The cooperative alleged that having been duly verified by the CBN, it was qualified to participate in the ABP and submitted 952 names to NIRSAL and after due diligence 872 members were qualified for the programme. Narrating its claims in a statement issued on Monday, the cooperative said one of the component or requirements of the ABP is that the participating co-operative must have an off-taker; the off-taker for Hope Concept Co-operative is Agric Input, a subsidiary of Flour Mills of Nigeria Plc. According to the group, “Agric Input wrote a letter of expression of interest to NIRSAL stated that they will off-take for Hope Concept Co-operative provided that they will supply all needed inputs for Hope Concept Co-operative. NIRSAL did not raise any objection to the condition in AGRIC INPUT expression of interest. “Hope Concept Cooperative, the off-taker, insurance company and other stakeholders, the PMT deliberated and agreed on input suppliers, and cost. After agreeing on the cost, the EOP was signed by the off-taker, NIRSAL and Hope concept. “Another component of the ABP is the Town Hall meeting where members of the cooperative gather to approve the cost of cultivating a hectare of farmland as captured by the E.O.P. After the Townhall meeting, we expect that NIRSAL will disburse fund for the programme to take off,” the cooperative stated. The farmers further alleged

that while they awaited NIRSAL disbursement, they enquired from CBN why they have not received fund for the programme and were informed that “a credit advice dated 19th of July, 2018 instructing NIRSAL to pay Hope Concept N246.52million, which is the 85% of the approved amount of the Economy of production (E.O.P) as first tranche payment. “Going by this, we therefore make bold to say that as at today, 27th of August, 2018, Hope Concept Cooperative has not been mobilised to go to farm by NIRSAL, and NIRSAL has refused to pay AGRIC Input/Flourmill so that they can supply us with input. “Though we applied for ABP wet season farming, NIRSAL is frustrating our entire attempt to go to farm this wet season, making farming a risky venture for farmers,” the farmers stated. The farmers also stated that they would not pay the interests that have accrued on the ABP loan so far as its members have not received any input from the loan as at today, August 27, 2018. The farmers also called on the Economic and Financial Crimes Commission (EFCC) to investigate the activities of NIRSAL since inception, alleging further that NIRSAL was frustrating the agricultural vision of the Federal Government. When contacted over the matter last night, NIRSAL described the claims as baseless and unfounded. The agency added that it is “an ongoing campaign of disinformation against it,” saying that it would not be

blackmailed into handing over farmers’ funds to unqualified and dishonest middlemen. Also reacting to the issues, NIRSAL’s Head, Corporate Communications, Anne Ihugba, in a statement made available to The Daily Timeson Monday, stated that some persons and groups who claimed to be stakeholders or participants in various agricultural projects were orchestrating a campaign of disinformation and blackmail against NIRSAL. The statement reads in part: “In an effort to invest their bogus claims with invented credibility, these elements have been making the rounds of media houses with false claims that NIRSAL, itself a CBN-owned entity, is holding up funds released by the CBN under the Anchor Borrowers Programme (ABP). “Some of them have even gone as far as organising antiNIRSAL protests and press conferences citing documents that were still undergoing processing and funds yet to be released by the CBN. Others have also been busy whipping up sentiments against NIRSAL amongst farmers, who they claim to represent. “Our investigations reveal that among these elements are so-called “leaders” of farmers’ groups who did not meet the relevant criteria for participation in the ABP through the NIRSAL PFI window, by filing up registers of “cooperatives” they formed with fake names and unidentifiable persons. In this category also, are so-called “farmers” who do not have farmlands. “It is interesting to note

Abiri sues FG, demands N200m for 2 years detention Andrew Orolua, Abuja The Bayelsa State-based journalist who recently regained his freedom after two years in custody of the Department of State Service (DSS), Mr. Jones Abiri, has filed a suit before the Federal High Court in Abuja, seeking N200 million damages as compensation from the federal government for abuse of his fundamental human rights. In the suit filed by his lawyers, led by Mr Femi Falana (SAN), Abiri also named the DSS, Director General, DSS and the Attorney- General of the Federation (AGF) as codefendants to the suit. The journalist is further asking the court to declare

his incarceration unlawful. He is also asking the court to declare that the prolonged detention without trial violates his right to personal liberty, dignity of person, freedom of association and fair hearing among others. The plaintiff is asking the court to award a fine of N200million against the defendants in his favour as compensation for the wrong done to him as a person. When the case was called on Monday before the vacation judge, Justice Nnamdi Dimgba, Abiri’s lawyer, Samuel Ogala said that the matter was slated for hearing, adding that the defendants have not filed their responses. But one of the lawyers for the defendants, G. O. Agbadua, told the court that the time for their response

was still running, since the applicant served them on August 20. He added that the defendants have five clear days to reply and pleaded with the court to give his clients time to file responses in the interest of fair hearing. The judge obliged Agbadua’s request and adjourned the case till September 3 for further hearing. Abiri, a publisher of a Bayelsa State -based weekly paper, The Weekly Source, was arrested by operatives of the DSS in July 2016 and detained till July 2018 without trial. He was later arraigned before the court, following wide condemnation of his prolonged incarceration and was subsequently granted bail.

2019 polls: Hope rises as NASS joint c’ttee adopts N143bn INEC budget Henry Omunu & Tunde Opalana, Abuja A glimmer of hope on the early resolution of the impasse over the passage by the National Assembly of President Muhammadu Buhari’s request for the appropriation of funds for the Independent National Electoral Commission (INEC) to conduct the 2019 polls emerged on Monday, following the adoption by the joint Committee on Electoral Matters of the Senate and House of Representatives of the N143 billion requested by the Presidency as against the N189 billion demanded by the electoral umpire. In rejecting INEC’s budgetary request of N189 billion to conduct next year’s general election, the joint committee however, summoned the electoral body to appear before it today (Tuesday) to defend the request for funds from the Presidency. Our correspondents recall that last week, the joint committee was

split along party lines on whether to adopt the figure of N143 billion as requested by the Presidency or the N189 billion the INEC said it needs to enable it conduct the elections without the commission running into any hitches. While the All Progressives Congress (APC) members of the joint committee were in favour of adopting the entire amount requested by INEC, their Peoples Democratic Party (PDP) colleagues opposed the stand, insisting that the committee consider the budget based on the figure from the President since the balance of N45.6billion will be appropriated in the 2019 budget. According to the joint committee, it reserves the prerogative in approving either of the two figures (N143bn and N189bn) in contention after it met with the Minister of Budget and National Planning, Senator Udoma Udo Udoma, the management of INEC and the minister had informed lawmakers to use

their discretionary powers in approving whatever figure they deem fit. Udoma, last week told the joint committee that even though the N189 billion requested for by INEC was the same amount the President wrote in the covering letter to the National Assembly, but because of funding constraints, the President decided to seek the virement of N143 billion for INEC this year while the balance of N45.6 billion would be taken care of in the 2019 budget. “Mr. President will have no objection to the National Assembly approving the entire N189 billion INEC budget as long as it does not in anyway lead to increase in the overall size of the 2018 budget. “If this is to be done, the N45.6 billion the President in his letter proposed to be provided for in the 2019 budget, would also have to be vired along with the N143 billion from the N578 billion fund appropriated for in the 2018 budget by the National Assembly

for the additional 1,403 projects included in the budget. “Any of the two is okay for

the executive, except that if you approve the N189 billion through virement, the N45.6 billion planned to be captured in the 2019 budget, would no longer be part of the budget estimates for that year,” the minister had said. Chairman of the joint committee, Senator Suleiman Nazif (PDP, Bauchi), commenting on the stalemate then, remarked that the essence of inviting the minister, the Presidential Liaison Officer in the National Assembly, Senator Ita Enang and INEC officials was to enable Nigerians see that the consideration of the budget is transparent, nationalistic and nonpartisan. “It is our prerogative as a committee to critically look into all the details and recommend either of the two requests for approval by the committee of the whole at both chambers,” he said while adjourning the joint committee’s sitting sine die. However, when the joint committee resumed sitting on Monday, it endorsed the adoption of the initial N143 billion submitted by President Buhari. The lawmakers made the announcement after a closed door meeting chaired by Senator Nazif. Nazif, who read out the resolution of the joint committee to newsmen, said that “as you are aware, our last meeting was held on August 17. “We decided to resume today (August 27) to consider the harmonised budget of the Independent National Electoral Commission (INEC). “The joint committee has sat and we have deliberated on a position to adopt the N143 billion earlier presented to us by President Buhari. “It is the wish of this committee that INEC presents the N143 billion as requested by Mr. President. “This committee therefore adjourns and will reconvene tomorrow (today by 1 pm) to consider the N143 billion INEC budget”.

