In a statement issued by the Minister of Information and Culture, Lai Mohammed, the ruling APC warned the opposition against its plans to truncate the electoral process and making the February 23, 2019 elections inconclusive. The warning is contained in a statement on Monday by the Minister of Information and Culture, Lai Mohammed. According to the Information minister, by usurping the role of INEC through the announcement of result, the PDP will violate the Electoral Act which he said is a very serious offence. ”This confirms what we said in a series of pre-election press conferences, that the PDP realising it cannot win a free and fair election will do everything possible to scuttle the polls, failing which it will proceed to the next stage, which is to discredit the entire electoral process, including the result, with the ultimate aim of precipitating a constitutional crisis and pushing for an interim government,” he said. why those who are parading themselves as Democrats would “show such disdain for the electoral process, which is a key ingredient of democracy.” He called on the security agencies to check the activities of the PDP in this regard by arresting and prosecuting anyone who announces the result of last Saturday’s Presidential and National Assembly elections, other than INEC. Meanwhile, the United States Embassy in Nigeria has told candidates in last Saturday’s elections to urge their supporters not to cause violence as results are being announced. In a statement made available to newsmen on Monday, the US Ambassador to Nigeria, Stuart Symington, urged all candidates to abide by the peace accord they signed. Symington also warned political parties not to claim victory until the results were announced by the Independent National Electoral Commission. Symington also warned that no one should break the law by announcing results before INEC does. “We urge all candidates to honour the Peace Accord they signed. All should convince those who support them to refrain from using force

or violence to interfere with INEC. “No one should break the law by announcing results before INEC does, or break the peace by claiming victory before the results are final. Everyone has a common interest in showing patience as INEC collates and announces the election results”, he stated. While congratulating Nigerians for going out to vote en masse to exercise their franchise despite a few incidents of violence, Symington condoled with the families of those who lost their lives in the violence. “I congratulate the tens of millions of Nigerians who stood patiently in long lines to vote this week and the hundreds of thousands who worked together with INEC to conduct the elections. “As noted by many observer groups in their preliminary reports, this election was predominantly peaceful, and it was proof of the Nigerian people’s resolute commitment to choose their leaders. “The peaceful achievement of millions was shadowed by the violence of a few. We extend our deepest sympathy to the families of those who lost their lives”, he added.

Alleged bribery: EFCC writes AGF, seeks Diezani’s extradition Andrew Orolua, Abuja

The Economic and Financial Crimes Commission (EFCC), on Monday, told Justice Valentine Ashi of the Federal Capital Territory (FCT) High Court sitting in Apo that it has written the Attorney General of the Federation, AGF, Abubakar Malami (SAN), to extradite a former Minister of Petroleum Resources, Diezani Alison-Madueke, from the United Kingdom to face trial. Diezani and Jide Omokore, a former Chairman, Atlantic Energy Drilling Company, were supposed to be arraigned by the Commission on February 25, 2019, for offences bordering on conspiracy and illegal act of accepting and giving gratifications. They are alleged to have accepted and given gifts in properties located at Penthouse 22, Block B, Admiralty Estate, Ikoyi, and Penthouse 21, Building 5, Block C, Banana Island, Lagos. They were to be arraigned

on Monday on a five-count charge for the offences, which are contrary to Sections 26(1) of the Corrupt Practices and Other Related Offences Act, 2000. When the matter came up first for arraignment of the defendants on December 4, 2018, the Court issued order directing the EFCC and other security agencies to produce Diezani in court within 72 hours of her return to Nigeria, for her to face the fraud charges. At the resumed sitting on Monday, prosecuting counsel, Faruk Abdullahi, informed the court that the Commission has written to the AGF, seeking for the extradition of Diezani. He said: “The Commission has written the AGF, with a view for the extradition process so as to enable her face her trial, as she is still in the United Kingdom.” He said the letter titled, “Letter of Request to Extradite Mrs. Diezani Alison-Madueke from the United Kingdom,” was received by the office of

the AGF on December 14, 2018. It reads in part: “The Commission recently filed charges against Mrs. Diezani Alison-Madueke in both the Federal High Court (Charge No. FHC/ABJ/CR/208/2018) and the High Court of the Federal Capital Territory (Charge No. CR/22/2018). The latter case came up on December 4, 2018, wherein the presiding judge (Honourable Justice Valentine B. Ashi) issued a warrant for her arrest to enable the Commission apprehend and produce her to stand trial. “In view of the foregoing, I humbly request the Attorney General of the Federation (AGF), to make an extradition request to the relevant authority in the United Kingdom to initiate process of extraditing Mrs. Diezani Alison-Madueke back to Nigeria to stand trial”. The prosecution further informed the court that Omokore will soon be served. The court thereafter adjourned to May 22, 2019, for arraignment.

PDP, APC in verbal war over results of presidential poll Tunde Opalana and Tom Okpe, Abuja The opposition Peoples Democratic Party (PDP) and the governing All Progressives Congress (APC), on Monday, disagreed over results of the Presidential election so far declared by the Independent National Electoral Commission (INEC). While the PDP faulted the Presidential election results released by the INEC especially in some states, noting that the results in identified areas were not true reflection of what transpired on the field last Saturday, the APC however noted that the claim of rejection of last Saturday’s Presidential election by the PDP is illogical. Briefing the press on Monday, the national chairman of PDP, Prince Uche Secondus, categorically stated that PDP agents at collation centers have all original results from every polling unit, in every ward, in every Local Government Area (LGA) across the country, adding that the international community and Foreign and local observers were all aware. He declared that “results currently being announced by the Independent National Electoral Commission (INEC) is incorrect,

thus unacceptable to our party and people”. The party’s position, he said, was predicated on the fact that “officials of both President Buhari’s government and the All Progressives Congress (APC), working with INEC officers, have tried to alter the course of history and disenfranchise our people through the cancellation and manipulation of figures for results already announced at polling units, nationwide, in Local Government Areas (LGAs) where our party, the PDP, had commanding votes; this must now be resisted by every wellmeaning Nigerian”. The manipulations, he said, are undignified, and disrespectful of the wishes of the electorate and the international community who have been in solidarity with Nigeria as it attempt to strengthen her democracy and institutions. Secondus went further to accuse the ruling party of manipulating state institutions in perpetrating electoral fraud in negation of international electoral procedures and Nigeria’s extant laws guiding elections. “In full view of the watching world, and despite efforts by our great party and its agents to adhere to every laid down provision for the 2019 general elections, the APC

in collusion with INEC have taken aggressive steps, mostly through inducements, manipulation and incarcerations, using the elements of state power including the Nigeria Police Force, the Nigerian Army in particular, alongside other organisations including the Department of State Security (DSS) and Economic and Financial Crimes Commission (EFCC) to silence the voices of our long suffering people; this is disheartening, considering the terms of the Peace Accord, which called for impartiality and non-partisanship by members of our security organisation with constitutional roles to play during this civic exercise. “As results trickled in on the Sunday, February 24th, 2019, clearly putting the PDP in the lead, the ruling party and President Buhari dispatched high-ranking officials to coercively influence outcomes in different geopolitical zones in the country,” he stated. The Federal High Court sitting in Abuja on Monday dismissed the charges filed against the Director of Finance and Accounts in the Federal Ministry of Power, Works and Housing, Mr. Ibrahim Tumsah and his brother, Tijani Tumsah, also a staff of the Ministry, by the Special Presidential Investigation Panel for the Recovery of Public Property. The trial judge, Justice Edward Ekwo, in his ruling discharged the defendants on the ground that the Special Presidential Investigation Panel for the recovery of public properties lacks the prosecutorial powers to initiate criminal proceedings against any Nigerian. Justice Ekwo held that the function of the panel terminates with the completion of investigation and any attempt to file charges on its own is ultra vires, null and void as the constitution does not empower the panel to file charges against anyone. The defendants had in their motion, relied on section 4(4) of Recovery of Public Property Special Provisions Act to urge the court to decline adjudicating on the matter. Lawyer to the defendants, Abdul Mohammed insisted that the presidential panel has no prosecutorial powers, adding that the section provides for acts that can be taken by the

presidential panel. The 1st defendant’s counsel told Justice Ekwo that a full panel of Court of Appeal, had in a judgement delivered on November 5, 2018, barred the presidential panel from filing any charge in court against any person because it lacks such prosecutorial powers. Adumberating on his notice of preliminary objection, Ogunwumiju, SAN, prayed the court for an order striking out the 2-count charge for lack of jurisdiction. He showed the court a copy of the Court of Appeal judgement, adding that section 27(2) of the 1999 Constitution, as amended, stipulates that a decision of the Court of Appeal shall be enforced in any part of the Federation. “The Court of Appeal even said they cannot approach any court, not to talk of filing a charge” Ogunwumiju said. He posited that the presidential probe panel was in contempt, having not obeyed the appellate court’s pronouncement. Counsel to the presidential probe panel, Celsus Ukpong, had vehemently opposed the applications, and urged the court to dismiss them. Ukpong argued that the Court of Appeal judgement was not applicable in the instant case. He posited that under section 3(3) of the Recovery of Public Property Special Provisions Act, the President has the power to set up a probe panel, and that

the panel can sue on behalf of Mr. President. More so, Ukpong submitted that section 4(4) of the Act, which the 1st defendant’s counsel referred to, “mainly talked about suspects who had received and completed their asset declaration forms. But where a person neglected and refused to declare the person’s assets, that constitutes a criminal act, liable for prosecution by a lawyer on behalf of Mr President. The judge discountenanced the prosecution submissions. He said the court must abide by the decision of the Court of Appeal and if the prosecution wants to challenge the decision, he should approach the Supreme Court not the Federal High Court. It would be recalled that the two brothers were re-arraigned on October 31, 2018, before Justice Edward Ekwo of the Federal High Court sitting in Abuja over failure to declare their assets, after the Court of Appeal upheld their objection to the arraignments. Specifically, the two public servants were charged by the Okoi Obono Obla-led presidential probe panel for refusing and neglecting to declare their assets to the special panel. The offences ran contrary to and punishable under Section 3 (3) of the Recovery of Public Property (Special Provision) Act, 2004.

