...INEC declares Osun gov poll inconclusive Continued from page 1 At the end of the collation of votes, the Peoples Democratic Party (PDP) governorship candidate, Senator Ademola Adeleke, won majority votes of 254,698 votes while Mr. Gboyega Oyetola of the All Progressives Congress (APC) came a close second with 254,345 votes. Both leading candidates had a difference of about 354 votes. Speaking on the turn of event, Afuwape said, “Unfortunately as the returning officer, it’s not possible to declare anybody as the clear winner of the election on the first ballot.” He added that the total registered voters in the seven polling units where elections were cancelled is 3,498 votes. Since that figure was higher than the difference between the votes of the leading candidates, a re-run election had to be conducted, the INEC chief explained. Fuwape then said: “I, Joseph Adeola Fuwape, hereby, declare this election inconclusive.” INEC’s election guideline made pursuant to Section 153 of the Electoral Act stipulates a rerun if the margin of victory in an election is lower than the number of voters in units where elections are cancelled. In that case, rerun will hold in areas where elections are cancelled. The electoral commission later declared Thursday, September 27 as the day of the rerun election. But the announcement by INEC came shortly after the Adeleke campaign organisation urged the electoral body not to declare the election inconclusive. In a statement made available by his Director of Publicity of the campaign, Olawale Rasheed, Adeleke, said: “Our attention has been drawn to reports of an alleged plan to declare the Osun governorship election inconclusive as a plot to order a rerun. “We appeal to INEC to toe the path of honour and constitutionality by declaring the rightful candidate with required votes and spread, Ademola Adeleke, the winner of this hotly contested polls. “We note with high sense of responsibility the intense pressure surrounding Osun election from the begining.There are times however when one must stand with the people and the law by doing the right thing without fear of favour. Now is the time for INEC to align with Osun people and resist pressure and intimidation to tamper with the will of the people. “Osun people are expectant of a liberation day which is today when their yearnings to be free will be fulfilled. Delaying the announcement of the results or doctoring the outcome is an invitation to people’s anger and wrath. “We urge people of goodwill locally and internationally to
prevail on the APC and her chieftains to conced defeat. Our democracy is too stressed up to be subjected to another daylight electoral robbery. “We reject plan and plot for rerun; a winner has clearly emerged. To INEC chiefs, time is now to announce Senator Nurudeen Ademola as the winner of this historic election.” Meanwhile, INEC has scheduled the conclusion of the Osun State governorship election for Thursday. INEC’s decision was sequel to cancellation of about 3, 498 votes in 7 polling units during the election. Adeleke had polled the highest votes of 254,498 while Oyetola secured 254, 345 votes with a slim margin of 353 votes in a tough election in which 48 candidates participated. But the total cancelled votes in seven polling units amount to 3,498, a figure far exceeding the margin with which the PDP candidate defeated his APC opponent, Oyetola. In Orolu Local Government, Ward 9, Polling unit 001, and with a total registered voters of 393, the election was cancelled after hoodlums snatched ballot boxes and ballot papers. Also in the same ward, at polling unit 004, with a total of 387 registered voters, ballot boxes were snatched resulting in the cancellation. INEC also disclosed that a polling unit in Ward 9 in Orolu was also affected with a total registered voters of 167. In Ife North Local Government Area, Ward 15, unit 010, with voting strength of 502 voters, the election was cancelled due to card reader problems. In Ife South, Ward 16, two polling units were affected with a voting strength of 812 and 502 respectively. In Osogbo, one unit was affected with a voting strength of 884 registered voters. The collating officer had alleged that the presiding officer of that particular unit walked away with the results, and no further explanations came from that incident. The INEC Commissioner incharge of Voter Education and Publicity, Solomon Soyebi, in his address to journalists, said the the difference between the two leading parties is 353 votes. He said: “The number of voters in the units where the elections were cancelled is 3, 498. To that effect, as a returning officer, it is not possible to declare a party as the fair winner of the election. “I will like to thank voters for their respect for the rules. We also thank all stakeholders including the political parties, election observers, security agencies and traditional rulers for their unprecedented cooperation before, during and after the election. “Notwithstanding the successful conduct of the election, the returning officer,
Prof. Joseph Fuwape, Vice Chancellor of the Federal University of Technology, Akure, has communicated to the commission his inability to make a return in accordance with the laid down rules and INEC guidelines. “This is as a result of areas where results were cancelled or where there was no voting or there were disruptions.” He went ahead to mention the affected areas and noted that elections would only hold in those areas with all the 48 political parties involved. “Based on the results collated by the returning officer, the margin between the two leading candidates is 353 which is less than the total number of registered voters in the affected areas. “Extant law, guidelines and regulations, provide that if this situation occurs, a return or a declaration may not be made. In the light of the foregoing, the commission met, and decided that it would remobilise and return to the affected polling units on Thursday, 27th of September, 2018 to rerun the elections, conclude, collate and make a return. “For the avoidance of doubt, the rerun elections will only take place in the affected polling booths; there are seven of them. So let us be very clear. In Ife North, we have one polling booth, in Ife South we have two, in Orolu we have three and in Osogbo, we have one.” According to INEC, there will be no campaigns any more, noting that all campaigns ended on September 21 and that the election was simply a continuation and not a separate one. Soyebi assured that the next governor of Osun State would only be decided through the ballot and no other means. Meanwhile, the Peoples Democratic Party (PDP) has rejected the the verdict of the INEC that Saturday’s governorship election in Osun State was inconclusive. The party insisted that the process that led to its candidate, Senator Ademola Adeleke, scoring 254, 698 votes ahead of the APC Oyetola’s 254,345 was conclusive. The PDP therefore demanded that Adeleke be immediately declared winner by INEC, having met the requirements of the 1999 Constitution (as amended). The party at a press conference addressed in Abuja on Sunday by its National Publicity Secretary, Kola Ologbondiyan, said Section 179 (2) (a)(b) of the 1999 Constitution (as amended), is clear and very unambiguous in spelling out the conditions for returning a candidate to the office of governor of a state. Revealed: NBC returns GOtv’s N2bn to circumvent FG’s policy on DSO Mathew Dadiya, Abuja
In a deft move to demonstrate its readiness to resist compromise and key into President Muhammadu Buhari’s zero tolerance for corruption, the National Broadcasting Commission (NBC) has returned N2 billion deposited into its account by GOtv, a subsidiary of MultiChoice, the South African entertainment television group, in an attempt to circumvent Federal Government policy on Digital Switch Over (DSO). The Daily Times exclusively gathered that NBC Chairman, Hon Ika Bilbis-led
management rejected the N2 billion that was surreptitiously paid into Corporation’s account by GOtv as a pre-emptive ploy to evade the June 2019 termination of its Digital Terrestrial Television (DTT) broadcast licence and deadline in accordance with the new policy of the Federal Government. The development indicates that GOtv’s licence will not be renewed after its expiration in 2019 as every broadcast outfit in Nigeria must comply with the government policy on DSO. The present administration’s war against corruption has been earning more credibility in dealing with the hitherto unchallenged contemptuous
attitude of some foreign companies that have regularly circumvented government regulations affecting their businesses by brazenly exploiting the notorious vulnerability of officials to corrupt inducement. In the previous administrations, the South African companies in the telecommunications and broadcasting industry, embarked on sharp practices to exceed prescribed profit margins, illicit fund repatriation and unduly hiking subscription rates, at the expense of government revenue and customers in a treacherous predisposition. duly elected where, there being two or more candidates - (a) he has the highest number of votes cast at the election; and (b) he has not less than one-quarter of all the votes cast in each of at least twothirds of all the local government areas in the State”. He said the declaration of the election as inconclusive by INEC is therefore a sordid robbery of the franchise of the people of Osun State, who participated in the election. The spokesperson said the party will explore every available constitutional means to seek redress over INEC inglorious reversal of the verdict of the Osun electorate. He added that approaching the court for legal interpretation may not be ruled out. He said, “The PDP is for peace, but we will not hesitate to use every force available in a democracy to face any attempt to subvert the will of the people or rig us out in this election. “It is obvious that having failed in their schemes to alter the final results due to the resistance of the people, the APC had to bear pressure on INEC to declare the election inconclusive so as to pave way for the perfection of their manipulative schemes, which the people of Osun State have firmly resisted so far. “Instead of yielding to the evil machination of the APC, INEC should have summoned the patriotic courage to immune itself and end this needless controversy by returning the PDP and declare our candidate as the winner. “The people of Osun State and the entire nation are already aware that the PDP won this election. They have the authentic figures from the polling units and know the candidate the voters prefer. “The people by their votes, have overwhelmingly declared for our candidate and we are not ready to accept any attempt by anybody to use any means whatsoever to steal our mandate freely given by the people”, he added. The PDP said it will no longer accept inconclusive elections as subterfuge by the APC to attain its dubious electoral manipulative schemes in the country. Also, the National Chairman of the party, Prince Uche Secondus, has warned INEC to declare PDP winner in Osun’s Saturday general election to avert national crisis. Secondus, who said that the PDP will not accept anything less than its deserved victory, said the Chairman of INEC, Prof Yakubu Mahmood’, should be held responsible for brewing crisis in the country ahead of 2019 in his greed to satisfy the agenda of his appointees. He said that after INEC robbed the party of victory in Ekiti State and said
they should go to the tribunal, now in Osun State after the party won glaringly, they have concocted another story of inconclusive just to pacify their pay masters. Secondus warned that if what they did in Ekiti and Osun states elections are rehearsals of what they are planning for 2019, there may be no Nigeria and INEC and APC should be held responsible. He also drew the attention of the nation’s security apparatus to the possible threat to peace and oneness of this country by the brazing rigging of elections by a supposedly independent electoral umpire. The PDP boss wondered what President Muhammadu Buhari who left the country to US for United Nations General Assembly on Sunday would be telling democratic community when he cannot conduct simple state governorship election. “What other evidence do the democratic watchers and security agencies need to establish obvious bias from INEC when the commission’s administrative officer caught destroying result sheets in Ayedade Local Government Area where over a thousand votes belonging to PDP were removed confirmed acting on the instruction of his superior officer? “What will President Buhari be telling democratic world at the UN when back home he has brutalized all agents of democracy and has been unable to conduct a simple state bye election? The National Chairman saluted the people of Osun State for their dexterity and vigilance that led to the arrest of the fraudulent INEC official as he called on the international community to watch closely and condemn the electoral commission for their lack of neutrality ahead of 2019 general election. Meanwhile, the Nigeria Civil Society (NCS) said incidents of vote buying during the September 22 Osun governorship election was minimal. The Coordinator of the group, Mr. Clement Nwanko, said this on Sunday in Osogbo while addressing journalists on its findings and observations during the poll. Nwanko said announcement by the Independent Electoral Commission (INEC) and law enforcement officials to arrest vote buyer suspects and charge them to court helped significantly in reducing the malpractice. “As with recent INEC conducted governorship elections, incidents of vote buying reoccurred in the Osun State elections, even if at a reduced and less brazen manner. “Incidents now seem subtler with the announcement by INEC and law enforcement officials that suspects would be arrested and charged to court, and the
actual deployment of security personnel to enforce this, helped significantly,” he said. The coordinator commended Osun residents and political parties for conducting themselves peacefully during the poll. He, however, called on INEC to intensify training of its different cadre of staff to enhance their understanding of their election duties and increase their confidence and ability to respond to election challenges. He said it was observed during the election that some INEC staff and officials were not being sure of their responses to voters’ concerns or voting procedures, which he said, created delay. Nwanko also called on the electoral body to look into the process of results collation, which he said, was usually done at night when political parties, candidates, observers and other election stakeholders “may have been depleted”. The NCS recommended that INEC should ensure that its announcement of the introduction of Braille for voting was made operational across the country and that all people living with disabilities were able to vote during elections. APC commends electorate, INEC In a related development, the APC has commended the electorate, Independent Electoral Commission (INEC), security agencies and relevant stakeholders over the conduct of Saturday’s inconclusive governorship election in the state. The party said despite some reported irregularities, the election was largely peaceful. In a press statement on Sunday and signed by the acting National Publicity Secretary of the party, Yekini Nabena, the APC said: “While we continue to improve on our electoral processes, particularly correcting some irregularities witnessed in Saturday’s election, the APC commends the President Muhammadu Buhari-led administration which has continually exhibited its commitment to ensuring that elections are more peaceful, transparent, credible and acceptable. “This is a departure from the situation under past Peoples Democratic Party (PDP) administrations where the people’s will, was subverted and elections where manipulated. We hereby reject the PDP’s baseless calls that the inconclusive Osun governorship election is announced in its favour. “In the lead up to the rerun election, we call on the Osun electorate, party supporters and members to remain upbeat and focused on the task of consolidating on the APC Change administration in the state by voting for the victory of our candidate, Gboyega Oyetola”.
Kawu of zero-tolerance of corrupt practices being the arrowhead of the Buhari Administration’s change agenda, GOtv, a subsidiary of MultiChoice, the South African entertainment television group, reportedly got a red card rejection of its N2 billion bait surreptitiously dropped into an account of the National Broadcasting Commission (NBC), as a pre-emptive ploy to evade the June 2019 termination of its DTT broadcast licence and deadline and comply with the new policy of Government. It made the unsolicited huge cash deposit in utter disregard of the NBC’s earlier directive and notice informing it of the position of NBC in line with the new policy. The deposit was said to have been made in a bid to entice the broadcast regulator’s supposedly cash-strapped management into spending the money which is equivalent to the annual licence renewal fee normally paid by GOtv. Accepting the payment would have compromised NBC and frustrated the policy of the Federal Government. The South Africans instead got the shock of their lives when the no-nonsense Chairman of the NBC, Ikra Aliyu Bilbis, ordered the prompt return-to-sender of the N2 billion deposit with a stern warning to GOtv to abide by the NBC’s earlier notice by ensuring compliance with the deadline, emphasising that there would be no waiver or exemption. Some stakeholders in the broadcasting industry who were familiar with the incident, commended the Chairman of NBC, urging other heads of Ministries, Departments and Agencies (MDAs) of government to follow Bilbis’s exemplary leadership, adding “he should be given a national honour for this singular act.” It was a timely reassurance on the effectiveness of the Buhari Administration’s applauded anticorruption policy that sent ripples of deterrent realisation down the boardrooms of the South African and other foreign companies hitherto hooked on exploiting corrupt practices to get away with various sharp practices. The GOtv gamble to circumvent the DSO policy guidelines got bungled at a time its parent company , MultiChoice, is embroiled in litigation to ward off its own red card from the Consumer Protection Council (CPC) which prohibited a range of newly hiked viewer subscription fees it announced, triggering a wave of protests by enraged customers across the country. But the NBC had in February this year, issued a warning notifying all pay television service providers in the
country that their operating licence may be terminated by next year, 2019. According to sources, the action of the regulatory agency not to renew the licence, which was issued in 2014, was hinged on non-compliance with DSO White Paper. Prior to the NBC’s warning, there had been allegations that GOtv was being used as a conduit to siphon foreign exchange from Nigeria by its parent company, MultiChoice. A third South African company and the leading mobile phone telecommunications service provider in the country, MTN, was also reeling from its own hefty refund hammer from the Central Bank of Nigeria (CBN) which ordered it to refund $ 8.13 billion illegally repatriated by the company even as it is yet to pay an outstanding N220 billion out of N330 billion fine slapped on it by the Nigerian Communications Commission(NCC) in 2015 for failing to disconnect about 5.1 million unregistered subscribers from its network as directed by the regulator. The series of strict deterrent and punitive measures being imposed on the erring South African companies operating in Nigeria since President Muhammadu Buhari came into office has become a reassuring reference point on the unwavering commitment of the Administration to maintain its highly acclaimed policy of zero-tolerance of corruption as the main thrust of its change agenda. It is clearly sending strong signals to the foreign business community as a whole to come to terms with the new dispensation in the country by compliance with international best practices in their transactions in Nigeria, rather than seeking to capitalise on the fast disappearing culture of corruption. With the transition process threatened, the NBC has taken every steps necessary to ensure that Nigeria did not miss its own share of the $82 billion ‘digital dividend’ by 2025. If the transition is properly and timely executed, it anticipated that the sale of analogue frequencies no longer used by broadcasters could bring the government over $2 billion. The Daily Times findings indicated that through the release of digital dividend spectrum, Sub-Saharan Africa stands to increase its yearly regional GDP by $82 billion by 2025, while in the process earning $18 billion in incremental tax revenues and creates 27 million jobs.

