She expressed confidence that the forum would be a veritable ground to review the present Federation revenue sources, “which we all agree is been monolithic.” She added that the meeting should come up with actionable recommendations for sustainable improvement in the Internally Generated Revenue (IGR) and expenditure pattern. The minister said: “It is on record that due to persistent domestic fall in oil revenue, over the past years, it became extremely difficult, if not impossible for us to meet duly budgeted obligations. “This happened because of the age-long over reliance on oil, even though Nigeria is abundantly endowed with multiple resources, which provide varied sources of revenue. There are stupendous potentials for diversification of source of revenue we can
reflect soberly on our national endowments and make conscious efforts to exploit and manage them effectively. “Let me remind us that we need to develop cost effective strategies to increase our IGR, reduce unnecessary overhead costs, enthrone fiscal discipline and transparency so as to optimize available limited resources, while efforts are sustained to broaden our revenue base. “On the Federal Government part, we will continue to strive to ensure that all Federation revenues are accounted for in the most transparent manner and managed efficiently to deliver on the dividends of democracy to the citizenry. “Let me acknowledge and commend the wisdom behind the development of the new revenue reporting template that was engineered by the Commissioners of Finance. It is imperative to mention that its implementation will be one of the key reforms in revenue remittances into the Federation Account. “The Administration of President Muhammadu Buhari has demonstrated necessary political will and has been very supportive in our drive to explore other relevant revenue sources, so as to be able to turn the tide in favour of the Federation Account and the nation in general.
“Therefore, the theme of this year’s Conference is thought-provoking and in tandem with the present Government’s focus on diversifying our economy away from oil to non-oil sources of revenue and building a robust economy with sustainable revenue base.” The Minister further emphasised that state governments should leverage on sectors lying fallow in their states to consolidate on the financial allocation they receive from the Federation account. She said: “We must get back to agriculture, develop our solid minerals sector, further streamline and reinforce our tax collection systems, block all avenues for revenue leakages, continue to strengthen our borders to stem smuggling, and abhor all forms of corruption. We have to cultivate a new culture of efficient resource management and genuine paradigm shifts to enable us utilize the untapped resources in a more efficient manner. “These I believe we can do. Notwithstanding the mistakes of our past, I am confident that this Conference will rekindle our hope and embolden us to take practical steps towards unlocking the potentials in the non-oil sector in our respective states.”

Mathew Dadiya, Abuja President Muhammadu Buhari has countered the National Chairman of the All Progressives Congress (APC) on the aggrieved members of the party, stressing that if anyone is displeased with the way and manner anything has been done, and feels deprived of his/her rights, then such a person is at liberty to approach the courts for redress. Reacting to the position of the APC which recently forbade members from dragging the party to court, the President said: “We can’t deliberately deny people of their rights. We agreed that party primaries should be conducted either through direct, indirect or consensus methods, and if anyone feels unjustly treated in the process, such
a person can go to court. The court should always be the last resort for the dissatisfied. For the party to outlaw the court process is not acceptable to me.” The APC, in a decision ascribed to the National Working Committee (NWC), had last week threatened to punish members across the country who had dragged the party to court over various issues. According to a statement, “The Party intends to activate constitutional provisions to penalise such members as their action is capable of undermining the party and hurt the party’s interest. “We hereby strongly advise such members to withdraw all court cases, while approaching the appropriate party organs with a view to resolving any outstanding disputes. In
addition to this, aggrieved members are urged to take full advantage of the reconciliation committees the party has put in place. “APC members should understand that as a progressive party that operates on the principle of change, it is not a matter of choice to keep to the rules.” In a related development, President Buhari has also advised members to work with the reconciliation committees empaneled for the six geo-political zones by the APC, and not a purported Presidential Committee on Reconciliation, stressing that the party is the only body authorised to constitute such committees. Justice Chukwujekwu Aneke of a Federal High Court, Ikoyi, Lagos, on Monday, warned operators of social media platforms to desist from spreading and giving wrong news interpretation of ongoing court proceedings, so as not to be liable for contempt. The judge issued the warning at the resumed trial of a Peoples Democratic Party chieftain, Senator Peter Nwoboshi, who is standing trial on N322 million money laundering charge. Nwoboshi, representing Delta North Senatorial District, was re arraigned before the judge by the Economic and Financial Crimes Commission (EFCC), along with two companies - Golden Touch Construction Projects Ltd and Suiming Electricals on October 5, following the elevation of the former judge, Justice Mohammed Idris, to the Court of Appeal. He pleaded not guilty on his arraignment and rearraignment and was allowed to continue on his initial bail. When the matter came up on November 13, first prosecution witness, Mr. Prince Kpokpogri, began his evidence before the court, after which the court adjourned for continuation of cross examination. However at Monday’s
proceedings, Mr. O. R. Ogunde (SAN), announced appearance for the prosecution, while Messrs George Uwechue (SAN), C.K Nmarkwe and I.O Aniakor appeared respectively for the first, second and third accused. Before trial resumed, the prosecutor (Ogunde) drew the court’s attention to some social media news feeds which had reported their news with the caption “Prince Kpokpogri on his way to prison,” He described the development as worrisome and an obstruction to the administration of justice, alleging that the writers were media aides to the accused, and urged that the accused be allowed to respond to the assertion. In response, the accused told the court that he never ordered any of such publications. Following this development, the court warned parties to be cautious of taking ongoing court proceedings for discussions or interpretations on social media platforms, adding that trial was still ongoing. According to the judge, the court is a hallowed chamber and so, parties cannot go about discussing ongoing proceedings on social media platforms when a final decision had not been reached by the court. “If this continues, those
Chief Judge of the Federal High Court, Justice Adamu Abdul-Kafarati, has reassigned cases involving the Economic and Financial Crimes Commission (EFCC) and its acting Chairman, Ibrahim Magu, being handled by Justice Binta Murtala Nyako to Justice Ijeoma Ojukwu. The reassignment of the cases followed letter written by the acting Chairman of EFCC, Ibrahim Magu, to the Chief Judge of the Federal High Court alleging “likely bias on part of the trial judge.” Beside several criminal cases filed by EFCC which was
before the judge, Justice Nyako was also handling 14 separate suits filed either in support or against Magu’s appointment as the acting Chairman of the Commission. EFCC last week Wednesday insisted it had written to the Chief Judge to transfer the cases when the matter came up for hearing, before Justice Nyako. Justice Aneke has adjourned till December 4 for continuation of trial. The prosecution alleged that Nwaoboshi and Golden Touch Construction Projects purchased a 12-storey building property, known as Guinea House, on Marine Road in Apapa, Lagos for N805 million between May and June 2014.
The anti-graft agency claimed that N322 million out of the N805 million was part of proceeds of “an unlawful act of fraud. The EFCC alleged that the N322 million was transferred to the property’s vendor, on the order of Suiming Electricals, which was accused of aiding the accused to commit money laundering on or about May 14, 2014. The alleged offences contravenes the provisions of sections 15(2)(d) and 18(a) of the Money Laundering (Prohibition) Act 2011.

The Federal Government has confirmed about 1,640 suspected cases of yellow fever from across states where there have been an outbreak. Executive Secretary NPHCDA, Dr. Faisal Shuaib, who made this known while briefing newsmen on Monday in Abuja, also said that the World Health Organisation laboratory in Dakar, Senegal confirmed 41 cases. Dr. Shuaib noted that tests conducted in laboratories in Nigeria based on the recent outbreak of a strange fever in Edo State, has shown that nine of the samples tested positive to yellow fever even as samples have been forwarded to the WHO laboratory in Dakar for confirmation. He said that plans were underway to establish a reference laboratory in the country to reduce its continued dependence on the WHO laboratory in Dakar to know the number of confirmed cases. “The country has been experiencing sporadic outbreaks of yellow fever since September 12, 2017 when the first case was confirmed in a 7-year-old child from Ifelodun LGA, Kwara State. “Currently, there are over 1,640 suspected cases line listed with 41 confirmed from the WHO regional reference laboratory in Dakar Senegal. “The Federal Government of Nigeria on its own part is committed to establishing a reference laboratory in the country to reduce the logistics challenges with sample transportation and laboratory turnaround time. This will ultimately reduce the response time and consequently the morbidity and mortality rates. In the next six months, we will implement the new laboratory in Nigeria,” he said. According to him, the ongoing third preventive mass vaccination campaign targeting the age group of 9 months to 44 years, in about five states, was part of the efforts put in place to ensure a reduction of yellow fever transmission by achieving a 90 percent coverage in implementing states and local government areas.

