The EFCC team, which was led by ADC Aisha Larai Musa, Head, EFCC’s Creative Communications Unit, used the opportunity to warn the BDC operators on the dangerous trend of an influx of fake Dollar notes now in circulation. Advising the operators to be at alert, Musa urged them to be cautious because “as the electioneering period peaks, you are now a soft target for money laundering and circulation of fake dollar notes”. DHQ disowns soldiers displaying Buhari’s campaign sign Andrew Orolua, Abuja The Defence Headquarters (DHQ) has disassociated itself from the pictures of four armed men dressed in military camouflage displaying 4 by 4 fingers campaign sign of a political party. A statement signed by Acting Director Defence Information, Brigadier General John Agim, stated that the Armed Forces is not a political party, urging members of the public to disregard the video which has been trending online. General Agim described the video as one of the many strategies targeted at breaking the cohesion and the fighting spirit of the troops by people it referred to as “fifth columnists”, whose only objective is to collaborate with enemies of our nation to prolong their own organisational interests”. He said that the pictures of the four men “doing 4 by 4 fingers sign connoting a campaign symbol of a political party were being investigated to ascertain the true identity of the men in the photograph”. “If it is found out that they are military personnel, they will be sanctioned according to extant rules and

regulations. “The Nigerian Armed Forces is stating categorically here that its fighting spirit is indomitable and no amount of falsehood can distract the military from fighting terrorism to a conclusive end,” the statement said. The statement read in full: ”The Defence Headquarters wishes to respond to a trending video clip and story alleging that the soldiers fighting BOKO HARAM terrorists beg for food and sleep in classrooms. There is nothing farther from the truth than the story. “The Defence Headquarters hereby draw the attention of the media and the general public to activities of fifth columnists whose only objective is to collaborate with enemies of our nation to prolong their own organisational interests. What differentiates soldiers from civilians is the ability to endure hard conditions and make sacrifices. Same goes for accommodation at

the battlefront as the soldiers are either on the move or in trenches. Accommodation where necessary, are makeshift and not expected to be luxurious. That is the reality and price of the Military profession. There is no easy way. “For those who may not know, there is no barracks in Sambisa forest and several other troops’ locations in the North East. 72.7m Nigerians to vote tomorrow – INEC Tunde Opalana, Abuja

Out of 84,004,084 registered voters in the country, 72,775,502 are eligible to participate in the 2019 General elections. This represents 86.63%. This disclosure was made by the chairman of the Independent National Electoral Commission (INEC), Prof. Mahmood Yakubu while briefing the press on the Commission’s level of participation in Abuja on Thursday. He, however, said the 11,228,582 uncollected PVCs have been returned to the Central Bank of Nigeria for safe keep till after the elections when distribution of PVCs will continue. According to data obtained on INEC’s website, Lagos State has the number of collection of 5,531389, which is 84.19 percent of collection. Kano has 4,696,747 collected PVCs which is 86 percent, followed by Kaduna with 3,648,831 and Katsina with 3,187,988.

Ekiti State has the lowest number collected with 666, 591 whichi is 73.25% followed by Bayelsa which has 769,509. But on accuracy of collection, Katsina takes the lead with 98 (.69% collection, followed by Taraba 97.30%, Gombe 95.76%, Kebbi 95.13%, Bauchi 94 .845 and Zamfara 94.74% while Ogun has lowest collection percentage of 71.36%. The INEC among other things further promised adequate welfare and protection of Youth corps members and other adhoc staff to be involved in the election. He said latest yesterday (Thursday) night election materials must have been transmitted to every states of the federation. Yakubu said: “It is once again my pleasure to brief you on the Commission’s preparedness for the 2019 general elections. Yesterday, I reported that a number of States had commenced deployment to the Local Government Areas (LGAs). I also assured the nation that going by our

revised timetable and schedule of activities, these deployments will be concluded today. “We are fully on course. There is no State that has not commenced the deployment to LGAs. In fact, 19 States have fully deployed. By the end of the day, all States and FCT would have deployed except Bayelsa State which is moving direct from our State Office in Yenagoa to the RACs tomorrow. “Tomorrow (today), activities at Ward level will commence with the activation of the Registration Area Centres (RACs) at 9.00am while the movement of personnel and materials will commence at mid-day. This is the last staging post before deployment to 119,973 polling units leading to the opening of polls at 8.00am on Saturday. “We once again profoundly appreciate the continuous understanding and words of encouragement from all stakeholders. We are where we are today because of our failed system and weak institution. “For a very long time in the history of our nation, we have embraced a wrong value and it is affecting us. Many companies are folding up by the day and the cost of running business in Nigeria is above the reach of ordinary Nigerians. For instance, the cost of postponing the election is enormous. The quality of our

democratic process is nothing to write home about and there is reason for us to get it right with restructuring’’. Oguntimehin, however, advised the leadership of electoral umpire to brace up for tomorrow’s election. He said: “There should be no excuse, there should be no room for failure and INEC should not cave in to pressure over the elections. It is just a matter of time, however, we must embrace peace, all in the interest of Nigeria and the Yoruba race in particular. “OPC has a large base in 28 states, including the Federal Capital Territory (FCT), and our intention is clear, we are going for restructuring, and nothing less,” Oguntimehin assured.

We have also made hard copies available to stakeholders at this meeting. “A total of 11,228,582 PVCs representing 13.37% are uncollected. Out of this figure, 7,817,905 PVCs were carried over from the 2014-2016 registration exercises while 3,410,677are from the last Continuous Voter Registration (CVR) exercise held between April 2017 and August 2018. “On the welfare of Youth Corps members serving as Presiding Officers at Polling Units, the Commission is unhappy with images of some of some of them sleeping rough at the RAC centres. We have been in discussion with the Director General of the NYSC on how this situation can be ameliorated. “We have made an arrangement with the NYSC to move the mattresses used in their orientation camps nationwide, except Borno State where Youth Corps members are not deployed, for the ease their hardship. As usual, the Commission will provide electricity generators and supply water and toiletries in the RACs. We have also liaised with the security agencies for adequate protection”. Meanwhile, the INEC chairman during the press briefing said he has no reason to resign from office. “I am not under any pressure. Will I consider resign? I see no reason to even contemplate resigning. There is no reason whatsoever. The Commission will do the job that is there for us to do.” Since the rescheduling of last Saturday’s election, some Nigerians have urged the chairman to resign.

Iran withdraws support for IMN, El-Zakzaky – Source The Iranian Government, suspected main financier of detained Sheikh Ibrahim El-Zakzaky and his Islamic Movement in Nigeria (IMN), has withdrawn its support to the group, a top Federal Government official has revealed. The source told News Agency of Nigeria (NAN) on Thursday in Abuja that the withdrawal of support was sequel to “secret engagements, discreet contacts and cultivations’’ by Nigerian and Iranian governments’ officials in the last one year. According to the source, the engagements were facilitated by the Office of National Security Adviser (ONSA) and High Command and Supreme Leadership Council of the Islamic Republic of Iran. The source disclosed that the engagement centred on how to contain and manage “the violence, menace and confrontations of IMN’’ with constituted authority.

“IMN is seen as the benefactor and vehicle for the import of Iranian Shia ideology in Nigeria and West African sub-region,’’ the source said. He also revealed that series of meetings between officials of Rasuul Aaazam Foundation (RAAF), a Shia group in Nigeria, and Federal Government intelligence officials led to the breakthrough. The source explained that RAAF operated under Hujjatul Islam, led by Sheikh Muhammad Nur Dass, with headquarters in Kano and branches across northern Nigeria. He said that Dass was the highest ranking Shia cleric in Nigeria, with mandate to adjudicate religious and temporal issues in the Ja’afari Shia School. “This makes him higher in the Shia school and hierarchy than El-Zakzaky, who is not a cleric and has never been to

any Shia Theology School.’’ The source recalled the confrontations between IMN and security forces, especially the army, in Zaria, Kaduna, Abuja, Nasarawa and said that they “necessitated a change of tactics and strategy and adoption of non-Kinetic warfare’’. On November 20, 2018, the IMN clashed with security forces in Abuja and it led to the death of many people. The source disclosed that a senior Iranian cleric, Ayatollah Movahedi Kermani, the “Ephemeral Tehran Friday Prayer Imam’’, condemned the killings and urged clerics to step in to avoid further clashes and bloodshed. He said that after the incident, Dass stepped up his intervention, first by declaring support for President Muhammadu Buhari, and called on Shia adherents to eschew violence and confrontation with constituted authority.

