‘Buhari, INEC fail to stop PDM contentious petition’

Continued from page 1

23, 2019 presidential election on ground that the party and its presidential candidate, Pastor Aminchi Habu, were allegedly excluded from the election. The tribunal said the two respondents’ applications that seek to strike out the PDM’s petition on the alleged ground that the petitioners did not file a pre-hearing notice, therefore abandoned, were devoid of merit. It consequently dismissed the two applications. Delivering the lead ruling, the Chairman of the tribunal, Justice Mohammed Garba, said that from the court record, the petitioners have complied with paragraph 18(1) of the First schedule of the Electoral Act which provides that petitioner should file a pre-hearing notice within seven days after pleadings have been concluded. He said that PDM duly filed the pre- notice, therefore, the party cannot be said to have abandoned its petition. Buhari and INEC had in their respective applications asked the tribunal to strike out PDM petition for alleged failure to issue pre- hearing notice after pleading have been concluded. They, therefore, asked the tribunal to deem

the petition as having been abandoned. But, the tribunal said that from its record it was certified that PDM filed a pre- hearing notice and the petitioner has complied with the provision of the law. Meanwhile, the tribunal has fixed July 10, to present its report of the pre- hearing session having concluded all applications relating to the petition filed by the Peoples Democratic Movement. Counsel representing PDM, Aliyu Lemu, told the tribunal on Thursday that he has only two witnesses and one INEC official to prove his petition, requesting that he needs one day to present his petition. INEC counsel, Ustaz Usman (SAN), said he has only one witness and needed one day to defend the petition. While counsel representing Buhari, Chief Alex Izinyon (SAN), said he needed three days to put up his defence with three witnesses, counsel representing All Progressives Congress (APC), Chief Niyi Akintola (SAN), also needed three days but did not disclose the number of witnesses he intends to call. In a related development, the Presidential Election Petition Tribunal on

Thursday dismissed the application brought by Hope Democratic Party (HDP) factional leader, Chief Poland Awini Tapre, seeking to remove the name of the party from the petition jointly filed by the party and its presidential candidate, Chief Ambrose Owuru. The tribunal in a unanimous ruling said that “the application is unmeritorious and it is hereby refused and dismissed”. Delivering the lead ruling, Justice Mohammed Garba stated that the averments of the first petitioner, Chief Ambrose Owuru that Tapre is not an officer of the party was not contradicted nor was it denied by the applicant. Owuru had in the affidavit listed the names of the national officers of Hope Democratic Party which did not include Chief Poland Awini Tapre as an officer of the party. The tribunal also agreed that with Owuru that his election as leader and presidential candidate of Hope Democratic Party has not being challenged in any court. Justice Garba further held that Hope Democratic Party is a necessary party in the petition. Consequently, the tribunal dismissed the application for being unmeritorious.

FG to British parliament: Buhari not persecuting Christians Mathew Dadiya, Abuja The Federal Government has denied claims by a group known as Northern Christian Elders Forum (NCEF) who alleged that the Muhammadu Buhari administration is practicing ‘bigotry and alienating Christians.’ The response by the government is contained in a letter to the British Parliamentary Group, signed by Nigeria’s High Commissioner to UK, George Adetola Oguntade. According to presidential spokesman, Garba Shehu on Thursday, two letters were addressed to Rt Revd Philip Mounstephen, a former secretary of the Church Missionary Society (CMS) and now Head, “Independent Review of Foreign and Commonwealth Office (FCO) Support of Persecuted Christians, “and Baroness Berridge, the Chair of “All Parliamentary Group for International Freedom of Religion or Belief. “ In the correspondences, the Federal government strongly dismissed as inconceivable and outrightly false, allusions to the effect that the Boko Haram terrorism served a government agenda against Christians. “It would be useful for me to engage with this process to ensure that you are thoroughly briefed on the situation in Nigeria, “High

Commissioner Oguntade wrote in the correspondences”. Responding to the interim report on Foreign and Commonwealth Office Support for Persecuted Christians, Oguntade, a retired Justice of the Supreme Court, told Rev. Mounstephen that; “The safety and security of all Nigerians, whatever their faith, is a fundamental priority of the Buhari Government. The government knows that Nigeria can only achieve its potential if there is religious tolerance and cooperation.” The High Commissioner explained that President Buhari’s deputy is a Pastor, adding that the President “has befriended Church leaders and church groups both within and outside Nigeria.” He added that the President’s cabinet is balanced between Muslims and Christians, noting that he himself was a former Chancellor of the Church of Nigeria (Anglican Communion). According to Justice Oguntade, Vice President Osinbajo has maintained regular contacts with Christian and Muslim leaders as part of efforts to build and sustain interfaith dialogue. Stressing that the country’s security challenges had no ethnic and religious colourations, the High Commissioner said the farmers/herders clashes predated the Buhari administration, noting that such clashes bordered on the

Buhari desire for pasture by the herders and the desire to protect crops from encroachment and destruction by the farmers. Oguntade explained that these clashes had a long history and the Buhari administration is taking a major step to address the root cause of these crises and violent clashes pitting Muslim and Christian farmers alike against the herders. According to the High Commissioner, “the issue of

grazing routes is historically central to these conflicts and the Buhari administration is taking a holistic approach to the matter with a view to ending it once and for all, so that Nigerians can live in peace with one another.” He, therefore, assured the international community that the Buhari Administration would ensure that “the competition over scarce land is resolved peacefully for the benefits of all parties.” The Nigerian government also rejected attempts by the reporting group to link Boko Haram terrorism with official policy, stating clearly that these violent acts by the terrorist group predated the Buhari administration, like many others that were inherited on coming to office in 2015. The Nigerian High Commissioner to the UK said criminal groups such as the Boko Haram terrorists who kill Muslims and Christians do not represent Muslims. “Boko Haram is a murderous death cult whose savagery has destroyed thousands of lives. “The Government is totally dedicated to eradicating their stain from our land. “Since the Buhari administration has been in power, Boko Haram has been significantly degraded – with the support and assistance of the UK Government. We shall not rest until this mission is completed and the people of North East Nigeria –

both Christians and Muslims – can live in peace again, “he said. The two letters were each accompanied by a copy of an opinion article signed by the President and published on November 30, 2018, by London-based “Church Times,” entitled: Don’t Politicise Religion in Nigeria. In the article, President Buhari, among other things, said Muslims and Christians can flourish together. “These two great religions (Islam and Christianity) can not only peacefully coexist but flourish together. But we must first turn to one another in compassion. For as Amos teaches us: “Do two walk together unless they have agreed to meet?” “We must resist the temptation to retreat into our communities because if we do, our palette of possibilities will remain primary. It is only when we mix them together that we can imagine new and greater possibilities. “As our constitution spells out, politicizing religion should have no place in Nigeria. However, it is all the more reprehensible when in doing so; it feeds fears and plays to man’s baser instincts. “For it makes us turn away from one another; it makes us retreat into our communities and walk different paths; and it blinds us to each other’s God-given dignity, “ the President said in the article published in Church Times.

The path to Next level

Jerome-Mario Utomi

With the February 2019 general electoral over, and the intrigues that surrounded the out-of-the-ordinary election of the 9th Assembly principal officers rested, we are now collectively in the enlightened national interest faced with a greater responsibility of delivering our nation from the snares of dangerous political and socioeconomic delusions-via sincere contributions when we can and objective criticism when we should. Aside from the fact that success requires careful analysis of the various kinds of knowledge needed to make innovation possible, assisting President Muhammadu Buhari with useful roadmaps to the next level has become eminently desirable considering nationwide consensus that though he tried his best, his first term was wantonly characterized by insecurity, poor strategy for development, bureaucracy, lack of focus on sectors that will improve the condition of living of citizens such as education, health and agriculture; as a consequence, led to the affirmation of Nigeria as the world poverty capital, a development analyst believe has its roots in the administration’s constant blame of previous ones for failed projects and inability to live up to expectation. To therefore straddle the middle ground and bring a democracy that guaranty social justice and promote social mobility, the President must with urgent imperative take action in the following areas; appointment of public officials, strengthening the economy, tackling insecurity, nation restructuring, sanitizing the petroleum industry, job creation, development of the power sector and massive infrastructural development. To highlight these points, it is said that the first responsibility of a leader is to find the right people as the key

