Imo accuses Okorocha, wife of carting away 67 vehicles Val Okara, Owerri Chairman of the Imo state Task Force on Recovery of Government Moveable Assets, Chief Jasper Ndubuaku on Wednesday alleged that the former Governor of the state, Senator Rochas Okorocha and members of his family carted away 67 vehicles belonging to the state. Ndubuaku also further alleged that Okorocha’s aide-de-camp took away five vehicles while his driver left with one Toyota Prado jeep. Addressing newsmen in Owerri, the taskforce chairman stated that other items carted away from the Government House, ministries and parastatals include, generating sets, chairs, television sets, kitchen utensils, beddings and cutleries all valued at over N50 billion.

Giving a breakdown of what was looted by the former administration in the state, Ndubuaku said that the 27 local government chairmen, 30 commissioners and special advisers went home with various government property. He further alleged that the ex-governor went home with all functional vehicles in Government House, including bullet proof cars, back-up cars and outrider’s motor-cycles while his wife, Nkechi left with one bullet -proof vehicle. According to him, all the 27 pay loaders for construction and 27 graders bought by the Ikedi Ohakim administration were carted away. The chairman expressed shock that Okorocha’s younger sister, Mrs. Ogechi Ololo, who got the contract to equip each of the 30 ministries in the state at N5 million each, ended up looting the ministries.

Ndubuaku said that “the looting spree was unprecedented. It was as if government never existed as all paraphernalia of government were carted away. Even the 150 transformers bought by Okorocha for electioneering stunt all disappeared into thin air. Some of them told us that the cars were accidented somewhere in Abuja and Jos and we have told them to take us there.” He said that all the looted property and those in whose they are possession have been identified, saying that the essence of the press briefing was to warn those keeping such property illegally to bring such property back before members of the task force swoop on them. He said that if the advice is not heeded, government would have no option but go to their houses and take anything insight, including criminalising their action and prosecuting them accordingly.

Short News Lawan wants balanced trade between Nigeria, China Tunde Opalana, Abuja President of the Senate, Ahmad Lawan, has called for a balanced trade between Nigeria and China. Receiving Chinese Ambassador to Nigeria, Zhou Pingjian, who paid him a courtesy call on Wednesday in Abuja, Lawan said the trade imbalance between the two countries need to be addressed for it to be mutually beneficial. This was contained in a statement by the Special Assistant to the Senate President on Media and Publicity, Mohammed Isa. “Although Nigeria and China have a long history of relationship which has always being cordial and beneficial to the two countries, it is however worrisome that the relationship as it relates to trade is skewed. “While Nigeria export to China stands at only $1.6 billion, Chinese export to Nigeria stands at $12.4 billion. There is therefore, the need for us to have more favourable balanced trading for the mutual benefits of the two countries,” he stressed. Lawan urged the Chinese government to support the effort of President Muhammadu Buhari to diversify the nation’s economy, particularly in investing more in agriculture, solid mineral development and technology.

Court endorses AIT/NBC out of court settlement terms Andrew Orolua, Abuja Justice Inyang Ekwo of the Federal High Court, Abuja on Wednesday endorsed the out of court terms of settlement between the DAAR Communications Plc and the National Broadcasting Commission (NBC). This brings to an end the dispute that arose following the suspension of the operational licence of DAAR Communications Plc by the NBC over alleged breaches of the broadcast code by Raypower and African Independent Television (AIT). Justice Ekwo adopted the seven- point term of settlement as consent judgment of the court, following the decision of parties which include the Federal Ministry of Information and Culture and the attorney general of the federation to resolve the matter out of court. In the settlement terms, DAAR Communications Plc agreed to furnish the NBC with concrete proposal on the prompt payment of outstanding licence renewal fees for its national network broadcast licence. The communication outfit also agreed to take necessary internal steps to ensure balance in its news coverage, especially political commentary on its stations across the country and shall also take full editorial responsibility for the use of content sourced from social media and any other outlet. Similarly, the parties agreed that DAAR Communications Plc shall ensure that all programmes transmitted on its television and radio stations across the country comply with the provisions of the 1999 Constitution and the National Broadcasting Commission Act as well as the broadcast code.

Ex-minister fails to appear in court in N2.5bn digital switch suit Andrew Orolua, Abuja Former Minister of Information, Lai Mohammed on Wednesday failed to appear before Justice Folashade Ogunbanjo Giwa of the Federal High Court Abuja, to explain his role in the approval of N2.5 billion to Pinnacle Communications Limited for the purpose of the digital switch over project of the federal government. Wednesday’s sitting was in continuation of the trial of the Director General of the National Broadcasting Commission, Ishaq Kawu Modibbo, Pinnacle Communications and two others. The former minister was among the persons listed by the prosecution counsel, Henry Emore in ICPC’s list of additional witnesses and he was expected to be in court to testify being the minister who approved the payment of N2.5billion to Pinnacle Communications. However, after calling two witnesses, the prosecution counsel informed the court that he was to call the former information minister next to mount the witness box, but for his absence. Emore said Lai Mohammed has travelled

out of the country, but is expected back in the country on or before July 31. In addition, he disclosed that the former minister has finally made his statement before the ICPC. The prosecution also informed the court that the other witness he wished to call was still in Saudi Arabia. However, counsel to Onifade Oladipupo (second defendant) and Sir Lucky Omoluwa (third defendant), Alex Izinyon (SAN), told the court that he has already filed an application to oppose the list of additional witnesses filed by the prosecution counsel. Izinyon said the defence team has already joined issues with the prosecution on the failure of the ICPC to call the ex-information minister who approved the payment to Pinnacle as well as join him as a defendant in the case. Earlier, upon cross examination by Izinyon, a prosecution witness, Olugbemi Abraham told the court that “during investigation, we could not interview the then minister of information because he said he needed clearance from the secretary to the government of the federation.” Abraham however, revealed that they later took statement from Lai Mohammed during the pendency of the case, admitting that “really, we did not bother to get in touch

with the secretary to the government to enable him allow the information minister to make a statement.” He admitted that the NBC based on the provision of the white paper that government should provide conditions for a level playing field for signal distributors is the one that would determine the level playing field. Under further cross -examination by Amah Etuwewe, counsel to the fourth defendant (Pinnacle Communications), the witness said upon investigation, they did not value the facility put in place by Pinnacle at the Abuja digital switch over site. Furthermore, the witness admitted that the N2. 5 billion was released under the supervision of the then information minister, adding that “to the best of my knowledge, the Presidency that released the N10 billion to the NBC for the purpose of the digital switch over has not complained of how the fund was used, and I am not aware if the minister had withdrawn his approval.” Meanwhile, Justice Ogunbanjo Giwa has adjourned to July 1 ruling on a motion by the second and third defendants seeking the release of their international passports to enable them travel abroad for official functions.

The Ondo state Police Command has denied reports making the rounds that 10 persons were on Tuesday kidnapped in the state. According to a statement signed by the state Police Public Relations Officer, Femi Joseph, the police refuted the kidnap report which has been trending on social media in the state. Our correspondent reports that on Tuesday, there was kidnap scare in the state when it was rumored that 10 passengers who were on transit along the Ikere - Akure highway were kidnapped. However, the police spokesman disclosed that only one person who happened to be a commercial driver was kidnapped on the route on Tuesday. According to Joseph, the driver who has been identified as Felix Akinde was the only one in the vehicle as he was on his way from Ikere-Ekiti en route Akure, the Ondo state capital when the incident occurred. “The Ondo state Police Command wishes to allay the fears of the general public as a result of the news making the rounds on the social media that an 18-seater bus conveying some passengers from Ikere to Akure was blocked and 10 passengers kidnapped. “Some online bloggers even referred to the victims as youth corps members. We wish to state that the story was exaggerated and good enough the state coordinator of NYSC in Ondo state has issued a statement denying that any corps member was involved.

INEC most improved public institution, declares chairman Tunde Opalana, Abuja

Chairman of the Independent National Electoral Commission (INEC), Prof. Mahmood Yakubu on Wednesday rated the commission as the most improved public institution in the country. He said the commission has continuously improved with every election circle in terms of pre-election activities, proper conduct of election and handling of post- election challenges. Yakubu said INEC’s performance has been aided by its prompt implementation of recommendations of international collaborators towards attaining best practices in electoral process. The chairman commended the electoral officers that participated in the 2019 general election for exceptional performance and sacrifice to ensure that the country had acceptable and credible polls. Prof. Yakubu stated these in Abuja, at the debriefing exercise for second batch of electoral officers while reviewing the 2019 polls. He said it because imperative for the commission to build the capacity of electoral officers and enhance their functions because they are centrally critical to successful conduct of elections. The chairman said he was impressed by the quality of the present crop of electoral officers while he praised their resilience in registering additional 14 million voters prior to the last general elections.