Polio: Northern states sign MoU to strengthen routine immunisation Gates, Dangote, UNICEF laud Yobe on RI progress
Doosuur Iwambe, Abuja In its quest to be certified a polio-free nation, six governors from the northern part of the country have signed a five-year Memorandum of Understanding (MoU) to strengthen routine immunisation (RI) and polio eradication. The six Northern states are Bauchi, Borno, Kaduna, Kano, Sokoto and Yobe. The MoU was extended recently from 2018 – 2022 to include revitalisation of primary healthcare in the respective states. Meanwhile, Chairman, Aliko Dangote Foundation, Aliko Dangote, has called for improved data quality in the process. He made the call during the end-of-year annual review meeting through video conference between the Bill & Melinda Gates Foundation, Aliko Dangote Foundation and governors of the six Northern States. During the bi-annual review, which spanned two days, the progress made by each of the six states in terms of RI and polio eradication was analysed and suggestions on improvement made. Yobe State was singled out for making the most remarkable improvement in its RI efforts since the MoU was signed. Dangote, who acknowledged the efforts of the state governments to eradicate polio among their populations, called for greater involvement of the traditional leaders in the RI process, and also advocated improved data quality from the governments and all relevant stakeholders. He also sought timely release of counterpart funds from the partner state governments to sustain the process, while the Aliko Dangote Foundation will release its obligation once the states have deposited their own

funds. According to Dangote, “While it is very good to see your survey coverage for immunisation increasing, the difference between your administrative data and survey data is still very high, and this leads to many expensive repercussions - such as significantly more vaccines being distributed than what the surveys show coverage at. In order to have an efficient and economical system with accurate supply and demand information, you will need to do more to improve your data quality. “I would like to convene all the Governors in person in December to discuss the SMART Survey results, the LQAS and the progress you are making to address the data quality issues. This is in line with NPHCDA’s National Emergency RI Coordinating Centre and its ongoing support to your state around data quality improvement. To conclude, I would like to see a plan that shows how your team intends to reduce within 15% the variance between administrative and survey data annually”, he added. Also, Gates, Dangote and the UNICEF commended the progress made by the Yobe State
Government in the immunisation of children within the last six months. Gates, who spoke via video-link, said: “It is encouraging to see improved results on routine immunisation over the last four rounds. Yobe State has shown the greatest improvement among all the six participating states. I give you a plus to that”. He commended Governor Ibrahim Gaidam for his administration’s efforts and commitment, and urged him to sustain the tempo. This, the minister said, will complement banking sector finance to provide long-term capital for growth and development. The Minister disclosed this on Monday at the 22nd African Securities Exchanges Association (ASEA) Annual General Meeting and Conference kick off in Lagos. She explained that the strong capital market activities were instrumental in taking Nigeria out of recession and back to the path of positive growth. Ahmed, who was represented by the Acting Director-General, Security and Exchange Commission (SEC), Ms Mary Uduk, in her address told participating African countries that it was President Muhammadu Buhari’s decision to pump in money into various sectors of the economy in
order to spur economic growth and sustain the tempo to where it is now. EFCC arraigns cooperative members for N33m fraud Andrew Orolua, Abuja
The Economic and Financial Crimes Commission (EFCC), has arraigned Hajiya Mauro Z. Usman, Mohammed Sani Agae, Isa Alhaji Chado and Jonah Ihie before Justice Aisha Bwari of the Niger State High Court, Minna for fraudulent activities. They were specifically arraigned on a fivecount charge bothering on criminal conspiracy, forgery, cheating and issuance of dud cheque. The defendants were previously scheduled for arraignment on November 8, 2018 but it was stalled due to the absence of Ihie, the fourth defendant. The EFCC had through its Economic Government Unit, received a petition against some staff of the Government House Staff Multipurpose Cooperative Society, Minna, Niger State, in 2016.
Investigations into the petition revealed that on September 25, 2012 the petitioner’s company, First Concept Limited went into contract agreement with the Cooperative Society to supply them with 3,000 bags of 50kg Indian Parboiled Rice to their staff as their Christmas bonus for the year 2012. The supply was to be at N11,000 per bag which totalled N33 million. However, Usman being one of the signatories to the account conspired with the other defendants to forge signatures of the cooperative account in a bid to divert the alleged sum to their personal use. One of the charges reads: “That you Hajiya Mario Z. Usman (while being the signatory to account no 1340024555 belonging to Government House Staff Multi- Purpose) on or about the 10th day of January, 2013, within the jurisdiction of this Honourable Court, with knowledge that you had insurgents funds in your account issued to First Concept Limited with Bank PHB (Now Keystone Bank) cheque
dated 10/01/13, for the sum of N9,000,000 (Nine Million Naira) which was dishonoured due to insufficient funds in your account and hereby committed an offence contrary to Section 1(1) (a) and punishable under section 1 (1) (b) (i) of the Dishonoured Cheques (Offences) Act, Cap D 11, Laws of the Federation, 2004.” Defence counsel, Musa Suleiman referring to the motion on notice dated November 21, 2018 for the bail application requested for bail after the defendants pleaded “not guilty” to the charges against them. In response, Counsel to EFCC, Halidu Mohammed, said he had concerns that the defendants may jump bail if granted bail due to the previous absence of the fourth defendant. “The accused persons having taken their plea, we will like to request for a date to open our defence,” Mohammed added. Justice Bwari, thereafter adjourned the case to January 24, 2019 while setting the bail conditions to N1 million and two sureties each in like sum.

FG trains tractor operators, agric equipment fabricators Kehinde Akinpelu, Ilorin No fewer than 100 personnel at the weekend were added to the agricultural sector having been trained in the areas of tractor operation and fabricating of agriculture equipment. The personnel, drawn across the 36 states of the federation, passed through intensive one month training at National Centre for Agricultural Mechanisation (NCAM), Ilorin Kwara state. Addressing the trainees during their passing out ceremonies, the Executive Director of the NCAM, Dr Yomi Kasali said the training given would help bridge some of the agricultural needs of the nation. Kasali said, “At present, the agricultural sector contributes about 26.2 per cent to the country’s Gross Domestic Product (GDP), which is still way low for a nation which claims to be the giant of Africa. It is therefore imperative for you to use the skill acquired here to increase productivity and participate in the growth of agriculture that will lead to stimulation of the economy through positive growth.

PH building collapse: Rescue workers lament inadequate equipment, manpower *Survivors cry out over scant medical attention
Amaka Agbu, Port Harcourt Some rescue workers of the collapsed 7-storey building under construction in GRA Phase 11, Port Harcourt, last Friday are lamenting lack of adequate equipment and manpower needed for the rescue of more persons trapped under the rubbles. Some of the workers who pleaded anonymity said Monday morning that the equipment in the site were not good enough for emergency purposes. “Government should try to look into the type of equipment we are using here. The manpower here is also insufficient. This means that government has not taken
proactive measures towards those directions. “We don’t even have communication gadgets. For example, if you are going in there, you must have the proper gadget to enable you communicate with people outside. Considering the height of the collapsed building, we have many floors on top of each other. We also need touch because there is darkness in there. The workers also need encouragement,” one of them explained. In another development some survivors of the collapsed building are lamenting over what they described as inadequate medical attention by health providers in the state. One of them said that after the initial administration of drips on them, no other treatment had been provided. He said some of them had to resort to self help. Although the actual number of people
in the building before the collapse has not been ascertained, 38 persons had so far been pulled out of the rubble with 6 deaths recorded as at press time. Meanwhile the Rivers State Governor, Barr. Nyesom Ezenwo Wike, has directed the State Attorney-General to set up a Commission of Inquiry to ascertain the remote and immediate causes of the collapse of the Private 7-storey building at Woji road, New GRA, Port Harcourt, capital city of the state. The governor also ordered the immediate arrest of the owner of the collapsed building, saying that the State Government would bring all culprits to book. Governor Wike described the collapse of the building as a sad development which has led to the painful loss of lives.
The Principal of ECWA Secondary School (ESS) Miango, Mrs Mary Gregg Kaltams has extolled the Governor of Adamawa state, Sen Muhammadu Umaru Jibrilla Bindo as a natural born leader, with an exceptional good qualities of leadership while in the Alma Mata. Return to land of our birth

