Tom Okpe and Tunde Opalana, Abuja The All Progressives Congress (APC) has formally confirmed that it has settled for the choice of Senator Ahmed Lawan from Yobe State as the Senate President of the 9th National Assembly. Sen. Lawan is currently the Majority Leader in the Senate. The party said the opposition Peoples Democratic Party (PDP) is exhibiting ignorance by planning to share National Assembly’s leadership positions with it, emphasising that not even a committee position except minority and public accounts committee will be given to the opposition. Addressing a press conference on Wednesday in Abuja, at the party’s secretariat, the APC National Publicity Secretary, Mallam Lanre Issa-Onilu, said it would not share any position in the National Assembly with members of the PDP, adding that it will be a winners takes it all affair as is applicable in all democratic set up. He said: “In a presidential system of government, it is winner takes all. There is no room for power sharing with PDP. “The news has been out that we had an interaction with the senators-elect, with the President, governors, leaders of the party and NWC members where it was presented to the stakeholders that the ruling party has decided on who will be the next Senate President according to what the democratic rule says and the person’s name is Senator Ahmed Lawan. “Since that news came out, this party has not come out to contradict itself. So, that has

been done but it’s left for the party to do the needful and have that sorted out. “Let me take that further, my emphasis on the fact that we are not going to share power with the people that Nigerians have rejected, including the fact that what the PDP people call juicy committees and we in APC call strategic committees is exclusive for APC. “We don’t need them to head any committee where they are going to compromise on the promises we have made to Nigerians. Nigerians cannot give us a mandate and we take part of it and hand over to the people they have rejected, we cannot betray the people of this country and we will not do it. “So, the zoning arrangement for the other positions is in the works and just as the media and Nigerians have been informed as who our preferred candidate for the Senate President is, we will come out to tell you what the zoning formula is for the remaining offices in the Senate and also in the House of Representatives.” He further explained that his party will not expect a single vote of the PDP senators to decide who the next principal officers will be in both the Senate and the House of Representatives in the 9th Assembly. “There is no room for power sharing because we don’t need them to run this government. We have enough numbers to run this government. In any case, when we were campaigning, we never told Nigerians that we are going to share power with any other party. We told them please entrust power unto us. “It will be a betrayal of trust to go ahead and start sharing power with a party,

particularly the PDP that has been rejected by Nigerians. “We are snatching from the last experience, what happened when some traitors within the APC sold our Democratic and political right to an opposition party which some people now consider to be a democratic normal”, he added. Meanwhile, Chairman Senate Committee on Information and Publicity, Senator Aliyu Sabi Abdullahi, has assured that the adoption of Senator Ahmed Lawan as candidate of the All Progressives Congress (APC) for the position of Senate President in the 9th Senate will not destabilise the party as no member of APC will go against the decision. Abdullahi, who is also the spokesperson of the Ahmed Lawan for Senate President group, said there will not be dissent senator among APC members against the position of the party in the choice of Ahmed Lawan. Sen. Abdullahi said as members of the ruling party, the APC senators- elect would not go against the party decision. Speaking the Senate Press Corps on Wednesday, Senator Abdullahi said the party has learnt its lesson from 2015 mistakes and cannot this time around fail to be assertive in taking its rightful positions in the leadership of the National Assembly. He added that having learnt from last experience, President Buhari and APC as a ruling party cannot fail to give the members direction to follow in the 9th assembly. He said this is necessary for the APC led parliament to provide legislative framework that would help the executive to deliver on electioneering

Presidential poll: More trouble for Buhari Andrew Orolua, Abuja

It is more trouble for President Muhammadu Buhari, as three more political parties and their presidential candidates have separately approached the Presidential Election Petition Tribunal sitting in Abuja, asking it to void the outcome of the February 23 presidential election. The latest to have challenged the outcome of the February 23 presidential election are the Hope Democratic Party (HDP) and its presidential candidate, Chief Ambrose Owuru; Peoples Democratic Movement (PDM) and its presidential candidate, Pastor Aminchi Habu and the Coalition for Change (C4C) and its presidential candidate, Jeff Ojinka. Owuru, Habu and Ojinka in their separate petitions prayed the tribunal to nullify the election of Buhari on grounds of alleged massive rigging of the February 23 presidential election as well as substantial non-compliance with the provisions of the law by the electoral umpire, the Independent National Electoral Commission (INEC). Respondents in the petitions are President Buhari, APC and INEC. However, unlike in all the other petitions, the C4C had included the Vice President, Prof. Yemi Osinbajo, as the 2nd Respondent, with APC and INEC, 3rd and 4th respectively in its petition. The HDP and Owuru in their petition marked CA/EPT/PRE/001/2019, dated

March 6 and filed March 7 is praying the tribunal to nullify the election of February 23 and the subsequent declaration of Buhari as the winner on the grounds that INEC has no power under any law to shift the February 16 date to 23. The two petitioners, who claimed to have been excluded from participating in the February 23 poll, averred that the election was invalid by reason of non-compliance with the provisions of the Electoral Act which stipulates the conditions under which election can be lawfully postponed. Their main grouse was that they were validly nominated for the 2019 general election, but were unlawfully excluded from the said election by INEC which delisted their names and party logo from the ballot papers. They however asserted that they will at the trial lead evidence and rely on the laws in support of their petitions to establish that the shifting of the election from February 16 to 23 was without the force of law and powers to do so. Another grouse of the petitioners was that INEC placed a false version of their registered party logo on the ballot papers for elections and that cost them the chances of realising their political ambition in the 2019 general election. Meanwhile, an ex-parte motion filed by the petitioners seeking to serve President Muhammadu Buhari with their petition and other processes is to be heard at the Court of Appeal in Abuja today, March 28.

The ex-parte motion filed by Yusuf Ibrahim, an Abuja based lawyer, is seeking an order of the court to serve President Buhari by pasting their petition at the Aso Villa Presidential office, the National Secretariat of the APC and at the tribunal’s notice board. The ex-parte motion followed an affidavit of non-service deposed to by one Abubakar Mohammed, Chief Bailiff of the Court of Appeal, where he claimed that security personnel at the reception of Aso Villa denied him access to enter and effect service on President Buhari on the grounds that there is no directive from the president’s office to that effect. Similarly both the C4C and the PDM in their different petitions marked CA/PEPC/003/2019 and CA/PEPC/004/2019, respectively, contended that the level of irregularities which characterised the election were so much as to nullify the declaration of Buhari as winner of the presidential poll. While the petition of the C4C was filed on behalf of the party and Ojinka by their lawyer, Obed Agu on March 19, 2019, that of the PDM and Habu was filed on their behalf by their lawyer, Aliyu Lemu the same March 19, 2019. Meanwhile, the Presidential Election Petition Tribunal sitting in Abuja on Wednesday granted leave to Atiku Abubakar and the Peoples Democratic Party (PDP) to serve President Muhammadu Buhari with its election petition through substituted means.

Rivers: 85 parties demand collation, declaration of results

Thousands of Leaders and members of 85 INEC Registered Political Parties on Wednesday marched through the streets of Port Harcourt, celebrating the reelection of Rivers State Governor, Nyesom Ezenwo Wike while urging the Independent National Electoral Commission (INEC) to diligently conclude the official Collation and Declaration of the State Governorship Election results. The leaders and members of the registered political parties who gathered under the aegis of InterParty Advisory Council (IPAC) at the Isaac Boro Park in Port Harcourt by 7.30am declared that the Peace Walk was aimed at telling the world that Rivers people irrespective of political affiliations voted overwhelmingly for Governor Wike on March 9, 2019. They sang pro-Wike songs as they marched through the streets insisting that on no account should the votes of Rivers people be manipulated. They passed a vote of confidence on the INEC Resident Electoral Commissioner in Rivers State, Obo Effanga. The Rivers people on peaceful March displayed several placards indicating their preference for Governor Wike and the need for the Collation Process to be concluded as outlined in the timelines of INEC. Some of the placards read: “Army Stop Disrupting the Collation Process in Rivers State “, “Army Please Allow INEC Conclude the Collation Process “, “Rivers People Overwhelmingly Voted for Governor Wike on March 9”, “We Shall Continue to Defend

our Votes” and “Obo Effanga is a Professional and We are confident in his capacity to deliver “. Other placards read: “Amaechi leave Rivers State Alone”, “Federal Might has failed woefully in Rivers State “, “Prosecute Major General Jamil Sarhem for attempting to rob Rivers Mandate ” and “We condemn APC elders for their illegal letter to President Muhammadu Buhari “. The peaceful march moved to the Rivers State Police Command where the leaders of the 85 Political Parties relayed the position of the people. In his address, Chairman of IPAC Rivers State, Sir Precious Baridoo said that the political parties are calling on INEC to continue with the Collation and Declaration of the Governorship election results. He said: “Let the election process continue in Rivers State. We are telling INEC to follow through with the process. We condemn in totality, the calls by a few persons for the removal of the Resident Electoral Commissioner, Obo Effanga. We want him to continue and conclude his job”. The Chairman of IPAC Rivers State noted that nothing should be done outside the law because the INEC process is constitutional. He said: “INEC process is constitutional and must be allowed to take place. It should be done normally for the peaceful co-existence of Rivers State “. Also speaking, immediate past Chairman of IPAC Rivers State and Chairman Independent Democrats (ID), Pastor Samuel Ihunwo said Rivers people no longer want the

militarisation of the polity because Rivers people were slaughtered by soldiers on March 9, 2019 because some persons wanted to rig the elections. He reiterated the position of the 86 registered political parties that Rivers people want the Resident Electoral Commissioner, Obo Effanga to conclude the 2019 Governorship Election Collation process. “Effanga is a professional and should be allowed to conclude the process. We condemn the few APC Elders who want to place the state in jeopardy while their children are studying abroad. We urge the President to ignore their letter”, he said. He said Rivers people have voted for Governor Wike and their votes will count as the Collation Process is brought to a logical conclusion. Responding on behalf of the Rivers State Police Command, Assistant Commissioner of Police, Victor Erewere commended the members of IPAC for their peaceful conduct. He said that he will convey their message to the appropriate authorities for necessary action. The procession later moved to the Rivers State Headquarters of the Department of State Services (DSS) where they reiterated their demands for the conclusion of the Collation and Declaration of the Governorship Election results of Rivers State. They also re-affirmed their position that the Resident Electoral Commissioner in Rivers State be allowed to conclude the Collation Process.

Buhari The tribunal while ruling on motion ex-parte brought by Atiku and PDP, granted leave to the petitioners to serve the second respondent, Muhammadu Buhari by delivering the document filed at the tribunal through any of the third respondent (APC officials) at its office located at 40 Blantyre Street, off Aminu Kano Crescent, Wuse 2, Abuja. Justice Abdul Aboki also granted leave that the process will be deemed as properly served on Muhammadu Buhari. He said that after careful reading of the affidavit in support of the ex-parte motion and listening to Chief Chris Uche (SAN), the petitioner’s lawyer: “We are of the opinion that the reliefs sought should be granted. Leave is hereby granted permitting the hearing of the petitioner’s ex-parte motion.” Earlier, while moving the motion, Uche (SAN) had told the court in an affidavit deposed to by Jude Orji that all attempts to serve Muhammadu Buhari with the petition have been blocked and therefore, the bailiff could not reach him to effect the service.

