence in Agbaji in Izzi local government area where two persons were said to have been killed and over 20 houses burnt, Governor Umahi also directed security agencies to be ruthless to perpetrators of violence in the state. Umahi advised youths to organize themselves and protect their mothers and young ones to avoid further attacks in the state. The Governor condemned the violence in Izzi, urging the youths of the area to be more united to resist any attack and therefore charged them to deal mercilessly to anyone who terrorises the community. He urged the state commissioner of Police to withdraw all illegal police attachment to any politician in the state, stressing that if the attack continues, he would order the youths to beat up any politician seen going about with security guards.

Gunmen hijack vehicle with 10 passengers in Rivers Memoye Oghu, Port Harcourt Unknown gunmen on Wednesday hijacked a white Toyota Sienna bus along the East/West Road in Rivers state, kidnapping 10 passengers and the driver of the vehicle. The Sienna commercial vehicle, our correspondent gathered was headed to Port Harcourt from Abua Central, headquarters of Abua/Odual Local Government Area of Rivers state but was unfortunately hijacked at the Rumuekpe Junction along the East/West Road in Emohua LGA in the early hours of Wednesday morning. It would be recalled that an interstate transport company bus was hijacked at the same point three weeks ago, killing the driver and kidnapping the passengers. An eyewitness told the Daily Times that the gunmen came from a nearby bush, shot sporadically into the air before abducting the vehicle and all passengers, including the driver into the bush. “Some young men early this morning came out of the bush with guns at Rumuekpe junction, along the East-West Road, Emohua LGA and blocked a Toyota Sienna carrying 10 passengers, released some gun shots in the air before kidnapping all passengers that were in the vehicle as well as the driver making them 11, into the bush and abandoned the vehicle there,” the eyewitness said.

A’Ibom Govt procures 3 aircraft, floats Ibom Airline Isaac Job, Uyo The Akwa Ibom state Government received two aircraft yesterday purchased for takeoff of Ibom Airline Company as part of industrialisation policy of Governor Udom Emmanuel in the state . Speaking at the commissioning of the aircrafts at the Victor Attah International Airport in Uyo Wednesday, Governor Udom Emmanuel said the airline was a monumental achievement in the state. He said the aircrafts, C-FWNK is only six years old with a sitting capacity of about 90 persons and constitute the newest and modern fleet of the Canadian airbus. Governor Emmanuel said that Akwa Ibom is the only state in the country to run a state owned airport and run an airline, adding that the government is running Ibom Air as a business. He said that Ibom airline will operate routes that would give preference to Akwa Ibom people, and that the government would soon launch one of the best terminal buildings in this country. He stated that government has strived to focus development of the economy on land, air and water, noting that so far, the

state government has constructed over 1,000 kilometres of roads across the state. Governor Emmanuel further explained that one other aircraft will arrive on Friday in addition to the already unveiled two aircrafts. He further said plans for the Ibom deep seaport will soon commence operations before the expiration of his second term in 2023. “The launching of Ibom Air is a monumental achievement in Akwa Ibom state and indeed Africa. The journey to achieve Ibom airline started in 2016 and today, it is a reality. “If we were to search the minds of people, this day would have been frustrated but we give glory to God for making this day a reality. “I want to charge my people that we can achieve a lot if we come together. This is the only state across the country that runs and operates an International Airport. We are the only state that runs a category two run way. “I want to reassure the former governor, Obong Victor Attah that very soon the MRO will be a place that will maintain fleets of aircrafts across the country. We are running Ibom Air as a business, paying particular attention to Akwa Ibom people,” he said.

The Senate President, Bukola Saraki, who was the first passenger that arrived the airport in the new aircraft unveiled the airbus and commended the leadership qualities of the State Governor, noting that he has been able to create an environment viable for development. He said, “Today, we celebrate leadership, we celebrate the good things that can come out of Nigeria, we celebrate the audacity of hope. The governor has created an environment for people to have jobs. We are proud of you in the PDP family that you are one of us”. Former governor of the state and initiator of the airport project, Obong Victor Attah commended the governor for carrying on the project he started, adding that he was happy that the governor was running the state as a business. “I thank God that we have Governor Udom Emmanuel who has deemed it necessary to carry on the project we started years ago. I was accused of running the government as a business but I am happy that Udom Emmanuel is running the government as a business. Today we have in front of us the beginning of something that will bring economic development to the state,” he said.

The Director of Stephen Center International School, Abeokuta, Ogun State, Rev. Isaac Oluwole Newton-Wusu, was on Wednesday arraigned before the Ogun State High Court for alleged rape and indecent assault of some female students of the school. Newton Wusu was arraigned on a five count charge bothering on attempted rape and indecent assault of five female students in the school. According to the charge, the Director within 2008 and 2010 in his office had indecently assaulted and raped one Deborah Bala and Susan Rayner who were 12 and 14 years old then respectively. The charge also stated that Newton-Wusu within year 2007 and 2008 had indecently assaulted Eunice Bitrus and Rifkatu Musa and Susan Rayner by Squeezing and fondling their breasts. The offence committed contravened section 358, 359, 360, of the Criminal Code laws of Ogun 2016. The accused, however pleaded not guilty to the five count charge.