Saraki, Dogara have privatized, personalised NASS, says Sen Ndume
Senator Ali Ndume (APC, Borno South) has disclosed that the Senate under the leadership of Dr Bukola Saraki had failed Nigerians, saying that the legislative arm of government has been privatized by Saraki and the Speaker of the House of Representatives, Hon Yakubu Dogara. Ndume stated this while speaking at the News Agency of Nigeria(NAN) Forum on Sunday in Abuja. He said, “I really want to admit that we have failed in our responsibility to the people somehow, but we the members are not responsible for that. “It is more of the responsibility of the leadership that shut down the Senate abruptly because of personal issues. “It is very unfortunate. The Senate is the Nigerian Senate, it is not the senator’s Senate; it is not Saraki’s Senate.” Ndume added that it was very unfortunate that the Nigerian National Assembly had been reduced to Saraki and Dogara. He further added that Saraki and Dogara had privatised and personalised the Nigerian legislative arm of government which should not be the case. He said, “They have privatised and personalised the institution, and the reason we were elected to be there, had been relegated to the background. “This is very unfortunate, but I want Nigerians to know that the Senate had not been shut down by the Senators or members of House of Representatives. “The Senate was shut down by Saraki and Dogara and they should be held responsible for that.” The Senator while expressing sadness that the Senate was yet to reconvene, stressed that the Senate must move on without Saraki. He, however, said that he had made concerted efforts to see how the Senate could reconvene, especially to consider about five matters of national importance, but without success. According to him, the matters
were abandoned by the National Assembly before it proceeded on the long recess. “We tried everything to get the Senate President or the leadership to reconvene the Senate, but that had not been successful,” the lawmaker added. Commenting on the recent registration of 23 more political parties by the Independent National Electoral Commission (INEC), Ndume said, “It is the immaturity in our democracy that led to the volume of parties we have. If our democracy is getting matured, it will shave the parties to a point where we will have may be two, three or four political parties. “I am an advocate of having less than five political parties, because some of these parties are not parties actually,” He noted that some of the political parties did not have offices in Abuja and the 36 states of the federation as required by law. Ndume said, “I do not know what happened to the law, and because the law that set up INEC clearly defined the procedure for forming a political party. “The law says you must have office in each of the 774 Local Government and office in all state capitals, including the Federal Capital Territory (FCT).” He noted that such office according to the law, must meet certain standard. The News Agency of Nigeria(NAN) reports that the recent registration of 23 more political parties by INEC had brought the total number of parties in the country to 91. Ndume also disclosed that Saraki has no justification to retain the seat of Senate President, since he has defected to the opposition party. He said that Saraki should know that he was not supposed to retain the position of President of the Senate, saying that he could not “eat his cake and have it’. According to Ndume, Saraki has lost all rights to retain the
seat since he had defected to the Peoples Democratic Party (PDP). He said the only thing that could save Saraki from being impeached and remain as President of the Senate, was a vote of confidence from his colleagues. “I think that is the only thing he can do may be; he did that before, let him try it; let him call for vote of confidence from us, his colleagues. “I assure you that he will not get the majority, “Ndume said, adding that he was disappointed in Saraki. He described the statement credited to some politicians that Saraki could only be impeached by two-thirds of members of the Senate , as not only wrong, but also a total misconception. The Senator stressed that since Saraki decided to leave the APC for the PDP, he should have left the position as he could not be in a minority party and be President of the Senate. Ndume recalled that as minority leader in the House of Representatives when he defected to PDP from the All Nigeria Peoples Party (ANPP), he resigned from the position without being asked to do so. He said it was natural that he left the position because he could not move from the minority to the majority and still be a minority leader. He said Saraki could therefore, not move from majority to minority and still be the President of the Senate. Ndume noted that there should only be one Senate President who is supposed to come from the majority political party, adding that it was an aberration and abnormal for someone in the minority to lead the majority. He said, “I am still thinking and hoping that Saraki will do the right thing and the right thing is for him to relinquish that position for the majority to preside.” NAN reports that Saraki while leaving the APC in July on his twitter handle, said: “I wish

