Bank customers with BVN now 33.95m – NIBSS Motolani Oseni, Lagos
Total bank customers with Bank Verification Number (BVN) stood at over 33.95 million as at July 15, 2018, data obtained from the Nigeria Inter Bank Settlement System Plc (NIBSS) has revealed.
This development simply means that 46.7per cent of the 72,696,254 active account holders have registered on BVN initiative of the Central Bank of Nigeria (CBN). But The Daily Times checks showed that Bank customers with BVN in 2017 were 31.4 million, meaning that a total of Continued on page 3

31,426,091 were issued BVN last year. Analysts, however, maintained that the figure might increase further this year as a result of the recent extension of Other Financial Institutions (OFIs) registration by the CBN. As at September 10, 2017, a total number of 30.26 million bank customers were issued BVN as against 29.4 million issued as at June 18, 2017. Early January 2015, a total of about 2.24 million were issued BVN, a year the apex bank commenced the exercise. The CBN in collaboration with banks carried out various sensitisation exercises which had been assisting in driving the stakeholders support for the project. The enrollment is still ongoing at about 5,000 banks locations across the country. As at June 7, 2015, the collaborative efforts in the implementation of the BVN initiative had resulted in the
achievement of over 12.43 million registered customers in the central database. The data from NIBSS website indicated that active account holders had increased by 8.6 per cent to 72,696,254 as at June 2018 from 66,958,728 in January 2018. The data by NIBSS stated that total saving accounts rose by 7.2 per cent to 83,889,676 from 78,252,072 in January. The data noted that total saving accounts holders hit 80,644,171 in March 2018. For current account holders, the data by NIBSS disclosed that banks operating in Nigeria have 24,387,000 total current accounts as at June 2018. Earlier in the month, the CBN released an amended regulatory framework on BVN operations and watch-lists for Nigerian financial system, saying a valid court order is a requirement to have access to a customer’s BVN. The apex bank in a circular to all banks, switches, mobile money operators, payment solution providers, microfinance
banks and others, noted that any requests for BVN information must be accompanied with a court order. The circular signed by the Director, Banking and Payments system department, Mr. Dipo Fatokun, titled ‘Amendment to the Regulatory Framework for BVN Operations and Watchlist for the Nigerian Banking Industry,’ has taken immediate effect. On the amendment, it stated that, “Section 1.6 of the Framework, Eligibility for Access to the BVN which states that, ‘The following entities may have access to BVN information, subject to the approval of the CBN,’ is hereby amended to read thus, ‘the following entities may have access to BVN information, after providing a valid Court Order, subject to the approval of the CBN’. “Consequently, the CBN by this circular hereby informs all stakeholders that the provision of a valid court order is one of the pre-requisites for the release of BVN information to applicants.”

JAMB remits another N7.8bn to FG as examination surplus The Joint Admissions and Matriculation Board (JAMB) has disclosed that it has remitted another N7.8 billion to the Federal Government. The board’s Head, Media and Information, Dr Fabian Benjamin, made this known to the News Agency of Nigeria (NAN) on Sunday in Lagos. According to him, the board has planned to remit the amount as surplus to the Federal Government as was done in 2017. Benjamin said that the amount was the surplus generated from the conduct of the board’s 2018 Unified Tertiary Matriculation Examination (UTME). He said, “However, government in its magnanimity, graciously directed that we remit about N5.6 billion and use the balance for restructuring of the board’s headquarters to meet up with its international status. “We, therefore, want to appreciate the governing board of JAMB led by Dr
Emmanuel Ndukwe for the tremendous support in ensuring that the current administration’s vision of transparency and accountability as fully embraced by JAMB is sustained. “The Ndukwe-led board had, within its short period of inauguration, contributed immensely in some ground breaking innovations. “One of such innovations is the quick remittance of the 2018 surplus. Whatever candidates pay for JAMB’s examination is a trust and must be accounted for. “The board, though not a revenue generating agency, will continue to be judicious with resources at its disposal.” Benjamin said that cumulatively and technically, the board had remitted a total of N15.6 billion in less than two years. “The board is thinking of how to ensure that candidates benefitted from the surplus. Benjamin said that the board was set to acquire cutting edge technology to give candidates the best registration procedure, examination and a more improved selection process. He said the development was similar to the one that was currently being developed by the CAPS initiative. Patrick Okohue As the National Assembly sets to hold a public hearing today on the proposed Nigerian Press Council Bill, 2018, the Nigerian Press Organisation (NPO) has urged the the lawmakers to drop the proposed bill on the grounds that its contents are an almagam of the obnoxious Decree 4 of I984 and the Newspaper Registration Decree 43 of 1993, which are inimical to press freedom and free speech. Besides, the NPO said discussing the proposed bill is unconstitutional as a law suit instituted by it on the same subject matter of the bill is pending at the Supreme Court. It added that entertaining the matter of the bill runs against the principles and tenets of the rule of law and is subjudice in view of which the bill should not have been drafted in the first instance. The NPO, comprising the Newspaper Proprietors’ Association of Nigeria (NPAN), the Nigeria Guild of Editors (NGE) and the Nigerian
Union of Journalists (NUJ), along with other media stakeholders, in a statement after their meeting, noted that the bill is, “for all intents and purposes, draconian and anti-press freedom being an amalgamation of the obnoxious Public Officers Protection Against False accusation Decree No. 4 of 1984 and the Newspapers Registration Decree 43 of 1993, both vestiges of the dark days of military rule and therefore incurably and irreparably bad, being also inconsistent with values of our democratic society.” The statement was signed by the President, Newspaper Proprietors’ Association of Nigeria/President, Nigerian Press Organisation, Nduka Obaigbena; President, Nigeria Guild of Editors (NGE), Funke Egbemode; President, Nigerian Union of Journalists (NUJ), Waheed Odusile; and Chairman, Broadcasting Organisation of Nigeria (BON), John Momoh. Others who signed the statement include the Director, International Press Centre, Lanre Arogundade;
Executive Director, Institute for Media and Society, Akin Akingbulu, and Director, Media Law Centre, Richard Akinnola. Insisting that the bill should be dropped until the determination of the case at the Supreme Court, the NPO noted that the bill seeks to criminalise journalism practise despite the fact the laws of the country already have enough provisions and avenues for seeking legal redress and that the bill smacks of an attempt at undue interference in the operations of the media in Nigeria as businesses registered under the relevant laws of the federation. According to the NPO, “The bill seeks for the Nigeria Press Council to usurp the powers of the courts by assuming extra-judicial powers. “That the bill seeks to incapacitate the media in the exercise of the duties and obligations imposed on it by section 22 of the 1999 Constitution (as amended) to monitor governance and hold government accountable to the

