Atiku challenges results, heads for tribunal’ Continued from page 1
Yar’Adua Centre, Abuja on Wednesday, the Wazirin Adamawa said the unacceptable results will be challenged in court by him and the PDP. Reviewing the entire process, he said: “One obvious red flag is the statistical impossibility of states ravaged by the war on terror generating much higher voter turnouts than peaceful states. The suppressed votes in my strongholds are so apparent and amateurish, that I am ashamed as a Nigerian that such could be allowed to happen. How can total votes in Akwa-Ibom, for instance, be 50% less than what they were in 2015? “Another glaring anomaly is the disruption of voting in strongholds of the Peoples Democratic Party in Lagos, Akwa-Ibom, Rivers and diverse other states, with the authorities doing little or nothing and in some cases facilitating these unfortunate situations. “The militarisation of the electoral process is a disservice to our democracy and a throwback to the jackboot era of military dictatorship. In some areas of the country, such as Rivers, Akwa Ibom and Imo states, troops deployed for the elections turned their guns on the very citizens they were meant to protect. This is condemnable and should not be associated with our electoral process in the future. “I am a democrat and there are democratic avenues available
to present the truth to the nation and the watching world. Already, many international observers have given their verdicts, which corroborate our observations. I am sure more will come in the coming hours and days. “If I had lost in a free and fair election, I would have called the victor within seconds of my being aware of his victory to offer not just my congratulations, but my services to help unite Nigeria by being a bridge between the North and the South. “However, in my democratic struggles for the past three decades, I have never seen our democracy so debased as it was on Saturday, February 23, 2019. 2007 was a challenge, but President Yar’Adua was remorseful. In 2019, it is sad to see those who trampled on democracy thumping their noses down on the Nigerian people. “Consequently, I hereby reject the result of the February 23, 2019 sham election and will be challenging it in court. He said fraudulent election cannot produce a government for the Nigerian people because it does not reflect the choice of the people. Atiku, who was saddened by the negative reaction of the Nigerian capital market to the declaration of Buhari, urged foreign investors not to be despaired in the country’s business environment. He said it was pathetic that the Nigerian Stock Exchange lost
N85 billion in just one day after the declaration. “Foreign investors should please remain calm and not punish the people of Nigeria by divesting from the country”, because Nigerians are already suffering as a result of bad economy policies of the Buhari administration”. He, however, thanked the Nigerian people who trooped out in their millions to perform their civic duty, stressing that the patriotism of Nigerians is heartwarming. He assured his supporters and the entire Nigerian people that together, they will defend the hard earned democracy and will not allow it to be emasculated. Atiku said he is conferring not only with his party but with the Nigerian populace on the next step which will be revealed very soon. Those in attendance were vice presidential candidate of PDP, Peter Obi, Director General of PDP Presidential Campaign Organisation and President of the Senate, Dr. Abubakar Saraki, Speaker House of Representatives, Yakubu Dogara, PDP National Chairman, Prince Uche Secondus, Chairman PDP Board of Trustee, BoT, Sen Walid Jibrin, former governor of Kano State, Senator Rabiu Musa Kwankwaso, former governor of Niger State, Babangida Aliyu, Senator Ben Murray Bruce and Senator Dino Melaye among others.

CJN suspension: A’Court reserves judgment on Onnoghen’s appeal Andrew Orolua, Abuja The Court of Appeal Abuja Division, on Wednesday, reserved Judgment to a date that would be communicated to parties in the appeals filed by suspended Chief Justice of Nigeria (CJN), Justice Walter Onnoghen, who is challenging the decision of the Code of Conduct Tribunal (CCT) to try him for non- assets declaration. A three man panel of the court led by Justice Stephen Adah, made the announcement after counsels in the matters adopted their briefs of argument in the four appeals filed before the court. In the first appeal, Onnoghen is challenging the jurisdiction of the CCT to hear the charge against him, being a serving judicial officer. In the second appeal, he is challenging the decision of the Tribunal to hear all pending applications together including his application challenging the jurisdiction of the tribunal to entertain the suit. In the third appeal, the suspended CJN is challenging the veracity of the ex-parte order directing Onnoghen to vacate office as CJN and for President Muhammadu Buhari
to appoint an acting CJN. Though Senior Advocate of Nigeria, Chief Adegboyega Awomolo, had announced appearance for Onnoghen, however Chief Chris Uche, SAN, who argued the appeal on behalf of Onnoghen, emphasised that there is need for the appellate court to examine the circumstances surrounding the grant of the ex-parte order by the tribunal. “The court should interrogate the circumstances which we consider questionable”, Uche said, adding that the grant of the ex-parte order has had far reaching consequences on the rule of law in the country. According to the senior lawyer, the CCT ought not to have made the order in the first place considering the pendency of a motion questioning the jurisdiction of the tribunal. Questioning further the circumstances in which the ex-parte order was obtained, Uche, SAN, noted that the tribunal granted the order a day after it had adjourned to the following week on agreement of parties. “The matter was adjourned on January 22 to January 28, on agreement of parties and the
order was made the next day, January 23”, he said, adding that from the tribunal’s record, no counsel applied for the exparte order. In a brief response, counsel to the Federal Government, Aliyu Umar (SAN), informed the court that neither the appellant nor respondent made available any material that would enable the court take a look at the circumstances surrounding the grant of the ex-parte order by the tribunal. Before Wednesday’s proceedings, the Appellate Court had on three occasions in a row postponed hearing in the appeals filed by Onnoghen challenging the decisions of the CCT where he is standing trial on alleged breach of code of conduct for public officers. The suspended CJN, who was eventually arraigned on February 15 after several failed attempts to stop his arraignment on grounds that the CCT lacked jurisdiction to try him being a judicial officer, however pleaded not guilty to the six count charge preferred against him by the Federal Government. He was consequently admitted to bail on selfrecognisance.

Presidential poll: My re-election free, fair, Buhari insists Mathew Dadiya, Abuja Despite the protest and intention of the Peoples Democratic Party (PDP) and its presidential candidate, Atiku Abubakar, to approach the court to seek redress over outcome of the February 23 Presidential and National Assembly elections, President Muhammadu Buhari has insisted that the poll which earned him reelection was free, fair and credible. Buhari said that he came to that conclusion from comments credited to several observers both local and foreign. The President-elect said this on Wednesday when he and his vice were presented with the Certificate of Return by the Independent National Electoral Commission (INEC) at the International Conference Centre, Abuja He, however, commended all the presidential candidates for putting up a good contest, acknowledging that a hard fought campaign trailed the elections from all the stakeholders. “From the comments of several observers both local and foreign, it is obvious that the elections were both free and fair,” Buhari stated. He described the recent election as a milestone in Nigeria’s democratic trajectory, saying it took place in a peaceful manner. “I am grateful to God for sparing our lives to witness another milestone in Nigeria’s democratic development – namely conclusion of the Presidential election in an overwhelmingly peaceful manner. “I wish, Mr. Chairman, to congratulate all the Presidential candidates and their teams on a hard-fought campaign. We may have had different views during the campaign, but the one thing most of us have in common is love of our country and our desire to
Buratai improve conditions for Nigerians,” he stated. The President said now that the elections are over, and a winner declared, we must all see it as a victory for Nigeria, our dear country, hence his warning to his teeming supporters not to gloat or humiliate the opposition over their loss. He said: “Our God-given victory is enough cause for joy, without deriding those who were in the opposition. All Nigerians, going forward, must stand in brotherhood, for a bright and fulfilling future. “I therefore want to assure that we will continue to engage all parties that have the best interest of Nigerians at heart. Our Government will remain inclusive and our doors will remain open. That is the way to build the country of our dream; safe, secure, prosperous, and free of impunity and primitive accumulation by those entrusted with public offices. “The hard work to deliver a
better Nigeria continues, building on the foundations of peace, rule of law and opportunities for all. We will roll up our sleeves afresh, and give it our all. We have no other motive than to serve Nigeria with our hearts and might, and build a nation which we and generations to come can be proud of. “I am very grateful to the over 15 million citizens who voted for me, those who contributed in many ways in the running of our successful campaign, and those at home and abroad who expressed confidence in me and the APC Government. I thank you all. “I can assure that you will see a country moving to the Next Level, as we consolidate on our fundamental areas of securing the country, reviving the economy, and fighting corruption. Many other focal areas, as stated in our campaign manual, will be added, to the good things we plan for our country”. The President also regretted the fate that befell some of the
active participants in the electoral process, insisting that the do-or-die approach to elections was not in the best interest of the country. “Let me pay tribute here to those who lost their lives either through accidents or mindless violence during the course of these elections. My heart and thoughts are with the families of the victims. May God comfort and give them the fortitude to bear the loss. “Election is not war, and should never be seen as a do-or-die affair. I pray that we all accept this democratic approach to elections, however contentious,” he noted. Meanwhile, President Buhari also commiserated with the families of the victims of the latest bandits’ attacks in Sokoto and the inter-communal conflict in Kaduna State, warning that “mass murder of innocent people by criminals would be met with full force.” Earlier, the INEC Chairman, Prof. Mahmood Yakubu while presenting the certificate of return to the President and his Vice, Yemi Osinbajo, explained that it was in compliance with the Electoral Act, which stipulates that the document be presented to the winner within 7days. Buhari retained his seat for another four years with 15,191,947 million votes cast in his favour defeating his closest rival, Atiku Abubakar of the Peoples Democratic Party who polled 11,262,978 million votes. While Buhari successfully won 19 states, Atiku garnered 17 states and the Federal Capital Territory. Atiku came second in the keen presidential contest with 3,928,871 million votes. With the development, Buhari is expected to continue in office for another four year term that would elapse in 2023. Reacting to the wave of killings in Sokoto and Kaduna States,
Tinubu congratulates Nigerians for re-electing Buhari Says Nigerians have chosen to move forward, instead of returning to ways of the past
Patrick Okohue The Co-Chairman of the All Progressives Congress (APC) Presidential Campaign Council and National Leader of the APC, Asiwaju Bola Ahmed Tinubu, has congratulated Nigerians for reelecting President Muhammadu Buhari for another four years, saying the decision to re-elect the President is a sign that Nigerians have decided that the country should move forward to its better future, instead of returning to the mistaken ways of our past. The former Lagos State governor in a statement he personally signed added that Buhari’s victory is also a sign that the people have chosen “victory over defeat, hope over despair, and prosperity over poverty. You have elected the path toward a greater Nigerian instead of that toward our lesser selves.” He noted that “For this collective act of courage and enlightened optimism, we can
do nothing but express our most profound gratitude and thanks to the millions of APC members and to all Nigerians for their patience, and their commitment to our democratic electoral process. “This election represents a historic step forward. When history is being made, often its authors do not realise the larger dimensions and consequences of their actions because they tend to be somewhat blinded by the press of daily events. Yet, I believe as the years unfold and the history of Nigeria is later written, future generations will look fondly on this moment as the time when Nigerians, in strong and clear accord, affirmed their belief in our nation’s greatness and in the path that President Buhari and the APC have taken to reach that greatness.” Tinubu assured that “With this election, Nigeria signals to the world our unalloyed embrace of democracy and our unflinching determination to perfect this democracy.”
While bemoaning incidents of violence and killings during the election, Tinubu said, “While this election was free and fair, we also must acknowledge the isolated incidents of violence. Nigerians were killed and injured during what otherwise was an exemplary democratic procession. Such things should never happen and do us no good. “We must dedicate ourselves to the principle that elections are meant to better all of our lives and thus there is no reason why elections should result in the impairment of even a single life. Let us work even harder to ensure that the March governorship and State Assembly elections be devoid of such unfortunate incidents.” Acknowledging that Nigeria has its challenges, the former Lagos governor said, “It stands undaunted as a nation,” adding that “Nigeria is stronger today under the leadership of President Buhari who continues to lay the critical reforms that constitute the
foundation for durable, broadlyshared economic development. “President Buhari has marked progress against the terror of Boko Haram. In his second term, he will continue to install peace where there is unrest and violence and he will not cease in this task until Boko Haram and its evil brethren are no more. “He will continue to battle corruption head on. Given the President’s fortitude and determination, I know corruption will lose this battle and receded from being a major factor in our public arena. “This current leadership owes our youth and all Nigerians to build a political culture of civility, tolerance and equality. “The tasks before us are hard. We dare not underestimate the challenges that await, but the rewards that beckon are profound. The people of Nigeria are industrious and brave. The

