Mathew Dadiya, Abuja The President of the African Development Bank (AfDB), Dr. Akinwunmi Adesina, has said that with the rapidly changing world of trade and rising echoes of unilateralism, Africa must trade smartly, by ensuring rapid growth in Intra-African trade. Speaking during a gala dinner organised to mark the 2018 Annual Meetings and 25th Anniversary of the African Export-Import Bank (Afreximbank) in Abuja, Adesina pointed out the important role of the African Continental Free Trade Area (AfCFTA), saying that when fully implemented, the AfCFTA would raise the share of IntraAfrican trade in Africa’s total trade from 16 per cent to 52 per cent. Adesina explained that this would also increase the value of Africa’s traded goods and services by $35 billion per year. He, however, commended Afreximbank for its achievements, saying that the AfDB was very proud that the institution it helped create 25 years ago had fully come of age. “Today, Afreximbank is the leader on financing trade in Africa,” he said. Highlighting the importance of trade finance, especially for small and medium-sized enterprises (SMEs), Adesina noted that the AfDB had provided trade finance lines of credit of $650million and trade finance mitigation support of $250 million to support Afreximbank’s trade finance activities. He called for strong
partnership between AfDB and Afreximbank in the development of export processing zones, especially staple crop processing zones, so as to help transform rural economies based on agricultural industrialisation and value addition. Earlier, the Permanent Secretary in the Ministry of Finance of Nigeria, Dr Mahmud Isa-Dutse, which hosted the gala dinner, congratulated Afreximbank on the celebration of its 25th Anniversary. He pledged Nigeria’s continuing support for the Bank as it continues to deliver on its mandate of promoting African trade. Meanwhile, latest report has showed that African economies would grow by 4.1 per cent in 2018, according to The Africa Trade Report 2018: Boosting Intra-African Trade: Implications of the African Continental Free Trade Area Agreement (AfCFTA), a new report launched by the African Export-Import Bank (Afreximbank) on July 11. The report stated that the implementation of the African Continental Free Trade Area (AfCFTA) Agreement will create opportunities for intraAfrican market access and will significantly increase trade flows, arguing that tariff removal and cost reduction under the AfCFTA will reduce production costs and induce economies of scale, spurring higher domestic production and investment into different sectors of the economy, which will boost value addition in production and enhance export growth across sectors.
It advised that the AfCFTA arrangement needs to go beyond a 100 per cent tariff reduction in all goods, as non-tariff barriers are also major constraints on intra-African trade. Such nontariff barriers include standards, custom procedures, technical barriers, licenses, prohibitions, distribution restrictions, procurement restrictions, competition measures and rules of origin. The removal of those barriers, which add costs to intermediate import for domestic production and investment, would spur domestic production and increase the value chain integration of export products, said the report. Commenting on the development, President of Afreximbank, Prof Benedict Oramah, said: “Intra-African trade is only 15 per cent of Africa’s total trade, compared to Europe’s 67 per cent and we need a sustained strategic shift to industrialisation, increased intra-African trade, and decommoditisation through increased value addition and export diversification. The African Continental Free Trade Agreement and Afreximbank’s Fifth Strategic Plan both emphasise the need for this structural transformation of African economies.” “Afreximbank is committed to weaning the continent from overdependence on commodities and our programmes, notably the Africa Commodities Initiative, contribute to higher value addition by supporting processing and industrial capacities in various commodity sectors.”

Tambuwal, Ahmed set to defect as Ortom dumps APC for PDP Tunde Opalana, Idu Jude, Abuja, Fredie Adamgbe, Makurdi and Patrick Okohue, Lagos As the gale of defection sweeps across the ruling All Progressives Congress (APC), and other parties, two high profile politicians are set to join the opposition party, the Peoples Democratic P (PDP). The Daily Times can report that Sokoto State Governor Aminu Tambuwal, and his Kwara State counterpart, Abdulfatah Ahmed, have concluded arrangement to dump the ruling APC for the PDP. On Tuesday, the National Assembly and indeed the entire Nigeria, was hit by mass defection of 11 senators, 37 members of the House of Representative to the PDP, thereby sending signal for a fierce national election against the ruling APC in 2019. Prior to the drama at the National Assembly on Tuesday, a chieftain of the PDP had earlier revealed to The Daily Times the offers his party made to the
Senate President, Bukola Saraki, Speaker of the House of Representatives, Yakubu Dogara and Tambuwal. Other top government functionaries and party stalwarts from across divides that the PDP made offers to include Benue State Governor Samuel Ortom, former governor of Kano State, Senator Rabiu Kwakwanso and former Minister of Education, Ibrahim Shekarau. The party also promised to ensure that former governor of Akwa Ibom State, Senator Godswll Akpabio, emerges as Senate Majority Leader as the party believes it would emerge majority in the Senate and House of Representatives after the 2019 elections According to the reliable PDP source, who is part of the negotiating team for the merger and political realignments aimed at expanding the party’s area of control, everything legally possible under the sun is being done to ensure that President Muhammadu Buhari and his party, APC , are defeated in the 2019 election. The source had claimed that part of the
offer was that every member of the party who is qualified to run for the office of the president would be allowed to contest the party’s ticket with level playing grounds, adding however that Saraki, Dogara, Tambuwal and others have specific positions reserved for them if they try and failed to win the PDP presidential ticket. Meanwhile, the embattled Benue State Governor Samuel Ortom has finally defected from the APC to the PDP. The governor announced his defection at a meeting with local government chairmen and councilors at the Government House, Makurdi, on Wednesday. Governor Ortom announced that his resignation letter had been sent to the chairman of the APC in his ward. He said, “I have formally resigned from the APC to the PDP and have presented my letter of resignation to the party’s chairman of my ward. “The chairman and other officers of my ward also indicated their interest to join me in my new party. According to him, this level of control allows companies to increase their supply chain efficiency, adding that stock outs and over-stocking are better avoided, raw material supply is better managed, and delivery schedules can be better guaranteed. He pointed out that going by his own experience as leading cement producer using backward integration, there will be cost control as costs can be better managed all along the production process. Citing instances of countries that have used backward integration to climb the industrial ladder key sectors, Dangote said: “Several countries have involved backward integration in some of their industries. Examples include Brazil, Ghana, Malaysia, Norway, and Russia. China and the United States of America probably have the most vertically integrated firms given their size and industrialisation focus. This typically start with local content requirements for extractive industries and then includes consolidation across product value chains. “Norway successfully managed the transition from a country with no direct capabilities in the oil and gas sector on the discovery of oil in the late 1960s to become a competitive producer of a variety of oil field services and equipment. Today, more than half of the capital inputs used in the sector are sourced locally, along with 80% of the sector’s operational and maintenance inputs. “Similarly, oil and gas firms operating in Brazil were awarded more points when tendering for contracts if they demonstrated commitment to purchasing higher shares of goods and services from local Brazilian suppliers. Specific local content targets were set for onshore projects (70%) and offshore projects in shallow (51%) or deep (37%) water.” For Nigeria, Dangote stated that using backward integration was full of bed of roses as Nigerian businesses
face major challenges in developing backward integration. These, according to him, include difficulties in obtaining adequate and reliable energy and power supply; lengthy, costly and politically sensitive processes of gaining access to land; poorquality transportation infrastructure; the high cost of capital; long lead times before backward integration efforts yield rewards; sensitivity to external shocks and unforeseen costs; “Inconsistency of policy implementation; lack of inter-sectoral policy coordination; inadequacy of knowledge and skills in the workforce; and lack of foreign exchange. Most of these challenges relate to the poor quality of the overall business enabling environment, rather than due to local content policies,” Dangote stated. Nevertheless, he argued that the policy had helped Nigeria in the cement sector, pointing out that as at 2002 before the backward integration policy, “local installed cement production capacity was about 3 million metric tons per annum (while actual production was under 2 million metric tons). Cement demand was approximately 9 million metric tonnes per annum and the supply gap was filled by cement imports. Imported cement accounted for over 70% of local cement consumption. “Conservative estimates of the cement import bill as at 2002 placed it at between US$500 - US$600 million annually. More importantly, it essentially exported jobs to other countries and exposed the national economy to risk. Nigeria was one of the largest importers of cement in the world despite its huge limestone deposits. To build the nation’s capacity in the cement sector.” However, with government introducing the policy in 2002, “It restricted cement imports into Nigeria while the issuance of cement import licenses were tied to investments in local cement production capacity with strict monitoring to ensure compliance. Sector specific incentives for the cement industry, in addition to other more general incentives e.g. tax holidays, capital allowance etc. were also an important part of the policy,” he added.
According to him, “the impact of the policy was felt within the first decade of its implementation as Nigeria became self-sufficient in cement production. Installed cement production capacity that has now grown from 3 million metric tons in 2002 to 44 million metric tons as at December 2017. The country has successfully transitioned from being a net importer to self-sufficiency and then to a net exporter since 2017.” In his remark earlier, the ViceChancellor of the University of Ibadan, Prof. Abel Idowu Olayinka, thanked Dangote for the building, describing it as a legacy that would forever be cherished generations yet unborn and by the donation, Dangote has become the first largest individual donor to the university. He explained that Dangote was to donate N250 million to the university but they prevailed on him to build the complex rather than giving money and that the decision has paid off for the university. Oyo State Governor Isiaka Ajimobi, who was the Guest of Honour on the occasion, urged Nigerian youths to learn a big lesson from Dangote’s humble beginning but with hard work has become one of the greatest entrepreneurs in Africa. Ajimobi, who was represented by the state Commissioner for Education, Prof. Joseph Adeniyi Olowofela, lamented that most youths of today do not cherish hard work but want to get rich quick which explained the increase in social vices in the country. “We need to shift the paradigm shift from the get rich quickly at all cost to hard work that leads to wealth”, he added. The Director of the University of Ibadan, School of Business, Prof. Nike Osofisan, said the institution owed Dangote a huge debt because the complex was more than a building. She explained that “the fully air conditioned complex has 9 lecture theatres, 10 lecturer offices, four Executive Directors Offices, One Canteen, 250 KVA dedicated Transformer, and male and female conveniences”.

