at the Public Hearing on the Nigerian Press Council Bill 2018 at the Senate. The President of NPO, Mr. Nduka Obaigbena, who is also the President of the NPAN, who spoke on behalf of the organisation, re-emphasised its opposition to the Nigerian Press Council bill 2018. He also pointed out that the bill is anti-people, draconian, a carry-over from the military, unconstitutional and subjudice. He noted that the bill seeks to criminalise journalism practise despite the fact that the laws of the country already had enough provisions and avenues for seeking legal redress and that the bill smacks of an attempt at undue interference in the operations of the media in Nigeria as businesses registered under the relevant laws of the federation. More so, he said the bill sought for Nigeria Press Council to usurp the powers of the courts by assuming extrajudicial powers. The public hearing, which was organised by the Senate Committee on Information and National Orientation, chaired by Senator Sulaiman A. Adokwe and declared open by the Senate President, Dr. Bukola Saraki, who was represented by the Senate’s spokesman, Dr. Aliu Sabi Abdullahi, was also attended by the Life Patron of the NPAN, Mallam Ismaila Isa. Also present was the Publisher of Vanguard Newspapers, Mr. Sam Amuka. The NPO President noted that the bill sought to create the impression that the Nigerian media community did not take the issues of ethics and self regulation seriously, whereas it was a well known fact that the mechanisms actually exist, including the Code of Conduct of Journalists in Nigeria, the Ethics Committees of the NUJ and NGE and the recently launched Nigerian Media Code of Election Coverage endorsed by media stakeholders. Obaigbena assured that as responsible members of the Nigerian society, the media without equivocation “will continue doing all it could to
further promote media ethics, professionalism, transparency, accountability and selfregulation, to ensure that the public interest is served at all times”. He listed other areas of objections of the media to the bill as its being unconstitutional as it runs against the principles and tenets of the rule of law, its being draconian and antipress freedom, as it is an amalgamation of the obnoxious Public Officers Protection Against False Accusation Decree No. 4 of 1984 and the Newspapers Registration Decree 43 of 1993, both vestiges of the dark days of military rule and therefore incurably and irreparably bad, inconsistent with values of democratic society. Most especially, Obaigbena said the bill sought to incapacitate the media in the exercise of the duties and obligations imposed on it by section 22 of the constitution which is to monitor governance and hold government accountable to the people as encapsulate thus: “The press, radio, television and other agencies of the mass media shall at all times be free to uphold the fundamental objectives contained in this Chapter and uphold the responsibility and accountability of the government to the people”. He also added that the bill also violates the provisions of section 39 of the 1999 Constitution (as amended) sections 1 and 2 of which state as follows: “(1) Every person shall be entitled to freedom of expression, including freedom to hold opinions and to receive and impart ideas and information without interference. (2) Without prejudice to the generality of subsection (1) of this section, every person shall be entitled to own, establish and operate any medium for the dissemination of information, ideas and opinions” Also speaking at the hearing, the Life Patron of the NPAN, Mallam Isa, clarified that the media community turned out overwhelmingly for the hearing, out of utmost respect for the National Assembly, the
Senate and the Committee. Mallam Isa noted that the court case on the Press Council, which was instituted several years ago, is still pending before the Supreme Court, and that one would have expected that the National Assembly would have allowed the justice system to run its full course before any other thing. Other media stakeholders who took turn to speak and raised a common objection to the bill at the hearing include Mr. John Momoh, Chairman, Broadcasting Organisation of Nigeria (BON), who was represented by Mrs. Funke Egbemode, President, Nigeria Guild of Editors (NGE); Mr. Waheed Odusile, President, Nigerian Union of Journalists (NUJ); Mr. Edeatan Ojo, Executive Director, Media Rights Agenda (MRA); Mr. Lanre Arogundade, Director, International Press Centre (IPC); Akin Akingbolu PhD, Executive Director, Institute for Media and Society (IMS); and NPAN legal team led by Ms. Mobisola Akerele and Paul Ngbeoma of the Tayo Oyetibo and Co Chambers. The chairman of the committee, Senator Adokwe, however said that the National Assembly had no intention to cripple the press but to make it vibrant. He said he, along with members of the committee which included Senators Ben Bruce and Dino Melaiye, were strong believers in press freedom and would do nothing to abridge same, adding that on hearing through various news channels on the eve of the public hearing that the Press Council matter was before the court, he himself being a lawyer and a former commissioner for Information, took his time to study the court documents to ensure that the committee acted within the law by proceeding with the hearing. Declaring the public hearing open, Saraki said the objective was to bring the media along global best practices and clean the existing press council law of the vestiges of the military, which in the first instance made the law.

Again, police invite Saraki over Offa bank robbery Andrew Orolua, Abuja The police on Monday again wrote to the Senate President, Bukola Saraki, asking him to appear at the Force Headquarters, Abuja, today in connection with the April 5, Offa bank robbery. The Inspector General of Police, Ibrahim Idris in a letter dated July 23, directed Saraki to report to the head of the investigation team at the Intelligence Response Team at Guzape Junction, Asokoro Extension, Abuja. Saraki’s invitation, the police authorities said, is to enable the Senate President shed more light on his earlier statement and assist the police in further investigation of the robbery. Speaking on the propriety of Saraki’s invitation, the police said, “After a careful perusal of your letter
to the police, it was discovered that the statement requires further clarification and coupled with the fact that you stated that the full text of the statements of the suspects were not shown to you, it is imperative you report to the police to make further statements after giving you the full text of the statements of the suspects”. The Daily Times recalls that Saraki had in his earlier response to the police invitation, denied knowledge of the alleged crime, stating that “by virtue of my participation in politics, I have a large followership which makes it impossible for me to know all of them. “I can say categorically that I am in no way associated with the vehicle mentioned in your letter nor have I given any arms to any thug or other persons in Kwara State or anywhere else. “For the records, your letter under
reference did not include the full text of the statements made by the accused persons”. But the police is insisting that Saraki has questions to answer based on the statement of one of the suspects in the robbery, Ayoade Akinnibosun who alleged that “members of his group are political thugs working for Senator Bukola Saraki and the governor of Kwara State. “That he is the head of the political thugs named Youths Liberation Movement covering about seven local government areas of Kwara South. That he gets vehicle and monetary gifts from Senator Bukola Saraki through the chief of staff to the governor of Kwara State; that the last money he got directly from Senator Bukola Saraki was N500, 000”. According to the police, Ayoade further made mention of some other thugs in
Kwara Central with guns whom Senator Saraki is sponsoring as Alhaji Alawo, Alhaji Dona, Alhaji Jawando among others, maintaining that Senator Bukola Saraki supplies the arms and vehicles to the thugs. The suspect further claimed that “everyone in Kwara Central fear them because of their guns and ability to kill anybody without hesitation.” Furthermore, the suspect also stated that “the date Saraki visited the Palace of the Oba in Offa, to sympathize with victims of the robbery, that he and two other gang members were with you in the convoy,” the police added. After the deadly Offa robbery, the police had arrested some suspects, identified as Kunle Ogunleye and Micheal Adikwu. The two suspects thereafter made useful statements and named the five gang leaders who organized the armed robbery. “Some of the five gang leaders made
confessional statements admitting their participation in this worst armed robbery and that they are political thugs under the name, Youth Liberation Movement a.k.a. ‘Good boys’ allegedly sponsored by you (Saraki) and that you have given them firearms, money and vehicles. “It was equally discovered that one of the vehicles, a Lexus Jeep, used by the gang leader, Ayoade Akinnibosun has a sticker plate number ‘SARAKI’ Kwara State of Harmony”. “The Lexus jeep was parked in the Government House after the arrest of Ayoade and in order to conceal evidence, the chief of staff to the Governor of Kwara State , arranged for the removal of the sticker plate number “SARAKI Kwara State of Harmony” from the Lexus jeep and quickly registered it in the name of the suspect, six days after the suspect had been arrested by the police,” the police added.