Abdulmumuni Jibrin Kofa, engaged in a bloody clash. Buhari noted that while democracy is the most beneficial way to select a nation’s leaders, it is far from the easiest thing to achieve and maintain. Tomorrow, the President said, “is an encounter with history in which you, the people, shall affirm your collective belief in our national greatness and in our future. I ask that you embrace and hold on to the importance of the moment soon to be upon us. “Honour your civic duty as voters by going to the polls tomorrow to vote for the government of your choice, for the government that will lead Nigeria toward its finest destiny.” According to him, it requires a combination of patience, tolerance, compassion, diligence, wisdom and hope. These traits exist in us the Nigerian people. He urged every Nigerian with voter card to go out and vote, saying, “Because of who we are, democracy has the chance to flourish in this land”. President Buhari commended all of Nigerians for their patience and peaceful conduct so far during this electoral season and especially during the intervening week following the postponement of the February 16 elections. “Many were worried and thought the worst might happen. While alleging that the chances of achieving free, fair and credible elections on February 23 and March 9, 2019 which the people have yearned for are at great risk, Terence revealed that TVG’s primary duty and responsibility was to promote the welfare of the society and its people. He however, called for free, fair and credible elections in the State, describing it as one of the vital ways of carrying out their assignments.

Andrew Orolua, Abuja Kaduna State High Court has sentenced a pension consultant one Mohammed Ibrahim Sodangi to four months in prison for his role in N65.5 million fraud. Justice Darius Khobo convicted Sodangi who was facing 13-count charge bordering on impersonation and theft to the tune of N65.5 million. The judge sentenced the convict on count one to three months in prison with an option of N100,000 fine for the offence of impersonation. He was also convicted and sentenced to 48 months in prison: Four months each on count two to 13 but all are to run concurrently and he was ordered to pay the sum of N100,000 on each count, cumulative of N1.2 million as restitution. Justice Khobo also ordered a mandatory four months in prison and that he should refund the sum of over N55million by way of Bank Draft through the EFCC to the Kaduna State Pension Bureau. Sodangi’s road to jail began when the Commission received a petition by a group, Movement for Better Future, which alleged massive fraud in the Kaduna State Pension Bureau. It was alleged that the then management of the Bureau conspired with the consultant to steal pension fund through enrolment of ghost pensioners. The defendant was arraigned on May 15, 2015 on a 13-count charge bordering on impersonating and theft to the tune of N65.5 million.

U.S. refutes negative comment on Atiku, says it’s fake news Ukpono Ukpong, Abuja The United State Embassy has refuted a tweet credited to the U.S Secretary of State, Michael Pompeo, where he allegedly gave negative comment about the Peoples Democratic Party (PDP) Presidential Candidate, Alhaji Atiku Abubakar. The Embassy in its twitter account @USEmbassyAbuja, on Thursday, called on the Nigerian people and the international community to disregard such statement as it is nothing short of fake news. The tweet, which was credited to the U.S Secretary of State, Michael Pompeo read “I personally refused to meet him or have anything to do with him (Atiku). “I am really surprised that an individual indicted by the United States of America of huge corruption is being considered for Nigerian president…” The embassy said such statement in either Facebook or received via WhatsApp should be regarded as fake. “FakeNews Alert! If you have seen such manufactured content on @ facebook, or received it via @WhatsApp. Please communicate that it’s fake news,” the embassy stated. Gov Wike to APC leaders: Accept reality of exclusion from ballot paper in Rivers Provides free buses to convey voters to voting centres

Amaka Agbu, Port Harcourt The Governor of Rivers State, Barrister Nyesom Ezenwo Wike, has called on the leaders of the All Progressives Congress (APC) to accept the reality that their party would not be on the ballot for the 2019 General elections in the state. Governor Wike urged the leaders of Rivers APC to accept the judgment of the Supreme Court as the will of God, saying that nobody could resurrect a dead horse. The governor made the call on Thursday in a State broadcast on the rescheduled Presidential and National Assembly elections coming up on Saturday, 23rd February, 2019. Governor Wike said: “Truth be told, the Supreme Court has spoken. INEC has confirmed. It is the will of God and there is nothing anybody can do to return the APC to the ballot for the 2019 general elections in Rivers State. “But this, I believe, is not the end of life for the APC in Rivers State. There is always another day and as political leaders, we must have the courage to accept the reality, know when to stop fighting for nothing and tell our followers the simple truth, even if it may sound bitter. I would, therefore, advice

my brothers in the APC to endeavor to put their house in order, allow the prevailing peace to continue and prepare for 2023,” he said. Governor Wike told the Rivers APC to desist from violence, noting that if they chose to destroy the state or kill and maim everybody because of power or someone else’s ambition to be President, there might be no one left for them to lord over when everyone was dead. He said: “Remember, the army and the police officers you are relying on to kill your own people may come and go, but Rivers State will always be. Believe it or not, we are all from Rivers State irrespective of party differences and no other interest can supersede the collective interest of our State. “Let me assure everyone that the collective interest of our State will continue to guide our actions and we shall continue to accommodate everybody irrespective of party affiliation in our schemes of governance,” Wike stated. The governor said that the state government was aware of the alleged plot by the APC to scuttle the general elections in the state, adding there were pointmen who were architects of the planned electoral violence in the state. He said: “Indeed, the champions

of this evil plot met at the residence of one Bestman Amadi and the former Commissioner of Lands Mr. Ezemonye Ezekiel-Amadi has already mobilized thugs with N10,000,000.00 to attack voters and disrupt the voting exercise in Ikwerre Local Government Area. “My office is also inundated with reports of the partisan activities of the General Officer Commanding 6 Division of the Nigeria Army Major General Jamil Sarham and the State Commander of the AntiRobbery Squad Mr. Victor Akin Fakorede who have signed on to unlawfully deploy military and SARS operatives to actualize the APC’s plot to destabilize the State and create avoidable crisis in the State,” he alleged. Continuing, he said: “We condemn the unprofessional and provocative activities of General Jamil Sarham and Mr. Victor Akin Fakorede and plead with the international community to hold the duo responsible for any election-related violence and or crisis in Rivers State.” Governor appealed to the National Chairman on Peace , the Chief of Army Staff, and the Inspector General of Police to prevail on “the two partisan security chiefs to excuse themselves from participating in the elections in Rivers State.

Elections: YIAGA AFRICA urges INEC to address wrong deployment of materials

YIAGA AFRICA, a civil society organisation has called on the Independent National Electoral Commission (INEC) to address the issues of wrong deployment of materials to some states ahead of the elections. Co-Chair, YIAGA AFRICA Watching The Vote Group, Dr Aisha Abdullahi, made the call while briefing newsmen on INEC’s preparedness for the rescheduled elections on Thursday in Abuja. Abdullahi said that materials meant for particular states and regions were being taken to other regions and this needed to be quickly addressed ahead of the polls. She said that the group was also concerned with reports of shortfalls in sensitive and non-sensitive materials like results sheets, stamps and indelible ink. “We are also worried with reported cases of mistakes in the deployment of materials to some states. “To avert confusion and crisis, INEC needs to ensure a comprehensive open and inclusive audit of retrieved materials. “Where materials have been wrongly deployed to states, INEC should ensure the materials are redeployed. “In the event of shortfalls, INEC should engage local vendors to print materials to address reported cases of shortfalls,” she said. Abdullahi said that YIAGA AFRICA commended the commitment of INEC to sharing information with stakeholders through the daily briefing by the INEC Chairman.

Ekiti boosts cocoa production with N40m

The Ekiti State Government says it has committed N40 million to boost cocoa production in the country. Prof. Mobolaji Aluko, the state Director-General, Office of Transformation, Strategy and Delivery (OTSD) disclosed this on Thursday in Ado-Ekiti in a meeting with members of the state chapter of the Cocoa Development Association. Aluko affirmed that the development of agriculture remained one of the major focuses of the Kayode Fayemi-led APC administration in the state. “A total sum of N40 million has been set aside for the establishment of Cocoa Clonal Garden/Cocoa Rehabilitation in the state.’’ The D-G assured of a continued collaboration between the state government and the farmers, which would assist to revive cocoa production in the state. The Chairman of the association, Mr Francis Ibitoye expressed appreciation to the government for its gestures. He expressed the readiness of the association to partner with the government at all times for the development of agriculture in the state.

Why Nigeria may have no hope

Believers in God, especially Christians of the Pentecostal persuasion, of which yours truly is an apologetic member, would consider this headline near heretic and that is understandable. For this class of faithful, thoughts and confessions are the life to the attainment of desire or even the promises of God for the individual or nation. A part of the Scriptures says that without faith, it is impossible to obtain anything from God and in the contemplation of knowledgeable Christians, when thoughts and the utterances that they breed suggest doubt, they become a negation of faith and detract from the adherent’s prospects for accomplishment. But Scriptures also talk about the importance of backing up the promises of God or your own grand desires with work. Even though there are explicit instructions to this end, a lot of Nigerians conveniently ignore this caveat but hang on to the benefit of contemplation, like that was by itself enough to change the fortune of persons and their nations. Unfortunately, faith without work is futile. Nigerians are willing to pray forever on behalf of their country but are unwilling to make the appropriate investments that put the wind in the sail of their prayers. For instance, the deliberate pursuit of excellence is a pre-requisite to the development of nations. And the spirit of excellence does not just come on a society unless the citizens are deliberate about imbibing and entrenching the same. Someone said that excellence is the gradual result of always striving to do better. Nigerians desire a country that they can be proud of but are hardly ever willing to sow the required seeds. This is the sense you get with some of the reactions to last week’s disgraceful postponement of the elections by the Independent National Electoral Commission. The first attitude which is detrimental to national development and integration is the total lack of trust that exists in Nigeria. For a country of Nigeria’s size and diversity, development would continue to be alien until the various segments of society are able to repose a level of confidence in each. INEC, which put the nation to ridicule, at least by waiting until the time it announced the postponement, had hardly concluded the

