Communications, Adebayo Shittu, did not participate in the NYSC scheme despite graduating from the then University of Ife (now Obafemi Awolowo University) at the age 25. The revelation about Mr. Shittu, who is currently angling to become Oyo State governor, is coming to light about a week after Adeosun was compelled to step down from her post over the issue. Premium Times reports that checks at the NYSC headquarters showed that the communications minister did not present himself for service after graduation and is yet to do so till date. When contacted, Shittu admitted that he did not serve but claimed he thought his first political post after graduation could suffice as national service, a claim lawyers and NYSC insiders consider as untenable. Skipping the compulsory national service is an offence under the NYSC law, punishable with up to 12 months imprisonment. Employers are mandated by law to always request NYSC certificate of national service from employees as part of the conditions for hiring. Shittu was born on March 23, 1953, studied law at Ife and graduated in 1978. He proceeded to the Nigerian Law School, Lagos, qualifying as a lawyer in 1979.
Having earned a bachelors degree at the age of 25, Section 2 of the NYSC Act expects Shittu to have participated in the yearlong national service. Section 2 (1) of the NYSC Act mandates all Nigerians who earn degrees or higher national diplomas from tertiary institutions in Nigerian and abroad (effective 1972/73 session) to participate in the scheme. Those exempted by the law are those who graduated after their 30th birthday, persons with national honours and individuals who serve in the military and intelligence organisations. Instead of enlisting in the national service, Shittu went into politics after graduation, and was, in 1979, elected member of the Oyo State House of Assembly. The minister said that he believed that having been elected lawmaker, he needed not participate in the national service. He said he deliberatively skipped the NYSC scheme because he was convinced that his membership of the state assembly was itself a “service”. “The constitution provides for the qualification needed for state assembly members, NYSC is not there,” Shittu reportedly said. “I didn’t need it to become a member of the state assembly, and that is already a service,” he was quoted as saying by the online medium. Shittu also disagreed with Premium Times reporter who laboured to explain to him
that the NYSC Act makes participation in the scheme mandatory for all graduates like him and that election or appointment to political office does not qualify as a basis for exemption. What the Law says on the situation: But Shittu’s argument does not appear convincing when placed against the letters of the NYSC law. Section 2, subsection 1 of the Act makes it obligatory for “every Nigerian” who graduate at the end of academic year 1972-73 and subsequent years, “to make himself available for service for a continuous period of one year from the date specified in the call-up instrument served upon him”. Subsection 2 of the same section enumerated instances of exemption from the national service, which did not include holding political office, as Shittu claimed. The four categories of individuals exempted from the national service, according to the NYSC law, are those who graduated above the age of 30 and those who have served in the armed forces or the Nigeria Police for a period of more than nine months. The third category covers staff of four security organisations, namely the Nigerian Security Organisation, the State Security Service, the National Intelligence Agency and the Defence Intelligence Service.
NAPTIP goes tough, sacks 6 officials for corruption, misconduct Peter Fowoyo, Lagos The National Agency for the Prohibition of Trafficking in Persons (NAPTIP) , on Thursday dismissed six errant officers who were involved in nefarious activities capable of bringing the agency to disrepute. NAPTIP also retired one officer compulsorily and sanctioned two others for various offences inimical to the operations of the agency. A statement dated September 20 and signed by Adekoye Vincent, also stated that the Attorney General of the Federation (AGF) and the Minister of Justice, Abubakar Malami SAN, has approved the disciplinary actions against the culprits while the clean up is part of the recommendation of the management of the agency which found the errant officials culpable for various offences. The development, which has jolted other officers of the Agency was part of the planned disciplinary actions and in – house cleaning exercise embarked upon by the present management of NAPTIP to enthrone discipline, dedication, loyalty as well as enhance the
operations of the Agency. The Daily Times recalls that the Director – General of NAPTIP, Dame Julie Okah- Donli, on assumption of office about a year ago, promised to reposition the Agency with emphasis on transparency, dedication and prompt delivery of service in addition to reward system. This promise was fulfilled in December 2017 when the Director – General rewarded several officers of the Agency who demonstrated exemplary characters and dedication to duties. The latest action by the Management was the peak of a series of internal disciplinary measures earlier taken in strict compliance with the provisions of the Civil Service Rules and other extant labour laws. The Agency outlined the offences committed by those involved to include arranging professional sureties for suspects for a fee, providing information about the operations of the Agency to outsiders for a fee thereby endangering the lives of Officers of the Agency, collection of bribe and aiding the escape of suspects. Others are making love advances to potential victims of trafficking as a condition for rendering service to them,
absence without official leave (AWOL) from July 2017 to May, 2018 and financial embarrassment among others. The offences were categorized under corruption, divided loyalty, sabotage and gross indiscipline contrary to the Civil Service Regulations. Commenting on the situation, the Director – General of NAPTIP, Dame Julie Okah – Donli, who expressed sadness over the development, said though it was a difficult decision for management, but the Agency had to take the step in order to enhance the global trust entrusted in the Agency and to serve as a deterrence to others. She said, “I am particularly sad over the situation, but the laid down procedures must be followed. The Agency is very important to not only the Nigerian government, but the entire global community and so we cannot afford to do anything less. I believe that other Officers of the Agency will take necessary lessons from this development”. The breakdown of the disciplinary actions indicates that a total of six officers were sacked, two slammed with one year loss of seniority while one was retired compulsorily.

As criticisms continue to trail the suspension of the proposed national carrier-Nigeria Air, the Airline Operators of Nigeria (AON), on Thursday, said it would have cost the country $3 billion to set up the airline. Commending the Federal Government for taking bold step to suspend the planned National Carrier Project in the interest of the nation, the Chairman of AON, Capt. Nogie Meggisson, said the national carrier needed $500 million to maintain the airline annually as a Boeing 777 aircraft costs $320m to acquire. Meggisson said that the operators had continued to call for a rethink by the Federal Government regarding the project.
He said, “They are already investing heavily in the sector and we are only asking for a more friendly operational environment and infrastructure support. “Is it wise and our priority as a nation to take $3billion from the Nigerian coffers today and put into a venture that will for sure go down the drain within a maximum of five years to establish a `National Carrier’? “This is bearing also in mind that the National Carrier will need an additional cash injection of $500 million subsidy per year on average for the next 10 years to keep the airline afloat.” Meggisson noted that majority of Nigerian masses today were grappling for the basic necessities of life like food, shelter, electricity, water, education and good roads. The Minister of State for Aviation, Sen. Hadi Sirika, had on

But Meggisson said that the suspension of the carrier was in the light of the tough economic situation in the country today and the fact that it was a moribund idea. Suspicions and rumours surrounding the political move of the Speaker, House of Representatives, Hon. Yakubu Dogara, was laid to rest on Thursday as he officially returned to the the Peoples Democratic Party (PDP) and submitted his expression of interest and nomination forms to re contest election into the House in 2019. Dogara came in company of notable politicians in Bauchi State including three governorship aspirants; former Minister of the Federal Capital Territory, Alhaji Bala Mohammed, former National Organising Secretary of PDP, Senator Abdul Ningi and Adamu Gimba, 20 local government chairmen and chairman of PDP in Bauchi State, Barr. Hamza Moshe. Dogara, who said he previously left the PDP on account of certain development in the polity described his sojourn in the ruling All Progressives Congress (APC) as a shock from which he is yet to recover He said, “I’m still shocked, when I recover from my shock, I will tell everyone and my people why I left the APC”. But he said he has to leave the APC for some personalities “whose ravenous wayward sense of personal entitlement have destroyed the party, making the party’s environment disabled. The Speaker said his move has proved wrong antics of some politicians in the APC who thought he cannot move to any other party, saying that “today’s event mark the end of such speculation”. On hand to receive Dogara were members of the National Working Committee which include the Deputy National Chairman ( North), Babayo Gammawa, National Organising Secretary, Col. Austin Akobundu (rtd) and National Publicity Secretary, Kola Ologbondiyan. Gammawa said the return of the Speaker to the PDP is an attestation to the rebranding of the PDP which has been attracting meaningful politicians to its fold, including recent defectors from the APC. He commended Dogara for his resilience in using the parliamentary platform to advance the course of democracy in Nigeria. He said an elaborate reception will be held for Dogara at a date to be announced by the party leadership. In a related development, Bauchi State Governor Muhammed Abubakar has declared that he did not know that the Speaker of the House of Representatives, Hon Yakubu Dogara has defected from the ruling APC to the opposition PDP. The governor also expressed confidence that he will win a landslide victory in the general election even at the Speaker’s federal constituency. The Daily Times recalls that a
group recently purchased nomination forms of the opposition PDP for the reelection of the Speaker who it was said had submitted the same forms to the PDP as an aspirant. Speaking with journalists on Thursday at the venue of the governorship Screening panel of the party, Governor Abubakar said: “The Speaker represents a constituency that has a total of 70, 000 registered voters in 2015, I won the election with a margin of 393,000 votes”. When asked for his chances of winning re-election following the exit of Speaker Dogara to the PDP, the governor said: “Well, I don’t know whether he has defected. Has he? Well, I don’t know but I learnt some people presented him with a form, PDP form. But we haven’t heard any specific statement from him that he has defected. So I am waiting for that”. He however said the exit of Dogara would not affect his aspiration for a fresh mandate in 2019. Meanwhile, Niger State Governor Sani Bello has said that the party’s stakeholders have met and decided to settle for the direct primary in the state. Bello, who was also seeking reelection, told journalists after his screening in Abuja on Thursday that all the APC stakeholders in Niger State are on the same page as regard the mode of primary election , saying that ; “With the adoption of the direct primary, the party is becoming more popular. We will try as much as possible to uphold fairness and justice in the party, and give everyone equal opportunity to vie for any position they want. We will ensure that by God’s grace we have outstanding victory in 2019”.

