Presiding Justice of the five man panel, Justice Mohammed Garba, ruled while deciding on the application filed by Atiku and PDP for permission, held that granting of the application would imply that the court has delved into and resolved the contentious issue of the existence of a central server at INEC. Justice Garba also added that granting the application would further create the impression that the tribunal has concluded that there is a central server where results of the February 23 election were received and stored. The tribunal had on June 13 reserved ruling in the application filed by Atiku and PDP on May 8. The petitioners had asked for access to inspect INEC’s central server and smart card readers allegedly used in the conduct of the February 23 presidential election. But, in a unanimous decision, the tribunal on Monday declined to grant the application on the grounds that parties have joined issues. Justice Garba said the tribunal cannot at this preliminary stage of the hearing of the petition make an order that would appear it has taken decision on the substantive issue as the parties have joined issue on whether INEC have used a central server or not. “I decline to grant the reliefs sought, this application is refused and accordingly dismissed”, Justice Garba ruled. Four other members of the five-man panel agreed with the ruling and further hearing of the petition was adjourned to June 26. However, one of lead counsel to the petitioners, Chief Chris Uche (SAN), who argued the application on June 13, told journalists after the ruling that the decision of the tribunal would be challenged at the Supreme Court. He said that section 151 of the Electoral Act allows petitioners to inspect materials used by INEC for an election, and this election cannot be an exception.
He pointed out that the nation is looking forward to the ruling of the tribunal on the petitioners’ application seeking to inspect the electoral materials, which he noted is pivotal. Uche said that granting the application would in no way prejudice the substantive matter. INEC, he said, is a public institution and had mentioned having a central server and wondered why it turned around to say it has no server. “We are not asking the court to decide whether there is a server or not, so the aspect of the court prejudging in the issue doesn’t arise at all. All we are saying is that the court should allow us access to inspect the materials which we are entitled to as INEC is a public institution funded by public funds. So we are going to challenge that,” he declared. Chief Mike Ozekhome (SAN), one of the counsels to the petitioners, also reacting said: “INEC Chairman, Professor Mahmoud Yakubu has maintained again and again before and during the election that there is a central server that results were going to be electronically transmitted to that central server. “And all the electoral commissioners maintained that the stage we are now is a technological stage where things would not be done manually and anything not done with the PVC which results would be transmitted electronically to the central server would not be valid. “What the court has said today is like more or less that you don’t have the right under section 151 of the Electoral Act to maintain your petition, but we didn’t ask for details, we didn’t ask for content, all we asked for is to allow us access. So it is not an issue. “We are appealing the decision because it is like tying your hands behind your back and expecting you to fight. We are appealing the decision because we want to know what is in the central server that they are hiding”. He added that the public is also interested because budget was made for procurement of the central server in billions of naira and it was approved by the
National Assembly and it was disbursed, “but INEC said they have done all that. So where is the money, what is there that they are hiding? he queried. “This is not just a case between Atiku and Buhari, it is a case that has generated Public interest for electoral transparency, credibility and freedom,” Ozekhome added, Meanwhile, the Presidential election petition tribunal on Monday granted the application filed by Buhari to amend his reply to Atiku and the PDP petition challenging his victory at the presidential poll held on February 23. Chief Wole Olanipekun (SAN), the counsel to President Buhari, had while responding to the petition on behalf of Buhari (2nd respondent) failed to include his name and National Identification Number (NIM) on the process as required by law. The application to amend the reply to reflect the name and NIM on the process was however opposed by the petitioners on the grounds that failure to do so when the reply was filed had rendered the reply incompetent. “An incompetent process cannot be amended. There is nothing to amend once time for filing of the reply has expired. Further amendment cannot be done”, Uzoukwu had submitted. However, Olanipekun in urging the tribunal to allow the application for amendment, submitted that the application was harmless as it does not affect the response of the 2nd respondent in anyway nor prejudice against the petitioners, adding that failure to supply address of the 2nd respondent does not affect the process. In its ruling, the tribunal in a unanimous decision however agreed that allowing the amendment would do no harm to the petition. “The omission of name and address does not make the reply incompetent, the order to amend is hereby granted. The 2nd respondent is granted three days from now to file his amendment”, the tribunal held. The matter has been adjourned till June 26 for continuation of pre-hearing.

The Governor of the Central Bank of Nigeria (CBN), Godwin Emefiele, has unveiled a five-year economic blueprint that would drive growth for the country. Emefiele said that in the next five years, the CBN under his watch, will continue to work to safeguard the stability of Nigeria’s financial system, while implementing policies that would ensure financial stability, price and exchange stability and improve access to credit for all eligible Nigerians. Emefiele revealed this on Monday during a media briefing at the CBN headquarters in Abuja where he unveiled his policy direction for the next five years. He said that he would pursue an economic agenda that would make the economy grow by double digits through targeted programmes that would boost output. President Muhammadu Buhari had in April, 2019, reappointed Emefiele for another term of five years which analysts described as historic and a good development for the economy. The apex bank governor said that the banking sector should brace up for fresh recapitalisation within the next five years.
“For the Next 5 years, we intend to sustain the pace of those consultations as this would act as barometer for measuring the progress being made in the implementation of our policies. “Our assessment of the outcome of that deliberation shows that with concerted efforts, the challenges facing the country are easily surmountable. “Working closely with our fiscal authorities, we pledge to target a double digit growth by the next five years and at the CBN, we commit to working assiduously to bringing down inflation to single digit; while accelerating the rate of employment,” he stated. Emefiele said that their priorities at the CBN over the next 5 years are to preserve domestic macroeconomic and financial stability; foster the development of a robust payments system infrastructure that will increase access to finance for all Nigerians thereby raising the financial inclusion rate in the country; and continue to work with the Deposit Money Banks to improve access to credit for not only small holder farmers and MSMEs but also Consumer credit and mortgage facilities for bank customers. “Our intervention support shall also be extended to our youth population who possess entrepreneurship skills in the creative industry,” he said. Ukpono Ukpong with agency reports, Abuja The Multinational Joint Task Force (MNJTF) has revealed that the recent resurgence of attacks by the Islamic State West Africa Province (ISWAP) in the last couple of weeks is as a result of the pressure being mounted on them by their foreign collaborators to establish caliphate. MNJTF Spokesman, Col. Timothy Antigha, in a statement on Monday, said national forces were ready to thwart their efforts at making the Lake Chad area a sanctuary.
“It is imperative to mention that the MNJTF is aware of the pressure on ISWAP by its foreign collaborators to deliver on the caliphate, hence the flurry of ISWAP inspired attacks of the last couple of weeks on both military and soft targets,” said Antigha He recalled that on June 21, troops of Sectors 2 and 3 of the Multinational Joint Task Force comprising Nigerians and Chadians with coordinated air interdiction embarked on clearance operations in Cross Kauwa, Baga and Doron Naira in the Lake Chad area of Nigeria. According to him, during the
operation which was aimed at disrupting Boko Haram terrorists’ supplies and line of communications, one Chadian soldier was killed and 12 other soldiers were injured, without divulging the nationality of the injured troops. He said “42 Boko Haram terrorists were neutralised while several others were wounded,” adding that further details would be provided later. Antigha disclosed that the terrorist group has in recent operations at Doron Naira suffered various degrees of losses including equipment and
manpower. The breakdown of loss suffered by ISWAP in a recent operation at Doron Naira, in terms of equipment according to Col. Antigha include 17 AK 47 riffles, two GPMG, one LMG, three AA guns, two 81mm mortar one RPG tubes, two RPG7 40mm bombs with chargers, two boxes of 12.7mm ammunition and 323 RDS of 7.62mm.. Others were three hand grenades, a gas cylinders and IED making material, while the ISWAP ammunition dump was destroyed.

According to him, with concerted efforts by the monetary and fiscal authorities, the bank implemented a series of measures which led to the recovery of the economy from the recession by the 1st Quarter of 2017. “We shall also during this intervening period encourage our Deposit Money Banks to direct more focus in supporting the Education Sector; grow our external reserves; and fifth, support efforts at diversifying the economy through our intervention programmes in the agriculture and manufacturing sectors. “We are confident that when implemented, these measures will help to insulate our economy from potential shocks in the global economy. “In my second term in office, part of my pledge, is to work to the best of my abilities in fulfilling these objectives,” he added. The central bank governor assured that the bank will remain committed to fulfilling its mandated objectives of price and exchange rate stability. He said that they would continue to work to safeguard the stability of our financial system, while supporting the development of a payment system infrastructure that will improve access to credit for all eligible Nigerians. “Nevertheless, additional emphasis will be placed on supporting greater growth of our economy and in reducing unemployment, through targeted interventions in the agricultural and manufacturing sectors,” the apex bank governor added.. He disclosed that in keeping with the recent Presidential Directives, “we intend to: “Boost productivity growth through the provision of improved seedlings, as well as access to finance for rural farmers in the agricultural sector, across 10 different commodities namely: Rice, Maize, Cassava, Cocoa, Tomato, Cotton, Oil-palm, Poultry, Fish, and Livestock/Dairy. “Our choice of these 10 crops is driven by the amount spent on the importation of these items into the country, and the over 10 million jobs that could be created over the next 5 years if efforts are made to expand cultivation and processing of these items in Nigeria. “So far, we have held series of engagements with importers and producers of these products. Most of them have committed that they would install or expand their production capacities in Nigeria. “We believe these measures will help to boost not only our domestic outputs but also improve our annual non-oil exports receipts from $2bn in 2018 to $12bn by 2023.” He maintained that the bank would “build on the success of our Anchor Borrowers Programme and other intervention programmes geared towards supporting the growth of our agriculture.”

A’Court gives Buhari 5 days to respond to alleged certificate fraud Andrew Orolua, Abuja The Court of Appeal, Abuja, on Monday, gave President Muhammadu Buhari five days to respond to the suit challenging his educational qualification for the 2019 presidential election. The All Progressives Congress (APC) which sponsored Buhari for the presidential poll and the Independent National Electoral Commission (INEC), the election umpire, were also given five days to respond to all issues raised in the appeal filed by appellants against the decision of the Federal High Court. Justice Datti Yayaya, who issued the order, also directed that Buhari’s counsel, Abdullahi Abubakar, must within the period file necessary processes in relation to the appeal filed against Buhari’s qualification by three appellants namely Agu Kalu, Labaran Ismail and Hassy El-Kuris. The decision of the appellate court was sequel to a motion on notice filed by counsel to the appellants, Uchenna Ndubuisi, who prayed the Court of Appeal in the motion to abridge time within which Buhari, APC and INEC will join issues with the appellants. Counsel to Buhari,
Abubakar and that of APC, Temitayo Lasaki, had urged the appellate court in their response to the motion to give them five days to enable them file their respondents’ brief of argument along with other processes so as to set the stage for hearing of the substantive appeal. Kalu, Ismail and ElKuris had approached the appellate court to nullify and set aside the Judgment of the Abuja division of the Federal High Court which declined to hear their suit instituted to challenge the educational qualification of President Buhari before the conduct of the 2019 general election. The appellants in their appeal are asking the appellate court to reverse the judgment of Justice Ahmed Mohammed on the grounds that the processes filed by Buhari and used to strike out their suit were not competent. While faulting the Judgment of the High Court, which was predicated on the grounds that the suit was statute barred, the appellants claimed that the Federal High Court erred in law and in its decision because they did not challenge the primary election that produced Buhari as candidate of the APC.

They therefore urged the Court of Appeal to assume jurisdiction over the suit and grant all the reliefs sought at the Federal High Court but which were refused. Among the reliefs were a declaration that Buhari submitted false information regarding his qualification and certificate to INEC for the purpose of contesting election into the office of the President of Nigeria and that he should be disqualified. They also prayed for an order of court directing INEC to remove Buhari’s name as a candidate of APC and another order restraining Buhari from parading himself as a candidate in the 2019 presidential election and also APC from recognising
Buhari as a candidate. The Federal High Court had on May 2 declined to grant the request of the appellants on the grounds that the suit was not filed within the time allowed by law and therefore sustained the preliminary objection raised by Buhari at the hearing. But not satisfied, the appellants are now asking the Court of Appeal to grant their reliefs because they are not challenging the primary election of APC as erroneously held by the lower court but the qualification of Buhari to stand for the presidential election without demonstrating his educational certificates as required by law. Court of Appeal has adjourned the appeal to July 8 for hearing.

