failing to comply with CBN 2016 foreign exchange examination findings - CBN SMIS and non-compliance with 2016 & 2017 Risk Based Examination findings. The CBN sanctioned GTBank N2 million for contravening 2016 foreign exchange examination findings -CBN SMIS and N14 million for non-compliance with 2016 & 2017 Risk Based Examination. The apex bank sanctioned Zenith Bank, N4 million twice for opening of branch in Dubai without CBN approval and terminating staff and additional penalty for failure to discharge within the stipulated timeframe respectively. Zenith Bank was also
sanctioned N2 million for application of excess charges on status enquiry. But between January and June of this year, the CBN sanctioned Stanbic IBTC Holdings, N8.1 million that involved five market infractions. Stanbic IBTC Holdings was sanctioned N2million for contravening of the CBN directive on repatriation of export proceeds. Another N2 million fine was imposed on Stanbic IBTC Holdings’ banking subsidiary for issuing payment cards with validity less than three years between December 2015 and October 2016 in contravention of section 3.13 of the CBN guidelines on card issuance and usage in Nigeria dated May 2014. According to information obtained by The Daily
Times, Stanbic IBTC Bank contravened the provisions of section 30(8) of BOFIA 1999 as amended and CBN circular reference BSD/1/2003 dated February 25, 2003 by 37 public Sector accounts and was fined N2 million. In addition, a fine of N2 million was imposed on Stanbic IBTC Bank for launching and deploying a verve prepaid debit card without prior approval of CBN in contravention of section 3.2 of the CBN guidelines on card issuance and usage in Nigeria dated May 2014. Finally, the bank was sanctioned N100,000 fine on penalty fees to NOTAP for Infosys FCM implementation agreement submitted for approval more than 30 days from the effective date of agreement.

NECO results: Candidates record improved performance Doosuur Iwambe, Abuja
The National Examination Council (NECO) has released the results of 2018 Senior School Certificate Examination SSCE with improved performance as candidates recorded 71 per cent level of pass. In a statement signed by the Acting Registrar Abubakar Gana and made available to journalists in Abuja on Monday, the examination body announced that a total of 742,455 candidates of 1,032,729 who sat for the examinations passed with five credit and above including Mathematics and English language
representing 71.48 per cent level of pass. Gana said that a comparative analysis of candidates with five credits and above including Mathematics and English Language 2017 and 2018 shows 70.85 percent for 2017 and 71.48 percent for 2018, showing an increase of 0.63 percent in 2018. He said, “939,733 candidates representing 90.47 percent scored five credits and above irrespective of English language and Mathematics”. The analysis of the results showed further that 875,454 candidates scored credit and above in English Language representing 84.77 percent while in Mathematics 850,531
representing 82.34 percent scored with credit and above indicating that more students passed the Examination in English Language more than Mathematics. The acting Registrar stated that an analysis of malpractice cases by subjects and types showed a general drop in candidates’ involvement in 2018. The analysis showed that only 202 cases of bring in foreign materials to examinations hall was recorded representing 1 percent even there were no cases of leakage and mass cheating during the examination throughout the country.

I did not defect to PDP over automatic ticket, Saraki replies Tinubu Henry Omunu, Abuja The Senate President, Dr Bukola Saraki, has faulted the claims by the National Leader of the All Progressive Congress (APC) and former Lagos State Governor Asiwaju Bola Tinubu that he defected from the APC to the Peoples Democratic Party (PDP) because he was refused automatic ticket for the 2019 general polls. Replying Tinubu in a statement personally signed by him, Saraki said that he decided to respond to claims made by the former governor in order not to “allow him to create a wrong, false and mischievous impression about the reasons for my decision to exit the APC and present his prejudice as
facts for public consumption”. Saraki declared that he has been consistent in his complaints to all leaders of the APC, including Tinubu, that a situation where the National Assembly is not constructively engaged or carried along in key policy decisions, particularly those that will eventually require legislative approval, is not in the best interest of the nation. “No genuine leader of the legislature will be comfortable that the Presidency will simply write a terse letter to the National Assembly on key issues which the federal legislature is expected to later deliberate upon and give its approval. The statement reads in part, “The Buhari administration consistently treats the
legislature with contempt and acts as if the lawmaking body should be an appendage of the executive. To me, this is unacceptable. “In the same way, I find it very objectionable that many stakeholders who worked strenuously to get the administration into office have now been excluded in the government and not consulted on key decisions as necessary and expected. “In fact, some of them are treated as pariahs. corruption, you should not chicken out from the task as a leader because doing so is a betrayal of public trust”. Nigeria escapes ban as FIFA confirms FG’s position

The World football governing body, FIFA, has suspended its planned ban of Nigeria from participating in its activities. This was contained in a statement issued by FIFA on Thursday. “FIFA received confirmations that the legitimate leadership of the NFF under President Amaju Melvin Pinnick and General Secretary Mohammed Sanusi has been given back effective control of the NFF and its offices. “In view of these circumstances, FIFA deems that the conditions set by the decision of the Bureau of the FIFA Council have now been met and consequently the suspension of the NFF will not take effect,” the statement said. FIFA also confirmed that it would continue to closely monitor the situation in order to ensure that FIFA’s rules and regulations are fully adhered to. The News Agency of Nigeria (NAN)
recalls that FIFA had on August 14 threatened to suspend Nigeria if its offices are not handed over back to the rightful executives by 12:00 (CET) on Monday. NAN reports that the Glass House had been occupied recently at different times by both the Chris Giwa and Pinnick factions of the federation’s Congress. This occupation has, however, been with the aid of men of the Nigeria Police and the Department of State Services (DSS) at such times. Meanwhile, the Special Assistant on Media and Publicity to VicePresident Yemi Osinbajo, Laolu Akande,on Monday said the Federal Government had conveyed to FIFA a letter recognising Amaju Pinnick-led Nigeria Football Federation (NFF) as the substantive board of the federation. Akande, who tweeted this on his tweeter account, said that the Pinnickled NFF was the current and only
executive committee. He said the Federal Government would continue with all relevant stakeholder to resolve dispute in a timely manner. According to him, the Federal Government is upholding NFF treaty obligations to FIFA. The News Agency of Nigeria (NAN) reports that the Chris Giwa-led NFF assumed office on July 2, following a court order that validated his election and nullified that of Pinnick. But on July 23, the Giwa-led board was sacked by men of the DSS following a presidential directive. Victor Iroele, Special Assistant to Chris Giwa on Media when contacted by NAN, said he could not respond to something he was not aware of. NAN also reports that the deadline given by the football world governing body for Nigeria to resolve the leadership dispute expires on Monday.
Paul Usoro emerges new NBA President Andrew Orolua, Abuja
A senior lawyer, Mr. Paul Usoro (SAN) has emerged as the President of the Nigerian Bar Association (NBA). The Chairman of the Electoral Committee of the NBA, Prof Auwalu Yadudu, disclosed this on Monday in Abuja while announcing the results of the NBA election held over the weekend. Giving details of the votes, Yadudu stated that Usoro polled 4,509 votes to defeat Mr Okafor Obi and Mr Ernest Ojukwu who scored 4,423 and 3,313 votes respectively. The outgoing President of the NBA, Mr Abubakar Mahmoud (SAN), lauded the electoral committee for the conduct of the election. Mahmoud also described the election as the “fairest” exercise held so far by the association. Meanwhile, the immediate past General Secretary of the Nigerian Bar
Association, Mazi Afam Osigwe, is currently challenging his disqualification from the contest for the presidency of the NBA. Recently, Osigwe said his disqualification from the poll would not stand. The Electoral Committee of NBA (ECNBA), had in a letter dated 14 June, 2018, informed Osigwe of his disqualification from the race on the grounds that he allegedly did not pay his annual dues and other financial obligations to the Nnewi Branch as and when due for at least three years immediately preceding this year’s election. “That there is no satisfactory proof of my relocation to Nnewi Branch to accommodate me within the window of exception created by the proviso to Paragraph 4(1) of the Third Schedule to the NBA Constitution, 2015 as amended. “Payment of 2016 and 2017 Branch Annual Dues cannot be verified,” the disqualification letter read.