Then, the airlines and airplanes will come in. “Government should go back to the drawing board and engage the private sector with transparency on how to position Nigeria as the hub for Africa to take advantage of our God-given gift of geographical location,” Meggisson said that this would make aviation a major economic contributor to the Nigeria’s Gross Domestic Product (Product) and a serious replacement of the country’s dependence on oil alone. Meanwhile, the Peoples Democratic Party (PDP) has demanded for the arrest and immediate prosecution of the Minister of Aviation, Senator Hadi Sirika, for allegedly using a nonexistent national carrier to defraud the nation to the tune of N1.2 billion.
The party said President Buhari should speak out on this act of corruption under his watch, particularly following allegations that funds released for the phantom project were allegedly diverted to finance his 2019 reelection bid. The party’s spokesperson, Kola Ologbondiyan in a statement on Thursday said the purported indefinite suspension of the Nigeria Air project is part of the fraudulent script by the Buhari Presidency, which knows that it cannot go far with the lie, since the project does not exist in the first place. He said, “It would be recalled that the PDP had in July alerted the nation that the unveiling of a non-existent national carrier was a huge scam designed to create an impression of achievement, as well as a conduit by corrupt All Progressives Congress (APC) leaders and the Buhari Presidency to siphon public funds for selfish purposes. “Nigerians now know the reason for the rush to London to ‘unveil’ mere drawings of airplanes, name, logo and imaginary routes of a nonexistent fleet as our national carrier, without any structures, operational licence, clear partnership agreements and no form of ground activity any where in our country. “What the APC and the Buhari Presidency failed to understand is that lies, no matter how ornamented, always have their expiry dates. The truth may be suppressed for a while, but it always has a way of coming to light. “It is now clear to the world that the Buhari administration is corrupt and lacks the capacity to productively engage against acts of corruption. This is the major reason our economy went into a recession and foreign investors have lost confidence in our nation”. The PDP demanded that the N1.2 billion be immediately recovered and directed to critical interventions in the aviation sector, including the unpaid pension owed to retired aviation workers.

2019: APC Govs reject NWC decision, opt for indirect primaries Tom Okpe, Abuja The All Progressives Congress (APC) Governors Forum has rejected the decision of the Adams Oshiomhole-led National Working Committee (NWC) of the party that direct primaries should be adopted for elective offices across the country. The Daily Times recalls that APC at its National Executive Committee (NEC), attended by President Muhammadu Buhari and Vice President Yemi Osibanjo approved that in line with the party’s constitution; direct, indirect and consensus primaries could be adopted to nominate candidates for the 2019 general election. The party’s NWC, however, upturned the decision of NEC and insisted that “primary elections into all elective offices shall be by Direct Primaries”, a development
that generated controversies that would have torn apart the party. But APC Governors Forum at a closed door meeting with the party’s leadership on Wednesday resolved that the decision of NEC should stand, giving room for the adoption of the direct, indirect and consensus primaries as against the insistence of NWC on direct mode only. Imo State Governor and Chairman, APC Governors Forum, Rochas Okorocha, told journalists at the end of the meeting that, “NEC has declared that we are going to have direct and indirect primaries and the party at the state level will decide what type of primary to conduct. “NEC made it clear that the parties will decide at every state level what they want, either direct or indirect primaries. Normally you would know that our party is even a peaceful party. It is the most peaceful party in Nigeria
right now where there are no schisms and scuffles. If you look at other parties, you would know there is no party at all. So these minor complains here and there is expected because even in a family you have it”, he stated. The Imo State Governor maintained that, “we have adopted both direct and indirect and most of the states are going for indirect primaries, but for the president, it is going to be direct so, we have all resolved and to assure Nigerians that we are ready for the primaries and we are ready for the main election as decided by NEC and we are sure that come 2019 APC shall have victory”. Also speaking, Kaduna State governor, Nasir el-Rufai, said that there is no way one hundred percent of the party will agree to one thing. “There will always be some that will disagree but the decision
of NEC is that the majority of the state Executive Committee decided on the mode of primaries. “I’m the Governor of Kaduna State by the grace of God, the majority of the State Executive Committee decided on indirect primaries. If one or two members don’t agree, that’s off the decision of NEC,” he said. Similarly, Adams Oshiomhole, APC National Chairman, who attended the meeting, agreed that “it is not a new decision that our constitution consciously provided for flexibility, adding that “first to reflect the diversity of our great country and also to try to express the entire essence of federalism which allows different states to look at their own situation and advice the NWC as to what works better for them provided that in all cases the process is democratic, the rules are fair, the officiating officials are impartial”.
NDLEA uncovers new methods of supplying Codeine in Kano Yakubu Salisu, Kano The Commander, National Drug and Law Enforcement Agency (NDLEA) Kano State Command, Hamza Umar, has revealed that his command has uncovered new methods of importing and distributing the recently banned Codeine products by the Federal Government. He made the disclosure on Thursday in Kano during a one day sensitisation programme organised by the command in collaboration with Kuramo Industries Ltd, makers of Alabukun, with the theme, ‘Socio-Economic Implications of Drug Abuse in Kano’. According to Hamza, the command has uncovered new methods employed by those in the business of supplying codeine
which includes codeine capsules, and rebranding the product in unsuspecting packs with a baby’s picture, giving the impression that the product is syrup for babies whereas the content is nothing but the banned product. He said, “ I want to inform you that those in the business of supplying hard drugs into our country and state have adopted new ways of supplying such products. “We all know that the Federal Government has placed a ban on codeine products due to the high prevalence of abuse of the products. “Now, we have codeine in capsules and in unsuspecting packs that one would hardly suspect is carrying anything of such”. Speaking at the event, Hamza
said the fight against drug abuse is a collective one that every stakeholder must come together to form a strong force against the menace which has endangered the lives of many, particularly youths in the country. Furthermore, he called on curriculum planners to as a matter of urgency, introduce a special subject in school curriculums that would educate the young ones at the primary and secondary school level on the dangers of drug abuse and ways to avoid been influenced by peer groups or others who might be sent to destroy their future. “I’m calling on those in-charge of drafting our school curriculum to introduce special subject that would educate our young children starting from the primary schools on the dangers of drug abuse.
“These school children we have here today with us at this programme need to be properly informed about drug abuse which has become a menace in our society”. He called on the general public to always report to the command any person or group of persons who engage in such businesses as the command remains committed to the fight against drug abuse. The sales manager of the Kuramo Industries Limited, Tope David said the company decided to partner with the drug agency as part of its corporate social responsibility in the society. He said the company is ready to support the command in its activities of educating the public through such public lectures, which he said, has a great impact on the society.

