of errors that were detected in it, many had thought that the President will consider assenting to it as a matter of priority, especially considering the urgency of the Act with regards to the 2019 elections. It is instructive to note the that the Independent National Electoral Commission (INEC) has already fixed September for the political parties to commence their primaries while the Electoral Act is the ground rule for the conduct of the elections. However, the President has yet to sign the Electoral Act, which the National

Assembly submitted to him on the day the lawmakers went on their annual vacation on August 2, before he (President) proceeded on his 10 days annual leave. It was expected that the leave would have given the President ample time to not only go through the bill but also make up his mind about it considering thje urgency of the Act to the nation’s electoral future. Incidentally, some members of the All Progressives Congress (APC) have called on the National Assembly to call short its annual break to consider the budget for INEC which was submitted

to it before it went on break. The importance of the Electoral Act cannot be over-emphasized as it is intended to deal with the issue of the Permanent Voter’s Card and the Card Reader, a very important aspect of the electoral Process that was introduced by the administration of former President Goodluck Jonathan which has become the major part of the system. Many had said that it is the introduction of the PVC and the card reader that have now made it impossible to rig elections and with the introduction

Doosuur Iwambe, Abuja Tributes from former United States presidents and across the political spectrum have continued to pour in for the late Republican Senator, John McCain, who died at the of 81 on Saturday. Former US President Barack Obama, who defeated McCain during presidential election on November 4, 2008 in the race to the White House, said they had shared a “fidelity to something higher”. Former President, George W. Bush described him as “a patriot of the highest order”. President Donald Trump, whom McCain had strongly criticized, tweeted his “deepest sympathies” to the McCain’s family but did not comment on his life. Former President George W. Bush, who was also a political opponent of McCain during the 2000 Republican Party primary election, lauded his career in serving the US, first in the military and second in the US Congress. According to Bush, “Some lives are so vivid it is difficult to imagine them ended. Some voices are so vibrant it is hard to think of them stilled. “John McCain was a man of deep conviction and a patriot of the highest order. He was a public servant in the finest traditions of our country. And to me, he was a friend whom I’ll deeply miss”. Former President Bill Clinton and his wife, Hillary, said in a statement: “Senator John McCain believed that every citizen has a responsibility to make something of the freedoms

given by our constitution, and from his heroic service in the navy to his 35 years in Congress, he lived by his creed every day. “He was a skilled, tough politician, as well as a trusted colleague alongside whom Hillary was honoured to serve in the Senate. He frequently put partisanship aside to do what he thought was best for the country, and was never afraid to break the mould if it was the right thing to do. “I will always be especially grateful for his leadership in our successful efforts to normalize relations with Vietnam. …” Also, former U.S. President, Jimmy Carter said: “John McCain was a man of honour, a true patriot in the best sense of the word. Americans will be forever grateful for his heroic military service and for his steadfast integrity as a member of the United States Senate”. McCain passed on Saturday night at 81after years of battling with brain cancer, his family announced. His family said the late Vietnam War veteran, who was hailed as a hero for spending months in enemy prison after being captured, recently demanded that his doctors should stop administering medication because his cancer had reached irrecoverable stage. McCain, a senator from Arizona, announced he had gioblastoma condition in July 2017, leading many to fear that he would not be around for much longer. News of McCain’s passing has elicited an outpouring of tribute and sympathy from Americans across the political aisle.

People testify to the respect he earned in the Senate by working across party lines, and is often described as a maverick. McCain has been absent from the Senate for the most part of 2018, and some media reports said he last voted on December 7, 2017. He had been confined to a wheelchair for several months. But his condition did not stop him from taking the political centre stage, especially by railing against what he saw as the excesses of President Donald Trump. It was gathered that the late Arizona Republican, had organized his funeral, and close associates had told the White House in May that he did not want President Trump to be invited. Instead, Vice President Mike Pence, who served with McCain in Congress, would be asked to attend the service, at the ceremony that would be held at the National Cathedral in Washington, D.C. Meanwhile, Pence, in a tweet on McCain’s death, said: “Karen and I send our deepest condolences to Cindy and the entire McCain family on the passing of Senator John McCain. We honour his lifetime of service to this nation in our military and in public life”. Speaker Paul Ryan also in a tweet said: “John McCain was a giant of our time – not just for the things he achieved, but for who he was and what he fought for all his life. He will always be listed among freedom’s most gallant and faithful servants”. Canadian Prime Minister, Justin Trudeau said: “Senator

2019 uncertainty: Low interest on bonds, others scare investors Motolani Oseni, Lagos Uncertainty surrounding 2019 elections, coupled with security concerns in different parts of the country and low interest rates on Federal Government (FGN) bonds, have all been linked to reasons investors are holding back their investments in the Nigeria’s Foreign Exchange (Forex) Market, investigations by The Daily Times revealed. For instance, Investors and Exporters (I&E) FX window on Monday 20, August, 2018, recorded transactions turnover of $71.14 million before the official closure of the forex market for Eid-elKabir celebratin holidays, and also declared the same traded value at the close of trading activities on Thursday 23, 2018 when the market reopened activities. It, however, added a whopping $601.64 million turnover on the last trading day of the week, Friday 24, 2018, recording total transactions value of $743.92 in just three days trading in the I&E FX window. But The Daily Times observed that this feat was achieved following the Central Bank of Nigeria (CBN) injection of $543.22 million into the interbank forex market between Thursday and Friday.

Reacting to this development in an exclusive chat with The Daily Times, on Sunday, President, Association of Bureau De Change Operators of Nigeria (ABCON), Alhaji Aminu Gwadabe, explained that investors are holding back their investment due to elections’ anxiety, among many other economic factors. He said: “I think due to elections anxiety, security concerns, low interest rates on government bonds, investors are holding back their investments and with some disinvesting their investments.” Speaking on the continuous injections into the forex market by the apex bank, Alhaji Gwadabe said: “The CBN is being proactive by their intervention to ensure continuous liquidity in the market and price stability. “I believe it is temporary, as the market will revamp as soon as sanity is return in our politics and improved security. Nigeria still remains an important destination and market for foreign investment”. Meanwhile, the CBN stepped up dollar sales on the last trading day of the week under review, after it auctioned the US and Chinese currencies the previous week in a bid to alleviate shortages and ease pressure on the naira. The bank explained that it sold a total of $543.22 million on the interbank market and another 63.21

million yuan ($9.20 million) to settle letters of credit denominated in the Chinese currency via spot and forward contracts. The Acting Director, Corporate Communication Department of the CBN, Mr. Isaac Okorafor, said: “The bank remains committed to maintaining the country’s external reserves to safeguard the international value of the naira.” At Thursday’s trading, the bank offered the sum of $100,000,000 as wholesale interventions and allocated the sum of $55,000,000 to the Small and Medium Enterprises (SMEs) forex window. Also, the invisibles window, which caters for customers requiring forex for Business and Personal Travel Allowances, tuition and medical fees, among others, received $55 million. Similarly, on Friday, the bank injected the sum of $323.22 million into the interbank retail Secondary Market Intervention Sales and sold a total of CNY 63.21 million in the spot and short-tenored forwards, arising from bids received from authorised dealers. He reiterated the bank commitment to maintaining the country’s external reserves to safeguard the international value of the Naira in line with the bank’s mandate. The President, who stated this on Sunday while declaring open the 58 Annual General Conference of the Nigerian Bar Association (NBA), in Abuja with the theme: “Transition, Transformation and Sustainable Institutions,” noted that the apex court has had cause to adopt a position on this issue in this regard. He stressed that the rule of law can only be optimally practiced in a peaceful environment, hence lawyers and all Nigerians must contribute to the achievement of peace and security in the country. The President was emphatic that the “Rule of Law must be subject to the supremacy of the

nation’s security and national interest”, adding that “where national security and public interest are threatened or there is a likelihood of their being threatened, the individual rights of those allegedly responsible must take second place, in favour of the greater good of society”. He commended the association for its theme, “Transition, Transformation and Sustainable Institutions”, which he said, is not only apt in the light of the contemporary domestic and global challenges faced today, but a demonstration of “the willingness of the NBA to address issues, not only related to the immediate practice of law but more importantly, to solutions of wider society’s problems”. President Buhari said his government has taken various measures to bring about speedy transformation of the Nigerian nation, both economically and otherwise but its efforts is being hindered by the activities of

some few individuals he claimed are highly corrupt. “While we have made appreciable progress in several sectors, including public awareness of the need to challenge the corrupt and the brazen in our midst. On the sale of Chinese Yuan (Renminbi), Mr. Okorafor disclosed that it was in line with the CBN guidelines, which stipulate that it would be for the payment of Renminbi denominated Letters of Credit for agriculture as well as raw materials. While also noting that availability of the Chinese currency would ease pressure on the Nigerian foreign exchange market, he attributed the relative stability in the foreign exchange market to the intervention of the CBN as well as the sustained increase in crude oil prices in the international market. He further pledged that the bank

would ensure that the requirements of customers in all sectors of the foreign exchange market are guaranteed access to required foreign exchange. Meanwhile, $1 exchanged for N360 at the Bureau de Change (BDC) segment of the foreign exchange market, while CNY 1 exchanged for N53.17. However, dollar liquidity has been shrinking as a result of capital reversals after the US Central Bank started to raise interest rates this year. The Daily Times checks, however, showed that the nation’s external reserves currently stood steady at $46.128 billion against $46.373 billion recorded on Friday 17, 2018, represented a decline of $244.441 million in one week.

Zoonotic TB becoming more prevalent in North-East, expert warns Tom Garba, Yola

An expert in tuberculosis and leprosy control in Adamawa State, Dr. Steven John, has alerted that a strain of tuberculosis, otherwise known as Bovine or Zoonotic Tuberculosis is becoming more prevalent in the North East, especially in Adamawa, Jigawa, Gombe and Yobe states. According him, research has confirmed the high prevalence of Zoonotic TB in different zones of Nigeria, but that the scourge is more prevalent in the North East zone. He also disclosed that the disease is transmitted through contaminated meat. John, who is the executive secretary of the Adamawa State Agency for the Control of Aids (ADSACA), revealed that the best strategy of managing zoonotic TB is through the partial or total destruction of the infected animals, mostly cows. He advised governments at various levels to adopt measures such as paying ranchers or herders whose cows are diagnosed with Zoonotic TB

as the only way to totally control of the spread of the disease in the country. He said, “Zoonotic TB infects humans just like the usual human TB through the same way of transmission but poor response to convenient antiTB treatment. I personally have been invited by veterinarians to the Jimeta abattoir to palpate cow meat infected with TB. Zoonotic TB is real and on the increase the world over.” He added that the only way out is to embark on constant health education on Zoonotic TB and ensure that all meats are properly cooked. “Ensure that meat is inspected before purchase and consumption. Observe well, if you see a meat with bubbles and white spots, it means the beef is infected with Zoonotic TB,” Steven stated. John also stated that the disease poses a serious threat to the nation’s health status, “as Zoonotic TB treatment is deviant and can last between one-nine months not like the normal TB which treatment only last for six months. He said, “Let’s join hands to fight all forms of TB; it kills, it is on the rampage”.