Osinbajo to state govt: Grant financial autonomy to judiciary Tunde Opalana, Abuja Vice-President Yemi Osinbajo has urged state governments that are yet to implement the Firstline Charge for Judiciary to do so for the improvement of the judiciary. According to Osinbajo, the development will give financial autonomy to the judicial arm of government at state level. Osinbajo stated this on Monday during the Nigerian Law School Class ‘85’ Reunion award ceremony at the Sheraton Hotels in Abuja. Represented by the Attorney -General of the Federation and Minister of Justice, Abubakar Malami, the Vice President said granting financial autonomy to the judiciary at state levels would bring about great improvement

in the judiciary. He said ,”I pray the Nigerian Bar Association (NBA) takes more Interest in the implementation process. “As at date, I’m informed that only few states have taken steps to implement this Constitutional imperative to guarantee financial independence for the judiciary. “Hence, the Bar, as well as the state legislature as public advocates and representatives need to monitor and guide compliance in the interest of the legal profession and public good. “As Federal Government, we are also considering some submissions as to the best way of ensuring implementation without infringing on the constitutional autonomy of states for ensuring any guaranteed principles of federalism.” In his remarks, the Chairman, Local Organising Committee of the

event, Senior Special Assistant to the President on National Assembly Matters (Senate), Senator Ita Enang, called on the group “as seasoned members of the law profession to constructively appraise actions of government. “And where necessary, criticise with suggestions any action of the Legislative or Executive arm of government for this will enable the government to know your thoughts and correct misrepresentation or redirect our actions to meet the greatest good of the entire country,” he added. Earlier, the Chairman of Class ‘85’ Nigerian Law School, Chief Emeka Ngige (SAN), said that the provision in the 1999 Constitution (as amended), which made for provision for financial autonomy must be adhered to.

“The Bar association had always clamoured that provisions in the Constitution should be implemented. The Judiciary should be able to have their allocations direct from the allocation to the state and spend it as other arms of government. So I support that law,” Ngige said. The Daily Times recalls that President Muhammadu Buhari had on June 8, assented to the Constitution Fourth Alteration Bill, which granted financial autonomy to the State Houses of Assembly and the States’ Judiciary. With the signing of the bill into law, the State Houses of Assembly would now operate like the National Assembly where Federal Ministry of Finance automatically transferred budgetary allocation direct to the account of the National Assembly.

Manufacturing, key to economic growth, development - Dangote Executive Director of the Dangote Group, Hajiya Halima Aliko-Dangote, has urged millennials in Nigeria and across Africa to diversify from service-oriented enterprises to manufacturing and agriculture in a bid to fasttrack the development of the continent and better life for its nationals. According to Halima Dangote, the economic realities around the world have shown that the way to go is agriculture and that the youths must take the lead more when most African countries are still grappling with low economic growth. Speaking at the 58th Annual Conference of the Nigerian Bar Association (NBA) in Abuja on Monday, Halima Dangote said African countries have groped in the dark for too long, saying that the time has come for the millennials to stand up to be counted as the future of the continent. In her paper titled “Roles of Millennials in Transition and Institution Building”, the Dangote Group Director explained that the youths have the potentials to turn around the fortune of the African continent. She stated that “Millennials are young ones born between 1980 and the mid-2000s, who account for 27% of the global population (about 2 billion people) and Sub-Saharan Africa alone is home to 13% of the entire millennial population, ranking second to Asia. She said, “Available statistics have also revealed that by 2025, 75% of the global workforce will be millennials, large enough to influence

consumer spending patterns; change consumer business models and impact the global economy. Most members of this generation are at the beginning of their careers and so will be an important engine for economic growth in the decades to come.” Amid intermittent applause from the lawyers, Halima Dangote stated that the theme of the conference which is “Transition, Transformation, and Sustainable Institutions” could not have come at a better time than now and therefore lauded the Association for coming up with a subject that Nigeria and Africa needed to discuss. She congratulated the outgoing President of the NBA, Mr. Abubakar Mahmoud (SAN) and the incoming President, Mr. Paul Usoro (SAN) and “all my learned friends here for successfully continuing with the vision handed down by the fathers and founders of the Association.” The Executive Director also urged millennials and other relevant stakeholders to exercise restraint in the face common desperation for wealth by their contemporaries adding that, “Success in entrepreneurship takes time, dedication and hard work. There is a need to disabuse our mind from the concept of overnight success. Industrialisation requires patience and perseverance.” She also spoke extensively on the successes recorded by the Dangote Group, founded by her father, Aliko Dangote, in creating numerous jobs and establishing value-adding

industries and contemporary businesses through importation, manufacturing and backward integration to generate and highlight local content for overall development. While noting that the achievement by the group did not come easy, Halima Dangote said “the Millennials should see these opportunities and diversify from serviceoriented enterprises to manufacturing enterprises. Manufacturing has the capacity to create numerous jobs, develop an economy, sustain jobs and open other linkages.” She noted that millennials are leaders in transition and are evolving. To her, “With smartphones and connections, the Millennials can exert much influence and swing the outcome of a situation. This confers on them great role and responsibility in shaping the outcome of policies and politics in a nation”. “Economic sentiments have turned sharply since 2015. The general consensus across sub-Saharan Africa’s two largest economies is that lack of employment opportunities poses a very big problem amongst other key societal issues identified through the Sustainable Development Goals (SDGs). “Despite these concerns, there is considerable optimism about the future, and millennials are increasingly getting more active in influencing and energising public opinion through social networks and creating mass movements. They are also actively leveraging digital

fluencies to improve public sector accountability; address global societal problems and drive civil society engagement. “, she stated. According to her, “Dangote Industries Limited is one of Nigeria’s foremost conglomerates with interests in cement, sugar, salt, flour, pasta, noodles, poly products, real estate, agriculture, logistics, telecommunications, steel, oil and gas, and beverages among others. campaigns. “It is gratifying to note that, courtesy of our humble efforts and the goodwill extended to it by the contestants and the Nigerian public, the 2015 national elections were conducted peacefully. “To his eternal credit, the then incumbent President Goodluck Jonathan, who lost the poll, had the magnanimity to concede defeat and congratulate the candidate of the opposition party. In the end, peace,amity and political stability prevailed in the land.” Abdulsalami further disclosed how the process that led to the transfer of power to a democratically elected leader in 1999 was achieved. He narrated that when he was appointed to lead the country in 1998, there was

political apathy and that the political class was already fatigued, with some voices wanting a return of the country to a parliamentary system of government. Also speaking at the event, former Chairman of the Independent National Electoral Commission (INEC), Prof Attahiru Jega stressed that while strong leaders and institutions are important for political transition, emphasis should not be placed on the strength of the leader at the detriment of the leader’s competence and disposition. He said, “To my mind, we need strong institutions; we need strong leadership but it is not just the strength of the leader that we require. What we require most is the competence and the capacity of that leader to take decisions and to be assertive in ensuring that those decisions are actually

implemented. “So we have to be very careful in thinking that strong leaders can really help. Just as a weak leader can wreck an institution, a

strong leader who has just that power and courage, if he lacks capacity, ability and competence to lead, could also wreck strong institutions,” he said.

Police arrest Nollywood actor, Jim Iyke for slapping Dana Air staff Chukwuemeke Iwelunmo, Lagos Nollywood actor, Jim Iyke, was on Monday arrested by the police, at the Murtala Muhammed Airport, Lagos, for slapping a security staff of Dana Air, simply identified as Suleiman. Our correspondent gathered that Iyke, who had arrived late for Lagos Abuja flight was reluctant to be screened by the security personnel of the airline. The insistence of one of them increased his aggression and he allegedly damaged some facilities at the airport terminal, which led to the airline inviting the police to handle the situation. According to the flight schedule, the said flight was to expected depart Lagos at about 12:15pm, but the actor arrived at the airport few minutes after. In local flights, a traveler is expected to arrive the airport and commence the check-in processes at least an hour before the flight. It was learnt that Iyke in the course of the aggressive behaviour was eventually arrested by the police and subsequently detained. Thereafter, he reportedly telephoned his lawyer who pointedly told him that his action was wrong. He was understood to have written a statement, apologizing for his unruly behaviour. Iyke was later checked in

According to Ezenwa, Iyke had arrived late for the flight, but because of his personality, the airline’s staff attempted to assist him in order not to miss the flight, but he was not satisfied with the secondary security check he was made to go through like any other passenger for security purpose. Kingsley said that “he came late for the flight and we were actually trying to help him. Someone was seeing him off to the aircraft and even at this, you have to go through the security checks. “But, he didn’t want to go through this and eventually became violent against the security personnel of the airline who stuck to the rules. He was unruly and gave our staff a slap. “Our security guys refused to let him go because he actually breached security and safety regulations. The airport police command intervened in the matter and he was arrested. He later wrote a statement and apologized after realizing his errors. There was a written statement by him. “After this we put him on the next flight, which was at 6pm out of Lagos”.