Tunde Opalana, Abuja The chairman, Independent National Electoral Commission (INEC) Prof. Mahmood Yakubu, has said that there is no election in democracies all over the world that is perfect. He said every democracy is work in progress which need fine-tuning at every given experience. Yakubu said this in Abuja on Monday while addressing a planning, monitoring and strategy committee, PMSC, on the post 2019 election review meeting of INEC with Electoral Officers, (EOs) from 19 States. The chairman as well charged its Electoral Officers (EOs) to offer views and criticisms on the recent general election and urged them to feel free to advise the commission. Explaining that criticisms on the elections would help to improve the country’s electoral process, Yakubu said: “Please, feel free to advise the commission. Where we need
to be criticised or criticise ourselves, please do so. “I consistently say that friends will criticise you, but your enemies will condemn you. But criticism is the basis to make any system work. No democracy, no electoral process is perfect. Every democracy is work-inprogress. “So, feel free to suggest, advice on all issues relating to conduct of elections, on the whole gamut. And, you have the protection of the chairman that whatever you say will not be held against you.” He commended the electoral officers for their contributions by carrying out the mandates of the commission which include the registration of voters, monitoring of political parties activities and conduct of elections. “Preparation for general elections, movement of staff, opening of polling units, co-ordination of polling units activities on election days, reverse logistics, all these activities are heavily
dependent on the works of electoral officers. “Anything that anybody can say about the conduct of elections in Nigeria is secondary to the kind of information we are going to hear from those who truly conduct elections at levels that matter – the polling units,” the chairman stated. In his remark, INEC’s National Commissioner and Chairman, Planning, Monitoring and Strategy Committee, Dr. Mustafa Lecky, said that the review was aimed at broadening and evaluating the conduct of the 2019 elections and help to learn vital lessons. Lecky said that the review would also afford the commission opportunity to review its policies and programmes during the last elections, which would serve as a roadmap to 2023 general election. “This process is essentially a sort of SWOT analysis, involving identification of our strengths, performance, weaknesses or lapses, opportunities missed or taken.
“This also includes impediments, bottlenecks and/ or threats uncovered across all the processes before, during and the fallouts since the conduct of the 2019 general election. The commission is aiming to be comprehensive in its attempts to review all the issues connected to the general elections. “This is from preparation through execution and its aftermath, hence the review timetable and schedule of activities has provided for consultations at multi-levels,” Lecky said. The Programme Coordinator, European Union Support to Democratic Governance in Nigeria, Maria Mauro, described electoral officers as one of the most important stakeholders in elections. Mauro commended INEC for taking deep commitment to reviewing the 2019 general election, adding that the template the commission was using for the review would offer great outcome for improving the electoral process in Nigeria.
Oyigbo pipeline explosion: Witnesses recount ordeal Amaka Agbu, Port Harcourt
As the Petroleum Products Marketing Company, PPMC, a subsidiary of the Nigerian National Petroleum Company, NNPC, struggles to ascertain the remote and immediate causes of last Saturday’s pipeline explosion at Kom kom community in Oyigbo Local Government Area of Rivers State, eye witnesses have recounted the incident. Recall that last Saturday an explosion occurred in the area killing 10 people. As at the time of this report search for more corpses was ongoing. An eyewitness however said that at least 20 persons were burnt to death by the fire which raged for several hours following the explosion at the pipeline. The witness said that trouble started when residents of Harmony Avenue in the area which is close to the pipeline went to scoop petrol when they heard that there was a spill on Friday evening. He stated said those who went to scoop petrol including farmers and palm wine tappers lost their lives to the explosion. “We heard that fuel spilled inside the swamp and a lot of people went there using rubber for fetching the fuel on top of water. All of a sudden, the place caught fire. The people who died there, the ones we saw in the bush were about eleven. Already eleven corpses had already been removed,” he narrated. Another witness recounted: “This morning boys were seen rushing there to fetch the spilled fuel. About 7.10 am we heard an explosion. There was fire everywhere. When we reached there we couldn’t find anybody again. People who were tapping palm wine, people brewing local gin there, all of them were burnt.” Yet another narrated: “The people that went to tap palm
wine were also burnt along with their children. They called me but I refused to go. They tried to convince me, that it was not thieving or oil bunkering but that the oil pipe broke. I refused. “This morning as I was coming back from my work I saw people gathered there. I decided to see what was happening. As I got there, I saw dead bodies all over the swamp. So I helped in bringing out the dead bodies,” he continued. Meanwhile, the chairman of the Harmony Avenue Tenants Association in the community, Mr. Godwin Okike, has recalled how he tried to stop the scooping of petrol from the pipeline before the explosion. “I saw them going. I spoke to them, dissuading them from going. Many of them listened to me and went back. Others who were more interested in money went there and couldn’t come back. Today as I’m talking to you, they are trying to recover some dead bodies. There are still so many dead bodies there now. On the cause of the explosion, a private company engaged to manage the pipeline in Kom Kom community, said the pipeline was marked for maintenance before the incident occurred. The executive director of operations, PH-Enugu of UTM Offshore Management, Mr. Kennedy Azunte, said that its workers had planned to weld the pipeline on that fateful day after visiting on Friday only to wake up to the news of the explosion while clarifying that the pipeline belonged to NNPC, and not Shell as speculated. Mr. Azunte stated: “We have arranged to work on the pipeline in the morning, only to be alerted of the fire around 7am. We are now battling to put off the fire and maintain the line. After securing the line, then we will establish what caused the fire.”

Justice Rilwan Aikawa, on Monday, fixed June 28, 2019 after hearing submissions of the two parties. The court will also rule on the application brought by a senior advocate, Godwin Obla, asking Justice Aikawa to severe the charge. Both Justice Rita Ofili Ajumogobia and Godwin Obla are standing trial over alleged money laundering. At Monday’s proceedings, counsel to Justice Ajumogobia, Robert Clarke, (SAN) drew the court’s attention to the first defendant’s pending preliminary objection which challenges the jurisdiction of the court to entertain the charge, on the ground that Justice Ajumogobia remains a judge of the Federal High Court. Clarke in his application emphasised that no official gazette has been released by the office of the President which shows that the President has
accepted the recommendation of the National Judicial Council to remove Ajumogobia from office as a judge. Again, Clarke drew the court’s attention to the fact that the letter relied on by the prosecution to prove that the President had approved the removal of Ajumogobia bore the inscription restricted which he argued, presupposes that the document is not a public document that can be relied on by third parties or which can be tendered in court. Clarke submitted in conclusion that the fact that there is no official gazette showing the fact of the removal of Justice Ajumogobia as a judge of the Federal High Court, the court before which the current charge has been filed is bound by the decision of the Court of Appeal in the case of Nganjiwa vs FRN- where it was held that no court has the jurisdiction to entertain a criminal matter against a serving judicial officer in relation to an allegation of misconduct occurring in the course of judicial functions, until such an officer has been disciplined and removed from office. Consequently, Clarke urged the court to decline to exercise jurisdiction over Justice Ajumogobia in respect of the charge filed by the EFCC.

Tribunal grants AA’s application to Short News withdraw case against Ihedioha PDP constitutes committee over Val Okara, Owerri The Imo state Governorship Election Tribunal yesterday granted the Action Alliance (AA) application to withdraw its case against Governor Emeka Ihedioha filed by its candidate, Chief Uche Nwosu. Justice M.O. Adewara granted the prayer of the second petitioner, Action Alliance and found it not worthwhile to surreptitiously smuggle in the name of Action Alliance (AA) or join it in a petition against Gov. Ihedioha without duly consulting the party as a body. Fielding questions from journalists after the ruling, Chief Okey Ehieze, counsel to AA, said “I was instructed in writing by the national leadership of the party to withdraw the name of the party from the petition on two grounds. This is because the party was not consulted before the first petitioner, Uche Nwosu used its name to file the petition. “You would recall that the party (AA) is part of an alliance with other political parties under the umbrella of CUPP that came together to say that once anyone is
elected into office, we will not challenge it. But, contrary to that the name of the party was used to file a suit that the party was not consulted. “The decision is in consonance with the party’s decision to pursue the part of peace for the progress and prosperity of Imo people.” Imo state Legal Adviser of the Peoples Democratic Party (PDP), Jerry Egemba said “what transpired in court today is very interesting. We saw a situation where a party that took the PDP and the state governor to court insist that they did not brief the lawyer who filed the petition on their behalf. “And of course, in a well considered ruling, the tribunal struck out the name of Action Alliance from the petition, thereby, leaving only Uche Nwosu and the petition in the cold. The implication therefore, is that AA is no longer a petitioner against the governor of Imo state. There’s no such petition anymore alive or pending from AA against the governor of Imo state.” Chief Egemba said it is a very interesting development for PDP as a party even as they have anticipated it,
knowing that Action Alliance could not have briefed a lawyer to file a petition against an election that is considered as the most freest and fair by all observers the world over. He added that “it was good that the AA has extricated itself from this porous, bogus, unfounded and unmeritorious petition.” Reacting to the ruling, governorship candidate of Independent Democrats, Ike Ibe described the development as a welcome development and called on those still pursuing litigations against Ihedioha to have a rethink. “The developmental challenges facing Imo people are extremely enormous. The mountain is very stiff. Granted that the last elections at all levels were flawed, I encourage all my fellow gubernatorial candidates who are in court to graciously withdraw their tribunal actions to enable the new government concentrate on the arduous task. “In the interest of our people; let’s all join hands and rebuild the ruins. Posterity will be kind to us all if we all make this sacrifice,” he advised.

The National Working Committee (NWC) of the Peoples Democratic Party (PDP) on Monday set up a fact-finding committee on the role played by some of its members at the election of the presiding officers of the National Assembly. The terms of reference of the committee include finding out why some of PDP House of Representatives members and senators failed to abide by the decision of the party during the National Assembly leadership election and finding out whether there is any involvement of the ruling party in the decision taken by the members involved. Also, the NWC asked the committee to ascertain if there are established reasons why the National Assembly members took the decision they took and proffer how the party can create a mutual and political benefitting atmosphere to interface with senators and House members; The committee was mandated to find out and recommend ways to checkmate such tendencies in the future and ensure that moving forward all members work together to defend the interest of the party at all times and under any circumstances. The committee has three weeks from the date of its inauguration to report to the NWC and has former Senate President, Senator Adolphus Wabara as chairman while former National Secretary of the PDP, Prof. Wale Oladipo, will serve as secretary. Other members of the committee are Senator Ibrahim Mantu, Senator Stella Omu, former House Deputy Speaker, Austin Opara, Senator Abdul Ningi and Mrs. Margaret Icheen, among others.

Protesting APC members accuse Daura, Kyari of hijacking Buhari’s Presidency Tunde Opalana, Abuja Concerned members of the ruling All Progressives Congress (APC) have rejected what they described as the continuous stranglehold of certain individuals in the Presidency who allegedly diverting the attention of the President Muhammadu Buhari from optimal performance. The aggrieved APC members who stormed the party’s national secretariat in Abuja, early Monday protested against persons they claimed belong to the cabal allegedly running down the Buhari administration. The police in Lagos have confirmed the death of a 56-year-old man, Rasaki Balogun and his mistress, who is yet-to-be identified. The bodies of the deceased persons were found at No. 16, Taiwo Oke, Victory Estate, Ejigbo in Lagos. Balogun it was learnt lives alone in the house while his family lives somewhere else. Eyewitness account has it that Balogun had invited his mistress to the house two days before the incident. The remains of the deceased persons were recovered by operatives from the Ejigbo Police Division. Speaking on the incident, the Lagos state Police Public Relations Officer, Elkana Bala, a deputy superintendent of police, said it was Balogun’s wife that brought the incident to the knowledge of the police. The police image-maker said the deceased persons were found in a pool of their own blood while the mistress was lying on a knife. “On June 20 at 8.00am, Akorede Balogun of Area 2, Igbehindun Estate, New Heaven, Iba, reported at Iba Police Station that her husband, Rasaki Balogun of No. 16, Taiwo Oke, Victory Estate, Ejigbo, was found dead with his mistress in his sitting room. “A team of detectives led visited the scene. The corpses of the man and his mistress were found in the pool of their blood with the woman lying on a knife. The man is said to be living alone in the house while his family lives in a different place. “The Identity of the mistress is yet-to-be established as he was said to have picked her about two days to the incident from an unknown location. The crime scene was sealed off for forensic analysis while the corpses were evacuated to hospital for autopsy,” he added. Bala said detectives from the homicide department of the State Criminal Investigation and Intelligence Department (SCIID), Yaba, have taken over the case on the instruction of the Commissioner of Police, Zubairu Muazu. Investigation is said to be ongoing to unravel the circumstances surrounding their death.
Begging not part of Islamic culture, says group A non-governmental organization, the Muslim Media Watch Group of Nigeria, (MMWG) has taken a critical look at street begging by young boys in the country, especially in the North where such practice has been turned to a culture and declared that it is un-Islamic. President Muhamnadu Buhari had last week announced the intention of the federal government to outlaw street begging, popularly called almajiri system with a view to promoting the value of education in the country. The organization in a statement issued on Monday by its National Coordinator, Alhaji Ibrahim Abdullahi, agreed with President Buhari that the children roaming the streets lack proper upbringing for them to know the value of education. The group said it “sees begging, especially by boys in the north as un-Islamic as no portion of the Holy Qur’an or the Hadith supports it.” It therefore, declared its support for President Buhari on the eradication of the menace and charged every parent and guardian to always take good care of their children and wards. “Parents and guardians are mandated by Almighty Allah to cater for feeding, clothing, accommodation and educational development of their children. The bad culture is being condoned because of the unconcerned attitudes of northern communities, religious, traditional and political leaders. “We therefore, commend the President for coming out openly to condemn it. This is a battle MMWG has been fighting. We watched on television when the National Security Adviser, Major-General Babagana Mungono (rtd) was exposing the danger posed to the society at large if the trend is not arrested. “In fact, the insecurity facing the nation presently cannot be separated from the long-term neglect of these vulnerable children who could be bought-over for any nefarious activity,” it stressed. The group also called on northern governors who have critical roles to play on the matter to “immediately collaborate with the federal government to find a lasting solution to this embarrassing situation of begging which is abhorred in Islam.”