Lagos re-opens Third Mainland Bridge after integrity test Ladesope Ladelokun, Lagos

The Lagos State Government has announced that the Third Mainland Bridge which was temporarily closed for investigative maintenance test has been re-opened to motorists and other road users. The bridge was re-opened on Sunday at about 5pm.

The state government, in a statement made available on Sunday by the Permanent Secretary, Ministry of Transportation, Dr. Taiwo Salaam, said the decision to re-open the bridge earlier than announced followed the completion of the test by engineers. The government also thanked motorists

and residents for their cooperation and patience while the closure lasted. The Lagos State in partnership with the federal government had temporarily shut the bridge for the investigative maintenance test with the closure initially scheduled to last from midnight of last Thursday to midnight of Sunday.

All political leaders are corrupt, Ojudu alleges Special Adviser to President Muhammadu Buhari on Political Matters, Babafemi Ojudu, has declared that all political leaders in the country are guilty of corruption. Ojudu explained that there are many corrupt leaders in the country who are playing the diversionary tactics to cover up their bad deeds. He said that rather than demanding for money to vote on Election Day, the electorate should be asking for transparency and accountability in government from their leaders. “They (poor masses) have the great idea of what to do for them to lift them out of poverty but they are standing right before you and said look, money before we vote for you into power. “And they never asked you where do you get the money you are giving them from and when you get to the power you goofed. “The same resources that you could have been left to take care of them, you would now take it back to pay those you have borrowed money from or to replenish the commodity you have sold to buy their votes. “These things are wrong but all of us must stand together and decide to make this country a better place because we have no other place to go,” he added.

Akpabio losses bid to retain leadership of APC in A’Ibom Doosuur Iwambe , Abuja Stakeholders of the All Progressives Congress (APC) in Akwa Ibom state have foreclosed the chance of the former Senate Minority Leader, Senator Godswill Akpabio, emerging as the leader of the APC in the state. Reports have it that the state working committee and stakeholders of the party resolved at a meeting held August 24 in Uyo, that the state caucus Chairman of the party, Atuekong Don Etiebiet should continue as leader of the party in Akwa Ibom state. Atuekong Etiebiet is a one- time minister of petroleum and national chairman of the defunct ANPP. The Dally Times gathered that the decision to have Etiebet as leader of the party was sealed after the meeting on Saturday which was attended by Senator John Udoedehe, Group Captain Sam Enwang (rtd), Obong Nsima Ekere, Mr. Umana Umana, Obong Rita Akpan. Some state based newspapers had reported that there was furore in the party when the National Chairman of the APC, Comrade Adams Oshiomhole pronounced Akpabio leader of the party in Akwa Ibom state during his reception into the party on August 8, in Ikot -Ekpene. A caucus member of the party told reporters in Uyo, that many stakeholders would have left the party if Akpabio had insisted on leading the party in the state, saying the resolution was a saving strategy to forestall more defections from the party. Since Akpabio joined the APC, some stakeholders among whom, a former governorship aspirant, Dr. Udoma Bob Ekarika, the immediate past state Deputy Chairman of the APC, Obong Emmanuel Udoh, and youth leaders of the party from Ikot -Ekpene Senatorial District have defected to the PDP. The caucus member said Akpabio’s real motives for joining the APC is yet to be known.

Short News I won’t repeal anti-open grazing law if elected gov - Jime Managing Director, Nigerian Export Processing Zones Authority (NEPZA), Emmanuel Jime, who is aspiring to be Benue state governor in 2019, says he will not repeal the anti-open grazing law if elected. “There are rumours that I plan to repeal the Open Grazing Prohibition and Ranches Establishment Law if given the mandate to rule Benue state. This is not true,” Jime, who is seeking the APC ticket for the contest, told party officials when he visited the party’s secretariat in Makurdi. Jime recalled that he was the first Benue legislator to move a motion on the floor of the House of Representatives in 2011, seeking the adoption of ranching as a modern way of breeding cattle. “I will not tamper with the law; I will rather show more sincerity in its implementation. I won’t politicise it,” he said.

Farmers laud CBN’s credit policy, call for effective implementation, monitoring Farmers across the country have applauded the nine per cent interest rate credit policy of the Central Bank of Nigeria (CBN) to the agriculture sector, saying it will help boost production if adequately implemented. The African road to China

The African leaders’ journey to Beijing, for the Forum on China-Africa Cooperation (FOCAC) holding from September 3-4, 2018, actually began fifty three years ago. That was at the infancy of our independence. In 1960 alone, seventeen African countries gained independence. Tanzania became independent in 1961 and Zambia, four years later. Both faced the same challenges of development, lifting Africans out of poverty, and the underdevelopment foisted on them by colonialism. Also quite challenging to both countries, were the African liberation wars, especially in Zimbabwe, Namibia, South Africa and Mozambique; colonies being run by the racists in Salisbury (Harare), the apostles of Apartheid in Pretoria and Portuguese colonialists in Maputo. Newly emergent Zambia shared borders with all these countries, so it was quite vulnerable. Worse still, as a landlocked country, its economy, including its exports and imports, depended on the racist and Apartheid regimes. The liberationminded Presidents Mwalimu Julius Nyerere of Tanzania and Kenneth Kaunda of Zambia knew their countries must play frontline roles in the decolonisation and liberation process in those countries, and concluded that a railway line linking both countries, was an economic and political necessity. They turned to the European countries, beginning with Britain, to assist with the railway construction. They were turned down as did the then Soviet Union. Then, China was also an underdeveloped country, but out of frustration, Nyerere during his February 1965 visit to China, raised the issue and surprisingly, China committed itself. In a follow up visit by Kaunda in June 1967, China agreed to the construction. Then Chinese leader, Chairman Mao Tse-Tung said given the need for total African liberation and development, China would build the

railway, even when it meant his country suspending some of its own development projects. Three months later, the three countries signed the agreement for the 1,860 kilometre Dar es Salaam to Kapri Mposhi (Zambia) railway. The survey and design, which began in May, 1968, took nine months and involved technicians and staff, walking from Tanzania to Zambia. It was funded by an interest-free loan of 988 million RMB Yuan from China. The technologically challenging construction which began in October 1970, was across some of the most difficult terrains on earth, spanning valleys, drifting sands, rivers, the Udzungwa Mountains, the Mbeya Plateau and dense, virgin forests full of wild animals, including lions and elephants. It required the construction of 320 bridges, 22 tunnels and 93 stations. Over 50,000 people worked on the construction, including 16,000 Chinese, and its total cost was $500 million. Most significantly, it cost the lives of 64 Chinese and 96 African workers. The first Chinese casualty was Mr. Zang Mincai, who was stung by bees in the forest. So involved was the Chinese leadership, that its famous premier, Zhou Enlai sent top Chinese professor, Wu Jieping to treat Mincai, but he passed on – a martyr to African-Chinese friendship (Rafikir in Swahili). The Chinese casualties were buried on African soil, in Gongo la Mboto, near Dar. The construction was completed in July 1976. Thus was born the Tanzania-Zambia Railway line better known as TAZARA or the Great Uhuru Highway. Uhuru in Swahili means freedom; that was how Zambia, Tanzania and much of Africa saw the rail project. Previously, railways had been built in some Africa countries but they were primarily by the colonialists, to move looted African raw materials and cash crops from the hinterland to the ports for shipment to Europe and America.

In contrast, the TAZARA was built on commitment and solidarity. It was an ode to African-Chinese friendship, signed with the mixed blood of Chinese and African labour. The TAZARA is also the signpost to next month’s China-Africa Cooperation Summit built around the Silk Road Economic Belt and the 21st-Century Maritime Silk Road (Belt and Road) project between China and Africa, the United Nations 2030 Agenda for Sustainable Development and the Agenda 2063 of the African Union. Not unexpectedly, railway development remains a major component of Chinese cooperation with Africa. A TAZARA-like project is the 754-kilometre Addis Ababa-Djibouti standard gauge line which links landlocked Ethiopia with the Djibouti port of Doraleh. Opened on January 1, 2018, 95 per cent of Ethiopia’s trade passes that corridor, while the latter accounts for 70 per cent of activities at the Djibouti port. Much of the Nigeria-China development projects are also railwaybased. The Chinese-built Abuja-Kaduna Railway was opened in July 2016; the Abuja Rail Mass Transit was opened in July 2018; while the Lagos-Ibadan rail is on-going. The Chinese are also building the Lekki Deep Water Port in Lagos and expanding the Nnamdi Azikiwe International Airport in Abuja. A major step in Nigeria-China relations is the Naira-RMB currency swap, which enables both countries bypass the internationally-dominant American dollar. For the 2018 FOCAC Summit, with the theme “China and Africa: Towards An Even Stronger Community With A Shared Future Through Win-Win Cooperation”, Nigeria’s focus include the construction of the 614 kilometre Ajaokuta-Kaduna-Kano (AKK) pipeline project designed to enable gas flow

from the East, West and North. It has a projected 24-month construction period. Without doubt, the FOCAC has been quite beneficial, but Africa can get better mileage by collectively coordinating its activities with China, rather than engaging mainly in individual negotiations. Africa should also be Chinalike in transforming from dependency to self-sustenance. For instance, the African technicians and workers who were fully involved in the construction of the TAZARA, should have been built into the nucleus of a railway construction and development movement in Africa; that is what China would have done had it been in our shoes. African leaders also need to learn from the Chinese elite who are focused, programmatic, result-oriented, patriotic, people-centred and for whom, generally, the law is no respecter of status, beliefs or origins. Also, we need to learn from China which concentrates on programmes and projects that benefits the most people, such that it lifted 700 million Chinese out of poverty within a short period, making it the world’s model. Also, unlike the West, China is not domineering and overbearing; it does not decree that its enemies must be our enemies; it does not ask its allies to join its turf battles. In contrast, when the Americans are fighting other countries such as its on-going dispute with Turkey and Iran, it insist that other countries join its economic sanctions, or be punished. China also teaches Africa that human circumstances and the world order can be changed not by threats, but in practice; its fundamental role in building the BRICS and its Silk and Road coalition are in practice, laying for a New Economic World Order. Unlike our colonial and neo-colonial experience, the Chinese have taught us that a candle does not lose its brightness by lighting other candles, rather, it makes the world brighter.