The Daily Times recalls that Governor Ortom was a member of PDP who served as Minister of state for Trade and Investment under ex-President Goodluck Jonathan and later left the PDP for APC in 2014. Earlier before the announcement of Governor Ortoms’ defection on Wednesday, irate youths in Markurdi, the Benue State capital, prevented the Governor from attending a scheduled meeting with the APC leadership in Abuja. The youths, who displayed various placards with various inscriptions such as “Ortom don’t go back to APC,” “We don’t have land to donate for ranching,” “APC is Miyetti Allah party,” Our farms are not for cows, “You must leave APC, or forget Ortom 2019”, blocked the main entrance to Government House where the Governor was to take off from. Leader of the youths, Terrence Kuanum, and Pastor Dave Ogbole, advised the Governor not to make the trip for further discussions with the APC leadership on his membership of the party but to rather look for an alternative platform. The youths also threatened that if Ortom proceed to attend the APC meeting, they would vote him out in 2019 even as they angrily tore APC flags hanged across the fence of Government House. Despite Ortom’s plea, the youths’ coalition insisted that the only option available to him was for the Governor to renounce his membership of the APC. Ortom’s finally succumbed while the irate youths lifted him sky ward and there was jubilation all through the Government House. With the defection of Ortom from the APC to the PDP, the ruling party has lost one of its 25 states to the opposition PDP. Meanwhile, the PDP has welcomed Ortom back to its fold and urged all its members in APC to return back ‘home’ and salvage the nation. In a statement made available on Wednesday by its spokesperson, Kola Ologbondiyan, the party hailed Governor Ortom for showing patriotic courage and boldness in these times of brazen dictatorship. The PDP said, “The return of the Governor to PDP confirms the fact that President Muhammadu Buhari’s ledadministration and the All Progressives Congress (APC) do not have the welfare of Nigerians at heart, as they have continually offered flimsy excuses over the mindless killings that have caused untold sorrows across the country, particularly, Benue State.
“PDP recalls that the Buhari-led Federal Government has failed in its basic responsibility of protecting live, property, territorial integrity of our nation. “Painfully, Nigerians are being slaughtered in Benue, Taraba, Plateau, Kaduna, Zamfara, Sokoto, nearly on daily basis”. The party also recalled how the APCled Buhari administration, would rather plead for the accomodation of persons whom have been repeatedly fingered as being responsible for heinous killings in the Benue valley rather than take decisive and concrete actions to preserve lives of Nigerians. However, the Chairman, Ogun State Chapter of the African Democratic Congress (ADC), Dr. Gbolade Osinowo, has described the defection of 14 senators and 37 members of the House of Representatives from the ruling APC to the PDP and the African Democratic Congress (ADC) as the beginning of the end for the APC. Osinowo, who said this in a statement signed by the Assistant Publicity Secretary of ADC in Ogun State, Hon. Leke Adesanya, on Wednesday, noted that the lawmakers had indicated, with their defection, that they were sorry for being part of a party that had misled Nigerians and caused them pain for so long. Not relenting on its effort to rid the nation of prohibited and smuggled items, the Nigeria Customs Service, Federal Operations Unit (FOU), Zone ‘A’ has intercepted a truck loaded with 498 cartons of CSP Codeine Cough syrup along the Ijebu-Ode / Ore road and two suspects arrested. The Controller Zone ‘A’, Comptroller Mohammed Uba, who disclosed this during a press briefing at Ikeja on Wednesday, said the codeine cough syrup were in 100ml bottle with 200 bottles per carton. Preliminary investigations revealed that the products which were imported from the United Kingdom were intercepted based on credible intelligence while they were been smuggled to the Eastern part of the country loaded in a truck marked LAM283 LG. The Daily Times recalls that cough syrup with codeine had been placed on ban by the Federal Government, following its abuse by many Nigerians, especially the youths. Speaking on the seizure, Uba said, “ The substance is valued at over N199million. Two suspects are in custody over the seizure. The drugs and the suspects will be handed over to NAFDAC for further investigation and possible prosecution in a court of competent jurisdiction. The fight against drug abuse and illicit drugs is a collective effort and if all hands are on deck, we will make our nation a drug free
society.” Uba, who also spoke on the other breakthroughs by the Zone, said 21 exotic vehicles, 9,504 bags of 50kg rice, 436 jerrycans of vegetable oil, 333 cartons of frozen poultry products amongst other items all with a Duty Paid Value (DPV) of over N1.120billion. The Controller said the various seizures were made between June 13 and July 24, 2018. Eight suspects were also arresred for the seizures following the review and intensifing of operational modalities. Giving further details on the vehicles detained, Uba said, “ Ten out of the 21 vehicles were evacuated from Oluwalogbon Motors at 164 Awolowo Way Ikeja, based on credible information. While others were intercepted along Ijebu Ode Expressway. “ Some of the detained vehicles include 1 Mercedes benz G-500 (2016), 6 Toyota Hiace Bus (2018), 3 Lexus Jeep GX460and Lx570 (2017) 1 Toyota Hilux (2017 ), 1 Toyota Land Cruiser Prado,(2016) 1 Toyota Hilux bulletproof (2014), among others. “ These 21 exotic vehicles have a duty paid value of over N484 million and as I speak to you, nobody has come to claim ownership. Let me use this opportunity to urge the owners of these vehicles to come forward with valid Customs clearance documents otherwise they will be liable to seizure and subsequent forfeiture to the Federal Government in-line with laws of the land. “For the avoidance of doubt, our action is in line
with the provisions of Sections 147 of Customs and Excise Management Act (CEMA) Cap 45, Laws of the Federation of Nigeria 2004 (power to search premises), Section 158 of CEMA, Cap 45 Laws of Federation of Nigeria (power to patrol freely).” On the seized foreign parboiled rice, Uba said every well meaning citizen has it as an obligation to support the Federal Government policy on rice, encourage local rice farmers, the millers and patronize them. Meanwhile, the Nigeria Customs Service has concluded plans to move some of the seized items to the camps of the Internally Displaced Persons (IDPs) in Borno State. This was disclosed during a press briefing by the Controller of the Federal Operations Unit, Zone ‘A’, Comptroller Mohammed Uba on Wednesday. Speaking on the plan, Uba said it was a directive from the Comptroller General of Customs as instructed by the Presidency. He said, “Following the Presidential directive, the Comptroller-General of Customs, Col. Hammed Ali (rtd) has directed the evacuation and distribution from our warehouse the following items for onward delivery to Internally Displaced Persons (IDPs) in Borno State by Nigerian Army Corps of Supply and Transport (NACST). “ it includes 11,579 bags of foreign parboiled rice 50 kg each, 627 and 485 jerrycans of vegetable oil 25 litres
and 5 litres respectively, 248 bales and 219 sacks of used clothing, and 33 sacks of used shoes.” Commenting on the spate of attack on Customs personnel while on duty, Uba expressed dismay about the development, saying that the agency will no longer tolerate such infamous action. He said, “Over the incessant attacks on our officers, the CGC has directed, we will continue to make sure we defend ourselves at all times. Hence element that will dare officers on patrol is like embarking on a suicide mission. We wont tolerate such excesses from smugglers and their accomplices. I also wish to advise the general public, not to allow themselves to be used as shield by smugglers most especially, the host communities.” He maintained that no amount of resistance from the smugglers and their mob accomplices will deter Customs personnel from performing their statutory responsibilities in all aspects especially in anti- smuggling operations within southwest zone. He also thanked journalists for their continued support in the reportage of antismuggling drives, saying they are partners in progress. The Controller appreciated other security agencies that have been rendering necessary support most especially the Nigerian Army and Police. Uba also thanked the GGC and his management for their logistics support that brought all the success stories the agency enjoys.
NIMC registers 31 million Nigerians for National Identity Number The National Identity Management Commission (NIMC) has disclosed that it has captured over 31 million Nigerians in its data base as at July 2018. The Head of Corporate Communications, NIMC, Mr Loveday Chika, disclosed this in an interview with the News Agency of Nigeria (NAN) on Wednesday in Abuja. Chika said the figure comprised both adults and children, adding that minors constituted about 255,794 of the total figure in the National Identification Number (NIN). He said, “Enrolment of minors is ongoing and has no age bracket, parents are encouraged to bring children that are one year and above so that the camera can capture their faces very well. “What we have observed is that it is difficult to take pictures of children
below one year, so we advise parents to wait until their kids are one year old. “The process is that either of the parents must enroll first and produce his or her name upon which the details of the child will be enrolled to be able to establish a family history. “This is because until a child turns 16, his or her biometrics is not fully formed, so we are able to put information about him on the family line. “Once the child turns 16 he or she can come forward with birth certificate as a supporting document and update his or her biometrics.” Chika added that it is after the update that the child would be issued with a National Identification Number (NIN) card. We do not issue card to people below 16. Chika described as encouraging the
number of children so far registered by the commission, saying that the turnout is expected to increase with the current school vacation. Buhari meets APC senators at Villa
Meanwhile, President Muhammadu Buhari has invited senators of the All Progressive Congress (APC) to the presidential villa in Abuja. A presidential source disclosed that Buhari would meet the lawmakers by 10pm at the First Lady’s conference room. The meeting comes a day after the ruling party lost 14 senators and 37 members of the House of Representatives to the opposition PDP. NAN described the meeting between the president and the senators as part of the president’s “engagement with critical stakeholders to build synergy and consensus on national issues”. On July 20, Buhari met with members of the Parliamentary Support Group, house of representatives chapter, where members renewed their support to the president. The president has been holding a lot of meeting with stakeholders instrumental to his reelection.
Foundation urges Buhari to sign Persons with Disability Bill Mathew Dadiya, Abuja A non-governmental organization Juremi Foundation has called on President Muhammadu Buhari to sign the Disability Bill into law in order to give hope to people with disabilities in the country. The head, Public Relations of the Foundation, Aisha Abubakar made the appeal on Tuesday in during a peaceful rally in Abuja. The rally was organised to create awareness and empower the disabled. According to Abubakar, assenting to the Bill will help the rights and rehabilitation of over 25 million physically challenged Nigerians living with disabilities. She said that the walk tagged: Juremi – Ability in Disability (J-AID Walk) is expected to attract over 5,000 individuals adding that as a foundation, they are in support of the Disability Bill. She said, “we create awareness and sensitise the general public about the importance of creating equal opportunities for physically challenged persons in the society because there is ability in disabilities. We also empower, provide skill acquisition “we don’t want them to be beggars but to have something to give to themselves and to the society.” One of the physically
challenged persons, Mr John Jimoh said, “I will desire that all the states of the federation pass the bill into law because that is the greatest way of assisting people with disability where the enabling legal framework will help them to participate in equal bases with others without been discriminated. I believe it’s the greatest support we can get from government. “Government should also mainstream development across board by asking question in each of the development approach; how do people with disability benefit from this project, how do I design the programs and services to be accessible to people with disability knowing that more than 25 million Nigerians are living with one form of disability or the other with more than 80 per cent of them living in rural areas with limited access to social infrastructure.” Mr Abdulazize Ishaka, Operation Manager, Juremi Foundation also called on the stakeholders, ministries, departments and agencies of government and other key stakeholders to support the rights of people with disabilities through the assent of Mr. President to the Nigerian disability law called the discrimination against persons with disability promotion law 2018.