Has Buhari started his second term?

An adage says ‘when big challenges are giving hard blows to a person, smaller ones will have a field day’. No matter what this present administration says, there is fire on the mountain. Like joke like play a big conflagration is already consuming our big edifice as we used to make jest. The earlier we agreed on this and map out ways of escape the better for us all. About or less than four decades ago, Nigeria and Nigerians commanded attention on all the surface of the earth. We were welcomed with open hands. No nations on earth called us bastards or rogues. We were looked at as big nation/boys. Our currency and oil gave us such an image. Not long, several super powers sent emissaries here and suggested to us our Naira was too powerful and we needed to devalue. We bought and swallowed the poison. I stand to be corrected. Several monetary measures were introduced as a result. Yes, during the oil boom we became a nation dependent on imports because of the free money flow. Even tooth picks we could no longer produce. Common items like pencils had to be imported to show our new status. The propensity to consume anything imported was widespread. Not too long after, we all began to feel the sting of the economy. Things were going bad and the urge to ‘check out’ by many ‘andrews’ became common place.
But if we ever witnessed the urge to travel abroad in the early 80s and 90s what we faced since the beginning of the millennium was unprecedented. It all began with ‘never do well’ but today the speed at which middle and educated families move out of this country is alarming. Almost every country which opens its doors is an opportunity for Nigerians. First it was USA’s green lottery, then Britain’s highly skilled immigrant scheme. When these two major doors were shut against Nigerians, now it is Australia, Canada and the likes. With this movement came assaults and insults on all Nigerians. Whether genuine or illegal. Every nation began to stylishly shut its diplomatic and entry against Nigerians. Britain, USA began the trend. This was followed by Asians in the like of Malaysia, India, Turkey, China etc. India still welcome our health bills though. In Europe, Italy, Belgium amongst other. After this, within the motherland in Africa, South Africa, Botswana, Kenya and now Ghana. Sooner or later Benin, Ivory Coast, Liberia, Togo amongst others will do same. It is a matter of time. if nothing is done. Countries which should not have birds as visitors at the door of their Embassies in Nigeria now have hundreds of Nigerians queueing at their doors. If in doubt, just drive
round Victoria Island Lagos and to be specific Walter Carrington close as it is called in Lagos or Diplomatic drive in Abuja and you will be sorry for what Nigeria has become. It is now a common Knowledge when Nigerians in Australia are given their full Australian citizenship passports many call for a party where they burn their green passports. Yet our senior government officials still live in the Stone Age begging foreign countries not to grant either visa or citizenship to Nigerians anymore. What a self-deceit? Yet it is an open secret many of them also work hard to acquire second passport even if it is one unknown country at the extreme end of the pole. The amount many Nigerians pay in a month on visa applications will be enough to change a state’s economy. If US and UK Embassies will be honest with us, let them declare this. South Africa visa that used to take two weeks for processing is now taking average of two months. I have heard of five months and above in the recent times. What about Dubai? Dubai’s visa use to be two for a penny. Today, because of ease of acquisition, average one month Dubai’s visa fee is now One Hundred and fifty Thousand Naira on the average. Three months period of the same is now around three hundred thousand Naira. Yet the rage for
getting the visa continue to be on the increase. Many of our professional colleagues whom we see today we may not see tomorrow. Have you noticed in the twinkle of an eye, you just hear from the grapevine your own friends had relocated? This is becoming common occurrence yet we pretend nothing is happening. Our doctors and other IT professionals, which we need more than ever before, are jetting out in their hundreds almost every day. Which way Nigeria? What shall we do? It is too late to preach people should not travel or relocate as they desire. But the fact is there must be the hand of the drummer beneath the sea. Until we could hold the drummer’ hands, the dance may not stop. We must work hard on our economy which is going south everyday. Enough of the blame game. It is time to get our hands dirty ploughing the ground by coming up with short and long term strategies capable of bringing us all out of this mess. The forecast of Nigeria’s population by 2050 is a concern to me if we do not have the requisite capacities occasioned by the movement of our highly qualified professionals. It is almost a month after his inauguration, the cabinet ministers’ list is not out yet. We can only hope and trust this second term journey will be different from the first ‘go slow movement’.
Preventing Governments and Industry Captains from sharing beds

Nigeria has been work-inprogress for so long it might well be past its sell-by date. I know. Folks will be minded to reply that no country may legitimately claim “finished goods” status. It is not that “history” ends that way. But that at that point, any economy is disposable. Change ─ that’s got to be man and his societies’ permanent status. Each process iteration must, as in Johann Fichte’s description of Hegel’s triad, end in a qualitatively superior (newer) state. Yet, the sense that you get when you contemplate the fact that Nigeria is experimenting with its Fourth Republic, is of a state in which the denizens constantly feel the need to hit the “reset” button to avoid being backed up in a culde-sac. And existential, though, the conversations in our space might be today, they remain redolent of pre-independence narratives. Why is it, therefore, that the more things seem to change here, the more they remain the same? Jean-Baptiste Alphonse Karr was lucky never to have looked in on the Nigerian state, or its equivalent. But he wouldn’t have failed to notice how resilient its principal characters are. The names that we associate with power in Nigeria have a longevity that’s disquieting because it may be the single most important explanation of the nation’s stasis. With its dramatis personae
unchanged, the state has retained the enthusiasms with which the political class seized independence from our colonial masters ─ if not the same level of competence. Especially today, the Nigerian state, and its organising cohort retain an offputting bulimia for the commanding heights of the economy. Whereas at independence, there was a faint case for the state controlling the economy in order to reverse the hurt to it from colonial rule, today access by the state to the main economic levers is but part of the hobbling of state resources by (and for the benefit of) our version of the nomenklatura. No less incompetent than was the Soviet original, our nomenklatura is sworn to the same time-worn policies, persuaded of the efficacy of a one-size-fits-all mindset to policy challenges, and has (not surprisingly) failed in managing the space as a political, economic, and/or social construct. At its margins, civil society appears to have changed. At the margins, yet again, of civil society, interesting conversations have continued over the role of the state in an economy ─ especially one as in need of new ideas as ours. Debate festers regularly over which of these should have pre-eminent position in the design of policy: equality of opportunity; or equality of outcomes. And how to go about bringing about either. Still, in Nigeria, the interface
between a civil society in which much vibrant discourses take place and a public sector space in which the dead hand of tradition rules is, however, dominated by a quirk. On one hand, key voices in the non-government echo chambers understand the publicity that this gives them in terms of the facility with which they could leverage access into government. And from there parlay national asset into private pockets, as one would a dog on a leash. On the other hand, and this is the more interesting part, no less important talking heads in civil society look at an overly strong government and see sundry threats to their marginally successful ways of life. This is the point at which family calls the young man who deigns to publicly express an opinion to remind him of how payment for daddy’s contract with some state government might be imperilled by the sense that a scion of the family is openly “anti-government”. Or the employer calls to remind the would-be activist employee that the industry regulator is sure to take a dim view of his opinions on social media. While this cohort might be less venal than those who argue for a different approach to managing the economy as a negotiating position for reaching public office, the net effect is the same. An overly strong
government continues to plod along as it always has. And important sections of our society (the ones with the power, legitimately, to deny citizens freedom) continue to conflate (and exact revenge against) concerns with improper management of the economy with acts of lèse-majesté ─ neither of which is a crime in these parts. “Just sad that we are a government nation. Everything starts and ends with government”, is the way a friend characterises the problem. “The problem is the corporate sector’s dependence on the benevolence of government”, she continued. Pressed to proffer a solution, she wagers that this might lie “with journalism – social media, too, which is gradually becoming the conscience of the nation”. But this line of thought did not answer the question of why corporate Nigeria is in hock to the private sector. Here, she implicates “government’s policies”. That way, the cycle was complete. Effete governments demand blind obedience from civil society – including the markets. Accordingly, emasculated captains of industry prostrate themselves in the corridors of government – reinforcing the latter’s strong and strangulating hold on the economy. The challenge before the rest of us remains how to finally break this cycle at a point where it matters.

Editorial Commentary NEWS Justice triumphs over your propaganda, Presidency taunts PDP Mathew Dadiya, Abuja The Presidency has teased the opposition Peoples Democratic Party (PDP) about the ruling of the election tribunal rejecting the PDP’s request to inspect the purported INEC server. The Presidential Election Petitions Tribunal had in a landmark ruling on Monday unanimously rejected the PDP’s request to inspect a server which existence is being disputed. Presidential spokesman, Garba Shehu on Monday said that “a desperate attempt by the Peoples Democratic Party (PDP) to overreach judicial process was overwhelmingly rejected by a unanimous decision and the long standing principle of law has once again been re-enacted.” According to Shehu, what this means is that Justice and fair hearing through due contest by the parties of a major issue for determination remains sacrosanct and remains considerable by the tribunal upon according parties just and fair hearing and not the other way round. He said: “The existence of a purported
server is being contested and if a purported inspection had been allowed at this stage, it would have amounted to the determination that it indeed existed even when its existence is being contested. “The electoral law prescribes manual transmission of results only and this was what the Independent National Electoral Commission (INEC) did, in obedience to the law as witnessed by real electoral observers. “YIAGA Africa deployed 3906 real individuals to run a parallel tabulation which returned the same results the INEC announced. “Last week, the final reports of the International Republican Institute and National Democratic Institute (IRI/NDI) electoral observer mission made clear that the results of the election reflected the votes cast.” Shehu recalled that President Muhammadu Buhari won with a majority of four million votes and “because only real votes matter, INEC announced him as the winner of the 2019 presidential election.”
New Passports: Babandede tells criminals to expect tougher security Commissions eight projects at Ikoyi Passport office Chukwuemeke Iwelunmo Nigerians with duplicitous intentions will now find it extremely difficult to obtain the new 10 year validity passport with the over 22 security features installed within the new document, according to the Nigerian Immigration Service (NIS). This is just as the Service has said that for passports declared lost and the owner starts a new process for another or acquires another only to turn around and use the old passport, the owner is liable to get 10 years imprisonment if proven he has two passports. Comptroller General of the Service, Muhammadu Babandede, who made this known on Monday ahead of the roll out of the new Passport document at the Ikoyi, Passport Office attributed the stringent measures to people who have criminal intentions, stating that with linkages to the National Identity Number (NIN), the Bank Verification Number (BVN) it would be far more stringent in collecting the new document. According to the Comptroller General, reports are rife in the media about how hard it is to get the standard passport but countered that: ”There will be tears for people with criminal intention who want to access the passport. This new document will be linked with National Identity Number (NIN), the Bank Verification Number ( BVN). Nigerians are meant to harmonize their identity and not travel out and start seeking change of name or identity for any frivolous reason that comes to mind. ”The new passport harmonize one identity for Nigerians and this will help our social development, economic development and above all, it will be difficult to change the data now. Nigerians should be advised, we can’t change their banks account details so they should be ready. On the criminal tendency to acquiring two
passports for simultaneous use, the NIS boss condemned the act but stated now that,” we have apprehended many of them even here in Lagos at the airport. They declare their passports missing and do a new one only to turn around and use the one they declare missing or lost. “We apprehend them and they give all sorts of excuses, they do not know that once you declare it missing, we put the passport on alert and once it is used anywhere by anyone, that person is apprehended and must face the law. The CG earlier inaugurated eight projects from NIS partners and stakeholders including a SERVICOM Centre assisted by Heritage Bank, an 18-seater bus for the Ikoyi Passport office donated by Fidelity Bank, a lookout building donated by the Nigeria Ports Authority ( NPA). Others include a floor of their building located within the premises to handle Lost Care and Change of Name donated by Zenith Bank, a waiting lounge for applicants donated by Access Bank,the renovated enrollment room by Still Earth Capital as well as a Conference a Center donated by GTB. Reacting to these projects Babandede said: ”This relationship symbolizes that the private sector and government can work together. We need to learn from the private sector in terms of maintenance, and they an learn from us. We are not in uniform to harass anyone we are here to protect and deliver a service. Responding for the Representatives of Banks, Amaechi Okobi, Corporate Communication of Access Bank, said the bank’s would continue to support lofty innovations and would be there when called on. “We will continue to support Customer Service Responsibility (CSR) developments. We will not only rely on government and as private sector anytime you need us, you call on us, we asteroid here for you,” he stated.