2019: Defection fever grips APC, PDP Tunde Opalana and Mathew Dadiya, Abuja
In a situation that portrays desperation and infamous act to get party ticket at all cost, politicians from the ruling All Progressives Congress (APC) and opposition Peoples Democratic Party (PDP) are in a rat-race for defection from both camps. Initially, it was like a joke but now that the submission of party candidates for the 2019 general election draws nearer, the tempo of highwire politics in the APC and the PDP has begun. The Daily Times recalls that similar situation occurred in 2014 when some prominent leaders of the then ruling party-PDP- including five governors and Senator Bukola Saraki left PDP to join the APC, Adams Oshiomhole’s led APC is now battling with same scenario as the watchword amongst politicians is defection. The expected mass defection of members of the ruling APC this week Thursday may change the status quo of party leadership in the National Assembly. This indication emerged on Monday at the emergency meeting of the National Executive Committee of the PDP at its national secretariat, Abuja. Both the Senate Minority Leader, Senator Godswill Akpabio and acting Minority Leader, House of Representatives, Hon. Chukwuka Onyema, gave the indication in their comments at the meeting. Akpabio while commending the leadership of the party for taking PDP out of the doldrum, said that Uche Secondus’ led National Working Committee was leading the party to become the majority in both houses of the National Assembly very soon. He said: “Just as my brother in the House has just said, the nomenclature in the National Assembly will soon change and PDP will be named the majority”. Hon. Onyema jokingly said: “When I was being introduced, I was introduced as acting minority leader, but I want to assure you that this soon change. We are taking over leadership of the National Assembly”. The NEC as well expelled Senator Buruji Kashamu, Hon. Segun Seriki, Engr. Dayo Adebayo and Mr. Semiu Shodipi, all of the Ogun State chapter from the PDP for anti- party activities. The senator representing Ogun East senatorial district and others were accused of hobnobbing with the APC, and untoward attitude which the PDP decided not to condone. Also, the party said it is still tinkering with the possibility of changing its name as a harmonisation committee set up for that purpose was yet to submit its report as at Monday. The spokesman of PDP, Kola Ologbondiyan, said that if the committee finds it convenient as part of the rebranding process of the party and if it is in tune with the clause of agreement with other parties, the committee may recommend a change of name. “As a matter of fact, based on the workings of the PDP, r-APC and others working with us, the report will be made known as soon as possible,” he said. The chairman, Board of Trustees of the Peoples Democratic Party (PDP), Senator Walid Jibrin, has advised leadership of the party to stick to the letters of agreement reached with 38 other political parties in a grand coalition to unseat the ruling All Progressives Congress (APC) in 2019. He urged the National Executive Council of PDP to ensure perfection of the agreement with other stakeholders to put the party in better stead in the scheme of things for 2019 while he expressed optimism that the factionalised r-APC is joining PDP shortly. While he called for caution in handling terms of agreement, he as well cautioned against implosion and reneging on agreements made.
Deputy Senate President, Ike Ekweremadu, said that the coalition agreement was intact and open to fine -tuning, adding that the party’s door is still open to any politician to join force with the PDP to evict APC from power. He appreciated the NWC for rebuilding the party. In his opening remark, the PDP national chairman, Prince Uche Secondus, said it is obvious that the party will challenge the results of the recent Ekiti governorship election. He said infractions and collaboration of the ruling APC and state institutions like INEC. DSS, the Police in election malpractices and falsification of results at policing centres and collation centres would not go unchallenged. Buttressing this position, Kola Ologbondiyan said “NEC approved the decision of NWC to go to court. The legal committee of the party led by the National Legal Adviser has been asked to take necessary step to approach the court”. Coroborating the opposition party’s claims, the Deputy Minority Leader of the House of Representatives, Chukwudi Onyema, on Monday, predicted that he will soon become the House leader in a few days. Onyema said this before the commencement of the emergency National Executive Committee (NEC) meeting of the opposition Peoples Democratic Party (PDP) at the party’s secretariat in Abuja. He said the PDP House caucus has remained steadfast and will no longer be referred to as the minority. The All Progressives Congress (APC) currently has the majority in the House. “Hopefully by our next meeting, we’ll have a change of nomenclature,” Onyema said. The PDP is expecting some lawmakers belonging to the R-APC to defect and swell its ranks in both chambers of the National Assembly. The group, comprising aggrieved members of the ruling party have formed a coalition with the PDP and 38 other political parties to defeat the ruling APC ahead of the 2019 general polls. But Adams Oshiomhole, National Chairman of the All Progressives Congress (APC), has reiterated that he was not losing sleep over the breakaway Reformed-APC faction. The former Edo governor said he has defeated powerful godfathers, stressing that “I will not miss my sleep because a lot of these guys cannot on a good day deliver their unit”. Oshiomhole said this in reaction to a statement by the PDP that he is licking his vomit after his ‘no loss of sleep’ comment. The PDP had said the APC chairman was making moves to woo the members of R-APC back into the ruling party. But speaking on Monday after a meeting with President Muhammadu Buhari, Oshiomhole said: “You have seen me. Do I look like I’m losing sleep?” The former president of the Nigeria Labour Congress (NLC) said he is willing to “negotiate and persuade” but does not deal with “permanent political mercenaries”. Oshiomhole further said: “No, I am not losing sleep. I am sleeping very well. I still maintain that I don’t see any man of honour, who with his eyes open left PDP on the account of their gross mismanagement, abuse of the treasury and all of the crimes that the PDP committed, I don’t see them whatever their irritations. “That cannot be a justification to return to a house that all we need to do is to play back their own tape about what PDP represents and why they left. “I still hold the view that you can’t vomit in the morning and convert it to lunch in the afternoon if you have honour. And that position still remains the same. Number two is that yes, I have made this point clear that we can distinguish the mercenaries from those who genuinely have complaints. “Our business as party leaders is to try
and manage, listen and find solutions to those who have verifiable complaints. But those who are permanent mercenaries and are in this business for personal reasons, there is not much we can do about that and we are not going to change the core values of the party in order to retain them. “So, let me restate, we remain committed and I have said so from the word go in my acceptance speech when I was elected that we acknowledge the fact that there are people with genuine complains. For such people, we are ready to listen. We are ready to act on the basis of justice, fairness, no arrogance and inclusion. I remain committed to those. “However, on principle, I do not deal with political mercenaries; that remains my position. I will not miss my sleep because a lot of these guys cannot on a good day deliver their units. And we have the records that tell us who won elections and where. And I am a tested fighter, I fought them in Edo from zero – zero and I overcame their most powerful godfathers. So, I know what I am talking about, I speak from experience and I will talk, negotiate and persuade but there are core principles that are not negotiable.” Meanwhile, 13 governorship aspirants on the platform of the PDP in Benue State have kicked against the possible return of Governor Samuel Ortom to the party. They decried his return, saying it will be counter-productive as he is likely to destabilise the existing peace in the party. While they were not against the return of defectors, the aspirants were against the defection of people with negative values and little mileage to the party. Addressing a press conference on Monday in Abuja under the auspices of Forum of Governorship Aspirants, they vowed to resist any attempt to truncate the internal democratic process that has characterised the Benue State chapter of the party in the past few years, They suggested that if the PDP is to take the state from the ruling APC , effort must be intensified to nip in the bud, what they termed the plot to shortchange the party’s executive in the state. One of the aspirants, John Tondu, argued that though politics is a game of numbers, the governor, he said, has no electoral value to make the PDP the party to beat. “The governor of Benue State today is a liability, not an asset. He is not welcome. “Because of the love we have for the people of Benue State, anything that will cripple our plan to take over the state should not be tolerated”, he said. Also, Dr. Terhemen Tarzoor, the state PDP governorship candidate in the 2015 governorship election, said Governor Ortom’s credibility has reached an alltime low, having been shown the ‘red card’ by the APC. “We are sensitive to the value and character of the people joining the PDP. We won’t sit down and watch people of negative value join the party; someone who has not paid salaries for one year and four months. “When a person is chased out of a party, it speaks much about that person and what he represents, “Tarzoor added. Chairman of the forum, Prof David Ker, in his speech, tasked the state chapter of the party to walk in fidelity with its promise of a free and fair primaries, noting that anything short of that would spell doom for the PDP. “We reiterate that a level playing field for a free, fair and transparent primary election which has been promised us by the Benue State leadership of the PDP remains the only option by which the party could credibly and successfully nominate a governorship candidate in the 2019 governorship election if indeed the party is serious at recapturing power from the present APC-controlled government in the state. “While we may not oppose any group or individuals from joining and participating in the affairs of the party in the state, we are strongly opposed to a purported unilateral decision to dissolve the executives of the party at all levels in
Oshiomhole the state to accommodate or give undue advantage to any group or person angling to join the party.” He warned that any form of imposition would be resisted by all the thirteen governorship aspirants in the state. In another development, Oyo State Governor Abiola Ajimobi has hinted that the crisis within the ruling All Progressives Congress in the state is nearing resolution, with the splinter groups said to be closing ranks with the mainstream. The governor stated this while addressing journalists after a statewide party leaders’ meeting, which was held at the APC state secretariat, Oke-Ado, Ibadan, on Monday. The three-hour meeting was also attended by the state Deputy Governor, Chief Moses Adeyemo; Speaker of the House of Assembly, Rt. Hon. Olagunju Ojo; a former Governor, Chief Adebayo Alao-Akala and a former Deputy Governor, Chief Iyiola Oladokun. Also at the meeting were members of the House of Representatives: Hakeem Adeyemi, Saheed Fijabi, Dada Awoleye, Gbenga Ayoade and Segun Odebunmi, as

well as other APC leaders, led by the State Chairman, Chief Akin Oke. The governor said that the meeting was called to evaluate the level of success recorded so far in reconciling the aggrieved members, who had earlier formed splinter groups, back to the party’s mainstream. Ajimobi expressed delight in what he called the high level of progress in the reconciliation move, adding that seventyfive per cent of those that left the party had so far been brought back into the fold. The Governor said: “The meeting is about reconciliation. It is about talking with our leaders and about party politics generally. There will always be grievances. There will always be conflict. “But, in politics, like in all human endeavours, there is bound to be conflicts and resolutions and we will continue to have that. That is why we are making spirited effort to be on the same page. “We have achieved about 75 per cent level of resolution and some people are already coming back. Some are aggrieved, rightly so; some are aggrieved wrongly so. “But, the most important thing is to appreciate that in all human endeavours, there is bound to be conflicts and there is bound to be resolutions. As leaders, we must continue to accommodate, to give and take; but there will not be winner takes all. “All the same, there are those, no matter what you do, who will not reconcile. They are irreconcilable and there are those that, with little efforts, we will reconcile with. So we are ready for reconciliation. The process is ongoing.” In a separate interview, the party’s Director of Publicity, Dr. Azeez Olatunde, said that the reconciliation committee set up by the governor after the party’s congresses had submitted its reports to the meeting. He said that the position of the estranged members of the party have been taken, with assurance from the party’s leaders to look into them in the spirit of give and take. Olatunde said: “The recommendation of the reconciliation committee was accepted, while the demands of the aggrieved members have been taken. The leaders have promised to look into them for imminent resolution.”

Apparently taking a pre-emptive action to prevent the sledge hammer from the Federation of International Football Association (FIFA), the Federal Government through the operatives of the Department of State Services (DSS) ejected the NFF self-imposed leader, Christopher Giwa, from the secretariat. Believed to be acting on the orders of President Muhammadu Buhari, the DSS directed Amaju Pinnick to assume office with immediate effect. The NFF president’s office was also cleared in readiness for the resumption of Pinnick who will return to Nigeria tomorrow after supervising the CAF Round Table symposium with the five African representatives to the 2018 Russia World Cup, x-raying the continent’s poor showing at the biggest soccer competition in the world. Giwa and his team moved into the NFF Secretariat on July 2 shortly after the the Supreme Court directed the lower court to hear the pending suit on merit. FIFA had sent messages to Nigeria about a risk of ban if Pinnick-led board is not allowed to remain in charge of Nigeria football. Few hours after Giwa-led board members were thrown out, the Secretary General of the NFF, Dr. Muhammed Sanusi, was led to his office by officers of the DSS, where he had resumed his legal duties as the head of the football federation secretariat in Nigeria. Reacting to the development, Sanusi said: “I am back to my office, and the Pinnick-led board is back. “When the DSS officials came in,
they refused to allow anyone to enter the premises. But I came in and spoke with the staff and urged them to be lawabiding. “I told them to bear in mind that they are civil servants and should not get involved in the politics. Thereafter, I ushered all into their offices and everyone is going about their duties,” The Daily Times recalls that the Minister of Youths and Sports Development, Solomon Dalung, had earlier this month, urged the NFF to comply with a Supreme Court order on Chris Giwa’s 2014 election. The minister had insisted that the directive was a reaction to a written notification by the Attorney-General of the Federation (AGF) and Minister of Justice, Mr Abubakar Malami (SAN), asking the Sports Ministry to ensure compliance. The development has since prompted FIFA President, Gianni Infantino, to warn that Nigeria risked being made to face the sanctions the world governing body may apply. Asked if he could see if there was a contradiction in Federal Government’s actions on the matter, Sanusi said: “I don’t think that there is any contradiction in government’s actions in this matter. If government had given directives (earlier), we would not have been where we are’’. He, however, assured that the situation was not going to affect the development and organisation of football in the country. “By the grace of God, we are going to do everything humanly possible to move the game forward, and I have always said that honesty is the best policy. “Whatever you are doing, you have to stand by the truth because of posterity.

