Fidelity Bank sustains growth trajectory... Continued from page 1 ended June 30, 2018, released at the Nigerian Stock Exchange (NSE) on Wednesday showed a 27.3 percent jump in Profit Before Tax (PBT) from N10.2 billion in the previous period to N13 billion in the reporting period. Profit After Tax (PAT) rose by 31 percent to close at N11.8 billion from N9.03 billion recorded in 2017, whilst gross earnings rose by 3.6 percent from N85.8bn to N88.9bn. In other indices, Total Assets grew by 13.7 percent to N1, 567.6 bn from N1, 379.2 bn in the previous period. Total Deposits; a measure of customer confidence, increased by 19.7 percent to close at N927.9 bn from N775.3 bn in 2017 Commenting on the results, Fidelity Bank CEO, Mr. Nnamdi Okonkwo, attributed the impressive performance to the disciplined approach in managing the balance sheet growth of the bank, its strategic cost containment initiatives; focused attention to chosen
business segments and determined execution of its retail and digital banking strategy. He stated that “Gross earnings, net fee and commission income all grew primarily due to the increase in transactional activities. Our digital banking initiative continues to gain traction with almost 40 percent of our customers now enrolled on our mobile/internet banking products and over 80 percent of total transactions now done on our digital platforms”. As shown in recent years, Fidelity Bank’s retail digital banking strategy has continued to positively impact the business. This was again evident in the HI 2018 results as savings deposits increased by 10.6% to N197.5 bn. “The bank is on track to achieving a 5th consecutive year of double-digit savings growth. Low cost deposits now account for 73.8% of total deposits,” he explained further. Although Total Operating Expenses grew by 5.7% to N32.7 bn,
Okonkwo maintained that the bank’s cost to income ratio remained relatively stable at 67.7% when compared to 67.5% reported in the previous year. This is in spite of the double-digit inflationary environment in Nigeria. With regulatory ratios such as the Capital Adequacy Ratio at 17%, Liquidity Ratio at 33.2%, well above required threshold, Okonkwo was optimistic that the bank will sustain this sterling performance in the second half of the year. At last, Egmont Group lifts suspension on Nigeria Mattew Dadiya, Abuja The Egmont Group of Financial Intelligence Units has lifted its suspension of the Nigerian Financial Intelligence Unit, during its 25th plenary in Sidney, Australia. The Chairman of the House of Representatives Committee on Financial Crimes, Hon Kayode Oladele, confirmed the development to The Daily Timeson Thursday night. The Egmont Group is a global body of 155 financial intelligence units across the world which facilitates the exchange of financial intelligence, expertise and capability. The intelligence units combat money laundering, terrorism financing and serious financial crime. The group had suspended NFIU, an arm of the Economic and Financial Crimes Commission (EFCC) after
its plenary in Macao, China, on July 2, 2017. The group had suspended Nigeria as a result of its lack of a legal framework and autonomy. Speaking on the issue on Wednesday, Hon Oladele said the suspension was announced at the ongoing plenary of Egmont in Australia, after Nigerian authorities fulfilled the requirements. He said: “After the suspension was announced in 2017, Nigeria’s membership of the Financial Action Task Forces was also suspended. Consequently, we introduced the Nigerian Financial Intelligence Agency bill in the National Assembly which was passed. After the passage, we had a conference committee meeting which worked on the grey areas. “We now have the Nigerian Financial Intelligence Unit law,
which means that we have complied with the international directives and given a legal framework to the NFIU. After the submission of the law to the Egmont Group, a fact-finding mission was sent to Nigeria earlier in September 2018 and the team paid an unscheduled visit to the NFIU office in Abuja. “Members of the team inspected all our facilities and they were impressed. So, at the meeting on Wednesday in Sydney, the report was tabled before the plenary and the suspension was lifted.” In its website, Egmont said it would continue to support the efforts of its international partners and other stakeholders to give effect to the resolutions and statements by the United Nations Security Council, the G-20 Finance Ministers, and the Financial Action Task Force.

Minimum wage: Strike begins as FG, Labour talks end in deadlock Mathew Dadiya and Jude Idu, Abuja
Apparently indicating collapse of talks between the Federal Government and its representatives, organised labour comprising the Nigeria Labour Congress (NLC), Trade Union Congress (TUC) and United Labour Congress (ULC), have directed workers to begin strike to demand a quick passage of a new minimum wage for workers nationwide. President of Nigeria Labour Congress (NLC), Ayuba Wabba, who stated this briefing journalists in Abuja on Wednesday, also said that public offices, schools, banks and other workers are expected to comply with the strike action which will “shut down” the economy. Wabba further claimed that the Federal Government did not intend to keep its promises of implementing a new minimum wage for workers and faulted the refusal of the Federal Government to reconvene the meeting of the Tripartite National Minimum Wage Committee to enable it conclude its work. He said: “The action is in compliance with the decision of the various organs of the organised labour which endorsed the 14-day ultimatum served on the Federal Government by members of the Organised Labour who are members of the Tripartite Committee on the new National
Minimum Wage. “The Labour organs further mandated the leadership to take all necessary steps including a warning strike in the first instance to compel the government to reconvene the meeting of the Committee in order to bring it to a logical conclusion. In compliance with this mandate, all workers in the public and private sectors at all levels across the country have been directed to comply. “Industrial unions, state councils, all worker organistions and our civil society allies have been directed to step up mobilisation of their members. All public and private institutions, offices, banks, schools, public and private business premises including filling stations are to remain shut till further notice. All those who mean well for this country are to see to the success of this action. Furthermore, this action is to remain in force until further directives are given.” The National Minimum Wage Committee was inaugurated in November 2017 but commenced work in March 2018 with timelines to deliver on its mandate of arriving at a new national minimum wage in August/ September 2018. The Minister of Labour and Employment, Dr. Chris Ngige, had in February this year during the 40th anniversary celebration of the NLC, assured workers that the new minimum wage would be put in place

Wabba also said that claims by the Governors Forum that it cannot pay salary is due to high level of corruption, excessive cost of governance, indulgence in obscene lifestyle, white elephant projects and not lack of funds. Nigerian women’s participation in politics lowest in Africa- INEC chairman Tunde Opalana, Abuja
Although women constitute 45% of Nigeria’s voting population, the national average in female representation stands at an abysmal 6.7% in contrast to the global average of 22.5% in 2018. This disclosure was made by the Chairman , Independent National Electoral Commission (INEC), Prof. Mahmood Yakubu, who said female representation in Nigeria is one of the lowest amongst the countries in ECOWAS region and Africa, especially when compared to Ghana (10.7%) and Togo (37.6%). The INEC chairman said this at the opening of a two day workshop organised by INEC with the support of the European Union and European Centre for Electoral Support. The title of the workshop held at the Hawthorn Suites, Abuja, is “INEC’s Role in Enhancing Women’s Participation in the Electoral Process: Creating Synergy Amongst Women Politicians, Scholars and Activists”. Represented by a National Commissioner in-charge of Outreach and Partnership, Dr. Adekunle Ogunmola, Yakubu said “global statistics for gender parity indicates that in 2015, out of 188 countries, Nigeria was 152nd in the Human Development Index on Gender Inequality and 118th of 192 countries in 2017”. He said the statistics portends that female representation remains low
in Nigeria while urging the need to take urgent steps to improve the profile in view of the United Nations Sustainable Development Goals in particular. The INEC boss said, “A lot needs to be done by all stakeholders to ensure more practical, effective, sustained and inclusive programmes of action designed at deepening the participation of women in our political and electoral processes are designed”. Yakubu said women around the world are still largely absent from national and local decision-making processes and face enormous exclusionary mechanisms that have become serious barriers to participation. He said: “From discrimination and violence to lack of support and resources, women face countless barriers to participate in civic and political arenas. Strengthening women’s rights, addressing barriers to political participation and expanding civic spaces are thus critical to the deepening democracy”. Yakubu said in furtherance of its efforts to work out actionable programme on female participation, INEC in 2014 launched a Gender Policy aimed at expanding and deepening female participation and representation in the political process, and more specifically, in encouraging the party system to be more open and inclusive to the participation of women, youth and people with special abilities. “The commission has been holding
stakeholder meetings with women groups and organisations to enable an understanding of common concerns, identify key issues and formulate practical programmes that can deepen participation”, he said. Corroborating the chairman, Monica Frassoni, President, European Centre for Electoral Support (ECES), said: “There is still need to do more in meeting global agenda on increased participation of women in the political process. “For example, the percentage of women in upper house or Senate as at January 2017 was 6.5% in Nigeria, 63% in Rwanda, 35.2% in South Africa and 24.1%, 25.8%, 16.4%, 17.6%, 19.4% and 10% in Somalia, Lesotho, Equitoria Guinea, Gabon, Congo DRC and Liberia respectively”, she said. She said the workshop is a timely response to the imperative of ensuring active participation of women in the electoral process both as candidates and voters. Hon. Aishatu Jibril Dukku, chairman, House of Representatives Committee on Electoral and Political Party Matters, said participation of women in politics will be meaningful only if the process is just, fair, permissive and level playing ground is guaranteed for possible ascension of women politically. Arguing that Nigerian political process is male dominated, she said men cannot adequately represent women’s interests, needs and concerns in the legislature.

