The Governor of Central Bank of Nigeria (CBN), Mr Godwin Emefiele, who gave the warning while briefing finance correspondents on the outcome of the MPC meeting, said that seven members voted to retain the rate while two voted to reduce and one member voted for increase of the rate. According to Emefiele, impact of the expected liquidity from the expansionary 2018 Federal Government budget, rising FAAC disbursement in the second half of the year, along with the buildup of 2019 preelection spending were some of the factors that necessitated the retention of the rates. With this decision, the MPC has retained the monetary rate for the 12th consecutive time since July 23, 2016, while Tuesday’s meeting was the third for the year 2018. Emefiele, however, said that the MPC noted with satisfaction the fourth consecutive quarters of growth of real GDP and the positive growth outlook in the domestic economy. “This is shown by the sustained improvement in the manufacturing and non manufacturing Purchasing Managers Indices in the second quarter of the year,” the CBN governor said. The MPC, however, said
it was concerned about the liquidity impact of the 2018 expansionary fiscal budget and increasing FAAC distributions due to rising prices of crude oil as well as the buildup in election related activities. “Notwithstanding the positive direction of the output, the MPC reviewed the effects of the sustained policy normalisation in some advanced economies with implications for capital flow reversals, exchange rate and domestic price pressures as well as other challenges to growth in the second half of 2018,” Emefiele said. The MPC commended the approval of the Federal Government 2018 budget and called for the accelerated implementation to further support the fragile growth recovery. The committee also called for sustained implementation of the ERGP to further stimulate output growth. The committee took note of the sustained moderation in inflation pressure, especially the deadline inflation as well as stability in the foreign exchange market. The MPC expressed concern on the threat posed by incessant herders and farmers’ crises in some key food producing states of the federation, warning that the negative impact on some key food supplies chain, would continue to exact pressures on food prices. The committee therefore called on the bank to continue to build on the progress already made in arresting the trend to
sustain the moderation in food inflation. According to the apex bank boss, the MPC also observed with satisfaction, the high level of activities in investors and exporters window of the foreign exchange market which continued to supply liquidity in the foreign exchange market, narrowed exchange rate premium and reduced speculation activities in the market. Emefiele said: “The MPC noted the continued improvement of deposit money banks and expressed optimism that the moderation in the levels of non-performing loans in the industry will continue. The committee therefore called on the Federal Government to accelerate the settlement of outstanding contractor debts and also encouraged the banks to ensure strict compliance with regulatory provisions. “In discussing the economic report presented to the committee, it was observed that as the prices of crude oil increased in 2017 and 2018, the monthly allocation to various levels of government also increased, suggesting that Federal Government was not conscious of saving for the rainy day. The committee therefore advised the fiscal authorities to build the buffers, especially now that the price of crude oil is relatively high. The committee said it strongly considered the option of

Organisers of beauty pageants all over the world usually charge specific fees from participants as condition prerequisite for entry. In the past years, those that contested for Miss Nigeria crown had to pay N5,000 each to participate. Folio Communications Plc, organisers of Miss Nigeria made the disclosure of the free entry from the 2018 edition in a statement made available on Tuesday. The company also alerted the public to beware of impostors who may want to take advantage of the successes recorded in the past to swindle unsuspecting young women in the name of organising Miss Nigeria, adding that official announcement for the commencement of the 2018 entry will soon be communicated appropriately. According to the statement signed by Bonaventure Melah, Managing Editor of Daily Times newspaper who also doubles as Media Adviser to Folio, the Chairman, Mr. Fidelis Anosike and the management of the company approved the entry free participation for Miss Nigeria beginning from the 2018 edition as a practical demonstration of

The mooted disaffection in the ruling All Progressives Congress (APC) blew open on the floor of the National Assembly on Tuesday with 14 Senators and 37 members of the House of Representatives dumping the party for the Peoples Democratic Party (PDP) the African Democratic Congress (ADC). With the defection of 14 senators of the ruling APC on the floor of the Senate on Tuesday, the rank of the PDP in the Red chamber has now swollen. While 14 senators defected to PDP, Senator Abdulaziz Murtala Nyako (Adamawa) defected to African Democratic Congress (ADC). With the defection, the ruling APC now has its ranks depleted in the Senate. The All Progressives Grand Alliance (APGA) has one senator while 2 seats are yet unoccupied as a result of the death of Senator Ali Wakili (Bauchi Central) and Senator Bukar Mustapha (Katsina North). The defectors had notified the Senate through a letter read by Senate President, Bukola Saraki, during plenary. The letter reads: “Dear Senate President after due consultation with our constituents and stakeholders in our constituencies, in proper recognition of section 68(1G) of the 1999 Constitution (as amended) and with the fact our party, the All Progressives Congress (APC), is hereby emershed in factions. “We hereby inform the Senate that we the undersigned are changing our political affiliation from the All Progressives Congress (APC) to the Peoples Democratic Party (PDP). “We thank you for your exemplary leadership”. Swelling the number of PDP senators are Lanre Tejuoso (Ogun Central), Shaaba Lafiagi (Kwara North), Barnabas Gemade ( Benue North East), Dino Melaye (Kogi West), Rafiu Ibrahim (Kwara South), Shitu Ubali (Jigawa North East), Isa Misau (Bauchi South), Sulaimon Hunkuyi (Kaduna North), Monsurat Sunmonu (Oyo Central), Mohammed Danbaba (Sokoto South), Bayero Nafada
(Bauchi Central), Suleiman Nazif (Bauchi North), and Rabiu Kwankwaso (Kano). Hardly had Saraki read the letter when the Senate Leader, Ahmed Lawan, pleaded that the announcement be “quarantined, be contained, to create all avenues for the party to address the issue”. Lawan said: “Our party, the APC, has its own internal challenges, we have internal disagreement but the disagreement do not translate to factionalisation”. Pleading with the defectors, Senator Lawan said: “I believe that our senators do not have to move to any other party. I believe that the issue is under discussion by stakeholders in the party. Seriously speaking, this letter should be stepped down”. In his remarks, Saraki said: “As you know and have seen that the seat beside you is absent. “As we speak, the Deputy Senate President cannot get out of his house. “He is under siege. This morning, I could not also leave my street as well all by efforts by some people that believe that today’s sitting must not hold because some members want to move or defect. “It is not something that has started today; it will not end today; people have gone, they’ve come back. “But this kind of action does not allow for what you are saying (to Lawan). “You are speaking as the leader of the Senate, who has been here for many years”. Also, the Senate flayed security agencies for laying siege on the residence of Deputy Senate President, Ike Ekweremadu, early Tuesday morning, preventing him or any member of his household from coming out of the house. The Senate as a result called on the Presidency to order security agents out of the house of the deputy senate president and allow him enjoy his constitutional right to freedom. This decision followed a motion by Senator Chukwuka Utazi (Enugu North) who came under matter of urgent public importance to call the attention of the Senate to Ekweremadu’s incarceration. He said the people of Enugu State resident in Abuja defied the rain to invaded Ekweremadu’s house in
solidarity calling for his freedom. Utazi said the people of the South East region are pained by the development described as uncalled for and inimical to democracy. Senators Sam Anyanwu (Imo East) and Emmanuel Bwacha (Taraba South) condemned the action of security agencies. Bwacha said it is a strange development that has threatened the nation’s democracy and unity. The upper chamber later adjourned for its annual vacation to resume on September 26. But controversy is now trailing the mass defections as both the APC and the PDP are claiming leadership of the National Assembly. Speaking with journalists after a meeting with the APC National Chairman at party’s Secretariat, Abuja on Tuesday, Senate Majority Leader, Ahmed Lawan, said despite the defection of 14 members of the party, the APC still retained majority status in the upper legislative chamber. Lawan accompanied by key Senators including Aliyu Wammako and Kabiru Gaya told journalists that there was defection to PDP and other parties by some of the party members in the Senate asserting that “what we have come here to do is to brief the National leadership of our party on what happened”. The Senate Leader stressed that though the APC has lost some of its members to the PDP and other parties but the party still retains the position of number one party with more seats than any other parties in the Senate. “Presently we are 53 Senators, PDP has 49, ADC has 3, APGA has 2 and we have two vacancies, we lost our colleagues in Katsina and in Bauchi states. “Those were APC seats, very safe seats and in August probably August 11, elections will be held and by the grace of God APC will claim its seats and APC majority will increase and improve. “We are also going to work very hard with our leaders here to reach out to our colleagues who have left us to try to explain to them and give them the comfort that APC is the party to work with; we are hoping that at the end of the day, our colleagues who have left will come back

However, committee noted the appetite of the public for loosening and concern that hold MPR at 14 per cent since July 2016 and considering the dynamic nature of the market, the rates might have lost its signal effect on the market, hence dampen market expectations,” the MPC stated. Meanwhile, the CBN governor said that the MPC has introduced a policy that will encourage the Deposit Money
Banks (DMBs) to lend money to the real sectors and agric sectors of the economy at 9 percent. Emefiele said: “The incentive that we talked about at the last MPC to encourage banks to give credit to the real sector of the economy, the MPC deliberated extensively on the issue of what can be done to encourage banks to increase credit, because at the numbers that we looked at during the May meeting, MPC was concerned that credit to the economy was sliding and we look at means to incentify the money deposit banks to increase credit to the real sector. “At this meeting we found a somewhat improvement which is gratifying but we feel that we must still do what we need to do. Two approaches were considered. “The first approach, where we said, in order to achieve the objective of lowering interest rate particularly to those priority sectors- manufacturing sectors, agric sector that we will encourage large corporates to issue commercial papers note to the market and there will be a memorandum that will detailed explanations of what they are going to do with that money. In order to complement the effort of the banks, we will expect that this commercial papers will come at low rate at single digit of 9 per cent or below that. And for long tenor at a period of 7 years with a specific purpose for that loan, if central bank sees that kind of notes in the market, we will complement the effort of the banks through a mechanism to support that bank that lends to that corporate at single digit rate.”

