The Supervising Minister of Finance, Mrs. Zainab Ahmed, who made this known on Monday during a press briefing with the representatives of the exAirways pension union and the Academic Staff Union of Universities (ASUU) at the Federal Ministry of Finance, Abuja, said that President Buhari ordered immediate release of the funds. The President also approved N20 billion for the Academic Staff Union of Universities (ASUU) for funding of public universities. According to the minister, the initial submission regarding the retirement benefits in liquidation was N78billion. She said that the amount was verified by Presidential Initiative on Continuous Audit (PICA) and other relevant stakeholders in line with the condition of service of Nigeria Airways Limited in liquidation and other extant rules and regulations, at the end of which the sum of N45 billion was agreed as the total retirement benefits of the affected staff. The minister recalled that the ex-workers of the airways in liquidation were not paid their retirement benefits for the past 15 years despite the liquidation. “As a result of the delays in settlement of these benefits, many ex-workers have been thrown out of their houses, their children have been unable to attend school and others have lost their businesses, fallen ill or indeed, passed on. This
unfortunate situation cannot be allowed to continue under a responsible administration. “It is on this note that Mr. President has approved the immediate release of N22.68 billion being 50 percent of N45.3 billion total entitlements of the exworkers. “To ensure that these Presidential directives are duly implemented in line with extant financial rules, I will constitute a committee to be headed by the Secretary of PICA. Other members include representatives of the office of the Head of Service of the Federation, the Federal Ministry of Aviation, the Federal Ministry of Finance, the Bureau of Public Enterprises, the Office of the Accountant General of the Federation, Pension Transitional Arrangement Directorate (PTAD), the union of ex-workers of the airways and Budget Office of the Federation. “The committee is expected to physically verify the claims of the pensioners and relevant Next-of-Kin before the release of funds to the approved beneficiaries. Other modalities are expected to be worked out by the committee to ensure transparency and integrity of the process. “Upon my resumption of office as the Minister of Finance, some pending fiscal issues in the Aviation and Education sectors were immediately brought to my attention. I took it as a challenge to quickly address key issues regarding the settlement of existing claims in both of these sectors. “Consequent upon this, I am happy that Mr. President has graciously approved the sum of N22.68 billion and N20 billion to aviation and education sectors,” she added. On the funding measures
for the revitalisation of public universities, the minister recalled that ASUU signed a Memorandum of Understanding with the Federal Government sometime in 2013 on the terms and conditions on which the government would improve funding for staff welfare and the provision of critical infrastructure in both federal and state universities. However, the minister said that the implementation of the agreement has had certain challenges due to revenue shortages and other reasons. Ahmed assured that in his determination to revitalise the public universities and ensure smooth running of the tertiary education system in the country, President Buhari has approved the sum of N20 billion for immediate release through the revitalisation scheme. The minister assured that the funds would be released to the beneficiary universities in line with the established criteria used by the Nigerian Universities Commission (NUC). “This government will monitor the progress of the implementation with a view to resolving emerging issues and keeping our promises to the relevant stakeholders,” she added. The war against corruption has received a boost in the judiciary as the Chief Justice of Nigeria (CJN), Justice Walter Onnoghen, disclosed that the Legal Practitioners and Privileges Committee (LPPC) has handed some lawyers who forged court judgment in their desperation to get the prestigious rank of Senior Advocate of Nigeria (SAN) to the police for investigation and prosecution. Justice Onnoghen, who disclosed this on Monday in Abuja at the opening of 2018/2019 new legal year and conferment of the rank of Senior Advocate of Nigeria (SAN) on deserving lawyers, said the forged judgment were presented as part of documents meant to meet requirement of the LPPC for nomination for the rank of SAN. The CJN added that the unscrupulous desperate legal practitioners were caught by the eagle eyes of the LPPC members during the screening exercise.
Although, the names of the offending lawyers were not made public, the CJN said that they have been reported to police who apprehended them for interrogation and prosecution for offence of criminal forgery among others. The CJN said, “I have to point out the fact that in the just concluded exercise, some applicants were found to have engaged in dishonourable conduct such as forgery of judgment, resulting in their being reported to the police for investigation and possible prosecution. We have to know that if one is not for any reason qualified to wear silk as a judicial officer, he cannot wear it as a Senior Advocate of Nigeria. “I would like at this point to thank the distinguished members of the Legal Practitioners’ Privileges Committee tasked with this assignment of scrutinising over 4,000 judgments, trial proceedings and publications, and at the same time conduct disciplinary proceedings on petitions received against Senior Advocates of Nigeria “.
Onnoghen also disclosed that although 31 legal practitioners were successful and scaled the nomination processes, 30 were conferred with the prestigious rank of SAN. He explained that based on a petition against “one of the awardees, Ikhide Ehighilua Esq, and by virtue of Section 5(1) of the Legal Practitioners Act, CAP L11,Laws of the Federation of Nigeria 2004 as amended, the Legal Practitioners’ Privileges Committee at an emergency meeting held on Thursday, September 20, 2018, to consider the petition, and the written reply by the respondent, decided to withdraw the nomination of Ikhide Ehighilua Esq, for the conferment of the rank of Senior Advocate of Nigeria.” The Committee also barred Ehighilua from applying for the rank for the next five (5) years or five applications beginning from 2019. Implementation of ranching policy, panacea to Benue crisis – CAN, JNI Mathew Dadiya, Abuja
Benue State chapters of the Christian Association of Nigeria (CAN) and Jama’atu Nasril Islam (JNI) have said that any attempt to resolve the herdsmen and farmers’ clashes in the state which have led to loss of lives and property without recourse to the implementation of ranching policy would be an exercise in futility. This was the submission of the two groups during townhall meetings organised by the Interfaith Dialogue Forum for Peace (IDFP) with the support of the Vienna-based KAICIID Dialogue Centre. According to the IDFP, the meetings which took place at the weekend in Gboko, Oturkpo and Makurdi was attended by officials of JNI and CAN in the state. Speaking at the townhall meeting in Makurdi, Secretary of JNI, Alhaji Baba Ahmed, called on the Federal Government to pursue the idea of
ranching policy by quickly providing facilities at the designated ranches. “I think the best way of tackling the problem is the provision of ranches for herdsmen to avoid the incessant clashes between herders and farmers. Facilities and security should also be provided so that the problem can be tackled once and all,” the state JNI scribe noted. The CAN Chairman, Rev. Akpen Leva, called on the people to respect laws, just as he pleaded with government at all tiers to ensure justice for people. Leva, represented by Bishop Mike Angou, said: “Muslims and Christians do not have a problem in Benue State. What is seriously giving us cause for concern is the constant clashes between herders and farmers that have led to killings. Government should please order security agencies to rein in those who are troubling and killing people in the state.” At Uturkpo, a Fulani herder, Alhaji Garba, noted that greed and selfishness is responsible for the clashes and called on people to exercise restraint and
embrace forgiveness. Garba said having been born in Otukpo, he has no any other place he can call a home, adding that if people were to emphasise on their humanity, then, the crisis can be resolved. Various speakers at both meetings called on government to look into the illegal use of illicit substances by youths, saying lack of employment opportunities should be tackled to give hope to youths that are despairing to realise their potentials. Head of the IDFP advocacy team to the state, Alhaji Ibrahim Yahaya, thanked speakers at the various town hall meetings and said all suggestions from groups and individuals will assist in the compilation of the final report by the forum. Nigeria’s Country Expert for KAICIID Dialogue Centre, Joseph Atang, expressed appreciation for those who found time to attend, stressing that the Vienna-based organisation will continue to support IDFP to promote peace and dialogue in resolving crisis.
ICPC arraigns ex-SMEDAN DG over N189.6m money laundering Andrew Orolua, Abuja
The Independent Corrupt Practices and Other Related Offences Commission (ICPC) on Monday arraigned a former Director General of Small and Medium Enterprises Development Agency of Nigeria (SMEDAN), Bature Masari, before an FCT High Court, Apo, for alleged N189.6million money laundering. Masari had pleaded not guilty to a 27-count charge, bordering on misappropriation, embezzlement and money laundering. Justice Olukayode Adeniyi, in his ruling, granted bail to the defendant
in the sum of N50 million with two sureties in like sum. Adeniyi said that the sureties must be directors in the Federal Civil Service, reside in the FCT, and depose to affidavits of means. The ICPC prosecuting lawyer, Henry Emore, had told the court that the defendant committed the alleged offences in 2014 while serving as the director-general of SMEDAN. Emore said the defendant while in office received N50 million from Engineering Service and Hamshakim Ventures through his GTB account number 0022506116 as gratification for contracts award. The prosecutor also said that the
defendant collected another N20 million from Afrifarmers and Allied products consult Limited for award of contract. He said the offences contravened the provisions of Sections 10(a)(i) and punishable under section 10(a)(ii) of the Corrupt Practices and Other Related Offences Act 2000. Lawyer to Masari , Mamudu Magaji, (SAN), had urged the court to grant bail to his client on liberal terms. The judge adjourned the case to November 26, 27, 28 and 29, respectively and told prosecutor to bring all his witnesses to court for continuous hearing of the case.
Justice Onnoghen (LPPC) has the sole responsibility to confer on legal practitioners the rank of Senior Advocate of Nigeria (SAN). Speaking on the state of the nation, the CJN warned that those in power must not loss sight of the indispensable role of the judiciary in the fight against corruption, adding that the fight against corruption is not the responsibility of any particular arm of government but that of every citizen of Nigeria. According to him, corruption or any other form of injustice thrives in a culture of impunity, adding that to carry out a successful campaign against corruption, “We have to fight with the culture of impunity which is an attitudinal phenomenon. If we allow and respect the rule of law, then there will be a drastic reduction in corruption and injustice”. “As a democracy, our nation is guided by the rule of law where the constitution is the grand norm. And let me quickly add that there is no ambiguity as regards the role of the judiciary in our constitution”, he added. Also speaking at the occasion, Attorney General of the Federation and Minister of Justice, Abubakar Malami (SAN), appealed to judges to brace up to challenges that would come their ways before, during and after the forthcoming general election. He said that as part of efforts by the Federal Government to make the
judiciary truly independent, President Muhammadu Buhari has assented to the constitutional amendment which now makes monies due to the judiciary in the annual budget to be paid directly to the Heads of courts. On his part, a legal luminary, Chief Onomigbo Okpoko, SAN, who spoke on behalf of Body of Senior Advocates of Nigeria, warned lawyers against resorting to distortion of issues and facts or manufacturing of evidence to confuse judges to get undeserved favourable judgment for their clients. Okpoko appealed to lawyers to always render advice to their clients appropriately no matter what instead of engaging in cases that cannot prove both facts and law before the courts. Responding on behalf of the awardees, Oba Maduabuchi (SAN) advocated for the creation of Divisions of the Supreme Court in Enugu, Ibadan and Abuja. He said that a single apex court have proven that it could not cope with the avalanche of appeals emanating from various divisions of the Appeal Courts divisions across the country. Anike Lawal, others emerge winners of Facebook’s $10m Leadership programme Mutiat Alli, Lagos Facebook has announced the names of winners of the Facebook Community Leadership Programme (FCLP) made up of community leaders in residence, fellows and youth participants. The programme will support more than 100 individuals from 46 countries representing communities of varying topics and goals from civic engagement to health and wellness. The FCLP is designed to give participants from around the world the support, tools, funding and the belief in themselves that they need to best lead their communities. Among the winners is Nigeria’s Anike Lawal, an FLCP Fellow who set up an online health and wellness community known as Mamalette. “Community leaders play a critical role in bringing people closer together. Many of these leaders turn to Facebook, WhatsApp and Messenger to create these connections, and often tell us that they could have more impact with additional support, better tools and access to funding. We created the Facebook Community Leadership Programme to empower these leaders who are building communities around the world. Today, we’re announcing the 115 people who have been selected into the program as community
leaders in residence, fellows or youth participants,” Ime Archibong, Vice President, Product Partnerships said. Commenting on her Community Group, Anike said: “When I got pregnant for the first time, I looked for online communities for mothers in Nigeria and didn’t find any at the time. Initially, I had no clue on how to start an online community. The most important thing I learnt before I started was that Facebook was a good tool to build and grow communities. So, I set up a Facebook page over five years ago and later a group, to help pregnant women and new mothers connect with each other and have their numerous questions answered. Since then we have evolved to helping to reduce the preventable deaths of mothers and children. Of the 830 mothers who die every day giving birth, 550 of them are in Africa. I am now training and equipping mothers recruited through Facebook as health champions to provide women with support and crucial health information.” Since announcing the programme in February, Facebook received more than 6,000 applications from all over the world. A selection committee, which included employees as well as community experts from outside of Facebook, reviewed each application to identify leaders with a strong, clear and committed vision for their community. Five participants were selected as
community leaders in residence, who will each be awarded up to $1,000,000 to fund their community initiative. The final amount received will be determined based on final budget proposal created and submitted by each resident as part of their programme training. The five who were selected are Noah Nasiali (Kenya) who has brought more than 100,000 farmers across Africa together online in less than a year; Adhunika Prakash (India) who built a community of more than 80,000 people in India who can offer and receive support throughout their various stages of the breastfeeding journey; Christian Delachet (France), co-founder of the Wanted Community, a place for people to offer daily support and mutual help to their neighbours both online and in real life; Latasha Morrison (USA) who equips the next generation to lead the way to racial reconciliation in the US as well as Paula Pfeifer (Brazil), who is involved in breaking the social isolation caused by hearing loss by creating a community with others who share her experience. The programme will also include more than 100 fellows and youth participants who will receive up to $50,000 each to be used for their community initiative. This group includes leaders with diverse perspectives from different parts of the world, but they share a common goal of helping their communities thrive.
APC to reward 57 steadfast senators – Oshiomhole Tom Okpe, Abuja Ahead the forthcoming party primaries, the National Chairman of the All Progressives Congress (APC), Comrade Adams Oshiomhole, has revealed that the party has decided to reward 57 Senators who refused to be mislead or manipulated but chose to remain steadfast with the party. Oshiomhole, who was referring to the defection of the Senate President, Bukola Saraki, and Speaker of the House of Representatives, Hon Yakubu Dogara, to the Peoples Democratic Party (PDP), said the party had learnt from the mistake of the past where people he described as bread and butter politicians were given tickets of the party, adding that the party will not field candidates he described as opportunists, who are seeking to use the platform of the party to achieve their selfish interest. Speaking while addressing members of the screening committee of the party at the party’s national secretariat in Abuja, Oshiomhole noted that “as we speak I am proud that we have 57 senators who have refused to be induced or misled or otherwise manipulated into moving to other parties or reward for juicy positions. They have decided to remain in our party even with all the intimidation they have suffered. “It will be ungodly for us as a party not to reward those who believe in the party and the government of the day led by President Muhammadu Buhari. We will try as much as we can to have stability in the National Assembly”. Lamenting that since assumption of office, the National Working
Committee (NWC) had been tackling issues arising to the last congresses of the party which he described as fraudulent, Oshiomhole asserted that the party will correct the mistakes of the past and confront the opposition come 2019. “In many of the states we had challenges arising from the way congresses were conducted, many of them were quite fraudulent that has been the challenge we have been trying to resolve since we came. Screening of aspirants is not a formality, which is why we tried to search for men and women of integrity who cannot be compromised. We do not want to field opportunists who are simply seeking a political vehicle for some selfish purposes. What had happened in recent past is enough for us to begin to look at the character of those who are seeking office under the APC platform. “If before now we have taken for granted the powers of the National Assembly, how those powers can be used for National goals and how it can also be misused to undermine National progress, the current situation we are facing here, where two principal officers have chosen to put their personal interest over and above the national interest. Refusing to consider budget meant for physical infrastructure. Budget meant to re-order the way our budget is executed, to move money away from consumption which recurrent expenditure represents to capital projects which will benefit our people. “Refusing to approve money meant for the body charged with the responsibility of conducting elections
in 2019. For us as a party, we have chosen to learn from the positive lessons from this development so that we do not repeat those mistakes by selecting people who as far as human capacity is, we can assess and predict that if elected they will remain faithful not only to our party but more importantly to the Nigerian nation”. The party chairman emphasised that “If we have disagreement, it will not be about juicy appointments. It will be about appropriate policies, it will be about how governance is impacting positively on the lives of Nigerians. It will not be about who is getting what, politics of sharing”.

