Continued from page 1 South African broadcasting company are allegedly collaborating with a serving General in a top Government Security office as well as a top administrative functionary in the Aso Villa pursuing a personal agenda. The said company and these powerful collaborators are said to using a select few top officials of the Independent Corrupt Practices and Other Related Offences Commission (ICPC). Their onslaught culminated in the raging media report of alleged fraud in the award of the Federal Government’s Digital Switch-Over (DSO) project which is seen as a deliberate attempt targeted at tarnishing the good reputation of the director-general of the National Broadcasting Commission (NBC), Mallam Is’haq Modibbo Kawu. Officials of Pinnacle Communications Limited also distanced the company from any wrongdoing and fraud, so also has the National Broadcasting Commission (NBC). What has continued to baffle stakeholders is how the officials of the South African broadcasting company tried albeit unsuccessfully to use the ICPC to scuttle the hitherto smooth process of the digital switchover. They urged Vice President Yemi Osibanjo (under whose watch the ICPC is) to call the ICPC to order so as not to distract the laudable process.
The Daily Times recalls that those behind the fraud allegation are said to be intimidated by Kawu, whose profile has been on a steady rise on account of his superlative performance. The ICPC story has it that the NBC boss, at the beginning, recommended a private company, Pinnacle Communications Limited, to the Minister of Information, Alhaji Lai Mohammed, to be awarded the contract of the DSO as well as the release of N2.5billion contract sum. The ICPC report had also alleged that Pinnacle Communications was not qualified to handle the project, which is being spearheaded by the Federal Ministry of Information and Culture. The irony is how did a company that ICPC considers not qualified to do the job win a competitive bid conducted in 2014 by the then DirectorGeneral of the NBC, Mr. Emeka Mba. ICPC is said to be deliberately peddling falsehoods by heaping blames on Modibbo Kawu when it is clear that the Presidency and Minister, Lai Mohammed, approved the payment. Our source further revealed that the Presidency had in 2016 released N10bn to the Federal Ministry of Information and Culture to implement the digital switchover programme in line with the White Paper that was issued. It would be recalled that the project is being specifically handled by two firms –
Pinnacle Communications and ITS, an affiliate of the Nigerian Television Authority (NTA). Another source who spoke in confidence said “monies were released to these two companies by the Federal Ministry of Information and Culture on the orders of the Presidency in line with all due process.” The source absolved Kawu and Pinnacle Communications of any wrongdoing, insisting that the alleged fraud story was sponsored by an aggrieved rival company that seems to be losing out with the success of the DSO. But the NBC in a swift reaction to the allegation said it was not aware of any investigation being carried out by the ICPC on its directorgeneral, Mallam Kawu. The commission’s spokesperson, Hajia MaimunaJimada, said the NBC “is not aware of any fraud case involving the DG, and therefore not aware of any ICPC investigation on the DG.” Jimada said the commission had been carrying out the digital switch-over scheme with utmost diligence and transparency, and would continue to do that till the project is completed across the country. The Daily Times recalls that Vice President Yemi Osinbajo inaugurated the Abuja project while that of Kaduna was done by Governor Nasir elRufai.
Alleged $3m bribe: Otedola testifies in Court, says Lawan demanded bribe Andrew Orolua, Abuja
Oil baron and principal prosecution witness, Femi Otedola, on Wednesday, testified before a High Court of the Federal Capital Territory, Abuja, in the ongoing trial of a former member of the House of Representatives, Farouk Lawan, who is facing bribery charges. Otedola, the founder of Zenon Oil, was allegedly pressured by Lawan to part with a $3 million bribe while the latter was chairing a subcommittee investigating a multi-billion dollar fraud associated with government fuel subsidy during the administration of former President Goodluck Jonathan. Lawan was re-arraigned in December 2016 by the Federal Government for the alleged offence. On Wednesday, Otedola entered the witness box after he was introduced by
the prosecution counsel, Adegboyega Awomolo (SAN). Shortly after, the prosecution played a video where Lawan was seen receiving $500 000 from Otedola. The witness then addressed the court on the events narrated in the video, following questions from Awomolo. According to Otedola, the accused had indicted his company in the alleged fraud and demanded $3 million to exonerate him. The witness added that after the initial deposit of $500,000 was paid into his account, Lawan declared Zenon Oil and Gas free of the initial indictment. “After the early hours of 24th April 2012 (the time the money was paid), he left and removed the name of Zenon from the list of indicted companies,” Otedola said while explaining the events that prompted his alleged
payment of $500,000 to Lawan in April 2012. When asked by the prosecution counsel about the claim by Lawan that the witness forced him to take the money, Otedola denied it. “I could not have put pressure on him because Zenon Oil was not involved in the theft of the subsidy fund. “He did demand. And if he did not demand, why will he collect and expect a balance of $2.5 million? He mentioned to me that the $3 million will be shared by himself and some other members of the House,” Otedola said. “Moreover, the company in question was not involved in the importation of petroleum motor spirit (PMS) and as such never applied to withdraw from the petroleum fund.” The witness also denied an allegation by Lawan that he (Otedola) offered to pay the money so that his name would be removed from the

A’Ibom Assembly crisis takes new twist as Police seal-off complex Isaac Job, Uyo and Tunde Opalana, Abuja
The crisis rocking the Akwa Ibom State House of Assembly took new twist on Wednesday morning as the Assembly complex located at Udo Udoma Avenue, Uyo, the state capital, was sealed-off by a detachment of security personnel comprising the anti-robbery and anti- cultism units and some officers of the civil defence corps. This is even as the crisis consumed its first victim late Tuesday evening as the Inspector General of Police, Ibrahim Idris, redeployed the Commissioner of Police, Akwa Ibom State Command, John Bassey Abang. Abang was redeployed after barely one month in office, having resumed duties as commissioner of Akwa Ibom State command on October 19, 2018. The Police Command in the state early on Wednesday morning sealed-off the state Assembly complex, barring workers, visitors and members of the house who turned early in the morning of that fateful day. The police officers condonedoff the entire complex with a total of 20 vehicles stationed at strategic corners round the Assembly complex. A source, who pleaded anonymity, told one of our correspondents that the action was not unconnected with the recent protest by the aggrieved youths. The youths suspected be supporters of the sacked lawmaker - Idongesit Ituen, member representing Itu state constituency, had invaded the Assembly complex preventing the planned parliamentary sitting in honour of the 80th birthday of Obong Victor Attah, a former governor of the state. A senior police officer, who spoke on condition of anonymity, confirmed the sealing of the Assembly and the redeployment of the police commissioner but did not give further details. He merely said “yes, the police commissioner has been redeployed and the police have sealed off the complex but what did you want me to tell you now I am not prepared to say, our work is regimented”. The Speaker of the Assembly could not be reached for comments but his Chief Press Secretary, Kufre Okon, who also confirmed the sealing of the complex, said the police were yet to give explanation their action. He said the police action has stalled some many legislative functions of the house that would been carried out on Wednesday. He said, “The police this morning (Wednesday) seal of the Assembly complex, and up till now nothing has been heard from the police concerning that action. “There were so many things planned for today (Wednesday). The committee on Public Account was supposed to meet today (Wednesday). Also, the Speaker
Speaker Akwa Ibom State House of Assembly, Onofiok Luke was supposed to receive so many people and organisations on courtesy calls and other legislative functions of the house.” Reacting to the development, Nse Ntuen, the factional Speaker, whose election was declared illegal by the Assembly, said: “We are law abiding citizens, we are not confrontational set of people, if we go to the Assembly and the place is blocked, we will come back”. He said there is nothing like declaring their seats vacant because the matter is still court and there was a stay of execution order by the Court of Appeal in Calabar. Meanwhile, the declaration of five seats of members of the Assembly vacant suffered another setback, on Wednesday, following an order for stay of execution of judgement by the same court, urging the speaker of the Assembly to sack the lawmakers last Friday. Addressing a press conference in Uyo, on Wednesday, the state chairman of the All Progressives Congress (APC) in Akwa Ibom State, Mr. Imo Okopido, accused the Assembly speaker of impunity and hasty declaration of the seats of their members vacant not minding the court processes. “Nevertheless, the APC as a law abiding party totally condemns the action of the Speaker in its entirety in taking the laws into his hand and embarking on absolute illegalities and acting as God by declaring the seat of members whose matters were still pending in court and who had existing court orders restraining him from such purport declaration,” he said. Hon. Okopido observed that the sacked lawmakers have pending cases in court keenly contested by both APC and PDP lawyers and wondered why the case of Idongesit Ituen was exceptional. Okopido further observed that when he assumed duties as chairman of APC in Akwa Ibom State, he had no public officer, but now the party can boast of two senators, five lawmakers and councillors to her credit. He noted that when the only
member of APC representing Urue Offong Oruko state constituency, Hon Asuquo Archibong, defected to PDP on the floor of the Assembly, the speaker never reacted to the point of declaring the seat vacant. The Daily Times recalls that a member representing Itu state constituency defected from PDP to APC on the floor of the Assembly and later approached an Uyo Federal High Court praying it for an order restraining the speaker from declaring his seat vacant. But last Friday, Justice F.O Riman of Federal High Court, Uyo, in his ruling ordered the speaker of Akwa Ibom State House of Assembly, Barrister Onofiok Luke, to declare seat of defected lawmakers vacant. However, the Peoples Democratic Party (PDP) has alerted the nation of an alleged plot by the Presidency and the ruling All Progressives Congress (APC) to foist violence and breakdown of law and order in Akwa-Ibom State as well as other littoral states with the aim of forcefully taking over control of these states. Recall that two weeks ago, the PDP had cautioned the Buhari Presidency and the APC on exposed plot to instigate confusion and violence in Bayelsa State by destabilising the security architecture of the state and foisting a siege mentality on the entire oil rich south-south region. Addressing the press in Abuja on Wednesday, the National Publicity Secretary of the party, Kola Ologbondiyano, alleged volatile outbursts by the Buhari Campaign Organisation and APC leaders and their use of violent images and outright threats of war on Akwa-Ibom State. “Nigerians are invited to recall the violent and ominous outburst by the former Governor of AkwaIbom State, Senator Godswill Akpabio, who vowed that the APC will take over the state the same way Hitler overran Poland, swearing that “war shall see Warsaw and Warsaw shall see war” in Akwa-Ibom State. “Given that this statement is the policy of the APC and the Buhari Presidency against Akwa-Ibom and other parts of our nation, where they are not in control, the President, as chief security officer of our nation, never issued a reprimand nor has Senator Akpabio been pulled in for questioning by security agencies. “ It is now clear that the statement is an approved prelude of a pre-meditated plot by the Buhari Presidency and the APC to initiate, facilitate and superintend a mayhem and bloodletting in the peaceful and developing AkwaIbom, irrespective of the huge human and material damage such could cause in the state”, he said. According to him, part of the plot is the forceful attempt to take over control of the Akwa-Ibom State legislature, for which he held the Presidency and the APC liable. He said the ruling APC has been sponsoring the invasion of the
House of Assembly complex and seeking ways to violently oust the duly elected leadership of the state assembly. “Only recently, the National Chairman of the APC, Adams Oshiomhole, who has been under fire over allegations of corruption, threatened and directly accused the erstwhile Akwa-Ibom Commissioner of Police, John Abang, of refusing to carry out APC’s orders to provide security cover that will enable three legally sacked members of the 26-member legislature to effect a change of leadership. “The PDP has information of how the APC hierarchy thereafter, ordered the Inspector General of Police, who in compliance, summarily redeployed CP John Abang and replaced him with a new CP, Hyelasinda Musa Kimo. It is needless to say that Mr. Abang spent just one month as CP and had to be removed for not carrying out APC’s atrocious directive. “Since the arrival of CP Kimo, there has been mounting tension and escalated siege mentality in Akwa-Ibom State, particularly in the state legislature where thugs, backed by the police, have been invading the premises, disrupting legislative activities, harassing staff members and hindering them from performing their responsibilities. “This recourse to self-help, against declarative judgment by competent court of jurisdiction sacking the three lawmakers, is a deliberate attempt to instigate violence, foist a reign of terror, cause confusion, and create an impression that the state has become ungovernable. This is
with a view to opening the way for a declaration of a state of emergency, which will enable them dismantle all democratic structures and forcefully take over control of the state”, he further stated. He warned that PDP will firmly resist plot to forcefully take over Akwa-Ibom or any other PDP-controlled states, stressing that resistance from the people of those states may lead to a crisis of unprecedented magnitude that has the capacity of truncating Nigeria’s hardearned democracy. Speaking at the briefing, the State Publicity Secretary of PDP in Akwa Ibom, Ini Ememobong, said the premeditated plan which is unfolding is in phases and the whole aim is to ensure that the security situation in the state is presented as that which the governor is overwhelmed because of his gentlemanly disposition to issues of state and governance. He said: “And when that happens, it will attract seemingly the attention of the Federal Government to come in aid of the APC who are totally and absolutely unable to win any election on the ground. “The end point of that plan is to ensure that on the day of election, Akwa Ibom as well as other states controlled by the PDP will be selected as flash points and kept for a separate day, either as will be announced by the INEC or on the day of the first general ballot, that they will make it impossible for elections to hold there so that the Ekiti example and Ekiti style of election can be brought, where 30,000 policemen can be brought from other parts of the country”.

