Court sentences 7 to death over murder of US-based returnee Adewale Momoh, Akure Seven young men have been sentenced to death by hanging by an Ondo State High Court in Akure on Thursday for the gruesome murder of a United States of America- based returnee, Mr Banji Adafin. The convicted gunmen were said to have invaded the residence of the deceased at No. 5 Temidire Street, Muyiwa Oni Avenue along Akure/ Owo Expressway residence, Akure, Ondo State on July 4, 2017. The seven men found culpable in the death of Adafin are Jimoh Sodiq, a.k.a Akamo, Blessing Ogunlade, Yomi Balogun, a.k.a Regal, Oluwaseun Oluwalola, a.k.a Iyan, Akeem Adedayo, Oso John Omoniyi, a.k.a Bosco and Sodiq Babatunde. They were found guilty of armed robbery, conspiracy to commit murder and for illegal possession of firearms. Delivering his judgement that lasted four hours, Justice Samuel Bola held that the prosecuting lawyer and officials of the Department of State Services (DSS) had proved beyond reasonable doubt that the seven
young men robbed and used gun to kill the deceased. According to Justice Bola, the condemned criminals committed the offences in contrary to the Robbery and Firearms Act, Laws of the Federation (2004) and the Criminal Code, Laws of Ondo State (2006). The Court also sentenced to one-year imprisonment, the eighth offender, Damilola Samuel, a.k.a Mama, who was the girlfriend of one of the convicts for allegedly aiding and keeping incriminating materials. The wife of the deceased, Abimbola Adafin, while recounting her experience before the court, narrated how the armed robbers invaded their residence. She said, “l was inside the bedroom with my husband and daughter when l heard Hannah Temitope (a relative) and Deborah Petti (a housemaid) suddenly scream at the top of their lungs which made me rush out of the bedroom to the living room. “When I got to the sitting room, I saw why the two women screamed. They were held at gunpoint by two armed robbers. “When I saw the armed robbers, I panicked and ran back to the room. Unknown to me, the armed robbers
had gained access inside the house through the kitchen door.” She also revealed that the armed robbers took away 2 Samsung plasma television sets, her husband’s Samsung phone, one techno phone and an electric pressing iron. According to the prosecutor, DSS official, Olajiri Fadipe, while six of them were involved in the armed robbery, the seventh accused person had supplied the firearms which had no registered licence to do such and the female among them, Damilola Samuel, a.k.a Mama, was alleged to have aided in removing the plasma television, laptops and other incriminating materials suspected to be stolen goods from the residence of the 2nd defendant, Blessing Ogunlade. Justice Bola further held that the capital punishments would run concurrently. Reacting, lawyers to the convicted persons, Abdulrahman Yusuf and Samuel Aiyesa, said that they are going to appeal the judgement. Also speaking, the state prosecutor, Grace Olowoporoku, who represented the state Attorney General, Mr. Adekola Olawoye, commended judge for the verdict.

The Federal Government has refuted the statement credited to the Governors of states in the South-east that the region has been short changed in the implementation of infrastructural projects, revealing that there are 69 ongoing projects in the region. The Minister of Information and Culture, Alhaji Lai Mohammed revealed in Ilorin on Thursday, at a lecture by Mr. Festus Keyamo, spokesman for the President Muhammadu Buhari Campaign Organisation. ‘’While this claim may have made headlines, it is totally untrue. His Excellencies were either misquoted or they were quoted out of context. Either way, this allegation flies in the face of available evidence”. Alhaji Mohammed promised to publish the full list of the projects and their respective states of execution in due course saying that no part of the country, including the South-east, has been left out of the massive infrastructural projects of this administration from the proceeds of the 100 billion Naira Sukuk Bond adding that the “South-east got 16.6 billion Naira
worth of projects, just like any other zone”. Emir Sanusi wants Nigerians to collect PVCs, national ID cards Salisu Yakubu, Kano Emir of Kano, Malam Muhammad Sanusi II, has urged registered voters to collect their Permanent Voters’ Cards (PVCs) in preparation for the 2019 general elections. Sanusi made the call on Thursday during the traditional Hawan Nasarawa at the Government House, Kano. The emir also urged Nigerians to get their national identification cards, just as he described the PVC as an important means of voting and identification, which all Nigerians of voting age must possess to avoid being disenfranchised.
The monarch praised the state government for its efforts in providing level playing field for all politicians and advised politicians to avoid conducts capable of causing violence, while suing for peace and unity in the country, He also commended the state government’s strides in the health sector, while also wishing safe return of Nigerian pilgrims from Saudi Arabia. The revered emir advised residents to clear the drains in order to avoid flooding in the state, appealing to them to dispose waste responsibly and in a hygienic manner. Speaking at the event, Governor Abdullahi Ganduje said that the state government had completed and equipped two 500-bed hospitals in the
state, saying that his administration would continue to invest in quality education at all levels, as it remains paramount to the development of the state. Governor Ganduje also disclosed that the government had constructed Yan-Tebura Mall, in Kwari Market, at the cost of over N4 billion. He said, “This project is part of our market reforms. It is sad to see traders in the sun, enduring heat and rain in the open, as their wares get ruined.” Ganduje urged the people to continue to pray for President Muhammadu Buhari, as well as for peace, stability and progress of the country. While in Asaba, there would be a procession by the Rasta community and this will be followed by a brief lying-in-state while the Wake Keep holds at his home town today while he would be buried tomorrow. After the two days Sallah holiday declared by the federal government to enable Muslims observe the Eid-el Kabir celebration, work resumed nationwide including the Federal Capital Territory, Abuja with some public offices running skeletal services. The Daily Times reports that despite the resumption of work, most offices at the federal secretariat Abuja were virtually empty with only few workers seen on their desks on Thursday. The development might not be unconnected with the fact that some of the workers had traveled out of the capital to celebrate the festival with their families in different parts of the country. Our correspondent who visited the Federal Secretariat in Abuja on Thursday morning, witnessed few workers trickling into the gigantic building with little or no work being done. Speaking to some of the workers, it was gathered that some Muslims faithful
applied for two to three days casual leave, since the celebration is marked once in a year just like Christmas by the Christians. Some workers who work directly under some principal officers were absent on Thursday as some of the directors and ministers had gone to Saudi Arabia to perform the hajj and would only be back when their bosses return to the country. Part of the reasons for the presence of few workers also include the fact that Thursdays and Fridays in Nigeria mark the beginning of weekend and as such most workers would prefer to resume officially on Monday next week. A visit to the FCTA/ FCDA Secretariat further showed the same pattern as workers were yet to settle for normal administrative activities. Meanwhile, the usual busy streets of Abuja which were deserted two days ago are gradually becoming lively again with commercial and private vehicles returning back to the city. The popular Millennium Park, Abuja is still playing host to holiday seekers who defied the midday rain to visit the popular fun spot on Thursday.

The All Progressives Congress (APC) has said that the party is yet to release its primaries election timetable ahead of the 2019 election as earlier reported in the media. The report claimed that the ruling party had released its timetable for the primaries with the state House of Assembly primaries to hold on September 15, 2018, House of Representatives primaries fixed for September 19, 2018, Senate primaries scheduled for September 23, 2018, governorship primaries slated for September 28, 2018 while the presidential primaries fixed for October 6, 2018.
But in a statement made available on Thursday and signed by the acting National Publicity Secretary of the party, Mr Yekini Nabena, the APC stated that it is yet to announce its timetable for the conduct of primaries in the 2019 elections. The statement reads in part, “Our attention has been drawn to a timetable circulating in the social media and published in one of the national newspapers , purportedly for the APC primaries for state House of Assembly, National Assembly, governorship and presidential positions. “The timetable is fake and should be disregarded. The party is yet to announce its official timetable for the listed primaries”.

