Sultan decries incessant talk shops on internal conflicts without action The Sultan of Sokoto, Alhaji Mohammed Sa’ad Abubakar III, has expressed concern on the seeming lack of a distinct organ of government to distil and implement several suggestions and solutions on how to minimise internal conflicts across the country. Specifically, the royal father, who attended a dialogue session on Democratic Stability for National Security, hosted by the Alumni Association of the National Institute in Abuja, on Tuesday, said the country has witnessed several seminars and workshops on security and national development without a concrete plan to make use of their recommendations. ‘’We have had many of similar platforms, but after talking, our problem is implementation of several good suggestions. Who coordinates the outcome of all these talks,’’ Sultan Abubakar asked?
He promptly urged the secretary to the government of the federation and the national security adviser to ponder on the question and proffer a solution. The Secretary to the Government of the Federation, Mr. Boss Mustapha, said the Federal Government was not oblivious of the concern raised by the Sultan even as he assured of a new institutional framework to address nagging issues of youth restfulness, drug abuse and violence during elections. Credible 2019 polls underway: 3 days after dumping Senate passes Electoral Act APC, Sen Shehu Sani Amendment Bill joins PRP Tunde Opalana, Abuja The Senate on Tuesday, finally passed the Independent National Election Commission (INEC) Act 2010 (Amendment) Bill, 2018 into law. The passage of the bill by the Senate now awaits the concurrence of the House of Representatives for onward transmission to President Muhammadu Buhari for his necessary assent. President Buhari had refused to assent the Bill previously passed by the National Assembly for various reasons bothering on procedural errors. Consequently upon the consideration of the report of the Committee on INEC after presentation by the Chairman of the Senate Committee, Senator Suleiman Nazif (PDP, Bauchi), the committee of the whole ratified the report and subsequently passed it. The chairman of the committee said that all the issues raised by the President Buhari while declining his assent to this Bill have been captured and addressed. A clause by clause dissection of the Bill was considered by the the committee of the whole before it satisfactorily passed the Bill for concurrence by the House of Representatives for harmonisation and onward transmission to President Buhari for his assent. Such consideration include Clause: 14, amends Section 49 (4) of the Principal Act that deals with failure of a card reader. Where a Smart Card Reader deployed for accreditation of Voters fails to function in any polling unit and a fresh Card Reader is not deployed three hours before the close of the election in that unit, then the election shall not hold but be rescheduled and conducted within 24 hours thereafter, provided that where the total possible votes from all the affected card readers in the unit or units does not affect the overall result in the constituency or election concerned, the commission shall notwithstanding the fact that a fresh card reader is not deployed as stipulated,. Also, Clause: 24, amends Section 87 (13) of the Principal Act that deals with the issue of deadline for primary election. The dates

of the Primaries shall not be earlier than 150 days and not later than 90 days before the date of the election to the elective offices. The same section also stipulates a specific period within which political party primaries are required to be held since the unintended consequences of leaving lNEC with only 9 days to collate and compile lists of candidates and political parties for the various elections. This is because the earlier Electoral Act Amendment Bill did not properly amend Sections 31, 33 and 85 of the principal Act that stipulate times for submission of lists of candidates, publication of lists of candidates, notice of conventions and congresses for nominating candidates for elections. The Bill will go a long way in further strengthening the nation’s Democracy and improve its Electoral process. The main objectives of the amendment of this Bill include the following: to provide for the use of Card Readers and any other similar technological devices in conducting elections; to provide a timeline for the submission of list of candidates as rightly captured in Section 31 (6) and 85 (l) of the Bill; to identify criteria for substitution of candidates, limit of campaign expenses; and to address noticed problems related to the omission of names of candidates or logo of political parties. The issue of card readet was one of the contentious issue for the refusal by President Buhari to assent to the Electoral Act (Amendment). The Presidency has said the Card Reader was not included in the latest Electoral Act (Amendment) Bill 2018. The Senior Special Assistant (SSA) to the President on
National Assembly Matters (Senate), Senator Ita Enang, had in an attempt to clarify the contentious issues, said it was necessary to guard against false allegations by opposition politicians that the card reader provision in the Bill was one of the reasons Buhari withheld assent to it. According to him, the card reader provision addressed by section 49 of the Principal Act was completely excluded. He said, “It is not in anywise, part of the provisions of the bill forwarded to the President on August 3, 2018, and could therefore not form part of the consideration of the President.” He though agreed that there was card reader provision in the two previous amendments of the Bill, it was never mentioned as a subject of disagreement between the President and the National Assembly. He said: “For further clarity, the Bill of February 20 had 43 clauses, and the revised Bill of June 27 had 41 clauses. “The current further revised Bill of August 3, which now excludes the card reader, has just 15 clauses in the absolute wisdom of the National Assembly. “And the President has no constitutional or legal authority to add or remove any provision to or from what the National Assembly has transmitted to him.’’ The president’s aide noted that by withholding assent to latest transmission that excluded the card reader provision, Buhari had actually preserved the card reader. This, he explained, was an opportunity for the lawmakers to restore the card reader provision when reconsidering the Bill “in its absolute legislative discretion’’.
The Senator representing Kaduna Central in the Senate, Shehu Sani, on Tuesday, joined the People’s Redemption Party (PRP), three days after he left the All Progressives Congress (APC). Shehu Sani Sani made this known in a statement by his Special Adviser, Political and Ideology, Mr. Suleiman Ahmed, in Abuja. He said: “It has become impossible for the senator to continue to co-habit with reactionaries and their perfidious and inimical style of politics. “Sen. Sani maintains the highest respect and honour for President Muhammadu Buhari. However, we prefer to live in a Cottage of Honour than a mansion of shame. “Sen. Shehu Sani has returned to the PRP. PRP represents our socialist revolutionary ideology. “Sen. Sani is now free from the toxicity and infamy the APC existentially represents. We left the APC for the emperors and their lackeys.” Confirming the development to the News Agency of Nigeria (NAN) in an interview, the Kaduna State Chairman of the PRP, Dr. Tom Maiyashi, said the lawmaker is now a member of the party. Maiyashi said the lawmaker had been duly registered and offered membership card of the party. He stressed that “Sen. Shehu Sani has registered with the party and his ward is Kaduna South.’’ Recall that Sani on Sunday resigned from the APC. The lawmaker announced this in a letter addressed to the

The letter, dated October 19, signed by the lawmaker and copied to the APC national chairman, Mr. Adams Oshiomhole, however, did not state which party he would defect to. Shehu Sani as candidate representing Kaduna Central after he was issued automatic ticket by the National Working Committee (NWC). However, his name was substituted with Mr. Uba Sani, an aide to the Kaduna State Governor, Nasir el-Rufai Uba Sani, Special Adviser to el-Rufai on Political Matters, was declared winner of the primary election conducted in Kaduna on October 6 for the Kaduna Central Senatorial ticket, by Chairman Primary Election Committee, Matthew Iduoriyekemwen. But Shehu Sani did not participate in the election because he had been offered automatic ticket by the national body of the party. Following the election, Sen. Sani, in a statement by his Special Assistant Media, Abdulsamad Amadi, said the process was ‘illegal’. The lawmaker had been having running battle with Governor el-Rufai , on the latest development and his defection may not be unconnected to it. The Independent National Electoral Commission (INEC) had given political parties October 18 as deadline for submission of candidates’ lists for the National Assembly and state houses of assembly elections.