Budgeting and the demand for evidence

The 2018 federal budget continues in the trajectory of previous budgets. It is a long list of programmes and projects, not necessarily tied to any order through systematic coherence, which leads to predetermined sectoral outcomes. It is a continuation of the norm based on the “muddle through” approach to budgeting. This discourse seeks to analyse the defining challenges inherent in the muddle through budgeting approach, using a key sectoral perspective. There are critical challenges with budgeting in Nigeria and these resonate more in the overall health sector, primary health care and maternal, new born and child health (MNCH) subsectors. The first is that there is hardly a good link between laws, plans, policies and budgets. The second is the idea of failing to learn from practice and refusing to draw the right lessons from previous experience. The third is about working without taking cognisance of available evidence or refusing to collect, collate and analyse evidence to inform budgetary action. The foregoing leads to a budgeting process which repeats the same mistakes, year after year, and insists on the continued mistakes (which have now crystallised as “normal practice”). On the other hand, both the crafters and implementers of the budget expect results different from previous results every year. A new result in such a situation of refusing to change and continued refusal to be led by evidence is an outright factual and legal impossibility! On the first challenge, it is admitted that the Constitution of the Federal Republic of Nigeria 1999 (as amended), as the grundnorm, did not make specific provisions on the right to health or the governance of the health sector, except in its Schedule Four, which elaborates the functions of a local government established

under S.7 of the Constitution. In paragraph (2) (c) of Schedule Four, it is stated that: “The functions of a Local Government Council shall include participation of such Council in the Government of a State as respects the following matters – the provision and maintenance of health services.” However, other laws and policies and actual practice have identified the roles of different stakeholders and tiers of government. Extant practice, which is recognised in the National Health Act 2014 and the National Health Policy of 2016, is that the federal government, through the Federal Ministry of Health, is more of a policy maker and runs tertiary and specialised health institutions. The state governments run secondary health care, as well and tertiary hospitals, mostly attached to state owned universities as teaching hospitals. Local governments, on the other hand, are charged with primary health care (and most MNCH services are delivered at the PHC level), even though the States seem to cover the field through their dominance, usurpation and management of local government finances and affairs. The expectation is that in consideration of the fact that the budget is a law, the National Assembly should stick to the foregoing division of labour in the enactment of federal budgets. However, the federal budget is suffused with votes, especially constituency projects focused on PHC, thereby dabbling into the role of local governments and States. Thus, federal health budgets are distracted from addressing the priorities identified in national plans and policies. The Federal Government of Nigeria (FGN) can only pay for the capital components of PHCs and thereafter hand them over to state and local governments to run through their continued incurring of

recurrent expenditures and overheads. Without agreements or Memoranda of Understanding between federal, state and local governments on the construction and management of the PHCs, many federally constructed PHCs have not been put to use. Yes, the buildings are standing and sometimes taken over by weeds and rodents, but no service is delivered to the people. Thus, money has been spent but no value is added and no benefit derived. The National Primary Health Care Development Agency has set approved minimum standards for PHCs in Nigeria. The standards are in health infrastructure, human resources for health and service provision. The human resources include a midwife or nurse midwife, two community health workers, two junior community health workers, four support staff/health attendants and two security personnel. The infrastructure demands include a detached building with at least five rooms, walls and roof that are in good condition, with functional doors and netted windows, and seperate but functional male and female toilet facilities with water supply within the premises. It must have a sanitary waste collection system, connected to the national grid and other regular alternative supplies of power, with staff accommodation provided within the premises – two bedroom apartments. Appropriate medical equipment and furnishing are also to be in place. The services to be rendered include MNCH, family planning, health education and promotion, curative care for malaria, oral health, etc. The natural expectation is that since most of the PHCs in the states do not meet up to the prescribed standards, the bulk of federal funding should have gone to bringing them up to speed,

instead of starting new PHCs afresh. This is what adherence to laws, plans and policies demand. In some instances, in one year and in one state, as many as 20 brand new PHCs are to be paid for by the federal budget. The implication is that the state and local governments are expected, after construction, to hire new personnel to run the PHCs and this expectation comes to play without prior consultation with the state and local governments by the legislator representing the constituency or the Federal Ministry of Health. In essence, the state or local government is expected to provide millions of naira every month without a prior provision in its budget. Again, there are too many projects inserted into the budget which cannot be accommodated under available funds. The available resources are therefore spread too thin and in such a manner that they will not produce good results. This sets the stage for abandoned and poorly constructed projects, while value for money is compromised and budgetary resources are wasted. Communities are hardly involved in project selection and, at the planning stage, leading to little or no involvement and absence of community ownership. Such projects without community participation are bound to fail. Pray, who identified the PHC as a community priority? In the challenge of failing to learn from practice and refusing to draw the right lessons from previous experience, the foregoing arrangements entrenched in PHC constituency projects did not work yesterday, it will not work today and will not work tomorrow. But who cares? Who is listening? It is like a state of automatism – we must continue repeating the failure and wasting the resources.

Editorial Commentary Kofi Annan: In service of the world

Times Guest Columnist Ejeviome Eloho During his tenure as secretary general, Kofi Atta Annan frequently reminded the world that “there could be no development without peace, no peace without development, and neither peace nor development without human rights”. That perspective embodied his deep aspirations for global peace and prosperity but, paradoxically, also reflected the bitter lessons of experience learnt in many conflict-afflicted zones in the world, not least the Rwanda and Srebrenica genocides in the 1990s, which occurred during his tenure as the Head of UN Peacekeeping Operations. Kofi Annan’s contributions to peace and security were wide ranging: Encompassing efforts to discourage needless conflicts, support peace operations, create or nurture institutions for peacebuilding, and develop norms and policies to promote inclusive development. Annan had presciently opposed the U.S. and U.K. invasion of Iraq in 2003. Ahead of the invasion, during a meeting with visiting high-level British officials in New York, Annan was pressed hard to abandon his position and insistence on a Security Council resolution. Annan held his grounds, prompting Adam Thomson, then United Kingdom’s deputy permanent representative, to quip, “SG, the coalition will proceed with or without U.N. support,” to which Annan retorted: “Ambassador, there comes a time when delusion meets with reality.” Today Annan’s position stands vindicated. Annan, unlike Boutros Boutros Ghali, was not steeped in African politics, but his commitment to durable peace on the African continent was immense, a fact reflected in his 1998 landmark report on the Causes of Conflict and the Promotion of Durable Peace and Sustainable Development in Africa. Annan oversaw the massive peacekeeping deployment in response to rising conflicts in Africa, with about fifty per cent (7 of 15) of U.N. peacekeeping operations and about eighty per cent of U.N. personnel (69,238 of 87,764) deployed in Africa at the end of his tenure in 2006. Even after he stepped down as secretary general, Annan showed his commitment to promoting democracy and good governance in Africa, most notably by mediating between the parties to the post-election violence that erupted in Kenya in 2008. He also pushed hard for political reforms in Zimbabwe, but not regime change sought by Western nations. Annan successfully canvassed for “humanitarian intervention”, as a possible preemptive alternative to peacekeeping; though some suspected it was a policy not born of personal conviction, but as a safeguard against the repeat of mistakes such as those in Rwanda and Srebrenica. Annan bought into the concept of “sovereignty as responsibility,” which gained impetus in 2001, well after Nelson Mandela publicly warned his fellow African heads of Sstate during the 1998 Organisation for African Unity

(OAU) Summit in Ougadougou, Burkina Faso, that “Africa has a right and duty to intervene to root out tyranny.” The resultant policy was the legitimisation of the “responsibility to protect,” which though salutory, had a detracting flipside; most Africans worried that “responsibility to protect” would give carte blanche to meddlesome global powers. Inspired by fundamental principles of the United Nations Charter, in particular the notion of “promoting social progress and better standards of life in larger freedom”, Annan launched a number of human security initiatives to help people stricken by disease, poverty and war. The Global Fund for AIDS, Tuberculosis and Malaria stands as a testament to his effort to mobilise global response to tackle the scourge of these three diseases around the world. The Millennium Development Goals (MDGs), agreed at the 2000 Summit, was yet another initiative designed to fight poverty, which was the first of the eight goals. The establishment of the UN Peacebuilding Commission, whose creation Annan described as “filling the gaping hole,” in the institutional framework for postconflict reconstruction and development, represented an important step in galvanising international support for countries emerging from conflict. Annan realised much earlier than many that in an era of globalisation, a strong partnership with the private sector was required to make progress on many public policy issues. This provided the impetus for his advancing the idea of the Global Compact, which aimed to encourage global corporations to embrace principles relating to the promotion of labour standards, respect for human rights, protection of the environment, and combating corruption. Annan himself declaimed in a 2000 report that “weaving universal values into the fabric of global markets and corporate practices will help advance broad societal goals while securing open markets”. It is broadly acknowledged that “policy is most often limited less by some objective reality than it is by conceptual barriers of a stateman’s immagination.” The breadth and scope of policy initiatives launched by Annan and efforts exerted by him in the area of peace, development and human rights showed that he understood fully the dynamic nexus between these issues. But more importantly, he appreciated that the countries of the world must act in concert to achieve peace and prosperity. It is not for nothing that Annan has been described as a diligent man of peace. It is an accolade well-deserved and affirmed by the Nobel Peace Prize awarded to him in 2001. Yet, when things went wrong – and they did occasionally – and UN member states sought to lay blame on him, he was never bashful of self-deprecation; saying often that “SG”, the acronym for his secretary-general title, was a sobriquet for “scapegoat”.

OUR POSITION Daniel, Emepueaku: Need for presidential handshake, national awards Two security guards, Achi Daniel and Francis Emepueaku that found and returned huge amounts of dollars and other valuables to the owner at Murtala Muhammed International Airport (MMIA) in Lagos have received accolades across the country and beyond. Apart from the guards, Dr. Banji Oyegbami, who spoke of their good deeds, also need to be celebrated. When he wrote that his ‘hope is not lost’ on social media, little did he know that he was heralding the fortune and integrity of two Halogen Security guards for doing what is uncommon in Nigeria. Dr. Oyegbami, a medical doctor’s practical experience at MMIA, started on August 18, 2018 when he went to the airport with his driver to pick up his very close friend and his wife that arrived from Atlanta United States of America on board Delta Airline. They parked their car on the first floor of the new multi-level building car park and loaded their bags into the boot of the vehicle while his friend’s wife out of excitement forgot her handbag on the trolley and drove off. They journeyed for about one and a half hours in terrible traffic without realising that the woman’s handbag was not in the car when they received a phone call from the woman’s daughter in the US. They went back to the airport to meet the security guards of Halogen Securities as Mr. Achi Daniel found the bag and gave it to his supervisor, Mr. Francis Emepueaku, as lost but found items. The woman cross-checked items in the handbag and confirmed that the items were complete with iPhone, large sums of dollars in labeled envelops sent through her to people in Nigeria, wrist watches she planned as gift items and other documents and valuables were intact. Unlike some Nigerians, Daniel, who said that he had worked in the Federal Palace Hotel in Lagos in the past, explained that he had returned sums recovered in the cause of his duty to their owners before now. He insisted that the contents in the bag was never attractive to him, but lamented that some people close to him were already making jest of him for returning the contents in the bag. He, however, said that he was never discouraged by their mockery. He said: “If the money was in multi-millions of foreign currencies, I would still have returned it. I saw the bag on a trolley and I said to myself that somebody must have forgotten it there; it was not padlocked and without opening it, I went to the ground floor with the bag to meet with my supervisor. “Inside the bag, I saw a mobile phone, jewelries and huge amount of money in dollars and several other documents. At that point, we went straight to the manager’s office who now put a call through to somebody in Atlanta Georgia, who happened to be the daughter of the owner of the bag. “When they returned, they were jittery that some of the items in the bag may have vanished, but after cross-checking it, she discovered that everything was intact and the family attempted to give us some amount of money as a form of appreciation, which we rejected, telling them that we were doing our job. “It never crossed my mind to steal the money and I wouldn’t have done that because it wasn’t my first time of finding such and returning to the owners. No amount of money would make me to take what doesn’t belong to me. I believe my own time will come and at the right time”.