A Federal High Court in Abuja has ordered the Economic and Financial Crimes Commission (EFCC) and the Benue State government to maintain the status quo on the finances of the state pending the determination of the substantive suit filed by the state government. Justice Nnamdi Dimgba, who issued the preservative order on Monday, directed that parties should not take further steps that would destroy the subject matter of the suit before the court. In an originating summons filed by the Benue State AttorneyGeneral , the state is challenging the powers of the EFCC to investigate or inquire into the accounts and /or appropriations, disbursements and administration of the funds of the state government having regard to the provisions of Sections 1(1) and (3), 125 (2),(4) and (6), 128 and 129 of the 1999 Constitution. Although, all the parties were on Monday represented in court by their lawyers, the vacation judge, Justice Dimgba, expressed the need for him to study the case file, as it was coming to him for
the first time. Accordingly, he ordered parties “not to take any further steps so as not to destroy the res, which is the subject matter before the court,pending the determination of the originating summons. The judge later adjourned the matter till August 29. While the Benue state government was represented by its lawyer, Mr Emeka Etiaba (SAN), Slyvanus Tahir appeared for the EFCC. The EFCC had earlier this month, placed No Debit Note (NDN) on certain accounts of Benue State government on the grounds that it was investigating alleged fraud. Meanwhile, before Monday’s proceedings, Justice Babatunde Quadri had earlier summoned the EFCC to appear before him to explain its action. But Benue State later claimed that the commission had defreeze the accounts the same day the order was made. In the course of its investigations, the commission had interrogated some high ranking government officials, including the permanent secretary, Government House; permanent secretary, Bureau
of Internal Affairs and Special Services, Mr. Kato Ijir; Secretary to the State Government, Mr. Agbo Omada ; Terwase Orbunde, chief of staff to the governor; Dr. Dura Magdalene, special assistant and adviser on SDG’s to the governor and Mr. Stephen Amase. Besides, the government officials, the deponent further averred that the EFCC also invited and interrogated members of the state House of Assembly, including Avine Agbum, Dominic Ucha, Ngohemba Agaigbe and Ngunan Adingi among others. In the suit, the state further urged the court to determine whether by virtue of Sections 6, 7 and 38 (1) of the Economic and Financial Crimes Commission (EFCC) Act, 2004, or any other law, the EFCC or any other body, authority or person beyond the Benue state House of Assembly and the auditor- general, Benue state (4th and 5th respondents), has the power to investigate or inquire into the accounts and /or appropriations, disbursements and administration of the funds of the state government. Other respondents in the suit are the speaker of the Benue state House of Assembly, clerk of the state assembly, Benue the state House of Assembly and
the auditor-general of the state. The state asked the court to determine “whether in the absence of any resolution duly passed by the Benue state House of Assembly authorizing the EFCC or any other body, authority or person to investigate and/or inquire into the accounts or appropriations, disbursements and administration of the funds of Benue state government, the EFCC or any other body, authority or person can lawfully and constitutionally embark on such exercise without breaching the clear provisions of Sections 1 (1) and (3), 125(2), (4) and (6), 128 and 129 of the constitution. “Whether the continued invitations of officials of Benue state government, investigations and/or inquisitions into the accounts and/or appropriations, disbursements and administration of the funds of Benue state government by the EFCC or any other body, authority or person under any guise having regard to Sections 1(1) and (3), 125(2), (4) and (6), 128 and 129 of the constitution do not negate the doctrine of separation of powers as enshrined under Sections 4, 5 and 6 of the constitution”.

Furthermore, Saraki maintained that, “I further noted that those APC elements have done everything to ensure that the basic rules of party administration, which should promote harmonious relations among the various elements within the party were blatantly disregarded. “All governance principles which were required for a healthy functioning of the party and the government were deliberately violated or undermined. And all entreaties for justice, equity and fairness as basic precondition for peace and unity, not only within the party, but also the country at large, were simply ignored, or employed as additional pretext for further exclusion. “The experience of my people and associates in the past three years is that they have suffered alienation and have been treated as outsiders in their own party. Thus, many have become disaffected and disenchanted. At the same time, opportunities to seek redress and correct these anomalies were deliberately blocked as a government-withina-government had formed an impregnable wall and left in the
cold, everyone else who was not recognized as one of us. “This is why my people, like all self-respecting people would do, decided to seek accommodation elsewhere. “Tinubu himself will recall that during the various meetings he had with me at the time he was pursuing reconciliation within the APC, I raised all the above issues. I can also vividly recall that he himself always expressed his displeasure with the style of the government and also mentioned that he had equally suffered disrespect from the same government which we all worked to put in office. “I also made the point that whatever travails I have gone through in the last three years belong to the past and will not shape my decisions now and in the future. “However, during those meetings, the point of disagreement between Tinubu and I is that while I expressed my worries that there is nothing on ground to assure me that the administrative style and attitude would change in the next four years in a manner that will enable us to deliver the positive changes we promised to our people, he (Tinubu) expressed a strong opinion that he would rather ‘support a Buhari on the hospital stretcher’ to get a second term because in 2023, power will shift to the South-West. “This viewpoint of Tinubu’s was not only expressed to me but to several of my colleagues. So much for acting in national interest!

TSTS Policy: Expert urges healthcare providers to close ranks Moses Oyediran, Enugu Health expert, Dr Emmanuel Abanida, has urged healthcare providers to close ranks to evolve robust health delivery meant to touch people at the grassroots. Abanida, who is a Senior Technical Advisor of Partnership for Advocacy in Child and Family Health (PACFaH), made the call in Enugu on Monday during the Enugu State Task Shifting and Task Sharing (TSTS), policy dialogue. The dialogue was organized by South Saharan Social Development Organisation (SSDO). The goal of the TSTS policy is to meet the universal health coverage for the whole country. The policy is meant to meet the health needs of the Nigerian population through the mobilization of available human resources to ensure equity, accessibility and effectiveness in the delivery of essential healthcare services. Abanida noted that TSTS, which is a policy adopted by the Federal Government in 2014, would not be realizable if each
health workers’ group continue to work in isolation and not appreciating the others. “TSTS Policy, which was adopted and promoted by the Federal Government, World Health Organisation (WHO) and other health partners, is the only way for us as a nation to fill the health man-power gap that will make universal and widespread health coverage possible. “It is obvious that we have shortfalls in qualified health manpower in various health fields, while many of qualified health workers will not want to work in the remote areas as well as our villages. “But we can harness some health practitioners at the lower level like the community health workers, community pharmacists and patent medicine dealers, who are always there with the people at the localities. “When we harness and train them by the means of task shifting and task sharing, more health workers can attend to our people in the localities by knowing what to do on time when health issues arises,’’ he said. The expert noted that the policy, when fully implemented, would check the level of infant and maternal mortality as well
as avoidable deaths in rural localities where health facilities and man-power are limited. According to him, the policy will lessen the suffering rural people go through in traveling from localities to the cities as well as its attendance cost and risk also. Earlier, SSDO’s Project Director of TSTS, Dr Stanley Ilechukwu, said that the dialogue was meant to pool the leaders of the various health workers, unions and government together to brainstorm on the way forward for the policy. “We believe at the end of the day, the various health professionals will seek a way to key into the TSTS and make healthcare delivery accessible and affordable to our people in the rural areas,’’ Ilechukwu said. The facilitator of the dialogue, Dr Uche Agu, said that the policy would ensure improved health indicators for the state. Agu, who is also the Executive Secretary of Enugu State Action Committee on AIDS (ENSACA), said that the policy, when fully domesticated, would assist the state to achieve the Sustainable Development Goal on health and improve rural health in general.

Separated by war, families reunite after decades Adebisi Oyindamola, Abuja Nearly 70 years apart, dozens of elderly North and South Koreans separated by the 1950-53 Korean War, have met for the first time since their families were broken apart. Is N50,000 stipend for youth corps members realistic?

