to overall turnover, jointly accounting for 73.98 per cent of turnover in October alone, despite being lower by 5.02 percentage points (ppts) from their level of contribution of 79.00 per cent in September. Other products traded on the FMDQ secondary market include Bonds (FGN Bonds, other Bonds (Agency, Subnational, Corporate & Supranational) & (Eurobonds) Commercial Papers and Money Market (Repurchase Agreements (Repos)/Buy-Backs and Unsecured Placements/ Takings). These figures exclude primary market auctions in T. bills and Bonds. The breakdown of the total transactions turnover for the month ended October 31, 2018 was N13.35 trillion, representing a N3.30 trillion decline or 19.81 per cent Month on Month (MoM1) decrease on the turnover of N16.65 trillion recorded in September, and a 9.60 per cent or N1.17 trillion, Year on Year (YoY2) increase. But the turnover in the FIC market from January to August 2018 period amounted to N115.68 trillion, totaling N145.68 trillion. Further breakdown showed that the FX
market transactions, including (Spot FX and FX Derivatives) accounted for 37.51 per cent, Treasury bills posted the highest with 39.48 per cent, whilst Repos/Buy-Backs product categories accounted for 15.39 per cent of overall market turnover in the first eight months of the year. Others are Bonds and Unsecured Placements & Takings, which contributed the least to overall market turnover, accounted for 7.08 per cent and 0.54 per cent respectively. In October, total FX market turnover stood at N4.55 trillion or $12.52 billion, representing 34.08 per cent of FIC market turnover and a 31.62 per cent or $5.79billion, MoM decline from the turnover recorded in September $18.31 billion. Turnover at the Investors & Exporters (I&E) FX Window recorded a 37.94 per cent ($2.9bn) MoM decrease to close at $3.91bn from the $6.30bn recorded in September. YTD3 turnover at the I&E FX Window closed at $49.39bn as at October 31, 2018. The decrease in FX turnover in October, however, was largely attributed to the decline in Member- Clients and Member-CBN4 trades 32.82 per cent and 40.71 per cent respectively,
as against the marginal increase in Inter-Member trades of 0.22 per cent. The figure, in August, indicated that N28.278 trillion Forex was traded on the FMDQ OTC market turnover, higher than N23.77 trillion between January and July, while N15.104 trillion was traded on the foreign exchange derivatives market, better than N13.04 trillion sold in the first seven months of 2018. On Treasury Bills and FGN Bonds outstanding recorded MoM increases of N0.21 trillion and N0.10 trillion to close at N12.87trillion and N8.21trn respectively as at October 31, 2018 mainly due to net issuances, as against a total of N45.668tr that was traded between January and August. Meanwhile, the CBN has reported a foreign exchange net flow loss of $3.99 billion in third quarter (Q3) of 2018. The apex bank in its economy economic report for Q3 of 2018 stated that aggregate outflow in the quarter under review increased as against inflow that decreased. Obasanjo, Jonathan, others honour Atiku in Yola as ex-VP now Waziri Adamawa Dan Garba, Yola Former presidents Olusegun Obasanjo and Goodluck Jonathan as well as Senate President, Bukola Saraki and House of Representatives speaker, Yakubu Dogara, were some of the dignitaries who stormed Yola on Sunday for the coronation of former Vice President, Alhaji Atiku Abubakar, as the Waziri Adamawa. Obasanjo was the chairman of the coronation ceremony which took place at the palace of Lamido Adamawa, Alhaji Muhammadu Musdafa, who performed the Sunday turbaning ceremony. Chairman of the Block moulders in Suleja Niger State, Chief Patrick Markuche, said the new innovative cement from Dangote has helped improved his revenue as he was able to deliver cement to customer with few days of molding them. It is however worthy of note that this is the first time the apex bank since fourth quarter of 2016 reported a net flow loss, even as our findings revealed that $13.29 billion was aggregate foreign exchange outflow in Q2 of 2018 as against $13.8 billion reported in Q2 of 2018. In fact, the aggregated foreign exchange inflow in the first quarter of 2018 stood at $14.2 billion while outflow was $9.65 billion, translating into $4.5 billion gain in foreign exchange net flow. However, the Q3 report by CBN stated that “despite the decline in domestic oil production, there was improvement in foreign exchange revenue from oil export in Q3 of 2018, on account of the favourable international price of crude oil. “The development was, however, moderated by the significant decline in inflow from non-oil exports.” “Aggregate outflow through the CBN amounted to $16.93 billion in the Q3 of 2018. This represented 27.4 per cent and 81.3 per cent increase, above $13.29 billion and $9.34 billion in the preceding quarter and the corresponding period of 2017, respectively.
“The increase in outflow relative to the preceding quarter was attributed to 32.2 per cent and 28.0 per cent increase in public sector payments and interventions in the foreign exchange market.” The report stated that a net outflow of $3.98 billion was recorded through the Bank, compared with $0.53 billion and $2.64 billion in the second quarter of 2018 and the corresponding period of 2017, respectively. The report stated that aggregate foreign exchange inflow into the economy amounted to $26.01 billion at end-September 2018, indicating a decrease of 20.3 per cent and 3.7 per cent, compared to the levels in the second quarter of 2018 and the corresponding period of 2017, respectively. The development, according to CBN report, was as a result of the 6.3 per cent and 30.6 per cent decrease in inflow through apex bank and autonomous sources. The report by CBN on oil sector receipts, disclosed that 14.2 per cent of the total was $3.69 billion compared with $3.15 billion and $3.17 billion in the preceding quarter and the corresponding period of 2017, respectively. “Non-oil inflow at $9.26 billion (35.6 per cent of the total) fell by 13.3 per cent below the level at the end of 2018 second quarter, but rose by 5.1 per cent over the level

Anambra: Police, suspects trade words over killing of Inspector Nkiru Nwagbo, Awka
Thirty there suspected members of Indigenous people of Biafra (IPOB) arrested in connection with the killing of a police inspector in Nnewi, on Sunday, traded words with the Anambra State Police Command over their involvement in the killing. At the Police Command in Awka, the state capital, on Sunday shortly after the briefing by the Force Police Public Relations Officer, Mr. Jimoh Mashood, the suspects started shouting, “We are innocent, our hands are clean, we are traders and we are not members of IPOB. This is wickedness”. One of the suspects, Mr. Vincent Okarafor, told reporters that he was returning from the funeral of a Reverend father when policemen attested him
and his apprentice. “My name is Vincent Okarafor. I am the leader St. Mathew Catholic Church choir in Nnewi where I just came back from the burial of a Reverend Father when some policemen came to arrest me and my boy in the shop and started beating us. “All am saying is that whoever that planned this thing, God is watching all of us, and they will surely pay for it”. Mr. Sunday Ilonze, a preacher with the Anglican Church in Nnewi, narrated that he was arrested along with his apprentice in his shop by the police and they did not tell them why they were arrested. “I’m innocent of all these allegations and I am sure that every one of us here are innocent. This is what I call wickedness and they will not
go free,” he said. Speaking earlier, the Police Public Relations Officer, Force Headquarters, Abuja, Mr. Jimoh Moshood, said that the 33 suspects were arrested in connection with the killing of a police inspector by members of IPOB. “On 23rd November, 2018, there was intelligence report that members of the proscribed Indigenous People of Biafra (IPOB), an unlawful terrorist organization, were sighted gathering in their hundreds with dangerous weapons near Teaching Hospital, Owerri Road, Nnewi about to cause disturbance of Public Peace and public safety in the Nnewi and environs. “Consequently, Police Patrol teams led by the Area Commander, Nnewi, ACP Nnanna Oji Ama, mobilised
to the scene to prevent them from causing breakdown of law and order and mayhem, and destruction of lives and property. “The Police Team, while proceeding to the scene came under ambush from the IPOB members, in the process, a Police Inspector was killed, two (2) other Police Officers were seriously injured and one Police Patrol vehicle was set ablaze, and the proscribed IPOB members snatched and carted away two (2) AK47 Rifles and one Beretta Pistol with ammunition. The IPOB members subsequently attacked other innocent people on sight with machete and other dangerous weapons as they marched towards the Agboedo Market shouting “No Elections without Referendum,” he added.
Daniel leads Atiku support groups to Gani Adams, seeks support for ex-VP Patrick Okohue, Lagos The former Governor of Ogun State and Director General of Atiku Campaign Organisation, Otunba Gbenga Daniel, on Sunday, led over 20 members of the Atiku campaign groups to the residence of the Aare Onakakanfo of Yoruba Land, Iba Gani Abiodun Adams, on a courtesy visit. Continued from page 4 at the corresponding period of 2017. “Autonomous inflow, at $13.06 billion, fell by 30.6 per cent and 13.1 per cent below the levels at end of the preceding quarter of 2018 and the corresponding period of 2017, respectively. Inflow from autonomous sources accounted for 50.2 per cent of the total,” the report by CBN stated. The report added that, “Aggregate foreign exchange outflow from the economy, at $17.83 billion, rose by 25.6 per cent and 75.3 per cent, above the levels in the preceding quarter and the corresponding period of 2017, respectively. The development reflected, mainly, the rising outflow through the Bank. “Thus, foreign exchange flows through the economy resulted in a net inflow of $8.18 billion in the review quarter, compared with $18.44 billion and $16.85 billion in the second quarter of 2018 and the corresponding period of 2017, respectively.” Zenith Bank, UBA, Sterling Bank, First Bank of Nigeria led others in N577.34bn CACS disbursement. The likes of Zenith Bank Plc, United Bank for Africa Plc (UBA), Sterling Bank and First Bank of Nigeria led 16 other banks in N577.34 billion Commercial Agricultural Credit Scheme (CACS) disbursement for 568 projects in nine months. The credit scheme that was introduced by CBN in collaboration with the Federal Ministry of Agriculture and Water Resources (FMA&WR) in 2009 was meant provide finance for agricultural value chain (production, processing, storage and marketing). The breakdown revealed that Zenith Bank between January and September 2018 disbursed N120.16 billion for 75 projects while UBA with 50 projects has disbursed N81.06 billion. Interestingly, Sterling Bank Plc with 42 projects disbursed N72.17 billion, ranking the Tier-II as one of the most active banks in the credit scheme of the CBN. Sterling Bank’s management has shown commitment to the agriculture value chain aligns with the Federal Government’s current policy focus of diversifying
the economy and repositioning the agriculture sector to play a lead role in economic development. The Executive Director, Corporate and Investment Banking, Sterling Bank, Mr. Kayode Lawal, had said: “We are quite proud of our intervention in the agriculture value chain which is creating food security, stimulating job creation, while also enhancing the income of farmers in Bauchi, Abuja, Imo, Kebbi and Ogun, among other agrarian states in the country.” On her part, Group Head, Agric and Export, Sterling Bank, Mrs. Bukola Awosanya, said: “We are excited to be at the forefront of improving access to finance among farmers and uplifting agriculture from subsistence to commercial levels through the transformation of its value chain. Alleged N830m money laundering: EFCC to Short News arraign ex-Kebbi Gov DakinGari, 2 others Gov Emmanuel renames Yakubu Salisu, Kano The Economic and Financial Crime Commission (EFCC), Kano Command in charge of the North-West zone, has concluded arrangements to arraign ex-Kebbi State Governor, Usman Saidu Dakingari and two others December 6th. DakinGari, Sunday Dogonyaro and Garba Rabiu Kamba, the three defendants, will be standing trial on 13 count charge bordering on money laundering which is punishable under section 16 (2) (b) of the money laundry Act. According to information made available to Daily Times, the ex-Governor, who is the first defendant, is faced with 6 count charges all around money laundering. DankinGari and Kamba, in count 3 are charged for conspiring and making cash payment of about the sum of Eight Hundred and Thirty Million Naira (N830,000,000.00) to the Peoples Democratic Party Representatives of the Twenty One L.G.A in Kebbi State without transacting through a
Financial Institution. The Ex Governor is also charged in Count 4, for cash payment of the sum of Forty Nine Million, Six Hundred and Forty Thousand Naira (49,640,000.00) to one Alhaji Haruna Haruna without transacting through a Financial Institution, an offense contrary to section 1 (a) of the Money Laundering Act, 2011. The Commission is Also Charging Saidu DakinGari in count 6 and 8 for cash payment of the sum Forty Seven Million, Eight Hundred and Twenty Thousand Naira (N47,820,000.00) and Forty Five Million, Twenty Thousand Naira (N45,020,000.00) to Alhaji Bello Doya and Alhaji Musa Dogoya Argungu oboe about 27th of March 2017 without a Financial Institution. While Sunday DogonYaro is facing a two count charge for conspiring and receiving the sum of Four Hundred and Fifty Million Naira (N440,000,000.00) from the People’s Democratic Party without transacting or receiving same through a Financial Institution, an offense contrary to section 18 (a) of the Money Laundering Act, 2011. According to an anonymous source, DakinGari, was arrested at Abuja sometime early November, by the Commission where spent a day in detention and was subsequently transferred to the Kano office where he spent another two days before being released on administrative bail to his lawyers. According to the source, the men of the operatives were forced to arrest the exGovernor after refusing to attend court sitting more than five times which has delayed trial as the defendant cannot be tried in absence without having his plea. It was further gathered that, DakinGari was served the amended charge while in custody in Kano, and his legal counsels have undertaken to produce him on the next adjourned date, 6th Dec 2018.