Daniel, a widower, with four children, believes that only God will reward honest people no matter how long it takes. It is very rare especially in the country at this difficult times for someone to see huge amounts of money not in local currency and hand it over to the owner. But despite the fame and rewards both guards are enjoying presently, many Nigerians are of the view that more needed to be done, especially from President Muhammadu Buhari. Others are of the view that Mr. President owes them an invitation to the Aso Villa because of their show of love and demonstration of high level of integrity which is rare these days The two guards have changed the narrative of certain negative image of Nigeria abroad. Their singular action, which has drawn world attention, remains commendable and should be appreciated by all in order to encourage others that honesty pays. Though the duo were given N500,000 by the management of Halogen Securities, President Buhari should not end the recognition with just writing commendation letters to the duo. We wish to state with high sense of responsibility President Buhari should invite the two guards to Aso Rock for a presidential handshake in order to tell Nigerians and indeed the world that it is a new dawn in the land. We are of the opinion that Daniel and Emepueaku should be given National Awards for the exemplary conduct they have played in telling the world that despite the hard economic situation in Nigeria and poor financial background, there are still honest citizens

NEMA, NMA partner on disaster, medical assistance Joseph Inokotong, Abuja The National Emergency Management Agency (NEMA) and the Nigerian Medical Association (NMA) have commenced a process of partnership to strengthen the provision of quick and appropriate emergency medical assistance to disaster victims in the country. Already, a Bilateral Technical Working Group (BTWG) has been established between NEMA and the NMA to draw up details of the working relationship. Director General of NEMA, Engr Mustapha Maihaja who led

management staff of the agency to meet with the national executives of the NMA in Abuja at the weekend identified the imperatives for the partnership to actively engage members of the association in addressing gaps in the provision of medical supports in the aftermath of disaster incidents. He said though there were a number of medical personnel in NEMA, response to disaster situations would always require more professionals “to guide and direct us appropriately.” A statement issued by the Head, Media and Public relations, NEMA, Sani Datti quoted the Director General as saying the partnership with

the NMA would avail the services of specialists in various medical fields to deal with situations such as malnutrition among Internally Displaced Persons (IDPs), deployment of First Aid by emergency workers and advocacy against environmental health issues among others. The national executives of the association led by the President, Dr. Francis Adedayo in discussion with the NEMA management noted that the partnership would enable them offer more services to the less privileged and those in distress in all the States of the Federation including FCT with specialist in all the categories of the medical profession.

Short News Deceased APC chieftain’s family says kinsman died of natural cause The family of the Late Mr Ernest Oduh, Chairman, All Progressives Congress (APC) in Ezza North Local Government Area has said that he died of a natural cause. Oduh, reportedly slumped while attending a crucial meeting with key stakeholders of the APC in Enugu State on Tuesday and was rushed to a hospital where doctors battled unsuccessfully to revive him. The younger brother of the deceased, Mr Sunday Oduh, made the appeal on Sunday in Ezza North during a condolence visit by one of the APC governorship aspirants for 2019 election in Ebonyi, Chief Austine Edeeze. Oduh accused some politicians from the area of politicising the death of their elder brother, thereby sending wrong signals to the public.

Nwoga, a governorship aspirant of APC, told newsmen on Sunday in Enugu that the process which allowed the party members to select their leaders was ingenious. He said that direct primaries would instil confidence and sense of ownership in members of the party unlike in the past when few individuals were involved in the selection of candidates. “This is an ingenious concept that APC has come up with in Nigeria’s politics. It gives the electorate the right to participate in the selection of their designated flag bearers,” he said.

Ex-police CP seeks capacity building for SARS operatives A former Commissioner of Police, Mr. Lawrence Alobi, on Sunday in Abuja, called for a robust capacity building on democratic policing for men of the Special AntiRobbery Squad (SARS). Vice President, Yemi Osinbajo, had on August 14, directed the immediate overhaul of the SARS. The directive was sequel to complaints by Nigerians on the alleged human rights abuse by men of the SARS. Based on this, Alobi said he is recommending to the police to organize a massive and robust capacity building training on democratic policing for men of SARS, adding that the police unit also requires training on human education and application

of emotional intelligence in law enforcement and policing. The former police officer said the type of government a country operates determines the style of policing. “The security agencies and personnel of the police should imbibe democratic norms and values in line with international best practices. The SARS officers must be given rules of engagement and be well funded to be able to face the challenging job they engage in to avoid being compromised,” he said. Alobi said the police was the most risky job in the country which required more incentives, insisting that “the more the risk the more the incentive should be. When they are well funded

the more they will perform”. He blamed human rights advocates in the country for emphasizing only the rights of the citizens while neglecting their duties to the country and therefore, advised citizens to be security conscious and to encourage security agencies to perform their duties. The former police commissioner added that SARS was basically established to fight violent crimes like armed robbery and kidnapping and also to intervene when the need arises. “The only important thing is for them to be supervised, given operational guidelines on what they should do and those they should not do,” he said.

The Ondo State Governor’s wife, Mrs. Betty Akeredolu, has distributed 400 Microsoft laptop computers to some girls on two weeks ICT and solar technology training in the state. Mrs Akeredolu made this known in Akure at the closing ceremony of the 2018 Summer Boot Camp 4 Girls Naija. She said she had never been more hopeful of a better Nigeria than this moment, seeing 400 girls ready to “change our story and make us more visible on the world map.” She said although the two weeks rigorous training in ICT, solar technology and lifeenhancing skills was over, the girls had many years of impacting the world and making it a better place. The governor’s wife said: “the baton has been placed in your hands; your race now begins”.

Gov Ahmed’s aide resigns, stays in APC The Special Assistant on Non-Governmental Affairs to Kwara state Governor Abdulfatah Ahmed, Mr Abdullahi Danbaba, has resigned his appointment, but will stay in All Progressives Congress (APC). Danbaba announced his resignation in a letter obtained by the News Agency of Nigeria (NAN) in Ilorin on Sunday, which was addressed to Gov. Ahmed through the Secretary to the State Government (SSG). According to him, the decision to resign the appointment is due to extensive and heart-to-heart consultation with the people of his constituency coupled with the issue created by the recent political re-alignment in the state and the country at large. He, however, expressed gratitude to the governor and President of the Senate Bukola Saraki for the opportunity offered him to serve the people of Kwara.

Obi of Onitsha wants politicians to rescue Nigeria Kingsley Chukwuka, Jos The Obi of Onitsha, Igwe Alfred Nnaemeka Achebe, has tasked all stakeholders, especially the political class to work hard to rescue Nigeria for Nigerians so that the citizens can reclaim the country that its founding fathers fought hard to build. He said that in rescuing Nigeria, politicians must stop playing party politics of religion and ethnicity, adding that it is a plague that is fast consuming the country. The Obi of Onitsha said this, at the weekend in Jos, while on a courtesy visit to Governor Simon Lalong at Government House. The monarch was in the state to attend activities to mark this year’s Anambra Day, in Plateau state. Answering questions from journalists shortly after the visit, the royal father said that the damage done by politicians who engage in tribal and religious politics has given rise to the call for a regional president.

“Nigeria does not need a regional president, but someone who will provide basic needs of life for the entire country without bias. “The country has being drumming songs of division through advocacy for an Igbo, Yoruba and Hausa president. This call will not get us out of our woes until there is a collective resolve to do away with ethnic and regional presidency. “It is a shame that we are talking about Igbo presidency, Yoruba presidency and Hausa presidency in this country. Nigeria should have a president that can best attend to the needs of all Nigerians, irrespective of where one comes from. “We need someone who will supply people with basic necessities of life, employment for our children, good roads, food in our stomach and good health services among others. “He should be able to provide the basic things that government provides; whether it is provided by an Igbo president or Hausa president, it does not matter.

“We need a president that will be a president for all Nigerians, not a president for one section or the other. If you say an Igbo president in 2023, he has to be a president for the whole of Nigeria. “I don’t believe in regional presidency; I don’t believe in Igbo, Yoruba or Hausa president. It sounds divisive; we want a president of Nigeria that is elected by all Nigerians to take care of the interest of all Nigerians without showing any bias, that is what we are looking for,” he stated. In his remarks, Governor Simon Lalong, said that Nigeria remains an indivisible entity under President Muhammadu Buhari and the country will remain stronger under his leadership beyond 2019. “Nigeria is one and it will remain one for everybody as long as we respect the customs and values of each other,” he added. Lalong said that the Igbos are contributing tremendously to the development of Plateau state by generating taxes which has helped to strengthen the state’s economy.

Short News Abia, World Bank begin census of erosion sites Sunday Nwakanma, Umuahia Abia State Government, in liaison with the World Bank has concluded plans to enumerate all erosion sites in the state. The state Commissioner for Environment, Dr. Aham Uko disclosed this to newsmen last Saturday after the state monthly cleanup exercise, adding that already the state governor, Dr. Okezie Ikpeazu has mandated him to ggo round the state over that. The state, he said is worried over the multiplicity of erosion sites caused by erosion across the state, especially in Umuahia, Aba, Ngodo Isuochi, and Uturu among others. NAF wants quick delivery of A-29 Super Tucano aircraft The Chief of the Air Staff (CAS), Air Marshal Sadique Abubakar, has appealed to the manufacturers of the A-29 Super Tucano attack aircraft, to expedite action on its delivery to Nigeria. Abubakar said this when Mr. Taco Gilbert, the Senior Vice – President of Sierra Nevada Corporation (SNC), manufacturers of the aircraft visited him in Abuja. The air force chief said a quick delivery of the aircrafts would enhance the Nigerian Air Force’s (NAF) operational capability for the swift conclusion of the counter-insurgency operations in the North-East. He commended the visiting delegation which included officials from the Office of Security Cooperation of the United States Embassy in Nigeria.

ASSAA to impound unregistered campaign vehicles Stories by John Ndu, Awka Anambra State Signage and Advertisement Agency (ASSAA) has issued a warning signal to all aspirants and political parties for the 2019 general election that soon the agency will begin to impound and confisticate branded vehicles that have not been cleared by the agency. Police raises the alarm over child stealing, parade 3 suspects The Anambra State Police Command has raised alarm over the current trend of child stealing in the state. The act which the command perceived as family business has some family members involved. The Police Command paraded Mr. Nonyelum Okakwu, aged 50 and his son, Master Chumezie Nwaeforu, age 13 years, for alleged involvement in child stealing at Okoti, Ogbaru Local Government Area of Anambra State. Also paraded for aiding the crime were members of the same family, Mr. Obiajulu Okwosa and Mrs. Nkemdilim Okwosa, who is the 4th member of the syndicate, is still at large.