to the success of every administration depends to a greater extent on the quality of people in charge. The need for the President to find Nigerians irrespective of party affiliations to help stimulate, and sustain economic growth, sustains stability and encourages investments that create wealth, without necessarily recycling the out-gone member is imperative as attempting to engineer prosperity with the same structures that created failures will translate to a mere waste of time. The President must recognize that the first opinion that is formed of a leader’s intelligence according to Niccolo Machiavelli is based on the quality of men he has around him. When they are competent and loyal he can always be considered wise, because he has been able to recognize their competence and to keep them loyal. But when they are otherwise, the ruler is always open to adverse criticism; because his first mistake has been in the choice of his ministers. More important than the above is the need to base all appointments on the provisions of Paragraph 8(1)(b) of Part 1 of the third schedule of the 1999 constitution, which among other provision clearly stipulates that the Federal Character Commission must ensure the equitable distribution among federating units of all appointments and positions iat the federal levels. Talking about the security challenges in the country, the President must recognize that for Nigerians that lost their beloved ones to insecurity within the last four years, it is almost impossible to say anything that can console them at these critical moments of their existence or remove their frustrations and disappointment towards this administration without

first redesigning the security architecture of the country as it is obvious that some of their strategies are no longer working. Supporting this the position is a similar call by Adewale Martins, the Catholic Archbishop of the metropolitan see of Lagos, where he noted that the adverse implication of not taking steps to address the insecurity in the country is that by the time different people begin to seek ways of protecting themselves and taking the protection of their lives into their own hands, it could lead to anarchy, which will not be good for the country. Adding that, whatever the government is doing in terms of security is definitely not enough. And suggested that if it means changing personnel and re-jigging the security apparatus, then, it needs to be done because that is what determines the corporate existence of our nation at the moment. However, if there is any new awareness created by the present security challenge in the country which the government must draw a lesson from; it is the interrelatedness of sound economy, education and security. As it’s now obvious that a nation requires a sound economy to pay for new weaponry and a highly educated and trained people who can ingrate the various arms into one system and operate them effectively and efficiently. Very instructive also, finding a solution in my views to the societal problems vis-a-vis youth unemployment and developing a climate of sustainable future is of urgent importance. Talking about youth unemployment in Nigeria, it is no longer a piece of news that ‘we are in dare state of strait because unemployment has diverse implications. Security wise, large

unemployed youth population is a threat to the security of the few that are employed. Any transformation agenda that does not have job creation at the centre of its programme will take us nowhere’ Youths challenge cuts across, regions, religion, and tribe, and have led to the proliferation of ethnic militia as well as youth restiveness across the country. This may, in turn, hamper the peace needed if handled with levity. But this threat has become more pronounced in the oil-rich region of the country with the chunk of the proponents spearheaded by the large army of professionally-trained ex-militants currently without a job. It is only by engaging these teaming youths through employment creation that the incessant youth restiveness can be abated. About the nation’s restructuring, from what people are saying –if there is a common denominator for restructuring, it’s that broad segments of the nation feel justifiably marginalized. The south-south claim continued deprivation and blight from oil pollution, despite being the hub for the nation’s oil wealth. The south-east legitimately gripes that nothing will change the history of the Igbo being divested of some of their properties and wealth after the war and being handed only twenty pounds each; and that fifty-six years after independence, the Nigerian presidency continue to elude the Igbo’ Going by this reality, it calls for the development of political will that transcends rhetoric to finding answers and soon to this nagging challenge. Above all, this piece will be considered an incomplete without adding as part of the roadmap the urgency of having the petroleum industry bill signed into law.

X-raying the lapses of CTP in the North

Carl Umegboro

Abraham Lincoln, the 16th President of the United States of America in 1856 said, “Actions speak louder than words.” Similarly, a renowned author, Orison Swett Marden once said, “All who have accomplished great things have had a great aim, have fixed their gaze on a goal which was high, one which sometimes seemed impossible.” No matter the angles or dimensions deployed, child-education is a desideratum and distinctly, a sine qua non to building a secured, strong and thriving society considering that children are future leaders. ‘Nemo dat quod non habet’ rule literally says ‘nobody can give what they don’t have’. Thus, by UNICEF’s characteristic interventions on child-education through Cash Transfer Programme in developing nations, inarguably, the agency vis-à-vis its mandate is on track. However, great goals are rarely attained without hitches or hurdles. First and foremost, ensuring that these providential funds are judiciously utilized for designed purposes is critically prominent. In fact, prompt accessibility of funds to bona fide beneficiaries devoid of corruption cannot be overemphasized. Thus, government must put a pragmatic mechanism in place for accountability, and possibly come up with legal regimens against shabby deals with the funds beginning from parents to fund managers alongside operating banks. Meddling with the funds should be measured as grievous injury to the society. Emphatically, disbursement must be expressly directed to motherbeneficiaries without intermediary; including community heads, traditional rulers, Almajiris etc. Their tasks albeit vital

must have a clear boundary; enlightening neighbourhoods to leverage the scheme. Imperatively, women that enrolled children, and consequently collected stipends must accountably produce the children in school throughout the term such that those pupils do not disappear after receiving the stipends. In other words, participating mothers are strictly liable for children’s attendance in school in exchange of stipends received. If not, some crooked persons may use some children to divert the funds to private pockets. With this mechanism, it doesn’t matter if a child belongs to someone else as long as the pupils are available in classrooms as beneficiaries till the end of the academic phase. The most shocking finding in a 2-day EAC-media summit in BirninKebbi, Kebbi State capital in northwest that seemingly represents the culture of the people is harsh discrimination against girl-child in poor families. The aberration manifested clearly in the area under appraisal. For example, despite UNICEF’s incentives, a mother of six children discriminatorily enrolled the only male child in school whilst the other five girls under the ages of ten are roaming and hawking in the streets. This is barbaric and unacceptable custom. Ultimately, the entire society stands to bear the repercussions widely. Misguidedly, the underprivileged families believe girls are merely for child-bearing, hence, misconstrued girlseducation as waste of time and resources. A question to the advocates of the awkward beliefs is; have they ever heard of the Nigerian former World Bank’s deputy president, Dr. Ngozi OkonjoIwealla; a once upon a time girl-child that

embraced education and consequently distinguished herself through it? And many other distinguished female highfliers. A Swedish model, Elin Nordegren, in general evaluation said, “Education is one thing no one can take away from you”. On the other hand, an African axiom affirms, “If you educate a man, you educate an individual. But if you educate a woman, you educate a nation”. Article 28 of the United Nations Convention on the Rights of the Child (CRC) explicitly provides, “Every child has the right to an education”. Article 29 states, “Education must develop every child’s personality, talents and abilities to the full. It must encourage the child’s respect for human rights, as well as respect for their parents, their own and other cultures, and the environment.” Thus, the latter conscientiously, elaborately outlined goals on childeducation. Another question demanding answers is; could it be that political leaders viciously don’t want their subjects to embrace education possibly, for their unending slavery? This shot is regrettably necessitated by the classic schools privileged children from the same region attend while underprivileged townsmen don’t value education even with incentives. Why such a wide gap? It boils down to having two rival customs; for privileged and underprivileged. Whilst girls in the former can hit the acme of their dreams, the latter are psychologically caged with inborn potentials and destinies, pitilessly reserved for merely procreation and hawking. What a fallacy! Clearly, this is in concert, inhumanity to man.

In Chapter 2 of the 1999 Constitution of the Federal Republic of Nigeria, as amended, Section 18(1) provides, “Government shall direct its policy towards ensuring that there are equal and adequate educational opportunities at all levels; (3) - Government shall strive to eradicate illiteracy”. Furthermore, in Eshugbaye Eleko v Government of Nigeria (1931) AC 262 at 273, Lord Atkin characteristically, comparatively laid the repugnancy doctrine that applicable customs must pass repugnancy test; not repugnant to natural justice, equity and good conscience or incompatible either directly or impliedly with any law in force. So, on what ground would a state government contentedly sit and watch female-children not enrolled in schools under the cloak of customs? Concluding, it is germane for indigenous stakeholders; political, traditional leaders to brainstorm. Tom Peters said, “True leaders don’t create followers, they create more leaders”. Any leader feeling threatened or insecure to cheer, empower and influence his subjects to embrace education is to say the least, a sadist, an opportunist and society’s major enemy. Indisputably, the world is outsized to contain everybody’s dreams and ambitions irrespective of magnitudes. The superlative mode of proactive security remains accessible education to the people. Otherwise, the neglected uneducated population may in future, constitute nuisances, characterized by unruly behaviours, negatively to the populace. Possibly, the multifaceted security challenges presently are the effects of yesteryears grievous omissions by political leaders on child-education.

