Statutory Allocation in two years was disbursed to Federal Government, while a total of N96.37 billion generated from Value Added Tax (VAT) was also disbursed to Federal Government in two years. A further breakdown of the amount disbursed to the Federal Government includes N43.4 billion as Nigerian National Petroleum Corporation (NNPC) refund to FG and the distribution of N152.65 billion from the foreign exchange equalisation fund. According to the report for 2018, “The FAAC disbursed the sum of N3.19 trillion to the FG in 2018 while states received a total of N4.84trillion within the period under review. “The amount disbursed to the FG comprised of N2.12 trillion as Net Statutory Allocation, N156.98 billion as VAT, N10.66 billion as NNPC refund to FG and the distribution of N128.41 billion from the foreign exchange equalisation fund.” For 2017, the report noted that FAAC disbursed the sum of N2.38 trillion to the Federal Government in 2017 while states received a total of N11.81 trillion within the period under review. “The amount disbursed to the FG comprised of N2.12 trillion as Gross Statutory Allocation, N139.39 billion as VAT, N32.74 billion as NNPC refund to FG and the distribution of N24.24 billion from the foreign exchange equalisation fund.” The Bureau explained that the amount disbursed to the States for 2018

comprises of N2.27 trillion as Gross Statutory Account, N532.74bn as VAT, N8.64 billion as NNPC refund to FG, N824.64 billion as Exchange Gain distribution, N4.08 billion as Excess Bank Charges and the distribution of N103.36 billion from the foreign exchange equalisation fund. “Akwa Ibom and the Rivers States received the highest allocation of N424.93 billion and N394.17 billion respectively in 2018 while Osun and Ekiti States received the least allocation of N61.62bn and N77.35 billion in that order,” the report by NBS disclosed. The NBS report disclosed that amount disbursed to the States in 2017 comprises of N10.74 trillion as Gross Statutory Account, N474.44 billion as VAT, N32.74 billion as NNPC refund to FG, N112.40 billion as Exchange Gain distribution, N76.99 billion as Excess PPT Savings Accounts, N261.62 billion as Excess Bank Charges and the distribution of N17.55 billion from the foreign exchange equalisation fund. “Akwa Ibom and Rivers states received the highest allocation of N1.19 trillion and N868.83bn respectively in 2017 while Osun and Kwara States received the least allocation of N188.19 billion and N195.59 billion in that order,” the report explained on 2017 total amount disbursed to states. In a report, the Director, Communications & Advocacy of NEITI, Dr. Orji Ogbonanya Orji, last year said: “Total FAAC disbursements in the third quarter of 2018 amounted to N2.28 trillion representing a

17.6 per cent increase over the N1.938 trillion disbursed in the first quarter of 2018 and 13.5per cent higher than the N2.008 trillion disbursed in the second quarter of 2018.” “It is interesting that with the exception of July, the lowest amount disbursed so far in 2018 is higher than disbursements in all other months in 2016 and 2017.” Stressing further, Orji revealed that “the breakdown of the disbursed sums for 2016, 2017 & 2018 shows that the disbursements in the third quarter of 2018 (N2.28 trillion) were 31per cent & 18per cent higher than disbursements in the third quarters of the last two years”. The report also highlighted that the last time total disbursements exceeded the N2.5 trillion mark was in the second quarter of 2014 (N2.510 trillion). While the Federal Government’s receipt of N904.8 billion in the third quarter of 2018, was 11.3per cent and 7.8per cent higher than the amounts received in the first (N812.8 billion) and second (N839.5 billion) quarters of 2018 respectively. “The amount disbursed to states represented an increase of 5.1per cent over the N683.5 billion disbursed in the first quarter and an increase of 3.8per cent over the N692.1 billion disbursed in the second quarter. For LGCs, the amount received was 9.8per cent and 7.5per cent higher than the respective amounts of N393.4 billion and N402.1 billion received in the first and second quarters,” the report stated.

President Muhammadu Buhari has assented to the Discrimination Against Persons with Disabilities (Prohibition) Act, 2018, prohibiting all forms of discrimination on ground of disability. The Act imposes fine of N1 million for corporate bodies and N100, 000 for individuals or a term of six months imprisonment for violation concurrently and guarantees right to maintain civil action for damage by the person injured against any defaulter. Presidential Liaison to the National Assembly, Senate, Senator Ita Enang, who disclosed this on Wednesday, said that the Act provides for a five-year transitional period within which public

buildings, structures or automobile are to be modified to be accessible to and usable by persons with disabilities, including those on wheelchairs. The Act further provides: ‘’Before erecting any public structure, its plan shall be scrutinised by the relevant authority to ensure that the plan conforms with the building code. “A government or government agency, body or individual responsible for the approval of building plans shall not approve the plan of a public building if the plan does not make provision for accessibility facilities in line with the building code. “An officer who approves or directs the approval of a building plan that contravenes the building code, commits an offence and is liable on conviction to

a fine of at least N1, 000, 000 or a term of imprisonment of two years or both.’’ “Discrimination is prohibited in public transportation facilities and service providers are to make provision for the physically, visually and hearing impaired and all persons howsoever challenged. This applies to Seaports, Railways and Airport facilities. “The rights and privileges include education, healthcare, priority in accommodation and emergencies.” According to the Act, all public organisations are to reserve at least 5 % of employment opportunities for these persons. The National Commission for Persons with Disabilities is also established in Section 31 with Executive Secretary as the head.

In proactive step, the Federal Government on Wednesday transmitted the new National Minimum Wage Bill to the National Assembly for parliamentary approval. This follows Tuesday’s approval of N30,000 and N27,000 respectively for Federal and states governments workers by the Council of State. Senior Special Assistant to the President on Legislative Matters (Senate), Senator Its Enang, who broke the news, said the Executive Bill was forwarded to the parliament on Wednesday in line with Federal Government’s decision to meet the yearnings and aspirations of the Nigerian Labour force. Though the Bill came hours after both chambers of the Senate and House of Representatives had adjourned plenaries, it was much expected. Senator Enang though did not expand on the details of the Bill, he said it is not in his capacity to discuss the content until it is opened for discussion in the floor of the parliament. He, however, expressed optimism and that as the lawmakers will commence deliberation on the Bill today, it will be given accelerated hearing considering its national importance. Enang promised continued smooth relationship between the Executive and the Legislature for efficient running of government and development of the country. If approved by the National Assembly, the Bill will put to rest, long term agitations by the labour for a living wage above the current N18,000 per month. Meanwhile, the House of Representatives on Wednesday declared that the 2019 Appropriation Bill is replete with irreconcilable discrepancies in figures and has resolved to interface with the ministers of Finance, Budget and National Planning as well as the director general of the budget office to sort out the uncovered fundamental errors in figures. Debate on the money bill has been put off twice due to the same reason of errors in figures discovered in the budget and the need for House members to have enough time to thoroughly study the document so as to make informed contributions. When the debate eventually commenced on Wednesday, Rep. Chika Adamu (APC/Niger), observed that proposed allocations to the Ministry of Finance, Ministry of Budget and National Planning and the budget office under main statutory components do not correspond with the total summary in the document. Consequently, he asked whether it was expedient for members to proceed with the debate in view of the discrepancies or that they restrict their contributions to the general principles of the budget. According to Rep. Adamu, the errors in the budget are contained in the schedules detailing statutory transfers and services as well as recurrent expenditure.

Buhari He added: “I have issues with major ministries like the Ministry of Education, Finance, Ministry of Budget and National Planning and the Secretary to the Government of the Federation (SGF). “When you go to the Education ministry, in part C which is the recurrent expenditure which consist of both the personnel cost and overhead, you will realize that the budget is N462.2 billion and when you go to summary of the budget by MDAs, personnel now has N539.6 billion as overhead. “There’s also another N33.5 billion now making the total recurrent expenditure when you go by the summary of the MDAs has changed to N539 billion and I don’t know why the figure was added at that level. “When you go to the Ministry of Finance, the overhead now becomes N2.26 trillion and therefore that has also changed. The total which is now personnel and the overhead is now N2.27 trillion. That has charged. “In the Ministry of Budget and National Planning, in the part C, it is N9.3 billion, however, when you go to summary by MDAs, personnel cost has now become N66.21 billion. Then overhead also changed there; it has N832.2 billion, then the total which is personnel and overhead in that aspect has now become N1.49 trillion. “There’s also change in the capital which is about N655.9 trillion as the total allocation to the Ministry of Budget and National Planning. Instead of N9.3 billion, it has now become N2.15 trillion. “Also, under capital expenditure on page 118, there is what appeared only as the Federation. We don’t have any MDAs called Federation. However, when I continued my research, I realised that federation there means capital component of N31.8 billion but I continued further and realised the Federation is referring in the office of the Secretary to the Government the Federation (SGF), so why the Federation?”. Another House member, Rep. Ahmad Patigi from the state corroborated Rep. Adamu’s observations, stating the 2019 budget was filled with errors and therefore further consideration should suspended by the House. Ruling on the observations, Speaker Yakubu Dogara directed relevant House committees to liase with the