The campaign council in a statement signed by its Director General, Strategic Communications Festus Keyamu (SAN), in Abuja on Monday, said it views with great consternation the statement of the National Chairman of PDP rejecting the results as being announced presently by INEC in Abuja. The statement reads: “The simple questions we ask the PDP and Atiku’s Campaign team are that how come the PDP is rejecting results that have not been fully and completely announced, rejecting the result of an uncompleted game? The process of an election does not end until the final collation and announcement of results. “Is the PDP rejecting the totality of the results nationwide? If yes, does it mean they also reject the results that would be announced later by Independent National

Electoral Commission (INEC) which may indicate that they have won in certain areas? Are they also rejecting the results already announced that indicate they won in some areas? For instance, are they rejecting the results of the FCT already announced in which they won? “If indeed they are only rejecting areas where they lost, are they implying that it is only in areas where they won that can be adjudged free and fair and all areas where they lost must be adjudged rigged? Is that the mentality of true democrats”, the Group queried. In the PDP statement, Keyamo alleged that it is curious that they rejected the results as being announced, yet claimed they are coasting to victory asking, “What kind of logic is that? What kind of confusion is now reigning in the minds of the top hierarchy of the PDP that they can spew such illogicality? “It is now obvious that the top hierarchy of the PDP is hysterical and nervous. We urge them to calm down. “This is the first time they are sensing a massive loss of an election as opposition party. It is a new experience for them. They are confused and disoriented. For many years, they were used to manipulating the instruments of State to just write results and announce themselves as winners. As such they have a sense of entitlement to these instruments of State that they could not fully manipulate this time because President Muhammadu Buhari insisted on a level plain field for all. “We advise the PDP that as opposition party for many years, we have been down this road before. This is not the time to sacrifice the country for personal ambition. If they feel they have lost (as their statement clearly indicates), Alhaji Atiku Abubakar must pick up his phone to make that famous call to President Muhammadu Buhari. The world is watching him and so are Nigerians”. The APC urged INEC, Nigerians and the international community not to be swayed by these infantile antics of the PDP, adding that “the process of collation and announcement that is on-going should be done to its logical conclusion after which anyone who is aggrieved should take full advantage of the provisions of the law”.

The group Executive Director, Policy and Legal Advocacy Centre and Convener, NCSSR, Clement Nwankwo, who was speaking during the presentation of its third interim statement to journalists in Abuja on Monday, demanded an independent inquiry into the poor performance of INEC. Nwankwo, who also called on the electoral body and security agencies to ensure accountability for acts inimical to the integrity and credibility of the polls, expressed disappointment over what they described as serious lapses. “Situation Room is

however disappointed by the serious lapses observed with the conduct of the Presidential and National Assembly elections held on Saturday 23 February 2019. Despite the elections being conducted against a background of an earlier postponement on February 16, 2019, on grounds of logistics challenges, it still suffered from major logistic lapses. “Additionally, the election was marred by violence, security lapses and instances of overreach. Other challenges include compromised INEC officials as well as partisan security operatives. Conduct of major political parties was disappointing”, he said. Nwankwo further disclosed that the organisation got reports of incidents “involving the military in Rivers State and in another incident military personnel obstructing the passage of electorate into their polling units.” He said: “Situation Room notes that INEC has not managed the election

Presidential election: Buhari’s APC leads Andrew Orolua and Tunde Opalana, Abuja

The candidate of All Progressives Congress (APC), President Muhammadu Buhari, in last Saturday Presidential election is leading in the result so far released by Independent National Electoral Commission (INEC) in Abuja. Buhari has won with small margins of votes over his closest rival, Alhaji Atiku Abubakar, in the results of the election in Kwara State, Nasarawa State, Kogi State, Gombe State, Osun State, Adamawa State and Ekiti State. Though, Atiku Abubakar won in the Federal Capital Territory with over 100,000 votes margin, it was not enough to upset the difference incurred in the states. Announcing the result of the Presidential election for Kogi State, Prof. Michael Adikwu, Vice Chancellor, University of Abuja, said APC polled 285,894 votes against PDP 218,207 votes. A total number of 89,101 votes were invalidated due to crisis in 15 of the 21 local government areas in the state. Dekina LG was most affected with 41,000 votes invalidated in 69 polling units. In all, total votes cast were 553,496, total valid votes 521,016 while 32,480 votes were

rejected. A representative of the PDP said the figure of crisis affected areas were not correct and promised to submit to the Chairman list compiled by PDP. Also announcing the result for Gombe State, the State Collation Officer, Prof Kyari Mohammed of Federal University Modibo, Adamawa, said APC polled 402,961 and PDP polled 138,434 among other contestants. Total valid votes was 554,203, while 26,446 votes were rejected. Total votes cast was 580,649. However, 7090 votes were cancelled in 13 polling units. In Balanga, 6308 votes were cancelled in 11 polling units and 782 votes in 2 units of Dikku LG. In the Federal Capital Territory, Abuja where PDP showed a little more strength than other political parties, the PDP scored 259,997 votes while APC scored 152,224. Total votes cast was 451, 408, Total valid votes 423,951 and rejected votes 27,457. The Collation Officer, Prof. Mohammed Suleiman, Vice Chancellor, Nasarawa State University declared the result. While in Kwara State, Prof. Abdullahi Bala, Vice Chancellor, Federal University of Technology, Minna, who announced the result, said that out of 1,401,895 registered voters, 489,482 were accredited for the election. He said APC polled 308,984

votes while PDP polled 138,184 among other smaller parties. According to the Collation Officer, Total votes cast was 486,254, Total Valid votes was 459,676 while 26,578 were rejected. Prof. Bala said 3342 votes were cancelled in 4 LGAs. 729 votes cancelled in Baruten LG due to non- usage of smart card readers and 725 in Edu LG and 1838 votes in two polling units in Ilorin West LG due to over voting. In Nasarawa State, the result was announced by Prof. Azubuike Nwankwo, Academic Provost, Nigeria Defence Academy. He said election was conducted in 13 LGAs across Nasarawa State with 1,509,481 total registered voters and 613,720 accredited voters. APC scored 289,903, and PDP scored 283,847votes. According to him, total votes cast was 599,399, total valid votes 580,778 and rejected votes 18,621. INEC also declared Buhari winner of Presidential polls in Ekiti and Osun states. The results were declared at the Presidential Election Result Collation Centre, Abuja Monday like that of other states. Ekiti State Collation Officer and Vice Chancellor, University of Ibadan, Prof.Idowu Olayinka said elections were held in 16 local governments of the state with 899,919 total registered voters but 395,741 accredited

voters. He said total valid votes was 381,132 while 12,577 were voided/ rejected, totalling 393,709 votes cast in the state. The APC candidate polled 219,231 votes to beat closest rival, Atiku Abubakar of the Peoples Democratic Party (PDP) who scored 154,032 votes. President Buhari also won in Osun State. He polled 347,634 votes to beat the PDP candidate, Atiku Abubakar who polled 337,377 votes. Declaring the results, Prof. Oluwatoyin Ogundipe, Vice Chancellor, University of Lagos in company of the Osun State Resident Electoral Commissioner, Olusegun Agbaje, said 1,674,729 voters registered in the state while a total number of 732,984 voters were accredited. He added that the number of total valid was 714,682, voided votes 17,200 while total valid votes cast was 731,882 and 12,082 votes cancelled due to over voting. After the declaration of results from the two states, INEC chairman and Chief Electoral Officer for the Federation, Prof. Mahmood Yakubu declared a short break at 12.54pm due to non-availability of ready results from any other states. Activities at the Collation Centre resumed at 2.30pm but later stood down to 8 pm to allow four other states arrive the venue.

Election: PDP uncovers plot to burn down INEC office in A’Ibom Fingers Sen Akpabio

Isaac Job, Uyo The Peoples Democracy Party (PDP) in Akwa Ibom State has alleged plans by the All Progressives Congress (APC) to burn down INEC office in Ikot Ekpene. Addressing a press conference in Uyo after collation of the 10 local councils in Akwa Ibom North West Senatorial District where Senator Akpabio lost out, the Publicity Secretary of PDP, Mr. Ini Ememobong, alleged that the plot is hatched by Senator Godswill Akpabio to frustrate the announcement of the collated result for Essien Udim Local Government Area. He stated that after various plans ranging from intimidation and arrests of key PDP members, the use of security personnel to cover and harass the electorate, and allegations against the REC of supporting the PDP failed, among others, they have resorted to burning down the INEC office. He called on security agencies to beef up security at the Ikot Ekpene INEC office and encouraged the commission in the state to remain unbiased in the discharge of its duties. “We are in receipt of impeccable intelligence indicating a plan to attack and burn INEC offices in Ikot Ekpene Senatorial District and the headquarters in Uyo. “This plan we learnt is hatched and sponsored by the outgoing senator for Ikot Ekpene Senatorial District, Sen. Godswill Akpabio, who is hellbent on frustrating the announcement of the collated result of Essien Udim Local Government Area and the final result of the Senatorial District.