Oyetola denies rift with Aregbesola Aregbesola, commends Osun electorate The All Progressives Congress (APC) Governorship Candidate in Osun State, Alhaji Isiaka Gboyega Oyetola, has denied alleged rift between him and the outgoing Governor Rauf Aregbesola over last Saturday’s election. Oyetola described insinuations in some quarters to that effect as “irrational and present only in the imagination of detractors out to create disaffection within the APC camp ahead of Thursday’s Governorship Rerun”. He added that Aregbesola is the model of the governorship project and a dogged driver of good governance continuity, saying he has at all-time provided responsible leadership. The governorship candidate urged the people to ignore any such rumuor of rift, describing it as satanic. Oyetola said he would have ignored the rumor but for the sensitivity of the Thursday election, it is important to trash the mischief. Diekola’s arrest: We’ve been vindicated- Oyetola The All Progressives Congress (APC) Governorship Candidate in last Saturday’s Governorship Election, Alhaji Isiaka Gboyega Oyetola, has said the arrest of the People’s Democratic Party (PDP) Chieftain, Alhaji Fatai Diekoka, has confirmed the general opinion that PDP is out to pervert the will of the people in the ongoing governorship contest. Diekola was arrested on Monday in Ward 5 Alekuwodo, Osogbo in possession of hundreds of Permanent Voter cards already procured through purchase, brutal force and secret oath-taking. conduct of peaceful elections and to ensure that the Osun poll is devoid of any violence, the same set of people arrested have been attacking APC members in Osogbo, the state capital, and openly distributing money even on the eve of election. “ To worsen the issue on Saturday night, Diekola, Adagunodo and others invaded a Collation Centre in Ward 5 Osogbo and forced APC and other party agents to sign a doctored result which was later rejected at the local government collation center. This singular action substantially contributed to rendering the election inconclusive and now requiring INEC, security agents and political parties to deploy fresh resources for the new election. “To us, the APC government, as acknowledged by local and international observers, has provided a level-playing ground for free, fair and transparent election in Osun State. We must not allow the will of the people to be subverted.” “ As a candidate in this election, we wish to state clearly that the arrest of Diekola is one out of PDP numerous agents and dealers purchasing voter cards in all the affected units of Ife South, Ife North, Orolu and Osogbo local government areas of the state.” “While commending the police for the arrest of these agents of destabilisation, we urge them and other security agents to be on the alert to prevent individuals who are hell bent on subverting the will of the people. We demand that the police must investigate this case thoroughly and prosecute any individual connected to the crime no matter how highly-placed they may be in the society. “This election is about the future of the state and as such the will of the majority must be protected. The popular choice of the people must be allowed to evolve. That is the very essence of democracy.”

Kwankwaso pays unscheduled visit to Kano, calls for calm Yakubu Salisu, Kano Senator Rabi’u Musa Kwankwaso, on Monday, paid an unscheduled visit to Kano state being the first since he became a senator as previous attempt to visit the state met stern resistance from the state government over alleged fear that his visit would cause security break down in the state. Addressing his Kwankwasiya members, Kwankwaso called for calm among the group. The aggrieved members are unhappy over Kwankwaso’s choice of picking his son in-law, Abba Kabir Yusuf as his choice of 2019 governorship seat.
According to him, “ I’m in Kano to see you and say thank you for the brotherhood and progressive unity we enjoy as kwankwasiyya members, certainly we will sit and talk on vital issues affecting us”. Kwankwaso explained that his choice of Abba Kabir was informed by the fact that, most of his projects including the famous Kano Kofar Nassarawa flyover were designed and executed by Abba. He said, “today most projects being executed by Ganduje are not durable and of low standard while heavy amount was spent on them, but our projects which mostly were designed and executed by Abba Kabir Yusuf, are today standing firmed in Kano”.
Kwankwaso who spent only one hour in Kano, told his supporters who thronged his house that he is willing to sit with them and iron things out in a more brotherhood means. He said, “if not that I’m highly busy and rushing to go back to Abuja for the Presidential screening going on right now, I would have loved to sit and discuss vital issues with you, but I promised to come back and have a special sessions with you”, he promised. NECO begins implementation of manpower development plan Doosuur Iwambe, Abuja
In its bid to offer quality service as well as fulfill its core mandate of becoming a reliable examination body in the country, the National Examinations Council (NECO) has commenced immediate implementation of the manpower development plan to ensure efficiency in the council’s operations. According to NECO, the development plan of the Ministerial Committee under the Chairmanship of Muhammed Umar, was implemented through internal postings and transfer of personnel based on their areas of specialisation. Giving more insight on the development plan, NECO Acting Registrar, Mr Abubakar Gana, said that reforms will hasten its determination of taking its place as a reliable examination management body. He said, “NECO was established
for the purpose of nationally and internationally acceptable examinations. This development will help the exam body to ensure transparency, accountability as well as boost the integrity of its exercises”. This is coming few months after the examination body for the first time since its establishment in 1999, released its June/July 2018 SSCE result within forty days. The Daily Times recalls that the Acting Registrar, Gana, while announcing the result in a statement had disclosed that about 1,041,536 candidates registered, while 1,032,729 candidates sat for the examination, and 939,733 candidates representing 90.47 per cent scored five credits and above without English and Mathematics. Gana added that 875, 464 candidates, representing 84.77 per cent scored credits in English Language, while 850,331 candidates representing 82.34 per cent, scored credits in Mathematics, adding that a total of
742,455 candidates representing 71.48 per cent scored five credits and above, including English Language and Mathematics. The result further showed that in 2017, 70.85 per cent of candidates had five credits and above including English and Mathematics as against 71.48 per cent in 2018, showing 0.63 per cent improved performance in the current result. Meanwhile, in order to ease off pressure mounted on awaiting result candidates participating in the Unified Tertiary Matriculations Examination (UTME), conducted by the Joint Admissions and Matriculation Board (JAMB), the Council also realigned its procedures to ensure that results are released early to meet JAMB’s deadlines. A similar schedule had been adopted by the West African Examination Council, WAEC, which released its 2018 results after two months of conducting the West African School Certificate Examination, WASSCE.