He said that application for the substituted service was predicated on seven grounds and supported by a 17 -paragraph affidavit. The applicant also filed a further affidavit of five paragraphs, annexed some exhibits and a written address to buttress his request for the substituted service. Atiku and the PDP had filed the petition on March 18, praying the tribunal to declare Atiku as the winner of the February 23 election. The petitioners also prayed the tribunal to disqualify the All Progressives Congress (APC) presidential candidate, Muhammadu Buhari, the declared winner of the election as unqualified to participate in the poll. Joined as respondents to the petition are the APC, President Buhari and the Independent National Electoral Commission (INEC) who are the first, second and third respondents respectively. The petitioner stated that Atiku scored over 18 million lawful votes compared to Buhari’s 16 million plus votes.

Court decides Yakubu’s fate May 16 in $9.8m fraud trial Andrew Orolua, Abuja

Justice Ahmed Mohammed on Wednesday fixed May 16 for ruling on “no case submission” application filed by the former Group Managing Director of Nigerian National Petroleum Corporation (NNPC), Mr. Andrew Yakubu. Yakubu is standing trial on six count charge for money laundering and failure to declare assets following the discovery of $9,772, 800 and £74,000.00, from his house in Kaduna. The Economic and Financial Crimes Commission (EFCC), which is prosecuting the case had, on February 3, 2017, raided Yakubu’s house, located on Chikun Road, Sabon Tasha area of Kaduna South Local Government Area of Kaduna State, from where it claimed to have recovered $9,772, 800 and £74,000.00. Prosecution counsel, Ben Ikani announced the closure of the prosecution’s case on October 17, 2018, at the conclusion of the testimony by Suleiman Mohammed, an official of the EFCC, who testified as 7th prosecution witness. The court then adjourned to December 5, 2018 for the defence to open its case. But, the defence lawyer, Ahmed Raji (SAN), announced the defendant will

make no case submission. Adopting the defendant “no case submission” on Wednesday, Raji (SAN) prayed the court to strike out the charge, discharge and acquit Yakubu. He argued that the essential elements of the charge brought against his client were not proven by the prosecution to warrant his being called to enter a defence. According to him, the evidence led by the prosecution’s seven witnesses did not establish a case against him to require him to defend himself. But the prosecution lawyer, Ben Ikani urged the court discountenance the submission and ask the defendant to enter his defence as a prima facie case has been established by the prosecution. He said that Yakubu has been linked to the crimes and the prosecution witnesses have proven all the ingredients of the crimes of money laundering against the defendant. The money was hidden in a fireproof safe, belonging to Yakubu in his house. The huge safe has since been tendered in evidence during the proceedings and admitted as exhibit. Justice Mohammed therefore adjourned the trial to May 16, 2019 for ruling on “no case submission” and April 1 to hear defendant application to travel abroad.

US applauds Edo over human trafficking war Patrick Okohue The United States has commended the Edo State government for its anti-human trafficking model and pledged the U.S. Mission’s commitment to expanding the scope of its collaboration with states such as Edo, which serve as a source or transit point for human trafficking. Speaking on behalf of his country when he visited Benin City, the Edo State capital, the Chargé d’ affaires in the United State Embassy in Nigeria, Mr. David Young, said the state has done well in helping to reduce incidents of human trafficking, adding that his government was impressed by the development. The American envoy met with government leaders, traditional rulers and civil society representatives with a view to understanding the socio-economic factors that perpetuate trafficking in persons in the state and the multi-faceted efforts being used

to eradicate it. Speaking during a courtesy call on the Edo State Deputy Governor, Philip Shuaibu, at the Government House in Benin City, Young said: “We are pleased with the important progress that has been made to combat trafficking in persons in Edo State, through the Three Ps: Prevention, Protection and Prosecution of those individuals involved in human trafficking. This is one of the issues the U.S. government is focused on, as it is a horrific crime and we recognise its long-term effects on people who are trafficked to other countries”. At the palace of the Oba of Benin, where he had an audience with Oba Ewuare II, Young emphasised the pivotal role of traditional institutions in eliminating the scourge of human smuggling. He lauded the monarch’s leadership and direct involvement in the crusade to end trafficking in the state. “We note that the Benin monarchy has taken the lead

in statewide efforts to prevent young people from being trafficked. APC makes u-turn, agrees to participate in Adamawa re-run The ruling APC in Adamawa State has called on its supporters in the state to get prepared and participate in the governorship supplementary election slated for today. Alhaji Ahmed Lawal, State Organising Secretary of the party, gave the directive on Wednesday in an interview with the newsmen in Yola. Lawal said that the party reviewed its earlier decision to boycott the poll and had resolved to fully participate in the poll. He, however, said that in spite of the Independent Electoral Commission (INEC)’s refusal to heed their call for a re-schedule, the APC would still win the election. He appealed to the APC family and supporters not to

be deterred by INEC’s action, but to go out en mass to vote for the candidate of the party. “Having consulted all the party stakeholders, we have resolved to participate in the supplementary election fixed for tomorrow (today). Our earlier boycott threat was not out of fear, but to encourage participation by other political parties who had been taken unawares by the date for the supplementary election. “To us, we will participate and win the re-run even as INEC has refused to rescind its decision to hold the re-run tomorrow. We appeal to APC supporters to come out and vote for APC massively so as to ensure victory in the election. “Adamawa is an APC state, and with the developmental strides recorded by Gov.

Mohammed Bindow, it is a sure qualification for winning an election,’ Lawal said. It would be recalled that the state chapter of the APC had earlier rejected the March 28 date fixed by INEC for the conduct of the supplementary election in 44 polling units in the state. The APC threatened to boycott the election if INEC refused to reschedule the election. The date was fixed sequel to the vacation of a court order restraining INEC from conducting a governorship supplementary election in the state. The PDP Chairman in Adamawa State, Tahir Shehu, whose candidate (Ahmadu Fintiri) is leading with a difference of over 30,000 votes, said they were ready for the election.

When contacted, the Resident Electoral Commissioner of INEC in Adamawa State, Kassim Gaidam, said that the commission would hold the election as scheduled today. Gaidam urged all the parties involved to work toward a hitch-free poll. The Daily Times recalls that a State High Court sitting in Yola, had vacated its earlier order restraining INEC from conducting the governorship supplementary election in the state. The court presided by Justice Abdul’Aziz Waziri had also ruled that it has the jurisdiction to hear the case filed before by a political party, Movement for the Restoration and Defence of Democracy.

Certificate of return: Why we can’t help Okorocha - APC Says Amaechi supporting AAC, not anti-party

Tom Okpe, Abuja The All Progressives Congress (APC) has stated that the suspension placed on Governor Rochas Okorocha of Imo State by the National Working Committee (NWC) has made it uneasy for the party to intervene on his withholding of certificate return by the Independent National Electoral Commission (INEC). Okorocha, who was declared winner in the February Senatorial election is yet to receive a certificate of return presented to other Senatorselect on the reason that he was declared winner under duress. The party also said Rotimi Amaechi, Minister of Transport’s support for the governorship candidate of the African Action Congress (AAC) is not an anti-party affairs, saying that: “I will emphatically say no because if you liken it to the situation in Imo or Ogun states, it will be wrong. In Rivers State, APC does not have any candidate and as a party, Rivers State is very important to us. The state has been in the hands of pillagers for too long”. The party spokesman, Mallam Lanre Issa Onilu, who disclosed this on Wednesday in Abuja at the APC Secretariat, said Governor Okorocha is still under suspension, pointing that until the suspension is

lifted by the party, it cannot intervene. On Okorocha who was announced winner of the Imo West senatorial ticket, Onilu said: “This party cannot take any action. Don’t forget that he is on suspension and as far as this party is concerned, that situation remains because there is no way we can say that somebody is on suspension and still go ahead to intervene in his case. “In any case, he has not even come up to inform the party of his problem because he has realised that he is on suspension. Therefore, until it is vacated, the party will not step in to intervene as a party member who has problem to resolve. On Amaechi, the APC spokesperson said: “If we have the opportunity of working with party members or parties, willing to abide by our principles, then it is within our right to work with such a party to ensure we free the people of Rivers State from the locust. In this case, he has not abandoned a particular candidate that belongs to the APC for a candidate of another party. They are entirely different issues and in that case, there is no anti-party. “Whatever Amaechi has done is completely normal and acceptable to this party as far as working with other party is concerned”.

FG, States, LGAs share N619.9bn for February The three tiers of government, made up of the Federal, 36 States and the Federal Capital Territory and 774 Local Governments, on Wednesday, shared N619.9 billion as statutory allocation from the Federation Allocation Account for February 2019. A communiqué by the Technical Sub -Committee of the Federation Accounts Allocation Committee (FAAC) at the end of its meeting on Tuesday said the gross statutory revenue received was about N478.434 billion. The committee said the amount was lower by about N26.812 billion than the N505.246 billion received last January. The communiqué read by the Accountant General of the Federation, Ahmed Idris, said Federation Crude Oil Export sales increased by about 46 per cent resulting in increased Federation Revenue from $425 million previously to $574.95 million. Idris said production shutins and oil facility shut-downs persisted during the month, with some oil export terminals still closed due to leaks and maintenance. He said the Petroleum

Profit Tax (PPT) increased significantly, while Companies Income Tax (CIT) recorded a marginal increase. He did not give further details. According to him, revenues from Value Added Tax (VAT), Oil Royalty, Import and Excise Duties decreased during the month under review. While the distributable statutory revenue for the month stood at about N478.4 billion, total distributable revenue for the month (including VAT, Exchange Gain, Excess Bank Charges recovered and foreign exchange Equalisation) stood at about N619.857 billion. Details of the total distributable revenue for the month showed the Federal Government received about N257.681 billion, representing 52.68 per cent; States received N169.925 billion, representing 26.72 per cent; Local Government Councils received N127.722 billion, representing 20.60 per cent, while the Oil Producing States received N50.946 billion, representing 13 per cent derivation revenue. The AGF said the balance in the Excess Crude Account as at March 27, 2019, stood at about $183 million.

Anti-corruption war not yielding results, Senate declares Flays huge expenditure by FG on crusade

Tunde Opalana, Abuja The Senate has said the anti- corruption crusade of government has not yielded expected results because of misplaced priority in the fight against corruption. Chairman, Senate Committee on Public Accounts, Senator Mathew Urhogide said this on Wednesday during the budget defence by the office of the auditor general of the federation. Rather than prioritizing the prevention of corruption, especially in public institutions and establishments, the federal government was accused of spending more money on fighting corruption. The Senate Public Accounts Committee

also slammed the government for relegating the auditor general’s office to the background and for under-funding the office in past fiscal years. Senator Urhogide said “it is unfortunate that government spends more money in fighting corruption than preventing it,” adding that he was surprised that while both the Economic and Financial Crimes Commission (EFCC) and the Independent Corrupt Practices Commission (ICPC) have huge appropriation each year, a paltry sum has always been allocated to the office of the auditor general. He said the responsibility of ensuring probity, accountability and transparency in public offices falls within the purview of the auditor general’s office, “but it

was unfortunate that the office lacks the financial requisite to carry out this function.” Rather than spending huge money on prosecuting corrupt public officers, he said government needs to strengthen the office and fund it adequately. He said while the office of the auditor general was fund- starved and handicapped, there are some agencies of government whose accounts have not been audited in the last 10-15 years, adding that government still allocate funds to them annually. “It is highly unfortunate if this is how we fight corruption,” he said. Senator Urhogide pledged the support of the committee in soliciting adequate funding for the office.