Insecurity and the presidential imprecation of neccessity

The spate of insecurity in some parts of Nigeria should be of great concern to every well meaning citizens and well wishers of our country. The menace has persisted despite the efforts of our combative security agencies in ensuring that same is put under control. Recently, the perpetrators confirmed that they are still very much on ground with the suicide attack that claimed the lives of about 30 people in Mandarari in Konduga Local Government Area of Borno state. In his reaction, the President declared that those who perpetrated the act would be “punished by God”. This “presidential imprecation” is very necessary considering the fact that the inhuman act is setting the country backwards and pushing it to the brink of collapse. As it is, Mr. President is the Commander-in-Chief of the armed forces and he is expected to ensure the security of lives and properties within the territories of the country; and as such, the buck stops on his desk. In this circumstance, you will agree with me that placing a `curse` on these killers in our nation is not out place. However, after a holistic study of the situation; I am of the opinion that this imprecation (curse) should also be extended to those who have directly or indirectly contributed and or are still contributing to this precarious situations in the polity. People are quick to notice the condemnable activities of these insurgents/terrorists because they are `usually loud and open; unlike the atrocities committed by the

actions and inactions of some undesirable elements in our society. The casualty figures of the former are very minimal (despite their loudness) compared to the (silent and unnoticed) number of people that are wasted on daily basis as a result of the activities of the later. In my recent article titled “the real enemies of our nation”, I delve extensively on the numerous ills bedeviling our country and the roles played by these elements. Needless to say that people are dying in droves as a result of hunger; lack of affordable medical facilities; accidents caused by deplorable states of our roads; high rate of robbery and other criminal activities occasioned by increasing rate of unemployment; electoral violence; and, communal clashes in various parts of the country to mention but a few. As we speak, some people are currently spreading hatred and derogatory posts that tended to promote disunity in the polity on social media and other platforms. They are very good at rebroadcasting news that are inimical to some groups and interests in the society; they give deceptive impression that they have the interests of the people and the government at heart while in actual fact they are pursuing self serving ambitions by their unguided and unreasonable postulations. This promotion of hatred has caused disaffection and disunity in the country and that is the major reason why insecurity has persisted. If that be the case, the people in this category are also

entitled to share in the presidential imprecation (curse) because their activities have directly and or indirectly led to killings across the country. The same should also apply to those who are involved in bringing-in these sophisticated weapons illegally into the country and making them available to the end users. Furthermore, those that are aiding and abetting the activities of these terrorists in other secret form(s) will also not escape the punishment of God. However, in as much as this imprecation is necessary because of the pains the activities of these evil perpetrators are bringing upon innocent people in the society; there is need for all hands to be on deck towards ensuring that peace returns to every parts of the polity. The people in government should also have it at the back of their minds that this curse is no respecter of anybody no matter their positions in the society as long as it has to do with insecurity of lives and properties. Thus, they are also advised in their own interest to perform their functions appropriately and accordingly to escape the effects or consequences of not doing the right things at the right time. Consequently, the people in charge of our borders should sit up and ensure that the porosity is put in check. If arms continue to infiltrate into the country and get to wrong hands; killings will continue unabated. The people in charge of putting our roads in order should do the needful to curtail `avoidable

accidents` which are claiming hundreds of lives on daily basis. Also, those in charge of ensuring that our hospitals are equipped and made affordable for the use of the masses do the right things to prevent untimely and unwarranted deaths. The people in charge of our military formations should ensure that their officers and men are duly equipped with up to date weaponry to enable them carry out their duties effectively. Those that are entrusted with conducting free, fair and credible elections should be firm and apolitical in the discharge of their assigned responsibilities to forestall violence and killings as a result of process manipulations; the law enforcement agencies should also ensure that they carry out their duties professionally and avoid being used as instruments of destructions in the hands of unscrupulous politicians who are bent on attaining or holding unto power by hook or by crook without minding wasting of precious lives in the process. Our political leaders should be mindful of their utterances to avoid `careless statements` that could sow seed of discords in the minds of the citizenry; associates and close allies who have the listening ears of our leaders should also endeavour to let them realize that the unfriendliness of the economic situations in the country is also pushing some of our youths into criminalities while some others are meeting their untimely deaths in the Mediterranean sea and the deserts.

Who really killed Alex Badeh and why are his alleged killers not in court?

A close look at the story surrounding the death of Alex Badeh, the late Chief of Defence Staff will reveal some quite intriguing questions but what has lent credence to insinuations that he was murdered is the refusal of the authorities to charge his alleged murderers to court. On the 27th of December 2018, Police spokesperson, Jimoh Moshood said the police won’t parade the suspects arrested in relation to the killing of the former CDS on that date so as not to jeopardize the ongoing investigation. However on that same day, a video surfaced of one of the suspects narrating how they killed Badeh. In one day the police contradicted itself on a matter as sensitive as the killing of the immediate past Chief of defense staff who is being prosecuted in court for corruption by the present government. The release of that video going by the narrative of the police implies that the investigation has been concluded. Why haven’t those same persons been charged to court six months later? Alex Badeh’s family in puncturing the confession of the suspect in custody by the name of Shuaibu Rabi, pointed out that the former CDS couldn’t possibly have enough to buy a new farmland as it was no secret to them that he was broke. As a matter of

fact, Badeh had told his employees at the farm that he could only keep three of them and was letting five of them to go. The family added that Badeh didn’t have up to N500 on him on the day he was killed. A villager who approached him for money on that same day to buy ‘Paracetamol’ for his headache, was told to take 10 measures (mudus) of maize and sell at the market because he had no cash on him. He also took out time to tell the person that he was at the farm himself to pick up some maize for sale because the government had blocked his pension and that he was unable to pay his cook and cleaner. Badeh further told him there was a huge refuse pile at his house which the Abuja environmental protection board had not cleared because he had no money to pay. This rhetoric sounds more in line with reality. The EFCC freezes the bank accounts of a person accused of corruption. Whether out of genuine sympathy for Boko Haram victims or to exact revenge for how he may have treated the President as a soldier in the past, the Buhari administration has not obeyed court orders releasing former NSA, Col. Sambo Dasuki (rtd) on bail. Nobody would safely put it past them

to deny Badeh his pension contrary to the position of the law. The Air Force has said it gave Badeh security befitting his status but the whereabouts of his detail(s) as at the time he was shot is still a grey area. He was said to be in a Toyota Tundra truck only with a driver who was injured and a friend who was abducted by the assailants/robbers who claim they heard he was coming to buy a piece of land in cash. The arraignment of the suspects in court would have doused suspicions of a cover-up and since that hasn’t happened. Government has allowed conspiracy theories to fester. He is also alleged to own an exotic snake farm. Badeh being the most senior military officer in the Jonathan administration knew a lot of things and that may have been the reason why he had to be eliminated. There were concerns over online videos of Fulanis with guns singing Pro-Buhari songs and the second theory adds another dimension to it. The theory basically stands on the notion that the Fulani herdsmen have always had the backing of the highest level of government and that Badeh was fed to them. Yet another says that the persons in police custody didn’t commit the murder and that they were

mere decoys to be released when the dust had settled. People pay more attention to these stories in their quest to know what is stopping government from charging the five persons it has been holding for six months to court for Badeh’s murder. There are a plethora of persons that have been arrested by this administration and dumped in jail without trial. Persons as high up as former DSS boss, Lawan Daura, who is still being detained after his arrest about a year ago but one would ordinarily think the Buhari administration had a full grasp of the sensitivity of the Badeh situation. He wasn’t just immediate past Chief of Defense Staff he served under a PDP government whose members the present government has been accused of selectively targeting. Badeh was the most high profile assassination we have had in a long while and with everyone watching, most of us thought even just for the optics, government wouldn’t want to appear nonchalant. Everyone has been quiet; from the Presidency down to the police. Was it the plan all along to kill off the case after the dust had fully settled? Are the alleged killers even still in detention? Who really killed Alex Badeh and why are his alleged killers not in court?