This, the committee believes, will rein in inflationary pressure and moderate inflation rate to single digit levels, increase real interest rate, build investors confidence and further stabilise the country’s exchange rate. “Notwithstanding the deceleration in headline inflation, the current double digit inflation remains above the bank’s six to nine per cent target rate. In addition, the committee is of the view that tightening will help stem the tide of capital flow reversal in the face of sustained monetary policy nominalisation in some advanced economies. “On the contrary, the committee is of the view that raising interest rate at this time will weaken consumption and raise the cost of borrowing to investors in the domestic economy. “In addition, the decision the policy will trigger the reprising of financial assets by money deposit banks and further constricting to the real sector that will promote non inclusive growth without development”. “In considering the option of loosening, the committee accessed the potential effect of stimulating aggregate demand through lower cost of capital. This could stimulate consumption and aggregate demand. “The committee however considered its

While the APC lost 32 House members to the opposing Peoples Democratic Party (PDP), four lawmakers from Oyo State joined the African Democratic Congress (ADC) citing division within the party in the state and the Chairman, House Committee on Rules and Business, Rep. Orkey Jev, resigned his membership of the APC but is yet to join any other political platform. A sign that a political tsunami was in the offing in the National Assembly began to emerge early in the day as PDP House members thronged the lobby of the assembly complex discussing in hushed tones to pending realignment of political forces in the House. When House Leader, Femi Gbajabiamila, sauntered into the lobby, PDP lawmakers surrounded him, shouting the slogan of the party. But the atmosphere became charged when the Speaker, Hon Yakubu Dogara, made his entrance as the House members chanted his name non-stop while making his way into the chamber. Apart from the four Oyo State House members, the other 33 defectors are from Kano, Kwara, Kogi, Benue and Sokoto states. Arrowhead of the defectors, Hon. Abdulrazak Atunwa at exactly 12. 47 pm submitted the names of House members leaving the APC to Speaker Dogara and after exhausting items listed on the day’s order paper, the speaker reeled out the list of decampees. Shouts of ‘PDP’, ‘PDP’ rented the air as jubilant PDP House members welcomed the returning lawmakers into their fold. Some of the lawmakers who dumped the APC and defected to the PDP are Reps. Ahmed Chachangi (Kano); Rasak Atunwa (Kwara); Aliyu Madaki (Kano); Hassan Saleh (Benue); Mark Gbillah (Benue); Nasir Garo (Kano); Hassan Omale (Benue); Zakari Mohammed (Kwara); Funke Adedoyin (Kwara); Olaniyonu Tope (Kwara); Abdusamad Dasuki (Sokoto) and Ali Pategi (Kwara). Others include Reps. Shehu Usman (Kano); Dickson Takhir (Benue State); Bode Ayorinde (Ondo); Aminu Shagari (Sokoto) and Sani Ranu (Kano). The Oyo State House members who left the APC are Reps. Sunday Adepoju, Olasupo Adeola, Samson Olugbemi and Akintola Taiwo. Addressing journalists after the defection, House Leader, Femi Gbajabiamila, said that in spite of the decamping, his party still holds the majority, saying that the decampees failed to achieve the number of defectors they needed to become the majority party. Gbajabiamila declared the APC House caucus will encourage the leadership of the party to challenge the defection in court, asserting that based on the Supreme Court ruling, the seat of a member belongs to the constituents who elected him and the party on which platform he contested. “If ideology was entrenched in our body politics, you won’t see cross carpeting as we see today. Every four years, we witness this. They say survival is the first instinct of every human being, so every four years, everybody is in search of a ticket and l believe that is the bottom line here,” he stated. In response, the defecting House members led by Rep. Atunwa informed

Giving reasons for their defection, he said: “This was a party that we all laboured for, a party that we all joined together from our various parties pre - 2015, campaigned heavily for it in 2015 and we formed a government. “We came together because we believed in what we have proposed to the people of Nigeria, we believed in change, we believed that this country needs to be better ruled, we believed that the youth of this country deserves better, we believed that the men and women of this country deserves better. “We believed that there ought to be a better method in social integration, we believed that job opportunities must be provided, we believed that there must be respect for rule of law, we believed that there must be a better way for improved education, we believed in all this ideals; so therefore, we came together to form the APC, but sadly no sooner have we formed government in May 2015 that the party set itself on the course to derail itself and that derailment continued up till today. “So already, some of us have been agitating for us to go back for what brought us together and those are the ideals that brought us together, the party nonetheless didn’t listen, rather the party embarked on victimization and criminalisation of its members; those who it perceived as opponents, those who it perceived as not following the line, those who its felt as having divergent views and therefore it set itself on that course of defection and that defection is what is the first step today. “Secondly, within the party itself, some of us who were aggrieved came together and brought our grievances to the floor, we were castigated, criminalised and tagged as saboteurs”. Meanwhile, President Muhammadu Buhari has expressed his total commitment to the values of democracy, freedom of choice as well as total willingness to work with all members of the National Assembly, irrespective of their political party, for the benefit of the nation. In his reaction to the developments on Tuesday morning at the National Assembly, the President noted that none of the defecting federal lawmakers of the APC had any specific grievances against him or the government he leads; neither did he harbour anything against any of them. “As the saying goes, all politics is local. We understand that some of the distinguished and honourable lawmakers have issues with their home states, especially on zoning which bars some of them from seeking another term in their constituencies,” he said. Noting that the APC had done its utmost to stop the defections, the President commended the leadership of the party for relentlessly working for its unity and ensuring success in the upcoming elections. President Buhari assured members of the APC of his total support and urged party faithful not to despair but to see the defections as a seasonal occurrence that happens on election eve. He expressed confidence that no harm or injury will be done to the party and its aspirations by the movements. President Buhari wished all the defected members the best in their future undertakings.

However, the Commissioner of police, CP Imohimi Edgal who stated this further disclosed that unmasked vehicles could still be used occasionally for covert operations targeted at a specific individual or group based on credible intelligence. Edgal who spoke through a press statement issued on Tuesday and signed by the State Police Public Ralations Officer, CSP Chike Oti said, “To ensure that policemen in Lagos are at their professional best always, the Commissioner of Police, Lagos State, CP Edgal Imohimi has banned police
operatives in the state from operating in mufti and commercial vehicles such as the yellow buses popularly known as Danfo or other commercial buses. “Unmarked vehicles will only be used occasionally for covert operations targeted at a specific individual or group based on credible intelligence.” The State Police boss also disclosed that the Command is not unaware that some unscrupulous individuals impersonate as SARS operatives. Offa robbery: Police insist Saraki must Short News Operation Safe Haven Jos, gets honour invitation The Nigeria Police Force said it would not hesitate to use all instruments of law to ensure that the President of the Senate, Bukola Saraki, honoured its invitation. The Inspector-General of Police, Ibrahim Idris, on July 23, invited Saraki to report to the Head of Intelligence Response Team (IRT) on July 24 at 8 a.m. in Guzape, Abuja, over the recent Offa robbery. Recall that armed robbers attacked five commercial banks in Offa on April 5, during which 17 persons, including policemen and a pregnant woman were killed. “The Senate President must honour Police Invitation, otherwise the force will not hesitate to use all
the instruments of the Law to ensure compliance with the law,” he said. The Force Spokesman, acting DCP Jimoh Moshood, who disclosed this in a statement in Abuja on Tuesday, said that Saraki was being expected to report to the police. Moshood said the invitation was aimed at the president of the senate to make more clarification following his indictment by five suspects in the robbery. Meanwhile, the force has denied laying siege at the residence of Saraki on Tuesday. “The force wishes to categorically state that there was no authorised deployment of Police personnel to besiege the residence of the Senate