It is this latter category of “farmers” that are conniving with these so-called “aggregators” to confuse genuine farmers on the procedures and processes of accessing the CBN ABP facility. “We also have information that some “aggregators” have fraudulently collected monies from farmers promising to deliver loan facilities through the CBN ABP and other NIRSAL funding windows. “The objective of the campaign which is being waged on several media platforms is clear: to intimidate the corporation into releasing funds to unqualified and unverified entities under the NIRSAL window of the Central

Bank of Nigeria’s Anchor Borrowers Programme (ABP). “But this will certainly not happen because NIRSAL takes its mandate from CBN too seriously to fall for these underhand and unethical tactics. Fast track Ogoni clean up, Amnesty International tells FG Amaka Agbu, Port Harcourt Human Rights Activist and one of the founding members of Amnesty lnternational, Barbara Taft, has appealed to the Federal government to fast-track the cleanup of the oil impacted sites in Ogoniland. Speaking on the sideline of her visit to the family of the late environmentalist and playwright, Ken SaroWiwa, in Banee, Khana local government council in Ogoniland, Rivers State, she said that the appeal was necessary considering the suffering of the people in the oil impacted areas. She stated that quickening the clean up would reduce the health and other issues being suffered by the people to the benefit of the government and Nigeria at large. She said: “We also need to tell the government of Nigeria that it is in their benefit to clean things up faster here

because people are suffering, people are dying, people are having health issues. The Human Rights activist also called for local content in the cleanup process of oil impacted areas of Ogoniland as a way of creating jobs for the youths in the area. “I think that if we were able to convince the Federal government that cleaning up of the area would provide jobs and a number of good things for the people, it would benefit the government and Nigeria at large. There are other countries that have successfully cleaned up their oil impacted areas. I believe it will work here. But everyone has to be in the same boat rowing in the same direction.” She frowned at the failure of the Federal Government to provide potable water for the people of Ogoniland after years of UNEP report on the contaminated water consumed by the people of the area. According to her, “Water is

one of the many issues that need to be addressed. Anyone who can do so should write and tell the Federal Government and ask why the government is not providing water for the impacted communities in spite of all the promises. During her visit to Ogoni, the head of the Ken Saro-Wiwa family, Mr. Harry Wiwa, told the rights activist that the people of Ogoni were still dying from drinking polluted water and breathing polluted air. Wiwa said: “The pollution is so much that even the UNEP report showed that people were dying steadily from the pollution of the environment, water, and air and nobody cares about it.” Meanwhile the pro-Ken Saro-Wiwa group, going under the aegis of Ken SaroWiwa Associates, led by Mr. Gani Topba, has submitted series of petitions to Barbara Taft for onward submission to the international community.

2019 elections: Catholic Dioceses, monarchs offer special prayers for peace Bishop of the Makurdi Diocese, Wilfred Anagbe, has stressed the need for more prayers for the nation, particularly Benue to record an election devoid of rancour and violence in 2019. Anagbe made this assertion during an interactive session and prayers organised by the Catholic Church, traditional institution and other stakeholders towards peaceful elections in 2019. The event was co-organised by the Makurdi Catholic Diocese, and held at the Pastoral Centre, Makurdi. Over 306 traditional rulers, youths, members of the Catholic Women Organisation and Catholic Men Organisation and other stakeholders attended the prayer for a violence-free election in 2019. NBA conference and need for ethical reforms

As lawyers converge on Abuja today August 27, 2018 for the Annual General Conference of the Nigerian Bar Association, NBA, I wish to seize the opportunity of this momentous occasion to felicitate with all our learned friends who are undoubtedly among the most important stakeholders in our country’s fight against corruption. The legal profession is greatly admired for the noble role which Lawyers play in the administration of justice, promotion of the rule of law and ensuring the good governance of society. Nigerian lawyers have historically carried out these responsibilities to public acclaim. Unfortunately in recent times, the conduct of a few members of the Bar has become a source of worry. We are very worried that on a number of occasions, some members of the Nigerian Bar Association (NBA), have elected to side with those who do not want the good of Nigeria. I believe it is part of the professional ethical code of lawyers to ask questions as to the source of their clients’ wealth. While we are mindful of the fact that there may be more than one side to a situation which equally deserve of robust presentation and defence, we believe that no matter the positions we take on any issue,

Nigeria should come first. As many of you frequently say, justice should be a three-way street: justice to the victim; justice to the perpetrator of the crime and justice to the society. But, society is not served when prominent members of the Bar not only take clearly tainted briefs but even facilitate the commission of crimes by knowingly supplying the technical know-how and later, helping in the dispersal of the proceeds of crime. It is personally disheartening to see lawyers who invest their talents and expertise to advancing the cause of corrupt politicians and public officials. It is amazing that a senior lawyer can accept professional fees of N1.7 Billion Naira from a politician without scruples! The same lawyer with a turnover ofN3, 765,414,995.24 only paid valued added tax of N7, 051,928.24. The N300million cash payment which the senior lawyer received from a South South state government in an election petition matter in 2016 was never captured in his tax submissions to the Federal Inland Revenue Service. Yet when he got wind of EFCC investigation he was quick to take advantage of the VAIDS window as cover to shield himself from the Commission’s dragnet. Another senior lawyer who is quick to advertise himself as the

nemesis of the EFCC, has turnover of over N5.1billion with an assessed total tax liability of over a billion Naira between 2010 and 2017. Sadly, he merely declared a meager N8million as gross earnings for 2014 and 2015, and N10million for 2016. I can go on and on. The catalogue of brazen infractions by senior lawyers that borders on criminality is legion. The tragedy is that these so called smart senior lawyers are supposed to be role models for the young lawyers. Young lawyers who worry about their future and the future of the noble profession in Nigeria must rise today and demand the cleansing of the mercantilist tendencies of some of the learned silks. Today, I called on members of the Bar to spare some moments to reflect deeply on the ethical stock of the profession. Clearly, the time has come for members of the Bar to set new benchmarks for ethical conduct by members while drawing new inspiration to whip erring members in line. The NBA must strengthen its disciplinary mechanism and ensure that disciplinary measures are applied to every errant member no matter how highly placed. This will help to rid the profession of bad eggs and secure its credibility.

It is bad enough that our people are at the mercy of public officers who abuse our common patrimony for personal gain, it is worse to see lawyers who should rise above the rot become complicit in the mindless thievery. I expect members of the bar to frown at many of the shenanigans that still go on in court, especially the tendency by some very senior members of the profession to abuse the processes of court through frivolous applications intended to frustrate trial and outright intimidation of judges. Despite these shortcomings, the EFCC which I represent is still indebted to lawyers for the role they have played in our modest achievements over the past few years. Without the commitment and dedication of some members of the Bar, the Commission would not have secured a total of 158 convictions so far this year and 189 last years. Finally, I wish to leave members of the NBA with the wise words of our dear President His Excellency President Muhammadu Buhari, that “if we don’t kill corruption, corruption will kill us”. I once again invite you all to partner with the EFCC and the generality of Nigerians in the fight against corruption.

Nigerian consumers: CPC’s intervention and matters arising

In Nigeria, the ideas cycle runs through a ten-year loop. To describe this process differently, every decade our echo chambers regurgitate an idea, and ruminate over it with an intensity that nearly always belies its lack of freshness. Anyone who has followed the discussion around the Consumer Protection Council’s (CPC) recent interventions in the market would understand this process, while being forgiven the error of conflating the sharp edges of most contributions to the debate with insight into the question of the purpose of the regulatory function in a market economy. Yet, the conversation around the proper function of regulation in a market economy kicked off three cycles back. One of the biggest concerns on the “left” when the Ibrahim Babangida administration launched its deregulation and privatisation programme in the mid-1980s was that unfettered competition in the private sector would lead to a gouging of consumers and the denudation of workplaces. (Back to these themes later). What passes for the “right” in our space did not quite make the point, then, that properly designed, a regulatory framework could mitigate these downsides. But that far back, it was already obvious that the deregulation of an economy did not mean the absence of regulation. Professor Stephen Littlechild,

writing in a 2005 IEA/LBS Beesley Lectures on Regulation series XV, had described the approach to regulating privatised monopolies under Margret Thatcher as “competition where possible, regulation where not”. Not surprisingly, given how extensive the Thatcher government’s privatisation programme was, regulation was its biggest challenge. Again, the tension was between, on one hand, preventing public sector monopolies from turning into private sector monopolies, and continuing to foist on the customer sub-par performance, at cutting edge prices; and, on the other, from putting in place, according to Professor Littlechild, a regulatory environment that (1) protects utilities instead of consumers, (2) is “costly and intrusive”, (3) reduces “the incentives to efficiency”, while “providing the opportunity to ‘gold-plate’”, (4) distorts “outputs away from what customers themselves wanted towards what regulators wanted”, and (5) was “as likely to discourage or delay change and innovation”. Looking back at the U.K., today, and the plight of the “just about managing”, it is tempting to conclude that the regulatory environment that the Thatcher government put in place then is the source of today’s many social worries. But that would be to ignore the many years of rapid growth and industrial/economic stability that