Briefing newsmen in Amawbia against the backdrop, the Commissioner of Police in the state, Garba Umar, said the police received the report when one Jude Ebiowu ‘m’ of Okoti, in Ogbaru Local Government Area, reported at Ogbauru Division that his daughter named Nmachukwu Ebiowu, female, aged three years disappeared during a graduation ceremony at “The Light International School Okoti” and all efforts to find her proved abortive. “Investigation showed that on 22nd July 2018, the second suspect, Chumezie Nwaeforu, abducted one Chrismidi Udetore, aged 3 years and took the victim to his father, Nnoyelu Okakwu, who

usually send him to steal children with his bicycle which he purposely bought for him to lure children with using the same bicycle. “The same suspect equally confessed to have abducted the victim - Nmachukwu Ebiowu - from the Light International School, Okoti and handed her to his father, Mr. Okakwu, who equally took the child to the fourth suspect - Mrs Nkemdilim Okwosa of Oba Town, who is now on the run with the said child,” Garba narrated. The Police Commissioner said his officers searched the residence of one of the suspects now on the run and recovered four children whose ages

ranged from 3, 4 and 6. He added that the children had been taken to motherless babies’ home for safe custody while manhunt for the suspect is ongoing. Umar further urged parents whose children were either stolen or missing to report at the State Criminal Investigation and Intelligence Department (CIID) Awka for identification of those children already found. The Police Commissioner however assured Ndi Anambra that the command would continue to serve and protect all citizens with integrity and in accordance with internationally acceptable best practices.

Lawmakers seek restart of work on road projects in Ogabru, Orumba The member representing Ogbaru One Constituency in the Anambra State House of Assembly, Sir Benson Nwawulu, has appealed to Governor Willie Obiano to direct back to site the contracting firm handling G.M.O-OgbuaguMgbuka-Amaizu Road.

Sir Benson, who made the appeal during on Friday plenary, lamented that three children lost their lives few days ago as a result of the deplorable condition of the area. He lamented that if urgent steps were not taken to rehabilitate the road, it could cause more casualties.

Obiano’s wife braves rain to empower 990 persons in Ihiala, Ozubulu In open display of commitment to the welfare of the less privileged, the wife of Governor of Anambra State and founder of Caring Family Enhancement Initiative (CAFE), Chief (Mrs.) Ebelechukwu Obiano, braved the heavy rains last Tuesday to empower 990 indigent women, widows, physically challenged and children in Ihiala and Ekwusigo Local Government Areas. Mrs. Obiano personally distributed goodies to the 990 persons under torrential rains at Ihiala and Ozubulu as part of her ongoing empowerment tour of the twentyone local government areas in Anambra State. The 990 beneficiaries made up of forty persons per community include 770 persons from the fourteen communities in Ihiala and 220 persons from the four communities in Ekwusigo local areas respectively. Further breakdown of the beneficiaries shows that 180 indigent women, 180 widows, 270 physically challenged persons, 270 aged women and 70 children received various items like bags of rice, clothing for the aged, school bags containing Math set and exercise books for children, treated mosquito nets, and stipend to ameliorate their plight. Speaking to the crowd assembled at the respective Councils areas, Mrs. Obiano said that the objective of the empowerment is to reach out to the less privileged and ensure that every onye Anambra State is given a sense of belonging. She reaffirmed her commitment to the training and empowerment of women, widows and youths to be meaningfully engaged and be productive to the society. She further urged the beneficiaries to register with her NGO, CAFÉ to be trained in vocations like tailoring, bakery and confectionery or even beauty therapy and computer/telephone repairs etc, stressing that after training they would be given the necessary equipment and funds to start up their chosen enterprise, adding that students who have passed the requirements for higher institution can also be part of the programme. In a welcome remark, the Transition Committee Chairman of Ekwusigo Local Govrnment Area, Engr. Ikenna Ofodeme, said that Mrs. Obiano has set the standards for selfless service to mankind which has placed her in the hearts of Ndi Anambra and as mother to all. ANSG embarks on relocation of mentally challenged Stories by John Ndu, Awka Anambra State Government has continued massive relocation of mentally challenged people from the streets. This was in line with the directive by Governor Chief

Willie Obiano to clear the streets of mentally challenged persons. The Commissioner for Social Welfare, Children and Women Affairs, Lady Ndidi Mezue, who led other team to execute the directives, said the present administration placed premium on health and welfare of the people. Lady Mezue noted that Governor Obiano’s

administration had provided every necessary logistics to carter for their welfare. Few of the mentally ill persons that were picked up, were relocated to Nteje Home and other centres meant for the mentally challenged. It would be recalled that since the appointment of Lady Ndidi Mezue, as the Commissioner for Social Welfare, Children and

Women Affairs, over 15 raids have been carried out in the state. This had resulted in a number of identification and relocations to Nteje Home, where the wife of the Governor of Anambra State, Her Excellency Chief (Mrs.) Ebelechukwu Obiano, provided shelter and is making sure the inmates were rehabilitated and reunited with their families.

Anambra Central Senatorial seat: Ojukwu’s wife not anointed candidate - Nkwonta The Publicity Secretary for the All Progressive Grand Alliance (APGA), Hon Chinedu Nkwota, has debunked the rumour that the wife of the late Biafran warlord and the leader of APGA, Amb Bianca Ojukwu, is an anointed candidate in the race for Anambra Central Senatorial seat. Nkwonta made the statement while briefing newsmen recently at the party secretariat, Awka. In a bid to clear the rumour filtering the air that APGA Working Committee had already selected candidates to vie for different political offices, even when primary has not been conducted, Nkwota described the rumour as fallacy. Recently, it was observed that the wife of the late Biafran warlord and the leader of APGA, Amb Bianca Ojukwu, declared her interest to join the political race for Anambra Central Senatorial seat. Her political disposition added to the number of the political bigwigs contesting in the Anambra South for the same position. Some of them include the incumbent senator representing Anambra Central, Dr. Andy Uba; an oil magnete and founder of a

football club, Dr. Ifeanyi Uba; and a business mogul, Prince Nicholas Ukachukwu, among others. While reacting to the rumour, the party’s Publicity Secretary described every contender as best and qualified for any political office. He emphasised that APGA had remained the only party that observed the rule of law and every tenets of democracy. He said: “APGA believes in equality. We will give everyone equal rights and equal playing grounds. We don’t have any anointed candidate. Everybody must be involved in primary, then the winner will emerge as party flag bearer. “The Bianca is Ojukwu’s does not give her an automatic ticket. She must go for primary. If she loses, she support others and if she wins, others will support her. “You will recall that the son of the warlord, Emeka Ojukwu, had earlier vied for a political position and never won. So that is not a guarantee. “I urged every aspirant to go to the field and struggle for primary. APGA will always remain transparent in its affairs,” Nkwonta pointed.

Shun indiscriminate dumping of refuse on roads, ASWAMA boss urges public Managing Director, Anambra State Waste Management Authority (ASWAMA), Mr. Amechi Akorah, has urged the general public to desist from dumping refuse indiscriminately on roads. Akorah, who gave the charge while speaking with newsmen at Awka recently, said they would soon create sanitation marshals to check the menace. ``We are creating sanitation marshals in neighbourhoods of the student communities on Ifite as well as Ziks Avenue and Obi Okoli axis. ``The marshals will work with the agency’s sanitation compliance/ monitoring team in the areas to ensure that cleanliness will be maintained,’’ he said. Akorah said that they had planned for ASWAMA’s ‘CleanCloser’ initiative, noting that they would deploy light truck fitted with megaphones to sensitise Ndi Anambra on dangers of dumping refuse on roads. The ASWAMA boss said the agency would work in partnership with Eke Awka traders to stop dumping of refuse on the median and ensure that cleanliness would be maintained in the area. He added that he had held discussions with some community stakeholders on locations to place waste bins to make it easier for people to dispose their wastes properly. Akorah also said that dumping refuse on the road would not only make the environment dirty but would also block the drainage channels which the government constructed to stem flood disasters. The ASWAMA chief enjoined Ndi Anambra to bag their refuse and dispose in ASWAMA waste bins for onward evacuation by the agency’s officials in order to maintain clean and healthy environment.

Umueri monarch commends women on community development The traditional Igbo society is now appreciating the womenfolk more proudly for their role in home and nation building. Nigeria (FAAN) at about 1.36 p.m. Speaking moments after the aircraft landed, Air Peace Chairman/ Chief Executive Officer, Mr. Allen Onyema assured that the airline was now ready to begin its international operations and fix the challenges of Nigerians, Africans and other travellers on the long-haul routes. He commended the Minister of State for Aviation, Sen. Hadi Sirika and President Muhammadu Buhari for supporting Nigerian airlines with the removal of value added tax and granting of waivers on aircraft spares. Also speaking, Air Peace Chief Pilot, Capt. ‘Credit to private sector declines by N2bn in one month’ Motolani Oseni The Central Bank of Nigeria (CBN) has disclosed that credit to private sector drops to N22.26 trillion in July as against N22.28 trillion in June 2018. The apex bank in its Money and Credit statistics obtained by our correspondent stated that credit to private sector opened January at N21.99 trillion, the lowest amount reported this year. According to CBN, a total of N22.62 trillion was highest credit to private sector in February this year. The Money and Credit statistics disclosed that Net Domestic Credit grew by 0.34 per cent to N25.65 trillion as at July from N25.6 trillion reported in June. The growth in net domestic credit was driven by N3.39 trillion credit to government in July from N3.28 trillion reported by CBN in June. On credit to private sector, the Monetary Policy Committee members of CBN were of the view that raising interest rate at this time would weaken consumption and raise the cost of borrowing to investors in the domestic economy. “In addition, the policy would trigger the re-pricing of financial assets by deposit money banks, thus further constrict credit to the real sector, and that would promote noninclusive growth,” the committee chaired by CBN’s governor, Mr. Godwin Emefiele had said in July. “Overall, the MPC was of the opinion that, while it is difficult to encourage job creation in an environment with deficit

infrastructure, the Committee believes that the Bank should continue to encourage deposit money banks (DMBs) to increase the flow of credit to the real economy to consolidate economic recovery. “In this regard, the Committee believed that a heterodox approach to reform the market in order to strengthen the flow of credit would be appropriate at this time. “Consequently, credit constrained businesses, particularly the large corporations are encouraged to issue commercial paper to meet their credit needs and the Central Bank of Nigeria may, if need be, buy those instruments to complement the efforts of the DMBs,” the communiqué signed by Emefiele explained. Analysts at the Financial Derivatives Company Limited have said, there were growing level of risk aversion by the banks towards lending to the private sector. They said the availability of credit to the real sector would spur increased production and boost aggregate output, adding, “In the long run, the impact is lower prices and inflation.” However, the money and credit statistics by CBN disclosed that broad money (M2), which generally is made up of demand deposits at commercial banks and monies held in easily accessible accounts climbed year-on-year to N24.97trillion as at July, from N24.8 trillion at the end of June.Similarly, narrow money (M1), which includes all physical monies such as coins and currency along with demand deposits and other assets held by the central bank edged higher year-on-year to

N10.67 trillion in the review month, as against the N10.7 trillion recorded the previous month. However, while Banks’ Reserves increased to N4.45 trillion as at July, from N4.1 trillion, Quasi Money, which are highly liquid assets other than cash, that can be quickly converted, stood at N14.3 trillion as at the review month, as against N14.1 trillion that was reported by CBN in June.