Governor Udom Emmanuel has renamed the Akwa Ibom International Airport after Arc (Obong) Victor Attah, the second civilian Governor of the state. Emmanuel made the announcement at the weekend during a Special Banquet held to commemorate the 80th Birthday of the former Governor Attah at the Ibom Hotel and Gulf Resort. The naming of the Airport which came on the heels of a resolution by the State House of Assembly became necessary to immortalise Obong Atta in view of his noble contributions to development of the state. Making the pronouncement, Governor Emmanuel eulogised Obong Attah for the laudable development programmes initiated during his eight years tenure as Governor of the state and listed the development projects to include Ibom Deep Seaport Project, Ibom International Airport with Maintenance, Repair and Overhaul (MRO) facility, Ibom Hotel and Gulf Resort, phase one of the state secretariat Complex. He noted that his commitment to the state development was unquantifiable and commended him for his resilience to the development of the state, Niger Delta region and entire country.
Reproductive challenges: Gov Sani-Bello says rural women most affected Niger State Governor, Alhaji Abubakar Sani-Bello has identified rural women as the most vulnerable to the menace of reproductive challenges in the country. Governor Sani-Bello stated this in Minna, the state capital at the weekend during the fund raising dinner by a non-governmental organisation - The RAISE Foundation for the treatment of women with breast and cervical cancer and VVF. RAISE Foundation is a pet project of the wife of the Governor, Dr Amina Abubakar Bello established in 2016 to tackle reproductive challenges faced by women. A statement issued by the Chief Press Secretary, Jibrin Baba Ndace said the Governor noted that women in rural areas are the most affected with reproductive challenges and pledged that his administration will continue to support Non Governmental Organizations that are willing to make positive impact in the lives of the people especially those pertaining the health of the people of the state.

Nigerian Air Force gives ultimatum to contractors handling projects Moses Oyediran, Enugu The Chief of Air Staff, Air Marshal Sadique Abubakar, has given eight weeks ultimatum to the contractors who are handling some of the 19 projects at the Nigerian Air Force Comprehensive Secondary School, Agbani, Enugu. Abubakar, who was represented by the Chief of Logistics, Nigerian Air Force Headquarters, Abuja, Air Vice Marshal Ibrahim Yahaya, gave the ultimatum at the weekend during an inspection tour of the various projects within the expansive premises of the school, He re-stated that any of the contractors who did not meet up with the deadline would have his project revoked. ``Where there are problems, I expressed dismay. Where there are shoddy jobs done, I told the contractors what is needed. And if he doesn’t meet up after the eight weeks, we will revoke the contract,’’ Abubakar said. Asked specifically his impression after the inspection of the projects, he said: ``I am impressed but not quite impressed in the sense that most of
the projects, I consider them ongoing. ``But so far so good the ones that have been completed, they have been fairly completed and because when I came initially, the structures were in a very dilapidated state. So I can see a remarkable shift from what I’ve seen the last time and now.” However, he explained that every contract awarded by the Nigerian Air Force usually had a completion period of six months, though depending on the complexity of the project. ``We’re looking at maximum of eight weeks; we expect both the supply aspect, like the furniture, the issue of IT facilities, and other infrastructure materials as well as the construction aspect should be completed.” According to him the Air Force henceforth will conduct more oversight on the projects to make sure we will get value for our money so that at the end of the day, the children will have atmosphere conducive for learning. He said the Nigerian Air Force had made its secondary schools next to none in the country with the provision of necessary infrastructure, leaning equipment, training and re-training of the human capacity (teachers), and compulsory vocation
subjects to enable the student acquire a useful skill that could ensure self-sufficiency. ``If you look at our schools, we have provided the necessary environment in virtually all our schools. What is happening in Enugu is happening in Lagos, Ibadan. Last year, we looked at Kaduna where we had a day school but now we have made it a boarding school. Even Jos, we are improving on both the infrastructure, the learning that is the human capacity, the teachers. ``It is part of school syllabus that you must take one vocational subject or course so every child is encouraged to do so; every school is taking courses like fishery, electrical course, carpentry. What we require now in this country is the vocational courses,” he explained. It was gathered that the four contractors handling the various projects were drawn from the Ministry of Defence, but the sum of the contract was not disclosed to newsmen. The projects included the Commandant’s house, Corpers’ lodge, JSS1 Class rooms, Boys’ hostel, drainages, 10,000 litre capacity overhead water tank, culverts, solar power, dining hall, 919 perimeter fences, among others.
The Nigeria Bar Association, Ado Ekiti Branch, has called for the release of its Ikole Ekiti Branch Secretary, Mr. Adeola Adebayo, who was kidnapped about eight days ago. The lawyer was kidnapped while coming back from a social function which he had attended with his wife and children at Osogbo, Osun State on Saturday the 17th of November 2018 he was accosted by armed kidnappers and has since then been in the custody of his abductors. Zamfara: Frequent govt officials’ absence fuel banditry Umar Faruk, Gusau
A former Member of the House of Representatives and APDA Guberrnortorial candidate in Zamfara state, Hon. Sani Takori has attributed the rising cases of banditry in the state to the frequent absconding of government officials at the state and local government level. Speaking in an interview in Gusau, Zamfara state capital, Takori said that, government officials have been perpetually absent to their duties post. According to him, the state is being by proxy, as government officials were mostly stayed outside the state pursuing political matters. “Nobody cares about the citizens, the elected officials have abandoned the state, hanging outside struggling for political control, while, allow the bandits to perpetrate their activities freely”, he added. The APDA Candidate explained that, even if government gave logistics support to the security agents, there was need for moral support and effective monitoring. He opined that, government officials at state and local government have to relocate to their area of jurisdiction to give proper monitoring to the security challenge. On the state of education, Takori decried the mass failure recorded in WAEC and NECO examination by students in the public schools.