The Minister during the inspection tour of the facilities indicated that some buildings and shops within the area should go to give way for the expansion work and the provision of major access road. While updating journalists on the ongoing Lagos, Ibadan rail line, he said the quality of track laid and field work are going well, except the problem in Lagos. His words, “We have problem in Lagos, Apapa to be precise. Not because there is work done in Papa but because we are going to relocate one of the stations in Apapa. The problem with Lagos is the relocation of gas and oil pipelines. We will try and award the contract for the water pipelines because they have not finished the technical work for the relocation of
the gas and oil pipelines. This is slowing down the activities of work in Lagos. At the last meeting in Ajeokuta or Warri, we insisted that they must have culverts in Lagos. We discovered that they just did four culverts and that is not enough”. Amaechi, however, said the task given to the company is going on well because the contract is in two phases. He explained “the first phase is the Ebutte Metta to Ibadan and we believe that we should be able to complete that. The second phase is the Apapa to sea port. If we are not able to complete that, we will start commercial activities from Ebutte Metta to Ibadan which is the original contract. “The project is designed for three years. We were just the ones pushing the contractors to finish it in one year. We are just compelling the contract to finish it in one year. I have always insisted that no matter the situation, we will begin commercial activities in Ibadan to Ebutte Metta first”.
Ekiti State Governor-elect, Dr Kayode Fayemi, has released a list of eminent citizens of the state that will serve in the Governorship Transition Committee, charged with the responsibility of liaising with the outgoing administration for a smooth transition ahead of the October 16th take off date of the new government in the state. The 32-member committee is headed by a former member of the National Assembly, Senator Olubunmi Adetunmbi as chairman, while a former Chairman of Ijero Local Government Council, Hon Abiodun Omoleye will serve as deputy Chair. A former Permanent Secretary in the state’s civil service, Mr Ayodeji Ajayi, is the secretary of the committee. The Committee is to be known as the Ekiti State 2018 JKF/APC Governorship Transition Committee. According to a statement signed by the Special Adviser on Media to the Governor-elect, Mr Yinka Oyebode, the inauguration of the Governorship Transition Committee will hold at the Conference Hall, AB Hotels, Ado-Ekiti, on Wednesday, July 25th, by 12 noon.
FG not paying $3000m for 5% share in Nigeria Air Idu Jude Abuja Minister of state for aviation, Hadi Sirika, said the federal government is not paying $300 million for a five per cent stake in Nigeria Air. In responses to questions raised about the national carrier which was launched on Wednesday, July 18, Sirika said the government is providing start-up capital for the airline. “The government is not funding the entire project. It’s just providing start-up capital in the form of an upfront grant or sort of viability gap funding. Once the strategic equity investor is in place, they will be expected to build on the initial investment made,” he said.

Lessons from Ekiti State election

The Nigerian government’s Economic Recovery and Growth Plan identifies ‘investing in our people’ as one of three ‘strategic objectives. But the ‘execution priorities’ don’t fully reflect people’s needs, prioritizing physical capital over human capital. To anchor the economy over the long term, investments in infrastructure and competitiveness must go hand in hand with investments in people ~ Bill Gates There is certainly no way anyone can convince me that Ekiti state governor Ayodele Fayose did not anticipate a defeat in the July 14th, 2018 election to replace him. Likewise, only a greenhorn in the arena of Nigerian political discourse would have anticipated a win for the PDP in that election. Despite the boldface put up by politicians during the campaigns most of them are often aware of the odds. They know when the odds are for or against them. Just like in the 2015 presidential elections the signs were boldly written in black and white, in Ekiti and a friend succinctly summarised it thus: “APC is in control of Aso Rock. APC controls the South West and Fayose is no longer on the ballot. It will be very naive for any political watcher to expect that APC will lose in Ekiti” The election has been won and lost, now let us attempt an objective interrogation of some factors that determined its outcome and perhaps draw a lesson or two there-from. Flashback to 2014; In the run-up
to the 2015 general elections former President Goodluck Jonathan was reportedly convinced by the South West PDP stakeholders that the party needed Ekiti to effectively combat the APC in a region that ultimately turned out to be the battleground for the presidential election. Jonathan was said to have dispatched a group of foot soldiers which included Senator Omisore, Chris Ubah and a certain Brigadier General Aliyu Momoh to do the rigging job. Led by the former Minister of State for Defence, Senator Defence Musiliu Obanikoro they scandalously but successfully subverted the will of Ekiti people and Fayose defeated the incumbent Fayemi to emerge as governor. Fast forward to 2018- all who were instrumental to Fayose’s emergence as governor have neither control nor influence at the centre as the baton had changed hands. Omisore who was allegedly betrayed by Fayose in the Osun gubernatorial election of 2014 recently joined the SDP to give it another shot in September. Likewise, Obanikoro has decamped to the APC while Chris Ubah’s relevance in the PDP has somewhat diminished after losing out to Peter Obi in the Anambra state party primaries. Gen Momoh was sacked from the Nigerian Army in 2016. Locally, Fayose also suffered from self-inflicted injuries. He had promised to leave with his deputy after completing
his tenure but later made an about turn to impose him as the party flag bearer. This did not go down well with many and triggered the exodus of high profile politicians from the PDP. Leading the way was Cyril Fasuyi, a party financier and the leader of Ido-Osi LGA. Fasuyi’s departure was followed by that of Prince Dayo Adedeye who stepped down for the governor in the 2014 primaries. The former Minister of Works left the PDP for APC with his supporters. Then just before the elections, Senator Raji-Rasaki delivered the final blow to Fayose when she led a Member of the House of Representatives, the Chief Whip of Ekiti State House of Assembly and the Attorney General of the state alongside thousands of supporters to the APC mega rally attended by President Buhari and Asiwaju Bola Tinubu. It was obvious that Emperor Fayose will dance naked. Another significant factor that worked against Fayose was his inability to pay salary arrears owed to workers. Fayemi himself owed workers during his time at the government house but Nigerian workers live by the month and couldn’t care less who is in power anyway, most just want to get that alert at the end of the month and were willing to gamble on the ‘previous devil’. And then there was the alleged widespread vote buying which was caught on camera. It was said that part of the reason Fayemi lost the last time
was his inability to connect with the grassroots and woo them with stomach infrastructure. The man obviously learned his lesson and came back stronger to outsmart Fayose in his game. But perhaps the most calamitous determinant of Fayose’s cloudburst can be traced to his well-known history of logorrhoea, disrespect, and pomposity. His predilection for insulting elders is legendary and he definitely crossed the line with his infantile ‘death wish’ advert during the 2015 campaigns which even the PDP denounced. While its a shame that our politics is still being played in this manner and that an election is often determined by extraneous factors other than the masses it will be realistic to point out two major observations. For one, the Nigerian workers are increasingly becoming aware of their importance. If you owe salaries then be prepared to lose their votes for as they say “a labourer is deserving of his wages”. Secondly, when they say that votes don’t count I ask why do politicians buy something that doesn’t count? Again, the same scenario played out in Anambra where the two leading parties induced voters with money but the incumbent still won all the 21 local governments. Even if it is hypothetical it may not be far-fetched to suggest that the electorate appears determined to take back what they can from politicians but still vote their conscience during the elections.
10 reasons why I won’t invest in Nigeria Air