press conference addressed by its chairman, Prof Mahmud Yakubu, than partisans go on a conspiracy theory trip. The ruling All Progressive Congress, suggested that the main opposition party, the Peoples Democratic Party, was responsible for the postponement to get some advantage in the elections. The APC Chairman, Adams Oshiomhole, would even go ahead to suggest that the INEC indeed consulted with the PDP making references with some unholy alliance to which he is able to swear by the Holy Quran in Akwa Ibom State. There was even an allegation that some humongous amount of money was paid to some INEC officials by the PDP to obtain the deferment of the elections. Before the APC could finish putting its thoughts together, the PDP itself fired its own salvo. Its presidential candidate, Atiku Abubakar, said the postponement was the hand of Esau and voice of Jacob; some euphemistic suggestion that the APC must have instigated the postponement. Now, the combative postures of these parties must worry right-thinking Nigerians. While the move by INEC is a slight on Nigerians, its occurrence should have inspired sober reflection and easy collaborations among political parties such that the new date fixed by INEC would pass without any untoward incident. Political parties in countries that truly crave development would come together, identify the challenges that INEC might be encountering and collaborate towards finding sustainable solutions in the interest of the nation, but with Nigerian politicians’ selfish and personal interests trounce the national interest; that is if the latter is ever in their consideration. No one trusts anyone in Nigeria. Election materials are guarded with guns and a President is almost blatantly pronouncing extrajudicial consequences on anyone who engages in trying to snatch ballot boxes. This order, he gave without regard to the fact that these people are encouraged by the nation’s own lack of care for its citizen and the desperation of politicians to engage in. So, there is no end to the volume of conspiracy theories that both parties churn out daily and every normal Nigerian must indeed be dizzied. What is however more frightening is the sense

of patriotism of the common Nigerian himself. Of course, every Nigerian would swear to their commitment to the emancipation of the country but then, talk is cheap. The actions of people are always louder testimonies of their disposition. Even common Nigerians have been infested with the malaise of selfishness that afflicts leaders. So, when Nigerians are not feathering their own personal nests, they are pandering to the wishes and desires of vested political interests without giving any care as to the utility of their arguments and the positions they hold. Therefore, in defending partisan territories on Saturday’s rescheduled elections, a sizeable number of compatriots justified the action by the fact that it had happened in 2011 and 2015! Now, there is no doubt that Nigeria has this unenviable history of not being able to organise elections within the four years’ period that the constitution allows, but it is even more disheartening that citizens flaunt this disgraceful trend like it was some national ornament. How would a country fail to learn anything from the same wobbling experience over an eight-year period and rather than introspect, use the failure of the past as an excuse for the present failure?That however exposes another sad reality about Nigeria; the lack of capacity for rigorous intellectual interrogation of issues. Were Nigeria a serious country, there would be loads of literature on the immediate and remote factors leading to the previous postponements providing ample theoretical and practical guidance to generations of election administrators such that the country would not have to travel down that road of ignominy over three consecutive elections. A former United States Secretary of State, Colin Powel, said that achieving excellence, without which any nation can prosper, starts with developing the habit in little matters. Sadly, Nigerians gloss over the very little things that form the whole and hold the curious hope that things will turn for the better! And then so much has been said about how well, the INEC is treating its ad hoc staff most of whom are members of the National Youth Service Corp, (NYSC) undergoing the mandatory oneyear national service. Without any debate, these

young ladies and men are what you would call the future of Nigeria, the generation that would take the troubled country to its promised land. But then, you ask yourself the honest question of how much has the country invested in these people to earn their loyalty and confidence? For participating in the two legs of elections for this year, INEC is said to be offering them less than N30,000. This does not come with any decent accommodation as images that went viral over the weekend showed loads of these “future leaders” sleeping in buses and on bare floors while they waited for last week’s botched election in different places across the country. Yet leaders will expect that these people will be faithful during these elections and go on to become patriotic nationals who put their country first? Unfortunately, that is not likely to be so. It would indeed be shocking if the motivation for these young ones for going through the inhuman treatment they will be exposed to this weekend and later in March. Politicians have of course employed the services of these youths to circumvent the electoral process for years, so many youth corps members look forward to this opportunity and the dividend of compromises that it bears. So even as they sleep on the floors and slap their own bare bodies in reaction to mosquito bites, there is the alluring consolation that when day breaks, some politicians would offer some juicy deal in exchange for a ballot paper here and a ballot box there. So, at the end of it all, being at the mercy of the natural elements for two months would have been worth the while. Which is a very sad thing for the country which has surrendered its children and youths to machinations of evil people. Nigeria has failed to train its youth and it has failed to care for them, show them love and inculcate the virtues of love for fatherland in them. But because nature abhors a vacuum, Nigeria’s failure to fill the minds of its children with knowledge and virtues that would enhance their future, has endued them with an appetite from desires beyond their reach, wealth not worked for and disloyalty to noble causes. And when these form the foundation of a society, bleak is the only way to describe it.

The root of all crimes

The evil things people do ostensibly to make money have continued to multiply in this country. Everyone should be worried about young people, especially those from the south-east and south-south of Nigeria. Criminals of all kinds will forever stand condemned: cybercriminals who steal women’s pants or turn ritual murderers at the prompting of an evil spiritualist, boys who rape grandmothers and greatgrandmothers to satisfy the condition for a money-making ritual, armed robbers, hired killers, kidnappers, terrorists, and thieves. I attribute this explosion in crime partly to those I often refer to as the original 419 fraudsters. They are the major source of all crimes, and they have refused to die out. 419 is not a recent phenomenon, as many erroneously believe. In every generation, from time immemorial, there have been fraudsters that hide behind religion to steal, rape and kill fellow human beings. Every tribe has a name for such people. In Igbo they are generally called dibia. But they are different from herbalists – those who prepare medicines with leaves, roots and barks of trees. There are species of dibia whose names in English are not familiar: Some foretell the future for a fee (fortune tellers? seers? prophets?). Some make sacrifices on behalf of their victims (diviners? occult priests?). Some claim to cure all ailments by incantation or strange concoctions (spiritual healers? magicians?) Whatever names they are called, they are the original 419ers – the root of all crimes, people who make money off the fears of the ignorant. Some of them were, perhaps, the founders of several religious sects that dot our neighbourhoods today. Definitely,

they constitute the membership of all secret societies – the fly-by-night bats, the witches and wizards, the great pythons that turn human beings during the day to decide the fate of nations! The 419ers will not abandon their trade because it’s profitable during hard times. I once lived in the same neighbourhood with a family whose business was barely surviving. Suddenly, the man’s wife converted their shop to a “prayer house”, and, within a few months, the family was swimming in money. Among her clients were AIDS and cancer patients. She could “reveal” the sources of all ailments: a mother-in-law who poisoned her grandchild’s food, a brother who left a charm on the farm, a child witch or ogbanje who was born to die young. There was always a crowd inside and outside the shop every evening. Like hard drugs, such 419ers are the catalysts for many crimes that bedevil Nigeria today. Armed robbers and political thugs constantly seek out dibia to get “bulletproof” into their blood or skin. They assume that, with the “bulletproof” or odeshi bought for as much as N50, 000, they would become immune to bullets from soldiers and policemen. Several corpses of robbers killed in the south-east have been found with odeshi marks. Jobless and frustrated young men go into crime because they are emboldened by drugs and charms. I say so because few people would waste human blood and still retain their sanity. It takes madness for a human being to hunt for fellow human beings. Remove all dibia and hemp or cocaine from the country today and three-quarters of armed robbery and assassination cases would disappear. But who would dare to attack Nigerian

crimes at their roots? Our security operatives are always chasing shadows, leaving the substance untouched. There is hardly any Nigerian community or street where hemp is not consumed. And the sellers are known. Even some security agents patronise them. NDLEA has offices nationwide, yet its men don’t see hemp farms everywhere or those destroying kids with the drug in almost every hamlet. Similarly, secret cults are everywhere, not just on university campuses. Though the Nigerian constitution outlaws all secret societies, we have seldom witnessed a raid on any. The noise made about Okija shrine a few years ago has since died down; many other towns in Igbo-land have more or less “powerful” shrines that still harbour human skulls. Are the security agents not aware of this? Or are they also afraid? The continued existence of these fetishes more than 150 years after the coming of western education and civilisation is an indication of the black man’s stupidity. Could it be responsible for our lagging in science and technology? The white man engages in “wizardry” in order to make aircraft, television, computer and electricity that make life comfortable; the black man’s witchcraft enables him to kill and destroy. Even when there is an opportunity to put charms to good uses, our leaders and their law enforcement agents bungle it. Eighteen years ago, for instance, the Bakassi Boys of the south-east kept criminals at bay by murdering confessed criminals at public places. Soon, there was uproar against the “crude method” of fighting crimes and Bakassi was dismantled. The criminals have returned with vengeance, leading to the era of kidnappers, suicide bombers and rapists.