Police dismiss 4 SARS personnel over armed robbery, kidnapping Chris Onuha and Joy Anyim, Lagos
Four operatives of the Special AntiRobbery Squad (SARS), Lagos State Police Command Ikeja have been dismissed by the Assistant Inspector General of Police in-charge of zone 2 command, AIG Adamu Ibrahim. The dismissal of the suspects -Sgt Adeoye Adekunle, Sgt Adenira Adebowale, Sgt Agbi Lucky and Sgt Odighe Hehosa - follows the recommendation of police disciplinary body which was subsequently upheld by the AIG. On the reason for their dismissal, Chukwudi Godwin Odionye (also known as Bishop) had on May 2, 2018 submitted a petition against the errant four SARS officers to the office of the AIG. It was learnt that the petitioner in his petition stated that on June 4, 2017, he was in his house around Alagbado Lagos when the four armed men stormed his house to effect his arrest on the allegation of performing ‘Fake’ miracles. According to a statement by AIG Ibrahim, signed by the Zonal Public Relations Officer, CSP Dolapo Badmos, Odionye stated that after his arrest, he was taken to one hotel at Agege where he was detained and threatened to be killed if he fails to cooperate. Ibrahim said: “The petitioner
explained further that on the following day being June 5, 2017, he was taken to the bank where he was made to transfer N7 million to one of the operative’s account. “On the receipt of the petition, I ordered investigation into the case. On the strength of investigation, it was revealed that no proper police procedure for investigation was followed in Odionye’s arrest and that the four SARS operatives actually abducted the man from his house and unlawfully detained him in the hotel under the guard of the suspects for personal gain.” “With the findings of the investigation, the SARS operatives were found guilty during the orderly room trial for professional misconduct, corrupt practices and discreditable conduct and ultimately dismissed. “They have also been charged to court on criminal charges of armedrobbery, kidnapping, unlawful detention, stealing, intimidation and threatening violence. CSP Dolapo Badmos, who also paraded the suspects, reiterated the AIG’S directive, saying the Force will not tolerate any act of misconduct that undermines the value of international best practices of policing. “Any police officer or men found guilty will not be spared,” she added.

S’Court acquittal: Emir names Saraki 4th Waziri Garin of Ilorin Kehinde Akinpelu, Ilorin The Emir of Ilorin and chairman, Kwara State Traditional Rulers Council, Alhaji Ibrahim Sulu – Gambari, on Sunday, elevated the Senate President, Dr. Abubakar Bukola Saraki, to the position of Waziri Garin of Ilorin, the traditional Prime Minister of the emirate. The elevation which came as a surprise package to the Senate President was announced at the end of a special prayer organised by the Emir over the recent victory of Saraki at the Supreme Court on his case with the Federal Government over allegations of false asset declaration. Turakin Ilorin, becomes the fourth Waziri Garin, succeeding his father, the late Dr. Olusola Saraki, who held the title until his demise in 2012. Announcing the elevation, the Emir said it was in acknowledgement of the Senate President’s passion for the development of not only the emirate but the whole of Kwara State as well as his political exploits that have brought fame to the state, particularly Ilorin Emirate. (2) Without prejudice to the generality of subsection (1) of this section, every person shall be entitled to own, establish and operate any medium for the dissemination of information, ideas and opinions. “At the same time, it also violates Article 9 of the African Charter on Human and Peoples’ Rights (Ratification and Enforcement Act) No. 2 of 1983 to which Nigeria is a signatory and which is now part of the country’s laws. “That the bill through some of its other obnoxious provisions seeks to indoctrinate Nigerians, through the use and misuse of curricula in training of journalists and usurp the powers of the regulatory bodies in the educational sector affecting media training especially the National Universities Commission and the National Board for Technical Education. “That the bill seeks to create the impression that the Nigerian media community
does not take the issues of ethics and self regulation seriously whereas it is a well known fact that the mechanisms actually exist including the Code of Conduct of Journalists in Nigeria, the Ethics Committees of the NUJ and NGE and the recently launched Nigerian Media Code of Election Coverage endorsed by media stakeholders.” While urging the Nigerian Senate to borrow from best practices in other jurisdictions that has expressly provided for and guaranteed press freedom without any form of government interference, the NPO added “that the Senate and indeed the National Assembly should enable the media in the exercise of its constitutional obligations as spelt out in section 22 by passing laws that will promote transparency, accountability and open government such as mandatory delivery of the State of the Nation address by the President and State of The State Address by Governors on specified days of the year.” The NPO also urged the National Assembly to pass a bill, “ensuring by law, Presidential and Governorship Election Debates before elections; complete transparency in election funding including public declaration of sources of election finance by all candidates and political parties and ensuring the integrity of our electoral process.” However, the NPO assured that “as responsible members of Nigerian society, we hereby state without equivocation that the media will continue doing all it can to further promote media ethics, professionalism, transparency, accountability and self-regulation, to ensure that the public interest is served at all times.”

