Buhari meets Nasarawa political leaders Short News Vows to end herders, farmers crisis

Mathew Dadiya, Abuja President Muhammadu Buhari has met with the political and traditional leaders from Nasarawa state and assured that his commitment to end the incessant crisis between farmers and herdsmen in parts of the country has not waned. The President however, said that he expects states to key into investments in education, primary healthcare, agriculture and security as a means of bringing security crisis under control. The President reiterated this commitment on Tuesday, when he received a delegation from Nasarawa state led by Governor Abdullahi Sule at the Presidential Villa, Abuja. Buhari went down memory lane, recalling how dear Nasarawa state is to him, noting that the state produced the only governor under the extinct Congress for Progressive Change (CPC) in 2011. “The incessant conflict between herders and farmers is an age -long problem, but this administration is determined to find lasting solutions to it. I employ all leaders of opinion to help maintain peace while we are putting in place policies and permanent solutions. “Just last week, I inaugurated the National Economic Council; during that meeting I emphasized the need to invest in

education, primary healthcare, agriculture and security as foundations for sustainable progress. “I want to use this forum to again solicit the support of all states to align with those four pillars. We must all have a collective vision for sustainable development,” the President stated at the meeting which had in attendance, former Governor of Nasarawa state, Tanko Al-makura, the incumbent, Abdullahi Sule among others. Reflecting on his political journey, Buhari said that “Nasarawa state and its citizens have always been dear to me. Our political journey started a long time ago, in good times and in difficult times and I could always count on your support. “You are the first and only state to elect a governor under the CPC and you resisted all the rigging of the powers that be at the time. I can never forget your commitment and your love for me from the moment I entered partisan politics. Today, our political movement is now in government at the centre. We have won majority states, we have majority in the National Assembly, we must therefore, show gratitude to almighty God for all the blessings. “As a government, the responsibility on us is enormous. In the last four years, we have focused on enhancing security, inclusive economic empowerment and fighting corruption. In all these areas, we

have made progress despite the significant challenges we faced. “I am pleased to hear that there is a federal government project in Nasarawa state that is impacting on your citizens. I will like to congratulate the governor, deputy governor and all the newly elected officials from Nasarawa state on your victory in the polls, including of course, Senator Almakura. “I must commend the steadfastness, commitment and the enormous hard work of the former Governor of Nasarawa state, Senator Tanko Al-makura, who identified with our project from the word go. TCN disconnects EEDC from national grid Ukpono Ukpong, Abuja The Transmission Company of Nigeria (TCN) has disconnected the Enugu Electricity Distribution Company (EEDC) from the national grid due to its failure to comply with the market rules and market participation agreements entered into with the independent system operator. Following the disconnection order, the EEDC intake of power from the national grid has been restricted through a disconnection order sent to the transmission service provider to disconnect some facilities of Enugu Electricity Distribution Company until the event of default is remedied. This was contained in a suspension order signed by the TCN, E.A. Eje. Eje explained that EEDC in the signed market participation agreement had agreed to at all times be compliant with the provisions of Clause 3.2 which says that “the participant shall in accordance with the provisions of the market rules, grid code, metering code and the market procedures be compliant at all times, particularly by providing metering information in a timely manner and in the approved format in accordance with the metering code and the market procedures. “Security deposit when so required of an amount established by market operator to serve as a form of guarantee of payment for all amounts due from the participant to the market operator and settling in a timely manner any payment due.” He also noted that the EEDC failed to maintain a security cover in respect of Section 15.3.2 of the Market Rules, thereby breaching Section 45.3.1(d) of the Market Rules. While noting that the EEDC was notified of the default of Market Rules 45.3.1 via a notice of event of default dated May 24, Eje explained that EEDC had the opportunity to remedy the default in line with Section 45.3.3 (b) of the Market Rules by “by providing additional security cover which complies with the requirements of Rule 15.3.3.” He also said that the suspension order is in line with the Market Rules 45.3.7, which stipulates “suspension order to the participant, suspending or restricting all or any of the participant’s rights to participate in the market operator administered market.” According to the TCN, it had given the EEDC ample time of five days or two business days requesting a hearing to show cause why the suspension order and the disconnection order or both as the case may be should not be issued. “The market operator constituted a three -member panel to adjudicate at the hearing requested by the EEDC. The hearing was conducted on June 13, where both market operator compliance officers and the EEDC argued for and against the suspension of EEDC for being in default of Market Rules 45.3.1 (d) and not remedying it within the stipulated time. “The panel reviewed the submissions of both market operator compliance officers and the EEDC and thereafter, recommended the suspension of the EEDC from market operator administered markets,” the statement added.

Gov Bala offers to intervene in Ganduje, Sanusi rift Samuel Luka, Bauchi Governor Bala Mohammed of Bauchi state has promised to personally lead a team to Kano state to meet with both Governor Abdullahi Ganduje and the Emir of Kano, Muhammad Sanusi 11 in order to intervene in the crisis between the duo. The governor made the promise when he received a delegation from the emir of Kano, who paid him a congratulatory visit at the Presidential Lodge in Bauchi. By God’s grace, I will lead an entourage to go and meet with him and also meet with the emir of Kano so that peace will be restored. “I pray that God will quench this inferno which is trouble and disaster to the northern people.” The governor condemned the crisis between the Kano state governor and the emir of Kano which according to him, has led to the splitting of the emirate. Bala, who expressed sympathy with

the ordeals of the emir, described the Kano Emirate as the heartbeat of the north which ought not to suffer the shame and humiliation it is experiencing. While describing Kano and Bauchi states as brothers and sisters who share several years of relationship and trade, Gov. Bala stated that most residents of the northern part of Bauchi state are from Kano, especially residents of Katagum Local Government Area. “We on our own part see Kano as the heartbeat of the north not because of anything, but because it is where we are always proud of when we go out of Nigeria. Every northerner sees Kano as a place to be proud of and also a place the world knows when it comes to the traditional institutions. “Today, the monarchy in England, Japan, Spain and everywhere do not know any traditional institution on the African continent like that of Kano. Kano is our interface with the Arab world, Europe and everywhere. And because of that, we are sad to see that it is being disgraced, humiliated and broken into parts,” the governor added. He maintained that “politics hasn’t gotten to the point where the Kano Emirate should be touched because it is the pride of the north. Although, I don’t know what happened between the governor and the emir, but in my capacity as Kauran Bauchi and the son of the

Galadima of Duguri, what I know how to do is to tell the truth.” The Bauchi state governor who said he cannot blame anyone for all that is happening, advised politicians to stay away from tempering with tradition by bringing it into politics. “And you, the traditional rulers, try not to bring tradition into politics; this brings humiliation. But, honestly, if there is an offence, whoever committed the offence, Kano (Emirate) ought not to be tempered with because it is like a no-go area. “Tell the emir that the people and the government of Bauchi state and the two major political parties here, the APC and the PDP are all with him, we sympathize with him over what has been happening to him,” he said. Leader of the delegation, Sarki Ibrahim, who is the Makaman Kano, had earlier told the governor that the Emir Muhammad Sanusi ll, sent them with a congratulatory message and to wish him well in his tenure as governor of Bauchi state. Ibrahim said that “since your inauguration, he has not come to congratulate him, so he sent us as an advanced party to come and rejoice with you, to pray for you and wish you well for this victory that God has given you.

In spite of the fresh fire that started on Monday at the scene of the pipeline explosion in Kom Kom community in Oyigbo Local Government Area of Rivers state, the youth in the community have continued with the evacuation of corpses without professional help. The deadly fire broke out around 7.30 am last Saturday when a pipeline located in a swampy area of Kom Kom community due to causes yet to be determined by the relevant authorities exploded. Leader of the youth evacuation team, Ethel Nwokoria, told journalists yesterday, that eight more corpses have been evacuated bringing the total number of victims recovered from the pipeline explosion to 40. He said: “When they called us to come and help evacuate the corpses, I picked three boys plus me; that’s four. The boys were scared, saying they had never carried corpses before, but with persuasions they joined me. We brought out eight burnt corpses today. Yesterday were 32. There are more corpses there to be identified and evacuated.” Meanwhile, some of the residents of Harmony Avenue and other areas close to the scene of the incident have expressed health concerns over the decaying corpses. One of them who pleaded anonymity complained that “people around cannot stay here because of the odour coming from the bodies that are beginning to decompose and they were all human beings. Government would have to come and pick up the corpses. They don’t have to wait for them to be called.” Another resident said that “People living around here cannot sleep because of the odour. Human beings are inside there. Government should know what to do. They should come and excavate this place, keep it clean. This is a swampy area and it is too harmful for human habitation. Many people are living around so they should come and excavate these dead bodies.”

Benue declares it has no land for herders’ settlements Chiangi Avese, Makurdi Governor of Benue state, Samuel Ortom has said that the state has no land for herdsmen settlements being implemented by the federal government across the country. In a press statement issued Tuesday in Makurdi, Chief Press Secretary to the governor, Terver Akase revealed that few weeks ago, the director, Federal Ministry of Agriculture in Makurdi went to the state ministry of agriculture with his team demanding for compliance with the directive of the federal government to establish Fulani settlements, one each in the three senatorial districts of the state. The local governments selected by the federal government in the state for the establishment of the settlements according to the governor’s spokesman, are Ukum, Tarka and Otukpo respectively. The statement said the permanent secretary in the state ministry of agriculture drew the attention of the director and his team to the Open Grazing Prohibition and Ranches Establishment Law 2017 being implemented in the state. The permanent secretary further directed the attention of the director to the Land Use Act which confers on the governor the powers to administer land in all parts of the state. According to Akase, the director who left with his team resurfaced few days later with contractors to commence work on the settlements in the state. “We find the approach of the Federal Ministry of Agriculture not only as a gross violation of the ranching law, but also as an insult to the sensibilities of the entire people of Benue state,” the statement said. The statement further recalled that the people and government of Benue state rejected cattle colonies and still reject the policy in whichever robe it is disguised. “We are willing to support cattle owners to establish ranches as stipulated by the law prohibiting open grazing. But, we do not have land for cattle colonies, grazing reserves, grazing routes or herders’ settlements,” the statement added.