Ember months and safety on our roads

As a mother, Dr. Mrs. Farida Adelaja could not help but weep uncontrollably after watching a sitcom during the 9pm Network News bulletin on the inherent hazards of dangerous driving and other road vices. She shuddered with fright while reading the reaction from the Medical Doctor of Divine Touch Hospital Ibafo in Ogun State on the recent fatal crash involving a commercial bus belonging to the Young Shall Grow Motors along the Lagos – Ibadan express way, Ogun State in the early hours of Tuesday, 23rd October, 2018, killing 10 persons and injuring many other passengers, Dr Dotun Odofin, said “of the eight injured brought to the hospital, seven survived. He added, “The motor boy of the luxury bus, Ifeanyi Eze, died five minutes after ariving at our hospital. He was among the eight injured admitted to our hospital. His two legs were crushed. Six patients have been discharged because they had minor injuries, while one Togolese woman is still receiving treatment. The passengers said the driver had been reckless since they left Onitsha, Anambra State, for Lagos and they even called the company’s office to complain before the accident happened.” According to The Ogun State Sector Commander of the Federal Road Safety Corps who led a team of rescue operatives to the scene of the crash, Corps Commander Clement Oladele, said “the commercial bus conveyed 42 passengers. He, however, said nine people died in the crash, adding that eight passengers were injured”. He said, “A total of 42 persons were involved in the accident, comprising 34 males and eight females. Three males and two female adults were injured, while seven males and two female adults died.” Oladele said the whereabouts of the bus driver was unknown. Reacting further, The Chief Medical Director of OOUTH, Dr Peter Adefuye, said “nine bodies were brought to the hospital’s mortuary by emergency management workers”, adding that “some of the deceased could be members of the National Youth Service Corps”. He said, “We learnt that the luxury bus rammed into a parked trailer on the highway. Nine bodies were brought to the mortuary; they had injuries. “One had his head almost ruptured, while others had multiple fractures. It is possible that the deceased sat close to where the bus rammed into the trailer. Some of them appeared like youths on the NYSC scheme; they were in white tops and
khakis. There were others in mufti. “For now, the deceased are still recorded as unknown. However, the medical and social departments, with the support of the Police, will search their luggage. If they have ID cards or any means of identification, we will trace their family members. This process will take one or two days. We may have to contact their families if they don’t show up.” These gloomy reflections were the preoccupations on the mind of Dr. Mrs. Adelaja as she lay bedridden in her room with feeling of relieve after surviving a near fatal lone crash which resulted to spinal cord injuries. Within the last 11 months, she has passed through the Doctor’s surgical knives for 5 times with scars which only brings unpleasant memories. With occasional grunts; she recounts the painful experience of November 2014 which according to her was an unforgettable day of her life. A day which puts an abrupt end to all her plans and then confined her to a solitary bed and has to move with the aid of one of her children, Bimpe who has virtually stopped going to school in order to attend to her mother’s needs. According to her “We had almost passed Katsinala when I heard a sudden sound which was followed by a burst tyre and the next thing I saw was our bus skidding off the road. I woke up later on a hospital bed with a strange numb feeling on my left leg. The nurse later told me that I was brought in by concerned Nigerians together with some other passengers who were involved in the near fatal accident and now, I can no longer use my left leg. It is very painful.” he said. Also recounting an unpleasant experience during a trip started from the Kaduna Mando park at exactly 7.30pm in October of last year, Miss Ephraim Bassey ; a tomato seller who trades on perishable food items at the popular Uyo Central market, recalled from her hospital bed in Abuja that “the fatal crash which claimed 7 lives and left 4 other passengers on critical condition at the Intensive Care Unit of Unity Clinic at Kubwa, could have been averted if the driver had noticed the worn-out tyre on his vehicle before the night trip which has left me with a severe neck and back injury that made it difficult for me to sit down for too long. It was very ghastly and I was lucky to have lived through it.” she explained. A common feature between Adelaja and Ephraim’s near death experience is the fact that both are hinged on the fact that both crashes occurred during the period which most people referred to as the ember month’s period.
The Ember months are usually referred to the calendar months of September to December. These are the months during which a higher incidence of deaths and injuries occur through road traffic crashes due to the increased number of road users in the run up to the festive season are usually recorded and in the case of the Young Shall Grow bus, the attitude of the driver. As usual, the Federal Road Safety Corps has initiated a novel strategy towards imparting safety consciousness among road users across the country through the proposed flag-off of a nationwide robust public advocacy, intensive patrols and rescue services with the theme: “ Safe Driving Save Lives” . According to the FRSC Corps Marshal, Dr. Boboye Oyeyemi, “ the reason for rolling out our annual safety awareness campaign drums in this manner is to tell motorists that road safety is the collective responsibility of everybody , we adopt the same operational and campaign focus across the various formations of the Corps in order to achieve uniformity and also conscientize road users and motorists to understand that road crashes do not have any special link to Ember seasons aside from the attitude of every road user and motorists alike. We also emphasis on the need for proper and regular vehicle maintenance and educate passengers on their rights to caution their driver in the event of any form of reckless driving. Road Safety is a collective responsibility” Most worrisome is the generally held misconception which ascribes the spate of road crashes during the ember season to the activities of some spiritual forces which operate along designated routes of the nation’s highways with the primary motive of ‘sucking human blood” through road carnages which often result to untimely death of drivers and passengers of “targeted” vehicles plying the highways. While debunking these claims, the FRSC Spokesman, Corps Commander Bisi Kazeem explained that “the insinuations that road traffic crashes are caused by spiritual forces is laughable and unfounded. The fact remains that over ninety percent of road traffic accidents are due to human causes. We have drivers who will refuse to obey traffic rules and regulations, drivers who despite knowing the dangerous consequences, will still go ahead and buy tokunbo tires and also drive under the influence of drugs and alcohol. So it is a combination of these factors that are responsible for the crashes you see on the roads and not any spiritual forces. Added to this trend is the reluctance of most drivers to do the routine morning checks on their vehicles before leaving home”
It then follows that attitudinal syndrome remains a determinant factor towards safer road use in Nigeria. Little wonder, the FRSC Corps Marshal Boboye Oyeyemi will always assert that “bad use of the road and not bad roads lead to road crashes” meaning that the driver’s acts of omission has a direct bearing on road crashes. In trying to elucidate on the traffic peculiarities associated with the ember season, we will try to look at vehicle condition and vehicle accessories which will no doubt, equip vehicle owners with adequate knowledge on maintenance and proper use of vehicles in order to reduce avoidable road crashes, especially during the ember season. UNDERSTANDING VEHICLE ACCESSORIES Every vehicle is provided with accessories whose state and condition is determined by the proper, correct or effective use of necessary accessories provided in such vehicles. Some of these accessories which every driver should understand how to work with include: a. Seat adjustment spring/knob b. Seat belt c. Steering d. Mirrors e. Dash board informative signs f. Gear lever g. Head lamp switch h. Trafficator/signal switch i. Hazard light switch j. Pedals( brake, clutch and throttle/ accelerator) k. Horn button l. Dryer/defroster buttons m. Spare tyres, etc As pointed earlier, our driving attitude and not the Ember season is responsible for most crashes which occur between September and December. As a driver, you are jeopardizing the lives of your passengers when you refuse to put on your seat belts only to hurriedly struggle with it on sighting FRSC operatives. As a passenger, you are supposed to be responsive and not passive when your driver exceeds the recommended speed limit by politely urging him to slow down before he kills you and other passengers. As the FRSC continues its nationwide advocacy towards safer road use during the Ember season and beyond, it is envisaged that all hands should be on deck towards achieving the Corps’ corporate strategic goals of reducing road crashes by 15% and fatalities by 30% by the end of the year, 2018. Always note that only our positive attitude can change the trend of road crashes in Nigeria.

The golden age of 50 is a remarkable feat. It attests to many battles a man had conquered and survived. It also connotes a survival instinct that tells more of a life that is to come. Instinctively, it is never a walk over to attain the golden age of 50 without the bruises of life. Therein lies the reason why 50 is celebrated with pump and aplomb. For Friday Olokor, those in the Nigerian media, civil society and government circles would affirm to the fact that he has actually pay his dues both in life and professionally. While his private life remains private as it ought to be, it is Olokor’s professional calling that has rather catapulted him to many lofty heights to the consternation of his admirers, even among his haters as well. As a journalist, Olokor is fearless, dogged, persevering, hard working, and above all, an uncompromising apostle of truth, eager to defend freedom in whatever form and cost. Over the years, these qualities and stellar performance as a journalist has set him apart among his co-evals and contemporaries. Olokor’s penchant for news and resolve to constantly uncover the truth belies is most endear journalistic qualities. About 2010, when Olokor was posted by the PUNCH Newspaper to Abuja, he was quick to embrace the trio of Paulinus Aidoghie, Fred Itua both of The SUN Newspaper and this writer then as a young THISDAY Newspaper reporter into his fold. Unknown to me, Olokor had already known me, including my exploits then as Political Reporter, covering opposition parties and democratic
institutions. If Mr. Ike Abonyi and Mr. Chuks Okocha tutored me on how to report news, Olokor mentored me on how to sniff for news and to be dogged on the field. Even with his experience and age, Olokor was tireless; his pursuit for news and exclusive stories knows no bound. In a day, he could send 15 stories and still be searching for more news stories. On this particular day, we had gone to the Nnamdi Azikiwe Int’l Airport (NAIA), Abuja for an event with another PUNCH Reporter. On thay fateful day, most journalists in Abuja had about 7 events and other press statements to write stories from. After the event, on our way to town from the Abuja Airport, Mr Niyi odebode, immediate past Abuja Bureau Chief of PUNCH, had called the PUNCH Reporter (name withheld) who was with us, to go to Sheraton Hotel for an event. Few minutes later, he called again to say that another event was taking place in International Conference Centre (ICC). The reporter then asked Niyi, “Editor, please how do you want me to cover all these events?” Then Niyi responded, “My friend, go and ask Olokor how he covers 10 assignments in one day.” That was the reality and impression about Mr Olokor’s dint of hardwork. Still, only a few of us know Olokor’s magic and how he often deliver on such assignments. Instructively, Olokor is an embodiment of journalism, particularly, as it concerns the democratic role of the media to hold government and those with the levers of power to account. Today, journalism requires more astute and fearless practitioners to confront the post-truth era, incivility and the vagaries of Donald Trump’s in-your-face kind of politics. Olokor bears the flanks of all those qualities. More fundamentally, his contribution to the enrichment of public debate and discourse within the context of political accountability and mediated
scandals comes handy in that regards. According to John Keane, a British media and politics scholar, the constitutional role of the media lies squarely on its ability to monitor democracy. Michael Schudson of renowned Columbia School of Journalism in his celebral work, “Why Democracy Needs an Unloveable Press”, postulated that “Journalism is not a perfect vessel of truth. Its coverage of politics is based on unspoken, often unconscious and sometimes unjustifiable assumptions”, yet its role in a democracy cannot be misplaced. That said, Olokor’s role in defending Nigeria’s democracy and affording the public their constitutional right to know became more pronounced during the 2015 Presidential Elections. After the compilation of the credentials of all the Presidential Candidates, on Monday December 29, 2014, Olokor had gone to the headquarters of the Independent National Electoral Commission (INEC) and discovered that all the candidates had their certificates attached except President Muhammadu Buhari, then, a candidate of the All Progressives Congress (APC). Buhari had indicated that his certificates were with the Nigerian military (even till date). With the caption ‘My Certificates are with the Military’ Buhari Tells INEC,’ that singular story published on Tuesday December 30, 2014, saved the media from failing in its constitutional duty to hold politicians accountable. Nigerians on the other hand, were informed. Many might have brushed aside that lapse to catapult Buhari to the nation’s oval office. But the consequences, including the merits, if any, bear witness to Olokor’s unwavering pursuit of truth in journalism. The crack journalist has also had a rough path in the field, working for many Newspapers and media outlets without pay. Today, according to the Committee to Protect Journalists (CPJ) in its recent report, about 45 journalists have been killed
so far in 2018, while 262 have been imprisoned and 59 journalists still missing between 2017 and 2018. Obviously, journalists are daily becoming endangered species, the more reasons why dogged journalists like Olokor deserves applause and laurels. Yet, journalism is by the day becoming brute and a thankless job. However, Olokor should thank his stars that his stable, PUNCH Newspaper is the best in the industry on welfare and corporate governance. More importantly, journalism can do more to the society beyond the pseudo-news room politics. Regrettably, while news rooms across the world are advancing in technology and commitment to defend democracy, Nigeria’s news rooms are characterised by nepotism, intimidation, harassment and deliberate democratisation of poverty among the ranks of its foot soldiers across news beats. Simply put, journalism needs the likes of Mr. Olokor to advance the frontiers of democracy and accountability, so that society will be rescued from the shackles of injustice and deprivation facing Nigeria. That aside, Olokor was born on November 22, 1968, in Abavo, Ika South Local Government Area of Delta. He attended Ekuma Primary, Abavo; St. Charles College, Abavo, the prestigous Obafemi Awolowo University (OAU), Ile-Ife, Osun State, where he studied Literature-In-English. He also holds a Master (MA Degree) in English (Literature) from University of Lagos (UNILAG). I have the hope that he will cap with a doctorate degree one day. As a jolly good fellow, Olokor have a lot to celebrate; attaining the age of 50 is great feat. For many of us, it starts with thanking God Almighty for the grace and immense blessings he has bestowed Olokor with. Therefore, may the stars be with him as we say, Feliź Cumpleanòs.

