Recently, women entrepreneurs in Abuja, at a gathering convened by the American Centre, rated Dangote brand as the leading brand in Africa and described the Company as a true indigenous band which model they would aspire to copy to grow their businesses. Meanwhile, Vice President Yemi Osinbajo has said the biggest obstacle militating against Nigeria’s development is grand corruption.

Osinbajo described grand corruption as a situation where public servants and political office holders dipped their hands into the treasury to divert public funds into private use. Osinbajo expressed this concern on Monday during the 24th Nigerian Economic Summit Group (NESG) plenary on corruption and rule of law, in Abuja on Monday. He said that whenever he wants to sack a public official that has been found to be corrupt, he gets many calls from religious and political leaders not to do so. The Vice President said the Nigerian elite are often times in the way of getting rid of a corrupt official. He said that President Muhammadu Buhari-led administration was doing so much to tackle grand corruption and systemic corruption. The Vice President said that since he became vicepresident, he has seen how much impact corruption can have on a country and it is more than he ever imagined. Osinbajo further noted that poverty situation has also become one of Nigeria’s biggest challenge in the last 30 years. “By 2050, Nigeria will become the World’s third most populous nation and over 60 percent of Nigeria’s population will be youth. High oil revenue does not translate to job creation because grand corruption is the biggest problem of Nigeria,” the Vice President added. Ngaire Woods, the founding dean of Blavatnik School of Government at Oxford University, who moderated the plenary, asked Osinbajo to tell the summit who called him

when he wanted to sack the corrupt person. Osinbajo said: “I would like to refer to the Nigerian elite, and it’s probably not fair to be that broad, but practically, every segment, because people who have access to you, they could be political leaders, religious leaders, business leaders, whoever has access to you. “We have a system where people just feel like, ‘why don’t you just give this guy a break?’ Which again is part of the problem. You don’t get one call, you get several calls.” Osinbajo said one of the most frustrating parts of the fight against corruption for him is the slow pace of prosecution. The Vice President, however, added that the two conviction of former executive governors secured by the Federal Government has shown that the hand of justice may be slow, but it would eventually catch up. The professor of law said reforms are important, and the Federal Government has embarked on a number of them, including the criminal justice reform, but the Federal Government cannot reform state judiciaries. The Daily Times recalls that Osinbajo as acting president, sacked Lawal Daura, former Director General of the Department of State Services (DSS). He was also involved in the suspension of Ayo Oke, former Director General of National Intelligence Agency (NIA) and Babachir Lawal, former Secretary to the Government of the Federation (SGF). The Supreme Court on Monday restored the ruling of Rivers State High Court that restrained All Progressives Congress (APC) from the conduct of congresses of the party in Rivers State. The apex court set aside the decision of the Court of Appeal, Port Harcourt Division, which had allowed the conduct of congresses by the All Progressives Congress (APC) in Rivers State. The Court of Appeal had on June 21, 2018 given the ruling against the decision of a Rivers State High Court but the apex court set its decision aside on the grounds that the appellate court acted in bad faith. Nwogu of the Rivers State High Court had in an exparte motion filed by Abdullahi Umar restrained the APC from conducting the congresses, pending the determination of a suit seeking to redress complaint against his marginalisation and 22 others in the said congresses. But while the injunctive order of the High Court was subsisting, the APC went ahead and conducted the ward, local government and state congresses on May 19, 20 and 21.

NASS has saved Nigeria from collapse - Dogara Henry Omunu, Abuja Speaker of the House of Representatives, Yakubu Dogara on Monday declared that the National Assembly (NASS) must receive priority attention in terms of capacity building, if the legislature must contribute to stable and effective governance in the country. The made this assertion while delivering a paper titled: “Parliamentary institution building in Africa” at the convocation ceremony of the National Institute for Legislative and Democratic Studies (NILDS)/University of Benin post - graduate programme for the 2015/2016 and 2016/2017 academic sessions, which held at the National Assembly. Dogara stated that because the legislature is the true face of democracy, especially in a maturing democracy such as that of Nigeria because it serves as the stabilising force with robust constitutional powers to check - mate the executive misuse and abuse of power. Making a case for strengthening institutions that produce good governance, the speaker said that the imperative of building healthy and strong institutions, like the legislature, in place of strong personalities, has been the bane of Nigeria’s democratic experience.

According to him, the time has come to reverse this trend in order to achieve the goals of a robust and sustainable economic, social and political development, not only in Nigeria but in the African continent. “It is my considered opinion that if there is any institution of government that should receive priority attention in terms of capacity building, it is the legislature. This is because the legislature is the true face of democracy. “In our maturing democracy in this country, the legislature is the stabilising force as it has robust constitutional powers to check-mate the executive misuse and abuse of power which occasionally rears its head. “Credit must be given to the Nigerian parliament, which has continued to make laws, perform its representative functions and make robust use of the power of oversight in order to preserve our hard-won democracy and achieve good governance,” he added. Furthermore, he said a key factor in moving from a nominal democracy to a democracy that delivers development results is an effective legislature that holds the executive to account, especially in developing countries burdened by weak governance structures like Nigeria. The speaker however, lamented that whereas much work has been done on

strengthening executive leadership, not much attention has been paid to systematically building the capacity of the legislature to effectively contribute to national development. Speaking of efforts made in the last two decades by the legislature to provide better governance in Nigeria, he said the National Assembly, among other things, has set an unprecedented record in the area of lawmaking, which has translated to stimulating economic growth and prompting competition. “What is expected of modern legislatures goes beyond the traditional role of representation, law-making and oversight. The legislature in Nigeria must serve a greater purpose within a wider national democratisation processes. “Over the last two decades, the National Assembly has transitioned from being the weaker institution to becoming a strong and capable agent of change. Our activism in the area of law-making is attested to by the unprecedented record we have set in the area of law-making. “Some of these laws are specifically designed to stimulate economic growth and promote competition. We have also successfully intervened in crises situations to save the country from avoidable collapse,” he stated.

Short News Nigeria, 7th largest integrated market in the world - US Ambassador Kehinde Akinpelu, Ilorin The United States Ambassador to Nigeria, Mr William Symington has said that Nigeria has advantage over most countries of the world as it is the seventh largest integrated markets in the world. Ambassador Symington stated this on Tuesday in Ilorin while delivering the Convocation Lecture at the 34th Convocation Ceremonies of the University of Ilorin. The Lecture was entitled: “Citizen Leadership and the link between economic diversity and economic good governance”. He observed that with the abundance human and natural resources in the country, “Nigeria has wonders and incredible beauty”, while urging people to help the country succeed and do well. Symington was of the opinion that Nigeria is wonderfully endowed and beautiful, adding that anyone that has traversed the length and breadth of the country would appreciate its beauty. He added that one of the most beautiful forests can be found in Cross River State, while a trip to Ikogosi Warm Spring and Badagry beach would attest to the beauty and splendour of Nigeria. According to the envoy, Nigeria, like its citizens were incredibly blessed and gifted. Ambassador Symington reiterated that the relationship between Nigeria and the United States is that of good neighbours with good intention for the country. “The Nigerian people have the spirit of the country; they are friendly, diverse, resilient and hardworking. I believed in the Nigeria Dream,” he said. The Convocation Lecturer urged people to be proud of Nigeria irrespective of their tribe or state of origin. “I believe in Nigeria dream, I have high hope that Nigeria can be great. “Nigerians should be thinking of what they can do to make Nigeria beautiful and be the giant of the world,” the Ambassador added. The US envoy described the National Youth Service Corps (NYSC), as very laudable efforts of the Federal Government for integration and a sense of doing service to the country.

