Another customer in Adeola Odeku branch in Lagos, Mr. Abiola Abioye, commented as follows: “In the erstwhile Skye Bank, we noticed some frictions probably towards the end of the change of the name. It doesn’t use to be like that before. What we would expect is a smooth service in Polaris Bank and I believe everything will just be normal once we get the required services. I just think we have confidence in

the Nigerian banking system, so there is no reason to panic. On how they viewed services offered, Mr. Kola Ayeye, who runs a corporate account with Admiralty branch of Polaris Bank, Lekki, Lagos, spoke glowingly and explained that there has been no cause for alarm. According to Mr. Ayeye, “So far I have no cause to doubt the services of the bank. More so, I have always been in touch with my account officer even at odd hours of the day, and on holidays too—so I can tell you that the services are okay. Besides, I presume that with the processes the CBN has put in place which has happened to other banks before, I don’t have any cause to fear except maybe in the course of time I begin to see irregular services that could trigger my alarm bells—but as at this moment, I don’t have any reason to fear. Findings across major cities also reveal that normal banking activities were seamlessly conducted to the satisfaction of customers across board as fear of a possible run on the new bank by depositors, proved unfounded. Abiru, in a statement released by the bank at the weekend, had assured all stakeholders, particularly depositors and customers that their accounts would automatically migrate from ex-Skye Bank to Polaris Bank, saying, “Polaris is a wellcapitalised bank, which makes it a very strong bank, in terms of good corporate governance and value and has a very strong backing of the regulators like CBN and NDIC.’’ He also noted that the focus of the new bank is to make sure that the management continues to uphold a very strong good corporate governance and place high premium on strong values. According to him, “If you look at what happened in the past, it was as a result of lack of corporate good governance and challenges created by insiderrelated loans of the former bank; but this has been corrected in the last two years we have been in the bank. The Central Bank of Nigeria Governor, Godwin Emefiele, had in a statement on Friday, September 21, 2018, confirmed the safety of customers’ and depositors’ funds, stating that the sum of N786 billion had been injected into the bank.

Citing illegality, court nullifies impeachment of Imo Deputy Gov Madumere Val Okara, Owerri It was jubilation galore on Tuesday in Owerri, the Imo State capital, when Justice Benjamin Iheaka of Owerri High Court nuffied the impeachment of the state Deputy Governor, Prince Eze Madumere. The state House of Assembly last July impeached Madumere on six counts ranging from negligence of duty, gross misconduct, among others. The

state lawmakers also suspended members of the House suspected to be loyal to the deputy governor. But in his three hours judgment, Justice Iheaka said that process leading to the impeachment of deputy governor smacks impunity and violation of constitutional procedures. Nigeria economy may relapse to recession if...MPC warns Mathew Dadiya, Abuja

The Monetary Policy Committee (MPC) of the Central Bank of Nigeria (CBN) has warned that the country may slip into recession again if the Federal Government did not take urgent steps to addressing the imminent danger noting that the slow growth of 1.95 percent and 1.50 percent recorded in first and second quarters of 2018 indicated that the exit from the recession in 2017 may be under threat. According to the CBN think tank, the economy is still confronted with growth challenges and inflationary pressure. The CBN governor, Godwin Emefiele confirmed the committee’s position to the media Tuesday just as the committee left Monetary Policy Rate( MPR) at 14%, Cash Reserves Ratio ( CRR) 22.5% ; liquidity at 30%

The CBN Governor, Mr. Godwin Emefiele, announced the decision of the committee at the end of a twoday meeting held at the apex bank’s headquarters in Abuja. He said that seven out of ten members of the committee agreed to maintain the current monetary policy stance while three voted to increase the rate. Outlining the underpinning developments that informed its decision he said: “The committee appraised the macroeconomic environment and noted that at its July meeting, modest stability has been achieved in key indicators including inflation, exchange rate and reserves. In particular, relative stability has returned to the foreign exchange market, going by a robust level of external reserves with inflation trending downward for the 18th

consecutive months” However , the governor said, these gains so far achieved, appear to be under threat of reversal following the new data which provides evidence of weakening fundamentals. Emefiele further said that the MPC was of the view that even though growth remained weak, the effective implementation of the 2018 FGN capital budget and policies that would encourage credit delivery to the real sector of the economy would boost aggregate demand, stimulate economic activity and reduce unemployment in the country. The MPC observed that despite the under-performance of key monetary aggregates, headline inflation (yearon-year) inched up to 11.23 per cent in August 2018, from 11.14 per cent in July 2018. “The rise in headline inflation was from food, while core inflation declined, indicating that supply side

EU, UK, US back Osun governorship rerun poll in 7 units tomorrow The Missions of the European Union, the United Kingdom and the United States of America have declared their support for a credible, violence-free exercise ahead of tomorrow’s rerun for the Osun State governorship election. In a joint statement issued on Tuesday, the EU, US, and the UK commended the people of Osun for voting peacefully in the election conducted on September 22. They also commended the Independent National Electoral Commission (INEC) for the improved organisation of the election, as well as the security agencies for their conduct, despite INEC’s declaration that the result was inconclusive. Meanwhile, the Independent National Electoral Commission (INEC) has clarified the conduct of its staff, Mutiu Salawu, caught on Sunday at St. Patrick Grammar School, Gbongan, tearing the polls result for Ayedaade Local Government Area. A video of the incident has gone viral online. In the video, Salawu said he was sent by the electoral officer for the LGA, Aderinoye Olukemi, to tear the result on the notice board at the collation centre of the LGA. But the Resident Electoral Commissioner of INEC in Osun State, Mr Segun Agbaje, in a statement on Tuesday explained that Salawu was acting on a directive to replace the Form EC 60 which had erroneous result with the correct one. He added that the directive was given to Salawu by Mrs Olukemi after she received information from the local government

In a related development, the PDP has demanded the immediate resignation of the Chairman of the INEC, Prof. Mahmood Yakubu, over his alleged controlling role in the declaration as inconclusive, the September 22, 2018, Osun State Governorship election. Claiming that the election results was characterized by fraudulent manipulations the PDP also called for the resignation of Mrs. Amina Zakari, the INEC Director of Operations, who is also in charge of Information Communication Technology (ICT) Department, where it said election results were altered to favour the APC In a statement by its national publicity secretary, Kola Ologbondiyan, the PDP claimed that it no longer had confidence in Prof. Yakubu who was alleged of presiding over an “atrocious and compromised

electoral umpire that manipulates electoral processes, doctors figures, allocates fictitious votes and subverts the will of the people in an election”. Disclosing that the party will file a suit against INEC declaration, Ologbondiyan said, “While the PDP, in rejecting INEC’s declaration, is resolute in the decision to seek legal redress and take our mandate, freely given to our candidate by the people of Osun State, our party has also discovered schemes perfected by INEC to rig its planned supplementary election in favour of the APC”. The PDP claimed that it had additional documentary evidence of how INEC, “through its Operations and ICT Department, doctored results from polling centers, directly shortchanged the PDP with no fewer than 4,387 votes by slashing votes cast for the PDP at the polling centers while allocating fictitious figures to the APC. “The PDP has facts on how INEC slashed over 1000 votes freely cast by the people for our candidate, Senator Ademola Adeleke, in Ayedaade Local Government Area, just to reduce our votes from our legitimate 10,836 votes cast at the polling centers to 9,836 votes so as to give APC the lead with a 1,000 votes margin in the local government. “Also, the PDP has evidence of how INEC, while collating results, directly allocated over 1,367 fictitious votes to the APC in Olorunda Local Government Area, to fraudulently shore up the APC votes to duplicitous 16,254 votes. This is in addition to evidence of how INEC awarded over 2,000 fictitious votes in favour of the APC in Oshogbo to push APC’s vote to 23,379 against the actual 21,479 votes scored by the defeated party. “ From the facts available to us, INEC robbed our party of over 4,387 votes. Our actual winning margin stands at 4,740 votes against the 353 votes declared by INEC”. Calling for the resignation of INEC boss and Zakari, the PDP said “ Prof. Mahmood Yakubu can no longer be trusted to conduct the 2019 general elections, it is public knowledge that Mrs. Amina Zakari, the INEC Director in charge of Operations and ICT is a direct blood relation of Mr. President and as such, we believe that she cannot be an impartial arbiter in an election involving her uncle. “The PDP therefore calls on all patriotic Nigerians to join in the demand for the resignation of Prof. Yakubu and Mrs. Zakari so as to avert this dangerous path, where INEC is leading our nation”. In this regard, the Committee urged the fiscal authorities to ensure sustained implementation of the 2018 budget to relieve the supply side growth constraints, as well as address the flooding incidence which has become perennial, on a permanent basis,” he added. The MPC also expressed concern at the decline in major capital market indices saying that the All-Share Index (ASI) decreased by 14.99 per cent to 32,540.17 on September 21, 2018 from 38,278.55 at end-June 2018. Similarly, Market Capitalization (MC) decreased by 14.33 per cent to N11.38 trillion on September 21, 2018 from N13.87 trillion at end-June 2018. The development, according to the apex bank, was due largely to sustained profit-taking by portfolio investors and capital reversals as foreign yields become increasingly more attractive. The CBN governor noted that the decrease in external reserves to US$44 billion on September 20, 2018 from US$45 billion at the end-July 2018. Total foreign exchange inflow through the economy fell by 38.34 per cent to US$6.00 billion in July from US$9.73 billion in June 2018, the committee stated. However, Emefiele said that the MPC believes that accretion to external reserves should strengthen in the last quarter of 2018, with crude oil price remaining above the budget benchmark price of US$51.00 per barrel and oil production increasing to 2.3 million barrels per day. The Committee, noted the relative stability in both the Investors’ and Exporters’ (I&E) window of the foreign exchange market, which was sustained by autonomous inflows and measures taken by the Bank to deepen the foreign exchange market and curb speculative practices. The governor said the MPC listed measures which include, implementing capital component of 2018 budget, implementing provisions contained in Economic Recovery and Growth Plan (ERGP) that government could take to sustain economic growth. “ In this regard, the committee urged government to take advantage of the current rising trend in the oil prices to rebuild fiscal buffers, strengthen government finances in the medium term and reverse the current trend of decline in output growth”. “ The MPC also called on the fiscal authority to intensify the implementation of the Economic Recovery and Growth