Composition of security architecture: Saraki stems uproar over alleged S’East exclusion Tunde Opalana, Abuja What could have been another heated arguments on the floor of the Senate was on Tuesday averted by a quick Intervention of the the Senate President, Dr Bukola Saraki. Saraki used his administrative fiat to stem deliberation on a motion lamenting the exclusion of the Igbos of the South East Nigeria from composition of the nation’s security architecture. Senator Victor Umeh (APGA, Anambra Central) had in a motion he sponsored called for an urgent need to appoint a representative of the South East into the National Defence Council and the National Security Council. He expressed worries that none of the Service Chiefs as appointed to the two councils come from the South East of Nigeria as firmly enshrined in the 1999 Constitution through the Spirit and Principle of Federal Character. Umeh further expressed concern that “the Defence and Security Advice relayed to the
President by members of the Defence and Security Councils (which exclude security officers from the five states that make up the South East of Nigeria) may not likely represent fair and equitable security situation of the South East of Nigeria”. Claiming that none of the officers from the zone was appointed a service chief by the Buhari administration, he said that this negates the beauty, tenet and cardinal Principle of Democracy which specify inclusiveness, representation, justice and fairness. He said: “When these ingredients are missing and lacking in any government, it will create a feeling of alienation”. Umeh made copious constitutional references such as Section 217(3) which says “the composition of the Officers Corps and other Ranks of the Armed Forces of the Federation shall reflect the Federal Character of Nigeria”. The motion was seconded by Senator Enyinnaya Abaribe (PDP, Abia North) who said he had led a South East Caucus to President Buhari on the issue.
Abaribe said Section 5 (1 A and B) of the 1999 Constitution buttress Umeh’s position, adding that the self-determination of appointment of Service Chiefs is a misapplication of the powers of the President. He said despite the provisions of the Constitution, “there is a deliberate attempt to exclude certain section of the country from being part of the security architecture of the the country”. But the Deputy Leader of the Senate, Bala Ibn N’Allah (APC, Kebbi), said though he had no objection to Umeh’s motion, he queried the constitutional interpretation of requests made by the motion. He said there was an apparent misconstrue of certain statute of the Constitution, stressing that Umeh misunderstood or misinterpreted the constitutional requisition of Section 153(1) (g) of the Constitution allowing the Predident to appoint another person aside service Chiefs as member of the National Defence Council. He said Section 219 has taken care of the powers of the President as specified in Sections
217 and 218, adding that it may be right for the National Assembly to invoke the section 219. He said: “Let us not politicise the issue of security on a platter of ethnic. We must be extremely careful of the product that comes out of this chamber”. Senator Barau Jibril (APC, Kano North), who said that the assertion of Senator Umeh is wrong in citing Section 153 of the Constitution, said such claim is misleading. He said the inclusion of the Foreign Affairs Minister who is from South East in the National Defence Council uphold the satisfaction of Section 153(1)(g). Jibril, therefore, asked Umeh to apologise for misleading and misguiding the Senate. Senate President, Bukola Saraki said further argument on the motion would not yield positive results as a consensus cannot be reached. Technically stepping down the motion, Saraki said, “You cannot argue the point raised in the motion, neither can you argue what is in the Constitution. I take the motion as noted.”

Justice Yunusa admitted it’s unethical to receive money from lawyers - EFCC The Economic and Financial Crimes Commission (EFCC) has revealed that Justice Mohammed Yunusa, the embattled former Judge of Federal High Court, Lagos, admitted in his statement to the anti-graft agency that it was unethical receiving money from lawyers. The revelation was made on Tuesday during the testimony of Mr. Moses Awolusi, an EFCC investigator, during Yunusa’s trial at an Ikeja Special Offences Court in Lagos. The proceedings lasted from 12.30 pm till 5.18 pm. Justice Yunusa is accused by the EFCC of collecting gratification from Mr. Joseph Nwobike, a de-robed Senior Advocate of Nigeria (SAN) and the law office of Mr. Rickey Tarfa (SAN). Tarfa is being tried before Justice Aishat Opesanwo of an Ikeja High Court for allegedly having unlawful communication with judges and offering gratification to them. Yunusa, in his EFCC statement to which was tendered to the court during Tuesday’s proceedings and read aloud by Awolusi, admitted collecting N750,000 for the purpose of paying for his ailing mother’s kidney dialysis. The statement read in part: “I know it is unethical to accept money from counsel when he has a pending matter before the court. I have been shown my UBA account where I received N750,000 from Joseph Nwobike, I reached out to him as a personal friend. “I shared my problems with him in the light of my mother’s diabetic condition which required dialysis.” Awolusi, led in evidence by Mr. Wahab Shittu, the lead EFCC prosecutor, told the court that investigations had further revealed that there was constant communication between the defendant and the two SANs. He said: “Investigations on the defendant’s MTN line revealed that there was constant communication between the defendant and Rickey Tarfa (SAN). “We discovered that before certain matters being handled by the counsels were filed, there was constant communication between them as regards those matters. “They even kept communicating even while the matter was going on even to the point of judgement. “On March 19, 2015, Dr. Nwobike paid N750,000 into Yinusa’s UBA account and by October 10 that same year, judgment was delivered
in favour of Dr. Nwobike in suit number FHC/L/ CS/1471/2015,” he said. The EFCC investigator revealed that the anti-graft agency wrote to the National Judicial Council (NJC) to investigate if he had violated the ethics of judicial officers. “We wrote to the NJC to furnish us with information in relation to allegations, it was observed that the defendant violated the code of conduct by relating with counsels with pending matters before him. “He was, therefore, recommended by the NJC for sanctions,” Awolusi said. However, during crossexamination by Yunusa’s defence counsel, Mr. Robert Clarke (SAN), Awolusi admitted that he was unaware of the purpose of the money paid into the judge’s UBA account. He, however, reiterated that the EFCC investigated Yinusa based on the multiple communications he had with the SANs who had cases before him. Justice Sherifat Solebo adjourned the case until November 14 for continuation of trial. The News Agency of Nigeria (NAN) also reports that Yunusa is standing trial alongside Esther Agbo, a staff member of the law chambers of Mr. Rickey Tarfa (SAN). Yunusa is facing four-counts bordering on attempted perversion of the course of justice and corruption by a public official, while Agbo is standing trial on a charge of offering gratification to a public official. According to the EFCC, Yunusa had constant and confidential communications with Tarfa, who was handling three lawsuits marked FHC/L/CS/714/2015, FHC/L/CS/715/2015 and FHC/L/ CS/716/2015 before him. It also alleged that Yunusa collected N1.5 million bribe from Tarfa for the purpose of giving favourable rulings and judgments in the cases. The judge is also being accused of receiving N750, 000 from Nwobike, between March 2015 and September, 2015, to get “favourable” judgment in some cases. Agbo, the second defendant who is an employee of Rickey Tarfa and Co., on May 14, 2015 paid the N1.5 million allegedly from Tarfa into Yunusa’s UBA account no.1005055617. The offences violated Sections 64(1)(a) and 97(3) of the Criminal Law of Lagos State, 2011.
Fraud allegations: Reps intervene, to probe crisis rocking NHIS Henry Omunu, Abuja
The House of Representatives, on Tuesday, said it would set up an ad hoc committee to investigate the cycle of crisis rocking the National Health Insurance Scheme (NHIS), following the furore that has trailed the suspension of the Executive Secretary of the scheme, Prof. Usman Yusuf. This decision is sequel to the adoption of a motion by Hon Diri Duoye on the need to prevent the NHIS from degenerating into a theatre of war. Leading debate on the motion, Hon Duoye recalled that the governing council of the NHIS had on October 18, 2018,
announced the suspension of Yusuf over allegations of fraud and other infractions, relating to procurement violations, unlawful staff posting, defiance of council’s directives, superfluous arrogation of projects and violation of Treasury Single Account (TSA) policy of government. He also stated that prior to the executive secretary’s suspension by the governing council, he had been issued series of queries demanding explanations on the alleged infractions which he failed to respond to. The lawmaker added that the latest pandemonium at the head office of the NHIS comes barely five months after the executive secretary was controversially
reinstated by President Muhammadu Buhari following his suspension by the Ministry of Health over similar allegations of gross misconduct, corruption and nepotism in July. Duoye further declared that Yusuf defied the authority of the governing council to suspend him by violently breaking into the Abuja head office of the scheme aided by heavily armed policemen, who indiscriminately teargassed and manhandled staff. He expressed concern that the agency on which the hope of the nation’s universal health delivery is hinged, is now far from being a theatre of health but has generated into a theatre of war. cautioned the House to wait for the outcome of its investigation before arriving at a position, pointing out that the Act establishing the scheme is unclear whether the governing council has the power to suspend the executive secretary. Pwajok also stressed that the investigation would enable the House determine whether the allegations made against the executive secretary is true or not even as it would determine if there is a need for the Act to be amended. In adopting the motion, the House resolved to constitute an ad hoc committee to probe the crisis as well as the scheme’s operations.

In August the president of Nigeria came for a summit organized by Women in Politics, the president spoke that women were going to be included, his wife the First Lady also spoke that women will be included and even the National Chairman of the APC promised us that this time around we must get our 35% affirmative. “So far, what we have in APC now is about 0.5% from statistics. So, to us it’s a scam and it’s not as if we do not have the capacity or we did not buy nomination forms, we bought forms, we paid half of the money compared to other parties, which does not charge women for anything. So, we paid good money but to our surprises, we are wondering why we should not be
included in the affairs of the country when we are the best, when we are the main people that will bring out people to vote in the 2019 election. If this continues, it shows we are going to boycott 2019 election. That is exactly why we are protesting today. “We are women of APC this is APC secretariat. I am speaking on behalf of the women in APC, because we even paid 50% of the forms, no party in this country pays up to what we paid. So, we should be given the respect”. When asked for their demand from the leadership of APC, Duru said: “What we (women) are having now in APC is 0.5%. It doesn’t meet up at all. We also have the right to protest, we bought the forms and we should be included. We shouldn’t be treated like people who do not have a right in this country; we have every right to do anything we need to do so we should be respected”.