The National Assembly has extended its annual recess by another two weeks and is now scheduled to resume plenary on October 9, instead of the earlier date of September 25. Clerk to the National Assembly, Sani Omolori announced the new resumption date in a statement made available on on Sunday. Omolori said in the statement that the postponement was necessitated by the conduct of party primaries by the various political parties to choose their candidates that would contest the 2019 general elections. Omolori said, “This is to inform all distinguished senators and honourable members that resumption of plenary session earlier scheduled for Tuesday, 25th September has been postponed to Tuesday 9th October due to the activities of the primaries of the
political parties. “All distinguished senators and honourable members are expected to resume plenary session by 10 am on the 9th of October. The new resumption date lays to rest the war of words between the ruling All Progressives Congress ( APC) and the main opposition Peoples Democratic Party (PDP) over the non-reconvening of the National Assembly to consider and approve the budget of the Independent National Electoral Commission (INEC) as proposed by President Muhammad Buhari before the legislature proceeded on its annual holidays. While the APC had accused the leadership of the assembly of plotting to sabotage the early preparations for the smooth conduct of the general elections by refusing to cut short its recess and reconvene to approve the INEC budget, the opposition on its part said the calls to reconvene the assembly by the APC was a ploy to enable the Presidency impeach
Senate President Bukola Saraki who had dumped the APC for the PDP. Apart from the consideration and approval of the budget of INEC, the National Assembly on resumption is also expected to consider the joint report of its committee on electoral and political matters on the fourth amendment of the Electoral Act following the non-assent of the amendment bill by the president. The tussle for the control of the leadership of the Senate and House of Representatives is another thorny issue that would preoccupy the lawmakers from the APC and the PDP with the defection of Speaker Yakubu Dogara from the APC to the PDP last week. The speaker’s defection though not unexpected means that the opposition party now controls the two chambers of the National Assembly, a situation the national leadership of the APC is finding difficult to accept.

The journey towards the DTT broadcasting, otherwise known as digital migration, started in Nigeria on June 17, 2006, after the country had signed international and regional agreement with ITU to conclude digital migration by June 17, 2012. In a bid to achieve the 2012 migration date, the Federal Government in 2007, approved the process, in 2008, inaugurated a Presidential Advisory Committee (PAC) on transition from analogue to digital broadcasting. The commission has continued to engage the various stakeholders including legislators, government officials, broadcasters, educational institutions, marketers and suppliers of broadcast equipment, and the international communities, among others on the success of the DSO. Meanwhile, when contacted, the Public Relations Manager, MultiChoice, Caroline Oghuma, said: “We are multi-national organisation and we abide by the rule. A’Ibom, APC’s gateway to capture S/South – Buhari Isaac Job, Uyo
President Muhammadu Buhari has disclosed that the All Progressive Congress (APC) intends to use Akwa Ibom state as a gateway to capture other South-South states for the party. Buhari on the other hand said the oil-rich region stands to benefit a lot from the APCled federal government if it stops playing opposition politics, adding that the region will gain in terms of social amenities. The President said this at the weekend in Uyo, the Akwa Ibom state capital during a special solidarity rally in his honour and the Managing Director of the Niger Delta Development Commission (NDDC) and APC
governorship hopeful, Dr. Nsima Ekere. Represented by his Senior Special Assistant on National Assembly Matters (Senate), Senator Ita Enang, Buhari noted that Akwa Ibom was at the forefront of entrenching the party into other states of the South-South. According to the President, he will do more for Akwa Ibom people. He added that in the South-South, the president is impressed with the solidarity in his honour. “Akwa Ibom shall be the launching ground. He added that with Ekere as governor of the state, Uyo shall be connected again. He noted that all those who had toiled for the state whether life or death shall be recognised by his government. The governorship aspirant, who expressed disappointment over the People’s Democratic Party campaign which he said tended to poison people minds against him, maintained that he will serve a single term if elected governor. He thanked the people of the state for the solidarity they have shown him, particularly the Akwa Ibom elders who bought the party’s governorship nomination form for him.

Enugu Airport safety: Gov Ugwuanyi orders relocation of TV mast Moses Oyediran, Enugu In keeping with its determination to ensure speedy intervention on the safety of the Akanu Ibiam International Airport, Enugu, by the federal government, Enugu State Government has approved the immediate relocation of the transmission mast of the Enugu State Broadcasting Service (ESBS) located at Ngwo, Enugu North Local Government Area. The state government also announced Wednesday, September 26, as the date for the inauguration of the recently constituted stakeholders’ committee saddled with the responsibility of resolving all issues around the expansion and upgrade of
the airport facilities. Briefing newsmen after the meeting of the State Executive Council (EXCO), the commissioner for information, Mr. Ogbuagu Anikwe disclosed that the relocation of the mast was in fulfilment of one of the requests made by the Ministry of Aviation as part of the measures to enhance the safety of the international airport. Mr. Anikwe, who stressed that “all hands must be on deck” to make sure that the airport was rehabilitated to standard, explained that the issue of obstruction by the mast was very dear to the state government, saying: “The Managing Director of ESBS has been summoned to return from his meeting in Abuja to start relocating the mast at Ngwo”. The information commissioner added that the action committee
that will be inaugurated next week would deal with other issues or encumbrances militating against the upgrade of the airport. Mr. Anikwe pointed out that Gov. Ugwuanyi has assured that the state government would carry out every other thing that the federal authorities require to upgrade the airport, “because it is not just the Enugu State government, but all the South East Governors have been united in their eagerness and support to ensure that the project is completed”. He also maintained that the state government places high premium on the safety and effective operation of the Enugu international airport because of its socio-economic and political benefits to the people of the South East geo-political zone.
A Cleric, Pastor Ademola Popoola has called on Nigerians to have faith in God’s ability to do the impossible in the country. Pastor Popoola made the call Sunday in his sermon delivered at the 52th anniversary of Queen Esther Band of Cherubim and Seraphim Movement Church Ilorin District Headquarters. The Cleric who spoke on “faith exploit” implored Nigerians to believe firmly in the ability of God to turn things around for better in the country especially in the political, economic, educational and physical aspects. He described faith as a violent storm that changes things positively calling on the people to believe in God. Stakeholders offer panacea for Niger Delta woes Memoye Oghu, Port Harcourt Stakeholders in the Niger Delta region have identified that the various problems plaguing the region were due to the long years of marginalization and that good governance was the only panacea to redress these ills. The stakeholders identified the problems and solutions at an event organised by Organisation for Global Healthier and Conflicts, an NGO in collaboration with the Niger Delta Development Commission (NDDC) on Thursday in Port Harcourt. The one day event brought together stakeholders including youths, women, traders and other interest groups in the region, to brainstorm on the theme, “Advocacy on Education for Good Governance and Peaceful Co-existence in the Niger Delta region.” One of the Speakers at the event, Prince Dimkpa Alikor Charles stated that for Niger Delta to have peaceful co-existence, the problems must be identified, stressing that the way forward is good governance.

