Foreign capital inflow hits $5.5m in Q2 Continued from page 1 through portfolio investment, which accounted for 74.7% ($4,119.5m) of total capital importation. This, the NBS said, followed by other investments, which accounted for 20.5% ($1,132.8m) of total capital, and then Foreign Direct Investment FDI, which accounted for 4.7% ($261.4m) of total capital imported in the second quarter. Since 2017 Q2, portfolio investment has been expanding faster than the other two categories. Although the absolute value of Portfolio Investment declined in Q2 on a quarterly basis, falling from $4,565.09 million in Q1, 2018 to $4,119.46 million in Q2, 2018, it remained the largest component of the total Capital Importation in the quarter under review, followed by Other Investments, and then FDI.

In the same period, total Foreign Direct Investment (FDI) stood at $261.35m, growing by 5.97% from the first quarter of the same year, but falling by 4.75% when compared to the corresponding quarter of last year. The FDI represented only 5% of the total capital import, but equity Investment dominated FDI in the second quarter, accounting for 97.85% of total FDI received in the second quarter. Capital Importation in the form of Other Capital saw significant expansion, from only $5,000 as recorded in Q1 to $5.63 million in Q2, an increase of over 1000 percent compared to the same period of last year. Portfolio investment remained the most significant component of total capital inflow into Nigeria in the second quarter of 2018, although it contracted by

9.76% over the previous quarter, the NBS stated. The total value of portfolio investment in Q2 recorded was $4,119.46 million, which was a 434.64% growth compared to Q2, 2017 ($770.51 million). The 9.76% Q-on-Q decrease was due to a fall in the largest subcomponent - Money Market Instruments. Capital importation in the form of Money Market Instrument stood at $2,670.93 million in the second quarter, which was a 24.29% decrease over the previous quarter. Investments in both Equity and Bonds (under Portfolio Investments) reported steady quarter-on-quarter growth, with 49.43% and 19.13% respectively. The report also indicated that investments in bonds under this Capital Importation type has been steadily increasing since Q2, 2017, and in Q2 2018,

Sallah gift: Gov Ganduje frees 170 prisoners in Kano Yakubu Salisu, Kano Kano State Governor Abdullahi Ganduje of Kon Tuesday ordered the release of 170 prison inmates from the Goron Dutse Prison in the exercise of his prerogative of mercy as the executive governor of the state. Ganduje who deemed the gesture necessary, said it is done in the spirit of the season so as to put a smile on the faces of such inmates, their families as well as friends and loved ones. According to the governor, the state government is committed to the welfare of inmates in the state and would continue to compliment the effort of

the Federal Government to decongest prisons across the country. Ganduje also urged the 170 inmates who were pardoned to make good use of their new freedom and be useful to themselves and the society at large. “ President Muhammadu Buhari has directed all governors in the country to do everything possible to decongest the prisons. “What we have done today is in compliance to the directive of the president. In stepping down the threat, FIFA said it received assurances that the legitimate leadership of Nigeria Football Federation (NFF) under the presidency of Amaju Pinnick and General Secretary Mohammed Sanusi had been restored to office. “In view of these circumstances, FIFA deems that the conditions set by the decision of the Bureau of the FIFA Council have now been met and consequently the suspension of the NFF will not take effect. “FIFA will continue to closely monitor the situation in order to ensure that FIFA’s rules and regulations are fully adhered to,” the world football body said.

Minister lauds FG for averting FIFA ban over NFF crisis Andrew Orolua, Idu Jude, Abuja The Minister of Youth and Sports Development, Mr Solomon Dalung, on Tuesday congratulated the Federal Government for averting a FIFA ban on Nigeria Football Federation (NFF). In a statement made available in Abuja on Tuesday by the minister’s Special Assistant on Media, Nneka Ikem Anibeze, quoted the minister as lauding the efforts of the VicePresident Yemi Osinbajo which aborted the ban. Dalung said, “ I welcome the intervention of Vice-President Yemi Osinbajo, which saved Nigeria from a suspension threat by FIFA in the lingering crisis of the FootbaIl Federation. “I believe in the resolution of the crisis which has a history dating back to almost 20 years since the removal of Mr Anthony Kojo Williams from office. “This crisis cannot be solved with a temporary measure or scratched on the surface. The Daily Times recalls that in the recent past, movement of people and vehicles, especially in the insurgencyravaged states were restricted to protect lives and property during festive celebrations. But our correspondents, who monitored the celebration across the six geo- political zones, report that people came out in their numbers to celebrate the Sallah. In Daura, Katsina State, President Buhari shunned protocol and opted to trek some 800 metres, acknowledging cheers from supporters, who lined up on his home route to catch a glimpse of him. According to a statement by the President’s Senior Special Assistant on Media and Publicity, Mallam Garba Shehu, the trekking by the president was a positive response that he is physically fit to contest for a second term. The statement also revealed that the people who thronged the street to show support for his administration following the large turn -out of people who trooped out to catch a glimpse of him. Shehu said, “I think the president has done one thing today that the issue is not how old one is but how fit he is; how healthy he is. Now the president has proven his fitness and well-being to continue in office is a settled matter. “I think that if people want to campaign against him, they should do so on issues and that age is of no significance to Nigerians. The President is fit, he is healthy; he is good to go for second term”.

Meanwhile, in Gombe State, Governor Ibrahim Hassan Dankwambo urged politicians to shun politics of blackmail and violence as well as ensure the sustainability of peace and unity in the country. Pleading with those vying for political offices to maintain decorum and avoid using inflammable words, Dankwambo said that “as we are approaching the critical political era, it is our hope that politicians in the country will allow the peace and unity of Nigeria.” According to him, the celebration is an opportunity to learn the lessons of Eid-elKabir by living peacefully in obedience to the dictates of Allah. “I admonish us all to learn from the lesson of Eid-el-Kabir and show love to one another irrespective of religious or ethnic differences. “We must imbibe the tenets of Islam by promoting harmony and peaceful coexistence amongst our diverse people. “Eid-el-Kabir festival connotes sacrifice, selflessness, love and obedience to the dictates of Allah”, he added. Also in Kano State, one of our correspondents, who monitored the celebration, reports that millions of Muslim faithful led by the Emir of Kano, Muhammadu Sanusi II and Governor Abdullahi Ganduje observed the EidKabir prayer session at the Kofar Mata Eid ground under tight security. The faithful were led in conducting the prayer session by the Emir of Kano, Muhammadu Sanusi II, who recited verses from the Holy Quran in Arabic Language and proceeded to interpret the messages from the Quran into the Hausa Language. This category continued its decline since the beginning of 2017, from $1,526.9m in Q4, 2017 down to $1,491.9 in Q1, 2018, and further falling by 24.07% in Q2, 2018. Also, this category accounted for 20.5% of total Capital Importation in the second quarter of 2018. As in previous periods, Other Investment was dominated by Loans ($1,121.66 million), which accounted for over 99% of Other Investments in the reviewing quarter. Other Claims fell sharply, from $223.49 million in Q1 to $11.08 million in Q2. Trade Credits and Currency Deposits posted no inflow in the second quarter of 2018. Capital importation as shares, which is closely related to Equity investment (FDI and Portfolio Investment) dominated the second quarter of 2018 reaching $4,091.55 million, or 74.21% of the total capital Importation in the quarter. The Bureau reported that the contribution of share investment increased marginally by 0.03% in the second quarter of 2018. A total of $1,422.15 million or 25.79% of the total foreign capital was directly invested in different economic sectors in Q2, 2018. This was a decline of 43.36% from the $2,510.90 million recorded in the previous quarter. In the second quarter of 2018, the Servicing sector became the leading recipient of foreign capital Inflow into Nigeria,