Editorial Commentary Architect,45, in court over alleged N2m fraud A 45-year-old architect, Idowu Akindele, was on Wednesday docked at an Ogudu Magistrates’ Court in Lagos State , for allegedly obtaining N2 million from a client, Ojo Oladiran, under false pretences. Akindele, a resident of Odogunyan area of Ikorodu in Lagos State, is facing a twocount charge of obtaining money under false pretences and stealing. The prosecutor, Insp Donjour Perezi, told the court that the defendant, who entered a ‘not guilty plea’, committed the offences in January 2018 at Alapere. Perezi said that Akindele obtained N2 million from the complainant with a promise to secure a Certificate of Occupancy (C of O) and a building- plan approval for him from the Lagos State Government (LASG). The prosecutor said that the defendant knew that the representation was false. The prosecutor said that the defendant had no intention of assisting the complainant to get a C of O for his property located at Tinubu Street, Alapere. Perezi said that the defendant converted

the sum into his own personal use and started avoiding Ojo. He said that the defendant had introduced himself to the complainant as a worker with the LAS) before the contract was awarded to him. Perezi said that the complainant claimed that all efforts made to reach Akindele on phone proved abortive. The prosecutor said that when the complainant did not get any feedbacks after some months; he became very worried and decided to report the matter to the police. “The complainant said that since then the police had been trying to track him down before he was arrested and taken to the police station for further questioning,’’ Perezi said. He said the offences contravened Sections 287 and 314 of the Criminal Law of Lagos State, 2015 (Revised). The magistrate, Mrs Bukola Mogaji, in her ruling said that a bail application had to be got from the High Court. She then adjourned the case until July 15 for mention.

Pastor seeks divorce, alleging wife demands `bribe’ before sex A 48-year-old pastor, Abayomi Adegboyega, is seeking dissolution of his 16-year-old marriage, alleging that his wife always demands `bribe’ from him before sex. Adegboye told an Igando Customary Court in Lagos State on Wednesday to end the marriage on grounds that his wife, Risikat, denied him sex. “My wife starves me of sex, she will never allow me to sleep with her unless I give her money or buy her a gift,” he said. He said that he would kill himself if the court would not dissolve the union which produced four children. “Risikat should never come near me, I do not want to have anything to do with her again. “She is irritating me, I will kill myself if the loveless marriage is not dissolved,” he told the court. The petitioner also alleged that his wife cooked his food late and tarnished his image in public. “My wife wants my ministry to collapse, she defames my character before my members and others; people who want to help me refuse because of what they hear from her,”he said. He added that Risikat fought his church members. However, 39-year-old Risikat, denied all the allegations and accused her husband of

threatening her life with charms. “My husband told me that he would use charm to destroy my life; indeed, after few weeks, I was very sick; everywhere my family took me to, they said it was a spiritual attack, the trader alleged. The mother of four claimed that she never denied Abayomi sex not cooked his food late. She also denied fighting her husband or members of his church. The respondent accused her husband of beating her at the slightest provocation. She added that Abayomi chased her and the children out of her matrimonial home since nine months ago, without sending money for their upkeep. “He is just looking for an excuse to dump me. If he wants to marry another wife, he should go ahead instead of making false allegations against me,” she said. She prayed the court not to dissolve the union, saying that she still loved him in spite of his misbehaviour. The President of the court, Mr Adeniyi Koledoye, urged both parties to maintain the peace and forgive each other for the sake of their children. He adjourned the case to July 11 for judgment (NAN)

FG urged to take steps to improve reading culture among youths Disturbed by the declining rate of reading culture among Nigerian students and youths in general, experts have called on Governments at all levels to take urgent measures to address the unfortunate situation as it is likely to affect the nation in the nearest future. While addressing the students of Government Day Secondary School, Gwagwalada on the need to imbibe the culture of reading, Mr. Abbah Joseph of the State Secondary Education Board, urged the federal government to partner with non-governmental organisations to sensitize students as well as equip their libraries with all the necessary books that will help the students academically. He also urged the government to ensure the

only qualified teachers are employed to man the classes. “Government can encourage students by organising seminars. Government can come in by supporting the NGO’s with funds for the purchase of books that will be donated to schools. Similarly, the Executive Director, Reading Culture Advocacy Initiative (RCAI), Dr. Okoro Onyeije, while donating books to Government Day Secondary School, Gwagwalada, noted that the importance of reading can never be over emphasized thus the need for the students to read, not only to pass their exams but to secure their future by gaining knowledge and skills to succeed in other spheres of life.

OUR POSITION Stemming upsurge with sickle cell anaemia The revelation by the Coalition of Sickle Cell Non-governmental Organisations in Nigeria recently that at least 150,000 children are born with sickle cell disease in Nigeria every year, while about 40 million Nigerians are healthy carriers of the sickle cell gene, has heightened the need for all hands to be on deck to checkmate the disease. The condition can cause extreme pain, life-threatening infections and other complications such as stroke or loss of vision. The disease can interfere with many aspects of the patient’s life, including education, employment and psychosocial development. Despite the disastrous consequences, they do not receive adequate attention. In particular, the sources of funding for the fight against these diseases and the technical partners involved are insufficient. The burden of blood-related diseases could be considerably reduced if cost-effective preventive and curative measures and interventions are implemented in a balanced and coordinated manner. In 2008, Ministers of Health from the WHO African region adopted a regional strategy to combat sickle cell disease and in some countries where sickle cell disease is a major public health concern, control programmes do exist. However, these have neither the national coverage nor basic facilities to manage patients. Systematic screening for SCD using a simple blood test is not a common practice, and diagnosis is usually made when a severe complication occurs.

Counselling and prevention of causes and infections are simple measures not readily accessible to most patients. As a result, the majority of children with the most severe form of the disease die before the age of five, usually from an infection or severe anaemia. We are of the opinion that there is an urgent need to tackle the disease. We must continue to make an effort so that together with our brothers and sisters from other continents, we can win the noble fight against blood diseases in Nigeria and Africa. Our States alone, without the precious support of partners, will not be able to cope with information, communication, education, screening, case management and also basic research in this field. SCA is a significant and underrecognised global health problem, and with new SDG efforts focused on ending preventable deaths of newborns and children under the age of 5 it is essential to specifically include SCA in that effort. With increased availability of POC diagnostics and inexpensive and highly effective treatments, such as hydroxyurea, simple efforts can result in millions of lives saved. Pediatricians have the unique opportunity to be leaders in improving the health of children not only in our local practices, but also across the world. The Nigerian Society of Engineers has cautioned the federal government against the use of foreign engineers to execute jobs in the country. President of the Nigerian Society of Engineers, Adekunle Mokuolu, who gave the advice, observed that jobs handled by foreigner engineers in the country can be better executed by Nigerian engineers. He described the preference for foreign engineers over their domestic counterparts as capital flight, adding that the presence of many foreign engineers practicing their trade all across the country was not because of the lack of competent Nigerian engineers. Mokuolu explained that the problem is lack of political will and the inability of government to harness domestic engineers to execute such jobs, stating that Nigerian engineers are well trained and have the capacity to compete with their contemporaries anywhere in the world. Addressing a section of engineers on Wednesday in Eket, Akwa Ibom state during the investiture of Aniebiet Udoh as chairman of the NSE, Eket branch, Mokuolu said Nigerian engineers are intellectually and ethically competent to deliver on any engineering challenge facing the nation.

NMA canvasses expansion of health insurance in Delta Nosa Akenzua, Asaba The Nigerian Medical Association (NMA) Delta state chapter has challenged the state government to expand its health insurance scheme to tertiary health services. State Chairman of the association, Dr. Omo Ekeneam, who spoke to journalists on Wednesday in Asaba, said the demand was informed by the inability of the doctors to access the benefits of the scheme that stops at the primary healthcare level, lamenting that the current percentage deduction under the scheme was based on the total emoluments of doctors which significantly contributed to further reduce their take home pay. “Currently a doctor in the employment of the state government has a cardiac condition and another is battling with breast cancer. This is in addition to so many others having various health challenges that require care at the tertiary level, but the state contributory health scheme are primary healthcare at that level. “The service currently being offered by the scheme are primary healthcare, hence the doctors who are paying so much more than his contemporaries in the civil service are the least likely to access the services of the scheme,” the chairman disclosed. Noting with recognition that health is a social service in which the rich pay for the health of the poor, Dr. Ekeneam said that when the amount being paid by the rich becomes a burden, it shows there is a problem with the scheme. “What we are saying is that the scope of the scheme should be expanded to cater for the enrolees who require tertiary medical services,” he added.