Plan (ERGP) to stimulate economic activities bridge the output gap and create employment. Other areas of committee’s concern include , rising level of non performing loans in the banking system which he said was stressed mainly by exposure to the oil sector and urged the banks to closely monitor and address the situation. Meanwhile, reacting to the takeover of Skye bank now Polaris bank, which the CBN handed over to AMCON recently, the central bank governor said: “The situation with Skye Bank as you well know is that as at two years ago when the news broke that the bank had slides into negative capital as a result of Non-Performing Loan. At that time, we compelled the entire board and executives to resign and they did” “”After that, before we conducted an internal audit the hole (financial gap) was about N370 billion . After the forensic audit, it came to the level it was today, which is almost about N800 billion. So what we did was to say that having establish a hole at this level, tax payers money will be invested in this bank as a loan” . “ So we decided that there is a need to let shareholders know, particularly those that have lost their investment, we will try to make sure that small investors remain protected. It is for this reason that the name had to be changed for from Skye bank to a sexy name. The name had to be changed for legal reasons, having gotten to the point where the Central Bank of Nigeria has invested close to N800 billion in this bank, at some point it must be seen to be owned by the CBN until we find investors that can pay a fair price for the bank .That is the reason why the name had to change from Skye bank to Polaris Bank”, said the governor. On whether it was registered or not, he said: “ The insinuation that the company wasn’t registered, is false. It was first of all registered as a limited liability company about three weeks and was registered as a bank on Friday, which is a day before we took that action”, he added.

SON raises the alarm over false regulatory agencies’ mandates Mathew Dadiya, Abuja The Standards Organisation of Nigeria (SON) has issued a strong warning to individuals and organisations who are fond of misrepresenting government regulatory institutions through false and mendacious information to the public.
 The Director General, Osita Aboloma, on Monday in Abuja, while referring to a recent publication which quoted one Ms. Annabel Kamuche of NIcert Limited as stating that “SON, the National Agency for Food, Drug Administration and Control (NAFDAC) and the Nigerian Agricultural and Plant Quarantine Services are not accredited to undertake

conformity assessment of Nigerian products for export”.
 Aboloma stated that the SON mandate to undertake conformity assessment of products for import into and export out of Nigeria is backed by the Standards Organisation of Nigeria Act No 14 of 2015. According to him, such misleading representation by Ms. Kamuche is a deliberate and calculated attempt to market the services of her company by maligning institutions she considers as her company’s competitors. He added that the misleading statements are libellous to the reputation of the regulatory authorities cited by her, stating that appropriate action would be taken against her and her

company.
 The SON DG stated that the unfounded claim by the MD of NIcert Limited that “Regulatory agencies set up more hurdles for Nigerian exporters who have met the standards of the target market” is most unpatriotic and a blatant misrepresentation of the true situation. 
 The SON statement clarified that one of the most important aspects of conformity assessment of agricultural and allied products and indeed any other product for export is the international accreditation of the testing facilities, to assure the acceptance of the test results globally. “SON Laboratories have since 2015, attained international accreditation to the ISO 17025 Standard and maintained the

status with increasing scope of testing capabilities on a continual basis”, according to the SON Chief Executive. The SON Laboratories thus have the capacities for certification of Nigeria’s agricultural and allied products for export to all parts of the world in view of the International recognition of its accreditation, he stressed. 
 The statement pointed at the contradictions in the publication attributed to Ms. Kamuche in acknowledging the importance of the regulatory agencies in international trade and “developing a local culture amongst Nigerian producers in accordance with internationally recognized standards whether they are producing for export or the local market”.

Speaking on Monday in New York at a High Level Meeting on Global Peace in honour of the Centenary of the birth of Nelson Mandela, also known as the Peace Summit, on the sidelines of the 73rd Session of the United Nations General Assembly, Buhari described the antiapartheid icon as “a man whose lifetime symbolised uncommon humility, compassion, courage and forgiveness.” He said: “This centenary celebration provides an avenue to reflect on the legacies of Nelson Mandela and his unwavering

advocacy for human rights, social justice and peace. It also affords us the rare privilege to rededicate ourselves to the service of humanity by championing democracy, conflict resolution, disarmament, mutual respect, reconciliation, gender equality and the fight against poverty.” Buhari noted that in the quest for peace and development, the world would definitely “draw inspiration from the life of Nelson Mandela.” Commending the adoption of the Nelson Mandela Decade of Peace, by a Political Declaration, the Nigerian leader called for “concerted efforts to build a just, peaceful, prosperous, inclusive and fair world, and revive the values for which Nelson Mandela stood by placing human dignity at the centre of our actions.” His words: “As we herald the Nelson Mandela Decade of Peace, Nigeria calls on all states to recognise that the United

Nations is built on pillars of peace and security, development and human rights, which are the foundations for our collective well-being,” stressing that “there can be no peace without sustainable development and no sustainable development without peace and the full respect for human rights and fundamental freedoms for all.” President Buhari, while declaring that “racism, racial discrimination, xenophobia and related intolerance represent the very opposite of the noble purposes of the United Nations,” also recognised that “the inherent dignity and the equal and inalienable rights of all peoples of the world, are the foundations of freedom, justice and peace in the world.” He noted that Nigeria also accepted that “tolerance of cultural, ethnic, racial and religious diversities are essential for lasting peace, understanding

Recruitment: FRSC to disqualify applicants with tattoos, others The Corps Marshal, Federal Road Safety Corps (FRSC), Mr Boboye Oyeyemi, has said that applicants with tattoos, bow and K legs would be disqualified from its ongoing screening. Oyeyemi disclosed this to the News Agency of Nigeria (NAN) while inspecting the screening exercise at Ikeja 9 Brigades Military Cantonment in Lagos on Tuesday. He said, “In any uniform service, you are not supposed to have tattoo on your body; likewise twisted eyes, bow, K legs and flat foot are not allowed in the service. “This is because anybody with bow and K legs will not be able to stand and walk for a long period of time. “In uniform service, you must be able to walk and run long distances in case of emergency. To save life, you will be required to walk long distances and you won’t be able to perform your duty if you have “K“ or flat

leg. “We have patrol duties for eight hours and rescue exercise can take up to five hours and if you are not fit you can’t do it. “Likewise pregnant and married women, we can’t take them because that is the rule for uniform services.” The FRSC boss said that the screening had been going smoothly across the country together with the five states having high concentration of applicants. “We have states that have high concentration of applicants, like Federal Capital Territory (FCT) Abuja, Kaduna, Benue, Lagos, Enugu and Oyo. He expressed satisfaction with the progress made so far in the exercise. Oyeyemi commended the Nigerian Army, Nigerian Air force, Police, Civil Defence and the Department of State Security Service (DSS) for their maximum support for the success of the screening.

The FRSC boss said that the ongoing exercise across the country had been transparent, decent and on merit in line with the principle of Federal Character. Mr Hyginus Omeje, the FRSC Lagos Sector Commander, told NAN that over 3,000 degree holders had been screened in Lagos state. “The screened applicants will start their physical training today and we continue with other cadres on Wednesday. “The Inspector Cadre will start their screening on Wednesday and Thursday, while Road Marshal Assistants cadre will begin on Friday to Saturday, “Omeje said. Mrs Kemi Opakunle, the Acting State Coordinator, Federal Character Commission, Lagos State Office, while given her remarks on the screening exercise, gave kudos to the FRSC officials and other agencies involved in the process. Opakunle said that the process was transparent, orderly and

highly commendable. “We are here to monitor the process and we are satisfied with the way it’s being conducted, so orderly, transparent without any manipulation,” she said. NAN reports that the recruitment started on May 28, with the uploading of the application forms on FRSC recruitment portal.

APC Campaign Council wants electorate to ignore PDP

Meanwhile, the APC Campaign Council for the Osun Governorship Election has urged the electorates where rerun election of the state governorship position will hold on Thursday to ignore the jittery PDP and remain focus. The council described the PDP as ‘rantings’ and urged its members to turn up enmass for tomorrow excercise and vote for the ruling party. The council said, ‘’The PDP knows that the so-called court challenge which it has threatened to mount will not fly, especially as the highest court in the land has already pronounced on the issue of whether or not INEC has the powers to declare an election inconclusive ‘’The PDP is not unaware of the pronouncement of the Supreme Court in the case of James Abiodun Faleke Vs INEC and others, that INEC has the duty of conducting elections and that, besides the constitutional provisions, it is guided by the Electoral Act 2010 (as amended) and the Election Guidelines and Manual issued for its officials in accordance with the Act”. It said that since the PDP had boasted that its candidate will win if the Osun Governorship Election is conducted over and over again, the party should stop being jittery and put its money where its mouth is by willingly participating in the rerun. The Council said, however, that if the PDP chooses to boycott Thursday’s rerun out of fear, the party’s right to do so will be respected. ‘’The PDP, after its failed mission to win Saturday’s election at all cost, is shopping for an illegal shortcut to victory by threatening a court action over an issue that has been settled. It’s a sheer waste of time. Let the PDP drop its pretension and get ready to be defeated in Thursday’s rerun.