“Before the elections, Senator Akpabio, Obong Nsima Ekere, Ini Okopido and other APC chieftains undertook the regular submission of frivolous petitions against top PDP members to necessitate their arrest by the police. “In the last 24 hours, Sen. Akpabio has tried different tricks ranging from calling the PDP collation agents and promising them huge financial inducement, offering bribes to Electoral officers, abduction and detention of electoral officials, use of military intervention and many other conceivable means of defeating the will of the people expressed freely cast through the ballot. “Last night, he held a victory party at his residence in Ukana, Essien Udim, where he declared himself the winner of the elections, against the provision of Section 27(2) (e) of the Electoral Act which provides that the Returning officer shall announce the result and declare the winner at the Senatorial Collation centre. “It is therefore unlawful and illegal for Senator Akpabio to announce himself as the winner. The truth is that collation of results have been done in 9 out of 10 local government areas in Ikot Ekpene Senatorial District and three out of four of the House of Representatives seats declared by INEC as having been won by the PDP with a wide margin of more than 60,000 votes. The only LGA left is Essien Idim, which INEC is currently working on,” he said. When the Media Aide to Senator Akpabio, Mr. Anietie Ekong, was contacted on phone to comment on the allegations, his calls rang out but he did not pick up.

N400m fraud: Trial of Metuh, his company continues today Andrew Orolua, Abuja The trial of former spokesperson of the Peoples Democratic Party (PDP), Chief Olisa Metuh, who is facing six counts over an alleged N400 million fraud, continues today (Tuesday). Trial Court Judge, Justice Okon Abang of the Federal High Court, Abuja, yesterday adjourned the trial till today. The Economic and Financial Crimes Commission (EFCC) had in 2017 arraigned Metuh along with his company, Destra Investment Limited for receiving the sum of N400 million from the Office of the National Security Adviser (ONSA), under Col. Sambo Dasuki (retd). At the resumed sitting on February 25, 2019 Obinna Ona, who represented Onyechi Ikpeazu (SAN), the lead counsel for Metuh, pleaded with the court for an adjournment, citing the fact that Ikpeazu had

travelled to Anambra State for the February 23, 2019 presidential and National Assembly elections. He said: “My lord, the challenge at hand right now is that, the lead counsel to the first defendant, Onyechi Ikpeazu, SAN, is not around. “I spoke with him this morning, and he informed me that he’s still at the collation centre; his younger sister is contesting for the Federal House of Representatives under the platform of the Peoples Democratic Party. “The other senior counsel in the matter, Emeka Etiaba (SAN), is presently before a Court of Appeal, and so in that circumstances, I plead with your lordship to adjourn the case till tomorrow.” Counsel for the EFCC, Silvanus Tahir, did not raise any objections to the application. Justice Abang, thereafter, adjourned for the continuation of Metuh’s trial.

Alleged N1.35bn fraud: Absence of Lamido, others stall trial Andrew Orolua, Abuja The trial of a former governor of Jigawa State, Sule Lamido for an alleged N1.35 billion fraud could not continue on Monday due to his absence and those of his two sons, Aminu and Mustapha, and Aminu Wada Abubakar, with whom he is standing trial. The Economic and Financial Crimes Commission (EFCC), had charged them before Justice Ijeoma Ojukwu of a Federal High Court, Abuja, on an amended 43-count for allegedly using Bamaina Holdings Ltd and Speeds International Ltd to siphon state funds for personal use. All the defendants were absent in court, but sent in an application, which indicated that the third and fourth defendants were contestants in the senatorial elections that held on February 23, 2019.

Signed by Barth Ogar Oluohu for Kanu Agabi, (SAN), lead counsel for the defence, it noted that, “Collation of results from respective wards will be done on Monday, February 25, 2019”, and thus the contestants would need to be present at the collation centre where the results were to be officially announced. The defence further urged the Court to adjourn to any date after the 2019 general elections, “to enable them participate fully in the elections”. Counsel for the EFCC, Chile Okoroma, however, noted that the absence of all the defendants amounted to a lack of respect for the court. “The prosecution witnesses had already been assembled, and the first, second and eight defendants ought to have been present as a mark of respect to the Court,” he said.

Plateau: Atiku wins Buhari with 80,100 votes Kingsley Chukwuka, Jos Atiku Abubakar of the Peoples Democratic Party (PDP) has defeated the incumbent President Muhammadu Buhari of the All Progressives Congress (APC) in the Saturday’s presidential election in Plateau state with a total of 80,100 votes. The result was announced by the Independent National Electoral Commission (INEC), in Jos at the presidential collation centre. The PDP Atiku Abubakar scored a total of 548,655 to beat his opponent

President Mohammadu Buhari of the APC who scored 468,555 votes. Our correspondent reports that PDP won 11 council areas which includes Mikang, Kanke, Pankshin, Langtang South, Jos South, Riyom, Bokkos, Langtang North, Barkin Ladi, Mangu, Riyom and Bassa LGA’s, while the APC worn 6 LGAs of Jos East, Qua’an Pan, Shendam, Wase, Kanam and Jos North local government areas. However 93,000 votes were cancelled from the PDP strong hold of Tudunwada/Kabong ward in Jos north LGA.

Do we need a Sovereign Wealth Fund?

Malaysia Development Berhad (1MDB) was recently back in the news. Mid-February, Malaysia’s immediate past prime minister, Najib Razak, was in court in connection with charges, including criminal breach of trust and money laundering, associated with the collapse of what was once billed as the country’s strategic development company. A successor to Malaysia’s sovereign wealth fund, the Terengganu Investment Authority (TIA), 1MDB was set up to support strategic initiatives critical to the country’s long-term development aspirations. It appears to have supported more than these, however. Four years ago, it emerged that the funds in the company (about US$4.5 billion) had found other less-than-honourable outlets. The more glamourous of this included financing The Wolf of Wall Street, a Hollywood black comedy, about, well, crime. The funds were put to more traditional uses, too, such as sustaining jet-set lifestyles, buying gems, art, private jets, and the “Equanimity”, a 300-foot ship with a guide price of US$130 million. As an example of the uses to which a sovereign wealth fund could be put, 1MDB is clearly in the “how not to do so” category. It is in this sense, a very narrow description of how improper governance arrangements conduce to the diversion of scarce resources away from projects designed to drive growth and development, and

into lining the pockets of the rich and crooked. Properly run, though, sovereign wealth funds could add value to an economy. Under the “how to” rubric, The Government Pension Fund of Norway is the star performer. It currently has more than US$1 trillion of assets under management. It currently accounts for 1.3 per cent of global equity. And it was set up only in 1990, to invest surplus funds from Norway’s petroleum sector (which is why it is also called the “Oil Fund”). Extractive resources, especially, ones with strong export markets, and which earn steady flows of foreign currency are not always healthy for economies. As the quantity of foreign exchange inflows from their operations rise, relative to local currencies, the latter begins to appreciate. A strong currency often means that the economy is now able to afford the luxuries of life: With governments becoming enamoured of and able to construct pharaonic infrastructure projects (bridges that go nowhere, and buildings that simply reach for the skies); a newly emerging middle class suddenly finding that it can pay for foreign holidays in expensive places, send kids to school abroad, and buy bigger cars. Input costs, including labour, also rise, unfortunately. So domestic prices rise. The local economy then ceases to be competitive both internally and externally. In other words, it becomes addicted to its

export. In the Nigerian case, though, the downsides from the export of crude oil reach further. Conceptually, there’s an ethical consideration to our crude oil exploration and export. It is a wasting asset – the more we extract of it, the less there is in the ground. It is also a trans-generational asset. All of it should technically belong to every Nigerian – alive and yet to be born. To the extent that proceeds from the export of crude oil drives growth and development in the country that future Nigerians will benefit from, this transgenerational need is quite readily met. However, if the net effect of primary produce export is to bring about a “resource curse”, as has been the case, then there is a strong argument for sterilising part of the earnings from our crude oil export in an investment vehicle whose returns ensure that the pot will be much bigger tomorrow than it currently is. This, though, is but one of the arguments for a sovereign wealth fund. Just as important for oil producing countries is the procyclicality of domestic spending that has come to follow from the vicissitudes of the global market for crude oil. As the world’s energy source of choice, oil prices rise as the global economy grows, and falls once global output contracts. Oil exporters, thus, see strong oil receipts during boom times. And the tap turns into a trickle during

downturns. Over the years, we have spent hand-over-fist in booms times, only to twiddle our thumbs when the going turns bad. To break this pro-cyclical spending pattern, by saving for the rainy day, cannot therefore be a bad thing. Our attempt at doing this, the Excess Crude Account (ECA), while not a bad idea, at least not in the way the 1MDB has turned out, is not yet a good one. Its chances of good governance is sorely hampered by structural constraints: It was always going to be hard to save off export earnings when the Constitution mandates prompt sharing of all national incomes. As we enter a new electoral cycle, our need to save off a transgenerational (wasting) asset (our crude oil exports) is as urgent as the requirement to break away from the procyclical spending patterns that have been responsible for our severe economic troughs and peak over the years. Both of these needs are no less “to do” as is the need to finally break the resource curse that we have suffered from since the early 1970s. The design of a proper “rainy day” fund ought, therefore, to be at the top of the agenda over the next electoral cycle. Essentially this fund should be one that finds efficient construction within the ambit of our Constitution. It would help strengthen our public expenditure management framework by moving on to a sustainable basis.