Gov Ayade backs review of NDDC master-plan Amaka Agbu, Port Harcourt Cross River state Governor, Benedict Ayade has welcomed plans by the Niger Delta Development Commission (NDDC) to review the Niger Delta regional development master-plan and has pledged to support the process. Gov. Ayade was speaking at the Government House, Calabar, during a courtesy visit by the NDDC acting Managing Director, Prof. Nelson Brambaifa, who was accompanied by the acting Executive Director, Finance and Administration, Dr. Chris Amadi and other directors of the commission. He regretted that very little of the master-plan which was expected to last from 2006-2020 was implemented. This he said has made it imperative to undertake a major review of the integrated roadmap for sustainable development of the region. Ayade further underscored the need for the comprehensive review to reflect the current realities in the states covered by the NDDC, noting that the master-plan was meant to set up structures that would enhance collaboration amongst the stakeholders. The governor appealed to the NDDC to support the government’s rice seeds and seedlings factory in Calabar which he said was part of the agro-

industrial revolution taking place in the state. “The NDDC has a duty to ensure that the factory survives to maximize the potentials of our people in agriculture,” he said. Earlier, the NDDC Chief Executive Officer, Prof. Nelson Brambaifa urged all governors and important stakeholders of the Niger Delta region to assess the master-plan and make it into the roadmap for development that it was designed to be. Prof. Brambaifa stressed that the stakeholders must re-energize the master-plan and revives the partners for sustainable development as vehicles for collaboration and harmonization of development objectives. He affirmed that President Muhammadu Buhari has charged the NDDC to facilitate a stronger collaboration among stakeholders in the region to help fulfill its mandate of facilitating the rapid, even and sustainable development of the Niger Delta. The NDDC boss acknowledged the strategic importance of Cross River state to Niger Delta development, stating that the commission would seek ways to forge a stronger alliance with the government and people of the state. According to Brambaifa, the NDDC would work with Cross River state government to resuscitate and strengthen existing partnerships as well as find new areas for collaboration, especially

in agriculture. He added: “Agriculture remains a goldmine waiting to be fully tapped, away from oil and gas. Indeed, no sector offers a greater opportunity for job and wealth creation, as well as overall improved living conditions than agriculture. Farming and fishing are the traditional livelihoods of our people and they offer us a more certain path to sustainable livelihood. “The NDDC signed a memorandum of understanding with Cross River state in 2005 on the poultry and hatchery joint venture. This programme was designed to ensure the availability of day-old chicks and healthy poultry products, as well as help generate employment and create wealth among youths and women in the state. “The commission has facilitated its counterpart fund of N126, 508, 640. That project, despite its promise remains largely unrealized. We therefore, call on your government to help the NDDC revive this project.” Prof. Brambaifa said that the NDDC is determined to improve infrastructure, such as roads, electricity and jetties as well as provide water, better healthcare, and opportunities for skills acquisition, employment, higher education and small scale businesses. He told the governor that NDDC has completed 204 projects in the state while 138 other projects were ongoing and 104 projects were yet to commence.

The National Drug Law Enforcement Agency (NDLEA) has arrested 412 suspects for illegal possession of hard drugs in the last one year in Akwa Ibom state. Addressing a press conference in Uyo on activities of the agency to mark the 2019 International Year against Drug Abuse and Trafficking, the state Commander of NDLEA, Mohammed Sokoto confirmed that the suspects were apprehended between 2018 and 2019. Sokoto explained that during the period under review, the command seized a total of 322.5kg of drugs and secured 20 convictions, disclosing that out of the total number of suspects apprehended, 56 were females and 356 were males while the command rehabilitated 10 persons and integrated them back into the society within the period under review. Sokoto said that the number of persons involved in drug abuse keeps increasing in the state due to peer pressure and warned parents to closely monitor the type of company their children and wards keep. “The effects of drug abuse are devastating as drugs have social, physical and psychological consequences on the individual user, the immediate family and general society. “The social effects are social unrest, political violence, disruption of election process, dropping out of school, disobedience to parents and authorities, cultism, rape, armed robbery, burglary and theft.

Rivers agency warns against dumping of refuse in water channels Amaka Agbu, Port Harcourt Sole administrator of the Rivers state Waste Management Agency (RIWAMA), Chief Felix Obuah has again warned against dumping of wastes into gutters and other water channels in the state. Frowning at the stubbornness and continued dumping of waste at the wrong places by residents, Chief Obuah appealed to those living and doing business in the state to have a change of attitude. He said the dismal attitude of dumping all sorts of trash, hazardous chemicals and other solid wastes into water channels contribute to blockages, thereby causing flooding in some parts of the city and urged all those living, and doing business in the state to stop throwing all sorts of refuse into gutters and other water channels. Chief Obuah also appealed to construction companies, event managers and roadside business operators to stop dumping solid waste into gutters and other water channels, and urged them to take advantage of government approved receptacles for dumping of wastes. The sole administrator urged all service providers to ensure that their zones were kept clean always.

Witness absence stalls trial in MTN’s Short News Police arrest housewife for allegedly $1.3bn tax assessment suit faking kidnap Peter Fowoyo, Lagos

Hearing in a suit filed by MTN Nigeria Communication Limited against the attorneygeneral of the federation over N242 billion and $1.3 billion import duties and withholding tax assessment has been adjourned by a Federal High Court, Ikoyi, Lagos. Justice Chukwukekwu Aneke adjourned the case till October 29 and 31 for trial. MTN had instituted the suit through a writ dated September 10, 2018, challenging the legality of the attorney-general’s assessment of its import duties, withholding tax and value added tax amounting to N242 billion and $1.3 billion respectively. The suit which was earlier fixed for trial could not proceed on Wednesday, following the absence of a prosecution witness. When the case was called, Wole Olanipekun (SAN) announced appearance for the plaintiff, while T.A Mokolu and T. Adesanya appeared for the federal government. Chief Olanipekun (SAN) told the court

that he was not opposed to the request for an adjournment and would not also ask for cost, but noted that such adjournment was a drawback to the suit. The plaintiff is seeking among other declaratory reliefs, a declaration that the attorney-general’s demand of N242 billion and $1.3 billion respectively, from MTN is premised on a process which is malicious, unreasonable and made on incorrect legal basis. Meanwhile, in a preliminary objection challenging the suit, the attorney-general of the federation argued that the plaintiff’s action is statute barred having been filed out of time. It argued that in seeking redress to the subject matter, the plaintiff had just three months from the date the cause of action arose to institute the action, adding that same was filed out of lawfully stipulated time. The attorney-general of the federation urged the court to dismiss the plaintiff’s suit as being caught up by the statute of limitation, which forbids the court of jurisdiction. But, Justice Aneke had in a ruling delivered on May 7, dismissed the preliminary objection in

its entirety on the grounds that the case was not statute barred. In its writ of summons, MTN is seeking declaratory relief on the following grounds, that the purported revenue assets investigation allegedly carried out by the federal government for the period of 2007–2017 and its decision conveyed through the office of the attorneygeneral by a letter dated August 20, 2018, violates the provisions of Section 36 of the constitution. A declaration that the attorney-general acted in excess of its powers by purporting to direct through its letter of May 10, 2018, a selfassessment exercise which usurps the powers of the Nigerian Customs Service to demand payment of import duties on importation of physical goods. A declaration that the attorney-general acted illegally by usurping the powers of the Federal Inland Revenue Service to audit and demand remittance of withholding tax and value added tax and a declaration that the purported assessment exercise ordered by the attorneygeneral is unknown to law, null and void, and of no effect whatsoever.

The Kwara state Police Command says it has arrested a housewife, Mrs. Yemi Samuel, who allegedly arranged her own kidnap in order to collect N5 million ransom from her husband’s family. Commissioner of Police in the state, Kayode Egbetokun, who made the disclosure while addressing newsmen in Ilorin, said Mrs. Samuel left home on June 15 and went into hiding, claiming she was kidnapped by an unknown gang while cleaning the compound. He said that the housewife who was the only one speaking to the husband’s family on phone, claimed the kidnappers were not willing to talk to anyone due to fear of their voice being recognised. According to the state police boss, the woman called her husband that she had been taken to an unknown destination and demanded N5 million ransom for her release. The police commissioner said that effort to raise the ransom was intensified and the said amount was provided by the husband’s family and other well-wishers, adding that unknowing to the woman that the money had been provided, she later called the husband’s family and said the ransom has been reduced to N1million. Egbetokun said further that the family reported the case to the police and a team of operatives tracked the suspect’s phone calls to Kulende area where she hid herself in her parent’s rented apartment. Mrs. Samuel told newsmen that she faked her kidnap to help her husband out of his financial problems. “I planned my kidnap to collect N5 million ransom from my husband’s family to help my husband. My husband’s family are rich, but they are not willing to help him out of his financial difficulties,” she said.