Fayemi visits Omisore

The Ekiti State Governor-Elect, Dr kayode Fayemi, on Tuesday visited Senator Iyiola Omisore, the Social Democratic Party, governorship aspirant in Ile-Ife, Osun State. Fayemi paid the visit to Omisore in his house at Oduduwa Estate, Ibadan Road, Ile-Ife. Fayemi, however, told newsmen that his visit was not on political issues, but personal. He said, “Don’t you know that I am Omisore’s in-law and I am free to visit him anytime I wish? “Therefore my purpose of coming to Omisore is neither on political issue nor rerun election coming up on Thursday. “But I came to visit him to show my concern and care for his welfare.” Fayemi told newsmen that he would be sworn-in as governor of Ekiti State in the next three weeks. He pledged not to disappoint the people who voted for him as governor.

APC accuses PDP of buying, cloning PVCs

The APC has accused the PDP of buying and cloning of voter’s cards to enable the party have a slide win in the scheduled Thursday rerun Governorship election in the state. The ruling party raised this alarm in a statement released at the party secretariat in Abuja on Tuesday through its acting National Publicity Secretary, Yekini Nabena, saying that the party received this fresh report from its field officers in the state. The statement reads in part : “As a follow-up to our earlier statements on the PDP plans to rig Thursday’s Osun State governorship rerun election, the APC has received fresh reports from our field agents on the ongoing cloning of Permanent Voters Cards (PVCs) by PDP agents. “We view this development as bizarre and a sign of the desperation of the PDP to takeover Osun State by all illegal means. “While we call on INEC to urgently investigate the development and promptly arrest persons behind the cloning, we strongly advise INEC to ensure that its voters register is not tampered with”. The party also called on INEC and security agencies to speak publicly on measures being taken to stop the ongoing vote buying by PDP agents which has become widespread in the State. “We call for calm in the face of the already tense situation caused by the PDP’s now public rigging plot. The Osun electorate must remain alert and resist any plot to subvert the people’s will and manipulate the rerun election. “Commendably, the police already have in its custody a PDP stalwart who led other PDP leaders to buy up voters cards ahead of Thursday’s governorship rerun as there remains much to be done to ensure the credibility of the forthcoming rerun election”.

Short News Pay all debts before leaving office, GNI to Amosun Benjamin Omoike, Lagos A governorship aspirant of the African Democratic Congress in Ogun state, Prince Gboyega Isiaka, has urged Governor Ibikunke Amosun to pay all state’s outstanding foreign and domestic debt before leaving office in May 28, 2019. Isiaka, popularly called GNI, who recently submitted his letter of intent at the party’s state secretariat in Abeokuta, made the declaration while addressing newsmen in the state capital. He said the state is indebted to several institutions because the state government has failed to priotise its plans, which was responsible for several abandoned projects littered across the state. GNI said, “Every state government has all resources required to solve the problems of its people. I understand there could be challenges but that should not be celebrated by any governor. “The electorate are disillusioned with the style of governance adopted by the ruling party in the state and are determined to seek alternative platform.” He assured Ogun residents that if elected, his administration will ensure all abandoned projects are completed. “Government is continuous and all inherited projects should be completed otherwise, anyone that failed to do that will end up wasting the resources of the state spent on such project by his predecessor. Mohammed and Honourable Ibrahim Zailani, circulated among Journalists yesterday in Bauchi, they disclosed that such elements allegedly embarked on removing and replacing the authentic list of delegates recognized by the national headquarters of the party whom they suspect ‘will not do their bidding’. “We the undersigned aspirants of various political positions under the auspices of our great party, the All Progressives Congress wish to bring to the attention of the people of Bauchi state and members of the APC that a reliable source has revealed to us that some unscrupulous elements within the party have embarked on doctoring the authentic list of delegates with a view to removing and replacing those they perceived will not do their bidding,” they said.

Osun gov rerun: Let`s do the needful

Ordinarily, I should have waited for the conclusion of the rerun election scheduled for Thursday, 27th instant before doing a follow up review to my last write up titled `Osun Gubernatorial Election and the Future’. However, I was overwhelmed by the outcome of last Saturday`s exercise and, this challenged me to wait no further before coming out to congratulate the electorates and people of Osun for doing a marvelous job. Though, some skirmishes were recorded; the overall conduct of the people is a welcome development to our nascent democracy. In fact, it will not be out of place to refer to the State as the `Pride of the West`. You have demonstrated that you are not pushovers in the mainstream of Nigeria`s political calculations. It is now clear to all those who care to know that you are matured enough to take political decisions without being pushed around by politicians. For all those that contributed to achieving this feat, you are truly blessed. It will not be too much to shower you with encomiums and prayers for toeing the line of honour. Consequently, it is my sincere prayers that your labour shall not be in vein; all your efforts towards breaking away from the shackles of political slavery and poverty will also not be in vein; and, you will live to enjoy the fruits of your sacrifices for good governance. However, in view of the declaration of the exercise as inconclusive by the Independent National Electoral Commission (INEC) and subsequent fixing of a rerun for Thursday, 27th, it is very important to remind the electorates that what should be paramount in their minds at this stage is how to better the achievements of Saturday 22nd. There is the need to look forward to conducting yourselves peacefully and orderly. The reasons adduced for the cancellation of the

votes some centres last Saturday should not be allowed to reoccur. All eyes are on you; so, you must comport yourselves and build on the standards that have been set for the rest of the country`s electorates to emulate. Do not to toe the steps of the ballot box snatchers and trouble fomenters. They are enemies of our country who are prepared to stake their future and that of their unborn generations for `plates of amala`. One thing is certain; posterity will not be kind to them. However, for those that are prepared to retrace their steps by shunning violence and other electoral vices; the door is wide open for them to take their destinies in their hands by getting it right. Thus, the enlightened ones should educate their neighbours on the need to do it right. Consequently, the electorates in the affected areas are expected to go to their respective polling centres on the day of rerun peacefully and orderly to cast their votes accordingly. You are not expected to go there with mobile phones or any dangerous objects. Your only weapon is the PVC; any other dangerous or prohibited objects found in your possession will lead you to jail. Please do not be deceived that the politician and those that sent you to perpetrate criminality will come to set you free; it will not work; so, you have to think twice before embarking on a death errand. Tell the pay masters to ask their children and close family members to do the dirty jobs for them. Most importantly, you must be vigilant and at alert. Do not be intimidated by anyone because it is your right to vote for your choice. The world is watching. Also, officials of the Independent National Electoral Commission (INEC) should endeavour to remain apolitical and carry out their duties without fear or favour. Your performance on Saturday was commendable safe for

the incidents that led to cancellations of some votes. Therefore, it is pertinent to go back to the drawing board to address some knotty issues with the aim of protecting our nascent democracy. One of such is the issue of cancellation of elections as a result of ballot box snatching and over voting. If the INEC officials at the polling centres are performed their duties thoroughly and diligently, the issue of over voting will not arise. So, if there are ways the politicians are cutting corners to undermine the procedure; it is the duty of the Commission to find lasting solutions to blocking the loopholes. The fact that, the provision of the Electoral Act on the issue of cancellation of votes has now been popularized as a major factor for declaring an election as inconclusive; we can be rest assured that it will be made the surest avenue for perpetrating malpractices. There is therefore, need to do a critical appraisal of those acts or factors that could lead to cancellation in order not to create a bigger problem for our democracy. This is in view of the fact that, political parties do always have a fair idea of the election results before the INEC officials submit same to the Collation Centres; thus, after doing a quick computation of the figures from their agents and discovering that they are trailing by certain margin; the next thing will be to send their thugs and agents to snatch the ballot boxes or destroy the result sheets in some identified and strategic polling centres that will make cancelled votes to be in excess of the margin. This evolving criminality will make corruption looks like a child`s play if not nip in the bud. Now that a rerun has been fixed, I can assure you that the whole world will be watching to see the success of the exercise or the unveiling and perfection of a `new electoral fraud`.

Consequent upon the foregoing, all eyes will also be on our security personnel that will be on duty for the conduct of Thursday`s rerun. Those that partook in the Saturday`s exercise did a nice job and their performance can also be rated as `so far, so good. Therefore, it would not be an overstatement to say that, you have proven that you have what it takes to carry out your duties professionally as required under the law if you want to do so. As I have noted elsewhere, you are security agents of the Federal Republic of Nigeria and not that of a particular political party, individual or selected few. You should not allow politicians to rubbish your reputations and professional callings. This is in view of the fact that whenever the chips are down; the political parties and the electoral umpires will exonerate themselves and pass the blame on you. They will aver that snatching of ballot boxes, destruction of election materials and, perpetration of other criminalities were carried out because of the carelessness, inadequacy or non diligence of the security agencies. Let me inform you that Nigerians and the international communities are waiting to know the outcome of your investigations on the alleged directives by an Electoral Officer for the destruction of election results in a particular polling centre. In the same vein, they are equally waiting to appraise your conducts and dispositions during the rerun exercise. Finally, our overzealous party leaders and those that are not directly involved in the Osun election should watch their steps and allow the will of the people to prevail. This is surely going to be a MAKE or MAR test for the electorates, the political parties, the INEC, the Security agencies and, the government. We must get it right. Thank you.