President Muhammadu Buhari has officially named the Minister of Transportation, Mr Rotimi Amaechi, as the Director-General of his campaign organisation for his second term election bid in 2019. Senior Special Assistant to the President on Media and Publicity, Garba Shehu, announced this on Thursday. Some months ago, it came to fore that Amaechi had been operating as the head of the campaign organisation when he announced Mr. Festus Keyamo
(SAN), as its spokesperson. This came as a formal reappointment of Amaechi as the Director-General of the campaign organisation which spearheaded the campaigns of the President and his deputy, Vice-President Yemi Osinbajo as then candidates of the All Progressives Congress in the 2015 presidential election that brought them to power. Although, Amaechi had months ago, named Festus Keyamo (SAN), as the spokesperson for the campaign organisation, Shehu said in his statement on Thursday that the former Governor of Rivers States would, with his formal re-appointment name other
appointments into the campaign structure as approved by President Buhari. “President Muhammadu Buhari has approved the appointment of a campaign organization for his re-election in 2019 with Hon. Ahead of 2019 general elections, 11 political parties and five Civil Society Organisations (CSOs) have formed a new coalition to unseat President Muhammadu Buhari and the All Progressives Congress (APC). The Vice Chairman of the coalition and Chairman of National Rescue Movement (NRM), Senator Saidu Dansadau, said that the coalition was formed by political parties that are not members of Coalition of United Political Partied (CUPP) or any other alliance working with the All Progressives Congress (APC). Dansadau, who spoke during a press conference in Abuja on Thursday, disclosed that the new coalition named ‘Rescue Alliance for National Development’ (RAND) with the motto: ‘Nigeria first’ has the vision “to rescue Nigeria and provide competent leadership for national unity, peace and development”. He added that the alliance was borne out of the desire to build a prosperous nation as it has become glaring that both the PDP and APC have failed to lead the country out of the woods. Dansadau pointed out the the coalition will present a single presidential candidate that will be endorsed by all the members. He said that the coalition will be guided by an objective template of discipline, integrity, intelligence and the endorsed candidate must have the capacity to formulate policies that will take Nigeria out economic recession and reposition it on a path of growth. He disclosed that every party participating in the coalition will maintain its identity and conduct their presidential primary elections at the end of which the coalition will chose the best from the candidates that emerged. Three political parties that make up the coalition -National Rescue Movement (NRM), Alliance for United Nigeria (AUN) and National Coalition of Democrats (NCD) were present at the event. Also present were Ambassador Felix Osakwe Johnson, presidential aspirant of Social Democratic Party (SDP), Ibrahim Usman Alhaji, presidential aspirant NRM, and Hamzad Yusuf of AUN among others. When contacted last night over the matter, the Acting National Publicity Secretary of the APC, Mr Yekini Nabena, told The Daily Times that the arrowheads of the groups are political jesters and should be ignored. He simply said, “ They are paper weight and lack the political clout to make any difference over the imminent victory of President Muhammadu Buhari in 2019.”
Lagos APC crisis: Buhari holds door meeting with Ambode President Muhammadu Buhari on Thursday in Abuja met behind closed door with Lagos State Governor Akinwunmi Ambode at the Presidential Villa, Abuja. The News Agency of Nigeria (NAN) reliably learnt that the governor would be updating the president on latest political development within the All Progressives Congress (APC) in Lagos State. The governor’s political godfather, Asiwaju Bola Tinubu and the leadership of the APC in Lagos State were alleged to have mounted pressure on Ambode, to drop his second term bid. Tinubu, who is alleged to have endorsed Ambode’s opponent within the APC, Mr Babajide Sanwo-Olu, had reportedly refused to back Ambode’s second term ambition despite pleas by concerned individuals and several socio- political groups from within
and outside Lagos state. NAN, however, gathered that governors under the platform of APC, who met on Wednesday night in Abuja, had on behalf of Ambode, sought the intervention of Buhari in the APC crisis in Lagos state. NAN reports that the Chairman of the APC Governors’ Forum and Imo State Governor Rochas Okorocha, delivered the governors’ message to the president few minutes before his meeting with Ambode. A source in the presidency told NAN that the president might end the tussle between Ambode and the Mandate Group, led by the APC National leader, Asiwaju Bola Tinubu. NAN gathered that the president may also meet with other APC stakeholders in Lagos state within the week as part of efforts toward resolving the rift.

TETFUND: ICPC recovers misused grant from Kadpoly lecturers Doosuur Iwambe, Abuja The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has recovered N7.5 million unused grant from 11 lecturers of the Kaduna Polytechnic. The said money was part of the Tertiary Education Trust Fund (TETFund) grant released to the school between 2010 and 2017 for staff capacity development through local and international trainings. ICPC, through its North West Zonal office, which coordinated the investigation on the utilisation of TETFund grants in the institution, found that the 11 lecturers failed to attend the trainings despite having received monies. The trainings were scheduled to hold in Nigeria and three other countries, including
the United States of America, Greece, and United Arab Emirates. Some of the lecturers collected as much as N1.39 million while others collected between N149, 000 and N1, 337,000 under the Academic Staff Training and Development Project. Spokesperson of the commission, Rasheedat Okoduwa, in a statement, stated that the acting chairman of the commission, Dr. Musa Usman Abubakar, who handed over the recovered funds to the Bursar of the institution, Mr. Garba Nabayi, said that ICPC would ensure tertiary institutions in the country stop the misuse of TETFund and other grants. Dr. Abubakar stated that the investigation of the utilisation of grants was being carried out in 27 other tertiary institutions in the North-West geopolitical zone of the country to make sure that all
grants were properly used, adding that those found wanting of misuse of the grant would be prosecuted. He said, “Carting away of public funds is one of the things ICPC is fighting. Nonutilisation of fund given to lecturers is a crime and lecturers as role models, are to show good behavioural conduct to their students. Beneficiaries of such grant must ensure they go for the training because ICPC will not only recover such funds but will prosecute anybody found culpable” he stated He added that the exercise would spread to institutions in other geo-political zones in the course of time. He asked the Commission to spread its investigation to other activities of tertiary institutions, especially the execution of capital projects.

Enugu legislative funds management bill scales first reading Moses Oyediran, Enugu Enugu State legislative funds management bill Thursday scaled through first reading. The bill which was private member bill was sponsored by the Leader of the House, Hon. Ikechukwu Ezeugwu. Explaining the merit of the Bill, Ezeugwu said that the essence of the bill was to enable the Enugu State House Assembly to manage its capital and recurrent expenditures without interference from any quarters. He also explained that the clerk of the assembly would be the accounting officer according to the provisions of the bill. The said road, our correspondent gathered, was constructed three months ago, but has presently collapsed. Osun gubernatorial election and the future

The much talked about and expected Osun State gubernatorial election is just few hours around the corner. As usual, I find it very important to reach out to the people on the need to make it a worthwhile exercise. This is in view of the fact that Nigerians and the international communities are watching to form their opinions about our preparedness for the forthcoming 2019 general elections; and, bearing in mind the criticisms that trailed the recently concluded Ekiti State gubernatorial elections (but this review will not delve into that so as not to prejudiced the ongoing sitting of the Election Petition Tribunal). Therefore, it is the window through which the world will view the prospect of our nascent democracy. Presently, there have been accusations and counter accusations flying about regarding the plans by some parties to cut corners and perpetrate other malpractices. However, the onus still rest on the shoulders of the masses/electorates to make the exercise a success story or otherwise. In 2014, I did a write up titled `Osun Governorship Election: Let`s Get it Right` and I can say it without mincing words that, I felt fulfilled by the success of that election. Therefore, it is very necessary to mention at this juncture that my opinions and reviews are informed by patriotic tendencies to issues and not for self recognition or promotion. I always ensure that I rise above board as a neutral analyst and not an agent or tool in the hands of any particular political party, individual or group of persons. I say it as it is and, as it ought to be. Therefore, if this write up appears to be against your calculations and dispositions; please double check yourself and do the needful for the sake of the people of Osun in particular and, the country in general.
Consequent upon the aforementioned, the foremost thing that the electorates of Osun are expected to have at the back of their minds is the fact that all the candidates vying for the position of governor are bonafide and qualified indigenes of the state. So, it is as simple and easy as just making your choice amongst the available few. Secondly, you know the candidates and the parties too well and you have personally experienced the pains and enjoyments in your state; as such, you do not need an outsider to tell you what you already know. No one can claim to be in a better position to convince you on whom to vote for or not. Thus, if you feel that the outgoing administration has done enough to attract your endorsements of their candidate; no problems. If on the other hand, you feel that there are rooms for improvements and your take is to entrust the next four years in the hands of another party/candidate; all well and good. The choice is yours. All that is expected of you is to go to the polling centre with your PVC; get accredited; and, cast your vote for your preferred choice without fear or favour. It is your legitimate right as a registered voter under the Constitution of the Federal Republic of Nigeria to exercise it without intimidations and threats from any quarters. Thirdly, you should shun all acts of illegalities regarding the conduct of the election as spelt out by the Independent National Electoral Commission (INEC) and the security agencies (especially the recently ban on telephones and other relative devices from the polling centres). According to the umpires, this is aimed at curbing the recently introduced modernized acts of buying and selling of votes. Though, some concerns have been raised that it will also
deprive people from recording and snapping acts of other irregularities; the fact remains that, there will be no need for any recording or snapping if you conduct yourselves orderly and in accordance to the rules. However, you should be vigilant and at alert to promptly report any indecent act(s) to the INEC officials, the security personnel and, independent observers for immediate action(s). Fourthly, all acts of thuggery and violence should be avoided. By now, you ought to have realized that the children and immediate family members of our politicians are never found in the forefront of any election violence or acts of ballot snatching and other vices. As the Yoruba saying goes `omo olomo l`an ran nise iku` which translates to `it is another person`s child that we send on death errands`. The most painful thing about it is that, they use your stolen wealth and deprived resources to manipulate your lives to sooth their own selfish interests and inordinate ambitions while also placing themselves, their children and cronies in positions of authority to continuously lord it over you. Fifthly, you should not for any reason sell your votes. It is your right and your conscience. If you sell off your votes and conscience, you are indirectly elongating the period of your sufferings in the hand of these `self acclaimed messiahs and lovers of the people`. By now, you ought to have known them by their antics. They only associate with the electorates during election periods. They deprive the people of their legitimate rights only to make it available to them during elections as if they are doing them favours just to boost their chances at the polls. This also give credence to another Yoruba adage which says `owo Abu l`afin se Abu
l`alejo` which translates to `it is Abu`s money that is utilized to entertaining Abu`. So, if you do not break away from their shackles, they will continue to enslave you till kingdom comes. Also, officials of the Independent National Electoral Commission (INEC) and ad hoc staff are hereby enjoined to carry out their duties professionally. You are assigned the responsibilities as unbiased. Nigerians and not as agents or puppets of political parties or god-fathers. If you indulge in any sharp practice(s) to favour one party or candidate against the others; it is not by any means a lesser crime than treason. Unquantified lives and properties were wasted before this Fourth Republic was attained in 1999. You should not allow greed to make you throw our nascent democracy into the waste bin. Finally, all security personnel should also endeavour to maintain highest level of professionalism to ensure that the exercise is hitch free. You are expected to make the people feel very comfortable to carrying out their civic responsibilities rather than instilling fears to scare them away from participating in the exercise. As part of your work, you should ensure that the security of the lives and properties of the people is paramount. There should be no such case(s) of colluding with one group of persons to intimidate another group of people. You are the security agents of the Federal Republic of Nigeria and not that of any political party, individual or group of persons. Consequent upon the foregoing, there is no gainsaying the fact that the conduct and outcome of this election will go a long way to determining the country`s political future. We need to get it right.
Adeosun and need to address systemic challenges

