The SIBs are FirstBank of Nigeria Limited, Guaranty Trust Bank Plc (GTBank), Zenith Bank Plc, United Bank for Africa Plc (UBA), Access Bank Plc, Polaris Bank Plc (Skye Bank Plc), Ecobank Nigeria and Diamond Bank Plc. But the commercial banks considered in this report are Guaranty Trust Bank Plc (GTBank), Zenith Bank Plc and United Bank for Africa (UBA) Plc. The three lenders, during the period under review, also generated N71billion from customers account maintenance fees and income generated on Electronic- business (E-business), which was higher than N69.7 billion raked in prior nine months of 2017. The breakdown of the N348.1 billion profit for nine months ended September 30, 2018, showed that GTBank grew its profit by 13.3 per cent to N142 billion during the period under review, compared to N125.6 billion reported in nine months of 2017. As for Zenith Bank, a total sum of N144.2 billion was recorded in the nine months as profit as against N129 billion reported in nine months of 2017. UBA reported N61.6 billion profit, 1.3 per cent increase over N60.9 billion reported in nine months of 2017. Checks by The Daily Times, however, revealed that amount generated from account maintenance fees and income generated on Electronic- business (E-business) by the three banks was put at N44.4 billion in nine months of this year as against N29.67 billion generated in prior nine months of 2017. However, further analysis of the account maintenance charges revealed that the three banks reported 31.27 per cent drop in nine months of 2018 to N27.5 billion from N40.05 billion reported in nine months ended September 30, 2018. But income from Automated Teller Machine (ATM), Unstructured Supplementary Service Data (USSD) and Point of Sales (POS) terminal contributed to the banks’ hike in E-business Income generated in the period under review.
A further breakdown revealed that GTBank reported 11 per cent increase in account maintenance charges to N8.4 billion from N7.5 billion reported in nine months of 2017. The group also reported N6.77billion E-business income in nine months of 2018 from N5.6 billion in nine months of 2017. For Zenith Bank, its account maintenance charges dropped by 48.7 per cent to N14.67 billion from N28.58 billion reported in nine months of 2017 while E-business income rose significantly by 109 per cent to N17.7 billion from N8.4 billion reported in nine months of 2017. Also, UBA’s account maintenance charges rose by 13.6 per cent to N4.46 billion from N3.9 billion while E-income closed nine months of 2018 at N19.9 billion, 27.8 per cent increase over N15.6 billion reported in nine months of 2017. The Central Bank of Nigeria (CBN) last year revised the card maintenance charges in the new guide which was released from N100 annually to N50 monthly. This means every debit or credit card holder will pay N600 annually as against the N100 being paid previously. The new Guide to Bank Charges stipulates that banks charge N50 monthly as card maintenance fee on naira debit and credit cards, while foreign currency denominated debt and credit cards would be charged $20 or its equivalent on an annual basis. Charges for new hardware token and for replacement was increased from N2500 to N3,500, while the one-time soft token is to attract an SMS charge of N4 compared to N20 that was being charged by some banks. It, however, left the rate for acquiring new debit and credit card, renewal or replacement of the cards at a one-off charge of N1,000, while not-on-us, which is withdrawal from other banks Automated Teller Machines (ATM), would attract a charge of N65 after the third withdrawal within a month. Meanwhile, GTBank and Zenith Bank declared an
interim dividend of 30k per share respectively, while the Board of Directors of UBA proposed an interim dividend of N0.20 per share for the period under review. Reacting to the development, President, Bank Customers Association of Nigeria (BCAN) and former Registrar, Chartered Institute of Bankers of Nigeria (CIBN), Dr. Uju Ogubunka, noted that banks customers are not happy with excess charges. He explained that the Senate decision to summon the CBN governor, Godwin Emefiele, to explain why it approved official charges skewed in favour of banks is a welcome development. He said: “The senators are bank customers and are in the position to make a law against such charges. “My take is that it took the Senate so long to come up with its decision. This has been happening over the years and they are just waking up now. It is better they are awake, than to sleep forever.” The Senate had last week asked its committees on Banking, Insurance & other Financial Institutions and Finance to investigate the propriety of ATM Card maintenance charges in comparison with international best practices and report back to the Senate. The resolutions were sequel to a motion sponsored by Senator Gbenga Ashafa (APC, Lagos East) on “Illicit and Excessive Charges by Nigerian Banks on customers account with particular focus on Automated Teller Machine (ATM) Maintenance and Withdrawal Charges.” Ashafa noted that there have been several complaints from Nigerians generally and on social media concerning illicit and excessive charges by commercial banks on customers’ account with a particular focus on ATM maintenance charges and ATM withdrawal charges. The CBN had in 2017 increased the maintenance fees charged by banks on debit and credit card maintenance from N100 a year to N50 per month (N600 a year) as contained in its “Guide to Charges by Banks and other Financial Institutions.”

Consequent upon the submission of lists of presidential and National Assembly candidates by 86 out of the 91 political parties to the Independent National Electoral Commission (INEC) on Thursday night, fresh crisis is imminent in major political parties, especially the ruling All Progressives Congress (APC) and the main opposition Peoples Democratic Party (PDP). The Daily Times gathered that leadership of both the APC and PDP kept their candidates lists undisclosed to the dying minutes because of unresolved issues that surrounded primary elections conducted in some states. Aggrieved aspirants, it was learnt, are poised for action which include outright dumping of their parties in search of parties that are ready to offer them tickets while a few of them are considering legal option against their parties. Mostly affected is the APC whose national secretariat has been bombarded with petitions from aspirants who believe they were shortchanged in the primaries. The resignation of Senator Shehu Sani from the APC at the weekend and the dumping of the party by Senator Magnus Abe was the peak of the APC crisis in Kaduna and Rivets states. Senator Sani, representing Kaduna Central senatorial district said he joined the party for the believe that the party will constitute a veritable platform for the realisation of those democratic ideals which he held dear, but now could not be found in the party. Senator Sani, a fortnight ago, was reported to have emerged as the Kaduna Central Senatorial candidate after beating four other contestants but surprisingly, his name was not submitted to the election umpire - the Independent Electoral Commission (INEC) as the party’s flag bearer of the
Senatorial District. In the same vein, Senator Godwin Abe, a gubernatorial aspirant of the party in Rivers State, has thrown in the towel for not being given the mandate to fly the party’s governorship flag in the 2019 general election Abe, the governorship hopeful, lost in the primary election which he described as impunity of the highest order. The pain of these aggrieved aspirants was well captured by the wife of the President, Mrs. Aisha Buhari, whose brother lost APC governorship ticket in Borno State. Mrs. Buhari was quoted as tweeting in her official handle thus, “It is disheartening to note that some aspirants used their hard earned money to purchase nomination forms, got screened, cleared and campaigned vigorously yet found their names omitted on Election Day, these forms were bought at exorbitant prices. “Many others contested and yet had their results delayed, knowing that automatic tickets have been given to other people”. She expressed dismay that the “All Progressives Congress being a party whose cardinal principle is change and headed by a comrade/ activist whose main concern is for the common man, yet, such impunity could take place under his watch”. As at press time, some APC state governors aggrieved by the rejection of their preferred aspirants by the party’s national executive are allegedly plotting the removal of its national chairman, Adams Oshiomhole. The opposition PDP is not spared in the crisis as the party has unresolved leadership issues in some very few states but little crisis from its primaries. Ogun State PDP is a case for concern as Senator Buruji Kasamu held parallel executive and consequently parallel list of candidates. The party’s national publicity secretary, Kola Ologbondiyan, on Friday, warned that any member

parading other Iist outside of the one submitted by the party to INEC risks prosecution. The Daily Times also gathered that in coming weeks, both chambers of the National Assembly may witness defection of members from their parties to new ones. Waiting in the wing to reap from the fallout of these crises are third force parties such as the Social Democratic Party (SDP), the African Democratic Congress (ADC), the Labour Party and others which may serve as veritable options for federal lawmakers who lost tickets in their parties. Though parties have submitted lists of candidates, these aggrieved politicians are banking on the window created by INEC for parties to substitute names of candidates. The smaller parties stand to benefit because there will be windfall of readily available fund for pre- election and post- election activities This apart, candidates for states House of Assembly positions on the platforms of these less stronger parties may leverage on the political might and influence of the defectors to win elections. A credible source also confided in The Daily Times last night that two parties have already offered Senator Abe their platforms to seek
his gubernatorial ambition while Senator Sani was still indecisive of his next move; either to join the PDP or to just complete his term in the Senate before disclosing his political move tomorrow. In Oyo State, former Governor Adebayo Alao- Akala, who lost out in APC governorship primary, is considering the Labour Party on which platform he contested in 2015 as best option and that the party is willing to substitute his name as its candidate. A national executive member of one of these parties who spoke to The Daily Times on condition of anonymity, said: “We are currently holding talks with a number of Senators and Reps members on terms on running on our platform and we are optimistic that we shall have a list of some of them before the expiration of time given by INEC to substitute names of candidates”. He went further to say that “relying on a verdict by the Supreme Court of Nigeria that it is parties that have the right to provide names of candidates to contest all elective positions on their platforms, we shall duly submit names of politicians that can add value to our electoral prospect”. He added that there are internal mechanism to assuage those whose names may be substituted while he did not rule out juicy bargain from those coming to pick up the tickets. The third option being considered by some of the affected aspirants is legal option as they are poised to drag their parties to court over either the process of the primaries or over alleged infractions in the declaration of results. In view of this development, the APC may further be involved in legal skirmishes as many aspirants are set to question the adoption of direct primary option in some states. Some of the aspirants will be seeking redress over what they described as robbery of mandates given to them even at the primaries by the the various election panels who are allegedly doing the biddings of the APC leadership. Statistics had it that 42 senators out of the 109 members of the 8th National Assembly are not coming back to the Senate after May 2019. While 19 senators voluntarily withdrew from contesting for return tickets or contested for governorship tickets of their parties, 23 contested for return tickets but failed. At least 22 people have been killed and 171 others injured after an express train derailed in northeast Taiwan, the island’s worst rail accident for more than 20 years, the Reuters reports The Puyuma express train was carrying more than 366 passengers from a suburb of Taipei towards the southern city of Taitung, when it went off the tracks at 4:50pm (08:50 GMT) local time on Sunday, the Taiwan central government said in a statement. All of the train’s eight carriages had derailed and five had flipped onto their side near Xinma station, railway officials said. “There are four carriages that were overturned at 90 degrees and the worst casualties were in those carriages,” Jason Lu, head of the
Taiwan Railways Administration told reporters. “The exact cause of the accident is pending investigation,” he added. Some passengers were crushed to death, Ministry of National Defense spokesman Chen Chung-chi said. “Their train car turned over. They were crushed, so they died right away,” Chen said. Soldiers have been removing bodies to identify them, he added, but nightfall was complicating rescue work. Photos from the scene just south of the city of Luodong showed the train’s eight cars in a zig-zag formation near the tracks. Five of the cars are turned over on their sides. One passenger told Apple Daily Taiwan that the train had put on its “emergency brake” twice on
the journey and that the electricity supply had been patchy. Hong Kong’s broadcaster RTHK reported another passenger saying the train had been preparing to accelerate before overturning and had been shaking intensely, adding that some passengers were asleep at the time of the accident. The defence ministry said it had sent in 120 soldiers to help the rescue. President Tsai Ing-wen described the accident as a “major tragedy” in a tweet Sunday evening. “My thoughts are with all the victims and their families,” she added. The crash was the worst rail accident in Taiwan since 1991 when 30 passengers were killed and 112 injured after two trains collided in Miaoli.