The insurance magnate stormed the Wadata Plaza, national secretariat of PDP yesterday with scores of his supporters to protest the outcome of the governorship primary. Ogunbiyi faulted the process that produced the winner of the primary election, Senator Nurudeen Ademola Adeleke, who polled a total of 1,569 votes, seven more than Ogunbiyi’s 1,562. In a petition addressed to the chairman, PDP Governorship Appeal Panel, Ogunbiyi argued that the 42 voided votes and 128 unaccounted votes should be added to his votes to
give him a total to 1,732 votes. He said “I Dr. Akin Ogunbiyi having polled the highest number of votes in the primary election of 21st July, 2018, be declared the validly nominated/ elected PDP governorship candidate for the forthcoming September 22, 2018 gubernatorial election for Osun state.” Ogunbiyi also questioned Adeleke’s eligibility for the poll, stressing that a document allegedly submitted by the lawmaker as evidence of his educational qualification up to school certificate level does not meet the basic qualification stipulated by the 1999 Constitution (as amended) and the Electoral Act. “The Principal of Muslim Grammar School, Ede, Mr. Khalid Abbas who purportedly signed the testimonial had not been posted to the school in question as at the date indicated on the document,” he noted, adding that “The Principal has denied ever issuing or signing it and the denial is very well on record,” he submitted. He also called for the
disqualification of Adeleke on the ground that “Contrary to Section 30, Sub Section E of the Electoral Guidelines for primary election 2018, the total number of delegates accredited was not announced before the commencement of voting.” In his reaction however, Senator Adeleke enjoined all those who felt aggrieved to join hands with him to reclaim the state from the All Progressives Congress, APC. He particularly urged Dr. Ogunbiyi to “come on board,” describing last Saturday primary election as a brotherly contest. “I congratulate Dr. Akin Ogunbiyi and his hard fighting team for running a good and impressive campaign. It was a brotherly contest in our collective strives to redeem our state. It is therefore no gainsaying that we are all winners. “My emergence as the governorship candidate of our great party marks the beginning of divine liberation of our dear people from repression and oppression,” he stated.

Orji to challenge Otti’s statement in court Sunday Nwakanma, Umuahia The immediate past Governor of Abia State, and the Senator representing Abia Central district, Chief Theodore Orji has concluded plans to seek remedy at a law court to challenge the statement that he coerced the Independent National Electoral Commission (INEC), under gun point to reverse itself over the 2015 Abia governorship poll in favour of the incumbent Gov. Okezie Ikpeazu. The statement was allegedly credited to the candidate of the All Progressive Grand Alliance (APGA), during the 2015 governorship election in Abia State Dr. Alex Otti by a national newspaper, (not Daily Times) while declaring his intention for 2019 gubernatorial race in Aba last Friday. Orji who spoke to newsmen in Umuahia immediately after Otti’s claim, through his Liaison Officer, Hon. Ifeanyi Umere, threatened legal action against Otti if he fails to retract the claims, stating that Dr. Otti lied and had only resorted to cheap blackmail having lost out at the poll.
Nigeria’s inflation drops to 11.23 % in June – NBS
The National Bureau of Statistics (NBS) says the Consumer Price Index (CPI), which measured inflation for June, decreased to 11.23 per cent (yearon-year) from 11.61 per cent recorded in May. The NBS disclosed this in its “CPI and inflation Report’’ for June released on Monday in Abuja. According to the bureau, this figure is 0.37 per cent points less than the rate recorded in May. The bureau said the figure showed 17 consecutive reductions in inflation rate since January 2017. The report showed that increases were recorded in all the Classification of Individual Consumption by Purpose (COICOP) divisions that yielded the headline index. On a month-on-month basis, the bureau said the Headline Index increased by 1.24 per cent in June, up by 0.15 per cent points from the rate recorded in May.

During a search, the police boss stated that two live cartridges and two locally made revolver pistols with 9mm ammunition were recovered. Fielding questions from journalists, Abiola narrated that “when l came to Lagos, l was leaving with Wasiu, who is a friend to Sodiq and a member of Eiye.

The Minister of Labour and Employment, Sen. Chris Ngige has directed the striking staff of the Energy Commission of Nigeria (ECN) to end action as no person or union has the right to query the powers of the President over appointments. A statement by the Director Press, Samuel Olowookere said the Minister noted that it is illegal for a section of the staff of the Commission to have been on four week strike over the re-appointment of Prof. Jidere Bala as the Director General of the Commission. FG releases Unity school’s admission for JSS1 Doosuur Iwambe, Abuja The Federal Government on Monday approved the release of the admission list of successful candidates into Junior Secondary School (JSS) in the 101 federal government colleges in the country. Echono. The minister explained that the development follows the 2018 selection exercise for placement of qualified candidates into Junior Secondary School (JSS1) held recently in Owerri, Imo state. The selection exercise according to the statement employed the national merit criteria of 60 per cent, with a cut-off score of 146 and above and equality of state of 30 per cent of the colleges’ carrying capacity. The statement read in parts: “Due to

Members of the Owerri branch of the Nigerian Bar Association (NBA), on Monday boycotted court sittings across the state and staged a protest over an alleged assault on the chief Magistrate in charge of Umuneke Ngor Magistrate’s court, Ngozi Onyenemezu and two of their members, Emma Eke and Chukwuemeka Anyanwu. Addressing journalists in front of Owerri High court the lawyers alleged that the Divisional Police Officer in charge of Ngor Okpala, I.G Moses and his officers invaded the court and beat up the magistrate and two lawyers for discharging three armed robbery suspects on July 19. The chairman of NBA Owerri branch Damian Nosike, said that the lawyers were on a protest March to condemn what he tagged police desecration of the judiciary.
Community restates donation of land to FG Edward Nnachi, Abakaliki The people of Amenu village of Uburu community in Ohaozara LGA of Ebonyi state have restated their donation of an expanse of land to the National Bio-Technology Development Agency under the Federal Ministry of Science and Technology. Daily Times Correspondent who visited the area, reports that Dr Ogbonnaya Onu, Minister of Science and Technology hails from the village. The indigenes of the village who include land owners in the affected expanse, stakeholders, community leaders amongst others, staged a peaceful protest on Tuesday, faulting the revocation of the land by the state government. ‘2 fighting’ in Osun: A dancing Senator vs Jagaban’s cousin

In exactly two months less one day from today, two men will engage in a fight whose prize is the Osun State governorship seat. Actually, ‘fight’ puts it really mildly; elections in Nigeria are bitterly contested. With sights of soldiers, policemen, civil defence officers, polling booths are almost like battlefields. Even the primaries that produce governorship candidates are contested with acrimony; there is hardly a governorship primary in the two leading parties where at least two candidates don’t withdraw on the D-day — at least one contender and at least one pretender, at least one in protest and at least one more in another candidate’s interest. No party should go through all the pre-primary hullabaloo and in the end still fail to present the people a candidate they can truly be proud of. Unfortunately, the exact opposite is what has come to define Nigerian politics; in Osun, the scenario is about to get even worse. The two leading candidates who emerged over the weekend for the September 22 governorship election are contrasting in their specifics but similar, first, in their dubious process of emergence and, next, in their overall failure to inspire hope. Isiaka Adegboyega Oyetola emerged candidate of the All Progressives Congress (APC) on Friday with a suspicious primary result. To his credit, Oyetola has been in politics for a long time, yet has never contested for a political office. He was involved in the June 12 struggle and in the founding of the Alliance for Democracy; he was a chieftain of the then Action Congress
of Nigeria (ACN) that fused with other parties to form the APC. His multidecade political involvement without an attempt at competitive political office gives the impression he is a builder, a man who pulls the strings from the background rather than takes the glory as a frontrunner. Unfortunately, eight years as Rauf Aregbesola’s chief of staff is a huge splotch on his credentials. Aregbeola’s Osun State is about the least financially sustainable state of Nigeria’s 36; strike out the Federation Account Allocation Committee (FAAC) disbursements and Osun is dead to the bones. Oyetola has been part of all this; whatever he wants to offer Osun over the next four years, and maybe another four, can be nothing more the Aregbesola years, which he has been an important part of. Therefore, a vote for Oyetola is one for many years of unpaid salaries for the long-suffering Osun public workforce. Although he consistently denied it in the lead-up to the primary, Oyetola is the anointed of Aregbesola and, more importantly, of Bola Tinubu, the APC national leader. The official line out there is that he is cousins with Tinubu but an unofficial, little-known story is that the consanguinity with Tinubu runs even deeper than cousinship. As governor, therefore, Oyetola would be dancing in the public arena to beats from the drums of an unseen bystander. With the APC needing to consolidate its grip on federal power, despite the emergence of the CUPP and R-APC, and the resurgence of the renegade n-PDP, a lot of money will exchange hands ahead of 2019. Osun under Tinubu’s Oyetola will be a ready
ATM point for this grand mission. Not only are these scenarios for an Oyetola governorship troubling, his governorship candidature is itself dubious. At Friday’s primary, Oyetola polled 127,017 votes to leave his closest challenger — Yusuff Lasun, with 21,975 — in the dust. Najeem Salam, speaker of the Osun State House of Assembly, occupied third place with 17,958 votes. The votes of these three top candidates make 166,950. Really? Can the APC in all conscience claim to have 170,000 CARD-CARRYING members in Osun State? This is very much in doubt. Further fertilising this doubt are the reports of vote buying and illicit voting by non-partisan individuals and unregistered APC members, in exchange for cash. It is already confirmed that APC membership cards were hurriedly arranged for some non-partisan prospective voters with the promise of N10,000 each. This is in addition to reports of vote buying by the aspirants. It looks like Oyetola has come to equity with unclean hands; should he emerge governor, the people of Osun must not forget that nothing but stench can stem from filth. By the way, these claims are no defence for Lasun, the deputy speaker of the House of Representatives, who was first runner-up in the APC primary. Lasun hasn’t washed himself clean of alleged involvement in a N1.1 billion water scam uncovered by New Telegraph newspapers. Just like Oyetola, ‘dancing senator’ Ademola Adeleke’s emergence as candidate of the Peoples Democratic Party (PDP) on Saturday was dubious. On first count, PDP said he
polled 1,569 votes, while his closest challenger, Akin Ogunbiyi, polled 1,559 votes. But when the votes were recounted for confirmation, PDP’s final announcement was that Adeleke had 1,569 votes to Ogunbiyi’s 1,562. Too close for accuracy but that is not the problem. The problem is that 56 votes were voided, meaning Adeleke’s seven-vote victory margin is suspect. But even that can be overlooked as well. The cardinal issue is that Adeleke is not prepared for governorship. Here is a man who was in political oblivion just 15 months ago. Had his brother Isiaka, the senator, not died in April 2017, this would probably have remained so. Since riding on emotional votes to win the resultant by-election and replace his brother at the Senate, the younger Adeleke hasn’t been heard contributing to any debate on a bill on the floor of the house or sponsoring one himself. All we have heard about him so far is ‘dance, dance, dance!’ For how long shall a man dance his way to glory? His reason for seeking the governorship seat surely rank among the most comical in Nigeria’s political history. “We held a family meeting to seek God’s guidance on the governorship issue and we said let all of us pray and fast for 40 days for a divine direction from Him and it was when we got a clear signal that I came out to announce that I will contest the Osun governorship election,” he told his party two months ago. “During this period of the 40 days of prayers and fasting, we the Adeleke’s made a covenant with God that we shall alleviate the suffering of the people of Osun.”