Imagine being transported 40 years back. Things appeared blurred. Peering into faces that seemed lost in time, and stretching the power of recall to its limits. It was the reunion of my Class of 1978. But we were not the only ones that had changed; so also has our country. In four decades, Nigeria is now a mix of rust and modernism calashed on a canvass of degeneracy. Our politics also reflected this; a mixture of retired military adventurers and their para-military and civilian clients using the funds cornered mainly during a collective 29 years of military rule and a follow up nineteen-year civilian ‘democracy’ A democracy without democrats; a crop of people offering what they do not have. When 40 years ago, my class passed out of the Methodist Boys’ High School (MBHS) Lagos, we, like the country had quite high hopes of a far better and prosperous future. A harrowing 12-year military rule during which the country lost over two million people in a senseless Civil War, was coming to an end. Even when the departing military became a complete bully shooting students protesting attempts to turn education into an elite commodity, most of the country thought it better to escort the soldiers back to their barracks and then unleash the potentials of a promising nation. Tragically, in four years, the soldiers were back led by General Muhammadu Buhari who was Petroleum Minister when we were high school children. For another agonizing 16 years, the military dragged the country through bloody dictatorship, structural maladjustment, endless transition, and finally, chaos before civil rule was restored. In the four decades we left high school, the country has had 11
Heads of State. Expectedly, it is not just the politics, but all sectors that have changed dramatically. For example, public schools like the MBHS were the best in the country while the private schools were of lower quality. But today, the private schools maintain their low standards while the public schools are worse. Most of us who gathered for the reunion will not send our children to public schools. That is how far, or degenerate we have become. As we shook hands, it was very clear that most of us have done very well, but it is incredible that people of such good pedigree could forty years down the line, be led by people with blurred vision and limited horizon. The reality further dawned on me as we sang the school hymn, ‘Land Of Our Birth’ to which we pledged “Our love and toil in the years to be When we are grown and take our place As men and women in our race” Now, we have grown, but the land of our birth is in dire straits. There is a sense to be thankful that we are even alive; thirteen of the 157 boys we left school together, have passed on. One of them, Olufemi Wellington with whom I grew up in the Obalende area, left within three years, another, Kunle Doherty followed a year later. Recalling these, is painful and sobering. Such thought had propelled us to include as part of our week long programme, a visit to the Wesley School for the Deaf and Dumb, Surulere which had produced two of our late members, Sanya Ogunmefu and Damilola Dawodu. The former was later Vice Principal of that school while the later was an outstanding Lagos State athlete. My Class of 1978 is the Centenary Set of the MBHS whose history is
tied to that of high school education in the country. It was the second secondary school established in the country having opened its doors on March 14, 1878. The first was the CMS Grammar School, Lagos which was established in 1859. When both schools realized there was a growing need for high school education in the country, they teamed up to establish a new school, the Igbobi College in 1932. That school has turned out many outstanding Nigerians including current Vice President, Professor Yemi Osinbajo. The first student admitted into MBHS was a fifteen year-old boy, George Stone Smith. He qualified as a medical doctor of the Royal College of Physicians, London in 1891, took on African names, Orishadipe Obasa and became a nationalist. He teamed up with Dr. John. K. Randle to found a political party, the Peoples Union. Both men travelled to London in 1911 to protest against the founding Governor General of Nigeria, Lord Lugard’s proposal to declare all lands in the country as government land. His wife, Charlotte Obasa was a champion of Women Rights and was instrumental to the establishment of the Lagos School for Girls, which was run on a property she lent the school. That school which became the Wesleyan Girls’ High school, is now known as the Methodist Girls’ High School, Lagos. As we gathered, we were aware the old school hall, is now an event centre as the school had moved. The MBHS had acquired a huge parcel of land in Ojo and began building structures with a plan to move there in 1982. However, the Jakande administration acquired the buildings and lands, along with some others around the
area, and converted them into the Lagos State University (LASU) It then gave the school, land in Victoria Island where the MBHS has its current site. The man who facilitated that compensation was the then Permanent Secretary in the State Ministry of Lands, Chief Tunde Fanimokun, an Old Boy. He honoured my Set by chairing our fortieth anniversary. We spent the gala night of November 16, partly in reminiscence of our teachers, many of who went beyond the call of duty. There was the Vice Principal, Mr. Oyenuga who would go after boys who went to a popular eatery when they should be in class. Whenever the culprits saw him, they scattered. This we likened to a relay race, so we called the eatery, 4X4. Since the Vice Principal outsprinted and caught some of the boys, we nicknamed him, Keino, after the Kenyan, Kip Keino the then 5000 metres Olympic champion. There was also the Principal, Mr. David Famoroti whom we called ‘The Governor’ partly because his word was law, and also that he was Principal of the school that produced the First Indigenous Governor General of the country, Dr. Nnamdi Azikiwe, the founding Governor of Lagos State, Brigadier General Mobolaji Johnson and his successor, Navy Admiral Adekunle Shamusideen Lawal. We capped it by honouring some of our teachers including Chief (Mrs.) Tinu Gbadamosi, our General Science teacher who married a Distinguished Old Boy of the school, Chief Rasheed Gbadamosi, the noted industrialist, writer and former Minister of National Planning. We returned to the ‘Land of Our Birth’ but it needs liberation.
Research, innovation and need for industrial growth

Experts have shown direct links between efficient health system governance and promising health workers outputs, which ultimately have positive effects on overall health outcomes. However access to poor investments in research and development, quality drugs, distrust, dissensions and recurring conflicts among different professional groups in the health sector are some issues that have conspired to ensure that poor health outcomes still persist throughout the country. As a collective that brings together distinguished pharmacists across different spheres of life, the Nigeria Academy of Pharmacy drives thought leadership and provides expert opinion on matters pertaining to the pharmacy profession and health outcomes in general. The Academy has championed the cause of interdisciplinarity, by working steadfastly to promote harmony and team spirit among all members of the health team and other relevant professions, so that every patient enjoys wholesome and beneficial health care. Our mentorship program in which we provide mentoring and support to young pharmacists is also progressing well, with several eminent pharmacists sacrificing their time to mentor and motivate these young professionals. As I stated at one of our Investiture
ceremonies, the Nigeria Academy of Pharmacy owes a debt to society. We owe society a duty to help unravel better, safer, more convenient and more affordable medicines and treatment regimens for diseases that afflict mankind, especially those that are endemic to our region of the world. It is for this reason that research is central to our operations, one of the major reasons, indeed, that the Academy came to being. We want to complement local and international efforts that support scientific research and research activities. Much of the work we have done in this regard has been in the area of advocacy, in engaging government and policy makers on the essence of scientific research and why it is critical to provide better funding and other moral support to scientific research focused institutions as well as individual researchers. We have also, by thought leadership, striven to bring these issues to the fore of public consciousness as a way of shoring up interest by the public and systematically pressurizing government to avail scientific research of more support. In championing the cause of transformational change and innovation by encouraging industry, Research and Development and seizing the several technology advancement opportunities open to Pharmacare, we have birthed the Olu
Akinkugbe Research and Innovation Centre of the Nigeria Academy of Pharmacy. This is a vehicle we have created to give enduring impact to research and development in Nigeria’s Pharmaceutical space. Among other things, a pharmacy-driven Research and Innovation centre would serve as an enabling resource for Nigeria investigators involved in lead discovery and development even as our desire is to see pharmacy professionals increasingly engage and lead at multi-disciplinary research forums with a view to generating high quality medicines related research that in turn will provide insight and inform key policy and operational decisions across a wide portfolio of medicines-related issues. It goes without saying that in a clime such as ours, the pharmaceutical sector has a special role as its products, safe and efficacious medicines are important in providing effective health care for the population. In pharmaceutical industries across the world, medicinal plants have now become an integral component of research as they represent an unparalleled source of molecular diversity for drug discovery and development. Our recent bestowal of a Lifetime Achievement Award by the Nigeria Academy of Pharmacy on Chief Oludolapo Ibukun Akinkugbe is a token of our appreciation of
his enormous strides not only in the Pharmacy profession but indeed in all other aspects of human endeavor. As he turns 90 in December, it is only fitting and proper that his number one constituency, Pharmacy, kicks off the celebration of an illustrious role model whose legacy of love, sacrifice and service would be forever etched in our hearts and minds. It is in the same vein that we induct General Theophilus Yakubu Danjuma as only the second ever Honorary Fellow of the Nigeria Academy of Pharmacy, following in the footsteps of another respected statesman and General, Dr. Yakubu Gowon. He remains one of the most passionate supporters of the Pharmacy profession and a most generous benefactor of scientific research. As an Academy, we will continuously create paradigms to elevate the relevance of the practice of the profession at all levels, particularly in the areas of improved patient care and international best practice. There has never been a more important time for pharmacy professionals to provide evidence of the contribution they make to the health and wellbeing of the nation than now. Whether we work in hospitals or the community, in academia or the high street, we’re all pharmacists and we need to work together to develop and enhance the standing of the profession.