The whites and effects of colonialism

September is a special month for the family of Chief Gani Oyesola Fawehinmi, the matchless fighter for the Nigerian poor who committed his 45year legal practice, wealth and life to the emancipation of the Nigerian people. For his beliefs, doggedness and commitment to social justice, he was jailed intermittently from the 1970s over a period of two decades with his library and chambers burnt. He passed away on September 5, 2009.That makes the month of special significance to both his family and those of us, members of his political family. It is also the month his scholarship scheme for indigent students in tertiary institutions is awarded. That award goes with a lecture which for this year, I was privileged to deliver on September 13. For me, it was an historical duty and privilege. As a student in 1981, I had been part of a delegation which briefed Chief Fawehinmi about moves by the then University of Ife authorities to victimize the student leaders and clamp down on the union following the Police murder of four students during a protest. His immediate intervention was decisive. When in 1990, the then Nigeria Union of Journalists (NUJ) national leadership barred me from contesting elections, he took up my case immediately and without hesitation. Like such other cases, it was pro bono. As a young journalist, I was so influenced by Chief Fawehinmi that, although I was never a judicial correspondent, I went to watch him in court in a number of landmark cases. On a number of occasions, he advised I should also read law, promising to foot the bill. But I was wedded to journalism. My generation can never thank him enough.

My choice of poverty as theme of the lecture, was partly an acknowledgement that it is a major challenge, more so when Nigeria has become what many call the ‘Poverty Capital of the World’ The British Prime Minister, Theresa May on August 28, 2018 during a visit to South Africa said: “87 million Nigerians live below $1 and 90 cents a day, making it home to more very poor people than any other nation in the world.” Besides this, eradicating poverty, was a consuming passion that propelled Fawehinmi’s struggles. I located the origins of the poverty ravaging Nigeria, to our encounter with the Europeans. My argument is that the precolonial societies that were amalgamated into Nigeria in 1914 were self-sustaining and self-sufficient. They fed themselves, ran rounded economies. They did not have problems of unemployment as every adult was a farmer, fisherman or artisan. Cases of homelessness were virtually unknown. There was also a lot of inter-trade amongst the peoples. We are not just talking about small communities; some of them were huge empires like the Oyo which spread to parts of today’s Benin Republic. The Benin Empire had diplomatic relations with Britain and Portugal and embassies in Lisbon and Liverpool. As far back as 1516, King Manuel of Portugal had established, a full-fledged embassy in Benin Empire. Also, the Kanem-Bornu Empire spread to parts of today’s Cameroun Republic and had an embassy in Morocco. Our political systems; some monarchical, some republican, served the communities. But when the colonialists came, they severed the rope that held our world together. Our painful encounters with Europe

included the imposition of ‘free trade’ under which leaders who insisted on autonomy were deposed, or as in the case of King Jaja of Opobo, were deposed, exiled to the Caribbean with the British Colonial Consul assuming headship of the Opobo monarchy. They included centuries of slave trade that depopulated many communities and greatly destabilized societies. There was the imposition of cash crops which led to the people in many cases abandoning food crops, leading to the breakdown of the food sufficiency system. All these combined to destroy our economy and make us dependent on that of the West and its various machinations like the World Bank, the international Monetary Fund, the World Trade Organisation, and enslavement schemes like the ‘Economic Partnership Agreement’ Also in the process, our political, cultural, traditional and religious systems were destroyed, turning us into aliens on our own soil. In some cases, we were told that Africans had no history and no worthy past. In other words, that we were not really, human beings. Many, especially our emergent elite came to believe and imbibe this. They came to accept that the white man is superior, that our traditional health system including our orthopedic and psychiatric which served us well and were also scientific, were nothing but fetishism. So we abandoned our knowledge, science, culture and history and embraced those of our colonizers; we accepted, and mainly still accept that we are inferior human beings. In other words, we became alienated so much that until today, even if our elites steal our common patrimony, they store them in the banks, lands or hands of our former colonizers. When they

loot our treasury, they try to hide their loot in the banks of the old colonizers, buy property there and sometimes, actually live in Europe while pretending to govern us. Even in this 21st Century, when our elites or their families are sick, they head for the hospitals in the metropole. Now, having destroyed our foundation, imposed a corrupted system, culture and an alien elite on us, the former colonial masters wonder why we are not developing. They ask why we are the poverty capital of the world. Yet they tell us that we have no alternative than to continue their bankrupt policies and system. They lure us into believing and accepting that their socioeconomic and political system is the only way and any deviating, would be like a sinner leaving the righteous path to heaven. For our elites, the system of the old colonial masters, is a religion which we should not even interrogate. It is not as if we have not tried to throw off this yoke and embark on building a nation based on social justice, but so far, we have not succeeded. Fawehinmi’s fights, were part of the struggles to set our country free. Africans have also fought in other climes. Patrice Lumumba led the Congolese to build a new, non-exploitative country. With the assistance of United Nations troops, he was seized, tied to a tree in the forest, and executed. Kwame Nkrumah tried the same in Ghana, he was overthrown and forced to spend the rest of his life in exile. Thomas Sankara rose in Burkina Faso, he was overthrown and executed. Mouamar Ghadaffi followed a similar path in Libya, he was executed and the country destroyed by the West. All these show that to succeed, we must take on those holding us down locally and their international masters.

Editorial Commentary Osun: Election as theatre

What is going on in Osun state right now is nothing short of political theatre. It is keeping us all entertained, but it has also turned so many observers into emergency lawyers. The Independent National Electoral Commission (INEC) declared the Osun Gubernatorial election of September 22 inconclusive and has ordered a supplementary election at seven polling centres in four local councils on September 27. Many Nigerians are taking a keen interest in the Osun election. This should not be surprising. Every election season in Nigeria, what the law says or does not say is the concern of all kinds of experts who suddenly discover the country’s Constitution and call it out into action as they deem fit. In the last 48 hours, the Nigerian public space has been suffused with relevant sections of the 1999 Constitution on elections, with the more popular references being Sections 1(2), 69 and 179 (2) of the Constitution and Sections 68 (c), 69 and 153 of the Electoral Act 2010 (as amended). Many interested parties have also been dredging up decided cases from the past. It is really entertaining to see both lawyers and non-lawyers alike referring to precedents from previous elections in Kogi, Bauchi, Edo, Katsina states, and court rulings in Osunbor vs Oshiomhole, Nwobasi vs Ogbaga and 2 ors., and Faleke vs INEC. My sympathy is with Ademola Adeleke, and not necessarily because he has the best credentials for the job, but if he is the choice of the people of Osun State, the people should be allowed to make their choice and no deliberate obstacles should be placed in their way. There is probably nothing his opponents have not done to stop him. He was accused of not having the requisite educational qualification for the office: secondary education - and was taken to court. The Court summoned the West African Examinations Council (WAEC) and asked for clarification via a sworn affidavit. Adeleke was vindicated when the Examinations Council confirmed that he indeed sat for the School Certificate Examination in 1980/81. His critics didn’t give up. They made big capital out of the fact that the Senator, as a secondary school student got an F9 in English language. They turned this into a butt of jokes, except that the law does not require Nigerian politicians to have anything more than fail grades for them to be eligible for office. With his F9 in English, Adeleke can in fact sometime in the future emerge as president or Vice President of Nigeria! His critics still wouldn’t give up. Three days to the election, the Police Headquarters in Abuja disclosed that Ademola Adeleke and one Sikiru Adeleke are the subject of an investigation involving an alleged fraudulent procurement of NECO certificates. They wanted him to report in Abuja. The president had to intervene and ask the Inspector-General of Police to back off. Adeleke was further cast in the image of a bumbler without brains who only knows how to dance all over the place. I think the fellow himself has not helped matters in this regard, though, but that is certainly not the focus of this commentary. What is certain is that every ad-hominem attack on Senator Adeleke has totally failed. He remains popular with the people of Osun state. This is the same man the people of Osun State gave majority votes on Saturday, September 22 in a Gubernatorial election that paraded 48 political parties and candidates, and they will probably do so again on Thursday. By hounding Ademola Adeleke with everything at their disposal, the Osun APC and their allies elsewhere, have turned