Short News Omo-Agege appeals candidacy annulment judgement Nosa Akenzua, Asaba Embattled All Progressives Congress (APC) senator for Delta Centra, Senator Ovie OmoAgege whose candidacy was annulled by Federal High Court in Asaba, Delta state is run seeking leave of the court to appeal the judgment as an impacted party. Our reporter recalls that the Federal High Court, Asaba, had on March 18, in a judgement delivered by Justice Toyin Adegoke sacked the Prophet Jones Erue-led factional state executive committee of the APC and instead, upheld the Chief Cyril Ogodo faction as the authentic state executive committee. The court went further to annul all actions taken by the sacked Jones Erue-led executive, including party primaries and the list of candidates which emerged from their factional primaries declaring it null and void. Meanwhile, Senator Omo-Agege through his Senior Special Adviser Communications and Strategy, Mr. Godwin Anaughe in an earlier statement had declared that the Federal High Court judgement had “no moment and does not and cannot alter the status quo.” He maintained that Senator Ovie Omo-Agege remains the senator-elect because the electoral college that elected Senator Omo-Agege as the APC candidate in the just concluded 2019 general elections came into being by virtue of a consent judgement that has not been set aside. However, Senator Omo-Agege, who in the past few days has claimed that he will not be affected by the judgement because he was not made a party to the case, in a new twist, has now rushed to the court to seek leave to appeal the judgement annulling his candidacy, thereby factually acknowledging the annulment of his candidacy.

Killer of ex- deputy governor’s daughter bags death sentence Adewale Momoh, Akure An Ondo state High Court sitting in Akure on Wednesday sentenced Seidu ShakiruAdeyemi to die by hanging for gruesomely killing his girlfriend, Khadijat Oluboyo, daughter of former deputy governor of state, Alhaji Lasisi Oluboyo. Adeyemi, a graduate of Federal University of Technology Akure (FUTA), was arrested by the Ondo state Police Command in July 2018, for killing the former deputy governor’s daughter for a money ritual purposes at his house in Akure and allegedly burying the deceased inside his room for six days. Delivering his judgment, Justice Samuel Bola, said the evidence before the court affirmed that Khadija was killed by Adeyemi and found him guilty of the crime. Justice Bola held that the prosecutor and the state government’s counsel had proved beyond reasonable doubt that Adeyemi actually committed the offence he was charged for. According to the judge, evidences from the pathologist indicate that the deceased was strangled to death while her remains were buried in Adeyemi’s room after shaving her hair and removing two of her teeth. “Going by the findings of the court and the evidences before the court, Adeyemi took the life of the young lady before burying her in his room.

Correct errors in budget, Reps charge auditor general The House of Representatives Committee on Public Accounts on Wednesday asked the office of auditor general to the federation to go and correct errors in its 2019 budget estimates. The committee gave this order during the agency’s budget presentation when discrepancies and misrepresentation of facts were observed by committee members. A committee member, Rep. Ralph Igbokwe (APC/Imo) had noticed that N50.8 million paid for an ongoing capital project was not appropriately captured in the agency’s presentation. Responding to the query, the Auditor-General of the Federation, Mr. Anthony Ayine

told the committee that the error was not deliberate as it was captured in another page under capital expenditure. However, his response did not go down well with the lawmakers who bombarded him with more questions. Another lawmaker retorted that “you captured a 1, 000kva generator as a 100kva generator and you think we will fold hands and look at you in the face.” Chairman of the committee, Rep. Kingsley Chinda (PDP/ Rivers) informed the auditor general that “take note also that what we have here in your subheads as budget performance and utilization are supposed to stand separately.

“Budget performance can’t in any form be budget utilization; please take note of the difference. As the watch dog of every organ of government, the auditor general is expected to live above board. “The agency is expected to manage whatever is in its possession appropriately. We expect enough accountability and transparency from an important agency like auditor general’s office. “This is irrespective of the envelope given to the ministry and we expect errors corrected and war against corruption must begin with your office.” The committee adjourned sine die.

The Industrial Training Fund (ITF) says it has trained over 20 million Nigerians who are currently driving key sectors of the economy. Director General and Chief Executive of ITF, Sir. Joseph Ari made this known in a press briefing/retainership exploratory interface with the Enugu state chapter of Nigeria Union of Journalists (NUJ) in Enugu. Ari noted that the feat was due to the policy direction of President Muhammadu Buhari. “Despite this clearly challenging and no doubt tasking mandate, it vigorously pursued its realization by training over 20million Nigerians that are today manning key sectors of the national economy. “From our skills intervention programmes, which are accessible to all Nigerian particularly the youth, to our tailor-made skills acquisition and other direct training services that are implemented by our 43 industrial skills training centres and area offices nationwide, we are continually and constituently driving Nigeria to be amongst the skill hub of the world. “Despite our achievements, in line with the policy direction of President Buhari, the ITF re-articulated and refocused its activities with greater emphasis on skills acquisition in order to create jobs to stem rampant unemployment and breed a new generation of entrepreneurs in order to transform the economic landscape of the country,” he said.

Ugwuanyi, deputy, assembly members receive certificates of return Moses Oyediran, Enugu

Governor Ifeanyi Ugwuanyi of Enugu state on Wednesday received his certificate of return as governor- elect from the Independent National Electoral Commission (INEC). Gov. Ugwuanyi, his deputy, Mrs. Cecilia Ezeilo and 20 House of Assembly members elected on the platform of the Peoples Democratic Party (PDP) all received their certificates of return at the headquarters of INEC in the state yesterday. The Resident Electoral Commissioner in the state, Mr. Emeka Ononammadu in a speech noted that the electoral process ended in peace, fairness, openness and neutrality. “It was a tortuous journey that did not come at zero cost but it is also a journey that the entire nation is poised to learn from Enugu,” he stated. Speaking after collecting his certificate of return, Gov. Ugwuanyi stated that they had prayed for a peaceful and transparent election and commended the efforts of security agencies during the process. National Commissioner of INEC, Mr. Festus Okoye, who also spoke at the occasion, said INEC could no longer afford to plan in an uncertain environment.

What will happen to Makinde, Abiodun and Sanwo-Olu in the days to come

I hardly attend ceremonies, because I am an indoors person, but many years ago, in the city of Ibadan, where I hail from, I attended a wedding ceremony. It was what you call—a society wedding ceremony. Through-out my stay at the venue, where the wedding ceremony did take place, one name was on all our lips—the bride’s name. It was her day and how she was gorgeously dressed did confirm it. It would be an attempt in futility for anyone to try to reign on her parade. After we were fed and our belies were filled to the brim as folks would fill water-pots, we all left for our different homes and the groom and bride too left for where their honeymoon would take place. After their honeymoon period, realities of marriage started dawning on them. It was the wife’s parents that the husband had problems with and after a few weeks, the wife also stepped on the husband’s parents’ toes. The bride, who was celebrated up to the top of Mount Everest, a few days ago, started having issues with virtually everyone who once celebrated her on their wedding day. Such they say is life. I said all that in order to say this: the most celebrated governors-elect in Nigeria today are Seyi Makinde (we attended same secondary school), Dapo Abiodun, Babajide Sanwo-Olu. The day they were declared winners of gubernatorial elections in their respective states, they were treated like new and

fresh brides. Their names were on the lips of everyone in Nigeria and everywhere Nigerians are on earth. It was their day in Nigeria, probably because of some many hurdles they needed to cross before becoming governors-elect. After winning in both Ogun and Oyo states, Seyi Makinde and Dapo Abiodun began to travel to some key places, thanking those who supported them and also building new alliances. This is not bad. It is so good for politics, but I like to point the attention of the trio of Sanwo, Makinde and Abiodun to a few avoidable-issues, because they need to quickly learn from the pitfalls of those who are before them. Remember, those who do not learn from history are doomed to repeat the avoidable mistakes of the past. Immediately Dapo, Babajide and Seyi are sworn in, in the month of May, 2019, their honeymoon period would fizzle out and if they are not astute and judicious enough, they would start stepping on some big political-toes. I remember when all the three governors before these new ones newly became governors of their respective states, they were all treated like new brides, but after a while, ambition took the place of vision and one by one, they all fell out of favor with those who once loved them as a man would love his newly wedded wife. You know in politics, affection turns to revulsion when selfish political-interests clash as Hulk Hogan would clash

with the Ultimate Warrior in those days. Same thing would happen to the mentioned three (3) governorselect if they do not learn from what happened to the three (3) governors before them. Once governors begin to think that they are superior to those who voted them into power, honor usually runs away from them while dishonor runs towards them. Seyi, Dapo and Sanwo will have problems in the days to come when they also make the mistake of not listening to the people of their varied states. To having smooth rides in power, they would need to consistently bond with the people, by holding monthly town-hall meetings with them. And townhall meetings are not just to be held with them, town-hall meetings must lead to problem solving for the people. Also, governors are not superior to traditional leaders. They are closer to the people than governors. And they are custodians of people’s varied traditions and cultures. Once you are rude to them, the people of your respective states would turn their back against you. Remember, they are going to be on their varied thrones for as long as they breathe, but you are only going to be in power for either four (4) or eight (8) years. Also, they were in power before you became governors-elect and long after you are gone, they would still be in power, if they are alive. I am of the opinion that Dapo

and Seyi are going to have a rough-ride in power, because of the number of those who came together to ensure that they won the last gubernatorial election. How they are going to satisfy all of them without offending them will require a very high level of wisdom, diplomacy and patience. The reason those people came together to ensure that they won was not because of the people of Ogun and Oyo states, it was first because of their selfish reasons. The only class of people that— governor-elect Babajide Sanwo would need to please will be his own core-party people. If he messes with them, even his deputy will vote against him when the time comes. Also, do not become overly ambitious and greedy. You do not need to take over the covers of your state to swim in highfinances. With the way your varied states are structured, you would still make so much money without mopping the legitimate monies that are supposed to go to folks under your leadership, because you are going to need them in the days to come. Make sure you give contracts to the common man. When governors double as contractors, there shall definitely be crisis in the days to come. Lastly, if Seyi, Dapo and Babajide will put into practice what I have briefly touched on, in this piece, their honeymoon period will last beyond eight (8) years!

Is organising protests now big business?

You must understand that some things do not happen naturally here. Protests, in particular, are not organic or “an act of God”, at least not now; there is usually a “mighty hand” in the shadows pulling the strings. Unlike in the past, when men of good conscience like Gani Fawehinmi, Wole Soyinka, Chima Ubani, Richard Akinnola and Femi Falana, led mass movements against tyranny on principle, protests here are now monetised and deployed to achieve the insular ends of the “backer”. In fact, they form the core part of planning for any political activity. And there is a handsome budget for them. For example, if a certain “big shot” senses that the EFCC dragnet is closing in, he finances a protest through “groups” to demand, ‘leave our daddy alone’; ‘EFCC

go after other looters’. I recall in May 2014 when a mercenary “civil society” group protested against the Bring-Back-Our-Girls group at the Unity Fountain in Abuja and sent in its thugs to disrupt the sit-in. I also recall other protests after 2014, solidarising with the government and demanding the expulsion of perceived enemies. The truth is, the government is the biggest enabler of fraudulent protests. And it is also the greatest danger to civil advocacy. Have you wondered why some civil society groups that were ferocious before 2015 suddenly appear to have a canine extraction? Of course, you guessed right. Really, some of these civil society groups survive on “protest money” and other largesse from politicians. As a matter of fact, most of them

are set up specifically for this purpose. Sadly, organising protests is now a political strategy through which corrupt money flows to the gatekeepers of society. Although this phenomenon is not new, it has metamorphosed into a grandiose and prodigal enterprise since 2012. Organising protests has become a big business. You see a group organise a protest against a particular issue, and then hold another one in favour of it afterwards. It all depends on who is paying the bigger bucks. Surprisingly, groups which claim to be non-partisan or politically neutral are bottomdeep in the business of organising protests for money. Recent allegations by Deji Adeyanju, a former stakeholder in the Our-Mumu-Don-Do group, against the honcho of

the movement, accent this style of “chop, chop activism”. Sometimes, being politically neutral or non-aligned is not about having integrity, but about protecting the belly so as to “chop” from both the good, the bad and the ugly. However, the role of civil society groups cannot be obviated or diminished. There are still a good number of genuine groups. In fact, we owe our democracy to some activists and leaders of civic groups who even in the fiery furnace of Abacha stood like Shadrach, Meshach and Abednego. Also, protests are an instrument for checking abusive governments. This tool cannot be retired because of a few rotten eggs. But the civil society must save itself from this moral declension. I think, it is time to self-regulate.