Let me start by commending Vice President Yemi Osinbajo. I heard that while President Buhari was out in London, he started revisiting the issue of tenure for permanent secretaries, directors and other big shots. While Umaru Yar’Adua reigned, he signed into law a recommendation by the Oronsaye Committee, that these big cats in the civl service should not serve more than eight years. Why? Not only were they too many, too greedy and corrupt, but also there was an increasing queue of competent people who needed to be given a chance (to serve, not to steal). Many hated Yar’Adua for acceding to that idea, and immediately Buhari came, they whispered sweet nothings in his ears and he reversed the rule. That was one of the decisions which lost the anti-corruption war for Buhari before it started. It was one of the reasons I knew the man will achieve nothing. His idea of governance is locked in 1984. Those who whispered to Buhari told him the eight-year limit makes people steal. But we know people who stayed in positions for 15 to 20 years in this country, did precious little and were utterly corrupt all through. Buhari’s courtiers also brought in the religious and tribal angle, by saying it affected a certain group of people. Na wa! Anyway, let me also congratulate Osinbajo for visiting the site of a collapsed building in Abuja, in a matter of hours. He also asked for a review of the notorious Special AntiRobbery Squad (SARS). The man has much ‘action’. But there is a big problem, in my view, about to erupt. I have been thinking of the implications of the government increasing the stipend for youth corpers to N50,000. It was announced at one of their public outreach programmes (POPs) and the corpers cheered; with many chanting ‘APC! APC!’ Now this is an election year and the party is desperate for a come-back. Now, it is mostly youth corp members who help in conducting elections. So if the corps members are to repay a favour, the elections should be a clean sweep for the party. It will therefore be unpopular for anyone to push for government to slow down on this idea a bit.
My first worry is that as an entrepreneur, this will put me in a very tight corner. It’s tough paying salaries month after month and now this. I manage to get a few youth corp members to work with me every now and then, and we pay them N30,000 monthly. With the additional N19,500 they collect from the government for now, they live a decent life. If I continue paying N30,000 then they’ll be earning more than some of their colleagues who had finished service for years. So we as entrepreneurs will come under immediate pressure to increase salaries by a considerable percentage across board. Where will the money come from? Is government not disconnected from reality? I understand though that many companies – including government agencies – take these young corp members and refuse to pay them at all, for a whole year! We have socalled entrepreneurs in this country, gallivanting around as ‘big boys’ but who owe the small people who work for them for months! I believe those people will get their just desserts. So if for the fact that many organisations now see youth service as free labour, it is indeed in order to increase the stipend. But by almost 200 per cent? That is a lot. In Nigeria we never increase things in small proportions. Government last increased electricity tariffs by 45 per cent. Petrol increased from N87 to N145. When government itself does not understand the implication of increasing prices in leaps and bounds, and has no sense of propriety and measurement, we can least expect the private sector not to be desperate. But curiously, it is the government, and large private sector monopolies alone that can do such things. The Small and Medium-scale Enterprises (SMEs) are increasingly being crowded out of business. But who cares? Certainly not the government. We should institute a yearly increase in salaries that is commensurate to inflation instead. That makes better sense. The very clear implication of this leap in the salaries of the youth corp members to N50,000 is that the minimum wage being sought by government workers is now a
fait accompli. Minimum wage for the lowest full-time government employee is N18,000 presently. Many states are complaining that they cannot cope with this, and many still do not pay youth corp members a kobo. Now with the official stipend going to N50,000 by October, government must increase the minimum wage to around or over the same amount. It will not make sense for corp members to earn more than full-time workers, or to earn so much during that one year interregnum only for them to earn lower after completing service. So, the minimum wage should probably rise to N50,000 or N60,000. I had hoped that instead of increasing wages vertically, government should try and employ more youths into unskilled work like environmental and light security, but who am I? Therefore a great inflation is coming, as it usually doe, to take the money from the hands of the workers, and the corpers, and to make those who are unemployed and underemployed even poorer. Many will become emaciated and undernourished. The real issue with government is that they are under an illusion. Crude oil price is around $74, and Madam Kemi has borrowed billions of U.S. dollars into the next 30 years. There is an illusion of liquidity and prosperity. But it is like doing drugs. In the morning cold turkey will set in. In the streets we call it ‘jonesing’. And I reckon that the next ‘jonesing’ session will not be funny at all. If these wages increase, our States will owe even more months of salaries. A clear implication may be a further devaluation of the naira, so that $1.00 becomes N600 and the allocations received by state from federal looks bigger and covers more salaries. It’s like pouring a drum of water into your stew. It looks plentier but the taste is gone. It’s not as it Nigerians have not suffered enough. Naturally, inflation will climb up with that much velocity of money in circulation (and we are talking stagflation and hyperinflation), and with this, interest rates will go up as the nation gets enveloped in liquidity that is unmatched with higher productivity or any improved economic complexity. By economic complexity I mean we
haven’t yet gotten many industries going and aren’t as yet producing much of the things we consume. As entrepreneurs are forced to increase salaries, they will be forced to lay off staff, and many companies will simply fold up. Companies that can unionise and increase prices commensurately (or even game the system) are in a better position, but lone wolves will be isolated and devoured. With a combo of higher inflation, higher interest rates, job cuts – higher unemployment, are we not going to be back in another recession or depression this time? These are indeed signs of economic depression. Add to these the fact that with state governments being under more pressure to pay staff, and owing more, basic government services will suffer. Hospitals will become morgues the more. Strikes will become rife. I wish I’m wrong. If there is a better analysis out there, someone should enlighten me. I don’t like the idea of that much increase in the stipend of corp members – and that is not because I earned only N550 per month in my time in 1992. Why not increase from 19,500 to say N25,000? Or a maximum of N30,000? Has government considered the full implications of this? Is it even true? I have seen this country walk into many sucker punches in the past. I have seen us take very stupid decisions and then go crying to God to save us! Yes, our lives as a people has been about lurching from one crisis to the other. Are we setting ourselves up for another major fail? Who will we blame if it pans out exactly the way I have imagined it will and majority start gnashing teeth? What happens if crude oil falls and when shylock creditors start demanding their pounds of flesh? Already 60 per cent of our revenue is being used to service debts. Is this sustainable? What sort of economics is this? And if government knows some magic rabbit that it is about to pull out of its hat, it should let us in, so that we can plan. Nothing helps entrepreneurs more than the ability to plan. Nothing kills them like bad surprises. And they’ve had too many in this space.

Editorial Commentary Patients’ Bill of Rights and implication for Nigerian healthcare reform
Times Guest Columnist Dr. Jumai Ahmadu The new Patient Bill of Right signed into law by the Vice President of Nigeria, Professor Yemi Osinbanjo last week demonstrates in clear terms the present Administration’s resolve to reform the nation’s healthcare system for the good of all. It also demonstrates the progress being made in making qualitative healthcare service available to all Nigerians irrespective of their class or political leanings. The bill initiated by the Nigerian Consumer Protection Council (CPC) covers the consumers or citizens relationship with insurers, health plans and everyone else in the healthcare systems. It contains basically health insurance reforms which it tries here to cover holistically for the common good of health consumers. This is in fulfilment of one of the campaign promises of the President Muhammadu Buhari’s administration. The goal of the Patient Bill of Rights is to put Nigerians consumers back in charge of their health coverage and care. It contains and come with certain obligations to take an active role in making the systems work smoothly. The Patient Bill of Rights was enacted and developed with the expectation that hospitals and health institutions would support these rights in the interest of delivering effective service to patients without any man-made hindrances. The Nigerian hospitals or Medical Associations are encouraged alongside other institutions to translate or simplify the Patient Bill of Right to meet the needs of their specific patient populations and to make patient rights and responsibility understanding to patients and their families. The bill also stipulates that a patient rights can be exercised on his or her behalf by a designated surrogate or proxy decision maker if the patient lacks decision making capacity or is legally incompetent or is a minor. This articulated Bill include the following; (A). The patient has the right to considerate and respectful care. This is and has always been the missing link in our healthcare administration (B). The patient has the right and is encouraged to obtain from a physicians and other direct care givers relevant, current and understandable information about his or her diagnosis, treatment and progress and prognosis. (C). The patient has the right and except in emergencies when the patient lacks the ability to make decisions and the need for the treatment is urgent, the patient is requested and is entitled to a chance to discuss and request information related to specific procedures or treatments available. The risks involved, the possible length of treatment and recovery, and the medically reasonable alternatives to existing treatment along with their accompanying risks and benefits. (D). The patient has the right to know the identity of physicians, nurses and other health practitioners involved in his or her treatment and rehabilitation as the case may be. (E). The patient also need to know the immediate and long term financial significance of treatment choices in so far
as they arise. (F). The patient has the right to make decisions about the plan of care before and during treatment or plan of cure if it is permitted by law and hospital policy and be adequately informed of the medical consequences of such actions among other rights stipulated in the bill. The present Administration by this bill enacted and signed into law revolutionize one of the important sectors that touch the lives of Nigerians directly; the health sectors particularly the accident victims who before now have to wait for police report before been attended to by healthcare practitioners. Also with the introduction of this historic bill, patients must be treated first before payment has to be made when the need arise, unlike in the past when patients are mandated to make deposits before they are attended to in our hospitals. Prior to signing of this bill into law, we can all attest to the fact that the Nigerian patients’ rights were denied without punitive measures being applied, but by this singular gestures of government giving to Nigerians, one of their basic rights through legislations, our health sector shall never be the same again. Invariably also, the complaint made every day against the dehumanizing attitudes of our healthcare practitioners can now be redressed through the Nigerian judicial systems that is constitutionally empowered to apply appropriate sanctions against erring medical practitioners. The collaborative nature of healthcare requires that patients and their families and surrogates participate in their care. The effectiveness of care and patient satisfactions with the course of treatment comes through shared responsibilities and the successes depends in parts on the patient fulfilling certain responsibilities (A). Patients are responsible for providing information about past illnesses, hospitalizations, medications and other health related matters. (B). Patients must take responsibility for requesting additional information’s or clarifications about health status or treatment when they do not fully understand the current instructions. (C). The health institutions have a copy of their written advance directive if they have one. This is a basic responsibility of patients. (D). The patient must report any anticipated problems in following anticipated treatments. this will make the practitioners job easy. Finally, patients should be aware that the hospital has to be reasonably efficient and equitable in providing care to other patients and the community. The hospitals rules and regulations are designed to help the hospital meet this obligation. As a government responsible to the yearning of its people for development in the health sector, the Buhari administration has played its part in legislating this Patients’ Bill of Rights for its people. The citizens are hereby called upon to reciprocate this gesture by abiding by the tenets of this bill for the common good. Everywhere in the world, institutions and its customers have shared responsibilities and Nigeria is not an exception.

Rice revolution and matters arising

efore the creation of Ebonyi State on October 1, 1996 by the former military Head of State, the late Gen. Sani Abacha, rice was one of the nation’s stable foods and still remains the mainstay of the daily living and earning of the people. For years now, Abakaliki, the Ebonyi State capital, has been known as home of local rice production not only in Nigeria, but in West Africa sub-region. Ebonyi State is one of the most agrarian of the states in Nigeria. Made up predominantly of farmers, with savanna and semi tropical vegetation, humid, sandy and marshy soil, the state is blessed with moisture land for growing of varieties of cash and food crops especially rice. Among the agricultural potential, the production of the famous Abakaliki rice has made the state so popular and a beehive of commercial hub. No visitor who comes to Abakaliki, the state capital, without testifying to the high quality of Abakaliki rice compared with other rice produced locally and internationally. The Abakaliki rice is blessed with so many nutritional values, which are gotten from the salinity in the land of Abakaliki rice mill. It is even better and graded higher by those that experienced its nutritional values. Apart from its nutritional value, the Abakaliki rice is naturally salted with good taste. The reputation of Abakaliki rice is derived from its superior taste. Rice production no doubt has created jobs from which a lot of people feed their families. There are a lot of jobs people do in Abakaliki rice Mill Industry including technical/professional and unprofessional/ causal works, as well as others who sell their wares in the area. The Abakliki Rice Mill, as it is popularly called, is adjudged to be the first indigenous company since the creation of the state. During the creation of the state, at least Abakaliki rice Mill Industry was equally the only existing industry in the state. The first milling engine procured for milling of Abakaliki rice was bought by one Mr. Anekwe Bestman. The relocation of the mill to its present site was done under one Hon. P. O. Nwike, who was then the Executive Chairman, Abakaliki Local Government Area in the then Anambra State. Signatories to the statement included the Chairman,Joseph Ununu; Administrative Secretary, Nwede Richard; Secretary, Usulo Emmanuel and Fidelis Igwe. However, on November 15, 1977, the land used for the construction of the rice mill was leased by the Abakaliki Local Council to Rice Mill Abakaliki, for 99 years upon payment of valuable consideration. In September 1989, the Rice Mill Asociation Abakaliki was registered as a company with the incorporation name – Rice Mill Company Nig. Ltd with registration number RC. 136,800. But on January 1, 2000, the customary right of occupancy with respect to the entire area of land measuring 1938.464 square metres
occupied by the company was issued by the Government of Ebonyi State government. The continued production of Abakaliki rice became endangered in the past administration of former Governor Martin Elechi, due to the face-off between the Abakaliki Rice Mill Company and Ebonyi State Government on the planned relocation of the rice mill to the three rice clusters in each of the senatorial zones of the state. However, respite came with the emergence of David Umahi, as the governor of Ebonyi State. With the dwindling oil revenue, the present administration has re-emphasised the need to revert to agriculture which was the mainstay of the Nigeria’s economy before the discovery of oil. In line with his vision for agricultural revolution especially rice in the state, Umahi has procured 40 tractors for rice production. The Ebonyi State Government has earmarked 40,500 hectares of land for rice cultivation for next year’s farming season spread across the 13 council areas in the state. Each of the LGAs has 2,500 hectares mapped for the rice production while IFAD has six thousand hectares and FADAMA, 2,000 hectares. We are of the opinion that with the above measures, the rice revolution in Ebonyi State will play a major role in ensuring local production of the stable food and reduce importation of foreign rice to barest minimum.