World Humanitarian Day: Health Minister remembers fallen heroes Doosuur Iwambe, Abuja As Nigeria joins the world to celebrate the 2018 World Humanitarian Day (WHD), the Minister of Health, Professor Isaac Adewole, has joined other relevant stakeholders providing humanitarian services in Nigeria to commemorate humanitarian workers who were either maimed or lost their lives in the course of duty. Speaking during the occasion in Abuja on Thursday, the Minister used the occasion to celebrate the 40 health staff who laid down their lives in the course of rendering humanitarian services across the country, particularly in the North East. Represented by the Director, Special Project, Federal Ministry of Health, Dr. Ngozi Azodoh, Adewole said that the day was not only aimed at honouring the fallen heroes and those injured at the course of doing their work, but to also acknowledge the on-going work of humanitarian workers around the world. He further enjoined all well-meaning Nigerians to protect all workers rendering
humanitarian services as well as civilians in conflict zones. The Minister called on the general public to joined hands to find lasting solution that would ensure that humanitarian workers were protected because of the importance of their services to mankind and human existence. Governorship poll: Message to Osun voters

In a matter of weeks, voters in Osun will go to the polls to elect a successor to Governor Rauf Aregbesola. With a record-breaking total of 48 governorship candidates from different political parties fighting hard to take over the tenancy of Bola Ige House from its current occupant, September 22, 2018 is expected to be a battle of wits between solemn promises and fairy tales. From the disputed ‘Ajele’ to the notorious ‘Ajobiewe’; and from the relatively unknown to the creatively unsung, I have no doubt in my mind that it will be a supremacy clash between ‘people power and problematic commitments characteristic of those who wish to turn the future of our state into a global pastime. In view of the above, it behooves those who mean well for Osun to fight this battle as if it is going to be last battle of their lives. With so much at stake to take the state to the Next Level of its development, the time for casting predicaments on primordial sentiments as the oxygen for winning support is over. Like most other states, there is an urgent need for us to face the fact that dear state is currently in a difficult financial situation. Amidst this, the business of government has to run beyond November 27, 2018 when the incumbent chief tenant is expected to vacate office for a new helmsman. As we know, good leadership is about vision, empathy and passion for governance. But then, the hearts of those who use blackmail as a means of economic survival tell us a great story about how politics is played in this part of the world. This is why the electorate must shine their eyes before falling victim to fringe individualistic
promises which have the potential of falling flat on their faces. With the situation of things on ground, coupled with the urgency to make things work better, the electorate must look beyond party affiliations for a successor who has the capacity to inject a clear strategy and unprejudiced accountability to deal with inherent crises as well as focus on development. Such a candidate must be prepared to devote more energy to “unlocking the growth momentum and improved conditions” than Aregbesola’s government has done with his mandate. As we approach this election, we should be concerned with aspirations that have the capacity to trap our future in a darkroom of uncertainty. For instance, it is our duty to ask any candidate who wants to succeed Aregbesola what he or she has to offer, different from what we are currently enjoying in the state. A candidate who reportedly makes payment of ‘full salary’ the pivot of his campaign without telling us how he intends to shore up the state’s Internally Generated Revenue will only be insulting our collective intelligence and must be denied the opportunity of over-stretching the texture of our existence. A flag bearer with alleged poor advertisement for academic excellence is only living on borrowed time as he cannot “promote functional education” with a view to eradicating “the frustration of youths caused by education that does not lead to employment.’’ Can carnality be a purveyor of good things? It is futile to think that a candidate with a history of comfortable relationship with alleged violence and integrity deficit can guarantee security
of lives and property in a state that has been rated the most peaceful in Nigeria. In like manner, standard bearers who use insipid arguments as magic wands to calm frayed nerves stand the risk of pursuing a course in empire building and self-interest. Given the moral inconsistencies that becloud their ambitions, such souls will find it difficult to rise beyond the confines of sectional barricades and opportunistic tendencies. Though sentiments and emotions are part of the unwritten ingredients of a democracy that is as teething as ours, the electorate must shun political practitioners whose portion is in the rag of creeping opportunism instead of the toga of respectability. Lest I forget, expired politicians who have overdrawn from the balance of our goodwill with treacherous sycophancy are on a landscape with no moral finishing posts. In my view, such candidates cannot offer a government totally committed to the good people of Osun. In politics, every vote counts! Against this backdrop, what then does Osun want? Where is the state headed and who fits the bill? The next governor must be able, capable and ready to spearhead facilities that are fit for purpose. He must be a practical leader who understands governance and how it runs; somebody who knows what creation of wealth is all about and one who is firm in his belief that, as long as we love to run to Abuja for monthly allocations without looking inwards to generate funds, the problem of salary payment will never go away. On the issue of salary arrears owed some categories of
workers, experience from other states has shown that workers stand a better chance when they entrust their fate in the hands of ‘the devil they know.’ Gambling with their future under the shadow of ‘the angel they have never seen’ will only defeat the beauty of the journey. The good news is that Aregbesola’s administration has laid the foundation for a knowledge-driven economy and has helped a great deal in shaping values through morals. His ‘O’ Series and Social Protection initiatives have positively impacted the lives of indigenes and residents alike. His passion for functional education and accessible healthcare has been awesome while his radical approach to urban renewal projects remains an authentic source of lessons in performance. The governor’s interventions in the Agriculture sector have not only repositioned the state as the food hub of the Southwest, they have also gone a long way in cushioning bitter or biting effects of the economic recession unleashed on Nigeria, courtesy of the cluelessness of the previous administration. And the results have been so astounding that, though, Osun is presently reported as among the states with the lowest accruable revenue from the Federation Accounts Allocation Committee (FAAC), it is ranked the second lowest state in Nigeria in underemployment, unemployment and inflation rate. As a matter offact, it was the 2nd less-miserable and poverty-ridden state in 2017. May principalities and powers, assigned to rubbish our leaders’ efforts, backfire!
Challenge and preventing drug use among Nigerian youths

National Youth Chambers Council of Nigeria (NYCCN) has been worried and disturbing for the rapid spread of drug abuse among Nigerian youth, and also Drug use has increased among our Nation’s youth. NYCCN supported the efforts of Governor’s wive in prevention, and research has made great strides in developing both the knowledge and the tools that can stem the tide of drug abuse and curb its devastating effects on our Nation’s youth. National youth chambers Council of Nigeria has designed a new methods and map out many factors that can protect youth from drug use while other factors put them at risk of abusing drugs. Strong parent-child attachment, appropriate parental supervision, commitment to school, academic success, and friends who have conventional values are some protective factors. Chaotic family environments, ineffective parenting, poor academic performance, and deviant peer influences all put youths at risk. We also know that the impact of specific risk and protective factors may diminish or increase as young people develop, and their circumstances change. Prevention practitioners now can select from a broad array of effective family-, school-, and community-based prevention programs. Because risk and protective factors for drug use are found in the home, the school, and the community. National youth Chambers Council of Nigeria has supported Governors’ wives on prevention programs in each of these domains. As a result, prevention practitioners now can select from a broad
array of effective family-, school-, and community-based prevention programs to meet the needs of different groups in their communities. Successful drug abuse prevention programs fall into three categories - universal, selective, and indicated that describe their intended audience. “Universal” programs are meant for everyone in a school, a community, or a similar group and can reduce the overall prevalence of drug use. National Youths Chambers Council of Nigeria ( NYCCN ) indicates that universal community programs need to be comprehensive with well-coordinated components for the individual, the family, the school,the media, and community organizations. One such universal community-based program, must be developed will reduced drug use over a 5-year period among middle-school students in any community. In this comprehensive program, a classroom curriculum teaches students how to resist influences to use drugs. In addition, schools, parents, mass media, and community organizations work together to promote consistent antidrug messages, attitudes, and policies in the community. Although universal drug abuse prevention programs can work with general populations, they may not meet the special needs of groups within those larger populations who are particularly at risk of drug abuse. National Youth Chambers Council of Nigeria have been identifying these at-risk groups and individuals and developing “selective” and “indicated” programs to meet their complex needs. A special section in this issue, “Youths at Risk of Drug Abuse,”
highlights some of remarkable success”. “Selective” drug abuse prevention programs target groups who are exposed to factors that place them at greaterthan-average risk of future drug abuse. Such programs are tailored to reduce the identified risk factors and strengthen appropriate protective factors in these individuals’ lives. Research shows that children of substance abusers make up one such at-risk group. Armed with this knowledge, National Youth Chambers Council of Nigeria supported Nigerian Governor’s Wive forum in prevention program for these children and their parents. The family-focused program works to improve interactions within families. As a result, the program has reduced family conflicts, youth problem behaviors such as aggression and delinquency, and substance abuse. NYCCN also has supporting Governor’s Wives to develop “indicated” drug abuse prevention programs for adolescents who already are exhibiting early signs of drug abuse and other problem behaviors such as school failure, antisocial behaviors, and psychological problems. Governor’s Wives show how that youths with these characteristics are at high risk of continued drug abuse. Successful indicated programs address these youths’ specific problems, enhance protective factors, and reduce their substance use. A high school-based indicated program developed for such troubled youths. While NYCCN shows that drug abuse prevention can work, we need to expand the range of effective prevention
approaches and strategies. In one such effort, NYCCN’s diviasion of enlightenment and Prevention Research is emphasizing the development of family prevention programs that intervene in early childhood to improve family functioning and parenting skills. Such early childhood programs could reduce risk factors and build resistance to drug use even before children enter school. Current studies also are testing new school-based programs that begin early and extend through the primary grades. Several of these programs are aimed at children with conduct disorders, a known risk factor for later drug abuse. We also are seeking and supporting on the special needs of older children and adolescents who have dropped out of school, run away from home, become homeless, or been placed in juvenile court detention programs. This comprehensive research program will help us develop targeted interventions to meet the specific needs of diverse groups of youths at risk of drug abuse. The increased drug use we have seen among Nigerian’s youth in recent years is a warning signal that it is time for new and effective solutions to address the problem. NYCCN’s prevention program is providing the knowledge, guidance, and tools to States, communities, families, and individuals as they work to ensure that young people remain firmly on the road to healthy and productive lives.