NASS, democracy and nation’s building

It is indeed an honour to be part of today’s Convocation Ceremony, which represents a hallmark of a remarkable relationship between the National Institute for Legislative and Democratic Studies and the University of Benin. I am delighted to note that this relationship, which started with the 2013/2014 Academic Session, has blossomed and is considerably expanded under our leadership and direction in the 8th National Assembly. As Chairman of the Institute’s Governing Council, I am pleased to see that NILDS has continued to grow into a centre of excellence contributing to the strengthening of democracy in Nigeria. Distinguished ladies and gentlemen, it is widely acknowledged that an effective legislature is essential to democracy, the rule of law, human rights, as well as economic and social development.There is no gainsaying the fact that the core legislative, oversight and representative functions of the legislature provide an essential contribution to the quality of our democracy and governance as a whole. In the 8th National Assembly, the legislature has played a greater role in policy formulation and has engaged more robustly with the Executive at the various stages of policy formulation. This stems from our conviction that the task of nationbuilding must be a collective one, and this sometimes requires sacrifices on the part of the individual. Many of the legislative measures we have pursued since 2015 have been targeted at driving productivity, easing access to finance, creating jobs and improving livelihoods. Legislative proposals in this area are focused on Micro, Small and Medium Enterprises (MSMEs), particularly in reducing regulatory burdens and easing access to capital, with the objective of having a large number of sustainable fast-growing small and mid-size businesses. We have also taken legislative action to tackle tax avoidance and evasion, to encourage compliance with tax obligations by all persons.

We have shown commitment to the need to develop our education sector, with a special focus on improving the quality of primary and secondary education, which have suffered from lack of investment and infrastructural provision. Our vision is to see to the attainment of 100 per cent literacy rate for all Nigerian children aged 12 and below. The Senate has also amended the Universal Basic Education (UBE) Act to ensure that the 2percent budgetary allocation to Universal Basic Education Commission by the Central Government is increased to 3percent. Another critical area of policy that has received our attention is the provision of basic healthcare to all Nigerians. As you are aware,Primary and Universal Healthcare provision is a key legislative agenda for the 8th Senate. In the 2018 Appropriation Bill, the Senate took an important step in approving 1 percent of the Consolidated Revenue Fund (CRF) for the Basic Healthcare Provision Fund. Distinguished ladies and gentlemen, it is long established that human capital is essential for boosting productivity, pivotal toeconomic growth and the resilience of economies. A country’s human capital is mainly built through the education system,which has major implications for the individual and society at large. At the individual level, getting educated and acquiring skills makes people more productive, and productivity gains inevitably translate into wage increases. At the macro level, a well-educated workforce drives economic growth, higher productivity, and advances the innovative capacity of a society – all of which lead to an increase in the standard of living. Without a doubt, the success of the work we do as legislators is hinged on a cadre of professional permanent staff and legislative aides. The main resource for continuity and sustainable change in a legislature is the legislative bureaucracy. A strong legislature needs highly professional and qualified staff whose loyalty is to the parliamentary

institution. It is on account of this that the Governing Council of the National Institute for Legislative and Democratic Studies (NILDS) approved a series of specialised postgraduate programmes to be run in affiliation with the University of Benin. This was conceived as a means of training and equipping staff of the National Assembly and the legislature in Nigeria as a whole with the requisite skills and capacity to be more effective in driving change. These programmes include: the Master’s Degree in Legislative Studies, Master’s Degree in Legislative Drafting and Master’s Degree in Parliamentary Administration. It is most gratifying to see that the Institute has achievedremarkable success in this regard, as evidenced by today’s Convocation Ceremony. We are today celebrating a total of 79students who have successfully graduated from the Institute’s various programmes in 2015/2016 and 2016/2017 academic sessions respectively. Glowing reports - from both students who have gone through the programme and benefiting institutions including several departments of the National Assembly - show that these programmes have indeed impacted positively on the graduating students. In addition, they have demonstrably improved the quality of outputs of beneficiaries including:lawmakers, directors, committee clerks, legislative officers, legislative aides, administrative staff and other staff of the bureaucracy of NASS. In addition, a total of eight (8) lawmakers have benefitted from the programmes so far; and these include:Hon. Ossai Nicholas Ossai, Hon. Albert SamTsokwai and Hon. Kolade Akinjo. Other lawmakers who have enrolled and are at various stages of completion, include: Sen. Isa Hamman Misau and Hon. Hussain Mudashiru. It is worth noting that the distinguished faculty at the Institute includes instructors who have worked in the legislature. In recent years, these have included:

the former Speaker of the House of the Representatives, Rt. Hon. Honourable Ghali Umar Na’Abba; former Chairman of the National Independent Electoral Commission (INEC), Prof. Attahiru Jega - as well several other former Chief Executive Officers of government agencies. Visiting research fellows from reputable international institutions including the Catholic University of Leuven, Belgium, have also been part of the faculty. The aforementioned, and many others, have taught courses on the programmes. Theyhelp to imbue the students with not only theoretical perspectives but also practical knowledge from their rich experiences in the public and private sectors. Therefore, distinguished ladies and gentlemen, today’s Convocation is a time of celebration and triumph. It is a time to look back with pride and satisfaction on the tremendous personal and professional progress you have all made at the Institute. It is also a time to look forward to the future with optimism and enthusiasm. I therefore congratulate you all – the Institute, graduating students and the teachers – on your wonderful achievement. This mix of academic rigour and applied skills provides an education that will set you on the path to successful careers in the legislative arena. For those of you who are part of the bureaucracy of the National Assembly, I expect that you will bring the newly acquired knowledge to bear on your various assignments, for increased professionalism and productivity. Let me assure that on our part, the leadership of the National Assembly is committed to working to realise the goal of making the National Institute for Legislative and Democratic Studies a unique regional asset and a premier research institute. To the Director-General of the Institute, Prof. Ladi Hamalai, the Institute’s management, teaching staff and leadership of the University of Benin, I say congratulations. I thank you for your commitment and hard work these past few years.

New minimum wage and Nigeria’s economy

After a fashion, the ongoing discussion around a new national minimum wage for the country is turning into a metaphor of how poorly governed our space is — and how difficult it will be to fix this. When impediments to both productivity growth and the competitiveness of an economy are discussed, almost invariably, labour market reforms (making it easier for more people to be hired nearly always means making it easier to fire too) top the agenda. In this reading of the problem, collective bargaining (centralised and at the national level) has increasingly come to be identified as part of the lets to labour market flexibility in the country. The leverage these collective negotiating structures grant labour unions means that off a good bargaining round, they may drive up the returns to their members. But higher outlays on wages, all other variables remaining the same, simply show up as increased cost to employers of labour. In the end, they make the use of capital goods more appealing, and drive up unemployment for all but the highly skilled. To this anticompetitive impulse is added the fact that set too high, minimum wages distort the resource allocation mechanism, both across and within industries. To all of these, one large advantage in our peculiar

circumstance. Because the relationship between the demand for and supply of labour has broken down in our country, the higher proposed minimum wage ought not to hurt the chances of younger workers finding jobs — by pricing them out of the market, for instance. Currently, unemployment and underemployment are highest in those parts of the country where the only source of demand for new labour is from itinerant preachers. And the supply of labour is of a quality consistently unsuited to the needs of a modern economy. Nonetheless, our practice adds the spectacle of central, state, and municipal governments headed towards a new higher wage agreement, even when most of them have had difficulties meeting the old wage bills. One of the tales told by the poor numbers out of the economy in the April to June period is how soft consumer spending has been since the economy emerged from its most recent recession. Until recently responsible for about two-thirds of domestic output, flat domestic demand has meant that the oil sector has had to bear much of the responsibility for growth since the last recession. So, there is a strong case to be made for increasing the national minimum wage in a roundabout way — to the extent that it could

lend the much needed fillip to domestic spending. However, by worsening fiscal deficits across the three tiers of government and driving our governments’ new bulimia for borrowing, the downsides to a higher public sector wage bill more than compensate for the positives. Add to this the fact that the structure of public spend (70 per cent recurrent) does not favour growth in the economy’s productivity rate. Or that by driving up labour costs ahead of countries like Vietnam and Indonesia, we simply commit not to be able to take off China the more labour-intensive jobs it is shedding as its economy shifts outward on the production possibility curve. In considering all these, it is important that we understand that the rate of increase in the reward to labour suggested by the proposed minimum wage is clearly higher than the growth in domestic productivity. So, it is fair to assume that without improvements to the economy’s use of capital goods (better infrastructure, more efficient public sectors, a better/ healthier workforce, etc.), the new wage will hurt the economy’s competitiveness. And yet, not only are we saddled with budgets in which capital expenditure accounts for less than a third of the total outlay. But at the end of each fiscal cycle, hurdles, including the

economy’s increasingly limited capacity to absorb real spending, mean that we never implement half of what consensus already considered a tight-fisted outlay on capital spending. Despite all of these, the bigger worry is that the short-run boost to domestic spending associated with salary increases of the nature being proposed may not happen. It will take a pretty large increase in workers’ wages (at the bottom of the employment log) for wage earners to feel compensated for the toll that rising prices have taken on their disposable incomes over the years. And so, not just will the spending from the new wage levels be inadequate to boost demand. In all likelihood, much of it will be spent rebuilding household balance sheets shredded by the pay-day borrowing that has sustained most public sector workers up to this point. But how much do all this matter, given the number of voters that may be persuaded either way by the outcome of the discussions on the new national minimum wage? Ultimately, neither the answer to this latter question, nor deeper reflection on the contradictions addressed earlier will count for much. As I was recently reminded, this is “going to be a political decision. One made easier given where we are in the electoral cycle”!