We must commend a good initiative. Even as an opposition leader, I will readily commend whatever incumbent leaders do correctly. The launch of Nigeria Air, in keeping with the promises of President Buhari looks like a commendable move. I will not hasten to throw it out the window. But I believe it needs to be appraised well enough. Let me start with my experience with Nigeria Airways, which I patronised a bit in its twilight under Kema Chikwe. Nigeria had then signed some sort of wet lease with some British company which provided us with the pilot and crew, alongside the airplane. Nigeria provided the ground staff, backup, food etc. The plane was then unbranded; it just plain white in colour. I flew into London one cold Friday but my checked in luggage did not arrive with me. In the flight, the food was flat and cold, while the coca cola was warm. They said there was no electricity to keep the food warm, or the drinks cold. We managed. While airborne, it got quite cold because it was winter, but Nigeria Airways had no blanket. We managed again. When I was returned, the in-flight conditions were better – because they had prepared from the London end. However, I hadn’t received the luggage I took with me to the airport at departure. Getting here, the luggage I brought back also did not arrive, so I went home very empty handed. It wasn’t until one week later that I was called from London that the luggage I was to take there had just arrived, and it was about the same time that they managed to locate what I brought back. It was hilarious. Lets get back to the promise to deliver a national carrier. What value does it carry? I think it is largely sentimental. Buhari – like Obasanjo before him – would usually rue the achievements of the past. The only difference is that he has done that more than Obasanjo and is now ready to give effect to one of those reminisces of his. Obasanjo would also long for the Nigerian National Shipping Line (NNSL) and the 25 ships that Nigeria used to own, but never came round to bringing them back. It was Obasanjo that gave final effect to the winding
up of Nigeria Airways, paradoxically. Hadi Sirika, being a pilot is also emotionally attached to this project. Oftentimes, emotions need to be pushed aside when thinking of business. These are my reasons for applying caution: First, Nigeria’s population does not automatically translate into profitability in the aviation sector. Nigeria’s biggest problem economically is the paucity of non-debts, and non-business foreign currency inflows from non-Nigerians. Unlike what obtains in other African countries, we hardly get much of cheap tourist money. What we get are either foreign portfolio investments or debt capital. In other words, we need to work on how to get foreigners to visit Nigeria. Second, Nigeria is one of the few countries in the world where the majority of our aviation traffic consist of indigenes. Check it. At any point in time at any of our airports, the queue of Nigerians returning or departing is always several times longer. In all the countries I’ve been, the opposite is true. This has to do with our externalised view of life, which needs to be changed; curbed, not encouraged. Certainly we cannot build a business on a bad habit that we should otherwise kick. Third, Tourism is dead – or never really existed – in Nigeria due to our problems with crime, insecurity and a mismanaged reputation. These needs to be fixed to make Nigeria attractive to foreigners. Our tourist centres are quite moribund right now. We cannot even feed the animals in our zoos! I have done research in tourism in the past. Uganda boasts of a million tourists yearly and you can see them on their streets. Kenya boasts of two million. Ethiopia a little bit more. Here, the tourist footfall is almost non-existent. We have no mention on global tourism databases, only cooked up figures by local ministries and parastatals. Sorry. Fourth, most of the foreign travel by Nigerians have no business case to them. We should balance our tourist inflow with our own external sojourns. We cannot build a business case on the number of Nigerians who travel for pilgrimage yearly, or public servants who travel to myriad conferences that add little national financial value. If we consider most of
our travels critically, one will conclude that we stay back home and build our country. Then the illusionary air traffic will drop. We need a reality check. Fifth, aviation investment, due to its capital intensiveness, is long term in nature. If we look at what happened to Arik Air, in spite of the alleged leverage of capital from former Rivers State Governor Odili, the company still owed so much to banks, and had to be taken over from its initial owners. Nigeria does not guarantee long-term investments due to change in government policies. Sixth, the ever-present corruption is a major turnoff which can alter the Return on Investment (ROI) of such transactions at any time. Virgin Atlantic/Virgin Nigeria quit the Nigerian space allegedly due to demands being made by sundry government officials. If the government of the day can guarantee that no one is making such demands from the new investors they are shopping for today, there is still no guarantee that coming governments will not demand that proceeds from certain number of seats should be remitted to some powerful politician in the near-future. We can see the possibility of a major reversion to prebendalism with a vengeance, with the recent Ekiti election. Seventh, from the stories narrated above, our backend is where the problem is. Compared to Ethiopia and some other countries that we wish to benchmark, Nigerians have not shown the beginning of any capacity to provide world-class backup to a national carrier. We cannot compete well with tardy, half-baked technical support. And we cannot also afford to outsource these services to foreigners whom we will pay dollars. The moment travelers see that the backup is dodgy, they move to other options and that dents the business – the cash flow drops and business starts to have a going concern problem. Eighth, Nigerians in general need to begin to commit to excellence in all things before venturing into the aviation business. Yes, there has been an improvement in aviation excellence since the Obasanjo days when planes used to drop from the sky like flies, but excellence and attention to details need
to be a culture in Nigeria. The incumbent government was voted in because of that promise but it slacked out. I am president of the Institute for Service Excellence and Good Governance in Nigeria and this is what we help with. Ninth, one way to show the beginnings of a commitment to excellence and meticulousness required to run sustainable operations in a national airline is the quality of our airports. Facelifts have been rather cosmetic. But our airports are still a bevy of touts and adhere with no international standards. Compared to airports in say Cote D’Ivoire, Rwanda, Ghana, Uganda and Kenya where I’ve been, our airports are an absolute nightmare for travelers. Fixing the airports and ensuring they are hallowed grounds is a good starting point. Tenth, lastly I believe we could have done more work on the name. The logo is fine. But Nigeria Air sounds a bit pedestrian. With the problems we have with 419 guys, I wouldn’t be buying any ‘Nigerian Air’. Sounds vapid. I thought about this and came up with UNITED NIGERIA AIRLINE (UNA). Always good to use this kind of occasion to rescue the splinter of this country. Did Sirika really do a thorough job? Let me end it here. Any traveller who alights at our airport will at once be accosted and approached by a rugby scrum of 50 unlicensed and un-uniformed taxi drivers any of whom could be a criminal. Then little children selling groundnut when they should be in school (especially in Abuja), recharge card sellers, dollar-pound changers and whatnot. The other time I was approached by a guy who told me he had something for erectile dysfunction. In an airport! We should start from these embarrassing places. I once reported on the cleaners in Lagos airport who issue Yellow Fever immunisation cards from the toilet, for N2,000. What about the army of people who beg for money from all passengers who have not changed, despite the executive order to clean up the airport space? Where do we start? I hope Nigeria Air is not just a flight of fancy. Is there a pun there? Forgive it please.

Editorial Commentary Dasuki’s bail and the Attorney General Times Guest Columnist Reuben Abati It is more than two weeks now since His Lordship Justice Ijeoma L. Ojukwu of the Federal High Court, Abuja, gave clear, positive and unambiguous orders in the matter between Col Mohammed Sambo Dasuki (rtd) as applicant and three persons - the Director General, State Security Services, the State Security Services and the Attorney General of the Federation as respondents. His Lordship affirmed that the continued detention of the respondent by the operatives of the second respondent, under the instruction of the first respondent since 29th December 2015, without granting him administrative bail, “is a violation of his fundamental right to liberty under Section 35 of the Constitution of the Federal Republic of Nigeria 1999”. The Court grants Dasuki bail, with clear conditions that must be fulfilled, and even goes further to add that “where there is any interview with the Applicant by the Respondents in respect of those allegations, the Applicant shall not be detained and such interview shall be conducted on working days only between 9.00 hours to 18.000 hours.” This would be about the fifth time that a court of competent jurisdiction, including the Federal High Court, the Federal High Court of the Federal Capital Territory and the ECOWAS Court will grant Col. Dasuki bail, and the Federal Government will refuse to obey the orders of the court. Commitment to the rule of law is by far, the strongest demonstration of the democratic credentials of a government. Failure to respect the rule of law translates into the rule of men and blatant dictatorship, if not fascism. It is scandalous that a government whose leader is the only President to have been invited to address the International Criminal Court on issues of justice and the rule of law, on the occasion of the 20th anniversary of the Rome Statute, and who gave a commitment before that Court that his government is indeed committed to the rule of law and fundamental human freedoms, is to be seen abusing the courts of the land and violating the judicial process. This hypocrisy is condemnable. The disobedience of the courts in the Dasuki case is not the only one of its type; it is a pattern that we have seen since 2015. What is worse is that the Attorney General of the Federation and Minister of Justice has been in the forefront of this entrenchment of a culture of impunity and official lawlessness. When the ECOWAS Court in October 2016 ruled that Colonel Sambo Dasuki’s continued detention was a violation of his fundamental rights, an aide of the AGF reportedly said the Ministry of Justice was studying the judgement. Close to two years later, they are still studying the judgement! In some other instances, they don’t even bother to study anything before telling the courts to shut up. But it is perhaps in reacting to
the latest ruling by Justice Ijeoma Ojukwu that the Attorney General fully revealed the mind of the government. He has been quoted as saying, and he has not denied saying so, that the Federal Government will not release Dasuki from detention because according to him, Col. Sambo Dasuki is responsible for the killing of more than 100, 000 Nigerians, and so, he is being kept by the state in the interest of the “larger pubic good”, because “government is about the people and not only for an individual.” I respect Abubakar Malami. He is a Senior Advocate of Nigeria, and as desperate as things may be in this country, we have not yet reached a level where the SAN certificate can be procured at the famous Oluwole market. It is earned. Senior Advocates are therefore respected because they are at the peak of their chosen profession as distinguished persons. Malami, SAN, certainly knows the law but with due respect, what he has said about the Dasuki case is sheer, reckless twaddle. Every lawyer, even while serving clients, is expected to be an officer in the temple of justice. The Attorney General of the Federation is the chief law officer of the country, and the chief legal adviser to government. In Sections 150 and 174, the Nigerian Constitution places enormous responsibilities and burdens on his shoulders. Nowhere in that Constitution is he required to engage in beer-parlour talk; serve partisan interests or function as anybody’s sycophant. AGF Malami should know that he cannot by administrative fiat disobey a court of law, to do so would amount to a clear abuse of court, and an act of contempt. If there are any compelling arguments to warrant the continued detention of Dasuki, the best place to canvass those arguments would be in the court of law, and through an appeal process. Knowing this, the AGF indeed made some reference to the possibility of an appeal, but what he seems to have done is to convict Dasuki. The former National Security Adviser was arraigned on charges of illegal possession of firearms, breach of public trust and illegal diversion of $2.1 billion. Malami amends the charge list, ex facie curiae, when he says the accused was responsible for more than 100, 000 deaths. This is most strange, for, the Attorney-General, no matter how heavy the pressure of his work may be, must be seen to be the chief protector of due process, standards and best practice. He cannot be seen to be acting as the accuser, the jury and the judge in either the Sambo Dasuki case or any other matter. This will amount to a violation of the doctrine of the separation of powers. The Attorney General’s personal opinion cannot override the duty of the court to grant every accused person the right to fair hearing.