And I reported the matter initially when I found out about the scam. And he mentioned to me that several companies that were involved in the scam were paying. And I reported to the SSS.” Otedola also denied a claim by Lawan that Zenon Oil and Gas was exonerated on the basis of documents later provided by the company. “It was the money because during the course of the sitting of the subcommittee, we had submitted all the documents,” he stated. Otedola said his report to security operatives on the matter prompted investigations into the allegations by the police who invited him for questioning after which his statement was taken. The defence was unable to crossexamine the witness after a lawyer from Mike Ozekhome’s chambers
requested for an adjournment to enable his principal to attend the next trial and conduct the crossexamination. The lawyer said he was sick and could not proceed with the cross-examination at the day’s sitting. The judge, Angela Otaluka, adjourned the matter to January 28 for cross-examination. The judge added that the defence should prepare itself to start and finish the cross-examination on the next adjourned date. Lawan was first arraigned in February 2013 along with another accused, Boniface Emenalo, for allegedly receiving $620,000 of the alleged bribe from Otedola and his company. The case was then handled by Adebukola Banjoko also of the same FCT High Court. Ms Banjoko, however, stepped down from the matter in 2014, following allegations of bias brought against her by the defence. The charge was later amended to include only Lawan who was accused of receiving $500,000 of the total sum intended to be paid as bribe.

Mathew Dadiya, Abuja The leaders of the South East geo-political zone have disclosed that the rail project awarded by President Muhammadu Buhariled administration in the region will cost $12 billion. This is even as President Buhari has assured that all ongoing Federal projects in the South East will be funded, saying that the seven-month delay in passing this year’s budget will not serve as an excuse. The leaders also appealed to Buhari to approve a fifty percent payment to the contractors handling the construction of the second Niger Bridge - Julius Berger Nigeria Plc, in order to speed up the execution of the project. Speaking with State House correspondents on Wednesday after a closed door meeting with the President at the Presidential Villa, Abuja, Ebonyi State Governor and Chairman of the South East Governors Forum, David Umahi, who led the delegation, said that they came to thank the President on behalf of the people for the ongoing projects he awarded in the zone. Governor Dave Umahi of Ebonyi State said they had come specifically to thank the President for the award of the contract for the major component of the second Niger Bridge at the cost of N206 billion. ‘‘The project is the dream of our people and it has become a dream come true. Our people said we must come and thank you. Your Excellency, Mr. President we are grateful Sir,’’ he said. Thereafter, Governor Umahi while enumerating some challenges confronting the Governors to the President said: ‘‘Out of mutual respect, we have come to you as a caring leader to listen to us.’’ The delegation included Deputy Senate President, Ike Ekweremadu, Enugu State governor, Ifeanyi Ugwuanyi, Abia State governor, Okezie Ipkeazu, and Deputy Governor of Anambra State, Dr. Nkem Okeke, amongst others. Umahi said: “We came to thank Mr. President on behalf of South East for the award of the second Niger Bridge to Julius Berger at the sum of N206 billion. “We understand that N7 billion has been paid as mobilisation, so we came to ask Mr. President if there is the possibility of paying up to 50 percent of the sum and secure the other 50 percent as bond so that we can sleep with our two
eyes closed and be assured that the job will not be abandoned.” The leaders also requested that that the construction period for the bridge be reduced from 42 months to 24 months, adding, “We made it clear to Julius Berger that it is achievable. “We are also asking for economic free trade zone in Enyimba in Abia and he promised to come and commission it, the licence has been given. We also thanked him for that economic free trade zone,” he added. Speaking further, the leaders said that they also discussed with the President about the Enugu International Airport. “We asked him to deploy the cargo section of the airport, complete the building and extend the runway and also rebuild the runway because it is very bumpy and the tarmac light is not functioning. “We also thank him for the roads and we reminded him that the slow pace of work was attributed to the rains, now that the rains are gone, the contractors are complaining of no funding. So we requested that he should do something about the funding. “Of course, we talked about the Geometric Power plant in Aba to assist in resolving whatever the issues are so that power will be deployed to the industrial clusters in Aba and environs. “We reminded him that the Enugu State government has done quite a lot on the issue of relocating major infrastructure that has been obstructing smooth operations of lives. We requested that he should take over the compensations of the affected lands. “And of course the issue of gas distribution should be linked to the five eastern states to the industrial clusters, so as to boost economic activities. “The railway of course, we complained that the western corridor is going on and the eastern corridor has not been awarded. And the eastern corridor goes through Port Harcourt, Aba, Ebonyi, Enugu, and Maiduguri. We requested that the contract should be awarded so that we can benefit from that project,” Umahi said. When asked if the demand was not a bargaining chip for 2019 general election, the leaders said “it has no political intentions because these are economic issues and they are not new”. On whether the President solicited the support of the South East for his second term bid in 2019, the leader of the delegation said: “There was no political
Buhari discussion.” Governor Umahi said “the President has assured us that he is going to look into the issues and of course in the railway, we were given a cheering news that not only that the railway will be awarded that it will touch all states capitals in South East and it will also touch most of other state capitals as it moves from South East to Maiduguri. There will also be a port that will be added to it and it will cost about $12 billion. He said they are yet to bring it to federal executive council meeting, so they intend to do so. And of course with the borrowing plan being approved by the Senate, they are going to fast-track the issue of construction in the South East.” Meanwhile, President Muhammadu Buhari has assured that all ongoing Federal projects in the South East will be funded, saying that the sevenmonth delay in passing this year’s budget will not serve as an excuse. Speaking at a meeting with South-East Governors and Deputy Senate President, Ike Ekweremadu, on Wednesday, at State House, President Buhari pledged that the Federal government will sustain the support to the South-East in terms of infrastructure. ‘‘I assure you that we are doing our best and will not default on the agreements signed on ongoing projects,’’ the President told the delegation led by Deputy Senate President Ekweremadu. President Buhari explained that part of the noticeable problem in the delay in the execution of the capital projects was caused by the budget holdup. ‘‘When you sign, and you don’t pay, they (contractors) can legally jerk up their costs. This is part of the problem.
‘‘The infrastructure budget is a deficit budget. The borrowing plan was only approved three weeks ago and all ministers and departments of government have been instructed to forge ahead. We must not find excuses for delaying the projects. ‘‘Developing infrastructure is the best thing we can do. When the roads are okay, the rails are established and there is power, Nigerians will flourish in their businesses,’’ he said. Buhari, who was accompanied to the meeting by the Secretary to the Government, Boss Mustapha, the Minister of Science and Technology, Dr. Ogbonnaya Onu, the Minister of Industry, Trade and Investment, Dr. Okechukwu Enelemah, the Minister of Labour and Employment, Senator Chris Ngige, the Minister of Transportation, Rotimi Amaechi and that of Power, Works and Housing, Babatunde Fashola, responded from point to point on all the issues raised by the Governors, to their satisfaction. On the undulating surface of the Akanu Ibiam International Airport, Enugu, the President assured that it will be addressed in the new budget. He also spoke of government’s serious interest in the new PortHarcourt-Maiduguri standard gauge railway which transverses several states including those in the South East. The Minister of Transportation gave assurance that this project, the single most costly rail project at USD 12 billion, will soon be coming to the Federal Executive Council (FEC). The Ministers were directed to follow up with the private sector on key projects in the region, including the South East Dry Port and the Geometric Power Plant in Aba, with a view to untangling the problems causing their delayed take-off.
‘Your probe panel’s report missing in chapter four,’ Shettima replies Jonathan In clever attempt to sweep under the carpet, incontrovertible facts surrounding the April 14, 2014 Chibok abduction, former President Goodluck Jonathan has deliberately omitted in chapter four of his new book, an investigative report submitted to him in June 2014, by the presidential factfinding committee he constituted in May, 2014, which was mandated to gather evidence-based facts and circumstances on the abduction, Borno Governor, Kashim Shettima has said. Shettima spoke in reaction to allegations contained in chapter four titled “The Chibok school girls affair” in the book, “My Transition hours” authored by Jonathan and launched on Tuesday in Abuja. The former President had indicated that the schoolgirls’ abduction was a product of conspiracy by the then opposition All Progressives Congress, APC, in connivance with Borno State Government. He also accused the Borno Government and then President Barack Obama’s administration in the United States of undermining efforts to rescue the Chibok girls in 2014. However, Governor Shettima through a statement released by his Special Adviser on Communications and Strategy, Malam Isa Gusau, on Wednesday, said while the truth was that Jonathan never believed there was ever an abduction until rescue efforts were late, “the former President’s elementary book of tales fell short of the courage required of him to publish findings by his own panel in chapter four of his book. “The whole of Tuesday night, I took the pains of reading His Excellency, former President Goodluck Jonathan’s book, ‘My transition hours’, from the first to the 177th page. I took particular interest in chapter four (the Chibok school girls affair) which has 42 paragraphs written on pages 27 to 36. I was amused that despite admitting in paragraph 15, that he had (in May 2014) constituted a Presidential Fact-Finding Committee under Brigadier General Ibrahim Sabo and many others “to investigate” the Chibok abduction, former President Jonathan refused to mention any part or whole of the findings by that panel which had submitted a highly investigative report to him on Friday, June 20, 2014 after the panel held investigative meetings with the then Chiefs of Defence Staff, Army Staff, Air Staff, the DG, DSS and IGP, met all security heads in Borno, visited Chibok, met with parents of abducted schoolgirls, met surviving students, interrogated officials of the school and the supervising Ministry of Education, interrogated officials of WAEC and analyzed all correspondences. “What has become very clear is that the former President decided to sit on facts in his custody while he published, in an elementary standard, a book of fiction designed to pass guilty verdicts to anyone but himself, with respect to the open failures of his administration to rescue our daughters and in tackling the Boko Haram challenges,” Shettima was quoted as saying by his spokesman. The Governor declared that by refusing to publish any part of his own panel’s findings on the Chibok abduction, Jonathan’s book was nothing short of a presidential tale by midday”. Shettima recalled that for for the records, “on Tuesday, the 6th of May, 2014, President Jonathan had inaugurated multi-agency/ stakeholder fact-finding panel under the chairmanship of Brig.
General Ibrahim Sabo (rtd), a onetime Director of Military Intelligence and also appointed a secretary from the Niger Delta. President Jonathan single-handedly selected all members of that committee which included his trustees amongst serving and retired security officers from the Army, DSS and Police; representatives of the UN and ECOWAS, representatives of the Chibok community, local and international civil rights organisations, representatives of the National Council on Women Societies, the Nigeria Union of Journalists amongst other persons he trusted. “For almost two months, the probe panel undertook forensic assessment of all documents on the entire issues, held investigative meetings with parents of the schoolgirls during a visit to Chibok. The panel held separate one-onone investigative meetings with myself, the then Chief of Defence Staff, Chief of Army Staff, Chiefs of Air and Naval Staff, met the then Director General of the DSS and the Inspector General of Police, all of whom were appointees of President Jonathan. The panel interrogated officials of Borno Government including the Commissioner of Education and the school principal. The panel also held investigative meetings with heads of all security agencies in Borno State including security formations in-charge of Chibok. “At the end, the panel submitted its report directly to President Jonathan on Friday, the 20th of June, 2014 in Abuja. President Jonathan has refused to make public the findings submitted to him. I was expecting the findings in his book but he has deliberately swept that report under the carpet. However, I remember that on June 24, 2014, the ThisDay Newspaper claimed to have obtained a copy of the panel’s report and published as its lead, that painstaking findings by the Presidential panel had indicted the military under Jonathan’s watch and completely absolved the Borno State Government of any blame regarding the Chibok abduction. “The newspaper went further to say that panel actually commended efforts of the Borno State Government in its commitment to the fight against Boko Haram as testified by heads of security establishments,” the statement from Gusau said. Governor Shettima also said it was clear to him after reading the former president’s book, that he still lives with poor understanding of issues under his presidency. The Governor cited that for instance, Jonathan’s claim on page 31 that Boko Haram wanted a Muslim President rather than him as Christian was laughable since the insurgents actually began their deadliest attacks in Borno under the regime of late President Umaru Musa Yar’Adua, a Muslim from northern Nigeria. “We know for a fact that as vicious cycle of evil, Boko Haram fighters do not care about the religion of their targeted victims. They attack Mosques and churches. They are lunatics who regard anyone who doesn’t share their ideology as an infidel. So, I wonder how the former President didn’t take time to understand the biggest challenge under his presidency,” Shettima said. The Governor advised former President Jonathan to write a second book on account of his presidency which should contain the facts as have been presented to him, regarding the Chibok abduction rather than the fiction he made public on Tuesday.