2019: Women Rights groups condemn low female representation Adebisi Oyindamola, Abuja Women rights groups have condemned the decline in women representation in politics and by extension governance, in the just concluded election primaries. They said women representation in this current administration has fared poorly, compared to the previous regime. With only 31 out of 469 female aspirants successfully emerging as flag bearers for National Assembly positions in the recent polls, the groups unanimously agreed that women needed to intensify efforts in the areas of economic and self development. Speaking in Abuja on Tuesday, at the ongoing All African Women Summit, the National coordinator, Society for Empowerment and Self Reliance, Rose Mary Effiong, said the situation is dire in Nigeria, because women are not given opportunities to be financially buoyant to vie for political offices. Mrs Effiong disclosed that Nigeria was sinking deeper into a male dominated governance system and women are not included in the brokering peace as it is expected.

Ayade, COAS flag off Operation Crocodile Smile III in C/River Governor Ben Ayade of Cross River State has flagged off the Nigerian Army operation crocodile smile III exercise in Bakassi local government area to check cases of kidnapping, militancy and armed robbery Ayade, who performed the exercise on Tuesday, said it would also help to maintain peace and orderliness during the annual Calabar festival and the 2019 polls. According to him, the exercise will also reduce the proliferation of arms through the Cameroon border at Ikang in Bakassi. The governor added that the Nigerian Army has remained disciplined and very professional in the discharge of their constitutional duties. The Governor called on all security agencies to work in harmony with a view to bringing the security challenges across the country under control. “As the 2019 general elections draw closer, I want to use this opportunity to warn politicians to desist from moving arms and sponsoring violence at polling units. “As the Chief Security Officer of the state, I will work with security
agencies to ensure that anyone caught is prosecuted,’’ he said. In his own remarks, the Chief of Army Staff, Lt. General. Tukur Buratai, disclosed that the operation was a training exercise aimed at enhancing internal security operations by the Army. The COAS, who was represented by Maj. Gen. Emmanuel Kabuk, the General Officer Commanding 82 Division, Enugu, said that the operation was a training exercise to help soldiers of 13 Brigade horn their military capabilities. According to him, the exercise was designed to include riverine and land operations with a view to monitoring the creeks by tackling kidnapping of personalities, militancy and curbing the menace of armed robbery. “This exercise has been designed to enable officers and soldiers of 13 Brigade to show their proficiency in internal security. “The land operation will be conducted to check armed robbery, communal clashes, stop and search of vehicles among others. “The riverine operation will equally help us to check the activities
of militancy and kidnapping of personalities across the creeks. “In addition to the exercise, we will also carry out medical outreach in host communities and schools. “As we do this, it will also help us to maintain peace and order and create a conducive environment as we approach the 2019 general elections,’’ he said. He urged the soldiers to deal with criminals based on the rules of engagement. The Commander of 13 Brigade, Nigerian Army, Calabar, Brig.-Gen. Charles Okulide, disclosed that 800 security personnel drawn from the Army, Police, Nigeria Security and Civil Defence and Immigration would be participating in the one month exercise. Okulide said that the initiative was to foster inter-agency relationship among security agencies in the state, thereby expressing confidence that the exercise will be hitch free. According to him, the Brigade has made giant efforts in curbing heinous crime in the state through the sustained collaboration of other security agencies.
The Enugu State Governor’s wife, Mrs. Monica Ugwuanyi has advised parents, especially the mothers, to ensure proper immunization of their children at designated hospitals to enhance their health status as future leaders. Mrs. Ugwuanyi urged the women to document the process of the immunization by ensuring that the dose given to their children is recorded in their cards and presented to the doctors whenever it was time for the routine exercise to avoid double dosage. The Enugu Governor’s wife, who gave the advice during the flag off of the first round of 2018 Maternal, New Born and Child Health week, held at the Enugu State University of Science and Technology (ESUT) Teaching Hospital (Parklane), Enugu, also advised the women to make it a point of duty to take their children to hospitals when they fall sick for proper treatment. She appealed to them to keep their children and environments clean, advising: “anytime you want to clean a child’s mouth, wash your hands properly and make sure that the towels are clean. In case the towel falls down drop it, children are very delicate and should be treated with care”.
Saraki doles out N5.7m to renovate Kwara NYSC orientation camp Kehinde Akinpelu, Ilorin The Senate President, Dr Abubakar Bukola Saraki yesterday donated N5.7 million to the National Youth Service Corps (NYSC) in Kwara state for the renovation of some facilities at the Yikpata orientation camp in Edu local government area of the state. Saraki, had during a condolence visit to Yikpata Orientation Camp when a youth corps member died in May, this year promised to assist NYSC in upgrading some facilities at the camp. In fulfilment of his pledge, the Senate President yesterday presented a cheque of N5.7 million to the state coordinator of NYSC, Mrs Toshin Ikupolati. The Director General of ABS constituency office, Ilorin, Alh Musa Abdullahi presented the cheque to Mrs Ikupolati at a brief ceremony in his office. Abdullahi said the money is meant for the renovation of four male and female hostels, renovation of clinic and supply of drugs at the NYSC camp. “The Senate President, Dr Abubakar Bukola Saraki has approved the sum of N5.7 million for the renovation of four number hostels, clinic and supply of drugs at the Yikpata NYSC orientation camp.

NDIC and regulatory action to stabilise economy

The National Deposit Insurance Corporation (NDIC) has consistently been in the news for the right reasons. This is probably an evidence of the excellent work the management of the banking watchdog and deposit insurer is doing. The NDIC was established to foster confidence in the banking industry by providing insurance cover and guaranteeing the safety of deposits in banks and other financial institutions. This is done by the corporation in line with the provisions of the Act establishing it. Thus,
in the event of failure of an insured financial institution, the payment of the insured deposits to customers of the concerned bank is guaranteed up to a specified limit. The Corporation is equally assigned the role of fostering monetary stability; the promotion of efficient payment system, competition and beneficial innovation in the Nigerian banking industry. Through its banking supervision role, the Nigeria Deposit Insurance Corporation detects signs
of risk of failure. It takes immediate action to ensure that the signs of failure caused by unsafe and unsound banking practices are eliminated. The latest result of such prompt action by the NDIC, which put the Corporation in a positive limelight, was the liquidation of the distressed Skye Bank Plc. The liquidation of that bank and the creation of Polaris Bank to ensure that millions of depositors of Skye Bank do not lose their money are commendable. The Assets Management Corporation of
Nigeria (AMCON) will inject N786 billion to return the Bank to life and profitability under its new name. A statement from the Corporation explained that “The NDIC carried out the Bridge Bank option to resolve the SKYE Bank Plc in order make certain that its depositors are fully protected as their deposits with Polaris Bank limited remain insured under the NDIC Act, and that the customers of SKYE Bank Plc can also continue to transact their businesses with Polaris Bank Limited.”

Kaduna, Nigeria’s northern melting pot, is sinking. Not weighed low by the vast numbers of the various ethnic and religious groups it is magnetising. But by sickening strife, seasonal spleen and senseless suspicions. That was the deadly brew that was served the State last week, moving the authorities to place most of its entire population of 6.3 million (2006) under lock and key. Yesterday, after an official death toll of close to 60 people and an unofficial figure reportedly doubling this, the streets of urban and rural Kaduna were bereft of civilian presence. The people deserted the scene to escape rival mad mobs mauling themselves or whoever came their way. These gangs fled when heavily armed policemen and soldiers also deserted their barracks to heed the call of national service, and quell the carnage arising from the mayhem. So Kaduna is deserted; in a manner of speaking, emptied into locked homes, religious centres, and shops. Both government and private sector operators are shut in. Poor National Youth Service Corps (NYSC)! Its Kaduna outpost has suspended the commencement of the 2018 Batch ‘C’ orientation for corps members deployed to the State. The programme was scheduled to start today. Now it’s been put off
indefinitely, all due to the 24-hour curfew to halt the bloody attacks escalating from killings in Kasuwan Magani in Kajuru Local Government Area of the State. The government has claimed the arrests of scores, with the routine vow to deal with them according to the law. The security agents are doing more than keeping the streets safe: the Force is offering quite useful travel advice. Police spokesman Jimoh Moshood on Monday, while on a Lagos-based TV news programme said: “We advise who will be through Kaduna, because Kaduna is gateway to so many states to the north, to make use of alternative routes. They can by-pass Kaduna metro for now…” All these however do not suffice to allay our fears that we have put these cyclical bursts of violence behind us, the assurances of our leaders notwithstanding. Despite their pronouncements, we have these acts of violence coming up every time. Boko Haram, said to have been ‘technically defeated’, is still alive. They were at work again when the Kaduna crisis was unleashing its own havoc. The terrorists hacked 12 farmers to death as they worked on their fields outside Kalle, 17 kilometres from Maiduguri, capital of the volatile NorthEastern State of Borno. AFP, the French news
agency, reported that “they used machetes to kill their victims.” The militants had guns but did not use them, so as not to attract the attention of troops in a nearby community. The attack sacked 1300 from their homes. Lately there has been the same distressing news from the Middle Belt States of Benue and Plateau. The police and military have thrown in all thats in the books. Yet the criminals have remained ahead of them. The joint military operations that have given birth to strange animal dances and smiles have not secured peace for these troubled regions and their people. Meanwhile, the regular menu of armed robbery, kidnapping, ritual killing, assassination and communal conflicts have not abated. They come with death, destruction and danger. They deny us our fortune, freedom and future. I don’t believe these felons are really unassailable on account of their criminal wizardry. As a popular radio-TV jingle says, “dem (the criminals) no be spirit o.” Simply translated, it says that these miscreants (Boko Haram, Fulani herdsmen, armed robbers etc.) aren’t invincible! They are not superhuman; they are not indomitable. Their seeming prowess is as a result of the vulnerability of the state, its security
agencies, institutions, and its educationally and economically disempowered people. Criminals in Nigeria leverage on these shortcomings to prey on society. These constitute the capital we falsely see as the impregnable strength of those who hold our communities to ransom. We donate their power to them by default. We shall keep on finding ourselves in this quandary until we free ourselves from leaders whose first port of call when we elect them would be the construction of bunkers to harbour themselves, their kinsmen and their business and political cronies. They won’t fire these underperforming associates in the security agencies and in the ministries, departments and agencies of government (MDAs) when there are grave lifethreatening breaches such as we’ve been having across the land. They can’t show the way out to a top functionary of the administration who rubbishes a government scheme which the president has himself praised to high heavens. Why would a nation whose selfish leaders work at cross-purposes, whose self-minding leaders don’t accept that the ‘security and welfare of the people shall be the primary purpose of government’, not fall repeatedly into the hands of vandals?