President Buhari said that, “The death of one innocent Nigerian is no less important than the death of a hundred”, adding that, “It is a matter of time before these murderous gangs of criminals meet their Waterloo.” According to the President, “The criminals cannot be lucky always because the law will ultimately catch up with them and deliver justice ruthlessly.” “Let no group of outlaws doubt the will and resolve of my administration to confront criminals who have no iota of regard for the sanctity of life,” he stated emphatically. President Buhari also reassured Nigerians that their security remained a top priority of his government. The President said that, “Our security personnel are being trained, retrained, motivated and provided with essential equipment in order to improve their capacity to respond to our security challenges.” President Buhari also prayed that God Almighty would grant rest to the souls of the unfortunate victims of the killings in Sokoto and Kaduna states. Meanwhile, more African leaders have sent congratulatory messages to President Muhammadu Buhari on his re-election. King Mohammed VI of the Kingdom of Morocco described President Buhari’s victory as an affirmation of the level of confidence Nigerians have in their President and promised to work with him to advance the interests of both countries. ‘‘Your re-election is a testimony to the level of confidence that you enjoy among the people of Nigeria, attributable to your wisdom, experience in politics, sense of engagement and devotion to the service and the protection of the interests of the country especially as they relate to the prosperity, wellbeing and security of your people,” King Mohammed VI said in his congratulatory message. The monarch expressed satisfaction with the existing cordial and fraternal African relationship linking the two leaders, their people, and nations. He reiterated his determination to work in concert with President Buhari to reinforce the mutually beneficial relationship between Morocco and Nigeria and to give it a new impetus to serve as a model on the African continent. President Alpha Conde of Guinea also extended his congratulations, describing the re-election of President Buhari as a dose of hope for the West African region. Professor Conde expressed confidence that the cordial relations between Nigeria and Guinea will continue to get better. Earlier, President Mahamadou Issoufou of Niger, who was the first leader to call President Buhari minutes after the Independent National Electoral Commission (INEC) declared him the winner of the 2019 presidential elections, said he looked forward to working with the Nigerian leader to further strengthen Nigeria-Niger relations. President Buhari has also received congratulatory messages from Presidents Nana Koffi-Addo of Ghana and Macky Sall of Senegal.

Aliko Dangote now 64th richest in the world Worth $16.6bn, still number 1 in Africa
Motolani Oseni President of Dangote Group, Aliko Dangote, has significantly moved up in the World billionaires’ list as he emerged 64th richest person in the world, with an estimated worth of $16.6 billion, as against his previous ranking of 103rd in the world. Dangote, who remains the richest man in Africa for the 8th year running, was the only Nigerian on the list of the top 500 billionaires, as released last week by Bloomberg in its yearly billionaires list. Jeff Bezos remains the richest in the world with $136 billion in his kitty while Bill Gates and Warren Buffett followed as 2nd and 3rd respectively with $98.4 billion and $83 billion on the world billionaires’ chart, which is dominated by North Americans. Dangote’s estimated worth in the latest Bloomberg ranking far outstrips an earlier ranking by the Forbes Magazine, another elite publication which placed his fortune at $10.8bn in the 2019 Forbes Africa’s Billionaires’ list released in January, although he retained the rank as the richest African for the 8th consecutive year in the latter ranking. There are only 5 Africans on the Bloomberg list of the world’s top 500 billionaires, with Dangote topping the group. The other four Africans included Nicky
Oppenheimer of South Africa, who was ranked No. 216 with an estimated worth of $7.05 billion; Johann Rupert of South Africa (ranked No. 225 with an estimated worth of $6.92bn); and Natie Kash of South Africa (ranked No. 263 with an estimated worth of $6.10bn). 2.7 billion women legally barred from choice of jobs - World Bank Mathew Dadiya, Abuja
Globally, women are accorded only three-quarters of the legal rights that men enjoy constraining their ability to get jobs or start businesses and make economic decisions that are best for them and their families, a new index released by the World Bank on Wednesday said. World Bank Group
Interim President, Kristalina Georgieva, said that “Change is happening, but not fast enough, and 2.7 billion women are still legally barred from having the same choice of jobs as men. “If women have equal opportunities to reach their full potential, the world would not only be fairer, it would be more prosperous as well,” said Georgieva. According to the World Bank
boss, it is paramount that we remove the barriers that hold women back, and with this report we aim to demonstrate that reforms are possible, and to accelerate change.” The index, introduced in the study Women, Business and the Law 2019: A Decade of Reform, looks at milestones in a woman’s working life, from starting a job through to getting a pension, and legal protections associated with each of these
stages. The data spans a ten-year period where 187 countries are scored according to eight indicators. Achieving gender equality is not a short-term process, requiring strong political will and a concerted effort by governments, civil society, international organisations among others, but legal and regulatory reforms can play a foundational role as an important first step.
Tinubu congratulates Nigerians for re-electing Buhari Continued from page 5 ground beneath us is fecund and it is ours. Our plans are visionary and bold. Our goals are just. And the President you have reelected is honest and true. “The confidence I have in this positive confluence of leadership, people, resources and ideas is an unwavering, but also a glad and comforting thing. If we put ourselves to it, there
is nothing that another nation has done for itself that we cannot achieve for ourselves. “There is no aspect of national greatness and achievement that lies beyond our reach. Thus, we should look forward to the next four years with hearts filled with hope and hands ready to work. “Only God can create the Promised Land. Yet, with God’s help, we endeavour
to make of Nigeria a land of greater promise and prosperity for all her children. “With President Buhari at the helm for four more years, I know we can achieve this. Congratulations to President Buhari on your re-election. “Congratulations to the APC for the fine showing across all the February 23 elections. More importantly, congratulations to the
Nigerian people for the wisdom and courage shown in deciding that the best of Nigeria still resides in our future and that President Buhari is the man you best trust to lead us into that future. Posterity shall reward you for what you established on Election Day. “Today the sun shines brighter on Nigeria. If we work hard, tomorrow we shall be able to say the same thing,” he said.
2019 presidential election leads 2011, 2015 with voided votes The just-concluded presidential election recorded 1,289,607 rejected votes nationwide, according to the results announced by the Independent National Electoral Commission (INEC) on Wednesday. A News Agency of Nigeria (NAN) analysis of the figure shows that it constitutes 4.5 per cent of the total 28,614,190 votes cast in the election. NAN observes that the voided votes are more than the total valid ballots cast in each of 34 states of the federation, including the Federal Capital Territory (FCT). It was only in Kano, Kaduna and Katsina that valid votes exceeded the rejected votes across the country. The three states recorded 1,891,134, 1,663,603 and 1,555,473 valid votes. The 2019 figure is 445,088 or 52.7 per cent higher than the 844,519 votes declared invalid nationwide in the 2015 presidential election. Voided votes constituted 2.8 per cent of the total 29,432,083 ballots cast in 2015, representing an increase of 1.7 per cent
compared with that of 2019. Further analyses by NAN revealed that Saturday’s election also recorded more voided votes compared with that of 2011. In 2011, a total of 1,259,506 votes were rejected, making the latest figure higher by 30,101 votes or 2.3 per cent. The ratio of rejected to total votes cast is also higher in the 2019 election compared with the 3.1 per cent recorded in 2011, representing an increase of 1.4 per cent. This trend, according to political analysts, means that Nigerian voters are getting less educated in the balloting system, hence the need for more voter education in the country. On state basis, Kano recorded the highest voided votes in the 2019 polls, accounting for 73,617 or 5.7 per cent of the national total. Lagos and Katsina followed with 67,023 and 63,712 or 5.1 and 4.9 per cent of the total. Ekiti recorded the least rejected votes with 12,577 or 0.9 per cent of the total.
Presidential poll: PDP Agent declines signing of Form EC8D, EC8E Tunde Opalana, Abuja
Representative of the Peoples Democratic Party (PDP) at the National Collation Centre, Mr. Chidoka Osita, refused to sign the instrument of return (Forms EC8D and EC8E) expected to be signed by party agents after the declaration of the APC candidate, President Muhammadu Buhari. Chairman of the Independent National Electoral Commission (INEC), Prof. Mahmood Yakubu, had invited party agents to sign the two forms after he officially declared Buhari winner in the early hours of Wednesday. Advancing reasons for the rejection of the result by his party, Chidoka noted discrepancies in the results. He raised identified difference in number of votes cast and number of accredited voters. The PDP representative said the summation of unaccounted votes of about 5.1 million is greater than the difference of 3.9 million votes between Buhari and Atiku.
He said only about 24 million voters went through smart card readers as against recommendations of the Electoral Act and asked INEC not to declare Buhari. In his own response, the spokesperson of Muhammadu Buhari Campaign Organisation, Barr. Festus Keyamo, urged the opposition PDP to be magnanimous in defeat and prepare to join President Buhari and the APC in running a people-oriented government. He said at this stage of our national life, all hands must be on deck to move the nation forward. Keyamo said the PDP should desist from hate speech and politics of bitterness, rescind their ways and consider the interest of the nation. On Buhari’s victory, he said Nigerians should be happy that they have a president that is peopleoriented. He promised that the APC government will consolidate on its achievements in the area of economic development, fighting corruption and curtailing insurgency.

We will reclaim our stolen mandate Short News WRAPA raises the alarm over escalating from PDP in A’ Ibom - Ekere minors’ rape cases
The governorship candidate of the All Progressives Congress (APC) in Akwa Ibom, Obong Nsima Ekere has assured supporters that the party is working hard to restore their mandate given by the people in last week National Assembly election but robbed by agents of the Peoples Democratic Party (PDP) in the state. Ekere further assured supporters that the Vice President, Prof Osibanjo has shown readiness to assist them intervened against the decision of the Independent National Electoral Commission (INEC) to declare three senatorial Districts and 10 Federal Constituencies for PDP in Akwa Ibom. Addressing APC supporters in Uyo yesterday during the victory celebration of the success of President Mohammedu Buhari in the just concluded Presidential Election, Obong Ekere maintained that
the reason anybody wants to use INEC to subvert the will of the people is that they don’t trust themselves. “Yesterday while they were collating result from International Conference Centre in Abuja, I received a call from the Vice President. I reported to the Vice President that they connived to change our result; he said I should not be worried as we have received security report from Akwa Ibom. “I am here to tell our party supporters in Akwa Ibom that the Egyptians you see today, you shall see them no more. They change our votes; they did their own. Now we know them.” He recalled that during the campaigns APC traverse all the nooks and corners of 31 council areas in the state and the people assured that they needed change. “Never in the history of politics
in Nigeria that we witnessed the magnitude of votes buying displayed by PDP in Akwa Ibom during the last election” He said PDP government impoverished the people, hoard money only to bring it during election noting that the common wealth of the people would be accounted for when the times comes. Ekere regretted that PDP imported thugs from neighbouring states with state fund lamenting that the hoodlums would become nightmares in the state as politicians would soon leave them to feign for themselves which they take to violent crimes. He advised supporters to turn out in good number during the governorship election to defend the will of the people as Akwa Ibom would be save during the poll.