attracting $479.85 million. The banking sector, which followed, recorded $294.96 million in the second quarter of the year, a considerable reduction from the $1,180.01 million realised in Q1, 2018. Production, Financing and Agriculture sectors received $479.9 million, $150.32 million and $104.97 million in foreign capital investment respectively in the second quarter. These five economic sectors together accounted for over 87% of the total capital investment (excluding Shares). The Trading sector attracted $60.35 million in Q2, 2018 which was a significant growth from the $27.33 million recorded in previous quarter. The IT Service sector also had substantial improvement in foreign capital inflow in the quarter under review, recording a value of $48.04 million in Q2, 2018, up from the $1.10 million recorded in the first quarter. Capital importation by state Meanwhile, the Federal Capital Territory, Abuja, at $2,547.73 million, maintained its lead among recipients of capital import in the second quarter of 2018 after surpassing Lagos in the fourth quarter of 2017. This represented 46.21% of the total capital importation into Nigeria in the quarter under review, and was followed by Lagos which received the second largest amount of capital inflow, $1,267.65 million or 30.08% of the total. When compared to the preceding quarter, however, the capital inflow into Abuja and Lagos, declined by 28.13% and 37.80% respectively. Abia State received $1,267.65 million, accounting for 22.99% of the total capital importation

in the quarter. Abuja, Lagos, and Abia together represented more than 99% of the total capital import in the second quarter. Foreign capital investment in Akwa Ibom and Ogun states recorded $16.10 million and $12.74 million respectively, a decline of 63.09% and 48.05%, over the previous quarter. Enugu, which only had marginal foreign inflow previously, recorded $1.31 million in the second quarter and became the eighth top destination in Nigeria to attract foreign capital investment. Capital Importation by Country of Origin has shown that the United Kingdom maintained its top position as source of capital investment in Nigeria in the second quarter of 2018, with $1,772.53 million. “This accounted for 32.15% of the total capital inflow in Q2, 2018, but was a 21.29% decline from the previous quarter. Since 2010, the UK has accounted for the highest amount of capital importation in all but two quarters (both in the second half of 2015). “The US recorded $1,224.09 million total Capital Importation into Nigeria in the second quarter of 2018, which was a 2.85% decline from the amount recorded in the first quarter of 2018. The US has also been one of the most important origins in Nigeria, usually either the largest or second largest investor country. Capital imports from the United Arab Emirates was $535.98 million while $297.32 million was imported from Switzerland. Capital inflow from Ghana in the second quarter of 2018 was $156.30, which was a 58.88% decline from the previous quarter,” the report added.

Magaji Musa Majia, disclosed that security operatives are on alert to ensure a smooth free celebration and appealed to residents to be conscious of happenings around their environments prior, during and after the Sallah celebrations. Meanwhile, the Chief Imam of Ijebu-Ode in Ogun State, Alhaji Mufutau Ayanbadejo, has decried the spate of corruption in the country and urged President Buhari not to relent in his anti-corruption war. Speaking while delivering his sermon at the Ijebu-Ode Eid praying ground on Tuesday in commemoration of the Eid-el-Kabir celebration, Ayanbadejo described as worrisome that those perceived to have contributed to the menace of corruption were still walking free in spite of concrete evidence against them. He added that capital punishment for corrupt practice or long jail terms for high profile personalities would serve as deterrent to others. The cleric urged politicians to be accountable, truthful and not to fail those who entrusted them with their mandate. Ayanbadejo also stressed the need for the government to look

inwards and initiate programmes and policies that would reduce the level of penury and hunger in the land. He called on Muslims to live in peace with one another as the Holy Quran preaches. In Abuja, the Federal Capital Territory, residents marked a peaceful Sallah celebration. Our correspondents, who visited the Millennium Park and Wonderland, report that the two fun centres were jam-parked by celebrants amidst tight security. Idris Ibrahim, a resident of FCT, said the celebration was special in the lives of all Muslims, adding that “the origin of Eid-el -Kabir is from the Quran when Allah asked Ibrahim to sacrifice his son, Isma’il as an act of submission to God, but God later intervened through Jibra’il and told Ibrahim that his sacrifice has been accepted that he should use a ram instead of Isma’il”. He added that he was at the Millennium Park to have fun since his parents do not live in Abuja. Another resident, Mohammed Sanni from Kogi State, described the celebration as nice, adding that the occasion provides people with the opportunity to avoid sin.

NAF jets pound Zanari, Tunbun Rego’s Boko Haram terrorists’ camp Andrew Orolua, Abuja The Nigerian Air Force (NAF) Air Task Force (ATF) of Operation LAFIYA DOLE has recorded further gains in the ongoing air interdiction operations aimed at wiping out remnants of Boko Haram Terrorists (BHTs) within the fringes of Lake Chad. A statement signed by the Director of Public Relations and Information, Nigerian Air Force, Air Commodore, Ibikunle Daramola stated that the bombardment occurred on Monday as

the ATF conducted air strikes on BHT camps at Zanari and Tunbun Rego in Borno State. “The air strikes at Zanari were planned and executed based on intelligence reports indicating that the BHTs had established a training camp in the village and were converging in an area prior to departing for an attack on troop’s locations around the Lake Chad area. “Accordingly, the ATF scrambled 2 NAF Alpha Jet aircraft for a pre-emptive strike on 2 specified locations within Zanari, where the BHTs were assembled. “The fighter aircraft acquired and

attacked both locations, neutralizing several BHTs, with only few survivors seen fleeing the area. Building collapse: FCT Minister orders rescue team back to site Idu Jude, Abuja The end is yet to come about the recently collapsed building in Jabi district, Abuja, as number of fatalities hits three. This follows a resumed rescue operations ordered by Federal Capital Territory (FCT), minister, Malam Muhammad Musa Bello. According to Bello, the decision to order the rescue team back to site was as a result of strong concerns that there could still be people under the rubbles as families continue to search for members. Daily Times recalls that Jabi residents vehemently protested over the sudden disappearance of the rescue team hours after the building collapsed without rescuing all the people covered by the rubbles. Meanwhile, it was as a result of the resumed operation that the body of Sadiq Aliu, was discovered, vindicating the minister’s directive.

Malam Aliu’s corpse was to be evacuated to the morgue when his relatives rather preferred to proceed to the cemetery for his burial, in accordance with Islamic rites. The other two fatalities were: Bashiru Mohammed, the site foreman and another young man who is yet to be identified were also buried last Friday, after they had been confirmed dead. The site engineer, Friday Alu is said to be on intensive care at the Cedar crest Hospital Apo. However, officials of the FCT Emergency Management Agency (FEMA) were not allowed access to him when they called to know how the Agency could be of assistance. The other four were reported to have sustained minor injuries and had left Gwarimpa Hospital where they were taken to by relatives and friends after initial treatment. Those affected were mostly personnel working on the building site at the time of the incident. FCT minister, while commiserating

with the families of the deceased, emphasized the need for a thorough clearance of the entire rubbles to ensure that no other body is trapped beneath the debris. On arrangements made for the treatment of the injured, the Acting Deputy Director and Head, Forecasting, Response and Mitigation of the Agency, Mrs. Florence Wenegieme said the Agency has three hospitals set aside for emergency treatments, namely; Wuse, Asokoro and Maitama general hospitals. The uncompleted four-storey building complex near the Jabi Motor Park had collapsed on Friday last week prompting an immediate mobilization of men and machines to the site of the disaster by both federal and FCT emergency agencies. Coordinator of the Abuja Metropolitan Management Council (AMMC), Umar Shuaibu also indicated that investigations have commenced to unravel the immediate and remote causes of the building collapse.

UNDSS warns of unconfirmed attacks by Boko Haram during Eid-el-kabir Andrew Orolua, Abuja United Nations Department for Safety and Security (UNDSS), has warned of unconfirmed plan to attack by Boko Haram terrorists in some part of the country during the Eid-El- Kabir. In a security advisory issued Monday by the UNDSS, the agency noted that the days declared by federal government as holidays to mark the Muslim Eid El Kabir Festival will be marked with high attendance of prayers in mosques and praying grounds followed by ritual sacrifice and family visits. “While UNDSS does not have specific information on any impending activities by extremists, there are unconfirmed reports of planned attacks across Borno State and other States in the North-East,” it said.