Gov Ortom’s wife holds free medical treatment for VVF patients
Wife of Benue Governor, Mrs Eunice Ortom, has commenced free medical treatment for women suffering from Vesico-Vaginal Fistula (VVF) in the 23 local government areas of the state. The Senior Special Assistant (SSA) to Gov. Samuel Ortom on Administration and ICT, Mr Daniel Gbabo, made this known at the commencement of the outreach on Sunday in Makurdi. Gbabo said that the week-long outreach organised by wife of the governor, in partnership with VVF Centre in Jos, would end onJuly 29. Wikipedia, the free encyclopedia says VVF “is an abnormal fistulous tract extending between the bladder (or vesico) and the vagina that allows the continuous involuntary discharge of urine into the vaginal vault.’’ Gbabo said that Ortom would provide all logistics needed for the outreach, while the centre would provide the drugs and expertise.
He said that the governor’s wife had provided transportation for the patients to enable them to come to Jos for the treatment. The governor aide said that Ortom would also feed the patients throughout the duration of their treatment. ”None of them is going to spend a dime for the treatment that they will receive. ”Many of them are in their present condition because they cannot afford the cost of the treatment and that informed why the first lady stepped in to assist them,” he said. Also, the Programme Director, VVF Centre, Dr Sunday Lengmang, described VVF as an abnormal fistulous tract extending between the bladder and the vagina. According to him, it allows the continuous involuntary discharge of urine into the vaginal vault. Lengmang said that the centre, established 26 years ago, focus on
female genital fistula. He expressed regrets that most women suffering from the ailment were poor and could not afford the cost of treatment. Lengmang also said that the partnership with the governor’s wife would enable the indigent patients to get treatment for the ailment. ”Some women are suffering from the ailment because they prefer to give birth to their babies at home and they go through prolong labour for two days or more. ”Some are in such a condition because of the operation which was carried out on them by quacks in the health profession,” he said. Lengmang assured the women that their challenges would be over after receiving treatment, emphasising that those with complex issues would be taken to Jos in order to give them adequate medical attention.
NRC warns motorists, traders against encroachment on rail tracks The Nigerian Railway Corporation (NRC) on Sunday warned members of the public and traders in particular, against encroaching on rail tracks while doing their businesses to avert accidents. The NRC was speaking against the backdrop of three persons killed at a railway crossing in Lagos on Friday. Recall that three persons were killed while many others sustained injuries after a train hit a commercial bus at Pen Cinema railway crossing. NRC Lagos District Manager, Mr Jerry Oche, said it was regrettable that people had refused to heed the corporation’s warnings on the dangers of trading or driving carelessly on rail tracks.
Gov Bindow condemns report linking him with Atiku’s rally Governor Muhammadu Bindow of Adamawa has described as “malicious and false” an online report alleging that he gave N70 million to organisers of Saturday’s rally in Yola by former Vice President Atiku Abubakar, a presidential aspirant of the Peoples Democratic Party. The politics of insecurity in our nation

The spate of unabated killings in some parts of the country in recent times is gradually undermining the efficacy of our democracy; and, the trend is not subsiding despite outcries and condemnations from different quarters. The situation is getting worse by every passing day and, it is worrisome that all efforts of government towards tackling the menace seem not to be yielding immediate results. Our gallant security personnel have been overstretched (even outside the scope of their conventional duties) in the past couple of years with one crisis or the other springing up intermittently. More worrisome is the fact that the crises have assumed dangerous dimensions as they have been tainted with tribal, religious and political flavours which have tended to causing disunity amongst the people. It is therefore, not surprising that mutual suspicion is now the order of the day. The Christians and indigenes in the affected areas are no longer at ease as a result of the perception that they are the prime target of attacks; while, the Hausa-Fulani Muslims who are seen as sympathizers of the `herdsmen`(the alleged perpetrators) are also not finding things funny. Though, the casualty figures are tilting heavily to the side of the former; the true identities of the perpetrators remained vague and debatable. If at all, they are herdsmen as is generally believed; they are definitely not the `familiar herdsmen`; these ones are people who are out to destroy humanity and their means of sustenance. The latest incident in Plateau State where over 200 people were killed and several properties destroyed is a pointer to a pre-planned and organized operation which could only be carried out by sophisticatedly armed mercenaries. In some of my previous reviews, I
had posited the probabilities of these crises having political undertones considering the timing and similarities with the countdown to the 2015 general elections. Interestingly, this assertion has been attested to by the government with further averment that some corrupt and desperate elements in the society are determined to discredit and halt its anti graft war. Whatever be the case, the onus is on the government to unmasked the perpetrators and bring them to justice with a view to finding lasting solutions to the menace. Thus, rather than apportioning blames, our leaders should be decisive in their responsibilities of securing the lives and properties of the citizenry. This is the time to disregard sentiments and selfish considerations for the good of the nation. There is a need for the collective and conscious efforts of all well meaning Nigerians regardless of their tribal, religious and political affiliations to come together and rally round the government to fighting this wanton destruction of lives and properties squarely. Sadly, cogent and patriotic advices of some of our statesmen and other concerned individuals are being waived off on the basis of sentiments and political differences. In the same vein, members of the opposition are not also helping matters as they are capitalizing on the situation to woo the electorates ahead of the 2019 elections. The tacit justification that the present ruling party also benefited from similar circumstances to ride unto power in 2015 is unreasonably indefensible, because innocent lives are at stake. Unfortunately, the masses have been turned against one another and their latest stock in trade is fighting wars on social media and all available platforms to drum up supports for their different
myopic considerations against the `national interests`. Surprisingly, some top government functionaries are also guilty of compounding the unpalatable situation with their utterances and body language. Many are still basking in the euphoria of the US president`s commendation of our government`s war against corruption without discerning his condemnation of the killings of Christians in some parts of the country. This criticism is an indictment of failure of government to live up to its responsibility of securing the lives of its citizens. It is on record that hundreds of people have been wasted and still counting; so, rather than celebrating nothingness, concrete efforts should be made to bringing the menace to a permanent end. Though, some of us are convinced that this government has been doing a lot in the last three years to move the country forward; these unfortunate incidents are capable of rubbishing all its achievements. Consequent upon the foregoing, the government should be more decisive in its efforts to bringing perpetrators of these crimes against humanity to books to serve as deterrent to others. There should be a deliberate efforts (through the arrests, prosecution and conviction of perpetrators) to disabuse the minds of the people from the erroneous innuendo that the government is tacitly shielding the killers. This will go a long way to neutralizing the mutual suspicions that have pervaded the country and also pave ways for ceasefire. Also, leadership of all the political parties should rise above `partisan considerations` and convoke a joint session to deliberate on the state of the nation and equally release a communiqué to condemn the killings and other vices that are capable of truncating our
democracy. They should also call on their respective teeming supporters and members of the public to embrace peaceful coexistence snd eschew violence and other societal vices. Members of the National Assembly representing the affected areas should be tasked with the responsibility of liaising with stakeholders in their constituencies to unearth the root causes of the crises and making formal and all encompassing recommendations to the relevant NASS Committees for follow up with the Nigerian Police and other security outfits for further actions. Also, all security operatives should maintain highest standard of professionalism and be apolitical in the discharged of their duties to avoid improper conducts and the insinuations of conspiracy and partiality. The Editors Guild and other relevant bodies and associations should also ensure thorough monitoring of the activities of print and online media towards ensuring that they strictly adhere to the ethics of the profession to forestall being used by unscrupulous elements to causing disunity amongst the people and destabilize the nation. Provocative, inciting and, unguided reporting should not be condoned. Finally, the people should endeavour to desist from hate speeches and the throwing of tantrums on social media and other platforms. Rather, we should imbibe the habit of engaging in constructive criticisms and objective discussions to proffering workable solutions to ending the killings and other vices in our country. We should be our brothers’ keepers and always report suspicious people and movements to the relevant security agencies. I am convinced that, if the above recommendations are strictly adopted; there would be light at the end of the tunnel.