Buhari’s ‘once bitten’ (II)

Parliament –especially- in Nigeria behaves always like a woman of easy virtue. And that is even if you only refer to the commonplace whoredom whereby prostitutes, to eke a living, get paid by total strangers to be laid. But the Sarakis, in 2015, took bipartisan parliamentary whoredom to a whole new sordid level. To grab the Senate Presidency, they had not only accepted to pay to get laid, they were in fact raunchily sodomized; not by total strangers, but by their hunky political enemies, the PDP. After Saraki’s parliamentary coup de main, leading to his rebellious emergence as Senate President, I wrote a piece, ‘Buhari’s Baptism of Fire’, relieving in it what lessons the President should’ve learnt, from neglecting to invest in the politics of the emergence of a partyloyal leadership for the Eight Assembly. And I said in that piece, that in spite of being virtually a child of popular revolutionary circumstances, the Saraki-led APC Assembly, had still to its credit the infamy of adding a heady new dimension to the repertoire of inanities that the Nigerian legislatures are generally famed for. Caesar’s Roman Parliament had taught legislators the vilest coup de tat: that by knives and daggers greedy legislators may bleed ‘ambitious’ sovereigns to death. But Saraki’s mutinous APC minority, driven quite inordinately by both greed and lust for power, had taught the world a new species of parliamentary mischief, namely sleeping shamelessly with the enemy in order brazenly to overcome and humiliate family. We saw how, in defiance of party objective, about 19 hot-panted APC senators went to bed with 49 street-wise PDP others in a mutinous orgy of sort to hijack the Senate. And for their excellent randy services, these PDP hunkies got paid with the plum position of ‘Deputy Senate President. They had almost added sedition and treason to the abiding roguery that the NASS had already been notorious for. After having been electorally browbeaten in 2015 by the APC, PDP was almost then on the verge of its nunc dimitis, politically. The nation was almost preparing for the funeral rites of the old, now fangless (or so we thought) behemoth that had been knocked down by an underdog. But this was not to be. Soon Saraki’s treacherous coup at the Senate was all the oomph that a dying PDP would need to be newly risen, like the Biblical Lazarus, back from the dead. The APC had gotten the enemy right on the canvass, and then its apostate Saraki wing of the political family had gotten him right back on his feet even before the count out had stated. For their personal self-aggrandizement, and at the expense of party unity and cohesion, this tiny minority was so brazenly self-destruct it had no qualms giving a dying enemy the political kiss of life. It was a political treachery no less abominable than if fellow men of God had conspired behind the biblical David to give a dying Goliath Cardiovascular Pulmonary (mouthto-mouth) Resuscitation (CPR). Meaning that just now you had won the war and had liquidated the enemy, but just now again you had to rise and be newly armored, to go to war and to engage in more searing battles to kill the enemy all over again! In Saraki’s case it has now taken the whole of Buhari’s first four years before the APC, at the last polls, has succeeded again in killing the enemy a second time. But just like in 2015, the dimlylit embers of a once smoldering PDP opposition has been lying vengefully in wait, in the ashes to burn the feet of the ruling party again. And many Nigerians have been wondering, would the APC be as foolishly un-suspecting in 2019 as it was in 2015? Will history be repeated and the APC would be careless enough to step on the ashy red-hot charcoal so that Buhari will have to limp again through another four years with a terrible ulcer on his underfoot? Because we see now that the languid tail of the scotched PDP snake is back at its death-defying trademark again. It is angling desperately to lure to bed a new renegade strain of the APC family headed by Senator Indume. Down but not out, this scotched snake of the PDP is ululating lecherously, and a hot-panted Indume

and seventeen other senators we are told, are getting ready to pay again to be sodomized by the enemy. And you can safely say that if NASS truly is a woman of easy virtue, then its whoredom, it appears, is latent only in the bitchy, libidinous minds of silly, imprudent section of its disunited APC fold. Nonetheless it is cheering that at last Mr. President has made the difficult leap from a democrat to a politician, and has anointed those who should lead the 9th Assembly. Contrary to the rebellious opinions of many politicians on this subject, it is well within the President’s democratic and political right to do so. It is not undemocratic for a president to be interested in who is elected to head any of the two chambers of the Legislature. Because democracy in addition to whatever it has come to be associated with-theoretically and practically- is also about consensus-building. When parties who have the democratic right either to vote or to be voted for, freely and consensually agree about who to govern their affairs, it obviates the need even for ‘voting’ -unless ‘voting’, in the circumstance, is a substantive requirement of law. Between a President, a ruling Party and majority of its members in the Legislature, a consensus about how to share elective offices whether arrived at ‘unanimously’ or achieved by the will of a ‘simple’ or ‘special majority’, whether by ‘acclamation’ or by ‘shadow election’, is nonetheless democratic and in fact can sometimes even be binding in law. Democracy is governed as much by laws as by time-honored conventions. Most of the powers that presidents in presidential democracies wield reside often more in conventions than in the Constitution. And woe betides the president who insists on the strict application of the ‘letters’ of the law in his dealings with the legislature, to the utter disregard of un-written conventions some of which –often through the ferment of democratic age- can also acquire the force of law. The President has learnt from having been ‘once bitten’. And it appears he is not prepared to be ‘twice twice’. But from the vibes of dissent and the imminence of rebellion that have been oozing from aggrieved serving members of the 8th Assembly and even incoming members of the 9th, Buhari has to do more than just talk. But this was the Senate that they had handed over to the dogs. And poor Tinubu; he was concerned about a progressive leadership at the NASS that would harmoniously work with Buhari to drive the change agenda; but the hawkish reverts from PDP had told the nation that he was the one we should be wary about. But after four virtually wasted legislative years, we now know those to be wary about. It is still not Tinubu. It is those who hate the guts of Tinubu. They are the same now who are still raising that alarm, of a ‘stealthy’ Tinubu plotting to impose his men on both chambers so he can pocket the legislature. But I had said when I wrote, after Saraki’s ascendancy, ‘Tinubu’s Right of First Refusal’, that: “Those who ask ‘what does Tinubu want?’ cannot claim not to know that the Jagaban has always wanted this: namely to bring the progressives into power, who in turn should bring about ‘good governance’…. If Tinubu wanted to influence the election of NASS leadership so he could control the legislature –as they had alleged- the question will then arise ‘to what end would he have desired to do that’? Was it to subvert the government that he has dedicated the greater part of his political life to bring about? Or was it to do so in aid of it? Well then although Tinubu did not succeed in controlling the legislature, nonetheless the legislature has still fallen into the grip of two upstarts who have still managed to find their way to pull the trigger on us all. Meaning that if we do not deal with a ‘meddlesome’ Tinubu, we’ll now have to deal with the perfidious duo of Saraki and Dogara”.

Taming the cancer scourge in Nigeria Feeding on widespread ignorance about the disease, cancer of all forms has continued to wreak havoc on humanity, prematurely cutting down destinies and dreams. It has remained the world’s number one killer disease. The World Health Organisation (WHO) recently revealed that new cancer cases and deaths in Africa are projected to double by 2040. Statistics have shown that estimated new cases in Nigeria as at 2018 was put at 116,000 while 41 cancer related deaths were also recorded. Despite efforts by government and other relevant stakeholders to raise more awareness on how to live a healthy life, cancer has continued to be one of the leading causes of mortality worldwide. New cases and deaths from cancer continue to rise. In 2012, there were 14 million new cases and 8.2 million deaths, whereas in 2018 there were 18.1 million new cases and 9.6 million deaths. If current trends are maintained, the cancer burden in Africa is projected to double from 1,055,172 new cancer cases in 2018 to 2,123,245 cancer cases by 2040. In Nigeria, this chronic illness with often severe effects is a potential death sentence. There is hardly anybody who doesn’t know somebody who has either died of, or is suffering from it. The death of many low and high profile figures from cancer should be a wake-up call for government to be more committed to addressing the rising incidence and cost of cancer in Nigeria. To combat the menace, an intensive community-based mass cervical cancer screening campaign is desirable. Nigerians cannot afford the cost of cancer care. When it strikes, even the rich become beggars. Cancer management must be recognised as team work and government must take the lead. Cancer control must be centrally coordinated and the Federal Ministry of Health must take up that role. We are of the opinion that government should admit that cancer is now an issue of primary health concern and a major cause of premature death of Nigerians irrespective of age, sex, or social class. They should take the bull by the horn by equipping public hospitals and medical centres with effective diagnostic capability to quickly detect and treat cancer infections. The government at all levels should recognise the urgent need for the institution of a policy for mandatory free annual screening checks at local, state and national levels and put in place long-overdue comprehensive world class centres for

cancer prevention, diagnosis and treatment. Cancer is not like malaria or typhoid that weighs you down when it starts. It is not a physical growth that you can easily see. Medical experts call it maligned tumour, it grows abnormally and it spreads. So the earlier you nip it in the bud, the better. A lot of people walk around not knowing that they have this disease inside of them until it gets to a very alarming stage before they find out. This is why it is also very important to raise awareness on imbibing in healthy lifestyle such as good diet, exercise and regular medical checkups. Knowledge is key in the fight against cancer and in getting people to be conscious of their health, they need to know what to do. When people are armed with knowledge, spread of cancer would be reduced. Regular screening is very important because we believe that some of these issues can be nipped in the bud if it is detected early. If you discover you have an ailment, you take care of it on time. Cancer should not kill anybody anymore because there are opportunities for it to be detected and if detected on time it can be stopped.

CLO tasks INEC to review electoral guidelines Short News Isaac Job, Uyo Chairman Civil Liberties Organisation (CLO) in Akwa Ibom state, Franklin Isong, has told the Independent National Electoral Commission (INEC) to go back to the drawing board to address the electoral lapses noticed in the 2019 general elections. Isong stated this on Wednesday in Uyo, while presenting an assessment of the governorship and state House of Assembly election at a media briefing to review the conduct of the poll in the state. He said all critical stakeholders should close ranks to guarantee free, fair and credible polls in future. “INEC should return to the drawing board and strategize with a view to addressing the lapses which came to the fore during the conduct of the 2019 general elections in the country in order to deliver free, fair

and credible elections in Akwa Ibom state in the future. “The critical stakeholders in the electoral process such as INEC, security agencies, political parties, civil societies and the press should close ranks and ensure that elections remain free, fair and credible,” he said. Isong lamented that despite holding series of meetings with critical stakeholders aimed at ensuring that all concerned live up to their responsibilities before the elections, the governorship and state house of assembly polls were marred by irregularities, violence and vote buying. The Civil Liberty Organisation indicted all the political parties that participated in the elections, including the PDP and the APC of vote buying, adding that it was so common that in some places voters were asked to write their names before voting and collect cash after

the voting process He said that “perhaps, the greatest undoing of the 2019 general elections was the large scale vote buying that pervaded the entire state, before during and after voting proper. “Cash-for-vote was so pervasive that they were done in the open. Voters were made to write their names before voting and collect the cash after voting. In most cases thugs were fighting over money and sharing formula. “In Unit 7, at Village Hall, IkotAnwanna in Ikono Local Government Area, it was a free for all fight and voting had to be stopped until the voters were paid for voting. There is hardly any polling unit in the state where votes were not paid for, all happening in the presence of the security men.” He recommended electoral reforms in the country to address all the lapses associated with the just concluded general elections.