budget office to correct the errors, while the House continues with the debate on the general principles of the budget. He assured that an error-free budget would be presented today (Thursday), adding that “even though it is apparent on the surface of the budget, that there are so many irreconcilable differences in the figures as allotted, basically, we are discussing principles of the budget by virtues of the provisions of our rules at this time. “I am sure we are not concluding debate today (Wednesday), therefore l am directing relevant committees to liaise with the Ministry of Finance and Budget and National Planning to ensure that we can finish on Thursday (today).” However, speaking to reporters in an interview, House Leader, Rep. Femi Gbabiamila (APC/Lagos), stated that “mathematical errors in figures are things that are normal. At worst, it may reflect some kind of tardiness, but it doesn’t take away the substance and the merit of what we are debating. “And if you know the rules of the House very well, we are not here to debate the intricate details of the figures and numbers of the budget, we are debating the general principles. That is what the debate is about. “It is a good observation and I believe it has been noted. Like the Speaker said, it will be sent back; the communication will be done. They will correct the figures just here and there that may have the potential of distorting the numbers. That will be cleaned up.” Deputy Speaker Yusuff Lasun in his contribution, said it has become extremely important for Nigerians to realise the economic status of the country in comparison to other economies. He said the size of the 2019 budget in actual sense, compared to the population does not portray the country as rich, because when spread around the population, what is spent by the government on an individual is disheartening and as such it has become necessary for the government and the populace to explore other sustainable alternatives to fund the economy. The Deputy Speaker also noted that the dwindling oil revenue to the 2019 budget going down to about 67 per cent, the government

and the populace must be forced to explore other means of funding and sustaining the economy. He also drew attention to poor implementation of budgets, which he said should be critically looked into, as well as the need to decide the type of budgeting system the country should adopt. “We have seen how the various models we adopted in the past have not really worked. It’s time for us to think out of the box. Maybe, if we had stuck to one budgeting system, appreciable economic progress would have been recorded over the years. We also have to look at whether the size of our budget can sustain a meaningful development. However, Senator Ali Ndume (APC- Borno), has blamed the delay in consideration of the 2019 Budget of N8.83 trillion on the Senate leadership. Ndume told journalists in an interview on Wednesday that the All Progressives Congress (APC) lawmakers were ready to commence work on the budget but the leadership was not willing. “Federal lawmakers on the

platform of APC are more in number than their counterparts in PDP,” the former Senate Leader said. “However, since it is the PDP lawmakers that are controlling the leadership of both chambers, the speed with which any executive bill, particularly the 2019 Appropriation Bill, before us will be passed lies with them. “Those of us in the APC at both chambers have the passion and the will to effect expeditious consideration and passage of the 2019 budget proposals but the required speed for that lies with the leadership, topmost of whom are PDP members,” he said. Ndume, however, commended the House of Representatives for kick-starting debate on the general principles of the budget. He added that the required expeditious consideration that should be given the 2019 Appropriation bill, should be extended to the expected Minimum Wage Bill. He said Nigerian workers deserved a living wage and not just minimum wage.

FG signs N2.6trn support agreement with Global Fund to tackle Tuberculosis, AIDS Doosuur Iwambe with agency report In an effort to step up the fight against HIV/AIDS, Tuberculosis, and Malaria, the Federal Government has signed an agreement worth N2.6 trillion ($ 71 billion) in funding support with Global Fund. A press statement made available to newsmen by Director, Media and Public Relations, Ministry of Health, Boade Akinola, on Wednesday, said the funds would particularly help the country control the TB epidemic for the period of 2019 to 2020. Global Fund is an international financing organisation which fights AIDS, Tuberculosis, and Malaria by attracting, leveraging and investing resources to countries to end the epidemics. Before the latest signing, the international financing organisation had been working in Nigeria since 2005 in these three areas. Speaking at the signing, Minister of State for Health, Osagie Ehanire, said TB now ranks as the ninth leading cause of death and the leading cause of death from a single infectious agent, ranking above HIV/ AIDS (WHO Global TB Report 2018). “Hence, it makes it a threat to any country like ours with high burden of the disease. This trend must not be allowed to continue,” he added. He said many children in the country have become orphans due to the scourge. He said over the years, the National Tuberculosis & Leprosy Control Programme (NTBLCP) through the support of several partners like WHO, Global Fund has made giant strides in the control of TB in the area of policy development, capacity

building, expansion of services and provision of quality care while addressing the need of vulnerable groups and key populations. He also said that “Global Fund has committed $ 246 billion to Tuberculosis control response in Nigeria since the inception of GF support to TB in 2005’’. Ehanire pointed out that ‘’through this investment and in collaboration with other partners, the country has treated over one million Nigerians with Drug Resistant TB on quality treatment till date’’. The minister pledged the commitment of the government towards ensuring adequate budgetary allocation and release to the TB programme in line with achieving the set targets in the grant and National TB Strategic plan. “We will also work with the various levels of Government, our partners and the private sector to mobilise additional domestic resources to fill the current gap in TB funding,” he added. In his welcome remarks, Permanent Secretary, Federal Ministry of Health, Abdullaziz Abdullahi, said the Federal Government was delighted to be a principal recipient of the grant. He also assured of strict compliance to due process and transparency in the management of the funds. Speaking earlier, the Head of Grant Management, Global Fund, Mark Edington, commended the Federal Government for the prompt release of her 2018 counterpart fund. He also solicited for more commitment from state governments towards the programme so as to end the scourge, adding that “the fight against TB and HIV/AIDS should no longer be business as usual’’.

General Abdulrahman Dambazzau, has opened up on why the Nigeria Police have been on the back foot in addressing the nation’s internal security challenges in the last three years of the present administration, blaming it on the leadership style of immediate past Inspector General of Police, Ibrahim Idris. Gen. Dambazzau gave the hint when the new acting Inspector General of Police (IGP), Mohammed Abubakar Adamu, paid him a courtesy visit in his office in Abuja. The minister said the police under Idris lost their bearing as leading internal security agency, and failed to benefit from any policy direction of the Federal Government. He said the former IGP severed the relationship between the force and its parent ministry, the Ministry of Interior, and with dire consequences for the entire security outfit. The police, he said, suffered neglect as issues concerning them never came before the Federal Executive Council in those three years. Highlighting how serious the problem was, General Dambazzau disclosed that since taking charge as

minister, he had presented about 25 memoranda before the Federal Executive Council, and that not one of the memos addressed the challenges faced by the police. He said: “I came in here as minister in November 2015 and Mr. Arase, who was the IG at the time, we had a cordial relationship but I think when Arase left, there was a severance of relationship, but not completely because most of our dealings in terms of internal security were with DIG Operations. “This is because we thought we must vigorously continue to carry out our mandate, regardless of those challenges, for the benefit of the police as an institution”. He added: “Throughout those three years, we have presented over 25 memos to the Federal Executive Council that has to do with policies, projects, and so on, but none of those memos was on the police. “This is the kind of thing we must try to avoid. You need a virile ministry to represent you at the Federal Executive Council.” The minister maintained that with the kind of internal security challenges confronting the country, the police must work with relevant institutions to enhance its competencies, not only in terms of policies.

I won’t compromise in safeguarding people’s trust - Buhari P r e s i d e n t Muhammadu Buhari has pledged not to compromise in providing good leadership that would guarantee better life for all Nigerians. Buhari made the pledge when he led All Progressives Congress (APC) presidential campaign team on a courtesy visit to the Sultan of Sokoto, Alhaji Sa’ad Abubakar III, at his palace on Wednesday in Sokoto. Buhari also pledged not compromise the trust of the people, stressing that his administration has fulfilled the campaign promises it made in 2015 on tackling insecurity, fighting corruption and generating employment. He said his administration achievements were glaring as previously no fewer than 17 local government areas were being controlled by Book Haram group but at present none was being occupied by the group. He added that the armed groups deployed other

tactics of using girls as bomb carriers and other pockets of crimes which had been reduced drastically and contained. The President explained that between 1999 to 2014, Nigeria produced about 2.4 million barrels of crude oil daily, sold at more than 100 US Dollars per barrel, yet nothing was done to improve national infrastructure including roads, rail and electricity. He challenged those in doubt to verify from financial institutions and countries buying the nation’s oil, adding that maladministration had been tackled by his administration. “Leadership is a trust, with our knowledge we will not allow anybody to cheat people or collaborate on any dishonest dealings. “We made fertiliser abundant and affordable which facilitated bumper harvest and people’s attention now shifted to agriculture. The National Chairman of the Peoples Democratic Party (PDP), Prince Uche Secondus, has said that the Federal Government under the watch of President Muhammadu Buhari is orchestrating the destruction of democracy in the country because of the nefarious agenda of the ruling All Progressives Congress (APC) to rig next month’s Presidential election. Prince Secondus said that the President and his team are arm twisting the Code of Conduct Tribunal to force out the Chief Justice of Nigeria, CJN, Justice Walter Onnoghen, because they believe that an independent judiciary will obstruct their rigging plan. In a statement by his media aide, Ike Abonyi, Secondus said this while reacting to the report that Federal Government has asked the CJN to vacate office. He said that the illegal provocative action has left no one including the global democracies in doubt that indeed democratic rule has been suspended in Nigeria to pave way for dictatorship. “The blackmail, the frame up and the orchestration of fictitious figures in the CJN’s bank accounts by the government and their agents are all deliberate ploy to destroy the envious career of a man because of desperation for power. “What they are trying to do is not only illegal but a recipe for anarchy and breakdown of rule of law and must be vehemently resisted”, he said The National Chairman of the main opposition party said that it is now very glaring that President Buhari and his ruling All Progressives Congress have concluded plans to plunge this country into a major crisis in frustration for their apparent inevitable rejection by Nigerians. The National Chairman said that President Buhari has released his fangs on the judiciary as part of the intimidation agenda of the regime preparatory to the rigging of the 2019 Presidential election. “Because of what they have in stock, their nefarious plans to thwart the will of the people in the forthcoming general election, they want to raise the level of the intimidation of all critical organs of democracy, the legislature, the Judiciary including but not limited to the fourth estate of the realm, the press. “What other evidence do we need to show that threat to democracy is real and evident with President Buhari abhorring all known ingredients of democracy including rule of law”, he added. Double offender: EFCC arraigns fraudster Short News in 2 different Courts, same day Lawyer confess to killing her husband - Witness Andrew Orolua, Abuja The Economic and Financial Crimes Commission (EFCC) has arraigned a fraudster one Sirajo Musa Bakoji before two separate FCT High Courts same day for defrauding two of his victims the sum of £19,000 and N25 million. The defendant was first arraigned before Justice M.A. Nasir of the FCT High Court, Jabi on a two-count charge bordering on obtaining money by false pretence to the tune of £19,000. As he was ordered by the judge to be remanded in custody, EFCC operatives moved him to Justice Yusuf Halilu court in Maitama Abuja on charges of defrauding one of his victims to the tune of N25 million. He allegedly received the monies under the guise of being a Bureau de Change operator, convincing his victims that he would convert the monies to other currencies, as requested, and remit equivalents of the same to them. After receiving the funds, however, he became incommunicado. Operatives of the EFCC eventually apprehended him at a bank in Mubi, Adamawa State.