Mathew Dadiya, Abuja Following the crisis the erupted at Kasuwan Magani on Friday with a rumour of reprisal attack early on Sunday, the Kaduna State Government has imposed a 24-hour curfew on the state’s capital and its environs. This was announced in a short statement by Governor Nasir el-Rufai, on his verified twitter handle. “This is a notice of a 24hour curfew imposed on Kaduna town and environs, with immediate effect. Residents are advised to comply by this directive. The decision has been taken in the best interest of the state,” el-Rufai tweeted.
Governor el-Rufai’s spokesperson, Samuel Aruwan, also confirmed the curfew imposed on the state. “24 hours curfew has been imposed on Kaduna town and environs. It is with immediate effect,” Aruwan wrote on his Facebook page Sunday evening. At least 55 people were confirmed killed in the Kasuwar Magani violence that had a religious undertone. The Kaduna State Government had on Friday imposed a 24 hours curfew on Kasuwar Magani in Kajuru Local Government Area following the violence. Many residents of Kaduna metropolis on Sunday rushed indoors as irate youths burnt old tyres along Katsina road, Ibrahim Taiwo road, and
Lagos Street and Ahmadu Bello way. Meanwhile, President Muhammadu Buhari has condemned the latest communal violence in Kasuwan Magani in Kaduna State which claimed 55 lives. Reacting to the violent clashes, Buhari said that the frequent resort to bloodshed by Nigerians over misunderstandings that can be resolved peacefully, is worrisome. According to the President, “No culture and religion support the disregard for the sanctity of life,” adding that “peaceful co-existence is necessary for the progress of any society and its wellbeing.” He noted that without communal harmony, the environment for the conduct
of “our everyday businesses would be impossible to achieve.” The President explained that “violence cannot be an alternative to peace. On the contrary, reliance on violence leads to ultimate selfdestruction. Violence is an ill wind that blows nobody any good. Embracing peace is a necessity.” In commending the Kaduna State government for its rapid response to the crisis, the President appealed to community leaders to engage in regular dialogue to nip imminent crises in the bud, while admonishing the people to develop the spirit of tolerance and patience at all times. The crisis was sparked by some youths in the area.

The Pensions Transitional Arrangement Directorate (PTAD) has added 9,125 exworkers of the NITEL/MTEL to the monthly pension payroll after twenty five years of uncertainty postprivatisation of the firm. PTAD Executive Secretary,
Mrs Sharon Ikeazor, who stated this at the weekend, added that the inclusion of these ex-workers to the payroll was in fulfillment of President Muhammadu Buhari’s commitment to ensuring that all pensioners get their entitlements. Ikeazor disclosed that payment to 1,385 Next Of Kins (NOKs) will follow
shortly as the Directorate concludes the computation of the deceased pensioners ‘benefits. The PTAD boss had in August 2018, assured the exworkers that they would be put on the monthly payroll to begin to receive their pension for life because the greatest injustice is not to pay workers their wages after meritorious
service to their fatherland. Ikeazor assured them that payment of their pensions arrears will be made as funds are allocated and released. PTAD has so far verified and recently pay-rolled Delta Steel Company (DSC), Nigeria Reinsurance and NICON Insurance under its Parastatals Pension Department.

Andrew Orolua, Tunde Opalana, Abuja President Muhammadu Buhari and several eminent Nigerians on Sunday mourned the demise of a former Chief Justice of Nigeria (CJN), Justice Idris Kutigi, who died at a London hospital on Saturday, October 20, 2018 at 78. The late Justice Kutigi, who was appointed the CJN on January 30, 2007, served in that capacity until December 30, 2009 when he retired at the mandatory age of 75 years. President Buhari in a heartfelt condolence to the Kutigi family and judiciary also commiserated with members of the judiciary and legal profession. In a condolence message by his Special Adviser on Media and Publicity, Mr. Femi Adesina, in Abuja on Sunday, the president condoled with the government and people of Niger State on the death of the eminent jurist, noting that he was appointed to the Supreme Court in 1992 and named as CJN in 2007. According to him, the late CJN will be long remembered and honoured for his visionary roles and contributions in the advances our country has made towards building a strong, independent and impartial judiciary, which is sine qua non for democracy to thrive. He also believed that Kutigi’s “bold and articulate judicial decisions, advocacies on access to justice for all and protection of judicial independence are extant signposts for the advancement
of the noble profession in the country and beyond. The president urged all who mourned the late jurist to honour his memory by working for a better and just society. He also urged them to uphold the virtues associated with him during his lifetime of long and dedicated service to the nation. He prayed almighty God to comfort Kutigi’s family, friends and associates, and grant eternal rest to the soul of the departed. Also mourning his demise on Sunday, President of the Senate, Dr. Bukola Saraki, described Justice Kutigi death as very sad and noted that the late Kutigi served as a honourable jurist who spent his life in the service of his country and humanity. In a statement signed by his Special Adviser, Media and Publicity, Yusuph Olaniyonu, in Abuja, Saraki stated that the death of the jurist was a colossal loss, particularly coming at a time when his experience, dedication and knowledge were required in the service of the country. He stated that the late Justice Kutigi would be remembered for his high sense of integrity, incisive judgements, reform-mindedness and immense contributions to national development. “It saddens me that we have lost a vivacious, humane and tireless jurist who, even in retirement, was called upon by former President Goodluck Jonathan to chair the Sovereign National Conference in 2014. We shall all miss him,” Saraki stated. Saraki also commiserated with the immediate family of the

In a statement signed by Awassam Bassey, Senior Special Assistant to the CJN on Media, Justice Onnoghen on behalf of the Nigerian Judiciary and, indeed, all Nigerians, commiserated with the family of the deceased former CJN and urged them to take solace in the fact that their patriarch lived to the fullness of age and served his country diligently, rising to become the CJN , the highest office in the third arm of government. The CJN, as a mark of deserved honour to the late CJN Kutigi, therefore directed that the Nigerian National Flag in the premises of the Supreme Court of Nigeria, the CJN’s official residence in the Three Arms Zone of Abuja should be flown at halfmast for a duration of seven days. Other premises where the National Flag would flown at half- mast are all Judiciary institutions including the National Judicial Council (NJC), the
National Judicial Institute (NJI) and the Federal Judicial Service Commission (FJSC), as well as all Courts of records in the country. The Chief Registrar of the Supreme Court has in same vein opened condolence registers at both foyers of the apex Court to enable Justices of the Court and other well-wishers pay their last respects to late Justice Kutigi who was CJN from 30th January, 2007 to 31st December, 2009. Justice Onnoghen prayed for the peaceful repose of late Justice Kutigi and urged God to grant the family the fortitude to bear the loss. Also, former Vice President of Nigeria and Peoples Democratic Party (PDP) flag bearer in the 2019 presidential election, Atiku Abubakar, said that the death of the former CJN has robbed the country and the judiciary of one of the best legal minds whose contribution to democracy cannot be easily forgotten. In a statement by his media assistant, Paul Ibe, in Abuja on Sunday, Atiku explained that Kutigi was a great Justice who avoided controversy throughout his judicial career, and that his commitment to law and justice and democracy would be remembered for years to come after his death. The presidential candidate of the PDP recalled that as chairman of the 2014 National Conference, Kutigi demonstrated admirable wisdom and remarkable leadership in handling such delicate national assignment. “By successfully chairing such gathering of Nigerians from diverse backgrounds”, Atiku said, Kutigi “showed a great capacity
for leadership and broadminded disposition.” He prayed to Allah to bless and forgive the soul of the late Chief Justice of Nigeria and wished his family the strength to overcome this moment of great loss. Niger State Governor Abubakar Sani-Bello in his condolence message, expressed shock over the demise of former CJN, Justice Kutigi. The Governor described the demise of the legal luminary as a great loss to the country in general, the state in particular as well as the legal profession. In the massage signed by the Chief Press Secretary, Jibrin Baba Ndace, Governor Sani-Bello eulogised the iconic legal giant, describing his contributions to the development of the justice system in the country as immeasurable. He described late Justice Kutigi as uniquely endowed Nigerian, a man of integrity who has indeed paid his dues in the service of his country in particular and humanity in general. The Governor commiserated with the family, Nigerlites and Nigerians over the loss and prayed Allah to grant his soul eternal rest and make Aljannah Firdausi his final abode. Born on December 31, 1939 in Kutigi, Lavun Local Government Area of Niger State, the late Kutigi served as Attorney General & Commissioner for Justice, Niger State before he was appointed High Court Judge. Justice Kutigi, who joined the Supreme Court in 1992, was appointed CJN on January 30, 2007 and served in that capacity until December 30, 2009.
returned as party standard bearers. The two petitions against the governorship primaries in Rivers by Senator Abe and Chief Dumo Lulu-Briggs were not upheld. The petition from Delta State by Prof. Pat Utomi was also dismissed and tagged “overtaken by event”. From Borno, there were four petitions against the conduct of the governorship primary. The committee recommended that a consensus option be explored to be supervised by the National Chairman of the APC in consultation with the President. It was also gathered that majority of the petitions against the conduct of the Senate and House of Representatives primaries were not upheld for various reasons, ranging from lack of merit and lack of proof to lack of time for fresh primaries. No reasons were adduced for not upholding some others. Similarly, some petitions were upheld and some of the petitioners declared as candidates of the party either because they actually won the primaries and were substituted or for other reasons ranging from lack of clearance and others that were not adduced by the committee. A summary of the report indicated that all petitions on the Senate and House of Representatives primaries were rejected by the panel. Also rejected were those from Bayelsa, Rivers and Cross River states. In Delta State, eight petitions were upheld because the petitioners won the primaries, but their names were substituted. Seven petitions were rejected. The three petitions against the conduct of the governorship primary in Akwa Ibom State was rejected alongside eight House of Representatives seat. Five were upheld. From Kaduna State, six petitions were treated on the senatorial primaries while five of them were rejected. But controversy is trailing the outcome of Senator Shehu Sani’s matter, following his resignation from the APC on Saturday Two petitions each were received against the governorship primaries in Sokoto and Jigawa states. They were rejected. Three House of Representatives and three senatorial petitions were rejected from the two states. Petitions from Kebbi and Katsina states were also rejected. The two against the conduct of the governorship primary were referred to the National Working Committee for further action.