We cannot ‘unlook’ in darkness to the Next Level

“Here in Nigeria, people seem to accept the unacceptable revelations of how politicians share millions of Naira belonging to the nation. The newspapers report them and the television speaks about them, but people just laugh; they laugh because they have been shocked to the state of unshockability. The truth that all this brings home so sadly is that Nigerians, in the main, regard themselves as passing sojourners on the geographical amalgam called Nigeria. ~Dele Giwa Last week, in a fit of righteous indignation Sam Amadi made startling revelations about how former President Jonathan and his co-travelers scammed Nigerians in the guise of power sector privatisation by selling the DISCOs to ‘straw men’. In a series of tweets to counter the allegations of complicity in our current predicament, the former NERC boss exhumed the massive corruption and gross incompetence in the sector which he explicitly said was designed to fail. Hear him “The power sector was designed to fail. We failed to corporatise and commercialise before privatising; we privatise senselessly without paying attention to context and corporate governance and regulatory regime; we sold to investors who lacked capacity,” To put it in another perspective and perhaps even more bluntly, we have just been told to get ready for more years of darkness! Yet this story did not trend, at least not like it should considering the enormity of the details divulged and the gravity of its consequences. Rather government officials, media houses, content creators and our so-called ‘social media influencers’ have dwelt on the facile change of title by Aisha Buhari and other trifles Of course, Jonathan is not the only beneficiary of that dubious exercise, members of the ruling elite including some influential figures in the ruling party benefited from the filthy lucre. These folks who have filched our collective patrimony for ages probably gathered in a hotel room somewhere and appropriated the power sector and this is why they who has refused to toe the same line They are the same group that Iyabo Obasanjo referred to in her coruscating letter of 2013 where she not only accused her father of having an egoistic craving for power to live as the king among men of low esteem and intellect but also described Nigeria as a country so pauperised by the ruling class that smart, capable people prostrate before simpletons for patronage Unfortunately, just like every other nation, the masses will always bear the brunt of such depravity by her leaders. The only distinction with the Nigerian situation is the seeming willingness to carry on as if it is a norm Why we are so docile? Why do we revel in frivolities? Why are we not infuriated by the abysmal performance of those we put in charge of our affairs? I have often pondered these questions and each time I struggle to avoid a conclusion similar to what a friend echoed two days ago as we argued about the NASS leadership elections. Just like the late Dele Giwa’s sentiments quoted above, my friend opined that a majority of Nigerians do not know what good governance means. In his words “we are largely a bunch of economic hustlers not yet ready for nation building” Just last night another friend who was visiting Lusaka called to narrate how he was blown away by the infrastructure in Zambia especially the constant electricity. Are we not meant to be doing better than Zambia? Are we not exporting power to Niger, the Republic of Benin and Togo? We sell gas to the West African region for goodness sake. So why can’t we indulge ourselves? Frankly, the power dilemma troubles me a lot. In fact, I am yet to meet anyone I know that it bothers more. I believe the reason a large number of our youths

waste productive man-hours in bars and hotels is largely due to the epileptic power supply. I clearly recollect when Obasanjo was elected the president in 1999 as our fourth republic commenced with enthusiastic optimism. In his usual bravado, he proclaimed ‘blackouts a thing of the past’. Buoyed by this promise I had advised my unscrupulous generator repairer to seek an alternative vocation. I will never forget the way he laughed so hard with his feet raised to the sky as he rhetorical asked me “in this Nigeria?” Indeed that uneducated artisan turned out to be Nostradamus. He certainly had a better understanding of our country than I did back then. And as Obasanjo’s eight-year tenure ended, the power situation appeared to have gotten worse In 2017, I spent Easter in Amawbia, much of Awka South LGA was in darkness for two months. It required a threat to picket EEDC by Awka youths before the damaged equipment was replaced. I visited Nigeria about four times last year and it was pretty much the same each time. In February of that year, I didn’t see a flicker for about two weeks before I left. Again I was in Nigeria for six weeks recently. I did not have power for up to seventy-two hours in aggregate. That is roughly a thousand hours without electricity and I’m not kidding Twenty long years after Obasanjo’s statement, we are still groping in the dark and filling up generators tanks every morning. Yet Fashola would have us believe that Nigerians now spend less on diesel because the power situation is better than it was yesterday even as LUTH which is located in his constituency is still in darkness as I write. We are constantly regaled with statements on how power generation has increased from 3000MW to 8000MW and other technical jargon. All mumbo jumbo that further exasperates the common man on the streets The truth is that we are still gazillion miles away from a stable power supply,

and depending on your location, the situation may have improved or worsened but nationwide there has been no significant difference So for how much longer will we continue in darkness? With an estimated population of 200 million and a median age of 18 years, the unemployment problem is like a cluster bomb that has already exploded in Borno, Yobe, Zamfara, Kaduna and even the president’s home state of Katsina. Nigerians are not greedy and we don’t demand too much from our government because we are like my friend said ‘economic hustlers’. I believe that twelve hours of constant daily supply will do for now. Let us have the improved power supply promised during the campaigns, we can get to stability later. And really this can be achieved with the right mix of policies backed by concrete action. Take for instance the solar-powered MTN Lumos which I’ve been using for close to two years. It is not exactly cheap at N4,300 monthly but it works. There are thousands of private businesses capable of providing alternative/renewable energy for our teeming populace if encouraged by the government. One would expect that the various agencies and parastatals charged with developing the energy sector will be suffocating with activities but the next event on the website of the energy commission of Nigeria is in November 2019! Buhari obviously inherited a mess but that’s an old story now. Having struggled for the last four years, Nigerians demonstrated great trust in him by giving him a fresh mandate. With a NASS leadership handpicked by his party, there should be no excuses going forward. It was the 18th-century German writer Johann Wolfgang von Goethe who said that “what life gives to a man, posterity gives entirely.” President Buhari owes nobody but Nigerians a duty if he wants to be given his due by posterity. We cannot afford to grope in the dark any longer. It is time to put the next level in the ‘spot-light.

Reflection on human ambition and happiness

One theme that resonated in my reflection in a 2012 opinion article titled Anatomy of Death and published in a number of Nigerian dailies was AMBITION. In that piece, I argued that ambition is a mirage when death is not minded, among many other metaphors that I used to illustrate the futility of human ambition. Although it was an expression of agony and lamentations on the realities of life, in a sense however, there is nothing wrong in being ambitious. After all, ambition is the Driver of Existence, The Purpose and The Vision. But that purpose or vision must be meaningful and positively impactful. This I consider a nice colour of ambition. So, ambition is not bad in itself, not at all. After all, a life devoid of ambition is one without purpose. A man or woman without ambition aims for nothing, ventures for nothing and so gains nothing. He lives to be exploited by other players in the field of life and consumed by other forces that shape the world. He lives to die without a reason to live. He lives by the spurs of the day, by the whims and caprices of the moment and by intuition, emotion or brainwaves, not by a particular plan, order or focus, not rationally, not objectively. He cannot tell what should be inscribed on his tombstone should he breathe his last now, because he has no purpose, mission or ambition in the first instance; nor can

he proclaim Alhamdulillah, Halleluyyah, Allahu Akbar, Ogoooo in a song of victory, should he achieve anything because he has no expectation of it. To him, it came by chance. He cannot number the milestones on his journey of life, should he live long because he has no compass of life. A life without ambition is one of waste and disorder. Ambition is what paints our purposes and pursuits. The hue of our hopes and aspiration is the ambition we silently nurture and we practically pursue. It is the tonic of existence, the adrenalin of life, firing our rocket of attainment, fulfilment or actualisation. Our ambition may be hinged on sustaining a legacy, especially if we are children of the Abiolas, the Arisekolas, Dangotes, Adenugas, Otedolas, Tinubus, JimohIbrahims, Dantatas, the SubomiBaloguns and Da Rocha’s of Nigeria. It may be just to make a difference, carve a niche for ourselves in our professions or trade, in the academia, in sports and entertainment, or in the public service. Our ambition is the height we want to attain, in being the best possible in what we do or where we are, winning laurels and honours, filling our chests with all sorts of medals and trophies, stacking our lapels with symbols of knighthoods and eminence, standing tall before a mammoth crowd of admirers, before bright, hot

cameras of the TV and the paparazzi of the press, enjoying the ovation and the encomiums splashed on us as we wait to be decorated with the Nobel prizes, the Olympic gold and the Grammy awards. Our journey in life starts not from the cradle, not even from the womb of our mothers. It is an inherited journey from the mud from which our father Adam was moulded by The Ultimate Potter. Some thinkers found a convenient way to describe our maker as the Grand Architect of the Universe. This architect has also been described as the author and finisher of our life in the Christian Scripture. He is Allah; for this is what the Quran directs humanity to call Him, or Ar-Rahman, the merciful, among so many other beautiful names that qualify the majesty of the Almighty, his omnipotence, omnipresence and omniscience. Many of us want to be somebody without understanding or knowing how or who we want to be like. We envy others and want to surpass them in achievement without appreciating their peculiar pains and limitations, costs and compromises, the sacrifices they offered and sins they committed in their climb up the ladder. We seek the face of Allah or the heavenly Father for fortune and forgiveness, yet we follow fools and fortune-tellers with famished faces and frail fingers as our pathfinders to direct us on our ambitions. Nobody lives to experience pains and

adversity or relish it at all, which however is part of the realities of our everyday existence. We suffer losses and experience disappointments, for many almost daily not even occasionally. Our expectations fail and aspirations are unmet even when we have toiled and labored so hard. So, as we romanticize on living it, we accelerate our desperation, even when we are already blessed with some qualitative but unacknowledged enrichment. This is exactly where we all mostly err. It is in our inability to see the reason to be happy and be grateful in spite our situation or ordeal. We also falter when we see the reason to be happy, in the mindless celebration of our achievement or accomplishment. We must bring ourselves to the understanding of the pursuit of happiness. Since we all see wealth as a major source of happiness, we must begin to count our blessings in order to be happy. It is in our acknowledgment of His Grace in us and gratitude to Him every day and in all situations. Which of His blessings can we deny? Were we to name them, they are countless and we will be unable. In this consciousness, awareness or remembrance is the extent of our happiness. For in being pleased in Him and He being pleased with us can we experience perfect tranquillity and innermost pleasure and happiness in spite of the visible, pervasive turbulence around us.