Tiv community to Gov Al-Makura: We are not aware of your senatorial ambition Augustine Kuza, Lafia Tiv Development Association (TIDA) in Nasarawa state has said the association is not aware of Governor Umaru Al-Makura’s senatorial ambition because he is yet to formally inform the union. A communiqué signed by the President of the Union, Mr Boniface Ifer, State, Chairmen of the Association in the Local Government areas of the south senatorial zone and its woman wing leader, Mrs Grace Tarvershima and made available to newsmen in Lafia on Wednesday said the association has held an expanded meeting with stakeholders of the community penultimate Tuesday. The communiqué further informed that the Tiv people in the state are waiting for the Governor to formally notify them through the Union umbrella, which is responsible for the day to day affairs of Tiv people in the state on his senatorial mission. “The executive governor, Umaru Tanko Al-Makura, has not formally inform the Tiv community in the state over his senatorial ambition despite our cordiality, He is yet to formally approach TIDA under the leadership of Mr Boniface Ifer or the Acting Ter Tiv, Zaki Abraham Shamenga,” says the communiqué. The association therefore called on the governor to use the postponement of the 2019 general elections to discuss with Tiv stakeholders in the state on his ambition, manifesto’s and the position of Tiv if elected as the next senator of the zone.

INEC, ballot box snatching, and other stories

One must really pity the Independent National Electoral Commission (INEC) Chairman, Mahmood Yakubu, these days. The professor of political history and international studies must surely be finding it tough to sleep at night as the elections draw nearer. What must have tipped the scale of sleeplessness further was the postponement, in the early hours of Saturday, February 16, elections scheduled for the same day. But we can only pity him and not excuse the clumsiness with which the elections were postponed. As Chinua Achebe reminds us in Arrow of God, “The man who brings ant-infested faggots into his hut should not grumble when lizards begin to pay him a visit” and so we cannot clap for Yakubu with one hand. Last year, he announced with glee election dates till 2055 adding that the decision “is to engender certainty in our electoral calendar, allows for long term planning by the commission as well as stakeholders and brings our democracy in line with the best practice around the world.” The first class history graduate proudly beat his chest and spoke of how the Commission was going to do all within its power to deliver credible elections under his watch. So, what changed between February 28, 2018 and last Saturday when elections were postponed?

I was about retiring for the night in preparation for election duty around 11:20pm on Friday night when a friend called me from London. An active politician even from his London base, he asked if indeed elections were going to hold the next day and thereafter pointed my attention to a website which already reported that elections were going to be shifted. Working the phones, I gathered that INEC’s upper echelons were in a meeting and journalists were keeping vigil at the commission’s headquarters to know the outcome. Instinctively, I knew elections would not hold judging from our previous experience as a country. My mind first went to the attendant embarrassment in the comity of nations, as our country has become known for elections’ postponement and this is reflected in Charlies – as Ghanaians are called – dissing us not only for jollof rice but also elections. It must take our economists a while before they are able to put a final figure to the total losses accruing from the postponement. But newspapers reported on Tuesday that the stock market lost N195. 8 billion on Monday while we all can feel the losses to small businesses across the land. A sister of mine and her husband checked into a hotel on Friday night, having relocated to a new place of residence, so that they

could vote on Saturday like others who were unable to transfer their registration to new abodes. While hoteliers smiled to the banks, they must do this again this weekend if they hoped to vote. The frenetic pace with which small shops’ owners closed their shops on Friday was astounding; it was as if we were at war over elections. Let’s hope we would not be faced with another postponement this weekend and put a stop to the plethora of conspiracy theories flying around on why the elections were postponed. But the reactions of our politicians, however, showed that election is war by another name in Nigeria. It is laughable that Adams Oshiomole, the APC chairman, under whose watch primaries became synonymous with confusion to the effect that the party will not present candidates in Rivers and Zamfara States, is leading the call for the resignation of Yakubu as INEC chair. Their utterances and actions show little or no sanctity for life as they seek to lead us. As at Monday, the Nigeria Civil Society Situation Room, a coalition of civil society organisations, revealed that 185 people have died in the 2019 electoral cycle already unlike 58, which died in the 2018 cycle. Yet, we have not cast a ballot; forcing one to wonder how many lives we would sacrifice to elect our

leaders. And that’s why all the spin masters cannot wash President Muhammadu Buhari clean of his undignified and tactless comment of Monday on ballot box snatchers. “I gave the military and police order to be ruthless,” are not words one expects from a president under whose watch our fault lines have deepened. Good enough that Yakubu restated the provisions of the Electoral Act which spelt the punishment for the offence – two years imprisonment or maximum fine of N500, 000 fine. Even if we ignore a maxim in public communication that anytime you needed to clarify your initial statement, it means you goofed originally, a president is supposed to be father to all citizens irrespective of party affiliation. It is bad enough that the words were uttered at an APC event with the body language clearly militant enough for all to see. Our president always has problems with his utterances before assuming office and even till now, a reflection at a level, on his media handlers, and the respect he has for them. This is not, however, an endorsement of the skullduggery our politicians are adept at, but only an affirmation that we should not support jungle justice. We have lost enough citizens already to extra judicial killings.