A Rejoinder on ‘Remedying the Power sector for service delivery’

An intellectual piece titled ‘Remedying the power sector for service delivery’ authored by Ani Nkemjika Nnenne which was published in various national dailies recently refers. I reverentially, comparatively conceded in a fraction particularly the point that stable electricity is a critical determinant of socioeconomic growth and development in any society. Commendably, the piece as well intelligently did justice in tracing the historical and legal developments the sector underwent despite its deplorable present position resulting to some fitting nicknames from the society including ‘Never Expect Power Always’ (NEPA) and ‘Please Hold Candle Now’ (PHCN). However, a vital omission was the abysmally shout of ‘Up NEPA’ that has impenitently characterized the sector indicating power supply; on and off or even a spark. Unapologetically, it has become the first thing newborn babies flawlessly, perceptibly master in every home without anyone’s aid and as everyday mantra while learning to speak. Indisputably, tariffs increments, government bailouts and subsidy are positive ideas; however, they shouldn’t be misconstrued as feasible means of revenues by virtue of DisCos present classification as private companies. Besides, the fundamentality rests squarely on making the system firmly run on accountability and prudent management. The present analogue revenue system that runs on estimation instead of prepaid meter rather poses as the greatest ‘sledgehammer’ on the distribution companies (DisCos) by the managements. Economically,

any unmetered customer or without prepaid meter should be seen as consented leakages or loss of revenues to the organization. In fact, DisCos must first and foremost consider all unconnected population to the grid as neglected, untapped or unexploited revenues. What a gross oversight. Principally, the key factor affecting the sector is the defective privatization that myopically mortgaged it to people without in-depth knowledge of the sector unlike government’s apt action in the telecommunication industry. Hence, even if the tariffs are reviewed multiplicatively or bailouts granted lavishly, without expertise and accountability in place as seemingly exists presently, DisCos will continue to cry foul over insufficient funds due to mismanagement and lackadaisicalness while their workforces continues to feed fat from their deservedly revenues. Structurally, DisCos merely distribute generated energy to the end users at stipulated prices which implies that any wastages or unaccountable energy will metamorphose to losses. This is on account that DisCos purchase energy in bulk and retail to consumers, and therefore where the bulk purchased is mismanaged, losses automatically occur. For example, if a DisCo procures a specific quantity but due to inefficiency unable to recover revenues accordingly, it is automatic transmission to loss of revenue. Losses are inevitable in analogue system even with surveillance due to protracted corruption in the society. Thus, the fundamental is for DisCos to compulsorily meter all customers with prepaid meters, so that estimated billing will cease. Then, reinforce

the surveillance unit objectively for checkmating electricity bypass and other illegal connections. With that in place, the system will run on a corruptfree template that will ensure that customers pay accurately for all energy consumed. Furthermore, it is reminiscent of administrative ineptitude and nonchalance for DisCos to comfortably have an option to prepaid metering thereby unconsciously short-changing themselves while their workforces leverage on the inadequacies. Prepaid shouldn’t be subjected to preferences particularly for accountability purposes. Any consumers rebuffing prepaid meters should be severed from the grid. However, DisCos owe a duty to enlighten their customers that only one approved tariff regimen exists whether on digital (prepaid) or analogue billing systems. In addition, that digital system is the most effective for accountability thereby curtailing loss of energy and resources. Candidly, no serious-minded investors in a sensitive sector like power needed to be counselled on infrastructural development for persistent productivity. Thus, for DisCos to be on tenterhooks for government bailouts, subsidy or tariffs increments instead of seeking for investors and loan facilities is to say the least, height of gullibility. DisCos as public limited liability companies can effectively source for funds from the public for enhanced capacity on operations. Unfortunately, the arrowheads in the privatisation deal were probably enticed by arbitrary billing system and outrageous targets that are usually

spread across districts, without business acumen for expansion and service delivery. The Global System for Mobile communications companies are perfect examples for the DisCos. GSM companies go extra miles to power their substations round the clock to circumvent poor services despite financial implications including safeguarding equipments against vandalism even in remotely uninhabited areas. Possibly, a periodic evaluation of the privatisation vis-à-vis service delivery akin to the banking industry may be considered a remedial mechanism. Shockingly, investigations show that DisCos across the nation cannot resourcefully absorb the 7000 megawatts purportedly generated presently due to infrastructural deficits except only about 4,500 megawatts. It therefore implies that currently, all the applauded generated energy cannot be utilized optimally, instead a high number discarded by DisCos amidst shortage due to infrastructural shortfall particularly defective transmission lines, insufficient transformers, and other nuts and bolts. In a nutshell, infrastructural development, expansion of operational territories and prudent management of DisCos are indispensable for significant attainments. The primary task of the marketing unit should be to locate isolated areas not connected to the grid for expansion, and not to prioritize harassing and bombarding customers with outrageous bills, strategically for covertly illicit deals at the detriment of productivity. Thus, a clarion call to intensive planning and reorganisation.

Editorial Commentary Sunset for the Sandhurst oligarchs

Several hours before the winner of the 2019 presidential polls would officially become known, Fela Durotoye was already being treated to a feast of hi-fives and fist-bumps. Prior to the sermon Sunday morning, worshippers at the House on the Rock temple in Lagos were intimated of the presence of the presidential candidate of Alliance for New Nigeria by presiding Pastor Paul Adefarasin. No sooner had the announcement been made and the “homeboy” shown taking a bow on the multi-media screens than a thunderous ovation swept through the mammoth cathedral in Lekki. In the ensuing ululation, the congregants would appear to see moral triumph, though knowing that the trophy of electoral victory would go to someone else. To many a believer, overall, there indeed was reason to be thankful. Contrary to earlier apprehension across the land, Armageddon did not descend as the elections were relatively peaceful. Only in Rivers, Bayelsa, Lagos and Oyo were there reports of serious violence and death. Even the celestial forces seemed to have cooperated as nowhere was rainfall reported; only for places like Lagos to be drenched in heavy downpour the following day. Though votes polled collectively across the 176,000 polling units across the federation by Durotoye and other debutants like Kingsley Moghalu and Yele Sowore may not have not amounted to a significant dent relative to behemoths like APC and PDP, the House on the Rock shepherd expressed the conviction that the activist flavor they jointly have injected into the national conversation in the last few months has triggered a momentum capable of birthing a new generation of political actors driven by altruistic values. Undoubtedly, the H.O.R pastor spoke for incurable optimists unable to give up on Nigeria, detesting the status quo as unsustainable, clinging to the stubborn hope of a miracle for a troubled nation to outgrow the iniquity of money politics some day. Such optimism is readily illustrated with beacons like that of fresher Bankole Wellington (Banky W) who ran on the platform of MDP. Bidding for Reps in the Eti-Osa Federal Constituency (Lagos), the articulate R&B musician-turned-politician made an impressive showing, besting the candidates of APC and PDP in some neighborhoods on the island. Even as the results were still being collated on Sunday, a confident Banky W tweeted: “Regardless of the final outcome, I hope we have inspired enough people in our generation to realize what we can achieve when we stand up for ourselves, and stand together. We must build this movement and sustain the momentum. This is only the beginning. MDP is the future.” Indeed, buoyed by what has been described as a new urban disenchantment fueled by growing self-awareness of the preponderant millennials, the language of Nigerian politics is undoubtedly changing. At no time in the nation’s political history has this sort of “rebellion” been widespread. For the Moghalus, what remains is to parlay that energy to erecting physical structure tomorrow to wrest power, even while unrelenting in clarifying and amplifying the message already framed. Once rooted in the urban centers where the big votes reside, it would not be long for the contagion to spread to the hinterland. But while that great rebirth anchored around a new generation is eagerly awaited, the nation would seem already conscripted into a political dirge of sorts for the surviving rump of perhaps Africa’s longest-reigning military oligarchy after a bruising battle. President Buhari’s victory in the presidential polls will only mean literally shutting the mouths of the likes of OBJ, IBB and T. Y. Danjuma. Other than the age of coup,

at no other civil era has the nation witnessed such open confrontation of generals. Well, happily, the supremacy battle between the old warriors was finally decided by the ballot and not bullet last weekend. With the colossal casualties the Ota chicken farmer suffered in his polling unit in Abeokuta at the hands of APC’s Buhari, the humbling of IBB – the now tired “Prince of Niger” in his native Niger State, and muting of Danjuma – the hitherto much-dreaded Juku warrior across the Middle Belt, one could, therefore, not help chuckling at the coming to pass of the finale one had anticipated in an earlier piece entitled “Intifada of the old Guard” published last year: “Increasingly, the nation is left to witness the adaptation of martial tactics by vengeful old warriors for a purely civil outcome in what may signal the terminal battle within the oldest cadre of the once powerful military oligarchy.” Until now, on account of the fabulous wealth they came to own individually in retirement, it would not be an exaggeration to classify the three generals as emboding the caste weaned not only on a tradition of entitlement but also addicted to the culture of impunity. It will then appear a fitting closure to history and lending primacy of public morality that the regicide of the aristocratic/ capitalist corps is undertaken by a rather austere fellow general. However, restating Buhari’s tragic flaws, as the generals did copiously, was not only opportunistic; it inadvertently painted a sickening picture of hypocrisy. Yes, his clinging to the brood, tribe or sect is toxic in the context of national politics. But the restive generals are no angels either. For instance, true, OBJ is relatively more detribalised by association. However, his concept of politics constitutes perhaps the worst violence to the idea of society. Not content at only “fixing” elections in his days as president, he also attempted what was arguably the worst atrocity conceivable in constitutional democracy – emptying the public treasury in the desperate quest to procure life presidency through the “Third Term Agenda”. Moreover, the Owu chieftain is forever quick to evangelize on good conduct. But his lifestyle – whether private or public – can hardly be held aloft as shiny model before a Sunday school assembly. On the other hand, Danjuma’s raising the alarm against the infamy of genocidal herdsmen and his allegation of a complicit military surely resonates well with the vast community of victims in the Middle Belt and all men and women of conscience elsewhere. However, many are left wondering whether such weighty statement came from the same man under whose nose as OBJ’s Defence minister Odi town in Bayelsa was completely wiped out by rampaging soldiers even as genocide was levied on the defenceless civilian population. Well, as an aside, maybe the general from Taraba might seek therapeutic escape now by channeling the remainder of his geriatric energy into philanthropy as a noble vocation started in retirement. As for OBJ, the pain of Buhari’s victory must cut deep for his remaining years. Had he kept his earlier words to quit partisan politics and transition fully to “global statesman”, perhaps what had remained of his old myth of invincibility would have been preserved. But the proverbial “shigidi” in the Yoruba fable would never hearken the voice of restraint until after a spell in the plantation of disgrace. How ironic that OBJ who, ordinarily, prides himself as Africa’s – if not global – statesman would, in pursuit of platform, descend into ethnic backwaters in his twilight as neo-Afenifere activist for traction against Buhari’s anticipated onslaught. In his desperation, how pathetic that he, like the proverbial returning prodigal child in soliciting posture at the door, would lately crave the company of – in fact, hustle for photo ops with – same Yoruba leaders he had spent all his presidency years either disrobing or persecuting. Now, should Buhari redeem his pledge to probe the $16b energy funds, it would require a miracle of biblical proportions for OBJ to completely avoid a day at the court. Meanwhile, it is now surely political sunset for the three musketeers.