Gibran Khalil literary works and posterity

At first, it could be mistaken for a pornographic studio. The walls are sculpted with assorted portraits of nudity, sensuous imageries, certain to trigger the testosterone, if not stoke the loins. With illumination made dim by a syncopation of delicately angled recess lights and the antique windows shaded by sparse curtains, the air around the four-floor covent hewn from ancient cave literally reeks of erotica this sunny afternoon. But this is no America’s Heff Hefna’s sybaritic lair; it is the lofty shrine, the museum sheltering not only the remains of Gibran Khalil Gibran (arguably one of Lebanon’s greatest philosophers ever), but also the cream of his paintings and literary oeuvres that redefined universal thought in the 20th century. Predictably, camera is forbidden. Unquestionably a commercial success long before death, Gibran is today regarded the next bestseller of all times after China’s Lao Tzu and Europe’s William Shakespeare, with his writings already translated into 108 languages and his prodigious paintings also displayed in museum in the United States and Mexico. If he spoke to the depth of the human condition, it was probably because of the crushing experiences he suffered at a tender age. Son of a father described as an alcoholic, he was led away at tender age of 12 from Lebanon by his strongwilled mother, Kamleh, in pursuit of a better life in Boston, United States. Only for him to lose his mother, sister and half-brother within fifteen months, seven years later. He would begin his artistic odyssey as a painter before becoming a writer and poet. What a million words could not describe he captured graphically with a few strokes of the brush. He died at age 48 in 1931 and had willed his body be flown from Boston and buried in the monastery he bought in his native Bsharri in the north of Lebanon. Inside the basement, a hidden projector telegraphs on the wall a rather haunting quotation from Gibran’s verses: “I am alive like you and I am beside you.” Further down is his simple bed and austere writing table. In another corner is a fireplace-like enclosure through which the iron casket bearing his embalmed body can be glimpsed. The curator, Joseph Geagea, would simplistically reply an inquisitive member of the mission from Nigeria (Fejiro Adesida) last Wednesday afternoon that the perceived obsession with nudity was only Gibran’s expression of a preference for intimacy with nature, if not a yearning to in fact break loose from sartorial captivity. Those naked may not be self-aware, Geagea added, but those in the nude are aware of their nakedness. Well, a broader appreciation of Gibran’s stated
naturalism would be a cry to man to walk the straight path: keep life simple, relationships true, promises real and the environment clean. Today, with his native Lebanon, West Asia region and the world at large roiling in a turmoil that is both ethical and political in texture, the words of the sage from Bsharri could indeed not be more prophetic. In combating the political establishment, he denounces “the nation that places wealth above values”. As for worship, he emphasizes spirituality above religiosity. No wonder a tension often simmered between him and the religious entrepreneurs of the era. Today, such values and virtues are, sadly, in greater deficit not only in Lebanon but the world over and the human condition increasingly gets desperate despite supposedly phenomenal leaps in knowledge and advance in technology. For instance, as we gathered for barbecue and drinks in the icily cold night on the Ceedar height penultimate Tuesday, one of the faculty members of the retreat, Professor Edward Alam, had to excuse himself abruptly from the gathering, following a distress call from home in Beirut. Israeli fighter jets were reported to be flying menacingly low above Alam’s penthouse apartment, apparently on yet another bombing mission to neighbouring Syria now reduced to utter rubble by the seven-year civil war sparked by the Arab Spring, inflicting one of the worst human tolls and refugee crises in human history. It is a frightening spectacle the children of a lesser military god trapped in West Asia have learnt to endure daily as “almighty” Israel strives to impose her supremacy in the region since her unilateral declaration of statehood in 1948. Worse still, in Lebanon, local politics remains poisoned today by ethnic suspicion. Oil and gas have for long been discovered in commercial quantity offshore of the country’s shelf of the Mediterranean Sea. But that resource cannot be explored yet for the benefit of the people because the politicians are unable to agree on the sharing formula of the expected fortune! Leaders of various religious faiths, in turn, prosper from spreading the message of hate and division. Religion is exploited to advance narrow political agenda. So, Professor Joseph Rahme is sure Gibran would today be turning in great pains in his tomb at the sorry turn of events. Interestingly, Rahme, an expert in World history and one of the key drivers of the yearly cultural conversation between Lebanon and Nigeria, is a relation of the legendary Gibran maternally. (The philosopher’s mother, Kamleh, belonged to the Rahme clan.) We see the ethical atrophy Gibran laments about the new world also finding expression in small bad social habits here. While criss-crossing
Lebanon in a caravan bus, we saw that in the road rage. We saw that in the recklessness of drivers unwilling to use seat belts or some texting furiously in slow-moving traffic, without fear of reprisal. In Nigeria, the roving FRSC operatives would almost certainly pounce on you. In many public spaces toured, we also saw selfishness in smokers freely puffing cigarette smoke, without regards for non-smokers. Lebanon is hardly immune to the corrosive influence of the social media culture and the attendant obsession with the ostentation and addiction to its enablers, either. It is an emerging universal malaise, by the way. For instance, at accident scene nowadays, we are now more inclined to approach those in distress with the cameras of our smart phones instead of helping hands, to feed the mostly callous curiosity of the waiting blogosphere. At home, precious family time is stolen as members are distracted by their i-Phones. So, slowly, the river of shared humanity is drying up. But so acute has the situation become in Lebanon that it formed the basis for a presentation at the Founder’s Day celebration at the prestigious Notre Dame University last Saturday with octogenarian President Michel Aoun seated. Targeted at the youth population, the new message is an urgent call for moderation to curb the danger increasingly posed to family values and social health. Since it has been identified as a youth affliction, it is felt that only the youth themselves can help the nation champion the crusade for caution. Needless to mention that even as the youths were being challenged with stirring words to rise to a new national call against social media abuse while the ceremony lasted in the university’s commodious auditorium, a military helicopter hovered overhead throughout, perhaps underscoring a greater sense of anxiety – if not insecurity – gripping the nation itself at large. In the midst of all this, there are a few who appear to find fulfillment in fidelity to the Gibran way, however. To Rahme, maintaining a strictly organic lifestyle is keeping faith with the memory of his great grand uncle. A scholar who has traversed the United States, Brussels, Paris, Instanbu, Cairo and London in his career, the balding scholar now prefers to live in the pristine Ceedar height where he was born, a great distance from the Notre Dame University where he works. He prides himself on eating home-made meals prepared from fresh produce harvested from the garden behind his bungalow home. To force family members into a situation they cannot but communicate, he banishes television from his Ceedar redoubt. However, there is one virtue generations of
Lebanese forever share with Gibran regardless of where they reside – never forgetting their cradle. It perhaps explains huge remittance of estimated $8b annually from those in Diaspora and a certain inclination to maintain a presence at home even while being physically absent. The big men would erect wonderous villas, even when they probably visit home only once in a blue moon. We see the universalism Gibran preaches in the naming space after the Nigerian nation and figures in Mizyara, a relatively more swanky community with even more stunning castles, built with fortune made largely in Nigeria. This is the ancestral home of the Chagourys, the Chidiacs in Nigeria. Driving past Gilbert Chagoury Boulevard, you see Nigeria Avenue, then Abuja street, then Lagos street, then Herbert Wigwe street. (Well, we never might be able to tell what new usuring trick the Access Bank czar taught the Lebanese businessmen.) It is the country of Habib Jafar, the promoter of the Nigeria-Lebanon conversation. Stunning Nisreen Kaj of half Lebanese, half Nigerian parentage regaled us with the tales behind the mammoth castles. Hostess Honoree Claris Eid was excellent. Not forgetting our devoted company, the hyperactive Rachid Rahme. Regardless of the scare by the flying Israeli bomber jets four days earlier, Alams would open the doors of his high-rise home in Beirut to us last Friday for a sumptuous dinner. As his beautiful wife walked in regally soon afterwards, it became easy to understand why the man with Kenny Rogers-beard had to abandon the seminary midway and surrender to wife’s insistence that the family relocated from the United States to their native Lebanon. While seated in the terrace, you savoured a stunning aerial view of the city at night. The affable scholar, with a romantic voice and more than passable command of the guitar, later treated us to rendition of classics by the likes of Carol King on his hand-made Spanish guitar. Of course, our own sweet-voiced “Mr. Shakomended” (Lanre Fakeye) swiftly “retaliated” with a newly composed potential chart-buster entitled “Ceedars”, inspired by our four-day immersion in the fabled ancient community hosting the biblical grove of prized trees. Guitar sound flowed from gifted Osamudiamen Ivbanikaro-Isaac and back-up voices by the troika of multi-lingual Norbert Olisakwe, Yinka Olatunbosun and Aseobong Larry-Ettah. While journalists Tayo Abodunrin and Kazeem Ugbodaga kept reportorial silence. Of course, novelist Razinatu Mohammed was the cheer-leader. Truly, Gibran is not dead; the echo of his deep words still surely haunts his beleaguered homeland today
Our victories in the Horn of Africa