Had Bakassi been replicated in the southwest (OPC is there but is not quite like Bakassi) and in the north, maybe the armed robbers, terrorists and kidnappers of today would have been busy on their farms. Likely, all the security challenges we are facing today would never have reared their ugly heads. I regard Bakassi as a good crime-fighting outfit, but not because of the charms it allegedly used to detect criminals. I know the “charm” was actually the confidential information they received from people. They confirmed the information they received before moving against the criminals who often confessed before they were butchered at marketplaces or in the streets. In those days, people of questionable character avoided returning to the south-east. Today, it’s the upright people that avoid their homelands in the east for fear of kidnappers. Even at Christmas, many Igbo people now choose to live virtually in exile. Criminals may have won a battle that started a long time ago. By destroying the country’s education system, they ensured that morality was no longer taught in schools. Then, gradually, certain crimes (including cheating at exams and election rigging) had to be accepted as normal. People of questionable character – who cheated to pass their exams – became teachers! In today’s Nigeria, thieves and robbers are celebrated – and decorated with national honours and chieftaincy titles. The new generations have been taught that hard work and honesty don’t pay. The outcome of all this is what we are seeing today. And the worst is yet to come. Little wonder somebody said, “If education is expensive, try ignorance.” Truly, ignorance is very costly. I pity my compatriots.

Last week, when I described the Chairman of the Independent National Electoral Commission (INEC), Mahmood Yakubu, as one of the most frequently executed men on social media, I had no idea what was coming. About 48 hours later – and after weeks, if not months of repeatedly assuring the public that the commission was ready – he unexpectedly announced a one-week postponement of the elections. He set himself up not just for a fresh round of execution but also to have his remains burnt at the electoral stake. The Yakubu picking up the pieces and rallying his team to fix Saturday’s presidential and National Assembly elections through a purgatory of remedial steps is a Yakubu in a bad place. Only after the elections have been successfully conducted at the same time in the 36 states and Abuja and the results announced will Mahmood Yakubu begin to get his life back. It’s pointless going over the details of what happened. That’s old story. We have been told that a combination of logistics nightmare, bad weather – and possibly sabotage – made it impossible to go ahead with the polls last week. This was the official version. The conspiracy theories, like most conspiracy theories, were far more complicated, and even surreal. While the version peddled in Peoples Democratic Party (PDP) circles claimed that the postponement was the fallout of resistance by Yakubu to give in to pressure by the ruling APC to stagger the elections, starting with 26 states, the common version in All Progressives Congress (APC) circles was that PDP moles in INEC compromised the system by deliberately mis-dispatching or delaying the dispatch of election materials to APC strongholds. The only things constant are Yakubu’s name and politicians’ desperation. I think Yakubu understands that unlike his predecessor, Attahiru Jega, he would not get another chance. He understands that unlike 2007 when significant amounts of electoral materials arrived in the country from South Africa one week after the election, voters deserve a better deal and that’s what he promised them. He understands that unlike 2011 when the election was postponed hours after voting had commenced, or 2015 when the country was forced to shift the vote for six weeks for security reasons, voters will not accept any further excuses because that’s not what he promised them. Yakubu promised results. He promised free, fair and credible elections that will deepen voter confidence. He has done well so far. On his watch the commission has conducted 195 rerun and off-season elections, recording fewer court-ordered re-elections than in any other elections in the last two cycles. He has recorded the largest expansion in the voter roll through continuous registration and, for the first time, made significant changes to help the physically challenged have easier access. He has successfully planned and faithfully executed 13 of the 14 items on the 2019 election timetable, though the cost of tripping on the last task could be more disastrous that the sum total of his success so far. Yakubu has stood his grounds against party principalities and powers battling the commission in hundreds of court cases, insisting that the legal challenge, though costly, is essential to safeguard the commission’s integrity and independence. It would appear, however, that the toughest battles he has to fight are not against politicians, who are his known enemies. The battles may not even be against the weather or logistics supply, however daunting these factors may be in a country plagued by poor infrastructure. These are small potatoes. From what he left unsaid about the possibility of a sabotage, his toughest battle may well be against insiders who betrayed him and the system in favour politicians desperate to win at all costs. If nothing happens to the conduits inside INEC – the wolves in sheep’s clothing – the system will remain in danger. Not a witch hunt. I’m talking about a thorough rootand-branch investigation that strips every tribal covering

and reveals the fraudsters for the danger they truly are. It doesn’t matter how many peace accords they sign, politicians won’t do INEC the favour of making its work easy. Politicians are in the game to win, by means fair and crooked. In their desperation they value thugs above heroes and moles above methods. But the good thing is that unlike the conduits within the commission, politicians are enemies in plain sight. If it’s true as Yakubu said that the commission was not under any political influence and he put his reputation on the line by repeatedly assuring voters that everything was on course, then he has serious work to do. He must fish out those in the system who seduced him with a false hope. The danger is both human and systemic. Some have said Yakubu should go. I disagree. We had false starts in two previous election cycles (2011 and 2015), and a near disaster in 2007 when election materials arrived in the country after the elections forcing three out of seven Supreme Court justices to declare the results of the election a sham.We have to do more than sacrifice one man’s head to get things right: we’ll also have to examine the system closely. The Justice Muhammed Uwais report is probably the most audacious attempt in the last 20 years to reform the electoral system, bringing it close to what exists in plural, multi-party democracies like Ghana, South Africa, India and Canada. A number of the recommendations by the Uwais committee, including moving INEC’s funding to first line charge; use of biometrics; and continuous registration of voters, among others, have already been implemented. These changes have brought tremendous improvements to the quality of elections in the country. An important aspect of the committee’s work, still untouched, however, is the unbundling of the commission. This aspect came to light again this week. Uwais recommended the creation of three other commissions from the existing one: one to register and regulate political parties; the other to deal with electoral offences; and the last one to handle constituency delimitation. Will an “unbundled” INEC be more efficient? Will it save the country from the sort of embarrassment witnessed last week? I doubt it. From Ghana to South Africa and from Canada to India, the election commissions perform largely similar functions with their Nigerian counterpart, though in South Africa and Canada, they are primarily answerable to the legislature. INEC is inefficient because it has added to its own inherent problems the incompetence of other commissions set up to do precisely what it is now doing. It is plagued by the self-inflicted virus of bureaucracy-litis – the condition of adding the jobs of other failed bureaucracies to its own. Two examples will suffice. If the National Population Commission (NPC) was doing its job, why would INEC spend billions of naira to continuously vet or update the voter register when the data could easily have been obtained from the NPC? The NPC has 22 commissioners with jeeps, fat allowances and big offices, yet the commission has not conducted a census in the last 13 years. It doesn’t even have reliable data on births and deaths. The National Boundary Commission (NBC) is also another national joke. There are members of the commission who only remember that it exists either when they’re drawing their allowances or when they’re sending their wards or cronies to get jobs or contracts from there. What’s the point creating new commissions from INEC that will do the jobs of the NPC, NBC or the NIMC except to multiply incompetence? If these three agencies alone can do their jobs, while citizen’s vigilance and conscience compel the security services to play a professional role, INEC’s burden would be significantly reduced. The setback of last week should be a watershed moment to implement far-reaching reforms, from inside out, after Saturday.

omorrow, Saturday, February 23, Nigerians will have another chance to decide who will pilot the affairs of the country in the next four years, having put behind them the rude shock and sad disappointment of last Saturday’s postponement. Since the ugly incident of the reschedule, comments so far has been of mixed feelings as political intrigues played out as we approached the new date. This, of course, has brought our country in the global glare and the entire world anticipates how the most populous black nation on earth will fare after the 2019 general election. This is so because of various actions and inactions of political actors, parties, institutions of government involved in electoral process and government itself, which has heated up the polity. The Independent National Electoral Commission (INEC) also has been in the eyes of the storm. It’s chairman, Prof Mahmood Yakubu, after taken full responsibility for the hitch and apologised to the whole nation, set in motion action plans to make up for the lacuna and gave a daily update of successes made towards ensuring that such bad history will not repeat itself. INEC and perhaps its chairman, Professor Mahmood Yakubu, who is the current chairman of ECOWAS National Election Commissions (ECONEC), a regional assembly of Election Management bodies, has played leading roles in the conduct of elections in some African countries and even few elections outside the shore of Africa. The 2019 elections, therefore, is a litmus test for INEC as the entire world wait to see how independent and impartial the Commission could be in the discharge of its duties. Since the 2015 general election, INEC has conducted a total of 196 elections of various degrees; State governor, bye- elections into both national and state assemblies’ seats. However, series of complaints trailed the conduct of most of the elections, with people and parties questioning the conduct of the electoral body and its officials. The spate of inconclusive elections became worrisome to Nigerians. Still fresh in memories of some people is the role of INEC in governorship elections in Kogi, Ondo, Ekiti and lately, Osun states. Some of the allegations made against INEC still hang in the air without satisfactory answers from INEC. This might have heightened the fear and more allegations against the Commission by politicians especially the opposition parties as election draw near. It was on record that majority of the 91 political parties under the umbrella of Inter- Party Advisory Council (IPAC) had accused INEC for not consulting them as critical stakeholders in the final output of the Electoral Guidelines and Process for 2019 General Elections and went ahead to pick holes in some of the processes therein. The coalition of opposition parties under the aegis of Coalition of United Political Parties (CUPP) and the major opposition party, the Peoples Democratic Party (PDP), also keyed into this demanding from INEC the reversal of certain procedures considered as faulty and susceptible to electoral fraud. Top on the list are what they described as reintroduction of the use of incident form by INEC but to which the Commission found a way to dance around. Another is the process of simultaneous accreditation and voting which these parties considered a big lacuna that can pave way for fixing, alteration and or cancellation of election results. They demanded that number of accredited voters should be ascertained and recorded before voting proper start to guide against inflation of figures to which the simultaneous system is susceptible. The PDP had repeatedly accused INEC of