Elections postponment and our democracy

It is no longer news that the Presidential/National Assembly and the Governorship/State Houses of Assembly elections which were hitherto scheduled for 16th, February and 2nd, March have been postponed to 23rd, February and 9th, March respectively. The postponement, according to INEC, was due to logistics and operational problems. The Commission took full responsibility for its actions and advised that same was taken in the interest of the nation. However, the shift has set tongues wagging within and outside the country with people divided along condemnation and commendation lines. Many people have even gone to the extent of accusing the Chairman of the Commission of sabotage and called for his resignation amongst other sanctions. Expectedly, the political parties are not left out in the imbroglio as there have been accusations and counter accusations of conspiracies from different directions. Though, representatives of some of the parties also commended the commission for saving our democracy from `imminent ridicule`; the basic truth of the matter remains that the `elections have been postponed`. Now that the new date of 23rd instant is fast approaching, the most reasonable things to do at this juncture is to closely study the circumstances surrounding the postponement and working on same towards ensuring that we achieve the best results that will project the country and its citizenry in good light. I have in the last few days written and circulated two very important articles titled “ELECTIONS 2019 AND THE PEOPLE`S CONSCIOUSNESS” and “NIGERIA DECIDES: WE MUST GET IT RIGHT” to sensitize the electorates on those things that are expected of them before, during and after the elections. I

have also challenged other institutions (including INEC, the Security Agencies, the Government, the Political Parties, Journalists/Media Practitioners, and the International Observers/Monitoring Groups) that will be directly or indirectly involved in the process to ensure that they discharged their responsibilities/ functions professionally and to the best of their abilities towards achieving the much desired free, fair and credible outcomes. Now that the elections have been shifted and the ban on electioneering lifted; it will not be out of place to use this medium to still do enlightenment campaign to support all that have earlier been proffered. As, a result, it is very important to advise leaders of all parties to put machineries in place to checkmate areas of concerns that have emanated from different quarters as factors that were responsible for the postponement. Though, the Chairman of INEC has assured that the work tools and processes are secured and have not been, and will not be compromised; there is need to give the Commission the benefits of the doubt albeit with extremely close and legitimate monitoring. The government and party leaders should ensure that they abstain from taking any illegal action(s) against the Chairman and or any member of the Commission as fallout of this postponement. If there are sufficient evidences of sabotage or conspiracy, the provisions of the extant laws should be strictly adhered. You are strongly advised to be cautious of your utterances and ensure to refrain from making statements that could be misconstrued and misinterpreted to causing crises in the polity. The problems caused by the `CAMPAIGNS OF DAMAGING PROPAGANDA` which have tended to

divide the people along sentimentally parochial and myopic lines are still lingering and same will cost us valuable efforts and time to defuse in the nearest future. Deliberate efforts should be made to put the interest of the country above partisan and personal considerations. If election is the process of choosing representatives by popular votes to form a government; then, the exercise will not be reasonably justified if the country is thereafter thrown into a governmentless society. In view of this fact, you will agree with me that we cannot afford to toy with this golden opportunity to ensure that we get it right. At this stage, there is need for all hands to be on deck towards ensuring that the new dates are sacrosanct and positively utilized. What should be uppermost in our minds is the need to sustain our democracy. We should not allow our selfish and inordinate ambition to derail our resolve to upholding the national and collective interest of our country and the citizenry. It is not cast in stone that a particular party or candidate must win the election; that decision should be left for the electorates to make at the polls. This is the time to prove to our leaders that they should always be guided by the fact that in any democracy, it is the votes of the electorates that will decide the people and party(ies) that will form the government. Power of incumbency and the aggressiveness of opposition parties are inconsequential to the determination and resoluteness of the electorates. It is the state of the nation and its effects on the lives of the people that will determine the voting trends. We may not have been getting it right in the past; but, henceforth, it is the will of the people that must prevail. INEC has assured us of playing its role as an uncompromised, unbiased

and committed umpire (we are watching closely with keen interest); I will also implore the security operatives to be professional in carrying out their duties. They should be apolitical and strive to put in their best towards ensuring that the lives and properties of the citizenry and the International Observers/Monitoring groups are protected in the discharge of their responsibilities. It is obvious that with a truly independent umpire and professional security operatives in place; we are almost certain of a very successful outing because the destinies of the electorates will then be left in their own hands. In view of the aforementioned, this should serve as a “CLARION CALL” to the electorates and the people that the ball is now in their court to do the needful. If we want good governance in our country; we must learn to come together during elections to take crucial decisions. It is only when our leaders realize that the electorates are `very conscious of their rights and responsibilities` that they will equally be mindful of their actions and inactions towards ensuring that the wellbeing of the citizenry are uppermost in their agenda. If we do not get it right on Saturday; it may hurt us for decades because the politicians will continue to take us for granted by concluding that we are still not `ripe to practice true democracy`. Therefore, this is the time to emancipate yourselves from mental and political slavery by proving to our leaders that “you are capable and ready to practice true and sound democracy”. Apropos to the aforementioned, you are therefore advise to eschew violence and all other electoral malpractices as we come together to take our destinies in our hands.