Politics is an activity for promoting the public interest, according to Greeko- Romanian conception of politics. People go into politics for three reasons: 1. To serve selfish interests, 2. To serve communal or tribal interests and 3. To promote public interests. According to the above quoted Biblical injunctions, GOD changed the Israelites about the qualities of characters to look out for whenever they wanted to move out from Theocracy to Monarchical form of government or Democracy. God sternly frowns against characters who might want to vie or go into public office mainly to pursue or promote their selfish interests at the expense of pursuing or promoting public interests. God specifically warned against voting for people or choosing characters who may go into public office to amass wealth for themselves at the expense of the masses. This group of
people got into public offices through deceits, manipulations and giving of empty promises to the Electorate. And sometimes they perpetuate themselves or elongate their tenures in office through the use of coercive force of the State machinery to subvert the collective will/choice of the people. Unfortunately, there is the preponderance of this group of politicians in the Developing World of most African and Asian countries. Some of these rulers/public office holders sometimes looted their nation’s treasuries into economic recession as it happened in Nigeria, Zimbabwe, Indonesia, and several other developing countries where the political elites are richer than their States. This is the category of people in any given society that the Ancient Greek Philosophers called the Idiots. The Greeks called them Idiots not because they are mentally deficient or retarded, but because they are totally self – centered and totally selfish persons They are always out for their personal gains or their personal interests. They have no public philosophy, no knowledge, no skill, no character and no virtues to be able to live and contribute in a flourishing society and community. They are all out for their personal interests and their personal pleasures. According to the Greek Philosophers, the Idiot is just an upgraded barbarian. Still quoting the ancient Greek Philosophers, Dr. Kethoser Kerichusa in a recent public lecture called the second group of people in any given society the Tribes people who go into politics to pursue and promote the interests of their communities, tribes or religions against the public interest. These are people who have tribalistic mentality. They are not able to think beyond their small tribes or small
groups. Their only and ultimate allegiance is to their tribes. Their tribe is their god and their religion is tribalism. The Tribe people, according to the Greeks, are always afraid of things that are different to them. They are always suspicious and fearful. They always dealt with different people at difficult times with intimidation, with force and with finance. The ideal person for the tribe people is the “Warrior”, because tribes people are war – making people. This particular second class of people also typifies the kind of political elites that abounds in most African and Asian societies. Lastly, the third category of people who go into politics in any given society are those who seek public office to pursue and promote public interests. And this is the group of people called the Ideal – class whom the Greeks termed as the Citizens. They are not called Citizens in a legal or a political status. The Citizen, according to the Greeks is someone who has the skills and the knowledge to live a public life- someone who is able to live a life of simplicity. The Citizen recognizes that he or she is a member of the commonwealth that strives for the common good. The Citizen knows his or her rights in a society and at the same time he/she knows his/her responsibilities to the society. The Citizen can fight for his/her rights but always with an awareness of and with the respect of the rights and interests of others, of their neighbours and of the smallness of the minorities. It is the Citizens, according to the Greeks that made and make-up of civilized societies because the Citizens settle their differences with civility and so they produce a civilized society- a society that truly lives up to the true meaning of the name Society. Society,
according to Dr. Kethoser Kerichusa, literally means friendship and friendliness. And so as we approach the forthcoming gubernatorial elections in Ekiti and Osun states later this year and the general elections in the first quarter of 2019, the choices enumerated above are open for the Nigerian electorate to make. If we continue to do our business as usual, we will continue to get the same results. But if we choose to break out from our idiotic and tribalistic cocoons and choose to be the ideal persons called the Citizens in a civilized society, we shall begin to get better results and commensurate dividends of good governance. This is the holistic way to put an end to frequent cases of inter – ethnic rivalries, betrayal of public trusts, looting/mismanagement of public funds and corruption in every facet or form. As for me, I choose to be a Citizen and wish to vote for fellow Citizens with a hope to make up a Civilised society called Nigeria. How about you? Joshua, the good successor of Prophet Moses who led the Israelites to their Land of Promise in his valedictory words charged the children of Israel to make their own choice between good or evil. “…but as for me, and my house, we will serve the LORD”, declared Joshua to the Israelites (Joshua 24:13-17, KJV). We sincerely hope that the ongoing political process and realignment of forces will throw up the Ideal persons the Citizens so that the Nigerian electorate can have an option of voting them into power for our society to accelerate its pace/ strides as we march in the direction of our own Canaan land. Editorial Commentary Reality of life of integrity in Nigeria (1) Times Guest Colunmist Femi Falana The reality of a life of integrity is a mirage in any country where the majority of the people have been sentenced to a life of poverty. To ensure that the people of Nigeria live happily, honestly and decently the Government shall harness the resources and promote national prosperity by controlling the national economy. Accordingly, the economic system is not operated in such a manner as to permit the concentration of the national wealth or the means of production in the hands of a few people or a group. Since the primary purpose of government is to guarantee the welfare and security of the people the State shall direct its policy towards ensuring that suitable and adequate shelter, suitable and adequate food, reasonable national minimum living wage, old age care and pension and unemployment and sick benefits as well as the welfare of the physically challenged people are provided. The Constitution has imposed a duty on the Government to eradicate corruption and abuse of office. To this effect the mass media shall promote public accountability and transparency in the affairs of the government. All citizens are required to assist the law enforcement agencies in the performance of their duties. In Dododo v. Economic and Financial Crimes Commission(2013) 1 NWLR (PT 1336) 468 the Court of Appeal held that every citizen is under a legal obligation to report allegations of corruption to the anti graft bodies. Once corrupt public officers are exposed while public funds are channeled towards infrastructural and human capital development the Nigerian people will be in a position to live a life of integrity. But if citizens are poor, frustrated and disenchanted they will engage in criminality to the detriment of law and order in the society. The aforementioned duties of the government and the rights of citizens to live in prosperity and happiness have been outlined in Chapter 2 of the Constitution. However, successive governments have failed to carry out their constitutional responsibilities to the people due to alleged lack of resources. It is our submission that the resources of the nation have been concentrated in the hands of a few people and groups by the government. Mr. Bill Gates, the co-chair of Bill and Melinda Gates Foundation was a guest of the federal government at the recently concluded expanded meeting of the National Economic Council in Abuja. In his well-publicised address at the forum Mr. Gates criticised the neo-liberal foundation of the economicprogramme of the Government of Nigeria. While reeling out facts and figures on the state of underdevelopment of the nation the
special guest made a strong case for increased investment in the welfare of the Nigerian people by all the chief executives of the federal and state governments. In particular, he urged the governments to make the people the corner stone of its economicprogramme by investing in education, health and other social services. Not a few people including some former public officers have commended Mr. Gates for speaking truth to power! But far from it, the speech was a friendly admonition to the members of the ruling class in Nigeria. Having invested $1.6 billion in promoting the health of the most vulnerable segment of the population since 2006 the locus standi of Mr. Gates to challenge the economic programme of the Government cannot be questioned. Gates has put his money where is mouth is, as they say. His solidarity message was a critical commentary on the economicprogrammes of the previous and current governments which have abandoned the welfare policies enshrined in the Fundamental Objectives and Directive Principles of State Policy embodied in the Chapter II of the Constitution of the Republic. Therefore, Mr. Gates’ criticism of the economic programme of the Buhari administration is valid for all the economic programmes of the previous governments, which have handed over the national economy to market forces at least in the last 35 years. It is, therefore, the lack of proper appreciation of the ideological thrust of the message that has led some commentators to conclude that Mr. Gates has merely criticised the Economic Recovery and Growth Plan (ERGP) of the current administration. But contrary to such reductionist distortion, Mr. Gates’ speech is a summary of the struggle, which has been relentlessly waged by progressive forces against the anti people’s policies of successive governments in Nigeria since the Structural Adjustment Programme (SAP) was imposed on the nation by the Ibrahim Babangida military junta. Even the World Bank and the International Monetary Fund (IMF) which didn’temphasise the social costs of adjustment in the 1980s are now subtly drawing the attention of government to burgeoning poverty, which is a consequence of their socially ruinous policies. It is unfortunate that some of those involved in economic management are still enamoured with neo-liberalism, which callously discounts human welfare policy mix. But when the IMF and World Bank caution against poverty, our market forces fundamentalists in policy chambers should at least be worried over their policies which do not make education and healthcare as priorities.