Stop patronising unregistered travel agencies, NCAA warns travelers Chukwuemeke Iwelunmo The Nigerian Civil Aviation Authority (NCAA) has advised all intending travellers to stop patronising unregistered travel agencies. This is due to the recent increase in reports of fraudulent ticketing practices by unregistered travel agencies. Spokesman for the Authority .Sam Adurogboye said the Nigerian Civil Aviation Regulations (Nig.CARs) 2015, Part 18.9.1 (111), prohibits the undertaking of the business of travel agency by any person in Nigeria, without a Certificate of Registration or Licence issued by the Authority, upon fulfilment of certain requirements, including, that an applicant submits evidence of membership of National Association of Nigeria Travel Agents (NANTA). In addition, Section 30 (4) of the Civil Aviation Act 2006, empowers the Nigerian Civil

Aviation Authority to regulate, supervise and monitor the activities of travel agents in Nigeria. “Consequent upon these reports of sharp practices by unregistered travel agencies, the Authority has therefore directed all duly registered travel agencies to display their certificates of registration or licences in all their outlets”. “There are 150 (nos) of travel agencies on the register of the Nigerian Civil Aviation Authority (NCAA)”. According to Adurogboye, “however, there are guidelines for registration with the Authority. The applicant must fulfill both the International Air Transport Association (IATA) and NCAA requirements to be registered”. The Nigerian Civil Aviation Authority (NCAA) therefore reiterates that prospective passengers should do business only with travel agencies registered with the Regulatory Authority.

165.7m litres of LPG imported in Q2 – NBS The National Bureau of Statistics (NBS), said 165.71 million litres of Liquefied Petroleum Gas (LPG) was imported into the country in the second quarter. The NBS disclosed this in its “Petroleum Products Importation and Consumption (Truck Out): LPG (Q2 2018)” report released on Sunday in Abuja. According to the report, April recorded the highest volumes of LPG imported into the country at 59.89 million litres. It said 55.37 million litres was imported in May, while the lowest volume was imported in June at

50.45 million litres in the period under review. The News Agency of Nigeria (NAN) reports that March recorded the highest volume of LPG imported into the country in the first quarter at 39.47million litres. NAN also reports that the same volume of 33.83million litres was imported in January and February in the first quarter. According to the bureau, the statewide distribution of truckout volume for the second quarter showed that 105.49 million of LPG was distributed nationwide during the period under review.

Alleged violations: NSE suspends Adonai stockbrokers axed 30 firms in 4 years Motolani Oseni The Nigerian Stock Exchange (NSE) has suspended Adonai Stockbrokers Limited over alleged infractions, that include unauthorised sale of an investor’s share. The Exchange on June 19, 2018 suspended the firm. The firm is the latest to face the NSE’s regulatory hammer since 2017 when several dealing firms were disciplined for various offences. Details of the company’s

suspension and more were contained in a regulatory report titled Dealing Member Firms Involved in Unauthorised Sake and Misappropriation of Clients’ Funds as published on the NSE website. According to the NSE, the company had also allegedly made use of a client’s funds and segregated client’s funds, while also guilty of other prohibited practices. This is not the first time that the Exchange has punished stockbroking firms and Dealing Members for bad behaviour in the capital market. As we reported, some firms were

fined earlier this year by the regulator. The Exchange has suspended about 36 firms and 7 stockbrokers for trading-related offences between January 2012 and August 2018. In view of the rising cases of fraud perpetrated by stock broking firms, the NSE had put in place measures in the forms of regulatory frameworks and sanctions aimed at deterring offenders. One of such is a set of newlyamended rules designed to prevent unauthorised shares transfers by stockbroking firms. These rules make it possible for the NSE to

revoke the license of any firm that unlawfully transfers shareholders’ shares, while also imposing fines on the offender. The new rules also stipulate that “a Dealing Member that has sold or transferred any securities without the authorisation of the owner shall not be permitted to keep any benefits accruing from such transaction.” Further findings revealed that the Exchange has blacklisted 30 firms between 2012 and 2018 over unprofessional misconduct, Share price/market manipulation and unauthorised sales of clients shares.

Equities market rose by N58bn in 3 days The equities market segment of the Nigerian Stock Exchange (NSE) added N58 billion in three days trading amid federal government two days public holiday. The FG had declared Tuesday 21st and Wednesday 22nd, 2018 as public holidays in commemoration of the Eid-el-Kabir celebration Season. Market statistics obtained, however, showed that the market capitalisation, which opened trading on August 20 at N12.875 trillion, gained N58 billion or 0.45 per cent to close trading on August 24 at N12.933 trillion. Specifically, the All-Share Index (ASI) gained 159.88 basis points, representing a growth of 0.45 per cent to close at 35,426.17 basis points from 35,266.29 basis points it opened for trading last week.

All other indices finished lower with the exception of the NSE Premium, NSE Insurance, NSE Lotus II and NSE Industrial Goods indices that rose by 3.15per cent, 0.78per cent,1.10per cent and 1.96per cent respectively, while NSE ASeM Index closed flat. According to NSE weekly market report, the total volume of transactions traded declined to 968.95 million shares, worth N10.25 billion, and traded in 9,654 deals in contrast to a total of 1.147 billion shares valued at N12.546 billion, and traded in 16,649 deals in the previous week. The third place was occupied by Oil and Gas Industry with a turnover of 24.795 million shares worth N91.439 million in 752 deals. “Trading in the Top Three Equities namely – United Bank for Africa Plc, Nem Insurance Plc and Zenith Bank Plc (measured by volume) accounted for 503.965 million shares worth N4.629 billion in 1,992 deals, contributing 52.01per cent and 45.17per cent to the total equity turnover volume and value respectively. Also, traded during the week were a total of 9,205 units of Exchange Traded Products (ETPs) valued at N201,119.15 executed in 4 deals, compared with a total of 1,793 units valued at N282,571.59 that was transacted last week in 9 deals. A total of 152,741 units of Federal Government Bond valued at N179.381 million were traded this week in 13 deals compared with a total of 2,647 units valued at N2.725 million transacted last week in 17 deals.

Plc to restore the anomaly for safe passage. Other washouts are at Kwaita bridge along Abuja – Lokoja carriage way where the subsisting contractor, Reynolds Construction Company has been directed to commence immediate remedial works; embarkment washout at Bayo LGA on the road linking Gombe – Biu in Borno State where FIK Construction Company on the corridor has been directed to move in and commence palliative measures and finally the embankment washout at Jabbi-Lamba Village along Yola – Mubi road before Girei LGA. Fashola has appealed to motorists and other road users to be cautious on the mentioned locations and adhere strictly to safety instructions of the Corps Marshalls who have been drafted by the Corps Marshall, Federal Road Safety Corps, Dr. Boboye Oyeyemi to immediately move in and ensure traffic control and possible redirection of traffic where necessary. 2019: Why I want to represent my people in Senate – Lanre Razak Chief Kamarudeen Lanre Mabadeje Razak, popularly called KLM is a business mogul and former Lagos State Commissioner for Public Transportation. A chieftain of the All Progressives Congress (APC), the Epe High Chief, who aspires to represent his Lagos State East Senatorial District people in the Senate in next year’s, told some journalists the motivation for his aspiration to be at the upper legislative chambers in Abuja. He also spoke on why he is backing President Muhammadu Buhari and Governor Akinwumi Ambode of Lagos State for their second term ambition. PATRICK OKOHUE reports. Why do you want to be a Senator? Thank you very much. I want to be a senator because I know very well that I have the capacity and what it takes to provide reasonable, adequate, essential and purposeful representation for the Lagos East Senatorial District. More importantly, this period of our political situation in Nigeria, we need committed patriotic people, who will believe in the supremacy of the party and the leadership of the party to ensure and promote the ideals of what the party stands for and to be committed as a patriotic person in this country. What is happening in the National Assembly today is an eye opener for true, committed Nigerians to see the need to be there to assist Nigeria to build the needed legislature to support the executive and not to compromise the ideals of a good legislature in this country. That is one of the major reasons. What are the promises for your people when you succeed in achieving your goal? My promise to my Senatorial District is that I will provide them quality and vibrant representation. And since I know they so believe in Asiwaju Bola Tinubu’s commitment and leadership, I will be the apostle of their wish. And far more than that, Lagos State requires special consideration in the scheme of things in this nation. This is the former capital of the Federal Republic of Nigeria and now the commercial centre of

the country, there is therefore the need to accord the state a special status in terms of provision of more infrastructure. I mean the essential ones that would provide conducive environment that would sustain the economic leadership of Lagos State. How do you see your chances of clinching the party ticket out of about seven other contestants? My chance is good and bright in the sense that there is no known member of the party that is not known to me. And there is no member of the party that is not quite aware of my antecedents and ability to really

provide quality representation that they need. And I have no doubt in my mind that they would give me their support because they know what I am capable of doing. They know I go for nothing but the best. How do you feel about the Direct Primary as now being adopted by your party? It is not strange to me. That is what is called Option A4, where every member of the party would be given an opportunity to choose his own candidate. That is the best system that can deepen democracy. And I have to thank my party for toeing that line.

Are you comfortable with the second term aspirations of President Muhammadu Buhari and Governor Akinwumi Ambode of Lagos State? I am very comfortable. If Ambode has another four years, Lagos State would be fantastically developed. We would be happy people. We would be very proud people from Epe Division of the state. I can beat my chest that my candidate from that area has proved beyond any atom of doubt that we have surpassed the anticipation of the Lagos people in respect of Governor Akinwumi Ambode. And furthermore, the rot of 16 years, three years efforts cannot be wiped it out. And more importantly, with the type of National Assembly leadership we have, which has not proved beyond an atom of doubt that they are not in the party, not part of the party and that they came to the party to destroy it and go back to the PDP that destroyed the country for 16 years. And I know Nigerians are wiser. They would not accept that. We will allow Buhari to complete another four years to establish dignity of labour, to establish transparency, to stop corruption and to put a foundation on which the government of the Federal Republic of Nigeria can be built so we can have a situation that is happening in Lagos State today. Asiwaju Ahmed Bola Tinubu laid the foundation for good governance in Lagos State in 1999. And since then, we have been putting responsible, reliable and effective people in governance, Lagos State has continued to develop. And that is why we are very proud of the Jagaban Borgu, Asiwaju Bola Ahmed Tinubu. And that is why we are also happy that he is solidly behind the Buhari’s government and its aspiration to continue for another four years. Of course, the Minister of Finance, Kemi Adeosun has confessed that they borrowed some inputs from Tinubu’s system of government

and that they are applying it in the Federal Government. If that continues between now and 2023, Nigeria would be a better place to live in. Going by the importance of legislature in democracy, how do you intend to operate to make good impression? It is true that the legislative arm of government is very vital and important organ needed by the executive to prosecute and deliver good governance. I will do everything possible within the armbit of democracy and ensure I have the eyes of the National Assembly and we must be on the same page as a party. They must see what we have promised the people and what is needed to hasten to achieve that as a government. And that is why the party at the National Assembly and the executive which is the Presidency must constantly discuss, constantly review issues, constantly remember themselves of their commitment and covenant with the electorate so that they can work together. A situation where we have National Budget being passed in July is not good because one wonders how we execute a year’s budget in five or four month? That is not acceptable and I am happy my President has changed that. And I am happy that he is now determined and bent on ensuring committed, patriotic individuals to be in the National Assembly to do the bidding of the good people of Nigeria. In your view, what signal have the APC victories in the three recently conducted by- elections in Kogi, Katsina and Bauchi states sent out to the defectors from the party? I have said it severally that those defectors have no base. They are only creating awareness and they cannot go beyond what they have done, I can assure you of that. What is their interest in the people they govern? They cannot go further than where they are, I can assure you that.