Resurgence of hope as Ikpeazu delivers in Abia

Responding to a question by newsmen recently, the Abia State Governor, Dr. Okezie Ikpeazu, did not create any form of ambiguity as to what he intends to achieve with the Made in Aba brand. “What can Abia do better than other states? Answer to that question brought the need to pursue Made in Aba because we believe we have comparative advantage in Leather and Garment making as well as fabrications,” he said. The campaign for made in Aba speaks directly to the people’s energy, commitment and hard work. The Governor has made it a topic everywhere, which is the confidence that promotes passion. It is therefore important to attribute some of the success of the campaign to strong patronage and promotion enjoyed by artisans from the State Government. The efforts of the State Government in the drive for such creative agenda cannot be overemphasised. It has increased the level of awareness to what can be achieved in the state’s economy, develop large markets and create employment. The state is constructing and reconstructing roads that have direct links or centres around manufacturing clusters or where there is a strong economic activities. As we speak, more than 134 road projects are either completed or ongoing. The list of completed road projects is available for everyone to see. Ikpeazu’s administration introduced the use of Rigid Pavement (Cement) Technology in road construction to guarantee a minimum of 30 years life span for concerned roads. Most of the roads under review were beneficiaries of this technology, with double drains

to boot. It is on record that Ikpeazu’s administration commenced the construction of the first ever Abia interchange (flyover) since the creation of the state, at Osisioma Aba. A simple fact check reveals that upon assumption of office, Governor Okezie Ikpeazu, released funds for the total rehabilitation, reconstruction and upgrading of all the Schools of Nursing in Abia State. Consequently, the School of Midwifery Abiriba and the Schools of Nursing at Aba, Umuahia and Amachara were upgraded leading to their re-accreditation by the Midwifery and Nursing Council of Nigeria. Okezie’s administration went into partnership with the MTN Foundation to fund the reduction of maternal and infant mortality and morbidity in the state. Under this arrangement, the maternal wards of 4 General Hospitals were equipped and upgraded. The icing on the cake is the Abia State Tele Health Support Centre commissioned by Vice President. Prof Yemi Osinbajo. The state-ofart, geriatric medical outreaches established by Governor Ikpeazu is a free, service run institution that caters for elderly and senior citizens who are treated, in their homes. The Abia State Emergency health service is linked to a dedicated call centre and ambulances. Dr. Okezie Ikpeazu is diversifying the economy of Abia State through agriculture and diversifying vide technology. It is expected that by 2022, Abia State will no longer depend on FAAC as cash crops and other programmes are expected to diversify the economy of the state. For the first time in Abia State, a database of unemployed Abians has been compiled and the government is taking verifiable actions to provide

them with jobs, using the recently launched Abia State job portal. In partnership with Dangote group, a modern job centre is under construction at Isiala Ngwa. To further enhance the capacity and productivity of Abia teachers, the administration is partnering with Australian education solution providers to retrain them and enhance teaching efficiency. More than 800 teachers have benefited from this programme. A new teachers’ training facility has been opened at Umuahia to ensure continuous training of primary and secondary school teachers. Under Ikpeazu’s watch, Abia State has maintained 1st position in WAEC and NECO examinations for consecutive 3 years as a result of increased monitoring and enhancement of private and public sector educational resources. Also Ikpeazu’s administration partnered with the private sector to provide free Made in Aba school sandals to over 2000 school children in the state. More will benefit from this programme which also supports Governor Ikpeazu’s Made in Aba promotion agenda. To support regular monitoring of schools in rural and urban areas of the state Governor Ikpeazu launched a new statewide education inspectors’ scheme and provided 42 motorcycles to enhance efficiency. The administration has reconstituted the state scholarship board and awarded tertiary education scholarships to best performing WASCE students in all the LGAs for 2 years. A new education hub is emerging around the Owerrinta area with the government providing necessary infrastructure support to ensure the

development of the biggest education cluster in Africa. The state is set to establish the first ever kidney transplant center in Umuahia, in collaboration with a Diaspora medical team that recently performed the first ever kidney transplant in the state. On Ikpeazu’s watch, the Canadian Government partnered with the state for the Integrated Community Case Management (ICCM) of the 3 childhood killer diseases of malaria, diarrhoea and pneumonia being anchored by Society for family Health (on behalf of WHO/Canadian Govt). Within this period, Governor Ikpeazu also re-furbished maternal and Children’s building at ABSUTH Aba as well as executed a PPP arrangement to procure cutting-edge medical equipment at the tertiary healthcare institution. Abia State recorded improved Health Indicators, compared with other states and national averages, as can be verified from data available with World Health Organisation (WHO). In general, referral medical facilities are at a level never witnessed in the past because of the focused interventions of the Governor. In sports, Abia is the only state in Nigeria maintaining 3 top performing premier league status football teams: Enyimba FC, Abia Warriors and Abia Angels. Governor Ikpeazu is aggressively re-introducing school sports to develop new talents. We can go on and on to showcase Ikpeazu’s records for posterity, which is on display live and direct in Abia. These are indeed some of the reasons the phrase “E go go again” (He will be re-elected) has become a song in Abia State.

Health sector, leadership and stakeholders

It is a fundamental aphorism that leadership and governance are critical factors for the success of any organisation, institution, entity and sector. The health sector is not exempted from this aphorism. The leader leads, sets direction, is instrumental to policy formulation and implementation, and his behavior, attitude and responses to challenges set the direction of institutional governance. In democratic settings, leaders, including presidents and governor,s are elected and derive all their powers and authorities from the people, who are deemed to hold sovereign power. Appointments by the president or governor into different positions are legitimised through the initial mandate given to the office holder. During electoral campaigns, candidates for leadership propose ideas, strategies and methodologies for realising different components of societal goals, resolving social conflicts and addressing the developmental priorities of the people. One of such priorities is healthcare. They sell themselves to the electorates as having a stake in their affairs; essentially, candidates state that they are stakeholders in the developmental process. In the health sector, the president, governors, ministers, directors-general, executive secretaries, etc. propose that they are part and parcel of our health experience; that what concerns us concerns them; and that they propose to lead us in accordance with fit and good practices and under the rule of law. The health sector, like any other sector, is guided by various national, regional and international laws, policies and standards; hence the rule of law is central to the management and improvement of the sector and the improvement of our health indicators.

Thus, the leader as a stakeholder is a minimum requirement for the leadership of the health sector. The Cambridge Dictionary defines a stakeholder as a person or group of people who own shares in a business; a person such as an employee, customer, or citizen who is involved with an organisation, society, etc. and therefore has responsibilities towards it and an interest in its success. The last part of having an interest in the success of the sector is interesting, as well as intriguing. It means in fact that the leader would normally use the same health facilities available to the people, would do everything possible to improve services and standards, etc. In accordance with the presidential oath, public officials are to discharge their duties to the best of their abilities, faithfully and in accordance with the Constitution of the Federal Republic of Nigeria and the law. The legal angle brings to the fore one of the central challenges in the Nigerian health sector. It is the challenge of due and undue medical tourism. It is estimated that Nigerians spend over $1billion on medical tourism every year. It is imperative that Nigerians should know that one of the goals of Nigeria’s health policy is to discourage medical tourism, as it seeks to build local capacity for the management of almost every ailment. Discouraging medical tourism starts from expenditures derivable from the public treasury. The National Health Act states in section 46 that: “Without prejudice to the right of any Nigerian to seek medical check-up, investigation or treatment anywhere within and outside Nigeria, no public officer of the Government of the Federation or any part thereof shall be sponsored for medical check-up, investigation or treatment

abroad at public expense except in exceptional cases on the recommendation and referral by the medical board and which recommendation or referral shall be dully approved by the Minister or the Commissioner as the case may be”. The jury is out on whether this provision is followed in practical terms, as it seems that most of our laws are obeyed in the breach. The disadvantages of our leaders running to foreign hospitals to manage their ailments are legion. The first is that by unduly seeking medical treatment abroad, especially without following due process as stated in the National Health Act, the leadership removes itself from holding a stake in the Nigerian health sector. Getting good treatment for this crop of leaders is no longer subject to the quantity and quality of prevalent services in Nigeria. And as a human being, with a natural inclination to selfishness, the drive and urge to improve the system for the bulk of the population will be reduced. Any claim to being a stakeholder by such leadership will be anchored simply on the fact of the position they occupy. Thus, the stake held is a retrogressive stake which seeks to draw back, rather than being a dynamic relationship that improves the beneficiaries. It is therefore asserted that no one should lead a sector that he has no stake in. The second disadvantage, which is the direct result of this leadership attitude, is that the health sector will be perennially underdeveloped since the individuals who are supposed to take action for its development will have no interest in taking targeted and concerted steps for its development. Thus, the state obligations to respect, protect and fulfill the right to health will be left in limbo.