Autonomy: The challenge before the legislature, Judiciary The Fourth Alteration to the 1999 Nigerian Constitution of the Federal Republic of Nigeria, (as amended) gave autonomy to the state legislature and Judiciary in a bill signed by President Muhammadu Buhari in June 2018. The amendment specifically meant the granting of financial autonomy and independence to Houses of Assembly and judiciary in the states. Hitherto, the funds allocated to them from the Federation Account go through the State Governments most of whom don’t transmit same to them. The law in essence, permits the funds due to the judiciary to be paid directly to the judiciary of those states, no more through the governors . “And the funds standing in the credit of the Houses of Assembly in the states are now to be paid directly to the Houses of Assembly of the states for the benefit of the legislators and the management of the Houses of Assembly.” It is unfortunate that since June last year when the bill was assented to, the law was not allowed to operate in the spirit and wordings it was meant to serve, due mainly to the awesome influences of State executive governors. While commending the State governors’ pledge last week to implement full autonomy for state legislatures and the judiciary, it is essential to observe that it will strengthen democracy in the states. It will also promote accountability and transparency in governance. Needless, however, to state that we abhor the roles played by the State governors in the last one year when this law was put in abeyance.
Now, that the new law will be made to operate with the support of State governors, we expect the State’s Legislature and Judiciary to demonstrate sense of maturity, prudence and accountability in the management of funds that will be allotted to them. Nothing short of this will be justified in the eye of the members of the public who have in the last decade craved for the independence of Judiciary and State Houses of Assembly. It is important to sound note of warning that the electorate who are distressed by the unjustifiable bogus salaries and allowances of national lawmakers will not welcome such unwholesome practices at the state level. On the part of the States’ Judiciary, it is an opportunity for the heads of Court in the States, indeed the judges to allay the fears of State governors that even without a string of financial control over them attached, they can deliver justice. Financial autonomy to the States Judiciary should therefore not be harmed by reckless spending and fraudulent financial malpractices by the judiciary officials. Attempt to engage on such reckless spending would further put the Judiciary into public disrepute and loss of confidence. In conclusion, we plead with the states governors to stand by their words of promise and to allow the autonomy granted by the Fourth Alteration to the Constitution to the State Legislatures and Judiciary to operate. After all, they have sworn to uphold the Constitution.

How gender, wealth affect access to education in Nigeria - IMF Mathew Dadiya, Abuja The International Monetary Fund (IMF) has highlighted what it describes as substantial inequality in access to education between girls and boys, and between the rich and poor in Nigeria. The IMF disclosed this in its 2019 economic health check report for Nigeria, published on Monday in Abuja. It stated that access to education improves as a family gets richer, but gender inequality in education is entrenched and barely disappears for the richest 20 per cent of households. According to the fund, it is widely accepted that addressing educational gaps results in rapid and large benefits for children, their families, communities and the country more broadly. While citing a survey conducted by the Nigeria Bureau of Statistics, the IMF said
that “a girl born into a Nigerian family in the poorest fifth of society spends about one year in school; approximately a third of the already limited schooling enjoyed by say, her brother.” Furthermore, the fund said that it believes that closing gender gaps in education across all income groups can boost GDP by five per cent in one generation and lower income inequality by two-quarter points as measured by the Gini coefficient, a reduction that many countries strive to achieve over decades. “The government and development partners all recognize that more resources and structural changes are needed to improve access to education and make it more equitable,” the fund stated. It also emphasized that adequate funding for teachers and schools can help raise the quality of education, asserting that spending beyond the classroom can
also yield educational benefits. The IMF explained further that investments in safe access to water and sanitation facilities will improve health and therefore, learning opportunities for all children while giving an extra boost to school attendance. “Mobilizing revenue through, for instance, comprehensive VAT reform and improved tax administration will be critical to fund these efforts. Other reforms require few additional resources and are important in shaping priorities,” the fund added. However, the International Monetary Fund said that passing into law the Gender and Equal Opportunities Bill and implementing a Children’s Rights Act are examples of legal changes that would put equality of opportunity on the statute books - a move which would have a positive impact for generations to come.

Short News Unscrupulous Nigerians would find it difficult cloning new passport – Immigration boss Chukwuemeke Iwelunmo, Lagos Nigerians with duplicitous intentions will now find it extremely difficult to obtain the new 10 -year validity passport with the over 22 security features installed within the new document, says the Nigerian Immigration Service (NIS). Also, the service warned that applying for and acquiring a new passport under the guise that the first passport is missing and the applicant ends up possessing two genuine passports, such a passport holder will henceforth be committing an offence with the perpetrator being liable to 10 years imprisonment upon conviction. Comptroller General of the Immigration, Muhammadu Babandede made this known Monday ahead of the roll out of the new passport at the Ikoyi passport office in Lagos. He attributed the stringent measures adopted by the government was to discourage people who have criminal intentions abusing the Nigerian passport, stating that with linkages of the new passport to the National Identity Number (NIN) and the Bank Verification Number (BVN) it would be more stringent for criminally minded persons to collect the new passport. Babandede allayed fears that since the process of applying for and collecting the standard passport is considered arduous by many Nigerians, the process to obtain the new 10-year passport is easy. “There will be fears for people with criminal intention who want to access the passport. This new document will be linked with National Identity Number (NIN) and the Bank Verification Number (BVN). Nigerians are meant to harmonize their identity and not travel out and start seeking change of name or identity for any frivolous reason that comes to mind. “The new passport harmonizes the true identity of all Nigerians and this will help our social development, economic development and above all, it will be difficult to change the data. Nigerians should be advised, we can’t change their banks account details so they should be ready,” he explained.

Tukur Buratai, on national security while it insisted that President Muhammadu Buhari should be held responsible for failing in his duties as a commander-in-chief of the nation’s armed forces. The party stated that the blame must be placed at the doorsteps of the President, who was under oath as the commander-in- chief to ensure the security of lives and property, but has failed even in his own promise to lead from the front. President as chief security officer of the nation should not hide under an army chief to push blames when he has failed to take appropriate steps to secure the nation and refuses to heed wise counsel by well-meaning Nigerians to reorder his parade and re-jig the nation’s security architecture for effectiveness. National Publicity Secretary, Kola Ologbondiyan in a statement on Monday, castigated the Buhari Presidency for its endless lip service, empty assurances, unnecessary blame game and obvious lack of tact while the nation is being ravaged. “There is no doubt that despite the cluelessness of the Buhari Presidency, our fighting troops have remained gallant, patriotic, making sacrifices and risking their lives in defending the country.

The ring leader of a notorious kidnap gang has been gunned down during a gun battle with the police in Lagos state. The kingpin, Mufutau Sulaimon (also known as Pencil) was alleged to be responsible for the kidnap and murder of two bureau- de-change operators and many other cases of kidnap in Lagos. Sulaimon it was learnt was traced to his hideout at Odogunya in Ikorodu, by operatives of the Lagos state Police Command. He was said to have engaged the police in a gun fight, but sustained fatal bullet wounds leading to his death. Confirming the death of the wanted kidnap kingpin, the Lagos state Police Public Relations Officer (PPRO), Elkana Bala, a deputy superintendent of police, said the deceased and his gang also engaged in rape, cultism and robbery. Bala also revealed that two policemen sustained injuries during the gun battle, adding that “the notorious kidnap ring leader led his deadly gang in the kidnap and murder of two bureau-de-change operators at Ikorodu, after collecting a ransom of N1.6 million. “His death brings an end to the reign of terror. His gang is responsible for mysterious disappearance of people, whom they kidnapped, demanded for ransom, murdered and dumped their corpses in septic tanks in Ikorodu over a period of time. “They are serial killers, rapists and cultists. Three members of his gang were earlier arrested by operatives of the Special Anti-Robbery Squad (SARS). A sustained monitoring of the fugitive ring leader finally yielded positive results, as the team eventually traced him to his hideout at Odogunya, Ikorodu.
Gana dispels rumour on downsizing of NSCDC personnel Ukpono Ukpong, Abuja Commandant General of the Nigeria Security and Civil Defence Corps (NSCDC), Abdullahi Gana, has said that the forensic psychological profiling of the corps personnel is to ensure psychological stabilization as a result of post -stress management disorder and not for the purpose of ranking or downsizing as is being insinuated in some quarters. While receiving the report of the Forensic and Behavioural Unit of the corps, he disclosed that the corps decided to include the exercise as one of the criteria for screening candidates during recruitment, adding that without any compromise, the result would be used as basis for deploying personnel to critical assignments. He emphasised that the prevalence of substance abuse in the nation shows that in the nearest future if not checked, the nation may be in serious trouble. Speaking further, Gana reiterated the corps commitment to ensure that the agency, even though the youngest among the federal government security organisations stands out in its operations and interactions with the civil populace. “I have directed the Forensic Unit to carry out the exercise on a routine basis,’’ he stressed. However, Director of Earth Observation at the Defence Space Administration, Air vice Marshall Emmanuel Chukwu, who was present at the corps headquarters during the presentation of the report described the action of the commandant general as strategic and very timely. He commended the commandant general’s desire in ensuring that personnel are psychologically balanced for the job in order to avoid accidental discharge and indiscipline as obtains in some uniform organisations.

Peter Fowoyo, Lagos For their persistent refusal to answer a criminal charge filed against them by the inspector-general of police, a Federal High Court, Ikoyi, Lagos on Monday, ordered the arrest of Innoson Motors Chief Executive Officer, Innocent Chukwuma and two others. Also affected by the order of the court are Charles Chukwu and Anajekwu Sunny. But, reacting to the order, the Head of Cornel Osigwe described the issuance of the bench warrant against the renowned car manufacturer as an abuse of judicial process and therefore, cannot stand because the court has no jurisdiction to handle the case. Justice Ayotunde Faji, made the order yesterday while delivering ruling in a motion for the arrest of the three men filed by the inspector general through the Federal Ministry of Justice. Innocent alongside his firm, Innoson Motors Nigeria Limited, Charles Chukwu, and Anajekwu Sunny and a shipping company, Mitsui Osk lines have been charged before in December 2015 on a four –count charge bordering on conspiracy, forgery and fraud to the tune of N2.4 billion in the charge marked FHC/L/565c/2015 and filed by the prosecutor, Julius Ajakaiye, a deputy director in the
Federal Ministry of Justice, But, since the charge was filed only the shipping company has attended court proceedings while the motor magnate and the two others have persistently failed to appear before court to take their plea. Following their failure to appear before the court, the prosecutor on February 11, 2017, filed and argued the motion for the issuance of a bench warrant against them. Ajakaiye had informed the court that the warrant of arrest was pursuant to sections 113, 114 and 395 of Administration of Criminal Justice Act, 2015. However, while both the charge and the motion for the defendants’ arrest were still pending at the Federal High Court, Innocent Chukwuma and the two other defendants filed two separate appeals challenging the service of the charge and the warrant of arrest on them. The appeal court while discharging Innoson Motors of the charge, dismissed Innocent Chukwuma, Charles Chukwu, and Anajekwu Sunny’s appeals, consequently, paving the way for the court to rule the motion for their arrest today. Justice Faji held that “the issues raised by the defendants can only come up after their pleas have been taken. The prosecution’s application has merit. Consequently, a warrant of arrest is hereby ordered to be issued against the first defendant, Innocent
Chukwuma, second defendant, Charles Chukwu and the third defendant, Anajekwu Sunny.” After the ruling, Chief Bolaji Ayorinde (SAN), who had just taken over as the lead prosecution alongside Julius Ajakaiye applied to court for a date to arraign the defendants due to the age of the charge. But, speaking exclusively to Daily Times on phone, Cornel Osigwe said Innocent Chukwuma’s legal team has already filed an appeal as well as a stay of execution on the order, adding that it was an abuse of judicial process meant to weaken the car maker’s position in the dispute with Guarantee Trust Bank (GTB). “The order is an abuse of judicial process. The aim is to weaken Chief Innocent Chukwuma in the contest with GTB, so that he can be forced to bargain with the bank. “But it will not stand. There is no prima facie case against Innocent Chukwuma. Even the charge against Innoson Nigeria Limited has been discharged by the Court of Appeal. “Secondly, there was no notice of trial or prove of service on Innocent Chukwuma. The issue of whether he was served or not is currently pending at the Supreme Court. You cannot issue a bench warrant to someone that has not been arraigned in court. The court has no jurisdiction on the matter,” he said.