Editorial Commentary The ‘Oshiomhole must go’ coalition Times Guest Columnist Reuben Abati
Chief John Odigie Oyegun, former National Chairman of the All Progressives Congress (APC) must be having a good laugh wherever he is. If he is just finishing a meal, he can afford to pick his teeth and belch from the deepest part of his biological system, and even turn up his nose as he asks for a glass of water. He can also look around and thank Karma for being kind to him, as he gulps down the water and reflects on the circumstances of the APC since he was shunted aside and Adams Oshiomhole, former Governor of Edo State and former labour leader, supplanted him. Oyegun’s waterloo was the election in Ondo state and the emergence of Rotimi Akeredolu as Governor, and before then, his power-tussle with some key stakeholders in the South West wing of the ruling party. Oyegun was accused of being disdainful of reconciliation within the party, and not willing to work with some prominent stakeholders. He was seen as an obstacle to party cohesion. He was sacrificed. His place was taken by Adams Oshiomhole. Oyegun took his humiliation with absolute equanimity and has not since then uttered any fighting words nor has he openly worn his hurt on his sleeves. If he is aggrieved, it would be difficult to find enough evidence, in this season of extreme emotionalism, to prove that such is the case. But if he has been so studiously silent, why we do we think he should laugh and pick his teeth? Our answer is as follows. His successor, Adams Aliu Oshiomhole, in less than one year of supplanting him has blown nearly all the bridges of goodwill and conspiracy that brought him to power as Chairman of the ruling party. In October 2017, 17 APC governors plotted to remove John OdigieOyegun as Chairman of the ruling APC. He was accused of being too close to only 7 out of the 24 APC governors in the country then and that he was using his position to the advantage of the purportedly famous 7. These seven Governors were named as Nasir el-Rufai (Kaduna), Abdullahi Ganduje (Kano), Mohammed Abubakar (Bauchi), Rochas Okorocha (Imo), Simon Lalong (Plateau), Yahaya Bello (Kogi), and Samuel Ortom (Benue). They were called Oyegun’s “anointed Governors” with whom he was ruling the party. The loyalists of John OdigieOyegun at the time insisted that Adams Oshiomhole who had left the Governorship of Edo State and was looking for a job - so they alleged - was the man behind the antiOyegun plot. The detractors took their case to President Muhammadu Buhari. Oyegun soon lost his job. Oshiomhole replaced him. The recent party primaries exposed the limits of Chairman Oshiomhole’s overreaching politics. The Governors that were against Oyegun were 17. The ones that were for him were 7 as reported. In less than one year of taking over, Oshiomhole is far less popular. Under his watch, all the alleged pro-Oyegun Governors are biting their fingers. They have been battered, crippled, harassed and humiliated. Nasir el-Rufai almost had a heart-ache trying to prove his relevance in Kaduna politics. The same with Rochas Okorocha of Imo. In Plateau, Simon Lalong began to sound openly like a member of the opposition. Samuel Ortom of Benue chose the option of defection back to the Peoples Democratic Party (PDP). Yahaya Bello (Kogi) is neither here nor there. He
follows wherever the Buhari tide flows. But the real issue is that even the Governors that used to be anti-Oyegun and pro-Oshiomhole have turned against Oshiomhole. They don’t want him anymore. In the same manner in which a majority rose against Oyegun in 2017, they have risen against him. This time, the problem is not coming from just Governors, but members of the National Assembly, and all the way down to the grassroots. Evidentially, the APC, with Chairman Oshiomhole’s NWC in charge, conducted problematic primaries in states like Edo, Ogun, Delta, Rivers, Imo, Zamfara, Kaduna, Kano, Oyo… with negative results. Oshiomhole deployed the powers of the National Working Committee and his influence as Chairman, but he alienated the party’s power base. For this reason, the state Governors and other critical stakeholders are up in arms. In Ogun, Ibikunle Amosun does not understand why some Godfathers in Lagos and Oyo state will be allowed to have their way and he would not be allowed to have a say in the choice of his own successor. In Zamfara, the Governor even threatened to take the law into his hands if his importance was ignored. In Kaduna, Governor el-Rufai’s arch-rival, Senator Shehu Sani is on his way out of the APC, into another party, and that has split the party in Kaduna state. In Lagos state, the party’s incumbent Governor, Akinwunmi Ambode has been left in limbo, dangling between survival, a lost bid for a second term, and the threat of impeachment around his neck. Two things: we must remind ourselves that Governors are very powerful members of either ruling or opposition parties in Nigeria. They control the grassroots for the party and when their party is in power, they wield even greater influence. In either the PDP or the ruling APC, they insist on the control of the party through indirect primaries. In the last APC party primaries, the National Working Committee of the APC marginalized the Governors by voting for direct primaries, despite an earlier agreement that some latitude will be allowed based on the peculiar circumstances in each state. In handling the petitions from the various states, Oshiomhole ignored what had been previously agreed. The tragedy for the APC is that President Buhari is reportedly on the side of the party and Adams Oshiomhole. President Buhari may support Oshiomhole but can he afford to go into the 2019 elections with a broken, damaged party? I may have predicted the implosion of the APC somewhat too early, but it seems to me that with Oshiomhole now asking the “Red Cross” to save him from drowning, the ruling APC in Nigeria, may have finally arrived at the crossroads. In 2015, the PDP talked about changing the game. The APC said they were bringing change. Now, the pre-election circumstances of the ruling APC may well be the game changer for the 2019 Nigerian Presidential and general elections. My simple view is that while changing Oshiomhole on the eve of the game may be the inevitable outcome of his own self-inflicted nemesis, perhaps the APC needs to beware of the lessons of history. If he is removed, there will be no orchids for him. If he survives as Chairman, the APC will still pay a price. The APC faces a Hobson’s choice.