2 senators return to APC from PDP Short News Mathew Dadiya, Abuja
Two defecting senators, Lanre Tejuoso (Ogun Central) and Adesoji Akanbi from Oyo South who were reported to have joined the Peoples Democratic Party on Tuesday are back in the All Progressives Congress (APC). They were among the senators who met President Muhammadu Buhari on Wednesday night at the Villa in Abuja, in a show of solidarity. Tejuoso announced his return at the meeting between APC Senators and President Buhari at Aso Rock. FCTA bans scavengers in Abuja City Idu Jude, Abuja Following the resolution of the FCT Administration to combat armed robbery, kidnappings, vandalism and other forms of crime and criminality in the Territory, the Administration has banned the activities of scavengers also known as Baban Bola from the city centre. Accordingly, they have been directed to restrict their activities to the official dumpsites in the city only. This is however, contained in a press statement issued Wednesday by the Special Assistant to the Minister, Mallam Sani Abubakar. According to Abubakar, the administration’s action was necessitated by the outcries from various residents to the effect that many valuables have been lost to scavengers in the territory. 2019: Southern, Middle Belt Elders ask NASS to cancel voter registration Henry Omunu, Abuja The Southern Leaders and Middle Belt Elders Forum on Wednesday tasked the National Assembly to cancel the ongoing voter registration being conducted by the Independent National Electoral Commission (INEC), declaring that the exercise is flawed and skewed in favour of a section of the country. Air Vice Marshal Idongesit Nkana (rtd), who made the demand when the forum visited House of Representatives Speaker, Yakubu Dogara, said that using the current voter register to conduct the 2019 general elections would produce a result that wouldn’t be credible and acceptable. He claimed that the voter registration is marred by under-age registration, registration of foreigners form neighbouring countries and that the registration process is skewed to the advantage of the north where President Muhammadu Buhari has his stronghold as against the south. “The INEC must correct this or else, the result declared in an election under such an atmosphere is capable of creating chaos
and would be rejected by Nigerians,” he warned. Nkana while supporting calls for restructuring, appealed to the speaker to back the devolution of powers to states and the entrenching of the true principle of fiscal federalism in the country. He condemned the spate of killings in various parts of the nation, adding that there is the imperative for the current administration to re-jig the nation’s security architecture while calling for the replacement of present crop of security chiefs. The forum further opposed the release of Boko Haram terrorists by the federal government, accusing the Buhari administration of skewed appointments into federal agencies in favour of a particular region, just as it rejected the proposed policy of cattle colonies for herdsmen. The Ogun State chapter of the Accord Party had disclosed that it is not interested in going into any coalition with any political party in the state in ensuring it clinches the state governorship seat in the 2019, general elections. The governorship aspirant of the party in the state, Sir Tope Tokoya who made the disclosure in Abeokuta, the Ogun State capital said the party in the state and its candidate have all it takes to finance the project. Achieving aircraft landing at zero visibility

Perennial recurrence of flight cancellations and delays owing to the weather abnormalities are major challenges airline operators face in the country. In aviation, the situation becomes more worrisome due to, either heavy rainfall, thunderstorm, cloud including the harmattan haze phenomenon which usually occur towards the end of every year. Cautious of the above fact, NAMA has pledged its readiness in landing aircraft at zero visibility just as the agency also revealed its plan to install Instrument Landing Systems (ILS) in no fewer than 18 airports nationwide to ensure safety in the airspace. Managing director of NAMA, Captain Fola Akinkuotu, since coming on board has ensured that all facilities were in place through negotiations and meetings with various professionals and associations in the agency. According to Akinkuotu, the country has improved on its ILS Category and had acquired new ones which it would be putting in some airports. It is obvious that the Category 2 ILS was effective enough to bring down an aircraft from at least 100feet from elevation and
visibility of less than 800metres up to 1000 feet. Quite often we hear our pilots talk about what kind of capabilities we have in the harmattan and this system is a category 2 ILS which will bring us down to at least a 100 feet to from elevation and visibility of less than 800 metres up to 1000feet which is quite good. Harmattan in this part of the world can be bad but 95 per cent if not 100 per cent of the time with an operable ILS Category 2 system should be able to get it every time. This will eventually take care of the issue in December With the government acquisition of 11 ILS, through contract, the whole system will change for better. They are brand new but some items will be recovered and used for other airports. NAMA engineers have been equal to the task of the transformation in the system and chief executive has continued to hailed the dexterity of the agencies engineers stating that they have been doing quite a great job over the years even when underappreciated. “I must say here that it was done by NAMA engineers which sometimes they are not given the kind of recognition they deserve. Contractors tell us that they fixed it but they (NAMA) engineers fixed it and they have done a very good job
as we have calibrated it,” In addition, NAMA as an agency demonstrated its technical prowess when it delivered its statutory obligation throughout the period that Kaduna International Airport was used as alternative to Nnamdi Azikiwe International Airport (NAIA), Abuja for the six-week runway repair period. Despite all these efforts by the agency, there was recent allegation in some quarters claiming poor Instrument Landing Systems (ILS) at the airports. For now, NAMA maintained that its landing aids were working at optimal while it will always adhered to the cherished rules and regulations of the International Civil Aviation Authority (ICAO) which Nigeria is a party to its charter. The facilities presented were certified as operating optimally without restriction and within ICAO specifications. At the Murtala Mohammed International Ikeja, Runway 18R has precision approach lighting system which is one of the best in the industry, while 18L has simple approach lighting system because it is not busy at night. On the radios, radio frequency 127.3mhz has an improved range and is working perfectly just as the radio frequency 124.7 mhz is also in
good condition and both of them are on presently. The director of safety electronics and engineering services, Engr. Farouk Umar, once said that in aviation, there was nothing like epileptic communication. “It is either you are communicating or you are not communicating. If this were to be true, international flights would not have been coming into the country. Nigerian airspace is safe for both local and international flights,” It is on record that all the agency’s ILS were on Category Two, however most of the aircraft in the country do not even have the facilities to fly Cat 3 because the aircraft need to be equipped with Cat 3 facilities to be able to land in zero visibility, just as pilots themselves need to be trained on Cat 3.” The truth is that the ILS in place needs other facilities at the airport and in the aircraft to complement them while the runway and the airfield lightings are not within the control of NAMA. The ILS is Cat2 and the visibility minima is 800 meters. Nigerian Airspace is as safe as it could be anywhere in the world adding that the relative safety in the nation’s airspace over the last few years was indicative of the fact that NAMA is alive to its responsibilities.
Rudderless politics in Nigeria