Bufogle Analyzing the absurd in Nigeria is like trying to crack open a palm nut with an egg: fascinating but futile — yet time and again one is brought back to the same place by the seeming indifference of our leaders to the daily struggles of the average Nigerian. Where will I start analyzing the fact that the so-called ‘Giant of Africa’ is still grappling with a minimum wage of $50 whereas poorer neighbouring countries like Cameroon and Chad have minimum wages of $75 and $115 respectively? Going by the International Labour Organisation (ILO)’s definition, a minimum wage is “the lowest wage that an employer is allowed to pay the employee, the price floor below which workers may not be willing to sell their labour”. In arriving at the figure consideration must be given to the prevailing inflationary trend, cost of living index and the employer’s capacity to pay the amount. It can, therefore, be deduced from the foregoing that any wage which falls below the minimum wage cannot guarantee a decent living for a worker or an employee. In other words, any worker that does not receive up to such stipulated amount after rendering services is more or less a slave. Last Sunday my Goddaughter popped in to say hi, she informed me that she has started work in a shop where she will be earning over €200 monthly for putting in a total of just 32 hours on Saturdays and Sundays. Add that to the pecks of child benefits accruing to her from the social welfare office and it will sum up to about €400. That is five times more than the N30,000 minimum wage that the government has agreed with the Nigerian Labour Congress. And she’s only 16! I am not one to compare Nigeria with ‘saner climes’ because even though I live in and feel both worlds I have always maintained that there is no magic wand to Uhuru in a developing nation which has been pauperized by decades of misrule from monumentally corrupt and visionless leaders. I am also an optimist but sincere optimism requires an appreciation of the rot to have realistic expectations of what is attainable but I just couldn’t help imagining how a €400 monthly salary will transform the life of an average Nigerian worker. Nevertheless, for the purpose of this piece, I will limit the juxtaposition to Africa. In 2016 the World Bank through its World Developers Indicators (WDI) released data which revealed that among a sample of 19 African countries, Nigerian was a runnerup from the bottom position (beating only Malawi) in the minimum wage rate addition but ranked 11th in the inflation rate (14.32%). Two years on the National Bureau of Statistics (NBS) put the inflation rate in the second quarter of 2018 at 11.23% with the exchange rate of Naira at approximately N362 in the parallel market. However, despite the gradual decline in the inflation rate witnessed since the last quarter of 2017, as an import-dependent nation, the over 100% increase in exchange rate actuated an increase in the Consumer Price Index (CPI), which is the weighted average of prices of consumer goods and services resulting in a huge reduction of the purchasing power of the naira. What all these jargon mean in layman’s terms is that the current value of N30,000 is less than what it was 3 years ago. As a matter of fact, the N30,000 minimum wage is more or less meaningless, it was long overdue even in 2015 and that prompted many economists to propose an amount ranging between N50,000 to N65,000 considering the prevailing indices or parameters. Paradoxically, one can equally understand those who objectively queried the verisimilitude of implementing the above figure or even the agreed N30,000. So how realistic and achievable is it in the face of the country’s current economic reality for workers to be paid this amount as at when due? Salaries still constitute a major part of the annual recurrent expenditure that gulps over 70% of both state and federal budgets. Moreover, 33 out of 36 states are currently owing workers arrears of salaries for up to 11 months in some cases going by what the NLC says. If state
governors cannot pay N18,000 how can they scratch N30,000 let alone N50,000? Mind you this is in spite of the frequent bail-out funds doled out by the federal government. Certainly, a majority of the states cannot pay the new minimum wage as it is no secret that we have a serious problem of economic viability among many states. Are we then set for another era of random overseas trips by governors seeking foreign loans to cushion this pressure? And if the motivation is political for the federal government which retains a large chunk (52%) of the government revenue and recently weeded out over 50,000 ghost workers from its payroll, then how can it avoid a repeat of the Jonathan era mistake when the government which increased minimum wage could no longer pay salaries as oil prices dipped? Any government that borrows to pay salaries is tightening the noose and mortgaging the future of generations unborn. The situation is just a mess. There are more questions than answers. Ours is a country with limited social welfare andinfrastructure, at N18,000 the average Nigerian worker has been catering for feeding, clothing, transport, and shelter with only N600 daily. Isn’t that a miracle in a place where rent is paid annually and two years in advance for a new tenant? I think it is. Some have argued that service delivery is nothing short of pathetic. Our public institutions are notorious for being unkempt and often under-equipped working environment, add that to the nonchalance of civil servants and you ‘ve got your work cut out for you. If you have a business with a government ministry or public institution in Nigeria on any given day then you are better advised to devote the entire day to achieving that task. The private sector is not particularly great either. Any professional in the construction industry will certainly know the difference in the quality component between what our artisans and those from smaller neighbouring countries like Togo or Ghana deliver. Simply put, ours is a nation with plenty of activity with little productivity. However, it will be uncharitable to dismiss the importance of these services. Whatsmore, once services are rendered it is only equitable that the wages are paid at the end of a given period. We can only strive to improve the workplace and quality of service delivery because those are the negotiable factors and not the payment of agreed wages. Again, when you consider that the president reportedly cuts has a budget of N70m for haircut, senators receive N13.5m pocket money in addition to monthly salaries and governors are free to take N500m as monthly security vote then you have to sympathise with civil servants because a huge chunk of the work of these elected officials are done by them. It is a case of “monkey de work baboon de chop”in the common Nigerian parlance. It, therefore, is our collective duty to sustain the pressure on government at all levels to focus on the developmental projects like mass transit systems, lowincome housing and other social infrastructures that erode a large percentage of the workers’ salaries. Legislators must be put on notice especially on the state level, to thoroughly scrutinise frivolous loan requests from the executive and decline accent if found wanting. Labour should also work together with the government to explore ways of improving service delivery via training, skill acquisition, capacity building, and responsive feedback mechanism. With the regular technological innovations, quality service is getting easier to deliver. It is also more satisfying for the giver and receiver. It is preposterous that in this digital era when we have better and cheaper tools, one can still find public offices without a single desktop computer. So I would rather the government, civil servants and indeed Nigerians keep the champagne on ice because there is still much to do before the average worker can heave a sigh of relief and kick off her shoes. Be that as it may, I wouldn’t term the perceived victory by Organised Labour pyrrhic as I have read in some commentaries. Even if I won’t celebrate I have to commend every group that worked towards getting to a resolution because the alternative would have been worse for everybody. It is a step albeit a small one but without taking a step no matter how little you will not get to the destination.
OUR POSITION 2019 polls and women in politics
T
he Nigerian political space since 1999 has experienced a tremendous improvement especially with the level of interest it has generated, that is if the number of persons jostling for the various political offices is anything to go by. As at the last count the number of political parties in the country has risen to over 90 from the three that heralded the nation into the present democratic space in 1999. However, one worrisome trend about it is the declining rate of women participation in the political life of the country, as the women folks seems to be facing serious challenge in their ability to break into political limelight. This is even more evident from the recent primaries of the various political parties in the country where the number of women elected to contest for the various offices was very negligible For example, since 1999 and infact in the history of Nigeria’s political life there has not been any elected woman governor, the closest that a woman came to being governor, was when then governor of Anambra State, Mr. Peter Obi was impeached by the state Assembly and her deputy, Dame Virgy Etiaba was sworn in as governor and she held that position for a few months until Obi got the court to reverse the impeachment. Despite the fact that the history of Nigeria and its political emancipation as a country cannot be complete without mentioning the significant contribution of women, as evidenced in the activities before independence, during the first, second and third republics and even up to the present dispensation, the women folk have continually been relegated to the background either in getting elected into public offices or even in being appointed. This obviously has nothing to do with their capacity, as many of them has attained heights in their professional life that even men are yet to attain. Though the activism in women was further awakened in the country since after the Beijing conference and declaration in 1991, which gave birth to the much talked about affirmative action that prompted the United Nations (UN) to subsequently concede 35 percent of all positions to women, nothing much has been done in the country to meet that target of women participation in politics. In the early days of this dispensation, it must be said that President Olusegun Obasanjo made significant progress towards fulfilling that quota, while the administration of Goodluck Jonathan, also appointed more women into key positions, while there were equally a significant number in elective positions. However, that progress made in recent years seem to have been short-lived, perhaps due to the ever increasing complexities in the political system and high monetisation of the politics which has become a major challenge militating against women participation. Presently, out of 109 senators we have seven women senators and out of 360 members of the House of Representatives, we have about 17 women; we had far more women from 1999-2015; there were also lots of woman in parastatals and ministries in the country. Also an attempt recently to get a bill on affirmative action, sponsored by Senator Oluremi Tinubu through the National Assembly failed because it could not get enough support on the floor of the Senate. At an ECOWAS Female Parliamentarians Association (ECOFEPA) meeting earlier in the year, the President, and Nigerian Senator Stella Oduah said that Nigeria has the lowest female representation in elective positions in West Africa. Senator Oduah, called attention at the 15-member
states of the sub-region to the dwindling number of women’s participation in politics in Nigeria to 7 per cent since the 2015 elections. She said, women have only 6.1 per cent representation in State Houses of Assembly, 3.9 per cent in the House of Representatives, 7.34 per cent in the Senate and almost zero per cent in the executive arm of government. In West Africa, Nigeria ranks even lower than Ghana which has as at 2016 about 10.7 per cent female representation in the parliament and 27 per cent female as cabinet ministers. Togo comes up second with about 17.60 per cent women representation in its national parliament as at 2017, and 18.4 per cent in ministerial positions. Senegal has the highest representation of women in elective positions, ranking 12th in the globe for the number of women in elective position, that is 3 per cent down from its initial ranking. Considering the role of women in nation building across the world and the increasing relevance of women even in the African continent, with the recent election of a women as the new President of Ethiopia after the end of a Woman president’s tenure in Liberia, it is our considered opinion that it is high time Nigeria gave women more opportunity to express themselves in the political space. It is also our belief that with the lack of positive development in the Nigerian political space, the entrance of more women into it may bring a breath of fresh air that may turn the fortunes of the nation around for good and help revive some key sectors of the nation’s economy. The role of women like Queen Amina, Mrs Ransome Kuti, Margaret Ekpo among many others in the positive development of the Nigeria must not be so quickly forgotten as to shut other women out of the space, rather it should be a motivation to encourage more women into the space especially in this critical time of the nation’s history.