those reforms were key drivers of. Consumers were spoilt for choice. And their pockets have been better off for it. But at some cost. The increase in the return to capital employed at the expense of wages is feeding resentment in society’s rust belts. And the gig economy threatens to make rust belts of every other sector of society. Still, this detracts from the thrust of this conversation. Of greater import was that so many years ago, the main aim of competition in an economy was recognised as “responding to the wishes of customers themselves, as encouraging efficient production and investment, as stimulating product differentiation and innovation, and as passing on these benefits to customers”. At least, this was how Stephen Littlechild put it in his paper. No less important was The Economist’s argument, several years back, in defence of the decision by our governments to transition the economy to a private sectorled growth model. The newspaper recognised that this process was always going to succeed on the back of the regulatory infrastructure put in place to support it. But then concluded that the economy lacked the domestic competence to man or implement the right levels of regulatory interventions. It proceeded to recommend the concession of the regulatory function for the different privatised industries

to foreign consultancy services based in the country ― at least until the local skills set caught up. As background to much of the conversation around the CPC’s recent interventions, the latter two concepts matter most. First, the worry over domestic regulatory competence is once again highlighted. While the CPC may justly claim that it was responding to consumer wishes, none of its actions could be construed as supporting a more efficient production or investment outcome, boosting product differentiation and innovation, etc. These shortcomings notwithstanding, there is also this difference to the new debate: this time the far bigger concern is over the framework within which regulators should function. Do you hobble a business even as investigation is afoot of possible infractions? More crucially, if “competition” in all sectors of an economy is the greatest protection that the consumer can be offered, and “regulation” (in the sense of active market place interventions) makes sense only where competition fails, what are the lessons from this recent experience? I would wager that the main lesson, especially when we erect regulatory functions in opposition to free enterprise, is the danger that our regulators may begin to substitute their own consciousness for the consumers’.

Editorial Commentary The economic burden of women in Nigeria, Africa

For so long, women and girls in Nigeria and Africa generally have faced discriminations and inequalities in the workforce which have not only impacted negatively on them, their families, communities, but the larger society. One thing is clear, in many communities and states, we have failed at all levels to enhance the economic wellbeing of women and girls, even though Nigeria and Africa in general have come to recognize that achieving gender equality and enhancement of economic status of women is the strongest anti dote to the reduction of poverty and crime in any given society. While most governments in Africa that the empowerment of women and girls is a key to unlock economic development, the fertility transition in Africa, an important factor in the sustained economic growth, has been much slowed than in other regions of the world which has not really serve the purpose of enhanced economic growth of women. It is trite that most government pays only lip services to this fights, others have taken it higher than just electioneering tools to the introduction of programmes to institionalise this greater purpose. Access to family planning and maternal health services, as well as education for girls, typically results in improvements in economic opportunities for women and lower infertility rates. No doubt, some governments in Africa are seeking innovative ways to improve and accelerate the demographic transition. In Nigeria for example ,where the fertility rate is 7-5 children per women which ranked the highest in the world. School for husband, an educational programme delivered by trusted traditional community leaders are flourishing across the country and highlighting the benefits of family planning and reproductive health. It is worthy to note that healthy, educated girls with equal access to opportunities can grow into strong, smart women who can take on leadership roles in their countries. Former President Ellen Johnson who leads the fight against Ebola in Liberia is an example. In the economic sense, there is large discrepancy in who controls the resources and access to the economy, and individual autonomy and the central voice in governments between the women and men. It is

established fact that African men have the highest and largest involvement in the activities of their countries. It has been painfully observed that when issues of national concerns are to be discussed and these issues which concern and involve the economic rights and enhancement of women at the highest echelon of governments, it is always defeated in the minds of everyone. This is basically due to the numerical advantages of men at that sphere of government. Women are then forced to accept results of men’s actions and usually nothing gets accomplished that can benefit the feminine gender. Women which are basically more than half of our continent’s population have been marginalized frontally and this have greatly affected their economic wellbeing and stability due to exclusions. Because women are continually marginalized and overlooked, it is therefore not shocking that they remain the poorest among the gender. As mothers and careers women of more than half of the population, their exclusion affects them and the economy of the excluding nations suffer greatly. Today the poorest people are women and children, and a system that generally affects the destiny of the majority makes the country poorer. Lets not be hypocritical about it, our womenfolk in Africa are the poorest in the world if recent data and results of researches carried out by reputable world organisations are relied upon. In Nigeria especially, the male gender continually subjugates the female gender to the point of abuse and manipulation of the economic and political space. Even though we have some African countries like Rwanda and Namibia making deliberate policy to give women equal opportunity in government positions , a lot still have to be done for us in Nigeria and Africa to attain the 30% affirmative action talk more of equal representation. This ugly trend has not made the womenfolk actualise their dream. Our women who are predominantly in squalor mostly in rural settings have no access to capital to invest in Agricultural and other small scale business activities. To state the obvious, they are peasant farmers whose cultural norms and traditional beliefs deliberately forbid them to be financially independent

OUR POSITION Direct primary, an idea whose time has come

T

he Nigerian political space is daily evolving with new ideas, development and initiative by key players aimed at making things better, yet daily people have reasons to complain about things in the practice of politics in the country that gives them concern. Why many believe that things will get better with time, it is a surprise that many people who should know how things are done in other climes where things seem to be working are among those who will fight such innovations being introduced in the country, especially when they suspect that such innovation will not benefit them personally on the long run. One such case is the recent introduction of the direct primary in electing party flag bearers as recently used by the Adams Oshiomholeled executive committee of the All Progressives Congress (APC) in the governorship primary for the Osun State election. However, though many people complained about the direct primary, alleging all manner of fraudulent activities in the process, there is no gainsaying that the boldness of the party leadership to introduce direct primary in the selection of party flag bearers is an idea whose time has come and rather than fight it, all lovers of democracy should join hands in ensuring that it not only works within the APC, but that other political parties including the main opposition, the Peoples Democratic Party (PDP), embrace it. Before talking about the gains that direct primary will bring into the Nigerian political space, it is important to first look at the shortcomings of the indirect primary, otherwise known as the delegate system. It will not be far-fetched to say that the indirect primary has created a system in the political space where money is the order of the day. It is a system where people are picked from the ward, local government and states, depending on the position being contested, to go into an agreed place to elect the party flag bearer. It is common knowledge that people fight to be elected delegates, not necessarily because they love the candidates or the party so much, but because they know the benefits of being delegates and it is also public knowledge that political office seekers have accused either party leadership or other contestants of hijacking delegates and preventing others access to them to campaign. But in reality, when politicians talk about not having access to delegates, it is actually talking about not having opportunity to buy them over to their side with cash. So, indirect primary has become a case of the highest bidder and the higher the position sought, the higher the benefit that accrues to the delegates. Indirect primary also encourages the godfather syndrome, where a powerful power broker in the particular party in the area seeks to control political activities in his zone and ensures all political office seekers in his area of influence differ to him and nobody can become anything unless he sanctions it. The direct primary as practiced in other developed political climes like the United States of America, from where Nigeria borrowed

its democratic system, sees to it that every candidate standing election is selected through the direct primary option by voting from state to state, which is why an African/American like Barack Obama and lately a non establishment businessman, without serious political affiliation like Donald Trump could emerge as American Presidents. Besides reducing the cost of prosecuting an election, which would mean that people with ideas but without deep pocket can successfully stand election, as the chances of buying all voters at the primary is seriously reduced, the direct primary also ensures that members of the party take ownership of it and have a say in who bears the party ticket. Direct primary will also help to grow the party as more persons who ordinarily will not want to register as party members because they believe they cannot have a say in the system will be more confident to register as members of the party, knowing that they too will participate in electing party flag bearers. The direct primary option in picking party flag bearers remains one option which will help develop the political space in Nigeria and create room for an all-inclusive system that will on the long run give the people not only a sense of belonging in the party, but a sense of co-owners of the party, knowing that their input counts within the system. Therefore, the direct primary option in the selection of party flag bearers is an idea whose time has come.