The chains of religious and ethnic bias, poor voter education and a weak party system have made the political landscape in Nigeria a circus, even in these times. There is a poor understanding of political structures by the electorates and politicians alike, leading to bad decision making at the polls and equally bad governance by elected officials. Success at elections in the country is rooted in base electioneering and moral compromises that begin to manifest early on in every election season. A wave of crossovers from one political party to the other is currently playing out all over the country and meetings have been held in anticipation of more moves in the very near future. The two major political parties in Nigeria have long been seen as two sides of the same coin, but the flagrancy of so-called “defections” and the fluidity of allegiances have made the distinction between the parties merely academic. Just before the 2015 elections, there were many defections from the then ruling Peoples Democratic Party (PDP) to the All Progressives Congress (APC), which now holds power. Last week, a group of APC members were reportedly in talks with the PDP leadership about a possible move to the latter. Amongst the APC members were Senate President Bukola Saraki, Senator Barnabas Gemade and Governors Abdulfatah Ahmed of Kwara, Samuel Ortom of Benue, and Aminu Tambuwal of Sokoto. Curiously, this set of politicians were amongst the list of defectors that joined the APC just before the 2015 elections. They belonged to a bloc within the PDP that had been called the New-PDP at the time, before their defection, and they now belong to a bloc within the APC that is called the Reformed-APC. It all seems like business as usual in Nigerian politics, but the disruptive tendency of these politicians is a threat to the development of credible and strong
political structures in the country and, ultimately, the advancement of the country from its “developing” state. It is also a disregard of their duty to the electorates, of creating real choices through the political platforms that the parties represent. It sows seeds of instability and shows intending investors that there is no ideological basis for political decision making – which makes long term business planning and projections almost impossible. Considering also that these men are widely travelled and well read, their shameless manoeuvres and attention seeking ways betray an unforgivable lack of patriotism and selfishness on their part, because they should know better. There are theories of partisan profiling in politics, like the positioning theory, that have been applied to interactions between political associations and ideology in the developed world. The positioning theory particularly gave rise to terms such as the “right” and “left” wings of political thought and ideology, and these terms have been used to explain and understand the leanings of major political parties in any country or players within those political parties. This profiling helps in better decision making by electorates and more coherent manifestos by the political parties in developed countries. Essentially, left wing political ideology is concerned with social equality and the neutralisation of social hierarchy, emphasising government intervention through welfarist and reformist agenda to achieve egalitarian objectives. Right wing political ideology on the other hand is more conservative in its outlook, especially about traditional social structures, emphasising the principles of capitalism, as opposed to welfarism or socialism, and is, in essence, elitist. Although these positions can overlap at different points, they create decent rubrics for distinguishing political ideas and
agenda. In the United Kingdom, of the two major political parties, the Conservative Party, or “Tories” as they are called, is considered more right wing, while the Labour Party is more leftist in ideology and by consequence, policies. In America, the republicans are the right wingers, while the democrats are considered to be more on the left of the political spectrum. Even with the overlaps, voters and investors in these countries have an idea of what to expect when a right wing or left wing party or candidate is in power. Attempting to profile Nigerian political parties and politicians using the positioning theory or any other modern theory of partisan profiling will present problems. Our politicians are so devoid of vision and ideology that the political parties that they create are indistinguishable from the other. The real political ideology of Nigerian politicians and their parties is to win at all cost. This is why the major political parties may, for instance, publish leftist agendas in their manifestos on the campaign trail and enact right wing policies when elected. It is almost like attaining power for the sake of it, with the only thought of perpetuating power once it is attained. Only recently, before the last Anambra gubernatorial election did Nigerians see what ideological politics could look like, with the televised debate organised for candidates from different political parties in the State. It was a glimpse of what politics can be in Nigeria and one needs to credit the candidates for their courage to engage in the debate. Although it is difficult to say what impact it had on the final results, it is a sign of light at the end of the dark tunnel we now find ourselves in. During the first republic, the political parties then had vestiges of ideology that could differentiate the parties. Nnamdi Azikiwe’s National Council of Nigeria and the Cameroons (NCNC), was essentially
nationalist and was perhaps the truly “all Nigeria” party, and by far the most liberal in its views. Obafemi Awolowo’s Action Group (AG), was welfarist in its outlook, while the Northern People’s Congress (NPC), under the leadership of Alhaji Ahmadu Bello was basically elitist. Even though the AG and NCNC were more progressive, the NPC and AG still exhibited similar traits in terms of their primary protection of (different) ethnic interests. After the first “marriage of inconvenience” in the First Republic, between two parties with vastly different ideologies, the NCNC and the NPC, ideological politics was on the decline through the Second and Third Republics until the present reality of zero ideology. Ethnic and religious issues that were in the background of the ideology of the First Republic have burst out into prominence in our politics. Selfserving and parochial interests now employ these issues as tools of manipulation to drive sentiments and influence outcomes. The region of the country with what can be described as the strongest political structure is Lagos State, which has been operating in line with the vision of Asiwaju Bola Ahmed Tinubu for many years. Although Tinubu’s Action Congress of Nigeria (ACN) has now been absorbed by APC, it does not seem like the political genius of Tinubu has developed a strong enough structure for APC to transcend the politics of filth and mismanagement that obtains at the centre. Nigerian politics is now in the grip of selfserving political nomads with no vision, sense of direction or the moral capacity to stand for anything but themselves. Now that some of these nomads are set to migrate again, there is talk of a change of name for their next destination. A leopard cannot change its spots. The political landscape needs more ideological politics and not new names to describe old wrecks.

Editorial Commentary As the Ogbeni takes a bow
Times Guest Columnist Mohammed Adamu They call him the ‘untypical Governor’, -with an ‘unusual government’. To some he was an off-key note jarring the hymn of ‘business as usual’; but to others, a pleasant rarity, a welcomed gadfly that upped the ante of state governance in an ‘unusual’ way. But just how ‘unusual’ was this ‘unusual governor’ of the State of Osun? First is his austere deportment exuding the self-effacing aura of either ‘ascetics’ more concerned about the ‘ethereal’ than the ‘terrestrial’, or of ‘mystics’ more in touch with the ‘spiritual’ than with the ‘physical’. And just as his mien un-grudgingly reveals Spartan contentment, so his apparel luridly exposes an acute discriminatory sense of the genuinely frugal from the profligately frolic. In his radical approach to the rebranding of his State, re-christening it ‘The State of Osun’; and in the rejuvenation of the cultural ethos of his people; and the adoption of patriotic songs and anthems of allegiance; and in the recreation of inspirational emblems, totems, crests and motivational cultural motifs, to reawaken state pride and to create a renascent future, Aregbesola stood, among the groove of governors, an ‘unusual’ plant with the most ‘untypical’ foliage. And far more ‘unusual’ is his oracular ‘Six Point Integral Action Plan’, an omnibus, ‘Green Book’ consecrating a pact with the people even as it itemizes, with uncanny detail, all that Aregbesola intended to do in office -the ‘whats’ and the ‘hows’, the ‘whys’ and the ‘wherefores’ of achieving the following: 1, Banishing Poverty by revitalizing commerce through market-friendly policies; 2, Banishing hunger by repositioning agriculture away from subsistence to commercial venture; 3, Banishing unemployment by imparting lifelong skills in youths and adults; 4, Promoting functional education by making it employmentgenerating rather than employment-scouting, 5,Restoring healthy living by providing effective and available healthcare for all and 6, Enhancing communal peace and progress by restoring the bond of trust between governor and the governed. In Nigeria where it is the norm and not the exception for elected politicians to come into office before figuring out what to do with it, Aregbesola’s ‘Action Plan’ was as novel as it was innovative. Yet it was in its practical implementation that the Ogbeni’s reputation of ‘unusualness’ assumed its most lurid effect. I was privileged to be in the State of Osun for 3 days on the invitation of the Governor; and to be both bombastic and waggishly tonguetwisting, I was ‘flabber-whelmed and overgasted’ –by what I saw: an entire State turned into a massive construction site, comprising scores of projects, -from as mega-sized as overhead bridges and networks of drainage systems to as promising as an International Cargo Airport under construction; from massive roads building, dualization and erection of pedestrian bridges, to an aggressive re-construction and rehabilitation of dilapidated public utilities like stadia, parks, markets, factories, health centers, waterworks, and rail transport systems, to the building of world-class, state of the art schools. Said the American novelist J.D. Salinger “Facts at hand speak for themselves a trifle more vulgarly… than facts usually do”. For such an indigent State, famed often
for forming the bottom list of receipts from the Federation account, you wondered how the Governor could still undertake so much projects. By the way Aregbesola met an insolvent State 7 years ago owing a “suffocating” N18.3 billion when its monthly income was a measly N1.5 billion. And not long after he came into office, a new minimum wage had increased salaries from N900 million to N1.8 billion monthly (N300 million more than the State’s monthly receipts). But if governance was rocket science, it must have met in Aregbesola, its ‘Albert Einstein’. The State of Osun is truly where ‘empiricism’ seasons the art of ‘governance’: the vision, the mission, the thought processes occasioning the birth of every idea and the meticulousness by which ideas are implemented, are no less laboratorial than ‘Einstein Observatory’ itself was. Einstein was the one who said that “Genius is 1% talent and 99% hard work”; -or 1% inspiration and 99% perspiration. He was the one also who said that “Intellectuals solve problems” but that “geniuses prevent them”. But sometimes even geniuses are doomed to solve ‘problems’ reactively which their prodigy could neither have envisaged nor averted. And to kick start his ‘Six Point Integral Action Plan’, Aregbesola had ingeniously tapped into a delicate financial instrument called ‘promissory notes’, to finance prioritized projects, so that with a combination of rescaling, re-prioritizing of inherited white elephant projects, ‘prudent’, ‘transparent’ and ‘fiscal discipline’, the State came out of insolvency and the Governor had more funds to play the creative Einstein with. And with his many socio-economically empowering programs, especially the skills-imparting Youth Empowerment Scheme which injected into the State economy a revolving N200 million monthly, money could now circulate regularly not only to re-flate the economy but empower the people to create wealth –who in turn could can empower government by paying taxes. And by ‘improving efficiency’ in administration, ‘cutting down recurrent expenditure’, ‘blocking leakages’ and ‘maximizing revenue’ Aregbesola, had improved Osun’s savings, upped her IGR without increasing taxes, reformed education without sacking teachers; fed over 350,000 pupils without Federal Government counterpart funding; pioneered the distribution to students, of IPADs (Opon Imo) in the first ever ‘Stand-Alone-E-Learning System’ in Sub-Saharan Africa; revitalized the rail system and introduced a social welfare program for the aged (Agba Osun) by way of monetary support and free Medicare for the State’s most vulnerable elders. Epilogue When we sat down for an interview, Governor Aregbesola alluded to a Report of the Nigerian Bureau of Statistics confirming Osun as the best state in governance on the human, poverty, and other related indexes –achievements his opponents would not recognize. Proving right the Scottish writer, Andrew Lang who said that “Politicians use statistics in the same way that a drunken man uses lamp posts –for support rather than illumination”. But “Facts” said Aldous Huxley “do not cease to exist because they are ignored”.