Presidential debate: You can’t delegate responsibility, PDP tells Buhari *Berates President for abandoning Nigerian troops
Tunde Opalana, Abuja Ahead of the 2019 presidential election, the Peoples Democratic Party (PDP) has challenged President Muhammadu Buhari not to delegate his responsibility of honouring the coming presidential debate. The PDP said it will not accept representation from the candidate of the All Progressives Congress (APC) during a live debate with its Presidential candidate, Atiku Abubakar, and presidential candidates of other political parties on critical sectors of Nigeria’s national life. The party also berated President Buhari for neglecting the nation’s troops fighting in the North East and reneging on his promise to “lead the fight from the front”, resulting in the vulnerability and killing of the soldiers by insurgents. The party noted that Nigerians are aware that President Buhari has been mortally afraid of facing our candidate, Atiku Abubakar, in a general debate organized by independent bodies. For this, the PDP in a statement on Sunday by its National Publicity Secretary, Kola Ologbondiyan, asked
President Buhari to choose a venue, date and time convenient to him to face Atiku before a neutral panel. “President Buhari must face Atiku Abubakar in person, as Nigerians are not ready to accept any representation, whosoever, from him. If, as a Commander-In-Chief, Mr President cannot face a political debate, how then can he vigorously engage international competitors? “Nigerians can now see why our nation has been under peril in the last three and half years. “President Buhari should be ready to face his failures and avail Nigerians of his sectoral performance scorecards, as well as, present his future blueprint, if any, to enable the electorate weigh him alongside our Presidential candidate”, said the party. The party as well insisted that the President should explain why he has been insensitive to the killing of citizens and soldiers by marauders and insurgents, particularly, given allegations that he has been distracting the Armed forces by dragging them to participate in his re-election campaign. “Nigerians recall that at the time our troops were being attacked by insurgents, our Service Chiefs were attending the launch of President
Buhari’s “Next Level” campaign mantra, stolen from a foreign institute. “ Nigerians await President Buhari to answer for the humongous corruption in his administration; why he has failed to fulfill any of his 2015 campaign promises and why he cannot show any key development project he initiated and completed in his three and half years in office. “President Buhari must be ready to face the over 40 million Nigerians who lost their jobs and millions more whose businesses have folded up due to his incompetence and harsh economic policies. He must face the victims of human rights violations, extra-judicial killings, illegal arrests and arbitrary detention under his administration. “President Buhari came to power through false promises and propaganda. Now, the day of reckoning has come and he cannot run away from his failures”, said the PDP. It assured that its candidate, Atiku Abubakar is ready to face President Buhari, one-on-one because he has his scorecard in governance and his blueprint for national rebirth; wealth creation, youth empowerment and building a prosperous nation, which has become dominant among the aspirations of Nigerians.

Metele attack: SERAP writes Buhari, Short News Insecurity: Defense minister to visit Chad seeks probe of military spending Doosuur Iwambe, Abuja The Socio-economic Rights and Accountability Project (SERAP) has appealed to the President to urgently set up a commission of inquiry to investigate the spending of defence and military budgets between 1999 and 2018. In an open letter to President Muhammadu Buhari, SERAP says the purpose of the investigation is to promote transparency and accountability in the military. According to the rights group, the probe would ensure that funds meant for military operations are spent for that purpose and end the vulnerability and killings of Nigerian soldiers. Citing the reported killing of several Nigerian soldiers in the recent Boko Haram attack in Metele village of Borno state, SERAP urged the President to refer all allegations of corruption in the spending of funds meant to purchase arms for Nigerian soldiers to the Internal Criminal Court. In the letter dated November 23, SERAP’s Legal Adviser, Bamisope Adeyanju, said: “several billions of naira allocated to the military to defend the country have neither contributed to improving the ability of Nigerian soldiers to fight Boko Haram and other armed groups nor provided the much-needed security especially for Nigerians in the north-east of the country.” The organisation alleged that the army’s
inability to respond adequately to the Boko Haram insurgency suggests mismanagement in the spending of the country’s defence budgets. SERAP expressed concern that several billions of naira allocated to the military to defend the country have neither contributed to improving the ability of Nigerian soldiers to fight Boko Haram and other armed groups nor provided the much-needed security especially for Nigerians in the North-east of the country. The organization urged Buhari to: “move swiftly to implement these recommendations as a way of demonstrating your government’s commitment to end the perception of lack of transparency and accountability in the spending of military budgets in the context of the conflict in the Northeast and to ensure the safety and security of our solders and all Nigerians in that part of the country. The letter read in part: “The military’s inability to respond adequately to the Boko Haram insurgency suggests among other things a mismanagement in the spending of the country’s defence budgets. Establishing a commission of inquiry to investigate how defence and military budgets have been spent since 29 May 1999 would help Nigerians to know if the funds meant to defend the country and for purchase of arms to empower Nigerian soldiers to fight Boko Haram have been transparently and accountably spent. “The proposed commission should be led by a retired justice of the Court of Appeal or
the Supreme Court of Nigeria. The activities of the commission must be open to the public and all those who have been responsible for the spending of the country’s defence and military budgets should be summoned to give a public account of how the money was spent.” “Testimonies should be taken in a way that ensures that specific military operations are not disclosed and national security not compromised. The commission should make recommendations including on the prosecution of those found to have mismanaged and/ or stolen public funds meant to fight Boko Haram.” “SERAP is concerned that many cases of those alleged to have diverted and shared funds meant to purchase arms to empower Nigerian soldiers to fight Boko Haram have stalled. Given the continuing delay in the prosecution of such cases, and the need to send a strong message that corruption in the spending of funds meant to fight Boko Haram insurgents will not be tolerated, we urge you to immediately refer all such cases for investigation and prosecution by the ICC.” “SERAP notes that article 13(a) of the Rome Statute of the ICC provides a basic right to states parties including Nigeria to refer to the ICC prosecutor cases such as those involving mismanagement and/or stealing of funds meant to purchase arms to empower Nigerian soldiers to fight Boko Haram.”

The Minister of Defense, Mansur Muhammad Dan-Ali is scheduled to visit Chad at a date within the week to hold a bilateral meeting with his Chadian counterpart, General Daoud Yaya on issues of high rate of insecurity in the zone. According to a statement signed on Sunday by the Public Relations Officer to the Minister, Col. Sanitation: Kano task force arrests 137 defaulters, summons tri-cyclist leaders Yakubu Salisu, Kano Kano State Sanitation Task Force, under the leadership of the State’s Commissioner of Environment, Haruna Ali Makoda has arrested not less than 137 sanitation defaulters during the last Saturday Sanitation exercise for the Month of November. Senator Akpan’s LGA will complete two terms (8years) according to the zoning arrangement. The seat is supposed to rotate to Uyo federal constituency where Etim hails from. Quarantine control posts: No exemption for inspection permit – NAQS Tom Okpe, Abuja The Nigeria Agricultural Quarantine Service (NAQS) has stated that no one is exempted from stoppage at the Quarantine posts on the ‘Federal Highway’ for inspection permit. NAQS operates check points across the country to check dealers on aggro- commodities in order to control and differentiate between good and bad commodities due to reports on non-adherence of truckers to the regulation of mandatory inspection of goods. In a press statement issued on Sunday in Abuja, by the Head, Media, Communications and Strategies, Dr. C. P Nwodo said: “NAQS will no longer condone the obstruction of the duty of her officers by transporters who, in a bid to evade the inspection and certification formalities, block the highway and create scenes that often degenerate into the frenzied destruction of government properties at the control posts”. CBN lifts FX market with $1.075bn, CNY118.25m in 3 weeks Mathew Dadiya, Abuja The Central Bank of Nigeria (CBN) has intervened in the inter-bank foreign exchange (forex) market with a whopping $1,075.19 billion and CNY118.25million Chinese Yan within the month of November 2018. Checks by The Daily Times showed that the apex bank had on Friday, November 2, 2018, injected the sum of
$337.16million in the retail Secondary Market Intervention Sales (SMIS) in addition to CNY 56.17million in the spot and short tenored forwards segment. The further breakdown of the CBN intervention put together by our correspondent showed that the regulator on Tuesday, November 13, 2018, injected the sum of $210 million in the interbank foreign exchange market. Whilst the authorized dealers in the wholesale segment of the market received the sum of $100 million, the Small and
Medium Enterprises (SMEs) and Invisibles segments were allotted the sum of $55 million each. On the third week of its last sale before the final Monetary Policy Committee (MPC) meeting for 2018, the CBN on Friday, November 16, 2018, injected the sum of $318.03million in the retail Secondary Market Intervention Sales (SMIS) of the inter-bank foreign market. The apex bank also on Friday offered CNY62.18million in the spot and short-tenored forwards segment.
The Central Bank had on Wednesday 21, November 2018, the CBN injected the sum of $210million. Figures obtained showed that the CBN offered the sum of $100million to the wholesale segment, while the Small and Medium Enterprises (SMEs) segment received the sum of $55 million. Similarly, the Invisibles segment, comprising tuition fees, medical payments and Basic Travel Allowance (BTA), among others, also received a $55 million boost.