collaborating with the APC-led Federal Government to perfect rigging plans to re-elect President Muhammadu Buhari. The party raised many allegations which include recruitment of APC loyalists from the academics and adhoc staff to oversee the election. It went ahead to say that already prepared list of selected persons were handed over to INEC in the states by APC governors and other top government functionaries in states not controlled by the ruling party. The PDP therefore demanded the publication of the lists of officials and ad- hoc staff for verification by stakeholders. The leading opposition party among other things alleged that INEC had manipulated the smart card readers to be allocated to PDP controlled states as to substitute biometric accreditation with manual verification to pave way for rigging. The INEC chairman had repeatedly assured Nigerians and international community especially foreign observers - the European Union, Commonwealth, African Union, ECOWAS , and different Independent bodies, Civil society organisation and the media of the readiness of INEC to conduct free, fair, credible and acceptable elections. In all, the INEC chairman needs to walk the talk by not do the bidding of the APC controlled Federal Government. INEC should be above board and impartial in the conduct of the polls. The Commission should try as much as possible to resist pressure from government functionaries or even opposition parties to compromise election results. INEC needs to restrict itself to roles provided for it in the 1999 Constitution, the Electoral Act 2010 (as amended) and other extant Electoral laws. As Nigeria once again match to another Electoral experience, time will tell if truly Prof. Yakubu and INEC are ready to conduct free, fair and credible elections.

Court refuses to reopen sacked Senator Aidoko case Andrew Orolua, Abuja

A Federal High Court in Abuja has struck out a suit seeking to reopen the case of Senator Attai Aidoko (Kogi East) almost a year after the Supreme Court had sacked him from the National Assembly. In a short judgment, Justice Anwuli Chikere held that based on the principles of stare decisis, (the hierarchy of courts) it would amount to judicial rascality to sit on a matter which had been decided by the Supreme Court. Consequently, Justice Chikere struck out the suit without cost and reaffirmed the decision of

her brother judge, Justice Gabriel Kolawole of same Federal High Court, Abuja, who early last year after a retrial of the 2015 election dispute sacked Senator Aidoko from the Senate and ordered the clerk of the National Assembly to swear in the plaintiff, Air Marshal Isaac Alfa (rtd) who won the election. Senator Aidoko instead of complying with the Court Order had appealed the decision, but the Court of Appeal Abuja division dismissed his appeal and ordered him to refund all the salaries and allowances he had collected in the last three and half years. Recall that the Federal High

Court in Abuja had in 2018 sacked the Senator representing Kogi East Senatorial District , Attai Aidoko of the Peoples Democratic Party and ruled that Air Marshal Isaac Alfa was the rightful candidate of the PDP in the March 28 , 2018 election conducted by the Independent National Electoral Commission. The judge , in his judgment , ordered INEC to immediately withdraw the Certificate of Return issued to Aidoko in 2015 and also ordered the Clerk of the National Assembly to immediately withdraw the recognition and privileges being accorded Aidoko as a senator.

Deportation of Nigerians from Ghana worrisome - Dabiri-Erewa

Senior Special Assistant to the President on Foreign Affairs and Diaspora, Abike Dabiri-Erewa has described the reported mass arrests and deportations of Nigerians from Ghana as worrisome. Dabiri-Erewa made this known in a statement by her media aide, AbdulRahman Balogun, on Thursday in Abuja. She said that the information on the renewed harassment, arrest and deportation of hundreds of Nigerians from Ghana was disturbing. She, however, assured that the Nigerian High Commissioner to Ghana, Amb. Olufemi Abikoye was on top of the situation and was engaging with relevant authorities in Ghana. “While any Nigerian who commits a crime will have to face the wrath of the law, the situation of any Nigerian being inhumanly and unjustly treated, will not be acceptable,” she said. Dabiri-Erewa recalled the intervention of President Muhammadu Buhari in 2018 when shops owned by Nigerian traders were locked in Ghana, which forced some of them to relocate back home. She said that the issue was amicably resolved between the two presidents in the spirit of brotherhood.

No fewer than 5,500 policemen have been deployed in Adamawa to provide security during the Feb. 23 Presidential/ National Assembly elections. Commissioner of Police in Adamawa, Mr. Audu Madaki, told the News Agency of Nigeria (NAN) on Thursday in Yola. He added that the police and other sister agencies were fully prepared for the conduct of the elections. “So far the command had deployed about 3,500 police officers across the state to man all polling units and INEC staff and facilities. “And additional 2,000 police officers are on standby to compliment and support the efforts of the officers on elections duties,’’ Madaki said. He, however, warned against thuggery and political violence. “No genuine and reasonable voter would snatch ballot box during election, only a criminal would do that and anyone caught in ballot box snatching will be treated as a criminal,’’ Madaki said. He said the command would continue to intensify security patrol to checkmate post-election violence.

The Minister of Information and Culture, Alhaji Lai Mohammed, has enjoined the media to avail children, irrespective of status, location, ability and disability, opportunity to promote their rights through various platforms and contribute to national development. Mohammed made the call in a statement signed by Mr Olumide Osanyipeju, the Deputy Director and Head, Child Rights Information Bureau of the ministry, on Thursday in Abuja in commemoration of the International Children’s Day of Broadcast (ICDB). Mohammed urged media platforms to open their airwaves to the children to air their views on issues concerning them. Mohammed noted that ICDB, which is commemorated on March 3, was set aside for a media campaign by children to promote their rights, especially right to participation. Nigerians in Diaspora decry non recognition of members rights to vote abroad

Nigerians in Diaspora Organisation (NIDO), says it will push for the implementation of the rights of its members to vote in their countries of residence, in future elections. The 11 local government offices of the Independent National Electoral Commission (INEC) in Gombe State have received electoral materials for Saturday’s rescheduled elections. The News Agency of Nigeria (NAN) reports that the materials were initially kept at the Central Bank of Nigeria (CBN) office in Gombe, before the distribution exercise. NAN correspondent who visited three of the offices in Akko, Gombe and Yamaltu-Deba Local Government Areas observed that the materials were being offloaded from trucks on Thursday. Ibrahim Ali, Electoral Officer in Akko LGA, confirmed to newsmen that all materials for the 11 wards under Akko LGA were confirmed and received. “We are very ready and set to go. There will be no excuse. We have brought all our materials meant for Akko after sorting and confirmation at CBN office. “We are not facing any challenge. Everything is under control and we have enough security fully armed. “By 9 a.m. tomorrow (Friday), we will starting distributing the materials to the 11 wards under this local government,” Ali said. The Electoral Officer of Yamaltu-Deba LGA, Mr Suleiman Tijjanni, also confirmed the receipt of all materials required for the 11 wards under his jurisdiction. The Assistant Electoral Officer, Administration, Gombe LGA, Mr Saleh Inusa, said he was also satisfied with the arrangement on ground.

NiMet predicts sunny, hazy, partly cloudy weather for today

The Nigerian Meteorological Agency (NiMet) has predicted sunny and hazy weather conditions over most parts of the country. It also predicted partly cloudy and thundery activities over the southern states on Friday. NiMet’s Weather Outlook on Thursday, in Abuja, predicted sunny and hazy conditions over the northern part of the central cities. It also predicted partly cloudy to cloudy condition over the southern central cities with day and night temperatures of 32 to 38 and 15 to 27 degrees Celsius. The agency predicted that northern states would experience sunny and hazy conditions with day and night temperatures of 29 to 37 and 14 to 26 degrees Celsius. According to NiMet, southern states will experience partly cloudy and cloudy conditions over the inland cities in the morning hours with chances of localised thunderstorms in some inland and coastal cities in the afternoon and evening hours. “There are chances of localised thunderstorms over places like Abeokuta, Shaki, Enugu, Owerri, Lagos, Port Harcourt and Calabar with day and night temperatures of 33 to 38 and 20 to 27 degrees Celsius.