South East rail project: Senate summons Amaechi Tunde Opalana, Abuja
The Senate has summoned the Minister of Transportation, Rotimi Amaechi over what it described as neglect of the rail project in the South Eastern part of the country. The upper Chamber at plenary on Wednesday directed its committees on Land Transport, Local and Foreign Debts to summon the Minister over exclusion of the zone in the ongoing rail lines projects across the country . This was subsequent to a motion sponsored by the Deputy Senate President, Senator Ike Ekweremadu pointing to lack of equity and fairness in the ongoing rail lines projects in the country. Standing on order 42 and 52 of the senate standing rules, Ekweremadu drew the attention of the Senate to the alleged neglect of the zone in rail lines project He said as commendable as the ongoing rehabilitation and modernisation of rail lines is, by the federal government, obvious neglect of the south eastern zone in the project is worrisome. He specifically noted that unlike the LagosKano and Ibadan to Lagos rail lines that are being executed, the Port -Harcourt to Maiduguri rail lines covering the Eastern axis of both the south and the North, are being neglected. He said: “Some months back, I did mention that less emphasis is being given to railway
development in the eastern axis of this country which includes Port Harcourt-Enugu-Markudi all the way to Yola and Maiduguri passing through Delta, Plateau and some parts of Nasarawa State. “The response we got was that the Federal Government had an understanding or probably an agreement with General Electric to take over that axis and be able to restore the line in the gauge. “You will recall that when we granted permission for the Federal Government to raise loan from China to develop the western axis running from Lagos to Kano, it was also the understanding that approval be secured for government to engage with the Chinese authorities to also secure loan to deal with the eastern axis running from Port Harcourt to Maiduguri. Now the story has changed. “The tragedy now is that that arrangement has collapsed, and GE has withdrawn from the arrangement. “This is disturbing because this senate and by extension, the National Assembly approved loans raised for the projects from China. “My simple prayer is that the minister of transport does appear before our committees on land transport and local and foreign loans to explain to us what plan we have for those of us who live in the eastern part of Nigeria”. Supporting the motion, Senator Shehu Sani ( PRP Kaduna Central), said based on realities on ground as regards execution of rail lines projects across the country that it is evidently clear that there is no firm commitment on Port- Harcourt /
Maiduguri rail lines. “The Minister need to be summoned to explain why the longest rail lines in the country are being neglected in the entire project execution plans in spite of huge economic advantages inherent in it. “Virtually no commitment from the federal government on the Port- Harcourt /Maiduguri lines and should not be allowed to be so”, he said. However the Senate Leader, Ahmed Lawan (APC Yobe North) in his contribution, said the Eastern lines have not been abandoned based on recent disclosures made by the Minister of Transportation himself. According to him, as a way of ensuring equity and fairness in railway project execution, President Muhammadu Buhari has directed that every state capital in the country should be linked with the railway lines. “As the DSP has said, let there be justice and fairness in this. But let me also inform this senate, and Nigerians that Mr President also gave the express approval and order that every state capital in Nigeria must be linked with a railway. “Mr President and distinguished colleagues, without sounding partisan, let me say that this Senate and in fact the National Assembly should work with the other side of government to ensure that one, the eastern line gets the same treatment that the western or central line will have, and also, whatever approval they require for this transformational movement of our infrastructure up there with the little funds available is achieved”, he said.

Short News APC loses 2 Rep members Henry Omunu, Abuja The ranks of the ruling All Progressives Congress (APC) in the House of Representatives was further depleted on Wednesday following the defection of two members from the party. At yesterday’s plenary presided over by Speaker Yakubu Dogara, two members of the ruling APC announced that they were leaving again the party. While Rep. Babatunde Kolawole from Ogun state defected to the main opposition Peoples Democracy Party (PDP), Rep. Mukaila Olayinola Kazeem said he was resigning from being a member of the APC. He however, did not name which party he was defecting to in his resignation letter as read by Speaker Dogara. But, in a swift reaction to the two defections, Rep. Suleiman Aminu, an APC lawmaker raised a point of order, expressing concern over the spate of cross carpeting, stating that the seats of the two decamping members be declared vacant . He argued that the action of the Ogun lawmakers was unwarranted because there is no crisis in the APC to warrant their exit. Aminu was however, ruled out of order by the speaker.
Obaseki partners paediatricians on maternal, child survival programmes The Edo State Governor, Mr. Godwin Obaseki, has said the state government is ready to partner with the Paediatric Association of Nigeria (PAN), in delivering affordable, accessible maternal and child survival programmes to Edo people and residents. He gave the assurance during a courtesy visit by members of the association, led by the President, Prof. Austin Omoigberale, at Government House in Benin City, Edo State. Obaseki said his administration was working on revamping the health sector in the state with the ongoing construction of Primary Health Care Centres (PHCs) across the state. “We are getting back to the basics. We are prioritising what is key to our existence: Health Care and education. We want to ensure effective record keeping in our PHCs and make them function optimally.” “We are also expanding investments in our secondary health institutions and have come up with an action plan,” the governor added. President of PAN, Prof. Austin Omoigberale, told the governor that his association was willing to partner with the Edo State Government to execute maternal and child survival programmes in the state.

Customs to begin electronic cargo tracking The Comptroller-General of Nigeria Customs Service (NIS) Col. Hameed Ali Rtd has said that the organisation plans to introduce Electronic Cargo Tracking System in 2019 to enhance its operations at various border posts in the country. Ali stated this Wednesday at a joint press conference with his counterpart from Uganda, Kateshumbwa Dicksons. The briefing followed a lecture series at the Nigeria Customs Command and Staff College, Gwagwalada, Abuja. He stated that NIS under his leadership had started evaluating different scientific proposals with a view to commencing the electronic cargo tracking system in the country, stressing his hope that by 2019, the enforcement and use of e-Cargo tracking would commence. According to the News Agency of
Nigeria (NAN) Ali said that “By next year, if the finances are available and we are in agreement with our Technology Service Provider, we will start the electronic cargo tracking system even if we will begin on a small scale. Though we use technology in tracking cargo in some border posts but we must have technology to monitor everything collectively,’’ he said. He said also that the Service had reached an agreement with his Ugandan counterpart on how to collaborate and achieve desired results and explained that NCS had a lot of things in common with Uganda’s Customs and Revenue Authority in terms of driving desired reforms in the service. The NIS boss identified the application of Information Communication Technology (ICT) for positive change in customs as well as developing a strategy to manage cross-
border weapon and fight corruption, adding that he has started working in collaboration with his counterpart in Uganda to explore this good initiative that had been introduced in that country. The Commissioner for Customs in Uganda, Kateshumbwa Dicksons said Nigeria and his country should work together to solve the problems of customs in the two countries, noting that the roles of customs in Nigeria and Uganda were the same, hence the need to collaborate to achieve their goals collectively. Modernisation, he said, must be embraced in solving challenges in the customs service as Customs must put the right procedure in place to facilitate trade while expressing happiness that the two countries were on the right track as far as modernisation was concerned.

Nigeria: A secular country on paper, multi-religious state in practice

The bane of Nigeria and what will never let it truly advance as other sane countries is religion. Those who laid the foundation of Nigeria—in their unique wisdom—made Nigeria a secular state, in order to avoid the ugliness and emptiness of religion. Today, Nigeria is only a secular state on paper, but in reality, it is a multireligious state. In other sane climes, they are fighting to advance in every realm of life, but in Nigeria, we are daily fighting and killing ourselves as an effect of an empty religion. We are religious, but we are very God-less! Someone who says he is religious would pray and later shoot people like himself to death. And someone who says he is religious would go to a place of worship and later return home to maltreat his or her house-help. Our politicians too claim to know God, but they are daily treating their fellow-citizens as animals. How do you know a serious nation? It would reflect in the amount of money it deliberately and sacrificially invests, funding research as other serious nations are doing. Instead of doing that, we annually send people to “Mecca and Jerusalem.” This is happening in a secular state and over the years, this psychosis and folly has not helped us one bit. In Nigeria, because our politicians do not make use of our places of learning to train their children, they are annually slashing education budget and those who are supposed to peacefully and unreservedly oppose them are daily defending them on
social media. I have no problems with those in their 60s—who are defending mediocrity in Aso Rock, what baffles me are those in their 20s and 30s—who are ignorantly defending those who are daily stealing away their future. They are religious, but very ignorant ones! Greedy and heartless politicians are already importing guns and bullets to be used by some ‘head-less’ youths during the coming elections—while their own children are tucked-away in the West, accessing the best of life and education. The problem with Nigeria isn’t those who have hijacked Nigeria as an aircraft, running her like their private investment; the problem with Nigeria is a bunch of blind young folks, whose future is very bleak. Don’t forget that those criminal politicians who are bringing into the country, weapon of mass destruction, are both ‘Muslims’ and ‘Christians’ and the greedy and heartless youths, who will use them are also religious folks. In a very religious country as ours, leaders are lying to their followers and followers are lying to their leaders. Our religious politicians lie unashamedly about electric power supply. We were told that we are now generating about 7000MW, but last week, the President of the African Development Bank, Mr. Akinwumi Adesina said he is ashamed of Nigeria’s 4,500MW. After borrowing and spending billions of dollars, we are still on 4,500MW! While groping in the dark at noon time, one (1) of our religious politicians came
out to tell the whole would that our people now run generators for shorter number of hours—compared to the last administration. He said PMB’s administration has fulfilled its mandate within the context of power generation and distribution. Some months ago, Professor Yemi Osinbajo said that Nigerians must not pay for the electricity they consume until they are given Prepaid Meters. It is not in the character of our political leaders (who are religious) to walk the talk. Till this moment, our people are still being defrauded, because they are yet to be given Prepaid Meters. For the umpteenth time, estimated billing is evil and every informed Nigerian needs to rise against it! The only country on earth—where people pay so much for darkness is Nigeria and our religious and political leaders, who are religious, are just looking on. Instead of holding our inept and political leaders, who are religious accountable, we are all pretending to be praying for Nigeria, as if it was God who constructed good roads and made electric power supply stable for them in other countries. It is legitimate to hold politicians accountable and it is not a sin. It is only in Nigeria that people hand over greedy and heartless politicians to the hand of God. In sane climes, informed citizens punish errant and inept politicians by voting them out. In Nigeria, our people prefer to stay on the inside of their varied places of worship, pretending to be praying than to come out to vote in those who know their onions and vote out the incompetent ones.
About a month ago, one of our political leaders—who is religious, advised our trained doctors to become tailors, farmers… I doubt if his employer (PMB) heard what his employee (Minister of Health) said. Also, the same man said the administration of PMB is winning the war against medical tourism. It is clear that our politicians only say what comes to their mouth, depending on the nature of their audience. What they say in Enugu is different from what they say in Sokoto. Some days ago, the “International School, Ibadan” was shut, because some parents want their children to be using “hijab.” This is happening in a nation that calls itself secular. The Lagos State Government has endorsed the wearing of “hijab” in our places of learning in the state. No problems! But get ready for the “Celestial, Traditional worshippers…” too. Nigerians are very religious, who do not have a modicum of respect for the constitution of their country and they claim to know God. How can lawless people be Godly? Lastly, it is foolishness to allow religion to get in the way of education in Nigeria. Shutting a school over hijab in 21st century does not make sense. We are like 100 years behind already, so let us separate religion from our national life. Nigeria is not a religious country. It is a secular one. In my own estimation, Lagos State (that is struggling with needless filth and traffic jam) has started (endorsing hijab) what it is not capable of finishing.
New number plates, national security and western experience