Editorial Commentary Ajimobi’s giant strides in folly
Times Guest Columnist Azu Ishiekwene Governor Abiola Ajimobi of Oyo State is increasingly becoming the Rochas Okorocha of the South West. With very little effort, he might surpass the latter, the self-acclaimed exponent of iberiberism (an Igbo slang which roughly translates as “the act or state of foolishness”). In a rare moment of lucidity, Okorocha, the accidental governor of Imo and its first and, hopefully, last emperor, said the political equivalence of iberibe (the Igbo word stupidity) and its most fitting literary description, is taking much from the people and, in return, taking them for a ride. It could be boreholes or a few lampstands for hundreds of millions of naira. Or, as it was in Okorocha’s case, lining the streets with statutes worth hundreds of millions of naira instead of paying pension and salary arrears. And as we saw in one of the crudest manifestations of foolishness on the streets of Ibadan on Sunday, it could also be the deployment of bulldozers to level the property of citizens whenever their political loyalty is in doubt. That was what Ajimobi did with Fresh FM radio station in the early hours of Sunday, when the station refused to retract a story that offended the government – in this case a claim on a talk programme that Ajimobi’s company gets a cut from every cow slaughtered in Oyo State’s new abattoir. The government framed the story differently. It said that in June, the radio station was notified – for the second time in a year – that its building was in contravention of town planning laws. It said the Fresh FM building was structurally defective and constituted a grave danger to the occupiers and the general public, citing at least three deadly accidents that were traceable to the location of the building. On the face of it, the Oyo State government appears to have a reasonable case. Not only were notices of contravention issued twice between August last year and June this year, it claimed that Fresh FM did not respond to any of the notices or present a new building plan to reflect the original approval as requested. The untold story, and obviously the last straw, was the “offending” broadcast. Beating Fresh FM over the head with claims of violation of physical planning laws appears to be just desserts; but the devil lies in two important details: 1) the public confession of Ajimobi that he had been under pressure to demolish the property because of its critical views, and 2) Ajimobi’s tendency to weaponise the law when it suits him. The governor had granted an interview to the same station earlier during which he confessed that he was under partisan pressure during his first term to crush Fresh FM. “I did not see any reason why I should demolish the studio,” he said. “If Ayefele is not for us today, he (will) support us later in future. Ayefele is beside me now and I pray the business will keep flourishing.” As surely as a finger that runs through the butt, however clean, never smells the same, Ajimobi is wielding the big stick not necessarily because he is suddenly aware of the contravention, but because Ayefele has refused to dance to his tune. Had Ayefele waxed an album for him as he did for his arch foe and predecessor, Alao Akala, the whole business of contravention of physical planning laws and the demolition of the property might never have arisen. And as one insider confided, “The governor would not have kept Ayefele’s wife begging on her knees for hours on Saturday night, agreeing to withhold action, only to send in the bulldozers the next morning.” I don’t believe we can continue to live in our present urban jungle and shed crocodile tears each time dozens of lives are lost in collapsed buildings. Tough – even unpopular – decisions will have to be made sometimes. But there’s a minor, important detail in this case. Fresh FM had been cited in this very location three years before Ajimobi decided to expand the road in 2012; so, the road met the building. Also, the owners seemed ready to show evidence of
substantial compliance in court. But if Fresh FM’s building was a clear and present danger to public health and safety and Ajimobi knew this all along but condoned it out of political expediency, he’s just as culpable in the accidents that have claimed lives as are the owners of the property. How many other hazardous properties are still standing because the owners are either in the governor’s good books today or might be in his good books tomorrow? And how many ventures have been crushed not for their benefits or otherwise, but because the governor thought them expendable for purely political reasons? And all of this from a governor that is supposed to have a long and distinguished private sector experience? If public sentiment is largely on Ayefele’s side, it’s not necessarily because people think it’s a good thing to build a property on the highway. It’s because in contrast to the governor’s pointless obstinacy that has left virtually all tertiary institutions in the state in lockdown, for example, Ayefele’s story of ragsto-riches, especially after the horrific car accident in 1997 that left him wheelchair bound, inspires thousands of young people. If sympathy is on his side, it’s not because everyone believes Ayefele’s N800 million valuation of Fresh FM, which to be honest, is just his word against that of a predatory state government. It’s because whether the cost is eight naira or N800 million, Ajimobi’s standard response whenever his attention is called to such matters, is that it’s not his money. If push came to shove, government money will settle the bill. It’s also wrong to say as casually and cruelly as the governor did in a BBC interview, that public sympathy is with Ayefele only because of his disability. It’s what Ayefele has done for society and himself, in spite of his disability, that matters. It will take a fool worse that the one in Agodi to believe that with what the musician has done in spite of his disability, he would be unable to find the resources to rebuild his demolished property. At the heart of public outrage and disgust over the demolition of Fresh FM is the scandalous impression created by the government that the demolition is not about breaking a law, but about political vendetta. The shambolic resort to legalism makes the government look even worse. On one side of town, the government’s lawyer was denying in court that the government had been properly served a notice about its intention to demolish Fresh FM, saying his clients did not know who demolished the property. On the other side, the government was saying, while dancing on the ruins of Fresh FM and likening Ayefele to a thief, that it was responsible for the demolition, in spite of any court process that had been duly served. Which was not a surprise. It’s not the first time Ajimobi’s government will disobey and dare the court to do its worst. Last year, he circumvented an order of court and installed 21 Baales as kings in a gerrymandering that has deepened divisions in a largely conservative, tradition-bound community, making the Game of Thrones look like an amateur movie. During the local government elections in April, Ajimobi also circumvented a court order, fasttracking not only the election which was in dispute but also the swearing-in of the chairmen. But when it comes to a property that had been standing three years before his government decided to expand the road, Ajimobi the artful circumventer of the law suddenly becomes Ajimobi the law and Ajimobi the bulldozer rolled into one. He could not even wait for the law to take its course. As we move towards an election year, desperate politicians, especially “constituted authority”, will do increasingly foolish and outrageous things for political expediency, if we let them. Would we? The team, led by Uchenna Onwuamaegbu Ugwu, defeated representatives of other technological giants including the US! Spain, Turkey, Uzbekistan and China to clinch the gold medal. The Anambra girls who have now become Africa’s Golden Girls is made up of five brilliant girls including Promise Nnalue, Jessica Osita, Nwabuaku Ossai, Adaeze Onuigbo and Vivian Okoye. The world champions who are reported to be attracting a lot of attention in the world’s greatest technological hub won the Challenge with a mobile application called the FD-Detector which they developed to help tackle the Challenge of fake pharmaceutical products in Nigeria. Under the tutelage of Uchenna Onwuamaegbu-Ugwu, the CEO of Edufun Technik STEM, the Golden Girls spent five months researching and developing FDDetector which swept through over 2000 competing applications to get to the finals in San Francisco. Technovation is a programme that offers girls around the world the opportunity to learn the programming skills they need to emerge as tech-entrepreneurs and leaders. Every year, girls are invited to identify a problem in their communities, and then challenge them to solve them by developing Andriod applications that would address those problems. About 115 countries participated in the qualifiers, but only 12 teams from all over the world were selected as finalists for the pitch in Silicon Valley. The girls will also be attending Field trips, life-changing workshops including a networking session during their one week stay in USA. Before their departure to US, Anambra State Governor Willie Obiano had personally sent them off to the US in a brief ceremony at the last Executive Council Meeting where he charged them to put Nigeria and Africa on the global technological map with their rare talent. The excellent performance, no doubt was as a result of hug investment Governor Obiano has made in education sector. Since he assumed office in 2015, his education policy has been to train and retrain teachers in the state while the governor has subjected teachers in the state to rigorous training on different subjects, in different states and countries. Prompt payment of their salaries is no
more news. What is news is that he increased the salaries of those handling special subjects and those in the hard to reach areas. The governor has renovated schools in the state and provided them with adequate facilities to enhance learning efficiency. All geared towards promoting the comfort of the students. All these contributed tremendously to the lofty performance of the girls, and other students in external and internal examinations. It is instructive to note that the victory of the schoolgirls calls for proper reflection on how we celebrate our heros, past and present. We are of the opinion that having projected the image of Nigeria and Africa to the world map, there is the need for the Federal Government, Anambra State government and other stakeholders to celebrate them. It is time to give honour to whom honour is due and since the schoolgirls have achieved a remarkable achievement, we call on the federal government to confer the schoolgirls with national honours. We also believe that a national monument should be erected in their honour as a motivational factor for others to know that there is dignity in labour as the schoolgirls have proved that Nigeria is a country to be reckoned with in the comity of nations.