him into the ordinary people’s hero. Public sentiment is in his favour, either in Osun or anywhere else in Nigeria, because of the perceived desperation of the APC. The declaration of the September 22 election merely fuels existing suspicions and the public’s sentiments. This is the more reason why INEC’s integrity and credibility is at stake. It must do everything to demonstrate that it is indeed an independent and unbiased umpire and not an agent of the ruling party. Both INEC and the ruling party must be seen to be consolidating our democracy and do nothing to undermine the country’s jurisprudence. I don’t know whether the INEC Chairman and the Returning Officer for Osun watched the recent US Open Grand Slam final match between Serena Williams and the young Japanese tennis player, Naomi Osaka. There was a lot at stake in that match. If Serena Williams won, she would have matched the record 24 Grand Slam titles won by Australian player, Margaret Court. If Naomi Osaka won, she would be the first Japanese to win the US Open Grand Slam singles championship. But at the end of the match, both players were not the issue, even if Osaka won, but the chair umpire of the match who was accused of harsh calls against Serena Williams. Serena received a code violation warning for smashing her racket, she was accused of cheating, she was penalized a game for “verbal abuse.” The drama took the sweetness out of Naomi Osaka’s victory. INEC as umpire in the Osun election should avoid the temptation to turn itself into an issue. Senator Ademola Adeleke and his party may be ahead with 353 votes so far, but having chosen to participate in the rerun, they must be aware that the two-horse race they have signed up for on Thursday can go in either direction. They must not smash their rackets. They must eschew verbal abuse. They should keep their eyes on the ball. They must appeal to the people of Osun state to be vigilant and the voters in the local councils where the rerun will be held should come out en masse as they did last Saturday. One more piece of advice for Adeleke: to win that election, he must cultivate the friendship of other opposition leaders in the State. Other PDP leaders, including Senate President Bukola Saraki and Chief Femi FaniKayode, have been helping him to talk to Senator Iyiola Omisore, who has now emerged as the “beautiful bride” of the supplementary election, since most of the votes at stake on Thursday are concentrated in his political strongholds - Ife North and Ife South. Adeleke should reach out to him personally, and encourage him to mobilise his supporters to back the PDP- a party he defected from just before this same election. The APC are also talking to Omisore and he has set up a technical team to weigh the options before the Osun State Social Democratic Party (SDP). Omisore faces a critical moment in his political career. He must make a wise choice. Victory for Adeleke will shore up INEC’s credibility, allay all fears of manipulation, and create opportunity for the emergence of an inclusive government in Osun State, with implications for subsequent elections in 2019. But of course, the APC is not going to drop the ball either on account of public sentiments. Governor Raufu Aregbesola will seek to protect his legacy and future, and also seek to avoid the “Ekiti outcome. “ Alhaji Gboyega Oyetola will also want victory for himself. May the people’s will prevail.

FG’s N22.68bn to Nigeria Airways retirees

O

n Monday September 24, 2018 the Supervising Minister of Finance, Mrs Zainab Ahmed, announced that President Muhammadu Buhari has directed the immediate release of N22.68 billion for the payment of outstanding retirement benefits due to the ex-workers of the defunct Nigeria Airways. It is painful that the approval came 15 years after the Nigeria Airways was liquidated, and many of the supposed beneficiaries are either dead or heavily indebted because of non payment of their retirement benefits. But it is better late than never. Retirement, which ordinarily should be embraced with joy, in Nigeria, it has become a source of sorrow, frustration, panic and agony. Satirically, the public servants, having put in all their best into active service would naturally be expected to be rewarded. While other pensioners in the country are confronted with the challenges of non-payment of their pensions, omission of names from payrolls, underpayment, delayed payment and nonpayment of arrears and gratuities; the retirees of the liquidated Nigeria Airways are embedded with debts and worries. As a result of the delays in settlement of these benefits, many ex-workers have been thrown out of their houses, their children have been unable to attend schools and others have lost their businesses, fallen ill or indeed, passed on. This unfortunate situation cannot be allowed to continue under a responsible administration. The liquidated national career which was founded in 1958 after the dissolution of West African Airways Corporation (WAAC), flew with the name WAAC Nigeria until 1971 when it was re-branded to Nigeria Airways and eventually became liquidated in 2003. The initial submission regarding the retirement benefits in liquidation was N78billion, and the Federal Government said that the amount was verified by Presidential Initiative on Continuous Audit (PICA) and other relevant stakeholders in line with the condition of service of Nigeria Airways Limited in liquidation and other extant rules and regulations. At the end of which the sum of N45 billion was agreed as the total retirement benefits of the affected staff. Incidentally, the N22.68 billion represents a 50 percent of N45.3 billion total entitlements of the ex-workers. While many people have commended President Muhammadu Buhari-led government for taken the bold step at ensuring that the pains and agonies of these ex-workers are cushioned, some described it as a political propaganda towards the 2019 general elections. But the objective of

the release is inconsequential, provided the affected persons get their pay as directed by Mr President. The issue of non-payment of retirement benefits and pensions to retirees is gradually becoming a norm in the country especially in the public service which is why whenever any civil servant is approaching retirement , he is enthralled with fears of the dark future created by the government. We are of the opinion that this ugly trend must be corrected and avoided by both federal and state governments. The Federal Government is faced with a host of thorny retirement issues. But to ensure that these Presidential directives are duly implemented in line with extant financial rules, the committee constituted by the finance minister and headed by the Secretary of Presidential Initiative on Continuous Audit (PICA) with representatives of the office of the Head of Service of the Federation, the Federal Ministry of Aviation, the Federal Ministry of Finance, the Bureau of Public Enterprises, the Office of the Accountant General of the Federation, Pension Transitional Arrangement Directorate (PTAD), the Union of ex-workers of the airways and Budget Office of the Federation must rise above board to handle this national assignment with utmost urgency, transparency and integrity. We therefore, call on the federal government especially the minister of finance to put pressure on the verification committee to fasttrack every action that needed to be taken ensure that the funds are disbursed to the exworkers without further delay.

Minimum Wage: Labour begins warning strike tomorrow

The Organised Labour says it will commence nationwide warning strike over the nonimplementation of the new National Minimum Wage, effective from midnight of Wednesday, September 26. General Secretary of the Nigeria Labour Congress (NLC), Dr Peter Ozo-Eson, stated this in a statement made available to newsmen on Tuesday in Abuja. The organised labour has accused the Federal Government of stalling the negotiation by failing to mention a figure as a

new minimum wage for workers in the country. The organised labour has also on September 12 issued the Federal Government a 14-day ultimatum insisting that the Tripartite Committee on the new National Minimum Wage should conclude its work within the stipulated time frame. According to Ozo-Eson, this is to inform you that the Organised Labour shall commence nationwide warning strike in respect of the non-implementation of the National Minimum Wage,

effective from midnight of Wednesday, 26th September, 2018. “All Industrial Unions and all State Councils are to commence mobilisation immediately for an effective strike action, nationwide. A formal notification letter will be sent later in the day,” he said. The leadership of the NLC, Trade Union Congress (TUC) and the United Labour Congress (ULC) will be having a joint meeting on Wednesday to conclude arrangements on the commencement of the nationwide warning strike slated for Thursday.

The ruling party expressed the caution in a statement issued and signed by the party acting National Publicity Secretary, Yekini Nabena said the opposition party’s usage of political language and conduct has become worrisome. Lagos CJ vows to prosecute lawyer who allegedly forged court judgment The Chief Judge of Lagos State, Justice Opeyemi Oke, on Tuesday vowed to prosecute Mr Edward Oseghale, a lawyer, who was nabbed by police at the premises of Surulere Magistrates’ Court for allegedly forging a court judgment. Oseghale allegedly forged a judgment purportedly given by Mrs Toluwalase Abayomi, the Magistrate of Court 4, Surulere Magistrates’ Court. The forged judgment pertained to a landlord and tenancy case. The accused, who was the counsel to the landlord, used the alleged false judgment to evict a tenant. He was, however, caught “red handed” when the tenant’s lawyer came to the Surulere Magistrates’ Court to verify the authenticity of the judgment. Addressing newsmen, the Chief Judge, who was represented by Mrs Taiwo Olatokun, the Chief Registrar of the Lagos State Judiciary said the forgery of court documents was rampant in the state.

2019 guber election: APC approves mode of primaries nationwide Tom Okpe, Abuja The National Working Committee (NWC) of the All Progressives Congress (APC) has approved the mode of primary election to choose the party flag bearer in the 2019 election. The party in a statement on Tuesday signed by Yekini Nabena, acting National Publicity Secretary said 19 States are to go for the indirect primary, while 17 States are for the direct primary. The statement reads: “The

National Working Committee (NWC) of the All Progressives Congress (APC) has approved the mode of primaries for Saturday, September 29th, 2018 governorship primary elections scheduled to hold across the thirty-six states of the federation and the Federal Capital Territory (FCT)”. The states are, Abia, Akwa-Ibom, Anambra, Bauchi, Bayelsa, Cross –River, Edo, Ekiti, Imo, Kano, Niger, Lagos, Ogun, Ondo, Osun, Taraba, Zamfara and the Federal capital Territory (FCT) will go for the direct primary mode, while Adamawa, Benue, Borno, Delta,

Ebonyi, Enugu, Gombe, Jigawa, Kaduna, Katsina, Kebbi, Kogi, Kwara, Nsarawa, Oyo, Plateau, Rivers, Sokoto and Yobe States will use the Indirect primary. Meanwhile, the NWC has banned the Adamawa State Working Committee from participating either as delegates or superintendents over the governorship primaries holding in the state. This, the party said, “Is due to the fact that the Adamawa state Working Committee was prejudiced in favour of a governorship aspirant”.