When Mr. Dominic Adesegun lost his vehicle at gun point along the Benin-Ore road, he thought it was end of the world not only for the vehicle which he thought could not be recovered but for the obvious misconception about the seeming ineffective security architecture in the country. He was so traumatized by the missing vehicle, his laptop and other vital documents that his job output was on the decline for three weeks. However, he narrated his bitter experience to some friends who advised him to visit the nearest office of the Federal Road Safety Corps with evidence of vehicle ownership, sworn court affidavit and Police extract on the missing vehicle. He reluctantly heeded this advice and was amazed at the prompt and positive outcome of his visit. After studying his vehicle papers and other supporting documents, the FRSC operative carried out a search through the verification portal and behold, Dominic’s vehicle details were not only flagged on the platform but also unveiled were his personal details including house address, place of registration, place, time, status of his vehicle as at time of registration and other relevant details. The incident was also pushed into the public domain and within 24 hours, he was invited to a Police Station along Idiroko to identify his vehicle. You can imagine his joy when he dashed to the Police station and saw his vehicle though with a dented bonnet as the fleeing armed robbers rammed the vehicle into a stationery truck. According to the Police, it was the FRSC communication gateway that enabled them contact Dominic who found his laptop and other documents intact. Dominic’s case is similar to that of many Nigerian vehicle owners who have already keyed into the new number plate. Other unfolding circumstances have no doubt, brought to the fore, the need to build a credible and sustainable framework and capacity to bolster our national security framework to ensure public safety. This underscored the presentation by the special guest of honor at the formal launch of the new drivers’ license and vehicle number plates on September 2, 2011 when he said, “Today’s launch is of great significance to all Nigerians as we all strive towards building and sustaining a reliable national data base that will enhance the nation’s security architecture and improve on public safety. This measure will no doubt, lay greater emphasis on
intelligence and citizens’ participation in security surveillance”. Deriving from the above, national security refers to freedom or safety from danger or absence of threat and danger. It is an all-encompassing phenomenon that enables citizens live in peace and harmony, have access to resources and basic necessities of life and participate fully and freely in the process of governance without fear or intimidation. THE WESTERN EXPERIENCE The evolution of the United States of America’s military and civilian intelligence operations and public safety can be traced to the civil war which marked the first American use of systematic military intelligence collection such as aerial reconnaissance, signal intercepts and the establishment of intelligence as a distinct unit of the army in order to enhance public safety and to protect the nation from external aggression In the same vein, many European countries now employ public video surveillance and backroom database backup to monitor population movements and to prevent terrorism. Public video surveillance in the United Kingdom was introduced in 1986 on a single square mile industrial estate outside the English town of King’s Lynn. Years before the cameras were installed, an average of 58 crime-related offences were usually recorded on the estate but two years after the installation and with increased public consciousness, no crime was reported. In 1995, the national government budgeted and released up to $3.1 million in matching grants to cities and towns in the UK to strengthen the capacity to contend with crime and corresponding legislations which led to an abrupt decline in social malaise such as 69% reduction in Berwick burglary and 57% in Northampton. Scotland and Liverpool also posted 68% and 25% respective reduction in traffic laws violation, shop lifting, prostitution and other nonviolent offences In Harrods and Victoria station, video images of two men who were at the scene of a bomb explosion, was effectively used for their arrest and subsequent prosecution. Interestingly, the Canadian custom agents and British Columbian Highways use close circuit camera to keep tab of every vehicle that passes their boarders. As for the French Transportation system,
video surveillance is used with database backup to regulate traffic laws and detect traffic jams in the municipal. Since science and information technology are two critical elements presently driving global activities and policies which cannot be ignored, Nigeria cannot afford to be left behind. For example, while the United Nations global report on countries with the safest road transport placed Nigeria on the 91st position of 161 deaths per 10,000 vehicles, countries such as Spain posted 2.8 deaths with Japan and Norway accounting for 1.7 and 1.2 deaths respectively. Taking a leaf from the positive international experience of Western countries, Nigeria has decided to develop a robust and reliable vehicular database to boost national security and road safety through the introduction of the new number plates under the National Uniform Licensing Scheme. According to the Corps Marshal of the Federal Road Safety Corps, Dr. Boboye Oyeyemi, “the FRSC acting as the lead agency in the nation’s road safety management and traffic administration, has instituted a mechanism that will strengthen highway security agencies and the federating states traffic management, with commitment to meet the goals of the Accra Declaration, United Nations Declaration on road safety which seeks to achieve 50% reduction in road crashes by 2020 and the Vision 20:2020 aimed at making Nigerian roads one of the twenty safest roads in the world by the year 2020. As part of our comprehensive reforms of the licensing scheme, we have designed new number plates which are tied to individuals and not vehicles, machine readable identification tag and proof of ownership tied to insurance number”. In the words of the Corps Marshal, “the goals of the new vehicle number plates include a revamp of the national vehicle identification database to ensure the integrity of motor vehicle data, create a central repository for vehicle data that can be utilized for monitoring and planning and ultimately improve the safety of all citizens and the improve the Corps’ supply chain management, in order to meet the demands of the Nigerian public through the establishment of 2 new production plants in Gwagwalada (FCT) and Awka (Anambra state) to complement the existing plant at Ojodu (Lagos state) which has been upgraded to meet the new number plates standard”. The issue of national security calls for collective efforts and collaboration by relevant stakeholders such as the Nigeria Police, Nigeria Army, Federal
Road Safety Corps and National Intelligence Agency to harness material and human resources to build a veritable and sustainable mechanism to effectively discharge statutory functions. It is instructive to note that apart from being a fulfilment of the provisions the FRSC Act 2007 (Section 10 sub-section 3d and 3f) which empower the Corps to design, implement and produce items of the Uniform Licensing Scheme like Number Plate, driver’s license and their components, the new number plate scheme was midwifed by credible and legitimate stakeholders such as the Joint Tax Board, the National Economic Council, the National Assembly and the Federal Executive Council after a full and critical evaluation of its merits as a value added initiative for national growth and improvement on national security. Riding on the back of the endorsement by the World Bank, ECOWAS has adopted the new number plate as a model for a common licensing scheme for promoting the ECOWAS protocol on free movement of persons, goods and services. It is therefore regrettable to find pockets of distractive publications challenging the constitutionality of the nationwide effort by the FRSC to ensure that vehicle owners adopt the new number plates. For the avoidance of doubt, pursuant to the introduction of the new number plate, the Federal Road Safety Corps duly informed the public of the new regime through robust media advocacy and further gave time for the replacement of the old number plate. In the same vein, the Corps Marshal Dr. Boboye Oyeyemi also ensured that the Corps undertook a public enlightenment on the security benefits of changing from the old to the new number plate at the point of renewing their vehicle documents which has only one-year validity period. It is also on record that item 4 of the communiqué issued at the end of the 136th meeting of the Joint Tax Board (JTB) held on the 28th November, 2016 at Transcorp Hilton Hotel, Abuja, stated categorically that the renewal of vehicle particulars on the old number plates will be discontinued with effect from the next due date as measure to check fraud and enhance revenue collection, thus confirming that the on-going drive to inject order and control in the nation’s motor vehicle administration was resolution from a properly constituted government agencies and not the sole initiative of the Federal Road Safety Corps.

Editorial Commentary A revised version of ‘Jonathan @60: Lest we forget’