Editorial Commentary Your right to vote and to vote wisely

Election is defined as a formal and organised way of choosing people for a political office or other positions. In Nigeria, elective democracy was introduced in May 1919, when the Township Ordinance gave right to vote for three members of Lagos Town Council to some men. The first election to the council was held on 29 March 1920. The first national election to be held in Nigeria was in 1959, and in 1965. Elections were held in the southern region of Nigeria. After a long period of military rule, the 1983 general election took place. This was however cut short by the December 1983 coup that brought Muhammadu Buhari as Head of State. In 1993, the country witnessed another general election that was adjudged as the most free, fair and credible elections by both local and international observers. The said election was presumably won by Chief MKO Abiola, but sadly the results were annulled by the then Military President General Ibrahim Babangida. From 1999 till date, the country has enjoyed uninterrupted democratic dispensation witnessing four successive elections and the fifth coming up in February 2019. Election makes a fundamental contribution to democratic governance as it enables voters and citizens to choose leaders and representatives and to hold them responsible and accountable for their actions in office as they are only elected to serve the people for a defined period of time as allowed by the country’s constitution. In a developed democracy, because those in elective positions are conscious of the fact that they are required to submit themselves for periodic elections, they tend to put in their best to serve the people knowing full well that their performance will be the determining factor for their re-election. This is why we have high rate of fulfilling election campaign promises; it also go beyond individual candidates vying for various elective positions to the general political ideology. Moreover, where the electoral processes is competitive and forces parties and candidates to expose their records and future performances to proper scrutiny, election serves as a platform for the discussions and debates on public issues and policies. It also serves as facilitator of public expressions. Election thus provides political education for citizens and ensures the responsiveness of democratic governments to the yearnings of the people. It also serves as acts to legitimise the acts of those who wields power. Elections seem to facilitate social and political integrations and it is also a tool to actualize a selfactualising purpose by confirming the worth and dignity of individual citizens as human beings. Whatever other needs, participations in an elections serves to reinforce the worth and self esteem of individual voters. As 2019 general elections draw nearer, voting gives the citizenry an opportunity to have a say in issues pertaining to their lives and through expressing partisanship, to satisfy their needs to have a sense of belonging. Seeing the importance of elections and the powers of the electorate, it is therefore important for the electorate to know those characteristics an individual possess before casting their votes. In that case, the electorate can be glad with the choice of the candidate he or she made to
represent them at all level since the aim is to bring development to their communities. Whether held under authoritarian or democratic regimes, election has ritualistic aspects. Campaigns that precede elections are dramatic events occasioned by rallies, posters, banners, and television coverage, all of which draw attention to the importance of participations on the events. Candidates, groups and political parties and others representing diverse opinions and objectives combine to invoke the spirit of nationalism. Whatever the peculiar national or regional or local variations, elections are events that arouse emotions, and channelling these emotions and passions into collective symbols help in breaking the monotony of national life and focus attentions on the common fate. Most elections do not determine public policies but instead confer on a small group of officials the authority to determine public policies through the instrumentality of laws and other devices on behalf of the whole. Political parties are central to the elections of public officers, the selections and nominations of candidates, a central and vital first stage in the electoral processes, generally lies in the hands of political parties:, an election only serves as the final process in the recruitments of public officials. The party systems can thus be regarded as an extension of the electoral processes. In Nigeria today, we have repeated cases of vote buying which has made the electorate to deprive themselves of the right to question the performance of their elected representatives. This is so because the officials believe they bought the conscious of the people they are representing hence making them act as lords when in the real sense reverse should have been the case. For instance, an average Briton see himself as very busy, that is why he will tell you boldly that the Prime Minister is there to serve and they can hold her accountable for any slightest wrong committed and ultimately remove her from office if need be. This is why you have all elected officers performing based on their campaign promises. It is no longer news that in developed democracies politicians are removed from office for failure to account for just £1,000 or he can be made to explain why the state funds was used to pay for his utility bills. What do we have in Africa? Leaders feeding fat on our commonwealth and at the same time depriving us from questioning their actions because they believe with the state resources in their disposal they can have their way during any election period. This could have been avoided if credible individuals were voted in from the onset of the current democratic dispensation. However, it is not late to remedy the situation if we can collectively look at individual track records and vote wisely and not along party lines, but based on what we think they can offer and reject whatever the obviously morally bankrupt politicians are offering which will continue to make our collective development a mirage . Voting for the right candidates give us the latitude to call them to order whenever we feel they are not representing us well. This will no doubt lead to appreciable development of our country and we will all be glad to have lived a good legacy for the future generations.
OUR POSITION
ASUU strike, students and way forward Since the history of Nigeria, there has been no organisation or association that has been consistent over the years in embarking on strike to drive home her demands; like the Academic Staff Union of Universities (ASUU). There is no doubt that it has become a monster every government in power dreads to confront. And since the inception of the association there has been no government that has succeeded in avoiding a headlong collision with it, be it military or civilian administration. ASUU had on August 17, 2018 announced the commencement of yet another indefinite strike over what it termed unresolved issues with the Federal Government. The decision to embark on the strike according to them was said to have been taken after a nationwide consultation with members of the Union. It was announced that the “the nationwide action is total and comprehensive. During the strike there shall be no teaching, no examination and no attendance of statutory meetings of any kind. No doubt, the importance of teachers or lecturers in any nation cannot be over-emphasised, but the manner in which ASUU members go about holding the government to ransom to the detriment of the students, leaves one to wonder if there is no justification in Heather Brew’s sentiment about teachers when she said, ‘teachers, no matter how kind, no matter how friendly, are sadistic and evil to the core.” There are several associations in the country, and if all of them embark on strike to drive home their demand at the rate and frequency ASUU does, our economic life as a country would have long been grounded. Whereas ASUU is contending the renegotiation of the 2009 FG/ASUU agreement, non payment of N1.3trillion needs assessment funds, earned academic allowance issues of pension, administration of other outstanding issues reached as contained in the MOU signed under the leadership of the late President Yar’Adua in 1999, ASUU now holds strongly to that agreement as if it was a court verdict. Yes, without absolving the Federal Government of blames, we think, however, that it is necessary that if an agreement earlier reached could not be implemented for some contending factors, a second look at such agreement should be considered. It is not even the case that the Federal Government who entered into such agreement with ASUU is non-compliant as far as the agreement is concerned, the only fuss being that ASUU wants total implementation at a go. The Yar’Adua Administration that entered the agreement was short lived. One question that Nigerians should ask is, who is ASUU fighting for? We believe that ASUU, just like every other organisation or association, is fighting solely for its welfare. Therefore, we think that any attempt to include the welfare of students in the universities as part of their excuse for embarking on strike is cosmetic and hypocritical. If it is the case that members of ASUU, who are lecturers in the universities, genuinely have the welfare of the undergraduates at heart, how many of them have stopped compelling students to buy in some cases photocopied materials or texts at exorbitant rates? We also believe that some of the demands of ASUU are questionable. If Nigeria does not operate a unitary system of government, why would ASUU, with members derived from both federal and state universities embark on strike for the same purposes and objectives? Is the Federal Government being made to bear the cross of the state government? Or how can one explain the rationale behind ASUU asking for such huge amount from the Federal Government and at the same time asking to be autonomous? ASUU should realise that there are numerous organisations cut across other sectors of the economy. What happens if all these organisations and associations incessantly embark on strike over issues on allowances and autonomy? Let us not assume that these other organisations are incapable of going on strike and making huge demands. In short, we believe that the
myriads of problems that face us as a country should not be fought in isolation. The issue of selfish agenda has been the bane in this country. If we accuse the politicians of fighting for their pockets, how have we, as individuals and groups, shown a difference in our ways of doing things? Dealing with the current systemic dysfunction requires a totally new template with long-term strategies, rather than the place emphasis on the N1.3 trillion outlays represents. Currently, there are about 155 federal and state universities, most of which are political creations. It was for this reason we are of the view that national interest would be better served if some of the universities were shut down or merged. No country has ever developed without sound education providing the foundation; certainly the rule of the thumb approach often adopted in Nigeria in addressing its educational challenges will not take the country out of the woods. We cannot shy away from the reality that despite the imperfections of the government owned universities; they have remained the only sources of acquiring higher education by the common man. Thus, we have to tread with caution because in this fight between ASUU and the Federal Government, the students are the losers. They are the ones whose stay in the university would be unnecessarily prolonged. They are the ones who, as a result of being idle for long, risk being ploughed by evil inclinations. It is time for ASUU to back to the drawing board and come up with another modality of engagement with the Federal Government. The Federal government should also on its part show good faith by keeping to the terms of agreement with ASUU. Students who were compelled to go home during strikes in tertiary institutions become liabilities at home and nuisance in society as a result of unguided idle life to which they are suddenly exposed. No serious country engages in such sheer waste of the most productive years of its young generation. An idle mind is the devil’s workshop.

FG seeks support of traditional leaders to boost immunisation Doosuur Iwambe, Abuja In its bid to promote vaccination as well as boost the nation’s primary health care system, the federal government has reiterated its determination to engage traditional leaders. Speaking during a leadership meeting with Northern Traditional Leaders, the Executive-Director, National Primary Health Care Development Agency (NPHCDA), Dr Faisal Shuaib, said that traditional rulers have a role to play in driving health care services in conjunction with their community members. According to Dr. Shuaib, over 4.3 million children who have missed previous vaccination exercises in the country would be reached, with the help of the traditional leaders. “The community engagement framework that we are presenting today is a direct result of input we’ve gotten from traditional institutions, from community members, from development members around on how we can strengthen routine immunization in a way that every member will get vaccine they need, every child will get primary health care that they need in a way that no child is left behind,” he said. On the success recorded so far by the NPHCDA, Dr. Shuaib said, “We are here, over 25 months with a case of polio
virus reported in Nigeria. Traditional leaders have been central in Nigeria’s achievement. And, as part of the successes achieved in polio, we are replicating this in routine immunization, so we can get all the children in Nigeria immunized against vaccine-preventable diseases. “The very presence of traditional leaders in this meeting is a clear signal that traditional institution, religious institution that they belong are aligned with the fact that our vaccines are safe, they are potent and should be made available free of charge to all members of their communities. On his part, the Emir of Argungun, Sumaila Meira who spoke on behalf of the traditional leaders, urged people of the region to make whatever sacrifice needed to secure the future of children in the region. He called on members of the council to use their platforms to improve on community engagement for care-givers to improve routine immunization uptake and other health-seeking behaviour of their people. We will exercise oversight of the implementation of community engagement of the Sultanate Emirate, districts, communities and wards,” he added. He promised that the group would mobilize communities and their leaders to accept routine immunization and continue to support it. “This emergency meeting is therefore convened to enable us review the harmonized version of community engagement framework and the guide on how to improve it with a view to meeting the demand for immunization services, and consequently defeat the polio scourge and related diseases preventable by immunization,” he furthered stated. Nigeria hopes to attain polio-free certification by the end of 2019 from the World Health Organization. It is one of the three polio-endemic nations in the world; the other two being Afghanistan and Pakistan.