29-year-old cyber fraudster and cultist, Taiwo Akinola has been arrested by the police in Lagos for attempting to kill his mother for ritual to advance his cruelYahoo plus business. The suspect who lives with his mother, Mrs Alice Iyabo Akinola at No.2 Raji Ajanaku Street, Alaja Road, Ayobo, Lagos had allegedly smashed his mother’s head with a plank and a pressing iron at about 8:30am last Sunday. Confirming the arrest, the Lagos State Police Command said Akinola who is a member of the Aiye confraternity had confessed to the fact that he wanted to use his mother for money ritual. The Lagos Police Public Relations Officer, SP Chike Otti who spoke on the development said, “The suspect lives with his mother and her grandchild Master Faruk, age 14 years. “In a carefully thought out plan to kill his mother, Akinola who is a staunch member of the notorious Aiye confraternity, went to the victim’s provision store in front of their apartment and told his mother to meet him inside the house for an important discussion and at same time sent his nephew, Faruk to go buy him a white handkerchief and a stick of cigarette. “As soon as the victim entered the house, the suspect attacked her, smashing her head with a plank, pressing iron and a UPS charger to ensure she didn’t survive the ferocious attack.
“However, when Faruk returned from the errand, he didn’t see his grandmother in the shop so he went into the house only to see the poor woman lying in a pool of blood. Shocked by what he saw, the small boy raised the alarm which attracted neighbours to the scene. “They called the Divisional Police Officer in charge of Ayobo Division who arrived the scene with his team and promptly arrested the suspect and secured the scene for further investigation by the police forensic experts attached to the Homicide section SCIID Panti, Yaba.” Our correspondent gathered that
the victim was immediately rushed to an undisclosed hospital for treatment and was found to be hanging onto life. Oti further said, “Right now, the doctors are battling to revive Mrs Akinola who presently is unconscious. Meanwhile the CP has paid the initial hospital cost which enabled the doctors to commence treatment.” In his brief confessional statement, the suspect said, “I was asked by a native doctor to kill my mother in order to have more money. I only wanted to advance my Yahoo business to make more money and earn respect amongst my contemporary.”
The Police also revealed that when the room of the suspect was searched, two calabashes with one containing human skull and the other, a mixture of dark concoction; a plank perforated with nails and stained with blood; a pressing iron stained with blood; a white handkerchief with which he wanted to scoop the victim’s blood; a bottle containing oil and labelled Back to Sender; were all found in his room. Speaking on the incident, the Commissioner of Police, CP Imohimi Edgal called on Lagosians to rise against all forms of crime and criminality.
Diamond Bank disburses N1bn under cash flow-based SME lending scheme Joseph Inokotong, Abuja Leading retail bank, Diamond Bank Plc, has again reiterated its support for Small and Medium-Scale Enterprises (SMEs) as the Bank announced its disbursement of over N1 billion under the cash flow-based SME lending scheme. Launched in January 2017 in partnership with the Women’s World Banking (WWB), the scheme features the Cash Flow-based MSME Lending Methodology, which has a strategic focus on cash flow, net asset capacity, character and business proficiency of SMEs as a means of determining their eligibility to access credit. Under the lending scheme, the Bank was able to disburse a total of N267 million during the
pilot phase, while it disbursed N750 million between June and August 2018. DSS, police arrest Biafra Zionists leader, members Moses Oyediran, Enugu Leader of the Biafra Zionists Federation (BZF), Barrister Benjamin Onwuka was on Monday morning arrested in Enugu. The pro-Biafra agitator was nabbed alongside some other members of his group. A combined team of security operatives made up of the Department of State Services (DSS), and the Nigeria Police were said to have been involved in the operation. They were arrested after another failed attempt to enter the Enugu Government House for the inauguration of Biafra. A source hinted that they had marched from the Presidential Road, through Rangers Avenue, but were stopped at the Bissala Road entry to the Government House by security operatives. Deputy Leader of the group, Mazi Ambrose Ugwu, who confirmed the arrest to journalists, said whereabouts of their members remained unknown. “Our people left this morning (Monday) for the Enugu Government House to foist the Biafra flag, but they were stopped on getting close to the road leading to the place. “DSS operatives stopped them from entering the Government House. They told them to stay within the Bissala Road axis and do whatever they wanted to do. “However, our leader refused, insisting that he must be allowed to enter the Government House. After a while, they brought vehicles and told them to enter, claiming that they were taking
them to a place for a dialogue. “As we speak, we have not heard from them. As far as we are concerned, this is abduction, because they were taken to unknown place. We have gone to the State CID but they are not being detained there.
“We are, therefore, calling on the international community, especially, US President, Donald Trump and the Prime Minister of Israel to intervene for their immediate release. “From the information I have, over 50 of them were arrested; they were not
armed; they are just freedom fighters. Should anything happen to them, we will hold the South-East Governors responsible,” Ugwu said. The Police and the DSS are yet to issue official statements on the reported arrest.
IGP measures to overhaul SARS too cosmetic, NGOs lament Joy Anyim, Lagos Two non-governmental organisations and human right crusaders, Access to Justice and Network on Police Reform in Nigeria (NOPRIN) have described the steps taken by the Inspector General of Police (IGP), Ibrahim Idris to reform the Special Anti Robery Squad (SARS) as too short, and will not go far enough to effect the needed change. According to both agencies who spoke via a press release issued recently, the measures by IGP Idris led Police management to reform SARS was long overdue, but the steps taken so far appear like a knee-jerk reaction to the Presidential directive, having been announced just on the heels of the directive. The NGOs maintained that the speed with which the IGP had responded to the directive shows no thoughtful reflection or consultations were made on such issue of public importance. Part of the statement signed by Joseph Otteh, Director, Access to Justice and Okechukwu Nwanguma, the National
Coordinator, NOPRIN reads, “In compliance to the acting President’s (Prof Yemi Osibanjo) order, the IGP had ordered the immediate overhauling of SARS nationwide, changing its nomenclature, its commanders and structure. He also promised a new set of ‘Standard Operational Guidelines and Procedures, and code of conduct for all FSARS personnel’. “After a review of the IGP’s new overhaul order, we are convinced that the measures come too short, and do not go far enough of what is needed to reform SARS. “Also there are no measures of accountability for unlawful actions proposed in the new policies. The IGP offers the public, communication channels for reporting grievances against FSARS, but did not commit the police force to ensuring that every complaint made against FSARS operatives will be promptly and fairly investigated, and where substantiated, result in a definite outcome. “It is important to note in this context that the police force has always had communication lines for reporting unlawful
or unprofessional behaviour of its officers. “The IGP also fails to offer concrete proposals for ensuring safeguards against abuse; his new policy contains no measures/ guarantees for: (a) protecting complainants; (b) ensuring complaints get fair and speedy consideration, and (c) complainants are not subjected to reprisal attacks or persecution by persons within the police system.” They stated. Access to Justice and NOPRIN, therefore, called on the IGP to go back to the drawing board, and fashion a new, more embracing and inspiring set of reforms for SARS. On ways to make the Police Service Commission (PSC) vibrant and true to its calling, both agencies called on the presidency to order for its rejuvenation; saying the PSC is the body constitutionally mandated to appoint and discipline members of the Police Force. They urged the presidency to give directives that push the PSC into more active gear, to justify its existence and play its part in reforming Nigeria’s police force into a truly democratic institution.