That is why we have no doubt in our mind that he is dead. “But this can only happen in Igbo land where we have cowards and lily-livered politicians as Governors and as leaders of Ohanaeze. The other day the Miyetti Alah leadership said should Saraki refuse to resign as Senate President, they will force him out, but till date, nothing has happened to them. They were not even invited by the police. “On our part, we have never carried arms for one day, neither have we ever threatened violence against any one, yet we are facing

inhuman treatment from security forces, with the backing of weak political leaders we have in this part of the world. “This is same way Uwazurike was harassed out of the struggle; same fate befell Nnamdi Kanu; now, the last man standing, Onwuka is being treated in most cruel manner. “We want to assure the governors and Ohanaeze that no matter how long it takes, a time will come for them to answer for this betrayal of the common course of Ndigbo simply because of the crumbs they are picking from Abuja as well as the fear of EFCC.” He called on the “the United States and her allies, the Amnesty International and all other international organizations to speak out against the injustice meted out to the helpless people of Biafra, whose sin is a demand for freedom in a non-violent way.”

2019: Ebonyi South APC urges stakeholders to support zone’s second term bid Edward Nnachi, Abakaliki The Ebonyi South Zone of the All Progressives Congress (APC) has called on stakeholders and party faithful in other zones to support its second term completion bid, a move it said would restore its dignity and redeem its image as good, respectful and hospitable people. Stakeholders of Ebonyi South Senatorial zone of the party made the appeal at a meeting held on Sunday, at Bombay Hotel in Akaeze, in Ivo Local Government Area of the state. In a document circulated shortly after the meeting, which was obtained by our correspondent, the party stalwarts in the zone delved into the historical and political antecedents that had, prior to the creation of the state bound both the Abakaliki Bloc and the Old Afikpo Division together. According to them, “If this appeal is adhered to, it will heal frayed nerves, disappoint our detractors who

want us to be disunited and also go a long way to satisfying the dreams and aspirations of our respected party leaders, who have on several occasions, unequivocally, stated that, only, with a united front, shall we bring down the incumbent in spite of our overwhelming membership and followership”. The document read in part, “Whereas, the political democratic process that commenced in the state in 1999, produced a Governor from the North Senatorial Zone of the state and ran uninterruptedly for a period of eight years, covering first and second tenures, unencumbered, from 1999 to 2007. “Whereas the Central Senatorial Zone of the state either by human arrangement or providence, enabled them to enjoy their first and second tenures, unencumbered, from 2007 to 2015. “And whereas, it is now the turn of the South Senatorial Zone of the state to enjoy their own turn without any brinkmanship or torpedo”.

It further said, “By corollary, politics being like a game, could be likened to a Football match where the first and second tenures of 8 years, could equal to the first and second halves of 90 minutes of play and when, a particular player is adjudged not to be playing well, it is the team that produced that player that would produce a replacement. “The Ebonyi South Senatorial Zone, we must admit, has produced a bad player. We are anxious to replace him with a better player, in order to restore our dignity and redeem our image. Briefing our correspondent further on the outcome of the meeting, the Financial Secretary of the APC in Ebonyi State, Comrade Okenwa Uka, said the parley gave stakeholders of the zone the opportunity to deliberate on the need to use the window provided by the Independent National Electoral Commission’s (INEC) extension of permanent voters card (PVC) registration exercise, to get numerous Ebonyians longing to join the party, to come on board.

Former Minister of Culture and Tourism, Chief Edem Duke, says disharmony in the state APC is about interests. Duke said this on Sunday when he commissioned a new Secretariat of the All Progressives Congress (APC). “There is no faction in Cross River APC; it is interest by various stakeholders in the party in the state. “However, this is good for democracy but we need to come together; reason together; and chart a new course for our great party,” he said. He advised APC faithful in the state to bury their interest and work for the progress of the party, adding that APC would be stronger if all members united and worked towards taking over the state in 2019.

Benue approves construction of 4 dumpsites The Benue Government has approved the construction of four additional refuse dumpsites across the state in order to ease evacuation of wastes being generated daily. The General Manager, Benue State Environmental Sanitation Agency (BENSESA), Mr Andrew Chile, stated this in an interview with newsmen in Makurdi. According to Chile, the sites will be located at Gboko Road, Naka Road, Aliade Road and North Bank. He said that the inability of the Agency to evacuate refuse because of absence of dumpsites would now be a thing of the past. The general manager assured residents that the designated dumpsites would be far from residential houses to avoid inhaling bad odour and contamination of ground water.

Police smash gay hideout, arrest 57 in Lagos ...Suspect says he was promised US visa to join gay club Joy Anyim, Lagos No fewer than 57 young men suspected to be involved in gay practices were on Monday paraded by the Lagos State Police Command. The suspects were allegedly arrested during an initiation ceremony in Kelly Ann Hotel cum Event Centre located on No. 3-7 Adenrele Street, Egbeda Lagos. The Lagos Commissioner of Police, CP Imohimi Edgal who paraded the suspects at the Command Headquarters in Ikeja said they were arrested on August 26th. Edgal stated that the arrests were made based on credible intelligence from men of the Lagos State Neighbourhood Safety Corps (LNSC). The State Police Boss said, “Intelligence

gathered revealed that some youths (males) will be initiated into a Gay/Homosexual Club between 1am and 2am. This action is contrary to section 1 (1) of Same Sex Marriage Act 2014. “Consequent upon this, operatives led by DPO Shasha and DPO Idimu stormed the venue at 2am. On arrival, young men numbering about 80 were met in a hall taking different types of drinks including banned substance like Tramadol, Shisha laced with substances suspected to be Marijuana (IGBO).” The suspects had fled the venue of the initiation on sighting the police. However the Police gave then a hot chase and arrested 57 of them. One of the suspects admitted to the crime while others who spoke with our correspondent maintained they were innocent and had only gathered for a birthday party.

The suspects also revealed that it wasn’t an all guys party as the police claimed, but that the girl who were arrested with them had been granted bail by the police. Madu Austin said truly he came to join the gay club where he was promised a visa to the United States of America. According to Austin, “I was taken to the gay party for initiation. It was James that took me there where they promised me a Visa to USA if I joined them.” Contrary to Austin’s confession, Obialo James who publicly declared he is HIV positive and a dancer said the police have no proof that they were gay. James said, “I am a 20 year old dancer. I had only gone to that hotel because a birthday celebrant had called for my services. The truth is that the police have no proof that we are actually gay.”

The federal government has approved N2 billion as take-off grant for the Nigerian Army University, Biu, Borno state. Speaking while receiving the Chief of Army Staff, Lieutenant General Tukur Buratai in his office on Monday, the Executive Secretary of Tertiary Education Trust Fund (TETFund), Dr. Abdullahi Baffa, stated that the funds would be released soon when the federal government approves the disbursement of the 2018 allocations to beneficiary public tertiary institutions in the country. “The federal executive council has approved N2billion for the establishment of the Nigerian Army University in Biu, Borno state. I also want to congratulate the chief of army staff and the entire Nigerian Army in the tremendous successes that are being recorded in the fight against insurgency, militancy, rustling, brigandage and in the fight to keep Nigeria one. “Congratulations for such huge successes that are being recorded and we will continue to see them record more success in their quest to keep us safe, to keep us being one,” the TETFUND boss said. ‘Common intention renders group guilty of crime’ This is an appeal against the decision of the Court of Appeal Benin Division , herein called court below, which judgment was delivered on 10th day of March,2011. The appellant Godwin Alao was tried along his younger brother (a minor), Omokhefe Also, for the murder of Edwin Asaba Movie (M) on 19th June 2007. The appellant stood as the 2nd accused person. Prior to the 14th day of February, 2005, the deceased brothers and the appellant and his brothers had some misunderstanding which led to PW1 Movie Julius and his brothers including the deceased to report the matter to the police, notwithstanding that, the misunderstanding generated into serious fracas where the appellant,(Godwin Alao) held the deceased person and his younger brother, 1st accused person (Omokhefe Alao) and one Ede Moses stabbed the deceased to death. CHARGES COUNT 1. Conspiracy to murder punishable under Section 516 of the Criminal Code Cap. 48 Vol. 11 Laws of Bendel State of Nigeria, 1976 applicable in Edo State of Nigeria. PARTICULAR OF OFFENCE Omokhefe Alao and Godwin Alao on or about the 14th day of February, 2005 at Sabongida -Ora in Sabongida -Ora Judicial Division conspired with one another to commit a felony to wit: Murder. COUNT 2 Murder punishable under Section 319(1)of the Criminal Code Cap 48 Vol. 11Laws of Bendel State of Nigeria, 1976 applicable in Edo State of Nigeria. PARTICULAR OF OFFENCE Omokhefe Alao and Godwin Alao on or about the 14th day of February, 2005 at Sabongida -Ora in Sabongida -Ora Judicial Division murder one Edwin Asaba Ovie (M). The charges were framed contrary to Sections 516 and 319 (1) of the Criminal Code 48 Vol. 11Laws of Bendel State of Nigeria, 1976 applicable in Edo State of Nigeria at the High Court of Justice Edo State in Sabongida -Ora Judicial Division before Hon. Justice E.A.Edigun J, Each of the two accused persons pleaded not guilty and testified in his defence and called witnesses in his defence. Prosecution called five witnesses and tendered four exhibits. The trial court after considering the testimonies found the two accused persons guilty as charged but the appellant (2nd accused ) was convicted alone of murder and sentenced to death. The Judge, Edigun J. held :” The offence of murder having been proved against the 1st and 2nd accused persons beyond reasonable doubt........ I convict the 2nd accused person accordingly. Section 16 of the children and young persons law states that the words “ conviction “ and “ sentence” shall not be used in relation to a child or a young person so can only enter a verdict of guilty