I was in Lagos, our commercial capital. I had a paper to deliver to some youths on the future of the country. Although there is a popular talk about ‘African Time’ I am a stickler for keeping time. Since I have no control of the airlines and traffic, I thought it was better to travel a day earlier. The venue was the old middle class suburb of Surulere.. So I picked a hotel around Allen, Ikeja. Since the lecture was not in the rush hour, it meant I could make the journey within half an hour. Despite this, I left ninety minutes before. Two hours later, I was still midway; stuck in the traffic on Ikorodu Road. I was embarrassed because I had informed the organisers I had arrived a day earlier. Then getting to the Fadeyi area, I understood a main reason for the traffic jam; trailers and tankers occupied part of the expressway stretching across the bridge. I was shocked to find out that these were trailers waiting to evacuate goods from the Tin Can Island Port, over one hour drive away. I was about ninety minutes late for the programme and thought of the best way to apologize. But it was unnecessary; the programme had not commenced as most of the participants called to report they were stuck in the same traffic jam. How can a country hope to progress if its citizens, especially in its economic nerve centre, can hardly move from one point to another? I imagine how many days or weeks it would take a trailer packed in Fadeyi, to crawl to the port. The energy, time and waste of resources. But if areas, over one hour drive from the port can be so congested, I wondered what would be happening
in Apapa, the port area where over 10,000 trailers and tankers have taken over all its adjourning routes. I got the answer in the July 19 post by a VANGUARD Newspaper Editor, Jemi Ekunkunbor when she posted on her Facebook wall: “ The situation is simply unbearable. It’s a jungle out here with trailers taking over the entire stretch. When are we going to get home today?” It was a report, a distress call and a note of resignation. Yet, with the near abandonment of other ports in the country including those in Warri, Sapele, Calabar and Port Harcourt, over 75 percent of our country’s import and export business pass through the Lagos port with an estimated economy of N40 Billion per day. I had walks around the hotel area in Allen. At the Toyin/Unity junction, I came across about fifty youths on a street corner. They were said to be labourers from the North. I stood around trying to pick some of their conversation, but realized that a number of them were not speaking Hausa. These may be from neigbouring countries like Chad and Niger. They clearly have no Western education, could hardly speak English and are unskilled. It was evening and they did not seem to have shelters they would crawl into. These are people we have abandoned; ready recruits for criminals. A time bomb. Just across the street was another colony of youths. These are Yoruba labourers. Like the earlier group, they did not seem educated even when free education had come to this part of the country 63 years ago. It was the military regimes which abolished free
education in favour of illiteracy. These labourers also did not appear to have skills. Another time bomb. Since we are not taking care of our citizens or fellow Africans, they will find ways of taking care of themselves. This will be by any means necessary, even if it means taking to crime or being cannon fodder in religious, regional, ethnic or sectarian conflicts or uprisings. From Lagos I moved to Benin City, the capital of the ancient Benin Empire destroyed by British invaders in 1897 before being rebuilt. It was one of the largest and most developed precolonial empires in Africa. The hotels in a number of parts, were mainly silent places; large areas of the university town, had been without electricity for about three weeks. People are forced by the Benin Electricity Distribution Company (BEDC) to pay monthly bills even without power supply. It is not surprising that many of the businesses are dead while in the markets in Benin central, the noise of various power generators, drown the language of commerce. On Thursday, July 12, three days after I left Benin, Master Benedict Sani, a Junior Secondary School pupil of Eyean Community School, in the Uhunmwode Local Government area, was returning home when he was electrocuted near his school by a fallen electricity pole said to have been knocked down by a vehicle. An angry populace, shocked by the corpse of the pupil burnt beyond recognition, took to the streets accusing the electricity company of negligence. An avoidable tragedy by a company that cannot even
supply basic electricity to the people. The University of Benin and its teaching hospital area are not stranger to floods. In fact, some residents in the Ugbowo/Ekosidin area of the university, do not go home immediately after it rains. While I was in the city, it rained over two days which meant some residents became internally displaced persons. Just after the university on the Benin-Lagos Expressway, is a flooded portion opposite the army barracks; vehicles have to wait for the waters to subside or ford it and risk breaking down. On my way to Ibadan on that expressway, I passed by the Tayo Akpata University. It is a university or tertiary institution only in name. A late friend, Dr. Abubakar Momoh used to refer to some of the new private universities as “poultry sheds” A documentary on the Akpata University released about the time I passed, revealed that it would be edifying to call it a poultry shed. It is not even fit for pigs to stay. The buildings have decayed like rotten meat. Many of them, including hostels have been abandoned with some having no windows, doors or roofs. Any sanitary inspector even from a local government would recommend the immediate closure of the ‘university’ to safeguard the health and lives of the human beings having to school, teach or work there. That such an educational facility is allowed to continue running, is a crime against humanity. Not surprisingly, the lecturers and staff complain they have not been paid for at least half a year. Nigerian lives matter!

Editorial Commentary Poverty and high rate of insecurity in Nigeria
Times Guest Columnist Jumai Ahmadu Today in Nigeria there is a malaise of poverty which has resulted in the problem of insecurity. The twin problem of illiteracy caused by excessive poverty has bedevilled and hampered the development of our country. According to the statistics and data reported and disclosed by the World Health Organisation, the countries in Sub-Saharan Africa are mostly hit by this malaise and if this countries do not take major step in arresting the problem it has a spiral effects that can stunt the development of the sub-region particularly Nigeria which is presently facing the problem of the Boko Haram insurgency in addition to the unending farmers and herders clashes that have claimed hundreds of lives. The peace, tranquillity and survival of a nation is tied to the way the government implements programme of action to bring down the level of poverty and in the process reduce the numbers of willing youths and adults who are the basic tools used in insurgent activities. Nigeria does not have any business with poverty due to the abundant natural and material resources placed at its disposal by providence. The proponents of this insurgent act used poverty which is a direct outcome of illiteracy as a basic weapon to blackmail their adherents into submission. As an African adage says that “a hungry man is an angry man,” which explain why most people submit to the proposition of insurgents and their sponsors. The government in particular have a critical and pivotal role to play in reducing to the barest minimum the effects of poverty among its citizens. A well fed nation is a peaceful nation. Our Agricultural policies must be reviewed and strengthened to give it the required impetus to serve the purpose of its formulation. Our people need to be educated on their roles in this fight against poverty and insurgency as insurgency has caused our country so much both in terms of lives lost and material resources destroyed. Budgetary allocations meant for the wellbeing of citizen are being appropriated for military hardware as security votes to the detriment of other sectors of the economy like education, health care, agricultural inputs and the growth of infrastructural facilities. The road to peace and stability of our country depends on what we as a people and our government do to end insecurity through the eradication of poverty. Enough budgetary provisions must be made annually to reduce the rate of poverty
as a deliberate policy. Nigeria has arable lands fertile enough to feed her teaming population. We shall only get it right when our governments get the policy framework right and also when the rightness of these policies are achieved. The implementing agencies and institutions must see it as a call to duty to help the government achieve its set objectives. The nation’s parliamentary bodies must as a matter of urgency deliberately make good laws free from political considerations to help Nigeria succeed in the twin battle of the total eradication of poverty and insurgency. The National Orientation Agency have a critical role to play in educating Nigerians on the need to go back to the farms in the short term to ameliorate their present sufferings instead of waiting for the governments that are facing the problem of shortages in oil revenue accruals to the three tiers of government. The call by the president for our economy to be diversified must be supported by all. When Nigeria’s economy is diversified, the Federal and other tiers of government will have enough revenue accruable to them to carry out programmes to enhance the quality of living of our people. The infrastructural deficit being experienced in the country will be adequately attended to leading to improved growth and development in its physicality .As stakeholders in our Nigeria’s development effort we must all remember that the present trends in insurgent attack witnessed daily is the resultant effect of our past irresponsible leadership who decimated our national patrimony on white elephant projects. We must come together urgently to hold our leaders accountable in the provision of basic growth things of life especially poverty reduction. We need to change our ways by fighting poverty and illiteracy with all sincerity of purpose for the peace of our nation. To achieve the foregoing, citizens must do the most important thing which is voting the right people into leadership positions. Therefore, as the 2019 general election draws very close, the people must as a priority vote only persons who see the urgent need for investment on education, agriculture, health, employment and security into responsible position of authority. The above is true because we need to fund basic infrastructural needs of disadvantaged zones regardless of political consideration as insurgent acts anywhere in our country affects all.
Our POSITION Recruitment of political leaders and 2019 elections At the head of the coalition drama recently is the Peoples Democratic Party (PDP) that signed a Memorandum of Understanding (MoU) with 38 others in a political alliance under the aegis of Coalition of Unity Political Parties (CUPP). The MOU, which was read by Chief Tom Ikimi, resolved to commence work on a blueprint manifesto. It also resolved to field a joint presidential candidate and pick common candidates for governorship, National Assembly, state assemblies and even the Federal Capital Territory. The MOU also stated that the coalition was determined to “promote core values for the restructuring of the country, sharing of political offices among persons and groups across the six geo-political zones while promising to install a unity government with a joint manifesto that will usher in a structured economic and fiscal federalism.” As the nation throttles towards another general election, the frantic moves by groups to get registered as political parties by the Independent National Electoral Commission (INEC) and the effort by a coalition of 39 political parties to ratify unity candidates for the 2019 polls should not take anyone by surprise. Nigeria has gone through this before. Despite the ceremony and portrayal of importance around both events, they are merely periodic rituals that crop up as a prelude to general elections. Perhaps, for the value they seem to achieve, these last minute permutations should provide another means of frank admonition and good counsel to politicians, especially closet politicians who come out of their slothful hibernation to play out the occasional dirty politicking they have always known. What is the aim of this amalgamation? What is so different between the content of this MOU and the manifestos of the major political parties? While Nigeria needs a credible opposition, this new coalition might perhaps have emerged without substantial principles. And it may not in any way be different, in emptiness of promise, from the ruling All Progressives Congress, APC. Like the gang-up of the coalition, the deluge of applicants seeking party registration is also questionable. With barely a few weeks to the August deadline for fresh registration of political parties, 136 applications are being processed by INEC. Should all the applications scale through, Nigeria would, in addition to the existing 68, have about 204 political parties slated for general elections in 2019. What kind of thinking conceives such proliferation of parties? Are Nigerians so ideologically diverse that they must have such number of political parties? This development is a far cry from the relatively principled politics of the First and Second Republics. In those days, political parties were markedly differentiated by their ideologies and programmes and how they wished to implement them. A semblance of this experience was observed in the parties of 1979. The unmistakable nationalism of the National Party of Nigeria (NPN), the consistent welfarism of the United Party of Nigeria (UPN), the Talakawa ideology of the Peoples Redemption Party (PRP), among others were clearly recognised based on ideologies and programmes. Indeed, there are justifications for increasing application for party registration. The perceived non-performance of the current administration by Nigerians in certain quarters, the unpopularity of some principal figures in the ruling party, and the seeming insensitivity of the government have
imbued some groups with the confidence that they could do better. Even though citizens have the right to freedom of association, and on the basis of such association may aspire to enjoy the good life through legitimate means, this number of political parties calls for concern. Whereas the Electoral Act states that any association of persons can register as a political party, if it meets the criteria, Nigerians should worry about the sincerity of purpose of such political parties. With N60million dangling as an annual support funding by INEC, it is very unlikely that majority of the political associations applying for party registration are altruistic. They must be doing it for the subvention that comes with it. Which is why we have consistently opposed the idea of government registering political parties and funding them. Related to this is the fact that 100 political parties must appear on the ballot paper. Should a party be omitted on the ballot paper, that election exercise is cancelled. Gaining control of political power is an exercise that demands the utmost deployment of peoples’ sincere intentions, inner convictions, demonstrable capacity and measurable potential for success. The philosophical depth and profound desire to seek the common good and sagaciously attend to differences within a civil society is what makes groups aspire to seek power. We are of the opinion that there must be deliberate efforts to ensure the emergence of credible and dynamic leaders. There is the need to change the narrative from the present leadership, which has failed the country woefully. The citizens should own the process of recruiting the leaders with vision and capacity to deliver.