Brain drain and welfare policy The recent report of about 5,405 Nigeriantrained doctors and nurses working in the United Kingdom hospitals represents a frightening dimension of brain drain in the country. Incidentally, the health sector has witnessed increasing migration of the best brain including many medical personnel trooping out of the country in search of greener pastures. This brain-drain in the health sector, which has always existed at some level, has in recent years taken on an alarming turn with the changes in the state of the Nigerian economy. Investigations revealed that Nigerian doctors have been migrating to the United States, Canada, Saudi Arabia, the UK and many other nations across the globe. Relevant medical agencies in Nigeria could not provide official data on emigrant doctors, but figures released in February 2018 by the British government indicate that no fewer than 5,405 Nigerian-trained doctors and nurses are currently working with the British National Health Service (NHS) in the United Kingdom UK. From the statistics, Nigeria has 80,000 registered doctors; more than 50,000 are practicing abroad. 92 percent of Nigerian doctors in Nigeria are considering finding a job abroad and 70 percent of them are making plans to leave for foreign lands and are taking exams to that effect. What this mean is that Nigerian medics constitute 3.9 per cent of the 137,000 foreign staff of 202 nationalities working alongside British doctors and nurses. Nigerians in the diaspora sent home $22 billion in 2017, a 6.4% increase from the amount repatriated in 2016. This makes Nigeria the highest in the SubSaharan region in terms of diaspora remittances and fifth in the world, thus echoing the positive contribution of Nigerians in the diaspora to the Nigerian economy. This trend has been having negative effects on Nigeria’s health sector. As a result of this, experts say that Nigeria is experiencing a shortage of doctors in most of its hospitals. The ratio of medical practitioners to patients in the country is very low. Official records reveal that Nigeria currently has one doctor to attend to 3, 500 patients in the country, which is a far cry to the World Health Organisation (WHO) recommendation of one doctor to 600 patients. Already it takes an old patient two hours and three hours for new patients to see a doctor on the average. It will not be far from the truth to state that the lapses are due to decades of harsh economic policies, which had led to chronically under-funded health systems. There is no gainsaying that the effects of brain drain syndrome in Nigeria’s health sector are devastating. Today, Nigeria’s health system wobbles and the future bleaks even the more, no thanks to the huge challenges this single problem of human capital flight. Nigeria’s health industry is already left in a state of quagmire. The health institutions/facilities have continued to beg for an overall cleansing; this is a necessary antidote without which health care delivery will remain in total disarray. The flight of medical personnel from Nigeria is not unconnected with the prevailing severe economic recession and hyper-inflation, among many others, which has reduced the purchasing power. Many other glaring and remote factors are culpable for the brain-drain conundrum. Despite the dearth of personnel in the well-being sector, it is laughable that only less than one-third of the registered Nigerian doctors practice in the country while over two-thirds of the professionals
are migrating abroad, solely to earn better wages and career development. It is simply stating the obvious that the ugly trend has also reduced the number of dynamic and innovative people in the health care sector, which the stakeholders and keen observers believe to be responsible for the medical quackery in the length and breadth of Nigeria. The dilapidated equipment in hospitals and the mismanagement of the little resources, especially in government hospitals is also not helping matters. Most doctors after graduation do not have the basic framework to allow them to do their job properly. There are rare or no opportunity for professional career development and training. Every health worker, other than a doctor, wants medical research and up-to-date clinical knowledge, which are not accessible in Nigeria. We are of the opinion that the Federal Government must do something quickly to stop this brain drain. It is long overdue for Nigeria to develop robust nationalistic policies and programmes that would promote the common good of doctors and prevent brain drain. By doing so, it will create a healthcare system that delivers good outcomes such that no one needs to travel out as the health of the nation is expected to be paramount to the government and the general citizenry. We also submit that real solutions lie in the courage of Federal Government intervention and legislative actions towards developing a holistic package of measures and conducive environment with upgrade of existing medical facilities nationwide. We must change the narrative with maximum opportunities for local training for all medical graduates under satisfactory, attractive terms and conditions of service that will stop the unhealthy and devastating emigration of the best brains in the country.

Short News Reps charge police to arrest APC guber primary: Nwosu faction perpetrators of Kaduna mayhem Imo accuses Justice Musa of bias Henry Omunu, Abuja The House of Representatives on Tuesday tasked the police to carry out a thorough investigation and fish out the perpetrators of the mayhem that broke out in Kajuru and Chikun council areas of Kaduna state and punish the offenders. The mayhem in the affected communities led to the death of over 50 persons while properties worth millions of naira were destroyed. The House in its resolution while urging security agents to intensify efforts in ensuring the release of the abducted paramount ruler, further mandated the National Emergency Management Agency (NEMA) to
provide relief materials to the families and persons affected in the crisis. These resolutions followed the adoption of the motion sponsored by Rep. Yakubu Umar Barde, representing Chikun/Kajuru Federal Constituency of Kaduna state who said that he was disturbed at the spate and rate at which the lives and properties of citizens are being destroyed at the slightest provocation with absolute disregard for human life. He observed that Kasuwan Magani, a community in Kajuru council area of Kaduna state hosts a weekly market which attracts many patrons from different parts of the state and the country which “was on October 18 thrown into confusion which specifically started in the market and
spread to other areas”. The lawmaker also said that the paramount ruler of Adara village was abducted alongside his wife and driver, just as three policemen attached to the monarch were killed by the assailants. According to him, the mayhem has caused panic in neighboring suburbs like Rido, Sabon Tasha and Jonruwa among others. However contributing Rep. Okechukwu Tobi (PDP/Enugu state) said he was disturbed with the spate of killings across the country without solution. He blamed the impunity of the perpetrators who carry out the killings without any arrest being made and subsequently called for a full investigation into the violence.

The legal battle between Senator Hope Uzodinma and Uche Nwosu over who won the Imo State’s All Progressives Congress (APC), governorship primary after two governorship primaries were held in state took an ugly turn on Tuesday as the trial court judge, Justice Othman Musa was accused of being bias. At the resumed hearing yesterday of the suit filed by Senator Uzodinma, and after the lawyers representing the parties announced appearances, Justice Othman Musa said that he had received a petition accusing him of bias. He read out the petition dated October 22, 2018, addressed to the judge, which also accused him of favouritism. The petition signed by one Bisike Chinaka, Deputy Chairman of APC Imo State Chapter accused Justice Musa, specifically of favouring Uzodinma in the court proceedings by granting orders in his favour.

Youth unemployment: Labour, Ngige advocate public private partnership Idu Jude, Abuja Minister of Labour and Employment, Senator Chris Ngige, has called on organised private sector to collaborate with the Federal Government in its effort at addressing the menace of youth unemployment in Nigeria. Addressing a breakfast session of the ongoing National Economic Summit (#24) in Abuja with the theme, “Multi-Sectoral Roundtable on Job Creation and Skills Development in Nigeria” the Minister said: “There is urgency for job creation and the need for synergy in the process because stakeholders have been working in silos with duplication of efforts and thin result. “Let us start the talk and action today by
mobilizing resources for job creation. The Federal Government and Private sector must come together to drive this process of job creation for our teeming unemployed youths and move Nigeria from the path of poverty to prosperity.” Speaking further, Ngige emphasized the need for a paradigm shift in approach to job creation as the current efforts may not be sufficient to create the jobs needed to gainfully engage over 80 million workforce, majority of who are either unemployed or underemployed. “With over 80 million workforces, majority of who are unemployed, we have to do something radical, the narrative must change. Quality training, key to securing future of youth- Oyedepo Stories: Esther Taiwo Chancellor and Chairman, Board of Regents of Covenant University, Bishop (Dr.) David Oyedepo, has urged parents to cooperate with the University management in securing the future of their children through quality training. Publishing names of exam cheats will curb malpractices- Okebukola Prof. Peter Okebukola, former Executive Secretary of the National Universities Commission (NUC), in this interview to select newsmen during the Caleb University 8th convocation, spoke on how to curb examination malpractice among others. ESTHER TAIWO was there. Excerpts: People talk about standards of higher education, do you think it’s actually falling? Standards are now being enhanced in the university system, now higher and richer in terms of scope than the ones we had before. When the standards now get to the universities, the lecturers who will teach a topic in the curriculum are different based on the universities and the way they teach the topic differs. It is also expected that there should be students’ exposure to practical work, because of a number of these chief of which is the resource handicapped, our universities are not able to provide laboratory experience. I’m talking in terms of science, to implement the standards, so at the end of the training period that is, during graduation, students from different universities are expected to have the same knowledge. Yes, theoretically but practically, on account of these variables that are mainly resource control and others that are academic include strike actions by lecturers, the contents of the standards are not there for graduates. For private universities, it is a lot better for a number of reasons, good teacher/students ratio, people who are able to address the individual needs of students. Staff discipline is weaker in the public system compared to private, there is tighter control in the private universities. Unfortunately, the proportion of Professors in public universities is higher and are more experienced. All these are generic because in some private universities, we have their graduates doing better. There is also this general saying of 26 percent UNESCO budget allocation for education, is this real? 26 percent UNESCO budget allocation for education is just a myth, there is no time UNESCO ever mentioned that but you see when people tell a particular lie every time, it tends to become a truth. Go to Ghana, Uganda or any other country, you won’t hear anything like 26 percent budgetary allocation to education. It’s only in Nigeria you hear that, and the public people are also quoting it.
Nobody is talking about percentage, people are talking about measuring your needs and addressing the funding. I have been rapporteur general of two UNESCO Global Conferences, and when it comes to this topic, we only encourage all member states to provide financial resources for the education sector in the way that will meet the contextual need of that country. UNESCO just tries to advise countries to examine the decay in their educational system and then see the kind of money that can address that. Today, Nigeria has 165 universities both public and private, what we affirm is that if all the universities needed to have 100 teachers, we have just between 65 and 70 teachers of all categories, we are carrying a deficit of teachers. WAEC is set to publish names of exam cheats, what is your view on that? We have a global role for fighting academic corruption, so anywhere we see sanctions just like this one, it gladdens my heart. There are two ways to change a person’s bad behaviour - either you punish the person or you reward the person. Bad behaviour that is punished, chances are that the person may not want to repeat such behavior. A good behaviour that you reward, the person will be encouraged to do more. In Nigeria, we observe that many people go against the law and punishment is not applied. So coming back to your question, if exam cheats are publicised, chances are that it will reduce the scourge. It may not eradicate completely but it will reduce it and deter people from doing it. Talking about academic corruption, what is your take on sex-for-mark currently trending our university system? Sex-for-marks is trending in universities all over the world and it’s important for it to be curbed by sanctions, and by thoroughly investigating the phenomenon and when people are caught, deal with them, including students and lecturers. So my own take on that is that we should expose the rot and ensure that anybody who is found culpable