Editorial Commentary Gunmen demand N5m ransom from driver’s family Adewale Momoh, Akure Abductors of a driver, Felix Akinde, who was kidnapped in Ondo State on Tuesday, have demanded for the ransom of N5 million for his release. Akinde was reportedly kidnapped on the Akure-Ikere road at a bad portion of the road, few meters from the NYSC farm in Iju/ItaOgbolu in Akure North Local Government Area, while on his way from Ado-Ekiti to Akure, the Ondo State capital. It was gathered that the abductors contacted Akinde’s family on Thursday via telephone. The victim was driving alone from AdoEkiti in his Toyota Privia Space commercial vehicle when the incident occurred. Confirming that the kidnappers have established contact with the driver’s family, a source within the family who pleaded anonymity stated that the abductors are demanding for N5 million naira ransom before they will set the driver free from their den.

“The kidnappers contacted us, and they are demanding for a ransom of five million naira before they would release him. “They said that he (driver) is in the bush with them and would only free him when we are ready to cooperate on the ransom. “They actually spoke with us using two different telephone lines demanding to know how much we have been able to raise. “Although, the family has met with his friends in the NURTW to help us out in raising this money, the 5 million naira is just too much for us, and I don’t know where they want us to see such huge fund but we are still begging them.” Meanwhile, men of the Anti-Kidnapping Squad of the 32 Artilery Brigade of the Nigeria Army, Akure in collaboration with other sister security agencies have launched manhunt for the abductors within the forest of the axis where the incident reportedly occurred. Also, the Police Public Relation Officers (PPRO) in Ondo State said that the officers of the command have already swung into action and would soon arrest the perpetrators.

Court jails Yahoo Yahoo kingpin, one other in Calabar Justice Simon Amobeda of the Federal High Court sitting in Calabar, Cross River State, on Thursday, sentenced a notorious yahoo yahoo kingpin, Akpojivi Onoriode, who was arraigned by the Economic and Financial Crimes Commission (EFCC) on a one-count charge bordering on cybercrime. The convict, a 29-year-old graduate of Delta State University, Abraka and a father of two, was arrested by operatives of the Uyo Zonal Office of the Commission in the early hours of Saturday, May 4, 2019, following intelligence report exposing him of living above his means. He was picked up at his lavishly furnished duplex on Plot 10, Block VI, Unical Satellite Town, Calabar, Cross River State. Upon his arrest, the convict, popularly known as “Blinks” or “Mr. White”, confessed to having offshore accounts in China, and narrated how he started the business of defrauding people quite early, while he was still an undergraduate at Delta State University, Abraka in Delta State. The charge against Akpojivi reads: “That you, Onoriode Joel Akpojivi, on or about the 4th day of May 2019, in Nigeria within the jurisdiction of this Honourable Court did unlawfully produce, supply, procure for use and distributed a computer program (fake online banking link platform) designed for the purpose of electronically defrauding unsuspecting

persons and thereby committed an offence contrary to Section 28 (1) (a) of the Cybercrimes (Prohibition, Prevention Etc) Act 2015 and punishable under Section (1) (c) of the same Act.” Shocked by the weight of evidence gathered against him by the EFCC, Akpojivi chose not to waste the time of the court as he pleaded “guilty” to the charge. In view of his plea, counsel for the EFCC, A.S. Abuh, informed the court of a plea bargain arrangement entered between the convict and the Commission, dated June 19, 2019 and filed on June 20, 2019. “I hereby pray the court to convict and sentence him based on the terms of the agreement,” she said. Delivering judgement, Justice Amobeda held that: “It is a known fact that crimes of this nature appear now to be prevalent in our time. I do hereby sentence the convict to 6 months imprisonment with an option of fine of N500,000. “The convict shall forfeit to the Federal Government of Nigeria the instruments used in the commission of the offence being thus: Acura ZDX with registration number SMK 245 DQ (Lagos), Range Rover Envogue with registration number FST 772 EQ (Lagos), Mercedes Benz E 300 with registration number LSD 393 EG (Lagos) and the seven bedroom duplex situated at Victory Way Extension, Satelite Town, Calabar, Cross River State.”

OUR POSITION Taming the cancer scourge in Nigeria Feeding on widespread ignorance about the disease, cancer of all forms has continued to wreak havoc on humanity, prematurely cutting down destinies and dreams. It has remained the world’s number one killer disease. The World Health Organisation (WHO) recently revealed that new cancer cases and deaths in Africa are projected to double by 2040. Statistics have shown that estimated new cases in Nigeria as at 2018 was put at 116,000 while 41 cancer related deaths were also recorded. Despite efforts by government and other relevant stakeholders to raise more awareness on how to live a healthy life, cancer has continued to be one of the leading causes of mortality worldwide. New cases and deaths from cancer continue to rise. In 2012, there were 14 million new cases and 8.2 million deaths, whereas in 2018 there were 18.1 million new cases and 9.6 million deaths. If current trends are maintained, the cancer burden in Africa is projected to double from 1,055,172 new cancer cases in 2018 to 2,123,245 cancer cases by 2040. In Nigeria, this chronic illness with often severe effects is a potential death sentence. There is hardly anybody who doesn’t know somebody who has either died of, or is suffering from it. The death of many low and high profile figures from cancer should be a wake-up call for government to be more committed to addressing the rising incidence and cost of cancer in Nigeria. To combat the menace, an intensive community-based mass cervical cancer screening campaign is desirable. Nigerians cannot afford the cost of cancer care. When it strikes, even the rich become beggars. Cancer management must be recognised as team work and government must take the lead. Cancer control must be centrally coordinated and the Federal Ministry of Health must take up that role.

We are of the opinion that government should admit that cancer is now an issue of primary health concern and a major cause of premature death of Nigerians irrespective of age, sex, or social class. They should take the bull by the horn by equipping public hospitals and medical centres with effective diagnostic capability to quickly detect and treat cancer infections. The government at all levels should recognise the urgent need for the institution of a policy for mandatory free annual screening checks at local, state and national levels and put in place long-overdue comprehensive world class centres for cancer prevention, diagnosis and treatment. Cancer is not like malaria or typhoid that weighs you down when it starts. It is not a physical growth that you can easily see. Medical experts call it maligned tumour, it grows abnormally and it spreads. So the earlier you nip it in the bud, the better. A lot of people walk around not knowing that they have this disease inside of them until it gets to a very alarming stage before they find out. This is why it is also very important to raise awareness on imbibing in healthy lifestyle such as good diet, exercise and regular medical checkups. Knowledge is key in the fight against cancer and in getting people to be conscious of their health, they need to know what to do. When people are armed with knowledge, spread of cancer would be reduced. Regular screening is very important because we believe that some of these issues can be nipped in the bud if it is detected early. If you discover you have an ailment, you take care of it on time. Cancer should not kill anybody anymore because there are opportunities for it to be detected and if detected on time it can be stopped.