This was even as he announced his stepping down for another aspirant and oil merchant, Dr. Uche Oga. Ukauwa disclosed this while briefing the press in his office in Umuahia, condemning the price of N45 million for president and N22.5 million for governorship as unavoidable, but expensive. He however congratulated President Muhammadu Buhari for signing into law the ‘Not too young to run bill’, pointing out that the price for forms has discouraged many youths who have the intention to contest but cannot afford the price.

FG, loans and way forward

I used to keep the list of ‘spurious’ loans that were written off for Nigeria in 2006. Our leaders in the 1970s, ’80s and ’90s had collected all sorts to build different monstrosities of their bizarre fancies. In those days, even local government chairmen collected foreign loans. Just before those loans were written off by the Paris Club, The PUNCH and Tribune, among other newspapers, published in detail the items that Nigeria had spent them on. Many were programmes which never took off at all, but were fully drawn down – ghost projects was a fitting moniker. In the 1980s especially, governors, local government chairmen and, of course, the federal government went on a mad borrowing binge. They had swallowed hook, line and sinker, the liberal KoolAid of economics which encouraged leveraging to the hilt, and preached that borrowing was the fastest way out of underdevelopment. It never worked, but that “zombie economics” idea is very much alive in Nigeria today. The debate about our new Chinese loans raged a couple of weeks back. Nigerians found it curious that their leaders were borrowing almost the exact amount from China, as we were spending on freebies (“dash”) from the recovered Abacha loot. I have my own thinking about Chinese loans which I will share in a jiffy, but in the first instance there is a need to challenge this idea that has recently become mainstreamed – that borrowing is a first choice for financing projects. Some ‘enlightened’ Nigerians compare our borrowing culture with what happens in the U.S.A and elsewhere. They ignore the trajectory and history of these two different economies and the role these play in finance. Does U.S.A borrow to provide basic amenities for its people? Very doubtful. U.S. borrowings are mostly into its financial sector, which probably feeds its conglomerates. The U.S. government raises money today in bonds and treasury bills, which countries like China and Japan invest in. The country sometimes encourages consumption because it knows that there are U.S. companies that must continually be fueled by internal consumption. Some of the loans procured by the U.S.A also powers its aggressive export sector, wherein very complex goods are pushed all over the world. The U.S.A is the most diversified economy in the world, meaning that all aspects/sectors of its economy interact vigorously with each other. Here we produce nothing and import everything. I am not really sure that we can borrow to fund both consumption and export potentials. Something is broken in this economy. Permanently so. It must be noted that in the toddler stage of the U.S. economy, a lot of domestic borrowing was done for sundry purposes – including to finance wars. This strategy engenders ownership and patriotism among the people. The focus was therefore not merely on finance. My advice is that countries like Nigeria should borrow only for projects that are self-funding,
with cash flows that partly liquidate such loans. All loans for social or basic amenities should be funded from internally generated revenue as well. We have nothing to show for our being an independent country since 1960. It is a crying shame that we cut such a pathetic picture of a beggar nation, hopping from Asia to Europe to America, signing the future of our own children away for a mess of pottage. We cut a ridiculous picture with those we collect these loans from. They know we are irresponsible. They see the luxuries our leaders enjoy. It’s an open world more than ever. Their children see how ridiculous we are. They know we don’t want to know anything about financial responsibility, fiscal independence and accountability. Their children will take it out on our children. The other day we saw U.S. congressmen who were so broke they slept in their offices in Washington DC, while our own lawmakers probably own multiple properties in the same cities. Yet the same Nigeria goes a-borrowing from the U.S. government and its many institutions! We even beg them for grants and aids. How do these add up? JThe truth is that we have a terrible record of loan repayment. With such embedded cultural profligacy, there is no way we will pay back our loans. If we incurred loans all through the 1970s, ’80s and ’90s and only managed to crawl out on hands and knees in 2006, there is no way we would have suddenly developed financial discipline in 2018 when we have only become worse – with more disunity, indecent exposure to luxuries, and greed. Our governments are crazier today than they were in the ’70s, ’80s and ’90s, when we ended up using 70 per cent of our national revenue on debt servicing. I recall that Obasanjo had to embarrass the creditors then that Nigeria borrowed only $12 billion, repaid $38 billion in cash terms and was still owing $35 billion before we were availed the opportunity to pay cash of another $12 billion to the Paris Club in exchange of a write off $18 billion. We were then left with a total foreign debt of about $5 billion and our local debt stock was manageable. If we had so much trouble managing $35 billion, how can we manage and ever repay $73 billion today in total loan stock? This brings up the statement by Amina Muhammed, Nigeria’s export to the United Nations. She stated during a recent interview with Christine Lagarde that her friend, Dr. Mrs. Okonjo-Iweala took Nigeria out of debt but that we were now back in debt and the level of debt was going to be tough to manage. That was Amina passing a vote of no confidence on the government she just stopped serving months ago. But to make matters worse, she was dead wrong. Okonjo promptly returned Nigeria into the debt trap from whence we had emerged under her previous guidance. In fact deeper. The focus was not to take Nigeria out of debt per se, but to obtain that cash flow for the Paris Club. Nigeria was the ONLY country which had to repay anything in all of sub-saharan Africa. We
were considered rich, not deprived. By the time she departed for her ‘global assignments’ the second time, Nigeria was owing a total debt of $60 billion. However most of that was local and attracting very high interest rates. I recall that this debt issue was one of the Achilles’ heels of the Jonathan government and the reason Buhari got massive votes. Only that Buhari government has now further worsened the situation. Under the now-departed Kemi Adeosun, the first thing they did was to devalue the naira. In this way, a large proportion of the domestic debt simply lost value. At least $50 billion in naira terms was in domestic debt when the Buhari government came on board. With naira officially crashing from N177 to N305, that meant that such loans became an equivalent of $30 billion if Nigeria had to pay back at that point. This would have technically brought our loan portfolio down to about $40 billion (if we add the foreign component of about $10 billion). What this means is that Kemi Adeosun, who switched aggressively to foreign loans, contracted a fresh sum of about $33 billion for us in her roughly three-year sojourn – most of that in foreign loans. I recall that I begged her through my articles that she should please not contract any jumbo loan of $30 billion on behalf of our children. This must have slowed her down a bit as she pointedly accused me one day during a Channels interview with Kadaria Ahmed. If that proposed jumbo loan was collected, we will be over $100 billion in loans by now. To emphasise this perennial brainlessness of successive governments, I ran into a World Bank document online the other day. It was a term paper for the borrowing of $13.5million from the World Bank in 1962 for the construction of Apapa Road. The pretext is that we needed to clear goods faster from the wharf. One Nigerian pound then was worth $2.80; almost $3.00! Today we are on the verge of taking (or have taken) another $50 million from the same World Bank for the reconstruction of the same Apapa-Wharf Road, for the same reason – to ease clearance of goods from Apapa Wharf. Of course we know there is now a total gridlock there due to our utter planlessness. What we also need to amplify is that the Nigerian currency has lost value since 1962 by a factor of at least 915 (3 by 305)! What did we do with all the revenue generated from the people/businesses that used the ports since 1962? Oh I forgot. We used it liberally to do ‘bigmanism’. We simply squandered everything and more. Stupidity they say, has no cure. Now I open newspapers and see how Nigeria wants to borrow $125 million for policy-making, for improving statistical information or something of the sort. We are taking an additional $400 million to ‘promote innovative approaches based on international best practices and community participation to tackle land degradation and gully erosion’. Another $350 million goes to the Nigerian Electrification Project, while $225
million will be for nutrition of pregnant women and children. Another $150 million is for polio eradication, while $100 million will be for training women in skills. And so on. Why do we need all these loans that we cannot repay? Why is Buhari borrowing from everywhere just so his government can look like it’s making progress? Why are we borrowing massively when our people loot this republic and fritter the funds abroad? Why have some of our best people become corporate ‘agberos’ for foreign capital/ foreign investors looking for money laundering/ legitimacy, socio-political leverage and huge returns at the same time, without a tinge of remorse on any side? Just so I am very clear, these projects we borrow for, are such that commonsense will fix for us if we had any. These are projects that our universities and polytechnics should fix for us if we had any that was worth its name. These are projects that sane governments should sort out with internal revenue. Let all pseudo economists know that INFRASTRUCTURE is not enough excuse for mindless borrowing. What Nigeria should do now is THINK, and stop this criminal mortgaging of this country. God cannot forgive us for what we are doing to ourselves as a people. To conclude, let’s go back to the China dilemma. Should we borrow $326 million from China when we are also spending $320 million recovered from Abacha by sharing to faceless poor Nigerians just to feed and with no work done in return? I confess I prefer the Chinese interactions to the major trauma we have suffered under the Westerners. In 2009, I was in ThisDay Dome, Abuja, when Tony Blair in an unguarded moment, admitted upon being asked about the growing Chinese influence in Africa, that he knows that ‘each time an African country ask China to build a road, the next day, the Chinese show up with a digger but if they come to the West, they are given a huge sheaf of papers and conditionalities to sign’. George W. Bush, who was also there snatched the mic and went on a long tirade about China despoiling Africa’s environment. So we know who is what, and Nigeria stands a far greater chance of real progress with Xi Jinping and his people. But Nigeria must not rest on its oars. Old man Mahatir Mohamad said recently: “China comes with a lot of money and says you can borrow this money. But you must think, ‘How do I repay?’ Some countries see only the project and not the payment part of it. That’s how they lose chunks of their country. We don’t want that.” That is it. As things stand, Nigeria is as good as fully sold. Nobody thought of payback day for these loans. I don’t know what will happen on that day. Perhaps we would have become slaves in our own country. We have definitely not proven that we know what to do with this space called Nigeria. But we know the addresses of these people who sold us down the river.
HSBC Report, Nigerian economy and matters arising