Financial autonomy and federalism
I
n Nigeria, the principle of separation of powers has to an extent been effective at the federal level as the National Assembly has in various circumstances, served as a check on the executive in accordance with its constitutional responsibilities. But the reverse has been the case in the states where the legislature has always pandered to the whims of the governor. That the State House of Assembly has been the puppet or stooge of the governor was clearly expressed in the rejection of the financial autonomy earlier offered them as contained in constitutional amendments carried out by the sixth National Assembly. With President Muhammadu Buhari’s assent recently, to the Fourth Alteration Bill to the 1999 Constitution which gave total financial autonomy to Houses of Assembly and the Judiciary in 36 states of the federation, these organs of government now have the platforms to perform optimally. Specifically, with this amendment, the state Houses of Assembly will no longer depend on the state governments for their financing as they can now draw their funds straight from the first line charge. This implies that like the National Assembly, the Federal Ministry of Finance will henceforth transfer their budgetary allocations to their independent accounts. We welcome this development and hope that these two arms of government in the states will make the best use of the opportunity. Indeed, it is victory at last for the state legislature, an organ of government which has been oppressed and suppressed for several years by the executive. The operations of the Houses of Assembly in various states of the federation since 1999 are best exemplified in how not to be legislatures as theirs had been a sheer opposite of the application of the principle of separation of powers. What that implied was that the state legislatures did not exist to serve the public interest in accordance with their constitutional responsibilities but rather to serve as an appendage of governors. Besides, with very little excuse and sometimes for pecuniary reasons, legislators had no qualms about impeaching their speakers. Yet behind most of the impeachments is the overbearing disposition of the executive in these states where the governors lord themselves over the legislative arm of government which they seek to emasculate. Thus, any speaker who tries to be inquisitive on the activities of the executive is quickly impeached under the supervision of the governor and replaced with a favourite one who will be ready to take orders. It is therefore little wonder that it is never heard that a legislature has exposed corrupt acts by the executive in
any state as provided in the constitution neither is it ever heard that a state budget has been subjected to any thorough scrutiny. Rather, executive bills and nominees in all the 36 states usually pass through the legislatures and returned as proposed. Various studies carried out by the National Institute for Legislative Studies (NILS) on the activities of the state legislatures recently showed that the lawmakers were mere rubber stamps of the governors. To the extent that the legislature financial autonomy is meant to guarantee their freedom from the overbearing influence of governors, we welcome this cheery development. We hope the Houses of Assembly will summon courage to discharge their constitutional responsibilities in the interests of the people who elected them. It is also the same trend with the judicial arm of government in the states. State governments hardly lose any case they institute or that is instituted against them in the various high courts of their states and it is believed that a major cause of this is lack of financial autonomy. We are of the opinion that with the President’s assent to this bill, judges like legislators will henceforth have no reason to draw their funds from the state governments and hence, begin to uphold the dictates of their conscience by dispensing justice without fear or favour.

Drama as court refuses to hear suit challenging closure of school Andrew Orolua, Abuja A mild drama played out yesterday at the Abuja Division of the Federal High Court where a vacation Judge, Justice Ijeoma Ojukwu refused to hear a suit challenging the closure of a private school by First Bank plc. All entreaties by counsel to the school, WhitePlains British School, Mr. Chukwuma -Machukwu Ume (SAN), for the court to hear the matter, given that the summer activities of the school have been disrupted by the closure failed. Meanwhile, teachers, workers, students and parents from the school who besieged the courtroom were dejected as Justice Ojukwu ruled that no amount of pressure would change her position. Justice Ojukwu refused to hear the case on the ground that another judge of the Federal High Court, Justice Babatunde Quadri has started hearing the matter and it was only proper for him to continue. “The case is not on my cause list and I am not going to hear it. We have met and decided that once somebody has started hearing a case, he will continue to the end. Another Judge has
started hearing this case and he will conclude it,” said Justice Ojukwu. While pleading with the judge to hear the case as a matter of urgency, Ume submitted that the summer activities of the school are currently disrupted as a result of the closure. “My lord, because of the curious development on Sunday, July 8, 2018, when a school was closed against the order of the court, the court has on July 16, 2018 ordered that this matter be heard during vacation. “Justice Quadri who made the order equally adjourned the case for today, Tuesday, July 24 for hearing. All these orders and other processes have been served on the respondents, who have filed their counter affidavits, so the case is ready for hearing today. “Although Justice Quadri did not seat today, since your court is equally sitting as a vacation court, it is only proper that the matter be heard my lord, giving that all the parties have filed their processes and are present in court,” Ume submitted. At this point, counsel to First Bank Plc, Soji Toki, informed the court that Justice Quadri who had adjourned the matter for today could not seat and it had
been further fixed for August 8, for hearing. The lawyer wondered why counsel to the applicants decided to come before another Judge to hear the case. Ruling on the issue, Justice Ojukwu said “I am not giving to too much talking. I have made my mind and there is nothing anybody can say that would make me to change my mind. I will not hear it, somebody has started it and I can’t do anything here.”
Senate receives petition to reject Banire as AMCON Chairman The Senate on Tuesday received a petition to reject the nomination of Mr Muiz Banire as chairman of Assets Management Corporation of Nigeria (AMCON). Sen. Insecurity: Group faults Northern elders, Afenifere The Buhari Media Organisation (BMO) has faulted allegations of government complicity in killings in some parts of the country. The group said this in a statement jointly signed by its Chairman, Mr Niyi Akinsiju, and Secretary, Mr Cassidy Madueke, in Abuja on Tuesday. Some senior citizens under the aegis of Northern Elders Forum and Afenifere had recently criticised the Federal Government of not doing enough to curb spate of crises and insecurity in parts of the country. But the BMO advised senior citizens, who many of them were in their eighties, against making unverifiable claims. The organisation also accused the sectional leaders who converged on Abuja recently of playing the ostrich at a time they should join hands with the Buhari administration to end the bloodletting.

ITF empowers NAF personnel with vocational skills Joseph Inokotong, Abuja The Industrial Training Fund (ITF) has trained no fewer than 92 personnel of the Nigeria Airforce (NAF) on six basic work skills development that will further enhance their performance. The trade areas include: plumbing and pipe fittings, welding and fabrication, electrical installation, masonry, air condition and refrigeration as well as computer aided design. Speaking at the graduation of the trainees yesterday, in Abuja, the Director General of ITF, Sir Joseph Ari said the participants were drawn from various commands and units of the NAF across the country.
Ari, who was represented by Director, ITF Field Services Department, Mrs Adesola Taiwo, explained that the graduands, who are second batch of NAF participants equipped with knowledge and skills, were given startup packs. According to him, the tools/kits will enable the trained personnel to transfer learning to job, thereby leading to a multiplier effect as other people learn from them. He opined that the intensive works training, which is collaboration between NAF and ITF marks a milestone in the implementation of the basic works skill development programme. The Sultan of Sokoto, Dr Sa’ad Abubakar, on Tuesday in Kaduna inaugurated the planning committee on the forthcoming Northern Nigeria Traditional Leaders conference on Out of School Children in the region. The Sultan, who was represented by the Emir of Argungu, Alhaji Samaila Mera, said the committee was mandated to articulate road map for the conference. He said that the conference would focus on the serious problem of out of school children in the region and come up with workable solutions to address the menace. Abubakar told the committee members that the intention was not play politics with the problem, but “say it as it is and adopt measures to tackle the issue once and for all.’’

The Rector of the Kwara State Polytechnic, Alhaji Masud Elelu, the host institution, said this in an interview with the newsmen on Tuesday in Ilorin. He said NIPOGA is the umbrella body of the sports organisation for Federal and State Polytechnics in Nigeria. Alhaji Elelu explained that the games were borne out of consensus agreement by stakeholders to organise sporting competition amongst all accredited Nigerian Polytechnics and Colleges of Technology in Nigeria since 1976.