Making Lagos a smart city not rhetoric, says Sanwo-Olu Benjamin Omoike, Lagos

Lagos state Governor, Babajide SanwoOlu, has restated that the plan to elevate Lagos to become a smart city is not mere political rhetoric, but an agenda that is being supported by policies that will make the goal achievable. The governor said his administration’s commitment to reinvigorate the state’s economy and make it a smart city was reinforced by its growth potentials and profile as one of the top investment destinations in Africa. The smart city agenda, Sanwo-Olu said is on course, stressing that his administration would achieve the goal in partnership with the private sector as the key driver of development. The Lagos helmsman spoke at the 13th annual business law conference organised by the business law section of the Nigeria Bar Association (NBA) at the Eko Hotels and Suites on Victoria Island. To achieve the aim, Sanwo-Olu said his government has identified key areas to drive growth, stating that investment in infrastructure remains prominent. He said that “as Africa’s most populous city with a population larger than several countries on the continent, but confined to a space that is less than 4, 000 square miles in size, Lagos is confronted by

problems that exert great pressure on its infrastructure, especially our transport infrastructure and public utilities. “Lagos urgently needs to mobilise huge investments into these critical sectors by delivering new roads and bridges, expanding air and sea ports’ capacity, exploiting the potentials of our vast waterways. And, very importantly, Lagos needs to deliver an intra-city rail network. We must have a city-wide rail system that will move people and goods faster.” Steady electricity, Sanwo-Olu further pointed out remains critical to delivering a smart city with a flourishing economy, observing that Lagos, like other states, still has a huge gap to fill in the area of power supply to businesses and homes. The governor said a sustained, but strategic investment in key infrastructure would have direct positive impacts on workers’ productivity, commerce and the economy. “Provision of infrastructure creates jobs for artisans, engineers and other workers who will deliver these projects, and also for the contractors who supply raw materials. And by expanding our transport and power supply capacities significantly, we will succeed in unleashing the economic productivity long-constrained by these bottlenecks,” he added. Sanwo-Olu said the effort requires

private sector partnership and investment to deliver on the objectives, and urged local and international investors to leverage on the government’s public private partnership policy in facilitating collaboration which would be mutually beneficial. While the governor re-assured investors that his government would create friendly atmosphere for investment to thrive, he said the state has embarked on reforms in its business law to protect the interests of all parties when disputes arises. He added: “By leading the way with these reforms, we are making the point that we understand the place of Lagos in the national economy, and we understand the connection between confidence in legal and regulatory systems on the one hand, and, on the other hand, a willingness by investors to invest. “In terms of the business regulatory environment, we are fully aligned with the federal government’s ease of doing business reform agenda. I am pleased to note here that Lagos was in 2018 adjudged by the World Bank as one of the most improved states in terms of the ease of doing business.” Sanwo-Olu praised members of the NBA’s business law section for choosing Lagos as its choice location to discuss the objectives of the conference.

Meter Distribution: DisCos blames low liquidity in sector for poor run ...as consumers call for review of privatisation Micheal Ajayi Abuja Electricity Distribution Company (AEDC), General Manager, Corporate Communication, Mr Oyebode Fadipe has said the pace of metering of electricity consumers is slow because of low liquidity in the sector. Fadipe made this disclosure on Thursday in an audience participatory programme of Radio Nigeria in Abuja, where he noted that the Federal Government has pegged a limit to which the DisCos can spend its revenue. He explained that metering is aligned with the issue of liquidity in the sector, stressing that where there is the issue of paucity of cash, it limits the firm’s capital expenditure. Besides, he said that the DisCos have not been allowed to thrive with a cost reflective tariff. He said: “The issue of metering is tied to the issue of liquidity. Where there are no sufficient funds for investment in the sector, there is no way you can expect everything will go on smoothly. “For instance, the fundamental part of the challenges that the DisCos and indeed the power sector experiences are that there is a limit to your capital expenditure. You have a ceiling on your budget. You are not allowed to spend beyond a particular revenue level. Then how do you want to provide all the things that you want? “That is also with prejudice to the fact that you don’t even have a cost reflective tariff that is supposed to help you have the cash to enable you to purchase most of these things.” Fadipe however, revealed that in its bid to intensify efforts at metering the customers in its franchise area, the AEDC recently purchased a single vehicle for N114 million. He said that “We (AEDC) signed the contract for N10billion for just meters alone and it was not going to give us a much as 300,000 pieces of meters for a customer population of that is over a million. “From this Meter Assets Provider Programme we are metering 900,000 in 36 months. Why did the government decide that the third party should go and handle that Programme it was because clearly the DisCos don’t have the financial capacity to meet up with that cost as much as it would have done, so let independent companies go and do it, which has its own advantage of creating employment for some people.” Meanwhile, the Secretary-General, Network for Electricity Consumers Advocacy of Nigeria (NECAN), Mr Uket Ogbonga, in response to this recalled that the very reason for the privatization of the power, the sector was that the Federal Government had no financial capacity to run it. Uket, while reacting to the matter further expressed concerns why the DisCos should cite excuse of cash crush, the same reason for which the entities were sold to private investors, who were presumed to have the financial, management and technical capacities. Ogbonga called on the Federal Government to embark on a total review of the models with which the Bureau of Public Enterprises (BPE) privatized the power sector entities. His words: “We were told that private investors with the financial, technical and management capacity were to be brought on board. And when they unbundled the defunct PHCN and they were handed over, we are hearing a different story. “And the story is that we don’t have the resources, that they (DisCos) cannot meter customers because they don’t have the financial capacity to do that. “So that is why we are rooting for a total review of all the models that were used for the privatization exercise. You can’t tell me I can’t do this business because of this problem and bring in somebody that has the capacity and he is coming to tell us I can’t do it.”

Global rating affirms AfCFTA: Buhari receives report advising S&P Access Bank stable Nigeria to sign free trade deal outlook of ‘B/B’ Mathew Dadiya, Abuja Nigeria May sign the long-awaited African Continental Free Trade Agreement (AfCFTA) as President Muhammadu Buhari has received the report of the Presidential Committee on Impact assessment and Readiness for the signing of the free trade agreement. The AfCFTA is a trade agreement between 52 African Union member states, with the goal of creating a single the market followed by free movement and a single-currency union, and signed in Kigali, Rwanda, on 21 March 2018. The President while receiving the report of the committee at the presidential villa, Abuja, noted that AfCFTA “will have both negative and positive impact for the Nigerian economy.” The committee led by the Chairman, Mr Desmond Guobadia recommended that the President should consider signing the agreement to enable Nigeria to join the AfCFTA. Guobadia said, “our reports show that on the balance, Nigeria should consider joining the AfCFTA and using the opportunity of the ongoing AfCFTA Phase I negotiations to secure the necessary safeguards required to ensure that

our domestic policies and programs are not compromised.” Buhari had explained that the AfCFTA that Nigeria desires “is one that would assist the country to create wealth for investors and contribute to the job creation programme of the government.” He said “The AfCFTA we aspire to have should therefore not only create wealth for investors but also jobs and prosperity for our vibrant and hardworking citizens. The benefits of economic growth must be prosperity for the masses. “For AfCFTA to succeed, we must develop policies that promote African production, among other benefits. “Africa, therefore, needs not only a trade policy but also a continental manufacturing agenda. Our vision for intra-African trade is for the free movement of “made in Africa goods”. That is, goods and services made locally with dominant African content in terms of raw materials and value addition,” he said. President Buhari noted that “If we allow unbridled imports to continue, it will dominate our trade. The implication of this is that coastal importing nations will prosper while landlocked nations will continue to suffer and depend on aid.” The President explained that

henceforth, the government will ensure that all negotiated agreements create business opportunities for Africa’s manufacturers, service providers and innovators. “As I stated during the inauguration of this Committee, many of the challenges we face today, whether security, economic or corruption is rooted in our inability, over the years, to domesticate the production of the most basic requirements and create jobs for our very vibrant, young and dynamic population, Buhari added. President Buhari promised to consider the report of the committee which he said will form part of the consideration in government’s decision on the next steps on the AfCFTA in particular and on broader trade integration subjects. In his remarks, while presenting the report earlier, chairman of the committee Desmond Guobadia said they proposed policies, programmes, projects and interventions which may position Nigeria adequately for the AfCFTA. “It is envisaged that the trade liberalization offered by the AfCFTA will make African goods more attractive and potentially cheaper than similar products from outside the continent”, he said.