Emergence of political leaders and 2019 polls
N
igerians recently witnessed a new dawn when the Peoples Democratic Party (PDP) signed a Memorandum of Understanding (MoU) with 38 others in a political alliance under the aegis of Coalition of Unity Political Parties (CUPP). The MoU also resolved to begin work on a blueprint manifesto. It also resolved to field a joint presidential candidate and pick common candidates for governorship, National Assembly, state assemblies and even the Federal Capital Territory. The MOU also stated that the coalition was determined to “promote core values for the restructuring of the country, sharing of political offices among persons and groups across the six geo-political zones while promising to install a unity government with a joint manifesto that will usher in a structured economic and fiscal federalism.” As the nation throttles towards another general elections, the frantic moves by groups to get registered as political parties by the Independent National Electoral Commission (INEC) and the effort by a coalition of 39 political parties to ratify unity candidates for the 2019 polls should not take anyone by surprise. The pertinent question in this regard is - What is the aim of this amalgamation? What is so different between the content of this MoU and the manifestos of the major political parties? While Nigeria needs a credible opposition, this new coalition might perhaps have emerged without substantial principles. And it may not in any way be different, in emptiness of promise, from the ruling All Progressives Congress, APC. With barely a few weeks to the August deadline for fresh registration of political parties, 136 applications are being processed by INEC. Should all the applications scale through, Nigeria would, in addition to the existing 68, have about 204 political parties slated for general elections in 2019. What kind of thinking conceives such proliferation of parties? Are Nigerians so ideologically diverse that they must have such number of political parties? This development is a far cry from the relatively principled politics of the First and Second Republics. In those days, political parties were markedly differentiated by their ideologies and programmes and how they wished to implement them. A semblance of this experience was observed in the parties of 1979. The unmistakable nationalism of the National Party of Nigeria (NPN), the consistent welfarism of the United Party of Nigeria (UPN), the Talakawa ideology of the Peoples Redemption Party (PRP), among others were clearly recognised based on ideologies and programmes. Even though citizens have the right to freedom of association, and on the basis of such association may aspire to enjoy the good life through legitimate means, this number of political parties calls for concern. Whereas the Electoral Act states that any association of persons can register as a political party, if it meets the criteria, Nigerians should worry about the sincerity of purpose of such political parties.

Which is why we have consistently opposed the idea of government registering political parties and funding them. Related to this is the fact that 100 political parties must appear on the ballot paper. Should a party be omitted on the ballot paper, that election exercise is cancelled. Nigerians, however, do not want to see any opposition that will short-change its people with empty promises and needless sloganeering. Nigerians need credible political parties, driven by a concise, all-inclusive ideology; parties with realistic programmes that can solve the people’s problems. Nigeria should have viable parties, not just special purpose vehicles for grabbing power and looting the commonwealth. Without such political parties, the beauty of multi-party democracy is blighted and the future of the country is at risk. Gaining control of political power is an exercise that demands the utmost deployment of peoples’ sincere intentions, inner convictions, demonstrable capacity and measurable potential for success. The philosophical depth and profound desire to seek the common good and sagaciously attend to differences within a civil society is what makes groups aspire to seek power. We are of the opinion that there must be deliberate efforts to ensure the emergence of credible and dynamic leaders. There is the need to change the narrative from the present leadership, which has failed the country woefully. The citizens should own the process of recruiting the leaders with vision and capacity to deliver.

57m Nigerians lack access to clean water, health care delivery - SERAP Doosuur Iwambe, Abuja Latest report launched by the Lagosbased rights group, the Socio-Economic Rights and Accountability Project (SERAP), has revealed that about 57 million Nigerians still lack access to clean water and health care delivery. The report which also ranked Nigeria 187th out of 190 countries in the world on the health index, indicated that Nigerian health sector is one of the world’s worst in terms of healthcare delivery in the world. SERAP in a statement yesterday by its deputy director, Timothy Adewale stated in the 46 pages report launched at the City Height Hotels, Lagos titled: Using Your Right to Information to Challenge Corruption in the Health, Education and Water Sectors that over 59,500 children under 5 die yearly in Nigeria due to poor water and sanitation.
Identifying mismanagement of funds appropriated for these sectors, embezzlement, diversion of public resources, and other forms of corruption as the major problems affecting the health, education and water sectors, SERAP charged Nigerians to make use of the Freedom of Information Act to curb corruption and improve access to public services, particularly education, healthcare and water in Nigeria. The report, published with support from Omidyar Network, a philanthropic investment firm, defines ‘information’, explains why FOI Act targets government and public institutions and the duties of public institutions to keep and maintain records and facilitate access to Information. It highlights “Indices relating to health that may be monitored/tracked using FOI Act to include:” level of realization of the right to safe, clean, accessible and affordable drinking water and sanitation; all level of
funding provided for ensuring safe, clean, accessible and affordable drinking water and sanitation; all budget performance on water and sanitation-related goals, and level of implementation of government obligations under the Partnership for Expanded Water, Supply, Sanitation and Hygiene (PEWASH) Programme Strategy (2016-2030).” The report makes clear that “Wrongful denial of a request for information or record is a criminal offence. Both the officer(s) who wrongfully denies access and the institution that s/he represents are criminally liable for wrongful denial and will be liable on conviction to a fine of N500,000. “Anyone who wilfully destroys any records kept in his/her custody or attempts to doctor or otherwise alter same before they are released to any person, entity or community applying for it commits a crime and faces a minimum of one-year imprisonment.”

Attempted suicide: Police arraign Melaye as court grants him N5m bail Sen. Dino Melaye was on Wednesday arraigned in an FCT High Court, Apo, on a six-count charge, bordering on attempted suicide, attempt to escape from custody and damage of police property. Melaye who represents Kogi West senatorial zone, denied committing the offences, while Justice Silvanus Oriji granted him bail in the sum of N5 million Oriji also ordered him to produce two sureties in like sum, as part of the bail condition. The judge ordered that the sureties must be directors in the civil service, reside in the FCT, and depose to
affidavits of means. The prosecuting lawyer, Dr Alex Izinyon (SAN), had told the court that the defendant committed the alleged offences on April 24. He said the defendant while being conveyed in a police vehicle to Lokoja, forced his way out and escaped. Izinyon further said that the defendant sat on the ground, holding a substance in one hand threatening to drink it to kill himself so that he can put the police officers in trouble. The prosecutor also said that the defendant broke the glass of the vehicle with his elbow and caused damage to police property.
He said the offences contravened the provisions of Sections 148,153,173,231, 326 and 327 of the Penal Code. The counsel to the defendant, Chief Mike Ozekhome (SAN), had prayed the court to allow the bail granted to the defendant at the Magistrates’ Court Wuse on the same charges to continue. The prosecution opposed the application, adding that bail is at the discretion of the court. The judge upheld the submission of the prosecution and gave the new bail conditions. He said that the case would be assigned to another judge by the chief judge after the vacation.
The Director-General, National Emergency Management Agency (NEMA), Mr Mustapha Maihaja, says plans are underway to restructure and reposition the agency for effective performance to a world class standard. Maihaja made this known on Wednesday in Abuja at the opening of a three-day workshop on repositioning, strengthening and re-orientation for Zonal Coordinators, Head of Operation Offices and others. According to Maihaja, new strategies would be put in the operations of the agency to make it first class in order to be a pace setter to other African nations. Maihaja said that the workshop was aimed at empowering participants to appreciate the enormity of responsibilities saddled on all staff for effective and efficient service delivery.
NIMC registers 31m Nigerians for NIN The National Identity Management Commission (NIMC) says it had captured over 31 million Nigerians in its data base as at July 2018. Head of Corporate Communications, NIMC, Mr Loveday Chika, disclosed this in an interview with news men on Wednesday in Abuja. Chika said the figure comprised of both adults and children, adding that minors constituted about 255,794 of the total figure. “Enrolment of minors is ongoing and has no age bracket, parents are encouraged to bring their children that are one year and above so that the camera can capture their faces very well. “What we have observed is that it is difficult to take pictures of children below one year, so we advise parents to wait until their kids are one year old,” he said.