for the first accused person which I have already done above.” Dissatisfied with judgment the appellant appealed to the Court of Appeal Benin Division but it unanimously upheld the decision of the trial Court. Not satisfied, the appellant approached the Supreme Court that the lower court erred in its judgment. From the evidence ,there is no gain saying that death of the deceased was established,as well as the fact that caused the deceased victim the wounds he sustained that led to death. There was no evidence to show that the caused of death is attributed to another factor. The trial judge had concluded thus on the issue of contradictiond in the case of the prosecution as follows: “ ....The evidence of the witnesses were not materially discredited under cross- examination to render them incapable of belief. They were eye witnesses of the act of the 1st and 2nd accused persons in which the 2nd accused persons held the deceased down for the 1st accused to stab. They gave convincing account of what had happened from the time they got to the scene and what they saw. Their evidence is direct cogent and convincing. “ The above finding of fact to my mind, has not been shown by the appellant to be perverse. From the evidence adduced in the case ,there is in my view no dispute whatsoever, that the 1st accused stabbed the accused after the appellant held him (deceased). On the whole, considering the surrounding circumstance of the instant case, the evidence led by the prosecution on the point were consistent and in consonance with each other, rather than contradictory or conflicting as being suggested or argued by the appellant counsel. For the avoidance of any possible doubt, it needs to be stressed again here that whether that the appellant, herein, had held the deceased for the 1st accused person to stab him or not is even immaterial. This is because as I said earlier in this judgment,

where common intention, among several participants in a crime is established against those who are jointly charged of committing such crime it is enough to prove that they all participated in the crime .What each did in furtherance of the commission of the crime is immaterial .The mere fact of the existence of the common intention manifesting in the execution of the common object is enough to render each of the members of the groups of the accused persons guilty of the offence by virtue of the provision of Section 7 of the a criminal code Act. By the provision of Section 7 CC of criminal code every person who aids another in the commission of an offence is deemed to have taken part in committing the offence. and could be charged with the actual offence. I, accordingly do so. In considering the totality of the evidence adduced I have not seen any cogent reason to fault this decision of the of the trial court that is not perverse, affirmed by the lower court. Nigeria’s GDP growth falls to 1.50% in Q2 2018 -NBS Mathew Dadiya, Abuja Nigeria’s Gross Domestic Product (GDP) growth has declined from 1.95 per cent recorded in the first quarter (Q1) 2018 to 1.50 per cent in the second quarter (Q2 2018) indicting a 0.45 per cent contraction. The National Bureau of Statistics (NBS) in a report released on Monday, shown that the economy grew by 0.72 per cent in the same period in 2017. Largely dependent on its rich crude reserves, Nigeria’s economy began climbing out of its first recession in 25 years in 2016 as President Muhammadu Buhari’s government implemented the early stages of a turnaround plan. But the pace of recovery has been relatively slow, and since the beginning of this year has again

started to dip. For instance, the oil sector shrank 3.95 percent in the second quarter, the National Bureau of Statistics said. Oil production dipped to 1.84 million barrels per day (mpbd) from 2 mpbd in the first quarter. However, the NBS reported that for the first time since the exit from recession, growth was driven by the non-oil sector which grew by 2.05 per cent represented the strongest growth in non-oil GDP since Q4 2015. Non-oil GDP growth which was -0.18 per cent in Q1 2016, -0.38 per cent in Q2 2016, 0.03 per cent in Q3 2016, -0.33 per cent in Q4 2016, 0.72 per cent in Q1 2017, 0.45 per cent in Q2 2017, -0.76 per cent in Q3 2017, 1.45 per cent in Q4 2017and 0.76 per cent in Q1 2018 grew strongly in Q2 2018 by 2.05 per cent. Non-oil growth was driven by transportation which grew by 21.76 per cent supported by growth

in construction which grew by 7.66 per cent and electricity which grew by 7.59 per cent. Other non-oil sectors that drove growth in Q2 2018 include telecommunication which grew by 11.51 per cent, water supply and sewage which grew by 11.98 per cent and broadcasting which grew by 21.92 per cent. The non oil sector performance was however constrained by Agriculture that grew by 1.3% compared to 3.00 per cent in Q1 2018 and 3.01 per cent in Q2 2017. Q2 2018 GDP growth was also constrained by oil GDP with crude oil and gas production contracting by -3.95 per cent compared to 14.77 per cent in Q1 2018 and 3.53 per cent in Q2 2017. Services GDP recorded its best performance in 9 quarters, growing by 2.12 per cent in Q2 2018 compared to -0.47 per cent in Q1 2018 and -0.85 per cent in Q2 2017.

Facebook removes 5,000 religious, culturally biased Ad terms Godwin Anyebe In fresh attempt designed to prevent discriminatory ad targeting, Facebook is removing thousands of options that could show bias against different religions, races and cultures. Facebook recently said it would discontinue 5,000 terms that could target people interested in Passover, Evangelicalism, Native American culture, Islamic culture, Buddhism, and much more, according to a blog post from the social network. While Facebook does not categorize people by their race or ethnicity, advertisers could target people “interested in” certain cultures. For instance, a person “interested in Passover” could be

Jewish. A bad actor could use such targeting options to discriminate against Jewish people by not showing them ads for housing, jobs and educational opportunities. Legitimate advertisers typically exclude certain segments from seeing their campaigns to avoid serving ads to unnecessary or redundant audiences, but the option could also be used by bad actors to discriminate. “While these options have been used in legitimate ways to reach people interested in a certain product or service, we think minimizing the risk of abuse is more important,” the blog post read. “This includes limiting the ability for advertisers to exclude audiences that relate to attributes such as ethnicity or religion.”

Non-0il sector growth delights FG – Minister Mathew Dadiya, Abuja The Minister of Budget and National Planning, Senator Udo Udoma, on Monday said government is encouraged by the continuing growth recorded in the non-oil sector, which grew by 2.05 per cent in the second quarter of 2018. This, according to the minister shows that the implementation of the targeted policies and programmes of the Economic Recovery and Growth Plan (ERGP) is yielding positive results. The Minister, while reacting to the latest NBS Report on the economy, said that he was happy to see that the Nigerian economy has continued to register positive growth in the first and second quarters of the year in spite of the security and other challenges faced by the country. He emphasized that the focus of the ERGP is on diversifying the economy away from dependence on the oil

and gas sector and was encouraged that efforts are yielding fruits by the continuing growth in the non-oil sector.. The Minister noted that the 2.05per cent growth in the non-oil sector represents the strongest growth in the non-oil GDP since the fourth quarter of 2015. He regretted that there was a slight drop in real GDP growth rate for the second quarter principally as a result of the contraction in the oil sector. He noted that the contraction in the Crude oil and Gas sectors is attributable to some production issues which are being addressed by NNPC. For instance, Udoma said average crude oil production was only 1.84 million barrels a day in Q2 2018 as opposed to an average production of 2 million barrels a day in Q1 2018. He is optimistic that once these issues are addressed we should be able to, once more, achieve positive growth in the oil and gas sector. As he has repeatedly emphasised,

the Nigerian economy needs growth from both the oil, as well as the nonoil sectors, to achieve its ERGP growth targets. Udoma said “Another area of concern for Government was the slightly weaker growth in the Agriculture sector which slowed to 1.19% in the second quarter in 2018 compared to 3.0% in the first quarter of 2018. “This is partly attributable to security challenges mainly in the North East and North Central zones.” He said, these security challenge affected activities of farmers with the resultant impact on commodity output; indicating that the various measures being taken by government to tackle the situation is already reducing incidents of violent conflicts and other disruptions to farming activity. The Minister therefore expects to see a rebound in growth in the Agriculture sector in subsequent quarters.

He showed happiness that the Industry has continued to maintain a positive growth rate as a result of the performance of Manufacturing and Solid minerals which retained positive growth of 0.68% and 5.24% respectively in the second quarter of 2018; while the Services sector recorded its best GDP performance in nine quarters, growing by 2.12% in the second quarter of 2018 compared to a contraction of -0.47% in the first quarter of the year and of -0.85% in second quarter of 2017. The Minister was encouraged by these GDP growth results which he said is also consistent with improvements in other indicators including inflation and capital inflows, amongst others. “The NBS Report shows that headline inflation has consistently declined every month since January 2017 through July 2018 from 18.72% to 11.14%. “The consecutive disinflation year on year, which is the eighteenth in a row, has resulted in the lowest rate of inflation since June 2016,” he stated.