The PDP also accused the Buhari Presidency of condoning extra-judicial killing in the country and demanded an immediate forensic inquiry into the reported killing of a principal witness in the Offa robbery incident, Michael Adikwu, in the custody of the Police in Kwara State. The demand was made in a statement on Monday by the party’s National Publicity Secretary, Kola Ologbondiyan. The party said “the legislative investigation on the killing of our soldiers has become imperative given reports of compromises and alleged failure of the authorities to promptly act on a reported threat by insurgents to attack the base and other military locations in the area, few days before the attack. “This is in addition to a disturbing video, circulating in the public domain, showing soldiers, weeks before the attack, giving accounts of their neglect by the authorities, resulting in their vulnerability to insurgents. “This is particularly worrisome given apprehensions that President Muhammadu Buhari has been distracting the military by dragging our Service Chiefs to participate in his re-election campaign activities, instead of concentrating on their statutory duties. “Moreover, the apparent insensitivity of the Buhari Presidency to the killing as well as alleged moves by the authorities to sweep the matter under the carpet has created despondency among the citizens”.

2019: We support neither Buhari nor Atiku, British govt clarifies Gbenga Sodeinde, Ado Ekiti The British Government has clarified that it will maintain neutrality as Nigerians go to the poll in 2019 to elect a President. It reiterated this commitment as international agencies with local Civil Society Organisations told the Independent National Electoral Commission (INEC) to fashion ways for People Living with Disabilities (PWDs) to easily participate in the electoral system in 2019 . The agencies, which include: British High Commission and Australian High Commission in Nigeria, British Department for International Development (DFID) and Foundation for Justice and Social Development (FOJSOD), stated that excluding the people living with disabilities from the electoral system is not in consonance with the global best practices. Speaking at a one-day dialogue programme tagged: ‘Enhancing Electoral Participation of PWDs in 2019 General Elections’, the Political Adviser to the country’s Deputy British High Commissioner, Mr Wale Adebajo, said the British government is supporting neither President Buhari nor the Peoples Democratic Party (PDP) presidential candidate, Alhaji Atiku Abubakar or any other candidate in the election. Adebajo said the National Disability bill
that is awaiting presidential assent will help in resolving some of the issues bedevilling the group in the country. Adebajo applauded the INEC for including PWDs in its strategic plan for 2017-2021 elections, saying the British government and United States Department for International Development (USAID) were favourably disposed to the action. “When we pointed out in the Ondo governorship election the need to make the PWDs more inclusive in our elections, INEC responded positively to our response by establishing desk officers in INEC offices to take care of the PWDs. This to us was a signal of INEC commitment to improving access to electoral system. “We want to clear the air that the British government is not supporting any candidate in the election. We are neutral when it comes to election in Nigeria”, he said. The DFID Regional Programme Officer, Mrs Margaret Fagboyo, said the agency has always believed that PWDs should be beneficiary of the sustainable development in Nigeria, which unfettered access to participate in elections was part of. “In 2019, INEC must ensure that ballot boxes are placed where they can access easily, the police shouldn’t harass them, they should be accorded respect. They should be seen as critical
stakeholders in any election. “We commend INEC for noticing where they are lapses and trying to improve on them. We can’t leave these people behind while taking critical decisions just because they are having one form of disability, if this happens, definitely there will be problem”. The Resident Electoral Commissioner, Ekiti State, Prof Abduganiy Raji, said INEC has identified those critical areas where PWDs are having problems in the electoral system, saying such were being tackled through policy formulation and strong legal framework. Raji said those with disabilities were effectively sensitized before the July 14 governorship election in the state and that he said accounted for the major breakthrough recorded in the poll. “The overall goal of this programme is to consolidate inclusive electoral process that would be in consonance with the international best practices devoid of any rancour or acrimony but free, fair, transparent and acceptable elections. “In this programme, we must also identify those critical challenges affecting participation of PWDs in elections, they should understand legal provision and policies framework that can support electoral participation and to engage electoral stakeholder to mainstream PWDs into electoral engagement”, Raji said.

EFCC arraigns SMEDA Deputy Director for N700m fraud Andrew Orolua, Abuja
The Economic and Financial Crimes Commission (EFCC), on Monday arraigned one Babatunde Osho, before Justice Nnamdi Dimgba of the Federal High Court, sitting in Maitama, Abuja, on a 41-count charge, bordering on forgery, fraudulent acquisition of properties and money laundering to the tune of N700 million. Osho was arraigned alongside Midset Agro Services Limited, Just Fair Investment Limited, and Tufik Associates, companies he is signatories to. According to document filed in court the defendant’s journey to the dock, started when the Commission received an intelligence report that Osho, a Deputy Director, Account and Finance, in Small and Medium Enterprises Development Agency, SMEDA, allegedly diverted N700m meant for constituency projects and awarded same to his personal companies. Further investigations into the matter revealed that no contracts were executed.
Also, during interrogation, he was asked why the money was diverted into his account and Osho, who equally owns a Primary and Secondary School, Royal Field Academy in Ogun State, made available forged documents to mislead the Commission into believing that the contract was actually awarded to his companies. One of the counts reads: “That you Babatunde Osho and Just Fair Investment Limited between April 2017 and May 2018 in Abuja within the jurisdiction of this honourable court, used the total sum of N120,700,000 (One Hundred And Twenty Million, Seven Hundred Thousand Naira) when you ought to have known that the said N120,700,000 paid into the FCMB Account No. 4342993012 represents proceeds of unlawful activity of Babatunde Osho to wit: Forgery and Fraudulent Acquisition of Property and thereby committed an offence contrary to Section 15 (2) (d) of the Money Laundering Prohibition Act 2011 as amended by Act No. 1 of 2012 and punishable under Section 15 (3) of the same Act”. He pleaded not guilty to all the counts. In view of his plea, the prosecution
counsel, E. E. Iheanacho, prayed the court for a trial date and for the defendant to be remanded in prison custody. The defence counsel, Abah John Augustine, informed the court of their bail application, which was heard and the court granted him bail. The defendant was granted bail in the sum of N100 million with two sureties in like sum. The court further ruled that the sureties shall be residents in Abuja and one shall have a landed property within the Federal Capital Territory. One of the sureties shall be a civil servant not below the rank of a Deputy Director; the sureties shall show evidence of tax payment. The court also ruled that the defendant shall deposit his international passport with the registrar of the court and shall not travel outside the country without the permission of the court, obtained through a motion on notice. The defendant was remanded in Kuje prison, pending the fulfilment of his bail conditions. The matter was thereafter adjourned to February 1, 2019, for commencement of trial.
Short News Groups condemn threat to freedom of expression Adebisi Oyindamola, Abuja Civil Society Groups in Nigeria have expressed deep concerns over what they described as a threat to freedom of expression and association. This is against the backdrop of recent attacks by security personnel preventing protesters from, and assaults against journalists. They described it as an infringement on citizens’ rights to association, that government would consider passing laws that would bar citizens’ constitutional rights to express themselves. Both groups, appealed for the maintenance of a safe space for people to voice their grievances without government interference. In an event tagged Speak, in Abuja recently, the two groups; Oxfam Nigeria and Connected Development, gathered youths across board to sue for national unity and peaceful coexistence in what they described as a safe space to speak. According to the groups, as 2019 elections draw near, there is need to strengthen the seemingly diminishing freedom of expression and association, as an integral component of democracy. Giving imperative for such gathering, the Head of Public Engagement, OXFAM Nigeria, Abdulazeez Musa, said with recent assaults against journalists and peaceful protesters, there is a need to create a safe civil space for people to express themselves.

Tunde Opalana, Abuja President of the Senate, Dr. Bukola Saraki on Monday stated that peace in the National Assembly is necessary for the growth of the legislature, beneficial relationship with other arms of government and national progress. Saraki, according to a statement by his Chief Press Secretary, Sanni Onogu, made the assertion in his speech as chairman of the 10th year memorial activities in honour of former President of the Senate, late Senator Evan Enwerem, in Abuja. He lauded Enwerem for laying a solid foundation for the National Assembly in 1999, saying the 8th Senate has benefitted immensely from his legacy of peaceful and friendly disposition as President of the Senate. Saraki said: “It is a lesson to all of us who
are in the saddle of leadership today, that we could all use a dose of the Enwerem example when in the hot seat. He worked with those who had worked against his emergence as President of the Senate; he won their respect, and was able to turn many of them into dedicated friends. “The result of that cooperation and partnership is part of what we are benefitting from today in the 8th Senate, and which we strive to the best of our ability to emulate. A total of 11,681 students of the University of Nigeria (UNN) will be conferred with various degrees during the 48th convocation ceremony of the University. The Vice-Chancellor of the University, Prof. Benjamin Ozumba disclosed this during a pre-convocation press briefing marking the commencement of the Convocation ceremony in Enugu. Giving the breakdown Ozumba said, “I am glad to announce to you that the University of Nigeria will release a total of 11, 681 graduates at the convocation. 9, 702 of them will be conferred with 1st Degrees, Diplomas and Certificates. “The distribution is as follows: 1st Class Honour 173; 2nd Class Honour (Upper Division) 3, 725; 2nd Class Honours (Lower Division) 4, 123; 3rd Class Honours 1,306 ; Pass 76; unclassified 253 and Diploma 46”, he said. “Let me place on record that our University will award over 400 Ph.D degrees at the 48th convocation”, he said. Ozumba remarked that the over 400 Ph. D degree is unprecedented record ever awarded by any Nigeria university it is a single convocation.
Obaseki presents N175.7bn Budget to Edo Assembly Titus Akhigbe, Benin-City The Edo State Governor, Mr. Godwin Obaseki, on Monday presented the 2019 Appropriation Bill with plans to spend a total of N175.7 billion in the 2019 fiscal year, broken into: Capital Expenditure, N95.8 billion and Recurrent Expenditure, N79.9 billion. Presenting the 2019 Budget Estimates to a session of the Edo State House of Assembly in Benin City, the state capital, Obaseki said: “our budget size for 2019 fiscal year is N175.7 billion, which is a 9.20 per cent nominal increase from the 2018 budget. This budget comprises N79.9 billion for Recurrent and N95.8 billion for Capital expenditures. He explained that “The revenue estimates for the budget are based on a $60 per barrel bench mark for crude oil at an average daily production of 2.3m barrels per day as well as an increase in Internally Generated Revenue (IGR), as a result of reforms in revenue collection in the state.” The governor assured that “The 2019 budget christened ‘Budget of Socio-Economic Inclusion’ will propel us closer to the Edo of our dreams, after we have weathered the shocks from different economic headwinds in the last two years.” On the areas that will receive priority attention, he told the Assembly that “Consolidating on the gains from the last two years, we intend to keep prioritising capital spending.