Niger a model of ideal democracy, says governor Saka Bolaji, Minna Governor Abubakar Sani-Bello of Niger state has said the state is gradually becoming a model of what is expected of an ideal democratic system. He stated this in Minna, the state capital when he received the certificate of return from the Independent National Electoral Commission (INEC) as the winner and the governor-elect in the governorship elections. The governor in exhibiting magnanimity in victory extended the olive branch to his opponents at the election, inviting them to join hands with him to take the state to the next level. Gov. Sani-Bello, who commended the people of the state for conducting themselves in a peaceful manner during the elections attributed his resounding victory to the people. “Gradually we are becoming a model of an ideal democracy in Nigeria, as we can all see, some people are still grappling with different challenges in the aftermath of the elections. “I therefore thank all Nigerlites for conducting themselves in an orderly manner during the election and exercising their civic rights in an atmosphere of peace, regard for divergent political interests and respect for constituted authorities in the last elections.

As part of the initiatives to bring financial inclusion to all working Nigerians, President Muhammadu Buhari will today launch the Micro Pension Plan (MPP). The plan, which is an initiative of the National Pension Commission (PenCom) aims at providing pension services to self-employed persons in the informal sector and employees of organizations with less than three staff. The informal sector constitutes an estimated 69 million work force in the country and represents an estimated 88 per cent of Nigerian workers who lack

pensions and safety nets in their old age. A statement from the Head, Corporate Communications, PenCom, Peter Aghahowa said the goal of the commission is to achieve coverage of 30 million people in the informal sector by 2024. “The formal launch is the official flag off of the plan and attests to the objective of the current administration to provide ample opportunities for financial inclusion and economic stability for more Nigerians in the informal sector. “This initiative gives the selfemployed professionals, entertainers, lawyers, doctors, entrepreneurs, artisans and casual workers the opportunity to

save for pension,” he said. The launch signifies the commencement of activities that will culminate in the full implementation of the new scheme, said the statement. The Edo state Resident Electoral Commissioner, Mr. Emmanuel Alex Hart on Wednesday, tasked winners of the just concluded state house of assembly election to be magnanimous in victory in order to promote peace and progress in the state. He made the call while presenting certificates of return to winners of the election at the INEC state office annex in Benin City, the Edo state capital. “I implore you to extend your hands of fellowship and friendship to all for the sake of continued peace and brotherhood which Edo state has become synonymous with. Native doctor bags 97-year jail term over N5.6m fraud Doosuur Iwambe, Abuja A High Court of the Federal Capital Territory sitting in Apo on Wednesday slammed a 97 years’ jail term on a 43-year-old native doctor, Clement Joseph over N5.6million fraud. The presiding Judge, Justice Angela Otaluka, who delivered the judgement in a suit instituted against Joseph also known as “Dr. Omale” by the Economic and Financial Crimes Commission (EFCC) on Wednesday, held that the prosecution proved its case against the accused. The EFCC had filed a seven-count charge bordering on obtaining by false pretense and fraudulently defrauding one Bola Akintola of the said sum under the pretext of having mystical powers to deliver her of untimely death. The offense is contrary to Section 8 (a) and 1 (3) of the Advance Fee Fraud and Other Fraud Related Offences Act 2006 and punishable under Section 1(3) of the same Act. Meanwhile, Justice Otaluka held that the prosecution had proved its case against the defendant and subsequently, found him guilty as charged on all seven counts.

Stop misleading public on Kano re-run, Short News group cautions EU observer mission Police arrest fraudsters for Our reporter The European Union Election Observation Mission (EU EOM) has been cautioned to stop spreading false information of violence and widespread vote buying during the supplementary gubernatorial election in Kano state. A pressure group, Peace and Media Advocacy (PMA) handed out the caution while reacting to report of the mission on the election. In a press statement made available to Daily Times on Wednesday and signed by its National Coordinator, Comrade James Okoronkwo, the group described as deliberate mischief, the submission by the EU Election Observation Mission that the Independent National Electoral Commission (INEC) the security agencies did little to address the violence and malpractices during the supplementary election, adding

that such allegations were hollow, as the mission cannot unsubstantiated the claims. “The EU mission’s report was biased, inaccurate and politicallymotivated to satisfy the whims and caprices of their pay masters who want to win at all costs,” the group said. According to PMA, the acting InspectorGeneral of Police, Abubakar Mohammed Adamu did everything possible to ensure that the supplementary election in Kano was peaceful, transparent, free and fair by deploying a deputy inspector-general to take charge of security during the re-run election, adding that from reports of majority of the election observers, the police performed meritoriously in ensuring the smooth conduct of the supplementary election. Okoronkwo stated that given the fact that this is the first time a supplementary election is being

conducted in the state and based on the large size of the state with its 44 local government areas, the supplementary election in 207 polling units of 28 local government areas, the Independent National Electoral Commission performed creditably in conducting the supplementary election won by incumbent Governor Abdullahi Ganduje of the All Progressive Congress (APC). The group also urged the EU mission to join hands with the INEC to deepen Nigeria’s democracy by lending expert support rather than deploying arm-chair observers who stay in the comfort of their luxury hotel rooms to concoct lies in the name of reports to cause confusion and anarchy. Finally, the group appealed to Governor Ganduje to be magnanimous in victory by carrying everybody along while urging APC members and supporters to continue to maintain the peace in the state.

Five suspects who belong to a syndicate that specializes in defrauding house seekers in Lagos have been arrested by men of the Special AntiRobery Squad of the Lagos state Police Command. The men indentified as Matthew Adeniyi, Elabor Aruoya, Adesina Adegunde, Segun Adewale and Olamide Ojajinu pose as estate agents to exploit their victims. The suspects who were praraded by the Lagos Commissioner of Police, Zubairu Muazu met their waterloo after they had swindled a newly-wed couple of N900, 000. The couple it was learnt had seen an advert for a vacant house, called the number attached to the advert for enquiry, upon which they were directed to another agent who made them pay the said sum. Having completed all that was needed to take over the house, the couple had gone to the house to take possession of it when the original owner chased them out. Speaking during the parade of the suspects on Wednesday, Muazu said the suspects had also defrauded a pastor of N3million for a duplex in Ikeja GRA. The police commissioner said that “On February 15, the police received a complaint by a newly -wed couple that they saw an advert on a wall from a house agent. They called the phone number and the owner answered and introduced himself as a house agent, but claimed to have travelled out of Lagos. “He sent another phone number to them and claimed the owner of the phone number is his partner. Later, they met with the partner who took them to Agidingbi area of Ikeja where he showed them an empty three-bedroom flat.

Man rapes, murders 18 -year-old girl in Enugu An 18- year -old girl, Miss Ngozi Eze, has been raped to death by unknown persons in Enugu Ezike, Igbo-Eze North Local Government Area of Enugu state. The deceased’s body was found in a bush behind Community Secondary School, Imufu, several hours after her family had declared her missing. Ngozi’s father, Jonathan Eze told the crowd that gathered at the bush where her daughter’s corpse was found that she rode on his motorcycle to the Township School, Ogrute, Enugu Ezike, where she went for JAMB lessons on Tuesday evening. According to him, when he went back to the school to pick Ngozi, he was informed that somebody had given her a lift home. “I left Township School, Ogrute and went home straight, hoping to see her but she wasn’t there. We waited till 8pm and started looking for her. She was not the type that normally socialized. We did not sleep as her telephone number was switched off. It was only this morning (Wednesday) that we got information that her corpse was found here. “She was to enter the university last year when she completed her secondary education, but we prevailed on her to exercise patience for hes elder brother to graduate because we cannot afford to train two persons in the university. Since then, she has been working hard to gain admission this year, but this is what has now happened,” he added. Rev. Father Johnson Nwanonenyi, who said a short prayer for the repose of her soul at the scene amidst wailing and sobbing by sympathizers, said that human beings would always reap the bad seeds they sowed while on earth. “The perpetrators of this heinous crime will be exposed. God will not allow His creation to be humiliated this way, without punishing them adequately,” Nwanonenenyi said.

Akpabio will reclaim mandate at tribunal - Umoren Former Secretary to the Akwa Ibom state Government, Sir Etekamba Umoren, has expressed optimism that Senator Godswill Akpabio would reclaim the Akwa Ibom North West Senatorial seat at the tribunal. The former Senate minority leader, a candidate of All Progressives Congress scored 83, 158 votes, while the former Deputy Governor, Dr. Chris Ekpeyong, of the Peoples Democratic Party, polled a total of 118, 215 to beat him. Akpabio, however, approached the tribunal on March 16, 2019, to challenge the results of the February 23 National Assembly elections, which he said was rigged by the PDD in connivance with the Independent National Electoral Commission (INEC).

Umoeren, a close ally of the former governor said that “everybody is saying that Senator Akpabio won the election, except INEC. There is incontrovertible evidence to prove that Senator Akpabio won the election. Results collated from the field clearly showed that Akpabio won in all the 11 wards of the Essien Udim Local Government, but where APC won results were cancelled. “APC candidates won at the fields and collation centres, but lost in the process of declaring the results by INEC officials, this is unacceptable to us. We have all the evidence and I want to assure you that Senator Akpabio will reclaim his mandate at the tribunal. We have confidence in the tribunal to do the right thing.” Reacting to the claims by Umoren, the

senator-elect, Ekpenyong stated that he would not lose sleep over the petition filed by Akpabio at the tribunal, as he was ready to defend the mandate given to him by the people. He urged his supporters to “remain calm as your mandate has been rescued by the divine arrangement for peace, development and even spread of the dividends of democracy to thrive. “You should not be afraid of Akpabio, your mandate is secured in me. The God that allows your votes to be counted will stand by us to get justice at the tribunal and in various courts. “We are ready to defend the will of the people of Akwa Ibom North West Senatorial District at all times,” Ekpeyong added.

An aide to Governor Ifeanyi Okowa of Delta state, Bridget Anyafulu has lamented the increasing rate of female genital mutilation in Southern Nigeria, saying that the act might spell doom if the bill regulating it is not passed into law. Anyafulu, who spoke to journalists in Asaba on Wednesday said the VAPP bill currently before the state House of Assembly for consideration, if passed into law will correct the irregularities prevalent in female genital mutilation, adding that the bill has provision for punishing perpetuators of the act, even as she defined female circumcision as manipulation of the woman sexuality for exploitation According to her, an estimated 200 million girls and women globally have had the experience while about three million girls are undergoing the unhealthy practice annually. “With a population of about 190 million, Nigeria has the highest number of cases of female genital mutilation in the world, accounting for about one quarters of the circumcised women worldwide. “Within the country, the South South geo-political zone has the highest prevalence rate among adult women with 77 per cent followed by the South East with 68 per cent and then South West with 65 per cent; the national prevalence rate among women is estimated at 41 per cent,” she said. Anyafulu, who is the Senior Special Assistant (SSA) to the governor on Child Rights Advocacy, however, listed some of the effects of female genital mutilation to include, menstrual vaginal and sexual problems, child birth complications, psychological problems and Vesco Vagina Fistula (VVF) or Return Vagina Fistula (RVF) which involves the leakage of urine or feces by victims. “As a result of female genital mutilation, women and girls have been separated from their spouses, families and society, stigmatized and abandoned to an isolated miserable life, in the circumstances.