As he turns 61, -and even as he watches the sordid entrails of his six-year misadventure in governance daily exposed- former President Goodluck Jonathan, still rides on his high political horse, claiming as always that while he was in office, he saw no evil, he heard no evil and he did no evil. He blames everyone but himself. What is ridiculous is not that his blind supporters call him a ‘hero of democracy’, but that Jonathan too carries on as though he is the ‘Ataturk’ of a disputed ‘modern’ Nigeria. And you do not know whether to be amazed or to be amused by this comic display of inanity. Day in day out, revelations of mind-numbing heists involving billions of dollars are uncovered, perpetrated under Jonathan’s watch. And you wonder how even at 61 the man can still carry on so remorselessly. And so on the occasion of the 61st birthday of this man, I thought that we should look back and reflect how we all may have had a hand in the creation of a Frankenstein monster that almost devoured us. If remembering how we got here is all the lesson that we learn, then celebrating Jonathan’s birthday would be worth the while. This six-year-old piece titled ‘Jonathan: From the Divine to the Dubious’ I first wrote in the heat of the zoning debacle –preparatory to the 2011 presidential election. Enjoy it: JONATHAN: FROM THE DIVINE TO THE DUBIOUS He was, as Shakespeare would say, “sweet Fortune’s minion and her pride”. Without striving Jonathan virtually had it all. He attained heights un-dreamt even by those who give their all. He rose from a ‘rustic’, ‘shoeless’ beginning to the neplus-ultra of political achievement: from a Local Government Chairman to Deputy Governor; from Governor to Vice President and from Acting President to President. All these more by the dint of ‘luck’ than by the hook of ‘merit’. Besides, his name is also ‘Goodluck’ –a perfect doublet of a desirable piece of ‘good omen’. Who would be in our situation and not desire some ‘good luck’ or ‘good omen’? Everyone said that the Zodiacs must be favorably at work in the political affairs of this young Doctor of Philosophy (PhD) –Jonathan. Although he looked and sounded deafeningly vacuous, and notwithstanding he also reeked of and radiated ineptitude, many Nigerians, in faith not in certitude, believed that Goodluck Jonathan could be the talisman we needed to re-jig our worsted situation. Besides, ‘lucks’ and ‘good omens’ don’t come in sachets and parcels of merit and credibility. They alight often from un-comely, sometimes repulsive, packages. Many Nigerians even waxed biblical, asking: ‘whoever thought that anything good could come out of obscure Nazareth? They insisted that Jonathan could very well be our own ‘Jesus of Otuoke’. And in our efforts to justify the efficacy of ‘providence’ and ‘good luck’ we were even prepared to turn popular axioms upside down and to walk time-honored proverbs right on their heads. We said the American abolitionist, Henry Beecher was right, that “God’s Providence” cannot be only “on the side of clear heads”; that it can also be on the side of cloudy ones. We said that Edward Gibson was also right, that “The wind and the waves” are not only “on the side of the ablest navigator”; that they can also be on the side of lucky, un-stirring bums. In fact a torrent of so called ‘men of God’ was soon unleashed on the debate about the possible ‘omens’ inherent in a Goodluck Jonathan as President. Many so called ‘men of God’ said that they had communed with Heaven and that the Lord had spoken to them, revealing that Jonathan was His ‘anointed’. They said that God had told them that this shoeless man from Otuoke would be our Moses; and that in spite of his seeming vacuity, he would be the one to enact our own parting of the Red Sea -to ‘let my people go!’ Jerry Gana, the one notorious for hunting with the devil while he sups with the ‘divine’, said that Jonathan held the ‘key’ to the Gate of our Promised Land. Ethnocentric, rabble rousing, reactionary Clark in fact said that a ‘Goodluck’ Jonathan needed no credentials or antecedent-merit; because where the ‘divine’ stood proxy for a man, earthly paper credentials were ‘like filthy rags’.
And so even the equitable measure of zoning, (canvassed as panacea for the many sicknesses of a plural society like Nigeria) was assailed and clobbered. Many rose clubs and cudgels, batons and bayonets, to hew down the effigy of zoning and to make way for our newfound romance with the ‘divine’ and with the ‘providential’. The politics of ‘merit’ and those of ‘cause and effect’ were sacrificed on the altar of ‘luck’ and ‘good omens’. And soon, a featherless political upstart-crow, Jonathan, was adorned with the anointed peacock-feathers of our political forebears. We placed this clueless man from Otuoke in a celestial Cherubim chariot of divine fire; and we armed him with the Sword of Damocles to be our avenging angel. And when Jonathan first deployed to work, many said they saw a gush of patriotic enthusiasm in this shoeless child of destiny; an enthusiasm to unleash the ‘divine’ and the providential on this God-forsaken land which no longer brought forth fruit. And there he was, Jonathan, chisel at hand, impatiently waiting to hew the hedgy overgrowth of our socio-economic and political Augean Stable. And for many of us it did not matter if he hit the ground running, ambling or crawling. It mattered only that he was propelled by hands celestial. We are a nation eaten hollow by pride and prejudice, bigotry and base pursuit. But by God we are a people driven by faith; -faith in the power of the unknown and faith in the efficacy of the unknowable. We believe that since faith could move mountains, faith would not have any problem moving, especially an already floating ship of state like Nigeria. And so Jonathan needed not to steer the rudders. It was sufficient that he was on board the Ship of State. The invisible hands of two angels, ‘Cherub’ and ‘Seraph’, would do all the steering. And so when Jonathan said that he would move Nigeria forward, we needed no more than to say: ‘amen and amen again!’ And when he put us on a long and tortuous Road Map, the Energy Road Map, which he said would lead to abundant light; and that abundant light would lead to unlocking our potentials, like the meek and humble disciples of old, we could only pick our raiment and faithfully follow him. Goodluck became our Moses and we became his freedom-seeking Israelites. We walked across the plains, the swamps and the savannas. We endured the scotching sun and we braved the stormy tempests. We hungered and we thirsted. Yet our Moses became more distant. Deaf to the bleating of his famished sheep, but all ears to the greedy men of his household, the PDP. And soon we began to question the humanity in this non-provident Moses. He left us a thousand times to consult the ‘burning bush’. But on each return instead of the light of God, what he brought was the heat of Beelzebub. Of ‘manna from Heaven’ we saw none. It was ‘blood, sweat and tears’; ‘weeping, wailings, mourning and gnashing of teeth’. And we asked: ‘could this truly be of God?; -a journey with Moses but without ‘manna’ from Heaven? -a journey with Moses with a thousand ‘burning bushes’ but no soothing word from God? -a journey with Moses where each visit to the ambient presence of God brings no light but wrath? What manner of Moses was this who daily justified himself more by the number of the Commandments he allowed to be broken, than by those he enforced? The Jerry Ganas had sold us a false Masih with a dubious anointing. ‘By their fruits’ Jesus said‘ ye shall know them’. But how did we miss the biblical test given by the master himself? It must be our prejudice; -a disease which sees what it pleases and ignores what is plain. We all saw that the Jonathan ‘tree’ was daily bearing evil fruit. But we did nothing! And now that the Jonathan Road Map had finally narrowed into a thick, dark endless tunnel of uncertainty, it downed on us that he is not after all ‘divine’. But too late: Jonathan’s old wares of ‘luck’ and ‘good omens’ had left us in the lurch. Our hope for light at the end of the Jonathan tunnel offered no flicker of reprieve. If he had remained in office beyond 2015, the light we sought at the end of the Jonathan tunnel, would’ve been from an oncoming train!
OUR POSITION ASUU strike and need for reason to prevail
S
ince the history of Nigeria, there has been no organisation or association that has been consistent over the years in embarking on strike to drive home its demands like the Academic Staff Union of Universities (ASUU). There is no doubt that it has become a monster every government in power dreads to confront. And since the inception of the association, there has been no government that has succeeded in avoiding a headlong collision with it, be it military or civilian administration. ASUU had on August 17, 2018 announced the commencement of yet another indefinite strike over what it termed unresolved issues with the Federal Government. The decision to embark on the strike, according to the lecturers, was said to have been taken after a nationwide consultation with members of the Union. The lecturers further disclosed that the “the nationwide strike is total and comprehensive. During the strike, there shall be no teaching, no examination and no attendance of statutory meetings of any kind.” No doubt, the importance of teachers or lecturers in any nation cannot be over-emphasised, but the manner in which ASUU members go about holding the government to ransom to the detriment of the students, leaves one to wonder if there is no justification in Heather Brew’s sentiment about teachers when she said, ‘teachers, no matter how kind, no matter how friendly, are sadistic and evil to the core.” There are several associations in the country, and if all of them embark on strike to drive home their demands at the rate and frequency ASUU does, our economic life as a country would have long been grounded. Whereas ASUU is contending the renegotiation of the 2009 FG/ASUU agreement, non-payment of N1.3trillion needs assessment funds, earned academic allowance issues of pension, administration of other outstanding issues reached as contained in the MOU signed under the leadership of the late former President Umaru Yar’Adua in 1999, ASUU now holds strongly to that agreement as if it was a court verdict. Yes, without absolving the Federal Government of blames, we think, however, that it is necessary that if an agreement earlier reached could not be implemented for some contending factors, a second look at such agreement should be considered. It is not even the case that the Federal Government who entered into such agreement with ASUU is non-compliant as far as the agreement is concerned, the only fuss being that ASUU wants total implementation at a go. The Yar’Adua Administration that entered the agreement was short lived. One question that Nigerians should ask is, who is ASUU fighting for? We believe that ASUU, just like every other organisation or association, is fighting solely for its welfare. Therefore, we think that any attempt to include the welfare of students in the universities as part of their excuse for embarking on strike is cosmetic and hypocritical. If it is the case that members of ASUU, who are lecturers in the universities, genuinely have the welfare of the undergraduates at heart, how many of them have stopped compelling students to buy in some cases handouts materials or texts at exorbitant rates? We also believe that some of the demands of ASUU are controversial. If Nigeria does not operate a unitary system of government, why would ASUU, with members derived from both federal and state universities embark on strike for the same purposes and objectives? Is the Federal Government being made to bear the cross of the state government? Or how can one explain the rationale behind ASUU asking for such huge amount from the Federal Government and at the same time asking to be autonomous? ASUU should realise that there are numerous organisations cut across other sectors of the economy. What happens if all these organisations and associations incessantly embark on strike over issues on allowances and autonomy? Let us not assume that these other organisations are incapable of going on strike and making huge demands. In short, we believe that the myriads of problems that face us as a country should not be fought in isolation. The issue of selfish agenda has been the bane of this country. If we accuse the politicians of fighting for their pockets, how have we, as
individuals and groups, show a difference in our ways of doing things? Dealing with the current systemic dysfunction requires a totally new template with long-term strategies, rather than placing emphasis on the N1.3 trillion outlays represents. Currently, there are about 155 federal and state universities, most of which are political creations. It was for this reason that we are of the view that national interest would be better served if some of the universities could be merged. No country has ever developed without sound education providing the foundation; certainly the rule of the thumb approach often adopted in Nigeria in addressing its educational challenges will not take the country out of the woods. We cannot shy away from the reality that despite the imperfections of the government owned universities; they have remained the only source of acquiring higher education by the common man. Thus, we have to tread with caution because in this fight between ASUU and the Federal Government, the students are the losers. They are the ones whose stay in the university would be unnecessarily prolonged. They are the ones who, as a result of being idle for long, risk being ploughed by evil inclinations. It is time for ASUU to back to the drawing board and come up with another modality of engagement with the Federal Government. We are of the opinion that the Federal Government should also show good faith by keeping to the terms of agreement with ASUU or seek for the review of the controversial agreement for the common good of the country. Students who were compelled to go home during strikes in tertiary institutions become liabilities at home and nuisance in society as a result of unguided idle life to which they are suddenly exposed. It is instructive to note that no serious country engages in such sheer waste of the most productive years of its young generation. We wish to state that there is the need to amicably resolve the ongoing impasse between the Federal Government and the lecturers for the sake of the students as an idle mind is the devil’s workshop.

2019: INEC commends parties over issue based campaign Tunde Opalana, Abuja The Independent National Electoral Commission (INEC) has commended political parties for embarking on issue based campaign rather than personalities. Chairman of the Commission, Prof. Mahmood Yakubu passed the commendation yesterday while meeting with Resident Electoral Commissioners in furtherance of their regular meetings at the Commission’s headquarters in Abuja. Following Sunday commencement of campaign for 2019 Presidential election as provided for by the Electoral Act and in line with INEC Timetable and Schedule of Activities, he said the Commission is committed to closely monitoring the campaigns pursuant to its statutory mandate and to ensure compliance with the extant laws and regulations. “We are pleased that the focus in the last few days since the commencement of the campaigns has been on policies rather than personalities. We sincerely hope it remains this way”, he said. Speaking on the recent displayed voters register in all polling units nationwide for claims and objections by citizens, he said the objective “was for citizens to help the Commission to identify any ineligible
registrants such as persons below the statutory age of eighteen (18) years and non-Nigerians who may have registered as well as deceased persons and multiple registrants”. The chairman gave an insight into the Area Council elections in the Federal Capital Territory (FCT) to be held on 2nd March 2019 along with the Governorship and State Assembly elections. He said party primaries for the Area Council elections ended on 27th October 2018 while last day for the submission of nomination forms was 4th November 2018. “The list of candidates for the elections will be published in our FCT Office as well as the six (6) Area Councils today Wednesday 21 November 2018. Just like the National and State elections, the Commission appeals to citizens to check the personal details of the Chairmanship and Councillorship candidates that seek to represent them for each of the 68 constituencies as a matter of civic responsibility”, he added. Discussed at Wednesday meeting, include progress made on the collection of outstanding Permanent Voter Cards (PVCs) by citizens as well as new modalities for a more efficient administration of the collection process. Other issues discussed include “the
recruitment and training of election duty staff, the ongoing review of the framework for voting by Internally Displaced Persons (lDPs), to explore additional assistive measures in support of Persons with Disabilities (PWDs) in the electoral process, examine additional ways to safeguard the sanctity of the ballot against the menace of vote-buying at polling units, appraise issues relating to electoral logistics and generally assess facilities and preparations for the General Election” Prof Yakubu, however, sadly noted that the Commission lost four members of staff in Kogi State and one in Edo State to road accidents last week, while two staff survived road accidents in Katsina State during the bye-election last weekend He added that “and one election duty staff suffered a head injury following attack by hoodlums who destroyed election materials at a polling unit in Kwara State. We are deeply saddened by these incidents. While we pray for the repose of the souls of those who lost their lives and wish the injured a speedy recovery, we will work with the security agencies to ensure the arrest and prosecution of those involved in the attack on our staff and vandalisation of election materials”.
Short News Single currency: ECOWAS invests on transport, infrastructure projects Adebisi Oyindamola, Abuja Sequel to the 2020 Single Currency Road Map, ECOWAS has embarked on massive infrastructural projects that would fast track the commencement of the economic integration policy. The President of ECOWAS Commission Jean-Claude Brou, disclosed that about 10 major joint border posts and a 1000 km Highway Corridor linking several countries, were in the pipeline of the regional transportation and infrastructural plans. Mr Jean-Claude Brou in his state of the community report, at the ongoing second ordinary session of the ECOWAS Parliament, disclosed these in Abuja on Wednesday. With financial support from the European Union, these projects are expected to solve some of the challenges impeding the free movement of people and goods across the region. “Besides the two border posts already completed, we have infrastructure we are working on, one is the high way corridor between Nigeria, Benin, Ghana,Togo, and Côte d’Ivoire.
Court orders Dokpesi to explain N2.1bn from ONSA ... Strikes out Dokpesi’s ‘no case submission’
Andrew Orolua, Abuja The Federal High Court in Abuja on Wednesday struck out the ‘no-case submission’ filed by the media mogul, Chief Raymond Dokpesi, and his Daar Investment and Holdings Company Limited against the seven count criminal charge. The charges were filed by the Economic and Financial Crimes Commission (EFCC) alleging fraudulent activities in the sum of N2.1bn payment Dokpesi and his company received from the office of the National Security Adviser (ONSA), Col. Sambo Dasuki(rtd) in 2015. Justice John Tsoho ruled that the prosecution had established a primafacie case against the defendants as it is “ instructive” the analysis of the case made by the prosecuting counsel, who contended in his written submission that Dokpesi and his company reasonably ought to know that the sum of N2.1bn was part of the proceeds of Dasuki’s illegal activities. The defendants must therefore explain the N2.1bn they allegedly received from the Office of the National Security Adviser in 2015. The defendants, who are the owner of African Independent Television (AIT) and Ray Power FM Radio, have a case to answer in respect of the money laundering and procurement fraud charges,the court ruled.