The two newly sworn-in members are Sunday Ojiezele, representing Esan South East and Emmanuel Okoduwa representing Esan North East Constituency II. They took the oath of office after completing due documentation and were formally inaugurated by the speaker, bringing to 11 the number of legislators of the state House of Assembly, so far sworn-in as at June 24 after the House was inaugurated on June, 17 with nine members to commence legislative business for the 7th assembly. During the sitting, the speaker said that the inauguration was done after the members had
completed documentation and to also prove to the world that they were not obstructing anyone from accessing the House. Addressing journalists, he said that “after the inauguration of the House, the sitting was adjourned to July 17, but exigencies have necessitated the recall of members from their various committee assignments, reason being that it has become very necessary to demonstrate to the world that this House is not intended to shut out anybody. “Last Friday, the clerk of the House brought to my knowledge that two members-elect have completed their documentation. Delta state Commissioner of Police, Adeleke Adeyinka has reiterated his commitment to rid the state of criminals and make it safe and secure for citizens to go about their businesses unchallenged. Adeyinka, who spoke to journalists on Monday when the Njiko Aniocha Oshimili group paid him a courtesy visit, declared that Delta state is safe and secure, and that the police were doing all within its power to ensure people move around unhindered without fear. The police commissioner said that efforts were being intensified toward providing adequate security for the people in rural areas and urged residents to provide credible information to enable the police act promptly, especially in curbing criminal activities. “I want to urge residents of Delta state, especially law-abiding indigenes of various communities to always report any suspected case to the traditional rulers who would in turn liaise with the police to take necessary action,” Adeyinka said. He cautioned farmers not take the laws into their hands by retaliating when attacked by herders, saying that it was the only way to avoid crisis by alerting the police to handle the situation. “We are very much concerned about the farmers’ crops being destroyed by cattle and those involved, but let me assure that owners of the farms will be adequately compensated if reports are made to the appropriate quarters,” the police commissioner said In his remarks, Leader of the group, Chief Clement Ofuani however, appealed to the police commissioner to as a matter of urgency look into the alleged killings by Fulani herdsmen in the state and ensure those behind the activities are brought to book.
NGO seeks more support, care for orphans Kehinde Akinpelu, Ilorin The Islamic Orphanage Foundation, a non-governmental organization based in Ilorin, Kwara state which specialises in humanitarian services to the less privileged has solicited for more support for orphans under its care. The foundation noted that the increase in the number of orphans in the society has contributed to its challenges of catering for their needs especially in the area of payment of school fees among others, our correspondent reports. Chairman of the foundation, Sefiullahi Alege, who spoke to journalists in Ilorin at the 2019 annual empowerment programme for orphans, stressed that “there is no religious discrimination in the admission of orphans and venerable children into the foundation. “What we do is to carefully screen the children in order to know if they really need our support going by their parental and family status. In fact, there was a time when one Christian man supported us with N40, 000, bags of rice and other items.” While appreciating the federal government for its kind gesture, Alege said the Islamic Orphanage Foundation has benefitted from government’s policy of giving out contraband seized by customs during the last Ramadan. He said: “At this juncture, we want to thank the federal government under the watch of President Muhammdau Buhari for allowing the Nigerian Customs Service to make donation of food items and clothes to organizations like ours. “A total number of 276 children have benefitted from our activities of which 176 are in primary and secondary schools, 84 in tertiary institutions and 13 have since graduated. “We seize this opportunity to appeal to you to assist in buying equipment for our children that will be graduating from their training. The federal government has been urged to complete the process of gazetting the Onitsha cargo port so that it will commence operations. The call was made by participants at the 12th edition of “the perspective,” an annual lecture series organized by the Onitsha Chamber of Commerce, Industry, Mines and Agriculture (ONICCIMA), held at Sharon House, Onitsha. President of the chamber, Donatus Ebubeogu, who fired the first salvo in his welcome address, said the federal government should as a matter of priority complete the gazetting of the Onitsha port for the port to commence operations. He however, expressed displeasure that after Ameachi’s directive, nothing has been done, including the concession of the port which was slated to be completed by 2018, but is now embroiled in legal quagmire. According to him, whenever the process of gazetting the port is completed and it eventually becomes functional, it will give a measure of relief to shippers and businessmen in the South East region.
“It will take both economic and political will to fully concession the Onitsha port in order to tap from its huge economic benefits to businesses located in the commercial cities of Onitsha, Nnewi and Aba, and save the economy the added cost of transporting goods from Lagos to the South East,” he stated. Ebubeogu commended efforts made by the Managing Director of the National Inland Waterways Authority (NIWA), Sen. Olorunimbe Mamora, which culminated in the former Minister of Transportation, Rotimi Amechi, approving the declaration and gazetting of the port. Also, Director General, Nigerian Chamber of Shipping, Ms. Obiageli Obi, said that the Onitsha port technically was ready for use and has the capacity to carry 624 million tons of commodity freight annually for use in the country and for export. She said Julius Berger successfully moved all its equipment to be deployed in the construction of the second Niger Bridge by water through the Lagos channel to the Onitsha port. “The continued reluctance to exploit this critical water resource and important mode of transportation has ensured that our nation’s
roadways are consistently battered with serious mortality and negative multiplier effects to our global economic competitiveness and our quality of life,” Obi said. But responding, NIWA chief executive who was represented by his technical adviser, assured that the federal government has perfected plans to gazette the port as the first inland port of destination for cargo coming into the county from any part of the world and the origin port to cargo going out of the country as export. He assured that Onitsha port would be also be recognised by the United Nations Conference on Trade and Development (UNCTAD), adding that “as part of the process the port, the port will henceforth, be manned by the customs, immigration, port health services and other relevant agencies of government to enable the clearance of import and export cargoes at the Onitsha port.” The annual lecture was attended by the Obi of Onitsha, Igwe Alfred Achebe, the traditional ruler of Aba, Igwe Leonard Eze, Dr. Okey Chidolue and the President, Association of Anambra Chambers of Commerce, Industry, Mines and Agriculture, Chief Humphery Ngonadi among other personalities.
The Global Centre for Conscious Living Against Corruption (GLOCCOLAC), a Civil Society Organisation (CSO), has appealed to the Emir of Kano, Malam Muhammadu Sanusi II, to submit to due process of law and Kano State anti-graft agency. The Director-General of the organisation, Dr. Nwambu Gabriel, made the call at a sensitisation workshop with the theme: `A Review on AntiCorruption War in Nigeria’, on Monday in Abuja. He also urged the first class traditional ruler and the emirate council to stop obstructing the investigation in the interest of transparency, accountability, justice and fair play. Gabriel said the advice was sequel to the Emir’s response on the query issued him by the Kano State Government on alleged misappropriation of N3.4 billion of Kano Emirate Council’s funds. He said that the centre had been observing with keen interest the investigation of the emirate council over the allegation of misappropriation against the traditional ruler. “Based on this, the state government issued the Emir a query to respond to the allegation, which he did on `A publication of This Day Newspaper titled `Sanusi Tackles Kano Anti-graft Agency over Fraud Allegations’. “This provided the Emir’s position on the matter which raised our curiosity to organise a press conference,’’ he explained.

PDP stalwart blasts Oshomhole over comments on Bala Samuel Luka, Bauchi
A chieftain of the Peoples Democratic Party (PDP) in Bauchi state, Alhaji Mohammed Jibrin, yesterday lambasted the National Chairman of the All Progressives Congress (APC), Adams Oshomhole over his comments following the political impasse which greeted the election of the speaker, Bauchi state House of Assembly early last week. Jibrin, who was a House of Representatives candidate for Alkaleri /Kirfi Federal Constituency under the platform of the Allied Peoples Movement (APM) in the 2019 general elections before decamping to PDP, said in a telephone interview that the alleged comments made by Oshomhole that Gov. Bala Mohammed was inviting trouble to Bauchi state was careless and inciting. Lamenting the action of the APC national chairman in meddling in the politics of Bauchi state, asserted that the members of state House
of Assembly have decided by electing Abubakar Suleiman as the 9th speaker. Jibrin, who challenged the APC national chairman to mention the number of projects he commissioned in Bauchi state during former Governor Abubakar’s administration, maintained that the people of Bauchi state decided to vote his political son out for lack of performance. “The current state House of Assembly doesn’t want to have a rubber stamp leadership, that is why they rejected the former speaker and opted for Suleiman Abubakar, who is also a member of the All Progressives Congress (APC) from Ningi Local Government Area of the state as the 9th speaker,” Jibrin added. He questioned the rationale behind the outburst of the APC national chairman on the emergence of the new speaker who is also an APC member, declaring that “you see, the former governor led a delegation of 20 members of the assembly to the national headquarters of the All Progressives Congress (APC) where Oshiomhole made comments that the
incumbent governor should not invite trouble to Bauchi state. “On this note, I want him to know that Gov. Bala is a democrat and a peace loving man. He cannot tamper with the peace of the state. Bauchi is a peaceful state and the people are also peaceful, so he should stop making such negative comments about our governor.” The PDP stalwart advised Oshomhole to stop dragging the governor into legislative affairs of the state simply because the governor comes from a different political party other than his party, the APC. On Oshomhole’s right to protect the interest of his party and its members, Jibrin answered that “yes, he has the right but not through inciting words or comments; he should speak in a peaceful manner as a leader.” He reminded Oshiomhole that it was during the tenure of Kawuwa Shehu Damina as speaker that former Gov. Abubakar forwarded a bill seeking the state House of Assembly to repeal the law on the recovery of looted public funds and properties by serving government officials.
Wife of Lagos state Governor, Mrs. Ibijoke Sanwo-Olu, has expressed her readiness to collaborate with medical practitioners to play up health initiatives in various fields to the ultimate benefit of the people. Mrs. Sanwo-Olu, who is also a medical doctor, spoke at Lagos House in Alausa, Ikeja, when she received the leadership and members of the Lagos state chapter of the Medical Women Association on a courtesy visit. Recalling the various medical programmes held across the state during the electioneering period, especially on cervical and breast cancer screening, the governor’s wife said she would be willing to further collaborate with the association in implementing more health initiatives to allow more people to benefit. “In the area of health screening, that is one thing that we really capitalise on especially in the Medical Women Association. We did a lot during the campaign period too on cervical and breast cancer screening and let me use this opportunity to assure you that we would be willing to further partner to ensure that more people benefit in this regard,” she said. Mrs. Sanwo-Olu urged more doctors who are women to join the association and lend their voice to issues in the medical field, apart from working in hospitals. “All we know to do is to work, work, work and keep patients all the time then forget ourselves and then we grumble all the time that our presence is not being recognised wherever we are. So, I want to encourage more medical women to be up and doing. Apart from just working inside the hospitals, we should be a voice out there in terms of advocacy,” she added. Also, the governor’s wife commended members of the association for their laudable work and sacrifice to humanity, just as she urged them to continue with the selfless service to the people.

Ukpono Ukpong, Abuja Nigeria has been elected the Chairman of the Government Group made up of all the regional groups of the International Labour Organisation (ILO) for the year 2019 - 2020. The Nigerian Permanent Mission to the United Nations, Ambassador Audu Kadiri, was elected during the 108th Session of the International Labour Conference (ILC), held from 10-21 June, in Geneva, Switzerland. Nigeria was the ViceChairman of the Government Group in 2018-2019 and as a policy of the ILO, the ViceChairman automatically becomes the Chairman the next year. The role of the Chairmanship of the Government Group is to put up strategic plans and coordinate all government members of the ILO during the tenure. Also elected as the ViceChairman of the Government Group was Brazil. Lesotho was also elected as the Chairman of the Governing Body (GB) for the year 2019-2020. In another development, Uganda is to host the 46th African Regional Labour Administration Centre (ARLAC) Governing Council Meeting in 2020. for Labour/Employment and Manpower Issues in Anglophone Africa, held Thursday, 20th June, 2019 at ILO headquarters, Geneva Switzerland. The current Chairperson of ARLAC/Honourable Minister of Labour of Zimbabwe, Honourable Dr. Sekai Nzenza, while addressing her colleagues at the meeting, said the Head office of ARLAC is located in Zimbabwe and the last ARLAC Governing Council Meeting was held in February, 2019 in Durban, South Africa. She said ARLAC in the past 45 years has made significant progress in the development of ARLAC programmes, adding that the current reengineering of the Centre is a major milestone towards modernising it into the 21st century standards. According to her, training is necessary to promote Future of Work and ARLAC
is working hard to provide quality training to member States at various levels. She stated that the Theme of 45th Session is “Career Readiness in a Changing World”. Dr. Nzenza encouraged member States to send nominees to benefit from the training offered by ARLAC, which are in three Tiers – Certificate, Diploma/Degree, and Masters levels. The Director-General, National Productivity Centre (NPC), Dr. Akor Kashim, was the Nigerian leader of the delegation to the 45B ARLAC Minister’s Meeting. Uganda is also to host a technical meeting to develop strategy to promote an Exchange Views on the further Development and Implementation of the Integrated Strategy to address Decent Work Deficits in Tobacco Sector, scheduled for 3-5 July, 2019, in Kampala, Uganda.
Gumel Emirate turbans former NLC scribe The Emir of Gumel in Jigawa, Alhaji Ahmed Sani, has turbaned the former State Secretary of the Nigeria Labour Congress (NLC), Alhaji Ismaila Abdullahi, as the new Sarkin Gabas and member of Gumel Emirate Council. Speaking at the ceremony in Gumel, the Emir urged the Sarkin Gabas and other traditional leaders to rededicate themselves to the development of the emirate.
The emir, represented by the Galadiman Gumel, Alhaji Sabo Mohammad, warned the chiefs against engaging in acts capable of tarnishing the image of the emirate. Abdullahi was born in Galadi town, in Gumel on February 2, 1967. He was the State NLC Secretary between 2011 and 2013, and is the current Vice President, Nigeria Civil Service Union, North-west Zone.