Okorocha, Madumere and matters arising
F
or the past nine months now, the media has been dominated with the political face-off between Imo State Governor Rochas Okorocha and the Deputy Governor, Prince Eze Madumere and their irreconcilable differences. The relationship of the two friends began crumbling following the resolve of Madumere to succeed Okorocha after many years of service. But the intrigues that have trailed Imo State politics since the entrance into the race of Mr. Uche Nwosu, Okorocha’s son-in- law, have changed the permutation. Okorocha had at different fora, described his deputy as “most trusted lieutenant for the 25 years of service. Among Madumere’s political sins was his alleged connivance with the former National Organising Secretary of the All Progressives Congress (APC), Senator Osita Izunaso, to seize control of the party during the congresses held in May this year. Madumere’s refusal to back down triggered the cold war that presently rages between both camps. Though the Deputy Governor has continued to deny insinuations that he is out to engage Okorocha in a political duel, facts on ground indicate that the governor’s men have removed the gloves. Sources said Madumere had largely been shunted to the background, his office underfunded while the governor’s sonin- law and Chief of Staff, Uche Nwosu, running the Government House, calling shots at every turn. Following deepening mistrust and disagreement between Okorocha and Madumere, the latter has moved out of his official residence, the Deputy Governor’s Lodge. But Okorocha had advised Madumere to shelve his governorship ambition and run for Imo East Senatorial seat while his son-in- law, Nwosu, goes for the plum job instead. That advice Madumere turned down, insisting he was qualified to run for the governorship of Imo State. As the faceoff continued to rage, a move to impeach the deputy governor has been launched following the constitution an ad-hoc committee of gross misconduct leveled against him by the state House of Assembly. The six-man committee, which has Hon. Kenneth Ibeh, (Obowo state constituency), as Chairman is expected to report back to the House in seven days. To this end, the embattled Madumere has dragged the Chief Judge, Justice Paschal Nnaji, the Speaker, Imo State House of Assembly, Hon. Acho Ihim and the State Assembly to court to quash the planned impeachment initiated by the lawmakers. Following the planned impeachment, obviously angry protesters took over the streets of Owerri, the state capital. They
leveled unprinted accusations against Okorocha, including masterminding what they perceived as”Kangaroo charges against his deputy”. They accused the lawmakers of being mere rubber stamp in the hands of Okorocha who controls the House as personal estate, without reference to the feeling and aspiration of the citizenry. We are of the opinion that the action Imo State House of Assembly in the ongoing impeachment process against Madumere, which is political in nature, must follow due process. The lawmakers must realise that Nigerians and the whole world are watching them. They must follow the impeachment process as enshrined in Section 188 of the 1999 Constitution (as amended) to the letter. Otherwise they will realise later in the day that their action is illegal and unconstitutional. The Supreme Court verdict over removal of any governor is instructive for the Imo State House of Assembly. A word is enough for the wise as the Imo Assembly seems to be walking in the same previous illegalities by their fellow lawmakers which Supreme Court declared as a nullity, illegal and quashed with warnings to lawmakers to desist from lawlessness and impunity. Time will tell if the lawmakers can walk the talk in the days ahead.