The first thing that strikes one after reading the report is that the writer downplays positive developments in the Nigerian economy. Every time that the data points to improvements in the Nigerian economy, the writer then immediately makes a negative assessment. I have hesitated to weigh in the media frenzy about the HSBC report entitled ‘Nigeria: Papering over the cracks’, which was issued in July 2018. My hesitation had to do with the fact that I had not read the full report in its original form and could not therefore make any meaningful comments on its contents. I have since read the report and since there is still quite a bit of interest and chatter about its contents, I feel that it is appropriate to respond to these, as well as to its handling by the Nigerian media. The first thing that strikes one after reading the report is that the writer downplays positive developments in the Nigerian economy. Every time that the data points to improvements in the Nigerian economy, the writer then immediately makes a negative assessment. For instance, he acknowledges a current account surplus, exchange rate stability, declining inflation, improved capital flows, amongst other things, and then concludes that because of structural shortcomings, the long-term prospects for the economy are poor. When the HSBC report notes that the structural constraints of the Nigerian economy are long-standing, one would have expected the analysis to include the on-going efforts to tackle such constraints. Identifying
‘inadequate infrastructure, corruption, an inefficient government bureaucracy and policy instability…’ as evidence of structural shortcomings is not new. If the non-oil sector accounts for 90 per cent of the economy, how can one legitimately speak about a lack of diversification? Analysis of this nature needs to be more nuanced. The point really is that diversification is needed more in terms of the sources of government revenue and foreign exchange, a problem that the ERGP seeks to tackle. However, balanced analysis would then seek to establish if such problems were being tackled as priorities and reflected in the actions of the Buhari Administration. The Economic Recovery and Growth Plan (ERGP) is readily available and there is no shortage of evidence about the on-going extensive investments in power, road and rail infrastructure, the active anti-corruption actions of government and on-going repositioning of the public service. Similarly, the writer acknowledges that the World Bank ranked Nigeria as among the 10 countries implementing the most regulatory reforms to make it easier to do business, but he would rather place emphasis on the current low ranking of being 145 out of 190 countries, than on the fact that this reflected a movement of 24 places in one year! This inexplicable desire to overlook the positives in favour of negative analysis is worsened by the tendency of the writer to contradict himself or deploy inaccuracies in favour of his conclusions.
Let us look, for instance, at the discussion about the contribution of the non-oil sector. If the non-oil sector accounts for 90 per cent of the economy, how can one legitimately speak about a lack of diversification? Analysis of this nature needs to be more nuanced. The point really is that diversification is needed more in terms of the sources of government revenue and foreign exchange, a problem that the ERGP seeks to tackle. It is this lack of context that leads the writer into logical inconsistencies. Otherwise, how can the report acknowledge that higher oil prices should provide some support for government revenues and then go on to say that “debt is low. But revenues are lower still.” In addition to potentially increased oil revenues, it would have been important to take account of the efforts to boost nonoil revenues through on-going increased collections by the Federal Inland Revenue Service (FIRS) and the Nigerian Customs Service (NCS), which are in the public space. …while the economy has not yet reached desired growth levels, there are positive developments in macroeconomic conditions, the real sector, the business environment, social investments and infrastructure that will underpin and give further impetus to achieving the primary goal of the ERGP which is sustained inclusive growth. The analytical weaknesses of the paper are further exposed in several other instances. For example, if the PMI, a forward looking indicator, has been improving and is not matched commensurately by GDP growth
figures, then a reflective analyst should be intrigued about the seeming misalignment in these two sets of figures, rather than immediately jump to negative conclusions. Also, how does one acknowledge the ‘benefits of higher oil prices and production’ and then go on in the same report to say that ‘militant activity has disrupted oil production in the Niger Delta’? Everyone knows that the active engagement of the federal government, especially the role played by the vice president has substantially calmed things down in the Niger Delta. Perhaps the writer of the HSBC report forgot to update this information when ‘cutting and pasting’ from a previous report? In terms of economic analysis, I must say that it is difficult to understand what the HSBC report has in mind when it states that Nigeria’s macroeconomic “gains merely mask the economy’s unresolved structural shortcomings”. Surely, the entire purpose of macroeconomic gains in an economy such as Nigeria’s is to provide an enabling environment and lay a foundation for structural change, which is exactly what the ERGP sets out to do. To conclude, while the economy has not yet reached desired growth levels, there are positive developments in macroeconomic conditions, the real sector, the business environment, social investments and infrastructure that will underpin and give further impetus to achieving the primary goal of the ERGP which is sustained inclusive growth.

Editorial Commentary Between self employed and government responsibility

Today all over the world especially in the Sub-Saharan Africa the malaise of unemployment has been one of the problems causing the glut in the growth and development of the youth especially the graduates. Having spend some good quality of time studying in expectation of an easy life after graduations, they instead go into the real world rather disillussioned and amazed about the realities in the employment markets. These realities are made even compounded by some factors which neccesitated the lack of employments in the labour markets especially the harsh economic realities that employers of labour faces to keep their establishment going. The new dawn of electronic technological deployments to ease the smooth operations, otherwise known as ease of doing business has drastically reduced the number of personnel in manufacturing and indeed all sectors of the economy. Today the realities of the modern economy and the new educational trends all over the world has dawn on us all. It is therefore a trite to accept that the days when government is the chief employers of labour are gone forever. Our educational systems must be redefined to include the provision of requisite technological skills for students in our higher institutions towards their preparation to be self employed and by extension employers of labour. The world today, bigger economies are driven by private hands and not necessarily government. To make an impact in the world, private initiatives is the answer. White collar jobs are few to find anywhere or even non existence. The statistics from the Federal Ministry of Youth Development states clearly that our universities churn out as high as over 2 million youths annually as graduates competing for less than 2 percent vacancies in both public and private sector of the economy. The situation is so bad that a university degree or its equivalent is not worth an automatic placement in the employment markets. The World Development Reports for the last ten years stated that Nigerian universities have consistently churn out half baked and unskilled graduants into the employment markets. This is a direct indictment on our educational system which presently lacked the capacity to graduate students that are capable of being self employed and finally employers of labour. Except we want to be economical with the truth about our present predicaments in our nation, we need to rejig our educational curriculums and make it skills and entrepreunural based. The advantages of this reprioritisation of our educational focus are too numerous to mention here. Some few examples suffice. A well skilled
graduand has the capacity to use his skill for his own employment and invariably set up an enterprise that has the capacity to employ skilled personnel from his chosen field or skills. It also leads to diversification of the economy and reduce over dependence on oil. Nevertheless, the governmenth as a pivotal role to play in providing the enabling environments for business to thrive. All over the world, it is the responsibility of the government to provide regulations to ensure the participation of private sector in the economy as the engine of growth. When the private sector flourish, our fresh graduates will have the zeal to learn a trade and with that requisite skills translated into creations of small business that will spur growth and employment opportunities. To buttress this point, the success story of Isa comes to mind and I always used it whenever am privileged to counsel young graduates particularly those who believe that government work is the solution to their problem. Isa served with us (Helpline Foundation for the Needy) and refused to wait endlessly for white collar job. He started collecting drinks and drinking water from manufacturers and big wholesalers, and within a year he became a distributor of most of the products he was selling at retail prices. Today, Isa is married with 3 children, a proud landlord and three vehicles. He was able to accomplish all these because he took advantage of the environment by realising that people must drink water and other hydrating products. He started with little or no funds all. He had faith and his ability to convince his initial contacts that he can be trusted really worked for him. The National Directorate of Employment should be mandated not only to be an ombudsman for menial employment provision by governments, the Agency should also be charged with the responsibility for the provisions of skills incentives to all higher institutions. Government can also make the processes of registration less cumbersome particularly getting certification for products. It has been observed that many youths with skills in the manufacturing sectors are not meeting up with the requirements of government agencies such as Nation Agency for Food, Drug Administration and Control (NAFDAC), Standard Organisation of Nigeria (SON) among other related government agencies. What the government should seriously consider is to establish a centre where all the regulatory Agencies will be stationed in a manner that all products from that centre will have certification of all the Agencies showing that the products are of good standard. This will aid ease of doing business in the manufacturing sector.
OUR POSITION Court, ex-parte orders and 2019 polls
T
he admonition by the Chief Judge of the Federal High Court, Justice Adamu Abdul-Kafarati, to judges, asking them to refrain from granting interim ex-parte orders on political matters, appears to be the crucial directive that will shape political events in due course as we approach the 2019 polls. The CJ had recently disclosed at the commencement of 2018/2019 legal year that he had issued a directive to judges of the Federal High Court to stop granting interim ex-parte order in all political cases brought before their courts. According to the CJ, the directive is part of efforts to ensure that the court is not used by politicians to scuttle the political process and disrupt the peace of the country. He said: “In an attempt to forestall any hiccups and the blame on the court by the political gladiators, I have during this vacation issued a circular that interim orders ex-parte shall not be granted in political cases brought before the court. I believe that controversies especially in political cases can be reduced when the court takes a decision after hearing all the parties in the case. “It is also extremely important that all political cases that may affect any of the parties which are still pending in any of our courts be concluded without further waste of time to afford all candidates the opportunity to pursue their political ambitions.” Kafarati had also on Tuesday, September 18, 2018 reiterated the directive with a modification, saying that interim ex-parte order can only be granted on “very exceptional cases.” The reasons adduced is that it is better to hear all sides of the matter before a decision is taken and to minimise controversy in the adjudication process that have potentials to scuttle the political process and disrupt the peace of the country. We entirely agree with the numerous efforts being made by the judiciary to ensure sanity in the granting of interim ex-parte orders by trial Courts, essentially as the nomination by the political parties through primary election begin this month. But we wish to advise that the judiciary must exercise caution to avoid promoting impunity and dictatorship among the political party leaders who in recent past have demonstrated unlawful tendencies by holding their primaries in violation of their own party guidelines just to ensure that only their anointed candidates get party nominations. We recall that in 2014, the Federal High Court adopted similar measures following a circular issued by the then Chief Judge, Justice Ibrahim Auta, which scuttled the hearing of more than
12 suits filed against President Muhammadu Buhari over his WAEC certificate and all other suits filed that challenged the defections of five governors of the Peoples Political Party (PDP) and the then Speaker of the House of Representatives, Aminu Tambuwal, to All Progressives Congress (APC). Similar scenario is piling up before the Federal High Court with more than eight cases already pending on the defection of Senate President, Bukola Saraki, while several other suits have also been filed challenging the defections of three governors. We are of the opinion that timely conclusion of political cases remain the panacea for stability and enthronement of elusive rule of law in our society. A situation where 2015 pre election cases are still pending in our courts five months before the expiration of the tenure in contestation is to say the least repulsive to the noble idea of justice. We wish to submit that cases arising from election disputes must not only be concluded at trial Court before the end of October as directed by CJ Kafarati, we strongly believe that it is possible to conclude all election cases even at the appellate courts timeously before those who win election take oath of office. We believe that this laudable development will restore public confidence in the judiciary.