Scared of your shadow? Recently, whenever I’m walking, I sense that someone is walking behind me. Sometimes I would see an image and then the image is by my left hand side. Then I continue walking, and I can literally hear the steps behind me. This evening on my way to work, I saw a black image on my right, and immediately, I saw that it was my shadow. Phew!!! For a minute there, I was petrified. I felt like something or someone was by the bushes, ready to ambush me. As I eventually got to work, I took a deeper look at my perception and I couldn’t help but wonder why I have been sensing all this. The more I dug deeper I was able to realize the following: 1. That I am naturally scared due to armed robbers attacking me twice. 2. Another sense of insecurity stems from my deep physical and emotional loneliness that expresses itself in the fear of being attacked, rather than expecting love. Because it is easier to combat, than to surrender 3. Natural fear of walking alone. I came to the conclusion that a lot of us run away from forces that we think are real; vague imaginations that have built monuments in the crevices of our psyches, controlling and dominating our lives, while we wait for a snake to pop out of a tree, or someone to rape us on the street. It is incessant, and it is a problem. We have to come to the point where we see shadows for what they are, shadows. Now, I admit that shadows are a reflection of self? Could it be that we don’t like ourselves? Could it be that our self hatred sabotages us as we terrify over the outcome of who we are and what we can do? Could it be that our viewpoint

If a shadow is inconsequential, seeming to follow us everywhere we go, we can categorize our troubles as shadows, chasing us and seeming real, but only in our minds. However, we should be consoled and reminded that a shadow is only created simply because there is light. Yes!!! There is an obstacle standing in the way of its fullness, so the shadow appear. So, you are light, either which way you choose to see it. There is a ray of light on the inside of you, and your shadow is only a reminder of that. However, if we can get the obstacles out of the way, no matter how small, then we can all be light, without the shadow. To me, the shadow is the monster within that competes with my light. Bauchi Speaker warns workers against indiscipline, corruption Mohammed Ahmed Kaigama Bauchi, June 24, 2019 (NAN) The Speaker of the Bauchi State House of Assembly, Alhaji Abubakar Sulaiman, on Monday warned workers against acts of indiscipline, corruption and absenteeism. Sulaiman, who gave the warning while addressing staff members of the State Assembly in Bauchi, said that indiscipline and corruption were the major causes of bad governance. He said the new leadership would not condone indiscipline and all other vices capable of undermining the integrity of the assembly. However, according to him, the administration is ready to work with everyone irrespective of affiliation. He said there is need for cooperation, loyalty and dedication from the staff. “The new leadership is ever ready to bring innovations and welfare package

that would stimulate productivity.” Sulaiman expressed commitment to the enactment of sound laws and legislation that would help in uplifting the lives and well-being of the people of Bauchi. The speaker also pledged to enhance working relationship with members of the house. He added that the 9th Assembly under his leadership would also work together with the executive for the benefit of people of the state. According to him, the move becomes imperative with a view to ensuring togetherness among members of the house for speedy passage of bills to the best interest of the state. OUR POSITION Curbing HIV/AIDS menace in Nigeria The Human Immune-deficiency Virus (HIV) and Acquired Immune Deficiency Syndrome (AIDS) has remained a global challenge for which there is no cure. In the three decades since the epidemic reached its height, 39 million people have died while 35 million people are living with the virus worldwide. Most of the dead and infected are in sub-Saharan Africa or other low- and middle-income countries of the world. The social stigma remains, but medical advances have allowed people with the disease to live longer, healthier lives. The first case of HIV/AIDS in Nigeria was reported in 1986. Since then, the number of people living with HIV or AIDS (PLWHA) has steadily increased with the epidemic moving into a ‘generalized’ state. Data made available during the 2018 World AIDS Day had indicated that about 9.4 million were counselled and tested as regards HIV/AIDS in 2017, out of which 4.98 million were female and 4.031 male. It added that 239,542 persons tested positive (136,987 female and 102,555 male). The report further revealed that only 18 percent of people living with HIV/AIDS in Nigeria are aware of their status, an indication that there is still a 52 percent gap in advocacy. The HIV epidemic has further weakened and threatened to overwhelm the Nigerian health care system, increased the number of orphans and increased the cost of achieving set developmental goals by decreasing the size of the workforce, mainly adults in their most productive years of life (15-60 years). The high manpower-intensive sectors of the economy are mostly affected including the agricultural, educational and health sectors as well as the rural economy. In summary, the impact of HIV/ AIDS on Nigeria’s social fabric and on its economic development and well-being continue to be pervasive and, unless controlled, will continue to undermine the quality of life of Nigerians. There is high commitment to fight HIV/AIDS in Nigeria, as evidenced by the initiation of the Presidential Council on AIDS, the National AIDS/ STD Control Programme (NASCP), and the National Agency for the Control of AIDS (NACA) which is a multi-sectoral agency including members from many government ministries and civil society. At the state level, State Action Committees on AIDS (SACA) have been established, while at the local level there are Local Action Committees on AIDS (LACA). The mission of NACA is to provide an enabling policy environment and a stable ongoing facilitation of proactive multi-sectoral planning, coordinated implementation, monitoring and evaluation of all HIV/AIDS prevention and impact mitigation activities in Nigeria. Unfortunately, one of the biggest challenges in

the HIV response has remained unchanged in the past years. HIV disproportionally affects people in vulnerable populations that are often highly marginalized and stigmatized. Thus, most new HIV infections and deaths are seen in places where certain higher-risk groups remain unaware, underserved or neglected. About 75% of new HIV infections outside sub-Saharan Africa are in men who have sex with men, people who inject drugs, people in prisons, sex workers, or transgender people, or the sexual partners of these individuals. These are groups who are often discriminated against and excluded from health services. The universal goal of HIV prevention and control is to reduce new infections to zero by 2030, but worries remain about gaps in the number of people receiving treatment in Nigeria. With a population of about 9.4 million People Living with HIV/AIDS (PLWHA), an equivalent to 10 percent of the global HIV burden, only an estimated 1,093,233 are on treatment. Several hundreds of others that qualify for treatment are left out. In 2013, 22 percent or 51,000 of all new child HIV infections that occurred globally were recorded in Nigeria and findings also show that the nation is not progressing as expected with its Prevention of Mother-To-Child Transmission of HIV or PMTCT programme because thousands of HIV positive pregnant women that are not on treatment still transmit the virus to their babies during or after birth. Nigerians appear to be resting on their oars with the false perception that HIV/AIDS no longer poses danger to our society. We must therefore re-jig our information strategy to encourage behaviour change for key affected populations and urge all pregnant women to get screened for HIV. We must also invest more on PMTCT. The message about HIV testing should be clear. Even with all the medical advances, it is essential to encourage HIV testing within the populace to ensure everyone knows their HIV status. We must address complaints by people living with HIV/AIDS about dwindling access to treatment and join efforts to get international donors to renew interest in the funding for the eradication of the scourge. Tackling the HIV epidemic with so many people not on treatment would be an exercise in futility. Therefore, the way to go is to ensure antiretroviral treatment is available and accessible for all people living with HIV. Nigeria must also adhere strictly to the recommendation of the World Health Organisation (WHO) that everyone with a diagnosis of HIV should be placed on antiretroviral treatment as soon as possible, irrespective of viral load.

HDP faction disowns petition against Buhari at tribunal Andrew Orolua, Abuja Drama erupted on Tuesday at the Presidential Election Petition Tribunal sitting in Abuja, when a faction of the Hope Democratic Party (HDP) disowned the petition filed by its presidential candidate, Ambrose Albert Owuru, against the election of President Muhammadu Buhari. The party at the resumed hearing of the petitions against Buhari announced that its presidential candidate was never authorized or mandated to file any petition against the February 23 presidential election. Factional Chairman of the party, Chief Poland Awini Tapre, who brought a motion to disown the petition of the presidential candidate, prayed the tribunal to strike out the name of the party from the petition. Tapre, in the motion argued by his counsel, Anthony Agbonlahan, pleaded with the tribunal headed by Justice Mohammed Garba to remove the party’s name from the petition because the HDP has no intention of challenging the outcome of the presidential poll.

In the motion, which has three exhibits, Owuru was said not to have consulted with the party leadership before using the name of the party as second petitioner against the election of Buhari. However, the presidential candidate, Owuru, vehemently opposed the attempt to scuttle his petition with a counter affidavit of six paragraphs deposed to by Auwal Abdullahi, who claimed to be national financial secretary of the party. He further averred that the bid to remove the party’s name from his petition is a “gang up” against his petition and urged the tribunal to ignore the purported factional chairman. Owuru’s counsel, Chukwunonyerem Njokwu, in the counter affidavit described the factional chairman as an impostor who is not known to the party in any capacity. The counsel alleged that the factional chairman was a sponsored agent sent to the tribunal to frustrate the speedy hearing of the petition of his client against Buhari. Njoku therefore, pleaded with the tribunal to award a punitive cost of N100 million against the factional chairman for

acting as busy body and meddlesome interloper in the petition. Counsel to Buhari, Chief Wole Olanipekun (SAN), Yunus Usman (SAN) for the Independent National Electoral Commission (INEC) and Prince Lateef Fagbemi (SAN) for the All Progressive Congress (APC) supported the factional chairman of the party’s bid to remove the party’s name so as to weaken the petition of the presidential candidate. Meanwhile, the tribunal chairman, Justice Mohammed Garba, has reserved ruling on the issue whether the tribunal will allow the name of the party to be removed or not from the petition. In a ruling on another motion, the tribunal permitted the HDP presidential candidate, Chief Owuru to amend clerical errors in his petition, but refused the request to call additional witnesses to testify against Buhari. Justice Garba ruled that the 21 days allowed by law to file petition, to list witnesses and their statements on oath has lapsed, hence, additional witnesses cannot be allowed.

Short News NCAA investigates helicopter landing on highway Chukwuemeke Iwelunmo, Lagos The Nigerian Civil Aviation Authority (NCAA) says it has commenced investigation into how a helicopter landed on the Benin -Ore highway last weekend In a press statement issued by the agency through Sam Adurogboye, general manager public affairs, the agency said initial reports indicate that the helicopter is owned by Tropical Arctic Logistics Limited. The NCAA said the chopper with registration number 5N – BVQ and aircraft type AW139, was compelled to land between Benin and Ore in an unscheduled diversion to pick up unnamed persons. “NCAA has commenced full scale investigation to ascertain the circumstances surrounding the unscheduled diversion. As soon as the investigation is concluded, the outcome will be made public,” the statement added. But, Daily Times gathered that the helicopter filed in a flight plan with the Nigerian Airspace Management Agency (NAMA) on a flight to Ore with three passengers on board and later returned to Lagos with six passengers. A reliable source confirmed that it was normal for a helicopter to land anywhere in case of emergency, but must disclose destination.