Editorial Commentary Empowering rural women through social protections

Social protection policies of any governments plays a very important role in giving women access to the labour markets. Addressing economic risks faced by working class women be it at the formal and informal settings by making sure that poor families and households meet their basic needs. Social protection has become prominent in the global development agenda over the past decades with social protection now being included as a target under the Sustainable Development Goals (SDGs), emphasizes the end of poverty in all its forms especially in sub-Saharan Africa among women. One of the social protection policies targeted at women’s development is the Women’s at Work Trends. It provides data based on studies of women’s positions in the labour markets, examines the factors behind these trends which has hampered the social protections growth and policy implementations. successes of social protection programmes and goals targeted at women and girls especially in rural societies and explores the policy drives for transformational change. We need to see the pictures of where women stand today in the world of work and how these social protection nets have aided their progress over the past years. Today it is germane to link social protections to human rights. How do we encourage rights based organisations in their approach and advocacy for universal access to social protections? The role of human rights frameworks in supporting the approach, in supporting the social protection achievement goals cannot be overemphasized. We can also deliver social protections through justice delivery and financing the programmes of actions in rural areas targeted at women and girls equality with their male counterparts. Programmes that are in consonance with the 2030 Agenda for Sustainable Development will always suffice here. The extremely ambitious and transformative vision embodied in the vision 2030 documents for Sustainable Developments which includes a goal to achieve gender equality must be sustained and implemented to the later if we can be categorised as a gender sensitive and social protectionist country for our women folk. This also emphasized a governmental commitment to its human rights obligations. For example, the Cash Transfer Policy of the federal government if well-funded and deliberately allowed to fester and targeting emphatically at the rural women will go a long way in reducing poverty and lead to the empowerment of women. This will enhance the social protection level of rural women and serve as the needed incentive to spur the social protection rights of women in rural communities. We are therefore oblige to be conscious of the importance of the Cash Transfer Programme as a components of national social protection floors. Its advantages to the rural women is that it provides a modest but regular income to rural households which also includes women to

close the social gap between men and women in rural environments. They have the potentials to reduce poverty and enhance women’s economic empowerments. Women’s empowerment is paramount for the promotion of human rights developments and inclusive growth not to mention a basic human rights. However, despite notable advances in many parts of the world, Nigeria is yet to achieve most of its articulated and avowed commitments to the social protections of women and above all gender equality. Against this backdrop, social protection policies of rural women need to be reviewed from time to time by government agencies supported by non-governmental organisations and well-funded programme implementation institutions created to implement programmes of actions, if we are to brace-up with other parts of the civilised world to achieve the 2030 goals. It has been observed that well enhanced social protection policies are nearly absent in most rural communities. Therefore, the government needs to create a legally compulsory implantation frameworks and guidelines for the states and local governments which binds them to implement and fund programmes of actions. The social protection policies of the rural women is key to the achievement of the gender equality goals. We can truly achieve this through the provision of a deliberate incentivised initiative which will serves as a buffer for the rural women to achieve their dream of economic, political, religious and above all social equality with the men. Additionally, the feminists have argued that promotion of girl child education can serve as a tool for empowerment. However, it is also a form of promotion of the existing inequality gap between men and women given a number of initiatives and programmes that have been implemented to bridge the gender gap. Like promotion of democratic governance and social accountability, respect for woman rights cannot solve women inequality, but rather engender gender inequality. There is, therefore, need for a mechanism that can be adopted as a means to women empowerment beyond the viable need for promotion of women rights. Social protection is a form of social transformation that can be adopted as a means to strengthening women voices in the development processes at all levels. African countries where social protection instruments are being used to empower women like Mauritius, Uganda women movements need to engage with the social protection debates for promotion of women dignity and empowerment. Social protection is not just an instrument but it is a tool that can be adopted to fight the culture of violence that has manifested among the women especially the rural poor women. Above all, social protection, if adopted, is a means for women economic empowerment.

Ease-Of-Doing-Business and Nigeria Economy

igeria’s ranking on Ease of Doing Business (EODB) has received a boost as the World Bank on Thursday announced that five states in the country- Lagos, Kaduna, Abia, Enugu, Anambra and the Federal Capital Territory (FCT) - are making stride to improve the ease of doing business for domestic small and medium enterprises (SMES). The Ease of Doing Business is an index published by the World Bank. It is an aggregate figure that includes different parameters which define the ease of doing business in a country. The EODB is to facilitate the domestic producers as well as foreign. The benefits of domestic businesses are obvious. The foreign businesses will not only provide jobs, but also bring new technology with them, hence the need for Nigeria to create the enabling environment for new and old businesses to thrive. According to the World Bank, the report which noted the improvement of the Nigerian states in ease of doing business; covered the 36 states and the Federal Capital Territory (FCT); noting that 29 states had implemented 43 reforms in the area of starting a business. But World Bank observed that gaps still exist in the nation’s regulatory environment. Though no state performed excellently well, the World Bank pointed out that Kaduna, Enugu, Abia, Lagos and Anambra made the biggest strides in improving regulations. The EODB index ranks countries against each other based on how the regulatory environment is conducive to business operation and stronger protections of property rights. Economies with a high rank (1 to 20) have simpler and more friendly regulations for businesses. It is instructive to note that the EODB in Nigeria fell to 145.00 from 169.00 and Business Confidence went up to 24.80 Index Points from 21.50 Index Points in August, 2018. Nigeria’s EODB all-time average stands at 145.00 and its projection for 2018 is 136.12, while Business Confidence averaged 11.64 Index Points and is projected to be 33.98 in October, 2018. With the new report from the World Bank which places five states in the country – Kaduna; Enugu; Abia; Lagos, Anambra and the FCT, we wish to commend the governors of these five states for promoting a friendly and better business regulatory environment while urging other 31 states to emulate them. If countries like Uganda, Zambia, Tanzania amongst others are doing well in creating an enabling business environment, Nigerian states which have more population than these smaller countries can understudy these

countries and apply the policy so as to drive economic activities in their respective states. Doing this, will also increase Nigeria’s ranking in global competiveness. Perhaps, the EODB leads to higher GDP per capita and a higher GDP per capita lead to better EODB which is entirely driven by the quality of institutions. Therefore, it is important that states in the country keyed in by creating a conducive business atmosphere for small and medium enterprises to flourish and this will in turn increase the tax revenue of the states and the GDP. What is more important in the Nigerian case in particular, a large body of research clearly shows that productivity growth, the ultimate driver of economic growth, has been held back by burdensome regulations from successive administrations, crippling of industries as well as labour regulation, which has affected the growth of firms in the country. We are of the opinion that wise economic judgement and sound public policy advice and formulation, involve more than merely parroting a statistic but require interpreting it with nuance and care. We submit that clear understanding of this difference is one of the marks that distinguishes an economist from a technician masquerading as an economist.