Osun NDLEA arrests 208 suspects, seize 2, 424.77kg of illicit drugs Olaniyi Ajibola, Osogbo The National Drug Law Enforcement Agency (NDLEA), Osun state Command has called for urgent and proactive measures to stamp out the scourge of drug abuse amongst Nigerians youth. The command also disclosed that operatives have arrested a total of 208 suspects in the last 12 months while illegal substances amounting to 2, 424.77kg were seized. This was contained in a statement signed by the state Commander, Samuel Egbeola, as part of the activities to commemorate ‘2019 international day against drug abuse and illicit drug released in Osogbo, the Osun state capital on Wednesday. It added that the 208 suspects arrested were made up of 186 males and 22 females while the 2, 424.77kg of illicit drugs seized comprises 2, 290.771kg of cannabis sativa and 133.999kg of psychotropic substances. According to him, two vehicles used in ferrying drugs were also seized as the command made 26 convictions within the period and destroyed 10.45 hectares of cannabis farms. “We thank the state government for their financial and other assistance in achieving this

feat. We are also grateful to several individuals in the state who assisted and are still assisting the command. “As you all know, the trade in drug was already recognized as a global problem requiring a global solution at the beginning of the 20th century with the first international conference on narcotic drugs held in Shanghai in 1909. “The United Nation Assembly in 1987 decided to observe June 26 every year as the international day against drug abuse and illicit trafficking as an expression of its determination to strengthen action and cooperation to achieve the goal of international society that is free of drug abuse. “The United Nations Office on Drug and Crimes (UNODC) selects themes for the day. The theme for this year is; health for justice, justice for health. The day is supported by individuals, communities and various organizations all over the world. “This year’s theme highlights that justice and health are two sides of the same coin. The theme emphasizes the integrated nature of the rights and health. During this period, we also look back at our activities from the last celebration to date,” the statement said. 365 has called on Nigerians to be sensitive to the scourge of drug abuse amongst the youth. Convener of the group, Comrade Waheed Saka made the call on Wednesday, at a press conference held at the Osun NUJ Correspondents’ Chapel in Osogbo. Saka, who commended the government for coming up with legislations against drug trafficking, addiction and abuse, expressed concern over the enforcement of the legislations which he said has been one of the major issues in the fight against the scourge of drugs trafficking and abuse. He said that “despite the challenges posed by drugs, we have no doubt as an organization that the impact can be mitigated through organized preventive actions which is why we are leading the campaign to prevent greater number of younger ones from abusing drugs.” The convener said the #JustSayNo campaign would spread information among community members by organizing town hall meetings to raise awareness of the negative impacts of drugs and promote healthy lifestyle and called for concerted efforts to curb the menace of drug abuse, adding that there is a direct link between the scourge and criminal activities like kidnapping, terrorism and banditry.

Lagos state University, Vice Chancellor, Prof. Olanrewaju Fagbohun (SAN) has approved the indefinite suspension of two final year students, Oloyede Akanbi, of the Department of Industrial Relations and Personnel Management, and Olutade Tobiloba, of the Department of Accounting over cultism related activities. A statement provided by the students’ affairs division of the university states that “the students’ affairs division received information on a fracas that happened on June 20 on the campus involving some students and non-students. “Our preliminary investigation revealed that the fracas which started at the faculty of management sciences was between two cult groups. With the prompt reaction of the security department, those who were involved ran out of the campus and some of them were eventually apprehended and later handed over to the police. “Two of the LASU students that were involved are Oloyede Akanbi, 400 level student of the department of industrial relations and personnel management and Olutade Tobiloba, also a 400 level student, department of accounting. “The management is not unaware of pressure being put on the leadership of the students’ union and faculty associations by students who would want the students’ union and association platforms to be used to shield offenders and perpetrators of criminality from justice. “For the avoidance of doubt, the university will not condone harassment and blackmail of students’ leaders by unscrupulous elements even as it encourages the union leaders to always pursue legitimate means in championing the interest of the students.”

AbdulRazaq tasks parents on fight against drug abuse

Governor AbdulRahman AbdulRazaq of Kwara state has called on parents and stakeholders to join the global effort in combating drug abuse and the illicit trade in it. The governor made this call in a statement by his Chief Press Secretary, Rafiu Ajakaye, on the occasion of International Day against Drug Abuse and Illicit Trafficking in Ilorin on Wednesday. “On this International Day against Drug Abuse and Illicit Trafficking, I call on parents, concerned groups and religious organisations to key into the global campaign against drug abuse and illicit trafficking,” he said. AbdulRazaq said his government remains committed to building a conducive environment for socio-economic and human capital development, adding that “I urge our young people to shun the use of hard drugs. Drug abuse is a window to crime and a waste of precious talents with devastating consequences for national growth. “Anyhow it is viewed, drug abuse and illicit trade are the same and they constitute a threat to national development and human existence.”

Lagos internet fraudster forfeits N230.6m to FG Peter Fowoyo, Lagos

A Federal High Court, Ikoyi, Lagos has ordered the final forfeiture of N230.6 million belonging to one Dehinbo Oluwatobi Reuben, to the federal government for engaging in internet fraud. Justice Saliu Sai’du had on May 16 ordered an interim forfeiture of the money following an ex-parte application brought by the Economic and Financial Crimes Commission (EFCC). The court had ordered the the EFCC to publish the interim forfeiture order in any national newspaper for the respondent or anyone who was

interested in the money to show cause why the money should not be permanently forfeited to the federal government. In compliance with the court order, the anti-graft commission had published the interim forfeiture order in The Nation newspaper and subsequently, filed a motion on notice dated June 19. At the resumed hearing, the judge upon hearing the applicant’s motion on notice, supporting affidavit and written address ordered the final forfeiture of the money found by the commission in the various accounts of the respondent domiciled in Guaranty Trust Bank to the federal government.

The respondent, a member of a syndicate of fraudsters who specialize in identity theft, wire fraud and mail fraud was arrested following intelligence report received by the commission. Investigation revealed that the syndicate obtained the stolen personal identification information of over 250, 000 individuals in the US and used the details to file fraudulent federal and state tax returns. It was further revealed that the syndicate obtained monetary value on the fraudulent tax returns, using prepaid cards registered with the stolen information and third party bank accounts.

Short News 70-year-old man, 2 sons jailed for felony, theft Gbenga Sodeinde, Ado Ekiti An Igede-Ekiti Magistrate’s Court in Ekiti state on Wednesday sentenced a 70-year-old man, Adeyeye Olorunyomi, and his two sons to six months imprisonment for conspiring among themselves to commit felony. The septuagenarian and his sons, Akindele Olorunyomi (30) and Ojo Olorunyomi (36) were arraigned on a six-count charge of forcibly entering a farm belonging to one Oluwadare Olowookere and Adekunle Olowookere. According to the police prosecutor, Sergeant Olubu Apata, the offence was committed in the town on February 25- 27, 2019, adding that the accused persons stole three timber of trees valued at N100, 000 belonging to the complainants. The prosecutor added that the defendants also obstructed police officers from arresting them after a complaint was lodged against them at the Igede Ekiti Police Station. He said that the accused persons also conducted themselves in a manner likely to cause a breach of the peace by marking 28 timber woods with cutlass in the farmland of the complainants. Apata further said that the convicts did unlawfully damage the economic trees such as cocoa trees, kola nut trees, banana trees and cocoa yam trees belonging to the complainants. When the charge was read to them, the defendants pleaded not and thereafter, the matter proceeded to trial. The prosecutor noted that the offences contravened Section 516, 81, 390, 356 (2), 249 (d) and 451 of the Criminal Code of Ekiti state 2012, adding that the defendants claimed that the land was given to the complainants by their great grandfather while the complainants countered their claim by saying the land has been in their possession for over 100 years.