Editorial Commentary Revisiting ‘neither Saint nor Rogue’ Times Guest Columnist Mohammed Adamu

“Hatred is a feeling which leads to the extinction of values.” –Jose Ortega Gasset Nothing practically defines ‘hate’ better than where the hapless victim of it is crucified both ways: he is damned if he does right and he is damned if he does not’! This extreme is attained when ‘hate’ acquires the pejorative adjective ‘inveterate’. Which means to ‘hate’ habitually; not contingent upon any justifiable reason. In fact to ‘inveterate’ haters it is reason enough that the object of their hate dares in the first place to exist. And they will have neither scruples wishing that it ceases to exist, nor any qualms (if they have their way), to make sure that it ceases to exist. And maybe it is the reason that 17th century English poet Lord Byron said “Hatred is the madness of the heart”. Because only a ‘heart’ that has lost its sanity will hate strictly for hate’s sake. And it must be the reason he said “Love blinds us to people’s faults but hate blinds us to their virtues. It takes a sick heart to love those it has good reason to hate and to hate those it should have good reason to love. Although one man’s rogue may be another man’s Saint Vitus, yet a man cannot be both rogue and Saint all at the same time. He has to either be a rogue and therefore not deserving of love or he is truly a Saint and should either be loved or at the very least not hated. But a man can also be neither rogue nor saint, and therefore not to be hated even if he is not loved. Like President Buhari. He is not a saint yes; but he is definitely not a rogue either. And so if ‘love’ does not blind us to Buhari’s fault of not being a ‘saint’, why should ‘hate’ blind us to his virtue of not being a ‘rogue’. By the way should it not be sufficient that although he is neither rogue nor saint, Buhari is still able to fight roguery without pretending to be a saint? Why should those who celebrate roguery and revere known rogues arrogate the right to hate one who has persevered not to be a rogue, only because he has not lived up to their tall order of being a saint? Charlotte Bronte, the 18 Century English novelist gave practical ‘working class’ description of ‘hate’ in her novel ‘Shirley’ -a story set during the anti-industrial riots of the Napoleonic era. “Misery” she said “generates hate”, because those in misery have a tendency –often in a most bizarrely unfair manner- to locate someone to blame for their situation. And so referring to the misery of bitter workers displaced by industrial machines in the novel ‘Shirley’, Charlotte said that they “hated the machines which they believed took their bread from them; they hated the buildings which contained the machines; they hated the manufacturers who owned those buildings.” They might as well have hated those who produced the ‘machines’, or even the whole idea about ‘science and technology’, by which the ‘machines’ were made. And for Buhari there does not seem to be any let up. Head or tail political hate mongers are determined not only that he does not win, but that in fact he loses: ‘damn him if he does’ and ‘damn him if he doesn’t’! He is damned for not bringing back our girls ‘by any means necessary’ and he is damned for bringing back some of our girls by a means they now insist is unnecessary’. He was damned for being sick -although his sickness was never in the way of governance- and he was damned even for recuperating and getting back on his feet. He was damned because he would not subsidize petrol, and he was damned because he now subsidizes petrol. He is damned because he will not steal; and he is damned because he has blocked all leakages and will not allow others to steal. He is damned for the bad state of the economy (although the one who ruined it is deemed a ‘hero’), and he is damned for initiating necessary measures to revive it. He was damned for being high-handed in securing the nation, and now he is damned for not being high-handed to secure the nation. And now that all their red herrings have been loaded and expended, who knows, maybe as 2019 fast approaches, they may be forced to return to the only path of decency, the democratic process by which the people alone, and not those who purport to speak for them, can freely and willfully elect or remove their governments.

Security agencies and rescheduled elections It is now an understatement to say as a country, that we need the neutrality of our Armed Forces, soldiers and officers of the Nigerian Army in particular at this trying moment of our history than ever before. This is because recent accusations linking the army to plots to cause mayhem at the elections on Saturday, February 23 and March 9 are not palatable even though we know the allegation may not be substantiated. Neutrality of the security agencies has become very essential following these controversies trailing the shift of elections to February 23, and March 9, 2019. The Chief of Defence Staff, General Abayomi Gabriel Olorinsakin, at various fora had reaffirmed the neutrality of the armed forces in the ongoing election campaigns. In fact, as recent as February 9, General Olorinsakin had read the riot act to personnel of the Nigerian Armed Forces restricting them from polling centres or attending political rallies. Specifically, he had ordered that military personnel would exercise their voting right in mufti, devoid of any military accouterment, so that no eligible electorate can claim that he or her was intimidated. Happily, the Constitution of the Federal Republic of Nigeria 1999 (as amended) did not assign any specific electoral role to the military. It specifically empowered it to maintain the territorial integrity of the country and to render assistance to civil authorities in the event of breakdown of law and order. We agree with the Chief of Army Staff, Lt. General Yusuf Buratai, that there are needs to put proactive measures in place to prevent crisis that may lead invitation of the army. However, we are concerned that Gen. Buratai’s response to critics of President Buhari directive on the military to put ballot snatchers lives

at risk will draw the military into the political arena which ought not to be. To be able to remain in a position to maintain peace and order, the military must distance itself from political controversies which are the brick blocks of the political class in their struggle for political power. Exchanges of words between the army and politicians will only give negative hopes and jeopardise the very peaceful atmosphere the country has been striving to create for the election to be free, fair and successful. Like Buratai stated, the army must be apolitical to ensure that no negative aspersion is cast on the Nigerian Army before, during or after the elections. This way it would maintain its public respect and honour as a Nigerian Army whose loyalty is to the state and constituted authorities.