Motolani Oseni The S&P Global rating agency on Thursday affirmed Access Bank Plc ‘B/B’ issuer credit ratings. The global rating agency in its test report stated, “We affirmed our ‘ngA/ngA-1’ Nigeria national scale ratings on the bank.” The report further stated that the affirmation balances the benefits of the Diamond acquisition for Access’ franchise and prospective cost of funding with the bank’s diluted asset quality indicators and integration risks. “We believe the Diamond acquisition will cement Access’ leading franchise in the competitive Nigerian banking sector. The combined entity has total assets of about N6.4 trillion (approximately USD17 billion), representing nearly one-quarter of the system’s total assets. “We believe Access’ expanded customer and loans base will underpin stronger revenue generation and stability going forward. “At the same time, we see a slight pressure on the consolidated bank’s asset quality indicators, because of the bulk of Diamond’s nonperforming loans (NPLs) were transferred to Access when the merger became effective on March 19, 2019. “We expect that cost of risk will increase to 1.4per cent-1.5per cent in 2019, since Access will have to take additional provisions”, it stated. The rating agency added that it also expect the bank to write off about N120 billion in 2019 and around 0.5per cent-1.0per cent of average customer loans between 2020 and 2021. The report read in parts: “However, we anticipate that Access’ cost of risk will remain below the sector average, based on our estimate of the sector’s credit losses of 2.8per cent in 2019 and 2.5per cent in 2020. “We project Access’ risk-adjusted capital (RAC) ratio will hover around three per centfour per cent through 2021. “Although we consider this RAC level to be weak, we expect the Diamond deal to strengthen Access’ earnings capacity, with core earnings climbing to about 2.5per cent of managed assets through 2021. “We forecast the net interest margin will increase toward seven per cent throughout the 2019-2021, while fees and commissions will rise by N30 billion. Diamond’s retail focus enables the bank to build a low-cost and stable retail deposit base (2.7per cent in 2017 versus 4.7per cent on average for peers). “In addition, Access plans to close about 80 branches, thereby reducing its operating cost base. Still, we forecast the bank’s cost-to-income ratio to increase to about 60per cent63per cent, reflecting the integration of Diamond, and this compares unfavourably to the best performing banks in the Nigerian banking sector”, it stated.

Adewale seeks repositioning of Lagos PDP through strict compliance with party constitution A chieftain of the Lagos State chapter of the Peoples Democratic Party (PDP), Otunba Segun Adewale popularly known as Aeroland has given condition for him to willfully relinquish his hold on the chairmanship position of the party. Adewale charged PDP leadership at the National level to ignore all those lobbying to subvert the constitutionally enshrined process through which a new chairman can emerge in the state. He gave the advice, while interacting with some leaders of the party in Ikeja, at a forum held to tackle the multidimensional problems and crisis rocking the party in the state as he appreciated the fact that aa alleged stooge of Chief Bode George, Dr Adegbola Dominic who he accused of being a clog in the wheel of Lagos PDP’s progress has been shown the door, declaring that he would quit holding the party chairmanship only when the process is not flawed. He insisted that the next State Chairman must emerge in accordance with provisions in Section 47(6) of the party’s constitution, as he urged the party leadership to ignore all those coming to lobby by dropping names, an attendant of which will further escalate the crisis in the state chapter of the party. “This is the same method and pattern they have been using which has grounded the party since 1999 because they refused to allow those who can move the party forward to emerge, they have been destabilising the party, it is an affront for anyone to go against credible process of choosing a chairman. “Members of the State Executive Committee (SEC) are the only people empowered to do so and not any leader, because such moves will amount to disregard for constituted authority. “Elect your chairman now as you have been empowered by the constitution and send the name to the national for adoption and documentation. “The State Executive Committee should rise to the occasion and take charge of their duties because they cannot be spoon fed all the time, they need to call for an emergency meeting to decide who will be the next chairman, must you request for approval to exercise your right as entrenched in the party’s constitution?” Adewale queried. According to him, Dominic created

so much problems for the party from the day a letter was issued to him to lead the party in Acting Capacity for just three months, which expired in December 2018. “I still find it so difficult to understand why some people are still following them (Bode George camp), because these people have led the party astray since 1999, anyone still following them is an enemy of PDP, because they don’t mean well for the interest and progress of the party in Lagos State. “Those who are interested in the State Chairmanship must be ready to lead as team players, armed with required political experience and connections, and the ability to reform the party from the present ruin without being puppet to any self style godfather; because that is the only way the party can move forward in the State. “We cannot afford to continue to reinforce failure in Lagos PDP again as we head to 2023,” Adewale posited. “I am aware that some people have been running to the National headquarters to lobby with different names, this effort in futility is what has grounded the party in Lagos State because of refusal to follow what constitution says. “For avoidance of doubt and a reminder, here is what PDP Constitution says in replacing vacant position for a Chairman and to serve out the remaining part of the time of the original Chairman that created the vacancy: “Chapter Seven, Section 47(6) says” “Where a vacancy occurs in any of the offices of the Party, the Executive Committee at the appropriate level (Lagos PDP State Executive Committee in this case) shall appoint another person from the area or zone where the officer originated from, pending the conduct of election to fill the vacancy. “The State Executive Committee (SEC) has been empowered by the above provision to do the needful, all those running from pillar to post should not create further confusion for the party because, if the right things are not done, the crisis in the party will continue and I (Adewale) will continue to be the Chairman of the party. “My resolve to quit is only based on if the party allows another Chairman to emerge through a credible and democratic process, my letter of appointment and court rulings are still valid,” he insisted.

Edo APC chieftain to Oshiomhole: Allow Obaseki free hand like you enjoyed as Edo governor Stories by Patrick Okohue A former National Vice Chairman of the defunct All Congress of Nigeria (ACN), Prince Austin Eweka has said that no Abuja leader can remove Hon Frank Okiye as the Speaker of the newly inaugurated 7th session of the Edo State House of Assembly. Eweka who spoke with newsmen in Bénin City, the Edo State capital said the era of one person sitting somewhere to dictate to others was over in the state chapter of the All Progressives Congress(APC), adding that the commitment reached at a rally organised by Comrade Adams Oshiomhole in which godfatherism was banished in Edo State stands. While stating that Comrade Oshiomhole has not informed Edo APC leaders about any quarrel or problem with Governor Godwin Obaseki, he declared that

the National Chairman of the APC has no moral justification to question what Governor Obaseki is doing because he (Oshiomhole) was given maximum support to govern for eight years. He said Edo South APC leaders would soon meet to fashion a way out of the current crisis in the Edo State House of Assembly. Eweka accused Oshiomhole of destroying the APC leadership structure ‘because he wanted to be the only leader in Edo State, adding that it would take immediate steps to ensure what happened in Zamfara, and Rivers State do not happen in Edo. According to him, “It is as a result of the breakdown in party leadership that we are having this man-made crisis. What we did for him when he was governor is that he will sit down with us and told us about his preferred people in the House of Assembly. We will call the lawmakers and tell them who to elect. Nobody questioned him

“We will not force anybody to resume at the Assembly. We will advise these young men that there are leaders at their constituencies and that those leaders are capable of resolving whatever crisis. It is a simple matter. Oshiomhole enjoyed it when he was governor. “The people of Edo South will decide for themselves. The House has been constituted, Obaseki will run his full term and nothing will stop him. We will support him. “Oshiomhole has not come to any leadership meeting in Edo to say he has a problem with Obaseki. I do not see why there would be a problem. “If there are problems, it is perhaps when one of them is over stepping his bounds. Perhaps trying to dictate or tell a sitting Governor to turn left of turn right. “Oshiomhole did not tell us about any problem. We have other former governors in the party in Edo. I have not heard any of them has problem and Oshiomhole will not be different,” he said.

Ministerial appointment: Amaechi alleges plan to hatch campaign of calumny against him As Nigerians anxiously await the ministerial list of President Muhammadu Buhari, a former Minister of transportation, Rt. Hon Rotimi Amaechi, has raised the alarm over plans by some individuals to sponsor a campaign of calumny against him. Amaechi in a statement from his Media Office, said the plan was aimed at using activities of the current Acting Board of the NigerDelta Development Commission, NDDC to indict him. Amaechi who is a former two term governor of Rivers State, a two term Speaker of the State House of Assembly and two-time Director-General of the President Buhari Campaign Organisation added that bringing his family into disrepute is also part of the already concluded plan. According to him, “We have uncovered a well-oiled plot to orchestrate a heavily funded smear campaign of calumny and lies against Rt. Hon. Chibuike Rotimi Amaechi, the immediate past minister of Transportation, immediate past governor of Rivers State and two-time Director-General of the President Muhammadu Buhari Presidential Campaign. “As we write this, we are aware that attempts are being made

Amaechi to peddle all sorts of fictitious, misleading and outrightly concocted stories, distorted and manipulated documents that would smudge the image and cast aspersions on the character, integrity and high morals of Amaechi, an astute and accomplished public servant. “The deceitful plot and plan of the planners and executors of this ominously funded campaign is to tarnish the towering status; and do as much damage as possible to the character and reputation of Amaechi in the hearts, minds and eyes of members of the public,

using both traditional and online media. “One aspect of the reprehensible conspiracy is to unscrupulously drag the name of Amaechi and a member of his immediate family into the internal affairs and operations of the Niger Delta Development Commission (NDDC) in a manner and way that is designed and intended to bring disrepute and opprobrium to his character and reputation. Besides this, there are other aspects and dimensions to the plot to rubbish Amaechi’s image,” the statement said.