PenCom approves 3,280 applications for retirement in Q1 Joseph Inokotong, Abuja The National Pension Commission (PenCom) has approved 3, 280 applications for payment of retirement benefit under life annuity plan. The commission, in its 2018 first quarter report posted on its website, said the 3,280 retirees received N3.61 billion as lump sum payment and were paid annuity premium of N17.96 billion to insurance companies. This, PenCom said accumulated to a total of N63.91 billion and N259.58 billion as lump sum and annuity payments respectively. It said the approved annuity applications for the quarter under review increased the total number of retirees receiving their retirement benefits through the annuity plan to 51,819. According to the report, PenCom said the retirees were receiving average monthly annuity of N2.70 billion as at the end of March. On retirees under Programmed
Withdrawal, (PW) it said “the total number of retirees currently receiving their pensions under the PW increased by 3.79 per cent from 174,186 in fourth quarter of 2017 to 180,783 in first quarter of 2018. “The sectorial breakdown shows that 51.60 per cent of those that retired under the PW during the quarter under review were from the public sector while retirees from the private sector accounted for the remaining 48.40 per cent’’, It stated. PenCom said N19.25 billion was paid to 6,597 as lump sum and N0.25 billion as monthly programmed withdrawals during the quarter. The commission said from inception of the Contributory Pension Scheme (CPS) to date, a total of 180,783 retirees had been paid the sum of N467,98 billion as lump sum and N6.14 billion as average monthly programmed withdrawals. On withdrawal of 25 per cent of Retirement Saving Account (RSA) balances, PenCom said during the quarter, approval was granted for payment of N4.97 billion to 12,772 RSA
holders. It said the RSA holders were under the age of 50 years and were disengaged from work and were unable to secure another job within four months of disengagement. The commission said the cumulative total number of disengaged RSA holders who were paid 25 per cent was 263,093 and were paid N87.54 billion from inception to date. It said a further analysis on the payment of disengaged RSA holders showed that the private sector accounted for 95.60 percent while the public sector accounted for 4.40 percent. On approval of death benefits, the commission approved payment of N8.00 billion as death benefits to the beneficiaries of 2,173 deceased employees during the quarter under review. This, it said brought the total number of deceased employees from both public and private sectors to 47,682. It said the amount paid during the quarter moved the total payments of death benefits to N146.90 billion including life insurance.

Imo traditional rulers sue for abolition of Osu caste system Traditional rulers in Ikeduru Local Government Area in Imo have expressed their willingness to abolish the Osu caste system in their communities if there is a law to that effect. The traditional rulers spoke through the Chairman of Ikeduru Council of Traditional Rulers, Eze Marcel Egemonu, the Ebi of Ebikoro, during their council meeting held at Ikeduru Local Government Secretariat on Friday. Egemonu said that the osu system brought with it a lot acrimony, disaffection and discrimination among people of same community and language in Igbo land and as such it should be abolished. He urged the traditional rulers to rise up to the occasion through re-orientation and creation of awareness on the negative impact of the practice among their various communities. Army warns fake news medium, bloggers, says it did not kill 35-year-old woman Kingsley Chukwuka, Jos The Nigeria Army has reacted to the news making the rounds that troops shot and killed a 35 years old woman on Friday night, in Fwapwa Doi village of Jos South Local Government Area of Plateau State. The Army responding through a rejoinder titled “Re: Soldiers allegedly kill 35 years woman in Plateau”, warn fake news peddlers, bloggers and other mischief makers that it will no longer tolerate any publication that is injurious to the Nigerian Army. “This Division wish to warn online and traditional media as well as agents of fake news and other likeminded mischief makers
that 3 Division will no longer tolerate publication of fake news that are injurious to the hard earned image and reputation of the Division in particular and the Nigerian Army in general”, it said. The rejoinder signed by the spokesman of the 3 Division Nigeria Army, Colonel Kayode Ogunsaya, and a copy made available to our correspondent at the weekend, explains that the report was a deliberate falsehood and an attempt to portray the Division in bad light. The statement reads that “The attention of Headquarters 3 Division has been drawn to a story circulating in both on line and traditional media that a 35 years old woman, Sarah Edward Nyam, was allegedly shot dead by men of the Nigerian Army”.
Colonel Ogunsaya dismissing the report as falsehood said “I wish to state that contrary to the report the soldiers were in the Dura -Du district and its environs from Monday 15 October - Wednesday 17 October 2018 to provide security to the sniffer dogs deployed to assist in locating the where about of the missing retired senior officer, Major General Idris Alkali (retired) and not on Friday 19 October 2018 as reported by online and traditional media. “On completion of the mission, the troops and sniffer dogs returned to the barracks on Wednesday 17 October 2018. The troops did not engage anyone in fire fight because the entire district has been deserted. No soldier fired any shot. All the ammunitions were duly accounted for by the troops”.

Yobe executes N402m projects in LG The Yobe state government has approved the execution of N402.3 million capital projects in Yusufari local government. The Local Government Chairman, Alhaji Ballama Budu, disclosed this to newsmen on Friday in Yusufari. “Early this year, approval was granted to us for the execution of numerous projects in the local government to the total contract sum of N402.3m. “The projects comprise dispensary staff quarters, 10 solar boreholes, 36 hand pumps, 4 cement wells, 50 solar lights, 160 work bulls and 80 ploughs. “Other projects include wall fencing of two primary schools, construction of new government lodge as well as the emirate guest house among other life touching projects,” he said. The chairman commended newsmen for their continuous support to the state and local government councils, adding that the relationship had been beneficial to the people. He urged them to keep the ball rolling by enlightening and educating the teeming populace on the need to support government policies and programmes for the betterment of the state.

Fayemi, Ekiti and matters arising

In “Paradise Regained” by John Milton, the English poet quipped that “The childhood shows the man, As morning shows the day.” Probably only the discerning would have recognized how this immutable truth intricately weaved itself around Dr. John Kayode Fayemi on yet another date with history on Tuesday, October 16, 2018---a day of his inauguration as the governor of Ekiti State for the second time. Defined by a value system permanently etched in his subconscious that, at intervals, makes itself heard in a still, small voice that it is only when society’s politics is married with intellection in solving complex societal issues can a people ascend the next ladder of civilization and modernity. So, the equanimity that trailed him into adulthood and coalesced to his recurrent struggle for a fair, just and equitable society could only have issued from his childhood. Thus, the poet’s first condition that “the childhood shows the man” was fulfilled on this day. Milton’s other component---which man has never, and most certainly will never have any control----also reared its head on this day as the early morning rains brought succour into a geographical space that has long been famished in both spiritual and material sense of the words. So, rather than the scorching and suffocating sun reasonably expected at this time of year that would have made the day very uncomfortable not only for Ekiti people in general but the congregation at the pavilion ground in particular, the early morning rains that descended into the universe of Ekiti brought calm into the land and all creatures became joyful and animated. Thus, the second condition by which a man’s trajectory can be measured and predicted was also fulfilled----on this day. After taking the Oath of Office and that of Allegiance, it was crystal clear that Governor Fayemi and the stars were in harmony and in perfect alignment which set the stage for a remarkable inaugural speech. Inauguration speech----it should be said----is a pointer to the direction of travel of a State Chief Executive in the course of his/her constitutionally allotted time in office. It is therefore against this backdrop that Fayemi’s inaugural speech was presented and should also be seen. Christened “Reclaiming the Land of Honour,” the speech took a people whose history was negatively impacted by his predecessor a step back in the hope that they will be properly guarded in the future and that the inhuman condition to which they were subjected will never repeat itself. It was also a speech that seems to have drawn line in the sand with a proclamation that never again would anyone take the “Land of Honour” and the “Fountain of
Knowledge” to another dark era of ignorance and want as exemplified by the state’s former governor who succeeded, for the most part, in changing the psyche of a generation that now takes delight in advertising the fact that their ignorance is just as good as the knowledge of their forebears. But the line in the sand couldn’t have been more pronounced with the opening poem of the inaugural speech titled “This Land Is Ours” written by none other than the First Lady Erelu Bisi AdeleyeFayemi. Fundamentally, it was a speech that clearly mapped out the direction that the administration will follow for the realisation of the greatest good for the greatest number of its people. In his characteristic “Omoluabi” persona, Fayemi payed homage to the state’s ancestors “upon whose labours our generation is building upon; our forebears of ages past who bequeathed to us a rich history of honour and dignity” as well as the ancestors who “taught us that only in fighting together can we truly win” which eventually culminated in the “creation of Ekiti State on October 1, 1996.” While the governor said his speech clearly marked “the beginning of a new phase” in the history of Ekiti State and its people, he also insisted that Tuesday, October 16, 2018 was not as much “the end of an era” but “more appropriately, the end of an error.” It couldn’t have been anything but an error for a people whose discipline, principle, honour and integrity are what legends are made of to have exhibited such cavalier attitudinal disposition that allowed a certified brigand to rule over them and presided over the socio-economic and political conditions that affected their existence that they became cowed and subjugated by his ruthlessness. To further lend credence to his assertion, Governor Fayemi said it was “the end of an error” by virtue of the fact that Ekiti people went “through a horrible wilderness experience in the past four years” that “our reputation as a people has been sullied and we have become the butt of jokes due to the crass ineptitude, loquacious ignorance, and ravenous corruption masquerading as governance in our State during this past administration.” While the governor said his administration will never shirk its responsibility as it is its duty to ensure that the “present state of affairs” are thoroughly reviewed, documented and widely disseminated “so that all can know what has become of our commonwealth,” he was also unwilling to forget very quickly how one of the odious and disingenuous scare tactics deployed to hoodwink a significant segment of the electorate against his electoral chances (but eventually failed) at the poll that
he reiterated that his “coming back to office is not a revenge mission, but rather a healing balm on a painful wound.” Perhaps, nobody could have been unenviously placed to feel this ‘painful wound’ than Governor Fayemi himself who saw, within a spate of four years, virtually all his works and labour on behalf of Ekiti people in his first term in utter ruins by wanton and criminal acts of his predecessor that he was unable to do anything about. Perhaps this was what informed what can be described as the October Declaration as he reeled out a catalogue of his predecessor’s egregious transgressions in which he said: “Never again should we give up free and qualitative education for herculean fees and taxes levied on our school children; never again should we give up free healthcare and functional hospitals for a total neglect of the health sector; never again should we give up integrated infrastructure development for bridges that lead nowhere; never again should we give up a burgeoning tourism sector and a revitalised Ikogosi for decrepit structures now overrun by reptiles; never again should we give up the peace and unity of our State for increased crime rates and general insecurity; never again should we give up transparent and accountable governance, with the requisite checks and balances of independent Judicial and Legislative arms of government, for draconian one-man shows; never again should we give up our reputation as a honourable and knowledgeable people, to be known as apostles of stomach infrastructure. Never again shall we sacrifice prompt payment of salaries for indulgence in pursuance of projects of minimal benefit to the people. NEVER AGAIN.” Governor Fayemi reminded Ekiti people that the campaign slogan to “Reclaim our Land and Restore our Values” should not be jettisoned in the aftermath of his electoral victory but should rather be seen as an enduring and sustainable mantra in socioeconomic ‘re-engineering’ and “a clarion call to all to embark on this journey with us” in realizing a vision for a state where “people can thrive and live their lives in dignity. A place where young people do not roam the streets looking for jobs that are not there, a place where people are not so hungry they resort to pilfering food to survive. A place where the cycle of generational poverty can be broken, and in which our elderly can reap the fruits of their labours over their children.” In the “governance agenda” of his administration Governor Fayemi identified Social Investments, Knowledge Economy, Infrastructure and Industrial Development, and Agriculture and Rural Development
as the four areas through which the administration will pursue its developmental objectives and deliver its promises to the people. In line with his socialist/welfarist political inclination and imbued with the moral values never seen since the time of Chief Obafemi Awolowo and his political cohorts, which has shaped and defined his political career, it bears mentioning that the Social Security Scheme popularly known as “Owo Arugbo” to which Governor Fayemi maintained the highest fidelity throughout his first term was the first of its kind in Nigeria’s governance history. As a state known for having “the highest number of professors and academic pioneers per capita in Nigeria,” it was not only a no-brainer but the utmost necessity in the global village in which the world found itself, and a global economy now fundamentally driven by knowledge to want to embark in the kind of education that lays special emphasis on such fields as “teaching, research, skills development, creative arts, strengthening tertiary institutions and educational entrepreneurship.” He said Ekiti Knowledge Zone, which was among the novelties that his predecessor deliberately left to die, will be resuscitated by his administration. As an important component to “Poverty Reduction and Revenue Enhancement,” the Infrastructure and Industrial Development pillar has its own impressive track record in the governor’s first term as was witnessed through many “community-based projects” such as the Ikogosi Warm Springs Resort “flagship tourism asset” and employment generation water bottling business entity known as Gossy Water. In an agrarian environment like Ekiti State, Agriculture and Rural Development is a sine qua non which is the fourth pillar that will be deployed “in order to achieve sustainable food security, create employment opportunities and foster agro-based industrial development for poverty alleviation and wealth creation.” Also, the Youths in Commercial Agricultural Development (YCAD), for instance, was one of the initiatives on record that this pillar proudly birthed. In bringing a historic inaugural speech by which a new dawn was opened to a close, Governor Kayode Fayemi pleaded “for the patience and understanding of all Ekiti sons and daughters who are very eager to once again feel the impact of a purposeful and egalitarian government” affirmed by “the eventual and irrepressible victory of truth and justice over falsehood and injustice” which is the pedestal on which his second administration now stands.