Governor Okorocha in dilemma as court nullifies Uche Nwosu’s candidature An Owerri High Court presided over by Justice K A Ojiako yesterday nullified the governorship primary conducted on October 6, which declared current Chief of Staff to Imo State Governor, Owelle Rochas Okorocha as candidate of the All Progressives Congress (APC) for the 2019 governorship election. Uche Nwosu is a son-in-law to Governor Rochas Okorocha. The state Deputy Governor Prince Eze Madumere who also
sought the APC ticket had initiated a suit seeking the nullification of the primary on grounds that the primary election conducted earlier on 1st October, 2018 met all the conditions of a valid primary as spelt in the constitution of the APC and therefore no need for the election of 6th October on which Uche Nwosu was claiming to be the party’s candidate. In his ruling, Justice Ojiako granted all the prayers sought by the
Prince Madumere, stating that with the order granted by an Abuja high court restraining fresh primaries, it was illegal to purport a repeat of fresh primary election on 6/10/18. The implication of the judgement is that the primary election conducted on 1st October, 2018 which was won by Senator Hope Uzodinma remains valid as he is the rightful governorship candidate of APC for the 2019 election on Imo State.
The Ogun State Governor, Senator Ibikunle Amosun has presented a budget estimate of N402.63Bn as the 2019 Appropriation Bill to the State House of Assembly, representing 17% increase compared to the 2018 budget size of N345.4Bn. Giving the breakdown of the estimate christened, ‘Budget of Enduring Legacy’, Amosun explained that the sum of N254.005Bn would go for capital expenditure representing 63.1%, while Personnel Cost which consisted of Pension and Gratuities would take N22.20Bn, just as salaries and allowances put at N74.43bn. He disclosed that the recurrent expenditure would gulp N148.57bn representing 36.90% and overhead cost fixed at N41.447 giving 10.29%. Disclosing the sources of financing the budget proposal, the governor said that N161.24Bn representing 40% would be sourced through internally generated revenue, as N44Bn was being expected from the Federation Account, while the sum of N101.38Bn was being expected from capital receipts, with other receipts providing N80Bn representing 19.80% of the total funding.
IDPs to spend Christmas in their homes - STF Kingsley Chukwuka, Jos The Special Military Taskforce (STF), has perfected plans to resettle IDPs back to their ancestral communities, says the Plateau STF Commander, Major General Augustine Agundu. Gen. Agundu who spoke in Jos on Wednesday said plans are on top gear to ensure that the IDPs scattered all over Plateau State returns home before Christmas. “We can assure you that the Internally Displaced Persons (IDPs), will return home to spend Christmas. “Most of them who spoke to me have said they want to spend Christmas in their villages and I responded by putting measures in place to guarantee their safety. “A Strike Force Base is currently being set up in various locations within each troubled community from where troops will patrol to and fro on a regular basis to boost the confidence of the returnees and to guarantee their resettlement.

Senate probes into Police involvement Short News Residents groan as water shortage hits in Kwara election, Zamfara killings Birnin Kebbi Tunde Opalana, Abuja
The Senate has directed its committee on Police Affairs headed by Senator Tijjani Kaura (APC Zamfara North) to probe alleged Police involvement in the recently conducted byeelection in Kwara State and unending killings going on in Zamfara State. These were sequel to two separate motions moved to that effect by Senators Rafiu Ibrahim (PDP Kwara South) and Tijjani kaura (APC Zamfara North). Rafiu Ibrahim in his own motion moved through order 43 of the Senate standing rules under personal explanations, alleged that the last Saturday bye-election conducted in Irepodun/ Isin/ Oke-Ero/Ekiti Federal Constituency was militarised and skewed in favour of the candidate of the All Progressives Congress (APC), Raheem Olawuyi, by both the Police and men of the Department of State Services (DSS). According to him, two days to the election, precisely on Thursday, 15th November, 2019, a Police Helicopter landed in Omu- Aran where hefty bags of suspicious monies and electoral materials were seen being offloaded into the personal vehicle of Raheem Olawuyi who was later declared as winner of the election. Senator Ibrahim, who tendered photographs
of the alleged Police connivance in the election rigging, added that even on Saturday, the Election Day, many of the PDP leaders and agents were arrested in their localities before the election as a way of intimidating others from participating in the election. The intimidation, according to him, made just 41,000 out of the 168,000 registered voters in the federal constituency to exercise their franchise. “What took place in that part of Kwara State last Saturday was purely Police siege, harassment, intimidation and not election which must be investigated by this Senate to prevent reoccurrence of such in any part of the country in the 2019 general election. “Imagine an election which took place in just four local government areas attracting four directors from the DSS headquarters in Abuja, hundreds of senior police officers including an Aide-de-Camp (ADC) to a serving governor and of course, thousands of men of the Police Force and DSS. “This motion is not to contest the predetermined result but to put what happened in the public domain in preventing future occurrence”, he said. Senator Kaura in his own motion anchored on rules 42 and 52 of the Senate Standing orders as amended, drew the attention of the Senate to the unending wanton killings and kidnappings being carried out on daily basis in Zamfara State by mindless killers. He said despite the recent intervention made
by the presidency to stem the ugly tide, that the killings remained unabated and even increasing on daily basis. Statistically, according to him, as of Wednesday, over 100 people were kidnapped spreading across the 14 local government areas in the state, Out of the 100, he said 90 were from his senatorial district in the ratio of 45 in Shinkafi, 12 in Zurmi, 13 Birnin Magaji and 10 in Kaora Namoda Local government areas. “These dastardly acts of kidnapping and killings need to be urgently tackled by relevant authorities and thoroughly investigated by the Senate to save the state from being totally wiped out by mindless criminals and blood thirsty killers “, he said. A more pathetic picture of the situation on ground in the state was painted by Senator Kabiru Marafa (APC Zamfara central) in his contribution to the motion. According to him, one of the recently kidnapped people of the state was a pregnant woman who eventually gave birth in captivity. “The killings and other deadly crimes in Zamfara are getting too rampant and we need to do something very drastic “, he stressed. When the matter came up before Justice Nnamdi Dimgba on Wednesday, plaintiff lawyer, Ibrahim Bawa (SAN) informed the court that APC has been served with the processes but they were not represented in Court. F.O Edeawe announced appearance for INEC while another lawyer Aminu Hassan announced appearance for two other aspirants who seek to be joined as respondents. Justice Nnamdi Dimgba ordered a fresh hearing notice be served on APC and adjourned the matter to October 27 for hearing.

Buhari receives NIPSS’s report on security, directs agencies to implement recommendations President Muhammadu Buhari on Wednesday received the Report of Course 40 of the National Institute for Strategic Studies (NIPSS) on security and directed relevant agencies to study it and implement the recommendations contained therein. Buhari had in November 2017 tasked the management of NIPSS with the responsibility of strengthening the nation’s internal security framework through community policing by proposing borders, policy, offence and strategy. 3 dead, 5 injured in multiple road crash in Ondo Adewale Momoh, Akure Tragedy struck on Wednesday in Akure, the Ondo State capital as a laden truck Premium Motor Spirit (PMS) popularly known as fuel rammed into road side traders at Shasha market, along Ilesha-Owo express way. The accident which involved three other vehicles claimed three lives on the spot, while five others are currently in the hospital battling for survival. It was gathered that the truck also crashed into two filling stations where it destroyed two pumps. At the scene of the accident, men of the Federal Road Safety Corps, FRSC were seen directing the heavy traffic which had already build up as well as the Fire Service who were on ground to checkmate fire outbreak that might occurred. Inflation inches down to 11.26% as inflationary pressures loom Motolani Oseni, Lagos Nigeria’s inflation rate, inched down to 11. 26 per cent in October from 11.28 per cent stood in September, the latest National Bureau of Statistics (NBS) Consumer Price Index (CPI) report revealed on Wednesday. The CPI, which measures inflation rate for goods and services in the Nigerian economy, showed headline inflation inch down to 11.26 per cent year on year (y/y) in October 2018, representing a marginal difference of about 0.02 per cent points lower than the rate recorded in September 2018. On a month-on-month basis, the report said deadline inflation index increased by 0.74 per cent in the month under review, down by 0.09 per cent points from the rate recorded in September 2018 (0.83) per cent. The report said increases were recorded
in all 12 classifications of individual consumption by purpose (COICOP) divisions that yielded the headline index. The percentage change in the average composite CPI for the 12 months period ending October 2018 over the average of the CPI for the previous 12 months period, the report said, was 12.78 percent, from 13.16 percent recorded in September 2018. The urban inflation rate increased by 11.64 percent (year-on-year) in October 2018 from 11.70 percent recorded in September 2018, while the rural inflation rate increased by 10.93 percent in October 2018 from 10.92 percent in September 2018. On a month-on-month basis, the urban index rose by 0.76 percent in October 2018, from 0.86 percent recorded in September, while the rural index also rose by 0.72 percent in October 2018, down from the rate recorded in September 2018 (0.82) percent. Commenting on the new figure,
analysts at Investment Management & Research, stated: “This was slightly above our best case scenario estimate of 11.22 per cent and just below our base case 11.31 per cent. “The variance in our best case estimate and actual inflation figure was due to a higher than expected increase on month on month basis of 0.74 per cent actual agaisnt 0.69 per cent estimate. With the high base effect of H1 2017 fading out, inflationary pressures appear to be more prevalent on y/y readings in H2 2018.” According to the analysts, the marginal slowdown may have been influenced by a corresponding decline in the Food-Sub Index of 13.28 per cent y/y in October 2018 as against 13.31 per cent y/y in September 2018. They stated that the stability in the PMS price, as well as exchange rate, might have limited the increase in Core Sub Index, thus translating to its insignificance in directing the headline inflation movement.
“On the other hand, Food inflation continued to dictate CPI rate, moderating by 3bps to 13.28 per cent y/y, while imported inflation decreased by 9bps to 15.57 per cent y/y. “Our opinion is further backed by inflationary prospects driven by the conflicts in the Northern region disrupting food supply, election spending, and the possible acceleration in the implementation of the N9.12trillion 2018 budget. In the same vein, the imminent rise in minimum wage and election spending may cause a spike in general price level in the near term. “On the other hand, the statement released by NNPC concerning the surge in the landing cost of Premium Motor Spirit (petrol) to above N200 per litre may put more pressure for PMS price to increase in the near term. We opine that the risk may be exacerbated as we approach the yuletide season, occasioned by increased demand and fuel scarcity”, analysts added.

The Director-General of BPE, Mr. Alex Okoh said the activities of the Bureau reflect the principles of transparency that the EFCC is known to propagate. The BPE’s boss commended the EFCC for its recorded achievements over the years especially in the sanitisation of the nation’s economy which he said has increased investors confidence. The DG who was decorated during the visit as Anti-Corruption Ambassador by the EFCC acting Chairman said that he was at the Commission to solicit the EFCC’s support in ensuring that the activities of the BPE are better monitored. His words, “the EFCC has provided a platform and atmosphere that has enhanced comfort and confidence in the investors who we directly deal with on a regular basis, the kind of comfort to engage and invest in this economy. The BPE is an agency of government that is
mandated to provide sector and enterprise reforms as they relate to government and state-owned enterprises”, he added. He informed his host that the Bureau over the years had conducted transactions in the various sectors of the Nigerian economy which have brought huge revenue to the Federal Government and improved service delivery. Responding, the Acting Chairman of the Economic and Financial Crimes Commission (EFCC), Mr. Ibrahim Magu expressed the Commission’s readiness to partner with the BPE in all its transactions. He assured his guest that the Commission was ready to carry out due diligence on any entity that shows interest in the purchase of government assets in order to prevent corrupt elements from using the privatisation
process as a means of laundering illegally acquired funds. Magu thanked the BPE for its support during the evolution of the Commission saying the N100million received from the BPE as take off support helped the Commission to start its operations. “If we hadn’t gotten that money, we wouldn’t have been able to kick start”, he confessed. The money, he said, brought some seriousness into EFCC’s operations and “we started arresting those fraudsters who hitherto were seen as ‘untouchable’ moving around with convoys and sirens. Many of them were arrested and jailed and the Commission recovered substantial amounts of money on behalf of so many victims from them which were restituted to the victims.”
It is expected that 40, 000 farmers in Africa will benefit from the Technology for African Agricultural Transformation (TAAT) project, initiated by The African Development Bank (AfDB), Krishan Bheenick has said. Bheenick, the TAAT Coordinator, also stated that the seed fund will be in tranches of $40, 000 which will span for a period four years. “It is $120 million in total. It’s in three ways of funding of $40 million each time. The current span of the project is between 2018 and 2021, so it’s about four years for the seed money for investment. The bank itself is, first of all, expecting the countries to invest money either they get it through a grant or loan and also other donors and international agencies can join the programme.” He further raised concern that attentions are drawn to the fund, but governments should focus on the impact it would make to grassroots farmers, which should propel African leaders to key into the initiative; while AfDB mobilises the $800 million to implement the project across the three years of execution. “One other figure that has been mentioned is that across the continent, we are expected to reach 40 million farmers. Concerning the fund, we are trying to mobilise for the implementation of the project is around $800 million. But the issue is that it is not so much how much money but how effective because if we can convince the countries that these are worth investing in, that’s when they will invest. The communities also need to invest their own time, efforts regarding mobilisation.” Nigeria, amongst the list, has seven major agricultural commodities listed to benefit in the intervention.