Whether the learned trial judge was right when he relied on the Appellant’s claim of being a public servant in Exhibits SS (Zenith International Bank Ltd Account opening forms dated 1st August 2001) and a public officer in Exhibits RR1 to RR2 (Defendant’s Code of Conduct Form) and held that the Appellant is a public servant in arriving at the guilt,conviction and sentencing of the Appellant with respect to offences in counts 1,2,3,4,5,6,7,8,9,10,11,12,13,14,15,16,17,18,19, 20,25,,27,28,39,30,31, 32,33 and 34 of the charge without having regards to the statutory definition of the Public Officer (Distilled from Ground 33) 5. Whether the Appellant stood at fair trial and consequently afforded a fair hearing, when the trial Court placed on him the burden of proving his innocence, contrary to the constitutional guaranteed presumption of innocence which ought to enure in his favour.(Distilled from Grounds 7, 8, 11, 15, 17, 24,32) 6. Whether the learned trial Judge wrongly relied on evidence in finding the Appellant guilty of the offences in counts 1,2,3,4,5,6,7,8,9,10,11,12,13,14,15,16,17,18,19, 20,25,,27,28,39,30,31, 33 and 36. Whether by allowing himself to be overwhelmed by personal and sentimental reservations, the learned trial Judge judiciously and judicially exercised his discretionary power when he sentenced the Appellant to the maximum terms of imprisonment on every count of offence for which he was convicted.( Ground 35 in the Additional Notice of Appeal).
DECISION I have calmly read and considered the arguments of both sides . The appellant argument that offences 1 to 17,19, 21, 23 and 25 occurred in Jalingo in Taraba State ,outside the territorial jurisdiction of the trial court is discountenanced because the Supreme Court had resolved same issue on appeal filed by the appellant on same matter. It is noteworthy that the notion that certain Public Funds meant to be used for the security of the State are not accounted for and therefore cannot to be stolen is not correct. Security votes being Government Funds to be used for the security of the State must be accounted for by the recipient . The recipient accounts for it by showing that every bit of it was used for the purpose it was meant. In the face of the case of the prosecution that the appellant received such funds and diverted same to his personal use, it is no defence for the appellant to say that such

entitlement or funds, the expenditure of which they are not accountable to the government that gave them the funds to be used for the public purpose or the citizens for whose security it was meant. It is glaring from the totality of the forgoing that the trial court’s conviction of the appellant for the offences in Counts 1,2,3,4,5,6,7,8,9,10,11,12,13,14,15,16,17,18,19, 20,25,,27,28,39,30,31, 33 and 36 was based on its belief of the prosecution’s evidence and disbelief of the defence evidence. By this appeal the appellant has invited this court to set aside the convictions on the ground that they are not justified by the evidence before the trial court. I have held that the trial courts belief of the testimonies of the prosecution witnesses are supported by the evidence before it and that such belief is reasonable. Therefore this court cannot interfere with the trial Court’s belief of the prosecution’s evidence and disbelief of the defence evidence and the interferences of facts arising from such belief......... After convicting the appellant for the offences in cou nts1,2,3,4,5,6,7,8,9,10,11,12,13,14,
15,16,17,18,19,20,25,,27,28,39,30,31, 33 and 36 and after considering the allocutus of the appellant and before pronouncing the sentence for each offence ,the trial court stated thusly “I am morally outraged with the facts of this case. The citizens of Taraba State elected Reverend Jolly Tevoru Nyame ,a clergyman as Governor on three separate occasions which showed a consistent level of trust in him, Their expectations were so high and as a Reverend ,he must have been seen as an Epitome of Morality, piety Honesty and everything Good....... This is the first case of its kind where a Governor is found to have committed such impunity . The court must therefore impose a sentence that would hopefully serve as a deterrent to such other public officers, who may be similarly inclined to deep their hands into public Till. Accordingly, this court would be failing in its responsibilities ,if it fails to throw the book at the defendant. Having found the defendant guilty as charged in regard to these counts of the offences under criminal breach of trust ,the court hereby sentenced the defendant ,Rev. Jolly Tevoru Nyame to terms of imprisonment in each of these offences as follows. The above considerations of the trial court before it pronounced the sentences for each of the offences it found that the appellant committed substantially comply with the guiding principles prescribed in S. 311(2) and (3) of the Administration of Criminal Justice Act 2015. It is obvious that the trial court did not consider the appropriateness of non custodial sentence as an option to a custodial sentence as required by S.311(2)(c) of ACJA. The trial Court was right to have punished the commission of the offences if criminal breach of trust by Public servant or agent with imprisonment without consideration of the appropriateness of a fine as an option. It has no discretion to make such consideration because S.315 of the Panel Code that provide for the punishment of such an offence requires the trial court to impose both an imprisonment term and fine and does not give the court the discretion to choose to impose a term of imprison or fine but both imprisonment and fine........ The trial court did not impose the additional punishment of fine it was bound by S.315 Panel Code Act to impose for criminal breach of trust . Accordingly, this court orders that in addition to the term of imprisonment imposed for each count of criminal breach of trust , the appellant shall pay fine of N100m for each of the offences in counts 1,2,6, fine of N50m for the offences in counts 10, 12,14, fine of N10m for each of offences in counts 16, 18,20,27,29,30,31and 33, fine of N5m for the offences in count 36. In the light if above issue No 11 was resolved in favour of the appellant in part. On the whole the appeal fails, except as regard the sentences imposed by the trial court. Therefore the judgment of the High Court of the Federal Capital Territory in Criminal Case No FCT/ ABJ/ CR/ 82/2007delivered on 30/5/2018 by A.A.I.Banjoko J. is affirmed and upheld except with regards to the sentences imposed therein. The said sentences are set aside and replaced with the following sentences: Counts 1, 2, 6 twelve years imprisonment each and in addition fine of N100m each Count 8, twelve years imprisonment each and in addition fine of N50m ,counts 10, 12, 14, twelve years imprisonment each and in addition fine of N20m , Counts 16, 18, 20, 27, 29,30,31,33, twelve years imprisonment each and in addition fine of N10m each ,count 36 twelve years imprisonment and in addition fine of N5m . While Count 3,7,9,11,13,15,17,19,21,23,25, one year nine months with no option of fine. Count 4 five years imprisonment and count 5 four years imprisonment without option of fine. FG calls for inclusive economic growth to tackle infrastructure challenges Motolani Oseni, Lagos The Minister of Finance, Mrs. Zainab Shamsuna Ahmed has said Africa needs to develop its capital markets to accelerate inclusive economic growth and to tackle infrastructure challenges. This, the minister said, will complement banking sector finance to provide long-term capital for growth and development. The Minister disclosed this on Monday at the 22nd African Securities Exchanges Association (ASEA) Annual General Meeting and Conference kicks off in Lagos. She explained that the strong capital market activities were instrumental in taking Nigeria out of recession and back to the path of positive growth. Ahmed who was represented