Henry Omunu, Abuja The Parliamentary Democrats Group (PDG) in the House of Representatives on Thursday cautioned the All Progressives Congress (APC) caucus against distracting House members from discharging their legislative functions with their political ambitions ahead of the 2019 general elections. The group also warned the APC against toying with the idea of impeaching Speaker Yakubu Dogara, declaring that such an attempt to destabilize the House will be resisted. Spokesman for the PDG, Rep. Timothy Golu (PDP/Plateau), who gave the warning in a statement in Abuja, said that the group has watched with consternation series of accusations and counter accusations by support groups among the APC caucus in the House. He said that “we believe it is the aftermath of the gale of defections that
had hit the party (APC) in recent times, of which more is being expected. In as much as we will not delve into their personal caucus matters”. Rep. Golu who chairs the House committee on Legislative Budget and Research further said that “we want to warn that such discussions should start and end at the APC secretariat or the secretariats of the various APC House groups. “We are keeping our eyes and ears wide open for any such eventuality and to restate our readiness to return fire for fire on anyone thinking of it”. The group further maintained that “Speaker Yakubu Dogara is on top of his job. He has been doing excellently well, respecting his colleagues and leading with the fear of God and in accordance with the constitution and our House rules. Meanwhile, trouble is brewing within the APC House caucus, as aggrieved APC lawmakers are revolting against the leadership of the House Leader, Rep. Femi Gbajabiamila, accusing him of
being behind the sinister plot to impeach Speaker Dogara. The angry APC House members therefore, are said to be launching a counter move to remove the Rep. Gbajabiamila as House Leader. Already, it was gathered that the lawmakers mostly from the North have gathered almost the required number of signatures within the APC House caucus to actualize their objective. Apart from blaming Gbajabiamila for instigating the impeachment plot against Dogara, who enjoys bi-partisan support from APC and PDP House members, the lawmakers are aggrieved that he’s been meeting with the APC National Chairman, Adams Oshiomole and other party leaders without carrying many of them along. The Independent National Electoral Commission (INEC) on Thursday presented soft copies of voters’ register for the September 22, Osun governorship election to the 38 political parties participating in the election. Resident Electoral Commissioner (REC) in Osun, Mr Segun Agbaje, presented the register to the representatives of political parties at the INEC office in Osogbo. Agbaje said that some political parties had approached him to collect the register individually, but he insisted that the copies must be distributed to all the parties at the same time. He said the presentation of the register was in line with INEC’s guidelines, urging the political parties to call the commission’s attention to any wrong they discovered after going through the document.

NAPTIP rescues 12,939 victims of human trafficking The National Agency for Prohibition of Trafficking in Persons (NAPTIP) has rescued 12,939 victims across the country since its establishment in 2003. The Head of Press and Public Relations of NAPTIP, Mrs Stella Nezan said in a statement in Abuja on Thursday, that the figure was released by NAPTIP Director General, Ms Julie Okah-Donli. Okah-Donli who said that the figure was as at June 2018, made the revelation in a paper titled “Mass Exodus of Youths and National Development: A Case of Nigeria – Libya – Europe Migration Trend.” The paper was presented at the 16th Ika Ka Mma Annual Lecture organised by the Onu Ika Socio-Cultural organisation, an umbrella body for the Ika nationalities of Delta. She noted that out of the number, 822 were from Delta, with many from Ika
community. “This figure comprises of 84 from Ika South and 48 from Ika North East. From NAPTIP’s record, Ika South has the highest number of rescued victims in Delta state, followed by Ugheli North. “The third in the list is Ethiope East and Ika North East is in the fourth position and the most affected communities include; Agbor, Umunede, Abavo, Ozanogogo, Owa-Oyibu, among others. “At the end of July 2018, the number of victims rescued from Delta state alone rose to 831 from 822, with the addition of nine more victims recorded as at June 2018,” she disclosed. The NAPTIP DG described human trafficking as a component of terrorism, and a major threat to good governance and rapid economic recovery of any nation. Okah-Donli stated that the event was
parts of the agency’s strategic partnership with stakeholders to enlighten people across the six political zones on dangers of human trafficking, child labour and irregular migration among others. According to her, the step is also to reduce the human casualties that have characterized the ugly development. Okah–Donli disclosed that victims of human trafficking are being used for nefarious purposes including activities that pose threat to national security. The D-G identified illegal border crossing, document forgery, abuse of human right, kidnapping, money laundering, drugs and weapons trafficking and violence against persons, as offshoots of human trafficking. Okah-Donli added that Delta is ranked third after Edo and Kano with highest number of trafficked victims in the country.

Youth Association, Ezza Ezekuna, yesterday staged peaceful protest in front of Ebonyi state government house over the delay by Enugu State Police Command to unravel the cause of the death of All Progressives Congress (APC) chairman, Ezza North Local Government Area of the State, Barr Ernest Oduu. The protesters carried inscriptions like, ‘IGP, please investigate the death of our son’, Ezza Youth mourns Barr Ernest’, ‘We don’t want the death of our brother swept under the carpet’, ‘the cause of his death must be made public and must not be carried out secretly’, among others. Ademola Adeleke as the party’s flag bearer in the September 22 governorship election. The suit filed on Monday by Mr Oyetunji Suredi and Mr Olagboye Adedamola is coming on the heels of Justice David Oladimeji’s judgment which dismissed a similar suit against Adeleke. FRSC, association conduct free eye tests for motorists The Benue State Command of the FRSC has conducted free eye tests for more than 60 commercial motorists in Makurdi. The command conducted the tests in partnership with the Benue State Chapter of the Optometrists Association of Nigeria. The exercise, described as part of the corporate social responsibility initiative of the companies, is to ascertain the state of the sights of the drivers to prevent accident. The drivers, drawn from various motor parks in Makurdi, were advised to avoid taking stimulants that could affect their sights. Addressing the drivers at the Wurukum Park, the FRSC Sector Commander in Benue, Mr David Mendie, said the initiative was in line with a directive from the headquarters of the FRSC.

The All Progressives Congress (APC), Youth Circle (APCYC), Enugu West Senatorial District has thrown its weight behind Mr. Osita Okechukwu in his bid to contest for the Senatorial seat. Third Mainland bridge closure: FRSC, LASTMA assure free flow of traffic The Federal Road Safety Corps (FRSC), Lagos State Command on Thursday, assured residents of the state of free flow of traffic, in spite the temporary closure of the third mainland bridge. The Sector Commander of FRSC in the state, Mr Hyginus Omeje, gave the assurance in an interview with newsmen. He said 200 personnel had been deployed to the critical corridors to facilitate free flow of movement of vehicles. Omeje said that the corps was working in synergy with other law enforcement agencies to check gridlock on the road as a result of the ongoing repairs on the bridge. “We have about 200 FRSC personnel joined with LASTMA, Nigerian Security and Civil Defence Corps (NSCDC) and the police,” said Omeje.