10 months after soldiers struck Nnamdi Kanu’s residence, family seeks son’s whereabouts Moses Oyediran, Enugu Ten months after soldiers allegedly struck at the Afaraukwu residence, Umuahia, Abia state of the leader of the Indigenous People of Biafra (IPOB), Nnamdi Kanu, the Ojigbani family from Oguta Council, Imo State has raised an alarm over the whereabouts of their son, Emmanuel. Emmanuel, said to be the IPOB Zonal Coordinator in Enugu state and served as Kanu’s Security Officer was allegedly at Kanu’s residence when Soldiers on Operation Python Dance stormed the residence in September last year in search of him (Kanu). He was said to have disappeared since the incident, apparently for fear of his life in the raid that claimed some lives and property. The distrust family who said they could no longer bear his silence, are asking Nigerians to assist unravel his
whereabouts. Members of the family told Journalists in Enugu that Emmanuel who joined the pro-Biafra group in 2015 had not returned home since the Afaraukwu incident, stressing that various search conducted by family members on him had not been successful. Spokesperson of the family, Obiora Nwokoye, explained that they visited Afaraukwu on a number of occasions after the incident without traces of their brother. “One thing I can tell you is that he is close to the leader of the IPOB and believes strongly in the struggle for Biafra. He had before that incident survived an attack last year during a peaceful rally in which they clashed with policemen. They brought him back to Enugu half dead and were rushed to the Parkland general hospital doctors battled to save him. At the end of the day, surgeries were carried out on one of his eyes that was badly shattered. Even at that he was
not deterred and carried on till the last military exercise in Umuahia last year”, he said Obiora explained that the family had been forced to make his matter, “public, because it is now ten full months after that incident. We have heard stories from people who were around the day the action took place and none could point to his location, even when it was established that he is a known person among the members”. He said he believes that Emmanuel may have gone into hiding for fears that he could be arrested, following the “mystery over the disappearance of the leader of the IPOB who he closely worked with”. “Yes, I know that since he worked with Kanu, whose whereabouts cannot be ascertained, he may still be living in that fear that he could be called upon to produce the man he served. But whether he can tell about the disappearance of Kanu is what we are not capable of addressing, because, we don’t belong to the IPOB”, he stated.

Court sentences 2 siblings to one month community service An Ikeja Magistrates’ Court has sentenced two brothers, Moses Sunday and Godwin Sunday, to one month community service for unlawful possession of a toy gun. Chief Magistrate Olufunke Sule-Amzat, sentenced the siblings after they pleaded guilty to a two-count charge of conspiracy and unlawful possession of a toy gun. She directed that the convicts should spend two hours every day for the next one month carrying out community service. According to Sule-Amzat, the sentence will serve as a deterrent to others, who are planning to commit such crime. The duo urged the court to temper justice with mercy, saying it was done out of ignorance and poverty. Earlier, Police Prosecutor Benson Emuerhi told the court that the accused committed the offences on June 27 at 11.30 p.m. in Mushin area of Lagos.

Ajinomoto sensitises healthcare professionals on safety of Umami food seasoning Stories: Angela Onwuzoo To enhance food taste and nutrition in Nigeria, West African Seasoning Company Limited (WASCO), an affiliate of a global food giant, Ajinomoto, makers of Aji-no-moto seasoning, has urged healthcare professionals in the country to identify with the unique taste of glutamate in food. According to WASCO, glutamate, based on scientific findings, is 100 per cent safe for consumption, adding that for over a century now, glutamate has been used to make good food taste better since it was discovered in 1908 as the source of umami taste in food. Umami is the fifth basic taste along with sweet, bitter, salty and sour while glutamate is an amino acid found naturally in protein-containing foods such as meat, vegetables, poultry and human breast milk. Speaking at a One Day Seminar organized by the company for healthcare professionals in Ibadan recently, Managing Director of WASCO, Mr. Niki Junichi, told the health workers that there was nothing to fear about Monosodium Glutamate (MSG) as far as human health was concerned. Adding that glutamate has been the key to delicious taste that abounds in cuisines all over the world. According to him, research has shown that glutamate from whatever source is important for the normal functioning of the digestive system. Intended for 130 medical and scientific professionals in academic, private and public sector including food technologists, nutritionists, pharmacists, doctors and dieticians from University College Hospital (UCH), Ibadan, the seminar which held at the International Institute of Tropical Agriculture (IITA) provided the health experts a better understanding on the benefit and safety of umami seasoning in a view to educating their patients. Giving insight into the taste of glutamate in food, Junichi said, “Because glutamate is the source of the unique taste of umami, it enhances the natural flavour of many foods. It is most effective when used with savoury foods that contain protein such as meat and vegetable dishes. debunk the rumours about glutamate. The human body metabolises both the natural and added glutamate in the same manner”, he explained. He further noted,” MSG does not cause allergy; it does not cause asthma-no link at all; it does not cause obesity; no adverse effect on the lung. Again, no study has shown any group of people not to take glutamate.” Some of the participants who are food processing experts also attested to the safety of MSG during an interview with our correspondent. A university don, Prof. Rahman Akinoso of the Department of Food Technology, University of Ibadan, said from the studies he had read so far, using Ajinomoto is safe for human consumption. Life planning information needed by adolescents, youths to harness potentials, says NURHI As part of efforts to help young people understand how their bodies work and equip them with information and life skills to make informed decisions about their reproductive health, the Nigerian Urban Reproductive Health Initiative (NURHI) 2, has introduced a life planning program for adolescents and youths. The program, with particular focus on their sexual and reproductive health and rights issues is known as Life Planning for Adolescent and Youth (LPAY), targeted at age 15-24, with the amed of addressing information gaps in this area. According to NURHI 2, LPAY is strategically designed to respond to the reproductive health needs of young people and address current challenges that they face in accessing contraceptives. Evidence shows that about 16 million girls, aged 15 to 19, and some one million girls, under 15 years, give birth yearly in developing countries,
Nigeria inclusive. Studies have also shown that complications during childbirth and pregnancy are the second causes of death for 15-19 years old girls worldwide. Currently in Nigeria, some girls do not know how to avoid being pregnant as sex education is still low. This lack of sex education has made many girls ignorant, poor or ashamed to seek contraceptive services, hence, become vulnerable to unwanted pregnancies and unsafe abortions. Experts say many girls who become pregnant have the tendency to drop out of the education system, with little or fewer skills and opportunities for gainful employment. Therefore, they may suffer social stigma. Ajani noted that the society had not done well by denying young people access to information on issues pertaining to their sexual reproductive health, when approximately 610,000 unsafe abortions are recorded every year, revealing that 72 per cent of deaths among teenagers below 19 years were due to unsafe abortions.
g12 1.8 million people newly infected by HIV – UNAIDS The Joint United Nations Programme on HIV/AIDS (UNAIDS) said no fewer than 1.8 million people are newly infected by HIV, warning that HIV infections continue to rise. Executive Director of UNAIDS, Michel Sidibé, at the International AIDS Conference in the Netherlands, called on countries to boost prevention measures and continue facilitating access to treatment, according to UNAIDS statement. It quoted Sidibé as saying: “UNAIDS is urging countries to take bold action to address the HIV prevention crisis. “Around 1.8 million people became newly infected with HIV in 2017 and around 50 countries experienced a rise in new HIV infections as HIV prevention services are not being provided on an adequate scale or with sufficient intensity. “Health is a human rights imperative and we are deeply concerned about the lack of political commitment and the failure to invest in proven HIV programmes, particularly for young people and key populations. “If countries think they can treat their way out of their epidemics, they are dangerously mistaken”. According to a new UNAIDS report, 47 per cent of new HIV infections globally affect key vulnerable populations, such as sex workers, and people who inject drugs. He said while a combination of HIV prevention approaches could mitigate this – such as harm reduction, pre-exposure prophylaxis (PrEP), better social care and condoms – many countries are unwilling to invest in approaches which they view as culturally or religiously inappropriate. The UNAIDS chief added: “In 2017, around 6,500 women and girls were infected with HIV every week. “Limited access to education, a lack of economic autonomy and a lack of decision-making power, including over their own health, expose them to intimate partner violence, limit their ability to practise safer sex and limit their ability to benefit from HIV and sexual and reproductive health services, making them more vulnerable to HIV infection”. Sidibé said in some Southern African countries for example, where HIV prevalence could be as high as 70 per cent among sex workers, it was reported that condoms were often confiscated by the police. “If countries don’t provide comprehensive sexuality education, condoms, harm reduction or preexposure prophylaxis for key populations, this will ultimately translate into more new HIV infections, higher future treatment costs and a higher burden for healthcare budgets and systems,” Sidibé warned.