He urged parents to take their girls off the streets, but take them to schools to get proper education that will enlighten them to keep away from such social anomalies. He further said that they have the backing of the State Ministry of Justice in all their cases to nib in the bud the culprits.

NLC President, Ayuba Wabba in a statement sent to Daily Times said though the electioneering campaign was bitterly fought and the election itself keenly contested, the President-elect and other aggrieved party should put the interest of the nation first in whatever they are doing. Furthermore, Wabba stressed that no candidate’s victory or loss is worth the life or property of anyone. “The Nigeria Labour Congress wishes to congratulate Muhammadu Buhari on his re-election as President of the Federal Republic of Nigeria, being the second person to get re-elected since the return to civilian rule twenty years ago. “Mr President won in 2015 on his campaign promise to fight corruption, restore security and grow the economy. 2019 Election: Postponement reason for effective performance - Observers Tom Okpe, Abuja Accredited Domestic Independent National Electoral Commission (INEC) Observers of the last Saturday Presidential and National Assembly Election in the country have noted that the postponement of the date from the 16 February to 23 February necessitated the effectiveness of the election. The team commended INEC for its immeasurable contributions to the success recorded during the just concluded election which President Muhammadu Buhari emerged as the President Elect. The Group addressing journalists in Abuja on Wednesday by its leader, Tunde Bafunaho of the Organization of Justice for Equity Sustenance said: “We Wish to commend the electoral management body, INEC for their immeasurable contributions to the success recorded during the just concluded presidential and National Assembly Election. “Conducting elections anywhere is never an easy task, requiring the collective input of all stake holders including political parties, security agencies, traditional rulers, religious leaders as well as the entire Citizenry. It is our considered view that the postponement of the Presidential and National Assembly elections
originally slated for the l6 of February and 21 of March 2019 respectively, evidently helped in putting certain measures in place that culminated to the success recorded eventually on the 23 of February rescheduled presidential exercise”, he said. The group also said there is no doubt that the 2019 general elections marked an appreciable improvement to the previous process of 2015. “We wish to place on record that both sensitive and non-sensitive materials for last Saturday’s elections arrived their various destinations on schedule and adequate for the conduct of both elections with an overwhelming and unprecedented turnout including the massive participation of women. “Majority of the voters, media, party agents, observers, security agents and poll officials witnessed the sorting of ballots, counting and recording of result sheets signed by all concerned stakeholders and collation of result at the various collection centres, especially local government and State collection centres. “There was separation of Presidential/ National Assembly collation centres where presiding officers conducted their activities professionally and transparently”.
The Accredited Observers also stressed that all stakeholders that participated in the 2019 Presidential and NASS Elections, performed their roles towards the sustenance of a credible, peaceful, transparent electoral process and democracy in Nigeria. “INEC having performed satisfactorily in the conduct and monitoring of the exercise, they should strive to sustain such noble attainment during the upcoming Governorship and State Assembly elections scheduled for Saturday, 9th March, 2019 and all other future elections. “Democracy has often been defined as Government of the people, for the people, and by the people, in order words, the essence of democracy and the rule of law is to further advance the good and betterment of any given society and ensure that the Citizenry enjoy unimpeded access to goods and services as may be provided by those elected to preside over their affairs. The power to freely choose leaders of their own must therefore be entirely that of the electorate to make as exemplified by the smooth conduct of last Saturday’s elections. Winners must be magnanimous in victory while losers must also accept defeat with dignity so that at the end of the day, Nigeria and Nigerians will become the beneficiary”.
Kano State governor, Abdullahi Ganduje has described those criticizing the state of inflating figures that contributed to the success of President Muhammadu Buhari in Saturday’s presidential election as anti-democratic persons saying that they gave the president genuine votes. Ganduje said that contrary to such insinuation, the Independent National Electoral Commission (INEC) creditably acquitted itself in the conduct of the election, despite the low turnout of voters. The governor made the remarks shortly after he met with President Buhari to congratulate him on his re-election as President. According to him, Kano state aspired to give Buhari more votes than was recorded, but that he was more grateful to God that the election was free and fair. Ganduje who is seeking a second term in office, said his re-election was assured, going by the outcome of last Saturday’s election. “Those who are saying that we could not have got that much; I think they are ignorant of the politics of Kano.

Buhari’s political second-coming
Ademola Adeoye
Each time we are having elections being conducted in Nigeria, it usually puts me off, because everything is by and large sent to bed, by those in the corridors of power. And the political-thugs they employ in order to retain themselves in power are very good at enveloping the country with fear. As an effect of the fear of being killed by stray bullets, schools are closed; offices and markets are placed under lock. These and more constantly happen in a nation that professes to be 21st century compliant. Also, during elections, instead of all of us to come together, speaking as one man, many enemies are consciously and unconsciously made, both online and offline, dividing the country along ethnic and religious lines. Since last week Saturday, I have taken my time to evaluate the just concluded Presidential, National Assembly and House of Representatives elections and it is observable and palpable that most Nigerians are not serious a hoot. People would complain and lament as the weeping prophet—that the country is not doing fine—in every aspect of our national life, but when elections come, they would vote along ethnic and religious lines, rewarding callousness, lack of empathy, mediocrity and cluelessness. Nigeria is probably the only nation where leadership-tragedy is rewarded with victory. After voting on Saturday, I expected to see two clear trends, but to my chagrin, I couldn’t see them. How do I mean? I expected those in IDP camps in the northern part of Nigeria to massively vote against President Buhari because of their needless suffering and I also expected
most voters to vote against Atiku Abubakar because of the major role his political party played in destroying Nigeria for sixteen (16) years. I know there is no difference between those in the PDP and APC, but as far as I am concerned, the brand of the PDP is dead and buried in Nigeria. In 2015, we carried its coffin! After it became clear to me on Monday that many millions of Nigerians have rewarded PMB with victory, even while they and their children are swimming in the pool of defeat, I know that people’s agitation and stir is never about Nigeria, it is clear as water that it is about selfish interests. While I will continue to objectively hold the administration of PMB and subsequent ones accountable, my position on the suffering of the common man has changed. It is needless to fight for those who enjoy suffering. Everything that makes political-leaders lose elections in sane climes happens here, but instead of punishing our own here by sending them to their varied villages, we reward them with victory, celebrating leadership-letdown. There cannot be true and enduring development in Nigeria for now, because no nation grows when the people are sectional and merely religious. We are not ready yet as a nation! Furthermore, the just concluded elections have revealed that every ruling political party behaves same way in order to retain power. Posterity will reveal whether money was spent by the APC (in the just concluded elections) same way it was spent by the PDP in 2015. To retain power in Nigeria, what you spend is not integrity, what you spend is
money, heavy-duty money! Humorously, the Sun has finally set (at noon-time) on some political leaders in Nigeria. The influence they used to wield and exert in times past has finally crashed like an aircraft and a new political leader is here, I do not like his style of politics though. Who am I talking about? I am talking about Bola Tinubu! As far as I am concerned, he is the ‘greatest’ politician alive. He removed a president and he has also successfully secured another four (4) years for another one! I advise the likes of Dr. Obasanjo Obasanjo and other passing leaders—to retire finally from both active and passive politics. The time has come for them all to start playing the role of Statesmen as Yakubu Gowon has been doing since he left power some decades ago. They all brought us to the ignominious state and place we have found ourselves today as a nation, so they should go hit the sac, asking for forgiveness from God and Nigerians, because the day of reckoning beckons. While there isn’t much that makes one happy about the just concluded elections, it is worth mentioning the voting out of some politicians. I did smile when I heard that some ravenous politicians were voted out of power by their people. It is morally wrong to have been a Senator and Governor and still wanted to become a Senator again. We all know that it is not about selfless-service anymore. It is all about free-money. I do know that folks like Godswill Akpabio and Abiola Ajimobi would be given fresh appointments by President Buhari, but folks as Bukola
Saraki and others would need to endure being politically-jobless for the next four (4) years! It can be so painful missing out on free money for the next four (4) years. This is the major reason our politicians kill to retain power, because power is not used for service in this clime, it is only being used for personal aggrandizement. Also, I appeal to the INEC to stop using our Corps members for their obsolete and outmoded way of conducting elections! Some days ago, I was shown the picture of a lifeless Corps member—whose promising life was cut short by a stray bullet. It can be so painful being killed at that stage of life, after suffering for years to go to school, studying while wrestling both hunger and power-outage. You may not like this, but the truth is; Nigeria is not worth dying for. If I am wrong, while is it that the children of those in the corridors of power are not being sent out to go and die for Nigeria? Lastly, President Buhari’s political second-coming may not be different from the first one that ends in the month of May, 2019. While he looks healthier now than he was when he first came to power in 2015, I doubt if it is in him to lead us one people. Nigeria is currently divided and cannot be led as she is. It will take a leader, who is not sectional to bring together every tribe in Nigeria. Is he going to be able to do that? Is he going to stop being sectional beyond May, 2019? Will he sack some quiescent Ministers in his cabinet? Is he going to be fully in-charge as the President of Nigeria? Answers to these questions and more, you will find out in the days ahead.
After Saraki’s fall, is Tinubu next?
Fredrick Nwabufo
Dynasties rise and fall. It is a natural order. But there are factors which precipitate the declension of dynasties. For example, the rise and fall of Chinese dynasties was influenced by changes in weather conditions such as drought and famine. When the people are starving and dying of thirst they revolt against their emperors. The eclipsing of Senate President Bukola Saraki in Kwara state reinforces the power of citizens’ revolt. Mass revolts through the ballot are still potent. It is evident the people of the state have simply grown weary of a unilateral influence and control. According to an analysis
by The Cable, many of the voters did not even know who Saraki’s challenger was. They were poignantly driven by a slogan, which resonated with them, “O to ge”. I believe the excruciating defeat of Saraki in Kwara marks the end of a political era in the state. But is there another political dynasty of which sunset is nigh? The voting pattern in the south-west in the presidential election shows that the Jagaban political dynasty may be seeing its last days. Unlike in the 2015 presidential election, where the south-west bloc-voted for the APC, though with the PDP winning in Ekiti State, the 2019 election voting distribution is
a departure from the norm. According to the results released by INEC so far, the PDP won in Ondo state; surprisingly made a very good show in Osun state, and it won in Oyo state as well. This shows that the south-west is conscientious about its actions and it is shaking off the fetters of unilateral influence and control. I could imagine the Jagaban of Borgu at the height of his powers in the early 2000s, when he dictated the pace and play of politics in the southwest. Wherever he goes, the region goes. In September, 2018, after the Osun gubernatorial election, I wrote that the outcome
of the exercise showed the waning influence of the Jagaban. The 2019 presidential election voting distribution in the south-west accents this position. Besides this, is there no possibility that President Buhari will consign the Jagaban to a space of irrelevance when he returns like he did after the 2015 elections? Remi Tinubu had once at the senate chamber lamented of how the Jagaban was relegated to the background immediately after the APC won the election. It is really hard to say. But the rain falls even after a long period of sunshine. Nigerians will eventually be free.