Ekiti workers give Fayose 14-day Short News ultimatum over 9 months unpaid salaries Buhari condoles with victims of Gbenga Sodeinde, Ado-Ekiti Following the several months of unpaid salaries and arrears being owed the workers in Ekiti State, they have issued a 14-day ultimatum to Governor Ayo Fayose to pay all arrears of salaries and pensions of retirees. Acting under the aegis of Ekiti State Organised Labour, they said the Fayose government must clear all arrears of workers’ entitlements before a new government takes office on October 16. The workers’ demands were contained in a bulletin issued on Saturday which was sighted by our correspondent yesterday. Their demands also include payment of over seven month’s deduction, nine month arrears to local government workers and primary
school teachers. They also advocated for payment of 11 months and six months pensions to local and state government pensioners respectively. The bulletin reads: “Workers in the public service of Ekiti State have been suffering over the years with nobody to rescue them in relation to payment of salaries, pensions and other benefits. “The import of this is that the condition of service of an average worker in Ekiti is deplorable or poor despite the huge funds allocated to Ekiti State from the Federation Account between 2014 to date. “In view of the present development in the state occasioned by the result of the governorship election, it has become necessary to assess the implication on welfare of workers visà-vis the arrears of unpaid salaries. “In order to avoid a situation whereby the incoming government may wish to foot drag on the payment
of the arrears of salaries on the premise that the organised labour was inept to the payment of same by the outgoing government thus amounting to huge financial burden on the new government. “The state government is hereby given a 14-day ultimatum to meet these demands.”

President Muhammadu Buhari has sent heartfelt commiserations to the victims of Jos market fire which destroyed more than 200 shops. The President said he was “devastated by the scale of economic losses suffered by hard working and ordinary Nigerians who believe in selfreliance to support themselves.” According to him, “With profound sense of empathy, I am touched by the large scale economic losses suffered by the victims of this fire disaster. The role of these enterprising Nigerians in the economy of our country cannot be underestimated,” the President added. Buhari said he was worried that the latest fire disaster at the Jos market was the third in less than 10 years. The President, on Sunday, through his Senior Special Assistant on Media and Publicity, Garba Shehu, also appealed to the local authorities concerned to take every necessary measure to forestall frequent fire incidents.

CIS pledges to work with SEC on Capital Market Studies Joseph Inokotong, Abuja The Chartered Institute of Stockbrokers (CIS) has pledged to work with the Securities and Exchange Commission (SEC) in its desire to infuse Capital Market Studies (CMS) into the curriculum of schools in the country. Already, the apex regulator of the Nigerian capital market, is developing a curriculum on capital market studies as part of the financial literacy programme, Which is geared towards boosting investment education. President of CIS, Mr. Dapo Adekoje made the pledge during a meeting
between CIS and Management of SEC in Abuja. Adekoje commended the SEC on its investor education initiatives and assured that the Institute was willing to support any programme that would help deepen the market. According to him “We have visited some schools and realised that most students do not have elementary knowledge of the capital market. We believe that if Nigerians are aware early in life of the benefits of investing in the capital market that will increase percentage of participation and also help to deepen the market”. The 10 year Capital Market Master Plan requires SEC to inculcate the culture of financial literacy and specifically to introduce Capital Market Studies (CMS) into curriculum at all levels of education and to encourage CMS as a degree programme in the tertiary institutions.
The Chairman, Senate Committee on Police Affairs, Sen. Abu Ibrahim, says the fear of indiscriminate arrest and detention by state governors may kill passage of the State and Community Police Bill. Ibrahim, who made this known in an interview with newsmen in Abuja, said the bill which had passed first reading in Senate, may not get two third majority to allow for a third reading and passage. He said that while lawmakers from some parts of the country may vote in favour of the bill because of their control system, others may not for fear of abuse. “My fear is the required numbers. The disagreement between the national assembly members and governors may kill it. “This is because I know many senators and House of Representatives members think that if state governors get state police, they can trample on them, arrest and detain them,” he said.

Governor of Borno and Chairman, Northern States Governors’ Forum, Kashim Shettima, travelled from Maiduguri to Katsina State on Sunday on a condolence visit to the family of late Ibrahim Coomassie, former Inspector General of Police who until his death, was Chairman of Arewa Consultative Forum, a body of elders from Northern Nigeria. Shettima had previously sent a message of condolence on behalf of all 19 Governors in the north before he followed it up with a personal visit. Obiano visits DMGS, promises aesthetic works in Onitsha Stories by John Ndu, Awka Anambra State Governor, Chief Willie Obiano, has promised to deploy modern knowledge of aesthetics that will beautiful the state to have international accoutre. Governor Obiano stated this during his visit to Dennis Memorial Grammar School (DMGS) roundabout, Onitsha to inspect the remodeling of the roundabout. The project which was designed and executed by the Commissioner
for Environment, Architect Mike Okonkwo, also include the recovery of a burnt filling station located near the roundabout where trees will be planted. During the inspection visit, it was observed that the roundabout had been beautified with five gigantic elephant tusk-like sculpture works and the erected statue of former President, Late Dr. Nnamdi Azikiwe, who hailed from Onitsha. Governor Obiano during the inspection visit said the project when completed, would be a delight both in the day and at night as it would be fully installed with lights.
The Commissioner for Environment, Architect Mike Okonkwo said Governor Obiano had determined to transform the state to make it a tourist state in Nigeria. He said the monument was in line to celebrate the Zik of Africa, who contributed immensely to the nation. Also, the member representing Onitsha North 2 Constituency, Hon Edward Ibuzo, observed that the present administration had done beyond imagination. Ibuzo promised to continue supporting the present administration to finalise its plan in making Anambra the Dubai of Nigeria.
Forget lavish birthdays now, Peter Obi tells students The former Governor of Anambra State, Mr. Peter Obi, has counselled students of secondary and tertiary institutions to shun the craze for celebration of birthdays and similar social events now and concentrate on their studies. He gave this advice during his interaction with the students of Holy Rosary College, Nsugbe - one of the schools slated to share from his 57th birthday gifts. Obi had requested those who intended to give him birthday gifts to monetise such gifts, which he would donate to deserving schools and for other activities that would contribute positively to society. Obi, who presented a cheque of N1 million to the College for continued infrastructure support, said he was not against celebrations per se, but that at their current stage in life, what should be uppermost in their minds was how to succeed in the future and not how
to celebrate birthdays and the like that would not add any value to their lives now. “I am here today to celebrate with you. I could have thrown a big party and call the whole world, but I said to myself: ‘What would such indulgence add to my life and those of the people around me? After selfquestioning, I requested all those that planned a lavish celebration for me to rather give me the money so that I will donate it to schools. This way, I am happier, because I have used my birthday to enrich humanity rather than to drink and engage in other fleeting pleasures”, Obi said to the students. Obi thanked the school authorities for their efforts towards wholesome development of the students and encouraged the students to remain focused and prepare their minds for future contributions to society. What was the motive behind the rooting of APGA in the UK? Myself and other Igbo sons and daughters in London, Ireland and other parts of UK deemed it right enough to support the party under the leadership of our political father and Ikemba Nnewi, the Dim Chukwuemeka Odumegwu Ojukwu, and spread the message of APGA across board with a view to mobilising support for the party, which has a passion for the progress of Ndigbo. We mobilised support for the party and for Anambra State government under the party. At one point, we attracted learning materials mostly books for primary, secondary and tertiary institutions to the government of Anambra State to boost education in the State among other things we did.