He stated that about 400 would be engaged out of the 105,000 university graduates that were taking part in the screening which would hold for four days. Oyeyemi expressed satisfaction with the conduct of the exercise which he described as orderly, attributing this to the high number of graduate applicants. The applicants for officers cadre, the FRSC boss said, would be screened on Monday and Tuesday while the screening for the rank and file cadre
would hold between Thursday and Sunday. He said, “The programme started by 6 am, you can see the orderliness, it shows the level of planning in accordance with the directive of the Secretary to Government of the Federation. “The same thing is going on all over the federation. PDP presidential primary venue tears NWC, BOT apart Tunde Opalana, Abuja Two organs of the Peoples Democratic Party (PDP), the National Working Committee (NWC) and the Board of Trustees (BOT) are sharply divided over the choice of venue for the party’s October 6 presidential primary special convention. Disagreement over the venue came to the fore on Monday at the inauguration of the Special Convention Committee at the party’s national secretariat in Abuja. Deputy National Chairman (South), Elder Yemi Akinwomi who inaugurated the committee on behalf of the national chairman, Prince Uche Secondus had in his speech said the party had settled for Port Harcourt as an acceptable venue after due consultations with different caucuses of the party. But the chairman, Board of Trustees, Senator Walid Jubrin immediately countered his position by saying that the party is yet to settle for a venue but will in due course come out with an acceptable venue that will be suitable and convenient for a successful convention. Elder Akinwomi said “the party set up a committee headed by Ibrahim Kazure, and they went round the South South Zone and South East Zone before coming out with the choice of Port Harcourt for us. The National Working Committee (NWC) has consulted widely with the PDP Governors forum; we have
consulted widely with the BOT; we have consulted widely with caucus of the party and today it has been jointly accepted that we will converge in Port Harcourt, in no distance time for the National Convention. “The international community has told us that they want to watch keenly the Port Harcourt Convention. Particularly they said they want to come and watch the process that will lead to the emergency of our flag bearer, because by the grace of God our flag bearer will be the next President of Nigeria”. Speaking immediately after him, the BOT chairman, Walid Jibrin said he turned down his nomination into the Special Convention Committee because other members of the BOT have already made the list. Countering the NWC position on Port Harcourt, Jibrin said “even though the Deputy Chairman said the issue of venue have been concluded, I want to say that the issue of venue is still on and is not concluded because there are many suggestions on the issue of venue. We look at all suggestions; I assure you that the issue of venue will be resolved. For now we are working around the clock to ensure that we have a very suitable venue accepted by everybody. I want to say that every one of us should come together and ensure that we have a venue suitable to all of us.” Trying to save the ugly disagreement,
the Secretary of the 85 member committee, Dave Umahi who is the governor of Ebonyi State said “I think the working committee and the BOT need to settle this and not to be discussing this disagreement before the press”. Senator David Mark had earlier said the venue should not be a big deal as he will abide by the party’s decision on the venue. Okowa described the assignment as the most important assignment in the history of the party at least for this year, promising that the committee will do it’d best to conduct an acceptable convention. “We are very much aware that if we get this convention right and when the processes are such that they are credible, free and fair, we will definitely have the buy in of all our presidential aspirants. And we will now have a united family. “I also want to believe that if there are any internal issues, it will be resolved within today. I am very confident of that. Because all of us believe that the only way forward is for the entirety of the party to stay united and focused. And as such, as members of the PDP, we cannot afford to disagree on any issues. The thing that is needed is for a free and fair primary to be conducted for all our aspirants. And we are very definite that we will get it right. “No matter where we take it to, we will do what is right. And I believe that at the end of the day, nobody will have any cause to complain”.
The Ondo State Chairman of the African Democratic Congress (ADC), Bisi Ogungbemi has admonished voters, particularly youth against selling of votes during election. Ogungbemi who attributed the selling of votes to trading one’s conscience, emphasied that the youths should avoid being used as pawn in the hands of money bags during electoral process in the country. for the ministry to award contracts of that magnitude without including the research and development department of the NNPC that is the indigenous company. “If the NNPC is incompetent to perform that role then the federal government should as a matter of urgency dissolves the agency because it is unheard for outsiders who don’t understand our terrain to carry out such an exercise. “If we must carry out the exercise as it is, after all contracts have been awarded without our NNPC then there must be an immediate review of the contracts as Nigerians may not know how it was conducted,” the
lawmaker stated. He further stated that “the ministry did not weigh the implications of not including the agency and that is why the House will urgently look into the matter immediately we resume from our recess if nothing is done before then. “I consider the action a slap on all well meaning Nigerians to view the action of the ministry as highly misplaced”. Short News TCN rectifies faults at Jos-Gombe 330KVA line Idu Jude, Abuja The Transmission Company of Nigeria (TCN) says it has sent technical experts to restore technical issues emerging from the Jos-Gombe 330kV Transmission Line, which had just undergone annual scheduled maintenance, at the North Eastern part of the country including Bauchi, Gombe, Adamawa Borno, Yobe and Taraba states. In a statement issued by the General Manager Public Affairs, Mrs Ndidi Mbah, TCN said it took outage to undertake the annual scheduled maintenance of the 330kV transmission line from Jos to Gombe. Mrs Ndidi stated that the maintenance work has been completed by the combined engineering maintenance crew from Gombe and Jos Transmission Substations. The transmission line was reclosed and energized at about 15:09 hours Saturday 22nd, as about 19:09 hours before the line developed another fault and tripped off.

Buhari approves South-East free export zone – Ikpeazu Sunday Nwakanma, Umuahia The first ever free export zone in the South East to be sited at the Enyimba Economic City, Aba, has been approved by President Muhammad Buhari. Abia Governor, Dr. Okezie Ikpeazu disclosed this at the official opening of the Okezuo Abia Organisation campaign office, at Mission Hill Umuahia, stating that the free export zone which is in partnership with a leading Chinese company will give traders access to export their products free of charge. Ikpeazu further said that the return to power he is seeking is to do good and bring more development to the state, maintaining that his administration in the last three years has not downsized its workforce, despite the fact that
Abia has the highest wage bill in the entire South East. According to him, he is more committed to making the State great, noting that his greatest achievement so far is that under his watch, Abia is now the most peaceful State in Nigeria, adding that there is no rancour among stakeholders in the State, while “there is no trouble between successor and the predecessor”. To enhance professionalism and ensure personnel of the Federal Special Anti Robbery Squad (FSARS) act in line with International best practices, the Inspector General of Police, IGP Ibrahim Idris in collaboration with the German Government has organised two weeks training for personnel of the Unit across the Federation. Recall that the Presidency had recently ordered for the reformation of the unit which led to the IGP’s directive for a centralized FSARS with a Commissioner of Police overseeing its affair, while it handles strictly anti-robbery and kidnapping cases. Hence, the training which will focus on how not to violate Human Rights as FSARS personnel deliver on their new mandate will be facilitated by experts from the German Foreign Office.
APC Senatorial poll: Aspirant says Nnamdi Kanu can’t return Abaribe Tom Okpe, Abuja Abia South senatorial aspirant of the All Progressives Congress (APC), Chinedu Onyeizu, has said that Nnamdi Kanu cannot single handedly return Enyinnaya Abaribe to the Senate just because he assisted his bail from the prison custody. Onyeizu also said that he is confident of retiring Abaribe, if he is given ticket to contest against the serving Senator. Speaking with journalists in Abuja on Thursday, the 38 year-old senate aspirant, said that he is counting on the ‘Not Too Young To Run’ Act to mobilize Abia youths to retire Abaribe from the senate, promising to empower the youths by providing to them the needed dividend of democracy. He said: “The fact that he helped Nnamdi Kanu out of detention does not give him edge over me. It is not enough. I am concerned about the hopelessness of the youths of the Senatorial district, the bad roads in the community, lack of empowerment of the youths and these are more important to my people”.

Osun election: APC campaign council hails poll’s conduct Tom Okpe, Abuja The All Progressives Congress (APC) Campaign Council for the 2018 Osun Governorship Election has commended the conduct of last Saturday state governorship election describing as excessive and grandstanding the call by the People’s Democratic Party (PDP) for Independent National Electoral Commission (INEC) to declare its candidate in the polls as winner. The council in a statement issued in Lagos on Monday signed by the Chairman, Media Committee, Alhaji Lai Mohammed, decried the PDP’s descent into hysteria after INEC announced that the election was inconclusive saying, “this reinforced the Council’s earlier statement that the opposition party was in the panic mode prior to the election, and that it had no confidence in the institutions saddled with organizing the polls”. The Council said rather than resort
to threats, the PDP could either go to court or decide not to participate in the supplementary election of Sept. 27th pointing that, “What the PDP cannot and must not do, is to engage in its trade-mark brigandage or to employ tactics that can short-circuit the democratic process. ‘’In its time, there would have been no room for a supplementary election in Osun because the PDP would have used state institutions to hijack the election proper, as it did in Ekiti in 2014. But in its deafening hysteria, the PDP pretends not to understand the real meaning of the outcome of the Osun election: That the ruling APC did nothing to prevent the state institutions that organized the election from carrying out their duties, in the spirit of true democracy. ‘’Local and foreign observers have hailed INEC and the security agencies for a well-organized election. We join them in this commendation. Our confidence in the ability of the relevant state institutions involved in the Osun election remains unshaken. So also is our belief that every
disagreement resulting from the election must be resolved through the democratic process, rather than a resort to threats of fire and brimstone”, the Council said. It described as selective amnesia the jaundiced analysis by compromised, pay-as-you-go analysts, party hacks and renowned professional riggers masquerading as democrats who pretend not to remember that the APC was leading the PDP massively (by over 40,000 votes) in the 2015 Kogi governorship election when INEC declared the election inconclusive. ‘’Rather than resort to threats, like the PDP is doing now, the APC simply submitted to the democratic process and the supplementary election was peacefully conducted in 91 polling units across 18 of the 21 local governments in the state. Where were these emergency, ready-forhire analysts then”, the Council queried. It commended the good people of Osun State for deepening the nation’s democracy by eschewing violence and exercising their franchise in orderly manner.

Mother of deceased footballer calls for investigation Joy Anyim, Lagos The State Government and the Lagos State Police Command have been called upon to investigate the killing of a footballer, Sylvester Chinwokwu in the Ketu Alapere area of Lagos. Mother of the deceased, Mrs. Bridget Chinwokwu, a native of Ubulu-Uku, Delta State made the call saying the killers of her son should be brought to justice. It was gathered that the late Chiwokwu was shot dead at the Alapere area of Ketu, Lagos while on a commercial motorcycle (Okada). Speaking on how her son was killed, Mrs. Chiwokwu said although she was not present when her son was killed, she was only informed of the incident by an elderly man. She said, “An elderly man told me that when my son was on Okada, he was shot in the hand, he fell down and as he was struggling to stand up, one of the gun men who were in a Toyota Camry car ordered him not to stand up or be shot dead”.

‘APC Rivers guber primaries may end in fiasco’ Memoye Oghu, Port Harcourt The governorship primaries of the All Progressives Congress (APC) in Rivers state may be in fiasco because the expected Court judgment that would have resolved the intractable feud threatening to tear apart the state branch of the party is still in the pipeline. The absence of Justice Chiwendu Nworgu of the Rivers State High Court expected to have given his ruling on Monday on the case challenging state congresses of the party last May has stalled the ruling. That means that the governorship primaries of the party scheduled for next week would still be a jamboree between the feuding factions loyal to Chibuike Rotimi Amaechi, current Transportation Minister
and Senator Magnus Abe, a governorship hopeful under the platform of the party. Justice Nworgu of the state High Court 21 was expected to have given his ruling on Monday in the suit filed by 23 APC supporters loyal to Senator Abe’s faction of the party challenging the processes and outcome of the ward and local government congresses. The Court Clerk, whose names could not be immediately ascertained as at time of this report announced the Judge’s absence but did not give any reason for the absence. She however promised to contact both parties to communicate a new date for the judgement. The congresses which held on May 19, 20 and 21, 2018 across the 23 local governments of the state had since been subject of hot litigation and had since factionalized the state branch of the party with two factional state executives and offices. The 23 APC members had earlier
approached the Court seeking an annulment of the entire processes of the state congresses and the executives they produced. The Court, had in a ruling last July granted their request by declaring the Ojukaiye Flag-Amachree led state executives of the party and product of annulled congresses as illegal, null and void and directed both parties to maintain the status quo. When contacted, the council to the plaintiffs, Henry Bello declined comments, saying that, “I am not granting an interview today, am sorry.” It would be recalled that an Abuja High Court presided over by His Lordship Hon Justice A. O. Musa last Tuesday, September 4, granted an order of perpetual injunction restraining the APC and its national Chairman, Adams Oshiomhole from tampering with the mandate of the Ojukaiye Flag-Amachree led executives of the state branch of the party.