Quite often, the news oozing out of Africa are those of booming guns, the rumblings of hunger, cries of children, sighs of adults and the forlorn look of the aged and, of course, an inept leadership that has turned the continent into the headquarters of human poverty. But the news in the last few days and weeks are also of African leaders putting on their thinking caps to bring peace, as a step towards greater unity and development. The icing on that cake was last Sunday’s “Agreement on Peace, Friendship and Comprehensive Cooperation Between the Federal Democratic Republic of Ethiopia and the State of Eritrea” in Jeddah, which brought to a final close, an armed conflict that began in 1961. We are also witnessing peace talks between Djibouti and Eritrea. Earlier on September 5, an historic tripartite meeting had taken place in Asmara attended by Ethiopian Prime Minister Abiy Ahmed, Somalian President Mohammed Abdullahi Farmaajo and Eritrean President Isaias Afwerki. A major significance of that meeting is that Eritrea and Somalia, who have had a decade old conflict over allegations that the former was supporting Islamist fighters in Somalia, talked peace. The United Nations, in accusing Eritrea of assisting Somalia terrorists, had in 2009 imposed economic sanctions and arms embargo on the country. Now, the Somalian president says that embargo should be lifted as this would promote, “economic integration in the Horn of Africa” The Horn of Africa is one of the continent’s most vulnerable points. Ethiopia is embroiled in bloody internal conflicts that have turned it into a vast land area of internally displaced persons. Eritrea was at war with Ethiopia from 1961 to 1991, losing 575,000 persons. A second war from 1998 to 2000 saw it lose
at least 19,000 fighters. Since then, it has been on war footing, maintaining 124,000 troops in the demilitarised zone and the border area with Ethiopia; a situation that has sapped its energy. These, coupled with the U.N.’s economic embargo and an alleged involvement in the Yemeni war, has turned the small country of five million people into one the world’s largest source of refugees. Somalia is a failed state that has had no effective government since the 1991 removal of Mohammed Siad Barre. Parts of it, like Somaliland, has declared unilateral independence, with the terrorist, Harakat alShabaab al-Mujahideen, better known as al Shabaab, controlling parts of the country and frequently attacking the capital, Mogadishu, while the United Arab Emirate is trying to seize some of its infrastructure like the ports. While tiny Djibouti is at peace, its waters are infested with foreign military bases owned by the United States, China, Japan, France and Italy, making it a virtual hostage to international military rivalries. It therefore makes common sense for the four countries to pursue peace, rather than be at war. A major figure in the Horn of Africa peace process is the youthful Ethiopian leader, 42-year old Abiy Ahmed who faces serious political challenges at home. He became a child soldier at 15, fighting in the ranks of the Oromo Peoples’ Democratic Organisation against the Ethiopian military regime headed by Mengistu Haile Mariam. With the defeat of the latter, he became part of the new Ethiopian Army, attaining the rank of Lieutenant Colonel in its Intelligence and Signals Corps. He also bagged a PhD in Conflict Studies, and was in 2015, appointed minister of science and technology. There were serious protests, mainly from his Oromo ethnic group, who constitute
the majority nationality in the country. The protesters, amongst other demands, wanted the equality of all nationalities and the right to self-determination. After three years of bloody repression, then prime minister, Hailemariam Desalegn, resigned on February 15, 2018. On April 2, Aby Ahmed became prime minister. Within weeks, he set free some 10,000 political prisoners, including some on death row who had been convicted for allegedly being terrorists. He also wants to review the country’s Ethnic Federation law, which is potentially explosive. Ahmed had fought in the 1998-2000 Ethiopia-Eritrea War, in which over 50,000 Ethiopian soldiers were killed. As prime minister, he promised to end the conflict with Eritrea. Three months after he became Ethiopian leader, he flew to Asmara for direct talks with the leadership. At the July 8, 2018 meeting with Eritrean President Afwerki, he accepted the 2000 Algiers Agreement, which gave the disputed lands between the two countries, including the symbolic village of Badme, to Eritrea. The next day, both leaders signed a joint “Declaration of Peace and Friendship.” The Ethiopian leader said after the Declaration: “”We have tried war and found it useless… There is no longer a border between Eritrea and Ethiopia, because a bridge of love has destroyed it.” It was this Declaration that led to Sunday’s Agreement. Both countries, which pledged to respect each other’s independence, sovereignty and territorial integrity, said they were engaging in the peace process in order to achieve lasting peace and cement their historical ties; to establish comprehensive cooperation on the basis of complementarity and synergy and to contribute actively to regional and global peace and security.
The Seven-Point Agreement declares that: “The state of war between the two countries has ended and a new era of peace, friendship and comprehensive cooperation has started.” This formally brought the 56-year conflict to an end. It also provided that: “The two countries will combat terrorism as well as trafficking in people, arms and drugs in accordance with international covenants and conventions.” This is significant, given the allegations that while Ethiopian soldiers are battling the terrorists in Somalia, Eritrea was providing the terrorists support. Perhaps the country that stands to gain most in the peace process in the Horn is Eritrea. It has immediately restored air and telephone links with Ethiopia and may see its ports used once again by Ethiopia. It also has the opportunity to free most of its youth undergoing compulsory military service, so they can embark on productive and development activities. Eritrea may also have the crippling U.N. embargo lifted, while being at peace with its neigbours. Already, it has rejoined the regional Inter-Governmental Authority on Development (IGAD). Long suffering Eritrea, an ancient African kingdom, has virtually not known peace since Italy colonised it 128 years ago. The British seized it from the Italians in 1942 during the Second World War. Ten years later, the U.N. took Eritrea from the British, but rather than grant it independence, handed it to neigbouring Ethiopia as a Trust Colony. On September 11, 1952, Emperor Haile Selassie of Ethiopia signed the EritreaEthiopia Federation Act, which brought it under Ethiopian control. The new peace moves and accords in the Horn of Africa, is a remarkable victory for our continent; it shows that there can be an African solution to our challenges.

Owing to the refusal of the civilian wing of the political class to demilitarise the polity there has been unsettled debate over the primacy of national security over the rule of law. Majority of political office holders in the country are not committed to the observance of the rule of law. In place of the rule of law the political system has enthroned the rule of might or rule of rulers. The debate over the clash between the rule of law and national security has been reopened by President Muhammadu Buhari at this conference when he enjoined Nigerian lawyers and judges to realize that national security takes precedence over national security. A few days before then, the President had threatened to jail looters who had sabotaged the security of the nation by diverting huge funds earmarked for the development of the country. It is implied in the presidential declaration that the alleged looters cannot be jailed without a trial conducted in criminal courts under the rule of law. In striking a balance between national security and rule of law in a democratic setting I intend to review physical security, social security, human rights, the management of national security by security agencies and the subversion of national security by the government. Since State security is often confused with government security it is germane to explain the two concepts. I shall conclude by making a case for the enforcement of the socioeconomic rights of the masses as our country cannot have national security without social security. Second, a balance must be struck between the short term and the long term, and between the interest of the individual and the interest of the community. Electoral politics put pressure on governments to respond quickly to the needs of voters. Nobel laureate Dr. Amartya Sen pointed out that famines in India have become a phenomenon of the colonial past because Indian politicians today know they would be thrown out of office if they did not respond quickly to food shortage. All this is good but the problem with electoral politics is that the time horizon of political leaders shortens and pandering to the demands of special interest groups may be unavoidable. Larger and longer term considerations are often set aside as politician concentrate on winning the next elections. A democratic system which creates a good balance between the short term and the long term, and between the individual and the community, will be better able to achieve respect for human rights and security. Third, we must protect the rights of minority groups. No country on earth is homogeneous. Nigeria must be very sensitive to the protection of minority rights. Democracy is therefore a means to achieve better governance, never an end in itself. What is important is to put human beings living in communities at the heart of women, children, physically challenged persons and other vulnerable groups in the society. The word ‘demos’ referring to people has as its specific context of people living in community. We associate counting votes with democracy but there are so many ways to structure a voting system which can lead to very different outcomes. Democracy should always be
structured to facilitate good governance, never to make it harder. However, as the global environment changes, as technology changes, our system has to evolve in tandem. For example, with the growing number of Nigerians living overseas, we must find ways to enfranchise them. Maintaining a sense of belonging to a larger Nigerian community is essential. Without voters feeling a sense of commitment to one another, a democratic system cannot work well. In summary, the Nigerian government must comply fully with its national and international legal obligations to uphold human rights in all its actions so as to ensure security through the crucial protection of human rights and the rule of law. The government must demonstrate the commitment in deed and not merely in words to respect the rights and freedoms of citizens and to promote human rights. It is absolutely important that any measures limiting human rights are in compliance with international law. The government should re-commit itself to the achievement of the Millennium Development Goals as a means of addressing underdevelopment and preventing the marginalization of many in the country. There is also the need for a strong and effective mechanism whether within the National Assembly or civil society to oversee executive action, including when they vote on the budget and monitor its implementation, to ensure that a balance is struck between national security, human security and individual freedoms, and to avert any threats to democracy. National security must be reduced to its absolute minimum — what I call a democratic conception of national security. The use of extraordinary measures in the name of national security for any other purpose should therefore be discouraged. Nigeria’s national security institutions must be effectively regulated and made accountable. The government must adopt broad-ranging measures geared to develop an effective institution with an appropriate organizational culture for a democratic society as well as the direct and mandatory involvement of the National Assembly in after-the-fact review. In the final analysis, it is essential to place further legal limitations on government’s use of special national security measures. For several years after independence the central pillar of Nigerian national security was the safeguarding of the “sovereign, independence and territorial integrity of the State”. A former Inspector-General of Police once stated that “national security entails the measures, facilities and systems put in place by a nation to secure its citizens and resources from danger and the risk of infiltration, sabotage, subversion or theft etc.” But to a group of civil society organizations the term ‘national security’ implies “the absence of threat to life, property and socio-economic wellbeing of the people”. The latter view tallies with Section 14(2)(b) of the 1999 Constitution which states that “the security and welfare of the people shall be the primary purpose of government; and the participation by the people in their government shall be ensured in accordance with the provisions of this Constitution”
OUR POSITION Senate as retirement home of ex-governors
T
hat the Nigerian political space is fraught with all manner of challenges is not debatable. It is one area where the lily-livered dare not thread, in fact, the Nigerian political arena is one place where even angels fear to tread. But despite the dangers believed to be inherent in it, one noticeable trend is that those who are bold enough to step into it hardly want to relinquish the space for others to try their luck, rather they keep moving from one office to the other in the name of ‘my people want me to serve them in this capacity’. One of those groups of people who when they grab political powers will not want to relinquish it, but rather do whatever it takes to remain within the corridors of power are those who have served or are serving as governors in their various states. Today, one trend that has become synonymous with Nigeria is that its Senate has become the retirement home of ex-governors. Though they are today not yet in the majority because of the level of our political development, if the present trend continues in the next few years, former governors will form the majority in the nation’s upper legislative chamber. Though the law of the land gives any eligible Nigeria the right to aspire to any political office of their choice, the concern of many political watchers is that these ex-governors are now involving all manner of tactics, including threats, intimidation and even horse trading to ensure that they out do whoever occupies the senatorial seat of their interest and take over the position. As at the last count, the Senate is occupied by former governors and former deputy governors in excess of 20 among the 109 senior lawmakers and the number is likely to increase after the 2019 election, as many governors and ex-governors are already warming up to contest the senatorial seats, while none of those currently occupying the positions are willing to give up their hold on the seats. As a matter of fact, former governors now serving as senators, but are aspiring for the presidency also bought senatorial forms to ensure that if they don’t get the presidential tickets of their party, nobody will dislodge them from their seats in the Senate. Senators who once served as governors include Bukola Saraki of Kwara, Rabiu Musa Kwankwaso of Kano, Kabiru Gaya of Kano, Godswill Akpabio of Akwa Ibom, Theodore Orji of Abia, Abdullahi Adamu of Nasarawa, Sam Egwu of Ebonyi, Shaaba Lafiagi of Kwara, Joshua Dariye of Plateau, who is currently serving jail term for corruptly enriching himself while holding the office of governor, yet he is reported to have still bought senatorial form from prison, believing that any form of miracle is still possible. Others are Jonah Jang of Plateau, Aliyu Magatakarda Wamakko of Sokoto, Ahmed Sani Yarima of Zamfara, Danjuma Goje of Gombe, Bukar Abba Ibrahim of Yobe, Adamu Aliero of Kebbi, George Akume of Benue and Isiaka Adeleke of Osun, who later died in office and was replaced by his brother, Ademola Adeleke, who himself also wants to be governor of Osun State and is in fact, leading in the inconclusive election in the state. Former deputy governors who are in the Senate are Mrs Biodun Olujimi of Ekiti and Enyinnaya Abaribe of Abia, while Danladi Abubakar Sani once served as acting governor of Taraba State. Serving governors who have already declared their intention to go to the Senate after their tenure include Ibikunle Amosun of Ogun State, Abiola Ajimobi of Oyo State, both of who are former senators. The list
also includes Rochas Okorocha of Imo State, among others yet to declare their intentions. Other former governors who want to go to the Senate include Dr. Emmanuel Uduaghan, Delta State and Orji Uzor Kalu of Abia State among others. The question on the lips of many Nigerians is what is the motivation for the Senate for former governors? Can they sincerely say they are motivated by service, when they had eight years to serve a whole state with executive powers, yet many of them failed, what service will they now be providing for a section of the state that they didn’t have the opportunity of providing while serving as governors? Are they motivated by greed, after having the opportunity to use the resources of an entire state with security votes that runs into billions of Naira and pension to last them a life time, yet they are not satisfied. Or is it just to remain politically relevant, when they could begin to play the role of godfathers in their states and use the resources at their disposal to silence every opposition. Sincerely, there must be something about power that holds one glued to it and never letting go. However, it must be said that the Senate of any country, as the highest lawmaking body of the nation, should be occupied by people of proven character who have achieved success or are achieving success for themselves legitimately and have something to offer the nation and not for opportunists, greedy politicians whose only claim to power is that they were once governors, a position that many of them attained by dubious and devious means. We are of the opinion that is the time for Nigerians of goodwill to rise and say enough to these ex-governors who are determined to hold the people hostage in perpetuity.