The 2018 survey, which covered 16,200 respondents from 25 countries, including Nigeria, showed that Nigerian travellers are digital-savvy, mobile native and ready to embrace new technology for a seamless travel experience. Nigeria ranked 5th globally in the Digital Traveller Rankings, ahead of all the European and North American countries surveyed. For instance, Nigerian travellers are heavily reliant on their mobile phones. 85 per ecent of travellers in Nigeria were shown in the study to use on their smartphones when researching their trips, and 78 per cent use their phones to make bookings. More than half of all travellers (66%) also said they would be lost without their smartphones, and 74 per cent worry about their technology failing, or their phones running out of battery power. Nigerian travellers were the most likely of those surveyed to want to share their biometrics, to facilitate a better travel experience. Flight-related mobile apps have also become a critical feature for Nigerian travellers. They use multiple apps (an average of 13.6) when researching and booking a trip. These apps are used to search and book flights 82 per cent, for flight alerts 75 per cent and mobile check-ins 74 per cent. Almost half of all travellers 46 per cent would prefer to see their trip itinerary (flights, hotels, trains, etc.) in one place, while 38 per cent report that they find it unsatisfying to book everything separately. 45 per cent prefer to check-in to a hotel via a mobile app. This demonstrates a clear appetite to work with travel providers which can offer a consolidated digital experience.

Dangote Foundation donates N1bn Hostel to ABU In another massive intervention, the Aliko Dangote Foundation (ADF) is set to commission a N1 billion hostel it built for the Ahmadu Bello University (ABU) Zaria, in Kaduna State. The authorities of the university, reputed to be the largest tertiary institution in West Africa, described the Dangote hostel project as a “big relief,” saying accommodation is one of the nightmares of the sprawling university. Director, Physical Planning and Municipal Services of the University, Engr. Muhammad Aminu Sambo, said: “This is a big relief because the university has limited accommodation in relation to the numbers of students admitted every year. This is one of our nightmares.” Speaking to newsmen, Engr. Sambo said out of the over 50,000 students admitted yearly, the university could only provide accommodation for only about 13,000. He commended the President of Dangote Group, Aliko Dangote, and urged all able Nigerians to emulate him and intervene in the educational sector.
In his reaction, the Chief Architect of ABU, Yabani Abubakar, described the hostel as a monumental intervention, saying it is a set of 10 blocks with 36 rooms each. Abubakar, who is the Chief Physical Planning and Development Officer (CPPDO) of the university, said the newly-built Dangote Hostel has been completed and will be commissioned during the upcoming convocation. According to him, as part of his commitment, Alhaji Aliko Dangote visited the hostel recently and directed that new state-of-the-art facilities like solar power be installed. He said the Dangote Hostel is located in Phase II section of the Main Campus and will be initially used as a wholly-male hostel from next academic session. The Managing Director and CEO of the Aliko Dangote Foundation, Zouera Youssoufou, had said supporting education is one of the Foundation’s priorities, adding that the ADF was recently endowed with a staggering $1.25 billion. Alumni Association, Prof. Ahmed Tijani Mora, recently noted that the contribution of the Aliko Dangote Foundation to the educational sector, and more importantly to the school, was unprecedented. He said it was in this regard that the University Alumni Association conferred a Corporate Award on Dangote. The Vice Chancellor of the university, Prof. Ibrahim Garba, commended Dangote, saying the support was timely as the university has limited accommodation facility for its students. The Group had recently donated a world-class Dangote Business School worth N1.2 billion to the Bayero University Kano, and also donated another Business School complex in the University of Ibadan, among several other interventions. Dangote, who is Africa’s richest man, had said: “I do not only want to be known as Africa’s Richest Man, but the biggest philanthropist. I will continue to use my resources and my voice to help shape a better Nigeria, and Africa as a whole.”
Africa’s population growth to push consumer spending to $2.1trn - Irukera Motolnai Oseni, Lagos The Director-General of the Consumer Protection Council (CPC), Mr. Babatunde Irukera has said the increasing value of the African market is underscored by rising consumer spending across the continent which was about $1.4 trillion in 2015 and projected to reach $2.1 trillion by 2025. This growth, Irukera said, is driven by fundamental factors such as a young and growing population, rise in incomes, rapid urbanization and widespread adoption of technology. The CPC helmsman made the comments during his recent presentation at the Africa Policy Forum of the Leeds University Centre of Africa Studies (LUCAS) of the University of Leeds. He called for the prioritization of robust regulation and stronger competition policies as a core strategy in the quest for Africa’s economic renaissance in a changing world. Describing Africa’s market as its most significant economic asset, Irukera advocated for the implementation of simple widely acknowledged principles of asset management and strategies to maximize the benefits from markets to overcome
poverty and achieve significant economic growth. Irukera cited statistics to underscore the burgeoning population which is driving the growing expansion and importance of its market as including 16 per cent of global population (1.2 billion) living in Africa; more than half of global population growth between now and 2050 expected to occur in Africa; and Africa’s population to reach 2.5 billion by 2050 (more than double of current population). He said: “Considering population and age, it is clear that Africa’s greatest assets are its people and skills. Sadly they are also our greatest export. “Africans are key applicants to nations with skills acquisition immigration policies which focus on highly skilled migrants, whether it’s USA, Canada or U.K. Essentially these countries benefit from people who have acquired certain skills they need without the time and resource required to invest in development”, he added. Irukera posited that rather than engage in unproductive handwringing over the export of talent and skills out of Africa, there should be a stronger focus on robust regulation and competition regimes to overcome current challenges and maximize existing opportunities. He noted that “asset management essentially
refers to a systematic approach to governance and realization of value.” In the presentation titled “Africa’s Emerging Market: A matter of Asset and Access”, he stated: “Coordinated policy and execution that recognize our asset, and regulate access in a manner that advances our causes and economies is the curve we need to turn to see continent-wide growth. “The kind of growth that connects the numbers to people and lives such as moving people up from poverty to shared prosperity. Therein exactly lies the secret, rule and purpose of governance. At the heart of this is promoting a robust market and asset management modified only by market regulations that catalyze but protect”, he stated. According to Irukera, the positive impact of improved competition and regulation regimes on the continent are real and are felt by all strata of society from the highest levels down to the lowest rungs. The CPC DG revealed that reducing the prices of food staples by just 10 per cent, tackling cartels and improving regulations that limit competition in food markets could lift 500,000 people in Kenya, South Africa, and Zambia out of poverty and save consumers more than $700 million a year.

the PDP and the All Progressives Congress (APC), lack the capacity to provide job opportunities for the teeming population, adding that both parties have nothing to offer the people of Ogun State, except disappointment. The ADP governorship candidate, who spoke while addressing his supporters and party members during a tour of Ijebu-East Local Government Area of the state, said he left the PDP because he felt the party could not be relied upon.
He said: “I was once a member of the PDP, but, when I discovered the party cannot be relied on, I decided to find my way out of the party, and I am happy. It is very glaring to all Nigerians that the APC and PDP have no plans for the populace, but rather distract them. “Instead of these embattled political parties to be planning for the betterment of Nigerians, they are busy with arguments at the detriment of Nigerians. “The APC and PDP have been battling with various issues over

HIV treatment: Need for govts to take ownership as donor funding dwindles Stories: Doosuur Iwambe, Abuja The first two cases of Human Immunodeficiency Virus/Acquired Immune Deficiency Syndrome (HIV/ AIDS) in Nigeria were identified in 1985 and were reported at an international AIDS conference in 1986. Unfortunately, 32 years down the line, the infection has continued to spread rapidly creating great impact on health welfare, employment and criminal justice sectors, thereby affecting all social and ethnic groups throughout the world. Nigeria has not done enough over the years due to its highly dependent on donor funding for its HIV and AIDS response, with only 5% coming from the Federal government. Currently, 95% of HIV interventions programme are managed by international donors and NGOs in collaboration with local civil society organisations (CSOs), which are critical in terms of providing HIV-related services in the states. Globally, the progress has been immense; more people than ever before living with HIV are accessing antiretroviral therapy; since 2010, new HIV infections among adults declined by an estimated 11%; new HIV infections among children declined by 47% since 2010; and AIDS-related deaths have fallen by 48% since the peak in 2005. However, the case is different in Nigeria. Currently, Nigeria has the second largest global burden of HIV/AIDS and also contributes the largest proportion of new vertically acquired HIV infections among children. According to the 2017 report of the UNAIDS, Nigeria is responsible for over 12.4% of the global burden of HIV infected children with an estimated number of 267,000 children living with HIV in the country. With this alarming figure, it is indeed a wake-up call on government to take full ownership of HIV funding. Nigeria’s heavy dependence on external donors at 95 percent, while domestic financing is 5 percent; and the dwindling global funding for HIV
in developing countries; there is the need for the Nigerian government to bridge this funding gap. The Assistant Director, Prevention of Mother-ToChild Transmission (PMTCT) and Head, National AIDS and STI Programme, (NASCP) Federal Ministry of Health Dr Gbenga Ijaodola had revealed that 95% of Nigeria’s HIV response funding is supported by partners/donors. Dr Ijaodola who made this known in Calabar at a media dialogue on PMTCT organised by the United Nations Children’s Fund (UNICEF) in collaboration with the Child Rights Information Bureau of the Federal Ministry of Information (CRIB) expressed worry that donors dwindling funding and gradual withdrawal may increase the burden of HIV/AIDS. ”At the moment 95 per cent of the national HIV response is supported by partners, this includes PMTCT and Paediatric treatment.
”U.S. Government contributes 75.5 percent of treatment interventions, Global Fund 17.4 per cent, AIDS Healthcare Foundation (AHF) 1.2 per cent and Nigerian Government 5.4 per cent. ”At the moment 95 per cent of the national HIV response is supported by partners, this includes PMTCT and Paediatric treatment. ”For Nigeria to be able to address the challenges of the global burden of PMTCT, pregnant women must have access to PMTCT’’, he said. According to him, 267,000 children are infected with HIV virus in Nigeria, 54,167 children less than 14 years are under anti-retroviral drugs, 10,464 children have their viral loads tested, while 4,699 Nigerian children have viral load suppressed.” Also speaking UNICEF HIV/AIDS Specialist, Dr. Abiola Davis who expressed worry over the gradual decline in global findings by donor agencies , called on the Nigeria Government to map up plans on how to