This resolution came after its September, 2018 meeting held in Umuahia last weekend, advising the Traditional Prime Ministers in the 17 Local Government Areas of Abia State to work towards the realization of Gov. Okezie Ikpeazu’s re-election project.

Rule of law’ll reduce corruption, inustice – CJN As stated in my speech last year, an Anti Corruption Cases Trial Monitoring Committee (COTRIMCO) was constituted under the chairmanship of Hon. Mr. Justice Suleiman Galadima, JSC (Rtd), OFR,CFR. The Committee was set up to monitor corruption cases in variouscourts across the country in line with my directive to all Heads of Courtsto designate Special Courts in their various jurisdictions for the speedy trial of corruption cases. I am happy to inform you that at the end of the last legal year, a total of1,499 such cases were identified. Out of this number, a total of 345Judgments were delivered, 14 cases reserved for judgment and 12 cases struck out. There are 1,139 of such cases pending in various courts across the country. This is a remarkable achievement and a testament to the resolve of the Judiciary to fight corruption in our Nation. We have a lot more in our agenda to strengthen and reposition the judiciary, but suffice it to say that fighting corruption is not the responsibility of any particular arm of government but that of every citizen of Nigeria. Corruption or any other form of injustice, for that matter, thrives in a culture of impunity. To carry out a successful campaign against corruption, we have to fight the culture of impunity which is an attitudinal phenomenon. If we allow and respect the rule of law, then there will be a dramatic reduction in corruption and injustice. Corruption starts with a decision by an individual or a group of individuals to do the wrong thing. It is as simple as that. Corruption is never an accidental act. The person who commits a corrupt act has an option to do the right thing. As a democracy, Nigeria is guided by the Rule of Law where the Constitution is the ground norm. And let me quickly add that there is no ambiguity as regards the role of the judiciary in our Constitution. It is an arbiter between parties. The core issue in the mind of an arbiter at any point in time is for justice to be done and seen to be done. Corruption in the judicial arm of government happens if an arbiter, in this case a magistrate, a judge, a justice or a panel, having heard from all parties and having determined where justice lies, decides to do the wrong thing by giving judgment to favour a particular individual or party over another. We must not lose sight of the indispensable role of the judiciary in the fight against corruption. Corruption continues to place the judiciary in the eye of the storm, but, we cannot allow that to deter us or weaken our resolve. We must resist all attempts by a rapacious elite to make justice a commercial commodity. This is an imperative if democracy is to be sustained in our country where the free market milieu seems to be promoting an alarming notion that there is a price tag for everything! We must accept that acts of misconduct of a few rub off on the rest of the judiciary and create the impression that all judicial officers have their hands soiled with the proceeds of corruption. As Henry Ward Beecher sagely observed – “Take all the robes of all the good judges that have ever lived on the face of the earth, and they would not be large enough to cover the iniquity of one corrupt judge” It is therefore imperative that anti-corruption initiatives must embrace proactive as
well as consequential measures. Indeed the National Judicial Council is determined to redress proven cases of judicial corruption with swift and decisive measures. Six months after inauguration, CONTRIMCO came out with an interim report that indicted almost everyone in the justice delivery chain –prosecutors, investigating agencies, lawyers (Counsel), judges, and prison authorities among others. The Committees’ reports distilled the problem ranging from poor prosecution, duplication of charges, multiplicity of cases, absence of parties in court, extra judicial statements, lack of relevant documentary evidence; and on the part of the court, the committee identified the following as contributing to delay in quick dispensation of corruption cases: retirement/transfer of judges handling such cases, granting of remand order by a court without following up to ensure suspects are brought to court, inadequate provision for proper records keeping, cumbersome process of transmission of records from trial Court which impedes the early disposal of appeals, and difficulties associated with ascertaining addresses for service of process by Bailiffs. The Committee also made far reaching recommendations for speedy trial of corruption cases which I have adopted and have started implementing. We in the Supreme Court, haven reduced the pre-election appeals in the course of the third term will devote much of this first term in dealing with the identified EFCC, ICPC, and Economic Crime cases along side the normal Civil, Criminal, and Political cases. We shall continue to strengthen the judicial institutions in the performance of their statutory functions. We shall reform, strengthen,and continue to work with the National Judicial Council and with the support of the

NEW SENIOR ADVOCATES OF NIGERIA As with our tradition, today we confer the highest honour of our profession on the most deserving members of the Nigerian Bar. This year, thirty one (31) legal practitioners were nominated for the award of the Rank of Senior Advocate of Nigeria (SAN) on 12th July, 2018. However, only thirty (30) will be conferred with the Prestigious Rank today. Based on a petition against one of the awardees, Ikhide Ehighilua, Esq,and by virtue of Section 5(1) of the Legal Practitioners Act, CAP L11,Laws of the Federation of Nigeria 2004 as amended, the Legal Practitioners’ Privileges Committee at an emergency meeting held on Thursday, 20th September, 2018, to consider the petition, and the written reply by the respondent, decided to withdraw the nomination of Ikhide Ehighilua, Esq for the conferment of the Rank of Senior Advocate of Nigeria. The Committee also barred the Legal Practitioner from applying for the rank for the next five (5) years or five applications beginning from 2019. By virtue of the provision of section 5 of the Legal Practitioners ‘Act,CAP L11, Laws of the Federation of Nigeria, 2004 as amended, the Legal Practitioners’ Privileges Committee (LPPC) has the sole responsibility to confer on legal practitioners the rank of Senior Advocate of Nigeria (SAN). The rank is the zenith of legal practice and the highest honour conferred by this noble profession. It is a rare privilege bestowed on eminently deserving members of the Bar who have distinguished themselves in the knowledge, practice and contribution to the law, having passed through rigorous processes. I am aware of the meticulous screening and scrutiny which lawyers are subjected to in line with the minimum standards of competence provided by the published new Guidelines for the Conferment of the Award of Rank of Senior Advocate of Nigeria 2017. For the first time, the exercise commenced sixty (60) days earlier
than previous exercises, with 164 legal practitioners applying for the rank this year. This number consisted of 83 court room advocates and 23 legal academicians. It is my greatest delight to announce that out of the new conferees, we have the first female Professor in the legal academia elevated to the rank of Senior Advocate of Nigeria. It is therefore a commendable feat achieved by the newly appointed Senior Advocates. The appointment system as I emphasized last year, will continue to be credible and transparent as laid down by the Legal Practitioners ’Privileges Committee Guidelines to ensure that appointments are free from partisan politics. As a result of the revised appointment system,only final decisions emanating from Superior Courts of Records with legal significance with accompanied mandatory processes settled personally was accepted for the 2018 SAN award exercise. Apart from Personal Income Tax requirement already in the Guidelines, it was anew requirement for all advocate applicants to provide evidence of letters of employment and pension scheme for junior counsel in chambers. The essence of these criteria is to aid the welfare and growth of junior Counsel, and strengthen the standard of legal practice. The rank is a privilege. It is bestowed on you to show great leadership, integrity, humility, exemplary character and be a role model to all aspiring lawyers and the public at large. I am confident that you all will live up to our expectations. It is imperative to state here again that this rare privilege can,and shall be withdrawn if abused. It must therefore be guarded jealously. I must also stress that as members of the Inner Bar, you now occupy positions of trust and great responsibility. Expectedly, you must exhibit every virtue of excellence, integrity and diligence at all times. You must also remember your duties to the Courts as custodians of justice. I have to point out the fact that in the just concluded exercise, some applicants were found to have engaged in dishonourable conduct such as forgery of judgments, resulting in their being reported to the Police for investigation
and possible prosecution. We have to know that if one is not for any reason qualified to wear silk as a Judicial Officer, he cannot wear it as a Senior Advocate of Nigeria. I would like at this point to thank the distinguished members of the legal Practitioners’ Privileges Committee tasked with the assignment of scrutinizing over 4000 judgments, trial proceedings and publications,and at the same time conduct disciplinary proceedings on petitions received against Senior Advocates of Nigeria. I am also happy to report that, for the first time, you all attended a pre-conferment induction programme organized and conducted by the Body of Senior Advocates of Nigeria(BOSAN). The decision to organize the induction was taken at the inaugural meeting of the body held in Lagos. The report of the 1s t induction programme with the theme “Legal Ethics And Professionalism In the Practice of Law” indicates that it is a very timely and useful exercise that must be sustained to deepen the Rules of Professional Ethics and Conduct in the legal profession and to arrest the declining standard of the practice of law in Nigeria. It is my hope that the impact of your pre-conferment induction would be seen and felt by all in the years to come. Let me further state here that the Board of Governors of the National Judicial Institute has been enjoined to emphasize the need for frequent Bar/Bench Meetings, as this will lead to better relationship between the Bar and the Bench. This sort of collaboration can only strengthen our institutions and bring about the best in us. Ours is not called a ‘Noble Profession’ by accident. It is truly noble!! Don’t you ever forget that. I therefore congratulate you all as worthy recipients of this great honour which continues to represent the best and the noblest of the tradition,practice and integrity of our profession. I wish you success in all your future endeavors, including that of being role models. CONCLUSION My Lords, Distinguished Ladies and Gentlemen, while we are not unmindful of the challenges facing the judiciary and dispensation of justice, we are strong in the conviction that we are able to meet these challenges. The 2018/2019 legal year will by the Grace of God, be a great year for the Judiciary a s it endeavours to deliver justice to all. We therefore c o m m e n c e this legal year with renewed hope and vigor. And without any doubt, I want to confidently declare, on behalf of my learned brothers, that the Supreme Court will remain at the vanguard of the protection of democracy, human rights, rule of law and expeditious dispensation of justice. Nigeria’s internet users hit 104.6m in August –NCC Ladesope Ladelokun The Nigerian Communications Commission (NCC) has said internet users in Nigeria increased to 104.6 million in August, even as Airtel, MTN and Globacom gained more internet subscribers during the month under review.
The NCC made this known on Monday in its Monthly Internet Subscribers Data for August posted on its website. According to the data obtained from NCC, 9mobile recorded decline in its internet subscribers as against increase in figure of other three network providers during the month under review. The data also showed that overall internet users increased to 104, 628,342
in August from the 103,671,778 in July showing an increase of 956,564. The breakdown revealed that Airtel gained the more with 421, 467 new internet users in August increasing its subscription to 27,508,240 as against 27,086,773 in July. It further showed that MTN was second, gaining 387,972 new users in the month under review, increasing its subscription to 39,459,642 in August as against 39,071,670
in July. It said that Globacom was the third gainer with 272,692 new internet users, increasing its subscription in August to 27,418,767 from 27,146,075 recorded in July. NCC data however showed that 9mobile was the big loser with 125, 567 internet users in August decreasing its subscription to 10, 241,693 as against 10,367,260 recorded in July.
CBN to review Nigerian cheque standards, cheque printers accreditation scheme Motolani Oseni The Central Bank of Nigeria (CBN) is to review the Nigerian Cheque Standard and Nigeria Cheque Printers Accreditation Scheme (NICPAS) documents (The Green Book) to ensure that the standard continues to be relevant in meeting its objectives. The CBN, in collaboration with the Bankers Committee, had introduced a codified cheque standard and a NICPAS in 2006, to facilitate an efficient Clearing system in Nigeria. Its core objectives are to promote efficiency
in the clearing system through reduced reject rates, facilitate imaging technology and archiving, as well as to reduce Cheque fraud, by specifying the design and security features on the instruments. The Director, Banking & Payments System Department, CBN, Mr. Dipo Fatokun in a signed circular to all banks, accredited cheque printers/personalizers and the Nigeria inter-bank settlement System (NIBSS) during the weekend said, the apex bank has revised the NSC and NICPAS. According to him, the management of CBN has approved the revised NCS and NICPAS for implementation that include, “
the implementation start date of the revised NCS and NICPAS shall be February 1, 2019; the new and the old standard shall run concurrently for one-half years from the above mentioned implementation date, after which the4 old standard would be phased out; all cheques ordered after August 1, 2019 must conform to the new standard; By August 1, 2020 only cheques that conform to this standard shall be allowed in the automated cheque clearing system. He explained further that, “Personalizers that wish to personalize cheques in line with the new standard must seek for and be accredited by the CBN; a procedure for
appeal is contained in the new standard. In the event that the Printer/Personalizer feels that the decision of the MTIC panel to reject an application, deny accreditation or withdraw/terminate accreditation is not justified, an appeal may be lodged; membership of the scheme has been enlarged and is now open to entitiesDeposit Money Banks (DBMs), Accredited Cheque Printers/Personalisers (mandatory) and advisors (optional), that are invited to be members by the CBN. “The revised standard would be made available, under confidential cover, to the DMBs, and other identified stakeholders”, the circular signed by Fatokun added.
Chevron vs workers: Baru appeals to workers to shelve strike Idu Jude, Abuja As the case of unpalatable working condition between the oil workers with chevron Nigeria PLC and its workers rages on, the Group Managing Director of the Nigerian National Petroleum Corporation (NNPC), Dr. Maikanti Baru, has urged Nigerian oil workers to shelve the dream. The oil workers under the aegis of the National Union of Petroleum and Natural Gas Workers (NUPENG) and the Petroleum and Natural Gas Senior Staff Association of Nigeria
(PENGASSAN), has since now mapped out their planned industrial action over a labour dispute involving the Management of the oil company over undue treatment. NNPC Group General Manager, Group Public Affairs Division, Mr. Ndu Ughamadu, in a release today in Abuja, said the corporation’s GMD had directed its Management to work with other stakeholders to resolve the issue raised by the leadership of the Oil Industry unions. The unions had recently called on the National Assembly, the Federal Ministry of Petroleum Resources, the NNPC, the
Department of State Services (DSS), to intercede in a brewing impasse between CNL and its staff in Nigeria over the company’s disclosure that the contracts with all its manpower services providers would expire by the end of October 2018. The Industry unions last Wednesday put its members on red alert fearing the new manpower services contracts may not serve the interests its members. While thanking the oil workers for their exemplary conduct and show of support through the years, the GMD appealed to the Unions not to do anything that would disrupt
the industrial harmony that has pervaded the sector, saying the gains of recent past, if care is not taken, can be frittered away inadvertently. Dr. Baru expressed optimism that the current dispute would soon be amicably settled. Meanwhile, the NNPC has allayed the concerns of motorists and other consumers of petroleum products over possible hiccups in supply in parts of the country due to the oil workers’ ultimatum, assuring that NNPC holds adequate storage of petroleum products across the country to take care of the national demand.
The Nigerian Maritime Administration and Safety Agency (NIMASA) has commenced search rescue operations for the abducted 12 crew members onboard MV GLARUS owned by ALLISON Shipping which was hijacked off Bonny Island in Rivers State to ensure that they are found and released unconditionally. Speaking in Lagos on Monday, the Director General of the Agency, Dr. Dakuku Peterside stated that NIMASA is working closely with the Forward Operation Base (FOB) and the Falcon Eye of the Nigerian Navy along with other relevant security Agencies. Dr. Dakuku who condemned the act noted that the Agency is saddened about the attack and assured that NIMASA will not leave any stone unturned in the rescue mission. He also assured that the perpetrators of this act and others of its kind are brought to book. “The issue of piracy in the Gulf of Guinea is a challenge we acknowledge and we are determined to tackle it head-on. We will continue to collaborate with the Nigerian Navy and other relevant partners to ensure we bring it to a halt. Zero tolerance to piracy and all forms of illegalities on our nation’s waterways is our goal”, the DG said. It may be recalled that NIMASA recently adopted total spectrum maritime security strategy which is a multidimensional approach that includes investment on intelligence and partnership with relevant security Agencies to curb maritime related crimes. it also include building of Nigeria’s response capabilities with the use of Fast Intervention Vessels and the review of our laws, especially the anti-piracy bill which will give the Agency the legal backing to prosecute issues relating to piracy on our waters.