Remembering my brother, Olusogo Odusote: 3 years after By Adeolu Odusote, mni The life of Olusogo Odusote was snatched from us by the surprising hands of death that chilling morning of July 25, 2015. Sogo, as we call him, was one of the eight people who died in the careless chlorine gas leak at the Laminga, Jos, waterworks on that fateful day. We recall the memories of a great life every day since Sogo passed on. My last moments with Sogo was on July 14, 2015, on a farmland where I was working in Vom,near Jos. On that day, I had picked Sogo from the University of Jos Campus to the farm site in Vom where I wanted to take the advantaged of that rare occasion of our being in Jos at the same time to show him the work I was doing on the farm.Sogo was a lecturer in Physics at the Olabisi Onabanjo University, Ogun State, and was putting finishing touches to his PhD dissertation in his work on the effect of tin mining and attendant radioactivity in the process of mining on the environment at UniJos. Driving across the city,and passing through the Rayfields area of Jos, Sogo keenly showed me spots where he had taken samples for his research analyses and the suggestions he had made for the remediation and mitigation of negative effects of the mining processes on the environment. We soon parted after Sogo saw the farm I had taken him to that day.Unknown to me, thatwas the last of him I was going to see on this side of eternity. I had travelled abroad immediately after that encounter only to be told whileaway that Sogo had passed on, somefew days after, in that unfortunate incident at the waterworks. In a sense, Sogo died as a warrior. He was an ardent enthusiast for a sustainable environment. This informed the choice of his PhD research quest. Unfortunately, he died in circumstances that showed how we mishandle the environment as a people andhow we often
disrespect the sanctity of human lives. If Sogo had had the slightest imagination that he was sleeping near a death trap called a waterworks installation, he would have proffered steps to deal with the challenges therein. He would not have rested until he was sure that the dangers of death were removed from this waterworks that should otherwise provide living water. Sogo was such a practical man. He would construct contrivances to solve problems often. When he could not get some equipment to carry out part of the analyses required in his PhD research, he got into the market and on scrap heaps to assemble components that he coupled together to get his results. Sogo leaves us with many lessons about life and death. At his burial rites, one man who observed proceedings and was taken by the achievements of a relatively short life (56 years) could not help but ask what more were to be expected if he had lived double that age. Indeed, it is not about how long we live but how well. Also, it may not be easily recalled now that the Jos chlorine leakage was one of the early human life catastrophes that this current government faced after its inception in May 2015. There were committees set up both at the state and national levels to look into the matter. No report was made public on this ugly incident since. Could government have been so careless about human lives? The death of any Nigerian due to an avoidable cause is the reduction of every other living Nigerian in a very spiteful manner that must be resisted. The continuing spates of careless deaths around the city of Jos since Sogo died there and the attendant human displacements are far from what Sogo’s life ideals were all about. He would have agreed that a displacement of any Nigerian due to violence must be seen as, at least, a negative shift in the wellbeing of every other Nigerian anywhere else. It is striking that we remember Sogo three years after, just at about the same time a team of young footballers and their coach who got trapped in a cave in Thailand were so graciously rescued in a country that
Odusote vividly demonstrated her value for human lives. It is an opportunity to sound another wake up call for Nigeria to value the lives of her citizens, as Sogo did, in more meaningful ways. Three years have gone so quickly after Sogo’s death but the lessons of a life so well and so constructively lived remain. I am personally reminded by Sogo’s life to live everyday remaining in my life with purpose and considerations for value addition. Sogo was my immediate junior brother, therefore, I realise that every day I live now is simply in extra time! We are thankful for Sogo’s family that God has kept so well since he passed on. We appreciate the courage and fortitude God has given Sogo’s wife, Pat, and his children as they carry on with life after his passing. Our prayer is that God’s grace on them will not wane. Sogo was such a gem, such a gift. We appreciate the opportunity of sharing his life. We treasure the examples of his character. We will, at God’s time, meet again to part no more.

FCT Police Command gets new helmsman The Inspector General of Police, Mr. Ibrahim Idris, has appointed Bala Ciroma as Commissioner of Police of the Federal Capital Territory (FCT), Abuja. Ciroma resumed duty at the command headquarters last Thursday upon taking over from his predecessor, Sadiq Abubakar Bello, after a handing-over ceremony. A statement by the command’s spokesperson, DSP Anjuguri Manzah, said Ciroma holds a Bachelor of Science (BSc) degree in Geography from the University of Maiduguri and was appointed into the force in March 1990 as a Cadet Assistant Superintendent of Police (ASP). “He is an alumnus of Hong Kong University where he bagged a Post Graduate Certificate in Corruption Studies. He is a member of Certified Fraud Examiners (CFE),” he said. Ciroma was recently posted to take over as the Commissioner of Police of Plateau State following recent killings in the state but his posting was rescinded. Before then, he was Deputy Commissioner of Police, Criminal Investigation and Intelligence Department (CIID) for the FCT Command. FCTA out to create enabling environment for investors - Bello Stories: Idu Jude, Abuja Minister of Federal Capital Territory (FCT), Mallam Muhammad Bello, says his administration is out to create enabling environment for prospective investors for the benefit of the capital city. The minister noted this while cutting the tape on commissioning yet another multinational business mall in the city. This, however, came months after the FCT Minister commissioned the Fraser Suites Abuja, the prestigious international hospital line and marking its debut in Africa. The minister stated that the Administration’s investment drive has again netted a $54 million Foreign Direct Investment (FDI) to the territory. The Novare Central Mall, located in the heart of the City, in Wuse Zone 5, was developed by Novare Real Estate Africa, a private investment portfolio involved in
property development across Africa. The facility consists of 7,178m2 of retail space on the ground floor, housing the popular retail line, Shoprite. Other facilities include grade-A offices, occupying three floors equipped with an access control basement parking and state-of the-art facilities. While commissioning the world class facility in Abuja, the Minister restated the commitment of FCT Administration to ensuring ease of doing business in the territory. His words: “Once again, I congratulate the management and staff of Novare Real Estate Africa, for yet another addition to the Novare series. I would like to pledge the commitment of FCT Administration to ensuring ease of doing business in the Territory”. Malam Bello, who was represented by FCT Permanent Secretary, Sir Chinyeaka Ohaa, further used the occasion to call on other investors to take advantage of the territory’s friendly business environment.