As we struggle to survive raging floods, the White House was this week busy, not with helping humans fight them, but employing intercontinental ballistic missiles to shoot down the United Nations Report that humans are a major contributory factor. The UN Report written by ninety-one authors and review editors from 40 countries, and, using more than 6,000 scientific references, had a total of 42,001 expert and government review comments before its release on October 8. It warned that the world has just twelve years to avert climate change catastrophe which would include massive flooding, wildfires and food shortages. The UN which says every extra bit of warming matters, called for limiting global warming to 1.5°C compared to 2°C, or more. It argued that if this achieved, by 2100, global sea level rise would be 10 cm lower, the likelihood of an Arctic Ocean free of sea ice in summer would be once per century, and coral reefs would decline by 70-90 percent rather than 99 percent. However, American President Donald Trump who had once called climate change a hoax, dismissed the warnings saying: “You’d have to show me the scientists because they have a very big political agenda.” Andrew Emory Dessler, climate scientist and Professor of Atmospheric Sciences at Texas A&M University responded to Trump’s accusation: “At its heart, this is just a wacky conspiracy theory. It’s important to realize that there’s never been a conspiracy by a huge field of science. And this would have to be an extremely massive conspiracy, considering the thousands of scientists working on this. On the other hand, there have been many examples
where political advocates have tried to cast doubt on science that is extremely solid. That’s what’s going on here.” Professor Katharine Anne Scott Hayhoe, climate scientist at Texas Tech University, also responded to Trump: “A thermometer isn’t Democrat or Republican. It doesn’t give us a different answer depending on how we vote.” Trump’s top White House Economic Adviser, Larry Kudlow also attacked the UN Report as overestimate. “I don’t think we should panic…I don’t think there’s an imminent disaster coming, but I think we should look at this in a levelheaded and analytic way.” As for the human element in climate change, he said: “I’m just saying do we know precisely… how much of it is man-made, how much of it is solar, how much of it is oceanic, how much of it is rainforest and other issues” As this diversionary Trump war rages, I have become a daily monitor as the floods rise in my ancestral home in the Niger Delta. In the last few weeks some relatives and friends have had to relocate. Schools were closed in in many parts. But we continue to hope it will not get to the 2012 levels when whole towns and villages evacuated. That year, 363 Nigerians were killed in the floods with 2.1 million displaced. In the current floods, we have lost 141 persons. In the three East African countries of Kenya, Rwanda and Somalia, 300 lives have been lost to rains and floods this year.. In the last two weeks, floods killed at least 12 in southwest France, and another dozen on the Spanish island of Mallorca. Perhaps the most
tragic of these disasters occurred on Sulawesi Island, Eastern Indonesia on September 28 when a combined 7.5-magnitude earthquake followed by a tsunami, killed more than 1,700 persons. An unknown number were buried under soil or swept away by waves. So overwhelming was this disaster that the government decided the best option was simply to turn some villages into mass graves since there was little chance of exhuming most of those buried in the soil.. If there is a country where a general agreement has been reached that the climate has gone bunkers, it is Japan. This year, it has been hit by a combination of earthquakes, typhoons, landslides, floods and heat waves! Trump who had last year, pulled the United States (US) out of the Paris Climate Change Accord, is not positing a counter scientific research or argument to that of the UN. His thoughts and policies are ruled by monetary, rather than human considerations or the future of the universe. This week while touring Florida where Hurricane Michael had made a landfall killing at least 31 with several people still missing, the American President revealed why he is opposed to curbing gas emissions and checking climate change: “I will say this. I don’t want to give trillions and trillions of dollars. I don’t want to lose millions and millions of jobs. I don’t want to be put at a disadvantage.” Trump consistently rates money above human lives. In the on-going case of the suspected murder of Saudi journalist Jamal Khashoggi in the Saudi embassy in Turkey, lots of Americans have argued that their country which claims to be a champion of fundamental human
rights and press freedom, should take a stand against Saudi gross violations of human rights. On the UN Report, it is not Trump alone that sees it from the prism of the dollar. Florida Senator Marco Rubio, also has money, not human lives on his mind. Rubio who is witness to the Hurricane Michael catastrophe in his constituency, said although he recognises that human activity is the main cause of climate change, but policies that would be suggested to check this will need to be weighed against “the public interest and other topics.” He added: “If we’re going to have that debate about whether certain laws should be passed in order to alleviate what some scientists or a lot of scientists are saying is the cause of this, that has to be balanced with the public interest and other topics like the economy and the like.” It is amazing that the US with a huge body of knowledge and knowledgeable people can be led by an administration which displays so much contempt for knowledge and universal wellbeing: the beautiful thing is that the rest of humanity is marching on.

Editorial Commentary Peter Obi and healing of Igbos

“Time heals all wounds unless you pick at them-” Shaun Alexander The American athlete who stated the above must have spoken from practical experience. Athletes are often prone to injuries; however, Shaun is encouraged that any injury will heal over time on the condition that it is not touched after the necessary treatment is administered. In medicine, injuries that refuse to heal are termed chronic and may cause severe trauma that could physically and emotionally drain a patient to permanent deformity. The name Biafra evokes deep emotions. It actuates a reflection on what many refer to as the Nigerian civil war but in the real sense represents the first black-onblack genocide in postcolonial Africa with Igbos at the receiving end. Attempts to erase or deprecate this truth by the west whose interests were served proved futile as there is abundant literature to buttress it. Ndi Igbo, however, ignored Gowon’s rhetorical 3Rs (Rehabilitation, Reconstruction and Reintegration) after the “No Victor No Vanquished” declaration and moved on. Meandering back to their abandoned outposts they made a tremendous economic recovery in record time and have contributed immensely to a nation left in piteous underdevelopment by decades of misrule. Igbos also made political progress. It took only 9 years to reintegrate back to the centre with late Chief Alex Ekwueme as the Vice President alongside prominent Igbo sons like Chuba Okadigbo, Nwafor Orizu, and CC Onoh in the ruling NPN back then. The Great Zik of Africa who led the vibrant duo of Jim Nwobodo and Sam Mbakwe dominated the South East and equally had considerable influence with his NPP in Plateau, Rivers and Lagos states. However, the quest to ascend the throne remained elusive, not for lack of trying though for Azikiwe gave it a shot twice and Ekwueme came very close in 1999. Nevertheless, Igbos continued to be in the reckoning as a tripartite arrangement by the major tribes saw them holding on to the number 3 position all through Obasanjo’s 8-year tenure as the Fourth Republic commenced. It was even more so during the time of Jonathan as Igbos held juicy ministerial positions and reintegration back into the military was deemed to have been accomplished with the appointment of Ihejirika the first ever Igbo Chief of Army Staff in the post-war era. Then came Jonathan’s defeat. We had put our eggs in one basket which was crushed by the same Hausa/Yoruba alliance that gave us the stick during the civil war. Our people were shocked, our leaders in disarray, unsure of what to do or where to go. The Pharaoh who did not know ‘Joseph’ ascended the throne. Rather than spearheading the opposition Ekweremadu who was the highest elected Igbo official in the PDP joined Saraki in the APC Senate leadership. The South-East governors surrendered the party to Wike and our youths became willing tools for unscrupulous politicians. Deafening chants of secession escalated in the region with men of questionable character leading the politicization of Biafra. Indeed, the following two years saw Igbo land overwhelmed by unprecedented political entropy. Well, two weeks they say is a long time in politics. So here we are today with an Igbo son, an exemplary one at that on the ballot of the main opposition party to contest for the nation’s number two job. The restructuring carrot has been dangled once again and Nigeria is no longer a zoo. It is now ‘our country’ which deserves the leadership of Atiku and Obi to prosper. Regardless of your opinion about Peter, that he performed excellently in Anambra is not debatable. He is a consummate administrator whose personal philosophy, prudence, and ability to maximize available resources can never be diminished on the altar of politics. Little wonder the announcement has
stirred and continues to stir excitement in the political landscape. A man, however, must have his faults and Peter is human. His approach to politics is commercial and he is deeply immersed in religious politics. His speeches are often dotted with “I did” rather than “We did” exposing a narcissist proclivity and lack of confidence in others. These attributes may have been beneficial on a local level but will likely be inimical in the larger picture of national politics which demands a secular and inclusive appeal. Be that as it may, his choice as Atiku’s running mate is a good one. The problem though is that they will have to navigate labyrinthine impediments to give the incumbent a good fight. For one, though no politician sets out to fail, Atiku’s decision is perceived as politically wrong by many in the sense that the South-West is completely out of the equation in his party. Given the palpable apathy towards the APC in the South-East, the region is already in Turaki’s kitty, so one would have expected a Yoruba running mate in order to make inroads into the second most populous region with a history of vote splitting among the leading parties. All the same, being a veteran in the game, the former Vice President may have an ace up his sleeve and his prerogative must be respected. Nonetheless, it remains to be seen how he will convince the Yorubas that the man who sensationally accused Fashola of ethnic discrimination is better than their son Yemi Osinbajo. Secondly, though Atiku is considered a worthy adversary by many he has rarely managed to scratch Buhari’s votes in the north in previous elections. In 2003 as the Vice President and in 2007 with him on the ballot, Buhari swept most of the core northern states with a wide margin. Conceivably, the task of gaining northern votes will be an arduous one given his alleged utterances against the region and even more so with a man regarded as a part of the unsuccessful connivance to usurp their ‘right’ in 2015. Finally, the base has to be consolidated. Peter has to get off his high horse and stoop to conquer. He must rise above the recent self-serving abjuration by the SouthEast leaders if he is to unite our people. I mean the deed is done and from what I gather Atiku is standing his ground so it will be needless to sustain the public show of what could otherwise be handled confidentially. The task ahead is too onerous for the South East to take on with a divided house. So like the Biblical Peter who was a fisherman, the task of fishing for followers has fallen upon this Peter. He has to negotiate with Atiku and tell Ndi Igbo the potential benefits for their support. The era of blanket support without negotiation is over. That Ogun state’s IGR surpassed that of the entire South East cannot be too far away from the special status accorded to Lagos by this administration. Peter will also need to embark on the unenviable task of remaking the image of Igbos among the majority tribes because we have to accept that a lot of damage was done if we are honest with ourselves. He should ignore the APC’s vicious media machinery in taking his message across the country because make no mistake about it, the party will eschew issues and ensure that this presidential campaign dwells on the binary narrative of ethno religious sentiments, especially in the north. They will dig up dirt, throw mud and paint him with feces but he needs to keep his eyes on the real target for it is not becoming the Vice President in 2019 that matters most (don’t get me wrong that would be a wonderful achievement) but the more important task of stimulating the process of piloting Igbos back to their rightful place in national politics. For me, that will begin the healing process once more and hopefully, nobody will pick the wound again. I wish Peter luck.