ILC adopts new intl labour standard to combat violence, harassment at work
The Centenary International Labour Conference has adopted a new Convention and Recommendation to combat violence and harassment in the workplace. The Violence and Harassment Convention, 2019, and Violence and Harassment Recommendation, 2019, were adopted by delegates on the final day of the Centenary International Labour Conference, in Geneva. For the Convention, 439 votes were cast in favour, seven against, with 30 abstentions. The Recommendation was passed with 397 votes in favour, 12 votes against and 44 abstentions. The Convention recognizes that violence and harassment in the world of work “can constitute a human rights violation or abuse…is a threat to equal opportunities, is unacceptable and incompatible with decent work.” It also defines “violence and harassment” as behaviours, practices or threats “that aim at, result in, or are likely to result in physical, psychological, sexual or economic harm.” The Conference reminded member States that they have a responsibility to promote a “general environment of zero tolerance”. The new international labour standard aims to protect workers and employees, irrespective of their contractual status, and includes persons in training, interns and apprentices, workers whose employment has been terminated, volunteers, job seekers and job applicants. It recognizes that “individuals exercising the authority, duties or responsibilities of an employer” can also be subjected to violence and harassment. The standard covers violence and harassment occurring in the workplace; places where a worker is paid, takes a rest or meal break, or uses sanitary, washing or changing facilities; during work-related trips, travel, training, events or social activities; work-related communications (including through information and communication technologies), in employer-provided accommodation; and when commuting to and from work. It also recognizes that violence and harassment may involve third parties. ILO Director-General, Guy Ryder welcomed the adoption, adding that the next step is to put these protections into practice, so as to ensure a creation of better, safer, decent, working environment for women and men. “The new standards recognize the right of everyone to a world of work free from violence and harassment. “I am sure that, given the co-operation and solidarity we have seen on this issue, and the public demand for action, we will see speedy and widespread ratifications and action to implement.” Said Ryder Similarly, the Director of the ILO’s Workquality Department, Manuela Tomei, said: “Without respect, there is no dignity at work, and, without dignity, there is no social justice. “This is the first time that a Convention and Recommendation on violence and harassment in the world of work have been adopted. We now have an agreed definition of violence and harassment. We know what needs to be done to prevent and address it, and by whom. We hope these new standards will lead us into the future of work we want to see.” According to Ryder, the Convention will enter into force 12 months after two member States have ratified it. The Recommendation, which is not legally binding, provides guidelines on how the Convention could be applied. This is the first new Convention agreed by the International Labour Conference since 2011, when the Domestic Workers Convention, 2011 (No. 189) was adopted. Conventions are legally binding international instruments, while Recommendations provide advice and guidance. The Centenary ILC – the 108th meeting of the Conference was attended by more than 5,700 delegates, representing governments, workers and employers from the ILO’s 187 member States.
Zimbabwe unions call for USD salaries as cost of living escalates
Zimbabwe’s largest confederation of trade unions, the Zimbabwe Congress of Trade Unions (ZCTU) has called on employers to pay their workers in foreign currency starting from June 2019. ZCTU made the call as agitation grows among the general workforce for employers to review salaries upward in view of the escalating cost of living. ZCTU called on the labour minister, Sekai Nzenza to convene an urgent Tripartite Negotiating Forum (TNF) meeting to map the way forward as prices of basic commodities and other services continued to rise while salaries remained the same. TNF is a body that seeks to ensure consultation, cooperation and negotiation on social and economic issues by the government, organised business and organised labour. In a post on Twitter Friday, ZCTU said all workers should unite in calling for a review of their salaries. “Workers of Zimbabwe, we call upon all of you to fully support the ZCTU’s call in the TNF for USD salaries starting from June 2019. “It is about all of us, the suffering is unbearable and we must put all our efforts in achieving this,’’ the organisation said. The banking sector workers on Thursday joined others in engaging their employers to review salaries, saying that they were now in a dire situation as prices of basic commodities continued to rise against static wages. Teachers under the banner of the Progressive Teachers Union of Zimbabwe said they would not be able to report for duty starting from June 24. It is reported that if the grievances over their working conditions were not met, the teachers would reduce the number of days they report for duty to two times in a week. Worker representatives from State universities have also raised concern over their working conditions and have also cited incapacitation as a reason for them failing to meet their obligations in the near future.

2019: Despite World Bank’s N228.7bn incentive, 12 states fail to publish 2019 budget Not less than 12 of the Nigerian state governments have proved that the returns from the usual business of budget secrecy are much more fulfilling to them than the $750million incentive provided by the World Bank to encourage public finance transparency in Nigeria, BudgIT research has shown. BudgIT in its latest assessment of the availability of public finance documents in state government domains revealed that only 25 states’ approved budgets are available online, a few of which are summarized scanned documents. The states that are yet to publish details of their 2019 budget online, as of June 3rd, 2019, include Lagos; Cross River, Akwa Ibom; Bayelsa; Ebonyi; Imo; Nasarawa; Oyo; Rivers; Sokoto and Zamfara, while Kwara state budget went missing on its website immediately after the recent transition. The civic organisation further noted that this development contravenes the ideals of openness and transparency in the management of public resources,
which is the requisite guideline for the World Bank’s State Fiscal Transparency, Accountability and Sustainability (SFTAS) programme. According to BudgIT, the SFTAS is a product of mutual agreement between the financial institution and the federal government to strengthen fiscal transparency, accountability and sustainability in Nigerian states as a means to turbocharge their revenue base, increase fiscal efficiency in public expenditure while reducing debt overhangs. “The project, in which all the 36 state governments submitted written expressions of interest, commenced late 2018 after the endorsement by the National Economic Council in March, it is shocking that any state would jettison the offer of a programme that was informed by serious fiscal challenges faced by states, the majority of which are still unable to pay workers’ salaries and pensions. “We must emphasise that Imo, Zamfara and Sokoto states have not published their budget documents since 2017, whereas Lagos State, which
provides only a thumbnail of it, has a history of notoriously resisting attempts to uncover its financial dealings, thus embedding corruption”, BudgIT added. “This situation notwithstanding, BudgIT will not give in on its advocacy for transparency and accountability in Nigeria. We shall look more critically at the proactiveness in the disclosure of financial information by Nigerian states as well as their compliance with the Freedom of Information Act” affirms Gabriel Okeowo, BudgIT’s Principal Lead. According to him, it is commendable that many other states have released full budget documents to the public. However, those documents must always be published within a reasonable timeframe in an accessible format. This is pivotal in enabling citizens to engage legislators during budget debates. States with partially detailed budget documents – in public domains – must provide details of capital projects being executed for the fiscal year.
NIMASA regrets few females’ participation in maritime business As Aisha Buhari leads others to encourage female involvement in seafaring
Temitope Adebayo The Director-General of the Nigerian Maritime Administration and Safety Agency (NIMASA), Dr Dakuku Peterside regretted that very few females were in the profession of seafaring, however, said that the agency was working with stakeholders to try to reverse the great imbalance. Speaking in Lagos during a chat with journalists, Dr Dakuku noted that the First Lady, Mrs Aisha Buhari will be leading other dignitaries and stakeholders in the maritime community to campaign and encourage more female participation in seafaring and maritime trade as the country joins the rest of the world to mark this year’s Day of the Seafarer on June 25.
He said the presence of the President’s wife, who will be leading other prominent women in the maritime industry to the event scheduled to hold in Lagos, will be a boost to the efforts to attract more female involvement in the sector. According to him, her presence would further boost the ongoing campaign to encourage the participation of more females In seafaring and the maritime sector, in line with the International Maritime Organisation (IMO) campaign for this year to get more women into the hitherto male-dominated profession. He noted that this year’s event, themed “On board with gender equality”, was geared towards encouraging more women to take advantage of opportunities in the
maritime sector, particularly as seafarers; as Marine Engineers, Nautical Scientists, Marine Surveyors, Deck officers and even grow to become Master Mariners. “Statistics available have shown that only 2 per cent of the total seafarers across the world are females and more disappointing is the fact that the majority of this percentage are from the Philippines a country which dominates the profession in huge numbers, raking in huge income / foreign exchange. So there is a need for us to take conscious and deliberate actions to encourage women to take a career in seafaring,” Dakuku stated. The NIMASA DG said this year’s Day of the Seafarer was unique, as it is focused on highlighting the fact that the seafaring
profession is not a career solely preserved for men but one that can accommodate all genders. He also disclosed that there would be a one-day sensitisation workshop on Monday in Lagos for over 400 Nigerian female students from all over the country to showcase the benefits of taking a career in seafaring. Speaking on what NIMASA is doing to encourage women to take a career in the profession, Dakuku stated that the Agency was planning a robust awareness programme that would continue to enlighten Nigerians on the seafaring profession. He said the Agency would also look into creating more avenues for Nigerian students through interventionist programmes and proper education.
Port Harcourt Airport reopens after Air Peace plane skids runway Less than 72 hours after Air Peace Aircraft 5N BRN skidded off the runway, the Federal Airport Authority of Nigeria (FAAN) has announced that Port Harcourt International Airport is safe and open for flight operations. The FAAN General Manager, Corporate Affairs, Mrs Henrietta Yakubu, in a statement, said the after Air Peace Aircraft skidded off the runway at about 15:00hrs on Saturday the airspace was temporarily shut.
She disclosed that the aircraft involved in the incident was pulled out of its obstructing position at about 15:08hrs on Sunday and had since been opened for operations. “Following a skidding incident yesterday involving an Air Peace flight with registration number 5N BRN, flying from Abuja to Port Harcourt, the Port Harcourt International Airport runway has been thoroughly inspected and cleared.
“The airport is now reopened for normal flight operations. “The Nigerian Airspace Management Agency (NAMA) has issued a notice to Airmen (NOTAM) to that effect in line with standards and recommended practice. “We want to assure all airport users that FAAN is committed to her core values of Safety, Security and Comfort,” Yakubu said.

Boeing may have to rebrand MAX, says Al Baker Chukwuemeke Iwelunmo Boeing may have to rebrand the 737 MAX in the light of its two fatal crashes and possible passenger resistance to flying on the type when it is restored to commercial service, Qatar Airways Group CEO Akbar Al Baker believes. Speaking at a roundtable on the sidelines of the Paris Air Show, Al Baker said he had full confidence Boeing would find a fix for the system believed to be a factor in the two crashes and that regulator would certify the aircraft again, but passengers could be reluctant to fly the MAX. Boeing is finalizing changes to the
model’s manoeuvring characteristics augmentation system (MCAS) flightcontrol law software. Regulators grounded the 380-aircraft global MAX fleet in mid-March, shortly after the second accident, the March 10 crash of Ethiopian Airlines flight 302. Investigations on the Ethiopian crash and the earlier Indonesian Lion Air crash are still ongoing. Qatar Airways has a leasing a company that ordered 20 MAX 8s; at the time of the global grounding of the MAX fleet in midMarch, three of those had been delivered and placed with Air Italy, in which Qatar Airways has a 49% stake. “I think Boeing will have to come up with something to re-name this airplane,” Al Baker said.
The Qatar Airways chief also said he would be interested in the Boeing New Midmarket Airplane, if that is launched, for the company’s leasing arm and possibly for the airline. However, Qatar Airways has no interest in the Airbus A321XLR, launched at the Paris Air Show on June 17. “We’re not interested in the XLR. We feel our A321LRs will do a lot of sevenhour missions. We don’t need a singleaisle airplane beyond seven hours, because it becomes very uncomfortable for passengers–unless you’re an LCC. We are not an LCC,” Al Baker said. On other aircraft issues, he said that new additions to Qatar Airways’ fleet would have a modified, improved Q-Suite business class cabin. The
modifications, however, would be in the seat surroundings, not the seat itself. Al Baker has long expressed an interest in setting up a domestic Indian airline. That interest remains, “but the issue is the bureaucracy. It’s so laborious. Although there’s a government policy [that would allow this], when you want to implement it there’s a lot of obstructions.” He also said that Qatar Airways would be making a decision “very soon” on whether to leave the oneworld global alliance; Al Baker has complained of hostility from some members. “We’re still reconsidering. We’ve had requests from our friends in oneworld not to withdraw, but the decision will be made in our best interests, not the best interests of the alliance,” he said.
Nigeria to get Internet Code of Practice soon - NCC Ladesope Ladelokun The Nigerian Communications Commission (NCC) has hinted that it is on the verge of putting in place an Internet Code of Practice for the telecom industry for the purpose of engendering a culture of responsible conduct in the cyberspace. This was disclosed by the Head of Information and Reference at the Commission’s Consumer Affairs Bureau (CAB), Ismail Adedigba, at the
106th Edition of Consumer Outreach Programme (COP) held at Benin, Edo State at the weekend. Adedigba, who stood in at the event for Felicia Onwuegbuchulam, Director of Consumer Affairs Bureau at NCC, said that the country had witnessed a phenomenal rise in the usage of internetbased solutions and services due to the liberalisation of the telecoms industry, making it necessary to put in place an Internet Code of Practice to address the challenges faced by stakeholders and
ensure a seamless governance process. Kogi guber: APC chieftain, Ajibulu denies rumour he is interested in race As the countdown to the November governorship election in Kogi State begins in earnest, a chieftain of the All Progressives Congress (APC), Omoba Tunde Ajibulu, has denied reports making the round that he wants to run for the governorship seat. Ajibulu, a businessman said however that though he had no intention of becoming governor of the state, contrary to insinuations, he is prepared to support any candidate from Kogi East that can rescue the state from its present economic quagmire. The Lagos-based businessman, who had earlier spoken on Saturday at his country home, Ekirin/Adde, during this year’s Community Day, further told a another media house that contrary to the claim by the state secretary of the party, he is not a “foreigner and Diaspora politician.” He said, “I urge our party members to see beyond their personal gains when choosing the party standard bearer for the November poll, because the state has suffered enough.” Questioning the APC’s state secretary’s membership of the party, Ajibulu said further: “I have been an APC cardcarrying member since January 2014. I registered in my village ward. I wonder when Mr Joshua Onoja, the state party secretary joined APC? “I was a member of the APC Presidential Campaign Council serving in the logistics department and went to
campaign with President Buhari in at least 17 states. I was part of those who were sent to Anambra to conduct the congresses. “So, while I don’t want to join issues with the Kogi APC secretary, Joshua Onoja, I will advise him to do thorough research next time instead of casting wild aspersions. INEC server saga: Like June 12, Atiku is being denied victory in an election he won, says aide Stories by Patrick Okohue Following the refusal by the National Independent Electoral Commission (INEC) to allow the Peoples Democratic Party (PDP) and its presidential candidate in the last general election, Alhaji Atiku Abubakar the right to inspect its server, an aide of Alhaji Atiku, Sani Adamu, has accused the electoral umpire of attempting to drag Nigeria towards a path similar to the June 12 1993 election annulment. Adamu said there was evidence that INEC obtained, deployed servers to the 36 states of the federation including the Federal Capital Territory for the last general election. Abdullahi Sule in the interest of peace. The PDM candidate had dragged the Independent National Electoral Commission (INEC) to the Governorship Election Petition Tribunal for the alleged omission of his name and the logo of his party from the ballot paper. Speaking with newsmen in Lafia on Monday, Nagogo said he withdrew the petition due to appeals from stakeholders within and outside the state. “I also considered that this is the first time my zone which is