Osinbajo charges capital market on economic growth Vice President Yemi Osinbajo has said that for investors to take advantage of government’s incentives and improved business environment, there need to be availability of medium to long term capital in the form of bonds, equity and loans. The necessity for stable long term funds for the actualisation of the vision of economic growth and development he said, places the capital market in a unique and strategic position for which it must be prepared. Professor Osinbajo stated this at the 2nd Capital Market Stakeholders Forum held by the National Assembly with the theme: Capital Market as a Catalyst for Growth and Development” in Abuja Monday. Represented by Director General, Debt Management Office (DMO), Ms. Patience Oniha, Osinbajo said the present administration introduced a number of strategies and policies which contributed to the exit from recession and remains committed
to their continued implementation in order to achieve economic development. Osinbajo therefore expressed the urgent need for the nation to sustain its present growth and also ensure that the growth translates to development with positive impact on the lives of Nigerians. In her keynote address, Acting Director General Securities and Exchange Commission, Ms. Mary Uduk said the Forum and its theme are very relevant and timely, given the pressing needs to grow the economy and also achieve sustainable development. Uduk said the capital market can serve as a key catalyst for Nigeria’s economic growth and development, as it offers a credible platform for obtaining long-term financing. According to her, “Economic growth can be seen as increase in the production of goods and services in a country, often measured by changes
in real Gross Domestic Product (GDP). “However, the concept of economic development is larger as it includes improvement in the quality of life and living standards of the citizens. These include improvements in literacy, health and life expectancy, better savings- investment culture as well as improved wealth distribution, housing and environment”. The Acting DG said there are many capital market instruments that can be used to stimulate economic development in Nigeria like bonds, equities and commodities. While saying that the Nigerian Capital Market has actually been serving as a catalyst for economic growth and development, Uduk however said some potential are still untapped. One major initiative to tap this potential she said was the development of a 10-year Capital Market Master Plan (CMMP) launched by the Commission in 2014.

Hajj 2018: 17,000 pilgrims register for Hajj biometric data system
The National Hajj Commission of Nigeria (NAHCON) says no fewer than 17,000 intending pilgrims for this year’s Hajj in Saudi Arabia had been registered in its biometric data capturing system as at July 19. It said in a statement by Head, Public Affairs, NAHCON, Fatima Usara that over 5,000 visas had also been issued within the period. It said that the registration was provided free by the Saudi Arabian authorities for only intending pilgrims, adding that any pilgrim who paid for the service should return to the centre for refunds. “Intending pilgrims are also advised, for avoidance of speculations and distrust that there are other biometric data capturing candidates that are not pilgrims but are legitimately travelling to Saudi Arabia for their different purposes,” it said.
LASG to sustain ‘Ready Set Work’ beyond Ambode The Lagos State Government has said it would sustain the ‘Ready Set Work’ (RSW) initiative beyond the present administration in the state. Aide to Gov. Akinwunmi Ambode on Education, Mr Obafela Bank-Olemoh, disclosed this to journalists on the sideline of the 2018 ‘Ready Set Work’ inauguration in Lagos. He said that the programme would continue to run because Lagos State had shown consistency in the continuation of programmes that impacted the lives of Lagosians. “In Lagos State, we have been able to show that administration after administration, the key programmes that are impacting Lagos positively are still running. “We have had programmes which were initiated by past governors and they are still running today,” he said.

Al-makura defends decision to establish ranches Augustine Kuza, Lafia Nasarawa state Governor Umaru Tanko Al- makura has remanded the people of the state that his government is not going back on creation of grazing reserve as earlier promised. The Governor who fumes as he fielded questions from journalist last Saturday on occasion of tree planting at city hall in Lafia the state capital said, it would leverage persistence crisis between Farmers and herdsmen in the state and also queue in the Federal government plan to increase yield of livestock in the county.

On tree planting, he said 20,000 species of trees were distributed across the state for planting under the supervision of youth who will earn 6,000 monthly. He equally banned procession of charcoal in the state as it affects environmental degradations saying the state government in recent time employed 1,500 youth as environmental guards to help checkmate unlawful falling of trees.
The Peoples Democratic Party (PDP) Women Leader in Niger, Hajia Sa’adatu Kolo, has urged women to participate in politics and seek election into offices so as to influence decision making processes. Kolo told newsmen in Minna that it was “very dangerous” for women to shy away from politics and leave the turf for only men. “Women cannot afford to shy away from politics; they constitute the largest voting group and are usually the worst hit by any bad political decision. “Poverty has been the lot of many women. Some of them are also the victims of violence that usually erupt from bad political decisions,” she said.
Eko Disco rehabilitates facilities in Ikoyi The Eko Electricity Distribution Company (EKEDC) said it had commenced the rehabilitation of work on power facilities in Ikoyi and environs to improve services to its customers in the area. The General Manager, Corporate Communications, EKEDC, Mr Godwin Idemudia said in Lagos the network improvement work was being handled by Marolls Engineering Limited. According to him, the exercise will start with the rehabilitation of Moore Road 11kv Feeder and Injection substation. He said the rehabilitation work would involve digging, pole erection, cable laying, back-lifting and thrust boring across roads and front of some premises where necessary. The general manager appealed to customers and members of the public to please accord the rehabilitation team the necessary co-operation and support in order to ensure a hitch-free and successful execution of the rehabilitation plan.

Man kills lover over condoms found in her bag Titus Akhigbe, Benin A 38 - year - old mother of three has been killed by her lover after he allegedly found condoms inside her hand bag in Benin City. It was gathered that the victim identified as Gladys Okoh, a divorcee was stabbed with a kitchen knife in the stomach at her aged mother’s home by her lover, identified as Osaremwinda Omobude Idumwonyi, 46. Her infuriated lover, sources said upon the discovery of the pack of condoms, was convinced that she was engaging in sizzling romantic relationships with other men.
The late Gladys was allegedly killed at 13, Ehiyoboy Street, off Aifuwa Street, off Upper Sakponba Road, Benin City, few hours after she left her lover’s residence where she passed the night. A visit to the area revealed that the scene of the attack and the suspect’s residence are within the same vicinity. The suspect has been arrested by the police officers attached to the State Criminal Investigation Department (SCID), Benin City. According to accounts, Osaremwinda walked passed her lover’s aged mother before launching the deadly attack. A reliable police source disclosed that the suspected killer in his
confessional statement, defended his action by saying that he overpowered and stabbed her dead lover in self-defense after she had attacked him with a kitchen knife after an arguement. Confirming the gruesome murder, the Police Public Relations Officer in Edo State , DSP Chidi Nwabuzor said that “we are investigating”. Our correspondent reports that the latest case brings to two, the number of women reportedly killed by their lovers in Benin City, in the past two weeks. The Daily Times recalls that a 19 -year-old boy similarly stabbed his 18year-old girlfriend to death in Benin City, a fortnight ago.