Corruption fight You lied, INEC is a corrupt institution, PDP replies Yakubu lacks sincerity of Tunde Opalana, Abuja

The Peoples Democratic Party (PDP) has faulted claims the Chairman of the Independent National Electoral Commission (INEC), Prof. Mahmood Yakubu, that INEC is the most improved service institution in the country. Rather, the party said the commission has become the most “debased, degraded and corrupted institution, particularly with the rigging of the 2019 Presidential election”. The PDP argued that in making such claims at a time Nigerians and the international community are in huge disappointment over what it described as the irregularities, violation of rules, alteration of results and outright rigging that characterised the last elections, Prof. Yakubu has further confirmed that the commission under his watch is decadent and compromised. Party spokesman, Kola Ologbondiyan, in a statement Thursday, said it is indeed outrageous that while Nigerians are hurting over the

subversion of their mandate, the INEC Chairman, rather than being apologetic is insulting their sensibilities with his provocative claims. “Prof. Yakubu cannot claim that INEC under his watch is the most improved service institution when all indices show that it performed far below the bar in the 2019 elections. “How can anyone in good conscience make such spurious claims when the massive irregularities that defaced the 2019 elections are responsible for the unprecedented 766 election petitions across the country as against 297 petitions filed in the 2015 elections? “It is indeed an unpardonable affront on the sensibility of Nigerians for Prof. Yakubu to claim that this INEC that has become notorious for compromised voters register, missing ballot papers, alteration of results and inconclusive elections, is the most improved service institution in the country. “Moreover, is it not completely preposterous for Prof. Yakubu to claim that INEC is the only agency which

that they needed to do more because the airspace is still unsafe for pilots to fly. He said: “I came to Nigeria about 12 years ago and the first thing that we were told to learn as pilots is to say breakbreak when you get into the airspace and that is because the airspace is congested. I must say that the airspace is still congested and unsafe for pilots to fly.” According to him, when flying from Lagos to Abuja, pilots often lose contact with the Lagos control tower 200 miles into the airspace which should not be the case. He lamented that the same situation occurred between Port Harcourt and Abuja, pointing out that even coming into Nigerian airspace from Jeddah, Saudi Arabia, pilots hardly communicate effectively with the control tower in Kano. Fevrier added: “In Kano, if you are coming from Jeddah

to enter Nigerian airspace, you can’t speak to Kano. You have to wait until you get into an 100 miles into Kano most times. “Haven said that even with the rains 200 miles from Lagos becomes 150 miles. We really have communication issues in the Nigerian airspace and that needs to be addressed urgently.” Speaking in the same vein, Arik Air Safety Manager, Captain Jide Bakare, said that the biggest issue that Nigerian pilots are currently grappling with is the problem of communication in the airspace. Bakare said: ”There are so many issues but communication is one of the biggest challenges that we face as pilots in Nigerian airspace. Captain Stephen has made mention of how difficult it is for us as pilots to communication while flying in the Nigerian airspace.”

Meanwhile, Retired Air Pilot, Captain Prekeme Porbeni, lamented that the Total Radar Coverage that NAMA often brags about that is working is absolutely wrong, stressing that the present day pilots in Nigeria are suffering while pilots in other nations around us are doing well because they have better airspace and good communication system. According to Porbeni foreign airlines often go through the airspace in Ghana before coming to Nigeria because they have a better airspace more than us. He said: “Repeatedly we kept on hearing the word; we have Total Radar Coverage. The answer is absolutely no. It is because any aeroplane or airborne machine flying in the Nigerian airspace can be detected but there is lack of communication between the pilots in the airspace and the Air Traffic Controllers at the towers.”

The Trade Union Congress (TUC) has said that lack of sincerity of purpose is the reason why Nigerian populace are yet to feel the impact of the fight against Corruption despite efforts put in by the Federal Government. This was contained in the speech delivered by the TUC President, Comrade Bobboi Kaigama, at the 11th Triennial National Conference of the Trade Union Congress of Nigeria with the theme: “Labour and Nation Building: The Place of Labour in National Politics”, held in Abuja on Thursday. He noted that the reason Nigeria has continued to cement its status as poverty capital of the world is because of the abysmal rising number of the poor which he blamed corruption and the government for it. “The history of corruption in our country is absurd. The more you fight the more perpetrators device new means. They can divert anything but cannot “divert” the country out of poverty. Cronyism, ethnicity and religion most times deflate the effort to redeem the country. There is no sincerity of purpose in the struggles. “Something is fundamentally wrong if about 61% percent which is 90. 8 million Nigerians are living in extreme poverty. Why won’t there be crime? In this era of next level, we consider it expedient that government put its acts together to enable Nigerians move freely and also sleep with their two eyes closed.” While lamenting that the economy is in dire strait, the TUC president lamented that those who are supposed to manage it are not showing promising signs on how to fix it. “Nigeria’s debt profile is over N24.3 trillion. It was reported recently that government wants to borrow more. Borrowing in itself is not a bad thing, the issue is what do you borrow for? Countries borrow for capital projects, and not to pay salaries. If we cannot bequeath wealth

committed to making Nigeria a better place. “We will try to create 10 million jobs yearly to continue to boost our economy and make live better for our people,” he said. He disclosed that the Federal Government is mapping out policies, measures and laws to maintain unity and at the same time lift the bulk of Nigerians out of poverty to prosperity despite the security challenges currently faced in the country. “The Security challenges we are currently facing are not insurmountable. I can report that we are meeting these challenges with much greater support to the security forces in terms of funding, equipment

and improved local intelligence. We are meeting these challenges with superior strategy, firepower and resolve. I can assure you that we will win the war against Terrorism, Kidnapping, banditry and Farmers-Headers clashes. “We have tried to build a solid foundation for our dear country in the last 4 years. These efforts have begun to yield results. The Economy is making a steady progress and our GDP is expected to grow by 2.7 percent this year. Our External Reserve has risen to $45 billion and can finance a number of our foreign commitments. “With the steps taken to

integrate rural economies to the national grid, provide credits and inputs to rural farmers and micro-businesses, as well as providing the enabling environment for business in Nigeria, our people will be liberated from the shackles of poverty.” While acknowledging the effort of the labour movement especially the TUC in the nation building, he said that his government believes in the welfare of workers, hence, his decision to sign the Minimum Wage Bill into Law. Speaking further, he called on both the State Governments and

the private sector to give their workers a decent living wage to encourage workers to contribute more to the nation’s economy. He also reiterated his commitment towards improving on the our National Development Plans and, initiatives, noting that concerted efforts will be put in areas of Agriculture, Education, Power and other infrastructure, Manufacturing and social intervention schemes as well as in building institutions and machineries to fight corruption. “We will promote Good Governance and fight corruption to a standstill. This Government will continue to build institutions

Yakubu has offices in all LGAs and whose staff work exceptionally hard when there are many more agencies with offices in all the LGAs that engage in very tedious national assignments, even with far less allocation than INEC. “What would the INEC Chairman say about an agency like the National Youth Service Corps (NYSC), which has offices in all the LGAs and yearly mobilises thousands of corps members across the country yet without incidences of inconclusive mobilisation or missing service materials?

“Furthermore, if INEC is the most improved institution and has nothing to hide as Prof. Yakubu claims, why is it afraid to allow an inspection or judicial audit of the sensitive materials and devices it used in the 2019 general elections, including its server?,” stated the party. The PDP, therefore, counselled the INEC Chairman to save the nation an unnecessary stress by admitting the obvious irregularities in the 2019 general elections and that the commission rigged the presidential poll for the All Progressives Congress (APC).