Wife of Lagos state Governor, Mrs. Ibijoke Sanwo-Olu, has urged parents and guardians to pay attention to the welfare and mental health of their children and wards, saying such was necessary to evolve a decent youth population and a sanitised society. Speaking at a symposium on substance abuse, organised by Freedom Foundation, Mrs. Sanwo-Olu said it was important for parents to give quality attention to issues around their children and sometimes go as far as intruding into their privacy to truly be abreast with them. She said the admonition becomes imperative in view of the fact that it has been wellestablished that children without proper parental care and guidance most times end up being captives to drugs. “As individual family units, we must focus on the home front, by paying due attention to the welfare and mental health of our children. The type of adults that children grow to become has a lot to do with the level of decency of their upbringing. “We must make it our business to sometimes intrude into their business by knowing who their friends are, where they go, how they relax, what they drink and so on and so forth. “By so doing, we will be their friend and earn their confidence. It is the way to go, to positively influence our children and reduce peer pressure on them. This will help remarkably to evolve a decent youth population for a sanitized society,” the governor’s wife stated.

Nigeria loses N455bn annually to open defecation - UNICEF Doosuur Iwambe, Abuja Nigeria loses over N455 billion of its Gross Domestic Product (GDP) annually due to poor sanitation and a third of that cost is as a result of open defecation, the United Nations Children’s Fund (UNICEF) has said. According to the international body, Nigeria needs to add two million toilets every year between 2019 and 2025 to achieve the target of universal basic sanitation. Speaking during a two – day media dialogue on sanitation and use the toilet campaign organised by Clean Nigeria in collaboration with the Federal Ministry of Information, UNICEF and supported by the European Union, UKaid in Ibadan, Oyo state, UNICEF Water and Sanitation specialist, Bioye Ogunjobi said that about 16 million people in the north central region

practise open defecation. This figure from the north east according to the sanitation specialist, is out of the 47 million people that openly defecate in Nigeria. While lamenting that about 90 per cent of households use contaminated water, Ogunjobi said it is saddening that over 32 million Nigerians do not have access to improved toilets, stressing the need for political will to achieve the 2025 target of making Nigeria open defecation free. “More than 100, 000 children under the age of five years die each year due to diarrhoea of which 90 per cent is directly attributed to the use of unsafe water and sanitation. Nigeria is the second country with the highest children’s death due to diarrhoea. “Currently, only 13 local government areas from four states of Bauchi, Benue, Cross River and Jigawa are open defecation

free. We have to mobilize the entire country, otherwise the 2025 target will not be possible,” Ogunjobi added. He stated that Nigeria’s 12 million stunted children and two million acute malnourished children are all as a result of bad sanitation system in Nigeria. Earlier, the Deputy Director, Head, Child Rights Information Bureau, Federal Ministry of Information and Culture, Olumide Osanyinpeju, while calling for collaboration to discourage open defecation lamented that it is a dangerous habit that promotes the spread of diseases and poverty. He commended UNICEF and European Union for being in the forefront of ensuring that Nigerians have access to safe drinking water supply, adequate sanitation and proper hygiene in their environment and communities even as he stressed the need to double the current efforts to end open defecation by 2030.

Akwa Ibom state Governor, Udom Emmanuel has forwarded the name of the cousin to the former governor of the state and the names of other commissioner and special adviser nominees to the state House of Assembly for consideration and confirmation. Ukpong Akpabio, who is the cousin of Senator Godswill Akpabio, replaces Sir Ibanga Akpabio, who defected from the Peoples Democratic Party (PDP) to the All Progressives Congress (APC) when the former Senate minority leader dumped the PDP last year. The list of nominees which was attached to a letter dated June 20 and presented to the House by the Clerk, Mrs. Mandu Umoren during Tuesday’s plenary indicates that over 90 per cent of the nominees were members of the recently dissolved state executive council. Among the commissioner nominees according to the list are Akan Okon, Ime Ekpo, Nse Essien, Uwemedimo Nwoko, Monday Uko, Linus Nkan, Okpulupum Etteh, Ephraim Inyaneyen, Ekong Sampson and Charles Udoh Others include Orman Esin, Iniobong Essien, Dominic Ukpong, Gloria Edet, Udo Ekpenyong, Ukpong Akpabio, Uno Etim, Rapheal Bassey and Victor Bassey. Also, the nominees for appointment as special advisers are Sunny Ibuot and Ekemini Umoh. Receiving the governor’s letter and list of nominees, the Speaker, Aniekan Bassey committed same to the House Committee on Judiciary, Human Rights and Public Petitions, inaugurated shortly after presentation of the lists to screen the nominees and report back to the House in a week’s time.

Kwara inaugurates 13-man advisory committee Kehinde Akinpelu, Ilorin Kwara state Deputy Governor, Kayode Alabi has inaugurated a 13-man Kwara South Senatorial District Think-Tank/Advisory Committee. This is to enable the present administration run a fair, just and an inclusive government in the State. The committee is headed by Senator Makanjuola Ajadi, who is to be assisted by Ben Oyeyemi while Dr. Fatai Bello will serve as the secretary. Other members of the committee are Chief Rex Olawoye, Samuel Olafasobu, Chief Abel Agboola Adewumi, Alhaja Farida Dankaka, Chief Iyiola Oyedepo, Elder Sunday Oladiji, Elder J. B. Ayeni, Hassan Kehinde Garba, Chief Richard Olaniyi Olusola and Alhaji Sulyman Olowookere. Kogi APC factions disagree over mode for guber primary PDP gov’ship aspirant says Bello a failure

Idris Ahmed, Lokoja As the primaries to elect candidates for the November governorship election in Kogi state scheduled for August draws nearer, factions within the ruling All Progressives Congress (APC) are at daggers drawn over the method of the process to be adopted. While the Governor Yahaya Bello faction is insisting on indirect primary, the late Prince Abubakar Audu and Rep. James Faleke faction led by the state Chairman of the party, Alhaji Hadi Ametuo has resolved that it must be direct primary for the party. Already, the faction loyal to the governor met last week and resolved that the primary election to nominate the APC candidate for the November governorship election will be by indirect process where delegates and political appointees can be automatic delegates. The Audu and Faleke faction which claim to have won the November 2015 Kogi governorship election has appealed to the national working committee of the APC to wade in and determine

the mode of election to be adopted for the August primary. In a communiqué signed by the state APC Secretary, Ade Ismail, the Audu/Faleke faction stated that “we will like to announce to the public that the APC has not made an official decision on whether to adopt the direct or indirect primary election for the forthcoming gubernatorial election. “We are the authentic state executive council having held congresses across wards in all local governments and instituted executive committees in the same places; so it is illegal for any other faction to make decisions for the APC in Kogi state regarding the mode of election to be adopted in the August primary without our knowledge and most importantly, when the APC national working committee has not made their decision known on the matter. “Only the national working committee of the APC has the authority to determine the mode of primary election to be adopted in Kogi state. We are disciplined and always open to progressive and harmonised ways of doing things. We await the decision of the APC national working committee and other party leaders regarding the

method of election to be adopted for the primary. “We are confident they will use their good leadership and experience to make the best decision for Kogi state; a decision that will be in line with the party’s constitution, a decision that will abide by the technicalities of electing a flag bearer. “The state governor has invited us for a parley and we will honour the invitation. We have always made ourselves available for any reconciliatory meetings and discussions because our major interest is for the success and progress of our great party. “We will also like to strongly advise the national leadership of our great party to be wary of the mistakes of Zamfara and Imo states and help sanitize the party in Kogi state so that we can avoid pitfalls ahead. Let fairness, justice and adherence to party principles guide their decisions.” Meanwhile, a Peoples Democratic Party (PDP) governorship aspirant in the state, Alhaji Abubakar Idris, has described the All Progressives Congress (APC) administration in the state as a monumental failure and a disaster.

Short News FAAN to discipline staff caught in drug trafficking web Chukwuemeke Iwelunmo The Federal Airports Authority of Nigeria (FAAN) is to punish staff of the agency found conniving with drug traffickers in baggage tagging across airports in the country This is just as the agency says those found guilty will be dealt with appropriately. General Manager Public Affairs FAAN, Mrs. Henrietta Yakubu, who disclosed this to aviation correspondents in Lagos, said the report of the special task force set up by the managing director of FAAN to investigate the involvement of staff will determine the punishment to be meted out based on the level of involvement. Yakubu said the agency is disturbed over allegations against some staff of the agency in respect of their involvement at the Mallam Aminu Kano International Airport, Kano in the Zanab Aliyu issue, adding that the task force will submit its report soon. She explained that the Kano airport incident has awakened FAAN to tighten security which has led to the agency evolving means of curtailing future occurrence. According to Mrs. Yakubu, FAAN has moved the operation of unaccompanied luggage to the newly created cargo section for proper tagging while comprehensive profiling of the background of passengers and baggage handlers have commenced.

Medical doctors under the employ of Lagos state government have developed a comprehensive health agenda for the state Governor, Babajide Sanwo-Olu, urging him to employ more health workers. Our priority is to get Kwara working again, says AbdulRazaq Kehinde Akinpelu, Ilorin Kwara state Governor, AbdulRahman AbdulRazaq has said his first priority is to get things back to normal and restore confidence in the state such as fixing bad roads, getting water running in homes and getting moribund institutions back to work. AbdulRazaq said this Monday night when he visited the Kwara state College of Education (Technical), Lafiagi, where he assured workers who have long been on strike that they would be paid as soon as possible. He had earlier visited Bacita, a town in Kwara North that once hosted Nigeria’s biggest sugar factory, where he said that discussions are ongoing with investors to revive the industry with domino effects on employment and wealth creation.

The governor also visited the Lafiagi General Hospital where he bemoaned the lack of basic amenities like water supply, electricity and refrigeration for medical supplies like antisnake bite serum. He however, commended the Federal Ministry of Health for its interventionist programmes such as free malaria drugs. On Tuesday, AbdulRazaq visited the Duku Lade Irrigation Scheme in Patigi Local Government Area of the state as part of efforts to ensure all-year farming. The governor has since embarked on extensive tours of facilities across the state, especially water works, hospitals, schools and the comatose media houses that have stopped working. The tours have led to release of funds for quick measures that have seen water running in parts of the state, road rehabilitation and

ongoing efforts to bring Radio Kwara back on air after many months of inactivity. “Things are not just bad here. I have seen your hospital and your water works. They are in a bad state. But, that is the way things are all over the state. What we are trying to do is to get things gradually working the way they used to be. “Now, how does that affect you here? We will get you back to work. We will clear whatever has to be cleared. But, as I said, it is a difficult task. I will give you an example. There’s no money, but we will manage our resources. For May, we received N3.2 billion and salary alone gulped N2.2 billion. “So only N1billion is left to run institutions like this and fix hospitals and water works. We just have to manage our resources and put the little resources in the right places,” AbdulRazaq told workers of the college of education.