Presidency berates Oshuntokun’s false bomb blast claim at Sallah Mathew Dadiya, Abuja The Presidency has lampooned a chieftain of the Coalition for Nigeria Movement (CNM), Akin Oshuntokun, for making a false claim that a bomb blast went off on Sallah day, killing about 88 people in Maiduguri, Borno state. According to the Presidency, Oshuntokun made the false claim on August 21, 2018, when he appeared on “Politics today,” a programme aired by Channels Television, that a bomb blast had gone off earlier in the day, killing about 88 people in Maiduguri, Borno state. Special Adviser to the President on Media and Publicity, Femi Adesina, on Thursday, said that Oshuntokun, a newspaper columnist and public affairs commentator, has never hidden his antipathy towards the Muhammadu Buhari administration, but to go on national television and tell lies of the
most heinous kind betrays a mind taken completely over by ill wishes against his own country. Femi stated that the Sallah had passed quietly and peacefully, without even a firecracker going off, let alone a bomb blast. “That was contrary to what used to happen before the advent of the Buhari administration, when such festivals were turned to orgy of killings in many parts of the country by insurgents. FAO distributes seeds, fertiliser to 100,000 households in N/East The Food and Agriculture Organisation (FAO) says it has distributed seeds and fertiliser to about 100,000 households in the North-East in its ongoing wet season programme. The FAO’s Communication and Reporting Officer in Maiduguri, Ms Patrina Pink, disclosed this in a statement in Abuja on Thursday. Pink expressed optimism that the move would boost crops’ production in the region. She also said that with the increased access to farming lands in newly accessible areas in the region, crops and livestock production were expected to increase. She quoted the June 2018 Displacement Tracking Matrix, as saying that about 1,549,630 people have been returned to their original communities in the North-East.
Emir tasks subjects on agric loan The Emir of Zazzau, Dr Shehu Idris, on Thursday tasked his subjects on the need to follow due process in obtaining loan for agriculture. Idris made this known during a Traditional Sallah Homage, locally known as Gaisuwan Fada, on the Emir at his palace in Zaria, Kaduna State. When very complicated situations collapse into simple “us versus them” problems, then certainty, hate, and escalatory spirals proliferate and become a driving force for perpetual conflict - Peter T. Coleman The problem in present-day Nigeria is complex and dynamic. Facilitating change in a complex environment require a system leadership approach-a system leader is a convener of difference, a unique type of leader who engages in systems thinking to catalyze collective action. The inner quality of the leader provides impetus and determines the effectiveness of the change interventions. The intractability of corruption requires a new set of capabilities that put relationships at the core. An increasing metastasis of corrupt political and economic practices continues to degrade the soul of the Nigerian state, creating economic distortions and perceptual dysfunction. Fighting corruption has become an essential development issue in Nigeria for several years. Corruption has become a key driver for change and arguably the most potent problem driving political change in the world today. Increasingly we see a growing citizen’s unwillingness to put up with corrupt behavior and other forms of poor governance. Carothers and Carothers in their article “The One Thing Modern Voters Hate Most” indicated that in the past five years more than 10 percent of the countries in the world had experienced corruptiondriven leadership change. A growing list of presidents and prime ministers are faced with the ignominy of being removed from office, resignation and likely imprisonment. The corruption driven public protest is shaking up politics today. This phenomenon gives a resounding assurance to many wellmeaning Nigerians who are desperate for people driven political change. Although tools and practices are essential to managing corruption, it is the quality of the leadership and the inner condition of the leader (consciousness and self-awareness) that will determine the chances of success. Today, many advocate the development of systems thinking capacity to enable policymakers to see the world as a complex system, in which everything is connected to everything else. Because corruption nurtures ethnoreligious politics, political conflict, and insecurity, it perpetuates a way of thinking that creates false division. Embracing a new way of thinking that promotes holism can increase a leader’s cognitive agility to help unravel the dysfunctional relationship-interconnectedness binding the enemies and victims of bad governance. The conceptualization of corruption remains a social phenomenon characterized by its condescending alteration of our collective spiritual balance and identity. Corruption is subversive of stable economic structures, good governance, credible legal systems and other critical social structures. The growing acceptance of corrupt practices in our society is unbecoming even political entrepreneurs (corrupt political elites, politically exposed persons, and oligarchs) are reputable Nigerians and their illicitly acquired wealth accounts for employment and community development. The carcinogen of corruption is potently communicable; binding the oppressed and the oppressor in an instant, the subliminal effect enticingly grows and alters rational thinking. The vicious circle is rooted and perpetuated by the extractive nature of the political and economic institutions

Vision is absolutely necessary to guide and motivate action, when vision is widely shared and sustained, new systems emerge ( the desired systems emerge).

In their seminal book “Why Nations Fail” Acemoglu and Robinson held that what is common among the political revolutions that successfully paved the way for the gradual transformation into inclusive institutions be it North America, England (Nineteenth century), and Botswana (after independent) is the successful empowerment of a broad cross-section of society. Because pluralism is the cornerstone of inclusive political institutions, it enables distributed political power which can orchestrate elitist conflict and infighting, paving the way for a glorious revolution. A change leader is the gate to a new becoming Buhari’s internal condition is right for our collective process of becoming. The mantra of change nursed and rekindled the hope of the impoverished masses. But we must understand and accept that change begins with undesirable conditions. Buhari’s courage is exemplary, in time it seems the desire to abuse entrusted power for private gain is stronger than good governance. We must encourage him by being constructive rather than destructive. His quiet and thoughtful presence, often misunderstood, but very much useful in orchestrating conflict that if well managed, can reignite dormant possibilities. His courage to face corruption squarely has shaken up political elites, generating clusters of local resistance majorly driven by personal gain and maintaining political power. Edgar Schein captured the essence of leadership in a complex world: Leadership is the source of beliefs and values and the most central issue for leaders is to understand deeper levels of a culture and deal with the anxiety that is unleashed when those assumptions are challenged. We need the committed and connected leadership of Buhari to unsettle and topple the reign of political entrepreneurs in Nigeria for the betterment of the whole. Shockingly, evidence shows the fighting corruption interventions are not necessarily what determines success. Put succinctly, Daniel Kaufmann, CEO, Natural Resource Governance Institute, “You don’t fight corruption by fighting corruption.” What we learned that doesn’t work is fighting corruption by fighting corruption: Continuous adoption of new corruption laws
when already existing ones are not enforced; anti-corruption commissions eventually becomes captured by the political elites. What constitutes success in fighting corruption can be hard to measure. What is needed is to diagnose the whole governance system to determine the major failings and identify the root causes of corruption. Imploring the need for change, Daniel Kaufmann posited that good governance in resource-rich countries could deliver higher incomes. It is not to discourage the government effort rather encourage evidence-based interventions. From records of fighting corruption over the years success stories remain an exception, not the norm. Buttressing the challenges of fighting corruption, Muniu-Pippidi and Johnson (2017) book “Transition to Good Governance” indicated that anti-corruption measures played a minimal role in reducing corrupt practices in ten countries examined. Modernization of the economy and Structural transformation play the significant role in establishing whether corruption intervention works. On the other hand, divide and rule strategy is playing out in the Nigerian political scene today, increasing polarization, tension, and threats to public order. The corrupt elites are fighting the new order, stoking fire (socio-cultural and ethnoreligious sentiments). Sadly today, it is this divide and rule sentiments (identity and cultural frames) perpetuated by political entrepreneurs that shape public perception. The highstress situation creates perceptual dysfunction and survival anxiety which diminishes our capacity to make effective decisions. The unorganized low-income majority buys into identity politics and continues to vote against their collective interest -a widespread phenomenon in Nigeria. Many will succumb to the political exploitations, but the discerning and the empowered minds must seize the opportunity to educate and mobilize the masses for the new dawn. Something old is dying, and something new is about to be born as the political elites usurp one another. In this moment of becoming we need appropriate leadership to gainfully redirect and address the underlying structures responsible for corruption in our society. The leaders’ presence of mind is called upon to attend to the fickleness of human cognition. The foundation of everything is the model (assumptions, paradigm, perceptions, and values). The enfolded is the basis of the unfolding; the unfolding is the display of the enfolded. Reconfiguration of the multitudes of minds (oppressed and oppressors) swimming in distortions and mindless monetization of values will be the basis for the new system. It is in crystallizing vision and intent (transforming the emerging whole)

Thinking in systems enables one to look for the source of their problems first in their actions before blaming others. Operationalizing Systems Thinking and System Dynamics principles, methods, and tools in the Nigerian government could enhance learning, evidence-based policy making to foster good governance. Systems thinking is a discipline for seeing wholes, recognizing that we are interrelated and that there are often multiple interventions to a problem. We must focus on what we want rather than what we do not want. What we want is good governance, a society that is ethical and upright. Overwhelming the society with anti-corruption interventions without improving society’s livelihood will do more harm than good. Pursuing legitimate alternatives to corruption benefits to usher in a better life for the people may effectively reduce the will to engage in corrupt behavior. System thinking has considerable potential for elucidating corrupt systems, identify leverage points where small changes can have significant impacts in the system. The ancient Sufi teaching illustrates relational thinking: You think because you understand one you must understand two because one and one make two. But you must also understand and. How stakeholders relate (structure) with one another is what generates the system behavior. The essence of the system is relationships. Part of the weaving of relationships is about dialogue (participative consciousness) and reconciliation of diversity of perspectives at a deeper systemic level in ways that create win-win solutions for all life in Nigeria. The whole is greater than the sum of its parts.