World Bank rating and EODB in 5 states, FCT

igeria’s ranking on Ease of Doing Business (EODB) has received a boost as the World Bank on Thursday announced that five states in the country- Lagos, Kaduna, Abia, Enugu, Anambra and the Federal Capital Territory (FCT) - are making stride to improve the ease of doing business for domestic small and medium enterprises (SMES). The Ease of Doing Business is an index published by the World Bank. It is an aggregate figure that includes different parameters which define the ease of doing business in a country. The EODB is to facilitate the domestic producers as well as foreign. The benefits of domestic businesses are obvious. The foreign businesses will not only provide jobs, but also bring new technology with them, hence the need for Nigeria to create the enabling environment for new and old businesses to thrive. According to the World Bank, the report which noted the improvement of the Nigerian states in ease of doing business; covered the 36 states and the Federal Capital Territory (FCT); noting that 29 states had implemented 43 reforms in the area of starting a business. But World Bank observed that gaps still exist in the nation’s regulatory environment. Though no state performed excellently well, the World Bank pointed out that Kaduna, Enugu, Abia, Lagos and Anambra made the biggest strides in improving regulations. The EODB index ranks countries against each other based on how the regulatory environment is conducive to business operation and stronger protections of property rights. Economies with a high rank (1 to 20) have simpler and more friendly regulations for businesses. It is instructive to note that the EODB in Nigeria fell to 145.00 from 169.00 and Business Confidence went up to 24.80 Index Points from 21.50 Index Points in August, 2018. Nigeria’s EODB all-time average stands at 145.00 and its projection for 2018 is 136.12, while Business Confidence averaged 11.64 Index Points and is projected to be 33.98 in October, 2018. With the new report from the World Bank which places five states in the country – Kaduna; Enugu; Abia; Lagos, Anambra and the FCT, we wish to commend the governors of these five states for promoting a friendly and better business regulatory environment while urging other 31 states to emulate them. If countries like Uganda, Zambia, Tanzania amongst others are doing well in creating an enabling business environment, Nigerian states which have more population than
these smaller countries can understudy these countries and apply the policy so as to drive economic activities in their respective states. Doing this, will also increase Nigeria’s ranking in global competiveness. Perhaps, the EODB leads to higher GDP per capita and a higher GDP per capita lead to better EODB which is entirely driven by the quality of institutions. Therefore, it is important that states in the country keyed in by creating a conducive business atmosphere for small and medium enterprises to flourish and this will in turn increase the tax revenue of the states and the GDP. What is more important in the Nigerian case in particular, a large body of research clearly shows that productivity growth, the ultimate driver of economic growth, has been held back by burdensome regulations from successive administrations, crippling of industries as well as labour regulation, which has affected the growth of firms in the country. We are of the opinion that wise economic judgement and sound public policy advice and formulation, involve more than merely parroting a statistic but require interpreting it with nuance and care. We submit that clear understanding of this difference is one of the marks that distinguishes an economist from a technician masquerading as an economist.

Plateau killing: STF sets up operational Short News base to boost community confidence 20th Ofalla festival anniversary : Gov Ishaku Kingsley Chukwuka, Jos The Special Task Force mandated to restore peace on the Plateau, code name, Operation Safe Haven (OPSH), has set up Forward Operational Base (FOB), unit in Gyambwas district of Mangu Local Government Area of Plateau State, aimed at reducing response time to crime and to boost community confidence. The Commander, Major General Augustine Agundu at the weekend stated that the effort is aimed at resettling the villagers who fled their homes as a result of the incessant crisis that has hitherto engulfed Plateau in recent times. His words, “when I took over as the OPSH Commander, I visited Gyambwas community and saw that all the villagers are nowhere to be
found. So I decided to set up an FOB tactical formation that will provide security within the area to boost the confidence of the villagers, so that they can return home and with this development the inhabitants of this community have now returned home. This Base is to guarantee their safety at all times: they are happy to have us in their mist as they can now go to their farms. “As you can see normalcy has returned and they are happy to be back home”. Gen. Agundu said as part of the plan to establish the Tactical FOB in the district is so as to also patrol other neighbouring communities to curb the invasion of assailants. “Our presence here will aid us to patrol neighbouring communities especially Fan district and that is why I have provided my troops with bikes to aid their patrol”. The OPSH boss also blames
politicians for causing the divide amongst citizens, appealing to government to create friendlier environment that will help to unite the people. He promised to support the efficiency of the only underfunded clinic in the community as well as assist school children in returning to class room. He urged the community leaders and all inhabitants of Gyambwas community to be law abiding and to also learn to tolerate each other. Responding, the district head of Gindiri, Alhaji Tanko Adamu, laud the Commander said for his tireless effort to ensure that the ‘Base’ which has brought peace back to the community was established. Adamu praise the Commander for creating a Military/Civilian relationship, a feat which he also said has promoted peace in the community.

Taraba State Governor, Darius Dickson Ishaku has solicited support from the Igbo sons and daughters in the State for his re-election bid come 2019. Human parts possession: Kwara lawmakers want suspects’ trial in Ilorin Kehinde Akinpelu, Ilorin The Kwara House of Assembly has called on the Inspector-General of Police, Mr Ibrahim Idris, to transfer the case of suspects arrested with human parts to the state for trial. According to Chairman of the assembly’s Committee on Information and Culture, Alhaji AbdulRahman AbdulRafiu, the suspects were arrested in Ilorin and they should be tried under the state’s law in connection with the issue. The Daily Times reports that the lawmakers recently passed a Bill, prohibiting dealings in human parts in any form in the state. The state governor, Alhaji Abdulfatah Ahmed, has assented to the Bill. Pastor, assistant, woman leader found dead in Umuahia Sunday Nwakanma, Umuahia
The corpses of a popular Umuahiabased pastor of Wind of Glory Church, situated at Ohokobe Ndume, Pastor Blessed that of his assistant as well as a former woman leader of the church was on Friday discovered in cold blood in the pastor’s residence at Umuobia Olokoro Housing Estate. The people of the estate in Umuahia South Local Government Areas were therefore thrown into confusion as decomposed bodies of two pastors and the woman were discovered in the building in the estate. The gory scene showed the corpses already decomposing. There were indications that his
properties, including his car were carted away by their killers. It was a gory sight to behold this afternoon as police cordoned off the scene of incidence. The pastor has been identified as Blessed Kelechi Iwuanyanwu from Mbano in Imo State, while the Assistant pastor is Ambassador Kalu Ikeagwu from Arochukwu. The woman leader of the church, who was alleged to be a divorcee with three children was identified as Ruth Andrew and is said to own a school in Umuahia. Some of the relatives and church members at the scene said the suspected murderers must have carried out the act last Sunday morning as the two pastors were not in church that Sunday till Friday evening when they visited the house and saw dead bodies.
The Deputy Commissioner of Police in charge of the State CID, Patrick Edung who led the police to the scene to evacuate the bodies, said the police have commenced investigation in the matter. The decomposed bodies have since been deposited in a mortuary. Unconfirmed sources said the woman’s husband is living abroad and is suspected to come from Akoli Imenyi in Bende LGA of the state. “The woman Ruth Andrew is the owner of the school opposite apples fast food at Ojike Street (Noble Stars Academy). The pastor wants to remarry her”, a source alleged. The church was formerly at Ihie Ndume hall before being moved to Ohokobe Ndume, all in Ibeku, Umuahia North.