The Special Taskforce (STF) mandated to restore peace in Plateau state, some parts of Bauchi and Kaduna states has warned land grabbers to return all lands to their rightful owners or face the wrath of the law. The taskforce spoke through its Commander, Major -General Augustine Agundu when it embarked on an assessment tour to one of the troubled communities in Riyom Local Government Area of Plateau state. “If any land has been taken by anybody, there is no negotiation on

it, it must be returned back,” the STF commander said. Gen. Agundu charged the sector commander in charge of Riyom Local Government Area to get details of all sized lands and report to him in one week. “For people who have resources to rebuild their homes and miscreants went to destroy it, the command will hunt them down. “What we are looking for is permanent peace; all those that are keeping weapons should surrender it because peace has returned to Plateau state and if the elders do not encourage the youth to surrender their weapons, one day they will use those weapons against them,” the

Eight months after the murder of the Chief Executive Officer of Credit Switch Limited, Ope Bademosi, an Igbosere High Court, Lagos has sentenced a Togolese cook, Sunday Adefonou Anani, to life imprisonment. Anani confessed to the court that he stabbed Chief Bademosi to death in his Ikoyi, Lagos home, while trying to rob him on October 31, 2018. He also confirmed that he was the person caught on closed circuit television fleeing the scene of the crime after the murder. Justice Mobolanle Okikiolu-Ighile convicted Anani following his plea of guilty to a one-count charge of voluntary manslaughter. Anani was originally arraigned on a two-count charge of murder and armed robbery which could have fetched him a sentence of death by hanging on conviction, but he struck a plea bargain deal with the Lagos state government soon after trial commenced. The agreement which followed consultations with his counsel, Mrs. Aderenra Adeyemi, allowed him to admit the lesser charge of manslaughter. The court asked the defence counsel if the cook, who only speaks French had an allocutus and she answered that “the defendant is a young man and he is remorseful about what he has done. He is a first time offender, there is no evidence that he committed any crime before this. “Our humble application is to urge your lordship to grant a sentence of years certain. This was made known by the Permanent Secretary, Ministry of Agriculture, Mrs. Helen Atom during an interactive session with major stakeholders in the agricultural sub-sector on Wednesday in Makurdi. Mrs. Atom said that “the current Treasury Single Account (TSA) operating in the state is not favourably disposed to the management and release of funds to vendors due to its bureaucratic bottlenecks. “The operation will be easier and more transparent with a better security architecture which would involve the police, the EFCC and ICPC to complement the monitoring process that would adhere to compliance by critical actors.” She stressed that the government is working out modalities for easy access of the products by farmers. Mrs. Atom called on vendors to synergies with organised farmers under the auspices of the All Farmers Association of Nigeria (AFAN), Benue state chapter to ensure that strict monitoring, distribution and redemption of funds is carried out to secure the products. She advised the farmers to commence payment immediately to enable them access the products within a reasonable period. Chairman of the state chapter of the All Farmers Association of Nigeria, Aondungu Saaku reiterated his organisation’s determination to work with the government to realize the set goals.

CBN lifts forex market with $210m ..as Naira stables at N362/$1

Mathew Dadiya, Abuja The Central Bank of Nigeria (CBN) has injected the sum of $210 million into the Inter-bank Foreign Exchange Market. Figures obtained from the CBN on Tuesday indicated that authorized dealers in the wholesale segment of the

market were offered the sum of $100 million, while the Small and Medium Enterprises (SMEs) segment received the sum of $55 million. Similarly, customers requiring foreign exchange for invisibles such as tuition fees, medical payments and Basic Travel Allowance (BTA), among others, were also allocated the sum of $55 million.

The Director, Corporate Communications Department of the apex bank, Mr Isaac Okorafor while confirming the figures, reiterated the Bank’s commitment to continue supporting the interbank foreign exchange market to ensure economic growth. The Daily Times recalls that at the last

intervention on Friday, June 14, 2019, the Bank injected the sum of $256.4million and CNY37.4million into the Retail Secondary Market Intervention Sales (SMIS) segment. Meanwhile, the Naira on Tuesday, June 25, 2019, exchanged at an average of N362/$1 in the BDC segment of the market.

SEC begins implementation of report to enhance commodities market Motolani Oseni

The Securities and Exchange Commission (SEC) said it has commenced the implementation of the report of its technical committee on commodities trading ecosystem. The Acting Executive Commissioner (operations) of SEC, Isyaku Tilde, disclosed this when a delegation of

the Commodity Brokers Association of Nigeria led by its Registrar, Alhaji Saleh Kwaru, visited the Commission on Wednesday. The report, which was obtained from the official website of SEC, contains no fewer than 40 recommendations on how to revive the nation’s commodities market. One of the recommendations,

according to Tilde is to build the capacity of stakeholders and the public on commodities exchange to bridge the existing knowledge gap. Tilde, who represented Mary Utuk, the commission’s acting directorgeneral said that SEC was ready to partner with CBAN in that regard. “The aim of SEC is to have an efficient commodities exchange because right

now that the sector of the capital market is dormant. “Part of the issues that the committee is trying to address is capacity building and public enlightenment campaigns. “I believe that part of the things CBAN is doing is capacity building, which is one area where we can collaborate going forward”, he said.

Gwadabe was reacting to the five-year policy thrust presented by Emefiele for his second term. He said there were predictions that the foreign exchange rate was heading to N1,000 to the dollar before the CBN governor rescued the

situation. The ABCON chief described the strategies by CBN to stabilise the foreign exchange market in the last 27 months as wonderful. According to him, the foreign exchange market is volatile, but the apex governor has tried in ensuring stability in the last couple of months. Gwadabe said that no country would allow its currency to float freely, not even United States, hence

the need to commend the intervention by Emefiele so far. “The CBN Governor has done well; I must join others to commend him for the feat achieved. “It is not easy, he must have stepped on toes. “I must be frank with you, we have witnessed success in the forex market; the governor is determined to remove volatility in the business,” he said.

2019 election: Yakubu gives thumbs up for INEC, says commission most improved govt agency The chairman of the Independent National Electoral Commission (INEC), Prof. Mahmood Yakubu has given thumbs up to the agency, saying it is one of the most improved public institutions in Nigeria, putting into account the level of improvements recorded in the nation’s electoral system from 1999 to date. The INEC boss, who spoke at the 2019 Post-Election Review session with the second batch of Electoral Officers (EOs) from 17 states, in Abuja on Wednesday, said that the commission should be rated high when compared with its counterparts in other West Africa countries, and given its area of wide coverage and staff dedication to duty. According to him, “Whenever I compare what we have done with what my colleagues elsewhere have done, I sometimes say we are many countries in West Africa rolled into one. “Given the size of our voter registration, our population, one can conveniently say, if you look at what happened in our elections from 1999 to date, I have no doubt in my mind that INEC is the most improved public service institution in Nigeria. “We have offices in all the Local Government Areas (LGAs). Tell me one agency which has offices in LGAs and the staff work as hard as our EOs and staff at the LGA levels? “We have everything to be very

proud of, but however, we never rest on the understanding that we have done very well and we are doing very well. We are convinced that we can do more. “Therefore, the purpose of this interactive meeting is for us to explore ways and means by which we can improve the system even more,” he said. While promising that the Commission would not lose the experience it had gathered over the years on improving the electoral process, Yakubu advised the electoral officers to share their experiences to help improve the country’s electoral process. “So, feel free to make suggestions, observations, comments on how we can make the system even better. “This is our meeting, we should open up better where we need to work even harder to make the electoral process what it should be,” he said. An Electoral Management Expert, International Foundation for Electoral Systems (IFES), Mr Seray Jah, commended INEC for its commitment to reviewing the 2019 elections and improving the country’s electoral process. Jah said that if Nigeria gets its electoral system right, “the sub-region would be robbed off of the positive. “Therefore, we hope this meeting will lead to actionable recommendations that will further enhance credible elections in Nigeria,” he said.