Group advocates special recognition Short News Kogi LG workers now to receive 54% salary for women in 2019 budget Yakubu Salisu, Kano A Non-Governmental Organization (NGO), Women Peace and Security Network, (WPS-Network) has called for special recognition for women in Kano state while planning the 2019 state budget. The Group made the call on Sunday during a town hall meeting for women’s impute to 2019 budget which took place at Ni’ma Guest Palace, Kano. Chairperson, WPSN, Hadiza Bala Fagge, said, the call became pertinent considering the fact that, women who contribute tremendously during elections and who also are in the majority in every society, are been relegated to the background when it comes to issues of governance. According to her, there is the need for the government of the state to accord special priority to the needs of the women such as the provision of standard healthcare facilities across the 44 LGAs of the state which will further reduce the rate
of maternal deaths in the state, provision of social amenities, drugs for pregnant women, girl-child education among other needs rather than the conventional empowerment programs which only few women benefit from. “We are gathered here today in this town hall meeting with these women from the 44 LGAs of the state to discuss issues that concerns their lives. These issues ordinarily, should be captured in every budget allocations which we observed that things are not been properly implemented. We are advocating that the needs of the women be reflected in the budget and not only that, but we want to see to it that, every amount of money allocated for such purpose is fully used for what it’s meant for” Hadiza said, although, the project which started in 2018 did not record much achievements in the previous budget, but that the group would not relent in doing it’s possible best to see that, the government realize the importance of women in the society and the need to cater
for their basic needs expected from the part of the government. However, she expressed displeasure over the absence of government officials from the state’s ministry of budget as well as representative of the state’s commissioner of women affairs and social development, who had earlier notified them of her inability to attend the meeting but promised to send in someone in her place. “I can’t explain what went wrong, all the government officials expected at this town hall meeting ended up not coming. Those in authority must understand that they are there to serve the masses, we expected them to be here to address these women from our grassroots but unfortunately, they disappointed us without any excuse” She further stated that, the programme is gradually gaining acceptance as other neighbouring states have adopted the idea through which, women can now have a say in the affairs of governance as it affects their lives and the society at large.
Local Government workers in Kogi State have applauded the state government for its decision to increase their monthly percentage salary from 30 per cent to 54 per cent with effect from this month. The state chapters of the Medical and Health Workers Union of Nigeria (MHWUN), Nigeria Union of Teachers (NUT) and the Nigeria Union of Local Government Employees (NULGE) gave the commendation in a statement in Lokoja on Sunday. It said that the decision to raise the bar was commendable and urged the government to take cognizance of the percentages of salary yet to be paid. The statement signed by Mr Onu Edoka, Mr Tade Adeyemi and Mr Thomas Ayodele, state Chairmen of MHWUN, NULGE and NUT respectively urged the government to continue this gesture until 100 per cent salary payment is regularised.

2019: PDP screens Govs Ugwuanyi, Umahi, Ikpeazu, others Moses Oyediran, Enugu The People’s Democratic Party (PDP) has screened its three governors in the south east and seven others from Imo state ahead of its forthcoming governorship primaries. The Governors who were screened at the zonal headquarters of the party in Enugu at the weekend by the governorship screening committee assigned from the national secretariat included Ifeanyi Ugwuanyi, David Umahi and Okezie Ikpeazu, Enugu, Ebonyi and Abia states respectively. The screening exercise which was orderly and peaceful was conducted amidst tight security as the three governors in turns took a bow
before the Harry Nwoko’s led 3-man committee while the seven other aspirants who were from Imo state had a rigorous exercise. Some of the seven jostling for the guber seat were asked to tender originals of their credentials and other relevant documents including discharge or National Youth Service Corps (NYSC) exemption certificate. Addressing newsmen shortly at the end of the screening Chairman of the Committee, Chief Nwoko assured the aspirants of a level playing ground saying that they would do their best to be fair to all aspirants. He said: “We will be fair as we are not here to witch-hunt anybody. We are lucky that we have good working governors.
He stated that the incumbent governors were asked to take a bow based on the fact that the committee had gone through the soft copies of their credentials earlier. “We will try our best to conduct the screening. We are privileged to be here to screen all governorship aspirants in our party. We are here to serve you and serve the party. Also speaking, the South East- PDP Zonal Chairman, Chief Augustine Umahi said they were ready for the screening exercise urging his colleagues to be orderly. The National Association of Nigerian Students (NANS) on Sunday congratulated the Nigeria-born boxer, Anthony Joshua, on his victory over the Russian Alexander Povetkin to retain his World Heavyweight titles. The NANS’ congratulatory message was contained in a statement titled: “Inspiration for All Nigerian Youths’’, signed by its National Public Relations Officer, Bestman Okereafo in Enugu. Joshua had on Saturday night defeated Povetkin through a Technical Knock Out (TKO) in the seventh round of the fight at the 80,000-capacity Wembley Stadium, London. With the victory, Joshua thus retained his WBA, IBF, WBO and IBO world heavyweight championship belts. The association attributed the victory to hard work and consistency, adding that Joshua remains a big source of inspiration to other Nigerian youths.
Group demands revision of bio -safety laws Titus Akhigbe, Benin-City Director of the Ecological Think Tank, Health of Mother Health Foundation (HOMEF), Reverend Nnimmo Bassey, has demanded for “a radical revision of the National Biosafety Management Agency (NBMA) Act 2015 and the installation of a neutral Bio-safety Regulatory Agency that is totally different from the extremely pro-GMO one currently in place.” Reverend Bassey made the demand at a Farmers’ Dialogue on promoting Bio-safety in Nigeria held in Benin City last weekend. He stated that scare tactics of ever-growing population has been used as an excuse to force the diversion of public funds into private industrial agriculture as well as the introduction of genetically engineered crops into Africa and other parts of the world. Reverend Bassey stressed that dialogue spaces provide platforms for examining the quality of seeds available to farmers and the special threats posed by opening of the flood gates to genetically engineered crops to Nigeria.

World economic recession: Jimoh Ibrahim alerts FG, calls for MDAs merger Tom Okpe, Abuja
Ahead of the acclaimed world economic recession, a business magnet, Jimoh Ibrahim, has cautioned Nigerian Government to prepare for the reported economic world recession, saying if the people likes or not, it will come to pass before December this year. It is going to happen before the end of December and this recession has a very interesting phase; the phase of massive failure of government. “In the last recession in 2008, many companies went down, G-electronic, fourth foundation, Leman Brothers and so on, but this time around it is going to be both government and company that will collapse. So, the recession is coming, it is unavoidable. America’s balance sheet is having a deficit of about a trillion in import and China is growing heavily and China is also coming to Africa with money”, he said. When asked on what the government can do to prepare for the
said recession, Ibrahim said: “Well, preparation in Nigeria depends on the system which is not just about the President. We have been having corruption fight but we have to take the fight to the Ministries because a lot of corruption happens in this area. “The real point for Nigerian context is what do you do with your abandoned projects? Are you going to borrow money to commence another abandoned project? So if you have a great number of 11,000 abandoned projects so there is a huge pop for anybody who is in government to work because even if you have no time table of your own you pick these abandoned project and you complete them once you do that unemployed will disappear, inflation will go down and then what happens your matrix will begin to go up like GDP to foreign reserve, GDP to revenue and current account balances.