Ngige stated this in Abuja on Wednesday while addressing journalists after a closed meeting with the leadership of organised labour. The Labour Minister met with organised labour leaders who were also part of the Tripartite Committee on the new National Minimum Wage to update them on government decision. He said, “This administration is a labour friendly government and this, we have shown in many ways and we will continue to show it. ``One of the ways that we going to show it is by implementing the new national minimum wage and this we need to fix a base for the lowest paid worker in Nigeria. ``We are resuming next week, precisely on Thursday, October 4 and the meeting may spill over to October 5, as we normally use two days for the meeting. ``So, we are reconvening the meeting on the October 4, and all the process have being put in place”. Ngige noted that the Labour leaders have been informed about it and are expected to communicate to their members, saying “we do not need to have any strike in the country”. He assured organised labour that before the meeting on the October 4 all necessary demands by organised labour would have being factored in. He said, ``Part of our consultation means that the Economic Management Team which is managing the entire economy of the country would have something to work on. ``Already they are working on it and the National Salaries and Wages Commission and it is expected that before that meeting on October 4 they would have been through with the work. ``So everything is subject to negotiation, so on Thursday, October 4, we are going back to the negotiating table.” Ngige added that the 14-day ultimatum issued to the Federal Government did not get to him, “otherwise we would have addressed it scientifically the way it should be done”. He also said that Federal Government was optimistic that the committee would wrap up in October and all other processes as it concerns the new national minimum wage for workers in the country.
FG keeps mum on retrieval of Paris Club refund to Benue, Delta, Rivers states Meanwhile, the Federal Government has refused to comment on the allegations that it reversed the payment of the second tranche of the Paris Club Refund to Benue, Delta and Rivers states. This is even as the Federation Account Allocation Committee (FAAC) said that Federal, states and Local Government Areas have shared a total of N741.843 billion for the month of August. The Permanent Secretary of the Ministry of Finance, Mahmoud Isa-
Dutse, while responding to questions from Finance correspondents, said: “Paris Club Refund is not really a FAAC matter. FAAC meets to review revenue collection in the federation account and agree on the distribution. “The issue of Paris Club refund is a technical matter and we did not discuss it at all at this meeting. So what I think is that you should direct the question to the agency of government and you will get the correct answer, I don’t want to mislead you.” Also, the Accountant General of the Federation, Ahmed Idris, assured that “the matter around salaries is that for quite number of months, we have been paying salaries promptly and this month will not be an exception. Definitely we will pay salaries this month and as I am sitting here I have just finalised the cash plan for salaries, it is a matter of IT application. We don’t need to go through the rigorous way we used to do it before, be rest assured and I assure all public servants that especially those that work for the Federal Government that their salaries will be paid immediately.” A total of N741.843 billion has been distributed as Federal Allocation for the month of August, 2018 between the Federal, States and Local Government Councils. The communiqué issued by the Technical Sub -Committee of the Federation Accounts Allocation Committee (FAAC) at the end of its September meeting, indicated that the Gross statutory revenue received was N627.139 billion. This sum is higher than the N609.975 billion received in the previous month by N17.164 billion. Similarly, the total distributable revenue of N741.843 billion, distributed, comprised the Statutory Revenue of N627.139 billion, Gross Value Added Tax of N114.542 billion and An Exchange Gain of N162 million. There was also a saving of N40 billion into the Excess Crude Account. Therefore, from the Net statutory revenue, Federal Government received N274.889 billion representing 52.68%; States received N139.427 billion representing 26.72%; Local Government Councils received N107.493 billion representing 20.60%; while the Oil Producing States received N53.034 billion also representing 13% derivation revenue. Furthermore, the breakdown of distribution to the 3 tiers from Value Added Tax (VAT) include: Federal Government received N16.494 billion representing 15%; States received N54.981 billion representing 50% while the Local Government Councils received N38.486 billion, also representing 35%. Meanwhile, the Oil export sales volume rose to 4.57 million barrels resulting in an increased revenue from the Federation Crude Oil Expert Sales by 0.82 million barrels when compared with the previous month’s sales volume of 3.74 million barrels. Also, Value Added Tax (VAT), Import Duty, Petroleum Profit Tax (PPT), all recorded an increase, while Companies Income Tax (CIT) and Oil Royalty decreased. The balance on Excess Crude Account as at September 25, 2018 was $2.468 billion, while the balance in Excess Petroleum Profit Tax as at the same date was $0.133 billion.

Police parade suspect who threatened to rape, kill Atiku’s wife, daughters Andrew Orolua, Abuja The police on Wednesday, paraded a suspected fraudster, Augustus Akpan, who threatened the life and family of former Vice President and presidential aspirant of the Peoples Democratic Party (PDP), Alhaji Atiku Abubakar. The Police said Augustus Akpan, 43 years, who hailed from Edemaya village, Ikot Abasi LGA, Akwa Ibom State, had confessed to authoring the three test massages to Atiku, his wife and daughter. Akpan was paraded with one Samsung (Galaxy S6 Edge +) Mobile Phone and the SIM Card that recovered from him which he used to send the threat messages to Atiku, his wife and daughter. The threat text messages read thus:“Turaki Atiku, we are watching you and your family, we ask you right now to withdraw from the race for Presidency, we will kill, rape your wife and daughters. That
your ambitious and black daughter Maryam who worked at CBN and left because we were going to mess her up. We will molest, rape, deform her and kill her. “Your daughter, Fatimah, the former Commissioner for Health will be arrested. We have a lot of information on her. Also, pictures of her naked body, we will mess your overly prostitute wife, Jennifer up. We have a lot about her. Let Buhari run against your PDP members. “We know that you are bigger than all those candidates in PDP. That is why we need you to step down. We will blow your plane off from the sky and we will poison you and your family. Atiku Abubakar, take our words for granted and watch what will happen to your family before you. “You are going to see what we will do to you and your family. We know where and where your children travel to. We have watched your daughter who is a strong supporter of her father (your daughter Maryam) at

Tell him to step down now and forget about running for the presidency.’’ The text message sent to Rukaiya Atiku, the daughter of former Vice President, Atiku Abubakar, by the suspect read thus: “Tell your dad to step down. He should forget about the Presidency. If he refuses, we will blow up his plane the Gulf Stream from the sky and also rape you and kill all his daughters.
No amount of Police or protection will stop us. We know where all of you live in. We know Number 5 Buzi Close and Number 5, Lake Maracaibo Close. Try us and blood shall spread.” Akpan was arrested at toll-gate along LagosIbadan Expressway , Lagos State, while on the run to escape arrest following the complaint of intimidation lodged by the former Vice President. According to the police, Akpan also admitted in his confessional statement that he is a professional fraudster and not working for any political party, that his mention that ‘Let Buhari run against your PDP members’ in his threat message to the former vice president was merely to divert attention. The Phone and the SIM card he used for the threat and intimidation were however found to belong to a lady (name withheld) who was robbed by him. The said lady has identified Akpan as the person that robbed her few months back. The police said same

Tunde Opalana, Abuja Few hours after declaring that the interest the people of Osun State will determine his support in today’s supplementary voting, the candidate of the Social Democratic Party (SDP), Senator Iyiola Omisore, has finally decided to give his support to the All Progressives Congress (APC). Omisore had in the last 72 hours been under pressure from both the leadership of the Peoples Democratic Party (PDP) and APC seeking his support. Early on Wednesday, Omisore in a statement by his media aide, Jide Fakorede, said that what is paramount to him is good governance and the practice of true democracy in Osun State. In the statement, Omisore said: “Osun State has always been a stellar example of democracy where the people have consistently and freely expressed their franchise to determine who governs them. This should remain so. Osun people have shown that it is not business as usual. It is a positive deviation from what was hitherto the norm. “I am telling my people that they should go with any political party that believes in what we in the SDP stand for; good governance, social justice and accountability. I have already detailed how we planned to restore Osun to the path of good governance through the five thematic pillars in the manifesto I shared during the electioneering. I will not negotiate for personal gains and abandon my people.” But against his promise not to negotiate for personal gains, Omisore later in the day allegedly succumbed to the irresistible offers by the APC whose leadership paid him personal visit in his Ife country home on Tuesday. When contacted to confirm the latest development, Jide Fakorede, his media aide, said

Fakorede, however, denied Omisore’s succumbing to any financial inducement from the party. Meanwhile, the PDP has alerted members of the party, the opposition parties as well as other Nigerians that only 2594 voters are eligible to participate in today’s supplementary voting to conclude last Saturday’s Osun State governorship poll declared inconclusive by the Independent National Electoral Commission (INEC). This figure, the party insisted, is the number of voters that have collected their Permanent Voters Cards (PVCs) as against the 3498 total number of registered voters in the affected seven polling units in which elections holds today. Soji Adagunodo, in a statement said: “We are putting the general public on notice as to the facts about the total number of Permanent Voters Cards (PVCs) allocated as at the date when collection of PVCs ended”. Threatening to hold INEC responsible should there be any infraction in the figures, he said “we shall therefore be holding INEC accountable for any deviation from these facts in the supplementary elections holding on Thursday”. The party as well made allegations of certain injustices done the PDP by INEC in favour of the APC in the results of last Saturday’s election. Adagunodo said 2000 votes were added to APC votes in Osogbo, 1387 votes added to APC in Olorunda local government and 1000 votes deducted from PDP votes in Ayedaade, totalling 4387 votes robbed from PDP. The party claimed that if the figure, 4387 is added to its 353 votes’ margin in Saturday’s poll, it would have won the election with 4,700 votes margin.

Court sacks APC National Organising Secretary, Ibediro, orders fresh election within 30 days Andrew Orolua, Abuja The Federal High Court Abuja division on Wednesday voided the election of Emmanuel Ibediro as the National Organizing Secretary of the All Progressives Congress (APC). It declared the election that produced Emmanuel Ibediro inconclusive and restrained Ibediro from parading himself as the National Organizing Secretary of the All Progressives Congress (APC). Consequently, Justice Nnamdi Dimgba in his judgment ordered the Independent National Electoral Commission (INEC) and the APC to ensure that the election into the office of the National Organizing Secretary of the party is concluded or conducted afresh within 30 days from the date of the judgment. Justice Dimgba ordered the Independent National Electoral Commission (INEC) to ensure that the APC complies with its Constitution and guidelines in electing its officers. In addition, the court also ordered the INEC not to accord further recognition to Ibediro or in any way treating him as the National Organizing Secretary of APC. The court further ordered that the election into the office of the National Organizing Secretary of the APC should be held under the supervision of the INEC where all the duly accredited delegates will be allowed to cast their votes voluntarily and without let or hindrance. Justice Dimgba’s judgment was in respect of a suit filed by Senator Osita Izunaso against the Independent National Electoral
Commission, the All Progressives Congress and Emmanuel Ibediro. In the said suit marked FHC /ABJ/ CS/733/2018, Senator Izunaso challenged the outcome of the election into the office of the National Organizing Secretary of the APC which took place at the party’s National Convention held on June 23 and 24, 2018, at Eagle Square, Abuja, on the ground that it was inconclusive. The Senator had contested for the disputed post of National Organizing Secretary of the APC, which had been zoned to the South East region of the country, by the APC, along with five other contestants. At the end of the process, Ibediro was announced as winner of the election for the disputed position with 1749 votes, while the plaintiff, Senator Izunaso, who was the occupier of the post prior to the convention election, came second with 1459 votes. In the suit, Senator Izunaso claimed that the election was inconclusive, and that Ibediro ought not to have been declared the winner of the election for the post. He further claimed that thugs numbering about 100 wearing T- shirts with the slogan “Ugwumba Uche Nwosu, 2019’ disrupted the election by preventing delegates from voting. He urged the court to declare that the purported return and declaration of Emmanuel Ibediro as the winner of the said election into the office of the National Organizing Secretary of the APC under the supervision of INEC is illegal null, and void. The Plaintiff had through his counsel, Ahmed Raji (SAN) formulated six questions for the determination of the court as well as 12 declarative reliefs out which
10 were granted by the court. Before its judgment in the substantive suit, the court dismissed the notice of preliminary objection raised by counsel to the APC and Ibediro, Oladipo Okpeseyi (SAN) challenging the competence of the suit and the court’s jurisdiction to adjudicate on the matter. Although the Independent National Electoral Commission was represented by its counsel, Taminu Inuwa, now a Senior Advocate of Nigeria (SAN), the commission opted to maintain its neutrality in the dispute. In dispensing with the preliminary objection, Justice Dimgba assumed jurisdiction to hear and determined the suit since issues in contention were outside internal squabbles of the party. After considering arguments canvassed by counsel to both parties for and against the suit, the court agreed with the plaintiff thus: “There is no shred of doubt that indeed the said election was marred by acts of violence and thuggery, and which acts were perpetrated by political thugs sympathetic to the 3rd Defendant (Ibediro).” “Looking at all these depositions as well as the arguments of counsel contained in the written address, I really do not believe that the 2nd and 3rd Defendants (APC and Ibediro) have presented an effective defence or presented an alternative narrative to the claim of the plaintiff that the election was marred with such violence and thuggery, significant voter exclusion and disenfranchisement and generally inconclusive such that the 2nd defendant ought not to have declared the 3rd defendant as winner.”