Count one of the charges before Justice Nasir reads: “That you, Sirajo Musa Bakoji, Alhaji M. R. Musa (now at large) and Mary Musa (now at large), sometime in September 2015, at Abuja, within the Abuja Judicial Division of the High Court of the Federal Capital Territory, Abuja did conspire to do an illegal act to wit: obtaining money by false pretence from one Umar Yakubu Turare and thereby committed an offence contrary to Section 8(a) of the Advance Fee Fraud and Other Fraud Related Offences Act, 2006 and punishable under Section 1(3) of the same Act”. The charge before Justice Halilu reads: “That you, Sirajo Musa Bakoji, on or about 9th of January, 2016 in Abuja within the Abuja Judicial Division of the High Court of the Federal Capital Territory did dishonestly convert the sum of N25,467,410 (Twenty Five Million, Four Hundred and Sixty Seven Thousand, Four Hundred and Ten Naira) only to your own use which sum was entrusted to you by one Alhaji Hassan Gambo to convert to United States Dollars and you thereby committed criminal breach of trust in respect of he said sum contrary to section 311 of the Penal Code Laws of the Federation (Abuja) 1990 and punishable

under section 312 of the same Act”. Upon arraignment before both judges, he pleaded “not guilty”, when the charges were read to him, with the help of Hausa interpreters. In view of the plea of the defendant, prosecuting counsel, Maryam Ahmed, applied that the defendant be remanded in prison custody subject to the determination of bail application filed by the defence on January 18, 2019 and served on the prosecution on January 22, 2019. Counsel for the defendant, Francis Adejo, requested for leave of court to move the bail application of his client. Justice Nasir, however, ruled that the application was not ripe for hearing and ordered that he should be remanded in prison till February 5, 2018 when the Court will hear his bail application. Before Justice Halilu, however, the prosecuting counsel, Farouk Abdallah, applied for an adjournment pending the defence’s application for bail. Sirajo’s counsel, M.S. Saida Abimbola, then sought leave of court to make an oral application for bail, at which point, Abdallah informed the court that Justice Nasir had already ordered that he should be remanded in prison.

Peter Fowoyo, Lagos A Lagos High Court, Igbosere on Wednesday heard that a lawyer, Udeme Otike-Odibi, allegedly confessed to killing her husband, Symphorosa Otike-Odibi and cutting his penis. Prosecution witness, Olusegun Bamidele, an Assistant Superintendent of Police (ASP) in the homicide section of the State Criminal Investigation Department (CID), Panti, Yaba, Lagos, testified as the ninth witness in Udeme’s murder trial. His testimony followed Udeme’s June 13 arraignment on a two-count charge of murder and misconduct with regard to a corpse, by Lagos State Director of Public Prosecutions (DPP), Titilayo Shitta-Bey. The government accused the defendant of stabbing Symphorosa, also a lawyer, to death and mutilating his corpse by cutting off his genitals, on May 3, at their Diamond Estate, Sangotedo, Lekki, Lagos home. Shitta-Bey said the offences contravened sections 165 (b) and 223 of the Criminal Law of Lagos State, 2015. Udeme pleaded “not guilty”, following which she was remanded in prison custody. At the resumption of trial yesterday, Shitta-Bey called Bamidele, a 30-year police veteran, as the state’s final witness.

Gov Sani-Bello pledges to complete people-oriented projects Saka Bolaji, Minna The Governor of Niger state, Abubakar Sanni Bello has reiterated that water projects across the state remain top priority of his administration. He equally reassured the people of the state of his resolve to ensure the completion of people oriented projects initiated but abandoned by past administrations. Governor Sanni Bello declared that governance was a continuous process. He gave this commitment during a re-election rally when he had an on the spot assessment of the ongoing work at the Bida Water Works. The water facility has suffered decades of neglect by successive administrations. Worried by decades of lack of portable water in Bida, due to non-maintenance of the township water works, Governor Sani Bello embarked on the reactivation of the facility along with the Minna, Suleja, Kontagora and New Bussa Water works. The PDP Presidential Campaign Organization (PPCO) said the confession by the sacked Executive Director of the Tertiary Education Trust Fund (TETFUND), Dr. Abdullahi Baffa Bichi, that he was fired for refusing to give N200 million, as kick-back, to the Minister of Education, Mallam Adamu Adamu, has further exposed the seething corruption in the Buhari Presidency. In a statement by its Director of Media and Publicity, Kola Ologbondiyan, PPCO said the revelation did not come to many Nigerians as a surprise and has further vindicated the PDP’s position that the Buhari Presidency is inherently corrupt and thrives on concealments, deception,

beguilement, propaganda and lies. He said “the PPCO had always alerted Nigerians that President Muhammadu Buhari presides over a sanctuary of treasury looters who, as ministers, Presidential advisers, heads of special Presidential committees, APC leaders and members of President Buhari’s Campaign Council fritter our national resources with reckless abandon under Mr. President’s official cover. “We invite Nigerians to note that the Buhari Presidency has not given any reasons for Bichi’s removal. It has not also offered any form of explanation to the huge allegation bordering on corruption against a cabinet minister; a development, which betrays collusion at very high level. “ This is especially given the series of corruption entanglement around the Presidency, including the allegations that officials of the Buhari Presidency took N500 million as bribe to reduce the

fine imposed on a telecommunication company from N1.03 trillion to N330 billion. “Nigerians have not forgotten the case of the former aide of the First Lady, Aisha Buhari, Mr. Baba Inna, who was arrested in September last year for allegedly receiving N2.5 billion from politicians, businessmen and women on behalf of the First Lady. “This is in addition to the case of Mrs. Amina Mohammed, who while being paraded by the Department of State Services (DSS), last year stated in public that persons close to President Buhari were involved in serial looting under the official cover of the Buhari Presidency. “Moreover, we hope this is not one of the conduits through which funds siphoned to finance the alleged involvement of some individuals said to be close to the Buhari Presidency in the N1.032 trillion alleged corrupt acquisitions in 9Mobile and Keystone Bank Plc”.

The leadership of the Bayelsa State Police Command has summoned chieftains of the Peoples Democratic Party (PDP), the All Progressives Congress (APC) and other stakeholders in the various political parties in the state to a meeting over the peaceful conduct of campaigns and elections in the state. The meeting, which is scheduled to hold on Thursday at the State headquarters in Yenagoa, the Bayelsa State capital. According to the Bayelsa Police Command, those expected to be in attendance are all political party chairmen and the candidates contesting in the forthcoming general election. The spokesman to the Bayelsa State Command, Asinim Butswat, who confirmed the development, said the meeting is a stakeholders meeting with the Commissioner of Police, Bayelsa State Command. Meanwhile, the traditional authorities of Twon Brass in Brass Local Government Area of the State have met with all candidates and supporters of the various political parties in the area over peaceful conduct and stop to violent clashes. The meeting, which was well attended, was able to reconciled politicians aggrieved from the 2015 and 2016 general and governorship elections in the state.

Nuhu Ribadu’s political group revolt, shifts loyalty to Gov Bindo Tom Garba, Yola Black Cap movement, a group founded base on the political ideologies of the former pioneer Chairman of the Economic and Financial Crimes Commission (EFCC) Mallam Nuhu Ribadu has revolted against him. One of the founding members, Ibrahim Umar Jalingo said more than half of the members of the group shifted their loyalty to Governor Bindo because of his focus in making sure that Adamawa state is developed. Jalingo further revealed that their decision to support Governor Bindo is based on the way the leader of the group, Mustapha Atiku Ribadu is using them to exploit other politicians without their knowledge. According to him, Mustapha is running the group like a one man show, no accountability to whatever is coming in and out of the group that was formed in the principles of integrity and forthrightness. He bitterly lamented how Mustapha made people to connote the group as being bad and evil on attacking even senior citizens of the state instead of promoting the unity and peace.