go through due process and sanctioned. I tell you something also: if you took in people, who are smart, when you admit students who have good scores, what will a lecturer tell them, sex for which mark? So all those girls who run after those lecturers or who can be harassed by those lecturers are those who are weak academically. So if at the point of admitting our students we ensure that the students have met some respectable scores that when lecturers teach them, they will understand in the class and be able to do well on their own, then sex-for-marks will not happen. But many of our universities in an attempt to make money out of those programmes for instance, you find a university in one place having satellite campuses all over the country. Go to such places, you find wishywashy students who also want to pass, who even though the lecturers do not want to get engaged with them sexually, the girls will offer their bodies for that. So let’s punish when they are caught and let’s make sure all those variables that bring that thing to bear are addressed.

Nigerian education curriculum should be revamped for global competitiveness - Ogunde
Founder of EDUMARK, a foremost education consulting organisation in Lagos, Mrs. Yinka Ogunde, has stressed the need for Nigerian education curriculum to be revamped in order to make it more globally competitive and relevant. She stated this at the Concerned Parents and Educators Teachers Appreciation Day event held at ST & T Regency Schools, GRA Ikeja, Lagos where over 500 teachers from private and public schools were hosted. The programme was designed to give incentives to teachers to boost their morale and encourage them for the selfless they do daily. According to her, policies should be revised and made not only more robust but they should align with the current trends around the world whilst tailoring it to the Nigerian child. “In preparing our children for an unknown digital future, teachers as facilitators should be supported with resources and a physical environment that ensures that the important task of imparting knowledge and skills to their wards is much easier”, she said. Addressing participants at the event, Ogunde said today’s teachers are encountering challenges not only in the classroom but also face pressure due to social and economic factors in the country, the woeful state of governance of the educational sector and the lacklustre government support in some cases. “According to UNICEF statistics on Education in Nigeria, Nigeria’s population growth has put pressure on the country’s resources, public services, and infrastructure. With children under 15 years of age accounting for 45% of the circa 171 million population, the burden on education has become overwhelming, therefore increasing the workload of the teachers”, she said. The CEO of EDUMARK stressed further that the key area that needs to be addressed in the short term to medium term in order to remedy the current plight of educators is lack of strategic direction in the profession, saying people need to understand what their collective mission and vision is as a body of educators in Nigeria. Also, another key area is low entry requirements into the profession citing countries like Finland which requires postgraduate degree holders to be the teachers in society. “Here, we have very poorly qualified teachers with three credits in many cases being recruited as teachers. Knowledge, depth, autonomy and exposure are very important requirements for a teacher and as a result, it is concerning that these teachers are not prepared well enough to raise global citizens”, she said. Ogunde also called for promoting a mind-set that raises the bar in the profession, adding that many teachers have a poverty mind set and are not proud to be teachers. “A number of them have been given Education as a course to study as a first degree not necessarily out of a love for teaching. “Teachers must be mentored to take pride in the job that they do as transformation agents in society”. Ogunde added that other issues are Governance issues, proper monitoring, random inspections, saying that rules are to be enforced in order to raise the standard in the educational sectors. “We read and hear of cases where inspections are announced and the schools will prepare just for the day. Once it is over, the schools will revert to their old ways. “Instructional materials – many teachers lack access to materials to support the teaching in the classroom, which subsequently does not inspire the students. “Many teachers are known to have used personal funds to purchase instructional materials and resources to enable them do their jobs better. Teachers should be supported with these materials and also trained to source and create them. “Access to technology– in this era of e-learning, we still have teachers who are unable to research or use technology. Not only do teachers need access to technology, they also need to be able to use it, understand that it is here to stay and also use it to facilitate learning”, she said. Ogunde advised that older educators that refuse to develop themselves need to be forcibly retired from the system as many are no longer inspiring or adding any significant value in the schools they are placed. She also advised parents to support the teachers and schools and not leave the total responsibility of educating their children to them.

2019 elections won’t affect ERGP implementation - Finance Minister Mathew Dadiya, Abuja The Minister of Finance, Mrs Zainab Shamsuna Ahmed has said the 2019 general elections would not impede the full implementation of its Economic Recovery and Growth Plan (ERGP) target of 2020, adding the Federal Government is committed and focused on delivering on the set goals. Mrs Ahmed said this on Tuesday, while speaking as a panelist on the Sustainable Economic Opportunities for Nigeria at the ongoing 24th Nigerian Economic Summit in Abuja. She said that the present administration was aware of the sense of urgency and the need for consistency for a sustainable growth of the economy and that Mr President has asked them to keep their eyes on the ball and focus on delivering on the ERGP. The minister said, “For the past four weeks or so, we have been talking to investors and we are sending out a message that the president has asked some of us to just keep our eyes on the ball to focus on delivering on ERGP and the goals that are set. “Mr President has said we should not allow
ourselves to be distracted by the elections. So they are few of us that are simply working towards 2020 which is the life of the ERGP, and also very soon we are going to start developing.” She added that elections are going to cause some distractions but as long as we keep focus in what we have planned, we would be fine. We are sure that the President will pass through the 2019 elections and continue as president, so our focus is on 2020 not 2019. Ahmed further noted that the country would harness the potentials of its large energetic youth population and their entrepreneurial zest. The minister said “government is also partnering sector and helping small scale businesses access finance, creating the enabling environment, improving on infrastructure and make cost of transportation reasonable low. “We have a situation where there is an economy that is beginning to go back to the path of growth but it is also exposed to a lot of fragility. “Any external shocks will affect us significantly. We also have this growing unemployment that is really a threat to all of us. We have on the other hand a very large population of youths that are very active and very entrepreneurial. So that in itself is a very huge advantage to me because I think even
though, we are a country that is resourceful but most important resources that we have is actually our people and our energetic youths. “And what we have to do as policy makers first is to find out how we can engage the youths to be productive in the society to add their contribution and also to help them into deciding what thing they should be involved in. “The youths for me hold the key to the future to be able to raise Nigeria from where it is so that we can become another good example that maybe in the years to come we can be sited alongside Indonesia, China and Malaysia. “What we are doing now is significant but it’s not enough, we need to do a lot more. The people that are in government don’t have all of the expertise that is required to really pull our country and make that quantum stride which is required. “So we have to engage more with the private sector. We are doing a lot of engagement, but we have to enable small scale businesses to access finance, we have to provide basic infrastructure, especially power for businesses whether it’s a barber or hair salon or a small restaurant or cafeteria or a tailor to be able to do their business without having to run their generator or ramping up their cost. “We have to make sure that transportation
cost is reasonably low and also that it is effective and available. This reduces the cost of doing business. These small businesses are what will make the difference in this country - one-man business that will end up employing one or two or few other persons. That is the solution that the government or even the formal private sector cannot employ the 40% unemployment persons that we have right now. “So I see this economic summit as an opportunity for us to lead a frank discussion on the things that we are doing right, but how we can round them up so that it is felt. The national social investment programme is well designed but we today covered maybe 9.2 million people including about 8.7 million children that are being fed. But if you take out the children that are being fed, the number of people that have been enabled to be employed is still under 2 million, so that is still not enough. “We hope to be able to expand that programme and there is no reason why we cannot be partnering with private sector even in running this social investment programme. We have found out that there is a need to enable as many people as possible to be involved in the financial sector just helping people to open bank accounts. It enables them to save and then it enables them to access more finance.”
Africa gets Private Sector Trade and Investment Committee Mathew Dadiya, Abuja Africa’s leading private sector institutions and corporates have established a Pan-African Private Sector Trade and Investment Committee (PAFTRAC) to serve as an advocacy platform to support the implementation of the African Continental Free Trade Area (AfCFTA) and enhance African private sector participation in trade and investment policy formulation, including trade negotiations. African Export-Import Bank (Afreximbank) in a statement to The Daily Times on Tuesday, said a communiqué issued in Addis Ababa at the end of a meeting co-hosted by the bank and the African Union Commission, said that PAFTRAC would enhance African private sector participation and galvanize the views of the African private sector, mainstreaming them into trade and investment policy making.
According to Afreximbank, it will provide a framework for effective public-private partnership in the promotion of African trade. “PAFTRAC will enhance the integration of Africa into the global economy and contribute to the transformation of African economies in line with the African Union’s Agenda 2063: The Africa We Want”, the bank stated. Speaking during the meeting, which was co-chaired by Amb. Albert Muchanga, African Union Commissioner for Trade and Industry, and Prof. Benedict Oramah, President and Chairman of the Board of Directors of Afreximbank, Amb. Muchanga, said that PAFTRAC was an important stepping-stone towards the establishment of the African Business Council provided for under the AfCFTA Framework. Oramah said that it was imperative for the African private sector to play a more active role in shaping the parameters of trade and investment policy at the national, regional
and continental levels for its own benefit and to achieve the transformation of African economies. He said, “PAFTRAC will be driven by a group of leaders comprising chief executives of leading African businesses and financial institutions, representatives of regional African business councils and chambers of commerce. It will also include representatives of African policy and research institutions.” The meeting elected Prof. Patrick Utomi, founder of the Centre for Value in Leadership, Nigeria, as the first Chairperson of PAFTRAC for a two-year term. In addition to being a successful entrepreneur, Prof. Utomi is a professor of political economy and a management expert. He will be supported by vice-chairpersons drawn from different regions of the continent. PAFTRAC members committed to mobilising wider private sector support for the PAFTRAC initiative and adopted a work
programme for the period 2019 to 2021, which will, among others, focus on Trade Finance; Trade Facilitation; Non-Tariff Measures; and Africa’s external trade and investment relations. The PAFTRAC Secretariat will be hosted by Afreximbank. Participating in the meeting were the COMESA Business Council; the Federation of West African Chambers of Commerce and Industry; the African Business Roundtable; Afro Champions; the Pan-African Chamber of Commerce and Industry; Ethiopian Airlines; and EBOMAF. Others were the African Development Bank; Ecobank; ITC; the African Economic Research Consortium; the United Nations Economic Commission for Africa; PanAfrican University; CERPAC and the World Diamond Council. OCP, Africa Rainbow Minerals, and Econet were unable to attend but sent messages of support.
The National Association of Micro Finance Banks in Nigeria has said that the reason nine MicroFinance banks lost their licences was because they fell short of regulatory requirements during the exercise carried out by the Central Bank of Nigeria (CBN). Mr Sado Daniel, North Central Secretary of the association said this on Monday in Bida while inaugurating a micro-finance bank established by the Federal Polytechnic, Bida. Daniel said that non adherence to corporate governance contributed to the collapse of the banks, urging the management and staff members of the new bank to adhere strictly to the rules establishing it. The Daily Times recalls that nine out of 34 Micro-Finance banks in Nigeria have had their licences revoked by the CBN recently. “Banks do not die, people kill them; please do not kill the Federal Polytechnic Bida Micro-Finance Bank; ensure you adhere strictly to the rules of the game,’’ he said. Also, Hajia Hajara Mohammed, a representative of the CBN in Minna, said that insider abuse was another huge factor that contributed to the failure of micro-finance banks across the country. Mohammed urged business people to stop diverting loans collected from banks to other purposes such as marriage among other things different from what the loan was meant for. According to her, “until we stop using business money and loans to get married and buy clothes, businesses in the country will not progress.’’ She called on the people to work toward ensuring that all loans collected were paid back to enable them to benefit more. “If you don’t return your loans there is no way you will benefit from loans being made available by the Federal Government through the CBN,’’ she said. Earlier, Dr Abubakar Dzukogi, the Rector of the polytechnic, said that the micro-finance bank was established with a capital base of N20 million adding that it would be increased to N50 million by the year 2019. Dzukogi, who is also Chairman, Board of Directors of the microfinance bank, said the bank would make banking easy for students and staff members of the polytechnic. He also said that the measure would ease the cashless policy being planned by the CBN.