Short News UBEC matching grant: Group demands sanctioning of erring contractors Yakubu Salisu, Kano The Independent monitoring report on the implementation of the 2015 Kano Sate Universal Basic education (SUBEB) action plan has emphasized the need for urgent collation of details on contractors who failed to deliver and ensure that, such contractors are blacklisted and reported to the appropriate anti-corruption agencies for persecution. The call was made on Wednesday in Kano during a meeting of Stakeholders for upward projections organized by Human Development Initiative (HDI) in collaboration with Grassroots Health Organization of Nigeria. The group, also called for the disclosure of the proactively approved UBE action plans, bills of quantity of projects in public, through a functional website and other social media platforms to enable access for proper scrutiny. According to the research and monitoring officer (HDI), Mr. Olayemi Samuel, the overall aim of the monitoring exercise is to track the utilization of Universal Basic Education matching grant in Kano towards ensuring improvement in the teaching and learning process and also encourage citizen’s participation in monitoring of UBEC projects. In the same vein, the assistant programme Officer, GHON, Malam Ali Abdu Sambo reiterated that, without effective monitoring mechanism in the execution of the UBEC projects in states, the tendencies of use of substandard materials and delay in project execution will continue to be experienced and the aim of the matching grant can be thwarted. Also, he expressed dismay over instances of schools in the government list turning out to be nowhere to be found during their inspections either as a result of mistakes or deliberate act in some quarters as a means of diverting funds. The meeting was attended by relevant stakeholders from different sectors of the society, who deliberated on critical matters on how to move the educational sector to a greater height from its present level.
Police gun down notorious cult leader in Lagos Joy Anyim, Lagos A notorious cultist, Olamide Oloruntobi, who had been terrorizing residents of Ishashi area, a suburb in Lagos has been shot dead during a gun battle with policemen from the Ishashi area of Lagos. The 31 years old who until his death was the leader of Aiye confraternity was shot dead on Tuesday September 25th, at about 9 pm. The deceased and his gang members had allegedly unleashed terror on residents of the area on that day when a team of policemen led by Ishashi Divisional Police Officer, SP Amuda Abolaji led a team of policemen to the scene. Confirming the incident, Spokesperson for the Lagos State Police Command, CSP Chike Oti said, “The late notorious cultist was the leader of the dreaded Aiye confraternity in the area. He met his Waterloo at Durosooto Street, Celenizer, New Mebamu, Ishashi, when the police were alerted that the group, led by the deceased were terrorising residents of the area.

Gov Ahmed approves employment of 1,850 teachers Kehinde Akinpelu, Ilorin The Kwara State Governor, Alhaji Abdulfatah Ahmed has approved the employment of 1,850 basic and senior secondary school teachers in the state to fill teacher shortages in sciences subjects and create fresh employment in the state. Governor Ahmed approved the employments following separate requests by the State Universal Basic
Education Board (SUBEB) and the Kwara State Teaching Service Commission (TSC), according to a statement by his Senior Special Assistant on Media and Communication, Dr. Muyideen Akorede on Wednesday. The two organizations based their requests on existing teacher shortages in the state, especially in English Language and Science subjects. According to the statement, Governor Ahmed approved the recruitment of 1500 SUBEB teachers and 350 Senior Secondary
School teachers. The teacher shortages in the state persist despite recent interventions by the state government through its Kwara State Youth Empowerment Program (KWAYEP) and the federal government’s NPower Scheme, prompting the state Governor to grant the fresh approval for employment. Governor Ahmed also directed SUBEB and TSC to advertise the positions in the media and ensure that due process is followed in the recruitment while ensuring spread across the 193 wards in the state.
Moses Oyediran, Enugu Gov. Ifeanyi Ugwuanyi of Enugu State has appointed the National Vice President, National Association of Nigerian Students (NANS), Comrade Chidi Ilogebe and former Vice President, National Youth Council of Nigeria (NYCN), Comrade Ogechukwu Nnamene as Special Assistants on Students and Youth Affairs, respectively. The appointments were sequel to a meeting between the governor and coalition of youths and students’ leaders in the state, and the need to fill the vacancy created as a result of the resignation of the former SA to the Governor on Youth Affairs, Hon. Emeka Asogwa, who is contesting for the Nsukka/ IgboEze South Federal Constituency seat. Gov. Ugwuanyi, who considered the duo for the appointments after the coalition unanimously nominated them, directed the Secretary to the State Government, Dr. G.O.C Ajah to issue them appointment letters with immediate effect, noting that the decision was in keeping with the vision to accommodate more young persons in the governance of the state.

Osun tie and matters arising

With the air across the national space currently fouled up by partisanship, there can never be a consensus on the propriety or otherwise of the decision of the Independent National Electoral Commission (INEC) to declare the Osun governorship polls of last Saturday inconclusive. The ongoing babel is certainly not helped by merchant lawyers who probably only see an opportunity to tout for briefs after the fact. Indeed, Peoples Democratic Party’s Ademola Adeleke came tops with 254,698 votes; All Progressives Congress’ Gbeoyega scored 254,345; and Social Democratic Party’s Iyiola Omisore polled 128,049 to finish third. In its own wisdom, INEC ruled that potential votes from seven polling units amounting to 3,498 (earlier set aside for sundry reasons) are now too significant to be overlooked, given that PDP only led eventually with a marginal 353 votes at the end of counting and collation last Sunday morning. Hence, the need for a supplementary election on September 27 to decide the winner between PDP and APC. Interestingly, a report had trended in the social media on Sunday purporting that erstwhile INEC boss, Professor Maurice Iwu, poohpoohed the idea of holding a re-run. But just as many began to wonder what moral credentials qualified him to so speak, given the sheer outlawry that had defined his own stint as the nation’s chief electoral officer, came a strident rebuttal by the man himself on Monday. Alas – another instance of fake news, thus exposing once more the increasing vulnerability of our airwaves to the vector of lies and disinformation. Well, putting the referenced distraction aside, to me, there are four preliminary takeaways from last Saturday’s epic electoral battle in the province of the fabled “living spring”. By design or default, in terms of critical electoral weight, the stated seven polling units have somehow evoked the memory of “Modakekelisation”, now almost four-decades-old. Older generations of citizens might readily recall how Modakeke, a rustic town bordering the far more historic Ile-Ife, was literally conjured in the 1983 general polls by the then ruling National Party of Nigeria (NPN) at the centre (largely seen as the ideological progenitor of today’s PDP) to perform a magic never seen in the nation’s electoral history. Noticing that the tally of figures from the provinces across the old Oyo State was tipping the scale in favour of rival Unity Party of Nigeria (UPN), what NPN desperadoes simply did was
to tender the results from Modakeke (considered their stranglehold), inflated on a scale that defied even sanity or reason: the stated figures were far in excess of all registered voters on the Federal Electoral Commission (FEDECO)’s register in order to declare Victor Olunloyo winner over the then incumbent Governor Bola Ige. (It is from the old Oyo State that Osun State descended). Now, the 3,498 number has been summoned by providence to break the tie in the re-run. Secondly, the outcome of last Saturday’s exercise offers sufficient ground to test the hypothesis of the popularity or otherwise of the two leading candidates within their respective parties. The results undoubtedly prove yet again that Adeleke still betters his arch rival in the PDP primaries. He had similarly scored a slim margin with 1,569 votes to defeat Akin Ogunbiyi who got 1562. But, taken together, it would have been more interesting had Iyiola Omisore not defected from PDP in the eleventh hour to seek the crown on SDP’s platform. He came third on Saturday with an impressive 128,049. As for APC’s Gboyega Oyetola, it is indeed another validation for the innovation of direct primaries being championed by the new national chair of the party, Adams Oshiomhole, with a view to banishing imposition and “restoring ownership back to real party members”. Oyetola’s arch rival in the APC’s shadow election was Moshood Adeoti, erstwhile secretary to the state government, who only scored 49,742 in the exercise on African Democratic Congress (ADC)’s platform. Having failed to secure APC’s ticket, he resigned from the Rauf Aregbesola administration and pitched his tent with ADC. Three, if any doubt still existed about the place of substance and morality in contemporary politics, Adeleke’s remarkable showing last Saturday has undoubtedly erased such. At some point in our history, proof of academic brilliance would be an added advantage, if not the sole clincher, in the contest for public office. Such concession would undoubtedly stem from a common thinking that public trust was too lofty, too fragile to be left with a fickle mind whose mental reflex could not be trusted at critical moments. Adeleke’s rise would then appear to have shattered that myth. For not only has it been established that the PDP candidate was an academic failure having bagged F9 in the only paper (English language) he sat for in WAEC close to four decades ago, his apparent attempt
to make up last year in fact allegedly ended up a big scam altogether. According to the police charge sheet, Adeleke, as a sitting senator, procured NECO results awarding him credits in seven subjects, without evidence he ever sat for the exams at Ojo-Aro Community Grammar School, Egbedore LGA, Osun State. Police had last week tendered records to show he was earlier quizzed last year over the matter. However, the suggestion of tainted integrity or insinuation of a dodgy academic profile seemed not enough to sway voters against the PDP candidate in the polls, given the hefty votes he posted to place him slightly above the better read, more articulate and far more composed Oyetola of APC. A few days to the D-Day, fearing that police arrest might deny him the chance to participate in the election, Adeleke quickly fortified himself by obtaining a restraining court order. While the principle of fair hearing obliges us to grant him the benefit of doubt for now, what is however beyond dispute is his complete intellectual vacuity. How strange then that a man aspiring to lead the State that once sired the likes of the great Bola Ige, home to the great Obafemi Awolowo University, is a self-advertised disco freak, whose instinctive answer to any invitation to public scrutiny is to simply break into sometimes clownish dance routines, thus exhibiting, not revulsion, but the air of personal fulfillment at what ordinarily should be considered a derogation – being addressed as “the dancing senator”. As if what statecraft is all about is the ability to switch seamlessly from “Skelewu” to “Shaku Shaku” on the dance-floor. As a congressman, Adeleke is not known to have, so far, espoused any grand idea at the Senate chamber, even with the dismal standards of the current denizens; nor has he lent his voice to any lofty debate outside for that matter. Without shame, thrice, he consistently dodged televised debates organised for candidates and was never lacking in excuses. Maybe substituting the debate with dancing competition would have lured Adeleke out of hiding; he probably would have been more comfortable with questions bordering on which song is the rave on the billboard charts, than with posers on the fiscal prescriptions needed to lift Osun from present economic challenges. But the truth: What is required in the governor’s office is more of sobriety only made
possible by a presence of mind, certainly not the mere possession of a pair of dancing shoes. Fourthly, the September 22 exercise in Osun has proved that, once various stakeholders exercise a high sense of vigilance and the umpire evinces will and commitment, the possibility of the ruling party to deploy incumbency mindlessly is minimised. This was very much in evidence last Saturday. That the results were close between the ruling APC and the main opposition PDP is an unassailable proof of the relatively high level of integrity of the Saturday exercise. If nothing at all, President Buhari deserves kudos for providing a level-playing field, and resisting the temptation to put security agencies at his party’s disposal to impose its will. In a show of statesmanship, PMB even overruled the police after they declared the PDP candidate wanted a few days to the polls, over the otherwise grave allegation of NECO certificate racketeering. An unscrupulous power broker could have seized that as a perfect excuse to put Adeleke away in the name of due process. This is very much unlike the scenario in both Osun and Ekiti States back in 2014, when then ruling PDP, in a brazen flaunting of raw power, not only cracked down on a good number of political opponents but also ruthlessly let loose battalions of hooded state goons to harass and intimidate the opposition before and during the elections. Of course, there were reports last Saturday of votes-buying in Osogbo and Ede, but certainly not on the industrial scale witnessed recently in Ekiti, involving both the ruling party and members of the opposition. In what suggested at least a new fear, those engaged in “stomach infrastructure”, this time, resorted to a novelty – swearing to oaths before sums ranging from N5,000 and N6,000 exchanged hands on the night preceding the election. This was unlike in Ekiti recently where such illicit transactions were openly consummated. There was also the tale of an extraordinary show of valour that Saturday night by cops who overpowered hoodlums attempting to snatch ballot boxes at the collation centre in Osogbo after shooting into the air and shattering the rear windscreen of a Sports Utility Vehicle. Let us hope this resolve to defend the sanctity of the ballot, this noticeable sense of official restraint, is sustained by the ruling party in the bigger national contest months away, so that the nation’s democratic culture is deepened.
Corruption, not babies breed poverty