Since the news surrounding Kemi Adeosun’s NYSC discharge certificate broke, I decided to reserve my comments until hearing from the horse’s mouth. It’s wiser to hear all sides before embarking on any form of excoriation. And, Kemi Adeosun has stated that: “Upon enquiry as to my status relating to NYSC, I was informed that due to my residency history and having exceeded the age of thirty (30), I was exempted from the requirement to serve. Until recent events, that remained my understanding. On the basis of that advice and with the guidance and assistance of those I thought were trusted associates, NYSC were approached for documentary proof of status. I then received the certificate in question. Having never worked in NYSC, visited the premises, been privy to nor familiar with their operations, I had no reason to suspect that the certificate was anything but genuine.” Understandably, her prolonged reticence may have irked some members of the public, especially those who have some gripe with the Buhari administration. This episode became the lifeline some antigovernment traducers clung on to discredit the Buhari government. Sorry to burst your bubble, but this issue is beyond the current administration. It’s a shambolic systemic issue with predictable casualties. At this juncture, it has to be emphasised that the document in question is not an academic degree certificate but the National Youth Service Corps (NYSC) exemption certificate. As such, the pith of the issue is not about her academic qualification or her performance. Some positives during her tenure include the full implementation of the Treasury Single Account (TSA), the exiting of economic recession, the Whistle-blower Policy, the Voluntary Assets and Income Declaration Scheme (VAIDS), the improvement of tax revenues and blocking leakages, especially the exposure of thousands of ‘ghost workers’ on the government’s payroll. The crux of the issue is how she obtained her NYSC certificate after relocating from the U.K. to Nigeria. However, what I have been trying to figure out is why anyone would forge their NYSC certificate then confidently present it to governments for screening on numerous occasions? This highlights the culpability of various public officials within the system. The matter becomes more worrisome because Kemi Adeosun had previously been cleared for service by various structures of government, including the National Assembly and Department of State Services (DSS). Accepted, there are many absurd cases in our milieu, especially cases of public officials
with questionable credentials. Even Diezani Allison-Madueke got some flak about her NYSC service. However, she got an exemption certificate dated June 25, 2007, and was curiously appointed a minister on July 26, 2007. Hence, I find a deliberate attempt at faking the NYSC exemption certificate utterly ridiculous! The irony of this peculiar case is that the NYSC confirmed Kemi Adeosun applied for the exemption certificate. So it really makes you wonder. A Diasporan perspective on this issue is very important because some people abroad are genuinely concerned about the whole situation. Those who wish to return to Nigeria must not be deterred, but should take their time to understand a complicated system. More importantly, they should avoid being heavily reliant on compromised individuals who thrive on corruption, especially those used to cutting corners. Beyond the intrigues of this particular case, the criticality of system cleansing is paramount. There are a few possible scenarios when obtaining an official document from a government agency, but I will use a typical example. Imagine if you paid the appropriate government authority for an official document, then you receive it without any suspicion and carry on with your life as normal. And some years down the line, you are informed that the document you legitimately paid for is fake. The first thing that should cross any sane mind is how this is even possible, considering that the appropriate authority was paid for the document. The next line of action is to look for some proof of payment. Thus, if I legally paid for an official document, but what I received is subsequently labelled fake, what exactly is my crime? After all, I didn’t make the document! Ideally, the onus should be on the government agency in question. The authorities should explain why my money is in their coffer and I have a fake document in my possession. This is a contractual agreement not fulfilled – a reneged quid pro quo! In legal terms, a case can be established if there’s actual evidence of payment to the designated government agency. However, this is Nigeria and things aren’t so straightforward. Within numerous government agencies are individuals without scruples – those with criminal intent from top to bottom! Due to deep-rooted systemic loopholes, even government issued receipts could be fake. This is why I often advise people to document their transactions. I try to keep receipts of important things I purchase. I even take pictures or scan for storage, and if the e-receipt option is available, I swiftly provide
my email address. This documentary evidence may be your saving grace when any transaction related contretemps arises. On a broader scale, this issue further highlights the importance of a cashless policy regarding government revenues. The government is losing a lot of revenue, particularly through cash handling by supposed government officials. I used ‘supposed’ because some of those saddled with the responsibility of collecting official remittances will gladly short-change the government. These egregious fellows often operate like crime rings. In tackling such organised crime, the importance of deploying advanced systems for revenue generating agencies can’t be overstated. Due to inherent systemic loopholes, many government agencies are gravely affected. Tenement, market and transportation levies are examples of money that tend to go into private hands. Little wonder why some public officials live large! I was once in a London taxi and the driver asked about my background, to which I replied, ‘Nigeria’. He exclaimed, Nigeria! Then he narrated watching a fascinating BBC documentary about the ostentatious lifestyle of a popular transport union worker in the country. I wasn’t as enthused as he was about the documentary. So there I was sitting in the cab ruminating about Nigeria and wondering if the cabby realised that there shouldn’t be a nexus between a public official and such an extravagant lifestyle. I couldn’t help but think that if Nigeria had robust revenue systems in place at all levels, there wouldn’t be any free money to be shared by personnel of such government agencies. On another occasion, I was travelling from Abuja to Lagos with excess baggage. I was told to pay a certain amount on the basis of the weight of my luggage, which I did. Later, I discovered the amount on the receipt I was issued was much less than the amount I had paid. I was fatigued and had boarded the plane before realising the discrepancy. That was not an isolated incident, but one of many rackets I found out about. There was another incident where a lawabiding friend of mine was delayed by the Federal Road Safety Corps (FRSC) officials for possessing a fake driver’s licence. Although a receipt of payment was later presented to prove his innocence, the official however stated that the receipt was fake. The official further highlighted the challenges faced from within the organisation. I know people who have faced similar encounters with vehicle inspection officials about vehicle registration papers or number plates. Generally, there’s a situation where many
law-abiding citizens are making the effort to pay appropriate government agencies, but are unknowingly issued with fake documents. The prevalence of such rackets is another dimension to the ‘authority stealing’ that Fela Kuti sang about. For example, before Professor Ishaq Oloyede became registrar of the Joint Admissions and Matriculation Board (JAMB), the agency was only able to remit N52 million to the federal government in about 40 years. It was revealed that JAMB generated N31 billion between 2011 and 2015, but only remitted N15 million. However, since taking over in 2016, Oloyede has been able to generate impressive revenues. In 2017, JAMB generated revenues of N12 billion and remitted N7.8 billion to the government’s treasury. This spectacular feat has occurred two years in a row: meaning a total of N15.6 billion has been remitted to the national treasury. Hitherto, official inexactitude was rife and the public were once regaled with ludicrous tales of ‘snakes’ disappearing with government funds. A similar feat was achieved in the Nigeria Customs Service (NSC), under the leadership of Col. Hameed Ali, the Service has improved its revenue base and declared its highest ever revenue of over a trillion naira in 2017. Apart from the obvious change in leadership, the implementation of the Nigerian Integrated Customs Information System (NICIS) assisted in blocking revenue leakages. Sadly, such advanced revenue systems have not been appropriately implemented across all the agencies within the three tiers of government. So it is very easy for corrupt government personnel to capitalise on such loopholes. In essence, some greater good can emerge from this certificate episode. I give kudos to investigative journalism, in particular PREMIUM TIMES. However, this is not the time to gloat. I will suggest the dragnet is widened for a comprehensive investigation into the credentials of all public officials, including the exposure of reprobates within the system who extort those with dubious documents. The government on its part can institute a document verification exercise to audit all public officials. Whilst hoping those saddled with such verification responsibilities aren’t in possession of questionable documentation themselves, such an exhaustive exercise has become a necessity. As shocking as the revelations may be, the system urgently needs to be sanitised. Finally, I will advise that everyone endeavours to verify all officially issued documents in their possession.