Joy Anyim, Lagos The Commissioner of Police in charge of the Lagos State Police Command has said the Command will treat cases of ballot box snatching in accordance with relevant law. The Commissioner, Zubairu Muazu who stated this while briefing Journalists on Thursday said 30,000 personnel drawn from the police and other security agencies have been deployed to ensure a smooth and peaceful electoral process. Speaking at the Lagos State Police Headquarters in Ikeja, Muazu said ballot box snatching was part of electoral offences hence arrested persons will be charged to appropriate courts. On the preparedness of the command to deal with such issues, the CP said, “Our men have the ingredients of the electoral act; they have been well trained on what is expected of them before, during and after the elections. So when anyone who snatches a ballot box is caught, they will be tried in court

and punished according to the law. “ I want to assure you that the Nigeria Police force in collaboration with other security agencies under the umbrella of Inter-Agency consultative committee on this election is ready come Saturday. A very robust operation order to cover deployment of security personnel for the elections is on ground, so we will ensure there is a safe and secured environment for electorate in Lagos to go and cast their votes without fear and intimidation. “Our major role in the entire electoral process starts at the electoral body office INEC where we are providing security for electoral officers to go about their duty unmolested. We are to provide security for electoral materials. We are to be present and ensure there is orderliness at all polling centres and ensure that everything goes on very well.” Speaking further on the role of security agencies in the state, Muazu said the command has also put in place a post election security plan to evade possible fracas that is often associated

The election will be well secured. Everyone should come out and cast their votes. “

The National Teachers Institute (NTI) Kebbi State has said that it has through its various programmes increased students enrolments geared towards achieving the education for all of the federal government. The State Coordinator, Malam Salmanu Nasir Maiwada stated that the programmes undertaken by the NTI include: NCE, B.ED, PGDE and NDE aimed at producing professional and qualitative teachers in the country. Maiwada added that for the in-service teachers, the body accommodates them through the pivotal training programme to extend its operations, however Salman said that eight new centres were added to the existing two in Kebbi state. In capacity building the institute organised several workshops on sustainable developments goals to boost the capacity of teachers in the state. He pointed out that for the body to succeed it needs determined hands to drive the chosen target of high level literacy for both teachers and students, therefore the institute maintains harmonious working relationship with stakeholders in the state education sector; they meet intermittently to discuss issues on education, its improvements and constraints, Maiwada said. He thanked Kebbi government for providing enabling environment for the institute.

924,000 square metres of Nigerian land degraded daily – Minister

The Minister of Environment, Alhaji Suleiman Zarma, says there is an urgent need to recover and conserve the country’s land as 924,000 square metres is lost to degradation daily, while the population keeps growing. Zarma said this in a statement issued by Mrs Pauline Sule, the Head of the Press and Public Relations Unit, National Agency for the Great Green Wall (NAGGW) on Thursday. The minister, who was on a familiarisation tour to the agency, however, assured that through the NAGGW, the Federal Government was committed to the transformation of the dry land for the benefit of affected communities in conserving and protecting the lands. He advised the agency to have a strong synergy with consultants and ensure that trees that were planted must be nurtured to maturity before leaving the site. “Also engage the services of Forest Guards in order to safeguard the trees,” he said. Dr Bukar Hassan, the Director-General of the agency expressed his gratitude to the minister and commended him for finding time out of his tight schedule to visit.

Rescheduled elections: NIDO urges large voters turn out

The Nigerians in Diaspora Organisation (NIDO) has urged large turnout of voters on Saturday, Feb. 23 to protect the country’s democracy. Prof. Hauwa Ibrahim, the organisation’s Assistant Secretary, made the call in an interview with the News Agency of Nigeria (NAN), on Thursday in Abuja. “You only have one vote and one voter’s card; there are a lot of challenges around it, but people should know that their votes count and that is their franchise. “They should please go out and excise their franchise. “This is the best place to be, I have been to over 70 countries and I tell you, there is no greater country than this country. “I want to say without fear of contradiction that because it is our country, we must make it work and we have what it takes to make it work. “The world is moving forward and we

cannot play a catch-up game.’’ Ibrahim also cautioned Nigerians on spreading fake news, noting that the country’s democracy must be protected and sustained. “We have the artificial intelligence that is in play and we have the algorithms. “So, it’s changing the dynamics of how politics is being played globally. “Some of us have a lot of misinformation from the grassroots and a chunk of the people is out there, so the little thing they will hear in the front, they will make it a big fire and just blow it out. “With the benefit of the artificial intelligence and algorithm multiplication of small information into fake news and a multiple of fake news, I just want to say that we as Diaspora, we want people to be cautious, and to know that there is something greater than each of us which is the country called Nigeria. The Commissioner of Police in Enugu State, Mr Balarabe Suleiman, says the command has received re-enforcement of personnel from Police Headquarters, Abuja, ahead of Saturday’s elections. Suleiman told News Agency of Nigeria (NAN) in Enugu on Thursday, that the additional personnel from Abuja, who “just arrived’’ comprised top officers as well as middle and low rank officers. He said that every personnel of the command was involved in the elections and had remained at the locations they were deployed before rescheduling of last Saturday’s polls. “The command’s security arrangement has been intact and has even improved on by the acting Inspector-General of Police, Mr Mohammed Adamu, through recent deployment of large contingent of police personnel to the state. “For now, we have a very good, large and adequate number of personnel on ground for the elections,’’ he said. Suleiman noted that police, as the lead security agency in elections, was working with other security agencies in the state to provide security during the elections.

Jigawa approves N11.426m for victims of fire disaster in schools

The Jigawa Government has approved the sum of N11.426 million for the purchase of relief materials for victims of fire disaster in two secondary schools in the state. The schools are Junior Science Secondary School (JSSS) Aujara and Government Senior Science Secondary School (GSSS) Lautai. Alhaji Abbas Abbas, Permanent Secretary, Ministry of Education, Science and Technology, disclosed this to the News Agency of Nigeria (NAN) in Dutse on Thursday. Abbas explained that there was fire outbreak in the two schools; JSSS Aujara on Feb. 11 and GSSS Lautai on Feb. 12. He stated that when the incident occurred, the students lost all their personal belonging including books and beverages. The permanent secretary said that 498 students affected were of JSSS Aujara , while 89 were of GSSS Lautai. “Fire gutted their hostels and all their belongings were burnt, we will surely investigate the remote cause of that. “It is in view of this, that the state government has approved the sum of N8, 950 million for the purchase of all the materials for students, who lost their property in Aujara while the sum of N2.476 was also approved for students in Lautai secondary school.”

Access Bank to issue first corporate green bond in Africa Temitope Adebayo Following approval of its bookbuild by the Securities and Exchange Commission (SEC), Access Bank Plc is set to issue the first corporate green bond in Africa. The bookbuild will commence on Thursday, February 21, 2019, and will be concluded in exactly one week, after which the funding of commitment will begin on Friday, March 1, 2019. The Bond, a 5-year Fixed Rate Senior Unsecured Green Bond of up to N15 Billion is the first ever Climate Bonds Standard Certified Corporate Green Bond to be issued in Africa. It has been awarded a B2 rating by Moody’s and verified by PwC (UK) following certification by the Climate Bond Initiative as having met the Climate Bond Standards. Management of Access Bank had in anticipation of the approval, launched the Nigerian Green Bond Market Development Programme in June 2018, in partnership with FMDQ OTC Securities Exchange and the Securities Exchange Commission. While reacting to the approval, the Group Managing Director, Herbert Wigwe described it as a step in the right direction adding that it lends credence to the process and gives hope of a favourable outcome. According to Wigwe, the final approval of the Green Bond will mean another feat that is commendable and speaks to the vision of being a key player in the country’s finance sector. How FG’s intervention in Arik, Aero saved over 3, 000 jobs - Sirika Chukwuemeke Iwelunmo Minister of Aviation, Hadi Sirika was delighted to see that the federal; government interventions in Arik and Aero Contractors yielded a positive result, as more than 3,000 jobs were saved in the aviation sector. The minister expressed happiness with the present state of Arik and Aero Contractors, as the intervention by the Federal Government to rescue the two carriers helped to save what he said would have been catastrophic to the aviation. Sirika, who disclosed this on Thursday, said that the quick intervention of the government to help the two airlines helped to save the dearth of more aviation professionals, even as both airlines are today still in operation, under receivership. He noted that the Assets Management Corporation of Nigeria (AMCON) took over the management of Arik in February 2017 following a huge debt profile to AMCON and other creditors around the globe, a development in the aviation industry that saved the collapse of yet another airline as well as thousands of jobs in the country. According to him, intervention to rescue Arik

Failure to do that would have led to the demise of the two airlines and cause huge loss of about 3, 000 jobs of professionals in the sector. international maintenance organisations to ensure that its aircraft maintenance facility is in line with global standards. To make the airspace safer, the Minister disclosed that the Federal Government through the Nigerian Airspace Management Agency (NAMA) completed the Kano Tower Automated Air Traffic Management and Meteorological Systems, installed the Instrument Landing Systems (ILS) Category II (CAT II), Doppler VORs (DVORs), Distance Measuring Equipment (DMEs) at four airports; Lagos, Kano, Port Harcourt and Kaduna completed, while that of Minna, Jos, Yola, Maiduguri, Benin and Akure are still on-going and nearing completion. He further stated that the commencement of Aeronautical Information Management Automation Project, which comprises a network of 26 VSAT facilities at all Nigerian airports as well as Search and Rescue (S&R), with coordination, is domiciled in Lagos. Nigeria land borders shut against Saturday elections Joy Obakeye Due to the Saturday’s Presidential and National Assembly elections, the Federal Government of Nigeria has ordered the closure of her land borders. Giving this hint on Thursday, the ComptrollerGeneral, Nigeria Immigration Service,

Muhammad Babandede, stated that the closure order was made officially by Minister of Interior, Lt.-Gen. Abdulrahman Dambazau (rtd). He said: “Further to the Presidential and National Assembly elections taking place on February 23, 2019, the minister has directed the closure of all Nigeria’s land borders with effect from Friday, February 22 to Sunday, February 24,

2019. “This is to restrict movements across the borders during the election days. The public is to take note and ensure compliance”, Bamidele added. It would be recalled that Nigerian borders with Cameroon, Chad and Benin Republic, amongst others, were closed last week by the

federal government to prevent foreigners in the affected countries from entering Nigeria so that the integrity of the elections can be guaranteed. However, the elections were postponed ultimately by the Independent National Electoral Commission (INEC) for logistics and other related challenges, thereby causing substantial socioeconomic losses to individuals and the country.