CJN’s CCT trial: Matters arising

Those who prophesied that 2019 would be a very interesting year seem to have hit the bull’s eye with the news of the trial of the Chief Justice of Nigeria (CJN), Justice Walter Onnoghen before the Code of Conduct Tribunal. Going by the stature and strategic position of office of the CJN, this is no doubt big news any day. It was therefore not surprising that the media had been feasting on the news since it broke out few days ago. Even lawyers and political parties, especially the All Progressives Congress (APC) and the Peoples Democratic Party (PDP) have taken different positions on the matter. Ordinarily, this should not be surprising as the lawyers and the political parties represent different interests as far as the issue is concerned. Onnoghen who is from Cross River State is accused of false declaration of assets, but is been strongly supported by the governors of the south-south region dominated by the PDP. The Nigerian Bar Association (NBA) specifically issued a strong-worded statement that Onnoghen’s trial would not stand almost as soon as the news broke out. It premised its position on the fact that the CJN had not been previously investigated and indicted by the National Judicial Council (NJC) This is also the position of the PDP and a few other lawyers who have taken a stance on the development. They premised their position on the decision of the Court of Appeal in Lagos which said that NJC must first sanction a serving judge before arraignment in court. Although the court judgment which was delivered against the Economic

and Financial Crimes Commission (EFCC) has since been appealed by the anti-graft agency at the Supreme Court, no verdict has been reached on the matter. Justice Onnoghen’s case no doubt has generated so much interest with critics accusing the Buhari administration of trying to oust the 17th CJN out shortly before the presidential election to ensure the government faces no risk of unfavourable court decision in case the poll is disputed. Some, especially former Minister of Transport, Mr. Femi Fani-Kayode even took the matter to a curious level, accusing the EFCC of carrying out a raid on the CJN’s residence. Thankfully, Onnoghen has denied Fani-Kayode’s claim by issuing a disclaimer about the alleged EFCC raid through his media aide. FFK, we should not forget is facing corruption charges in court over alleged diversion of monies running into hundreds of millions of naira courtesy of this administration. Consequently, his position is not unexpected as he has always used every means to attack every move of the PMB administration as a way of taking his own pound of flesh. Ordinarily, one would not have showed concern were the former Minister speaking the truth instead of the hate speech intended or how could a lawyer and a man of FFK’s standing write in the media that president Buhari had surrounded the CJN’s house with his ‘dogs’ when there is no truth in the allegation? The former Minister has an ally in the spokesman of Afenifere, Mr. Yinka Odumakin who has been using his position for self-advantage by attacking the Buhari administration on

all fronts, thinking that we are still in the era of ”stealing is not corruption”. He must however be living in selfdelusion as that era when corruption assumed a larger than life image and critics enjoyed unbridled government patronage is gone for good. Meanwhile, if Fani-Kayode was been true to type, how does one perceive the statement credited to the President of the NBA, Mr. Usoro Usoro, SAN? As the head of the nation’s body of lawyers, one would not have expected the NBA to keep mute over perceived injustice. However, it is rather shameful that the NBA president would portray the NBA shamelessly like a body in the mould of the National Union of Road Transport Workers (NURTW) going by his tirade against the government. At least some other eminent lawyers have spoken against the development, but the difference is that they spoke in a dignifying manner which is the hall mark of the legal profession. The impression Usoro has succeeded in creating is that he is trying to use the NBA to score a cheap political point against the government. No doubt this is understandable in view of the case instituted against him recently by the EFCC in respect of Akwa Ibom State finances. Even if this were not so, one would have expected him to separate himself from his office by presenting the position of the NBA in a glorified manner, not his combative stance. More so, the CJN had warned judges shortly after he came on board that the judiciary under him would not allow anything or anyone to soil its image. He has even made other statements

after to show that he was averse to any form of corruption under his watch and he has been well applauded for this. Therefore, that he is being made to face trial should not be seen in the negative by anybody who wants this country to move forward, especially since he is innocent until proven guilty. Fortunately, the same CJN accepted wrong doing in the declaration of his assets in his response on the matter. This no doubt is admission of guilt by the person involved, though this was before he was charged before a court of competent jurisdiction. For those whipping up all manner of sentiments, especially the timing of the exercise, it is rather strange that this is being thrown up now as if there is a particular period for such. What it therefore means is that all hands should be on deck to make sure this country gets it right once and for all, no matter whose ox is gored. The best way to achieve this is by ensuring that all stakeholders rally round the government to achieve desired results in the fight against this monster called corruption. In particular, we should remember that it is corruption that brought us to the level we find ourselves today, so any attempt to remedy the situation must be applauded. The good news is that the Buhari administration, has demonstrated that it has the political will and capacity to do that which is right at all times. This is a clear departure from the past and the tonic needed to energize Nigeria to reclaim its lost glory and should therefore be supported by all who truly love this country.

We need more psychiatrists

Mental health has always held a fascination for me and I look at psychiatrists with awe. This fascination reached a crescendo when the Lagos State Traffic Management Authority decided that erring motorists would face psychiatric evaluation to determine their mental health whenever they are caught flouting traffic laws, a decision that was implemented to the hilt. The less said about LASTMA of today, the better for us Lagos residents. But the dust raised by the visit last week of Atiku Abubakar, the PDP presidential candidate, in next month’s presidential election, and some incredulous reactions to that visit made me conclude that we actually need more psychiatrists than we have presently. Unfortunately I could not determine the number that we have now visà-vis the recommended ratio of the World Health Organisation (WHO) compared to our population, save for the postulation that we should take mental health much more serious than we do currently. I think it was the Nobel laureate, Wole Soyinka, who recommended metal evaluation for our politicians a while ago, we need to extend it to citizens as well considering the way we are going in this campaign

season, if we can call what we are witnessing currently campaign. It is unfortunate that otherwise rational citizens will throw caution to the wind and peddle outright lies, rumours and beer parlour gossip which when you correct them, they will just shrug their shoulders and pretend as if nothing was amiss. “We cannot apprehend Atiku because of our diplomatic ties with Nigeria, he’s being booked as an ‘aide’ to Nigeria’s Senate President. – US Department of African Affairs was the message shared with glee last week by many on social media without caution. I grew tired of engaging some of those who shared such whom I thought ought to know better. Even when you explained that the United States has only a Bureau of African Affairs domiciled in the Department of State and not a department of African affairs; they were too much inebriated with whatever they were drinking to continue on their misadventure. Further search revealed that it was an uncouth presidential aide who started the inanity on her twitter handle. On an idiocy scale, I think we should place this risible and absurd statement on the same level like those who said President Muhammadu Buhari is dead and

the person we have now is a clone, one Jubril from Sudan. They are both brainless thoughts that only pea-brained folks could be peddling. I mean, Buhari dead and a clone is our president. Come on, who did to us? Pray, can anybody stop America from arresting someone who voluntarily entered her shores if truly the fellow is on the country’s wanted list? Sometimes one wonders whether some Nigerians have suspended their brain functions during this campaign period that makes them not to function as reasonable humans again and thereby elevating stupidity to the highest level. We’ve become so uncouth with public debate heavily toxic and consistently find it difficult to engage in rational conversations or debates among ourselves over our political choices. From time immemorial, choices have always been different and if humans think the same way, our lives will become dull, boring and very predictable. So, while you make your political choices you don’t need to apologise for whatever choice you make but also don’t demonise others for theirs as well. As long as one does not support racist or bigoted views, go ahead with your choice; it’s your

inalienable right to do so. It is gratifying to note that WhatsApp had actually decided to limit its sharing option because of fake messages especially as it relate to the forthcoming elections in our country, but we ought to do more as citizens too. We have in our hands trove of information going by the gadgets we go about with these days, so why don’t we engage them and find out if what we are circulating is true or not? Just before hitting the share button or saying “sent as received” or “copied”, let’s engage our brain and do a little research and stopped being purveyor of fake news. It’s so sad that literate folks and supposedly enlightened people are guilty more than even illiterates in this fake news propaganda business. This is a goldmine for media scholars to tap into in determining what happens to otherwise rational individuals willing to believe lies from the pit of hell as long as it tallies with their political leanings or views. Meanwhile, let’s invest more in mental health so that we can be sure some of us are not losing it with the way we behave in this campaign season. This one too will pass away, so be careful of what you share with others.

Editorial Commentary Inside Saraki’s ‘Diplomatic Pouch’