Editorial Commentary Paying for Sirika’s aborted flight of fancy

It’s not yet clear what finally did it or who. But it was clear, almost from the start, that the country could not bluff its way through this flight. Minister of State for Aviation, Hadi Sirika, had mounted the problem maddeningly and by some curious twist of fate the incoming Minister of Finance, Zainab Ahmed, would bear the brunt for it on her second day at work. On Tuesday, Ahmed was confronted by a group of protesters, who have somehow survived 14 years of misery, and were demanding payment of the pension arrears they earned while working with the Nigerian Airways. The pension, estimated at about N45 billion, was not even part of what Sirika had in mind in July when he was ticking off the boxes to launch Nigeria Air, his flight of fancy. He had vowed that having apparently discovered from resurfacing the Abuja airport runway that defiance is the best medicine for public opinion, he would press on with the national carrier, come headwinds or tailwinds. Less than 24 hours after the protesters besieged the Ministry of Finance, however, the government announced the “indefinite suspension” of Nigeria Air, laying to rest, at least for now, the multi-faceted ghosts that will continue to haunt any bogus plan to relaunch a national carrier. Who bears the cost of this expensive folly? In July when Sirika announced at the Farnborough air show in the UK that Nigeria would launch a new national carrier in December, I wrote a piece entitled, “Boarding, A Nigerian Flight Of Fancy.” I argued that the proposal did not make sense and that Sirika had not made a business case because, outside his fancy, there was simply no business case to make for Nigeria Air. Ethiopian Airlines, a rare success story, is government-owned. High taxes, multiple fees and levies, not to mention volatile fuel costs and poor regulation, make air travel in Africa 200 per cent higher than travel costs in Europe. How was Nigeria Air going to deal with that? Which native doctor told Sirika that the only way to optimise the BASA agreement is to pour money into a national carrier when private local airlines that tried to use the slots in the past were trashed and foreign ones that tried got their fingers burnt trying to repatriate their money? The former Minister of Education and former Vice President of the World Bank, who had also spent time consulting on the viability of the project in a number of African countries, Oby Ezekwesili, did not mince her words. She said the project would fail for the sake of Nigeria, describing it as arrogant waste of public resources. If Sirika cared at all, it didn’t show. He told the world at Farnborough that the government had already set aside $8 million seed capital for the launch and nothing was going to stop the delivery of five aircraft for the take-off of the national carrier in December. Before that, a consortium of six consultants, including Lufthansa, had been paid about $5 million in May, after which another consultant – a Bahrain-based company – charged about N163 million for the stylized green-white-green
livery and God-knows-how-much more in undeclared invoices. As part of the countdown to the launch, Sirika even said government was looking at borrowing between $400 million and $500 million to fix defects at the Abuja airport, even though five years earlier the Nigerian government had signed a loan of $500million with China for the construction of four new airports by the China Civil Engineering Construction Company. One of the four airports include the Abuja airport, for which Sirika claimed he was looking for another $400 million to fix only the defects. Arrogant waste was never more arrogant; I reiterate that if Sirika cared at all, there was no sign that he did. And if his boss, President Muhammadu Buhari, was watching at all, there was no sign that he was seeing anything wrong. A report by an online publication, TechPoint. Africa, said Nigeria had spent N1.5 billion on Nigeria Air before Sirika announced the “indefinite suspension” of the national carrier on his Twitter handle on Wednesday. The project first appeared in the 2016 budget with an allocation of $1.53 million and has been popping up ever since, like a bad coin. What is baffling is not that the project failed again. Failure, even repeated failure, can be vital learning experience. What is baffling is that Sirika, and those who could have called him to order, deliberately ignored all the warning signs of a clear and present danger and just kept spending the money and making commitments in a way that they might never have dared if they were spending the money from their own pockets, or in a country where accountability counts. And now, N1.5 billion or more of public funds is going down in just one tweet. What is undone is undone and there’s not much use in beating Sirika over the head with the forlorn logo of his fancy project. But a single tweet isn’t enough to bury the mess. Something tells me this will not be the last time we would hear of the need for a national carrier, as a matter of “national pride”. Before the vultures return to the crime scene, as they will, we need to know, line by line, what has been spent so far on the national carrier, for what and why. Of course, the Bahraini company that delivered the livery has been paid off, but what about the current consultants, led by the London-based Airline Management Group? What is the status of the agreement with them and what is the cost of terminating the agreement with them or with any other parties Sirika may have been involved with? Has any commitment been made for the lease of the five aircraft for Nigeria Air due to be delivered about 14 weeks or so? We need to know, not for Sirika’s sake but for the sake of the other parties who take agreements seriously and for the sake of the country which must carry the can, long after Sirika has found a new pet project. If he’s in doubt about the extent of the problem, he can ask the new Finance Minister who met the rubble at her doorstep only on her second day at work.

Dariye and the right to contest
T
he ambition of former Plateau State Governor, Senator Chief Joshua Dariye, who is currently serving 14 years jail term in Kuje prisons for corruption malpractices last week heighten fears about the appropriateness of certain sections of the 1999 Constitution of the Federal Republic of Nigeria (as amended). Dariye had in his prison cell reportedly procured nomination formsfrom All Progressives Congress (APC) to enable him contest the primary for nomination as candidate for the forthcoming 2019 general election into the Senate of the Federal Republic of Nigeria. Several commentators have condemned this and raised the alarm over what they called a fast trend circumventing the rules to permit convicts to contest and win election from prisons. While the public outrage over Dariye’s action is understandable in the light of the anti-corruption campaigns of the President Muhammadu Buhari-led administration, not many have consulted the 1999 Constitution to be able to appreciate what it provided for certain people in the shoes of Dariye. Section 66 (1) for instance, stated thus:” No person shall be qualified for election to the Senate or the House of Representatives if : (c) He is under a sentence of death imposed on him by any competent court of law or tribunal in Nigeria or a sentence of imprisonment or fine for an offence involving dishonesty or fraud ( by whatever called) or any other offence imposed on him by such a court or tribunal or substituted by a competent authority for any other sentence imposed on him by such a court. (d) within a period of less than ten years before the date of an election to a legislative house, he has been
convicted and sentenced for an offence involving dishonesty or he has been found guilty of a contravention of the Code of Conduct. But loophole lies on Section 66 (3) which allows a convict like Dariye who had lodged an “appeal” at the Court of Appeal to contest an election. The section states that, “ For the purposes of subsection (2) of this section, an “appeal” includes any application for an injunction or an order of certiorari, mandamus, prohibition or habeas corpus, or any appeal from any such application. We are of the opinion that this section makes mockery of our anticorruption war. Therefore, it calls for an amendment because from our experience and prevalent delays in our justice delivery system , it means all convicts would contest election so long as they filed an appeal challenging their conviction and “hanged,” the case for years.

Akpabio’s cousin, sacked commissioner Short News make list of new exco nominees in A’Ibom CAN, NLC tell FG to rescue Isaac Job, Uyo Governor Udom Emmanuel has nominated Senator Godswill Akpabio’s cousin, Prince Ukpong Akpabio as member of the Akwa Ibom State Executive Council. The governor yesterday forwarded to the State House of Assembly five names of cabinet nominees for screening and confirmation, including Akpabio’s cousin, Prince Ukpong Akpabio. Also in the list is a former commissioner for Local Government and Chieftaincy Affairs, Mr. Udo Ekpenyong, who was sacked earlier by Governor Emmanuel, allegedly on the orders of Senator Akpabio. Other nominees for the offices of commissioner and special adviser include Mr. Uno Etim Uno, Mr. Raphael Bassey and Pastor Sunny Ibuot. The governor’s message, which was read yesterday during the
emergency sitting of the House, was received by the Speaker, Mr. Onofiok Luke. The Speaker directed the House Committee on Justice, Judiciary, Human Rights and Public Petitions to screen the nominees and report back to the Assembly within 72 hours. However, the nominations have elicited mixed reactions from a cross section of people of the state including government officials and chieftains of the All Progressives Congress (APC). The Special Adviser, Bureau of Political, Legislative Affairs and Water Resources, Mr. Ekong Sampson described the governor’s appointment of Prince Ukpong Akpabio and the return of Udo Ekpenyong a “smart political move” “Prince Ukpong Akpabio and Udo Ekpenyong are grassroots politicians and they are very experienced. We expect that they have so much to offer the state in terms of service. “The Governor has taken a wise
decision by bringing them on board and I am confident that with the duo holding the forte for the PDP in their areas, Governor Udom Emmanuel will surely be re-elected for a second term come next year”, he said. However, a chieftain of the APC in the state, Chief Edet Nkpubre said Emmanuel’s appointment of Akpabio’s relation and the return of the sacked commissioner would not guarantee victory for the PDP and Governor Emmanuel in particular. “Whether he (Governor Emmanuel) reshuffles his cabinet a hundred times he won’t win a second term. Who is Prince Ukpong Akpabio? If his brother has defected to the APC what is he doing there? “I think he is there to make money off the governor and promising him what he cannot provide. What can he do for the governor? He is the creation of Senator Akpabio. The smartest thing he would have done would have been to follow his master”, he said.