Don’t play politics with ongoing NNPC reforms – APC Deputy Spokesman Tom Okpe, Abuja With the ongoing oil and gas reform in the country, the Deputy National Publicity Secretary of the All Progressives Congress (APC), Yekini Nabena, has warned Nigerians, especially the critics of the current leadership of Nigerian National Petroleum Corporation (NNPC) not to play politics with the reform as it will not be healthy for the sector and the country. He said that the current administration’s efforts to sanitize and reform the oil sector should be supported by all well-meaning Nigerians. Speaking in an interview on Sunday in Abuja, Nabena said in a courageous move by the current administration, a new price regime for petrol was introduced in the country which has led to the technical liberalization of petrol price. According to him, the move is set to reposition the country’s downstream oil sector and in particular ensure that the Nigerian National Petroleum Corporation (NNPC) becomes a fully run commercial entity.
He said: “The administration’s efforts to sanitize and reform the oil sector should be supported by all well-meaning Nigerians. It is important that we don’t succumb to the temptation to play politics with the reforms in view of the strides that have been achieved so far. “The positive effects of the oil sector reforms have been instant and visible. Fuel shortages and resultant queues which were a recurrent issue in the sector due to our limited refining base are now of the past. “As the NNPC works to wholly meet the national petrol requirement due to inability of private sector players to meet their supply quota, the increased private participation in our energy sector, is set to increase our local refining base with the near launch of privately-owned and high-capacity refineries. The resultant effect will be an end to the costly importation of refined petroleum products. “In a general appraisal of the oil sector reforms undertaken by the President Muhammadu Buhari administration, an often downplayed achievement is the fact that in a long time, Nigerians no longer have to waste valuable man
hours queuing for fuel on account of scarcities”. While reacting to the $3.5billion Subsidy fund being probed by the Senate, Nabena said: “The achievements of the oil sector reforms brings to fore erroneous insinuations of a $3.5billion Subsidy fund allegedly in the NNPC’s custody which the Senate has reportedly resolved to probe. “In NNPC’s bid to stem petroleum product supply hiccups, the corporation initiated a revolving National Fuel Support Fund of $1.05billion, since the corporation is literally the sole importer and supplier of products in the country. “The Fund has been domiciled in the Central Bank of Nigeria (CBN) ever since. NNPC has not independently spent a dime of the fund which is to ensure stability in the petroleum products supply in the country. Tom Garba, Yola Different non-indigenous associations has formed a Coalition Forum (CONIF), in Adamawa state and vowed to support government towards improving security situation in all parts of the state. Chairman of the coalition, Chief Ofor Eze, Nwachukwu, stated this at the formal inauguration of 19 member state executives and LGAs Coordinators in Yola over the weekend. PDP: Atiku will revamp economy, jail looters Tunde Opalana, Abuja The Peoples Democratic Party (PDP) is optimistic that its Presidential candidate, Atiku Abubakar, is set to revamp the nation’s economy through the creation of qualitative employment for the youths. Middle aged man kills 75-year-old farmer, police officer in Ondo Adewale Momoh, Akure A middle aged man has reportedly killed a farmer as well as a police officer in Ondo State The incident occurred in Onipetesi camp settlement in Ondo West local government area of the state. The alleged killer who has been apprehended by the men of the Ondo State Police Command was said to have machete the septuagenarian, Mr. Olusegun Oyadele, to death and the police officer, Abiodun Omotehinse who was called to effect his arrest. It was gathered that the suspect, also a farmer, simply identified as “At all at all”, hacked the septuagenarian to death with a cutlass in the early hours of Saturday while the old man was trying to dry his cocoa seeds. According to an eye witness, who
confirmed that there was no altercation between the suspect and the deceased, stated that the incident happened around 6:30am on Saturday, after which a reported was made at the police station. “He caught the old man unaware and machete him severally before the old man gave up. “After going berserk, he also threatened to kill more people, after he had killed Oyadele who hailed from Ile Ife in Osun state. Confirming the development, the state’s Police Public Relations Officer, PPRO, Femi Joseph, stated that policemen from Enu Owa police station mobilised to the scene of the incident after the case was reported at the station. “Our men visited the scene of the incident but in an attempt to arrest the suspect, he machete and killed one of the officers who came for his arrest. “Four other people from the community were also attacked and machete in the process.”
The PPRO emphasized that after the attack on the police officers the state Commissioner of Police, Gbenga Adeyanju led officers of the command to the settlement to effect the suspect arrest who had escaped into a forest reserve. He said it took the search party over 18 hours to arrest the suspect who was moving from one place to another. “He was nabbed by the police with the assistance of the vigilante group in the area around 3am on Sunday after combing the expensive forest. “We tracked him to the forest around Tekunle village in Bolorunduro local government area of the state. He however stated that the body of the slained police officer had been deposited at the morgue while the four men attacked are currently receiving treatment. The PPRO also said the suspect, “At all at all” who would be arraigned after investigation is receiving treatment at an undisclosed hospital.
A civil society organization, Independent Hajj Reporters (IHR), has called on President Muhammadu Buhari to appeal to Saudi Arabia to waive the SR2,000 tax imposed on visa for Umrah and Hajj pilgrims for Nigeria pilgrims. The waiver, if granted, can enable more Nigerian Muslims to perform Hajj/ Umrah with ease. The new visa rule was released in August 2016 and became operational on October 2, 2016. It states that “a one-time entry visa fee will be SR2,000, but the state will bear this fee if a visitor is coming to the Kingdom for the first time to perform Hajj or Umrah. “A six-month multiple-entry visa cost 3,000 Saudi Riyals (SR), a one year multiple-entry visa cost SR5000, while a two-year multiple-entry visa cost SR8000”. This was contained in a statement jointly signed by IHR National Coordinator, Ibrahim Muhammed and Publicity Secretary, Abubakar Mahmoud IHR has observed that religious Ministry of Pakistan recently informed the country’s Senate that Saudi Arabia has agreed to abolish Umrah tax of SR 2,000 on Pakistan Pilgrims.

ANSG recovers N150m from revenue thieves Stories by John Ndu, Awka Between the months of March to August this year, the sun of N150 million have so far been recovered from revenue thieves in Anambra State. Also, over fifty persons have been arrested and charged to court for evading payment of taxes and other levies in markets across the state.
According to the Commissioner for Commerce, Industry and Wealth Creation, Dr. Christian Maduboko, the ministry was able to come down heavily on revenue thieves due to its effect on the revenue base of the state. “For some time now we have been having problems with revenue thieves in the markets in Anambra State. Those arrested are charged to court and if you do not pay, you go to jail.’
“Since I came into the saddle, over fifty persons have been arrested and they paid. The state government has zero tolerance for revenue thieves and government has resolved to ensure that it recovers revenue belonging to the state,” he said. He noted that “market leaders have been working hand in hand with government and we are using security operatives that work together with government officials”.
He, however, debunked the allegation that government has been imposing taxes on traders, contending that some people have been going about ripping off unsuspecting members of the public with fake government receipts. He urged market leaders to be vigilant and report such persons to the police and also create awareness among their members over such criminal acts.

Ojukwu varsity School of Nursing, Midwifery to receive full accreditation Arrangements have almost been concluded for full accreditation of courses offered by the School of Nursing and Midwifery, Chukwuemeka Odumegwu Ojukwu University (COOU), Nkpor, Anambra State. The National Nurses and Midwifery Council of Nigeria is the accrediting body. A delegation from the Council led by Mr. Abubakar Aliyu on facility inspection of the institution said the visit was to access the human and infrastructure settings, preparatory to the accreditation. According to him, the facility tour is in line with the Nursing and Midwifery Council of Nigeria’s ethics in maintaining standards in Nursing education and practice. He assured of proper dialogue and consultations on challenges

Dr. Okeke prayed for full accreditation to be awarded the institution, stressing the need for it to be properly accredited, in order to boost relevance of its certificates. The Chief Medical Director, COOU Teaching Hospital, Dr. Nwankwo, noted that the school at Nkpor had been operating for two years on partial accreditation. He added that full accreditation of the institution would boost admissions into its programmes.
Anambra State Commissioner for Works, Mr. Marcel Ifejiofor, has been honoured with an award of ``ICON for Infrastructure Development’’, by students of Nnamdi Azikiwe University, Awka. The award ceremony, which took place at the university complex, was part of the activities lined up for the institution’s 25th anniversary celebration. President of the Students Union Government (SUG), Mr. Ikenna Igwebuike, said the award was bestowed on the commissioner in recognition of his outstanding leadership, knowledge, expertise and commitment to advancement of the state. Receiving the award, Mr. Ifejiofor expressed gratitude and admiration for the award by the students. UK-based Christian Ministry visits Onitsha prison, donates items to inmates Inmates at Onitsha Prison at the weekend had cause to smile as a UK-based Charity organisation, New Bethel Christian Centre, donated food items and diesel to the prison. Among the donated items were loaves of bread for the 1070 inmates, bags of satchet water and over 500 litres of diesel. The UK-based organisation founded and coordinated by the Managing Director /CEO, Awka Capital Territory Development Authority, ACTDA, Venerable Amaechi Okwuosa, had in the past 3 years, spent over N14 million in various prison visits, built houses for ten persons, provided educational scholarships to 28 students and sustained legal aid and advocacy that had helped secure freedom for over 33 inmates awaiting trial. The items were handed over to the Deputy Controller of Prisons in-charge of Onitsha Prison, Mr. Mazi Chuks. Presenting the items, the Coordinator and Founder of the Organisation, Venerable Okwuosa explained that the visit was in keeping with God’s injunction given to Christians to be practical in their preaching of the gospel and to secure better living for the inmates. On the poor condition of the inmates, Venerable Okwuosa called on government and spirited individuals to invest in rebuilding infrastructure at the Prisons, establishment of craft and skill acquisition programme for inmates as well as introduction of rehabilitation courses for freed inmates to enable them reintegrate easily into the society. He further called on the Judiciary and other stakeholders to speed up the criminal justice system to ensure that innocent people are not incarcerated for long at the Prisons. Receiving the items, the DCP in-charge of Onitsha Prison, Mr. Chuks thanked the organisation for their works of charity which has gone a long way to improve the living conditions of the inmates and appealed to other high net worth individuals to emulate them. The Archbishop and Metropolitan, Onitsha Catholic Archdiocese, Most Reverend Valerian Okeke, whose prison visit coincided with that of the organisation, commended Venerable Okwuosa for what he is doing and prayed God to reward him immensely. Venerable Okwuosa and other members of the organisation were later conducted round the prison facility where they interacted with and admonished some of the inmates.