Editorial Commentary A vote for staggered elections
Times Guest Columnist Mohammed Adamu
I first visited the United States of America in 1998 under the U.S. Embassy-organized ‘International Visitors’ (Leadership) Program’, a State Department’s exchange initiative that annually brings current and emerging leaders from all parts of the world for a short term visit to that country with a view to learning the American socio-political and economic ways of life. The IVLP ‘provides opportunities for foreign (especially) opinion makers to gain firsthand knowledge about U.S. society, culture and especially her politics’. During my visit I was one of fourteen beneficiaries variously drawn from Africa, Asia, South America and the Middle East, comprising mostly editors, governors of states, bureaucrats, members of parliament, of the armed forces and down to even local/municipal officials including one particularly from the Occupied Territories in Palestine. My group had the privilege of understudying particularly the United States’ system of political and governmental administration especially at the two lower tiers of government, namely states and local governments. And our program was especially timed to coincide with that country’s Mid-Term elections, a period when most of America’s elective political offices, with the exception of the presidency, are thrown up for contest. Mid-Term elections in the United States are a species of ‘general elections’ held ‘near the midpoint of a President’s four-year term in office’ -hence the term ‘Mid-Term’. These elections throw up mostly federal, states and often municipal offices for contest, including ‘all 435 seats in the U.S. House of Representatives and about 34 of the 100 seats in the United States Senate’, where members have a six-yearly term, about one-third of who’s seats are usually up for renewal at the twoyearly circle of Mid-Term elections instead of the fouryearly circle of Presidential elections. In addition to federal seats, 34 of the fifty states of the United States also go to the polls during the MidTerm period to elect their governors with the exception only of the states of Vermont and New Hampshire that are known to elect their governors twice within the traditional four-year term period. Meaning that during both the two-yearly Mid-Term and the fouryearly Presidential elections these two states throw up their governorship seats for contest, in consequence of which therefore their governors enjoy only a two-year term and not the usual four. Plus many states in the U.S. are known also to elect their representatives to state legislatures during this period of Mid-Term elections, as do also Municipal governments who elect mayors and other local public officers. And so one of the significant aspects of the period of Midterm elections in the United States is that away from the four-yearly tension-soaked contest for who next governs the most preeminently powerful country in the world, this staggered species of the American electoral process provides an avenue especially for the two major political parties (the Republican and the Democratic parties) essentially to attempt to establish control over the legislatures at both states and federal levels or for parties already in control of legislatures, to seek to maintain their grips. Plus it is also during Mid-Term elections that issues of specific concern to the people or what are referred to as ‘measures’ –which state legislatures would not legislate upon- may be put on the ballot through a variety of what is called ‘citizen initiative’ in order to bring about legislation by popular will rather than by the legislative whim and caprices of legislators. In the State of Oregon, the last of about fourteen states toured by our group, the debate over whether or not ‘marijuana’ should be legalized by the State for medical purposes (Medical Marijuana) was a citizeninitiated ‘measure’ that had just finally made it on to the ballot for Oregonians that year to decide at the MidTerm elections. It had required a certain percentage of the eligible voters of the State to sign for the proposed measure through a purely non-governmental, nonpolitical citizen campaign, to qualify the controversial issue of Medical Marijuana to be put on the ballot
for the electorate to vote either yes or no. A ‘citizen initiative’ is thus a means by which ‘a certain minimum number of registered voters can cause a referendum or public vote on a matter, in parliament’. And so election periods in the United States are not just legally timed avenues for the renewal of mandates to political offices, they are also periods when citizens organize without regards to partisan differences to force down the throats especially of obstinate legislatures, issues which are generally of concern to the society. But not so in Nigeria. Election periods are anything put avenues for the renewal of mandates and for the resolution of matters of common concern and benefits. Election times are potentially divisive times. They are times when tribes and tongues, religions and geographies go for each others’ wind pipes. Election times are kegs of gun powder. They take us to the precipice. Whereas citizens in other climes beat the streets to collect signatures to put a ‘measure’ of common concern and benefit to the ballot, in my country sponsored thugs roam the streets maiming, killing and mutilating and disparaging those things that symbolize the sanctity of the electoral process, namely the ballot box and the ballot paper. Here in Nigeria, crucial executive and private member bills aiming to correct many of our societal ills are gathering dust for years on the shelves of our self-aggrandizing, lazy parliaments. Here in Nigeria our youth what is termed ‘citizens-initiatives’, let alone know what it means to put a ‘measure’ on the ballot. They know only how to steal the ballot. Nor do our legislators care to pass crucial ‘measures’. The late Chief Justice Dahiru Musdapher’s 11-month judicial reform program was reduced to an amendment proposal (bill) which he sent to the NASS seeking to correct some of the many ills bedeviling the judiciary. It’s been seven years now since he made that proposal to David Mark’s NASS. The Saraki NASS, too busy fighting the Executive for selfish ends, has only shelved more such crucial bills for the dust to bury. Epilogue Unlike the U.S. Mid-Term elections which are held biennially, the United States presidential elections are held quadrennially or after every four years, with mainly the Presidency and a couple of other federal, states and local elective offices, on the same ballot. A significant number especially of federal legislators not electable during Mid-Term elections are jointly elected on the same ballot with the President. And so, what is interesting here is that rather than hold virtually all federal, states and local councils elections in a two or three-weekly-spaced period like we do here in Nigeria, in the United States elections are halved mainly into two circles of a two-yearly Mid-Term and a four-yearly essentially presidential affairs –with the pleasant effect that each period micro-manages only half of the nation’s electoral exigencies at a time. Thus America’s electoral system can be said to be a unique species of staggered elections spaced two-yearly instead of merely weeks in-between. No nation needs such widely-spaced staggered system of elections more than Nigeria does. And since we are fated to have an electoral system the micromanaging of which requires that ‘security’ is of the utmost essence, maybe it is time we begin to bite our electoral exigencies in bits and pieces rather than in chunks or wholes. The electoral umpire itself, election officials, security agencies and others with important roles to play on election day need to be a little less overwhelmed by the sheer size of areas to police, sensitive materials to secure, persons, personnel and polling centers to man and to protect. Maybe we should consider conducting all our elections ‘one state at a time’. At three dedicated days per state, it will only take us about four months to conclude all elections in the 36 states plus Abuja. If we do that in one piece, not in pieces, it’ll be worth the time. It takes even almighty America two years to conclude its two circles of MidTerm and Presidential elections.
Our POSITION Out-of-school children and future leaders
N
igeria with the current figure of 13.2million out-of-school children occupies first position on the table of countries with the highest number of out-of-school children in the world certainly calls for sober reflection. More worrisome is the fact that the figure instead of decreasing in the last few years is rather increasing. This statistics which represent approximately 20 per cent of the world’s population of such children is an alarming and ticking time bomb that will spell doom for the country if urgent steps are not taken by relevant authorities to address the situation. We observe that governance in Nigeria has become a circle of family business where politicians secure the future of their children to the detriment of poor Nigerians. Also, inadequacy of funding, lack of teaching tools and modern classrooms, poor numerations and the acute shortage of qualified teachers are some of the factors leading to the fall in the standard of education in Nigeria. Recently, the Multiple Indication Cluster Survey report for 2016 (MICS 2016) revealed that out of the 11.5 million of out-of-school children in Nigeria, Northern states have the highest rate with an average of 69%. The latest data MICS 2016 showed that out of the 11.5 million out-of-school children in Nigeria, 7.5.million (69%) are from the Northern part of the country while the North East has the largest number of out-of-school children followed by the North West. With this number, Nigeria accounts for more than 1 in 5 number of out-of-school children globally and 45% of this number are from West Africa. Within the huge number of the out-ofschool children, girls are the majority especially in Northern Nigeria. Education indicators for Northern Nigeria are however different from the Southern part of the country. Nigeria’s future prosperity depends on producing children who are well prepared to take their right place in the society but unfortunately, a large number of Nigerian children are at risk of deprivations of the basic social amenities. Most of these children are situated in the rural areas and hard to reach communities. Majority of them are living in conflict and communities under emergencies, and it has been difficult taking basic amenities to them. All children have the right to better life, an opportunity to survive, develop and reach their full potentials without discrimination, bias or favouritism which cannot be over emphasised. We also observe that the rising number of children engaged in street trading in our major cities is becoming a worsening menace. The problem is further exacerbated by rising poverty and general insecurity in the country. In the North, the ravaging insurgency has added to the problem. If drastic measures are not taken to correct the situation, things would only get worse. Let us learn from France, Britain, Canada and other advanced countries which built the foundation of their countries and rapid technological advancement on good and quality education. It must be pointed out also that in these countries, teachers are amongst
the best paid workers. Unfortunately, the reverse is the case in Nigeria. Having failed to fund public education, the children of the poor are roaming the streets, hawking goods while the rich are educating their children in private schools at home and abroad. But to the detriment of the society, the abandoned children of the poor are being recruited to criminality by terrorists, kidnappers and other criminal gangs. The irony of the crisis is that a government, which claims that it lacks money to fund education is spending several billions of naira to fight insurgency, kidnapping, armed robbery and banditry. We believe that an uneducated population will be locked in a cycle of poverty for their entire lives. Additionally, these children could constitute the next generation of suicide bombers and militants. We are of the opinion that it is high time the government and relevant stakeholders address the problem frontally. It is sad that government’s free education for all pupils up to the first nine years of schooling has not been fully implemented. There is the need to increase the percentage of the annual national budget that goes to education. Schools should be adequately funded and the enabling environment provided for teachers and support staff to deliver functional and effective education to the children. We submit that the improvement of the classroom environment is key to lowering the growing figures of out-of-school children in the country. We also wish to state that teachers must not only be well trained, their welfare must be prioritised while the Federal Government should muster the political will to adequately fund education.