Non-oil sector contributions to Nigeria’s tax revenue hits N2.87trn in 2018 Joy Obakeye The Federal Inland Revenue Service (FIRS) on Thursday disclosed that the non-oil sector contributed or not less than a whopping N2.87 trillion or 54 per cent of the N5.32 trillion revenue it generated in 2018. Babatunde Fowler, FIRS Chairman, disclosed this in Lagos during an interactive forum on Tax Matters with the Manufacturers Association of Nigeria (MAN). Mr Fowler noted that the manufacturing sector and other sectors under the non-oil sector have overtaken the oil sector in contributing immensely in terms of revenue generation to the nation’s economic growth.

He said that the Ease of Paying Taxes subindex under the World Bank’s Ease of doing business ranking shows that Nigeria currently ranks 171 out of 190 countries, having moved up 11 places from its 2017 ranking. According to him, several initiatives were evolved to improve revenue collection and compliance, while reducing the cost of collection. He said that the agency has lifted the lien placed on tax defaulters bank accounts for 30 days to allow them to regularise their tax positions while apologising to businesses that were wrongfully affected by the accounts freeze. Mr Fowler criticised the perfidy of businesses who collect Value Added Tax (VAT) and fail to remit to the government, saying the era of tax evasion was over. He said that FIRS in collaboration with the

Joint Tax Board and the Small and Medium Enterprises Development Agency of Nigeria (SMEDAN) forged a partnership to improve the level of voluntary tax compliance by operators in the Micro, Small and Medium Enterprises sector. Mr Fowler said that to support the growth of the sector, interests and penalties for unremitted taxes were waived for tax defaulters, a proposed special tax regime was being developed and commitment to patronise 40 per cent of locally produced goods. Earlier, Mansur Ahmed, President of MAN, said that the association aligns with FIRS objective, which was part of the transformation initiatives of the present Administration that seeks to create a more prosperous and diversified economy.

“This is of significant importance, given the role of manufacturing in the industrial and economic development of our country and the concomitant effect on employment generation, technology acquisition, and wealth creation. “Moving the government’s revenue away from oil dominated foreign earnings to more predictable sources have the potential to accelerate the country’s economic growth,” he said. Mr Ahmed commended FIRS’ role in the last three years; acknowledging that revenue from taxes has significantly improved and becoming another credible source of government’s yearly budget funding. “This is minimising the vagaries and volatility associated with oil prices at the international market,” he said.

YDI, in a statement, by its Director of Media and Communication, Evarista Daudu, also lampooned INEC for not providing adequate security for them, noting that such treatment could portend danger. Her words: “While we appreciate the magnitude of activities and acknowledge the determination of INEC in upholding its statutory duty of conducting a free, fair and credible elections, YoungStars Foundation wishes to join many Nigerians to

express great disappointment at the inadequate provision made for the wellbeing of our patriotic corps members recruited to serve as INEC Ad-hoc staff during the postponed February 16, 2019, presidential and National Assembly elections,” she said. Daudu further called on INEC and NYSC Director-General, BrigGen. Sule Kazuare, to publish the Memorandum of Understanding signed detailing the welfare of corps members, calling on them to address the issues. “The Chairman of INEC and the Director General of the NYSC should immediately address the logistics provision for corps members, by drafting and sharing with the public the logistics standards for the corps members during the February 23 and March 9, 2019, general elections. “Both parties must promise

to re-address and implement the welfare for corps members in the forthcoming elections in line with its budgetary provisions. “Corp members should each have direct formal communication by email informing them of their welfare packages to avoid conflicting reports and malpractices. “INEC should provide adequate security for them during the forthcoming election, and also direct security operatives not to leave them at their own peril in case of emergency, as reported in some locations during the postponed election. “YoungStars is also demanding for a copy of the Memorandum of Understanding (MoU) signed between INEC and the NYSC regarding the welfare of corps members recruited for the election exercise.

Stories by Ladesope Ladelokun The Aliko Dangote Foundation (ADF), under the chairmanship of Aliko Dangote, has a mandate to realise Aliko’s vision of an Africa, whose people are healthier, better educated and more empowered. The vision is driven by the desire to change the current Africa narrative to one which emphasises Africa’s successes, contributions and accomplishments over time. The Foundation envisions an African continent where Africans and their leaders are ever more empowered in their various spheres of interest. The vision of creating room for opportunity led Aliko to set up the Aliko Dangote Foundation in 1994 to give his growing philanthropy a structure. In time as its professional successes have grown, so also has the proportion of its earnings increased to tackle some of the ever present demands from individual assistances to community level water and sanitation projects and supports to international humanitarian efforts. As Dangote’s business footprint expands across the continent, so has his appreciation of the challenges facing the continent and his desire to do something about it. 2013 and 2014 marked a defining period for the Foundation, as Aliko joined hands with Bill Gates to work with the Federal Government of Nigeria to attack the lingering scourge of polio in its last bastion on the continent. This called for a restructuring and realignment within the operations of the Foundation and how it works to deliver on Aliko’s vision. The Dangote brand has matured into an undeniable global force with the renowned Forbes magazine showcasing it as one of Africa’s most successful business enterprises. Vital Endowment After 20 years of intense charity works across Nigeria and Africa,

the Foundation was restructured to become the largest private Foundation in sub-Saharan Africa with a $1.25 billion equivalent endowment, making it the largest endowment fund by a single donor on the continent. Following the endowment, the Foundation rebranded to better reflect Aliko’s commitment as Aliko Dangote Foundation (ADF). The Foundation was refocused to concentrate on four key areas namely: Health and Nutrition; education; Empowerment and humanitarian Relief with particular attention to women and children. With the Foundation’s special interest in nutrition, it is developing the Aliko Dangote Foundation Integrated Nutrition (ADFIN) programme, designed to tackle the scourge of cholera and malnutrition that claim 300,000 lives annually and cripple the future of 11 million chronically malnourished children in Nigeria. Currently, the Foundation is committed to directly reaching one million households with communitybased management of acute malnutrition, which provides access to improved water and sanitation, improved behavioural change, livelihood support, strengthening locals and national health system as well as global advocacy by 2025. Continental Partnerships The ADF vision is not limited to Nigeria. In realising the vision for a better Africa, the Foundation is strategically supporting and working with like-minded international organisations in changing the Africa narratives. It currently partners GBC Health, One Campaign, CHI, GAIN, Africa Development Bank and a host of others. Since 2017, the ADF and GBC Health have been working together to finally berth the Africa Business Coalition for Health drawing lessons from the successes of the GBC Health model. The ABC Health was launched in Addis Ababa, last week.

Halima Aliko Dangote, the Executive Director of the Aliko Dangote Foundation (ADF) is a well versed manager of men and resources who would not want to be buried in the thick shadow of her father’s towering stature. She holds her own anywhere she finds herself. As a director at the Dangote Flour Plc, Halima effectively combines the dynamism of the youths with the wisdom of elders. Therefore, it was no trouble speaking on behalf of her father at the Africa Business Coalition for Health launch. During the launch of the ABC Health, there was one-on-one between her and Didier Drogba, the African legendary footballer. They both have something in common and that is the desire to see Africans living healthier lives by having unhindered access to basic healthcare facilities. And this view they both espoused to a select audience on the sidelines at the African Union summit in Addis Ababa, Ethiopia recently. Dangote’s Philanthropy Halima gave a very deep insight into the push behind her father’s philanthropic spirit and her own disposition to helping others especially in the health related issues. She explained that her father started the ADF in 1994. “I grew up knowing about my father’s philanthropy, a trait which he also took over from his mother. We used to follow my grandmother to hospitals to see the sick and how they could be helped. From hospital to hospital rending assistance to get treatment. My grandmother did not like seeing people bogged down by sickness. So it was natural that he (Aliko Dangote) would later use his wealth to help other disadvantaged. And to God be the glory, he has been able to touch many lives. Aliko Dangote Foundation’s Involvement Speaking further, Halima said: “The task to make Africa and Africans healthier starts from everyone. Everyone has a role to play. You can give your money; you can give your time, and you can give support or prayer. You just have to be there for one reason or the other. “Our Foundation is part of this arrangement because it is involved in matters of health and nutrition. Like I said, we learnt from our mom, dad, and grandmother on the importance of good health. We have visited Internally Displaced persons (IDP) camps severally. There you will feel the pain of malnutrition; seeing children and babies malnourished. We had to go back to the drawing board to re-strategise on the form of intervention from the Foundation to help. “We discovered that when you see a malnourished child, his or her problem

started from the mother. What she is giving the child, does she know the implication, and that is even if she has anything to give at all that will nourish the child. “When we intervened by providing some of their basic needs, we keep going back to see if there is improvement. Of course there are always improvements, but it is never enough. That is why we came up with the ABC Health.” She reiterated that there is a vital relationship between health and economic growth and development in Africa as healthy populations live longer, are more productive, and save more; and added that access to essential health services is an important aspect of development. Halima Dangote said: “Governments from both developed and developing countries are increasingly looking at public-private partnerships (PPPs) as a way to expand access to higher-quality health services by leveraging capital, managerial capacity, and know-how from the private sector.” According to her, “Africa’s healthcare systems demand significant investments to meet the needs of their growing populations, changing patterns of diseases and the internationally-agreed development goals”.