Few years back, a friend called my attention to a very profound statement that was used for commercial advertisement by one of the leading automakers in Japan-Toyota or so. The catch phrase goes thus: “good thinking, good products.” This statement is factually accurate except that I have just ran into a conversation that seems to contradict that age long, tested and trusted wise saying in Japan. That which contradicts that profoundly philosophical statement is the story carried in the current edition of the best known European news magazine – The Economist – about the development issue of fertility in Africa vis-à-vis the rapid decline of quality lifestyles amongst millions of African household due to poverty. This story aptly captioned “Africa’s high birth rate is keeping the continent poor”. That is the soft copy’s version. The hard copy has a lovelier caption which says; Babies are lovely, but.... This article is associated with ongoing global advocacy campaigns centered around family planning being bankrolled by the richest living human being on the planet Earth Mr. Bill Gates of the United States of America and his wife Millenda Gates. Mind you, this debonaire entrepreneur owns the largest online enterprises with over 2 billion audiences. He is the owner of microsoft. It can then be understood that this powerful and wealthy man also wields powerful media influences. Whenever Bill Gates coughs, the global media landscape catches cold. Ordinarily, one would expect that as someone who is clearly a genius that phenomenally rose from nothingness to become the most prosperous human person on Earth, Bill Gates is expected to be endowed with bottomless pit of wisdom and good thinking which inevitably should also bring forth good product. Hallgren R. Jordemodern in 1983 did a landmark research on West African childbirth traditions whereby the metaphysical symbolism
of the advent of new babies as occasions that remind us of the essence of the sanctity of life, was extensively highlighted. The researcher states that religious and medical practices are steeped in the traditions of West African culture vis-a-vis childbirth. It is customary for delivery to occur with the woman squatting on the ground surrounded by sisters and female relatives, some of whom function as midwives, the writer recalled. Midwives get paid only if delivery is successful. A stool is also often used in childbirth. The name given to a child in the Yoruba tribe in Nigeria has to refer to the circumstances of the individual’s birth. The contact with the earth (as in the squatting position) has religious overtones--it indicates the fecundity of the earth, and the mother’s contact with it. The researcher recalled that Infertility is considered the greatest tragedy in traditional African society. “In Senegal, a childless woman pays a fertile one a certain sum in return for bearing her a child who would be raised as her own (this tradition is not unlike surrogate motherhood in Western countries). Men are never present at birth; however, in urban settings this practice is changing”. The burial of the placenta and umbilical cord is thought to restore the woman’s fertility and help heal her womb, the researcher emphasized. “This practice was even recorded in 19th century Sweden harkening back to heathen times. In Ghana, an infertile woman urinates on the ground where the placenta is buried in the belief that her fertility will be restored. The birth of twins is regarded as a great blessing, and as a sign of fertility; however, the inability of the mother to breast-feed both twins may result in the death of the weaker child. The harmony of nature, animals, and human beings is paramount in traditional West Africa religion and life, and undoubtedly Western culture could learn from some of these beliefs.” Going forward, I will narrow my work to
the great works done by a British journalist Mr. Duncan Clarke in which he reduced into a monumental work of scholarship the core issue of deeply entrenched political corruption as the cause of widespread poverty, conflicts and political instability in Africa contrary to the unscientific belief system been spread by Bill Gates and The Economist that babies breed poverty in Africa. Duncan Clarke’s beautiful book is titled: “Crude Continent; The Struggle for Africa’s oil prize.” In this book of 674 pages, this British journalist told us that African political leaders are corrupt and are in the business of diverting public fund to their private pockets. This reporter and author spent fourty years in different countries of Africa working as a journalist. Mr. Duncan Clarke’s book was published in 2008, but in 2018, the son of the president of Equatorial Guinea was arrested with over $1 million USD cash in Brazil and several valuables/jewelries worth over $15 million USD. This great writer dedicated a chapter of his book to the criminal ways that African leaders divert revenues from the solid and crude oil resources to finance the lifestyles of these dictators. He wrote that: “despite earlier neglect, Spain put major effort into development in the 1960s. it left equatorial guinea at independence with a balanced economy (Fernando Po’s income per head of $466 in 1965 was the highest in Africa, as were exports per head at $135), a high literacy rate (89%) and relatively advanced infrastructure. Telephone density was 12.3 per 1,000; the country had more vehicles per head than any other in Africa, 1 km of road per 10 sq km, and the continent’s fourth-highest energy consumption. All this was before Macias took the helm.” The author recalled that: “Political misrule and economic chaos under the heavy hand of Macias rapidly drove the economy to bankruptcy and created deep social disorder,
inducing political repression to an extreme degree. Relations with Spain deteriorated sharply. A coup failed in 1969, leading to widespread executions and intimidation of Spaniards. That year, 6,000 Spaniards were evacuated. Macias declared a state of emergency.” He continues reeling out the historical trajectories of the correlations between political corruption and poverty by stating that: “By 1975, Nigeria had repatriated 25,000 workers and the US embassy had closed (followed by Spain’s in 1977). French diplomats stayed throughout the independence period. In 1977, the Gabonese president solicited Spain’s support for its claims to several Equatorial Guinean islands in exchange for diplomatic support”. Various crises, he recalled, erupted up to mid-1979, by which time President Macias was widely suspected to be certifiably insane. After two attempted coups, Macias was finally deposed and succeeded by LieutenantColonel Teodoro Obiang Nguema (Macias’s nephew and military adviser), aided by a group of military and naval officers (constituted in a Supreme Military Council), he narrated. “Obiang has ruled ever since and been blessed since the mid-1980s with the growing oil wealth of equatorial guinea, which has been run by a government akin to a family oil business.” Equatorial Guinea’s misrule and corruption is how most nations are misruled in Africa such as Nigeria; Uganda, Zimbabwe, Angola. South Africa’s immediate past President Jacob Zuma Was forced by parliament to resign not for having too many babies from over 6 mistresses, but because of corruption. This and many instances should tell the likes of Bill Gates that babies don’t breed poverty. He can as well sell his family planning formula without unduly apportioning blames on innocent babies as the source of untold hardships in Africa. African corrupt dictators should be blamed squarely for widespread African poverty.

Editorial Commentary Ain’t the rule of law a bitch (III)