Armsgate: Dasuki fails to stop trial Andrew Orolua, Abuja Justice Hussein Baba-Yusuf of the Federal Capital Territory (FCT), High Court, Maitama, has dismissed the application filed by former National Security Adviser (NSA), Col. Sambo Dasuki (retd), praying the court to adjourn his N28.3 billion fraud trial indefinitely (sine die). Dasuki had on January 9, 2019 through a motion filed by his counsel, Ahmed Raji, (SAN), urged the court to adjourn indefinitely. The intent of the motion was also to compel the Federal Government to comply with the judgement of Justice Ijeoma Ojukwu of a Federal High Court, Abuja which on July 2, 2018 ordered his unconditional release. At the resumed sitting, yesterday February 27, 2019, Justice Baba-Yusuf,
in dismissing the application, held that “Justice Ojukwu is empowered by law to enforce an order that she gave, therefore, the only court competent to hear the application is the Federal High Court from which the order was given.” Prosecuting counsel, O.A. Atolagbe, then urged the court to give a date for trial to allow the prosecution bring more witnesses, to testify against Dasuki and his codefendants – Aminu Baba-Kusa, a former General Manager, Nigerian National Petroleum Corporation; Attahiru Bafarawa, a former governor of Sokoto State, and his son, Sagir; Shuaibu Salisu, Director of Finance and Administration in the Office of the NSA; Bashir Yuguda, former Minister of State for Finance. The trial judge thereafter fixed April 16, 17 and 18, 2019 for “definite
hearing”. Justice Baba-Yusuf had also dismissed an application for leave of the court by Dasuki’s defence team, urging the court to set up a panel of six Senior Advocates of Nigeria, (SAN), to give legal opinion as to whether the trial could continue while the order for his release was yet to be complied with. However, the trial judge dismissed same, holding that Dasuki did not convince the court that the case could not be effectively determined without the input of the SANs, because “if invited, they will not come to drive any fresh point of law”. It will be recalled that since the trial of Dasuki began in 2015, he has been held by the operatives of the Department of State Services, and has not been present in court to face his amended 32-count charge.

25 Nigerians died in 2019 general election - Observers Isaac Job, Uyo Foreign and Domestic Observers who monitored the 2019 Presidential and National Assembly elections in Nigeria have disclosed that 25 Nigerians lost their lives during the polls. Addressing a joint press conference in Uyo yesterday the Observers expressed disappointment that the number has increased more than 12 recorded in all the elections conducted in 2015. The media briefing was addressed by the Director General, Centre for Credible Leadership and Citizens Awareness, the Publicity Secretary , Pan African Women Project, Republic of South Africa, Mrs Mphoentle Keitseng and Prince Stafford J Bisong of International Leadership Initiative. “This we consider as saddening and alarming in a context supposedly civil and democratic. It seems to us that Nigeria is transiting backwards to the dark ages of a near anarchy situation.” Keitseng said. Describing the election as a rape on democracy tenets by desperate power mongers,
the observers were unanimous that the election was dramatic and marred in some areas due to late arrival of election materials, Ballot snatching, absent of materials, insufficient security personnel at polling unit. They explained that the near or complete absence of armed law enforcement agents few polls from the polling units gave room for thugs and hoodlums to snatch ballot boxes, intimidate and molest electorates and unleash and mayhem on law abiding citizens as policemen at polling units were often overwhelmed by large number of thugs. “The role of the military in election and consequent rule of engagement in elections were clearly and consistently violated. “We observed the military in states like Akwa Ibom, Rivers, Imo, Cross River etc, order electorates, observer, and some party agents out of collation centres for the sole aim of falsification of results in favour of a preferred candidate. “In some instances in Akwa Ibom State, Rivers, Imo, Cross River, the law enforcement agent were observed fire sporadically into the air and snatching ballot boxes away themselves.
“Again, in the full glare of the Military and the IGP squad of the Nigerian Police, hoodlums loyal to Senator Godswill Akpabio assaulted foreign and domestic observers in Ukana, Essien Udim LGA of Akwa Ibom State, seizing and destroying their Tabs, phones and other personal effects. “The Smart Card Reader was not used in several polling units across the country. This was as a result of threat to life by thugs and hoodlums engaged by some desperate politicians. “Sadly, most of the results which emanated from a process in clear violation of the provision of the Electoral Act, 2010 as Amended were collated, declared and a winner emerged.” the stated They however lauded the Independent National Electoral Commission (INEC) for the significant improvement in logistics and the overall conduct of the 2019 general elections. “For the first time history of election in this state (Akwa Ibom) and Nigeria, the INEC officers were careful, transparent and allowed a free and fair process in this election”. They submitted.
A Principal Special Assistant (PSA) liaison the office of the Secretary to the Government of the Federation (SGF) in Adamawa state, Alhaji Mohammed Danjuma said the current SGF, Barr Boss Mustapha is an indigene of Yola North not Hong as presumed by many. He refuted reports considered to be false and an effort to paint the SGF bad in the family of the All Progressives Congress (APC) to have failed to deliver his state. The report in some media outfit said that Boss has failed to deliver Hong his LGA of origin for President Muhammadu Buhari despite the exalted seat he occupies. Alleged N9.7bn fraud: Court adjourns Short News ex-Chief of Air Staff, Dikko’s trial to Feb 28 Why Saraki lost senatorial seat - Umar Andrew Orolua, Abuja Justice Nnamdi Dimgba of the Federal High Court, Abuja, has adjourned the N9.7 billion fraud trial of a former Chief of Air Staff, Air Marshal Umar Dikko, to Thursday, February 28, 2019. Dikko is being prosecuted by the Economic and Financial Crimes Commission (EFCC), on a sevencount charge bordering on money laundering and procurement fraud. He is alleged to have withdrawn N700 million from the account of
the Nigeria Air Force, NAF, between September 2010 and 2012, which he used to purchase a house at No. 14 Vistula Close, off Panama Street in Maitama, Abuja. He is also alleged to have fraudulently withdrawn N500 million from the NAF account to buy a four-bedroom duplex at Road 3B, Street 2, in Mabushi Ministers Hill, Abuja. Additionally, the former NAF boss allegedly took N250million from the NAF’s coffers to buy a property at No. 14, Audu Bako Way, GRA, Kano State in 2011. At the resumed sitting, yesterday
prosecuting counsel, Sylvanus Tahir, told the Court that a prosecution witness who was slated to testify, was indisposed, and was currently on admission at a hospital in Kano. “I have called the learned silk for the defence and explained my predicament to him, and I therefore plead with your lordship to adjourn the matter,” he said. The senator-elect for Kwara North Senatorial District, Mallam Sadie Umar has claimed that the Senate President, Bukola Saraki lost his senatorial seat because he was no longer connected with the real electorate. Umar made the assertion in an interview with the Daily Times, on Wednesday in Ilorin. The senator-elect, who reacted that the victory of the All Progressive Congress (APC), candidates in the state was expected, explained that Saraki’s political prowess had always been overrated. He stated that the Senate President was able to hold the grip of the state for that long because elections had always been rigged in his favour. According to him, Kwara has suffered a protracted leadership problem and now they have gotten the opportunity to speak out loudly “The victory is an anticipated one and we are very happy about it. Everybody is very happy because it was a very free and fair election. “The Kwarans are very clear; enough is enough. They have not had a good leader and those who are ruling Kwara are not giving the best of leadership to the people. “So the people want a change and we are very happy the electorate have spoken very loudly that they are with APC and all candidates of APC won the elections from Presidential to National Assembly members”, he said.

PDP says INEC REC, Pai compromised election results in Plateau Kingsley Chukwuka, Jos
The Peoples Democratic Party (PDP) in Plateau state has said the Resident Electoral Commissioner (REC), Husseini Halilu Pai of the Independent Electoral Commission (INEC) compromised election results in the state. PDP has also accused Governor Simon Lalong for conniving with INEC in upturning the votes of electorates who came out in their numbers to generously vote for the PDP candidates in the Presidential and National Assembly elections held 23rd February 2019. “It is glaring to everyone that the Resident Electoral Commissioner (REC), Alhaji. Husseini Halilu Pai had compromised his position as an umpire. “We know from where the pressure is coming, Governor Lalong is the source”, PDP state Chairman, Damishi Sango said. Speaking in a press briefing with Journalists in Jos, Sango lamented that four days after the conduct of the last Saturday’s elections, INEC is yet to turn in the final results of the National Assembly and House of Representatives results and declare the winners. In a statement read at the briefing
Sango said that Plateau people clearly spoke their minds by vesting their trust in PDP through overwhelmingly voting for the party. “Their votes gave PDP unassailable victory across the state. However, we are saddened to note that four days after the conduct of the elections, INEC is yet to turn in the final results and declare the winners. “The situation cuts across the three senatorial zones of the state. In the Southern Zone, INEC declared the election inconclusive after cancelling the results of some units in Qua’an Pan and Wase LGAs. “There was clear pressure on the Returning Officer to declare the result in favour of APC. In the Central Zone, INEC again declared the election inconclusive. “As a matter of fact, INEC and stakeholders alongside agents of the parties entered into a formal agreement for a re-run to be conducted in some units in Kanam LGA. “But very surprisingly, INEC summoned the Returning Officers under heavy military intimidation and ordered them to announce the result of the election in favour of APC. “In the Northern Zone, we received
reports from INEC officers on ground and our agents that PDP had roundly won the election, INEC then picked Tudun WadaKabong ward, a stronghold of the PDP in Jos North LGA and has withheld the results of all the 65 units with a total voter population of about 92, 000 people! “The commission therefore instructed the Returning Officers not to announce the results. It is therefore evident that the wholesome cancellation of units across the state was deliberately targeted at disenfranchising the people and weakening PDP bases. “It is glaring then to everyone that the Resident Electoral Commissioner ((REC), Alhaji. Husseini Halilu Pai had compromised his position as an umpire. “Consequently, he has set the whole of Plateau on tension which is a recipe for monumental crisis as the PDP and its stakeholders have been working tirelessly to calm frayed nerves. “But this cannot go on for too long, as are alerting the nation and the world to hold the Resident Electoral Commissioner, Alhaji Husseini Halilu Pai responsible for any breakdown of law and order. “Governor Lalong wants a second tenure at the expense of the blood and peace of Plateau”, the PDP Chairman said.
The Independent National Electoral Commission (INEC) has declared the Okigwe zone Senatorial and Okigwe South Federal Constituency seat elections, inconclusive. The action, according to the INEC’s Returning Officer, Prof Donatus Ihejianya, followed cancellation of votes from Isiala Mbano, Ehime Mbano and Ihitte Uboma Local Government Areas (LGA). INEC’s spokesperson in the state, Emmanuella Okpara, who confirmed the development, said the ward Collation Officer, Dr Bethel Uzoho, had confirmed that there was no collation at the ward level. She said that similarly, the Federal Constituency Returning Officer, Prof Cyril Duru, gave the results from Ihitte Uboma as APC had 3,808 votes and PDP had 6,067 votes for Senate, while that of Obowo stood at APC – 5,259 and PDP – 4,512, for House of Representative. She noted that the result for Ehime Mbano, according to him, was not returned because the local government collation officer was yet to be seen. She added that some units in Obowo, one in Ehume ward, nine in Okenalogho ward and another one in Dim-na-Eze ward were cancelled too.
PDP kicks, rejects Kiru Bebeji Fed Constituency result as INEC declares Jibril winner
Yakubu Salisu, Kano There was a mild drama at the Independent National Electoral Commission (INEC) Headquarters in Kano on Wednesday as the Peoples Democratic Party’s (PDP) agent attempted destroying the returning sheet for Bebeji/Kiru Federal Constituency of Kano State during the presentation of result which declared Abdulmumini Jibril Kofa winner. The Administrative Secretary of the Commission, Jibril Musa stated that the result was delayed as the Commission’s Electoral Officers could not carry out the collation exercise at Bebeji due to political clash between the PDP and APC supporters at kofa prior to the election. According to him, shortly after the election, persons suspected to be political thugs surrounded electoral officers at the village and threatened their lives but were eventually rescued by security operatives and subsequent attempts to carry out the collation at the Constituency proved abortive as security reports indicated possibility of more attacks hence, the decision to carry out the collation and announcement at the head quarters.