Naira steadies at N305.9/$ at CBN official rate Motolani Oseni
The Nigerian currency, Naira, at the close of yesterday trading activities stood at a lower of N305.9 per dollar at the Central Bank of Nigeria (CBN) official rate, just a day after its Monetary Policy Committee (MPC) meeting. The apex bank had pegged the naira exchange rate within a range of N305.85 to N305.80 per dollar whilst it daily sells to commercial banks and Bureau De Change operators to meet up with dollar shortages in the market. The committee meeting chaired by, CBN governor, Mr. Godwin Emefiele observed that rates in the foreign exchange market remained relatively stable in near term, supported by continued intervention in the market by the Bank, sustained increase in the price of crude oil in the international market, as well as positive developments in the external sector. The committee had observed with satisfaction high level of activities in the Investors’ and Exporters’ (I&E) window of the foreign exchange market which continued to supply liquidity in foreign exchange market, narrow exchange rate premium, and reduce speculative activities in the market. “The Committee noted the commencement of the currency swap deal with the People’s Bank of China (PBoC) and observed that the availability of Renminbi currency to Nigerian investors would ease pressure in the foreign exchange market. However, data from FMDQ OTC website disclosed that Naira at the I&E Foreign Exchange window gained 0.06per cent against the Dollar to close at N361.45 from N361.87 it opened for trading. However, it lost 0.25per cent and 0.17per cent against the Pound and Euro to close at N472.92 and N419.98 respectively. A total of $274.69 was transacted through the I&E window on Wednesday against $874.69 million that was traded on Tuesday. In the parallel market, the Naira shed 0.42per cent and 0.48per cent against the Euro and Pound to close at N420 and N480 respectively while it remained unchanged at N360/Dollar.
Africa-India trade increases 10-fold –Report Mathew Dadiya, Abuja
Trade between Africa and India rose more than 10fold between 2001 and 2014, making India Africa’s fourthlargest national trading partner, according to a new report jointly produced by the African Export-Import Bank (Afreximbank) and Exim Bank of India (Exim India). The report, titled, Deepening South-South Trade: An Analysis of Africa and India’s Trade and Investment, which was launched in Abuja on 12 July, showed that AfricaIndia bilateral trade rose from $7.2 billion in 2001 to about $78 billion in 2014, before moderating to about $55 billion in 2017.
Such trade accounted for more than 6.8 per cent of total African trade in 2017, up from 2.7 per cent in 2001, with trade with Africa now accounting for about 8 percent of India’s total trade, according to the report, released to coincide with the Afreximbank Annual Meetings held in Abuja from 11 to 14 July. According to the report, Africa’s exports to India remain essentially concentrated in crude oil and primary commodities while India’s exports to Africa are more diversified and include more manufactured and technological-content products. It suggested that Africa’s ongoing efforts at diversifying sources of growth and structural transformation would see the composition
of trade evolve to include a greater proportion of manufactured, non-traditional and agro-processed exports from Africa to India. An assessment conducted as part of the study estimated the value of the bilateral trade potential between Africa and India to be in excess of $42 billion per annum. The study also showed that the attractiveness of Africa and India as investment destinations had risen in recent years, driven by strong economic growth, an improved business environment and better investment climate and regulations, high rates of return on investment, and a rising consumer market, among others. India’s foreign direct investment (FDI) stock in Africa rose from $11.9 billion in 2010 to $15.2 billion in 2014.
Over the same period, Africa’s FDI stock in India increased from $57 billion to $73.3 billion, with investments in such sectors as oil and gas, agriculture, retail, health care and telecommunications. At the same time, India’s development cooperation with African countries has evolved to incorporate varied avenues such as trade and investment, capacity building, technology transfer, and grants and concessional loans. The report, conclude that despite the progress, the two partners were not yet operating at their full potential, attributing this to a number of constraints, including finance, infrastructure, capacity and market access, with access to finance singled out as a major inhibiting factor to trade.

Reps order NERC to reinstate IBEDC board Henry Omunu, Abuja The House of Representatives Committee on Power Wednesday, issued a 48 - hour ultimatum to the Nigerian Electricity Regulatory Commission (NERC) to reinstate the suspended board of the Ibadan Electricity Distribution Company (IBEDC). Chairman of the House Committee on Power, Rep. Daniel Asuquo, who issued the ultimatum during the investigative public hearing on the circumstances surrounding the suspension of the power distribution company, harped on the need for the regulatory agency to desist acts that would send wrong signals to investors in the power sector. The lawmaker who cautioned against the utilization of public funds to prosecute cases, underscored the need for all parties involved to put public interest above individual gains. The Ibadan electricity distribution board was suspended by NERC, sequel to the delay in the payment of $185.6 million facility given to Integrated Energy Distribution and Marketing Company (IEDC), obtained from a consortium of six banks that financed the acquisition of the power distribution firm and the Yola Electricity Distribution Company respectively. According to documents made available to the House, the facility was given to IEDC, parent company and holder of 60 per cent equity of Ibadan DISCO between May 2015 and May 2016. In its intervention, the Bureau of Public Enterprises (BPE), holder of 40 per cent of IBEDC equity on behalf of the Federal Government wrote a letter to NERC requesting the commission to give the bureau two weeks to resolve the matter amicably. The Commission had on the June 19, 2018 issued an order suspending the executive and non-executive board members of IBEDC. Rep. Asuquo, who underscored the need for NERC to maintain the status quo as directed by an Abuja Federal High Court, stated that the House is exercising its statutory power to initiate investigation into the activities of any institution established by the Act of parliament. Responding, James Momoh, NERC chairman and Olufunke Dinneh, General Manager (Legal) argued that the commission is constrained by the ruling of the Federal High Court to maintain the status quo, adding that presentation by the Commission before the Committee willl be prejudicial.

Campaign of calumny: Sterling Bank apologises to Access Bank, First Bank, Motolani Oseni
Following an advert publication posted on its verified twitter account recently, which has continued to generate controversies among commercial banks and their customers, Sterling Bank Plc has apologized to affected four financial institutions operating in the country. Sterling bank in a tweet with a logo that went viral earlier in the week had captured a picture of a man on a rocket aiming for the moon (depicted by Sterling Bank’s circular crested red logo) invites customers to join in the ride to the moon and become stars. However, the message on the advert obtained by The Daily Times on Sterling bank verified twitter account said, “In shooting for the moon men become stars.” It then adds: “Choose a partner that takes you higher.” But Access bank Plc; First bank of Nigeria Limited; Guaranty Trust Bank Plc and Union bank of Nigeria Plc were affected by this advert. For instance, the picture advert contains onlookers depicted as well known banks in the form of a man on a big royal blue elephant, a typical logo identified with First Bank of Nigeria Limited; man on a white and sky blue horse, which depicts Union Bank of Nigeria; a man in a charge, Guaranty Trust Bank and another man on a striped arrow, Access Bank. The picture advert also has a skyline with fading images of other banks such as UBA, among others located on the popular Marina on Lagos Island. Sterling bank in its latest tweet on said, “It has come to our
attention that a post on our official twitter handle on July 20, 2018 captioned ‘in shooting for the moon, men become stars…” has been interpreted in ways other than intended, thereby causing discomfort to you and your customers. “As an organization that aspires to the highest standard of professionalism, it was neither our intention to show any bank in a bad light nor exploit the power of social media to misrepresent other banks. “The post has since been taken down from all our social media platforms. We hereby tender our
unreserved apology through the same medium to all the banks- the likes of whose logos and buildings featured in the referenced tweet. “We remain committed to building an organization that enables our youth find expression and we will continue to do this in the most responsible fashion.” In its response to the tweet, Access Bank’s had said, “We will travel on an imaginary rocket too, if we were a onecustomer Microfinance Bank; but with ten million customers and counting, we rather bring the galaxy to you!#YouAreWorthIt # T a k e T o m o r r o w

MMIA records over 12,000 visas on arrival in 6months - Investigation Chukwuemeke Iwelunmo Following Federal Government’s expansion of the Visa on Arrival policy, over 12, 000 foreigners intending to do business or vacation in Nigeria may have benefitted from the scheme at the Murtala Muhammed International Airport (MMIA) in just six months. Investigations reveal that no fewer than 500 foreigners are issued visas on arrival on a weekly basis with the number climbing to 1000 on several occasions if approved by the Comptroller General Immigrations in Abuja. The Visa on Arrival scheme started in 2012 with Nigeria and nationals of Kenya until in 2017 under the Ease of Doing Business government decided to extend the scheme to cover all countries travelling into Nigeria on two categories, business and tourist. An immigration source who spoke this correspondent, explained that the visa on arrival has been very helpful and is not just given willynilly to anyone who just comes into the country without following due process. She told our correspondent, “the visa on arrival is issued from outside the country, it is something you apply for and it goes through a process before approval is given. That is done in Abuja, we here just issue once we see the approval signed by the CG. We at immigration do our homework before we issue the visa to ensure you are not on any criminal or terrorist network or watch list and we ensure that a reputable organisation writes an undertaking that they are responsibility for the invitation.” On the requirements to get the VOA, our source explained that,” there must be a letter from a company seeking approval and taking responsibility, then there is also a business permit letter as well as a certificate of incorporation and most importantly, an airline ticket.” “Whoever applies, we look for their approval letter, evidence of payment and passport validity which must not be less than six months. And we issue two types of visas business and tourist visas which usually does not exceed a month.” She also explained on unique situations where mothers fly out to give birth overseas, the NIS gives the child when it arrives a visa on arrival pending when the parents can get the documentation (Visa) of the child as that child is considered a dual citizen. Delu, a woman to watch in Uba/Gaya state constituency in Adamawa To every great man or woman there is a story, the story most times is painful to narrate, especially when they have to sing the song of the mighty hurdles they crossed to their lands of destiny. Great people are a book personified having so many chapters of how the journey went climbing the ladder of greatness. Delu James is one woman that her story is more of humble beginning, born into the family of a renowned farmer, Mr James Ndobari Yaduma on 25th December, 1979 in Shashau village, under Hong LGA of Adamawa State. To Delu, growing up under the watchful eyes of a god-fearing father and hard working mother is an experience she can never forget. The parental discipline she received from her caring parents, lessons that modeled and doctored her to her present status as an experienced civil servant, who had a rising career as an agriculturist briefly, are things she highly cherish. The journey of life success started when she graduated from the Adamawa State College of Agriculture, Mubi, immediately she left Government Girls Secondary School, Yola (GGSS). With a good result in both the West Africa Examination Council (WAEC) and a Diploma in General Agriculture respectively, her journey to stardom began to manifest when she started work with Hong LGA and was known for her good works to everyone close to her. James later got admission with Division of Agriculture, Ahmadu Bello University, (ABU) Zaria, after her mandatory National Youths Service with the Nigerian Agriculture and Rural Development Bank, Delu picked a Job with National Orientation Agency (NOA). Finally, this great woman of virtue continued her civil career work with Standard Organisation of Nigeria (SON). This woman’s life style of generosity no knows boundaries; it is a God endowed benevolence attitude of displaying love to all mankind irrespective of one’s tribe or religious affinity. She is certainly a star guaranteed a good future to the people of Uba/Gaya, a willing tool to be used to liberate and set free those in the chains of poverty. One can comfortably say Adamawa is indeed pregnant with good omen, because of people like Delu who are philanthropist per excellence. A good leader is not made overnight while charity begins at home. Delu James is a product of good family background with an enduring marriage life and dependable allies, a front she manages well to showcase her leadership prowess. It is for these reasons and many more that my writing commences to present to you a burden lifter, a 21st Messiah and carrier of people’s burdens.