This week I close my three-part series on the title ‘Ain’t The Rule Of Law A Bitch?’ And I do so with a re-jigged version of a previous piece titled ‘Of Rule Of Law And The Madding Minority’. Of ‘Rule Of Law’ And The Madding Minority The last time, recently President Buhari said that ‘national security’ was superior to the ‘rule of law’ was actually not the first that he would be communicating that presumably ‘extra-legal’ (?) point of view. The President had severally in the past demonstrated that radical leaning, to the chagrin especially of the opposition and to the delight mostly of his supporters and of radicallyminded Nigerians like us. It was in deference both to ‘national economic interest’ and ‘national security’ that Buhari, at his Media Chat debut, rejected the idea of bail for the duo of a corruptive Dasuki and a treasonably subversive Kanu. And those who do care that thousands of petty offenders and little felons are all over the cells and prisons of this country un-bailed and awaiting trial for ages, are the same who are quick to cite the ‘rule of law’ in support of the bail-rights of the high and mighty who have committed such high crimes and misdemeanors as would make heaven tremble. What manner of ‘rule of law’ would require that a man, Dasuki, be ‘lawfully’ set free by whom a whooping 2.1 billion dollars was stolen without a trace; or what manner of ‘rule of law’ would ‘legally’ require that a mis-primed, secessionist canon, Kanu, be let loose, by who’s inciting and hatemongering outburst the nation was about to conflagrate. What manner of ‘rule of law’ will insist that those who defy the law to keep the patrimony of all or those who disdain the law to invite anarchy, are the most entitled to the treatment of the law without derogation? After Buhari’s Media Chat, a national daily had published the angst of some obscure ‘constitutional lawyer’, Ms. Carol Ajie, who had petitioned the U.S. President Barack Obama, over what she said was Buhari’s disregard for the ‘rule of law’. She may not have ever been to any of the Police or prison cells to see the situation of petty thieves, many of whom may be there longer than the terms they would’ve served if a court had convicted them! Where is the ‘rule of law’ when the conscience of judges and lawyers is not pricked by this but it is tribulated by the condition of the high and mighty whose crimes are potentially ruinous of all? Besides, you’d think that any lawyer worth his wig should know that concerning the observance of ‘rule of law’, America cannot to hold the candle to any nation, except that nation is her ally and partner-in-crime, Israel. To report Buhari to America was as ridiculous as the Hausas would ‘Kai kuuka gidan mutuwa’; or the Americans ‘take coal to Newcastle’. For, the civilized world has been at it, nibbling persistently at the numb conscience of a hypocritical America, urging her to respect the rights of detainees at the infamous Guantanamo Bay Prison, but to no avail. Detainees here do not even enjoy the right’ of classification as ‘awaiting trial’, let alone afford the luxury of contemplating the possibility of a conviction. Hell, they are not even entitled to the basic right of access to a lawyer. And virtually every American seems to be saying ‘if this secures America, so be it’! Laws cannot be made sacrosanct in the affairs of man unless they are ‘just’; or that the judges who interpret them do so judiCIOUSLY to attain justice and not only judiCIALLY to vindicate the law. It will amount to man ‘serving the law’ if by being self-obligated to obey including irrational laws and manifestly unjust rulings, man brings to his affairs untold hardship. The ‘rule of law’ is NOT to be made sacred and inviolable in spite of the ‘will’ and convenience of the ‘people’. In fact radical realists have often advised judges to try to “balance competing values of ‘freedom’ and
‘equality’ in ways that correspond with ‘popular democratic sentiment’. And as we should know the ‘popular democratic sentiment’ may not always be consistent with the ‘rule of law’. This was exactly what Agbakoba, a member of the National Judicial Council, NJC was trying to remind judges about when he said: “I believe the judges handling corruption cases in the country at this moment must balance public opinion with law. And what is the public opinion? People want to see those looters of their treasury in jail as soon as possible”. Every right-thinking judge should have known that granting bail to the likes of Dasuki or Kanu cannot be said to correspond with the ‘popular democratic sentiment’. For as the U.S. novelist Richard Wright would say: no law can “contradict the lives of millions of people and hope to be administered successfully”. If the courts abandon their overarching judicial duty to rule always in a manner consistent with justice and the peace and security of the society, it should behoove the executive arm –in might if not in right- to arrogate that duty and to effectively and timeously discharge it. Said historian Babington Macaulay, “The law has no eyes; the law has no hands; the law is nothing … till public opinion breathes the breath of life into the dead letter”. And since the people are their own sovereigns, they alone determine what is ‘democratic’ from what is not. And what is ‘democratic’ therefore may not necessarily be what constitutional law says it is or what political scientists theorize that it should be. Rather it is what a ‘majority’ of the people has chosen to live with or tolerate. And it is immaterial that what the people have chosen to live with or tolerate is not approved by law; or that what they have chosen NOT to live with or tolerate is what actually the law permits. Because the revolutionary right of a majority of the people to alter every situation including the law, to their convenience, is a right that predates and thus exists outside of the Constitution. It is not a right that the Constitution has the capacity to warehouse because the Constitution itself exists by the leave of the people. In actual fact the ‘will’ of the ‘majority’ is the veritable ‘rule of law’. Because it is the very ‘force’ that legitimates all laws. When I wrote ‘Buhari And The Metaphysics Of Presidential Powers’, I said that “the President, constitutionally, is not only imbued with enormous ‘discretionary’ and ‘prerogative’ powers, he even exercises ‘conventional powers’ which are not contemplated by the Constitution and yet which are not in conflict with it”. In fact many even say that a popular President can exercise conventional powers which are expressly in conflict with the Constitution, provided that such liberty resonates with the majority of the people or that its object is to secure the people –even in spite of the people. Barry Goldwater, author of ‘The Conscience Of A Conservative’ was the one who said “extremism in the defense of liberty is no vice (even as) moderation in the pursuit of justice is no virtue”. A president should be out in spite of everything, including the law, and in spite of everyone, including the people, to secure the nation and to preserve its endowments. And although in going against the grain of the ‘law’ he would be walking in the valley of the shadow of death, yet such a president needs fear neither harm nor evil coming to him. This power is rooted more in ‘democratic convention’ than in the ‘letter’ or spirit of the law. Since the ‘law’ needs not advance the ‘common good’ to be legitimate, an elected President needs not legitimize his actions to improve that ‘common good.’ As the philosopher James Africanus Beale Horton said: “where the aim is to bring up the governed rapidly to advancement…, a little despotism is ABSOLUTELY necessary”. s Nigerians look forward to 2019, the year that the nation will go to the polls to either elect a new set of political leaders or reelect those currently holding the office, the year promises to really be interesting, as current political development already gives a pointer to what to expect in the election year. While many political watchers are looking at the development and the accompanying intrigues, wondering what it portends for the country, many others are already looking at the development from a positive outlook. While it is not a surprise to many that politicians are showing their usual colour in this era, some are wondering what some of the developments holds for the people, as they fear it could lead to crisis and possible confrontation between political groups whose leaders seem to be towing opposition political views and incumbents. As it stands today, the Nigerian political landscape promises a shift from the usual development, as incumbents who are always almost sure of their ability to turn the arm of the clock whichever way they desire now seem to be losing out as their seems to be a new zeal to stand against ‘orders from above’. Looking at the development from Lagos to Adamawa, Imo to Ogun or other parts of the country, the situation seem the same, as there seem to be a new boldness to stand up to the boss. In Lagos State for instance, it is no longer news that the incumbent governor, Akinwunmi Ambode’s second term bid is seriously threatened, as there seem to be a grand plan to make him the first governor in the state since 1999 not to have a second term, as the structure in the state seem to have left him and pitched tent with another person, Mr. Babajide Sanwoolu, who has declared his intention to replace him on the platform of the All Progressives Congress (APC), his party. This is just as the Lagos East Senatorial slot seems to be slipping from the incumbent, Senator Gbenga Ashafa, as the strongman of Lagos Assembly, Hon. Adebayo Osinowo, popularly called Peperito, has declared at a carnival-like event his intention to replace him and it seems it will only be a matter of time before Ashafa loses out. In Ogun State, the governor, Ibikunle Amosun, has declared that he is returning to the Senate where he had served before becoming governor, with the intention to replace Dr. Lanre Tejuosho, the incumbent. He also declared that he will be handing over to a preferred candidate that he has already announced, but in a surprise move, he is receiving very stiff opposition to both positions, as the party members are bent on ensuring that the governor does not have his way, and they are pressing to ensure that rather than the indirect primary for the party primary election, that will help incumbents manipulate the delegates, they are rooting for a direct primary that will ensure equal opportunity for everyone. The story in Adamawa State is not different as there is stiff opposition to the second term bid of the governor, Alhaji Mohammed Jibrilla Bindow, who has insisted that he wants the party to have an indirect primary, but majority of the stakeholders seem opposed to that and will rather opt for direct primary, where they are sure they can floor the
governor and truncate his second term ambition. The story in Imo State is also not too different as the opposition to the governor’s choice of a replacement is coming from within, his estranged deputy. Governor Rochas Okorocha has declared that he plans to hand over the governorship seat of the state to his Chief of Staff, who happens to be his son-in-law, because as he said, he trust his competence to do the right things, but his deputy, Prince Eze Madumere will not have any of that, as he has vowed to ensure it does not happen. Madumere is not alone, as many other frontline members of the party have already lined up behind him and as a sign of their seriousness, they moved against the governor during the congresses and took the party structure from him. It took the intervention of the national leadership of the party to help Okorocha regain control and they have declared that the battle is not over. Though some people see the development as worrisome, many political commentators are however elated by the development, as they say that for once since the return of this political dispensation, the people seem to be regaining their voices. We are of the opinion that the emerging scenario is a welcome development for the Nigerian political system. This is because going forward, it will help in throwing up the right leadership that the people desire as political office holders will now be more conscious of what they do in office as they will need the people to come to their aid when the chips are down.

Teachers’ welfare: Gov Sani-Bello directs payment Short News of domestic allowance for grade level 15, above Dankwambo solicits votes ...Endorses increase in retirement age
Joseph Inokotong, Abuja Niger State Governor, Alhaji Abubakar SaniBello has directed that teachers on grade level 15 and above be paid domestic staff allowance, a benefit that is limited to only civil servants. He also endorsed the agitation by the Nigeria Union of Teachers to have the retirement age of professional teachers increased from 35 to 40 years of service and 60 to 66 years of age. Gov. Sani-Bello announced the new benefit, the first of its kind since the state was created 42 years ago at the 57th (6th Quadrennial) National Delegates Conference of the Nigeria Union of Teachers (NUT) holding in Minna, the Niger State capital. In a statement, the Chief Press Secretary, Jibrin Baba Ndace, said the governor stated that the decision to grant the payment of the new allowance was in fulfilment of his resolve to improve on the condition and standard of living of teachers on the employment of the state government with a view to enhancing their performance. According to him, “Teachers deserve to be appreciated for their great role in nation building. We are aware that nation building certainly does not happen by accident rather it is
a deliberate and consciously effort by men and women with vision and determination to leave enduring legacies for the larger number of the populace and that is what we stand for”. Gov. Sani Bello noted that teachers have continued to play invaluable role in the development of humanity, stressing that his administration will continue to support moves and policies that would enhance their status and wellbeing. According to the governor, “I see teachers as immeasurable tool for nation building as well as a veritable instrument for social change. This goes to explain the attention this administration accords the process of teaching and learning in the state. “Our overall target for education is to ensure the creation of a functional and sustainable system where teachers play fundamental role. Therefore, the deliberate empowerment of teachers is a priority to us in the State. We believe that we cannot raise the quality of our students without first standardizing the quality of those who are to impart the character and learning that we wish for our students at all levels of our educational system”. The National President of the union, Comrade Michael Alogba Olukoya called for an increase in the retirement point for teachers in order to enjoy the services of well
experienced teachers in public schools. He then commended the Niger state government welfare package for teachers in public schools and eugloised the Gov. Sani -Bello for prompt payment of teachers salary in the state. The labour leader called for an improved welfare package for teachers by states government, arguing that the welfare and the working condition of teachers will determine the soundness of the nation’s future. He lamented the suffering of teachers in some states due to irregularities in salary being paid. He insisted that “leaders and those in position of authority should do the needful by funding education effectively”. The NUT state chairman, Comrade Ibrahim Umar also commended the state government giant strides in repositioning education and in improving the welfare of teachers through prompt payment of their salary. Conference which has “Strengthening National Consciousness and Nation Building by the Instrumentality of public school system in Nigeria also had the Kebbi State governor, Alhaji Abubakar Atiku Bagudu and national President of Nigeria Labour Congress, Comrade Ayuba Wabah in attendance. New leaders are expected to be elected by delegates to run the affairs of the union during the conference.