Malaria is a major public health problem, with high global burden. However, large regional disparities exist in malaria burden. In 2015, Sub-Saharan Africa alone accounted for 90% of the malaria cases and 92% of the malaria deaths worldwide. According to the 2018 World Malaria Report, about 70 percent of all malaria cases and deaths recorded in 2017 occurred in Nigeria and 10 other countries. The annual report which was produced by the World Health Organisation (WHO) and launched on Monday in Maputo, Mozambique revealed that malaria hit hardest in India and 10 African countries in 2017 with Nigeria taking the lead. The 10 African countries affected are Nigeria, Burkina Faso, Cameroon, Democratic Republic of the Congo, Ghana, Mali, Mozambique, Niger, Uganda and United Republic of Tanzania. Malaria remains the most important public health parasitic disease and a major global health problem with the greatest burden in sub-Saharan Africa. Malaria is so widespread that it is virtually impossible to come across any Nigerian who has never had malaria or had a family who developed it. This large burden has led to the development and setting of several strategies and targets aimed at malaria control, and where possible its elimination. The Global Strategy for Malaria, 2016 to 2030 targets a 90% reduction in the incidence and mortality rates of malaria, as well as an elimination of malaria in 35 of its endemic countries by 2030. According to the WHO, an estimated 445,000 people out of 216 million cases died from malaria in 2016; 90% of this is accounted for by Africa. The report further revealed that Malaria kills over half a million children less than 5 years of age each year out of which Nigeria accounts for 25 percent of the world’s malaria burden. WHO Director-General Dr Tedros Adhanom Ghebreyesus had said that even though nobody is expected to die from malaria, the world faces a new reality. According to him, as progress stagnates, ‘’we are at risk of Squandering years of toil, investment and
success in reducing the number of people suffering from the disease. “We recognise we have to do something different now. So today we are launching a country-focused and -led plan to take comprehensive action against malaria by making our work more effective where it counts most – at local level. When countries prioritize action on malaria, we see the results in lives saved and cases reduced’’, he added. The common symptoms of malaria headache, chills, and fever are mild and are not just specific to malaria, this sometimes makes it difficult to recognize as malaria. These symptoms can however become dreadful leading to the severe or complicated form of malaria, Prompt diagnosis and treatment of malaria are necessary to prevent a mild case of malaria from progressing to the severe form. Although anyone can be affected, children under five and pregnant women are the most vulnerable; and because of this, preventive treatment in pregnancy with the antimalarial drug sulfadoxine pyrimethamine is recommended by WHO to protect pregnant women. This drug is administered during routine ante natal visits. As huge as the malaria burden is, there is poor awareness of its magnitude. The high cost of health care also impacts this, as having to go to the clinic often may become a financial burden. The WHO had said that despite marginal increase in recent years in the distribution and use of insecticidetreated bed nets in sub-Saharan Africa, indices for malaria remain unimpressive. “In 2017, an estimated half of at-risk people in Africa did not sleep under a treated net. Also, fewer homes were protected by indoor residual spraying than before, and access to preventive therapies that protect pregnant women and children from malaria remains too low.” The WHO however said that in 2017, no local transmission of malaria was reported in China and
El Salvador where malaria had long been endemic, stressing that it was a proof on the efficacy of the intensive, country-led control efforts. It further disclosed that it recently certified Paraguay was the first country in the Americas to be certified malaria free in 45 years. Three other countries, it added was Algeria, Argentina and Uzbekistan that requested official malaria-free certification from WHO. Similarly, India, a country that represents four percent of global malaria burden recorded a 24 percent reduction in cases in 2017, compared to 2016. Also in Rwanda, 436 000 fewer cases were recorded in 2017 compared to 2016. Ethiopia and Pakistan both reported marked decreases of more than 240 000 in the same period. Ghebreyesus, however asked countries with high malaria cases to prioritize action on malaria so they could save more lives of its citizens. He suggested that they take advantage of newly launched country-led malaria response to scale up prevention and treatment, and increase investment, to protect vulnerable people from the deadly disease. Even though malaria is wide spread, it is preventable; one of the key strategies to prevent malaria is vector (mosquito) control. Mosquitoes breed on stagnant water, and so by removing stagnant water from the immediate environment, vectors are effectively controlled. Discarded tyres, untended pools, and any container that could hold stagnant water are possible breeding grounds for mosquito. Bushes and weeds near the home are resting sites for mosquitoes. General sanitary practices such as maintaining a hygienic drainage system, clean environments, proper waste disposal, removal of stagnant water, are effective ways of controlling the vector, mosquito. The use of insecticide treated nets and indoor spraying with insecticides are popular measures for vector control. The major problems in the control of malaria are: resistance of malaria parasites to drugs and insecticides, proliferation of counterfeit drugs; self-management, inadequate health facilities, inadequate local research efforts and poor health practices by individuals and communities.

Report released at the 9th International AIDS Society (IAS) Conference on HIV Science in Paris showed a continuous decline in funding and its potential impact on HIV patients and death rates. The Resource Tracking for HIV Prevention, Research and Development Working Groups RTWG 13th Annual Report noted that funding for HIV prevention and research decreased by another three per cent in 2016. According to the report, funding for HIV prevention R&D fell by three per cent ($35 million) in 2016 from the previous year, falling to $1.17 billion. “It had maintained a steady downward trend between 2012 and 2016, falling from US$1.31 billion to US$1.17 billion with an annual funding loss of US$40.5 million, US$10.3 million, US$10.4 million and US$2.8 million for the four years. The report which had tracked global funding for HIV science since 2000 also revealed that the United States’ public sector and the Bill & Melinda Gates Foundation donate about 88 cents of every dollar spent on HIV prevention R&D in 2016. It added that the European public sector funding fell by $10 million from 2015 and at $59 million, accounted for just six per cent of all public sector investment, according to the 2016 research document. The number of philanthropic donors fell sharply from a total of 27 in 2015 to just 12 in 2016. The Minister of Health, prof. Isaac Adewole in his address during the 2017 World AIDS Day, observed that over 1 million Nigerians are now on life-saving antiretroviral therapy (ART). The Minister pointed out that providing service to Nigerians living with HIV/AIDS is a fundamental human right and must be met by all. He further noted that access to services need scaling up in order to achieve the 90-90-90 target (which specify that by 2030, 90% of all people living with HIV will know their HIV status, 90% of all people living with HIV who know their status will be on ART, and 90% of all people receiving ART will have viral repression). However, the sad reality is that the Nigerian government is only managing to provide ART funding for about 60,000 people living with HIV/ AIDS in Abia and Taraba state. The significant funding shortfall is left to donors. The Minister did promise that the Federal Government of Nigeria is working with relevant partners to improve access to HIV treatment and especially prevention of mother-to-child transmission (PMTCT) in Nigeria. Of all the challenges with HIV care, mother-to-child transmission is probably the most tragic there are more children infected by their mothers in Nigeria than any other country in the world. In spite of several years of intervention, access to paediatric ART services continues to hover around the 28% of need for six years running and PMTCT services are available only to 30% of the pregnant population annually. We can and must do better. Poor funding and lack of ownership of HIV treatment and care by the country is responsible for the high prevalence in the country. Nigerians that died due to the scourge would not have died if the government had taken up ownership of the fight by ensuring availability and accesses to HIV prevention, testing, treatment and support programme. The only way to address this burden is for the Federal Government to take ownership of the fight against HIV scourge rather than relying solely on donor agencies. The problem of Nigeria can never be solved by foreigners except for Nigerians and by Nigerians with adequate and realistic budget. Budget in all AIDS, Tuberculosis, Malaria control, prevention and treatment for all the Ministries, MDAs could make big difference if is been released 100 per cent in the life of persons living with HIV in and lives of Nigerians who are not infected. This could be achieved by dedicating adequate funding through budgetary allocation by all tiers of government for its prevention, treatment and care and implementing 100 per cent of such funds in fighting the scourge.

US politicians accuse Trump of putting ‘Saudi Arabia first’ The United States senators have accused President Donald Trump of putting “Saudi Arabia first” by his decision to not take punitive measures against the kingdom or Crown Prince Mohammed bin Salmanover the murder of journalist Jamal Khashoggi. Trump’s decision is “yet another fawning prostration to a foreign authoritarian”, Democratic Senator Tim Kaine tweeted on Tuesday. “It’s only a matter of time until actions like this one by the president directly threaten our security,” he added. In a statement issued by the White House, Trump said the US intends to remain a “steadfast partner” of Saudi Arabia - even though “it could very well be” that Prince Mohammed had knowledge of Khashoggi’s killing. “We may never know all of the facts surrounding the murder of Mr Jamal Khashoggi. In any case, our relationship is with the Kingdom of Saudi Arabia,” Trump said. He added he did not intend to cancel military deals with the kingdom, saying “if we foolishly cancel these contracts, Russia and China would be the enormous beneficiaries”. Trump’s comments came despite pressure from US politicians who have called on the administration to do more to hold Saudi Arabia accountable. That pressure mounted following US media reports on Friday that said the CIA concluded Prince Mohammed, also known as MBS, ordered Khashoggi’s murder. Senators Bob Corker and Bob Menendez called on Trump, in a letter sent on Tuesday, to investigate the part MBS played in Khashoggi’s death after the CIA reportedly determined the killing was ordered by the Saudi crown prince. “In light of recent developments, including the Saudi government’s acknowledgement that Saudi officials killed Mr. Khashoggi in its Istanbul consulate, we request that your determination specifically address whether [MBS] is responsible for Mr. Khashoggi’s murder”, Republican Corker and Democrat Menendez wrote.
The senators invoked the Magnitsky Act, which allows the US government to sanction individuals who are found to have committed “gross” human rights violations. In his statement, Trump said it “could be very well that the crown prince had knowledge of this tragic event - maybe he did and maybe he didn’t!” Later on Tuesday, the president added the CIA assessment of the intelligence surrounding the murder is not “definitive”. Khashoggi, a contributing columnist for the Washington Post, was killed at the Saudi consulate in Istanbul on October 2 when he went there to pick up documents needed for his planned marriage. A critic of the Saudi government, Khashoggi had resisted pressure from Riyadh for him to return home. Saudi Arabia initially rejected the allegation its nationals were behind the killing, but as Turkish authorities continued to leak evidence of high-level involvement, Riyadh eventually admitted its agents carried out the killing with a series of contradictory explanations. Saudi Arabia’s deputy public prosecutor has said he was seeking the death penalty for five suspects charged in Khashoggi’s killing. He told reporters Prince Mohammed knew nothing of the operation, in which Khashoggi’s body was dismembered and removed from the consulate. The corpse has yet to be recovered. Several senators vowed to put “serious sanctions” on Saudi Arabia, including on the “appropriate members of the royal family”. “We should, at the very least, NOT reward Saudi Arabia with our sophisticated armaments that they in turn use to bomb civilians,” tweeted Republican Senator Rand Paul. “I’m pretty sure this statement is Saudi Arabia first, not American First,” he added. At least four other men in Eastern Lakes state competed, said Philips Anyang Ngong, a human rights lawyer who tried to stop the bidding last month. Among the bidders was the state’s deputy governor. “She has been reduced to a mere commodity,” Ngong told The Associated Press, calling it “the biggest test of child abuse, trafficking and auctioning of a human being.” Everyone involved should be held accountable, he said. NSF: Ekiti council warns athletes to stay away from drugs
The General Manager of Ekiti Sports Council, Ayodeji Samo, has warned the state contingent to the forthcoming National Sports Festival to keep away from illicit drugs. Samo gave the warning on Wednesday in an interview with the News Agency of Nigeria in Ado-Ekiti. He said that he had been engaging the coaches of the various sports on the need to caution their athletes and ensure that they do not indulge in drugs
to boost their energy. Samo also charged the athletes to remain focused and committed, if they hoped to excel. He said that his mission was to win laurels at the tournament would not condone complacency from any athlete. He said: “I wish to state clearly that management will not tolerate any form of complacency from the contingent to the festival. “Personally, I believe the spirit of good sportsmanship

Gernot Rohr: I won’t experiment with Seychelles match Super Eagles head coach Gernot Rohr has asserted that he does not plan to experiment with his squad for the final game of the 2019 Africa Cup of Nations qualifiers against Seychelles even though it is a dead rubber fixture. The Eagles are already through to the AFCON competition slated for Cameroon next year as the draw earned in Johannesburg against the Bafana Bafana of South Africa last weekend was sufficient to return them to the competition they last featured in 2013. A FIFA Ethics Committee judge was arrested on suspicion of corruption in his native Malaysia and has resigned as director of an arbitration service, his lawyer and reports said Wednesday. Sundra Rajoo was detained late Tuesday by anti-graft investigators after flying in from Zurich, where FIFA has its headquarters, to assist in a corruption probe. He was held overnight, but released after a court accepted his representatives’ arguments that he effectively has diplomatic immunity due to his high-profile legal roles, lawyer Cheow Wee told AFP. As well as sitting on FIFA’s Ethics Committee, Rajoo was the director of the Malaysia-based Asian International Arbitration Centre.
Cheow said the Malaysian AntiCorruption Commission (MACC) had applied to hold him for seven days as “they wanted to question him regarding a corruption allegation”. Rajoo has been accused of using his position to gain financial favours, reports said. Local media reported that he has now given up his position at the arbitration centre. “My client has offered assurances that he will extend the full cooperation to MACC regarding the investigation,” his lawyer said, but added that authorities could not arrest him. Rajoo was appointed last year as one of two deputy chairmen of the Ethics Committee’s adjudicatory chamber, which has slapped lifetime bans on several football