If you must know, some politicians even get government money, but they will not spend it on people or on any project rather on their personal self. So if I get to the post I will do more than what I am presently doing now,” he said.

NFF crisis: Osinbajo acted in national interest, NBA chairman tells Giwa’s faction Andrew Orolua, Abuja

The chairm.an of the Nigerian Bar Association (NBA), Abuja branch, Mr Abimbola Kayode, has informed stakeholders from the Rufus Giwaled faction of the Nigerian Football Federation (NFF) that the Federal Government’s recognition of Amaju Pinnick as Presisent of NFF was to save Nigeria from FIFA’s wrath. Victor Baribote, proprietor of Nembe City FC; Harrison Jala, President Nigeria Professional Football Association, and Barrister Faye Jacob, legal adviser of Nembe City FC, had at the weekend visited the Wuse Zone 6, office of the Unity Bar to felicitate with Kayode on his emergence as the chairman of the Abuja branch of NBA. Baribote said the visit was to lodge complain against the position taken by Vice President Yemi Osinbajo (then Acting President) in recognising the Amaju Pinnick led board of NFF. Baribote, a board member in Giwa’s faction of NFF wondered why Osinbajo and others who had sworn to pay allegiance to the Federal Republic of Nigeria and protect the lord 1999 Constitution, would now do otherwise. He said, “Now they have thrown our sovereignty to the dustbin by saying that the laws of Switzerland are now superior to Nigerian laws. “That is why we said, let us come and lay our complain before the NBA; if you can lend your voice by telling Nigerians that what we have done will not augur well for Nigeria because the opposite of law is lawlessness. “We have to complain against the

He said. “If you ask me, and speaking for myself, I agree that the then acting President was right in his decision. “We all know that as at the day the presidency communicated to Switzerland, there was no option left for FIFA to suspend Nigeria from all football activities. “Being a Professor of Law and a Senior Advocate of Nigeria, he had looked at the pros and construction to arrive at that decision”. Contrary to the reasoning of the Giwa’s faction that Nigeria’s constitution is sacrosanct and therefore must be obeyed without sentiments, Kayode insisted that the position taken by the acting President Osinbajo (as he then was) saved the country from imminent

FIFA suspension. “He (Osinbajo) did not set aside the order of the Supreme Court as you are infering; what the then acting President did, was to ensure that Nigeria is not taken out of football circle because competitions are going on” Kayode argued. The protracted leadership crisis rocking the NFF got to a peak following FIFA’s threat to suspend Nigeria over government interference in football activities. In a bid to avert FIFA’s hammer, the acting President, last week conveyed FG’s position to the world football governing body, assuring that the Federal Government would continue to work with stakeholders to resolve the federation’s dispute in due time. Osinbajo added that the government is upholding NFF’ s treaty obligations to FIFA, indicating Nigeria’s firm position recognising Amaju Pinnickled NFF as the current and only NFF executive.

Zimbabwe: Emmerson Mnangagwa sworn in as new president

American war hero and senator John McCain dies at 81 Sen. John McCain, who faced down his captors in a Vietnam prisoner of war camp with jut-jawed defiance and later turned his rebellious streak into a 35-year political career that took him to Congress and the Republican presidential nomination, died Saturday after battling brain cancer for more than a year. He was 81. McCain, with his irascible grin and fighter-pilot moxie, was a fearless and outspoken voice on policy and politics to the end, unswerving in his defense of democratic values and unflinching in his criticism of his fellow Republican, President Donald Trump. He was elected to the Senate from Arizona six times but twice thwarted in seeking the presidency. An upstart presidential bid in 2000 didn’t last long. Eight years later, he fought back from the brink of defeat to win the GOP nomination, only to be overpowered by Democrat Barack Obama. McCain chose a little-known Alaska governor as his running mate in that race, and turned Sarah Palin into a national political figure. After losing to Obama in an electoral landslide, McCain returned to the Senate determined not to be defined by a failed presidential campaign in which his reputation as a maverick had faded. In the politics of the moment and in national political debate over the decades, McCain energetically advanced his ideas and punched back hard at critics — Trump not least among them. The scion of a decorated military family, McCain embraced his role as chairman of the Armed Services Committee, pushing for aggressive US military intervention overseas and eager to contribute to “defeating the forces of radical Islam that want to destroy America.” Asked how he wanted to be remembered, McCain said simply: “That I made a major contribution to the defense of the nation.” One dramatic vote he cast in the twilight of his career in 2017 will not soon be forgotten, either: As the decisive “no” on Senate GOP legislation to repeal the Affordable Care Act, McCain became the unlikely savior of Obama’s trademark legislative achievement. Taking a long look back in his valedictory memoir, “The Restless Wave,” McCain wrote of the world he inhabited: “I hate to leave it. But I don’t have a complaint. Not one. It’s been quite a ride. I’ve known great passions, seen amazing wonders, fought in a war, and helped make a peace. ... I made a small place for myself in the story of America and the history of my times.” Throughout his long tenure in Congress, McCain played his role with trademark verve, at one hearing dismissing a protester by calling out, “Get out of here, you low-life scum.” But it was just as notable when he held his sharp tongue, in service of a party or political gain. Most remarkably, he stuck by Trump as the party’s 2016 presidential nominee even when Trump questioned his status as a war hero by saying: “I like people who weren’t captured.” McCain declared the comment offensive to veterans, but urged the men “put it behind us and move forward.” His breaking point with Trump was the release a month before the election of a lewd audio in which Trump said he could kiss and grab women. McCain withdrew his support and said he’d write in “some good conservative Republican who’s qualified to be

president.” By the time McCain cast his vote against the GOP health bill, six months into Trump’s presidency, the two men were openly at odds. Trump railed against McCain publicly over the vote, and McCain remarked that he no longer listened to what Trump had to say because “there’s no point in it.” By then, McCain had disclosed his brain cancer diagnosis and returned to Arizona to seek treatment. His vote to kill the GOP’s years-long Obamacare repeal drive — an issue McCain himself had campaigned on — came not long after the diagnosis, a surprising capstone to his legislative career. In his final months, McCain did not go quietly, frequently jabbing at Trump and his policies from the remove of his Hidden Valley family retreat in Arizona. He opposed the president’s nominee for CIA director because of her past role in overseeing torture, scolded Trump for alienating US allies at an international summit, labeled the administration’s zero-tolerance immigration policy “an affront to the decency of the American people” and denounced the Trump-Putin summit in Helsinki as a “tragic mistake” in which the president put on “one of the most disgraceful performances by an American president in memory.” On Aug. 13, Trump signed into law a $716 billion defense policy bill named in honor of the senator. Trump signed the John S. McCain National Defense Authorization Act in a ceremony at a military base in New York — without one mention of McCain. John Sidney McCain III was born in 1936 in the Panana Canal zone, where his father was stationed in the military. He followed his father and grandfather, the Navy’s first father-and-son set of four-star admirals, to the Naval Academy, where he enrolled in what he described a “four-year course of insubordination and rebellion.” His family yawned at the performance. A predilection for what McCain described as “quick tempers, adventurous spirits, and love for the country’s uniform” was encoded in his family DNA. On October 1967, McCain was on his 23rd bombing round over North Vietnam when he was shot out of the sky and taken prisoner. Year upon year of solitary confinement, deprivation, beatings and other acts of torture left McCain so despairing that at one point he weakly attempted suicide. But he also later wrote that his captors had spared him the worst of the abuse inflicted on POWs because his father was a famous admiral. “I knew that my father’s identity was directly related to my survival,” he wrote in one of his books. When McCain’s Vietnamese captors offered him early release as a propaganda ploy, McCain refused to play along, insisting that those captured first should be the first set free. In his darkest hour in Vietnam, McCain’s will had been broken and he signed a confession that said, “I am a black criminal and I have performed deeds of an air pirate.” Even then, though, McCain refused to make an audio recording of his confession and used stilted written language to signal he had signed it under duress. And, to the end of his captivity, he continued to exasperate his captors with his defiance.

Throughout, McCain played to the bleachers, shouting obscenities at guards to bolster the spirits of fellow captives. Appointed by the POWs to act as camp entertainment officer, chaplain and communications chief, McCain imparted comic relief, literary tutorials, news of the day, even religious sustenance. Bud Day, a former cellmate and Medal of Honor winner, said McCain’s POW experience “took some great iron and turned him into steel.” McCain returned home from his years as a POW on crutches and never regained full mobility in his arms and leg. He once said he’d “never known a prisoner of war who felt he could fully explain the experience to anyone who had not shared it.” Still he described the time as formative and “a bit of a turning point in me appreciating the value of serving a cause greater than your self-interest.” But it did not tame his wild side, and his first marriage, to Carol Shepp, was a casualty of what he called “my greatest moral failing.” The marriage to Shepp, who had been in a crippling car accident while McCain was imprisoned, ended amiably. McCain admitted the breakup was caused by “my own selfishness and immaturity.” One month after his divorce, McCain in 1981 married Cindy Hensley, the daughter of a wealthy beer distributor in Arizona. In one day, McCain signed his Navy discharge papers and flew west with his new wife to a new life. By 1982, he’d been elected to the House and four years later to an open Senate seat. He and Cindy had four children, to add to three from his first marriage. Their youngest was adopted from Bangladesh. McCain cultivated a conservative voting record and a reputation as a tightwad with taxpayer dollars. But just months into his Senate career, he made what he called “the worst mistake” of his life. He participated in two meetings with bank regulators on behalf of Charles Keating, a friend, campaign contributor and savings and loan financier later convicted of securities fraud. As the industry collapsed, McCain was tagged as one of the Keating Five — senators who, to varying degrees, were accused of trying to get regulators to ease up on Keating. McCain was cited by the Senate Ethics Committee for “poor judgment.” To have his honor questioned, he said, was in some ways worse than the torture he endured in Vietnam. In the 1990s, McCain shouldered another wrenching issue, the long effort to account for American soldiers still missing from the war and to normalize relations with Vietnam. “People don’t remember how ugly the POWMIA issue was,” former Democratic Sen. Bob Kerrey, a fellow Vietnam veteran, later recalled in crediting McCain for standing up to significant opposition. “I heard people scream in his face, holding him responsible for the deaths of POWs.” Over a xx-year Senate tenure (took office 1987), McCain became a standard-bearer for reforming campaign donations. He denounced porkbarrel spending for legislators’ pet projects and cultivated a reputation as a deficit hawk and an independent voice. His experience as a POW made him a leading voice against the use of torture. He achieved his biggest legislative successes when making alliances with Democrats.