Gombe State Governor and Presidential aspirant for the 2019 election on the platform of the Peoples Democratic Party (PDP), Alhaji Ibrahim Dankwabo, has appealed to stakeholders and national delegates of the party in Bayelsa state to either vote for him or chose more suitable and credible candidate during the forthcoming national convention. Dankwanbo who assured the people of his total support for a better candidate should he fail to clinch the Presidential ticket of the party, noted that the poor performance of the Buhari led government is evidence that they have nothing to offer for the past three years. He stated this during consultation and solidarity visit to the PDP party Secretariat, Yesterday in Yenagoa. Dankwambo, who described himself as a more qualified and serious contender, said that Bayelsa state should be very dear to any good candidate to visit, noting that the state and the region feeds the whole country hence politicians should always acknowledge the fact and respect the state.
Osun rerun: Catholic cleric sues for peace The Director of Social Communication, Catholic Archdiocese of Lagos, Msgr. Gabriel Osu, has urged political parties participating in Osun rerun to refrain from actions that may incite violence among their followers. The Independent National Electoral Commission (INEC) declared the Osun governorship election inconclusive on Sunday. INEC said that the difference between the two leading parties, APC and PDP, was less than the total number of votes cancelled hence a rerun was fixed for Thursday, Sept. 27. The PDP, after final collation in Osun led its closest challenger, APC, by 353 votes while 3,498 votes were cancelled. In an interview with newsmen, Osu said that there was need for caution as any mistake made in Osun may trigger reaction that would spill over to other states and eventually Nigeria as a whole. “2019 is a few months away; care must be taken to avoid issues that may reduce Nigeria image and our capability to conduct free and fair polls in the international community”, he said.

Plateau crisis caused by religious criminals - Gbong Gwom Mathew Dadiya, Abuja The Gbong Gwom of Jos and Chairman, Plateau Council of Chiefs, His Royal Highness, Da Jacob Gyang Buba, has identified what he described as religious criminality as responsible for the continued crisis in Plateau State. The Jos monarch said that insincerity and hypocrisy have made the resolution of the crisis almost an impossible task. Gyang disclosed this on Tuesday when he received in audience, members of the Inter Faith Dialogue Forum for Peace (IDFP) in Jos. “Our attitudes are not helping us in the search for peace. We have refused to embrace forgiveness and have continued to pay back those who offended us in their own bad coins. In times like this, we must not only be talking about peace and dialogue, but we must also be willing to live peacefully with our neighbour. What is plaguing the state is religious criminality. By that I mean that when criminals commit offence; they often resort to religious
sentiments to escape justice. That is not good for our system. We must deal with criminals wherever they are found. “It’s unfortunate that religious leaders who should know better are the ones behind these crises. It may surprise all of us that those who are neither Muslims nor Christians will be admitted to Heaven before some of these religious leaders,” said the Gbong Gwom. Calling on religious and traditional rulers, including politicians, to rise up in defence of the humanity of the Nigerian people, he thanked IDFP for deeming it fit to embark on such advocacy for peaceful resolution of conflicts in various states of the Federation. “Like I have always maintained, no security agency can restore peace; the best they can do is to enforce law and order. For us to have peace, we all must agree to follow the path of peace. While we have growing number of churches and mosques, but the spirituality level of Nigerians is declining every day. The building is not looking for salvation,; it is we who need salvation. “What is really behind this crisis is hinged on
lack of sincerity and we must end this lack of sincerity in order to hand over a peaceful nation to future generations” he said. Speaking earlier, leader of the IDFP advocacy team informed the Gbong Gwom that members of the forum were in Jos on a fact-finding mission in order to ascertain the real cause of the crisis. “IDFP is supported by KAICIID Dialogue Centre based in Vienna, Austria, in its programmes to encourage the use of dialogue in resolving conflict. Our existence as a group was initiated by the Vienna-based group and IDFP comprises of 100 clerics whose number is equally shared between the two religions of Islam and Christianity. Membership of the forum includes various sects and denominations in both Islam and Christianity,” Mohammed said. Chairman of the Local Organising Committee of the visit, Rev Zaka Ahuche thanked the monarch for granting them audience and assured him of the forum’s willingness to partner and collaborate with groups in search for peace.
The flood disaster ravaging parts of Anambra has claimed the life of a nine-year-old girl, Benedict Uzo in Amiyi, Ogbaru council area of the state. Chairman of Ogbaru Local Government Area, Mr Arinze Awogu, told newsmen on Wednesday that the drowned while fetching water with a bucket. He said Benedict’s 11-year-old elder sister who tried to rescue her almost lost her life too but was quickly rescued by neighbours. “The flood situation in Ogbaru Local Government Area of Anambra State has continued to take a turn for the worst and Ogbaru has lost two persons since it started. “The latest casualty is a nine-year-old Miss Uzo Benedict Onyebuchukwu, a primary 3 pupil of Light International School, Okoti. “The father of the victim, Mr. Izuchukwu Uzo told me that his daughter was swept away by the flood as she attempted to fetch water with her bucket,” he said.
APC elders adopt direct primary for guber aspirants in Kwara Kehinde Akinpelu, Ilorin Elders of the All Progressives Congress (APC), in Kwara have called on national leadership of the party to heed the wishes of the members and adopt direct primary for the selection of the governorship candidate. The elders made their position known on Wednesday at a press conference in Ilorin, Kwara State capital. Alhaji Lasisi Jimoh (aka LAK), who read the text of the press statement declared that direct primary would enhance the chances of APC in winning elections in the state. “We are opposed to anything that will impede our chances of winning elections in 2019, one of the thing that can affect our chances is indirect primary. “Let all the aspirants go to the field and test their popularity among members of the party,” Alhaji Jimoh added. He therefore appealed to President Muhammadu Buhari, Asiwaju Ahmed Tinubu and APC national chairman, Adams Oshiomhole not to succumb to any obnoxious pressure to sabotage the chances of the party.

N450m Scam: EFCC arraigns Senator Kumo Doosuur Iwambe, Abuja Gombe Zonal office of the Economic and Financial Crimes Commission (EFCC), has arraigned Senator Saidu Umar Kumo (Garkuwan Gombe) and Hon. Nuhu Poloma before the Federal High Court sitting in Gombe. The duo were alleged to have on March 27, 2015 collected the sum of Four hundred and fifty million naira (N450m) at the Gombe branch of a new generational bank, being part of funds allegedly paid out to influential political figures and electoral officials by a former petroleum minister to
influence the outcome of the 2015 general election. Specifically, Senator Kumo allegedly took the sum of N111million out of the Four Hundred and Fifty Million Naira and instructed one Abba Sunday Agaba to deliver the balance of Three Hundred and Thirty Three Million, Five Hundred Thousand Naira only to cashier Government House, Gombe. From his share, Senator Kumo allegedly gave Two Million Naira only to Hon. Nuhu Poloma, who also allegedly used the sum of Three Million Naira personally and failed to account for the balance of One Hundred and Six Million Naira. The accused persons however pleaded
not guilty to the five count charge preferred against them by the anti-graft agency. The prosecution counsel, Israel Akande then prayed the court for a date to commence trial Meanwhile, the presiding Judge, Justice Nehizena Apolabi after the plea of not guilty granted bail to the defendants in ten sum of N10million and two sureties in like sum. He held that the sureties to sign an undertaking to produce the defendants at every court sitting. of the Federal High Court Gombe on five counts conspiracy and money laundering. The matter has been adjourned to December 5,2018 for trial.

Osun Rerun: INEC on global spotlight, says group The League of Concerned Democratic Youths of Nigeria, a pressure group, says the electoral umpire is currently on global spotlight as it prepares for the Osun re-run governorship election. The Independent National Electoral Commission (INEC) has scheduled the re-run election for Thursday. The National Coordinator of the league, Mr Mike Omoba, has reminded INEC that it must be guided by its mandate. Omoba, in a statement made available to the newsmen on Wednesday in Abuja, that the commission must uphold its integrity and act in line with global best practices. I’m ready for APC primaries - Ambode Benjamin Omoike, Lagos With the primary election of the All Progressives Congress, APC, set to hold on Saturday, September 29, Lagos state governor, Mr. Akinwunmi Ambode, on Wednesday expressed his readiness to participate in the process, where members of the party across the state are expected to choose the party’s flag bearer through direct primaries. The Executive Secretary of the Nigerian Christian Pilgrims Commission (NCPC), Rev. Uja Tor Uja has charged the Israeli government to deepen its investments, partnerships and economic collaborations with Nigeria. Uja, speaking in Abuja on Monday during a courtesy visit by the Israeli Charge De’ affairs, Mr. Nadav Goren, at the Commissions’ corporate headquarters in Abuja urged Israel to deepen its relationships with Nigeria by way of making some conscious and strategic investments in areas of technology, security, agriculture and education that will build and further reciprocate the long standing cordial relationship between Israel and Nigeria. NNPC cautions petroleum product consumers against panic buying Idu Jude, Abuja The Group Managing Director of the Nigerian National Petroleum Corporation (NNPC), Dr. Maikanti Baru, has appealed to motorists and other consumers of petroleum products across the country not to engage in panic buying of products over the Nigeria Labour Congress (NLC) planned industrial action. Dr. Baru said the Federal Government was seriously engaging the NLC on the issues it raised, a release by NNPC Group General Manager, Group Public Affairs Division, Mr. Ndu Ughamadu, stated Wednesday in Abuja. Short News Education, health of Nigeria’s workforce lagging behind – Report Islamic scholar urges Kwara APC to adopt consensus
Joseph Inokotong, Abuja A new study published this week in The Lancet shows that the health and education of Nigeria’s workforce is lagging behind other countries, which will likely stunt the country’s economic growth. The study, conducted by the Institute for Health Metrics and Evaluation (IHME) at the request of the World Bank President, is the first of its kind to measure and compare the strength of countries’ “human capital.” The study underscores that when a country’s human capital score increases, its economy grows. The study reveals that Nigeria’s human capital ranked number 171 out of 195 countries in 2016, falling from 155 in 1990. Of the 10 most populated countries in the world, Nigeria’s human capital score is the lowest. The country also scored worse than its West African neighbours Togo (ranked number 162),
Ghana (155), and Cameroon (148). Gabon was the highest scoring country in sub-Saharan Africa at number 118. The health of Nigeria’s workforce has improved slightly since 1990. The study looks at how many years between the ages of 20 and 64 – when people are most active in the workforce – they can expect to live. On average, Nigerians lived 36.1 of those 45 years, while in 1990, Nigerians lived on average 31.2 years. But Nigeria has not improved as quickly as other nations, and it is ranked only number 170 in the world in terms of years workers can expect to live. Workers in Togo (ranked number 170), Ghana (154), Senegal (147), and the Gambia (146) all lived longer than in Nigeria. Nigerian workers also struggle with sickness and disability. The study’s measure of functional health – which calculates the work impact of ailments like stunting, hearing and vision loss, or infectious diseases like malaria or tuberculosis – ranked Nigeria at number 176 in the world. Nigeria ranked lower than many
of its West African neighbours but higher than Cote d’Ivoire (ranked number 180), the Gambia (181), Mali (ranked 184), Chad (190), Liberia (192), and Niger (193). Nigerian workers are only slightly better educated than in 1990. In 2016, Nigerians spent about 8.6 years out of a possible 18 years measured in the study, compared to 7.6 years in 1990. The country fell 37 places in terms of years spent in school; the country ranked number 172 in the world in 2016. Workers in the Gambia, Liberia, Togo, Ghana, Namibia, Congo, Gabon, and Equatorial Guinea all spend more time in school than Nigerians. Nigeria’s quality of education is not keeping pace with other countries. The country has fallen 11 places since 1990 in terms of education quality and ranks number 154. Many West African countries offer students very low levels of learning. Nigeria ranks better than Togo (ranked number 170), Chad (183), Benin (186), Namibia (188), Ghana (192), and last-place Niger (195).
Kehinde Akinpelu, Ilorin Ilorin based Islamic, Sheikh Sulyman Umar Babatunde has appealed to the leadership of the All Progressives Congress (APC), in Kwara to adopt consensus arrangement in picking its governorship candidate for the 2019 election. Kano releases N22m to fight desert encroachment Yakubu Salisu, Kano In its bid to combat desert encroachment in the state, Kano state government has released the sum of N22,465,000 for the production of two million assorted seedlings which would be planted across the state. This was made known yesterday by the state’s Commissioner of Environment, Hon. Ali Haruna Makoda, during the flag off ceremony of the project which took place at the ministry of environment Kano. According to him, despite the fact that the state is blessed with about thirty three forests across, the state has lost significant amount number of trees to activities of some persons in the illegal business of falling threes to serve as fuel and other commercial activities. “I must say that the state has been greatly exposed to desert encroachment as a result of
falling trees randomly by some persons. It is quite alarming looking at the extent of damage done to our natural environment, and the effects of this trend is so glaring. FEC approves $64.2m for Escravos Power Project Mathew Dadiya, Abuja The Federal Executive Council (FEC) on Wednesday approved 64.2 million dollars for power supply project to communities within Escravos area of Delta State. Dr Ibe Kachikwu, the Minister of State for Petroleum Resources, disclosed this while briefing State House correspondents after FEC meeting presided over by the Vice President, Prof. Yemi Osinbajo, in the Presidential Villa. Escravos, which hosts two major transnational oil companies — Shell and Chevron — is located in Warri South
Local Government Area of Delta State; communities therein include Ugborodu, Ogidigben, Jala, Madagho and Ajidubu. Kachikwu said that previously, the Escravos Lagos Pipeline System (ELPS) was stopped because communities raised concerns over moving 50 per cent of gas required when the immediate community did not have power supply. The minister said that the project was consequently, stalled for a very long time. “Today, we approached the council to approve 64,235,644 million dollars to fund two lots. “One is for the supply of power itself which is building the plant; all the engineering services required to do that and
also distributing the power within the series of communities affected. “The council was gracious enough to approve that to two specific companies; FEC approved it in two different lots; one for 51 million dollars and the other one for 13 million dollars. “We believe that with this power will be provided to the immediate communities for a period of four-five years and it will become a permanent structure. “Because in the absence of that, we are going to use generators which will cost over N18 million every month to manage just to provide light in those areas, so as to enable the more important contract of the ELPS to take place’’, he said.
Earlier, Malam Garba Shehu, the Senior Special Assistant to the President, Media and Publicity, said that FEC had given three approvals to the Economic and Financial Crimes Commission (EFCC). According to him, the first is a N500 million contract awarded to Julius Berger for the provision of facilities and maintenance services for the new 10-storey building. “They also got approval for the procurement of 700 computers; 100 laptops and 25 laser printers at about N449 million. Shehu said that the council also approved the construction of five security water front patrol boats for the Nigerian Ports Authority in Marina, Lagos, for coastline security.