Dangote Cement declares 91% increase in profit after tax Proposes N16 per share dividend Motolani Oseni Dangote Cement Plc on Wednesday released its full-year audited 2018 results for the year ended December 31, 2018, with profit after tax gaining 91 per cent. The company’s profit after tax closed 2018 at N390.3 billion as against N204.2 billion recorded in 2017 while profit before tax was N300.8 billion for the period ended 2018, a 3.9per cent increase from N289.59 billion reported for the period ended December 2017. The company directors proposed a dividend of N16 per share for 2018 financial year. Across Africa, the cement Group posted combined revenue of N901.21 billion, with Nigerian operations doing N618.30 billion, representing an increase of 11.9 per cent over N552.36 billion in 2017. The Nigerian economy was earlier projected to have grown by 1.9 per
cent in 2017, meaning that Dangote Cement outperformed the domestic economy. Pan-African operations recorded revenues of N263.26 billion, an increase of 9.6 per cent over N258.44 billion posted in the corresponding period in 2017. The Group Chief Executive Officer, Dangote Cement, Joe Makoju, in his remarks said, “This is a record financial performance by Dangote Cement, driven by a strong increase in our home market, Nigeria, despite heavy rains and uncertainties about the election. “Although Pan-African volumes were unchanged in 2018, I am confident that we will see an increase in 2019, driven by higher volumes in Tanzania, Ethiopia, Congo and Sierra Leone. Now that we have gas turbines operating in Tanzania we will also see increased profitability in the PanAfrica region and this will help to improve overall Group margins.” Africa’s largest cement producer, Dangote
Cement, has maintained its dominance of the Nigerian market, accounting for 65 per cent of the total volume sold in the domestic cement sector in 2018. The company also exported 800,000 metric tonnes (MT) of cement to West African countries, strengthening Nigeria’s position as a cement exporting country, creating jobs in the economy, and earning foreign exchange. According to the details of Dangote Cement’s audited results for the year ended December 31, 2018, it sold a total of 23.54 MT of cement across Africa indicating an increase of 7.4 per cent over 21.92 MT sold in 2017. Nigerian operations accounted for 14.18 MT representing an increase of 11.4 per cent over the volume of 12.72 metric tonnes sold during the preceding year. The increase in the Nigerian volume is attributable to higher building activities as the economy recovered from the recession. The sales volume in Nigeria is quite significant given the turbulent market situation as the election
period approached and people usually hedge in the construction industry during such periods. Dangote Cement is Africa’s leading cement producer with nearly 46Mta capacity across Africa. It is a fully integrated quarry-to-customer producer, with a production capacity of 29.3Mta in the home market, Nigeria. The Obajana plant in Kogi state, Nigeria, is the largest in Africa with 13.3Mta of capacity across four lines; Ibese plant in Ogun State has four cement lines with a combined installed capacity of 12Mta, while Gboko plant in Benue state has 4Mta. Through recent investments, Dangote Cement has eliminated Nigeria’s dependence on imported cement and has transformed the nation into an exporter of cement serving neighbouring countries. It has operations in Cameroon (1.5Mta clinker grinding), Congo (1.5Mta), Ghana (1.5Mta import), Ethiopia (2.5Mta), Senegal (1.5Mta), Sierra Leone (0.5Mta import), South Africa (2.8Mta), Tanzania (3.0Mta), Zambia (1.5Mta).

How OPEC’s refusal to ease supply hike oil prices Motolani Oseni with News Agency Motolani Oseni with News Agency Following resistance by the Organization of the Petroleum Exporting Countries (OPEC) to stick to its supply cuts despite pressure from U.S. President Donald Trump, Oil prices rose on Wednesday after a report of declining U.S. crude inventories.
For instance, U.S. West Texas Intermediate (WTI) crude oil futures stood at 55.99 dollars per barrel, up 49 cents, or 0.9 per cent, from their last settlement. But international Brent crude futures were at 65.65 dollars per barrel, up 44 cents, or 0.7 per cent from their last close. U.S. crude oil inventories fell by 4.2 million barrels in the week to Feb. 22, to 444.3 million barrels, the American Petroleum Institute (API) estimated in a weekly report on Tuesday. Oil markets have generally received support
this year from supply curbs by the OPEC, which together with some non-affiliated producers like Russia, known as OPEC+, agreed late last year to cut output by 1.2 million barrels per day (bpd) to prop up prices. And the group has indicated it will continue to withhold supply despite pressure from Trump this week to stop artificially tightening markets. “Crude oil futures bounced as OPEC members remained firm on planned production cuts despite heightened political pressure from U.S. President Trump early this week,” said Benjamin
Lu of Singapore-based brokerage Phillip Futures. Despite the OPEC-led curbs, oil remains in ample supply as U.S. crude production has risen by more than 2 million bpd over the past year, to a record 12 million bpd, and because demand growth is low due to a global economic slowdown and improving energy efficiency across industries. “The OPEC+ production cuts have … so far failed to create the tightness needed to support a continued rally,” said Ole Hansen, head of the commodity strategy at Denmark’s Saxo Bank.

The project, according to Facebook, will
connect more Nigerians to broadband internet by connecting mobile operators’ base stations, internet service providers, public locations and points of presence. Commenting on the partnership, Network Investment Lead for Emerging Markets at Facebook, Ibrahim Ba, said Facebook was bringing together its learning from scaling its global infrastructure with MainOne’s knowledge of the local environment to develop and test new
working models for multiple operators to access common infrastructure. Apart from MainOne, Ba says Facebook is working closely with other partners to deepen broadband deployment. For the Chief Executive Officer of MainOne, Mrs Funke Opeke, the partnership is in line with MainOne’s commitment to growing digital economy, massive job creation and broadband innovation in West Africa. Opeke expressed
confidence that the partnership and open access network MainOne has developed will be beneficial to improving the quality of access and accelerating digital transformation. According to the Vice President of Connectivity at Facebook, Dan Rabinovitsj, when completed later in the year, the project will connect “more than 1,000,000 people in Benin City, Abeokuta, Sagamu and ten other towns” across Edo and Ogun to broadband internet.

Body charges Buhari on rapid transformation of aviation sector Chukwuemeke Iwelunmo Following the re-election of President Muhammadu Buhari, the Coordinator, Ahmadu Bello Coalition for Good Governance, Alhaji Abdulyekeen Umar has called for a rapid transformation of the country’s aviation sector by putting round pegs in round holes. Umar made this disclosure in an interview with The Daily Times in Lagos, adding that the respondent said the call became necessary following some unhealthy practices in the aviation sector. According to him, there was a need to restructure the management system of all the agencies to ensure maximum operation and output in the system. He also called for proper funding of the industry to ensure that adding that the industry was capable of driving the economy when adequately positioned. Umar remarked that there were leakages in some of the parastatals stressing that action needed to be taken to block them. Umar urged the government to halt the proposed movement of parastatals to Abuja from Lagos saying it was unnecessary at this and suggested the proper monitoring of the sector. He urged President Buhari to appoint only capable hands to run the government in order to succeed saying that Nigerians were suffering in the midst of plenty as a result of bad management of some federal agencies. Umar advised Nigerians to rally round President Buhari in order to salvage the country noting that the economy will gradually improve when there the citizens do the right things. According to Umar “Nobody will build a nation for us here, we are the ones to build our nation to make it flourish. This is what Buhari stands for. Sixteen years of PDP is still haunting us and it will take another twenty years to recover.”

I am out to rescue Taraba from retrogression - Kanawa Musa Bah Kanawa, is the governorship candidate of the Young Democratic Party (YDP) in Taraba State in the forth-coming governorship elections. In this interview with selected journalists, Kanawa explained his political Manifesto, saying that Taraba State has faced retrogression under successive administrations. Kanawa, a retired NNPC staff who holds a number of chieftaincy titles, including the Barayan Lau, said he would fight poverty and educational backwardness in the state if elected. PATRICK OKOHUE reports. What is your motivation in joining the Taraba State governorship race? I am inspired by the need to save my people from avoidable hardships they have been subjected to over the years. To achieve this, I intend to drive governance in a manner that will give sense of belonging to all and lead to elevation of standard of living generally in Taraba State. This is the main factor motivating my interest in joining the governorship race. There are allegations or rumours making the rounds that you have stepped down for this or the other contestant. What is the true position of things, are you still in the race? I have also stumbled on such rumours and have even been approached with such overtures a couple of times, which I consider part of normal political process whereby people exercise their freedom of expressions. However, the truth remains that I have never contemplated, talkless of withdrawing for another candidate. I am in the race hoping to finish credibly and successfully, by the grace of Almighty God. So, what exactly are you offering the people of Taraba State? All along, Taraba State has been operating devoid of a conducive environment for people to meaningfully participate in their socio-economic activities. We are usually offered barrages of lip service on even critical issues calling for decisive actions, thus leaving people with burning desire for development that is never there. At a time of intense ethnoreligious tensions such as this, it becomes extremely difficult to talk of meaningful development. Our government will therefore start tackling under-development by demonstrating sincere commitment to investment in the creation of enabling environment for our people to develop
trust amongst themselves and have faith in government. The prevailing atmosphere of excessive mutual distrust amongst the people and against the government, are a serious impediment towards progress. One of our major tasks is to restore desirable confidence for accelerated progress of our people and the state by ‘walking the talk’. This is because we believe that unless people are stimulated to unleash their potentialities, the clamour for development would remain an unrealisable dream. We intend to run the government of Taraba State from four-point agenda, going by our Manifesto cascaded from the ideals of our great political party, YDP. First, we have what is tagged ‘Respect for Diversity and Inclusion.’ Here we have the various communities in the state in mind. Taraba State happens to be a multi-ethnic society with no fewer than 80 different ethnic groups. Unfortunately, there are occasions the politicians mischievously use this against the very people they are intended to lead. Our government will encourage respect for our differences by the people and the government, ensuring that no one is ever denied whatever he deserves from the government on the basis of ethnicity. There is also the issue of religion and this, like the ethnicity is being used at will to divide the people and create chaos. So many lives and properties have been and still being lost to ethno-religious crises in the state. As a government, we intend to create enabling environment by actually committing to investment in tackling crisis arising between people based on religions, tribalism or sectionalism. That is our topmost priority. The next point relates to the economy of the state. It may not be out of place to believe that abject poverty can render someone a ready tool in the hands of mischief makers. With that in mind, the incessant crises rocking the state might not, to some extent, be unconnected with the deplorable poverty level of
Our government will be committed to actual investment in tackling the issue of security and peaceful coexistence, by ensuring that all necessary and essential institutions are brought on board in the process. For example, how can a government talk about security and peaceful coexistence without giving the traditional rulers, religious leaders, and other important groups their proper places in the scheme of things? Our government will actually devolve appropriate powers and authorities from office of the governor to other arms and institutions that would help execute government policies for stability in the society
Musa Kanawa our people. Our vision is to re-design and maintain functional roadmaps towards boosting cottage industries, agro-economy, entrepreneurship, youth development and tourism, to create that enabling environment for business development and improved standard of living. We already have a lot of traditional economic practices that have been working; all we need is to enhance these for the betterment of life of the people. For these reasons, we have coined our second cardinal point ‘CommunityBased, Socio-Economic and Industrial Development’. We call it community-based to avoid formulation of blanket economic policy for the entire state; each segment of the state will be treated based on its peculiar economic potentialities believing that what may be suitable for a particular area, may not be going for another. Therefore, enablers would be channeled towards economic activities with higher viability identified in each community, so that people living and engaged in these activities would have the fullest benefit of realising their optimal productivity. The third point relates to our gravest set-back as a state, lack of facilities and infrastructures. To the best of my knowledge, Taraba is the least developed of all states in the federation in terms of facilities and infrastructures. It is in this state you still find
a number of local government headquarters without even common basic necessity such as link roads, twenty (20) years since inception of the existing democratic dispensation. We tag this cardinal point, ‘Facilities and Infrastructural Development’. Looking at the extent of backwardness in Taraba State as regards infrastructures, our government would first and foremost engage consultants and other experts that would develop comprehensive blueprint articulating the condition and needs of each locality constituting the state; highlighting their priorities to guide government in the citing and execution of projects to meet these needs. For example, we will take each local government on the scale of priority assigned to it by these experts and our government will address them starting from topmost priority to the least, contingent upon availability of funds and other resources needed. We are doing this because we are sure not all the local governments have same priorities in terms of hierarchy of needs. For instance, if you take Karim Lamido Local Government, their topmost priority need may be road network; so our government will be treating the issue of road development in that local government area as topmost priority, while provision of portable water may occupy topmost priority for Zing Local Government Area
and so on. However, that does not mean we are neglecting other essential needs that ought to run concurrently with meeting the topmost priority needs-I mean education, health and agriculture. The fourth and last point in our manifesto is known as ‘Security and Peaceful Coexistence’. This is so designed to create enabling environment for actualisation of the first three points. There is no way we expect respect for our diversities or any form of meaningful development, for that matter, in the absence of security and peace. It is designed for purpose of emphasis because we want to make sure that key issues of diversity coloration being used to our detriment are properly tackled. Over time, I over-heard governments paying lip service to the need for security and peaceful coexistence without tangible enabler being provided to encourage same. Our government will actually devolve appropriate powers and authorities from office of the governor to other arms and institutions that would help execute government policies for stability in the society, because the governor alone cannot do it all. This we feel is necessary because unless the people have trust amongst themselves and faith in government, the much taunted peace and security would remain a mirage. In a nutshell, our government will fight poverty, promote peaceful coexistence, good education, health, agriculture and entrepreneurship with the intent to build a virile Taraba State consistent with the dream of our noble founding fathers. Indeed, it is time to come together and say enough is enough to the prevailing barbaric politics accentuated with retrogression, bloodletting and other forms of carnage in our land. Taraba is the only state to call our own so am out to unite the people for its development and not destruction. Why do you think you’re the best candidate at this particular point in time, among all other candidates contesting for governorship in Taraba State? A cursory look at most of the other leading aspirants, their strategies and the usual unfortunate resultant devastating outcomes, quickly reminds one of the dark olden days when politics was considered a do or die affair. In Taraba today, we are presented with the semblance of wars where families are normally left to cater for their wounded and mourn the dead ones consequential to political activities. My burning desire for a paradigm shift in the way things are done and determination to ensure good governance therefore makes me the best alternative to end the vicious circle bedeviling the state since inception of the present democracy.