that has people at heart and combined with the business of moving from one country to another for business purposes to helping her build business empires around the world. Delu is presumed to have a dynamic political life style who has emerged in the changing times of Adamawa State, whose political vibrancy and keen love of humanity had attracted the eyes of many people in Uba/Gaya constituency who see her as another messiah that will represent them well at the State House of Assembly. These beckoning seem to imply that Delu as a woman of the people, lover of people, servant of the people, a voice to the voiceless and a woman who is loved by her people. As a Young Lioness who is not afraid to face the impossible and dare where others fail, many years since the return of democracy her major work is to willingly support candidates with people in her community, some aspirants to House of Representatives, House of Assembly, local government chairmanship and even governorship or Senatorial seats. Her nature as a leader with her good style, she always support and sponsor youths to venture into business, and she has supported many of them to gain admission into various institution from her constituency. She constantly takes cares of widows, the aged, the needy and orphans. Her pet project of sponsoring students from poor background to higher schools of learning is something worth commending. Her life seem to be dedicated to doing
good to all people. Her steady benevolent character has grown to a high level, turning her to a golden fish that has no hiding place, she is being encouraged by her kings and kindred for much involvement in political activism, this will convince many to see her high sense of honesty, doggedness, hardworking and her good sense of political potentials even when she has resorted to working and supporting the present administration led by Senator Muhammadu Umaru Jibrilla Bindow who is fast transforming the state into a wonder land. Delu is generally referred to as the face of youths, though young, she is matured in all aspects. With the coming of APC on board, she was adamant that the party is truly for the masses, always giving her best to support any party loyalist. Madam James has only one focus in life, to work hard, to help as much people as she could, to do the needful to change people’s destiny. To her, leadership is responsibility and if a leader is good people must feel the impact of that leader; she has lots of empowerment programs to be initiated for the entire people of Uba/ Gayal Constituency that is aimed at eradicating poverty in her area. A shrewd politician who is seen as symbolising Adamawa State as a glorious Horse whose pride, Strength and beauty is unassuming. Her feats certainly are strengths for bigger challenge, so far it is considerable to say that another woman leader is born to give Uba/Gaya a good name even with responsibility bigger than her age.
APC chieftain tackles Gov Dickson over alleged frequent traveling A chieftain of the All Progressives Congress (APC) in Bayelsa State, Perekeme Kpodoh, has urged the state governor, Hon Seriake Dickson to reduce his frequent trips outside the state as this was affecting the people of the state negatively. Kpodoh in a statement also claimed such trips are wasteful and affecting good governance in the state. The chieftain said rather than always travelling, the governor should partner with investors and politicians for positive impacts. “These frequent travels are without benefits. We can count how many days he has travelled. Many issues need attention in Bayelsa. “Everybody is complaining of Sylva and late Alameiseigha’s travelling pattern, but Governor Dickson has traveled more than both of them combined.
“We want a governor that will focus on development and not hunkering around the country in the name of politics and shutting government businesses and accounting. “If he is around, the issue of rising complaint among workers of the state civil service would have been looked into. “Workers are crying that their salary packages are being mutilated through illegal deductions. What is happening? Do Bayelsa workers not deserving of true wages?” Kpodoh also noted that in line with a new data released by the Bureau of Public Service on the number of the state workforce and the recorded allocation of between N14 billion and N17 billion, Bayelsa State would have done much in the area of practical development. “Unlike the past administrations,
the ongoing controversial reforms have saved money for the present administration, but without proper utilisation. “What we are talking about is that if the monies are judiciously used, the state would have witnessed massive and proper development. Every Bayelsan would have benefitted. “Bayelsa people have been patient with reforms and the figures released monthly as allocation. But they are not benefiting. FC Hearts midfielder Alhassan Yusuf signs two-year contract with Swedish club IFK Goteborg
FC Hearts midfielder Alhassan Yusuf has today signed a two-year contract with an option for another two years with top Swedish club IFK Goteborg. Yusuf, who featured at the 2016 and 2017 Gothia Cup, impressed during recent trials with Goteborg to be handed a professional contract. He has been training with the Goteborg first-team squad and could even make his debut this

season. He is a gifted attacking midfielder armed with a superb vision, big engine and a decent shot. The midfielder, who clocked 18 last week, had also interested Belgian champions Club Brugge before he opted for Goteborg. Goteborg are one of Sweden’s most successful clubs and won the now defunct UEFA Cup twice, in the 1981/82 and 1986/87 seasons.
NFF crisis: Glass House not under lock and key – Mohammed Sanusi Mohammed Sanusi, the General Secretary of Nigeria Football Federation, on Tuesday in Abuja said claims that the federation’s Glass House secretariat was under lock and key were untrue. The News Agency of Nigeria reports that Department of State Services operatives had on Monday stormed the NFF secretariat with orders to restore normalcy to the place. They were later joined by Sanusi, who said he received a letter from the Office of the Minister of Justice to the effect that Nigeria would respect

FIFA President, Gianni Infantino, had stated on the sidelines of the 2018 FIFA World Cup in Russia that the global body only recognised Amaju Pinnick as the NFF President. Three weeks ago, a group led by Chris Giwa had stormed the NFF secretariat to take control on the strength of a court ruling. Aaron Ramsey uncertain over new Arsenal contract Aaron Ramsey has “yet to come to an agreement” with Arsenal over a new contract as he enters the final year of his current deal with the club. As new Gunners boss Unai Emery prepares his squad for the new season with International Champions Cup matches in Singapore, Ramsey told reporters his future remains uncertain but said talks over a new contract are underway. Injuries kept Ramsey sidelined for parts of 2017-18 but the Welsh midfielder nevertheless made 24 Premier League appearances for the Gunners, scoring seven goals.
When asked whether Emery was involved in the negotiations over a new deal, Ramsey said: “No conversations with Unai on the contract. That has been dealt with by the club. “I’ve had a few conversations with him about the way we want to play.” Ramsey, who joined Arsenal from Cardiff City in 2008, indicated that he is keen to remain in north London and said clarification on the issue should be forthcoming before the start of the season. “We’ve yet to come to an agreement,” he said. “I still have a year left and it is a great feeling to play here. “I’m looking forward to that. Special Olympics: Civic Towers, Civic Centre, others participate in the light up for inclusion The Civic Towers and Civic Centre buildings were lit up in red on Friday, 20 July 2018 to mark the 50th anniversary of Special Olympics. Alongside 225 iconic landmarks across the world, these buildings glowed red to raise awareness for the need for inclusion of people with Intellectual Disabilities to participate in sports and to honour special Olympians across the globe. Other structures illumined on Friday were the Empire State Building (New York), African Renaissance Monument (Dakar), Yas Hotel (Abu Dhabi), Prudential Building (Chicago), Sydney Opera House (Sydney), Citadel (Amman), Angel of Independence (New Mexico), Lotte World Tower
(Seoul), Nelson Mandela Square (Johannesburg), The London Eye (London), Niagara Falls amongst others. Founded in 1968, the Special Olympics is a global movement of people/community where every single person is accepted and welcomed regardless of ability or disability. Its 50th anniversary was marked this July in Chicago, USA and several events were lined up for the weeklong festivity. One of these was the first-ever Special Olympics Unified Cup featuring 24 teams (8 women’s teams and 16 men’s teams) comprising of people with and without intellectual disabilities from around the globe – hence the theme, Unified. Nigeria set to host maiden Africa Freestyle Football championship Over 20 African countries will take part in the maiden edition of first ever Africa Freestyle Football Championship to be hosted by Nigeria. The best 16 in the male category and eight in the female category will compete in the finals.