Nagogo said that he had to allow the general interest supersede his personal interest. “For the fact that I am not a governor today, I can be someday because the future will still be bright,” he said. Dangote Oil Refining Company, United States Trade and Development Agency (USTDA) and UOP, a division of Honeywell International, Inc., have commenced a training programme for the development of critical human talents necessary to operate and maintain a petroleum refinery of the magnitude of Dangote refinery. The training, which kicked off at the Dangote Academy, Ikeja, Lagos, involves intensive training of 50 Dangote company engineers. The training programme is designed to focus on refining processes and engineering, as well as on health, safety and environmental skills. The Dangote Refinery will be a major step towards reducing dependence on imported fuels and petrochemicals in Nigeria. When completed, the refinery, one of Africa’s largest industrial conglomerates, will create significant economies of scale and support jobs creation in both Nigeria and the continent. Trump imposes new sanctions on Iran, targets supreme leader
Ethiopia security forces kill alleged coup leader Ethiopian security forces have killed the man accused of orchestrating a failed coup d’etat in the northern Amhara region over the weekend. General Asamnew Tsige, who allegedly led the coup attempt, was shot on Monday near the Amhara state capital Bahir Dar, the prime minister’s press secretary, Negussu Tilahun, told Reuters news agency on Monday. Tilahun declined to give any other details. “Asaminew Tsige - who has been in hiding since the failed coup attempt over the weekend - has been shot dead,” state broadcaster EBC reported. The failed putsch on Saturday led to the killing of five senior officials, including the army chief of staff. The latest to die was the attorney-general of Amhara state, Migbara Kebede, who succumbed to his wounds on Monday. Asamnew had been on the run with some of his supporters while other plotters have been arrested. The streets of the capital Addis Ababa appeared calm as military vehicles patrolled the city, while flags were flying at half mast on Monday. Access to the internet appeared to be blocked across Ethiopia, users
reported. The reasons behind the attempted coup in the state remain unclear, although it may have been a reaction from Asamnew to a plan by state officials to rein him in after they were alarmed by reports of his ethnic rhetoric and recruitment of militias. Brigadier-General Tefera Mamo, head of special forces in Amhara, told state television on Sunday “most of the people who attempted the coup have been arrested, although there are a few still at large”. Saturday’s violence unfolded in two separate attacks. According to a government spokeswoman Billene Seyoum, a “hit squad” led by Asamnew burst into a meeting in the state offices in Bahir Dar - 500km north of the capital Addis Ababa - and shot dead regional government President Ambachew Mekonnen and his adviser Ezez Wassie. “Several hours later, in what seems like a coordinated attack, the chief of staff of the national security forces, Seare Mekonnen, was killed in his home by his bodyguard in Addis Ababa,” Seyoum said. Asamnew had told the Amhara people to arm themselves and prepare for fighting against other groups, in a video spread on
Facebook a week earlier. The general had been released from prison last year after receiving an amnesty for a similar coup attempt. Long-simmering ethnic tensions in Amhara and other areas has surged since Prime Minister Abiy Ahmed launched reforms. At least 2.4 million people have fled fighting, according to the United Nations. Prime Minister Abiy Ahmed has pushed through sweeping changes since coming to power in April last year, making peace with Eritrea, reining in the security services, releasing political prisoners and lifting bans on some outlawed separatist groups. The reforms in Africa’s secondmost populous country have won him widespread ainternational praise. But his shake-up of the military and intelligence services has earned him powerful enemies at home, while his government is struggling to contain figures in Ethiopia’s myriad ethnic groups fighting the federal government and each other for greater influence and resources. Monday was a national day of mourning following Saturday’s coup attempt.
Georgia’s ruling party announces electoral changes amid protests The leader of Georgia’s ruling party has announced a sweeping set of electoral reforms after four days of protests convulsed the capital, Tbilisi. Bidzina Ivanishvili, founder and leader of the Georgian Dream party, said in a statement on Monday that the country’s next parliamentary election scheduled for 2020 - will be based entirely on a proportional system, fulfilling a key demand of anti-government protesters. In his first public appearance since the political crisis erupted, Ivanishvili also announced that the threshold of five percent of the vote for parties to be represented would be dropped. “We are seeing today that the society wants changes,” Ivanishvili said. “Our initiative opens the way for large-scale political changes.” Thousands of protesters have taken to the streets of Tbilisi since Thursday, when demonstrators enraged by the visit of a Russian legislator attempted to storm Georgia’s parliament building, prompting riot police to fire tear gas and
rubber bullets at those rallying. More than 200 people were injured during the clashes and more than 300 demonstrators were arrested, according to officials. The protest reflected simmering anger against Russia, which routed Georgia in a 2008 war and has maintained a military presence in Georgia’s two breakaway regions of Abkhazia and South Ossetia. Subsequent rallies were held outside parliament over recent days, with protesters calling for the release of those held and the resignation of Interior Minister Giorgi Gakharia,whom they blame for the violent dispersal of Thursday’s demonstration. It was unclear whether the announcement would placate the protesters, who were also demanding a snap election. On Monday afternoon, antigovernment demonstrators drove dozens of cars around Tbilisi’s central district, honking in protest before arriving at the interior ministry building
to demand Gakharia’s resignation. Another mass street demonstration was planned for the evening. In a sign of wider political dissatisfaction, the movement has also called for amendments to Georgia’s electoral law to have legislators chosen fully proportionally rather than the current mix of party-list and singlemandate representatives. Opposition parties argue the singlemandate races unfairly favour the ruling party and consider Ivanishvili - Georgia’s richest man after making a fortune in Russia - to be a conduit of Moscow’s influence. On Monday, Ivanishvili said an investigation must determine those responsible for last week’s violence. Moscow, meanwhile, responded to the protests by ordering a ban on Russian flights to Georgia, effective as of July 8. Russia’s transportation ministry also banned Georgian airlines from flying to Russia, citing their debts and safety issues.
US President Donald Trump signed an order on Monday that targets Iran’s supreme leader and associates with additional financial sanctions. Trump said the action follows a series of aggressions by Iran, including last week’s downing of an unmanned US surveillance drone. Tensions between the United States and Iran that have grown since May, when Washington ordered all countries to halt imports of Iranian oil. The targets of the new sanctions include senior military figures in Iran, blocking their access to any financial assets under US jurisdiction. They also work to deny Supreme Leader Ayatollah Ali Khamenei’s and his close aides’ access to money and support. Trump said the supreme leader and his associates were ultimately responsible for what Trump called “the hostile conduct of the regime”. “Sanctions imposed through the executive order ... will deny the supreme leader and the supreme leader’s office, and those closely affiliated with him and the office, access to key financial resources and support,” Trump said. Responding to the sanctions announcement, Iranian Foreign Minister Mohammad Javad Zarif tweeted that hawkish politicians close to Trump were thirsty for war rather than diplomacy. “@realDonaldTrump is 100% right that the US military has no business in the Persian Gulf. Removal of its forces is fully in line with interests of US and the world. But it’s now clear that the #B_Team is not concerned with US interests - they despise diplomacy, and thirst for war,” he tweeted. Zarif has in the past said that a socalled “B-team” including Trump’s national security adviser, John Bolton an ardent Iran hawk, and conservative Israeli Prime Minister Benjamin Netanyahu could goad Trump into a conflict with Tehran. Iran’s ambassador to the United Nations said the latest US sanctions against Iran showed that Washington does not respect international law and called for dialogue on regional security. The US decision to impose more sanctions is another indication that the United States “has no respect for international law and order,” Ambassador Majid Takht Ravanchi told reporters at the UN. Iran said earlier on Monday US cyberattacks on its military had failed, as Washington sought to rally support in the Middle East and Europe for a hardline stance that has brought it to the verge of conflict with its longtime foe. Washington has blamed Tehran for attacks on tankers in the Gulf in recent weeks, which Iran denies. On Monday, the US said it was building a coalition with allies to protect Gulf shipping lanes. A coalition of nations would provide both material and financial contributions to the programme, a senior US State Department official said, without identifying the countries. “It’s about proactive deterrence, because the Iranians just want to go out and do what they want to do and say hey we didn’t do it. We know what they’ve done,” the official told reporters, adding that the deterrents would include cameras, binoculars and ships. The US accuses Iran of encouraging allies in Yemen to attack Saudi targets. In a joint statement on Monday, the US, Saudi Arabia, the UAE and Britain expressed concern over Middle East tensions and the dangers posed by Iranian “destabilising activity” to peace and security in Yemen and the region. The confrontation between Iran and the US heated up last Thursday when Iran shot down a US military drone, saying it had flown over its airspace.
Washington, which said the drone was in international skies, appeared to come close to attacking Iranian military targets, with Trump saying that he aborted a retaliatory air attack 10 minutes before it was to go ahead. Trump said he decided the attack could have possibly killed too many people. US media have reported that Washington launched cyberattacks last week even as Trump called off his air raid. The Washington Post said on Saturday that the cyberstrikes, which had been planned previously, had disabled Iranian rocket launch systems. US officials have declined to comment. Iran dismissed the cyberattacks as a failure. “They try hard, but have not carried out a successful attack,” Mohammad Javad Azari Jahromi, Iran’s minister for information and communications technology, said on Twitter. “Media asked if the claimed cyberattacks against Iran are true,” he said. “Last year we neutralised 33 million attacks with the [national] firewall.” US allies have been calling for steps to defuse the crisis, saying they fear a small mistake by either side could trigger war. “We are very concerned. We don’t think either side wants a war, but we are very concerned that we could get into an accidental war and we are doing everything we can to ratchet things down,” British Foreign Secretary Jeremy Hunt said. US Secretary of State Mike Pompeo jetted to the Middle East to discuss Iran with the leaders of Saudi Arabia and the United Arab Emirates. Pompeo met King Salman as well as the king’s son, de facto ruler Crown Prince Mohammed bin Salman. The US special representative for Iran, Brian Hook, visited Oman and was headed to Europe to explain US policy to allies. He told European reporters on a phone call before his arrival that Trump was willing to sit down with Iran, but that Iran must do a deal before sanctions could be lifted. US-Iran relations have deteriorated over the past year since the US abandoned a 2015 agreement between Iran and world powers designed to curb Iran’s nuclear programme in return for the lifting of sanctions. US allies in Europe and Asia view Trump’s decision to abandon the nuclear deal as a mistake. France, Britain and Germany have sent an official diplomatic warning to Iran if Tehran reduces its compliance with the accord, two European diplomats said on Monday. It was not immediately clear what consequences Iran might face for noncompliance. Washington argues that the agreement known as the JCPOA, negotiated under Trump’s predecessor, President Barack Obama, did not go far enough, and new sanctions are needed to force Iran back to the table to make more concessions. Both sides have suggested they are willing to hold talks while demanding the other side move first. In the latest comment from Tehran, an adviser to Iranian President Hassan Rouhani repeated a long-standing demand that Washington lift sanctions before any talks. But the adviser, Hesameddin Ashena, also tweeted a rare suggestion that Iran could be willing to discuss new concessions, if Washington were willing to put new incentives on the table that go beyond those in the deal. “If they want something beyond the JCPOA, they should offer something beyond the JCPOA; with international guarantees,” he said.