The Minister of Finance, Mrs. Zainab Shamsuna Ahmed has disclosed that Kaduna State has since the inception of the Federal Government’s National Social Investment Programme (NSIP), benefited over N13.5 billion. Mrs. Ahmed said that President Muhammadu Buhari was leading the revolutionary process of unprecedented infrastructural development and the largest social investment programme in Nigeria’s history. The minister made this known at the weekend during the disbursement of empowerment funds to women at the Federal College of Education, Zaria, Zone 1 of Kaduna State. She noted that the Kaduna State Women Empowerment Fund (KADSWEF) project has confirmed the political will of the state government to toe the line of social investment alongside infrastructural investment. Special adviser to the minister on media and communications, Mr. Paul Ella Abechi, stated that the minister said, “there is still more grounds to be covered.” She reiterated the federal government’s commitment to the programme, relentlessly and continuously. According to her, “The Federal Government through the National Social Investment Programme (NSIP) has since inception began implementing a number of programmes targeted at improving the lives of Nigerians especially the poor and vulnerable members of our society. Kaduna State, fortunately, is a beneficiary of all the interventions that make up the NSIP, with investment exceeding N13.5 billion. She explained, “There are over 18,000 N-Power volunteers in Kaduna State in addition to 585 Npower build trainees. For these beneficiaries, we have expended over N4 billion. “The National Home-Grown School Feeding Programme has so far reached over 1million pupils in about 4,000 schools and has created a sustainable means of livelihood for the over 12,000 women engaged as cooks under the programme. On this programme in Kaduna State alone, we have spent, on your behalf, over N8 billion. “Another component of the NSIP, the Government Enterprise & Empowerment Programme (GEEP) has given about N1billion to almost 20,000 beneficiaries. The poorest of the poor have begun benefitting from the National Cash Transfer Programme. In Kaduna State, 10,482 persons have benefitted from a total of N314 million. Mrs. Ahmed who reiterated the need for support from State Governments, commended the efforts of Kaduna State’s government is doing with KADSWEF is a superb support to our efforts. Minimum wage review: Analyst demands evidence to show potential inflation Joy Obakeye A professor of Capital Market and the Chair of Banking and Finance Department at the Nasarawa State University Keffi, Uche Uwaleke, has debunked the insinuation that an increase in minimum wage will cause inflation and affect the monetary policy in Nigeria’s economy. The professor, who believes that the trend in 2011 is somewhat similar to what is happening now, reiterated the position of the National Bureau of Statistics, stating that the inflationary trend, rose from 10.8 per cent in 2011 to 16.5 per cent in 2017, without failing to identify the increase in exchange rate, which rose from about N162 to N360 within the same period, had an adverse effect on the purchasing power on low-earned workers. Uwaleke stated further that: “One major criticism of a minimum wage hike is that it would result in demand-pull inflation and complicate monetary policy. On this score, the evidence is scanty”. “When the National Assembly amended the National Minimum Wage Act in February 2011, increasing the minimum wage from N7,500 to N18,000, average inflation rate actually dropped from 13.7 per cent in 2010 to 10.8 per cent in 2011 and further down to 9 per cent in 2016.” “It was not until 2016 that inflation spiked to 15.7 per cent on the back of an increase in both the pump price of fuel and electricity tariff. What is clear from quarterly reports of the National Bureau of Statistics is that inflation in Nigeria is more from cost-push than demandpull factors”. He further highlighted the impact high costs of energy and transportation has led to rapid increase in inflation, stressing that the result on food commodities has left the low income earners with little purchasing power in a power-pushing economy.

How CBN, ABCON partnership stabilises naira Motolani Oseni The ongoing strategic partnership between the Central Bank of Nigeria (CBN) and the Association of Bureaux De Change Operators of Nigeria (ABCON) has kept the naira stable at both the official and parallel market s despite huge campaign spendings by political parties. ABCON President, Alhaji Aminu Gwadabe who spoke with financial journalists in Lagos at the weekend, said measures initiated by the CBN including the sustenance of dollar supply to over 4,000 Bureau De Change (BDC) operators across the country through the International Money Transfer Operations (IMTOs) forex window has helped the status of the local currency. Accordingly, the CBN, spot rate closed last week somewhat flat at N306.75/$1 from N306.70/$1 in the prior week. Similarly, the exchange rate at the Investors & Exporters Forex window closed at N364.70/$1. At the parallel market and BDCs, the naira traded at N363/$1 throughout the week. He said: “The naira remains stable despite political parties campaign spendings across the nation. The
strategic partnership, actions, and pre-actions of the Central Bank of Nigeria and the Association of Bureaux De Change Operators of Nigeria have stopped distortions to the exchange rate due to ongoing politicking and campaign spendings in the country.” Continuing, he said the determination of the apex bank to maintain the IMTOs forex window for the over 4,000 BDCs on weekly basis has brought steady liquidity in the market and discouraged unethical market behaviours like hoarding, speculation and frivolous demand. Gwadabe said that on its part, ABCON has ensured that its members continue to make dollar accessible to critical end-users like travelers demanding personal and business travel allowances, school fees and medical bills payment abroad among others. Gwadabe said the ongoing ABCON automation and configuration of soft token for forex return rendition by over 4,000 BDCs nationwide will enhance transparency and financial integrity of the operators. “This feat will no doubt strengthen the effectiveness of the technical compliance of the Antimoney laundering and counter-terrorism financing laws and help Nigeria’s assessment into the Financial Action Task Force coming up next year,” he stated.

Customs rakes in N303.5bn, intercepts 13 Tramadol containers worth N3.13bn Adebayo Temitope Not less than a whopping N303.5 billion was generated between January till date by the Nigeria Customs Service (NCS), higher than N253 billion raked in the corresponding period of 2017. This is just as it disclosed that a fresh 13 containers of Tramadol, dangerous drugs with other contraband items worth N3.13 billion were intercepted at the Apapa ports by the Tin-Can Island Customs Command. The Comptroller General of Customs, Col. Hameed Ali (rtd), disclosed this to the newsmen on Friday, saying that the revenue vigour has yielded positive results particularly in dealing with issues of underpayment, undervaluation, under transfer, concealment, falsification of documents among others. According to Customs CG, who was represented by the Deputy Comptroller General of Customs, Austin Chidi, let me on this note appreciate the Customs Area Controller, Tin-Can Island Port, and indeed all officers and men of the Command for their deep sense of commitment which has been
evident in their Revenue and Seizure records. The Service will surely expect more from you especially at this period when the volume of trade is expected to go up. “Consequent upon our increased surveillance on declarations made in Tincan Island Port command to ascertain/untrue declarations, some containers found to be loaded with prohibited items were seized and forfeited to the federal government of Nigeria in line with the provision of CEMA CAP C45 LFN 2004 sections 46 and 161.” He emphasized that, the command remains a trailblazer in the introduction and application of the Time Release Studies for the evaluation of the officers to ensure that needless days are identified and regularised in our quest to achieving 48hours clearance timeline in line with presidential direction. He noted that various facilitation platforms put in place in the command in compliance with the presidential directives on ease of doing business. These among other include the one-stop treatment area where all alerts are resolved under one roof. Speaking on seizure of containers of Tramadol and other dangerous drugs, explained that two of the containers had earlier been handed over to the National Agency for Food and Drug
Administration and Control (NAFDAC) on the 11th and 20th of October, 2018; while one of the containers was also handed over to the NDLEA on the 2nd of November,2018; thereby leaving the Command with 10 containers of Tramadol. “The seizures include 11by40feet and 2by20feet containers of mostly Tramadol, Ciprofloxacin capsules, Diclofenac Sodium tablets, Soffeathe I.V Cannula, Sildenafil Citrate tablets, Bleaching soaps, and Bales of used clothing. All were seized and forfeited to the Federal Government in line with the provision of CEMA CAP C45 LFN 2004, sections 46 and 161. “In the same vein, a container of soap suspected to contain harmful bleaching ingredients and two-second hand clothing’s were also seized. All these seizures were in violation of the absolute prohibition list of CET 2015-2019. “The Service wishes to reiterate its concern for the health and security of Nigerians, and one would better imagine the devastating effect on the life of our youths if these quantities of unwholesome drugs had found its way into the market. We want to reassure the Nation that the Customs will not renege on its mandate irrespectively of its circumstances.”

Most people just come into politics s and their focus is about getting there, and when they finally gets there, they have nothing to offer, because they didn’t expect that they will get there. Do you have plans to take off immediately, instead of taking months to start planning? Yes, we have plans. In fact, we unveiled our blue print, our primary blue print on May 29, 2018. So we’ve unveiled and you saw a 10 point agenda. If you want it, we can send it to you. We’ve unveiled a blue print for more than 6 months now and its constantly being revised and updated. So we are not one of those that are coming in without believing. We believe very strongly in the new Nigeria, we believe that the people who are tired of the way things are today are ready to vote for a new Nigeria. So we are not one of those people who are trying, and do not expect that we will win. So we are ready and I’ve said this before, by May 29th, my inauguration day, we should be announcing most of our cabinet members and we hope that by the grace of God, this would be the fastest cabinet that would have been formed as we have seen in other countries. What would Nigerians gain from Mr. Fela Durotoye’s presidency? I believe that Nigerians first and foremost, will gain the opportunity to pursue their lives happiness and more importantly, they would gain a nation that they would be proud of. And in order to be able to extend opportunities for all, we believe that three things will have to happen, number one, we are going to gain the kind of leadership and governance that serves them, we want a government or leadership that would serve Nigerians, not Nigerians serving them. We want a government that will be efficient and we would reduce wastages in government. More importantly, we would reduce corruption and show real credible leadership. The Second thing that Nigerians would gain is that we would see our economy grow because we are going to diversify our economy and with the growth of the economy, all across Nigeria, because we believe very strongly that there are natural resources that are untapped in every local government, so what our focus is, is turning the local government into economic hubs and industrial zones, we believe that with that, we would see job opportunities happen all across Nigeria, but that’s not all. We also know that we would see a new Nigeria, with the reorientation of a new Nigeria, we would see Nigerians emerge as people who other people would love to work with and in doing this, we would have a nation where there are opportunities for all, a nation where anybody who is the son of a nobody can become somebody without knowing anybody, we would see a nation where people are safe and productive and we would have the opportunity to prosper. We would see a nation that invest and values it’s own human capacity and institution development. We would see a nation where people are safe and secure, where power is constant, where you can see roads that have no pot holes on them. These are not empty promises, they are the values that we carry. We would see investment in education, we would see the development of human capacity, mentoring, we would see, you know, the skill of young people. This is all the things that we would do. Now just to quickly say, it’s so easy for politicians to always say these things. So you have to go back and say, what were we doing before we started this journey? And you would see all the things that I’ve been talking about. You would see that I’ve been mentoring people, through the Fela Durotoye network, we got over 30,000 people I’ve been mentoring over the years. You would see that we’ve worked and invested social projects like education, and have helped to design not only educational programmes that have taken some states like Oyo State from number 23, 24 in Lagos State to number three and four in 2009. You would see that we have a value system that had been re-orientating Nigerians, that have now been signed off by more than a million people, the value system that has today been adopted by Anambra State and has completely turn
before they started running for their political race and if you can find any consistency between who they were before they became politicians and what they are saying now that they are politicians, then you have found someone that you can trust. It’s about looking at the constituency, looking at their track record, and looking at the consistency in their vision, especially, through the actions that they’ve taken in the past to support that vision when they were not in office. I think this is the most important thing.