‘Aspirant can’t challenge results without participation in election’ FACTS: This is an appeal against the judgment of the Court of Appeal,Abuja Division, hereinafter referred to as the lower court, delivered on the 15th day of February 2017 striking out Suit No. FHC/ABJ/ C5/997/2014 at the Federal High Court sitting at Abuja, hereinafter referred to as the trial court, for incompetence having commenced by the appellant who lacks the locus standi to institute same. The appellant herein, as plaintiff at the trial on 12th December 2015 filed an originating summons against the respondent, as the defendants, seeking answers five questions; Anticipating the answers to the questions to be in his favour, the appellant prayed the court for; . “A declaration that the plaintiff having been elected by the majority of the lawful votes cast at the primary election held on 8th December, 2014 for the election of a governorship candidate for the 1st defendant where the authentic and authenticated list of delegates for the 1st defendant held on 1st November, 2014 and sanctioned and recognized by the Federal High Court of judgment of 24th November, 2014 is the right candidate of the 1st and 2nd defendant whose name must be submitted to the 3rd defendant as their rightful candidate for the general election of 2015. Among six other declarative reliefs. Plaintiff also asked for “an order of injunction restraining the 3rd defendant from accepting, recognizing, acknowledging or put on the ballot the name of any person other than the plaintiff as the governorship candidate of the 1st defendant for Enugu State for the 2015 general election. Any other relief to which the plaintiff may be found entitled by the Honourable Court.” Upon being served the originating summons, the 1st and 2nd respondents filed a notice of preliminary objection to it and counter affidavit in opposition hereto. The 3rd respondent also filed its counter affidavit to the originating summons. The 4th respondent who was joined by the order of the court, also filed his preliminary objection to the originating summons and counter affidavit in opposition. Arguments in respect of the preliminary objection and the substantive suit were heard together by the trial court which , in considered judgment dated 2nd March 2015,overruled the preliminary objections, assumed jurisdiction and dismissed appellant’s suit it adjudged unmeritorious. Dissatisfied appellant appealed to the lower court in Appeal No. CA/A/157/2015. Equally aggrieved, the 1st and 2nd, as well as 4th respondents appealed against the trial court assumption of jurisdiction in appeals Nos. CA/A/157A/2015 and CA/A/157B/2015 respectively. The lower court considered the three appeals separately. In respect of appeal No. CA/A/157/2015, the affirmed the trial court’s findings that the appellant has failed to prove his case and dismissed same. In allowing appeals Nos. CA/ A/157A/2015 and CA/A/157B/2015 the court struck out the suit at the trial court having being commenced by the appellant who is lacking the
necessary locus standi. Aggrieved, the appellant appealed against the these findings of the lower court vide his notice containing five grounds of appeal. ISSUES “Whether the learned justices of the Court below were not wrong in their view and their conclusion that the Appellant has no locus standi to initiate or institute the action, that his case was based on parallel primary of PDP when this was not the case and in striking out the case on the ground of lack of jurisdiction GROUNDS 1,2&3”. TIMES LAW REPORT Appellant’s locus standi to prosecute his case ,learned counsel further submitted lies in the clear words of the 1st respondent’s Constitution and guidelines for the conduct of its primary election which illegalize the primary election conducted by Asara A. Asara led committee. That the suit challenges 1st respondent’s unlawful return of the 4th respondent as its candidate in the 2015 Enugu State gubernatorial election. Relying on Madukolu V. Nkemdilim (1962) All NLR 587, Dingyadi V. INEC (2011)LPELR 950 (SC) and JUIH V. Onoyivwe (1991)1 NWLR (pt 166)166, learned counsel submits that being properly constituted, nothing in the appellant case which prevents the court from entertaining the case as enable by Section 87(9) of the Electoral Act as amended, the lower court’s otherwise findings at pages 971- 972 and 976977 are perverse. Responding on the issue learned counsel, for the 1st and 2nd respondents, contends that paragraphs 12,13,14,15,and 16 of the affidavit in support of the appellant’s
headed by Asara A Asara. The reliefs the appellant canvasses along with averment in the affidavit in support of the originating summons, the learned counsel submits, constitute appellant pleadings from which he cannot resile. Relying on Abubakar V. Joseph (2008)13 NWLR (pt 1104)307, Agu V. General Oil limited (2015)17 NWLR (pt. 1488) 327. American Cynamid V. Vitality pharmaceutical Ltd (1991)2 NWLR (pt171)15 and PDP V. Sylva & ors (2012)13NWLR (pt 1316)85 at 127 learned counsel submits that such admission on the appellant’s part, the so admitted requires no further proof. It was further argued that the appellant has taken his case completely outside the purview of Section 87(9) of the Electoral Act 2010 as interpreted by this Court. The 3rd respondent counsel cites the decisions in Utih V. Onoyivwe (1991) 1 SCNJ 25 at 49 , Odofin V. Agu (1992) 3 NWLR (pt. 229)350, AG Federation V. Shode (1990) 1 NWLR (pt.128) 500 at 542 and Madukolu V. Ikemdilim (supra) in reiterating the threshold nature of jurisdiction. The 4th respondent learned senior
counsel contended that the appellant sets up his case on two competing primaries. The primary election the appellant asserts he contested and emerged the winner from, it is contended, is the election conducted with the list of delegates purportedly sanctioned by the Federal High Court. The other primary election, the learned senior counsel contended, being the one conducted by the King Asara A. Asara led panel with the list of delegates approved by the 2nd respondent. Relying on Daniel V. INEC (supra)148 at 155, Abubakar V. Yar’adua(2008)19NWLR (pt. 1120)1 at 154 and Okadigbo V. Emeka (2012)1SCM 202 at 214 learned counsel reiterated that no court has the jurisdiction of adjudging which of the two primaries of a political party produced its candidate for an election. DECISION It is settled, as well that for a court to be competent to entertain a case, the suit must be initiated by due process of the applicable law, before a properly constituted panel and there is no feature in the case which prevents the court from exercising its jurisdiction. See Madukolu V. Nkemdilim (supra) at page 379, Oloba V. Akereja(1988)3 NWLR (pt. 84)508, SLB consortium Ltd V. Nigeria National Petroleum Corporation(2011)5 SCM 187 and Chief S.S. Obaro V. Alhaji Sale Hassan (3013) LPELR - 20089(SC) Again, where a plaintiff’s locus standi to maintain an action is challenged, it is the plaintiff claims that determines the objection. If, however, the action is commenced by an originating summons it is the averments in the affidavit in support alone that is examined in determining whether or not the court is competent to proceed.See Izenkwe V. Nnadozie 14 W.A.C.A. 361 at 363, Adeyemi V. Opeyori (1976)9- 10 SC 31 at 51 and Tukur V. Government of Gongola State(1989)LPELR - 3272(SC). It is also trite that finding of a court against which there is no appeal remains binding and conclusive. In the instant case, the trial court’s finding that appellant’s suit is not founded on two primary elections, which has not been appealed against at the lower court ,persists even in this Court. It follows appellant’s action rests on a single primary election of the 1st respondent as reviewed by the lower court that forms the subject matter of the instant appeal. See Dapul V. Kolo(1993)LPELR - 905 (SC) and Awodi& an or V. Ajagbe (2014) LPELR- 24219(SC). In the case at hand, the crucial facts on which the appellant seeks redress pursuant to Section 87(4) and (9) of the Electoral Act as amended are as contained more particularly in paragraphs 15 and 16 of his supporting affidavit earlier reproduced in this judgment. The lower court’s inference from these paragraphs that appellant’s dissatisfaction, with the emergence of the 4th respondent as 1st respondent’ s governorship candidate, is in relation to the primary election conducted on the basis of a delegate list sanctioned by the Federal High Court in the decision in suit No. FHC/ABJ/ CS /
80/2014, rather than the King Asara A. Asara led primary election of the 1st respondent conducted by the 2nd respondent, is beyond reproach. The fact as so held, excludes the appellant from being a participant in the very primary election that produced the 4th respondent as the Enugu State Governorship candidate of the 1st respondent ,which fact the appellant purports, by his action to contest. This Court on the basis of the very fact maintains, in the many decisions of this Court the lower court resorted to and applied, that the platform created by Section 87(4) (b)(I)(ii) and (9) of the Electoral Act 2010 ( as amended) enuresis only to an“ aspirant”, which term, by Section 156 of the Act means a person who per took in the very primary election of the party with which conduct he is dissatisfied. In the case at hand the lower court, contrary to what the trial court wrongly held, on finding that the relevant averments in the affidavit in support of appellant’s originating summons have taken him outside the purview of Section 87(4) and (9) of the Electoral Act 2010 as amended, rightly concludes that the appellant, not being an “ aspirant” in the primary election he challenges ,lacks the locus standi to pursue the reliefs he seeks by the instant suit. In failing to place his case within the context of the enabling law his suit is not, therefore justiciable . In Daniel V INEC (2015) 9 NWLR (pt.1463)113 at 148,155 this Court particularly held thus: “... it amount to inverse reasoning for a party who says he scored the highest number of votes in a primary election, he says he never participated in to expect a court to consider his claims after he has taken such a stance... The stance taken by the appellant makes further consideration of his claims a worthless exercise ...... No reasonable court can do anything to assist such a slippery claimant Refer to Abide V. Kelani (1985) 3 NWLR (pt. 12)248” The foregoing decision and numerous others still bind not only the lower court but this Court as well. Arising from this reality, the overwhelming issue in the appeal is accordingly resolved against the appellant and his unmeritorious appeal dismissed. The lower court unassailable judgment is hereby affirmed . The appellant shall pay the costs of the the appeal assessed at one million Naira (N1,000,000.00k) to the 4th respondent. When very complicated situations collapse into simple “us versus them” problems, then certainty, hate, and escalatory spirals proliferate and become a driving force for perpetual conflict - Peter T. Coleman The problem in present-day Nigeria is complex and dynamic. Facilitating change in a complex environment require a system leadership approach-a system leader is a convener of difference, a unique type of leader who engages in systems thinking to catalyze collective action. The inner quality of the leader provides impetus and determines the effectiveness of the change interventions. The intractability of corruption requires a new set of capabilities that put relationships at the core. An increasing metastasis of corrupt political and economic practices continues to degrade the soul of the Nigerian state, creating economic distortions and perceptual dysfunction. Fighting corruption has become an essential development issue in Nigeria for several years. Corruption has become a key driver for change and arguably the most potent problem driving political change in the world today. Increasingly we see a growing citizen’s unwillingness to put up with corrupt behavior and other forms of poor governance. Carothers and Carothers in their article “The One Thing Modern Voters Hate Most” indicated that in the past five years more than 10 percent of the countries in the world had experienced corruptiondriven leadership change. A growing list of presidents and prime ministers are faced with the ignominy of being removed from office, resignation and likely imprisonment. The corruption driven public protest is shaking up politics today. This phenomenon gives a resounding assurance to many wellmeaning Nigerians who are desperate for people driven political change. Although tools and practices are essential to managing corruption, it is the quality of the leadership and the inner condition of the leader (consciousness and self-awareness) that will determine the chances of success. Today, many advocate the development of systems thinking capacity to enable policymakers to see the world as a complex system, in which everything is connected to everything else. Because corruption nurtures ethnoreligious politics, political conflict, and insecurity, it perpetuates a way of thinking that creates false division. Embracing a new way of thinking that promotes holism can increase a leader’s cognitive agility to help unravel the dysfunctional relationship-interconnectedness binding the enemies and victims of bad governance. The conceptualization of corruption remains a social phenomenon characterized by its condescending alteration of our collective spiritual balance and identity. Corruption is subversive of stable economic structures, good governance, credible legal systems and other critical social structures. The growing acceptance of corrupt practices in our society is unbecoming even political entrepreneurs (corrupt political elites, politically exposed persons, and oligarchs) are reputable Nigerians and their illicitly acquired wealth accounts for employment and community development. The carcinogen of corruption is potently communicable; binding the oppressed and the oppressor in an instant, the subliminal effect enticingly grows and alters rational thinking. The vicious circle is rooted and perpetuated by the extractive nature of the political and economic institutions
that one experiences sustainable gratification. Donella Meadows, a Systems thinker, and Ecologists opined that vision without action is useless. But action without vision is mindless. Vision is absolutely necessary to guide and motivate action, when vision is widely shared and sustained, new systems emerge ( the desired systems emerge).