Taming the Cancer scourge in Nigeria Feeding on widespread ignorance about the disease, cancer of all forms has continued to wreak havoc on humanity, prematurely cutting down destinies and dreams. It has remained the world’s number one killer disease. The World Health Organisation (WHO) recently revealed that new cancer cases and deaths in Africa are projected to double by 2040. Statistics have shown that estimated new cases in Nigeria as at 2018 was put at 116,000 while 41 cancer related deaths were also recorded. Despite efforts by government and other relevant stakeholders to raise more awareness on how to live a healthy life, cancer has continued to be one of the leading causes of mortality worldwide. New cases and deaths from cancer continue to rise. In 2012, there were 14 million new cases and 8.2 million deaths, whereas in 2018 there were 18.1 million new cases and 9.6 million deaths. If current trends are maintained, the cancer burden in Africa is projected to double from 1,055,172 new cancer cases in 2018 to 2,123,245 cancer cases by 2040. In Nigeria, this chronic illness with often severe effects is a potential death sentence. There is hardly anybody who doesn’t know somebody who has either died of, or is suffering from it. The death of many low and high profile figures from cancer should be a wake-up call for government to be more committed to addressing the rising incidence and cost of cancer in Nigeria. To combat the menace, an intensive community-based mass cervical cancer screening campaign is desirable. Nigerians cannot afford the cost of cancer care. When it strikes, even the rich become beggars. Cancer management must be recognised as team work and government must take the lead. Cancer control must be centrally coordinated and the Federal Ministry of Health must take up that role. We are of the opinion that government should admit that cancer is now an issue of primary health concern and a major cause of premature death of Nigerians irrespective of age, sex, or social class. They should take the bull by the horn by equipping public hospitals and medical centres with effective diagnostic capability to quickly detect and treat cancer infections. The government at all levels should recognise the urgent need for the institution of a policy for mandatory free annual screening checks at local, state and national levels and put in place long-overdue

comprehensive world class centres for cancer prevention, diagnosis and treatment. Cancer is not like malaria or typhoid that weighs you down when it starts. It is not a physical growth that you can easily see. Medical experts call it maligned tumour, it grows abnormally and it spreads. So the earlier you nip it in the bud, the better. A lot of people walk around not knowing that they have this disease inside of them until it gets to a very alarming stage before they find out. This is why it is also very important to raise awareness on imbibing in healthy lifestyle such as good diet, exercise and regular medical checkups. Knowledge is key in the fight against cancer and in getting people to be conscious of their health, they need to know what to do. When people are armed with knowledge, spread of cancer would be reduced. Regular screening is very important because we believe that some of these issues can be nipped in the bud if it is detected early. If you discover you have an ailment, you take care of it on time. Cancer should not kill anybody anymore because there are opportunities for it to be detected and if detected on time it can be stopped.

PDP wins presidential, all NASS seats in Enugu Moses Oyediran, Enugu The People’s Democratic Party (PDP) has won the presidential and all the National Assembly elections held on February 23, in Enugu state. The party defeated the All Progressive Congress (APC), its closest rival by 355, 553. Declaring the results of yesterday in Enugu at INEC headquarters, the state collation officer for 2019 presidential election in Enugu, Professor Joseph Ahaneku said the results were collated from the 17 local government areas in the state. Ahaneku gave the total number of votes cast and as 451,063 and invalid votes as 30, 049. He gave the total votes garnered by APC as 54, 423. Earlier, the Deputy President of the Senate, Senator Ike Ekweremadu, Chimaroke Nnamani and Chukwuka Utazi were

announced winners in National Assembly election. Ekweremadu won the Enugu West Senatorial seat in a landslide victory. The Returning Officer, Prof. Douglas Nwabueze, who declared the result, said the Senator polled a total of 86,088 votes to beat his closest rival, Mrs. Juliet Ibekaku-Nwagwu, of the All Progressives Congress (APC) Ekweremadu had in his reaction, expressed gratitude to his constituents for re electing him into the Senate for a fifth time. “I am not taking this election for granted especially by the unprecedented nature of my election. This is the first time within this part of Nigeria that someone would be elected consecutively for five times into the Senate of the Federal Republic of Nigeria. It has never happened and I am not taking it for granted. I indeed feel very humbled and I give all the glory and thanks to the Almighty

God who has made it possible. “I must also thank my friends and associates, the great people of Enugu West – very industrious people, highly civilized people, highly accomplished people, very educated people, who in spite of the fact that I am just a little boy from Mpu have given me this unprecedented opportunity. “Recall also that about a year ago, we went through a lot of storm for the major part of 2018. So, nobody believed that a day like this would come when I would stand for an election and be declared winner. So, only God can make that possible. “I believe that what is expected of us this time is to give back to the society that has given us this opportunity and those that have given us this confidence to ensure that this confidence is not misplaced. APC hopeful of Buhari’s victory, as controversy trails alleged adoption of DCP in Bayelsa Akam James, Yenagoa The leadership of the All Progressive Congress (APC), and the APC Presidential elections State Returning Officer in Bayelsa state, Chief Timipre Sylva, said President Buhari will not lose the ongoing collation of the just concluded presidential elections in the country. He noted that the results from areas where elections were held in the state show that Buhari was the choice of the people of Bayelsa state. Sylva, reiterated that President Buhari did very well in places where the people were allowed to vote for their preferred candidate, except areas where materials were hijacked and the people militarized by thugs loyal to the Peoples Democratic Party (PDP). He made his position known on Monday in a press conference at the Buhari/Osibanjo campaign office in Yenagoa the state capital. He also used the medium to call on the president to fully investigate the alleged killings of APC party supporter who came out on election day to exercise his franchise but

was killed in cold murder by the PDP thugs sponsored by the state government, adding that the killings in the state were too much so it’s time to seek justice for the victims of the election violence. Clearly, DCP Okunlola was performing extra-police duties and issuing illegal orders when voters acting in defence of their votes resisted him. Even the Nigeria Police have admitted that he was not kidnapped. Indeed, it is impossible for unarmed men to abduct a senior police officer in the presence of armed mobile policemen and regular policemen. In Bassambiri-Nembe, the PDP wanted to use their usual commando-style of politics to compromise the elections but they failed lamentably. Voting took place in all the seven wards. Results were collated, and the APC did very well there. No political party or politician will seek to perpetrate violence in its stronghold or area where it is winning. In a reaction, the party in the state through the state publicity secretary, Mr. Dofie Buokoribo, said Dickson’s goal in shouting “violence” was to mask his own terror and lawlessness towards

the polls. The governor has since followed this up on Sunday with wild and unsubstantiated allegations against the Nigerian Army, the APC and its leadership, among others. Dickson specifically excoriated former Bayelsa State Governor and APC leader, Chief Timipre Sylva. In Dickson’s court, Sylva and APC stalwarts are guilty of hijacking of electoral materials, killings - and even terrorism. Expectedly, the media has been awash with reports of “violence” by APC in parts of the state, particularly TwonBrass and Bassambiri-Nembe. We reiterate that the APC in Bayelsa State and its leadership had nothing whatsoever to do violence during last Saturday’s elections. Governor Dickson and his party, the Peoples Democratic Party (PDP) should be held responsible. On the alleged adoption of police officer, the party said, “The Caretaker chairman of Brass, Victor Isaiah, stormed INEC Collation Centre with a bus load of thugs, rents the air with war chants. Mrs. Marie Ebikake, the PDP candidate for Brass/Nembe Federal House of Representatives, accompanied Isaiah.

The 17 LGAs of Adamawa earlier submitted to INEC and announced by LGAs returning officers of Adamawa indicate Alhaji Atiku Abubakar has given President Muhammadu Buhari a gap of 34,902. APC polled total votes of 296,616 while PDP scored total votes of 331518. The remaining LGAs of Toungo, Michika, Jada and Gombi are yet to be announced.