NIN: Jan 1 deadline possible for banks, other institutions – ATCON Ladesope Ladelokun Sequel to the January 1,2019 deadline given by the Federal Government for the mandatory use of National Identification Number (NIN), the President of the Association of Telecommunications Companies of Nigeria(ATCON), Mr Olusola Teniola, says the deadline is only doable for banks and other institutions that request to see or have a NIN before a transaction can be carried out. Teniola, in an exclusive interview with The Daily Times, says the country may soon be relying
on each citizen using a NIN to perform some daily operations like banking or transacting with the government. Speaking on why it is essential for the Nigerian Communications Commission(NCC) to ensure the use of NIN for access to services, including SIM utilization, he said, “As a nation, we are heavily dependent on the mobile device to carry out certain services, a typical one is banking or financial services, where KYC can be used to reduce the incidences of e-fraud if the NIN & SIM information is logically coupled so that BVN is now associated with both pieces of data
to establish the exact individual and potentially their current address and/or location.” Earlier, the Director General of National Identity Management Commission(NIMC), Engr. Aliyu Aziz, had held consultations with the leadership of mobile network operators of Nigeria under the umbrella of the Association of Licensed Telecommunications Operators of Nigeria(ALTON). Aliyu stated that the Digital Identity Ecosystem was a sustainable scheme where any of the data-collecting government agencies or licensed private agency can enrol and capture data from
citizens and legal residents and send to the NIMC backend. On the feasibility of the January 1, 2019 deadline by the FG on the mandatory use of NIN, he noted that the directiveust not be misconstrued to mean every person in Nigeria must have NIN by or on January 1, 2019. “ What it means is that to access any services as specified under section 27(1) of the NIMC Act 2007, a person must have it, any government agency or private sector operator to be licensed by NIMC offering such services that fall under the mandatory use of NIN under the digital ecosystem,’’ he explained.
In a move to support the federal government’s ease of doing business drive, the Executive Secretary, Nigerian Shippers’ Council, Barr. Hassan Bello said the council is planning to introduce the new economic port system. The Secretary disclosed this to the newsmen in Lagos that the nation’s ports need to be competitive because ease of doing business is for operators to sit down at point A and clear cargo from port and it comes to meet you where you are without you going to the port. Bello urged for cooperation from Nigerian Ports Authority, Nigerian Customs Service, Nigeria Police and freight forwarders so as to make the plans successful. Speaking on reforms, he said: “we have to introduce reforms and by next year, there will be lot of reforms. There will be reforms that come in fleet of trucks. The trucks coming to pick cargoes are old- These are ancient trucks and that is why they break down. You see the container falling off the truck killing people and so we need to reflect on these key issues. “We are working with the automotive agencies to make sure we have a way, but first of all establish trucking companies, Each of these companies must have a minimum of six trucks for them to operate at the port and we have them now. We have new companies coming in with new trucks and these trucks have to be checked to see they comply with standard. Do they have the tracking method even the weight they take.?” Bello also disclosed that the council is working in conjunction with Nigerian Ports Authority (NPA) and Independent Corrupt Practices and Other Related Offences (ICPC) to see that vessels reception is in good condition. “So the port must be efficient, there has to be reasonable price, port must have tolerant time for vessel, it must have vessel reception and it must be transparent so that investors like you and who are importers will know the cost to pay.
FG pledges to unlock potentials of ICT for economic productivity Joy Obakeye The Federal Government has pledged to leverage on Information and Communication Technology (ICT) to increase economic productivity in the country. This charge was made at the sixth Regular Meeting of the National Council on Communication Technology (NCCT) themed “Leveraging ICT as a Veritable Vehicle for National Economic Recovery and Growth”. According to the Permanent Secretary, Federal Ministry of Communications, Mrs. Nkechi Ejele, the government is committed to driving the economy through the use of ICT. AFAR names Mainoma chairman of advisory governing council Temitope Adebayo The Association of Forensic Accounting Researchers (AFAR), has elected Prof. Muhammad Akaro Mainoma, as the Chairman of its Advisory Council and Board of Trustees. A statement by the association also explained that President of AFAR, Dr. Godwin Oyedokun and 1st Vice President, Dr. Titilayo Fowokan was also elected the 1st Vice Chairman and 2nd Vice Chairman of the Advisory Council respectively. In his new role, Mainoma is to assume responsibilities for leading the association to growth and efficiency, given his experience in corporate governance, public sector and international accounting. Emirates Group declares $14.8bn profit in 6 months Chukwuemeke Iwelunmo Emirates Group has announced its half-year results for 201819. The Group revenue was AED 54.4 billion (US$ 14.8 billion) for the first six months of its 2018-19 financial year, up 10 per cent from AED 49.4 billion (US$ 13.5 billion) during the same period last year. The Group saw steady revenue growth compared to the same period last year, even as the profits were impacted by the significant rise in oil prices, and unfavourable currency movements in certain markets, amidst other challenges for the airline and travel industry. Profitability was down 53 per cent compared to the same period last year, with the Group reporting a 2018-19 half-year net profit of AED 1.1 billion (US$ 296 million). The profit erosion was primarily due to the significant increase in fuel prices of 37 per cent compared to the same period last year, as well as the negative impact of currencies in certain markets. The Group’s cash position on 30th September 2018 was at AED 21.5 billion (US$ 5.9 billion), compared to AED 25.4 billion (US$ 6.9 billion) as at 31st March 2018. His Highness (HH) Sheikh Ahmed bin Saeed Al Maktoum, Chairman and Chief Executive, Emirates Airline and Group said: “Emirates and dnata grew steadily in the first half of 2018-19. Demand for our high-quality products and services remained healthy, as we won new and return customers across our businesses and this is reflected in our revenue performance. Edo proposes N175.7bn for 2019 budget Ladesope Ladelokun Edo State Governor, Mr. Godwin Obaseki, on Monday presented the 2019 Appropriation Bill of N175.7 billion to the State House of Assembly for consideration and approval. The budget estimate christened “Budget of Socio-Economic Inclusion,” is made up of N95.8 billion (54.5%) capital expenditure and N79.9 billion (45.5%) recurrent expenditure and it is 9.20 per cent higher than the 2018 budget. Topping the priority of the budget estimate are infrastructure, education, health, industrialisation, pension and security. According to the Governor, the revenue estimates for the budget are based on a $60 per barrel bench mark for crude oil at an average
daily production of 2.3m barrels per day as well as an increase in Internally Generated Revenue (IGR), as a result of reforms in revenue collection in the state. He disclosed that the proposed capital/ recurrent expenditure ratio demonstrates his administration’s commitment to fortify the economy and the people for sustained growth, which he said “will propel us closer to the Edo of our dreams, after we have weathered the shocks from different economic headwinds in the last two years.” “The 2019 budget proposal “reflects this administration’s intention to promote social inclusion and economic empowerment for Edo citizens, through the deepening of investments in socio-economic, governance and security infrastructure; and through the implementation of initiatives that guarantee equal access to
education, health care and social protection,” Obaseki’s said. The 2019 budget proposal also makes provision for the creation of 50,000 new jobs from agriculture, services, micro, small and medium enterprises (MSMEs) and technical and vocational education (TVET) sectors. There will also be a huge investment in agriculture and infrastructure, stimulation of socio-economic growth, provision of quality education, health care and wealth creation. “In 2019, we believe exchange rates will remain stable as we experience growth in external reserves, consolidate on the implementation of our Bilateral Currency Swap Agreement with China and receive the foreign portfolio investments likely to flow into the capital market post 2019 elections,” Obaseki concluded.

Femi Bamisile, has said that no amount of propaganda and lies can save the Peoples Democratic Party (PDP) from the impending and unavoidable defeat in 2019 general elections. Bamisile said “PDP is now an aberration and a cankerworm to both political and economic advancement of the country because of its failure to put Nigeria on a right track, but rather made looting and destruction of the nation’s economy a priority for 16 years.” Bamisile, an APC House of Representatives candidate for Ekiti South Federal Constituency II in the 2019 general elections told journalists at Omuo Ekiti that it was insulting for the PDP to wish to return to power. He said: “It is insulting and embarrassing for a party like PDP and its current elements to come around again and promising to reposition the country it had earlier destroyed through looting and bad leadership offered the people. And to crown it all, PDP is now promoting and canvassing votes for a former Nigerian vice president, Alhaji Atiku Abubakar, as its presidential candidate against President Muhamadu Buhari. “Nigerians could not have forgotten so easily how PDP bastardised the economy before the masses voted them out in 2015 general elections. Uzodinma in an interview with the News Agency of Nigeria (NAN) in Enugu said, “I have plans to kick-start agricultural revolution by cultivating 3,400 acres of farmland yearly, if elected.” He said that this innovative thought-out plan, among others, had particularly propelled his ambition to serve the people of the state as their governor come 2019. The governorship candidate said that when he is elected and inaugurated; his administration would acquire 200 acres of arable land in each of the 17 council areas in the state for the agriculture-based job creation scheme. “The 3,400 acres acquired from the 17 council acres would be given to 3,400 persons, mostly youths, at
the ratio of one person per one acre of farmland for a period of a year. “Each of the beneficiary farmers is, in turn, expected to employ at least four persons to work with him in the farm. Thus, this will make them employers of labour as well. “At the end, we would have created employment for 17,000 persons for a start,” he added. Uzodinma, who is also a largescale farmer in the state, said that the state government would facilitate the provision of soft loans to the beneficiary farmers as startup funds. “We are also going to partner with the Federal Government, commercial banks, the Central Bank of Nigeria and other agencies as well as international organisations in the implementation of the agricultural project. “Financial institutions and other government agencies would be mobilised to stand as off-takers, so as to assure the beneficiary farmers that their produce would be bought at good market prices.
“The off-takers would ensure that the farmers continue with the project; while a new set of 17,000 persons would be enrolled for the programme in the coming year,’’ he said. Uzodinma said that the farmers would not only grow crops for the local market, they would also be mobilised to engage in the cultivation of export crops, while the state government and offtakers would be involved in crop processing and packaging. “The state government and the off-takers will arrange for foreign markets and freight for the processed and packaged produce,’’ he said. He stressed that after four years of the project implementation, the issues of joblessness and people roaming the streets aimlessly would have been tackled to a large extent. “In the end, foodstuffs will become cheaper and more affordable for all the people of the state, regardless of their level of income,’’ he added.