The Court of Appeal sitting in Ado Ekiti, has sacked the Owa of Odo Ayedun, Oba Ilesanmi Ajibade based on the lopsided selection process that led to his emergence as king. The Appeal Court in its decision upheld the decision of the Ekiti state High Court which nullified the selection and appointment of Oba Ajibade. The court in its unanimous decision on Tuesday held that the state government erred to have cancelled the first selection process and immediately ordered for a fresh one since it has no absolute powers in law to do so. In a verdict read by Justice Dawodu-williams, the court validated the first selection process held on November 2, 2009, which produced Prince Kunle Adeniyi, an assistant director in the state Ministry of Information as the duly selected king. Justice Williams, who resolved all the issues formulated for determination in the case against the appellant and in favour of the respondent, Prince Adeniyi Adekunle affirmed the lower court’s judgement on the kingship tussle.

Plateau: Police arrest 16 suspects over culpable homicide, cattle rustling

The police in Plateau state say it has arrested 15 suspects for culpable homicide, cattle rustling, armed robbery and kidnapping in last one month in the state. Commissioner of Police in the state, Isaac Akinmoyede, made the disclosure in an interview in Jos. Akinmoyede, who attributed the feats achieved by the command to the commitment and resilience of his officers and men, said investigations were still ongoing and the suspects would soon be charged to court. “In the last one month, we have arrested eight suspects over culpable homicide in the state. We also arrested five notorious cattle rustlers and recovered seven stolen cows from them in the period under review. “In the same vein, two suspects were arrested over armed robbery and one suspect over kidnapping. Investigations into all these crimes are ongoing and the suspects will be charged to court as soon as it is over,” Akinmonyede said. The commissioner explained that three AK47 riffles, one locally fabricated revolver pistol, one dane gun and 13 rounds of live ammunition were also recovered from the suspects.

Redeem your pledge to IDPs in Benue, CAN urges FG Chiangi Avese, Makurdi

Chairman of the Benue state chapter of the Christian Association of Nigeria (CAN), Rev. Dr. Akpen Leva has called on the state governor to prevail on the federal government to redeem its financial pledge of resettling the displaced persons in the state. Rev. Dr. Leva made the call when he led other officials of CAN on a courtesy visit to Governor Samuel Ortom at the Benue People’s House on Tuesday in Makurdi. He said the call became necessary as the rains have set in while displaced persons still live in the various camps spread across the state. “These people should not be made to continue living in the IDPs camps. It is not right

that people with large families will be living on rationed food for the rest of their lives,” the chairman pointed out. Our correspondent reports that a pledge of N10 billion was made by the Vice President, Yemi Osinbajo to the state for the settlement of IDPs last year on behalf of the federal government. According to Rev. Leva, said it is time the state government takes mechanized farming seriously in order to enhance food production, adding that “this would also deter those who imagine the state has fallow land to be taken. “Our large span of fertile land should be put to use maximally. It is because the farmers continue in subsistence farming that outsiders see our lands as empty,” Leva said. The CAN chairman urged the governor to ensure the construction and commission of the

cargo airport his administration embarked upon in its first term, pointing out that the airport would facilitate business in the state and provide jobs to unemployed youth in the state. The CAN delegation also appealed to the governor to reconcile with all his political opponents for peace and stability in the state. Gov. Ortom in his response, acknowledged the prayers of the Christian community in the state for his administration. “You stood with us in the massive insecurity the state went through. That has reduced, but I am hoping it will completely stop soon,” Ortom said. He said a trust, peace and reconciliation committee is been constituted to reconcile aggrieved politicians in the state, saying “my administration needs the contributions of every Benue indigene in the development task ahead.”

The Lagos Zonal office of the Economic and Financial Crimes Commission (EFCC) on Monday arraigned three persons for being in possession of 10 pieces of counterfeit N1, 000 notes. The suspects, Raphael Ishado, Jacob Sunday and Raheem Shanu were arraigned before Justice Chuka Obiozor of the Federal High Court in Ikoyi, Lagos on a five-count charge. The defendants pleaded not guilty when the charges preferred against them were read out to their hearing. In view of their pleas, the prosecution counsel, I. A. Mohammed asked the court for a trial date and also prayed that the defendants be remanded in prison custody pending the hearing and determination of the case. Counsel to the first defendant, George Turner, moved to make an oral application for bail on behalf of his client. However, the prosecuting counsel opposed the motion, saying the defence counsel has to file for a bail application to allow him respond accordingly. Counsels to the second and third defendants, Theophilus Idenhen and V.E. Emeruwa respectively, prayed the court for a short date for the hearing of bail applications on behalf of their clients.

Onaiyekan foundation’s free medical outreach to benefit 10, 000 IDPs

No fewer than 10,000 Internally Displaced Persons (IDPs) in the Federal Capital Territory (FCT) will benefit from free medical outreach organised by the Cardinal Onaiyekan Foundation for Peace in collaboration with African Medical Missions. Executive Director of the foundation, Rev. Sister Agatha Chikelue disclosed this during the outreach programme for IDPs in Kabusa in Abuja. Chikelue said that the one -week programme was borne out of the desire to reach out to the poor and the less privileged, especially the IDPs. She said the outreach was targeted at 10, 000 IDPs in Kabusa and Wassa IDPs camps and their host community, adding that “we all know the plight of the people living in our IDPs camps, a lot of them do not have access to quality healthcare services. “So we and our partners in the United States, who have also been going round other African countries decided to offer free medical services to the IDPs. It is a team of 27 medical doctors, nurses and volunteers who have come here to help us treat the less privileged in the society, especially

those who cannot afford to access quality healthcare services. “The team from the US also believes this is the best way to evangelise and bring the love of Christ to people in the society. This is the vacation time in Europe and America and instead of going to have fun, they decided to come to Nigeria to help our less privileged.” Chikelue added that the medicines and equipment the mission brought was to cover for 10, 000 people, both men and women, and children and adults. She said tooth operations, eye checks, treatment for hypertension, diabetes, typhoid, malaria and skin infections among others will be conducted free. Director, West African Community Missions, Dr. Kevin White, said they were in Nigeria as Catholic Christians to treat the IDPs, support the community and help those who are sick and in need. White said that the team was made up of 27 doctors from California, who volunteered to be in Nigeria during their vacation.

“All of us here are volunteers and these doctors gave up their vacation, paid for their tickets to come here out of a desire to bless Nigeria and help the people in need. So for us it is a very important problem that we are here to help solve. “We can only make a small dent in the problem, we cannot solve the problem, but we are here to help do what we can,” he stated. White, who was also accompanied by his wife, Valerie, also a director of the mission, said they went on such medical outreaches twice a year all over West Africa. A middle-aged woman has been arrested in Lagos for posing as an aide to the Lagos state Governor, Babajide Sanwo-Olu’s while seeking to obtain his visa at the Italian embassy. The government in a statement signed by the Deputy Chief Press Secretary to the governor, Gboyega Akosile and made available to journalists, alerted members of the public to be wary of people who may fraudulently use the office of the governor to commit criminal acts. Akosile said the security alert to Lagosians became imperative following the arrest of the woman over the weekend for using the governor’s office to seek visa for some members of the public. He said that “the suspect (name withheld) via an e-mail sent to the embassy of Italy in Lagos, allegedly posed as an official of the Lagos state government and sought the country’s visa for some unsuspecting Nigerians. ‘’The embassy however, wrote to the governor’s office to authenticate the claims which were later found to be false. The letter from the Italian embassy led to further investigation and her subsequent arrest, and interrogation. ‘’Although, she denied the allegation claiming that her e-mail was hacked, the Lagos state governor’s office has sent the matter to the appropriate security agencies for appropriate action.’’

USTDA, UOP collaborate to develop critical human resources for Dangote Refinery Motolani Oseni The Dangote Oil Refining Company, United States Trade and Development Agency (USTDA) and UOP, a division of Honeywell International, Inc., have commenced a training programme for the development of critical human talents necessary to operate and maintain a petroleum refinery of the magnitude of Dangote refinery. The training, which kicked off at the Dangote Academy, Ikeja, Lagos, involves intensive training of 50 Dangote company engineers. The training programme is designed to focus on refining processes and engineering, as well as on health, safety and environmental skills. The Dangote Refinery will be a major step towards reducing dependence on imported fuels and petrochemicals in Nigeria. When completed, the refinery, one of Africa’s largest industrial

conglomerates, will create significant economies of scale and support jobs creation in both Nigeria and the continent. The Dangote Refinery had acquired technology and personnel from all over the world and collaborated with many international institutions. Incorporating technology from the US, Europe, Asia and Australia, the Dangote refinery is a global endeavour and demonstration of worldclass project preparation, planning, collaboration and implementation of high-quality infrastructure. UOP, a division of Honeywell International, Inc., was awarded a contract to provide critical equipment, technology licensing, and design services. This includes several UOP-proprietary processes and packaged equipment. The proprietary specialist equipment includes catalyst regeneration and dryer regeneration control systems, high-performance column trays, and

heat exchanger tubes. The packaged equipment includes a modular CCR unit, catalyst coolers, a third-stage separator system for the RFCC units (which upgrades heavy oil), and two pressureswing adsorption units (PSA) to purify hydrogen. Speaking at the kick-off of the training, Director Human Asset Management & Project support, DORC, Mohan Kumar said the programme is very important for the refinery operation. “The training will enable the employees understand the refinery, how it works, the type of technology in the refinery and how it operates”, he said. Also speaking, Director Refinery Operations, DORC, George Nicolaides, said the training was necessary to prepare the employees for the operation of the refinery. “The employees are the present and future of the Dangote Refinery. The employees are carefully selected young engineers that will be part of the people

to start the refinery operation. We expect that within a few years they will be able to take up major roles in running of the refinery operation.” In his remark, Director, Business Strategy & Optimisation, Srinivas Rachakonda said: “These employees have gone through refinery training. They have seen instrumentation and now this training will enable them to understand how the technology works.” Head, Learning & Development, DORC, Dr Ebele Oputa, in his remark said: “For such a high-tech project, investment in getting the right quality of human capital to run the plant is considered to be possibly the most critical success factor for the multibillion-dollar project. Afreximbank signs $500m Tunisia-Africa Trade Investment programme Mathew Dadiya, Abuja The African Export-Import Bank (Afreximbank) and the Central Bank of Tunisia have signed an agreement for a $500-million Tunisia-Africa Trade and Investment Promotion Programme which will be used to provide financing aimed at promoting and expanding trade and investments between

Tunisia and the rest of Africa. Under the terms of the agreement signed in Moscow on 22 June, Afreximbank would make available a number of instruments and financing programmes to facilitate Tunisian exports and investments into Africa. On its part, the Central Bank of Tunisia will assist in identifying eligible Tunisian companies and

financial institutions that would benefit from the programme and will also support other Afreximbank initiatives. These include MANSA, the due diligence repository network established by Afreximbank in 2018, and the Pan-African and Settlements System, which the Bank plans to launch in July. Afreximbank President, Prof. Benedict Oramah, signed the

agreement on behalf of the Bank, while the Governor of the Central Bank of Tunisia, Marouan Elabbasi, signed for his institution. Afreximbank already operated similar programmes with Egypt, South Africa and Nigeria as part of its Intra-African Trade Strategy which seeks to foster increased trade and integration among African countries.