HISTORY OF IMMUNITY Man did not always know diplomacy; much less the need to, or the benefits of, conferring diplomatic immunities or privileges to visitors. In ancient times, emissaries of sovereigns who came to deliver messages -either of war or even of amity- were considered fair game, and often killed. In the 12th Century a particular Roman envoy who was sent to Tarentum in Southern Italy as a harbinger of war, was a little luckier; he was not killed. But he was urinated upon as he left the City, an act about which he even had the luxury of warning his assaulters: “This stain will be washed away with blood!” Needless to say that the Romans, indeed made sure that it was, at the Second Punic War where Hannibal’s Carthage would be defeated and Spain was excised from it for good. But with the passage of time, even ancient sovereigns came to realize the importance of preserving the lives of envoys, emissaries and messengers, -at the very least even if for the purposes of sending and receiving messages -whether between and among friends or foes, or whether in times of peace or of war, or whether amidst the rumbling of arms or even during periods of temporary armistice. This understanding would be the earliest birth point of the concept of diplomacy and the notion of granting diplomatic immunities and privileges to emissaries, envoys and messengers of sovereigns. The Mongolian Emperor Genghis Khan strongly advocated for the rights of emissaries to immunity from harm, and in fact was said to have taken ‘terrifying vengeance’ against states or individuals who did not secure them. Soon the earliest embassies would be actual visits by high ranking representatives rather than permanent establishments as we have them today. And the idea of permanent representation would develop later on the basis of treaty between or among willing states. But the concept of modern diplomatic immunity as we have it today, evolved when the Romans began to award a ‘special status’ to their envoys on a bilateral, ad hoc basis. And with the development of modern embassies, permanent missions and legations during Europe’s Renaissance, the principles of contemporary diplomatic immunities and privileges were extended beyond the diplomatic ‘person’ to the diplomatic ‘premises’ and the diplomatic ‘pouch’ (bag), or what the French refer to as ‘valise diplomatique’ -or ‘diplomatic crate’ if you have that infamous ‘crating’ of Nigeria’s Umaru Dikko in mind. Other areas covered by diplomatic immunities and privileges would include ‘diplomatic records’, ‘archives’, ‘correspondences’, ‘customs waivers’, ‘tax exemptions’ and other ‘jurisdictional privileges’. It was after the World War II that these largely bilateral, purely customary international rules were codified into a multilateral standard agreement by means of the Vienna Conventions, first on ‘Diplomatic Relations’ and then on ‘Consular Relations’. These Conventions now largely regulate the conferment of diplomatic immunities and privileges to diplomatic agents, consular officers and to high ranking administrative, political, judicial and military personnel. The modern concept of diplomatic immunities and privileges is based on two theories: one that supports the granting of unlimited immunity (or the extra-territoriality theory), and the other that supports the conferment of limited immunity necessary only for the performance of diplomatic duties (or the functional necessity theory). The Saraki Factor But generally, immunities and privileges granted to diplomatic agents or political ‘diplomats’ are classified into four major categories: 1, Personal Inviolability or freedom from search and seizure; 2, Criminal Immunity or exemption from arrest, detention or prosecution; 3, Civil Immunity or exemption from being sued, and 4, Immunity from obligation to testify in criminal or civil proceedings. These are granted in deference to the principles of sovereignty, sovereign equality and mutual respect for the political independence and territorial integrity of states. But they are granted

also to representatives of states to some international organizations particularly those of the United Nations and its specialized agencies under a special rule on the Privileges and Immunities of the U.N. of 1946. The classes of diplomatic immunity or privileges that especially heads of state, foreign ministers and other high ranking political persons enjoy are evidenced by the type of diplomatic passports that they bear, and it is safe to assume that the highest class and to which especially a serving Senate President will most eminently belong, enjoys the most of these privileges. In fact a Senate President, being the head of an arm of the Government, may even come under the cover of yet another U.N. Convention established to secure ‘Internationally Protected Persons’, including but not limited to Heads of State and members of their families. And so almost any head of a parliament, is virtually as preeminently qualified as the President to engage the embassies of any friendly states and to initiate or to resolve or conclude any matters ranging from the ‘diplomatic’ (particularly concerning interparliamentary matters) even to the ‘consular’ (relating to cultural issues and matters concerning the issuance or non issuance of visas). And thus the question arises: could the Senate President, Bukola Saraki, -cued by expert lobbyists familiar with the numb and sensitive nerves of America’s foreign relations- have engaged the United States Embassy in the guise of this eminent privilege which the Senate President enjoys, and with the involvement of a friendly former Military and civilian Head of State Olusegun Obasanjo, to end the ten-year visa drought imposed on the former Vice President Atiku Abubakar? Or by the way, could the United States herself have been eagerly waiting to be approached at such high ranking level to resolve the impasse in order to avoid the potentially embarrassing possibility of a State Department’s capitulation in the event that a persona non grata becomes the President of a strategically important friendly country, Nigeria? Hypotheticals The United Nations ‘Convention On Special Missions’ of 1969 permits states under international law to send special or ad hoc missions abroad on technical, political or other important matters of concern to the state. These missions can be initiated by any one or some or all of the three arms of Government, provided that by rule the initiating organ, aside from informing the host state of the size and composition of the mission in advance, also agrees on a place of residence for the missioners acceptable by the host state. By the way, such missions may also attract the privilege of expeditious consular treatment in their group request for visas in addition to certain guaranteed group immunities clearly derived from the Vienna Convention, excepting only such immunities with respect to claims arising from vehicular accident used outside the official functions of the mission. Plus, the mission is allowed only such freedom of movement and travel as may be necessary to achieve its objectives. No privilege of voyeurising, no fun fare, no sightseeing. Just step in, do the do, and step out! Thus the question again arises: could this have been the metaphorical ‘diplomatic pouch’ referred to by public opinion which the Senate President, Saraki may have used, in the guise of a Special Mission, (and consistent with a strategically-thinking U.S. State Department) to solve the Atiku visa conundrum? Could it? Because America may simply have pretended that what they granted was a prerogative group visa to a ‘Special Mission’ headed by Nigeria’s Senate President and that it did not feel obligated to pry into that virtual ‘bag’ to scrutinize the qualification of members of the ‘Commission’. America has plucked reasons from the void to resolve matters with Taliban members who have killed its citizens. Out-of-school children and matters arising

N

igeria with the current figure of 13.2million out-of-school children occupies first position on the table of countries with the highest number of out-of-school children in the world. More worrisome is the fact that the figure instead of decreasing in the last few years is rather increasing. This statistics which represent approximately 20 per cent of the world’s population of such children is an alarming and ticking time bomb that will spell doom for the country if urgent steps are taken by relevant authorities to address the situation. We observe that governance in Nigeria has become a circle of family business where politicians secure the future of their children to the detriment of poor Nigerians. Also, inadequacy of funding, lack of teaching tools and modern classrooms, poor numerations and the acute shortage of qualified teachers are some of the factors leading to the fall in the standard of education in Nigeria. Recently, the Multiple Indication Cluster Survey report for 2016 (MICS 2016) revealed that out of the 11.5 million of out-of-school children in Nigeria, Northern states have the highest rate with an average of 69%. The latest data MICS 2016 showed that out of the 11.5 million out-of-school children in Nigeria, 7.5.million (69%) are from the Northern part of the country. North east has the largest number of out-ofschool children followed by the North West. With this number, Nigeria accounts for more than 1 in 5 number of out-of-school children globally and 45% of this number are from West Africa. Within the huge number of the out-of-school children, girls are the majority especially in Northern Nigeria. Education indicators for Northern Nigeria are however different from the Southern part of the country. Nigeria’s future prosperity depends on producing children who are well prepared to take their right place in the society but unfortunately, a large number of Nigerian children are at risk of deprivations of the basic social amenities. Most of these children are situated in the rural and hard to reach communities. Majority of them are living in conflict and communities under emergencies, and it has been difficult taking basic amenities to them. All children have the right to better life, an opportunity to survive, develop and reach their full potentials without discrimination, bias or favouritism which cannot be over emphasised. We also observe that the rising number of children engaged in street trading in our major cities is becoming a worsening the menace. The problem is further exacerbated by rising poverty and general insecurity in the country. In the North, the ravaging insurgency has added to the problem. If drastic measures are not taken to correct the situation, things would only get worse. Let us learn from France, Britain, Canada and other advanced countries which built the foundation of their countries and rapid technological advancement on good and quality education. It must be pointed out also that in these countries, teachers are amongst the best paid workers. Unfortunately, the reverse is the case in Nigeria. Having failed to fund public education, the children of the poor are roaming the streets,

hawking goods while the rich are educating their children in private schools at home and abroad. But to the detriment of the society, the abandoned children of the poor are being recruited to criminality by terrorists, kidnappers and other criminal gangs. The irony of the crisis is that a government, which claims that it lacks money to fund education is spending several billions of naira to fight insurgency, kidnapping, armed robbery and banditry. We believe that an uneducated population will be locked in a cycle of poverty for their entire lives. Additionally, these children could constitute the next generation of suicide bombers and militants. We are of the opinion that it is high time the government and relevant stakeholders address the problem frontally. It is sad that government’s free education for all pupils up to the first nine years of schooling has not been fully implemented. There is the need to increase the percentage of the annual national budget that goes to education. Schools should be adequately funded and the enabling environment provided for teachers and support staff to deliver functional and effective education to the children.The out-of-school children phenomenon should be squarely tackled in all its ramifications. We submit that the improvement of the classroom environment is key to lowering the growing figures of out-of-school children in the country. We also wish to state that teachers must not only be well trained, their welfare must be prioritised while the Federal Government should muster the political will to adequately fund education.

WaterAid earmarks N52m for water project in Kirfi LGA Samuel Luka, Bauchi A Non Governmental Organisation (NGO), WaterAid Nigeria in partnership with Bauchi State Rural Water Supply Agency (RUWASA) has earmarked for spending, about N52 miilion on water supply to 15 communities in Kirfi LGA of Bauchi State. The Organization’s water, sanitation and hygiene (WASH) Specialist, Mr Tanko Reubeno announced this during the commencement of drilling work at Kafin-Turaki village of Dewu ward in Kirfi LGA. He said the projects which would be cited in Kafin-Iya and Dewu districts would comprise construction of five solar powered water supply schemes, five hand pump boreholes and rehabilitation of five other projects that would be converted to solar schemes. “Under the first phase, WaterAid with the support of RUWASA, will construct hand pump fitted boreholes at Kafin-Turaki, Gula, Wuro-Dishi, Wuro-Male and Gadagassol, while some of the existing dysfunctional boreholes will also be converted to Solar schemes for sustainability and ease of maintenance “, Mr Reubeno added. WaterAid WASH Specialist explained further the rationale behind the adoption of Solar schemes saying, “unlike in the past when such water supply projects often experienced breakdown due to lack of diesel, petrol or gas, the Solar scheme will help to eliminate all forms hiccups as Kirfi LGA is fully blessed with solar energy “.