Any corporate entity found selling or installing communications equipment without obtaining the Nigeria Communications Commission (NCC) type approval test certificate would be liable to a fine of N100,000 or one-year imprisonment, an official warned. Head, Wireless Network, Nigeria Communications Commission (NCC), Mr Chukwuma Nwaiwu, gave the warning in Lagos on Tuesday during the inauguration of the 1st Type Approval Industry Working Group Meeting. Nwaiwu explained that the type approval also known as equipment authorisation was an approval given to both radio and non-radio devices, which would be interfaced with the Nigerian communications network. He said that type approval was a necessity which would ensure safety of the public from dangerous equipment and facilitate quality service. “Type approval would also protect public telecommunication networks and ensure compatibility, interoperability of the equipment connected to the national networks,” Nwaiwu said.

office. Following the sudden shake up, the minister had issued disengagement letters to affected secretariats and ordered them to hand over to their successors today. Senior Special Assistance to the FCT Minister on Finance and Economic Matters and former Commissioner for Finance, Niger State, Dr. Bala Liman, is taking over from Senator Isa Maina as Education Secretary; General Manager, Hospitals Management Board, Dr. Aminu Mai, takes over from Barrister Amanda Pam as Health Secretary. Pam had earlier indicated interest in politics, and made it known. She aspired for the office of Abuja Municipal Area Council

(AMAC), chairman in 2015. Director, Muslims Pilgrims Board, Bashir Mohammed, will take over the Social Development Secretariat (SDS) in place of Alhaji Ladi Alhassan who has since resigned to face his political ambition in Kwara State. Also the hitherto Transportation Secretary, Comrade Kayode Opeifa, will be replaced by yet to be determined appointee. However, Stanley Nzekwe, Secretary of Agric and Rural Development Secretariat, Abubakar Bappa of Area Councils Services Secretariat, and Umar Shuaibu of Abuja Metropolitan Management Council, AMMC have not shown any political ambition; at press time it was not clear if they will be replaced too.

NHIS will boost corps members’ morale - NYSC Adewale Momoh, Akure The Director General of the National Youth Service Corps (NYSC), Brigadier General Sulaiman Kazaure has disclosed that the federal government has incorporated corps members in the National Health insurance scheme (NHIS). Court remands 5 over theft of yam tubers The President of the Mapo Grade A Customary Court in Ibadan, Mrs Imoleayo Akinrodoye, on Tuesday, remanded five suspects facing trial for alleged theft of 120 tubers of yam. The accused: Biodun Ayodele, (20); Michael Adebayo, (19); Lukman Ahmed, (22); Arisekola Ridwan, (20); and Kayode Suleiman; (45), were granted bail but failed to meet the conditions for their release. Emefiele gave the hint on Tuesday while briefing Finance Correspondents on the outcome of the Monetary Policy Committee

(MPC) meeting in Abuja. He said: “We will go through the pain again to invite the banks and MTN to prove their case, because it is normal that we should allow them to clear themselves and that is what we are doing and I believe that in due course we should make a final call on this subject.” The CBN governor, however, justified apex bank decision requesting MTN to refund $ 8.1 billion stating that, “what CBN sought by asking MTN to return that money is that we want a reversal of that transaction because it was not finally authorized by the CBN.” He added that because the funds were

moved through these four banks, the quantum of dollars that passed through the banks, was what CBN said the banks needed to remit back, or the company needed to remit back to the CBN through the banks. “It did not mean that these were the bank’s obligation. We understand that there was some interpretation in some quarters that, aside from the naira penalty, that there was some conclusion that those dollars attributed to have been remitted by these banks on behalf of MTN were indeed the liabilities of the bank. That is why we provided a clarification to the banks when they called us that the liability is that of

MTN and not theirs and that the CBN was not in any position or in any way going to debit the bank for the dollar because it was not their liability. suspension, especially in the social media is the absence of interested and ready investors. “This couldn’t be farther from the truth, as the national carrier project has an avalanche of well-grounded and ready investors,” he said. The minister also stated that the country’s participation at the Farnborough Air Show in the United Kingdom in July was not for the sole purpose of unveiling the Nigeria Air logo contrary to public belief. He explained that the air show was also a meeting point with those potential investors who saw the event as another opportunity

to market and re-emphasize their interests in the project. “It is also pertinent to clarify that the Federal Executive Council only suspended the process for the establishment of the national carrier for the time being. The project has not been killed,” he said. It would be recalled that Sirika had on September 19, announced the decision of FEC to suspend the project for ‘strategic reasons’ without giving further details. The decision has elicited reactions from many stakeholders and other Nigerian who have suggested different reasons for the suspension of the project.

International Association of Deposit Insurers (IADI) has elected the Managing Director and Chief Executive of the Nigeria Deposit Insurance Corporation (NDIC), Umaru Ibrahim the new Chairperson of the Africa Regional Committee (ARC). The NDIC, on Monday, stated that Ibrahim was elected during the Annual General Meeting (AGM) of the IADIARC which was a prelude to IADI Technical Assistance Workshop being hosted by the Corporation in Lagos. The election of the NDIC boss was a unanimous decision of the body following the expiration of tenure of the current Chairperson and former Chief Executive Officer of the Deposit Protection Corporation of Zimbabwe, Mr John Chikura. Also elected as the ARC Vice-Chairman during the AGM was Mohamud A. Mohamud, the Chief Executive Officer of Kenya Deposit Insurance Corporation (KDIC). The election of Ibrahim marks the second time that Nigeria will lead the IADIARC. The immediate past MD/ CE of the Corporation, Alhaji Ganiyu Ogunleye was earlier elected as Chairperson of the body. TCN rectifies faults after annual maintenance of jos-gombe 330kva line Idu Jude, Abuja The Transmission Company of Nigeria (TCN) says it has sent technical experts to restore technical issues emerging from the Jos-Gombe 330kV Transmission Line, which had just undergone Annual Scheduled Maintenance, at the North Eastern part of the country including Bauchi, Gombe, Adamawa Borno, Yobe and Taraba state. The General Manager Public Affairs, Mrs. Ndidi Mbah, TCN took outage to undertake the Annual Scheduled Maintenance of the 330kV transmission line from Jos to Gombe. Mrs. Ndidi, stated that the maintenance work has been completed by the combined engineering maintenance crew from Gombe

and Jos Transmission Substations, the transmission line was reclosed and energized at about 15:09 hours Saturday 22nd, as about 19:09 hours before the line developed another fault and tripped off. She further stated that line engineering crew handling the Jos part of the 330kV transmission line has completed investigations on that part of the line, while the Gombe part of the transmission line trace is still ongoing. Meanwhile the general manager public affairs said that the environs will continue to experience power failure until both ends of they are restored. “The entire line cannot be energized until both ends of the line trace have been concluded. Once completed, the findings

would be analyzed and faults cleared TCN will then re-energized the transmission line. The company said it regrets inconveniences caused by the outage and also apologizes to the Government and people of the six North Eastern states affected by the outage, while assuring that efforts are ongoing to ensure a speedy completion of the transmission line trace and faults clearance in other to reclose and energize the 330kV transmission line.

Traders are recording brisk sales at the ongoing Federal Road Safety Corps (FRSC) recruitment and physical screening at the National Stadium in Abuja, the News Agency of Nigeria (NAN) reports. Some of the traders told NAN in separate interviews on Tuesday that the exercise was an opportunity for them to sell their wares. The traders said they had to close up their shops temporarily at Utako, Wuse and Garki markets in order to display their wares at the recruitment venues in view of the high patronage. Pastor Peter Umeh, a trader who sales white canvas, shoes, stockings and short trousers at the venue, said the sales were encouraging but decried the low profit margin he recorded. “My goods are essential for the candidates like white canvas shoes, T-shirts and others; the sales are encouraging but the current economic challenges, customers are begging for discount. “We are encouraged by the turn over because the candidates are many and patronage is quite high. “For instance, we sell the shoes at N1,500 in the market but here they priced it down to N800, the T-shirts are from N1,000 but they are pricing them at N700 and we have to sell,’’ he said. Also speaking, Mr Timothy Chukwuma, a professional

photographer at the recruitment venue, said the patronage was not adequate because most candidates came with their passport photographs. He however added that the photographs were taken and printed in two minutes at a subsidised rate of eight copies at N700 and four copies at N400 for candidates who forgot or misplaced their passport photographs. In the same vein, Mr and Mrs Samuel Akhigbe, who were engaged in photocopying business, said they were excited over the sales recorded since the commencement of the screening. They noted that the candidates were mandated to make photocopies of their documents which had resulted to high patronage, adding that each copy is done at N50 because they use generating plants. Similarly, food and confectionery vendors were not left out as they also record high patronage from the exercise. Mrs Irene Okoro, who sells soft drinks and snacks, said she was happy with the patronage from candidates and people around. “I have been selling since morning; I thank God for this exercise, I wish they will continue till next month; I am so happy with my sales. “I thank God for everything,’’ she added. Principal pens down in grand style Executive Secretary, Lagos State Technical and Vocational Education Board (LASTVEB), Mrs. Omolara Erogbogbo, has urged the new Principal, Lagos State Technical College, Ikotun, Mr. Olugbemi Ololade, to toe the path of his predecessor if he must triumph and be celebrated at the end of his career. Erogbogbo said this during the retirement and last day in office of the immediate past principal of the school, Mr. Adaramola Samuel Oladele. The open field of Lagos State Technical College Ikotun, venue of the event, was replete with celebrations and eulogies as friends, church, family members as well as colleagues, one after the other, poured encomiums on Adaramola who incidentally, celebrated his 60th birthday on Wednesday last week. Adaramola during his career twice won Lagos Best Teacher of the year between 20012/20013, and 2013/2014 academic sessions. Erogbogbo said Adaramola would remain one of the outstanding principals she ever worked with, saying that she never had a single contending issue with him all through the period he was in the saddle. The LASTVEB boss described Adaramola as hardworking, resilient, diligent, committed and an individual who loves to bring out the best in others. Said Erogbogbo: “What else can I say about Mr. Adramola? Erogbogbo asked rhetorically. “He is an embodiment of what we call leadership. I never had any problem with him or the school while he was in charge. Anytime I come to GTC (Ikotun), he was always up and doing. I’ve not heard any bad report about him. I’m sure both students and staff will miss because he is a performer.” “And this is a moment of reflection for those of you still in service. What will be said about you when you sign of? Adaramola has impressed me and paid his dues,” Erogbogbo counseled. Presenting to Adaramola the Certificate of Service, Erogbogbo urged him to take a rest for six months, eat healthy and exercise very well to continuously keep fit. “You all heard all the good things that have been said about Adaramola, your own story must not change,” Erogbogbo told Ololade. A former colleague and retired principal of Government Technical College, Adosoba, Mr. Joa Akindele, also described retirement period as ‘diminuendo period’ and urged the celebrant to gird his loins as he would henceforth realise who his true friends and pretenders are. Head or tail, Akindele said, Adaramola should take things philosophically. He said: “When this time comes, which I am sure it will, I admonish you to have a sound mind under control, a disciplined mind that does not panic, a mind that does not lose touch with reality; a mind which neither gives way to imagination, nor loses consciousness or go into depression. Since life is never a bed of roses, there are times we have to face these trying times in life, only then we can be molded into people of character. We have our plans but God always has a better plan in store for us.”