FX: Investors trading hit $1.8bn in 2 weeks as CBN lifted FX market with $547m, CNY53m in one week
Motolani Oseni Total transactions turnover recorded in the Investors & Exporters Foreign Exchange (I &E) window in the last two weeks amounted to $1.766 billion, just as the Central Bank of Nigeria (CBN) injected a total sum of $547 million into the inter-Bank forex market in one week, findings by The Daily Times revealed. At the close of trading activities for the just concluded week, the I&E FX window traded transactions turnover of $816.78 million, lower than $950.05 million traded in the previous
week. The special FX window on Monday 15, October 2018, recorded transactions worth $61.25 million but at the midweek grew to $317.11million but dropped to $70.74million on Thursday before closing on the last trading day of the week with $168.96 million. It is, however, worthy of note that bulk of trades executed was within the N360-N369/ USD band as the naira strengthened against the Dollar in the I&E FX window by 0.03 per cent w/w to N364.02, while it closed flat at N362 in the parallel market. The CBN intervened in the Retail
Secondary Market Sales (SMIS) to the tune of $337,333,646.85, in addition to the sum of Chinese Yuan - CNY53,444,222.38 million in the spot and short tenored forwards of the inter-bank foreign exchange market. The Director, Corporate Communications Department, Mr. Isaac Okorafor, while confirming the figures, reiterated that the move was in furtherance of the Bank’s commitment to ensuring adequate liquidity and stability in the inter-bank foreign exchange market. Meanwhile, the naira maintained its steady rate against major currencies around the
globe, exchanging for N362/$1 in the BDC segment of the market on Friday, October 19, 2018. Analysts at Cordros Capital said, “Despite continued decline in the foreign reserves, our outlook for the foreign exchange market remains stability, as oil prices remain at comfortable levels and production remains stable, aiding inflow of oil revenues. That, together with the prospect of $2.8 billion Eurobond will provide the apex bank sufficient legroom to sustain its foreign exchange interventions through the rest of the year.”
Minimum Wage: Labour to begin nationwide strike Nov 6 Joy Obakeye The organised labour, comprising the Nigeria Labour Congress (NLC), the United Labour Congress (ULC), and the Trade Union Congress (TUC) have condemned the foot-dragging by the Federal Government over giving a nod to the N30, 000 agreed upon by the organised private sector and the organised labour, in the tripartite committee, formed to resolve the issue of an increase in workers Minimum Wage from N18, 000 to N30, 000. The labour has therefore issued a November 6 deadline for another nationwide strike, insisting that the government is deliberately causing confusion between the parties involve in the negotiation process. In a joint statement signed by the presidents of the three labour centres, they faulted the silence from the organised
private sector and urged them to verify the facts discussed during the recent meetings. “Thus far, the path to a new national minimum wage has been expectedly littered with betrayal, resistance, half-truths and now almost outright sabotage. That is why it has become urgent that Nigerians are informed of the insistence of the Federal Government to deliberately create confusion and make the negotiations for a new national minimum wage inconclusive as usual. “We believe that it has become necessary for the Organised Private Sector (OPS) as represented in the Tripartite Committee to speak up on this matter. Keeping silent in the face of this apparent mischief does our nation no good. It can only help mischief, dishonesty and impunity to grow. At this time, the OPS does not have any other choice but to rise to the occasion by telling Nigerians what transpired in the meeting. “If nothing is responsibly done by the
Federal Government to meet our demands, on Monday, the 6th day of November, we shall embark on a nation-wide strike to compel this government to show more sensitivity to the plight of Nigerians and the suffering that is decimating our people on daily basis,” the stated. The organised labour tasked the Federal Executive Council (FEC) to do right, what it termed ‘wrong’, on the issue of the ‘no work, no pay’, it recently approved, as a weapon to destabilise the Nigerian workers. “A nation where Governments owe its workforce several months in arrears of unpaid salaries has not sought ways to eliminate, it is rather seeking ways to gag same workers from protesting this crime against them and their families. “It is akin to ‘’beating a child and denying him the right to cry’’. Has the Government considered ‘’No Pay, No Work’?’ Has it considered criminalising non-payment of
workers; salaries? Has it considered paying arrears of salaries with interests? Of course, it has not! They are only interested in “No Work, No Pay” seeking ways to constantly gag and put workers in a strait jacket has always been their pastime. “It is indeed a shame that the FEC will seek to muzzle freedom of expression and democratic dissent as a weapon for governance in a democracy. We had expected the Government to have respect and honour for dialogue rather than its continued show of disdain and contempt for civil conversations. Resorting to the use of power as a means of relating with the citizenry has a deep and dangerous portend not just for Industrial relations in Nigeria but for government’s tolerance of opposing views and democratic norms. This leaves us worried about government’s thinking and mindset towards the 2019 general elections”.

payment of all entitlements of the pensioners was based on the recent directives and approval of President Muhammadu Buhari. The Minister was represented by the head of the federal government delegation on an inspection tour of the various centres and secretary, a Presidential initiative on Continuous Audit (PICA), Dr. Mohammed Dikwa. According to the Minister, adequate
measures have been put in place to address some challenges being encountered since the exercise started last week Monday, fast track the process and get every pensioner properly verified. She appealed to the pensioners to be patient and remain orderly, adding, after the verification exercise, 50% payment of entitlements will be made in this first tranche by next week.
The minister stressed that the process which is being supervised by officials of the Economic and Financial Crime Commission (EFCC) and the Independent Corrupt Practices and Other Related Offences Commission (ICPC) was to make the exercise transparent and credible. Also the biometric capturing of all verified pensioners will address cases of duplicity and ensure seamless payment of the remaining 50% entitlements of the ex-workers.

Wema Bank grows profit by 72.92% to N2.64bn in 9 months Against all odds, Wema Bank Plc, the pioneer of Africa’s first fully digital bank (ALAT), has recorded a 72.92 per cent growth in Profit After Tax ( PAT) pushing it to N2.64 billion in the third quarter of 2018, against N1.53billion declared in the same period in 2017. The lender in its Q3 financial report grew Its Profit Before Tax (PBT) by 69.91 percent from N1.80billion in the third quarter of 2017 to N3.07billion in the same period in 2018. The harsh economic atmosphere so far in 2018 inspired the bank’s gross earnings to close the quarter mostly flat as it dropped 7.96 percent from N48.990 billion recorded in the third quarter of 2017 to N45.38billion recorded in the third quarter of 2018 this was supported by increased contribution from non-interest income which rose by 24.85 percent from N8.09billion in the third quarter of 2017 to N10.10 billion recorded in the same period in 2018. Interest income was also mostly flat as it grew by only marginally by 3.77 percent from N37.474 billion recorded in the third quarter of 2017 to N38.888 billion recorded in the same time in 2018, whereas Net interest income grew by 29.40 percent from N12.231 billion recorded in the third quarter of 2017 to N15.827 billion recorded in the same period in 2018. The commercial lender’s net trading income grew exponentially by 166.80 percent from N1.603 billion recorded in the third quarter of 2017 to N4.277 billion recorded in the same period in 2018. Net loans increased by 13.44 percent from N210.866billion recorded in the third quarter of 2017 to N244.8billion recorded in the same period in 2018. The bank marginally improved the remuneration of its staff, which accounted for N8.564 billion in the third quarter of 2018 against N7.844 billion recorded in the same period in 2017, representing a growth of 9.18 percent. From investments it made in securities, it garnered N57.897 billion in the third quarter of 2018. It succeeded in growing its operating expenses by 26.81 percent to account for N25.448 billion recorded in the third quarter of 2018 against N20.068 billion recorded in the same time in 2017. The funds of shareholders in the bank which came to N51.982 billion recorded in the third quarter of 2018 was mostly flat as it grew by marginal 3.96 percent from N50 billion recorded in the same period in 2017. Its Earnings per share grew quite significantly by 73.58 percent from N0.053 kobo recorded in the same period in 2017 to N0.092 kobo recorded in the third quarter of 2018.
Akure airport manager makes case for MRO Chukwuemeke Iwelunmo The Akure airport manager, Mrs. Cecilia Oguama has called for the establishment of Maintenance, Repair and Overhaul (MRO) facilities at the Akure airport to decongest Lagos airports and development of rural airports. Mrs. Oguama who spoke with aviation journalists in Akure on the recent transformation of Akure airport said with the vast land, establishing MRO at Akure will decongest Lagos, lead to the development of the Akure area known for agriculture and provide jobs. According to the Akure airport boss, passengers’ traffic has gradually improved with the commencement of flight by Air Peace and with the Ondo State government going into partnerships through Memorandum of Understandings with them. Mrs. Oguama explained that before now, the airport recorded low traffic of about 20 passengers but was excited that passengers’ traffic has increased. “it has increased tremendously, there was a time we were having ten, twenty but right now we are having passengers in thousands, and four thousand, five thousand per month.” On the new terminal building which was put into use about two months ago, Mrs. Oguama explained that with the sitting capacity of 100, it has reduced inconveniences especially as the old terminal building was used as passenger processing centre. She said some businessmen have shown interest in the transportation of perishable goods in the area by making inquiries about the cargo terminal but expressed the hope that the abandoned cargo airport may be included in next year’s budget to get the contractors back to the site for completion of work. “We have suppliers coming to make inquiries about the cargo airport, Akure is a known for agriculture and most of their products were by road. So they come to the airport for inquiries on the transportation of their goods.” While commending the Management team of FAAN for the quick response to issues at the airport she said, grass cutting has remained the most significant challenge at the airport. Unlike other airports, Oguama revealed that the airport enjoyed public power supply but noted that the voltage was always fluctuating noting that there was an assurance from the PHCN that the situation will normalise soon. The Akure airport boss expressed joy that the cashless transactions were working correctly at the airport saying, that POS was available and commended the government for the introduction of Ease of Doing Business.

Dangote Refinery project to boost economic activities in downstream – LCCI Organized Private Sector under the auspices of Lagos Chamber of Commerce and Industry (LCCI) has described the coming of Dangote Oil Refining and Petrochemicals as a looming economic transformation of the downstream sector of the petroleum industry the reform. Beyond that, the group said the economic benefits of the oil refinery, when completed would have farreaching positive effects on the lives of Nigeria and her people. Speaking after leading members of the Chambers on tour of the site of the facilities President of the LCCI Mr. Babatunde Paul Ruwase said the project is massive
and the impact on the petroleum sector would be too spectacular. Ruwase, who led members of the chamber on a tour of Dangote Jetty, Refinery and Fertilizer plants recently in Lagos, expressed excitement over the pace of work at the Refinery and Fertilizer plants, which he described as a game changer for the Nigeria oil sector. He commended the President/Chief Executive of Dangote Group, Alhaji Aliko Dangote for the enormous investment in Africa, saying, “Dangote’s patriotism remains unparalleled when it comes to investment and that his investments in many sectors have been a key factor behind Nigeria’s improving economy.
Dangote is doing so much to positively impact the lives of Nigerians through the production of household products.” He said the world is waiting for Dangote Oil Refinery project to bail Nigeria out from the clutches of importation of petroleum products. “This project is the first of its kind. No investor in Nigeria has developed the courage to come up with such gigantic project. From what we have seen today, we now have a better perception of the project. From what we have seen on the ground, it shows that the project is a reality and it is possible for Nigeria to become an exporter of petroleum product,” he said.
Afrinvest lists areas of economic concern for Nigeria Sam Nzeh Afrinvest (West Africa) Limited, has identified seven critical areas of concern which if resolved will accelerate Nigeria’s economic recovery. The launch of the 2018 Nigerian Banking Sector Report which holds today in Abuja is titled, “An Economic Agenda for a New Government.” On the Oil & Gas sector, the Afrinvest boss said there is the need to revisit the Petroleum Industry Bill and full deregulation of the downstream sector. He noted that though the PIB had been broken into three separate bills- Petroleum Industry Governance Bill, the Host Community Fund and the Petroleum Industry Fiscal Bill, none of the bills have been assented to by the President for any to become law. He stated that the passage and enactment of the bills into law will go a long way to tackle the prolonged issues that had bedeviled the Oil & Gas sector in the country. While noting that the downstream sector continues to be heavily regulated with price controls, Chioke said that deregulation of the sector will allow private operators to develop the local value chain and even serve regional markets.
On Power sector, the Afrinvest boss said though the traditional challenges in the sector are not new and have festered to a nasty boil in the past one year, there is need to improve the bankability of the sector. “The Power sector is in search of bold and tough reforms, which may not guarantee quick fixes- but can offer a promising future”, he stated. He noted that “as the performance agreement guiding the privatisation of the Distribution Companies elapse after five years in 2019, it presents the best opportunity to take stock of progress and to re-strategise.” On Trade & Investment, Chioke stressed the need to boost competitiveness through removal of tariff and non- tariff barriers. “To fully participate in this ecosystem of trade and investment, there is a need for competitiveness. This entails having good infrastructure and institutions that enable strong business growth”, he said.