Speaking in Lagos weekend, the Lagos based businessman said the government should first understand that the inflation in Nigeria is a costpull inflation where the cost of factors of production are high because they are predominantly imported and cost of clearing at the port has also hit the roof due to lack of proper planning and over reliance on a single port by the government. According to him, it is obvious that there is an urgent need for the other ports like Calabar, Onne and PortHarcourt to be fully functional as this will reduce the cost of clearing and haulage and also reduce pressure on Nigerian trunk roads. He also urged Nigeria to stop importation of items that can be produced in Nigeria while looking at producing things the nation has that are in high demand globally like Bitumen, solid minerals, Cocoa and Cashew, adding that, if government would make policies that aid all the above mentioned, inflation would be on its way out of the country. “This will see businesses growing and expanding and other new businesses also springing up with foreign investment opportunity coming into the country. All these will give rise to increase in demand for labour and unemployment rate will also reduce automatically,” Adegbenro assured. Having done that, the Abeokuta, Ogun State born businessman therefore urged the government to pay more attention to appointment and allocation of responsibility to ensure that the best brains available in the country relevant to work requirement are appointed

I also suggest that politicians and few others, who live larger than life, shouldn’t be overpaid. The concept of immunity for governors and other executives should be eradicated as this has paralysed and still paralysing our economy,” Adegbenro cautioned. He however praised the role the Central Bank of Nigeria (CBN), under its Governor, Mr. Godwin Emefiele is playing to ensure implementation of the government’s economic policies that drive growth and sustainability, saying, any deviation from this role would have amounted to a failure on the part of the country reserve bank and the captain of the ship which is the Governor of the bank. “With the various interventions in the forex space to defend the Naira, the CBN and the governor had done well in my opinion. However, the CBN should have a more inclusive monetary policy implementation where all stakeholders are well consulted before implementation to avoid policy summersault as we have had in the case of sovereign guarantees giving higher yields than corporate guarantee. “He has done a lot to bring more people from the informal into the formal sector, BVN was a great initiative, but a lot more needs to be done for increase from about 15 percent to at least 40 percent, this will go a long way in helping banks develop decent Retails banking sector that helps more people have access to loans,” Adegbenro submitted.

PDP accuses defence minister of diverting military funds for APC campaign Tunde Opalana, Abuja The Peoples Democratic Party (PDP) has accused the Minister of Defence, Mansur Muhammad Dan-Ali, of diverting funds meant for the military equipment and welfare of Nigerian soldiers fighting insurgency in the Northeast, to produce partisan souvenirs for All Progressives Congress (APC) reelection campaign. Health research ethics c’ttees: Regulatory body scores Nigeria low Titus Akhigbe, BeninCity The Chairman of the National Health Research Ethics Committee of Nigeria (NHREC), Prof. Zubairu Iliyasu said 49 Health Research Ethics Committees (HRECs) have so far been registered in Nigeria. He said this is a far cry from what is expected. Prof. Iliyasu said this while speaking to journalists in Benin on the state of research ethics in Nigeria. According to him, it is expected that all teaching hospitals, federal medical centres, research institutes, universities and State Ministries of Health have HRECs with current registration with NHREC. He said while many institutions have HRECs, they are not regular in renewing their registration. NHREC has sensitized all the state governments and health institutions in public and private sector on the necessity to adhere to internationally accepted highest standards of ethical conduct of research in humans and animals. The committee has produced guidelines and a national health research code. “We have also developed policies on Biobanks, Animal research and have earned international recognition for NHREC approvals by adhering to high standards. NHREC is also listed in the international directory of Bioethics committees and has a functional website (www. nhrec.net)”, he added. Speaking on deepening research ethics in Nigeria (DREIN) project, the Director of Centre for Bioethics and Research (CBR), Ibadan, Professor Clement Adebamowo
said the project aimed at improving the capacity of Research Ethics Committee in Nigeria in order to implement standardized and efficient review of research and clinical trials protocols through increasing utilization of electronic ethics review platform - RHInnO Ethics which was developed by Council of Health Research Ethics Development (COHRED) and “is being implemented by ethics committees in Africa”. He said the DREIN project was linked to the Federal Ministry of Health through the National Health Research Ethics Committee of Nigeria (NHREC) which is a subsidiary of the Federal Ministry of Health. Also speaking, the Manager of Centre for Bioethics and Research, Mr. Olusegun Adeyemo said in order to meet the training need, the Centre for Bioethics and Research conducts training on Modern Research Ethics for Ethics Committee members all over Nigeria, these trainings according to him, are approved by the National Health Research Ethics Committee of Nigeria as part of accreditation for existing ethics committees and newly formed ethics committees. “The Centre for Bioethics and Research also provides post graduate training in Bioethics at the University of Ibadan, upon successful completion of the training candidates receive a Master of science degree in Bioethics. Gernot Rohr: Victor Moses too young to retire
Nigeria national team manager Gernot Rohr is hopeful that Chelsea winger Victor Moses will reverse his decision to retire from international football. Moses brought his Super Eagles career to an end after the 2018 World Cup, saying he was turning his focus to his club career with Chelsea, as well as his young family. Rohr has tested out alternatives to Moses, calling up the likes of Bordeaux winger Samuel Kalu and Villarreal’s Samuel Chukwueze,
who featured in last week’s friendly against Uganda. Yet, with Nigeria set to return to the Africa Cup of Nations midway through next year, the Super Eagles boss is hopeful that he will able to call on the 27-year-old at the finals in Cameroon. “He told me, I was surprised after the World Cup that he wanted to stop. I tried to convince him that it was not the moment for him to stop, I didn’t succeed,” Rohr said at a media event. “Even his agent told me now he

has to focus on the club and I hope he will have the opportunity to play again in his club or in another one. “The transfer window will open in January, so perhaps he can change club and find a club where he’ll play and he can change again his mind. “He’s only 27 years old, he’s too young to stop his international career.” Moses notably played a major role for Nigeria when they won the 2013 Africa Cup of Nations in South Africa – their last appearance at the continental finals.
AWCON: Asisat Oshoala expects difficult clash against Cameroon Super Falcons star Asisat Oshoala says the 2018 Africa Cup of Nations semi-final match against the Indomitable Lionesses of Cameroon on Tuesday at the Accra Sports Stadium will be difficult. Speaking shortly after the team’s training at Presbyterian Boys Secondary school playground in Accra, Oshoala hinted that against Cameroon it is always hard but that as usual, the Falcons will triumph and move on to get one of the three available tickets for the World Cup in France next year. Governor Akinwunmi Ambode of Lagos State, on Monday, received the Torch of Unity to herald the forthcoming 19th National Sports Festival coming up in Abuja next month, saying that sports remains a veritable tool to engender the unity and cohesion the nation actually needs. Speaking at the Lagos House in Alausa, Ikeja after receiving the torch, the Governor said he was glad that the Festival after the last edition hosted by Lagos in 2012 was staging a grand comeback, adding that the State would send a strong contingent of athletes and coaches to the Festival, assuring that representatives of the State would be given all the adequate welfare to excel at the games. “It is my pleasure to receive the festival torch of unity and this signals the commencement of the 19th National Sports Festival that would take place in Abuja. Just like what we have been told, the last National Sports festival was held here in Lagos six years ago and being the last host, this is the last point of call before the torch goes back to Abuja. “We have a very strong contingent that we are sending to the festival because we believe
strongly that sports is a veritable tool that we can use to command the unity and the cohesion that this nation actually needs at this time. “I believe strongly that we are not just supporting alone, we believe that all the laurels and winning positions would be taken by Lagos State. A two-man team of Nigeria Football Federation officials on Monday began the inspection of facilities for matches organised by the Confederation of African Football in Enugu. Norbert Okolie, the Public Relations Officer of Rangers International Football Club of Enugu, told the News Agency of Nigeria in Enugu that the team was led by Sunday Okayi. NAN reports that Rangers International FC, winners of the 2018 Aiteo Cup competition, will be representing Nigeria in the 2019 CAF Confederation Cup competition whose matches begin later this month. Okolie said: “The officials started the inspection earlier today (Monday) from the Nnamdi Azikiwe Stadium in Enugu, before moving on to other necessary facilities. “The officials, who were undertaking the inspection on behalf of CAF, were taken
round the stadium facility by the Enugu State Football Association Chairman and NFF Executive Committee member, Chidi Offor-Okenwa. “After the inspection of the facility, the team went on to inspect some hotels, hospitals, fire service stations, as well as medical centres. “The leader of the team did not speak on the outcome of their visit, however. “But available information from a very reliable source indicated that the team will likely repeat the visit in a few days’ time for more assessment and a final verdict.’’ NAN reports that Rangers International will begin their campaign in the CAF club competition with a home fixture against Ethiopian side Defence Force S.C on November 28.