Bank loans to private sector decline to N15.3trn …as ATM transactions hit N1.6tr Mathew Dadiya, Abuja The National Bureau of Statistics (NBS) has disclosed that banks have reduced lending to the private sector from N15.6 trillion allocated within the first quarter of 2018 to N15.34 trillion in the second quarter. The NBS stated this in its 2018 Q2 report titled: Selected Banking Sector Data: Sectorial Breakdown of Credit, ePayment Channels and Staff Strength (Q2
2018). The report indicated that loans to the power and energy sector dropped to N416.34 billion, while that of the mining and quarry fell to N10.18 billion. However, the Bureau noted that total lending to the agriculture sector increased to N523.08 billion while the Oil & Gas and Manufacturing sectors got credit allocations of N3.45trn and N2.02trn to record the highest credit allocations within the period under review.
According to the NBS, a total volume of 509,668,433 transactions valued at N32.90 trillion, were recorded in Q2 as data on Electronic Payment Channels in the Nigeria Banking Sector. It also stated that, Automated Teller Machine (ATM) transactions dominated the volume of transactions recorded, totaling N1,603 billion in Q2. The total number of bank staff increased by 13.67 per cent from 89,608 in Q1 to 101,861.
Naira drops marginally against dollar at investors FX window Motolani Oseni As market activities resumed in the Foreign Exchange (Forex) market on Thursday, the Nigeria currency, Naira fell slightly against the United State Dollar at the Investors and Exporters (I&E FX) window. The Naira, at the I&E FX window began yesterday trading at a stabled rate of N362.12 per Dollar the same rate it recorded on Monday before the market shut for Eid el Kabir festival, but closed at a depreciated figure of N362.60 compared to N362.50 sold on Monday. The special FX window, also, recorded total transactions turnover of $71.14 million, the same value traded on the first trading day of the week. At the Central Bank of Nigeria (CBN) official forex market, the naira was seen at N306.1 per dollar, the same price it was sold on Monday, however, weaker than N306.05 recorded last Wednesday. Although, the local currency against the dollar remained flat at N360 in the parallel market, but findings by The Daily Times revealed that the Naira this year has been hovering around N305 and N306. The fall of the Naira at official forex market is coming on the heels of CBN’s conventional injection into the foreign exchange market, wherein $210 million was sold and proposed plans to auction second Chinese Yuan after the currency swap deal. It is however, worthy of note that
amid CBN’s sustained intervention, the nation’s foreign reserves maintained a southward trend, as it decreased further $46.4 billion as at August 16, 2018. Analysts at Cordros Capital said, “Despite continued decline in the foreign reserves, our outlook for the foreign exchange market remains stability, as oil prices remain at comfortable levels and production remains stable, aiding inflow of oil revenues, which provide the apex bank sufficient legroom to sustain its interventions in the currency space.” Forex traders, projected that the naira is seen unchanged next week supported by central bank interventions. Trading has been quiet as the little quantity of hard currency sold by local exporters is unable to quell demand, traders said. Most importers have been bidding for dollars repeatedly to try to fill their request. Meanwhile, the apex bank has said the aggregate foreign exchange inflow into the country stood at $91 billion in 2017. The bank disclosed in its 2017 annual report released recently that the figure was an increase of 45 per cent from $62.75 billion in 2016. The bank also said the figure surpassed the total outflow by $57.32 billion in the period. According to the bank, inflow through the CBN was $42.17 billion, while inflow through autonomous sources amounted to $48.33 billion. In percentage terms, inflow through the CBN accounted for 46.3 per cent, while autonomous sources
took 53.7 per cent. Also, aggregate foreign exchange outflow, from the economy, increased by 31.8 per cent to $33.68 billion, higher than the $25.55 billion in 2016. The report said the outflow through the CBN accounted for 90.7 per cent, about $30.55 billion. It was $23.16 billion in 2016.

Tax remittance: ABCON kicks as banks suspend BDC accounts Motolani Oseni The Association of Bureau De Change Operators of Nigeria (ABCON) yesterday kicked against ongoing banks’ suspension of bureau de change (BDC) accounts, and demand for tax remittances on turnover volumes. ABCON President, Alhaji Aminu Gwadabe, said banks are acting under the directive of the Federal Inland Revenue Service (FIRS) to demand that BDCs pay taxes on funds used to bid for their dollar allocations sent to the Central Bank of Nigeria (CBN) on weekly basis through the commercial banks. The ABCON boss said many banks have written BDC operators and are implementing a ‘Post No Debit’ order on the operators’ accounts even where there is no evidence of tax default. “The BDCs are high turnover sector and their funding cash for dollar collections cannot be subjected to taxes. An average BDC does over N30 million weekly turnover and paying taxes on such funds will affect their
cash flow and ability to meet their statutory role of foreign exchange supply to the retail-end of the market,” he said. He said many of the affected BDC operators are already facing major funding challenges that need to be addressed immediately by concerned stakeholders. “In fact, we will be writing to the Central Bank of Nigeria –CBN- to complain about the illegal policy of the ‘Post No Debit’. Presently, most of our members funding with the deposit money banks for their bidding obligations are being trapped in the banks. This scenario if not checked, will affect our members funding capacity, derail the sustainability of their businesses with the resultant liquidity spikes,” he said. A letter from one of the commercial banks sited by the newspaper, said: “The bank has pursuant to section 49 of the Companies Income Tax Act LFN 2004 and Section 28, 29 and 31 of the Federal Inland Revenue Service (Establishment) Act No. 13 of 2007 been appointed by the Executive
Chairman of the FIRS as collection Agent over your accounts”. “Please be informed that consequent on this directive, we are compelled by law to place ‘Post No Debit’ on your account pending the receipt of further instructions from the Executive Chairman of FIRS. This is for your information and necessary action as you are best advised to contact the FIRS officials”. According to Gwadabe, the new trend in collecting taxes from BDCs is unacceptable and must be stopped. He said that ABCON will be writing CBN to call the banks and other parties implementing the directive to order. “The banks did not asked the BDCs to bring evidence of tax payment before they act. Value Added Tax- VAT- Exempt for BDCs is applicable in other climes and should also be practiced in Nigeria. The non-implementation of tax exempt in Nigeria is affecting the capacity of BDCs to effectively meet the foreign exchange demands at the retail-end of the market,” he said. He said ABCON will continue
to implement zero tolerance for non-compliance with regulatory requirement and unethical conduct amongst its members but will not sit idly and watch the businesses built by its members destroyed by illegal policy like the ‘Post No Debit’ order. The ABCON, he added, has also created the office of Compliance Officer at its National Secretariat and in all its Zonal Offices to discipline operators that fail to comply with set regulations. Gwadabe said the BDC sector is critical for continued stability in the foreign exchange market adding that the working of many developed economies is highly dependent on the activities of BDCs and Nigeria should not be an exception. He said the BDCs have so far stamped their role as key players in the foreign exchange market, where they remain major economic drivers creating employment and wealth for Nigerians. These contributions, he added, require that the operations of BDCs be supported to sustain ongoing market rally and stability.
CBN gives directives for long-term credit to agric, manufacturing Mathew Dadiya, Abuja The Central Bank of Nigeria (CBN) has underscored its intention to increase the flow of credit to the real sector of the economy, in order to consolidate and sustain the nation’s economic recovery. The Daily Times recalls that the CBN Monetary Policy Committee (MPC), at its 119th meeting held on July 23 and 24, 2018, introduced its revised guidelines for Accessing Real Sector Support Facility (RSSDF) through Cash Reserves Requirement (CRR)/ Corporate Bonds (CBs). Mr. Isaac Okorafor, CBN’s acting Director of Corporate Communications, however, gave further clarifications on the guidelines on Thursday, saying the Bank hoped to achieve the flow of credit to the real sector of the economy as deposit money banks (DMBs) would
henceforth be incentivized to direct affordable, long-term bank credit to the manufacturing, agriculture, as well as other sectors considered by the Bank as employment and growth stimulating. Okorafor disclosed that Corporate/ Triple-A rated companies would be encouraged to issue long-term Corporate Bonds (CBs), adding that Corporate Bonds (CB) Funding Programme had been put in place. The programme, according to him, involves investment by the CBN and the general public in CBs issued by corporates subject to the intensified transparency requirements for participating corporates. He also noted that such requirements would include publishing through printing of an Information Memorandum spelling out the details of the projects for which the funds are required together with terms and conditions showing that these are long term projects that are
employment and growth stimulating. He further revealed that the Bank had put in place a programme under the Differentiated Cash Reserves Requirement (DCRR) Regime whereby DMBs interested in providing Credit Financing to greenfield (new) and brownfield (expansion) projects in the real sector (Agriculture and Manufacturing) could request for the release of funds from their CRR to finance the projects; subject to DMBs providing verifiable evidence that the funds shall be directed at the approved projects by the CBN. The apex bank’s spokesman said that the tenor for the Differentiated CRR would be a minimum of seven years with a two-year moratorium.
For the Corporate Bonds (CBs) Programme, he said the tenor and the moratorium would be specified in the prospectus by the issuing corporate. He added that the maximum facility shall be N10 billion per project and facilities are to be administered at an all-in Interest rate/charge of 9 per cent per annum. Okorafor therefore advocated for a total compliance with the guidelines by stakeholders and also highlighted the eligibility criteria for participation in the facility/CP programme, as well as the responsibilities of the stakeholders; just as he reiterated the CBN’s determination towards the encouragement of projects that will further enhance Nigeria’s import substitution strategies.