Improved service delivery: EEDC calls for more support from customers Moses Oyediran, Enugu The Enugu Electricity Distribution (EEDC) has called on her customers for support and partnership for the sustainability of improved service delivery attained in year 2018 in year 2019. The call was contained in a release issued by the Head of Communications, EEDC, Mr. Emeka Ezeh. Ezeh expressed appreciation to customers for their support, understanding and overall partnership with the company in the course of the year, despite the numerous challenges that adversely impacted on the quality of service delivery to customers. “Some of the recurring challenges which the company grappled with are: vandalism, energy theft, accidental destruction of power facilities, meter bypass, illegal connections and reconnections. “Others include: non-payment of electricity bills, attack on EEDC field officers and illegal tampering with electrical installations which interfere with the network and in most cases lead to destruction of electrical facilities. “Following series of engagements with customers, we have identified areas of focus and mapped out strategic plans to address them; such as upgrade of some transformers and relieving overloaded ones; installation of entirely new substations; overhauling some weak networks for quality electricity supply.

NNPC cautions politicians against being dragged into partisan politics Idu Jude, Abuja The Management, Nigerian National Petroleum Corporation (NNPC) has called on politicians and those canvassing for votes in the coming general elections to refrain from using NNPC or its top management as cannon fodders as part of their electioneering strategies. NNPC Group General Manager, Group Public Affairs Division, Mr. Ndu Ughamadu, in a release yesterday in Abuja, said using the Corporation as a launch pad for political attacks against opponents was not only a disservice to the overall national interest, but

also inimical to the national economy, given NNPC’s pivotal role as cash cow of the nation. The NNPC spokes person said the call for restrains by politicians became necessary in the wake of the names of some of its top management being dragged into partisan politics. Mr. Ughamdu noted that as a National Oil Company with partners in almost all the continents of the world, the ongoing attempts by politicians to drag the name of the corporation into the murky arena of partisan politics was a potent danger to the corporation’s business interests, its multi-faceted contract deals and MoUs which should ordinarily be insulated

from political brinkmanship. The NNPC explained that while it might be understandable for politicians to seek the hearts and souls of the electorate, attempting the feat by way of dragging NNPC into the fray was unfair and irrational, as the business environment in which it operates is not designed to withstand the shock from such careless and unguarded diatribes. The corporation urged political office seekers to note that the NNPC was a public corporate entity run by wellgroomed technocrats who are apolitical and inclined only to their fiduciary responsibility to the Governments and people of Nigeria irrespective of religion, tribe or political affiliation.

The Senate on Thursday confirmed the appointment of Modibbo Tukur as the pioneer Director of the Nigerian Financial Intelligence Unit (NFIU). This followed a presentation of report of the Senate Committee on Anti-Corruption and Financial Crimes by its Chairman, Sen. Chukwuka Utazi, at plenary. President Muhammadu Buhari had in a letter to the President of the Senate, Dr Bukola Saraki dated Jan. 7, nominated Tukur as the director of the NFIU. The request for confirmation was in accordance with Section 5(1) of the Nigerian Financial Intelligence Unit (NFIU) Act 2018. In his remarks, the President of the Senate, Dr Bukola Saraki congratulated Tukur on his appointment. Saraki, however, urged him to remain neutral in his duties, as well as ensure professionalism at all times. He said, “we moved for the independence of the NFIU which will help in the fight against corruption. I thank you all who participated in the creation of this unit.

Oyo Chief Judge inaugurates Multi-Door Court governing board

The Chief Judge of Oyo State, Justice Munta Abimbola, on Wednesday inaugurated the governing board of the Oyo State Multi-Door Court (OYSMDC), urging the members to discharge their duty diligently. Abimbola said at the event in Ibadan that he was confident of the calibre and wealth of experience of the chosen members, in relation to the duty given to them. The Chief Judge said that the judiciary in the state was taking another step into a very important aspect of judicial adjudication with respect to the operation of multi-door court house. He said multi-door court is an alternative dispute resolution mechanism, where litigants can settle their dispute through mediation, conciliation, negotiation and arbitration. “The commencement of the operation of multi-door court in the state in 2018 has tremendously reduced congestion in both High court and Magistrates court in the state.

Insecurity scares students from NCAT Short News College invests N300m for hostel renovation

Chukwuemeke Iwelunmo, Lagos Misconception that Zaria in Kaduna State is insecure has negatively affected the intake of students at the Nigerian College of Aviation Technology (NCAT), Zaria, over the last few years. The Rector NCAT, Capt Abdulsalami Mohammed who made this known while briefing the press said the misconception has affected students’ intake saying that the college has been doing everything possible to correct the misconceptions. According to Abdulsalami, Zaria remained very safe while foreigners have been coming and leaving Zaria without any threat. “I am supposed to have a meeting with them on the training opportunities here at the college. A lot of them that I met recently, had this misconception that Zaria is insecure and that is the main reason they are reluctant to come. We have come to great length to convince them that

Zaria is totally safe. We have had a lot of foreigners come and go. Some of these people claimed that it is their embassies that tell them that Zaria is not safe, but we are making efforts to disabuse people’s minds in this regards” On the rehabilitation of the college hostel, the Rector disclosed that the Federal Government has approved N300 million for the renovation of the existing hostels in the Nigerian College of Aviation Technology, Capt Abdulsalaam said, the renovation of the hostel was part of government efforts to upgrade facilities in the college hostels for the comfort and safety of the students. He said plans have been approved and arrangements concluded to build a 100 hostel bed for males and a 150 hostel bed for females under a Public, Private, Partnership to handle the expected upsurge in students from within and outside the country. The NCAT Rector noted that the college was still in talks with the company billed to handle the project to ensure that whatever agreements

reached was water-tight to avoid any problem that could put the college to disrepute. Captain Abdulsalami emphasized that since the college was designated as an International Civil Aviation Organization, ICAO, Regional Training Centre of Excellence (RTCE), it had gained more visibility worldwide and students from other West African countries. According to him, there were few RTCEs in the world and it takes a lot of efforts and process before any institution was recognized, adding that the college was doing everything possible to ensure that the status and accreditation was retained. On the acquisition of training aircraft, Captain Abdulsalaam explained that in 2015 government gave approval for the acquisition of 20 Diamond aircraft, 5 two engines DA42 and 15 Assembly engine DA 40 aircraft, adding that one was taken delivery on April 2017 and 4 more were expected before the end of this year.

Crisis in AAU as ASUU, management lock horns over resumption Titus Akhigbe, Benin-City A major crisis is looming at the Edo State-owned Ambrose Ali University (AAU) over alleged attempt to by the authorities to force striking lecturers back to classrooms. To this end, it was learnt that the varsity’s Vice Chancellor, Prof. Ignatius Onimawo has asked Deans and HODs to implement “No work, No pay” rule even as he asked students to return to school. However, the institution’s branch of Academic Staff Union of Universities (ASUU) said only its national body can call-off the strike. It will be recalled that the National leadership of ASUU in 2018 called out members for strike action to draw the federal government attention to decay in the nation’s universities and staff welfare. AAU chairman of ASUU, Dr Monday Igbafe bemoaned the management’s “desperate attempt to reopen the school”. Igbafe said whereas, AAU benefitted N1.4m from Tetfund last year as a result of ASUU struggle.

ABSG sensitises workers on contributory pension Sunday Nwakanma, Umuahia In continuation of its sensitisation on contributory pension fund, Abia State Government has assured its workers that the state is cuing into it with effect from this month. In support of this therefore, the Nigeria Labour Congress (NLC), the Joint Negotiating Council (JNC) and the Trade Union Congress (TUC) have assured the workers of pension fund security through their intervention. Speaking during the occasion organized for workers from grade level 7 and above, the state Head of Service, HOS Sir Onyi Wammah, who was represented by his Permanent Secretary, Bureau of Establishment, Chief Okey Ihedioha disclosed that the state is cuing into the scheme based on extant laws of the state, Abia State Law 2017, stating that 20 pension fund administrators, PFAs are involved in the scheme. Speaking as himself later, the Head of Service, Sir Onyi Wammah assured that the state government must make it work and must find a way of stopping non-payment of pension and gratuities to its retired workers. Also speaking, the state Chairman, JNC, Chris Okoro said the normal pension fund has failed hence the new contributory system that is good for the welfare of the workers.