We must accept that we all contribute to what is happening and individually (internally) begin the process of self-empowerment as the driving force for a new social movement, a glorious revolution in governance. It is time to play your part in this lifechanging work of developmental importance-an epoch in our history. In their seminal book “Why Nations Fail” Acemoglu and Robinson held that what is common among the political revolutions that successfully paved the way for the gradual transformation into inclusive institutions be it North America, England (Nineteenth century), and Botswana (after independent) is the successful empowerment of a broad cross-section of society. Because pluralism is the cornerstone of inclusive political institutions, it enables distributed political power which can orchestrate elitist conflict and infighting, paving the way for a glorious revolution. A change leader is the gate to a new becoming Buhari’s internal condition is right for our collective process of becoming. The mantra of change nursed and rekindled the hope of the impoverished masses. But we must understand and accept that change begins with undesirable conditions. Buhari’s courage is exemplary, in time it seems the desire to abuse entrusted power for private gain is stronger than good governance. We must encourage him by being constructive rather than destructive. His quiet and thoughtful presence, often misunderstood, but very much useful in orchestrating conflict that if well managed, can reignite dormant possibilities. His courage to face corruption squarely has shaken up political elites, generating clusters of local resistance majorly driven by personal gain and maintaining political power. Edgar Schein captured the essence of leadership in a complex world: Leadership is the source of beliefs and values and the most central issue for leaders is to understand deeper levels of a culture and deal with the anxiety that is unleashed when those assumptions are challenged. We need the committed and connected leadership of Buhari to unsettle and topple the reign of political entrepreneurs in Nigeria for the betterment of the whole. Shockingly, evidence shows the fighting corruption interventions are not necessarily what determines success. Put succinctly, Daniel Kaufmann, CEO, Natural Resource Governance Institute, “You don’t fight corruption by fighting corruption.” What we learned that doesn’t work is fighting corruption by fighting corruption: Continuous adoption of new corruption laws
when already existing ones are not enforced; anti-corruption commissions eventually becomes captured by the political elites. What constitutes success in fighting corruption can be hard to measure. What is needed is to diagnose the whole governance system to determine the major failings and identify the root causes of corruption. Imploring the need for change, Daniel Kaufmann posited that good governance in resource-rich countries could deliver higher incomes. It is not to discourage the government effort rather encourage evidence-based interventions. From records of fighting corruption over the years success stories remain an exception, not the norm. Buttressing the challenges of fighting corruption, Muniu-Pippidi and Johnson (2017) book “Transition to Good Governance” indicated that anti-corruption measures played a minimal role in reducing corrupt practices in ten countries examined. Modernization of the economy and Structural transformation play the significant role in establishing whether corruption intervention works. On the other hand, divide and rule strategy is playing out in the Nigerian political scene today, increasing polarization, tension, and threats to public order. The corrupt elites are fighting the new order, stoking fire (socio-cultural and ethnoreligious sentiments). Sadly today, it is this divide and rule sentiments (identity and cultural frames) perpetuated by political entrepreneurs that shape public perception. The highstress situation creates perceptual dysfunction and survival anxiety which diminishes our capacity to make effective decisions. The unorganized low-income majority buys into identity politics and continues to vote against their collective interest -a widespread phenomenon in Nigeria. Many will succumb to the political exploitations, but the discerning and the empowered minds must seize the opportunity to educate and mobilize the masses for the new dawn. Something old is dying, and something new is about to be born as the political elites usurp one another. In this moment of becoming we need appropriate leadership to gainfully redirect and address the underlying structures responsible for corruption in our society. The leaders’ presence of mind is called upon to attend to the fickleness of human cognition. The foundation of everything is the model (assumptions, paradigm, perceptions, and values). The enfolded is the basis of the unfolding; the unfolding is the display of the enfolded. Reconfiguration of the multitudes of minds (oppressed and oppressors) swimming in distortions and mindless monetization of values will be the basis for the new system. It is in crystallizing vision and intent (transforming the emerging whole)
Our life is good or bad, enslaved or free, according to its causation in our thoughts, for out of these thoughts spring all our deeds, and from these deeds come equitable results. We cannot seize good results violently, like a thief, and claim and enjoy them but we can bring them to pass by setting in motion the causes within ourselves - James Allen Politics remain the source of human problems, the penalties for refusing to participate in politics is that you end up being governed by your inferiors. We live in a conflicted world where problems are becoming more and more intractable, and we lack the mechanism to regulate them. We know it’s systemic but constrained by our thoughts, making it almost impossible to unlearn and relearn. Hence, we are diving deeper into the unconscious conflict trap. As our world becomes increasingly interconnected, and the pace of conflicts continue to challenge our policymakers and community leaders. Understanding how systems work is one of the critical competencies for the 21st century. The blame game we see in our society reveals peoples Lack of knowledge of how systems work. We cause our problems-very often problems exhibited by a social system are caused by the people in that system. Thinking in systems enables one to look for the source of their problems first in their actions before blaming others. Operationalizing Systems Thinking and System Dynamics principles, methods, and tools in the Nigerian government could enhance learning, evidence-based policy making to foster good governance. Systems thinking is a discipline for seeing wholes, recognizing that we are interrelated and that there are often multiple interventions to a problem. We must focus on what we want rather than what we do not want. What we want is good governance, a society that is ethical and upright. Overwhelming the society with anti-corruption interventions without improving society’s livelihood will do more harm than good. Pursuing legitimate alternatives to corruption benefits to usher in a better life for the people may effectively reduce the will to engage in corrupt behavior. System thinking has considerable potential for elucidating corrupt systems, identify leverage points where small changes can have significant impacts in the system. The ancient Sufi teaching illustrates relational thinking: You think because you understand one you must understand two because one and one make two. But you must also understand and. How stakeholders relate (structure) with one another is what generates the system behavior. The essence of the system is relationships. Part of the weaving of relationships is about dialogue (participative consciousness) and reconciliation of diversity of perspectives at a deeper systemic level in ways that create win-win solutions for all life in Nigeria. The whole is greater than the sum of its parts.