Gernot Rohr: Samuel Kalu now okay, may feature against Guinea
Nigeria head coach Gernot Rohr said that striker Samuel Kalu is now okay and may feature in Nigeria’s crunch match Wednesday against Guinea in Group B. Kalu collapsed in training on Friday night and was rushed to hospital immediately. There were fears that the forward who turns out for French club Bordeaux might have some heart condition, but that was dispelled after checks in an Alexandria hospital. Kalu played no part in Nigeria’s opening game against Burundi on Saturday as a precaution but was at the
stadium in support of the team. Coach Gernot Rohr said after the match that the striker was okay. “Kalu had a problem on Friday when he fell as we were doing some drills on corner kicks. He was rushed to hospital and fortunately, the doctors said it was a problem of dehydration, not a heart problem. He didn’t drink enough,” Rohr noted. “But he is okay now, he is in high spirits. We will wait for more green-light from the medical team before we can decide whether he can play. He is okay. The rest is up to the medics,” further stated the German coach.

Rohr said his team has been hit with sickness with defender Shehu Abdullahi coming off after just 39 minutes in the game against Burundi on Saturday. “We had some sick players coming in here because of the weather when we were training in Asaba. But I believe they will be okay and we can have a fully fit team,” stated the tactician. Nigeria play their next game against Guinea on Wednesday in what is expected to be a tough duel.
France set to dock ex-IAAF chief Lamine Diack for corruption Former IAAF chief Lamine Diack will be tried in France on charges of corruption and money laundering, after a fouryear investigation into doping cover-ups, extortion and bribe-taking in world athletics. The judges’ decision comes a month after financial prosecutors formally accused Diack and his son Papa Massata of a host of illicit practices over a period of years with the active involvement of international athletes and their federations. Money laundering alone carries a jail term of up to 10
years. Diack, who led the IAAF from 1999-2015 and was one of the most influential men in athletics, and his son have consistently denied wrongdoing. Prosecutors began their investigation in 2015, shortly after the IAAF’s ethics commission and the World Anti-Doping Agency (WADA) uncovered evidence a Russian marathon runner paid 600,000 euros ($683,220) to cover up a positive drug test, allowing her to compete in the London 2012 Olympic Games. The prosecutors in their indictment highlighted what
they describe as the “extremely complacent” attitude of the IAAF toward the Russian athletics federation. They set out the relations between a number of IAAF and national federation officials allegedly involved in corrupt practices. According to the prosecutors, Diack and his son, who oversees a sports consulting business called Black Tidings, solicited payments from athletes, either directly or indirectly, totaling 3.45 million euros in exchange for covering up positive doping tests and allowing athletes to go on competing.

San Siro to be ‘knocked down’ – AC Milan chief
AC Milan and Inter are moving ahead with plans to demolish their famous San Siro stadium, Rossoneri president Paolo Scaroni has claimed. Commonly known as San Siro for the district of Milan in which it is situated, the Giuseppe Meazza stadium is one of the most iconic grounds in European football. It hosted matches at the 1990 World Cup, while it has also been the setting of four European Cup and Champions League finals, the most recent of which being in 2016, when Real Madrid beat Atletico Madrid 5-3 on penalties after a 1-1 draw. Despite its status in world football, San Siro has long been regarded as in need of refurbishment, but the two Milan clubs are planning to rebuild it completely instead. Speaking to Gazzetta dello Sport, Scaroni said: “Everything is proceeding. “We will make a new San Siro together, next to the old one in the same area of land. The old man will be knocked down and in its place there will be new buildings built.” Scaroni was speaking in Lausanne, Switzerland, ahead of the Olympic Committee’s selection of the hosts for the 2026 Winter Olympics on Monday. Milan is a candidate city and Scaroni dreams of seeing the new San Siro host the opening

For the past few decades, the Nigerian Police Force has consistently vindicated this preposition; it has been a microcosm of all that is wrong with Nigeria at every stage of its evolution. Systematic and structural issues like indiscipline, chronic corruption and a poor service culture barely scratches the surface underneath the hefty trunk of this elephant in the room. Times without number, we place ourselves on the line when the state of the nation demands that we act in order to avert our country’s descent into the abyss. We are at a critical moment when Nigeria’s continued existence is again under threat. I am not here to play the blame game nor lay fault on a government that has been given a renewed mandate as a sign of trust for its unquestionable desire to change the status quo and put Nigeria on a sustainable trajectory towards positive change and future prosperity. Our main concern is how the Presidents high ethos and noble aims can be made to align with the realities on the ground. No government can succeed in building the nation and scoring a lasting legacy when the whole house of cards is built on a shoddy foundation that can be blown away by the mildest wind. No anticorruption campaign can succeed when the primary law enforcement body is at the nexus of the most blatant abuse and its leadership consists of Men who inspire no confidence and are themselves product of a system that is rotten to its core. A dead seed cannot give birth to a fruit tree. Case in point, the situation of the NPF is so malignant, so endemic that it has become one of the facts of life that their raison d’Etat is simply lost to the citizenry. Instead of being a pillar of stability and an institution in which we shall take some pride, it has become a parasitical entity sucking the very life blood of our country. The armed forces are increasingly forced to fill the huge vacuum left in the fight against banditry and other crimes that were allowed to fester on the absent watch of the Nigerian Police. What purpose then, does the folk in Louis Edet House serve for all the money that they get from taxpayers coffers? Now is the time to rebase the terms of the relationship between the Police and the people they are meant to protect. ON KANO AND THE EU REPORT The newly released report on Nigeria’s 2019 General Elections drafted by the European Union (EU) Observers confirms the sum of all our fears. In the main, the EU
report identified the flaws in the electoral system and particularly noted the intimidation which characterised the conduct, the police were alleged to have connived with some politicians to harass voters in the pursuit of a nefarious agenda as in the case of Kano gubernatorial supplementary election. The overwhelming force which was deployed during the recent runoff election in Kano is a bitter taste of how bleak our situation is. A decent and incorruptible CP (Wakil) displayed the necessary fortitude and courage to stand by his constitutional oath. This created a level playing ground which resulted in a serious setback for the incumbent who undoubtedly lost the election. However, the result was manipulated and declared inconclusive making a rerun the only alternative. What happened next is for the history books; the top echelon of the force decided and indeed sent very senior officers whose actions left a dark stain on the honour of the entire Police Force. Naked and brute power was brought into play and the outcome was all but assured. A corrupt governor was handed a stolen win on a golden platter and the wishes of the electorate were silenced by the intimidating display of the total unity between the police and the armed political militia of the incumbent. Militia men that killed, maimed, and raped women at polling units. Lets not forget the history of IPOB, and ECOMOG, and how this ‘Governors’ created militia metamorphosed into terror (boko haram and IPOB), carnage, and absolute destruction of lives and properties across the country. This action contradicts the intention and the directive of the President, who reiterated his call for a free and fair election just before the gubernatorial election. There is also a clear and present danger which manifested itself recently as a result of the creation of new emirates in Kano, and the impending deposition of the Emir of Kano, HRH Muhammadu Sanusi II against all reasonable advice. Governor Ganduje’s claim that the reason for this idiocy is the alleged misappropriation of funds by the Kano Emirate council is at best laughable. The affair is handled by a local anti corruption agency in Kano, which actually ought to be looking into the activities of civil, and not public servants. In fact, nothing could explain this agency didn’t look into the tapes of the bribe receiving governor. Only in Nigeria, where everything goes, does numerous human rights abuses and cases of rampant extortion go unchecked and those
who perpetrate these crimes within the force hierarchy are rewarded with juicier postings having paid for it with money gained from the wages of sin. Enormous sums of money in circulation earned by service personnel as payment for their side jobs as political thugs and racketeers. Postings of senior police officers are highly sorted securities being traded on the Louis Edet stock exchange. OPERATION OOPS! Sometimes I get to wonder what goes on in the mind of decision makers and their spokespeople when they commit a blunder of monumental proportions without an iota of regret. Puff Adder is a classified stealth operation planned by strategic and tactical experts who created a surgical intervention planned to deliver lethal counterpunch to the crux of the current insecurity. However, before it could bear fruit, we found it on the pages of our newspapers. As if that is not enough of a publicity stunt that has horribly gone south, we read about the Police’s plan to infiltrate criminals in the pages of newspapers. What an intelligent intelligence. Basically, what they did is like a burglar who phones homeowners and tell them he is en route, with full details of his itinerary; the entire fiasco is sadly not a one off incident, it has become a repeated occurrence by our security agencies. Who are our security agencies trying to impress by starting and ending operations on the pages of newspapers? Definitely not the President who has expressed his concerns regarding the insecurity ravaging the country. Only good fortune and providence provided us with a possible way out of our present predicament. In President Muhammad Buhari, we are lucky to have a leader who actually listens to the timely warnings of his Comrades in Arms, and we do know of his selfless commitment to the emancipation of the masses, his uncompromising iron will, and his genuine desire to redeem the future of our fatherland long sacrificed on the alter of contempt and greed. The actions of the NPF thus far constitutes an existential threat to the prospects of the administration and their failing undermines his policies as it tears his revolutionary agenda to shreds, PMB has demonstrated an uncanny ability to put halt on errant actors and duly hold them to account. We are now Dancing on the Brink and this unique trait of our President is urgently in need in order to tame the unending attempts of the Police to bring down the government of President Muhammadu Buhari.

Shehu Dikko, the second vicepresident of the Nigeria Football Federation (NFF), has denied an allegation that they owed the women’s team outstanding bonuses and allowances The Super Falcons crashed out of the Women’s World Cup following a 3-0 defeat to Germany in the Round of 16 at Stade des Alpes in Grenoble on Saturday. After their elimination from the competition, Thomas Dennerby’s ladies refused to vacate their hotel and staged a sit-in protest, demanging their unpaid bonuses in France on Sunday. The Kaduna-born football administrator explained the efforts made amidst its financial challenges to ensure the Super Falcons had a smooth campaign in France. “We have paid the players and officials the entitlements due them for the tournament and other outstanding bonuses and allowances were settled before the team arrived at the World Cup finals,” Dikko said in a statement to the press.. “The monies for the Super Falcons’ preparation and participation at the FIFA Women’s World Cup finals in France were recently approved by His Excellency, President Muhammadu Buhari. But the release of the funds is still being processing by the Federal Ministry of Finance and will be concluded soonest. “Inspite of the delay in release of funds, the NFF made huge sacrifices including borrowing to ensure it gave the Falcons the very best of preparation for the World Cup in France with about 15 test games, with camps/games held in China, Cyprus, Spain, CIV, and Austria. “The NFF is indeed encouraged by results achieved by the Super Falcons in France, being the first time the team qualified to the knockout rounds in the last 20 years with credible performance
against some of the world’s best teams. “The NFF duly ensured it addressed all the issues raised by the team captain Desire Oparanozie via an email prior to the team resuming in camp in Austria and used it best efforts, to settle all the players’ claims and bonuses to so as to provide an enabling platform for the players to perform without any distractions in France for the World Cup. “Therefore, based on the foregoing facts, as at the time the Super Falcons set out to play Germany on Saturday 22nd June, the NFF had in spite of the challenges, ensured it met all its obligations to the players. After the team’s exit from the tournament due to defeat by Germany, the only money the NFF has to pay the players is the extra 5 days’ daily allowance of $500 to each player for the days spent from the end of group stage to the day they played Germany in Grenoble. “Daily allowance is usually paid only when the days are known, as we could have defeated Germany and thus stayed more days in the tournament. Accordingly, these payments will be resolved within the next business days upon return of the team to Nigeria. “After the loss to Germany, the players raised the issue of their share of the prize money expected from FIFA. For qualifying to the Round of 16, the NFF is entitled to receive $1 million from FIFA. “The NFF duly reconfirmed to the team that they would be entitled to get 30% share of the fund from FIFA just like the men’s teams get and were informed that these funds would only be available to NFF post-World Cup. The issue of sharing formula with the team was as clarified and the matter was closed.” The Super Falcons will arrive in Nigeria on Monday following their exit from the Women’s World Cup in France.