Expert lauds FG for cutting down 2019 budget Motolani Oseni, Lagos
Economics expert has commended the Federal Government for scaling down the 2019 budget estimate. The expert described the decision of the President Buhari led administration as a wise one considering the present fiscal realities in Nigeria. Professor of Capital Market, Uche Uwaleke on Monday, told The Daily Times that the 2017 budget implementation experience coupled with the revenue challenges being encountered in the execution of the 2018 budget called for a conservative approach to next year’s budget. He said, “The 2017 budget implementation report recently released by the Budget Office speaks of adverse variances in key budget targets due mainly to shortfalls in actual revenue receipts resulting in huge fiscal deficit. “The same scenario is playing out with regard to the 2018 budget in respect of which the federal government has just sought the approval of the National Assembly for about N2.8 billion to finance the budget. “Therefore, it goes without saying that the decision to slow down government’s expansionary spending especially in an electioneering year will pose less threat to inflation, reduce the fiscal deficit to GDP ratio in line with the Economic Recovery and Growth Plan (ERGP) target as well as curtail government borrowing in view of the present huge debt service burden which is clearly unsustainable at over 65% of revenue.” He noted that the only worrying aspect of the proposed 2019 fiscal framework is the significant reduction in capital expenditure. According to him, much as the increase in recurrent spending ostensibly to accommodate the implementation of the minimum wage is justified, the Efficiency Unit of the Federal Ministry of Finance should intensify efforts at reducing Ministries, Departments and Agencies (MDAs) overheads and avoidable wastages. The economist advied that any funds freed in the process in addition to proceeds from the implementation of the newly introduced Voluntary Offshore Assets Disclosure Scheme as well as other miscellaneous income such as proceeds from loot recoveries should be used to augment the meagre allocation to capital expenditure. The Federal Government last Thursday, announced that it was targeting a tighter fiscal plan next year, with a projected budget of N8.6 trillion as against the N9.12 trillion passed for 2018 expenditure.

ART flays NAMA’s closure of Warri Airport as major airlines lose N809m since closure
Chukwuemeke Iwelunmo Industry think tank group, the Aviation Round Table ( ART), has condemned the closure of Osubi Airport, Warri due to high navigational charges by the Nigerian Airspace Management Agency (NAMA). This is just as it has been reported that the two major airlines to the Osubi Airstrip, Aero and Arik Air run a daily loss of about N16, 520, 000 bringing the total lossy in 49 days to N809, 480, 000. Recall that NAMA in September shut down the airport for a debt , allegedly exceeding N500 million owed by Shoreline Energy International which led to the withdrawal of Air Traffic services from the airport. With the air traffic controllers not in the tower, no aircraft could land or takeoff from the airport.
According to the ART, the airport started as a hub for non-scheduled and charter operations and has grown to providing scheduled services which has eased pains of passengers flying to Warri and other neighboring cities tremendously while growing the Nigerian economy in general, Delta state in particular. ART, in its statement made available to the media by Olumide Ohunayo stated that it is of the opinion that the airport is certified by NCAA to operate scheduled flights and its tariffs approved accordingly in line with Nigeria Civil Aviation Regulations ( NCARs ). Therefore, there should have been an agreement between NAMA and the operators of Warri airport on tariffs before the deployment of Air Traffic services. “We advise all parties as a necessity to urgently come together and resolve all issues as stipulated
in the regulations so we can ameliorate pains of the travelling public, air operators, staff and all concerned stakeholders,” the statement read. Director of Finance at NAMA, Umoh Aniefiok, who confirmed the debt of over N500 million “as at the last count”, added that the withdrawal of services was the last resort after all other means had been exhausted. Our correspondent learnt that the aeronautical services debt had continued to pile up since Shell Petroleum Development Company transferred ownership of the airport to an indigenous energy and infrastructure company in 2015. According to Aniefiok, the current owners and managers of the facility “simply refused to pay, saying the services are government-owned, forgetting that the cost of training and salary of the controllers are just as much as what is spent on pilots.”