ILO urges member countries to ratify labour conventions
The Director Human Resource management, Ajibola Ibrahim, delivering key note address during the workshop on report rendition on the application of unratified International Labour Organization (ILO) Conventions and Recommendations in Abuja
FG reaffirms commitment to promoting healthy working conditions Stories: Ukpono Ukpong, Abuja The Permanent Secretary, Federal Ministry of Labour and Employment, Mrs Ibukun Odusote, has expressed the Federal Government’s commitment to the promotion of healthy working conditions for Nigerian workers in line with International Labour Standards. Declaring open a threeday workshop on Report Rendition on International Labour Organisation (ILO) Unratified Conventions and Recommendations in Abuja, the Permanent Secretary emphasized that the Federal Government recognised that a stable and harmonious industrial relations climate and decent work for all are critical instruments for the realisation of the goals and targets of the 2030 Sustainable Development Goals (SDGs) in terms of job creation, improved livelihoods and sustainable development in Nigeria. According to her, “I wish to emphasise that the effective implementation or application of International Labour Standards and prompt reporting on them is recognised as one of the best strategies of strengthening labour administration and promoting decent work world over. The Federal Government recognised that a stable and harmonious industrial relations climate and decent work for all are critical instruments for the realisation of the 2030 Sustainable Development Goals.” Speaking further, the
Permanent Secretary, who was represented by the Director Human Resources Management, Ibrahim Ajibola urged participants to avail themselves of the opportunity provided by the workshop as the task of reports rendition was not an easy one. “The responses to be compiled by the various Ministries, Department and Agencies as well as the social partners gathered here will go a long way in charting the way forward with regards to current and emergent trends and employment arrangements which have gained great relevance with the transformation of the world of work as a result of globalisation.” “I wish to acknowledge that the Ministry is aware that some of you will be reporting on Un-ratified Conventions for the first time. This workshop is therefore directed at developing and strengthening the capacity of focal persons within the Ministries and Social Partners to effectively report on ILO Un-ratified Conventions. I, therefore enjoin all participants to seize this opportunity and utilize it to their full advantage”, she urged. Earlier, in his remarks, the Director, Productivity Measurement and Labour Standards, Eyewumi Neburagho said that the workshop was aimed at developing the capacity of focal officers to know the relevance of effective reporting of ILO instruments, believing that if this objective was met,
Nigeria’s reports would be developed according to the international best standard. In their separate remarks, the representatives of the Nigerian Employers Consultative Association (NECA), Mr Adewale Oyerinde, Nigerian Labour Congress (NLC), Com. Benson Upah and Trade Union Congress (TUC), Com. Musa Lawal appreciated the Ministry for the opportunity and pledged the unalloyed support of the social partners to efforts at ensuring prompt report rendition to the International Labour Organisation.
Ahead of its Centenary celebration, the International Labour Organization (ILO) has called on its member states to ratify at least one additional international labour standard this year as it will ultimately lift millions of workers whose livelihoods today, like 100 years ago, are facing substantial challenges. The Director of the International Labour Standards Department, Corinne Vargha, in a statement made available to Daily Times, said since its founding in 1919, ILO international labour standards have improved the working lives of millions of people, from eliminating forced and child labour to ensuring the rights of seafarers and promoting gender equality. She noted that the 189 Conventions and 205 Recommendations adopted by member States during the last 100 years have formed the bedrock of the ILO and its mandate. Speaking further, she said that although many issues in the world of work remain, and with new challenges being created by globalization and cross border activities, international labour standards are needed more than ever. “Therefore, to mark its Centenary year, the ILO is urging its 187 member States to ratify at least one additional ILO Convention or Protocol in 2019. “Ratifications and the full application of ILO global labour standards will ultimately lift up millions of workers whose livelihoods today, like 100 years ago, are facing substantial challenges. “We hope that as many member States as possible will step up to the plate and ratify this year. Ratifications and the full application of ILO global labour standards will ultimately lift up millions of workers whose livelihoods today, like 100 years ago, are facing substantial challenges. The implementation of international labour standards ensures that no one will be left behind in the world of
work,” said Vargha. She said that for ILO to gauge the progress towards this goal, it will track all 2019 ratifications in real time on a new dashboard. Vargha also disclosed that more than 30 member States have already made a head start, having signed Conventions or Protocols in 2019 or ratified instruments that will enter into force this year. Similarly, the Senior Advisor on Standards Policy, Tim De Meyer, expressed optimism that the ILO’s ‘One for All ’ campaign to step up the number of ratifications this year will ultimately help many workers who may not yet have had fair treatment at work, income security or the right to organize. “For one hundred years, the ILO has been setting and supervising the standards that breathe life into social justice, decent work and fair globalization. Setting such standards today is more relevant than ever. “Our ‘One for All ’ campaign to step up the number of ratifications this year should ultimately help people who may not yet have fair treatment at work, income security or the right to organize. “For one hundred years, the ILO has been setting and supervising the standards that breathe life into social justice, decent work and fair globalization.” ILO Conventions are negotiated by government, employers’ and workers’ representatives. They fall into three categories; Fundamental Conventions, which cover child labour, forced labour, discrimination at work, the right to organize and collective bargaining; Governance Conventions, which strengthen social dialogue, labour inspection and policies for full, productive and freely chosen employment; Technical Conventions, which cover a range of issues including specific categories of workers, minimum wages, pensions, occupational safety and health.
Social justice critical to electoral process - CODE Since Nigerians has known the winner of the Presidential and National Assembly elections, it is important that we do not lose focus of social justice and fairness at all level. Social justice and fairness is undoubtedly the hallmark of good governance, thus the call for the creation of quality jobs, better job opportunities leading to better incomes and an improved standard of living for the average person. In addressing social justice in this context, Connected Development’s (CODE), ‘Follow The Money initiative’ is empowering rural communities with data and accessible technology to track government spending on education, health, water, sanitation and hygiene infrastructure, so rural dwellers can hold governments at national and subnational levels accountable, ensuring improved service delivery. Good governance allows for the creation of quality jobs, better job opportunities, leading to better incomes and an improved standard of living of the average person. It also allows for a system where children have the opportunity to receive basic education. The ripple effect is evident in more unified and equitable societies that are
important to preventing violence and conflicts. In a chat with Daily Times, the Chief Executive of CODE, Hamzat Lawal, said that as votes are being collated across the nation, Nigerians should take the time to reflect and also renew the zeal to hold government accountable and demand that they do better to ensure social welfare for the average Nigerian. “As votes are being collated across the nation, this is a moment of reflection, but also a renewed fire in our hearts, as we begin to assess the need to hold government accountable, demanding that they do better in ensuring social welfare of the average Nigerian. Young people, especially, must recognise that they are the key to future elections and the antidote to whatever fear, hatred and intolerance may lie ahead. “The aspiration for social justice, through which every working man and woman can claim freely and on the basis of equality of opportunity, their fair share of the wealth which they have helped to generate, is quite strong in recent times. “CODE is convinced that no lasting peace is assured without an egalitarian system and will keep working with partners to support and promote social
justice, one community at a time.” Speaking further, he noted that the declaration of fairness at work by the International Labour Organisation addresses fair outcomes for all through employment, social protection, social dialogue and fundamental principles and rights at work. Lawal explained that fairness at work is about obtaining freedom, equity, security and human dignity in conditions of work, adding that it stands against inequality and discrimination— allowing for a work environment that thrives on productivity, having a voice in the workplace and the community. “In Nigeria today, there is a huge deficit expressed in the absence of employment opportunities, denial of fairness at work and inadequate social protection. Many Nigerians are appalled by the Country’s position as a top leader in the number of people living in extreme poverty. “Massive voters’ turnout is largely due to the desire to secure a better Nigeria. We are seeking change in the areas of social justice, economic opportunity, welfare upgrade, environmental protection, health benefits and an overall improved standard of living of the average Nigerian.” Said Lawal