The experience that I have gathered on my sojourn to the UK and in all courses and positions that I mentioned earlier give me an edge and I believe I am more exposed and more qualified among all other aspirants from my constituency. How much do you know your constituency? What could come out as the main challenge facing your constituency or constituents and how do you intend to salvage them? I am the SSA to the

The committe members will report the challenges facing the towns at the town hall meeting. I believe that with what we receive at Abuja for our constituency projects, there must be a solution to the problems. People are facing many development challenges. In my constituency, the major challenge is erosion menace and infrastructure and I can attract the people that will assist my constituency to solve the problem. I am aware that we need construction of more access roads in rural area where we have famers to enable them transport their farm produce to the urban areas and the cities and I am sure I will impact on the roads. Ahead of 2019 general election, where would you like Ndigbo to pitch their tent? APC or PDP coalition with R-APC and 37 other political parties? Ndigbo should pitch their tent with APGA and then use APGA to negotiable interest from the bargain of 2019. You have to start somewhere. Ndigbo should start with APGA by giving the party block votes in 2019 and make sure that the Senators and Reps from the South East zone are all elected under our great party. The South East stands a better chance to push for dividends of democracy at Abuja if we have Senators and Reps under APGA in the National Assembly. APGA stands as the best option for Ndigbo. APGA bequeaths Ndigbo the original political nomenclature as the progressives we are. And going by the manifesto of our great party, Ndigbo won’t do badly if we decide to throw our weight behind it. So, my position is that Ndigbo should pitch their tent with APGA and use the party as a starting point or rallying point and then use it to go for negotiations into the mainstream of the national game.

Managing Director/Chief Executive, Nigeria Deposit Insurance Corporation (NDIC), Umaru Ibrahim has advocated quality education as the panacea to violence and insecurity in the country. The NDIC boss made the remark in a keynote address to the 15th graduation ceremony of Zaria Academy, Shika, Kaduna State. At the event, a science laboratory built and equipped by the corporation was formally commissioned as part of its corporate social responsibility initiative. While lamenting the upsurge in violent crimes and other challenges of insecurity especially among youths in the country, Ibrahim expressed the belief that the situation could be attributed to poor and weak educational system. Dangote Cement records N113.16bn profit in H1 Motolani Oseni Dangote Cement Plc has announced N113.16 billion profit in the first six months ended June 30 2018, an increase of three per cent from N109.7 billion reported in the first six months of 2017. The group profit before tax also increased by 19.3per cent to N185.5 billion in six months of 2018 as against N155.58 billion recorded in six months of 2017. total cement sales up 13.9per cent, drives 16.9per cent increase in Group revenue. The Africa’s largest cement producer, announced N482.4 billion revenue from N412.7 billion reported in prior first six months of 2017. The Group Earnings Before Interest, Taxes, Depreciation and Amortization (EBITDA) rose by 20.8per cent to N246 billion while Nigeria’s EBITDA was up by 19.3per cent to N226.9billion in six months of 2017. NDDC begins construction of Akwa Ibom permanent office The Niger Delta Development Commission, NDDC, has commenced the construction of its permanent office complex for Akwa Ibom State, following the ground breaking and foundation stone laying ceremony for the project. The NDDC Managing Director, Mr. Nsima Ekere, who performed the ceremony in Uyo, said that the Commission was determined to complete all its state offices in the Niger Delta region. He said: “The project will be completed expeditiously in line with our policy that each state office complex is completed and put to use before the end of the tenure of this current board. This will help us to channel the resources being invested on rented apartments into our core operations and mandate of providing infrastructure to improve the living conditions of the people of the region.”
Ekere said that when the current board assumed office nearly two years ago, it discovered that NDDC’s head office and state offices across the region were occupying rented buildings. He observed: “Aside from the huge amount of funds spent on these rented properties, the Commission has to contend with inadequate office accommodation for the teaming workforce and the huge work profile it has to contend with in fulfilment of its mandate.” The NDDC boss said that the Commission found the scenario very unpleasant and immediately swung into action to reverse the ugly trend. We’ll strive to have successful rerun of Imo congresses – Senator Gaya charge of all the roads in the country. And I believe we have done a lot and PMB has done so much on road sector. The 2014 budget was less than N28bn for roads. PMB moved to N200bn in 2016 and 2017, almost N300bn and 2018, almost N500bn on roads. Now you could see the progress coming strongly on roads and some of the roads are completed. We’ll look at it and make sure we do justice to it.
Kabiru Gaya, a former governor of Kano State is the Senator representing Kano South. He was recently at the National Secretariat of his party, the All Progressives Congress (APC), Abuja and he spoke with reporters on salient issues in the party, National Assembly and the Country. I was invited to the Secretariat for the inauguration of our committee who are to re-conduct the local government, ward and State congresses in Imo State. I believe we have to go by what the court has directed and I think we’ll continue in that line. Hence, we are going for the congresses and we intend to do it peacefully, carry everybody along. We hope to have peace and stability in Imo State. Therefore my essence is to go and represent my party, so that we can enhance the position of our party in that state. How do you intend to balance the controversy between the Okorocha and Izunaso groups regarding the last congress? Well, I hope and believe that by the time we are through, there wouldn’t be serious complaints from both factions. I have been in politics for years. I left government house 27 years ago as a governor. Therefore, with the little experience God has given me, we’ll try, with the members of the team, to do our best. We hope by the end of the day, we’ll be successful. Nothing in life will have 100% perfection. We’ll do our utmost best to get more praises than accusations. How do you assess the direct primary election option in Osun State? You know we passed the Electoral Act in the last Senate with some few amendments to it. We had some heated debate in the NASS on which way is better. But the court clearly says that the party has the right to chose whether direct or indirect primaries. So it is left for the parties to decide. Initially we wanted to make it a law that should be direct because most of us are supporting direct primaries. I went through direct primaries in 1991. On