Lagos airport: NDLEA arrests 33 illicit drug traffickers in six months Chukwuemeke Iwelunmo The National Drug Law Enforcement Agency (NDLEA) Murtala Muhammed International Airport (MMIA) Command has arrested 33 suspects for various drugs trafficking at the airport between

January and June this year. The NDLEA Airport Commander, Mr Garba Ahmadu, who disclosed this in an exclusive interview with The Daily Times in Lagos, also revealed that 31 seizures were made during the period under review. Similarly, a total of 146.820 kg of

illicit drugs ranging from cocaine to heroin was also seized during the same period. According to the NDLEA commander, 28 male and five female were arrested with a different mode of concealment of various drugs ranging from tomato cans, baby diaper,

foodstuff to body lotion containers. Ahmadu explained that three of the suspects arrested concealed the drugs through swallowing, he, however, advised airlines to always deploy senior officials to airports for baggage tagging to avoid the Kano incident.

BEDC assures Ondo South communities of commitment to power supply Explains constraints on power distribution Michael Ajayi The management of BEDC Electricity Plc. (BEDC) has assured residents of Ondo South that it is committed to providing power to their various communities provided the federal Government through the Transmission Company of Nigeria (TCN) addresses the present technical constraints that impede power distribution to the areas. BEDC in its reaction to complaints by Governor Rotimi Akeredolu of Ondo State over lack of power supply to some parts of Ondo South appealed to the Governor to put pressures on TCN and other federal government- related institutions to create an enabling environment for BEDC to serve its customers better by addressing these technical constraints. These constraints according BEDC includes; the repair of the faulty breaker on

the 30MVA TCN transformer which affected voltage to Ondo South axis causing very poor and none useful power ‘candlelight’. BEDC also called for the replacement of the unstable Ife/Oshogbo 132KV undersized line and the recommencing/completion of the proposed 132/33KV, 2x 60MVA at Erinje in Okitipupa which will provide capacity for up to 90megawatts of power when completed. “In order to have a lasting and a complete solution to Ondo South electricity need as well as have a lasting solution to Ondo state general power limitations, the permanent solution is for TCN to complete the proposed 132/33KV, 2x60MVA at Erinje in Okitipupa project which has been awarded by NDDC and abandoned as well as replace the unstable Ife/Oshogbo 132KV undersized line” BEDC said. When this is completed, BEDC said it will be able to take the transmitted power and distribute same to customers in other parts

of Ondo South, but noted “this will only serve an additional 25% of the power needs in this area. This is because the estimated total power supply needed is 47.6MW and only additional 11MW will be available from this TCN source, hence there would still be a shortfall of about 36.6MW”. BEDC said that in January it collaborated with Niger Delta Power Holding Company (NDPHC) using National Independent Power Project (NIPP) to restore power supply to Ode-Aye town in Okitipupa and Igbokoda in Ilaje local government area of Ondo South by rehabilitating the distribution network in a phased manner and by bypassing major load using centres. “This was done to demonstrate to customers in Ondo South axis that the network was ready to receive and distribute power when TCN makes same available” the company added. BEDC says since 2015, it has escalated to Ondo State Government, Federal

Ministry of Power and Nigerian Electricity Regulatory Commission (NERC) that the issue of power supply to major parts of Ondo South is largely and principally affected by TCN constraint. It added: “TCN has not been able to transmit adequate power to BEDC in Ondo State and especially in part of Ondo South due to its technical constraints which have led to its existing problem of none availability of power in these locations.” “We wish to state categorically that as a service provider, BEDC is not comfortable watching a large proportion of its customers located in Ondo state and most especially in several locations in Ondo South without supply for so many years. The reality, however, is that in line with the existing methodology of buying and transmitting bulk power from TCN grid, such power which is purchased by BEDC is what is distributed to our customers in all areas”, BEDC stated.

Analysts at APT Securities and Funds Limited said, “We retain our cautious trading advice in the short run. However, accumulation of fundamentally justified and dividendpaying stocks for the mid to long term is recommended.” Similarly, analysts at Afrinvest Limited

stated, “In the absence of catalysts to propel investor sentiment, we maintain our bearish outlook on the equities market.” Sovereign Trust Insurance recorded the highest price gain of 9.52 per cent, to close at 23k per share. Cement Company of Northern Nigeria (CCNN) followed with a gain of 9.47 per cent, to close at N13.30, while Champion Breweries rose by 8.33 per cent to close at N1.69 per share. Livestock Feeds rose by 5.66 per cent to close at 56k, while Jaiz Bank gained 4.44 per cent to close at 47k per share. Conversely, Forte Oil led the losers’ chart

by 9.38 per cent, to close at N29, per share. NEM Insurance followed with a decline 8.73 per cent, to close at N2.30, while Prestige Assurance declined by 8.47 per cent to close at 54k per share. Aiico Insurance dropped by 4.35 per cent to close at 66k, while United Bank for Africa (UBA) lost 3.91 per cent to close at N6.15, per share. Mutual Benefits Assurance Plc has announced a 12 per cent increase in Profit After Tax (PAT) to N1.15 billion in 2018 financial year ended December 31, 2018, from N1.02 billion reported in the 2017 financial year. The company in its results to Nigerian Stock Exchange (NSE) on Friday said Profit before tax also increased by three per cent to N1.38 billion in 2018 from N1.34 billion in 2017. Following improved profit, the Group Earnings Per Share (EPS) closed last year at N0.14 per cent from N0.13 reported in the previous financial year. Our correspondent gathered that, the board and directors of Mutual Benefits Assurance yet to recommend dividend this year but had paid shareholders N160 million dividend in 2017 financial year. Bayelsa: By planning to boycott LG polls, APC has shown it lacks capacity to win – Dickson The Bayelsa State governor, Hon Seriake Dickson has said that the planned boycott of the forthcoming local government council poll by some political parties particularly the All Progressives Congress is a demonstration of their understanding of inability to win elections in the state. Governor Dickson stated this during a meeting with members of the State Executive Committee of the Peoples Democratic Party (PDP) at the party’s secretariat in Yenagoa. A statement by his Special Adviser on Media Relations, Fidelis Soriwei, on Tuesday, quoted the governor as having noted that the election would hold on the 10th of August as scheduled by the State Independent Electoral Commission (SIEC). Governor Dickson, who acknowledged the APC’s right to boycott the election, however stressed that the party lacked the popularity and the capacity to challenge the PDP under his leadership in a free and fair election devoid of federal intervention. He stressed that the APC was in no position to contest the upcoming governorship election if it could not demonstrate its strength in the council election. Dickson, who said that the PDP would embark on robust campaigns across the state, expressed confidence that all the local government councillorship and chairmanship candidates of the PDP would emerge victorious. His words, “I understand that some parties are boycotting the council election especially the APC, but that’s their own right. But we expected them to show their strength in this state in an election that does not have much to do with federal might. “We thought they would take advantage of this election to show their real strength on ground, but unfortunately they chickened out. The party that is now running away even from council election, let’s see the fire they have in their stomach. “I urge all our party leaders and members to resist the temptation both within and mostly from outside the state where people want to interfere. has always built a party of inclusion to weather all the storms that we have seen in the politics of this state and in our country. Dickson emphasised that the PDP would not be distracted in view of the antics of some mischief makers to undermine it. Highpoint of the meeting was the ratification of the results of the local government congresses to be forwarded to the SIEC for the election. The Buhari Media Organisation (BMO), has condemned the recent protests by some persons claiming to be All Progressives Congress (APC) stakeholders against some trusted aides of President Muhammadu Buhari especially his Chief of staff, Malam Abba Kyari. Describing the protest as illthought, needless and unfortunate, the BMO also distanced its members from the protest at Kyari’s official residence. The group in a statement signed by its Chairman, Niyi Akinsiju and Secretary, Cassidy Madueke said that the protesters were people with little or no understanding of President Buhari and how he works. It said: “We wish to dissociate the Buhari Media Organisation from the recent protest at the Defence House, by persons calling for the resignation of the Chief of Staff to the President, Malam Abba Kyari. We did not sanction or support those protests including interviews

on various media platforms, neither do we subscribe to the mission of the protesters and their sponsors. “Malam Kyari as Chief of Staff to the President has brought sublime sophistication to the dispensation of his duties; he has given his best dutifully, and has been instrumental to the many successes of the Buhari administration. “A decision by the President to retain him – if he so wishes – is one we cannot object to, but rather endorse wholeheartedly. “We have no doubt that those who took to the streets against a key player in the Buhari administration are sponsored elements who can best be described as meddlesome interlopers.” BMO said contrary to the position of the protesters and their sponsors, the Chief of Staff is one individual with a pedigree “Here is a man with academic background in Sociology and Law from two of the best universities in the world, but later veered into Banking where he rose to the highest position in one of Nigeria’s most influential banks, United