ATSSSAN kicks against Nigeria Air over settlements of Nigeria Airways workers ...prepares for concession showdown with FG Chukwuemeke Iwelunmo Rising from deliberations of a National Executive Council (NEC) meeting, the Air Transport Senior Staff Services Association of Nigeria ( ATSSSAN) has resolved that it will not guaranty a place for the new national carrier ‘Nigeria Air’ if the severance entitlements settlement of ex-workers of the liquidated national carrier, Nigeria Airways is not met. This is just as it said that Federal Government’ s planned concession the four (4) major International Airports will compromise safety, increase charges and increase liabilities and has insisted that it is not in support of the move and cannot guaranty peace if the plan is foisted on them. The union in its communique signed by Deputy General Secretary, Comrade Frances Akinjole and National President, Comrade Ahmadu Ilitrus lamented that 960 of the ex-workers had died in pursuit of their entitlements despite the approval of said entitlements by the President. It’s communique made available to newsmen in Lagos read in part,”NEC-in-session laments the failure of the Federal Government to settle the outstanding entitlements of ex-workers of Nigeria Airways several years after the Airline was liquidated. The NEC appreciated the selfless efforts of President Mohammadu Buhari, GCFRN who finally gave approval for the payment of FortyFive (45) Billion naira towards the settlement of the entitlements sometimes last year, yet condemns the non-payment as at date.” “The NEC resolved that the issue of payment of the Severance Benefits of ex-Nigeria Airways workers must be resolved immediately in order to forestall brewing labour issues that could affect, in the negative, the prospects of the recently unveiled “Nigeria Air” by the Federal Government of Nigeria. ATSSSAN NEC warns that if Government does not pay Nigeria Airways workers their hard-earned entitlements, it will not guarantee any place for the new airline in the industry.” “The NEC commiserates with the families of the over 960 Nigeria Airways workers who died in very avoidable health conditions while waiting for their entitlement and wish the souls of the departed workers a peaceful rest and
the family they left behind the gratitude to carry on the struggle,” the communique read. On the brewing concession, the union insists that concessioning the mainstay of airports in Nigeria will adversely affect the others which are sustained by the main four and lead to the crippling of FAAN as an agency. Federal government through the Minister of State, Aviation, Hadi Sirika had insisted that there was no going back on the concession of the Murtala Muhammed International Airport (MMIA Lagos, Nnamdi Azikwe International Airport Abuja, Port Harcourt Airport and Aminu Kano Airport, Kano), operated by the Federal Airports Authority of Nigeria (FAAN) The union insisted that if government goes ahead with the plans without handling all pending labour issues including workers’ entitlements and pension rights, ATSSSAN shall not guarantee industry harmony at the nation’s airport airports. A five-point segment of the communique dealing with concession read in part,”the four (4) Airports are the main sources of FAAN revenue. NEC fears that if the government succeeds with the concession of the airports, the entire operations of
FAAN will collapse, as all other airports operated by FAAN are maintained or supplemented with revenue generated from the four referenced airports.” “(ii) FAAN has huge pension liabilities and will not be able to settle its pension obligations to retirees (iii) Safety at our airports will be compromised (iv.)salaries of the over 6,900 staff scattered around the 22 airports presently managed by FAAN would be compromised. (v.)concession of Airports will lead to high airports charges in the affected airports which will affect airlines, and by direct implication, results in high air ticket prices.” The NEC further advised the Federal Government to look at other successful models of managing airports as being done in South Africa, Egypt, Namibia, Ghana and other civil Aviation jurisdictions around the world. It concluded,”The NEC therefore mandated the leadership of ATSSSAN to keep vigil and that paraventure the government insists on the concession of the airports as planned, ATSSSAN must insist that all labour issues including workers’ entitlements and pension rights are settled by the Government; failing which ATSSSAN shall not guarantee industry peace at our airports.”

Agric minister commends CBN on single-digit interest loan for agric Mathew Dadiya, Abuja The Minister of Agriculture and Rural Development, Chief Audu Ogbeh, has described as laudable the agreement between the Central Bank of Nigeria (CBN) and the Bankers’ Committee to offer single-digit interest rate loans to operators in the agricultural and manufacturing sectors of the economy from commercial banks’ Cash Reserve Ratio (CRR) domicile in the apex bank. Chief Ogbeh described the idea as novel and a remarkable progress in government’s efforts towards boosting the real sector of which agriculture is pivotal. The minister stated this on Monday in Abuja adding that the policy is expected to boost food security, employment creation and agro-industrial development. He lauded Vice President, Prof. Yemi Osinbajo on the new policy reducing lending rates to Micro, Small and Medium scale Enterprises (MSMEs) which Osinbajo singed when he served as acting President. Buhari signs International Cocoa Agreement 2010 Mathew Dadiya, Abuja President Muhammadu Buhari has signed the Instrument of Accession to the International Cocoa Agreement, 2010 following the Federal Executive Council approval for Nigeria to comply with the International Cocoa Agreement. The good, bad side of explosion in nation’s number of parties INEC boss Yakubu
Aham Nwankwo Following the newly registered 23 political parties in the country by the Independent National Electoral Commission [INEC], Nigeria now has a total of 91 registered political parties. These political parties are actually going to try their luck in the next general elections in 2019. A lot of people have taken a critical look on the essence of this number of political parties in Nigeria. Responding to the development, a practicing lawyer in Abuja Mr.
Bashman Adesina, said the law permits INEC to do so. Bashman said the multiplicity in number of political parties in Nigeria is legal, as long as the registered parties meet up with the necessary requirements. He further said that even if INEC decides to register one thousand political parties, it should not bother Nigerians, noting that the main concern should be if the next general elections are going to be free, fair and credible. He equally said that, in practice, it has a lot of implications to on the nation’s young democracy,
because it will give room to mushroom political parties. Bashman said, most of these parties will only exist in papers; as for the number of parties to be registered, INEC has the right to register as much as they want, but should equally consider the outcome. Another lawyer and a member of defunct Justice Uwais Electoral Panel, Festus Okoye, said that the country does not need more than five political parties. He opined that the way some Nigerians are clamouring for registration of more political parties, is not in
the nation’s interest, therefore the proliferation of political parties should be halted. Festus Okoye went further to express his views that in the national and state assemblies, even local government areas, there is no need to have more than five political parties represented, this is so because most of the parties have same ideological platform and content, therefore, in his own considered view, Nigeria does not need more than five political parties. Mrs. Ifunanya Onuoha, chairperson of Umulogho Women Association [UWA] also a PDP woman leader in her community, said it is a welcome development. Mrs. Onuoha believes that it will give room for a lot of politicians to be accommodated, especially women. She went further to say that, when all these political parties form their executives, there will be women leaders in the wards, L.G.As, State, and Nations. She also explained that if women are not allowed to occupy meaningful elective positions, men cannot become woman leaders, in these parties and that will reduce and control the increasing rate of gender inequality. A civil servant from Kogi State, Hassan Idakwoji, who is also a member of Rotary Club International, said, a lot of things in Nigeria are not organised, that Nigeria is a country where every

commission or organisation wants to do anything without proper planning. Hassan said, if actually INEC will be like Rotary Club International, everything will be well organised. He added that the nation cannot continue to register more political parties because it is practicing multi party system, that there should be a limit to the number of parties to be registered, so that it will not look childish. Smart who is also a successful business man from Abia State, and a onetime aspirant for the State House of Assembly, said ‘’Leave these people, they know what they are doing, if they like, let them register one million political parties, they are only interested in registering more political parties, they don’t care about the effects of registering more parties, even if they register more 9 political parties now to make it 100 political parties, as far as am concerned, in the national level, there are only two political parties, APC and PDP, any other party is a mere club’’ Smart concluded. All eyes are now on INEC , to see if the registration of more political parties will have any effect in making sure that there is free and fair election, as Nigerians are imagining how long the ballot papers will be and how many ballot boxes will be used to ensure credible and transparent elections in Nigeria.
Nigeria and politics of appearance and political role models Theresa Tekenah You cannot judge a book by its cover or so the old saying goes. But what about a politician? Can you know just by looking at a person whether he or she would be fit to run for a political position? Or would you rather be impressed by what they do and say than what they wear? Politicians can be role models not just by their principles and policies, but also by what they wear. Politicians are public officials and their lives are just that- public and physical appearance is an important non-verbal communication for public officials. Dress and selection of clothes are part of politics and a particularly important factor in the presentation of an appropriate image as they are often in the public eye. Politicians are not expected to be style icons, but the more fashionable you are, the more the likelihood of acceptance. In 2015, some youths voted President Muhammadu Buhari simply because of his gap tooth and eccentric fashion sense. Seun Johnson recalled with nostalgia “I always admire Ambode on suit even during his electioneering. Still remember those billboards. Baba can dress o.” The power of acceptance is
something that Western politicians have known and used to their advantage. From the 1960’s till early 90’s, Nigeria was very much influenced by the European fashion, and more specifically the British fashion since the British colonised her. Nigeria has had politicians since then who promote not the country, but also its culture, through the choice of their clothes, the likes of the late Chief Obafemi Awolowo, Okotie-Eboh, Sardauna of Sokoto and other leaders are some examples. While there are no set dress code for government officials, some modern Nigerian politicians wear fitted suits, others love their traditional attires to promote their cultural heritage like former governor of Rivers State Rotimi Amaechi, who consistently represents the Niger Delta region with his iconic style and signature cap. The most important thing about appearance is the ability of a politician to dress in both political and popular culture. Dressing appropriately is imperative. A candidate who is able to properly dress for the occasion demonstrates his or her understanding of cultural cues, and is thus able to identify with the constituents. People aren’t necessarily looking for leaders who are better than them to vote for, but constituents are looking for
politicians to whom they Buhari can relate. There is a demand to know more about politicians and humanise them and there will naturally be an interest in a politician’s private life or their choice of dress. Many Nigerian politicians exude dapper demeanour and it’s great to see personality, but perception of wealth must not interfere with personality. It was evident when Senator Dino Melaye was criticised by Nigerians for his gangster style of dressing that many consider inappropriate for a lawmaker. A politician’s choice of clothing should not be so eye-catching and should not speak louder than him or her else it becomes the total subject of the conversation. With campaign season around the corner, a candidates’ message amd body language will be highly

monitored, while relaying to his or her constituents on the reasons why they should be elected. Such messages are usually verbal and non-verbal. At this time of smart phones and instant imagery, and more people on a visual medium like Instagram, Snapchat, Twitter, Facebook, politicians should be aware of how they present themselves and not ignore the role image can play in positioning. Subconscious bias certainly plays a role in election campaigns. For the older voters and few youth’s appearance do not influence rather ideologies. But there are a high percentage of youths demographic who look at fashion and style very differently. Appearance goes a long way to determine the viability of a candidate.
A larger percentage of electorates in Nigeria still vote based on religion, ethnicity, looks and physical appearance. Ever noticed how Nigerian political candidates’ clothing is strategically modified to coordinate with certain regions during campaigns and certain events? For example, President Muhammadu Buhari detoured from his Northern signature traditional wears for an Igbo attire, Isiagu, during a visit to Ebonyi state in 2017. While the ability to serve should not be ignored, politicians must not forget that how they dress always has a great impact. And they can use the opportunity to project a positive image. Dipo Awojide, a career coach and founder BTDT Hub once said on Twitter “if we are rating governors based on dressing performance, Ambode will win hands down”. Attractive people, we seem to believe, make good leaders. Speaking with Owei-Tongu Bosman, an indigene of Bayelsa State on how a politicians style can influence decisions, he said “former Governor Timipre Sylva is my style icon. He is always on white and he influenced me to wear white outfits without even knowing”. No doubt, as a politician, how you present yourself matters.