The United Labour Congress of Nigeria (ULC) has advised Nigerians to pile up foodstuffs and other items as it begins its nationwide strike tomorrow (Wednesday). This is due to failure of the federal government to finalise and implement the new minimum wage for Nigerian workers, as harmonised by organised labour to N65,000. The ULC at the end of its emergency central working committee meeting, accused the federal government of disregarding and trivialising the issue of workers wage. National President of ULC, Comrade Joe Ajaero, said that, “We recommit to the 14 Day ultimatum issued to the federal Government that as a result of this apparent disregard, we shall in conjunction with other labour centres working with Civil Society Organisations across Nigeria embark on a nation-wide strike if nothing is done to meet our demands on the expiration of this collective ultimatum in the next few days.” “A new National Minimum Wage of N65,000 (Sixty-five thousand Naira) is desirable and very possible. It is only a shortage of patriotism and a surplus of official greed and corruption that
is the bane of a reasonable national minimum wage! Chase Security Vote out! Chase heavy convoys and political appointees out! Reduce the cost of governance! A living wage becomes possible. We indeed have no shortage of necessary resources to pay a new national minimum wage of N65,000. What we have is a shortage of Will.” Ajaero further noted that there would no longer be a warning on the part of organised labour before the commencement of the strike. “We shall no longer be obliged by this time to give any further notice to the Government before embarking on the needed action to resist the deliberate and unconscionable desolation of our people and nation. that by this communiqué we order all our affiliates and state councils nation-wide to move to the final level of alert in their preparation for the proposed nation-wide strike. “We urge Nigerian masses to stockpile food and other necessities given the known intransigences and insensitivity this Government has shown to our collective plight as a people.” “We wish to state that Nigerian workers will not only deny any government that denies us our living wages in the forthcoming general elections but will also set up an active machinery to mobilise against their elections.
ULC in-session urged the federal government to stop the ongoing forced labour in its running of the Nigeria Railway line between Abuja and Kaduna where workers are forced to work unwholesome hours, in Public holidays and on weekends without commensurate pay. “This is against public service rules and various international conventions and standards.” “ULC believes that the federal Government ought to channel its energies more on completing the Ajaokuta Steel Company rather than seeking its Privatisation. Demonstrably, privatization has not yielded positive results for Nigeria and this latest intentions of Government concerning Ajaokuta will not be different. Government must muster the political will needed for the completion of Ajaokuta which is one of the keys to our national development.” The union further stated that, “we are worried about the persistent abuse of expatriate quota by foreign companies in Nigeria especially in the Telecommunication and communication sector. “Nokia, Huawei, MTN and Glo are known offenders. The federal Government must check the persistent flagrant disregard of our labour laws by these organisations especially as it concerns outsourcing, Casualisation and other forms of precarious work.”

Since inception, the award has produced nine grand prize winners in the “Journalist of the Year” category, six grand prize winners in the “Photo Journalist of the Year” category
and four others in the “Report of the Year” category. It has also produced several runners up in the three categories. For this 10th edition of the award, the Nigerian Breweries Golden Pen Reporter of the Year will win a cash prize of N2 million plus a premium gift item; the first runner-up will receive N1 million, while the second runner-up will go home with N750,000. In the Photojournalist category, the overall winner will receive N1 million plus a quality gift item, while the first and second runners-up will have N750,000 and N500,000 respectively. The winner of the Nigerian Breweries Golden Pen Report of the Year will receive N1 million and a gift item. The Nigerian Breweries Golden Pen Awards was inaugurated in 2008 to promote professionalism and objective reportage of events in Nigeria. It is also meant to reward journalists who abide by the fine ethics of the profession. Air Peace relaunches Asaba route Oct 8, adds Abuja to service Chukwuemeke Iwelunmo Nigeria’s leading carrier, Air Peace has unveiled plans to restart its daily LagosAsaba-Lagos flight operations on October 8. The airline, which pulled out of the route more than two years ago due to safety concerns with respect to the runway of the Asaba Airport, said it would also add AbujaAsaba-Abuja flights to the service. A statement signed by Air Peace Corporate Communications Manager, Mr. Chris Iwarah said the airline decided to return to the Asaba route to end the nightmare of air travellers seeking to connect the Delta State capital, Anambra and other adjoining cities. Air Peace, the statement assured, was going to offer unparalleled on-time, convenient, safe and affordable flight services on the Lagos-Asaba-Lagos and Abuja-Asaba-Abuja routes. “We are pleased to announce our return to the capital of Delta State, Asaba starting October 8, 2018. Air Peace had to suspend flight operations to the Asaba Airport more
than two years ago due to safety concerns with the facility. “Since we suspended our operations to the airport, members of the flying public have inundated us with calls and appeals to return to end their nightmare on the route. While we could feel their pain, there really was not much we could do about it since our decision to pull out was anchored on safety, an issue we could never compromise. “We are, however, thankful that the Delta State Government had to intervene to give the airport a facelift. We have been assured that the airport is now safe to operate into and we cannot but move in immediately to end the woes of members of the flying public wishing to travel to Asaba, Anambra and other connecting cities. “We are not just restoring our daily Lagos-Asaba-Lagos service, we are also adding Abuja-Asaba-Abuja flights to the offering to meet the yearnings of members of the flying public. It promises to be quite an exciting time once more on the Asaba route beginning from October 8”, the statement said.