The Christian Association of Nigeria (CAN), and the Nigerian Labour Congress (NLC), have charged the Federal Government to hasten the rescue of Leah Sharibu and other captives of the Boko Haram terrorists. In a separate statement, in Abuja on Thursday, both organisations expressed concerns over the lingering case of Leah Sharibu’s kidnap and the recent abduction of humanitarian workers in the north eastern part of the country. The president of CAN, Rev. Samson Olasupo Ayokunle said it was “a very sad case that Leah Sharibu and the Chibok girls are still in captivity for months and years now because of their faith”. The cleric who stated this at the flag off of ‘Ecumenism for Development and Peace Initiative’ with the slogan “Too young to die” at the Nigerian Baptist Theological Seminary, Ogbomoso, regretted that many Nigerians were being killed by gunmen and suspected Fulani herdsmen. “I call on the Federal Government and the security agencies to put their acts together and release all the captives before it is too late,” he said.
Police, cultists clash in Lagos leaves one dead Joy Anyim, Lagos A gun battle between policemen from the Owode Onirin Police Division in Ikorodu, Lagos and a group of suspected cultists cum robbers have left one of the suspects dead. 29-year-old student of commits suicide Nkiru Nwagbo, Awka A 29-year-old student of Nsugbe College of Education in Anambra State has reportedly committed suicide in his room. The deceased, Philips Chinedu, a native of Eziowelle in Idemili North LGA of the state, was said to have been found hung dead on the ceiling fan in his off campus hostel around 8.40pm. The news of the incident had sent panic to both students and
teachers of the school who were yet to come to terms with the incident. Confirming the report, the State Police Public Relations Officer, Haruna Mohammed, in a statement, said the corpse was deposited at the hospital morgue for autopsy. “On the 18/9/2018 at about 8:40pm, one Obinna Joseph, Student of College of Education Nsugbe, reported at 3.3 Division that on same date at about 8:pm, he returned to his hostel which is
off Campus at Nsugbe and found his roommate hanged dead on the ceiling fan inside the room. “Upon receipt of the complaint, the scene was visited by Police detectives attached to 3.3 Division led by the DPO CSP Sunday Irek, photograph obtained and victim was taken to Apex hospital 3.3 where he was confirmed dead by the medical doctor,” he said. Mohammed added that the case was being investigated to ascertain circumstances surrounding the incident.
Kano State Governor Abdullahi Ganduje has revealed that the the All Progressives Congress (APC) chapter has gained more converts in the party in what he described as ‘nomadic politicians’ than the few that left the party recently. The governor also said that the exit of former Kano state governor and Senator representing Kano Central has been neutralized with the entry of another former governor of the state in the person of Ibrahim Shakarau. Speaking with journalists on Thursday in Abuja after undergoing his governorship screening by the APC screening panel, he described his experience as the easiest because he has no challenger saying, “The screening went on successfully; I never took much time as I don’t have a challenger in APC governorship primary in Kano state”.

2019: I won’t vie for Vice President position, says Wike Amaka Agbu, Port Harcourt The Rivers State Governor, Barr. Nyesom Ezenwo Wike, has put to rest speculations making the rounds in certain quarters that he would contest the position of Vice President in the 2019 general elections. Speaking during the visit of the Osasu Show organisation at Government House, Port Harcourt on Thursday, Governor Wike said though some of the presidential aspirants seeking his support had offered him the position of Vice President in the course of political consultations, he declined and insisted that the interest of Rivers State was paramount. Governor Wike said: “There are aspirants who have promised me the position of the Vice President, but I said I will not seek the position. “Not even in the dream will I seek that position at this point. I am a first term governor and the National Chairman of PDP is from my State and the SouthSouth. “These are mere allegations. People can carry rumours, but everything I will do, will be in the interest of Rivers State. Nobody can use Rivers State as a tool. They did that in the past, but not anymore,” he clarified. Governor Wike said that the decision to
host the October 5 and 6, 2018, National Convention in Port Harcourt was initiated without his knowledge, adding that he eventually attended a meeting where governors and presidential aspirants ratified the resolution. He expressed surprise that a few presidential aspirants who never opposed the decision to host the National Convention in Port Harcourt, had turned around to sponsor reports against the venue of the convention. He said: “I am shocked that a few Presidential Aspirants who never opposed Port Harcourt as a venue would begin the sponsorship of media attacks on the venue of the convention, which was not initiated by us. “When we say that there are moles amongst the Presidential Aspirants, this is one of the manifestations. A decision that is collectively taken is being contested through clandestine sponsorship. “But if they want, the National Convention can be held at Maiduguri, Yola, Sokoto, Jigawa, Kano or any other city. A presidential aspirant that would lose would lose. The governor stated that all the national delegates that would vote at the National Convention would emerge from the different local government areas of the country and from the statutory
delegates list. He said that none would be elected in Port Harcourt, adding that it was uncharitable to attempt to create the impression that hosting it in Port Harcourt would influence the outcome. Commenting on the Lagos State political rift between Governor Akinwunmi Ambode and his godfather, Asiwaju Tinubu, Governor Wike advised Ambode to resist the godfather. He said: “If it is correct that the godfather is against Ambode, I will tell him (Ambode) to resist it. I will tell him to promote the interest of his state. Godfatherism is not good. It negates development.” Governor Wike said that in Rivers State, the immediate past Governor allegedly sold State Assets to his business partner, only to turn around to anoint the business partner to contest for the governorship position of the state. “No more godfather politics in Rivers State. We are not in Lagos State. Rivers State will not accept godfatherism. My concern is to do well for Rivers State. “For the over three years that we have managed Rivers State, nobody of good conscience will say that we have not done well. We are not threatened because in Rivers State, PDP is a dominant party,” he said.

APC chieftain drops ambition for Sen Akpabio Isaac Job, Uyo A chieftain of the All Progressives Congress (APC) in Akwa Ibom, Engr. Uduak Okpo has dumped his senatorial aspiration for Senator Godswill Akpabio, saying the ex-governor is the best man for the job. Speaking yesterday during a mobilization campaign for Senator Akpabio and President Muhammadu Buhari at Etim Ekpo local government area of the state, Okpo said Akpabio’s victory would unify and strengthen the APC in Akwa Ibom. The Vice President expressed satisfaction with the proactive measures taken by Governor Okowa’s administration to reduce the effect of the flood on the people who were at the impacted communities. Speaking at one of the holding camps set up for the displaced persons in Asaba, Oshimili South local government area of the state, Prof. Osinbajo said, “I am very touched seeing these persons who are affected by flood, I know how disruptive it is for those who are
affected. “I thank the Governor of Delta State for setting up this holding camp, the facilities are adequate, the National Emergency Management Agency (NEMA) in the next 24 hours, will send relief materials to the state,”. Prof. Osinbajo said that following the effect of the flood, the Federal Government has designated Delta State as National Disaster Zone with three other states of the country. The Vice President assured that the Federal Government will not only contribute to ensure the welfare of the flood victims while they are at the holding camps but, will work to properly resettle them in their communities after the flood must have receded. Governor Okowa who accompanied the Vice President on visits to impacted communities, in a brief speech at the
holding camp, thanked the Federal Government for their speedy response to the flood situation. He observed that the state was bracing up for more impact of the flood as water in the affected states would pass through Delta State to empty into the Atlantic Ocean. The governor thanked the displaced persons for embracing government programmes aimed at evacuating them to safety, stating, “though, we are aware that property, farm produce have been destroyed, our major concern is to save life. “We are aware that the coming days may be more challenging as the flood is expected to rise, but our people are prepared to ensure that Deltans are not left at the impacted communities; we are praying that the flood recedes fast for our people to return to their normal life.”
Samuel Luka, Bauchi Governor Mohammed Abdullahi Abubakar of Bauchi State has been commended for his various intervention programmes in the education sector. A Civil Society Organisation known as ‘Congress of Nigerian Eligible Voters made the commendation yesterday during a solidarity rally to the governor in Bauchi at the government house. The leader of the Congress, Comrade John Ngene Offia said that education programmes introduced by the governor such as schools renovation, employment of more teachers, provision of free feeding for primary pupils, provision of motor bikes to education supervisors in the state as well as the construction of residential quarters for teachers would motivate the teaching staff and revamp the sector. “We are aware that the free education introduced by your administration is saving parents N2 billion annually. Likewise, the removal of hidden fees and levies has helped parents to enrol more children into school”.

The governor, speaking with journalists after being screened to contest the Nassarawa South Senatorial seat stressed that certain issues take a long time before they come up. He said: “The issues at stake were those that have taken many years to culminate the need and necessity for investigation. “Government is dynamic. Operation of government is also dynamic. Certain things propose certain things. Certain actions precipitate certain actions and as far as governance is concerned, the gestation period for a number of issues don’t come at the same time”.