Sen Orji returns to Senate with 25,601 margin Sunday Nwakanma, Umuahia The Senator representing Abia Central Senatorial District, Sen. Theodore Ahamefule Orji, this afternoon was declared winner of 2019 senatorial election by the Independent National Electoral Commission (INEC) in Umuahia. Sen. Orji, of the Peoples Democratic Party (PDP) polled 55,461 votes to win his closest rival, Nkechi Nwaogu of the All Progressive Alliance (APC) who polled 29860. Chidi Ajaegbu of the All Progressive Grand Alliance (APGA) came third with 19534 votes. A closer look at the results showed that in Ikwuano LGA, PDP polled 6052, APC polled 3948 votes. Others are Isialangwa North, PDP - 11334, APC - 3179. Isialangwa South, PDP - 10514, APC - 3378. Osisioma, PDP 5849, APC - 2086. Umuahia North, PDP - 13930, APC - 11884 and Umuahia South, PDP - 7782, APC, 5305. The result was announced by the Returning Officer, Prof. Yusuf Ndukaku O. who also declared Sen. Orji as the winner. Similarly, an incumbent, Chief Sam Onuigbo of Ikwuano/ Umuahia Federal Constituency won on the platform of PDP by polling 30669 votes to win Ikechukwu Apugo of APC who polled 23279 and MacDonald Uba of APGA who polled 10312.

APC petitions Customs, ICPC over officer seeking political office Yakubu Salisu, Kano The All Progressive Congress (APC), House of Representatives Candidate from Dala Federal Constituency Kano, Babangida Alasan Abdallah, has petitioned the Comptroller General (CG) of the Nigeria Customs Service over one Assistant Superintendent of Customs, Bashir Aminu Ibrahim running for political office while in service. Abdallah, member, Kano State House of Assembly from Dala Local Government, petitioned the CG of Customs through his Solicitors I. G. Waru & Co, that ASC Ibrahim (Bashir A. I.) (NCS 53422), voluntarily resigned from the service, since 24th August, 2018, through the Tin Can Island Port Command, but that records available shows he is still in active

service. In a petition to the CG, Nigeria Customs Service dated 4th February, 2019 and signed by Barrister Ibrahim Garba Waru, it states that, “Our Client informed us and all documents available show that Bashir Aminu Ibrahim who was Superintendent of Customs has by a letter addressed to your good office through the Customs Area Comptroller, Tin Can Island, Port Command, dated and received on the 24th August, 2018 voluntarily resigned from the service of the Nigeria Customs Service.” The letter continues that, “Having voluntarily resigned, one would not expect him at the moment to be in the active service of the Nigeria Customs Service and receiving salaries, allowances and other emoluments of the office.” While alleging that Ibrahim has been receiving salaries and other emoluments

from the Service, the petition explains further that, “Copies of the payment slips evidencing the received salaries for the months of August, September, October, November, December 2018 and January 2019 are herewith attached to the petition.” Legislator Abdallah urged that, “Against the above background “we urge you Sir to kindly cause a discreet investigation to be carried out in ensuring that justice is done in the circumstances.” Similar petition, with the same content was also sent to the Chairman, Independent Corrupt Practices and Other Related Offences Commission (ICPC), all with the view to calling the person to order. It was further revealed that, ASP Bashir’s candidature allegedly caused crisis within the ranks of the party in Dala local government.

The Commonwealth Group was constituted by the Commonwealth Secretary General, Patricia Scotland QC, following an invitation by the INEC Chairman, Mahmoud Yakubu. This is said to be the sixth election observed by the group in Nigeria since 1999. “Nigeria, a key member of the Commonwealth is the largest democracy in Africa with 84 million registered voters; so, organising elections across 36 States and the Federal Capital Territory (FCT) with almost 120,000 polling units is significant undertakings”, he stated. As a cause of the team observation, “we however noted that further assurances provided by INEC as there were delays in the distribution of materials, resulting in late opening of polling units. “We also noted that polling officials, security staff and other essential workers were unable to vote and we’re therefore disenfranchised. It was also noted that 11.2 million permanent voter cards (PVCs) were not collected, consequently, over 13 percent of all registered voters could not vote. “Problems of smart card readers were also noted in a number of polling units. The group was however impressed by the hard work and dedication of polling staff which would have yielded more result if there was enough adequate training.

“Large number of people was noted crowding polling units who claims to be party agents without party tags and during sorting and counting, determination invalid votes was often vigorously contested by party agents. “The role of security personnel in securing polling units was highly acknowledged as this was a highly contested election. Also, the role of women participation as candidates in the election and therefore encourage the government and all political parties to take stronger action to encourage genuine inclusion. The Chairperson noted that electoral reform is a continuous process, building on what has worked successfully and addressing weaknesses. Election related violence and loss of lives which occurred in some places is deeply troubling; notwithstanding the difficulties and challenges surrounding these elections, most parts of the country had the opportunity to express their will and exercise their franchise. “The people of Nigeria have demonstrated patience and commitment to democracy. We appeal to them to maintain the same commitment in the post-election period as Nigeria returns to the polls on 9 March, for the Governorship, State Assembly and the FCT elections”, he said.

Former Governor Chimaroke Nnamani of Enugu State, and Enugu East senatorial candidate of Peoples Democratic Party (PDP) has been declared winner of Enugu East Senatorial District Election with 128,843 votes. Announcing the results on Monday, the Independent National Electoral Commission (INEC) Returning Officer, Prof. Aloysious Okorie stated that Nnamani polled 128,843 votes to defeat his closest rival, Prince Lawrence Ezeh of the All Progressives Congress (APC) who polled 14,225 votes. Nnamani had in 2011 represented Enugu East senatorial zone in the National Assembly but was unable to return to the hallow chamber in 2015 when his opponent used the state might to edge out of the contest. Earlier in an interview Nnamani commended INEC for conducting a peaceful and credible poll. “We are grateful to God that again we are going through four years of clear participation in the democratic process to pick those who will oversee the affairs of our people. “The election was smooth, free and fair election. “The election is a sign that democracy is alive and working”, he said.

APC wins Takai-Sumaila Reps seats, others Yakubu Salisu, Kano Senior Special Adviser to President Muhammadu Buhari of the All Progressives Congress (APC), Abdulrahman Kawu-Sumaila has emerged winner of the House of Representatives seat for Takai/Sumaila Federal Constituency in Kano State. Announcing the results in Sumaila area of the state, the INEC Returning Officer for the constituency, Prof. Mustapha Hassan-Bichi, said the APC candidate scored 55, 487 votes against PDP and PRP candidates, Surajo Kanawa and Samaila Abdullahi who got 18,445 and 10,627 votes respectively. Also, the APC has won Kura/Madobi/Garunmalam Federal constituency. While announcing the results, the INEC Returning Officer, Prof Yahaya Imam-Sulaiman, said the APC candidate, Idris Kabiru polled 66,867 to defeated Mohammed Buhari of the PDP with 33,293 votes. Furthermore, the APC has won the Danbatta/Makoda Federal Constituency election. Tension as INEC cancels 92,000 votes in Plateau Kingsley Chukwuka, Jos

The Independent National Electoral Commission (INEC), in Plateau state has cancelled all votes cast in Tudun Wada/Kabong Ward of Jos North Local Government Area in the state. The returning officer for the LGA, Dr. Augustine Azi announced the rejection of the votes on claims of illegibility. According to the results submitted to the Presidential collation centre at the INEC Headquarters by Dr. Azi on Monday, the APC scored 93,800 votes against the PDP which polled 53,277. The ward where the votes were

cancelled is said to have 92,000 registered voters. Returning Agents for the PDP said they were deceived into signing the results without properly entering them at the Local Government collation centre. The collation officer for the LGA had assured of rectifying all issues connected to the results before finally submitting them. Journalists have equally confirmed that the LGA collation officer assured of harmonizing the results before submission. Azi however claimed that he only assured of seeking clarification on the

issues at the state collation centre. In reaction, the State Collation Officer, Prof. Richard Anande condemned the action. “This is wrong”, he said, but however maintained that his job was only to receive results and not entertain complaints. Our correspondent reports that this is the second time results will be cancelled in PDP dominated ward in three years. A similar scenario played out in 2015 but no public reaction was recorded. This time however, youths are said to be mobilizing to protest in the affected ward.