These obligations are contextually and geographically bound within the territory of the state – where the rights of the majority are to be realised. The third disadvantage is that unduly seeking medical treatment abroad fritters away the available but scarce foreign exchange and puts more pressure on the naira. This is most regrettable when public funds are involved. Such an exercise cannot in any way amount to the dedication of the maximum of available resources for the progressive realisation of the right to health. The fourth disadvantage is that it creates jobs and economic opportunities in the countries of destination. The doctors treating Nigerian public officers will be paid handsome fees, while Nigerian medical personnel remain poorly paid. The earnings of these medical personnel will be taxed by their governments and this increases public revenue to be deployed for the common good of these countries, while the Nigerian public purse continues to diminish. The fifth disadvantage is that as a people left behind in time and space, we are delaying the start of our “meet up or leap frog race” and the longer the wait, the more the idea of meeting up begins to solidify into impossibility. The earlier the race starts, the better. In conclusion, it has become pertinent for stakeholder-leaders to emerge in all sectors of Nigeria’s economic and social life, especially in health care. Our hospitals, health institutions and the services they render will automatically improve the day our president, minister of health, other ministers, permanent secretaries, members of National Assembly, judicial officers, etc. begin to fully patronise our local hospitals without the option of running abroad.

But we thank God this time oh.” “There is no way the President will spend Eid-el-Kabir outside Nigeria. Allah be praised! Did you not see how many people trooped out in Abuja to welcome him? I liked that.” “I didn’t see that” “Of course, you don’t always see good things.” “But I saw something.” “Which is?” “I saw a photograph of the President in which he was acknowledging cheers from the crowd as he arrived at the Abuja airport, and then just a step behind him, I saw your Governor also waving to the crowd. I thought that was funny. Is he the one that travelled? What is his own in the matter?” “You mean Yahaya Bello? Ha, Governor Bello. Many of us from Kogi state are certainly worried. The man is always in Abuja.” “They say he is an adopted son of the President.” “I don’t know about that. I think the man should just resign his appointment as Governor and assume duties in the Villa as a Special Assistant to the President, since that is what he seems to like.” “I hope he will stay back in his own state to do Sallah. Don’t be surprised if you suddenly see him going from Lokoja to Abuja to Daura to pay Sallah homage to the President.” “You know when I hear people say young people are not too young to run, I tell them yes, but when young people run for elective positions and they win, they should also be told that they are expected to distinguish themselves with the quality of the service they offer, not with the photo opportunities they get, the ceremonies they attend or their capacity for sycophancy. I mean, just consider the spectacle of a state Governor leaving his own duty post now and again, to go and queue up at the airport, along with Presidential aides, to receive the President.” “Leave that one jor. I don’t want to take Panadol for the problems of the people of Kogi state. Instead of going up and down, Governor Bello should sit down and look for ways to pay salaries so that civil servants and doctors will not be dying anyhow in his state…Governor Bello. Na wah o… But look at what the President said when he became back.” “What did he say? Did he say anything about Governor Bello?” “No. He said he will deal with thieves” “So, what is new in that? That is what he has always said. I have examined myself and I have engaged in sober reflection and I am concerned that this Sallah is too dry. People are just keeping long faces as if something has gone wrong somewhere.” “Nothing has gone wrong. Examine yourself and reflect. ” “Can you believe that for the first time in a long while, ram sellers are complaining loudly about poor sales? People can’t afford to buy rams. Poverty is so widespread in the land.” “I don’t think it is poverty. People have just not been paid salaries, yes I mean civil servants. How do you expect them to buy rams? In about 22 states of the Federation workers are being owed salaries, and some Governors are saying there is no money, so they can’t pay and they won’t pay.” “But they have paid salaries in Ekiti, And in Osun, the Governor has moved from modulated salaries to the payment of full salaries.” “You mean the Osun Governor is no longer modulating salaries, he is now politicizing salaries? Don’t forget that some of these Governors now pay salaries to get people to support them politically. No vote, no salary. Well, okay, at least in Osun state, for the first time under Governor Aregbesola, people can now enjoy Sallah and buy rams.” “With what they have just been paid? Don’t be surprised if many of those workers use the money to settle accumulated debts. And if not, would it not be better to hold on to the money since they may not know whether or not they would still be paid after the September elections?” “I know. I know. Can you imagine I actually saw some people pricing fowls for Sallah?” “What do you mean fowls for Sallah?” “Fowls! Yes! In fact, one guy told me that this year, some people are buying he-goats for Sallah. Goats are cheaper than rams. A small ram, with some measure of meat, is about N75, 000, a slightly bigger one is about N100, 000 or N120, 000. “ “Wonderful!” “The thing is so bad ram sellers have become very aggressive. For the first time, this year, I saw ram sellers knocking on people’s doors to hawk rams. Some of them went on social media to market their wares and even offer incentives. I got what’s app messages offering me rams at what was called good price! When I complained that I am a Christian, I was told it didn’t matter and that I could buy and give out as gifts to friends. Buy two rams; take one at half price! One of my Muslim acquaintances later told me that what he has resolved to do is to buy his own ram on Sallah day, when suddenly the price of rams would have crashed. He doesn’t intend to go to the praying ground. He would get to the market early and get a ram for his family at affordable price. You see what these Governors who don’t pay salaries have done to our people?”

OUR POSITION Lawmakers, INEC Budget and 2019 polls For the past couple of weeks, uncertainty has trailed the prospect of the Independent National Electoral Commission (INEC) to adequately prepare for the smooth and hitch-free conduct of the 2019 general election based on the war-of-words and brickbats between the executive and the National Assembly on the one hand, and between the ruling All Progressives Congress (APC) and leadership of the legislature over the fate of the supplementary budget and virement request from President Muhammadu Buhari. Both the Presidency and the hierarchy of the APC had bared their fangs when the National Assembly adjourned to proceed on its annual recess, following the dramatic gale of defections that swept through the Senate and House of Representatives, with the leadership of the Senate, specifically Senate President Bukola Saraki being accused of sabotage and putting the conduct of the 2019 polls in jeopardy for failing to consider and approve the budget for INEC. While the mutual suspicion reigned among the contending parties, over whether the strident calls for the reconvening of the National Assembly wasn’t a ploy to perfect the impeachment of Saraki as championed by the APC leadership, the National Assembly insisted there were procedures to be complied with before the annual recess can be cut short. Observers of the political tussle were skeptical about an early resolve of the impasse in the national interest beyond and above political calculations by the gladiators ahead of the general elections But a ray of light emerged on Tuesday, when in a joint statement, the Senate President, Bukola Saraki and House of Representatives Speaker, Yakubu Dogara, said that irrespective of when the National Assembly would reconvene, they had mandated the joint committees of both chambers to interface with INEC to ensure how quickly the budget for the electoral umpire can be passed. While the argument by the National Assembly leadership blaming the executive for not being proactive in the early submission of the INEC budget proposal for consideration and passage holds water, we must equally point accusing fingers at the National Assembly for allowing political considerations and calculations cloud their sense of patriotism, and avoiding

the unnecessary over-heating of the polity as has been witnessed since the adjournment of plenary. However, we commend the National Assembly for commencing the process of considering the INEC budget on Wednesday, and hearkening to the voice of reason because it’s our belief that early preparations by the electoral umpire and other key stakeholders such as the security agencies is key to the successful conduct of credible, transparent and hitch-free polls that would be acceptable to all. But we must caution here that while the latest action by the National Assembly is heart-warming and portrays the legislature as a listening body, care must be taken to go through the election budget with a fine tooth comb by the lawmakers, considering the humongous figures emerging from the budget defence by the management of INEC at the National Assembly to curtail fraud in the haste to pass the budget and ultimately, douse tension in the country. We are of the opinion that this altruistic step will reduce avoidable political tension in the land as we prepare for the 2019 polls.