Kalu’s request to stay proceedings Peter Fowoyo, Lagos A Federal High Court, Ikoyi, Lagos on Thursday declined to stay further proceedings in the matter brought by the Economic and Financial Crimes Commission (EFCC) against former governor of Abia state, Dr. Orji Uzor Kalu saying it is in conflict with the law. Instead, Justice Mohammed Idris, asked the erstwhile governor to open his defence on the alleged fraud charge slammed on him by the EFCC. At yesterday’s proceedings, Kalu’s lawyer, Chief Awa Kalu (SAN) had indicated the readiness of his client to open his defence on Friday. However, other defendants, Udeh Jones Udeogu and Slok Nigeria Limited, through their lawyers, Chief Solo Akuma (SAN) and Mr. K. C. Nwofor (SAN), urged the court to stay further proceedings in the matter pending the hearing and determination of separate motions they filed at the Lagos and Abuja Divisions of the Court of Appeal. In his submissions, Udeogu’s lawyer, Chief Solo Akuma (SAN) drew the court’s attention to a motion he filed at the Abuja Division of the Court of Appeal challenging
the transfer of the case to the Lagos Division of the Federal High Court. He said appellants’ briefs had already been filed in the matter which has been entered and marked as; CA/A/870/2017. The silk added that he has also lodged an appeal against the dismissal of his client’s no case submission at the Lagos Division of the Court of Appeal. “Records have also been compiled in the appeal and it has also been transmitted on 13th August. There is also an application for stay of proceedings in the same appeal. Hearing of the appeal has been fixed for October 4”, Akuma said. While urging the lower court to stay further proceedings in the matter, the lawyer argued that going ahead with its hearing will pre-judge the application at the Appellate Court. Addressing the court, Slok’s lawyer, Mr. K. C. Nwofor (SAN), also sought for a stay of further proceedings in the matter pending the hearing and final determination of the appeal lodged by his client against the dismissal of his no case submission. He added that the grounds of appeal also questioned the jurisdiction of the lower court to continue with the

Section 306 of ACJA frowns at any application for stay of proceedings in criminal matters. “We urge the court to refuse the application for stay of proceedings as it is no longer permissible under the law”, he said. But, the court said: “The application is in conflict with the law. Trial is being conducted under the ACJA which requires day-to-day proceedings. “Learned counsels can proceed to the Appellate Court for the hearing of the application for stay and I will be bound by whatever is the outcome”.

Benue CP lauds IDFP for promoting peace Mathew Dadiya, Abuja The Commissioner of Police in Benue State, Mr Etim Ene Okon has commended the Interfaith Dialogue Forum for Peace (IDFP) for embarking on peace advocacy to the state, describing the visit as an appropriate action to be pursued. Okon said that the IDFP has also demonstrated its resolve in preaching peace in the country. The state police boss gave the commendation when the IDFP team visited him on Thursday in Makurdi adding that the mandate of the police is to maintain law and order, “but we know that cannot be achieved in an atmosphere of chaos and anarchy.” He said, “The constitutional mandate of the Nigeria Police is to protect lives and property. In a way the police are peace advocates just like your forum. We must be engaged in preaching and embracing peace. It is only in a peaceful society that you can maintain law and order. “Benue state has been a focus in the past eight or nine months. NNPC records N17.16bn trading surplus Idu Jude, Abuja Against the public outcry of NNPC non oil remittance, The corporation Thursday claimed surplus of about 46 per cent in oil sales, saying that it has consolidated on its operational performance with a trading surplus of N17.16bn in the month of April, 2018. NNPC Group General Manager, Group Public Affairs Division, Mr. Ndu Ughamadu, in the statment, said this was part of the highlight of the corporation’s Monthly Financial and Operations Report for April, 2018. according to him, the report is the 33rd
edition since NNPC commenced the publication of its financial and operations report on a monthly basis as part of efforts to instill a culture of transparency and keep stakeholders and the general public informed of its activities, indicated a ₦5.43bn improvement representing 46.29 per cent on the trading surplus recorded in the previous month of March, 2018. According to the report released today, in Abuja, the trading surplus was achieved through a combined higher performance by the upstream, midstream (refineries) and downstream sectors as well as a reduction in Corporate Headquarters’ operational expenditure. “This enhanced performance is
attributable to robust revenues from sales of crude oil and petroleum products by NPDC and PPMC as well as the upsurge in refineries’ performance, particularly in the Port Harcourt Refining Company (PHRC)”, the report stated. On the gas production and supply front, the report indicated that the average daily production for April, 2018, stood at 8,054.46 billion cubic feet (bcf), out of which an average of 835.27 million metric standard cubic feet (mmscf), equivalent of 3,283 megawatts of electricity, was supplied to the power sector daily during the period under review. “The result when compared with that of April, 2017, implies an increase
of 496mw of power generated relative to same period lastyear”, the report stated. It further showed that in the period under review, a total of 1.61 billion litres of Premium Motor Spirit (petrol) was supplied by NNPC in furtherance of the zero fuel queue policy of the Federal Government. The NNPC said it recorded a 48.21 per cent reduction in the rate of pipeline vandalism which fell to 166 from 224 vandalized points in the previous month. According to the report, the AbaEnugu pipeline segment accounted for 78 vandalized points, representing 84.78 per cent of total vandalized points on the nation’s network of products pipelines.

This he explained is in order to ensure full compliance to the Federal Government’s Ease of Doing Business agenda.
The shares of MTN rose the most in more than six months after Nigeria softened its stance over claims that Africa’s biggest wireless carrier illegally transferred $8.1 billion out of the country. The Central Bank of Nigeria made the accusation late last month, plunging the South African company into a crisis that’s wiped almost a third off its share price. MTN has since provided additional information that may lead to an “equitable resolution,” a spokesman for the authority, Isaac Okorafor, said in an emailed statement late Wednesday. Four banks — Standard Chartered Plc, Citigroup Inc., Stanbic IBTC Plc and Diamond Bank Plc — have also given further detail on the transactions that will be reviewed by the central bank, Okorafor said. The quartet were fined about $16 million between them for enabling the allegedly improper transactions. The announcement suggests there may be a way for Johannesburg-based MTN to make a deal with Nigeria, just as the company did two years ago when it negotiated a $5.2 billion fine down to about $1 billion plus a commitment to list its local business in Lagos. That penalty was related to subscribers that weren’t properly registered in the country. “This is a welcome development and cements our initial view that the sanction was unsustainable,” said Ronak Gopaldas, a London-based analyst at Signal Risk, which advises companies in Africa. “Considerable damage has already been done, in terms of brand damage to Nigeria Inc. and value erosion for MTN. However, a more conciliatory tone will see some of these losses being reversed. It will help calm investors.” The central bank’s statement didn’t refer to $2 billion of back taxes MTN is also accused of owing — a claim that comes from the attorney general’s office. “While this is a step in the right direction, continued dialogue to reach an amicable resolution is a minimum standard expected by the investment community,” said Olusola Teniola, president of the Association of Telecommunications Companies of Nigeria. “We look forward to the central bank disclosing the exact reasons for their actions.” MTN Nigeria said it couldn’t immediately comment. MTN climbed as much as 8.9 percent, its biggest gain since March 8, and was trading 5.3 percent up at 77.30 rand by 1:05 p.m. in Johannesburg on Thursday. The stock is still down 28 percent since the $8.1 billion claim was made on Aug. 29, wiping out almost $5 billion of market value. MTN’s response to the double accusation was to go to court, saying allegations by both the Nigerian central bank and attorney general are unfounded, malicious and illegal. NNPC close to sealing deal on AKK Gas project Idu Jude, Abuja The Nigerian National Petroleum Corporation (NNPC) said it was close to wrapping up funding arrangements on the Ajaokuta-Kaduna-Kano (AKK) gas pipeline project. Group Managing Director of NNPC, Dr. Maikanti Baru, who disclosed this while speaking at the Nigerian Day during the 30th edition of Gas Technology Conference in Barcelona, Spain, Tuesday, explained that tremendous progress was recorded towards securing funding for the project during the last visit of President Muhammadu Buhari to Beijing, China. Dr. Baru, who was represented at the event by NNPC Chief Operating Officer, Gas & Power, Engr. Saidu Mohammed, revealed that the corporation had gone far in negotiating the terms of funding as well as the best payback structure for the project, affirming that the financial partners were willing to collaborate with the corporation on the matter. The AKK gas pipeline is designed to enable gas connectivity between the East, West and North, which is currently inadequate. It would also enable gas supply and utilization to key
commercial centres in the Northern corridor of Nigeria with the attendant positive spin-off on power generation and industrial growth. The GMD said the ground-breaking ceremony for the project was near, explaining that Nigeria was focused on expanding its critical gas infrastructure such as pipelines which would lead to a gas grid covering the entire country. “Once you have the whole nation covered with a gas grid, industries will naturally spring up along the way and litter the entire country. That is our target in the long run,” Dr. Baru noted. The GMD described the coming of Train 7 of the Nigeria Liquefied Natural Gas (NLNG) as a “big bang” that would usher in new developments for Nigeria’s energy sector and expand the nation’s economy, adding that the project was also capable of unlocking new vistas for country’s LNG potentials. Dr. Baru, who said the corporation had been looking forward to the FID on Train 7 in the last ten years, revealed that the wait would soon be over, even as he commended the Federal Government and the various shareholders for their support towards the NLNG project.
He said Nigeria was looking outwards with its gas resources because God has blessed the country with abundant reserves. “We cannot consume out our gas resources in the next 50 years, even if we generate as high as 40,000mw for power. We are happy that in the NLNG is a credible company capable of competing in the international arena,” Dr. Baru added. Established in 1989 to harness Nigeria’s vast natural gas resources and produce Liquefied Natural Gas (LNG) and Natural Gas Liquids (NGLs) for export, the NLNG is owned by the NNPC (49%), Shell (25.6%), Total (15%) and Eni (10.4%). It currently has six trains in operation, while the Final Investment Decision (FID) on its Train 7 is expected to be taken in December 2018, a move that will increase the company’s production capacity from 22 million tonnes per annum (MTPA) to 30 MTPA. Dr. Baru stated that beyond the LNG business, Nigeria was looking at other ways of marketing its enormous gas resources such as the establishment of a gas hub which would lead to the springing up of fertilizer, petrochemical and other gas-based industries in the Niger Delta and across the entire country.