The Federal Republic of Germany has promised to establish closer relationship with Alex Ekwueme Federal University Ndufu-Alike, Ebonyi State, as part of vision of building functional collaborations with Nigerian Universities. The German Ambassador to Nigeria, Benhard Schlageck made the remark when he received the Vice Chancellor, Professor Chinedum Nwajiuba and staff of the University at the German embassy, Abuja. Ambassador Schlageck noted that AE-FUNAI was a serious University. He said he was delighted to have the Vice Chancellor and his team at the embassy. “It is important to establish working relationships with universities in Nigeria, especially AE-FUNAI reputed for its serious academic activities”, he said. He further assured the support of the German Government to the University in ensuring that it

is one of the beneficiaries of its off-grid solar power station and promised also to support the teaching, learning and enhancement of German language Programme in the institution. Earlier while making his remarks, the Vice Chancellor, Professor Nwajiuba stated that the reason for the visit was to seek closer ties and collaboration with Germany and its universities, and expressed his happiness for the warm reception accorded them at the embassy. He pointed out some areas of interest to include exchange programmes for the training of students and staff, research, stressing that the university currently has an existing Memorandum of Understanding with some other countries including France. He also called on the envoy to support the University in its drive to promote the German language, adding that it is a programme of study approved to be run in the University. The Vice-Chancellor further shared his vision of

building a university in a garden through his campusgreen initiative which is meant to make the institution the most beautiful and eco-friendly campus in Nigeria, and solicited the help of the German Government to build a solar energy grid to provide uninterrupted electricity to the University. He further used the opportunity to invite the envoy to the university in 2019 to enable him have a firsthand knowledge of the much-talked about institution. Speaking also during the visit, the Director, Centre for Development Assistance Management, Partnership and Training, Mr. Chris Uwadoka said he admired the German unique working culture and method which have set the country on high. He pointed out to the ambassador the need to support the University in areas of facilities and equipment to solidify the teaching and learning of German language, sciences and promotion of research in the university.

The Ilorin Branch of Nigeria Bar Association (NBA) has vowed to take legal action over alleged brutalisation of one of its members, Mr Lukman Bello, by Police in llorin. Chairman of the branch, Mr Mohammed Akanbi, made this known while speaking with the Daily Times, in llorin on Monday. Some policemen from Traffic Section of “A’’ Division Police Station in llorin, recently harassed and molested Bello while he was trying to bail someone in their custody. Akambi described the police action as “undemocratic and barbaric’’ and said that the association would challenge it at the Federal High Court. He said that the action of the police against lawyers in the state was the fourth since he assumed office as chairman.

FG begins small arms mop up in 7 states Adebisi Oyindamola, Abuja

The Federal Government has revealed plans to begin mop up of small arms and light weapons in seven states of the federation. The Presidential Committee on Small Arms and light weapons listed the states as Zamfara, Katsina, Sokoto, Kaduna, Kebbi, Akwa Ibom and Cross River states. The Project Director, PRESCOM, Dickson Orji, disclosed this to newsmen in Abuja, on Monday at a 4-day training programme for security personnel on new standard operating procedures on physical security and stockpile management. He said the committee hoped to consolidate on previous efforts in the eradication of illegal arms proliferation in the country. Mr Orji also revealed that that committee with support from international partners have destroyed about 7000 illegal arms in Benue, Katsina and Zamfara

states. “We have engaged state governments and asked them to begin the civilian disarmament programme in their various states. “So far we are working in these seven states, and this is an ECOWAS-EU small arms project, we are working with 5 states from the North and 2 states from the south east”, he said. He added that as part of the civilian disarmament initiative of PRESCOM and EU- ECOWAS, civilians who voluntarily give up arms will be provided with alternative means of livelihood. He further stated that an ineffective weapons stockpile system as operated by most paramilitary forces in the country posed a major challenge towards combating small and light arms proliferation in the country. “We have recorded cases of communities with unauthorized armouries in some parts of the south east, because people believe government have failed to provide security.”

He cautioned that any civilian found with illegal weapons irrespective of the situation, will face criminal charges in accordance with the ECOWAS treaty. The project coordinator, UN office for disarmament affairs, regional centre for peace and disarmament in Africa, Jean Bosco Rumongi, noted the relationship between a secured stockpile of weapons in the country and controlling arms proliferation amongst civilians and non-state actors. He said “Achieving a secured region is possible with better physical security, and an effective stockpile management of government stockpiles of weapons and ammunitions, by having better tools that comply with management standards.” The 4-day training program is aimed at preparing security personnel with necessary management skills on improved security methods and better ways to ensure protection of national weapons stockpile.

Court orders police to pay man N15.2m for unlawful detention Nosa Akenzua, Asaba

A Kwale High Court in Ndokwa West Local Government Area of Delta State has ordered the Commissioner of Police in the state, Mustafa Muhammed to pay one Uche Obidike, the sum of N15.2 million as exemplary damage. This is against the sum of N120 million earlier sought by his counsel, Barrister Kenneth Agbonze for his unlawful detention, and another N200, 000 as cost for the action. Delivering the judgment in a suit no: HC/M/4/2018, dated the 10th day of May, 2018, the high court judge, Justice Victor Ofesi noted that the court was satisfied that the applicant proved his case

before the court, whereas the 1st respondent, (Commissioner of Police) until date of the judgement, despite the court order still detained the vehicle, belonging to the applicant after his unlawful arrest and detention. The Judge observed that the respondent did not file any process in opposition to the applicant’s claims, affidavit which was served on the two respondents with all processes filed and relied on by the applicant in the case. Justice Ofesi further explained that the counsel to the applicant, Barr. Kenneth Agbonze brought the applicant’s claim under section 44, 46 (1) and (2) of the constitution of the Federal republic of Nigeria, 1999 (as amended), article 14 of the African Charter on Human and People Rights (Ratification and Enforcement) Act Cap A9 laws of the federation of Nigeria 2009.

According to him, the applicant’s counsel sought a declaration that the seizure, continuous detention, retention and conversation of the applicant’s navy blue, Toyota Picnic Car (space bus) with registration no: ABH 43 XA. Engine no: 352673244 and Chasis no: J11725M of the applicant’s constitutional right to movable property, describing the action as illegal wrongful, ultra vires and no effect whatsoever. Barrister Agbonze had also sought an order for the immediate release of the vehicle, and same to be produced before the honourable court as well as an order seeking for damages in the sum of N120, 000 in favour of the applicant for breach of his fundamental right occasioned by the seizure, continuous detention, retention and conversation of this car.

Short News Fire razes Zamfara nursing school Umar Faruk, Gusau Fire outbreak has destroyed properties worth millions of naira at the Zamfara state School of Nursing and Midwifery, Gusau. The outbreak which occurred around 2am on Sunday razed administrative block of the institution. An eyewitness disclosed that the incident had taken the state fire service hours before putting the fire off. According to eyewitness, administrative block building fully furnished offices of the principal officers of the School. Speaking after the incident, the Executive Director of the School, Alhaji Tukur Shehu lamented over the outbreak of fire, and added that the cause of the incident was yet to be known. Shehu explained that the management of the school has constituted a committee to ascertain the level of damage and properties that was lost to the fire. Also, Permanent Secretary, state ministry of health, Dr. Habibu Yalwa has since visited the scene of the fire outbreak where he expressed shocked and prayed for more protection.