In Africa, in everyday of our lives, when we greet each other, and we ask how are you today? It is about our health”, Drogba added.

I am involved to the extent that we believe that our narratives have been told by others on our behalf. So we are now making conscious efforts to change the negative narratives by telling it ourselves. We need to tell the world that stories from Africa are not all negatives. Together we can change our continent for the better. “I built clinics in Abidjan to give access to healthcare to everyone. We did mobile clinics that move from one location to the other to provide health care services to our people who otherwise have been cut from access to health care. The clinic stays there for one week or more in the communities, screens the people, diagnoses them and provides basic health care. Many who are sick don’t even know, but when we screen them through proper diagnosis, they will know their health status and then take care of themselves,“ he added.

Nigerian wrestlers to go on Germany tour

Head of Nigeria Wrestling team, Purity Akuh has revealed that the trio of Odunayo Adekuoroye, Aminat Adeniyi, and Blessing Oborududu will be embarking on two-week training tournaments tour of Europe as they intensify preparations towards Tokyo 2020 Olympic Games. The coach said the athletes are expected to participate at the Grand Prix in Germany holding at the TSV Bayer Sportcenter in Dormagen, Germany, this weekend. The organizers of the tournament made a declaration that the winner of each weight class of the category Women/Seniors, juniors receives 100 Euro, while the top three wrestlers in each weight category

will be awarded cups and certificates. Also, teams that are first, second and third respectively will get a trophy each, while the best team of the tournament gets the “Hans-von-Zons-Challenge Cup.” Akuh said that the team is expected to train at the Germany Training center for before departing to Bulgaria on February 27 for the ranking series for the ranking tournament which holds from February 28 to March 3 at the Arena Monbat Sports Hall. “I believe embarking on this trip would not have been possible without the singular and major support from Igali and we are grateful to him for keeping faith with the athletes and his genuine and

sincere interest in seeing Nigeria mounting the podium at the next Olympic Games. This trip would surely avail the athletes the opportunity to garner ranking points, particularly at the Bulgaria tournament. We hope to return to Nigeria in early March to continue preparation for the African Championship holding in Tunis later in March.” Akuh added that the 2018 Commonwealth gold medalists are expected to train at the Germany Training center before heading to Bulgaria on February 27 for the ranking series tournament holding in Bulgaria from February 28 to March 3 at the Arena Monbat Sports Hall.

Osaze Odemwingie: Most African players patronise native doctors

Ex-Nigerian international Osaze Odemwingie has claimed that over 70 per cent of African professional footballers patronise native doctors. According to Odemwingie, these African players make use of witch doctors to boost their medical conditions and performances on the pitch. Victor Ezeji: A Nigerian club will soon win CAF title A Nigeria Professional Football League (NPFL) club will soon win a continental trophy. This is according to Victor Ezeji, who won the 2003 CAF Champions League title with NPFL giants Enyimba. The Nigerian football legend is currently serving as an ambassador for the NPFL. “With the way the trend is going, we are almost getting close,” Ezeji said on the CAF website. “Last season, Enyimba made it to the semifinals of the CAF Confederation Cup before losing to eventual winners Raja Club Athletic. “Lobi Stars and Rangers have done well so far and I think they can go further especially if they make the quarters,” he continued. “Usually, it’s a gradual process like we did with Enyimba in the early 2000’s before the club became a very strong force.

Nantes fined over use of flares in Sala tributes Nantes were fined a total of 21,000 euros ($23,800) by the French league’s disciplinary committee on Wednesday after supporters set off flares during tributes for the late Emiliano Sala. The club incurred a fine of 16,500 euros for the “use of pyrotechnics and throwing objects” during the game against SaintEtienne on January 30, their first since the striker’s plane disappeared over the Channel. They were also

punished for the same reasons following their home game against Nimes on February 10, three days after Sala’s body was recovered from the wreckage of the plane. The league declined to comment when contacted by AFP. Sala had signed for Cardiff City for a club record £15 million ($19 million) last month and was flying to his new team from former side Nantes when his plane went missing on January 21.

Although he earlier congratulated the government for voting 80,000 Pounds in favour of scholarship awards as well as making adequate provisions for recreational facilities in the region, Zik said Ministers were servants of the people and although entitled to remunerations, they should not be allowed to drain taxpayers’ pockets. “We should serve for the glory of serving,” he said, arguing that more money should be voted for agriculture and medical services. According to Professor Itse Sagay, one of the aides of President Muhammadu Buhari on anti-corruption, Nigerian lawmakers at the lower and upper chambers of the National Assembly are the highest paid legislators in the world. He said that the salaries and allowances of these lawmakers represent a cruel anomaly in the country’s democratic governance. He made the disclosure at a lecture titled; ‘Legislating for the Common Good: Contemporary Issues and Perspectives’ to mark the 47th birthday of Lagos State Commissioner for Information and Strategy, Comrade Opeyemi Bamidele. According to Sagay, the anomaly is negative and a breach of public trust. “A senator earns N240 million ($1.7 million) in salaries and allowances while his House of representative counterpart earns about N204 million ($1.45 million) per annum,” Sagay said. According to the Law Professor, an American senator “earns $174, 000 while a UK parliamentarian earns about $64, 000 per annum, which is very low compared to that of Nigerian lawmakers when compared with what their colleagues earn in the United States and United Kingdom.” “In spite of the dismal standard of living, poverty of the country and low income per capita of the country, Nigerian legislators in

The Senate President he said, earns N88.33 million per month while his deputy earned N50 million, comparing their pay with what US President Barrack Obama who “earns $400,000 per annum while British Prime Minister David Cameron goes home with 190,000 pounds.” He explained that the Senate “allocates N1.24 billion as quarterly allowances to its 10 principal officers known collectively as Senate leadership while each of the other principal officers earn N78 million every three months. “The tragic state of affairs is clearly unsustainable. Those engaged in this feeding frenzy are endangering our democracy,” he warned. Apart from the huge amount they draw from the nation’s coffers every year, in spite of the poverty that the majority of their fellow citizens endure, it is quite curious that unlike what Zik did in that report, Nigerian lawmakers and their counterparts in the executive and judicial arms of government are in dubious bed together, as they do not condemn this parasitic overkill on our common resources.

If you obey command and kill tomorrow, you may have to face it alone, someday For years to come, Nigerians would continue to discuss the implications of the statement credited to President Muhammadu Buhari that those planning to snatch ballot boxes during the coming general elections risk doing so with their lives. Although it has come to the point where the authorities have to take seriously the issues bothering on election malpractices, the controversy following the president’s disclosure that he had given order to that effect to security chiefs was that language applied in conveying the message. It was not presidential at all, if truth must be told. Even Gen. Sani Abacha, in the face of NADECO onslaught against his illegal regime preferred to say “would ruthlessly dealt with,” rather than threatening the direct taking of life. But that’s by the way. What is very important for me, is to let the soldier, the police and other security personnel to know that order or no order, command or no command, every life matters and that they would account for their actions taking during the coming election and always.

It is not enough to say that you were ordered to shoot at sight, the responsibility of your action is on you, in the end. Anybody attempting to snatch ballot box during elections is a criminal and should be treated as one. But the law must be allowed to take its course. We cannot afford to resort to jungle justice in 2019. Whatever you do today as a human being, have it at the back of your mind that the world is watching you. If you commit impunity anywhere in the world today, there is no place for you to hide and when the chips are down, you may not see your commander to save you or stand by you. Don’t make mistake about it, you surely will be found out because the world has been compressed by technology to become a tiny village, especially the social media. Therefore as you have your phone with you out there, so is almost everyone you see at the polling station. Whether or not you can see the phone and its camera, there are cameras recording all your activities. The cameras may be part of the components of a phone, or come in form of a pen, wrist watch or sewn on a shirt, but the camera is there watching you and they are many.