The medications to be distributed are Albendazol, which is very critical for the treatment and prevention of various parasitic worm infestations for children between the ages of six months to five years; and prenatal vitamins for pregnant women. Nigeria to strengthen trade, investment relationship with Russia Nigeria has pledged to strengthen bilateral trade and investment with the Russia Federation. Prof Steve Ugbah, Nigerian Ambassador to the Russian Federation with concurrent accreditation to the Republic of Belarus, made the pledge when the Chairman Russia –Nigeria Council (RNBC), Mr Dmitry Osipove, visited him in Moscow. Even blind people can see silent revolution in development of Bauchi by Abubakar - Umar Ibrahim Umar Sade is the Bauchi State Commissioner of Information, in this interview with journalists in Bauchi, he shed light on the activities of the government in the state, under the leadership of Mohammed Abdullahi Abubakar Esq, his effort to take the state to greater heights in terms of development. SAMUEL LUKA was there for The Daily Times Your party, the APC has just won the Bauchi South Senatorial Bye election. What can you say about the success? Alhamdulillahi. We first of all thank the Almighty Allah who in his infinite mercy gave us the victory. The just concluded Bauchi South senatorial bye election had manifested Governor Abubakar’s overwhelming grip on Bauchi politics, my governor is vindicated, Bauchi people are people of APC and this clearly shows that the people of Bauchi South Senatorial District have spoken their mind, and it clearly shows that our people are satisfied with the efforts of Governor Abubakar towards the development of the state, and he has repelled all the negatives against his administration. The election served as a litmus test to APC and it has a resounding hope towards 2019 election, which by the grace of Allah, Bauchi people will vote for APC and I believe our governor will not fail the people of the state that gave him their votes in order to better their living condition. Our people understood the zeal and vision of our amiable governor to take development to all nooks and crannies of the state despite its lean resources. But the opposition alleged that the election was marred with irregularities? What are they saying? There is electoral mal-practice, rigging, inducing voters with money which led to the cancelation of election in so many wards, even the electoral body said election was cancelled in many polling units, you are not aware? Let me start with the opposition, all these allegations are words of the losers. Do you think if the electoral body had declared any of the complainant winner of this election under any circumstance that they will reject the result? The answer is capital No. They lose, they want to have a place to hang on, in other to show to their supporters that they are still relevant, but to be candid, people of Bauchi have spoken their mind and the election was conducted peacefully without any rancor, their agents signed all the election result, you journalist were at the headquarters of INEC when the returning officer invited all the representatives of the political parties to sign the final result submitted and all of them signed. Before the coming of the administration, we don’t have such roads in the state, the governor during his electioneering campaign went to rural areas where he understood the real problems of our people, majority of them are peasant farmers, and they are looking for road network to enable them transport their farm produce to markets and the agitation of our people and their quest for development. As a result of that the governor gave priority to road construction across the state, many road construction contracts were awarded in both urban and rural areas and government is making effort to open up these communities to development through the provision of road networks to boost their socio economic development. Also, since inception the government gave priority to agriculture, education , Health care and addressing the problems of youth restiveness inherited from the previous administration, and a lot has been done to boost the economy of the state by resuscitating Bauchi Fertilizer Plant, Bauchi Furniture companies, Yankari Game Reserve. Other areas include, prudent
management of Bauchi State resources, blocking leakages in governance and above all jerking up the state’s IGR through the State Board of Internal Revenue where there is a remarkable improvement in revenue generation of the state and blocking leakages that my governor did, because if left unblocked that will lead to financial embezzlement and mismanagement of state resources, just to mention a few, but we are committed to reposition the state in all aspects of live, that is the focus of this administration. Has government achieve anything substantial in the focus areas you listed? Yes, government has achieved a lot, but let me give you in brief. You see, in the area of education, government always allocate 25 percent of its budget to education, and it collaborates with Federal Government agencies in education. Many class room blocks have been constructed in all the 20 local government areas of the state, school lab projects, you may wish to visit Abubakar Tatari Ali Polytechnic and see what government is doing, physically we gave it a new face, most of their courses have been accredited, they will now start awarding Degrees, you may wish to see the FM Station of the institution, it’s the only institution that has campus Radio in the entire Northern Nigeria. Itas Gadau University and other tertiary institutions all of them have benefitted from the government effort to provide infrastructure, modern ones in the schools, you may wish to go and see it for yourself. So also secondary schools, government is doing a lot, we have even recorded success because many Bauchi State students today pass their Exams, NECO and WAEC and government paid their scholarship allowances. In the area of agriculture, you may wish to ask farmers, they get fertilizer and all farming inputs every year, our fertilizer company is working now, we even sell the commodity to other neighboring states. Not only that, agriculture have been given the priority it deserves with the recent procurement of 500 tractors, we have done a lot. Recently we have accessed N5bn loan from the Central Bank ,out of the N8bn to boost mechanised agriculture in the state, government procure and distribute fertilizers to farmers annually. In the area of road construction, the administration has achieved a lot despite all the challenges involved in doing quality jobs, you just go round Bauchi metropolis, even a blind person knows that something called quality road construction is ongoing everywhere. And you see, in our effort to do a quality job the contractors dig and remove sands, fill the holes with rocks to strengthen the new road so that it will last for over 50 years. And I have told you
sometime before now, we are also committed to procuring about 60 busses to boost commercial activities of Yankari Express Mass Transit, so also in the area of rural electrification, government has earmarked over N350m to provide electricity to many rural communities in the state. In the area of revenue generation, we have introduced e-payment of taxes. We have achieved a lot; we have done more in the area of poverty alleviation and self-reliance programme. We have instilled discipline in the civil service, in the provision of road networks government awarded many historic neglected roads, like in Jamaare Local Government; Jamaare -Hanafari-Itas-Garin Babani, in Ganjuwa Local Government; Kamfanin Kutare-Guyaba in Misau-Hardawa-Chinade-MadaraBulkachuwa-Udubo-to Gamawa about 110 Kilometres, so also in Toro Local Government; Mararrabar Ganye-Gwalfada-Bakin Kogi Your area of assignment is Information and Tourism Ministry. What are your plans for state owned media? Under my Ministry, the governor last month bagged an award as the best governor in Nigeria in Tourism Development and the state government is fully committed to digitalise our media outfit. I can recall that because of the interest of our governor, he visited the headquarters of Startimes, accessed what they were doing, after he was satisfied, he arranged with them to come and modernise the Bauchi State Television so that it will become like CNN. N2 billion was earmarked for the project, they will be in the state any moment; they will be here to start the digitalisation of BATV. We are also working round the clock to reposition the Bauchi Radio Corporation BRC, by the grace of God it will be like BBC . in fact we have plans of training and retraining of our staff in the media industry in Bauchi, and we are ready to provide them with all they required to make their work easier. Are you confident that your party will win the 2019 Bauchi governorship seat? Global economy may dip into recession by 2021 –Expert predicts Mathew Dadiya, with agency report Pacific Investment Management Co. has predicted a 70 percent chance the world economy enters a recession over the next five years as ultra-loose monetary policy from the U.S. to Europe comes to a halt. Marc Seidner, chief investment officer of non-traditional strategies at Pimco, warned investors should expect increased volatility as monetary easing turns into monetary tightening. Bloomberg reported on Thursday that Seidner, who has more than 30-year investment experience, said at a conference in Sydney. With traditional assets expensive, they can find some shelter in private markets. “If you are thinking about global investing and global portfolios, you have to enter in a possibility of a recession in the next three to five years,” Seidner said at the event organized by Portfolio Construction Forum. “Quantitative easing was a tide that lifted all boats. significant, profitable and fruitful area for investors,” he said. “Instead of earning 5 or 6 percent, one can earn 10, 11, 12 percent.” New York-based Seidner, who helps run Pimco’s Dynamic Bond Fund and sits on Pimco’s investment committee, left the company briefly in 2014 before rejoining the bond titan later that same year. He also worked with fixed-income veteran Mohamed El-Erian at Harvard University’s endowment. The Newport Beach, Californiabased asset manager oversees $1.7 trillion in assets, according to its website.
U.S-China trade war may power down China’s robot industry Mathew Dadiya, with agency report Trade tension between the United States of America and China may power down robot industry in the Asian giant nation, Reuters reported on Thrusday. At a trade show in southern Beijing, children and parents crowd around a group of pink and blue dancing robots that resemble toddler-sized Power Rangers. The robots – wired with wide LED smiles and cutesy personalities – are the brainchild of Chinese-American company AvatarMind, built to be futuristic retail workers, teacher’s assistants and household helpers. But even as the company polishes off production of 2,000 units, AvatarMind and companies like it are rethinking plans for international expansion in the face of widening tariffs. “We want to sell them for the price that is affordable for families, not just institutions. And Trump’s tariffs
may affect that,” AvatarMind chief executive Dr John Ostrem said at the World Robot Conference, which ends Sunday. The main competitor to AvatarMind’s iPal humanoid robot is a similar but much pricier bot called Pepper, which is made by Japan’s SoftBank Group Corp (9984.T). Annualized growth rates for robot production in China dropped from 35.1 percent in May to just 6.3 percent in July, according to the country’s bureau of statistics China’s National Development and Reform Commission (NDRC) says the slowdown is not related to trade. But analysts say there is an obvious link to direct tariffs on industrial machinery and robot parts, as well as domestic manufacturers’ putting off production during trade talks. “How could it not be related?” said Iris Pang, economist for Greater China at ING Wholesale Banking in Hong Kong. “The trade war may have already deferred some decisions of exportrelated manufacturers.” U.S. tariffs on $16 billion worth of
Chinese goods came into effect at midnight on Wednesday, alongside retaliatory Chinese tariffs on an equal amount of U.S. goods. Although robots aren’t directly named, the U.S. list includes electronics, auto parts and other items that require automated manufacturing and robots. An earlier round of $34 billion tariffs on Chinese goods lists industrial robots. The situation could worsen for Chinese robotics manufacturers, analysts say, if the U.S. imposes a further $200 billion in tariffs on a range of consumer goods that create manufacturing demand for robots in China. U.S sanction: Turkish currency, lira leads global losses on downgrades The Turkish lira led global currency losses after dual creditrating downgrades underscored concern the Middle East’s largest economy could be hobbled amid prospects of escalating U.S. sanctions. The lira sank 2 percent to 6.1401 per dollar at 1:12 p.m. in New York amid very thin trading due to a weeklong local holiday. S&P Global Ratings and Moody’s Investors Service cut Turkey’s rating on Friday, saying the volatile currency and wide current-account deficit may undermine the economy. Qatar, meantime, agreed Monday to provide a credit line to backstop Turkey’s financial system. “Investors have latched onto weak fundamentals, and weakness could persist,” said Wei Li, BlackRock Inc.’s head of iShares EMEA strategy in London. The currency tumbled over the past month as the Trump administration sanctioned members of President Recep Tayyip Erdogan’s government amid an escalating dispute over a detained U.S. pastor. Erdogan portrayed the turmoil as an economic war waged by Washington and has resisted pressure to raise interest rates to protect the currency, a step that could curb economic growth. S&P forecasts a recession next year.