Accident looms as pilots lament poor communication in airspace Chukwuemeke Iwelunmo

Pilots flying in the Nigerian airspace have warned that urgent steps should be taken by the Nigerian Airspace Management Agency (NAMA) to address the communication problem that pilots are experiencing while flying in order to avert air accidents. They gave the warning during the Aviation Round Table Quarterly meeting themed: “Safety Challenges in Air Navigation and Air Traffic Service Delivery in Nigeria” at the Goldview Hotel & Suites, GRA Lagos. Speaking during the meeting, the Chief Pilot of Med-View Airline, Captain Stephen Fevrier, said that pilots are flying in an unsafe airspace in the country due to poor communication system. Fevrier, who scored NAMA about 50% based on their service delivery, stressed

Ukpono Ukpong In a bid to improve the livelihood of Nigerians thus liberating them from the shackles of poverty, President Muhammadu Buhari has said that his administration is determined to create at least 10 million jobs yearly. In his speech delivered at the 11th Triennial National Conference of the Trade Union Congress of Nigeria with the theme: “Labour and Nation Building: The Place of Labour in National Politics”, the President who was represented by the Secretary to the Government of the Federation, Boss Mustapha, said his government is

to our children why burden them with crazy debt? It is irresponsible of any parent to do such. “Comrades, why can’t we know the number of barrels of crude we refine. Is it rocket science to publish how much we make from oil? Why should individuals mine our solid minerals in Zamfara, Plateau, etc? With what the Federal Inland Revenue Service, FIRS, NIPOST, NNPC, NIMASA, NAPIMS and the monies recovered by EFCC and ICPC, Nigeria should not be borrowing. “Nigeria is the most populated country in Africa but not the most peaceful or successful. Our tale is that of anarchy and absurdity. Hardly a day passes by without news of killings, spate of bombing, assassinations, kidnappings, and suicide bombing. These seem to have overwhelmed our security operatives. Nowhere is safe now, including the home state of the President and the Minister of Defene, ” he said. On his part, human right lawyer, Mr. Femi Falana (SAN), called on the organised labour to partner with the Federal Government in the fight against corruption in the country. ‘‘The Federal Government must sit down with labour to ensure that the wealth of our country is not dissipated. ‘‘That is why I am going to call on Nigerian workers to collaborate with the Federal Government to fight corruption to a standstill, because you are the greatest victims of corruption,’’ he said.

Kaigama

Buhari promises 10m jobs yearly

and machineries to fight corruption. If we don’t kill corruption now, we will not have a country to handover to our unborn generations, hence, the need for everyone to be involved in this fight to finish. “My administration believes in the welfare of workers and that is why we have signed the Minimum Wage Bill into Law and implementation is underway. l employ both the State Governments and the private sector to give their workers a decent living wage to encourage workers to contribute more to our economy,” said President Buhari.

Benlakehal said such incidents in Tunis have been relatively rare in recent years with “the usual issues that Tunisia has with terrorism [occurring] away from the capital”. The violence came four years after scores of people were killed in a spate of attacks claimed by ISIL. Two of the attacks targeted tourists - one

Two suicide blasts have rocked the capital of Tunisia, killing at least one police officer and wounding several people. The first explosion on Thursday involved a suicide bomber who targeted a police patrol on Tunis’s central Charles de Gaulle Street, not far from the French embassy. One police officer was killed, while another was wounded, according to the interior ministry. Three civilians were also wounded. Body parts were strewn on the road around the police car, an AFP news agency correspondent reported. A loud explosion was heard

throughout the surrounding neighbourhood. A second attacker blew himself up shortly afterwards on a national guard base in the capital’s al-Qarjani district, the interior ministry said. Four security personnel were wounded in that attack. “At 11am (10:00 GMT) an individual blew himself up outside the back door” of the base, interior ministry spokesman Sofiene Zaag told AFP. The Islamic State of Iraq and the Levant group (ISIL) claimed responsibility, saying the “executors of the two attacks on Tunisian security elements” were its “fighters”,

Barcelona sign Brazilian goalkeeper from Valencia

B r a z i l i a n goalkeeper Neto is on his way to Barcelona from Valencia in an exchange deal with Jasper Cillessen, Barca’s backup ‘keeper heading the other way, the Spanish champions said Thursday. Neto, 29, has signed a four-year

deal at Camp Nou for 26 million Euros with nine million in add-ons and a 200 million release clause, Barcelona announced on their website. D u t c h m a n Cillessen’s departure in the opposite direction was announced the previous day for

a similar sum. He arrived at the Spanish giants in 2016 as understudy to MarcAndre ter Stegen. He never managed to unseat the German star who remains the first choice goalkeeper with Neto, 29, formerly of Fiorentina and Juventus, moving in as number two.

Afcon: Ecstatic fans celebrate Super Eagles qualification Ecstatic fans at the National Stadium, Surulere have congratulated the qualifications of Nigeria’s Super Eagles for the round of 16 at the ongoing African Cup of Nations in Egypt. Newsmen report that the Super Eagles of Nigeria became the first team to book a place in the round of 16 after defeating Guinea’s national team 1-0. The match played at the Alexandria Stadium saw Kenneth Omeruo flick a header into the net in the 73rd minute to give the Eagles the needed win to progress to the next round ahead of others. Speaking to newsmen after the match on Wednesday, Chairman, Sports Writers Association of Nigeria, Lagos chapter, Debo

Oshundun, congratulated the Gernot Rohr-led team on their qualifications, adding that there were more hurdles to cross. “It is a good result although a highly technical game. We still have more difficult hurdles ahead, but the most important thing is the maximum points. “Nigeria is lucky to have qualified for the next round ahead of others and I hope the spirit in the team will remain for us to go far. The money released by the Federal Government is also a motivation. “I pray that the team will be able to sustain the tempo and not underrate any team, especially now that we are playing Madagascar in the last group match. “We need to win the match as well

to serve as motivation for the team,” he said. A veteran journalist, Kayode Tijani said that the expectations from the team to do well in the competition was high, hence they must be ready to up their games. “Some of us have high expectation from the team; we expect them to do well, especially with their pedigree. For me, the tactics were good enough so far. “Everybody knows the Eagles character, and I will want them to push to the semi-finals, although other teams are also tough and not pushovers. “Also, I won’t like the team to be distracted by the issue of match bonuses, we need to prepare well ahead of the games,” he said.

Serena Williams headed to Wimbledon seeking return to form Serena Williams will bring her quest for a record-equalling 24th Grand Slam title to Wimbledon next week, where she will try to shake off a nagging knee injury and show the tennis world that her window of opportunity is still open. Williams has been stuck on 23 Grand Slam titles, one behind the all-time record held by Margaret Court for over two years and has shown little evidence of late that she will be able to snap that drought at the All England Club. “As long as she’s playing, she’s going to be a threat to win anything,” ESPN tennis analyst and former world number one John McEnroe told a conference call. “But it’s just now there are more things that can go wrong, I suppose, like more days where she might not have it and other days where players won’t give in as easily. So that just makes it more difficult.” The 37-year-old American’s time on the court has been limited to a handful of matches since the Australian Open in January, due in part to a knee injury that kept her from competing in a tune-up event ahead of Wimbledon, where the action begins on July 1. After losing in the third round at the French Open, Williams did not exactly sound her confident self when asked if she would have enough time to get in optimal shape for Wimbledon, where she is a seven-time winner. “I hope so. I’m still working on it and working on getting there,” said Williams. “So I think it will be, I think it is enough time. We’ll see, but I definitely hope so.” When Williams was at the peak of her career, she was so far above the competition that she could barrel her way through a Grand Slam draw even if she was having an

off day. But the combination of injury, a limited playing schedule and an increased standard of women’s tennis over the past few years have left many to question whether she can again triumph in one of tennis’ blue riband events. Williams won the most recent of her Grand Slam titles at the 2017 Australian Open when she was in the early stages of her pregnancy, which led to her taking a year off from competition. She came back with a bang in 2018 and in spite of not playing at her best managed to reach the final at both Wimbledon and the U.S. Open. “It’s hard for me to bet against Serena. Look what happened last year: Two finals in Grand Slams,” said ESPN tennis analyst and 18-time Grand Slam champion Chris Evert. “The one difference that I see in Serena is since she’s come back, she’s been one

or two steps slower than normal. I think that’s a little bit of fitness. I think it’s a little bit of match play. I think it’s a little bit of confidence.” Healthy legs are key to any player’s game, but perhaps even more vital for someone like Williams who relies heavily on her physicality and court coverage to set up big shots. Williams has been unable to deliver her trademark big serves on a consistent basis of late but will likely take comfort in the friendly confines of the All England Club given she is most effective on grass. But unlike in her prime, Williams’ rivals know she is not the same player she once was and do not walk onto the court nearly as intimated as they once were when facing one of the game’s all-time greats. “There are so many things that may be going against Serena, and she thrives on that, and she loves that, and that’s when she comes through,” said Evert.