Nigerian varsities lack capacity to train students – Don Nosa Akenzua, Asaba A renowned Professor of Sociology at the Delta State University (DELSU), Abraka, Professor Victor Jike, has said that Nigerian universities lack the capacity to train students. Delivering the 65th in the series of inaugural lectures of the university, Jike, said: “It is not a fluke that no Nigerian university is ranked close to the first one thousand universities in the world. “The secondary school I went to, St. Peter Clavers College, Aghalokpe, Delta State, had a diversity of qualified teaching staff. In 1972, the school had five expatriate staff, two Irish, two Canadians and one English lady who taught Chemistry so well to positively impact many of us and today we have become professors. “Now, we have universities in Nigeria where all staff come from the local environment and think in the same manner; where there is rampant in

breeding, a tendency towards intellectual insularity and esoterism and we expect Nigerian universities to be ranked among the best in the world? “The corruptible cannot produce the incorruptible. When a departmental budget is to be pruned, staff training is the likely casualty while the budgetary quotient for construction is deliberately padded because this is where the bosses derive their kickbacks”. He noted that “the environment of work in many public organisations is shameful with no water, no light and most times stuffy and unhygienic. The inaugural lecturer added “when it rains, some of the roofs leak. There is hardly any platform to sustain a maintenance culture. So how can workers be motivated under such conditions? When workers fall ill, they give them leave to seek treatment in the hospital. In most cases, workers do not have the wherewithal to take care of their health needs which may lead to premature death. “Unfortunately, when workers die while still in

government service, the funeral is lack luster and the representation of government is minimal and scanty. “However, workers who are officially dead remain on the official pay roll as ghost workers for many years adding to the financial emoluments of their erstwhile bosses in a ghoulish dialectical macabre interplay between the living and the dead”. Citing the President of the Nigerian Labour Congress, Comrade Ayuba Waba, who said that Nigerian workers are treated like slaves, he argued that “Most of the constituent unions are plodding on but many have fallen by the side and loudly compromised the principle of the struggle for workers’ emancipation”. “Colonial educational system had inherent limitations and these shortcomings are still very much evident in the contemporary epoch,” he added. Continuing, Prof. Jike said: “Fifty-eight years after political independence in 1960, we still perceive clear manifestations of a misplaced colonial educational

policy. “Repair and maintenance culture have failed to take root in the subconscious of Nigerians simply because it is not part of our heritage. Education is central to development in several aspects. “The quality of education determines the scope of capacity that could be nurtured to propel development. A system that emphasises the passing of examination rather than instilling an epistemological basis for imaginativeness; a system that places premium on learning by rot rather than having a clear understanding of the contending issues that inhibit the nation’s development. “A system that is glaringly bereft of requisite infrastructures to sustain a worthwhile scientific enterprise, where there is no constant energy supply, where retired professors cannot be replace and pensioners ‘benefits are not paid. Where science students are known to acquire science-based training without the corollary practical laboratory component.

My poor background inspired my philanthropic gesture- Dr. Adebogun Dr. Oladega Adebogun is the Proprietor and Managing Director/CEO of Caleb Group of Schools and Visitor to Caleb University, Imota, Lagos State. He is an astute educationist, a seasoned school administrator and an erudite entrepreneur of international repute. At an early stage in life, Dr. Adebogun had a vision of impacting and transforming the lives of young children, both for God and humanity. In this interview with ESTHER TAIWO, he revealed how his humble background shaped his aspirations to raise and transform children that will be useful to the society. Excerpts: Can you lead us into your career background? I started my career in education as a class teacher. I later worked for several years in public educational institutions, including the Mushin Local Educational District and Lagos State Ministry of Education where I was promoted to a Principal Inspector of Education in 1991 and also served for many years as a top executive of the Lagos State Association of Proprietors of Private Schools (APPS). What prompted you to venture into private education practice? I would say it was borne out of a strong passion for quality education in Nigeria and my response to the falling standards in the sector led me into private practice and also having listened to the word of a renowned educationist and one time Minister of Education, late Prof. Aliu Babatunde Fafunwa, who once said “we must educate our people or perish”. This wise philosophy, I must say, also propelled me to go all out to encourage young Nigerians to get educated. When and how did you later put this idea into practice? Having nurtured a vision for establishing an educational institution with strong emphasis on unmatchable academic excellence and towering moral values, the Caleb International School was birthed in the heart of Lagos State capital, Ikeja, in 1986 and to further achieve the goal of restoring the lost glory of the sector, I studied at the University of Port-Harcourt and the Lagos State University, where I obtained a Bachelor’s degree in Educational Administration, and a Masters in Educational Management respectively, also a PhD in Educational Administration and Planning at the Bayero University, Kano. After two decades of exceptional practice, Caleb International School grew into a leading educational institution in Nigeria, widely recognised as Caleb Group of Schools. Apart from establishing these schools for young Nigerians to learn and acquire quality education, what other ways have you contributed to the development of the Nigerian youth? First of all, I must say I have been able to bring my wealth of experience and resources to bear on the educational development of many young Nigerians through scholarship awards haven realised that many brilliant but indigent youths may not get an education even with the increasing number of private universities because of the high cost. Recently, we also organised an International Youth Summit at the Lekki Prayer City where youths from different states across the country attended. We had notable gospel artistes who came to perform at the programme and all participants were fed and accommodated for free. It was indeed a successful programme. The aim is to win the youth for Christ; we also had Bible quiz, games, soccer and we had guest speakers who spoke on inspiring topics to the youth. Did you have any personal experience that led you into such philanthropic gesture? Of course I know how it felt when my poor family could not afford to send me to secondary school, I cannot but help the less privileged. When l was in class one of those days, it was a model school, it was then converted into Secondary school and my father was having four children in the school. So they said four of us should write examination into the school. I was the only that was successful, and my father said he will not be able to send only me to secondary school, he had to stop me. My mother then decided l should go and learn tailoring, after a while l was taken to Abeokuta. After many years, they said l should go back to Secondary School, l started again. There was one particular day, l was sent out of school because my parents could not afford to pay my school fees.

Within me, l knew if l go back home, l would not be able to get the school fees, so l decided to hide myself in the school toilet, unknown to me that the principal of the school was monitoring me. He got to know that l was in the toilet. He sent somebody to fetch me out and gave me a thorough beating. It was serious, it was like he wanted to kill me on that day because of the school fees. l could not cry, it was too much. So l found out that there are a lot of people in that category that their parents will not be able to afford their school fees and through the grace of God, I am what I am now because l gave my life to Christ and found favour in the sight of God. So if in one way or the other, l could see the sufferings of some people, l felt that l should see how l can help them because a lot of people, their parents would not be able to afford their school fees, what can l do to be able to assist them? Some of these students have potentials, they can become anything in the future, they can become great men but if nobody is able to assist them, we deny them the opportunity of becoming great in the future, that is why l said whatever it is going to cost me, l will support them. The second reason is that l read about a man called George Muller. This man started an orphanage house with the aim of preaching the gospel and l felt that if God can use that man to set up the orphanage home not with the mind of making money, if God can use this

Tell us about your spiritual growth? Well, I am a Christian and presently the President of the Faith Bible Training Centre, FBTC, in Lagos. FBTC is an interdenominational and evangelical training centre with strong determination to discover, train and commission ministers with strong zeal and calling for evangelism and soul winning.