2019: Sanwo-Olu assures Lagosians of running inclusive’ government Stories by Patrick Okohue The All Progressives Congress(APC) governorship candidate in the forthcoming 2019 general elections, in Lagos State, Mr Babajide Sanwo-Olu, has assured Lagosians of running an inclusive government whereby residents would be carried along in the policy implementation process. Ogun: Dapo Abiodun accuses Gov Amosun of wooing monarchs to upturn his victory Ogun State Governor Ibikunle Amosun has been accused of prevailing on two traditional rulers in the state to meet with President Muhammadu Buhari to vehemently reject the emergency of Prince Dapo Abiodun as the gubernatorial candidate in the 2019 general election. In a release signed by the Media Director, Dapo Abiodun Campaign Organisation (DACO), Mr. Emmanuel Ojo, alleged that Alake of Egbaland, HRM, Oba Adedotun Aremu Gbadebo and Olu of Ilaro, HRM, Oba Kehinde Gbadewole Adeboye Olugbenle, were the Obas that have been successfully hoodwinked and placed on standby for the task. He added that having failed with so many attempts geared towards legalizing illegality, which includes a botched attempt to get an ex parte order at the Federal High Court Abeokuta on Friday 19th October, noted that it was quite unfortunate that Governor Amosun was using his position of authority to unduly influence and mobilize respected traditional leaders for such hatchet job. He said the act was capable of desecrating the symbol of peace and unity which the traditional leaders stands for and must be widely condemned by the concerned citizens of the state at home and in
the diaspora, noting that the entire Ogun State indigenes have given their mandate to Dapo Abiodun as governorship candidate. Rivers 2019: APC chieftain says Cole will defeat Wike A chieftain of the All Progressives Congress (APC), Mrs. Ibifuro Tatua has commended the entrepreneurial acumen of the APC gubernatorial candidate in Rivers State, Mr. Tonye Cole, saying he is the perfect antidote to Governor Nyesom Wike. Tatua, who is also the Convener, Tonye Cole Volunteer Group, spoke at a gathering of Rivers people in Abuja, giving insight into the blue print of the Rivers State APC governorship flag bearer, while describing Governor Wike as a failure. “Kidnapping and killings have made Rivers State one of the most murderous states in Nigeria,” she
said, adding that Cole would attract foreign direct investment into the state, tackle security challenges, spread the dividends of democracy to all nooks and crannies of Rivers State and generate employment for the people. “Rivers State will experience an era of economic development and good governance,” she said. Tatua, a member of the Board of the National Commission for Nomadic Education, said Cole would defeat Wike in 2019. “Things are going in the wrong direction, Rivers State has changed for the worse under Nyesom Wike. The people are fed up with a mediocre governor,” she said.
Known for speaking bluntly, Tatua advised Rivers people to be steadfast. “Cole has a caring disposition towards the people. Maldives’ top court dismisses outgoing president’s petition
The Maldives’ top court on Sunday dismissed the outgoing president’s petition seeking an annulment of last month’s presidential election result. The five-member Supreme Court ruled unanimously that the election was conducted within the law. No other details were immediately known. The Election Commission had declared opposition alliance candidate Ibrahim Mohamed Solih the winner of the Sept. 23 election against President Yameen Abdul Gayoom. Caroline Wozniacki struggles in WTA title defence
Karolina Pliskova issued a warning to her opponents at the WTA Finals with a convincing straight-sets victory against defending champion Caroline Wozniacki. The dynamic 26-year-old’s easy 6-2, 6-4 triumph in Singapore was sweet revenge for Pliskova, who lost to Wozniacki in the semis at last year’s WTA Finals. Pliskova had strapping on her lower right leg but moved well against the sluggish second seed. The hard-hitting Czech was not broken on serve for the entire match and fittingly closed it out with an ace. “I felt good from the baseline and it was not all about my serve,” Pliskova said after the match.
“She started a bit nervous in the beginning, it’s always tough to defend a title.” The world number eight stunned Wozniacki with a brilliant first set highlighted by trademark booming ground strokes. She saved two break points in her opening service game before overwhelming the Australian Open champion en route to winning five straight games. Wozniacki, who had only played two top-10 players this year before Sunday, struggled with rhythm in the first set and made several uncharacteristic errors. ‘Gernot Rohr also had doubts about Odion Ighalo’
A close confidant of Gernot Rohr has revealed that the Super Eagles coach also had his doubts about Odion Ighalo after he failed to shine at the World Cup. And that explained why Rohr tried to bring in other likely replacements for the former Watford striker. “Like the fans, Rohr also had his doubts about Ighalo after the striker disappointed at the World Cup,” the
confidant said. “But the difference between he and the fans was that he tried to manage his doubts. “He tried to see if Simeon Nwankwo could be a capable replacement and when that failed, he called up Isaac Success. “But thankfully, Ighalo has now come good against Libya.” After his heroics, Rohr spoke of a personal
satisfaction that Ighalo has answered his critics perfectly and where it matters most – on the pitch. The China-based striker is now the leading scorer in the 2019 AFCON qualifiers with six goals. His hat-trick against Libya in Uyo was the first since Nnamdi Odumadi scored thrice against Tahiti at the FIFA Confederations Cup in Brazil.
Super Falcons, Ghana top seeds for 2018 AWCON draw Nigeria’s Super Falcons and hosts the Black Queens of Ghana have been named as top seeds for today’s draw for the 2018 Women’s AFCON. This means Ghana will head Group A in Accra and Nigeria top Group B in Cape Coast and both rivals can only clash in the knockout stage of the tournament. Besides being the defending champions, the Falcons are also the most
successful having won the tournament a record eight times. The other six qualifiers are Cameroon, Algeria, Mali, Zambia, Kenya and South Africa. The tournament will be from November 17 to December 1. The top three teams from this competition will fly Africa’s flag at the 2019 FIFA Women’s World Cup in France in June.
Ethiopian marathoner who made Rio protest returns from exile The Ethiopian marathon runner who made global headlines with an anti-government gesture at the Rio Olympics finish line returned from exile on Sunday after sports officials assured him he will not face prosecution. Feyisa Lilesa’s return from the United States came several months after a reformist prime minister took office and announced sweeping political reforms. He received a warm welcome at the airport from the foreign minister and other senior officials. Feyisa said the new government is “a result of the struggle by the people” and he hopes it will address concerns after years of repression in Africa’s second most populous nation. The silver medalist crossed his wrists at the finish line in 2016 in solidarity with protesters in his home region, Oromia, who like many across Ethiopia were demanding wider freedoms.
Feyisa later said he feared he would be imprisoned or killed if he returned home. But he became a symbol of resistance for many youth until the pressure on the government led to a change of power, with 42-year-old Prime Minister Abiy Ahmed taking office in April. Abiy is the country’s first leader from the Oromia-based Oromo ethnic group. Ethiopia’s government did not immediately comment Sunday on the runner’s return. Asked by The Associated Press if he has any political ambitions, Feyisa said: “I don’t have any ambition in politics! Actually I didn’t get close to politics, politics gets close to me.” Feyisa broke down in tears while speaking about youth who lost their lives during the years of protests. “I will continue to remember those who lost their lives for the cause. Many people lost their lives for it.” Turning his attention to running,
he said his next race will be the Dubai Marathon in January. “My training while I was in exile was not good, so it has affected my performance,” Feyisa said. He missed two races in recent weeks as he prepared to return to Ethiopia. “I will resume my regular training after a week.”
Chikeluba Ofoedu powers Maccabi Tel Aviv top in Israel Chikeluba Ofoedu has taken his Israeli top flight team Maccabi Tel Aviv to the top of the league after he scored a brace to lead them to 4-0 thrashing over Hapoel Hadera. He has now scored three goals in the league this season. Maccabi top the table with 17 points from seven games to topple Hapoel Hedara, who are now second with 16 points
from same number of games. The former Enugu Rangers striker opened the scoring in the seventh minute, when he tapped in a cross to beat Austin Ejide in goal for Hadera. He made it 2-0 in the 33rd minute. The 25-year-old striker has played in Turkey for 1461 Trabzon, Karsiyaka, Samsunspor and Eskisehirspor.
First Bank FC pips CBN FC to win 28th edition of AFIFC
First Bank Football Club has emerged winners of the 2014 edition of the All Financial Institutions Football Competition (AFIFC) defeating hard fighting defending champions CBN Football Club by a slim score of 1-0 in a game decided at the Ilorin Township Stadium, Kwara State on Saturday. The goal scored in the 67th minute of the game by number 14 jersey for First Bank, Gafaru Lasisi was all that made the difference in a pulsating encounter between both teams. Speaking at the event, the CBN Governor, Mr. Godwin Emefiele, CON, commended all the teams that participated in the competition, and stressed that the tournament was one of the Bank’s foremost and oldest Corporate Social Responsibility (CSR) functions. Emefiele, represented by the Director, Human Resources Department, CBN, Ms. Chizoba Mojekwu, reiterated the Bank’s commitment to make positive contributions towards the promotion and development of football in the country. While lauding the increase in the number of financial institutions that registered in this year’s competition, he urged other institutions which are
yet to register their presence in the competition to encourage their teams to register for the next year’s edition. The Governor also thanked the Kwara State Government for making the stadium available, and the Nigeria Football Federation (NFF) for mobilizing financial institutions and ensuring a hitch-free competition. He further acknowledged the contribution of the media and all the football fans for their excellent conduct during the competition. The final match was preceded by the third place play-off between the Securities and Exchange Commission (SEC) FC, and the Ikeja Microfinance Bank FC, which ended 3-1 in favour of SEC via penalty shoot-out after the
match ended goalless at regulation time. This year’s winner went home with N2million while the runners up and third placed teams received N 1. 5 million and N 1 million, respectively. The fourth placed team received N 500,000. In attendance at the finals were representatives of Kwara State Government, officials of NFF, exInternationals, Abdulwahab Shola Akinwale and Wasiu Ipaye; the Branch Controller and staff of Ilorin Branch; CBN executives and staff; Sports lovers; students from various schools in Ilorin; and the musical troupe of the Kwara State Government, which added colour to the event.