But it depends on the party. If the party decides to say that it will be indirect, fine, we’ll walk the indirect. So we’re doing our utmost best to work together as a team. But if the interest of the person staying with us is to run as a president, there’s no vacancy for that. Our vacancy, it is PMB. Bauchi PDP chairman urges party to pick its presidential candidate from North West Patrick Okohue The Bauchi State chairman of the Peoples Democratic Party (PDP), Haruna Saeed has commended the loyalty and commitment of a frontline presidential aspirant of the party, Kabiru Tanimu Turaki, SAN, to the party, especially during its crisis. The chairman was speaking at the party’s secretariat in Bauchi where Turaki had gone to consult with delegates and other members ahead of the party’s presidential primary. According to a statement by Sola Atere, Director, Media and Publicity, Kabiru Tanimu Turaki Presidential Campaign Organisation, Alhaji Haruna Saeed recalled that the aspirant who is a Senior Advocate of Nigeria mobilised lawyers to fight the case of the party at the Supreme Court, besides spearheading other members to fight for the stability and survival
of the party. The state chairman who noted that presidential aspirants from different zones are jostling for the party’s mandate said that it makes a better political judgment for PDP to have its candidate from the North West zone where President Muhammadu Buhari, the likely APC candidate, comes from. “They both can test their popularity there,” he said further, “while the PDP stands a good chance of defeating him in other zones which are manifestly disenchanted with his misgovernance of the country. We in Bauchi State PDP and indeed the North East are united and will provide the necessary cover for such a candidate,” he stressed. In both states, Turaki had outlined the solutions which he would provide to restore Nigeria from the problems of nepotism, insecurity, poverty, disunity and economic strangulation unleashed on the people by the APC government which he described as incompetent and clueless. Nigerians needed to get out of APC’s ‘One Chance’ vehicle or ship that is sinking, he advised. He further advised Nigerians to transfer their anger borne out of hunger into using their Permanent Voters Cards to vote APC out of power in 2019.

Spanish Supercup to take place in Morocco
The Spanish Supercup will be held outside Spain for the first time this year after the RFEF confirmed plans to stage the match in Tangier, Morocco. La Liga and Copa del Rey champions Barcelona will take on Sevilla, the cup runners-up, in the traditional curtain raiser for the season on Aug. 12, with a kickoff time of 9 p.m. CET at the 45,000-capacity Tangier Stadium. Sevilla had rejected the proposal made by both Barca the federation (RFEF) to play the Supercup as a single
game and instead wanted a two-legged affair as it has always been the case since the competition’s creation in 1982. With no agreement reached between the clubs, the RFEF’s executive committee ruled that the final should be played as a one-off game. “It has been a unanimous decision made by the committee to play the Supercup as a single game on August 12 on a neutral ground,” RFEF president Luis Rubiales had said in a news conference this week. “The most likely venue will be Tangier [Morocco].

Ikouwem Udoh: Flying Eagles were condemned to beat Mauritania Nigeria U-20 team captain, Ikouwen Udoh, is excited that the Flying Eagles are through to the 2019 African Youth Championship to be hosted by Niger Republic after defeating Mauritania 5-0 in the second leg final qualifying round in Lagos on Saturday. Nazifi Yahaya scored an hat-trick while Afeez Aremu and Wasiu Alalade also got on the scoresheet to seal an emphatic win for Nigeria. Udoh admitted that the team had their back against the wall following their 1-1 draw in the first leg in Mauritania. “We had no choice other than to beat Mauritania in Lagos after we played a draw in the first leg. Arsenal demand £22.3m from Lazio for Alex Iwobi
Arsenal are open to selling Nigeria winger, Alex Iwobi, to Italian outfit, Lazio for £22.3 million.
Iwobi, 22, still has two years on his current contract with Arsenal but the Gunners, according to a report in Italian outlet II Messaggero, are willing to let him leave if Lazio meet up with their valuation. Lazio are looking for a replacement for Felipe Anderson who recently linked up with English Premier League club, West Ham United and see Iwobi as the perfect player to fill the void. Widespread condemnation of Mikel Obi over father’s abandonment story There is an ongoing widespread anger and condemnation of John Mikel Obi over a story published Weekend by a national newspaper in which his father alleged that the Nigerian and former Chelsea football star now playing for a Chinese side, Tianjin TEDA, has long abandoned him without even a phone call for five years now Mikel had drawn public sympathy after Nigeria was defeated by Croatia in the just concluded FIFA World Cup tournament when he claimed that he was demoralised by the news of his father’s kidnap few hours before the all-important match in which Nigeria was trashed. Appearing emotional traumatised Mikel had claimed that the call and information of his father’s abduction hunted him while he tried to concentrate on the field throughout the period of the match adding that it was his love for Nigeria and the need not to discourage both the coach and his team mates that made him endure such harrowing burden while the match lasted. But his father, Pa Obi told the newspaper in an exclusive interview that Mikel has not bothered to see or call him for the past five years for reasons he is not aware of, adding however that their relationship is fraught with “issues” which he has made several attempts to “fix it” to no avail. According to the report, Mikel’s father who has been kidnapped twice said he is a target of kidnappers because they believe he has access to the money his son is earning.. “Isn’t that why kidnappers are targeting me? Because they think the money he makes, he ships it to me to make investments,” he was quoted to have said. “It is an issue, but we don’t know what to do. It’s over five years now without a phone call from him to me. But he communicates with his mother. There is nothing I have not