FIFA begins sale of tickets for U-20 World Cup
ederation of International Football Associations on Tuesday said football fans would soon have the opportunity to secure seats for the 2019 FIFA Under-20 World Cup in Poland. FIFA, in a statement on its website, indicated that the sport’s fans in Poland and all over the globe would have this
opportunity from midday on Tuesday until March 5. The world football governing body, however, pointed out that this would be for Visa cardholders. “The Visa cardholders will have an exclusive opportunity to apply for tickets for the first-ever FIFA competition to be
g23
hosted on Polish soil. “Visa became a FIFA Partner because of the global reach of football and its ability to unite people from around the world through their common love of the game. “The company is delighted to be able to offer fans the first chance to apply for their match tickets.
FIFA to hand Russia N21.7bn for World Cup legacy fund FIFA will allocate $60 million (about N21.7billion) to a Russia 2018 World Cup legacy fund to help develop the sport in the country, following last summer’s tournament which was widely praised as among the best ever editions of the event. Meeting for the last time on Wednesday, Russia’s Local Organizing Committee (LOC) summarized the financial aspects of the tournament, which was held between June 14 and July 15 across 12 stadiums in 11 host cities. “FIFA will allocate at least $60 million for the legacy program. The amount will be used to support and develop children’s, women’s football and infrastructure,” said LOC chairman Arkady Dvorkovich, TASS reported.
“We agreed to continue working on the legacy program and its content – this is the most important thing. The legacy program is being discussed by the Ministry of Sports, the RFU [Russian Football Union] and FIFA.” FIFA created a similar fund for the last World Cup in Brazil, which saw the South American nation receive a reported $100 million. Russia’s overall spending for the World Cup was equivalent to $10.6 billion, according to Dvorkovich, the majority of which came from the state budget. The FIFA Council hailed the Russia World Cup, which was the 21st edition of the tournament and was won by France, as the best in history at a meeting in October.
Andres Iniesta: Ousmane Dembele is a genius Former Barcelona captain Andres Iniesta has praise Ousmane Dembele’s ‘genius’ and has tipped him to soon become an important player for the long-term at Camp Nou following a tough start to life with the Catalan giants. The France international joined the reigning Liga champions for an initial €105 million [£90m/$119m] in August 2017. Dembele’s spell had barely begun before he was struck down for over three months due to a torn hamstring tendon, which required surgery. He missed another month of his maiden campaign when he re-injured the muscle upon his return. But in the 2018-19 campaign – bar a fine for arriving two hours late to a training session – the 21-year-old has finally begun to repay Barca’s massive investment with 13 goals in 31 outings in all competitions. Though an ankle injury did force Dembele to miss five matches, he has established himself as a key figure under Ernesto Valverde. And Iniesta, who saw glimpses of the ex-Rennes forward during the last of his 16 seasons at Barcelona, expects him to become a vital individual in the future. “He is a very special player who can decide a game on his own. Ousmane has so much witty playfulness, speed and determination,” the Spanish World Cup winner, who is now applying his trade with Vissel Kobe in Japan, said.
“He helps Barca with his genius. He’s also been scoring very regularly this season. It is a pity that his injury has thrown him back a little bit lately. “In the coming years he can become a very, very important player for Barca.” As Iniesta left to spend the twilight of his career in Asia, Barcelona moved quickly to sign a possible replacement in the form of Arthur from Gremio for €40 million (£35.5m/$47m). The 22-year-old has made 10 La Liga starts this term and Iniesta feels his former club have the perfect player to succeed him. He said: “Definitely [he can replace me]. He has a strong personality and he always knows what he has to do with the ball. “But he is young and needs still some time to get used to the team and to fully establish his playing style. “I think that Barca will have a lot of fun with him.”
Unai Emery: I”m happy Alex Iwobi is back for Bournemouth tie Arsenal manager Unai Emery has expressed relief with the return of Nigeria international, Alex Iwobi, to the Gunners fold ahead of tonight’s Premier League clash against Bournemouth. Iwobi returned to training on Tuesday after sustaining a knock in Sunday’s game against Southampton which made Emery pull him out for Gabonese international PierreEmerick Aubameyang in the
Although close to seven months have passed since the last World Cup a recent report indicates that almost 2,000 Nigerians are among thousands of World Cup fans still stranded in Russia. The possibility of these stranded fans giving birth to children cannot be ruled out. It will be recalled that a Senior Russian lawmaker had called on her countrywomen not to have sex with foreign men visiting the country during the World Cup, saying Russian women “should give birth to our own.” In an interview with radio station Govorit Moskva, Tamara Pletnyova, the chairperson of the Duma committee on families, women and children, said she was concerned about a rise in single mothers.
second half. An excited Emery told reporters that he was looking forward to the former Arsenal U-21 captain doing more tonight even though he admitted that he has created a lot of attacking moments and opening for his colleagues. ”I am very happy and I think he is working a lot to improve and he has energy, he has quality, he has things to improve. But he can do that.
“We have to be demanding with him and he himself be demanding to improve the things that he can get better at in his qualities. ”When he’s getting into the attacking third, into the box, to be calm to decide the last action with assists and scoring more. “But he is giving us a lot of attacking moments and opening space for other players when they are arriving to the ball,” Emery submitted.
Mo Salah: Premier League more important than individual records Liverpool winger Mohamed Salah has revealed that he is prioritising a Premier League title victory ahead of breaking individual records this season. If the 26-year-old manages to find the net at Anfield against Watford on Wednesday evening, he will become the fastest player in history to reach the 50-goal mark for one club in the Premier League. The current record is held by former Newcastle United striker Alan Shearer, who achieved the feat in his 66th appearance for the Magpies, but Salah could now set a new benchmark of 64 games. Should he fail to score against the Hornets, Salah could still break the record by netting against Liverpool’s arch-rivals Everton on Sunday, but he insists that winning the title is his main focus. The Reds are currently top of the league by a point ahead of reigning champions Manchester City, after securing a 0-0 draw at Old Trafford against Manchester United in their last outing. “It would be nice to score number 50, number 51 and 52! I always push myself to score more goals and to perform better,” Salah began, as per Sky Sports. “Of course, records are nice, but for me, the Premier League is now the most important thing. “It is a very big week. There are three games in eight days and if we can do well in them and still be top of the table that’s big for us. “After that, there will only be nine games left and we will have time to recover for them and time to think about that.” Since joining Liverpool from Roma in the summer of 2017, Salah has enjoyed a meteoric rise to the top of the English game, finishing as the Premier League’s Golden Boot winner with 32 goals last term. He was also named sixth in last year’s voting for the Ballon d’Or and he has carried that form into the 2018-19 campaign, top of the scoring charts with 17 alongside City hitman Sergio Aguero.
Despite his impressive numbers, Salah still sees himself as a natural winger rather than a centre-forward, as he added: “I have played at centre-forward a lot this season but I still also play as a winger and have scored many goals as a winger. “I don’t like to brand myself a No. 9 because the way I play, it’s never like I hold the ball and am always physically strong. “As a striker, I have to drop deep to get the ball and go past the players so, even when I play as a nine, my position is a different type of game to many centre-forwards. “When I play No. 9 I drop deep to play as a No. 10, too, to keep the ball and dribble. “I am always trying to help the team score goals and I am still one of the top scorers in the Premier League so I am happy about that.” Salah is expected to retain his spot in the starting line-up against Watford, with Liverpool looking to return to winning ways after a run of four draws from their last five matches.

Like NCNC 67 years ago, many lost their catchment areas last Saturday 67 years ago, on 28th February, 1952, Daily Times reported that the leadership of the National Council for Nigerian citizens (NCNC) was shocked when the motion for the confirmation of some nominees sponsored in the Eastern House was defeated and thrown out by representatives. Because the East was the natural home of NCNC because of the presence of Dr. Nnamdi Azikiwe and other leaders of the party who were indigenous to the geopolitical area, the action was seen as a surprise. It was same as passing vote of no confidence on NCNC in its traditional home. Last Saturday, Nigeria had another general election which again produced incumbent president Muhammadu Buhari as presidentelect. If all things are equal, he will be sworn in as the nation’s president on 29th May, his second and final term as provided by the constitution. Although Buhari defeated his closest rival and main opposition candidate, former vice president Atiku Abubakar of the Peoples Democratic Party (PDP) at the polls to emerge winner of the contest, there are other stakeholders who were actually the real losers as the election was a sort of referendum on their age-long claim of being the leaders of their people, as was the case of NCNC and its leadership. Of all the losers on Saturday, the most prominent is the serving President of Nigeria’s Senate, Dr. Bukola Saraki. For many years, Saraki, a scion of the popular Saraki dynasty who came to political limelight riding on the back of his father Olusola Saraki, was seen as a small god in Nigeria, especially since he became the president of the nation’s senate. Saraki, a medical doctor emerged the governor of Kwara State in 1999 with the pushup provided by his father. He went ahead to re-contest the position in 2003 and won, on the merit of the landmark achievements he recorded in office, which combined with his rich heritage to make him the preferred candidate of his party the PDP. Still basking in the euphoria of his popularity, Saraki defiled his father in 2007 when the old Lion wanted to install his daughter Gbemisola as successor. The young Saraki went ahead to make his choice candidate Abdulfattah Ahmed as governor, to the consternation of his father who died shortly after the ‘palace coup’ staged by his beloved son. As a senator, Saraki commanded huge influence, towering over the politics of Kwara State like a colossus until he emerged the President of the Senate after the 2015 general election, defiling the power-sharing formula of his party, the All Progressives Congress (APC) and its leadership. Up until last week, Saraki was seen as an invisible and semi-omnipotent being in Nigeria’s political circle. But, last Saturday, the senate president was unmasked and defeated like a puppet and has therefore become completely impotent, at least for now. Another victim of the election is Godswill Akpabio, the immediate past Minority Leader of the Nigerian Senate. Before he dumped his party the PDP and decamped to the APC, Akpabio was everyone’s dream of a successful politician. He had everything going for him
and therefore spoke with unbridled alacrity and confidence. Before he came to Abuja as elected senator, Akpabio had served as state commissioner for six years and became governor for eight year, when, standing on the platform of the humongous monthly allocations from the federation account, Akpabio helped to transform Akwa Ibom State from a state of mainly rural communities to what many described as the preferred destination for business and leisure. But in August 2018, Akpabio dumped the PDP and moved to APC after what pundits say was a political deal with President Buhari
not to prosecute him for allegations of stealing billions of Naira from the coffers of the state he was privileged to govern. A few weeks before the 2019, Akpabio, emboldened by the so-called Abuja powers, boasted that he will take over Akwa Ibom state the way Adolf Hitler took over Poland in the battle for Warsaw. But last Saturday, Godswill Akpabio was humiliated and crushed by the powers of the people who resisted his alleged to use Federal might to undermine their collective aspirations. There is also another loser of the election called Asiwaju Ahmed Bola Tinubu, the former governor of Lagos state who is
popularly known as the Lion of Boudellon. Tinubu has over the years dominated politics in the South Western part of Nigeria. He was a senator, two time governor and founder of the Action Congress before emerging as the leader of APC. It was Tinubu who hand-picked and installed almost everyone that became governor, senator, representative, councilor, anything in the region. But last week, Tinubu was literally unmasked. Although, Lagos, the state where he reigns like Nero, collected over 5million permanent voters cards (PVCs), it could not record up to one million votes for both his APC and the PDP.