The first thing I want to say is, look at politician’s life
We also know that we would see a new Nigeria, with the reorientation of a new Nigeria, we would see Nigerians emerge as people who other people would love to work with and in doing this, we would have a nation where there are opportunities for all, a nation where anybody who is the son of a nobody can become somebody without knowing anybody, we would see a nation where people are safe and productive and we would have the opportunity to prosper
It is very clear that politics is a game of number and many people see you and the party as they party of the elite. But politics of Nigeria today is about the grassroots, the not too elite, the middle class. So how have you been able to build your structure to get you votes to become president in 2019? I believe that we are a party for all and we are a party that seeks to create opportunity for all not just the elite, and we are not the party of the elite, we maybe people who have had access or privileges to good education and some of the best things that Nigeria has to offer but our mind, making sure that the things that we have enjoyed as privilege must be available to all. So if its education, it should be available to all, the problem of Nigerians are the politicians who created this problems for us. Today the economy is not working for anybody. Today, power is not working for everybody, it’s not about elite. Everybody to a large extent is suffering, especially the people out there who do not have the privilege that we have. So, if you go and look at it, those are the people we are fighting for. We are fighting for that young man who is struggling to go to school, but is not even sure that he would get a job. We are fighting for that money, that single mother who is trying to get all her money just to make sure that her son goes to school. This is not a fight of the elites, this is a fight for all. And so to a large extent, you would see that all of the things that we’ve been talking about the new Nigeria, it is something that everybody wants. So our message is not an elitist message, it is message that resonates with everyone, and when we were going to start our campaign, guess where? We started our campaign in Ajegunle, and you could see that our presidential campaign did not start in Hilton or in one of those other places. We started on the streets. And guess why we could start on the streets, safe, because we have been on the streets for the last 13 years. Much of the work we’ve been doing were not in elitist camps, they were on the streets touching people in IDP’s, on the street, touching the poor and lifting the people who are the under in IDP’s, touching the poor, lifting the people who are in the South. So, this is not an elitist movement. This is a movement of people who care, and are making sure that they can extend the privileges that they give to other people. So this is really a campaign of the people. It is the people, not the elite that have been supporting this movement with their, 1,000 their 2,000 their 5,000. These are the people that have done this. It’s not the by boys, it’s not the elites that have guided the campaign. This is a campaign of the people of Nigeria for the people and we have, our party has structure down to every ward. We have street captains that are walking the streets and recruiting people. This is not an elitist movement at all. This is a movement for all, and the new Nigeria is for all. The place where the son of a nobody can become somebody without knowing anybody. A new Nigeria with opportunities for all. There have been calls for restructuring the country, as many believe that one of the reasons Nigeria is not working is because of the way it is structured, so much power at the centre. What is your view of restructuring? If you are elected president, will you restructure the country? When I am elected as president of Nigeria, yes indeed, we will restructure the country and we believe that the structure of the economy is extremely important especially as it relates to many things, number one, devolution of power. Too much power is at the centre.
Like we said for instance, the security, today you make the governor the chief security officer of the state and yet he does not have even the chief security officer reporting to him. We need to make sure that we can empower people when you give them responsibility, you have the authority to be able to do so. We need to empower the local governments. They are the ones that are mostly touching the lives of the people, but the local government get crumbs from the contribution and more importantly, you would realise that the local government themselves are the custodians of the wealth of this nation, but because they do not get what you would call a proper share of the revenue, they are disempowered. What we want to say is whatever is that you take from any community as a resource that comes into the federation account, 20 percent of that revenue should go to the community, 20 percent should go to the local government and 20 percent should go to the state, and the Federal Government should be able to operate with 40 percent, a complete shift from what we currently have today, where the Federal Government only gives 13 percent to states, most of it will never get to the local government and would never get to the community, so what we are saying here, by restructuring our economic base, we have the opportunity to encourage and inspire the communities all across Nigeria to begin to say we would get more out of all the things that we give and therefore to a large extent, we will see our economy grow all across the nation and to a larger extent, job opportunities all across the nation. Corruption is the order of the day in Nigeria, do you have any fears that if you get majority votes, it wouldn’t count? It would count because I believe this particular election is where the two established parties are doing anything to make sure every votes count, and they would stop the other one from rigging. And whilst they are stopping themselves from being able to rig, every vote will count. The second thing I will say about vote counting is very simple, that illusion that the vote would not count is something that the political class sent to the elite especially to keep them from coming to vote. If votes do not count, why do the politicians buy it? Would you buy something that does not count? And it is the political class that usually buys vote. So it is something that they know. They know that votes count. So I want everybody who believe that their votes doesn’t count, to use their rights. The politicians have shown us, not only do your votes count, they are valuable too. So you go out and cast your vote and I believe very strongly that 50 million people who normally would not vote for APC and PDP their votes will count and we would get a new generation of nation builders that would build Nigeria into a great nation for all.

President Muhammadu Buhari has expressed deep shock over the killing of military personnel in Metele village of Borno State by Boko Haram terrorists, assuring that immediate measures are being taken to ensure that the loopholes which led to the fatalities are blocked once and for all. Reacting to the tragic incident, the President said that his administration remains ever committed and focused on the security of military personnel and other citizens. “No responsible Commander-
in-Chief would rest on his oars or fold his hands to allow terrorists to endanger the lives of its military personnel and other citizens. Our loyal forces have proved their strength over the terrorists and we are ready to give them all the needed support in terms of equipment and manpower to succeed in ending the renewed threat. In the coming days, I am engaging the Military and Intelligence Chiefs in extensive discussions on the next steps we shall be taking,” Buhari said. The President noted that fighting terrorism has taken a global dimension, which necessitates
international collaboration among states facing similar security challenges. He reassured Nigerians of his continued commitment to their security and of his efforts to sustain the momentum in the previous significant successes recorded against the terrorists. The President, however, advised Nigerians against making a political capital out of national tragedy, stressing that members of the armed forces are one family who are commonly committed to the security and safety of all Nigerians.
Isaac Job, Uyo As political campaigns intensify for 2019 general election, Akwa Ibom elders have urged Governor Udom Emmanuel to constitute a commission of enquiry into the past killings and kidnappings experienced in the state between 2007 and 2015 general elections. The elders said the commission will identify the mastermind and spell out appropriate sanction for the culprits and forestall possible breakdown of law and order during the 2019 general election. The elders also said that the appeal became necessary following threat of ‘Warsaw’ drummed by desperate political party to capture the state in 2019 elections. In a press conference in Uyo weekend, the elders noted that the state had since progressed from the dark era of 2007-2015 and far from the dictatorial regime of 1984. The elders led by Senator Anietie Okon suspected that the perpetrators of wanton killings in the state during the past election years could be used to cause mayhem and terror in next year poll. “We strongly reiterate our position that no level of intimidation will be allowed to plunged our state into the anarchical dictates of federal elements whether EFCC, Nigeria police or military.”
Climate Change: CSO urges FG to invest in renewable energy Doosuur Iwambe, Abuja The Global Initiative for Food Security and Ecosystem Preservation (GIFSEP) has tasked Nigerian authorities on the need to double investment in renewal energy over the next two decades to combat the negative impact caused by global warming in the country. The Executive Director, GIFSEP, David Terungwa who gave the advice in Abuja during the presentation of 2018 report of the Intergovernmental Panel on Climate Change (IPCC) warned the federal government on the risks of global warming increase above 1.5°C. Quoting the IPCC report, Terungwa stressed the disastrous consequences of what two centigrade increase will have in the world. To avert the recurrent flood disasters in Nigeria which are attributable to climate change, the group suggested measures to be taken while blaming the occurrence on government poor planning. He said, “The world needs to halve global emissions by 2030 and to reach global net zero CO2 emissions latest by 2050. “At the moment with current NDC we are globally on a track to double emissions by 2030. Following reductions in global primary energy use are needed until 2030: Oil use: -50%, Coal use: -67% and Gas use: -33%”.

Dead soldiers: Ezekwesili seeks release of figures, commiserates with families Patrick Okohue, Lagos The Presidential candidate of the Allied Congress Party of Nigeria (ACPN), Dr. Oby Ezekwesili, has lamented the killing of Nigerian soldiers by suspected Boko Haram terrorists, saying that such does not speak well of the country’s internal security apparatus. The presidential candidate, in a press statement to commiserate with families of the deceased on Sunday, wondered why it took the military about a week to confirm the incident whose video already went viral. She challenged the military authorities and the Commanderin-Chief to prove that they haven’t failed the nation’s soldiers. While commiserating with families of the deceased, Ezekwesili demanded that the fallen heroes must not be deprived of their honour. The ACPN presidential candidate, noted that many questions were begging for answers with the recent killings of soldiers. She asked the Muhammadu Buhari-led Federal Government to
publish the names and authentic figures of fallen heroes for Nigerians to know the extent of damage and for record purposes. Ezekwesili said, “There are pertinent questions that the Federal Government and the military need to answer. How did this latest in a series of killings of our soldiers in frontline of battle catch our country off-guard? Don’t we think the official line that the Presidency and military have been pushing on the state of the terrorism war is endangering our soldiers and nation? Can the government be more honest on the challenges it appears to be facing in prosecuting the war? “It is no longer acceptable for our heroes to die and not be accorded the honour of gallantry. The FG and the military must accord full military burial rites to the fallen soldiers and also publish the list of others who have died and had been buried discretely in recent times without giving the Nigerian people the opportunity to celebrate their gallantry. “The FG should immediately take measures to protect and preserve our soldiers, military establishments, our people and territory to avoid further deaths. It is time for a review
of current operational strategy being used to prosecute the war. It is also high time that our Intel was revamped. “FG must take measures to assess the failure of leadership of the Service Chiefs - performance, accountability and consequence has been missing for far too long and must now change.” She subsequently advised the military to improve on its intelligent gathering, saying that would be key to defeating the Boko Haram insurgency. She said, “We express our sympathy and condolence to the families and loved ones of the departed soldiers. They are another set of heroes who have sacrificed their lives for others to live. This calls for a sober reflection and declaration of mourning days by the government. “Nigeria security operatives need to do more on intelligence gathering. It is one of the key apparatus that must not be missing while fighting terrorists.” The presidential candidate added, “The recent killing is a tragic and saddening occurrence and we pray to God to give the deceased family the fortitude to bear the loss.”
Patrick Okohue, Lagos Members of Cosmetics and Hair Dressers Association in Irepodun market, Ikotun Alimosho Local government Area, Lagos State, are spoiling for war over accountability and good governance of the association. Association’s assistant secretary, Osita Ojukwu, who addressed pressmen, noted that members are aggrieved with association’s chairman, Anayo Confidence Okolie over the way and manner he had handled the affairs of the association. Ojukwu said that Anayo assumed office seven years ago which was supposed to expire after two years. According to him, Anayo has not only refused to step down after his tenure of two years expired but has also rejected calls for accountability. Ojukwu remarked that any member who calls for probity is subjected to police harassment, arrest and intimidation. He said that the intimidation had become so intense that Anayo had written a letter of suspension to him, arrested and threatened his life on several occasions. But being a law abiding citizen, he had written a petition dated 20th October via his lawyers to the Nigeria Police, Alausa Area M, Idimu and Ikotun police station. Copies he said were also sent to the Oba of Ikotun Iyalo Oja General and Chairman of the LCDA. All these he said to stress the fact that he and his group are law abiding and are determined to get justice.