The PDP accused the duo of launching new plots to arm-twist the Independent National Electoral Commission (INEC) and security agencies into unlawful acts capable of disrupting the electoral process during coming elections. The PDP claimed that it’s the widely condemnation of alleged rigging machinations by the Buhari Presidency and the APC that frustrated pre-planned plots and eventual postponement of the February 16 Presidential and National Assembly elections. FG, Dangote flag off reconstruction of Ofeme community road network Sunday Nwakanma, Umuahia Succour and development will soon come to the people of Ofeme Community in Abia State, as the Federal Government and Dangote Industries Limited recently flagged off the reconstruction of roads and bridges in the community. The construction of the roads will be handled by AG-Dangote, a subsidiary of Dangote Industries Limited. The project is covered under Executive Order No.7 of 2019, titled Road Infrastructure Development and Refurbishment Investment Tax Credit Scheme, where “Participating investors will use tax credits to reduce corporate taxes payable to government until they recoup the value of their investments in roads and bridges.” Speaking at the flag off event, President/Chief Executive, Dangote Industries Limited, Aliko Dangote, extolled the Federal Government for the Executive Order No. 7 which allows private sector intervention in the provision of critical infrastructure. Minister of Power, Works and Housing, Mr. Babatunde Fashola, speaking at the flag off, described the Ofeme Community road network reconstruction as a gigantic project that opens the community and surrounding towns to development. Nwankwo Chukwudike, said the project on completion would open up access roads to manufacturing clusters in the area, reduce high cost of transportation and raise the standard of life for the people. An applicant, and holder of the Higher National Diploma (HND) programme, Samson Adeosun has been reportedly killed on Tuesday night in an attack on the campaign train of Mr Lola Ashiru, the Kwara South Senatorial candidate of the All Progressives Congress (APC). The attack occurred in Ojoku, Oyun Local Government Area of Kwara, which is the home town of the candidate of the Peoples Democratic Party (PDP) for the same election, Senator Rafiu Ibrahim. The Lola Ashiru campaign council blamed the attack on thugs of the PDP. Gbenga Sodeinde, Ado Ekiti Former Speaker of the Ekiti State House of Assembly, Hon. Femi Bamisile, has asked the reason behind the Peoples Democratic Party (PDP)’ s “fear and cry” over the comment credited to President Muhammadu Buhari instructing security agencies to deal “ruthlessly” with ballot snatchers during elections. The Acting Head of Department, Voter Education and Public Enlightenment of the Commission, Ahmed Waziri, told newsmen in an interview with journalists on Wednesday at the Central Bank of Nigeria, Bauchi Branch. He said all the sensitive materials for the state have been received and will be distributed across the 20 Local Government Areas of the state on Thursday (today). Waziri said, “We are here with all the electoral officers and political parties and what we are doing here is that we are sorting out the sensitive materials based on the local government areas. What we have are the sensitive materials including the ballot papers and the result sheets. All the materials are intact”. “We are sorting out the materials to be on a safer side to be sure of what we have. We are doing that based on the 20 local government areas in Bauchi State,” he added.

If for any reason they affect our timetable, we will not be averse to

shifting. But as it is now, our date stands. “If they do elections and there is a need to do a run-off and it enters another week, of course, it will affect our programmes, then we will adjust appropriately. “Our mock examination was supposed to start this weekend. Now that INEC has shifted the presidential elections to this weekend, certainly mock examination will not take place that day. “A new date for the mock examination will soon be announced to candidates. But for the examination, the date earlier scheduled stands. No date has been picked for the mock. We are still looking at other things”, he added.

Nigeria to cut oil output for higher prices Mathew Dadiya, Abuja President Muhammadu Buhari has pledged the cooperation of Nigeria to the effort being made by Organisation of Oil Petroleum Exporting Countries (OPEC) to reduce oil output in order to attract higher prices in the global market. Buhari made the pledge on Wednesday while speaking with Mr. Ahmad Qattan, Minister of State for African Affairs and Special Envoy of King Salman Bin Abdulaziz, Custodian of the Two Holy Mosques and King of Saudi Arabia, at the State House, Abuja. President Buhari said that, as a responsible member of OPEC, Nigeria was willing to go along with the Saudi initiative in limiting output so that prices would go up. The President said that output cuts had always been difficult for Nigeria considering the country’s peculiar circumstances of large population, huge expanse of land and state of under-development, adding, “I wish we can produce more.” However, he said: “I have listened carefully to the message. I will speak with the Minister of State Petroleum. I will call for the latest production figures. I know that it is in our interest to listen. We will cooperate.” President Buhari explained that higher oil prices will make both nations stronger and their citizens more prosperous. He commended King Salman for his leadership in global oil matters, assuring that Nigeria will continue to accord respect to the Kingdom in that regard. In his remarks, the Special Envoy said that he had brought special greetings from King Salman and the Crown Prince, and expressed their best wishes for Nigeria as the country goes into general elections. Mr. Qattan said the important reason for which King Salman sent him was to make a request to President Buhari to ensure Nigeria’s compliance with quotas assigned in January by exiting previous exemption from output cuts. He said his country had reduced its own output by 1.4 million barrels per day to ensure that prices went up, stressing however, that Saudi Arabia alone cannot bring stability to the oil market and shore up prices. The Special Envoy called for greater adherence to production cuts by Nigeria and hoped that he would take a positive message back home.