Finland has been ranked first globally in the Good Country Index published on 23 January. The results of the Index indicate that, relative to its size, Finland contributes more to humanity and burdens the planet less than any other country. This is the fourth edition of the Good Country Index, which measures 153 countries’ performance and ranks them on the basis their overall impact on the planet. In the recent Index, Finland rose from fourth place to the top. The other leading countries are Ireland, Sweden, Germany and Denmark. Suvi Laakso, Desk Officer, Trade and Development at the Finnish Embassy in Abuja, on Wednesday, stated that the Finnish Minister for Foreign Affairs, Timo Soini received the recognition on Wednesday during the World

Economic Forum in Davos, Switzerland. Soini said: “This is an excellent recognition. Finland is a good, down-to-earth country and we are a reliable partner in international forums. Our performance is the result of consistent work and I witness it in my work on an almost daily basis. The recognition is good for Finland’s internal discussion and atmosphere. Let’s be proud of ourselves for a moment and let’s continue to pursue even better results.” The Good Country Index looks at 35 criteria, based on data produced by the United Nations and other international organisations. The criteria produce each country’s “balance sheet”, which shows if the country burdens mankind or if it contributes to the common good of humanity. Finland, which is now in first place, ranks best in terms of its journal exports, number of patents, freedom of movement, press freedom, cyber security, refugees generated,

environmental agreements compliance, open trading, FDI outflows, and food aid. The 35 criteria of the Index are divided into contributions to seven categories: Science and Technology, Culture, International Peace and Security, World Order, Planet and Climate, Prosperity and Equality, and Health and Wellbeing. After the countries have been analysed, each of them will receive scores on each indicator relative to all other countries measured and corrected for the country’s GDP. The first edition of the Good Country Index was launched in 2014 in a TED Talk. The Nigeria Security and Civil Defence Corps (NSCDC), a security agency in the country has affected the transfer of service of its Commandants in charge of Taraba and Adamawa States, Northeast Nigeria. Daily Times gathered that while the Taraba State Commandant, Kalimu Ado Isah was transferred and posted to Adamawa State Command, Aliyu Musa Ndanusa, Commandant of Adamawa Command was also transferred and posted to Taraba State. Presenting his stewardship for the past three years of tenure before the officers and men of the Command during an official handing and taking over ceremony held yesterday at the NSCDC State Command Headquarters, Jalingo, the out-going Taraba State Commandant, Kalimu Ado Isah said NSCDC under his watch, saddled with the responsibility of protecting lives and property of the citizenry, achieved much in terms of crime management and protection and infrastructural development. Isah, who told the gathering that the Command during his three years of tenure established six outposts in three Local Governments of Jalingo, Bali and Gassol added that he was able to train over four hundred NSCDC officers and men on weapon handling, completion of Armoury at Wukari and Bali local governments.

‘Gov Abubakar inherited over N100bn debt from last administration’ Samuel Luka, Bauchi The Bauchi State Elders’ Advisory Committee has alleged that the present administration of Governor Mohammed Abdullahi Abubakar inherited huge cumulative debt of over N100 billion from the last administration of Governor Isa Yuguda who governed the state for eight years. “From the records available to us, the last administration left behind cumulative debts to the tune of over N100 billion made up of domestic loans N49 billion and foreign loans $87.6 million. It also inherited contractual liabilities of over N41.5 billion in addition to gratuity arrears of about 15 billion Naira for both the state government and local governments as well as workers’ salary arrears of some months”. The elders said at a Press conference on Tuesday in Bauchi. The leader of the Committee, Alhaji Yarima Aliyu Giade stated this in response to media reports that five Governorship candidates have within the week formed a coalition to unseat Governor Abubakar for non performance since assumption into office.

Andrew Orolua, Abuja The Chief of the Air Staff (CAS), Air Marshal Sadique Abubakar said Wednesday that the death of former Chief of Defence Staff, (CDS), Air Chief Marshal Alex Baden in the hands of unknown gunmen is a challenge on “security personnel to rededicate ourselves to the service and to deal decisively with crimes in the society.” Air Marshal Abubakar stated this in his tribute to late Air Chief Marshal Badeh whose remains was laid to rest at National Military cemetery Airport road, Abuja. Badeh was killed by yet to be identified gunmen on December 18, 2018 on the way from his farm located along Keffi- Abuja road. Speaking at late Badeh grave side yesterday, Abubakar recalled that the former CDS who earlier served as the Chief of the Air Staff, Nigerian Air Force was a

leader and commander at various times and at various capacities. He challenged military personnel to ensure that Badeh killers and perpetrators of the crimes are brought to book. Air Marshal Abubakar said that Air Chief Marshal Badeh will be greatly missed for his invaluable services to the armed forces and Nigeria. Also speaking at late Badeh’s grave side, the Chief of Defence Staff (CDS), General Gabrial Olonisakin described the deceased as an accomplished officer, a leader who lived a life worth celebrating. “A senior colleague, he was my predecessor.” He recalled that as the Chief of the Air Staff, late Badeh contributions to the Nigerian Air Force added value. As the CDS he provided leadership to the Armed Forces in the fight against the insurgents.” While we mourn we should take solace that he is at the hand of God, he said. The National Universities Commission (NUC) has granted full accreditation to 26 academic programmes of Alex Ekwueme Federal University, Ebonyi State. The University had during the recent visit of the Commission’s Accreditation Panels presented 28 programmes for accreditation. The programmes which includes: Accounting, Business Administration, English Language, History, Music, French, Igbo and Philosophy. Others are Anatomy, Fine and Applied Arts, Chemical Engineering, Electrical/Electronic Engineering, Mechanical Engineering, Mechatronics Engineering and Civil Engineering. Among the programmes that were also presented for accreditation were Applied Geo-Physics, Biochemistry, Biology, Chemistry, Mathematics, Physics, Economics, Political Science, Psychology, Sociology, Mass Communication, Criminology and Security Studies. From the result of the accreditation exercise which was released recently by the National Universities Commission (NUC) the 26 programmes received full accreditation status while the remaining two, Mechanical and Mechatronics Engineering programmes had interim accreditation.

Gov Umahi threatens to probe Ogbuoji’s alleged embezzlement Charles Onyekwere, Abakaliki

The Governor of Ebonyi state, David Umahi has accused the governorship candidate of the All Progressives Congress (APC), Senator Sonni Ogbuoji of embezzling funds meant for construction of roads in the state. Umahi threatened to probe Ogbuoji ahead of the governorship poll in the state. The Governor made this known while addressing the people of Ivo local government area of the state, maintained that Ogbuoji would vomit every Kobo he embezzled from the money meant for the projects. ASUU vows to sustain ongoing strike Titus Akhigbe, Benin-City The Academic Staff Union of Universities (ASUU) on Wednesday held a town hall meeting with market women and pressure groups to sustain its ongoing strike. The interactive session discussed how to rescue Nigeria education system from near collapse and appraise strategies for the challenges that lie ahead. ASUU had in November 4, 2018, declared indefinite strike action in public Universities nationwide to protest poor condition of service and other issues of concern. The Convener of the meeting and former chairman, ASUU, Benin Zone, Prof. Anthony Monye-Emina, described as misleading that ASUU was “a strike mugging organization”. He appealed to patriotic Nigerians to

prevail on the government to address infrastructural deficit in Nigerian Universities. He said the main reason why dialogue between the federal government and ASUU often end in deadlock was because of their refusal to introduce outrageous levies and tuition fees beyond the reach of the poor. “Our society has wrong impression about ASUU struggle. We are not asking for money to keep in our pocket, but for the development of infrastructure in our Universities”, he said. The Chairman of ASUU, University of Benin branch, Prof. Julius Iyasele who spoke on ASUU intervention and resistance in the struggle, made a pictorial display of comparative analysis on the state of decay in public Universities in Nigeria via a projector.

He said ASUU has written over 450 letters to the federal government since the struggle started in 2009, adding that ASUU strike was not politically motivated. A leader of the market women, Mrs. Eunice Okudu, said the forum has changed her perception about the struggle and hinted that the strike has made idle students vulnerable. Secretary of the Nigeria Labour Congress (NLC), Comrade Moni Mike Itua who commended the initiative, said the forum has exposed a lot of secrets about the hardliners. On his part, the Coordinator of Edo State Civil society Organizations (EDCSO’s) who pledged their support to ASUU, vowed to shutdown the economy if the federal government refuses to yield to the lecturers demands.

FirstBank, CIBN partner to strengthen market share First Bank of Nigeria has partnered the Chartered Institute of Bankers of Nigeria (CIBN) on retail banking certification programme aimed at strengthening market share. The Chief Executive Officer, FirstBank, Dr. Adesola Adeduntan,who announced the partnership at the inaugural Retail Banking Certification Programme graduation ceremony on Wednesday in Lagos, said that the retail banking certification graduation ceremony is a three-level intensive programme that provides retail bankers with access to current best practices in retail financial services with an emphasis on strategy and leadership. Adeduntan said that the bank, over the next two years, would work hard to be top three in the retail, small and medium enterprises, and corporate banking. He said that the bank had invested a lot in the certification programme to ensure that business development managers and group heads were well equipped to deepen its retail banking business. Nigeria’s economic confidence falls by 3% in one year - Report Motolani Oseni Amid economic turbulence in 2018 for countries across the world, Nigeria faced its lowest economic confidence scores, after a fall in the fourth quarter (Q4) of the year by three per cent, the latest edition of Global Economic Conditions (GECS) has revealed. Globally, confidence levels higher in Africa second only to South Asia, beating North America, Middle East, Central, and Eastern Europe, Asia Pacific, Western Europe, and the Caribbean. The latest report from the Association of Chartered Certified Accountants (ACCA) and Institute of Management Accountants (IMA), which included a highlight from the poll of 82 Nigerian accountants, stated that in the midst of a poor near-term outlook, a fall in oil prices is expected to weigh on exports and government revenues.