Police deploy 2,500 personnel to tackle Short News Communication Minister Shittu mayhem in Kwara joins Oyo guber race

Kehinde Akinpelu, Ilorin Kwara State police command says it has deployed no fewer than 2,500 police personnel to combat plans by some disgruntled elements, who want to disrupt the Eid el-Kabir and Durbar celebrations in the state. Speaking at a meeting of all principal security agencies in the state with political leaders in Ilorin, the state Police Commissioner, Mr Aminu Saleh, said that the command had identified three modes of dressing to look out for among the hoodlums. Other security agents represented at the meeting include Department of State Service (DSS), the Nigerian Army and Civil Defence Corps. The political leaders at the meeting were made to sign an undertaking committing them to bear the brunt of any of their members caught fomenting violence during these events.

“Feelers have it that the Sallah will be disrupted. We want to inform you that we are looking and we are watching. We already identified three modes of dressing that we will look out for. “It was discovered that the plot is being coordinated by top politicians of the major political parties in the state. Checks also indicated that preparatory for the offensive, they have concluded to hire mercenaries from within and outside the state to meet at designated points. “We have intercepted a vehicle loaded with knives. I don’t know whether they needed these knives to come and slaughter rams in Ilorin. I am sure every household has a knife to slaughter his animal. We don’t need fresh knives here. We don’t want to lose the life of anybody for the purpose of Sallah and durbar celebrations. “We are sounding this note of warning for those of them who are bent on disrupting the celebrations. They must take this warning very

seriously as we are not going to compromise any disruption of both celebrations. “We cannot allow the existing harmony in the state to get ruptured by the proposed strife by disgruntled politicians. The police cannot shy away from its constitutional duty to provide safety and security to all deserving citizens that conduct themselves within the limit of the law so also will the police deal decisively with anyone that tries to disrupt the joyful moments”, he said. Mr Saleh also cautioned against hate speech, adding that “words that are intended to insult, abuse, humiliate, offend, make unhappy a person or group of people because of political variance, religious belief and ethical differences should be avoided”. NMA to shut down medical services in Cross River The Cross River State branch of the Nigerian Medical Association (NMA) has threatened to withdraw medical services in the state over the incessant kidnap of members of the association. Gunmen kill 3 in failed attempt to kidnap 2 expatriates Memoye Oghu, Port Harcourt

Unknown gunmen have killed three persons, including one soldier from the 16 Brigade in Port Harcourt, a Mobile Policeman and a civilian driver in a failed attempt to kidnap two expatriate workers of an oil company in Rivers state. The incident happened at about 12:45hrs last Friday in Ogbemakoku Town in Abua/Odual Local Government Area of Rivers State when the gunmen stormed the premises of Sterling Oil Company in the area in an attempt to kidnap two expatriate workers of the company. Our Correspondent gathered that the refusal of the company’s driver to stop led the kidnappers to open fire on occupants of the company’s

Hilux vehicles, killing the two security operatives and the driver instantly in the process. Reliable sources in the community informed the Daily Times that the driver conveying the expatriate workers managed to escape with the white men to the town, where community youths intervened and rescued the workers. “The community youths, seeing the kidnappers pursuing the white men, in fact, the kidnappers had already shot one tyre of their vehicle, promptly intervened and this led to the kidnappers’ escape. They then rescued the white men and their driver and hid them in the bush until the arrival of security men,” one of the sources which pleaded anonymity for security reason told the Daily Times on phone. Another source posited that the foiled kidnap attempt was unconnected to the

recent minor boundary dispute between the two host communities of the oil company because it has since been amicably resolved with an acceptable sharing formula, and that the unknown kidnappers may not be from the community. Although, we gathered that the community was immediately deserted for fear of mass arrests since a soldier and a policeman were victims of the failed attempt, many who fled have started returning back to the community as at time of filing this report. When contacted for confirmation, the Rivers state Police Command Spokesman, DSP Nnamdi Omoni confirmed the foiled kidnap attempt and the death of the three persons. “Three persons pls: one soldier, one policeman and a civilian driver,” he said in his response to our text message.

HIV/AIDS prevalence drops to 0.7% in Katsina The prevalence of HIV/AIDS across Katsina State dropped to 0.7 per cent from 2.3 per cent last week, the Executive Secretary of the State Agency for the Control of AIDS (SACA), Dr. Muntari Hassan Kankia, has said. Kankia, who, made this known during the distribution of food items to 29 HIV/AIDS patient associations in the state, noted that the gesture was part of the thematic areas of the agency to offer care and support to HIV patients in need of nutritious food due to the nature of their drugs. Abia to revalidate private schools Sunday Nwakanma, Umuahia Abia state government has inaugurated a 10 - man committee to revalidate private schools in the state. The committee headed by Dr Mrs Kate Ndubuka is expected to verify the authenticity of all documents of approved private schools as well as verify all payment claims by the schools from registration to date. The committee is also to identify

all illegal and non registered schools and all indebtedness of the schools to government and ensure quick recovery of shortfalls. Inaugurating the committee in his office on behalf of the Governor, the secretary to the State Government, Dr Eme Okoro said the committee is to henceforth ensure that all payments by private schools to the government are made through government approved designated banks. He urged the committee to liaise with

the state ministry of education to get the list of approved schools as well as the Abia state Board of Internal Revenue to determine payments so far made. Dr Okoro said the government is committed to organising private schools in the state and checkmating flaws that may hinder quality education. The committee which has three months to complete its assignment and make recommendations to the government has Nwogu Alozie as its secretary.

The effort, he said, made it possible for the children to be enrolled in primary, junior secondary and senior secondary schools at no cost to their parents, adding that “the Federal Capital Territory Administration will offset the school fees and the bill for uniforms”.

Alhaji Garba further disclosed that the Minister of FCT, Malam Muhammad Musa Bello, has taken more steps by designating two general hospitals in Abuja, the Asokoro General Hospital and Wuse General Hospital for IDPs to access medical attention at no cost to them, with all expenses being taken care of by FCTA. TSA reshaping FCT revenue, development, says Bello The Minister of the Federal Capital Territory, Mallam Mohammed Bello, has said that the presidential policy on single treasury account has reshaped the future of the capital city, which will aid in the rapid development of the FCT in a long run. The minister said this in Lokoja, the Kogi state capital while attending the annual retreat held by the FCT press corps. The minister, who was represented during the retreat by his Chief of Staff Alhaji Bashir Maiborno, while speaking on the topic: “Understanding revenue generation in the FCT, challenges and prospect,” said that the present administration’s anti-corruption crusade, targeted at ending financial misappropriation, will eventually assist the administration in ending financial crimes and increasing productivity within the FCT. With this, the minister said his administration has embarked on stopping leakages and other improper flow of funds in the FCT. According to him, the administration through the practice was able to stop several leakages, with the aim of increasing in the internally generated revenue of the FCT, which has aided the administration in taking care of critical financial needs to run its affairs. “I understand that this seminar topic is very critical since financial prudency is a priority of the present administration of Mr. President. I have to make it clear that the FCT

administration runs two different sets of budgetary allocations, which include the statutory allocation and the internally generated allocation. “We made it a point that capital projects are well completed before this administration is over and also to ensure that there will be proper execution of the FCT master plan,” he added. Speaking while delivering the lead paper, titled: “Understanding revenue generation in the FCT, challenges and prospects,” the Executive Chairman FCT Internal Revenue Service, Alhaji Abdullahi Attah, revealed that

his administration, inherited non -taxable FCT administration and advocated for the enthronement of the culture of tax returns to ensure a proper revenue generation and tax invasion by millions of people living before within the territory. The executive secretary further stated that new tax innovations had been used in capturing payable Nigerians through Bank Verifiable Number (BVN}, with another one million taxable people with other 10,130 tax payers carried forward from joint tax board tax identification number. “When we came in, we discovered

that there has been non proper means of taxing people in the FCT. So we were able to make use of BVN to capture the names of payable FCT residents. “We are also introducing a national approach to the enforcement of tax defaulters who the law says have only 30 days to pay up or face punishment. We have also registered over one million taxable people and we are heading to about 10, 130 tax payers carried forward from the joint tax board. “We also have other means of data generation through the National Identity Management Commission (NIMC) data base,” he said.