Edo politics: HURIWA cautions Oshiomhole against interfering in Obaseki’s govt A pro-democracy and civil rights advocacy organisation, Human Rights Writers Association of Nigeria (HURIWA), has cautioned the National Chairman of the All Progressives Congress, Adams Oshiomhole, to stay away from the governance of Edo State and allow his successor in office, Godwin Obaseki, to concentrate and deliver democracy dividends to the people. Besides, the pro-democracy group said it was not in the place of the Chairman of a political party to dish out orders to either the state governor of Bauchi, Alhaji Bala Mohammed, or the state legislature on how to carry on the duties of the legislative arm of government. In a statement by the National Coordinator, Comrade Emmanuel Onwubiko, and National Media Affairs Director, Zainab Yusuf, HURIWA described as an act of political rascality and grandstanding the purported ‘directive’ by Oshiomhole to the Inspector General of Police, Alhaji Mohammed Adamu, to seal up the legislative complexes of both the Bauchi and Edo States Houses of Assembles following disagreements amongst the lawmakers. According to the release, the VC said that the University management is already interfacing with security agencies and the state government on how to further protect the premises and members of the LASU Community. In the release, Prof. Fagbohun stated further that the Chief Security Officer will again re-circulate emergency phone numbers that will be of great help to all while warning all to continue to recognise that security of lives and properties is a joint responsibility. “We as members of the LASU Community must support our men and women in uniform who toil day and night to keep our campuses safe from harm. We must also be vigilant and share timely intelligence reports with the security unit,” he said. In another development, Chairman, United Bank for Africa (UBA) and Heirs Holdings, Mr. Tony Elumelu, has called for a total overhaul of the academic curriculum of Accounting and Finance Degrees in the country if graduates of the course are to be able to meet the requirements for jobs in the modern finance sector. He made this submission during his Lecture at the Faculty of Management Sciences Annual Guest Lecture, which held at the Aderemi Makanjuola Lecture Theatre, Main Campus, Ojo , recently. “I will like to propose an overhaul of the curriculum to accommodate these. The academic should go beyond churning out finance and accounting graduates on a yearly basis to building ready-to-market finance professionals thoroughly equipped for modern finance functions, “ he said. Nigeria requires more open learning centres for human devt – Okebukola Kehinde Akinpelu, Ilorin

Former Executive Secretary, National Universities Commission (NUC), Prof. Peter Okebukola, says Nigeria must double its Open Learning Centres to address high demand for education and human development. Okebukola said this on Tuesday in an interview with the News Agency of Nigeria (NAN) in Abuja. According to the former NUC boss, the population of the country is not commensurate with the number of students seeking admission into tertiary institutions. “We need to double our Open Learning Centres in the next five years to be able to cope with the demand and high education participation rate. “We are about 200 million in

Nigeria and we only have space for about 600,000 students in the regular university and for the National Open University of Nigeria, it is about one million. “The number is small, it is a drop in the ocean,” Okebukola said. He said Nigeria has only eleven approved open distance learning centres operating under the National Open University of Nigeria presently. “Nigerians generally tend to underrate the quality of education in virtual schools, this is not synonymous with the country, it is a global issue,” he said. He emphasised that the NUC made sure there is strict regulations and guidelines to ensure quality in the local open learning centres to make them compete with others globally.

“Distance learning acceptance is not only poor in Nigeria but it is all over the world because people think that there is little rigour but they are not aware there is rigour. “It is true that there is no rigour in the daily class activities, lecturer and students interaction but there is rigour to diminish the gap to quality,” he said. He, however, said authorities of virtual institutions needed to improve facilitation of the learning process, give students the experience that they are attending a school. “You need to give students the experience of knowing the other members of the class of discipline so that at the end of the training, they are better than their face to face in school counterparts,” he said.

UI International School Hijab crisis: Court strikes out fundamental human rights suit The Oyo State High Court in Ibadan struck out a fundamental human rights suit challenging the refusal of the University of Ibadan (UI) International School Ibadan (ISI) to allow female Muslim students wear hijabs on their school uniform. The News Agency of Nigeria (NAN) reports that the suit was filed by some parents of female Muslim students in the school on behalf of their children. Delivering his ruling on Tuesday, Justice Laniran Akintola , said the originating summons of the applicants contravened the provisions of the constitution of Nigeria.

Akintola said that the provisions of the constitution does not allow filling of a joint action in a fundamental human rights suit. The judge held that the section of the constitution on fundamental human rights, allows separate filling of an action on the matter. He upheld the preliminary objections filed by Mr. AbdulAziz Jimoh, one of the counsel to respondents in the matter, and struck out the suit. Earlier, Jimoh had moved a preliminary objection which was not objected to by the applicants’ counsel, Mr. Sulayman Alabi. NAN reports that the applicants who sued the institution on behalf

of their children are Mr Taofeek Yekinni, Idris Badiru, Sikiru Babarinde,Muideen Akerele, Abdur-rahman Balogun and nine others. The respondents in the matter are the University of Ibadan, School Principal, Mrs Phebean Olowe, the Chairman, Board of Governors, Prof. Abideen Aderinto and Deputy Vice-Chancellor (Academics) office and three others. It would be recalled that ISI had banned female Muslims students in the school from wearing hijab on their school uniform and the female Muslims student had protested against the decision as a violation on their fundamental human right.

Court jails randy senior Pastor 7 years for rape Andrew Orolua, Abuja Justice Hussain Baba-Yusuf of the High Court of the Federal Capital Territory on Tuesday sentenced Senior Pastor Basil Princewill whose original name is (Friday Ifeanyi) the Founder and General Overseer of Mountain Mover Fire Ministry International, Nyanya Abuja to seven years imprisonment for raping a 14-year old girl, Favour Iwuoha. Delivering judgement on the four count charge, the court found Pastor Princewill guilty on counts 1 and 3, but discharged and acquitted him on counts 2 and 4. It convicted him and accordingly sentenced the convict to seven years imprisonment for rape and five years for attempted abortion . Justice Yusuf held that ‘’it is bad for a person to indulge in this kind of devilish act. ‘’Those who are supposed to be men of God are expected to be highly religious, exhibit decency and act as role models to their followers. He said that considering the interest of the girl, the interest of the public and the rising cases of rape in the Church by those who serve in the Lord’s vineyard, the court has duty to send signal to the public to serve as deterrent to others. Justice Baba Yusuf said the behaviour of the randy pastor was ‘’despicable, shameful, degrading and satanic’’. ‘’By this conduct, the accused deserves to be taken to prison wall like a monastery until he changes to a better man of God. It is more worrisome especially when a person in question is looked up to as a man of God. Consequently, the court sentenced Pastor Princewill to 7 years imprisonment for raping and defiling a 14 year girl (Favour) and 5 years sentence for attempting to abort the resultant pregnancy. He said however that the sentences are to run concurrently. Count one bordered on rape while count three was borders on his attempt to cause miscarriage on the girl, by giving her drugs to take in order to abort the resultant pregnancy. The incident took place on July 27, 2011 to 31st December 2011. Pastor Princewill was arraigned on an amended charge dated 22nd September 2017. Justice Baba Yusuf, said that from the evidence of PW1 (the victim’s Mother); that of PW2 (the victim) and the PW3 (Dr Ogunlade Felix), the accused perpetrated the act of rape ‘’under the pretence of carrying out deliverance and cleansing on the girl on July 27, 2011. The court said it believed the evidence of PW1 (victim mother), PW2 (the victim)and PW3

More so, the court said it did not believe the testimony of the accused, stressing that apart from being full of contradiction, it was different from the testimony he gave at the National Agency for the Prohibition of Trafficking in Person (NAPTIP) office . ‘’I find it difficult to believe the accuse person’s incoherency, riddle puzzled testimony. ‘’Evidence of PW1 about what PW2 told her is direct and positive evidence, and not hearsay. ‘’Defence of the accused is not tenable and is

therefore rejected. Prove of case of rape against the accused is sustained, the court held. Count one said, ‘’That you Pastor Basil Princewill ‘Male’ 33 years of No. 5 Movers Avenue Nyanya , Abuja on or about 27th JUN, 2011 to 31st, December, 2011 at Mountain Mover Fire Ministry International and your house in Nyanya, Abuja within the jurisdiction of this court raped one Miss Favour Iwuoha ‘female’ 14 years by forcefully having sexual intercourse with her against her consent having put her in fear of hurt and when you impregnated her, you gave her drugs to take and abort the pregnancy but when the drug caused her bleeding, you took her to Fountain Head Medical Centre Nyanya where you paid Dr Felix Ogunlade to procure abortion on her and thereby committed an offence contrary to section 282 and punishable under section 283 of the Penal Code. Count three states, ‘’That you Apostle Basil Princewill ‘Male’ 33 Years of No.5 Movers Ayenue Nyanya Abuja on or about January, 2012, at Nyanya within the Jurisdiction of this court, attempted to cause miscarriage When you gave miss Favour Iwuoha Female, 14years drugs to take and abort the pregnancy you gave her which resulted to her bleeding with knowledge that miscarriage will be the consequence of your act and thereafter you took her to Fountain Head Medical Centre Nyanya where you paid Money and miscarriage was carried out on her. You thereby committed an offence contrary to section 95 of the Penal Code.

Agbele also narrated how he coordinated the movement of the huge sum of money.n Counsel to the Economic and Financial Crimes Commission (EFCC), Wahab Shittu in continuation of the trial called a fresh witness Damola Otuyalo, a former head of cash and transit ,Diamond bank PLC,who gave a vivid account of how the alleged sum was moved out of the local wing of the Lagos Airport and eventually handed over to Obanikoro. According to Otuyalo, they arranged 65 big bags known as jumbo bags, content of which was money.

He said they waited for some time before they could be able to off-load the cash from the aircraft. The witness said his director called him on phone and asked him to hand over the cash to Mr. Musiliu Obanikoro. He identified exhibit AA13,a copy of the instruction given to him by his director to pass the money to Obanikoro . The instruction sheet was admitted in evidence. Justice Dimgba adjourned the matter to October 4, 2019 for continuation.

Justice Garba said that having brought the application

outside the 21 days of filing the petition on May 15, 2019, it cannot be granted. He however granted the first prayer of the party requesting to correct clerical errors in the letters contained in their petition. Meanwhile , the tribunal on Tuesday said it will communicate to the parties a date for its ruling on the application brought by factional chairman of Hope Democratic Party , Chief Poland Awini Tapre who has asked the tribunal to remove the party name from the petition filed by Chief Owuru.