Arsene Wenger arrives Liberia to receive country’s highest honour from President Weah
Former Arsenal coach Arsene Wenger has arrived Liberia ahead of being awarded the country’s highest honour by his former player and president George Weah. In 1988, Weah was signed by the Frenchman to Monaco; a move that kick-started his meteoric rise in football which saw him become the first and only African player to win the World Player of the Year, in 1995. After leaving football in
2003, Weah went into politics and was successful in his run as president of his country, winning the election by a landslide in January. On Wednesday evening, Wenger, who ended his 22year union with Arsenal at the end of last season, arrived the Roberts International Airport. The Frenchman is set to be inducted into the country’s Order of Distinction as the Knight Grand Commander of the Humane Order of

African Redemption for his contributions to sports in Africa. During his stay at Arsenal, Wenger coached 16 players from the continent including Nigeria’s Kanu Nwankwo and Cote d’Ivoire defender Kolo Toure who were involved in the club’s last success in the English Premier League in 2004-05. The award ceremony will take place in Monrovia – the country’s capital – on Friday.
Gernot Rohr: Mikel Obi to miss AFCON qualifier John Obi Mikel, Super Eagles captain, is set to miss the African Cup of Nations qualifier against Seychelles. This was made known on Thursday by national team manager, Gernot Rohr, who spoke to Kwese Sports. Rohr said the Tianjin TEDA of China midfielder called him to withdraw from possible selection because he just recently returned from injury and would need to concentrate on improving his fitness. “We spoke together. He is just coming back from injury and he needs to push his club commitments to get back in shape,” said the 65-year-old German coach who
had previously managed Gabon, Niger and Burkina Faso. “After injury, he needs time to get fit again.” Mikel captained Nigeria in all three group games at the Russia 2018 FIFA World Cup, where he had to overcome injury concerns and other family issues to represent his fatherland. Nigeria, on Friday, will name the squad to face Seychelles on September 8 towards qualification for the 2019 AFCON tournament which will be hosted by Cameroon. The Super Eagles lost the opening game of Group E to South Africa at the Akwa Ibom Stadium, Uyo, in June 2017. Libya are the other country in the group.

Everton demand £22.5mfor Henry Onyekuru Everton priced Galatasaray out of a buyout option for Henry Onyekuru after slapping a £22.5m valuation on the forward according to the Fanatik. As the dust raised by the Nigeria Football Federation leadership tussle began to settle, the attendant consequences are beginning to manifest in the Nigeria Professional Football League. Sequel to this time, the incumbent President of NFF, Amaju Pinnick and his challenger Chris Giwa, have been locked in a battle over who should be the president. Pinnick, elected as the president of NFF in 2014 at a congress in Delta has been locked in a stand-off with Chris Giwa, who had appealed the result and won a favourable court ruling in June. The battle has been fought in the Nigerian court of law is a flagrant disobedience to the world governing body of football, FIFA statues, which prefers its own court of arbitration. The Gianni Infantino-led FIFA has not hidden its recognition for the Pinnick-led administration of NFF, thus threatened to ban Nigeria. In order to assuage FIFA’s fury, it took the last gap intervention of concerned stakeholders spearheaded by Vice-President Yemi Osinbajo to recognise Pinnick, and thus avoided the impending ban. With the imminent ban avoided, football activities which has been put on hold for almost two months is expected to resume, especially the NPFL which is the worst hit of the NFF crisis. The leadership of NPFL, League Management Company, on Tuesday, announced the revised timetable of NPFL fixtures which many have said is lopsided due to its crowdy fixtures. The LMC had fixed the resumption of the NPFL to September 2 and expect it to close on October 28. A look at fixtures shows that the clubs are expected to play about eight matches just in one month which also includes travelling to distant places to honour their matches. Succinctly put, playing eight matches in a vast geographical space like Nigeria is not a joke, considering the fact that the players would still have to honour the AITEO FA Cup fixtures. The supposedly crowded fixtures by LMC can be traced to the new football calendar approved by CAF which says that all league should start by December.
This new calendar is to accommodate the African Cup of Nation which has been moved from January to June in line with their European countries football calendar. For example, Lagos-based MFM for its first three matches will first have a date with league Champions, Plateau United in Agege before travelling far away to Bauchi to face Wikki Tourist in the mid-week match. The Lagos-based team will then travel back to Lagos to face Kano Pillars, then travels southwards again to face Akwa United in Uyo. All within the space of one week. However, in calculation of distances covered, MFM FC would have travelled more than 5,000km to honour its matches within the short period of time which is far above the minimum travel approval for players. Meanwhile, football pundits are alarmed with the fixtures which they claim will have negative impact on the players. For MFM player, who did not want his name mentioned, he said that the crowded fixtures caused by NFF crisis would not bring anything good for the league. “This is not what we want, these fixtures will cause a lot of players their health and many may have injuries as a result. What about Jet lag? “I assure you that they won’t get anything good out of the league or maybe the champions have been decided already,’’ he said. Also from the NPFL fans base platform, many pundits have condemned the fixtures. For Heskey, he said, “Welcome Nigeria league ??? eight games in one month, this is Nigeria, too bad for the players.” Junior Nwankwo quipped, “What are they turning our league to, I am tired of this.’’ However, the damage has been done already as the 2017/2018 NPFL season must be concluded on time before the kick off date in December for the 2018/2019 season. The submission is that when two elephants fight, the grass suffers, so the players and coaches will largely bear the brunt of the NFF’s crisis and also the league.