Tears as 5 drown in Abaji boat mishap Residents of Adalani and Eju villages in the Abaji Area Council of the FCT, were in tears as a boat conveying people to the neighbouring market capsized resulting in the death of five passengers. According to our source, the five unfortunate victims drowned after a speed boat capsized at Mawogi community in Abaji Area Council. One of the residents, Ibrahim Garba,

confirmed that the incident occurred after a speed boat conveying some of the villagers across River Gurara to Abaji market capsized. He however, attributed the accident to overloading of the boat. He said the speed boat carried 10 passengers, four motorcycles and bags of farm produce, saying those who drowned were from the neighboring Eju village, while one

other person was from neighboring Adalami village. According to him, the speed boat driver and four other persons survived, after they were able to swim to the bank. A combined team of the police and officers of the civil defense corps as well as the fire service were also at the river bank to assist in carrying out the rescue operations.

In a speech before the presentation, Imam Shuaib stated that Jaiz first conducted a needs assessment in four IDP settlements within the FCT to determine what their needs are before coming up with relief items. Discos oppose TCN as Manager of FG’s N72bn investment Operators of the electricity Distribution companies (Discos) in Nigeria’s power sector have kicked against the Federal Government’s selection of the Transmission Company of Nigeria (TCN) to manage the N72 billion financial investment it intends to put in the Discos’ networks. The government had hinted it would invest about N72 billion in the Discos to upgrade their networks and enable them distribute about 2000 megawatts (MW) of electricity it claimed was laying idle. It also noted the investment would be managed by the TCN. But operators of the Discos on Sunday indicated they would not back such decision, stating that they still maintain up to 60 per cent shareholding in the networks and as part of Nigeria’s company law, their boards should be allowed to deliberate and decide on the conditions for such investments if they would ever accept it.

The FMBN boss said that under the new programmes, one would find the estate that one wanted, enter there in collaboration with one’s employer; and then the house becomes one’s property. The managing director further said that the FMBN had funded estates in over 20 states of the federation, which any contributor to NHF could go and choose the house he wanted within the estates. He said that the FMBN offices within the states would profile the buyer and then send to the head office for approval, adding that the bank had committed over N65 billion to the programme. Dangiwa said that the vice president appreciated the efforts FMBN was making and promised to take the recapitalisation request to the National Economic Council meeting for further deliberations. Court stops Multichoice from increasing Dstv, GOtv subscription rates Mathew Dadiya, Abuja

A Federal High Court sitting in Abuja has prevented Multichoice – owner of DStv and GOtv from increasing the subscription rates for the two major pay-TV in the country pending the determination of the case before it. The Director General of Consumer protection Council (CPC), Babatunde Irukera, on Tuesday revealed that the Federal Republic of Nigeria filed an action under prevailing law to restrain Multichoice from perverting the regulatory process and the course of the law. According to Irukera, the nature of the action, and order granted on August 20, 2018 by Justice Dimgba in Case No: FHC/ABJ/CS/894 is to prevent Multichoice from executing and perpetrating a modification of a material term of its contract with its customers, while preserving the status quo so that the Council is allowed to complete its investigations into possible unscrupulous, obnoxious and exploitative conduct by the company.

However, the CPC stressed that nothing in the entire case was about setting or controlling the price or bargain that Multichoice and its customers find reasonable and optimal in their commercial and social contract. Multichoice had on July 8, announced that subscribers on DSTV Premium package will see a price increase from N14,700 to N15,800; Compact Plus from N9,900 to N10,650; Compact from N6,300 to N6,800; Family from N3,800 to N4,000 and on Access, N1,900 to N2,000. The CPC DG pointed out that “With the Interim Injunctive Order of Justice Nnamdi Dimgba, it is a violation of the order of a court for Multichoice to require consumers to pay, or to receive any new rate for their services from consumers. For clarity, the current, valid and prevailing rate for DStv and GOtv services are the rates that were effective as at July 31st, 2018.” He said that Council commenced a broad investigation with respect to Multichoice Nigeria Limitedoperators of DStv & GOtv, adding that this investigation was not the

first regulatory intervention in Multichoice operations. He recalled specifically, that on February 16, 2016, the Council concluded a previous investigation and issued certain orders. However, despite the previous investigation and orders, consumer complaints did not abate. As a matter of fact, complaints increased in number and scope, the CPC boss added. He said, “Specifically, many customer care issues that were subject of the previous investigation and orders, appeared to become more incessant. Some are: failure to receive signal after subscription paid; subscription disconnection prior to end of billing cycle with no credit applied for paid time lost; lack of clarity in terms and conditions; non-activation of free to air channel except when a consumer complains; confusing toll-free customer care telephone channels; arbitrary charges; confusing billing; block on some channels subscribed; poor picture or signal quality with excessive and uncompensated downtime; during

both inclement and clear weather conditions; failure to adopt “PayAs-You-Go” billing model; lack of responsiveness; and others. A significant number of complaints characterized Multichoice’s cost, billing and attitude as exploitative and obnoxious, including alleging disparities and disparate treatment in cost and treatment of consumers in other countries where Multichoice operates. “In addition, the House of Representatives of the National Assembly, on account of incessant complaints from constituents, conducted a hearing, and resolved that the Council intervene to address the myriad and persistent complaints, including, and identifying with specificity the question of arbitrary charges and disparate treatment of consumers in Nigeria compared with other locations, as well as the question of whether Multichoice was complicit in suppressing competition in Nigeria. “Section 2(i) of the Consumer Protection Council Act (CPCA) mandates the Council to “provide redress to obnoxious practices or unscrupulous exploitation of

consumers”. The Council, pursuant to its mandate, and statutorily available regulatory tools therefore opened its renewed investigation. The purpose of the renewed investigation was to evaluate compliance with the Council’s previous orders, and to address new complaints based on a combination of persistent complaints to the Council, and the resolution of the House of Representatives.” The CPC reemphasised that the investigation, or the Council did not intend to regulate price, or in any way interfere with the commercial interface between Multichoice and its customers in fixing price. “The Council recognizes and respects the fidelity in the operation of free market forces in arriving at prices for goods or services. The Council understands and appreciates that price is an acceptable determination of transparent and undistorted market operations. However, it is the law, that operators can by conduct, distort the market and, or otherwise compromise the integrity or transparency of the market, thereby questioning the reliability of the pricing methodology or mechanism,” the CPC stated.

JPMorgan offers free stock trades for self-managed accounts JPMorgan Chase & Co, (JPM.N) in a bid to lure customers from the discount brokerage industry, said on Tuesday it will begin offering free stock trades for self-managed accounts through its Chase mobile banking app starting next week. Shares of Charles Schwab Corp. (SCHW.N) and other discount brokerages fell after CNBC reported the offering was imminent. The service will be part of a new suite of investment products called “You Invest” through which customers will get at least 100 free trades of stocks and exchangetraded funds in their first year, a bank spokeswoman said on Tuesday. As part of the You Invest offering the bank also plans to launch online managed portfolios early next year, the spokeswoman said. The industry had been anticipating some sort of dramatic

move by JPMorgan for several years. In April 2017 Chief Executive Officer Jamie Dimon said in his annual letter that an “inexpensive” self-directed online tool was coming by the end of that year. He also has talked adding free services as part of a bigger consumer package, much like he has seen Amazon.com do with its Prime service. Still, the amount of price-cutting, coupled with the bank’s widelyused app, makes the move by the biggest U.S. bank potentially disruptive to the discount brokerage industry pioneered by Charles Schwab Corp. (SCHW.N) “While this has been telegraphed for some time, JPM entering the discount brokerage market is not

your typical bank given its size, scale and global brand,” equity analysts at Jefferies said in a note on Tuesday. Shares of Schwab were down 2.35 percent to $50.21 Tuesday afternoon, while shares of TD Ameritrade Holding Corp (AMTD.O) were down 7.53 percent to $55.62. E*Trade Financial Corp’s (ETFC.O) stock was down more than 4.25 percent to $58.63. The move follows other disruptive actions by JPMorgan in what analysts have called a “scorched earth” strategy against competitors to take market share in profitable business across banking and finance—from credit cards to commercial lending to securities

custody. The new investment services are being offered to so-called “mass affluent” customers with no minimum initial investment size, as well as to wealthier clients. After one year of free trades, the bank expects to add some charges, with pricing depending on the type of account. In comparison, Schwab currently charges $4.95 on stock trades while TD Ameritrade charges $6.95 per trade. Reuters reported that JPMorgan’s new service will also compete with startups like Robinhood, an online brokerage which offers commission-free U.S. stocks and ETFs trading.