Vote buying was minimal in Osun poll, says Nigeria Civil Society The Nigeria Civil Society (NCS) says incidents of vote buying during the Sept. 22 Osun governorship election was minimal. The Coordinator of the group, Mr Clement Nwanko, said this on Sunday in Osogbo while addressing Journalists on its findings and observations during the poll. Nwanko said announcement by the Independent Electoral Commission (INEC) and law enforcement officials to arrest vote buyer suspects and charge them to court helped significantly in reducing the malpractice. “As with recent INEC conducted governorship elections, incidents of vote buying reoccurred in the Osun state elections, even if at a reduced and less brazen manner. “Incidents now seem subtler with the announcement by INEC and law enforcement officials that suspects would be arrested and charged to court,” he said.

dislodged some people in Ogbaru Local Government Area (LGA). The governor after a 3-hour assessment on September 19 described the situation as a `National disaster’. The massive flooding submerged many communities, forcing residents to relocate to temporary accommodations at some holding centres. The flooding also destroyed farmlands and in many cases forced the farmers to prematurely harvest their crops. The Governor, who flustered, had appealed to many within the flood plains to vacate to the holding centres, where temporary accommodations had been setup to receive them. He enjoined them to judiciously use relief materials being provided by the State Emergency Management Agency (SEMA) for them. The materials include mattresses, blankets, mats, buckets and food. Obiano expressed his government’s readiness to assist in providing more relief materials, especially food, medicare, medical supplies, electricity supply, portable water and
toiletries to victims. The governor also urged the Ogbaru Police Division to ensure that they maintain all-round security around the victims, where they were being sheltered. The Transition Committee Chairman, Mr. Arinzechukwu Awogu, commended the government for timely intervention by providing relief materials, which he noted were highly appreciated by the people of Ogbaru. Former Speaker Anambra State House of Assembly, Chinwe Clara Nwaebili thanked Governor Obiano on behalf of her community and the entire Ogbaru communities. She enjoined the beneficiaries to use the materials wisely. 2019: Zoning of political offices causing stir in Obiano’s constituency ZONING of political offices is causing a stir among communities in Anambra East, (Constituency of Governor Willie Obiano), with the people of Igbariam insisting on producing the next member to represent the area in the state House of Assembly. The traditional ruler of Igbariam, Igwe Kelly Nneli, insisted during his annual New Yam festival that it was the turn of his community, adding that his people had already selected a notable politician in area, Chief Lawrence Anikpe, to contest the election on the platform of All Progressives Grand Alliance (APGA). Igwe Nneli introduced Anikpe to the people and assured them that he would represent them adequately if elected. Anikpe, in an interview at Igbariam, said that communities in the constituency had religiously followed the selection of their member in the legislature and hoped that the agreement would be kept by APGA during the forthcoming party primary. He said: “We have six communities in Anambra East constituency. Hon O.C Chinwuba from Aguleri represented us from 2003-2007; Mike Obiodu from Nsugbe and Joe Isiagu from Umuleri had also been there at various times, while Obinna Emeka has been there since 2011. “Because of the understanding the governor had with members of the state House of Assembly in 2011, he stayed for another four years, which will end in 2019. “It is therefore the turn of Igbariam and our people have decided that I should represent them. How 2019 uncertainty, high inflation may force MPC decisions Motolani Oseni As the Monetary Policy Committee (MPC) of the Central Bank of Nigeria (CBN) would be meeting between Monday 24 and Tuesday 25, September, 2018 in Abuja, economic experts have said that the committee may likely keep rates unchanged, due to acceleration in inflation and uncertainty surrounding the 2019 general elections. The MPC has been holding the Monetary Policy Rate (MPR) at 14 per cent since July 2016, when inflation was over 18 per cent. Although inflation rate had decelerated to slightly above 11 per cent, the MPC has stuck to its guns in maintain tight monetary policy. However, with inflation trending upward to 11.23 per cent in August from 11.14 per cent, after 18 consecutive declines and the country’s economy growing at a slower pace to 1.5 per cent in the first half of the year from 1.95 per cent in the first quarter, the Central is in a dilemma between stimulating growth and battling inflation. The situation is further worsened by the ongoing election spending, which will increase money supply and cause
inflation to further spiral. Prof. Joseph Ajibola, former President, Chartered Institute of Banking of Nigeria (CIBN), said, “Status quo would be maintained. Inflation is rising, hence not time for downward review of rates. Unemployment is still high; oil prices and foreign exchange reserves are moderately down. All these reflect uncertainties and instability in the macro environment, hence not time to review the CBN mandatory rates downward. A wait and see attitude is likely to guide the decisions of the MPC Next Week.” According to Chukwu, Managing Director, Cowry Asset Management Ltd., the MPC would in its next meet focus more on tackling the mounting pressure on the local currency due to massive capital flight propelled by uncertainty over the forthcoming general election. “Nothing is happening economically, focus has shifted to politics”, he noted. Another issue that would dominate the MPC meeting is the equity market, which has lost -14.97 per cent in the last six months, after posting 42.3 per cent in 2017. The underperformance of the bourse traceable
to foreign investors’ decision to dump emerging markets due to rising yields in the US market as they anticipate the Federal Reserve Bank to further hike interest rate in its next meeting. The Nigerian Stock Market has been dominated by bears, and it reversed the uptrend it had on Thursday as it shed -2.17 per cent to close at 35446.47 points. “I’m of the opinion that political pressure will influence their deliberation rather than economic logic. The committee will likely play it safe and leave most of the monetary policy tools unchanged. With the recent danger of our economy sliding back into recession; the high debt levels incurred by states; the high rate of unemployment, especially amongst youths, the rising drbt level, and the dwindling foreign reserves, I believe they should come up with a policy position to put a strong check on inflationary political spending, by raising the MPR rate between 20 to 25 basis points. Unfortunately, this will hurt the employment,” posited Prof. Leo Ukpong, Dean, School of Business, University of Uyo. “Would you expect any changes with

The CBN has been aggressively defending the Naira injecting several billions of dollars into the country’s foreign exchange market. FSDH Research believes the most appropriate monetary policy decision under the current economic and financial market situation is to hold policy rates at the current levels. It mentioned that although there are some arguments to increase rates, the need to provide necessary incentives for the Nigerian economy to achieve inclusive growth negates an option of a rate increase. At its meeting in July 2018, the MPC maintained the Monetary Policy Rate (MPR) at 14 per cent, with the asymmetric corridor at +200 and -500 basis points around the MPR; it retained the Cash Reserve Ratio (CRR) and Liquidity Ratio (LR) at 22.50 per cent and 30 per cent respectively. It also announced measures to provide cheaper funding for some critical sectors of the economy to boost economic activities.
Tax evasion: FIRS rakes N13bn in 3 weeks from billionaires defaulters Mathew Dadiya The Federal Inland Revenue Service (FIRS) has generated a whopping N12.66 in tax revenue, few weeks after it commenced its substitution of the bank accounts of High Networth billionaire tax defaulters. Executive Chairman, FIRS, Tunde Fowler, disclosed this at the weekend when he received the new Minister of Finance, Hajia Zainab Ahmed during an unscheduled visit to agency’s headquarters in Abuja. Fowler said, “about a month ago, the FIRS commenced substitution of the bank accounts of High Networth billionaire tax defaulters.” Fowler told the minister that the initiative has pooled about N12. 66 billion into the government coffers. “FIRS wrote to all commercial banks in May 2018, requesting for a list of Companies, Partnerships, and Enterprises with a banking turnover of N1 billion and above. This activity
is aimed at ascertaining those companies that are compliant with the Tax Laws and those that are not compliant. So far, non-compliant organization have paid about N12.66bn “The FIRS will continue to implement initiatives that will drive compliance and generate revenue by continuous taxpayer enlightenment, implementation of the Auto VAT Collect in other sectors of the economy, simplification of the tax processes especially for small taxpayers, strengthening collaborations with other agencies such as CAC, States Boards of Internal Revenue, Ministry of Trade and Investment, Nigeria Customs Service,” Fowler said. The FIRS Chairman also told the minister that the Service realised the sum of N2.983 billion from payment on demand notices on property owners who are being assessed based on their turnover and that 653 of 2, 672 of such non-filers have started filing now. From enforcement, Fowler said FIRS has collected a total of N47.5 billion from
2016 till date and $32.8 million dollars, £5.9 pounds, netted N225 billion from audit and has collected more than N1 trillion above its January to August collection in 2017. He said that FIRS’ collection of N4.03 trillion in 2017 has 62.25 per cent as non-oil while oil is just 37.75 per cent. It was 64.99 in favour of non-oil in 2016 and 35.01 for oil. In 2018, the FIRS has done 54.56 per cent for nonoil and 45.44 per cent for oil receipts. Fowler added that Value Added Tax (VAT) receipt is on a steady increase. “So far in 2018, the FIRS has collected N773.49bn in eight months. “The above collected this year has already surpassed that of 2015 (N767.33bn) and is set to surpass 2016 (N828.19bn) and 2017 (N972.30bn) with four more collection months left in the year. “e-stamp duties collection is on a steady increase. So far in 2018, the FIRS has collected N10.10bn in eight months. “The above collected this year has already
surpassed that of 2017 (N10.9bn), 2016 (N5.6bn), and 2015 (N7.1bn)”, Fowler said. Responding, the new finance minister commended the agency for shoring-up the non-oil revenue. “The Ministry of Finance will continue to work collaboratively with FIRS to support all the efforts that you are doing. “And as much as possible, we should interface frequently. For us, the directive I have is to increase the tax revenue and that is the most important task ahead of all of us. “You have done well. And the reward for good work is more work,” she said. Hajia Ahmed urged the FIRS to “maintain the tempo” because literarily, the country depends on the work that FIRS does to shoreup the revenue collection to support the government. She encouraged government agencies to work together to fish out all corrupt persons in the country, stating that this is President Muhammadu Buhari’s directive.
The Bureau of Public Enterprises (BPE), has confirmed that the payment of entitlements estimated at N1.05 billion has been paid to the 408 active staff and retirees/ Next-of Kins (NOKs) of the defunct Power Holding Company of Nigeria (PHCN) who have been computed. The Head, Public Communications, BPE, Amina Othman in a statement said, the amount audited by the Office of the Accountant General of the Federation (OAGF) has will commenced payment in earnest. The Privatization agency had earlier expressed its delight in a statement issued on by its Director General, Mr. Alex Okoh that following the approval of the National Council on Privatisation (NCP), chaired by His Excellency, Professor Yemi Osibanjo, the implementation is leading to the resolution of. “this outstanding labour issue in the power sector privatization”. Okoh also reiterated the fact “the current milestone in the resolution and settlement of the outstanding labour liabilities became possible after the Bureau on March 27, 2018 constituted a Technical Working Group (TWG) comprising the OAGF, PENCOM, NELMCO, NUEE, and SSAEAC & NUP which worked assiduously culminating in a meeting between the DG of BPE and the OAGF on August 1, 2018 to finalize the payment process.” It would be recalled according to the official statement “that prior to now, the Bureau of Public Enterprises (BPE) through the OAGF had paid 47,041 out of the 47,913 active staff of the defunct PHCN in 35 batches and 2,962 out of the 4,423 retirement and death benefits to the beneficiaries in 14 batches.” “This is in line with the mandate of the BPE to ensure that labour issues in privatization are adequately addressed and resolved. However, given the fact that not all the active staff and retirees/NOKs of the defunct PHCN were verified, the National Council on Privatisation (NCP) at its meeting of April 16, 2015, directed the Bureau to continue with the process of verification and payment of outstanding cases until a final resolution was achieved.”