Nigeria export to Denmark hikes by 157 % in Q1 2018 Mathew Dadiya, Abuja Denmark ambassador to Nigeria, Torben Gettermann, says Nigeria export to Denmark rose by 156.6 per cent within the first three months of 2018 compared to the same period in 2017. Gettermann, who disclosed this in Abuja noted that importation from Nigeria to Denmark rose from 173, 000 dollars to 1.1 million dollars, during the period under review. He said that the trade volume was too small; hence, he was

in Nigeria to enhance the trade relations between his country and the largest economy in Africa. According t him, we have had a trade imbalance; we have imported so much from Nigeria than we have exported. “At the height of it, it was basically twice as much or thrice as much from Nigeria than what we exported, because we were importing crude oil and this has gone down”, he said. He added that there was a significant drop in 2016 and even 2017, but it is going up again slightly in 2017 and it seems to be going up too in 2018.

Foundation to empower 5, 000 youths, women in skills, vocational trainings Ladesope Ladelokun A group, the Dr. Oluseye YomiSholoye Foundation, has put machinery in motion to commence empowerment programme for thousands of youths and women in Lagos State and beyond. The beneficiaries being targeted by the Foundation are members of the Cherubim & Seraphim organisation across board. The plan of the Foundation was made known in Lagos, on Wednesday, during the official unveiling of the New Seraph during a dinner held at the prestigious Oriental Hotel, on Victoria Island, Lagos. Founder of the Foundation, Dr. Oluseye Yomi-Sholoye, in his speech to members of the church organisation, said the scheme was aimed at taking youths out of total dependence on stipends provided for them by their parents to becoming employers of labour. Her words, “many of our youths

today lag behind their peers in the scheme of things in the society of which we Seraphs are a part. “So, in order to correct this imbalance, there is need for aggressive youth empowerment programmes, scholarships to our youths from well-to-do Seraphs, vocational and skill acquisition trainings for them, donation of educational materials to those not so privileged among our youths. “When these are done, there will be creativity and innovations from the youths which, in turn, will advance the course of our church and its people.” Dr. Yomi-Sholoye said that about 5, 000 youths are being targeted in the first phase of the scheme when it eventually rolls off. In his speech at the occasion, Supreme Head of the C&S Unification Church of Nigeria, His Most Eminence Solomon Alao, said the church welcome any idea by its members and those outside to lift members, especially youths, out of the poverty line.

“In the first three months of 2018, our import of goods from Nigeria worth Danish Krone (DKK) 1.1 million ($173,000). “This represents a rise of 156.6 per cent in relation to the same time period in 2017 DKK 400,000 ($64,000),” the envoy said. He explained that Denmark import from Nigeria totalled DKK 367 million ($57.2M) in 2017 which is a rise of 11.8 per cent relative to 2016. “The commodity group with the highest import value to Denmark in 2017 was petroleum, petroleum products and related materials worth DKK 365.3 million ($57m). “Our import of services from

Nigeria totalled DKK 1.1 billion ($800 million) in 2016,” he said. The envoy explained further that Nigeria was Denmark’s 74th largest export market (goods) in 2017. He said that export of goods from Denmark to Nigeria worth DKK 573 million ($89.3M) in 2017, accounting for 0.09 per cent of total Danish goods exports. He, however, said that goods exported to Nigeria fell by 4.3 per cent in 2017 in relation to 2016, adding that in 2016 goods worth DKK 328 million ($45.2m) was exported to Nigeria while goods worth DKK 367 million ($58.9m) was exported to Nigeria in 2017.

7264 N-Power beneficiaries assume primary assignment in Abia Sunday nwakanma, Umuahia Having successfully completed their N-Power programme, a Federal government initiative in partnership with state governments, 7264 successful beneficiaries has been posted to places of their primary assignment in Abia State. The Special Adviser to the Governor of Abia state on Youth Development, Chinenye Nwaogu who disclosed this to newsmen in Umuahia said this is the programmes second batch placement with an increment of 3027 from the first batch that had a total of 4237 persons in Abia. Nwaogu, who is also the Focal person for N-POWER and Social investment Programme,adding that the 7264 persons were successful out of the 35,000 that applied for the programme in Abia state. “After careful and free selection by the national office, coordinated by the office of the Vice President 10,000 applicants were selected for verification”, he pointed out. According to him, more than 9011 selected applicants showed up for the verification exercise, with some disqualified over fake certificate, while 7264 were successfully verified. Nwogu noted that the beneficiaries were drawn from the 17 Local government areas of the state. He gave the summary of the spread of the beneficiaries as follows: “There are 1517 beneficiaries from Abia North Senatorial district, and 835 of them are posted to work under N-Tech, 433 are working under N-Agro, while N-Health has 149 beneficiaries. “Abia Central has 2933 beneficiaries from the six LGAs that make up that district. N-Tech has 1612 persons N-AGRO has 1033, while 288 were posted under N-Health.” “We have more beneficiaries from Abia south senatorial district. 2914 beneficiaries from this district were posted to work at various MDAs and parastatals of the state.

According to him, “because Nigeria has two main religious groups, the Christians and the Muslims, often times, the leaders of these two great religions have different perception on some developmental challenges in the country, and in turn pass their view to their respective followers to imbibe. “Legacy Initiative International seeks to bridge the communication gap that clearly exists on some national issues between the leadership of these faith groups, especially on political issues.” He noted that his interaction with some leaders of these two religions

have given him hope that a new Nigeria is possible, “I am happy to announce to you that we have met with leaders of these two religions, we met them privately and publicly and we are overwhelmed by the enthusiasm and the readiness as expressed that it is time we come and work together, because we have played on the sentiments of these two religions for too long to the advantage of very few. “Somebody told me a story yesterday, I was at the residence of a former President, he said as a private secretary to the Sardauna, that when he the Sardauna goes to the mosque every Friday that he goes into the house of Catholic Priest, who shares a fence with the mosque, there he will eat and do his ablution and drop his shoes, after prayers he comes back there, wears his shoes goes into his car and leave. “We have therefore decided to go back to those times, I can cite many other examples, where the Christian leaders will sit down with Muslim leaders and look critically at the

battles we have fought in this country for development and unity. “If Dubai could be where it is 30 years ago and today Dubai has become the envy of Nigeria, because there is no high rise in Dubai or China that is more than 35 years old, today they took a decision to move forward, then we are ready to make Nigeria take that same decision today. “Today, Nigeria needs to take that decision that we are moving forward and challenge ourselves that in the next one decade or so we want to be among these other nations that are considered the best. If we must do this, those sitting across the table must look critically across the table, they must not be partisan, they will not be political, they will not have religious or ethnic bias, they will look at the best 11 that can run this country, at all levels, you will find them out for all of us, from the mosques and the churches, we shall go and say these are the best people that can govern this nation and we shall therefore vote for them without thinking of any political consideration. “We believe that such people who believe that they have the wish and prayers of those we call men of conscience, we go into power conscious that the whole country is behind them, they will come out strong and wherever any of them fails they will also know that there are consequences, because the nation shall call them to answer,” he said. The Sultan, the Ooni and the Aalafin who were all represented all advised Nigerians to be ready with the Permanent Voters Cards to vote wisely in coming elections with only one consideration in Mind, the progress of Nigeria. Ike Nwachukwu said he has been bothered over time because of the difficulties Nigerians put upon themselves because of wrong choices, adding that this is another time for Nigerians to put political considerations aside and vote for the common good.