Car-sharing startup Getaround raises $300m in funding, set to go global Car-sharing startup Getaround Inc has raised about $300 million in the latest funding round led by Japan’s SoftBank Group Corp, the San Francisco-based firm said on Tuesday. Toyota Motor Corp and some other existing investors were also part of the Series D funding round, Getaround said. The company, founded in 2013, has been operating its car-sharing service in 66 U.S.

cities including San Francisco, Chicago and Washington D.C. The company said it will use the latest funding to expand in North America and around the world and to develop partnerships with automakers. Peer-to-peer car sharing is seen as a threat to traditional car ownership and many global automakers, including General Motors Co and Volkswagen AG (VOWG_p.DE), have adapted to the changing face

of the sector by entering into partnerships with firms like Getaround. The startup, which partners with Ford Motor Co and Toyota, also collaborated with Uber Technologies Inc [UBER. UL] in April to launch Uber Rent in San Francisco. According to Reuters, last year, Getaround raised $45 million in new capital, led by venture capital firm Braemar Energy Ventures. Some of the

Uber hires chief finance officer, paves way for IPO Uber Technologies Inc has hired a Chief Financial Officer (CFO), the ride-services company said on Tuesday, filling a longstanding vacancy and clearing the way for a much-anticipated initial public offering next year. Uber said it had hired Nelson Chai, a financial services veteran with deep connections to the banks and deal-makers Uber must impress ahead of what is expected to be a large, complicated IPO. Uber lost more than $1 billion per quarter in three of the last six quarters. Still, it hopes its growth potential will attract investors. Uber must meet its self-imposed deadline of an IPO next year or a shareholder provision that would lift transfer restrictions on shares could create a chaotic market of buying and selling Uber stock. The CFO position has been empty since 2015, when Brent Callinicos departed. Previous Uber Chief Executive Officer Travis Kalanick had shown little interest in hiring a replacement, but the search stepped up last year under new CEO Dara Khosrowshahi. Uber’s most senior finance executive, Prabir Adarkar, left last month to become CFO at mealdelivery service DoorDash, further depleting the department. Uber’s lack of a CFO, and the protracted search for one, had worried investors. Operating without such a senior manager is rare for a company the size of Uber, whose net revenue, after payment for drivers, promotions and refunds, was $2.8 billion in the second quarter this year. A CFO is also vital for conducting an initial public offering. “I know people at the major investment banks,” Chai, 53, said in an interview. “After the announcement (from Uber) goes out I expect to become a lot more popular with people from my past.” Chai has had stints at Merrill Lynch, where he worked as CFO through the financial crisis, and Bank of America (BAC.N) after it bought Merrill Lynch in 2008. He was also president of commercial lending bank CIT Group (CIT.N). Previously, he worked as CFO at Archipelago Holdings and helped take that electronic stock exchange public in 2004. It was later bought by the New York Stock Exchange, where Chai worked as CFO until 2007. Most recently, he was president and CEO of insurance provider The Warranty Group, placed there by private equity firm TPG to improve the company’s performance. His relationship with TPG, an Uber investor and board member, and especially John Thain, another Uber board member who ran CIT Group, Merrill Lynch and the New York Stock Exchange, led him to Uber. at Uber, which has oscillated between investing and divesting in products, strategies and geographies. Reuters reported that this year Uber sold its Russia and Southeast Asia businesses, while pledging to invest heavily in India. It scrapped its autonomous trucking effort while doubling down on its freight-hauling business. Buhari group tackles Saraki on election budget The Buhari Media Organization (BMO) has said that President Muhammadu Buhari could not have submitted the budget for the 2019 elections earlier than he did, because of special circumstances surrounding the request. Making this assertion in a statement, BMO said the President could not be expected to make provision for a 2019 Budget item in the 2018 proposal which he actually submitted to the National Assembly in 2017. BMO issued the statement while reacting to Senate President Bukola Saraki’s claim that the budget request for the 2019 elections was submitted to the National Assembly late. Speaking through his online media aide, Saraki had alleged that the Executive was tardy in the submission of the request and that the request should have been submitted along with the 2018 Appropriation Bill. The group, in a statement signed by its Chairman Niyi Akinsiju and Secretary Cassidy Madueke, reminded Saraki that the Budget submitted in 2017 was for the 2018 fiscal year. “Even that was not approved by the NASS until six months after. In any case, INEC would have needed time to prepare for its list of election expenses for 2019. Some key factors would need to be considered; such

as the actual number of elections to be held in that year, the number of registered voters, the number of political parties to participate, and security assessments for the elections depending on how politicians have heated up the polity. “All these information would be needed before INEC could prepare a budget of expenses for a 2019 elections and that certainly could not have accompanied the 2018 Budget proposal submitted in 2017.” BMO says President Buhari does not believe in voodoo arrangements or magic and would always work with facts and verified figures. “Besides”, says the group, “it is standard practice globally for executive branch of government to submit for virement or supplementary budget where it finds that it has to spend money on items not captured in its current budget.” In a mild reproach, the group asserted that “what we’re seeing is a parliament using its constitutional powers to politicise a very normal process of seeking approval by the executive, all in an attempt to misinform the public and whip up sympathy for its inability to work in the common interest of the people; all because of their own personal reasons and the fear of change of their own leadership.”

Prioritise skill education, educationist urges FG

The Federal Government has been urged to prioritise skill education in the country as it could help to solve the high unemployment rate among the youths. Proprietor of Kingstars Entrepreneurship and Management Consultants, Adebayo Obanla, stated this in his speech at the entrepreneurship conference and honorary doctorate award conferment ceremony of the institution which was held at the Covenant University, Ota, Ogun State. He lamented that the current educational system in the country gives little priority to entrepreneurship and innovation and had retarded the country and slowed down the growth of economy. Obanla said that the institution had over the years trained youths on different skills and entrepreneurship programmes, adding that several of the institution’s graduates were now exceling in their various businesses. Speaking on the theme which was “Reforming Educational Assessment: A Renewed Agenda”, the Minister added that the need for integrating of technology into assessment combined with the broadening array of candidates the Assessment Bodies have to cater for, have introduced completely new dimensions in the mandate of these bodies. Ex-UK minister makes case for girl child education For Nigeria to become competitive in the world of business and development, a former member of the United Kingdom Parliament and President of the Royal Geographical Society, Baroness Lynda Chalker, has advocated building good education across the country, especially for girls. The Baroness stated this recently in her lecture titled “Africa in a Competitive World: Business and Investment” where she was the guest speaker at a programme titled “An Afternoon with Baroness Lynda Chalker” organised by Lagos State University, Ojo. According to her, UNESCO’s Global Education Monitoring says that Nigeria is still home of the world largest Out-ofSchool children. Her words: “Of the staggering 10.5 million Out-of-School children in Nigeria today, the majority are girls. Girls’ education is good economics, girls’ education spurs exponential positive effects on social and economic