Emmerson Mnangagwa has taken the oath as Zimbabwe’s president, after winning last month’s bitterly contested election that marked the country’s first vote since Robert Mugabe was removed from power. The Constitutional Court confirmed Mnangagwa’s election victory in a ruling released on Friday, dismissing a challenge by the man he defeated in the July 30 ballot, opposition leader Nelson Chamisa. Thousands of people, some from outside the capital, and foreign leaders gathered on Sunday at Harare’s national stadium for the swearing-in of Mnangagwa, who just secured the 50 percent of votes needed to avoid a runoff against Chamisa. Mnangagwa pledged to “protect and promote the rights of Zimbabweans” in his oath. “I, Emmerson Dambudzo Mnangagwa, swear that as president of the Republic of Zimbabwe I will be faithful to Zimbabwe [and] will obey uphold and defend the constitution of Zimbabwe,” Mnangagwa said. He took the oath before Chief Justice Luke Malaba who, together with eight other Constitutional Court judges had dismissed Chamisa’s petition. The election was touted as a crucial step towards shedding the pariah reputation Zimbabwe

gained under Mnangagwa’s predecessor Robert Mugabe, and securing international donor funding to revive a crippled economy. Al Jazeera’s Haru Mutasa, reporting from Harare, said Zimbabweans expected the president to send a message of unity amid political tensions that occurred following the elections. “He has to convince Zimbabweans that he will be the president for all citizens not only for the ruling ZANU–PF party,” she said. Hours before Mnangagwa’s inauguration, the International Republican Institute and National Democratic Institute said the country lacked a “tolerant democratic culture” in which political parties were treated equally and citizens allowed to vote freely. The election was marred by procedural lapses and followed by an army crackdown against opposition supporters, undermining promises that Mnangagwa made during campaigning to break with the corruption and mismanagement that become endemic under Mugabe. The crackdown, which left six people dead on August 1, recalled the heavy-handed security tactics that marked the 37-year rule of Mugabe, who was removed in a coup in November.

Russia calls Britain’s Black Sea air force interceptions dangerous Russia accused Britain’s Royal Air Force (RAF) of intercepting its military aircraft over the Black Sea in a dangerous fashion designed to provoke Moscow after the RAF made two such interceptions in a single week. The accusation, levelled by Russia’s embassy in London, came after the RAF intercepted a Russian maritime patrol aircraft over the Black Sea on Friday and scrambled to intercept two suspected Russian fighter aircraft on Wednesday. .”... What kind of threat to Britain or even its allies does a Russian patrol aircraft hypothetically pose while conducting flights near Russia’s own coastline, more than 2,000 km (1242.74 miles) from the British Isles,” the Russian embassy said in a statement released on Saturday. “Instead of strengthening anyone’s security, the British authorities are using such a military presence (in the Black Sea area) for provocative actions. Not just by making verbal statements, regrettable as they are, but also in real military terms, which is simply dangerous.”

The British defense and foreign ministries declined to comment on Sunday. Three countries bordering the Black Sea — Romania, Bulgaria and Turkey — are NATO allies of Britain. Britain’s Minister of State for the Armed Forces, Mark Lancaster, spoke about “an ever more assertive Russia” in a speech in London in July. He said the RAF had been forced to intercept Russian military aircraft more than 80 times over the last decade. Relations between London and Moscow are languishing at a postCold War low after the poisoning by nerve agent of former Russian double agent Sergei Skripal and his daughter Yulia in March in the English city of Salisbury. London holds Moscow responsible for the attack, something Russia denies. Britain’s RAF maintains a presence in the Baltic countries and in Romania to deter potential Russian military action after Moscow’s 2014 annexation of Ukraine’s Crimea. Moscow says its activity in the Black Sea region is routine and compliant with international law.

American boxer Curtis Harper walks out of bout with Nigeria’s Efe Ajagba in protest over pay dispute

American boxer, Curtis Harper, has been criticised by his trainer for leaving the ring after the opening bell in his heavyweight bout against Nigeria’s Efe Ajagba in protest over pay. The 30-year-old according to a report instantly walked out of the arena when the bell sounded for his bout against Ajagba in Minneapolis. Trainer Nate Campbell said he was “embarrassed” by his fighter’s move. “This man disrespected himself, his wife, the fans and me,” Campbell posted on social media.

Journalist Jordan Hardy – who works for Premier Boxing Champions, which was broadcasting the fight – said Harper told her the walkout was because of money. “He walked out of the ring because he’s not getting paid enough to fight and that he wants respect,” she wrote on social media. Harper had reached the bottom of the steps at the side of the ring with just five seconds gone in the round. Fans began booing as he made his way along the walkway out of the ring and officials disqualified him at the one-

second mark of the first round. Britain’s former unified heavyweight champion of the world Lennox Lewis shared footage of the incident on social media. Team Nigeria departs for World Para Table Tennis Championships

Team Nigeria para table tennis players left Lagos on Sunday for the 2018 World Para Table Tennis Championships in Beijing, China, the News Agency of Nigeria reports. The team, comprising one female and three males, departed aboard an Ethiopian Airlines flight. The lone female athlete is Faith Obazuaye, while her male counterparts are Nasiru Bello, Tajudeen Agunbiade and Olufemi Alabi. The team is led by Anderson Bankole, the handler of para athletes of the Nigeria Table Tennis Federation

(NTTF). It also has Victor Anusa, former Secretary of the NTTF. The athletes will be guided by Sunday Odebode, their Coach. The championships will serve off on August 27 and end on September 3. Bankole told NAN on telephone before departure that the athletes were fully prepared for the task ahead. He said that they had trained rigorously for the tournament. “They were in camp for one month prior to this competition and before they were called to camp they had been training on their own.

“We believe in them and their abilities and I’m optimistic they will make the country proud. They should however, play all games cautiously with their eyes on the target.” Bankole, who is also a Deputy Commissioner of Police, however, appealed to Nigerians resident in China to come and encourage their compatriots. “Having Nigerians around motivating them will spur them into putting their utmost into the championships, he said, noting that the championship was part of the Olympic qualifiers.

John Ogu: Super Eagles need big win against Seychelles Hapoel Beer Sheva midfielder John Ogu is delighted to be called up for the Super Eagles’ AFCON 2019 qualifying match against Seychelles in Victoria next month, but adds that the team must win big to banish the disappointments suffered at the World Cup in Russia. Gernot Rohr a failure blasts NFF technical cttee member Aminu Kurfi Super Eagles coach Gernot Rohr is not coach to reckon with as he has failed to take responsibilities, according to a member of the NFF technical committee Aminu Balele Kurfi. The Franco-German coach failed to get the country past the group stage of the World Cup in Russia and he is now into his new two-year contract. Kurfi, who is also chairman of NPFL club Katsina United, said: “Rohr is not a coach, he has only succeeded in spoiling Nigeria football even after he was given all the support he needed. “He went to the World Cup and did whatever nonsense he wanted to do. “He has failed to take up to responsibilities for the team’s dismal performance in Russia.” He said the coach has yet to submit to the technical committee his World Cup report. Nick Mwendwa: Kenya won’t be hosting 2018 AWCON Ghana was stripped off the hosting rights by the Confederation of African Football after the government temporally took charge of football matters following the resignation of FA President Kwesi Nyantakyi. Kenya had been tipped as potential replacement hosts, but Football Kenya Federation supremo Nick Mwendwa has confirmed that they are not in a position to take responsibility for the tournament. “Kenya have withdrawn interest in hosting 2018 AWCON,” Mwendwa told KweséESPN on Sunday. “We had expressed our interest in hosting the competition after learning that Ghana will not be able to host. “Unfortunately, we seem to have

only the Kasarani Stadium ready to host the competition, and yet two stadiums are required. “We informed CAF on Saturday of the development and they also replied.” The Nyayo Stadium, which is currently undergoing renovation, had been tipped as a potential host stadium, but the work will not be finished in time. Despite Kenya’s withdrawal, CAF President Ahmad Ahmad remains confident that a new host will be announced in September. “We are engaging several countries and should be able to announce a host during the CAF Extraordinary General Assembly in Egypt next month,”

When we know the importance of going to the grassroots, then we’ll be able to get a lot of athletes to represent this country. “It’s only Lagos State that is trying, to have competitions for children, youth, everybody, but other states are still sleeping.” Ajunwa, a gold medal winner in Long Jump at the Atlanta 96 Olympics, said athletes who eventually switch to other countries to compete for them should not be blamed. “The truth of the matter is this; the condition in this country is so inimical to everybody. To the extent that everybody wants to see how he or she can make it in life. And it’s difficult

for me or somebody else to go and tell these athletes ‘Don’t go there.’ “When you know that when they get there, that is where they can get money to feed their families. And, again, when they are here it looks as if nothing is happening. The moment they leave this country, six months, they become world champions. “So how then could you tell such people ‘Don’t go’?” It’s difficult. And we don’t care because we believe that we have them many. So it’s a very dicey situation.” The Olympian said she would not dissuade any athlete from switching nationalities and participating for other countries. “During my own time, the country (Portugal) was calling me, I refused, and another girl switched over,” she said. “So that is the thing, if you don’t want it, I want it. Everybody wants to make it in life and Nigeria is not helping them, so they can go elsewhere. And when they start doing well, we now become envious of them. “I didn’t regret it (not dumping Nigeria). I’m a patriotic Nigerian, but you don’t expect everybody to be patriotic.”

Odion Ighalo bags 16th goal in 20th game in China Odion Ighalo fired salvaged a point for Changchun Yatai who forced Hebei CFFC to a 2-2 draw in a Chinese Super League clash on Sunday. The goal was Ighalo’s 16th CSL goal of the season in his 20th match for Changchun Yatai so far this seaaon. Ezequiel Lavezzi scored the opener for Hebei CFFC in the eight minute of the encounter, but Adrian Mierzejewski drew Changchun Yatai level in the 71st minute. Ayoub El Kaabi’s easy tap in looked to have sealed the win for Hebei CFFC seven minutes from time, but Ighalo finding himself in a one-on-one situation with Hebei CFFC goalkeeper Ciao Yang, tucked in the leveller within a minute into additional time. The 29 year old striker could have wrapped up a victory for Changchun

Yatai in additional time, but his goal-bound shot was saved by the goalkeeper, Ciao Yang. Changchun Yatai have now failed to win in their last two CSL games. Ighalo is one of the strikers called up for Nigeria’s 2019 Africa Cup of Nations qualifier against Seychelles next month.