CNPP faults INEC’s decision on Osun inconclusive election Stories by Patrick Okohue The Conference of Nigeria Political Parties (CNPP) has described the decision of the Independent National Electoral Commission (INEC) to declare the Saturday’s governorship election in Osun State inconclusive as “a rape of basic democratic process and rule of law”. In a statement signed by its Secretary General, Chief Willy Ezugwu, the CNPP noted that “garnering a simple majority of valid votes cast is what was required to be declared the winner in the Osun State election. “The decision of the returning officer to declare the election inconclusive, which insiders have noted to be taken after receiving a phone call and the section of the Electoral Act relied upon,

requires, before the rerun date, a court action to seek the interpretations of Section 179 sub section 2 of the Nigerian 1999 Constitution, on the strength of Section 1 (3) which provides that; “(3) If any other law is inconsistent with the provisions of this Constitution, this Constitution shall prevail, and that other law shall, to the extent of the inconsistency, be void.” “This has become imperative as the provision of the Electoral Act, which was relied on by the returning officer appears to be inconsistent with Section 179, subsection 2 and 3 of the 1999 Constitution of the Federal Republic of Nigeria, thus, it is legally contentious as the Constitution is unambiguous on how to determine an electoral victory in a governorship election. “According to the Section 179 (2)(3) of the Constitution, (2) A candidate for

an election to the office of Governor of a State shall be deemed to have been duly elected where, there being two or more candidates -”(a) he has the highest number of votes cast at the election; and “(b) he has not less than one-quarter of all the votes cast in each of at least twothirds of all the local government areas in the State. “(3) In default of a candidate duly elected in accordance with subsection (2) of this section there shall be a second election in accordance with subsection (4) of this section at which the only candidates shall be-”(a) the candidate who secured the highest number of votes cast at the election; and “(b) one among the remaining candidates who secured a majority of votes in the highest number of local government areas in the State, so however that where there are more than

we must understand that morality and legality must go together. “In this case, dragging a candidate standing for an election few days away into the dock for an alleged criminal infraction may be legal, but is morally wrong, as such invitation by the police may be misinterpreted as a ploy to deprive the candidate of the PDP, a fair and equal opportunity to seek for votes. “I think it was on the strength of that, that the President had to step in, and correctly too, to forestall a situation where the candidate’s electoral loss may raise concern about the partiality of the police in the matter, I do not think the timing of the invitation was right because the police have said the investigation was concluded in 2017. “He should have been charged earlier. So, waiting for the eleventh hour to summon him when he had become the candidate of the main opposition party was wrong. “The President is not tying the hands of the police by preventing them from arraigning candidate Adeleke in court, he was only telling them to wait a bit, allow election to go on, and the man can later be arraigned in court. “The intervention of President Buhari shows that he is not the type who will deprive his opponent the opportunity to seek votes. “The President is the President of the generality of Nigerians. It is not necessary that he has to do the bidding of members of his partyAPC. There is nowhere in the world you can get that,” Umohinyang, a lawyer concluded.

FIFA agrees to limit number of players clubs can loan out

FIFA plans to limit the number of players a club can loan out each season to prevent teams stockpiling talent. Football’s governing body had proposed a maximum of six loans per club. But is still has to come to an agreement with the game’s other stakeholders – including club, league and player representatives – as to what the limit should be. The proposed new regulation could affect the likes of Chelsea, who have 40 players on loan this season. Fifa will also re-introduce the regulation of agents by summer 2019. President Gianni Infantino has previously said he was “concerned about the huge amount of money flowing out of the football industry”, and hopes the plans will improve the transparency of the transfer system. Since 2015, anyone can become a football

agent, and Premier League clubs have paid them £211m in the past year, an increase of £37m on the previous year. But Fifa’s proposals to cap agents’ fees have been dismissed for the time being. Chelsea have previously said they “don’t send players out [on loan] because we are trying to recover money, we send them because we want them to play and develop”. But the Fifa Football Stakeholders Committee has agreed the as yet undetermined limit should be introduced for “the purpose of youth development as opposed to commercial exploitation”. It is hoped a figure can be agreed on as part of plans to be phased in over the next two years. Other regulations include creating a “clearing house” to process transfers with the aim of protecting football’s integrity and

avoiding fraudulent conduct. And there will be a big increase in solidarity payments to lower-league clubs who have trained players but then lose them to clubs from other countries. The principles of the reform package will be submitted to the Fifa Council at its next meeting on 26 October. Infantino said: “We have brought everyone to the table and all key actors of the industry have understood that we need to take action, leading today to this reform proposal. “This is a significant first step towards achieving greater transparency, the effective enforcement of rules that will deliver millions in solidarity payments to clubs, and developing a consensus on how to tackle the issue of agents, loans and other key aspects of the transfer system.”

Amaju Pinnick urged to make NFF a modern football organisation A sports analyst, Tayo Balogun, has advised Amaju Pinnick, President of the Nigeria Football Federation to run the outfit as a modern day football organisation. This is with a view to further develop the sport in the country. Balogun gave the advice in an interview with the News Agency of Nigeria in Ibadan on Tuesday. He also told Pinnick, who was reelected president of the Federation on Thursday to make due process the order of the day. He said: “This is his second term

in office; the period should be used effectively. He should correct many wrongs going on in the running of the NFF. “Pinnick should ensure that the Federation is independent of government in terms of funding.” The sports enthusiast also urged the NFF chief to encourage more sponsorship of the sport, thus creating more national competitions. Balogun, advised Pinnick to work toward qualifying Nigeria for the 2022 FIFA World Cup in Qatar and ensure that the Super Eagles make appreciable

impact in the global football fiesta. He also called on the NFF to make the country’s age group teams the best in Africa and the world. He said: “Pinnick should take steps to make our age-group teams the best, not only in Africa but also in the world. “It is also very important that Pinnick leads a transparent administration that seeks to carry every stakeholder along.” Balogun also called on Pinnick-led administration to do all that could be done to get the National Assembly to pass the NFF Act.

Andy Murray wins first round at Shenzhen Open

Britain’s former world number one Andy Murray was made to work up serious sweat by unheralded Zhang Zhizhen at the ATP Shenzhen Open on Tuesday before the Chinese player retired at 6-3, 6-7 (3-7), 4-2. It was a disappointing end to a spirited display from Zhang, a 21-year-old from Shanghai who is ranked 340th but who raised hopes of an upset for local fans in the second set. He cramped up and was unable to continue just after Murray had broken serve to take a 4-2 lead in the final set. Murray, 31, has had his own 2018 campaign derailed following hip surgery in April and had come to China with a 5-4 record after returning to the tour in June. With his own world ranking slipping to 311, Murray snapped up a wildcard entry into an event he had won back in 2014 as he looks to put some miles in his legs before the end of the season. A break of the Murray serve in the seventh game of the first set was an indication things weren’t going the British player’s way. Then a break in the sixth game of the second put fellow wildcard Zhang at 5-2 on serve — and a realisation that Murray was in for a full-on fight. Zhang held his nerve when that set was forced to a tiebreak but Murray’s experience showed in the decider as he broke for 4-2 before Zhang’s injury struck. Murray, who reached the pinnacle of the sport in 2016 and has three Grand Slam singles titles on his shelf, chalked up his 661st career win against a young man who has won just four matches as a pro. Murray had said coming in that this Shenzhen event and then next week in Beijing would be the last two tournaments

of his season, and that he hoped to “play some good tennis and get on a bit of a run” in China. He’ll get another chance to do exactly that when he lines up against last year’s Shenzhen Open winner, top seed and current world number 11 David Goffin of Belgium in second-round play on Thursday. Fate had seemed to be working against Murray even before he entered the fray at the Shenzhen Longgang Sports Centre, with an almost two-and-a-half hour rain delay before his opening match. And on Monday, Murray embarrassingly dropped a commemorative plate given to him by tournament organisers in honour of his contributions to the promotion of tennis in China. The plate smashed and Murray reacted in horror, while quickly apologising to the officials gathered around him. He later posted a clip of the incident on Instagram Stories with the caption “Woops”.

D’Tigress edge Argentina 75-70 to record back-to-back FIBA World Cup victory The Nigerian women’s basketball team, D’Tigress, recorded their second-straight win at the ongoing FIBA Women’s World Cup with a hard-fought 75-70 victory over Argentina in Spain on Tuesday. The keenly contested game, which was played at the San Cristobal de la Laguna, Tenerife, saw the Nigerian side take the first quarter 19-13. The Argentines, who before the match against Nigeria were defeated in their first two games against Turkey and Australia, showed some intent in the second quarter with a 16-13 edge over D’Tigress. Both sides battled hard in the third quarter and D’Tigress found their South American opponents a hard nut to crack as they settled for a 19-19 tie. D’Tigress were fighting for a chance to clinch second place in Group B, which also comprises group leaders Australia and Turkey. Both teams then went to the final quarter and that was where D’Tigress kept their nerve to win the quarter 24-22. Argentina were no doubt playing their best game of the tournament against D’Tigress, and even took the lead at some point in the final quarter. However, it was D’Tigress who stepped up their game and put up some brilliant defensive performance in the final four minutes against a desperate opponent. The game against Turkey had Sarah Ogoke as Nigeria’s top performer, but it was Promise Amukamara who stepped up this

time with a team-high 16 points. Aisha Mohammed and Ezinne Kalu followed with 12 apiece. Melisa Gretter scored a gamehigh 21 points for Argentina. Coach Otis Hughley, while commending his players’ resilience, said after the game: “These players have got resolve and I have got no idea where they are digging that out from to win another close game. “They have no reference point at this kind of level to have taken it from. That was unbelievable and there is no coaching at this point with this team. “These kids of mine just went out, played hard and made plays again when they needed to.” D’Tigress guard, Ezinne Kalu, also said their victory was a sweet experience.

“It feels good off the back of making history with our first win against Turkey to have now followed it up by beating Argentina. “We’re working hard and staying focused. It is exciting for us making more and more history with a team that is very closely bonded together and we want to continue on this journey for longer,” she assured. As second-placed team in Group B, Nigeria will now face Greece in the quarter final qualifications, and the winner of that one game will meet the USA in the quarter-finals. Group leaders Australia secured automatic quarterfinal qualification. The match between Nigeria and Greece is scheduled for Wednesday. (NAN)