FG vs Saraki: ‘Maker of documentary evidence must testify in court’ FACTUAL BACKGROUND The appellant, who was a two- term Governor of Kwara State, is , currently, the President of the Senate of the Federal Republic of Nigeria. Saraki was arraigned on an eighteen count charge before the Code of Conduct Tribunal. The counts ranged from allegations of false declaration of assets; purchasing items of property in excess of money ,fairly, attributed to his salary; maintaining a domiciliary account and so on. The respondent’s case was woven, inter alia, around seven, duly, sworn Asset Declaration Forms, which the appellant submitted to the Code of Conduct Bureau. The prosecution’s case, essentially, was that the EFCC and the Bureau investigated the said Forms: investigations which allegedly ,revealed a lot of infractions of the Code of Conduct for Public Officers. According to the Prosecution the appellant acquired several items of property as Governor of Kwara State. He, allegedly failed to declare and disclose the source of the funds used in acquiring the said items of property. The investigation further, allegedly, revealed that the appellant transferred huge sums of money outside Nigeria and bought property in London. He allegedly, used his American Express Card, a credit card, in repaying the liability arising therefrom. The discoveries warranted the criminal action initiated against him at the Code of Conduct Tribunal. The prosecution called four witnesses and at the close of prosecution case, the appellant made no case submission which the tribunal upheld. Aggrieved, the respondent appealed to the lower Court. The said court upheld the no case submission in respect counts 1,3,7,8,9,10,11,12,13, 14,15,16,17 and 18 of the further amended charge. It, however orders the appellant herein to enter his defence in respect of counts 4, 5 and 6 of the further amended charge. Saraki further appeal to the Supreme Court expressing his disenchantment with the latter aspect of the lower Court’s judgement. ISSUES The appellant formulated four issues for determination. The Supreme Court reformulated it into two issues for clarity, accuracy and brevity thus: 1. Whether the lower court rightly, held that the prosecution had established a prima facie case against the appellant in respect of count 4, 5 and 6 of the further amended charge. 2. Whether the lower court was right, when having held that virtually all prosecution’s oral and documentary testimonies were hearsay evidence, nonetheless relied on them in holding that the prosecution established a prima facie case against the appellant in Counts 4,5 and 6. APPELLANT SUBMISSIONS At the hearing of the appeal, Kanu Agabi, SAN, who with Paul Usoro SAN and Saka Isau etc appeared for the appellant adopted their processes. The learned senior counsel drew attention to the lower court findings at pages 2340 and 2341, Vol. 5 of the record. It was argued that since an essential element of the offence was not specified on the face of the charge, the appellant was entitled to an acquittal and discharge under Section 303 (3) (a) of the Administration of Criminal Justice Act, [ACJA]. The above - stated omission fly in the face of the established position that it is for the prosecution to ensure that the elements of the offence are properly spelt out in the charge, Timothy v. FRN [2008] All FWLR (pt 402) 1136; Ogbomor v. The State [1985] 2 SC (sic); Odunayo Ajayi v The State (2011) LPELR- 4682 (CA); Deriba v. State (2016) LPELR - 40345 (CA); Alabi v. State (1993) 7 NWLR (pt 307); FRN v. Usman [2012] 8 NWLR (pt 1301) 141 , 156- 157. The respondent did not call any official of the Land Registrar, Lagos ,where the title documents of plots 17A and 17 B McDonald, Ikoyi, Lagos were registered. The omission was fatal in establishing prima facie case in respect of Counts 4 and 5. It was contended that Count 6 must , equally fail , because no document was tendered to show the outstanding loan liability of the appellant to the GTB as at June 30, 2007. Since, by law, the contents of a document are not proved by parole evidence, the oral evidence of Pw1 and PW4 are inadmissible to contradict or prove the contents of exhibits 7, Katsina Local Authority and an or V. Madudawa [1971] ; Cameroon Airline V. Otutuizu (2011)LPELR - 827 (SC). The Court was urged to set aside the Judgement of the lower court since the inconsistency that characterize it is fundamental, Ali v. State (2015) LPELR - 24711 (SC) 35- 36. RESPONDENT’S CONTENTION. On his part, Rotimi Jacobs, SAN,for the respondent adopted the respondent brief. He maintain that at the stage of a no case submission, the Court is not to decide the guilty of the defendant ,Daborah v. State (supra) In his submission the lower court was right in respect of Count 4- 6 (supra). He explained that the appellant was charged with making false declaration. He referred to paragraph 11 (1) (2) and (3) of part 1, 5th Schedule of the 1999 Constitution which creates an offence punishable under paragraph 18 of the same Constitution: also, Section 15 (1) and (2) of the Code of Conduct Bureau and Tribunal Act,Cap c. 15, Laws of the Federation of Nigeria 2004 and punishable under Section 23/(2) thereof ,that is , courts 4,5, and 6. He contended that the provisions of paragraphs 11(1) (2) and (3) and 18 (1) (Supra) are different from from any other penal enactment. Accord to him, it imposes a duty on public offers to submit a written declaration of all assets on oath. When the declaration is found to be false by the authority, it becomes a punishable infraction. Counsel cited the three ingredients of the offence under paragraphs 11 and18 (Supra). He dismissed, as misconceived, the appellant’s submissions that the lower court’s affirmation of the proof of counts 4, 5 and 6 was inconsistent with Court earlier findings that the same evidence was hearsay evidence. He canvassed the view that PW4 was a competent witness. Ishola v Society General Bank Ltd (1997) 2 NWLR (pt 488) 405.424. He submitted that the investigation which EFCC conducted was in conformity with part1,Paragraph 1 (c) of the Third Schedule to the Constitution. Stakeholders seek better implementation of Court forfeits 4 Public Private Partnership Laws Peter Fowoyo Lawyers and stakeholders in the justice sector have called for better implementation of laws on Public Private Partnership (PPP) by state governments. Speaking under the topic, ‘Regulatory Framework for PPPsWhat are the States Doing?’, Ogun state Commissioner for Commerce and Industry Otunba Bimbola Ashiru, said a better implementation of the laws on Public Private Partnership (PPP) will encourage more citizens’ participation. The Commissioner spoke at an event organized by a firm of legal practitioners and arbitrators, AELEX, in conjunction with the International Project Finance Association (IPFA) themed: ‘Private Investment in Infrastructure: The States as Enablers’. He noted that the revenues being generated by many states across the country are not enough to meet the infrastructural needs of the populace and as such wellmeaning private individuals are needed to fill the gap. He also lauded the Ogun state government’s efforts at providing infrastructures for its citizens saying many roads belonging to the federal government has been fixed. “About N160 billion which has been spent on infrastructures on federal roads is yet to be remitted
back to Ogun state government”, he said. In his own submissions, an associate partner at AELEX, Lawrence Fubara Anga, said factors militating against the PPP process should be addressed by government. He listed the factors to include arbitrariness, lack of due process and state sponsored impunity. He said: “Recently, we woke up to the news that government is to close all land borders because of rice smuggling. With this, we are
given an impression to the outside world that our borders can be shut at anytime. This is not a step in the right direction. “So, it is not always about the law, for the PPP process to work, those negative factors must be addressed”. Another participant at the event, Engr. Chidi Izuwah, of the Infrastructure Concession Regulatory Commission, called on government at all levels to focus more on infrastructure development.
He was of the view that the incessant herdsmen’s farmers’ clash is an infrastructure problem saying it could be tackled by the construction of modern ranches. He said: “The fastest way to develop Nigeria is by infrastructure. Life is about competition, states must compete to develop this country. They must come up with infrastructure development master plans. Enabling environment for private sector to thrive must also be created.

SC. 392/2001; AjiboyeV State [1994] 8 NWLR (pt 364) 587; Ekwunugo V FRN [2008] 15 NWLR (pt 1111) 630; [2008] 7 SC 196; Tongo V COP (2007) LPELRSC. 105/ 2000; Abacha V State [2001] 3 NWLR (pt 699) 35 ; Daboh V State [1977] 5 SC. 197. Against this background, in considering a no case submission, the court’s duty is finite : It is only to determine whether the prosecution has made out a prima facie case ; hence it neither involves the evaluation of evidence nor the consideration of the credibility of the witnesses. State V Audi [1986] 1 QLRN 220,227. The decision in Ibeziako v C. O. P (1963) 1 All NLR 61 would , indeed, appear to be the first Nigeria case on this, C.O.P V Amuta [2017] LPELR - 41386 (SC). According to the court , a submission of no case to answer may be properly, made and upheld in the following circumstances: (a) When there has been no evidence to prove an essential element in the alleged offence either directly, circumstantially or inferentially. (b) When the evidence adduced by the Prosecution has been so discredited as a result of cross examination or manifestly unreliable that no reasonable tribunal can safely convict upon it. The view that PW4 gave direct evidence is not supported by the evidence on record. The reason is simple. At pages 2331, 2329 and 2333 of Volume 5, the same court had endorsed
the submission that the “ evidence of PW1 on these issues is admissible only as to what he carried out in the process of investigation but it is hearsay and totally inadmissible for proving the truth of the contents of the exhibits tendered....” Surely, the hearsay evidence of PW1 cannot, by any sketch of logic, morph into the direct evidence of the PW4. What is more, the same evidence of PW1 ,the building block of PW4’s testimony, having been declared “inadmissible as evidence of that which is asserted” [ page 2333 of Volume 5], cannot be the basis of the conclusion that a prima facie case had been made out in counts 4, 5 and 6. Worse still, the lower court had, unequivocally, declared “all these pieces of evidence, such as loans, liabilities of the respondent amount to documentary evidence which is inadmissible. The makers of the exhibits ought to testify about them in court.” CONCLUSION In all, from my intimate reading of pages 2323, 2325 and 2341, I have only one observation to make : the lower court was caught up in an analytical mix-up: a mix- up that occasioned the inexcusable conclusion that a prima facie case had been made out with regard to counts 4, 5 and 6. This cannot be since the self - same lower court had dismissed the testimonies of the witnesses as hearsay. Now, this simple fact must, always ,be borne in mind. Evidence discloses a prima facie case when it is such that if
uncontradicted and if believed, will be sufficient to prove the case against the defendant,” Ohwovoriole v FRN [2003] 2 NWLR (pt 803) 176; [2003] 1 SC (pt 1) 1; (2003) LPELR SC. 392/2001.....” The rationale of all binding authorities is that, however slight, evidence linking an accused person with the commission of the offence charged might be, the case ought to proceed for the accused to explain his own side of the matter. The opposite must then, equally, be true. Thus, the lower court’s finding that the Prosecution’s neglect in calling vital witnesses “has led to the failure of providing evidence linking the defendant with the commission of the offence with which he is charged.”page 2133 of Volume 5 (supra), would , therefore, relieve the appellant of the drudgery of purging himself of guilt! To hold otherwise, as the lower court did, would be to supplant the Prosecution’s obligation of proving the appellant’s guilt beyond reasonable doubt, Esangbedo V State (Supra); State V Azeez and Ors [2008] 4 SC 188; Ozaki and Ors V. State [1990] 1 NWLR (pt. 124) 92, 108; Alabi v. The State [1993] 7 NWLR (pt. 307) 511. This court can not lend its judicial stature and acclaimed eminence to such a charade ; a caricature of justice. I therefore, make bold to hold that the lower court was in grave error, when, in the face of the absence of material evidence, no matter how slight , “ ...linking the defendant with the commission of the offence with which he is charged “ page 2133 of
Volume 5 (supra), it proceeded to hold that the Prosecution “ was only able to establish a prima facie case against the respondent in counts 4, 5, and 6.” That cannot be! Against this background, therefore, I have a duty to vacate the judgement of the lower court. In its place, I find and hold that, from the testimonies of the four witnesses (supra) the Prosecution failed to make out a prima facie case against the appellant. I, therefore, in the trenchant command of Section 302 of ACJA (supra), enter an order discharging the appellant. Accordingly, I restore the ruling of the trial tribunal in favour of the appellant. Appeal allowed. On the Cross Appeal - SC. 1111 / 2017 brought by the Federal Government seeking to reinstate other charges, the Supreme Court have no hesitation in dismissing the entirety of the arguments in cross- appeal as lacking in merit. Cross- Appeal dismissed. It vacate the judgement of the lower court with regard to courts 4, 5 and 6. In its place, restore the Ruling of the trial Tribunal in favour of the Cross- respondent. ex-INEC officials’ N387m to FG Peter Fowoyo Unless a Federal High Court, Ikoyi, Lagos decides otherwise, four ex officials of the Independent National Electoral Commission (INEC) may lose N387m found in their bank accounts. Already, the court on Monday ordered the temporary forfeiture of the total sum of N387m and issued a 14 days ultimatum for anyone interested in the money to appear before it. The anti graft commission, which obtained the forfeiture order, told the court that the ex-INEC officials benefitted from the N23bn, which a former Minister of Petroleum Resources, Mrs Diezani AlisonMadueke, allegedly doled out to influence the 2015 presidential election in favour of former President, Dr. Goodluck Jonathan. Usman Zakari, an investigator with the anti graft commission, said in an affidavit that the ex-INEC officials received the money through a nongovernmental organisation, West Africa Network of Observers, which they formed to purportedly monitor the 2015 general elections. According to him, the NGO, WANEO, had a former INEC Chairman, Prof Maurice Iwu, as its National Coordinator. He claimed that though “WANEO was formed under the guise of monitoring the conduct of 2015 election, distribution of Permanent Voter Cards, sensitisation of voters, delimitation of electoral constituencies, etc, its primary objective was to ensure the victory of the PDP candidate in the presidential election.” Zakari said through WANEO, the ex-INEC officials facilitated the disbursement of N510m Diezani fund to Osun, Ogun and Oyo states. “After the conduct of the 2015 presidential election and in order to conceal the sources of the money collected by Ogun, Osun and Oyo states, the remainder of the money was fraudulently laundered,” the investigator added. Zakari said the EFCC had, however, recovered N387m out of the N510m from the four ex-INEC officials. The anti-graft agency gave the names of the said ex-INEC officials as Victor Chukwuani, Okesiji Adeniran, Gabriel Oke and Torgba Nyitse. Counsel for the EFCC, Nnaemeka Omenwa, urged Justice Muslim Hassan, on Monday, to order the temporary forfeiture of the N387m pursuant to Section 17 of the Advance Fee Fraud and Other Fraud Related Offences Act, No. 14, 2004. He said it would be in the interest of justice for the temporary forfeiture order to be made. Justice Hassan granted the ex parte application and gave 14 days for anyone interested in the money to appear before him to show cause why the N387m should not be permanently forfeited to the Federal Government. Meanwhile the court has adjourned further proceedings till August 6, 2018.