Nigerians have been challenged to cultivate a positive mindset about the country and change their attitude and way of doing things so that the country can move forward and others outside the country can also see the country from a positive light. Giving the advise at the Women in Leadership Series 2019, organised by the HandMaidens, a non-governmental Organisation at the Eko Hotels and Suites, Victoria Island, Lagos, wife of the Edo State governor, Mrs Betsy Obaseki, said Nigeria as a nation was destined for greatness, but that the people must do their part and rise up to do their best in their little corner. According to Mrs Obaseki, who was a Special Guest of Honour at the event, the event which was put together to celebrate women achievers in the areas of business and building legacies was very important so that it will be an avenue to encourage the younger generation to emulate them, “because that is what we as a nation needs today.” She reasoned that to build a nation that the people desires, “Nigerians must begin to change the way we live our lives for good, be a people of truth, a people of character, a people desirous of having positive change,” she said. Also speaking, wife of the Ogun State governor, Mrs Bamidele Abiodun spoke about how she

combined raising five children with growing her business in the ouil sector, advising the women focks never to be afraid to go into men dominated businesses if that is where their passion is. “AS women, don’t quit, hold on tenaciously to what you believe in, do your things well, don’t be greedy, do things from your heart and you will inspire people,” she said. In her speech, with the theme ‘Leading Women Building Legacies’, wife of the Lagos State governor, Dr (Mrs) Joke SanwoOlu noted that the role of women in nation building cannot be over emphasized, as studies have shown that women play a pivotal role in shaping society. While advising the women folks, especially the younger generation to take opportunity of the event towards making better judgements, Mrs Sanwo-Olu said that the Lagos State government under Governor Babajide SanwoOlu has set in place programs that will make a difference in the lives of the women. The convener of the event and Host, Dr. Siju Iluyomade said that the theme was chosen because “we want to set new goals and change the status of women in Nigeria, helping them to make a difference where they are. “It is time women rise up to make decision to change their lives, you must be ready to leave a legacy in whatever you do, be focus and concentrate. As women you must be you, don’t try to be another person,” she said.

In her keynote address, a United States based Professor of medicine and holder of the National honours, Officer of the Order of the Niger, Prof Olufunmilayo Olopade, an expert in the treatment of cancer among black women, challenged the Nigerian women and men to rise up to challenge the government to provide grants for medical research, so that many ailments plaguing the people without solution can be dealt a final blow. According to her, “our population is aging, our population is going to have needs to have medicine and unless we all mobilise, I am talking about men and women, because this is women’s conference, but the men needs to get up and match on the government. “This is how we started making the progress that we made on breast cancer in America, we matched and our government funded research, then as more and more survivors started marching, they kept moving us forward. “The American government has sponsored all of my research in Nigeria and I am saying now that we need to mobilise as Nigerians, we need to have access to medicine and we need to support the doctors who are here wanting to help women. “On the other side, as patients you know you have a right, there is a patient bill of right in Nigeria, which means your doctor should not take a lump from you without knowing what it is,” she said.

Edo Assembly: Group faults minority rule, demands proper inauguration An Edo pro-democracy group, Joint Action for the Advancement of Democracy in Edo (JAADE), has faulted the rule of the minority over the majority in the Edo State House of Assembly. Addressing journalists in Benin City, the leader of the group, Mr. Aiyemenkhue Edopkolo, noted that the state was fast degenerating into a theatre of war by the action of whoever was responsible for the action taken by the few members of the Assembly. He said stakeholders were worried, especially about the violence that followed the midnight inauguration of nine out of 24 members-elect on June 17, during which some memberselect were assaulted at a hotel in Benin. “This is clearly a case of conjuring minority rule in an Assembly that is organically positioned as the

some nine members in a show of unnecessary bravado outplayed their colleagues in an unholy hour to install minority rule in the Assembly. “This in our view, is most uncivilised, barbaric, and a threat to democracy and peace. This is happening at a time when Nigerians are in a sober reflection of the watershed of June 12, 1993 elections, when some nationalists shed their blood to regain democracy from military rule,” the group said. It condemned the varying tendencies behind the impasse in the Assembly and called for the proper inauguration of the house, adding “we demand immediate and unconditional restoration of the ideal democratic order, where a proper inauguration for the 24 members-elect will be done freely and fairly.”

US pushes Bahrain economic plan in absence of Palestinians

UN extends DRC sanctions as refugee flows increase With civilians fleeing a spate of inter-ethnic violence in eastern Democratic Republic of Congo (DRC), the United Nations Security Council on Wednesday extended its arms embargo, asset freeze and a travel ban on the country until July 2020. The sanctions prohibit countries from selling or supplying weapons to rebel groups in the DRC, which has been wracked by conflict since the early 1990s and has seen a recent spike in violence in Ituri province. A French-drafted resolution, which was passed unanimously at a brief meeting, requires governments to block the travel of designated militia leaders and politicians and to freeze their bank accounts and other assets. In the document, the council said the DRC’s violence “continues to constitute a threat to international peace and security in the region”. As well as extending sanctions, members authorised UN experts to continue probing violations there until August 2020. The resolution also urged the DRC government to “swiftly and fully investigate” the deaths of two UN investigators and the four Congolese nationals accompanying them, who were killed in March 2017. The UN researchers - Michael Sharp of the United States and Zaida Catalan of Sweden - were probing alleged

atrocities during fighting in the central Kasai region between government forces and the local Kamuina Nsapu militia, which prosecutors blame for their deaths. The DRC government should “bring those responsible to justice”, the document said. As diplomats met in New York, the latest spate of violence in a decadesold conflict between militias connected to Lendu farmers and Hema herders continued to send civilians from eastern DRC spilling across the border into Uganda. About 300 people cross the border every day, amounting to about 7,500 civilians so far this month, the UN refugee agency’s (UNHCR) spokesman Andrej Mahecic said on Tuesday. At least 160 people have been killed in the past two weeks. “Recent arrivals speak of extreme brutality. Armed groups are said to be attacking villages, torching and looting houses, and killing men, women and children,” Mahecic said in a statement. “Some refugees are arriving with significant belongings, fearing they will not be able to return home for some time. Others who have fled imminent danger have little more than the clothes on their backs.” The gold-rich region has experienced extreme violence before, with some 60,000 people killed and 500,000 others

displaced by fierce clashes between the Hema and Lendu between 1999 and 2003, according to the UN. Some 4.5 million people have fled various conflictsacross the vast central African nation. Parts of the country’s eastern region have experienced insecurity and armed conflict involving local and foreign forces since the early 1990s. Ituri and North Kivu province, just to the south, are also trying to halt a major epidemic of Ebola that has claimed more than 1,500 lives since it emerged last August. Both provinces are on DRC’s eastern border with Uganda. In their latest report, UN experts raised some hopes of improved stability in DRC following the inauguration in January of Felix Tshisekedi as president, in the country’s first peaceful transition of power since it gained independence from Belgium in 1960. According to the experts’ report, which was released earlier this month, a growing number of armed groups in DRC appeared willing to put down their guns and demobilise under the right conditions. But the panel said numerous local and foreign armed groups continued to pose “serious security threats” in DRC, attacking civilians and soldiers, and targeting army camps and depots in order to seize weapons and ammunition.

Khashoggi killing: UN rapporteur Callamard presents report Agnes Callamard, the United Nations special rapporteur on extrajudicial executions, has criticised the Saudi Arabian investigation into the killing of journalist Jamal Khashoggi by Saudi agents. Callamard, who presented her report into the killing on Wednesday, said the investigation failed to examine who may have ordered the killing, adding that Saudi Crown Prince Mohammed bin Salman, also known as MBS, and other senior officials should be investigated over the murder. “The investigation carried out by the Saudi authorities has failed to address the chain of command,” she told the UN Human Rights Council. In her 100-page report, which was made public on June 19, Callamard says that Khashoggi’s killing at the Saudi consulate in Istanbul in October last year constituted a premeditated extrajudicial killing for which Saudi Arabia’s leadership was responsible. The report also concluded that MBS should be investigated regarding the incident. UK Prime Minister Theresa May said on Wednesday she wants to see accountability for the killing. “We do want to see accountability for this horrific murder... We expect Saudi

Arabia to take the action necessary to ensure such violations of international and national laws can’t happen again,” May said in parliament. “We’re obviously closely following the continuing investigation,” she added. “We expect it to proceed in line with internationally recognised legal standards.” The killing of Khashoggi by a team of Saudi operatives inside the consulate on October 2 provoked outrage and marred the image of MBS. Khashoggi’s body has never been found. Callamard says in her report that Saudi Arabia violated the Vienna Convention on consular relations, the UN charter on the prohibition of the use of force in times of peace as well as the principle of the right to life. The targeted killings of journalists, dissenters and human rights defenders, more generally, are on the increase, warned Callamard in her recent remarks, adding that the most worrying pattern is the impunity that surrounds those actions. Hatice Cengiz, Khashoggi’s fiancée, has called for an international investigation into the killing. “Not only high-level officials are involved in the killing, but the report says Saudi Arabia has tried to eliminate the

evidence of it. It’s scandalous,” Cengiz said earlier this week. Khashoggi was a contributing columnist for the Washington Post and a US resident. He was killed at the consulate when he arrived to pick up documents he needed for his planned marriage. The 59-year-old Saudi insider-turnedcritic was strangled and his body cut into pieces by a team of 15 Saudis sent to Istanbul for the killing, according to Turkish officials. Turkish media reports suggested his remains, which have never been found, were dissolved in acid, while Al Jazeera’s sources said there was circumstantial evidence suggesting Khashoggi’s remains were incinerated in the garden of the consular general’s residence, 300 metres from the consulate. Riyadh officials say they do not know where Khashoggi’s remains are and blame his death on “rogue” agents. Saudi Arabia’s narrative of what happened changed over time. Riyadh first maintained Khashoggi left the consulate shortly after entering, but as Turkish authorities continued to leak evidence of high-level involvement, the country eventually admitted its agents carried out the killing with a series of contradictory explanations.