N22bn entitlements: Nigeria Airways pensioners set for fresh verification Ex-workers of the defunct Nigeria Airways Limited (NAL) are getting set for a fresh verification following the Federal Government’s approval of N22.6 billion for the payment of their entitlements. Mr Godwin Jibodu, the Chairman, Nigeria Airways Elders Forum, confirmed the development on Wednesday at a meeting of the pensioners of the former national carrier at the Murtala Muhammed Airport, Lagos. The airline, which started flight operations
in August 1958, was liquidated by former President Olusegun Obasanjo’s government in May 2003 with the workers yet to be fully paid their entitlements. The Minister of Finance, Mrs Zainab Ahmed, had on Sept. 24 announced that President Muhammadu Buhari had approved the release of the funds for the part-payment of the ex-workers being owed N45 billion. Jibodu said that the approval of the
payment was greeted with joy by the exworkers who expressed their gratitude to the president and the minister at the meeting. “The purpose of the meeting is to brief the workers about what the minister said and that the verification will begin very soon. “Everybody should prepare his or her documents for the verification,” he said. According to him, no date has been given
for the commencement of the verification, but the committee, which will arrange the exercise, will start work on Sept. 27. “The committee is made up of people from the Ministry of Finance, Ministry of Transportation, Office of the AccountantGeneral and ex-workers of Nigeria Airways. “So, we have told our members to prepare all their documents. Letter of appointment, letter of retirement and their identity card,” Jibodu said.
The Association of Senior Staff of Banks, Insurance and Financial Institutions (ASSBIFI) says it is satisfied with issues related to workers in the takeover of Skye Bank by the established bridge bank, Polaris Bank Limited. The union, however, appealed to staff of Polaris Bank not to express any form of worry due to the recent announcement by the Central Bank of Nigeria (CBN) of the revocation of the operating license of SkyeBank and with an injection of N786 billion and takeover of the assets, deposits and certain liabilities of Skyebank. Speaking at a media briefing in Lagos on Wednesday, the National President, ASSBIFI, Comrade Oyinkan Olasanoye, said as at Monday and Tuesday, the staff of old Skye bank has been given new conditions of service. She also stated that the association has looked at the present conditions of service, and they are comfortable with it, adding that their years of service in Skye bank have been transferred; they are not starting afresh in Polaris Bank Limited. Olasanoye explained that the positions of the staff in Skyebank are still the same positions they would be in Polaris Bank, noting that there is no drop in position and their salary in Skyebank as stated in the letter on Friday is the salary that they would continue earning. ASSBIFI President assured the staff of Polaris Bank that they would keep following up, and would respond accordingly if at the point of implementation anything happens outside the scope of the scripted agreement. According to her: “Before any investor will come in place, there will be due diligence. For us, what matters to us as at today is that what Skyebank owes our members is what has been given to them. There is no disparity in their salaries. “There is a clause in the letter that states that your years in Skyebank are hereby transferred. For us, it is still adequate. When the investor says it wants to lay off staff, it becomes another thing entirely. If the investor says he wants to employ a new set of workers and they would not be on the same equal salary, it becomes a situation of unequal opportunity. Then we will able to write to the investor and say two of us, if we are on the same level, our allowances must be the same. The only disparity can be on basic salary. “As of now we are comfortable. We may not be able to stop contract staffing now. But we are trying to give the contract staff a voice so that they can fight for their rights.”

AFD supports Nigeria with N280bn 10 years sovereign loan Adebisi Oyindamola, Abuja The Agence Francaise De Developpment (AFD) Wednesday said it has supported the Federal Government of Nigeria with over N280 billion in sovereign loans. The ADF said the figure represented 44 per cent of £1.5 billion expended over the period of ten years in the country. Addressing a press briefing in Abuja, as part of plans to mark the 10th anniversary of the ADF in Nigeria, the bank said the financial support has been in the areas of infrastructure, agriculture, power, energy and rural development. The Country Director,ADF in Nigeria, Pascal Grangereau revealed that the French institution
had been involved in reducing infrastructure deficit in Nigeria, since the inception of the AFD, in 2008. According to him, 1.8 million people have benefited from better power supply, with nearly 2000 kilometers of rural roads rehabilitated. He said: “30 projects have been financed with a portfolio amount of 1.5 billion Euros, and 11,230 tons of cereal purchased to prevent food crisis in West Africa”. Grangereau further disclosed separate plans for what he described as psychological assistance to internally displaced persons in the North east,to the tune of £35 million, under the Lake Chad Inclusive Economic and Social Recovery Programme, RESILAC,co funded by the European Union.
He stated that since the visit of President Macron to Nigeria, they were exploring new areas of bilateral cooperation which will focus on Culture and creative arts,Sports development and Tertiary Education. The Regional Director, Gulf of Guinea,Matthieu Discour added that the new areas of cooperation would include digital sector development,governance and development and international solidarity education. ”We have put in place special grant scheme for SMEs selected by the Tony Enumelu foundation, in Nigeria”, he said. Grangereau further hinted that the AFD will expend £5 million grant to support incomegenerating activities in the Lake Chad region.
Africans deserve better share of world maritime trade, says Dakuku Motolani Oseni The Director General of the Nigerian Maritime Administration and Safety Agency (NIMASA) Dr. Dakuku Peterside has been re-elected the Chairman of the Association of African Maritime Administration (AAMA) for another term. Dr. Dakuku who is the incumbent Chairman of the Association was unanimously elected to continue to lead the body by the member states present at the 4th conference of the continental body which recently met at the El-Sharm sheik in Egypt. According to the Chief Operating Officer and Acting CEO of the South African Maritime Safety Authority (SAMSA), Mr. Sobantu Tilayi, the leadership style of the NIMASA DG has brought better relationship amongst the leaders of the maritime administrations on the continent. He added that there is no better way to sustain the tempo than to re-elect Dr. Dakuku to continue to lead the charge.
In Mr. Tilayi’s words “under Dr. Dakuku’s leadership we have witnessed unprecedented level of cooperation amongst African nations especially as it concerns maritime. African regions are now willing to collaborate to grow the sector and address the security challenges bedeviling the continent’s maritime industry. So there is no better way than to re-elect our chairman to continue to lead this charge” he said. In the same vein, the Director General of the Ghana maritime Administration, Mr. Kwame Owusu said that AAMA under the leadership of Dr. Dakuku Peterside has promoted collaborations amongst African Nations in order to tackle the issues that are hindering the development of maritime on the continent. According to him, “Nigerians are blessed to have Dr. Dakuku Peterside as the head of her maritime administration because AAMA has witnessed his leadership style. More than ever Africans are willing to collaborate to tackle issues of piracy and other maritime crimes. I am sure after his second tenure we will push for him to have another term”
Speaking shortly after his re-election, Dr Dakuku said that there was the need for African nations to cooperate in order to reap the benefits of the African maritime sector. He noted that the volume of cargo generated from Africa and those that head to African must be commensurate with the developments of the continent’s maritime industry. Commenting further he said the laid down policies such as the African Integrated Maritime Strategy (AIMS), the Lome Charter and other strategies that have been developed to proffer solutions to the challenges that the African maritime sector faces must be collaboratively implemented by African Nations. He further stressed that Africa must remain a bloc at international level when maritime decisions are being taken especially at the International Maritime Organisation (IMO), as well as other forums where relevant decisions may be taken. He explained that aviation charges in Nigeria are quite moderate comparable to other countries, adding that “there are some existing charges in other countries that are not applicable in Nigeria and this is not to overburden airlines. We now have lesser charges in Nigeria”. On new directives given to airlines, Usman said airlines must now render their monthly financial obligations in line with the provision of aviation regulations, adding that the carriers must also submit financial health returns On licensing, the NCAA boss said “ we have 36 pilot licences issued ; 750 pilots medical and instrument renewed; 23 conversion of foreign licence ; 242 cabin crew licence issued, 206 cabin crew medical renewed; 68 aircraft maintenance engr. issued and 64 air traffic controllers licences renewed. Others, according to him are: 34 flight dispatchers licences issued, 1, 537 exams conducted for various categories of professionals Stating that violation to safety regulations is viewed seriously by NCAA, Usman noted that within January to June, this year, five airlines have been sanctioned, several flight crews and engineers penalized while an aviation training organization also penalized. “Within the period, 20 aircraft registered for commercial air transport; 10 aircraft registered for general aviation operations; 10 aircraft de-registered; 12 aircraft re-registered; 30 certificates of airworthiness issued and 85 certificates of airworthiness renewed.”