Banks’ credit to private sector hits N15.13trn in Q4 2018 – NBS Motolani Oseni The National Bureau of Statistics (NBS) on Wednesday said the total value of credit allocated by the banking sector to the private sector stood at N15.13 trillion as at the fourth quarter of 2018. The nation’s statistics office explained that Oil & Gas and Manufacturing sectors got credit allocation of N3.55 trillion and N2.23 trillion to record the highest credit allocation during the period under review. The bureau stated this in its “Selected Banking Sector Data for the Fourth Quarter, 2018”, posted

on its website yesterday. Further analysis of the NBS figure showed that Automated Teller Machines (ATM) from selected banks across the country recorded transactions valued at N39.15 trillion in the fourth quarter of 2018. According to the NBS data, a total number of banks staffers increased by 1.80 per cent from 102,821in third quarter of 2018 to 104,669 at the end of December 2018. It said that the amount was derived from 616,528,697 transactions recorded as data on “Electronic Payment Channels in the Nigeria Banking Sector” during the period. The bureau latest figure also

revealed that NIBSS Instant Payments (NIP) transactions dominated the volume of transactions recorded in the last quarter of 2018. The report stated that 228, 209, 423 NIP transactions valued at N23.57 trillion were recorded in the quarter under review. It would be recalled that the Monetary Policy Members (MPC) of the Central Bank of Nigeria (CBN) on Tuesday lamented over the declining bank’s credit to the private sector, as government borrowing continued to gain momentum. The CBN Governor, Mr Godwin Emefiele in a statement obtained from the apex bank official website

on Tuesday had said the private sector credit (PSC) of about two per cent was significantly below the target of 12.4 per cent. According to him, “I note the unsatisfactory pace of PSC and continue to emphasise the importance of enhanced credit flows to strategic private sector ventures through an effective collaboration of all stakeholders.” He acknowledged the risk aversion of banks to supposedly high-risk real sector ventures, stressing that improvements in banks Non-Performing Loan (NPL) position and continuing efforts at de-risking the target activities which are steps in the right direction.

Offset your outstanding payments, NCAA urges GSM operators Chukwuemeke Iwelunmo The Nigerian Civil Aviation Authority (NCAA) has advised all telecom operators who are yet to remit their outstanding payments to do so without further delay. This advice was given by the Director General, Capt. Muhtar Usman during a meeting with the Association of Licensed Telecommunications Operators of Nigeria (ALTON). In an official statement issued yesterday and signed by the agency’s General Manager, Public Affairs, Sam Adurogboye, NCAA stated that under the Nigerian Civil Aviation Authority (Establishment) Act, Section 7(1) (n), the NCAA is empowered to prohibit and regulate

the installation of any structure which by virtue of its height or position is considered to endanger the safety of air navigation. It stated, “Therefore, pursuant to the above provision, the Regulatory Authority requires an Aviation Height Clearance (AHC) approval for every highrise structure, mast, tower installation, irrespective of the height and location”. According to the Nigerian Civil Aviation Regulations (Nig.CARs) Part 12.1.7.1.11. the AHC shall remain in force for a period of one (1) year when it shall be due for renewal unless suspended or cancelled by the Authority. Similarly, the agency pointed out that the holder of an AHC certificate shall ensure proper records of AHC granted to it and the renewal of the AHC at least 30 days to the expiry

date. However, the Association of Licensed Telecommunications Operators of Nigeria (ALTON) requested a meeting with the Director-General to resolve certain perceived grey areas. Inclusive in these grey areas are that AHC should be a one-off exercise, no renewals and structures for AHC should be selective not all, particularly if it is not deemed to endanger air navigation. In his response, Capt. Muhtar Usman frowned at the obvious illegality of the directive by the association to its members to cease payments until when all matters related have been resolved. The DG, therefore, espoused all relevant statutes that bequeathed NCAA the authority to render such services and recover costs associated.

He said NCAA is a law-abiding organisation has been reluctant to review the fees for so many years even when the reality at the inception of the charges has considerably changed. According to Capt. Usman, Nigerian Civil Aviation Regulations (Nig.CARs) Part 12.1.7.1.12. the Authority shall carry out surveillance inspection of an existing structure within the Nigerian Airspace on Aerodrome or off aerodrome to ascertain the compliance level of the structures with safety measures in terms of painting, markers, lightings and approved heights for the structures. With this, there is a compulsory continuity in surveillance inspection of existing structures within the Nigerian airspace to ensure sustenance of safety of air navigation.

Naira strengthens slightly against dollar at Investors FX window Motolani Oseni The Naira on Wednesday strengthened marginally against the US dollar at the Investors & Exporters FX (I & E) window, gaining just 26 Kobo to exchange at N362.04 per dollar compared to N363.3 traded on Tuesday. At the close of yesterday trading activities, the investors’ window recorded transactions turnover of $397.32 million. The naira, traded flat at N359 to the dollar at

the parallel market in Lagos, while the Pound Sterling and the Euro closed at N471 and N410, respectively. At the Bureau De Change (BDC) segment, the naira was sold at N360 to the dollar, while the Pound Sterling and the Euro traded at N471 and N410. Forex traders, however, lamented low patronage, which was attributed to the election week. Although, the Nigerian currency, had remained stable at the parallel market, hovering around N360 to the dollar. The CBN, on Tuesday, continued its weekly forex intervention with the injection