Esan South East LG boss, visits IDP camp of flood victims, assures of govt assistance The Chairman of Esan South East Local Government Area of Edo State, Mr. Victor Emuakhagbon, has paid a visit to the temporary camp of Internally Displaced Persons (IDP), in Ubiaja the council headquarters where displaced persons from flood in Ifeku Island are presently accommodated. Emuakhagbon who was accompanied by the Vice- Chairman, Mr. Innocent Onowalen, top council officials and members of the legislative arm, assured the affected people of continued government assistance even as he felicitate with the people over the arrival of a baby boy that was delivered within the camp. Guber aspirant empowers youths with skills in Lagos The Taraba Progressive Movement, a group in the All Progressive Congress (APC) has called on the screening committee of the party in the North East not to clear any aspirant having corruption case with the EFCC, linked with the infamous 2015 arms deal. The group specifically called on the leadership of the party and President Muhammadu Buhari to stop Alhaji Sani Abubakar Danlandi who is currently an aide of the Senate President, Bukola Saraki, and a former Minister under Goodluck Jonathan, Joel Ikenya from participating in the party’s primary election. The group in a statement signed by its Coordinator, Muhammad Umar warned that the party should not risk out its ticket to personalities with dented records, particularly people who had stolen the collective wealth of the people. “Sani Danlandi as the former acting governor of Taraba State and Ikenya as a former Minister both of them allegedly received billions of naira from Dansuki to coordinate the campaign of the PDP in 2015 and are
currently being investigated by the EFCC.” Umar said members of the APC are worried that if any of these aspirants emerged the party’s candidate it will rubbish its chances of winning the election at the general poll. “It’s a general belief that these two aspirants are only interested in the party’s ticket to stop their case with EFCC not really on winning the election. “One of the cardinal focus of the APC is to fight corruption, giving our tickets to people with pending EFCC cases will rubbish President Buhari’s anti corruption crusade and a ridicule of EFCC efforts to bring culprits to justice. The group also wondered what will be the fate of the party if a candidate with a pending court case is eventually convicted before the general election. Should the PDP go for Dankwambo? Bonaventure Melah If what we are hearing currently is true, that many leaders and other strategic stakeholders of the Peoples Democratic Party (PDP) are narrowing down their choice of presidential candidate for the 2019 Presidential election to the Governor of Gombe State, Alhaji Ibrahim Dankwambo, the reasons for their preference of him may not be far from the following factors: 1. Education and quality leadership training Alhaji Ibrahim Hassan Dankwambo, the Talban Gombe is a well educated and highly accomplished technocrat. He is the most educated among all the aspirants seeking to contest the President’s office from across all the serious political parties for the 2019 race. Dankwambo is an accountant, banker and financial administrator before becoming a politician. He holds a degree in Accounting from Ahmadu Bello University Zaria, a Masters Degree in Economics from University of Lagos and Post Graduate Diploma in Computer Science from Delta State University, Abraka, Delta State before proceeding to Igbinedion University where he obtained a Doctor of Philosophy Degree (PhD). The Gombe State Governor has trained at some of the most prestigious financial and leadership institutions in the world among which are Harvard University-on Global Financial Systems (Crisis, Prospects and Solutions); Duke University DCID, Durban on Budgeting and Finance Management programmes; Stanford University, Stanford Business School for Financial Management Programme; Crown Agents Management Development Centre United Kingdom for Financial Management and Development Projects; University of Cape Town South and Duke University Centre for International Development (Management of Foreign Aides) and West African Institute of Financial and Economic Management, Ghana, specialising in External Debt and Reserves Management.
Executive Governor, Gombe State, His Excellency, Ibrahim Hassan Dankwambo 2. Accountability and Transparent Service Record Although he has served in different capacities both at private and public institutions, Dankwambo still maintains the best service records of accountability, transparency and high level of morality and decency. In spite of occupying different positions where he took major financial decisions, no one has accused Dankwambo of stealing or misappropriating public funds. He started his career at the Coopers and Lybrand International (Chartered Accountants) which is now the famous PricewaterhouseCoopers (PwC) and later joined the Central Bank of Nigeria (CBN) from where his state government identified and invited him to serve as Accountant General of Gombe State and later appointed as Accountant General of the Federation where he served two presidents Olusegun Obasanjo and Umaru Musa Yar’Adua in that capacity
before resigning to contest the 2011 governorship election with a sound victory that made him the Governor of Gombe State. It is on records that Dankwambo was the only governor that survived the 2015 political tsunami that swept all PDP governors in the North from their seats. He has also resisted all attempts to persuade him to leave the Peoples Democratic Party. 3. Age: At 56 Dankwambo is one of the youngest among all the contenders for the PDP presidential flag. Most of the other aspirants are either in their 60s or 70s which makes Dankwambo a youth friendly candidate. As Governor, he has demonstrated in practical terms that youths are very critical partners and stakeholders in nation building by initiating and executing several youth-focused policies and programmes as well as appointing many young people as commissioners, advisers and assistants.

Versatility and National Outlook Maybe because of the many schools he attended as well as his working experience which has made him see and interact with many people from across many part of Nigeria and the world, Dankwambo is said to be very accommodating of others, irrespective of their ethnic and religious backgrounds or leaning. Some have described him as the most detribalised leader Nigeria would ever have if he eventually becomes President, which they say is very necessary for the country to dig out its best eleven to unleash their innate potentialities to rescue Nigeria from its current sorry state in terms of economy, unemployment and poverty. 5. Track Record of achievements Among all the spirants gunning for the PDP flag, Dankwambo boasts of the best record of achievement
both as Accountant General of the Federation and as State governor. One cannot but agree with some analysts that he has been an inspiration to young people while serving as example to other leaders in Nigeria due to the fact that he has built a reputation as a prudent manger of scarce resources and meticulous administrator. He is reputed to have recorded the highest level of achievements since the creation of Gombe State. Among the areas he has been scored number one are security, education, health, agriculture and food as well as poverty alleviation. The creation of a unique version of the almajiris educational formula known as Tsangaya Primary School system by his administration has also earned him commendations and awards from local and international agencies while Gombe under Dankwambo has been rated as one of the most peaceful states in recent years.

CAF Confederation Cup: Enyimba cruise to semis after crushing Rayon Sports in Aba
‘The People’s Elephant’ Enyimba today romped to the semi-final of this year’s CAF Confederation Cup after they crushed Rayon Sports of Rwanda 5-1 in a quarterfinal second leg match. Enyimba thus advanced to the last four 5-1 on aggregate after the first leg in Kigali a week ago ended goalless. Enyimba went in front after 12 minutes, when Stanley Dimgba collected a loose ball on the edge of the box, drove into the goal area before he planted an unstoppable shot beyond the goalkeeper. However, Rayon Sport drew level
in the 25th minute through striker Caleb Bimenyimana, who profited from poor defending by Enyimba. Defender Ikouwem Utin restored the lead of the home team four minutes later when he exploited a mistake by the opposing defence and his shot was helped home by a deflection. Striker Sunday Adetunji made the game safe for Enyimba with a third goal in the 48th minute when he fired home from inside the box off a great assist by Dimgba. On the hour Joseph Osadiaye made it 4-1 when his free kick from the edge of the box took a deflection
to beat the goalkeeper. Rayon Sports goalkeeper failed to hold Osadiaye’s free kick and from the rebound dfender Isiaka Oladuntoye headed home in the 80th minute. Enyimba would have enjoyed a more comfortable lead going into the break before they were not clinical in front of goal as Dimgba, then Osadiaye and Adetunji all had clear-cut openings to score. It was the same story in the second half as poor finishing denied the seven-time Nigeria champions a bigger home win before an appreciative crowd.