According Kalu, Section 60 and Section 1of the constitution makes it

clear that members of the National Assembly shall elect their principal officers, saying he will use that section to run for the deputy senate president position. He said it will be impossible to zone the deputy senate president position to the North West, saying it will be contested for on the floor of the Senate. While acknowledging the supremacy of the party, Kalu said there should be no injustice in picking principal officers of the party and that the positions should be zoned accordingly. “Our party is supreme, our chairman is a gentleman and President Buhari is a listening president, if justice must be done. You bring the senate president from the North East, then you bring

the deputy from the South East, the chairman from South South, the president from North West, since the vice is from the South West. “For me, there are three sets, the Igbo, Yoruba and Hausa. I will get the deputy senate president. Buhari said he will address injustice and this is part of injustice, we are going to be loyal to the party and the country. It is going to be an open market for PDP and APC and we will shop for the best,” he added Kalu urged that positions should be properly zoned to the six geopolitical zones to avoid cracks in the party, warning that the senate and deputy senate president positions should come from APC.

The Independent National Electoral Commission (INEC) has presented certificates of return to the Governor of Delta state, Sen. Ifeanyi Okowa and the state Deputy, Governor, Kingsley Otuaro, who was his running mate in the March 9 governorship election. Governor Okowa while receiving the certificate of return at INEC’s office in Asaba on Wednesday, thanked Deltans, the INEC, security agencies and all those who played different roles during the elections. He called on all Deltans to actively participate in governance in the next four years starting from May 29, stating that “we cannot do the job alone; with collaborative efforts, partnership, the job will be easier and to the satisfaction of all. “In the next four years, we will do much more than we have done in the last four years; in 2023, people will judge us based on our performance and we are committed to be accountable to God and our people,” he said. Gov. Okowa, who was accompanied to the INEC office by his wife, Dame Edith Okowa and a retinue of political office holders, used the occasion to urge Nigerians to be committed to democracy, noting that Nigeria will be better when things are done right. “There is room for growth in our democracy; we must conduct elections in such a manner that will be appreciated by the world as such will boost the confidence of the people and attract investors to our country; politicians should realize that election is noble and should go out and campaign for votes and ensure that elections are devoid of avoidable deaths,” he said.

Akeredolu, who gave the disclosure at a stakeholders meeting on birth registration in Akure, the Ondo state capital added that the National Population Commission’s (NPC) birth certificate yardstick will also apply to children under the age of five seeking free treatment in public hospitals. According to the governor, the measure became imperative as it would be difficult to plan for unregistered children, hence the

need for parents to have their children registered for accelerated development. “If we do not have child birth registration, we cannot plan properly. Every child must have genuine birth certificate now before entering primary school in Ondo state,” he said. Akeredolu however, appealed to communities and religious leaders as well as, population commission to improve on its advocacy and awareness of birth registration in the nation. Earlier, the wife of the governor, Betty Akeredolu, expressed displeasure that almost half of children under five years in the state were not considered in socio-economic planning and are therefore, at risk of lacking access to basic social amenities that would

ensure adequate child development. She further revealed that the state has one of the worst birth registration coverage in the South West as only 68 per cent of children are registered. “No more will our children be without an identity; no more will our children lack access to social infrastructure. They are our children and they must be planned for. “To improve birth registration, I believe the participation of women in the birth registration framework is quintessential. The reason is simple, women are the first care givers and they determine to a large extent what their children get. “I know there is a need to make women in the communities lead the birth registration programming,” she stated.

Gbenga Sodeinde, Ado Ekiti Worried over the increasing cases of rape and land grabbing in Ekiti state, the state government has sought the cooperation of traditional rulers in the bid to make the state uninhabitable for those rape and defile children. The state is also seeking the traditional rulers support in curbing the menace of land grabbing which is at the centre of many violent cases in the state. Attorney General and Commissioner for Justice, Olawale Fapohunda, stated this during an interactive session with the state’s traditional rulers at the Governor’s Office, Ado-Ekiti. He said the state is experiencing high incidence of rape and child defilement which has become a challenge to the core values of Ekiti people. Fapohunda stated that the Kayode Fayemi administration has zero tolerance for sex offences and all forms of violence against women and children, even as he disclosed other measures being put in place to curb the crime in addition to prosecution. “Violence against women and children is a major problem that we are experiencing now in Ekiti state, we are vigorously working on the issue of wife battering because our legislation in that regard is not adequate. “But, the issue that saddened us most is the issue of rape and child defilement. It is becoming an embarrassment to the state, it challenges our values and the worse part of it is that it seems as if we are all used to it. It is the fact that we have all come to a stage in Ekiti state where we are not shocked that an old man is having canal knowledge of a two- yearold child. “We know that legislation alone cannot do this, we are vigorously prosecuting sex offenders. In many cases, I personally lead the prosecution against any sex offender because the Fayemi government has zero tolerance for sexual violence in the state.

Afreximbank President urges Nigerian Govt to sign AfCFTA Motolani Oseni A year after the majority of the 55 countries in Africa had endorsed the African Continental Free Trade Agreement (AfCFTA), the Nigeria government has yet to decide on signing of the agreement, but President of African ExportImport Bank (AFREXIMBANK), Professor Benedict Oramah, has urged the government to sign the Agreement without further delay. Professor Oramah gave the advice while speaking in Lagos during the week as the guest lecturer at the 2019 edition of the annual Bullion Lecture organised by the Centre for Financial Journalism (CFJ Nigeria). The professor who spoke on the topic “Leveraging the African Continental Free Trade Agreement to boost Nigeria’s economic development,” urged the Nigerian government

to take urgent steps to endorse AfCAFTA in order to key into what he called a window of opportunity for the country to maximize its economic potential. He expressed concern over the inability of the Nigerian government to endorse the Agreement which was produced from the decisions and milestones articulated at the Abuja Treaty of 1991 aimed at defining clear plans for Africa’s economic integration. According to him, the AfCFTA was signed in Kigali, Rwanda on March 21, 2018, by 44 of 55 African countries while Nigeria which hosted the forum that gave birth to the initiative was yet to decide on what to do with it. He said it was worrying to well-meaning Nigerians and other countries of Africa that a Treaty which Nigeria gave birth to had to be delivered in Rwanda while smaller countries that looked up to her had endorsed the Agreement and went forward to ratify it.

“The AfCFTA which was signed in Kigali, Rwanda on March 21, 2018, was in line with the Abuja Treaty expectations. So … the child that was conceived in Nigeria was born in Rwanda. And with the emergence of that child, Africa sees a renewed hope, a reinvigoration to chart a new course,” Oramah told the audience at the Civic Centre, Victoria Island, Lagos. Tracing the historical and economic imperatives that necessitated the birth of the AfCFTA, the AFRIEXIMBANK boss noted that Africa benefited a little from many years it was ruled by colonial powers whose main focus was to draw the raw materials it needed for its home industries while it dumped its own manufactured goods in return. He said the AfCFTA was meant to change the narrative as a continent that was called the “Basket Case”, is now on the path to becoming the “Bread Basket” of the world.

Enumerating the benefits of the AfCFTA to Africa and to Nigeria in particular, Prof. Oramah said the Treaty would create the environment for the continent to chart a new development path and eliminate the causes of weakness while upholding the areas of strength among the 55 countries of the continent. The Afreximbank chief said that Nigeria stands a great chance of enlarging its Foreign Direct Investment (FDI) inflows through the AfCFTA given its position as the largest economy and the most populous in Africa. When asked if that amount was not too much for the design of a building; the minister argued that amongst the contractors that bided for the contract the

N1.4 billion was the lowest. He explained further that the highest bid was about N3 billion. Kachikwu said: “The total projected potential cost for the building when it is done is about N35 billion. So if you look at that as a percentage of the work, it is absolutely insignificant, in international terms it is very very justifiable, it is less than two per cent. “The FCT did mention in our deliberation that because of the new zoning policies, the previous plan which was to build a car park of another five floors along with the 12 floors have to be changed a little bit because they are taking

possession of additional green area that was assigned to them. “So they will build a lot of parking institute within the building. I think because of the amount of work to be done and in line with international practice, it is quite frankly very reasonable. “Part of the programmes we have pursued in the ministry is how to get a lot of our parastatals to become independent and self financially generating agency and so get out of the federal budget. NSNB has done that, DPR is the one to do that next. So a lot of funding for this development is going to come out of DPR itself not out of federal budgeting”, he said.

Travelex, ABCON partner to access $20b Diaspora remittances Motolani Oseni Travelex Nigeria and the Association of Bureaux De Change Operators of Nigeria (ABCON) have agreed to enter into a strategic partnership that will enable the Bureaux de Change (BDCs) access over $20 billion annual Diaspora remittances into Nigeria. ABCON President, Alhaji (Dr.) Aminu Gwadabe, disclosed this at a one-day sensitization programme organized for BDCs by Travelex Nigeria and Travelex UK, at the Hilton Hotel, Abuja. He said Travelex and ABCON are reviewing the possibility of ABCON riding on the Travelex high-tech for BDCs to become direct agents of International Money Transfer Operators (IMTOs). He said the digitization of the BDCs operations through the launch of ABCON Live Run Automation Portal which has the backing of the CBN shows the BDCs’ readiness and commitment to full digitization of their operations to provide seamless services to forex end-users and become direct agents of IMTOs. He said the Central bank of Nigeria (CBN) captures only six per cent of the Diaspora

remittances and the rest goes under the counter without any tracing. He said riding on the Travelex high-tech will enable the BDCs to address the reoccurring complaints of poor infrastructure which has kept the operators away from accessing the Diaspora remittances for years. Gwadabe, who spoke on the theme: “ABCON’s Plans and Proposals for strengthening and Improving the Foreign Exchange Market vis-à-vis the BDC Sub-sector in the Economy” said the BDC operators are obligated by law to render daily, monthly and annual returns to the Central Bank of Nigeria (CBN). He said the daily returns known as Daily Transaction Returns (DTR) gives details of the total sales made for the day by the BDC and comes in as DTR 202, DTR 217, DTR 305 and DTR 315. The DTR 217 return gives the information of the customers of whom the forex was sold to. Information like the name, the international Passport number, Bank Verification Number, address, Tin number, email address among others while DTR 305 provides details of the customers as well their destination and reason for the purchase of forex. The total amount of forex sold to them is also mentioned with the

transaction date. According to Gwadabe, DTR 315 tells BDCs’ opening balance, amount purchased in forex, the equivalent in naira and the rate of purchase, amount sold in forex, the equivalent in naira and the selling rate as well as the closing balance. “The Monthly Transaction Returns (MTR) also known as the MTR returns is a compilation of the daily and its rendered to Trade and Exchange Department. It also comes in four parts MTR202, MTR217, MTR 305 and MTR 315. It is pertinent to note that these returns as described above are rendered in soft copies (electronically) and hard copies to the Apex Bank,” Gwadabe stated. According to the ABCON boss, any organization seeking a license for the operation of BDC in Nigeria shall apply in writing to the CBN Governor and pay a minimum of N35 million share capital among other requirements. The BDCs, Gwadabe said, also send suspicious transaction report to the Financial Policy and Regulatory Department in CBN. “For the Nigerian Financial Intelligence Unit (NFIU)/ Economic and Financial Crimes Commission (EFCC), the BDCs are expected

to report weekly on STR and CTR and if none, a nil report is sent on a weekly basis. BDC is expected to open accounts with the NFIU at www.goaml.nfiu.gov.ng. We also render audited accounts to Federal Inland Revenue Service”, he said. Besides, BDCs also access Nigeria Interbank Settlement System (NIBSS) portal for verification and Validation of clients Bank Verification Number. Continuing, he added: “We also send profit and loss, balance sheet statements monthly to Other Financial institute supervision department (OFISD) and audited account based on Norwegian generally accepted accounting principles (NGAAP) is submitted yearly to some Other Financial Institutions Department (OFIS). This is in accordance with section 3 of the Revised Operational Guidelines for BDCs.” He said the BDCs will continue to render weekly returns on purchases from the banks to the Trade and Exchange Department of the apex bank. We will also continue to ensure strict compliance with the provisions of the anti-money laundering laws observance of appropriate Know-Your-Customer principles in the handling of forex transactions.