of $210 million. Figures released by the apex bank indicated that it offered the total sum of $100million to the wholesale segment, while the Small and Medium Enterprises (SMEs) segment received the sum of $55 million. The invisible segment, comprising tuition fees, medical payments and Basic Travel Allowance (BTA), among others, also received $55 million. The Director, Corporate Communications at the Bank, Mr Isaac Okorafor, said the CBN was very pleased with the stability of the Forex market, adding that the Bank will continue to intervene in order to ensure the liquidity in the

market. According to him, having virtually achieved the objective of rates convergence, the Bank was committed to sustaining the gains recorded in the foreign exchange market. Speaking further, Okorafor expressed optimism that the Naira will sustain its run against the dollar and other major currencies around the world, considering the level of transparency in the market. Consequently, the Naira continued to maintain its stability in the FOREX market, exchanging at an average of N356/$1 in the BDC segment of the market on Tuesday, February 19, 2019.

Tax default: LCCI charges FIRS on effective communication to sustain economic growth Joy Obakeye Following complains by some corporate bodies of freezing and debiting of their bank accounts by the Federal Inland Revenue Service (FIRS) through appointed banks on grounds of tax default, Lagos Chamber of Commerce and Industry (LCCI) has urged the revenue agency to evolve effective communication and engagement mechanism with taxpayers to sustain economic growth. Mr Muda Yusuf, Director-General of LCCI, made the appeal on Wednesday in Lagos, when reacting to FIRS’s directive to banks to lift the lien on tax defaulters’ bank accounts for 30 days. The FIRS, on Feb.15, wrote to banks’ managing directors to unfreeze bank accounts of

the affected tax defaulters. It said the directive was issued because of the large number of taxpayers that besieged its offices in their bids to regularise their tax positions, and the inconveniences they were going through. Yusuf said that imposing a tax lien should be a last resort of FIRS to force businesses to pay taxes, adding that tax administration should be consistent with the principles of equity, fairness, legality, accountability and due process. “Taxpayers should be given ample opportunity to defend their positions on tax matters before a lien is placed on their bank accounts. “Some companies’ accounts are frozen in error because there is no proper engagement, documentation or communication with the

taxpayers,” he said. He urged the FIRS to exercise restraint in the adoption of this tax revenue recovery strategy because of its grave implications for investors, financial inclusion and the economy. Also, Mr Taiwo Oyedele, Tax Leader, PricewaterhouseCoopers (PwC), West Africa, said the substitution power granted FIRS under the relevant laws did not support freezing of bank accounts in the manner done by the service. “For most of the companies affected, FIRS did not send an assessment to them; they only got to know about it when they got to the banks and discovered that their accounts had been frozen. “The power granted to tax authority under the various laws is to be exercised strictly under

specific conditions; it does not confer the right on FIRS or any tax authority to forcefully collect taxes that are under dispute or arbitrary tax assessments. “An assessment is undisputed where it results from a self-assessment by the taxpayer or where the taxpayer has specifically agreed to the assessment,” he said. Oyedele said that the power conferred on FIRS must be exercised with caution and in accordance with the law to avoid a negative impact on the business environment and ease of paying taxes. He urged taxpayers to attend promptly to all tax matters including assessments and keeping appropriate records of tax affairs, saying that days of tax neglect without consequences were over.

Unilever, Sky Ad spend fall by 30% in 2018 Godwin Anyebe Unilever dropped out of the top three spending advertisers in the UK in 2018 for the first time in five years, as its expenditure fell 29 per cent to £82.8 million, figures from Nielsen have revealed.

The owner of brands including Marmite, Dove and Persil has been on a mission to cut back marketing spend since 2017 and reduce the number of agencies it works with. Unilever’s key rival Procter & Gamble, which owns brands such as Gillette, Ariel and Always, clawed back the number one spot from Sky, even though the FMCG giant’s spend dropped 5% to

£186.5 million. Sky moved to second place, after overtaking P&G last year and reducing year-on-year spend by 30 per cent to £124.2 million. The Aare Onakakanfo of Yorubaland, Iba Gani Adams, has appealed to President Muhammadu Buhari not to use the military architecture to intimidate Nigerians from exercising their franchise in the coming elections. In a statement signed by the Special Assistant on Media, Kehinde Aderemi, Adams insisted that the use of military during the elections is arbitrary, describing it as a ploy to undermine Nigeria’s democracy. “We are not in a banana republic whereby the Federal Government will strategically foist the military on us during elections. I agree there are security challenges across the country; however, nobody can use that as a ploy to use military to

undermine our democracy. What we are experiencing since last Saturday is not too good for us as a nation, because some politicians have perfected their plans to truncate this democracy through the back door. “The whole world is watching us. Many of us put our lives on the line for us to have this democracy. Many people lost their lives for us to have this democracy. Our democracy came with a lot of sacrifices. “In a civilised clime the police and the Civil defence are usually used to monitor elections, while the military is used during wars. The coming election is not a war, so why the directive to use military to monitor election processes? This is scary and their

presence will definitely lead to chaos. This election should be peaceful, free and fair. We don’t want bloodbath. “However, with this development, I have a feeling that many Nigerians will be disenfranchised and that can taint Nigeria’s image and it will also send a wrong signal to the international communities,” he said. Adams, however urged Nigerians not to be intimidated with the activities of the military, saying election is never a do or die affair, noting that the future of Nigeria is secured with a free and fair election, adding that anything short of a free and fair election will be disastrous for the nation.