PDP says INEC denigrates Nigerian democracy, mocks Buhari over Aisha’s N2.5bn scandal Tunde Opalana, Abuja
The Peoples Democratic Party (PDP) has slammed the Independent National Electoral Commission (INEC) for denigrating the nation’s democracy by taking decisions at variant with extant laws and constitutional provisions. The Deputy National Chairman North of the party, Elder Yemi Akinwomi on Wednesday accused INEC using a different paradigm to scuttle the Osun election which was clearly won by the PDP. He said this while receiving members of the International Republican Institute (IRI) and National Democratic Institute (NDI) at the party’s National Headquarters, in Abuja. Akinwomi who represented
the party’s National Chairman, Prince Uche Secondus berated INEC applying different rule in the last Senatorial election in Kogi in which it declared the APC winner a margin of about 10,000 votes, a figure fewer than the 19,000 votes that were cancelled. He said the double standards being operated by INEC not only worries political parties but is a pointer the 2019 general elections is under threat. He said, “We politician are seriously worried about what is going to happen to the country after 2019. It is on record that when we lost election in 2015, we were the first party to concede defeat even when election results have not been released by INEC. “Since this Commission took over, there have been serous complaints over elections

INEC has been compromised, the security agencies have compromised. We have lost it all under this INEC.” He reiterated the party’s call for the resignation of the INEC Chairman, Prof. Mahmood Yakubu and that of the INEC Commissioner in charge of Operations, who is the cousin of President Muhammad Buhari and its Head of Operations, stressing that INEC should be held responsible should anything befall the country after the 2019 election.
“We have come to let everybody know that if anything happens in 2019, the FG should be held responsible. Federal government has the power of arm but we have the power of will” he restated. Earlier in his remarks, the leader of the NDI delegation, Mvemba Pizolele said that the institutions were in the party to be informed on their experiences and challenges on elections in the country. Pizolele said that members of his delegation observed the Ekiti and Osun elections and have come to get feedbacks from political parties so as to have encompassing details of election processes and challenges in Nigeria. Rotimi Abiru: When service delivery should be a bond with constituents Alade Tasma When in 2007 residents of Bariga and the entire Shomolu constituency 02 first elected Lateef Rotimi Abiru as their representative in the Lagos State House of Assembly, little did they known that they have just signed a pact for a better life for themselves and that of generations next. “Wiseken,” as Abiru is popularly known and fondly called has practically demonstrated to his constituents who have entrusted him with their mandate that his election as their representative in the State House of Assembly is the beginning of a new and positive era in the constituency. In less than a year in office even as a legislator whose office has no
budgetary provisions but saddled with constitutional responsibilities of making laws along with his colleagues in the House for the prosperity of the state and ensure transparency and accountability through oversight functions into government establishments, Abiru initiated and sponsored several empowerment opportunities and poverty eradication programme with hundreds of his constituents as beneficiaries regardless of religious, ethnic or political affiliations. All these and several other dividends of democracy and humanitarian disposition to his constituents in addition to his qualitative representation and excellent performance on the floor of the House characterised his first four years in office which consequently, led
to his reelection in 2011. Abiru adding that work on Ilaje Road is ongoing while construction of Ariyo and Odunsi Street is to commence very soon, thanks to the quality representations of Abiru. In the area of provision of clean water for the people, Abiru, has taken it upon himself to compliment efforts of the state government in the area of provision of water via provision of boreholes across Bariga areas. Efforts are said to be ongoing towards building more boreholes and also to maintain existing ones. Provision of electric transformers and electric poles also dominated Abiru’s score card as the representative of Shomolu Constituency 02 at the State Assembly. Some of these transformers could be seen at areas like Gbagada Estate Phase 1, Ago Egun area, also on Oke Street, Awin Street among other areas within the communities under his representation. The annual School Sports Support Programme is another initiative of the dynamic legislator where the lawmaker sponsors all inter House sports events in schools within the constituency. Students in the area were also provided with items such as school bags, sandals, writing materials, branded books etc. It is worthy to note that all public primary and secondary schools in the area have benefited from this landmark initiative. Free computer training and empowerment, free medical outreach, employment opportunities, medical, educational and personal recommendations for benefits of his constituents while the highly religious lawmaker also took it upon himself to feed the fasting Muslims faithfuls during the months of Ramadan as well as sponsor number of constituents on pilgrimage to the holy land in addition to the steady welfare package to members of the communities. UN General Assembly 2018-Rouhani to Trump: ‘Stop bullying Iran’ World leaders are in New York City to take part in the General Debate’s second day of the 73rd session of the United Nations General Assembly (UNGA). The Iran nuclear deal, a response to the Rohingya refugee crisis, and the future of the UN Relief and Works Agency (UNRWA) are some of the issues expected to take centre stage. On Wednesday, US President Donald Trump chaired a UN Security Council meeting with the world’s major players. Discussions focused on nuclear, chemical, and biological weapons, but also veered off to other contentious issues. Follow live updates: Wednesday, September 26 Iranian President Hassan Rouhani on Wednesday urged President Donald Trump to “stop bullying” Tehran into submitting into the demands of the US. In a press conference with Western media, Rouhani also said it is “clear” during his meeting with world leaders at the sidelines of the UN General Assembly, that Trump’s decision to withdraw from the nuclear deal has “isolated” the US. “The US decision to withdraw from the nuclear deal was not agreed upon by other parties. It is considered a mistake by other countries,” Rouhani said in an unprecedented press conference with Western media. “One day, sooner or later, the US will return to the nuclear deal. The US cannot continue this process. This is not in the interest of the US, Iran and other parties,” he said, adding that it was Iran’s intention “to try to isolate the US on this issue of the nuclear deal.” What Iran wants is for the US to “return to what is legal and stand by the UN Security Council resolution” on the nuclear deal, and “stop bullying” his country, Rouhani said. Earlier on Wednesday, Rouhani’s foreign minister Javad Zarif referred to the reimposition of US sanctions as an act of “unprecedented vengeance”. Wang Yi on Wednesday dismissed the claim of US President Donald Trump that Beijing is trying to influence the outcome of the midterm US elections in November. In his statement before the UN Security Council, Wang said that it is China’s long-standing policy “of non-interference of the domestic affairs of other countries”. “This is a tradition of Chinese foreign policy. Our observance of this principle has received acclaim in the international community. We did not and will never interfere in any country’s domestic affairs. We refuse to accept in unwarranted accusations against China, and we call upon other countries to also observe the purposes of the UN charter not to interference with other country’s domestic affairs”. Meanwhile, Wang also defended the 2015 Iran nuclear deal, praising it as an “achievement of multilateralism”. “There is no international agreement that is perfect. The JCPOA has been unanimously endorsed by the Security Council. What happened in the past three years shows the JCPOA is a viable agreement,” he said, referring to the deal, officially known as the Joint Comprehensive Plan of Action (JCPOA). Wang urged Iran to “continue to fulfill” its commitment to the deal, adding that “legitimate rights” of other countries to trade with Iran “should be respected”. Since the deal was signed, the “pathways of the signatories of the JCPOA have diverged...but we still, all of us here, retain the same objective of preventing Iran from obtaining nuclear weapons, and guaranteeing strict international control on the peaceful use of their nuclear programme”. Jose Mourinho has left several of Manchester United’s senior players “angry and frustrated” with his man-management this season, with sources telling ESPN his decision to strip Paul Pogba of the vice-captaincy is merely the latest episode that has bemused many within the dressing room. As reported by ESPN, Mourinho told Pogba of his decision on Tuesday, just a day after the £89.3 million midfielder had spoken out to demand that United deploy more adventurous, attacking tactics at Old Trafford. Pogba was absent from the team as United were eliminated from the Carabao Cup by Championship outfit Derby County on Tuesday night, but Mourinho’s
postmatch comments about his team “being in trouble” when defenders Phil Jones and Eric Bailly were left to take spot-kicks in the penalty shootout has also gone down badly, with ESPN reporting the remarks were another example of the Portuguese’s negative and critical approach with his players. Another source, close to Pogba’s agent Mino Raiola, has said they believe Mourinho has lost his greatest asset: the ability to cajole, read and relate to his players. Despite the growing disharmony within the squad — one source has told ESPN only a handful of players are now fully behind Mourinho — the United hierarchy remain determined to back the former Chelsea manager, with executive vicechairman Ed Woodward making it clear to player representatives the board remain 100 percent committed to the 55-year-old. Mourinho then exacerbated the situation during the summer tour of the United States with a series of critical comments about his players and the club’s transfer dealings. A source close to a first-team member at United has told ESPN the player has spoken of how he believes he has regressed at Old Trafford and failed to improve under Mourinho’s management, having credited previous coaches with taking his game to another level. But while there is a sense of exasperation with Mourinho’s approach, there is also an air of helplessness among the players due to the realisation the club remains supportive of the manager. As a result, sources have said a number of players are prepared to consider a future away from United next summer if the situation does not improve. Despite this, the same source said Pogba has not

Olympic champion Monica Puig gave herself an early birthday present, beating Wozniacki 7-6 (12-10), 7-5 to reach the quarter-finals. Super Eagles demand new date for AFCON showdown against Libya General secretary of the Nigeria Football Federation (NFF), Mohammed Sanusi, has disclosed they have informed CAF they wish for a change of date for an AFCON 2019 qualifier against Libya. The match has been fixed for Friday, October 12, in Nigeria with the reverse tie in Tunisia a few days later. “As the home team, we want the game to be played on Saturday, October 13 and we have communicated this to CAF,” Sanusi disclosed. Eagles spokesman Toyin Ibitoye has also hinted the Godswill Akpabio International Stadium in Uyo looks set to host the Libya match ahead of the Ahmadu Bello Stadium in Kaduna.