APC will 2019 election with wide margin in Lagos – Balogun Chairman of the Lagos State chapter of the All Progressives Congress (APC), Alhaji Babatunde Balogun has said that the party will win the 2019 election with wide margin in the state. Addressing members of the APC in United Kingdom, who visited him at the party secretariat in Lagos, Balogun said his predecessor Otunba Dele Ajomale never lost any election when he was the chairman of the party, adding that APC’s winning streaks under Ajomale set a standard which must be built upon. He noted that the party was working hard to ensure the oppositions were defeated overwhelmingly in 2019. He thanked members of the UK APC for their unflinching support, stressing that the party would continue to need them for the coming election. He said: “There is no doubt that my predecessor never lost any election in Lagos. He laid a solid foundation and it is left for me to take the challenge. INEC denies discriminating against hijab wearing Muslim women at registration centres The Independent National Electoral Commission (INEC) has denied claims by the Muslim Rights Concern (MURIC) that some Muslim women are being denied registration in the ongoing voters’ registration exercise in Lagos State, over their refusal to remove their hijab before capturing in parts of the state. In a statement by the electoral umpire signed by its PRO in Lagos State, Mr. Femi Akinbiyi, the Commission said the claim is total falsehood as nothing like that was happening anywhere in Lagos State. The statement which reads in parts said, “The attention of the Independent

National Electoral Commission, Lagos state has been drawn to a press statement issued by the Muslim Rights Concern (MURIC) where it was alleged that: “Thousand of Muslim women from South West may not be able to vote in the 2019...” “The leader of the organisation, Ishaq Akinola went on further to say that ‘Muslim Women are being asked to remove their hijab before capturing can take place.’ He however made a particular reference to a registration centre in Agege Local Government of Lagos State.” The statement however added that, “It should be stated here that the

statement is not true. A lot of Muslim women in hijab across the twenty local government areas of Lagos State have been captured, and are still capturing since the commencement of the exercise. The records are there to support our claims. “The standard practice we adopted in all our Registration Centres is for INEC women officials to capture all Women in hijab’s biometrics in the open, while their faces alone were captured inside a confinement set aside for the purpose without necessarily exposing their ears or part of their hairs. “Where we are operating under the canopy women rappers are being used

to screen off the Muslim women from the public view. This approach is known and approved by some of the Muslim coordinators who have been interfacing with some of our Electoral Officers since the commencement of the Continuous Voter Registration exercise. “The same approach is being adopted in Agege Local Government Area where the Electoral Officer confirmed that registration of Muslim women in hijab is going on smoothly, and that she received no complaints of any issue with women in hijab from any quarter. “We want to also place it on record that religious fanatism has no place in the Lagos office of the commission.

Muslim brothers and sisters in the office are operating as one family and are also part of registration officers found in all the INEC local government offices in the state, and even celebrated the last Ileya festival harmoniously with people of other faith in the office. “We therefore enjoined the good people of Lagos State to disregard the said statement, if care is not taken can cause religious unrest in the state which nobody is ready for. The best approach in our thinking to sensitive issue like this is dialogue. The Commission’s doors are open for dialogue on this and any other activities of the commission that need further clarification,” it said.

US, Mexico reach NAFTA deal as attention turns to Canada US President Donald Trump has announced a new trade “understanding” with Mexico that could overhaul the existing North American Free Trade Agreement (NAFTA), putting pressure on Canada to agree to new terms on auto trade and other issues in order to remain part of the three-country pact. Addressing reporters in the White House Oval Office on Wednesday, Trump praised the preliminary agreement as an “incredible deal” for both countries. But the president hinted that all might not be smooth sailing from here, suggesting he could cut Ottawa out of the deal reached with Mexico and adding that he wanted to change the agreement’s name. “They used to call it NAFTA. We’re going to call it the United States-Mexico trade agreement. We’ll get rid of the name NAFTA,” Trump said, adding that he would call Canadian Prime Minister Justin Trudeau to begin negotiations with the treaty’s third party “very soon”. Mexican President Enrique Pena Nieto spoke to Trudeau on Monday and urged Ottawa to rapidly rejoin the talks with the goal of getting a final NAFTA rewrite this week. Without Canada, the US’ number two trading partner, it’s unclear whether any new US trade agreement with Mexico would be possible. Under Monday’s preliminary agreement, Mexico agreed to ensure that 75 percent of automotive content be produced within Mexico and the US, up from the current 62.5 percent, according to the Office of the US Trade Representative. The preliminary deal also says that 40 to 45 percent of the auto content must be made by workers earning at least $16 an hour. Negotiators have been shuttling back and forth between the three countries for months to try to iron out the bilateral stumbling blocks, including rules for the auto market, before the end of August. Talks ground to a halt in May, in part due to the July 1 presidential elections in Mexico. The trilateral treaty has been a key target in Trump’s aggressive trade strategy and he has repeatedly threatened to scrap it altogether, branding it a “disaster”. But after a year of intense negotiations to salvage NAFTA, US and Mexican negotiators are eager to seal a new deal before Pena Nieto hands power to

President-elect Andres Manuel Lopez Obrador on December 1. For that to happen, US Congress must be notified 90 days in advance, which means the administration must send the notice by the end of the week. A Canadian foreign ministry spokesperson said earlier on Monday that Ottawa was encouraged by “progress” between the US and Mexico, but cautioned that any new version of NAFTA would need to be beneficial for Canada before being signed off on by officials. Al Jazeera’s Kimberly Halkett, reporting from Washington, DC, said Trump was “delivering” on promises made during his successful presidential campaign to renegotiate major trade deals affecting US workers. “Essentially what this [deal] seems to do is update the 24-year-old agreement with respect, particularly, to the manufacturing sector, particularly when it comes to cars, an area that was decimated in many respects because of NAFTA,” Halkett said. “A lot of [US-based] jobs went to Mexico, where the labour supply was cheaper,” she added. NAFTA, which came into effect at the beginning of January 1994, lifted tariffs on virtually all goods traded among the US, Canada, and Mexico. Trilateral trade between the three countries has exceeded $1tn annually in recent years, according to a 2017 report by the US’ Congressional Research

Service, with Canada and Mexico ranking in the top three largest buyers from, or suppliers to, the US in 2016. But critics of the deal suggest it has led to significant job losses within the US market, with companies shifting operations to Mexico due to lower production costs. According to the US-based Economic Policy Institute, about 700,000 jobs have been lost nationwide due to growing trade deficits with Mexico caused by NAFTA. Al Jazeera’s John Holman, reporting from Mexico City, said outgoing President Nieto “probably had to make sacrifices” to protect a trade agreement with the US, with a possible consequence being the flight of car manufacturing companies from the country. “Workers in Mexico might be the ones that come out of this well, because wages in certain sectors may have to go up as a result of the [new] trade deal,” Holman said. “Wages are currently very low in Mexico and that is one of the reasons that car makers are attracted to the country, the low cost of labour, but it [the new deal] might also affect whether they want to stay in Mexico or go to Asia and the US,” he added. Advisers of incoming President Lopez Obrador hailed the new deal, saying it represented progress on energy and wages for Mexico’s workers.

Uganda: Court frees jailed opposition MP Bobi Wine Robert Kyagulanyi, a musician-turned-MP whose arrest prompted protests in Uganda, has been granted bail by a court in the northern city of Gulu. The opposition legislator and 11 others were freed on a ‘non-cash’ bail on Monday. The court did not approve the bail application of more than 10 other suspects charged alongside the MP. Kyagulanyi, who is better known by his stage name, Bobi Wine, has been charged with treason. They were arraigned over their alleged role in the pelting with stones of the President Yoweri Museveni’s convoy after a local election rally. Military prosecutors on Friday dropped weapons possession charges against Kyagulanyi. A civilian magistrate ordered Kyagulanyi remanded in custody

until August 30 and granted him access to private doctors citing the “health of the accused”, according to footage broadcast on state channel UBC. Kyagulanyi had been arrested since his arrest on August 14. The popular musician has emerged as an influential critic of Museveni after winning a seat in parliament last year. The 36-year-old opposition legislator has used his music to address the country’s political and social issues. In recent days, Uganda’s government has faced pressure to free Kyagulanyi, with dozens of musicians around the world speaking out against his alleged beating in detention. Security forces in recent days have violently put down street protests by Ugandans demanding his release.

First WADA approved doping laboratory to open in Kenya A laboratory in Kenya will be the first to receive World AntiDoping Agency approval in East Africa, the Athletics Integrity Unit said Monday. The Nairobi lab will operational from early September for blood analyses and other tests including the anti-doping programme of the Anti-Doping Agency of Kenya. Kipyegon Bett became the latest Kenyan athlete to have a positive test for doping revealed this year when the AIU announced his case on Sunday. The 20-year-old 2017 world bronze medallist over 800 metres had already been suspended for avoiding doping checks.

Bett’s sample tested positive for the blood-booster EPO, following Asbel Kiprop, the 2008 Olympic and three-time world champion over 1,500m, who had a positive test for the same substance revealed in May. According to the AIU, the laboratory is expected to analyse between 800 and 1,000 blood samples a year as part of doping control for Kenya, Ethiopia, Uganda, Tanzania and Eritrea. It stated: “From now on, the analyses of blood samples will be performed locally,” Brett Clothier, head of the AIU. “This will give us more efficiency, more responsiveness

and less predictability in our testing programme in the region and a foothold in neighbouring countries where it was extremely difficult to collect blood samples in the past.” Previously samples from East Africa were transported to antidoping laboratories in Europe or South Africa for analysis, a practice which was expensive hard to achieve within the required time frame. The lab in Nairobi does not have full WADA accreditation but for “cost and geographic access reasons,” certain facilities can be approved to perform “particular analyses”.