Students movement passes vote of confidence on Lagos Lawmaker Some students in Oshodi/Isolo Local Government Area of Lagos State, under the umbrella of ‘Oshodi Students For Good Governance( OSGG)’, have passed vote of confidence on the Lawmaker representing Oshodi/Isolo Constituency 1 in the Lagos State House of Assembly, Hon. Olusola Sokunle, for his performance in the office and for distributing free 100 jamb forms to the students. The students movement which was led by its Chairman, Com. Oladapo George , to the constituency office of the lawmaker in Oshodi, stated that the group deem it fit to pass vote of confidence on the lawmaker because of his recent distribution of free 100 JAMB forms and visual tutorial Compact Disc. George explained that the distribution of the 100 free jamb forms was historical in the life of the members of the group, saying that they would support the re-election bid of the

Lawmaker. “What Hon. Sokunle did today for students in Oshodi is historical in the life of not only the beneficiaries but also in the constituency. We have been watching his steps since 2015 and we can authoritatively say he has done well and we know he would do more after 2019,” said George. The students, who expressed satisfaction for the lawmaker’s performance in the area of education, youth empowerment, and social services, said the lawmaker is worth reelecting for second term. Also, the Vice Chairman of the group, Miss Ashubiaro Abidat Oyinkansola, said that the lawmaker had done what could not be achieved by many of his predecessors in the constituency, saying that the students would convince their parents to cast their votes for APC across board. Oyinkansola added “We have had

many lawmakers in the past in this constituency, but none had done what Hon. Sokunle has done. For almost one year now, students in secondary and primary schools have been enjoying the free school bus ride donated by Sokunle. Now, he gave us 100 Free Jamb Forms. We thank him and we will tell our parents to vote for him on March 9” In his comment, the lawmaker who is also the All Progressives Congress (APC) candidate in the constituency for House of Assembly election, Hon. Olusola Sokunle, said the endorsement by the students movement was to make him serve the people more, saying that he would intensify his efforts in empowering the youths, women and senior citizens in the constituency. Aruna Quadri promotes Nigerian culture in ITTF new promo

Apart from making the country proud on the table, Aruna Quadri has become Nigerian culture promoter in the new promo released by the International Table Tennis Federation (ITTF) for the 2019 World Championship holding in Budapest, Hungary. Considered as the best import from Africa, Aruna Quadri spoke in Yoruba language in the promo on the quality of his forehand which makes him a threat to opponents on table.

Being one of the top eight players selected across the world for the new promo released on Wednesday, February 20 by the world body, Quadri, a quarterfinalist at the Rio 2016 Olympic Games is touted as one of the star players fans are yearning to watch in Hungary come April. In the description of Quadri, ITTF said: “Quadri Aruna’s thumping power strokes and terrific topspin are what he is known for, but there’s a lot more than

first meets the eye to the reigning African Champion.” According to ITTF, ‘Inside My Mind’ gives exclusive access quite literally into the minds of some of the world’s biggest table tennis stars ahead of the 2019 World Championships. AFCON: Expert calls for early preparation A Port Harcourt-based journalist and politician, Mr Ogbonna Nwuke, has called for early preparation and quality friendlies for the Super Eagles ahead of the 2019 African Cup of Nations (AFCON) . Nwuke made the call in an interview with the News Agency of Nigeria (NAN) in Port Harcourt on Wednesday, ahead of Nigeria’s participation in 2019 AFCON. The competition is expected to hold from June 21 to July 19 in Egypt with 24 participating national teams. “You will find that in comparison to other countries which take their time to play serious friendlies, you don’t usually find that in Nigeria. “We just come late and then may be because God is a Nigerian; we manage to go beyond the first round and so on. “I think that what is critical at this point in time is to change our coaching to achieve

An extremely modest group stages saw the Portuguese score just one goal and add two assists, as Juventus topped a group that included Manchester United. Ronaldo, across three clubs, has scored a Champions League record of 121 goals, with only his great rival Lionel Messi (106) within 50 strikes of his tally. In just 75 knockout round matches, Cristiano Ronaldo has amassed a staggering 60 goals. When you take into account he was scoreless in his first 25 matches, some of which included knockout round games, and the quality of the opposition he is playing against in these ties, his legend within football’s elite tournament is hard to fathom. Ronaldo’s record against the biggest clubs is another example of his Champions League domination, including against his current team Juventus. In last year’s quarter-finals against Juve, Ronaldo banged in three goals including a breathtaking bicycle, taking his tally against the Italian champions to 10 – more

than any other side. Second place on the list is Bayern Munich with nine goals, five of which came during his virtuoso performance in the 2017 Champions League quarterfinals. On Wednesday night Ronaldo comes up against a former rival in Atletico Madrid, a side that proved a thorn in the side of the Portugese’s Real Madrid during his time in the Spanish capital. In 31 games against Atletico Ronaldo has totalled 15 wins, 8 draws and 8 losses, while contributing 22 goals from those 30 appearances. He had only recorded one win in his past 10 matches against the club’s arch rivals. With just one goal to his name so far in the 2018/19 campaign, Cristiano Ronaldo will need to return to his record goal-scoring form if Juventus are to continue in the competition against a side renowned for their pedigree in knockout competitions.