The Trump administration is seeking support for an economic plan it says will be a foundation for Israeli-Palestinian peace but which Palestinians and many others dismiss as pointless without a political solution. On Wednesday, as a US-led peace conference was under way in Bahrain, the Palestinian Liberation Organization (PLO) reiterated its rejection of the $50bn plan, saying the proposal’s lack of political vision guarantees its failure. The statement said the US wanted to sell a “mirage of economic prosperity” which would only perpetuate the Palestinians’ “captivity”. It accused the White House of using the workshop as cover for Israel’s efforts to achieve normal relations with Arab states and grow its illegal settlements in the occupied West Bank. At the opening panel session of the Bahrain conference, International Monetary Fund managing director, Christine Lagarde, said that the fund’s experience in conflict-riven countries showed it can be a struggle to generate economic growth in such an environment. Lagarde told the conference that growth in the West Bank and Gaza had to be “job intensive”. “It cannot be any kind of growth in the West Bank and Gaza, it needs to be job intensive,” she added, citing agriculture, tourism and construction as sectors that “will absorb a lot of labour”. A day earlier, White House adviser Jared Kushner - one of the architects of the economic plan - urged Palestinians, whose leadership is boycotting the event, to think outside the “traditional box” for an economic pathway that he said was a precondition for peace. Neither the Israeli nor Palestinian governments are attending the event. In Gaza on Tuesday, Hamas and its rival Fatah movement of President Mahmoud Abbas convened a gathering of leaders and activists in a rare show of unity to voice their rejection of the Manama conference. Hamas chief Ismail Haniyeh criticised Arab states participating in the workshop, which 300 delegates including Israeli and Palestinian businessmen are attending. The conference aimed to finish off the Palestinian cause under the cover of economic and financial benefits, he said. “The (Palestinian) people, who have been fighting for one hundred years, did not commission anyone to concede or to bargain. Jerusalem is ours, the land is ours, and everything is ours,” Haniyeh said. Although US allies Saudi Arabia and the United Arab Emirates discreetly support the plan, several Arab states, such as Lebanon, have stayed away while others including Jordan and Egypt, the two Arab nations that have reached peace with Israel, have sent deputy ministers. The presence of Sunni Muslim Gulf states in Manama showed some want to encourage closer ties to Israelis - with whom they share a common foe in Shia Iran - that have largely been under the table, said David Makovsky, a USbased Middle East expert attending the event. “(But) it’s clear they won’t bypass the Palestinians and do anything they don’t want,” he told Reuters news agency. Washington hopes wealthy Gulf oil producers will bankroll the plan, which expects donor nations and investors to contribute $50bn to Palestinian and neighbouring Arab state economies. But the “economy first” approach toward reviving the moribund peace process could be a hard sell as the political details of the plan, almost two years in the making, remain secret. On Tuesday, Riyadh reiterated that any peace deal should be based on a Saudi-led Arab peace initiative that calls for a Palestinian state drawn along borders which predate Israel’s capture of territory in the 1967 Middle East war, as well as a capital in East Jerusalem and refugees’ right of return - points rejected by Israel. Kushner said on Monday the plan would not adhere to the Arab initiative. It is not clear whether the Trump team plans to abandon the “two-state solution”, which involves the creation of an independent Palestinian state living side-by-side with Israel. The United Nations and most countries back the two-state solution, which has underpinned every peace plan for decades, but Trump’s team has consistently refused to commit to it. Any solution must settle longstanding issues such as the status of Jerusalem, mutually agreed borders, Israel’s security concerns, Palestinian demands for statehood, and the fate of Israel’s illegal settlements and military presence in territory where Palestinians want to build that state. Palestinian leaders are refusing to engage with the White House, accusing it of pro-Israel bias. Breaking with the international consensus, Trump in 2017 recognised Jerusalem as Israel’s capital, infuriating the Palestinians and other Arabs. The IMF says unemployment stands at 30 percent in the West Bank and 50 percent in Gaza, the economy of which has suffered from years of Israeli and Egyptian blockades as well as recent foreign aid cuts and sanctions by the Palestinian Authority, Hamas’s rival in the Israeli-occupied West Bank. Among the 179 proposed infrastructure and business projects is a $5bn transportation corridor to connect the West Bank and Gaza, according to documents reviewed by Reuters. Some of them have been floated before and stalled for lack of underlying political or security agreements. “The economic vision has to be linked to resolving the entire conflict, and this doesn’t bring the Israelis and Palestinians any closer together. So I’m not optimistic this plan can materialise anytime soon,” Makovsky said. Even at a break between sessions in Bahrain, differences between the two sides of the Israeli-Arab divide could be seen. Israeli businessman Shlomi Fogel was in conversation with a UAE businesswoman. Asked for their views on Kushner’s approach of tackling economic issues first, Shlomi said: “If we wait for the politicians, it will take forever. We could do parts of this economic plan with the right support.” The Dubai-based businesswoman suggested, however, that the plan was too ambitious to be put into effect anytime soon. “There were efforts like Oslo that didn’t work out - and that was because of the Israelis,” she said. “You can’t assume the economics will work if the politics don’t move.”

After a long spell of portentous silence broken only by a few agitated whispers, the cultural establishment of the Yoruba nation would appear to be speaking up finally in a coherent voice on the perceived expansionist agenda by migrant killer herders, if the flurry of statements last weekend by the Ooni of Ife and the Aare Onakankafo (the native war generalissimo) is enough clue. Without mincing words, Oba Adeyeye Ogunwusi declared a royal fatwa in Ile-Ife on the sneaky herders believed to have infiltrated the Yoruba forests in their thousands and, fairly on daily basis, are increasingly making life a total nightmare for subsistent farmers, sowing fear of rape in defenseless women and dispensing summary execution by AK47 to hapless commuters on key highways in the Yoruba heartland. What lends Ojaja II’s stern message more pungency is that it was delivered to a visiting five-star royal father from the Arewaland, the Emir of Borgu, Alhaji Muhammed Dantoro. Much earlier, elder statesman, Chief Olu Falae, was not only beaten up and kidnapped for days, his farm was torched by another group of herders in Akure outskirts, just as the “territorial integrity” of Professor Wole Soyinka’s literary redoubt in “Ijegba forest” in Ogun was similarly breached in another episode. Last week, son of the immediate past health minister, Professor Isaac Adewole, only regained freedom three days after being kidnapped from his farm in Ibadan. Seasoned journalist and publisher of The Cable, Simon Kolawole, added to the unending tale of woes last weekend with a pathetic story of how a friend of his had his cashew farm mindlessly destroyed in Kwara. The vandals were not content with having their cattle ravage the land and savage the crops, they, in an extraordinary act of wickedness, proceeded to set the entire three acres of farm on fire. Against this backcloth, I think the good news from the interaction of the Ooni and the visiting Borgu emir is the expression of a shared belief by both parties that the menace of killer herders now constitutes not just a threat to Yorubaland but also the entire nation, hence a commitment to join a collective search for solution. For, truth be told, the entire Arewaland is no less besieged by the same killer gangs, with even a traditional chief in President Muhammadu Buhari’s hometown in Katsina already clocking more than forty days in captivity after being seized from his home. Left to OPC, it is doubtful if the combined forces of these evil herders can survive a day or two of pitched battle across the Yoruba forest. But when things get too hot for them to bear, the natural option left for these bandits would be to slip into states like Edo, Kogi and Kwara whose borders are contiguous with the South-West. What this simply underscores is the need for a holistic approach to solving the issue.