Secretary to the Government of the Federation, Boss Mustapha, was an eye-opener for a country that derives so much revenue from the oil and gas sector and yet reaps great agony owing to bad policies, half-hearted implementation of programes and outright circumvention of procedure by unscrupulous elements in the value chain system. They were of the opening that the Tuesday, 28 June disaster on the Otedola Bridge, going out of Lagos, a petrolladen tanker had rolled over spilling its contents. The resultant inferno killed 12 people, consumed 54 vehicles and a tricycle should be an eye opener. However, this particular incident was gruesome enough to send policy makers and operators back to the drawing
board, as records indicated that articulated vehicles, trailers and tankers, account for about 50 per cent road traffic crashes and fatalities. Indeed, records indicate that articulated vehicles, trailers and tankers, are casing enormous drain on the economy. In the first quarter of 2018 alone, 1,120 tankers were involved in road crashes, costing the nation about N7.157 billion, beside loss of lives, injuries to persons, damage to the roads, farmlands and the environment. Corps Marshall, Boboye Oyeyemi, who was widely praised for doing a good job, listed a litany of reasons for this trend. The government, regulatory agencies and truck owners/ operators were all fingered as complicit in
allowing the cancer of road carnage to fester. Boboye also listed ageing trucks and lack of fleet renewal programmes, noncooperative attitude of drivers and other stakeholders, non-adherence to standards by operators and by tank builders includingalteration of original design value of truck heads and trailers. Also to blame are bad roads, parking on unauthorized locations along the road, failure to install speed limiting device as well as lack of cooperation of private tank farm owners on Safe-To-Load programme. Participants nonetheless agreed that a functional rail system would have reduced the pressure on the roads and minimised the carnage cause by tanker drivers. Although the FRSC had
organized several advocacy sessions to address this worrisome issues, Mustapha emphasized that the federal government felt a “deep concern on the rising spate of road traffic crashes involving articulated vehicles in recent times and the consequential high casualty rate in both human and material resources.” Mustapha noted that efforts were made to ensure effective implementation of the resolutions. These include the FRSC Safe-ToLoad programme; building partnership with relevant stakeholders; training and recertification of tanker drivers by the Petroleum Tankers division of the National Union of Petroleum and Natural Gas Workers.

Presenting a paper entitled: ‘MRO Financing Options For Nigeria’ at the 22nd League of Airports and Aviation Correspondents seminar, Demuren disclosed that competent management, scheduling aircraft , low interest on loans and harnessing
of aviation for national development were required for it to succeed. He said issues concerning the cost of land around airports, as FAAN need to adopt a policy to give out land at no costs to attract investors; lower funding, investment in tooling hangar and manpower. Demuren hinted that partnerships is key in setting up MRO which does not need to be full circle; as the facility could handle certain aspects of maintenance. He said airlines could be small, weak and successful if it sticks to niche markets. On trends, he said aircraft around the world are being
modernised, which affects MRO needs, which must consider new technologies in aircraft manufacture. Original Equipment Manufacturer (OEMs), he said are now trying to get a grip in the market as it affects maintenance. African markets for MRO, he noted is over $2billion, which is a huge market that should be exploited by African carriers and governments desirous to grow the aviation industry. He laments the absence of MROs in West Africa taking cognizance at aircraft type available for line maintenance and the possibility of business for potential investors.
He noted the faulty business plan of the $100 million investment in Uyo by the Akwa Ibom State Government, which is lying fallow; challenging domestic operators to take up the gauntlet to make the facility operational; without necessarily seeking government approval. Noting that MRO is a hugely capital intensive ventures, partnerships; through joint ventures is the way to go. The African market is worth over $2.5 billion; if properly harnessed through partnership that is based on competence and the right expertise, the continent will get it right on the global scale.

Iyayi sites the recent challenge encountered on the London route by Medview airline. According to him, we should begin to appreciate the constraints under which Nigeria airlines operate, it’s extremely excruciating, we are actually being staffle out of business that’s the truth. “When you come as a Nigerian airline to stay competitive and you do not have the Nigerian government backing you up on international operations, it’s not possible, Nigeria Airways had 14 slots in Heathrow, we had grandfather rights to those slots, when NAL went out of business, am privy to the fact that the Ministry of Aviation tried very hard even before
the liquidator to try and make sure that we actually keep those slots but we lost them simply because the Ministry failed to do what was right, they knew about the grandfather rights nobody did a thing. “ Now, Medview went into London, Arik went into London, they needed to have slots into London Heathrow, what happened, the slots Airport Company told them they couldn’t get any slots, they gave slots where it was totally not useful to fly into London. But when you negotiate multi-laterals and Bi-laterals agreements, part of the reciprocity agreements talks about the slots and access to market but that was never negotiated on behalf of Nigeria operators. He added: “when you talk about international operations, Medview can’t walk into London and talk to the authorities in London without the Nigerian government taking their rightful place. I guarantee you that Nigerian Air will have a slot out of Terminal 3 London, why? Because the government in trying to make sure that this particular airline succeeds will do any and everything to make sure it happens to the detriment of the Nigerian operator who has expended so much money, his money and borrowed money to do business.”
The TopBrass boss said it is unfortunate that government gives foreign airlines the wherewithal to do business in the country but same is not accorded Nigerian airlines in their countries, adding that it is high time government understands what Aeropolitics is all about and play it according to assist the country’s airlines. Also, the Managing Director, AirPeace, Barr. Allen Onyema said it is pathetic that in Nigeria, Nigerians prefer to give foreign airlines what they want and neglect their own. He noted that “what happened to Medview in London could happen to another Nigeria airline, all those airlines coming into Nigeria, sometimes when they come, they refer them two times over before they will able to even fly, if a Nigerian airlines does that over there, the next day you wouldn’t come in, so, give us a break, we should support our own in this country, we are crying out”. Ladesope Ladelokun Brett Tarnutzer, GSMA’s head of Spectrum has linked the huge differences in the cost of acquiring spectrum in developing countries.as one of the obstacles to mobile penetration in the developing country. Tarnutzer, at the mobile 360 series in Kigali,Rwanda, called on governments across Africa to come up with better policy decisions on Spectrum. He decried the practice of judging the success of spectrum auctions on the the volume of revenue raised instead ofplacing more emphasis on the economic and social benetfits. His words: “ Connecting everyone becomes impossible without better policy decisions on spectrum.These pricing policies will only limit the growth of the digital economy and make it harderto eradicate poverty,deliver better healthcare and education, and achieve financial inclusionandgender equality.” According to the GSMA Intelligence’s Spectrum Prices in Developing Countries study, developing countries like Nigeria, Togo, Cameroon, Ghana, et al pay three times more for spectrum than other parts of the world,adding that this has impacted negatively on developing markets,shooting up price and hindering access to mobile services. However, some analysts opined that some governments of some countries, especially played an active role in raising spectrum prices to increase state revenue. Some of the highest fees were found in countries with a large amount of sovereign debt. Across developing markets the average starting price at a spectrum auction was five-times higher than developed market equivalent, relative to GDP, the study revealed. Outside of inflated spectrum costs, regulators artificially limiting available airwaves and drawing up poorly designed auction rules were cited as contributing factors to high consumer pricing.

Edo berates BEDC over poor electricity supply to residents The Edo State Government has frowned at the poor supply of electricity by the Benin Electricity Distribution Company (BEDC) to residents of the state. Representative of Governor Godwin Obaseki and Commissioner for Energy and Water Resources, Hon. Yekini Idaiye, made the government’s position known while declaring open the 4th National Council on Power (NACOP) themed: “Increasing Access to Electricity Through Improved Power Infrastructure,” held at the Government House, in Benin City, Edo State. He said the daily average supply
of electricity put at eight hours, was less than 20 percent of the estimated consumer population of 1.2 million who have post and pre-paid meters. The commissioner said that majority of the consumers are groaning under the estimated billing system with its attendant high corporate fraud on the part of BEDC, noting, “BEDC since inception has not added any value to the Infrastructure it inherited which explains the poor and deteriorated state of the power infrastructure in this part of the country.” He explained that the special technical committee constituted by
Edo State Government to undertake a comprehensive audit of the power infrastructure in the state revealed the poor state of the infrastructure. According to Idiaye, BEDC personnel on the field are unprofessional in their conduct and openly engage the services of military personnel to intimidate and brutalise customers, noting, “This programme is coming at the right time as people in the state want improved access to power supply. “Nigerians want to have improved access to power supply and industries want to have electricity to scale up production.”