Patrick Okohue A political group, Advance Progressive Forum (APF), has called on Nigerian electorates to be watchful as they prepare to cast their votes for their preferred candidates in the 2019 presidential election in the country and not be deceived by promises from candidates of the various political parties, but rather to be sure that whoever they cast their votes for will be somebody who will meet their desire for a better life. Speaking to some journalists in Lagos, Chairman of APF, Otunba Joseph Onasanya noted that the 2019 election was going to be a referendum between the rich and the poor, between those who want a change for better life and those who want to stick to the old order that benefits only them, urging the people to know that political promises and intentions by political office seekers are not always the same. According to the chairman of APF, formerly Atiku Progressives Forum, with presence in all the 36 states of the federation and the FCT, “Nigerians must learn to look beyond the
promises of political office seekers and try to figure out real intentions behind the aspiration if indeed they want change in their condition of living,” He noted that the agenda of the APF is to help secure a better life for the people and they are therefore looking out for any of the candidates and political party that will meet their desire for the people of the country to collaborate with in the interest of the people and the future of a better Nigeria. The group urged the people to carefully look at the agenda of each of the political parties and match it with the antecedents of their candidates and see which of them meets their desire for a better life, as according to them, promises may not be enough for a voter to make up his or her mind about the appropriateness or otherwise of any particular candidate. “Many of the party candidates are after their own good and seeking opportunity to exploit the people, but the people have a duty whether to allow themselves to be exploited or they will take advantage of the time to seek to know who will be better for them and give them a better future,” Onasanya said.
The University of Strathclyde, Scotland, United Kingdom has launched a new scholarship and named a room in honour of Nigeria’s former Vice-President, the late Dr Alex Ifeanyichukwu Ekwueme. The Dr Alex Ekwueme Room for Architecture PHD students, was formally named at a ceremony in the James Weir Building at the University, attended by the Nigerian Students Society and members of Dr Ekwueme’s family, including his widow, Dame Beatrice Ekwueme, his daughter Chidi Onyemelukwe, sons Kenechukwu and Jachike, and Jachike’s wife Jacquelyn. The £5,000 commemorative scholarship in his name was also recognised and the family were introduced to the first recipient of the scholarship, Olugbenga Fashina. The event was followed by a Nigerian lunch and a networking event hosted by the Strathclyde Nigerian Society. Speaking at the event, Professor Scott MacGregor, Vice-Principal of the University of Strathclyde said: “We are delighted to name a room in our University, and to launch a scholarship in honour of the late Dr Ekwueme. “Dr Ekwueme had a distinguished career, not only as an architect, but as a public servant for his country where he championed the same values held by this University. We are delighted
to celebrate his strong ties to the Faculty and to Strathclyde along with his family members at this ceremony today.” Responding, his son Kenechukwu Ekwueme said: “My father was a strong advocate for education throughout his lifetime. When we were growing up, he told us that a good education was the most important thing he could provide for us. “This is not surprising, as Dr Ekwueme himself benefited from scholarships: he attended King’s College, Lagos on a Government Scholarship and thereafter, the University of Washington, Seattle on a Fulbright Scholarship. This partly motivated him in 1965 to set up the Ekwueme Memorial Trust, which sponsored the university education of many Nigerians. “The honour being given to him by the University of Strathclyde in instituting a bursary award in his name and naming a room after him in the Faculty of Engineering is particularly fitting. This institution, at which he earned his PhD, providing a scholarship for Nigerian students is precisely the sort of thing that would have pleased him greatly. “My father spoke fondly of Strathclyde and I know that his doctoral research work there undoubtedly prepared him for his subsequent phase of life in public service.” Odira Atueyi, President of the
Strathclyde Nigerian Society, said: “The knowledge that an exemplary leader in the person of Dr Alex Ekwueme studied at Strathclyde University reaffirms the belief that the University of Strathclyde is indeed a place of useful learning. This is an inspiration to all Nigerians that the values of the University can instill in us valuable leadership qualities here and beyond.” The University of Strathclyde is a public research university located in Glasgow, Scotland. Founded in 1796 as the Andersonian Institute, it is Glasgow’s second oldest university, receiving its royal charter in 1964 as the UK’s 1st technological university. A distinguished architect, Dr Ekwueme obtained his PhD in Architecture from Strathclyde in 1978. After graduating Dr Ekwueme had a successful career in the United States with Leo A Daly and Associates and in the UK with London-based Nickson and Partners. On returning to Nigeria he led ESSO West Africa’s Construction and Maintenance department before founding the country’s first architectural company – Ekwueme Associates, Architects and Town Planners. He became the first elected Vice-President of Nigeria in 1979 and championed socio-economic development and proposed a regional power-sharing arrangement that remains central to the country’s stability today.

IAAF lists nominees for Male World Athlete of 2018 award
The International Association of Athletics Federations (IAAF) on Tuesday released a list of 10 nominees for the Male World Athlete of the Year award. The world athletics governing body had this week opened the voting process for the 2018 World Athletes of the Year awards. This was done ahead of the IAAF Athletics Awards 2018 slated for Monaco on Dec. 4. The 10 nominees were selected by an international panel of athletics experts, comprising representatives from all six continental areas of the IAAF. The nominees include Timothy Cheruiyot of Kenya, a world leader in both the 1500m and one mile, with nine out of 11 wins across those distances. Apart from being a Diamond League
champion, he has won silver medals s at the Commonwealth Games and African Championships. Christian Coleman of the U.S., a world indoor record and world indoor champion at 60m and world leader and Diamond League champion at 100m, is also a nominee. Armand Duplantis of Sweden has also been nominated. He is a European champion in pole vault with a world-leading height, a world under-20 champion and holds eight world under-20 records or bests, indoors and out. Also nominated is Kenya’s Eliud Kipchoge, who is not only the London Marathon champion but the Berlin Marathon champion with the biggest improvement on a men’s marathon world record since 1967.

Emmanuel Korir of Kenya who is the world leader and the world’s fastest at 800m since 2012 has also been nominated. A Diamond League champion, Continental Cup winner and African Championships silver, Korir is the world number six at 400m. Noah Lyles of the U.S. has also been nominated, for being the world leader and unbeaten in his five races at 200m, including at the Diamond League final. South Africa’s Luvo Manyonga, a Diamond League and Commonwealth Games champion in long jump, is also listed and he is a silver medal at the World Indoor and African Championships. Kevin Mayer of France is also among the nominees, being a world Indoor champion at heptathlon and world record holder in decathlon.
Club World Cup and global nations league on agenda at FIFA council meeting Plans to revamp the Club World Cup and introduce a global nations league are back on the agenda at the next meeting of the FIFA Council on Friday. The ruling council will meet in Kigali, Rwanda and president Gianni Infantino’s plan for a new “mini-World Cup” and an expanded Club World Cup feature among the items for discussion according to the agenda document. FIFA did not immediately respond to a request from Reuters for comment and it was not clear if the plans will be put to a vote. Infantino wrote to FIFA Council members in May outlining his plans which he says are backed by a “solid and serious” group of investors willing to spend $25 billion over a 12-year cycle starting in 2021. The letter did not outline the identity of the
investors but several media reports have stated that Japanese conglomerate SoftBank Group is heading the consortium, while it would be backed financially by Saudi Arabia’s sovereign wealth fund, according to The Times. However, the plans were strongly opposed by clubs and leagues in Europe, with UEFA president Aleksander Ceferin saying they were “highly cynical and ruthless mercantilism” and accused FIFA of selling the soul of the game. The plans did not feature on the agenda of FIFA’s congress in Moscow in June. Infantino’s proposals would bring major changes to the international calendar. The proposals outline what would effectively be a mini-World Cup, featuring eight international teams, every two years in addition to the traditional event.
The tournament, known as the “Final 8,” would be the climax of a proposed global nations league competition. In the May letter, it was suggested that the new tournament would take place every October and/ or November of every odd year starting from 2021, while the Confederations Cup, currently staged every four years in a year before the World Cup, would be abolished. The annual Club World Cup, which currently features seven teams, would be expanded to 24 teams and moved to once every four years, according to the proposals. The Times reports Liverpool, Manchester United, Real Madrid, Barcelona, Bayern Munich, Juventus, Ajax, AC Milan and Inter Milan would be invited to take part in the first iteration of the new Club World Cup.
Jose Mourinho rules out Real Madrid return Jose Mourinho has dismissed reports he could take over from Real Madrid’s under-pressure head coach Julen Lopetegui. The former Spain boss says he will fight for his position at Real, but according to Sky Sports, the club are set to sack him following three straight defeats. Despite newspaper reports claiming Mourinho – who managed Real from 2010-13 – is a candidate to
replace Lopetegui, the Manchester United boss says he is happy at the club, and wants to extend his stay after his contract expires. Speaking ahead of Tuesday’s Champions League clash with Juventus, Mourinho said: “I am happy here, I am happy see out my contract and I would like to stay after my contract runs out. “All I am thinking about is Manchester United.”

Christian Chukwu: Super Eagles will defeat Bafana Bafana in South Africa Christian Chukwu, former Coach of the Super Eagles and former Captain of the Green Eagles, on Tuesday gave the assurance that the Super Eagles of Nigeria would defeat South Africa’s Bafana Bafana in their own home. Chukwu told the News Agency of Nigeria (NAN) that the Eagles had recently proved to be more prepared than South Africa. He noted that Nigeria’s victories over Libya in the first and second legs of the African Cup of Nations (AFCON), was a testimony of their preparedness. “The Super Eagles must let South Africa know that they
are now more prepared than before. “They must grab their three points from there without any doubt because they are good now,” Chukwu said. The former coach urged the Super Eagles to go all out for the three points which he said was imperative for their qualification. He observed that the Eagles were not prepared the last time South Africa met them. Nigeria would meet South Africa for their second leg AFCON qualifiers on Nov. 17, in South Africa. South Africa had beaten Nigeria 2-0 in Uyo on June 10, last year in their first leg.