Capacity building: Bayelsa seeks partnership with oil companies on education Akam James, Yenagoa Bayelsa State Governor, Hon. Seriake Dickson, has called on multinationals oil companies operating in the state, to partner more with the educational sectors of the state in order to build capacity of the younger generation and open them up for the opportunities in the oil sector. The governor made the call yesterday, at the closing ceremony of the six weeks training programme for 250 mathematics, basic science and technology teachers organised by the Nigeria Content Development and Monitoring Board (NCDMB) in partnership with the state ministry of education, at African University, Bolou Orua campus. Governor Dickson, noted that the role of teachers in capacity building can’t be overemphasized, adding that if the teachers are not trained effective to teach the student whatever government is investing in the sector would be a waste. Talford Ongolo, he said the government under his leadership was committed and determined to motivate the teachers through training and re-training, noting that if more companies can partner with government on such programmes the sky will not be our limit. Gov Ortom, Suswam pledge lasting partnership Terhemba Agee, Makurdi Former Governor of Benue state, Dr. Gabriel Suswam and his successor, Samuel Ortom have pledged to forge lasting partnership for the progress of the state. National Drugs Law Enforcement Agency (NDLEA) Kebbi state currently houses female drug addicts’ rehabilitation centre that was constructed by the wife of Kebbi State Governor, Dr Zainab Bagudu and handed over to the command, for the purpose of rehabilitating women in drug addiction. According to the Commander, Sulaiman Jadi, despite the enlightenment campaigns in several media houses, the rehabilitation centre still remains unoccupied, despite the huge sum spent by the government. He added that the centre is equipped with the state of the art facilities for the comfort of the occupants, and called on parents of the affected to trade off fear and shame to bring their wards to the centre for rehabilitation, so that the efforts of the governor’s wife will not become a waste. Jadi thanked Dr. Zainab for her foresight and the enabling environment provided by the government for the command to operate peacefully.

Outrage over President Executive Order 6 Andrew Orolua, Abuja President Muhammadu Buhari determination to eliminate corruption in Nigeria has not been in doubt so every step he takes to achieve that objective must received critical examination. From his inaugural speech on May 29, 2015 to his recent Executive Order 6, and other policy statements have demonstrated the burning desire in him to get the country out of the harm way of corrupt elements. However, corruption, in a democratic setting like our can only be meaningfully fought through the observance of the rule of law. Other options such as executive unilateral actions like arrest and clamp down on suspected corrupt elements in the society, have not , and will never earn us an enduring results because such actions usually robbed the system the fairness and transparency required of standard practices. This lies the predicament of Buhari’s administration. - to get the judiciary to act as fast as it would want it and in consonance with its agenda. But the speed envisage by the executive arm can not be attained by the judiciary because of its snail speed and delay inherent in our justice delivery system. The President abhor the system that had not keep pace with time and had made this known on several occasions. For instance, the President Buhari had during this year’s Nigerian Bar Association annual Conference urged that the issues of National Security should be placed above the rule of law , even though, NBA thinks contrarily, the administration was driving at some thing. This is so, because even before the NBA annual conference the federal government had explained that its Executive Order 6 is the most potent weapon against corruption. Adducing reasons in support of the Constitutionality of the Order at a recent event in Abuja, the Minister of Information and Culture, Alhaji Lai Mohammed says it remains the Administration’s most potent weapon against corruption. He added that the Executive Order No. 6 of 2018 primary objective is to “restrict dealings in suspicious assets subject to investigation or inquiry bordering on corruption in order to preserve such assets from dissipation, and to deprive alleged criminals of the proceeds of their illicit activities which can otherwise be employed to allure, pervert and/or intimidate the investigative and judicial processes.” Lai says that “the truth is that, having realized the potency of the Order in giving muscle to the fight against corruption – which by the way is one of the three cardinal programmes of our Administration – the corrupt and their cohorts have become

jittery.” According to him, the President acted under Section 5 of the 1999 Constitution as amended – which extends to the execution and maintenance of the Constitution, all Laws made by the National Assembly (including but not limited to Section 15(5) of the Constitution) – to abolish all corrupt practices and abuse of power. Whereas under our democratic system of government , by Section 1 (3 ) of the Constitution of Federal Republic of Nigeria, 1999 (as amended) is the supreme law and all laws are subject to the Constitution and the laws derive power from it and are subsidiaries of it. The process of making laws are spelt out in same Constitution, even the functions of the President (Executive ) and Judiciary (courts)as well as legislature are all well known. The President cannot make laws . In fact, under the constitution, the President is to carry out laws passed by the National Assembly under Section 5 . And under sections 287 (1, 2 and 3 ), the President is also enjoined to enforce all judgments of the court. We believed that as the arguments for and against the the Executive Order 6 unfold it will make our democracy richer and enable each arm appreciate its powers and limits. We also hope that the appeal filed against the judgment of Justice Ijeoma Ojukwu of the Federal High Court in respect of the Executive Order 6 will be speedily determined to put the validity of the order at rest.

FG extends payment of stipends to 2016 N-Power beneficiaries Motolani Oseni As the 2-year tenure of the first batch of 2016 N-power beneficiaries is slated to end in December 2018, the Federal Government has now decided to continue paying the stipends of the N-Power 2016 Batch 1 beneficiaries. The federal government in a document signed by the Senior Special Assistant to the President on Media and Publicity, Office of the Vice President, Mr. Laolu Akande, said that the funds for the continued payments have already been provided in the 2018 budget. Beyond the payments of stipends, however, the Federal Government is also exploring

further options to seamlessly transition the beneficiaries from the Government job programme to positions where they can earn a sustainable income through a plan, designed to enable them to become valuable, all-rounded employees, employers or entrepreneurs. The plan is basically an extension of the exit date of December 2018 for the first batch of 200,000 to enable them continue to offer their valuable services in their various communities while still earning their stipends and also partaking in the Enhancement Programme that would seamlessly transition them into numerous economic opportunities in both the public and private sectors of the economy.

According to the statement, the N-Power is a job employment and empowerment scheme for hitherto unemployed Nigerian graduates under the Buhari Administration’s National Social Investment Programmes (N-SIP). “The scheme is the largest post-tertiary employment programme in Africa, comprising N-Power beneficiaries that are paid a monthly stipend of N30,000 and are deployed as volunteers into various sectors of need in the public space, such as health, agriculture, education and public finance. “For the first time in Nigeria, the N-Power beneficiaries applied and were selected for the program in an objective, efficient and transparent manner, without the need for

‘connections’ to anyone of influence”, it stated. Meanwhile, based on conservative projections, the N-Power scheme would provide jobs for at least 10 million Nigerians by 2023. Since it commenced in 2016, the N-Power scheme, which has beneficiaries in all the LGAs of the 36 States of the Federation and the FCT, has so far, provided jobs for half a million young Nigerian graduates nationwide. In addition, all the N-Power beneficiaries were given the opportunity to select and own electronic devices/tablets for continuous learning as they grow, depending on the selected vocations of entrepreneurship, and to boost the Knowledge Economy.

The African Export-Import Bank (Afreximbank), the FCI+IFG Union and the University of Malta today in Cairo announced the opening of registrations for the 2019 cohort of the Certificate of Finance in International Trade (COFIT). Stephen Kauma, Afreximbank’s Director & Global Head of the Human Resources Department, said that COFIT 2019, which is open to banking and trade finance professionals from across Africa, will be delivered in four fulltime modules of one week each. Two modules will be delivered in Malta and the other two in Cairo, with the first module taking place in Cairo from 08 April 2019 and all presentations taking place in English. Kauma said that COFIT was developed to meet the demands of the commercial world and offered a platform for participants to increase their understanding of all aspects of international trade, import and export business, finance of international trade, supply chain finance and commercial finance, including factoring, invoice discounting and asset-based lending, among other areas. He encouraged Afreximbank’s partner organisations to enroll their staff members for COFIT 2019 to give them essential insight, awareness, and understanding of international trade for their career development and enhanced skills. Kauma said that the full tuition fees for the programme amounted to Euro 6,750 per student but added that Afreximbank would offer a 50 per cent partial tuition scholarship to the first seven (7) people who confirm attendance and finalise their registration requirements. Use pragmatic approach to generate independent revenue, Afrinvest tells FG Mathew Dadiya, Abuja Afrinvest has called on the the Federal Government to adopt a pragmatic approach to shore up its independent revenue. The company in its Nigerian Banking Sector Report produced by its West African body, which was launched on Monday in Abuja predicted a revenue underperformance of 40 per cent in independent revenue of government.

It said that as a result of political distractions caused by election campaigns, the fiscal deficit may widen to up to 3.5 per cent of nominal Gross Domestic Product. This, it added, was above the three per cent threshold prescribed by the Fiscal Responsibility Act. The report explained that while the assumption for oil revenue was achievable, that of independent revenue and recoveries remained a source for concern.