The Minister of Information and Culture, Alhaji Lai Mohammed, has said that the people of Kwara State were liberated on the 23 February and that date will be observed yearly as “Day of Liberation” under an All Progressives Congress (APC) administration. The candidate of the All Progressives Congress (APC), Arch Lola Ashiru, was on Sunday declared the winner of the Kwara South Senatorial District in the general election held on Saturday. The Returning Officer for the election, Prof. Sylvia Malom while declaring the result at the Irepodun Local Government Secretariat in Omu-Aran, said Ashiru polled 89, 704 to emerge winner. Sen. Rafiu Ibarhim, the Peoples Democratic Party (PDP) candidate, who was Ashiru’s closest rival in the election, polled 45, 176 votes. Malomo said Ashiru having scored the highest number of votes in the election was declared winner and returned elected. She gave the total number of total registered voters as 432, 499, the total valid votes as 136, 889, total number of rejected votes as 3, 119 and total number of votes cast 140, 006. Declaring open a threeday workshop on Report Rendition on International Labour Organisation (ILO) Unratified Conventions and Recommendations in Abuja, the Permanent Secretary emphasized that the Federal Government recognised that a stable and harmonious industrial relations climate and decent work for all are critical instruments for the realisation of the goals and targets of the 2030 Sustainable Development Goals (SDGs) in terms of job creation, improved livelihoods and sustainable development in Nigeria. According to her, “I wish to emphasise that the effective implementation or application of International Labour Standards and prompt reporting on them is recognised as one of the best strategies of strengthening labour administration and promoting decent work world over. Ahead of its Centenary celebration, the International Labour Organization (ILO) has called on its member states to ratify at least one additional international labour standard this year as it will ultimately lift millions of workers whose livelihoods today, like 100 years ago, are facing substantial challenges. The Director of the International Labour Standards Department, Corinne Vargha, in a statement made available to Daily Times, said since its founding in 1919, ILO international labour standards have improved the working lives of millions of people, from eliminating forced and child labour to ensuring the rights of seafarers and promoting gender equality. She noted that the 189 Conventions and 205 Recommendations adopted by member States during the last 100 years have formed the bedrock of the ILO and its mandate. Speaking further, she said that although many issues in the world of work remain, and with new challenges being created by globalization and cross border activities, international labour standards are needed more than ever. “Therefore, to mark its Centenary year, the ILO is urging its 187 member States to ratify at least one additional ILO Convention or Protocol in 2019. “Ratifications and the full application of ILO global labour standards will ultimately lift up millions of workers whose livelihoods today, like 100 years ago, are facing substantial challenges. “We hope that as many member States as possible will step up to the plate and ratify this year. Many Nigerians are appalled by the Country’s position as a top leader in the number of people living in extreme poverty. “Massive voters’ turnout is largely due to the desire to secure a better Nigeria. Humphrey Nwugo heads Afreximbank S’Africa Regional Office Mathew Dadiya, Abuja The African Export-Import Bank (Afreximbank) has appointed Humphrey Nwugo as Regional Chief Operating Officer for its Harare-based Southern Africa Regional Office. Mr Nwugo had been serving in an acting capacity in that position since February 2018, following the departure of the previous Regional Chief Operating Officer. Afreximbank Global Director, Communication and Marketing, Obi Emekekwue on Monday stated that prior to this appointment, Nwugo was Senior Manager, Syndications, at the Bank’s Cairo Headquarters from 2011. He joined the Bank in January 2010 as Manager, Banking Operations. Mr Nwugo’s previous experience includes stints at Intercontinental Bank Plc; Lagos, as Deputy Manager/Head, Financial Advisory, Corporate Finance Department, from 2007 to 2009, and at Zenith Bank Plc; Lagos, as Senior Assistant Manager, Real Estate Finance, Agriculture and Export Finance, Mortgage and Consumer Credit, from 2003 to 2007. Nwugo also worked, as Assistant Banking Officer, Corporate Finance, at Citizens International Bank Limited, Lagos, from 2000 to 2003. The new Regional Chief Operating Officer received his MBA from the University of Leicester in the United Kingdom and a Bachelor of Science in accounting from the University of Calabar, Nigeria. He is a member of the Chartered Management Institute, United Kingdom, and the Institute of Chartered Accountants of Nigeria. He is also an Associate Chartered Accountant. In his new position, Mr Nwugo is responsible for driving Afreximbank’s business development activities in trade projects and export development finance at the regional level in Southern Africa. His role includes managing the Bank’s operations in Angola, Botswana, Lesotho, Madagascar, Malawi, Mauritius, Mozambique, Namibia, Seychelles, South Africa, Zambia and Zimbabwe.

Free train ride: Lagos-Abeokuta standard rail guage records 2,500 passengers - NRC Temitope Adebayo The Nigerian Railway Corporation (NRC) said it has so far transported 2,500 passengers free of charge on the Lagos-Abeokuta route on its new standard gauge line. NRC’s Lagos Regional District Manager, Jerry Oche, made this statement recently in Lagos. Jerry said that the train had the capacity of transporting 130 passengers per trip from Lagos to Abeokuta. “About 2,500 passengers have been transported free from Lagos to Abeokuta for now. We are still going to increase the coaches to accommodate and allow many more people to enjoy the services,” he said. Jerry said passengers kept increasing daily as the service and operations was generating a lot of publicity and awareness. “People keep coming to enjoy the free service while others working at the outskirts of both Lagos and Ogun States like Itori, Ewekoro, Papalanto and other communities enjoy the service,” he said. According to him, the train departs Abeokuta by 7.00 am and arrives Iju by 9.00 am, while leaving Lagos by 4.00 pm to arrive Abeokuta by 6.00 pm daily.

Bank customers accounts linked with BVN hit 36.8m Joy Obakeye Not less than 36.8 million bank customers now have their accounts linked to the Bank Verification Number (BVN) as of February 17 2019, representing 51 per cent of the total number of active bank accounts, data from the Nigerian Interbank Settlement System (NIBSS) has shown. The number of active bank accounts, according to the NIBSS data, is 71.79 million. BVN is a unique number for customers of banks in Nigeria, which contains biometric details of customers including the fingerprint of all ten fingers and facial image. The Central Bank of Nigeria through the Bankers’ Committee

and in collaboration with all banks in Nigeria launched a centralised biometric identification system for the banking industry in 2014. The biometric identification was introduced to address identity theft, reduce exposure to fraud and enhance the banking industry’s chances of being able to fish out blacklisted customers, among others. Analysis of the data showed that the total number of bank accounts as of the end of January 2019 was 118.9 million. According to the data, about 25.97 million current accounts were opened by bank customers while savings accounts reached 89.67 million as of January this year. The Director, Corporate Communications, CBN, Mr Isaac Okoroafor, reportedly said the

incidence of abandoned accounts had always been a feature of the Nigerian banking industry for many reasons. He was quoted as saying, “A common reason is the cumbersome procedure of complete closure of an account. Many people in a hurry will withdraw to the last kobo possible and move on, abandoning the account for good. “There is also the dearth and the absence of knowledge of a bona fide heir to the estate or poor documentation for inheritance. In most cases, abandoned accounts carry relatively low balances compared to active ones, signifying lack of interest to pursue them. The banks, however, welcome such developments because the funds represent nocost flow and eventual profits.” Meanwhile, it was reported

that the CBN was planning to introduce a new mechanism, called the Global Standing Instruction, that would work with the BVN of depositors to detect bad borrowers who refuse to pay their loans but plans to take another loan from other unsuspecting banks. Information obtained by our correspondent revealed that the regulator planned to introduce the mechanism this year. The CBN said the GSI would bring out the credit history of any debtor who planned to borrow from any bank, and all Nigerian banks would be provided such information. The mechanism, it was learnt, would make it impossible for any borrower to get another loan from another bank without first repaying all outstanding loans.

SEC approves Access Bank’s Book Build for proposed Green Bond subscription Motolani Oseni Securities and Exchange Commission (SEC), has approved the book build in respect of the proposed Green Bond, issued by Access Bank Plc. Following the approval, the bookbuild commenced on Thursday, February 21, 2019, and will be concluded in exactly one week, after which the funding of commitment will begin on Friday, March 1, 2019. The Bond, a 5-year Fixed Rate Senior Unsecured Green Bond of up to N15 Billion is the first ever Climate Bonds Standard Certified Corporate Green Bond to be issued in Africa. It has

been awarded a B2 rating by Moody’s and verified by PwC (UK) following certification by the Climate Bond Initiative as having met the Climate Bond Standards. The Bank’s management had in anticipation of the approval, launched the Nigerian Green Bond Market Development Programme in June 2018, in partnership with FMDQ OTC Securities Exchange and the Securities Exchange Commission. While reacting to the approval, the Group Managing Director, Herbert Wigwe described it as a step in the right direction adding that it lends credence to the process and gives hope of a favourable outcome.

According to Wigwe, the final approval of the Green Bond will mean another feat that is commendable and speaks to the vision of being a key player in the country’s finance sector. In his words, ‘With over a decade’s experience leading Sustainability in the Nigerian financial sector, we believe that the issuance of this bond will create a path to financing Nigeria’s climate change objectives and also unlock the country’s economic growth potential’. Prepaid meters to customers hit 1.67m in 2018 – NBS Temitope Adebayo The National Bureau of Statistics (NBS) has disclosed that a total number of customers with prepaid meters increased to 1.67 million in 2018. The ‘Power Sector Report: Energy Generated and Sent Out and Consumed and Load Allocation’ report by NBS stated that Abuja Distributing Company (Disco) has the highest number of customers metered while Yola Disco recorded the least total number of customers metered. The latest report by NBS noted, “Total number of consumers with prepaid meters increased by one per cent to 1.67million customers in the fourth quarter of (Q4) 2018 from 1.65million customers in the third quarter of 2018.

“Abuja Disco has the highest number of customers metered. This is closely followed by Benin Disco and Eko Disco while Yola Disco recorded the least total number of customers metered.” The breakdown by our correspondent revealed that Abuja Disco in 2018 had 295,641 customers with prepaid meters, while Benin Disco and Ibadan Disco have 287,995 and 256,804 customers with prepaid meters in 2018. Further breakdown revealed that, Eko Disco, 161,382; Ikeja Disco, 160,813; Enugu Disco, 141,465; Kaduna, 139,547; Port Harcourt Disco, 67,172, Kano Disco, 65,711;Jos Disco, 55,444 and Yola Disco, 37,702 prepaid meters. Nigeria’s National Electricity Commission (NERC) had disclosed that all Nigerian homes will have access to prepaid meters by 2020. NERC chairman James Momoh had said,

“With all the mechanisms we have put in place, I am certain that every Nigerian home that wishes to have prepaid meter can have it by 2020.” In increasing prepaid meters in the country, The Minister of Power, Works and Housing, Mr Babatunde Fashola, had raised the hope of Nigerians towards ending crazy electricity billing with the announcement of approval for 108 firms to supply meters. That policy has been approved. “NERC has made the regulations around which it will work; 108 companies, small businesses that will also create employment because those companies are now going to be the suppliers of meters. “They are going to employ people to install the meters, they are going to buy meters, they are going to make meters,’’ he said.