He tasked students to believe in their dreams, saying regardless of the number of times they fail to achieve their goals, they should not be disillusioned. Promote the gospel, refrain from rancour, Obiano charges religious leaders Stories by John Ndu, Awka Anambra State Governor, Chief Willie Obiano, has charged religious leaders to engage in spreading the gospel for conversation of more souls to God, than stirring up issues that will thwart the peace of the state. Governor Obiano gave the charge when the newly elected members of the Pentecostal Fellowship of Nigeria (PFN) paid him a courtesy call at the Governor’s lodge, Amawbia.
The Governor urged them to eschew rancour and embrace peace and unity for the good of mankind. He reassured them of his commitment not just in sustaining harmonious co-existence among the religious denominations, but also involving them in the affairs of his government. While praying for the repose of the Late Chairman, Bishop David Ebelechukwu, the Governor promised to continue supporting them and extending his administration’s assistance, especially in building their projects and promoting the gospel. The newly elected chairman, PFN,
Bishop Moses Ezedebego, expressed deep satisfaction with Governor Obiano’s administration, saying that God through the Governor had transformed the economic affairs of the state and project it to limelight. “We are not here to praise you, but your achievements are obvious and plain to see. We know of your accomplishments in education through the the golden girls who won the technovation challenge in the US. “Advancements in agriculture and security are equally noteworthy as Anambra has become the safest state in Nigeria under your watch,” the cleric said.
The chairman also thanked the Governor for the subventions granted the mission hospital owned by the PFN and other assistance accorded the group. Speaking also, a member of the Elders Council of the group, Bishop Obiora urged the governor to use his fatherly office to unify the church in Anambra State. He, however, pledged their loyalty and unending support to the present administration, calling on Governor Obiano to always grant them access to contribute meaningfully for the development of the state.

Secure Govt property in your community, Obiano charges Nando youths The people of Nando have been charged to adequately protect every government property within their community against vandals. Governor Willie Obiano gave the charge when he visited the community to inspect the ongoing construction of 4.34 Km road of Ikem Nando - Nkwo Nando, Anambra East Local Government Area, Anambra state. The Governor recalled that his administration had embarked on several massive projects in Nando geared towards creating windows of economic opportunities. He noted that Nando, being agrarian community, had potential to add to the high amount of food production in the state, in line with his administration’s drive of ensuring food sufficiency. Governor Obiano emphasised that the road which would be completed by the end of February 2019, would add to already eight roads commenced and completed by his administration. The Governor revealed that the road was structurally designed to meet standard recommendation with other facilities that would enhance trading and promote productivity. He warned against indiscriminate disposal of refuse, especially in drainages, which had contributed in blocking free flow of water, resulting in flooding. The Contractor handling the project as well as the Managing Director, New Idea Constructions, HRH Igwe Ben Emeka, said 2.5Km of the road had been asphalted,
assuring to complete others before February, 2019. Igwe Emeka described the road as very strategic as it linked other major communities, including federal road. The Managing Director, Anambra State Maintenance Agency (ARMA), Emeka Okoye, observed that over 30Km of roads had been completed in Nando by Governor Obiano administration.
The member representing Anambra East Constituency in the State Assembly, Hon. Pharm Obinna Emeneka, who was represented by the House member representing Ayamelum Local Government Area, Hon. Uche Okafor, expressed happiness that the road when completed would be a major road to evacuate agricultural produce. He promised to continue supporting his administration and promoting policies that would enhance smooth governance.
Senator Umeh bags Onunekwulu Ndigbo chieftaincy title The Traditional Prime Ministers Council in Anambra State on Friday conferred on the Senator representing Anambra Central Senatorial District, Senator (Dr.) Victor Umeh, with a prestigious chieftaincy title of Onunekwulu Ndigbo. In a very special and well-thought citation, the Chairman of the Group and Onowu of Neni, Chief (Sir.) Dr. Anthony Enukeme (Onowu Akuvom), CEO of Tonimas Oil & Gas Ltd, enumerated some of the good works of Senator Victor Umeh in the few months of his stay in the Senate, as well as his commitments to improving the affairs of the traditional institutions in Anambra State. The group went further to endorse Senator Victor Umeh as their candidate in the forthcoming Anambra Central Senatorial Election. They stressed that the mandate of Senator Victor Umeh is for a divine mission that will benefit not just Anambra Central Senatorial
District alone but the entire Ndigbo and Nigeria at large. They called on the electorate to vote massively for Umeh’s re-election. They urged him to speak further and not to fear for any act of intimidation as the greater number of Ndigbo are happy with his performance and are solidly behind him. In a remark, Senator Victor Umeh expressed satisfaction with the positive reactions of not only the Traditional Prime Ministers but majority of the people of Anambra Central and beyond towards his performance in the little time he has been in the Senate, stressing that the honour conferred on him is but an encouragement for a greater work ahead. He declared his resolve not to relent in speaking in defence of the people of Anambra Central and Ndigbo in general whenever need arises and to use his office to make significant impact in the lives of the people as much as possible.
Anambra State Governor, Chief Willie Obiano, has commenced the construction of EziraUmuomaku-Enugwu Umuonyia Achina Road. The road which is a virgin land is 12.5 Km and would create easy access to other neighbouring communities when completed. Inspecting the ongoing construction, Governor Obiano said he had mobilised the contractor, as the outstanding certificate had been paid. He reassured that his administration would remain consistent and focused in building projects that would promote humanity. The Governor charged the contractor to speed up construction, describing the road as economically viable to attract meaningful development. The Managing Director, Anambra Road Maintenance Agency (ARMA), Mr. Emeka Okoye, pointed that 1.5 Km of the road had been asphalted and would be completed on schedule. “We are on a high speed to complete the road by the end of January, 2019. Right now, we have achieved 2.5 drainage on both sides and 3.5 earthwork. “We are at enforcement stage now. We target the 1.5 Km to 200 m to the bridge. “It will open up commercial activities and give room for agricultural development,” Okoye noted. Also speaking, the Area Manager of the Construction Company, Engr Sammy Mustapha and the Public Relations Officer of the company, Barrister Peter Okoro, reaffirmed that the project would be delivered in line with specification. The former Deputy Governor, Anambra State, Chief Emeka Sibudu, commended Governor Obiano for extending development to rural communities, irrespective of the present economic crunch.

APGA Reconciliation: Committee submits reports as Obiano promises implementation Anambra State Governor, Chief Willie Obiano, has received the reports of the State’s Reconciliation Committee of the All Progressives Grand Alliance (APGA). It would be recalled that Governor Obiano on the 8th of November, 2018, instituted a 10man Committee to inquire into the alleged crisis that bevelled the last APGA primaries. The Reconciliation Committee headed by one of the Board of Trustees for APGA, Dr. Uju Okeke, also has the Special Adviser, Political, to the Governor, Barrister Ifeatu Obiokoye, as the Secretary. Other members include Chief Mike Kwentoh, Sir. Theophine Nnoli, Hon. Anusike Solomon, Lady Chinyere Ibenta, Chief Sir Andrew Nwanosike, Chief Boniface Egbutue, Elder Charles Okongwu, and the Chief of Staff, Mr. Primus Odili. Receiving the reports at the Governor’s Lodge, Amawbia, Governor Obiano promised to implement the recommendation to the later, to restore peace and unity in the party. Governor Obiano while commending the members of the committee for their tremendous services within a short time, assured to extend such reconciliation move to other states. “To implement this report immediately, the Chief of Staff, Primus Odili, Commissioner for Local Government Matter, Greg Obi, Special Adviser Political, Ifeatu Obiokoye, Mrs. Confidence Azodo and the State Party Chairman, Norbert Obi will be among the five man committee to ensure implementation. “This Committee has only one week to commence and complete every recommendation to the best of our ability,” the Governor assured. The Chairman of the Reconciliation Committee, Dr. Uju Okeke, explained that their methodology cuts across all aggrieved members in the party. She noted that the committee painstakingly met with all aspirants, candidates, political appointees of different levels, State APGA executives among others, to ascertain possible recommendation measures that would enhance unity. The Committee Chairman observed that through their findings, they all agreed to embrace peace and move together to achieve success in the forthcoming general election. Responding, the State Chairman of APGA, Norbert Obi, also commended the committee for the onerous task and reassured not to leave any stone unturned in promoting peace in the party.

Kwara to inaugurate 27 sports associations on Nov 29 The inauguration of the 27 sports associations in Kwara State will hold Nov. 29. Kwara State Director of Sports, Tunde Kazeem said the inauguration would be performed by the State Governor, Alhaji Abdulfatah Ahmed. According to him, the event which will hold at the Indoor sports hall of the State Stadium Complex, Ilorin, is geared towards sports development in the state. ”Members of the Associations
are expected to collaborate with the State in the development of sports in the State,” he said. He said that the inauguration was coming few weeks to the commencement of the National Sports Festival billed for Abuja in December. Ekiti State’s Governor, Kayode Fayemi, on Saturday received the Torch of Unity for the 19th National Sports Festival, pledging to support the state contingent in their preparations for the competition. The News Agency of Nigeria reports that the torch was received on behalf of Fayemi by the Permanent Secretary, State Ministry of Information, Youths and Sports Development, Kola Ajumobi. While receiving it at the Oluyemi Kayode Stadium in Ado-Ekiti, Fayemi said he was delighted to receive the symbol of peace among sports men and women as the 19th NSF approaches. The governor said part of the agenda of his administration was to empower youths through sports and to further curb social vices among the youths. He said: “Ekiti has the highest number of professors and academic pioneers in Nigeria and also have many of our citizens who are leading lights in every field of human endeavour as well as those who are at the frontiers of research in the academia and scholastic practice all over the world. “It is therefore pertinent and logical to turn towards the attainment of feats in sport and games. “In the recent past, the fastest man and woman in athletics came from Ekiti. I am referring to Olusoji Fasuba and Damola Osayomi respectively, who were
both shining stars at their prime. “Our greatest resources in Ekiti remains our people, most especially our youths, and since human beings are the measure of all things, then healthy and enlightened people can drive the sustainable development we want to achieve in the state.” Fayemi then assured all members of the state’s contingent to the festival next month in Abuja of his maximum support morally, physically and financially as they prepare for the competition. He however charged the state’s sports men and women not to relent in their efforts to train hard in order to win laurels for the state. NAN reports that the Minister of Youths and Sports, Solomon Dalung, who was represented by the ministry’s South-West Zonal Coordinator, Ajao Olufemi, led their delegation to the event. While speaking with journalists, Dalung said he was delighted with the turnout
of sports men and women to participate in the event. He expressed the belief that peace and unity would continue to reign in the 36 states of the federation as the torch of unity got to the area. Also speaking at the event, the General Manager of Ekiti Sports Council, Ayodeji Samo, said the management staff of the council were delighted to receive the torch of unity. Samo said: “I want to categorically state that Ekiti will be adequately represented at the NSF in Abuja in 18 sports.” Samo expressed the sports council’s gratitude to the state governor for giving the state’s sports men and women the privilege to participate in the forthcoming competition. The General Manager, however, assured the governor that the state contingent to the festival would win laurels and make the state proud.