This means increasing funding to education”. “The United Nations has specified that

at least 26 percent of a country’s budget should be devoted for education, without which no meaningful improvement will be seen. As it stands now, the fraction is less than 10 percent in Nigeria”, she said. Vice Chancellor of LASU, Prof. Olanrewaju Fagbohun, said the university as of August 2018 is a new brand as a project on the throes of history making transformations. “What we are doing today is a vigorous attempt to deliver on part of the vision I outlined on assumption of office a little over two years ago. In a nutshell, we are putting all hands on deck to reposition this University to being a competitive 21st century tertiary institution and a national and continental pride,” he said. Obayan stated this while delivering the 15th inaugural lecture of the University titled “Lengthening Cords and Strengthening Stakes: Leadership Praxis and Transcendence in Counseling Practice” at the University Chapel in Otta, Ogun State, recently. According to her, students should be taught to rise to the call of responsible leadership in whatever vocation they find themselves. According to her, leadership praxis goes beyond the titled leader, nominated, appointed or leadership that comes as a result of ascendancy to a position via promotion or installation. “Leadership Praxis is the practice and engagement with the leadership process; it is the art of leading as different from the positional labels of being a leader”, she said. The Don referred to knowledge as the foundational stake in leadership as it does not only introduce a person to the practice and how to be a leader, it also determines one’s effectiveness as a leader. She also mentioned lack of preparatory processes for persons who attain leadership positions at all levels of the education sector adding that there is a faulty precept that years of experience in the sector automatically translates to an ability to provide leadership. On the way forward, she said leadership is not just about leading people but it’s about taking the lead in a given task. “No shortcut, it is hard work that makes highfliers, our future requires labour to be preserved”. The Rector, Yaba College of Technology (Yabatech), Engr. Obafemi Omokungbe, has guaranteed the Alumni Association of the institution advancing partnership. Speaking at the stakeholders meeting between Alumni Association and Alumni staff members of the College titled, “Fostering Synergy for Progress,” he hinted that the Management and the Association would no longer be working at parallel, but they shall be working together. Omokungbe promised to proffer solution to the way and means in which the Association would forge ahead and move forward. He said: “We shall relieve the elders of the burden we have been given them by allowing them to rest, while the younger ones would take over, elders will be at the back stage but we shall be coming to them for advice”. “The College has inaugurated Alumni committee inclusive Alumni staff member that would work and meet up the requirement of Alumni Association for the betterment of the Association”. Omokungbe noted that the College Management had met with the Institute of Petroleum Technology, the occupant of Alumni building, and proper arrangement would be put in place which will enhance adequate compensation to the Association. “The annual Alumni dues of graduating students would henceforth

Federal University of Agriculture, Abeokuta (FUNAAB), Ogun State has bounced back to the rank of 10 topmost universities in the latest Webometrics ranking of the nation’s Ivory Towers released recently. Unlike the previous ranking released in January 2018 when FUNAAB conspicuously missed out on the list of the Ten Best Universities in the country, this time around, the institution staged a dramatic come back to Webometric “Hall of Fame” where it had been a “landlord” since 2014 when the ranking debuted. In a statement, the institution said: “Our own Federal University of Agriculture, Abeokuta (FUNAAB) put on a good fight and her spirited efforts painstakingly earned her the position of the 10th Best University in Nigeria, thus making the exalted and coveted list of the “Premier

League” of Nigerian Universities. It would be recalled that FUNAAB was rated 9th in July 2016, 8th in 2017 but couldn’t make the list of the first ten in January 2018. This was contained in a press statement made available to news men on Tuesday by the Public Relation Officer, (PRO) Kano State Ministry of Health, Ismaila Gwammaja. The call, according to the Commissioner, became imperative in view of the fact that the state recently recorded cases of cholera and diarrhoea out breaks which claimed 28 lives. Also, the state is presently experiencing rainy season, another reason why people must take precautionary measures while slaughtering and preparing their sacrificial animals in order to avoid contamination which

could result to outbreak of cholera and its kind. The Commissioner, further enjoined the people to wash their hands with soap before handling food or meet during the Sallah period and beyond, stressing that waste products from slaughtered animals must be properly buried to keep away from homes, rodents and other reptiles that have the potential of spreading bacteria and virus to the humans. He urged the general public to visit nearest health facilities in the event of any illness and desist from the habit of staying at home till the situation worsened, which often leads to complications and loss of lives. He added that, the state government under Ganduje has put in place every necessary mechanism, needed to safeguard the health and lives of its teeming populace.

SERAP to Ajimobi: Repair Ayefele’s Fresh FM building or face legal action

Socio-Economic Rights and Accountability Project, (SERAP) has sent an open letter to Senator Abiola Ajimobi, Governor, Oyo State requesting him to “immediately halt all further eviction and demolition of Fresh FM building and to show full respect for the safety and dignity of residents and owner of Fresh FM”. SERAP said “We also urge you to immediately begin repairs of the Fresh FM building and to adequately compensate the radio station and its owner and publicly guarantee nonrepetition.” The organization urged Ajimobi to “ensure full and effective respect for the rights to freedom of expression and media freedom in Oyo State. We request that you take this step within 7 days of the receipt and/or publication of this letter, failing which SERAP will take national and international legal actions to compel your government to act in the public interest and the overall interest of the rule of law.”

In the letter 21 August 2018 and signed by SERAP deputy director Timothy Adewale the organization said, “We have information to suggest that the destruction of Fresh FM was based on political considerations and retaliation against the radio station on purported allegations of defamation against you. “The facts suggest that the demolition of Fresh FM building failed to comply with the principle of lawfulness and reasonableness. The demolition was neither done in the public interest nor carried out to achieve a legitimate aim.” The organization said, “This apparently unlawful action has set a bad precedent, and created a high level of uncertainty and anxiety among many radio stations and other media organizations in Oyo State about the future because of the likelihood of their buildings being demolished when they are deemed to broadcast views which the Oyo State authorities may consider too critical or

Firefighters tackle large blaze outside Asian Games venue

A large blaze broke out right next to the Asian Games site in the Indonesian city of Palembang on Tuesday as firefighters scrambled to prevent clouds of smoke affecting competition events. Helicopters scooped up water to douse the flames in fields bordering the sports complex while dozens of firefighters on the ground helped extinguish the blaze, as athletes competed close by in shooting and beach volleyball. Chinese shooter Wang Xiaojing, 26, told AFP that she saw the fire during the trap mixed team final but kept her focus, later taking the bronze medal with teammate Yu Du. A southerly wind helped prevent too much embarrassment for organisers of the world’s second-biggest multi-sport

event, blowing the smoke away from the athletes. South Sumatra Governor Alex Noerdin said at the scene that he was “100 percent confident” that haze would not mar the regional Olympics, adding that 10 fire trucks and a helicopter had been deployed in less than 15 minutes. Palembang is one of two host cities of the Asian Games, along with Jakarta. A couple of buildings housing some of the sport stars directly overlooked the blaze. The threat of haze has been a particularly sensitive issue for officials, with fires and pollution common in the country during peak hot season. The conflagration came on the same day that environmental activists scaled a huge billboard in central Jakarta to get their anti-pollution message across.

Minister: Rule of law must be obeyed to resolve NFF crisis Sports Minister Solomon Dalung has stated that the rule of law must be followed for the NFF crisis which almost caused a FIFA ban to be resolved. In a statement signed by his media aide, Dalung welcomed the intervention of the Vice President Yemi Osinbajo which saved Nigeria from a suspension by FIFA, but insisted the lingering crisis in NFF cannot be resolved temporarily. The minister said the matter has a subsisting judgement of the Supreme Court of Nigeria and as such he rule of law must be adhered to.

“As a Barrister and Solicitor of the Supreme Court of Nigeria, who took oath of office to protect and defend the constitution of the Federal Republic of Nigeria, I will prefer to stand with the Rule of Law instead of the opinion of men,” he said. “I want to appeal to Nigerians to remain calm and give support to the NFF Elders Stakeholders Reconciliation Committee which is made up of reputable past Presidents and General Secretaries of the NFF with vast knowledge, experience and competence to resolve this crisis once and for all.

UEFA president Ceferin nominated to stand for re-election The Slovenian Football Association (NZS) on Tuesday announced that its former head, Aleksander Ceferin, has been nominated for re-election as UEFA president by several European federations.