But on the forward market, the naira firmed to 396 per dollar, up from 401 posted a week ago. “Barring any negative surprises at the polls, we anticipate a positive start to this week’s trading as investors price in improved certainty upon conclusion of the general elections,” analysts at Vetiva capital wrote in a note. The election had been scheduled to take place on Feb. 16 but, just hours before it was due to begin,

the electoral body postponed it by a week, citing problems in delivering ballot papers and results sheets to some parts of the country. The head of the African Union observer mission said on Monday that the election had taken place in a generally peaceful environment. But the U.S. observer mission said the week-long delay had damaged public confidence in the process and probably reduced voter turnout. Nigeria’s dollar-denominated eurobonds shuffled higher as investors waited on the first flurry of regional results. Longer-dated bonds with maturities as far off as 2049 climbed almost 0.5

cents in the dollar and having risen for the last five days running, they had more than made up for the losses suffered a week ago when the election was postponed. “The market opened on a constructive note ... as evidenced by a receiving bias in USD/NGN forwards, supportive local bond performance and moderate gains in Eurobonds,” said Samir Gadio, head of Africa strategy at Standard Chartered Bank. “The risk-on global backdrop, higher oil prices and prospects of larger portfolio inflows after the election are probably driving this positive market performance.”

Oil prices relapse as Trump tells OPEC to ‘relax’ Godwin Anyebe with agency report Oil fell on Monday, reversing earlier gains after U.S. President Donald Trump told OPEC producers to “relax” as prices were too high. Adding to the uncertain supply picture is Libya, where production has been frequently undermined by political tensions and violence, and Nigeria, Africa’s largest oil exporter, where as many as 39 people were killed in election violence over the weekend. “Supply risk is ever present with Venezuelan tensions brewing a notch higher … the National Oil Corporation in Libya refusing to start production at the El Sharara field,” Harry Tchilinguirian, global oil strategist at BNP Paribas in London, told the Reuters Global Oil Forum. Goldman Sachs analysts said on Monday that “the near-term outlook for oil is modestly bullish over the next two to three months”, but added that the outlook for later in 2019 was weaker due to surging U.S. exports and an “an increasingly uncertain economic, policy and geopolitical backdrop”.

Ogun: ADC accuses APC, INEC of plotting to release fake results in Yewa North/Imeko Afon Benjamin Omoike, Lagos The African Democratic Congress (ADC), has called for the immediate arrest of the Electoral Officer in charge of Yewa North/ Imeko Afon Federal Constituency, Ogun State and some chieftains of the All Progressives Congress (APC), in the area, over alleged plans to release fake House of Representatives election results. The party said the plot was a fallout of a meeting both parties held on Sunday evening after they found that the candidate of the ADC in the constituency, Hon. Jimoh Olaifa, popularly known as OJA, won the election with a great margin. The State Secretary of ADC in Ogun State, Bashorun Niyi Salako, in a statement on Monday, said the APC had become devastated by the results filtering out of polling units across the federal constituency. He said, “Our sources within APC and INEC have informed us that the duo refused to announce the House of Representatives election results after they have declared the results of the Presidential and Senatorial elections, which were won by the ruling party, because they wanted to alter the figures. “If INEC fails to declare the results in two hours, we will hold the Electoral Commission and APC responsible and they should expect a protest. Their ultimate aim is to create confusion in the constituency and indirectly divert attention of our party members and electorate.” The party stated that the duo should remember that anyone who flouted the law on

Media watchdog rules controversial Serena Williams cartoon ‘not racist’

A controversial cartoon of American tennis star Serena Williams widely condemned as “racist” and “sexist” did not breach media standards, an Australian press watchdog has ruled. The artwork published in the Melbournebased Herald Sun tabloid newspaper on September 10 showed Williams as overweight, big-lipped and bushy-haired, stomping on her broken tennis racket with a baby pacifier on the ground as the umpire asked her US Open final opponent Naomi Osaka, “Can you just let her win?” The Australian Press Council received several complaints about the caricature by cartoonist Mark Knight, with concerns that the depiction of Williams had features that may cause it to be an offensive and sexist representation of a woman and a prejudicial racial stereotype of African-American people. After adjudication, the council said on Monday the cartoon did not breach media standards of “causing substantial offence,

distress or prejudice”. “The Council considers that the cartoon uses exaggeration and absurdity to make its point, but accepts the publisher’s claim that it does not depict Ms Williams as an ape, rather showing her as ‘spitting the dummy’, a nonracist caricature familiar to most Australian readers,” it said in a statement. The media watchdog did acknowledge that some readers found the illustration offensive, but added that there was “sufficient public interest in commenting on behaviour and sportsmanship during a significant dispute between a tennis player with a globally high profile and an umpire at the US Open final”. Williams, who was vying to equal Australian player Margaret Court’s record of 24 grand slam singles titles, lost in straight sets to the 20-year-old Japanese-Haitian in New York after a heated clash with chair umpire Carlos Ramos over code violations that resulted in her being penalised a game.

An indignant Williams emphatically defended herself, denying she had cheated and called the umpire a “liar” and a “thief”. “You owe me an apology,” Williams said, arguing about the coaching violation. “I have never cheated in my life!” Williams, who was fined $17,000 for the three code violations, said after the match male players were held to a lower standard for court conduct. At the time, Knight – who has a reputation for controversial cartoons – said the uproar over the caricature was a sign that the “world has just gone crazy”. “The cartoon about Serena is about her poor behaviour on the day, not about race,” he said. The Herald Sun, a conservative tabloid owned by Rupert Murdoch’s News Corp, reprinted the cartoon two days after initial publication with the headline “Welcome to PC World” in reference to political correctness.

CAFCC: Rangers will get three points in Enugu – Chukwu Christian Chukwu, a former Super Eagles coach and Technical Adviser of Rangers International of Enugu, on Monday said the club would defeat Etoile du Sahel of Tunisia in a return leg of the CAF Confederation Cup. Chukwu told the News Agency of Nigeria in Abuja that Rangers could spring surprises anytime and anywhere. He said: “Rangers I know will take their own pound of flesh in Enugu, if the Tunisians come to Enugu. “We are not unbeatable but we will beat them in Enugu anytime they come.” The Nigeria Professional Football League giants, Enugu Rangers, lost 1-2 away to Tunisian giants, Etoile Sportive du Sahel, in their third group game of

the CAF Confederation Cup played on Sunday. Rangers played out a 1-1 draw with CS Sfaxien away in Tunisia in their second group game of the CAF Confederation Cup to have four points from their first two games. They, however, suffered a defeat away in Tunisia which was their first loss at the group stage. Rangers were unbeaten in their last eight CAF Confederation Cup games before they travelled to face Etoile du Sahel in Tunisia. The reigning Aiteo Cup champions took the lead in the encounter through Bright Silas as early as the 15th minute to shock their hosts.

Etoile du Sahel equalised through Iheb Msakni in the 35th minute as both sides went to the half time break level. After constant pressure, Etoile du Sahel found the goal to put them ahead in the encounter when Saddam Ben Aziza beat the Enugu Rangers defence in the 64th minute.

Odion Ighalo begins Shenhua debut on a winning note 2019 Africa Cup of Nations leading scorer Odion Ighalo got his Shanghai Shenhua debut on a winning note in the Chinese Super League at the weekend. The former Changchun Yatai striker who joined the Chinese side for 15 million euros was on for Shenhua in a pre season game as they thrashed Dalian Yifang 3-0 ahead of the new season. And in the second half, Ighalo who wore the number nine

Shanghai Shenhua’s season opener comes up Friday, March 1 against city rivals Shanghai SIPG, which will be Quique Sánchez Flores’ first competitive game in the dugout since his appointment as coach in December 2018. Maurizio Sarri: I’m fully in control of Chelsea dressing room Chelsea manager Maurizio Sarri insists he is fully in control of the dressing room despite his extraordinary touchline row with Kepa Arrizabalaga in the Carabao Cup final. The Chelsea goalkeeper refused to be substituted in the closing moments of extra time at Wembley on Sunday, prompting a furious reaction from his head coach Sarri. Kepa, who appeared to be struggling with cramp, went on to save from Leroy Sane in the penalty shoot-out, but Manchester City eventually triumphed 4-3 after 120 goalless minutes of action. Sarri later stressed the incident was simply a misunderstanding and that he would not be taking any severe action against the player for apparently refusing to obey his instructions. The 60-year-old then made it clear that Chelsea’s largely impressive performance showed that he has not lost authority over the squad, even if the Kepa incident might suggest otherwise. “I think that, if you saw the match, you can understand very well that, today, the players played exactly the match we prepared yesterday,” Sarri told a news conference. “So, I think I am in control, fully in control of the situation. “Now, I’d like to speak about something else, about our way of football today, because our way of football today was a little bit different from other matches.” When asked if he felt Kepa showed him a lack of respect, Sarri said: “No, Kepa only said: ‘No, no, I’m very well and able

to continue.’ He understood I wanted to change for an injury. He was only telling me his word, saying he was really very well. So, I think that, in 120 minutes, a discussion can happen with the players. “I think we have to concentrate on football. Of course, I will speak to him. The former Napoli boss says it will be up to the club to decide if his team’s efforts in the final will buy him any more time in charge.