2018 Hajj: FCT permanent transit camp set to receive pilgrims from Abuja zone The Federal Capital Territory Muslim Pilgrims’ Welfare Board has concluded necessary arrangements to host intending pilgrims from the zone. The Director of the Board, Malam Muhammad Bashir, gave the assurance at a meeting with stakeholders and officials of National Hajj Commission of Nigeria (NAHCON) as well as the states of Nasarawa, Kogi and Benue. Malam Bashir stressed that the board has already mapped out strategies to ensure the security of all intending pilgrims at the permanent hajj camp during their camping exercise. He emphasised that the board would take the welfare of the intending pilgrims with paramount importance and ensure that the camp maintains
good hygiene by keeping the premises clean at all times. He assured the commitment of the Administration to provide necessary support for the operation and warned that only intending pilgrims with valid Identification Card shall have access to the camp while visitors who have no business with the camp should stay away from it to ensure hitch free camping exercise. The Director called for the cooperation of all stakeholders to ensure a hitch-free exercise. He reaffirmed the readiness of the Administration to improve from its last years’ experience to record more successes in this year’s hajj operation. About 1500 intending pilgrims from
the FCT are expected to perform the hajj through the Board this year. The meeting was attended by officials from Nasarawa, Kogi, Benue and FCT as well as National Hajj Commission of Nigeria and other stakeholders. All the stakeholders expressed their readiness for the commencement of airlift of intending pilgrims from the zone to Saudi Arabia. It would be recalled that the National Hajj Commission of Nigeria had fixed for the Inaugural Flight with Intending Pilgrims from Kogi State. Intending Pilgrims from Nasarawa, Kogi and Benue states are expected to be camped at the FCT permanent hajj transit camp on their way to Saudi Arabia from Friday next week.
AEPB prosecutes 104 Wuse residents over dirty environment The Abuja Environmental Protection Board (AEPB) has begun the open prosecution of offenders of environmental issues in Wuse axis of the capital city. This played out again when no fewer than 104 residents of Locus Street in upper class Wuse Zone 3 were summoned and sanctioned accordingly by the Abuja Environmental Protection Board (AEPB)’s mobile court recently. They committed environmental offences such as keeping unkempt premises, refusal to acquire requisite refuse bins, having overgrown grasses around their houses, indiscriminate dumping of refuse, dirty stairways and keeping of junk. Consequently, 70 of the 104 residents that were summoned and prosecuted were fined N3, 000 each and mandated to, as a matter of urgency, procure requisite waste bins for their neighbourhoods in the next two weeks. The environmental agency moved its mobile court to the premises of high rise buildings at Locus Street when it became apparent that the residents were not ready to abate the nuisance despite repeated presence of sanitary inspectors who were always there to educate them on the importance of a clean and healthy environment. The presiding magistrate, Omolola Akindele, who took her time to inspect all the flats, even to the tallest of the high rise buildings before delivering her judgment, enjoined the residents to
always do the needful and be committed to cleaning their environment all the time. Commenting on the presence of mobile court in their neighbourhood, one of the residents, Mr. Salim Ahmed, expressed displeasure on how their environment is being handled. He thanked AEPB for its efforts to ensure that FCT is clean and healthy for living and encouraged the agency to do more by coming to them from time to time. Facebook suspends another analytics firm from accessing user data Ladesope Ladelokun
Facebook has suspended a social media analytics firm from accessing user data while it investigates potential violations of its policy barring surveillance. The firm, Crimson Hexagon, boasts an impressive list of blue chip clients and claims to have collected more than 1tn public social media posts from Facebook, Instagram, Twitter, Tumblr, and other sources. It uses artificial intelligence and image analysis to monitor social media and provide customers with insights into public sentiment about their brands. But the company had its access to the Facebook and Instagram APIs shut off Friday after the Wall Street Journal queried Facebook about Crimson Hexagon’s contracts with the US government, a Russian notfor-profit with ties to the Kremlin, and the Turkish government. “We don’t allow developers to build surveillance tools using information from Facebook or Instagram. We take these allegations seriously, and we have suspended these apps while we investigate,” said a Facebook spokesman. “Based on our investigation to date, Crimson Hexagon did not obtain any Facebook or Instagram information inappropriately,” he added. Facebook introduced a policy banning developers from using public user data for surveillance in March 2017, following revelations that police departments were using social media monitoring companyGeofeedia to track protesters. At the time, Facebook did not define what it meant by surveillance. More than a year on, the company is still unable to explain what it means by surveillance. Crimson Hexagon was founded in 2007 by Gary King, director of the Institute for Quantitative Social Science at Harvard University. In April, Facebook announced the launch of a collaboration between King,Facebook, and other academics that will grant the researchers access to Facebook data to study its impact on elections.
FG debunks paying $3000m for 5% stake in Nigeria Air Idu Jude, Abuja The Federal Government of Nigeria has debunked paying $300 million for a five per cent stake in Nigeria Air. Minister of state for aviation, Hadi Sirika, made this disclosure while responding to questions raised about the national carrier which was launched on Wednesday, July 18, 2018. Sirika said the government only providing startup capital for the airline and not funding the entire project. “Nigeria just providing startup capital in the form of an upfront grant or sort of viability gap funding. Once the strategic equity investor is in place, they
will be expected to build on the initial investment made,” he said. “$8 million represents startup capital for offices etc required for takeoff. But $300 million is the entire airline cash flow funding requirements (aircraft, operations and working capital) for three years (2018, 2019 and 2020). “This funding can be in the form of equity or debt. The financial model estimates cash flow requirements as follows 2018 ($55 million – $8 million is included here), 2019 ($100 million) and 2020 ($145 million). “In order to ensure takeoff of the airline in 2018, the government will provide $55 million upfront grant/ viability gap funding to
finance startup capital and pay commitment fees for aircraft to be leased for initial operations and deposit for new aircraft whose delivery will begin in 2021.” The minister said the strategic investor will only become known after the public-private partnership procurement process is completed. Meanwhile the Minister, has explained that the company’s shares will be sold through an initial public offering after which the government will own five per cent equity. “Government’s equity share held in trust for Nigerians will be devolved to Nigerians via an IPO. “The government will
retain only 5% equity, the list of shareholders then will be available to SEC and the Nigerian Stock Exchange. “The rest of the 95 per cent equity of Nigeria Air Limited will then be owned by the strategic equity investor and the general public. “At that point, Nigeria Air Ltd becomes a public company subject to SEC, NSE and relevant CAMA rules for public companies.” Speaking further, he said the airline will begin operations with dry leases and the domain, www.flynigeriaair. ng, will become active soon. NCAA cautions 21 airlines, others on flight delays, cancellations The Nigerian Civil Aviation Authority (NCAA) has said that the agency would no longer tolerate continuous flight delays and cancellations by some airlines in the country, advising about 13 International airlines, 8 domestic airlines to put a stop to the increasing phenomenon. Airport operators including Federal Airport Authority of Nigeria (FAAN) and Bi-Courtney Aviation Services were also advised on the issue of delays and cancellations.
Use Forex allocation efficiently, NCC tasks telecom operators Ladesope Ladelokun The Nigerian Communications Commission (NCC) has tasked telecom operators in the country to ensure efficient usage of Forex allocation to prevent capital flight. NCC made the call at a meeting with operators on “Framework for Confirmation of Reasonableness of Service Requests’’ in Abuja on Tuesday, while deliberating on ways to overcome the challenges of FOREX allocation in the sector. Prof. Danbatta Umar, the Executive Vice Chairman of NCC said that as telecom services increased, it was imperative to expand coverage and optimise network capabilities through network elements which often engaged overseas vendors. Danbatta was represented at the forum by Mr Bashir Idris, Head, Competition and Tariffs Unit of the Policy Competition and Economic Analysis Department of NCC. He said that these services were priced by the overseas vendors in foreign currencies and Nigerian telecom operators were required to pay for such services in foreign currencies thereby creating significant demand for foreign exchange. “The CBN, in ensuring monetary and price stability and maintaining external reserves to safeguard the international value of the Nigerian currency, sought our assistance to address the demand for foreign exchange by the telecom industry. “By virtue of this collaboration, the NCC provides expert advice and vets invoices and international payments to overseas vendors by telecom companies in Nigeria in order to ensure efficient usage of the FOREX allocation. “This is for prevention of capital flight and round-tripping amongst other things. “This ultimately led to the development of appropriate rules and procedures for the processing of confirmation of reasonableness of service request/application submitted by CBN to the commission on behalf of Nigerian telecom,’’ he said. Danbatta said that NCC in performing its role had observed instances of overquoted invoices, double submissions, untenured contracts and demand notices not backed by required valid contract agreements.
The apex regulatory agency, therefore, declared yesterday that the agency is going to observe strictly zero tolerance to flight cancellations/delays that has plagued airline operations within the country. In an official statement issued on Thursday titled, “NCAA Declares Zero Tolerance For Flight Cancellations/ Delays” and signed by the General Manager, Public Relations Affairs of NCAA, Sam Adurogboye, the agency informed that, the declaration was made at the just concluded stakeholder’s forum organised by the Authority at the NCAA annex, Ikeja Lagos. Adurogboye stated that the forum was attended by 13 International airlines, 8 domestic airlines, and Airport operators - the Federal Airport Authority of Nigeria (FAAN) and BiCourtney Aviation Services, stressing that airlines operators were asked to enumerate their challenges that could be the likely causes of delays and cancellations. According to Adurogboye, the
airlines itemised various challenges amongst which are: fuel supply, need for improvement in infrastructure at the airport, unruly passengers and traffic along airport road etc. The management of the NCAA and FAAN in their response assured the operators that all these challenges will be tackled very soon, resolving that “airlines should be realistic in their flight planning/schedules; disseminate on time information to passengers on flight status; ensure they provide right to care to passengers in times of delays/cancellations in line with the Nig. CARs 2015 Part 19. The resolution also pointed out that, NCAA and FAAN are to liaise with FMTA to replace fuel hydrants if the old ones will cost a lot of money to be fixed and the supply points should be connected to the airports. “FAAN/airport operators/owners are to ensure facilities at the airports are functional (lightings, carousels, cooling systems etc); FMTA are to liaise with PPMC on fixing the underground pipeline layout from Apapa to
Lagos airport to minimize surface transportation of fuel while FAAN should beef up security at the airports to prevent unlawful interference.” According to the resolution, airlines’ representatives should be available to testify whenever cases of unruly passengers are referred to the Nigeria Police Force while the representative of FAAN Management are to ensure that action is expedited on the upgrade of lighting on Runway 18L/36R (MMIA). Advising that airlines and airport operators should maintain constant Communication, the stakeholders charged airlines to always request for re-imbursement of expenses incurred from third parties/service providers with whom they signed Service Level Agreements (SLAs) as stipulated by the Nig. CARs Part 19. Stating that FAAN is to ensure that the CCTV cameras are always operational, the resolution also touched the issue of airlines’ inputs which was noted should be considered in the design/construction of airports to avoid a repeat of the mistakes of the

Why Nigeria may not have stable power supply in 5 years –ANED The Association of Nigerian Electricity Distributors (ANED), says that Nigeria may not have stable power supply in the next five years except the challenges confronting the sector are addressed. Mr Sunday Oduntan, the Executive Director, Research and Advocacy of ANED disclosed this at a news conference in Lagos on Tuesday. According to Oduntan, there are challenges inhibiting power sector efficiency and they include liquidity gap of N1.3 trillion, lack of improved generation due to mismatched electricity pricing. “Lack of much needed investment in transmission and distribution network and rising energy theft among others. “Except these challenges are addressed, we may not have stable power supply in the next five years,’’ he said.
Oduntan said that the illiquidity in the sector must be prioritised because the sector could not afford to collapse. “If the power sector collapses, many banks will collapse because in 2013 during privatisation, only one Distribution Company obtained foreign loan, others took loans from local banks in dollars. “Privatisation was based on 30 per cent equity and 70 percent loan. “The model was borrowed from New Delhi, India and it is working as we speak. If it is successful in India, why is it not working in Nigeria,’’ he added. Oduntan decried the prevalent non-reflective tariff and called on the government to prevail on the military, Ministries, Department and Agencies (MDAs) to pay for energy consumed. According to him, MDAs owe about N72 billion and the
military has refused to pay since August 2017, when the Minister of Power, Works and Housing, Babatunde Fashola say the Federal Government will settle all legacy debts by MDAs. “Afterwards, nothing has been paid by the military. “It is important to also state that the mismatch in electricity pricing has resulted into inability of the Discos to settle their obligations to the Nigerian Bulk Electricity Traders (NBET). “What we get from NBET is usually higher than what the Discos charge to consumers because we don’t have control over tariff. “Government determines what we charge power consumers. “Until we have a review of electricity tariff which ought to have been taken place every six months, there can’t be cost-reflective tariff and without cost reflective tariff, Discos can’t settle their debts to NBET.’’