The Nigeria Police has deployed dogs known as the K9 assets to all railway stations across the country. The Inspector General of Police Mohammed Adamu disclosed this on Tuesday at the formal flag off of trained dogs deployment. He said that the initiative is within the context of Operation Puff Adder and “it is planned to compliment the existing security measures emplaced for the security and safety of passengers and critical infrastructure of the Nigeria Railway Corporation across the country.” According to him, the deployment of special breed and exceptionally-trained police dogs for security duties is as old as human civilization. Hence, their utilization in combating crimes and sundry internal security threats in the 21st century cannot be over emphasized. He said that indeed, K9 are known to possess extra-ordinary capacity for detection of Improvised Explosives Devices (IEDs), narcotics and other illicit drugs, firearms and other prohibited items which criminals usually engage for the perfection of their criminal activities. The deployment of Police dogs is therefore meant for detection or prevention crimes along the railway corridors. Their brief shall be for patrols, surveillance, detection and apprehension of felons in and around railway facilities. IGP Adamu said Nigeria Police have one of the most equipped, experienced, highlytrained, and functional K9 Section. They also have commendable antecedent of successful anti-crime, crowd control and civil disorder management operations in the country. Indeed, it is on record that the Nigeria Police Force Animal Branch has been instrumental to the training and development of similar branches for other security agencies in the country. He said that police planned to maximize its unique K9 strength to complement other sections as part of the broad policing architecture which we recently emplaced towards addressing our internal security challenges. It will be recalled that prior to this time, about one thousand additional police personnel were deployed to the Nigeria Police railway Command. This unprecedented deployment was designed to address the manpower gap of the Command and reposition them to address vulnerabilities, projected threats, and security challenges which the increasing human traffic and expanding assets of the Nigeria Railway Corporation may present, he added. He assured that all the assets of the Police shall continually be mobilized and deployed towards denying criminal elements of any space to operate in any location in the country. He said police will continue to encourage all citizens to embrace the concept of ‘if you see something, say something’. Indeed, our appeal now is ‘if you suspect something, say something’. This is a civil obligation of all citizens and this is the most potent weapon towards collectively winning the war against elements bent on threatening our security.

Niger Tornadoes Management Team introduces New Technical Adviser to players Saka Bolaji, Minna

The management of Niger Tornadoes football club of minna led by the Secretary Aliyu Muazu alongside other management members on Tuesday introduced the new Technical Adviser Abubakar Bala Mohammad to the players of the team at the Bako Kontagora Stadium Minna, during a morning training session. According to the Secretary, while commending Coach Christopher Bernard, Ahmed Nuhu and other back room staff for their roles in the ongoing #AiteoCup Competition said the club needs Coach Abubakar Bala’s expertise especially at this critical moment, hence his introduction to the players before the proper unveiling in the days to come. In his remarks, the Team Manager of the Club, Aliyu Mohammed urged the players to accord the new Technical Adviser all the necessary attention and support so as to enable the club to succeed,

especially in the ongoing Federations Cup (Aiteo) competition. Senator Ahmed Lawan is the incumbent Senate President of Nigeria, having won the election into that office, 79 -28, beating his rival, Senator Ali Ndume of the same ruling All Progressives Congress (APC). Lawan was the anointed candidate of his party, the APC, but he worked hard to negotiate with and secure the support of other members of the Senate across party lines. He secured a bi-partisan victory in such a convincing manner that has caused turmoil in the People’s Democratic Party (PDP), Nigeria’s main opposition party. The PDP has since ordered an investigation into how its National Assembly members voted contrary to the party’s directives. The PDP must pursue that course with extreme caution in order not to shoot itself in the foot. But what has Ahmed Lawan done with his victory and what have been the fall-outs? Immediately after his declaration and inauguration as Senate President of the 9th National Assembly on June 11, he and his equally “anointed” Deputy, Senator Ovie Omo-Agege went straight to the Aso Rock Presidential Villa to pay homage to President Muhammadu Buhari. When they got there, Ovie OmoAgege whose role in the 8thNational Assembly was controversial knelt down before the President as if he was in front of a demigod. In Africa, some Presidents consolidate power so much in their persons, that people actually worship them. Ovie-Agege knelt down; Nigerians cried out in criticism. I didn’t join that needless outcry, because from the looks on Omo-Agege’s face, he came across like the kind of guy who would even have preferred to prostrate before the President, and if he was asked to jump up in the air, he would gladly have done so. It is part of African culture to pay respects to elders, but a “Kabiyesi syndrome” as poet laureate Niyi Osundare once put it, persists in Nigerian politics. Men and women of power are treated like monarchs and there is never a short supply of acolytes, relying on culture and custom, curtsying and genuflecting, masking what is in reality, opportunistic sycophancy. Ahmed Lawan’s first act in office (his urgent and prompt visit to the Presidential Villa) became an issue because he had promised that he would not run a rubber-stamp Senate, and that the 9thNational Assembly (the Senate President is the Chairman of the National Assembly) under his watch, while seeking a harmonious and qualitative relationship with the Executive arm of government, would act only strictly in the interest of the Nigerian people and in line with the legislature’s Constitutional mandate. Rushing off to go and

“kiss” the President’s feet, just hours after being inaugurated didn’t send the right signals to an observant public. The newly elected Speaker and Deputy Speaker of the House of Representatives would soon follow in tow, but those ones at least allowed one or two days to pass. The dynamics of power in African democracies more or less subordinates one arm of government to the other, structurally and unjustifiably, but the sad part is how those who should ensure the integrity of spaces wilfully violate them. Shortly after President Muhammadu Buhari’s administration was inaugurated for a second term on May 29, 2019, his first assignment in office was to jet off to Saudi Arabia for a meeting of the Organization of Islamic Cooperation (OIC). Barely 10 days before then, he was shown observing the Umrah (lesser hajj) in Makkah, Saudi Arabia. The incumbent Senate President, Ahmed Lawan and the Speaker of the House of Representatives, Femi Gbajabiamila have both followed in the President’s footsteps, visiting Saudi Arabia, either before or after their emergence as heads of the National Assembly. The number of trips that have been made to Saudi Arabia by the Nigerian ruling elite, before, during and after the 2019 general elections deserves an independent and rigorous study of its own for all its connotations. These trips are not limited to religious observances. There have been reports of interactions with Saudi officials. Even Christian officials working for the Buhari administration have had to visit Saudi Arabia, decked in traditional Saudi garbs. For more than the reasons of spiritual pilgrimage, Saudi Arabia has always been Nigeria’s strategic partner, but the kind of Saudi Arabian sycophancy that the current government has been demonstrating is the most bizarre that I have seen. Our embassy in Saudi Arabia must be the busiest mission that we have. Were Saudi Arabia to allow dual citizenship, many of our political leaders would have since joined the queue to beg for Saudi citizenship. For now, they have just turned it into their second London and they go and return, and do not fail to flaunt the trips in our face. But whereas, we may cite the aforementioned illustrations as evidence of Senator Ahmed Lawan’s attempts to be like the boss, he eventually took a significant step to assert his independence and demonstrate that he has a mind of his own. The fact that he abandoned that attempt in the face of harassment and intimidation, indeed his cowardice in the face of pressure, and how that could well be a sad indication of what to expect, is the bigger point of

this commentary. Six days ago, the Senate President Ahmed Lawan, unlike President Buhari, “hit the ground running” by announcing the appointment of his aides. President Buhari is yet to appoint any personal or official aide. His former aides continue to work for him by conduct in utter violation of Sections 151 and 171 of the Constitution. Lawan took the right step of announcing his aides. He retained three media aides who worked with his predecessor, Senator Bukola Saraki - Senate President of the 8thNational Assembly. These are Mohammed Isa, special assistant on media and publicity, Olu Onemola, special assistant on new media, and Tope Brown, special legislative assistant on photography. He retained another Saraki aide: Dr. Betty Okoroh. He further announced Dr. Festus Adedayo, former Special Adviser Media to former Governor Chimaroke Nnamani (Enugu State) and Senator Abiola Ajimobi (Oyo State), and a journalist with the Nigerian Tribune newspapers as his Special Adviser on Media and Publicity. By retaining former aides of Senator Bukola Saraki, a former Senate President who had been declared persona non grata by the Presidency and the ruling APC, Lawan was obviously looking at continuity. He didn’t want to start his career as Senate President on a tabula rasa. It helps to have in place persons with institutional memory who may know where all the corpses in the office are buried. Part of the problem we have in the governance process in Nigeria is that every new person who assumes an office believes that the first thing to do is to get rid of staff who may have worked with the predecessor and who may still be loyal to that predecessor. Lawan took the moral high ground. He showed confidence by re-appointing some of the persons who worked with Bukola Saraki. Then, he chose as the head of his media team, a man who has been very critical of the Buhari administration and even of him. By Adedayo’s account himself, Lawan said he was looking for a man who could get the job done. Certainly, Festus Adedayo has the experience and the skills to deliver on the job. When I was approached about two years ago to provide a shortlist of persons who could act as spokesperson for a government agency, he was one of the top favourites on the short list that I submitted. Festus Adedayo has the know-how, the intellectual heft, the street wisdom, the personality, and the courage to do a job that I consider, in retrospect, the most suicidal job in government.

AFCON: I hope Super Eagles’ injuries, sicknesses benefit us to win – Guinea coach Guinea head coach Paul Put says his team have what it takes to beat three-time African champions, the Super Eagles in Wednesday’s AFCON 2019/Group B clash at the Alexandria Stadium, and hopes too that the Nigerian team’s current injury and sickness situation will aid their victory. The Syli Nationale are looking to record their first win in the competition after holding debutants Madagascar to a 2-2 draw in their first game at the 2019 Africa Cup of Nations in Egypt on Saturday. The Super Eagles who have some of the continent’s best talented stars in their squad are one of the favourites to win the competition alongside hosts Egypt, Senegal and Morocco. Put, who managed the Burkina Faso side that lost 1-0 to Nigeria in the final of AFCON 2013 in South Africa is upbeat on the chances of his team against the Super Eagles. “It’s an interesting tie, and we will do all in our power to secure the win. We have to be realistic though, we have to be focused as well and I am very confident about my team’s chances. I’m counting on my players and we

will do what ever it takes to win,” Put told a news conference at the Alexandria Stadium on Tuesday. “I hope Nigeria’s troubles with injuries and sickness plays into our hands. Maybe it’s a good sign for us. “Nigeria are a great team with good individual players and they have achieved great results. It is always a good thing and a big motivation to play against big teams like them.” Put also blamed his goalkeeper for the goals the team conceded against Madagascar and declared that they must play a perfect game to beat Nigeria. “Against Madagascar, our goalkeeper was more to blame than our defence. I’m not saying we didn’t make individual errors, but both goals we conceded had more to do with goalkeeping errors than defenders’ mistakes. “My experience might not count for much tomorrow, but I’ll try to use what I’ve learnt in the previous AFCON tournament I have competed in. The Super Eagles have no real weaknesses and we will need a perfect game to beat them.”

Super Eagles agree to train ahead of Guinea game Super Eagles players have agreed to train ahead of their match against Guinea on Wednesday. The team’s training time has already been changed to 5.30 with the team expected to