What I will do for Kogi East within next two months in Senate - Senator Alfa Senator Isaac Alfa, a retired Air Marshal and former Chief of Air Staff has his mandate as elected Senator representing Kogi East senatorial district on the platform of the Peoples Democratic Party (PDP) set aside after a few months in the Red Chamber while another person, Attai Aidoko of the same party held sway. But fortune smiled on him recently as his mandate was regained through legal process and he was sworn-in for a second time a fortnight ago by the Senate President, Bukola Saraki. Senator Alfa recently addressed the Senate Press Corps and he spoke on issues bothering of his justification, the bills he would love to sponsor within the remaining two months to the expiration of the 8th Senate and the performance of the APC led Federal Government. TUNDE OPALANA who was there reports. How will you describe your second swearing in as a Senator in the same 8th Senate? The other day, someone asked me why I wasn’t sworn-in much earlier despite my numerous Court judgments. And I answered him that even if Senator Saraki had wanted to swear me in before now, he couldn’t have done it because God hadn’t given him the go-ahead. I believe in pre-determination. There is a record here. I am told that in the history of the National Assembly, I am the first person to be sworn in twice and that I would go into the record. If that is true, I thank the Almighty God and I will ask the Senate president to give me a price. Sometimes, you, as a leader, take decision based on the information you have. The information you have sometimes depend on what you are fed by whomever. I bear no grudge; I am grateful to God for vindicating me and I thank and give credit to the Senate leadership for upholding justice at last. It has never been about what I can benefit personally from the Senate. By the special grace of Almighty God, I rose to become the Chief of Air Staff, the largest in Africa, and one of the most operationally powerful today. I was a member of the PRC which collectively was then number three after the Head of State and Chief of General Staff. So, Senate was a service to my people, bringing this large tribe to where it ought to stay. Yes, the battle to retain my mandate wasn’t easy especially when I had to fund the litigation from my pocket with absolutely no help from anywhere. Every politician knows that political litigation is not cheap. But I was determined so that

my people’s decision must count whenever they decide to field their choice; that nobody should come from outside by any other name to impose their decision on us. Now, my people feel liberated and are encouraged to insist on their choice, as I have shown that with God on your side, the judiciary will give you justice.

It will shorten the journey from that part of Nigeria to Kogi, Benue and North East if the two cities are linked by a bridge. Another is Lokoja-Shintaku: These two cities are opposite each other across the River Niger. This will shorten the journey from South-South and SouthWest to the North East. My argument is that if River Thames has 200 bridges over it with at least 8 major crossings in London alone, there is nothing wrong with the whole country having 20 bridges over Rivers Benue and Niger. The more we have, the better, safer. I am not asking Government to fund these bridge projects. Let us use PPP developers and concession like recently done for construction of roads. The third concern is that of the Maritime University in Lokoja. This was actually pushed in but I had no opportunity to get the Senate President’s approval to list it before I stepped aside. There is need to site a Maritime University in Lokoja to serve the interest of the North Central, North East and North West. I don’t know what is holding up dredging of River Niger to Lokoja, but the two are complementary. I will seek the Senate Presidents’ cooperation on all these because they are extremely important.

What can you achieve just two months to the expiration of the 8th Senate? I am happy to be back. I don’t know if I can achieve anything for my people in two months, even though I had bills and motions in the pipeline before I left. But even if I can’t push in anything again, I would like to draw the plight of Kogi East to the attention of the Federal Government. Kogi East is home to the Igalas and the Bassa. The Igalas are the 9th largest tribe in the country, if not the 8th by now. But this zone has not witnessed any federal presence as far as I know for the past 20 years. In what Specific areas would you want to bring federal Government’s attention to Kogi East? The first is in the area of oil exploration. When I was here, myself from Kogi State, Senator Utazi from Enugu State, and Senator Princess Stella Odua from Anambra State were going to co-sponsor a bill to make these 3 states declared Oil Producing Areas. It was sad that this wasn’t followed up after I left. With the result that Kogi (Ibaji) where most oil is being tapped from by Oriental Petroleum was not recognised as Oil Producing Area whereas Anambra has since been. This issue has resulted in unnecessary

The other sore point is the delay in the completion of the Green Refinery at Itobe which was inaugurated at the same time with that of Lagos. Lagos has stated operating am told but that of Itobe is not progressing. Hopefully, I will get the Senate President’s cooperation to bring this up. The second is in the area of roads and bridges. Being a security person, one motion I was going to push in was multiple bridges for connection between the North and the South. We

all know in time of crisis, enemies will list destruction of bridges as principal targets to severe our linkages between North and South. There is, therefore, the need to increase our number of linkages. In addition, the following new’ bridges deserve attention urgently by the Senate and the Government: IdahAgenebode: Idah in Kogi State and Agenebode in Edo State are directly opposite each other across River Niger.

What in your view should be done to make Nigeria better? These four years have been a learning curve for the government, the National Assembly and the polity. Government will need to apply surgical operations in several areas if Nigeria is to achieve economic growth exponentially. Its anticorruption fight must focus on severe re-organisation of the Police Force. The Police as constituted presently is not only undisciplined right down the line, inadequately trained. The Police Service Commission as presently constituted is absolutely powerless. If the Police is up and doing, we won’t need the SSS to go after the judges, we won’t need the military to secure elections, Lawyers won’t charge hundreds of millions or billions to compromise the judges who are representatives of Almighty God on earth. My case went through 34 judges and I won 10 out of eleven judgments; with the only one won by my opponent reversed by the same Appeal Court. I never gave a kobo to any judge in my three and half years ordeal. I know that no system is perfect but there are some Nigerian judges today that are absolutely incorruptible. God passed my case through many of them and may God bless them.

Zamfara: Lawyer asks INEC to withhold certificates of return

A retired National Boxing Coach, Samson Aransiola, on Monday said that indigenous boxers were being robbed of a place in the heavyweight category because the sport lacked adequate investment in the country. Aransiola, also an instructor in the Nigeria Institute of Sports (NIS), said that the country was blessed with talented pugilists who can contest at the highest level but with limited funds to realise their dreams. “The country is blessed with great boxers, I doubt if any country is equally blessed as we are but lack of investment in the sport has been a hindrance till date. “Boxing is a highly rewarding sport and we can see the returns it has generated all over the world, but still many investors, including the government, continue to look away,’’ he told the News Agency of Nigeria (NAN). “To participate in the heavyweight category will involve lots of investment with high dividends; but to really put it, boxing ranks one of the highest yielding sports in terms of investment all over the world. “Looking at the number of great boxers made in Nigeria, then we cannot say that we are short of talents that can dominate the world, but something is lacking which must be addressed.’’

Aransiola said that if indigenous boxers were given a chance at the world stage, Nigeria would be dominating the heavyweight category. “If Nigerian boxers are given adequate investment and exposure, we will dominate the heavyweight category because we have had our boxers there before. “Now, Anthony Joshua is ruling the heavyweight category and he is of Nigerian ancestry. FUNAAB to become Centre for International English Language Testing System

Esther Taiwo The International English Language Testing System (IELTS) has expressed satisfaction at the facilities on ground in the Federal University of Agriculture, Abeokuta (FUNAAB), disclosing that the institution has all it takes to become IELTS approved centre in Abeokuta. The leader of IELTS team, Mr. Tijani Kazeem, rated FUNAAB high after his group’s working visit and on the spot assessment of facilities put in place by the University for the purpose of serving as an IELTS centre. The visitors had after an interactive session with the management inspected facilities committed exclusively by the International Centre for Professional Development (ICPD) as IELTS Centre. Facilities inspected include Hands-On Laboratory, Person Vue, Test Preparation Centre, Red Hat Laboratory, ICPD Conference Hall, Directorate of Research, Innovation and Partnership (DRIP) Conference Hall, (Wing A and B), 250 Capacity Computer Laboratory, FUNAAB Bureau of Transport (FUNAABOT), FUNAAB International Guest House and FUNAAB Radio, among others. Appraising the facility tour which lasted about three hours, the leader of the team who was apparently elated by his findings disclosed that himself and his team were overwhelmingly impressed by the high standard of facilities on ground, proposed and presented by the University for the hosting of IELTS. Mr. Kazeem informed that FUNAAB’s ICPD was indeed prepared to serve as IELTS Centre given the congenial atmosphere that is conducive for learning, the vibrant and virile logistic support, standard infrastructure and proximity to supply value chain, among others. He disclosed this while reporting his team’s findings to the ViceChancellor, Professor Kolawole Salako, who was represented by the Deputy Vice-Chancellor (Development), Professor Lateef Sanni alongside other principal officers of the University and high ranking officers which include his Academic counterpart, Professor Morenike Dipeolu, the Registrar, Dr. Bola Adekola, Deputy Registrar II, Vice-Chancellor’s Office, Mrs. Toyin Dawodu, ICPD Ag. Director, Mr. Lawrence Kazeem, Director DRIP, Dr. AbdulRazak Adebowale, Director FUNAABOT, Mr Waheed Abdul and Director DUFARM, Mr. Joseph Olobashola, among others. Professor Sanni further stated that in as much as he wouldn’t love to preempt the assessment of the visitors, he is optimistic that FUNAAB will perform creditably because of her sustained tradition and culture of excellence. Also speaking, the Registrar, Dr. Bola Adekola, thanked the visitors for visiting the university and said that the institution is eager to be IELTS’s partner in progress. Welcoming the visitors, Acting Director ICPD, Mr. Kazeem, thanked them for deeming it fit to visit the university, stating that FUNAAB is leaving no stone unturned to serve as an IELTS Centre.