Commenting on this development in Nigeria, Head of ACCA Nigeria, Thomas Isibor, said: ‘The report finds that despite an improvement in the non-oil economy, consumer demand is soft, restrained by a 23 per cent unemployment rate. The overall GDP growth in 2019 is likely to be very modest at between 2 per cent to 2.5 per cent. Presidential elections in February increase uncertainty in the near term but the outcome may result in more business-friendly policies.” Reacting also, the Head of Business Insights at ACCA, Narayanan Vaidyanathan, said of the global results, ‘Economic confidence over 2018 has been turbulent, with the end of the calendar year results downbeat compared to the start of 2018. It’s been interesting to look back at the GECS from the start of 2018 when we recorded economic confidence at its highest since the first survey was issued assessing Q1 2009. Last year was clearly a roller-coaster ride and the outlook for 2019 is also uncertain.’ The global poll of 3,800 accountants shows that

all key regions recorded a negative confidence score with signs of growth weakening in the world’s three biggest economies - the US, China, and the Eurozone. Global economic confidence fell for the third consecutive quarter in Q4 2018, ending the year at an all-time low. The survey revealed that respondents were pessimistic about the outlook ahead, with the lowest scores recorded in Western Europe and the Caribbean. The least pessimistic part of the global economy was again South Asia, followed by Africa and North America. This raises concerns about rising costs, with 55 per cent of respondents globally considering laying off staff, with just 18 per cent considering taking on new workers. It also pointed out that 39 per cent of respondents are considering scaling back investment in new capital projects, compared with just 16 per cent who are looking to increase investment in new projects. The possibility of suppliers going out

of business being a concern for just 12% of respondents – unchanged from Q3. Meanwhile, the Federal Government of Nigeria has introduced a new policy known as the Strategic Revenue Growth Initiative aimed at generating more revenues to finance projects across the federation. Ahmed said that as a way of increasing nonoil revenue, the government was looking at the possibility of increasing Value Added Tax (VAT). “We are studying a possibility of a VAT increase but you also know that the increase of VAT requires an amendment of law. “It is most likely the VAT increase will be selective. It will be on special items so it won’t be across the board. “I’m sure you are already aware that there is a number of items that are exempted from VAT such as food and drugs. “There would be a VAT increase during the

course of 2019, we will announce later the items and what the rate would be. “We would have to take a request to the national assembly for amendment before it takes effect,” she said. The Chairman of FIRS, Mr. Babatunde Fowler, said that to increase tax revenue, the service plans to kickstart the drive to boost revenue by reviewing the current legal framework on tax. He said that the Service plans to collaborate with Deposit Money Banks to get names of companies and individuals with funds in excess of N1 billion and make sure that appropriate tax is collected. He also said that the Service would also link up with the Nigeria Customs to get data on companies that import goods into the country, to ensure that they pay their fair share of tax. He added that henceforth, the Service would ensure that it collects tax on properties owned by corporate entities in the country. Speaking at the event, the ComptrollerGeneral, Nigeria Customs Service, Col. Hammed Ali (rtd) said that the Service will focus on reducing smuggling, block mis invoicing and

illicit financial flow of goods. Ali said that the Service would like to introduce new excise duties. He said that at the moment, the country only collects excise duty on alcohol and cigarettes. He said the Service would like to look into including carbonated drinks since they also have health implications for consumers. The Customs CG said that the Service wants the country’s policy on exports to be reviewed, to allow the Service charge duties on goods being exported out of the country. Earlier, the Accountant-General of the Federation (AGF), Mr. Ahmed Idris said that his office would like to introduce the use of Treasury Single Account to all existing Nigerian embassies to enhance revenue. As a way of blocking leakages, the AGF said his office would also link revenue generating agencies to the Government Integrated Financial Management Information System (GIFMIS). He said that GIFMIS implementation will enable the Federal Government process financial transactions faster and also reduce opportunities for corruption and ensure the safety of public resources.

The public relations officer for NIS, Sunday James, on Monday revealed that new passport, a 64page booklet with 10-year validity, will cost N70,000, with over 20 features, while the other one with a five-year validity will be going for half the first price, N35,000. Meanwhile, minister of interior, Abdulrahman Dambazau, said the ministry is working towards domestication of e-passport production within the country. Speaking at a ministerial press briefing by the ministry on Thursday, January 17, Dambazau said the move to domesticate the production of the passport is to ensure that every material need for the passport is produced in Nigeria as it adds to the generation of revenue within the country.

NFIU since the unit was granted independence through legislation by the National Assembly. The approval came after the adoption of the report of the committee on anti-corruption and financial crimes led by Chukwuka Utazi, the senator representing Enugu- North constituency. 2019 election: PDP guber candidate says APC govt a failure, vows to make Zamfara self reliant The governorship candidate of the Peoples Democratic Party (PDP), in Zamfara State, Hon. Bello Mohammed Matawalle, on Wednesday described the All Progressives Congress (APC) led government in the state as a total failure, and pledged to implement formidable economic reforms that would make the state self-reliant if given the mandate. The governorship candidate said this at the inauguration of the Bello Matawalle campaign organisation (BMCO) in Kaura Namoda town of the state where his campaign organisation flagged off the governorship campaign, stressing that all the state needs is a person with economic and security foresight to pull Zamfara out of the present mess it is into. “I will transform the state from total penury to an Eldorado within a few months of my administration and bring a positive change,” he assured. The governorship candidate described the APC-led government in the state as tired and faltering, saying that Governor

Abdulaziz Yari has failed Zamfara citizens that gave him the mandate in the 2011 and 2015 general elections following persistent killings and kidnappings in the state. “His administration is tired and the state is faltering. The team around him has contributed to his failure and is failing the people as rottenness has set in. It is a high time to make a positive change for the state to join the global village,” he declared. Matawalle stated that the billions of Naira accruing to the state from the federation account every month have not been matched with any single development, stressing that misappropriation of public funds still eats like a cancer in Zamfara. “But as a few grow rich, majority see the values of their earnings being declined and eaten away by constant inflation. The civil service sector has been paralysed and the future of the civil servants has become very unpredictable and unreliable, public health sector remains in the state of total decay as nothing is moving in the whole state,” he lamented.

Serena Williams’s bid to equal Margaret Court’s record 24 Grand Slam titles was brought to a shuddering halt in sensational style Wednesday by Karolina Pliskova. The American great had beaten world number one Simona Halep in the fourth round but folded against the big-serving Czech seventh seed, who saved four match points before winning 6-4, 4-6, 7-5 under the hot Melbourne sun. The 26-year-old survived four match points in a rollercoaster third set that Williams led 5-1 before

collapsing to defeat in two hours 10 minutes. “I was almost in the locker room, now I’m standing here as the winner. It’s a great feeling,” an exhausted Pliskova said. “My mind was in the locker room. I wasn’t playing very well in the third set but I thought let’s try, this game at 5-2. She got a little bit shaky in the end so I took my chances and I won.” Williams, 37, had blazed through the early stages of the tournament, seeing off world number one Simona Halep in the fourth round.

But against Pliskova she lacked the intensity she had previously displayed and was soon trailing for the first time during her campaign after a slew of uncharacteristic errors. Pliskova, who entered this year’s tournament on a high after winning the Brisbane International warmup, came out firing and out served Williams to take the first set. Williams rebounded in the second set before imploding in the third when she had the finish line in sight. Former world number one Pliskova has made the quarter-

She has been a regular in the second week of Grand Slams in recent years, reaching the quarters or better six times since late 2016, but is still searching for a breakthrough win. Juventus striker Gonzalo Higuain is flying to London to complete his loan move to Chelsea. The Argentina international, 31, has been released from his loan to AC Milan, allowing him to join Maurizio Sarri’s squad. 69 years ago, Nigeria provided basic education for prisoners, what really happened to us? Daily Times Newspaper had on this day, 24th January, 1950, published a report in which the Lagos Superintendent of Prison said in an exclusive interview that plans had been completed to ensure that prisoners begin to enjoy education to at least, enable them read and write. The report had it that the Superintendent said that the arrangement would be made possible through a newly introduced Lagos Adult Education programme. “Various classes would be held in the prison house and prisoners would learn simple English and arithmetic which would help them greatly when they begin a new life after their term of imprisonment,” the Officer said. “The prison is a home for reformation. Prisoners must be trained so that they may become better citizens when they become free,” he added. Daily Times check confirmed that the education programme for prisoners in Lagos actually took off three months after, in May, 1950. It is true that the prisons established in Nigeria by the United Kingdom controlled government before independence were initially inhuman as they were conceived primarily to guard businesses for British nationals as well as restrict those that opposed the authorities of Her Majesty, the Queen in the country. But with time and as the colonies fall into the firm grip of colonial authorities, the government began to gradually loosen the prison conditions through the introduction of many reforms like the policy to educate prison inmates by 1950. Today however, the condition of prisons in an independent Nigeria today is an eyesore, except prisons for the rich and influential members of the society. Instead of improving on what was on ground before the exit of colonial authorities, the prisons are worse than places where animals are kept. Thousands of Nigerians are clamped in various prisons across the country and are left to undergo all forms of torture including emotional, social and psychological deterioration while those who are intellectually gifted waste away.

Nigerian prisons are excessively overcrowded, so much so that in some cases 50 prisoners are clamped in rooms meant for 10 inmates. Feeding in Nigerian prisons is as good as giving someone poison. Apart from been inadequate, the food given to prisoners are poorly cooked and under very unhygienic conditions. There is virtually no medical facilities in most prisons, the reason why prisoners die with the slightest health attack. All these have combined to make the life of a Nigerian prisoner such a painful experience. While in theory, the prisons were established to restrain offenders and in the process help to reform their lives, the reality in Nigeria is that prisons are evil cells where hunger, diseases and death stare inmates in the face constantly. In fairness to Federal Government, several reform policies for prisons in the country have been approved and budgeted for by previous and current administrations. However, the so called reforms have failed to bring the needed transformations on of prison facilities as well as ease the burden that inmates have to bear in the cells. There is therefore the need for the government to take critical look into the condition of Nigerian prisons in order to make them conform to minimum international standards.