The report reads in part, “The FG plans to generate 41.6 per cent of its revenues from oil and the remainder from taxes, independent revenue and recoveries, which both accounts for 40.5 per cent f of total projected revenues and have historically underperformed. “Given these considerations, as well as political distractions,we estimate a significant underperformance in revenues by 40 per cent. “Hence, we estimate the fiscal deficit to expand to N4.4tn above budget estimate of N1.9trn,

representing 3.5 per cent of nominal Gross Domestic Product-well above the three per cent threshold prescribed by the Fiscal Responsibility Act. Managing Director, Afrinvest West Africa, Mr Ike Chioke, while presenting the report, said that it focussed on seven critical areas of the economy. According to Chioke, the areas are oil and gas sector, power sector reform, boosting competitiveness, transportation and infrastructure, human capital development, security, and

building democratic institutions. AIB releases four accident reports, issues safety recommendations to FAAN, NCAA Chukwuemeke Iwelunmo The Accident Investigation Bureau (AIB) yesterday released four accident and severe incident reports, which occurred in the country between July 2004 and August 2015. Releasing the reports, Engr. Akin Olateru, the Commissioner of AIB said that the current administration has achieved 52.1 per cent on the publication of accident and severe incident reports and 47.4 per cent of safety recommendations since coming on board in January 2017. Olateru in a press briefing with aviation journalists at the Corporate Headquarters of AIB Murtala Muhammed International Airport (MMIA), Lagos observed that some of the accidents and serious incidents would have been averted if parties involved had adhered to safety policies in the industry. The reports released by AIB included the accident involving Bristow Helicopters (Nigeria) Limited Sikorsky S-76C+ helicopters with the registration number 5N-BGD, which occurred on August 12, 2015, at the Oworonshoki area of Lagos. The agency also released the accident report on Pan African Airlines Nigeria Ltd Bell 412 EP Helicopter with the registration number 5N-BDZ, which crashed near SEDCO Energy Platform on July 26, 2004, a few minutes after takeoff. Also released were reports on two serious incidents involving an Emirates Boeing 777-200 aircraft with the registration number A6-EWD and Aero Contractors Nigeria Ltd B737-42C aircraft with the registration number 5N-BOB, which equally occurred in July 2015. The Sikorsky S-76C+ helicopters with the registration number 5N-BGD had crashed into Oworonshoki lagoon with 12 persons onboard, including two crew members shortly before landing at Murtala Muhammed Airport, Ikeja. There were six fatalities including the two pilots, while other six persons onboard sustained severe injuries. The helicopter had departed SEDCO Express oil rig at about 14:55hrs with an endurance of one hour and thirty minutes maintaining 3,000ft with the estimated arrival at Lagos Airport at 15:36hrs, according to the crew information before departure from the rig. Olateru explained that the helicopter experienced sudden uncommanded pitch up, yaw, and roll for about 12 seconds until it impacted water at about 15:31hrs, stressing that the pilots were neither able to make any form of distress call to Air Traffic Controllers (ATC), SEDCO Express rig or communicate with the passengers before impact. He added: Rescue operation was swift, prompt and carried out by local fishermen who were in the area. There were six fatalities, including two crew members and six seriously injured passengers. The crewmembers were recovered the following day. The helicopter was destroyed, but there was no post-impact fire.” In its sole safety recommendation, AIB advised the Sikorsky Aircraft Corporation to redesign the affected control pushrod assembly by introducing wire lock or lock pins as safety features between the jam nut and the pushrod to enhance better security and safety. On the accident involving Pan African Airlines Bell 412 EP Helicopter with the registration 5N-BDZ, which occurred near SEDCO Energy Rig Platform on July 26, 2004, Olateru stated that the erstwhile Accident Investigation and Prevention Bureau (AIPB) received its notification on July 28, 2004, which was 48 hours after the accident.

Ajaokuta steel: Economic Saboteurs at work, ULC insists Joy Obakeye The United Labour Congress, ULC, has warned against the planned sale of the Ajaokuta Steel Company by the Federal Government to fund part of the 2018 budget, stressing that it will sabotage the future of Nigeria’s manufacturing sector of the economy. ULC President‎, Comrade Joe Ajaero, made the position of the labour union known in a statement, stating that the plan to use the sale to fund a budget that is yet to be fully implemented, while the year is already in Q4, raises a lot of concerns. “Why would a nation be seeking to sell its assets to fund a budget which tenure has almost expired? Seeking funding for a 2018 budget in late October at the price of a prized national asset leaves us amazed and aghast.” “If you sell Ajaokuta to fund the remainder of the 2018 budget, what will you sell to fund the 2019 budget? Perhaps, the federal government will seek to sell Aso-Rock or some other unheard of an asset to fund its various expenses next year”, he added. Ajaero expressed worry that the current administration is being inconsiderate to the plight of the nation and the urge to stifle the future generations with little resources worked for by past leaders. “Once again, it is a continued demonstration of our penchant for eating our tomorrow today. While other nations are willing to make sacrifices today to create a better future for their people, our leaders seem more interested in sacrificing that future on the altar of a wasteful today. Proposing to sell Ajaokuta to eat food today rankles and benumbs the mind and leaves us questioning the mental state of the canvassers and proponents of such ideas.” “It is akin to a man who borrows or sells off his assets just to feed his present hunger without thinking about how to meet his obligations tomorrow. Nigeria‘ll only sign treaties that’ll impact her citizens’ lives – Buhari Mathew Dadiya, Abuja

President Muhammadu Buhari has said that his administration would not sign any treaty without assessing the impact it will make on the lives of citizens of the country. Buhari reiterated this on Monday while inaugurating the nation’s Committee for Impact and Readiness Assessment of the African Continental Free Trade Area (ACFTA). He said that Nigeria would henceforth take its time, to break away from the past practice, where treaties were signed without making the needed positive gains for the country. “We are determined to break away from the past practice of committing Nigeria to treaties without a definite implementation plan to actualise the expected benefit while mitigating the risks. We cannot go back to the days of signing agreements without understanding and planning

for the consequences of such actions and our country being the worst for it. “A few months ago I directed a nationwide stakeholders’ engagement on the Africa Free Trade Continental Area Agreement to understand the real impact of this agreement on Nigeria and Nigerians, considering the existing domestic and regional policies as it relates to trade. “From the consultation, the key issues raised by stakeholders were abuse of rules of origin, smuggling arising from difficulties in border controls, unqualified impact of legacy preferential trade agreements, low capacity and capability of local businesses to conduct international trade, costly finance, insufficient energy and transport logistics infrastructure but our Economic recovery and Growth Plan is addressing these issues,” he said. The President charged the committee to concentrate on the issues raised during the nationwide consultations to find lasting solutions

to them. “Your task as members of the Impact and Readiness Assessment of the African Continental Free Trade Area Committee is to address the issues raised during the stakeholders’ consultations on the Africa Continental free trade Agreement. N919m NHIS fraud: Drama as suspended Yusuf forcefully enters office Doosuur Iwambe and Tunde Opalana, Abuja There was a mild drama at the headquarters of the National Health Insurance Scheme (NHIS) in Abuja, on Monday, as dozens of riot policemen clashed with aggrieved workers of the agency who earlier vowed to deny the suspended NHIS Executive Secretary, Prof. Yusuf Usman, access to office. The angry workers, who had arrived the premises before 8am, chanting “Yusuf is a fraud,” “Yusuf must go,” among others, until the ES arrived outside the gate of the premises at about 9am were however tear-gassed by the riot policemen who forcefully broke through the entrance to allow Yusuf access into the premises. While the workers blocked the road with their union vehicles, the riot policemen and a few operatives of the Department of State Security (DSS) assisted Yusuf in gaining access to his office him while abandoning his official vehicle outside the gate. But the crowd of protesters soon fled as riot policemen shot teargas and pepper spray into the air as they insisted they would not give up until Yusuf leaves office. The Daily Times recalls that the Governing Council of the NHIS had suspended Yusuf last Thursday indefinitely over alleged fraud, insurbonation, criminal breach of Procurement Act, self-aggrandisement, and arbitrariness among other offences. The Governing Council, through its chairperson, Dr Enyantu Ifenne, had said that an administrative panel had been constituted to probe him. The panel was given three months to submit its report. The Governing Council told journalists during a briefing at the NHIS headquarters in Abuja that it got the approval of Minister of Health, Prof. Isaac Adewole, on the suspension. Incidentally, the embattled ES, who was being probed for N919 million fraud at the time was suspended by Adewole in June 2018 over similar allegations. But President Muhammadu Buhari reinstated Yusuf in February 2018, an action which attracted condemnations from Nigerians who saw his reinstatement as a huge dent on his anticorruption crusade. Nothing was later heard of the probe after his reinstatement while there are insinuations that the presidency might overrule the NHIS Governing Council on Yusuf’s suspension. Meanwhile, at about 4:15pm on Monday, the suspended ES left the NHIS in the convoy of three vehicles amidst tight security. Sources close to the NHIS told our correspondent that the Permanent Secretary from the Office of the Secretary to the Government of the Federation had met with the Health Minister earlier