WAEC to distribute branded student tables, chairs to selected schools The West African Examinations Council (WAEC) is set to distribute 1050 branded student chairs and tables to selected schools across the country. The council’s Head, National Office, Mr. Olu Adenipekun, made the disclosure at a news conference on Monday in Lagos. According to him, the branded chairs and tables will be distributed to selected schools that had served as venues for the coordination of its examiners and marking of candidates’ scripts for the council’s West African Senior School Certificate Examination (WASSCE) in the country. “The vision of the council is to be a worldclass examination body adding value to the educational goals of its stakeholders. “In line with this vision therefore, the council in Nigeria has placed premium on the Nigerian child. “Over the years, the council has lived up to its mandate and has provided qualitative and reliable educational assessment, encouraged academic and moral excellence, promoted sustainable human resources development and international corporation. “Therefore, in order to give back to its stakeholders, even as a non-profit making organisation, corporate social responsibility remains the hallmark of WAEC. “We have supported the Nigerian child in so many ways, but today, we have decided to take it further. “To this end, council in Nigeria has purchased 1050 pieces of branded student chairs and tables for distribution to some

selected schools in the country,’’ he said. Adenipekun said that WAEC in Nigeria operated on zonal and branch office basis, with 12 zonal offices, 21 branch offices two satellite offices and one liaison office. According to him, a total of 84 schools are currently being used by the council as venues for the marking of candidates’ scripts, for both the school and private candidates WASSCE, spread across the country. The WAEC boss noted that 21 out of the 84 schools serving as marking venues were selected from 10 states across the country, namely, Sokoto, Oyo, Abia, Kwara, Bayelsa, Plateau, Edo, Kogi, Nasarawa and Delta. “These are the first batch of the beneficiaries for this noble initiative. “Each of the selected 21 schools is to receive a total of 50 pieces of these WAEC branded tables and chairs, signaling the flag off of this project. “The 2018 CSR project has covered 21 out of the 84 schools serving as marking venues. By the end of the second quarter of 2020, we would have touched all the schools serving as marking venues in Nigeria. “In addition to these branded student chairs and tables going to these 21 schools, five sets will also go to the teachers in the identified schools. “This is our own way of saying thank you to these schools that have supported council in the conduct of the WASSCE in Nigeria by availing us the use of their facilities, despite other commitments and challenges,’’ he said. Speaking further of the breakdown on the distribution of the branded tables and chairs for students, the HNO explained that four

identified schools in Ibadan, Oyo, would receive 200 of the items, while two identified schools at Umuahia in Abia would take delivery of 100 pieces of the tables and chairs. He said that 150 student tables and chairs would be distributed to three schools in Asaba, Delta State, while one school will receive 50 of the items in Lafia, Nasarawa. According to him, one school in Yenegoa, in Bayelsa State and two identified schools in Sokoto State will be taking delivery of 50 and 100 branded tables and chairs respectively. Adenipekun said that three other schools in Ilorin, Kwara State and another three schools in Benin, Edo State, would also take delivery of 150 of the items respectively. He added that one identified school also used as marking venue for the WASSCE in Jos, Plateau State and another one in Lokoja, Kogi State, would be receiving 50 pieces of the branded chairs and table each. The HNO urged stakeholders to join hands with the council in taking further steps in expanding its corporate social responsibility in an attempt to provide a more conducive environment for academic excellence. The Senior Deputy Registrar/ Head of Division, Test Administration, Mr. Patrick Areghan, said that the council had started the gesture, and with time, would seek assistance of key stakeholders to see how it could be expanded beyond the selected schools in diverse ways. He expressed hope that the beneficiaries would take measures to ensure that the items were put to judicious use and well taken care of.

Osinbajo to deliver UNILAG 50th convocation lecture As varsity churns out 271 First Class

Esther Taiwo Vice-President Yemi Osinbajo will on April 1 deliver the 2017/2018 Convocation Lecture of the University of Lagos. This is as part of activities to mark the 50th edition of the Convocation ceremonies in the university. Professor Osinbajo is expected to speak on the topic titled, “Nigeria Rising: The Path to Prosperity.” The Vice-Chancellor of UNILAG, Professor Oluwatoyin Ogundipe, expressed excitement over the development after the initial postponement of the ceremonies following the three-month strike embarked upon by the Academic Staff Union of Universities (ASUU). It would be recalled that UNILAG had to postpone the convocation programmes billed for 21st January owing to the prolonged closure of academic activities on campus.

Ogundipe declared that the university was “fully ready and excited that the event will eventually hold.” “We are going to start the event proper with the lecture to be delivered by one of our own, in the person of the Vice President, Prof. Osinbajo.” The Convocation Lecture would be chaired by business mogul, Prince Arthur Eze. Among the guests expected at the lecture is the Vice President of the Republic of the Gambia, Hon. Ousainou Darboe, who like Osinbajo, is an alumnus of the institution. During his visit to the university he once taught in its Law faculty. Osinbajo is also expected to commission some ongoing projects on campus. Ogundipe said: “We actually have various projects that are ongoing on campus, among which is the CBN project, donated by the CBN to this institution. “This project comprises lecture rooms that are going to be of the 21st generation standard,

IT compliant whereby one can be in the US for instance and be delivering lectures to students over here seamlessly. “We also have the new Pharmacy Building and the Faculty of Social Science lecture rooms, the Fire Station and the Library.” Aside the convocation lecture, other activities for the four-day programme between 1st and 5th April include the award of degrees and diplomas to graduates at undergraduate and postgraduate levels as well as a long service award that would come up on the last day of the ceremonies. Meanwhile, about 271 students will be graduating with first-class degrees in various disciplines at the institution’s 50th convocation ceremonies scheduled for between Monday, April 1st and Thursday, April 4th. The number is part of the total 12,811 students (for the 2017/2018 academic session) across levels-diploma, undergraduate and postgraduate studies-who made the graduation list with others scoring lower grades.

It was fun and excitements at this years’ Unique Group of Schools, Lagos, triennial inter- house sports competition held at Agege stadium on Monday. The event which brought together the Preschool, Primary and Secondary sections of the school had the students participated in different athletics, march past, football among others. Speaking at the event, the Head of School, Mr. Gbenga Kareem, said physical education is part of the education system that is important to the well-being of every child that is why the school is taking it with all seriousness. “Aside from academics which is very important to the growth of every child, they need to be fit and have this part of exercise to keep their body and soul together as well as all round development,” he said. He added that the school makes sure that the psychomotor aspect of learning is taken very seriously as they learn other aspects of education. He, however, advised parents to complement their efforts by allowing the children to pursue their God given talents. “It is not all of them that will be big men and women with their pens, some will use their legs, some their hands while some will use other skills God bequeath to them,” he said. Kareem also urged government to pump more money into sports because this is one part of the economy they were not looking at which is vital to the nation’s economy. The principal, Mrs. Oluwakemi Onochie, in her remarks, said the cognitive aspect of learning is always emphasised in education but to have a total child at the end of the day, adding that “it is important we also engage the children in the psychomotor aspect of learning and that is what we are doing today. “A lot of them are academically sound, a lot are not too good in academics but they are very sound when it comes to physical skills so the occasion of today is to showcase the physical skills, the talent, and the gift in the children alongside academics”. On parents supporting children who want to make a career of sports, Onochie emphasised the need to support them in other to excel in any sports of their choice. “It is not every child that will become a doctor or engineer, some are out to excel in life as a result of gift in their physical skills, so parents should allow God to lead and direct a child to become what he is destined to be. “Of course we all know that a lot of men and women are making it all over the world in sports so we should encourage the children in whatever area they have interest in.” On improvement of education in the country, the educationist said the government still need to do more in all sections of education”. She added that they need to follow through when they came up with a particular system no matter the change in government. “There should be the ability to continue with systems when they are brought in place so that our education can be in the same level with other developed countries of the world,” she added. After the keenly contest, Green House (Olushile House) came first with 22 Gold, 18 silver and 16 bronze to came first, Blue House (Kanu House) came second with 21 Gold, 27 silver and 20 bronze while Yellow House (Dr. Agwogie House) came third with 20 Gold, 18 silver and 21 bronze. Speaking after the announcement, the patron of Green House, the excited Engr. Olayemi Olushile said the team worked very hard to achieve the feat.

Electoral fraud has been with us from the beginning

It did not start today. Fraudulent elections have been with us from the day the nation was created by that dubious Governor-General called Lord Lugard and his girlfriend, Flora Shaw, a journalist who abandoned her professional callings and dabbled into colonial romance and politics. She was the one that baptized this unholy marriage and christened it, Nigeria. Many have not forgiven the duo for that. Vote buying, use of thugs and bandits, bribing of electoral officers, ballot box snatching and stuffing, electoral ‘over invoicing’ which is awarding to a candidate more votes the number of registered voters; and in recent times, more than the number of collected Permanent Voters Card (PVC) are some of the culprits that together constitute Nigeria’s electoral malaise. There are other electoral malpractices that are indigenous to Nigeria. They include annulment, banning of candidates, postponement of elections and now inconclusive

elections and forcing electoral officers to announce a candidate as winner, sometimes at gunpoint. Some of these are new while others are in the country’s DNA, from the beginning. On 28 March, 1960, Daily Times reported that Chief Festus Sam Okotie-Eboh, the flamboyant Federal Finance Minister was at the Warri High Court the previous day denying allegations that he used money to buy votes during federal elections conducted in 1959, the eve of Nigeria’s independence year. According to a petition filed by the defeated candidate of Action Group in the election, O. N. Rewane, Okotie-Eboh spent 50,000 US Dollars as out-of-pocket expenses which he used to buy votes. Rotimi Williams who later became a chief as well as one of Nigeria’s most celebrated lawyers represented Rewane at the Warri High Court hearing. Now, whether or not Okotie=Eboh bought votes with 50,000 US Dollars or not, is not the question in issue here. What is

curious is how politicians could start that early, in the life of their nation to begin to engage in vote buying with its attendant vicious electoral litigations laced with allegations of that magnitude? The worst aspect of the ugly development is the failure of the Nigerian

state to make laws since that time, against most of the offences that characterize elections in the country. Whether or not Okotie-Eboh bought votes with money in 1959, why have we failed to enact laws that would make such acts become enforceable criminal breaches?

And since then, electoral fraud has neither stopped nor diminished. Rather, it has continued to grow in leaps and bounds, so much so that when such things happen in other parts of Africa, they are said to have been copied from Nigeria.

LAST LINE

INEC is not the problem, please Although the laws establishing the Independent National Electoral Commission (INEC) gave it powers to conduct elections in Nigeria, such powers do not in any way include securing the lives and properties of Nigerian citizens during elections. When you hear that INEC is responsible for security during elections, what it means in practical terms in Nigeria is that INEC is responsible for financial mobilization of the Police and other security agencies participating in elections. It therefore boils down to the Police, the Army, Department of State Security (DSS) and even the Nigeria Security and Civil Defense Corps (NSCDC), among others, going to INEC to collect money to mobilize their ‘officers and men’ for the election, in addition to their own electoral budgets. But there is no place in the INEC Act where the Commission was given powers to arrest or attempt to restrict power-hungry politicians who apply force to compel INEC officials to declare them winners, even at gunpoint, like was the case with Governor Rochas Okorocha of Imo State during the February 29 national assembly election. INEC staffers are not armed, so it is not their duty to arrest thugs, ballot box snatchers and stuffers of thumb-printed papers. Neither INEC staff, the Returning Officers nor the Youth Corps members it use as ad-hoc staff are empowered

to secure votes, prevent vote buying, stop sponsored burning of PVCs and other electoral materials, among the several infractions that characterize Nigeria’s election. During the last elections, it was the Army, the Police and some other security agencies that are constitutionally mandated to provide security during elections who allegedly around, to cause most of the breaches that marred the elections in many places. It is on records that INEC openly accused the Army of colluding with politicians to compromise election in River state and the near anarchy in the case of Akwa Ibom. In Imo State, thousands of women trooped to the streets of Owerri and accused the Army, the Police and others, of working with a particular national assembly candidate instead of providing security. Although INEC has its own share of the blame for Nigeria’s failed electoral system, most times, the Commission is just a victim rather than the problem.