He said management is going to be sensitive to the needs of staff, students and other stakeholders by ensuring best practices as done in other universities. ”We will ensure that we drive our processes using the university rules and regulation and we will be very open. UNIUYO VC applauds construction of new road into main campus by NDDC Amaka Agbu, Port Harcourt The Vice Chancellor of the University of Uyo, UNIUYO, Professor Enefiok Essien (SAN), has applauded the Niger Delta Development Commission, NDDC, for completing the construction of the dual carriageway entrance into the main campus of the university. Professor Essien, who spoke in an interview at the Council Chambers of the university, expressed delight at the speed with which the project was completed, noting that the road would make things a lot easier for the university during its next convocation ceremony in terms of entry and exit. He said: “When you compare the status of the road when NDDC had not intervened and now that it has been completed, you will not fail to appreciate the difference. We are grateful to the NDDC for making this huge difference and we are expecting that finishing touches will be done soon. Specifically, we are hopeful that the street lights would be installed along with other ancillary works on the median. “Before the NDDC intervened, the entrance to the university was quite bad and we were basically using only one side of the road. The other side was not paved at all and even the single lane that was in use was not good enough. The NDDC made a very significant improvement on the road by upgrading it to a dual carriageway,” he said. The Vice Chancellor noted that the addition of erosion control project on the road would help to preserve it and ensure a long life span for it. However, he added: “We are still expecting the NDDC to work on the lighting and the median to enhance the security on our campus.” Professor Essien acknowledged other contributions of the NDDC to the university, especially its building of a modern hostel that was nearing completion. He appealed to the NDDC to put in more efforts towards the completion of the 500-bed capacity hostel. He said the completion of the hostel would reduce the accommodation problems that students in the university were facing. His words: “The university hostel project was started before I became the Vice Chancellor and for a long time, there was a lull in the construction, but the NDDC had since put some energy into it since I came on board. At some point, the project gathered a new momentum and it has reached an advanced stage. “Work on the landscaping had even progressed to an appreciable level. We hope that before long NDDC will complete the project. When it is completed, it will be a lot of help to our students in particular and the university community in general,” he continued. The Vice Chancellor observed that the NDDC hostel was just a tip of the iceberg, considering the students population of about 25,000 in the university. “It is like a drop in the ocean. We still need more hostels to be able to accommodate most of our students on campus. And this is necessary for us to be able to police and guide the students. That will help us to enforce discipline. So, we have need for more hostels and offices because we are in a new area,” he said. According to the VC, the university was still expecting more projects from the NDDC, noting that the Commission had promised to build a conference centre for the campus.

Continuing, the distraught graduate of Public Administration said it was at this point that the idea of relocating his family to a safer environment occurred to him. ‘’I recalled that in 2017, when the persistent threats to my life was at its peak, the period coincided with rampant cases of assassination attempts claiming the life of one of my political associates and mentor, Late Hon. Gideon Aremu, who was
murdered on July 1, 2017. He was until his death a member of Oyo State House of Assembly representing Orelope State Constituency Area of the state. He was said to have received several death threats to his life prior to the sad incident even as earlier reports to the police yielded no result. “It is on record that despite the price tag of N5m placed by the governor, Senator Abiola Ajimobi on anyone who can provide useful information that would lead to the arrest of the killers, not a single person had been so far arrested till date. EFCC invites Ekweremadu over alleged money laundering Andrew Orolua, Abuja The Economic and Financial Crimes Commission (EFCC) on Tuesday invited the Deputy Senate President, Senator Ike Ekweremadu, asking him to appear before it over alleged involvement in money laundering investigation. The anti-graft agency, in a letter of invitation
dated July 24 and signed by the Director of Operations, Mohammed Abba, asked the Deputy Senate President to report to the commission’s office on Tuesday (yesterday) for “ clarification.” The commission commission added that it is “investigating activities, case of conspiracy, abuse of office and money laundering”, saying that there is the need for the Deputy Senate President to clarity certain issues on the matter. The letter reads in part, “The commission

Don’t lend your platform for fake news, FG tells online publishers Tom Okpe, Abuja The Federal Government has warned online publishers that they stand to lose credibility if their publications are identified with ‘Fake News’ advising that they should desist from its spread. The Minister of Information and Culture, Alhaji Lai Mohammed gave this warning during
an interaction with online publishers and social media influencers in Lagos on Tuesday, in furtherance of the National Campaign Against Fake News which was launched by the Federal Government in Abuja 11 July 2018. He said: ‘’Your credibility, and indeed your source of livelihood is at stake. If the society loses confidence in the media, especially social media, because of fake news, you will be the worst hit. And we are very close to that point now.
‘’Today, nobody knows what to believe anymore. You read something online, and within a few hours, it is denied. The fake news epidemic is spreading fast”. Mohammed urged the publishers to lend their support to the campaign, just like the traditional media has done, saying that; ‘’A starting point is for you to put a banner on your various platforms that says: Say No To Fake News! Of course, a platform that abhors fake news will not engage in one”.

Tour de France halted by protest as riders hit with pepper spray
The Tour de France was briefly halted after cyclists were hit with pepper spray as police broke up a protest. Several riders received treatment after getting the substance in their eyes during stage 16 of the race. The protest by French farmers saw hay bales thrown across the road shortly before the leading group passed. A policeman appeared to use pepper spray on the demonstrators, which then blew into the faces of some of the riders. Four-time champion Chris Froome and race leader Geraint Thomas were among those who seemed to have been hit. Several of the cyclists had eye drops applied before

the race was restarted around 15 minutes after the incident. It happened about 18 miles (30km) into the 135-mile (218km) leg from Carcassonne to Bagneres De-Luchon. This year’s Tour de France has been marked by a series of incidents on the sidelines of the race including abuse directed at Froome. The Team Sky rider has reportedly been spat at during the race, while his teammate Thomas has been booed off the podium. The Tour will finish in Paris on Sunday, where Froome is bidding to make history by winning it for the fifth time and double Olympic champion Thomas is attempting to win it for the very first time.
Bribery allegation: Nigerian coaches pledge full support for embattled Salisu Yusuf The Nigeria Football Coaches Association led by Ladan Bosso have pledged their full support for Salisu Yusuf after he featured in a sting video aired by the BBC. In a communiqué signed by Bosso, the association said they respect the FIFA code of ethics, but do not believe the coach should be held liable for any wrongdoing. Godwin Izilien: Falconets must shrug off NFF crisis and focus on U-20 World Cup Former Nigerian national women’s team manager Godwin Izilien has urged the U-20 team to shrug off a crisis in the country’s football federation (NFF) and focus on performing at the upcoming U-20 Women’s World Cup. The tournament, which sees the Falconets and their Ghanaian counterparts representing Africa, will be played from August 5 to 24 in France. Ghana are in Group A with the host nation, New Zealand and the Netherlands, while Nigeria have been drawn in Group D with Haiti, China PR and Germany. Nigeria’s preparations for the tournament

Kylian Mbappe, Mo Salah, others nominated for FIFA Best Men’s Player award FIFA have on Tuesday announced the official 10-man shortlist for The Best FIFA Men’s Player award 2018. Brazil superstar and the world’s most expensive player, Neymar did not make it to the list while one African, Mohamed Salah is among the nominees. Nominees who made the list include, Kylian Mbappe, Cristiano Ronaldo, Lionel Messi, Kevin De Bruyne, Antoine Griezmann, Eden Hazard, Harry Kane, Luka Modric, Mohamed Salah and Raphael Varane. The award is assessing players for the period between 3rd July 2017 to 15th July 2018. Kane scoring six goals to take home the Golden Boot. He also netted 30 Premier League goals for Spurs as they finished third. Salah scored 44 goals to claim Premier League Golden Boot and registered 14 assists in his debut season at Anfield as Liverpool and also featured as Liverpool reached the Champions League final. De Bruyne won the Premier League with Pep Guardiola’s record-breaking team – surpassing the 100-point barrier for the first time in history – and claimed the Carabao Cup with a 3-0 win over Arsenal. Hazard also lifted the FA Cup with Chelsea, scoring in the final against Manchester United at
Wembley. Cristiano Ronaldo has also made the list after helping Real Madrid win an unprecedented third successive Champions League glory. He was the competition’s highest scorer with 15 goals. Lionel Messi is another candidate for the award having led Barcelona to a league and cup double. The Argentina international also finished the campaign as the highest scorer in Europe’s top five leagues with 34 goals. Antoine Griezmann, Kylian Mbappe and Raphael Varane have all received recognition after winning the World Cup with
France in Russia. Mbappe, 19, also won the league and cup double in France – scoring 21 goals and assisting 15 times in his debut season with Paris SaintGermain. He also won the young player award in the just concluded FIFA World Cup. Griezmann led Atletico Madrid to Europa League glory and Varane lifted the Champions League with Real. Luka Modric who took Croatia to their first ever World Cup final and claimed the Best player of the tournament. He also played a key role in Real Madrid’s historic Champions League victory.