The ultimatum as contained in the letter signed by the Director of Air Transport Regulation[DATR], Grp. Capt Edem Oyo-Ita . This is coming on the premise that in spite of regular meetings, reminder letters and follow-up by the Authority to Airline’s Management, these defaulters refused to comply with the Federal Government directives on Aviation Revenue Automation Project (ARAP) and abide by the provisions in the BASA between Nigeria and their respective Countries. “It is important to note that, in line with Part 18.12.5 of the Nigerian Civil Aviation Regulations (NCARs), 2015 that “All domestic and international airlines operating in Nigeria shall forward to the Authority through an electronic platform provided by the Authority, all relevant documents such as flown coupons, passenger or cargo manifest, air waybills, load sheets, clients’ service invoices and other documents necessary for accurate billing

This collections which are shared among the Agencies are meant for the maintenance of Safety critical, provisions of infrastructural facilities and for meeting their numerous obligations” The airlines are: The Lufthansa German Airlines and all African Countries carriers operating to Nigeria under the existing Bilateral Air Service Agreement (BASA). According to the NCAA spokesman, the Federal Government had come up with the introduction of the Aviation Revenue Automation Project (ARAP) for revenue collection to engender data integrity, transparency, transaction accountability and control of revenue to the Authority in 2011 which was at no cost to airline operators. Meanwhile, there have been appreciable and commendable high level of compliance by the Domestic Airlines which stood at 97 per cent of the current domestic air transport operations. The Director General has appealed to other Domestic Airlines that were yet to join to take steps and come on the platform by working with First Bank of Nigeria (FBN)/Avitech for immediate and automatic processing and implementation of the project or face sanction. The Authority hereby affirmed its commitment to enforcement of compliance to safety regulations at all times so as to continue to guarantee safer skies in Nigeria.
NDIC hosts IADI Africa regional committee, AGM, technical workshop in Lagos The Nigeria Deposit Insurance Corporation (NDIC) will host the next edition of the International Association of Deposit Insurers (IADI) Africa Regional Committee (ARC) Annual General Meeting and Technical Assistance Workshop. The event has been scheduled to hold at the Four Points by Sheraton Hotel, Lagos from the 25th – 27th September, 2018. The central theme for the Workshop is on Financial Stability and System-Wide Crisis Preparedness. Participants and resource persons from all across the African continent and beyond have confirmed their participation in the Workshop. Lagos lawmaker denies picking Assembly form, insists on Ifako Ijaiye Reps seat A member of the Lagos State House of Assembly and a 2019 aspirant for the House of Representatives for Ifako Ijaiye Federal Constituency on the platform of the All Progressives Congress (APC), Hon. Dayo Saka Fafunmi, has put a lie to claims that he purchased both the form for the House of Representatives and that of the House of Assembly. Responding to the rumour on his facebook page, the lawmaker said, “Like a flint, my heart and eyes is fixed on Ifako Ijaiye House of Representatives seat and I have never at any time contemplated any office with it as far as the 2019 General Election is concerned. “Therefore, kindly disregard any purported information being peddled about by political desperado, rumour mongers, haters, and feeble opponents that I purchased both the House of Representatives and House of Assembly forms. It is a lie from the pit of hell and by those who have found it difficult to match my street credibility and popularity. “Great people of Ifako Ijaiye Federal Constituency, this is borne out of your continuous show of support and loyalty which no doubt is giving sleepless nights to them.
“Based on your avowed love and commitment to my aspiration as demonstrated by your warm receptions, accolades, and celebration of love everywhere I go in the midst of All Progressives Congress party members and with my experience , competence, academic pedigree, and more importantly, my commitment to people-oriented projects and programmes. “Consequently, kindly ignore the rumors they’re spreading that I obtained two forms. This cheap lies is a further demonstration of how much they fear the SAKA LEGACY. As I move about from Ward to Ward, and group to group, I have no time to demean any candidate as time isn’t enough for me to name my numerous achievements. New landslide kills 21, buries houses in the Philippines A massive landslide buried dozens of homes near a central Philippine mountain, killing at least 21 people and sending rescuers scrambling to find survivors after some sent text messages pleading for help. The slide surged down on about 30 houses in two rural villages after daybreak in Naga city in Cebu province on Thursday, city police chief Roderick Gonzales said by telephone as he helped supervise the search-and-rescue operation. Naga city Mayor Kristine Vanessa Chiong said at least 64 people remained missing. According to The Freeman, a Cebu-based newspaper, at least 15 people suffered injuries following the incident. Some victims managed to send messages from their mobile phones after the landslide hit, Gonzales said, adding elderly women and a child were among the dead. Nimrod Parba, a 26-year-old resident, said a relative trapped in a house beneath the rubble managed to call on Thursday morning and begged to be rescued. The calls stopped, however, and the relative could not be reached hours later, Parba said. “We’re really hoping we can still recover them alive,” Chiong said, adding the area where the landslide happened was used as a housing site for quarry workers.
According to ABS-CBN News website, at least 500 families in the area were forced to evacuate. The landslide hit while several northern Philippine provinces were still dealing with deaths and widespread damage wrought by Typhoon Mangkhut, which pummeled the agricultural region on Saturday, and left at least 88 people dead and more than 60 missing. A massive search was still under way for dozens of people feared dead after landslides in the goldmining town of Itogon on the northern island of Luzon. Quarry site Cebu province was not directly hit by Mangkhut, but the massive typhoon intensified monsoon rains across a large part of the archipelago, including the central region where Naga lies, about 570km southeast of capital Manila. The Super Eagles recorded a 3-0 win over lowly rated Seychelles in a 2019 Africa Cup Of Nations qualifier to earn five more points and finish the month with 1415 points. The three time African Champions are now the fifth topranked African nation. Tunisia moved up one place to 23rd in the world to become
the top-ranked African nation. Senegal, dropped one spot to 25th in the world and 2nd in Africa after they were held to a 2-2 draw in Madagascar in a 2019 Africa Cup of Nations Cup qualifier. DR Congo are the third best team in Africa despite losing three places to finish 40th in the World, while Morocco moved up one spot to finish fourth on the continent and 45th in the world. Amaju Pinnick wins re-election as NFF President, calls for reforms Re-elected Nigeria FA president Amaju Pinnick has called for harmony and reforms amid rancour and discontentment in the country’s football. Pinnick was Thursday returned to office for a second four-year term after he defeated former NFF boss Aminu Maigari 34 to eight votes. FIFA to start funding flights for Women’s World Cup teams FIFA will start funding business-class flights for some 2019 Women’s World Cup teams when they travel to the tournament in France. France and Belgium have become the first-ever joint ranked leaders in the FIFA rankings. The latest published rankings show the two European nations exactly level on 1,729 points, something that has not in its 25-year history. Since winning the World Cup, France picked up a draw and win against Germany and Netherlands respectively in the UEFA Nations League, while Belgium beat Scotland 4-0 and Iceland — though the former was a friendly. Brazil remain third, ahead of World Cup finalists Croatia, while the only other nation inside the top 10 to make
a move over the past month were Denmark, who dropped one place from ninth. Uruguay, England, Switzerland and Spain make up the rest of the top 10, with Argentina still just outside, after beating Guatemala and drawing with Colombia in post-World Cup friendlies. Germany moved up three places to 12th following their friendly victory over Peru, while Mexico in 15th place were the highest ranked North and Central American nation, moving up one place. Anthony Joshua insists his body has been rebuilt in his extreme training regime ahead of Saturday’s showdown, but admits Alexander Povetkin is his biggest challenge in the ring since Wladimir Klitschko . I love fight week, I can finally taper down a bit, get my strength back,” he told reporters on Thursday during pre-fight press conference. “There are loads of different stuff I work on, my trainer teaches me a lot of stuff of course. You know within
yourself, you try and find out who you really are with different types of training strategies and stuff. “Coming back here is a blessing, it’s time to just put on a performance. I told you before, it’s chapter two to a certain degree, but I just feel relaxed and calm. It’s not new to me anymore, I feel this is home and this is where I am going to perform.’” Joshua also praises the abilities of his challenger. ‘When I look at his weight, he is one of the lighter heavyweights, he has a lot of speed and is a quick fighter. His strengths, I have worked along people who have similar strengths as well,” he added. “I am not one to talk about fights, there was a lot of talk about the heavyweight division. Povetkin is one of my toughest challenges to date. “He is a bad boy fighter, he knows what he is doing but that’s what you want right. He is game, he is lively. He didn’t stop against Klitschko, I have to work on Saturday to win.”