Without justice, don’t expect peace, Turaki warns Stories by Patrick Okohue A frontline presidential aspirant on the platform of the Peoples Democratic Party (PDP), Kabiru Tanimu Turaki, SAN, has warned that there cannot be peace as long as any section of the country was being treated as second class citizens while others were being treated as first class citizens. He made this clear at an interaction with the leadership of the Pan-Niger Delta Forum (PANDEF), South-South Peoples Assembly, Ohaneze Ndigbo, Afenifere and the Middle Belt Forum on Sunday at the residence of their chairman and an elder statesman, Chief Edwin Kiagbodo Clark in Abuja. The former Minister of Special Duties and Intergovernmental Affairs, in a release by Sola Atere, Director, Media
and Publicity, Kabiru Tanimu Turaki Presidential Campaign Organisation, who was restating his commitment to the principle of restructuring from different perspectives such as devolution of power, resource control, true federalism and fiscal federalism said further that there cannot be peace when people are being provoked to the extent that they embark on agitations for self-determination. He stressed that his government will address the principle of restructuring faithfully, decently and comprehensively to promote justice, equity and fairness. “I am conscious,” he said, “of the fact that the management of sometimes diametrically opposed interests of diverse groups, will determine one’s success (in office) politically.” Turaki queried the current APC led Federal Government for notoriously
breaching the principle of Federal Character and wandered why Nigerians had not taken concrete steps to challenge the government, except to express their displeasure in the media. “I am yet to be guided,” he said, “if anybody had gone to court to challenge the government.” The aspirant also spoke about his plans to vigorously tackle the country’s security challenges, revitalise the economy, ensure employment generation and promote affirmative action of his party in respect of the increase in the number of women appointed into government. Chief Edwin Clark counseled the 13 presidential aspirants in the PDP to discuss among themselves to prune their number down to a manageable level ahead of the party’s presidential primary.

“We demand an immediate and urgent health assessment study on the people of Ogoni to prevent, cure and cushion this deadly rising mortality rate, from excessive and long-term exposure to benzene and other benzene parasites on the Ogoni people. “We believe it is time that the Royal Dutch Shell sees these environmental and health issues not only through the lens of politics but responsibility.” President Buhari was called upon to disband HYPREP, which they said amplifies corruption and only serves as propaganda image laundering machine for Shell as well as enabling alleged clandestine and illegal activities of the Minister of Petroleum, Ibe Kachikwu, Belema and Robomichael in pressuring, manipulating and intimidating Ogoni people, using other combative capable of causing violence and economic malpractices aimed at destabilising Ogoni. According to them, “three weeks before that sad incident, there was a treacherous act, orchestrated to blackmail, intimidate, and shame, merely to showcase trumped up charges against Ken Saro Wiwa and the Ogonis to surrender their quest for justice. “Besides the fact that UNEP’s scientific report passed a death sentence on our land, livelihood, and historical heritage, what happened to Ogoni people, whose lives have been impaired, minimised and marginalised under the rain and cloud of excessive and long-time exposure to benzene parasite? “What happened to the sixteen Ogoni villages massacred and burnt down by Shell instigated intertribal wars? “What happened to Ogoni women raped, arrested, tortured, and detained, the hanging of Ken Saro Wiwa and eight Ogoni activists, the four Ogoni chiefs and over 300,000 people?” They demanded an urgent investigation of the Royal Dutch Shell “for knowingly and intentionally, refusing or delaying to immediately implement the belated UNEP report, but however, slowing the process as a vehicle to extinct Ogoni population.” “Mr. President, losing our lives, livelihood, environment or historical heritage at the expense of the Royal Dutch Shell profits is not losing an election circle or losing a few points on the stock market, but wrongful death, slavery, genocide or earth cleansing,” they said.

Bayelsa: Your attempt to cover-up planned violence has failed, APC tells PDP Theresa Tekenah The All Progressives Congress (APC) in Bayelsa State has called the recent alarm by the Peoples Democratic Party (PDP), in the state about an alleged stockpiling of arms ahead of the 2019 governorship election, an attempt to prevent people from discovering the truth about another orgy of violence being planned by the PDP. The APC stated this in a statement by its State Publicity Secretary, Mr. Doifie Buokoribo, on Sunday. The statement said the ruling PDP in the state was planning a re-enactment of the electoral violence the members unleashed on APC supporters in 2015 with the alleged personal participation of Governor Henry Seriake Dickson. The statement reads in part, “The All Progressives Congress (APC) in Bayelsa State has learned of a report about a nasty claim by the Peoples Democratic Party (PDP) regarding an assumed plot ‘to stockpile arms to cause mayhem in our state’ during the 2019 governorship election. “We would have ignored the infantile allegation deployed in the characteristically unintelligible style of PDP in the state under Governor Henry Seriake Dickson. But we are constrained to respond just to warn our people, the good people of Bayelsa, to be wary of Dickson and his gang at a time like this. “Their strategy has not changed – flying spurious allegations against the APC to try to divert attention from their demonic plots. What is uncertain is the manner of evil they want to unleash on the people this time.
“There is an umpteen frantic attempt by the Dickson syndicate to keep the change-inclined masses of Bayelsa bound under a colourless administration bereft of imagination. And the only way they can achieve that is by visiting violence on the electorate. The latest alarm, in their usual manner, is yet another dress rehearsal for the impending violence. “The whole world saw it in 2015, when Dickson personally led thugs to the headquarters of the Independent National Electoral Commission (INEC) in Yenagoa and other places around the state to supervise the intimidation of electoral officers and APC agents as well as direct the manhandling of innocent citizens. “It would be recalled that allegations quite similarly worded as the latest by PDP preceded that incident that resulted in the loss of lives. APC members were the major victims of that madness by PDP in 2015. “Having started with blood, Dickson wants to end with blood, hence the latest practice before the untoward event. His pitiful attempt at a cover-up of his crimes only makes him more of a laughingstock. “Bayelsans are not as foolish as Dickson thinks they are. They have since realised the devilish motives beneath his usual alarms, and they are prepared to confront him and his ungodly gang of lawless elements head-on. “APC is a peaceful party of peaceful and development-oriented people. We shall remain so, despite being victims of PDP violence, and will remain committed to seeking justice only through lawful means.”

WADA chief hits back at criticism over Russia doping decision
World Anti-Doping Agency president Craig Reedie has described as “deeply offensive” an accusation that the agency put money over clean sport following its decision to lift a ban on Russia’s antidoping agency. The decision was taken last week at a meeting of WADA’s executive committee in Victoria, the capital of the Indian Ocean island of Seychelles. The independent experts felt this sufficed. They proposed reinstatement, pending a critical deadline of 31 December for the access we require.” “But the deadline, and a further decision that failure to deliver would inevitably result in renewed non-compliance, places WADA in a much stronger position than at any time in the past four years, especially since newer and stronger sanctions would apply,” he added.
D’Tigress stun Turkey in FIBA Women’s World Cup D’Tigress, Nigeria’s female basketball team made history at the ongoing FIBA Women’s World Cup in Spain as they stunned Turkey 7468 in the Group B game decided on Sunday in Tenerife. It was Nigeria’s first-ever FIBA Women’s World Cup victory and the first time the female team would defeat any European opponent. With the victory, the Nigerian side, nicknamed D’Tigress, put themselves in a strong position to finish second in Group B Sarah Ogoke shot the highest point for Nigeria, as her 22 points helped propel D’Tigress against their formidable counterparts.
Evelyn Akhator also impressed with a 13-point, 10-rebound doubledouble. Turkey struggled for much of the game, as Isil Alben contributed 15 points, while Esra Ural Topuz suffered a knee injury. An elated Ogoke told reporters after the match: “It was great. NLO: Six teams lock horns for promotion, relegation battle in Uyo Six teams are to begin play-offs on Tuesday for promotion to Nationwide League One at the Uyo centre, the Coordinator of the centre, Ebere Amaraizu, has said. Amaraizu told the News Agency of Nigeria in Enugu on Monday that the play-offs will begin Tuesday at Ikot Ekpene Township Stadium in Akwa Ibom. Amaraizu said that the six teams from Nationwide Division II would play on roundrobbing basis to determine the ones to be promoted or relegated. NAN reports that the teams include: Purple
Crown FC, Enugu; Obulimba FC, Imo; SKE FC Rivers. Others are: Young Shall Grow FC; Bayelsa, Eternal Grace Ministry (EGM) FC, Bayelsa and Ben Ayade FC. He said: “The first match will be by 2 p.m. while the second match will be played at 4 p.m. starting from Tuesday.” Amaraizu, who is also the NLO Director in-charge of South-East, said the competition would produce a team for promotion to Division One and a team for relegation to Division III.
France Football launches Women’s Ballon d’Or award A women’s Ballon d’Or will be launched this year, marking the first occasion the prestigious award will be open to female footballers. France Football, the magazine responsible for handing out the award, gave the first Ballon d’Or to Sir Stanley Matthews in 1956. The award has only been open to male footballers since then, but a female equivalent will now be presented at France Football’s awards ceremony on December 3 in Paris. The magazine’s editor-in-chief, Pascal Ferre, told The Associated Press: “Women’s soccer is a booming discipline that deserves the same respect as men’s soccer. It’s coming to maturity and growing bigger. “More than 760m TV viewers watched games at the last women’s World Cup in 2015. This did not happen by chance.” Fifteen nominees will be shortlisted by France Football on October 8, after which a panel of journalists specialising in women’s football will choose who they feel has been the outstanding female footballer of 2018. Ferre explained: “The jury won’t be the same
as the jury voting for the men. Only experts can vote. “I’m confident we will get a jury of about 40 journalists, from countries where women’s soccer is growing.” FIFA, which hands out its own end-ofyear awards, already gives a trophy to who they consider to be the best female footballer. Lieke Martens, the Barcelona and Netherlands midfielder, won in 2017. Ferre adds the female players he has spoken to have been positive about France Football’s decision, saying: “They are thrilled and can’t wait for it. “They are very proud to see that the world of soccer considers that women should be treated in the same respect as men.” The magazine is also launching an award for the best young player of the year, which will be named after Raymond Kopa – the first French Ballon d’Or winner who passed away last year. A shortlist of 10 U21 players will be selected, before a panel of former Ballon d’Or winners decides on the victor.
Cristiano Ronaldo and Lionel Messi to sit on panel of new Ballon d’Or award Cristiano Ronaldo and Lionel Messi will form part of a panel that will vote on a new award added to the Ballon d’Or family this year: the Kopa Trophy. Named after Raymond Kopa, the legendary Reims, Angers, Real Madrid and France striker, who won the inaugural Ballon d’Or in 1958, the award will go to the game’s outstanding young player aged under 21.
Ronaldo and Messi, though, will not be alone on a panel of illustrious talents. Joining the pair will be all the surviving Ballon d’Or winners, from Luis Suarez, the oldest winner still alive, to the Juventus and Barcelona stars, who have monopolised the individual award for a decade. Furthermore, there will be a Ballon d’Or equivalent for female players.
This prize has been welcomed by France international Wendy Renard, who plays for Lyon and is a Champions League winner. “The birth of the Ballon d’Or Feminin is a step further for the evolution of our sport,” she told France Football. “It’s a step forward. Women’s football is evolving and inequality is shrinking, even if there is still room for improvement.” Meanwhile, Marta, one of the most recognisable female players of the last decade, added: “I’ve always wanted to see a woman win this prestigious award. It’s a step forward towards quality to see such a prize.” It will be a panel of journalists specialising in women’s football around the world who will vote on the winner, using the same system that is in place for the men’s game. A longlist of 30 players will be available for the award on October 8, the same day as the male Ballon d’Or candidates are made known. The award will also be presented on December 3, along with the Kopa Trophy and the Ballon d’Or itself. Meanwhile, FIFA’s The Best awards are set to take place on Monday, with Ronaldo finding himself in the final three of the voting along with former Real Madrid teammate Luka Modric and Liverpool hitman Mohamed Salah.