World Bank invests $20.5bn to combat climate change Motolani Oseni The World Bank has invested a whopping $20.5 billion to fight climate change projects during the 2018 fiscal year, data released by the global institution has revealed. This development implies that the World Bank exceeds its target of spending at least 28 per cent of its finances on tackling the problem by 2020. Commenting on the $20 billion record for climate financing cities, Chief Executive Officer, World Bank, Kristalina Georgieva, said: “We have not just exceeded our climate targets on paper, we have transformed the way we work with countries and are seeing major transitions to renewable energy, clean and resilient trans- port systems, climate-smart agriculture and sustainable.” He added: “This gives the most vulnerable people a fighting chance against climate change, by confronting and adapting to today’s impacts and working to contain future damage to our planet.” As a result, the bank will set new targets at the December UN climate conference in Poland. The World Bank’s climate strategy has created 22 in- vestment plans to support climate-smart agriculture in 20 countries. 38 million people have also benefited from access to climate-related information, such as early warning systems for extreme weather events. Over the past year, the institution has invested $784 million on making transport systems withstand the impact of new climate challenges and supported 18 gigawatts of additional renewable energy. About half of the World Bank’s climate finance is now going into adaptation programmes, highlighting the importance of responding to the changes already taking place to the planet. The International Finance Corporation (IFC), a key member of the World Bank Group, has ramped up its level of sustainable investments, reaching $3.9 billion. It helped mobilise 4.4 billion in private sector funding on climate as well. “The lion’s share of economic growth is taking place in emerging markets, and at IFC we recognize that we must ensure this growth is inclusive and sustainable. This is a trillion-dollar investment opportunity,” said Philippe Le Houérou, IFC’s Chief Executive Officer.

CACOL backs Senate’s probe of irregularities in oil and gas sector The Centre for Anti-Corruption and Open Leadership (CACOL) has hailed the decision of the Senate to investigate Nigeria’s imminent loss of $10b as a result of fraudulent discounts and rebates granted by Federal Government officials in the process of oil and gas lease renewal. In a release issued by CACOL’s Coordinator for Media and Publications, Mr. Otunuga Adegboyega on behalf of the Executive Chairman, Mr Debo Adeniran, the anticorruption centre stated that, “This attitude of giving questionable waivers or rebates to players in certain critical sectors of the economy, predates the Buhari Administration and it remains an ill-wind. “We had expected all this rubbish to end with the last administration since the present government ushered a positive era against the profligacy of the past. It would be recalled that one of the objectionable restructuring
exercises introduced into governance by ex-President Olusegun Obasanjo’s administration was to merge the Ministry of Petroleum Resources with the Presidency. “We had always maintained that this does not encourage openness and accountability, especially when it is considered that proceeds from crude oil still remain the largest source of revenue for the nation. This is why the Senate, in this circumstance, is directing its accusing finger at Abba Kyari, Chief of Staff to the President, who has been fingered as the De-facto Chairman of the Board of the Nigerian National Petroleum Corporation (NNPC). “One could understand the frustration of the Senate Committee on Petroleum Resources (Upstream) arising from the irregularities pertaining to these oil transactions. We also advocate for a review of all subsisting legal frameworks and processes necessary for the renewal of oil and gas leases as well as thorough and effective interrogation to unravel all that there is to be know in this petroleum and allied business for Nigeria to recoup much of the funds and block all the leakages in the sector.”

Mohammed Sanusi: Federal government has averted FIFA ban Nigeria Football Federation (NFF) general secretary Mohammed Sanusi has saluted the country’s government for averting a FIFA ban over a leadership tussle. The country risked a FIFA ban after sports minister Solomon Dalung ordered that Amaju Pinnick step down for Chris Giwa to take over as NFF president following a Supreme Court ruling to that effect. However, on Monday Department of State Security (DSS) re-instated Sanusi to office in Abuja. Sanusi said this was on the directive of the country’s
government and that this singular decision has averted a ban by the world football governing body. “We thank the federal government of Nigeria because what has happened has stopped a FIFA ban and saved the lives of many Nigerian youths,” he said at a press briefing in Abuja,” he said. “The government has saved millions of the country’s youths.” The top official maintained Nigeria has to abide by FIFA rules and regulations which considers as interference taking football matters to a civil court.
“We voluntarily accepted to join FIFA as an international organisation and by so doing we have submitted ourselves to the FIFA statutes,” Sanusi. “So, whatever we are going to do we have to do it in accordance with the NFF, CAF and FIFA statutes.” However, Sanusi refused to comment on the court rulings as regards the leadership tussle of the NFF. He said the forthcoming elections to the NFF executive committee will be discussed by the board and the congress. The polls are slated for September 29 in Katsina.
Spain prosecutors want probe into Eric Abidal liver transplant reopened Spanish public prosecutors said Monday they have asked that a probe into allegations FC Barcelona football club illegally bought a transplant liver for their cancer-stricken ex player Eric Abidal be reopened. Barcelona public prosecutors on Friday sent a written request asking that the investigation into “the Abidal case” be renewed, Spain’s public
prosecution service said in a statement. Online newspaper El Confidencial reported earlier this month that wiretaps from a probe into corruption involving then-Barcelona president Sandro Rosell indicated that the club may have illegally procured the new liver which Abidal, a former France international, received in April 2012. Contacted by AFP after the report was published, a Barcelona court said it had investigated a possible crime of organ trafficking for more than a year before deciding not to proceed because of a lack of evidence. Abidal, who is now Barcelona’s sporting director, maintains that his cousin Gerard was the actual donor. The club and Barcelona’s Hospital Clinic which carried out the transplant, also denied any irregularities in Abidal’s transplant. Spain’s National Transplant Organisation, which is run by the health ministry, investigated Abidal’s transplant and said last week that it was carried out “according to the law”. Rosell denied the El Confidencial report in an interview published by El Mundo. He is due to face trial on charges of money laundering in connection with Brazilian TV rights sales and was also investigated for the deal which brought Neymar to Barcelona. Abidal, 38, resumed his playing career a year after he received the transplant before retiring in 2014.
Turkish minister hails Mesut Ozil’s Germany resignation Mesut Ozil’s decision to quit playing for Germany unleashed a racism storm in Berlin on Monday, but earned the applause of a Turkish Minister hailing “a goal against the virus of fascism”. After months of silence over a controversial photograph with Turkish President Recep Tayyip Erdogan in May, which sparked questions about his loyalty to Germany, Ozil erupted on Sunday. The Arsenal midfielder posted a stinging four-page statement taking aim at German Football Association (DFB) bosses, sponsors and the media. Ozil, a key member of the squad which won the 2014 World Cup, blamed the DFB management, in particular its president Reinhard Grindel, for failing to side with him against his critics. “In the eyes of Grindel and his supporters, I am German when we win, but I am an immigrant when we lose,” Ozil wrote. The 29-year-old said he was true to both his Turkish and German origins and insisted he did not intend to make a political statement by appearing with Erdogan just before the World Cup finals. “I have two hearts, one German and one Turkish,” said Ozil, who was repeatedly singled out for criticism after Germany’s woeful performance at the World Cup saw them crash out after the group stages. Ozil’s explosive statement, in three separate postings on Twitter and Instagram, was hailed by Erdogan’s government, which has championed a campaign against what Ankara sees as growing Islamophobia in Europe. “I congratulate Mesut Ozil who by leaving the national team has scored the most beautiful goal against the virus of fascism,” Justice Minister Abdulhamit Gul wrote on Twitter. But it was met with a mix of dismay and outrage in Germany. Underlining that sports brings a lot to
integration in a country, Chancellor Angela Merkel said she respects Ozil’s decision. “The chancellor values Mesut Ozil highly. He is a great footballer who has contributed a great deal to the national team,” said Merkel’s spokeswoman Ulrike Demmer, adding that he has “now made a decision that must be respected.” Justice Minister Katarina Barley wrote on Twitter that it was an “alarm bell if a great German footballer like Mesut Ozil no longer feels wanted in his country or represented by the DFB.” ‘Whiny resignation’ Cem Ozdemir of the Greens party also voiced dismay that “young German-Turks now get the impression that they have no place in the German national team”. At the same time, Ozdemir, who himself has Turkish roots, said Ozil “did not live up to his function of setting examples” by failing to distance himself from the hardline Turkish leader. Germany’s best-selling newspaper Bild led the charge of criticism against Ozil, calling his statement a “whiny resignation” and said he heaped “criticism on everyone but himself”. Bild, which has for weeks called for Ozil to be dropped from the starting team, also rejected his claims that his Turkish origin and Erdogan photo have been used by some media to pander to the far-right. “Ozil’s world view here is dangerously close to Erdogan and his despots,” charged the tabloid-style daily. The photo, which was published on Turkey’s presidential website and the Twitter feed of the ruling party, came just before the June 24 polls Erdogan won to claim sweeping new powers. Ozil has insisted that “it wasn’t about politics or elections, it was about me respecting the highest office of my family’s country”. For Foreign Minister Heiko Maas, “all parties in the affair should engage in some soul-searching. I see few here who have really
behaved correctly.” ‘Watershed’ Born and raised in Gelsenkirchen, Ozil has scored 23 goals and made 40 assists in 92 appearances with Die Mannschaft. He is thirdgeneration German-Turk and counts among more than three million people of Turkish origin in Germany. The DFB has so far stayed mum. In a first reaction from his former teammates, defender Jerome Boateng wrote on Twitter using the Turkish word for “brother”: “It was a pleasure, Abi.” Former DFB chief Theo Zwanziger warned that the debacle was a “serious blow to the integration efforts in our country that goes beyond football”. For Tagesspiegel daily, the entire affair was a “watershed for sports, politics and society.” While noting that Ozil’s thinking that the Erdogan photograph could be non-political was “naive”, it said the fiasco had far reaching consequences. “Ultimately, Ozil did not fall because of Grindel but because of a heated, populist mood in Germany,” it said. “The danger exists because many who also have family roots in other countries or culture, can understand Ozil’s mood. And this needs to be countered quickly and decisively. “Because more is at stake than just the future of the German national football team.”