while the chairperson of the Governing Council had been with the Minister same day. But details of their meetings were not disclosed at press time. But speaking on behalf of the embattled ES, an employee of the NHIS, Mohammad Gajo, said that the Governing Council failed to back up its claim that the Health Minister gave his approval on Yusuf’s suspension with a letter. According to him, only President Buhari could suspend or sack the suspended ES from office. He said, “A faction of the union couldn’t allow us to have peace at NHIS. Prof. Yusuf has brought all his experience to bear to try and provide health care for all the people. Regarding the suspension, the Governing Council claimed that it had the backing of the minister, but we have not seen any paper work. In public service, you need to see a paper work that says ‘I’m suspending you,’ we cannot work with the word of mouth.” When asked if the ES would quit if he receives a letter duly signed by the minister on his suspension, Gajo said: “You see, President of the Federal Republic of Nigeria appointed Yusuf, it is the president that will sack him. Suspension is relative to sack”. He added that corruption was fighting back at the NHIS. “People that were benefitting from the immediate past administration are the ones that are causing chaos. You see what I mean by corruption is fighting back? You don’t have the right to come and be creating havoc. They are the beneficiaries of corruption. That is it. “The first letter that we wrote to the Council that they didn’t reply, it is our right to exist as a union. (He was speaking on his own faction of employees loyal to the ES). We formed this union out of the yearning and aspirations of our staff. The (other) union has derailed from the function of doing checks and balances. Their primary responsibility is to work for staff and protect the welfare of staff. But, they derailed. So, we formed this union because of that. At the time they were aggressive against us, we wrote to the board, we never got invited. Board never invited us. But, now, board will only hear allegation from a union, then, you suspend. No, it shouldn’t be done. “The 1999 Constitution of the Federal Republic of Nigeria has given people right to associate. That is the basis. Secondly, the 2004 Trade Union Act also said everyone, every staff has right to join any union he chooses. So, we are exercising our fundamental right of joining the union we want,” he added. Also, Theophilus Yiguda, Vice Chairman, National Association of Senior Civil Servants, who led the protest, said: “We are in full support of what the governing council has done. If it hadn’t been for his proactiveness in seeing to this matter, he (Yusuf) would have stolen about N30billion. Surreptitiously, he has

forced the management to sign under the guise of investment, until it got to the attention of the management. We as the union are in full support of this man being suspended by the Council, and he remains suspended”. On his part, Director of Security Agency and Students Relations to the NANS president, Comrade Adeyeye Olugbenga, who was also at the premises said: “We are here in solidarity with the good people of Nigeria who are workers here, who have been under oppression, depression and mismanagement of NHIS. For record purpose, I was former National President of NAPS. And, under the former ES of this great agency, the scheme was running but we observed that since assumption of office of this corrupt element, there has been mismanagement of people’s fund. Unarguably, the voice of people is the voice of God. People are calling for immediate removal or vacation of office of this man. At the same time, I want the presidency to be aware that his is being called to question. If a man is corrupt, all accusing fingers are pointing at that person as a corrupt person. “Our position is this, if by tomorrow, this message is from the NANS president, this man has not vacated this office, we are going to mobile ourselves in thousands to barricade and paralyze this place. “Since this man came on board, the Tertiary Insurance Social Health Insurance Programme (TISHIP), has not been running smoothly. Oshiomhole refutes allegations of plans to remove him as APC chair Tom Okpe, Abuja National Chairman of the All Progressives Congress (APC), Comrade Adams Oshiomhole, has refuted the allegation that some influential stakeholders of the party across the states were planning to pass a vote of no confidence on him. The media had reported on Monday that the national chairman raised the alarm over the plans of certain APC Governors to remove him as the party chairman. UNICEF blames politicians over increasing out-of-school children in Nigeria Says 69% of out-of-school children in Nigeria from Northern Nigeria

The United Nations Children Fund (UNICEF) has said that the high rate of Illiteracy, increase in out-of-school children in Nigeria is politically motivated. Speaking during a two-day day media dialogue to promote equity in education for children in Nigeria, UNICEF Education Specialist, Mrs. Azuka Menkiti, lamented that governance in Nigeria has become a circle of family business where politicians secure the future of their children to the detriment of poor Nigerians. Speaking on the topic: “Gaps in Education Access in Nigeria: a situation analysis and what UNICEF is doing,” Menkiti also attributed inadequacy of funding, lack of teaching tools and modern classrooms, poor numerations and the acute shortage of qualified teachers as factors leading to the fall in the standard of education in Nigeria. She also said that the Multiple Indication Cluster Survey report for 2016 (MICS 2016) had revealed that out of the 11.5 million of out-of-school children in Nigeria, Northern states have the highest rate with an average of 69%. “The latest data MICS 2016 shows that out of the 11.5 million out-ofschool children in Nigeria, 7.5.million (69%) are from the Northern part of the country. North east has the largest numbers of out-of-school children followed by the North West. “With this number, Nigeria accounts for more than 1 in 5 number of outof-school children globally and 45% of this number are from West Africa. Within the huge number of the out-ofschool children, girls are the majority especially in Northern Nigeria. “Education indicators for Northern Nigeria are different from the Southern part of the country,” Menkiti said. She added that the recent security threats to schools in North east Nigeria as well as other parts of the country has contributed significantly to the low and access to education especially for girls in the country. Child Rights Information Bureau, Mr. Olumide Osanyinpeju, said Nigeria’s future prosperity depends on producing children who are well prepared to take their right place in the society. He lamented that unfortunately, a large number of Nigerian children are at risk of deprivations of the basic social amenities. He said: “Most of these children are situated in the rural and hard to reach communities. Majority of them are living in conflict and communities under emergencies, and it has been difficult talking basic amenities to them. “However, effort have been made by government at bridging the gap between the advantaged and disadvantaged groups in the country in the areas of provision of adequate infrastructure and facilities for the disadvantaged groups and hard to reach communities. Government have come to realisation that basic education is an infringement on the rights of the child. All children have the right to better life, an opportunity to survive, develop and reach their full potentials without discrimination, bias or favouritism cannot be over emphasized. “There is a growing evidence that investing in education and protection of the most disadvantaged/vulnerable citizens in education, in this case, children and addressing inequality will ensure sustained growth and stability of any nation “There is need to integrate children, especially those in difficult terrain and other excluded children and focus on equitable distribution of opportunities now as it is a giant stride towards the realisation of the human rights of children”. On his part, Mr. Geoffrey Njoku, UNICEF Communication Specialist, said that if urgent steps are not put in place, “with the 13 million of outof-chool children in five years time, we will have the population that can overthrow the educated”. The programme is supported by the Child Rights International Bureau (CRIB) of the Federal Ministry of Information and Culture in collaboration with United Nations Children Fund (UNICEF).