3 feared dead as APC, Short News 1 soldier, 21 bandits die in PDP clash in Bayelsa gun battle in Benue Akam James, Yenagoa
No fewer than three persons were reportedly killed yesterday following a bloody clash between suspected thugs loyal to the All Progressive Congress (APC) and the People’s Democratic Party (PDP) in Brass Local Government Area of Bayelsa State. One of the persons killed was identified as the spokesman of the umbrella body of Ijaw Youths, the Ijaw Youths Council (IYC) in the area. Some PDP supporters argued that the death of the three persons occurred during an alleged failed attempt to assassinate the caretaker Chairman of the Brass Local Council, Hon. Victoria Isiah. The APC supporters alleged that over 10 suspected armed men hired from the neighbouring Odioma community were challenged by the indigenes of the Community and some members of the IYC before they were attacked with machete and guns. A source from the community,
identified as Charlse Junior, alleged that the killers, who were suspected to be hired PDP thugs, were allegedly camped at the Local Government Chairman lodge before and after the clash. Our correspondent learnt that the Local Government Chairman lodge is close to the Divisional Headquarters of the Police. Attempts by the DPO to dislodge the fighters however gave undue advantage to the unidentified gunmen from Odioma. According to Brown, “the whole incident started on the 15th of August with the attack on the IYC Chairman in Brass. The attackers and their PDP supporters were chased out of the town but the Chiefs and Elders pleaded that they be allowed back to town through the twin criers. “On Monday morning, some boys, about 10, were noticed to have entered the town through Odioma. They headed to the Imbikiri part of the town and were challenged by the IYC boys and the APC. The suspected thugs opened fire on then and dealt most of them machete blows.”
A post from one of the supporters of the PDP in Brass monitored on the Facebook page of the caretaker Chairman, Victor Isiah, indicated that the clash was allegedly due to provocation from some APC youths following the deadly attack on the Special Adviser on Youths matter to the council. “Few days ago, some suspected Armed APC youths attacked the local government council Aide and PDP youths. Now, they attempted to assassinate the caretaker Chairman of the Council,” said the post. Contacted on the development, the spokesman of the Bayelsa State Police Command, Asinim Butswat, confirmed the development and said: “There was a clash between youths who claimed to be PDP and APC members. One person was reported dead while others were injured. “We have deployed policemen including mobile policemen to restore peace in the area. We have also commenced investigations to ascertain the remote and immediate causes of the crisis. We advise people to go about their normal activities.”
The Commander ‘Operation Whirl Stroke’, Major. General Adeyemi Yekini on Monday said it has engaged herdsmen militia in a shoot-out battle in Benue and Nasarawa States and killed 21, wounded many, while scores fled the areas with various degree of injuries. General Yekini disclosed this while briefing newsmen at the Tactical Air Command Headquarters Makurdi, on the activities and achievements of the OPWS. According to him, one soldier lost his lives and two sustained various degrees of injuries, in the process adding that those injured soldiers are responding to treatment at the military hospital.
IPAC calls for unity ahead 2019
The Inter Party Advisory Council (IPAC) has called on political leaders to shun selfish quest for power and unite over the sustenance of Project Nigeria by ensuring that the country remains stronger and more united during and after the 2019 general elections. Army investigates alleged girl’s brutality by soldier Joy Anyim, Lagos The Nigerian Army on Monday condemned the brutal and inhuman treatment meted on a 10- year-old house help by her boss one Esther Onyinye who is a serving female soldier in Lagos. It was gathered that Onyinye had allegedly assaulted the girl whom she claimed is her niece for not washing plates. The female soldier had also inflicted heavy body injuries on the 10 year old. In response to the act, the Headquarters, 81 Division, Nigerian Army which covers Lagos and Ogun said the action is cruel and smack of no respect for human dignity. A statement from the Division signed by the Acting Deputy Director, 81 Division Army Public Relations, Lieutenant Colonel Daudu, said investigation into the matter has been launched by the Nigerian Army Human Rights Desk of 81 Division in

Flood wrecks havoc in Ebonyi community A heavy downpour which has taken over the better part of the last 4 days in most parts of Ebonyi state has resulted to serious flooding in Akaeze and Amasiri community in Ivo and Afikpo North Local Government Area of Ebonyi, State. The flood at the weekend sacked more than 5000 residents of the area in the two local government areas destroying properties worth millions, farmland and livestock while the residents are now taking refuge in schools and churches. Properties belonging to the victims were still trapped inside their houses as the people abandoned the properties to run for their lives and save their children from drowning in the flood.

The Adamawa state government deliberated on ways to mitigate the effects of flooding disaster in the State. The discussion took place at an extra ordinary extended council meeting, where all
senior civil servants, political appointees converged at the Banquet Hall, government house Yola. The secretary to State Government, Dr Umar Bindir said the essence of the meeting was to brainstorm with stakeholders on how to avert
any impending danger of by flood and how they will in turn convey the message back to the grass root people. He listed the agenda of the meeting to include: flooding situation in Adamawa, security and political developments in the state.

Sallah: STF boss urges troop to sustain peace in Plateau Kingsley Chukwuka, Jos The Special Task Force (STF), Commander in Plateau, Major General Augustine Chris Agundu, has tasked troops to ensure that the state remains peaceful throughout the Sallah celebration, saying that only in a peaceful society can economic activities blossom. Gen. Agundu stated this on Monday at the STF headquarters in Jos, while watching troops on a “show of force” and charged them to send signals to the public that security is on top gear to ensure a hitch free holiday and that the command will not tolerate criminal elements. While assuring Plateau residents of adequate security during the Sallah celebration, Agundu enjoined residents to support the Force with timely information on the movement of suspicious and strange persons.
Gov Umahi stops illegal collection of tax in markets, other levies Charles Onyekwere, Abakaliki The Ebonyi state government on Monday ordered the suspension of the collection of Personal Income Tax and other illegal revenues from markets in the state. The government also announced the suspension of every revenue collection in the local government areas in the state till further notice. The state Governor, David Umahi made the announcement at the Town Hall meeting which held at the Pa Oruta Ngele Stadium Abakaliki. The governor’s decision followed complaints from market women in the state, through their Leader, Mrs Akoji Agnes, of illegal collection by some fraudsters and illegal revenue collectors.

Novak Djokovic wins Cincy title to complete Masters matched set
Novak Djokovic ended a career-long jinx, lifting the trophy in Cincinnati at last to complete a matched set of Masters 1000 titles. Djokovic, who came up empty in five prior Cincinnati finals, defeated seven-time winner Roger Federer 6-4, 6-4 in the final. The former world number one became the first man to win all nine of the ATP’s Masters 1000 events in the elite series’ current configuration. Federer, meanwhile, lost a final in the hardcourt US Open tuneup for the first time. “I played five finals (here) before, and most of those finals I lost to this great man, Roger … thank you for letting me win here once in Cincinnati,” Djokovic joked.
“This is a dream come true,” Djokovic said. “I finally won Cincinnati after six finals, some against the greatest ever, Roger.” Federer, a 20-time Grand Slam winner, said his game wasn’t sharp — but he didn’t want to take anything away from Djokovic’s achievement. “Novak is a great champion,” Federer said. “This is about him making history.” Federer’s streak of 100 straight unbroken service games in Cincy was ended by Djokovic in the seventh game of the first set. The 37-year-old Swiss had been aiming for a 99th career trophy, but was unable to get over the line due in part to four double-faults at the most inopportune of times, but

he said his return game was also lacking. “It was definitely not my best day on the return – it was just awful,” Federer said. “Missing every second serve on the forehand side, I don’t know what that was about. “But I don’t even want to look for reasons why it happened,” he added. “Novak totally deserved to win today. This (effort) was not good enough. “Good week, but I’m happy it’s over and I need to rest,” added Federer, his eye on the US Open starting in New York in eight days. Djokovic claimed the opening set in 37 minutes and came back from an early break in the second to overhaul his longtime rival as they played for the 46th time.

Nigeria international and Arsenal forward, Alex Iwobi, has made a debut in his first film role in the soon to be released ‘Inpadisu.’ The movie, now trending on social media, features Iwobi being pursued all over the place, apparently because of choices he made in the movie. Iwobi also took to his Instagram page @ Alexanderiwobi to confirm his role in the film alongside award-winning actress, Somkele Iyamah. He shared the thriller

LeRoy met the young Weah while managing Cameroon. “He had signed to Tonnerre Yaounde and came to Cameroon national squad training even though he was a Liberian. I was dazzled by his talent and called Arsene,” said LeRoy, who is currently coaching Togo. Wenger signed Weah for Monaco in 1988. After four seasons in the principality, he moved to Paris Sain-Germain and then to AC Milan in 1995, the year he became the only African player to win the Ballon d’Or. Weah was elected president of Liberia in January and invited Wenger to his inauguration, but the Frenchman was still Arsenal manager and was unable to go.