Australia plot joint World Cup 2034 bid Australia and Indonesia have held talks about making a joint bid for the 2034 FIFA World Cup, despite Indonesia having previous involvement in another bid with Thailand to host the tournament. Football Federation Australia recently met Indonesian Soccer Federation officials to discuss aims to host the tournament at the Asean Football Federation Council in Laos. “Football Federation Australia confirms it has held discussions with the Indonesia Football Association (PSSI) about the possibility to jointly bid for the 2034 FIFA World Cup,” the FFA said. “An Indonesia-Australia joint bid was also discussed at last week’s Asean Football Federation Council meeting in Laos.” Indonesian media, citing PSSI secretary general Ratu Tisha, reported on Wednesday that the federation had decided to partner with Australia after Thailand had pulled out of the 2034 talks because they were “not ready”. A PSSI executive said the Indonesian federation would

be willing to work with “anyone” on a 2034 bid. “Of course we welcome it (a joint bid with Australia) and we will work hard to make it happen,” Yoyok Sukawi, a member of the PSSI’s executive committee, said. “Indonesia is ready to work with anyone, it can be ASEAN, it can be with Australia.” Despite apparently ruling out a 2034 bid, Thai Prime Minister Prayuth Chan-ocha said after the FFA announcement that 10 ASEAN countries would be bidding to host the tournament in 15 years time. Australia missed out on hosting the 2022 tournament to Qatar, but has launched an tender to stage the Women’s World Cup one year later.

The debate is on whether or not there was a ‘server’ and whether –if there was- it had been used for the 2019 elections. And so since the logic of law is both inductive and deductive, it has to be proved first that there was a ‘server’ before the right to ask to inspect it matures, and which should lead to confirmation it had or had not been used for the election. The Tribunal will have to deal with question such as: ‘what is it that constitutes the ‘existence’ of a ‘server’’? Is it the proof that a budgetary request for it had been made? Or that the NASS had approved the request? Or the President had assented and released funds for it? Or that INEC paid for the tools and services necessary for setting it up? Or that in fact it had set up a ‘server’, even if it did not use it? Or whether –even if it had used it- it had the backing of the law to. And so, it may be preposterous for the Tribunal, at this stage when the material ‘existence’ of the subject matter is still in dispute, to order its inspection. This’ll amount to the Tribunal preemptively accepting the ‘existence’ and ‘use’ of a ‘server’. Thus the condition-precedent for Atiku is first to prove not only that there was a ‘server’ but that it was used for the election. Thereafter -the condition-subsequent- is to prove that he (Atiku) is entitled to the right to inspect the ‘server’ to corroborate figures available to him which source he may have to prove was not from hacking. As the legal maxim says, ‘ex turpi causa, non oritur actio’ or ‘no action can be based on a disreputable cause’. Meaning, the court may refuse to enforce a claim arising out of the claimant’s own illegal conduct. Under the Law of Evidence the question of how Atiku obtained his ‘result’ will be at issue first before the ‘result’ itself qualifies to be issue. THAT FULANI VIGILANTE FOR THE EAST I read previously, Easterners admitting that some Igbo leaders were known to accommodate Fulani herdsmen, and from whom they collect regular tributes or engage them in the rearing of privatelyowned cattle. These Fulanis are

accepted by the people through the recognition of the Igwes; a relationship which dates back several decades with the Igwes In-Council adjudicate whenever Fulani cattle stray into Igbo farms. They impose fines to the extent of damage and or degree of carelessness occasioning the wrong. They also receive regular tributes, in cash or kind –in addition to fines which they may levy for over grazing. I confirmed this inter-ethnic relationship in 2002 when I visited Nnewi and we had to go on the outskirts of Ojukwu’s ancestral town to purchase a cow-gift which I presented at an ABC Nwosu event. I narrated this experience in my ‘Herdsmen and Tribalists’ where I confessed my pleasant surprise that the East had Fulani communities virtually indigenous to it. But I also wonder now, ‘where was Buhari or the Northern ‘hegemonists’ when this relationship was building up? Was it imposed by Northern leaders or governments headed by Northerners? Northerners had, and occasionally still do, pockets of problems with some of the Easterners that we accept to live in our midst. At one time even in the northernmost parts, 90% of armed robbers caught were always Easterners; but I have no recollection that we blamed the East or its leaders for this; nor did we ever attach to it any irredentist/jihadist intention, the way some easterners blame us for every criminal act allegedly by some of the Fulanis that they have beneficially permitted to live in their midst. MASSAGING ETHNIC EGOES Hatemongering, IPOBsympathetic politicians of the East have continued to massage ethnic egos; in feats of geo-political anger, lying to themselves that the Igbos do not need anything from Nigeria. Or that Nigeria has nothing to give to the Igbos. Yet in feats of geo-political greed they also demand one of their own be made President or that the position of the Senate President be conceded to them –as if these positions are appointive and not elective. By the way even if they are appointive, why should they be allocated to those who are

as undeserving of them as they are sure to be ungrateful having them? We have said that they should play politics of ‘give and take’, but they would not; to play politics of inclusion, they have refused; to play politics without bitterness they will not; to be real politik, they won’t try; and even to be Machiavellian so they can grab by ‘crook’, what they may not get by ‘hook’, they’ll not! Yet they insist they are ‘gods’ and will not kneel before men!’ Well then, they do not have to. But you should not want anything from anyone either. In politics you have to stoop to conquer! The Hausas say that the one who stoops for the midget by kneeling down, soon gains his height by standing up. And so said Achebe: ‘if you lie down for me and I lie down for you, it is a play’. Whence comes the arrogant idea that ‘gods’ kneel not to men? Well then ‘gods’ don’t ask or beg. They take! You can’t be ‘gods’ and can’t take at will. Said Abiola, ‘the hand of the giver is always on top.’ SOYINKA: NOT ABOUT ‘OLD AGE’ Those who have deplored the on-board conduct of the young man who insisted Wole Soyinka give him his seat appeared to be concerned only of culture or tradition. Not about who was right or wrong. Or not about the rules governing travels -especially by air. Because that too, is a tradition and needs, as much, to be respected. Morallyspeaking they say, ‘such a young man’ should not have done what he did to ‘such an old man’ –or to any old man for that matter. No one who is a product of, and respects tradition, will agree any less. But the reverse is equally the case, that legally-speaking (and morally-speaking too) ‘such a young man’, Soyinka (or any other old man for that matter) should not have done that to anybody. And it is the reason I admit that whereas morallyspeaking, both Soyinka and the young man were wrong, legally-speaking the Kongi was not right. It is inexcusable to leave your allocated seat and to occupy someone else’s. None should know this better than a much travelled Soyinka. (Read complete text on www.dailytimes.ng)

FIFA opens disciplinary case against Cameroon FIFA opened disciplinary proceedings against Cameroon after their 3-0 loss to England in the round of 16 of the Women’s World Cup on Sunday, during which members of the team became upset following two VAR decisions. Several Cameroon players remonstrated with the referee and for a long time refused to restart the match after England’s second goal was ruled offside and then allowed after a VAR review. Cameroon then thought they had pulled a goal back early in the

second half but VAR again ruled against them for a marginal offside — sparking more chaotic scenes. Cameroon defender Augustine Ejangue also spat on the arm of England forward Toni Duggan. The FIFA proceedings against the Cameroonian Football Association cover “alleged breaches related to article 52 (team misconduct) and article 57 (offensive behaviour and fair play) of the FIFA Disciplinary Code,” world soccer’s governing body said in a statement on Wednesday.

Ola Aina: I am not a finished product Super Eagles defender Ola Aina has played down the impression that his renewed form has made him a complete player following his excellent performance so far at the Africa Cup of Nations. The former Chelsea who narrowly missed out on selection for the Super Eagles last year’s FIFA World Cup has found his way into the starting line-up. ”There is still more to improve on because I don’t feel I am the finished product yet but I am enjoying my football right now and I am enjoying this team,” he told reporters after Nigeria’s 1-0 victory over Guinea on Wednesday. He agreed that joining Italian Seria A side has thoroughly improved his game and stressed that he can play as a right or left full back.

”Of course, last season going to Italy has helped me and I thoroughly enjoyed it so I feel like I have improved. A former England