EFCC secures 172 convictions in 10 months – Magu

The Acting Chairman of the Economic and Financial Crimes Commission (EFCC), Mr. Ibrahim Magu, has disclosed that the commission has recorded 172 convictions from January to date. Magu stated this in Gombe on Monday during an event to mobilise the people to take ownership of the fight against corruption. He said: “As I speak, EFCC has recorded over 172 convictions since the beginning of the year and we expect the figure to improve significantly before the end of 2018.” The EFCC boss emphasised

that every Nigerian should take ownership of the fight against corruption, adding that “this is the right time to act to stem the tide of corruption as the 2019 general election approach. He said: “As we move closer to the general elections where Nigerians will vote for the present government or a new leadership to take control of governance, it is time that we all must be vigilant. “We all must be careful as citizens to ensure that only people with proven records of integrity are elected into offices.” Magu, therefore, called on

Civil Society Organisations (CSOs), religious organisations, and traditional leaders to help in sensitising voters to vote right and not to compromise. According to him, “voters should not fall into the temptation of selling their votes.” He also stated that voters must be educated to realise that their voter cards represent the ticket for their future and healthy living if they use it wisely. In his welcome address, Chairman of NESG, Mr. Asue Oghodalo, commended the efforts of the Federal Government at developing a blue-print for sustainable economic development, but noted that Nigeria had never been short on plans, adding that the challenge had always been execution. According to Ighodalo, the summit recommended that the government should develop a transparent approach to monitoring and evaluation of the ERGP, which must be holistic and harmonized across the respective ministries, departments and agencies. “Our observation is that though the Federal Government has implemented significant aspects of the ERGP, we expect

anyone to flout a court order and in the instant case, it is clear that the respondent (APC) was in grave disobedience to two lawful court orders”, the court held. “It is sacrilegious, ill fated and suicide mission for the Court of Appeal to have departed from various decision of the Supreme Court that any party in contempt of court ought not to be granted judicial discretion and in this matter Court of Appeal is bound to follow Supreme Court final decision,” Justice Nweze held. He said, what is more, refusal of the Court of Appeal to be bound by final decision of Supreme Court is a gross insurbodination.

The apex court therefore nullified and set aside the decision of the Appeal Court delivered on June 21, 2018. The plenary was however thrown into confusion when the embattled deputy speaker rushed for the mace and laid hold to it for over 40 minutes, an aftermath of unfruitful attempt to move a counter motion of impeachment against the speaker. The speaker equally refused to recognise Foly Ogedegbe, who in a counter motion, accused him of embezzling

Meanwhile, it took the effort of the security men, mainly riot policemen, who were stationed at the three entrance gates to the assembly as early as 7 am from stopping the fierce looking thugs armed with dangerous weapons from attacking the anti-speaker lawmakers. EFCC arraigns Fayose over N6.9bn fraud as judge remands him in custody Peter Fowoyo Amidst tight security on Monday, former Ekiti State Governor Ayodele Fayose appeared before a Federal High Court, Ikoyi, Lagos, to answer charges bordering on alleged involvement in N6.9 billion electioneering campaign fraud. Fayose, who arrived the court premises with a pair of blue jeans and multi-coloured shirt at about 8:35am in a white Nissan MV350 bus marked BWR 630 AT, is being prosecuted by The Economic and Financial Crimes Commission (EFCC) alongside Abiodun Agbele on 11-count charge on money laundering/ stealing. By 9:05am, he was docked and the charge was read to him by the court registrar. He pleaded not guilty to the charges. Upon arraignment of the accused, lead lawyer to Fayose, Mr. Kanu Agabi (SAN), informed the court of a bail application on behalf of his client. He told the court that the application had been served on

the prosecution. Responding, the prosecuting lawyer, Mr. Rotimi Oyedepo, confirmed service of the bail application, but told the court that he required time to reply. Justice Mojisola Olatoregun, consequently, adjourned the case till October 24 for hearing of the bail application. Meanwhile, following a plea by Agabi on the temporary remand of Fayose, the court ordered that he be remanded in custody of the EFCC pending bail. According to the charge, on June 17, 2014, Fayose and Agbele were said to have taken possession of the sum of N1.2 billion for purposes of funding his gubernatorial election campaign in Ekiti State, which sum they reasonably ought to have known formed part of crime proceeds. Fayose was alleged to have received a cash payment of the sum of $5million (about N1.8 billion) from the then Minister of State for Defence, Sen. Musiliu Obanikoro, without going through any financial institution and which sum exceeded the amount allowed by law.

He was also alleged to have retained the sum of N300million in his bank account and took control of the aggregate sums of about N622 million which sum he ought to have known formed part of crime proceeds. Fayose was further alleged to have procured De Privateer Ltd and Still Earth Ltd, to retain in the FCMB accounts, the aggregate sums of N851 million which they reasonably ought to have known formed part of the proceeds of crime. Besides, the accused was alleged to have used the aggregate sums of about N1.6 billion to acquire properties in Lagos and Abuja, which sums he reasonably ought to have known formed part of crime proceeds. The accused was also alleged to have used the sum of N200 million to acquire a property in Abuja in the name of his elder sister, Moji Oladeji, which sum he ought to know also forms crime proceeds. According to the EFCC, the offences are contrary to the provisions of sections 15(1), 15 (2), 15 (3), 16(2)(b), 16 (d), and 18 (c) of the Money Laundering Prohibition Act 2011.

NBBF to conduct refresher course for referees, coaches

The Nigeria Basketball Federation (NBBF) is to conduct a three-day refresher course for referees in continuation of its capacity building for key stakeholders in the sport. The President of NBBF, Musa Kida, said on Monday in Lagos that the course was important as it was for the federation to spread its development programmes across board. According to him, the training is to improve outputs from the grassroots. “We cannot get the best out of players in our leagues if we don’t have sound referees and coaches. The relationship between coaches, players and referees is symbiotic. “So, as we focus on improving our output from the grassroots, we also need to pay special attention to our referees and coaches,’’ Kida told the

News Agency of Nigeria (NAN). He said the states, zonal and conference phases of the Total sponsored National Division 2 League was an eye opener on the need for referees to undergo refresher courses to stay abreast of new basketball rules. NAN also reports that to encourage participation, the NBBF has declared the training free for all intending referees for the course sponsored by Total Nigeria in conjunction with the NBBF. Also accommodation will be provided at no cost at the hostel of the National Institute for Sports (NISports) throughout the duration of the training for participants outside Lagos. The event which will hold between Oct. 23 and Oct. 26, will be anchored by two renowned FIBA referees,

Kingsley Ojeaburu and Ogunleye Opeyemi in Lagos. Kingsley Ojeaburu remains the only Nigerian to have ever officiated at any FIBA World Cup for men after he got nominated in 2014. Ojeaburu was also on duty at the 2017 FIBA Africa Cup of Nations for men and 2018 Commonwealth Games in Australia. He was also at the 3rd and 4th windows of the ongoing FIBA World Cup qualifiers for men in Senegal and Tunisia. For Ogunleye Opeyemi (Opra), he was on duty during the FIBA U-17 Women’s World Cup in Belarus, 2017 FIBA Africa Cup of Nations for men. Opra was also at the Window 4 of the ongoing 2019 FIBA Men’s World Cup qualifiers in Tunisia.

Amputee World Cup: First batch of Special Eagles to depart on Wednesday – Fred Edoreh Fred Edoreh, the Fund Raising Coordinator for the national amputee football team known as Special Eagles, on Monday expressed confidence on the likely departure of the first batch of players for the World Cup on Wednesday. Edoreh told the News Agency of Nigeria in Lagos that financial support from individuals and the Super Eagles of Nigeria had been helpful in finetuning the travelling arrangements for the team. NAN reports that Nigeria will participate in the Amputee World Cup organised by World Amputee Football Federation in Mexico from October 24 to November 5.

He said: “The financial support we got from Amaju Pinnick, president of NFF, Super Eagles and a host of others who prefer to remain anonymous have been very helpful. “We are looking at Wednesday for a good number of the footballers to depart since the opening ceremony is holding on Thursday so that they can register their presence.’’ He added that the team’s national camping at Teslim Balogun Stadium, Surulere had gone a long way to get the team concentrated on their preparations for the event as footballers.
